DIMAPUR, APRIL 10 (MExN): One man was killed in a tragic accident in Dimapur on April 10, Friday. The accident occurred at around 9:00am on Friday at Notun Basti area, where a cyclist was run over by a truck. Dimapur Police informed that as per preliminary investigation, both the truck and the cyclist were proceeding towards DC Court Junction when the truck overtook the cycle. Police said that the cyclist fell under the truck’s left rear tyre and was killed on the spot. After observing all legal formalities the dead body was shifted to Civil Hospital Morgue Dimapur. The deceased was later identified as one Purimal Nath (22 years). Police further informed that the truck has been seized and the driver identified as Ravindra Malakar (52 years), has been arrested.
Be grateful to people for healthier heart wAShINgtoN, APRIL 10 (IANS): Showing gratitude towards people, appreciating their good work and having a thankful outlook towards life can result in an improved mental and physical health in patients with asymptomatic heart failure, a new research shows. “We found that more gratitude in such people was associated with better mood, better sleep, less fatigue and lower levels of inflammatory biomarkers related to cardiac health,” explained lead author Paul J. Mills, professor of family medicine and public health at the University of
California, San Diego. The study involved 186 men and women who had been diagnosed with asymptomatic (Stage B) heart failure for at least three months. Stage B consists of patients who have developed structural heart disease but do not show symptoms of heart failure. Using standard psychological tests, the researchers obtained scores for gratitude and spiritual well-being. They then compared those scores with the patients’ scores for depressive symptom severity, sleep quality, fatigue, self-efficacy (belief in one’s
ability to deal with a situation) and inflammatory markers. They found higher gratitude scores were associated with better mood, higher quality sleep, more self-efficacy and less inflammation. “We found that spiritual well-being was associated with better mood and sleep but it was the gratitude aspect of spirituality that accounted for those effects, not spirituality per se,” Mills noted. It seems that a more grateful heart is indeed a more healthy heart, the authors concluded in a paper published in the journal Spirituality in Clinical Practice.

NEw DELhI, APRIL 10 (IANS): Engaging in a dialogue with policymakers, mobilising public and community support and stimulating positive behaviour are key to ensuring proper maternal and child health, experts said on Friday. To focus countrywide attention on the issue of safe motherhood and the importance of citizens’ participation to achieve that, a group of civil society organisations appealed to citizens and various governments and NGOs to actively engage and work out an action plan to address the health of women and children in India. The White Ribbon Alliance is working with World Vision International, Save the Children and many other partners to organise national and district level citizens’ hearings in at least 30 countries in the first half of 2015. “Through this campaign, we want to
send out the message that every woman has a right to live and survive pregnancy and childbirth, and that citizens’ engagement can go a long way to help the goals,” Aparajita Gogoi, the national coordinator, White Ribbon Alliance India, said. Yamini Mishra from UN women said: “We need to ensure that citizen partnership is not gender neutral and women get adequate representation”. “It is important to ask whether women’s voices have been heard. The gender agenda has to have a political voice,” she said. Activist Smita Bajpai of NGO Chetna said: “There needs to be greater investment in strengthening and empowering citizens.” “We also need tools which are simple and ready to use and should be in place to ensure better maternal and child care,” she added.
ANSTA urges govt to address ‘long pending issues’ of teachers
DIMAPUR, APRIL 10 (MExN): The All Nagaland Schools Teachers Association (ANSTA) has submitted a charter of demands to the Commissioner and Secretary for the Department of School Education demanding action on various “long pending issues” regarding the teaching community in Nagaland. The ANSTA informed that there are about 1133 Graduate Primary teachers who possess requisite qualification for Graduate Teachers (GT) but appointed as primary teachers. These teachers are being assigned duties at par with other graduate teachers in many Government Middle Schools (GMS) and Government High Schools (GHS), besides being deputed to various national & state government duties. In view of this, ANSTA demanded all the Graduate Primary teachers be absorbed against the vacancies of retirement/death / resignation/promotion etc. of GTs as and when vacancy arises. It further asked that no fresh appointments
be made against resultant vacancies till all the concerned Graduate Primary Teachers are absorbed in the department as GTs. The ANSTA further lamented that with the introduction of 6th ROP in 2010, the State Primary Teachers had been denied central primary teacher’s pay scale. Despite submitting 3 representations, it said nothing has been done and urged the department to act on it. Regarding regularisation of Adhoc teachers, ANSTA said adhoc employees who had completed 3 years of continuous service were to be regularized through suitability test. Accordingly adhoc teachers who completed 3 years as of December 31, 2012 had undergone suitability test in June 2014, results for which have not been declared till date. The association demanded that the result of the suitability test be notified at an early date and regularization orders be issued to those who have cleared the test irrespective of trained or untrained as recommended by the suitability test committee.
The ANSTA also called upon the department to act on several representations regarding payment of salaries to teachers appointed under Centrally Sponsored Schemes. The present scenario, ANSTA stated, is counterproductive in the teaching learning process and appealed to the state government to deposit its 10% share and untilisation certificate on time, in order to enable release of the central share. It further reiterated its demand that those teachers appointed on fixed pay of 8400 and 6700 per month be granted with scale in consonance with their work load and daily nature of duty. It observed that this group of teachers though appointed on fixed pay are dedicated and rendering their best service to the department. Expressing hope that the department and the state government would address their demands, the ANSTA however cautioned that failure to do so would compel them to take their own course of action in a democratic manner.

Apprising the board members, Project Director informed that, the high mast light was installed in the year 2008-09 by RD department under BRGF scheme installed at three locations PWD, NST and Police point. To make it functional the board resolved to consult the installation company, Bajaj Alliance, Guwahati to restore the high mast light. With regard to conduct of Inter Departmental Badminton championship, the chairman requested all head of offices in the district to come forward and contribute as per decision taken during the last meeting for the

The work began from Mezhur Higher Secondary School Junction to Classic Point, Red Cross Building Complex, Kohima. Speaking on the sidelines of the cleanliness drive the Kohima Watsu Unit

It aimed at inculcating the spirit of keeping ones surrounding clean and healthy. They informed that directions were given by Watsu Mungdang to all district and village units to carry out cleanliness efforts. Kohima Watsu Unit President Watila and General Secretary Chubasangla said, the cleanliness drive will be an annual activity throughout the State by all Watsu Units.

After long peace, Mizoram facing terror again AizAwl, April 10 (iANS): Nearly 30 years after Mizoram embraced peace, there are signs that terrorism may be raising its "disturbing" head in the northeastern state bordering Myanmar and Bangladesh. Mizoram was the first and the only state in India to get Rs.182.45 crore from the central government in 2000-01 as "Peace Bonus" for keeping peace after decades of insurgency. That record was shattered on March 28 when the Manipur-based Hmar People's Convention-Democratic (HPC-D) ambushed a police party in Mizoram and killed three policemen and seriously wounded six others. The dead included Sub Inspector Zoramthara Khawlhring. The incident occurred when a police party was accompanying a state assembly team led by deputy chief whip R.L. Pianmawia in Aizawl district. The area is in
northern Mizoram bordering Manipur and Assam. The terror attack, which occurred after many years of peace in the state, forced Mizoram to approach the union home ministry to ban the HPC-D. It also sought that the state's northeastern part, where the Hmar tribals are concentrated, be declared a disturbed area under the controversial Armed Forces (Special Powers) Act (AFSPA), 1958. "The recent attack brings to the fore a disturbing trend which had for the last few years been largely ignored," security analyst Manas Paul told IANS. Paul, who has written books on terrorism and security affairs in India's northeast, pointed out that Mizoram became a peaceful state after the 1986 accord ended two decades of militancy by the Mizo National Front (MNF). As MNF's founder leader Laldenga, a former Indian Army
havildar, became chief minister and his group took to mainstream politics, calm returned to Christian-majority Mizoram for decades, except for stray violence by HPC, Paul said. The HPC wants an autonomous council inside Mizoram since 1994. Tuki sore over AFSPA extension GuwAhAti, April 10 (iNdiAN ExprESS): Two days after the union home ministry extended application of the Armed Forces Special Powers Act (AFSPA) to 12 more districts of Arunachal Pradesh – all bordering Assam, chief minister Nabam Tuki has taken strong exception to the Centre’s decision and asked it to urgently review the decision taken “unilaterally” by the latter. Chief minister Tuki, who called on union home minister Rajnath Singh in New Delhi expressed his concerns at the Centre’s decision and said the 12 districts brought under the AFSPA’s purview were “peaceful” and resented that the Centre’s decision was “unilateral” and taken without consulting the state government. Official sources in Itanagar said Tuki told Rajnath Singh that Arunachal Pradesh has been the most peaceful state in the Northeastern region with no history of home-grown insurgency. He admitted that the three districts of Tirap, Changlang and Longding were insurgency-infected, but also pointed out that the rebels were from other
neighboring states and Myanmar. AFSPA has been in force in Tirap, Changlang and Longding since 1991 after they were categorized as disturbed area by Ministry of Home Affairs. It was subsequently extended to a 20-km belt in districts that share borders with Assam. Against this historical backdrop of AFSPA in Arunachal Pradesh, chief minister Tuki categorically denied the need for extending the ambit of AFSPA to border districts of the state in entirety as notified by the MHA, official sources said. The union home minister is understood to have assured Tuki of examining and reviewing the decision, sources added. The insurgency continued until a tripartite accord was signed between the MNF and the central and state governments on June 30, 1986. In all, 614 MNF cadres came out of hiding and surrendered with a huge quantity of firearms in 1986. It then fought elections and ruled Mizoram. The legendary Laldenga was the chief minister of Mizoram for two years from August 1986. He died of lung cancer in 1990.
People in Karbi Anglong clash with security forces over alleged rape diphu, April 10 (iANS): Several people, including policemen, were injured in Assam on Friday when a group of people clashed with security forces while protesting over the alleged failure of the police to act against army men accused of rape. The incident took place in Karbi Anglong district's Dokmoka village after a group of army personnel allegedly raped a woman and molested two others, including a teenaged girl, on Monday. A victim told police that a team of eight army personnel took a girl to the jungle at Khorsim Athor village. "Seeing that the army had taken the teenaged girl towards the jungle, two other women followed them and opposed the army personnel's action," police said
while quoting the victims. "The army personnel later allegedly raped one of them and molested the other two," police said. Villagers on Wednesday lodged an FIR with the police in Dokmoka and produced before them the three victims, who also recorded their statements. A large number of people gathered in front of an army camp at Dokmoka and shouted slogans against the army, demanding action against those guilty. The crowd later got agitated and pelted stones at the army camp, forcing the police to carry out a baton charge. "Some people received minor injuries during the baton charge. Our police personnel have also been injured during the attack by the mob. The situation is under
control now," said Karbi Anglong Superintendent of Police Mugdha Jyoti Mahanta. "We have sent the three women for medical examination and registered a case. We have also constituted a special investigation team to look into the matter," said Mahanta. "We have also sent some samples for forensic test, which will confirm the rape. We are now waiting for the medical report as well as for the forensic test report." He said: "We have contacted army's top brass and intimated about the happening. They have assured all possible help to us during the investigation." Meanwhile, an army spokesman said they have already instituted an internal probe into the matter and action will be taken against anyone, if found guilty.

He added, "I was informed by other students that the ailing girls had raw mangoes with chili powder and salt before the meal. This might also be led to their illness. Singh also called for equitable distribution of the North Eastern Council (NEC) funds among the member states and enhancement of allocation of Manipur. "It is a matter of concern that there has been a budget cut to the tune of Rs 191 crore during 2014-15 (for NEC)," Singh said while speaking at the two-day 64th plenary session of the North Easter Council (NEC) here.

The persons were arrested during combing and search operations in the state's biggest market complex here by the commandos of the city police yesterday. The operations followed series of bomb explosions in the market complex in the past few weeks.

'New BSF helicopters to boost border, anti-Maoist operations' NEw dElhi, April 10 (iANS): Minister of State for Home Affairs Kiren Rijiju on Thursday said induction of two Mi-17 V5 helicopters into the Border Security Force will bolster air support missions along the borders and also help in anti-Maoist operations. Speaking at a function on induction of the two new helicopters into the BSF, he said the choppers will be used for a variety of internal security duties. The choppers were equipped with the latest avionics and night-flying capabilities, both of which were long standing requirements of the BSF. The BSF air wing has a fleet of four fixed-wing aircraft and 13 helicopters. It provides air support in addressing threats to internal security. The helicopters operate from BSF air bases at Ranchi, Raipur, Agartala, Srinagar and Safdarjung airport in New Delhi.
Another rhino Killed in Assam's Kaziranga National Park KAzirANGA, April 10 (pti): A female adult rhinoceros was killed on Friday and its horns removed by suspected poachers in Assam's Kaziranga National Park. On hearing gunshots in the early hours near Borboribil forest camp, patrolling forest guards conducted a search and came across the carcass of the rhino with its horns removed, a senior park official said. The security forces seized five empty cartridges from the spot, he said. An extensive search operation has been launched to nab the poachers. This is the ninth rhino killed by the poachers this year, he said.

Iran talks free trade, basmati imports with India
New Delhi, April 10 (pTi): “Iran has proposed to negotiate a preferential trading agreement with us. I told them that India will consider this proposal very positively and will soon respond after taking the appropriate mandate from the government,” he added. Expecting the removal of trade sanctions imposed on it by western nations, Iran has proposed a free trade agreement with India to boost bilateral trade and investment. The matter came up for discussion during the recent visit of Commerce Secretary Rajeev Kher to Tehran. He was there for the first meeting of the joint working group (JWG) of the two countries. “Iran is very keen to enhance its trade relations with India. It wants to increase its share in the global trade and they said that India can play a very major role in fulfilling that ambition,” Kher told PTI. “Iran has proposed to negotiate a preferential trading agreement with us. I told them that India will consider this proposal very positively and will soon respond after taking the appropriate mandate from the government,” he added. Kher said the pact would be beneficial for India as through Iran, it can get market access to some parts of Europe and Africa. He said he met his Iranian counterpart and members of several industry chambers
in Tehran and now the JWG would meet every year as it would institutionalise the framework. Iran is in the process of reaching an understanding with the six world powers on its contentious nuclear programme, which may ultimately lead to lifting of trade sanctions on the Islamic nation. The move would help Iran to enhance its trade ties with its trading partners including India. On discussions over basmati rice exports to Iran, Kher said India raised the issue of high import duty, declining imports of the commodity from India and stringent standards. “We discussed all the issues on basmati rice. Iran has said that they have adopted the Codex plus standard and they expect all their suppliers to comply with them. Indian exporters would have to comply with that. We will see how we can do that,” he said. Codex is an international standard for food trade for safety, quality of products. Iran, however, assured that it would increase imports of basmati rice from India as “New Delhi is a chosen partner for basmati rice for them”, he added. India’s basmati rice exports to that country have declined to $600 million from $1.4 billion annually. Iran has not being issuing fresh import permits since October 2014. India’s overall basmati rice exports declined by over six per cent to 2.57 million
tonne during April-December 2014 as compared to 2.74 million tonnes in the same period last year. Iran is the largest basmati rice importer, accounting for around 60-65% of total basmati rice exports from India. Basmati rice was India?s second largest export commodity after buffalo meat to Iran. Kher indicated that lifting of trade sanctions would help Iran to increase oil imports to India. India had cut its imports from over 18 million tonnes five years back to 11 million tonnes in 2013-14. India is one of the largest importers of crude oil from Iran. India and Iran agreed to increase cooperation in sectors including petroleum, petro-chemicals, raw materials like gold, stones and rare earth metals, Kher said. “They are focusing on boosting their manufacturing sector. They want investment petrochemicals, engineering, pharma and agro-processing. In all these sectors, India fits very well,” he said, adding that India can increase trade in textiles, apparels and healthcare services. “Iran also has high ambition to develop its rail infra, power infra, irrigation facilities and India has strength in engineering and projects exports,” Kher said, adding that India could extend buyers credit line to Iran. “We have also offered buyers credit for Chabahar port. New Delhi, April 10 (pTi): Reserve Bank of India Governor Raghuram Rajan on Thursday said banks in distress would get capital support from the government if they made a clear case for recapitalisation. The government has changed the criteria for infusion of capital in public sector banks which says banks fitting the ‘return on asset and return on equity’ parameters will be eligible for recapitalisation. “Capital, this is something that the government has focused on... send a message that we will recapitalise good banks. Now, that does not mean that the banks that are in distress will not get capital but they will have to justify in a clearer way what they are going to use that capital for,” he said. Rajan in an interview to news channel CNBC TV18 said it would be difficult for weak banks to access market for funds, but for government support they have to provide a clear business plan. “Now clearly those (banks) have the hardest time accessing the market but they will have to make the case that this is why they need the capital, this is the use they are going to make of it,” he said. On March 31, the government infused Rs 6,990 cr in 9 public sector banks, including SBI, Bank of Baroda, Punjab National Bank for enhancing their capital and meeting global risk norms. On the improvement in the rating outlook by Moody’s, Rajan said it is a “positive perception of what we have done over the past few quarters.” He, however, cautioned that the government and regulators should not lose sight on what more needs to be done. “We should not celebrate upgrades as we did not worry about downgrades. There are a lot of lowhanging fruits that need to be picked,” he added.

IndiGo, Jet Airways hike cancellation charges New Delhi, April 10 (AgeNcieS): Next time you book an airline ticket, keep in mind the new cancellation charges. Two of India’s biggest airlines - IndiGo and Jet Airways - have revised their cancellation charges, hiking them for certain instances. IndiGo’s revised cancellation fee on domestic routes is applicable on tickets booked on or after April 1, 2015. For Jet Airways flights, the revised fees came into effect from April 7, 2015, and applies to domestic routes. IndiGo’s cancellation charges now range between Rs 1,250 and Rs 2,250, depending on the number of days left before the scheduled departure. The minimum cancellation fee which is Rs 1,250 only applies if the ticket is cancelled 30 days or more

Rio calls for concerted efforts to speed up devp Tripartite talk: Home Minister hopeful of peace in Tuensang
Mokokchung, April 10 (Dipr): Former Chief Minister of Nagaland and present MP (Lok Sabha) Neiphiu Rio has called upon the heads of offices in Mokokchung to make combined efforts to give a fillip to development of state economy, particularly to enhance development at the grassroots level. Addressing the District Level Vigilance & Monitoring Committee (DLVMC) meeting with Mokokchung district developmen-
tal department heads, who are responsible for implementing various centrally sponsored schemes targeted to uplift the rural poor, Rio, the Chairman of DLVMC said that heads of departments in the district should make concerted efforts to speed up rural development and make the rural masses self reliant. He requested DC Mokokchung to hold joint coordination meeting frequently to see that developmental activities are not imple-
mented in water tight compartment manner. He also stressed on importance of educating the rural masses to take up activities suitable to them. He said that the new government at the centre has come up with new policy to ensure that development at the grassroots level is implemented effectively and the benefits are percolated down to the rural poor. He said that the two MPs are assigned to keep vigilance and monitor the development.
Besides Rio, MP (Rajya Sabha), Khekiho Zhimomi, the co-chairman of the DLVMC reviewed the performance and progress of the implementation of all flagship programmes/ schemes of the centre minutely with Rural Development, PHED, E.E PWD (R&B) E.E PWD (Housing), E.E Power, District Welfare Officer, ADS (Supply) and Land Resource Officer. The two MPs also shared their concern over pathetic condition of roads in the entire
state adding that “there are so many roads and state cannot afford to maintain it by meagre fund.” Therefore, they felt that maintenance should be carried out by prioritizing the arterial roads. Welcoming the Chairman and the Co-chairman of the DLVMC to the first of its kind meeting in the district, D Mokokchung, Sushil Kumar Patel said that the objective of the formation of DLVMC is to provide crucial role to the MPs towards over all development of the state.

MMC directs shop owners Mokokchung, April 10 (MExn): In a move to keep Mokokchung town clean and to ensure that all shops are run in a customer friendly manner, the Mokokchung Municipal Council (MMC) has issued directives to all shop owners instructing them to strictly comply with the directives. The order issued by ADC and MMC Administrator, Bendanglila said, all shop owners should check and empty their dustbin at the dumping boxes and avoid stocking/keeping empty boxes/ sacks/ cartoons or any other waste materials around the shop. ENLU urges to adhere to five-point resolution The Eastern Nagaland Legislature Union (ENLU) has also expressed happiness over the “fruitful” tripartite talk of State Government with the representatives of Chang and Yimchungru tribes to find amicable and permanent solution to the Chang-Yimchungru issue. Co-convener of ENLU & minister for Health & Family Welfare, P. Longon in a press release informed that the two-day tripartite talk was attended by the Chang leaders led by MP Nokshang, President, Chang Khulei Setshang (CKS), the Yimchungru leaders led by K. Keozhi, President, Yimchungru Tribal Council (YTC), while the State government was represented by Sentiyanger Imchen, Commissioner, PF Zeliang, IGP, and KN Chishi, Secretary, Law & Justice. For the past five years, interactive streaming companies like Spotify, Rhapsody, and Rdio made a version of the dream possible, with Spotify staging the greatest push towards cultural ubiquity—it has 60 million active users worldwide, 15 million of whom pay to subscribe. Now, a group of new services want to provide real competition against Spotify and grow the total number of people who pay monthly fees for ondemand music. The latest is Jay Z’s Tidal, announced a week ago with a splashy press conference involving some of today’s most popular musicians. In the coming months, Google will take its YouTube Music Key service out of beta and Apple will put on an ambitious relaunch of Beats Music. Competition, the maxim goes, is good for consumers. But for anyone who’s been paying to stream music for the past few years, it’s hard to see how that will turn out to be the case: To gain the edge, these companies will try to partition what used to be a utopia. When Spotify ruled more or less uncontested, streaming felt like a pretty simple proposition. No longer did listeners have to juggle the time-honored
hassles/joys of maintaining a music library. They could just trust that nearly everything they wanted to hear, a vast bulk of the music ever recorded, was on Spotify. If they were willing to sit through ads, they could listen for free; if not, they could pay $10 a month, a pretty good deal, given the amount of music one got for less than the price of most CDs. Competitors like Rdio offered alternative interfaces, but the selections in its library were much the same. But last year, Taylor Swift deleted all her music from Spotify, ostensibly protesting the service’s ad-supported “freemium” tier, which pays paltry amounts per stream. Other artists, like Bjork and Thom Yorke, have withheld new releases from the stream for similar reasons. In doing so, they challenged the notion of a reliable celestial jukebox, and reminded users of what was lost in the transition from music-collecting to music-streaming—the sense of ownership, the knowledge that the songs you listened to were yours to access forever (that is, of course, until the disk gets scratched or your laptop dies). The feeling of uncertainty around streaming is likely to get worse as companies try to edge one another out. When it was introduced a week ago, Tidal promised great, can’t-legally-find-it-anywhere-else offerings, but its specials were fairly paltry: a streamable version of the recently aired Ri-
hanna single, a Daft Punk short film from 2006, a playlist curated by Coldplay, etc. But this past weekend, it sweetened the pot by premiering another new Rihanna song (a political ballad titled “American Oxygen”) and a video of Beyonce playing an unreleased tune (“Die With You”) in her living room. If those aren’t exactly rare Beatles tracks (the Fab Four still aren’t on any streaming platform), they’re still pretty enticing to pop lovers. It seems possible that the other high-profile owners of Tidal like Kanye West or Arcade Fire could release music exclusively on the platform (at least for a certain window of time), which could drive those acts' sizable fan bases to sign up in droves—except for the individuals who resort to piracy. Then there are the quieter exclusives; alreadyreleased music that appears on one service but not another because of the vagaries of record-label licensing. I had considered switching to Tidal permanently after signing up last week, because the interface is nearly identical to Spotify (what’s missing are social-listening capabilities and a desktop app, though it’s possible both features are on their way), and because I like many of the artists who co-own the platform. But I keep running into gaps in its library; Grimes’s excellent 2012 album Visions, for example, and the well-reviewed new release from Jlin, are on Spotify but not Tidal. So
what am I supposed to do? Pay for two services? Make up the important gaps by buying albums on iTunes, even though it’s not clear which gaps will be permanent? These aren’t the most pressing problems in the world, but they are, at least, more pronounced inconveniences than the ones streaming consumers have faced in the past few years. When the new Beats arrives, this state of affairs may get more hectic. In an interview with Billboard, Jay Z made clear that Jimmy Iovine, the legendary record executive who now works with Apple, had been competing with Tidal for celebrity-musician endorsements. This might explain why big names like Taylor Swift and Drake didn’t join their friends Nicki Minaj and Madonna at last week's press conference; it's possible they're aligned with Beats instead. Apple’s huge market reach and deep pockets also means that record companies have another party to negotiate distribution rights with, which gives labels power to ask for more favorable deals. It seems likely that this will lead to the various services' catalogues becoming patchier, perhaps fluctuating over time à la Netflix’s Friendsone-month-then-gonethe-next offerings. (Probably not as dramatically, though; it’s in labels' interest, generally, to have their music as widely available as possible.) Services compete on more than content, of course. Interface mat-
ters—but only to an extent. Radio has consistently won glowing reviews for its ease of use, yet it doesn't publish user counts and is believed to lag far behind Spotify in popularity. Beats has touted its robust recommendation engine, but it's not clear how many people are using it. Tidal’s dashboard looks like a clone of Spotify's, and its much-publicized $20 subscription is for access to lossless audio, whose superior quality can only be discerned by some people on some sound systems. What about competition’s effect on price? It was rumored that Apple's Beats would undercut Spotify on subscription fees, but recent reports say that the music industry has demanded a base subscription of $10 a month— the same as a Spotify paid membership, or the basic (no hifi audio) Tidal tier. Many in the record industry have also been vocal about opposing Spotify’s “freemium” model; if Spotify got rid of free streaming, some might call it a moral victory, but it would be hard to call it a win for consumers. None of this is to say that streaming isn't going to continue its rise as the listening format of the future. The publicity around the Tidal rollout likely led to new users trying out the technology, and Beats will be able to directly market itself to iPhone and iTunes users. More players going after more people is probably a good thing for music in general. When artists lament Spotify’s meager payouts, the real culprit isn’t the streaming service, which pays out 70 percent of its revenue to labels and musicians—it’s the fact that streaming doesn't make a whole lot of revenue to begin with. The most likely way for that to change is for there to be more paying users in the system. So if the golden age of simplicity for streaming's early adopters is coming to an end, the health of the music industry might be worth it.

n her way home from a par ty, 28-year-old Smita suddenly found it difficult to breathe. Her heart was pounding and she felt she would die that very moment. Her friend immediately drove to the nearest hospital. The emergency room doctor administered a tranquillizer and insisted that she stay overnight in the hospital to rule out a heart attack. Smita lay awake all night listening to the beep of the cardiac monitor attached to her. In the morning all her tests were clear. Yet, overnight her world turned upside down and her sense of safety was fractured-the doctor had also told her that she'd suffered a panic, or anxiety, attack. Over the next couple of months, Smita had three similar episodes quite unexpectedly. Her GP diagnosed them as anxiety attacks. Yet she resolutely refused to see a psychiatrist or take any anti-panic medication. Instead she embarked on a blitz of alternative therapies: Reiki, Pranic healing, yoga and meditation. The yoga and meditation helped reduce the intensity of her attacks, but Smita continued to be preoccupied with ir-
rational fears of a serious undetected illness. She had also become vigilant, constantly monitoring her body for anything out of the ordinary: any twinge or strange sensation would trigger catastrophic thoughts, leading to more panic. Soon she quit her job and became a recluse, restricting her outings to a minimum. In a year's time, her boyfriend gave her an ultimatum: "See a psychiatrist or break up with me." On hearing her story, the psychiatrist told her that an energy drink she'd had at the party probably triggered the initial attack. Smita's initial panic attack frightened her so much that her problem now stemmed from a fear of another attack. The doctor told her that panic attacks could be triggered by physical illnesses, hormonal imbalances, stress and psychological disorders. An experience of intense anxiety scares the person to the point that panic takes on a life of its own. The psychiatrist gave Smita two options-medication or a new approach, developed by Reid Wilson, PhD, author of the book Don't Panic: Taking Control of Anxiety Attacks, which promised rapid results. He told her
that as she'd already tried relaxation with little improvement, behavioural techniques would take a long time to help. Medication focuses on reducing symptoms and discomfort. In Dr Wilson's approach, it's the opposite. Here one seeks to increase the discomfort in order to allow the mind to 'habituate.' The more frequently you allow yourself to experience anxiety, the sooner you get used to it. He explains this with the example of wearing new shoes. When you first wear them, you are very aware of them but soon you are quite comfortable with them. To provoke an anxiety attack Smita's psychiatrist asked her to breathe rapidly. Within a few breaths some distressing symptoms including tightness and tingling in the chest started and these sensations triggered upsetting thoughts. At this point he asked her to personify the panic disorder (PD) and talk to the PD as though it were another person and to continually ask it to "bring on more anxiety." It scared her at first, but after doing this a few times she found she was no longer as frightened

hortly after reading the news that Don McLean had sold the original lyrics sheet for “American Pie” at auction for $1.2 million, I found myself on a website I don’t visit often: GlennBeck. com. Three years ago, the conservative pundit used his radio show to spin out a line-by-line lyrical interpretation of McLean's 1971 classic. The song chronicled the death of old American ideals, Beck argued—and offered a dark prophecy about the years to come. “Our culture has erased the meaning of anybody who tried to issue a warning,” Beck told listeners. “Anybody who was on the other side. They’re trying to do it now with The Hobbit and The Lord of the Rings and they are saying that that has nothing to do with Jesus and Christianity ... They try to do this every step of the way and they’ve done it with much of music.” Setting aside the culture-warrior rhetoric (who’s “they”?), Beck was actually just taking part in a grand American tradition: treating the 800+ words of McLean’s 1971 single like a Talmudic scroll. UnderstandingAmericanPie.com has a separate page for each of the song’s six verses, plus ones for the chorus and cultural context. The Genius.com breakdown of the tune combines the collaborative efforts of 61 people. The Song-
Meanings.com lyrics page has 335 comments. And McLean over the years has declined to explain the song’s words, a fact that allowed Christies in its delightfully overblown sale notice to speak of “AN ENDURING ENIGMA,” with the historian Douglas Brinkley writing that "American Pie" is “a talisman, which, like a sacred river, keeps bringing joy to listeners everywhere.” The solemn reverence surrounding the song might strike some of its younger fans as a little amusing. And it definitely irritates the song’s many detractors: "Who the hell wants to actually understand this crap?" Michael Lopez wrote at the Phoenix New Times, placing it at No. 4 on the list of songs that make him hate music. "American Pie" might just be the artifact that epitomizes how 2015 pop culture relates to boomer nostalgia: Depending on your point of view it's enormously significant, a fun pop song, or insufferably sentimental. That's probably because the song itself is a work of boomer nostalgia. McLean's inspiration, famously, was the plane crash that killed Buddy Holly, Ritchie Valens, and J.P. Richardson a.k.a. The Big Bopper in 1959. The verses gesture at 60s icons like Bob Dylan and the Rolling Stones. Released in 1971, it concludes with a gloomy vision of a time, and a genre, ending. If you want the details, Beck is as
good a source as any, with an explanation so precise that it tells you which lines correspond to which particular years of the flowerchild decade. But I certainly didn’t have any of this stuff in mind when middle-school me threw the song next to Green Day onto my Napster-enabled CD mixes around the turn of the millennium. It didn't matter to the people who bopped in clubs to Madonna’s sugary cover, which lopped off many of the lyrics and hit No. 1 on the dance charts. And it doesn’t matter when you’re listening to Weird Al’s version, which wistfully retells the plot of The Phantom Menace. The song keeps getting recycled, and its deeper meaning seem to be the least of the reason why. “In an era of increased globalization, fluid social values, and with the loss of musical innovators such as Kurt Cobain and Michael Jackson, ‘American Pie’ retains today the same poetic universality it held in 1971,” the Christie’s writeup says. It’s a nice thought, but it seems safer to say that what's universally appealing are the internal rhymes of the chorus and the stickiness of the melody, looped more times than even Max Martin would dare. The fact that the words are impenetrable without knowledge of the 60s, and yet the song remains vibrant, almost undermines the message: Music, it turns out, can't die.

There's a surprisingly playful way in which it can be treated by the sensations she experienced. As homework, using her imagination and her breathing, Smita was given the task of trying her best to bring on the anxiety as many times as possible every day. The aim was to learn how to mentally change her attitude to the distress from "dangerous" to "this is a game," and seek out every opportunity to do this. In addition he asked her to download the free Playing with Anxiety storybook, which explains this approach. By her next session Smita was already much calmer and feeling more in control and willing to experiment further. Over the next few sessions both she and the psychiatrist worked out a number of increasingly difficult weekly tasks and each week she found her distress tolerance increasing. In time, she even agreed to travel in a crowded commuter train during rush hoursomething that a month earlier would have been

impossible. While Smita made rapid progress, possibly due to her high motivation fuelled by the fear of losing her boyfriend, I have found that the most difficult part of this approach is persuading sufferers to face their fears. Rather than the severity and duration of the problem, a willingness to "play" with this anxiety determines the success of this approach. I have even seen patients who have succeeded in using the approach after reading Don't Panic. Slightly modified versions of this approach have also been found to be useful in helping people get over other anxiety disorders, including obsessive-compulsive disorder (OCD). Those too scared to use this approach can still be helped with medication or traditional behavioural methods such as cognitive therapy, hypnotherapy and relaxation hypnotherapy but they take much longer to get over the problem. ane Lu’s success started like many others. She got up early each morning, put on a suit, waved goodbye to her supportive parents and left for work. The only difference was that the 28-year-old didn’t have an office to go to, a formal job title or a boss to report to. Keeping her ventures a secret in fear that her parents wouldn't approve, Ms Lu would venture into the city each day under the guise that she was still working hard as an accountant and sit down in a cafe or the State Library and secretly contact wholesalers, organise marketing campaigns and find new, affordable fashion as she built her online shopping empire Ms Lu’s story is one of perseverance, determination and achievement with her successful online shopping venture ShowPo.com reportedly turning over $10 million in the past calendar year. She distributes clothing to 45 countries, has 420,000 followers on Instagram and 464,000 friends on Facebook, attributing her success to dominating the social media platforms. Ms Lu said even though she may not have been completely honest with her parents at the start of her career, she knows they are beyond proud of her accomplishments. ‘At first they said ‘I don’t understand how you had the guts to do this’ but in reality it was them who left everything to take their young family to Australia,’ she said. 'They quit their great jobs to work as cleaners and in factories, now that is gutsy,’ she added. She said she knows it was their initial investment and support that helped her put herself out
there and maintains that she doesn't know anyone that's worked as hard as them. After reading about her triumphs it will surprise you to know that her road to success was paved with a few failures. Ms Lu would be the first to admit that things don’t always work out the first time you give it a crack. She started her professional life in corporate finance first securing an elusive graduate position with KPMG and then moving on to accounting firm Ernst & Young. After spending some time pondering her future life as a corporate go-getter, she said she was left feeling unfulfilled. ‘I wasn’t getting much out of my day to day and a uni friend said they wanted to start a business so I quit my job and blindly followed,’ she told Daily Mail Australia. Ms Lu’s family, in a show of unwavering support, lent her money for the start up venture, a pop-up fashion shop in the city. It took some time but eventually Ms Lu saw that the business wasn't taking off and she was left with $50,000 of debt. ‘It was really devastating when my first attempt failed. I’d quit my job so I couldn’t really go crawling back to my old employers. 'It was also right in the middle of the global financial crisis so I really had no other option but to continue on,’ she said. Being faced with the option of flight or fight, Ms Lu secretly soldiered on in the hopes that she would have better news to give her parents soon. My parents lent me money to start up my first business and after it failed it felt really hard to justify to them why I didn’t want to go back to business, which was their dream job for me.
'Selling clothes online was completely foreign to them. They don’t even use email,’ she said. In a few short years Ms Lu has managed to take her business from a dream to cold hard reality. She said if she had given up when she first failed she would have never achieved what she has today. ‘So many young people have a fear of failure but having failed, I can tell you it’s really not as bad or as scary as it seems. ‘It is worth the risk and you should always back yourself,’ she added. Ms Lu said although she could have spent a lot more time on the couch after her first disappointment she found it really motivating to get up every day with purpose, as if she had a boss to report to, and work for the job she really wanted. ‘It can be so easy to sit at home and watch TV or go to the beach with other friends who aren’t working but you can’t let yourself do that. It's about being productive every day.’ After being brought up in a ‘very academically focused’ environment Ms Tu said she wasn’t once taught how to be successful if you pursue a creative career. ‘Life is long and people have to stop thinking that you can’t spend some of that time time when you are young to investing in yourself and what makes you happy.’ ‘Your work life pretty much takes up the majority of your life so why not work to live instead of live to work,’ she added. After taking the online shopping market by storm Ms Tu said it was social media that catapulted her to success. Her online community and small group of staff became the unofficial face of her brand as she encouraged clients to post photographs of themselves wearing their recent purchases to further showcase the latest merchandise. Her social media reach was only further extended each time a satisfied customer posts a picture on Instagram and Facebook. ‘Basically, I had no money when I started the business so I needed social media
to get the brand out to our community.’ Coming into a market where big businesses hadn’t quite grasped the power of social media Ms Lu said there was a huge marketing sector that could be taken advantage of. ‘The small quick and nimble can really dominate a market like that because big business didn’t know how to capitalise on it.' She said while she was starting out social media remained relatively unknown with big businesses blowing it off as ‘a fad’. ‘It’s about building a loyal community who are genuinely interested instead of paying for advertising to just make sales.’ Ms Lu’s family immigrated from China during political unrest in 1994 when she was eight years old and she said it was that initial sacrifice which gave her the opportunity to flourish in Australia. Even after becoming a front runner in Australian online business Ms Lu said she still finds it ‘bizarre’ to think of herself as a role model for women who are out there working hard to achieve their dream. ‘It is so bizarre, I mean, I don’t really have any experience, my first business failed so really if I can do it, anyone can do it.’ Her positive attitude caught the attention of The League of Extraordinary Women and they asked Ms Lu to take her story to the 'Run the World' conference where several of Australia’s most successful entrepreneurs will tell of their trials and tribulations in the hopes of motivating a new generation of young female go-getters. Chiquita Searle, general manager of the League, told Daily Mail Australia that they knew they wanted Ms Lu to speak after hearing of her overwhelming perseverance in the face of crushing adversity. ‘It’s so important for young entrepreneurs to see someone in Jane’s position who didn’t have the perfect run. ‘It really wasn’t an easy journey for her, she quit her job, her first business failed leaving her with $50,000 of debt and she spent years working before she gained any traction,’ Ms Searle said.
Cyberbullying: a virtual menace takes its toll on college students Ellen Selkie

t’s easy to think of college as a time for freedom from problems you might have had in high school, like bullying. You might also think that students have become more confident in their identities, so bullying may not be as hurtful. However, new research shows that cyberbullying is becoming a serious problem on college campuses, especially for female students. Depression and even suicidal thoughts have been found to be high among victims of cyberbullying. In fact, cyberbullying has been associated with a three-fold increase in depression in female college students. My recent study with the Social Media and Adolescent Health Research Team of the University of Washington, that looked at cyberbullying and its negative consequences amongst female students at four universities in the Midwestern and Western US in the fall of 2012, found that a fourth of the students had experienced cyberbullying. In our study, 27% of women had experienced cyberbullying at some point during their college years, whether as a bully, a victim, or both. These rates of cyberbullying are comparable with those seen amongst high school and middle school students, where cyberbullying was believed to be the worst.
bullying have shown that girls in middle and high school were not only at a greater risk of cyberbullying but also had higher rates of suicidal behaviours. Even those who had cyberbullied others were found to have increased odds of depression and alcohol abuse. Amongst the cyberbullying behaviours in college, sexual harassment was most distressful. Such behavior included unwanted sexting or other sexual content, such as sexually explicit text messages or emails. Other cyberbullying behaviours in college included hate speech and hacking of personal online accounts: 26% of students had experienced hate speech. And half of the students reported either hacking another person’s online accounts or being victims of hacking. Our research shows that some other cyberbullying behaviours, such as posting embarrassing photos, revealing secrets without permission, or creating an online profile with an intention to harass, were quite similar to those seen in high school.
Different perceptions of cyberbullying in college It was interesting to note the differences in what is perceived at the college level to be a bullying behaviour. Studies have shown that college students see some cyberbullying behaviours differently than younger students. For example, cyberbullying insults in younger teens Cyberbullying carries a might attack another person’s high risk of depression physical appearance, while in Earlier studies on cyber- college, cyberbullying could
consist of attacking someone’s personal beliefs and identity. Interestingly, name calling, which is explicitly seen to be hurtful in high school years, was dismissed by college students as a joke or taken to be a sign of childish behavior. Another difficult area when it comes to cyberbullying in colleges, is that authorities do not know what to do about it. Whereas in middle and high school, the school might have jurisdiction to enact consequences for bullies or reach out to victims, in college such measures are not in place. Most colleges and universities have policies about sexual assault, hazing and discrimination, all of which are on a spectrum of aggression that includes bullying, but there is little in these policies that can check cyberbullying.
Should authorities intervene? Even students feel that college authorities should not interfere. A previous study has suggested that college students feel that school officials or law enforcement should not intervene if cyberbullying is happening. Often the bullying party remains unknown. Even during our research, we were unaware whether the cyberbully was a friend, acquaintance, romantic partner, or an anonymous stranger. As the field of research is very young, we do not know how much that matters. In terms of addressing this problem, authorities are faced with complex issues. Policies addressing social media and other electronic behaviours in student codes of conduct are, as it is, slim, and cyberbullying
in particular is unlikely to be addressed. Furthermore, campuses rightly value freedom of speech, which could offer protection to online bullies. It is important then for students to learn early on about their digital footprint and the impact that negative posts can have on their future relationships and employment. Colleges too can work toward creating a climate of respect online and in-person, as well as offer support to those suffering from the negative impact of cyberbullying. Finally, if students see cyberbullying, they should voice their concerns over it, instead of remaining silent. As a researcher, I believe that building a supportive community will enable a healthy dialogue on the issue.

Empowerment of women still pose a challenge in Nagaland Azole Maghathun: Below simplification of view on Women Empowerment is dropped in keeping in mind the part played by both sexes. As such, not intended to target or demean menfolk. Much is talked about women empowerment to which our State appears to be no better towards the issue in question, a state where majority of its people are Christians. Whether one likes to agree or not, in our State, even today women emancipation is still an issue posing a challenge so much so that the position of women is in no way in the pink of health as some may perhaps blatantly assumed it to be. By simply saying women in our State are safe & secured and no one stop them in the augmentation of their position if they so want to pursue, is in reality ineffective. It is indeed no less worth nor to deny the fact that women in our State are not subjected to atrocities or other sever subjugated treatments as in comparison to other States. However, one also must know the fact that women's existence does not depend on safety/security alone. Unless She is treated on equal terms without any discrimination and backed & supported as man were/ are so far to partake in any standing activities of society, her security cannot be ensured with certainty. It is surprising if not shocking to find our State as one of the only two States in India (the other is Mizoram) with nil representation of women in the State assembly in the recent analysis data compiled by Bhanupriya Rao, an open data campaigner & RTI activist. Now, one wonders as to what is the actual cause of this indication. Is it because Naga women are disinterested or lethargic in politics? or are they well imbibed or fully immersed in patriarchal mode of living? or are some folklore/traditional norms clamping down women's freedom? or is socialization/ upbringing of children done with patriarchal mindset? or are women not supported or preferred to represent people?. Among many questions these are some that keeps whirling posing as factors sabotaging women empowerment in our State. Perhaps in cognizance of nil representation of women whether at the grassroots or higher level of democratic discourse in our State, the reservation plan was highlighted but for some inexplicable reason, some civil bodies apparently did not feel the need or desired to assent it. And till today with no valid reason surfaced out 50 % reservation for women is still awaiting implementation. Many fails to understand that women empowerment is not to seek physical equality with men. God has uniquely created men & women with their distinctive designs and most importantly with neither of them to discriminate the other. Empowerment of women is to be understood in terms of letting her develop her personality and to perform according to her ability & interest as she wills or choose without any barrier hindering her. As such, women emp. is not seeking physical match with men. But unfortunately, some don't assume it in this way. One such example is that man adamantly not in a position to offer his seat to a standing lady in a moving bus/vehicle with an attitude "Lo ! since you fight for equality with us men, bear it as we bear /bore." What is so tough to grasp about women empowerment that such masculine superiority feeling as this should be slotted out, when it is to be taken as providing a level playing field in society accentuating more to do with mental applicability rather than physical match? While respecting our customary Law/rules, one also wonders as to what is so needed to follow some of its traits that is causing as a hindrance to further any right cause in the society, and when it no longer finds its contextual in our changed/changing society, it is susceptible to prove as doing more harm than serve the society. I presume, discarding or leaving behind those inapplicable traits will not lead to total annihilation of the whole customary law. It is saddening to say that even today some men despite being educated still inclined to dislike women who raise voice especially in public arenas/platforms, uttering male chauvinistic words such as " MAIKI ASE MAIKI NISHENA THAKI BI !!!!!", " MAIKI KHAN YATE HALA KORIBOLE EKU KAM NAIH !!!!!" , " ETU MAIKI KHAN LAKA KAM NAIH JABI !!!!" are often heard of and sadly by some women themselves. These sluggish, stereotyping & prejudice utterances are an indication of the gravity of patriarchal mindset still hovering in our society. Because of the sprinkling patriarchal mentality in the upbringing of children, for instance "since you are a girl you’re supposed to do this, or not do that etc. And when parents wane out "girls are not supposed to fight" I wonder does this mean it is good boys fighting? Words such as these may seem trivial to mention but unfortunately can create a negative lasting impact on the psych of children. Besides grounding children with moral life values they should also be instilled with the lesson to respect each other's freedom and be allow in self proficient actualization without setting any demarcation between boys & girls, be it in any field. In our State, we rarely (or not at all) find women in constituency taken as a preference in elections. Women exercise their political right but merely casting vote which is but already been decided as to whom to vote by someone else & not on her own accord. As men are fielded and supported to contest in elections, on the same ground it will be an efficient /encouraging move fielding women too. If given a chance and backed up/supported as men were/are so far, one can be assured that the political prowess as required will not fail to be displayed by womenfolk and may be even proved much to the desired needs of the society. I personally do not want to remain doubtful as to whether our leaders would give a tilt to revisit the reservation issue and implement 50 % reservation for women in our State. Instead of shrugging off the issue, it should be the concern of everyone to optimum it & the quest for gender equality should be the driving force for the survival of our society's higher well being. The meaning of equality is far incomplete without gender equality which is in the heart of every right thinking human being. Eying Hümtsoe: When someone is deep down in a well, we throw in a rope to help the person out. Reservation is that rope and is required in almost all cases where certain groups of people are unable to come up on their own (due to 101 reasons). Those who don't want to throw in a rope should at least not try to cut off the rope. Some reasonable people might just throw it in! Vihutuo Paira: From the outside, everything looks rosy for women. Young women may not understand the hue and cry about women reservation because apparently they seem to have equal opportunities as men. What they will later realize is that there is a glass ceiling beyond which it is the bastion of men. Decision making positions are "reserved" for men. Women can take jobs which implement/execute the decisions made by men but do not dream to be the one making the decisions. Men are going to be making the important decisions for you. That is the reason why Nagaland could not produce even a single woman MLA in 50 years. Centre says decision on Narendra Modi bats for equality AFSPA after consultation of citizen, faith and culture with all stakeholders
PARIS, APRIL 10 (IANS): Prime Minister Narendra Modi on Friday said that the India government will ensure that every citizen, faith, culture and creed has an equal place in society. “We shall judge our (India's) progress not just by the cold statistics of growth, but by the warm glow of belief and hope on human faces,” Modi said while addressing a gathering at the Unesco headquarters here. “For me, it means many things. We will defend and protect the rights and liberty of every citizen. We will ensure that every citizen, of every faith, culture and creed has an equal place in our society; belief in her future; and the confidence to pursue it.” Modi said that a digital India will create a participative and transparent government. "Our digital India will create a participative, transparent and a responsive government connected to our citizens," he said. But, we are more likely to succeed if we offer affordable solutions, not simply impose choices.” He also referred to the UN last year declaring June 21 International Yoga Day. “Yoga awakens a sense of oneness and harmony with self, society and Nature. By changing our lifestyle and creating consciousness, it can help us deal with climate change and create a more balanced world,” he said. Prior to his address, Modi paid tribute to a statue of Indian philosopher and sage, Sri Aurobindo in the Unesco headquarters. “There is much that we can learn from his humanism and spiritualism, from his belief in the unity of individual consciousness with the world outside; the enlightened purpose of education; the service of science; and, the unity of world, founded on national freedom, diversity of civilizations and autonomy of culture,” he said at the end of his speech.
SRINAGAR, APRIL 10 (PTI): The Centre today said that “no democracy will want to have a law like AFSPA“, but the fate of the controversial act in Jammu and Kashmir will be decided after a thorough consultation with all stakeholders. Union Minister of State for Home Affairs, Kiren Rijiju, while talking to reporters here, said the Ministry of Defence has a “very strong” view that the law should continue because of the “unusual kind of security situation” in the state. “AFSPA is a very special provision and it is invoked in special circumstances. When the situation is ripe, it should be revoked. No democratic society will want to have such a law,” he told reporters here. The minister, however, said any decision on the revocation of Armed Forces (Special Powers) Act (AFSPA) would be taken after consultations with all the stakeholders, provided normalcy is restored. “When it is a very unusual kind of a security situation the security agencies have to face, then this law (AFSPA) is invoked. Now, you must be aware that the Ministry of Defence has a very strong view that this law should continue and we cannot unilaterally make an announcement from the Home Ministry,” he said. The statement by the union minister comes two days after differences between allies PDP and BJP over the issue of revocation of AFSPA came to the fore. While Chief Minister Mufti Mohammed Sayeed said the state government would work towards
a phased withdrawal of AFSPA, coalition partner BJP demanded not to revoke the law, saying the terrorist attacks that took place on Monday must act as an eye-opener for those who advocate the revocation of AFSPA. “It is the consultations for which all the stakeholders have to come together in the interest of the nation and the state… for the security of the people, this law has been used and we have to ensure that it is not abused or misused. That is the concern we have and it is a concern for everybody to see that such laws are not required and normalcy returns and people live with full peace and security,” he said. The union minister said despite appreciable decline in the militancy-related violence in the state there were issues which need to be dealt before a decision on the revocation of AFSPA is taken. “There are issues still that we need to deal with and that one thing you all know that situation seems to be much better in Kashmir, but there are issues which we have to be careful (about) and in national interest, we have to take decisions. But at the same time, the interest of the Kashmiri people, interest of the civilians, it has to be kept in mind for anybody,” he said. He said, “I feel that normalcy will return with the people’s participation in the democratic process, which shows that people want peace”. Indian Prime Minister Narendra Modi had condemned the prospect of bail for Lakhvi, which comes months after India and Pakistan were engaged in their worst cross-border violence in more than a decade in the disputed Kashmir region. "Lakhvi has been re-
leased and he is out of the jail now," his lawyer, Malik Nasir Abbas, told Reuters on Friday. "I don't know where he will go now." A security official also confirmed his release. India's Ministry for External Affairs said before the release that its concern about Lakhvi had been made clear to Pakistan. "The fact is that known terrorists not being effectively prosecuted constitutes a real security threat for India and the world," an Indian ministry spokesman said. "This also erodes the value of assurances repeatedly conveyed to us with
regard to cross-border terrorism." India blamed the Pakistan-based militant group Lashkar-e-Taiba for the Mumbai attack. Ten gunmen infiltrated the city by boat and spent three days spraying bullets and throwing grenades around city landmarks. Indian investigators said Lakhvi was the Lashkar-e-Taiba military chief. He was arrested in Pakistan in 2009 in connection with the attack. Relations between India and Pakistan, which have fought three wars since independence in 1947, nosedived after the
assault and have not fully recovered. A dispute over the Kashmir region periodically flares into violence. Lakhvi was granted bail by an Anti Terrorism Court in Islamabad on Dec. 18, two days after a militant attack on a high school in the city of Peshawar killed 132 children. The fact that he was granted bail just two days after the attack, for which many are still in mourning, forced the government to detain Lakhvi under "Maintenance of Public Order" legislation. His lawyer told Reuters his client has been granted bail because of insufficient evidence.
India's social progress ranking below all neighbours NEW DELHI, APRIL 10 (IANS): India has a low rank of 101 among the 133 countries measured for their social progress, even below some immediate neighbours such as Pakistan, Bangladesh, Nepal and Sri Lanka, indicating the level of meeting basic human needs and well-being, among other factors. Conducted by Social Progress Imperative, a US-based non-profit organisation set up in 2012, the index is seen as a measure of relationship between income inequality and social progress by using the commonly deployed Gini coefficient on income inequality.
"If the world were a country, it would score 64.39 out of 100 on the Social Progress Index based on a simple average of countries and 61.00 on a population-weighted basis," the organisation said in the latest report. India's score of 53.06 is even below that. The countries are rated on indicators of well-being such as health, water and sanitation, personal safety, access to opportunity, tolerance, inclusion, personal freedom and choice. DU students march against menstruation taboo NEW DELHI, APRIL 10 (IANS): Holding placards and raising slogans, Delhi University students on Friday came out on the streets protesting against the taboo and stereotypes associated with sexism and menstruation. The campaign, "Come and see the blood on my skirt", intended to "create, demand and claim spaces where we can have those difficult conversations and learn about our ashudh (impure) bodies and our sexual selves and where we can dismantle the taboos that shame us and regulate our lives," said organisers. Shambhavi Vikram, one of the organisers, told IANS that the march was an attempt to take forward the campaign, Pads Against Sexism, where sanitary napkins with messages inscribed on them appeared on the streets. "We did pads against sexism twice, and through this campaign we are trying to talk about the myths and also highlight the fact that sanitary pads are not affordable and that 88 percent women do not have access to such products," she said, adding that it was also an attempt to fight "period shaming". SRINAGAR, APRIL 10 (AP): Police on Friday fired tear gas to disperse hundreds of people protesting a government plan to build townships for hundreds of thousands of Kashmiri Hindus who fled the Indian portion of Kashmir after the outbreak of insurgency in 1989. There were no immediate reports of injuries as the protesters chanting pro-independence slogans marched toward the city center, Lalchowk, in Srinagar, the main city in Indian Kashmir. As government forces dispersed them, scores of youth regrouped and hurled rocks at them, a police officer said on condition of anonymity as he was not authorized to talk to reporters. They oppose the government plan to build new townships in the region for nearly 200,000 Hindus, known as Pandits, who migrated to Hindudominated areas in Jammu region and other parts of India in 1990. India's rich temples may open gold vaults for PM Modi NEW DELHI, APRIL 10 (REUTERS): The two-century-old Shree Siddhivinayak temple in Mumbai devoted to the Hindu elephant-headed god Ganesha bristles with close circuit cameras and is guarded by 65 security officers. It is one of India's richest temples, having amassed 158 kg of gold offerings, worth some $67 million, and its heavily guarded vaults are strictly off limits. India is the world's biggest consumer of gold and its ancient temples have collected billions of dollars in jewellery, bars and coins over the centuries - all hidden securely in vaults, some ancient and some modern. A few years ago a treasure of gold worth an estimated $20 billion was discovered in secret subterranean vaults in the Sree Padmanabha Swamy temple in Kerala. Now, Prime Minister Narendra Modi wants to get his hands on this temple gold, estimated at about 3,000 tonnes, more than two thirds of the gold held in the U.S bullion depository at Fort

Modi's government is planning to launch a scheme in May that would encourage temples to deposit their gold with banks in return for interest payments. The government would melt the gold and loan it to jewellers to meet an insatiable appetite for gold and reduce economicallycrippling gold imports, which accounted for 28 percent of India's trade deficit in the year ending March 2013. India's annual gold imports of 800 to 1,000 tonnes could be cut by a quarter if temples decided to participate in the scheme, say government and industry sources. "We would be happy to deposit our gold to nationalised banks if the policy is beneficial, safe and earns good interest," said Narendra Murari Rane, chairman of the trust for the Siddhivinayak temple, portions of which are gold-plated. But some Hindu devotees are not happy with the idea that their offerings could be melted down.
A Mumbai-based gold merchant, who said he and his father had donated around 200 kg of gold to Siddhivinayak and other temples over the years, said it would be a sin for the temples to earn interest on the gold offered to the gods. "I make donations to God; not to any temple trust," the 52-yearold merchant said. Modi would also like to convince Indians to open their family vaults, which hold an estimated 17,000 tonnes of gold in jewellery and other heirlooms. But it will be much harder to convince Indian families, who sometimes have little faith in financial institutions, to break tradition and hand over gold passed down the generations. India's love affair with gold spans centuries and is rooted in the Hindu religion. One of the biggest annual buying seasons is the Diwali festival around October to November. Gold marriage dowries are widespread and with 70 percent of the population rural, gold is financial security.
Interest Rate Key Key to Modi's plan will be the interest rates offered for gold deposits. A similar gold monetization plan launched in 1999 proved ineffective, in part because the interest rates offered on gold deposits were regarded by temple officials as too low. Under that scheme India's top lender the State Bank of India offers 0.75 percent to 1 percent and only 15 tonnes of gold has been deposited so far. Temple officials at Siddhivinayak and Shri Saibaba Sansthan in Shirdi, both in Maharashtra, say they expect interest rates in the new scheme to be much higher and so would consider participating. The government plans to reveal rate details when it launches the new scheme. Siddhivinayak's Rane said he expected at least 5 percent interest on gold deposits. Rajendra Jadhav, executive officer of the Shri Saibaba Sansthan temple trust, said rates will also be key to his temple's decision. He declined to say how
much gold the temple, dedicated to a 19th century saint, had in its vaults. A successful gold monetization programme could go a long way in helping India reduce its trade imbalance. India raised the import duty on gold, the country's biggest non-essential import, and imposed other restrictions in 2013 after the current account deficit hit a record $190 billion. If India can cut imports, that would pressure gold prices that fell to a four-month low last month before recovering. Lower gold prices will help India cut its import bill.However, a successful scheme could also expose the government to potential risks, if gold prices were to take off and depositors decided to withdraw at the same time. "There is going to be a lock-in period under the new gold monetizing scheme," said Sudheesh Nambiath, an analyst at precious metals consultancy GFMS. "Banks will have to replenish the stocks with imports later (if temples withdraw gold)."

Pak lawmakers vote to stay out of Yemen conflict Who Is Actively Striking Yemen? SAUDI ARABIA: The kingdom leads the coalition carrying out airstrikes in Yemen targeting the rebels known as Houthis and their allies, namely forces loyal to former Yemeni leader Ali Abdullah Saleh. Saudi Arabia has deployed some 100 fighter jets, 150,000 soldiers and other navy units for the operation, according to reports by Saudi-owned satellite news channel Al-Arabiya. UAE: The seven-emirate nation has dispatched its fighter jets in strikes targeting Scud missiles in Yemen, as well as Houthi camps, air defense systems and other military targets, the state-run WAM news agency has reported. The news agency has said 30 jets from the UAE were taking part in the strikes.

ISLAMABAD, APRIL 10 (AP): Pakistan’s parliament on Friday decided not to join the Saudi-led coalition targeting Shiite rebels in Yemen, with lawmakers adopting a resolution that calls on the warring parties in the impoverished Arabian Peninsula country to resolve the conflict through peaceful dialogue. After days of debating, Pakistani lawmakers unanimously voted in favor of a resolution, which states that “the parliament desires that Pakistan should maintain neutrality in the Yemen conflict so as to be able to play a proactive diplomatic role to end the crisis.” The predominantly Sunni
Pakistan, which has a Shiite minority of its own and shares a long border with Shiite powerhouse Iran, has been concerned about getting involved in Yemen’s increasingly sectarian conflict and a Saudi-Iran proxy war in the region. The conflict in Yemen pits the Saudi-led Sunni Gulf Arab coalition against Shiite rival Iran, which supports the rebels known as the Houthis and has provided humanitarian aid, though both Iran and the rebels deny it has armed them. The growing regional involvement risks transforming what until now has been a complex power struggle into a fullblown sectarian conflict like
those raging in Syria and Iraq. Since the Saudi-led coalition launched the aerial campaign more than two weeks ago, pro-Saudi groups have rallied across Pakistan, urging Islamabad to join the coalition. The rallies, organized by a militantlinked Sunni group and Hafiz Saeed, who heads the Jamaatud-Dawa religious group, have condemned the Shiite rebels’ advance in Yemen. Sudan also has offered to dispatch 6,000 soldiers for ground operations for the coalition as well, Osman said. EGYPT: Egypt is believed to be offering both aircraft and naval vessels for the operation, though officials have not offered any breakdown of their contribution, nor said whether they’ve launched any strikes.

this will “have a critical fallout in the region, including in Pakistan,” the resolution said. The parliament also urged Muslim countries and the international community to intensify their efforts to promote peace in Yemen. It called on Pakistan’s envoys to “initiate steps” before the U.N. Security Council “to bring about an immediate ceasefire in Yemen.” Even though the lawmakers opted to stay out of the conflict, the parliament also expressed its “unequivocal support” for Saudi Arabia, vowing that in case of any violation of its territorial integrity or any threat to the Muslim holiest places in the kingdom,

The toughening of the Sedition Act, which dates back to British colonial rule, comes after a crackdown in which scores of people have been detained under the law in recent weeks since opposition leader Anwar Ibrahim was jailed in February on sodomy charges. The latest amendments to the law passed through parliament after more than 12 hours of debate that dragged into the early hours of Friday. The changes drew criticism at home and abroad, including from the United Nations. Under the new law, the government can block electronic media that is deemed to be seditious, extending its reach into Malaysia’s largely uncontrolled online media landscape. Last month, authorities arrested editors from an online news portal for sedition, sparking outcry over the wide usage of the law. Harsher penalties for those convicted under the amended law include the removal of a fine of up to 5,000 ringgit ($1,371) and a possible jail term of three years, to be replaced by a mandatory jail term of between three and seven years, said deputy home affairs minister Wan Junaidi Tuaku Jaafar. Despite the harsher punishment, criticism of the government or the judiciary will no longer be regarded as seditious, Wan Junaidi said. Courts will also determine whether a person charged under the act can be released on bail, although suspects can be prevented from leaving the country. Earlier this week, Malaysia passed an antiterrorism bill allowing for the reintroduction of detention without trial, which had been removed under Prime Minister Najib Razak’s ambitious reform agenda in 2012. The Sedition Act was one of a series of laws that were meant to be repealed. However, Najib held back after disastrous election results in 2013 and the law has since been used against opposition politicians, journalists, academics and activists. “You have to bear in mind that circumstances change. From time to time, we need to re-evaluate things,” Najib said late on Thursday. The government move to toughen the Sedition Act further was criticised by opposition politicians and rights groups, including the U.N. High Commissioner for Human Rights “It is very disappointing that the Malaysian Government is now proposing to make a bad law worse,” Commissioner Zeid Ra’ad Al Hussein in a statement before the parliament vote.
LONDON, APRIL 10 (AP): The World Health Organization says the year-long Ebola outbreak in West Africa still qualifies as an international emergency even though the number of cases has plummeted. Last August, the U.N. health agency declared the epidemic of the lethal virus to be a global emergency after the deaths of nearly 1,000 people, mostly in Guinea, Sierra Leone and Liberia. At the peak last year, hundreds of new cases were being reported every week. In an update this week, WHO reported there were 30 confirmed cases last week in Guinea and Sierra Leone; the last case in Liberia died on March 27. Dr. Bruce Aylward, who is leading WHO’s Ebola response, said the decline appeared to be real, rather than just “a pothole on the bumpy road to get to zero cases.” To date, Ebola is estimated to have infected more than 25,500 people and killed 10,587, mostly in West Africa. During a press briefing in Geneva on Friday, Aylward said WHO’s Ebola
emergency committee believes the risk of the virus spreading globally appears to be dropping even though officials still don’t know where the virus is spreading in most cases in Guinea and Sierra Leone. “We are still not controlling the epidemic,” said Brice de le Vingne, director of operations for Doctors Without Borders, who noted past lulls in the outbreak have often been followed by surges in cases. He said the designation of Ebola as a global emergency is also necessary to speed up paperwork for the ongoing experimental drug and vaccine trials in West Africa. Other experts agreed it’s too early for WHO to downgrade the status of the biggest-ever Ebola outbreak and warned the recent fall in cases may be deceptive. “It is just that we are used to (seeing) large numbers of cases and deaths,” said Oyewale Tomori, a Nigerian virologist who sits on WHO’s Ebola emergency committee. “These numbers should still frighten us.”
PANAMA CITY, APRIL 10 (REUTERS): The U.S. and Cuban foreign ministers sat down for talks late on Thursday in the highest-level meeting between the two sides since the early days of the Cuban revolution more than half a century ago. U.S. Secretary of State John Kerry met with Cuban Foreign Minister Bruno Rodriguez in a Panama City hotel, the latest step toward better ties since President Barack Obama announced a historic shift in Cuba policy on December 17. Kerry and Rodriguez talked sitting face to face on separate white couches in a room visible through a large glass window. The meeting appeared to last more than two hours and broke up at around 11:30 p.m. At times,
Kerry gesticulated to Rodriguez with his hands as security officials stood guard outside. The meeting took place on the eve of the Summit of the Americas in Panama, where Obama and Cuban President Raul Castro will cross paths along with other leaders in the region. Obama appears to be close to removing Cuba from the list of countries that the U.S. government says sponsor terrorism. Cuba’s inclusion on the list has exacerbated tensions and made it harder for U.S. firms to do business in Cuba. The U.S. State Department has now recommended that Cuba be taken off the list, a U.S. Senate Foreign Relations Committee aide said on Thursday. Obama’s decision to move to-
ward restoring full diplomatic ties marks a sea change in relations since the Cuban revolution, when U.S.-backed dictator Fulgencio Batista fled the island on Jan. 1, 1959, as Fidel Castro and his revolutionaries seized control. Myanmar consider reforms in high level talks NAYPYITAW, APRIL 10 (AP): Opposition leader Aung San Suu Kyi held talks with Myanmar’s top political and military leaders Friday in what a government spokesman described as a “successful meeting,” but there was no sign the participants bridged their differences on political reforms ahead of an election later this year. Reaching at least a general agreement is probably a prerequisite for Suu Kyi’s National League for Democracy to take part in the polls. It feels that several clauses in the constitution are unfair, including one that does not allow Suu Kyi to become president because her sons are foreign citizens. Ethnic minority parties also want some changes in the constitution, which was enacted under military rule in 2008. The unprecedented talks at the presidential house in Naypyitaw brought together President Thein Sein, Suu Kyi, top military commander Senior General Min Aung Hlaing, the speaker and the president of both houses of parliament and a representative of ethnic minorities, Aye Maung. “What is important is that these talks continue and this
should lead to the kind of agreements that will smooth the way to free, fair, inclusive elections,” Suu Kyi told reporters Thursday ahead of the talks. She declined to say if her party would boycott the elections if she finds conditions unacceptable, as she has suggested in the past. A boycott could give the international community the perception of an unfair election, and lead to a slowdown in aid that is needed to boost Myanmar’s economy. Moves toward democracy under Thein Sein led many Western countries to ease sanctions they had in place against the previous military regime. Her National League for Democracy party is considered to have a strong chance of defeating Thein Sein’s military-backed Union Solidarity and Development Party. Suu Kyi’s party boycotted the 2010 polls because it believed the legal conditions were unacceptable. It participated in 2012 by-elections after some rules were amended, and won 43 of the 44 seats it contested. In his introductory remarks at the meeting before the doors were closed to the press, Thein Sein said “personal and political party in-
terests should be set aside and work be done in the interest of the country,” also paying heed to the importance of holding a free and fair election. President spokesman and Information Minister Ye Htut told reporters that the meeting “discussed issues on constitution amendments, the ethnic peace process, the holding of a free and fair election and stability during the post-election period.” He said the two-hour gathering “was held in a frank and open manner and all agreed that it was a successful meeting,” and that the participants agreed to meet again when parliament reopens. It is in holiday recess now and will resume its work on May 11. MELBOURNE, APRIL 10 (REUTERS): Former Australia captain Richie Benaud, the celebrated 'voice of cricket', has died at the age of 84 after battling skin cancer. A giant figure in the game both on and off the field, Benaud died in his sleep in a Sydney hospice late on Thursday, his employer Channel Nine reported, citing family. "Our country has lost a national treasure," Cricket Australia chairman Wally Edwards said in a statement. "After Don Bradman, there has been no Australian player more famous or more influential than Richie Benaud." Benaud said last November he was fighting a skin cancer on his head and his public appearances became rare in recent years. "Eighty-four-year-olds don't seem to mend as well as they used to," he said at the time in his typically wry style. After 35 years calling Australian cricket
for Channel Nine, Benaud was unable to take his spot behind the microphone in the summer of 2013/14 after crashing his vintage car near his home in Sydney's beachside suburb of Coogee. Flags flew at halfmast at the Sydney Cricket Ground, Benaud's home as a first-class cricketer for New South Wales, and flowers were laid at his statue at the venue. His family were offered a state funeral by the country's Prime Minister Tony Abbott. Widely seen as the most influential figure in post-war cricket, and revered as a voice of conscience in a sport often riven by politics and selfinterest, Benaud's loss was a "sad day for Australia", Abbott said. "There would hardly be an Australian over the last 40 years who hasn't listened to Richie Benaud," Abbott told state radio broadcaster ABC. MUMBAI, APRIL 10 (REUTERS): A Rajasthan Royals player in lucrative Indian Premier League was offered money to influence a game last month but reported the approach to the country's board, the team said on Friday. The player, who was not named, was offered money by a state team mate if he followed a "pre-decided pattern of play", the Indian Express newspaper reported. Confirming the approach, the Rajasthan franchise said the player immediately reported the incident to the Indian cricket board's (BCCI) Anti-Corruption and Security Unit. "Over a month ago, a player from Rajasthan Royals was approached inappropriately by a player (who was not part of the IPL) in connection with the Indian Premier League 2015 matches," Rajasthan CEO Raghu Iyer said in a statement. "Rajasthan Royals commends the player for having reported this incident immediately and for his honesty and uprightness. "His dedication to maintain the highest standards of integrity needs to be lauded." BCCI secretary Anurag Thakur confirmed that the player had informed the anti-corruption unit about the incident. "A player was approached and he immediately intimated BCCI anti-corruption unit. Glad that BCCI education policy showing positive results," Thakur said on Twitter. Why should a quarrel between two specific Individuals or Villages develop into a full scale conflagration between the two whole Tribes? No doubt the present case is a land boundary Issue; but should the whole Chang Tribe and the whole Yinchungrü Tribe get on each other with earnestness; Is it not an Issue between Two Villages only? Other places in India, people do not feel Tribal and so trouble between Peoples are quickly taken up by Mobs which do not differentiates people into Us and They but becomes a Free for all whether Innocent uninvolved or not. Mobocracy is being developed fast in the Nagas too; and in the last March 5 incident at Dimapur, some people quickly grew into incensed senseless Mob on wanton rampages against Iron Shutters, Cabbages, Chillies, green Vegetables, Cloths and lifeless Materials in the Market. he Nagaland Medical council constituted under the Nagaland Medical Council act of 2014 and as a mandatory requirement of the Medical Council of India has been formed. The members under the leadership of Dr. L.M. Murry (retired) Director of Health and Family Welfare as its first president has begun functioning. The council shall hence forth function as a statutory body under the MCI Act of 1956, to fulfil its duties for health care professionals in particular the doctors and in general to the people of the state with impartiality and to the best of its ability. Apart from getting all the doctors who practice Allopathic form of modern medicine registered in the state , it will fulfil its duties which also include duties to the proposed medical college, and to see that doctors adhere strictly to the Medical Council of India’s (MCI) code of medical ethics. Children's Story written by Britain's Queen Victoria when she was just 10 years old is set to be published this summer (15), 114 years after her death. The young Victoria used her imagination to fill over 100 journals with stories and among them was The Adventures of Alice Laselles by Alexandrina Victoria, Aged 10 and 3/4, about a 12-year-old girl who is sent to boarding school when her father remarries. The tale, which was dedicated to her "dear Mamma", Princess Victoria of Saxe-Coburg-Saalfeld, will be released in June (15), making it the earliest piece of her written work ever to be published. She died in 1901 after becoming Britain's longest-serving monarch after sitting on the throne for 63 years.

inger Gwen Stefani has got a three-year restraining order against her fan, Richard Portnoy. According to TMZ, Portnoy is so obsessed with her and he threatened to commit suicide when he looked at photos showing Stefani tripping. Portnoy allegedly tried to follow the star to a medical clinic. He also appeared in the singer's house multiple times. He reportedly came bringing gifts, such as flowers and candy for Stefani, and also wrote a letter which contained his promise to Stefani that he could change her unhappy life. According to the court declarations, Portnoy once told the singer's father that he had seen photos of Stefani appearing to trip, and if she injured herself, he would not be able to go on living.
