ACAUT on ‘demand slips’ DIMAPUR, JULY 30 (MExN): The Action Committee against Unabated Taxation has taken “full responsibility for the July 26 press release wherein “demand slips” of NSCN (K) and GPRN/NSCN were published in many of the local papers.” A press note from the ACAUT Media Cell stated that the committee stands by its contention that the demand slips were “business-killing in nature.” It pointed out that the demand slip of NSCN (K) was issued 3 months back. It further added that “if any cadre/s of any factions has any issue arising out of our press releases, the contentious issue should be settled with the ACAUT.”

NSCN (IM) responds

DIMAPUR, JULY 30 (MExN): The NSCN (IM) today informed it has been taking its own course of action to stop illegal taxation and unauthorized collection from within and without. However, referring to the Action Committee against Unabated taxation, the note said that “ACUAT shall know that, the struggle of the Nagas since its inception is not about economic sovereignty as you proudly profess but it is about political sovereignty which supersedes all.” It added that “It will be better if members of ACAUT should sometime move out from the cocoon of taxation and see the bigger reason behind such happening.” It stated that ACAUT should “exist as a pressure group … within its bounds and limits.” Full text on Page 4

DIMAPUR, JULY 30 (MExN): In a judgment passed on July 29, the District and Sessions Judge of Dimapur, S. Hukato Swu, sentenced one Baburam Rai to 7 years rigorous imprisonment (RI) for the murder of one Kurban Ali. The murder was committed on March 13, 2010 in Nikhekhu village under Niuland sub-division. Four witnesses were examined during the trial of the case, which led to the case being proved successfully, informed Public Prosecutor Hutoyi Yeptho who conducted the case. On being proved, the Judge convicted the accused, Baburam Rai, under Section 304 IPC and sentenced him to 7 years RI.

NEw DELhI/hYDERAbAD, JULY 30 (IANS): Telangana is all set to become India’s 29th state as the Congress Working Committee (CWC) Tuesday urged the government to take constitutional steps in this regard. The new state will comprise of 10 districts including Hyderabad, which will be the common capital for 10 years, during which period the residuary state of Andhra Pradesh will build its own capital. The CWC, the highest decision making body of the Congress, passed a resolution after the United Progressive Alliance’s coordination committee endorsed statehood for Telangana earlier in the day. Congress leader Digvijaya Singh said the new state will come into being in four to five months. Congress spokesman Ajay Maken said the CWC meeting was presided over by party president Sonia Gandhi and attended by Prime Minister Manmohan Singh among others. Both strongly pitched for Telangana. Manmohan Singh told the meeting that the formation of Telangana was very much required “for the development of the entire Andhra region”. “It is resolved to request the central government to take steps to form a sepa-

Most trials last up to 5-6 years but this one was disposed off in little over a year, Swu added.

The Union Minister will soon be holding a joint meeting of the Minister of Home Affairs and Law & Justice, “to sort out the matters”, informed a press note issued by the Deputy Resident Commissioner of Nagaland House, New Delhi. Nagaland State Planning, Geology and Mining Minister TR Zeliang and Minister of Forests and Border Affairs Y Patton, today had a meeting with the Union Minister in New Delhi. It was informed that the Ministers from Nagaland handed over the letter from the Chief Minister, clarifying the State’s position on the whole matter, relating to resolution of the Nagaland State Legislative Assembly on Petroleum and Natural Gas. The Union Minister was given a briefing from the visiting Ministers on the sequence of events from 1963 onwards, which led to three suspensions and finally the constitution of the Cabinet Sub Committee on Petroleum and Natural Gas. TR Zeliang conveyed to the Union Minister that Nagaland Government has no intentions to antagonize the Centre, but intends to go by the constitutional provisions of Article 371A. “The state of Nagaland will play its role within the state and Centre should play its role once the oil and natural gas are produced and ready to

be exported outside the state”, added the press note. “When the Naga people were not aware of the value of oil and natural gas, ONGC started exploration since 1962 to 1971 without the consent of the landowners and the state government”, the Union Minister was informed. In 1973, ONGC was permitted with PEL under Central Acts and started producing oil in Changpang from 1981 with trial production permit, till its suspension in 1994. In 2009 the government constituted a Cabinet Sub Committee and the proposed resolution was passed on July 26, 2010 reiterating Article 371A, to frame the rules and regulations for exploration, production and post production on oil and natural gas. Zeliang explained the land holding system in the state and that anything to do with land and its resources cannot be taken forward without involvement of land owners and tribal Hohos as per customary practices. Subsequently, the regulation was passed in 2012 and rules were placed in the State Assembly in March 2013, the Union Minister was informed. The Expression of Interest (EOI) was advertised in national and regional dailies and they are in the process of selection of companies to issue permits for exploration and production as per the new rules and regulations, the press note stated. It further said that the resolution clearly spells out that all the previous acts stand cancelled and that new modalities be framed.

DIMAPUR, JULY 30 (MExN): Four accused in the shocking February 2012 gang rape of a woman in Burma Camp, Dimapur were on Tuesday sentenced to rigorous imprisonment (RI) ranging from 10-15 years. Justice to the victim came after one and a half year. The trial which was heard in the court of the District & Sessions Court, Dimapur over the last 17 months finally made a verdict on July 30. Prosecution counsels, Imtiakum and Hutoyi Yeptho, pleading on behalf of the victim, stated that the nature of the case was such that it deserved stringent action. The four accused, Anwar Hussain, Haipur Ali, Saddam Ali and Mainur Ali along with a fifth accomplice had attacked an unsuspecting married couple and after overpowering the husband, assaulted and raped the wife. DIMAPUR, JULY 30 (MExN): The signatories of the “Naga Concordant” led by the conveners of the High Level Commission met on July 21 and 23, 2013, with the Forum for Naga Reconciliation (FNR), to prepare for and convene a meeting with the highest level leaders. This was informed in a press note issued by the FNR. Subsequently, Isak Chishi Swu, Th Muivah, Gen. (Retd.) Khole Konyak, Kitovi Zhimomi, Brig. (Retd.) S. Singnya and Zhopra Vero, along with each group’s high level commission members met on July 27 and 29, 2013, “honoring the common cause of the Naga historical and political rights”.

FNR felt that Naga society has reached an important juncture in its political history and as such earnestly called upon the various organizations in all Naga areas to sincerely support, what was termed, as “the fullest positive realization through the Naga reconciliation process”.

Kohima | July 30

The Chang community of Kohima today celebrated its premier festival Naknyulüm here at the residence of Kejong Chang, parliamentary secretary for jail & home guard, village guards, DB and GB. Minister for school education C. M. Chang and MLA Toyang Changkong Chang, chairman NBRM also spoke on the occasion. Kejong Chang briefed the significance of Naknyulüm festival. Aoyemen Chang, Setshangbou, Chang Union Kohima delivered welcome address while vote of thanks was proposed by B. Bangjung, deputy secretary Nagaland Legislative Assembly. Indigenous bamboo flute and modern folk song also marked the festival. The programme was organised by Chang Union Kohima. Changs believe that the entire human race emerged from Changsang Mongko.

This is considered as one of the oldest settlements for the Changs and interestingly many primeval stories of Changsang are unique in its essence. Of all the festivals, Changs revere the Naknyulüm since it is believed that the whole world was

engulfed in utter darkness for three days and three nights. The darkness was so intense that it was considered as Nakshou-Nakyu or “the mother of all darkness.” Because of the acute darkness, people in Changsang were stranded in the

fields, some in the jungle, some in journeys and many were held up in homes or people were held up wherever they were at that moment of time. At such a time, when the people were striving hard to overcome the darkness, a man

The Management of ICDP (Integrated Co-operative Development Project) Zunheboto organized an inaugural function of training programme on ‘Management of Co-Operative societies’ held in the conference hall of Nagaland State Co-operative Union (NSCU) Dimapur. sang resolved to please the heavenly God by celebrating Naknyu festival, signifying the conquest of darkness by light. The ancient Changs believed that that there were three heavenly gods viz Lijaba, Sansangla and Shampoli, each God having their own powers and blessings. In this festival, people offer prayers to the Gods to invoke their blessings. Special rituals are also performed so that the darkness does not over-rule them again. Naknyu festival is celebrated every year in the last week of July during the moonless night/month. The festival is firstly pronounced by the elderly person from the Oungh Clan and is celebrated for three days and three nights. Naknyu festival is marked by many rituals and restrictions, for instance, if a guest happens to accidently visit the home, he/she is required to come the following year for the Naknyu festival so as to avert ill omens.

KiphirE, July 30 (mExN): The Nagaland State Disaster Management Authority (NSDMA), Home Department along with District Administration, Kiphire, organized training on disaster management for Kiphire district. Superintendent of Police (Kiphire) Konjok Tashi Khampa, IPS, as special guest, graced the brief inaugural function. In his speech, he urged the participants to imbibe a culture of safety. Stating that he is from Uttrakhand, a place, which had been in the news for the recent flood disaster, he said that trainings on disaster management were very crucial for interior districts where help may not arrive in time.

The Training and Capacity Building Officer from NSDMA gave a short introduction on the structure of Disaster Management at the national as well as state level. The youth of ICEU presented a special number while the vote of thanks was delivered by Benjamin Longkap (EAC,Hq). Earlier, Shelly Katiry (EAC Probationer) chaired the programme. ARSU appeal for better development

Dimapur, July 30 (mExN): The Amahator Range Students’ Union (ARSU) visited the Keor Road under Amahator Area, which was constructed two months back. The Union stated in a press release that “during our visit, we were surprised to see grasses growing abundantly in the middle of the road. The stones used for construction were also of low quality which can be broken easily even by a bare hand.” The Amahator Range Students’ Union has therefore appealed to the higher ups to take positive measures for better development.

Kohima, July 30 (mExN): The state’s department of agriculture during its two day State Level Agricultural Officers Conference held here, has resolved to reaffirm its commitment with dedication towards achieving the Vision Food for all by 2025. Assam Chief Minister Tarun Gogoi had reviewed security arrangements with the top police

Prohibitory orders in several Assam districts GuwAHATI, JuLy 30 (PTI): A day after 15 people were injured in a grenade blast in the heart of the city, several district administrations clamped prohibitory orders under Section 144 CrPC with immediate effect. Kamrup(Metro) district administration, under which Guwahati city falls, has promulgated Section 144 CrPC for safety, security and maintenance of public peace and tranquility ahead of Independence Day. As per the order, pillion riding on any two-wheeler has been prohibited. There are few exceptions like persons above the age of 60, ailing persons travelling to and fro from any hospital, personnel of police and armed forces in uniform, physically handicapped and school children in uniform. Likewise, Barpeta district administration has also declared prohibitory orders. The order, which is enforced with immediate effect, will continue till August 20, Barpeta Deputy Commissioner Siddhartha Singh said. "We have taken this precautionary measure for the coming Independence Day so as to prevent any untoward incident," he added. The order was also imposed in Dhansiri sub-division of Golaghat district during the day. Earlier, prohibitory orders were declared in Cachar district by the administration. The Bongaigaon district authority also prohibited general movement of the public under the Section 144 of the CrPC. Last week, prohibitory orders was promulgated in Kamrup district with immediate effect.

DIMAPur, JuLy 30 (MExN): The Sinlung Indigenous Peoples Human Rights Organisation has said that the Forest Advisory Committee’s (FAC) disapproval for the diversion of 24,329 hectares of forest land in Manipur and Sinlung Hills, Mizoram for Tipaimukh Multi-purpose Hydro Electric Project “is a just decision; upholding and securing the interests and rights of the marginalized tribals that are dictated by a coterie from distant power corridors.” A press note from the SIPHRO said that the FAC decision will go a long way to save and preserve the land, forests and rivers on which thousands of invisible tribals are dependent for their livelihood. It expressed alarm that the total land requirement for Tipaimukh Multi-purpose Hydro Electric Project is more than one fifth of forest land diverted for execution of 497 hydel projects in India. “The issue of diverting that much area of land

Response to ACAUT “The Real Expose”

I

was glad to read the “The Real Expose” by Media Cell of ACAUT appearing on Sunday the 28th July, 2013 issue of the local dailies in response to my rejoinder on “ACAUT gives proof of govt. dept levying illegal tax” with lots of derision of me, my sin being making the explanation of the empowerment of the M.V. Department under the provision of Motor Vehicles Acts against the likes of ACAUT. One can infer from the wordings of the leading para that ACAUT cannot be wrong therefore cannot be receptive of any correction, can declare the law to its liking “ACAUT stands by its statement that Rs. 1500/- was collected from the particular Deopani sand laden truck as MONTHLY TAX and therefore illegal even though the money was paid as compounding fees” and can also change the ground from “ACAUT gives proof of govt. dept levying illegal tax” to “The real Expose” In the 22nd July paper, the ACAUT raised the particular issue of collecting Tax of Rs. 1500/- vide official receipt No. 40527 dated, 19/07/2013 declaring it as illegal and asked the DTO to stop it but nowhere was there any mention of the monthly Jai pani expenditure. My writing was confined to this particular context explaining legality of the process of the compounding of offence in the larger interest of public knowledge as compounding involves not only the Deopani sand laden truck that concerns the interest and focus of ACAUT but all kinds of Motor Vehicles in public place. I have quoted the compoundable provisions from the Motor Vehicles Acts, 1988 and not on my own word so that public may read and know the legal provisions and can question if illegal activities of the Enforcement agencies are de-

tected, that is how I stated that there is bound to be instances of misdemeanor and exceeding of briefs and thereby given a lead to dilate. Although ACAUT have derided me with the ridicules remarks, yet they have now stepped into the exact point I mentioned of misdemeanor and exceeding the briefs and has now come out with the statement “engaged in illegal activities while maintaining the facade of squeaky clean image” and the “jai pani expenditure” in its “The Real Expose” thereby unconsciously vindicating my statement. While trying to firmly stand by what you said, you have now shifted the ground from the earlier Rs. 1500receipted voucher issue to the new ground of non vouched illegal collection “Jai pani” issue that is totally two different elements. Yes, I admit I am retired about three and half years ago and do not know so many things on the face of the earth comparing to the world known to ACAUT that’s why I quoted what is written in the law if it would benefit anyone. Throughout the country the state M.V. Department are maintaining revenue check gate at the inter0state border to monitor interstate movement of commercial vehicles for revenue checks. The ACAUT may not know that the M. V. Department too had a regular (24 hours) M. V. check gate at the Golaghat road earlier but was closed down some years back by the Department due to complain of misdemeanor and exceeding the official briefs by personal manning the gate although the other departments continued to maintain their check gate at the same place. In the Motor vehicles Act compounding of offence is prescribed only for t he 1st and the 2nd same subsequent offence. If the same offence is committed for subsequent

third time, the Enforcement agency is not empowered to compound the third offence but should seize/detain the vehicle, frame charge sheet and forward to Judicial Court for adjudication. Non seizure/detention and non charge sheeting of the habitual offender shall constitute clear dereliction of duty. Having established prima facie, had it been in other state, the ACAUT should have lodge criminal charges against the erring personnel but in more of Naga way implores upon the DTO to do the house cleaning. The DTO and the Enforcement Inspectors are equally conferred the power to compound offence therefore in the field the Enforcement Inspectors functions with full compounding powers whereas the DTO attends to in house works. The NGO like ACAUT would have been prudent to seize such opportunity of prima facie now available with them and file criminal suit against the offender for a change to cause exemplary punishment to caution the rest of the lot. I have restricted myself to only one issue to clarifying the legality of compounding fee of Rs. 1500/- vide receipt No. 40527 that the ACAUT jurisprudence has declared as illegal. I leave it to the legal pundits and luminaries to have a better conclusion. ACAUT may further come out with more derisive statement but further paper discourses will distract the main focus belittling the issue when ACAUT is doing herculean task and has great unfinished work to do therefore this will be my last response. here is only one Creator of the heavens and the earth. The heavens and earth are created by one who has life. If there is no life, there will be no universe. God has life, so He created the universe. He has life but if He doesn’t have wisdom, He cannot create the heavens and the earth. He has life and wisdom, but if He doesn’t have power. He cannot create the heavens and the earth. He is the life, He has wisdom and power, so He could create the heavens and the earth by His life, wisdom and power. He has created the heavens and the earth but if He is not perfect, the creations cannot be in order, but He is perfect and cannot err, so the rotation of the earth and the revolution of the planets do not make even a second mistake and the power-house of the Sun never fails even a day forever! Let alone the heavens and the earth, human body, soul and spirit is created by His life, wisdom and power. Human body consists of innumerable parts which cannot be mastered by specialist doctors in their many years’ research. I am writing this piece of write-up because I have been enabled by my life, wisdom and power created by God by His life, wisdom and power. When I see myself, I see the life, wisdom and power of God and I am filled with the wonderfulness of God and meditating upon the wonderfulness of God is the most nutritious food for health because it makes us peaceful (Is. 26:3). Is there any co-Creator, co-Saviour, Redeemer and Sustainer? There is only one Creator and Lord. He is the Father of all human beings. (Mal.2:10). All human beings are of human family. In the context of a family, if the children have due respect and love for their parents according to children’s eth-

ics towards parents, the family is a decent family, and there is love among the children as brothers and sisters. Why is there turmoil and disorder in the world? Because countless of people in the world do not know the unseen Father, the Creator of the heavens and the earth. The children of God do not seek who the true God is and randomly worship anything other than the Creator which is the root cause of all evils in the world. One who really knows the Creator, he will believe in Him, if he really believes in Him, he will fear Him; if he really fears Him, he will obey Him (His righteousness); If he really obeys Him, he will have relationship with Him and the outcome of relationship with God is having experience of His peace, His joy, His love and His goodness maturing towards life in conformity with the perfect characteristics of God. But the world is full of prodigal sons and daughters whether we know it or not, believe it or not, the truth is the truth. I have experienced that I had been a slave of superstitious belief groping in darkness without knowing what real peace is. Countless of people in the world are slaves of superstitious beliefs as a result, human beings fear fellow human beings and are suspicious of one another. In view of all these things, the need of the people all over the world is to analyse where we are and have a resolution for home coming to the Father. Home coming is the only way of solution to all human problems. NEW DELHI, JULY 30 (PTI): Telecom regulator TRAI today proposed allowing customers to file complaint with operators in person as well as through SMS, e-mail, post or courier in addition to the current practice of doing that on voice calls. The changes have been proposed following Telecom Regulatory Authority’s direct communication with consumers across 20 cities wherein people appealed that the complaint and appeal handling mechanism should be made more accessible to the consumers. “To address this issue, it is prescribed through this amendment that the Complaint Centre shall also be accessible to consumers through SMS, e—mail, post and in person,” TRAI said in the draft. The regulator has proposed amendment to the rules on complaint redressal that was issued by it in January 2012 and has invited views of stakeholders on the draft change by August 14. TRAI has also proposed that consumers be allowed to appeal before top panel, the Appellate Authority, through consumer/customer care number. While analysing consumer grievances, TRAI noticed that no appeals were received by appellate authorities that look after grievances if it is not resolved by customer care executives and nodal officer. The regulator assumed that consumers may not be aware of appellate authority which is appointed by service providers.

e it known unto all people that whatever information unearthed and so far partially published by the Zeliang People Organisation (ZPO) on the screwup scenario of Peren district for awareness of the public through any of its official and functionary are based on hard evidences accessible for scrutiny. This is in reiteration of the ZPO’s uncontaminated stance in defence of the legitimate, integral and inherent right of the Zeliang people of Nagaland. Land encroachment at premier institute worrying DIMAPUR , JULY 30 (MExN): Continuing land encroachment in Kohima Science College for many years now has led to villagers of Jotsoma to raise this issue through various forums in order to bring to light the failure till now, to take remedial measures. A letter was written to the Deputy Commissioner of Kohima as recently as on June 13, 2013 by Jotsoma Village Council members. As per that letter made available to the local media, the villagers reminded that as requested by the founding members of Kohima Science College in 1962, the people of Jotsoma had given sufficient land for the establishment of the Science College. When the Science College was taken over by the Government of Nagaland in 1964, some of the then senior most officials of the Government again asked the people of Jotsoma to give necessary land for a future University. The people positively responded to the request generously by accepting a nominal compensation, it was informed. After having built some

necessary constructions, the Kohima Science College was shifted to the present site in 1968. However, further developments have been kept stagnant for many years, the letter to the DC mentioned. Unexpectedly, two of the most envied parts of the College area were given to P.H.E. Department and Doordarshan respectively, the letter stated while also pointing out that the District Authority also started allotting some plots of land to individuals and societies in various parts of the acquired land. As a result, the Village Authority submitted a Representation to the concerned Minister on 17 October 1990 A.D. stating that the whole area acquired for the Science College and a future University must be utilized solely for Educational purposes and allotment for other purposes should not be entertained. Accordingly, the concerned

Ministry of the State had directed the District Authority on November 29, 1990, not to allot any plot of land to individuals or organisations in Science College area. However, allotment of plots continued, stated the letter from the Jotsoma Village Council. It was informed that again on 19 February 1998, the then Deputy Commissioner Kohima gave an Order which says, ‘Notice is hereby given to all encroachers including allotees and landowners to remove all structures in the encroached area within a period of 15 (fifteen) days.’ Besides, some of the landowners have been pleading the concerned Authority from time to time not to allot any plot of land to individuals. “But it is very unfortunate and highly regrettable that the District Authority, the Science College Authority, other Societies and the Students Bodies have been slumbering for 23 years and remained as some mute spec-

tators to witness how the right thinking people of Jotsoma quarrel with the encroachers”, stated the letter. It has been found now that some allotment orders have been issued to individuals by the District Authority as recent as 2009, revealed the letter to the DC while pointing out that the “sincere will of the people of Jotsoma was and is to utilize the whole acquired area solely for the purpose of education for the interest of present and coming generations”. “Under the given facts, we the people of Jotsoma sincerely appeal to the concerned authorities and the different societies who have serious concern for Science College that if you are truly for the interest of the Kohima Science College Jotsoma and our young generations, the authority of Jotsoma is always ready to give full co-operation. But if you are not truly for it, please shed crocodile tear no more”, stated the letter, which was signed among others by the Chairman and Secretary of Jotsoma Village Council.

A press note issued by the NPCC Media Cell pointed out that “the voice of the public and their resentments are growing day by day and well on course to snowball into a mass movement with headlong confrontations”. “The NPF led DAN government into their third term has been totally blinded by the greed to perpetrate the loot of the state exchequer with scant regards to matters of governance and cries of the people burdened by unbearable miseries imposed by nefarious ele-

ments”, stated the NPCC. In such an eventuality, the NPCC said that it would hold the NPF led DAN government solely responsible for letting the situation of lawlessness to unfold and prevail as a result of its (NPF) ineptness and lack of political vision to govern the state. The NPCC termed the present state of lawlessness as “deteriorating day by day with factional killings becoming a daily routine affair in taking away precious lives and the constant fear psychosis generated in the minds of the citizens has been precipitated by the inability of the NPF led DAN govt to maintain the rule of law leading to a total breakdown of law and order in the state”. He also expressed hope that several regional parties would engage in a working relationship with the NDA. “I am sure as we draw closer to the general elections, more clarity of NDA’s strength will emerge, thereby winning minimum 12 Lok Sabha seats out of 25 seats in the north eastern states,” he said.

The workshop which was initiated by the Asia Indigenous Peoples Pact (AIPP), an organization of indigenous peoples’ movement in Asia, brought together Human Rights activists and journalists from several parts of Asia including India, Myanmar, Philippines, Malaysia, Cambodia, Indonesia, Nepal, Bangladesh and Thailand. digenous peoples rights related issues and that, most of the mainstream media agencies are also stationed in Capitals. Further due to geographical isolation and poor communication infrastructures, mainstream journalists do not reach the indigenous communities, and indigenous communities are not able to bring their issues and concerns to mainstream media. Meanwhile, it was discovered that lack of real understanding about the indigenous peoples’ rights and issues among non-indigenous journalists lead to romanticizing, stereotyping and criminalizing indigenous peoples in mainstream media, and the lack

of media professional skills among indigenous journalists limit their representation in mainstream media. The lack of inclusiveness of indigenous journalists in newsrooms and editorial positions in mainstream media was also identified as one of the factors leading to under-reporting of indigenous peoples’ issues and concerns. Language was further noted to be a big barrier for indigenous peoples to have access to information while geographic isolation and poor infrastructure in remote areas limit indigenous peoples to access timely information from mainstream media. In the meantime, administration

red tape and legal restrictions to receive broadcasting license also hinder indigenous peoples to set up their own community media apart from limited media management skills, lack of women journalists in media industry and lack of coverage on indigenous women issues respectively. In this regard, the workshop recommended capacity building, advocacy and networking to address issues relating to indigenous peoples more effectively. It would be setting strategic priorities for capacity building trainings, regional skills exchange workshops, four national stakeholders’ consultation with government and civil society in four countries, two ASEAN regional consultation on media, ten dialogue workshop between media representatives and indigenous media/rights activists in five targeted countries under IVA project, award for outstanding reporting on indigenous peoples’ issues/rights and further looking at how social media can be used for advocacy amongst other recommendations and interventions.

DIMAPUR, JULY 30 (MExN): Dimapur police on July 29, 2013 recovered a huge consignment of illegal IMFL from a truck bearing R/No.AS 07C/5501 near Tetso College, Diphupar B village. According to the Additional Superintendent of Police/ PRO, police seized one thousand cases of He-Man, 9000 bottles of beer from the truck, which were being smuggled to Dimapur for distribution to other districts. The driver of the vehicle and another accomplice were arrested. The accused were identified as Robin Singh (32) of Wungching, Thoubal district, Manipur, and Amir Khan of Sara,

Thoubal district, Manipur. The two accused are presently residents of Signal Angami, Dimapur. A case U/S 44 NLTP Act has been registered at Diphupar PS and the accused persons have been remanded for further investigation into the case. Meanwhile, Dimapur police personnel at Chumukedima check gate recovered and seized a huge consignment of banned Spasmo Proxyvon drugs on July 29, 2013 from a Manipur bound Maruti Alto bearing R/No.MNO7L 1507. The illegal drugs totaling 1,01,600 capsules (one lakh one thousand six hundred) and valued

at around Rs thirty lakhs in the markets in Manipur were found neatly packed in Nutrela packets and concealed in travel bags and suitcases, the release informed. The two occupants of the vehicle were taken into custody and produced at Diphupar Police Station where they were arrested and a case was registered under the Drugs and Cosmetics Act. The two accused are identified as Katini (45) of Pudunamai village under Senapati district, and T Rockson (35) of Senapati district. The accused have been remanded for further investigation into the case, stated the release.

One does not need to search or look very far to find what is wrong, because today there are some fundamental and basic values that we have lost through past and current traumas. If we pause for a moment to stop, think and reflect, many things that have gone wrong will cloud our minds and we can lament the lost values. We are out of touch with our inner feelings and cannot hear our inner voice urging us to become who we are. It is time to look deeply into our hearts, allow ourselves to feel in order to recover the lost values that can guide us out of this crisis. Hence, let us all ...

n Sri Lanka, where President Mahinda Rajapaksa's regime seems determined to undo key aspects of a 1987 pact with India touching upon the critical area of devolution of power, one would need courage - and deep political conviction - to write the book Dayan Jayatilleka has written. The so-called Tamil nationalists might dub him a closet man of the Sri Lankan state for having served it faithfully in his previous capacity as Colombo's envoy to the UN in Geneva at the height of the war. But that exposure probably only redoubled his understanding of what is good for Sri Lanka, where the Tamil Tigers' rout in 2009 hasn't led, unfortunately, to a comprehensive peace most people would have desired. What kind of a political framework is good for Sri Lanka? The debate rages on. There are many shades of opinion across the island nation, across its ethnic and religious divide. Should Sri Lanka be a Sinhalese/Buddhist-dominated society politically, even if it claims not to be one? Should it not be a land where different religions and ethnic groups enjoy equal -- and Book: Long War, Cold Peace: rights respect one anConflict and Crisis in Sri Lanka; other? Can those Tamils, who served as the LTTE's political arm be trusted to play a role in mainstream Sri Lanka? Can the situation improve? Will the wounds heal? If yes, when? A political activist-turned-academic-turned-political scientist, Dayan, as most of us have known him, brings together some of his powerful published writings with fresh candor to answer a string of questions related to the now vanquished LTTE, the war it waged, the counter war, and the politics of the Rajapaksa regime. It is important, he says, to learn the lessons of the conflict to prevent a recurrence. Sadly, as a nation, he says, "we have almost ceased to analyse, to think". The good thing about the book is that it does not follow a chronological order to relate the Sri Lanka agony - from 1983, the earlier period, the post-war scenario, the international dimension et al. Dayan is loud and clear. We know where he stands. A Marxist not at home with Sri Lanka's (fragmented) Left, he laments that his country never had a Congress party or a "political leadership (read Nehru) that was westernized in cultural terms, modernist, while not being pro-Western in political terms". Historically, Dayan tells us, this is the best time to effect a political reconciliation between the Sinhalese and Tamils, "for a moderate compromise". Unlike a section of his compatriots, Dayan underlines the importance of paying heed to Sri Lanka's friends, "local and foreign". Having won the war, Colombo can still lose the peace, he warns, if it fails to show generosity, flexibility, enlightenment and wisdom. Having dealt with 193 countries in Geneva, he knows what the world wants: that Sri Lankan Tamils deserve and require equal rights. Dayan is all for a "full (even) if graduated implementation" of the India-backed 13th amendment to the Sri Lankan constitution that would ensure "the fullest possible devolution of powers" to provinces -- and to Tamils. "Long War, Cold Peace" could not have come out at a better time. Not everyone will agree with his autopsy. But no one will be able to ignore it. Read it, now!

Where Have All the Dreamers Gone?

Political dreaming in the Twenty-First Century

A

ll right, I confess: I have a dream. I bet you do, too. I bet yours, like mine, is of a far, far better world not only for yourself and your loved ones, but for everyone on this beleaguered planet of ours. And I bet you, like me, rarely talk to anyone about your dreams, even if you spend nearly all your time among politically active people working to improve the planet. Perhaps these days it feels somehow just too naïve, too unrealistic, too embarrassing. So instead, you focus your energy on the nuts and bolts of what’s wrong with the world, what has to be fixed immediately. I’m thinking that it’s time to try a different approach -- to keep feeling and voicing what Martin Luther King, Jr., called “the fierce urgency of now,” but balance it with a dose of another political lesson he taught us: the irresistible power of dreaming. "The world as we wish it to be is no mere fantasy. It is often our most reliable guide to knowing the truth." I started reflecting on this when I returned from a long trip and found my email inbox crammed with hundreds of urgent messages from progressive groups and news sources, all sounding the alarm about the latest outrages, horrors, and disgraces, punctuated by an occasional call for a new policy to right at least one of the horrendous wrongs described and denounced. Suddenly, I found myself thinking: Same old same old. The particular words keep changing, but the basic message and the music of our song of frustrated lament remain the same. We give the people the shocking facts and call them to action. And we wonder: Why don’t they listen? Then I looked at the calendar and noticed that the end of the summer would bring the 50th anniversary of Dr. King’s greatest speech -- and I realized what was missing from virtually all those email messages: Where was the dream? Where was the debate about what the world we seek would look like? In most of them I could dimly sense that the writer might indeed have a vision of a better world. But it was always hidden somewhere between the lines, as if in the century when capitalism had “triumphed” and nowhere on Earth did there seem to be an alternative, the writer was ashamed to speak such things aloud. Occupied Dreams It wasn’t always so. I remember how incensed I used to get in the 1960s when hearing the charge from the right: “Those hippie radicals. They don’t know what they’re for, only what they’re against.” “Those hippie radicals” knew what they were for: concrete changes in political policies that would turn their dreams into reality. And they talked constantly about the dreams as well as the policies. It was Dr. King, above all, who inspired them. If, on that hot summer day in 1963, he had only denounced the evils of racism and proposed policy remedies, we would scarcely recall his speech half a century later. It holds a special place in our public memory only because he concluded by confessing his dream. Daring to be a public dreamer propelled him to greatness. Now, I fear, we mostly talk only about what we’re against. The just-give-‘em-the-facts approach, so tilted toward denunciation (however well deserved), scarcely leaves room for any other impression. There are still a few dreamers. You can find them among environmental activists, who give us science fiction-like descriptions of technology that can create a clean, sustainable environment for the whole biosphere. Except that isn’t simply a fantasy: much of the technology already exists. You can also find dreamers in religious communities, sharing the words of holy scriptures informed by eschatological visions of a better future. Occa-

IVEN how hazardous it is to their health, why do smokers continue to smoke? It’s not that they are all hopeless addicts. Many smokers are capable of quitting. It’s not that they are ignorant. Studies show that smokers are at least as informed as nonsmokers about the risks of smoking — and possibly more informed. You might suspect, then, that smokers tend to be risk takers by nature. And some evidence suggests that smokers do take more risks than nonsmokers: they are more often involved in traffic accidents, less likely to wear seat belts and more likely to engage in risky sexual behavior. Women who smoke even have mammograms less frequently than their nonsmoking counterparts. But we don’t believe that smokers have a greater tolerance for risk. As we argue in a study published this month in the journal PLoS One, the personality trait that distinguishes smokers from nonsmokers is their relative inability to delay satisfaction and respect long-term considerations (like their health). In other words: it’s their poor self-control. Key to our study is a card game known as the Iowa gambling task, commonly used to measure risk taking. You are presented with four decks of cards. Each card reveals a financial outcome: “You won $100,” or “You lost $250,” for example. Your task is to keep picking cards from whichever decks you would like, trying to make as much money as

Not long ago, you could find dreamers occupying parks and public spaces across the country, short-lived as their moment was mainly because of an onslaught of police violence. For that brief season, they showed us that our dreams had been occupied and needed to be freed. In the past, though, movements have persisted much longer, even in the face of massive state violence. The Occupy movement, however, emerged in a distinctly twenty-first-century world in which activists have long become accustomed to hiding their dreams. Without such shared dreams, political activism can easily feel like nothing more than an endless struggle against insurmountable odds -- like being part of a small band of good guys besieged on every side. Who can blame them for feeling overwhelmed, exhausted, and hopeless? Once most Occupiers were forced to retreat from public spaces, I suspect they, too, felt tired, cramped, hemmed in. Occupy could flourish only in the open, where people could share their dreams and imagine that all the boundaries that limit us might, in that open-air spirit, dissolve. Realism and Dreams Boundaries and limitations dissolving: that’s not merely Chomsky’s dream, it’s the essence of all dreaming -- to transcend the barriers that separate one person from another, one group or nation from another, and all humanity from its natural environment. "When our dreams are political, they help us sense what it might be like to escape the limits imposed by corporations, the state, the media, the advertisers, powerful forces of every kind. They help us imagine in new ways what is possible." Dreaming is the realm of pure freedom. In dreams, we can see, do, or be anything. When our dreams are political, they help us sense what it might be like to escape the limits imposed by corporations, the state, the media, the advertisers, powerful forces of every kind. They help us imagine in new ways what is possible. In our dreams, none of the powers that be can touch us. Freud said that every dream is the fulfillment of a wish, but political dreams aren’t about our private desires. They are visions of the public realm being freed from the artificial divisions and constraints of the present. There, as in our nighttime dreaming, we experience whole new worlds, constantly changing, often in remarkable detail. Dreaming is the realm of permanent revolution that the great political visionaries from Thomas Jefferson to Che Guevara spoke of. Constant change, pure freedom, the sense that anything is possible: combined, they can give us the daytime energy we need to work for change despite the obstacles and failures we inevitably face. When political life is infused with a dream, traveling without a map can feel exhilarating. In politics as in physiology, we must dream on a regular basis to restore our energy. But a political dream is quite different from the dreaming of sleep because it happens while we are wide-awake. It may even make us feel more awake, allowing us to pierce the pre-packaged version of reality handed to us by the rich and powerful, who demand that we take their distorted version of how this place, this country, this planet works as “realism” itself. When we see by the light of imagined futures, the present and its real possibilities come into clearer view, offering us a broader framework into which we can fit the chaotic pieces of current reality and the specific changes we are working for. We don’t have to wait for some distant fu-

ture to see our dreams realized. The essence of the nonviolent action that Dr. King preached is to pierce the lies and distortions in the here and now by acting out, with our bodies, the authentic reality we have seen -- to persist in what is really real (which is the best translation I know of Gandhi’s term satyagraha). So we should never let anyone dismiss our political dreams as “unrealistic.” The world as we wish it to be is no mere fantasy. It is often our most reliable guide to knowing the truth.

Never Stop Dreaming Whether they know it or not, everyone has their own dream of the world as it should be, and every dream is open to endless interpretation. Dr. King had his. I’ve got my interpretation of his. I’ve got my own, too. And you’ve got yours. The point is not to argue about who has the one “correct” dream, but to bring all of our dreams out of the closet and voice them openly, share our interpretations of each other’s dreams, and start a conversation about the politics of dreaming. When that kind of dream-sharing becomes part of political life, it begins to create myths. By “myth” I don’t mean a lie. I mean a story that a community tells itself to interpret its life, to express the fundamentals of its worldview and values, to give meaning and hope to events great and small. A myth, it is often said, is a collective dream. In myths, as in dreams, anything can happen. And once new myths start circulating, anything can indeed happen. There is a real chance that one myth (or several with much in common) will -- by some mysterious, unpredictable process -- grab hold of a big enough part of the body politic to stir it to action. The U.S saw that process at work in the 1770s (the dream of a republic), the 1860s (the dream of abolishing slavery), and the mid-1930s (the dream of basic economic security for all). In the late 1960s, the dream of radical democracy and equality for all took hold in millions of American minds. It happened surprisingly fast. In 1963, when Dr. King gave the nation permission to share our dreams, few could have imagined how radically the political and cultural landscape would be reshaped by new myths within just a few years. Of course, we should never confuse our dreams and myths with specific policy proposals. That would endanger the chances of achieving policies that could bring us a few steps closer to realizing those dreams. Policies, after all, are always political artifacts, produced by compromises between our dreams and the hard facts of the present. The coming commemoration of the “dream” speech should remind us of Dr. King’s recipe for meaningful political change: take one part facts to reveal the world’s evils, one part policy proposals to remove those evils, one part shrewd political strategy, and one part dreams -- shared aloud -- and stir artfully into a political movement. So don’t stop shouting from the rooftops about everything that’s outrageously wrong. Don’t stop the grinding political work of changing specific policies. But take the time to show how your outrage, policies, and politics are propelled by your dreams. Share those dreams: talk or write or draw or sing or dance them. Describe the kind of world you are working for and show how it could be linked to policies and politics. And don’t let anyone dismiss you as an “unrealistic dreamer.” Yes, it’s true, the world will never look exactly like our mythic dreams. But we can’t get to any better future unless we first imagine that future, together. A political dream is a magnet that pulls us toward our goals. It may also be an asymptote -a promised land that we can never reach. Yet even if we never get there, every dream takes us closer to a transformed reality.

The twist is that the decks have different payoff distributions: two of them offer higher risk (cards with larger gains and larger losses) but long-term overall losses; the other two decks offer lower risk (smaller gains and smaller loses) but long-term gains. Most participants, after selecting several dozen cards from the various decks, learn to stick with the two “good” decks and end up faring well. Studies have shown, however, that people with brain lesions affecting decision making tend to favor the “bad,” riskier decks and fare poorly. The same is true of chronic cocaine and cannabis users. But when smokers and nonsmokers perform the Iowa gambling task there are no significant differences between the two groups, as the psychologist Carl Lejuez and his colleagues have demonstrated. This strongly suggests that smokers are not, in fact, especially tolerant of risk. So what accounts for smokers’ risky-looking behavior? Our contention is that smokers exhibit poor self-control in the face of immediate temptation — which can look like a willingness to assume risk. (For in-

stance, you might choose to have sex without a condom not because you are comfortable with the risk but because you are too weak-willed to bother with the inconvenience.) To test our hypothesis we took 100 research participants (smokers and nonsmokers) and had them perform a modified version of the Iowa gambling task. We focused on a subtle difference between the two “bad” decks. One offers payoffs that commonly result in immediate satisfaction — it produces a gain of $100 in 9 out of 10 draws — but in 1 of 10 draws it produces a disaster: losing $1,250. The other bad deck is less immediately satisfying — the losses are smaller ($250) but more frequent, occurring about every second draw. Thus both decks are bad overall but the first is more satisfying in the short run. In addition, in our modified version, every time a participant selected a card from one of the four decks, we showed the outcomes that would have resulted from selecting from the other three decks. This increased the salience of the immediately satisfying deck, since when choosing any

other deck, 9 times out of 10 the player could see that this deck produced the best outcome. We found that as the game progressed, smokers selected this deck about 1.5 times more than nonsmokers. They could not resist the short-term pleasure despite the long-term disaster. (We also had our research subjects play another version of the game in which the good and bad decks differed in terms of risk but not in the immediacy of their satisfying outcomes. This change wiped out the differences between smokers and nonsmokers, confirming the Lejuez team’s finding that smokers are not more tolerant of risk.) Our finding is admittedly nuanced: it is not risk taking per se that drives smokers’ risky behavior; it’s a weakness for activities that are profitable most of the time yet hazardous eventually. This distinction may suggest strategies for fighting smoking. For example, hospitals and universities have started to ban smoking not only inside buildings but also at their perimeter; while originally proposed to address secondary smoking hazards, this may also have the benefit of imposing an additional short-term inconvenience on smoking. If we are right that smokers tend to have poorer self-control, such manipulations may be used to help sustain their willpower. very morning I’m greeted by a wave of fog that seeps in leisurely though the wire gauze ventilator. The pine tree barks outside my window are perpetually damp, and tiny drops of rain hang like shiny pearls on the pine needles. Before long I will hear the footsteps and chatter of eager nursery school kids streaming in one by one. By the time I finish my morning tea, they call out enthusiastically, “Miss, miss, miss!” June is the month for planting paddy in the rice fields, and so parents drop off their kids to school on the way. They even reach an hour and a half early. Some kids walk on foot for 2 to 3 kilometers to reach school every day, and then another 2 to 3 kilometers to reach back home after school. All of these 26 kids are between the ages of 5 to 7 years. The real tiny ones appear younger than 5 years. 2013 being my personal “year of humanitarian service,” I chose to go to Sekruzu in Phek district for summer service. My gracious hosts, Vesalu and Vekuso Swuro run “New Creation Ministry” at their Oasis Resource Centre in Sekruzu. Their main focus is Evangelism, Education and Eco-farming. Their school, Zohusa Mission School started this year with classes A & B; and I had the privilege of becoming a nursery teacher for almost two months, with a short school break in between. Though my talent and experience with kids may be limited, I was focused on sowing some precious seeds into their young minds. They spoke only Chakhesang while I spoke only English, but somehow the communicative meaning prevailed. Every day they would soak up new learning like a sponge, and I was amazed to see how they progressed. Sometimes I felt I pushed them too hard, but my time was limited and so I put in oodles of extra effort. My intention was to inculcate in them from the very start, a sense of hard work and a certain “knowing” that education is not to be taken lightly. The love and affection was mutual, and the kids cooperated quite

joyfully in class. The day I left, Vesalu arranged a tea party with the kids. Many of them came with a “thank-you gift” for me – various kinds of organic vegetables from their home gardens, and even poultry. They sang for me all the songs they knew and recited all the Bible verses taught to them by their young teacher, sir Yovoye. During my stay at Sekruzu, I thought a lot about the first American Baptist missionaries to Nagaland, Dr. and Mrs. Clark. It was Mrs. Clark who opened a school for village children in Molungyimsen in the year 1878. Her first students were girls and later joined by boys as well. She cut out card-board pieces to teach the English alphabets as there were no books or even slates and blackboards back then. She gave them an attendance bead each time they came to school. Many dropped out half way, and the few who persisted wove necklaces with their attendance beads, and also grew up to become leaders. My great-grandmother Jongmayangla was Mrs. Clark’s student. At that time it was sufficient to know the alphabets and numbers, and to string basic words for functional speech in English. Jongmayangla, a bright and enthusiastic student, became Mrs. Clark’s assistant teacher after just 2 years in the school. I cannot visualize the kind of extreme hardships this American missionary couple must have endured in a land that was beginning to wrestle against headhunting practices and also trying to grapple with the new Christian faith. They entered an alien territory dominated by an ancestral belief-system and animistic way of life. To “civilize” and Christianize the “heathen” must have been quite a monumental task. They sacrificed their very lives and lived in tiny huts in the village, devoid of proper roads, means of transportation, electricity, and other very basic amenities and means of sustenance too. However, they survived and the purpose of their coming to the Naga Hills was fulfilled during that era. It’s been precisely 135 years since the first ever school opened, and yet the progress rate in interior Naga villages has been painfully slow. Sekruzu’s story is just one of the many stories prevalent in the rural areas of Nagaland. The two Government schools

ow much pocket money should you give your children? It’s important to get it right as the amount you give can be a great way to teach your kids the value of money, saving and spending, while gradually learning responsibility and financial independence. How much pocket money should you pay? There is no right or wrong answer to this. How much you are prepared to give depends entirely on what you believe is fair, what you want your child to get out of it, and how much you can afford. When it comes to deciding on pocket money for your child, start by considering what you think is appropriate for their age. Also, think about what else you give your child. If you are happy to buy the majority of things they want or need, you might not want to give them too much pocket money as well. It could also be handy to have a chat with other parents, particularly those of your child’s friends, about how much they give their children. But whatever you do, don’t get sucked into competing with them! Once you've decided an appropriate amount, sit down with your child and discuss it with them. So near yet so far! Sekruzu is situated in the centre of 8 Chakhesang villages such as Dzulha, Phughi, Therutsuswu, Ruzazho, Ruzazho Nasa, Khutsa, Suthozu Nasa and Suthozu Nagwu. In 1964, the villagers decided to create a township of Sekruzu; but the population today consists of only 50 households (400 people approx.) Other than a stationed BDO, no other administrative head from the State Government exists. Even the CO post which was created in 1980 remains unoccupied because of shortage of EAC’s. What’s more the incomplete 6-bedded hospital structure has now turned into a cow shed. The PWD-SO is defunct. The Forest Independent Beat office, Police Outpost and Agri Inspector has absolutely no function whatsoever. The Argi Demonstration Farm, other than occupying territory, hardly produces anything substantial. But the most pathetic condition is the main road, starting from Chakabama (Zero Point) to Zunheboto via Chozuba which was hastily taken over by the State Government from BRO in 2011. The ‘dream’ to create a ‘national highway’ out of it remains unfulfilled because the sanction for crores of rupees got depleted too soon. What remains is incomplete attempts at road widening in random portions, causing land-slides and spoiling the natural beauty of the land. The only vehicles that ply this damaged road are occasional army trucks, the NST bus to Dzulha and one or two private vehicles in a day. It’s hard to imagine that this road used to be a bustling State highway once upon a time. In the face of all this disillusionment, the inhabitants of this hillock range badly need a concrete morale boost. Vesalu and Vekuso Swuro, dedicated missionaries for the uplift of rural people came to settle in Sekruzu in 2012, and they already represent a ray of hope for the people of this range. In fact their “Oasis Resource Centre” is like a magnet that attracts neighboring villages to awaken their innate human potentials and to envision a better future. Very symbolically they came yearly from Pfutsero to plant tree saplings since 1999 in this chosen spot; and when they finally settled here after more than 10 years later, they had over two thousand pine trees, beside other tree varieties adorning their beautiful eco-campus. It’s a sociological fact that old villages eventually become vacant as people make their way out in search of education, jobs etc. into towns and cities. If Sekruzu, the ‘oasis’ town adequately awakens to this challenge, many of the neighboring villagers will filter in for settlement here. There is no other way but for Sekruzu to embrace its township for real and begin to meet the needs of the migrating people. For this to happen, Nagaland and its State Government will have to participate in the growth of this little township which is just beginning to awaken from slumber. If God be on their side (and I’m sure of it), Sekruzu will surely rise. save for the rest themselves. The best time to pay your child is at the beginning of the month, which has to last them till the next month – this will start teaching them the importance of budgeting and make them think about what they spend their money on, rather than blowing it all in one go.

Grandparents (or Uncle-Aunty) and pocket money Pocket money can be a tough subject even for Grandparents, so it’s no surprise that grandparents often feel a little unsure when it comes to deciding what to do. If you’re a grandparent wanting to give pocket money then do consider my previous advices, and give the money according to how you think is best. If you would like your grandchild to earn their money then put a list together of small tasks you know they could handle, keeping in mind their age and size. Windows need cleaning? You know who to ask! It’s probably a good idea to talk over your plans with your grandchild’s parents, this way you can avoid stepping on anyone’s toes. If the parents feel that their child is already receiving enough money, then consider investing what you was going to spend into opening a recurring account in the minor’s name. Pocket money can come and go, but savings may help your grandchild later on in life when they really need it.

Children saving pocket money We’ve spoken a lot about doling out pocket money and how it should be spent, but remember it can also be a useful tool for teaching your kids how to save. In a recent survey the children who took part said they would like to know more about saving, so make sure to guide them in the right direction. We have had the State budget being presented and many issues arising out of taxation, apart from the usual twists and turns related to the political situation in our State and India as a whole. All these exercises seem to be geared towards one purpose and that is to make things better and bring about development. However, development can be easily hampered by many factors, one of which is corruption. Two brief write-ups submitted during “Renaissance Clique” - the bi-annual fest of the English Department, Tetso College are this week’s thoughts on the topic “Corruption is the Enemy of Development and Progress”.

orruption occurs when a person or a group does something to benefit themselves, and in the process, they affect others in a negative and harmful way. Corruption is no strange phenomenon in the 21st century. It is a major problem that is being faced by our society today. People are cheated in various ways. Corruption is like a cancer in today’s world, and its growth can be attributed to the fact that there is no strong opposition that can tackle corruption or the corrupt. A study of any sphere of our life will show us that corruption has a major influence, be it the Central Government, or even our election system. In Nagaland, corruption is drastically visible. The condition of roads in our state is horrible, and it is due to the officials who are responsible for the maintenance work. Since they are corrupt, we have broken roads with potholes to add to the misery of travelers. Talking about the many schools in rural sectors of the state, we have badly maintained classrooms with teachers who do not show much interest in teaching. A lot of these schools do not even conduct regular classes. The teachers appointed by the state get their salaries by doing half the work they are supposed to do. As a result, the students suffer immensely. These forms of corruption affect people in different ways. Development in the state is extremely slow because of corruption that occurs at various levels of the government. In the national level as well, corruption is a very common phenomenon. Every morning in the newspaper we find news stories about corruption. One of main reasons for so much corruption is that in today’s world everyone wants money but not all want to work hard for it. They seek shortcuts to earn money easily. Another reason for corruption is that most of the time, the people who are investigating cases of corruption are corrupt themselves. The corrupt are rarely punished. Thus, the level of corruption is increasing day by and is a major drawback for the progress and development of the country and its people. Everyone in the society needs to stand up against corruption. Our country itself is so corrupt, where the people in power are concerned about their own financial gains. Every now and then we hear people grumbling and complaining about corruption and corrupt officials. But is any action taken? Until and unless stricter anti-corruption laws are implemented and put into force, corruption will not stop. The officials must try and see beyond money. The government cannot function well until its people are honest. As long as corruption continues, there will always be a vast difference between the rich and the poor. The rich will continue to grow wealthy, while the poor will continue to lose money. We have the right to choose between good and bad. So we should always do the right thing and make the right decision because it will affect us one way or another. It is the progress and development of our state that is being affected due to corruption. Thus, we should all take a stand. Together we can stop corruption. It will not happen in a day. But as little drops of water make an ocean, so also we should give our best and do what we can to stop corruption for not only our own self, but also for our society, state, nation, to improve and develop the world we live in. Runners up essay by yanuo Pojar, BA 1st Semester English Hons. Man is a social animal. He lives in a society, a society that might be developed or underdeveloped, educated or uneducated. Whatever be the case, politics tends to play a major role in society. The public chooses its own leaders with the hope for progress and development, but many times the result is just the opposite. The people in power tend to work for their own benefit and prosperity. They make personal upliftment their main motive, and this paves the way for corruption to seep into society. In the present world, ‘corruption’ is a word we hear every day. Weak leaders with no interest in the development of the public bring about corruption. We know that Nagaland’s state budget is projecting a deficit. A main cause for this is the people in various levels of the government’s hierarchy who pocket the money kept aside for development. A good example would be the condition of the National Highway 29 between Dimapur and Kohima. We know that the Government allocates funds for the maintenance of highways across the country. Yet we see that the road is full of potholes. This lack of maintenance is a clear indication of corruption in society. Corruption of this nature is a universal phenomenon, which ultimately results in leaving the people, place, economy, and society underdeveloped. Development and progressiveness of the country is greatly dependent on the leaders. They are the ones who shape a country’s present and future. Where there is no corruption, there is always peace and harmony. Such a place sees development and progress, and enjoys the benefits of being a modern society. A society cannot develop when corruption exists in its veins. A good tree produces good fruit. But if the tree if poisoned, even a good tree cannot produce good fruit. In the same way, a society cannot prosper when there is corruption in its core. Corruption always brings a society down. Corruption and development can never go hand in hand. For a peaceful and harmonious society, corruption must be abolished. Like a mother hen who always rotates her eggs about fifty times a day to make sure that the yolk doesn’t stick to the sides of the shell, so also corruption must be vigilantly checked in all spheres so that it does not interrupt a society’s growth and prosperity. ‘Indian Army most influential in Asia Pacific’

Washington, July 30 (Pti): The Indian Army is by far the most influential in the Asia Pacific region, a top American General has said, asserting that the US should work with partners like India and Egypt to shape a stable global order. “As is in many of the AsiaPacific countries, the army is the dominant service in those countries. India is a prime example. It is by far the largest service. It is by far the most influential,” US Army Chief of Staff General Raymond T Odierno said. “It is important for us to build army-to-army relations as we continue to re-balance the Asia- Pacific region,” he told a Washington audience. During his address, Odierno also encouraged the US Army to continue working with regional partners such as India and Egypt to help shape a prosperous and stable global order. Odierno recently returned from a trip to India during which he met his Indian counterpart and held a wide range of discussions with the top Indian military leadership. He also travelled to the Northern Command. “The first comments about India, specifically, is, one of things we have to remember is, we have to make sure they maintain their own strategic autonomy. And we do things in line with them to help build capacity, help learn from each other,” he said. “One thing we realised we have so much in common, the two largest democracies in the world, we are two very professional armies, and there is much we can do to learn from each other,” Odierno said in response to a question at the American Enterprise Institute (AEI) - a Washington-based think tank. “We talked a lot about the way ahead in the region, the importance of operations in the region. They took me up to their northern command, which is their most important command, which is responsible for the borders of Pakistan and China,” he said. “I had the chance to meet with their staff and their commanders, and what really caught me was the fact that, what they have been doing for the past 20 years, is what we have been doing for the past 12, counter-insurgency, protecting their space, there’s a lot of lessons learned that they have that we have. And so, there is a lot of knowledge that we can share,” the US General said. “So I think that will be the basis of the continued relationship, is the sharing of information about what they face on a day-to-day basis up in the Kashmir area, with Pakistan, as well with China, as you just talked about with a minor incursion not too long ago...,” he said.

Batla House convict gets life term

neW delhi, July 30 (ians): A Delhi court Tuesday gave life term to Shahzad Ahmad, lone convict and a suspected Indian Mujahideen operative, in the 2008 Batla House shootout in which a police officer was killed, saying the incident “shocked the collective conscience of the entire nation”. Additional Sessions Judge Rajender Kumar Shastri, who July 25 convicted the 24-year-old man from Azamgarh in Uttar Pradesh for killing Delhi Police Special Cell Inspector M.C. Sharma in the shootout, awarded life term to Ahmad and also imposed a Rs.95,000 fine on him. “There can be no deeper wound on the rule of law than to attack a police officer, while discharging his official duty,” the judge said. The court said: “Ruminating facts of the case and also the circumstances of the convicts, I find mitigating circumstances more than aggravating ones and hence case in hands is not a ‘rarest of rare case’, which warrants death penalty upon the convicts.” Judge Shastri said out of the Rs.95,000 fine imposed on Ahmad, 40,000 would be given to the family of Sharma. Head constable Balwant Singh, who was injured in the shootout, would get Rs.20,000 out of the penalty amount. The court said the case did not come under “rarest of rare case” category. However, no one can attack a police officer, while he is discharging his official duty. “Masses from entire Delhi were seen weeping and mourning the death of that brave heart (Sharma). Traumatised intellectuals from all over the country went in pensive mood. All this is evident as how the incident shocked the collective conscience of the entire nation. This is also an aggravating circumstances,” the court said. The prosecution Monday sought death penalty for Ahmad saying it was in the category of “rarest of rare case”. In my opinion, the courts have no authority to abrogate these constitutional powers, exercised by the executive,” the court said. The shootout between a Delhi Police Special Cell team and alleged IM operatives occurred Sep 19, 2008, days after serial blasts rocked the national capital Sep 13 claiming 26 lives. Ahmad was said to be present in house number L-18 in Batla House in south Delhi where the shootout took place. The court July 25 convicted Ahmad for offences including murder and attempt to murder.

‘Climate change affecting health in Sundarbans’

sundarbans, July 30 (Pti): Frequent climatic shocks in the form of cyclones and floods in Sundarbans is playing havoc with the health of 4.5 million villagers staying in the fragile islands, experts say. As a result of climate change induced sea level rise, instances of coastal erosion, flooding and cyclone incidences have increased manifold in the Sundarban swamps putting the villagers at greater health risks. Almost all types of communicable diseases primarily related to respiratory and gastro-intestinal systems are highly prevalent in Sundarbans, a UNESCO World Heritage site located few kms away from Kolkata. Prof Barun Kanjilal of The Indian Institute of Health Management Research (IIHMR), who has been studying the region, told PTI that children

are the worst affected with chronic malnutrition, diarrhea and other common childhood illness highly prevalent among them. “Transient climatic shocks have made the child health worse through the pathway of chronic poverty, low resilience, physical and social barriers to health seeking as well as ineffective service delivery system,” he said. When climate events destroy crops, lands or houses, it affects the food security of the people ultimately causing undernutrition through reduction in calorie intake. In addition to this, disease outbreaks causes additional suffering. During heavy rains, the low-lying villages get inundated and tubewells go under water. When the water recedes, it leaves behind a trail of impurities, most of it having also

entered the tubewells. A survey by international NGO Save The Children showed that about 25 percent of students are forced to occasionally drink pond water during disasters. Males, both adults and adolescents, use the river bank for defecation during disasters. In addition to lack of privacy and discomfort, open defecation serves to further pollute the waterlogged surroundings leading to widescale water borne ailments. Dr Samiran Panda of the citybased National Institute of Cholera and Enteric Diseases (NICED) said climatic shocks make people more vulnerable to water-borne diseases due to water contamination. “Water and sanitation hygiene infrastructure is usually the first to break down during disasters and remain out of

Trinamool Congress wins big in 2013 panchayat polls

KolKata, July 30 (agencies): Continuing its wining spree, Mamata Banerjee-led Trinamool Congress swept the three-tier panchayat polls in West Bengal, capturing 13 out of 17 Zilla Parishads, 213 out of 329 panchayat samities and 1763 out of 3215 gram panchayat seats. The state election commission Tuesday declared the results of 3200 out of total 3215 gram panchayat seats. Meanwhile, results of 325 out of 329 panchayat samities were announced today. TMC’s clean sweep in the zilla parishads in 11 of 12 south Bengal districts and two out of five north Bengal districts, demonstrated that the two-and-ahalf-years of incumbency and controversies, including the Saradha chit fund scam, by and large, failed to sway the rural people’s trust on the Mamata Banerjee government. TMC not only did well in south Bengal, but also breached the barrier in north Bengal where it

won Cooch Behar and South Dinajpur. The party won the zilla parishads in Howrah, Hooghly, North 24 Parganas, South 24 Parganas, Burdwan, Birbhum, Nadia, Coochbehar and South Dinajpur districts. The ruling party registered a huge victory in the three Maoist strongholds in Bankura, Purulia and West Midnapore districts. In adjoining East Midnapore district, the TMC registered a major win except at Nandigram, the cradle of Banerjee’s anti-land acquisition campaign, where the party had to struggle with former Trinamool supporters, who fought as Independents. In Nandigram block I and block II, out of 17 gram panchayat seats, official Trinamool candidates won 13 seats, while the independents bagged three seats and Left one. At Singur, the Trinamool bagged 12 out of 16 Gram panchayat seats, with Left bagging just one

States across India ignored mid-day meal complaints

neW delhi, July 30 (agencies): Bihar may be in the spotlight for its mismanagement of the Mid-day Meal Scheme but the human resource development (HRD) ministry has found that several state governments have failed to act on complaints about the programme year after year. Following the tragedy in Chhapra in which 23 students died after consuming the lunch served in school, the ministry compiled complaints about implementation of the scheme from 2011 to July 19 this year from across the country and found there were 106 in all. The list, accessed by The Indian Express, includes complaints about inedible meals making children ill, mismanagement, misappropriation of funds and corruption, among others and have been escalated to the ministry. Uttar Pradesh tops the list with 25 complaints. Bihar is nearly as much in the dock with 16 complaints, many of them serious and unresolved. Bihar, in fact, is yet to respond to serious complaints about diversion of midday meal scheme foodgrain for other purposes as pointed out in CAG reports. Haryana has 11 complaints to reckon with while Madhya Pradesh has 10. West Bengal does no better with nine complaints. Complaints about the “poor quality” of meals served abound, with liz-

After Bihar tragedy, FAO urges cut in hazardous pesticides

Milan, July 30 (reuters): Developing countries should speed up the withdrawal of highly hazardous pesticides from their markets following the death of 23 children from contaminated food in India, the United Nation’s Food and Agriculture Organization said on Tuesday. The children in Bihar died earlier this month after eating a school meal of rice and potato curry contaminated with monocrotophos, a pesticide considered highly hazardous by the FAO and the World Health Organization. “Experience in many developing countries shows that the distribution and use of such highly toxic products very often poses a serious risk to human health and the environment,” the FAO said in a statement. Monocrotophos is banned in many countries but a panel of government experts in India was persuaded by manufacturers that the product was cheaper than alternatives and more effective in controlling pests that decimate crop output. Although the government argues the benefits of strong pesticides outweigh the hazards if properly managed, the food poisoning tragedy underlined criticism such controls are virtually ignored on the ground. The FAO said many countries lacked the resources to properly manage the storage, distribution, handling and disposal of pesticides and to reduce their risks. “Highly hazardous products should not be available to small scale farmers who lack knowledge and the proper sprayers, protective gear and storage facilities to manage such products appropriately,” the FAO added. Monocrotophos is currently prohibited in Australia, China, the European Union and the United States, and in many countries in Africa, Asia and Latin America, the FAO said.

There have also been instances of teachers forcing children to eat a meal just like it has been reported from Gandaman in Chhapra this month. The December 2012 incident in Jehanabad is reported to have taken place after cooks and teacher in charge forced students to consume a meal. Corruption, misappropriation of funds and other irregularities are other major complaints. This year, there have been four complaints from Bihar, with three of them being about alleged corruption, while Chhapra was the fourth. The southern states appear to have done better. Barring Karnataka with two unresolved complaints, there is not a single complaint related to the programme from other southern states. Reflecting the state governments’ lack of seriousness, the data shows that the number of complaints have also been on the rise. While 36 complaints reached the HRD ministry in 2011, the figure rose to 44 in 2012 and has already touched 26 this year.

Dead biker’s mother demands CBI inquiry

neW delhi, July 30 (ians): The mother of the stunt biker who was shot dead by Delhi Police Sunday night has demanded a CBI inquiry into her son’s death. “I want a CBI (Central Bureau of Investigation) inquiry to be conducted because I do not believe in the investigation being conducted so far,” Manju Pandey, mother of the deceased Karan Pandey, told IANS Tuesday. A magisterial probe has already been ordered in the shooting death. Karan, 19, was cremated Tuesday afternoon at the Malviya Nagar crematorium in south Delhi. “The policeman who fired at my son should be arrested as he took his life without any reason,” Manju added. She also questioned the circumstances in which her son was allegedly allured by his friend to leave the house at the midnight without informing her. “I want authorities to probe this angle too,” Manju said. Karan befriended Punit a few months ago, a neighbour said. “Karan didn’t like to indulge in any kind of bad habit. Though he liked speed, he couldn’t perform stunts on bike,” said Dhruv, a common friend of Karan and Punit. “About a month back Karan invited us to his birthday party. Many of us consumed alcohol but Karan refused,” another friend, who did not wish to be named, told IANS. Meanwhile, Delhi Police are likely to arrest Punit. “We questioned him yesterday (Monday) night after he was discharged from hospital. He is now with his parents but he may be arrested soon,” Deputy Commissioner of Police S.B.S. Tyagi told IANS. Punit also received injuries after falling off the bike on the road when a bullet fired by inspector Rajneesh Parmar hit Karan. Stunt biking by around 100 young men led to a tragedy in the heart of Delhi early Sunday when Parmar opened fire, killing Karan, who was riding pillion on Punit’s motorcycle, police said. According to police, the officer fired at the tyre of the motorcycle after issuing three warnings but a bullet hit Pandey. The victims were rushed to Ram Manohar Lohia Hospital, where Karan was declared dead. A medical examination revealed that Punit was under the influence of alcohol. Some friends of Karan also held a silent protest march after the cremation, demanding action against the police officials responsible for Karan’s death.

WASHINGTON, July 30 (ReuTeRS): Israeli and Palestinian negotiators held their first peace talks in nearly three years on Monday in a U.S.-brokered effort that Secretary of State John Kerry hopes will end their conflict despite deep divisions. Top aides to Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas began the talks over an iftar dinner - the evening meal with which Muslims break their daily fast during Ramadan - hosted by Kerry at the State Department. Kerry, who has prodded, coaxed and cajoled the two sides to resume negotiations in a flurry of visits to the Middle East during his less than six months in office, urged Israelis and Palestinians to strike “reasonable compromises.” It was clear, however, from some public statements over the agenda for the talks - which are expected to run for nine months - and comments by Abbas, that there are major disagreements over issues such as borders and security. “It is no secret this is a difficult process. If it were easy, it would have happened a long time ago,” Kerry said with his newly named envoy for Israeli-Palestinian peace, former U.S. Ambassador to Israel Martin Indyk, at his side. “Many difficult choices lie ahead for the negotiators and for the leaders as we seek reasonable compromises on tough, complicated, emotional, and symbolic issues,” Kerry added. four, including new envoy Indyk, were seated on one side of the table and their guests on the other side, with the two main negotiators Livni and Erekat seated side by side. “It’s very, very special to be here,” Kerry told his guests. “There isn’t very much to talk about at all,” he joked. The parties have publicly sparred over how the negotiations will unfold, with an Israeli official saying all issues would be discussed simultaneously and a Palestinian official saying they would start with borders and security. Speaking in Cairo on Monday, Abbas struck a hard line, saying that ultimately he did not want a single Israeli citizen or soldier on Palestinian land. His comments were made despite Kerry’s wish that both sides refrain from talking publicly about issues. Israel has previously said it wants to maintain a military

presence in the occupied West Bank at the border with Jordan to prevent any influx of weapons that could be used against it. “In a final resolution, we would not see the presence of a single Israeli civilian or soldier - on our lands,” Abbas said in a briefing to mostly Egyptian journalists in Cairo. Obama, Hillary Clinton meet for lunch, sparking 2016 buzz

WASHINGTON, July 30 (AP): President Barack Obama and former Secretary of State Hillary Rodham Clinton shared a meal Monday. While only that much is known for sure, the political speculation machine nevertheless went into overdrive, highlighting how closely both are being watched for signs of their intentions in the 2016 presidential race. For Clinton, it’s a question of whether the former first lady will take the plunge, launching another presidential campaign eight years after she lost to Obama in a hard-fought Democratic primary. For Obama, it’s about dueling loyalties to two of his closest allies who would both covet his endorsement: Clinton and Vice President Joe Biden, who is also said to be eyeing the

White House. Such questions loomed over a midday lunch served al fresco on the patio just outside the president’s Oval Office. Would Clinton tip her hand? Would Obama offer his support? Or would the 2 dive deep into current events - bloodshed in Egypt, for instance, or a budding new round of Mideast peace talks that eluded Clinton as secretary of state? In all likelihood, none of the above. “The purpose of the lunch was chiefly social,” said White House spokesman Josh Earnest, calling it a “chance to catch up” and adding that Obama had initiated the invitation. “Secretary Clinton and the president have developed not just a strong working relationship, but also a genuine friendship.” Biden will have his own chance to catch up with his former Senate

MOSCOW, July 30 (ReuTeRS): There was a time when Vladimir Putin’s macho antics inspired pride among Russians, but many are finding it hard to believe the president’s latest stunt - catching a huge pike in Siberia. Video footage released by

the Kremlin last week showed Putin dressed in camouflage fatigues and sunglasses, fishing, driving a motorboat and petting reindeer in a remote region of Siberia with his prime minister and defense minister.

But the images of the 60-yearold president hauling in a pike which the Kremlin said weighed 21 kg (46 pounds) proved too much for some Russians to swallow. Within hours, online satirists were questioning whether the incident was staged and whether the pike was really as big as the Kremlin said. “Wonder who planted that fish for Putin to catch,” said a caption placed under two online pictures, one of Putin holding the fish and the other showing Prime Minister Dmitry Medvedev emerging from a river in a wetsuit with a satisfied look. Experienced anglers posted photographs of large pike they had caught, questioning the size and weight of the ex-KGB officer’s catch. One photo caption called it “Churov’s Pike” - a reference to election commission chief Vladimir Churov who is accused by the opposition of conjuring victory for Putin’s party in elections which they say were marred by fraud. He denies doing so. Putin has often burnished his image since first coming to power in 2000 with outdoor exploits such as riding a horse with a bare torso and shooting a tiger with a tranquilizer. But the Kremlin admitted under pressure that a stunt in 2011, in which Putin found ancient artifacts at the bottom of the Black Sea, was staged. When he flew with migrating storks last year, he was widely mocked online. This time, the Kremlin stood firm. “I personally saw the scales and was present in the weighing. It was seriously more than 20 kg (44 lb),” Putin’s press secretary, Dmitry Peskov, told Interfax news agency. Putin remains Russia’s most popular politician, with a recent opinion poll showing his trust level at 45 percent, but his authority was dented by mass protests in Moscow and other big cities that began in late 2011 and carried on into 2012.

WASHINGTON, July 30 (IANS): Excessive use of mobile phone can lead to oxidative stress in cells that is linked to cellular and genetic mutations which cause development of tumours, says a study. Oxidative stress is a process that damages all aspects of a human cell, including DNA, through the development of toxic peroxide and free radicals. Dr. Yaniv Hamzany of Tel Aviv University’s Sackler Faculty of Medicine and the Otolaryngology Head and Neck Surgery Department at the Rabin Medical Center looked for clues in the saliva of cell phone users to further explore the relationship between cancer rates and cell phone use. Comparing heavy mobile phone users to non-users, they found that the saliva of heavy users showed indications of higher oxidative stress. More importantly, it is considered a major risk factor for cancer. The findings have been reported in the journal Antioxidants and Redox Signaling.

MACAu, JuLy 30 (AP): A Chinese fighter's victory at a Macau showdown brings the world's top casino market a step closer to challenging Las Vegas for dominance of another Sin City staple: big-time boxing matches. Macau, which long ago eclipsed Vegas as the world's top gambling city, is now looking to add to its allure by holding the kind of boxing bouts that Las Vegas is known for. The tiny Chinese enclave near Hong Kong is hosting a series of highprofile bouts this year featuring a pair of Asian stars: Chinese two-time Olympic gold medalist Zou Shiming and Philippine fighter Manny Pacquiao.

Zou made his professional debut in April, winning the "Fists of Gold" match at Macau's Venetian resort. He returned for a second installment of the series on Saturday night, defeating his Mexican opponent in a unanimous decision at the Cotai Arena. Zou's rise has helped boost boxing's popularity among fans in China, where the sport was banned until the mid-1980s. Chinese fans, mostly subdued for the six preliminary "undercard" fights, rose to their feet for the main event, calling out "Jia you!" — Chinese for "Let's go!" — and stomping their feet as Zou fought a six-round flyweight match with Jesus

DOhA, JuLy 30 (AP): Christian Benitez, a soccer star from Ecuador who led the Mexican league in scoring last season, died Monday a day after playing in a game for his club in Qatar. He was 27. The Qatari club El Jaish provided no details about the death but said Benitez did not complain about his health Sunday. The team is awaiting a medical report. El Jaish played Qatar Sports in the Sheik Jassim Cup, a warmup tournament for the upcoming season. The club said this was Benitez's first game with his new team. The game was played in hot and humid conditions typical of the Persian Gulf this time of year. Qatar will host the 2022 World Cup and the searing heat has prompted many in soccer to call for the tournament to be moved to winter. Benitez,

a powerful striker, joined El Jaish after helping his Mexican club America win the championship last season. "He was a player that over the short period he was here was regarded for his high moral character," El Jaish said in a statement. Benitez had 24 goals in 58 appearances for Ecuador and was on its 2006 World Cup team. He also scored against Chile in the 2007 Copa America and had four goals during qualifying for the 2014 World Cup Benitez also spent a season in England with Birmingham. Arum said production costs for a Macau show amount to $500,000, about the same as for bouts in Vegas. Arum said he envisions Top Rank, which organizes 60 boxing shows a year, eventually holding four to six a year in Macau. Las Vegas, in comparison, is hosting a dozen pro bouts this year. For Arum, the big prize in bringing boxing to China is the potential for pay per view profits that would dwarf those in the U.S. Zou's fights were carried on state broadcaster CCTV. Arum had hoped to offer the Pacquiao fight on pay per view but he said lining up a deal with potential partners has been harder than expected. China's broadcasting industry is dominated by state-run broadcasters while premium cable and satellite channels have little role to play. One idea had been to offer the November fight for $5 in China on smartphones. That's a fraction of the $50-$60 typically charged to see a live bout on cable in the U.S but the sheer numbers of potential viewers in a country with more than 1 billion people would make up the difference. "We were hoping to do pay per view in China but we are not anywhere near ready to do it yet. That's something for next year and the year after," he said. "Once we get that going, it could be a monster," said Arum.

Delhi Police to apply for cancelling Sreesanth's bail

NEw DELhI, JuLy 30 (IANs): Delhi Police will apply for cancelling the bail of cricketer Sreesanth and 20 others who are allegedly involved in the Indian Premier League (IPL) spot-fixing scandal. "We are filing a chargesheet in the IPL spot-fixing case today (Tuesday) and we will apply for the cancellation of bail of all 21 accused including Sreesanth," S.N. Srivastava, special commissioner of police (Special Cell) told IANS. Till now, 29 people had been arrested in the IPL spot fixing case. Twenty-one of them are on bail, while eight are in judicial custody. Three Rajasthan Royals players - Sreesanth, Ankeet Chavan and Ajit Chandila - were arrested by Delhi Police from Mumbai, May 16. While Sreesanth and Chavan are out on bail, Chandila is still languishing in Tihar jail.

Court asks BCCI to reinvestigate spot-fixing

MuMBAI, JuLy 30 (AP): An Indian court on Tuesday said the spot-fixing allegations from this year's Indian Premier League should be reinvestigated after declaring that a panel set up by the Board of Control for Cricket in India was "illegal and unconstitutional." The panel had cleared two teams and its officials of the charges. "The entire incident needs to be reinvestigated," the Bombay High Court said in its order after the Cricket Association of Bihar filed a case against the BCCI. "There was disparity in the evidence collected by the probe panel." The order effectively strikes down the panel's report clearing Chennai Super Kings team principal Gurunath Meiyappan and Rajasthan Royals co-owner Raj Kundra of betting and keeping in touch with illegal bookmakers during the IPL. The report was to be discussed at an IPL governing council meeting on Friday when the teams and officials were expected to be formally cleared of the charges. Former BCCI secretary Sanjay Jagdale was originally the third member of the panel but his resignation after the spot-fixing controversy reduced the number to two. The spot-fixing controversy arose after the arrest of Rajasthan Royals players Shantakumaran Sreesanth, Ajit Chandila and Ankeet Chavan by Delhi Police, who claimed they had proof that the players had conceded more than a specified number of runs per over in return for money from illegal bookmakers. The three players were charged with cheating, criminal conspiracy and criminal breach of trust. Two other players - Sidharth Trivedi and Harmeet Singh - were also questioned by police. Sreesanth and Chavan are out on bail, while Chandila is in jail awaiting trial. Meiyappan, who is the son-in-law of BCCI president Narainswamy Srinivasan, spent nearly two weeks in jail after he was accused of spot-fixing, while Kundra admitted only to betting and was never arrested. Srinivasan, who is the managing director of the India Cements company that owns the Chennai Super Kings, was forced to step aside pending the investigations for fears of a conflict between his responsibilities and the allegations against Meiyappan.

Ecclestone confirms no Indian GP in 2014

New Delhi, July 30 (iANS): Formula 1 boss Bernie Ecclestone Tuesday confirmed that the 2014 Indian Grand Prix will have to be dropped to tweak the racing calendar and that he is working with event promoters Jaypee to have one in the first half of 2015. Ecclestone, who has been the controlling the F1 empire for nearly 40 years, told IANS from his London office that he and his Formula 1 management always wanted the India round early in the season. "When we signed the five-year deal with Jaypee, we were keen on going to India in the first half and Jaypee wanted it to be in October. We gave in at that time, but now it looks we will have the race early 2015," Ecclestone, 82, told IANS. As it is the hosts shell out $40 million (Rs 237.7 crore) for every F1 race at Buddh International Circuit (BIC) as licensing fee. "It (hosting one race in October 2014 and another in early 2015) was too close. Therefore, after speaking to promoters, we think it is best not to have a race in 2014 and have one in 2015," said Ecclestone, who will present the 2014 calendar to the governing International Automobile Federation (FIA) in September. However, Malaysia hosted two races in a short span of time when it organised the last race of 2000 in October and from the following year onwards the round is being held in March.
