Centre determined to push land bill despite opposition

One person was injured, while trying to flee from the Police in Dimapur on Monday, April 20. The incident occurred at around noon at Khushiabill. According to the sources, the injured person was identified as one Atoshe Awomi, a section officer in one of the Naga political groups. He was shot on the leg while trying to evade arrest. The incident occurred as police were investigating an extortion case which was registered at East Police Station Dimapur on April 17. In the ensuing investigation, two persons were arrested. Interrogation of the two revealed more names. Based on the information, a police team was dispatched today to Khushiabill. When the police team reached the spot, two persons reportedly started to flee on seeing the policemen. The police team gave chase and was able to arrest one of the persons. The other person however continued to run, despite a warning shot fired in the air by the police. Eventually the police shot the fleeing person on his leg and arrseted him. The injured person is reportedly undergoing medical treatment for his wounds.

NEW DElhi, april 20 (rEUTErS): India’s reformist government went on the offensive on Monday, pushing ahead with a plan to make industrial land purchases easier that sets a course of direct confrontation with an opposition that accuses Prime Minister Narendra Modi of failing farmers. Modi’s government passed a slew of economic reforms before a March recess in parliament’s budget session, and now wants to cap his first year with a new goods and services tax (GST) and amendments to a land law he says has halted industrial development. Before the recess, Modi

failed to get approval for an executive order easing land purchase rules, forcing him to reissue a decree opponents say is undemocratic and will lead to a raw deal for land-owning farmers. “I appeal for support of all parties so that in the second session the nature of talks will be positive,” Modi told reporters as he entered parliament. On Sunday he said his party was dedicated to the poor. In the first day back at work, Rajiv Pratap Rudy of the ruling Bharatiya Janata Party introduced the new decree for approval in the lower house, to shouts of “they are looting the farmers” from opposition benches. The

He said that a mechanism is being worked out to monitor all government appointments, including casual and work charge appointments, and to give every appointee a permanent roll number, which will serve as his basic identification throughout his service, as well as throughout his lifetime, so long as he enjoys pension. This number will be generated electronically, in the pattern of Aadhar number, without which no salary bill in respect of any new appointee may be passed by the Treasury. He also spoke on the need to monitor and keep track of pensioners. The Chief Minister highlighted that out of Nagaland state’s own budget, excluding Centrally Sponsored Schemes, (CSS), around 60% is spent on government servants and pensioners, constituting about 10% of the population, while around 18% is spent on debt servicing, leaving around 22% for development works. He said that around Rs. 100 crore is spent annually on leave encashment of retiring government employ-

ees because most retiring government employees, including those who are habitually absenting from their posting stations, always manage to produce a leave admissibility certificate with 300 days of earned leave to his credit. “This would suggest that our leave records are not being maintained properly.” He also said that the state government spends around Rs. 70 crore annually on medical reimbursement of government employees. He added that as far as government servants are concerned, even if they fall sick, their earning remain the same. He called upon government servants to introspect whether they are giving their best in return to the public. “I want to remind you again that you are ‘public servants,’ and not public masters.” The Chief Minister however also noted that the state has been fortunate, since the very beginning of statehood, to have civil servants of high caliber, with courage and deep commitment towards public service. He later released the ‘State Civil List’ 2015 and a ‘Compendium of Important Notifications, Orders, Office Memoranda issued by Government of Nagaland.’

432 staff-nurse posts vacant Maple Pine Farm: lodging in Nagaland, reveals UTNA with an independent mind

DimapUr, april 20 (mExN): The Unemployed Trained Nurses Association (UTNA) of Nagaland state has revealed that there are approximately 432 posts of staff nurses lying vacant in the various district hospitals, Community Health Centers (CHCs) and Primary Health Centers (PHCs) of the state. This was informed in a letter from the UTNA to the Nagaland state Minister for Health and Family Welfare. The figures, according to the UTNA, were collected after a survey conducted in the 11 district hospitals, 21 CHCs and 127 PHCs of the state. The UTNA further expressed concern at the recent re-amendment of Nursing Service rules, which was re-amend-

ed on November 12, 2014. The said amendment dictates that 50% of service entry will be from open competition conducted by the NPSC and 50% by direct appointment batch-wise. The UTNA however asserted that the department should stand by the Nursing Service Rules 1988 wherein 100% recruitment is to be made on seniority and merit. The association said that it was not consulted when the amendment was made. The UTNA also said that despite the upgrade of district hospitals/CHCs/PHCs etc in the state, “there is hardly any change in the staffing pattern.” It added that there are disparities and shortages of nurses in all the district hospitals/CHCs/ PHCs in regard to Nurse/Pa-

tient ratio and Nurse/Population ratio. It called upon the department to implement the norms of Nurse: Patient/Bed ratio, and Nurse: Population ratio as prescribed by the Indian Nursing Council. The UTNA also called for immediate filling up the higher posts and subsequent posts of Nursing cadre against promotion so as to prevent stagnation in the lower cadre. It then asked for upgrades in the posts of Nursing Superintendents/ Assistant, Nursing Superintendents and District Public Health Nursing Officers at Kiphire, Longleng, Mon, Phek, Peren, Wokha and Zunheboto. The association expressed hope that the Minister would respond to their concerns within 15 days.

Rubber plantations ruining biodiversity

Kohima, april 20 (Dipr): Nagaland state Chief Minister TR Zeliang has called upon civil servants to re-dedicate and re-commit themselves to the service of the people. He was speaking as the chief guest at the inaugural function of the 2-day Civil Services Day Celebration at the Administrative Training Institute (ATI), Kohima on April 20. He said the day should provide an opportunity for introspection and for chalking out future strategies to deal with new and emerging challenges. Assuring that the state government is committed to fight corruption and to bring about peace and development in the state, TR Zeliang urged the civil servants to contribute their best towards fulfillment of these goals. He urged them to be honest and fearless in carrying out their duties and in advising superior authorities, including political leadership. He lamented that though Nagaland has one of the highest ratio of government servants to population, many of them are not being engaged in productive works. “Hence, the effectiveness or output of the government employee is not commensurate with the number of government employees,” he added. loNDoN, april 20 (iaNS): Spiralling demand for natural rubber fuelled by the tyre industry is threatening rich flora and fauna in Southeast Asia, says a new study. “The tyre industry consumes 70 per cent of all natural rubber grown and rising demand for vehicle and aeroplane tyres is behind the recent expansion of plantations. “But the impact of this is a loss of tropical biodiversity,” said lead researcher Eleanor Warren-Thomas from University of East Anglia, England. The study predicted that between 4.3 and 8.5 million hectares of new plantations will be required to meet pro-

jected demand by 2024. But expansion on this scale will have catastrophic biodiversity impacts, with globally threatened unique species and ecosystems all put under threat. “There has been growing concern that switching land use to rubber cultivation can negatively impact the soil, water availability, biodiversity, and even people’s livelihoods,” Warren-Thomas said. The study focuses on four biodiversity hotspots in which rubber plantations are expanding -- Sundaland (Malay Peninsula, Borneo, Sumatra, Java, Bali), Indo-Burma (Laos, Cambodia, Vietnam, Myanmar and Thailand), Wallacea (Indone-

sian islands east of Bali and Borneo) and the Philippines. “Rubber can thrive across a wide range of climate and soil conditions across Southeast Asia and could replace a whole range of forest types containing large numbers of globally threatened and unique species. “Protected areas have already been lost to rubber plantations. For example, more than 70 per cent of the 75,000 hectare Snoul Wildlife Sanctuary in Cambodia was cleared for rubber between 2009 and 2013,” Warren-Thomas noted. Macaques and gibbons are known to disappear completely from forests which have been converted to rubber.

Conversion to rubber monoculture also has a knock on effect for freshwater species because fertilisers and pesticides run off into rivers and streams. “In Laos, local people have reported dramatic declines in fish, crabs, shrimps, shellfish, turtles and stream bank vegetation. “These findings show that rubber expansion could substantially exacerbate the extinction crisis in Southeast Asia,” the researchers warned. They urged the manufacturers such as Goodyear and Michelin to support sustainability initiatives and drive change in the industry. The findings appeared in the journal Conservation Letters.

It doesn’t take long to spot the green roofs and windmills if you look into the valley. Maple Pine Farm, a small family run Bread and Breakfast, 25km away from Shillong towards Mawsynram, in Meghalaya, blends into its grassy environment, surrounded by a little stream and hills. A few light blue bodied, green roofed cottages (for lodging) lie scattered on the land after crossing the rock-bridge stream. Two windmills and solar panels line one side of the humble plot. They generate all the power needed to run Maple Pine Farm, which remains unconnected to the Meghalaya power grid. A yellow massage room stands at another spot. A water purifier unit is placed near a common bath, running drinkable water through every tap on the plot, next to a kitchen and common room (welcoming you with the smell of pancakes divine). Friendly dogs and a foal

lounge on the rest of the land. James Perry (51) and Valeriena Perry Syiemlieh (40) built this collection of cottages from scratch. “We were in travel business in the region (North East) since 1997. From 2011, we wanted to offer something different for people, a place where people could stay and then travel to other places based on advice and discussion with us,” says James, a Canadian born in Meghalaya, who feels this is his home. He briefly lived in the Canadian countryside learning how to build. The Farm was built independently, without any help from the government, allowing the couple, along with their three sons, to host people without turning it into a resort with questionable ethics. Unlike a resort, there are no servants here running behind masters, providing the much needed respite from a tourist industry plagued by class burdens. Often, the Farm’s visitors are people looking to have a quiet time of introspection, a little family picnic or a time to heal.

The sacred groves of Mawphlang lie a short trek away, a walk through which completes the essence of calm. The cottages are built predominantly out of wood, and have simple-superior interiors (all made and painted by James). Every cottage, with some variation, has a double bed at the first level, with a loft that provides space for two children. Tents are also available on hire. The common room provides for the perfect reading space with soulfully picked music. To top it all off, the food comes straight out of paradise. From its daal-bhaat-aloo lunches to pan cakes-French toast-flower nectar breakfasts, James and Valeriena team up their culinary skills to produce delightful food, meal after meal. Such independent enterprises that remain true to the environment and their sovereignty are hard to come by, with people overdependent on the government. While there is a place for government subsidies and leadership, the dependence on such should not go too far. “People who see what we have here automatically assume that we got money from the government to build this place. You have people from villages wanting to know how they can do it. We say just start,” says James, who came to live on the land in 2011, and built the first cottage over 2012 and 2013 with whatever finances they had. For this KhasiCanadian couple, it is time to stop wanting and start giving. Ten days after a special law protecting army personnel from prosecution was promulgated in new areas of Arunachal Pradesh, 12 soldiers have been accused of groping and sexually harassing three women in the state’s most populous district. The act raises fears of a new cycle of violence in Arunachal—previously witnessed in Jammu and Kashmir, and Manipur— where the Armed Forces Special Powers Act (AFSPA) is now in force in 12 of 14 districts declared “disturbed areas”, to help the army combat two major insurgent groups. The sweeping powers that AFSPA grants are frequently criticised. Between 2010-2012, the Indian army received a total of 127 complaints for alleged custodial killings, torture and human rights violations according to data tabled in the Rajya Sabha. As many as 84% of these complaints were from the north-eastern states, and Jammu and Kashmir. The Central government has never granted sanction for prosecution. Data tabled in the Rajya Sabha revealed that of

UN Crime Prevention Congress calls for action on recovering black money

United nations, april 20 (ians): A major UN meeting of law officials has called for a strong international action to track down and recover black money hidden in safe havens. The 13th United Nations Congress on Crime Prevention and Criminal Justice, which ended on Sunday in Doha, Qatar, declared that effective steps should be taken to trace, recover and freeze “money and other assets that have not been accounted for and are found in safe havens” so they can be confiscated and transparently disposed of. The confiscation, it said, can be carried out “in accordance with domestic law” and can also be “non-convictionbased.” These were among the proposals adopted by the week-long congress in a document called The

Global information exchange must to curb black money: Arun Jaitley Washington, april 20 (ians): Finance Minister Arun Jaitley here has sought urgent implementation of the automatic exchange of financial account information globally to tackle the menace of black money. “We strongly feel that there is a need to ensure that the common reporting standards on automatic exchange of information should be implemented on a fully reciprocal global basis and those countries which have not yet committed to the timeline of 2017 or 2018 should do it without any further delay,” he said at the weekend’s annual Spring Meeting of the International Monetary Fund and the World Bank. As offshore tax havens are obliged to provide information on cases only when investigation is launched, offshore tax evasion and flow of illicit money can be tackled only by the free flow of account information exchanged by countries on an automatic basis, Jaitley told the global forum.

He said the forum should ensure that every country is effectively implementing common reporting standards, have the necessary legal and regulatory framework, and are also exchanging information in practice. India has strongly advocated fast implementation of the automatic exchange of tax information globally, within the time-frame agreed to by the G20 countries, Minister of State for Finance Jayant Sinha told a meeting of the G20 nations’ finance ministers and central bank governors in Istanbul in February. At the G20 Brisbane summit last November, leaders endorsed a new global transparency standard by which more than 90 jurisdictions will begin automatic exchange of tax information, using a common reporting standard by 2017-18. India has no official estimates of illegal money stashed away overseas, but the unofficial assessments put the figure from $466 billion to $1.4 trillion.

Doha Declaration. The meeting was attended by UN Secretary General Ban Ki-Moon, union Law Minister D.V. Sadananda Gowda and the top legal and law enforcement officials from around the world. The Declaration said strategies should be developed to combat “all illicit financial flows” and urgent steps should be taken “to fight against economic and financial crimes, including fraud, as well as tax and corporate crimes, especially in their relevant trans-national dimensions.” It also called for strengthening international cooperation and finding for nations “ways of affording one another similar cooperation in civil and administrative proceedings for confiscation purposes.” The international call for action comes as India grapples with the issue of

black money kept abroad and the government facing criticism as the Bharatiya Janata Party (BJP) promised quick action to recover them during the last year’s election campaign. Key problems the government has encountered are laws and procedures in the safe havens, which have traditionally protected account-holder secrecy. Gowda welcomed the actions proposed at the Congress on black money. Speaking during the proceedings, Gowda said: “I am happy to note that this Congress has endorsed the need for greater international cooperation to effectively deal with critical issues such as unaccounted black money stashed in safe havens, money laundering.” The Doha Declaration also dealt with fighting terrorism, another issue of vital interest to India.

In the next year or so, we’re going to be only mobile,” said Michael Adnani, vice-president, retail and head of brand alliances, Flipkart. “A year ago, 6% of our traffic was coming from mobile. In less than 18 months, that traffic is 10-fold. That shows the significance of what a mobile phone is doing for the consumers and consequently doing for us,” he said. As the rate of transactions mirrored that of traffic increase on the app, Flipkart’s move to app-only platform makes sense, Adnani added. Flipkart has more than 40 million registered users and has about 30,000 merchants selling over 20 million products on the platform. Govt must not be a tax terrorist: Experts Chennai, april 20 (ians): Even as the central government has decided to review the new norms to file income tax returns barely three days after it was notified, due to widespread angst, experts termed the original proposal nothing but “tax terrorism” unleashed on honest tax payers. “This is real tax terrorism. This does not target corrupt politicians, dishonest bureaucrats or the unscrupulous businessmen and film personalities who merrily evade taxes and stash away their ill-gotten wealth abroad,” said P.S. Prabhakar, partner, Rajagopal and Badrinarayanan, a chartered accountancy firm. “The government’s decision affects the common people. They are expected to unnecessarily spend huge time and cost even for doing their basic duty of filing returns. It will involve filling up so much of detail not significant to them,” Prabhakar told IANS. The move, accordingly, drew loud protests and there were indications that the norms will be reviewed. “The finance minister (Arun Jaitley) spoke to me from Washington. He has asked me to make the format simpler. He said the government must be proactive and he quickly decided to review the new income tax returns’ format,” Revenue Secretary Shaktikanta Das told IANS on Saturday. “The additional information was actually sought to deal with unaccounted cash. This was also one of the recommendation of the SIT on black money,” he said referring to the Special Investigation Team set up by the Narendra Modi government at the behest of the Supreme Court. Asked when the decision will be taken, Das said: “I can’t say now when the format will be revoked. We have to follow a process. All I can say now is that the format will be reviewed.” Another well-known chartered accountant, M.R. Venkatesh, said nothing useful will actually emerge by resorting to the new forms. “It is really a draconian measure. It has the potential to turn into tax terrorism. The real culprits would continue to go free,” Venkatesh told IANS. On April 15, the Central Board of Direct Taxes (CBDT) had notified new norms and the attendant forms that, among other issues, requires an assessee to furnish all bank details, opened or closed in the year with the closing balance, as also the sources of funds for expenses in an overseas travel. People complained the move was far from the promise of making the process of filing returns easier. “Tax return forms are getting more complicated and taxpayer-unfriendly. Residents of United Colony, neighbouring Kuda Village (Nagarjan) have finally managed to evict an encroacher claiming the land belonging to the State Fishery Department. The news of the alleged encroachment by a Kilonser of a Naga political group appeared in local media on February 21 this year. The new Dimapur Deputy Commissioner, Kesonyu Yhome, in an order dated March 26, 2015, summoned a joint spot verification of the encroached area within the state’s “lone Fish Farm” under the Fishery Department on April 16. Interacting with a section of the local media on Monday, GBs and elders of

United Colony reiterated that the colony stands firm in its decision not to allow any development activity in the “encroached area.” “In the April 16 meeting, residents of United Colony made it clear that we will not succumb to any kind of pressure, be it from the administration side or Naga political groups”, a senior GB of United Colony said. The eastern Nagas were for the first time experiencing a changed scenario, who were otherwise always at threat of being raided at anytime or forced to work at the tip of the barrel for the Myanmar Army. Now people started to plan for their future who were otherwise spending every single day with a fear that, if they will survive to see the next day. Unlike the GOI the Union of Myanmar has also given a free hand in all administration and commercial activities to the NSCN in the Naga areas to run their day to day affairs. But, ultimately when the peace was achieve on the Myanmar side Baba Khaplang decided to abrogate the ceasefire on the Indian side. It doesn’t mean that we are against the abrogation of ceasefire but, our argument is that, will it serve any purpose when the other Naga NPG’s are in ceasefire? Mr. Pusa should have asked Mr. Khaplang the logic behind abrogating the ceasefire when he is under similar arrangement with the Union of Myanmar. He should ask for a logic for expelling his supervisor CFSB and co-member, whom he himself has appointed to attend the CFSB meeting. He should ask for logic from Mr. Khaplang for walking out of the reconciliation process, when fervent prayers were conducted all over Nagaland for peace and unity among the Naga family. He should ask for logic for unilaterally abrogating the ceasefire with the GOI without taking into confidence his council of kilonsers. He should also ask for logic for not informing his own cadres in designated camps apart from Shuruhoto, before attacking the security forces. He must also ask for logic in giving a signature

The reasons behind the split were many but the most important of all was the unilateral decision of Baba Khaplang in all administrative and political matters without consulting his Ato-kilonser or his council of kilonsers. He was literally running the GPRN autocratically, which did not go down well with the leaders of the Indian side. The next important thing was walking out of the reconciliation process. When all the Naga people were praying ceaselessly for peace, when there were tremendous efforts from people of all walks of life for peace and reconciliation, when there were programmes organized for the widowed and orphaned children, when there were football matches among the fiercest rivals, I am sure Naga people were not able to believe their own eyes. But, such was the wonder of FNR that, the national workers who were gunning after each other with AK47 were now fighting for a small foot ball to the great applause and mesmerisation of the Naga family. Mr. Pusa giving a new twist and trying to portray as if we were too interested in forming a new party is really disturbing and uncalled for. All members of NSCNREFORMATION are former NSCN (K) cadres and civil workers. After Baba Khaplang decided to unilaterally abrogate the ceasefire all the NSCN cadres of the Indian side decided to continue the ceasefire with the GOI under the leadership of Wangtin Naga and P.Tikhak but since Khaplang has already abrogated the ceasefire officially it was not possible to continue under the same banner. Therefore, we have to re-name it for the convenience of our cadres and easy identification. But, why should Mr. Pusa have any problem if the former NSCN (K) cadres, now members of NSCN-REFORMATION want to have a ceasefire to maintain peace as desired by the people. What logic is he looking for when the same group of national workers were in ceasefire before it was renamed? The only difference is earlier it was including Khaplang and now it is without Khaplang. Why is he talking about peace and progress on the one hand and indulging in mudslinging with the NSCN workers on the other hand, who also

wants to have ceasefire for peace? Yes, if I he has any other agenda, and wanted to invite a volatile situation in the Naga country so that, he can slam the state and the central government on law and order to get a political mileage than, he has the right to criticize and ridicule the NSCN-REFORMATION for expressing their desire for peace. The basic idea behind naming NSCN- REFORMATION is also our humble attempt to reform the Naga National movement by involving all the people, including the church, NGO’s, civil society, intellectuals and in sync with other Naga political groups. We also intentionally didn’t tag the name of the party with the name of the leaders as it is neither a personal movement nor a private issue. It belongs to the people and we have a strong believe that, only with the active involvement of our people we will be able to reach the desired goal. I think what Mr. KV Pusa has said on ‘antinational’ and ‘waging war against India’ was incorrect at first place as we are still in war though the battle is yet to be won. So any activities of NSCN cannot be considered as anti-national. Secondly, why should we go and wage war against India in New Delhi or elsewhere, we are only defending ourselves against their forceful occupation in Naga homeland. So, I think next time as a responsible person, if he is little careful and keep himself updated on the National activities this kind of unwanted situation can be avoided. Reading With Imagination

T

he effort to find a just solution through nonviolent peaceful means to one of the oldest political conflicts remains distant between the State of India and the Nagas. The fundamental issue in the Indo-Naga conflict is sovereignty; and, more specifically the question of how Nagas can freely exercise their sovereignty with responsibility in an interdependent world. Though in principle the issue is quite clearly defined, in reality it has been compounded, and simultaneously the national, regional and global stakes have multiplied. The mainstream media and state-analysts in the sub-continent have crafted and conditioned a perspective which suggests that the responsibility to arrive at a solution lies solely with the Nagas and portrays them as unruly and uncooperative. However, the root causes of the issue goes back to when the Indian State was formed. Hence, the process for reaching any enduring solution will require a sincere effort on the parts of both Nagas and the Indian state. Only then can the central question of Nagas exercising their sovereign rights be addressed meaningfully when the burden of accountability and responsibility is shouldered equitably by the parties involved. For that reason, the existing viewpoint that suggests the Nagas need to take greater responsibility is erroneous and negatively impacts any genuine efforts to partner for peace. This imbalanced viewpoint downplays the obvious fact that the bargaining power lies with the Indian state. Failure to establish and recognize this power-imbalance will only undermine the credibility of any peace process, especially since the theatre of negotiations continues to be defined by the degree of power. Consequently, so long as the question of power being in the hands of India is not openly recognized, constructive dialogue on the focal issues will elude the process. This biased perspective is based on the subcontinent’s long history of imperialism, colonization and militarization that has been generated through violent conquest, subjugation and humiliation. The socio-political mindset reflects the violent conditions from which it emerged have instilled a climate of insecurity, trauma and fear. This mindset has been further reinforced as a result of the approaches to negotiations which are based on national security where the State dominance is defined by territorial control. The reluctance to openly engage with issues of territory and sovereignty is obstructed by fearing a ‘domino effect.’ Such continuing reluctance however, only complicates the situation for the Indian State. Hence, in order for the political conflict to successfully transition involves broader narratives in which political decisions are constructively engaged both internally and externally that supports peoples to peoples’ dialogue at all levels. A public discourse that engages with historical injustices is necessary to end climate of insecurity and fear in order to constructively move the peace process forward. Nagas, too, must grabble with these very issues that prevent honest dialogue and acknowledge that the painful acrimony from the past and present are disabling their ability to move forward to a shared future. When Nagas begin to talk to each other in open dialogue then they can explore meaningful ways of healing and coming together as one with unity in purpose. This unity will help the Nagas to sincerely demonstrate to India that while exercising its sovereign rights it does not intend to harm the State’s interests. India and the Nagas need to make a quantum leap together based on a new understanding where power politics no longer are the basis of the peace process, and fear-based tactics generating insecurity are no longer used to control the Nagas. A dynamic approach where both parties share responsibilities that is guided by the honoring each other’s rights and having mutual respect can become the spirit of the process. The manner in which the Indo-Naga political issue is resolved will undoubtedly determine the Naga future as a people exercising their sovereign rights without infringing on the rights and interests of the other. The challenge is to find a solution in which they both enjoy a peaceful coexistence.

Correcting Economic Injustices What does God say? Read Ecclesiastes 7:7-10 In today’s passage, King Solomon talks about corruption: Corruption makes fools of sensible people and bribery destroys personal integrity (7:7). These are injustices in government which should not surprise anyone (5:8-9). Despite having to live with all these problems in society, do not say, “Why is everything worse than it used to be?” (7:10). Such question gets no one anywhere. So, when dealing with injustice and corruption, the common men needs some patience (7:8-9). The American Experiment Andrew Jackson was born in a log cabin and had no formal education. But he became the 7th President of the United States (1829-37). In July 1832, President Jackson, believing that too much economic power was concentrated in the hands of a small elite group of people, said: In the full enjoyment of the gifts of Heaven and the fruits of superior industry, economy, and virtue, every man is equally entitled to protection by law; but when the laws undertake to add to these natural and just advantages artificial distinctions, to grant titles, gratuities, and exclusive privileges, to make the rich richer and the potent more powerful, the humble members of society--the farmers, mechanics, and laborers--have a right to complain of the injustice of their Government. There are no necessary evils in government. Its evils exist only in its abuses. If it would confine itself to equal protection, and, as Heaven does its rains, shower its favors alike on the high and the low, the rich and the poor, it would be an unqualified blessing. In reference to the cause of economic injustices, President Jackson further complained, “It is to be regretted that the rich and powerful too often bend the acts of government to their selfish purposes.” Therefore, he said, “I believe that just laws can make no distinction of privilege between the rich and the poor, and that when men of high standing attempt to trample the rights of the weak, they are the fittest objects for example and punishment. In general, the great can protect themselves, but the poor and humble require the arm and shield of the law.” Okay, so now what? In Nagaland, our politicians are given a free pass to tear communities apart, create economic divide and commit corruption. Yet we condone their behavior as normal and thus expected. This is nothing but social malfunction which will only lead to total destruction of our society. When are we going to realize that we are heading in the wrong direction? “R

eading,” Jean-Paul Sartre writes in his essay “What Is Literature?,” “is a pact of generosity between author and reader. Each one trusts the other; each one counts on the other, demands of the other as much as he demands of himself.” Literature, he maintains, is a shared experience, and a literary work’s reception and success is integral to it. “What the writer requires of the reader is not the application of an abstract freedom but the gift of his whole person, with his passions, his prepossessions, his sympathies, his sexual temperament, and his scale of values.” Every author, he believes, constructs his work from notions about the implied or potential reader; in other words, in choosing his reader, the author chooses his subject. Thus, since in Sartre’s view a literary work is a such close collaboration between writer and reader, it must necessarily follow that a “good” reader produces “good” literature while a “bad” one, “bad” books. “The bad novel,” Sartre writes, “aims to please by flattering, whereas the good one is an exigence and an act of faith.” Reading, Sartre goes on to say, is predicated on personal concerns and experiences and there is no such thing as a totally objective reader, a tabula rasa without tastes, opinions, loves. It is certain that the “The Aeneid” got a different reading (hearing?) in Virgil’s time than it does today. Equally, a Nabokov scholar and a family therapist would read “Lolita” quite differently, neither of them being right or wrong. It is not, then, the different textual interpretations that are at stake — the more the merrier, in fact — but instead it is the approach to the act of reading that matters. This approach does not rely on the tastes or the qualifications of particular readers — the feminists, the Tea Party members, the liberals — but rather on how exactly people read. So how should one read? In the Middle Ages, reading was regarded as a contemplative act. It was lectio divina and limited to sacred texts that, for the most part, were read out loud and optimally, the words read were repeated by the listeners in order to fill body and soul with their significance. Reading then was essentially a form of prayer. Today, however, most people read to be informed and instructed — where to take a vacation, how to cook, how to invest their money. Less frequently, the reasons may be escapist or to be entertained, to forget the boredom or anxiety of their daily lives. These are valid reasons, but I believe most of the reading one does for these reasons is actually a “bad” practice for reading literature. What’s more, our ability to read for pleasure is taxed by the amount of reading we do. There is such a glut of blogs, emails, texts and tweets that the distinction between literary works and nonliterary works has become badly blurred and people tend to read everything in the same way, pragmatically. Literature has no single or simple definition

and is not merely “imaginative” writing. Biographies, histories, diaries, essays are rightly read as literature as they combine the statement of facts with ideas and personal values and often do so in unusual or pleasing language. One does not read Samuel Pepys’s “Diary” for a factual account of the London fire but for his style and point of view, just as one does not read Gore Vidal’s “Lincoln” for the facts of the 16th presidency since more than 15,000 books have been published on the subject, but for Vidal’s wit, intellect and insights on personal ambition. Fiction, which I believe suffers most from modern readership, is by definition not factual. It may be about the real world and it may try to illuminate some facts about the real world or how real people behave in it or, as is so often the case in modern literature, it may also be about the impossibility of portraying any such reality since the very nature of art is artifice. Primarily, however, fiction (and biography, essay, history, memoir only perhaps to a lesser degree) is a creative act, an act of the author’s imagination and likewise, ideally, it should be read with imagination. In my own writing, I have been accused of (or is it praised for?) being a minimalist, which I suppose means that I don’t write a whole lot. This is true. For the most part, I avoid adjectives and I definitely avoid adverbs, which also means that I tend not to describe much. I rarely describe what my characters look like or what they wear or how they do their hair. My hope is that this will either not be important or if it is important it will somehow surface within the text. But better yet, by avoiding descriptions and explanations, I allow the reader the freedom to picture for themselves what my characters, their clothes and haircuts look like and thus participate in the text. In other words, I hope my readers will read my work with imagination. In his book “The Act of Reading,” Wolfgang Iser, known for his reader-response theories, writes that ideally a book should transform a reader by “disconfirming” his habitual notions and perceptions and thus forcing him or her to a new understanding of them. Take for example the beginning of “A Hundred Years of Solitude” by Gabriel García Márquez: “Many years later, as he faced the firing squad, Colonel Aureliano Buendía was to remember that distant afternoon when his father took him to discover ice.” Here the reader is shown ice

as if for the first time, as a sort of miracle, firing his imagination and making him see something commonplace as something new. Or look at the opening of “The Blue Flower,” the stunning and wholly imagined life of the young German Romantic poet Novalis by Penelope Fitzgerald: “Jacob Dietmahler was not such a fool that he could not see that they had arrived at his friend’s home on the washday.” Another writer, a more ordinary writer, as Julian Barnes points out, would simply have written, “Jacob Dietmahler could see that they had arrived…” With no preamble, Fitzgerald then goes on to provide the reader with the most intimate details of a family, their dirty laundry. Why not begin by describing the members of the family — how old they are, what they look like, what their names are — in a straightforward fashion? Instead, as in all her work, Fitzgerald eschews the predictable in favor of the accidental whose significance may not be readily apparent or, truth be told, may not have any real significance. Most important, crucial to it really, the washday passage both captures the movement of life and provides an indelible picture of 19th-century domestic life — how people looked and smelled. Imagination is defined as “the creative process of the mind,” and its power is both limitless and marvelous and most probably redemptive as well. We are surrounded by works of the imagination: our transportation, our communication, our technology. Every song we hear, every picture we look at that genuinely gladdens our heart for a moment is a work of the imagination. Literature is the language of the imagination refined by heightened sensibility, and reading, to use the literary theorist Geoffrey Hartman’s phrase, should be “an encounter of imagination with imagination.” Lily Tuck is the author of five novels, two short story collections and a biography; her forthcoming novel is “The Double Life of Liliane.”

Coal and its future are fueling conflicts

ierce conflicts over coal are taking place around the globe, but author Richard Martin says the decline and ultimate demise of the fuel that powered the Industrial Revolution is inevitable and cannot be reversed. What he cannot predict, he says, is whether the transition to energy sources that are less damaging to the environment will occur soon enough to avert catastrophic climate change. Martin, whose previous book outlined the case for thorium as a substitute for uranium in nuclear reactors, takes the reader on a tour of coal mining operations and power plants from Appalachia to northwestern China, where the coal industry remains a linchpin of the economy and a rare source of decent-paying jobs. Even as the industry rails against what it calls the Obama administration's "war on coal," shutdowns of the remaining 580 coal-burning plants in the U.S. are accelerating, driven in large part by the availability of lowcost natural gas from shale. Globally, however, it's a different story. Nearly

1,200 new plants are on the drawing board, most in China and India, and the use of coal is increasing in Germany and Japan as they transition from nuclear power. Martin's tour of coal country in "Coal Wars" begins with the Tennessee

Valley Authority, which evolved from hydro dams to coal plants and is now shifting to natural gas. From there it's a short hop to eastern Kentucky's Harlan County, once the richest coal land on Earth but now a place that's long on poverty and short on hope. With the decline in coal production, workers who spent their lives in mines find themselves too old to start over and too young to die. Production remains high in Wyoming's Powder River Basin, producer of 43 percent of the nation's coal. It's a largely mechanized process that requires a minimal workforce. The author takes us in the cab of a seven-story-high mechanical shovel, with a price tag of $10 million, as it fills a waiting line of trucks with a capacity of 400 tons apiece. That coal makes its way to mile-long trains that haul the black pulverized rock to power plants as far away as Virginia. Because readers are probably less familiar with China's coal industry,

Martin's descriptions of the breathtaking scale of mining operations in Shanxi province, one of the most polluted places on Earth, make for his most interesting accounts. But even at the huge Ta Shan mine complex in Datong, which employs 200,000 miners and supplies 6 percent of the world's coal production, jobs are disappearing as a result of mechanization. There are signs of a nascent environmental movement. Hangzhou, along the southern coast, became China's first city to wean itself from coal, and residents of Shanzhen blocked construction of a new coal plant within the city. While applauding those types of small victories, Martin maintains that the only way to avert environmental catastrophe is to shut down the global coal industry root and branch. He would ease the impact on its workers by offering education, retraining and pensions for displaced workers that would be financed by putting a price on carbon emissions. The author makes no bones about where he stands in the coal war and what he sees as its centrality to the Earth's future. Readers who may regard his one-sided views as extreme can still benefit from the compelling descriptions of coal production and the many people whose lives depend on it.

Good Friday Agreement and the wait for a new politics in Northern Ireland Northern Ireland's peace process may be upheld as an international "model", but it still has a long way to go in shifting identities away from tribalism and towards mutual recognition david Mitchell n Saturday, 11 April, 1998, the Irish Times announced the multi-party agreement reached in Belfast the day before with the headline “Easter 1998”. It was, of course, a factual statement: the negotiators had missed the Holy Thursday midnight deadline and the document had been finalised on Good Friday. However, to those well versed in Irish history, the headline had a greater depth of meaning. The rebellion led by Patrick Pearse against the British in April 1916 is often referred to as “Easter 1916”. The Irish Times’ implication was that the 1998 Agreement could be as significant a turning point in the centuries-long conflict as Pearse’s Rising. Yet, at the same time, the Irish Times was drawing attention to the dramatic contrast between the natures and meanings of the two events. Pearse, a fervent Catholic, imagined himself as a Christ figure, shedding his (and others’) blood for the redemption of the Irish people during the very season in which Christians celebrate the death and resurrection of Christ. Eastertide 1998 had a different theological resonance. This time, the sacrifice was not of blood but of enmity and hatred, or at least of maximal political demands. It appeared to be an historic compromise that heralded new relationships, a society resurrected from the violent past and set free for the future. In sum, the headline captured the twin hopes that many people placed in the Agreement in its immediate aftermath: that it would be historic in significance and reconciliatory in effect. The historic nature of the Agreement, at least, is beyond doubt. Despite dramatic changes in the partypolitical landscape and some relatively minor reforms contained in the 2006 St Andrews Agreement, Northern Ireland is governed as broadly set out on 10 April 1998. However, seventeen years on, the accord has not yet brought the kind of inter-communal reconciliation that many assumed was its ultimate purpose.

Identity politics Sporadic street violence, paramilitary attacks, conflict over symbols, parades and “dealing with the past”, as well as residential and educational segregation, have all continued, despite the operation of the Good Friday institutions, while those institutions themselves have frequently been paralysed by Orange versus Green disputes. Whether anything fundamental about Northern Ireland politics has really changed since 1998 was in sharp focus yet again after the recent Westminster election pact between the Democratic Unionist Party and Ulster Unionist Party, the two largest pro-British parties. The deal, designed to avoid splitting the unionist vote in four marginal constituencies, was widely condemned as sectarian – evidence that unionists, hankering after the Protestant privilege of the past, will do anything to keep out the other side. For unionists, it was simply a pragmatic response to ensure that pro-Union voters did not lose out in the “winner takes all” Westminster system. (Sinn Féin, the main Irish nationalist party, incidentally, was rebuffed

he embarrassing news that India ranks 101th in the Social Progress Index among 133 countries, lower than even Nepal, may well be the right occasion to narrow the focus on states which might be examined as milestones. This examination will have to be done by serious social scientists. An itinerant journalist can offer no more than a bird’s eye view. In Human Index, Kerala remains the pioneer but its copy has been blotted in recent years on other counts including that of governance. States like Tamil Nadu rule themselves out because they fall short on the corruption criteria. Gujarat is in because the media gives it brownie points. Even so, final judgement must await thorough studies. Exactly the opposite are the circumstances of the Aam Aadmi Party. The media has turned upon it. But if attendance at the India International Centre for Ashutosh’s book release is any indication the negative images of the past month may fade as a bad memory. In which case it will be worth the while to see what Delhi’s Human Development Index will look like some years from now. One state, which has been ploughing its furrow diligently with some quite extraordinary results on the Human Development scale is one which no one discusses - Tripura. Is the state with a population of 40 lakhs, not in focus because it is small? Only Sikkim and Goa are smaller. Or is the media squeamish about applauding a state which for 32 of the past 37 years has been under Left Front rule? Some of its records are amazing. Its 96 percent literacy makes it the country’s most literate state. Literacy rate in Gujarat is 83 percent. Life expectancy of 71 years for men and 73 for women too is a record. In Gujarat, it is 64 and 66. Tripura’s Bengali population ruins the absence of gender bias among tribals. Even so, it is 961 as against 918 in Gujarat. The great genius the leadership has demonstrated is in grasping an essential truth: like politics, good governance too is essentially the art of the possible. Instead of beating its breast and flailing its arm around, the regime picked up all the central and state schemes, put its head down, called in the officials, party cadres, involved the three tier Panchayati Raj

N by the SDLP in its attempts to form a rival pact on the grounds that the idea was sectarian). Sectarian or not, the pact at least demonstrated how the constitutional issue, allied to identity politics, continues to trump all other issues and cleavages. This is not what was meant to happen. The rationale of the Agreement was that the national question could be “parked” by the principle of consent i.e. everyone agrees that Northern Ireland remains in the UK for now and that this can change in the future if a majority wish. In the meantime, both sides get on with building a united and prosperous society. The Agreement allowed unionists and nationalists to retain their national aspirations but did not allow either side to realise those aspirations without taking account of the identity and fears of the other side. Unionists, in order to preserve the Union, would have to ensure that Northern Ireland was a place to which nationalists could feel belonging, while nationalists, to attain Irish unity, would have to convince unionists that they had something to gain, or at least nothing to fear, from a united Ireland. Parties would have to “compete for mutual assurance” rather than “compete in mutual attrition”, as the SDLP’s Mark Durkan, one of the Agreement’s chief architects, puts it. An international model? Yet instead of undertaking the self-examination and change that might win over those of a different political point of view, unionists and nationalists have, to a great extent, nursed their own wounded identities and defended their borders. The repeated detonation of disputes stemming from the Troubles (arms decommissioning, police reform, demilitarisation, controversial commemorations, “on-theruns”, enquiries, including or excluding paramilitarylinked parties) has worked against the unwinding of conflict identities and stoked the suspicion that preferred constitutional futures are best guaranteed, not through generosity and rational arguments as the Agreement intended, but through communal solidarity and power. As a result, the growth of non-ethnic party politics has been stunted. Moreover, given the future constitutional uncertainty, many in Northern Ireland have calculated that “dealing with the past” really means dealing with the future, and that any ground given on the past is a zero-sum loss

that only assists the other side in pursuing its constitutional ideal. The Agreement drew a moral equivalence between the two sides which was threatening to both. Now, victories on the past boost morale in the present and enhance the odds for the future. Or so it is thought. A pall of negativity has rested on the Northern Irish political scene at least since the Belfast City Hall flag protests began in late 2012. There has been failure to make substantive progress on the three issues which are symptomatic of the underlying and ongoing identity conflict: flags, parades and the past. Logjam in Stormont is mirrored by logjam in a parading dispute in North Belfast. Question marks hang over Northern Ireland’s acquired status as an international model for conflict resolution. While the Executive has struggled with conflict legacy matters, many of the famous “bread-and-butter” issues have also flummoxed it, with impasses in relation to a raft of policy areas, a state of affairs not eased by worsening austerity. And the public has been paying attention. According to the 2013 Northern Ireland Life and Times Survey the proportion of people who think relations between Protestants and Catholics are better now than five years ago has fallen from sixty-five percent in 2007 to forty-five percent in 2013. A long wait Yet the weight of evidence suggests that the political progress that has been made is irreversible. The Agreement was the outworking of twin processes: strengthening ties between the evolving British and Irish states, and learning on the part of the parties in Northern Ireland that the long-imagined, exclusivist utopias were precisely that – utopian. The difficulties of implementing the Agreement were not inevitable, but neither were they surprising after decades of violence which left few families untouched. That violence, so polarising during the “Troubles”, has been in continuous, if at times, faltering, decline since 1998. It follows that a sustained period of peace and political stability will further “de-escalate” identities away from tribalism in the direction of mutual recognition and trust. The wait, however, for a truly new politics in which the Orange-Green divide is obscured by new alliances and issues, may be a long one. Which will be admired most: Gujarat, Delhi or Tripura? saeed Naqvi iANS system and gave a sense of real participation to the elected Autonomous District Councils which cover two thirds of the state and all the tribal areas of Tripura. This is the key. The basic conflict in the state, one which exploded as the fiercest insurgency in the North East, was on the tribal-non tribal faultline. Under the Maharajas, who figure in mythology, Tripura was overwhelmingly tribal. But after the creation of East Pakistan (later Bangladesh), Hindu Bengalis from contiguous territories that were once managed by the Maharaja, migrated to Tripura. The tribals, (a total of 19 tribes) became a minority in the state. The 70:30 ratio in favour of the tribals was exactly inverted. Today 70 percent of the population is Bengali. The Congress, born for power, fell back on the simple divide and rule strategy, pocketing the Bengali vote bank. If ever there was a shortfall, there was always a tribe to be played against the other. A great tribal, communist leader, Dashrath Deb had seen the future. He launched Jana Shiksha Abhiyan or campaign for education among tribals in 1945 forcing the Maharaja to recognize 500 primary schools, which mushroomed and today saturate the state - a school every kilometer. It was from this wide base that the tribals gravitated towards communism while the Bengalis were turning towards the Congress. While the Congress was content with sectarian divine, a leader like Nripen Chakraborty accurately gauged the difficult social reality: without tribal support all Bengali agenda would be circumscribed. Likewise, tribals would not advance without Bengali help. The call went out: tribal-non tribal unity was the absolute imperative. The idea flared up, across the state for two reasons. Tribals, who had taken to communism in the 40s and 50s, grasped the idea instantly. In driblets, Bengalis

too came into the fold. So, while the Left slowly expanded its platform of unity, the Congress persisted with its Bengali focus, not without electoral gains. True, the Left Front has 50 seats in a House of 60, but the 36 percent of the opposition vote share must be largely credited to the Congress. What keeps the electorate, indeed the population persistently in the Left’s thrall is the universally accepted incorruptibility of the leadership. Congress MLA Gopal Roy shook his head in agreement “personal incorruptibility cannot be denied”. The first Left Front Chief Minister Nripen Chakraborty (1978 to 88) entered and left the official residence with same two tin trunks - full of clothes, books, and a shaving kit. Of course, every child has the right to get education but the fundamental goal is to deliver quality education to every child whose future depends on it. Before a child is ready for schooling, every family has a very huge role. They can do their roles by creating a caring environment to help their child prepare themselves to adapt to learning. Every family’s job need not only be to provide physiological needs but also of psychological needs too. Now, a child can learn more on an environment which is conducive. In school, a teacher of quality teaches things about life, which need not always be in the curriculum. Success and failure are the two important things that a teacher makes for them; success would be much easier with an education of quality. Coming to the examination-test system, it is more or less focuses on answering examination than imparting a quality of knowledge. Most often, questions set in examinations are merely a test of memory rather than application of students to critical analysis. To strive for academic excellence teaching methods should be efficient enough. The role of a teacher and his motivation towards every student is, no doubt, extremely important. To make courses interesting a teacher should initiate it wisely and also apprise themselves of the latest developments in their respective disciplines. The real foundation of an educational institution is the quality of teachings and teachers. An average teacher only conveys, a good teacher communicates but a great teacher is a great source of inspiration. Therefore, inspiring teachers is the need of the hour at present. Education is not only of direct classroom teaching if quality education is to be realized upon the student. Sufficient school facilities like classrooms, school buildings, libraries, laboratories and clinic just to mention a few, should be well set up at all times. One important thing is that, classes with overcrowding will result in less personal attention. It also opens ways for students with learning disabilities which goes unnoticed by teachers furthering the damage to their learning capability. Equally important, is the attitude of students, they should regard learning as an exciting experience and show a genuine desire to learn. Equipping a quality education will surely produce a more mature and responsible society, so more problems will be fixed. Students having quality education will have better job opportunities. The present evaluation system in educational institution needs to be revamped to facilitate a more meaningful assessment of students competence. Therefore, examinations should be purely of critical and analytical abilities rather than memory test. The rise and downfall of a nation or society is directly related to the quality of education. India, which is standing on an important threshold of emerging as a superpower, cannot ignore the need of providing its people universal access to the quality education. The issues about quality are often neglected, this maybe because the current concern about the government is to increase access to education. There have been several suggested solutions, many of them range from frequent inspection, more government funding etc. But the best of all these, undoubtedly is evaluation by the students. Democracy is a beautiful principle. It allows the ruled to choose their rulers. Similarly, this can be used to improve the quality of educations. Student’s evaluation at schools and colleges level will be a breakthrough in quality education. The students can point out the faults of the systems more accurately. They can tell what they did not understand and comments on lack of aids. Through this, not only the quality of education will improve but the extra money which the parents spend on tuitions and coaching can be saved. Most of the schools and colleges just try to fulfill the AICTC guidelines, but do not take any corrective steps. Likewise, inspections of schools have also not improved the teaching quality. Evaluation by students should be conducted solely by the authority on monthly basis. The evaluation by students will help the teachers and administration of the schools/colleges to know about the performances of the teachers. It will give them an insight into the mind of the students and show whether the teachers are successful in imparting their lessons. It will also expose those who are not doing enough and will lead them to correct their teaching methodologies as well as their attitude towards students. Thus the quality of teaching will certainly improve. With certain conditions and modification it can be made useful and free of faults. First of all, grading should be done by students who are above 14 years of age. Students should be asked to mention the reasons for giving the grades to respective teachers. The school administration should also see that they are able to differentiate the right feedback from the wrong feedback. Detailed grading system would ensure that all relevant points are being brought to notice in specific and direct ways. Parents-teachers meeting should be regularly conducted. Thus the students, parents and the administration of the school/colleges should collectively and responsibly grade the teachers in a fair way. It is a promising concept and will yield surprisingly good result applied with, if refrain, the right condition as proposed above. Thus, the system of grading a teacher may prove to be a boon for the institutions who aim to nurture the “HOPE OF TOMORROW”. Re-promulgated land ordinance tabled in LS amid protests New Delhi, April 20 (iANS): The opposition parties, led by the Congress, on Monday accused the NDA of trying to get the controversial land acquisition bill passed in parliament through the "backdoor" as the government tabled the re-promulgated ordinance in the Lok Sabha. Protests against the bill began as soon as Minister of State for Parliamentary Affairs Rajiv Pratap Rudy tabled the land ordinance which was re-promulgated by President Pranab Mukherjee on April 3. Leading the opposition charge, Congress leader of the house Mallikarjun Kharge said: "We feel that this ordinance was not required as the government has been trying to impose this on the people again and part of the budget session. Top Kashmiri separatist leaders share platform after 10 years

SriNAGAr, April 20 (iANS): Kashmir's senior separatist leaders Syed Ali Geelani, Mirwaiz Umer Farooq and Muhammad Yasin Malik shared a common public platform on Monday after over a decade as they took part in a condolence rally held for a killed teenager. Addressing the rally for the recently killed teenager at Narbal village in Jammu and Kashmir's Badgam district on Monday, Geelani, Mirwaiz and Malik alleged that the Indian security forces were "killing Kashmiri youth in a systematic manner". The 17-year-old youngster, Suhail Ahmad Sofi, was killed in police firing during clashes that occurred between stone-pelting protestors and the security forces on Saturday in Narbal village. Two policemen were later arrested for violating the standard operating procedure (SOP). The three senior separatist leaders also visited the family of the slain boy to offer condolences. Geelani heads the hardline group of the Hurriyat Conference while Mirwaiz heads its moderate group. Malik is the chairman of the Jammu and Kashmir Liberation Front (JKLF). Both the Hurriyat groups stand for the state's merger with Pakistan while the JKLF supports the idea of an independent Jammu and Kashmir.

Maharashtra justifies beef ban Commit more resources for single mothers: NCW MuMbAi, April 20 (pTi): Justifying its controversial ban on slaughter of cows, bulls and bullocks and consumption of their meat, Maharashtra government on Monday told the Bombay High Court there is a need to protect and preserve these animals as the state’s economy is still predominantly agricultural. The government, in an affidavit, said the ban introduced under Maharashtra Animal Preservation (Amendment) Act, which has received Presidential assent, was not violative of the fundamental rights of citizens to have food of their own choice. The affidavit was filed by Chitrakala Suryavanshi, Deputy Secretary, Animal Husbandry, Agriculture, Dairy Development and Fisheries Development Department, in response to a bunch of petitions challenging the ban which came into force early this month. The petitions have challenged only Sections 5 (d) and 9 (a) of the Act, which prohibits possession and consumption of meat of cow, bulls and bullocks even if the animals have been slaughtered outside Maharashtra. According to the petitions, this puts a ban on import of meat. The government has

crease the pension for single mothers to a level that would enable the women to look after themselves and her children. Highlighting that skill development was important to alleviate the problem, the NCW member said providing vocational training to such women was as critical to enhance their lives. "These women need to go through skill development to enable them to achieve economic empowerment - be it for jobs in the organised or the entrepreneur sector and the government must play the

central role in skill development to facilitate women to work," she said. Sailo also advocated for the police to be specially sensitive to single mothers, as they were often victims of crimes against women. ‘India being closely watched for its contribution to climate change' New Delhi, April 20 (iANS): Contrary to Prime Minister Narendra Modi's recent observation that India was under "no pressure" for climate commitments, a US envoy said on Monday that India is being "closely watched" for its contribution to climate change. US envoy Richard Verma said the country was being "closely watched" for its intended contribution towards the global response to climate change. In January, at a bilateral engagement with US President Barack Obama during his state visit to India, Modi had said that India was under "no pressure" to announce a peak year for cutting its own emission like the US and China. India is the world's third largest emitter of greenhouse gases. Speaking at a Confederation of Indian Industry (CII) event here Verma, however, noted that "India's size, economic growth projections and already significant greenhouse gas emissions means there is tremendous interest around the world" on its proposed contribution to mitigating climate change. "I don't think it's an understatement to say the world is watching very closely what India will do," he said.

Ahead of the crucial climate change negotiations at Paris 2015 in December, global emitters will submit their "Intended Nationally Determined Contributions" (INDCs). The INDCs will be the announcement of their commitment to adopt measures for clean energy and produce green house gas emissions. Dismissing the perception that the world is divided in two camps "the countries with historical responsibility as early industrialisers and the ones that are now embarking on the path of development", Verma said: "We (India and the US) are not in two camps anymore. We are in the same camp. "We have to move forward (to address the scourge of climate change) taking into account our national circumstance." Impressing on Obama's interest in being India's "best partner", Verma said the US would like to extend cooperation not just in the field of defence and trade but also strengthen understanding in the global response to the "toughest issue on the planet ... climate change". "We are working closely with India to find ways to promote the

transition to a low carbon, clean energy future. "We hope our recent breakthrough understanding in the civil nuclear sector will ultimately allow us to build low-carbon base-load nuclear power plants together," he remarked. Drawing on the potential "countless opportunities" offered by programmes like Smart Cities, Make in India, and Swachh Bharat campaigns as well as the government's commitment to 175 Gigawatts of clean, renewable energy by 2022, Verma urged the business community in India to lead the way on climate change. These programmes, Verma said, would have "countless opportunities to utilise cleaner technologies that are more energy and cost efficient", adding that "the economic benefits of action and moving to a low-carbon future are enormous". The US envoy to India was speaking at the launch of a global engagement initiated by the US to highlight the economic opportunities associated with climate action. "Green - the colour of growth: The business case for climate action" kicked off in India at the CII here.

An EPIC or Aadhaar document will now be enough for any individual to obtain PAN card as the Income Tax Department has relaxed the cumbersome procedure of having multiple documents to prove one's own identity. The Central Board of Direct Taxes (CBDT), the apex policy making body of the I-T Department, has recently issued a notification making the Elector's Photo Identity Card (EPIC) and Aadhaar, issued by the Unique Identification Authority of India, valid proof of "date of birth" for obtaining PAN card. Till now, both these photo ID cards were only considered as valid

proof for substantiating the "identity" and "address" of an individual and not their date of birth. "The new notification, in simple terms, means that henceforth having only an EPIC or Aadhaar will be enough a document for any individual to obtain the PAN card. "These two documents will be valid as the proof an individual's identity, address and date of birth, thereby reducing the cumbersome procedure of having multiple documents to prove one's own identity," a senior I-T department officer told PTI. As part of the new notification, the government has also made a "photo identity card issued by the central government or state government or

central public sector undertaking or state public sector undertaking or the central government health service scheme photo card or ex-servicemen contributory health scheme photo card" as the valid proofs for establishing the date of birth of an individual. The officer said this new arrangement has been made possible as the government has embarked on a mission to bring the three unique identifiers - EPIC, Aadhaar and PAN - on one platform and have inter-links between their databases in order to thwart attempts of duplicity or forgery in any of these three documents which are the most essential when it comes to taking legitimate benefits of government schemes.

MuMbAi, April 20 (iANS): The Indian Navy's new and biggest destroyer, Visakhapatnam, which has enhanced capacity to operate in nuclear, biological and chemical atmosphere, was put to the sea at a function here on Monday, officials said. It was ceremonially launched by Minu Dhowan, wife of naval chief C.K. Dhowan, in the presence of top naval, defence and

civilian officials. The 163-metre long 7,300-tonne Visakhapatnam is the first of the four followon warships of the Kolkata Class Project 15A, designed indigenously and will give a significant boost to India's maritime capabilities when it joins Indian Navy in 2018. The Kolkata Class did not have a full-fledged Total Atmosphere Control System (TAC), which is included in Visakhapatnam,

according to an official. The TAC system provides a capability of almost endless operating in a fall-out region whether it is a nuclear, chemical or biological, because the complete air taken inside is through nuclear, biological and chemical filters barring the machinery compartment, where wearing specialized masks would be mandatory. Visakhapatnam is equipped with several indigenous weapon systems and an Israeli Multi Function Surveillance Threat Alert Radar (MF-STAR), which would provide targeting information to the 32 Barak 8 longrange surface-to-air-missiles aboard. The Barak 8 missiles, being developed jointly by India and Israel, are being integrated into the Indian Navy's new destroyed INS Kolkata and shall be testfired in October. Besides, Visakhapatnam will also carry eight BrahMos missiles, a 127mm main gun, four 30mm rapid fire guns, and achieve speeds of over 30 knots with a maximum endurance of 400 nautical miles at an economical speed of 14 knots.

Fitted with a sophisticated Ship Data Network, an Automatic Power Management System and a Combat Management System, all information critical to operate the ship is made available to key officers through the SDN which the Indian Navy terms a "data information highway". It incorporates state-ofthe-art weaponry, sensors, supersonic surface-to-surface missiles, enabling it to engage shore-based and naval surface targets at long range. The ship also has advanced air defence capability, designed to counter the threat of enemy aircraft and anti-ship cruise missiles and would revolve around the vertical launch and long range surface-to-air missiles system. The ship can house a complement of 250 sailors and 50 officers, and has been designed by the Indian Navy's Directorate of Naval Design, as part of the country's commitment towards indigenization. Visakhapatnam has been built by the Mazagaon Docks Ltd., India's premier warship building yard where four other destroyers and six submarines are being constructed.

the U.S. territory in an effort to teach children this little known part of the territory’s history. “If you don’t know your roots, you don’t know yourself,” said anthropologist Carlalynne Yarey Melendez, director of the Taino cultural organization that runs the educational program. “There are so many communities and schools that want the classes, but I can’t keep up with the demand.” Puerto Ricans’ interest in the territory’s indigenous past has grown in recent years, with 42,000 of the 3.7 mn people then living on the island identifying themselves as at least partially Taino in the 2010 Census. But even though that’s just a little more than 1 percent, Puerto Rico’s legislature is considering a proposal to declare Melendez’s Naguake organization to be the island’s first indigenousbased community. The designation would allow it to receive federal funds under a program that aids native groups, and expand the program to other towns.

“As one of our elders said at one time, ‘Just as they wrote us off the books, we will write ourselves back in,’” said Tai Pelli, a liaison officer for the New Yorkbased United Confederation of Taino People. Melendez has lobbied legislators to pass the proposed measure. She has also worked with U.S. researchers on several recent DNA studies sponsored by the National Geographic Society to explore the lineage of people living in certain regions of Puerto Rico. Before Europeans came to the New World, the Tainos also lived in the nearby islands of Cuba, Hispaniola, Jamaica and other parts of the Caribbean, and spoke the Arawak language. The Tainos are a subgroup of the Arawak Indians. Historians and anthropologists believe that up to 60,000 Tainos lived in Puerto Rico when Columbus arrived in 1493, but their ranks were soon decimated by infectious diseases, such as smallpox, brought from Europe. Today, many towns

in Puerto Rico bear Taino names, but there are few remaining traces of the culture except for several wellknown landmarks. There’s a massive river boulder carved with petroglyphs in the central town of Jayuya. Bolt unhappy despite victory in Rio

MONACO, APRIL 20 (AP): Even when Novak Djokovic doesn't play very well, he manages to win titles. Despite hitting 38 unforced errors in a back-and forth match, the topranked Serb won the first big claycourt tournament of the season with a 7-5, 4-6, 6-3 win over Tomas Berdych in the final of the Monte Carlo Masters. It was Djokovic's second triumph in three years in the principality, where he lives with his wife and kid, and his 11th straight win in a final. "In the end, I'm sitting here with this trophy that is very special to me, of course," the Australian Open champion said. "This is what matters. Sometimes winning ugly is necessary. It's been a remarkable start of the season for me." Djokovic, who has lost only two matches in 2015, became the first player in tennis history to win the first three Masters tournament of the year after completing the Indian Wells-Miami sweep this spring. "The fact that now I won three Masters in a row, that nobody ever has done that ... that has given me, even this week, more motivation," he said. here seems to be a lot of confusion regarding Aadhaar card. Is Aadhaar card compulsory for availing government schemes like LPG and other subsidy, scholarships, for marriage for buying property etc. The matter relating Aadhaar is very lengthy. Therefore, let us briefly see what this Aadhaar card fuzz is about. The word “Aadhaar” in Hindi means “Base” or “foundation”. The Unique Identification Authority of India (UIDAI) is simply an agency of the planning commission of India. It is not a department of Government of India. The UIDAI issues a Unique Identification Number known as "Aadhaar" number to residents of India with or without any documentation or Identity proof. The Supreme Court interim order issued on September 23, 2013 said Aadhaar card is not compulsory. On March 17th 2015 once again the Supreme Court headed by three-judge bench headed by Justice Jasti Chelameswar issued an order stating that Aadhaar card is not compulsory because the way information/bio data are collected while applying for Aadhar card is against Article 21 of Indian Constitution and it clearly encroaches into the public's right to privacy. It might be a revelation for many to know that the Aadhaar card is not supported nor backed by any Bill or Act in India. The national identification Authority of India Bill which supported the Aadhaar card was introduced in 3rd Dec 2010 in the Rajya Sabha. It went on to get the Cabinets approval but was not approved by the Parliament/President of India and the Bill ended up getting rejected. Thus, Aadhaar card is unconstitutional. It will be shocking to know that the present Aadhaar enrolment system does not have any provisions to penalize for misusing of data by authorized persons (eg UIDAI officials), and therefore has an in-built potential for use of personal data to identify and eliminate “Maoists”, “terrorists” “insurgents”, “habitual offenders”, political opponents and others who are perceived as threats by those in power. It is sad to see that many Nagas from various backgrounds are blindly applying for Aadhaar card just because someone is applying not knowing the real danger. The Aadhaar card authority/UIDAI operating without any Parliamentary approval/Bill/Act clearly shows the dictatorial Nature of the Aadharr

card/UIDA which is one of the charter of Antichrist. It is as if some unknown satanic force is pushing the Aaddhra enrolment with great success even though it is absolutely unconstitutional. We must understand that information is the currency of the future. All the personal information collected while applying for Aadhar card are collected by purely private companies and not by the government. All the collected information becomes the property of the private companies and are priceless. It is sad we gave our consent/permission to the private companies to use our information as they wish when we applied for Aadhaar card that too free of cost. Private agencies are always in hurry to make more profits, so if they want they can sell our data. I am worried about the safety of our Nagas and all Indians. There is always a possibility of our data being leaked. Any data can be stolen with the help of advanced technology. In the present day and age when every country is facing the problem of identity frauds, usage of fake identities for money laundering, terrorism, etc, the Nagalnad State government is letting the Aadhaar/ private contractors to collect sensitive data of persons, which is not protected or governed under any law. Without a framework for data-protection, offences for violation UIDAI/Aadhaar card, the Nagaland State Government and its administration are putting in danger not only life and rights of people in Nagaland but also security of our country. The UIDAI way of using NGOs to collect the data without any safety measure for the collected data makes it prone to misuse not only by private companies but also by State Government. Today any person who has an Aadhaar card is open to identity fraud and all his/her personal information has been compromised. Nandan Nilekani the co-founder of Infoysis who also contested for MP election but lost to the Modi wave is the chairperson of UIDAI/Aadhaar card, he may be a very professional man and have sound knowledge in the field of technology, but can he guarantee the safety of all the data collected? The right to privacy is one of the basic human right of an individual, can the UIDAI protect this aspect? One gentlemen told me he applied for Aadhaar card but when he went online and checked it is totally blank. Where is all his

personal information? It surely cannot just disappear. Did someone misuse it? Stuck between the Supreme Court order and some self-vested Ministers and MP in Delhi who are using the State Government and NGO’s to enroll people in the Aadhaar program, without telling the ugly truth about Aadharr are the unfortunate uniformed public in state of confusion and mental harassment. It may be shocking news for many to know that state government of Maharashtra has fined more than Rs5.5 crore on various contractors it authorized for Aadhaar card enrollment. The details were made available through a Right to Information (RTI) application filed by applicant Anand Pargaonkar. Tera Software Ltd was levied the maximum penalty of Rs1.85 crore. Strategic Outsourcing Services paid the second highest fine of Rs87.68 lakh, followed by GSS America InfoTech Ltd at Rs 65.67 lakh and Mahaonline Ltd at Rs64.11 lakh. Some of these companies had also been among those who were found collecting information even after their contracts had been cancelled/suspended by the state. All of them were fined for delay in uploading the packet (data) as per UIDAI guidelines, which is kinda fishy because how can the State impose such heavy fine on the UIDAI for such silly reasons like delay in uploading data, the reason might have been more severe one. Which we may never know. I wonder if our Nagaland Sate Government has implemented any guidelines to see that our information are not misused. Aadharr card is not a full proof card it can be misused and tampered. More than 30 lakh Aadhaar card were rejected in Orissa in 2014 because of many errors, one of which was that many applicants ended up with wrong photos in their Aadhaar card. One of the key points of Aadhaar is that it would be impossible for one person to get more than one Aadhaar card, but what happened in Orissa shows that Aadhar card is not a full proof. Imagine if tomorrow the police comes to arrest you because someone with your identity had killed someone. Even though you might be innocent, you will have to spent money and time running to court just to prove that you are not guilty. Worst even if you win the case, you might end up losing all our dignity and honour in the Society. The another ugly face of Aadhaar card is

that it is not actually for the poor and the unfit. The Aadhaar card system could be indirectly trying to implement the theory of the “survival of the fittest.” It is because there are millions of Indians working in agriculture, construction workers and other manual works who have worn-out thumb and fingers due to a lifetime of hard labour and other millions with no hands, missing finger and thumb. There are an estimated 6-8 million people in India with corneal blindness, and many without eyes according to researchers at the all India Institute of Medical Sciences, New Delhi. All these poor farmers and people with worn out fingerprint, no finger and eyes and eyes diseases cannot apply for aadharr card because the finger print and the eye scan is mandatory. So in realty the Aadharr card program is silently excluding the poor by eliminating the physically unfit and the poor from the Aadhaar beneficiary program. Thus paving the way for the “fittest” generation to march into the future, while the unfit populating is left to fate into history. Is Aadharr card number the number of the beast “666” as mentioned in the Bible Rev 13:16-18 ? Well the Bible does not say that the Aadhaar card number is the number of the beast. The Bible also does not say the devil will come with a horn and a tail. If we see carefully, both Aadhaar card number and 666 functions the same way. Both 666 and Adhaar numbers are not compulsory both voluntary. Both 666 and Aadharr number are from a higher authority and not from the government. Both 666 and Aadhaar card number is made to be received by both small and great, rich and poor, free and bond. In both the case food/medicine/ bank account/medical/ even voting rights and other basic things one needs to survive will be tied up with Adhaar card and with 666. Just like the meaning of the word “Aadhar” which means “base” or “foundation” Aadhar card could be secretly laying the foundation for 666. After all a strong foundation is crucial for building anything. WELL I LEAVE THE ANSWER TO YOUR DECISION as it says in Rev 13:18 “This calls for wisdom, let him who has understanding reckon the number of the beast, for it is a human number, its number is six hundred and sixty six. The Unique Identification Authority of India (UIDAI) which gives out the 12 digit Aadhaar card number admitted that once a person gets the Aadhaar

card number it can never be deleted. Which means once you have an Aadhaar number, you are stuck with it for the rest of your life. The only option is not to apply for Aadhaar. It is my humble request to the all the Deputy Commissioners and head of Institutions and organizations in all the Districts in Nagaland to issue a circular based on the Supreme Court order dated March 17, 2015 that Aadhaar card is not compulsory. This would help remove the mental harassments, because even if the supreme court has issued an order saying Aadharr card is not compulsory, for some reason many people in Nagaland specially living in the remote districts think that unless there is an order/circular from the Deputy Commissioners or head of the department office in black and white it cannot be real. Therefore, in the Interest of the all-public, all the Deputy Commissioners and heads of departments should kindly issue the circular soon. In addition, All India Radio Kohima should repeatedly broadcast in all Naga dialect for at least one month that Aadhar card is not compulsory until the information sinks in the mind of the people. Even a well-educated person can be blind as a bat if not informed. The local Newpspsers should also take the incentive. After all our Sovereign Nagaland State government and its administration have the duty not only to protect its citizens but also to protect its citizen’s identity and their personal information against possible misuse. I wonder why has our State Government not issued any circular saying that Aadhaar is not compulsory as directed by the Supreme Court to all States? Why is the NSF/ANPSA and other NGO’S so silent while students are harassed to produce Aadhaar card for Scholarship and other schemes. Is it because the State government, NSF/ANPSA/ NGO’s are uniformed of the danger of Aadhar card or are they all busy assisting the UIDAI in enrolling all the Nagas in the Aadhaar card program? If so God help us. My suggestion to all Nagas especially students and those who have not applied for Aadhaar/got rejected is “DON’T APPLY FOR AADHAAR IT IS ABSOLUTELY NOT SAFE AND UNCONSTITUTIONAL” Let us spread the awareness of the danger of Aadhaar Card. Program calls the class "Game of Thrones, Television and Medieval History" and students can take the course for honors credit. The popular cable television show, based on books by George R.R. Martin, is in its fifth season. "It represents aspects of the Middle Ages much more realistically than other media depictions

that purport to be more accurate," co-professor Valerie Garver said. "It stands out because it comments on the human condition in a way that seems real to people. It's a really good example of a piece of modern culture that draws on how the past impacts the present." The course's syllabus includes readings and watching episodes of the show. Students also see presentations on how the show relates to modern cable technology, history

and current events. NIU plans to offer the class again next spring, Garver's co-professor Jeff Chown said. "There was tremendous demand. I think the class filled up in about an hour," Chown said. Junior accounting major Alex Weier said the show is deeper and more in-depth than many realize. "The themes of the show are reality-based themes, where good doesn't always beat evil," he said. "It keeps you on your toes."

Heritage Auctions offered the gray jacket and skirt, featuring a black zigzag applique, plus more than 150 other items from the Academy Award-winning film at auction on Saturday in Beverly Hills, California. The outfit has suffered a little with age, however. When Leigh wore it in the movie, it was slate bluegray but over the years it has faded to light gray. It was one of more than 150 items that were part of the private collection of James Tumblin, formerly in charge of the hair and makeup department at Universal Studios. Tumblin began collecting onscreen costumes, props and behind-the-scenes artifacts from the film in the 1960s, amassing a collection of more than 300,000 pieces of memorabilia. Fifty bulldogs strutted — and drooled — across the stage at the 2015 Beautiful Bulldog Contest at the Knapp Center in Des Moines on Sunday. There were more than 1,300 people in attendance, the largest crowd the event had seen in its 36 years. The dogs came from eight different states, from California to New Jersey. KolKata, april 20 (iaNS): Promising cricketer and former Bengal Under-19 captain Ankit Kesri, who sustained a head injury in an on-field collision during a local game three days back, died at a private hospital here on Monday morning. The bereaved family alleged "medical negligence". The 20-year-old East Bengal player was injured and fell unconscious on Friday following a collision with another fielder while taking a catch during a Cricket Association of Bengal (CAB) senior knockout match against Bhowanipore. The opening batsman, who was also a member of the Under-23 Bengal squad this year, passed away Monday morning following a massive heart attack, a CAB official said. CAB treasurer Biswarup Dey said soon after the collision, Kesri was given mouth-to-mouth resuscitation by another cricketer, S.S. Singh, and then examined by a doctor before being rushed to a hospital close to the ground in an ambulance stationed at the Jadavpur University stadium. Ankit's father Raj Kumar Kesri alleged his son had to be shifted to a private city hospital in central Kolkata on Sunday following the instructions given by a CAB official.
