News from the Suffolk County Legislature Suffolk County Executive Steve Bellone Signs Legislator Jay Schneiderman’s Bill Prohibiting Sale of Puppy Mill Dogs On June 17 at the Town of Babylon Animal Shelter, Suffolk County Executive Bellone, Legislators Jay Schneiderman, Monica Martinez and Kevin McCaffery, were joined by animal advocates and pet store owners to celebrate the signing of this groundbreaking law. Resolution 423-14, a local law to regulate pet dealers and pet stores in Suffolk County, was adopted by the Suffolk County Legislature on June 3, 2014. This law prohibits pet stores and dealers from selling pets originating from breeders who have received violations from recent inspections conducted by the United States Department of Agriculture (USDA). This law requires pet stores and pet dealers to provide information on the background of a pet upon request by a consumer, including the pet’s origin, USDA records, and other supplemental documentation. This law also requires that animals sold in Suffolk County must be at least 8 weeks of age. Any violation of this law will result in a $500 fine and will be enforced by the Suffolk County Department of Labor, Licensing, and Consumer Affairs. “This law slams the door on the despicable puppy mill industry. Suffolk County will not tolerate the cruel treatment of animals,” said Legislator Jay Schneiderman. “I would like to thank my colleague, Legislator Jay Schneiderman, for introducing this resolution and County Executive Bellone for signing it into law,” said Suffolk County Legislator William Spencer, M.D. “Our legislation was the product of a significant grassroots movement that has long-sought to protect the health and wellbeing of pets being sold to the public while simultaneously recognizing the needs of local pet stores. It is a strong local law that will inform our residents and it ensures that they will purchase pets that are healthy. Today, I can say with conviction that the grassroots movement has succeeded.” “Thank you to everyone who helped make this bill a Suffolk County law. Pet dealers can no longer hide their dirty secrets of using puppy mills to stock the cages in their stores. Suffolk County consumers will now have all the facts. Buying puppies from puppy stores supports puppy mill cruelty. All pet stores source puppies from puppy mills with or without violations puppy mills are inhumane,” said Barbara Dennihy, New York Director of CAPS. “No animal on this earth should have to live through the horrors faced by Puppy Mills every day. The Suffolk County SPCA applauds Legislator Schneiderman, Spencer, and County Executive Steve Bellone for adopting this landmark legislation,” said Stephen Laton, Chief of Operations of the SPCA. “On behalf of my Senior Service Dog Juno, his long lost litter mates, and his current pack mates, I want to take this opportunity to compliment the entire Suffolk County Legislature and County Executive Steve Bellone for enacting and signing this timely legislation,” said Michael Kaplow, president of the Siberian Husky Club of New York. “We have been in support of Legislator Schneiderman’s bill from the start and I believe this law presents a position with which the legitimate show and hobby breeders can feel comfortable. We look forward to advising and working with the County Legislature on animal issues in the future.” “Today, LION and the HSUS applaud County Executive Bellone for signing New York’s toughest countywide law regulating pet dealers, which protects animals and cracks down on puppy mill cruelty, said John Di Leonardo, president of Long Island Orchestrating for Nature (LION) and The Humane Society of the United States. “We are honored to have been able to assist the county with the creation of this new law and proud to have been able to work alongside Legislator Schneiderman and so many fantastic animal advocates in Suffolk County.” “Every long journey begins with the first step. This legislation is the first step toward ending puppy mill cruelty in Suffolk County, said Dori Scofield, president of Save-A-Pet Animal Rescue.

Suffolk County Legislature Passes 2015-2017 Capital Budget Schneiderman States Legislative District 2 Fares Well With Adopted Capital Budget Suffolk County Executive Steve Bellone proposed his 2015-2017 capital budget of all capital projects within the 18 legislative districts and presented it to the Suffolk County Legislature. The Presiding Officer of the legislature then devised a bipartisan capital budget working group to go through Bellone’s proposed capital budget and to make necessary recommendations. After making recommendations with the legislature’s budget review office, the legislature then sent it back to the county executive for his signature. Suffolk County Executive Steve Bellone has reviewed the amendments to the proposed capital program and signed the budget on June 13. Many of the original capital projects proposed by County Executive Bellone are in Legislator Jay Schneiderman’s legislative district. Schneiderman’s district is comprised of the entire South Fork including Shelter Island, Eastport and a small part

of East Moriches. The rural character and beautiful beaches of the east end has promoted tourism from across the nation and around the world, making the district a top vacation destination. One major project included in the capital budget is the reconstruction of the Riverside traffic circle. There is $4 million allocated for construction for the traffic circle in 2016. The circle will be transformed into a two lane oval roundabout with sidewalks and crosswalks. The project will improve traffic flow and drainage in the area. Schneiderman also succeeded in adding $2 million in county funding for sewers as part of the Riverside Revitalization Project in future years. The 2015-2017 capital budget includes $500,000 for the Historic Restoration and Preservation Fund. This fund includes over ten historic structures in Suffolk County. The Cedar Island Lighthouse at Cedar Point County Park and the Big Duck are two historic structures included in the capital project within Schneiderman’s district. One capital project in the budget within the district is the improvements of Three Mile Harbor Road (CR-40). This project will improve safety and mobility on Three Mile Harbor Road (CR-40), Springs/Fireplace Road (CR-41) and Hog Creek Road (CR-45). The improvements include pavement rehabilitation and asphalt resurfacing, new curbing and sidewalks, drainage repairs and upgrades. The county will allocate $550,000 next year for planning the 2017 construction project. The total estimated cost of this project for construction is $5,500,000. The intersection of Old Riverhead Road (CR-31) and Montauk Highway (CR80) in Westhampton will be seeing improvements as well. Improvements include a larger turning radius, enhancing traffic signals and pavement marking modifications. These improvements will make it easier for large commercial trucks making right turns on to Montauk Highway from CR-31. For this capital project, there is $450,000 allocated for construction for 2015. Schneiderman also fought for adding $1 million in serial bonds for planning in 2016 for Bridgehampton-Sag Harbor Turnpike (CR-79). This project will upgrade the drainage system and include other improvements such as full depth pavement construction, asphalt resurfacing and curb and sidewalk replacement. Construction will not occur until after 2017 and is estimated at $9 million. During the capital budget working group, Legislator Schneiderman fought to add and advance funding in certain projects. Schneiderman fought and received $200,000 for 2017 to improve water quality in Napeaugue Harbor by opening the East Inlet. Another capital project within the district is the reconstruction of the Shinnecock canal locks. Schneiderman succeeded in advancing $500,000 for construction from 2016 to 2015. This project funds the rehabilitation of the Canal’s Tide and Lock Gates. Legislator Schneiderman was successful in adding a new capital project which added $200,000 for construction in 2016 for drainage improvements and parking improvements to the Shinnecock West parking lot. Another capital project included in the 2015-2017 capital budget is the rehabilitation of moveable bridges (draw bridges). This project funds the inspection and evaluation of all mechanical, electrical, and structural components of moveable bridges. The budget includes a total of $2.5 million in 2015 for construction for this capital project. Bridges within Schneiderman’s district include the Quogue Bridge, Beach Lane Bridge and West Bay Bridge in Westhampton.

Suffolk County Legislature Authorizes Agreement Between Parks Department & Cedar Island Lighthouse The Suffolk County Legislature unanimously approved legislation authorizing a license agreement between the Cedar Island Lighthouse and the Suffolk County Parks Department at its June 17 general meeting in Riverhead. The Cedar Island Lighthouse, located in Cedar Island County Park in East Hampton, has been deteriorating and has been inaccessible to the public for roughly 40 years. This legislation, sponsored by Legislator Jay Schneiderman (I-Montauk), directs the Suffolk County Parks Department to extend the existing license agreement with Lighthouse Inc. through December 31, 2029. Lighthouse Inc., a non-profit organization who oversees the lighthouse, will maintain and assist the preservation of Cedar Island Lighthouse. Michael Leahy, President of Lighthouse Inc., needed this agreement with the county to enhance the non-profit’s ability to raise funds and assist in the restoration of the Cedar Island Lighthouse. “This agreement is the best way to protect and preserve this historic structure. I would like to thank Michael Leahy for his willingness to take on this monumental task of raising funds to restore this building to its formal grandeur and to open it to the public,” said Legislator Schneiderman. “I applaud Legislator Jay Schneiderman for believing in historical preservation and backing up his belief with legislative action,” said Suffolk County Executive Steve Bellone. “I also commend the non-profit organization Lighthouse Inc. who will ensure residents and visitors have access to this historic structure that has been a part of our coastline for 175 years.” This resolution also allows for two rooms of the renovated lighthouse to become a bed & breakfast. All revenues collected from this B&B will help with the maintenance costs. A living space for the lighthouse keeper will also be provided under this agreement. Proponents argue that driverless cars—also called “autonomous cars”—are inherently more sustainable than their manned counterparts. For one, they say, once they are widely available many of us will forego owning our own cars in favor of car-sharing, whereby the autonomous vehicle comes to you, charged and ready to go, as needed. Thus the result could be far fewer cars on the road than today. According to Steve Gutmann of the Seattle-based sustainability think tank Sightline Institute, such a car-sharing scenario would also obviate the need for many parking spaces. Today the typical private car spends upwards of 90 percent of its time parked. Once we have more driverless cars, we’ll need far fewer parking spaces, leading to less land being paved and reducing storm water runoff and heat island effects accordingly. The networked brains of these vehicles will also reduce inefficient routes and decrease overall driving time, leading to better air quality and lower carbon emissions. Also, the increased safety of driverless vehicles—they obey speed limits, can sense people, bikes

and other cars coming toward them, and accelerate and brake much more gradually than human drivers—will mean that the cars can be lighter and require far fewer resources in manufacturing, reducing their overall environmental impact even further. On the flip side, the advent of driverless cars means that many of us now not able to drive because of age or physical handicaps will be able to use these cars to get around, potentially leading to an increase in the number of cars on the road. And Chandra Bhat of the Center for Transportation Research at the University of Texas points out that just because a car is driverless doesn’t mean we’ll want it to be smaller, lighter and more fuel efficient. He fears that driverless cars will engender a return to larger vehicles because people will want “more comfortable space” when they are free to stretch out, relax, read, videochat, text or even nap during their trips. He adds that driverless cars could lead to more urban sprawl as car commuting becomes more tolerable without the hassle of actually driving. Bhat also wonders what will become of the public transit systems we’ve invested so heavily in if driverless cars offer the same advantages—using the time en route to do whatever one pleases—with the added benefit of privacy and route/timing flexibility.

Today four U.S. states—Nevada, Florida, California and Michigan—allow driverless cars on their public roads for the purpose of testing; several other states are considering similar allowances. Likewise, in 2013 the United Kingdom began allowing the testing of driverless cars on its public roadways. Besides Google, several leading automakers and other companies have developed their own prototypes. Car enthusiasts can expect to see such examples from the likes of Mercedes-Benz, General Motors, Nissan, Toyota, Audi, Volvo, Tesla and others at auto shows over the next few years, and can look forward to getting “behind the wheel” of one within a decade. My friend Lisa and I chose a booth near a fish tank, overlooking the local marinas, and ordered some gin and vodka tonics. Our friendly waitress, Dottie, told us tonight’s Wednesday special was Barbecue Spare Ribs, which we ordered, and we were also told George makes a mean marinated steak. We started off with an appetizer of Crab Cakes with homemade cocktail sauce—and were happy to find these chock full of fresh crabmeat—delicious! We also tried the Coconut Shrimp with Melba Sauce—a creative combination of sweet, crunchy, lightly battered coconut shrimp, and tart raspberry sauce, which were divine together. Dottie then brought out the Seafood Sampler—a treat for the eyes with three succulent baked clams, a tender piece of flounder stuffed with tasty crabmeat, and a steamed lobster tail, served with French Fries and salad. When in Montauk, one must try the local seafood, and George gets it right from the docks. And I would eventually not need to breathe because I would develop a special organ system that could extract oxygen from Ken’s cheesecakes. So it brings to mind the classic film, the Exorcist, the scene in which the evil spirit is guilting father Karras, the young priest by imitating his mother’s voice: “Demi. . .why you do dis to me, Demi? Gently sautéed to be crispy outside while remaining tender and moist, this crab cake has an enjoyable spicy flair to accentuate the crab flavor. The crab cake along with our Montauk Kale Caesar salad which we enjoyed next would make an amazing lunch or dinner. The crisp kale is layered with Manchego, lemon, anchovies and capers and dressed with a light Caesar. Grilled shrimp was added to our salad which just added to the amazing taste of the whole plate. Needless to say, we began packing up the leftovers since Martin informed us we had a few large plates on the way!

We sat at sunset, and our waitress Hillary brought us wine and the famous Tuna Martini appetizers and Summer Salads. Slices of seared raw tuna in the glass were surrounded by seaweed salad, lettuce, Wasabi and ginger. The salads were also lovely and creative, with goat cheese and strawberries. Executive Chef Gerry Sinotte explained that his food is farm to table, and he buys it from local fishermen and farmers. We tried his recommendation of the famous 2-pound baked lobster, stuffed with shrimp, scallops and breadcrumbs, and the local halibut—perfectly cooked and divine! We finished it off with one of the best Key Lime pies and Crème Brulees we’ve ever tasted. Block Island has no lack of nightlife, so we ventured over to Yellow Kittens, the island’s oldest bar, for their late-night dancing, to The Old Island Pub across the street, and to Poor People’s Pub up the street. Molly O’Neill, owner of Tip Top Taxi Service, who pointed out the North and South Lighthouses, the monuments, hiking trails, famous homes, bird sanctuaries, and oyster farms on this beautiful paradise. We had lunch sitting right on the ocean, at the well-known Ballard’s restaurant, which has two great outdoor bars, and one is actually a boat. We met owner Steven Filippi, whose father bought it in 1956, and he took over in 2006. He said Ballard’s is the largest restaurant and bar on the island, seating 650 inside and outside. They serve lunch and dinner daily, and they have live music and dancing inside and outside daily. “We’re a modern New England seafood restaurant, serving fresh fish and lobster from our own traps,” said Filippi. We started with their baked clams and crab cakes, which were both sumptuous, with generous portions. We then tried their Mahi Mahi lunch special and their fresh swordfish, which were both wonderful, served by the friendly waiter Roman. We had no room for dessert, but we loved their frozen Pina Coladas and Daiqueris, made fresh at the bar. The best drinks in town, also served right on the beach at Ballard’s!! We hated to leave Block Island, but it was time to catch the Viking Starship back to Montauk, so we drove to Aldo’s Ice Cream for one more cone and then headed back to Montauk from our relaxing vacation.
