NeW DeLHi, JuLy 9 (iANs): More than 5,000 people perished in last month’s landslides and flash floods in Uttarakhand, NGO ActionAid Tuesday said. The NGO, which is carrying out relief operations in the state, added that estimating the number of dead was difficult. “Tourists, migrant labourers and others had not registered on government lists, so they cannot be counted. Every time a place is cleared of debris, more bodies are found,” said Barkha Chakrabarty, programme officer with ActionAid. She said relief operations that had been severely hampered due to excessive rains were slowly picking up.

Curb crimes against women ‘Looming financial
DiMAPur, JuLy 9 (MexN): Various women’s organizations have appealed for the Nagaland government to take notice and act upon the rising number of crimes against women. In view of the July 4 murder of a woman in Dimapur, various women organizations today held a consultative meeting at the LCS building at Kohima to deliberate of the increasing cases of violence against women. A resolution passed in the meeting urged the government to strengthen the State Women Commission, with inclusion of more members and also to amend the State Women Commission Act. It called for the setting up of Women Commission Cells in all districts with representatives from Tribal Women Organisations. The House sought an increase in the induction of women personnel into the police force and to fulfil the mandatory 10% of women in the police force. It also called for up gradation of all women cells in the districts with manpower, vehicles and necessary equipment. The House further re-

solved to support the Naga Mothers Association memorandum to the Government for setting up Fast Track Courts in all the districts at the earliest as being practised in other States. It appealed for the Government to revoke the Cabinet decision for changing the Fast Track Courts into Tribal Courts. The House further resolved that “the Government make necessary arrangement for com-
pulsory training of girls in martial arts for their safety and security.” While condemning the July 4 Dimapur murder, the house demanded “nothing less than life imprisonment” for the culprit(S) as per the law. It also urged that the government set up an SIT on the case and complete all investigations within one month time. The house voiced “Naga women’s resentment of the
total silence of the State Government, State Women Commission and the Naga Hoho on the latest horrific murders committed against a Naga woman in the State.” It further demanded that law enforcing agencies take immediate action under the IT Act and penalise the culprit who had uploaded the photo of the deceased victim to the public domain. While acknowledging
the prompt action of the Police and other law enforcing agencies in nabbing the accused, the house urged the IRB to utilize restraint in times of conflict and desist from assaulting innocent citizens. While not stating a specific date, the House further resolved to organise a protest rally on Crimes against Women and Children all over the State. It was also resolved that the House would write to the Governor, Chief Minister and the Home Minister of Nagaland seeking immediate intervention for safety and security of women and girls in the State. It also informed that a day of “fasting and mourning” would be observed against the alarming crimes and violence against Women and Children. It further expressed concern over the rumours of “satanic worship by youngsters in the State.” It appealed for all the different Church organisations like NBCC, NCRC, CAN, TPM, UPC, AG and all other churches in Nagaland to seek “God’s divine intervention and pray for the security of our homes, families and children.” Continued on page 5

DiMAPur, JuLy 9 (MexN): The Opposition Congress has reiterated that Nagaland is facing a crisis arising out of rampant mismanagement of State finances during the past decade of the NPF led DAN government. Pointing out that when the state finance department remains tight lipped about the looming financial crisis, the Congress stated that the NPF and its “spin doctors have been parroting a sound picture without understanding the grim financial reality”. “Contrary to the NPF claims, the State is heading for plan holiday due to rampant mismanagement of state finances during the past decade of NPF led DAN govt”, stated a press note issued by the Media Cell NPCC while also adding that the Chief Secretary Nagaland, Alemtemshi Jamir while holding a review meeting on the State Annual Plan 2013-14 with the AHoDs and HoDs on 28th June 2013, had urged the bureaucrats “to understand the dynamics of the
financial problems being faced by State during the Annual Plan for 2013-14”. According to the NPCC, the budgetary allocations of various departments for 2013-14 have been scaled down and that austerity measures which include restrictions on foreign travels and trips abroad by legislators and govt officials are the direct fallout of the state finances in precarious position. “The desperation of the state govt is evident by the State Planning Board (SPB) decision to continue deducting 5% from all civil works for payment of work charged salary in respect of the departments having worked charged employees”, it stated. Further in the past few months, there have been total restrictions on payment of Medical Reimbursement, fuel reimbursement, Leave Encashment for pensioners, processing of GPF withdrawal, payment of arrears to state govt employees with an unwritten order to even stop processing of pension papers, stated the NPCC. BANgALOre, JuLy 9 (AgeNcies): People living with HIV and representatives from civil society organisations on Monday demanded that the HIV/ AIDS Bill, pending since July 2006, be tabled in Parliament during the monsoon session. Addressing presspersons, Surekha N. Shetty from Lawyers Collective said the Bill was very important as it provides legal redressal against discrimination in both the public and private sectors. Ms. Shetty said that though the Bill was sent to the Law Ministry in August, 2007, it was cleared only in March, 2010. It was later sent back to the Health Ministry and since then has been pending with it.

Political parties have been found to be the most corrupt institution in India with a corruption rate as high as 4.4 on a scale of 5 (1 being least corrupt rate and 5 being highest). The highest amount of bribe however was collected by the police - 62% followed by to those involved in registry and permit (61%), educational institutions (48%), land services (38%). India’s judiciary has also been found guilty - 36% involved in bribes. Cynicism about a corruption free future is wide spread among the Indian public with 45% people saying they don’t think common man can make a difference. On the other hand, around 34% people (1 in 3) said
they wouldn’t report corruption while facing it. These are the findings of the Global Corruption Barometer 2013 - a survey of 1.14 lakh people in 107 countries released on Tuesday. The index found that corruption is widespread globally, with 27% of respondents (1 in 4 people) having paid a bribe when accessing public services and institutions in the last 12 months, revealing no improvement from previous surveys. More than one person in two thinks corruption has worsened in the last two years Public institutions entrusted to protect people suffer the worst levels of bribery. Among the eight services evaluated, the police and the judiciary are seen as the two most bribery prone globally. An estimated 31% of people who came into contact with the police report having paid a bribe. For those interacting with the judiciary, the share is 24%. The democratic pillars of societies are viewed as the most corrupt. Around the world, political parties, the driving force of democracies, are perceived to

be the most corrupt institution. People surveyed regard corruption in their country as more than just paying bribes: almost two out of three people believe that personal contacts and relationships help to get things done in the public sector in their country. Powerful groups rather than the public good are judged to be driving government actions. More than one in two peo-
ple (54%) think their government is largely or entirely run by groups acting in their own interests rather than for the benefit of the citizens. Nearly 9 in 10 surveyed say they would act against corruption. The majority of people said that they would be willing to speak up and report an incident of corruption. Two-thirds of those asked to pay a bribe say they refused.
“Bribe paying levels remain very high worldwide, but people believe they have the power to stop corruption and the number of those willing to combat the abuse of power, secret dealings and bribery is significant,” said Huguette Labelle, the chair of Transparency International. The Global Corruption Barometer 2013 also found that in too many countries the institutions people rely on to fight corruption and other crime are themselves not trusted. Around 36 countries view police as the most corrupt, and in those countries an average of 53% of people had been asked to pay a bribe to the police. Around 20 countries view the judiciary as the most corrupt, and in those countries an average of 30% of the people who had come in contact with the judicial systems had been asked to pay a bribe. “Governments need to take this cry against corruption from their citizenry seriously and respond with concrete action to elevate transparency and accountability,” Labelle said. “Strong leadership is needed from the G20 gov-
ernments in particular. In the 17 countries surveyed in the G20, 59% of respondents said their government is not doing a good job at fighting corruption.” The Barometer shows a crisis of trust in politics and real concern about the capacity of those institutions responsible for bringing criminals to justice. In 51 countries around the world political parties are seen as the most corrupt institution. 55% of respondents think government is run by special interests. Around the world, people’s appraisal of their leaders’ efforts to stop corruption is worse than before the financial crisis began in 2008, when 31% said their government’s efforts to fight corruption were effective. This year it fell to 22 per cent. “Governments need to make sure that there are strong, independent and well-resourced institutions to prevent and redress corruption. Too many people are harmed when these core institutions and basic services are undermined by the scourge of corruption,” Labelle added.

India is said to be the fastest developing countries today only after China. However, when it comes to road, it remains a major challenge faced by people anywhere in the country. Speaking of poor quality roads and highway, Nagaland state is no exception. One of the bad roads in Nagaland that frequently makes it to the newspapers is the Changtongya-Longleng two-lane road. Pointing out on the deplorable condition of the road, a resident of Dimapur who travelled back from Longleng with his friends on Monday said, “In the middle of the journey, we were trying to find road in the road.” He said that it is the “worst in Nagaland” and the road was “much, much better before the two-lane project.” He also added that it took them three hours to travel the 32 km road stretch. Another motorist, concerned over the worsening condition of the road between Changtongya and Longleng amusingly said, “The Nagaland Government should arrange JCBs and Tractors for public transportation instead of NST buses.” He also cautioned that only drivers with experience should drive to avoid accidents, as there are many dangerous “point of no return”

the launching programme of the two-lane road construction between Changtongya and Longleng was held on May 5, 2011 at Yongnyah junction, police check post. The project was taken-up under Special Accelerated Road Development Programme (SARDP-NE) project, Phase A in Nagaland. Gayatri Projects in Joint Venture with Maytas Infra bagged the order for the road project from the Nagaland Government. Nagaland PWD prepared the project estimate and work was awarded to M/s MaytasGayatri (JV) through competitive bidding. The project entails the twolaning of existing single lane roads of approximately 329 kms in Nagaland. Under the project existing stretches in the state: Longleng - Changtongya (32 km), Mon-Tamlu-Merangkong (105 km), Phek- Pfutsero (74 km) and Zunheboto-Chakabama (118 km) are to be upgraded to two-lanes with a total fund of Rs. 1,131.67 crore. NGOs, public organisation and district administration have written number of appeal notes to the authorities concerned and the State Government. However, the 32 km Longleng – Changtongya two–lane road project, which started in the beginning of 2011 and scheduled to be completed in 36 months, seem to have lost track.

DPDB decides to vigorously implement total prohibition of hunting in Mokokchung district have an important role to play by sharing views and to convince the people to abstain from the practice of hunting saying that Head of Offices carry more moral weight than the politicians. Other agendas such as registration of Arurshir Salang Welfare Society of Tsutikong Town, augmentation of water supply at Mangkolemba town and construction of road from Changtongya to Yachen (8 km) were discussed and approved by the DPDB and recommended to the Government. Developmental activities to be taken under common pool of LADP 2013-14 was approved at the meeting.

Environment Ministry urged to reconsider Tipaimukh dam project DIMAPUR, JULY 9 (MExN): The one day public consultation on “Tipaimukh dam and Forest Clearance” organized by various organizations was held on July 9 at the Manipur Press Club. A press note informed that the consultation was organized by the Citizens Concern for Dams and Development, Committee on Land and Natural Resources, Committee on the Protection of Natural Resources in Manipur, North East Dialogue Forum and the Action Committee against Tipaimukh Dam Project. A resolution passed in this event affirmed that the forest, land, rivers and other natural resources of Manipur are crucial for the sustenance of endemic flora and fauna and the survival of several indigenous communities. It expressed concern that the Forest Advisory Committee (FAC) of the Ministry of Environment and Forest is meeting on July 11 and 12 to consider the proposed 1500 MW Tipaimukh Multipurpose Hydroelectric Project for “Forest Clearance”

Tripura raises DA to pacify govt employees AGARTALA, JULY 9 (IANS): Responding the government employees' agitation, the Tripura government Tuesday announced five percent increase in the dearness allowance (DA) for its employees and pensioners. "In spite of our severe financial crisis, the government has released five more percent DA for the employees and pensioners," Finance Minister Badal Chowdhury told reporters Tuesday. The move will entail an annual additional expenditure of over Rs.157 crore. "Over 210,700 government employees and pensioners would get the new instalments of DA from this month," the minister said after a cabinet meeting, chaired by Chief Minister Manik Sarkar. With the raise, the gap in DA payment between state and central government employees has been reduced from 38 to 33 percent. The DA of state government employees and pensioners rose to 47 percent while the central government employees are getting the allowance at 80 percent. State government employees, cutting across political affiliations, have been demanding DA and salaries at per with the central government employees.
One killed in bridge collapse
SHILLoNG, JULY 9 (IANS): A government official was killed and 16 people were injured when a bridge under construction collapsed in Meghalaya's East Garo Hills district Tuesday, an official said. The incident occurred in Komalsigre area near Williamnagar, the district headquarters of East Garo Hills, some 240 km from here. The bridge was to provide connectivity to some villages in the region. "An overseer of Meghalaya Public Work Department died on the spot, while 16 labourers were hospitalised with injuries," Vijay Mantri, district magistrate of East Garo Hills, told IANS. The deceased has been identified as Lemingstone K. Marak. Mantri said the condition of the injured was said to be stable. An inquiry has been ordered into the incident.

ITANAGAR, JULY 9 (PTI): General officer commanding of 3 Corps, Lt Gen Arun Kumar Sahni, called on Governor Nirbhay Sharma here to discuss key issues, including security and road communication in the state, official sources said Tuesday. During the meeting yesterday, the governor, who had toured Changlang and Tirap districts just after being sworn in, advised Lt Gen Sahni to be proactive to ensure effective law and order in Changlang, Tirap and Longding districts, the sources said.
The consultation resolved that the Forest Advisory Committee (FAC) of the Ministry of Environment and Forest (MoEF), Government of India should desist from granting Environment Clearance for the proposed Tipaimukh Multipurpose Hydroelectric Project as this would amount to clear cut violation of the rights of indigenous peoples in Manipur. It added that the FAC of the MoEF should also take cognizance that all Indigenous people in Manipur have full rights over their lands and resources, as also recognized by the UN Declaration on the Rights of Indigenous Peoples, 2007. It also urged the FAC to refrain from making recommendations for Compensatory afforestation as Manipur is a small State with huge pressure on land. Further it stated that Manipur cannot afford to sacrifice its forest, “which will cause widespread havoc on environment and sufferings on peoples’ lives and future.” It called for the MoEF to recommend revok-
ing the MoU signed on Tipaimukh Dam by the Government of Manipur with National Hydroelectric Project and Sutlej Jal Vidyut Nigam Limited on April 28, 2010, which was reaffirmed on October 22, 2011. It called upon the Government of India to ensure that the proposed 1500 MW Tipaimukh HEP is not constructed without the free, prior and informed consent of the indigenous people. It also said that the MoEF should revoke the environment clearance granted for Tipaimukh Dam in October 2008, based on the stern objections by the affected communities in all the five public hearings from 2004 till 2008. The resolution also asked for the MoEF to recommend that the proposed Tipaimukh dam should adhere to the recommendations of the World Commission on Dams, the UN Declaration on the Rights of Indigenous peoples, 2007 and the recommendations from the UN CERD Committee on Tipaimukh Dam in 2011.

Shortage of equipment to tackle AIDS in NE
DIMAPUR, JULY 9 (MExN): The Delhi Network of Positive People has called on the Health Ministry and National AIDS Control Organization’s Director General to urgently address the stock out of CD4 kits or reagents in ART treatment centers in the North-East, UP, Maharastra, Delhi and other parts of the country. The AIDS treatment activists are on an indefinite dharna in front of the NACO office today till the CD4 laboratory services are resumed across the country. For the Indian AIDS treatment programme, CD4 tests are a critical tool for initiating anti-retroviral
treatment in people living with HIV. A press note informed that currently the National AIDS Control Organization’s guidelines recommend that people with HIV should start antiretroviral treatment (ART) when their CD4 counts fall below 350 CD4 cells/mm. The test is also repeated at regular intervals. However several centers where CD4 testing is done free of cost are now without kits or reagents. Delhi Network of Positive People and the Indian Drug User's Forum (IDUF) have been writing to NACO to highlight the shortage.
'No CBI response yet to chit funds probe request' AGARTALA, JULY 9 (IANS): The Central Bureau of Investigation (CBI) is yet to respond to the Tripura government's request to probe the activities of the non-banking financial companies (NBFCs) in the northeastern state, Finance Minister Badal Chaudhury said here Tuesday. "We do not know why CBI has remained silent about our request to inquire into the illegal activities of the NBFCs," Chaudhury told reporters. He said the NBFCs and UIBs (unincorporated bodies) are collecting funds illegally from people but their registered offices are in other states, mostly in West Bengal, and the state police or the CID have no authority to deal with them. The Left Front government of Tripura in May asked the CBI to probe the illegal activities of the NBFCs and UIBs, which dupe people after accepting deposits on the promise of high returns. After Assam, Tripura is the second state in the northeast India to request a CBI probe into the unlawful activities of the NBFCs and UIBs after a major chit fund scam was unravelled in West Bengal in April. "Curbing unauthorised activities of the NBFCs and UIBs would be easier if the West Bengal government agree to CBI probe," Chaudhury added. Tripura Chief Minister
Manik Sarkar had earlier asserted that his government is determined to stop the illegal operations of chit funds in the state. Sarkar added that 27 NBFCs have already shut down their offices in Tripura after collecting Rs.23.16 crore from people, and 90 such organisations are still working in the state. The Tripura government has asked the NBFCs, locally called chit fund companies, not to collect deposits from the people, and to make due payments to depositors by July 31.

GUWAHATI, JULY 9 (PTI): Oil India Ltd on Tuesday stood by the announcement of Rs 200-crore loss in Assam last fiscal due to a 'hostile work environment', but clarified that it was not targeted at 'public organisations' and expressed regret if it had. NPCC on state of finances in Nagaland
Reminiscing the Call of a Nation
W
hen the state finance department remains tight lipped about the looming financial crisis, the NPF and its spin doctors have been parroting a sound picture without understanding the grim financial reality. Contrary to the NPF claims, the state is heading for plan holiday due to rampant mismanagement of state finances during the past decade of NPF led DAN govt. The Chief Secretary Nagaland, Alemtemshi Jamir while holding a review meeting on the State Annual Plan 2013-14 with the AHoDs and HoDs on 28th June 2013, had urged the bureaucrats to understand the dynamics of the financial problems being faced by State during the Annual Plan for 2013-14. The budgetary allocations of various departments for 2013-14 have been scaled down and austerity measures which include restrictions on foreign travels and trips abroad by legislators and govt officials are direct fallout of the state finances in precarious position. The desperation of the state govt is evident by the State Planning Board (SPB) decision to continue deducting 5% from all civil works for payment of work charged salary in respect of the departments having worked charged employees. In the past few months, there have been total restrictions on payment of Medical Reimbursement, fuel reimbursement, Leave Encashment for pensioners, processing of GPF withdrawal, payment of arrears to state govt employees with an unwritten order to even stop processing of pension papers. The NPF led DAN govt had blatantly flouted all financial rules and guidelines over the past decade. The deficits have been increasing at an alarming pace, the state debts ballooning with every financial year and the unbridled borrowings continue with high interest rates, while the state infrastructure and development activities continues to downslide with no imminent signs of recovery. The NPF taking recourse in blaming the Congress leaders for the annual state plan of Rs 2000 crores for 2013-14, which they perceive as less allocation does not hold water. The NPF should rather ask the state govt officials, who are answerable by having attended the official level meeting with the Planning Commission officials on 17th May 2013, since the Chief Minister and his cabinet colleagues meeting with Deputy Chairman of Planning Commission on 27th May 2013, was a mere formality to wrap up the annual state plan discussion. The biggest burden on the state exchequer has been on salary and pension payments, which has been compounded due to forced retirement of around 7000 state govt employees from 2009 onwards, due to imposition of 60 years of age or 35 years of service length conditions by the NPF govt, whose myopic policy has now burdened the state exchequer. The Thirteenth Finance Commission (XIII-FC) assessment of salary payment was at Rs 1474.85 crore for one year, but during 2011-12, a total expenditure of Rs 2283.75 crore (2246.96 Non Plan & 36.79 Plan) were incurred, leading to an excess expenditure of Rs 808.90 crore. The pension payment expenditure stands at Rs 586.68 crore as of 2011-12, when the XIII-FC recommended Rs 432.24 crores leading to an excess expenditure of Rs 154.44 crore. The BCR (Balance from Current Revenue) has been increasing negatively from Rs 321.76 crore in 2009-10 to Rs 770.15 crore in 2010-11 and Rs 1404.08 crore during 2010-12. The financial burden of the state is highlighted below: Salary as per 2011-12 : 2283.75 crore Pension payment as per 2010-11 : 586.68 crore Interest on Loan Payment : 417.39 crore

It is from this idea and quest of a nation that histories are written and celebrated, and also identities are recognised and expressed. In turn history and identity teach us what is worth fighting for in life. However like pursuit of any noble thing, building a nation is costly. It demands plenty of sweats, even blood in certain context. But when paid in terms of sweat and blood, they form the foundational wall against the invasion of corrupt and treacherous forces, even against the divisive and selfish ones. Yet when spilled for wrong reason in the name of nationalism, they give birth to every kind of force that breaks a nation. They stand to negate our humanity. A nation is a dream. Without a dream, a nation has no soul. What is a life without a soul? What is a nation without a dream? It is mere existence with no song of hope. It is a shadow without a shape. It is a burial ground of humanity and jungle of brutality. At best it is a mirage that deceives. In such a dreamless human existence, a neighbour is a rival and enemy. Goals and interests breed enmity. Life gets measured by the dictum -’survival of the fittest.’ Love is confined and good is impaired. However with a dream to inspire, heroes are born and saints are produced; wisdoms are quoted and songs are sung; traitors are named and chained; evil doers are marked and damned. In a good nation, even widows and orphans find their right to dream dreams. Such is the spell of dream that like a mysterious magnet it pulls out from within a human soul the noblest of action, selfless and almost divine in nature. Fear of torment or death ceases to numb our judgement. Instead we find freedom in action and thought. That is what a dream can do. Nagas desired to build a nation once but do we have real dreamers and also donors of sweat and blood today? A nation is not a dead entity. It is a living spirit and a hungry one. It feeds on dreams and sweats for its growth. How are we feeding our nation? Are we feeding it with the right food or with the adulterated ones? If our nation is sick and weak due to malnutrition or contamination, what can we expect from our nation? Is it logical to feed our nation with pessimism and derision and expect miracles and promises? Should we withhold our sweat and tears and expect others to come to our rescue? A long time ago (in the sense of being almost forgotten though just about three scores), there were those who believe in dreams and those who willingly fed the nation with sweat, tears and blood. Every abled man and woman was a patriot. Not being able to contribute anything for the love of homeland was a shame. Vague or naive they may be in their understanding of what their identity or nationality was about, they dared to claim them with all their being. They were proud of who they were and were willing to go a great length just to show how much they value their identity and land. They thought they knew enough about life and world so as not to desire what others have to offer them. They valued freedom and fought hard not to surrender their freedom to anything in the world. Kohima, July 9 (mExN): The Naga People’s Front (NPF) has reiterated that the Congress in Nagaland has lost all moral authority to play the role of an opposition. In a press statement issued by NPF Press and Media Bureau, it was asserted that a responsible opposition that is concerned with the welfare of the people has to be constructive and positive in its approach. “It is expected to make positive contributions, take up issues that are of public importance and make suggestions and recommendations that are constructive.” Most importantly, opposition is expected to understand the pulse of the people and have a direct connect with its constituents, it stated. However, the NPF’s statement alleged that in Nagaland, the opposition has become anti-people in attitude, approach and ideology.
“The disconnect between the Congress and the people of Nagaland is evident in every sense of the word.” It further slammed the opposition saying, “Defeat after crushing defeat has failed to make the Congress party understand their true position and status.” Commenting that the reasons for the Congress’ predicament are many and multifold, the NPF stated that “an unacceptable political stand, an alien political culture and acting as agents of outsiders against the Naga people is the reality of the Congress party’s image amongst the Nagas.” The Congress in Nagaland also continues to battle with its past reputation and track record when it was running the affairs of the State, it added. “Development had come to a standstill, there were lack of avenues or opportunities for the youth, and law and order was

in shambles.” It also recounted that Congress leaders had to move under the cover of bullet-proof cars and were restricted within the confines of Kohima and Dimapur as “the rest of the State became unreachable due to security reasons.” The NPF further alleged that the State government was run like “a personal fiefdom and financial misappropriation became the order of the day.” Meanwhile, NPF has called Congress politically immature for its “consistent strategy of personalized attacks, below the belt politics and an approach that is unbecoming of what it calls itself as the grand old party of India.” Further saying Nagaland Congress leaders “seem to have developed a holier than thou attitude portraying themselves as paragons of virtue,” the NPF stated that the NPCC has
not only demeaned itself by making personal attacks on the Chief Minister and his family members, but have exposed to the Nagas, the mental makeup of its leaders. The NPF added it will not stoop to the level of the Congress as “we are a mature and responsible political party that is respected in the whole country as a symbol of regionalism that has stood the test of time.” Stating personalized attacks on its leaders will not be replied to as “we are above such low levels of politics and we have much more important issues and matters to attend to unlike the Congress,” the NPF assured it will continue to serve the people with renewed zeal and effort and will not be discouraged or distracted by “the barking of a party and its leaders who have lost the moral authority to call themselves an opposition.”

Dimapur, July 9 (mExN): A hilarious story of an imaginary hero ‘Bokato Sumi Naga’ written by first time author Inovi Awomi has been released today. Inovi has based the story on a Sumi Naga fictional character aptly named Bokato Sumi Naga. The novel is a fictional love story that traces the life of Bokato from childhood to marriage. Inovi is a Post Graduate in Economics, and currently teaching the subject at Christian Higher Secondary School Dimapur. Launching the book at Hiyo Café, Dimapur today, Inovi said that through social network Facebook, he was inspired to write the
novel on imaginary character named ‘Amu Bokato’. Inovi said that the book has 21 hilarious chapters and he hoped the readers will enjoy reading his book. Senior teacher and a writer of educational books, V.A Jose presented an introduction of the book. Stating that jokes which make people laugh hard comes from one’s mother tongue, Jose complimented the writer on his ability to give ‘a naga touch’ to the humor in the book. He also stated that humor is a primary instrument to hold the attention of people, and the writer has been able to do in his book. He also stated that

although the title of the book may suggest a serious content, it is hilarious all the way. “The character’s name itself makes us laugh,” he said. Making a reference of the book’s title “Life Goes On”, Jose also said that life has become so serious in Nagaland and we have to sometimes lighten our heart with simple/silly jokes. “This kind of books should help in keeping our hearts light,” he said. While also pointing out the dearth of writers in Nagaland, Jose encouraged that there should be more people writing short stories, jokes, and folk tales. Jose has also supplemented the forward of the book. The novel was launched by Aheto Sema, Principal Christian Higher Secondary School, Dimapur. Wishing the best to the writer, Aheto opined that the book should bring joy and happiness to the readers. He also encouraged the writer to keep on writing and produce more books in the future. Identity
ll of us have inherent identities, in fact, we have a multiplicity of identities that are constantly evolving, and are manifested depending on the situational and contextual nature of reasoning. The multitude of ethnicities that contribute to our ‘identity’ is a demonstration of the richness of the human culture. However, when we feel threatened and the surrounding environment does not provide the safe place to enable us to be who and what we are, time collapses. In these situations of crisis, expressions of our feelings and defensiveness are often translated through our ‘primordial identity’. We have a primary self-identity, which has been contributed and developed by various factors that have influenced our environment. In most modern societies that have been built upon modern values and principles, individuals have either lost or allowed their sense of interdependence on the ‘collective identity’ to be dormant. In traditional societies, a strong interrelationship between the individual’s ‘self-identity’ and the people’s ‘collective identity’ continues to exist. Identity is never static, is always changing and evolving with experiences of new encounters with nature, fellow humans and the super-natural. While it is a dynamic concept the modern discourse has reduced human experience to a state of ‘static perception’ where ‘identity’ is projected and promoted as the ‘guiding principle’ of politics in the contemporary world. This trend has far greater implications on the future of world politics. One concern of this emerging ‘worldview’ is that ‘differences’ are perceived and interpreted as the problem itself. This process in due course conveniently and convincingly with profound arguments reduces a substantial part of the premise – nature of conflict - to our most basic value – identity. Humankind has a history of war and not peace which requires our attention and focus. Citing ‘identity’ as a causal factor for that history would be detrimental for we would become victims in the ‘agenda of mythmaking’. Reducing multiple identities to a static perception of the world only enhances ‘mythmaking’ into another realist perceptual category. The result of this ‘mythmaking’ that the mere existence of cultural difference in terms of values, beliefs, ideologies, etc., is sufficient to cause conflict, makes culture into a cause of conflict. Unwittingly the ‘agenda of mythmaking’ has created ‘identity’, a given human process of development, into a potential cause of conflict. An ‘elder’ from the Navajo Nation once said that from their worldview all human beings have two sides in them: a part which is their warrior side and the other part which is their peace side. A similar concept prevails in understanding gender. This is interesting because it explains the worldview and perception of most indigenous peoples and their culture in terms of accommodating differences and accepting and recognizing these differences as a natural process of human life. This process has richness and complexity as it is where all the differences converge and have meaning.

think following few items may be helpful in development of Nagaland. When we talked about anything in Nagaland the foremost item is naga political solution and therefore, let me start with few lines on the same. 1. Naga political solution:- The ball is still in the center of the court because no referee is found. Without a referee a game cannot be started. We nagas must understand that policy makers sitting at Delhi are descendants of Indus valley civilization (2500 BC).The powerful United States of America is still trying to establish their influence in various sectors in India but Delhi does not take it seriously for the last 40-50 years. Even though some sectors are more beneficial to India. India, being a super power in South east Asia if not in Asia has reasons to do so. Engage a referee then start the game or else another players is i n the line to start their game. 2. Article 371-A:- As far as I know no eminent lawyers in India has ever seriously interpreted/defended in letter and spirit the article 371 A of the Indian constitution in high/supreme court but refer back to lower court. Article 371 A- (a) iv Land and its resources== It does not cover only Champang oil deposit. But land and its resources include - sand, stone, coal, gold, trees, bamboo and so on because all these are resources of the land. Are we getting our due shares as traditional landowners of these resources? Recently Supreme court has made a ruling on similar case about bauxite mining in Niyamgiri, in tribal area of Odisha( Orissa ) which permits the traditional landowners a big say in the decision making. Then how do we do in Nagaland. 3. State revenue:- To me there is more scope for improvement of state revenue. We Nagas are shouting at the top of our voices- Naga sovereignty, self -sufficient in mineral deposits etc. sitting in armed chair. Approaching Delhi with folded hands or empty bowl for the last 50 years is enough. There are still some sectors from where we can generate good revenues. I do not want to specify publicly because I had a bitter experience of freedom of expression in 1977 when I wrote an article in Walunir weekly, Dimapur which is closed down now. I hope the economic/financial adviser to the chief minister must be burning their mid night oil for this matter. Let me just mention only one item . When a state govt. undertakes a corporation it should be a commercial venture as well as for job generation. Establish Nagaland state tourism corporation under financed from the ministry of Tourism govt. of India. This will be a successful venture. Still more in store but with million dollars in price. 4. Political game:-In the present political scenario in the country even a single M P in the Parliament can change the entire situation. A political party having 2-3 MPs could find ministerial berth in the cabinet. Let us play the game people play. Please examine which side of the bread is buttered. 5.Home guards :- sanction appropriate strength of home guards ( M =70 % w=30% )on consolidated pay in all the districts and deploy them to all the villages for multifarious activities. The chairman of the village council will be the in charge of the home guards deployed in his village. This is job opportunities for the people and also a boost to their economy and village administration. Govt. of India will favourably provide fund for this provided we supply good justifications.( politically, economically, socially and administratively very important ). 6. Naga Christian goodness:- He/She may be big, small/ rich poor/educated, uneducated but every Naga is God fearing. Any resolution made by the NBCC// Associations/local churches are hardly challenged by the Nagas. I wish the state govt. utilise these organisations so that the common people ( aam aadmi ) will receive their due shares at their doorsteps like Public distribution system/ rural housing programmes to quote few. 7.(a) Public health care /insurances :- State govt. can introduce public health care by granting onetime cash assistance to patients of cancer, stroke, on dialysis machine, leukemia etc on the recommendation of Medical board. Also individual health insurance coverage be made for less than 20.00 lakhs population of Nagaland. (b) up gradation of the existing district civil hospitals by providing modern diagnostic equipments and treatment facilities to the people of the district will be a fulfillment of their dream in getting medical facilities at their doorsteps. Technical staff to be appointed on contract in collaboration with the firms which supplied the equipments. The ministry of health, govt. of India will be pleased to approve and provide us fund for such innovative programmes. GOD BLESS NAGALAND.

A Working Society is What Nagas Need
A
working, functioning society that fulfils people’s present needs and makes them look forward to the future with hope and confidence is what the Naga people need most at this stage. Compared to this, all other issues would appear to pale. This could be the most important gift that the present crop of Naga leaders can leave behind as their legacy only if they will take it seriously and work towards it. A cursory glance at the newspapers and the discussions going on show that Naga society is just about ready to implode! First look at the newspapers. Broad daylight shoot-outs in towns, gruesome murders earlier unheard of, intimidations and threats to people for voicing their opinions, imposed/forced taxations and kidnappings, charges and counter charges of corruption, favouritism and nepotism; partisanship of every kind, strong and reactive tribal feelings etc. Nagas also seem to have managed to surround themselves with unfriendly neighbours. Nagas today cannot say with any confidence that anyone neighbouring community is friendly with us and that we can depend on them to stand by us when we need them. Boundary and other problems with neighbouring communities have become an everyday issue despite some efforts to solve them. All these are a sad commentary on our people and society. There also seems to be a sense of apprehension of something terrible to happen soon going on all the time among Nagas. Devil worshipping, satanic following and “secret societies” appear to be the latest doing the rounds. Proclaimed Christians, and faithful church goers become the first to be superstitious and gullible in a society that is supposed to consist of believers and people of faith. This is not helped by the physical and mental violence going on all the time around the people. To these are added existential economic pressures. For example, if we compare the prices of essential commodities, it is not difficult to imagine that Nagaland, and certainly Kohima, will come out as the costliest State/city in India. If we look at the structures of Naga society, everything has been crumbling for a long time now; there is only a semblance of functioning. They don’t really work! Take a very simple example. How many Government servants go to office on time and complete their pending works before they leave! A common complaint is that many come between 11 a.m.-12 noon and leave before 2 p.m. Many don’t even know where their files are and tell people to wait until they can locate the concerned file/s! This example has been taken because it directly places Government functioning on the spot because on the machinery of State almost all Naga citizens, directly or indirectly, depend for their livelihood. My due apologies to the diligent Government servants. I personally know some officers who work late at night and who keep their commitments. There can be many other examples but we will leave it at this for the moment. Nagas, especially the mass-based NGOs keep talking about so many years of Peace Talks and Ceasefire negotiations without settlement. True. What is often implied but not said in so many words is that so many years of reconciliation works have also gone on without real intra-Naga reconciliatory final agreement. The first involves the Government of India; the second is an internal Naga matter and ought to be easier and precede the former. It has become a bit of the proverbial Cart before the Horse. This kind of unsettled atmosphere and uncertainty creates so much tension in an already tense situation. How happy all Nagas would be if the various factions could come to an understanding and give shape to a final settlement. The sigh of relief and

he reason why others envy the Nagas is loud and clear because we have made our stand clear and honorable based on unique Political and Historical truth. Hats off to the many committed and Visionary genuine Naga leaders both over ground and underground who have leaded us this far, Nagas have traveled this far by the help of the Lord of Naga Nation. It is true that we have had fated days and years where we have lost hundreds and thousands of our dear ones to adversary. Generation after generation we have being confronted and subjugated under the roaring anger of our enemy. Our pride are belittled our emotions snubbed and our hopes are systematically destroyed. Many a times we cannot be ourselves, hence we cannot be at our best because they have not recognized our precious “Sovereign Right” to say what we want, do what our mind wants us to do, present what we perceive is true, and discover what our unique intellect leads us to. We live but no longer alive and in this precarious situation I perceive we are like the chopped and spiced meat on the Chef table waiting to be cooked to suit the taste of the “Rich Foodie.” What have we done to ourselves? Where are we heading? Why these divisions amongst us? God has not spelled Death to our Nation, but was it you, you, and you who have invited the rage of the Almighty that we should undergo this turmoil and depression? I believe, at the depth of conscience, you still hear the patriotic call. Before we cross the threshold to eternal fall, Leaders of “Nagalim” rise up from the ash of ruin and anarchy to lead the nation once again where we will be equals in the eyes of other nations. This peace talks, if it has lost its importance and significance, it’s time to
happiness in Naga society would then be so loud as to reach not only Delhi but much beyond it! But this will not come from prayer and rhetoric alone, needed as they may be. This will come from change of heart. All factions claim they represent the Naga people. Will they have the courage to change their hearts for the sake of their people? If they do they will provide provenance for their claim which will no longer remain an empty slogan, which it is at the moment and not even believed by their people. What is most depressing about our society is Naga attitudes. Everyone is a VIP or a Chief or at least a chieftain! This by itself is alright in their proper places. What is not alright is that we try to enforce and impose this attitude (our wills) on everyone else all the time. What this attitude amounts to is, “I/we will not allow anyone to speak anything that does not reflect well about me/us, or contrary to my/our views, even if the person may be right”. It goes further to warn that, “If you don’t listen to me/us and to what I/we say, I will teach you!” In certain cases, this amounts to, “If you don’t listen I/we will kill you!” In such a situation, what kind of a society are we building? If everyone acts that way we will all kill each other without the need for any enemy! Is that the kind of Naga Society we want to look forward to? By now, readers will have guessed that, apart from the general Naga intolerant attitude, at the back of my mind is also the NSCN/GPRN’s threat to three writers. I know all of them. I do not always agree with them and their opinions. But even if we do not agree with each other we can still respect one another for the overall good of the society and because each of us is needed to contribute our best so that society can go forward. Several have already written about this in the newspapers; I add mine because tolerance and respect for differences of opinion are vital to democracy and for any progressive society. That is how human society is made and survive. And when society/ies do survive, depending on its value system/s, “civilization” has a chance to come into existence! And then we will have a history proper that will last. One is also disappointed that such a warning has come from the GPRN/NSCN especially at this stage when all Nagas are looking forward to a settlement. What kind of settlement will come we do not know. All that we know is that it will have tremendous impacts on Naga society. Is the GPRN/NSCN trying to tell the Naga people that this is the kind of situation they will impose when a settlement comes with them at the head? I don’t think so and I would like to believe that this is only a temporary lapse on their part. If we look at the practical side, Naga tribes are too numerous and without proper democracy, with every Naga able to speak his/her mind, Nagas will not survive together as a society. And a Naga society without hope is something nobody wants to look forward to. Accommodation and Respect for one another are the only keys to Naga Future. Some Positives What has been penned above is a sad tale about Naga society. They have to be stated so that we are aware of where we stand. From such knowledge and awareness we will start to build the foundational blocks for a new and better Naga society. From knowing our weaknesses we will learn what kind of remedies will be required. There are already many initiatives and activities going on in Nagaland all of the time, some of them good while some of them may seem more like attempts to keeping people occupied and engaged in less harmful activities! Nevertheless, the intents are good and positive and these have to be encouraged. On the whole, physical killings between factions
have come down – at least the irony of Indian army preventing the Naga factions from direct pitched battles has almost disappeared! This may seem laughable now but such happenings did occur a few years ago. But reduction of fratricidal killings is not the end unless a final solution or settlement is worked out. Naga Reconciliation must actually work and a final political settlement with Government of India arrived at. Only then, everyone will breathe easier! What is good is that the Naga Overground political parties have all been in favour of a proper settlement of the Naga issue for a long time now. This was not always so. Naga reconciliation efforts have achieved much. More positive news seems to be coming. We all have to continue to support these efforts. The gains must also be consolidated and not allowed to slide back. There are many State Government programmes that are, for all intents and purposes, good. For example, the Hornbill Festival has become a signature event and the Communitization Programme has been hailed as a sterling example of good governance. Others, including neighbouring States are trying to copy them. These are things to be proud of. Unfortunately, often the skies of Government programmes also become cloudy for all kinds of reasons. Efforts must be made to dissipate the cloudy atmosphere and focus clearly made in a few important areas that will have a cascading effect on society. A worrying feature has been that the gap between the haves and the have-nots have become so glaring in our society. This gap is most easily noticeable between those employed by Government and those not employed by Government or employed outside. While the rich in Naga society live closer to Western Standards, and there also those of the rich, there are those barely surviving. Unless this gap is closed or greatly reduced, it would be impractical to hope for the level of violence in society to really reduce and for the situation to improve. Everything will depend on Planning and strategy. And where economy is concerned this mainly means the State Government where also rest most of the best Naga brains. Their love for our people and rectitude will decide which way the wind will blow! Meanwhile, general law and order must be strictly enforced. Respect for law is the foundation from which arises an ordered and organized society. When people can ignore and disobey with impunity laws in operation, it should not be surprising when everything in that society turns topsy-turvy. The structures and institutions most important to society must be brought back into prominence. Right platforms and fora need to be created/built. Democracy must be strengthened. The great hope is that our literacy rate has been going up all the time and more and more people are going abroad or have other exposure opportunities. What is required is a groundswell of public opinion that will carry the people/society forward. At the moment, such a possibility seems distant. But who knows? They say nothing can stop an idea whose time has come! Meanwhile, the present Naga leaders, Overground and Underground (and Middleground?) can all work towards reducing Naga problems to manageable sizes! Our problems at this time are so great that it could overwhelm any one leader and it is much easier for anyone to decide to just allow the status quo to continue. That will be the biggest mistake. As I said earlier, let our leaders, and all of us, work towards providing a properly working society, full of hope and confidence, to the coming Naga generations. If our leaders can bequeath such a legacy to Naga society they will go down in Naga History as statesmen who had the courage to build the future of the Naga people. Who can ask for more?

We have seen now that these marauding undergrounds has become a problem upon the people to whose liberation they claim to have come when they lost the true sense of the Mission. This indeed may be the willful design of our Indian masters dragging the peace talk has yield the exact expected outcome. The kind of attitude and expression such as solution this time or never may be a very serious mistake. That way we may wrongly sell out our unique political right and historic truth, let us not commit another historic blunder again. The fact is that we are not prepared yet for the big change. It may be emphasized here that political integrity amongst various groups is a basic necessity besides our emotional and cultural integration. We need to continue to congregate and deliberate to explore new ways and approaches, doing our homework well can bring about a drastic change in the course of our movement. We need more leaders who are accountable and possess track record of public probity and integrity whose oration can rouse the spirit of heroism and nationalism which may energized thousands into action. We need to give a serious thought to the present state of our National
Movement. The once noble and holy mission of serving the Nation is no longer regarded as the work of the upright man. Any Naga as well as Non Naga can draped himself or herself with the too common camouflage green and foul up any crime and mistake in the name of Naga Nation. The Naganess and sense of duty towards one’s nation is not a commodity bought and sell in the fish market. Service to the nation what was once a proud privilege and honor has become abhorrent activity. Our Once invincible fortitude and sinew are now desecrated by their indulgence life styles. They have lost their vibrancy and values and the more serious problem is people themselves have disowned them. Lte us continue to persue third parties like United Nations, European Union, Asian and African Union, other humanitarian organizations and friendly countries for intervention at different levels will be highly beneficial, provided first we do our home work and set our homes right. Why do we have to emulate at someone’s hero when we have our own? Why sing praises of the history, civilization and culture of the alien that happened thousands of miles away from our ancestral land? Don’t we have our own unique history and origin? We have our own God’s given territory and space to be adored and guarded. We have the duty to defend, dignity to die for the land that has sus-

tained and nourishes us to this day. Why let our brave sons and daughters die defending the land of those who enslaved and exploited us? Who can really trust the Indian or predict the Indian inner mind? Who can say that Nagas have achieved greatness in the field of science, arts, culture, economy and governance under India’s piece meal policy? Have we achieved the height of our intellectual caliber? Or can we ever achieved the pinnacle of human intellect under the so called “Need rule of Distribution”? Today we are not even able to make full use of the resources that is allotted to us under the “Need rule of Distribution” this is because our leaders, bureaucrats and people in governance under the Union of India are curbed and handicapped. What is there that any “Sovereign Government” cannot do? Likewise what will be there that a “Sovereign Naga Government” cannot do? When we will have that “Supreme Power” to create or to destroy, I believe the rest will fall in line. Every country has its own limitations and shortages in something or others but there are ways and means to sustain and achieve national greatness in due course of time. Many Asian Countries who are Mongolian by race have attained greatness and overall development. why can’t we Nagas do if we have a “Sovereign Government” with “Supreme Power”. I belief we will be wise and prudent enough to use “That Power” to ensure ceaseless flow of polished and blooming Naga generation after generation who will be fueled with the patriotic zeal to make Naga Nation rise up equal with the rest of the world? Friends and countryman our blood still runs with “Patriotic Urgency” we are no far from the promise land where we will rejoice in “National Contentment” Kuknalim.

The Unforgettable 9th July 1987: Remembering Oinam Incident
N.Rongkame t was 26 years ago that the serene hills of Oinam Village in Senapati District of Manipur was wreaked havoc beyond redemption at that of point time when the 21st Assam Rifles camp was attacked and ransacked by the NSCN on that fateful 9th July 1987, killing nine soldiers, injuring 3 and seizing huge caches of arms and ammunitions. According to the version of the NSCN as later on revealed publicly that the attack of the camp was carried out under the code name ‘Operation Jericho”. It was a successful operation tacitly and tactfully conducted after long days of fasting and prayer as per the NSCN version. On the other hand the attacked was the biggest attack upon the Indian Forces after independence whereby huge amount of arms and ammunitions were captured and seized by the attackers. It was a jubilant moment for the attacker in one hand and the greatest setback for the 21st Assam Rifles on the other hand. But for innocent civilians of the Oinam Hill village and its surrounding villages, it was the darkest moment in their history. It was the moment of agony, pain, suffering, shame, humiliation caught between the quagmires of ‘victory’ and ‘defeat’. In response to the attack and huge loss of lives, arms and ammunitions, Assam Rifles launched a counter insurgency combing operation code name “Operation Blue Bird” on 11th July 1987 onwards. Between the “Operation Jericho and Operation Blue Bird”, many innocent civilians were killed, tortured and beaten beyond human imagination to the extent of third degree treatment. The reign of terror was let loose, and the local singer rightly sung that “the hills of Oinam never shine.” The most terrified and horrified days in the history of Oinam Hill and its neighbouring villages were during the period of ‘Operation Blue Bird’ and beyond. Many innocent lucky survivors today never want to see the Army or the dress of ‘green’ or camouflage in colour that resemble the dress of Indian Army. Many innocent civilians starting from top leaders to feeble old age to the little children perished and buried unceremoniously, many of the bones of the sons and daughters of soil never reached their homes yet. The innocent civilians were killed by Assam Rifles. The leaders, who were killed, made supreme sacrifice for their people and land. Today, 26 years have passed by yet the martyrs were fondly remembered and honoured always by the people who in their hearts salute their fallen leaders. In their death, they had planted the seed of supreme sacrifice and saved the people from further predicament. The young and old remembered their names. Their children have lost their fathers, the wives became widow. They were allegedly killed and the perpetrators claimed that they are militants, who were killed in the fake encounters, but the whole world knows who they really were, they were just civilians and not as falsely claimed. In their death, they have taught the world that elimination of lives cannot eliminate the human spirit altogether. This has been testified with the fact that now their children are doing well holding respectable posts and serving the humanity in various capacities. The people are more resolute of what their legitimate rights are now. It is only in animal kingdom that the species live with their excrement. The dungeon was the place where the able male civilians were dumped with eyes blind folded for weeks and months without bathing. The civilians who were under the captivity were given third degree torture/treatment even to the extent of burying alive, given electric shock, private parts beaten, the victims are played like toys by the perpetrators. Many of such victims died of various ailments unable to work and live healthy and meaningful lives. Indeed, they were civil public many of them were government teachers. Women and children, young babies, old weaklings were also not spared but herded to the wet grounds in the rainy July month exposed to the stingy rotten smell of grass trampled. Days, weeks and months the civilians were caged. The churches were desecrated; the civilians were locked up inside the church for months together. Properties were looted, destroyed, the standing crops were left unattended and cattle were let loose. The best houses in the village were dismantled. The beloved and serene villages become haunted not because of the ghosts but the perpetrators acted ghostly towards the ci-

vilians. The perpetrators were like ghosts to the civilians because a slight sense of civility and humanity was not found on them when it comes to torturing the civilians. The media persons, the doctors, the student leaders, politicians, were not spared. Most of the goodwill mission teams were arrested, tortured and detained. Many of the human right activists were tortured. Beyond borders, the reign of terror spread its wings. Many civilians flee from their own villages to towns like Kohima, Dimapur, Imphal and Senapati where the temporary camps were opened for shelter. Across the tribal identities, people extended help in terms of cash, kinds, prayers and moral support. Back then in 1987 and beyond, the goodwill and noble gestures rendered by all towards the victims of Operation Blue Bird remain very dear to hearts of the younger generation who heard from their elders. The sense of brotherhood under the umbrella of humanity, grace and compassion, the people remain as one. The victims always remain grateful and mindful for all the sacrifices made by the people from Nagaland State, Manipur, even from mainland and beyond. It was through such kind of solid solidarity; it sustained the victims and restored hope in one form or the other. The brigade of committed social leaders drawn from various civil societies among the Naga People spearheaded by the Naga Students Federation, All Naga Students Association Manipur (ANSAM), Manipur Baptist Convention(MBC), CLAHRO, Naga Hoho, Naga People’s Movement for Human Rights, Church Communities, Politicians, Well Wishers, COCOI-Coordinating Committee on Oinam Issue, many human rights organisations, lawyers, even the government servants who dutifully stood for justice was an exemplary power of solidarity and commitment for the cause of justice and human rights to salvage from the tyranny of cruelty and atrocities. The outstanding services rendered by various organisations and individuals made the case of Oinam issue an extraordinary and remarkable one, though the people never get justice even after 26 years. The delaying of justice is denying of justice find so fitting in this case whereby pronouncement of final judgement never see light of the day even after the final hearing in the Guwahati High Court. An attempt obliteration of civilian lives through various wild allegations have somehow failed although many precious lives have lost and it was beyond redemption to restore their lives and remove the fear psychosis, trauma, mental disorders, emotional disturbance created out of the most inhuman actions executed during the time of Operation Blue Bird. Today, at this critical juncture, it is pertinent to note that only in solidarity that the struggling people will find strength of resiliency and raise together to meet the daunting challenges that lies ahead of them. Some years ago, a group of Church People from Jotsoma visited Oinam Hill Village and had worship time together sharing the past agonies and comforting each other. Embrace as brothers, the people of the two villages shared their past experiences and in the history of Naga National Movement, the first martyr killed was from Jotsoma Village. Past more 60 years of conflict as Naga people struggle for its self determination, each village, each family, each person has a story to tell like that of Oinam (Onaeme) Incident of 9th July 1987. The day 9th July has become an extraordinary moment, not because many civilians were killed and tortured but because people across the artificial state boundaries, ethnicities, professions had exhibited an unforgettable strongest solidarity to stand for justice that earned international attention and recognition. 9th July for Onaeme (people of Oinam), it was a day to commemorate, observe and pay tribute to the victims and those heroes who laid down their precious lives for the land and people. Since 1989, it was kept aside as special day of prayer. Till today, the trend has been followed. Last July 9 2012, the 25th anniversary of Onae Reh Dah (Great Battle of Oinam) was observed in befitting manner where Keviletuo Kiewhuo, President, Naga Hoho was the chief guest and the crusading human right lawyer and renowned writer Madam Nandita Haksar as presiding officer in the presence of Hosts of Naga Civil Societies and others under the theme, “Towards Glorious Future”. 9th July 1987 has become a life changing moment for the people of Onaeme (Oinam Hills) and all those who involved in one way or the other. Each person involve in the incident will have her/his own story to tell to the world. If all were called and given chance to narrate, it will be a
never ending story indeed. Today as the world moves on, 9th July will be always kept sacred as the Onae Reh Dah (for the Onaeme-people of Oinam). “If my people forget you Let them never sing again”- says the song written by Wati Aier and sung by Tekatemjen.

Creating a will Although you can take help of a lawyer, but if the will you plan to make is fairly simple then you can even go for a handwritten will. When you make your own will by hand, ensure that you get the signature of two witnesses on each sheet of your will. If you’ve already made a will and want to change it through a new will, you will need to mention in the new will about the previous will and add that the old will stands null and void. Once you’ve made the new will, it’s best to get rid of the old will. Also, ensure that you number all the pages on the will and mention in the will the number of pages the will has. It is a good practice to appoint an executor. A will’s executor is the person whom you appoint to ensure that the directions in the will are carried out as per your wishes. Assets that can be included in a will: You can leave behind both financial and physical assets. Financial assets would include your banks
deposits, bonds and debentures, mutual funds and shares and securities you hold. Physical assets can be an immovable property such as a house, or a movable property such as a car. You can also include precious metals such as gold and silver, coins and ornaments. In fact, you can also pass on some physical assets that hold an emotional value. Registering the will: If you’ve drafted the will correctly, it’s not mandatory that you register the will. But if you plan to register the will, you could take the help of a lawyer or a legal professional. You can even register the will at the office of the local sub-registrar. Store the will: Keeping the will carelessly is counterproductive because even a handwritten will is a legal document. You could keep the will in a safe place such as the bank locker, or with the executor. Inform at least one person who has no personal interest in the will about where or with whom you have kept the will.
Being a loan Guarantor If a family member or friend asks you to become a loan guarantor, it is difficult to refuse. However, before agreeing to become one, you must consider what it involves and whether you are comfortable with it. • A guarantor on a loan is someone who agrees to be accountable (legally) for the repayment of the borrower’s debt in case of default. So if your friend can’t or won’t pay, you will have to repay the borrowed amount. • In case the borrower defaults on the loan, the lender would first approach the borrower. However, if the borrower is unable to pay, the lender will then get in touch with you, the guarantor. The lender is within its rights to recover funds from you. Remember that when a bank legally recalls a loan, the entire loan amount becomes due. • When you agree to become a loan guarantor for someone, your own loan eligibility gets reduced. If you are a guarantor for someone, the bank usually reduces your eligibility to the extent of guarantee you’ve stood for since that liability can be shifted to you in case of default by the original borrower. • Your credit report will mention that you are a guarantor for a loan. In fact, banks can also access your credit report as a guarantor for valid application. If for some reason the borrower defaults on the loan, this information will also reflect on your credit report (CIBIL). Do not become a guarantor unless the loan is for your spouse or child. Avoiding such huge financial liability even at the cost of sounding rude to a family member or friends makes sense. If you are already a guarantor for a friend or relative, but are not confident of his/her repaying capacity, you could ask the borrower to release you from being a guarantor. But that can happen only if he finds another guarantor. Unfortunately, you cannot approach the bank to cancel your guarantee, only the borrower can initiate this request. Also, some banks do not allow change of guarantor.

ecently, I asked my B.A 2nd Semester students why they took up History honours, instead of opting for a different honours. Many responded for competitive exams. I was happy to know that they have a goal in mind, but I also wondered how much time and effort they are actually putting in to achieve their goal. I realized that they probably may not even know how to start their preparation, and began to question why this problem should arise. Are we as teachers, parents, elders, to be blamed for not offering the proper guidance? Right after declaration of the HSLC and HSSLC results, the following week local newspapers are always usually filled with advertisements of various institutes for admission. Students have to take the difficult decision of choosing which institute they would like to spend the next few years of their academic life. This is where parent and teacher counsel becomes most crucial in helping a child to shape their future, but counsel in the right way. To choose the right institute one should have knowledge of not only the various academic streams on offer but also look at additional courses, if any, offered by the institute such as computer, music, English proficiency course etc. These add-on courses can help develop other skill sets that might come in handy in future in the professional world. Along with the rise in human population, the literacy rate is also increasing tremendously. This has resulted in the unemployment crisis across our country, its daily rise becoming a threat even to our economy. As we all know in order to survive, we have to work for our stomach. Even the Bible says work and eat and not eat and work. So what must we do?! For teachers, it is necessary to do our jobs with faithfulness and a sense of responsibility towards our students. At the same time, we should not forget the crucial role students also play in enabling teachers to carry out their responsibility effectively. Students need to ask themselves a few basic questions: What do you really want to become? In this competitive world, when should you start working hard? Whom should you depend on? Whom should you go to for advice about your future career? The answers to all these depend on whether you decide to act on it or not. Look within yourself and try to discover what exactly is your passion. Are you perplexed about your career? How did you reach a decision to pursue your career choice? Your friend wants to become a doctor so you also took up science, or your parents pressured you to appear competitive exams so you are following their dreams. Does this sound familiar? God gifted each and every one of us with different, amazing talents. Why not utilize it correctly. It is true that our society is still guided by the pressure of our parents, family members or relatives. No doubt, they are experienced people yet it is also a fact that they may not know exactly what you could become by the time you become mature and responsible, because ultimately, the outcome rests on you alone – on how hard you choose to work, how passionate you are about your job or how much you are willing to sacrifice to accomplish your goals. One of the problems of educated unemployment is that for many, it is only after completion of studies one realizes what exactly one wants to be. So, for all the current students in schools, colleges and universities today, when you still have some time left to decide your future, now is the time to experiment. Recently, many students have passed the HSCL and HSSLC exams. Among them, I wonder how many have chosen the right path and how many are still at the crossroad. Regardless, remember all of you still have an opportunity in your hand and that wise decision and hard work will together help prepare you to take hold of the larger opportunities that lie ahead. The earlier you become a successful person, the more advantageous it is for you. Today, we look upon successful people like a star. Bear in mind that like you, they also attended nursery or beginner class where learning began with the ABC’s of writing and speaking. Likewise, if you have a goal, there’s no royal way to start but with humble or simple beginnings. If you don’t have a concrete goal yet, don’t worry, but start exploring your passions now. Having a positive attitude is another quality required to achieve a goal. Obstacles are a part of life. Do not allow disappointment to overcome your goal. Instead, tell yourself “you can do it”. Remember, if you stop moving ahead, you are underestimating yourself. A winner never gives in to failure. Another crucial factor is time utilization. While making preparations for your future, every single second counts. As the saying goes, “Time and tide wait for no man.” I have been told that the reason behind the successful UPSC Naga candidates is that they make the best value of time. Of course, they also take time out for leisure, yet they keep their limits. Moreover, they remain faithful to their commitments. A lesson we can learn from is the story of Thomas Alva Edison, the man who invented the electric bulb. He was a dropout, but his hard work and passion brought him success. Like him there are many others too. This does not mean droppingout is an option, but the lesson to be taken from this is that success comes only through your own passion and hard work. While you may not necessarily be a topper in your class, staying focused, diligent and earnest to your passions will open doors of opportunity to those who deserve it. Centre to abolish District Rural Development Agency
New DelhI, JulY 9 (PTI): The government today announced disbanding of the three-decade-old District Rural Development Agency (DRDA), an organ responsible for overseeing implementation of anti-poverty programmes of rural development ministry. The agency will now be rechristened and it will perform its role under zila parishads, the local elected bodies at the district level. Announcing the decision in New Delhi, Rural Development Minister Jairam Ramesh said the DRDAs, which were set up as independent societies in 1980, would be attached and function as part of the zila parishads. “There is the overwhelming view is that the DRDA should now function as professional units, professional cells, professional divisions of the zila parishads and not have a separate independent, autonomous existence through the Society’s Act,” he said in his concluding remarks at the National Conference of Project Directors of DRDAs in the National Capital. “As of April 1, 2014, the DRDAs as constituted today under the Society’s Act will not exist,” he said, adding there would be state rural development agencies to deal with the issues like staffing and functioning of the district rural development planning units. The decision to disband the DRDA was taken on the recommendation of a committee constituted under the chairmanship of V Ramchandran, Chairman-Emeritus, Centre for Management Development, Thiruvananthapuram with the objective of strengthening and professionalising DRDA to meet the challenge of rural development in the present context. Ramachandran-led panel had submitted its report in March 2012. Ramesh said the new name for the DRDAs that exist today has not been finalised and these can be called as the District Rural Development Units or District Rural Development Planning Units.
Chinese troops enter Chumar again, vandalise Indian posts
leh, JulY 9 (PTI): In another incursion, Chinese troops intruded into the Chumar sector in Ladakh — the same area which had sparked off tensions in April — and smashed some bunkers besides cutting wires of cameras installed at the border post. Official sources said on Tuesday the intrusion took place on June 17 when the troops of China’s People’s Liberation Army(PLA) entered Indian territory in the Chumar sector and started vandalising the observation bunkers, besides cutting the wires which overlook the Chinese territory. Chumar, located 300 km from here, has always been an area of discomfort for the Chinese troops as this is the only area along the Sino-Indian border where they do not have any direct access to the Line of Actual Control(LAC). The 21-day face-off between the two sides in the remote Daulat Beg Oldi (DBO) sector on April 15 was triggered by construction of an observation tower in Chumar division which had to be subsequently dismantled by the Army on May 5 before the crisis was defused. The Chinese side, according to the minutes of the flag meetings in the last week of March this year, had been objecting to the construction of the watch tower along the LAC in Chumar. After dismantling the observation post and defence bunkers, Army had installed cameras to monitor movement of Chinese troops along the LAC, a step which had irked the PLA. Chumar, a remote village on Ladakh-Himachal Pradesh border, is being claimed by China as its own territory. The Chinese side also reportedly resorted to helicopter incursions almost every year. Last year, it dropped some of the soldiers of PLA in this region and dismantled the makeshift storage tents of the Army and ITBP. This area is not accessible from the Chinese side whereas the Indian side has a road almost to the last point on which the Army can carry loads upto nine tonnes.
SC suspends Lalu’s trial in a fodder scam case
New DelhI, JulY 9 (IaNs): The Supreme Court Tuesday suspended proceedings in a Jharkhand court against RJD supremo Lalu Prasad in a case related to alleged financial irregularities in the animal husbandry department, popularly known as the fodder scam. The apex court bench of Justice P. Sathasivam and Justice J. Chelameswar also issued notice on Lalu Prasad’s plea for transfer of the case against him from a Central Bureau of Investigation (CBI) special court in Jharkhand to any other court with competent jurisdiction. The former Bihar chief minister claimed there could be bias against him and sought the transfer of the case. The apex court order came after senior counsel Ram Jethmalani submitted to the court that the trial court has followed an unusual procedure wherein, while the arguments were in progress, it put up a notice informing the party to file the written argument by July 1, so that the judgment could be pronounced July 15.

After killer floods, monsoons threaten India
New DelhI, JulY 9 (ThomsoN reuTers FouNDaTIoN): As India struggles to recover from devastating floods in Uttarakhand, other areas of the country are at risk as heavy monsoon rains inundate already burgeoning rivers, prompting authorities to evacuate tens of thousands of people, aid workers and government officials said. Floods, triggered by heavier than normal pre-monsoon rains in mid-June, left more than 580 people dead and swept away roads, bridges and buildings in Uttarakhand, a popular Hindu pilgrimage destination in the Himalayas. At least 3,000 people are still missing. But while authorities and aid groups struggle to negotiate roads blocked by landslides to reach remote mountain villages where people have no food or other basic goods, Indians in the neighbouring state of Himachal Pradesh and the northeast region of Assam could also face a severe deluge. “Heavy rains over the weekend have been hampering work in terms of aid distribution in Uttarakhand,” said Save the Children India’s Devendra Tak. “We are also monitoring the situation in Assam and Himachal Pradesh as there has been a lot of rain there. At the moment, it is less worrisome than Uttarakhand, but things can get bad at any time given the unpredictably of the monsoons.” Government officials in the tea-growing region of Assam say incessant rains over the past week have caused the mighty Brahmaputra river and its tributaries to overflow in 11 of Assam’s 23 districts.
Scores of villages in the worst-affected district of Dhemji have been inundated and authorities have evacuated around 60,000 people living in low-lying areas to temporary shelters on higher ground as a precautionary measure. “The flood situation is normal in Assam at the moment, but water levels in the rivers are rising,” Nilamoni Sen Deka, Assam’s agricultural minister told Thomson Reuters Foundation. In Himachal Pradesh state, aid workers say heavy rains lashed areas around the main city of Shimla over the weekend, causing landslides and pushing up the volume of water in rivers and dams. Authorities have issued an alert to people living along riverbanks to move to safer areas. India experiences monsoons from June to September, vital for its agriculture. But the rains frequently affect millions of people, devastating crops and homes and sparking outbreaks of diseases such as diarrhoea and dysentery. Experts say decades of mass deforestation in many flood-prone areas have led to soil erosion where sediment is washed downstream, ending up in rivers where it builds up on the river bed and raises the levels of water far higher than normal. Poor management of water levels in dams has also led to huge volumes of water being released into rivers, said aid workers. New DelhI, JulY 9 (PTI): With Congress projecting the food security bill as a game changer, Sonia Gandhi has called a meeting of its Chief Ministers and PCC chiefs on July 13 to discuss the issue. The meeting called days after the government rushed through an ordinance on the key measure is an indication that the party is keen to pull out all the stops in propagating the food security scheme that will provide right to cheap food grains to 82 crore people. This will be the first major gathering of Congress leaders after the party’s Chintan Shivir in Jaipur in January this year. Direct Benefit Transfer (DBT)
scheme and the Food Security Act are being considered as major moves by the Congress ahead of the 2014 general elections as was the farmers’ loan waiver scheme and MNREGA announced in UPA-I. The loan waiver and MNREGA schemes were credited among other issues for the return of UPA to power in 2009. Food Minister K V Thomas yesterday gave a detailed briefing over the ambitious food security measure to AICC General Secretary Ajay Maken and party spokespersons. Maken is the chief of the AICC communication department. Congress-ruled Delhi, where Assembly polls are due later this year, is all set to become the first
state in the country to roll out the food security scheme. Chief Minister Sheila Dikshit had yesterday said that the programme will be launched on August 20, the birth anniversary of former Prime Minister Rajiv Gandhi. Party leaders have already hailed the food security measure as a game changer in the Lok Sabha battle. Reports had it that several states including Congress -ruled Karnataka, BJPled Chhattigarh, SP-ruled Uttar Pradesh and JD(U)-run Bihar could see early roll out of the programme. The bill has been the pet project of Congress President Sonia Gandhi who is also UPA Chairperson.
PaTNa, JulY 9 (ageNcIes): Four people have been detained for questioning in connection with the serial blasts in Bodh Gaya here on Tuesday, as per reports. One woman is amongst the four who have been detained. The woman is said to belong to Lucknow. Bodh Gaya was rocked by serial blasts on 07 July in the early hours of morning. This was the first time that a Buddhist holy place was the target of terrorists. The Mahabodhi Temple which was closed after the blasts was reopened yesterday after monks from fifty countries performed a special prayer. Meanwhile, the probe into the multiple blasts in Bodh Gaya will be handed over to the National Investigation Agency (NIA). A formal order entrusting the NIA with the investigation will be issued very soon, Home Ministry officials said. A team of NIA had reached Bodhgaya Sunday evening, hours after the temple town was hit by the terror attack, and is assisting the Bihar Police in the investigation.
Rescuers in Kedarnath run out of supplies, hit by diseases
DehraDuN/luckNow, JulY 9 (IaNs): A team of 74 members of the National Disaster Response Force (NDRF) has run out of food and medicines in Uttarakhand’s Kedarnath after repeated attempts to airdrop supplies for them failed due to inclement weather, officials said on Tuesday. The NDRF team, which is in Kedarnath valley after the mid-June flash floods and landslides, is left with just one day’s ration and some of the members have taken ill in the past one day, official sources said. The rescue team has not received supplies for the last five days owing to poor weather. Several attempts by the state government to airdrop supplies were aborted on Monday as inclement weather and continued rains grounded air traffic, added the sources. KK Tamta, nodal officer of the health department stationed in Guptakashi, said that doctors with the NDRF team told him about outbreak of diseases. Of the 74 members, at least 40 were suffering from diarrhoea and gastroenteritis (inflammation of the stomach and intestines), he said.
3-yr-old girl identified after nearly 2 weeks
koDIYala, JulY 9 (cNN-IBN): A 3-year old child, who had been found hurt and isolated at flood-hit Uttarakhand’s Kodiyala almost two weeks ago has finally been identified. The child had been separated from her grandparents during the flood fury on the stretch between Rishikesh and Devprayag and had been found abandoned at the Doon Hospital with both legs fractured. The child has been identified as Jyoti and her family has been traced to Bagvan village in Srinagar district of Uttarakhand. The child lost both her grandparents in the floods. The child had been unable to communicate anything about her coordinates. CNN-IBN had reported her story and had appealed for any information on her family.
“At Guptakashi, ration and medicines are awaiting to be airdropped to Kedarnath for the past two days,” an official said. “Two special planes full of ration, medicines and other material were not able to fly out Monday owing to poor visibility and bad weather,” said Subhash Kumar, chief secretary of the hill state. The weather can imperil the team’s wellbeing, admitted an official, adding that a 15-member team of the army’s Sikh Regiment has been sent from Rudraprayag to help the rescuers in Kedarnath valley. A team of trained mountaineers will
also be dispatched to the valley from the Kalimath-Ukimath side on Tuesday. Officials said that 93 bodies have been cremated so far but lack of wood for funeral and inclement weather has been delaying the cremation of the remaining bodies. “Several tonnes of wood, ghee and other things required to perform last rites of Hindus were to be airdropped in the Kedar Valley but the operations have been hit by fog and rains,” an official involved in the operations said. New York, JulY 9 (PTI): A top American academician has described the drop in number of Indian students joining US universities as brain circulation rather than as reverse brain drain. “I call it as a brain circulation and in the past it was going in one direction. We see discoveries are coming in the field of medicine, agriculture, technology from places that we did not think of in the past. “India has some of the finest and world class institutions such as IITs and Indian Institute of Science and there is no dearth of worldclass quality education there,” President of Cornell University, David J Skorton, told PTI here on the sidelines of a meeting in Cornell Club in Manhattan.Skorton said India is leading the world in cutting edge outsourcing technology and technological revolution of sorts is happening there. “Look at some of the inventions in medicine and agriculture. Infosys has done whole new concept of outsourcing to make India feel proud. It had mastered the technology,” he said. The number of Indian students studying in the US has dropped for the second consecutive year, according to the annual Open Doors Report released by the Institute of International Education in the US. In 2011-12, there were 1, 00,270 Indians at American universities, down from 1, 03,895 in the previous year and 1, 04,897 the year before that.In 2009-10, China overtook India for the top spot in terms of students at US universities. Though India is still number two, the number of Indian students is down by about four per cent. Issues such as visa restrictions, slowdown
of US economy and tough job market have been cited as reasons. Indians make up for 13 per cent of the total international student population in the US, second to China’s 25 per cent.Of the 1, 00,270 Indians, 13 per cent are undergraduates, 59 per cent graduate students and 27 per cent pursuing practical training programs. The report, which annually surveys international students in the US, is published in partnership with the US Department of State’s Bureau of Educational and Cultural Affairs. Cornell University has received an endowment of USD50 million from the Tata Education and Development Trust, a philanthropic entity of India’s Tata Group. The endowment consists of USD 25 million to establish the Tata-Cornell Initiative in Agriculture and Nutrition, which will contribute to advances in nutrition and agriculture for India; and USD 25 million for the Tata Scholarship Fund for Students from India, to help attract more of the best and brightest students to Cornell from India. “This is one of the most generous endowments ever received from an international benefactor by an American university.” The establishment of the USD 25 million scholarship fund will help meet the Tata Group’s pledge to bring more Indian students to Cornell. The scholarships will be offered to between six and 10
students annually, depending on level of need, and could ultimately support up to 25 Tata scholars at Cornell at any one time. Tobacco has killed 100 million young men in India in 100 yrs
New DelhI, JulY 9 (ageNcIes): Tobacco consumption has been responsible for nearly 100 million premature deaths in India among men below 35 years of age during 1910-2010, a leading international body has revealed. The startling figures are part of a report released recently by the Union South-East Asia Office, International Union Against Tuberculosis and Lung Disease, in the Capital. The report, authored by Pranay G. Lal and Nevin Wilson, also stated that nearly 4.52 trillion cigarettes and 40.3 trillion bidis were produced over the 100-year period. Out of 100 million deaths, the share of bidi-related deaths was a staggering 77 million. The estimates, derived from the “most conservative datasets” by the researchers, presented alarming mortality estimates. Bidi is said to be the major agent of completely preventable, premature death among adult men in India. Bidis rapidly grew from 0.55 trillion annually in the mid-1970s to nearly a trillion every year by the end of the decade. In the mid-1990s, bidi manufacturing peaked and it is estimated that more than one trillion bidis were consistently produced annually. There was a decline in bidi production by 1998 and in subsequent years. In 2010, around 605 billion bidis were produced. “Although bidi production and consumption may be declining, the full effects of the high number of bidis By Neetu Chandra in New Delhi smoked from 1980 to 2010 will be felt from 2015 till at least 2050,” according to the report. “Cigarettes will resurge in the coming decades as smokers are expected to graduate from bidis to cigarettes, and more new smokers are likely to take to smoking cigarettes than bidi,” it said.

Egypt seeks end to crisis with quick elections
cAIRO, JuLy 9 (ReuteRS): Egypt’s interim rulers unveiled a quick timetable for elections and won a $3 billion cash lifeline from the United Arab Emirates on Tuesday, a day after 55 people were killed when troops fired on a crowd supporting ousted President Mohamed Mursi. The worst day of violence in more than a year has left Egypt more divided than ever in its modern history, and added to pressure on the militaryled authorities to explain how they will restore democracy after the army toppled Mursi last week. Mursi’s Muslim Brotherhood rejected the proposed plan for constitutional changes and elections to be held in about six months, holding fast to its demand for the reinstatement of Egypt’s first freely elected leader. Senior Brotherhood figure Essam El-Erian condemned “a constitutional decree issued after midnight by a person appointed by the putchists, usurping the legislative power from a council elected by the people, and bringing the country back to stage zero”. In an important signal for the transitional authorities, the ultra-orthodox Islamist Nour Party said it would accept exfinance minister Samir Radwan as prime minister, potentially paving the way for an interim cabinet. The Brotherhood says Monday’s violence was an unprovoked attack on worshippers holding peaceful prayers. China vows to step up fight against Dalai Lama
BeIJING, JuLy 9 (AGeNcIeS): China’s top official in charge of religious groups and ethnic minorities vowed on Tuesday to step up the fight against exiled Tibetan spiritual leader the Dalai Lama, as a rights group reported police shootings of monks marking his birthday. The comments by Yu Zhengsheng, number four in the ruling Communist Party’s hierarchy, appear aimed at thwarting speculation that China’s new leadership could take a softer line on the Dalai Lama. Beijing considers the Dalai Lama, who fled China in 1959 after an abortive uprising against Chinese rule, a violent separatist. The Dalai Lama, who is based in India, says he is merely seeking greater autonomy for his Himalayan homeland. Visiting a heavily Tibetan area of the western province of Gansu, Yu told local officials and religious leaders that the Dalai Lama’s separatist activities ran counter to the country’s interests and to Buddhist tradition. “For the sake of national unity and the development of stability in Tibetan regions, we must take a clear-cut stand and deepen the struggle against the Dalai clique,” the official Xinhua
news agency cited Yu as saying. Buddhist leaders must be guided to oppose separatism and any efforts to damage the Communist Party’s leadership, added Yu, who is head of a largely ceremonial advisory body to parliament which aims at coopting religious and minority groups. Yu repeated that ties with the Dalai Lama could only improve if he openly recognised that Tibet has been a part of China since ancient times and abandoned his Tibetan independence activities, Xinhua reported. “The Dalai Lama’s ‘middle way’ aimed at achieving so-called ‘high-degree autonomy’ in ‘Greater Tibet’ is completely opposite to China’s constitution and the country’s system of regional ethnic autonomy,” Yu added, according to Xinhua. Speculation China would take a softer line towards the Dalai Lama had been fuelled in part by an essay written by a scholar from the Central Party School, who said that China could take some steps toward resuming talks with the Dalai Lama’s representatives, which broke down in 2010. While Chinese security forces often use heavy-handed tactics to stop protests in Tibetan regions, they rarely use guns. Officials reached by telephone in Ganzi said they had no knowledge of the incident. China’s Foreign Ministry said it was also unaware of the reports, but said the Dalai Lama was using the opportunity of his birthday to promote his separatist agenda. At least 119 Tibetans have set themselves alight in protest against Chinese rule since 2009, mostly in heavily Tibetan areas of Sichuan, Gansu and Qinghai provinces rather than in what China terms the Tibet Autonomous Region. Bin Laden’s life on the run revealed by Pakistani inquiry
ISLAMABAD, JuLy 9 (ReuteRS): Osama bin Laden lived in plain sight for almost a decade and was once even pulled over for speeding but not apprehended, thanks to the incompetence of Pakistan’s intelligence and security services, an official report into his killing said on Monday. The report, leaked to Qatar-based broadcaster Al Jazeera which circulated it late on Monday, offers fascinating details about life on the run for the world’s most wanted man, who, it says, wore a cowboy hat to avoid being spotted from above. Written by a judge-led commission that the Pakistani government set up shortly after U.S. special forces killed bin Laden in 2011, the 336-page report is based on interviews with 201 sources including members of his family and various officials. In one testimony showing how close bin Laden came to being captured, “Maryam”, the wife of one of his most trusted aides, recounted how his car was stopped by Pakistani police in the Swat region. “Once when they were all ... on a visit to the bazaar they were stopped for speeding by a policeman,” the report says. “But her (Maryam’s) husband quickly settled the matter with the policeman and they drove on.” To avoid detection from the sky, bin Laden took to wearing a cowboy hat

The inquiry’s findings - which have not yet been officially published - include evidence of incompetence at almost every level of Pakistan’s security apparatus. The report is also fiercely critical of the “illegal manner” in which the United States conducted the raid. It chastises Pakistan’s leadership for failing to detect CIA activities on its soil, and does not rule out the involvement of rogue elements within the Pakistani intelligence service - a sensitive issue even to touch on in a high-profile inquiry. “The U.S. acted like a criminal thug,” says the report by the Abbottabad Commission. “But above all, the tragedy refers to the comprehensive failure of Pakistan to detect the presence of OBL (Osama bin Laden) on its territory for almost a decade or to discern the direction of U.S. policy towards Pakistan that culminated in the avoidable humiliation of the people of Pakistan.” CULPABLE NEGLIGENCE After a decade-long hunt, the CIA finally tracked down the al Qaeda leader to a compound within sight of an elite Pakistani military academy in Abbottabad, close to the capital Islamabad. In a night-time mission by U.S. Navy SEALs, bin Laden was killed on May 2 that year in an episode
that humiliated Pakistan’s military and strained relations between the strategic allies Washington and Islamabad. “As for (failing to detect) the CIA network, there was culpable negligence and incompetence,” the report says. “Although the possibility of some degree of connivance inside or outside the government cannot be entirely discounted, no individual can be identified as guilty of connivance.” Pakistan’s government and security officials could not immediately be reached for comment. Bin Laden’s network killed nearly 3,000 people when al Qaeda hijackers crashed commercial planes into New York’s World Trade Center, the Pentagon outside Washington and a field in Pennsylvania on September 11, 2001. Some U.S. officials have voiced suspicions that Pakistan’s intelligence agencies sheltered bin Laden, but Pakistan has dismissed the idea. LIFE ON THE RUN The report offers insights into the dramatic night of his death and paints a picture of a restless and paranoid man who often hit the road to avoid being caught. Bin Laden arrived in Pakistan in the spring or summer of 2002, the report says, at one point spending two years in Haripur before moving to the Abbottabad compound with his big family in August 2005. “All the places in Paki-
stan where OBL stayed are not fully known,” the report says. “But it included FATA (South Waziristan and Bajaur), Peshawar, Swat and Haripur.” It found that he probably crossed into Pakistan from Afghanistan’s Tora Bora area, where U.S. forces were hunting him, some-
time in 2002. His family moved from Afghanistan’s Kandahar to Karachi shortly after the September 11, 2001 attacks. “They kept a very low profile and lived extremely frugally. They never exposed themselves to public view. They had minimum security,” the report says.

Bartoli sidesteps BBC announcer's daft remark

London, JuLy 9 (aP): A glance at the list of men's singles champions at Wimbledon the last dozen years reveals plenty of pleasant-enough looking chaps, though not a single slam-dunk male model in the bunch. No matter. Each one was instantly fawned over the moment he held the trophy aloft, celebrated for toughness, smarts and the kind of devotion that knows no quit. Marion Bartoli displayed all of those qualities — and more — on the way to winning Wimbledon in this most tumultuous of years. But because she's a woman, at least one man behind a microphone couldn't stop there. His name is John Inverdale, and even as Bartoli headed toward the spectator's box where the father who taught her to play tennis was sitting, Inverdale's listeners on BBC Radio were treated to some musings about how she came to possess a champion's ability. "Do you think Bartoli's dad told her when she was little, 'You're never going to be a looker? You'll never be a Sharapova, so you have to be scrappy and fight.'" Inverdale has apologized, of course, though that hardly came off better than his original remark. The BBC did, too, before reporting that nearly 700 viewers called in as of Monday night to complain. It's kicked up a row in print, on the airwaves and across social media in Britain similar to the one that buzzed briefly in the United States when commentator Brent Musburger awkwardly rambled on about an Alabama University quarterback's girlfriend during the broadcast of the college football national championship in January. The principals who find themselves the subjects of such remarks rarely make it out of the ensuing media circus gracefully, but the Bartolis are proving themselves rare exceptions. For her part, Bartoli showed up for the champion's dinner looking like a model — "her dark hair down in a loose wave ... figure-hugging black dress ... sky-high ankle boots," as one British newspaper breathlessly reported — and then said, "I invite this journalist to come and see me this evening in ball gown and heels, and in my opinion he could change his mind." When her father, Dr. Walther Bartoli, was asked about Inverdale's comments, he simply said, "I am not angry. She is my beautiful daughter. The relationship between Marion and me has always been unbelievable, so I don't know what this reporter is talking about." Neither did Inverdale at the time — and that's the real shame in this whole mess. There actually is a long, very tender and very complicated backstory behind the latest Wimbledon champion and her father that has nothing to do with her "looks." Walther Bartoli was Marion's first coach, largely responsible for her jarring style. She plays aggressively, but isn't very fast. She hits two-handed off both sides, a strategy Walther Bartoli insisted she master after watching Monica Seles rise to the top of the heap nearly 20 years ago. His guidance was important enough that only last summer, Bartoli reportedly turned down a chance to represent France at the London Olympics because of national federation rules about having private coaching at a previous event. But this past February, Bartoli arrived at the same crossroad that a number of great athletes and their parents-as-coaches often do. She and her father parted ways, and after some shopping around Bartoli wound up settling on former Wimbledon champion and countrywoman Amelie Mauresmo. And indeed, she got fitter and more mobile. Bartoli didn't drop a set throughout the past fortnight, an impressive feat when you consider how all the top seeds stumbled, including Maria Sharapova, who actually works in her spare time as a model.
Raina, Jadeja say India sack Nobbs as sorry for on-field spat men's hockey coach neW deLHi, JuLy 9 (ians): India's men's hockey coach Michael Nobbs was sacked after the team's series of dismal performances over the last 12 months. The decision to sack the Australian was taken during a review meeting of the team's overall performance by the Sports Authority of India (SAI). Nobbs, who was appointed in June 2011, was removed with three years still remaining of his contract. Hockey India (HI) secretary general Narinder Batra said that Nobbs, who is currently on a twoweek leave, was sacked since the team was not progressing. "We realised that the team was not progressing. SAI and HI felt that the team was stuck at one place and to move forward we are looking for new ideas, and so we decided to part ways with Nobbs," said Batra here Tuesday. Under

neW deLHi, JuLy 9 (PTi): Suresh Raina and Ravindra Jadeja have apologised for their on-field spat during the Tri-series match against the West Indies, which sparked off a debate about lack of harmony in the Indian dressing room. According to a BCCI official, both cricketers spoke to the team manager M V Sridhar and expressed regret for their on-field conduct. "Raina and Jadeja have spoken to the team manager and tendered unconditional apology for their onfield behaviour. They have promised that this type of an act won't be repeated again. Both the cricketers have understood that their conduct is unbecoming of a national team cricketer," a senior BCCI official said on Tuesday. The interim chief of the BCCI, Jagmohan Dalmiya, had on Monday informed
the mediapersons that the BCCI had sought a manager's report into the incident. No action will be taken against the two cricketers and they will not be penalised either but since the matter has snowballed into a controversy, the board will like to keep an official document of the incident. The incident happened after Raina failed to take Sunil Narine's catch on two occasions. Jadeja, after dismissing Narine with the penultimate delivery of the 34th over, rushed towards Raina and said a few harsh things to which the lefthanded batsman reacted angrily before skipper Virat Kohli intervened. But once the match got over, Raina was seen walking up to Jadeja, putting his hand around his neck and trying to explain for the dropped catches.

Murray says chat with Ferguson helped to improve his focus
Andy Murray revealed that Sir Alex Ferguson, the former Manchester United manager who has become one of his highest-profile supporters, had been unable to attend the Wimbledon final because he was on holiday in Scotland. London, JuLy 9 (agencies): “I got a message from him yesterday and this morning,” Murray said on Monday. “He’s going on a cruise up the coast of Scotland, so he wasn’t able to come. He said to me that he always wanted to do that. It takes 10 days, and he’s never done it in his life because he’d never take 10 days off from his work. It’s an unbelievable work ethic over such a long period of time. Spending 15 minutes with him, he’s an impressive guy. You can learn a lot from him.” Murray got the chance to do that after his quarter-final against Fernando Verdasco. Ferguson sat in the Royal Box for the five-set match. Once Murray had held his
nerve, and his final service game, the men met in the maze of corridors underneath Centre Court. To Murray’s delight, he was able to seek Ferguson’s advice on a number of sporting issues. At the time, he described their conversation as “gold dust” and said he would not disclose it. But on Monday he was relaxed enough to offer up a few details. “There wasn’t one thing in particular,” Murray said. “He said that one of the things he built his teams on was consistency and concentration. If you can concentrate throughout an entire match you’ll gain that consistency. That was something I tried to do throughout the tourna-
ment. It is something I try to do anyway but it emphasises the point when someone like him says it.” Murray had plenty of celebrity supporters on Sunday including singer Victoria Beckham, actor Gerard Butler and guitarist Ronnie Wood. ctor friend Matt Damon is sympathetic towards his friend, Hollywood star Brad Pitt, who is always followed by paparazzi and, thus, cannot enjoy his personal life. Damon and Pitt became friends after costarring in the Ocean's Eleven franchise. The Bourne Identity actor has managed to raise his children away from the spotlight unlike Pitt and his fiancee Angelina Jolie. Damon is happy he doesn't lead a similar life. "If you can control the celebrity side of celebrity, then it (being super famous) is worth it. I look at Brad - and I have for years - and when I'm with him I see the intensity of that other side of it,: Esquire magazine quoted the 42-year-old as saying, reports femalefirst.co.uk. "And the paparazzi and the insane level of aggression they have and their willingness to break the law and invade his space - well, I wonder about that trade," he added. He was very kind, but he was like, 'You b**tard'. Because he should be able to do that, too. And he can't", said Damon. Damon said that he is able to maintain a lowkey life outside work as he is married to a non-celebrity, a former bartender Luciana Barroso. "I got lucky, I fell in love with a civilian. Not an actress and not a famous actress at that. Because then the attention doesn't double - it grows exponentially. Because then suddenly everybody wants to be in your bedroom," he said. "But I don't really give them anything (to report on). If I'm not jumping up and down on a bar, or lighting something on fire, or cheating on my wife, there's not really any story to tell," Damon said. "They can try to stake me out, but they're always going to get the same story - middle-aged married guy with four kids. So as long as that narrative doesn't change too much, there's no appetite for it," he added.

Meet the adorable nine-year-old drumming prodigy who started making music before he could walk

drumming prodigy, who got his first percussion kit when he was just 18 months old, is hoping that his impressive musical talent will take him all the way to the White House. Malachi Samedy, aged nine, from New Jersey, has been performing professionally for the past four years and now has his sights set on playing for President Obama. In a HooplaHa.com video the adorable musician explains that it would be his dream gig. 'I know when I play for [him] that I’m at the top of my game,' he adds. Malachi's parents say that he started drumming before he could
walk and would constantly tap crayons and pencils on books and the dinner table. His father Nasser recalled: 'He would just bang on everything. My wife was saying, "You know, he's a drummer". And I'm like: "He's a kid, he's not a drummer, he's a kid."' They got him drumsticks and a drum pad when he was 18 months old and shortly after he received his first drum set complete with cymbals and hi-hat stand. Aged four he was admitted to Mark Murphy's School of Music in New Jersey and performed on stage a year later. 'What I like about drumming is that I get to let myself free and play what I feel,' the
youngster says. 'If I'm sad I get to play a sad song . . . If I'm happy I get to play a really happy song.' Grammy Award-winning jazz pianist, Preston Vismlala says that when he plays with Malachi he forgets that he's just a child. 'To be honest sometimes I think I’m playing with a grown man. I play and I look up and go: "He's a kid?"' And Roy Wooten, another established player on the jazz scene, describes Malachi as ten jazz musicians ‘wrapped up in one little body’ and ‘swinging like an old soul.’ But Malachi isn't the only musically-talented member in his family. His father Nasser plays the bass gui-
tar and has collaborated with artists including Janet Jackson and Paula Abdul. His grandfather was also a percussionist. Talking about his son's drumming ability, Mr Samedy said: 'It’s been a wonderful journey just watching him grow, watching him learn and how he absorbs the music. Ganguly picks Dhoni to lead his all-time great Indian ODI side
KOLKATA, JULY 9 (PTI): Former India captain Sourav Ganguly today spoke highly of Mahendra Singh Dhoni as he picked the current skipper to lead an all-time great Indian one-day side. Talking to media at his residence on his 41st birthday, Ganguly said: "Dhoni has a phenomenal record (of winning all the world titles). If I were to pick a side, he would definitely captain an all-time great Indian XI because of his batting ability as a wicketkeeper." "I`ve not seen any wicketkeeper with the batting prowess of Dhoni. I may give it a thought for a Test side, but Dhoni is an obvious choice for one-dayers," he added. Ganguly, however, clarified that he would not figure in the XI as he was picking the side. Refusing to compare himself with Dhoni, who has become the most successful Indian skipper, Ganguly said: "I don`t believe in comparisons. You can`t compare eras, players, opposition etc. It isn`t possible." Free from cricket, Ganguly is now contemplating writing his autobiography. "I was waiting for the right time. I continued to be really busy after giving up international cricket. There was IPL. But now,
I will (write) for sure. The 24-year-old Mkhitaryan arrives at Dortmund, last season's Bundesliga and Champions League runner-up, after Mario Goetze left for archrival Bayern Munich. Dortmund chief executive Hans-Joachim Watzke said on Tuesday: "It wasn't an easy transfer but we absolutely wanted to have Henrikh." Dortmund already has signed defender Sokratis Papastathopoulos from Werder Bremen and forward Pierre-Emerick Aubameyang from Saint-Etienne. Everton signs striker Arouna Kone from Wigan LIVERPOOL, JULY 9 (AP): Everton has signed striker Arouna Kone from Wigan, with manager Roberto Martinez swooping on his former club to make his first signing at the Premier League side. Everton says the Ivory Coast international has joined on a three-year deal for an undisclosed fee. The 29-year-old Kone scored 13 goals for Martinez at Wigan last season as the team was relegated from the Premier League. Atletico signs David Villa from Barcelona MADRID, JULY 9 (AP): Atletico Madrid has reached a deal with Barcelona to sign Spain striker David Villa, boosting its attacking options after losing leading scorer Radamel Falcao. Barcelona said on its website Monday that the deal is worth up to 5.1 million euros, with 2.1 million euros due this season. Villa has scored 48 goals for Barcelona in 119 games since joining the Spanish giants in 2010, but was likely to see his playing time diminish with the arrival of Brazil star Neymar. Falcao helped Atletico win the Copa del Rey and finish third in the Spanish league last season — clinching a spot in the Champions League — before being lured away by big-spending Monaco, and coach Diego Simeone had complained that club hasn't done enough in the transfer market to replace him. Diego Maradona to lead football academy in Dubai
DUBAI, JULY 9 (AP): Describing Dubai as his second home, Argentine icon Diego Maradona also said on Tuesday he was thrilled to be hired for another year in his role as global ambassador for the sports-mad, Persian Gulf city. Maradona was hired last year as ambassador by the Dubai Sports Council soon after he was sacked as the coach of Dubai-based club Al Wasl after only one season. The council said it will extend his contract for another year but offered no details on how much it will pay the football great. Also, council secretary general Ahmed al-Sharif said Maradona will oversee football academies in the city aimed at raising the quality of football across the United Arab Emirates. "Diego Maradona ... since the past one year, he has brought in so much added value to Dubai on and off the sports field," al-Sharif said. "Dubai has been the best and busiest sporting destination in the Middle East." Maradona has talked of returning to coaching and has been linked to clubs in China and the national side in Iraq during the past year. But with no offers forthcoming, the star of the 1986 World Cup-winning team will continue his low-key ambassadorial job. He said he was happy to help raise
