Chief Minister, Neiphiu Rio, who is also the MP elect from Nagaland, will be resigning as the Chief Minister and member of the State Legislative Assembly on May 23 in order to pave way for Planning Minister TR Zeliang to take over the reign of the new DAN III ministry. Arriving at the state capital, Kohima from Delhi this afternoon, Rio said that he will be tendering his resignation on May 23. Rio will be calling on Nagaland Governor Dr Ashwani Kumar at 9:00 am at Raj Bhavan, Kohima.

Dr. Y.S. Rajasekhara Reddy Educational and Welfare Foundation was established to develop education by giving professional admission to meritorious poor students belonging to ST/SC/ OBC and minority communities, free of cost. The NSF informed that it has thoroughly verified all the institutions under this programme and stated that the federation will be signing a MoU with the foundation at the earliest possible time. The Four-year bachelor degree courses offered for both the technical/medicinal education include Electronics & Communication Engineering, Electrical & Electronics Engineering, Computer Science & Engineering, Mechanical engineering, Civil Engineering, Bachelor of Pharmacy, Bachelor of Physiotherapy, Bachelor of Science in Nursing, Aeronautical Engineering and General Nursing Mid-Wifery. Selected Meritorious students will get the placement in MNR Group of Institutions, Bandari Srinivas Institute of Technology, PRRM Engineering College, Samskruti College of Engineering & Technology
and Rajamahendra College of Engineering. To be eligible for the scholarship, the income of parents must be below Rs 2.50 Lakhs and the students should have a minimum of 45% marks in the last exam (Class 12). Transport godown robbed DIMAPUR, MAY 22 (MExN): Four persons, claiming to be from one of the Naga Political Groups, allegedly raided a Godown belonging to Azhiete Transport at Hill View Colony, Dimapur on May 22 and stole goods worth Rs 37,00,438. According to the owner of Azhiete Transport, the miscreants came to the godown at around 7:30 pm in two vehicles, one silver colored Alto, bearing registration number NL-07 1522 and one silver color Maruti 800-without any registration number. It was informed that the manager of the godown was locked in a room by the miscreants, who proceeded to loot the goods, which were reportedly meant for CSD, Dimapur. It was further informed that the miscreants took the manager and the goods along with them towards Purana Bazaar. Sources informed that following Rio’s resignation, Chief Minister-designate TR Zeliang; NPF President, Dr. Shurhozelie Liezietsu and Minister for Parliamentary Affairs, Kuzholuzo (Azo) Nienu will meet Governor of Nagaland on May 23 to stake claim to install the new ministry. However, the time is yet to be known. Speaking to media persons, Azo said that the formation of the new DAN III ministry might take place on May 23 evening after Rio tenders his resignation or on May 24 morning, followed by the simultaneous induction of all parliamentary secretaries. He added
that the formation of the new DAN-III ministry will be done in consultation with the present Chief Minister, Neiphiu Rio. Meanwhile, it is reported that the legislators supporting TR Zeliang had a meeting at the residence of the NPF president here today and decided that the members would stand by whatever the party and the leader (TR Zeliang) decide. On being asked about his expectations on the new DAN III ministry, Azo said that reformation of the governing system will be one of its priorities. “We want to provide a better, stronger, cleaner and stable government,” he said. KohIMA, MAY 22 (MExN): The Nagaland Pradesh Congress Committee today reiterated its commitment to the people of Nagaland and to “always carry out the bounden duty of a responsible political party to serve and meet the aspirations of the people in the days ahead.” This was resolved in a meeting of the NPCC at Congress Bhavan, Kohima. A press note from the NPCC General Secretary, Vaprumu Demo stated that the meeting resolved to stand by the ideal and principle of the INC, which it said has “withstood the test of time in allowing secular and inclusive growth of all people irrespective of religion, caste, religion, region etc.” It further envisaged that the present electoral defeat for the Congress at the Center after a decade in power “presents an excellent opportunity for the party to re-introspect and change itself in tune with the aspirations of the people.” The NPCC called upon every Congress men and women of the state to rededicate oneself towards the ideal and principle of the INC and place the interest of the party above all other interest. The NPCC extended its appreciation to party rank and file at different levels who had worked during the

IMPhAl, MAY 22 (IANS): Activist Irom Chanu Sharmila, on a fast-unto-death since the past 10 years against alleged rights violations by security forces, wants to meet Prime Minister-designate Narendra Modi to secure his help in getting AFSPA repealed in Manipur, her lawyer said Thursday. “She has expressed a desire to meet Prime Minister(-designate) Narendra Modi to highlight the sufferings of the people through the imposition of AFSPA (Armed Forces Special Powers Act) in Manipur and in other northeastern states as well,” Sharmila’s counsel Khaidem Mani told IANS. “We will seek an appointment
with the prime minister. We are hopeful that the prime minister would give Sharmila an audience to listen to her. Sharmila is optimist that the new government will surely heed her words and repeal AFSPA from Manipur,” he said. Sharmila, described as the ‘Iron Lady of Manipur’, has been on an indefinite hunger strike since Nov 2, 2000 in Manipur, demanding the withdrawal of AFSPA from the state after witnessing the killing of 10 people by the army at a bus stop near her home. Sharmila will be flown
to New Delhi May 27 and will be presented before the metropolitan magistrate the next day. She would be accompanied by a doctor, two nurses, a women police team and two jail officials. KohIMA, MAY 22 (MExN): Kohima Police on May 21 arrested one person in possession of a large quantity of ganja. A press note from Kohima police informed that they had received information that some vehicle were plying along the NH-29, ferrying suspected contraband ganja. Kohima patrol party intercepted two vehicles, one Bolero- Invader (silver Colour) and one Gypsy bearing (White colour). On being stopped the said vehicles sped away. Police stated that after a pursuit for some distance, the two vehicles were recovered. However, all the occupants fled, abandoning the vehicles. The police party managed to apprehend one person, identified as Robinson Poumai (21). On checking the vehicles, thirty bags of suspected contraband ganja, which weighed approximately 300 Kilograms, were recovered from the vehicles. A case has been registered under the NDPS Act at Khuzama police Station for further investigation.
AgARtAlA, MAY 22 (IANS): The highest turnout of voters in the Lok Sabha election was recorded in the state of Nagaland, with 87.82 percent of electors exercising their franchise, while the lowest turnout of 49.52 percent was in Jammu and Kashmir, the Election Commission Thursday said. “The highest male turnout was reported in Nagaland (88.15 percent) while the highest female turnout was reported in Lakshadweep (88.42 percent),” the poll panel said in a press release. The female voter turnout was higher than the male turnout in 16 states and union territories -Bihar, Uttarakhand, Himachal Pradesh, Arunachal P ra d e s h, Ma n i pu r, Meghalaya, Tamil Nadu, Goa, Dadra and Nagar Haveli, Daman and Diu, Lakshadweep, Chandigarh, Odisha, Puducherry, Punjab and Sikkim. The average voter turnout was 66.4 percent, highest since the first general election in 1951, against 58.19 percent in the 2009 poll. The poll panel said that, besides Nagaland, the states where the voter turnout crossed the 80-percent mark were Tripura (84.72 percent), Sikkim (83.37 percent) and West Bengal (82.16 percent).

Richard Belho, official architect consultant of NBDA, is monitoring the entire training exercise. “This bold initiative involves training of selected workers in all the parameters of a conventional construction exercise, right from the making of scaled miniature models, selection of specific bamboo materials and complete as-
sembly of the actual structure within a specified period of time,” stated a press release issued by Dr. Tolto Metha, Team Member, NBM-IT, NBDA. With the success of this gruelling training module, the Agency is hopeful that it will be ready with a complete team of highend bamboo construction workers, who can be assigned to undertake ground breaking construction tasks anywhere in the country. North Eastern States of which 9 circuits have been prioritized for implementation. Luikham also proposed that a North East Tourism website may also be developed to provide a single gateway to tourists interested on visiting north east from other parts of the country and abroad. The website should provide the basic information about the tourism destination, facilities available, tourism circuits, route map, etc. to help the tourists plan their tourism destination. The website will also provide links to the respective Tourism Websites of NE States and the Incredible India, Ministry of Tourism website. Luikham also mentioned that NEC is committed to fund projects that aim regional development of tourism sector in North Eastern States. He further added that NEC will encourage each NE States to hold one State Level Festival on fixed dates which can be put up on National Calendar of Ministry of Tourism.

Sonia rejects Gogoi's resignation offer Landslides cut off water supply in Arunachal NEW DELHI, MAY 22 (PTI): Congress chief Sonia Gandhi today "outrightly" rejected the resignation offered by Assam Chief Minister Tarun Gogoi following the party's debacle in the state in Lok Sabha polls. "The Congress President outrightly rejected the Chief Minister's offer of resignation," State Agriculture Minister Nilomani Sen Deka told PTI after a meeting with Gogoi.
Gogoi, who met Sonia and Congress vicepresident Rahul Gandhi, did not speak to journalists and was closeted with more than a dozen of his supporters, mostly state ministers, MLAs and two former Union Ministers, at his residence here. Senior MLA Anjan Dutta said the Congress President has authorised Gogoi to revamp the party organisation in the state and as
the first step he will reshuffle his ministry after June 1 when Gogoi will complete three years in office in his third term. Dutta said that during Gogoi's meeting with Rahul, the Congress vicepresident too put complete faith in Gogoi's leadership in Assam. Former Union Minister B K Handique, who lost in the Lok Sabha polls in Jorhat, said Gogoi would continue as
Chief Minister and lead the party in the state. After Congress got its lowest ever tally in Assam -3 out of 14 Lok Sabha seats -- in the recent Lok Sabha elections, 78-year-old Gogoi had said on Saturday last that he would resign within a week. Drinking water supply to Itanagar and its adjoining areas has been disrupted since Monday night following damage caused to the 450mm diameter main supply line connecting Poma water treatment
plant (WTP). Though repair work has been started after assessing the damage, continuous downpour is hampering restoration work, PHED engineer Tamchi Syam said here today. Restoration work could take two to three days, the department said and appealed to the consumers to bear with the inconvenience caused to them. Meanwhile, massive landslides at Hoj area blocked the Doimukh-Potin road disrupting com-
munication between Itanagar and Ziro. According to official reports, a portion of the road was blocked between Hara Hapa and Hoj villages. The report also said that it may take several days to clear the road for public use. Officials of T K Engineering Company, which is constructing the Doimukh-Potin TransArunachal highway project, have appealed to the public to avoid travelling through this stretch of road till it is reopened for use.

taken away by the police, a group of villagers including women and children, blocked the road prompting the cops to fire teargas shells, Zorammuana said. "When the blockade was cleared and the police were leaving the spot, they came across another blockade as the villagers cut down a number of trees on the road," he said. No injury or casualty was reported, the officer said. Villagers of Selam had torched the Environment and Forest department's mini truck on Friday after a scuffle between them and the officials.
SENAPATI, MAY 22 (MExN): The All Naga Students’ Association Manipur (ANSAM) today stated that “the highest recruiting organ of the Government of Manipur cannot be trusted to carry out its mandate with integrity, efficiency and acceptability.” ANSAM, in a press note, said that 16 questions in the Manipur Civil Services Combined Competitive (Preliminary) Examination, 2014 held on April 24 “have been boldly declared invalid by the Manipur Public Service Commission (MPSC) and all candidates have been awarded full marks for these invalidated questions.” It informed that 16 questions out of a total of 200 questions constitute 8 %. “It is a competitive
exam, where the best are to be selected and an academic test for awarding pass marks to those who cross the minimum merit bench mark,” the ANSAM asserted. It stated that instead of a possibility of scoring 100%, the candidates have been made to compete for only 92% marks reducing the competitive area by 8%. The ANSAM further lamented that the MPSC had declared the result in 2 phases - the first on May 14 declaring 470 candidates as qualified and the second with an addendum on May 16, whereby another 290 candidates were “also declared qualified”. “What was the sanctity of the declaration of the 470 candidates as quali-

IMPHAL, MAY 22 (NNN): In a mishap, 14 people got injured when a mini-truck (Cruiser) fell into a gorge at Awangkhul in Tamenglong district along Imphal-Silchar road NH-37 in the wee hours of Thursday. Reports said the mini-truck bearing registration number MN-01-S-0994 was heading for Imphal from Jiribam (border town at Manipur-Assam border) carrying 14 people including the driver. On reach near Awangkhul, which is located some 50 km west of Imphal, the truck fell into the gorge at around 2 am today injuring all of them. The injured have been admitted to various hospitals in Imphal, the reports said. The reason for the accident could not be ascertained till the filing of the report.

Two militants and one Assam Rifles personnel were killed in a shoot-out between security personnel and the Zeliangrong United Front (ZUF) in Tamenglong district of Manipur. Police said the exchanges of firing between the ZUF and the Assam Rifles occurred at Taodum village in Nungba sub division of Tamenglong district last night and this morning, resulting in the killing of two ZUF cadres and one Assam Rifles personnel. According to the police, at around 6:30 pm, May 21, some cadres of ZUF in an apparent attempt to abduct one villager, identified as Chingkhudin, forced the man to drive his own vehicle to an undisclosed destination along with the ZUF cadres. Feeling apprehen-
sive, Chingkhudin took with him a relative of his wife, a 14 years old boy. On the way, the ZUF cadres put three more people in the vehicle. When they reached Taodum village vicinity, which lies between Nungba town and Kambiron, they saw personnel of the 13 Assam Rifles from FCoy repairing one of their vehicles at around 8:30 pm. Police said the security force personnel asked the incoming vehicle to stop but the ZUF cadres asked Chingkhudin to proceed. The security force personnel managed to stop them at which point Chingkhudin disclosed to the Assam Rifles personnel that he was being kidnapped by the ZUF cadres, the police added. The ZUF cadres jumped out from the vehicle and a gun-battle followed, which led to the death of one ZUF
Special attention to stop Infiltration & smuggling KArIMgANj, MAY 22 (PTI): The Border Security Force's Inspector General of Mizoram and Cachar Frontier Dinesh Kumar Upadhyaya on Thursday said that he would pay special attention to prevent infiltration, smuggling and trans-border crimes. Upadhyaya, who assumed charge on May 19, said that he would also pay special attention towards maintaining cordial relationship with the counterpart Border Guard Bangladesh (BGB). Plan to cut spending, budget deficit
NEW DELHI, May 22 (REutERs): The finance ministry is working on a proposal for the new government to cut welfare spending and rein in the deficit in its first budget, to allay fears of fiscal slippage that would increase the risk of a sovereign credit downgrade. Two senior ministry officials told Reuters the plan would make it possible for Narendra Modi’s incoming government to reduce the current year’s fiscal deficit and save 250 billion rupees ($4 billion) in borrowing. The proposal could create room to narrow the deficit by as much as 0.3 percentage points from the 4.1 percent of gross domestic product now budgeted. It would be put forward for the next finance’s minister’s consideration, and the government would decide whether to follow its recommendations. Investors and ratings agencies have given Mo-

Flipkart buys out Myntra fashion e-retailer Thai political protests affect tourism industry
BaNgaLoRE, May 22 (IaNs): Leading e-commerce platform Flipkart Thursday announced it was acquiring Myntra, a leading e-retailer for fashion and lifestyle products, for an undisclosed amount. “As both the companies are privately held, they have decided not to disclose the deal value,” a Flipkart spokesperson told IANS. The deal is estimated to be worth about $300 million (Rs.1,740 crore), according to
sources involved in the deal. The deal is expected to bring into the country high quality and affordable lifestyle products to Indian customers from worldwide. “As we believe the future of fashion in India is e-commerce, the deal will strengthen our positions in the fashion space though we will work as separate entities to grow as leaders in the Indian fashion and lifestyle industry,” Flipkart co-founder Sanjay Bansal said
on the occasion. The city-based Myntra has over 650 partners marketing leading fashion and lifestyle brands across the country. Post-acquisition, Myntra cofounder Mukesh Bansal will join the Flipkart board of directors and its fashion business. “We are privileged to be associated with Flipkart, a powerful e-commerce brand, with an agenda to build the next-generation of retail in the Indian sub-continent,”
Bansal said. As the largest ecommerce platform, Flipkart offers a whopping 15 million products across 70 categories and claims to have 18 million registered users, with around 3.5 million hits a day. “We have been able to ship about five million goods per month by hosting about 3,000 sellers on our e-platform run by about 10,000 people across the country,” Myntra’s other founder Ashutosh Lawania said.
Mukesh Ambani keeps salary capped at Rs 15 cr for 6th year
NEW DELHI, May 22 (PtI): Reliance Industries chairman Mukesh Ambani kept his annual salary capped at Rs 15 crore for the sixth year in a row even as the remuneration of key executives went up. Ambani, the richest Indian, has kept salary, perquisites and allowances and commission at Rs 15 crore since 2008-09, foregoing almost Rs 24 crore per annum. “The chairman and managing director’s compensation has been set at Rs 15 crore as against Rs 38.86 crore as per shareholders’ approval, reflecting his desire to continue to set a personal example for moderation in managerial compensation levels,” RIL said in its annual report for the financial year ended March 31, 2014. His remuneration for 2013-14 includ-
ed Rs 4.16 crore as salary, perquisites and allowances of Rs 60 lakh, retirement benefits of Rs 82 lakh and Rs 9.42 crore as commission on profit. In the previous year, while his salary and perquisites and allowances were the same, he got commission of Rs 9.35 crore and Rs 89 lakh in retirement benefits. Ambani voluntarily capped his compensation at Rs 15 crore in October 2009 amid a debate over right-sizing of CEO salaries. While Ambani’s salary remained capped, his key executives including oil and gas head P M S Prasad and refinery chief Pawan Kumar Kapil saw increases in compensation. Prasad’s annual package went up to
Rs 6.03 crore from Rs 5.47 crore in 2012-13 after getting a higher performance-linked incentive of Rs 3.67 crore (Rs 3.12 crore the previous year). Kapil earned Rs 1.05 crore performance-linked incentive to take his total package to Rs 2.49 crore in 2013-14. In the previous year, he earned Rs 1.99 crore, including Rs 65 lakh performance-linked incentive. The criteria and the entitlement for performance-linked incentives for the two executives are determined by the human resources, nomination and remuneration committee, RIL said. Ambani’s cousins Nikhil R Meswani and Hital R Meswani saw their compensation rise to Rs 12.12 crore from Rs 11.05 crore a year ago.

Home Scale Preservation and Processing of Mushroom
M
ushroom is a simple form of plant life which is a rich source of proteins, vitamins and minerals. Among various preservation and processing methods, pickling and drying are the most common method of preserving mushroom at home. Before preserving and processing any food commodities, general cleanliness is very important. Washing and removing all the dirt and unwanted materials from the food is the basic necessary steps before preservation and processing method. Cleaning should be strictly followed as dust particles adhering to the raw materials contains micro-organisms and by doing so the number of organisms can be reduced considerably. Mushroom pickle making process: is a processing and preservation methods that involve use of spices, salt and oil in order to preserve the food material. Methods of mushroom pickle making are given as follows: Ingredients: Mushroom – 1kilogram Salt – 100gram Vinegar – 100 ml Red chilli powder – 5 kilogram Turmeric powder – 10 gram Coriander powder – 15 gram Aniseed powder – 5 gram Cumin powder – 5 gram Fenugreek powder – 2 gram Black pepper powder – 2 gram Cinnamon powder – 1 gram Clove – 5 numbers Garlic paste – 20 gram Chopped onion – 100 gram Tamarind paste – 50 gram Mustard oil – 350 ml Method Mushrooms are sorted, washed, trimmed and fried with spices in a little oil (except salt and vinegar) till mushrooms become almost dry. This is followed by cooling of the product and addition of salt and vinegar. Content is then filled in a glass jar. The remaining oil is heated and cool when it’s cool it is then added to the content sufficiently to cover the pieces. The glass jar is then sealed properly and stored in ambient temperature. Drying of Mushrooms Mushroom can also be process by drying or dehydration. Microorganisms need moisture to grow, so when the concentration of water in the food is brought down below a certain level, Microorganisms are unable to grow. Moisture can be removed by application of heat as in sun – drying or by mechanical drying. Sun
– drying is the most popular and oldest method of preservation or processing. With the advancement of technology, different kinds of dehydration processes have been developed e.g. Sun drying, mechanical drying, air drying, microwave oven drying, etc. Among these the microwave oven drying is the best method. Vacuum drying process is followed in reduced pressure. In this process, the produce is subjected to a vacuum drier in which steam is present at about 1.0 to 1.5 bar. A vacuum pump is used to reduce pressure inside the product. The end product is obtained after completion of vacuum drying process. This is the simplest and most versatile way of preserving mushrooms. The principle is quite simple, by driving off all of the water the mushroom stops metabolizing, and no spoilage organisms can grow. The only problem is that most of the mass of the mushroom is actually water. • Drying Mushrooms with The String Method: If you only have a few mushrooms to dry, then this is the simplest way of doing it. Slice the mushrooms thinly, and use a needle and cotton to string all of the mushrooms together. If the mushrooms are really thin, such as fairy ring mushrooms or anise caps, you can thread them onto the cotton whole. Use real cotton rather than nylon or polyester as this is less likely to stick or melt during drying. Once you have the mushrooms threaded string them up in the airing cupboard, in the kitchen, or in any similar warm location (a luke warm oven will do). When they're fully dried, and not before, unstring them and pack them away into airtight jars. It can take about 8hours or more in an airing cupboard. • Drying with The Tray Method: If you have more than a couple of handfuls of mushrooms to dry, use the tray method. Many people use wire or wickerwork trays for this, it is found that ordinary baking trays lined with some newspaper and a sheet of baking parchment work fine. Arrange your slices of mushroom around the tray, making sure that they're not overlapping each other, and discarding any slices that have maggots in them. Dry them in a warm place, as above, and when they're dry (it takes about 8 hours or so in my airing cupboard) pack them away in airtight jars. This Drying works especially well for the boletus mushrooms. Cep in particular is dried as a matter of course by many pickers, who claim it tastes far more intense. You can add a few mixed dried mushrooms to soups, stews and even gravy, and find that this imparts an intense flavour to most things. Most mushrooms can be dried, but some are harder to dry than others. Any-
thing picked on a wet day has more moisture to drive off, so drying takes longer and the mushrooms may be more likely to spoil during the process. Drying slices of giant puffball takes skill, patience, and more than a little bit of luck. Chicken of the woods and other edible polypores also dry very badly, produces something more like wood than fungus. But other than that this simple technique will allow you to enjoy the fruit of your autumn expeditions well into the next season. If you haven't got an airing cupboard, or if you need to dry more mushrooms than you have space for, then you might want to consider building or buying a drying cabinet. I've never had need of one myself, but the principle is very simple, and involves rigging up a small, low power lamp at the bottom of a cabinet with shelves for drying off the mushrooms on. Despite its simplicity this kind of rig is normally only used by the real fanatic! Another option is to use a food dehydrator; I've used one, and while it works well, it's not significantly better than the airing cupboard or a low oven. Canning mushroom Due to highly perishable nature preservation of mushrooms is necessary to minimize the post harvest losses,. For this, the processing techniques such as Canning, Individual Quick Freezing (I.Q.F.), Vacuum Freeze Drying (VFD), Drying, Vacuum Drying, Pickling, Steeping Preservation, Radiation Preservation etc. have been developed. These are used on the basis of their merits per se market demand and end use. Canning is an established process of preserving mushroom pieces in brine, butter, oil, vinegar etc. It involves six basic operations like cleaning, blanching, can filling, sterilization, cooling and labeling. Through all these operations, mushrooms are graded, cleaned, blanched (pre-cooked), filled in brine solution of cans and ultimately sterilized with heat and cooled through water spray and labeled for storage. Canned mushrooms form major share of world trade. Individual quick freezing is another popular processing method followed in large industrial units. In this process, raw materials are washed at processing units after receipt from farms, and then the mushrooms are inspected, sliced and graded according to quality. After that, blanched and water cooled mushrooms are subjected to tunnel freezing stage. At this stage, these are cooled in a system having temp - 40oC and the core areas of mushroom pieces acquire a temp around –18oC. Subsequently, packed in multilayer polybags and stored in a cold storage having temp–20O to –25oC. Vacuum
freeze drying (V.F.D.) is a further development in mushroom processing technology. In this process the original shape, quality, colour size, texture, freshness properties of 4 thermal sensitive produce are retained. This processing technique involves the cooling of mushroom much below the freezing point i.e. –40oC where moisture present in mushroom is converted to tiny ice molecules which further directly sublime into vapour when subjected to vacuum with a slight rise in temperature resulting in a dried end product. Freezing Mushrooms Depending on what you plan to do with your stored mushrooms, freezing might be your best option. This is not going to keep the flavour as well as drying, and it doesn't intensify the flavour of the mushrooms in the same way, but if Downsizer: for a sustainable & ethical future you plan to make pates or sautees with your mushrooms then this is the way for you. Many mushrooms will require some kind of pre-cooking. I recommend slicing them, and frying them in a little olive oil with some chopped browned onion and garlic, and just a little black pepper. Freeze them in small portions, and when you're ready to use your mushrooms just melt a portion in a pan. That said, when I have an excess of chicken of the woods or blewits, I freeze them as is with no more pre-treatment than a quick wipe, and they seem none the worse for it. Boletus also seems to cope well with freezing raw, if you're only storing them for a short while. You can take pre-cooking a step further by producing a duxelles. This is a paste produced by chopping the mushrooms and onions very finely and frying with some butter or olive oil over a low heat for a long time (an hour or so) until you has a crumbly, dryish mixture. Again, freeze in small lots so you can defrost what you need when you need it. There are innumerable variations of this, incorporating different herbs and flavours, and if you have the time the duxelles is unsurpassed for richness and intensity. Alternatively you can prepare your mushrooms for freezing by blanching, a brief boiling or steaming will do. Give the mushrooms a wash to remove any grit or dirt, and drop them into boiling water. Bring back to the boil and cook for two minutes, before draining and refreshing in cold water. This isn't the tastiest way of preserving mushrooms, and you lose a lot of texture, but if you're in a hurry and you’ve got a huge haul it's better than nothing. NTC responds to news article
T
he attention of the NTC is drawn by opinion raised by some bloggers, while participating in Naga Blog discussion on the subject “Analyzing the issue of Tribe Recognition in Nagaland” as published in Morung Express local daily on 17th May, 2014. The NTC would like to clear the confusions being projected on enumerated data listing Rongmei indigenous inhabitants as published by the State Government. The NTC maintained that the so called 1313 enumerated list of Rongmei Community in Nagaland State is bogus and without any basis. Any notification that is contrary to the legislated laws or against public interest is either challenge or resist by the citizens and hence, rejected by the people as anti-people’s decision in the 13th May, 2014 Public Rally. The present notification No. AR-8/8/76 dated the 28th of April, 1977 is a criteria being followed since the statehood and time tested legislated law of the State. The criteria laid down in the above law are implicitly clear and undisputed. No one ever denied that Rongmei is a Scheduled Tribe in India but the question here is its identification as indigenous inhabitant tribe in the state of Nagaland without holding any legal basis. The stand of the NTC against the enumerated numbers of Rongmei indigenous inhabitants in the State of Nagaland as maintained by the Government of Nagaland to 1313 is bogus and void of any basis. The State Government should come out clear on the status of 1313 indigenous Rongmei inhabitants in the State of Nagaland with legal basis rather than creating confusion and polarization. The State Government on one hand notified the enumerated list of 1313 Rongmei indigenous inhabitants in the State and on the other hand nullified its own enumerated figure by a declaration through the concerned department that there is no Rongmei name in the 1963 E-Roll. The NTC also fails to understand what has
prompted the State Government to conduct an exclusive survey to a particular community to give exclusive legal status. Our point of contention here is very simple. The members of Rongmei community like any other members or groups of indigenous inhabitants in the State of Nagaland can apply for an indigenous inhabitant certificate in the prescribed form by producing necessary legal papers as per the laid down criteria and not through special administrative enumeration drive. We are not concern whether the members of Rongmei Community is more or less than 1313 as long as they are within the entitlement to avail their status through legal procedures. The interim order of the Honourable Gauhati High Court directing the State authority not to issue indigenous inhabitant certificate contrary to the criteria as laid down in the notification No. AR-8/8/76 dated 28th April, 1977 and directed the State of Nagaland to filed affidavit in reply to defend its action is unambiguously clear making the 1313 identification process accountable to the law of the land. The NTC at no point of time attempted to manipulate or misuse the Hon’ble Gauhati High Court order as alleged by several groups of people and individuals. Any interested group or person can take up with the appropriate Court instead of indulging into paper war or misleading the general public. The questions on human rights violation or unfair treatment and all emotional black mailings will not contribute to the solutions as desired by all. What we need today is a clear definition of status and identity and removal of all factors conflicting public policies inflicting injuries on the members of a family. The NTC request all concern to desist from creating confusion on the issue but be a part of the desired solution for unity and fraternity of the Nagas at large. Media Cell, NTC

AGC celebrate success of club members AR extends help to accident victims
KohIMa, May 22 (DIPr): The Nagaland Adolescent Girls Club (NAGC), an initiative of the Nagaland State Social Welfare Board (NSSWB), organised a felicitation programme for the 70 successful AGC members who passed HSLC 2014, out of which 4 (four) were toppers. Altogether, 118 AGC members belonging to different schools in Kohima attended the program namely Mezhür Higher Secondary School, Christ King Higher Secondary School, Modern School, Mewi School, Bayavü Hill High School, Genesis School and Oking Christian School. Gracy Aye, SRCW, chaired the programme. Fr. Deli Kapani, Principal Christ King Hr. Sec. School, pronounced the invocation followed by welcome speech by Daisy Mezhür, Secretary NSSWB. She welcomed all the club members and everyone present, congratulating the successful candidates and
remarked that the result comparing to last year has improved. AGC members from Christ King Higher Secondary School graced the programme with a special song. Juliana Medom, various AGC, SRCW, gave a power point presentation on the, ‘Journey of AGC’, which highlighted activities like card making, decoration items, conducting vocational trainings and also presented their participation in events like Independence Day Celebration over the course of several years. The presentation highlighted the Girls Pipe Band, which is the first of its kind in Nagaland, which was formed in 2011. Wokha AGC was formed in 2013 and 2014 will include more activities and programmes, and she concluded by stating that AGC members will always be AGC members. Bano Vinito, Chairperson NSSWB, gave exhortation. In her speech, she congratulated the
successful candidates and encouraged the girls to continue with the fight and never give up challenges. In order to be successful three important key points were sharedto love and fear God; to be economically independent and to compete. Atou Mezhür, Managing Director, and Fr. Deli Kapani, in their sharing congratulated the successful HSLC candidates and encouraged the students to set a goal and strive forward and to set a goal to “Live the Promise” which is the theme of AGC. Fr. Kapani, thanked NSSWB for initiating AGC, which is the first of its kind in Nagaland. Felicitation was followed where certificates and gifts were presented to all the club members present. The election as an Indian awakening
A
mid recitals of Vedic hymns and blowing of conch shells, the ‘Ganga Aarti’ puja was held at ‘Dashashwamedh Ghat’ in Varanasi with Prime Minister elect Narendra Modi along with BJP President Rajnath Singh and Modi’s close aide Amit Shah in attendance. For those who may be unaware, the ‘Ganga Aarti’ puja was the first major event of Modi after leading the BJP to its impressive victory in the just concluded General Election. Whether there was a need for such a huge puja with religious fervour after getting elected to the PM’s office, a constitutional post, it is for readers to judge, although the first impression one got was that of Modi as a Hindu nationalist.
From Hindu Nationalist to PM In the past, Modi was not shy to project himself as a “Hindu nationalist”. But as the Prime Minister of a country as diverse as India, one should not go around proclaiming one’s religion. The constitution clearly mentions that there is no official religion and the Government treats all religious beliefs and practices with equal respect and honor. And therefore an elected PM ought to be more sensitive to the feelings of others, especially the minorities. A more private and low key puja would have been perhaps more appropriate. The point really is that with power comes greater responsibility and now that Modi has become PM, there are certain established principles, which will have to be observed. As PM he will now have to be inclusive in his approach. Hopefully Modi will grow into his new role as the head of the constitutionally elected government, who affirms to bear true faith and allegiance to the Constitution of India. It is his responsibility as PM to “faithfully and conscientiously discharge” the duties and “without fear or favour, affection or ill-will”. A leader with a difference While the first impression about Modi may be that of a “Hindu nationalist”, the other impression of Modi is that of a leader who is different from the usual neta or political class we are used to. Modi is someone with humble beginnings, hard working, has strong self belief to succeed and displays honesty and genuine concern for people’s welfare. His message to the newly elected BJP MPs not to lobby for berths and offices but to work for the party in their respective States, this goes to show that Modi has set a high standard for those in public life to follow, i.e. to work for people and not for self. This is worthy of emulation for any leader. In all this, there is high expectation that the new Modi government will perform and deliver on good governance, speedy economic recovery, corruption free development and inclusiveness of all sections. The other impression that one got was how the BJP seems to have high regard for its pre-poll alliance partners. Despite having a majority, the BJP was gracious enough to accommodate even a one seat party like the Naga People’s Front (NPF). Not only was Neiphiu Rio of the NPF given time to speak during the BJP-NDA Parliamentary meeting but Rio was given a prominent seat next to BJP leaders as they met the President to stake claim to form a government. Test for Rio’s new role It’s another matter that Rio should have refrained from attacking the previous Congress led UPA regimes. He should have been more gracious in his hour of victory; after all if the ten years of his tenure as Chief Minister of Nagaland can be claimed as successful on the development front, then perhaps one should have the magnanimity to at least give some credit to the Central government for its supporting role. Rio was perhaps carried away by the occasion and his new found reverence for “his leader Modiji”. In fact, even the BJP leaders including the PM elect showed more courtesy towards its political opponents and refrained from attacking anyone. Rather, Rio should have used the occasion to tell the next PM and the BJP heavyweights present that he has been send to the Lok Sabha primarily to give priority in resolving the long pending Naga political issue. een as a window to unmask the shrouded mystery of Bhutan by celebrating its literature, art, culture and music, the annual "Mountain Echoes" festival's fifth edition kicks off here Thursday. The three-day festival promises to offer a balanced account of many myths, peek into Bhutan's textiles and soulful music, along with staple dose of democracy, crime and gender writing. An initiative of the India-Bhutan Foundation, the festival is managed by Indian non-profit literature promotion group Siyahi with the support of Bhutan's queen mother Ashi Dorji Wangmo Wangchuck who is the chief royal patron of the festival. Leading Indian household consumer durables company Usha International is one of the main sponsors of the festival that will go on till May 24 at Nehru Wangchuck Centre and Taj Tashi in Thimphu. Celebrating the true spirit of art begets art, the cultural melee will host more than 50 speakers from South Asia and around the world who will speak on the subjects spread over different genres: from texture of mountain writing to environmental concerns; crime writing to concerns with democracy; popular fiction and gender writing to poems and plays. Glimpses of Bhutanese life will reflect on the big screen through movie screenings and will throw life on the mundane life, their religious beliefs and role of the women in the Bhutanese society. "Village on Treasure Hill", "Bhutan Women Forward" "Indian Roots of Tibetan Buddhism", "The Yak Herder's Son" are some of the films that will be screened during the festival. Two important ingredients of cultural exchanges are music and textiles, and that too have found a space in this festival. How art in this landlocked county has flourished and taken its due course with changing times, and how it is adapting its traditional textiles weaves into everyday modern fashion would be narrated through exhibitions, while concerts by musical bands - Zhaw and the Ngorigaps, The Baby Boomers, Poisoned Apples and Daydream Farmers - will throw light on the lesser-known musical musings of the country.

he 2014 Indian general election are at last over. Although equally grand in scale, this election seemed different to more conventional rounds in 2009 and before. This vote more resembled a nationwide sports contest, probably because of the more frequent twists and deeper involvement of the public. During the elections, every day saw new dramas and controversies. On numerous occasions, a minister would say something that infuriated a group of people, who then rallied to the Election Commission to ban that minister or took to social media websites to vent their shock and rage. Some of those moments were interesting, while others were just frustrating. Some of the "players" in the elections performed well, while others simply made a fool of themselves. In retrospect, these elections had everything, all the way from inspiring presidential-debate-like speeches to (legal) betting in the Indian stock markets. Such an important event will have an impact in India and beyond for long time. The brutal and carnivorous hunt by media channels all around the world that Bharatiya Janata Party leader Narendra Modi was subjected to will be seared into several people's memories. The entertainment that Rahul Gandhi provided when he mentioned "Women Empowerment" or talked about "Changing the System", while having a smoldering and solemn look in his eyes, will also provide entertainment to people for a long time the Congress Party's prime minister candidate was mocked on Twitter for repeating the phrases. But apart from these factors and other more trivial trends, the greatest impact that the elections had was on the consciousness of the nation. The Indian elections of 2014 marked the rise of a new national consciousness. It seemed that the citizens of the country realized that India indeed has a government, and that the citizens have to get involved into the political environment for the government to be effective and for the country to progress. Up until these elections, the national consciousness was in a slumber. There existed a prosaic saying that "China grows because of its government and India grows despite its government," that could occasionally be found in online discussions or heard in casual conversation, usually between an Indian and a non-Indian. This phrase provides insight into the perceptions people have of the Indian government. There was a sense that the policies and actions of the government were simply impeding growth and progress, primar-

o power on earth can stop an idea whose time has come" is a favourite quote of the outgoing Prime Minister Manmohan Singh. If ideas can come in the form of men, Narendra Modi, set to be sworn in as India's new prime minister, is one such manifestation. Thirty years after 1984, the last time a single party was returned with an absolute majority in Lok Sabha elections and when a consensus has evolved that the era of single party rule was over for good, there emerges Modi who almost single-handedly led a grueling election campaign to secure an unprecedented 282 seats out of 543 for his Bharatiya Janata Party (BJP). Together with allies, the National Democratic Alliance (NDA) has romped home with a comfortable tally of 336 seats, beating predictions of all but a lone pollster. The BJP's decisive victory is even more remarkable for the decimation it has caused of the Grand Old Party. While a Congress defeat had been widely expected, even its worst detractors could not have imagined its count to plummet from 206 in 2009 to just 44. Clocking an average of 7.5 percent per annum of growth over a 10-year period of rule is no mean achievement for any coalition. But averages are for economic historians; what seemed to matter to the voter was the sub-5 percent growth during the last two years. The problems of the outgoing Congress-led United Progressive Alliance (UPA) were further compounded by the spate of corruption scandals that surfaced during the past few years. The challenges facing the Modi gov-
ily because of the larger-than-life bureaucracy. This author distinctly recalls that while growing up, other youths loved to indulge in talking about everything from philosophy to American politics. Some even watched live speeches by George W Bush while he was president and Barack Obama while he was trying to be president. The youth even got involved with other candidates and events in American politics. The Indian youth are not totally averse to politics. They were aware of the role of the government and its responsibilities - and have an idea of the power it possessed. But that awareness was only limited to knowledge of the American political system. It was as if the Indian political system was almost non-existent, and any discussion regarding any of the candidates was considered to be taboo. Knowing the names of any political persona (except for the prime minister, president etc.) was simply considered to be impractical. There are numerous reasons that can explain the lack of interest in debating issues in Indian politics. But in retrospect, it is likely the main reason for the apathy was the image and reputation of "our" politics compared to its counterparts in other countries. Indian politics was corruption and coarse, animallike quarrels. No prominent politician gave televised speeches or debated other politicians, but several of them did throw slippers and openly swear at each other. For the Indian youth, it was far easier to ignore the events here and focus on other topics of discussion. But apathy regarding the system extended both ways. Not only were the citizens ignorant about politics - the politicians were ignorant about the citizens. It was common for politicians to hole up in their houses and only make their presence felt only during election time. Most of the time, that presence was required to attract votes from the minorities, since the majority didn't vote. And once the elections were over, the politicians would abandon their lackadaisical attempts of garnering votes and return to their secret holes, away on another planet. To say the least, the expanse between the political class and the non-political class was gigantic. The politicians seemed to be living on one planet, and the citizens seemed to be living on another. Each class of people was ignorant of the other's existence. This disconnect became conspicuous when debating global issues with non-Indians. Discussions turned into monologues which consisted the other person telling this author
about gap between the political system in his country and the political system in India. Those were dangerous situations to be in because the temptation was to accept and parrot biased opinions about a political system he had probably read about from some biased newspaper. Callowness made this author susceptible to malicious information from untrustworthy sources. Sun Tzu, the potent Chinese strategist, wrote in his omnipresent The Art of War: If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb to failure in every battle. In a battle of words with someone from another country, Indians were bound to lose - and maybe even adopt the other person's point-of-view - simply because they didn't know the political system and policies of their country. But the rise of a new consciousness and growing political awareness among the different strata in society has changed things. Unlike before, it doesn't seem taboo to talk about the policies that are implemented by the government or even to discuss the daily occurrences in the Lok Sabha (lower house). Political discourse can frequently be heard on the streets, in shops, between family members, and even between friends. It's become common to discuss politics with the auto-wallah (rickshaw driver) or listen to their opinions. Voting has become "cool". Famed cricketer Sachin Tendulkar flew to Mumbai from Dubai to give his vote and then flew back to Dubai. Even attempting to analyze political candidates or make fun of them has become fashionable. Political discourse has entered everyday life. Some people would argue that the dissemination of political awareness across one billion people belonging to a multitude of religions and speaking a multitude of languages is a dangerous thing. In the future, finding a policy that has the potential to satisfy such a diverse amount of political observers will become a tiresome task. Almost every policy will have some detractors who will foresee it harming their personal interests. Because of these detractors, policy making will perhaps become even slower. It seems that unlike the Chinese government, the Indian government shot itself in the foot by involving such a vast number of people in the elections, because it won't be able to make decisions any quicker than it does now. But that's just one side of the coin. The other more positive side hints that the entrance of political discourse in everyday life is a great thing. Primarily this is because citizens won't feel that they are part of some different planet, and that the policies that the government makes won't affect them at all. With an increased awareness about the political system and an enhanced voice in the political decision making process, the people who vote now feel that they have a stake in the welfare of the country and thus, they share at least some responsibility for its performance. That increased stake will definitely make decision taking by the government slow, but it will enhance national loyalty. Finally, the entrance of political discourse in everyday life will also open up more career options for aspiring politicians. No more will politics be reserved for the chosen individuals and families. Ordinary people, without any connections, will now have an option of entering politics. These people will have to prove their worth, and will have to have some sort of skill. This requirement will make sure that the political class is more responsible and better qualified than it has been hitherto. Other impacts too will be felt in time. Meanwhile, the rise of a national consciousness will continue to change thoughts, notions, and people. And the changes have just begun. At one point of time, it was common for someone to wonder, "Whether India will change". The answer to that question is obvious. Now, it is common for someone to wonder, "When will the changes come". The change has begun.
Challenges facing Narendra Modi Parthasarathy Chaganty IANS ernment are largely defined by the legacy of the UPA rule. The prime object of the new government should be to take the economy back to the high growth (8 percent plus) trajectory at the earliest. This calls for a slew of carefully considered measures, administrative as well as legislative. A major legacy left by the UPA is the raft of rights-based legislation, notably right to work and right to food. The land acquisition law gives a better deal for the landowners, but correspondingly makes it harder and costlier for industries to acquire land. These supposed welfare measures may not have saved the day for UPA, but remain as statutes on the book, which the new government will have to deal with. Even if the BJP reconciles itself to such measures in ideological terms, it needs to undertake a critical evaluation of the various schemes so as not to fall in the same rut as the previous government. More than Rs.2 trillion were spent on rural employment by the UPA during its tenure, but there is little to show in terms of physical assets like check dams, roads and levelled
fields. Apart from large-scale leakages, payments under the scheme are mostly viewed as entitlements rather than wages for productive work. A collateral damage is the serious impairment of the work ethos among large sections of rural labour which can have an adverse effect on farm output if left unchecked. Contrary to popular perception, barring retail, the BJP welcomes FDI in almost all other sectors (even up to 100 percent in certain cases), especially where it brings in new technology or innovation. Whether it is FDI or investment from domestic industry, it is the "ease of doing business" that matters most. Inordinate delays in project approvals and numerous hurdles at various stages of implementation can sap the energy of even the most enthusiastic and committed investors. Ensuring time-bound approvals and implementation of projects holds the key to spurring investment and growth. If there is one measure that will have a significant impact on easing of supply constraints, it will be to scrap state monopoly on coal mining and

permit merchant mining, with allocation of coal blocks through auction. Rolling out the much delayed Goods and Services Tax (GST), for which the necessary spade work has been done, will send out a positive signal and aid growth. It is also necessary to bring about an investor-friendly tax regime. Reining the fiscal deficit is a prerequisite for ensuring sustainability of growth. Any laxity on this front will not only lead to crowding out of private investment but also severely limit policy options of the Reserve Bank of India in combating inflation. One factor that merits close attention in this context is the subsidy burden. Doing away with diesel subsidy should not be a problem now. However, scrapping fertiliser subsidy will be a challenge for which the requisite political courage needs to be mustered. Notwithstanding the BJP's reservations on "Aadhar" (unique identification scheme), serious thought should be given to direct cash transfers to targeted beneficiaries, which will go a long way in checking leakages. Lastly, as the new government lacks majority in the Rajya Sabha, every effort should be made to enlist the cooperation of the opposition groups wherever possible as calling joint sessions of the houses for passage of bills on a regular basis cannot be a practical solution. A cooperative approach is needed vis-à-vis state governments as speedy implementation of projects is not possible without their support at the ground level. From all indications, the prime minister-designate, Narendra Modi, appears to be a man equal to the task.

Abrogation Of Article 370 is Not Possible Justice rajindar Sachar

JP president Rajnath Singh has called for a debate on why Article 370 of the Constitution should not be abrogated. One wishes he had sought this enlightenment before including the provocative item of abrogation of Article 370 in the BJP election manifesto. Apart from the legal angle, Togadia's hate speech against Muslims and a politically dishonest attempt by BJP and RSS leaders to paper it over should be a justification enough for the retention of Article 370 for the Muslim majority state of J & K. On August 15, 1947, when India became independent, J&K was not a part of its territory. It was only by the Instrument of Accession, dated 27.10.47, signed by the Maharaja of J&K that the state acceded to the Dominion of India. By clause 3 the Maharaja accepted that the matters specified in the schedule are the matters with respect to which the dominion legislature may make laws for the state of J & K. The instrument further provided that the terms of instrument shall not be varied by an amendment to the Act or the Indian Independence Act, unless such amendment was accepted by the Maharaja. The instrument also clearly laid down that nothing in the instrument shall be deemed to commit the state in any way to the acceptance of any future Constitution of India. This instrument accepted only a limited number of matters -- Defence, External Affairs, Communications -- with respect to which the Indian legislature could make laws for J&K. This special relationship of J&K found its reflection in Article 370 of the Indian Constitution which laid down that notwithstanding anything in the Constitution, the powers of Parliament to make laws for the state shall be limited to those matters in the Union List and the Concurrent List, which, in consultation with the government of the state, are declared by the President to correspond to matters specified in the Instrument of Accession, and such other matters in the said lists with the concurrence of the state the President may by order specify. Thus by virtue of Article 370 Parliament can legislate for J&K on matters other than those mentioned in the instrument but only after obtaining the concurrence of the state of J&K (emphasis supplied). Thus J&K has special status, unlike the other states in India where Parliament can legislate on its own on subjects mentioned in the Union and concurrent lists. It is no doubt true that Article 370(3) provides that the President may by notification declare that this article shall cease to be operative, but the proviso clearly lays down a limitation that the recommendation of the Constituent Assembly of the state shall be necessary before the President issues such a notification. It is not disputed that the Constituent Assembly of J&K has never given any such recommendation. In that view Article 370 cannot be withdrawn by Parliament purporting to exercise the power of amendment given by Article 368. That the power to amend the Constitution is not totally unfettered admits of no disputes vide the famous case of Keshvanand Bharthi, (1973) in which the Supreme Court held that a "Constitution like ours contains certain features which are so essential that they cannot be changed or destroyed". There is also nothing very special in laying this limitation in Article 370. Even Article 368 limits the power of Parliament to make any amendment to the Constitution which would result in a change in any of the lists in the Seventh Schedule; such amendment shall also require to be ratified by the legisla-

tures of not less than half of the states. Under our Constitution the Governors are only formal heads of state and have no powers at all in the administration of the state which is vested in the Cabinet. But yet by the Constitution Amendment Act 1956, Article 371 provides for a special responsibility of the Governor for the establishment of separate development boards for Saurashtra and Kutch (in Gujarat) and Vidharba in Maharashtra for an equitable allocation of funds for the development of the area. No objection by the BJP has been raised which curtails the power of Gujarat Chief Minister Modi, while there is not such limitation on the chief ministers in other states. Article 371G, introduced by the 55th Constitution Amendment Act 1986, provides that no Act of Parliament in respect of the ownership and transfer of land shall apply to the state of Mizoram unless the legislative assembly of Mizoram by a resolution so decides. This provision is identical to Article 370 of the Constitution regarding J & K. The BJP was a party to the above amendment. Why does the BJP apply double standards in the case of the Muslim majority state of J & K? Even in the USA such is the width of state autonomy that an advocate getting his law degree from Washington University cannot as a matter of right practice in the state of New York. No one has suggested that this is endangering the unity of the USA. Recently in the election fever even the Congress seems to have got entrapped when it gave
an election promise to separate Ladakh from the territory of J&K and even give it a separate legislative assembly. This is the most provocative suggestion, which can only inflame the sentiments of people of J&K against India, apart from the fact that it is not legally possible because the J&K legislature will never give its consent, as provided by Article 370. It needs to be appreciated that the retention of Article 370 is a matter of self-respect and honour and an assertion of their distinct identity for the people of J&K. Can't the BJP leaders, even when most of the parties in J&K are desirous of finding a lasting solution, be statesmen enough to give up their opposition to Article 370, which no Kashmiri can possibly agree to abrogate because it is a matter of preserving his special identity? Faced with this reality, politicians must realise that all talk of abrogation of Article 370 is moonshine and a non-issue. It is also a very sensitive matter touching the credibility of our secular professions and the justifiable fears of the minorities. With all this, when it is also patent that the abrogation of Article 370 is not legally and constitutionally possible, is there any moral, political or logical justification to keep up this empty noise? A former political science professor was discussing the Thai army's declaration of martial law on live TV when the talk show was suddenly interrupted to transmit order No. 9 from the Peace and Order Maintaining Command. The military edict banned media from interviewing academics and ex-government officials whose opinions could incite conflict. Shortly afterward, the host turned to her guest. "We have to wrap up the show for now," she said, before smiling and asking, "Do you have anything to add?" Sukhum Nualsakul, a former rector of Ramkhamhaeng University, waved to the camera and responded simply, "See you when the situation is better." That scene Tuesday in the studios of the independent Thairath TV station underscored the precarious state of press freedom in Thailand in the wake of Gen. Prayuth Chan-ocha's unexpected declaration of martial law this week and his decision Thursday to take control of the government. Prayuth said the moves were necessary to restore stability after nearly seven months of political deadlock and deadly violence. At least 28 people have been killed since November, when a protest movement began pushing to overthrow the government. Journalists and rights groups have criticized the army for primarily targeting the press rather than protesters. Of the 12 edicts issued Tuesday by the newly formed Peace and Order Maintaining Command, the military committee set up to oversee the army intervention, at least five concern media censorship. Chiranuch Premchaiporn, a leading press freedom advocate from the online news outlet Prachatai, said the army believes "that by shutting people up, they can control the situation." "That can't work in a democracy," she said. "Thailand is deeply divided. Our problems will never be solved if people are not allowed to express their ideas and speak." Martial law was announced in the dead of night, at 3 a.m. Tuesday. Troops fanned out across the capital and entered TV stations, forcing them to broadcast the army's message. Soldiers remained in master control rooms afterward to censor comments deemed "negative," and many remain. So far, at least 14 partisan TV networks — both pro- and antigovernment stations — have shut down and nearly 3,000 unlicensed community radio stations across Thailand have been ordered to close. Newspapers have been warned not to publish articles that could incite unrest. The army says violators will be prosecuted, but so far, none have. The army has extended its censorship bid into social media, setting up a special committee to monitor it and summoning Internet service providers to discuss the issue. One, True Corp., says it has blocked access to six websites with "inappropriate" content. Regional military commanders have ordered several academics not to comment on the political situation, according to Human Rights Watch. And at least one major bookstore in Bangkok, Kinokuniya, has pulled political titles from its shelves that could be deemed controversial. An employee there, who spoke on condition of anonymity, said the company took the action voluntarily. But Benjamin Zawacki, an independent analyst who lives in Bangkok, said on Twitter that the store informed him six books he had ordered were "prohibited for sale due to martial law." The books included titles such as "Legitimacy Crisis in Thailand," a collection of essays that examine the conflict that has roiled the Southeast Asian country since the army overthrew former Prime Minister Thaksin Shinawatra in a 2006 coup, over allegations that he abused his power and disrespected the nation's king. Thaksin's ouster left Thailand sharply divided, between a poorer rural majority in the north and northeast that benefited from his populist policies and a traditional elite of staunch royalists and powerful businessmen in Bangkok and their supporters in the south. Although some print media in the capital have toned down their reporting, commentaries on social media that are critical of the army intervention continue unabated. One example: a photo circulating on Twitter of two women holding up paper signs that read, "No Martial Law — A Coup in Disguise," and "Stop Abusing People Power!" as they stand next to helmeted soldiers decked in camouflage and black armored vests. Leading Thai media organizations say that although some politically affiliated TV channels have broadcast provocative content that could fuel hatred, the military orders contravene the right to freedom of expression guaranteed by the constitution. Shawn Crispin, the Bangkok-based representative of the Committee to Protect Journalists, agreed. "Partisan media on both sides have at times breached ethical lines in broadcasting hate speech ... but we think the military wrongly believes that free speech is stoking the conflict," he said. "If Thailand is going to come out of this crisis, the country needs to have an open and free debate." The military suspended Thailand's constitution Thursday.

n May 18, solidarity actions were held in New York City and in San Cristóbal de las Casas, Mexico, to protest the recent assassination of Zapatista José Luis Solís López, better known as Galeano, who was murdered by paramilitary forces earlier this month. Within Mexico, organizers announced that solidarity caravans will travel to La Realidad to “hug the family members of Galeano and the Zapatista grassroots.” Meanwhile, more than 75 communiques from various organizations and individuals expressed their condemnation of the paramilitary attacks, including writers and activists such as Arundathi Roy, Angela Davis, Noam Chomsky, Naomi Klein, Immanuel Wallerstein, Ivon LeBot, Kristinn Hrafnsson, Manuel Castells, Michael Hardt, Gustavo Esteva and Pierre Beaucage. The National Indigenous Congress explained: “It is an aggression against all of us who are learning from the many Zapatista teachers who continue teaching us what the face of liberty looks like.” The group demanded “an end to the war against our Zapatista brothers and sisters, and punishment for the intellectual and material authors” of the murder. On May 2, Galeano was murdered in the community of La Realidad in the Mexican state of Chiapas. According to the Good Government Junta — the Zapatistas’ governing
body — those responsible for Galeano’s murder were paramilitary forces that came from two rightwing parties, the Green Ecologist Party and the National Action Party, as well as the Independent Center for Agricultural Workers and Historic Peasants. Galeano was murdered by three gunshots after he, unarmed, was surrounded and refused to surrender. The attack took place on the eve of a meeting that the Zapatistas had planned to hold with other indigenous organizations and indigenous people of Mexico during which spokesperson Subcomandante Marcos had planned possibly to reappear after a public absence of nearly six years. During the attack, a number of people were injured, and a Zapatista school and health clinic in La Realidad, both of which were symbols of the movement’s autonomy, were destroyed. Galeano is the first Zapatista from the supportive communities, known in the movement as the “bases of support,” to be killed by paramilitary government forces since 2003. He served as a teacher during the recent escuelita, when thousands of students from across Mexico and abroad came to learn from the movement. His murder further reveals the ongoing counterinsurgent war that is carried out by Mexican government across Zapatista territory. This counterinsurgency, which began after the uprising in 1994, seeks to erode and wear out Zapatistas’ struggle to build
autonomous institutions such as schools, clinics, hospitals and its own system of government. In response to the attack, the Zapatistas are asking for justice rather than vengeance, expressing once more their fight for peace. La Realidad, the area of the attack, is a tropical forest region where indigenous Tojolabal Mayans live. During the Zapatista Army for National Liberation’s struggle in 1994, the community served as the base camp for the Zapatistas leadership and the area became emblematic of the struggle. It was also in La Realidad where the Zapatistas had the first encounters with the federal government. In February 1995, thousands of Mexican troops entered the community to try to detain the Zapatista spokesperson Subcomandante Marcos, w h o wa s forced to flee into the jungle alongside hundreds of children, women and elderly people in order to avoid violent repression by the military. In 2003, when the Zapatistas organized its autonomous communities into five regions called caracoles, which translates to “snail” in Spanish, La Realidad became
known as “The Mother of the Caracoles of the Sea of our Dreams.” Without accepting any resources from the Mexican government, and with their own efforts and daily work, members of the Zapatistas founded the first of the now 32 autonomous rebel municipalities in the caracol of La Realidad. This site is where the first generation of the Zapatistas autonomous government was born. After the assassination, some of the Mexican mainstream media reported that the death came from conflict from within the community, without waiting for a statement from La Realidad’s Good Government Junta or from human rights organizations that have mediated conflicts in the area. But in a communique, the Zapatistas refuted this account of events. “This was not about a problem within the community, where different groups confronted one another, caught up in the heat of the moment,” the Zapatistas wrote in the communique. “This was something planned. [Galeano] did not fall
into a surprise ambush …. In the first issue of the Zapatista Rebellion print magazine, published this past February, Galeano wrote his reflections on the escuelita, known in English as the Little School of Liberty According to the Zapatistas. “Now they have seen with their own eyes and felt the sacrifice that we make in order for us to achieve everything we have,” he wrote. “They lived here with Zapatista families, and they realized how much sacrifice and suffering that family experiences in order to harvest, to get the resources they need to sustain themselves, and to resist bad governance.” For Galeano, the escuelita was “a way for us to communicate, to know other people from the city, from our country, and from the world. It is a bridge for us to communicate through.” In response to the attack and at the invitation of the Good Government Junta, part of the general command of the Zapatista Army for National Liberation has relocated to La Realidad in order to investigate the attack and assassination. Upon arrival, the Zapatista Army explained that it could bring further violence to La Realidad if
it relocates to the region and takes up the investigation. “Do you want us here to look into this problem and ensure justice, or would you prefer we go elsewhere? Because you could now suffer direct persecution from the governments and their police and military,” the army explained. Nevertheless, Galeano’s son insisted that the Zapatista general command should stay and find who killed his father, and Subcomandante Insurgente Moisés is heading up the investigation. Subcomandante Insurgente Moisés and Subcomandante Insurgente Marcos are also listening to the voices of those living in La Realidad, and Marcos has dedicated himself to writing down the words of these compañeros. In one of his entries he recounts that, as one person was crying, another Zapatista explained, “Compañero Subcomandante Insurgente, don’t misunderstand our tears. They are not tears of sadness, they are tears of rebellion.” The last communique signed by Subcomandante Marcos announced that on May 24 all of the caracoles will pay tribute to Galeano. “It would be good if on that day, others do something to pay tribute in their places, according to their own modes and times,” he also wrote. 16th Lok Sabha will have most first-timers in 30 yrs
NeW DelHi, MAy 22 (AgeNcies): The 16th Lok Sabha will see the highest number of first-time MPs in over 30 years. The AIADMK, which swept Tamil Nadu, has the highest proportion of new faces among the major parties. Data compiled by the independent, non-partisan legislative research group, PRS Legislative Research, shows that 315 of the 543 new MPs -- or 58% -- are first-timers. This is the highest that the number of debutants has been since the 1980 election (329) and the 1977 post-Emergency election (376). Among parties, the AIADMK leads the pack with 92 per cent of its MPs being first-timers, followed by the Shiv Sena (67 per cent), BJD (60 per cent), BJP (59 per cent) and Trinamool Congress (56 per cent). The Congress is at the bottom, with just a nine, or a fifth of its MPs, being new to Parliament. Of the 226 MPs who have been elected to Parliament before, three won for the ninth time – P.A. Sangma of the National People’s Party (Meghalaya), Ram Vilas Paswan of the LJP (Bihar) and Kamal Nath of the Congress (Madhya Pradesh). Four won for the eighth time, including Sumitra Mahajan of the BJP, the woman with the most legislative experience in the 16th Lok Sabha. 171 MPs were re-elected from the 15th to the 16th Lok Sabha. Nearly half of these returning MPs are from the BJP alone, while 31 Congress MPs are returning. To compile the data, PRS Legislative Research considered MPs elected this time but who had never been Lok Sabha MPs in the past; MPs who had been Rajya Sabha MPs before were also included.
Pak expects dialogue after Modi takes charge
islAMAbAD, MAy 22 (iANs): Pakistan said it expects a “meaningful dialogue” with India after Narendra Modi is sworn in as prime minister Monday and that Prime Minister Nawaz Sharif will decide Thursday whether or not to attend Modi’s oath taking. “We expect when the new government takes over... a meaningful dialogue between India and Pakistan will resume,” Foreign Office spokesperson Tasnim Aslam told the media. She said India had invited Sharif to attend the Monday ceremony in New Delhi and the decision on it would be taken “sometime today”. She indicated that a representative may be nominated if Sharif could not go, saying this was a “normal practice” and won’t breach protocol. Earlier, diplomatic sources said a decision on attending Modi’s oath taking ceremony would be taken by Sharif after consulting “stakeholders”. Sharif is among the leaders of member states of the South Asian Association for Regional Cooperation (Saarc) invited by Modi for the event. Afghanistan, Sri Lanka and the Maldives have confirmed their participation.

NeW DelHi, MAy 22 (PTi): Congress should opt for ‘ruthless introspection’ and only those experienced in field work should be given leadership roles, party leaders said on Thursday. Congress leader Milind Deora, who had yesterday said that Rahul Gandhi’s advisers did not have their “ears to the ground” and those with “no electoral experience” were “calling the shots”, today stuck to his guns, saying his comments are borne out of deep loyalty to the party and pain due to its performance in the polls. “My comments are out of emotions of deep loyalty to the party, pain of our performance and a sincere desire to see us bounce back. Nothing more,” Deora said on Twitter. In another tweet, he said, “Field party work & electoral battles are key to comprehend ground realities. This should form the basis for leadership posts in Congress.” His remarks are significant as there are murmurs in the party that a number of people having no electoral experience and novices in politics were given key roles in shaping up the decisions of the leadership on issues like campaigning and alliances. AICC secretary Priya Dutt, who met Congress president Sonia Gandhi today, also talked of a “disconnect” of the party leaders with the people.

Thomas has said that Congress workers were keen that Priyanka Gandhi Vadra joins “the organisation” as it needs a younger leadership which could lead the party after its worst defeat in the general election. Priyanka is one year younger to Rahul Gandhi, her brother and party general secretary. Thomas, who held the Food, Consumer Affairs and Public Distribution portfolio in the UPA-II government and who won the recent Lok Sabha election handsomely from Kerala, said there was a “special interest” in Priyanka to take up the position in the party as she resembles her grandmother and former prime minister Indira Gandhi. “People of this country and Congress members wish that she (Priyanks Gandhi) comes into the organisation,” Thomas told IANS in an interview. PATNA, MAy 22 (iANs): Bihar’s ruling JD-U Thursday welcomed the support extended by Lalu Prasad’s RJD to the new state government led by Jitan Ram Manjhi, but ruled out any chance of an alliance with it. “We welcome the Rashtriya Janata Dal’s support to the state government but there is no possibility of an alliance or any chance of realignment with it,” Janata Dal-United state president Bashisht Narain Singh told media persons here. He said the JD-U did not seek the RJD’s support, and it announced the support on its own. “We cannot say ‘no’ to support,” he said. The new chief minister also said he was happy to get the RJD’s legislative backing. “It is nice to hear that the RJD will support my government,” he said. Nearly half a dozen JD-U leaders and cabinet ministers in the Manjhi government, including Narender Singh, Vijay
Kumar Choudhary, Shyam Razak and Shahid Ali Khan, made it clear that the RJD’s support to the government has nothing to do with alliance. “We have made it clear that there is nothing in it... no question of alliance of the JD-U with the RJD,” said Water Resources Minister Choudhary, who is considered close to former chief minister Nitish Kumar. “The JD-U government has a comfortable majority, there is no threat to the government at all,” Razak said. RJD state president Ram Chandra Purve said the party decided to support the Manjhi government without any condition. The RJD has 21 members in the 243-member state assembly. The Congress, which has four legislators, has also extended support to the Manjhi government. The JD-U has 117 legislators and enjoys the support of one Communist Party of India member and two Independent legislators.
Assets of 165 re-elected MPs doubled in five years: ADR study NeW DelHi, MAy 22 (iANs): The average assets of MPs reelected to the 16th Lok Sabha have almost doubled in the last five years, a study has found. Association for Democratic Reforms analysed the affidavits of 165 of the total 168 re-elected MPs, as three of them were “unclear/incomplete” as posted on the Election Commission’s website, and found that the average assets of these MPs fielded by various parties were Rs.5.38 crore
in 2009 but have risen to Rs.12.78 crore in 2014. Re-elected MPs of the Shiromani Akali Dal saw the maximum rise in their assets, which grew from Rs.31.75 crore to Rs.58.88 crore. MPs of the Communist Party of India-Marxist were ones whose assests grew the least, from Rs.0.7 crore to Rs.0.78 crore. Shatrughan Sinha of the Bharatiya Janata Party topped the
list with his assets growing from in criminal cases as declared by Rs.15 crore in 2009 to Rs.131.74 these re-elected MPs. Launching its first-ever study on corruption in South Asia, TI said a law allowing for the appointment of a Lokpal, or ombudsman, which will have the power to investigate all top government servants and departments, has still not been implemented. “We think the Modi government should give priority in fighting corruption. We believe

No jobs for smokers in Rajasthan power companies
JAiPUR, MAy 22 (iANs): In a major blow to cigarette smokers in Rajasthan, the state governmentowned electricity companies have decided not to offer jobs to people who either smoke cigarettes or chew tobacco products. “A directive in this regard is expected to be issued soon,” a source in the state energy department told IANS. A state-level committee for tobacco control October 2012 recommended that no person should be offered a government job if he or she smokes or chews tobacco. A circular in this regard was issued November 2013, just before the assembly election, but some of the departments are yet to implement it. Candidates seeking jobs in these electricity firms will first have to give an undertaking that he or she does not smoke or chew tobacco products. NGOs meanwhile hailed the decision of the power companies. “These kind of steps would certainly help in curbing smoking and chewing of tobacco,” said Nitisha Sharma of Inaya Foundation, a Jaipur-based NGO. Sharma, however, was of the view that more steps are needed on the lines of de-addiction centres for alcoholics, so that one can stop smoking or chewing tobacco. She said there were almost negligible facilities to help tobacco users to quit the habit and there were no or few experts who can help these people quit this habit that causes cancer and kills hundreds of people every year in the country. As per an estimate, tobacco causes 40 to 50 percent of all cancers in men and about 17-20 percent in women in India.

During the election campaign, Modi’s opponents accused him of doing little to stamp out corruption, including stalling the appointment of a similar type of ombudsman in Gujarat for over a decade, where he was the chief minister. However, Modi’s supporters say that the appointment was stalled due to wrangling between the Gujarat’s Governor Kamla Beniwal who wanted to have a say in who heads the ombudsman. “There is a room for improvement of his record of fighting corruption in the past. Now we want to focus on future,” said Plipat. “If Modi is serious about fighting corruption then he should act on these recommendations. But he will need to empower people and civil society to work with him and other actors to make this Indian dream of having a transparent and accountable society a reality.”

Indian anti-trafficking operation one of the biggest in year: Police
NeW DelHi, MAy 22 (ReUTeRs): Police rescued 63 children and arrested 23 alleged traffickers at Old Delhi railway station in one the largest joint rescue operations between anti-trafficking and railway police and child rights groups, police and activists said on Thursday. The operation was launched after child rights groups reported receiving a tipoff that a group of traffickers and their victims were heading for the capital by train from Raxaul in Bihar. “We received a tipoff from the source area that there were a large group travelling on a particular train which was arriving in Delhi on Wednesday,” Sanjay Bhatia, Deputy Commissioner for Police (Railways) told Thomson Reuters Foundation. “So we worked closely with the NGOs to ensure that we did not miss them when they arrived. It was a big operation in terms of rescuing all these children and apprehending the suspects. In fact, I think it was one of the biggest in the last year.” The children were aged between 7 and 17 and were mostly from Uttar Pradesh and
Bihar, said Bachpan Bachao Andolan (Save the Childhood Movement), one the child rights groups involved in the operation. The traffickers had told their parents the children would work in factories in Delhi and other cities and would be able to send money home regularly, it added. “I was told that a lot of money would be given to me once I reached Punjab,” an 8-year-old boy in the group told the BBA. “They tried very hard to convince me that a better life awaited me.” “I was promised education in one of the madrasas (religious schools) in Delhi and was also assured of a job in a factory,” a rescued 13-year-old boy said. Thousands of children, mostly from poor rural areas, are taken to the cities every year by trafficking gangs who sell them into bonded labour or hire them out to unscrupulous employers, promising to send their parents their wages. In many cases, the children are not paid and go missing, and their families are unable to track them down. The BBA said none of those rescued on
Wednesday had ever attended school, adding that initial investigations had shown that several of the men arrested had supplied child labourers to factories before. BBA founder Kailash Satyarthi, who alerted the police to the gang’s plans, expressed serious concern about the rise in child trafficking in India. “This is the single largest operation to free trafficked children in transit. Among those children who have been rescued from the clutches of traffickers today, the youngest one is barely seven. Thai military seizes power in coup, imposes curfew
BANGKOK, MAy 22 (AP): Thailand’s military seized power Thursday in a bloodless coup, dissolving the government, suspending the constitution and dispersing groups of protesters from both sides of the country’s political divide who had gathered in Bangkok and raised fears of a violent showdown. The powerful army chief, Gen. Prayuth Chanocha, announced the military takeover in a statement broadcast on national television. It was followed by additional announcements including a nationwide curfew from 10 p.m. to 5 a.m. and an order for 18 government officials — including the ousted prime minister — to report immediately to the country’s new governing military commission. There was no immediate sign of soldiers patrolling central Bangkok, but troops dispersed the two protest sites where competing groups were camped out — one backing the nowousted elected government and one that had struggled for seven months to unseat it. Although the military has insisted it wasn’t taking sides, its ousting of the elected government met the key goal of the anti-government protesters. MANILA, MAy 22 (AP): Vietnam’s prime minister said Thursday for the first time that his country was considering legal action against China over its sovereignty claims in the South China Sea, a move that Beijing would likely fiercely oppose. China claims nearly all of the South China Sea as its own, bringing it into conflict with the far smaller nations of Vietnam, the Philippines and three others that have rival claims. Beijing also has a territorial dispute with Japan over a cluster of islands in the East China Sea. Last year, the Philippines filed a complaint against China before an international tribunal in The Hague to challenge the legality of its claims, antagonizing China. Beijing wants any disputes with countries to be resolved bilaterally even as it continues to engage in what many in the region regard as provocative assertions of its sovereignty in the waters. China raised the stakes in the region earlier this month when it deployed an oil rig to patch of the sea claimed by Hanoi, triggering fury in Hanoi, which sent ships to try and disrupt the drilling operation. Vietnam had been trying to a more low-key approach in its
dealings with China, but the oil rig deployment may have changed that thinking. In a written reply to questions sent by The Associated Press, Prime Minister Nguyen Tan Dung “like all countries, Vietnam is considering various defense options, including legal actions in accordance with the international law,” said Dung who did not specify what legal action Hanoi was considering. Two Vietnamese diplomats have previously told The AP that Vietnam might now file its own appeal or join Manila’s legal challenge against China. BEIJING, MAy 22 (AP): Assailants in two SUVs plowed through shoppers while setting off explosives on a busy street market in China’s volatile northwestern region of Xinjiang on Thursday, the local officials said, killing 31 people and injuring more than 90. The attack in the city of Urumqi was the bloodiest in a series of violent incidents that Chinese authorities have blamed on radical separatists from the country’s Muslim Uighur minority. The Xinjiang regional government said in a statement that the early morning attack was “a serious violent terrorist incident of a particularly vile nature.” The two vehicles crashed through barriers at 7:50 a.m., drove right into the crowds while setting off explosives, the statement said. The SUVs then crashed head-on and one of them exploded, the official Xinhua News Agency reported. It was not immediately clear who was responsible for the attack. Recent violence has been blamed on extremists seeking to overthrow Chinese rule in the region, which is home to the native Turkic-speaking Uighurs (pronounced WEE’-gurs) but has seen large inflows from China’s ethnic Han majority in recent

‘Nuclear talks at tough juncture, deal possible’
SHANGHAI, MAy 22 (REutERS): Iranian President Hassan Rouhani said on Thursday talks over Tehran’s nuclear programme had reached an important and tough juncture, but an agreement was still possible by a July deadline. The lack of progress in talks in Vienna that ended last week between Iran and United States, Russia, China, France, Britain and Germany had raised doubts over the prospects for a breakthrough by the self-imposed July 20 deadline. “I think the negotiations have reached a very important and sensitive and tough juncture,” Rouhani told a news conference through an English interpreter. He was speaking in Shanghai where he attended a regional summit this week and held talks with Chinese President Xi Jinping. “We cannot expect it to be resolved in just a couple of meetings, but we are not pessimistic about the final agreement. We still have time. We can achieve this. We can even do it by the deadline.” The six powers want Iran
to agree to scale back uranium enrichment and other sensitive nuclear activity and accept more rigorous U.N. inspections to deny it any capability of quickly producing atomic bombs. McCullum added he was "disappointed" that excerpts of his testimony had been leaked to the media after it was reported he had told investigators that a former player approached him about corrupting matches in 2008. "Let me be clear I have never ever fixed a cricket match," he said in a statement before appearing at a media conference in Christchurch on Thursday. "I am 100 percent behind the fight against corruption in the sport." McCullum arrived back in New Zealand from India on Thursday to attend the birth of his third child and faced reporters in Christchurch to address the growing scandal, which came to light last December with reports that three former New Zealand players were being probed for alleged match-fixing. "I gave my testimony to the ICC in good faith so I was shocked when I read it in the media. KOLKata, May 22 (IaNs): The Robin Uthappa juggernaut rolled on as he hit a blistering unbeaten 83 off 51 balls to power Kolkata Knight Riders (KKR) to the play-offs with a 30-run win over Royal Challengers Bangalore (RCB) in their Indian Premier League (IPL) encounter at the Eden Gardens here Thursday. Chasing an imposing target of 196, RCB could not recover from a disastrous start and kept losing wickets at crucial intervals to end up at 165/5 to dash their hopes of entering the knock-out stage of the IPL. Supreme Court rejects Srinivasan’s plea
NeW DeLHI, May 22 (PtI): The Supreme Court has rejected N Srinivasan’s plea to be reinstated as BCCI president for non-IPL matters, saying it did not wish to interfere with the earlier order past by the court. Justice Balbir Singh Chauhan, who heard the plea, told Srinivasan’s lawyers to approach the same bench that had passed the earlier orders if he wants relief. Srinivasan has been stood down as BCCI president by the court while an investigation into allegations of corruption in the IPL are investigated by a committee led by Justice Mukul Mudgal, a retired High Court judge. The court had removed
Srinivasan back in March of this year. Yesterday, Srinivasan filed an appeal seeking modification of the apex court's March 28 and May 16 interim orders by which he was restrained from functioning as the BCCI President and former cricketers Sunil Gavaskar and Shiv Lal Yadav were asked to continue as the Presidents of BCCI till September 2014 when the matter will be heard next. "Suitably modify the orders dated March 28, 2014 and May 16, 2014 passed by this Court and permit the applicant herein to function with immediate effect as the President of BCCI in so far as the non-IPL-2014
related activities are concerned," Srinivasan said in the application. Srinivasan said he was elected as the President of the cricket body in September last in the AGM held on the orders of the apex court and if the orders are not modified immediately his one year tenure would come to an end. He said the restrictions imposed on him from discharging the functions of the President of BCCI has led to tremendous loss of goodwill for him and has become a major source of embarrassment in the eyes of the public despite his conduct as the in the post always being above board.

"I'm not saying Wayne needs to be dropped but if his form doesn't get up to scratch in the warm-ups, or in the first game of the World Cup, it'll be interesting to see if the England management team has the balls to make that decision," Scholes said in his column on betting website Paddy Power. "We have quality forwards in the squad this time. That should give Wayne the competition he needs to spur him on a little more." Rooney was disappointing in Germany in 2006, failing to score in the tournament after recovering from
a broken foot. He was also poor in South Africa four years later, looking disgruntled and again failing to score. "He's got a brilliant scoring record for his country with 38 goals in 89 internationals, but he's played in eight World Cup games without a goal," Scholes said. "You expect more of him.
