AR jawan injured DIMAPUR, MAY 26 (MExN): One jawan of the Assam Rifles was reportedly injured in an undercover operation in Dimapur on May 26, evening. The incident occurred at Signal Basti, near the IOC depot, sources said. According to the sources, the unidentified jawan was shot by a .22 calibre pistol. A team of AR undercover personnel was reportedly in pursuit of two gun-runners when one of them opened fire and escape. The other was nabbed and taken away, it was informed.
TUD protest rally on May 28 DIMAPUR, MAY 26 (MExN): The Tenyimi Union Dimapur (TUD) has informed that it will hold a protest rally on May 28 in protest against what it termed as “crimes committed by Aoyimkum villagers on May 24.” It was informed that the meeting point for the rally will be at TUD Complex, near Tragopan Hotel, Dimapur. A silent procession is also scheduled to be undertaken from the TUD Complex to the Deputy Commissioner’s Office, where a memorandum will be submitted to the Nagaland state government. The TUD has urged all members of the Tenyimi community to reach TUD Complex latest by 10:00 am on the said date.
NSCN (IM) to cease dialogue with ACAUT

DIMAPUR, MAY 26 (MExN): The NSCN (IM) has resolved to “cease to engage in dialogue” with the ACAUT with immediate effect. This was decided at a joint council meeting held on May 23, 2014 at CHQ, Hebron. According to a press note from its MIP, the NSCN (IM) concluded that the ACAUT has “politicized the taxation issue” with an intent of “undermining the Naga political stand.” “The house have seriously observed the directive of the so called ACAUT dated 2nd May, 2014, not to pay the Naga peoples committed tax to the national cause including the “house and ration tax” saying it “legitimize” the peoples movement. Who can hide this sinister design which shows their lack of political maturity and clear antagonism to the sacred cause of the Nagas,” questioned the NSCN (IM). It, however, informed that it will “uphold the sacred trust which the Naga nation entrusted upon us to oppose any form of illegal taxation by groups or peoples who claim to be representing the Naga people.” Full text on page 4

NEw DElhI, MAY 26 (IANS): With the setting sun forming a magnificent backdrop, India got a new prime minister Monday as Narendrabhai Damodardas Modi, 63, took oath Monday in a 90-minute, open-air, business-like ceremony in the forecourt of Rashtrapati Bhavan, the presidential palace, attended by leaders of eight neighbouring countries. Among the 4,000-strong guests at the epochal event were the Who’s Who of India - politicians, business honchos, cinema stars, inter-faith leaders - as well as diplomatic representatives from over 100 countries. The oath of office and secrecy including pledge of allegiance to the Indian constitution was administered in Hindi to Modi - who wore an off-white kurta-churidar and a fawn-coloured Nehru jacket - by President Pranab Mukherjee. Modi becomes India’s 14th prime minister, succeeding Manmohan Singh, who was at the event, along with his Congress president Sonia Gandhi. Modi is the first prime minister born in independent India -- and the second from Gujarat. Modi, who led the BJP to a historic victory in the Lok Sabha battle, is expected to move to his South Block office at 8 a.m. Tuesday. NEw DElhI, MAY 26 (MExN): The North East India Forum Against Racism (NEIFAR) has called for the introduction of “strict law against racial discrimination and ensure that there is rule of law so that faith in judiciary is reestablished.” “The molestation and the criminal intimidation and assault on the people of North East States is an attack having racial contours and calls for strict and immediate action by the judiciary and law enforcing agency to protect of vulnerable groups,” noted the convenor of the NEIFAR, David Boyes, in a press statement today in the backdrop of the molestation of a woman from Nagaland in Delhi by a lawyer on May 22. This was followed by an assault launched by a mob of lawyers on other people
of the North East who went to defend the victim on May 23 at the Tis Hazari court. The NEIFAR stated that the “conduct of this lawyer and the mob of lawyers supporting him show not only scant regard for the judicial process but also contempt of the Court.” It maintained that the judiciary and law administration should not tolerate the assault on a fellow advocate who was defending the victim which will “deter and intimidate” victims from taking a legal recourse to crimes. “If lawyers are not safe in the Courts, then it is a very poor reflection on the state of judicial administration. A few delinquent lawyers cannot be permitted to take law into their own hands and bypass the wellestablished judicial process.”

“The 36th position may not be a big thing but it matters to my teachers,” says 17-yearold Khoalam Konyak, from Shangsa village, Mon. A student of Eklavya Model Residential School, Khoalam bagged the 36th rank in the HSLC exams 2014. Khoalam feels that his achievement matters to his teachers who have been working without any salary since last year. The school which comes under the Social Welfare Department has approximately 170 students with 10 teaching staff. “They continue to teach the students because they love their students. Many of the teachers at the Eklavya Model Residential School come with an effort to change the society,” says Khoalam. The school does not have any library, water facilities are scarce and food quality poor. Since the school stopped receiving funds, Khoalam informs that

the Principal had to take loans to sustain the school. The school, which was upgraded to the 10th standard this year, had to induct their students in other schools for the last three years for the HSLC exam. The school has managed to maintain a perfect pass percentage. Khoalam, who passed out with 20 of his classmates, states that 15 of the students secured first division. Revealing the plight of students in Mon district, Khoalam
says that most schools lack basic infrastructure. “For districts like Kohima and Dimapur, there are good institutions and most of them have libraries and auditoriums but we don’t have such privileges,” he adds. For his HSLC exam, Khoalam started preparing 6 months ahead and studied for 12 hours or more a day. Coming from a family of six children, where his father is a primary school teacher and mother a house wife, he attributes his achievements to God, his teachers, hard work and well wishers. “Their hopes kept me responsible,” Khoalam feels. His hobbies include reading books and watching scientific shows. Coming from a place where good books are a rarity, Khoalam even dreamt of opening a bookstore but could not because of the lack of capital. Khoalam wants to become a “good doctor,” who, he says, should care for and help people, even to the extent of helping without any payment.

Representatives from the North East region who were inducted into Modi’s berth of ministers were Sarbananda Sonowal, BJP MP from Assam as Minister of State (MoS) Independent and Kiren Rijiju, BJP MP from Arunachal Pradesh, also as MoS. PA Sangma, another hopeful and a veteran politician from the region, who won the Tura LS seat for a record 11th time, did not make it to the list either. Many expressed surprise over the exclusion of Rio from the central cabinet, given the media forecast of an ‘almost confirmed’ inclusion. Rio, who is also the convener of the North East Regional Parties Front (NERPF), was among the five selected speakers from the alliance to address the NDA co-ordination committee meeting after BJP’s astounding win and also to meet its president. Prior to his winning the lone Lok Sabha seat and relinquishing the CM’s seat, a motley of media and political observers had projected Rio as Modi’s ‘go-to guy’ and that he would surely be included in the elite team of Modi’s cabinet ministers. More speculations were abound on how he was ‘already
assured’ a portfolio by BJP leaders before election, which undeniably caused some furor among other MP victors from the North East region. However, political observers say that Modi’s decision was inevitable, given his model of leading a small and compact team of ministers. And manifestly, Modi was bound to elect a representative from Assam since the State has become BJP’s main playground from the region with a seven-seat victory. The other North East representative, probably, had to be from Arunachal Pradesh given the State’s proximity to neighboring China, whose border directly involves foreign policy issues or threats, political observers said. On the other hand, journalists from the national broadcast media reporting from Rashtrapati Bhawan Monday pointed out that Rio’s exclusion from the cabinet ‘might have to do with the Naga political issue.’ There are expectations that the new PM, Modi, would set out to accomplish what former BJP PM Atal Bihari Vajpayee began— ‘peace with dignity and honour’. Rio has, on numerous occasions, stated that his foremost priority as an MP from Nagaland State would be to press the centre for an early solution to the protracted Naga political issue. The new council of ministers comprising of a compact set of 44 ministers including 23 cabinet ministers and 21 Ministers of State was sworn in at Rashtrapati Bhawan Monday evening.

A routine contraband disposal exercise of the Excise department in Dimapur was marred with controversy over the quantity disposed. On May 26, the district Excise disposed 482 kgs of ganja, 2398 capsules of spasmo proxyvon, 200 bottles of codeine-based cough syrup and, according to the official figure, 3480 cases of assorted illicit liquor. The contrabands were impounded during the past one year by the district Excise. The exercise was carried out at the office of the Commissioner of Excise, Dimapur. The controversy was over the quantity of liquor disposed as according to the ACAUT, almost half of the liquor listed for disposal was missing. The ACAUT said that it turned up at the venue unannounced to observe and check the disposal exercise. Surprised Excise officials were but compelled to relent to the ACAUT’s demand that it be allowed to count the quantity displayed for destruction. On reaching the premises “discrepancies in the number of bottles/cases brought from Excise Malkhana/godown” were discovered. As such, the Excise officials were asked to stop the process but they went ahead, the ACAUT stated. According to the official figure, the amount of liquor destroyed was 3480. The ACAUT, on the other hand, put the number at 2394; basing its finding on the number of cases off loaded from trucks used for transporting the liquor from the ‘maalkhana’ (depot) to the disposal site. “As per Commissioner of Excise order dated 22nd May, 2014,

No. EX-5/10/05, assorted bottles of IMFL/beer, that is, 85,064 bottles/ cans in numbers were destroyed on 26th May, 2014 at the office of the Commissioner, Excise in the presence of the Commissioner of Excise and staff,” stated the ACAUT. It amounts to around 4448 cases. However, the actual quantity destroyed did not tally with the official figure, the ACAUT said. According to the ACAUT, the day’s finding led to the conclusion that it is “clear case of pilferage and corruption.” “The possibility of such pilferage happening for a long time cannot be discounted since this is probably the first time that anyone actually bothered to count the bottles. The ACAUT Nagaland demands that the Government of Nagaland make a thorough enquiry into this matter,” it stated. However, it added that the government should refrain from making scapegoats of lower rung officials “since it is clear that de-
partment big shots are involved in this mockery too and all guilty officials irrespective of rank should be booked and punished.” The Commissioner of Excise, Maongwati Aier maintained that the disposal was carried out under the supervision of the liquor ‘Destruction Board’ consisting of officials from the department, the police, the administration; and representatives from the Municipal authority and NGOs. There was no chance of pilferage as it was carried out under the watch of a transparent board of supervisors, Aier said. Further, according to the report of the Superintendent of Excise & Prohibition, Dimapur, the monetary value of the contrabands impounded during May 2013 to April 2014 was tipped at around Rs. one crore. It further stated that 397 cases were registered and 405 persons arrested, while Rs. 6, 46, 000 in revenue was collected and deposited during the period.

Kohima, may 26 (Dipr): The Indian Council for Child Welfare which gives awards for exemplary acts of bravery to children every year on the day prior to Republic Day, presented by the Prime Minister of India himself, invites nominations of such deserving children for the National Awards for Bravery for children 2014 through the State/ UT Councils of ICCW, various departments of the State Government including Director General and Commissioners of Police of all States and Union Territories. The scheme of the National Awards for Bravery for children 2014 is as follows:
Criteria: The deed should be “an act of spontaneous selfless service in the face of risk to life or threat of physical injury and or an act of courage and daring against a social evil/crime”. Process of applying: Nominations are received in the prescribed application form which can be obtained from ICCW headquarters office. The form should be recommended by two of the listed Competent Authorities. The form is to be accompanied by a write-up of about 250 words giving the details of the deed performed by the applicant, proof of date of birth, newspaper/ magazine clippings and or the
First Information Report (FIR) or Police Diary filed with the Police Station. The Account of the incident as well as the supporting documents should preferably be endorsed by two of the listed Competent Authorities. Age limit: The child should not be below 6 years and above 18 years of age on the date of the incident.
Recommending/Competent Authorities: The application must be recommended by any two of the following: 1. Principal/Headmaster of school in which the applicant is studying or Head of Panchay-
at/Zila Parishad 2. General Secretary or President of the State Council for Child Welfare. 3. Collector/DM/Government official of equivalent rank. 4. Superintendent of Police of the area or Police Official of higher rank. Date of incident: Incidents which have occurred between July 1, 2013 and June 30, 2014 will be considered for the 2014 awards. Sr. Martina MSMHC, Co-ordinator of North East, India, conducted two day seminar on Small Christian Communities (SCC) for thirty participants from different churches in Kohima from May 21 to 23. Most Rev. Dr. James Thoppil, Bishop of Kohima inaugurated the program. In his short message, he reminded the participants about the early Christian communities which were household communities, sharing in the teaching of the Apostles and breaking the bread, stated a press release received here. Their common sharing of the Word God and
breaking of bread (celebration of the Eucharist) broke many grounds in the early Church: broke all economic barriers (they began to have all things in common), cultural and racial barriers (gentiles were accepted into the Christian fold), formation of new ministries (Deaconate was established in the Church) which resulted in greater manifestation of signs and wonders, and “day by day the Lord added to their number those who were being saved" (Acts 2:47), the Bishop added. The home-based community was seen as a training ground for leadership in the early Church (1 Tm 3: 5, 12). He urged the participants to deepen the word
of God so it may transform “us” and “our” neighborhood. Rev. Fr. Sajan, coordinator for SCC in the Diocese of Kohima welcomed the animators and participants and wished every one fruitful encounter and transformation through the Word of God. According to the note, Small Christian Communities (SCC) is formed around the Word of God, and through the reading, reflection, sharing and action in the Word of God tries to transform and challenge the participants who are urged to act in their neighborhood bringing about change and transformation of the individual and others.
KiphirE, may 26 (mExN): The elders of Mutingkhong Village under Kiphire district has expressed deep regret that there is no teacher at GPS Mutingkhong under SDEO Kiphire. A press note issued by L. Zungkam, Head GB and Tsesangwo VCC stated that Mutingkhong village was establish on November 3, 2003 and the school was taken up under SSA project during 2006 providing school building and posted two teachers. However, it deeply regretted that firstly, one teacher was transferred out leaving a single teacher for the school and for which the villagers had written intimation letter to the department authorities. “Instead of addressing our appeal, the department concern again transferred that single teacher making no teacher school which is a clear violation of RTE 2009 by the department,” the note added. Therefore, the Mutingkhong Villager have requested the authorities concerned to look into the matter.

Northeast Briefs Lt Gen RK Rana is new Assam Rifles chief Shillong, May 26 (ianS): Lieutenant General R.K. Rana Monday took over as director general of the Assam Rifles, India's oldest paramilitary force. Rana succeeds Lt. Gen. Ranbir Singh, who has retired. Before taking over as the Assam Rifles chief, Rana was general officer commanding of an Area headquarters at Bareilly. Commissioned into the Rajputana Rifles in June 1973, Rana commanded an infantry battalion in counter insurgency operations, a mountain brigade in high altitude area, an infantry division on the China border and the Special Frontier Force in the cabinet secretariat.
ZB (AMN) condemns violence against NE people iMphal, May 26 (nnn): The Zeliangrong Baudi, (AMN) has strongly condemned the physical assault on Rachubui Pame, President of Zeliangrong Students’ Union Delhi and his colleagues at Tis Hazari Court, Delhi on May 23 allegedly by local lawyers. “It is indeed the act of racial attacks and contempt of the law of the land. Rachubui Pame hails from Tamenglong district, Manipur. For the last 10 years, he has been working for the welfare of the Northeast people in general and Zeliangrong Nagas in particular,” stated the ZB (AMN). It demanded that the accused lawyers be punished in a befitting manner. The Zeliangrong Baudi also condemned the molestation of a Northeast girl, a student of Delhi University. The incident took place on May 23 near the English Art faculty, Delhi University. The ZB urged Okram Ibobi Singh, Chief Minister of Manipur, TR Zeliang, Chief Minister of Nagaland and other Chief Ministers of Northeast states, to take up the case seriously so that justice is delivered to the victims at the earliest.
Two shot at in Imphal iMphal, May 26 (nnn): Two persons were admitted to a private hospital in Imphal after they were shot at by some miscreants this afternoon in the outskirt of Imphal. Police said, a fast-food restaurant owner identified as one Wangkheimayum Hemanta (36) and another man identified as Nanao (33) were shot at by a motor-bike borne man at the restaurant of Hemanta at around 2:10 pm today. The restaurant called Prisha Fast Food is located at the ground floor of Machu Cinema Hall, Samurou. According to the police, Nanao was eating something with a woman in the restaurant when the incident occurred. She is now being put in the custody of Wangoi police station while Nanao and Hemanta are being treated at Shija Hospitals and Research Institute, Imphal. Nanao suffered a bullet injury in the head while Hemanta was hit at his buttock. Both are reported to be in critical conditions.

Ravi Joy, taken away from his parents by some unidentified persons promising better life and education when he was 9 years of age, was rescued by CWC from an ashram in Haryana and brought him to Kolasib town yesterday. The poor family had not seen their son during this time and did not know where he had been taken, CWC Kolasib District Chairman Happy Laldingliani said. The Haryana CWC spotted Joy in the ashram and informed its Mizoram counterpart which brought him to neighbouring Hailakandi in Assam along with five Tripura boys, who were also rescued from the same ashram.

230-km Arunachal border road gets facelift iTanagaR, May 26 (pTi): The Border Roads Organisation has given a facelift to the fragile and landslideprone 230-km Roing-HunliAnini road, particularly the 9-km long Andolin bypass, and opened it to vehicular movement after five years of hardwork. "It took almost five years to open this bypass due to its toughness. Nevertheless, our team of dedicated officials and labourers worked till the last to open the route in March last," 752 GREF Commander Girish Prasad Singh said yesterday. In order to expedite the project, the 725 BRTF, based at Khonsa (Tirap), was shifted to Roing in (Lower Dibang Valley) in 2012, he said. Owing to the terrain and altitude, the Roing-Hunli-Anini road still remains cut off from the rest of the state during monsoon. The 62 RCC was, therefore, permanently based at Hunli, 9 km from Roing, to monitor and repair the road whenever the need arose, he said.

CAUT was formed under the banner of Naga Council after much hue and cry from the business community, consumers and public alike due to unabated multiple taxation and the ever increasing price rise which was causing untold misery on the common man. Adding to woes the system of syndicate system, dealership and monopoly practiced by the National workers conniving with non locals not only contributed to price rise but many Nagas were forced to closed to down their business on the other hand Nagas who wished to start business were intimated with threat and were not allowed to start business. The hardship was brought to the notice of Naga Council by different NGOs and Business community. The Naga Council, being the apex body of all the organization in Dimapur urban area took serious note of the hardship of the citizens and business community decided have an emergency public meeting of Dimapur-based civil society, business community, student and youth organisations, most notably Naga Council Dimapur, the umbrella organization of all the Naga tribes in Dimapur, Naga Women Hoho Dimapur (NWHD), Dimapur Chamber of Commerce and Industries (DCCI), East Dimapur Business Association (EDBA), Chumukedima Chamber of Industries & Trade Association (CCITA), DNSU, Youth Association of Nagaland (YAN), GBs Union (Sadar), Dimapur Urban Colony Council Chairmen Federation (DUCCCF), Dimapur District Consumer Society (DDCS) & Senior Citizen’s Forum was held under the aegis of Naga Council on 27th May, 2013 to form Action Committee Against Unabated Taxation (ACAUT) in consultation of all the tribal bodies, business organization under its jurisdiction and ACAUT

was formed on 27th May 2013. Multiple taxation and illegal collection starts right from the entry gates where different Naga Political Groups (NPGs) and government agencies charge exorbitant rates in the form of yearly tax on vehicle tax, transport tax, and goods entry tax on every item including essential commodities. Adding to taxation woes at check gates, every item was again taxed at different levels as godown tax, shop tax, yearly tax, shop registration tax, non local employees ID card tax etc., by all the different NPGs. To make matters worse, the NPGs started the system of ‘dealership’ in almost all the commodities whereby only a small coterie of businessmen were allowed to deal in these commodities. These businessmen were given dealerships in lieu of payment of certain fees to the NPGs. In return, the dealers were protected by the NPGs to run their businesses. The dealership system is a system of monopoly whereby the concept of free enterprise is curbed and prices of commodities are monopolized by the dealers thereby leading to price rise. It is the stand of ACAUT that no products/produce in the market should be under the grip of illegal syndicate/s which has come up as a result of the dealership system. Any market should be free and fair providing level playing field for all enterprises and any business ventures but the presence of syndicates’ means pricing is being monopolized curtailing business growth and livelihood of families destroyed and setting up of new businesses were not allowed with threat and intimidation. Due to above mentioned reasons the business com-
munity was forced to retail their products above the prevailing market price on essential commodities and above the prescribed Maximum Retail Price (MRP) to make profit which is not only illegal but intolerable. The business community of Dimapur highlighted the above mentioned problems being faced by the consumers and business community. On the strength of this public meeting, a committee was formed comprising of two members each-6 members from Naga Council - from all the aforementioned organisations with its nomenclature as Action Committee Against Unabated Taxation (ACAUT) to pursue the taxation/ illegal collections issue. ACAUT resolved that one tax would be paid to all the different NPGs. The basis of such a resolution was an acknowledgement that the Naga national movement was legitimate. However, ACAUT soon realized that such a stand was contrary to unity and reconciliation since in essence the ACAUT was legitimizing factionalism in the movement. Nevertheless, the ACAUT being a people’s initiative and pursuing an agenda through dialogue and peaceful means decided to approach some of the NPGs and diligently explained the grievances being faced by consumers, business community and the Naga public. Unfortunately, not much could come to fruition. ACAUT also realized that price rise in the market was a result of illegal collections by government departments such as, police, forest, excise, veterinary, transport or MVI, taxes, traffic police and civic bodies
like DMC, etc. The ACAUT carried out investigations especially at the check gates and found out that all the mentioned government departments and civic bodies were indulging in illegal collections from every vehicle carrying commodities into the state. The ACAUT amply highlighted all these illegal activities in the media and the government was made aware of such through memorandums submitted to it. The ACAUT met the CM on 30th August 2013 and submitted a memorandum to him requesting him to take immediate and remedial measures. Thereafter, representations were made to the Chief Secretary, the Home Minister and the Home Commissioner subsequently, apprising them of the need to take strong steps. The government was made to understand that ACAUT was formed as a result of overwhelming public demand and issues being raised by it were only in public interest. However, for reasons best known to the government, it refused to take action on the issues raised by the ACAUT. In the light of the above, the nonchalant attitude of both the NPGs and the government, the ACAUT decided to take the issue to the Naga people and on 31st Oct 2013 a mammoth public rally was held to solicit public opinion, create awareness and garner support for the ACAUT movement. The turnout of 40,000 (Forty thousand) people representing all walks of life but united by a common purpose not only gave legitimate mandate to the ACAUT movement but it provided a platform for the people to ventilate the general despera-
tion and at the same time censure the existing corrupt system which is nothing but robbery at the cost of the common man. Naga public resolution of 31st Oct 2013 rally 1. The Naga public recognizes “One Government One Taxation” only and the Naga public has decided to pay only one tax to one entity. This also means that as long as factionalism exists, the Naga public shall not pay tax. 2. The Naga public re-affirms its support for Naga movement and strongly urges the Government of India to settle the Indo-Naga imbroglio at the earliest. 3. The Government of Nagaland should constitute a high powered commission within 15 days to study the whole gamut of unabated taxations and illegal collections involving the NPGs and government agencies/departments. The commission shall consist of at least 5 (five) members headed by a retired judge of the Supreme Court or High Court with at least 2 members from the ACAUT. The commission should submit its report within 2 months with its findings published in all the newspapers. In the event, the government fails to constitute the commission within the said period; the ACAUT will initiate further action in consultation with public. However, till date the government has not formed the HPC as per the desire of the Naga people. Nevertheless, ACAUT would like to remind one and all that the demand for setting up HPC is our outmost priority and
on this occasion ACAUT would like to appeal and remind Government of Nagaland to set up HPC at the earliest before the movement takes the issue to the street. In the meantime, to make the ACAUT movement more inclusive, the Naga Council on 8th Feb 2014 resolved to drop the term “under the aegis of Naga Council,” thereby facilitating the strengthening of the ACAUT Movement by possibly allowing for every organisation in the state to support or even join the Movement. Thereafter, ACAUT changed its nomenclature from Action Committee Against Unabated Taxation to Against Corruption and Unabated Taxation Nagaland in order to tackle the problem of corruption plaguing the state more effectively. ACAUT has also embarked on a state wide tour and has reached out to the people and NGos of Mon, Longleng, Tuensang , Mokokchung and Tsiminyu in its first phase of its awareness tour and in its second phase have reach out Meluri, Phutsuro, Phek, Kiphiri and Zunheboto and plans to reach out to the districts of Peren and Kohima in our third phase. The house have seriously observed the directive of the so called ACAUT dated 2nd May, 2014, not to pay the Naga peoples committed tax to the national cause including the “house and ration tax” saying it “legitimize” the peoples movement. The house therefore concluded that, the so called ACAUT is now behaving as if they are above the national principle and above the Naga nation. Therefore, the house resolved that, the GPRN shall cease to engage in dialogue with the banned ACAUT with immediate effect. We shall however in our endeavor uphold the sacred trust which the Naga nation entrusted upon us to oppose any form of illegal taxation by groups or peoples who claim to be representing the Naga people. Aggrieved medical employees to continue indefinite stir WoKha, may 26 (mExN): The Aggrieved Medical Employees’ Union (AMEU) under Chief Medical Office (CMO), Wokha has decided to continue its indefinite strike outside the office premises until positive action is taken up for the 63 aggrieved employees. According to official source of the AMEU, on May 23, two officials from the directorate, Dr. Visolie, Jt. Director and R.F Lotha, Addl. Drug Controller and Legal Advisor, verbally assured the AME in the meeting held outside CMO office that their service is genuine and they cannot be terminated from their service, but also informed that at present the department has no fund to release the pending salaries. They further assured full support to give them justice at the earliest. Meanwhile, the AME informed that CMO office, Wokha will remain locked and they will continue with the stir till the case is taken up practically and solved. The aggrieved employees during the meeting asked the directorate officials as to why they have been given a step motherly treatment while cases of aggrieved employees in other districts have been solved. CMO Wokha, Dr. Enrithung, Dy CMO Wokha, Wothungo, District Malaria Officer, Dr. Zuben MS Civil Hospital Wokha, Dr. Nchumbemo, District Immunization Officer, Tumcho and other officials were also present at the meeting. It may be mentioned that this is the 3rd phase of agitation organised by the AMEU, Wokha which has entered eleven (11) days demanding for justice and release of their salaries since May 2012.

Dimapur police arrest one with arms Naga Hoho condemns border killing
Dimapur, may 26 (mExN): The Special Operations Team (SOT) of Dimapur Police, on May 26, arrested one person in possession of arms and ammunition. Dimapur Police informed that based on information about the movement of an arms dealer, surveillance was engaged at the Burma Camp area and the accused was arrested. He has been identified as Tokato Chishi (32). One .32 pistol and live rounds were recovered from the accused. A case has been registered at Dimapur East Police station in this regard. Dimapur, may 26 (mExN): The Naga Hoho while expressing deep anguish at the “killing of an innocent Naga brother by the Assam Police personnel without any provocation whom they have termed it as suspected encroachers” has vehemently condemned the “premature actions of the Assam Police.” The victim late Vehutuo Ringa, son of Vesuyi of Runguzu Village, Phek district, was shot dead by Assam Police on May 24,
said the note. “The Naga Hoho is very much saddened by the fact that this incident took place right after a consultative meeting which took place with the civil societies of Karbi Anglong District, Assam,” stated Communication Cell, Naga Hoho. “Despite the efforts being done by various civil societies both from Nagaland and Assam, the brutal action of Assam Police in shooting at innocent Nagas whom
they term it as suspected encroachers is very saddening for which the Hoho demands immediate corrective measures and punish the erring jawan and officials involved,” it added. The Hoho has expressed its deepest condolences to the bereaved family members and prayed to Almighty God to grant the departed soul an eternal rest. It also prayed for the quick recovery of those injured in the incident.

Dimapur, may 26 (mExN): The Joint Action Committee (JAC), comprising of Rangapahar S Hukavi Zhimomi Colony, Sangtamtila village, Muruse village, Thahekhu village and Thahekhu Block-7, has condemned the killing of one person at the Dimapur- Assam border on May 24. The JAC stated that it had hoped of a “positive outcome” from the co-ordination meeting between the leaders of the Karbi and Naga communities. However, it expressed grief at the recent violence in the border area. The JAC
alleged that “Assam Police is sowing the seed of discord between the Karbi and Naga communities because Assam Police is not under the direct control of the Karbi Anglong Autonomous Council but the Assam Home Ministry.” Condemning what it termed as the “highhandedness of the Assam Police,” the JAC further censured the Nagaland state government and the Nagaland Police for its “passive and lukewarm response.” It cautioned that the situation would “worsen” un-
less concerned authorities from the two states work out modalities to establish a permanent inter-state boundary in the area under dispute. The JAC further expressed shock at the “assault” on the President of the Western Chakhesang Hoho (WCH) and the damage caused to his vehicle. It demanded that the culprits “tender a public apology for their misdeeds.” “It is high time for Naga brothers to stop professing and start practicing how to coexist altruistically,” the JAC asserted.
WCH condemns assault on its president Dimapur, may 26 (mExN): The Western Chakhesang Hoho (WCH) today informed that prior to the assault on its President on May 24, the latter’s entourage had obtained “clearance and assurance from the Administration and Police,” to proceed towards Dikoi village. However, a press note from the WCH stated that the “road was found blocked by felling down trees and were stopped by Aoyimkum villagers.” It stated that the WCH President “descended from his vehicle and introduced himself to the villagers…” The WCH fur-
ther said that its President had stated that “there was no issue between the Hoho and Aoyimkum villagers.” “However, the Aoy i m ku m v i l l ag e r s threatened that no one would be allowed to go through their land..,” the WCH informed. ‘Go-down tax’ new demand in Mkg moKoKchuNg, may 26 (mExN): Even as the people of Nagaland are voicing their concern against unabated taxation levied by the various Naga political groups, business establishments in Mokokchung town were caught unawares when some unidentified ‘underground’ persons came to collect “go-down tax” of rupees two thousand each. The business establishments were issued what is called an ‘Information Slip’ by the unidentified persons. The ‘Information Slip’ however did not have any authorized seal impression on it nor did it mention the date of transaction or the particulars of the business establishment from whom the ‘tax’ was levied. ers claimed that they were informed it was the “godown tax”. Interestingly, when the people are rallying against multiple and unabated taxation, collection of “godown tax” is a new trend in Mokokchung which was unheard of before in the town. The aggrieved business owners have re-
ported the matter to the Mokokchung Chamber of Commerce and Industries (MCCI) consequent upon which the MCCI called an emergency executive council meeting on Monday. MCCI officials, it is learnt, have taken the matter seriously and have made contacts with various groups in order to confirm if the collection of “godown tax” was authorized by any of them. MCCI officials expressed regret that the general Naga public were the ultimate victims of such taxations as the business people will always recover the amount from the innocent Naga public. MCCI officials also collected some of the ‘Information Slips’ issued by the unidentified persons to the business establishments as evidence for later proceedings.

I
n an era of globalism and concentration of power through corporations and State structures, it is only natural to witness the popular growth of peoples’ movement, or in other words, the unfolding of Democracy from Below. The struggle for justice and peace is contested on whether it should be determined in a top-down manner through the mechanisms of statecraft and geopolitics or by a bottom-up approach that demonstrates the vitality of democratic values and the expressed will of the people. A top-down approach limits values of freedom and justice to a remedial end, in the same manner that decolonization was viewed as the formal process of handing over the instruments of government. However, merely transferring of power from one government to another does not in itself comprise or ensure true independence - not politically, nor economically and certainly not culturally. The changing of political status does not necessarily ensure freedom to pursue economic, social and cultural development. On the other hand, in a bottom-up approach to justice, peace and development means more than just transfer of power. It implies the freedom to build a new life, a better world which is a process that involves divesting the bureaucratic, cultural and psychological structures of the powers from above. Such a process goes beyond remedy, and, because it originates from within the people’s aspirations and experiences, it has the capacity to empower a people to define their own pathway to a future. A bottom-up approach enables a praxis which entails a universe of human rights necessary for a people to become fully human. In essence it calls for the values of justice to be rooted in the people. Hence, it has become necessary for value based people’s movement to be rooted in the experience, suffering, aspiration and vision of a people. Simultaneously, they are required to have the political maturity that combines knowledge of internal situation with external conditions, so that, they have a plan for the immediate, as well as for the future. After all, any movement can only achieve what is achievable within their time. Movements failing to adopt and adapt to the changing internal and external conditions will invariably find themselves at the foot of a mountain. The key towards adapting and adopting to new realities implies the necessity of political will for self-criticism, honest and open admission of mistakes, going back to the roots and having the ability to diplomatically maneuver successful solidarity and pragmatic understanding. In these present times there is urgency for the sense of reason to take greater responsibility in working towards the realization and sustainability of dignified human existence from the ground up.

Eritrea: The Cuba Of Africa
T
he Cuba of Africa? Authentic journalist Andre Vltchek was the first person I heard using the expression and it started me thinking about the small east African country of Eritrea that he was referring to. The similarities are striking. Both Cuba and Eritrea are small, independent, socialist and revolutionary. Both are suffering under sanctions by the USA and both have been maliciously accused of supporting “terrorism” by the enforcers of Pax Americana. Cuba and Eritrea have been hit hard by western industrialization precipitated climate change with Cuba being increasingly hammered by hurricanes and Eritrea, lying at the eastern end of Africa’s Sahel, plagued by record breaking droughts. Both countries have a strong commitment to their peoples health and education with Cuba’s public health system the envy of its neighbors and Eritrea leading the way in preventing malaria mortality and HIV/Aids in Africa. Cuba and Eritrea are both unique to their geographic regions in their refusal to accept demands to impose western style “democracy” on their people. Cuba is the only country in Central and South America that doesn't hold “elections” and Eritrea is the only country in Africa not to do so. But what is probably the most important similarity is that the governments of both country's came to power through the armed struggle, through “the barrel of a gun”. This puts both in the ranks of a mere handful of such countries that successfully liberated their country’s in the 20th century. Many tried but few succeeded, starting with the victory of what became the Soviet Union in the Russian civil war. This was followed two decades later by the Chinese revolution under the “Peoples War” strategy of Mao Tse Tung. Next came Vietnam, following the same “Peoples War” doctrine under the leadership of Ho Chi Minn. Then came the Cuban Revolution under the leadership of Fidel Castro in “Peoples War” short version. The last successful armed struggle for national liberation in the 20th century was the Eritrean peoples 30 year independence war that saw Africa’s first military defeat of a colonialist power resulting in independence. Today both Cuba and Eritrea are faced with very serious challenges, both military and economic. Sanctions aimed at crippling their economies and hurting their people have hit both countries hard. Both countries are facing military threats either directly by the USA or via is proxies. And especially important, both countries are lead by an aging leadership and are struggling to come up with a strategy that will see the next generation of leaders keeping their countries on the path of development that will lead to what the Eritrean President described as “a rich Eritrea without rich Eritreans”. Cuba has been liberated for over half a century and Eritrea this week will celebrate its 23rd year of independence. As Pax Americana finds its role as the only superpower increasingly challenged the role models Cuba and Eritrea represent are becoming more and more of an ideological threat to the “paper tiger” that might describe how the USA is being viewed more and more in today's world. If the planet is to survive the climate change catastrophe we are facing it would seem that a radical, revolutionary change is needed. Maybe it’s time to start examining just what can be learned from two small countries that have been at the forefront of resisting the growing threat of the global warming juggernaut the world is facing.

In a world inundated with options, where endless venues vie to satisfy our entertainment, food, clothing, education, and social needs, churches are no different, and if Christians become upset or discouraged, they can simply pack up and go someplace else — and many of them do. As Christianity has become more diversified and nuanced, a competitive market has developed in an effort to attract believers — and their money — to various churches, communities, institutions, and organizations. This has resulted in a type of consumer spirituality, where Christians are treated like customers and Christian institutions are managed like businesses — customer service and satisfaction is prioritized above all else. Unfortunately, keeping customers satisfied —

leeing barrel bombs raining down from the skies in Aleppo, Syrian families make long, dangerous treks toward towns near the Turkish border. They cluster in camps and schools with other families, leaving all their possessions behind, and then the wait begins. As a Syrian videographer, it’s my job to document their journeys and I’m often a quiet witness to their struggles. I don’t make any promises to the people I meet, but I try and get them help at the next stop on my destination. In my travels in and out of Syria through the Turkish borders, I’ve spent time with these families, seeing with my own eyes the extent to which people need help. Food, clean water and medicine are all missing. The UN is just on the other side of the Turkish border, but so far they have not sent their aid trucks in to help. They are waiting for the Assad regime’s permission to do that - and that permission could never come. Many of the families have given up on the UN. But now, with international lawyers and governments saying that they don’t have to wait, there’s hope that UN agency heads could cross borders or give the aid to organisations that can. They must act. The same regime dropping barrel bombs on homes in Aleppo cannot be allowed, by the UN, to control whether the fleeing families are offered medicine and food. I’ve seen how the wait becomes a way of life. At first people arrive thinking that with the Turkish border so close, at least the bare essentials will be available. Only those with enough money will be able to travel to the other side to test their luck there. For the others, the reality sinks in. Aid is not abundant. Some organisations deliver what they can, but to my knowledge the UN delivers nothing. Families start surviving on one meal a day and then the day-to-day worries become eclipsed by giant concerns. A long, hot summer is just around the corner. And with it, silent killers like polio, a disease that cripples infants,
interpreted as legalistic or fundamentalist by those who are upset, hurt, or feel wounded. Such accusations and stigmas are hard to defend and can cause church splits, vicious interpersonal conflict, and irreversible damage. Since discipline can so easily be seen as legalistic, it’s becoming something Christians completely avoid. 4. The Rise of Spiritual Ambiguity: In the past, morality was often — but not always — structured into clear and concise categories of right and wrong. People could get excommunicated for getting a divorce, receiving an abortion, their views on homosexuality, drinking alcohol, political beliefs, and a litany of other things that are no longer considered nearly as controversial. In a postmodern world where people are starting to realize that they don’t have the market cornered on truth, ethics, and what constitutes as being sinful, Christians are starting to be less judgmental and more focused on grace. Spiritual ambiguity isn’t necessarily a bad thing, and it doesn’t mean that absolute truth or sin no lon-
ger exist; instead it’s resulted in spiritual leaders being more thoughtful and careful about confronting others. New information, changing ideals, theological maturation, and the evolution of Christian beliefs and doctrines have influenced what we now understand as being right and wrong. As this process develops, things that were widely assessed as “sinful” in the past are being reevaluated as acceptable, while new convictions that weren’t previously perceived as bad are being labeled “sinful.” The disagreement, complexity, and overall ambiguity of what is and isn’t considered sin has resulted in Christians being more cautious and tentative about identifying it in others. 5. Changing Church Structures: Traditionally, churches were built to include positions of deacons, elders, bishops, priests, and councils for the distinct purpose of facilitating the oversight and practice of confession, self-disclosure, and discipline. But as churches have become less formalized, the platforms for confessing and confronting sin are disappearing. Megachurches attempt to compensate by organizing small groups and providing numerous ways to socially engage beyond church services, but these communities often lack any type of authority willing to confront sin. Small group leaders are usually trained to be facilitators instead of pastors, and few are bold enough to call out someone living in sin. Smaller churches are abandoning the practice because the last thing they want to do is lose the few people they have left — fearing that they’ll attend elsewhere. Since churches rarely provide platforms for confession, they also rarely provide accountability. Overall, the loss of accountability and discipline can lead to believers who are susceptible to self-righteousness and an ineffectual lifestyle. Ironically, it can also result in Christians who are more judgmental towards those beyond Christianity. Instead of holding ourselves accountable, it’s much easier to point the finger at the rest of society, and to be the accuser instead of the accused. To avoid our own sins, we often distract ourselves by focusing on the sins of others. The challenge for the modern church is to responsibly implement the practice of discipline without abusing it, to gracefully and lovingly help people grow in their faith without being legalistic or abusive or accusatory, to challenge and inspire people through relational support and encouragement instead of abandoning and isolating them. If we cannot helpfully sustain one another, how can we expect to love the world around us?

A lot of that struggle could end if UN aid crossed borders and entered the camps. As a Syrian, I believe the UN’s strategy as a whole in dealing with the regime is mistaken and dangerous. The regime is in the business of inflicting suffering on civilians; their cooperation is valuable to aid access but when there’s no cooperation at all, then the UN agencies have to take matters in their own hands. Otherwise they risk becoming pawns in the dictatorship’s deliberate starvation strategy. One regime official said it very clearly: they are adopting a ‘submit or starve’ policy. So they are directing almost all UN World Food Programme aid to regime-held areas places that have already ‘submitted’. People in opposition-held territories are growing desperate and are now crossing into regime territories to get aid. They’re not always welcome. In Aleppo, snipers were waiting for residents who decided to make a run for food to the government-held side. Civilians trying to get to the other side were shot at and killed. If the UN cooperates with the Assad regime to protect its ability to deliver, they have to remember that a strategy of appeasement is dangerous. In a recent UN report, embarrassing stories of approvals for aid delivery being revoked show just how little the regime takes the UN seriously. In my experience, word usually travels to locals about an upcoming convoy. I hope it didn’t in these cases. I've seen the crestfallen look on mothers’ faces when they realise the food baskets aren't coming. But the UN has an opportunity to avoid that now. Thousands of families are waiting near the borders. UN aid can reach them. It’s time for the agencies to deliver.

A Crack in the System!
A
pril-May season of every year is always a season a high enthusiasm and apprehension for many Naga teenagers and their parents because this is normally the season when the NBSE declares the HSLC and HSSLC results. Every year we come across students from reputed private schools topping the lists of successful candidates in both HSLC and HSSLC results. Old and reputed private schools like Mezhür, DBS, LFS, Holy Cross etc have been history makers as far as their performance in HSLC and HSSLC examinations are concerned. And we need no rocket-science to understand why private schools are performing far better than their government counterparts as far as academic results are concerned. Private schools in Nagaland are manned by private academicians and entrepreneurs not only to provide quality education to the students but also to make a name and fortune for themselves by making their schools produce consistent and impressive yearly academic results and as such there is an undeniable spirit of competition brewing over the heads of these academicians and entrepreneurs owning and manning private schools. And where there are healthy competitions amongst counterparts, positive outcomes always become evident. This is what leads to stronger commitments, better administration, better systemization, more sincerity etc in private schools which in turn leads to good academic result in the end. Thus despite the fact that private teachers are paid only minimally when compared to their government school counterparts, it is no surprising that private schools are faring much better than government schools in all departments of academic education. In total contrast to the private schools, many of the government schools situated across the length and breadth of the state have become a nuisance and disgrace to many. Despite the fact that the concerned department is provided with sufficient financial resources, the performances and results of the government schools have always been pathetic and dismal when it comes to yearly academic results. Many government schools (especially those situated in the remote areas) lie in shambles as renovation works have not been done for years. Many govt. teachers posted to the remote areas rarely go to their posting places to perform their teaching assignments. All appointed teachers prefer to stay either within Kohima or Dimapur with the result that most Middle and Primary schools in these places are unnecessarily overstaffed. Moreover, the students sent to the government schools are usually from the economically-weaker and illiterate families who are not in a position to afford the fees demanded by the private schools. Besides in places like Kohima and Dimapur, the government schools also enroll many boys and girls who are serving as domestic helps in many families. It is understandable that these domestic helps are engaged by their employers in domestic chores every morning and evening and thus the question

ernment schools are obvious to one and all. Therefore when two students from such neglected and degraded schools are able to top a prestigious and high-profile examination like the HSLC, it is not only remarkable and outstanding but also inspiring and unbelievable. Of course I don’t deny the credibility of the private school students who topped the merit list. However, when someone from a degraded govt. school is able to top this kind of exam, there is really some extra material here to think, ponder and appreciate about. It reveals an altogether different story of discipline, commitment, sacrifice, struggle, intelligence and extraordinary achievement. Therefore, seeing these two students from govt. schools topping the HSLC exam this year has been one of the most welcoming, inspiring and encouraging experiences I have had this year. Whenever our RCC buildings develop cracks, we become worrisome and apprehensive because cracks developing over smooth polished surfaces is not a good sign as it indicates poor workmanship, substandard materials, carelessness, negligence and halfhearted attitude and commitment. However, the crack which I saw in this year’s HSLC result is very welcoming, refreshing and encouraging and I certainly expect to see more of such cracks in the coming years too. Indeed I do believe that the success story of these two remarkable students (Sunny Kumar Singh and Metsivilie Seyie) has all the ingredients to inspire, encourage and motivate students of all genres. And therefore I dedicate this article to these two unassuming but remarkable students as their stories have really left a deep and indelible impression on me……and I hope and pray that their success story will go on to have a resounding impact on all students who are making efforts to excel in academic pursuits…..

ong ago as a journalist I considered my primary role to be an observer, to be a reporter of what I saw and heard with the aim of informing the public. These days, however, I am a consumer of news, and it seems to me that many journalists have become participants as well as observers of the events they cover. As a result, they are doing more persuading than informing. There is a crucial difference. Participants have a point of view shaped by their role, whilst observers can afford the luxury of objectivity. This may make for a more trenchant or passionate piece of writing, it may also, for many, give meaning to the freedom of speech; but it does not constitute journalism in its purest sense. There are two principal reasons for this trend towards participant reportage. The first is simply that there are fewer jobs for reporters tethering them to financial support and editorial policies that can afford and enforce strict objectivity. The slow death of the institutional press is strangling the profession and forcing its members into, for want of a better word, prostitution. But there's an even more pernicious threat to professional reporting, and it stems from the pervasive presence of social networking tools such as Facebook and Twitter. These Internet-based outlets have their origins in the social world, enhancing connectivity and building networks, yet they have become powerful news media platforms. Full disclosure: I tweet. I also increasingly surf Twitter as a source of news. In a world preponderantly dominated by online media, it is Twitter that alerts you to what may be interesting

When we consider all these realities, it is no surprise that the government schools are no match to the private schools when it comes to the yearly academic performances and results. This year the HSLC and HSSLC results were declared by the NBSE on 30th April and as usual the toppers were the ones from reputed private schools in Kohima and Dimapur. To be a topper in today’s academic world of high competition is no mean task and therefore I pay my tribute to all the toppers who made the list in this year’s HSLC and HSSLC results. I also do not deny the enormous and overpowering contribution rendered by their schools that made them toppers in this very important and high-profile examination. However, this year’s result has come with some spice which is indeed a very pleasing and encouraging surprise. As I went through the list of the HSLC toppers this year, I was taken aback by the names of two students from two different government schools that figure in the top-ten list. These two names were Sunny Kumar Singh from Government High School Botsa at No. 7 and Metsivilie Seyie from Rüzhükhrie Govt. HSS Kohima at No.9. Indeed, for someone like me who has been associated with the school education department for the last 8-9 years, seeing these two names in the top-ten list has been quite a treat and a touching experience. It is an open secret that no parents who are in a position to afford private school fees would send their kids to government schools. In other words, students studying in govt. schools are generally the ones from the economically weaker and unstable families. n the morning of 2nd November, 2013, I was thinking of what message I should deliver to cadets of National Cadet Corps of the college as my name was printed in NCC Day programme for exhortation. I started flipping the pages of a Cadet’s Handbook and then I came across an interesting story. It triggered me with an insight enabling me to give an apt message for the cadets. Dear readers, I would like to share the same with you as it is relevant for everyone. Once, Sir Winston Churchill, the Prime Minister of the United Kingdom during the Second World War, was invited by his school to be the Guest of Honour for the celebration of the 150th Anniversary of the school and was requested to deliver a message to inspire the students to follow his example and become outstanding leaders in their lives. Churchill accepted the invitation. There was great expectation among all sections of society to listen to the views of Churchill on leadership. On the appointed day, the hall where the function was being held was flocking with people. The media and the scholars had turned up in strength. Everyone was looking forward to Sir Churchill revealing the secret of his leadership. After the usual courtesies, Churchill was invited to deliver his address. He rose up from his chair, walked slowly to the podium, took out his small rectangular glasses and wore them. He then took out a small piece of paper, placed it in the podium and peered over his glasses at the audience. There was pin-drop silence. He then delivered his address: ”Never, never, never give up!” Having roared these five words, he ambled back to his seat. There was a bewildered hush for a long time. Next moment, people stood up and gave him a long and thunderous ovation. In just five words, Churchill distilled the great secret of his leadership and success, and that’s how he articulated the value of dogged perseverance in a most dramatic manner. Many a times, when we are doing our best tirelessly for the welfare of others and when we are excelling in our duties as responsible citizens with all uprightness, we may face hurdles such as false accusation, jealousy and even character assassination. But we should never get cowed down by all these vices if our conscience says we are in the right track. Instead, we should take these as challenges with utmost calmness. From such hurdles, we can calculate and measure our worth/strength and build up our confidence further. We should take them as constructive criticisms. Remember the famous maxim of Helen Keller:” Keep your face to the sunshine, and you cannot see the shadows.” There will be always people who try to pull us down and snare at us when we outrageously stand for truth and speak for what is right. They may even tarnish our image by cooking up unhealthy stories just because we are liked and favoured by our employers, superiors, elders, teachers, etc. for our meticulous handling of responsibilities, for example, differentiating duty from friendship, refusing illegal offers/favours, etc. However, we should never bother ourselves with what others think of us, for there is a saying, “What others think of you is none of your business.” If we obey our conscience and remain upright, surely the once cooked-up stories about you and me will soon fade away and those will be replaced by respect and dignity. We should avoid becoming agents of assassinating people’s character or of becoming sources of vices. We should, instead, give our best in discarding bad habits and give a helping hand in building healthy relationships. A magnanimous quality of great leaders like Abraham Lincoln is humility. Often we find difficult to build up relationships because we fail to come to the level of others, especially when they are our equals or subordinates. For building relationships, it is very essential that we put aside greatness in riches, in intellect, in society, in name and fame. Coming down to the level of others avoids pride in us and avails joy and appreciation in others. People are impressed when an officer asks pardon from his subordinates and when the teacher pats a student when he/she asks for pardon. Cultivation of perseverance and humility is necessary to appreciate people. In doing so, I can say with 100% certainty, wonders will start paving their way into our lives. Therefore, dear readers, in all endeavours with good intentions for change in society, remember Sir Churchill’s message “ Never, never, never give up “ whether there is rain, sunshine or storm. media has empowered people to take a more active role in events. It has given people in countries where the media is muzzled a chance to express themselves freely. It has also allowed people who hate to give voice to their hatred.
Journalists, in the purest sense of the term, abjure political involvement to maintain their objective stance. The netizen reporter strives to acquire followers and lead as an opinion maker. As such this may seem like acting the arbiter, but in reality it can form the basis for political power and a platform for corrosive hate speech. Instant access to news as it happens - via a smartphone feed - offers no way of knowing who is right or wrong. The editors, whose job was to ensure objective reporting and to help refine and order train of events into a logical and comprehensible story, have largely disappeared from the news process. Reporters have been unleashed. The result is that the news consumer has the task of editing the copy as it is received: filtering out the clearly biased and subjective view from what is possibly an objective fact. It's difficult, and clearly very much dependent on the reader’s own proximity and knowledge. There are platfor m s known as Aggregators that aim to replicate the editor’s role. Often they simply browse the net and produce manageable packets of news, like canapés. Qualitative judgments are still left to the consumer. You must know which side of the conflict
in Thailand or Ukraine blogger A or B is to appreciate and judge his or her content. Left unknown, of course, is the whole issue of who sponsors these citizen journalists. Unpaid bloggers thrive in periods of intense political crisis, but so do the paid spin-doctors in search of the tools of deception. Traditional journalism was always prone to influence peddling and inducement, but there were editorial safeguards, and more importantly the financial security to fend off offers to write for hire. As that financial security goes, so for the most part do the editors. This leaves it to the individual moral conscience of the reporter. How sacred is the truth on an empty stomach? These issues have been afflicting the news business for the best part of two decades, but we have in a sense become immune to the effects. “Someone posted on Twitter and Facebook” has become the modern equivalent of “read all about it.” Like many other aspects of our civilization that have broken away from institutional moderated moorings to become atomized by technology, we simply need to make more judgments for ourselves, which may not be a bad thing intellectually. Carpe Diem. But then how will history be written, and who gets to judge how events played out? Sadly it will be those who hold power through organized means, with the resources to chronicle events and frame their context, rather than what used to be known as the Fourth Estate. Law Commission calls for review of death penalty New Delhi, May 26 (ageNCieS): The Law Commission has called for a reassessment of the need for the death penalty. In a consultation paper released on Friday, the Commission said: “At this juncture, an exhaustive study on the subject would be a useful and salutary contribution to the cause of public debate on this issue. Such a study will also provide a definitive research-backed orientation to the lawmakers and judges on
this very contentious issue.” The Commission said the study would have to address queries and concerns of Courts and present an international perspective on the issue. Intense focus “In the last decade, death penalty has become a subject of intense focus in the Supreme Court. The apex court on various occasions has wrestled with the disparate application of the law in [the dispensation of ] the death
penalty and the constitutional-fairness implications of the same. The Court, in some of the cases, has specifically requested the Law Commission to undertake research on this behalf,” the Commission said. The Commission pointed out that the Supreme Court had commuted the death sentences of 15 convicts on the ground that the inordinate delay in deciding their mercy pleas constituted a violation of the fundamental rights. ‘Set up one-stop crisis centres for sexually-abused children’
KOlKata, May 26 (iaNS): With India witnessing over 300% increase in child sexual offences in the last decade, child rights experts Monday called for setting up of one-stop crisis intervention centres that provide multiple forms of support under one roof for the victim. In addition, emphasis should be laid on strengthening infrastructure in Protection of Children from Sexual Offences Act, 2012 (POCSO) courts, according
to the experts. “There has been a 300 percent increase in child sexual offences in the last decade. There is this whole talk about crisis intervention centres,” said Bharati Ali, director, HAQ - Centre for Child Rights - at a state consultation on the POCSO Act. “The good thing about it is that a child doesn’t have to repeat the statement over and over again at different points of time. Once the statement is recorded by police,
and if there is a support person present at the time, then that is the statement which others are supposed to use,” she said. “The Supreme Court and the ministries are talking about it but we do not know how soon we will see the results,” she said. Ali also stressed the importance of psychological support and immediate medical attention to victims, which could be provided at such hubs as “need of the hour”.”
US sees strengthening of ties under Modi’s leadership

The India-US relationship is not just about bilateral ties, but more about “India’s role at global stage,” Assistant Secretary of State for South and Central Asia Nisha Desai Biswal said. “We see that there is tremendous scope for what we can do together that would benefit not only our own two countries but also hopefully have global benefit,” she told a group of Indian reporters in a media roundtable. “The US India relationship is important not only because it is a relationship that advances the interest of the United States and that of India, but it is an important relationship because when the world’s largest democracies and world’s largest democra-
cies partner together, we have the ability to advance and bring global benefit,” she said. “This is what drives us even through tough times, because at the end of the day this is the relationship that meets the aspirations of large segment of humanity,” said Biswal, who would be headed for Central Asia soon. There is definitely a possibility for her to swing through New Delhi. As such she would be the first top US diplomat to have interaction with the Modi Government. “So to say that this is not a strategic relationship is categorically false. I think in every understanding of that terminology, US India relationship hits the bill. That (Modi’s first overseas travel to Japan, China or Bangladesh) does not cause any concern here,” she said. Biswal said that it’s America’s hope and expectations that “this is a mandate for economic opportunity” that brings all Indians together. Acknowledging that there is certain amount of anxiety across the region including India on post-2014 transition in Afghanistan, Biswal asserted that things are moving in a very positive direction. “We have a trilateral dialogue with India on Afghanistan, specifically for co-ordination and sharing of information and making sure that we are working together, as we look at this transition and we look forward to consultations that we have on a periodic basis with India on a bilateral basis, on what we see happening in the region,” she said. Biswal said President Barack Obama and Secretary of State John Kerry have conveyed the deep regard that the US has for India, for its democracy and the civil society and the importance that they place on this relationship and how they look forward to engaging with India. “We also recognise that any new government coming in needs the time and space to organize itself to set its priorities,” she said, adding that the US sees a great interest in supporting India’s Look East engagement. “The fact that as you have this transition happening in Myanmar that the opportunities for con-
nectivity between South Asia and South East Asia is something that we absolutely believe in and want support. That is a key aspect of the conversations that we have in US India Japan bilateral,” she added. “We also see that increasingly plays a very important role as you look at issues of security, across the airspace, maritime security and open sea lanes... that is an important area of our relationship. The defense partnership has been tremendous and seen tremendous transformation over the past decade and the one that we see continued area of growth,” Biswal said. “The energy dialogue has been very strong dialogues as we look at India’s growing energy needs and looking at ways that we can support energy access for India both in terms of clean, renewable energy in terms of increasing access for the 40 per cent of Indians that right now do not have reliable access to power. There is a role that the US can play helping India meet its own goals and aspirations,” she said.

Pope honors Holocaust survivors in Israel
JERUSALEM, MAy 26 (AP): Pope Francis honored Jews killed in the Holocaust, kissing the hands of six survivors in an emotional ceremony at Israel’s national Holocaust memorial on Monday as he capped a Mideast trip with poignant stops at some of the holiest and most haunting sites for Jews. Speaking to the grand mufti of Jerusalem and other Muslim authorities, Francis deviated from his prepared remarks to refer not just to his “dear friends” but “dear brothers.” “May we respect and love one another as brothers and sisters!” he said. “May we learn to understand the suffering of others! He ran for the White House pledging to bring the conflicts to a close and promised the American people that he would seek to avoid unnecessary war. But as the second of those two wars winds down, Obama finds himself struggling to articulate what role he sees the U.S. playing on the world stage for the remainder of his second term. The ongoing conflict in Syria and Russia’s threatening moves have also raised questions about how the U.S. can credibly threaten consequences against international foes when Obama so clearly wants to stay out of another large-scale military endeavor. The president’s surprise trip to Afghanistan Sunday marked the start of a concerted White House effort that aims to answer some of those questions. Even as Obama heralded a drawdown of U.S. forces that will bring the war to “a responsible end” later this year, he said it was likely that a small contingent of U.S. forces would stay behind for counterterrorism missions, as well as to train Afghan security forces. “Because after all the sacrifices we’ve made, we want to preserve the gains that you have helped to win and we’re going to make sure that Afghanistan can never again, ever, be used again to

launch an attack against our country,” Obama said during remarks to hundreds of U.S. troops at Bagram Air Field, the main American base in Afghanistan. The president is expected to fill in details of his post-2014 Afghanistan plan during a commencement address Wednesday at the U.S. Military Academy at West Point. The Pentagon has been pressing for Obama to keep up to 10,000 troops in Afghanistan, though the White House also has been evaluating options that call for fewer forces. Ben Rhodes, Obama’s deputy national security adviser, said the Afghan drawdown, which follows the conclusion of the Iraq war in 2011, marks a “turning point” for Obama’s foreign policy agenda.
“Our foreign policy is going to look a lot different going forward than it did in the last decade when Iraq and Afghanistan really dominated the discussion,” Rhodes told reporters traveling with Obama to Afghanistan. Yet it remains unclear exactly how a revamped foreign policy will take shape. Officials say Obama will continue to take a proactive approach to light-footprint counterterrorism operations the U.S. can undertake on its own, including drone strikes in places like Pakistan and Yemen. But he’s also expected to emphasize his desire to have some measure of international consensus when large-scale military options are on the table. Obama’s critics argue that
his approach is too cautious and leaves the U.S. beholden to allies who are sometimes less willing to engage. The debate over launching a military strike on Syria last year shifted in part because British Parliament voted down the use of force, leaving the U.S. with few partners backing an attack. Rather than press forward, Obama decided to seek congressional approval, then signed on to a Russian effort to strip Syria of its chemical weapons stockpiles. The president’s opponents contend that Obama’s Syria indecision not only emboldened Russia as it annexed Crimea and eyes more Ukrainian territory, but also China in its land and sea disputes with numerous Asian nations. NEw yORK, MAy 26 (IANS): The migration of cancer cells from the primary tumour to nearby tissues and organs is regulated by a signalling pathway in a finely orchestrated manner, researchers have discovered. Most complications in cancer treatment arise from the spread of cancer to distant tissues and organs, rather than from the primary tumour itself. To migrate from a primary tumour, a cancer cell must first break through
surrounding connective tissue known as the extracellular matrix (ECM). The cancer cell does so by forming short-lived invadopodia - foot-like protrusions these cells use to invade. Invadopodia release enzymes that degrade the ECM, while other protrusions pull the cancer cell along, much like a locomotive pulls a train. The invading cancer cell relies on the cycle of invadopodium formation/disappearance to successfully travel from the
tumour and enter nearby blood vessels to be carried to distant parts of the body. “We have known for some time that invadopodia are driven by protein filaments called actin,” said Louis Hodgson, an assistant professor at Albert Einstein College of Medicine of Yeshiva University in the US. “But exactly what was regulating the actin in invadopodia was not clear,” he said. The study appeared in the journal Nature Cell Biology.
Insulin signals identified to better fight diabetes
tORONtO, MAy 26 (IANS): Inhibition of a novel enzyme could enhance a signal that promotes insulin secretion and reduces blood sugar levels, a study showed - raising hope of developing better therapeutics against diabetes. Insulin is an important hormone in our body that controls glucose and fat utilisation. The secretion in the blood of insulin is dependent upon the utilisation of glucose and fat by the beta-cells and the production of a novel signal that they discovered named “monoacylglycerol”. An enzyme called alpha/beta hydrolase domain-6 (in short ABHD6) breaks down monoacylglycerol and thus negatively controls insulin release, the researchers discovered. “Despite significant research on the
mechanisms implicated in insulin secretion, the signal molecules involved in this process remained enigmatic; the identification of these signals is necessary to develop better therapeutics against diabetes,” said Marc Prentki, a professor at the University of Montreal in Canada. “When sugar is being used by the insulin secreting pancreatic beta-cell, it produces monoacylglycerol, a fat-like signal and this is associated with insulin release into blood,” said Murthy Madiraju, a researcher at the University of Montreal Hospital Research Centre (CRCHUM). “We found that the production of monoacylglycerol is essential for glucosestimulated insulin secretion by the betacell,” Madiraju added. The study appeared in the journal Cell Metabolism.
Thai coup leader threatens crackdown
BANGKOK, MAy 26 (REUtERS): Thai coup leader General Prayuth Chan-ocha said on Monday he had been formally endorsed by the king as head of a military council that will run the country, and warned he would use force if political protests flared up again. Prayuth seized power on May 22, saying the army would restore order after nearly seven months of sometimes deadly street demonstrations. The military has since taken into custody of scores of politicians, activists, academics and others. “Will we go back to where we were before? If you want to do that, I will need to use force and impose the law strictly,” Prayuth said in a statement he read on television. “You will have to forgive any tough measures as they are necessary.”
He did not set a timeframe for how long the army would stay in power, although he said he hoped to hold elections soon. The royal endorsement is a significant formality in Thailand, where the monarchy is the most important institution. Prayuth’s address is likely to provoke conflicting reaction in a country polarized by nearly a decade of rivalry between the royalist establishment, of which Prayuth is a member, and Thaksin Shinawatra, a populist tycoon who broke the political mould. Prayuth, wearing a formal white dress uniform, said he would set up a council of advisers but gave no details on the form of the new government that will run the country under his military junta, the National Council for Peace and Order. “The country needs a
prime minister. If we go back and look at the past there is a way to do this but there might be some changes to the process in order to create legitimacy,” he said. The military ousted the remnants of a government that had been led by Prime Minister Yingluck Shinawatra, Thaksin’s sister, until she was removed by a court on May 7 for abuse of power. It has taken over with a heavy hand, throwing out the constitution, dissolving the Senate and censoring the media. Anyone who insults the monarchy or violates the military’s orders will be tried in a military court. Despite warnings, small crowds of people voicing opposition to the coup have been gathering in Bangkok as well as in the north and northeast, strongholds of the ousted government.
About 1,000 people thronged around Victory Monument, a central Bangkok hub, on Sunday, occasionally confronting lines of soldiers with riot shields, but there have been no clashes. The army has allowed Yingluck to go home, although she remains under military supervision, said a senior military official who declined to be identified. “She is free to come and go as she pleases but will have to inform us as a sign of mutual respect and we will have soldiers guarding her home,” the officer said on Sunday. Suthep Thaugsuban, who led the Bangkok protests that undermined Yingluck’s government from last November, was released from army custody on Monday but taken with 12 associates to the Attorney General’s office. Since the formation of the Nagaland Softball Association (NSA) about seven years ago, softball players representing Nagaland has become a regular fixture at national level tournaments oblivious to the public at large. Though it may seem improbable, the state has finished third in one such tournament. This year, the NSA is sending eleven under-15 players to participate in the Sub-Junior National Championship to be held at Amravati, Maharashtra from June 1 to 6. General secretary of the NSA, C. Alem Jamir, stated that the players were selected after a rigorous three-week long selection-cum-coaching camp at the DDSC StadiNagaland softball sub-junior team alongwith coach and manager and NSA officials at the um in Dimapur, which was held from May 4-24. Pistorius' car drove through the security gates of Weskoppies Psychiatric Hospital in the South African capital Pretoria behind a police van. Judge Thokozile Masipa last week ordered that Pistorius be observed by a panel of four mental health experts for up to 30 days at Weskoppies after a psychiatrist testified at his trial that he had an anxiety disorder
and it could have contributed to his fatal shooting of his girlfriend last year. Pistorius will be evaluated as an outpatient and return home each day. He was ordered by Masipa to present himself by 9 a.m. each weekday for tests from Monday for up to a month. His murder trial has been postponed until June 30. He is free on bail. The disabled Olympian is charged with premeditated murder for shooting to death Reeva Steenkamp at his home on Feb. 14, 2013 and has been on trial in Pretoria since March 3. SA seeks support for Commonwealth bid CAPE TOWN, MAY 26 (AP): South Africa is seeking support from other African nations for Durban's bid to host the 2022 Commonwealth Games, which would bring the competition to the continent for the first time and possibly lay the groundwork for an attempt to stage the first Olympics in Africa. South Africa's Olympic committee hosted a dinner Sunday in Botswana for representatives from 16 of Africa's Commonwealth countries to rally support behind the bid by the east coast city of Durban. Edmonton, Canada, has also announced its candidacy for the games in eight years. Cities must lodge their
bids to host the 2022 Games by March 2015. The winning candidate will be announced in September 2015. The games are seen as a springboard for South Africa to launch a bid for the Summer Olympics, probably either in 2024 or 2028. Durban is also South Africa's preferred city for the Olympics. Top South African Olympic officials, including International Olympic Committee executive board member Sam Ramsamy, are in Gaborone, Botswana, this week for the African Youth Games and to lobby support for Durban's bid. South Africa hopes its experience of hosting the 2010 World Cup will boost
its chances of landing the Commonwealth Games and ultimately the Olympics. Lars Bender's withdrawal has removed a defensive midfield option with Loew's first-choice pairing of vice-captain Bastian Schweinsteiger and Sami Khedira both lacking fit-
ness after respective knee injuries. Likewise, Neuer is battling a shoulder injury -never good for a goalkeeper -- while Lahm is also being treated intensively for an ankle knock. Loew does not have the luxury of a settled back four and is also low on options up front with only two recognised strikers in his squad. Miroslav Klose, who turns 36 next month, has missed large chunks of the season with Lazio, and Hoffenheim's 21-year-old Kevin Volland is inexperienced, but Loew could also convert one of his midfield stars into a 'False Nine'. Traditionally, Germany have boasted strong leaders -- characters such as Stefan Effenberg, Michael Ballack or Oliver Kahn. But both Lahm and Schweinsteiger have been criticised for their lack of leadership when things go wrong -- namely in the Euro 2012 semi-final defeat to Italy and the 2010 World Cup defeat to Spain for a place in the final. "Germany have a superior team - and that's the problem," according to Ghana midfielder Boateng. "Germany are feeling the pressure to be world champions, but they don't have the characters and types of player to deal with that in Brazil, someone like an Effenberg or a Ballack. "When the pressure comes on, they (Germany) don't pull through." onald Levine, the man credited with developing the world's first action figure, has died, aged 86. A former Hasbro executive, Levine created the GI Joe figure, which became a must-have for kids in the mid-to-late 1960s. He came up with the idea while serving in the U.S. Army in Korea as a way to honour veterans. The action figure inspired comic books and films, and GI Joe Collector's Club stages an annual convention in Dallas, Texas. GI Joe was elected into the Toy Hall of Fame in 2004.

He told Metal Hammer magazine ''Everyone has been on top of their f***ing game for this thing - it's just been awesome. ''I don't like to pat myself on the back too much but I'm pretty proud of it!'' The record is set to be more stripped back than his previous offerings but the 48-year-old guitarist is keeping tight-lipped about the musical direction he's gone in on the album. He explained ''''There's no sentence or phrase that encompasses the body of work that is this record - any kind of pitch like that is limiting. ''The last record we did completely live in the studio and that's how we put it out. ''This time around things are a bit more produced. I've gone in and overdubbed guitars and that has made everything a bit more lush.'' KOLKATA, MAy 26 (PTI): The most consistent team of this season will be up against the most resilient side of the current edition when Kings XI Punjab locks horns with Kolkata Knight Riders in the first Qualifier clash of the IPL here on Tuesday. Previously known for being underachievers, Kings XI Punjab have been the most outstanding team this season to top the table thanks to a superlative batting show from Glenn Maxwell. With two wins from first seven matches, Kolkata Knight Riders were written off midway into the tournament but they bounced back to seal a playoff berth. Later, Yusuf Pathan`s hurricane 22-ball 72 fired them up to second spot on net run rate and they are in the middle of a record seven-match winning streak. PARIS, MAy 26 (AP): Maria Sharapova took advantage of a break in the rain - and several breaks of her opponent's serve - to win her opening match at the French Open on Monday. The 2012 champion was first on court in the main stadium at Roland Garros and needed little more than an hour to reach the second round by beating Ksenia Pervak 6-1, 6-2. "It's always nice to get out there on a day like this. It's good to play first match, as you know," Sharapova said. "Hopefully you'll be able to finish the match today with the weather conditions being as they are. It's always nice to get through." Sharapova broke Pervak five times and finished with 17 winners, while Pervak had only four. Sharapova, seeded seventh at the French Open, completed a career Grand Slam at Roland Garros two years ago. She then lost to Serena Williams in the 2013
final. Up next in Paris will be Tsvetana Pironkova of Bulgaria in the second round. But she could face Williams in the quarterfinals. "It's tough to think about that match down the line where you have to compete in three matches before that," Sharapova said.
