DIMAPUR, APRIL 17 (MExN): National President of the BJP, Amit Shah for the first time visited Nagaland state on Friday. This was the BJP President’s maiden visit to the state. He was accompanied by the party’s national general secretary, Ramlal. A press note from the BJP Nagaland state unit reported the BJP President as saying that the BJP would never ally with the opposition Congress in any way. He categorically stated that there can never be the BJP and the Congress in the same camp or in the same government. In a meeting with state party workers, Shah discussed the law and order situation and developmental aspects of Nagaland state. The BJP President said that the NE states do not lack funds and central assistance but lamented that corruption at many levels has hampered the developmental projects meant for the grass root level. Developmental policies and funds provided by the central government for developmental purposes does not reach the people, he was reported as saying. He further assured to all the district presidents that an office would be built in all 11 districts of the state. Shah then called on the Governor and discussed with him the law and order situation in the state. He also interacted with various NGOs and civil societies.

Naga Hoho calls for early settlement of Naga issue
DIMAPUR, APRIL 17 (MExN): The Naga Hoho has written an open letter to the BJP President, Amit Shah regarding early settlement of the Naga issue and also expressed concern over discrimination faced by minority communities, including Christians in India. The Naga Hoho stated that the Naga struggle has turned out to be costly both for India and for the Naga people in terms of loss of life and property and also the values cherished by modern democratic societies around the world. “Since the aspiration of the people in the country cannot be either wished away as insignificant or violently suppressed by any responsible government, especially those questions related to fundamental values of human existence and identity of the people, we therefore make our earnest and sincere request to you to kindly address the said issue for the greater interest of both India and the Naga people,” stated the Naga Hoho in its letter. It further said that the Naga people do not want to be left behind for reasons of political errors and expressed
hope that “Naga aspiration will not be stereotyped as a national problem but that you will recognize our rights and identity as a people and do everything by your party as a ruling government to bring about peace and development through honorable and acceptable political settlement.” Asks Centre to look into crimes against minorities The Naga Hoho further termed communal violence in India as “quite alarming” and stated that such sparks of violence should not be seen as stray and inaccessible incidents but rather be seen as social markers of intolerance and discrimination which have no place in any civilized society today. It called upon the BJP at the center to look into the grievances and problems faced by the Christian community in particular and the minority community in general and initiate all possible measures to bring peace and harmony to all the communities to glorify the true meaning and spirit of a secular nation.

In another resolution on Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS), it condemned the policy of the Modi government to dilute and ultimately eliminate the legal right to 100 days of work on demand in rural India. The resolution said in spite of all its weaknesses, the MNREGS had a positive impact on rural employment and wages. “The demand for work projected by the states in their labour budgets (20142015) required an allocation of Rs.61,000 crore. Instead, the government allocated just Rs.33,000 crore in the interim budget presented after the Lok Sabha elections. The amount allocated in the 2015-16 budget remains the same,” said the resolution. It pointed out that in 2014-15 only 15.5 percent of households demanding work had got 100 days work, compared to 51.7 percent of households in 2012-13, and 46.6 percent of households in 2013-14. The average number of workdays is now less than 37 days a year, the lowest since the job guarantee act was passed.

LONDON, APRIL 17 (ThOMsON REUTERs FOUNDATION): More than three million of the world’s poorest people have been forced from their homes, land and jobs over the past decade by World Bank-funded projects, an investigation showed as the global lender vowed to review its policies. The World Bank, which aims to end extreme poverty, has repeatedly violated its own policies on protecting indigenous people, with devastating consequences for some of the world’s “most vulnerable people”, the investigation found. The investigation was led by the International Consortium of Investigative Journalists (ICIJ), which analysed thousands of World Bank records and conducted interviews in 14 countries, including Albania, Brazil, Ethiopia, India, and South Sudan. The Bank admitted last month that it had no idea how many people may have been forced off their land and lost their jobs due to its projects in developing countries, and whether these people were compensated fairly and on time. World Bank President Jim Yong Kim said at the time there were major problems with the bank’s resettlement policies, and launched an action plan to address shortcomings, including improved risk assessment, staff training and accountability. “We are now review-
ing our safeguards policies and I am determined that we will learn from the past and that we will do all in our own power to protect people and the environment,” Kim told a news conference on Thursday. The ICIJ has published its report at a time when the Washington-based bank is trying to ramp up investments in infrastructure projects that often lead to forced resettlement, including dams and highways. The latest draft of the bank’s policy, released in July last year, would give governments more room to sidestep the bank’s standards and make decisions about whether local populations need protecting, they say. “I am saddened to see now that pioneering policy achievements of the bank are being dismantled and downgraded,” the ICIJ quoted former World Bank official Michael Cernea as saying. “The poorest and most powerless will pay the price.”

Empowerment of tribal handloom artisan’s programme underway Dimapur, april 17 (mExN): The inaugural function of HFCLNSITDC skill upgradation and economic empowerment of tribal handloom artisans in the North East states was held at Jotsoma community Hall, Nagarjan, Dimapur on April 16. The programme was sponsored by Indian Infrastructure Finance Company Ltd (IIFCL) National Schedule Tribes Finance & Development Corporation (NSTFDC), Government of India and implemented by Indian Institute of Entrepreneurship, State Office Dimapur, Nagaland. A total of 25 women tribal artisans who were selected to be trained under the project attended the programme. Chief Guest, Taku jarnir Managing Director of NIDC in his speech exhorted the artisans citing an instance of hypothetical situation, that they are the new born children of the sponsors- 11FCL- NSTFDC, and the implementers- LIE. Kohima, april 17 (mExN): Unemployed Trained Nurses Association (UTNA) held an emergency meeting on April 16 at State Academy Hall, Kohima, where all unemployed trained nurses registered under Indian Nursing Council (INC) attended the meeting. UTNA President Bendangmongba in a press release stated that after deliberating the issues and agendas, the Association decided to approach the government to revoke new re-amendment of Nursing Service Rules of Nagaland 2014, which says 50% service entry from open competition conducted through NPSC and 50% by direct appointment batch wise. Kohima, april 17 (mExN): An agriculture-training programme entitled, ‘How to operate and use different machineries and implements in the field” concluded at Dzü-ü Raza, Kohima where 16 Field Staffs of Kohima District Field Functionaries participated. The training was conducted by Kekhrieletuo Yhome, Programme Officer-in-Charge (Farm Machineries and NFSM), Department of Agriculture. According to a press note from Kohima District Agriculture Office, the training, among other things included demonstration
of operation for farm implements and machineries like Power Tiller, Farrow Opener for Zero Tillage, Api-Seed Drill, Dryland Rotary Weeder, Brush Cutter, Water Pump, power weeder etc. The present form of manual farming, Yhome noted, is not conducive to achieve the targeted self-sufficiency and maintained that only through improvised machineries and implements, which again be suitable for hilly terrain, the farmers’ economy can be improve through production of marketable surplus. During the training, the Offi-
cer also explained the enormous responsibilities of AFAs (Agriculture Field Assistants) for achieving positive results toward National Food Security Mission. “One must be able to demonstrate to the farmers without any hitch and flaw the use of farming machineries,” the Programme Officer stressed, “for only then farmer will be convinced.” The role of would-be-trainers AFAs, especially field contact with farmers and the field, remain very important in order to achieve the target of producing marketable surplus for Kohima Sardar.

Mizoram State government to introduce ‘Disturbed Areas’ bill
AizAwl, April 17 (The indiAn express): A law to declare Mizoram’s northern regions bordering Manipur a “disturbed area” will be introduced in the next assembly session but the government will not invoke the Armed Forces Special Powers Act there, Mizoram Home Minister R Lalzirliana said on Friday. Lalzirliana indicated the government will move even quicker to declare the Manipur-based militant group Hmar People’s Convention Democratic (HPCD) as an “unlawful” organisation since political parties of all hues have supported the move. The HPCD demands a tribal autonomous district under the sixth schedule of the Indian Constitution for the Hmar tribe spread over Mizoram’s northern regions bordering Manipur. The Mizoram government accuses the group’s cadres, particularly of the Zosangbera faction, of extort-
ing money from the local population particularly government employees and, most recently, for ambushing a convoy of MLAs and killing three policemen and injuring six other people, two of them civilians. L Bieka, a self-styled “Western Commander” for the HPCD has also recently issued a press statement claiming responsibility for the attacks. The state’s Home Department has pushed for declaring the outfit an “unlawful” organisation (a proposal backed by all political parties in the state) and also for declaring the region they mostly operate in as a “disturbed area” (a proposal opposed by most except the ruling party). But what Lalzirliana said on Friday indicates the Congress, which occupies 34 out of 40 seats in the state legislature, is keen to push forward with the latter as well. Opposition parties as well as some
NGOs have voiced their hostility against the proposal for a “disturbed area” saying Mizoram’s residents suffered atrocities committed by the Armed Forces for two decades during the MNF insurgency and that the government should increase police presence and activity there instead. R Lalzirliana has countered by saying a “disturbed area” tag does not necessarily mean the Army or central paramilitary would have to be deployed in the region and the state can frame its own rules as regards to force deployment. “There will be no free hand given to police such as under the AFSPA, and soldiers will not be deployed,” R Lalzirliana said. If the proposal becomes law, it will be the first time any region of Mizoram has been declared “disturbed” after the end of the MNF insurgency and the birth of the state in 1986.

Tripura tops for 6th year in providing rural jobs AgArTAlA, April 17 (iAns): The Left-ruled Tripura maintained its top position for the sixth consecutive year by providing 88 person-days' rural jobs per household under the job guarantee scheme during the 2014-15 fiscal, a cabinet minister said here on Friday. "Tripura has been providing the highest average employment for the past six years under the MGNREGS (Mahatma Gandhi National Rural Employment Guarantee Scheme)," Tripura Rural Development Minister Naresh Jamatia told reporters here. He said: "Tripura provided 88 days of work per household in the just concluded financial year (2014-15) against the national average of 40
person-days." "Tripura has maintained the top position in providing rural jobs since 2009-10," the minister said, citing from the status report of the union rural development ministry. According to the report, Maharashtra came second with 53 person-days per household, followed by Andhra Pradesh with 47 person-days, Rajasthan with 45.71 and Meghalaya with 46.42 person-days. The National Rural Employment Guarantee Act (NREGA) mandates 100 days of employment in a financial year to at least one member of each rural household in the state. According to the central government performance report on the MGNREGS, of the total of
249,542 panchayats across the country, 33,670 panchayats did not provide any job to any worker. These 33,670 panchayats are mostly in Maharashtra, Punjab, Gujarat, Haryana, Uttar Pradesh, Chhattisgarh and Uttarakhand. The minister said the central government at a very short notice from April 1 introduced the Public Financial Management System (PFMS) to make the monetary system -- from fund allocation by the union and state governments to payment to labourers revoking the previous e-FMS (Electronic Fund Management System). "Though both the systems are transparent, hassle and error-free and pa-
perless besides eliminating administrative delays and we support the new system too, the PFMS was introduced in less than a week's notice, creating problems in some blocks to disburse the wage payments to the workers," Jamatia added. Tripura is providing wages to the MGNREGS workers at their doorstep through business correspondents engaged by various nationalised and regional rural banks, he said. Besides providing rural jobs, the MGNREGS has created rural assets that include household latrines, drinking water sources, rural road connectivity, livestock promotion, pisciculture, watershed management and afforestation, securing livelihood activities.

CPI-M leader arrested in connection with wife's murder AgArTAlA, April 17 (iAns): Police on Friday arrested Tripura Communist Party of India-Marxist (CPIM) leader Jitendra Das, his two brothers and his nephew in connection with the murder of his wife Kalpana Das, an official said. "We have arrested Jitendra Das, his two brothers and his nephew in connection with the murder of Kalpana Das and they would be produced in a court soon," a police official said. Jitendra's wife, Kalpana Das, 62, a retired employee of Tripura police department, was found dead at their home at Ranir Bazar, near here, on Thursday morning. CPI-M spokesman Gautam Das said the incident appears to be that of murder and the party would take appropriate action against Jitendra Das as par the party's norms. Jitendra Das, 64, was the former Sabhadhipati (president) of Paschim Zilla Parishad until July 2014 and a senior leader of the CPI-M Sadar sub-divisional committee. NHPC gets govt nod for land diversion at Dibang power project new delhi, April 17 (pTi): State-run NHPC has received government's approval for diversion of land for the construction of Dibang project in Arunachal Pradesh. "Ministry of Environment, Forests and Climate Change has accorded in-principle approval for diversion of forest land in favour of NHPC Ltd for construction of Dibang Multipurpose Project (3,000 megawatts) in Arunchal Pradesh," NHPC said in a statement. The project will come up on Dibang River in Lower Dibang valley district of Arunachal Pradesh and the company has already received technoeconomic clearance for the project. The 3,000 megawatts (MW) hydel project, being developed by NHPC, was originally scheduled to get commissioned by 2017 but delays in necessary clearances have pushed it back by about two years. The project was cleared by the Forest Advisory Committee (FAC) of the Ministry of Environment and Forests (MoEF), last year. At present, NHPC has an installed generation capacity of 6507 MW and another 3290 MW is under construction, according to the company's website.

While the first tremor, which lasted about seven seconds, was felt at 3:35 AM, it was followed by smaller one at 5:50 AM. The Met department website put the epicenter of the first earthquake at a place in Sonitpur district at 26.8 N Latitude and 92.7 E Longitude, and that of the second tremor in Morigaon district at 26.3 N Latitude and 92.4 E Longitude. The depth of both the tremors has been put at 10 km. Geomorphologically located in earthquake zone V of the Indian subcontinent, the Northeastern region is marked as a highly seismic area. With these, the Northeastern region along with adjoining Bangladesh, Myanmar and Andaman & Nicobar Islands have recorded as many as nine earthquakes in the current month. The 35th “Mikap Thokpa Numit” (Realisation Day) was observed by the All Manipur Students’ Union (AMSU) on Friday with many – including union leaders, representatives of various social organizations and students – paying floral tributes to the two student martyrs who were killed by police during the “Go Back Foreigner” movement of 1980. AMSU president Sanasam Subhachandra led the participants including former leaders of the union to pay floral tributes at the memorial complex of the martyrs at the Pishum Chingamacha hillock in Imphal West in the morning. Mikap Thokpa Numit commemorates the event in which AMSU leaders H Lokendro and P Premananda were shot dead by police on this day, April 17, 1980 during the movement against “foreigners” here in Imphal. Many students were also injured in the police firing. The intense movement launched by AMSU had demanded that all non-locals who had come to Manipur after 1950 must
leave the State. The observance started at 2:30 am at the Chingamacha hillock. Later, a mass procession was taken out by the participants from the hillock, which culminated at DM College of Science campus, Thangmeiband. And a public meeting was organized by the union at the DM College of Science multipurpose hall. A statement released by AMSU on the occasion said that the ILP system was revoked by then Chief Commissioner Himat Singh in 1950 without the consent of the people. It cited that unrestrained influx of migrants into Manipur started right after the cancellation of the erstwhile ILP system one year after Manipur merged with the Indian Union in 1949. The union expressed concern that many areas of the State such as Kangpokpi, Kanglatongbi, Chingmeirong, Sagolmang, Paona bazaar, Thangal bazaar and many others, now have been dominated by non-Manipuris. It added that the population of migrants or non-locals has now surpassed the indigenous population of the state.

new delhi, April 17 (eT): To end what has become a bitter fight between the Congress-ruled Arunachal Pradesh and the Centre, both sides are expected to agree on the imposition of the Armed Forces Special Powers Act in a belt extending only up to 30 kilometers inside the nine districts of the state which border Assam. Since the 1990s, three districts of Arunachal Pradesh, Tirap, Changlang and Longding have been entirely covered by AFSPA while nine other districts have a 20-kilometer corridor covered under AFSPA which borders Assam. In a notification issued on March 27, the Home Ministry extended AFSPA to these nine districts in their entirety. This prompted angry protests by the state Chief Minister, Nabam Tuki, who said AFSPA was being extended to his "peaceful state without any consultations." The Union Home Ministry is now willing to raise the AFSPA belt in these nine districts from 20 to 30 kilometers only. "The Arunachal Government in 2008 had proposed the AFSPA belt can be extended to 30 kilometers in these nine bordering districts. It was then a Congress government as well headed by the late Dorjee Khandu. We now plan to rely on the 2008 proposal for a 30-km AFSPA belt rather than AFSPA covering entire nine districts...extending it beyond 30 kms would cover Itanagar which the state does not want," a senior home ministry official told ET. Washington, april 17 (ians): India’s Finance Minister Arun Jaitley has assured foreign investors that the government of Prime Minister Narendra Modi was working on a more modern tax regime as part of ongoing reforms to increase investment and reduce regulations to realise doubledigit growth. “In order to realise double-digit growth we need to undertake a number of reforms to increase investment and reduce burdensome regulations. Key among them are taxes,” Jaitley said in a speech at the Peterson Institute for International Economics here.
Spelling out a tax vision for India at the leading think tank on international economic issues, Jaitley said he believed that with the reforms underway in India, “we are well on our way to having one of the more modern tax systems in the world.” Noting that India, “one of the bright spots in the economy”, is attracting the attention of investors and policy-makers around the world because of its rising growth prospects, he acknowledged investors’ concerns about tax related issues. Outlining various reforms undertaken by the Modi government, Jaitley said, “Fundamentally

The loss-making airline has a debt burden of about Rs 40,000 crore. Air India aircraft are used by the President, Vice President, Prime Minister, External Affairs and Home Ministers, among other VVIPs. The Ministry of Civil Aviation has taken up the issue with various ministries regarding payment for the travel of VVIPs on Air India aircraft. The government owes around “Rs 500-600 crore” to Air India, official sources said. “These dues to be paid to Air India for using aircraft for travel of VVIPs,” a source said. Ministries of Home Affairs, External Affairs and Defence, are among the major ministries that have accrued Rs 500-600 crore dues till March 31. In its fleet, Air India has five double-deck Boeing 747400 aircraft to cater to VVIP travel. Besides a debt of Rs 40,000 crore, the airline had reported losses to the tune of Rs 5,388 crore in FY-14 as against Rs 5,490 in the fiscal 2012-13. The national carrier is surviving on a bailout package approved in 2012. The erstwhile UPA dispensation had in April 2012 approved Air India’s turnaround plan, with a committed public funding of Rs 30,231 crore, staggered over a period of 9 years, with some specific riders. neW Delhi, april 17 (pti): Oil India, the nation’s second largest state-owned oil explorer, on April 17, said it has commissioned a 54 MW wind energy project in Gujarat and Madhya Pradesh. Saddled between the two states, the project is split between a 16 MW capacity plant at Patan in Gujarat and a 38 MW at Chandgarh in Madhya Pradesh, the company said in a statement. The project cost Rs 439 crore - Rs 126.5 crore for the Gujarat side and Rs 312.45 crore for the Madhya Pradesh location. “With this, OIL’s installed renewable energy capacity (commercial wind energy and solar energy projects) stands at an impressive 126.60 MW,” it said. OIL said the Patan wing of the project was commissioned on March 26 while the Chandgarh site was commissioned on March 31. “The Project, fully funded by OIL, is being run by Gamesa Wind Turbines, Chennai, who are the project developers. The Project Management consultants are Power and Energy Consultants, New Delhi,” it added.

neW Delhi, april 17 (nDtV auto): In a bid to increase its market share in the entry-level bike segment of the country, Yamaha India today rolled out an affordable 125cc bike - the Saluto - at Rs. 52,500 (ex-showroom Delhi). The bike was unveiled at the company’s facility in Chennai. The company claims that the Saluto is the lightest vehicle in the 125cc segment and has been developed as a ‘family-use motorcycle with performance at an affordable price.’ Powering the Saluto is a newly developed 125cc, single-cylinder, air-cooled engine that, mated to a 4-speed transmission, churns out a maximum power output of 8.2bhp at 7,000rpm and 10.1Nm of peak torque at 4,500rpm. Since the bike targets entry-level buyers, its engine has been tuned to offer an impressive fuel economy of 78km/l. With the objective to safeguard, protect and promote the traditional and cultural identity of the Rengma Nagas, the Rengma Selo Zi (RSZ), or the Rengma Youth Organisation, was formally launched here today by Rengma Hoho President Sawathang Kez Seb at Tseminyu Town Hall. RSZ is a social organisation that consolidates the youths from all Rengma villages and ancestrally-inhabited Rengma areas under one common umbrella to facilitate, support and strengthen solidarity and unity among the Rengma people and beyond. The nomenclature 'Rengma Selo Zi' is an amalgamation of the two Rengma dialects where "Selo" stands for "Youth" and "Zi" stands for "Group/ Organisation) with its motto, "Akazü, Inyi" meaning "My land, My people." Speaking on the occasion, Rengma Hoho president said the RSZ is a composition of social leaders, intellectual and officers and welcomed and appreciated this group of people forming to strengthen the 5 existing frontal Rengma organisations. He expressed optimism that the organisation led by seasoned and matured person will bring progress and change in the society.

Kohima, april 17 (mExN): The Angami Youth Organization has “vehemently condemned” the bomb blasts at Lerie Kohima in which three persons were injured. A condemnation note from AYO stated that firing and bombing in civilian populated areas is a “terrorist culture alien to all peace loving society.” Stating that this alien culture of violence will not be tolerated by the AYO “in any manner,” the youth organization urged law enforcing agencies to immediately contain the intent of such destructive nature.
"I hope this organisation is being built to bring in peace, harmony and understanding," he said. The Hoho president also announced that from now on, Rengma Hoho as the apex body of the Rengmas shall include RSZ as one of its official organs in shouldering the responsibilities of the Rengmas. He further appealed to all the Rengmas to extend cooperation to the organisation to forge ahead. A message from Nagaland Legislative Assembly (NLA) Deputy Speaker Er. Levi Rengma was read out on the occasion. Conveying greetings, Er. Levi extended solidarity and support to RSZ. "Considering the circumstances leading our
people to economic, political and social suppression, the youths of the Rengma tribe with the prior approval of all the Rengma frontal organisations seek to work together with other organisations on similar principles and beliefs for the common good and welfare of the community," informed Chenonlo Woch, Secretary, Organising Committee while giving an introduction to RSZ. A Song of Ice and Sometimes Different Stuff 'Entopreneurs' feed growing

his Sunday, Game of Thrones returned to HBO with masked assassins, warrior-eunuchs, caged dragons, and a very creepy witch in the woods. Conspiracies are explained, intr igues advance d, prophecies cast, alliances scrambled. Just 14 minutes pass before the first instance of gratuitous nudity, and then only one more before the season’s first throat-slitting. There’s some male-on-male sex position, some queen-onconsort pillow talk, and an auto-da-fé so brutal that even the hardened brothers of the Night’s Watch can barely stand to watch it. So what does it say about the show, now in its fifth season, that all of the above— plus Peter Dinklage boozing, vomiting, and then boozing some more—ultimately coheres into something kind of bloodless? Yes, the grammar of Games of Thrones’ sexand-swords shtick has become familiar by now. And this isn’t the show’s first season premiere that takes us so many places that none of them quite manages to stick. But it’s also a necessary re-immersion into a world, drawn from George R.R. Martin’s novels, that now has more plots, protagonists, and sweeping locales than Jon Snow has variations of his frown (a lot!). At first we get only tastes of King’s Landing, the Wall, the Vale, and far-off Meereen—and just brief reintroductions to the debauched, self-defeating, tortured, or oth-
erwise flawed characters who live there. So if from the get-go Season 5 feels a tad played-out and directionless (throat-slitting— we’ve been there), by the second week the show is back on its way to some interesting places. The most interesting of which move as far away from the source material as possible. Where the last season of the show concerned the messy aftermath of civil war, this one finds its characters and institutions hoping to build something new, or at least refortify what they already have. Coming off of last year’s epic battle with the Wildlings, Jon Snow (Kit Harington) and the Night’s Watch need fresh leadership and renewed purpose. In King’s Landing, Cersei Lannister (Lena Headey) is playing the latest round in her game of thrones, hoping to best her untrustworthy allies the Tyrells by leveraging a radical sect of Westeros’ dominant religion. The conniving Littlefinger (Aidan Gillen) is spiriting Sansa Stark (Sophie Turner) someplace consequential—and, we suspect, familiar. Having fled the continent, both Arya Stark (Maisie Williams) and Dinklage’s Tyrion Lannister have crossed the narrow sea. She’s hoping to find herself, he’s hoping to get lost. Brienne of Tarth (Gwendolyn Christie) and her squire Podrick (Daniel Portman) are still doing their buddy-comedy routine across war-ravaged Westeros. And on the far side of the world, Mother of Dragons Daenerys Targaryen (Emilia Clarke) must consolidate her rule over the former slaver city Meereen, where insurgents calling themselves the Sons of the Harpy are now murdering her followers. The season opens with something the show has never done before: a flashback, in which an adolescent and entitled Cersei storms into a witch’s hut and demands that her fate be forecast. “Everyone wants to know their future—till they know their
future,” the woman says, as though we need to be told that. Later, Tyrion, having just spent a sea journey in a crate, will offer something of a rejoinder: “The future is shit, just like the past.” Yep, things are as bleak as always in Westeros and Essos, where self-interested parties maneuver to take the Iron Throne, and the small folk around them suffer. Like Martin’s books, the show is interested in the unreliability of such prophecies—or at least the unreliability of how we interpret them—but mostly insofar as it relates to who holds power, who wants it, who gets to keep it, and what makes them all tick. Should we pity Cersei, whose cruelness, after all, may have bloomed from her fear that she will one day bury her children in gold shrouds? Can we side with Jaime Lannister (Nikolaj Coster-Waldau), who crippled a boy in the first episode of the show yet now goes to dangerous lengths to redeem himself? (That the writers last season had him rape his sister while they insisted it was not rape doesn’t help.) A man like Stannis Baratheon (Stephen Dillane) might be the rightful king, but has he compromised too much? A woman like Daenerys might be a kind ruler, but is she an effective one? (From the looks of Meereen these days, not really.) And so the show’s refusal to give in to the Manichaeism that animates most fantasy stories is both refreshing and crushing. We can’t quite root against any of these characters, but it’s not clear whom we should want to win. Actually, I take that back a bit: I want Maisie Williams’ damaged, persevering Arya to win, even though she has a long list of characters she’d like to stick with the pointy end of her sword. In the second episode she arrives in the canal-strewn Free City of Braavos—like all of the show’s settings, it’s stunning—and she eventually finds herself in the gloomy home of the Face-
less Men, a death-worshipping cult of assassins. The other new setting, at least in the four episodes shown to critics, is Dorne, the southernmost kingdom of Westeros, where temperatures and tempers run high. Jaime and the wonderfully amoral Ser Bronn (Jerome Flynn) will travel there on a mission to rescue the former’s niece/daughter (it’s complicated)—something we didn’t see in any of Martin’s books. That kind of thing—as well as the show’s many other deviations from the Song of Ice and Fire series—rubs some diehards the wrong way, and they’ve also fretted over what will happen when the TV show inevitably outpaces the notoriously slow Martin. (He still has two books to deliver in the series.) For me, that possibility used to be the most significant source of tension in watching the show, a kind of Westeros Singularity I hoped would never come to pass. I’m officially over it: Season 5 of Game of Thrones pulls even further away from the novels (the Sansa plot will drive some fans crazier than King Aerys) and I’m fairly sure it’s better for it. With each episode, I have less of an idea where the story is going, which means I might soon be enjoying it the way I did the first season, before I’d read the books. Pay attention to what Game of Thrones cuts from Martin’s story, and the likelihood that future seasons of the show will have to spoil the novels begins to look like a welcome thing. When the Night’s Watch elects a new leader, it’s one of the most stirring moments of the new season. In the book, it’s basically a graduate seminar in Shadow Tower/Eastwatch-bythe-Sea dynamics. So perhaps Martin’s novels, with their plots upon winding plots and details upon mind-numbing details, have already become the Criterion Collection special editions. We can think of forthcoming seasons as the main event.
appetite for edible insects

hey hop. They crawl. They squirm. And they could be coming to a dinner plate near you. An increasing number of "entopreneurs" are launching businesses to feed a growing appetite for crickets, mealworms and other edible insects. These upstarts are trying to persuade more Americans to eat bugs, which can be produced with less land, food and water than other sources of animal protein. The United Nations has been promoting edible insects as a way to improve nutrition, reduce greenhouse-gas emissions and create jobs in insect production. At least 2 billion people worldwide already eat insects as part of their diet, according to the 2013 report by the UN Food and Agriculture Organization. But it could be a tough sell for Westerners who are more likely to squash bugs than savor them. "Insects are viewed as what ruins food — a roach in your soup, a fly in your salad. That's the biggest obstacle — the ick factor," said Daniella Martin, an author of a book on eating insects and the "Girl Meets Bug" blogger, referring to the feeling of distaste some consumers might feel. Inside San Francisco's La Cocina, a commercial kitchen for food entrepreneurs, Monica Martinez empties hundreds of live mealworms, each about 2 inches long, into a plastic container. She uses chopsticks to pull out dead ones before pouring the squirming critters on a tray and sliding them into an oven. Martinez started Don Bugito PreHispanic Snackeria to entice American consumers with treats inspired by popular snacks in her native Mexico. Among her specialties are spicy superworms and chocolate-covered, salted crickets.
"The idea is to offer another type of protein into the food market," said Martinez, an artist and industrial designer who launched Don Bugito as a street food project in 2011. "The biggest job that we have to do is to try to get more people to try our foods." Don Bugito snacks are sold online or at a La Cocina kiosk in San Francisco's Ferry Building, where retail workers recently offered free samples of chocolate-covered crickets and spicy superworms. "No!" said a young boy when asked to try one. But more adventurous eaters gave them a try. "It doesn't really taste like a bug. It tastes like crunchy spices," said Leslie Foreman, who works at a medical technology firm, after sampling a chili-lime cricket. "I'm not sure this is going to be my everyday snack, but I think it's fun and I think it's cool." Across San Francisco Bay inside at a kitchen in Berkeley, Megan Miller and her assistants shape clumps of orange-ginger cookie dough, carefully arrange them up on a tray and slip them in an oven. The key ingredient: flour made from ground-up crickets.
Miller's startup, Bitty Foods, sells its cricketbased cookies and baked goods online and at upscale grocery stores. Many of its customers are moms looking for a healthy snack for their kids. "We like to say our cookies have twice the protein and half the sugar of a regular cookie," said Miller, a former journalist and tech entrepreneur. Miller said insects have a "branding problem," so she's trying to change people's minds and palates by mixing them into familiar foods in attractive packaging. "We're going to see people start trying insects in a powdered form — incorporated into foods so they're invisible — before people are going to make the leap to eating whole insects," Miller said. Big Cricket Farms, one of only a handful of North American companies producing crickets for human consumption, is struggling to meet fast-growing demand for the chirping insects, said CEO Kevin Bachhuber, who launched the warehouse farm in Youngstown, Ohio, last year after getting his first taste of bugs in Thailand. Bachhuber's startup
currently produces about 8,000 pounds (3,600 kilograms) of crickets a month. He hopes to increase capacity to 25,000 pounds (11,300 kilograms) per month, but still doesn't think that will be enough to meet demand from restaurants and health food makers. "We're constantly slammed by orders. We simply can't keep up," said Bachhuber. "The speed at which people have been willing to eat bugs is crazy. It's cool." Oakland-based Tiny Farms is trying to address supply crunch by developing more efficient ways to mass-produce crickets and other bugs. It eventually wants to create a large network of insect farms to supply food makers such as Don Bugito and Bitty Foods. "The goal is basically to make it easier and cheaper to produce industrial-scale volumes of insects that can be used in food products," said Daniel Imrie-Situnayake, a software engineer turned entopreneur. "We're really just scraping the surface in terms of figuring out what the potential is for insects to be part of our food system."
A Brief History of Unisex Fashion

n March, the London department store Selfridges gave itself a radical makeover, transforming three floors of its Oxford Street emporium into gender-neutral shopping areas. Androgynous mannequins wore unisex garments by designers such as Haider Ackermann, Ann Demeulemeester, and Gareth Pugh, and the store’s website got a similarly sexless redesign, displaying the same products on both male and female models. Dubbed “Agender,” the temporary pop-up shopping experience—or experiment— ultimately proved to be more successful as a marketing tool than a retail revolution; as some fashion journalistshave pointed out, today’s clothes “are much the same for each sex anyhow.” But that wasn’t always the case. As Freud put it: “When you meet a human being, the first distinction you make is ‘male or female?’ and you are accustomed to make the distinction with unhesitating certainty.” Had Freud lived through the 20th century instead of the 19th, he might have had good cause for hesitation. In an era when gender norms—and many other norms—were being questioned and dismantled, unisex clothing was the uniform of choice for soldiers in the culture wars. In her new book Sex and Unisex: Fashion, Feminism, and the Sexual Revolution, the University of Maryland professor Jo Paoletti revisits the unisex trend, a pillar of second-wave feminism whose influence still resonates today. As Paoletti tells it, unisex clothing
was a baby-boomer corrective to the rigid gender stereotyping of the 1950s, itself a reaction to the perplexing new roles imposed on men and women alike by World War II. The term “gender” began to be used to describe the social and cultural aspects of biological sex in the 1950s—a tacit acknowledgement that one’s sex and one’s gender might not match up neatly. The unisex clothing of the 1960s and 70s aspired “to blur or cross gender lines”; ultimately, however, it delivered “uniformity with a masculine tilt,” and fashion’s brief flirtation with gender neutrality led to a “stylistic whiplash” of more obviously gendered clothing for women and children beginning in the 1980s. As far as the American fashion industry was concerned, the unisex movement came and largely went in one year: 1968. The trend began on the Paris runways, where designers like Pierre Cardin, Andre Courreges, and Paco Rabanne conjured up an egalitarian “Space Age” of sleek, simple silhouettes, graphic patterns, and new, synthetic fabrics with no historical gender associations. As women burned their bras (symbolically if not literally), U.S. department stores created special sections for unisex fashions, though most of them had closed by 1969. But their impact could be felt for a decade afterwards in “hisn-hers” clothing, promoted in cutesy ads, catalog spreads, and sewing patterns. “The difference between avant-garde unisex and the later version,” Paoletti argues, “is the distinction between boundary-defying designs, often modeled by androgynous-looking models,
and a less threatening variation, worn by attractive heterosexual couples.” Children bore the brunt of the unisex craze: pants for girls, long hair for boys, and ponchos for everyone. “Baby boomers and Generation Xers tend to have very different memories of the unisex era,” Paoletti notes, and her book allows readers to admire the progressive intentions behind the trend while cringing at the result. Though parents feared that enforcing rigid gender stereotypes could be harmful to kids—fears stoked by emerging scientific evidence that gender roles were learned and malleable at a young age—the embarrassment of being mistaken for a member of the opposite sex left lasting psychological scars on many of their offspring. Young children had worn gender-neutral clothing (and played with gender-neutral toys) for decades before “unisex” became a buzzword, but the aggressively “nongendered” child rearing of the 1970s took neutrality to a new level; children’s books and TV shows made a point of showing boys playing with dolls and women tinkering with cars. It was only in the 1980s that the self-actualizing lessons of the seminal children’s book (and celebrity-narrated LP) Free to Be … You and Me succumbed to the Princess Industrial Complex, a trend that is just now beginning to correct itself. (A 35th anniversary edition of Free to Be … You and Me was released in 2008.) Although unisex clothing aimed to minimize gender differences, it usually had the opposite effect. As Paoletti writes, “part of the appeal of
adult unisex fashion was the sexy contrast between the wearer and the clothes, which actually called attention to the male or female body.” Take the costumes fashion designer Rudi Gernreich—inventor of the monokini and the unisex thong—created for the 197577 television series Space: 1999. Gernreich envisioned 1999 as a gender-neutral utopia of jumpsuits, turtlenecks, and tunics. While technically unisex, these tight-fitting costumes made the wearer’s sex glaringly obvious, and they retained traditional gender markers such as bras, makeup, and jewelry for women. The unisex movement may have made women’s clothes more masculine, but it never made them unfeminine; furthermore, “attempts to feminize men’s appearance turned out to be particularly shortlived,” Paoletti notes. (Even today, it’s mainly women who are buying unisex garments, not men.) While some men attempted to reclaim the flamboyance that had disappeared with the French Revolution, for many this so-called Peacock Revolution “raised the specter of decadence and homosexuality, a fear reinforced by the emergence of the gay liberation movement.” The irony, Paoletti points out, was that “at that time true homosexual men tended to be purposely invisible … To do otherwise was to risk one’s career or even being arrested.” The new popular and scientific interest in bisexuality was truly liberating for homosexual men, offering them a culturally acceptable alternative to the closet. It was liberating for fashion, as well; if everyone was a little bit of
each sex, clothing did not have to proclaim one or the other as loudly. Thus, the novelty of matchymatchy “his-n-hers” outfits and everyone-in-jumpsuitsfuturism quickly burned out in favor of the sexier androgyny (which Paoletti defines as clothes combining masculine and feminine elements, rather than avoiding gender markers altogether). In 1966, Yves Saint Laurent introduced le smoking, a tuxedo for women; over the next few years, he would reinterpret the mannish silhouette in gangster pinstripes and safari khaki. Halston made his name with the ubiquitous Ultrasuede shirtdress—a modern, feminine twist on a man’s shirt. As the current FIT Museum exhibition Yves Saint Laurent and Halston: Fashioning the Seventies illustrates, the designers weren't merely dressing women in menswear; they were dressing them as themselves, in classic pieces that reflected their own, subtly androgynous wardrobes. The exhibition catalogue argues that this “slick and functional style” associated with the international jet set was equally appealing to young, working women: not just trousers but pea coats, dress shirts, and blazers became female wardrobe staples. Men, too, experimented with androgyny. Unusually, womenswear designers (including Pierre Cardin and Bill Blass) began to produce menswear lines; the mandarin-collared, button-front Nehru jacket (the Western name for the traditional Indian garment, after the first Prime Minister of India) was a Cardin signature. Along with tunics,
vests, sport coats, and furs, the Nehru jacket offered men an alternative to the proverbial gray flannel suit; Nehru collars, ascots, turtlenecks, and scarves made neckties obsolete, at least temporarily. Today, women are still wearing pants to the office, but men have reverted to suits and ties. Paoletti traces the end of the unisex era to the mid1970s. In 1974, Diane von Furstenberg introduced her wrap dress, a garment that combined femininity and functionality. With its demure length, slit skirt, and deep Vneck, it was simultaneously modest and sexy; it could go from the office to the disco. The wrap dress wooed women away from pantsuits, landing von Furstenberg on the cover of Newsweek in 1976 under the headline “Rags & Riches.” Since the 1990s, however, fashion has been blurring gender lines once again. A recent New York Magazine story traced modern androgyny to grunge: Women donned flannel lumberjack shirts and combat boots while Kurt Cobain posed in ballgowns and housedresses. (Cobain’s taste for off-the-cuff cross-dressing was evident in the most recent Saint Laurent and Gucci menswear shows.) At the same time, lookalike couples fashion (known as Keo-Peul-Look) first appeared in South Korea. This modern take on “hisn-hers” dressing caught on powerfully in a country where public displays of (physical) affection are frowned upon. Korean couples are androgynous by necessity, wearing skinny jeans, sneakers, sweaters, and hoodies; unisex garments are much more accessible and so-

cially acceptable today than they were in the 1960s. But this careful coordination is not just an outward show; hardcore practitioners match down to their underwear. Thus, the ultimate relationship publicity has become the ultimate relationship intimacy, and unisex underwear is now a thing. Indeed, unisex everything appears to be back with a vengeance; Rad Hourani even showed a unisex haute couture collection for Spring/Summer 2015.Personnel of New York divides its online offerings into Men, Women, and Everyone; labels like 69, Kowtow, and The Kooples encourage sex-swapping. Even the Space Age is new again; Christian Dior’s fall couture show included astronaut jumpsuits, while Gucci showed mod shifts and patent-leather boots. What are we to make of this gender confusion—or, perhaps, this adamant refusal to be gender-confused? “The fashions of the 1960s and 1970s articulated many questions about sex and gender but in the end provided no final answers,” Paoletti concludes. These questions went much deeper than Freud’s “male or female?” Clearly, we are still struggling to resolve them; just ask openly gay Louisiana teen Claudetteia Love, who nearly missed her senior prom because the school wouldn’t let her wear a tuxedo. Psychologically, there’s still a vast gap between a male garment adapted for a woman’s body and a male garment. Increasingly, however, men and women are wearing the same garments, bought from the same stores, in a retail landscape as rich, varied, and occasionally baffling as gender itself.

Amen, Brother was a little-known B-side released in 1969. Barely noticed at the time, its drum solo has been hugely influential, appearing in different forms in more than 1,500 other songs - but the band behind it never made any money from it.
I
t felt like plagiarism and I felt ripped off and raped," says Richard L Spencer, lead singer of The Winstons - the band that recorded the original track. "I come from an era where you didn't steal people's ideas." Over the past three decades bands on both sides of the Atlantic have used the drum solo from Amen, Brother for inspiration. Spencer remembers the day they recorded it in Atlanta, Georgia in the spring of 1969. The Winstons were stuck in the studio in need of a B-side to go with their new song Color Him Father. Eventually, they decided to record an instrumental, loosely based on an old gospel song called Amen, Brother. Elements of it came from a guitar riff the legendary R&B musician Curtis Mayfield had once played to Spencer. But they didn't have enough music for a whole track, so he decided to stretch it by adding a drum solo. "The band didn't really want to rehearse the song. We weren't there to do 'original', we were a bar band. The guys were a little testy, they wanted leisure time, so I was kind of rushing it," says Spencer. Coleman pounds away on his own for four bars. "In about 20 minutes, we had a playable song," he says. Exactly who created the drum break isn't clear. Spencer says he directed it, while Phil Tolotta, the only other surviving member of the band, disagrees - he says the solo was "pure GC". While the A-side of the record, Color Him Father, became a 1969 top 10 R&B hit in the US and won a Grammy award the following year, Amen, Brother went largely unnoticed at the time. Despite their initial chart success, The Winstons struggled to get bookings as a mixed-race group playing in the southern states of the US and split up in 1970.
Many years later however, the drum solo from Amen, Brother influenced a new generation of musicians. In the mid-80s, sampling began to make its way on to the hip hop scene and the Amen break, as Coleman's solo became known, was rediscovered. "One of the first things that sampling allowed for was the re-use of older recorded material," says Nate Harrison, a Brooklyn-based artist and academic who made a documentary about the drum solo. "In the case of the Amen break, you could sample the drums and then replay them as if they were your own," he says. It can be heard, in a slightly slowed-down ver-
sion, on the song I Desire, from the 1986 debut album of New York rap group SaltN-Pepa. A few years later it appeared on Wordz of Wisdom by another New York duo known as 3rd Bass. It also popped up on NWA's Straight Outta Compton from 1989. In the early 1990s, British music producers on the dance music scene looked to the US for inspiration. Old breakbeats were dug out and the Amen break featured heavily in jungle music. Later, the break went mainstream - in 1997, Oasis used it in the song D'You Know What I Mean. The same year, it also appeared at the beginning of David Bowie's hit song Little Wonder from the album Earthling. Over the years, it has become one of the most sampled drum beats of all time. So why did these six seconds from 1969 become so popular? "There's something about the groove of that break and especially the way people chop it up of course," says Harrison. "For me, it's this perfect blend between something very organic-sounding and very robotic-sounding at the same time. "The rhythm itself is syncopated so there's lots of variations on the drums you can derive from sampling the original break. It's really conducive to chopping and rearranging. It also sonically has this punch to it that makes it unique," he says. "It's the backbone of so much music. Both hip hop and drum and bass [musicians] have made a lot of money from it." But nobody in the Winstons ever saw any royalties. In the 1980s sampling was still a legal grey area - today musicians have to get
permission from the original artist or the copyright holder. Coleman developed a drug addiction and died homeless and destitute on the streets of Atlanta in 2006. Spencer thinks it is unlikely that he was aware of the impact of his drum solo recorded decades earlier. Richard Spencer Now, an internet campaign is raising money for Spencer who owns the copyright for Amen, Brother. Set up by British DJs Martyn Webster and Steve Theobald, the campaign has snowballed far beyond their expectations through support from music fans and even some of the big name artists who have used the distinctive sound to help build their careers. So far it's gathered more than £18,000 ($26,000). "It's about giving something back to a 72-year-old man with heart problems who has never seen really seen a penny other than his royalties from the original release," says Theobald. Spencer retired from music more than 40 years ago and is now a novelist living in North Carolina. Although he was angry when he first heard the Amen break was being sampled, he now feels more at peace with it. "It's not the worst thing that can happen to you. I'm a black man in America and the fact that someone wants to use something I created - that's flattering," he says. He is also touched by the fundraising campaign. "They didn't have to do that - I didn't even know them. Fifty years on, some young white boys that I've never met, halfway across the world said, 'We're going to give you a gift.' It's probably one of the sweetest things that's happened to me in a long time."

he selfie is not a new phenomenon. The selfie has been around for centuries as an inordinate preoccupation with the self. We have just given it a new identity by using it to define photographs people take of themselves at events, with celebrities and to capture memorable moments, and post them on Facebook or Instagram and other social networks. The selfie is one of the most unflattering photo angles. In selfies, your nose appears larger than in real life, and your eyes look slightly myopic. One of your arms will always stretch beyond the picture frame, clear evidence that the picture is a selfie. I suppose I could go on about the disadvantages of the selfie but that is not the point of this article. Neither am I saying it’s wrong to take selfies. I’m more interested in the culture behind the selfie. Writing on the selfie, journalist Anna Hart com-
ments, “Even more alarming is that selfies aren’t just a record of our lives and behaviour- they are changing them.” The selfie is the visual manifestation of a very old human fixation: selfabsorption. Children are uninhibitedly self absorbed. They have no qualms about thinking of themselves as the best, the cleverest and the prettiest. If no one interferes with this line of thought, they could go through life quite satisfied with themselves. Sooner or later, though, fashion magazines, TV, peer pressure etc, push their way in and puncture that first selfie. Self absorption does not go away in adulthood. It would be interesting to see what the first thought is on people’s minds when they first wake up. Whether it is
work related or school related, it is invariably about issues that are directly related to us. Self consciousness is another symptom of our
selfie nature. Self consciousness is to be under the impression that our actions and movements are the cynosure of other people’s attention. Truth is, we are not, because other people are interested in their own selves and not in us. A deep sense of self-consciousness stops us from acting spontaneously. In fact, self consciousness is one of the factors that make people go, “What would people think?” when they want to help someone on the streets, show love to a
homeless person, pray for a person in obvious distress. They are stopped by the self-conscious, “What will people think of me if I do that?” I think it is not wrong to say that the self absorption of the selfie culture makes us callous to pain if it is happening to others, not to us. We close up, and turn away instead of helping. We protect ourselves with the thought that someone else will come along and do it; I don’t have to do it, it’s not really my responsibility. Self-absorption makes us spectators, not participants when tragedies happen in real life. Last year, in the middle of summer, a man slipped and fell while crossing a street corner. Unfortunately, a truck could not avoid swerving into him. The left wheel went over his head
and the man died instantly. There were a number of youngsters close to the accident spot. They ran to the site and began taking pictures on their mobiles of the bleeding man. No one had the sense to call an ambulance or check if he was still alive. An older man, enraged by their callous photographing activities, ran up and chased the youngsters away. He shouted, “Have some decency! This is a human being. Show some respect!” and he helped to remove the body. The crowd dissipated after that. Is this an extreme example of what self absorption is coming to? This true incident shocked people. And it should. Technology is wonderful but we have to individually seek balance. Is it really someone else’s responsibility to help a wounded person while you click away? Putting the selfie on hold and living real life could give you some selfies you would be proud of.

The only cement factory of our state which has the potential to supply the whole of our state is non-functional. Our Govt talks about self reliability by not utilising our natural resources. Various depts of the State Govt and the general populace are buying thousands bags of cement in the market amounting Crores of Rupees every day. As concerned citizen of the locality I want to request every reader to highlight in whatever way you can to promote our local cement, so that we don't depend only other state import but we also become self reliant in reality. For the growth of our economy and employment opportunity let's raise our voice to the money laundering Assemblies (MLAS) to formulate policies for the welfare of our people and State. NSMDC need to wake up from your comfort zones and try a different approach. We want to see 150TPD operate in reality and not the structure erected. Utilise the resources judiciously. Your comments and criticisms will impact the sleeping govt by your participation in this cause. Chozhule Kikihi: It reminded me of our former CS A.M. Gokhale, father of N/L VDB's remark- 'The only successful project in Nagaland is the Kohima War Cemetery". It may be unfair to put all the blame on our bros with arms for all defunct projects/undertakings i.e. the Sugar Mill, Dmp, defunct Tuli Paper Mill, Longnak Canning Factory (still get salary without work as reported in Newspaper). All these existed long before when tax were uncommon but still failed. So apart from tax (which is more recent) there are other reasons. We lack long term drive, vision to sustain our State. The statistical data on govt employees gives info on 'service givers' & 'dependant on govt resources' . Only a few section from the major chunk of employees have technical expertise. Over staffed without work output in most offices is the order of the day. At this rate, development, human development, prosperity are a distant dream for Nagas. Of course, development should be balanced with our fragile environment & ecology. We need to preserve resources for future generation too. We need visionary leaders, also systematic planning & implementation, timely monitoring & evaluation so that corrective measures are addressed but these all are missing. So we have diversified consequences and we will reap what we sow.

There are tons of jobs out there and we think only NPSC and UPSC is the last option! Come on people, sit for as many exams as possible, there is SSC, Audit and Section officer exams, Tax Assistant Exam and dozens of others! He narrated of how one of his colleague who got through SSC has now reached the rank of a Joint Secretary at a Central Level. Joint Secretary is a damn powerful position, if you are at the Central Govt!! Another of his Ao friend from 1995 batch got into the Foreign services through SSC and is now the First Secretary in Guatemala(Central America). I took the opportunity to highlight from my own experiences and struggles of working outside Nagaland with meagre salary and long working hours! t first, the numbers seem impressive: India's tiger population has gone up 30 percent in just four years. The government lauded the news as astonishing evidence of victory in conservation. But independent scientists say such an increase — to 2,226 big cats — in so short a time doesn't make sense. They worry an enthusiastic new government under Prime Minister Narendra Modi is misinterpreting the numbers, trumpeting false claims of a thriving tiger population that could hurt conservation in the long run. "The circus is not necessary," said tiger expert K. Ullas Karanth, science director for the Wildlife Conservation Society in Asia. "All of this tom-tom'ing and arm-waving, claiming we've had stupendous success, is ridiculous and unscientific." The first numbers were released in January. Last week, the government offered details of the data. Even as scientists begged caution in presenting the count, India's government doubled down. Environment Minister Prakash Javadekar again boasted of a 30 percent population increase. And Prime Minister Modi rounded that up, saying tiger numbers had seen "about a 40 percent increase. Feels good to hear it!"
If only it were true. This census differs in an important way from earlier tallies: It estimates India's entire wild tiger population, while preceding counts focused only on cats in sanctuaries and reserves. "I'd prefer to say there are 30 percent more known tigers, rather than say there is actually an increase in tigers. We might not have counted them all earlier," said Anurag Danda of the World Wildlife Fund in the Sundarbans, one of many groups that participated in the census. A 30 percent increase within four years is implausible. Though tigers have high birth rates, they also have high natural death rates, and factors such as habitat loss and poaching haven't slowed. At least 110 tigers were killed in 201114, barely a drop from the 118 poached in 2007-10, according to the Wildlife Protection Society of India. Globally, experts believe the best that can be hoped for is a 50 percent increase in the world population over 10 years — a much more modest rate of growth. Such incongruities have happened before. India claimed a 17 percent increase between 2006 and 2010, even while tiger habitats shrank by some 40 percent. But while Danda interprets the latest numbers more conservatively than some government officials, he agrees they show that conservation efforts appear to be working: "Otherwise, how come we have so many tigers outside the
tiger reserves?" India is by far the world leader in protecting tigers, spending more resources and money than any other country. For decades it has faced immense challenges, from habitat loss and human encroachment to poaching, disease and pollution. Still, India manages to keep about 70 percent of the world's wild tigers on less than 25 percent of the world's tiger habitat. That's partly a credit to its vast rural population, which long ago learned to live in relative proximity to the secretive beasts. If India can protect tigers, despite a human population 1.26 billion strong, that proves any country can do it, conservationists say. "But they can't relax. And that's my biggest worry about this latest census and the way it's being presented," said Alan Rabinowitz, head of Panthera, a New York-based big-cat conservation group. "The worst outcome of that is it allows development and business interests to say, 'We've been doing really well. We can pull back a bit.'" Desperate to develop its economy and alleviate widespread poverty, India faces intense pressure to convert forests for roads or industrial use, or to allow polluting factories or mining operations near forest reserves and water supplies. Conservationists worry more of those projects will be green-lighted around tiger habitats if the cats are seen to be thriving. The government has already cut the Environment Ministry's 2015-16 budget
by almost 25 percent, with funds for tiger conservation dropping 15 percent. Over the weekend, the Supreme Court allowed for the widening of a 10-kilometer (7-mile) road between two tiger sanctuaries in central Madhya Pradesh — work its own appointed committee warned would irreparably damage critical wildlife habitat and invite heavy traffic that might mow the animals down. When India says it now is home to 2,226 tigers, what it is giving is an estimate — a best-guess based on a technique called indexcalibration that combines small-scale cat counts and, through complex calculations, extrapolates them to a national total. Those counts are conducted by various groups — forest rangers, independent scientists, tiger charities — through various means, including photographing individual tigers and analyzing tiger droppings and paw prints. The technique, which India adopted in 2006, is by no means perfect. An Oxford-led study published in February by the journal Methods in Ecology and Evolution suggested the data collection was too erratic for adequately predicting cat populations in areas outside census monitoring. Scientists also question the absence of independent oversight in the government-organized census. And some say that one census every four years is not enough. Masrat Alam to be jailed, says Home Minister Rajnath SriNAgAr/New Delhi, April 17 (iANS): Over two dozen people, including security personnel, were injured in Srinagar on Friday when protesters fought a pitched battle with security forces after Friday prayers over separatist leader Masrat Alam's detention. Union Home Minister Rajnath Singh said Alam will be sent to jail. Srinagar witnessed violence when stone-pelting youth battled the security forces in the Jamia Masjid area at Nowhatta in the old city. Mirwaiz Umer Farooq, who heads the moderate group of the Hurriyat conference, delivered the Friday sermon at the Jamia Masjid and criticised the state government for keeping separatist leaders Syed Ali Geelani and Alam under house arrest. He demanded their immediate release. Alam had led a reception rally on April 15 for Geelani who returned to the Valley after spending more than three months in New Delhi for health reasons. Alam was taken into preventive custody on Thursday to maintain law and order in the Valley, the police said. He had, however, not been served any fresh detention order under the Public Safety Act (PSA) nor was he presented before a magistrate for seeking remand by the police. Both Alam and Geelani were taken into preventive custody in order to prevent their announced participation in a separatist rally at south Kashmir's Tral town in Pulwama district on Friday, police said. There was tight security at Tral throughout the day. Friday was a day of high drama as Alam was first shifted to Shaheedgunj police station in Srinagar in the morning and later to Humhama police station in central Badgam district. Alam had also been taken into preventive custody a few days back at Awantipora town when he was on his way to Tral town where a youth had been killed in firing by security forces. The mask works, he explains, because the stealthy tigers generally prefer to attack from behind. Another villager, Anita Mondol, echoed many others in saying she lives in terror of tigers roaming into villages and attacking livestock. The tigers will swim kilometers between islands and ambush people on land. She worries one might break through the woven-thatch roof of her hut, enter her home and carry someone away. It has happened before to villagers she knows. She is certain it will happen again. Still, "if it weren't for the tigers, there would be no forest," the 41-year-old said. "And with no forest, there would be no place for us."
SC extends Jayalalithaa's bail New Delhi, April 17 (iANS): The Supreme Court on Friday extended the bail of former Tamil Nadu chief minister J. Jayalalithaa and others till the Karnataka High Court disposed off their appeal against her conviction and sentencing in a disproportionate assets case by the special court. The apex court bench headed by Chief Justice H.L. Dattu also extended till May 12 the time for the high court to pronounce its verdict on Jayalalithaa's appeal, which was coming to an end on Friday. Former envoy Sheel Kant Sharma termed the agreement on uranium as "path-breaking", especially as Canada had put India off nuclear cooperation following the 1974 peaceful nuclear blast. Yemen: Amid chaos, Al-Qaida consolidates hold SANAA, April 17 (Ap): Al-Qaida’s branch in Yemen consolidated control over much of the country’s largest province on Thursday, capturing a major airport, an oil terminal and the area’s main military base, and striking an alliance with local tribal leaders to administer the region. The gains highlight how al-Qaida has exploited the chaos in Yemen, where Shiite rebels are battling forces loyal to exiled President Abed Rabbo Mansour Hadi. A 3-week-old Saudiled air campaign in support of Hadi has so far failed to halt the rebels’ advance. Military officials and residents said al-Qaida fighters clashed briefly with members of one of Yemen’s largest brigades outside Mukalla, the capital of Hadramawt province, which the militants overran earlier this month. The militants then seized control of Riyan airport and moved to secure their hold on the city’s main seaport, which is also an oil terminal. The UN chief addressed “the many fateful challenges” the world confronts, from 50 million refugees and displaced people — the largest number since World War II — to the urgent problem of climate change in a speech at the National Press Club. “Millions of people face hatred and persecution, billions suffer from hunger and exploitation,” he said. “The United Nations has appealed for $16 billion to cover humanitarian relief for this year — almost five times what we needed a decade ago.” Ban announced he will visit the Vatican later this month to meet with Pope Francis and discuss “common concerns”. Yu, 71, comes amid a widening clampdown on free speech that highlights the gap between China’s vision of rule of law and Western notions of civil liberties and judicial fairness. The document Gao was convicted of leaking, deemed a state secret, underpins the clampdown under the 2 ½-year-old administration of Communist Party
leader Xi Jinping. The court verdict appears to confirm the authenticity of the leaked document, which had been reported since June 2013 but never was discussed openly by the leadership. Are populations actually ageing more slowly? lONdON, April 17 (iANS): Faster increases in life expectancy do not necessarily produce faster population ageing, according to a new research. This counter-intuitive finding was the result of applying new measures of aging developed at the International Institute For Applied Systems Analysis (IIASA), Austria, to future population projections for Europe up to the year 2050. “Age can be measured as the time already lived or it can be adjusted taking into account the time left to live. “If you don’t consider people old just because they reached age 65 but instead take into account how long they have left to live, then the faster the increase in life expectancy, the less aging is actually going on,” said Sergei Scherbov, who led the study. Traditional measures of age simply categorize people as “old” at a specific age, often 65. “What we think of as old has changed over time, and it will need to continue changing in the future as people live longer, healthier lives,” Scherbov said. “Someone who is 60 years old today, I would argue is middle aged. 200 years ago, a 60-year-old would be a very old person,” Scherbov explained. In the new study the researchers compared the proportion of the population that was categorised as “old” using the conventional measure that assumes that people become “old” at age 65 and the proportion based on their new measure of age, which incorporates changes in life expectancy. The study looked at 3 scenarios for future population aging in Europe, using 3 different rates of increase for life expectancy - from no increase to an increase of about 1.4 years per decade. The results showed that, as expected, faster increase in life expectancy leads to faster population aging when people are categorised as “old” at age 65 regardless of time or place. But surprisingly, they lead to slower population aging when the new measures of age are used.

BERlIN, ApRIl 17 (REutERS): Bayern Munich on Friday "regretfully" accepted the surprise departure of long-time team doctor Hans-Wilhelm Mueller-Wohlfahrt, who said the medical department was blamed for the 3-1 Champions League loss to Porto this week. Mueller-Wohlfahrt, a respected doctor, had been in charge since 1977 and has also treated many other top global athletes,
including sprinter Usain Bolt while also being the German national soccer team doctor. "After the Champions League game at Porto for unexplained reasons it was the medical department that was chiefly blamed for the defeat," Mueller-Wohlfahrt said in a late night statement on Thursday. He said "the relationship of trust has been permanently damaged."

When will TR Zeliang expand his Ministry?
W
hen the Election Commission of India (ECI) has issued directive to the two NPF groups on March 27 to hold their “General Convention” with their active members to end their crisis, things have taken place in that direction as both the groups have issued necessary notices for the same. The directive of the ECI has been seen some sort of “peacemaking mission.” It has not given any ruling on who is right or who is wrong. In other words, the ECI directive has clearly indicated that the issue is “internal of the NPF.” The most interesting part is the ECI directive in its para 10 says, “No record has been placed, nor even vaguely averred, by either of the two groups before the Commission showing that the remedy provided in the Party constitution for determining the dispute out of the present split has been resorted to, exhausted or even attempted. When there is a specific and express remedy provided in the Party constitution itself which is binding on all members of the party, to deal with any specific issue concerning the party, such remedy should be exhausted first before seeking a decision from the Commission. The Commission is thus of the considered view that it would be premature for the Commission to pass orders on the present question of the split at this stage.” The ECI has directed both NPF groups to follow Article XIV of the NPF Constitution for “getting the dispute resolved with the decision of the Active Members of the party as per the procedure laid down therein.” And the outcome of the meeting being conducted as per Article XIV of the Party Constitution should be submitted to the ECI. More interestingly, the ECI in its directive in Para 11 says: “The Commission hopes and expects that the internal dispute in the party will
be settled amicably within the framework of the Party constitution which would pave way for its harmonious function, not only in its own interest but also in the interest of the State of Nagaland where it is ruling party.” After carefully observing the aforementioned points of the ECI, its role is a “peacemaking mission” something like “conflict resolution.” Never mind, the people of the northeast has been living in the midst of “all types social and political conflicts due to unresolved political conflicts nearly 70 years.” Nearly 90% of the population in the whole of the northeast were born after India gets her Independence and they have been hearing only “conflicts” and many intellectuals, educationists, political pundits usually love talking about “political conflicts” of the region with New Delhi. Ironically, it goes on without giving any remedies till now. There are pseudo-intellectuals in our society all along talking with beautifully orchestrated “conflict resolution theories” with blank input of solution. So when the ECI plays more of a “peacemaking” role for resolving the conflict of the NPF groups by wisely referring to the party’s Constitution, it works. Yet, politics is, no doubt, an art of compromise as often said, “There is no permanent friend or foe in politics.” After all, it is all politics and it surprises none. However, the question is - “Why did Chief Minister TR Zeliang move for “Confidence Motion” of his government when the “NPF” had “internal crisis?” What happened to his government when 22 NPF dissident MLAs led by G Kaito Aye challenged his leadership? But Kaito had his own political maneuver by supporting the “Confidence Motion.” Corroborating their move, the veteran lawmaker justified that they would not go against “our DAN
government” as their move was purely against the leadership of TR. The Opposition Congress, which played a very crucial role in rescuing the beleaguered TR from the unprecedented political web, would have hit the jackpot, had the BJP MLAs remained neutral during the “Confidence Motion.” But the BJP High Command played another political maneuver by pulling the rug at an unpredicted time. This is also “politics,” anyway. Nevertheless, the most interesting part is not the ECI’s directive but Chief Minister TR Zeliang’s fumbling on the expansion of his Ministry. It has been three and half months since 22 dissident NPF MLAs openly revolted against his leadership that he has been running the DAN government without filling up the four Cabinet Ministerial Posts which remained vacant after G Kaito Aye, Kuzholuzo (Azo) Nienu, Noke Wangnao and Dr Benjongliba Aier were dropped. Expectations are running high that he will exercise expansion of his Ministry, at least, after March 27 ECI directives. But things remain the same if not complicated. But the question is - How long will TR continue his government without expanding his Ministry? Is there any logic for him to remain in the same fashion? If he further delays expansion of his Ministry, then the people of Nagaland will be made to believe something otherwise on him. If he continues with the current mode with no efforts to expand and restructure the Ministry, he will only push the state backward. The world is moving so fast and we seem to be more complacent even after fully knowing of the continuous deficiencies in the governing. The present trend should not continue further as it will cause irreparable loss to the people of Nagaland in the long run. Oken Jeet Sandham

i re c t o r Ja m e s Cameron has won the legal battle against special effect artist Gerald Morawski who claimed that the plot of his superhit film "Avatar" was stolen from an idea he pitched to the filmmaker. The Ninth Circuit Court of Appeals rejected Morawski's claim. The suit was initially dismissed in February 2013, reported Aceshowbiz. The decision upholds a 2013 ruling from U.S. District Judge Margaret Morrow, who found that although "Avatar" had some similarities to Gerald's project pitch called "Guardians of Eden", Cameron's 45-pages declaration
showed that the movie was his own idea. The appeals court noted that Cameron "presented detailed and copious evidence of independent creation. Under California law, if a defendant presents 'clear' and 'positive' evidence of independent creation, any inference of use of another's work arising from access and substantial similarity is dispelled, and a plaintiff may no longer solely rely on that inference to establish improper use." The 20-second clip, shared by film director Zack Snyder on his Twitter page in the early hours of Thursday morning, doesn’t give anything away about the film’s plot, but does feature iconic images such as the Batsuit and Superman’s iconic symbol. It also reveals that the first full teaser for what promises to be one of next year’s biggest films will be coming on Monday, 20 April, at special IMAX events, which will also feature a special introduction from Zack. Henry Cavill, who has previously played Superman in ‘Man of Steel’, will be reprising his role for the film, while Ben Affleck will be making his debut as Batman.

he bar for out of season, offschedule fashion shows was raised another dozen notches - at least - last night when Burberry brought live performances from Tom Odell, George Ezra, Claire Maguire, James Corden and the Grenadier Guards to a hill top with spectacular views over Los Angeles. Somewhere in the mix there were also some clothes. The clothes, more of which later (but not too much more, since this was the winter collection that was unveiled in London in February and previously reviewed here, with some additions, destined exclusively for the LA store) were only part of the story, as they increasingly tend to be in these mammoth international flag-planting exercises. Jourdan Dunn opened the show. The Guards brought up the rear. Somewhere in the middle, a magical cut-out skyline of London slotted into place in the background. Naomi's strut put in an appearance and right at the end, in what, postBen Stiller and Owen Wilson's turn at Valentino may become a catwalk-bombing tradition, James Corden, closed the show, having been coached by Campbell the previous night on his Late, Late show. It couldn't have been more British if

Which of course they were - all six of the Beckhams, along with Mila Kunis, Rose Byrne, Jeffrey Katzenberg, Kate Beckinsale, Anna Wintour and Ryan Seacrest. "This is really about bringing a bit of Britain, both the modern, inventive side and the tradition, to LA and showing that Burberry is part of that," explained Christopher Bailey post-show. "I loved the idea of having the Grenadier Guards and the British flag flying next to the Stars and Stripes at the spot where Rebel Without a Cause was filmed." It was also a reminder that despite the growing digital audience for live streaming, there is still, as yet, no substitute for a live event. Taking fashion shows on the road is increasingly becoming part of the big brands' strategy. Having recently opened a chunky store on Rodeo Drive, complete with a wraparound VIP roof terrace (think cottage garden plantings and a view of the Hollywood Hills) that easily matched Louis Vuitton's VIP terrace next door, Burberry has emphatically joined the big league. This week it posted buoyant fourth quarter
results, up nine per cent and particularly strong in North America. It will be interesting to see how Dior's show in Nice in a few weeks, and Louis Vuitton's in Palm Springs shortly after, compete. Observing the guests troop out of the tent after the show and follow James Corden to the venerable Griffith Observatory, which was temporarily daubed in the Union Jack and images of the scarlet coated Guardsmen that were projected onto it, one might have wondered what happened to British reticence. Then again, reticence doesn't really cut it in today's global market. Burberry's British offensive appeared to work like a charm. The special relationship - not Naomi Campbell and James Corden, but the one between Britain and its much bigger ally - was probably most eloquently expressed at the after party, where January Jones posed for Instagram pictures next to guardsmen's busbies and other enthusiastic guests began trying on their busbies, while repeatedly exclaiming, "but they're not real, right?" They were. Special Permission had been sought from Her Majesty The Queen, and after several visits by Bailey to the Palace, granted. That is a special relationship.

DimaPur, aPril 17 (mExN): In the second day of the ongoing 1st Along Memorial T20 Cricket Trophy, Brotherhood of Kohima defeated Extreme Cricket Club by 9 wickets while Blue Star defeated Kohima Hornbills by 4 wickets in a closely fought contest. Extreme CC winning the toss opted to bat and put on 93 in the stipulated 20 overs while losing 8 wickets. Brotherhood easily chased down the target losing just one wicket. Inito and Khriesamhalie led the runchase as the duo scored 39 and 29 respectively. Khriesamhalie also took a wicket while bowling and was awarded the man of the match. In the second match, Kohima Hornbills, after opting to bat first, were bundled out for 105 thanks to a devastating spell from Michael Longkumer who returned with figures of 6/4 from the 4 allotted overs. Kebuding and Paul, with 27 and 24 runs respectively, were the only batsmen to offer any sort of resistance to the devastating bowling from Michael. Hamsik puts Napoli on brink of Europa League semis
miNSK, aPril 17 (aP): Marek Hamsik scored twice as Napoli took a giant step toward the Europa League semifinals Thursday by beating Wolfsburg 4-1 away in the first leg of their quarterfinal. Wolfsburg, which had won five of its last six games in all competitions, must now score four goals in the April 23 second leg in Naples to have any hope of progressing to the semifinals. Gonzalo Higuain put Napoli ahead after 15 minutes against the run of play from a pass by Dries Mertens, before Hamsik struck eight minutes later. The Slovakian forward beat Wolfsburg's offside trap to latch on to Higuain's curling pass and score. Hamsik's second goal on 64 minutes was a simple finish after a poor pass in the Wolfsburg defense allowed Jose Callejon to snatch the ball and set up the striker. Manolo Gabbadiani added a fourth with a 77th-minute header, but the host pulled one back three minutes later when Nicklas Bendtner scored to boost Wolfsburg's slim hopes of reaching the semifinals. Elsewhere, defending champion Sevilla came from a goal down to beat Zenit St. Petersburg 2-1 at home, with substitute Denis Suarez scoring the winner with an 88th-minute volley from the edge of the area.
