The Alley entertainment district in downtown Montgomery features bars, restaurants and shops in a style reminiscent of New Orleans. Guests can enter the L-shaped Alley on either Tallapoosa or Commerce streets and find everything from barbecue to Italian to Mexican to upscale American cuisine with a down-home flavor. River Region’s calendar full of things to do There are many annual events that take place in the tri-county area each year. Here are a few you should check out:
MAY Jubilee CityFest: The annual downtown Montgomery street party known as Jubilee CityFest kicks off each May at the Union Station Trainshed with Brewfest. The fun continues at the Riverwalk Amphitheater with Bama’s Big Bang, a free concert-and-fireworks spectacular. The weekend event also features a variety of other events, including the CityFest Run, KidsFest and more. Visit www.jubileecityfest.org or www.bamasbigbang.com for more information. Memorial Day: Residents will honor fallen service members May 28 at events throughout the area. Wreaths will be laid and taps will be played at Memorial Day ceremonies in Montgomery, Prattville and Wetumpka. Also, a fly-in will be held at Moton Field in Tuskegee.
JULY Fourth of July fireworks shows: Montgomery’s annual fireworks show is sponsored by the city and held in conjunction with the Montgomery Biscuits game. In Wetumpka, a fireworks show is held each July Fourth at Gold Star Park on the Coosa River. 567-5147, www.cityofwetumpka.com. AUGUST Stars on the Riverfront: Alabama Dance Theatre’s annual performance at Riverwalk Amphitheater will be held Aug. 5-6. For more information, call 241-2590. Montgomery Dragon Boat Race and Festival: The Dragons made their debut on the Alabama River in 2010. This year’s event will be Aug. 25 at Riverwalk Park. 625-9411 or www.montgomerydragonboat.org.

OCTOBER Alabama National Fair: Each October, Garrett Coliseum comes alive with live musical acts, including some of the top country artists in the nation, a circus, pig racing and diving, a petting zoo, arts and crafts, food booths and carnival rides and games. There also are exhibits of art, photography, flowers, livestock and food. The 2011 edition takes place Oct. 5-14. Fairgoers can catch Midway thrills, browse through commercial and educational exhibits and enjoy their favorite foods with fewer crowds. Carver Sweet Potato Festival: This festival is held every third Saturday in October in Tuskegee’s town square. The festival commemorates the memory of George Washington Carver and his sweet potato research. Get tips on growing sweet potatoes, see new products, enjoy various competitions, and buy plenty of locally-grown sweet potatoes. 720-0500. Haunted Hayride in the Forest: For several weekends in October, leading up to Halloween, South Montgomery County Academy in Grady sponsors a hayride through the forest featuring ghostly ghouls along the route. 5623235. Spinners Pumpkin Patch: This year marks the 31st anniversary of the arts and crafts festival held each October at Spinners Park, West Sixth Street in Prattville. Zoo Boo: The Montgomery Zoo celebrates Halloween for several days in late October with nightly attractions for the kids leading up to Halloween night. The zoo normally closes at 5 p.m., but it reopens until 9 p.m. during Zoo Boo so visitors can enjoy haunted train rides, costumed characters, candy and more. For more information, call 240-4900.
NOVEMBER Alabama Frontier Days at Fort Toulouse: Known as “the most authentic living history event in the state,” Alabama Frontier Days is set for Nov. 7-11 at Fort Toulouse in Wetumpka. Kenan Mill’s annual Fall Festival and Bluegrass Event: This annual event features bluegrass music, food vendors, and arts and crafts. and so much more. Turkey Day Classic: Held on Thanksgiving Day at Cramton Bowl, this college football game features Alabama State University and Tuskegee University. The Turkey Day Parade precedes the game in downtown Montgomery. For more information, call 229-4507. Holiday Light Festival: From late November to early January, the Montgomery Zoo is aglow with large holiday light sculptures of animals, live performances of holiday music, train rides, pictures with Santa, etc. Zoo hours are expanded to accommodate the nightly show. 240-4900. DECEMBER The city of Montgomery Christmas Parade: Held in early December on Dexter Avenue, this annual event features hundreds of floats and other attractions. The parade is kicked off with the governor’s tree-lighting ceremony and ends with the mayor’s tree-lighting ceremony. 241-2300. Christmas on the Coosa: Held in December at Gold Star Park and in downtown Wetumpka, the festival includes arts and crafts, a street parade, food vendors and fireworks. 567-5147. The Town of Eclectic Christmas Parade: Held on the first Friday night in December at 6 p.m., this annual event is followed by the town Christmas tree lighting at Town Hall. JANUARY Fitzgerald Museum Gala: The F. Scott and Zelda Fitzgerald Museum, 919 Felder Ave., is one of the stops along the Southern Literary Trail. The couple lived here from 1931 to 1932. The gala features a silent and live auction and music from the Roaring ’20s. 264-4222. www.fitz-

MARCH Southeastern Livestock Exposition Rodeo: Held over several days during March at Garrett Coliseum, the rodeo features events such as bull riding as well as livestock shows. APRIL Second Saturday Riverfront Festival: The festival will be held at Riverfront Park in Montgomery on the second Saturday of each month through Sept. 8. This family friendly event will feature food vendors, live music, crafts, fireworks and activities for the children. Civil Rights Memorial Center: This visitor center enhances the experience of the Civil Rights Memorial on Washington Avenue by providing in-depth information about the people and events it honors. Dexter Avenue King Memorial Baptist Church Parsonage Museum: Serving as the pastorium of Dexter Avenue King Memorial Baptist Church since 1919, this was home for the Rev. Scott and Zelda Fitzgerald Museum: The couple lived in the home at 919 Felder Ave. from 1931 to 1932. This is the only museum dedicated to them. Ralph Abernathy was the church’s pastor from 1952-1961. The church was a major meeting place during the civil rights era. On May 15, 1961, Freedom Riders and parishioners were held captive for 15 hours in the church until U.S. Attorney General Robert Kennedy authorized the Alabama National Guard to provide them a safe exit. 347 N. Holt Street Baptist Church: On Dec. 5, 1955, just days after Rosa Parks was arrested for refusing to give her bus seat to a white man, Holt Street Baptist was the site of a mass meeting to determine how long blacks would boycott the city bus system. Riverwalk Stadium gets new scoreboard A new scoreboard and outfield ribbon board will greet Montgomery Biscuits baseball fans at Riverwalk Stadium this year. The $1 million system, paid for in equal parts by the city and team, will add to the fan experience, according to officials with the minor league team. It includes high-definition video, a closed-circuit in-stadium broadcast and additional cameras. Where the old system featured two cameras, both from a fixed position, the new one has four, including one wireless. The Biscuits will be able to display advanced statistics, updated with each atbat, along with up-to-the-minute scores and highlights. “We’re able to give a major league show at a minor league facility,” said Jordan Mandelkorn, who is in charge of the scoreboard team. “Basically, everything has been upgraded.” The Biscuits will even be able to show same-night highlights from their parent team, the Tampa Bay Rays. The Biscuits

Alabama Dance Theatre: An honor company in the Southeastern Regional Ballet Association, ADT combines professional and student dancers in a number of performances. Dance styles range from classical ballet to modern and jazz. Annual productions include “Mistletoe,” a holiday-themed show, and “Celebration of the Season,” a spring gala. At “Stars on the Riverfront” each summer, ADT showcases its dancers at various levels in performances at the city’s amphitheater on the river. FYI 2012 RECREATIONAL OPPORTUNITIES The Montgomery area offers an array of athletic venues and recreational activities:
SOFTBALL Registration is held twice each year: in February for spring/summer leagues and in August for the city’s fall league. The city’s top two facilities for softball, Lagoon Park and Fain Park, are limited to organized league play, but there are plenty of other fields at city parks that can be reserved for pickup games or individual use. The Parks and Recreation Department offers a variety of slow pitch leagues in both men’s and women’s divisions. Play is held primarily at Lagoon Park and Fain Park. The city’s Blue-Gray Fast Pitch League operates at Lagoon Park and co-ed leagues play at Lagoon and Fain. Teams wishing to participate in the leagues can join at a cost of about $500. TENNIS The city has various leagues and its facilities at Lagoon Park and the O’Connor Tennis Center cater to various amateur tournaments during the year. In addition, both facilities have instructors who are willing to provide individual attention to the beginning tennis player. The Lagoon Park Tennis Center features 17 fully lighted tennis courts as well as one center stadium court. The facility annually holds some of the top amateur tournaments in the state, in addition to the state high school championships and the Blue-Gray Tennis Classic. Its older counterpart, O’Connor Tennis Center, also holds amateur tournaments. Because of the demanding

The first phase of the Pike Road Natural Trail, a 4-mile segment that parallels Meriwether Road, was completed in 2011. The natural trail, envisioned as a network of more than 30 miles of multipurpose trails, will grow in phases. more counties. Winters typically are short and mild with hard freezes and snow rare. Even in the middle of winter, it’s not unusual to have days where the high temperature flirts with the 70degree mark. Snow is a rarity in central Alabama. The area averages less than threetenths of an inch of snow each year. Due to the Gulf’s influence, summer means high, sometimes stifling, levels of humidity. During June through September, tem-
peratures show little change from day to day. Summers typically see afternoon highs in the upper 80s to mid-90s. The area is prone to severe weather, including strong thunderstorms and tornadoes. Being this close to the coast, tropical systems often make an impact. Hurricanes, and even tropical depressions, can dump vast amounts of rain over the entire state. The winds associated with the storms can be a factor as far north as the Tennessee line.

MPS adds technical center, IB programs
The River Region is home to four public school systems — in Montgomery, Elmore and Autauga counties and the city of Tallassee — as well as more than 30 private schools. The area’s largest school system is Montgomery Public Schools, which educates more than 31,000 students in more than 50 schools including a newly created career tech center. The Montgomery Technical Education Cen-
ter, or Montgomery TEC, opens this fall and will educate almost 300 students in various skilled trades. The center represents a partnership between the school system and area businesses, which have been quick to support the project. In addition to its career tech offerings, the system is also in the process of adding International Baccalaureate programs at several of its schools. IB programs will be in place at Carr Middle School and
MacMillan International Academy for Humanities, Communications and Technology. The system is also in the midst of an application process to install the IB diploma program at Loveless Academic Magnet Program High School. The system is also in the process of building a new high school to accommodate growth in the county’s east end. Park Crossing High School is expected to open in fall 2013, cost about $27.3 mil-
lion and be home to more than 1,000 students. Montgomery Public Schools is also home to more than two dozen Nationally Board Certified Teachers, which is one of the highest distinctions educators can receive. In neighboring Elmore County, the public school system educates more than 10,000 students in 15 schools. Like Montgomery County, Elmore County educators also place a high premium on excel-
lence in the classroom. A dozen teachers in the county have become board certified. Elmore County public schools also have seen various capital improvements in recent years to accommodate a growing population. Classrooms have been added to two elementary schools. Several schools in the Wetumpka area also have had major technology upgrades. The small Tallassee City Schools system also is located within Elmore
County. It has three schools and educates more than 1,900 students. In nearby Autauga County, the school system has 14 schools and more than 10,000 students and 18 board certified educators. The school system has also recently completed major capital upgrades to several schools. New windows were added to Prattville Primary and Prattville Kindergarten schools and a new gym at Billingsley School.

Large military presence in tri-county area The Montgomery region’s military presence covers all branches of the U.S. Armed Forces, as well as the Alabama National Guard. The Army and Marines also have recruitment centers, with reserve units in the city as well. The 926th Engineer Brigade, an Army reserve unit, and the Lima Company 3rd Battalion, a 23rd Marines infantry reserve unit, are based in Montgomery. The Navy and Coast Guard both have recruitment centers in the city as well. Employing more than 25,000 people combined, the Air Force and Alabama National Guard make up the biggest military presence in the area.
At
Maxwell Air Force Base, Gunter Annex Maxwell Air Force Base is the only Air Force base in the state and is home to the Air Force’s intellectual and leadership center, Air University. Maxwell and Gunter Annex employ about 12,000 people, which include military and civilian workers. The base also is home to the state’s only Air Force Reserve unit, the 908th Airlift Wing, which has about 1,200 members. It houses seven C-130 cargo planes as well as maintenance, operations, security forces and medical personnel. The unit conducts regular humanitarian missions and also deploys in
support of operations in Afghanistan and Iraq. The 908th also responds to hurricanes and other disasters when asked by the Air Force. Air University is the Air Force’s center for professional military education. The Community College of the Air Force, the largest community college in the country, has its headquarters at Gunter Annex. The 42nd Air Base Wing includes security forces, base operations, medical, contracting, communications and other units.

GETTING AROUND Montgomery Area Transit System
MATS provides fixed route and paratransit service within the city limits of Montgomery. The fixed route system averages 4,500 trips daily (more than 1 million trips annually) over about 4,000 daily route miles. Thirty-four buses serve 16 fixed routes between the hours of 5 a.m. and 9:30 p.m. Monday through Saturday. Paratransit service provides 140 daily trips or 43,000 annual trips. Paratransit operates six days a week from 5 a.m. to 9:30 p.m., with a fleet of 11 vehicles. Entertainment Express The Montgomery Area Transit System’s Entertainment Express runs from the Old Cloverdale area and from Maxwell Air Force Base to the downtown entertainment district. Residents can register to vote and the secretary of state’s office or during voter registration drives held throughout the city. Here you’ll find helpful numbers, addresses and general information for city and utility services and rules of the road:
VOTER REGISTRATION There is no length-of-residence requirement to vote in Montgomery County. Residents can register to vote online through the secretary of state’s website, www.sos.state.al.us. A valid driver’s license and a local address are required. Register at the Montgomery County Administration Building, 101 S. Lawrence St., any public library or probate office. 832-1215.
MARRIAGE Couples who want to get married in Montgomery must go to the Montgomery County Administration Building, 101 S. Lawrence St., Annex Building III, second floor, to get a license. Acceptable identifications are a passport, military identification, state-issued identification or driver’s license. If people do not have those forms of identification, they must bring a certified birth certificate and a Social Security card. The license fee is $40. There is no waiting period, but they must get married within 30 days of obtaining a license. No blood test is required. If one of the people had a divorce within the past six months, that person must show a copy of the divorce papers. In most cases, if either person is younger than 18, both parents must be present to sign a consent form. Courthouse ceremonies are available by appointment between noon and 4:30 p.m. Monday, Wednesday and Friday. 832-1235.

OTHER STATE AND LOCAL INFORMATION Purchasing liquor: In Alabama, a person must be 21 years old to purchase alcohol products. In recent years, Montgomery approved the sale of draft and Sunday sales of alcoholic beverages at retail stores. Purchasing tobacco: A person younger than 19 cannot purchase, possess or transport tobacco products. Littering: Littering is a misdemeanor with penalty: $250 for first offense and $500 for second and subsequent offenses. Weapons: People wanting to obtain a handgun license can do so at their county sheriff’s department. According to state law, you must live in the county for which you get the permit, but once you have it, it is valid statewide and in other reciprocal states.
ROAD RULES Tag/registration: To register a motor vehicle or get a tag, go to the probate court office. The main office is at 101 S. Lawrence St., Montgomery, and there are three satellite offices — Atlanta Highway, Mobile Highway and Woodley Road. 832-1233. Seatbelts: All front seat occupants of a passenger car manufactured with safety belts in compliance with Federal Motor Vehicle Safety Standard No. 208 must wear a safety belt when the vehicle is in motion. There are exceptions for medical reasons, mail carriers, newspaper carriers, vehicles made before 1965 and vehicles that operate in reverse. Any child younger than 6 must be in an age-appropriate child passenger restraint system. For children 4 or 5 years
old, that system includes seatbelts installed by the manufacturer, dealer or owner of the vehicle. Helmet laws: It is unlawful to operate or ride on a motorcycle in Alabama without a protective helmet. Teens and driver’s licenses: There are several restrictions on the issuance of driver’s licenses to drivers younger than 18. They are: A person younger than 18 can not apply for a regular driver’s license until the person has held a temporary instruction or learner’s permit for six months. If the applicant is 16 years old, he/she must submit verification of a parent or legal guardian’s approval and verification of completion of at least 30 hours of behind-the-wheel practice or a state-approved driver’s education course. Anyone issued a driver’s license who is both 17 and licensed for less than six months or 16 years old shall have a restricted license. With a restricted license, a teen cannot operate a vehicle if there are more than four people in the car, not including a parent or guardian. The licensee also cannot drive between midnight and 6 a.m. unless a parent, guardian or a licensed driver older than 21 is along, or unless he/she is driving to or from work, a school-sponsored event, a religious event or in an emergency situation. Red light cameras: The city of Montgomery has implemented an automated traffic enforcement camera system at various intersections. Traffic cameras record images of vehicles running a red light. Violators will receive citations with an associated civil monetary penalty of $50. Traffic offenses: According to state law, traffic violations are classified as misdemeanors unless otherwise stated by law. The penalty for a first-time misdemeanor traffic offense is not more than $100 or 10 days in jail; for conviction of a second offense committed within one year after the date of the first offense, the driver can be punished by not more than $200 or by imprisonment for not more than 30 days, or both. For conviction of a third or subsequent offense committed within one year after the date of the first offense, the punishment is a fine of up to $500 or imprisonment of up to three months, or both. For felony traffic convictions, the driver can be sentenced to not less than one year nor more than 10 years, a fine of up to $5,000, or both. DUI: A person can be arrested for DUI if his/her blood-alcohol level is .08 percent or more, if he/she is under the influence of alcohol or a controlled substance, or both, or under the influence of any substance that impairs mental and/or physical faculties enough to render him/her incapable of driving safely.
