Texas Montgomery Wine & Music Fest 2019! MCHD Board Lowers Tax Rate For 17th Consecutive Year
Weekly Gas Prices (September 16, 2019) Texas gas prices have fallen 0.4 cents per gallon in the past week, averaging $2.27/g t o d a y, a c c o r d i n g t o GasBuddy's daily survey of 13,114 stations. Gas prices in Texas are 8.6 cents per gallon lower than a month ago, yet stand 33.7 cents per gallon lower than a year ago. According to GasBuddy price reports, the cheapest station in Texas is priced at $1.92/g today while the most expensive is $3.19/g, a difference of $1.27/g. The lowest price in the state today is $1.92/g while the highest is $3.19/g, a difference of $1.27/g. The cheapest price in the entire country today stands at $1.80/g while the most expensive is $4.99/g, a difference of $3.19/g. The national average price of gasoline has fallen 0.4 cents per gallon in the last week, averaging $2.55/g today. The national average is down 6.5 cents per gallon from a month ago, yet stands 28.9 cents per gallon lower than a year ago. Neighboring areas and their current gas prices: Midland Odessa- $2.44/g, down 3.1 cents per gallon from last week's $2.47/g. San Antonio- $2.19/g, down 1 cent per gallon from last week's $2.20/g. Austin- $2.23/g, down 1.8 cents per gallon from last week's $2.25/g. “While gas prices have drifted lower for the ninth straight week, all eyes now turn to Saudi Arabia after an attack that knocked out over 5% of global oil production and how oil prices are likely to jump as a result," said Patrick DeHaan, head of petroleum analysis for GasBuddy. "While there is some good news that motorists should not expect a sudden and major uptick in gas prices, there may be a minor impact beginning mid-week and continuing until Saudi Arabia's stateowned oil company, Aramco, is able to restore all production. However, even after oil production levels return to normal, there is an undeniable factor that will now forever impact oil prices- and that is that Saudi Arabia's reliability and stability is no longer guaranteed, and this missile strike is evidence that perhaps one of the world's most stable oil producers may no longer be seen as stable as they were prior to this event. Motorists should stay tuned to GasBuddy for any further developments, but for now, we are not expecting this attack to lead to major price hikes. While the situation may change with Saudi Arabia, motorists are now able to fill up with cheaper winter gasoline and demand continues to seasonally weaken, perhaps softening the blow and impact of the attacks on gas prices."

He told Trey his name was Mark Morgan, his son was Andy Morgan, a Tennessee FLW pro. Trey didn’t really believe him till he started talking about fishing and realized he really was Andy’s dad later. He told Trey he goes there every morning for his coffee. This is going to be a tough tournament for Trey and I because we did not get to pre-fish this summer before the cut off date. We have 3 days to cover the lake and try to locate the fish. This is a big lake so we have lots of work to do.

CONROE – The Montgomery County Hospital District Board of Directors voted to drop the tax rate for the 17th consecutive year. By adopting a rate of $0.0589 per $100 valuation for Fiscal Year 2020, tax revenue is budgeted to be $34,623,604.00, which is an increase of 5.1% compared to Fiscal Year 2019. The fees charged for use of MCHD EMS were reduced in Fiscal Year 2017 to 150% of Medicare, which represented a decrease of approximately 47% in charges. Currently and into Fiscal Year 2020, MCHD maintains the 2017 price structure of 150% of Medicare, which lowers the out-of-pocket cost of those using the service. Budgeted revenue over expenses is expected to be a deficit of $4,699,689. MCHD Chief Financial Officer Brett Allen said, “MCHD has built reserves in recent years to plan against unexpected events. In addition to those reserves, MCHD strives to maintain a minimum of three months of operating reserves; however, more is currently on hand. This is the second year in a row that MCHD has adopted a deficit budget. That means we’ll be using tax revenue collected in the past to pay for next year’s expenses.” MCHD Board Chairman Mark Cole thinks this is a step in the right direction. “The board has a longstanding objective of lowering the tax rate every year, though in some years we lower it more than others,” he said. “But we feel that by lowering the tax rate while passing a budget which controls spending and which judiciously reduces reserves, we have charted a strong and sustainable course for the future of the hospital district, the services it provides, and the taxpayers of Montgomery County.” Montgomery County Hospital District’s mission is to care for the indigent and provide EMS services while protecting the interest of taxpayers and ensuring long-term stability through fund development. For tickets call Toni Stowe in the Crighton Theater Box-office daily between 3:00 and 6:00 p.m. at: (936) 441-7469. Additionally, you have The Players Theater Company’s powerfully entertaining MusicalComedy classic, “MAMMA MIA;” playing at the Owen Theater in Conroe on September 20,
21 & 22 with Amy Barnes “ u p - i n - t h e - D i r e c t o r ’s Chair.” For tickets call the Owen Theater Box-office daily between 3:00 and 6:00 p.m. at: (936) 5394090. We did the “Review” of MAMMA MIA three weeks ago. I attended the opening Night of the Stage R i g h t ’s “ T H E W I L D W O M E N O F WINEDALE;” in the historic Crighton Theater. Wow! Again, led by that multi-award-winning extraordinaire entertainer Carolyn Corsano Wong the cast was fantastic in every variable!!! These actresses with years of theatrical experience took that script and put on a magnificent professional performance in bringing the tale to real life on the Crighton Theaters’ legendary stage!!! This is another “winner”
for Producers Steven and C a r o l y n Wo n g , a n d especially the three “Playwriters”. This show opening with the Stage R i g h t Tr o u p e a t t h e Crighton Theatre will move on to New York in an OffBroadway Theater and then will graduate” up to one of the major theaters on the “Great-White-Way”. Well folks, several previous members of the audiences agree with me that Playwriters Jessie Jones, Nicholas Hope and Jamie Wooten have another winner!! Terrific Opening Night show – the timing was perfect with no quiet lapses in the way of the dialogue. Very good vocal-motor coordination as the characters moved about the stage. The acting was at professional status. Best of all was the actors’ script! This was a contagious laugh every half-
minute with the quick “onel i n e r s ” e r u p t i n g e a rsplitting laughter, whistling and loud applause!!! This comedy was exceedingly thought out relative to realistic situations and the authors have a ragingly-wild situation and hilarious script that will, I repeat, actually reach one of the “Great White Way’s” theatres – this will be a bigtime seller because the word will spread throughout the Broadway’s scene’s “Variety’s” publication, newspapers, restaurants, bars and social clubs. No question about it – the three playwrights have a real bigtime Money Winner in this show. I would strongly suggest that you readers obtain tickets for one of this weekend’s shows at a family price before it moves on to Broadway and Las Vegas.
One of Stage Right of Texas’s premier Show Directors Dinah Mahlman brought the preBroadway comedy “THE WILD WOMEN OF WINEDALE;” to life on the Crighton Theater’s stage as a tremendous success! Some tickets are still and 6:00 p.m. at: (936) 441available by calling Toni 7469. Stowe in the theater’s Boxoffice daily between 3:00
Suggestions For Mindful Eating: Rules for Food Food for Thought Diana Anderson
DianaCAnderson@ gmail.com
Renowned journalist and author Michael Pollan argues that cooking is one of the simplest and most important steps people can take to improve their family's health, build communities, fix our broken food system, and break our growing dependence on corporations. He has written many books but I have recently been listening to him on YouTube. When we prepare food it is called cooking, when
companies do it, it’s called processing. Yet many of us eat these processed foods and don’t distinguish between them and cooked food. According to Pollan, the scientific understanding of nutrition is still very primitive. What predicts a healthy diet more than anything is that the food you eat is cooked by a human being and not a corporation. Home Cooking has a huge bearing on our health. It has been declining since the mid 60’s as fast/processed food has taken over. It is no coincidence that as rates of home cooking decline, obesity goes up, reminding
people what a beautiful miraculous work cooking is. We have been brainwashed that it is drudgery. Marketing by the food industry has created an anxiety around cooking and then provided a solution via their processed food. Cooking is one of the best household jobs; it provides a creative outlet and is enjoyable and rewarding. I wish they could process laundry instead of cooking. Kentucky Fried Chicken was at the forefront of this marketing strategy with their billboard in the 60’s with just two words under a huge bucket of chicken: “women’s liberation”. The chemicals in processed foods are legion. Corporate cooking cooks different stuff than we cook at home. Best example: potato chips or even French
fries. We would rarely cook these at home. Labor intensive special occasion foods have become foods we might have twice a day due to corporate cooking. Some people believe in another generation at home cooking will become as antiquated as quilt making. The one diet, Pollan argues, for Americans that would really work is “eat anything you want, just cook it yourself.” 75% of health care in America is spent on preventable chronic disease most of which is linked to diet. Social engineering is going on every time you step foot in the supermarket. Yo g u r t i s a g r e a t example of our confusion. Most yogurt is very
processed yet is marketed as a health food because in some way it will improve our health. But on average they have more sugar in them per unit than coca cola. This is especially true of the low-fat varieties. Social engineering has directed our thinking about food. We might put up with this if it worked but it hasn’t. First we had the low-fat campaign of the 70’s. This resulted in the engineering of our food supply. We got fat on this low-fat diet. Men and women averaged an additional 18 pounds, mostly, because of the increase in sugar put into products. This became the Standard American Diet (SAD). Our Western diet now has lots of processed foods, r e f i n e d c a r b o h ydrates/grains, lots of meat and a very low amount of vegetables. Western diseases like heart disease, autoimmune diseases, hypertension, type 2 diabetes and epithelial cell cancers. People eating a wide range of traditional diets all around the world manage to stay healthy and these diets look nothing alike from one to the other. The one diet that reliably makes its population ill is the western diet. How to fix it? We have to go back to go back to the traditional cultural wisdom we have tossed overboard and that includes the number one food rule of cook it yourself.
Examples of some other food rules, and there are 40 of them in Pollan’s book is: Don’t eat anything your great grandmother wouldn’t recognize as food. Don’t buy foods with more than 5 ingredients listed on the label. Shop the periphery of the supermarket and stay out of the middle shelves. Avoid foods that never rot. (Except honey) How we eat, matters as much as what we eat. Don’t eat alone, not in the car, not in front of the TV. – Eat at the table Portion control – everything is supersized in the U.S. Eat when hungry, not bored, and Stop eating before you’re full. The French phrase for hunger is “I have hunger”, then, “I have no more hunger.” There is no phrase for “I’m full.” We have to learn to stop eating while there is still space left in our stomachs. We are battling the food culture in America with Pollan’s rules. The big food companies have trained us in a way that has caused us ill health and it will be an effort to shake that off and build new eating habits. On the good side they say it only takes 6 weeks to form a new habit, so maybe with the support of those we cook, eat and live with this will become our new way of relating to food.

Comments According to Doc We the People of Texas - “WE HAVE A PLAN!” Walden Happenings By Doc Fennessy The opinions expressed in this editorial do not necessarily reflect those of MCN.
[ PA RT O N E ] : I watched the Democrat Debates last Thursday and as I switched the channel to it, I thought I was watching “Saturday Night Live?” These clowns were ridiculously out of their minds of reality. All of them claimed to be able to change climate, to provide free medical care for everyone, free college, forget Student loans and a wide variety of free variables of trillions of dollars of “FREE” ITEMS, AND NONE OF THEM KNEW OF ANY way to pay for them! Senator crazy socialist Bernie Sanders knew how to pay for everything with TAXES, TAXES AND MORE TAXES!!! None of these ultraliberal Democrats on the lunatic fringe will get the nomination other than Joe Biden, and I predict that the Democrat National Committee will “Pull Him” and try to get Barack Hussein Obama to “throw his hat in the ring. In reality, I predict that President Donald Trump will win the election in a landslide. BUT, just imagine if something does happen to Donald Trump or he loses the election and the Democrats puts one of their nominees in the White House; within a year the country will be socialistic, run by idiots, corrupt, bankrupt and social-economically be des cending into the essence of the third world country. If so, we the
people of Texas will Secede from the U.S.A Union and recreate our legal Republic of Texas led by President Donald Trump! All 48 states of the union were created by annexation, but the state of Texas joined the union by legal treaty, and can legally Secede from the United States. FOLKS HERE IN THE STATE OF TEXAS WE HAVE A PLAN! I haven’t used this information for about eleven (11) years since Barack Hussein Obama was running for president. The statistics are old but if updated with President Donald Trumps administration statistics, it would be more impressive. But you get the idea how we shall Secede with Texas as a new nation. Can we be successful? HELL YES WE CAN!!! Tried and true Texans have said, that Texas is as close to heaven as you’re going to get while living on earth. Which reminds me of a story relating to that proverb. A man in Topeka, Kansas, decided to write a book about churches around the country. He started by flying to San Francisco and started working east from there. Going to a very large church he began taking photographs and making notes. He spotted a golden telephone on the vestibule wall and was intrigued with a sign that read, “$10,000 per minute.” Seeking out the pastor, he asked about the phone and the sign. The pastor answered that the golden phone is, in fact, a direct line to Heaven, and if he pays the price, he can talk directly to God. The man thanked the pastor and continued on his way.
As the writer continued to visit churches in Seattle, Salt Lake City, Denver, Chicago, Milwaukee, and around the United States, he found more such phones with the same sign and the same explanation from each pastor. Finally, the man arrived in the great State of Texas. Upon entering a church, behold, he saw the usual golden telephone. But THIS time, the sign read: “Calls: 25 cents!” Fascinated, the man asked to speak with the pastor. “Reverend, I have been in cities all across the country and in each church, I have found this golden telephone, and have been told it is a direct line to Heaven, and that I could use it to talk to God. But in 20 other churches, the cost was $10,000 per minute. Your sign says 25 cents per call. Why is that?” {I just love this part!} The pastor, smiling kindly, replied: “Son, you're in Texas now, and it's a local call!” In the true REPUBLIC OF TEXAS …we are different but we do believe in that! In case things get a little tough during the next few months in Washington D.C., we the People of Texas have a plan... Maybe you folks don't know it, but Texas is the only state with a legal right to secede from the Union. We were once a legal country; our state flag is the only one in the union that can fly at the same height as the American Flag. The R e p u b l i c o f Te x a s ! (Reference the TexasAmerican Annexation Treaty of 1848.). We Texans love all y'all Americans, but we probably won’t have to take any planned action
since Barack Obama is now GONE! the former President of the U.S.A. and {good riddance!}. So, we will hold off on the plan since our kind of man Donald Trump is our President. If we did take action and seceded from the union, we would miss ya'll though. Here is what could have happened: back eleven (11) years ago. (1.) If in the nations mind that Barack Hussein Obama, after becoming the President of the United States, had begun to try and create a socialist country (but he didn’t) with the Muslims to eventually take over; then Te x a s c o u l d h a v e announced that it is going to secede from the union. (2.) If number one (1) did happen then we would have had George W. Bush become the President of the Republic of Texas. You might not think that he talks too pretty, but we haven't had another terrorist attack at that time and the economy was fine until the effects of the Democrats lowering the qualifications for home loans came to roost. So, what does Texas have to do to survive as a Republic? (1.) NASA is just south of Houston, Texas. We will control the space industry. (2.) We refine over 85% of the gasoline in the United States. (3.) Defense Industry-we have over 65% of it. The term “Don't mess with Texas,” will take on a whole new meaning and all these statistics can be updated to increase our real power!!! (4.) Oil - we can supply all the oil that the Republic of Texas will Need for the
next 300 years. What will the other states do? we didn’t know! (5.) Natural Gas again, we have all we need and it's too bad about those Northern States. They will just have to figure out a way to keep them warm... (6.) Computer Industry - we lead the nation in producing computer chips and communications equipment - small companies like Texas Instruments, Dell Computer, EDS, Raytheon, National Semiconductor, Motorola, Intel, AMD, Atmel, Apple D Materials, Ball Misconduct, Dallas Semiconductor, Nortel, Alcatel, etc. The list goes on and on. (7.) Medical Care - We have the research centers for cancer research, the best burn centers and the top trauma units in the world, as well as other large health centers. The Houston Medical Center alone employs over 65,000 people. (8.) We have enough colleges to keep educating and making smarter citizens: University of Texas, Texas A&M, Texas Tech, Texas Christian, Rice, SMU, University of Dallas, University of Houston, Baylor, UNT (University of North Texas), Texas Women's U n i v e r s i t y, Te x a s Southern University, etc. Ivy grows better in the South anyway. ( 9 ) We h a v e a n intelligent and energetic work force and it isn't restricted by a bunch of unions. Here in Texas, we are a Right to Work State and, therefore, it's every man and woman for themselves. We just go out and get the job done. And if we don't like the
way one company operates, we get a job somewhere else. Folks, there is a population immigration of millions of people leaving Mexifornia and the northern states to come to Texas to work and they all are employed. In fact, the latest count was that there are 400,000 jobs now [2019] available in just the Houston area. (10.) We have essential control of the paper, plastics and insurance industries, etc. (11.) In case of a foreign invasion, we have the Texas National Guard, the Texas Air National Guard, and several military bases. We don't have an Army, but since everybody down here in Texas has at least six rifles, a variety of hand guns and a pile of ammo, we can raise a proud and brave “Texan Citizen Army” in about 24 hours if we need one. If the situation really gets bad, we can always call the Department of Public Safety and ask them to send over the incomparable and most feared Texas Rangers. (12.) We are totally self-sufficient in beef, poultry, hogs and Feral hogs, several types of grain, fruit and vegetables, and let's not forget seafood from the Gulf. Also, everybody down here knows how to cook'em so that they taste good. We don't need any of your northern food. Part two and more will continue next week – Don’t miss it folks and pay attention ya new folks coming into Texas!!!

Brady: "American Energy Dominance Should be Celebrated" Washington, D.C. Today, Congressman Kevin Brady released the following statement after voting against anti-energy legislation in the House of Representatives: “In Texas, curtailing offshore drilling activities would negatively impact the hundreds of thousands in the Greater Houston area who work for the oil and gas industry and would have adverse, long term consequences on our state’s economic wellbeing. “Regulating offshore
drilling practices will also t h r e a t e n A m e r i c a ’s national security by increasing our energy dependence on hostile foreign states. “America’s ability to produce and export our natural resources has provided countless jobs for hardworking Americans, kept energy prices low for American families and businesses, and enhanced our overall national security. American energy dominance is something to be celebrated, and
introducing measures to prematurely curtail America’s access to oil and natural gas resources poses a large threat to the economic and environmental progress made under the Trump Administration.” Background: This week, the House of Representatives voted on three anti-energy bills, including; * H.R. 205, which passed the House 248-180, would permanently extend the drilling moratorium in the Houston region’s
Eastern Gulf. * H.R. 1941, which passed the House 238-189, would block oil and gas lease sales in the Atlantic and Pacific planning areas in any future leasing program. * H.R. 1146, which passed the House 225-193, wouldrepeal Section 200001 of Public Law 1517, eliminating the authorization of an oil and gas development program in the 1002 Area of the Arctic National Wildlife Refuge (ANWR).
Governor Abbott Prepares State Resources As Severe Weather Approaches Texas Elevates State Operations Center to Level 3 (Increased Readiness) AUSTIN - Governor Greg Abbott today placed numerous resources on standby across the state and elevated the State Operations Center to level 3 (Increased Readiness) as severe weather approaches the Gulf Coast of Texas. The Texas Division of Emergency Management will be rostering four Texas A&M Task Force One Boat Squads in Southeast Coastal areas. The Texas Parks and Wildlife Department will also be moving boats to support the Beaumont area and adjacent regions. "As severe weather approaches the Gulf Coast, the state of Texas is taking necessary precautions to
ensure local officials have the resources they need to respond this event," said Governor Abbott. "State assets have been positioned for quick deployment in the regions expected to be impacted by these storms and I encourage all Texans in the southeast coastal area to heed all warnings from local officials and pay close attention to weather reports as this system approaches." State agencies involved in the emergency response effort include the Texas Division of Emergency M a n a g e m e n t , Te x a s Department of Public Safety, Texas Highway Patrol, Texas Department of Transportation, Texas
Military Department, Texas Parks and Wildlife Department, Texas A&M Engineering Extension Service, Texas A&M Task Force One and State Mass Care Team. Texans are encouraged to follow these safety tips: * When severe storms threaten, the safest place to be is indoors. * Avoid areas already flooded and avoid any fastflowing water. * Be extremely cautious of any water on roads or in creeks, streams, storm drains, or other areas – never attempt to cross flowing streams or drive across flooded roadways and always observe road
barricades placed for your p r o t e c t i o n . Remember, Turn Around Don’t Drown. * Dangerous waters can seem deceptively calm, and if you encounter flooding, move to higher ground. * Keep in mind that flood dangers are even harder to recognize at night. * Stay informed by monitoring weather radios and news broadcasts for updated information on current and anticipated severe weather in your area. For additional safety tips related to thunderstorms and flooding, read more: http://dps.texas.gov/ dem/ThreatAwareness/wea ther_aware_severe.htm.

Working And Waiting On The Future With Faith Spreading the Word
By Gail J. Box Gailbox@consolidated.net
It is true. We don’t know what the future holds. We can only wait for prayers to be answered and to work towards what we know God may have planned for us. As we wait, we can wish, dream, and imagine what will happen. Some like to prepare for the future. That’s one end of preparation. The other end
is totally trusting in God to keep us in His care throughout all future happenings. Either end of that spectrum is okay. The point is, we have to follow what the Lord puts on our heart to do. I say that because only God knows our future. This is what Paul writes to Timothy as he leads the church in Ephesus: “Instruct those who are rich in this present world not to be conceited or to fix their hope on the certainty of riches, but on God, who richly supplies us with all things to enjoy. them to do good, to be rich in good works, to be generous and ready to share, storing up for themselves the treasure of a good foundation for the future, so that they may take hold of that which is life indeed.” First Timothy 6:17 – 19. Each day we spend working and planning for future events is another day to build up our faith. The faith that God is in charge of the life we live, comes as we place all we do into His hands. Faith in God is one of three cornerstones of our
walk with the Lord. The other two being hope and love. The man and woman of faith can’t tell what the future holds, but their spirit believes that the love of God will not ever leave them, and that the word of God builds up faithin the inner man. After all, don’t we all “walk by faith and not by sight - ?” (2 Corinthians 5:7.) That, to us, means we don’t need to see God in order to know He is working in our lives to guide us into His perfect will. He reveals Himself to us through nature, through

answers to our prayers, and through our praises. There is also a whole chapter in the Book of Hebrews about assurance, hope, conviction and the faith of the righteous. I’m only going to pick a few to remind us that God uses our faith to bring about His plans and promises: “Now faith is the assurance of things hoped for, the conviction of things not seen…By faith Enoch was taken up so that he would not see death… and By faith Abraham when he was called, obeyed by going out to a place which
he was to receive for an inheritance…” Hebrews 11:1, 5, 8. Faith also waits for God to move the seemingly impossible mountains of problems which turn up in life to steal our joy. Look for silver linings around the clouds and praise Him for future solutions. Always be r e a d y, w o r k i n g , a n d waiting for the answer to surprise us. And, at last, we can rejoice that the answer is coming…and soon!

NOTICE OF RATE CHANGE REQUEST On August 30, 2019, Entergy Texas, Inc. (“ETI”) filed an application to amend its Transmission Cost Recovery Factor (“TCRF”) with the Public Utility Commission of Texas (“Commission”). The proposed TCRF is requested in accordance with the Public Utility Regulatory Act § 36.209 and 16 TAC § 25.239. A TCRF allows a utility to recover its reasonable and necessary costs that have occurred since the end of the test year in the utility's last base rate case for transmission infrastructure improvement and changes in wholesale transmission charges to the electric utility under a tariff approved by a federal regulatory authority. ETI is seeking recovery of costs for transmission capital investments it incurred from January 1, 2018 through June 30, 2019. ETI also seeks to recover approved transmission charges that are not otherwise being recovered through rates. The proposed TCRF would result in total TCRF retail revenues of approximately $19.4 million, or $16.7 million in incremental annual TCRF revenue beyond ETI's currently effective TCRF. This $19.4 million amount would be a 2.3% increase in ETI's annualized non-fuel revenue requirement as compared to revenues approved in Docket No. 48371, ETI's most recent base rate case, and a 1.4% increase in ETI's overall annualized revenue requirement including fuel costs as compared to such revenues as approved in Docket No. 48371. The impact of the rate change on various customer classes will vary from the overall impact described in this notice. ETI has requested that the Commission make this change effective 35 days after its application was filed. The proposed effective date is subject to suspension and extension by actions that may be taken by the Commission. All customers in ETI's Texas retail rate classes are affected by this request. Persons with questions or who want more information on this filing may contact ETI at Entergy Texas, Inc., Attn: Customer Service—2019 TCRF Case, 350

NOTICE BY PUBLICATION
TO:
Kenneth Douglas Susan Douglas Unknown Heirs of Quintin Ray Reece Unknown Heirs of Michael Charles Reece Any Unknown Owners and Other Interested Parties (hereinafter collectively referred to as the “Unknown Owners”).
PLEASE TAKE NOTICE that on August 5, 2019, a Complaint was filed in the above-captioned matter by Plaintiff, Gulf South Pipeline Company, LP (“Gulf South”), in which Kenneth Douglas, Susan Douglas, Unknown Heirs of Quintin Ray Reece, Unknown Heirs of Michael Charles Reece, and Unknown Owners are named as Defendants. Nature of the Action The above-captioned matter is an action by Gulf South, pursuant 15 U.S.C. § 717f(h) and Federal Rule of Civil Procedure 71.1, for the condemnation of a natural gas pipeline easement and right of way across the properties described below in which you have or may have an ownership interest. Gulf South is also applying to the court for an order confirming its condemnation authority and for immediate possession of the property interests condemned through the issuance of a preliminary injunction. Description of the Properties
a.
The properties subject to the above-captioned matter (hereinafter collectively referred to as the “Properties”) are described as follows: TX-MQ-0025.00000: 5.69 ACRES, MORE OR LESS, in the Evelin Woodford Survey, Abstract Number 620, Montgomery County, Texas, described by instrument recorded at Volume 965-01, Page 0075, and at County Clerk's File Number 9419917 of the Official Public Records of Montgomery County, Texas. (“Douglas Property”)
b. TX-MQ-0090.00000: 16.257 ACRES, MORE OR LESS, in the James Elkins Survey, Abstract Number 198, Montgomery County, Texas, described by instrument recorded in County Clerk's File Number 2017023038, of the Official Public Records of Montgomery County, Texas. (“Reece Property”) Authority for the Taking Gulf South is a natural gas company in the business of transporting natural gas in interstate commerce pursuant to authorization granted by the Federal Energy Regulatory Commission (“FERC”). As such, Gulf South is subject to the jurisdiction of FERC. Gulf South currently owns and operates approximately 7,275 miles of interstate pipeline facilities extending from south and east Texas through Louisiana, Mississippi, southern Alabama, and western Florida. On July 18, 2019 , FERC issued Gulf South a Certificate of Public Convenience and Necessity (the “FERC Certificate”) authorizing Gulf South to construct and operate a new 19-mile-long, 24-inch-diameter pipeline lateral in San Jacinto and Montgomery Counties, Texas (the “Pipeline”) and to construct and operate a new compressor unit at its existing Goodrich Compressor Station in Polk County, Texas. The Pipeline will begin at a new interconnection with Gulf South's existing Index 129 interstate natural gas pipeline system (“Index 129”) in San Jacinto County and extend westward as a lateral extension off of Index 129 to its terminus at Entergy Texas, Inc.'s (“Entergy”) Montgomery County Power Station on Lewis Creek Reservoir (“Lewis Creek Power Plant”). The project, known as the “Willis Lateral Project,” will allow Gulf South to supply up to 200,000 Dekatherms per day of natural gas to the Lewis Creek Power Plant for the generation of electrical power. The FERC Certificate requires the Willis Lateral Project facilities, including the Pipeline, to be in-service by July 18, 2021. Gulf South's contractual agreements with Entergy require the Pipeline to be available for interim service by July 1, 2020. Gulf South has scheduled commencement of construction work on the Pipeline for November 2019. Gulf South must begin construction work by that time to ensure completion of the Willis Lateral Project within FERC and Entergy's deadlines, compliance with construction schedules, adherence to environmental regulations, and an adequate supply of construction labor, for which Gulf South must contract in advance of construction initiation. Use for Which Property is Taken and Property Interests to be Acquired In order to timely construct, operate and maintain the Pipeline, as approved by FERC, it is necessary that Gulf South have and obtain a permanent easement and right of way along the route and location over, through, upon, under, and across the Properties (the “Permanent Easements”), as well as the temporary workspaces (“Temporary Workspaces”), which are described in more detail below. The Permanent Easements, and Temporary Workspaces will hereafter be collectively referred to as the “Easements”. Specifically, Gulf South seeks to acquire the Easements, rights and interests set forth below: a.
Douglas Property (TX-MQ-0025.00000) (i)
Permanent Easement:
0.31 acres
(ii)
Temporary Workspace:
0.71 acres
b. Reece Property (TX-MQ-0090.00000) (i)
Permanent Easement:
0.54 acres
(ii)
Temporary Workspace:
0.27 acres
The Easements are sought for, necessary for, and to be used for the purposes of constructing, reconstructing, renewing, operating, maintaining, protecting, inspecting, repairing, changing the size of, abandoning-in-place, removing, replacing, and/or relaying one pipeline, not to exceed twenty-four inches (24”) nominal diameter, and conduit(s) for the transmission of communication signals related to the aforementioned uses, together with such valves, pipes, fittings, meters, corrosion control devices, wires, cables and other equipment and appurtenances (collectively the “Facilities”), as may be necessary or convenient for the transportation of natural gas and its associated substances, for the protection of said Facilities, and for the maintenance of the Easements. The Permanent Easements shall be 50 feet in width. Gulf South may select the location of its Facilities within the Permanent Easements. Gulf South seeks the use of the Permanent Easements for the purposes set forth herein until such time as Gulf South releases its rights. Gulf South seeks the use of the Temporary Workspaces only during construction of the Facilities and any periods of restoration work, anticipated not to exceed July 18, 2021. After Gulf South has completed its construction of the Facilities and any period of restoration work, Gulf South's interest in the Temporary Workspaces will revert to the Landowners. The Permanent Easements sought includes a permanent right of ingress, egress, entry and access in, to, through, on, over, under, and across the Permanent Easements, and where the same intersect the boundaries of the Properties or any public road, public easement, or easements held by Gulf South on other property contiguous to the Permanent Easements, for any and all purposes necessary and/or incident to the rights sought hereunder. During construction of the Facilities and any period of restoration, these same rights of ingress, egress, entry and access shall also apply to the Temporary Workspaces. For each of the Properties, Gulf South shall bury the Pipeline to an initial minimum depth of thirty-six inches (36”) from the top of the Pipeline to the surface of the ground and any then existing drainage ditches, creeks and roads, except at those locations where rock is encountered the Pipeline may be buried to a lesser depth. The surface of the Permanent Easements and Temporary Workspaces will be filled, leveled, and graded after the original construction of the Facilities is completed, so as to restore the surface as nearly as practicable to its original level, grade, drainage and condition. Gulf South is acquiring the right to cathodically protect its Facilities within the boundaries of the Permanent Easements, and to place pipeline markers, vents, and cathodic protection test leads and other corrosion control devices above the ground within the Permanent Easements. Gulf South will have no other aboveground Facilities within the Permanent Easements. Gulf South shall have no right to fence off or enclose the Permanent Easements. Landowners shall retain the right to fully use and enjoy the Permanent Easements (including, but not limited to, the cultivation of crops [other than trees] within the area of the Permanent Easements) except to the extent such uses interfere with the rights of Gulf South. Provided such uses do not endanger the Facilities or interfere with Gulf South's rights, Landowners' uses may include using the Permanent Easements for open space, set back, utility, street and roadway purposes. Any and all utility, street and roadway crossings shall cross the Permanent Easement at an angle of not less than forty-five (45) degrees to the Pipeline and must comply with all of Gulf South's required and applicable weight restrictions, spacings, depth separation limits and other protective requirements. Landowners must notify Gulf South in writing (and provide plans for such proposed construction) at least ninety (90) days prior to commencement of such activities. Landowners shall not build, create or construct, nor allow to be built, created or constructed, any obstruction (including, but not limited to,

Gulf South shall have the right to mow, clear and keep the Easements cleared of trees, shrubs, brush, or other debris during their term. Landowners shall have the right to install and maintain cross-fences across, but not along and within, the Permanent Easements at angles greater than forty-five (45) degrees, provided that such fences do not interfere with or threaten the Facilities, and provided further that Gulf South reserves the right to install gates within fences located within the boundaries of the Permanent Easements. Landowners shall not install fence posts within five feet (5') of the Pipeline. In the event it becomes necessary for Gulf South to cut any fences within the boundaries of the Easements, before cutting such fences Gulf South shall first set brace posts and attach the existing fencing to such brace posts. In that event, Gulf South shall use wire gaps or temporary gates to prevent cattle or livestock from entering or leaving the Property. After completion of construction activities, Gulf South will remove the wire gaps or temporary gates and restore the fencing to at least as good condition as the same were in, as near as practicable. Gulf South does not seek to acquire, but reserves to Landowners, all oil, gas, and other minerals in, on and under the Easements; provided the Landowners shall not be entitled to drill, explore, or excavate for minerals on the surface of the Easements during their term, but will be permitted to extract oil, gas and other minerals from under the Easements by directional drilling or other means so long as such activities do not damage, endanger, disturb, injure and/or interfere with Gulf South's Facilities or its use of the Easements. Gulf South shall have the right to assign the Easements, in whole or in part, subject to any applicable regulatory approval. Appearance or Answer YOU ARE FURTHER NOTIFIED that if you have any objection or defense to the condemnation you may serve on the undersigned counsel for Gulf South, no later than twenty-one (21) days after service of this notice on you, an answer, identifying the portion of the Properties in which you claim an interest; stating the nature and extent of the interest claimed; and stating all your objections and defenses to condemnation of the Properties. Veteran of the Week Joseph Charles Twordowski, Conroe, Texas By Lew McCreary Born the son of a farmer 96 years ago, in East Bernard, TX, Joe is a World War Two veteran. Virtually all of these heroes are in their 90’s and America lose them by the 100’s every day. He grew up in Chapel Hill, TX, and was drafted US navy, well before the war ended in September of ’45 when the Japanese Emperor Hirohito surrendered. He completed boot camp in San Diego and was deployed to Oahu in the Hawaiian Islands and Joe was awarded a cot to sleep on in Honolulu Barracks. As a seaman recruit, he made the voyage from Long Beach aboard a US Destroyer. By April of 1946 he was a civilian again. Joe had risen in rank from seaman recruit to seaman 2/C before separation from the navy.
Montgomery County News has published VETERANS OF THE WEEK since 2014 numbering more than 200. The purpose? An endeavor to educate readers regarding the depth of personal valor and selfless sacrifice of patriotic men and women of WW2, Korea, Vietnam and Middle East deployments during their service commitment and the protection of the homeland. In particular these articles target younger generations that have not been adequately schooled in US history. WW2 still is the biggest event in human history and veterans of that world war are now in their 90’s so please thank them at every opportunity.
By April of ’46 he was a civilian again in 1949 he met and married Genevieve and they raised four children. She passed away in 1995. Joe married again in 1997 and her name is Victoria. She was born in the Philippine Islands. Both he and she are Catholics and they met in St. Gregory The Great Church located at 59th and Langley in Houston. Although she was much younger at the time Victoria still lived in the Philippines when General MacArthur made his famous promise to return to the Philippines after having to flee before the Japanese invaded their country…and the famous words…”l shall return were first spoken”…back in 1949…and in every history book today he is he
is now quoted. Joe has spent his career in the oil and energy industry and most of that time with National Supply Company owned by American Rolling Mills, or more commonly known as ARMCO. The administrative offices of National Supply are located in Houston where they conduct sales and profitable operations. They are in the oil field supply business…including being a worldwide provider of equipment and components used in oil and gas drilling and production operations, oilfield services, and supply chain integration serving to the upstream oil and gas industry. Last year ’s revenue was reported at 7.3 billion dollars…and the employee count at
37,000…and was founded way back in 1841. In June of 1986 they joint ventured w i th O il w el l S u p p l y Division of US Steel. The two majors said the joint venture between is the response to excise capacity in the oil service business and they are “right on”. Joe spent most of his time with National Supply…but also worked for many other independent companies during his long and rewarding career as “oil field trash” by the older generation. However, it was these hard working and generous people that foresaw the exciting future ahead and had a vision that over the years they would make the USA totally energy independent after decades of playing second fiddle to the Arabs of the Middle East. They were in
virtual control of produc- to make room for the USA tion and pricing of this as far as production amazing industry for what capacity is concerned. s e e m e d l i k e f o rever…however have had
