2018—2019 Morris Area School Pre-Kindergarten/School Readiness Classes

Classes run September 10—May 17 • Children must be toilet trained to attend any Pre-K/SR classes • Registration for Pre-K/SR can be done in person or mailed in • First payment due with registration • Future payments will be processed on the 1st of each month starting in October • There will be a $50 cancellation fee if you choose to withdraw your child from a class • Priority will be given to Morris Area School District and Open Enrolled Families • No Pre-K/SR classes December 17—January 7• Prior to August 1, children can register for up to 3 full days of classes • After August 1, children can register for additional classes if there is space available • Parent/Student/Teachers conferences will be held September 4—6; times will be assigned. Early Childhood Screening Parents of 3 to 4 year old children

Early Childhood Screening is a quick and simple check of how children are developing between the ages of 3 to 4 years. It identifies, at an early stage, possible learning or health concerns so that children can get the help they need before starting school. Early Childhood Screening is not an IQ test or a kindergarten entrance exam, although Morris Area Pre-Kindergarten classes require that screening be done within 90 days of program entry and it is required by state law for children before they can begin in kindergarten. Early Childhood Screening only needs to be completed once. Screening is a free review of your child’s vision, hearing, height, weight, overall development, and immunization records. For the Morris Area schools, children are screened at Horizon Public Health by a nurse. Watch for an information packet in the mail shortly after your child turns threeand-a-half years of age. If you do not receive a packet, call the Public Health office at 320-208-6672 to set up the day and time for your child’s screening. The School Census You matter to us!

The school census is a list of students from birth to school age. It is used to inform parents about opportunities that their child needs to be ready to enter school when they turn five years of age. Notifications for events and programs such as early childhood screening, pre-kindergarten opportunities, special events, family nights, kindergarten registration, etc. will be mailed to families based on the census data. If you have just had a new baby, recently moved into the school district, have recently changed your address, or want to make sure your children are on the birth to 5 census, please contact Diane Strobel by calling 585-2237 or e-mail her at dstrobel@morris.k12.mn.us with updates to ensure you receive the necessary information!

Bountiful Harvest Have fun learning about the work of a farmer and all the foods that come from a farm. Farming is a very important part of our community. Fruits and vegetables are grown on farms. The milk you drink and eggs you eat come from farm animals. Grains for cereals and bread come from farms. Meat and beans that help make up your dinner are raised by farmers. Children and their parents are invited to spend time playing together while they learn. Each class will include learning stations, circle time, and a child-only class experience. During this time, children stay and play with the Early Childhood Teacher and assistant while parents go to meet with a Parent Educator to discuss topics helpful for raising young children. Classes will include informal parent discussion on topics determined by parent needs/interests and teacher suggestions.

Scholarship Opportunities

A jointly sponsored program of School District 2769 and the City of Morris

Pre-registration is a must for all classes and trips offered by Morris Area Community Education. Register early, as we reserve the right to cancel any courses without minimum enrollments one week prior to the class start date. We consider you registered when your registration form and fee have been received by our office. You will not receive a call confirming your registration. We will only call if a class is cancelled.

Refund Policy

A full refund will be made if enrollment is not sufficient to run the class. If a class does not meet your expectations, you may request a refund up to two days after the first class meeting. NO REFUNDS will be made after that time.

It is our policy that no one shall be denied the opportunity to participate in a Community Education class because of inability to pay. Contact the Community Education Director to inquire about scholarships. No more than one waiver or class scholarship shall be granted per person per session. Thank you to the Stevens County Family Services Collaborative and the Morris Area Public Schools Foundation for making these scholarships possible.

Facility Use

We encourage groups and organizations to utilize school district facilities. Usage of rooms, gyms, auditoriums, etc. in the school buildings is reserved through Community Education. A completed building use permit is required. Nominal rental fees are charged depending on your group. Service fees such as custodial and food services may also be charged depending on your specific permit requests. Big Friend Little Friend (BFLF) is an organization coordinated through the University of Minnesota, Morris. As a community engagement program, BFLF will pair your child with a college student to give your child a positive role model. Your big friend will spend about 2 hours a week with your child; however, it is important to note that this is a mentor program, not a babysitting program. There will be monthly group activities/parties to attend which are sponsored by the program. If you are interested in involving your child in the program, please email ummbflf@morris.umn.edu for more information or an application by September 17!

Youth Hockey Registration Youth hockey registration will be at the Lee Community Center (Hockey Rink) in Morris on Sunday, August 26 & Wednesday, August 29 from 7:00—8:00 p.m. Registration is free for 1st time skaters! MACE Tiger Youth In House Basketball

The primary goals of the Morris Area Community Education In House Basketball program are team orientation, an equal opportunity for boys and girls, and affordable fees. The MACE philosophy is to strive to create a positive, fun environment for boys and girls to develop basketball skills, promote teamwork, and instill in them the principles of sportsmanship, honesty, loyalty, courage and respect. A fun and rewarding experience for each child is of the utmost importance to us. MACE provides an in-house program with practices on Saturdays and Mondays. The in-house program runs mid-November through February, while traveling teams typically conclude in March. Traveling teams compete against teams from other communities on multiple weekends. The first In House practice/event of the year will be Saturday, November 17. Be looking for registration forms in mid–September.

Kelly has been coaching with the Alexandria Figure Skating Club for 16+ years, and currently coaches competitive skaters, while being a member of the USFSA and the PSA. With extensive training in basic skills, freeskate, moves in the field, dance, pairs, figure skating, hockey, and power skating, She is excited to share her passion with the Morris community!

Tiger Elementary Volleyball Camp

All 3—6 graders interested in playing volleyball, learning the skills, teamwork, and playing games—this is a perfect opportunity to work with the high school Morris Tiger volleyball coaches and players. Participants will be divided into two groups; a 3-4 group and a 5-6 group.

Tae Kwon Do is the ancient art of hand and foot fighting in Korea. Through these classes, students will learn the basic stances, kicks, and blocks of Tae Kwon Do, as well as improve their flexibility, balance, and coordination. Students can advance according to their own skill levels; new students may start at any time. There is also a 50% discount for the third family member enrolled. Zone is an after school program that runs Monday through Friday, 3:00—5:00 p.m. during the school year. We offer healthy snacks, wellness activities, and homework time with college tutors every day. The Zone program is operated in collaboration with Morris Area Elementary School, Morris Area Community Education, and the University of Minnesota Morris TREC program.

The primary purpose of the Zone program is to provide a safe and fun learning environment for students after school. With guidance from the Zone coordinator, classroom teachers, and parents, the Zone staff provide a structured yet flexible environment where students are able to work on targeted concepts, complete their homework, hang out with friends, and also explore other recreation and enrichment activities and interests. All activities provided will be age/skill level appropriate. There is a charge of $4.00 a day to attend. Limited partial scholarships are available. AKC S.T.A.R. Puppy Instructor: Jacklyn Thymian

AKC S.T.A.R. Puppy Program is the AKC program designed to get puppies and their owners off to a great start. AKC S.T.A.R. Puppy requires that owners attend a basic training course with their puppies. All dogs need the necessary components of the program including Socialization, Training, Activity, and a Responsible owner. All puppies, including both purebred and mixed breed dogs, are welcome to participate in the AKC S.T.A.R. Puppy program. Your puppy must have completed the first round of vaccines to start this class, which can be as early as 8 weeks. The age range of puppies for this class will be 2-6 months. This class is for beginner dogs, aged three months and older. This class is open to both youth (must be at least 10 years old and accompanied by a parent) and adults. You and your dog will go over basics such as sit, down, come, walking on a loose leash, stay, and basic manners using fun exercises and games. The training will focus on positive reinforcement techniques. This is a six week class. Please make sure your dog is current on Distemper/Parvo and rabies shots. Dog Obedience: Canine Good Citizen (CGC) Instructor: Jacklyn Thymian

The Canine Good Citizen (CGC) Program is designed to reward dogs who have good manners at home and in the community. The CGC Program is a two-part program that stresses responsible pet ownership for owners and basic good manners for dogs. All dogs who pass the 10-step CGC test may receive a certificate from the American Kennel Club (AKC). All dogs, including both purebred and mixed breed dogs are welcome to participate in the AKC's Canine Good Citizen Program. Your dog must be old enough to have received the necessary immunizations such as rabies vaccines. The owner will be asked to sign the Responsible Dog Owners Pledge attesting to having the dog under the routine care of a veterinarian who will work with the owner to determine an appropriate plan and schedule for vaccines and other health care procedures. There is no age limit for the CGC test. A dog is never too old to be a good citizen. Puppies that have completed all immunizations and boosters may be tested. This class is limited to 10 people/dogs. Lead in the Water, Paint, and Soil

2018—2019 Official Notices Purpose

Lead poisoning is one of the most serious, and preventable, health problems in the United States today. Lead’s effects on children are of particular concern because children have rapidly developing nervous systems and a higher mineral turnover in bone so that they can absorb up to 50% of the lead they ingest. In addition, children take in, on a body weight basis, more air, water, and food with associated lead contaminants, than adults do. Research has shown that lead is toxic at very low levels, as low as 10-15 micrograms/deciliter of blood. Exposure to these doses of lead have been related to delayed mental development, lower IQ, hearing deficits, speech and language handicaps, and poor attention spans in children. Lead can enter a person’s body through ingestion and/or inhalation of lead-based paint, lead contaminated soil and dust, and lead contaminated drinking water. Recognizing the serious health consequences of exposure to lead, the Morris Area School District will use the following plan and procedures to meet legislation and prevent lead exposure.

I. Water - In 2017, state legislation was passed requiring public school districts and charter schools to test for the presence of lead in water. This statute is in addition to any other established testing requirements for public school districts and charter schools. It requires schools to adopt a plan to accurately and efficiently test for lead in drinking water at public school buildings serving students from prekindergarten through grade 12. This plan shall be based on the United States Environmental Protection Agency (EPA) standards and/or the model plan developed by the Minnesota Department of Health (MDH) and the Minnesota Department Education (MDE). A. The Morris Area School District will follow the recommendations of the Minnesota Department of Health’s “Lead Contamination Control in School Drinking Water Guidance Manual.” The goal in following this guidance is to reduce lead levels at water taps to as close to the maximum contaminant level goal (0 parts per billion) as feasible, but not to exceed 20 parts per billion at any tap at any time. B. To achieve this goal the following actions will be taken: 1. All fixtures used in food preparation or used by children, staff, or pregnant women for drinking water will be inventoried by the program contact person by July of 2018. The inventory will be updated by the program contact person as taps are added and/or removed. All fixtures used in food preparation or used by children, staff, or pregnant women for drinking water will be tested. The samples will be 250 ml, first-draw samples taken after a tap has sat idle for at least six hours. A school employee or a designated individual who is trained in proper sampling protocol will conduct sampling. Sampling will start nearest to the water main. Samples will be sent to a Minnesota certified water-testing laboratory. Accurate recordkeeping will be maintained by labeling each bottle with a unique identifier and recording the location on a map of the building. 2. If results are less than 2 ppb use the tap as normal and test again in five years. If results are between 2 and 20 ppb the tap may be used as normal while steps are considered to reduce overall lead exposure. Some options include: retest the sample tap, and attempt to determine the source of lead, consider monitoring the tap more frequently until the source of lead is found and removed or consider the feasibility of a flushing program to minimize lead exposure. 3. Fixtures exceeding 20 ppb will be removed from service until the problem is corrected. Do not use for drinking water or food preparation. The school will provide targeted outreach to individuals that routinely use the tap. 4. Lead hazard reduction options include removal of lead sources, implementation of a flushing program or treatment.  Removal of lead sources may be achieved by bypassing lead sources through reconfiguring plumbing or shutting off problem outlets and/or removing them from service. Retest and monitor if fixtures, piping, etc. are changed to determine if lead levels have been reduced.  Implement a flushing program. This requires staff time, instructions, and in some locations may need to be done multiple times throughout the day.  Filtration or treatment. Treatment can be done at Point of Use (POU). This may be subject to Department of Labor and Industry or local authority for plan review. Treatment at Point of Entry (POE) chemical treatment adjusts the water chemistry to reduce the amount of lead absorbed by water. This may be subject to MDH plan review and classify the school as a public water system subject to Safe Drinking Water Act Regulations and testing. 5. Reassess  All taps affected by corrective action should be retested after the corrective action has been implemented. Review results and decide if additional actions are needed. 6. Communication of results will be achieved by the school publishing a notice annually that lead in water testing results are available upon request. 7. Lead in Water testing will be started in July of 2018 and be completed in all buildings within five years. Re-testing will be completed every five years. C. The following is the most recent testing completed in (School) or anticipated dates for testing to occur:

II. Paint A. Paint made prior to 1978 often contains significant amounts of lead. Paint containing 0.5% lead by weight (5000 ppm) is considered lead containing. 1. In compliance with OSHA’s Lead in Construction Standard (1926.62) and OSHA’s General Industry Lead Standard (1910.1025), the school will ensure that testing is done in any area painted or varnished prior to 1978 that will undergo renovation or remodeling in a way that may expose school employees to levels of lead exceeding the permissible exposure limit. A Minnesota certified inspector will do all sampling. 2. The school will keep loose paint and dust from accumulating. Areas where loose paint and dust may build up will be cleaned with a HEPA vacuum and with soap and water often. 3. Only certified lead abatement workers will remove lead based paint. III. Soil and Dust A. Lead can be found in soil from a variety of sources. It can contain chipped paint from nearby structures or structures that have been torn down on the site. When cars still used leaded gasoline, they released exhaust containing lead into the air, which then settled into the soil. To avoid exposure to lead from soil, the school will do the following: 1. Locate play areas away from structures with possible chipping or peeling paint and high traffic areas. 2. Remove play structures with chipping or peeling paint determined to be lead containing. 3. Keep all bare areas of soil covered with grass or other ground cover. 4. Keep all areas in and around play equipment covered with clean fall-protecting materials such as pea gravel, sand, or wood chips. 5. Not allow students to eat on the playground. 6. Keep rugs at all school entrances to capture dust and soil from shoes as students and staff enter the building. 7. Keep the buildings as dust-free as possible. 8. Encourage students and staff to wash hands before eating. IV. Notification A. Annual notification will be posted on District Website stating that any lead testing results will be available for viewing upon request from the program contact person. This notification will be provided continually on the website.

Pest Control Materials

For the “Parents Right to Know Act”, (M.S.123B.575, Subdivisions 1- 14) A state law went into effect in 2000 that requires schools to inform parents and guardians if they apply certain pesticides on school property. Schools that apply these pesticides are required to maintain an estimated schedule of pesticide applications, and to make the schedule available for review or copying at the school office. State law also requires that you be told that the long-term health effects on children from the application of such pesticides or the class of chemicals to which they belong may not be fully understood. If you would like to be notified prior to pesticide applications made on days other than those specified in the estimated schedule (excluding emergency applications), please contact the Head of Buildings & Grounds at 320-589-4400.

Asbestos Notification

APPENDIX VIII In accordance with federal regulations, Morris Area School District has an asbestos management plan documenting the location and condition of all known or assumed asbestos containing building materials (ACBM) in the high school and elementary buildings. Every six months, an accredited inspector visually inspects the condition of the ACBM. The management plan is available for public inspection at each building during normal business hours. Please contact the Head of Buildings & Grounds at 320-589-4400 with any questions as he is the designated person responsible for maintaining the asbestos management plan for the district.

Indoor Air Quality Notification

APPENDIX IX The Morris Area School District advocates a healthy school environment in which the surroundings contribute to an environment conducive to learning for students, and productivity for teachers and staff. To help accomplish this, we have implemented an IAQ Management Plan using guidelines provided by the Minnesota Department of Education, and the “Tools for Schools” document developed by the U.S. EPA. The Head of Buildings & Grounds is the IAQ Coordinator for the Morris Area School District. He is trained and certified by the Minnesota Department of Health to fulfill this position. All issues concerning indoor air quality should be brought to his attention, by calling 320-589-4400.

The Morris Area School District is excited to welcome you back for the 2018-2019 school year. The faculty and staff are once again busy preparing the school and classrooms for an inspiring time of learning and growth. As I begin my 24th year in education, I am excited as I have ever been to begin the school year. While we take the work we do here at MAES very seriously, I would like to take a moment and share how proud I am of our staff for their relentless pursuit of student achievement and success. Student success is the goal of all staff members at Morris Area Schools. We are committed to seeing every child reach their full potential and assure you we will do everything in our means to make that happen. We ask for your support and participation in this effort by sending your child to school every day, encouraging him/her to read on a regular basis, and to carefully monitor homework and progress. Research clearly shows the most significant factor influencing student success is FAMILY. Working together gives us the greatest chance for a meaningful year! Each fall, staff and students at Morris Area Elementary embrace a new theme. We were looking “Beyond You” in 2014, came together with the concept of “WE > me” in 2015, showed that “OUR Kids Deserve It!” in 2016, and worked as a TEAM with “Together Everyone Achieves More at MAES!” in 2017. The theme for the 2018-2019 school year is “Above the Line at MAES!” We will work utilizing above the line behaviors for the students and each other to help all students at MAES reach their fullest potential. Invest in Our Youth

MAES will continue the “Invest in our Youth” campaign for 20182019. This SINGLE* fundraising event replaces the time consuming practice of collecting fees or participating in other fundraisers as a way to pay for events/items such as a trip to the zoo, skiing, assignment books, the overnight class trip, music and PE supplies, or numerous other “extras” which enhance the educational experience for our students. This program – in which 100% of the funds directly benefit students – we ask each family to ‘sell’ one share ($40) for each child enrolled in K-6. Also, please know that other organizations, not affiliated with the school, may still ask students to fundraise. In addition, you are still responsible for school lunch, milk, and snack break payments, should you choose to participate.

Title I

Title I is a federally funded program through the Elementary & Secondary Act (ESEA) designed to provide support to students who are performing below grade level in reading and/or math. The goal is to emphasize high academic standards in an effort to help students succeed in the classroom and reach grade level performance. How are parents/guardians involved? Parents are invited to attend the school’s annual Family Fun Night held in May. Parents, staff and students may participate in the development and carrying out of a family involvement plan that spells out the goals and shared responsibilities of the child, school and parents for student success. Parents are encouraged to participate in Title I meetings and learning opportunities.

Parent's Right to Know

At the beginning of each school year, school districts must notify parents of children attending Title I schools that they can request information regarding their children's teachers. In addition, if students are taught by a teacher who is not highly qualified the parents of students in Title I schools must be notified, in a timely manner, if their child has been assigned to, or has been taught for four or more consecutive weeks by, a teacher who is not highly qualified. Please know that ALL Morris Area Elementary teachers are highly qualified. We are excited that you are taking the time to support your child’s learning through Title I services.

Assessments

In addition to statewide assessments, students will take the FASTBridge reading fluency test and the Measures of Academic Progress (MAP) three times a year, during fall, winter, and spring. Information gained from these tests will help us to analyze program effectiveness, predict proficiency on the Minnesota Comprehensive Assessments, differentiate instruction to reach all learners, and allocate resources where they are needed.

Reading Corps Continues

Students in grades K-3 will continue to benefit from the Minnesota Reading Corps program during the 18-19 school year. This is the tenth year of the program and it has been a tremendous boost for students. Reading Corps is a statewide initiative to have every child be a successful reader by the end of third grade.

We are continuing to expand our one-to-one initiative for our students. There has been a lot of hard work and planning this past summer to continue to improve technology in the district. As part of the 1:World technology initiative, all fifth and ninth grade students will be issued a Chromebook computer for use at home and in the classroom during the 2018—2019 school year. With the devices that were issued last year, every student in grades 5—12 will have their own Chromebook computer.

From the Desk of Rick Lahn A Message from the Superintendent

As the weather begins to turn cooler and the days get shorter, it is a sure sign that the start of school is right around the corner. Throughout the summer, faculty and staff have been busy preparing for an exciting year. I would like to take this opportunity to thank our hard working custodial staff for all they have done to make certain our buildings are clean, safe and ready for the new school year. Their efforts are truly appreciated. Throughout my time as your Superintendent of Schools, I have learned that Morris Area is truly an amazing place. The community is clearly supportive of our students and that makes all the difference. I look forward to working together with our school board to ensure that every child attending the Morris Area School system receives a world class educational experience. As you are aware, throughout the summer, our school district has been working on a major renovation project in our high school. We are pleased that deteriorating sewer lines have been replaced with new sewer lines that will easily last the life of our building. This work has been extensive and it required us to remove hallway flooring and trench down up to 9 feet in some areas. By the time school starts, new concrete floors will be poured with the final terrazzo flooring to be installed in the summer of 2019. In addition to sewer lines, work has begun on a complete renovation of the High School Auditorium. Later this fall we will begin the construction of a new fitness addition. Renovation work is messy and time consuming but we know that the end result will be worth it. Should you have any questions or concerns, never hesitate to contact us. JMC Message Center

Keeping parents informed and involved helps to assure student safety and improve student success. With today’s on-the-go lifestyles, it has become more difficult for schools to reach families quickly and effectively. This is why Morris Area School decided to implement JMC Message Center. JMC Message Center is an essential tool for notification and communication. Within minutes of an emergency, school officials can use JMC Message Center to deliver a single, clear message to the students’ parents or guardians by telephone, cell phone, e-mail, or text in any combination. The system can also be used to notify you of a school closing due to inclement weather. It’s an equally effective way to keep you informed of everyday activities, such as event times and locations as well as schedule changes. The system is Internet based and allows each family to maintain a secure, password protected online profile. You can log into your profile at any time to update your contact information. To do this, go to the school website www.morris.k12.mn.us and click on Parent Portal. Log in using your JMC Parent Portal username and ID. Add any email or cell phone number and click on the boxes under Important Messaging Information. Maintaining the accuracy of your profile will increase the ability of the school to keep you informed. The system is ready for you at any time. We encourage all of you to take advantage of this opportunity, as we will be utilizing this system for most of our school-to-home communication. If you do not have access to a computer, please feel free to come to the school to use our facilities.

2018—2019 Bus Information

We do a “Bus Safety Program” the first week of school that all students participate in. In the classroom and on the bus we discuss the rules for waiting at the bus stops, riding the bus, and the dangers surrounding the bus. There are also bus safety reminders included with the bus route information. Bus route information will be listed on the JMC website the last week in August. Rural routes are listed under the parent’s name, by bus number, and by driver’s name. The times of pickup may have to be adjusted the first week of school. You will be notified of changes. Students on rural routes are picked up at the end of his/her driveway. Please notify the bus garage if your child won’t be riding the morning route. City stops are listed by street names and the students are picked up in groups. Pick the stop nearest to your home. Please bring your child to the bus stop before school starts so they are familiar with the stop location and how to get home from there. All students should be at their designated stop five minutes before their designated times so the bus is not late for the rest of the stops on the route. The time that is listed on the route is the time the bus will leave the designated stop.

ATTENTION MOTORISTS: Never drive by a school bus with red flashing lights and an extended stop arm whether meeting or following a school bus. The flashing yellow lights tell you the bus is preparing to stop. When the red lights are flashing and the stop arm is extended you must stop 20 feet from the bus in any direction. These signals show that children are getting on or off the school bus. Motorists must not move their vehicle until the driver shuts off the red lights and the stop arm. These laws exist to protect children getting on and off the bus and to protect you from a tragedy. Unfortunately every school year we have multiple school bus stop arm violations in Morris. Violation of these laws can result in a citation and fines. Minnesota has increased the fine to $500.00 for violating the stop arm law. School bus drivers must report passing vehicles to the police department. Thank you for helping keep our children safe. 2018—2019 School Lunch Information

The cafeteria is a place where students can meet before and after school to visit and relax. We like to call this the commons area. Our lunch line has two main menu lines, a Fun & Fit line, and the ala carte line. Students will have the option of choosing to have the menued lines or the ala carte line and pay with lunch account funds. Parents will have to fill out the Student Charging Form to allow students to charge more than a breakfast or lunch. The sack lunch program is also available. Parents of students may order sack lunches for their children. Our breakfast programs starts serving at 7:45 a.m. daily and at 9:45 a.m. on two hour late days. We also offer a Second Chance Breakfast for students in grades 7—12 at 10:08 a.m. We will continue to use the finger scanner instead of pin numbers for student identification for meals. If parents or students choose to, they can also type in their lunch number. Parents will still be able to check their family accounts the same as last year by going to the school website. BREAKFAST

Parents can pay for meals online from our website or at any office using their debit or credit card. There is no charge to parents for using rSchoolToday. Applications for free and reduced lunches are mailed to each home at the beginning of the school year. If you don’t receive one you may pick one up at the District Office or Elementary Principal’s Office. If your family did not qualify for free or reduced lunches at the beginning of the year, but your financial status changes part way through the year, you may reapply at any time. Please help support our school lunch and breakfast program by applying for free and reduced meals. Even if you don’t think you will qualify, just applying can help the budget and your application is totally confidential. Thank you for your support. We are looking forward to another good year.
