48 hours Karbi bandh from July 16 DIMAPuR, JuLy 12 (MExN): The All Adivasi Students Association of Assam has called a 48-hour Karbi Anglong bandh from July 16. Sources in KarbiAnglong said that the bandh is being called in protest against the non-fulfilment of the Adivasi community’s demand for Scheduled Tribe status. The bandh will take effect from July 16 morning until July 18.

DIMAPuR, JuLy 12 (MExN): Sixty six cadres comprising of a Deputy Kilonser, Tatar and officers from the Naga Army, civil set-up and regional staff of the different Naga groups have joined the GPRN/ NSCN. A press note from the MIP informed that Vedeta Nienu, Deputy Kilonser of the NSCN (K) and Lieutenant Colonel Jackson from the NSCN (IM) spoke on behalf of the “home-comers” at a formal reception program held at its designated camp, Khehoi. According to the MIP, the members took a firm decision to “unconditionally strengthen the hands of those leaders who were genuinely working towards the reconciliation and unity of all Nagas.” It further added that the President, Gen. (Retd.) Khole Konyak and Ato Kilonser, N. Kitovi Jimomi “had a clear vision and the support of the mainstream Nagas.” Full text on page 5

A consultative meeting with the Naga tribal hohos, state level political parties, MLAs and civil societies to discuss “the stand of the MHA, GOI on the ownership and transfer of land and its resources under Article 371 (A) of the Constitution of India” was conducted today in Kohima. The meeting resolved to uphold the Nagaland Petroleum and Natural Gas Regulations, 2012 and Nagaland Petroleum and Natural Gas Rules; 2012 passed in pursuance of the NLA resolution in 2010 and the reply of the Union Minister of State for Petroleum and Natural Gas in Lok Sabha in 2011, “as valid within the framework of Article 371 (A) (1) (a) of the Constitution of India.” After detailed deliberations on the subject matter here at the Capital Convention Centre, the meeting rejected unequivocally the request of the Union Government contained in the letter dated June 13, 2013 of the Union Minister Petroleum and Natural Gas for withdrawal of the state legal framework, as untenable in
the face of special legislative powers of the Nagaland Legislative Assembly under Article 371 (A) (I) (a). The meeting also demanded the Government of India to restore the provisions in Points No.2 & 11 and fully implement the provisions in points No. 12 & 13 of the Sixteen Points Agreement made between the Government of India and the Naga Peoples’ Convention in 1960. In course of deliberations and expressions by all organisations present, a unanimous view evolved, which was expressed as an impingement on the rights of the Nagas as laid down in the Constitution of India under Article 371(A). The consultative meeting strongly and unanimously asserted that the rights of the Naga people should be protected and extended full support to the state government. DIMAPuR, JuLy 12 (MExN): The Opposition Congress in Nagaland has written to the Governor seeking prosecution sanction against a senior Minister in the DAN-II & III governments Imkong L. Imchen and others. The Congress has reminded the Governor to act on an earlier representation submitted on June 10 regarding the matter and in the process help “restore rule of law and democracy in Nagaland.” Pointing out that the Speaker of the Nagaland Legislative Assembly (NLA) had refused to accord the prosecution sanction till date notwithstanding prima facie evidence against the Minister, the Congress stated that there was “reasonable ground to imply mala fide
intention in the refusal to accord the prosecution sanction”. “This is not only a manifested breach of high authority but a deliberate subversion against the rule of law”, stated the Nagaland Pradesh Congress Committee (NPCC) in a press note issued by Nillo Rengma, Vice President, Medokul Sophie and Vaprumu Demo, both General Secretaries. In this regard, the NPCC has explained to the Governor about his discretionary powers available under Article 163 (2) of the constitution. DIMAPuR, JuLy 12 (MExN): Two Special Branch personnel were arrested for allegedly demanding money from a petrol pump in Dimapur on Friday, July 12. According to reliable sources, the two, whose names could not be ascertained, had demanded money at a petrol pump in 7th Mile. The duo reportedly identified themselves as Special Branch personnel and told the manager that they had received information that the fuel outlet was indulging in fuel adulteration. So as to keep things under wraps, the duo allegedly asked the petrol pump to
pay them money. Meanwhile, Dimapur police, got wind of the incident, the sources said. A team from Diphupar Police Station was sent to the spot and took the two individuals into custody. Dimapur police when contacted said that inquiry was on to ascertain the exact nature of involvement of the detainees. The duo, in their statement, denied that they demanded money from the petrol pump and have claimed that they had gone to the spot after receiving information that some people were demanding money from the petrol pump.

NEW DELHI, JuLy 12 (AP): For 163 years, lives across the vast Indian nation have been upended by the knock of the khaki-clad postal worker armed with a telegram. Families used them to announce births and deaths, the government used them to post job openings, young lovers sent them to tell their folks that they had eloped. No longer. On Monday, the state-run telecommunications company will send its final telegram, closing down a service that fast became a relic in an age of email, reliable landlines and ubiquitous cellphones. The fact that the telegram survived this long is a testament to how deeply woven it is into the fabric of Indian society. In much of the rest of the world, telegrams long ago were relegated to novelty services used by people who wanted to indulge in a bit of nostalgia. Just 30 years ago the telegram was king in India. But the service has lost $250 million in

From 10,000 telegrams a day, the office now sends about 100. The government still uses telegrams to inform recipients of top civilian awards and for court notices. India’s armed forces recognize telegrams from troops extending their vacation or from soldiers’ families demanding their presence at home for a funeral. Lawyers still send telegrams to create an official record, for example, to prove to a judge that they had complained their client was subjected to police abuse. At its peak less than three decades ago, a network of 45,000 telegraph offices served the sprawling country. Now there are only 75. While most of the remaining telegraph workers will be given new assignments in the telecommunications company, the informal economy that thrived on the telegram will disappear.

A two-day trunk show cum mini food fest kick started today at KF building, Jail colony, Kohima. The show is primarily a showcase for handmade jewelry designed by Temsubenla Lanu. Jewelry made from metallic, acryllic, glass and ceramic beads priced between the range of Rs150- Rs 1400 have been put on sale. Interacting with the Morung Express, Aben explains that her designs are primarily focused on working women and the older generation. Learning the art from web tutorials, tech savvy Temsubenla Lanu, daughter of Rtd. Er. Lanuakum and Dr. Nokrenchila of Mongsenyimti Vil-
lage under Mokokchung district started taking an interest in hand-made jewelry while studying in Bangalore. What started out in 2004 at a college fest has today become a business brand under the name ‘Aben’. Training herself to incorporate more creative ideas and intricate works, whilst pursuing her studies and work, ‘Aben’ has gradually become a business on a much bigger scale than when it initially started out. The on-going Trunk Show in Kohima is the third of its kind. The first was held in Delhi (2012) and then in Kohima (2012). From 2007 to 2009, Aben worked with the Delhi Bible Fellowship’s social action wing- Sa-
hayak, where she trained slum-dwelling women to make jewelry for export to the U.S and also for sale within Delhi. In 2012, she also participated in the Australian High Commission Monsoon Mela in Delhi. Besides running her own business, she is also currently working with FIDA International- a Finnish Development Cooperation Organization- which is an NGO from Finland. Data Dissemination on Final Census 2011 workshop held
Kohima, July 12 (DiPR): The Directorate of Census Operations conducted a one-day workshop on Data Dissemination on the Final Census 2011 data on July 11 at Zonal Council Hall, Kohima. The primary objective of the data dissemination workshop was to present the data collected during House listing and Population enumeration in 2011. Participants from 25 Government Departments, 8 NGOs and Research Scholars and Concerned citizens attended the workshop. Altogether the number of attendees including Census Directorate personnel was around 100. The Director of Census Operations, V. Hekali Zhimomi, in her introductory address stressed on the importance or good and reliable data for good planning, adding that Census data provides the basis for planning. She encouraged the participants to make use of the data to plan, strategize and use the available data for a common purpose, reiterating that planning should be done to improve public services. Clarifying about the various contentions surrounding Census taking in Nagaland, she said that the Census 2011 can be counted as reliable and the Directorate could not be more satisfied with the results of Census 2011. She also pointed out the obsession of Nagas with regard to population figures; however, Census data is much more than just the head count, which was highlighted in the various other topics for discussion during

Also stressing on the abnormal population growth rate of Census 2001, he cited some reasons for the inflated population: Delimitation, VDB fund, Electoral Roll, Inter/ intra tribal/village competition in terms of population size and lack of awareness about the importance of Census data. The population growth in the state came down by 11,534 from 2001, which amounts to -0.6% growth rate, the only state in the country to have a negative growth rate. A talk on the cross analysis of literacy in the State was presented by Kilansungla and Manashi Hazarika, stressing on the fact that literacy and development are interrelated. Kilangsungla pointed out that child population is of great importance because they are the future human resource of a State or country. Adding, “Nagaland has a strong labour potential. And we have to keep in mind that all this start with literacy”. She highlighted that Literacy Rate of Nagaland as per 2011 Census is 79.6%. Mokokchung has a literacy rate of 91.6 which is the highest in the State, and Mon has the lowest literacy rate in the State with 57%. moKoKchuNg, July 12 (DiPR): After the Mokokchung District Planning and Development Board (DPDB) decided to enforce total ban on wildlife hunting in the district, on July 9 with the endorsement by Ao Senden, much comments in support of the decision has been received from NGOs and Tsukong Mungdang (Range Conference) in the district. She said that Sex ratio is an interplay of sex differentials in mortality, sex selective migration and sex ratio at birth. The prevailing sex ratio is 931 for every 1000 men as against 940 in India. It is an increase from 900 in Census 2001. Three Districts have increased in 3 districts as against decline in 8 districts with Longleng having the biggest decline by -31 points. Zunheboto district has consistently shown the highest increase in Sex Ratio. In the urban areas, in the last two decades, Kohima has shown the highest sex ratio in the urban areas due to rising women working force. Tsurungto Sub-division has the highest Sex ratio with 1136. Six Subdivisions have more than 1000 sex ratio. Kezocha and Sechu-Zubza in Kohima District have sex ratio of just 779 and 814. 5 Sub-divisions have sex ratio below 850. Data reveals that districts with highest literacy have the highest child sex ratio and districts with the lowest literacy have lowest child sex ratio. She also added that Nagaland has majority of households with 3, 4 and 5 members. Stressing on the need for interventions to maintain a healthy balance in the gender composition, she harped on the need to strengthen legal regime to prevent misuse of medical technology at the

DimaPuR, July 12 (mExN): Chairman, Nagaland Handloom & Handicraft Development Corporation (NHHDC), Namri Nchang, MLA, visited Tening town on Wednesday (July 10) in Peren district, to inspect the ongoing road widening and other developmental works in the town. The road widening works and beautification of Tening town, which has been neglected for decades,
is a personal initiative of Namri who also represents 6-Tening A/C. The developmental works are also part of Namri’s election commitment to his constituency people. During his visit, the NHHDC chairman also held discussions on development and construction of the new Tening ADC headquarter complex at the earliest. Namri also said plans are afoot to look for alternative source of water
to augment the existing water supply in Tening town. After Tening, Namri said Nsong and Athibung towns would get their due share of developmental works to make them at par with other towns. Stating that Tening A/C had been neglected for decades, the NHHDC chairman assured the public that he would leave no stone unturned to bring development to the constituency.

DimaPuR, July 12 (mExN): All Nagaland PWD Field Workers Association (ANPWDFA) had been authorized by the Engineer-in-Chief, PWD, Nagaland, Kohima to carry out the verification of all Work Charged Employees in all Divisions under PWD (R & B) and (Housing). The Under Secretary to the Government of Nagaland also apprised the Director General of Police, Nagaland that the ANPWDFA was the authorized body to carry out the said verification in all divisions under the Department. As such, the DGP, Nagaland was requested to provide security for the said exercise. Consequently, the verification drive was successfully carried out by the ANPWDFA towards which the Dimapur Unit as well as the Units of all other divisions rendered their cooperation. Following the completion of the verification, the report of the ANPWDFA was received and approved by the Government and the Department issued Identity Cards to all the duly verified Work Charged employees. ANPWDFA Dimapur Unit, president Khekuto Sema therefore, stated that it is a
matter of great concern that another bodyAll Nagaland PWD (R & B) and (H) Work Charged Employees Association has again come up with a proposal to carry out a verification drive and has applied for approval of the same from the Government. As noted above, the ANPWDFA has already completed all necessary verifications, which has received the approval of the Government. “As such, the Dimapur Unit of the ANPWDFA fails to see as to why yet another verification has to be carried out under the aegis of the said Association to which the Dimapur Unit of the ANPWDFA is not affiliated,” the Unit stated in the press release. Furthermore, such a verification drive is no longer required as the same has already been carried out. It is also to be pointed out that such an exercise would only be a waste of time and resources in the absence of any valid reason for the same. Consequently, it is made clear to the said Association that no cooperation should be expected from the Dimapur Unit of the ANPWDFA in the event of any re-verification been carried out.

parliamentary elections. "He (Modi) has popular support in the Hindi-speaking belt, but is yet to reach out to people in the South (India). "In the next two months, when he moves across the country, probably as a prime ministerial candidate of the National Democratic Alliance (NDA), we would know how much support he gets in other parts of the country. But I see he (Modi) will be acceptable to all as he has proven his style of governance, development and delivery mechanisms," he added. Asked whether Modi's "anti-secularism" will affect his prime ministerial candidature, Sangma said: "It was only a political propaganda material against him. I don't think it will affect

guwAhATi, July 12 (PTi): Nine relief camps sheltering 3000 persons were set up in Dhemaji and Chirang districts, Disaster Management Authority sources said. Altogether 60 houses were eroded in Morigaon by the Bramhaputra River, which was flowing one metre above danger level in the Assam district today, with no sign of improvement in other areas of the state. The 60 dwellings destroyed were situated between Goroimari and Bhajaikhaity villages under the Lahorighat revenue circle in the riverine 'Leoramukh' area, Water Resources De-
partment sources said. The affected families were sheltering on the river embankment, the sources said. Massive erosion also took place in Bhuragaon and Mayong revenue circles of the district. Over 2,000 hectare of agricultural land with rice crops were totally damaged in Mayong, the sources said. Nearly 450 villages with a population of 1.2 lakh were affected in 11 districts. HIV cases decline in Mizoram
AiZAwl, July 12 (nnn): HIV cases in Mizoram have declined considerably in the past few years. According to Mizoram health minister Lalrinliana Sailo, HIV cases in the state have declined during 20072011 as per ‘Technical Report India, HIV Estimates-2012, NACO" by Ministry of Health & Family Welfare Report, thanks to the steps taken by Mizoram State AIDS Control Society (MSACS). Sailo was saying this at a Governing Board meeting of MSACS at his office today attended by Health Secretary Esther Lalruatkimi, IRS, and MSACS Director Dr. Eric Zomawia besides representatives from YMA and Mizo Hmeichhe Insuihkhawm Pawl (MHIP). The minister lauded the measures taken by MSACS in organising Red Ribbon Football Tournament and Red Ribbon Drama Competition to tackle the menace which is being plaguing lives of Mizo youths. Not only this, several NGOs and churches in Mizoram are also taking measures against the spread of HIV, the minister added. Sailo also opined that in order to tackle this menace, there should be close col-

The meeting highlighted that as per Technical Report India, HIV Estimates-2012, NACO, HIV infection between age group 15-49 during 2011 was 0.74 percent in contrast to 0.79 per cent during 2007. The report also highlighted that the infection rate was 0.78, 0.76 per cent during 2009, 2010 which clearly shows that rate of HIV infection in Mizoram is on decline. The meeting also accepted MSACS Action Plan for the period 2013-2014 which was approved by National AIDS Control Organization, Department of AIDS Control, Ministry of Health & Family Welfare. According to MSACS report during 201213 HIV test was conducted to 59088 (General 38560 and Pregnant Women 20528) of which 1142 (General 1022 and Pregnant Women 120) were tested positive. Till today, 6060 HIV patients have been given treatment from ART Centre. MSACS expressed happiness over churches and NGOs for their endeavour towards HIV patients.

new Delhi, July 12 (iAnS): Human trafficking has been rising in the hills of Darjeeling in West Bengal, a voluntary organisation said here Friday. "Flesh trade is on the rise mainly due to unemployment resulting from political unrest and porous borders that the district shares with three countries (Bhutan, Nepal and Bangladesh)," said Nirnay John Chettri of Mankind in Action for Rural Growth (MARG). "In only about a year, 473 girls have been reported missing from the district. There may be many families who did not even report such cases fearing the social stigma," Chettri added. MARG has been raising awareness about human trafficking through a documentary film "Sapana" that is based on the life of a 14-year-old victim, who was rescued from here last year. At the screening of the film at the American Centre in the national capital, Chettri said: "We want to air this documentary nationally so that some measures taken by the authorities and help provided to the victims for rehabilitation." Darjeeling district does not have even a single protective home for rescued victims, he added.

Nokia pins recovery hopes on Lumia 1020
new yoRk, July 12 (ReuteRs): Nokia on Thursday introduced a new smartphone, the Lumia 1020, with a powerful 41-megapixel camera in its latest bid to catch up with rivals Samsung Electronics Co Ltd and Apple Inc. Tech bloggers responded enthusiastically, saying the camera quality was the highest in the market. But analysts questioned whether it was enough to help Nokia, suffering a fall in cash reserves after years of poor sales, survive. “The hardware’s a beauty on this thing,” said tech website Engadget after CEO Stephen Elop demonstrated features including “floating lens” technology that adjusts for camera shake and six lenses that help produce sharper images. The Finnish mobile phone maker is pinning its hopes for a comeback in smartphones on Microsoft Corp’s Windows Phone - an operating system that is struggling to compete with Google’s popular Android system.
While regular mobile phones still account for the bulk of its shipments, smartphones are viewed as crucial for its long-term survival because of their higher margins and increasing demand for web access from mobile phones. Jo Harlow, Nokia’s executive vice president in charge of smart devices, said the growing popularity of photo and video sharing meant more consumers will want better cameras. “Taking pictures is in the top three things people do with a smartphone. It’s a relevant feature to be focused on,” she told Reuters. “To stand out you have to differentiate.” The new Lumia’s 41-megapixel count far exceeds those of the iPhone 5 and Samsung Galaxy S4 Zoom, at 8 and 16 megapixels respectively. It is also higher than some compact cameras, although higher megapixels do not necessarily mean better photos as factors such as lens quality also affect the end result.

The meeting started with a discussion for donations regarding the natural disaster that happened at Uttarakhand, which was brought up by the IRCS, Zunheboto in which the board decided to donate for the cause and leading by the chairman, the department of Forest, Treasury, Supply and Irrigation & Flood Control decided to donate Rs. 10,000 each and that all the other departments will follow suit and later donate the collected amount through the IRCS Zunheboto unit. Some of the important agendas discussed were, productive use of LADP for Zunheboto district, construction of Bharat Scouts & Guides Zunheboto Unit building at Nerhema, Kohima, setting up of State Bank of India (SBI) branch at Aghunato where the representatives of SBI gave a brief report on the current position of procedures that are being done at the moment. In the meeting ADC Zunheboto Anthony Ngullie emphasized that a better co-ordination should be there from elite departmental officers like BDO’s, CDPO’s, DPRO and the Church leaders. rticle 371A is an unparallel and unique provision given to the Nagas by the Idian Constitution and the government of India. It is nothing short of “Land independence” as I have earlier written. This was a gift given to the Nagas as a “Special provision with respect to the State of Nagaland- .” This special provision starts with the words: “ (1)Notwithstanding anything in this Constitution-(a) no acts of Parliament in respect of…(iv) ownership and transfer of land and its resources, shall apply to the State of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decides.” The word “Notwithstanding” is defined by the dictionary as “In spite of.” This means-in spite of whatever the Constitution of India might declare as law and binding on its citizens, no such legal implications shall apply to the state of Nagaland as far as land ownership and transfer of land and its resources are concerned. That is- unless the Legislative Assembly of Nagaland by a resolution so decides. If this is not land sovereignty then what is it? This in fact is a special extra constitutional provision which cannot be challenged even by the Constitution of India or the Indian Parliament. Now, as the present State Government of Nagaland and all its sympathizers’ fights to defend this special provision with respect to oil extraction in Nagaland, I wish them the very
best. I for one will be watching with the keenest interest as all the best legal and political brains are inside the state machinery and its infrastructure. As for us Naga nationalists, we will continue to fight for political sovereignty because land sovereignty without political sovereignty is like a dead man supposedly possessing lands. By this, I mean to say- that though we have been given land sovereignty by India through Article 371A, even our very right to life has been taken away by Acts and Regulations like the Assam Maintenance of Public order Act 1953, Assam Disturbed Area Act 1955, Armed Forces Special Act 1958 and Nagaland Regulation Act 1962 etc. This Acts states in no uncertain terms that any Naga can be shot to death even on mere suspicion. (For detailed information, please refer to The Naga Saga pp345-352 under the chapter Fundamental rights, special provisions and their counter nullifying Acts and Regulations in operation in Nagaland.) In conclusion, the question I want to pose to every Naga citizen is this: When our very right to life has been nullified under these Acts and Regulations, what is the point of having an extraordinary right to land ownership and its resources? After all a dead man or a man under the death sentence has no use for any lands except a 6 by 3 feet plot of land to bury him! Kaka D. Iralu

using theater to explore talents of deaf children
Dimapur, July 12 (mExN): Students of Deaf Biblical Ministry (DBM) Dimapur performed at the IMC Hall Dimapur this evening in a theatrical performance titled “The Wedding”. Product of a one month workshop, trained under Lytel Feathers, a Film & Theatre production Ltd., it was a premier show that not only highlighted important social issues but also displayed the immense acting talent of the children. Twenty-six children cleverly used Theater as a powerful vehicle to develop powerful argument for social issues prevalent in Nagaland. Addressing the gathering, DBM administrator Amongla stated that for the past month, the theatrical workshop was conducted under the guidance of Bendang Walling and team. Taking the opportunity to bring together deaf and hearing impaired children, she expressed admiration for the dedication showed by Bendang Walling and his team and stated that the children have benefited from them. She also shared that acting comes naturally to the children and it is a language they understand and is close to their heart. Sharing personal experience of the

also dancing, sketching, Origami, and learning so many new things meant we were never bored,” they said. The students also shared, “The workshop taught us to be bet-
ter people, and through this we understand how important it is to love respect and incorporate one another by being together. We can achieve greater things than being alone. Even though we missed out vacation, it was an extremely enjoyable experience.” A visibly emotion charged Bendang Walling, the man behind the concept and direction also said that the production happened with zero fund, and with just the assistance of few sponsors. “It is with passion and interest of Lytel Feather team that the play was successfully held,” he said. Cleverly written and directed, the forty minutes play was very well presented with even tiny nuances not forgotten. Witnessing the evolved play, one observed how imaginative the children were, bringing out relevant themes of extortion, environment, family issues etc. It also underlined the fact that there are many ways of communicating, and that expressing with gesture is more truthful and honest. On a Friday night with attractions of Polar Lights and Incipit concert gigs in town, “The Wedding” was definitely a more enjoyable and artistic experience of the evening.

Finance dept notifies on Nagaland VAT Act, 2005
Kohima, July 12 (Dipr): The Finance Department (Revenue Branch) has notified that, in exercise of sub-section 6 of Section 12 and 22 of the Nagaland Value Added Tax (VAT), 2005, Nagaland govt has made amendments to the Nagaland VAT Act, 2005. The existing Schedule VII which prescribes the tax on work contracts will be substituted by the following: Schedule VIII [See section 12 (5)]

The Department in another notification stated that, in exercise of the powers conferred by sub-section 6 of Section 12 and 22 of the Nagaland Value Added Tax Act 2005, Government of Nagaland has made the following amendments to the Schedules of the Nagaland Value Added Tax Act, 2005. In the existing Schedule V, the words “all tobacco and tobacco products other than manufactured tobacco, bidis and tobacco used in the manufacture of bidis” listed in Entry 154 shall be substituted by “all tobacco and tobacco products”. The VAT rate shall stand increased from 15% to 18%. The notifications issued by Addl. Chief Secretary & Finance Commissioner, Toshi Aier further stated that these notifications shall come into force from the date of its publication in the official Gazette.

Superhero or Supervillain? If science gives people superpowers, will they use them for good or evil?
F
rom invisibility to superhuman strength to telekinesis, a wave of emerging technologies promise to give people powers once reserved for comic-book characters. Which raises an important question: If humans become superhuman, will we turn out to be superheroes— or supervillains? You might think the answer would depend on each individual’s moral compass. Batman uses human-enhancement technologies to fight crime because he loathes injustice, while the Joker uses them to wreak mayhem because he’s a psychopath. In reality, though, most people possess the capacity for both good and evil. Which one wins out at any given time depends not only on our genes and our upbringing, but the circumstances in which we find ourselves. For Peter Parker, a shy and neurotic kid, the transformation into Spider-Man brings out a deep sense of social responsibility. For Otto Octavius, once a respected scientist, becoming Dr. Octopus means becoming a vengeful megalomaniac. Comic books typically provide pop-psychological back stories to explain the choices each character makes in response to the pressure of being extraordinary. But what if it also turns out that some types of powers inherently lend themselves to altruism, while others make us more likely to lie, cheat, steal, or kill? Last year, Stanford researchers recruited 60 volunteers for an experiment on how virtual superpowers could influence moral decisions. In an immersive virtual-reality simulation, 30 of the subjects were granted the power of flight, like Superman, while the other 30 rode as passengers in a helicopter. Each volunteer had the same mission—to cruise over a city following an earthquake in search of a stranded child. The experiment was rigged so that everyone would find the boy in the same amount of time and save his life. After the simulation, an experimenter sat down to debrief each subject. As they talked, the experimenter “accidentally” knocked over a canister full of pens, then waited five seconds before beginning to pick them up. The volunteers in the helicopter group took an average of six seconds to start helping clean up the spill, and some didn’t pitch in at all. But those in the Superman group jumped right in, with most coming to the experimenter’s aid even before she started gathering the pens herself. The findings suggest that acquiring a superpower can spark benevolent tendencies. Give someone Superman’s abilities, and she’ll start to behave a little more like Superman. Clinical psychologist Robin Rosenberg, who helped design the experiment, said its outcome supported her hypothesis that people might treat an extraordinary ability as a sort of gift that brings with it a responsibility to help others. That’s an encouraging finding, particularly in light of Lord Acton’s maxim that power corrupts.
But wait—what if the researchers had given their subjects a different superpower? Rosenberg’s co-author, Stanford communications professor Jeremy Bailenson, explained that they chose the power of flight partly because it seemed like a classic “do-gooder” sort of ability. “We thought about giving them Xray vision, but that would have been a little creepy,” he noted. It would be nice to think that morality emanates from the sheer goodness of people’s souls, but research has consistently shown that people behave far better when they think they’re being watched. In a 2010 study, Newcastle University researchers found that just hanging posters of a pair of staring eyes on the walls of a cafeteria was enough to cut littering in half. That’s why Rosenberg, who has written a book on the psychology of superheroes, draws a distinction between visible powers and stealth powers. Soaring above the masses is a highly conspicuous activity, so it would behoove the flyer to be on his best behavior. X-ray vision is stealthier—you could use it for nefarious purposes without making a scene. The ultimate stealth power, of course, is invisibility. Its promise is that of impunity— the ability to do things that would otherwise get you in trouble. In Plato’s Republic, Glaucon recounts the story of an otherwise decent shepherd who came into possession of an invisibility ring. Unable to resist temptation, he used it to seduce the queen, kill the king, and claim the crown for himself.* H.G Wells’ invisible man went on a similar spree. And in a classic episode of This American Life, John Hodgman went around asking people which superpower they’d prefer: flight or invisibility. Those who pondered invisibility couldn’t

resist premeditating a slew of illicit deeds. One fellow was so spooked by his own impulses that he ended up changing his answer to “flight” because the mere thought of invisibility “leads me down a dark path.” Powers that inherently violate other people’s autonomy, like mind control, would also seem to lend themselves to abuse. A utilitarian might be able to dream up some applications that redound to the public welfare, but the German philosopher Immanuel Kant would argue that mind control is immoral no matter how it’s used. Mind-reading would be similarly invasive. A form of telepathy that required both parties’ active participation, on the other hand, might be stealthy, but it would be fundamentally social and consensual. That ups the odds that it would be used for virtuous ends. Other powers, like supreme intelligence, time travel, and indestructibility, are morality-agnostic and could be employed equally for good or ill. Likewise incredible strength, which Bruce Banner’s Hulk uses mostly for good but which also bedevils him by amplifying the consequences of his rage. That example suggests another way of looking at the risks and benefits of humanenhancement technologies. By definition, they enable people to transcend their natural limitations. That can obviously be a good thing, but it also carries heightened risks, because civil society and human morality have evolved against a background in which those constraints are taken for granted. That’s why emerging technologies like drones and 3-D printing scare so many people—they enable behaviors that our laws and norms have not evolved to regulate. Imagine the panic that would ensue if hypothetical superpowers like mind-reading suddenly became widely available. It’s probably fortunate, then, that we’re nowhere near as close to the technological singularity as Ray Kurzweil would have us believe. We have jet packs, but they’re grossly impractical. Headlines about real-life invisibility cloaks tend to be exaggerated. Muscle suits so far are clunky enough that they’re only really useful for people with disabilities. Brain-computer interfaces let you move things with your mind, but only if you’re willing to undergo brain surgery and practice for months just to feed yourself a bite of chocolate. Promises of super-longevity or immortality are premature. That said, each of these human-enhancement technologies, and several more that Slate will explore in the coming weeks, are progressing at various rates along a path that could someday lead to real-world viability. Before they do, it might be wise to take a little time to think about whether each one is likely to make people better—or just more potent. (Source; Slate Magazine)
Why is there so much salt in processed foods?

he Institute of Medicine concluded this week that there is no reason for people to keep their sodium consumption below 1,500 milligrams per day, as had been previously recommended for most adults. The panel’s approved level of 2,300 milligrams per day, however, is still far below the average of 3,400 milligrams of sodium that Americans consume per person per day, much of it from processed foods. Why do processed foods have so much salt? Because salt tastes great. Salt is often lumped together with fat and sugar, two other ingredients that humans find irresistible. (Michael Moss’ recent best-seller, Salt Sugar Fat: How the Food Giants Hooked Us, has an excellent discussion of the power of salt.) But one of those things is clearly not like the others. Sugar and fat are indicators of high caloric content, something that would have helped our ancestors survive. Salt is required only in small amounts, so it’s not entirely clear why we love it so much, or why we love so much of it. But we clearly do. Young people love salt. Old people love salt even more. Infants crave salt. It’s not surprising that food manufacturers pile salt into their products. Commercial food-makers, indisputably, use more salt than we do at home. Al-
most all of the top sources of sodium in the American diet—including meat pizza, white bread, cheese, hot dogs, ham, ketchup, white rolls, and flour tortillas— come from
foods typically purchased in prepared form. There are several possible explanations for this. After years of nagging from public health experts, home cooks may hold back on salt for dietary reasons. Some commentators believe that packaged foods have higher salt content because they are otherwise bland, perhaps due to a lack of freshness. That’s possible, but the Explainer is skeptical. There’s little evidence that salt-free processed foods would be otherwise flavorless, and, besides, restaurants that use fresh foods also salt their foods well above homecooking levels. The more likely explanation is the quasi-addictive effect of high salt consumption. Food sellers don’t just want you to like their products, they want you to crave them in increasing quantities. The more salt a person eats, the more salt he or she wants. In 2011 researchers at
Philadelphia’s Monell Chemical Senses Center found that babies who eat salty, starchy foods almost immediately begin to crave salt at higher levels. There are even indications from rodent studies that a mother’s salt intake, transmitted to
her baby in breast milk, can affect its salt cravings later in life. Perhaps even more importantly for the processed food industry, people who lower their sodium intake for just two to three months experience a measurable decrease in salt cravings. In 1937 Irish-born physician Robert Alexander McCance convinced several colleagues to join him on a salt fast and to further

reduce their internal sodium levels with heavy exercise and sweating. After several days, they had very little appetite and their experience of flavor completely changed. McCance claimed that rinsing his mouth with sodium restored the taste of food, suggesting that salt is an important contributor to our interest in any foods, not just those with high salt levels.

or nearly 16 years the Government of India and the Naga underground outfit — National Socialist Council of Nagalim (Isak-Muivah) have been holding peace talks but a final solution to the six-decade old Naga political problem still remains elusive. These talks have kept alive the hopes of a resolution of the long drawn conflict. However, other than the representatives of the two sides engaged in these seemingly endless talks, nobody has any idea when and how they are going to strike the much awaited peace deal, given the complexities of the issues placed on the table. Against Naga underground outfits’ assertion of sovereignty and independence of the Naga people, India’s persistent efforts have been to make the Nagas accept Indian Constitution by weaning away the Naga leaders and masses from the influence of the underground outfits, either by coercion or through persuasion. New Delhi hoped desperately that Naga insurgency would lose steam after the creation of a separate state for the Nagas in 1963. To the utter dismay of the political leaders and bureaucrats in Delhi, the problem was only compounded and the Naga insurgency emerged stronger despite internal feuds leading to multiple organisational splits, when Delhi made attempts to find a military solution to the conflict. Authored by Harish Chandola, a veteran journalist with vast experience of covering conflicts in Africa and Asia, the book tells engaging stories of engagement of Indian political leaders with the Naga underground leaders as part of efforts by both the sides to draw the curtain on the insurrection in Naga-inhabited areas of northeast India. Translated from Hindi by Raji Narasimhan and Harish Chandola, the book gives the readers a blow-by-blow account of the peace negotiations that took place after the first ceasefire between Delhi and the Naga rebels fighting for independence, from 1964 to 1968 but failed to hammer out a mutually acceptable solution. It has also brought to light the crucial role played by the Indian bureaucracy in shaping the course of peace negotiations, which instead of finding solutions to the vexed Naga political problem made it more complicated and how the talks were bogged down in accusations and counter accusations. The author gave up his job as a journalist in Cairo in 1964 at the request of the then Prime Minister Lal Bahadur Shastri and went to Kohima to assist the Nagaland Peace Mission comprising former Assam Chief Minister Bimala Prasad Chaliha, veteran political leader Jaya Prakash Narayan and British priest Reverend Michael Scott which tried to broker peace between the representatives of the Naga underground government and the Government of India by bringing about a ceasefire and halt to 10 years of bloodbath. The author, whose association with northeast began in 1955 as a journalist covering the region, has accused the Indian bureaucracy of sabotaging the efforts of the Peace Mission, which, he claims, helped both Delhi and the Naga underground leaders to come together, for negotiations and finding a peaceful solution. He has elaborated how the bureaucrats managed to create a barrier between Naga underground leaders and the Political leaders in Delhi to scuttle the peace talks. Chapter 15 titled “Delhi Talks” unravels the complexities of the peace negotiations between Delhi and leaders of the Naga underground leaders with
Chandola narrating the deliberations between Prime Minister Indira Gandhi and the delegation of the underground Federal Government led by self- styled Prime Minister (Ato Kilonser) of the parallel government Kughato Sukhai in detail and throwing light on the various factors that stood in the way of talks yielding fruitful results. The deliberations at the several rounds of talks between Indira Gandhi and Naga underground leaders reveal that the Naga rebels insisted on India accepting that Nagas are a nation and that they have the right to national sovereignty. At the same time they were keen to establish links and relations between India and the Nagas. However, when the Naga leaders insisted on India speaking up its mind on the outline and the contours of the relations between the two, Indira Gandhi evaded a direct reply and told them that the issue needed detailed discussions, which, however, did not materialse. “The talks had become a formality. Government participants did not pay proper attention to what the Naga delegation was saying. Nagas had reduced their emphasis on Independence and sovereignty and talked about the Peace Mission proposal of self-determination. But the government said self-determination was possible only if the Nagas gave a prior assurance that it would lead to their remaining in India… whoever came to negotiate with the Nagas said just one thing: accept the Indian Constitution. Nobody tried to explain what it contained. The implementation of Indian Constitution in Nagaland had been very brutal, leading to raids on villages, searches, arrests, interrogations, forced labour, disappearance and killings. All these were not in the Constitution..,” observes Chandola when he critically analyses the reasons for the breakdown of the peace talks and the “mistakes” committed by the Indian government in its policy towards the Nagas and Nagaland. Repetition in the 428-page book, divided into 19 chapters, as admitted by the author himself, distracts a reader but only momentarily as the narratives include details of failed negotiations, and the author’s acquaintances with political leaders including Prime Ministers Lal Bahadur Sastri and Indira Gandhi, officials of the Indian bureaucracy — some of them posted as Assam governors after their retirement from Indian Civil Service, Naga underground leaders, and members of the Peace Mission. If You’ve Ever Posted Anything Embarrassing on Facebook, Now Is the Time to Hide It

or the past six months, a select group of Facebook users have had a chance to try out the site’s hyped “Graph Search” function. For those unfamiliar with it, Facebook’s Graph Search function is kind of like a regular search function, only more complicated. But the bottom line is that it indexes everyone’s public posts, likes, photos, interests, etc. to make them as easy as possible for everyone else—from friends to exes to cops to advertisers to your boss—to find. Facebook opened Graph Search to a limited audience earlier this year, but it’s rolling it out to everyone over the
next couple of weeks, starting today. So if you were waiting for the right time to go through your privacy settings and hide the embarrassing stuff before the whole world sees it, you can stop waiting. The right time is today. Some have called Graph Search a privacy nightmare, because it takes information that was hard to find and makes it easy to find. For instance, if you for some reason hit “like” on the page of radical Islamic cleric Anwar al-Awlaki three years ago, your name and face might now pop up when someone at the FBI gets the bright idea on a slow day to search Facebook for “people who like Anwar alAwlaki.” I wrote in January about a London-based prankster who came up with a slew of other provocative examples, some of which are funny and others a little frightening. If Graph Search is a privacy nightmare, it’s sort of like the kind in which you find yourself out in public with no clothes on. The bad news is that what’s
seen can’t be unseen. But the good news is that it won’t happen if you’re already dressed. That is, Graph Search won’t take any information that you had set to private (or "friends-only") and turn it public. So if you don’t want strangers to see your profile’s naughty parts, you can go to your Facebook privacy settings right now and cover them up. There’s an easy way and a hard way to do this. The (relatively) easy way is to click “limit past posts,” which will turn all of your old posts to “friends only” in a single swoop. But if you want some things to stay public, or to be visible to friends of friends, you’ll need to do it the hard way, which is to click “Use Activity Log” and go through all of your old posts one by one. Oh, and you’ll also want to double-check the privacy settings on your “About” page, which controls who can see the basic information on your profile. Again, the basics are: 1. Go to your privacy settings and check who can see your future posts and
past posts. 2. To hide individual posts or likes, click "Use Activity Log" and scroll down through your history, editing the privacy settings for each one as you go. 3. To check who can see your profile information, go to the About page on your profile and click the "edit" button next to each category. For those who want more details, Facebook has a couple of videos explaining the process, while Business Insider has a handy step-by-step guide. If it all sounds a little confusing, that’s because it is. But if you care at all about your privacy and aren’t ready to take the ultimate precaution, it’s worth the trouble to spend an hour or two doing it now in order to prevent future humiliation. As a bonus, reviewing your activity log will make you more familiar with how the site’s privacy settings work, so you can be more careful about how you use it in the future. That goes for you, married men who like Ashley Madison. You know who you are—and soon everyone else will too.

Neoliberalism & public unrest: Time to make the connection Mandeep Tiwana
T
he people are angry. In Turkey, Brazil, and most recently again, Egypt, thousands have taken to the streets to voice their anger and frustration at the lack of social and economic justice. Political and economic elites, working in tandem, have managed to neutralise the aspirations of ordinary people, in part spurring the disenfranchisement driving the protests. Whether it is the removal of subsidies protecting the poor against inflation and price shocks in Egypt, or the enormous cost of hosting high profile sporting events in Brazil at the expense of social services, or government plans to commercialise a beloved public park in the heart of Istanbul, the headlong embrace of neoliberal economic policies by governments is likely to cause further dissatisfaction and unrest across the globe. Neo-liberalism, using a dictionary definition, as a "modern politico-economic theory favouring free trade, privatisation, minimal government intervention, reduced public expenditure on social services etc.," reduces the responsibility of the state while promoting privatisation to favour those with access to resources and influence. It is playing havoc with the lives and livelihoods of ordinary people. Despite mainstream perceptions, the sad reality is that free markets don't automatically regulate themselves nor do they naturally respect individual or community rights. In Indonesia, people are choking from fires set by agricultural companies to clear forests to allow mammoth palm oil plantations to flourish. In the United States, popular demands for effective gun control are being blocked by congressmen bankrolled by the arms industry. In Ethiopia, thousands have been displaced through forced villagisation programmes to make way for agricultural companies that want to make land more "productive." In Spain and in Greece, public property such as hospitals and airports are being sold to private players to make the economy more "nimble." In the UK, frustration is mounting about tax evasion by transnational corpora-
tions whose turnover exceeds the GDP of many countries, while the average citizen continues to dutifully pay their fair share of taxes. Around the globe, people are getting increasingly frustrated by governments going out of their way to ensure an enabling environment for big business while making drastic cuts in public spending on social welfare. This is fuelling alienation among electorates, spurring protests. Of great concern, is that those seeking to expose the nexus between governments and big business are being subjected to various forms of persecution with state complicity. In Cambodia, land rights activists opposing official plans to forcibly acquire land for big companies have been subjected to brutal attacks by security forces and lengthy prison terms. In Honduras, peasant farmers' groups involved in land disputes with companies have been subjected to murderous attacks. In India, peaceful activists ideologically opposed to the government's economic policy have been charged under draconian laws of being members of outlawed terrorist organisations. In Canada, nonprofit groups opposed to the conservative government's policy of loosening environmental restric-

While this taking on the husband’s name is extremely romantic when one is married, shedding it becomes a humongous bureaucratic nuisance when one is divorced. It’s like the buzzing of a fly you can’t kill and the road ahead is not easy at all. The inescapable fact is that the changes have to be done legally. From the passport to the pancard, forms have to be filled in triplicate with accompanying proofs and sent off

Widening income inequality Worryingly, while the power of transnational corporations has expanded exponentially, income and wealth disparities are threatening to tear societies apart. The World Economic Forum's 2013 annual survey of global risks identifies severe income disparity as a key concern likely to manifest itself over the next decade. The International Monetary Fund's Managing Director has admitted that the top 0.5 percent of the globe's population holds 35 per cent of its wealth. Civil society group, Oxfam estimated that in 2012, the world's top 100 billionaires earned enough money to end poverty four times over. CIVICUS, the global civil society alliance has argued in its annual report that the discourse on inequality is becoming commonplace with the 1 percent vs the 99 percent meme entering the mainstream. But despite the grave warnings from civil society, governments and financial institutions continue to spin arguments about
the need to privatise services when they should be focusing on how to make the public sector fit for purpose. Shockingly, during a global economic downturn, political leaders and captains of industry have together managed to subject ordinary people to double jeopardy: having to pay taxes to the state and then having to fork out profit-adjusted higher costs for privatised health, education, public transport, telecommunications, road works, electricity, water supply and so on. These services are indeed governments' responsibility to provide as part of the social contract between citizens and the state. In the past, the political and economic elite have erroneously sought to deride the occupy movements, indignados and anticorruption protestors as fringe elements without clear vision or majority support. But with greater numbers of people taking to the streets to voice their dissatisfaction against corruption, environmental degradation and top down austerity policies, decision makers have a reality check staring them in the face. But will they right the ship on neo-liberal economic policies when they are privately profiting from it? Perhaps citizen action will help answer that. (Source: Al Jazeera)

Another friend is saddled with the name of a man she hates. There were too many legal documents with that identity and changing all of them would amount to sheer stupidity. So she

ne of the first things you notice when you come into India from abroad is a sign over one of the immigration and passport control counters at the airport which says 'Diplomat/ Official'. This particular counter gets precedence over all the others, including the one reserved for those who have paid extra and have travelled First or Business Class. The 'Diplomat' part of the sign is easy enough to understand. Diplomats have diplomatic passports which exempt them from visa and other regulations that apply to ordinary passports. But 'Official'? That's less easy to understand. As 'Diplomat' has been given separate mention, 'Official' obviously does not refer to a member of the foreign diplomatic corps.

Does 'Official' — and the special status which goes with that designation — refer to people holding political office, like MPs and MLAs? Does it mean bureaucrats, and other public sector employees, like the chairman of Bharat Heavy Electricals Limited (BHEL), or a ticket checker on the Rajdhani, or a street sweeper on the payroll of the Mumbai municipal corporation? Does 'Official' refer to members of the judiciary, or the law enforcement and security services, like the police, and CBI, and RAW, or those belonging to the defence forces? Though in terms of role, function and hierarchy of pecking order, all these categories of people are very different from each other, they have one thing in common: in some way or the other, at a higher or a lower level, they have an 'Official' sarkari identity; in some measure or the other, small-
er or larger, they can claim to be 'Official' representatives of the state, and as such to be accorded distinction from 'ordinary' nonsarkari citizens. In reality, of course, neither the chairman of BHEL nor the Rajdhani ticket checker, or indeed most of the others mentioned, would be given preferential treatment at the airport passport control counters; most of them would have to queue up at the counters meant for 'ordinary' aam janata, which includes you, me and the guy next door. But what that 'Official' sign — which is one of the first things you see when you come into India — reveals is a sarkari mindset, a mindset that differentiates between those who can claim some association with the sarkar, no matter how tenuous or modest, and those, the rest of the population, who are relegated
to the non-sarkari, non-'Official' status of 'ordinary' citizens. The sarkar looks after its own. Barring elected politicians, no sarkari employee, from the highest to the lowest, can be sacked, even if they don't work. They are assured of dearness allowance, and pensions, and a host of other benefits. No wonder that a sarkari job — or even a connection with someone who has a sarkari job — is a coveted acquisition to boast about. But hold on a minute. In a democracy — in a government of the people, for the people and by the people — aren't all government officials supposed to be public servants, and serve the people? So how come these supposed 'servants' of the people become the 'masters' of the people, and lord it over us? That's the open secret of our 'Official'dom: there's nothing 'Official' about it.

Did ‘absolutely right thing’ in 2002 riots AhmedAbAd, July 12 (PTI): Gujarat Chief Minister Narendra Modi has described himself as a “Hindu nationalist” because he was a born Hindu. “I am nationalist. I’m patriotic. Nothing is wrong. I am born Hindu. Nothing is wrong. So I’m a Hindu nationalist. So yes, you can say I’m a Hindu nationalist because I’m a born Hindu,” he told Reuters news agency in an interview in his official residence in Gandhinagar. The Gujarat strongman was asked as to who was the “real Modi” - Hindu nationalist or a pro-business Chief Minister? “As far as progressive, development, workaholic, whatever they say, this is what they are saying. So there’s no contradiction between the two. It’s one and the same image,” he said. The Gujarat Chief Minister said that he had done “absolutely right thing” in 2002 when the state was hit by riots and that an SIT set up by the Supreme Court had given him a “thoroughly clean chit”. In the rare interview to Reuters news agency, Modi was asked if it was frustrating when many people define him by 2002. He responded by saying that he would feel guilty if he had done something wrong. “Frustration comes when you think ‘I got caught. I was stealing and I got caught.’ That’s not my case.” Asked if he regretted what had happened, the Gujarat strong man was quoted by Reuters as saying that the Supreme Court had created a Spe-
cial Investigating Team which in its report had given him a “thoroughly clean chit, a thoroughly clean chit”. “Another thing, any person if we are driving a car, we are a driver, and someone else is driving a car and we’re sitting behind, even then if a puppy comes under the wheel, will be painful or not? Of course, it is. If I’m a Chief Minister or not, I’m a human being. If something bad happens anywhere, it is natural to be sad.” Modi was asked if he had done the right thing in 2002. “Absolutely. However much brainpower the Supreme Being has given us, however much experience I’ve got, and whatever I had available in that situation and this is what the SIT had investigated,” he replied. Answering a question about being regarded as a polarising figure, Modi cited the example of Democrats and Republicans in the US to emphasise that polarisation was “democracy’s basic nature”. Asked whether he believed India should have a secular leader, the Chief Minister said, “We do believe that. But what is the definition of secularism? For me, my secularism is, India first. I say the philosophy of my party is ‘justice to all, appeasement of none’. This is our secularism.” Queried how he would persuade minorities, including Muslims, to vote for him, Modi said he saw all voters as Indians and he would not like to divide the country.
Modi should apologise for 2002 remark: Congress
New delhI, July 12 (IANs): The Congress Friday condemned Gujarat Chief Minister Narendra Modi’s remarks on the 2002 communal riots and demanded an apology from him. In an interview to a foreign news agency, Modi had said he had done “absolutely the right thing” during the 2002 riots and that even if a “puppy comes under the wheel” of a car, one felt sad. “We condemn such comparison. He should apologise to the nation,” Congress general secretary Ajay Maken said in a statement. According to the Congress, “there was no place for such comparison in a civilised country and the remark was against the ethos of India”. “We condemn such pervert mentality,” said Maken. The Congress reminded the Gujarat chief minister that even then prime minister Atal Bihari Vajpayee had asked him to follow his ‘Rajdharma’ (duty of protecting the subjects). “Why such statements are being made before the elections, we fail to understand,” said Maken.

7 dead, more than half a million affected by Bihar floods
Centre to seek review of barring jailbirds from elections
PATNA, July 12 (IANs): More than half a million people have been affected by floods in Bihar, which have so far claimed the lives of seven people and forced thousands to flee their homes, officials said Friday. Hundreds of villages in Purnea, Kishanganj, Araria, Katihar and Muzaffarpur districts have been flooded in the aftermath of heavy rain. Rains were heavy also in neighbouring Nepal, the catchment area of the rivers flowing into the state. Bihar Chief Secretary Ashok Kumar Sinha told reporters that the floods have affected more than 1.98 lakh people in Kishanganj and 2.94 lakh people in Purnea. Besides,over one lakh people were affected in Araria, Katihar and Muzaffarpur districts. Sinha said five deaths occurred in Kishanganj, and two in Purnea. The state government has announced compensation of Rs.1.5 lakh to the kin of each of those killed. Bihar Chief Minister Nitish Kumar expressed serious concern over the alarming flood situation, and directed officials to open relief camps and speed up rescue operations in affected areas, an official in the chief minister’s office said. According to officials of the disaster management department, two teams each of National Disaster Response Force (NDRF) and State Disaster Response Force (SDRF) have been deployed for rescue operations, and officials concerned have been alerted. The water resources development department has directed its engineers to keep a 24-hour vigil for the protection of embankments. With water level rising in the rivers like Mahananda, Bagmati, Kamla Balan, Gandak, Budhi Gandak and Kosi since Wednesday, hundreds of other villages in over half a dozen districts face a threat of flooding. Bihar Water Resources Development Minister Vijay Kumar said all embankments were safe, and there was no need to panic. He said the eastern Kosi embankment, which had breached in 2008, flooding five districts of northern Bihar, was totally safe. “The embankment was strengthened and breach repair work was completed,” he said. In 2008, more than three million people were rendered homeless in Bihar when the Kosi river breached its bank upstream in Nepal and changed course.
PANAJI, July 12 (IANs): The central government will approach the apex court to review its judgment barring jailed politicians from contesting elections, the head of a parliamentary committee on law said here on Friday. Addressing a press conference in Panaji, Goa’s lone Congress Rajya Sabha MP Shantaram Naik also said that the Right To Information Act would also be amended, either during the forthcoming Parliament session or by ordinance, to ensure that political parties are kept outside the ambit of the information law. “The government will approach the (Supreme) Court and request it to review its judgment,” Naik said, adding that the Congress would take the lead in the matter. He did not rule out an all-party approach on the issue, and argued that the judgment would be politically misused by those in power. “An opposition politician will be put in police custody by the ruling people, and then his political career would be finished,” the chairman of the parliamentary committee on law said. In a landmark judgment on Thursday, the Supreme Court barred politicians who were in lawful custody, whether convicted or not, from contesting elections. This judgment accompanied another ground-breaking verdict, which disqualifies politicians from contesting elections if they are convicted by trial courts, even if they have gone in appeal. Naik also said that the United Progressive Alliance (UPA) government would either by amendment or by ordinance, alter the Right to Information (RTI) Act to ensure that political parties continue to stay exempt from the ambit of the law. “If the deadline given by the Chief Information Commissioner (CIC) to political parties to appoint a public information officer is close, we may even issue an ordinance,” Naik said, adding that there was a general consensus amongst political parties that the RTI Act should not apply to them.A recent chief information commissioner’s ruling bringing seven political parties under the RTI Act and asking them to appoint a Public Information Officer was met with united opposition from the political class.
Heavy rain throws life out of gear in Mumbai
mumbAI, July 12 (PTI): Heavy rain continued to lash Mumbai and adjoining areas for the second day on Friday, impacting movement of suburban trains and vehicular traffic and throwing normal life out of gear. Mumbai suburban railway, the city’s lifeline, was in disarray with water overtopping the tracks at several places on the Western, Central and Harbour lines, railway sources said. Tracks have been flooded at several places including Chinchpokli, Vikroli, Sion and Masjid on Central and Harbour lines and several trains are running late. On Western line, suburban services have been suspended between Nallasopara and Virar, sources said. Waterlogging at several places including Dadar, Parel, Sion and Kandivali resulted in massive traffic snarls, hitting office goers badly. Weatherman has forecast frequent spells of rain or showers over the next 48 hours. While Mumbai city received 36.5 mm of rain, suburbs recorded 59.2 mm of rain till 2.30pm. Tulsi lake, one of the major reservoirs in the city has started overflowing. A high tide measuring 4.26 metres has been predicted from 2.30pm onwards and municipal authorities said the situation could worsen in the event of continued rainfall. Heavy rain in parts of Gujarat, bordering Maharashtra, have resulted in disruption of railway traffic between Mumbai and Ahmedabad.

Cong will not declare Rahul as PM candidate: Digvijaya Singh New delhI, July 12 (PTI): The Congress will not declare Rahul Gandhi as its prime ministerial candidate in the Lok Sabha elections, senior party leader Digvijaya Singh hinted on Friday while dismissing suggestions that BJP’s projection of Narendra Modi is a challenge to it. He also did not say whether Prime Minister Manmohan Singh could be a candidate for the top post once again if the party wins next year’s elections. “We do not have a presidential form of government. Congress party does not declare PM or CM candidates before elections...Even in the Karnataka assembly elections, we had not declared any CM candidate,” Singh told in an interview. He was replying to questions why Congress was diffident about projecting Rahul Gandhi, why it should not project him and who is the PM candidate of Congress. Singh also gave indications that the Congress was not averse to doing business with the Left after the next elections and apprehended that the advent of Modi could lead to communal polarisation in the polls. Asked about BJP’s elevation of Modi as its election campaign chief, just a step short of announcing him the prime ministerial candidate, Singh said, “We are not concerned. It is not an issue with us. BJP is free to take any decision. We are in the politics of ideology and not personality...Congress party does not believe in the politics of polarisation. Asked whether Congress treats Modi as a political challenge and about Union minister Jairam Ramesh’s comments that Modi presented managerial and ideological challenge to the
party, Singh said, “The very name of Modi and before that of L K Advani give an impression of polarisation. “It is not Modi. It is the ideology of the Sangh and the BJP which believes in divisive politics. Politics of hatred and violence based on religious lines, which is the challenge,” he said. Singh sidestepped a query on whether Prime Minister Manmohan Singh could again be Congress’ PM candidate. “First the country has to give us a mandate again and then the parliamentary party and the party chief have to take a decision in consultation with elected MPs,” he said. To a question on whether Left Front, which supported the UPA I government from outside is a natural ally of the Congress, Singh said, “We had very good experience for the first four years of working with the Left in UPA I but unfortunately Left made a big issue of the nuclear bill” and withdrew support to the government. “My own perception is that with Left, we know the parameters in which we work together. It is easier to work with the Left because we know the parameters in which they work, “ he said. About the political fallout of the JD(U) walking out NDA in Bihar and whether it can be a part of UPA, Singh said this is an issue which has to be considered by the Congress high command. “Nitish Kumar did not resign when there was an accident in Godhra and he was railway minister though Ram Vilas Paswan had resigned. Now he (Kumar) has taken a positive step, which is of course a very bold step, which we are appreciating.
“My own view is if he had shown this courage in the last Bihar election, the BJP would not have got so many seats and BJP would have landed in the same position as in Odisha where Naveen Patnaik asked them to leave the coalition,” he said. Asked as to whether RJD was its natural ally in Bihar, Singh said it was for the Antony committee to decide. He also rejected suggestions that UPA II’s image suffered a jolt and cited Congress victories in assembly elections in Uttarakhand, Himachal Pradesh and Karnataka, the states it wrested from the BJP. “If the image is so badly hit, why the votes of Congress increased in every election post 2009 except in Goa and Bihar. “While the Congress has added more than 100 seats in the earlier tally in the Assembly elections, BJP has lost not only states like Uttarakhand, Himachal Pradesh and Karnataka, but also lost more than 90 seats since the last Lok Sabha election,” Singh said.

Edward Snowden seek asylum in Russia
MOSCOW, July 12 (AP) : NSA leaker Edward Snowden wants to seek asylum in Russia, according to a Parliament member who was among about a dozen activists and officials to meet with him Friday in the Moscow airport where he’s been marooned for weeks. Duma member Vyacheslav Nikonov told reporters of Snowden’s intentions after the meeting behind closed doors in the transit zone of Moscow’s Sheremetyevo airport. A photo attributed to a Human Rights Watch representative who attended the meeting was posted on the Guardian and other websites, in the first image to appear of Snowden since the newspaper broke the story of widespread U.S. Internet surveillance based on his leaks. Snowden is believed to have been stuck in the transit zone since June 23, when he arrived on a flight from Hong Kong, where he had gone before his revelations were made public. He had been expected to transfer in Moscow to a Cuba-bound flight, but did not get on the plane and had not been seen in public since then. Snowden earlier made an initial bid for Russian asylum, but President Vladimir Putin said he would have to agree
to stop leaking secrets about U.S. intelligence before asylum would be considered. Snowden then withdrew his bid. Venezuela, Bolivia and Nicaragua recently have offered him asylum, but it is unclear if he could fly to any of those countries from Moscow without passing through airspace of the United States or its allies. Dmitry Peskov, the spokesman for Putin, told Russian news agencies after the announcement Friday that Russia has not received a new bid for asylum from Snowden and that Putin would continue to insist that Snowden stop leaking information The activists at the meeting included Sergei Nikitin, head of Amnesty International’s Russia office, and Tatiana Lokshina, deputy head of the Russian office of Human Rights Watch. Also taken into the meeting room were Russia’s presidential human rights ombudsman Vladimir Lukin, prominent attorney Genri Reznik, and Nikonov. They came after an email in Snowden’s name was sent on Thursday. On Facebook, Lokshina posted the text of the email, which says in part that Snowden wants to make “a brief statement and discussion regarding the next
steps forward in my situation.” Hundreds of journalists flocked to the airport, but were kept in a hallway outside the meeting area which was behind a gray door marked “staff only.” It was not clear if Snowden would have to come out that door or if he could exit by another route. The text of the invitation did not directly address the offers of asylum, though it expressed gratitude for asylum offers and says “I hope to travel to each of them.” It accuses the United States of “an unlawful campaign ... to deny my right to seek and enjoy this asylum.” Reznik said before the meeting that he expected Snowden called for it in order to seek asylum in Russia. How much the human rights organizations could influence a Russian asylum bid or other aspects of Snowden’s dilemma is unclear. Putin takes a dim view of non-governmental organizations’ involvement in political matters. But an appeal by Snowden to internationally respected groups could boost his status and give Russia a pretext for reconsidering asylum. Russia has said it cannot extradite him because by remaining in the transit zone he is technically outside Russian territory.

MALIBU, JULy 12 (AP): Former Chicago Bulls star Scottie Pippen is being sued over a fight last month at a Southern California restaurant that left an autographseeker hospitalized with a head injury. The $4 million lawsuit filed on Thursday in Los Angeles Superior Court says 49-year-old plaintiff Camran Shafighi simply asked Pippen for a photograph for his girlfriend's 12-year-old son. Instead, the suit says, Shafighi got a "brutal and unjustified physical attack" that included spit in the face, a shove, and a punch that sent Shafighi to the ground. "At no time did or could Mr. Shafighi physically provoke
or fight back, as he was knocked unconscious with the first blow," the lawsuit says. Sheriff's officials, who were still investigating the incident, said Pippen voluntarily came into a station to be questioned and was cooperative. He was not arrested and no charges have been filed. Investigators at the time said Pippen had been dining on June 23 with his family at Nobu, a restaurant on the beach in Malibu frequented by celebrities. Shafighi was taking pictures of Pippen inside the restaurant then outside in the parking lot, investigators said. Sheriff's spokesman Steve Whitmore said several witnesses
described Shafighi as intoxicated. An argument ensued that led to violence, investigators said. Shafighi was taken to a hospital with a head injury, treated and released. A phone message left after business hours for Pippen's attorney Mark Geragos was not immediately returned. The 47-year-old Pippen won six NBA titles with Michael Jordan and the Bulls, and in 1996, was named one of the NBA's 50 greatest players. He was inducted into the Basketball Hall of Fame in 2010. Pippen serves as special adviser to the Bulls' president and chief operating officer.

International cricket returns to Guyana stadium
GeorGetowN, JULy 12 (IANS): Guyana cricket officials say the National Stadium at Providence is nearly ready to host two One-day Internationals between Pakistan and the West Indies from this weekend. Pakistan and the West Indies meet Sunday and Tuesday at Providence in the first two of a five-match series. Guyana has not hosted international matches in close to two years as a result of the dispute between Guyana Cricket Board (GCB)
and Government of Guyana following the body's controversial elections in 2011. The last international game played here was between the same opponents on May 5, 2011. The venue has been a scene of activity with workers applying finishing touches to various areas at the stadium including the media centre which is being repainted. “Everything will be in place for cricket on Sunday, we are putting all systems in place for the matches
and we are in the process of putting in the finishing touches at the stadium,” said Anthony Xavier, general manager of the Guyana National Stadium. “The only challenge at the moment is in the parking area which was used for the building expo clear; however, the Ministry of Hosing and Water has promised to have that area cleared by Friday." Officials say the providence ground has the best drainage system among the international venues in
the West Indies and is among the fastest drying grounds in the world. BanGKoK, July 12 (aP): Manchester United expects striker Wayne Rooney to be sidelined for a month after injuring his hamstring in a training session ahead of a friendly against a Thailand All Stars team in Bangkok. Rooney flew back to England in the early hours of Friday morning, having been in Thailand less than 24 hours. "Following a scan ... on a hamstring injury sustained in training, it has been decided that Wayne Rooney should return home immediately for further assessment and rehabilitation," a statement on the Manchester United website said. "It is anticipated he will be unavailable for selection for a month." Though the club expects a month-long layoff, Rooney himself was playing down the injury. "Gutted to have picked up a niggling injury, especially as training was going so well, heading back to Manchester to have it assessed fully but early indications are nothing to wor-
ry about," Rooney posted on his Facebook page. The injury was not only a major setback for Rooney's preparation for the coming Premier League season but also a problem for new manager David Moyes as he will be prevented from experimenting with different forward combinations in framing a gameplan for the post-Alex Ferguson era. United was already short of options up front for the Thailand game, with Rooney's fellow striker Robin van Persie on an extended break. Van Persie is due to join the team in Australia for the next leg of their preseason tour. The absence of Rooney and van Persie means Danny Welbeck is likely to be the front man for the game against Thailand All Stars on Saturday evening at the Rajamangala National Stadium. Port of SPain, July 12 (ianS): A beaming India's skipper Mahendra Singh Dhoni said after leading his team to an amazing victory in the tri-series final against Sri Lanka that he backed his instincts to get 15 runs in the last over to clinch the match. Dhoni in his post-match remarks Thursday said he knew any bowler who was going to bowl the last over would not be as experienced as Lasith Malinga and he backed himself to get the required runs. "I knew I could look forward to getting the 15 runs in the last over as Shaminda Eranga was an inexperienced bowler and my instinct worked today," Dhoni said. Dhoni said he had to change his bat twice in the closing stages of the match as he needed a heavier bat. Dhoni, who pushed his deputy Virat Kohli ahead to receive the $60,000 winners' cheque and the Celkon trophy along with him as Kohli had led the side to the final, said he was blessed with a smart cricketing sense in assessing the situation.
