DTE informs DIMAPUR, AUGUST 13 (MExN): The Directorate of Technical Education has informed that all NEET-2013 candidates provisionally selected for the undergoing MBBS course are hereby informed that allocation of eight MBBS seats at NEIGRIHMS Meghalaya has been received. Therefore all provisionally selected MBBS candidates interested to avail MBBS seat at NEIGRIHMS are requested to report to the Directorate of Technical Education Nagaland on August 17 by 11:00 a.m for counseling. Candidates who do not report will not be considered for posting at NEIGRIMHS. The DTE also informed that the last date for admission to NEIGRIHMS is August 20. It further said that any NEET- 2013 candidate not selected for any course and desirous of availing one seat in B-Tech (Dairy) at NDRI Karnal may report to the same office on August 17. The DTE added that in case of multiple candidates, selection will be on the basis of NEET 2013 merit.

DIMAPUR, AUGUST 13 (MExN): An eleven year-old minor was sexually molested by a sixty year-old man in Dimapur. The incident occurred in Lakeview colony on August 12 but was reported to the police only the next day. The accused, one Joginder Singh, made sexual advances at the victim reportedly in an inebriated state. The accused and the victim’s family are tenants of the same building. According to the police, the accused called the victim to his apartment at around noon on August 12. He then forced himself on the girl, kissing and touching her inappropriately. The girl managed to free herself and told her parents, who later informed Lakeview Colony Youth Organisation. The organisation then reported the matter to the police. The accused was handed over to the police on August 13 and a case was registered. Medical examination ruled out rape but clear bite marks were evident on the cheeks. Further investigation is on, police said.

On August 14, 1947, a young Naga man was deputed at 8am to send a telegram addressed to the Secretary General of the United Nations Organisation, signed by members of the Naga National Council (NNC). The telegram that cost Rs. 300 declared, “ … The Nagas will be independent …” 12 copies of this were made and sent to various leaders and governments by way of information. Telegram services might now have been withdrawn but a declaration of independence cannot be. “On August 15, India was going to declare its independence, and to declare independence a day later would have made us secessionists. That is why August 14 signifies the beginning of Naga rights,” explains General Thenoselie Keyho, a driving force behind the NNC. “People and times change, but history does not.” For a range of young Nagas, 66 years into “Naga independence,” the course of history signifies an equal range of perceptions. For some, August 14 is a day to introspect on a history of militarization; for others, the present has made the past dissolve. “August 14 automatically connects me to the larger freedom of South Asia from colonial rule. But it also reminds me that like the Naga people, there are others who are divided by boundaries, in Kashmir and in Punjab,” reflects Dr. Dolly

Kikon. For her, August 14 matters because “we cannot forget the militarization and the loss of freedom.” For the Naga people in what is now Burma, these factors have made August 14 melt to oblivion. Systematic abuse, fear, hardship and the complete lack of rights in Burma has “disqualified” the significance of a Naga Independence Day. “Forget about the Day, people cannot speak about the Naga movement in public,” reveals Ke Jung, a Naga student from Burma. But he doesn’t blame only the Government for this treatment—many Naga nationalists forgot the Naga people of Burma, rarely “standing by” them in times of despair. “We need encouragement from the Naga people everywhere. Despite differences, we are one,” asserts Solomon Theibung, a social worker from Somra region in Burma. On the Indian side, oneness has remained elusive. Factional feuds, ritual and rhetoric have left many “emotionally disconnected.” There is a general perception, explains Dr. Pangernungba, that people are losing their sense of pride and dignity as a people. Reasons are many: money orientation, factions, leadership, a prolonged ceasefire, etc. have taken away “our sense of Naganess.” But there are more entrenched reasons, iterates Dr. Kethoser Aniu Kevichusa. “The Naga people have become economically and politically dependent on others. This might help us live in the short term but not survive in the

long term.” The “mere observation” of a Naga Independence Day, according to Adani Peter, Editor of Senapati-based Hornbill Express, will not bring this “sense of Naganess” back, considering “not an inch” of this “independence” has been achieved in the past 66 years for the Nagas in Manipur. But this August 14 brings along a silver lining. “Voices of resentment, as well as change, are showing up through creative social movements. Time has come to change and the Naga leadership must listen to these voices,” asserts Dr. Pangernungba. And there is unity brewing elsewhere. “Many Nagas in India could not see or feel to date what the Nagas of Burma were going through or vice versa. Through Facebook, that can now change,” offers Dr. Achan Mungleng. Putting up a Naga flag as a profile picture expresses the notion of nationality in new ways and the Naga youth worldwide can now observe August 14 through technology. Today, young Nagas are seeking ways to (re) define the values of August 14. To mark this reality, there is a need to (re) discover a definition of the self, both intrinsic and with respect to others. As Dr. Dolly Kikon affirms, Naga Independence Day should define, as should the rest of the year, the kind of relationship the Naga wants to forge with her neighbours. Because “this relationship also defines our identity as a people.”

MOKOKcHUNG, AUGUST 13 (MExN): Congress Legislative Party (CLP) leader Tokheho Yepthomi asked party workers at the grass-root level to inspect the school education system, especially with regard to the number of teachers, the mid-day meal schemes, the SSA & RMSA funds so that the Congress party can act upon any anomalies. The CLP leader, who toured Mokokchung district with other Congress MLAs and NPCC officials, held a meeting with Congress party leaders in the district at the Gorkha Community Hall here today. Tokheho expressed concern over the poor performance of government schools especially with regard to HSLC and HSSLC Board Exams. He said that the number of students passing out HSLC in 1st Division from Government schools were only 424, while the number of students at private schools stands at 14,943 for the period 2008-2013. This poor performance of the government schools is despite the fact that the government has appointed 5,977 Primary and Graduate teachers during the period 20092013 (Primary teacher – 3,893; Graduate teachers – 2,084). In this connection, Tokheho asked the Congress grass-root workers in the ACC level to inspect and verify the number of teachers in the schools in their constituencies and submit the report to the Nagaland Pradesh Congress Committee (NPCC), so that the

party can take up the issue. He also asked party workers to check the mid-day meal scheme, the implementation of the SSA and RMSA projects and find out if there are any anomalies. The NPCC will take up the issue as per the feedback garnered from the grassroot level, he added. Meanwhile, Tokheho said that he is touring the district as per the recent directive of the All India Congress Committee (AICC) which said that the Pradesh Congress Committee, District Congress Committee and the Assembly Constituency Congress Committee should have monthly meet-

ing at their own levels for proper political coordination. He disclosed that the purpose of the tour was to highlight the Ordinance on Food Security Bill which will be launched by the UPA Government on August 20, 2013 on the occasion of Rajiv Gandhi’s birth anniversary. The CLP leader lashed out at the DAN Government for financial mismanagement and strongly denied the “DAN government’s allegation that the Congress party goes to Delhi and ask the central government to stop funds to the state government.” Saying that the NPF Government could not prepare works programme for the year 2013-2014, Tokheho added that there is a huge financial mismanagement from 2009-2010 to 2012-2013. He asserted that the Government could not maintain the state financial discipline for the last 10 years rule as per the recommendation of the XII Finance Commission and Planning Commission and added that there is also a huge Balance Credit Revenue (BCR) negative of Rs 1401.29 crores in the last three years 2010-2013.

Naga People’s Front Dimapur Division undertook the task of repairing the potholes on the road stretch from DC Court junction to Tragopan point, as a part of their social work. All NPF office bearers, members from different wings of the NPF and party workers devoted their time in filling up the potholes with gravel and stones. DimaPuR, august 13 (mExN): The Tsiesema Youth Organization (TYO) carried out a massive social work under the theme of ‘Civic mobilization’ of clearing the Peducha-Tsiesema road on August 10. Peducha-Tsiesema road is a bypass connecting NH-29 and NH-02. It is 17 km shorter for vehicles plying from Dimapur to Tseminyu, Wokha, and Mokokchung etc. TYO, Tsiesema President Mhalelhou Mere in a press release stated that the lifeline of these places has been affected owing to major landslides in many pockets and giving horrifying moments for the vehicles and passengers plying on this road. This has compelled the TYO to deploy about 200 volunteers to clear the roads using JCB, Tipper trucks and Tata mobiles. About 10 KM stretch of raid has been clear off that has been grounded with landslide mud. The TYO appealed to the concerned department to have a sympathetic approach towards maintenance of the road in the larger interest of the public.

While encouraging peace channel in Tuensang and Zunheboto to stand firm for peace, Imnanokden said, “I personally feel that the movement has been giving me lots of platforms

Thus, I should say that those who criticize the movement, they need to learn more about it and I suggest the best way to learn about the movement is to be part of it.” Viboli Zhimomi, volunteer from Dimapur encouraged not to lose heart and stand firm against all evils. Kabil from Dimapur said, “We need not be ashamed of doing good to our school, family and society through the training on Peace Education by the movement.” Yepli Yepthomi also expressed her support saying, “Just keep doing the good work of promoting peace in our land.” I Vizo Nagi stated ‘we all need to stand firm to fight against anything that destroys our friends and family to lead a peaceful life.’ Kikim Mergret Thangeo encouraged them to stay calm and be proud of yourself as a member of peace Club. ‘GTA to be repealed soon’ Manipur celebrates ‘Patriots Day’ DArjEElINg, August 13 (IANs): Even as public curfew cripples life in the Darjeeling hills, the GJM Tuesday said a unanimous decision has been taken to repeal the hill development body Gorkhaland Territorial Administration (GTA) soon. The Gorkha Janmukti Morcha (GJM) is likely to pitch for Birkhu Bhushal as interim chief executive officer of GTA to fill up the post which fell vacant following party chief Bimal Gurung's resignation. Gurung quit July 30 to concentrate on the Gorkhaland movement. The decision was taken at a GJM central commit-

tee meeting in the wake of West Bengal Chief Minister Mamata Banerjee's assertion that if the second man in GTA does not take command after Gurung's resignation, her government would fill up the post. With GTA Deputy Chief Executive Ramesh Ale not agreeing to take charge, there was much speculation the state government's nominated GTA member Durga Khorel may be appointed. "The state has given us a letter to choose a chief executive in three days, otherwise the government will appoint their own chief executive. Do we want a chief executive of GTA to be from

the state or someone from our own community? The issue of GTA and its chief executive is only for a limited period as our final goal is Gorkhaland," said Gurung. The GJM decision is believed to be aimed at staving off any such event. Meanwhile, Gurung spoke of repealing the GTA in a facebook post. "The GTA will be repealed but at an appropriate time. In an all-party meeting (Monday) we have decided that GTA should be repealed soon. It was a unanimous decision taken by all parties," Gurung said. Armed with more powers than its predecessor -

the Darjeeling Gorkha Hill Council formed in the late 1980s - GTA was created July 18, 2011 via a tripartite agreement signed between GJM and the state and central governments. Following the central government's green signal for creation of a separate Telangana, the GJM intensified its separatist movement. The chief minister Saturday issued a 72-hour deadline to GJM to withdraw the stir. Retaliating against Banerjee's ultimatum, the GJM has clamped a twoday public curfew in the region beginning Tuesday. Claiming the ultima-

tum was by Calcutta High Court and not Banerjee, GJM said it would continue its stir but in accordance with the norms laid by the court which has directed the state government to prevent forcible shutdown. GJM has announced a four-day relaxation, beginning Aug 15, in the indefinite strike called Aug 3 to press for Gorkhaland. The government has started distributing rations for people, rapidly running out of food stocks. Food and Civil Supplies Minister Jyoti Priya Mallick is also likely to reach the hills to monitor distribution of ration.

IMPHAl, August 13 (NNN): Two noted environmental based NGOs of Manipur in a joint memorandum to the Forect Advisory Committee (FAC), Ministry of Environment and Forest, have expressed objection to the idea of having a separate forest clearance for the forest impacts in Mizoram side due to the proposed construction of 1500 MW Tipaimukh Hydroelectric Multipurpose Project (THEP). The Citizens’ Concern for Dams and Development (CCDD) and the Committee on the Protection of Natural Resources in Manipur (CPNRM) in a joint memorandum addressed to Jude Sekhar, chairperson of the Forest Advisory Committee, Director General of Forests and Special Secretary, Ministry of Environ-

ment and Forest, Government of India, New Delhi, said the land and the forest to be destroyed by THEP in Mizoram belong to the Hmar indigenous people, handed over to them by their forefathers and ancestors from generations. "We would like to point out that the forest clearance for the impacts in Manipur side has been rejected by the FAC of the MoEF in its hearing of July 11-12, 2013 due to the disproportionate and irreparable impacts of the proposed 1500 MW THEP in Manipur and also due to widespread objections of affected peoples and community organizations to Forest Clearance due to lack of adequate and detailed impact assessments," the memorandum reminded. Both Manipur and Manipur Mizoram falls in the

Indo-Burma Biodiversity Hotspot2, a globally recognized area with rich and diverse flora and fauna species3 and any irresponsible statement of the absence of any endemic species in the area does not have any premise and is a clear disrespect of the large number of scientific studies, findings and also applications as well on the unique floral and faunal diversity in the region. The CCDD and CPNRM then requested the FAC to also recommend the full implementation of the World Commission on Dams and all the provisions of the UN Declaration on the Rights of Indigenous Peoples, 2007.

AIZAWl, August 13 (NNN): The government of Mizoram and the Hmar Peoples Convention-Democratic (HPCD), Mizoram Region are scheduled to resume talks on August 14. Sources informed Newmai News Network in Aizawl that leaders of the Hmar militant outfit have arrived today in the Mizoram capital Aizawl for the talks. The August 14 talks will be held at Conference Hall, Tourist Lodge, Chaltlang in Aizawl. The scheduled Wednesday talks between the Mizoram government and that of HPC-D, Mizoram Region will be held after the July 18 talks stalemate between the

two parties in Aizawl. Interestingly, the current term of Suspension of Operation (SoO) between the government of Mizoram and the HPC-D, Mizoram Region had not been extended after its expiry on July 31 due to the July 18 talk stalemate. However, on the request of the Mizoram government to the Hmar outfit to have talks on August 14, the ground rules of SoO have been maintained by the Hmar outfit. HPC-D has three regions, viz, Manipur, Assam and Mizoram with different technical objectives but politically, it is for safeguarding the rights of the Hmar community spreading in these three states.

AgArtAlA, August 13 (IANs): Two more "border haats" (markets) will be set up this year along the India-Bangladesh border to boost local trade and peopleto-people contacts between the two countries, a Tripura minister said on Tuesday. Two border haats were set up along the Meghalaya border in 2011 on a pilot basis and these are now operational. "Two border haats will be operational this year at Kasba in western Tripura and Sabroom in southern Tripura. Two more border haats would be set up at Dharmanagar and Kamal-

pur in northern Tripura subsequently," Industry and Commerce Minister Jitendra Chaudhury said. The northeastern State of Tripura shares an 856-km-long international border with Bangladesh, which shares a 4,095-km border with India's five States - West Bengal, Assam, Meghalaya, Mizoram besides Tripura. "Dhaka and New Delhi are keen to set up eight more markets along the India-Bangladesh border in the northeastern states," Bangladesh Foreign Secretary Mohamed Mijarul

Independence Day boycott called in Tripura by NE militants AgArtAlA, August 13 (PtI): Tripura's 856 km border with neighbouring Bangladesh has been sealed and security strengthened in view of 11 militant organisations calling a boycott of Independence Day celebrations. Patrolling has been intensified in hilly and insurgency prone areas of the state and special deployment has been made in about 100 km off the border in remote areas of Dhalai and North Tripura district, Director General of Police, S Balasubramanium, said on Tuesday. The BSF has also been alerted to ensure that militants do not enter Indian territory through the Tripura border, he said. IG, Police Control Nepal Das said, all precautions like regular checking of vehicles and increased security in guarding vital installations have been taken. Security has also been stepped up at the civil secretariat and Raj Bhavan besides the residences of ministers and VIPs, he said. The 11 militant outfits of the Northeast region, six from Manipur, three from Assam and one each from Meghalaya and Tripura have jointly called for the boycott of the Independence Day from 1:00 am to 5:30 pm.

Abducted Officials Released

IMPHAl, August 13 (NNN): The two officials of Manipur Government’s Horticulture Department who had been reportedly abducted by suspected Kuki militants near Kanglatongbi bazaar under Sekmai Police Station in Senapati district August 8 were freed this afternoon. Horticulture Department officials Assistant AO Maibam Priyokumar, 56, a resident of Yaiskul Janmasthan in Imphal West district, currently posted as manager at Regional Progeny Orchard, Maram, and Assistant Subject Matter Specialist Wangkheirakpam Ibopishak, 50, a resident of Nongmeibung in Imphal East district were freed by their abductors in Kanglatongbi area around 3:30 pm. Disclosing the ordeal, Wangkheirakpam Ibopishak said they were kidnapped by three armed militants on August 8 night near Kanglatongbi bazaar. They were then put inside a vehicle by the abductors closing their eyes with clothes, he said. They carried them up on a hill and they had to stay there in their custody for five days, he added. He said the abductors spoke in Kuki dialect but they were not harassed or tortured by them during the five nights of captivity at the militant camp. The militants refused to reveal about the kidnapping, Ibopishak said, adding they neither disclosed their group. At around 3:30 pm, the abductors arranged a Maruti van which brought them to Imphal and then they reached home in the late afternoon, he added.

6 minors held for rape of 10-year old girl

sHIlloNg, August 13 (PtI): Six minor boys have been forwarded to the juvenile board for allegedly raping a class II girl on the outskirts of Shillong, police said. The police action came after a complaint was filed by the principal of St Rose Secondary School at Umpling. According to the school principal, a nine-year-old student had confided to friends in his class that he allegedly had sex with the victim. The friends then informed the class teacher. During initial enquiry, the minor boy told the police that five other boys aged between 12 and17 from other schools had also allegedly had sex with the 10-year-old victim. The six students were charged under section 376 (rape) of the IPC and forwarded to the juvenile board, the police said. The sources also said they were on the look out for the stepfather who allegedly raped the girl for the past several months.

‘Let us march forward with courage’ The 67th Naga Independence Day Speech Delivered by Brig. (Rtd) S. Singnya, Kedahge, Federal Government of Nagaland on 14th August, 2013 Dear countrymen,

On this historic day as we celebrate the birth of our nation, the 14th of August 2013, I bring greetings to you on behalf of the Federal Government of Nagaland. We give thanks to our Almighty God for His unfailing love and protection to all through these years of trials and tribulations. On this day, 67 years ago, our leaders declared independence from any foreign occupation who desire to forcefully suppress our inherent God’s given right and freedom. From then on, Naga as a Nation has come a long way fighting the forces both within and without clinging on the very foundation of our rights and dignity. Our journey has been a tedious one. Our will and determination have brought us hardships and many sorrows but we have persevered. This is the spirit of Naga nationalism! Thus, as we celebrate this momentous day, I bring greetings to you, my countrymen and women. I salute and honor your sacrifice for the cause of our nation. Let those who try to suppress our rights and freedom as a nation mark these words, “Nagas will never give up our rights to be forever free, and my government, the Federal Government of Nagaland will never bog down to sell our historical and political rights to the politics of convenience because we live by the conviction that Nagas are born free and therefore, are destined to live as a free nation”. Until such day, my fellow Nagas, we must stand united and we must not betray the hopes and aspirations of our forerunners. The pages of our history had been written with blood and sacrifice. Many precious lives both young and old, men and women had vanished from our sight, wives left widowed, children left fatherless and orphaned. As we walk down the lane of history we see the split of blood all over our land. We can still smell the smokes and feel the ashes as we

wade through the Naga villages. Pain and suffering are written all over the faces of my generation. But those have become our strength because there is no regret for the sacrifice we made for a noble cause. This is our strength and today we celebrate our dignity on this Independence Day. We must be thankful to God for His guidance throughout this long protracted struggle. Though our patience and tolerance, our wisdom and intelligence, our unity and integrity have been challenged time and again, God has never let us down in our journey. My fellow countrymen and women, we must not give up on God because He has never given up on us. We follow the chart of His plan that Nagas will be one day. I believe that He suffers with us and desires to see us free. In this our prayer should be persevered that this day may hasten in our history. Our struggle has been a time tested one. The forces against us are insurmountable from human points of view. Many have given up and have joined the band opposing us. But in the formation of a nation, we cannot be short sighted. A nation cannot be born overnight. It also demands from us a display of patience and tolerance. In our struggle, we must not fall short of the past glory upon which the foundation of our nation has been laid. No new principles can overtake the founding principles our National movement. We cannot afford to succumb to the ideals and language of our tormentors. We must be tactful in this; if they seek to divide us we must work against it to unite, if they seek to destroy us, we must come together to build. We should not try to buy time and allow other people to dictate us. We are free and we will be free indeed! Today, in the process of our struggle for sovereignty, some have become weary of our history. History no longer speaks for itself because the understanding of history has been diluted and compromised. But to my government, history remains as integral part of our movement. It is our story and this must be told over and over again because in it we find our rightful place as a nation and the very being of our existence. Human wisdom and arguments will never alter the course and the facts of our history. And this story, we must always safeguard. The declaration of our Independence on 14th August, 1947

is strategic. It is a moment in our history to tell the world that Nagas were always free and never under the domain of any nation, be it our neighbors or other nations across the seas. I t is a declaration of claiming and reclaiming our legitimate right to be free as we were from time immemorial. The attestation of this historic declaration was followed by the voluntary historic Plebiscite on 16 of May, 1951. What followed thereafter was the formation of a federation of the then divided Nagaland at the first historic Tatar Hoho which convened by the Naga National Council on 22nd of March, 1956. The Hoho unanimously ratified the Articles enshrined in the constitution, enabling the Nagas thereafter to act with legal authority. Accordingly, The Naga National Council (NNC) representing the then Naga Hills District and the Honking Government, representing free Nagas, freely and willingly merged into a single Federal Republic, as a result, the Federal Government of Nagaland was set up. This tells us of the fact that, our political foundation rest on the will and mandate of the people based on Naga system of democracy. To betray this would be anathema. This is our story, but there forces working against us to erase the facts. The voices to discredit our grand story come in many forms, one such is the voice of denial and the other is the compromising voice. Our Naga Nationalism is not born out of modern definition but of ancient belief of who we were and what we should be. We cannot be cowed down to speak the language of modernity for the founding members of our national movement know nothing beyond the knowledge of freedom as being free from interference and manipulation. If others think that we are integral part of their existence, let them first learn to honor our rights as a free nation. This day must do, because for the Nagas, this is fundamental to peaceful coexistence among nations and with our neighbors. It must therefore be known that the delaying tactics and the divide and rule policy of the mighty India cannot buy off our struggle to be free. Today, on this historic occasion may I remind the nation that we cannot afford to further the fragmentations that is already destroying the Nagas. Let us rise above our own selfish motive, self righteousness and justification for the sake of the Naga nation.

Our unity and our resolute decision to go on as one people is the only legacy that we can leave to the younger generation. Though we long for a lasting and honorable solution, this must not be done at the mercy of suppressing our fundamental rights and political will which have dragged the movement for six decades and a half and is still continuing. This is a long struggle when put in the context of our suffering both physically and mentally but anything short of political sovereignty would mean suicidal and a tragedy for the generations to come hereafter. My government will pursue the path of reconciliation at any cost for this is the will of the people. We are willing to continue our dialogue at the table prepared for the Political Groups by the Forum for Naga Reconciliation (FNR). But let it be known now and after that we will never become the victim of submitting the mandate of the people at the mercy of those who are trying to derail the reconciliation process with their political interest at the expense of modernizing our historical and political rights. My government will go to any length to protect the historical and political rights of the Nagas. The achievements of the FNR guided by the Supreme God must be acknowledged and applauded. They have achieved much, yet much is to be attained. We still have many miles to walk. At times our sincerity is questioned which has compelled our journey to be a long-drawn-out process. But we will not be disheartened as long as we make a forward movement. We have committed ourselves to move towards unity and so we shall continue to honor our commitment to the covenant of reconciliation and the Naga Concordant. As long as we believe in each other and the brotherhood that we share, our commitment will not weaver. If the will of God desire that His people unite for a common cause of the Nagas, we will do so at any cost. I must put on record the contribution of FNR for their commendable work, by initiating a move towards Naga Unity through peace, and also by bringing the various Naga Political Groups to a common platform to hammer out the differences so that opposing views and ideologies could be accommodated. The outcome is that, today is our society; fratricidal killings among various factions have diminished

to a very large degree. Our nation is grateful to FNR. The Naga political movement has come of age. But at times we see patience and tolerance running low. How can a house that is divided move forward? Are we not making our tormentors dictate us? It is appalling to see Nagas been manipulated and used for the benefit of others! We are tossed back and forth as if we will detach ourselves from the path and root from which we took off. We must work together to avoid the blunders and mistakes we have made in the recent past. Let us learn the lessons which we must learn, discard things which we must discard and put on things which we must put. And the only way to do so is to listen each other with an open mind through the spirit of forgiveness and without forgetting our history. But what is forgiveness if we cannot respect each other? At this point of time, we must be willing to exercise our patience if the situation demands. Let us not grow weary to narrate our story again and again because our enemies are working hard that we do. As we celebrate this historic day in the history of the Nagas, may I remind you that our journey is far from over! Much has been sacrificed but until we achieved our goal much will be demanded. We must stay strong and united. What are we today is because of the selfless sacrifice of our patriots who laid down their lives so that we might carry on the baton till we reach our destination. To those souls who gave their yesterday we salute you and pay our homage to you. In giving out the rewards and commendations to the deserving national workers today, I salute the entire recipients and also congratulate everyone in service of the nation for standing steadfast unmoved by the luring promises. May your exemplary deeds be a source of inspiration and encouragement for more patriotic Nagas to come forward and respond to the great call of the nation. Let us hold fast the torch passed onto us by our forerunners. Let us dissect ourselves from the path of destruction to the path of peace and reconciliation. Let us march forward with courage until we find our rightful place in the history of the world, as makers of our own history and molders of our own destiny. God Bless You! Kuknalim

‘We look forward to the future without worry’

My dear countrymen, I send my warmest greetings to our people as Nagaland commemorates the 66th.Anniversary of Naga Independence Day. The Naga people declared their right of Independence before the British had relinquish their power to modern India. Therefore, historically, India cannot claim Nagaland to be part of India. There was no written treaty between Nagaland and Great Britain. So there is no question of a ‘hand over’ of Nagaland to India. When members of the Simon Commission visited Nagaland in 1929, the Naga Club members on behalf of the Nagas, reminded them that the Nagas should be left alone to determine for themselves their ancient right to Independence. The Nagas submitted a memorandum to His Majesty’s Government stating their rights. Before India had formally declared her independence from Great Britain, they sent the Constituent Assembly of India to Kohima in May, 1947 led by Mr. Gopinath Bordoloi and met the Naga National Council leaders to join the Indian Union. The offer was refused. Then the following month in June the Nine Point Agreement was given to the Naga National Council by India through Assam Governor Sir Akbar Hydari. Therefore, it was crystal clear that India fully understood Nagaland was not a part of India. India invaded Nagaland from 1954 onwards, which was against their non-violence principle. Under the leadership of the visionary Naga leader, A.Z. Phizo, the Nagas fiercely defended their country without outside help. Ceasefire was brought about by the Peace Mission and a Ceasefire Agreement was concluded between the Federal Government of Nagaland and the Government of India in 1964. The talks started between the two nations to solve the conflict. The talks came to an end when the Government of India refused to accept the sovereignty of Nagaland. Sovereignty is not a commodity and it is not a tool to bargain with. The Indian Government abrogated the Ceasefire Agreement on August 31, 1972 and their armed forces terrorised the people of Nagaland once again to submission. In the course of time, concerned individuals in Kohima set up a Peace Council to alleviate the situation. There, the much publicised ‘Shillong Accord’ came about. Fortunately, at this particular time there was an Emergency declared in India where their Constitution was suspended. An ‘Accord’ has to be between two nations with their respective leaders signing the agreement. This ‘Shillong Accord’ was not signed between the Federal Government of Nagaland and the Government of India. Without justification, certain persons misled some of our people and even killed their own fellow men. The conflict between Nagaland and India is not a political problem. Because it is neither a political blunder on the part of the Nagas nor territorial dispute at any time between Nagaland and India. Aggression is not a ‘political problem’. Over the last thirty three years, there is a political chaos going on created by the enemy to make it appear to the outside world that the Nagas are demanding and fighting for their independence from India. But in the heart of the Nagas, they know their true national stand. We thank God for our beautiful country. On this day we remember “Our forefathers who had laid the foundation for us to stand upon with dignity and without fear and we look forward to the future without worry or anxiety”. Let us march on and fully trust in the Lord for guidance for India to leave Nagaland and have a permanent peace in our country. May God Bless Nagaland. Urra Uvie. ‘It is imperative that we stand together’ Speech of Z Royim Yimchungrii the Acting President of Naga National Council on the auspicious occasion of Naga Independence Day of 14th August 2013 at Oking, Nagaland. Dear Naga People, By the grace of God we the Naga people, especially the national workers, have come to another year of celebration of our Naga Independence day of 14th August 2013 at Oking. This special day in our calendar is the main political landmark in the history of the Naga struggle for freedom. Let us celebrate our 14th August with rejoicing and prayer to God Almighty in commemoration of our National heroes who laid down their lives for our freedom. We remember our heroes and patriots who sacrificed all for the political freedom of the Naga people. We thank God for His sustaining grace and power in our struggle for freedom and recognition, for the extension and glory of His Kingdom. The NNC must again condemn the British Government for their betrayal of the Naga people in spite of the provisions of the 1935 Naga Hills Excluded Area Act passed in their House of Lords (British Parliament). For fear of upsetting India, the British have remained silent right up to the present day. We also condemn the political blunders of the British Government in declining to recognise the Naga Independence declaration of 14th August 1947 and the Naga National Plebiscite of 16th May 1951. These acts of negligence, discrimination and abandonment will not be forgotten by the Naga people today, in the days to come and even in future generations. The British Government was and is fully responsible for the downfall of the Naga political destiny of peace and freedom. Taking advantage of British Government’s indifferent attitude towards the Naga people, the Government of India occupied the Naga country with her military and ruled for more than half a century, suppressing and oppressing the democratic rights of the Nagas. And these political rights of the Naga people must be resolved sooner or later by the British Government, Government of India and the Government of Myanmar. The NNC must caution the Naga people to speak the truth about what is right and just. And the Nagas in general and the National workers in particular must come forward to fight for the cause of our Homeland by supporting the right political stand. As Christian citizens, they also have a duty to say what is right and wrong is wrong in the matter of Naga politics in the homeland and abroad. Otherwise, the Naga people will suffer more because of wrong political attitudes. Let us be true to our Living God, to ourselves and the people around us. Only then we will see freedom in reality. Regarding the three NSCN factions who are in cease-fire with the Government of India, NNC questions once again what they are trying to achieve. There is no purpose in having many years of cease fire and routine talks with Government of India without any political solution. Past experience has shown that the Government of India will never solve the political problems. There will be no proper solution from talks at the Government of India level. Instead New Delhi will simply watch and take advantage of the fragmentation of the Naga political groups and the strife resulting from factional killings in the Homeland. Therefore, it is best to unite first on a proper political and democratic platform. It is imperative that we stand together to raise our political problem at the international level for peace in the Region. The NNC reiterates that the NNC will always stand for the rights of the Nagas and appeals once again to all the Nagas to unite before it is too late and adopt the right political stand. Together we must raise the problem of occupation by both Governments of India and Myanmar in the international arena and find avenues for political support. This is the only way to bring a final political settlement for the Naga people who have suffered more than half a century of pain and distress. The NNC is at a very low level because of maintaining the stand of non-violence but politically it is the strongest body with the right to fight for our freedom. Our approach is the correct way to conduct the political fight for freedom in the international arena. If the Naga people want peace and a permanent political settlement, then they must support the Naga political stand which is most likely to be right and effective in the international arena. Therefore, let us rise up above all hatred, political ism, and killings and stand united to achieve our long cherished goal of freedom. KUKNALIM

NSCN (K) on Naga Sovereignty issue

he NSCN (K) always believed that, the Naga Sovereignty issue is not private business to be manipulated by certain group of people as some faction is trying to polluting the issue for their advantage. Neither it is to be pursued in the India interest. It is the Naga issue to be determined by the Nagas. The NSCN had earlier declared that, neither GOI nor NSCN (IM) can impose their secret arranged solution on the Nagas as if it is Naga solution. Today, some bureaucrats in New Delhi wrongly believed that, the GOI can forcibly impose their decision on the Nagas but their willful thinking will not work. Some of them are really negative towards Naga issue and always trying to keep Naga divided.

However in dividing the Nagas the GOI liabilities is increased. The God of heaven and earth curses them that, even their home state is not free from Naga like struggle in the form of Naxalite or Maoist. Present study clearly revealed that 80% to 85% of the Nagas lost their credibility and shaken their stance by believing factional talk and factional solution. But 10% to 15% of the Nagas firmly believe that Naga sovereignty will be indestructible seeds for sovereignty struggle. The Naga sovereignty struggle is more than thirty (30) years older than the existence of the Indian government and hence the Naga people have no share in Indian politics. For the survival of the Naga sovereignty struggle, the Naga

people does not require GOI’s permission. The NSCN (K) time and again declared that, it will not disturb any solution between NSCN (IM) and GOI but warned that, it will continue to fight for complete freedom. In regard to Naga Reconciliation, the NSCN emphasized on principle reconciliation based on historical and political rights of the Nagas. Because, politically and historically, the Nagas has every right to become a free nation. Even today, the NSCN never oppose for Naga Reconciliation but it rejects only high handedness and vengeance action of some faction. On the backdrop of some workers defecting from NSCN (K) fold to NSCN (IM) and Kehoi, the NSCN declared that, their

defection has no problem with NSCN set-up, rather, they will be a liability for acceptance faction. The NSCN under no circumstances require luxury life style workers as it is a struggle organization. Neither it require chicken hearted workers because being revolutionary group of people struggling for restoration of the past glory of the free Nagas, the NSCN is ready to face any situation even to the extent of breaking cease-fire, if situation compels. One must always remember the saying “Freedom is not free”. Group of NSCN workers who joined NSCN (IM) and Kehoi camp are committing suicide because they left one of the liberal organization and choose to become the members of most corrupted and des-

potic regime. They were great people while in NSCN but becoming negligible creature now, which is very unfortunate. Any Naga who are really born for the Naga and ready to sacrifice for restoration of the past glory of the Nagas may contact the NSCN for noble cause. On the recent granite blast at Dimapur, the NSCN (K) accused the ‘Kehoi group’ of putting wild allegation on NSCN, and clarified that it has nothing to do with the NSCN who firmly stood for Naga freedom. Rather it might be the handiwork of the Kehoi group to create fear psychosis in the minds of the Nagas in Dimapur for their easier extortion and kidnapping regime.

agas should not be afraid to Dream because when people dare to dream Dreams great things happen and the impossible becomes possible. Dreams help people guide their own destiny and make their own culture. It is through dreaming Dreams that we find our own humanness. It is when we dream Dreams that we evoke the consciousness within us to be imaginative and creative as it was meant to be. Our Dreams become our shared vision, our common vision and the path to the future. Our Dreams help us recognize that a Common Vision is possible as each person contributes to it. Weaving our dreams together is inclusive, participatory, nonviolent while supporting us both individually and collectively. Dreaming is not easy, especially in the Naga context where we have become afraid to dream Dreams. For close to 190 years at a stretch starting with the British colonial project and followed by our present political subjugation, the Nagas have been unable to freely express and exercise our self-determining capacities as peoples. Hence, it is indeed soothing to suffer peacefully and becomes effortless to slip into a state of mind where one is conditioned by all the injustices around us. Ironically, when people stop dreaming Dreams, the future becomes dim and uncertain as life is reduced to mechanical reactions to the world around us which is the current Naga reality. Nonetheless, Nagas need to gather the courage to dream Dreams and to allow new hope to arise. We can no longer be afraid to Dream, because it is by daring to Dream that we reclaim our own humanity. Nagas need to dream in order for us to be sure of where we are and where we wish to go. It is by dreaming Dreams that we can transcend our past and embrace the diversity that reflects our shared humanity. The Naga dream is a shared vision representing our way of life. It is based on the idea that the freedom of one depend the freedom of the other. In the Naga dream, freedom is not the end, but only a means to become fully whole again. It is a dream where every man, woman and child can attain their potential. It is a dream where the Naga people uphold the land, resources, environment and their neighbors to the highest human worth for mutual co-existence. The Naga dream is about renewal with creativity and uniqueness that manifests through private and public expression the yearnings and aspirations that have been denied and suppressed for so long. It can begin by enabling a collective and optimistic imagination to have its own space. In reality, the Naga dream itself becomes the road that will be made by walking and dreaming together. The Naga dream invites us to further engage in selfcriticism, to correct ourselves and to embrace the values of the shared Naga dream both in thought and in action. As dreamers, we are expected to nurture and nourish the Naga dream. The Naga dream will remain alive as long as we are weaving the dreams together.

The Audacity of Repression

N

OT much more than a week ago Vietnam’s president, Truong Tan Sang, was being warmly received in the White House by Barack Obama, the second time that a Vietnamese head of state had been so honoured since the normalisation of relations between the two old foes in 1995. The two presidents were putting more flesh on the bones of a “comprehensive partnership”, which America hopes will turn Vietnam into one of its most important allies in a region that might be becoming relatively volatile again. Eager for Vietnam’s co-operation, Mr Obama made only fleeting mention of Vietnam’s increasingly bad record on human-rights, political repression and censorship. Maybe he was hoping that after being so flattered and mollycoddled his Communist counterparts would ease up a bit. If so, he was wrong. The latest news is that in September the Vietnamese government will introduce new rules restricting all use of websites and online social media to the exchange of “personal information” only. Decree 72, as this new law is known, bans the publication of material that, according to one translation, “provides information that is against Vietnam, undermining national security, social order and national unity". It’s a spectacularly catch-all provision. The decree also requires internet giants such as Google and Facebook to keep at least one server in Vietnam itself, presumably to give the government greater control over their content. This is another uptick in the Vietnamese state’s war against dissent. Convictions of bloggers and other critics in the first half of 2013, for such abstruse crimes as “conducting propaganda against the state”, already outnumber similar convictions for the whole of 2012, according to Human Right Watch, a New-York-based lobbying group. According to some estimates, at least 46 activists, including bloggers, have been convicted this year. Decree 72 would give the state yet another powerful legislative tool of repression. It’s yet more evidence, if any were needed, that Vietnam’s government is heading in a sinister direction, quite unlike those of others in the region, such as Myanmar, Malaysia or even neighbouring Cambodia. The American embassy in Hanoi has said that it is “deeply concerned” by the new proposal. In truth America’s leverage over Vietnam’s rulers seems to be diminishing in proportion to how actively they engage Vietnam in the new comprehensive partnership. It was certainly an audacious move of the Vietnamese to announce their latest crackdown so soon after the visit to see Mr Obama. Almost cocking a snook at the superpower—just like the good old days in the 1960s and 1970s. Except then the two countries were involved in a comprehensive war rather than a comprehensive partnership.

hat makes love and politics go together? During the 2011 protests in Egypt, a couple got married in Tahrir Square. In June this year, two teachers held their nuptials in Taksim Square during protests against the Turkish government. And last month, two protestors who fell in love in the course of their involvement in the protests turned up with a thousand guests to celebrate their wedding in the same square and were dispersed by anti-riot police using water cannons and tear gas. ‘Long live the resistance, long live love’. From an anthropological point of view, these marriages – by no means unique - tell us something of interest about contemporary politics. Protest, like marriage, implies a resetting of horizons, the possible start of something new. It is through these attachments to others that we remake ourselves. The passion, commitment and emotion expressed by protestors from Zuccotti Park to Taksim Square – and well beyond – are linked to profound feelings of hope and aspiration: the desire to make the world anew. It is impossible to explain social and political transformations without linking them to personal hopes and aspirations. Politics, like love, involves an attachment to others. The I makes no sense without the you, nor the self without the other. Without a sense of others – and of our difference from them – we have no sense of self, because the not-me is a constitutive element of self. We intuitively understand this in our family relations where we often struggle to make sense of who we are, of what makes us unique or truly ourselves. We may identify with our parents, love and admire them, but we don’t necessarily want to be them or even be like them. Paradoxically, our sense of self rests in large part on understanding who we are not. If we did not have the means and the capacity to imagine relations with others both by identifying with them and by differentiating ourselves from them, we would not and could not be a self. Consequently, we live our lives in relation to others, both those who are our intimates and those who are very far away from us and whom we may never meet. I may make myself in relation to my family, but I may also do so in relation to issues of social injustice, political causes and structural wrongs such as poverty where I engage with how these things impact on other people’s lives. I term this human capacity the ethical imagination. We can immediately grasp how the ethical imagination, the manner and the means through which we imagine our relations to self and to others underpins much of what we mean by the political. There is currently an ongoing and well recognised crisis in democracy and in the character of the political - not just in how we share this world with others, and in how we imagine ourselves in relation to others, but in the very character of political agency, in how we recognise ourselves as political agents and what we believe political agency is about. Take one example. Performance artist Erdem Gunduz stood in silent vigil on 17th June 2013, for eight hours, in Istanbul’s Taksim square facing the Ataturk Cultural Centre covered in Turkish flags and a large portrait of the founder and moderniser of Turkey Mustafa Kemal Ataturk. His action prompted a group of protestors to found the ‘Taksim Square Book Club’ where demonstrators, some masked, stood silently and read books. An apparent favourite was George Orwell's 1984, but many others were reading philosophical texts and novels by Belgian, Japanese, French and German writers, as well as Turkish. Silent reflection and critical thought are a powerful riposte to police violence and state brutality, and they are part of a wider critique of democracy and the political that has emerged since 2008. It is very often said that protests such as these are media led, Twitter organised, Facebook inspired: a feature of an over connected, over mediated and overheated world. This seems to me to be a rather

he standard explanation for the prevailing sense of despondency is the "ethical and governance deficits", which, in Finance Minister P. Chidambaram's words some time ago, have characterised the government in recent times. But there is another, more potent cause. It is the absence of an inspiring leadership in the Congress and other parties, and the dearth of the Big Idea which motivates a nation. Instead, what is being witnessed is the listless, bureaucratic execution of routine jobs by various ministries without a clear enunciation of the goal towards which the country is supposed to be heading. Moreover, they seem to be working at cross-purposes. For instance, there is the curious spectacle of the environment ministry wanting to submit its own views on genetically modified crops to the Supreme Court over and above the government's petition. Evidently, the cabinet does not have the last word on the subject. Not surprisingly, this particular ministry has been held responsible by the well-known economist, Arvind Panagariya, for robbing the reforms of their momentum although the market-oriented economic measures are known to be favoured by the prime minister. The reason for this divergence of opinion is an inability of the people at the helm, viz. the prime minister and the Congress president, to evolve a consensus on the proposed path. It isn't that Manmohan Singh hasn't occasionally clarified where he stands. For instance, on the question of GM crops, and also on

impoverished way of comprehending these kinds of encounter. Such imaginative acts are precisely about reconfiguring self-other relations, but this does not mean that their outcomes are explicitly spelled out or attached to specific programmes of political change. They are certainly about acting, but they are also in that moment of doing about self-stylisation, about newly imagined relations to self and to others that lead – hopefully – to novel ways of approaching social and political transformation. Acts that are designed to stand outside cycles of violence and shift the terms of reference are the very terrain of the political. It is no surprise then that the texts that play such a prominent role in these protests should come from all over the world, and be written in many languages. Ideas and ways of thinking open up new ways of being, all of which require the recognition and deployment of differences – however small or transitory. It is these differences, the small things that otherness offers us, that open us up to change, both personally and politically. Sometimes, it can be as simple as a new word that heralds a shift in thinking or a story that makes us think again about emotions, experiences or injustices. When this happens we become other-to-ourselves because by identifying with others, however fleetingly or partially, we shift the grounds on which our own self rests. A space opens up for the ethical imagination, for creating a difference in relation to ourselves which gives us the potential to imagine new possibilities for self-other relations, for sharing a world with others, for alternative forms of the political. The media and the internet are important and very powerful in the contemporary moment, but the transformative capacity of the ethical imagination is nothing new. Since the financial crisis, we have heard a great deal about democratic crisis and the deepening processes of depoliticisation and voter apathy, where the public domain has been given over to a ghastly combination of technocratic management, the governmentality of fear and consensual policy-making. Various prophets and pundits have heralded the end of a politics based on debate and the confrontation of differences, but is this really what is happening? Dissenters point to the global Occupy movement, the Arab Spring and the wider spread of youth unrest as examples of political engagement. What is significant is the link between what is taking place in multiple locations across the globe and attempts by protestors in specific contexts to create new forms of politics through new ways of thinking both about themselves and how they should relate to others, new ethical practices. Those who criticize the Occupy movement for wanting change without having specific political programmes for change and/or decry their detailed attempts to run the movement on non-hierarchical lines completely miss this point. Occupy sought to distance itself from what preceded it, looking to a future promise of hope and possibility. The political agents who will make the future need not only a new politics, but new ways of being and doing that fundamentally reformulate selfother relations. This has always been the thrust of utopian movements, but it is also the basis for mod-

ern social movements and for politics more generally. It explains why so many movements of reform begin with intimacy and relations between women and men. Love and politics may be different kinds of new beginnings, but together they provide a virtuous circle of desire, hope, aspiration and rebirth. How does this process of remaking happen? Some of it is down to an act of will, no doubt, but much of it is about recognizing and creating difference. In the first instance, a difference from the old, from previous ways of thinking, doing and being – creating a distance from or a tiny chink in our relation to ourself. This crucial step is what opens up the imaginative and practical possibilities of relating to others differently. It explains the choice of reading matter in the book club, as well as people’s desires for their own new beginnings, their marriages, to find a symbolic resonance for themselves and others within spaces of possibility and hope. It is an attempt to rethink the horizons of the political by placing one’s own life – sometimes literally – alongside it. It is because selves emerge out of and depend on self-other relations that we have an ongoing attachment to the world that links the way we are, and the way we would like to be, to an imaginative engagement with others. Political and economic changes depend – whatever the configurations of power, political economy and resources – on our ethical imaginations, bringing new ways of seeing, feeling, being and understanding that provide further possibilities for change. References to Occupy and the Arab Spring in a host of political situations around the globe can in some instances be reflective of sustained intellectual and political engagement with ideologies, social movements and programs for political change, but in the vast majority of cases they are better seen as words or symbols that create and carry emotions and identifications. In appealing to them or deploying them, individuals and groups are attempting to create spaces for change and also to find a way of characterising themselves, of seeing themselves as agents of history. Such references capture something important about solidarity with others we have never known, but with whom we identify, their struggles speak to our struggles, and so we can make sense of our own orientation towards political change. How can we explain people’s commitment to such arduous, painful and dangerous processes? There is no doubt that sometimes symbolism and semantics are explicitly manipulated – this is often what we cynically intend by referring to something as ‘political’. But this provides little understanding of how individuals imagine and experience their relationships with others, or the forms of identification, hope and aspiration that motivate them, and make a real difference to how and why they get involved in politics. Politics depends on being attached to others and through them to the world we share. At the root of political protest is the ethical imagination, the capacity and the desire to imagine and re-imagine our relations to others and to ourselves, and to use that ability to make a difference through politics: ‘Long live the resistance, long live love’.

nuclear power plants, he has said that it is the opinion of experts which should count since these are not matters which can be decided on the streets. Yet, the government takes weeks and months to proceed on these and other issues, like FDI in retail, for instance, which was once rolled back, because the ideological background of these measures is not cogently presented. It is obvious that unless the reins of leadership are gripped by a firm hand and the ideological direction is specified, the present uncertainty will continue. Considering that the general election is less than a year away, it is however unlikely that there will be a change in the leadership style or an articulation of the Big Idea which should guide a nation, as it was when Indira Gandhi raised the "Garibi Hatao" (Banish Poverty) slogan in 1971, or Rajiv Gandhi spoke in 1984 of taking India into the 21st century, or V.P. Singh promised in 1989 to eradicate corruption. It can seem, therefore, that the Congress's unexpected victory in 2004

caught it unprepared to either select a leader with firmly held views or formulate a clear ideology. As is known, Manmohan Singh declared himself to be an "accidental" prime minister who was chosen because Sonia Gandhi refused to accept the crown of thorns. It is possible that the sudden selection left no time for either Manmohan Singh to convince the party about his right-wing views, or for the party president to signal a return to a Nehruvian past of Fabian socialism, which she seemingly favours. Hence, the drift. What is worrisome is that it isn't the government alone which is in the throes of indecisiveness. The entire political class seems to be in the grip of this malady. As much is evident from the leadership tussle in the Bharatiya Janata Party (BJP), which is unable to summon the courage to name a prime ministerial candidate. Evidently, a decade after its ouster from power at the centre and Atal Behari Vajpayee's retirement, the party has failed to fill the vacuum created by

the former prime minister's withdrawal from public life. In addition, if there are differences in the Congress on the economic line, the BJP is undecided about its guiding political philosophy - whether it should be the cultural nationalism (one nation, one people, one culture) of Hindutva, or the Gujarat model of development. While the national parties are plagued with indecisive leaders, the regional parties have the prima facie advantage of having determined people at the top. But this plus point is negated by the fact that these are all oneperson outfits. Moreover, their creed has nothing to do with economics. It is focussed almost exclusively on feathering their own nests and holding on to power by hook or by crook. The result is that none of these leaders has the potential to emerge from his or her local base to play a larger role on the national stage. Whether it is the Bahujan Samaj Party's Mayawati, who was favoured by a Third Front led by the Communist Party of India-Marxist to be prime minister in 2008-09, or the Samajwadi Party's Mulayam Singh Yadav, who has publicly expressed the hope of being the prime minister this time, their ambitions evoke derision and not hope. As an editor said on TV, if Mulayam Singh becomes the PM, the last man leaving the country should switch off the lights. The paucity of leadership means that the country will continue to be rocked almost on a daily basis by events big and small, whether it is the suspension of an officer in a state or a border skirmish.

he present State of Nagaland and its social fabric is embroiled in a very threatening and impending danger which can if not corrected and taken sincere effort will led to total chaos and turmoil in the day to come. The main issue lurking right in front of our face is the question of Unabated taxations by different factions of our so called National workers which has the potential to pitch the common man against the National workers if some kind of sensible and corrective measure are not taken on priority basis minus the use of threat and intimidation in any form. The backbone of any Movement either it may be for Sovergnity or Political dominance or Social reformation is the General Mass and Public, no movement can sustain in the long run without the support and backing of the masses. The present trend of resentment both to the National workers irrespective of its Faction due to Unabated Taxation and the present newly elected for the 3rd term State Government due to its failure to deliver the basic needs like Road, electricity and drinking water by the general public in the form of articles in our daily newspaper or other social media is a time for them to introspect and be taken as a wake-up call of their duties and responsibility towards the masses before its too late and the public patient may be express in an undesirable manners in the days to come. 1. EXEMPT LOCAL GENINUE BUSSINESS PEOPLE: - The percentages of Local Genuine business men/ women will not be more than 5 % within the commercial city of Nagaland. Look around starting from pan shop to all big dealerships business are all in the hands of the Non-Local people. The maximum Locals will have few clothes and merchandise shops apart from few car showrooms and its accerories, where as the rest of daily needs-rice, foods, vegetables etc- and important business –cement, hardware’s, Company dealerships etc-are all literally run by the Non-locals. - The exemption of such Local business people, who comprises of barely 5 % + businessmen will not bring the so called Sovereignty movement to a Stand Still but by such exemption to the local entrepreneur will make them gain the support of more than 70 % population. - The Non-Locals who are merely using Locals name for Trade License and working under Power of Attorney should not be applicable for such Tax exemption thereby the so called National workers can continue their taxations without hampering their goals and desires. - It is known to everyone how the Non-locals uses our local name and connections to exempt themselves from Income Tax payment-GOI- and uses the same method to escape from paying taxes to the National workers using some few UG connections and greedy locals in the lookout for few fast bucks and manipulate the economy of our State. - Most of the Local are first generation business class who are still learning the tricks and trait of the profession, where mostly has started by borrowing from the Banks and other financial institutions to venture in the uncharted territory of our ancestors. 2. EXEMPT LOCAL FARMERS & AGRICULTURIST: -

The state of Nagaland is still a Consumer state where the production of food and fruits has not reach the point of sustainability. Most of the few local farm produce are due to the share hard work and labors of the innocent farmers selling their products to meet their ends meet or improve their living standards. The exemption from such harsh taxation will do wonders to the local farmers where they can expand their production without any hiccup or unnecessary hardships from their own so called National workers. - The reality is that most of our food and fruits products are Imported from outside our state, where the flows and supply are mostly manipulated and controlled by the Non-locals, in some instances with the help of few Locals acting as side jokers to expand their-by non-local- ever dominating business. - The hard working local farmers are mostly left heartbroken when they are robbed by their own so called National workers in the guise for fighting for Sovereignty whereby destroying their Economic sovereignty. 3. EXEMPT 3RD & 4TH GRADE EMPLOYEE: - The taxation of 20-25 % from local government employees especially the 3 & 4th Grade as one time taxes as professional tax is much to be desired upon and unwanted thereby leading to lots of resentment against our so called National workers SILENTLY. - This groups of profession are living hand to mouth with their families to feed with their limited resources and the payment of such taxes even say 5000 yearly-3 groups X 5000=15000- apart from the yearly house and ration to equally 3-4 groups leaves them totally in the hands of borrowing mostly in % wise from other money lenders to meet their

t took thirty minutes to gut more than 15 shops at midnight on the third Friday of last month. The memories are so fresh that it is as if I can feel the heat on my face even today. While trying to get some early sleep that night, since I had an early morning flight to catch, I was abruptly awaken up by my elder daughter. “Papa, Fire !” All of us rushed to the terrace to understand what was happening and saw the whole sky being painted yellow. A portion of Uzan Bazar market, in Guwahati was up in flames, two hundred feet from my home. It took three hours and more for ten fire-tenders to get a grip and eventually overpower the fire. Thanks to the effort of some brave fire-fighters, and also local volunteers. Due to the short circuit, which was the cause of the fire, the future of 15 families turned bleak. By and far, these small shops were the only means of income for these families, and to get back again to their former state will take months, if not years. Accidents happen. REGULAR PAYMENT OF HOUSE TAX & RATION TAX: - None of the citizen of Nagaland or so called Nagalim will oppose the payment of House tax and ration tax as long as the National workers are working genuinely for the welfare of the people. - The people of our state are paying house tax 2-3 times as most of us own a house in the villages and town area or the house from where we earn our livelihood. - By exempting the taxation from the locals entrepreneur, we are not opposing the taxation on our houses and ration of our fellow workers thereby the question of challenging their-National workers-diktats does not arise. Symbolically more than any form of taxation, the payment of House tax is more legitimate and important in the eyes of the world. 6. REALITY CHECK FOR THE NATIONAL WORKERS: CURSE MONEY: - the so called Taxes collected from the public and especially the hard earned money from the locals are not given on Free-will but CURSED by them whenever such taxes are paid-as payment are made mostly on resentment and against one’s own freewill, thereby such payment is cursed silently with whatever bitterness and words we can. The question is when will the curse of the general mass will befall upon them-it’s just a matter of Time. - The ways the people are threaten while collecting taxes as if our father or grandfather or family has taken loan or borrowed from them, by threatening our own people for taxation purpose is uncalled for, as we all breath the same air, eat the same food and are equally brave and coward in the same manner-so the question of submissiveness should not be taken as being Scared. - Look around how many beloved children of the so called National Workers, Corrupt Politicians, Beaurocrates and other corrupt officials are able to stand on their own Minus their Parents/Father. The day their father/parents are not in power, nobody will give respect or honor them and sadly their generation will end with them. The seeds of corruptions and sins will be paid by their most beloved children. The result of the commandment of God “THOU SHOULD NOT STEAL” will be rewarded through their children. The present atmosphere is not conducive for free expression of owns mind and thought and in such critical atmosphere the State has a greater responsibility and role to play to safeguard the Interest of its citizenscitizens who has professed faith on them to deliver from such atmosphere and conditions. - The present Government must use all its machineries and resources cutting across any “ISM” and parties and rise above everything to ensure the security and safety of its own People. - The choice for our Honorable Chief minister-Mr. RIO-is simple whether he wants to be remembered in History as a Just, Bold and Honorable Man who had the best wishes for its People or Did nothing when during his Rule his State of Nagaland was Burning and its citizen were Suffering. - The true test of leadership is known during the time of Adversities, the time has come for our leaders-Political, National workers and the NGO’s-to show their real character otherwise History will never forgive them for generations to come. 8. ociology is the youngest of the social sciences. Its major concern is society, for which it is known as the “science of society”. Like all other sciences, sociology also is concerned with the life and activities of man. Though Sociology is relatively young discipline in comparison with other social sciences, it has gained a place of acceptance within academia. Like other social sciences, it has acquired a distinct status for itself. Its importance and practical usefulness are widely recognized today. From the above lines we have understood the basic concept of sociology. Now! My area of concern here is – why do more females opt for sociology compared to males. In almost all colleges we find more females taking up sociology and very males opting for this subject. So- Is it because, sociology is a soft discipline? Or, is it because of the subject matter? Or is it because, it is a young social science? Answers to all these questions could be many, but I personally feel that, many youngsters are unaware of this subject- sociology! And this could be the reason, why we see less interest from students, when compared to subjects like political science, History etc. And also many consider sociology as very simple and a girly discipline. The popular book- “Men are from Mars and Women are from Venus” explains the character of man and women as: Mars(man) being regarded as a very hot, violent, and red planet and Venus(females) is comparatively a cold planet, also associated with love and attraction and so woman are said to have come from it. These differences in characteristics might be the reason for choosing one subject over another. And when people have this misconception about the subject matter of sociology, we see the imbalance in the gender ratio. The ratio of male and female can be on par with each other only if we can clear out this misconception. Sociology is the study of society as a whole and is a general science of society. I raised the same question to some of my sociology honours students, as to why they think many men do not take up this subject. And I got very similar replies from them like, many boys think sociology is very simple, girly or a subject for females. Men mostly opt for political science, History etc. The most interesting reply I got from the students was that sociology as a discipline covers areas like, family, Marriage, Kinship, gender issues, social relationships etc. which so to say; doesn’t fit well with the role of man in our society. However, there will be differences in every individuals interest. Taking up sociology will not make anyone girly or soft. Likewise taking up others subjects like political science or others streams like science or commerce will not make anyone manly. All the social sciences play an equal and important part in the society, each of them assigned with their own special areas. Therefore as an enlightened individual, one needs to remove these prejudices regarding subjects and be ready to delve deeper into the intricacies of subjects and academics. Most of the social sciences are gender neutral and it would be wise to clear incorrect notions and guide the people who have apprehensions in sociology or others as a gender specific subject Sociology as a study or science of society, has a lot of scope and importance and career opportunities in a society like ours. Sociology helps us look more objectively at our society and other societies. We are faced with an ever increasingly complex and rapidly changing social milieu in modern society. A study of Sociology provides the conceptual tools and methods for understanding the social milieu. Sociology addresses the most challenging issues of our time; it is a rapidly expanding field. Sociologists understand social inequality, patterns of behavior, forces for social change and resistance, and how social systems work. Sociology is an exciting discipline with expanding opportunities for a wide range of career paths. Since its subject matter is intrinsically fascinating, sociology offers valuable preparation for careers in journalism, politics, public relations, business, or public administration--fields that involve investigative skills and working with diverse groups. It’s time to break down the barriers of gender particularly in sociology. The next time someone wants to take up sociology, don’t let the gender specific apprehensions stop you. Men and women are both part of society. Govt employees begin anti-Telangana strike in AP

hyDerABAD, August 13 (Pti): Government employees in 13 districts of coastal Andhra and Rayalaseema launched an indefinite strike today protesting the proposed bifurcation of Andhra Pradesh. With employees of Andhra Pradesh State Road Transport Corporation (APSRTC) joining the strike, more than 11,000 buses remained confined to the depots affecting transportation not only across the region but also to the state capital. Bus services to Tirumala Hills, the abode of Lord Venkateswara, also came to a grinding halt since midnight. This was the first time in more than three decades that not a single bus plied to Tirumala Hills, sources here said. Lending support to the striking employees and the agitating people, petrol station owners are voluntarily observing a 24-hour bandh since this morning. Meanwhile, all sections of society in Andhra and Rayalaseema regions continued with their protests on the issue for the 14th consecutive day. Normal life has been largely affected because of the people’s agitation and employees strike in various districts of Seemaandhra region. In Visakhapatnam, the Samaikhyandhra agitation launched by various Joint Action Committees (JACs) intensified with local APNGOs unit and RTC employees striking work. hyDerABAD, August 13 (AgeNcies): The new Telangana state will face a serious gender crisis as the indices of social development related to women, including Gender Development Index (GDI) and Gender Empowerment Measure (GEM) remain low when compared to the Andhra region, according to the data collected by the AP Mahila Welfare Society. To top it all, the Telangana districts are plagued by growing child trafficking and girl child mortality and a bit of number crunching reveal the gender backwardness of the region. According to government statistics, empowerment of women is lowest in three districts of the region, including Warangal and Nalgonda. Also, GDI in the region remains below the state average of 0.62 (index value), indicating that women have not been integrated into the workforce and their quality of life remains lower than those in districts like Guntur and Vijayawada. Women activists said that with state formation imminent, it is time that Telangana leaders look at these issues. “We have all been fighting for the Telangana cause. We need to ensure that women, especially those from

New Delhi, August 13 (AgeNcies): Responding to Prime Minister Nawaz Sharif’s call for a “new beginning” in relations with India amid tension over the killing of five Indian soldiers and recent ceasefire violations along the Line of Control (LoC), Centre on Tuesday asked Pakistan to respond to New Delhi’s concerns. Addressing a press conference in the national capital, Ministry of External Affairs (MEA) spokesperson Syed Akbaruddin said, “We welcome Pakistan Prime Minister Nawaz Sharif’s hand of friendship. However, we want to tell Pakistan that there will be no talks if Islamabad fails to respond to New Delhi’s concerns.” Akbaruddin also asked Pakistan to “respond immediately on killing of five Indian soldiers along the LoC recently.” Talking tough with Pakistan, the MEA spokesperson said, “We welcome newly-elected Pakistan PM’s commitment, which is defined by peace and cooperation. However, we would like to make it clear that there will be no talks until Pakistan responds to the killing of our soldiers.” The MEA spokesperson also cautioned by saying when there is unprovoked firing along the LoC then naturally there will

be consequences in bilateral ties. Syed Akbaruddin further asked Pakistan to take action against the perpetrators of the 26/11 attacks and bring them to justice at the earliest. Akbaruddin stated in categorical terms that maintaining peace on LoC is one of the most important Confidence Building Measures (CBMs) between the two countries hence it is important for Pakistan to stop allowing its soil to be used for launching terror attacks against India. The warning from India came in the aftermath of killing of five Indian soldiers along the Line of Control by the Pakistan troops in the Poonch sector recently and ceasefire violations by the neighbouring country. Pakistani troops also fired at Indian positions in Mendhar sector along the LoC in Jammu and Kashmir’s Poonch district late on Monday. On Aug 11, Pakistanis fired at Indian positions in Digwar village of Poonch district, and the exchange of fire continued for more than six hours. On Aug 6, specialist troops of the Pakistan Army killed five Indian soldiers in Chakan-Da-Bagh sector of the LoC in Poonch district. A bilateral ceasefire agreement was signed by India and Pakistan in November 2003.

Chhattisgarh encounter: 3 cops, one Maoist dead

rAiPur, August 13 (Pti): Three Chhattigarh Armed Force (CAF) jawans and a Naxalite were today killed in an encounter between the ultras and security personnel in Maoist-hit Narayanpur district. “The incident took place between the forests of Maharabeda and Kaushalnagar villages this afternoon,” said state Director General of Police (DGP) Ramniwas. Acting on a tip-off, the patrol party undertook a combing operation in the region since early morning. When it reached near the jungles of Maharabeda village, Naxals opened indiscriminate fire on them, killing three jawans of CAF 16 battalion. “Two jawans died on the spot while another succumbed to bullet injuries while being taken out from the jungle,” the DGP said. Security personnel have recovered the body of a Naxal from the spot, he said, adding that identity of the Naxal was yet to be ascertained. Additional forces have been rushed to the spot. A search operation has been launched to nab the attackers, Ramniwas said. According to the DGP, few Naxalites might have been injured or killed in the incident but their associates took them to the core forest region.

New Delhi, August 13 (iANs): “I want the freedom to wander around safely without being questioned, the freedom to go anywhere to do anything, and not being stopped for being a girl” says Esha Kapoor, a German honours student at Delhi University. Similarly rang the voices of many students, who thought it was not worth celebrating India’s 67th Independence Day when one gender of the population is still gripped by fear and has no security. “If we have no right to go anywhere freely and it is only fear that we have in our minds, what Independence Day, what freedom?” law faculty student Jyoti asked in anger while speaking to IANS. Teressa Josmine, an English student at the arts faculty, told IANS: “Freedom for me is to be accepted the way I am and to be freed from all crimes and sufferings.” Today’s youth - the future workforce - feels that freedom granted to the country is mere tokenism and that much more needs to be done. “In our country, it is very difficult to define freedom, but for me it is cultural freedom that I want; the right to independently follow my culture without any fear and interference,” said Akhilesh Mishra, a student of Buddhist studies from Uttar Pradesh. Bipin Tiwari, a Hindi student at Jamia Millia Islamia, said freedom only meant political freedom. “We have the freedom given by the constitution, but then it is only in written form. The thing I aspire for is being free

Echoing this, Rinan Shah of Mumbai’s Tata Institute of Social Sciences told IANS on the phone: “Freedom for me is no encroachment, not being answerable to anyone.” “Freedom is when your mind is without fear, when one is in control of one’s actions intellectually, spiritually and emotionally without being bound by societal constraints,” felt IAS aspirant Naresh Chhetri. Israeli pain, Palestinian Recurring stomach pain joy over inmate release NEW YORK, AUgUst 13 (REUtERs Health): Children with chronic or recurring stomach pain without a clear medical explanation were also more likely to have an anxiety disorder than those without stomach problems, in a new study. By the time kids with stomach pain reached age 20, just over half had had symptoms of an anxiety disorder at some point, most often social anxiety, researchers found. Anxiety tended to start in early childhood, around the same time as the chronic stomach problems. Past studies suggest between eight and 25 percent of all youth have chronic stomach pain, researchers noted. When there’s no clear medical cause for the pain - such as inflammatory bowel disease or

celiac disease - it’s known as functional abdominal pain. “It’s very prevalent, and it’s one of the most common reasons that children and adolescents end up in their pediatrician’s office. It’s one of the most common reasons kids are missing school,” said Dr. Eva Szigethy, head of the Medical Coping Clinic at the Children’s Hospital of Pittsburgh Inflammatory Bowel Disease Center. One small study of children with that type of pain found they were at a higher than average risk of anxiety disorders as young adults. To build on those findings, Lynn Walker from the Vanderbilt University School of Medicine in Nashville, Tennessee, and her colleagues followed 332 children who visited a doctor for unexplained stomach pain between age eight and 17. When participants were 20 years old, on average, the researchers interviewed them in person or over the phone about symptoms of anxiety and depression. At that point, four in 10 of those with a history of stomach pain still had a gastrointestinal disorder. Based on the interviews, Walker’s team found 51 percent of people with stomach pain as children had ever had an anxiety disorder and 30 percent currently met the criteria for a diagnosis. In comparison, 20 percent of people in the no-stomach pain group had ever had an anxiety disorder and 12 percent currently had one. “What was striking was

the extent to which anxiety disorders were still present at followup,” Walker told Reuters Health. Anxiety was more common among people who continued having stomach pain compared to those whose childhood symptoms went away, she and her colleagues wrote Monday in Pediatrics. Although the researchers couldn’t tell from their analysis which came first - the pain or the anxiety - most anxiety disorders traced back to early childhood. Szigethy, who wasn’t involved in the new research, said that in her experience it’s “extremely common” to find functional abdominal pain and anxiety occurring together. She said children with anxiety may be more sensitive to pain, and may constantly worry about any pain they do feel.

BRUKIN, AUgUst 13 (AP): Mustafa alHaj expected to die in an Israeli prison for killing an American-born settler hiking in the West Bank in 1989. Now lights decorate his home to celebrate the planned release of the 45-year-old and more than 100 other Palestinian convicts in a deal that revived Mideast peace talks. While the Palestinians are joyful, the decision to free the inmates has stirred anger in Israel where victims’ families say it is an insult to their loved ones. Israel published the names of 26 men, including al-Haj, to be freed before the first round of talks Wednesday. In all, 104 prisoners have been slated for release in four tranches over a period of nine months that the U.S. has set aside for negotiations. But their freedom is contingent on progress in the talks. The Israelis have granted early release to Palestinian prisoners in the past, including in swaps. The upcoming round, however, has sparked particularly high-pitched debate because it was linked to resuming talks and many of those to be freed were involved in deadly attacks. Gila Molcho said the release of one of three men involved in the stabbing death of her brother in 1993 was opening old wounds. Her brother, Ian Feinberg, was killed in the European aid office in Gaza City where he was working as a lawyer. “My brother’s blood is being sold for nothing, as a gesture,” Molcho said. “On a very personal level, there is pain.” Palestinians argue that those slated for release were acting during a time of conflict, before the two sides struck their first interim peace agreement in 1994, and that Israel should have freed them in previous rounds of negotiations. “We used violence and the Israelis used violence,” said Kadoura Fares, who heads an advocacy group for prisoners and, like many of those to be released, is a member of Palestinian President Mahmoud Abbas’ Fatah movement. Fares noted that the number of Palestinians, including civilians, who were killed by Israeli troops in wars and uprisings over the past two decades far outstrips the number of Israelis killed in Palestinian attacks. In the first and second Palestinian

uprisings, more than 1,200 Israelis and just under 5,000 Palestinians were killed. The two sides are now making their third major attempt since 2000 to agree on the terms of the Palestinian state alongside Israel. The Palestinians want a state in the West Bank, Gaza and east Jerusalem, lands Israel captured in 1967, but are willing to make some adjustments. The last round of substantive talks was held in 2008, but a dispute over settlements kept the two sides away from the table until now. The Palestinians are entering Wednesday’s talks with renewed distrust, after Israel promoted Jewish settlements on war-won lands the Palestinians want for their state in three major announcements over the course of a week. In Washington, State Department spokesman Marie Harf praised Israel’s decision to release prisoners as a “positive step.” She said the Obama administration also raised serious concerns about the latest settlement plans with the Israeli government. Abbas had insisted on a construction freeze in settlements, deemed illegal by most of the international community, before going back to negotiations. However, U.S. mediators failed to get Israeli Prime Minister Benjamin Netanyahu to comply and Abbas relented. As compensation, U.S. Secretary of State John Kerry brokered the prisoner release and, according to Abbas aides, assured the Palestinians that the U.S. views Israel’s pre-1967 lines as a starting point for border talks, even if Netanyahu does not. Kerry said Monday in Bogota that he didn’t think the settlements issue would create a large bump in the road to the talks, which are set to resume on Wednesday. “As the world, I hope knows, the U.S. views the settlements as illegitimate and we have communicated that policy very clearly to Israel,” he said. “I think that what this underscores, actually, is the importance of getting to the table and getting to the table quickly and resolving the questions with respect to settlements, which are best resolved by solving the problems of security and borders. Once you have security and borders solved, you have resolved the question of settlements.”

Dutch Prince Friso dies

tHE HAgUE, AUgUst 13 (AP): Johan Friso, the bespectacled Dutch prince who avoided the limelight and gave up his position in line to the throne after getting entangled in a scandal with his bride-to-be, died Monday — 18 months after a skiing accident that left his brain gravely injured. He was 44. The royal house said the prince, known as Friso, died of complications from the accident, without giving more details. It said he had never regained more than “minimal consciousness.” Friso was struck by an avalanche while skiing offtrail in Lech, Austria, Feb. 17, 2012, and was buried until rescuers pulled him from the snow, unconscious, 20 minutes later. He was resuscitated at the scene and flown to a hospital, but remained in a coma for months. His death Monday, though not unexpected, “still comes as a shock,” said Prime Minister Mark Rutte. “Prince Friso was only 44 years old, and until the ski accident, in the prime of his life.” In addition to the royal family, Friso is survived by his wife, Princess Mabel, and two daughters, Luana and Zaria. 3rd Inter departmental badminton tournament underway Dr T Ao sports award scrapped for 2013

DiMaPuR, auguST 13 (DiPR): The 3rd Inter Departmental badminton tournament started at District Sports Council Zunheboto Indoor Stadium on August 12 with Parliamentary Secretary for Women Development, Co-operation and Sericulture, Pukhai Sumi as the chief guest. In his speech, the Chief Guest cited the example of Dr T Ao and Mary Kom and reminded them of their existence at the international level. He also said that the Inter Departmental tournaments can bring better co-ordination, understanding among the various department's for better service to the public and the government. He further wished a grand success of the tournament. The tournament will culminate on August 15 with the participation of 42 departments from Zunheboto district.

Not all clubs opposed to IMG-R: Bhaichung

MuMbai, aug 13 (iaNS): Former India football captain Bhaichung Bhutia maintained that all I-League clubs are not opposed to the IPL-style football tournament promoted by IMG-Reliance and All India Football Federation (AIFF). While the I-League Professional Football Clubs Association (IPFCA) are up in arms against the new eight-team franchisebased tournament, Bhutia feels only a few are against it. "I don’t think amongst the I-League clubs, everybody is against it. I have been into the meetings as well. Yes, there are one or two ILeague clubs that call the shots. It is very unfair," said Bhutia, who is the chairman of AIIF's technical committee. Bhutia during an interaction at IMG-R training camp here at the Cooperage also said all clubs are not properly represented by IPFCA at its meeting. Bhutia was also joined by Bollywood star John Abraham and the duo had a small training session with the players. "In the I-League Clubs Association (IPFCA) meet, we don’t

have the real owners coming in and meeting. We don’t have the Dempos and the Alemaos coming. So it is represented by few people who I think have got very limited knowledge sometimes," said Bhutia. Bhutia said that I-League clubs like Prayag

United, who are struggling to build team, will benfit by signing up IMG-R players. “We need to look at the larger picture. So there are a lot of clubs who are still struggling. If Prayag United can make a team and get some players (from

IMG-Reliance), they would be happy to do so. But because they have formed an association (IPFCA) and they have put a 'diktat' from few people, they also can’t sign. So it is very unfair," he said. Bhutia, who owns relegated Sikkim United, said the smaller clubs will be badly affected with IPFCA's decision of not signing IMG-R players. “Teams like Ar-hima (Rangdajied United) who have just come into the I-League, they are a young team and have come into the I-League after so much of struggle. You don’t want them to be relegated next season. I think the clubs have to realise that there are a few people who are making those decisions in the clubs association," he said. Bhutia said the new tournament is for the benefit of Indian football and will boost the I-League. "They have to realise that the new tournament is for the betterment of Indian football. If the I-League continues this way, everybody is going to struggle which we have already seen in the case of the Mahindras and JCT,” he said.

DiMaPuR, auguST 13 (MExN): The High Powered Committee for selection of the Dr. T. Ao Sports Awards for 2013 met on August 8, where the Youth Resources and Sports Department submitted its report that the applications and nominees for this year’s awards do not fulfill the criteria as mentioned in the terms and conditions for receiving the awards. A press note from the Directorate of Youth Resources and Sports stated that some disciplines under which applications have received are also not Olympic disciplines. There are no nominees under the institutions category. The committee also observed that the awards were instituted in 2012 and the recipients were Chekrovolu Swuro (sportsperson category), Lanu Toy (administrator category) and Greenwood School (institutions category). There were no awards given under coaches’ category in 2012. Chekrovolu had won medals at the World Cup, Asian Grand Prix and had represented India in the London Olympic Games 2012. In total she won more than 80 medals at the regional, national and international level. Er. Lanu Toy was the founding president of the Nagaland Olympic Association and Greenwood School, despite being a private institution had carried out significant developmental activities in promotion of sports and sportspersons in the past several years. The school had produced many sportspersons who have represented the State and also developed appreciable sports infrastructure. The committee informed that the Dr T Ao Sports Awards are the highest category of awards in the field of sports and games in the State and its prestige and status should be maintained by strictly adhering to the laid down rules and regulations. Prioritized Olympic disciplines should be promoted and supported ahead of other disciplines in view of limited re-

sources and infrastructures. It further added that sportspersons who receive the awards should have won medals and positions at the international level and having consistently represented the country over a period of time. He or she should have motivated and inspired other sportspersons and the youth through achievements and also be a role model to youngsters. It said that likewise coaches who are considered for the awards should have guided, nurtured and produced international athletes who have performed admirably by winning medals on a consistent basis at the international stage. Likewise, in the field of administrators, the deserving candidates should have made significant contributions in the overall development of sports through their efforts. The committee observed that it was unfortunate that there were no nominees in the field of institution. In view of the above, the committee decided not to give any awards for the year 2013 and hoped that the sports fraternity should make more efforts to strive for higher goals and hope that much more deserving candidates would be recipients of the awards in the years to come. There are provisions under the guidelines not to give awards if the high powered committee is of such opinion. The committee observed that the State Sports Awards which reward sportspersons and coaches with cash incentives for the past calendar year as per medals won according to the Nagaland State Sports Policy are being carried out every year on National Sports Day. In 2012 too, an amount of Rs. 70,00,000/- (rupees seventy lakhs) were given to sportspersons and coaches under this scheme. The committee also decided that the guidelines for the awards be amended so that under the category of administrators, posthumous awards could be given.

Stosur, Williams advance to 2nd round in Ohio

MASON, AUGUST 13 (AP): Former U.S. Open champion Sam Stosur moved into the second round of the Western & Southern Open with a 6-1, 7-5 win over Svetlana Kuznetsova on Monday. Stosur, who won the 2011 U.S. Open, lost in the round of 16 at the Rogers Cup in Toronto last week after winning the Southern California Open. In the first night session match, 37th-ranked Venus Williams — a seven-time Grand Slam champion — lost the first three games before roaring back for a 6-4, 6-1 win over qualifier Jana Cepelova. Francis, the first pontiff from Latin America, is an avid soccer fan who roots for the Saints of San Lorenzo back in Buenos Aires. Since his election as pope in March he has accumulated a growing collection of soccer jerseys tossed to him by fans at his public appearances. Barcelona star Messi, his teammates on the Argentine national soccer squad, as well as Italy's national team players were treated to a private audience with Francis in the Apostolic Palace ahead of Wednesday's rare match. But the pope gracefully dodged the question of whether he'd offer a papal blessing for his home country's team. "It will really be a bit difficult for me to root, but luckily it's a friendly match" whose outcome doesn't count in the standings, he said.
