Nagaland’s Chief Secretary during a high level meeting with top government officials in the State had also mentioned about how the States Annual Budget allocation has been reduced by Planning Commission owing to the adverse market economy of India and the resultant effect on its revenue and resources status.

24-hour Karbi bandh from today

DimaPuR, July 2 (mExN): A 24-hour Karbi-Anglong bandh will be enforced beginning 6:00 am, July 3. The bandh has been called by the Bar Association of Diphu in protest against the assault on one of its members on June 25 last in Diphu. According to The Additional Superintendent of Police, KarbiAnglong, Bolin Deori, one advocate of Diphu court and his son were assaulted by some autorickshaw drivers on June 25. The advocate’s son succumbed to injury at a hospital in Guwahati six days later on July 1 sparking public outcry. The news of the death spread bringing Diphu to a standstill while a lightning bandh was enforced the same day in the district headquarters.

The sub themes are ‘Early Childhood care and Education’, ‘Elementary Education’, ‘Secondary Education’, ‘Higher Education’, ‘Teacher Education’, ‘Distance Education’ and

moKoKchuNg, July 2 (mExN): To enable farmers to gather more field experience and learn better practices in different farming system, Agricultural Technology Management Agency (ATMA) Ongpangkong (North) Block, Mokokchung organized a one-day within district exposure trip for its farmers to Kobulong Block on June 26. The farmers visited tea plantation and mushroom cultivation unit at Mopungchuket village. During the exposure, the participants interacted with Chubawati, a veteran tea grower and owner of Aier tea Park, where he explained the

importance of tea cultivation and its management practices. The team also visited ‘Shiitake’ mushroom cultivation unit which is maintained by Supongmeren, and learned about cultivation of ‘Shiitake’ mushroom, scope and prospect of cultivating the highly priced mushroom. Later, the team also visited Yimchalu village where the farmers were exposed to Dr. Tongpang’s litchi and orange orchard, where around 180 litchi and orange plants produce huge amount of fruits which he supply to the local market and nearby district. Along with the orchard, he also

maintains a dairy unit, fishery ponds and a poly house for growing different vegetables. Finally, the farmers visited Mejongkaba ‘Integrated farm school’ and gathered knowledge by interacting with the progressive farmer. Both, Dr. Tongpang and Mejongkaba were District ATMA best farmer awardees from their respective blocks. The team was lead by BTM, Toshimenla and Maken (Agri) BTT member. Altogether, 15 farmers comprising of tea growers, and women SHGs under Ongpangkong (North) block, participated in the programme.

Dimapur, July 2 (mExN): PWD Field Workers’ Association, Dimapur Unit has stated that due to fault of the unit presidents for paying contributions to two associations i.e. All Nagaland PWD Field Workers’ Association PWD (R&B) and Housing and All Nagaland Work-charge Association Kohima, has been creating misunderstanding. Therefore, the Dimapur Unit in a press release issued by its president Khekuto Sema stated that to avoid such misunderstanding, the contribution has to be paid only to the association to which we are affiliated. He also laments, “In

Bendangtemsu, DAO and PD ATMA Dimapur inaugurated the programme. He inspected all the stalls set up by the SHGs and products that were on display for sale. The exhibition cum sales day was organized to help the SHGs of Kuhuboto Block in providing a platform for their exposure and to help them market

Kohima, July 2 (mExN): In observance of anti-malaria month, an advocacy programme in collaboration with different department was held in the office of the Chief Medical Officer, Kohima on June 28. The Deputy Chief Medical Officer, Kohima, Dr. Atsung chaired the programme and District Program Officer, NVBDCP Dr. Benny gave a powerpoint presentation. The programme was organised to create awareness and to sensitize the community on early diagnosis and prompt treatment of malaria. Dr. Benny, Program Officer for National Vector Borne Disease Control Program informed the congregation on blood test for fever cases in order to rule out malaria and if found to be positive, to get early treatment to prevent mortality through malaria. She informed that advocacy and awareness campaigns were being carried out in all the blocks and villages under Kohima District. She further added that Long Lasting Insecticide Nets (LLIN) and DDT spray are other major ways to prevent malaria. Landslide damages houses in Mon

moN, July 2 (Dipr): Six houses were damaged by landslide, which was caused by heavy rain at Walo Ward, Mon Town. The incident took placed on July 1. In order to take note of the situation, the district administration led by Deputy Commissioner, Mon Angau I Thou, SDO Civil Mon Sadar Keyirangding Hgui and DBs visited the affected side and inspected the damaged area on July 2. AgArtALA, JULY 2 (IANS): Tripura Tribal Welfare and Agriculture Minister Aghore Debbarma has been bitten by a snake, an official said on Tuesday. "A snake bit Debbarma, 62, at his official residence Monday. Doctors reached the minister's house. He is now under treatment," an official told reporters. The veteran tribal leader, also a member of the Communist Party of India-Marxist central committee, could not attend the golden jubilee special session of the Tripura Assembly on Monday due to the incident.

Security tightened to protect non-Manipuri labourers

IMPHAL, JULY 2 (PtI): Manipur government has taken up certain security measures to protect the nonManipuri migrant labourers following recent attacks on them by unidentified miscreants by exploding grenades with the latest attack occurring on June 27 night in which two non-locals were killed and three others seriously injured here, official sources said on Tuesday. Official sources said various mobile check posts have been set up different places where there was huge concentration of non-local migrant labourers, adding that routine patrolling at these areas have been also been intensified. Police inspectors, posted different parts of the state, have been called up and were being used at Imphal and other city areas to discharge their duties besides the normal routine work, sources said adding that mobile frisking to intercept miscreants has also been intensified at different places. Manipur deputy chief minister Gaikhangam had said some days ago that the government would not only intensify the security measures to protect the non-Manipuris but also try to find out the persons who were behind the attack on these people.

IMPHAL, JULY 2 (NNN): The people of Manipur are all set to take up strong movement against the Manipur cabinet decision of taking over the Royal Palace of Manipur (Sana Konung). On Tuesday, Sana Konung Semgat-Sagat Lup and Sana Konung Royal Council have warned of going to the President of India to intervene. The two organisations had submitted a joint lengthy memorandum on June 27 to President Pranab Mukherjee urging him to intervene. "The Royal Palace should not be made into a historical monument as the king still exists and very much the activities of the Royal Palace are there," said Puyam Tomcha, legal advisor to the Sana Konung Royal Palace Council while adding, "If the state government does not review its decision, the royal family will occupy the Kangla Fort which is now been maintained by the state government of Manipur after the Assam Rifles had left the fort.” Puyam Tomcha asked to abolish the Kangla Fort Board. he 12-hour bandh observation by the Naga Students Federation (NSF) on July 1 protesting against the incessant factional clashes endangering the lives of the civilians, underground taxations, etc. might not have happened if there was Chairman of the Cease Fire Monitoring Group (CFMG) and Cease Fire Supervisory Board (CFSB) in the State. It is very unfortunate that our underground cadres have been freely roaming in civilian areas with arms. We all know that they are in truce with the Government of India (GOI) and bound by the mutually agreed upon Cease Fire Ground Rules (CFGRs). It has been four months now without a Chairman of the CFMG and CFSB. And one should know that in the absence of the Chairman of the CFMG and CFSB, there is hardly any scope that such undesirable incidents if occurred can be prevented even afterwards. If there are no underground factional issues, then nothing to worry. But unfortunately, there have already been factional issues over the years and as such it is only expected that there can be clashes whenever and wherever they meet each other, whether they have ceasefire with Government of India or not. This will continue to happen. The only solution to this is to enforce the CFGRs. Then who will do this. Is it the State Government of Nagaland or the Assam Rifles? They might interpret that it was not their jobs, but the fact is the State cannot remain silent over these issues when the lives and properties of the citizens are being threatened due to factional clashes. On the other hand the factions would have their own interpretations of the CFGRs in the event of such factional incidents. Then who is going to examine it. Is it not the Chairman of the CFMG and CFSB? It is honestly believed that the only remedy to these undesirable acts of factional violence in the State is to immediately appoint a Chairman of CFMG and CFSB because only he can act, command and summon leaders of the factions through the CFMG or CFSB meetings to sort out differences or warn against violating CFGRs. It is only through the meetings of the CFMG or SFSB that such frequent factional clashes will drastically reduce. Regrettably, Delhi appears to be in no hurry to appoint anyone as Chairman at the moment. Now the question is why the civil societies are not reacting to the dead silence of the Government of India with regard to the non-appointment of the Chairman. The Center is responsible for letting loose the cadres of the factions because the former is maintaining truce with them. We have not heard any word from Delhi on such factional incidents for the last many months. Are we going to keep things like this? If things go on like this, the State will be back to square one and that will not be to everyone’s liking. Is this the fate of 16 years of ceasefires between the Naga underground groups and the Government of India? Is this what we want to see after 16 years of ceasefires? Why is the Government of India making mockery of the ceasefires that had come after years of fears, hatreds, apprehensions, suspicions and bloodsheds? It is alright taking decades to find solution to the longstanding Naga political issue. It is understandable because of the long history of the Indo-Naga political conflicts, but at least the ongoing “ceasefires” should have semblance of “ceasefires.” Most importantly, it is the oxygen to the process of finding solution to the Naga issue. f only NSF had called the bandh to protest against disunity, clashes and killings among Naga national workers; if only it had called to protest against multiple rampant taxation by National workers; if only it had called to protest against horrific academic performances by Government educational institutions; if only it had called to protest against corruption in state government offices; if only it had called to force the Nagaland state government against taking abnormal cuts in all contract works; if only it had called to stop unrestraint entry of illegal immigrants into Nagaland, one would imagine the popularity rating of present NSF officials would have skyrocketed. The GPRN/NSCN, along with the rest of the Naga people would have applauded the NSF for guiding tens of thousands of Naga students towards the path to peaceful egalitarian future. Alas, as simple as it sounds, a stray bullet from factional clash hitting NSF official’s vehicle was termed as ‘assassination attempt’ and therefore Nagaland got shut down on 1st July 2013. Whether it was remote controlled or done with correct conscience, the good old NSF is behaving like some recently installed North Korean boy dictator. Issuing ultimatums and indulging in negative rhetoric is not good for students as it is wrong politics. Federating units are being misled. It is very disturbing to know how the NSF has gone about spitting venom, rattling its tail, calling up all federating units to comply, terming the factional clash on 25th June at Kohima as an “ASSASSINATION ATTEMPT” on the life of its Asst. Gen. Secretary. What the NSF miserably failed to understand is that students are the soul of Naga nationhood and securing their future is the greatest objective of our political struggle. To GPRN/

NSCN, the existing Ceasefire with the Government of India and a political solution acceptable to the Naga people is the ultimate goal and boys like Mr. Kesosul Christopher Ltu, who is a student working in a students’ body deserve to live and be a part of the greater Naga future. NSF should avoid whipping up public emotions for wrong reasons. GPRN/NSCN has other important things to do than assassinate students. Simply put, a person fired at from very very close range with little or no distance to evade bullets would be called point-blank range and unless the gun failed to fire or unless the target suddenly turned into a fly or an ant, he or she would be dead or seriously wounded. No matter how much the NSF or AYO or any organisation wants the Nagas to believe it to be an assassination bid, it is untrue because Mr. Kesosul Christopher Ltu, is alive and well. The exchange of fire first happened near Lotha Baptist Church at lower Chandmari, Kohima, when a K cadre appeared with a pistol in hand. Only few shots were exchanged. There was one Tata Mobile, one taxi van with an old lady inside who soon fled the scene and a Maruti Alto Taxi. There was no other vehicle around let alone NSF official. Later at traffic jam near police point, coming up from Mezhur higher secondary school side, K boys chased GPRN/NSCN officials and there was another exchange of fire in which the GPRN/ NSCN cadre simple defended himself and escaped. If the NSF official was on the scene at both incidents, one would ask whether his presence was a co-incidence or deliberate. GPRN/NSCN strict directive to its armed civil and military workers have always been to exercise maximum restraint in civilian areas however when they are stalked and fired upon,

the only option is to defend themselves. 25th June incident at Kohima is no different. It is very unfortunate that the federating units and other organisations, without ascertaining the fact, rallied to NSF’s emotional drumbeat and supported the bandh, paralysing educational institutions, offices, business outlets, healthcare services, strain on administration and law enforcing agencies etc. The Naga Student’s Federation (NSF) managed to shut down Nagaland for a day perhaps thinking it has done a remarkable job but while the factional gunfight was unfortunate, the GOI and its intelligence agencies must be mighty pleased since the NSF, citing ‘assassination attempt’ , has adopted sinister design the GOI has been attempting for decades. Only Indians and traitors use words like, self-styled, rebels, insurgents, secessionists etc. If NSF believes calling bandhs and serving ultimatums will strengthen the Naga political struggle and bring the Nagas together, either the pillars of the student body have corroded beyond repair or the students manning it simply lacks intellectual capacity to respond to a given situation. Changes around the world are brought by determined citizens, majority being students, backed and guided by political vision and vibrant intelligentsia. Changes are not brought through emotional outburst and dangerous rhetoric. Arab world and closest to us Myanmar are good examples. GPRN/NSCN has always been supportive of any pro-people programme organised by civil societies and NGOs for the entrenchment of the political vision and aspiration of the Naga people. Censoring the Freedom of Speech

I

n November 2012, following the death of Bal Thackery, a 21-year-old girl, questioning the total shutdown in the city for Bal Thackeray’s funeral, posted in her facebook account “People like Thackeray are born and die daily and one should not observe a bandh for that”. Mumbai Police arrested her for “statements creating or promoting enmity, hatred or ill will between classes.” Another girl, her friend, who ‘liked’ the comment was also arrested. Imagine! Arrested for liking someone’s comment?. That’s how the Law becomes a mockery when it seeks to favor the mighty Shiv Sena against the two poor girls. This reminds us of a scenario propounded by George Orwell, decade’s back in Animal Farm that “all animals are equal, but some animals are more equal than others.” Should freedom of speech be the privilege of the few elite? Not surprisingly, India, the world largest democracy, rankings in 2013 World Press Freedom Index was a miserable 140th out of 179 countries. The performance of our comrade China in the same index is even worse at 173rd. China, a country where even Nobel peace prize winner were put behind bars for what the government calls “inciting subversion of state power” only reveals Chinese government zeal to crush out dissent by any means necessary. But comparing to China, Indians still enjoys better freedom of speech and expression. At least India’s Anna Hazare’s or other activists were not arrested and put into prison like the 2010 Nobel peace prize laureate Liu Xiaobo and scores of other Chinese writers and journalists currently in jail for their work and advocacy. “To view the opposition as dangerous is to misunderstand the basic concepts of democracy. To oppress the opposition is to assault the very foundation of democracy.” wrote Aung San Suu Kyi, in her popular book Letters from Burma obviously referring to the subjugation

of rights and the voice of the ordinary people by the military junta of that country. “To set the matter straight” issued by the NSCN (IM) is a recap of its earlier article like “dogs barks but caravan moves on” where the NSCN categorically let its voice heard that freedom of speech has its limitations. In another rejoinder, they even went to warn some writers that naga political case “is a blood soaked case, so, they must be very careful in their write ups”. To charge our fellow Nagas with ‘high treason’ just because they have differences in opinion puts the future of the Nagas in a very complex situation. Will I (you) be labeled anti-naga if you speak or write against the organization or if you interpret history from a different angle? Did someone become lesser Naga or patriotic for harboring different opinion? Should the rest of Nagas simply subscribe to the history and politics of the Nagas defined and articulated by the NSCN or the British or the Indians? Is there no room for reasoning and discussion? Just because the overgrounds didn’t join the freedom struggle and carry arms, does it mean they don’t have the right to comment on Naga issue? By issuing threats, is the NSCN sending a message to the rest of the Nagas that there is no way other than the NSCN way? Do I (you) have answers to these questions? Even under the Union of India, the Nagas does not enjoy equal freedom of speech like other Indians because of our quest for self determination; and if the Naga revolutionary groups put further brakes on our freedom of speech and expression, then, the Nagas in near future may literally have no freedom at all. Just as democracy without economic independence is only half-baked bread, there can be no such thing as being half- free. Freedom should be absolute or nothing. Of course, the notion should be conceptualized and interpreted in modern democratic context as

Montesquieu (1689-1755) believed, “freedom was, in essence, being unconstrained and unimpeded in doing what one chooses to do, as long as it is lawful”. Article 19 of the constitution of India guarantees that everyone has the right to freedom of opinion and expression; Yet, Clause (2) of Article 19 impose reasonable restrictions on the exercise of the right in the interests of the sovereignty and integrity of India, the security of the State, friendly relations with foreign States, public order, decency or morality, or in relation to contempt of court, defamation or incitement to an offence. However, it may be noted that such restrictions on freedom of speech and expression, must also conform to the test of reasonableness. For instance, mere criticism of the government, or a system within the government, does not necessarily disturb public order. Similarly, advocacy of ideas which contradicts with that of the government need not necessarily impinges on the sovereignty or security of a nation. The ideas, thoughts or historical narratives of the Nagas put forward by Thepfulhouvi Solo, Kaka D Iralu, or for that matter, anybody, need not necessarily conform to the principles and ideology of the NSCN. Forget about the NSCN, there could be many Nagas who may not subscribe to the ideas or solutions prescribed by our writers and commentators, including this article; because the decision whether to accept an idea or not does not lie with the writer but with the reader. But differences in opinion do not give us the right to write them off or shoot them down. The NSCN only displays its weakness and intolerance when it tries to counter writers or commentators having different opinions with threats and intimidations. It is good, perhaps impressive, that the NSCN (IM) remains watchful and vigilant about the culture, history and politics of the

Nagas like no other Naga groups; but to presume itself as the custodian of Naga history and politics would be wrong. Moreover, to expect from all other Naga groups or individuals to fall in line with its vision or dictates would be expecting a little too much. I agree with Khekiye K Sema when he says that “information that are considered questionable should be rectified by clarifications with facts and leave it to the perception of the readers to ascertain the truths.” This, I believe, the NSCN is well equipped to do, as it has the manpower and the intellectual capacity to do so. History reminds us that the writings of Rousseau, Voltaire and Montesquieu etc. had an effect on changing the ideas of liberty and forms of government, which contributed to the start of the French Revolution. The opinion expressed by some Naga writers, fine or ugly, still provokes the minds of our fellow Nagas, which can form the basis for further discussions and debates. But, we cannot have those meaningful discussions when everyone is infatuated with our own theories and principles. And unless we engage ourselves on some meaningful dialogues, we cannot sort out our differences. In other words, there can be no consensus. And this is where we are today; a nation without consensus. Rousseau’s quotation that “Man is born free, but everywhere he is in chains” is as relevant today in Nagaland as it was in France during those times. Bounded by the might of Indian imperialism, suppressed by her draconian laws, and entangled under the crossfire and extortions of competing Naga outfits, the word Naga has become synonymous with oppression, conflict and chaos. ANCSU slams delay in NU results Our Correspondent Kohima | July 2

The All Nagaland College Students’ Union (ANCSU) today lashed out at the failure of the Nagaland University (NU) to declare the Bachelor of Arts (BA) results as per the norm of University Grants Commission (UGC). ANCSU President, Vilhousielie Kenguruse addressing a press-conference at Naga Club Building here this evening, pointed out that the undergraduate exams got over by April 27 last, but the NU has not declared the results till date. “The NU is not functioning as per the UGC norms,” he said citing that as per UGC norms, the undergraduate results have to be declared within 60-days of completion of the last examination. Nonetheless, he said that while the provisional results of the BA is yet to be declared, the students of B. Sc and B. Com are getting delayed to get admission beyond the state for higher education as the NU has not issued their mark sheets. “Such delay in declaring the undergraduate results has become an annual routine of the NU, because of which Naga students fail to get timely admissions in other institutions beyond

the state,” he said. He also stated that ANCSU had appealed to the NU authorities for timely declaration of the result but to no avail. He said only after repeated appeals the result of B. Sc and B. Com were declared in middle part of June, but the mark-sheets are yet to be issued. He also decried that admissions to various good institutes of higher education beyond the state is ending by July second week, whereas NU is yet to fully declare the results. He also said that as a mark of protest and resentment over the delay, ANCSU has launched first phase of agitation by wearing black badges since June 27 and would do so till the results are declared completely. All college going students are wearing it and showing resentment, he said. The ANCSU President lamented that instead of the NU concentrating more on declaring the results;

it has tried to take up paper war against ANCSU for wearing the black badges. ANCSU Vice President, Tsukjem Longkumer said that NU authorities have always been giving excuses of manpower shortage and staff in the examination section for delay in declaring the results. But, he said if such is the case, the NU authorities should recruit more staff so that the careers of thousands of students are not put at stake. ANCSU officials also said that since admissions to institutes beyond Nagaland is almost over; the Controller of Examination of NU should take the responsibility to provide admission to the nearly 4000 NU students. They also declared that if the NU fails to declare the results by July 7, ANCSU would be compelled to resort to severe course of action even to the extent of picketing the NU Headquarters in Lumami.

NPF subverting issue of lawlessness: NPcc

Dimapur, July 2 (mExN): The NPCC has today accused the NPF of attempting to “subvert the burning issue of lawlessness.” Terming the recent statement of the NPF Press & Media Bureau on the present law and order situation as “shocking and an insult to the people of Nagaland,” press note from the Media Cell of the NPCC said that remaining a mute spectator to the state of lawlessness, the DAN government has “abdicated its responsibility towards the people and the state and therefore has no moral right to continue in office.” The NPCC stated that despite the “total breakdown of the state machinery and people losing faith in the ability of the government to provide security and safety,” the NPF party still wants the people to believe that all is well on the law and order front, “while the situation on the ground needs the urgent intervention of the state government.” The NPCC asserted that the “random killing and injuring of unarmed civilians, threats and intimidation to government officials and public leaders, factional fights in populated areas endangering lives of the public and multiple taxation and rampant extortion by various groups have become the order of the

day during the past decade of DAN rule.” Citing the recent bandhs called by the ACAUT and the NSF, the NPCC stated that these bandhs should serve as an “eye opener for the NPF.” Referring to the NPF citation of facts and figures from neighboring states, the NPCC added that it did not ask for a comparative analysis of neighboring states on law and order but wanted the NPF led DAN government to enforce the writ of the state, “which has been hijacked by nefarious elements leading to a state of total lawlessness.” On the claims of the NPF that the “culture of congress is alien to the Nagas,” the NPCC questioned the NPF as to why in 2009, it rushed to Delhi to pledge unconditional support to the congress led UPA government at the centre, “when it parrots the so called alien culture at every opportune moment.” It added that the NPF would have to clarify their support to the Congress led UPA government at the centre. “The hooliganism of the NPF is still fresh in the minds of the people when the mad scramble for power after the recent assembly elections led to burning down of NPF office in Dimapur and vandalism of their Central Office at Kohima,” it said.

VK Town Union Dmp condemns

Dimapur, July 2 (mExN): V.K. Town Union Dimapur has expressed rage over the killing of Zhehuto Chisho, a permanent resident of V.K. Town on June 27 at Thilixu village by unidentified gunmen. “Regardless

of what the problem is, killing will only breed more problems instead of solving it,” stated the Union’s vice chairman, Vihoto Wotsa in a press release while strongly condemning the killing. “The blood of such continuous

factional killing has flooded the Naga soil and it is high time to stop this bloodshed and heal our land.” Further, it appealed all the Naga national groups to "immediately stop senseless killings and reconcile."

President Ahimsa K. Zhimo who conceptualized the programme said it was very important for mothers to not only preserve cultural values and traditions but pass on to younger generation. “We want to create a society that will help women participate and perform and want to reach out to all the women in Nagaland by bridging the cultural gap,” she reiterated. Ahimsa, who had also served as youth director and evangelized drug addicts and sex workers and also served as counselor to people living with HIV and AIDS lamented

that owing loss of cultural values, many youth have gone astray. “Our culture is vanishing and youngsters are forgetting their cultural values and unless one takes pride in their culture, it will diminish.” Therefore, she said organising such an event was necessary and was the right platform to inculcate culture and motivate youngsters to appreciate their culture. The event would feature display of traditional Sumi artefacts in a well-designed museum, competitions on folk dances and songs as well as traditional Sumi cuisine, couple

Union asks maximum WSTH cultural fair to motivate youth punishment for child rapist Kohima, July 2 (mExN): Viswema people residing in Kohima (Viswema Kewhira Kelhouko Krotho) has assured that it will keenly observe the “prosecution, conviction and sentencing” of Shiv Shankar who reportedly raped a 7-year-old girl on June 13, 2013. It has also appealed the judiciary to award swift and severe punishment in accordance to Section 376 (1) of the Indian Penal Code since the victim is under 12 years of age and physically challenged. The Krotho in a press release affirmed that “the assault qualifies as an aggravated form of rape and must be judged with reference to Protection of Children from Sexual Offences Act 2012.” Meanwhile, asserting that befitting sentence will serve as a deterrent to

other potential criminals, the Krotho demanded that the accused be not granted bail for whatsoever reason and warned that its ire will be on any person who tries to bail him out or tries to vitiate the case. It also extended heartfelt appreciation to all organisations and individuals who came out strongly in action and words against the “abominable” sexual assault. Further acknowledging that the organizations’ support has strengthened the Krotho in its quest for befitting punishment of the "criminal" and future safeguard of women from such elements, it thanked the lady Sub-Inspector Levinuo Nyuwi attached to South Police Station Kohima for investigating the case and completing the charge sheet in less than two weeks.

Appeal for ‘work charged employees’

Kohima, July 2 (mExN): Joint Venture Departmental Association has appealed to the cabinet sub-committee whom the Government of Nagaland has empowered for “implementation of the report of the work-charged employee commission” mentioned in Agenda No 10 to redress the grievances of the work charged employees, especially service regularization and ROP case as early as possible. A press note issued by All Nagaland PHE Field Staff Association (ANPHEFSA) President N Zhekugha Assumi and ANPWDFWA General Secretary K Atovi Awomi stated that most of the work charged employees are going to retire without availing the benefits which they are entitled to after serving the department for long time. Zeliang by removing him from the Ministry as a Zeliang tribe of Peren district are facing social, chronic ethnic conflict since he has taken the extreme step of recognizing Rongmei Tribe without consulting the native inhabitants of the district. Solution Lies Within Us

P

olitical, Social, Economic and Ecological Justice and Sustainability are the central rallying points in the continuous effort to restore Development, Liberation, Transformation and Self-Determination. From this perspective development begins by reclaiming freedom and dignity which are interdependent and interconnected to the freedom of all human beings. Inherent in this premise is the indivisibility of justice, peace and sustainability – without equitable sustainability that is accessible to everyone there is no justice, and without justice there can be no peace. Political and economic ownership are at the heart of a shared humanity where peace with justice is the guiding principle. Development and Education are first of all about liberating people from all that prevents them from having a full life with dignity, justice and freedom. Therefore ultimately development and education are about transformation – a process that involves spiritual and political growth. Transformation is therefore not a process where one person can do the transformation for somebody else. It is through the continuous praxis of reflection and action that people learn to understand their realities, write their own history and evolve strategies that will best enable them to realize their aspirations. Development and Education are made possible through participatory processes where people assume ownership of their lives and future by deciding what is best for them, and one that reflects and represents their values, worldviews and aspirations. It is the values of self-determination that facilitate a people’s growth to become makers of their own culture and their destinies. Revitalizing sustainable democracy and economies means rethinking education. No education is neutral or fully objective – it either facilitates the growth and capacity of people to be critical in thinking, pro-active to injustice, responsive to transformation and creative in development or to be passive to injustice, reactive to transformation and generally dependent on outside authorities for survival. Not only is our dependence in specialization taking over but also the lack of depth and critical learning as to how and why certain ‘truths are truths at all.’ Education needs to involve the process of engaging and the development of the human mind and the human spirit through critical assessment and critical thinking in order to create critical consciousness. EF Schumacher points out that the root of what is wrong with us is a failure of thinking of values and ultimately education. The solution lies within us. We are our own impetus for progress. Progress lies not first in the teaching of how to make or build or the knowledge of simple facts, but in how to live.

Weapons are for war, not for a political solution

P

resident Obama’s decision to officially authorize the transfer of weapons to the Syrian rebels is a gamble with US credibility. Moreover, the release of information, via anonymous sources, shows the fragility of the US administration’s position and suggests the existence of a troubling disagreement among top administration officials. That is hardly the tone needed before committing the country to a military conflict that has thus far killed 93,000 people in Syria. The half-hearted commitment to solving the crisis in Syria by providing more tools of murder and destruction can only be saved by a clear and demonstrable success. Anything short of forcing Assad to leave office through political or military means cannot be considered success. This mission is more complicated than the 2003 war in Iraq, for many reasons. First, the stated goal of the US administration and its close Arab allies (Turkey, Qatar, and Saudi Arabia) is to remove Assad from power. That was also the stated goal of the invasion of Iraq. The similarity ends there. In the case of the Iraq war, the US was able to somewhat achieve its goal with an average of about 160,000 troops (and hardware) on the ground. In the case of the war in Syria, the US administration wants to achieve the same goal it achieved in Iraq but with zero US troops on the ground and with tens of thousands of Syrian and foreign fighters, many of whom are affiliated to the same group that attacked the US on 9-11-2001. Second, in this war, the United States is in fact fighting on the same side as al-Qaeda and its affiliates. Of course, the supporters of intervention, like Senator McCain, would point out that no weapons will reach terrorists. The reality, however, as demonstrated during McCain’s visit to Syrian territories under the control of the rebels, is that it is impossible to ascertain that those receiving US weapons are not terrorists. After all, he was unable to vet the individuals he met and he was reportedly photographed with kidnappers. How can anyone be sure that weapons will not reach terrorists when a Senator could not properly vet a handful of people with whom he met for a few minutes? The forces fighting the Syrian regime are not all freedom fighters: many of them, motivated by blinding sectarian hatred, have committed (and plan to commit) the most gruesome crimes. That information is available to the public as well as to world leaders. Meeting with the UK Prime Minister in London, President Putin asked his host, "is it the people who not only kill their enemies, but open up their bodies, eat their internal organs, in front of the public and cameras, is it them who you want to supply with weapons?" Third, and after months of refusing to supply lethal weapons to the rebels, Administration officials are justifying the aboutface by suggesting that, now, they have irrefutable evidence that the Syrian regime used chemical weapons. Given that the echoes of a similar claim (possession of WMD’s) by the Bush administration to justify the invasion of Iraq are still reverberating, it was no surprise that another UNSC veto-wielding power mocked it. Russian officials retorted that there is just as much evidence suggesting that the rebels have used chemical weapons and accused, “Western friends of politicizing the issue.” The cherry-picking of evidence amounts to playing Russian roulette (no pun intended) with Syrian lives. The reality that is not tainted with self-interested politics, blinding sectarianism, and wilful prejudice is this: supplying the opposition with more weapons is as wrong as militarizing the originally peaceful uprising in Syria. The principled choice, now, as it was then, is to support the nonviolent movement among the Syrian opposition groups. The idea then that a ragtag militia would be able to protect civilians and property against one of the most formidable armies in the region, especially by those who claimed even then that the regime was supremely brutal, was ridiculous. But equally ridiculous is the notion that more weapons will help end the suffering. Indeed, sending more weapons to the opposition will only encourage the supporters of the Syrian government, like Russia, to provide more weapons. The difference will be that supplying weapons to the Syrian government is not illegal, but supplying weapons to the opposition is, because the Syrian government, as far as the laws of UN Charter and institutions are concerned, is the legitimate government of Syria. And more violation of the UN Charter and international law on the part of the US must chip away at its credibility. Moreover, with US overt involvement in the armed conflict in Syria, the narrative that justified Iran’s and Hezbollah’s direct involvement is retroactively validated. After all, that is exactly what the leader of Hezbollah said: the war in Syria is an American, Israeli, Takfiri war against the axis of resistance. With the US joining Qatar and Saudi Arabia (the main sponsors of violent Salafism) in supplying opposition groups with weapons to fight governments, a dangerous precedent is established. What, then, would stop Iran, Russia, China or any other country from supplying weapons to opposition groups in Bahrain, Saudi Arabia, or even Turkey where legitimate protest movements have risen up and were met with brutal repression by government forces?

Reimagining the Silk Route The spirit of give-and-take that this ancient route inspired among civilisations can transform today’s geopolitics

T

he samosa and seviyan were my first introduction to India being a part of something bigger. Stuffed ravioli and slippery spaghetti from Italy to the ubiquitous dumpling and noodles of a staple ‘Chinese’ take away, opened up a wider but familiar world. In my school in the sixties, based on intuitive visual response and little else, my first exhibit compared the rhythmically paced pirouettes of Kathak to flamenco. The ease with which we managed to collage fabulous Indian, Chinese and Persian flora and fauna into exotic trees of life helped us question the complex origins of iconographies. Twenty years we shared in the new dialogues between parent civilisations (note: not countries) evoking shared cultural memories and religious moorings through Unesco, which had launched a brilliant but sadly unnoticed Silk Roads initiative. In 1877, German explorer Baron Ferdinand von Richtofen used the name of a treasured cloth as a seductive metaphor to coin the term Silk Route for a conjunction of ancient, though not smooth, caravan routes scattered over Eurasia along the Far East, Central Asia, South Asia, reaching up to Africa. Probably inspired by wily tales of secrecy linked to the making and trade of silk— an ‘invention’ romantically ascribed to a Chinese princess fishing out a fibrous cocoon found floating in her tea cup — the route was active, offering a lot more.

The tangible and the intangible The first millennium BC through the middle of the second millennium AD witnessed seminal give and take in the areas traversed by the Silk Route. Buddhism and Islam became world religions. Sufis and poets provided enlightenment, spices pickled foods. Pottery, glass, gold, tea, indigo, jade and textiles made merchants rich and crafts people prospered. The vocabularies of music, architecture, dance, drama and design morphed. Values became more universal as world views expanded. The flux was intense, effecting a profound movement, deeply impacting our thought, actions and deeds. The impact on both tangible and intangible heritage was profound. The Silk Route in fact became humanity’s first global exchange — a precursor to the Internet — not just opening multiple ways but offering a web of choices, instrumental to great innovations that have directly impacted culture, science and commerce of today. As a conduit of transmission of knowledge and wisdom and as a perennial source of adventure, discovery and power, its deep resonance still evokes fresh perspectives which are perhaps just as vital now for the future of our world: a world fast shrinking…Hollywood celebrities working with Asian teams and themes, IT with its cyber web of interdependencies, culinary arts tickling changing palates, material goods and games catering to emerging life styles, medicines and wellness industries integrating the ancient with the modern. New Routes? How does South Asia reach out to ride the waves? The peripheries of our subcontinent can once again become vital links as dynamic and lucrative gateways to the rest of Asia. With strategic interventions to ease political tensions, fragile Kashmir, once a vital junction on a great crossroads and the trou-

n the subject cited above, I would like to express my little experience on Govt. Schools progress and setback in our State as I have given my best of service for 35 years. In this article, I will dwelt on HSLC NIL result and its ‘hala gola’ and inter-connected problems. Till 1992 there were 72 GHS in Nagaland among which GHSS Kohima, Mokokchung and a few others were from British India period. Last post creation of GHS teachers including ministerial staff, subject teachers was in 198182 after which, during 1993-94, 53 GHS were upgraded without a single post creation. Majority of the GHS producing NIL result are from these GHS. Till 2008-09 total GHSS/GHS were 126 only which includes 16 GHSS with full functional strength. Now under RMSA 35 GHS were upgraded during 2009-10 with skeleton post creation and appointment made in March 2013 whereas classes 9-10 started in 2011 & 2012. Two batches of GHS totalling 67 in 2010-11 and 45 in 2011-12 were also upgraded as approved by PAB, G.O.I (MHRD) for which post creation and appointment etc is not yet done but some High Schools are running with GMS strength Teachers. Now department has 273 GHSS/ GHS altogether. This year ie; 2013 Nil result was generated by 26 GHS among which more than 50% are those Schools upgraded under RMSA. Since establishment, the newly upgraded High Schools functions with private teachers provided by VEC/ SMDC, poor result was on expected line. 53 GHS upgraded during 1993-94 in remote areas such as GHS Pungro, Kichang, Anatongre, Bora Namsang, Sakshi, Longching, Mopong, Kezocha, few in Tseminyu and Phek district regularly produce NIL result whom do we blame? Most of us patronize Schools other than Govt. run ones. We have come across ANSTA view,

Connectivity of areas that have become conflict-affected would symbolise relative prosperity for the whole region, stimulate migrations and exchange, stabilise fast disappearing skills and livelihoods, re-define securities and modernity with a purpose. The efforts to re-establish ancient routes are tied up with the pragmatic needs of new nation states along the routes, such as in the former Soviet Union, for modern infrastructure and this millennium’s goals for development. Today, Unesco is perhaps less persuasive than the realpolitik of Uncad, UNDP, Unescap and ADB pooling their might to develop Trans Asian Highways and Trans continental Railways. Talking about revival of Silk and spice Routes for intellectual or ideological cross fertilization of ancient culture will continue but if commercial, social and geopolitical justifications are found, a lot else follows without much ado. In 2004 India became signatory with 30 countries for joint projects on Trans Asian transportation networks. China’s role was to promote a single axis linking Europe-Central Asia with its mainland. Bypassing most of South Asia with exception of a small opening into north-east Pakistan, China carries on with much else for purposes other than trade. India, though, has done little, neglecting great economic and geopolitical dividends for north-west or north-east India. More than four decades ago, I crossed the picturesque Mughal route running through Rajouri, Poonch and Thanamandi on mule back. Lately revived for tourism, other areas such as Ladakh and north-east, remain barely accessible. The government’s new road building programmes are somewhat limited, focusing on mainland connectivity, giving negligible attention to border States. India’s unpreparedness to reach out to Central and East Asia has resulted in it confining itself to a South-South Asia box. Reviving Kashmir Independent cross cultural exchange within an emerging region, particularly for Kashmir will revive the State’s historic role as a veritable and dynamic crucible of major transformations witnessed over centuries. This rare alchemy between Jammu, Kashmir and Ladakh has for too long remained static and uninspired. Hinged as the region is to the problematic borders of Pakistan and

China, it is losing its critical role in a unique network of cross cutting identities. What passed through this region went through a transformative rite of passage. Not even an institution like religion emerged untouched. As an important transit emporium in the trade between India and Central Asia, Jammu, Kashmir and Ladakh represent an unusual co-existence of three great faiths tempered by living traditions of Hinduism, Buddhism and Islam. The ‘Trika’ of the three continues to influence peoples’ lives, giving the call to human conscience in an increasingly polarised region. Kashmir embodies ‘Kashmiriyat’ — a quality the young holding guns can barely understand. While in Kashmir recently to launch the unprecedented art programme conceived for the new Air terminal in Mumbai — it took place in an Intach-restored building on the River Jhelum — the much acclaimed Baroda based artists, Nilima Sheikh and B.V. Suresh collaborated with an interdisciplinary team of Kashmiri craftspeople on a huge mural entitled ‘conjoining lands’. Fayaz Ahmed Jan, the most reflective papiermache artist amongst them, has created evocative and unprecedented panels depicting life in Seher or Srinagar. When asked by the press “Why Srinagar?” my reply may have resonated with the subconscious of young Fayaz, who I have known over three decades growing up in troubled times, “Stand anywhere in the old city or simply float on its lakes of paradise…one feels the fragrance of Bokhara, the streetscapes of Isfahan, the recurring motifs of Xian and the immeasurable presence of Sadashiva”. Srinagar permeates the senses, expanding ones notion of land or being. I appeal to all right thinking politicians, adventurous entrepreneurs, hard nosed academics and imaginative stakeholders of creative and cultural industries to help bolster trans-national connectivity, by reinventing the idea of the Silk Route for the South Asian sub-continent. To begin with, a sublime riverine festival energising the decaying ghats and waterways of Srinagar will help. An international biennale positioning the best that Jammu, Kashmir and Ladakh have to offer needs to follow — not as a mere mela of arts and crafts —but as a veritable stocktaking of the finest thinking and creativity the sub-continent has on offer. Also, Shri P.K Rengma Sr. G/T GHS Chunlikha dated 21/6/13 on Nagaland post pg.6 with the caption ‘ill effect of up-gradation/ conversion of G/T post without replacement’ is worth noting, Govt. may review such decision as many GHS are badly affected in running classes in backward areas; if not - poor result will continue. Unhealthy circumstances in running the Govt. School for the last 30 years is - power and authority from V.E.C upto highest level uses it to their advantages only. Whereas in private institutions, either the proprietor or Head of the institution is final authority. With due apology to sincere and devoted teachers many Govt. teachers are “UNWILLING GOVT. SERVANT” engaging proxy on his/her behalf illegally against which V.E.C/W.E.C cannot stand up to say No, Some VEC/ WEC Chairman are happy to hide either on share basis or keep their children as the proxy teacher. Regret to say

that some were pursuing Theological Studies after keeping proxy in his/ her place. VCC, Church leaders, GBs, Students leaders do not have the guts to say ‘No’ against such wrong doing. Our senior most leader, Hon’ble Governor of Odisha Dr. S.C Jamir advice on many occasions and we have heard “Naga society is facing FAMINE OF TRUTH” which nobody can deny. How many years will be needed to overcome this dismal performance of GHS academic issue. Whether NBSE can do in depth study on this. If, Govt cannot provide sufficient teachers with all in-built facilities what is the use of having 273 GHSS/ GHS only to complete the RMSA norms. Can we not run with limited Schools for quality result.

SUGGESTION: 1. Redeployment exercise done during 2001, under the administrative supervision of the then Principal Secretary T.N Mannen I.A.S covering all over the State was the right job we did, which cabinet had turned down and society made fun of it as it could not be implemented. Even now rationalisation of teacher post by redeployment from surplus Schools to deficit schools irrespective of X or Z places is needed. Once, Govt. has directed to redeploy within the district which is step motherly attitude because district A & B are running acute shortage of teacher how

can we redeploy? One may ask about 872 bogus retention and few cases still to be finalised, why not utilise those post? But it was like Autumn season’s partial rainfall - the decision for retention which means nothing could be done for remedial placement.

Qualified and trained with 6th ROP scale teachers appointment may be considered as existing norms of adhoc appointment with fixed pay against clear vacancies do not encourage our teachers sincerity. Teacher’s service security and welfare may be attended for better result. In order to get Maths, Science teachers 80/20 % Govt policy may apply in which case recruitment of teachers from outside the State can be considered. 3. Retirement vacancy from the surplus teachers schools may be shifted to teachers deficit schools from that nearby locality for strengthening the manpower. If not, required teacher post creation is a must as without teachers, schools cannot be expected to produce good results. Let us not fix the blame on poor HM/ AHM alone for bad performance. No other post creation were done except this time under RMSA for 35 GHS only. 4. Teachers attachment with VIPs and Officers is illegal under RTE Act 2009. Govt. servant in large numbers including many of our teachers drawing salary without duty is worse than the underground taxation. Authority at the Govt. level is working hard for our better future, senior Officers in the department may renew their determination to do away with the problems confronting now and I do hope Govt. will consider genuine needs of the department. Tuluni- An annual festival of Sumi Tribe

hough Nagaland is predominately a Christian State, each Tribe still celebrates their respective traditional festivals annually. This is a reminiscence of “TULUNI”, one such festival of the Sumi Tribe, celebrated on the 8th July every year. In order to fully understand and appreciate the significance of these tribal festivals, one has to travel back in time … the times of one’s head hunting ancestors. Just close your eyes and try to imagine fortified villages on rugged hilltops surrounded by the dense wilderness of skyscraper forests infested with mosquitoes and wild animals and spirits. Imagine each of these isolated villages living as an independent citystate and head hunting others from equally hostile neighbouring villages. Imagine the struggle of each passing day to maintain an uncompromising discipline and cohesive balance within the community for a self-contained existence. Imagine the animistic forefathers diligently and fearfully worshipping the mysterious spirits. Imagine the wonder of their efforts to live in complete harmony with nature, which played a very integral part in the destiny of their routine lives. In an insecure environment such as this, TULUNI emerged as a celebrated festival. It ushered in a time of sharing with one another; a time for rekindling and strengthening community bonds on which depended their very survival. It was also a time for appeasement of the spirits that literally coexisted within their environs and otherwise confounded their daily lives: unbelievable perhaps but true. Living was a serious business. In the traditional past, Tuluni was celebrated at different times according to the climatic zones- the warm region known as GHABO and the cold region AJO. It was celebrated after the fourth month of sowing as a prayer offering to their God, seeking for healthy growth of the crops in the fields sans infestation. Due to the climatic condition the GHABOMI used to celebrate their Tuluni ahead of the AJOMI but in 1972 the Sumi tribe decided to have it celebrated on the same day, the 8th day of July. The word TULUNI has varying definitions depending upon the regions one belongs. The definition I was told refers to ‘three fresh unscarred plantain leaves crafted into a cup in which to sip local beer. It represented the spirit of unselfish sharing of what you had, with others. This festival emphasized not only on the health of the crops but also on hope for a better and prosperous future for which they prayed and gave offerings to the spirits. “Tuluni” also signified a time of prayer to the unknown forces to seek blessing for a faster and healthier growth of population in the village for two primary reasons: reliable work force and warriors to defend the village. (Family Planning functionaries would not have survived a day in those turbulent times). In the present day context, “Tuluni” has been compressed into a one-day token celebration but our forefathers spent seven long non-working days to meticulously observe the various rites. Each day was as important for them as the other and conducted with absolute commitment and discipline. Let me take you on a tour through the routines of each day:

DAY-1 called (ASU ZANI ): ‘Asu’ means millet and ‘Zani’- brew. The first batch of millet would have been harvested and brought home during this season. Women folks in every household, rich or poor, would hectically be involved in brewing millet beer in earthen pots. (Aluminum pots were still not in vogue). Millet was known to ferment faster and the traditional local beer was a pre-requisite for the on coming festivities. The men would only help the women to download the heavy steaming pots from the fire when the brew was ready for fermentation. End of day I. DAY-2 (AGHI ZANI): Aghi (rice) Zani (brew) was a day for preparation of rice beer. Paddy was neither commonly affordable nor a staple crop then and therefore this was more an activity of the betterplaced families. Millet or rice beer was an integral part of the celebration. End of day II. DAY-3 (ASHI GHENI): This was a dooms day for the animal world, for no Naga festival would be complete without placing meat on the table. It was a very important event in the lives of our forefathers and the execution of livestock was manifest in every household. The poorer families not having an animal to slaughter were invariably offered meat by those who had. It was considered a curse for any family who did

From the powerful to the seemingly powerless, together we all have a responsibility to shoulder.

The Responsibilities of the Powerful and the Powerless not have a piece of meat in the kitchen at this time. Superstition reinforced their belief that an uncaring community would be devoid of dignity and also suffers the consequences of this curse in one form or another by extension and therefore ‘giving’ was an inculcated way of life as much as it was circumstantially induced. This was a day for testing the prowess of the young men and women engaged for matrimony. The mannerism and etiquettes of the daughter-in-law to be, in serving food or beer to the guests was closely observed by the mother-in-law in waiting. The fathers would observe in studied silence, their prospective sons-in-law wielding the azuta (machete) to dissect meat. This was an inherent art any adult male was expected to master. The amazing part in this little act of butchering was that each portion of meat expressed a meaning. The head of an animal was given to the elders or to someone respected, a custom still being practiced today. The rear-end portion of meat would be reserved for the elder brother. (Kindly note that this was not an expression of how one felt about one’s elder brother but more to do with the taste of meat considered to be extra delicious). The grandfather would receive the softer morsels of spleen / liver and intestine; the rib cage meat was meant for the eldest Aunt form the fathers’ lineage; the foreleg portion to the relatives of fathers’ sister and the hind leg reserved for the son(s) and daughter(s)-inlaw. The heart and lungs would be sure to reach the house of the fathers’ best friend. The abdominal meat would be sent to the elder brother from the mothers’ side of the family. As a compensation for their labour, the butchers shared the leftover pieces of stomach/ ribs/small & large intestine. Cutting meat was not a very simple exercise after all. It had to be carried out with such clinical precision without leaving behind hanging shreds of poorly cut meat. No wonder the nervous sweat on the faces of the intending sonsin-law in having to perform before their future commander-in-chief. With such a well-orchestrated definition of each piece of meat the community acknowledged their family ties and expressed their respect without a word being spoken. What is clearly manifested here is the tradition of sharing with one another as a way of life. End of Day III.

DAY 4 ( ANI GHINI ): This was the climax of the festival. The total population would be dressed in their Sunday best (though they did not know Sunday those days). Take a walk through the village and you would not miss the dress code of each individual, attired according to their respective status: the accomplished warriors, the distinguished men of wealth having performed the rites of public feasting, the common man, girls engaged but not wed ... and so on … all by the dress they wore. On this day, no one attended to their fieldwork for fear of reprisal of the spirits destroying their crops. Anyway, who would want to go for work when this was the day for feasting? It was even feared that combing hair on this day would unleash the wrath of the spirits with their paddy stalks getting entangled and not bearing. (It must have been a hair-raising experience for the more trendy ladies of their time). The most significant and meaningful aspect of this festive day was the determined effort that was

Constantly aware of their isolated circumstance and inter-dependence, virtually at war with everyone and anyone outside the village gates, it was of paramount importance to maintain peace and harmony within the community. The best of the meat and rice beer would therefore, be laid out and partaken between fellowmen who may have had any differences and firmly redressed. It was a day of feasting for the relatives where the sons and daughters-in-law were invited and fed. Millet and rice beer would overflow and after the wining and dining was done, they would additionally be given packed meat/ beer and sent home. This was a day when the rich improved upon their status by feeding the poor. Owning ‘bonded labourers’ was a practiced tradition among the Sumi Tribe. Their masters would give them a feast too. Even a baby sitter, at the bottom of the labour hierarchy, was not forgotten. A share of choicest cooked meat would be put in her plate this day. The youth would also indulge in their exclusive fanfare of performing vibrant traditional dances, presumably learnt from the spirits. Amidst folk songs eulogizing the heroic deeds of the ancestral warriors they would feast together in groups as an “alozhi” (working groups who shared free labour with each other). End of Day IV. DAY-5 (MUCHOLANI) OR FATHER’S DAY): At sunrise each family would prepare ‘alhegho’- small leafwrapped packages of meat pieces - equal to the total number of animal(s) they owned - for offering to the spirit. It was their belief that forgetting or neglecting an offering to the spirits would result in an unnatural end of their livestock. The fathers in the community would then gather the youth and venture out of the village gates for the first time after the start of the festival, to clear the main village footpath to their fields. On completion of the path clearing exercise the young and old would heap up the freshly cut shrubbery and make a big bonfire and smoke to keep the spirits at bay. The alhegho would be hung on the branches of trees in and around their respective fields. Their pre-prepared food would then be unpacked and a hearty out-door lunch would be shared. Another rite was observed before departure from the fields: that of a symbolic act of uprooting the pest infected crops in the fields and heaping it up on the roadside for the passersby to spit upon. They believed that this was an effective way to eradicate crop infection and infestation; “Not very scientific” you would say but it was their way of addressing the recurring problem. We can hardly default them on this count because after all, they were perpetually living in an isolated state of war and could hardly be expected to leisurely risk wandering out of the village for pesticide shopping and come home without a head. The fieldwork would normally be terminated by early noon and they would hurriedly head for home after each member made a bon fire in their respective field hutments to ward off the spirits. The more endearing aspect of this day was the renewal of ties between the husbands and wives of the village in ironing out their kitchen differences. How? Well, pick your imagination. End of Day V. eople at the helm of affairs need to introspect and find out what they think about themselves. The President of a country can see himself/herself as a person entitled with many privileges and fully enjoy it. He/she can even go overboard. He/she can go on a foreign trip every month, regardless of the needs, squandering crores of the taxpayers’ money. The same is true for every leader. Point here is, people tend to forget their priority the moment they are in a position of power. This has led to corruption and stagnancy of the process of improvement and development. Power can be easily misused if one forgets why one has been assigned with authority and power. In my opinion, one of the essences of leadership is service. It is through continued service a person is considered capable of shouldering responsibility. In the history of mankind, no one became a great leader without putting in years of dedicated service. There can be a plethora of qualities essential for good leadership, however without a touch of servitude in a person’s personality, one can’t really be a good leader. This is equally applicable to all people who are in a position of responsibility. Thus, starting from the president to the chowkidar, each is expected to perform a certain service. The service is basically the responsibilities one is entrusted with. A certain group of people who seem to be forgetful of their responsibilities are the politicians. When it comes to politicians, I have numerous questions for them and the public to ponder over: How many of our honourable representatives are aware of their responsibilities? Why do our representatives watch porn (happened in Karnataka) in the assembly? Why do we have so many of our leaders charged with corruption cases? Why do we have so many leaders whose wealth is disproportionate to their legal means of income (flashy cars and houses speak for themselves)? Why do we have leaders involved in molestation of the women folk? Why do we have representatives holding important portfolios caught for an illegal possession of arms when they are supposed to be guardians of the laws of the land? I think many are unaware of their responsibilities. Do they take a moment of their life and introspect who they are? Do they ever ask themselves what their responsibilities are? The same holds true for the bureaucrats, corporate bosses, directors, heads of departments and whoever is in a position of authority. Misuse of position and power to further one’s own interests dilute the sanctity and purpose of authority. It has a “cascading-effect” pulling everyone into its web. A subordinate cannot be expected to be trustworthy when the boss is not trustworthy. The whole structure crumbles when the head succumbs to selfishness, sycophancy and corruption. A person supposed to provide solidarity and direction to an organisation or institute shouldn’t be so easily moved as to bend every time when there is a conflict between one’s good and the common good. It has rightly been said that an action that improves the condition of a person and worsens the condition of two persons is not an improvement. It is not an act of development and does not increase the welfare of the society as a whole. If only people in power judged their every action by this simple rule of development and welfare. Responsibilities are not exclusively for people in a position of power. Each and every individual shoulders it in one way or the other. It is a different matter how every individual views their responsibilities. There are individuals who go out of their way and shoulder responsibilities, regardless of self-benefits that come along. While others shoulder responsibilities which have direct bearing on them. In my opinion, even these two groups of individuals are a responsible lot. Then there are individuals who shun their responsibilities, regardless of whatever excuses they offer; they are a burden to the society. This is because of the fact that they are dependent on others who shoulder their responsibilities. How do we decrease this dependent lot? The issue of shouldering responsibilities becomes more important in a state like Nagaland. This is because of two reasons: firstly, because the State is a consumerist, non-producing and centrally funded State. Secondly, because the work culture in the State is not very healthy. Everyone in the State knows that whatever we consume, right from luxurious items like expensive cars to the smallest item like needles are all from outside the State. The State is very dependent on others. This dependency is so much so that the people of the State can appear like a burden on the Indian economy. How do we alleviate this dependency? A simple rule to help may be to be responsible. Are we responsible for unwanted wastages in functions like marriage parties, birthdays, tribal festivals, church gatherings? I am not against the celebrations but against the wastages. How long will the educated depend on government jobs? Does education mean securing a Government job? Does higher degree mean attaining a higher post in a Government job? Is the Government meant only to be a job providing agency or salary disbursement organisation? This rising dependency may be because of the results of prolonged shunning of responsibilities from the higher ups to the bottom. It may be because of the unhealthy work culture that prevails in the society. The degradation of the dignity of labour is partly because of the way the older generation encourage their children (the younger generation) to shun their responsibilities. How many parents equate success of their children with government job? How many of the parents taught or threatened their children that if they didn’t do well in their studies, they will be forced to work in the field? How many parents rate the success of their children with the amount of their pay cheque only? This has resulted in a generation of youngsters ignorant of their responsibilities and also their core abilities. We have a new class of educated people too qualified to be working in the paddy fields, but not qualified enough to be self-responsible and self-dependent. Let us be responsible and reduce our dependency on others. India declines Edward Snowden’s asylum request NEW DElhi, July 2 (AgENciEs): India on Tuesday refused to grant political asylum to USA whistleblower Edward Snowden. “Our embassy in Moscow did receive a communication dated 30 June from Mr Edward Snowden. That communication did contain a request for asylum,” foreign ministry spokesman Syed Akbaruddin said. “Following careful examination, we have concluded that we see no reason to accede to Snowden’s request,” Syed Akbaruddin said. Earlier, American whistleblower Edward Snowden, currently sheltered in the transit zone of Moscow airport, has sought asylum in 20 countries, including India. These asylum requests have been filed by Sarah Harrison, legal advisor of WikiLeaks in the matter of Snowden, the whistleblower website said on Tuesday, adding that the first two requests were made to Ecuador, followed by Iceland. “On 30th June 2013, WikiLeaks’ legal advisor in the Edward Snowden matter, Sarah Harrison, submitted by hand a number of requests for asylum and asylum assistance on behalf of Edward J Snowden,” Wikileaks said in a statement. “The requests were delivered to an official at the Russian consulate at Sheremetyevo Airport in Moscow late in the evening,” it said, adding the documents outline the risks of persecution Snowden faces in the US and have started to be delivered by the Russian consulate to the relevant embassies in Moscow. The requests were made to a number of countries including Austria, Bolivia, Brazil, China, Cuba, Finland, France, Germany, India, Italy, Ireland, Netherlands, Nicaragua, Norway, Poland, Spain, Swiss Confederation, Venezuela. The Obama administration has warned countries not to give asylum to Snowden arguing that he is wanted in the US on charges of espionage and leaking classified information. The US on Monday said Snowden, whose passport has been revoked, would be given a fair trial and enjoys all the rights of an American citizen. “We’re prepared to issue one-entry travel documents. He’s still a US citizen. He still enjoys the rights of his US citizenship, which include the right to a free and fair trial for the crimes he’s been accused of,” State Department spokesperson Patrick Ventrell told reporters. “He (Snowden) enjoys the rights and responsibilities of any US citizen, including the right to a free and fair trial under our Constitution,” he said, adding that “He

SP, 7 cops killed by Maoists in Jharkhand rANchi, July 2 (AgENciEs): Seven policemen along with SPAmarjitBalihar have been killed in a Maoist attack at Amrapara in Jharkhand. State governor Syed Ahmad has ordered home secretary NN Pandey and DGP Rajeev Kumar and senior police officers to rush to the spot. The Maoists shelled three vehicles, which were part of the cavalcade of SP, to ensure that everyone was killed. Around 100 heavily armed Maoists, who were informed that the cavalcade of SP Amarjit Balihar was to pass through Amrapada main road, were waiting to ambush them. According to sources, the escort party of the SP was caught unguarded as bullets were fired from both sides of the road. Before the policemen could even aim their guns, the SP was killed. The Maoists fled from the site after committing the crime. “Police have launched a combing and search operation. CRPF and Jharkhand Jaguar forces have been rushed to the area,” said the DGP adding that the border has been sealed.

luckNoW, July 2 (PTi): Over 570 villages in 12 districts of Uttar Pradesh were on Tuesday reeling under floods even as rivers Sharda, Ghaghra, Quano and Budhi Rapti continued to flow above the danger mark at some places. While 77 villages were affected by floods in Muzaffarnagar, 125 were hit in Bijnore, 134 in Lakhimpur Kheri, 32 in Sitapur, 10 in Bahraich, 17 in Aligarh, 52 in Barabanki, 8 in Faizabad, one in Shahjahanpur, 90 in Farrukhabad, 16 in Badaun and ten in Hapur, officials said. Rescue and relief work was on in the affected areas, they said. Ganga, which was maintaining an upward trend on Monday, has started receding from Ankinghat to Kanpur and was static at Fatehgarh where erosion caused by it in three tehsil areas was causing worry, according to the Central Water Commission. Sharda continued to flow above the danger mark at Palia Kalan though it was now static and Rapti was rising all along from Balrampur to Gorakhpur. Smaller rivers like Burhi Rapti was flowing above the danger mark at Siddhartnagar but was now static and Quano at Gonda and Mukhlispur (Santkabirnagar) was flowing way above the danger mark, it said.

India launches 1st ever dedicated navigation satellite Supreme Court asks state govts

srihArikoTA, July 2 (PTi): In a landmark late night journey into a new era of space application, India today successfully launched its first dedicated navigation satellite using the Polar Satellite Launch Vehicle which blasted off from the Satish Dhawan Space Centre here. Precisely at 11.41 pm, India’s workhorse PSLV C22 lifted off in a perfect text book launch, carrying IRNSS-1A satellite, painting a dense golden flame in the dark canvas of the sky. About 20 minutes after its launch, the rocket placed into the IRNSS-1A into its orbit. An elated ISRO chairman K Radhakrishnan said the IRNSS-1A satellite was precisely injected into its intended orbit. “This only proves that PSLV is an extremely reliable vehicle and with this flight, we are also entering into a new era of space application in the country that is the beginning of satellite navigation programme.” The data from the satellite would help the country in a range of fields including disaster management, vehicle tracking, fleet management and marine navigation. IRNSS-1A, the first of the 7 satellites constituting the Indian Regional Navigation Satellite System (IRNSS) space segment, has a mission life of 10 years. It is designed to provide accurate position information service to users in the country as well as the region extending up to 1,500 km from its boundary,which is its primary service area. IRNSS will be on lines with Russia’s Global Orbiting Navigation Satellite System (GLONASS), United States’ Global Positioning System (GPS), European Union’s Galileo (GNSS), China’s BeiDou satellite navigation system and the Quasi-Zenith Satellite System. “I am extremely happy to announce that we had another excellent flight of our PSLV vehicle. This is the 23rd successive successful flight of PSLV and the fourth successful flight of extended version of PSLV,” Radhakrishnan said. The navigational system would provide two types of services --Standard Positioning Service, which is provided to all the users and Restricted Service, which is an encrypted service provided only to the authorised users. IRNSS applications include

mapping and geodetic data capture, precise timing, visual and voice navigation for drivers, integration with mobile phones and terrestrial, aerial and marine navigation, terrestrial navigation aid for hikers and travellers. Having a lift-off mass of 1,425 kg, the satellite was launched into a sub Geosynchronous Transfer Orbit with a 284 km perigee (nearest point to Earth) and 20,650 km apogee (farthest point from the Earth) with an inclination of 17.86 degree with respect to the equatorial plane. NEW DElhi, July 2 (PTi): The Supreme Court on Tuesday expressed concern over the sale of adulterated milk in the country, saying it is a serious issue and action needs to be taken by the state governments to curb it. “It is a very serious issue. There is no doubt that it is happening all over the country. What action is being taken by the government?” a bench of justices K S Radhakrishnan and Pinaki Chandra Ghose asked. The bench directed the governments of Haryana, Rajasthan, Uttar Pradesh, Uttarakhand and Delhi to file their response stating what action they are taking to put an end to the menace of milk adulteration, after the Centre submitted that it is for the state governments to take action on the issue. The court said that it would later on expand the ambit of the PIL to include all the states in the country on the issue. The bench posted the matter for hearing on July 31 and made it clear that no further time will be given to the states to file their submissions. The court also observed that the adulteration is because of gaps in demand and supply of milk. It was hearing a PIL filed by a group of citizens, led by Swami Achyutanand Tirth of Uttarakhand, who have alleged that synthetic and adulterated milk and milk products are prepared using urea, detergent, refined oil,

Post Uttarakhand floods, Deoli-Bramhagram becomes a ‘village of widows’ DEoli, July 2 (AgENciEs): Over a fortnight after the flash-floods, while many villages remain inaccessible by road, tragic stories are emerging from areas where dirt tracks have been opened up. About seven kilometres from Guptkashi, the six-odd hamlets that comprise the Deoli-Bramhagram panchayat have reported 57 men missing, and the area is fast getting the tag of the “village of widows”. For about six months of the year, the menfolk here go to Kedarnath, where they work as mule operators, ferrying pilgrims from Gaurikund. Many of them have not returned home. Dhamita, 20, a mother of two children aged four years and one-and-a-half years, is expecting her third child. Since the flashfloods, she has been trying to contact her husband, Sunil, 24, on his cellphone. But she hasn’t had any luck so far. Her neighbour, Vinita, 23, who married just a year ago, has stopped eating as she waits for news of her husband, Mahesh, 28. Worried villagers say she is getting weaker by the day. She says she feels too weak to walk and procure rations. “Bring me the man who should bring my ration home. This is not my job,” she says, breaking into tears. Her mother-in-law, Bichna Devi, 45, has no time to console her. She is busy trying to contact her husband, Devdas, 50, also missing since June 16. These women are residents of Shirwani and Pitora, part of the 30-odd houses that comprise the “Harijan Basti” of the DeoliBramhagram gram sabha, situated on a steep

slope — a five-km hike on a kutcha path after a seven-km drive from Guptkashi. Thirteen youths from this area are missing. Here, young children are usually sent with their elders to Kedar valley during the Char Dham Yatra, to learn to ferry pilgrims on mules. As they grow up, they save money to buy their own mules. Four of the 13 reported missing from these villages are between 14 to 18 years old. All of them were students of the Rudraprayag district government school, helping in the family business during the summer vacations. Amit, 18, who had just passed his class 10 exam, had gone with his father’s two mules. His mother, Sanpati Devi, says he wanted to continue his studies and become a businessman. “I wanted to send him to college. You should have heard his English, he was so fluent in the language that he impressed all the foreigners. He did not like going to Kedarnath, but how would we make a living if we didn’t send him?” she cries. In the surrounding villages of Deoli and Bramhagram, home to pundits who perform smallpujasaroundtheKedarnathshrineorrun hotels, there are at least 20-odd people missing. Savitri Devi, 29, wife of Deepak Tiwari, 30, who ran a hotel in Rambara and has been missing since June 17, is angry. “The administration ignored the locals. My husband’s brother, who was also in Rambara, said there were many people trapped under the mud, but

there was nobody to listen to their cries. I cannot sleep, thinking he may have been trapped like that, so helpless,” she says. Savitri has two daughters, aged five years and seven years. “Even now, they haven’t declared him dead, but I hear bodies are being cremated by the police. When will I know for sure if I should stop wearing my sindoor or bangles, or at least do a puja for him?” she says. At Pitora, also part of the same gram panchayat, where five men have been reported missing, 35-year-old Hemant Tiwari’s wife, also named Savitri, is eight months pregnant with her second child. Her first child is two years old. Her husband, who did small pujas for people around Ke-

darnath, last spoke to her on June 15. “He told me to take care of myself. Till then, there were no rains, so there was no fear,” she says. The anxiety and fear have now given way to mute acceptance. “He won’t come back, I realise that now. I have stopped putting my sindoor. It’s an insult to his memory. I have been urging everybody in the house to accept that he is no more, but his parents are adament. They still try to contact him on his phone, but I cannot bear to hear yet again that it’s switched off,” she says. Several gram panchayats like Kalimath, about 10 km from Guptkashi, are still not accessible by road. Locals say the death toll there could be higher.

Apart from a check on the sale of synthetic and adulterated milk and various dairy products, the PIL has also sought framing of a “comprehensive” policy on the production, supply and sale of healthy, hygienic and natural milk. On October 21, last year, the Centre had informed the apex court that over 68 per cent of milk in the country does not conform to the standards set by the Food Safety and Standards Authority of India (FSSAI). The Centre, in its submission, had referred to a survey conducted by FSSAI, which had found that over 68 per cent of the “non-conforming” milk was found in urban areas, 66 per cent of which was loose milk. According to the FSSAI’s 2011 survey, the most common way of adulteration was found to be the addition of water, and the main reason for deviation from the standards was addition of glucose and skimmed milk powder. It had also found that some samples contained detergent. The Centre’s affidavit had also stated that over 83 per cent of the non-conforming milk in rural areas was found to be loose milk. The affidavit was filed in response to the notice issued by the apex court on May 9, 2012.

Government unveils National Cyber Security Policy 2013

NEW DElhi, July 2 (iANs): The government Tuesday unveiled the National Cyber Security Policy 2013 that aims at building a secure and resilient cyberspace for citizens, businesses and the government. Communications and IT Minister Kapil Sibal explained the necessity of the policy and said there were always chances of cyber attacks from state and non-state actors, corporates and terrorists. He said critical infrastructure like the air defence system, power infrastructure, nuclear plants, telecommunications system needed to be well insulated, otherwise it may lead to economic instability. The distinctive feature of this policy is to create a mechanism to obtain information regarding information and communications technology (ICT) infrastructure threats and to respond to it and solve it. It aims at doing crisis management through effective, preventive and proactive recovery actions. The policy comes amid reports of snooping by the US globally and an ever-increasing threats to the country from cyber attacks. India witnessed 13,000 cyber attacks in 2011. The policy aims at setting up a nodal agency to coordinate all matters related to cyber security in the country with clearly defined roles and responsibilities. The policy aims at creating a secure cyber eco-system; strengthening the regulatory framework; creating mechanisms for early warning, vulnerability management and response to security threats. It also seeks to promote research and development in cyber security and reduce supply chain risks among other objectives.

BANDAR SERI BEGAWAN, JULY 2 (AP): North Korea’s top diplomat said Tuesday that the U.S. must accept its offer for dialogue without preconditions if it wants to ease tensions on the divided Korean Peninsula. He drew a quick rebuttal from his South Korean counterpart, who said the international community has made clear that Pyongyang must give up its nuclear ambitions if it wants better relations. The Koreas were among 27 nations at the Association of Southeast Asian Nations Regional Forum in Brunei, where the North’s nuclear weapons program was a key topic, along with other hot-button regional issues such as South China Sea territorial disputes. Asia’s largest security forum includes the U.S., North Korea and the four other countries involved in long-stalled nuclear talks on ending North Korea’s nuclear ambitions in return for aid. U.S. Secretary of State John Kerry said Monday that the U.S., South Korea, Japan and China — North Korea’s chief ally — were “absolutely united” in their insistence on a denuclearized North Korea. Washington says Pyongyang must move in that

direction before it will agree to talks, but North Korean Foreign Minister Pak Ui Chun said during the conference Tuesday that it is America that must act. “The U.S. must positively respond to our sincere and courageous decision (to offer talks) without preconditions if it is truly interested in ending the vicious circle of intensifying tension on the Korean Peninsula and safeguarding peace and stability,” Pak said, according to North Korean delegation official Choe Myong Nam. Pak said that “a touch-and-go situation in which a war can break out anytime is fostered” on the Korean Peninsula, and that U.S. hostility against the North was primarily responsible for that, Choe told reporters. Pak said the U.S. must sign a peace treaty with North Korea to formally end the 1950-53 Korean War and lift sanctions against the country, saying the North Korean nuclear standoff won’t be resolved unless the U.S. changes its tone, according to Choe. The war ended with a cease-fire, not a peace treaty. Shortly after Choe spoke, South Korean Foreign Minister Yun Byungse told reporters that most diplomats

Law requires Chinese to visit their aging parents

BEIJING, JULY 2 (AP): Mothers and fathers aren’t the only ones urging adult children to visit their parents. China’s lawbooks are now issuing the same imperative. New wording in the law requiring people to visit or keep in touch with their elderly parents or risk being sued and facing penalties came into force Monday, as China faces increasing difficulty in caring for its aging population. It remains to be seen how much the amended law changes the status quo, however. Elderly parents in China already have been suing their adult children for emotional support, and the new wording does not specify how often people must visit or clarify penalties for those who do not. In the first ruling since the new wording, a court in the eastern Chinese city of Wuxi ordered a couple to visit the woman’s mother or face possible fines — and even detention. One of the drafters, Xiao Jinming, a law professor at Shandong University, said the new law was primarily aimed at raising awareness. “It is mainly to stress the right of elderly people to ask for emotional support. ... We want to emphasize there is such a need,” he said. Cleaning lady Wang Yi, 57, who lives alone in Shanghai, said the new law is “better than nothing.” Her two sons work several hundred kilometers (miles) away in southern Guangdong province and she sees them only at an annual family reunion. “It is too little, for sure. I think twice a year would be good,” she said. “We Chinese people raise children to take care of us when we are old.” Later Monday, the court in Wuxi ruled that a woman and her husband must visit her 77-year-old mother — who lives 40 kilometers (25

miles) away — at least once every two months in addition to mandatory holiday visits, or face possible fines and detention, according to the state-run People’s Court Daily. What’s a little spying among friends? WASHINGTON, JULY 2 (AP): U.S. President Barack Obama had a simple answer to European outrage over new allegations that his country spies on its allies: The Europeans do it too. Obama said Monday during his trip to Africa that every intelligence service in Europe, Asia and elsewhere does its best to understand the world better, and that goes beyond what they read in newspapers or watch on TV. It was an attempt to blunt European reaction to new revelations from National Security Agency leaker Edward Snowden that the U.S. spies on European governments. “If that weren’t the case, then there’d be no use for an intelligence service,” Obama told reporters in Tanzania. “And I guarantee you that in European capitals, there are people who are interested in, if not what I had for breakfast, at least what my talking points might be should I end up meeting with their leaders,” Obama said. “That’s how intelligence services operate.” European spies have been spy-

ing on the U.S. for years, according to two former intelligence officials who spoke on the condition of anonymity because they weren’t authorized to discuss espionage programs. They said such spying includes tracking senior U.S. officials to see what they are doing in countries like France and Germany, which have both complained bitterly about the EU reports. But European spying efforts haven’t been exposed the way American exploits have recently with the explosive release of secret documents by Snowden, the former U.S. intelligence systems analyst. The latest round came Sunday in Germany’s Der Spiegel’s magazine, which reported that the NSA bugged the EU’s diplomatic offices in Washington and infiltrated its computer network. The magazine said the NSA took similar measures to listen in on the EU’s mission to the United Nations in New York, and also used its secure facilities at NATO headquarters in Brussels to dial into telephone maintenance systems that would have allowed it to in-

tercept senior EU officials’ calls and Internet traffic. A Guardian newspaper article Sunday also alleged NSA surveillance of the EU offices, citing classified documents provided by Snowden. The Guardian said one document lists 38 NSA “targets,” including embassies and missions of U.S. allies like France, Italy, Greece, Japan, Mexico, South Korea, India and Turkey. U.S. Secretary of State John Kerry explained the spying as routine. “I will say that every country in the world that is engaged in international affairs with national security undertakes lots of activities to protect its national security and all kinds of information contributes to that,” Kerry said. French and German officials called the behavior “unacceptable,” and German government spokesman Steffen Seibert flatly denied that his country spies on allies. “It’s not the policy of the German government to eavesdrop on friendly states in their embassies,” Seibert said. “That should be obvious.”

Taliban hit NATO supply compound in Kabul

KABUL, JULY 2 (AP): Militants blew up a suicide car bomb at the gate to a NATO compound in Kabul early Tuesday and attacked guards with smallarms fire, killing four guards and two civilians, police said. All four suicide attackers were also killed. Kabul provincial police chief Mohammad Ayuob Salangi said the powerful car bomb blew up at about 4:30 a.m., leaving a deep crater at the first gate leading into the camp. Two truck drivers who were waiting to enter the area were killed in the blast, he said. Three other suicide attackers wearing explosive vests then began fighting with guards; all were killed. Salangi said the guards killed were all Nepalese contractors. The Taliban later claimed it carried out the attack. Salangi had no further details immediately and said the attack is being

investigated. It happened after the Interior Ministry announced Monday that insurgents had killed nearly 300 Afghan local and national police in one month, illustrating how casualties among local forces are mounting now that NATOled coalition troops have handed over responsibility for combat operations. Interior Ministry spokesman Sediq Sediqqi told reporters that 299 police were killed in the last month, and another 618 were wounded. The Defense Ministry said it did not have monthly figures for the number of Afghan soldiers killed. In the same time span, Sediqqi said 753 militants were killed in joint operations with the military and others, and more than 300 were arrested. Also, 180 civilians were killed. Sediqqi did not provide comparison figures from previous months, but ac-

cording to an Associated Press count, the violence this year is similar to its highest levels in nearly 12 years of war. As Afghan forces have become more involved in security operations, they have seen a sharp rise in deaths, while casualties among the U.S.-led military coalition have fallen as the international forces pull back to let the Afghans take the lead. The NATO coalition in June formally handed over all security operations across the country to Afghan forces. According to an AP count, 807 Afghan security force members — including soldiers and police — and 365 civilians have been killed so far this year through the end of May. A total of 63 coalition troops were also killed in that span. Last year through the end of May, Afghan security forces lost 365 soldiers and police, and 338 civil-

ians were killed. Coalition forces lost 177 troops during that time. Sediqqi said the biggest danger facing the security forces were roadside bombs. “That’s where we have lots of fatalities,” he said. Even as he spoke, a regional police commander and three of his men were killed when their vehicle hit a roadside bomb in the country’s north. Baghlan provincial police spokesman Jaweed Basharat said district commander Habinul Rahman was killed when the bomb exploded next to his vehicle while on patrol Monday morning. In the western province of Badghis, 12 Taliban militants were killed in two days of fighting at three border security posts, provincial governor’s spokesman Mirwas Mirzakwal said. Three policemen were wounded, he said.

Giant-killer Lisicki eases into Wimbledon semifinals LONDON, JuLy 2 (AFP): Sabine Lisicki swept into the Wimbledon semifinals on Tuesday as the German followed her sensational upset of Serena Williams with an emphatic 6-3, 6-3 victory over Estonia's Kaia Kanepi. Lisicki, seeded 23rd, will play Polish fourth seed Agnieszka Radwanska or Chinese sixth seed Li Na for a place in her first Grand Slam final. 'Comparison with Dravid is a morale-booster for me' NEW DELHI, JuLy 2 (PTI): Known for his sound technique and insatiable appetite for runs, Cheteshwar Pujara believes he has it in himself to succeed Rahul Dravid at the crucial number three position in the Test side and says comparison with his childhood idol acts as a "morale-booster". "It's a big compliment for me (comparison with Dravid) because someone who has been successful in Indian cricket and someone who has been called 'The Wall' of the Indian cricket, if you are compared with that person, it's a morale-booster for me and increases my confidence," Pujara said in an interview. "He is one of my childhood idols. I try and learn as many things

as possible from him. Unfortunately, he has retired now but whenever I had the opportunity to play alongside Dravid, I always enjoyed his company, the way he used to guide me, the way he used to give me tips, it was always motivating for me," he said. Seen by many as one who could go on to be an able successor to the former great, Pujara has an average of 65 after 13 Tests having scored four centuries, including two double hundreds, and three half-centuries. Manoj, gold medallist at the New Delhi Commonwealth Games, surprised the short but strong local lad with his aggressive intent and pace. Making full use of his height, the Indian dominated the proceedings throughout the bout, never allowing Saleh to settle down.
