We are so fortunate to be part of a wonderful university that recognizes the value of its alumni and community. We are indeed one family. This is the place where we all belong. Distinguished Alumnus Award

STEPHEN E. CONDREY The recipient of the 2014 Distinguished Alumnus Award is Stephen E. Condrey. A native and current resident of Montevallo, Condrey graduated with highest honors from the University of Montevallo in 1978 with a bachelor’s degree in political science and a minor in business. He went on to earn a Master of Public Administration (MPA) degree with a concentration in higher education administration from the University of Tennessee in 1979. After receiving the MPA, Condrey took his degrees into the workplace as a program evaluator in the office of the comptroller of the treasury in the state of Tennessee and later as a personnel officer on the personnel board of Jefferson County, Alabama. He returned to graduate school in 1986 at the University of Georgia, receiving the Ph.D. in public administration in 1990. Condrey worked in the Carl Vinson Institute of Government at the University of Georgia from 1986 until his retirement in 2010. He served as the program director for human resource management technical assistance and as an adjunct professor in the School of Public and International Affairs in the Department of Public Administration and Policy. He was appointed to the graduate faculty of UGA in 2002. In addition, he founded a consulting firm in human resource management, Condrey and Associates Inc., in 1998. This internationally recognized firm has consulted nationally with more than 500 organizations concerning personnelrelated issues and has completed more than 100 projects for local municipalities and public agencies in 23 states. As an independent academic consultant, Condrey has been invited to lecture and present seminars to government agencies and academic organizations in numerous foreign countries including Russia, China, Ukraine, South Korea and India. As a result of his work in Eastern Europe, he edited a book, Public Administration in Post-Communist Countries: Former Soviet Union, Central and Eastern Europe, and Mongolia. One nominator said, “This is the most comprehensive treatment of public administration in the

region since the dissolution of the Soviet Union.” He is the principal author and editor of the Handbook of Human Resource Management in Government, first published in 1989 and republished twice more in 2005 and 2010. In 2011, this text was recognized as the “Best Public Human Resource Book” by the American Society for Public Administration. In 2010, Condrey was appointed by President Obama to the position of chairman of the Federal Salary Council. He also serves as president of the American Society for Public Administration, as editor-in-chief of the Review of Public Personnel Administration, and was elected a fellow of the prestigious National Academy of Public Administration. Condrey’s service to the University of Montevallo has extended far beyond representing his class for the National Alumni Association from 1979-1981 to include significant support of the James Wylie Shepherd Observatory and the recruitment of Russian scholar Dmitry Goncharov for the Vacca Professorship in 2005. He is an active member of his community, supporting local causes and events. One nominator wrote, “I cannot think of another person who so well fulfills the UM Mission Statement in the way he has used his Montevallo education to achieve ‘intellectual and personal growth in the pursuit of meaningful employment and responsible, informed citizenship.’”

Young Achiever’s Award

FREDERICK D. MILLER Frederick D. Miller is the recipient of the University of Montevallo’s 2014 Nathalie Molton Gibbons Young Achiever’s Award. Miller graduated from UM in 2004 with a bachelor’s degree in political science and history. In 2005, Miller relocated to Washington, D.C., where he became a legislative assistant with Van Scoyoc Associates, a government relations firm. A nominator from that firm praised his work ethic, saying, “Every morning he was the first person in the office and every evening he was the last person to leave. He performed every task, no matter how small or how large, as if it was the most important thing he had ever done up to that point in his life. Additionally, he spent many hours, some on his own time, studying the craft of government relations.” He soon became, in the words of this nominator, “Mr. Problem-solver” to the firm’s staff and clients. Miller’s eye for detail and professional demeanor drew the attention of the CEO of the Weyerhaeuser Company, and in 2006, he became legislative assistant in the company’s Washington, D.C., office. In 2008, he became political affairs manager, serving on teams that successfully affected federal timber tax reforms critical to the U.S. private forest industry and regulations helping maintain employer-provided pension programs. He also led a coalition supporting the use of sustainable U.S. wood products in the federal government’s construction projects. In recognition of his accomplishments, Miller has twice received one of the highest honors bestowed by the company, the Weyerhaeuser President’s Award. A Weyerhaeuser executive said, “Fred’s success is a reflection of his outstanding leadership,

understanding of the importance of relationships across a broad array of stakeholders and bipartisan interests, out-ofthe-box thinking and passion.” An award-winning speaker, Miller was a semi-finalist in the Toastmasters International World Championship of Public Speaking Contest in 2009 and serves as president of the Capital Two Toastmasters Club in Washington, D.C. He is a sponsor of the Toastmasters Youth Leadership Program, designed to give young adults experience in public speaking. He also volunteers with the Capital Area REACH Program of Greater Washington, D.C. This organization helps underprivileged youth become successful in school, work and the community. As a loyal UM alumnus, Miller has not only “paid it forward” by giving other alums assistance in moving to Washington, but has even offered his apartment as a place for Montevallo students and recent graduates to live as they worked in summer internships or first jobs. One nominator wrote, “Since his arrival in D.C. in 2005, Fred has fueled his rise in politics with natural talent, hard work and grit. In a town not known for its ethics, Fred has made character and integrity the foundation of his career.”

ROBERT GENE RAMSAY

The recipient of the University of Montevallo’s 2014 Nathalie Molton Gibbons Alumni Achievement Award is Robert Gene Ramsay. A resident of Gardendale, Ramsay graduated from UM in 1992 with a bachelor’s degree in music education. While still attending college, Ramsay opened Gene Ramsay’s Trumpet Studio, teaching music, specifically trumpet, in private and group settings. He continues to maintain his studio and also performs with various music groups in the Birmingham area. After graduation, Ramsay taught music in the Jefferson County schools for five years before turning his attention to the insurance field. Since 2005, he has worked as a licensed health and life insurance professional in Alabama, Georgia and North Carolina. He is a broker with First Protective, working in sales and service with MedAmerica and as a counselor and advisor with Colonial Life. Ramsay has received a number of awards and has served as treasurer, president-elect and currently president of the Birmingham Association of Health Underwriters. He also is vice president of technology with the Alabama

Association of Health Underwriters. In 2013, he was named to the Birmingham Business Journal’s list of 40 Executives to Follow and received the Soaring Eagle Award from the Leading Producers Round Table of the National Association of Health Underwriters. In addition to his professional duties, Ramsay has been a member of Bugles Across America since 2008. This volunteer organization provides live buglers to play Taps at military funerals and other military events. In the words of one nominator, “Due to military budget cuts, the active military will send an honor guard, but most of the time they provide a recording of Taps to be played at a military funeral. For Gene Ramsay and the remainder (sic) 5,000 buglers, a tape recording of Taps played at the funeral of an American hero is just not ‘good enough.’’’ Ramsay is the director of the Alabama chapter of Bugles Across America, coordinating buglers for some 30 requests each day, many times providing the service himself. Another nominator said, “These families are deeply touched by the volunteer bugler who helps send the soldier out with respect and honor. Gene helps honor our country’s heroes every day.”
