The University Health Center remains in constant contact with the Baltimore City Health Department and the Maryland Department of Health (MDH), in addition to monitoring updates from the Centers for Disease Control (CDC). While the current risk to the campus community is low, it is important to provide updates, new information and access to relevant available resources. Accordingly, the University's COVID-19 web page will be maintained to ensure MSU students, faculty and staff are fully informed and kept abreast of the latest updates.

We Need Volunteers!!! COVID 19 testing is now available on campus. We need your help with administering the test. Please contact OHR if you would like to volunteer. Thank you.

Recently, Morgan announced mandatory testing of all students, faculty and staff before their return to campus, in addition to continued testing once they are on campus. The Morgan Campus Health Monitoring and Response Team (MCHMRT) was also formed, to manage positive cases that emerge on campus. Following Morgan’s announcement, Yale University’s School of Public Health released new research indicating that universities implementing COVID-19 testing as part of their safety model would need to commit to a frequency of testing and delivery of results that, without the proper infrastructure and resources, would potentially overwhelm the capacity to quarantine and isolate confirmed cases. It also stressed the challenges of regulating student behavior on campus and quickly managing anticipated outbreaks before the situation became uncontainable. Research has shown that the COVID-19 pandemic is disproportionately impacting Black, Indigenous, Latin/Hispanic and other People of Color, who make up the majority of Morgan’s campus population.“Understandably, this is not the ideal outcome, nor is it what we desired for the fall semester, but it is the safest way to deal with the reality we face,” said President Wilson. “With the support of our Board of Regents, we will continue to make sound decisions that support the success of our University.” For more Coronavirus information, please click here


OPEN ENROLLMENT IS COMING!

October 19th - November 13th, 2020 Open enrollment season is upon us! Be sure to review all communication for enrollment plans, instructions, rates, etc.

OneLogin Two-Step Authentication (One-Time Set Up)

The State of Maryland has implemented a two-step authentication process to secure your Workday Account. All employees who are eligible/enrolled/ planning to enroll in benefits will have to set their authentication method. Please visit our www.morgan.edu/hr website to review instructions. This is a one-time set up. Once established, your selected method will be required when logging into your Workday account. As of 09/24/20, all employees will automatically be prompted to set up their OneLogin when attempting to access Workday.

Leave Bank Enrollment The open enrollment period also provides employees the opportunities to enroll in the State of Maryland Employee Leave Bank. Please note, you can only enroll in the Leave Bank during the open enrollment window or at the time of hire. Prepare now to make your Leave Bank enrollment selections.

Flex Spending Account Employees who currently have Flex Spending accounts, your current coverage will expire on 12/31/2020. If you are planning to enroll in benefits for plan year 2021, you MUST enroll in your flex spending account during the open enrollment period. Your enrollment from the previous year will NOT roll over to the next year. If you do not enroll during open enrollment, you will not have FSA coverage for plan year 2021. More information regarding open enrollment will become available in the coming weeks. We encourage employees to set calendar reminders for the open enrollment period. With online enrollment (Workday), we recommend that employees not wait until the last day of open enrollment to enroll. You risk your enrollment not being processed.

OPEN ENROLLMENT 2020 STARTS SOON Enrollment Period: (October 19, 2020-November 13, 2020) For Plan Year: January 1, 2021- December 31, 2021 OPEN ENROLLMENT ACCESS The State of Maryland has implemented a more secure way to authenticate your account upon login to Workday. Prior to open enrollment, you must set up your authentication method by following the instructions found here. All employee Open Enrollment events will be completed using Workday SPS-Online System. NOT CHANGING BENEFITS? If you have Benefits now and do not want to change anything for 2021, AND you do not want to participate in Flexible Spending Accounts, you do not have to submit an Open Enrollment event. Your current Benefits will carry over to the new plan year effective January 1, 2021. ADDING A NEW DEPENDENT If you will be adding a new dependent during Open Enrollment for January 1, 2021 coverage, please review this link for the documents that will be required with your Open Enrollment event submission. FSA Flex Spending Accounts run on a calendar year (Jan-Dec). If you are currently enrolled in an FSA, and plan to continue for the 2021 benefit calendar year, you MUST re-enroll during open enrollment. If you are enrolling for the first time for the 2021 benefit year, you MUST enroll during open enrollment period. PENDING LIFE EVENTS IN WORKDAY Complete any current LIFE EVENTS (marriage, birth, hire, etc.) that you have open currently. If you have had a recent Benefits event and do not know the status, you should: Submit the pending Life Event in your Workday Inbox. You will also need to complete your new Open Enrollment event for the 2021 plan year. You will not be able to complete the Open Enrollment event until you complete "Any open life or benefit event".


Temporary Salary Reduction As indicated in Dr. David K. Wilson’s communication to the Morgan State University community on October 7, 2020, the University will implement a temporary salary reduction for all employees whose annual salaries are $70,000 or more. Employees whose annual salaries are under $70,000 will not experience a salary reduction. The following tier system will determine the percentage of the temporary salary reductions: $325,000 and above

The amount of the temporary salary reduction will be spread over 17 pay periods beginning with the October 28, 2020 paycheck, and ending with the June 9, 2021 paycheck. October is Women's Health Month and the State of Maryland has put together a robust program to assist women on their personal health journeys that includes weekly webinars for each step of the journey. The State of Maryland will cover women's health issues, women's wellness, the stages of women's health, and women's emotional health. October "Healthy U" focus is Emotional Wellbeing. "Healthy U" isn't just for women, everyone is invited to participate! New Law Regarding Employment Effective October 1, 2020, the State of Maryland, House Bill 123, Labor and Employment – Wage History and Wage Range law became enforceable. This new law enforces civil penalties for employers who violate specified provisions.

House Bill 123 states: • • • •

An employer cannot request past wage history from an applicant, applying for a job at their organization Employers are prohibited from taking negative actions against an applicant for employment, because the applicant did not provide wage history or a wage range Employers are prohibited in relying on wage history, except when voluntarily provided, for the purpose of determining fair wage Employers are prohibited from seeking applicant’s wage history from former employers or their agents, etc.

All Hiring Managers must adhere to the new law to stay in compliance. The Morgan Employment Management System (MEMS) has complied through system updates in anticipation of the new law. TAX EXEMPT STATUS - STUDENTS Students who work at Morgan should complete a W4 to reflect your tax status. If you are 19 or younger or a full-time student under 24, you are considered a dependent and you may not have to pay taxes. It is important to indicate your exemption status to avoid taxes being withheld from your paycheck. Please note, if you are tax exempt and wish to remain tax exempt the following calendar year, you must complete a new W4 by January 31 every year or taxes will be deducted from your paycheck. For additional information about tax exemption please visit

Identification Requirements For our newly hired employees, it is important to provide two forms of identification during orientation. Examples of acceptable identification are driver’s license and social security card or driver’s license and birth certificate or just a US Passport. International students are required to provide a copy of their visa stamped. A social security card with “Valid for work only with DHS authorization” must be accompanied with a copy of your visa page. Please note the Office of Human Resources will not accept school ID as supplemental identification if you have a student visa or a work authorized Social Security card. WELCOME TO THE MORGAN FAMILY DR OSCAR BARTON JR: Dean of the Clarence Mitchell School of Engineerin: Dr. Barton served as professor and founding chair of the Department of Mechanical Engineering at George Mason University’s Volgenau School of Engineering. He joined the faculty at Mason in fall 2014, after completing a 22-year career at the U.S. Naval Academy. His research focuses on the development of approximate closed form solutions for linear self-adjoint systems, those that govern the responses of composite structures, and the analysis of dynamic systems. More recently, he investigated the dynamic response of flexible composite structures subject to periodic and random excitation. He has mentored numerous midshipmen through independent research projects and has directed two Trident Scholars, the Naval Academy’s flagship research program. He has published more than 60 journal and conference articles on these topics. Barton is also a fellow of ASME (American Society of Mechanical Engineers) and is actively involved in academic innovations and program assessment. A native of Washington, D.C., he received his B.S. in Mechanical Engineering from Tuskegee (Institute) University and his M.S. in Mechanical Engineering and Ph.D. in Applied Mechanics from Howard University. Dr. Barton joined Morgan State University on August 17th 2020.

TARA BERRIEN JD: Assistant Vice President for EEO and Diversity/Title IX Coordinator A native of New Castle, Delaware, Ms. Berrien comes to Morgan having previously served as employee relations consultant for the Christiana Care Health System, one of the nation’s leading regional healthcare operations servicing the state of Delaware and portions of Maryland, Pennsylvania and New Jersey, and as equity compliance investigator in the Office of Institutional Equity at Johns Hopkins University (JHU). Berrien successfully led investigations of alleged discrimination, harassment and sexual misconduct; facilitated employee disciplinary appeal panels; and ensured ethics and legal compliance requirements and regulations were upheld. In the latter role as an equity compliance investigator at JHU, Berrien was instrumental in providing counsel relating to equal opportunity laws and regulations, Title VI, VII, and IX, as well as Campus SaVE Act and ADA compliance. Ms. Berrien received her Juris Doctor (J.D.) from University of Dayton School of Law and her Bachelor of Arts in History with a minor in Political Science at the University of Delaware. Ms. Berrien joined Morgan State University on July 1,2020.
