SC verdict to keep criminals out of power in India

NEw DELhI, JULY 10 (IANS/ CNN-IBN/NDTV): In a landmark judgment, the Supreme Court Wednesday declared unconstitutional the provision of the Representation of the People Act that allows elected representatives to continue as members of the elected bodies even after conviction in criminal cases. The decision was given by an apex court bench headed by Justice A.K. Patnaik. Section 8 sub-clause 4 of the Representation of the People Act permits an elected representative to continue in the legislature or parliament even after he or she has been convicted of a criminal offence, provided he or she gets the stay of the conviction and sentencing by the higher court.

Under this provision of RP Act, such a person can even contest elections after the existing house has been dissolved. However, this right to contest elections available to a sitting member is not available to a convict who is not a member of a state legislature or parliament. This ruling could see several lawmakers in both Parliament and state assemblies lose their seats. “The disqualification takes place from the date of conviction,” said a bench of justices A K Patnaik and S J Mukhopadhaya. But lawmakers who have already filed appeals against their conviction before the pronouncement of Wednesday’s verdict will not get affected. A petition had said that al-

DIMAPUR, JULY 10 (MExN): The Action Committee Against Unabated Taxation (ACAUT) today held a consultative meeting here with civil society members and Chambers of Commerce & Industry (CCI) from 10 districts of Nagaland (barring Mon) to discuss the issue of taxation. They have supported the ACAUT stand “not to pay tax in any form till the issue is resolved.” The house decided to support the ACAUT’s stand on “illegal taxation” levied by “UGs and government agencies and dealership/ syndicate system patronized by UG groups.” In this, the state government has been asked to “arrest all the people behind syndicate and dealership systems.” This was informed in a press note from Convenor of ACAUT, L. Supong Ao and Secretary, Solomon L. Awomi. The “historic gathering” expressed “the view that taxation has reached unmanageable level and strongly supported ACAUT

In light of this, and ACAUT’s ongoing campaign against unwarranted taxes, the representatives from all over Nagaland passed seven (7) resolutions. (i), the NSCN (IM) leaders said that “…theirs being a people’s organisation, they did not resort to such (taxation). Also, in view of the

concern expressed by the GOI and in the interest of promoting the peace process, the NSCN representatives agreed that the above activities would be prevented (that is, forcible collection of money/intimidation of individuals including government servants).” In another resolution, the group stated “the practice of issuing Trade Licenses to non-Nagas under Naga names should be stopped by all municipal bodies. Also, there should be a committee to oversee issuance of TLs including members from respective Chamber of Commerce & Industry. Driving license should be issued to non-locals only after proper verification.” The ACAUT will soon submit a memorandum to the Chief Minister and Governor to address these issues. ACAUT stated that it will write an appeal letter to all civil society organisations and student bodies of all the 11 districts for future co-ordination and strategy.

4 million young girls give birth in India

NEw DELhI, JULY 10 (IANS): Four million adolescent girls in India aged 15-19 years give birth every year in India, according to the United Nations Population Fund (UNFPA). Every hour, three of seven deaths due to complications from pregnancy, child bearing and unsafe abortions occur among girls and women aged 15-24 years, the UNFPA report said. “Far too many of the estimated 16 million teenage girls (across the world) who give birth every year never had the opportunity to plan their pregnancy,” said UN Secretary General Ban Ki-moon calling for greater attention to adolescent pregnancy on World Population Day. Experts say complications from pregnancy and childbirth are the leading cause of death among girls in this age group in developing countries. Adolescent pregnancy is not just a health issue, it is a development issue as well. It is rooted in poverty, gender inequality, child marriage and lack of education. It often means an abrupt end to childhood, curtailed education and lost opportunities, the ex-

According to the UNFPA, there are over 600 million girls in the world today, more than 500 million of them in developing countries. They are shaping humanity’s present and future. Frederika Meijer, UNFPA Representative of India and Bhutan said: “The

greatest returns on investment come from investing in adolescent girls. Educated and healthy girls have the opportunity to reach their full potential and claim their human rights. They are also more likely to marry later, delay childbearing, have healthier children, and earn higher incomes.” Breaking the cycle of adolescent pregnancy requires commitment from nations, communities and individuals in both developed and developing countries to invest in adolescent girls. Governments should accelerate efforts to prevent child marriage and

its consequences, and promote policies that support girls’ rights, she said. Adolescents and youth must be provided with ageappropriate comprehensive sexuality education to develop the knowledge and skills they need to protect their health throughout their lives. Babatunde Osotimehin, UNFPA executive director said: “Every young girl, regardless of where she lives, or her economic circumstances, has the right to fulfill her human potential. Today, too many girls are denied that right. We can change that, and we must.”

But the political class, just like the verdict on bringing parties under the RTI, could close ranks and try to negate the ruling while the BJP said that such verdicts need to be studied before making any comment. “If you are convicted, you cannot contest elections. However, if you are a sitting MP or MLA, and if your appeal is accepted, then you can retain the position. A lot of questions have been raised on the verdict. Many also termed it discriminatory. The party will comment on this later after studying the court verdict,” said BJP spokesperson Ravi Shankar Prasad. Former chief election commissioner SY Quraishi called the ruling a “landmark judge-

Reacting to the verdict, Law minister Kapil Sibal said: “We are studying it and will hold consultations.” Many political parties fear that the verdict could be misused to settle scores, but officially, the two main national parties Congress and Bharatiya Janata Party (BJP) welcomed it. “We welcome any ruling that seeks to cleanse the political system,” said Congress spokesperson Renuka Chowdhury. Similarly BJP spokesperson Ravi Shankar Prasad said: “I would like to say that the BJP on principle has welcomed efforts to purify the political system.”

This year, aspiring entrepreneurs have alleged backdoor issue of PMEGP application forms and overcharging of forms, which were distributed Wednesday in all district industries centers (DIC), all district offices of Nagaland Khadi & Village Industries Board (NKVIB) and the Khadi & Village Industries Commission (KVIC) office located at Naga Shopping Arcade, Dimapur. Copper-T (IUCD) insertion would also be provided at all Hospitals/ Health centers conducting institutional delivery. It would also involve distribution of oral contraceptive pills (OCP) and condoms at all Health Centers along with the distribution of information and counseling on various family planning methods. Dr Magh asserted that the level of awareness among Nagas regarding family planning techniques is high. While stating that the initiative to stabilize the population in Nagaland is going well, he expressed optimism that proper family planning would enable a stable population growth.

For the very first time ever, hearing impaired children will perform a theatrical play titled “The Wedding” that will be staged at IMC Hall, Dimapur, this Friday (June 12) starting at 6:00 pm. Directed by Bendang Walling of Lytel Feathers Film & Theatre Production Ltd, the forty minutes evolved play will feature twenty-six students from Deaf Biblical Ministry, Dimapur. “The Wedding,” put on show in 16 scenes, is a story revolving on a lost ring and a wristwatch. This play is a creation of the one-month (June 10 to July 10, 2013) theatre work-

shop conducted by the Lytel Feathers with the Deaf Biblical Ministry (DBM), Dimapur. Rev Yanger Walling and his wife Amongla run the DBM, the only such ministry and school that work for the deaf community in Nagaland. Allowing creativity to flow, acting stars to develop and offering a potential career path option, children from DBM came together for the theatre workshop with the voluntary initiatives of Bendang and his team. Hopefully, the performances will present an opportunity for the hearing and deaf communities to come together and realize how much they have in common.

Talking about the experience with the deaf children, Bendang said he has been planning for the workshop since 2012 when he realised during a trip to Beijing, China that words are futile when we cannot communicate with the people around us. “It was only action and gesture that we could understand each other in Beijing. I become conscious that without words, also there are many ways of communicating with human beings and expressing with gesture is more truthful and honest.” Though it is the first time encounter with deaf community, Bendang said that communicating with the students was not difficult

as the children in the DBM are disciplined and adds, “The experience with them is the best part of my life so far.” Sharing about the student’s response, Bendang said that several cast members enjoyed the experience so much that they hope to make acting a career. In addition to him, DBM Administrator Amongla says, “Their language is already action and therefore, acting is their language. Acting is what they really enjoy.” Because of the workshop, she observed that students have shown great improvement in their selfconfidence level, personality, self-control, cooperation with each other. “They

Major landslide affects NH-61

Major landslides and sinking triggered by a downpour near Meriema village some 8 km away from Kohima has affected National Highway 61 between Kohima and Wokha near National Institute of Electronics & Information Technology (NIELIT). Mudslides still continue since the past two week, resulting road diversion towards New Secretariat road.

Earlier, the National Highway, Kohima Division appealed to all road users of NH61 from High School/New Secretariat junction till High Court Junction (Km:8/300) to use the diversion below NBCC Convention Hall owing to the sinking at 8 km near Meriema due to heavy rainfall. It said complete breaching of the formation width which has swept down at least 50 feet below the original road level has taken place. It said that restoration of the traffic will depend only on the weather condition.

Assam Flood: 27,000 people, 1,519 hectares of crop land hit KoKrAJHAr, JULY 10 (oneIndIA newS): The Chirang district and Bodoland Territorial Council (BTC) continued to reel under flood conditions as 20 villages in Sidli and Bijli circles were submerged and over 10,000 people were affected, The Sentinel reported. Houses and a bridge were damaged, agricultural land was affected while erosion posed a major threat to these parts. Rivers Aie, Huduti, Nangal, Langkhar and Chapamati are still flowing above the danger mark owing to continuous rainfall. High alert was sounded in Chirang district. People are putting their lives at risk to collect goods from the riversides for their daily needs and were using country boats to cross the floodwater. ASSAM, JULY 10 (IBTIMeS): The authorities in Assam have sent out evacuation alert to as many as 11 districts of the state after torrential rains swollen the Brahmaputra river and its tributaries, forcing thousands of people to leave their homes. The Brahmaputra river, which is the lifeline of the people in the state, is flowing above the danger mark, affecting nearly one lakh people and damaging over three hundred houses in 11 districts. About 6,000 hectares of agricultural land is under water. It is reported that the floods damaged six roads, one bridge and breached two embankments in Karimganj district. Several districts like Dhemaji, Nagaon, Chirang, Tinsukia, Golaghat, Karimganj, Lakhimpur, Jorhat, Morigaon and Kamrup were badly affected by the overflowing Jiadhol river, according to sources from Assam State Disaster Management Authority. Jorhat, Sonitpur, Sibsagar and Dibrugarh districts are also said to be in danger with the Brahmaputra river crossing the danger mark. Sources said that around 900 relief

The Common vision and aspiration of the people has often been blighted by internal rifts, peace and trust deficit," ANSAM stated today. According to ANSAM, the birth of Forum for Naga Reconciliation (FNR) not only ushered a renewed hope for realization of a common vision but it has taken the walk extra miles to chart out an inclusive roadmap and a sense of purpose for furtherance of lasting peace in Nagalim and towards

The Forum for Naga Reconciliation had said it made that call after five years of continuously forming relationships, discerning challenges and dilemmas, overcoming deadlocks, developing trust, discovering common ground, and learning the various perspectives and positions of the Naga political (underground) groups. “This is in the common cause of pursuing in a united effort our shared historical and political rights and

creating a dignified and peaceful society," it stated. According to the FNR, the NNG (P) needs to incorporate ways to organize and to inter-relate with mutual respect among all Naga Political Groups towards a shared Naga future. Formed in 2008 to reconcile among the warring Naga underground outfits, the FNR members drawn from various Naga civil bodies, activists and intellectuals had organised football matches for these various Naga underground outfits both in Nagaland and abroad. Several reconciliation meetings were also convened under the aegis of FNR in Nagaland, Thailand and elsewhere. Following these, the warring Naga underground organisations had ceased to fight among themselves both physically and in the media. Numerous agreements were also signed among the Naga underground outfits to stop hostility among them.

Manipur economic blockade cripples state highways IMPHAL, JULY 10 (PTI): Movement of goods along the national and state highways has been crippled in Manipur due to an economic blockade enforced by a hill-based committee in support of their demands. A spokesman of the Kuki State Demand Committee (KSDC) said the economic blockade began from 5 PM last evening to press for their demand for a 'Kukiland' by reorganising Manipur. Reports from the hill district headquarters said not a single vehicle carrying goods plied between Imphal and hill district headquarters and Imphal and neighbouring states because of the economic blockade. Official sources said efforts would be made at least to bring in essential items and petroleum products from outside Manipur through Imphal-Dimapur-Guwahati (NH 39) and Imphal-JiribamSilchar (NH 53) by giving security to the vehicles. Supporters of the economic blockade put up stones and other materials on all the highways including national highways to prevent movement of vehicles carrying goods.

IMPHAL, JULY 10 (PTI): Militants attacked security posts near the Indian-Myanmar border and exchanged fire with the forces in Manipur, officials said today. About 100 militants surrounded a post of 35th Assam Rifles at Aigejang hill area in interior Chandel district yesterday and fired at the personnel. The paramilitary personnel returned the fire and an encounter ensued for about an hour, they said adding that the militants fled under forest cover. There was no casualty on the side of the forces. Militants of another outfit exploded a powerful improvised explosive device bomb near the post of 39th Assam Rifles personnel who were patrolling Behiang area at IndianMyanmar border yesterday. In another militancy-related incident, suspected militants hurled a powerful improvised explosive device at the residence of Chairman of Imphal urban cooperatve bank R K Mobisana at Uripok area last evening near here in Imphal West district but it failed to explode. It was not clear if the attack was linked with the monetary demand from the bank official.

"Buddhists have been organising rallies across the

northeast since Monday. They have also sent a memorandum to the president through the respective governors, demanding security for their temples," Khisa told IANS. Thousands of Buddhists Tuesday organised a big rally in Agartala and submitted a memorandum to Governor Devananda Konwar, addressed to President Pranab Mukherjee, demanding tightening of security at Buddhist shrines across the country.

Manipur HM's version rejected by KCP IMPHAL, JULY 10 (nnn): The Home secretary of the proscribed Lallumba group of Kangleipak Communist Party-Military Council (KCPMC) today rejected the statement of Manipur Home Minister Gaikhangam that the outfit’s president was undergoing treatment at the hospital after meeting an accident. The statement by Gaikhangam, who is also the Deputy Chief Minister of the state, is ‘unfortunate,’ KCP-MC Lalllumba faction home secretary KB told journalists in Imphal. He said the Deputy Chief Minister was downplaying it as rumour but the truth is that Lallumba is not at Regional Institute of Medical Sciences (RIMS) as stated by Gaikhangam as it has come to light after investigation by the outfit. Gaikhangam had clarified on Tuesday hours after the revelation by the outfit’s general secretary that Lallumba had fled after secretly withdrawing Rs 1, 92, 68, 800 (near Rs 2 crore) meant for rehabilitation of its cadres. Gaikhangam had said that Lallumba, also known as Hitendra was treating at RIMS after an accident and that the certain new media reports that he had gone missing after collecting the amount was not true. KB said the Home Minister was clearing up the matter without looking into the matter with seriousness and that before making the statement he did not even visit the 7th Manipur Rifles, Khabeisoi where the outfit’s cadres are currently lodging. He asked whether there is any unseen agenda behind the remarks by Gaikhangam. Wahengbam Ramananda alias Rousow, general secretary, KCP-MC Lallumba said it is not acceptable that

The self-styled president of the proscribed Kangleipak Communist Party (KCP) group of Lallumba was reported to be traceless after he dashed away after collecting Rs 1, 92, 68, 800 meant for rehabilitation of its 144 cadres. The amount was given by the Government as one-time payment to the outfit’s cadres after the KCP Lallumba group signed the Suspension of Operation (SoO) pact with the State and Central Governments in 2010. Lallumba KCP faction, president, Kshetrimayum Hitendra alias Kritibas, who hails from Thinungei Maning Leikai in Manipur’s Bishnupur district, withdrew the huge amount from the bank and hurried away, the outfit’s general secretary had said on Monday. Talking to newsmen somewhere in Imphal East district, the outfit’s gener-

al secretary, Wahengbam Ramananda alias Rousow had also disclosed that Hitendra had vanished after secretly taking out the money from the bank and now he was untraceable. He said a meeting of the outfit’s leadership had also decided to expel him from the organization after the incident. Ramananda had also said the outfit signed a tripartite agreement on August 6, 2010 with the state and Central Governments in Imphal and since then its cadres including the leaders were lodging at 7th Manipur Rifles, Khabeisoi. The amount was kept in the personnel accounts of the cadres in UBI/ AT Line, North AOC and it was given by the Government for rehabilitation of the outfit’s cadres. He had alleged that president Lallumba took out the money in cahoots with the bank manager and left his quarter along with his family on June 9 and since then his whereabouts was still unknown. However, Lallumba gave a small amount of the money to some cadres, telling there were still 70 more cadres including officers of the outfit who had left with nothing, the general secretary had added. The Principal Secretary had been informed about the matter in a letter, Ramananda informed, adding that more letters would be given to other competent authorities in that regard. He had said another three cadres of the outfit had gone missing with Lallumba and warned the trio to immediately return to Khabeisoi. Ramananda had also appealed to the Government to look into the matter and take punitive action against Lallumba.

Meanwhile, Prime Minister Manmohan Singh, who is a MP from Assam, has spoken to Assam Chief Minister Tarun Gogoi to discuss the situation of the floods in the state. He has promised central help for the people affected by the floods.

NEW DELHI, JULY 10 (ET): The country’s law enforcement agencies will soon be able to track e-mail as well as e-mail attachments on a real time basis over BlackBerry devices, check whether chats sent over the popular BlackBerry Messenger (BBM) have been ‘delivered’ or ‘read’, and intercept web-browsing facilities on these devices, bringing to an end a long standing dispute between the government and the Canadian smart phone-maker over interception of communication on its devices. An internal document of the Department of Telecommunications (DoT), a copy of which was reviewed by ET said, “Baring a few minor points for improvement of viewers, the lawful interception system for BlackBerry Services is ready for use.” But the government appears to have dropped its demand for accessing BlackBerry’s corporate e-mail service rendered through the BlackBerry Enterprise Server. The law enforcement agencies, it seems are content simply with the identity of the corporates using the service. A Blackberry spokesperson said the company had delivered a solution that enabled India’s wireless carriers to address their lawful access requirements for its consumer messaging services, which include BlackBerry Messenger (BBM) and BlackBerry Internet Service (BIS) email. “The lawful access capability now available to BlackBerry’s carrier partners meets the standard required by the Government of India for all consumer messaging services

offered in the Indian marketplace. We also wish to underscore, once again, that this enablement of lawful access does not extend to BlackBerry Enterprise Server,” said the spokesperson. The DoT internal note said nine of 10 telecom service providers providing BlackBerry services were in the process of deploying interception solution. Government officials from the DoT and IB were present when Blackberry demonstrated interception capabilities services on June 12 over Vodafone’s network in Mumbai. This follows the first round of tests conducted last year in December, under which BlackBerry had first demonstrated interception solution. But interception of web-browsing facilities was not in readable format and the government had made more demands on tracking BBMs and e-mails. Satisfied with the interception facilities, the government will soon sign an agreement with RIM and acquire the company’s monitoring architecture installed at Mumbai. RIM had set up servers and other interception facilities in 2011 after India threatened to shut down BlackBerry services if the company didn’t establish one. As part of the agreement to be signed between the government and RIM, the company will also train government officials at its Ontario facility to handle the technical architecture, operation and maintenance of the monitoring facility. It has offered to train up to five officials.

We also agree with him on the subversion of the provisions of the sixth Schedule of the constitution since 1951 thereby suppressing Rengma Nagas legitimate rights in all matters including their right to live in their own country. However, whatever we have stated are based on written records, true events and factual history. We are also glad to learn that once a Karbi was made the King of Jaintias at Jaintiapur and that Nokhe Thong Teron was army general and chief bodyguard of the Jaintia King. However, we should also remember the story of Joseph, a Hebrew who was made the Governor of Egypt by the Pharaoh. After the death of Joseph we also know that the Jews became the slaves of Egyptians. Therefore, such things are not uncommon but mostly an exception rather than the rule. We re-affirm the tiger cub story as true which is re-confirmed in SARSAR ATOMO-Folklore and stories from Karbi Anglong, published by Panchayat and Community Development Department, Karbi Anglong District Council (KADC), Diphu, 1989, and endorsed by Dr. Jayanta Rongpi, then Chief Executive Member, who stated that “…folklore based on true historical events depicts the force of the people, while folktales have the distilled condensate of folk wisdom where justice triumphs over injustice, good over evil, true over untrue.” SARSAR ATOMO clearly mentions the story of Rongpharpi and her heroic act of killing the King’s soldier. The act of giving breast milk to the tiger cub “caused great anger among the Karbi and Kachari subjects”, states the book. It is also stated that the leader of the soldiers said to Kareng Rongpharpi, “we want your breast milk for the royal tiger cub. Give it to us. Kareng Rongpharpi said-the baby is at home. How can I give the milk to you here in

the forest?” But the soldiers were not satisfied with her reply so she got very angry and took out the long knife she had taken to cut firewood and attacked the soldiers and killed their leader. When the King heard about the incident he sent out a big force of soldiers to capture Rongpharpi and to burn her village. Therefore, according to the book, the Karbis held a council at night and decided to leave the place. “We must leave this area and go away to a new place and start our village there. There will be no cruel king in that place”, said Rongpharpi. This story about Rongpharpi is no different from what we have written. What the book does not explicitly mention is that Rongpharpi settled in Rengma country which KADC could not state so for obvious reasons. Since SARSAR ATOMO was published by the Government of KADC, Diphu, there is no doubt about its legitimate contents. This story is in tune with Rengma oral chronicle which has been passed down to us from generation to generations and is a true event. Therefore, there is no question of trying to flare up ethnic violence among the communities. Once again, as the writer requested, we are obliged to reproduce British records; that of Major John Butler, 55th Regiment, Bengal Native Infantry, Principal Assist. Agent to the Governor Gen. N.E Frontier of Assam in his “Travels and Adventures in the Province of Assam” page 126-127, explaining events in 1847. PUNE, JULY 10 (PTI): Pune-based Dreamers Media and Advertising, an out-of-home (OOH) advertising company, is offering to share EMIs of car owners in return for using their vehicles as moving billboards. Announcing the offer here, the company said it would pay the EMIs for the first three years, while the owner would repay the loan in the remaining two years in addition to making the 25 per cent down-payment when buying the car. “The concept will enable brands to reach, in the most interactive manner, a wider target audience and create a new communication medium in the OOH space, which is still at a very nascent stage and is poised for growth,” Dreamers Media CEO Sunis Mohamed said. It would allow the common man to translate his aspirations of buying a car into reality, he added. The maximum value of the car covered under the offer should not exceed an onroad price of Rs 6 lakh. Vehicles would have to travel at least 1,500 km a month in metros and 1,000 km to 1,200 km in tier-2 cities. In return, the company would use 40 to 60 per cent of the vehicle’s space to put vinyl stickers of its clients. Dreamers Media, which plans to start the scheme in the first week of September, has set a target of 15,000 vehicles this fiscal and one lakh cars in the next.

DIMAPUR, JULY 10 (MExN): The Minister for Forest and Border Affairs, Nagaland has appreciated the significant decision taken by the DPDB Mokokchung to enforce total ban on hunting of wildlife in the interest of preserving flora and fauna of the state. A press note from the PS to the Forest Minister said, “This is a bold step and this will open the eyes of other districts and to the Naga people.” It added that it is time that “we give up old ways when hunting was considered as sustainable economic activities. Preservation of flora and fauna will create avenue for Eco-tourism in the state.” The note further said that every citizen is equally responsible for keeping the country safe including wildlife. The Forest Minister appealed for all NGOs, Civil Societies and the responsible denizens to follow suit as Mokokchung DPDB has done it.

DIMAPUR, JULY 10 (MExN): The Nagaland State Commission for Women has condemned the gruesome murder of a woman in July 4 in Dimapur. A press note from Dr Temsula Ao, Chairperson of the NSCW stated that “murder by any definition is a loathsome and heinous crime and must be condemned by all in the strongest terms.” While stating that the crime was bestial and dehumanizing, the note also called for people to not resort to any form of citizen vigilantism. It added, “Instead, it is time for all the apex bodies of our civil society to come together and put the ‘human’ quotient at the top priority of their agenda for the moment and resolve to assist the law enforcing agencies in their investigative efforts.” The not asserted that for a safe society to evolve, the law of the land must be allowed to prevail and no conciliatory intervention from any quarter should be permitted to interfere with the due process of law. The NSWC also extended its sympathy and condolence to the bereaved family.

PfUtsERo, JULY 10 (MExN): The 11 Assam Rifles on July 4 apprehended one extortionist collecting money in form of tax. A press note informed that one Abeto, “belonging to Alfa Company FGN was indulging in extortion from civil vehicles at Pfutsero.” On searching the individual, seven blank tax receipts of 13 Battalion FGN, cash amounting to Rs 400 and one mobile phone were recovered from his possession. An FIR was lodged and the individual along with the recovered items were handed over to the Pfutsero Police Station.

Lotha Hoho Kohima urges inclusion of NTC for June 12 meeting

DIMAPUR, JULY 10 (MExN): The Lotha Hoho, Kohima has expressed its happiness at the initiative of the Government of Nagaland to organize a consultative meet on the vital issue of Article 371-A of the constitution of the country. A press note from the Chairman and General Secretary of the Hoho said that “many states in the country are vying for this privilege and hence or even otherwise it would be very unwise if we do not take this as our bounden duty to protect it at all cost.” It added that deliberation on such an important issue requires the brains and intelligentsia of all the social organizations. However, It queried, “when all the other NGOs and Hohos had been invited for the meeting why an important NGO like Nagaland Tribes Council (NTC), though in its nascent stage is unique in itself, had not been invited officially.” It urged the Convener of the meeting, Secretary, Nagaland Legislative Assembly to invite NTC in this important interaction. It added that NTC is a body primarily aimed at protecting the legitimate interests of the Tribes of Nagaland who are politically under the jurisdiction of Article 371-A of the Constitution.

Queried on the non-availability of forms in some centers and difference in fee of application forms, a KVIC official said that PMEGP forms are issued separately by KVIC, NKVIB and DICs. “The Rs. 100 we charge here during issue of application form is for ‘project profile’ of the applicants”, he added. The interview of the prospective candidates is likely to be held in the last part of July. It may be mentioned that PMEGP, a credit linked subsidy programme of the Government of India was introduced by merging the two schemes, namely the Prime Minister’s Rojgar Yojana (PMRY) and Rural Employment Generation Programme (REGP). It also added that “unlike in other parts of the district, there is no problem of transport and communication, water, electricity, postal service & telecommunication, local amenities such as market, shops, recreation centers etc as these are already in place.” Most importantly, it said that there is no dispute regarding the land as the owners have tendered their no objection certificate to the government. In view of this the PVSU appealed for the Government to abide by its earlier decision and issue orders for starting the works in earnest. The union also affirmed to extend its support to the Government and stated that it would endeavor to help maintain peace in the area for creating an environment conducive to learning.

I have always been inquisitive of tribal culture and cuisines and have found their history intriguing. So much so I have studied some of their cuisines in depth and tried to adopt the uniqueness of their culinary art, their special, exotic ingredients in some of my recipes besides learning, cooking and savoring their own special and unique tribal recipes. I dedicate this column to the very special cuisine of Nagaland. Rice forms the staple food of the Nagas and is generally had with vegetables or meat (chicken, pork or beef). Meats are oftern dried, smoked or fermented. The Nagas are generally fond of chillies. The vegetables and meat are cooked to-

gether and are basically boiled. The main drink is rice beer, which can be consumed any time. If hygienically prepared, it is a pleasing drink that has good nutritive value too. Different Naga tribes have their own cooking varieties, although there is an influence of each other's recipes. A typical Naga meal consists of a meat dish, a boiled vegetable dish or two, rice and a chutney (tathu). Nagas also prefer boiled edible organic leaves. The tribals often smoke the meats, either by keeping them over a fire or hanging them from the kitchen wall for nearly two weeks or longer to make them last for over a year. Naga food tends to be spicy. There are different varieties of chillies in Nagaland. The ginger used in

Naga cuisine is spicy, aromatic and is different from the common ginger. The use of ginger and garlic is common in most Naga recipes. Some of the common Naga dishes are fermented bamboo shoot (made from the tender shoot of the bamboo tree) cooked with with fish and

pork and soyabean, which may be boiled, fermented and either smoked or sun dried, with smoked pork and beef; and anishi, fermented yam leaves made into patties and smoked over a fire or sun dried. Then, there is paanch phoron taarkari, poora mach, bamboo shoot fry,

Heat oil in pan and fry garlic till fragrant and golden brown. Add spinach leaves chopped and fry for a while till tender. Add Assam skin, dried chilli, Assam skin juice and stir fry for a while. Add fish in and saute for 3-4 minutes. Add water and let it simmer for a few minutes till done. Add salt, red chilli powder and sugar to taste. Serve hot with Basmati rice and red chilli pickle.

Violence of Voyeurism

O

n June 26 this year, personnel from the 1st Indian Reserve Battalion (IRB) at Churachandpur district’s Khuga Dam (in Manipur) spotted something peculiar through their binoculars. Nothing they hadn’t seen before: A boy and a girl were taking a dip in the dam. Perhaps some romance followed. This proved to be too much for the IRB voyeurs. Four of them quickly rushed to the spot to maintain law, order and security. The lawkeepers upheld “law”, its trajectory well into a crime. The four jawans stripped the two youngsters to their underwear. Then they stripped them of even that. Then they asked the two to have intercourse in their presence. And then they recorded the two naked youth, pleading for mercy, on their mobile phone. They parted her legs as she cried and they recorded. They refused to let him hide. They then edited this clip, combined it with another clip they might have made under similar circumstances and circulated it through MMS and a social networking site. Had a Churachandpur-based activist not filed a case against the self-appointed moral, and state-appointed actual, police, the video would have continued to haunt the victims of its circulation. Once the case was filed, people from Churachandpur came for their heads. That of the accused. In the ensuing mob versus police brawl, 24 civilians were injured and 6 admitted to the hospital with grave injuries. Soon after, one civilian slipped into coma and succumbed to his injuries. The above scenario is something people of Nagaland recently experienced too, with a small exception. After a woman was found murdered in Dimapur, people made video clips of the crime scene, while the dead remained in her abused form, and circulated it. No one asked for the people who circulated this, itself a form of violence, to be booked. The free voyeurism rendered meaningless the eventual call for the head of the accused. That technology in this region is now a voyeur’s crutch adds to the violence people here are all too familiar with. It is sad that while forms of violence continue to proliferate, the realm of justice remains constricted. Consequently, justice has to be often pushed to an informal level of “compromise”. Whether it is violence against women, or other weaker sections, let us accept it: the society lets these happen on a micro and wide scale. When the violence boils over, the society reacts—it washes its hands off the charge of letting families, tribes, clans or the state get away with murder. It lets impunity be granted to a stronger gender, class, clan or armed structures. It overlooks “small crimes” like taping a dead woman with a broomstick inside her. Reducing violence is a pre-requisite for the practice of justice. If the police are unable to do this, their structure is best dismantled. But if it is the society itself that perpetuates violence, through stone pelting or technology, the social order needs to be rethought and reorganized. Ban of Time magazine mirrors Myanmar’s plight of religious tension

I

n its July 1 international edition, Time, a US weekly news magazine, portrays Ashin Wirathu, a Myanmar Buddhist monk, as "the face of Buddhist terror." The story has triggered mixed responses, including condemnation from the Myanmar government. The article became so controversial that the Myanmar government banned the magazine. Ye Htut, spokesperson for President Thein Sein, announced on June 25 that the magazine "would not be sold and distributed to prevent the recurrence of racial and religious conflict." Wirathu's name has been associated with radical ideologies for quite some time now. Since 2001, he has warned of Muslims taking over Myanmar. He was jailed in 2003 for his radical sermons but released in 2012 as part of a general amnesty. Since his release, Wirathu has continued his rhetoric against Muslims. He is part of the "969" nationalist movement of monks who warn about minority Muslims threatening racial purity and national security. The campaign encourages Buddhists not to do business with Muslims and only support fellow Buddhist shops. Wirathu also proposes an inter-religious marriage law which specifies that anyone who marries a Buddhist woman must convert to Buddhism. The government's position is that it will not take action against Wirathu for his alleged hate speeches toward the Muslim community for the reason that there has been no complaint from any individual or organization to the Sangha Maha Nayaka, an organization responsible for reviewing the speeches or sermons of monks. What needs to be done in the larger interest of the Myanmar people? First of all, it must be understood that Myanmar experienced religious-related violence last year and earlier this year. The violence between Buddhists and Muslims has led to the deaths of at least 200 people since the violence started in 2012, and has displaced tens of thousands of people from both religious groups. Moreover, there need to be short-term and long-term policies to address the lingering problem between the two communities. This should include taking legal action against any individual or organization that engages in activities that can incite violence toward other religious groups. The government needs to put in place a transparent judicial review process by adhering to the principle of equal treatment.Though freedom of expression should be upheld and encouraged, statements hurting the sentiments of other religious groups need to be checked. Religious freedom needs to be exercised, while simultaneously showing respect for other faiths, regardless of their numerical strength.The government must also lay out a concrete policy and program to address the legal status of the Rohingya (Bengali) Muslim population. Individuals who are eligible under the 1982 citizenship law must be granted full citizenship status like any other groups in the country. For those who are not eligible, the government must find other viable solutions. This could be explored either through a bilateral engagement with neighboring Bangladesh, where the Myanmar government says the Bengalis illegally migrated from, or with assistance from a neutral body like the UN. Other remedial policies should include gradual improvement of people-to-people relations between Rohingya Muslims and Rakhine Buddhists, and also with the people of Myanmar in general. A reconciliation program has the chance to succeed when Buddhists and Muslims are willing to compromise on their differences by respecting each other's identity and culture. More importantly, the Myanmar government and the general public must be ready to embrace the Muslims, especially the Rohingyas, if any genuine reconciliation is to be realized. Globalization and Tribal identity

I

n what follows, I wish to explain and analyse ‘globalization’, ‘tribe’, tribal identity and certain other cognate concepts. In the contemporary period a lot of confusion has been created and floated with regard to these concepts so much so that this has created a lot of problems and intellectual blindness not only in intellectual and academic sphere but also in policy making both at national and international level. One view is that globalization is necessary and it is a must for socio-economic and cultural development. The other view is that globalization is dangerous. It should be avoided as far as possible. It destroys not only tribal identity, relation and cultural groups. It may not be out of place in this connection that Verrier Elwin the noted anthropologist who was heading the NEFA project during the Prime Minister ship of Pandit Jawaharlal Nehru vigorously argued for setting up of tribal parks in the country. He suggested that the tribals in Arunachal Pradesh should be kept away from the so called modernity and modernization. He even suggested to Nehru that no modern education should be spread among tribals. The modern medicine should not be given to the tribals when they fall sick. This principle follows in some form or other with regard to the primitive tribals of Andaman and Nicobar islands. When the Government of India decided to extend railway line from Guwahati to Byrnihat, the tribal leaders of Meghalaya including university students and teachers were in protest. Their argument was that the extension of railway line to Byrnihat will open the flood gate for the entry of nontribals to Meghalaya from other parts of the country. Consequently the progamme of the extension of railway line has not been implemented till date. Further, whenever there is any plan to set up any central government offices in north-east there used to be murmur of protest. At a certain stage, a demand was made from some section of tribals to convert NorthEastern Hill University into state university. In the past, when there was a proposal to have medical and engineering colleges there was protest from some corner. But this is a travesty of history that now different engineering departments have been started and NEIGRIM has been also established in Shillong. Further, in the past there was a lot of hue and cry against the proposal to open Sanskrit and Hindi in NEHU. Even some senior faculty opposed tooth and nail. But Hindi was imposed by U.G.C. but for many years Hindi department suffered still birth. Due to opposition, a particular Vice Chancellor took away posts of Hindi to physics, NEHU clinic, Adult and Continuing Education and chemistry. Even to cap it all a professor of agriculture was appointed against the post of Hindi as Head of Adult and Continuing Education. A particular vice chancellor thought it to be a progressive step. Let us now discuss globalization, tribe and tribal identity. Globalization comes from the word globe. Globe means the earth or world. It also means semiotic map of the world. Globalization means interconnectedness of socio-economic and cultural systems. Globalization is very old and ancient process. It is as old as humankind. In a word, migration, immigration and movement from place to place is very old. In this sense nobody including tribals who can be treated as sons of the soil for the simple reason that the sons of the soil are moving from place to place since time immemorial. This is how red Indians migrated from Asia to West Coast of America. The so called Aryans in India it is said they came from outside India. The present day inhabitants of U.K came from outside after Norman Conquest and the native fisher folk were slaughtered to pieces. The present inhabitants of U.S.A came from outside particularly white dominated Europeans. The natives of America were slaughtered to pieces or marginalized in due course of time. The present Australians came from Europe. Australia was a penal colony and the natives were pushed to the background. It is said that the tribes of Andaman and Nicobar islands were original inhabitants of Africa. Due to continental drifting it became separate Island. In India too such things happened. The Dravidian civilization or otherwise known as hartal civilization were pushed to the south. Even the original natives of India could not face the domination of the Aryans and they were pushed to the forested and hilly areas. In due course of time trade and commerce developed, inter-maritime trade gave rise to external trade. Trade, commerce and business are very important and necessary for growth of a society. But in due course of time trade and commerce led to socio-economic exploitation. The Arab merchants were known for trade and commerce throughout the world. They used to travel on horse back to China and India. This is how silk route came in to existence. The Arab merchants used to collect various types of goods from India and China and sell them to European markets. Rome was the market place of such goods. In the wake of industrial revolution in Europe particularly in England had transformed the purely agrarian economy in to industrial economy. Large scale production had to be sold some where therefore

This is to show how expansion and extension of trade and commerce have given rise to exploitation and subjugation. In due course, British rule gave rise to conversion of large numbers of tribals to Christianity. This is the shift from trade and commerce to culture. Migration, movements of men from place to place for food and new home constitute the basis of globalization. In nutshell, globalization is the all intended consequence of movements of people from place to place. Gradually in due course of time trade and commerce appeared on the scene. Large scale production gave rise to globalization. As I have pointed out earlier industrial revolution in western Europe led to large scale subjugation and exploitation in Asia and Africa. But at the same time globalization resulting out of trade and commerce gave rise to unintended consequences that proved salubrious and beneficial to the natives. The East India Company that came to India as a Trading Company gradually paved the way to British rule in India. In short, the Britishers in due course of time became the rulers of this country. Indigenous manufacturing units like engineering, cloth making, salt etc. by natives came to a grinding halt. But English education started in this country. The leaders of freedom fighters were all western educated people. The setting up of universities in different Presidencies i.e Kolkata, Mumbai and Chennai created new class of leaders and intellectuals in this country. It is interesting to note that Sanskrit learning and education which was obsolete was revived by British. Compilation of old manuscript of Sanskrit along with Sanskrit English grammar was made. M. William made Sanskrit known to the world. In the past, Latin Grammar was considered to be the ideal grammar for all the languages. But the comparative grammar composed by French scholar demonstrated that Sanskrit grammar written by Panini is highly sophisticated. This is how Indian cultural past was not only discovered by the Europeans but disseminated and preserved. Sometimes, there is apprehension that globalization not only gives rise to socio-economic exploitation but destroyed and demolished cultural identities. Sometimes it is argued out by some scholars including tribal scholars that globalization leads to demolition of cultural identities. Now let us concentrate our attention on tribe and tribal identity. A tribe is a small group of people who usually live in forested and hilly areas. Their economy may be characterized as subsistent economy. For whatever reason, the tribal communities throughout the world live in far away from the so called non-tribal groups. Let us come to various tribal groups of North-East India. It is a fact that the Nagas and certain other North-East tribes opposed very much the entry of Europeans in their areas particularly the missionaries. The proclamation of ‘Inner Line Permit’ owes its origin to this type of resistance movement. Initially the inner line permit was proclaimed by British rulers but at the same time the tribals slowly and gradually embraced Christianity. Today almost 95% Nagas,99% Mizos,80% Khasis,94% Garos have embraced Christianity. Have the tribals of north-east lost their identities? The answer is both yes and no. Those who embraced Christianity, they have lost their nature-centric religion, but they have gain a lot in some other way. In other words, the tribals of north-east have immensely benefited by embracing Christianity. Christian missionaries not only converted them but also set up the best English medium schools, colleges, dispensaries, hospitals and other charitable homes. The numbers of civil servants, university and college teachers, engineers, doctors etc. are increasing day by day. Many tribals from north-east are occupying important positions in the country. Let us now compare the status of tribals of north-east and middle India like the states of Jharkhand, Chhattisgarh, Orissa, Bihar, Madhya Pradesh and West-Bengal. The Bonda tribe of Orissa till yesterday didn’t have a matriculate. Only recently the student from Bonda tribe passed matriculation. Let us take into account the number of tribals in north-east who are

working in Delhi University, Jawaharlal Nehru University, Jamia Millia Islamia University and other Universities in the country and compare with the tribals of Makhangiri, Buxar District etc. They are yet to reach Delhi. In nutshell I wish to point out that Globalization ultimately helps NorthEast tribals to come up at national level. Yes the tribals of North-East lost their original religion and their languages are yet to develop. For such state of affairs the Government of India’s educational policy and the apathy of tribal leaders are responsible for this. A child must be taught in the language he/she learns at home. This is the way to develop tribal languages. But unfortunately, the state has miserably failed. No country in the world asks its small children to learn foreign language in at least primary schools except India. The North-East tribals can compete with their counterpart from other parts of the country today. They have developed self-confidence and they know how to fight for their rights. Tribals of middle India have not developed self-confidence. In the tribal districts of Orissa where Maoists are operating one nontribal by the name S. Panda is the leader of the Maoist group for protection of the rights of the tribals. Now let us concentrate on the identity including the concept of tribal identity. Of late identity issue is being raised particularly in North-East part of the country. Tribals from the region are apprehensive that their identities are being lost. Further, they also agitate over the influx of non-tribals into the region. Sometimes political parties and different organizations are being formed on the issue of tribal identity. In the past Khasi Students’ Union was formed in Meghalaya and one of the objectives was to drive away non-tribals from Khasi land. When Morarji Desai the then Prime Minister of India visited North-East, there was protest and demonstration and even memorandum was submitted to him to take away non-tribals from North-East. The argument was very simple the tribals are losing their ethnic and cultural identities; by coming into contact with the so called non-tribals. The ethnic and cultural identities are an extension of the concept of personal identity. The question in this connection is what is identity? What constitutes the basis of personal identity? The update of philosophers in India by way of finding out to arrive at conclusion that the very identity merges in no identity. It is very strange position that identity consists in within all types of identities. This is very strange position. But its implications are that the concept of identity is very ambiguous and amorphous. In fact, the identity of a group, tribe or even a nation consists of multiple identities. What is the identity of a Naga professor? He or she has multiple identities. No identity is internally fixed. A Naga professor’s identity is ethnically a Naga, he is son or father of somebody, he lives in Nagaland, he is a human being and a philosopher. Now if he asks the question what is the identity of a particular Naga professor? The answer is that it depends upon the context. If you are asking the question of his religion he is a Christian. If his residence is questioned, he lives in Nagaland. If the nationality is questioned he is an Indian by willynilly. If his profession is being questioned, he is a philosopher. Now no identity of the Naga in question can be adequately fixed. But at the same time the identity issue is raised by politicians to achieve their political game and mobilize innocent people in furtherance of their objectives. Further it can be said that language constitutes the primary factor in identifying a person or a group of people. Unfortunately, tribals of North-East are not at all trying hard to develop their languages. It is most unfortunate that even scholars who are engaged in study of North-East and tribal culture do not attempt to learn tribal languages. Scholars who are working on Khasi culture without knowing even ABC of Khasi language cannot successfully carry it out their authentic research programme. It is as good as studying and doing Indian philosophy without knowing Devnagari script and Hindi language what to speak of Sanskrit language. Time is ripe for scholars not only to study tribal languages but to compile multilingual dictionaries of tribal languages of North-East India. This is an uphill task but before studying tribal cultures of North-East, a comprehensive and comparative survey of tribal languages is a must. Globalization is necessary in the present context. But the evil and dark sides of globalization should be kept in check. Socio-economic exploitation and cultural subjugation which are unintended consequences of globalization which need to be kept in check. To conclude globalization should be welcome. But the evil must go. If the tribals of North-East wish to develop and compete with other parts of the globe they should welcome globalization. But the evil and unintended consequences should be controlled. The present day Indian scholars embarking on tribal culture should study tribal languages.

The draft National Food Security Bill is a compromise between what Congress president Sonia Gandhi wanted and what the Manmohan Singh government was willing to deliver. Public Distribution System reforms and revitalisation of the agriculture sector are pre-requisites for a rights-based food delivery system, but the government is still to unveil a road map for this. The weakest link in the chain is the lack of clarity on the criteria for identification of the beneficiaries. The intention is to make that choice based on the

results of the Socio-Economic and Caste Census, expected to be available by October. There is also serious concern over the Bill’s failure to offer universal coverage in a country grappling with hunger and malnutrition. A partial scheme such as this one will have to deal with the pitfalls in the often subjective identification of target groups. For the law to take off in right earnest, the state apparatus will first have to be readied to take on the challenge. Given the reported 40 per cent diversion of foodgrains from the PDS into the open market, systems need to be strictly monitored to plug leakages, wastages and diversions. To make the scheme effective on the ground it is imperative to take on board the gram sabhas, farmers and consumers. Putting the cart before the horse will only sacrifice a well-intentioned programme.

Media Addicts and NSCN-IM SWINE FEVER (HOG CHOLERA)

Kekhrie Yhome t times it takes someone else to tell you who you are, straight on your face! Since the pathological happiness of the human mind is tuned to what one wants to hear, which is but vanity, it certainly pains to hear what others feel or say about you and, at times, a little sort of nasty contention, and,at other times, allow oneself a moment to silently retrospect too. The ability to tell somebody what he/she exactly wants to hear requires extreme politicsof improvisation, and the downfall of powerful or responsible individuals in history is often attributed to circulation of talented counselors promoting such vanity. Obviously Mr. Thepfulhouvi Solo, Mr. Kaka Iralu and myself do not fit into NSCN-IM’s quest for such eulogies of vanity.It is therefore a moment of jubilant flatterywhen a nameless author, but under the superscription of MIP/GPRN, clubbed three of us, purportedly with a design “to set the matter straight,” which, in essence, is actually and doubly intended as a unique recognition and situation of three individuals as “addicted in using the media,”allegedly a rare exclusive “amongst a section of Nagas.” Personally I know the other two media-addicts, named by NSCN-IM. I cannot however guarantee whether their media-addiction will stop, or stand as future surety to other unnamed or unborn media-addicts. Moreover, just because the three of our names were mentioned and warned, it does not mean that we have congruence of opinions or are going to rush and congregate together to issue a joint statement. Mr. Thepfulhouvi Solo and Mr. Kaka Iralu have already responded to it and have individually defended themselves. Individually, I have no objections with anyone calling me names (media addict, “state-centric intellectual,” “lack of political insight,” “objective,” “pseudo-intellectual,” “unwarranted” propagandist, “academic,” “lacking political maturity,” etc.)! However, I would like to hear in perspective whether it is justified—and given a chance too, to appeal, if seriously charged— rather than being unnecessarily dragged into flirtatious calling of names or defaming of names, particularly with cryptic language of insinuations and one liners. It is rather unfortunate that the enthusiasm of pronouncing the category of “anti-national” and criminals is so hastily charted. If NSCN-IM wants to hunt me down, it is your job to produce the legal tenders and corpus of my writings rather than indulge in mudslinging. Otherwise, the matter should end here. Of particular interest in this connection is a mention to one of my previous articles, dubbed as “going hyper critical of Naga Hoho with anti-NSCN venom.” It is not baffling to note that Naga Hoho never responded to my article entitled “Gentlemen, please disband Naga Hoho” (not that a rejoinder was expected or necessary either), and instead has been gratifyingly taken up by NSCN-IM, on a crusade scale.

efore entering into more details on the migration trend of our forefathers, it is felt necessary to first know about the extent of the area traditionally considered to belong to the Nagas. In the absence of a script and a common language, the Nagas had no political map with clear cut boundary demarcation with their neighbouring states. Despite this limitation, every tribe had retained in their memory their traditional boundary lines, and the same was carried over from generation to generation, so much so that when A.Z.Phizo, at the time he became the NNC President, was asked by some Naga regional leaders about the boundary demarcation of Nagaland, he gave a very brief answer, “The land lying between the Chindwin River and the Brahmaputra River is our Nagaland.” As such, it is not at all hard to know the boundary demarcation of Nagaland. However, in recent times, it has come into our knowledge that there are still some more tribes called by the name ‘Naga’ even beyond the Chindwin River even though they are not actively associating themselves with the rest of the Nagas in their struggle against India for their political rights. However, now that they have been identified as Nagas, the area under their settlement can form an inseparable part of Nagaland, if, as it is hoped, they should, on their own volition, choose to join the Nagas of Nagaland. Though A.Z.Phizo could not substantiate his claim with an authentic map drawn by some authority, he was very clear about the traditional boundary lines. Phizo’s claim is also in conformity with the Ao Naga oral tradition handed down from generation to generation from the days when Aos were living in Chungliyimti, which, possibly, may have been at a time before the coming of the Ahoms to Assam. It is a fact that the traditional boundary line was never violated by the Ahom kings. Rather, they honoured it till 1825 to 1826 when the Ahom land was ceded to British India dominion by the Burmese Government by the Treaty of Yandabo signed between the then Burmese Government and the British. Hitherto, no attempt has ever been made by the Ahom Kings to redraw or violate the existing traditional boundary with the Nagas. Naga oral tradition has it that in those ancient days, the Ahoms who lived in parts of the land belonging to the Nagas of the bordering areas used to pay yearly taxes to the Nagas. After the Ahom land was taken over by the British from the Burmese as war indemnity by the Treaty of Yandabo, the British too, it appears, honoured the traditional boundary between the Nagas and the Ahoms, the fact of which can be evidenced by the map drawn in 1825 by the British. A map drawn subsequently is 1834 also clearly demarcates the traditional boundary. There is also clear proof that the first map of the area was drawn by the Germans before the British undertook the task. For confirmation, see the booklet published by the Senior Citizens’ Forum, Mokokchung, under the title ‘Uniqueness of Naga History.’ Despite the fact that they had themselves drawn the map delineating the boundary between Assam and the land of the Nagas, the British began encroaching upon the land of the Nagas by issuing time to time notifications taking advantage of our ignorance and weakness, and without our consent began opening tea gardens and reserved forests upon our land. Thus, much of our land was usurped by the British and in the process, they also redrew the map to suit their convenience, obliterating the original boundary demarcation from subsequent maps drawn claimed by the Assamese as theirs. It is my hope that someday, when we have achieved the long cherished dream of a free and independent Nagaland, we may, through the mediation of the UNO, compel Great Britain to give her witness in the boundary case between Assam and Nagaland. It is understood that of the two people and nations, we the Nagas have come to this border area before the Ahoms entered into their present homeland. I would like to request GPRN to absolve such vanity in the future, in unnecessarily provoking my name to baseless indulgent little games that has no scope, particularly for the political hope the organization/government aspires to be! Similarly, I would like to unduly take up, as a public conscience, to represent the collectives of media-addicts named or hitherto warned, threequick comments:Firstly, the manner in which Mr. Thepfulhouvi Solo, Mr. Kaka Iralu and myself were selectively picked as “using the media to justify [our] anti-Naga people stand” and bracketed as “people who have terribly fallen from the national stand”—is more of a motivated and personalized statement, of untamed frustration, rather than an appropriate warrant of political sentence. I do not believe we deserve the toprated distinction of being Naga writers (as Manipuri front-paged us in their dailies, mischievously) nor do I see our writings as constituting that of a public intellectual, except that we individually express our little concerns! Many writers (Nagas and non-Nagas) have written much more than us, in all pervasiveness of the term notwithstanding thecriticality. Secondly, in and all, given its earnestness to quickly bottle three distinctive styles of writings and localities into one trigger-happy outburst of public rhetoric—and abruptly sinkingappropriated individuations with issues of censorship on the basis of first-right to nationalism—is objectionable, disturbing, gimmicky, and intolerable for healthy public debates or Naga affairs. Thirdly, and most importantly, the finery of artwork woven into the fabric of the MIP’s press statement is shoddy, unprofessional, since the language smells of gunpowder and traces of sulphur.The Naga society today is largely affected by the trauma of a future that is to come, and any resort to medieval or Taliban insecurities will chiefly hamper any cohesive progression. Apropos the attempt to dictate what should and should not be written, as a ritual gaming of “national” taboo, is a deplorable debasement that thinly curtails but distinguishes between individual right and right to freedom of expression. It is appalling that we have become a threat to public safety, a public nuisance to the impeccable orderliness of what is already “clear,” according to NSCN-IM. Power and authority, as energies capable of abuse and as acts capable of deposing, as we have seen in human sciences, intersect my concern

The original Naga territory as demarcated by boundaries erected by the British after they reached India and its subordinates in the region is bounded as under: East : Hukong Valley, Akyap Sea Port North : Kumong Province of China West : North Lakhimpur, Sibsagar (Rongpur) up to Dikhu River South : Surma Valley, North Kachar Hills In 1917, the British Government erected the boundary pillars called ‘goya’ (Triangular pillars) marking the original traditional Naga boundaries with the adjoining states in India. Taxes were then collected by the British Government through its agencies and were submitted to the independent Naga villages on the border, once in a year. Accordingly, the British Assam Government had been paying such taxes to 23 Naga villages on the Assam-Naga border. However, this was discontinued since 1972. Under certain terms and conditions, the following tea gardens were established in Naga soil, namely: 1. Bihupar Tea Estate 2. Lakmijan Tea Estate 3. Geleki Tea Estate 4. Atkhel Tea Estate 5. Hamid became the District Forest Officer of Assam in 1925, he initiated the distortion of the unique Indo-Naga International Boundary without consulting either the British Government or any of the Independent Naga villages on the border. This act was strongly questioned by Shri. Hutton, the then Deputy Commissioner of the Naha Hills (available records are clear to that effect). There are also a number of collieries and an oil field in Naga soil for which permission of use for limited period was granted, namely: 1. Borjan Collieries 2. Naginimora Collieries (permitted only for a certain period) 3. Nazira Collieries (with fixed taxes for certain limits of time) 4. I thank the print media which facilitates and produces my writings, and also the recluse of public readership who appreciates. Sometimes I feel a thrill in getting paid for a write-up, which contributes to the purchase of a book or two. Other than that, I am not a historian or learned, nor a corporate who controls or owns the media. I have no control if some media hubs decide to shut me away from writing or contributing to their media facility. I shall however continue to write on pertinent socio-political issues during spare times or support writers who are subjected to physical threats. Why does a person write? Creative writing is a lonely and singular event. I do not think anyone of us, including others who like to voice their opinion, as translating the mandate of his/her clan, village, or community’s consent! My name appears as an author to what I write, not more or less as a copyright, but as a moral obligation, as an individual accountability, to my writings; over an act that is, and shall, become a public domain of audit, as an issue of taking ethical responsibility. I do not write as a pervert, like the countless of faceless and anonymous bloggers on the virtual media—inciting, insinuating, or invoking. I do not see myself as a public intellectual or a journalist. I am not a trained historian either. I have no affiliation or patronization from any political parties. I see contemporary events and politics as one of my largesse and interest. I would like to see the future from the fragrance of the past, rather than its stench. This ineluctable “I”—once registered as “Ours”—becomes a collective foundation for a worthy future. When the cries and wails of yesterdays’ cannot be translated into an expressive forum of restituting our future hopes, the desire of looking forward becomes belligerent. Mr. Thepfulhouvi Solo, Mr. Kaka Iralu and myself are just three mere individuals.I do not see ourselves as capable of changing the course of history, individually or even collectively. To however label us together as media-addicts in the prism of NSCN-IM is an aggressive error on public intellect and a betrayal to what a political organization envisions for a Naga future. It is only reflective of how a power base is now revealing its uncalled insecurities through talibanization of public discourse. The foundation of a coexisting future cannot be built on such ‘you shut up’ attitude, not least for those who write… or would want to think for their people too. The overrated emphasis onthe recent recognition given by the Government of India to the Nagas is no license to silence people, if we ourselves are not able to recognize how unique our history, identity and situation is, and has been, thus far.Let no one threaten each other, for the pen is firstly not a gun.

This was the starting point of dispute between the Nagas and the Indian Government creating a unique history. The above mentioned maps that were so drawn by the British Government clearly show the existing traditional Baga Boundary with the neighbouring Indian states and the neighbouring countries. There are many more detailed records pertaining to the boundary issue between the Nagas and their neighbouring states that could be made available in due course of time. It is also learnt in recent times that there is another map drawn in 1825. These factual records are taken from the Second Paper Reading presented by Dr.Toshi Echa during the workshop held on 8th January, 2005, organized by the Senior Citizens’ Forum, Mokokchung, on the ‘Uniqueness of Naga History’ on the topic of Border Issue. In regard to the boundary question between Ahomland and Nagaland, it is also being felt important to cite what had happened during 1970-71. In this very year, the Government of India send a boundary commission called by the name ‘Sanduram Commission’ to examine and to make a report to the Central government of India on the boundary issue of Assam and Nagaland. It was a time when the author himself was a member of the Nagaland Legislative Assembly and Hokishe Sema was the Chief Minister of Nagaland. With our full knowledge and understanding, a memorandum on the issue was submitted to the Commission. However, the Commission in its report to the Central Government completely ignored the claims of the Government of Nagaland over the boundary issue of the two states and simply accepted the fantastic claim of the government of Assam in toto. Having seen the unfortunate decision of the Commission against Naga claim, the state government of Nagaland and the general Naga public flatly refused to agree with the senseless decision of the Commission by rejecting the Commission’s report, which was in favour of the government of Assam. For more understanding of the subject, one may refer to the book written by Hokishe Sema, the then Chief Minister of Nagaland. In addition the intelligent survey of India- 1872 i. Captain Mitchel: He stated that Doddhar Ali is the traditional boundary line between Assam and Nagaland. Road from Ledo-Simalguri-Namdi Ali-AmguriNagachare-Mariani-Titabar-Golaghat-Lumding lie on the boundaries between Assam and Nagaland. ii. The Work of Jawaharlal: The maker of modern India, Jawaharlal Nehru too had given away the whole of Eastern Nagaland to his counterpart Onu, the then Prime Minister of Burma, Myanmar in1953 – of which Boundary Stone Construction was done only in 1955. iii. The Ahoms destroyed all the said maps so drawn by the British India Administration and also removed all the Goya boundary stones erected by the Britishers in 1917. Yet the road running from Ledo to Lumding remains bearing witness to the existence of boundary line so drawn. We the Ao Nagas of those days called the road as Thoddar Ali Road but one elderly man by the name Mayangnokcha said Teyongdar Ali (it is your road) meaning in Ao is ‘Alijidang’ which means dividing land between the two sister states, even if Goya is no more standing, a landmark which means boundary line. iv. The Ahoms entered into this present land from Thailand towards the beginning of 13th Century and the close of 12th century A.D. long after our occupation of Nagaland. See Ahom history. wine fever also known as Hog Cholera is a highly infectious, viral (Pestivirus) diseases affecting only pigs. It affects pigs of all ages. Transmission is by direct contact, indirect by ingestion of contaminated feed and forage, inhalation and spread by arthropod (mosquitoes/flies) vector. Hog Cholera is manifest in three forms: i) Per-acute with high body temperature, red discoloration and death. ii) Acute cases show dullness, vomiting, sticky discharge from the eyes, diarrhoea and later constipation. Iii) Chronic case of Hog cholera exhibits persistent diarrhoea and pneumonia. Hog Cholera is undoubtedly the most costly disease affecting pigs. Losses due to death of pigs aggravated by the high cost of vaccination, has cause a heavy burden on the pig owner. Recovered or partially recovered pigs are more prone to secondary infection, adding more expenses rather than profit to the resources poor farmers. How Swine Fever spread from pig to pig: 1) The source of the virus is always the infected pig and its products 2) All discharges (excretion and secretion) from the affected pigs especially urine contains the virus 3) Garbage containing uncooked pork scraps from affected pig 4) Birds and human may also acts as physical carrier of the swine fever virus 5) Flies and mosquitoes indirectly spread the disease, other materials includes beddings, feeds, gum-boots and shoes, automobile tyres or transports vehicle 6) Susceptible pregnant pigs exposed to hog cholera virus sometimes remain clinically healthy but infection of the foetuses in the uterus is common, virus may be introduced by these infected offspring.

Clinical signs and symptoms of swine fever: 1) Young pigs may die without showing clinical symptoms 2) High rise of body temperature (105-107°F) 3) Early signs include constipation followed by diarrhoea and vomiting 4) Affected pigs are depressed, do not eat, stand in a drooped attitude with the tail hanging 5) Refused to move, when forced to move, they do so with a swaying movement of the hind quarters 6) They tend to lie down and burrow into the bedding, often piled one on top of the other 7) Eyelids may glue together due to purulent discharge from the eyes 8) Skin lesions and deep purple coloration of the abdominal skin are observed 9) Death can be expected 5-7 days after the commencement of illness 10) Infection of pregnant sow leads to abortion, stillbirth and infertility in female sow. Prevention and Control: Pig owner often pay no heed to de-worming, vaccination and diseases preventive measures. They still look upon illness as something for the Veterinarian to treat and cure within a day or two, not for them to prevent. The pig owner must use the Veterinarian service as an aid to management, rather than an agency attempting the cure of disease. Practice followings for keeping away swine fever and other common diseases: 1) Pig pen or housing should be kept clean 2) Timely apply antiseptic solution or disinfectants in the pig housing 3) De-worm the pig at six months interval 4) Avoid feeding with uncooked pork meat washing 5) Regular and timely clean feeding and watering 6) Separation and isolation of sick pigs from the healthy pig 7) Proper disposal of death pigs (burial or burning) 8) Vaccinate all the healthy pigs against swine fever Tips on Swine fever vaccination: Swine fever vaccinations are, given to only healthy pigs above two months old pigs. Vaccination to weak and sick pigs to be avoided and before giving vaccine, de-worming is essential. Vaccinate pigs early morning or late in the evening. Avoid hot and rainy days. Vaccination is preferable during the month of January – March and again during August to October for parent stock. Dosage is as per the direction given by the manufacturer usually 1 ml per animal given subcutaneously/intramuscularly. Avail vaccines from Veterinary hospitals and dispensaries run by the Department of Veterinary and Animal Husbandry, as and when available. This letter is also meant for all the concerned leaders and the people. We sincerely acknowledge the sacrifices made by those people whose lands were covered or occupied by the Doyang Hydro Electrical Project. We appreciate their grievances and also the benefits reaped by those affected people. Those people whose lands were occupied by the Hydro project are called affected landowners. But you should keep in mind that there are many people or Villages who are not only affected people but “MORE AFFECTED PEOPLE” or landowners. These people have not yet raised any issue or voice their grievances in order to give a chance for smooth functioning of the project. The people of the Villages below the Dam area i.e. the downstream like, Mengshangpen, Tsopo, Chiidi, Longtsiing, Marakjo, Latsu, Pyangsa, Mailan and Pyochii on the right bank of Doyang and Villages like Yikhum, Hantso, Elunyo, Longchim, Ralan, Liphayan etc. On left bank are “MORE” affected people. All the activities for livelihood of these people had been seriously hampered and heavily curtailed due to frequent changes of water volume of the Doyang River downstream. The people of those Villages had already abandoned their age-old activities along the river and also on both the banks. Imagine the case between China and India over the construction of dams at Bramaputra River and its tributaries. Thousands of hectors and land in China will be occupied by the Dams water and the Chinese people will be very much affected. But if the dams are also constructed and completed, the people of India around the Bramaputra River will become “MORE” affected people. That’s why the Government of India is opposed all these adventures by the Chinese. This the same case to the people below the DHEP. You are, therefore requested not to forget this truth/issue.

Scientists use neem protein to fight cancer KolKata, July 10 (IaNS): The medicinal power of the humble neem, widely used in India as an insecticide and germicide, is now being channelised by a group of Kolkata scientists to wage a war against cancer. The team of researchers at the Chittaranjan National Cancer Institute (CNCI) here has shown (in its two successive papers) how a purified protein from neem leaves inhibits growth of tumour cells in mice. Instead of targeting the cancer cells directly, the protein - Neem Leaf Glycoprotein or NLGP - modulates the immune cells (cells that are responsible for providing immunity to the body against harmful agents) present within the tumour environment and also in the peripheral system like blood. Immune cells are normally hostile to cells that are dangerous to the body including cancer cells. However, in a unique role-reversal during tumour development, these crucial defence elements are enslaved by the cancerous cells to promote their growth and proliferation. Therefore, instead of destroying the lethal cells, the guard cells actually favour their growth. What makes NLGP special is that the extract modifies the milieu of cells surrounding the tumour (called tumour microenvironment or TME) and spurs these cells towards a normal state that is debilitating for toxic cells like cancer cells.

“In our recent study we have seen that NLGP has the potency to normalise tumour micro-environment consisting of tumour cells and tumour associated nontransformed cells that help in tumour progression. Basically, NLGP modulates the tumour microenvironment in such a way that it restricts further growth of the tumour,” Rathindranath Baral, head of the department of immunoregulation and immunodiagnostics, CNCI, told IANS. Besides the immune cells (that infiltrate the tumour site from the bloodstream) the TME consists of a variety of other cells (fibroblast and endothelial cells) in addition to a range of growth factors that activate and promote growth of tumour cells. Among the immune cells is a group of cancer-killing cells called CD8+T cells. As the microenvironment returns to the tumour-directed hostile state, triggered by NLGP, the population of T cells shoots up, thereby aiding in restriction of the cancer. NLGP also shields the T cells from developing a non-reactive state (called anergy). The study published in peer-reviewed PLOS ONE states that these killer T cells (produced in NLGP treated tumour-bearing mice) exhibited a greater number of molecules with the power to destroy the cancer cells, compared to the T-cells from mice that were not treated with NLGP.

BeIJINg, July 10 (PtI): Virtually defending the latest incursion by the PLA in the Chumar sector in Ladakh, China today said its troops were patrolling on its side of the Line of Actual Control (LAC) and asserted that “status quo” should not be changed pending a final settlement. “I have seen the relevant reports but I am not aware of the specific situation,” Chinese Foreign Ministry spokesperson Hua Chunying told a media briefing when asked about the incident that took place ahead of Defence Minister A K Antony’s visit here last week. “Chinese Defence forces have been patrolling along the Chinese side of the LAC of the China-India border,” she said. “The general situation in the border areas is stable. We have the consensus that pending the final settlement of the boundary question no one of us (none from India or China) should change the status quo along the LAC,” she said, indirectly asserting that neither side should resort to any infrastructure development. “China would like to make joint efforts with the Indian side to safeguard peace and tranquility of the border areas,” Hua said. The incident took place on June 17 when the People’s Liberation Army (PLA) troops intruded into the Chumar sector in Ladakh and smashed some bunkers besides cutting wires of cameras installed at the Indian border post. The camera which was removed was reportedly returned on July 3, a day ahead of Antony’s visit, the first by an Indian Defence Minister since 2006. Antony held talks with Chinese Premier Li Keqiang, his Chinese counterpart General Cheng Wanquan and Special Representative of the In-

Antony said despite the pleasantries, he had free and frank discussions covering virtually all aspects of the boundary problems, including the April 15 Depsang Valley incursion in which, Chinese troops pitched tents. It was resolved after a 20-day fracas during which it became a serious diplomatic incident between both the countries. The two sides issued a joint statement after Antony’s visit to step up interactions between the two militaries at various levels. Antony also spoke of consensus about the management of the disputed border. “I am happy about the outcome because there is consensus of minds, consensus in the military leadership that till we find a solution to the border dispute we must maintain peace and stability and tranquility”, he had said. Both sides expect that the Border Defence Cooperation Agreement (BDCA) currently being discussed would come in handy in dealing with such incidents. Antony said, “there is real forward movement on the BDCA” and is expected to be finalised within “reasonable time”. The BDCA aims to set up mechanisms which will provide for consultations for communication so that the two sides can improve management of border. India asserts that the dispute covered about 4000 kilometres of the border while China says it is confined to 2000 kilometres.

Egypt orders arrest of Muslim Brotherhood top leader

CaiRo, July 10 (aP): Egyptian authorities escalated their crackdown Wednesday on the Muslim Brotherhood by ordering the arrest of its spiritual leader, while the group remained steadfast in its defiance of the new military-backed administration and refused offers to join an interim government. Even as the new prime minister began reaching out to form a Cabinet and restore a measure of stability, the militarybacked leadership has come under fierce criticism from those who supported its toppling of President Mohammed Morsi last week. Several groups in the loose coalition participating in the political process have sharply criticized the transitional plan, saying that sidelines them in the transition. After a week of violence and mass demonstrations, Egyptians were hoping that the start of the Muslim holy month of Ramadan will significantly calm the turmoil in the streets. The sunrise-to-sunset fast cuts down on activity during the day, but the daily protests have been largely nocturnal affairs, and some observers expect the Islamist camp will likely use it to rally its base. The prosecutor’s arrest warrant issued Wednesday for the Brotherhood’s supreme guide, Mohammed Badie, as well as nine other leading Islamists will almost certainly stoke anger among the group’s supporters and fellow Islamists. The men are suspected of instigating the violence on Monday outside of a Republican Guard building in Cairo that left more than 50 Morsi supporters dead, according to a statement issued by the prosecutor general’s office. Pakistan has suffered a spate of bombings since Prime Minister Nawaz Sharif was sworn in last month, underscoring the challenges facing the nuclear-armed nation in taming a Taliban-linked insurgency. A police officer in Pakistan’s financial capital said Bilal Shaikh - Zardari’s security chief who was always spotted next to the president during public appearances - was killed along with two others in a prosperous area of eastern Karachi. “It seems that the suicide attacker walked up to Bilal Shaikh’s vehicle and blew himself up outside the front passenger seat of the vehicle where Shaikh was seated,” the senior police officer, Raja Umar Khattab, told Reuters. BeiJing, July 10 (ReuteRs): Talks between China and the United States on cyber security, overshadowed by revelations of U.S. electronic surveillance by former spy agency contractor Edward Snowden, have gone well, state media said on Wednesday, with both sides pledging to improve cooperation. Cyber security is one of the main topics for high-level talks this week between the world’s two largest economies, as both countries trade accusations about hacking attacks on each other. Snowden’s revelations of American electronic surveillance around the world have given China an argument to counter U.S. complaints that it steals private intellectual property (IP) from U.S. companies and research centres. But China’s official Xinhua news agency implied that the talks, on the sidelines of a strategic security dialogue on Monday and Tuesday, had made progress. “The two sides held candid in-depth discussions on cyber security, including the mechanism of a bilateral cyber working group, international cyberspace rules, and measures to boost dialogue and cooperation on cyber security,” Xinhua said. Both sides, it said, agreed to improve the group’s operations so it could “play a positive role in enhancing mutual trust, reducing mutual suspicion, managing disputes and expanding cooperation”, it added. “The two sides agreed to hold an informal meeting at an appropriate time before the next strategic security dialogue.” The talks follow the positive tone struck by President Barack Obama and new Chinese President Xi Jinping at a summit last month in California. Nevertheless, Obama demanded Chinese action to halt what he called “out of bounds” cyber spying. Chinese suspicion of U.S. intentions runs deep. The China Daily reported on Wednesday that in the first five months of this year about onethird of hacking attacks on Chinese computers appeared to originate from the United States. In addition, a total of 249 Chinese government and academic websites were hacked from January to May, 54 of which were apparently targetted by U.S.-based Internet Protocol (IP) addresses, the English-language daily said. “It’s hard to say from the data whether these threats were made solely for political reasons, but Chinese government websites were apparently targetted more,” Du Yuejin from the National Computer Emergency Response Team and Coordination Centre of China told the newspaper. China has consistently denied hacking allegations levelled at it by the United States. MosCow, July 9 (ians): American whistleblower Edward Snowden has agreed to take political asylum in Venezuela, a Russian lawmaker said Tuesday. “As was expected, Snowden agreed to (Venezuelan President Nicolas) Maduro’s offer of political asylum,” Xinhua quoted Alexei Pushkov, head of the international affairs committee in Russia’s lower house of parliament, as posting on Twitter. “Apparently, Snowden found this option the most reliable,” he wrote. But the tweet was later removed, and Pushkov said in a new message that he had learnt of Snowden’s decision from a news report on Russian state TV channel Vesti 24. Venezuela, Nicaragua and Bolivia have all offered political asylum to Snowden. Venezuelan President Maduro confirmed Monday that his country received the asylum request letter. Snowden “will have to decide when he flies, if he finally wants to fly here”, the president said. The 30-year-old Snowden was charged by the US with three felonies after he disclosed a highly classified surveillance project codenamed “PRISM”, which can intercept e-mails and phone conversations of people around the world. He arrived at Moscow’s Sheremetyevo international airport June 23 and has since stayed in the transit zone after his US passport was revoked. He has reportedly applied for asylum in 21 countries.

The mayor — a short guy — is known for his fondness of ice cream and fishing. And he’s got the county’s top law-enforcement official in his pocket. Say hello to Mayor Robert “Bobby” Tufts. He’s 4 years old and not even in school yet. Bobby was only 3 when he won election last year as mayor of Dorset (population 22 to 28, depending on whether the minister and his family are in town). Dorset, which bills itself as the Restaurant Capital of the World, has no formal city government. Every year the town draws a name during its Taste of Dorset Festival, and the winner gets to be mayor. Anyone can vote as many times as they like — for $1 a vote — at any of the ballot boxes in stores around town. Bobby is running for a second term, and he gets to draw the winning name Aug. 4, so it’s possible he could draw his own name. Calls of “Mr. Mayor” greet Bobby as he strolls around Dorset, handing out his campaign card. One side shows Bobby, his dark hair slicked down, wearing his tan fishing vest over a suit jacket. The other side shows Bobby sitting in a porch swing with his girlfriend, Sophie. “I would love to be your Mayor as much as I love Sophie,” the card reads. “He’s been pretty good. Lotta PR for the

'Indian coaches are not good enough for modern hockey'

NEw dELhI, JULY 10 (PTI): Australian hockey legend Ric Charlesworth is in favour of a foreign coach for India as he feels Indian coaches "are not good enough to fulfill the requirements" of the modern-day game. "I think India needs a foreign expert. I can say it from my experience that Indian coaches are not good enough to fulfil the requirements of modern hockey," Charlesworth said. Charlesworth`s comments came two days after fellow Australian Michael Nobbs was prematurely relieved of his duties as India`s chief coach because of non-performance. Nobbs, who took over the charge in 2011, was offered a five-year contract and handsome salary, but his association with Indian finally ended on a bitter note within 2 years. "Mark is not upset, but he is really disappointed because he thinks he didn't deserve this." MAdRId, JULY 10 (AP): Fighting bulls caught at least two runners between their horns and threw them to the ground in a lightning fast fourth run of Spain's famed San Fermin festival. Navarra Hospital chief Javier Sesma said three people were injured but no one was gored in the crazed, two-minute dash Wednesday in the northern Spanish city of Pamplona. National television replays showed two separate runners being caught between the horns of bulls and being flung to the ground, narrowly escaping being gored. Thousands of thrillseekers race daily with the bulls along a 930-yard (850-meter) route from a holding pen to the city bull ring. The runs are the highlight of the nine-day street partying festival made world famous with the 1926 publication of Ernest Hemingway's novel "The Sun Also Rises."

roMe, July 10 (aP): Lazio, Genoa, Lecce and eight players, including Lazio captain Stefan Mauri, will face charges related to match-fixing, the Italian football federation said Wednesday. The federation said the charges include rigging games and failing to report match-fixing for two Serie A games — Lazio vs. Genoa and Lecce vs. Lazio in May 2011. Mauri faces a charge of sporting fraud, as do Mario Cassano, Carlo Gervasoni, Omar Milanetto, Alessandro Zamperini, Massimiliano Benassi, Antonio Rosati and Stefano Ferrario. Mauri and Zamperini have also been cited for violating two articles of the Code of Sports Justice. That is concerned with the principles of loyalty, fairness and integrity, and prohibition of betting. If the charges are proved, the players face bans while the clubs could be deducted points. Last week, Serie B club Bari pleabargained for a one-point penalty for match-fixing. Bari was also fined 25,000 euros ($32,000) under the deal made with the Italian Football Federation's disciplinary committee for arranging two matches.

Williams gets govt funding for F1 arm

Grove, July 10 (ianS): Williams Advanced Engineering, the division of Williams that commercialises Formula 1-based technologies, has been awarded a grant from the British government’s Energy Entrepreneurs Fund to develop flywheel-based energy storage systems for use in grid stabilisation. Up to 16 million pounds will be shared between 30 projects which have been awarded the grant under the first phase of the Energy Entrepreneurs Fund. The funding is part of a 35 million pound fund announced in April 2012 that aims to encourage innovation in the low carbon sector, help bring a range of new and innovative low carbon products to market, create export opportunities and help the United Kingdom

meet its carbon targets. One of Williams Advanced Engineering’s key R&D projects is the development of flywheel based energy storage systems. Originally pioneered by Williams for Grand Prix racing, this technology has since been adapted and introduced into a range of mobile applications outside of Formula 1 such as hybrid buses and Le Mans winning racing cars. Williams is also developing powerful static flywheel systems for the rapid transit (metros, trams and monorails) and electric power stabilisation sectors and it is the potential use of these static flywheel systems in an electric power grid stabilisation role that has received funding from the government's fund. The technology can help

smooth output from and increase penetration of intermittent renewable generation sources, provide fast response frequency regulation and short term demand peak shaving to help strengthen electricity grids. Speaking about the Energy Entrepreneurs Fund, Energy and Climate Change Minister Greg Barker said: “This new investment will give these organisations the boost they need to drive forward the development of a range of innovative low carbon designs, helping cut costs and bring new technologies to market in this sector. Innovation is vital for the move towards a low carbon economy and it’s great to see so many entrepreneurs rising to the challenge. I wish the winners every success with their projects.”
