Backyards filled with blooming flowers of different varieties and buzzing bees typify the village of Old Thewati situated in the Nazapfu range of Meluri Sub Division under Phek district. The village, which borders Burma, is located near the International Border Pillar 132 and is about 120 kilometers from Meluri Headquarter. Old Thewati is home to 23 households. The people here have been deprived of basic development and infrastructure, and a proper road is a luxury unknown to the place. In the face of this apathy, villagers have sought the help of a local contractor to help connect the village with a motorable road in exchange for timber, their forest wealth. Despite the coming of a road, an unlikely means of transport, which also serves scores of other purposes, has emerged. The buffalo has emerged as a vital means to help undertake various works in the village. Given the topography of the village, villagers reveal that buffalos are capable of doing many tasks, even beyond the capability of motor vehicles. The introduction of the buffalo, villagers say, was a result of the decades of hardships they had to face. They
say that these beasts of burden have become a source of great help to the villagers without spoiling the environment. The people of Old Thewati were inspired to use buffalos with the help of a Burmese person, who settled in the village a few decades back. At present, more than 50% of the households in Old Thewati own a buffalo. The buffalos, now ten of them, are hired every day and are used for various tasks, from pulling grocery goods and pine roots to firewood and agricultural products. Resenthi, a buffalo owner, informs that the animals which have attained 3 years cost around Rs 30,000. They are trained for two months, and once trained, they can provide around 20 years of service. The cost of a buffalo, he says, can be recovered in just three years, provided the animal remains healthy. Resenthi further reveals that mostly male buffalos are used for service. He reasons that female buffalos used for work fail to give birth to the young ones. This, he adds, may be due to the heavy workload. In the case of his buffalo, Resenthi has made two rudimentary carriers for the animal. The two contraptions are used as per the nature of the work for which the animal is engaged. When the animal is used for
pulling groceries, it is tied to a smallcarrier, andifitisemployed to pull firewood, pine roots or heavier loads, another sturdier and larger carrier is used. The charges for using the buffalos vary, depending on the distance and terrain. The animals can pull more than 150 to 200 kilos of goods upwards around 9 km, which is then converted into man days and the bill is paid. To pull pine woods, the rate varies from 50 paisa to 2 rupee per kilo. Villagers here have now accepted the buffalo as a member of their households. Each animal has a name and is well taken care of. It was revealed that the animals are used in service almost every day. As such, even if the owner is not around, the buffalos now know the exact spot where they have to go, as long as the carrier is filled with a load. After the animals have spent their best years in service, villagers use them for meat. They either consume the meat themselves, or sell it at other places. The state department for Land Resources has meanwhile recognised the positive effects that the buffalos have had on the village, and is now planning to empower the villagers and introduce activities and projects to promote the culture of buffalo rearing.

special purpose, to serve as stewards of the Holy kingdom. On “special calling’ he said when Christ calls a man, He bids him to die to save the world. Rev. Keyho also said “self denial” forms the crux of special calling. “Self denial is not about self-pity…..It is being sure we are in Christ and being
sure of what we are to do,” he said. Referring to the “farewell instructions” of Jesus to His disciples (cf. Book ff Mathew), Rev. Keyho said theology students must have a clear sense of direction and be sure of why they are going to do what they are called for. Terming theology as “faith seeking understanding” and not a study of God, the NBCC general secretary further likened theology students to a hyphen, which has the ability to divide as well as connect. “You are called to connect and join…Live out what you preach, walk the talk,” he exhorted the graduates. UCTM choir and Lotha Baptist Church, Diphupar, choir presented special numbers on the occasion. Earlier, president UCTM, Rev. Dr. Phuveyi Dozo, delivered the welcome address.

In the Mandwai block, over 95 percent people are tribals. Mandwai, 30 km north of Tripura capital Agartala, had been till recently plagued by insurgency apart from widespread ethnic riots in 1980s in which hundreds died
and many were displaced. West Tripura District Magistrate Abhishek Singh told IANS: "This Mandwai block has achieved over 100 percent target in providing access to banking and financial services and has become a role model for the others." He said: "As a result of financial inclusion, more and more tribal people of the block are now connected to banks." Biswas told IANS that "almost all villagers in the Mandwai block area had no bank account and they were not even interested to open one. We conducted 180 general-cum-financial literacy camps in the area, conducted door-to-door campaign and gradually their mindset changed". The BDO said that with the opening of bank account and familiarisation of banking and financial
North East militant group eyes tambola funding guwAhATi, April 21 (hT): From highway robbery and ‘revolutionary’ taxes to plain old extortion, militants in the northeast have tried every trick in the book to fund their secessionist activities. One group in Meghalaya, however, has now turned to gambling. A breakaway outfit of the militant A’chik National Volunteers’ Council (ANVC-B) in Meghalaya is raising funds for ‘sustenance’ by organising Bawil-Dawil, a tribal version of tambola or housie – a game of probability played by betting on numbers. “This is our initiative to sustain members and keep them engaged so they aren’t distracted or forced to return to the jungle out of frustration,” an ANVC-B statement said. It attributed the novel move to a failure by Meghalaya chief minister Mukul Sangma’s government in providing a rehabilitation package promised during the signing of a peace pact last year. The ANVC-B, headed by Rimpu Marak, insisted the outfit has given up extortion and BawilDawil was the only option to generate funds for the
time being. The police in five districts under Garo Hills – where A’chik National Volunteers’ Council -B and rival outfits operate – said they were not sure if action could be taken against a traditional gambling game. “Everything’s fine as long as they are not harassing people or causing law and order problems,” a senior officer from Tura, the nerve centre of the Garo Hills districts 284 km southwest of Guwahati, said. Years ago, Meghalaya had legalised Thoh Kyntip, a traditional archery-based gambling sport popularly known as Teer that entails betting on any number between 1 and 100. Teams of archers shoot up to 3,000 arrows on a cylindrical target made of hay. The number of successful arrows that remain after eliminating 100 at a time is the lucky number. Teer, though, is illegal in the Northeast beyond Meghalaya but police say several outfits such as the United Liberation Front of Assam and National Socialist Council of Nagaland make money from illegal Teer counters across the region.

services, the tribal villagers and their children are now getting all government benefits taking loans from the banks for their small ventures - tailoring, small shops, poultry and pig farms, farming and trading. "Access to financial services helps the backward tribals in social inclusion, builds their self-confidence, and empowers them. Many tribal families in Tripura are earning lakhs of rupees through rubber and other cash-crop cultivation," Biswas added. The official said bank and civil administration officials accompanied by politicians and led by the then Tripura chief secretary Sanjay Kumar Panda (now union textiles secretary), west Tripura's ex district magistrate Gitte Kirankumar Dinkarrao and incumbent district chief
Abhishek Singh took the leading role in the drive. He said seeing the enthusiasm of people to open bank account, the State Bank of India, Tripura Gramin Bank, United Bank of India and Canara Bank have set up several permanent and temporary branches in the Mandwai block areas. Social activist and researcher Sekhar Paul said: "Impoverished, food-deficit Tripura, with a woeful lack of infrastructure, until 2009 reeled under militancy. The actual development though started around 2006, after the Tripura government tamed the extremism which had for long kept the tribal areas like Mandwai (50 km north of here) backward." "There was a time when Mandwai was virtually an extremists' headquarters. Now the young tribal boys
and girls after taking vocational training are setting up production units and are studying at the universities," Paul told IANS. The development work including much-improved road connectivity has raised the aspirations of the people of Tripura including tribals, particularly the younger generation. With a population of 3.7 million, with one third of them tribals, Tripura today has a literacy rate of 96 per cent as against 55 per cent in 1993, when the Left Front returned to power after a five-year interregnum. "But the development was only possible after the ruling Communist Party of India-Marxist (CPI-M) led Left Front government overcame multilayered hurdles, including ethnic problems and terrorism," Paul observed.

Authorities continued to cull poultry birds in Manipur on Tuesday in areas within the range of 1-10 km of ICAR complex, Lamphelpat of Imphal West, following detection of first case of bird flu on April 19. The outbreak of avian influenza was confirmed at the poultry unit of ICAR, Lamphelpat on April 19, following which an alert was sounded in the area. The National Institute of High Security Animal Diseases, Bhopal detected the first case of bird flu at the poultry unit. Workers of Animal Husbandry Department culled nearly 1500 chickens and ducks in the surrounding area of ICAR today. A day after the detection, altogether
122 poultry birds were culled yesterday by the workers of Animal Husbandry Department and they were buried inside the complex of a duck farm of the department. The department has declared areas within a radius of 1-10 km of the poultry unit as infected zone and surveillance zone. For Imphal East and Imphal West, 10 rapid action teams have been kept ready. The department said culling of hens will be continued for the next twothree days. Bringing in and taking out of hens and ducks and
selling of poultry products in the infected zone have been banned by the authorities for three months. Avian influenza refers to the disease caused by infection with avian (bird) influenza (flu) Type A viruses. Beef party, bandh to welcome BJP chief in M'laya Shillong, April 21 (pTi): A beef party and a bandh will greet BJP president Amit Shah during his maiden visit to Meghalaya tomorrow. The Thma U Rangli-Juki, a pressure group, is organising the 'beef party' in which it will discuss attacks by Sangh Parivar outfits on democratic and secular ideals, near the BJP office in the state capital. TUR conveners Angela Ryngad and Tarun said the beef party is being held to oppose BJP for their ideals which seeks to uproot the ideals that unite the country. The TUR asked its members to bring to the party ideas, banners, posters and beef burgers. "The beef party is not just eating beef burgers or sharing beef
soups but a platform where we will have songs, ideas, banners, posters against the party, its ideals and its leader Amit Shah," they said. Meanwhile security has been tightened in the city in the wake of a 12-hour bandh called by the proscribed militant outfit, the Hynniewtrep National Liberation Council (HNLC), in protest against alleged atrocities perpetrated by the Sangh Parivar on minorities. East Khasi Hills district SP M Kharkrang said additional security personnel will be deployed in and around sensitive areas during Shah's visit. The outfit in a release said the BJP-led NDA government's plan to ban cow slaughter will also snatch employment from thou-
sands of families in the Hynniewtrep (Khasi and Jaintia Hills region). Shah, who visited Mizoram, Nagaland and Manipur during his weeklong tour, is scheduled to arrive here from Sikkim for a day-long visit where he will meet regional political party leaders, church leaders and BJP workers.

Mobile number portability to hang fire till July 2015
India to auction 69 marginal fields owned by ONGC, Oil India New Delhi, April 21 (iANS): The government will soon auction 69 marginal oil and gas fields to be surrendered by state-run Oil and Natural Gas Corp. and Oil India, a top official said on Tuesday. “Marginal field policy will have approval soon for 69 fields which ONGC and Oil India have agreed to give. We hope to put them for bidding,” Petroleum Secretary Saurabh Chandra told reporters here on the sidelines of a conference on hydrocarbons organised by industry chamber FICCI. Chandra said that the two state ventures would invest $6 billion in exploration and production in the current fiscal towards ramping up oil and gas production. The ministry is expected to unveil a new bidding mechanism based on the revenue-share model as recommended by the C. Rangarajan Committee for the 69 small and marginal fields. It is also expected to auction hydrocarbon acreages under the next, 10th, round of the New Exploration and Licensing Policy (NELP) on the revenue sharing model.
‘Won’t yield to foreign investors’ demand for tax waiver’
New Delhi, April 21 (pti): Telecom subscribers may have to wait till July to avail nation-wide mobile number portability service as the DoT (Department of Telecommunications) has asked operators to make some technical changes which could take about eight weeks, Cellular Operators Association of India (COAI) said on Monday. “The DoT has issued new amendment in national numbering plan (NNP). To make these, telcos will need to configure mobile switches across country and route them properly. This would take about eight weeks and then
it has to be tested,” COAI Director General Rajan S. Mathews told PTI. “In a nutshell, it seems very difficult to roll-out full MNP by May 3. We are planning to write to the DoT on this,” Mr. Mathews said. Under NNP, each telecom circle and mobile operators are allocated mobile numbers. The first few digits of a mobile number indicate the telecom circle. The Government has set a deadline of May 3 to start full MNP service, and the Telecom Regulatory Authority of India (TRAI) has amended the MNP regulation on February 25. The full MNP will allow sub-
scribers to retain their mobile number in any part of the country even when they change their operator or State. At present, MNP allows subscribers to change mobile network while retaining their number in the same telecom circle. In an order dated April 13, the DoT has amended NNP asking telecom operators to allow their subscribers to dial on to mobile numbers within the same circle as well as inter-circle without any prefix. Calls can also be made using the prefix ‘0’ and/or ‘+91’. This means customers will be able to make calls
to any other telecom circle or state without using any prefix. “We got this order a couple of days back by subcommittee formed to look in to implementation of full MNP. Testing will be done simultaneously as we make changes in networks. We have asked our members to give us clear timelines by when they will comply with the new order,” Mr. Mathews said. He added that Indian telecom network had one of the largest mobile switches which needed to be reconfigured across all 22 telecom circles by all telecom operators.
Daiichi’s exit from Sun Pharma hits rupee, stocks MuMBAi, April 21 (reuterS): The rupee fell to a three-and-a-half month low on Tuesday and stocks sank to their lowest in nearly four weeks on concerns about foreign outflows after Japan’s Daiichi Sankyo’s $3.6 billion share sale in Sun Pharmaceutical Industries. Daiichi Sankyo began the sale late on Monday, according to a person directly involved in the deal and a marketing term sheet seen by Reuters. Worries over retrospective taxation on foreign portfolio investors prompted them to sell stocks worth 15.07 billion rupees ($239.93 million) on Monday, also weighed on sentiment. “Daiichi’s share sale is having some impact but the underlying trend has weakened due to equity-led worries around Jan-March earnings and retrospective taxes on profits of foreign investors,” said Subramanian Sharma, director at Greenback Forex. The rupee should trade between 62.50 to 63.80 in the near term, he added. The partially convertible rupee pared some of its earlier losses to trade at 62.85/86 after earlier falling to 63.1550 per dollar, its lowest since Jan. 8. However, it was not clear whether the entire $3.6 billion in the Daiichi deal would flow out of India or if some of the money would be reinvested with domestic investors including Sun Pharma.
Govt to launch 2 insurance schemes
New Delhi, April 21 (reuterS): The government will not yield to the demand of foreign portfolio investors for a tax waiver on capital gains of previous years, a top finance ministry official told reporters on Tuesday. Finance Minister Arun Jaitley had said in his budget speech that capital gains made by foreign investors from April 1, 2015 would be exempted from minimum alternative tax (MAT). But the exemption does not apply retroactively and U.S. and European investor groups are upset over the Indian tax department’s attempts to levy the same. “Government will not yield to the demand of FIIs (foreign institutional investors) to withdraw tax notices issued to them,” said the official, who declined to be named. Many foreign investors have been receiving notices requesting their MAT calculations for financial year 2011/2012. The tax office has said it would also apply the tax to previous years.

welcomes Pochury tribe celebrates ANSTA revision of NDP 25 years of recognition Chizokho Vero Meluri | April 21
Jubilation surrounded the length and breadth of Meluri sub division of Phek district today as its inhabitants, Pochury people, celebrated the glorious 25 years of tribe recognition. Meluri consisting 30 villages, bordering Myanmar possesses rich mineral resources. Its ADC Headquarter Meluri lies 163 km away from state capital Kohima. April 21 is set aside as Pochury Day in commemoration of the recognition of Pochury tribe in 1990. The people of Pochury celebrated the first anniversary of Pochury Day at Meluri on April 21 after Government of Nagaland made formal announcement of the recognition of Pochury as the 16th tribe of Nagaland on April 19, 1990. The demand for recognition of Pochury as a separate tribe was approved by the cabinet when Congress party was in power headed by Dr. SC Jamir as the chief minister of Nagaland. the home secretary from whose office the order of recognition was issued. Today, Pochury tribe is blessed with nearly 120 gazetted officers with a good number of graduates and post graduates in every village from a single digit of five as on April 21, 1990. In a glittering silver jubilee celebration held here, parliamentary secretary for school education Yitachu urged, “As we celebrate 25 years looking into the potentials of the area, we should become the highest revenue contributor towards the economic sustainability of Nagaland by 2040 when it (Pochury tribe recognition) attains 50 years.” In order to achieve this, he said, “we” should be
able to develop and manage the water resources for hydro electric power generation, mineral exploration and opening of border trade with Myanmar. He said the region has surplus rice, fish and livestock production and therefore through this corridor, even if there were blockages and strikes, the state will be secured. “For this we have to be well equipped with human resources,” he said. He added that this can be achieved only when people reason together and maintain unity and peace. He also stressed on the need to manage the forest well so that the impact of global warming does not destroy “us”.

ANSTA in the statement said that since the implementation of RTE Act 2009,
is has observed enough that Non-Detention Policy is “not relevant and does not suit to our present situation.” However, it said, the Association had been left helpless in view of the fact that the policy was an Act of Parliament to be followed. The SCERT, it added, had taken a bold step in revising NDP by making several changes in the policy and making it more relevant to the present context of Nagaland State. The statement was appended by ANSTA president Ponchulo Wanth, treasurer Temjenyapang, and joint secretary Visato Koso.

A press release from SETAN pointed out that it has been almost a year since the last job extension for the SETs expired in July 2014. Stating that the association is running out of patience, SETAN president, Xusheto Zhimomi and general secretary, Akhonuo

Inherent flaws and vulnerabilities of the AFSPA Nagaland Medical College: To the Chief Secretary of Nagaland
I
was a witness to a search conducted by troops of the 37 AR at my brother’s residence on April 16th 2015. My brother, Kethozelhou (Koko) Haralu, is a struggling businessman. He lives in Kuda Village, BKhel, House No 602, Dimapur. A unit of 29 AR is posted across his house on the main road. I take this opportunity to voice deep concerns in the manner in which the troops carried out the search under the Armed Forces Special Powers Act. The incident has left us humiliated and with a sense of extreme vulnerability. I live next door to my brother with my mother, Lhusi Haralu who is the Executive Director, Nagaland Peace Centre. NPC is an organization established by Jayaprakash Narayan himself in 1965 after bringing about the 1964 ceasefire between the Government of India and the Federal Government of Nagaland. My father Thepfoorya Haralu belonged to the Indian Frontier Administrative Service (IFAS). He was a recipient of the Padmashree recommended by Field Marshall Maneckshaw for his immense contribution to the Indian Army as a young Political Officer at Lohit Division in erstwhile NEFA during the last Chinese aggression. Later he was inducted into the Nagaland State service. He served as Secretary to the Government of Nagaland and at the insistence of the then NNO government led by Shri Hokishe Sema, took over as Deputy Commissioner, Kohima. He later joined politics and was leader of the Opposition Party, the United Democratic Front of Nagaland from 1969 till his death in 1971. Synopsis of the incident: In the wee hours of the morning of April 16th 2015 while the entire household was fast asleep between 3:30 am and 4am, troops of the 37 AR surrounded my brothers’ house. From this group about 8 to 10 men in uniform demanded entrance into the house. They neither knew his name or even asked who the house owner was but began searching the
house claiming that they have information that he was hiding weapons in his house. The search did not yield any illegal weapons or incriminating documents save a licensed non-prohibited bore .22 Rifle with a few rounds of ammunition, the license of which had expired but renewed since the operation. Instead of ending their operations there they proceeded to take my brother away in their vehicle,(in other words making an arrest) claiming that they were taking him to the ‘police station’. As a broadcast journalist having covered affairs of the northeast for over two decades I am all too aware of the numerous operations under AFSPA that endanger innocent civilians who end up physically hurt in the interrogations that ensue or simply disappear. This set off alarm bells and led me to inform the concerned authorities that their intelligence input was grossly wrong. We are law abiding citizens. Our family, including extended families has contributed our best to government and society in every field. We managed to ride the storm by having the operation called off without charges levied against my brother. The concerned authorities were aghast to learn about the incident. They quickly admitted that they had wrongly been informed, even graciously apologized. As far as we are concerned that is enough. However, I feel pressed to bring this incident to your attention as the frequency of ‘searches’ under AFSPA has increased in the current fluid political situation in the state. As I write this, news of frequent operations under AFSPA and frequent complaints from public about harassment of villagers by security personnel are rife from various districts of the state, which I need not list here. The question remains of the other hundreds and thousands of innocent civilians who have no recourse to approach the authorities, should they face similar harassment due to ‘misinformation’ or whatever it was which had prompted such action from the security personnel. What remedial measures can there be when an inno-
cent civilian’s dignity is torn asunder and he and his family are subjected to an unknown quantum of humiliation. Yet, the very least that the state can ensure is for the innocents to know that despite the sweeping and unbalanced power AFSPA gives the Armed Forces, it is still a law and contains checks and balances within it to which the citizen can take recourse for a even mere semblance of restoring normalcy and sanity. The following are some points which I feel should be addressed while AFSPA continues to be operational in Nagaland, and adjoining Manipur state: 1. The Justice J.S Verma Committee ‘Report on Amendments To Criminal Law’ 2013, taking cognisance of reports of complaints and sexual assaults on women by men in uniform and the civil society’s demand for repeal of the AFSPA, had recommended an immediate resolution of ‘jurisdictional issues’. It states that “simple procedural protocols must be put in place to avoid situations where the police refuse to register cases against paramilitary personnel”. The state must explore this recommendation and its diligent adoption to safeguard undeserving harassment of the innocent. Operations in the complex social and political environment have more often than not ended in errors. Take the example of Manipur, where there have been very strong public protests against the AFSPA. There is currently a case pending in the court of law in our neighbouring state, pertaining to over 2000 recorded instances of enforced disappearances, and this is a pointer to the serious blemish the AFSPA and its execution have been stymied by in the past few decades. 2. In my brother’s case the action of 37 AR was supposedly carried outside its jurisdiction. This could have contributed to the ‘misinformation’ since most of the troops come from outside and therefore away from their familiar territory. The troops on arrival did not ask for my brother by his name so how would they have known if they were in the right house? If 37 AR had cross checked
this information with the unit of 29 AR located across my brother’s residence, I believe it would have saved both parties from the ordeal and humiliation of the episode. The need for the Armed Forces to build up ‘reliable informants’ and foolproof background checks must be a prime requisite before such operations. Without this AFSPA is vulnerable to be used by unscrupulous persons to settle personal scores, as has been the case in many instances. 3. The officer leading the search should be obligated to inform the house owner the reason for invading the privacy of his household at an unearthly hour. Ironically, in these instances language instead of becoming a tool for communication becomes a hindrance, and reinforces prejudices. The troops would do well to have at least one person who can speak the local dialect. In the case of Nagaland, somebody who speaks Nagamese. 4. A woman constable should accompany searches in homes where womenfolk are bound to be present. There was none in this search where women occupants outnumbered the men. The soldiers handled personal items of my sister-in law that tantamount to sexual harassment. What of the emotional trauma and indelible image to children waking up to armed soldiers overtaking their homes? This is not an appeal to debate the AFSPA but to seek inalienable adherence to protocol as long as the Act is in force …some measures to ensure that basic human dignity is upheld, wherever this controversial law is applied. All laws are guided by tenets to ensure justice or else it cannot be deemed law. Other questions to ponder upon is, if six decades of AFSPA has aided the security forces to carry on their duties in the northeast in fighting militancy or instead arduously contributed to alienating the Armed Forces from the larger community, whose desire is to live with dignity and in peace. t is extremely sad to learn that the much talked about Medical College has been declined the Letter of Permit (LoP) by the MCI (Medical Council of India) Inspection Team this year. It is in this regard that I would like to share a serious concern. Aside from a lucky few, illnesses are a part of human life. As human beings, we are all vulnerable and no one is immune; whether a Minister, Secretary, Director, Businessman or anybody else. We often come across mostly VIPs seeking appointment/s for diagnosis, investigations or treatment in big Hospitals like AIIMS, Apollo, Gangaram, BLK etc. But what about ordinary people who cannot afford such luxuries? Don’t you ever wonder why it is that even after 50 years of Statehood, we are yet to have a modern Hospital to take care of our problems. Why do we always have to rush to big cities in times of sicknesses? What could be the reason/s for our inability to set up a modern Hospital till date? Is it lack of Doctors or Specialists? Is it lack of Infrastructure, Equipment/s? Is it Insurgency problem? Is it difficult terrain? Who is responsible for this sorry state of affairs? Is it Politicians? Doctors? or slackness on the part of the Department of Health and Family Welfare? How much longer should we wait to pursue this dream of our own Medical College where our own patients may be seen at home? These are some question that often comes to mind. I think no single factor can be held responsible for this state of affairs. The answer lies in multiple factors which require a multi factorial response. There must be concerted effort from all the stakeholders like Planning, Finance, Urban, Roads and Bridges, Power, PWD, Higher and Technical Dept, PHE, the Village or the Public and of course, the Politicians. We Nagas are a very casual people and we have a regrettable tendency of taking shortcuts in most of our ventures. However, there is no short cut towards setting up of a Medical college. There are Criteria, Norms
and Standards to be fulfilled, such as stipulated by the Medical Council of India Guidelines and GoI directives, within specific timelines etc. Not complying with these Norms and Standards will naturally lead to rejection even if there is political will and determination from the Department. Our objective will be achieved only if there is a commitment by all the stakeholders. The Department of Health and Family Welfare alone will not be able to push through this maze of obstacles until and unless there is support and co operation from the entire team. For example, PHE offering to work out the Water supply/connection from their Department’s Annual budget. Likewise, every concerned Department may have to cut corners to accommodate the Project requirements. In fact one certain Minister had remarked “Itu to ami khan bhat nakhaile bhi kuribo lagibo” (This will have to be done even if we don’t eat). This is a very positive and determined approach, the likes of which we all need to inculcate if this dream is to be turned into reality. But if any of the important players decides to raise unnecessary questions, delay the file/s or put up objections, the process may very easily be derailed. Such attitudes can only result in prolonging our wandering in the wilderness! It is also possible this Mega project may stand in the way of some personal or vested interests. But this must be sacrificed for common good! A state of the art technology Hospital in the form of Medical College is a dire necessity in Nagaland. If we seriously work together with a single minded agenda of setting up the College, there is no reason why we cannot do it; especially when all our neighboring States are coming up with a dozen Medical colleges. It is toward this end that I hope the leadership of Health and Family Welfare will succeed in making the Medical college a reality very soon for the people of Nagaland! Dr. Neiphi Kire Kohima

Are the Bible and science Incompatible? What does God say? Read Job 38:1-7 The Bible says, “He spreads out the northern skies over empty space; he suspends the earth over nothing” (Job 26:7); the earth is round and the atmosphere covers it (Isa. 40:22); “…he established the force of the wind…and a path for the thunderstorm” (Job 28:25-26); “…the wind whirls about continually and comes again on its circuit” (Eccl. 1:6). The American Experiment Matthew Maury (1806-73), the Father of Modern Oceanography and Naval Meteorology, was a Christian who loved reading his Bible. He had no doubt about its accuracy. Yes, his belief in the Bible led him to some remarkable discoveries in science. For 19 years Maury devoted himself to studying the Bible as well as the winds, clouds, weather, and ocean features. In his Bible studies, the words of Psalms 8:8 stuck in his mind: “…all that swim the paths of the seas.” Maury determined that if God’s Word said there were “paths” in the seas, then there must be paths. So he set out to find the current paths. From these he developed charts of ocean currents which greatly aided the science of marine navigation. Maury also wrote: “the Bible called the earth ‘the round world,’ yet for ages it was…heresy for Christian men to say that the world is round; and, finally, sailors circumnavigated the globe and proved the Bible to be right, and saved Christian men from the stake.” In 1855, Maury wrote the first textbook on modern oceanography, The Physical Geography of the Sea and Its Meteorology. Subsequently, he prepared charts of the bottom of the Atlantic Ocean between the United States and Europe, which showed the practicality of laying underseas cables. Maury died in 1873. He was elected to the Hall of Fame for Great Americans. A monument erected in his honor in Richmond, Virginia, reads: “Matthew Fontaine Maury, Pathfinder of the Seas, the genius who first snatched from the oceans and atmosphere the secret of their laws. His inspiration, Holy Writ, Psalm 8:8; Ecclesiastes 1:6.” Okay, so now what? It is often said that the Bible is not a scientific textbook. Yet the Bible’s accuracy when touching on scientific subjects has led many great scientists to some outstanding scientific discoveries. The Bible can help you to become a better student of science. Study it with diligence. Taken from the book “Breakfast with the King: The 100-Day Devotional” by Mazie Nakhro

A Newsfeed of Fear

Press Release
THE EDIT PAGE
GREW UP terrified, my childhood catechized by the violence in Northern Ireland, each week a litany of murder. I grew used to the idea that killing was the story of our lives. This, of course, was not true—there was also beauty and friendship all around us, all the time, not to mention eventually a peace process that has delivered extraordinary cooperation between former sworn enemies. But the way we learned to tell the story—from political and cultural leaders, religion, and the media—emphasized the darkness. It’s been a long and still ongoing journey for me to discern how to honor real suffering while overcoming the lie that things are getting worse. Today, many of us are living with a fear that seems hard to shake. Horrifying, brutal videos, edited for maximum sinister impact, showing up in our newsfeeds are only the most recent example of how terror seems to blend into our everyday lives. But things are not as bad as we think. What social scientists call the “availability heuristic” helps explain why we humans find it difficult to accurately predict probability. In short, we guess the likelihood of something happening based on how easily we can recall examples of something similar having happened before. Because of this, folk who get a lot of “information” from mainstream media may tend to overestimate the murder rate: Most of us have seen vastly more killing on TV than would ever compute to an accurate estimate of real-world rates of killing. Globalization and cyberspace bring more images and stories than our brains can handle, blending them with our lives to the extent that we consciously have to work to create boundaries between our screens and our psyches. One consequence is that people are skeptical when told that violence has been declining over time, and we are living in what is probably the most peaceful era human beings have ever known. But it’s true. While the posture of ancient communities toward each other was often kill or be killed, now most of us are peaceable, if distant, neighbors. Animal cruelty was a popular form of entertainment until not very long ago: Today we prosecute animal abuse. The roughly 40 executions every year in the U.S. are each an indictment of the legal codification of vengeance, but show progress compared to the hundreds of crucifixions in a day in some parts of the Roman Empire. And the anti-capital punishment movement is bringing us closer to achieving abolition. Terrible things still happen, of course, but, according to psychologist Steven Pinker, they are happening in fewer places to fewer people than ever. In his extraordinarily important book The Better Angels of Our Nature: Why Violence Has Declined, Pinker suggests that we believe things are worse than they are because of the availability heuristic and our tendency to see only the immediate circumstances around us, because traditional storytelling forms have evolved to emphasize drama or crisis as the hook for an audience, and because we are not trained to think contextually about our own lives. All this leads to a situation where the countless people worldwide who experienced the benefits of peace processes yesterday will not make spectacular headlines, but a school shooting will—even though overall violence is declining. Such decline has occurred, argues Pinker, partly because of social factors such as the rise of the nation state, the empowerment of women, and the emergence of the novel as a storytelling form that contributed to the growth of empathy for the lives of others. In short, humanity is growing up. While the full implications of human rights revolutions have not yet been achieved, and sometimes stumble a step backward, the path seems, overall, irreversible.

ypically, swear words tell us more about those who speak them than those towards whom they are directed at. Swearing is most effective when the target understands it. Unless the abuser and the target share a common conception, they fall flat - just like the four-letter words that brown cosmo-yuppies shoot at lesser brown folk. To perturb someone by the dig is of essence. When certain kinds of Hindus (especially those with a portable religion that is non-localized and increasingly textual) conceptualize subcontinental homegrown Muslims, at some level they want to believe that these Muslims are wayward Hindus. This "ex-Hindu" conception is something that also has some currency among the brown Muslims themselves. In this, they share a conceptual commonality. Unless a conceptual commonality is shared, the digs, the marking out of differences, don't work. Without a conception of the status of cows not simply as holy or meat but as a point of shared friction, beef bans fails. Beef ban is not so much aimed at protection of bovine species but to remind certain citizens of the Indian Union a simple thing - who's the boss. Cows and beef do not have such baggage in many areas and don't fit into the same contested conceptual space. This is precisely why, there has been no concerted effort by holy-cowlovers to actively lecture about the "horridness" of beef consumption or to push beef-ban in areas like Mizoram, Manipur, Nagaland, Meghalaya, etc.
You wouldn't know it from the headlines, but things are getting better
Yet the news does not usually tell us this. Crisis rules. Television news, radio bulletins, front pages, tweets, and status updates alike teach us that violence is typical, not an exception. This is not to advocate pretending that violence does not exist— but today’s horrifying headlines do not contradict the long-term positive trend lines. The news media’s addiction to spectacular violence might not be so insidious if it were accompanied by the kind of empathy and compassion that serve to reduce violence in the real world. Editors may feel caught in a system that has to balance public interest with public lust— photos of nip slips will sell more papers than a cover-page investigation about how sexual violence is decreasing. But that system depends on consumers like you and me for its sustenance, so part of the solution is an audience that is willing to switch off and demand better. A MODEST proposal for engaging the news without being eaten by it might include choosing not to consume its most obvious and egregious proponents of dehumanization. Last year I abstained from reading news websites unless there was something I consciously decided to learn about. Tuning out reduced my fear, and I think made me a more effective activist, because my body and spirit were not being driven by the spectacle-driven agenda of clickbait. Instead, I was beginning to be still long enough to hear the call to long-term preventive action to reduce violence, the kind of bearing witness that offers dignity to those who suffer rather than vengeance or tabloid garishness, and the sound of real hope overcoming the noise that falsely claims that the
darkness is winning. But there’s also a fine line between disciplined listening (or refusal to listen) and selfrighteousness. Switching off ranting anchors or ignoring Islamophobic gossip columnists may be a step in the right direction, but it’s hardly Gandhi’s salt march. We need to engage deeper questions about how our participation or nonparticipation in infotainment can impact the world. And we need to support good journalists who bring more light than heat—who often feel isolated in their attempts to do something other than repeat yesterday’s snark or color within our culture’s lines of moral opprobrium, condemnation, and revenge. We should read and listen to them, thank them when they do well, and offer encouraging critique when they don’t. For example, mass shootings should be an occasion for investigation of an ill-functioning mental health care system, the erosion of community, and economic inequality, because we know that strong social bonds correlate with violence reduction. The amount of sexual violence likely will not be decreased by sensationalizing it, but real progress might be achieved if more reporting was focused on prevention and healing. Shaming gossip about the public mistakes of famous people can be replaced by a humane conversation about how celebrity depends on the audience propping it up. But these are only symptoms of a wider malaise. Our culture has been hoodwinked by the idea that we’re living in the center of crisis, when actually we’re in the midst of the evolution of hope. It is true that each killing is a universe of loss to the victim’s loved ones, and solidarity with the suffering of others is not only part of the privilege of being human but a step on the path to the world in which no one will have to suffer that way again. But whether it is the misstatement that the 20th century was the bloodiest in human history (World War II is only the ninth-most-lethal conflict per capita in history and the others of the 10 worst all preceded 1900), or the latest hate crime being read as part of an epidemic, falsely interpreting the present creates inertia about the future. And those of us who are suffering will not be removed from harm’s way or helped to heal by sensationalist retellings of only the most horrific parts of our stories. The stories we tell will heal us, or destroy us. Catering to (and nurturing) fear and pessimism is a function of one of the most dangerous beliefs: that violence can bring order out of chaos, cleansing the world for the righteous (what Walter Wink called the myth of redemptive violence). Instead, violence merely generates more fear, pessimism, and conditions from which more violence may grow. Our journalism—and our personal social media use—needs to be resourced to deal in context, compassion, detail, and pause. More important, healing the world requires reframing the story as one in which, while we lament real wounds and work to prevent them, things are getting better, and we can make them better still. This is as true for the creative arts of television, cinema, literature, and music as much as it is for their nonfiction counterparts. But the news does not begin with the flashing red strip across the bottom of the screen. It begins in your mind, and the story you’re telling about yourself. It catalyzes with your loved ones and neighbors to create a bigger story. It connects everywhere you go, on foot or chair or online. It is immensely powerful, although most of us aren’t conscious of this, most of the time. The way you tell the story about your world will actually co-create that world. The myth of redemptive violence needs to be replaced. Imagining a new myth is a privilege. It is also our responsibility.
Beyond mother and meat – the politics of cows Garga Chatterjee The natives of these areas largely do not share the contested status of cow. Those whose political memories go back to before Google age might remember George Gilbert Swell, MP. The late George Gilbert Swell in a sterling speech in the parliament of the Indian Union talked about his people, who were not part of any Hindu-Muslim binary but for whom beef was a food as good as any other. He talked about the cow-belt and the non-cow belt. He was saying this in a House that is run by a constitution that encourages the state to take necessary steps to single out cows for protection. Whose principles are these? Clearly not Swell's or his people's. All the eloquence about 'unity in diversity' notwithstanding, some of the diverse are necessarily silenced, and the list of the silenced is predictable. Thankfully, not all diversities have been domesticated enough to be featured in the Mumbai airport or NOIDA's Great India Place for yuppie Indian consumption. Some diversities retain tooth and nail and other at-
tributes of diversity beyond Dilli Haat type art, craft and cuisine. Any serious push of beef-ban in these areas would fail. But more importantly, the lack of push in these areas also demonstrates what lies behind beef-ban - of having finally "won" in a contest that started before partition. These areas were simply not part of any such contest. No wonder, just before 1937, when Burma was separated from British India and made a separate crown colony, London was in two minds about where to place what is called "north-east" and seriously considered proposal of making that a part of Burma (What would Delhi then think of the Naga or Manipur nationality questions is an interesting thought experiment to be conducted in private). When aliens become citizens by fiat, that shows up in "clerical" errors in election manifestos nearly 80 years later - as was the case of the latest Delhi BJP manifesto terming people from "north-east" as immigrants. In the 2014 Lok Sabha elections, the
wRiTE-wiNg
BJP went to the people with a manifesto that stated that the government will develop "necessary legal framework to protect cow and its progeny". States like Tamil Nadu, Telengana, Kerala, West Bengal, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Tripura and Sikkim gave the BJP and its beefban manifesto a thrashing at the Lok Sabha polls. On 30 March 2015, Indian Union Home Minister Rajnath Singh said "Cow slaughter cannot be accepted in this country". He also promised the gathering that the present government will try their best for beef-ban across the Union. Either these above states do not belong to the country Rajnath Singh is talking about or he doesn't care about dem0cratic opinion of the people as expressed at the Lok Sabha elections. These no-beef ban, non-BJP states must study such statements from New Delhi with care and understand the farce that underlies the Hindi-Hindu-Hindustani conception of 'cooperative federalism". The multi-headed hydra of homogeneity has many faces - some are about beef ban, some are about cosmo-liberal "idea of India" and so forth. On a recent flight on New Delhi sarkar's Air India, general passengers were served eggless cake and onion-less paneer puffs (when people with whatever special dietary issues can chose to have eggless, onion-less meals served on board). His Holiness will not stop at beef, or at food, for that matter. Only, first they came for the beef. And I have an ugly suspicion that we ain't seen nothing yet.

Violence Compared: Rape in Turkey & India
Students participate in a walk protesting violence against women in Kolkata, India on Thursday, April 2, 2015. The protestors demanded immediate trial and verdict on rape cases, according to a press handout. Posters read "annihilate rape from community," right, and "down down rape culture," second right. Pınar akpınar and Jasmine Lovely George he attempted rape and murder Özgecan Aslan in February 2015 prompted widespread outrage in Turkey. Resisting an attempted rape on a bus, the 20-year old was murdered by the bus driver, his friend, and the driver’s father later colluded in hiding the evidence. A countrywide string of public protests followed in which thousands took to the streets. The protests included a social media campaign allowing women to share their stories of harassment with the hashtags #sendeanlat (you speak up as well) and #OzgecanAslan. The hashtags quickly began trending on Twitter with as many as 3 million tweets after only a few days. Furthermore, Turkish men wore miniskirts in Taksim, Istanbul to protest the stereotype that women who wear miniskirts provoke rape. The Özgecan Aslan case bears considerable resemblance to the Delhi Gang Rape that occurred on December 16, 2012, when a 23-year-old paramedic, Jyoti Singh, was raped and murdered by a bus driver and five passengers. India saw scores of people filling the streets in protest. The protests continued over months leading to an excellent report by Justice Verma Committee that resulted in the introduction of Criminal Law (Amendment) Act 2013. In the recent Delhi elections in February 2015, the security of women was one of the issues on the agenda of every political party. Neither of the cases was the first of its kind. In both Turkey and India, violence against women varies from verbal harassment to rape and honour crimes. In many of the cases, victims are blamed for provoking and inviting violence through “indecent” acts such as leering, overdressing or staying out late. The crux of the matter is why, amid so many similar cases, did the cases of Özgecan Aslan and the Delhi Gang Rape create such uproar in Turkey and India? Some analysts claim these cases marked tipping points. Others argue that the patriarchal mentality that has always placed the blame on women was unable, on these occasions, to come up with any excuses to legitimize the murders. In Turkey, Özgecan Aslan was described by former Turkish Minister of Family and Social Policies Fatma Şahin as having an innocent face, or by the leader of the opposition Republican People's Party (CHP) Kemal Kılıçdaroğlu as an immaculate youngster. A Turkish imam, Ahmet Mahmut Ünlü, contended that she had become a martyr, because she died while “protecting her chastity.” Similarly, in India, Minister of External Affairs Sushma Swaraj referred to Jyoti Singh as zinda laash (living dead) while she was battling for her life in the hospital. A third kind of debate revolves around the class dimension. In both cases, the victims were young, independent, modern women from middle class back-

She is the quintessentialmodern womanand is a dear friend. Last week, I asked her, “Amongla, do you have any questionsregarding investment or any other financial matter?” Much to my surprise, she said, “You are asking the wrong person.” Most women prefer taking the backseat when it comes to making financial decisions. But I didn’t expect a competent, working woman like Amongla to ignore investment decisions. Nobody knows what a woman wants in other spheres of life. But I would expect today’s women to dwell on their personal finance affairs. Woman all over the world fail to realise that they are far better money manager than their male counterparts. You give me money to manage one month, I will
grounds who were on their way home from shopping malls. They were indeed the faces of every young, aspiring woman in the neoliberal system. In a way, many urban women were reminded that this could have easily happened to any of them, which helped mobilize large number of people to protest. This was again reflected in the recent outburst witnessed in India about the documentary India’s Daughter. During the protests in India, several organizations and groups came forward to protest against the heinous incident, and demands were raised such as the death penalty and castration for the accused. While women’s groups demanded spaces to assert women’s sexual autonomy, fundamentalist groups proposed protectionist methods to keep women away from these spaces, presumably for their own protection. Civil society actors demanded more accountability from the state to make spaces safer for women. There were demands for safer roads, more infrastructural facilities such as streetlights and CCTV cameras and better legislation. These measures only helped to reproduce and reinforce the societal understanding that women are helpless victims who need to be “monitored” and “protected.” They hinge on the protectionist approach of patriarchy towards women and further reinforce the image of women as weak and passive. Similar demands were made in Turkey. While Nurullah Ardıç, a professor at Şehir University, proposed pink buses for women, former Turkish Minister of Family and Social Policies Fatma Şahin suggested castration for offenders, and Minister of Economy Nihat Zeybekçi recommended the death penalty. In Turkey, capital punishment was banned in 2004 following the signing of European Convention on Human Rights in line with the EU accession process. Prior to that, capital punishment had only been used for political crimes. In fact, there has not been a single case of rape resulting in capital punishment in the entire history of the Turkish Republic. This record suggests that bringing back capital punishment would only serve the growing authoritarianism in Turkey, not women. Interestingly, one of the recent occasions when capital punishment was used in India was for a rape case in 2004 . Despite its application in the Delhi case as well, rape continues to be a bleeding wound in the country. There seems to be no research or evidence based study to support the deterrence effect of capital punishment. Such harsh measures may even serve to motivate perpetrators to ensure that they disposed of all evidence after a crime. Moreover, such measures place the focus on the perpetrator of the crime and ignore the societal context in which it takes place. Despite a few positive outcomes such as the increased visibility of the issue of women’s rights and
gender-related sensitivity in the media, two years down the line, this approach has had little impact on the lives of women in India. The new Criminal Amendment Act, in spite of its noble intentions, has not been able to reduce or deter crimes against women. The law still continues to act as the post crime intervention which has not affected the way women are perceived or treated in society. The protectionist approach takes women back to their traditional roles, takes the responsibility away from state machineries to provide safe access to public spaces and restricts the movement of women under the guise of offering them safety. Feminist movements’ reliance on criminal jurisprudence makes women hostages of the definitions created by law. This has also provided the state with increased power to reinforce the protectionist approach and play out the role of a patriarch. This political stance has been evident in the election manifestos of major political parties in India which had women’s safety as one of their priorities. Various economic schemes floated by the Indian Bharatiya Janata Party (BJP) government to improve the condition in the various rural settings have been within the family sphere to encourage women to value their role as daughters and wives. In Turkey, the Özgecan Aslan incident has also been turned into a political contest as a result of the upcoming parliamentary elections in June 2015. Turkish President Recep Tayyip Erdoğan promised to “personally follow the case so that they (perpetrators) will be given the heaviest penalty”, and accused the women who danced for the international One Billion Rising event of dishonouring Özgecan Aslan’s death. Meanwhile, Erdoğan reiterated that men and women are not equal and women should have at least three children, birth control is treason and women’s defined position is motherhood. Other politicians lined up to propose the most severe punishment to perpetrators of violence against women. However, their reactions were short-lived since most were absent during the massive International Women’s Day parades that took place across Istanbul on March 8, 2015. The vacuum was instead filled by the left-wing People’s Democratic Party (HDP) known for its Kurdish affiliation and support for minority rights. The cases of Jyoti Singh and Özgecan Aslan proved once again that violence against women does not have any borders. As evident, mainstream politics still prefers to handle these issues on a case by case basis rather than coming up with comprehensive solutions that target the gender-related problems permeating society as a whole. What women need is not protection but the normalization of their presence in public spaces.
Women and investment blow it away in less than seven days; give it to my wife; she’ll manage extra rations for seven more days. And no women needs to be thought the art of saving, itcomesnaturally to her. Women should, therefore, think about personal investments. To better understand how they can manage their money at different phases of life, I have divided women into following categories. Single Women: Almost all single women make it a habit to save atleast 20 per cent of their income for future purpose. Considering that time is in their favour and they have minimum liabilities at this stage, they should seriouslyventure in equity and equity mutual funds. Care should also be taken to build a contingency fund for emergencies. Consideringthe high cost of healthcare, one must opt for a health insurance. And just stay away from that credit card. It’s a poison! Start empowering yourself with financial knowledge. Married Women: Every married woman should have a separate savings account and must participate or be interested in all financial decisions. They should actively ed-

She should also know how to operate the family locker and be aware of the legal property documents, their whereabouts and their beneficiaries. Divorced / Widowed women: Divorced or widowed women should update their bank accounts, insurance and other investments in their names as soon as possible. They should also make their will in favour of their loved ones. And must certainly not forget to get a good health cover. All loans should be paid off at the earliest. Retirement Planning It is hard to even think about it and talk about it, let alone plan about it.With bank interest fluctuating every quarter,it also complicates matters. And with increasing life expectancy and inflation, if one needs to compromise one’s lifestyle in the sunset years, heaven forbid, life will be difficult. The idea is to have a homogenous standard of lifestyle till the end. Two factors play a decisive role in any retirement planning. One is a fixed income rate at the sunset years and the other is life expectancy. Both can be assumed only with some intelligent guesswork. It is difficult to come to a definite calculation. We financial planners can only apply our intelligent guessing and hope for the best. But regular reviews help and should never be neglected. Since this part is tricky, taking professional help is a good idea. Follow the writer on Twitter @d_jakharia

ho is she? Why is she always the victim? Why does she alone have to bear everything? Is it because she is a woman? You can’t do that, or do this because ‘you are a girl’.This is the mindset of the people. We don’t want to acknowledge the fact that women are an equal being. She is the one who bore, molded and guided you and me to maturity. Without her, no life would have been possible. When she plays a crucial role why does she need to go through thorns and nails? Why does her exceeding care and unconditional love go unnoticed? She never lost to atrocious days because you were her hope; she did everything to mend you to be the finest; but sadly, what does she get in return? Endless, unlimited crimes upon her; how can any human be so heartless? She is made not of metal; her flesh bears your bruises but it does hardly matter to anyone. People just let the world go on with ruinous crimes on her; all they do is act as mere spectators. This is because of our mindset that consider women as inferior and weak. In fact, such feelings havebecome a culture especially in a patriarchal society like Nagaland. God did not create women to be inferior, nor didHe create them to live in fear. Who are we then to decide or judge who is inferior and who is not? Who are we to infuse the feeling of fear on her? A man commits crime against a woman;yet ‘She’ is the one to be blamed. Why is a victim always guilty? Is it because she is a woman? I have come across many men folk who said that a girl is raped because of the way she dresses. If it is the sense of her dressing then why are the women in purdahs still being raped? And if you blame her for going out at night, do not forget that she is still being raped in her own house. Where in the world is a place safe for her? A woman has an equal right to raise her voice just as any man. Do not ask her to keep mum. She doesn’t need to bear all the atrocities just for being a woman. They are the ones going through the ugly things of life. Why then does the world still need to point at her? When you are biased let this thought hit you that ‘She’ is the one who gave life to you. It makes one cringe when flipping through the pages of the newspaper. Brutal crime on women all over the world has become something that is happening every now and then. The only response to this is a sigh of pity and then followed by the blame, where the victim becomes guilty. Law itself is loose and flexible when it comes to women victims. The system never improves because ‘She’ is always the victim. Things will get better only when each individual decides and changes their acts and mindset for real.A woman lives in fear each day- at dark, at daylight and at any moment. Every place seems unsafe for her. Where do you think ‘she’ should go? Where should ‘she’ seek peace when the entire world isstoning her with crimes and humiliation? She is an equal being so then why can’t there be an equal treatment towards her? The biased view of the world has gone to the extent that it has even changed the mentality of women towards their own self. She now takes crime on her as something inevitable. She is also made to feel weak and valueless. She now feels that nothing is going to change and that no one is going to hear her cry. She sheds her tears in vain. One undeniable fact is that ‘she’ is a priceless being and yet the world needs her desperately. She is an inspiration and a role model to many. She breaded you and yet her own breed betrays her. Nothing seems fair when it comes to women. Women were confined from the very beginning. She was expected to work within the four walls of the house. It takes a life for her to walk the street alone. She faces eve teasing, molestation, faces an assault, rape, murder, etc. I have a feeling of fear that women will once again be confined. In myriad ways, she is threatened from leading a normal life. In fact, her life has become hideous. All these can be done away with if you have the will to change the world for better, simply by changing our attitude and mindset towards her. A woman can be faithful and trustworthy in the form of a mother and a sister who will hold you till the end. When everything fails you, you will still find her by your side. As a wife she shares all your ups and downs of lifekeepingher vows. As a daughter she obeys, respects and returns your love. No matter what, she tries to stand to your instructions. Despite knowing all these, yet we still deny our acts of discrimination. Realization comes from pondering, yet we hardly do so. If your mind is set against her, nothing will ever change what is happening towards her. She, scalding her tear, is pleading for a safer world. ‘She’ says just a scanty is enough if you promise her a safe world. We people need to hear her cry. “degree of Thought is a weekly community column initiated by Tetso College in partnership with The Morung Express. degree of Thought will delve into the social, cultural, political and educational issues around us. Minister of State for Home Haribhai Chaudhary also said that 239 incidents of theft in religious centres other than that of the Christian community were reported in the national capital in 2014. Replying to another question, Chaudhary said there are 240 churches in Delhi and all officers concerned, specially DCPs and SHOs, have been directed to take care of security of these worship places. "All churches have been identified and assessed for their security arrangements. The churches have been depicted on a map for a holistic view. PCR vans, ERVs and motorcycles patrol have been deployed around the churches for enhanced security. At all vulnerable locations, static deployment is made during night hours," he said in a written reply. The Minister said directors and management of these institutions have been requested to install CCTV cameras and deploy guards for the safety and security of these places.

The petitions have challenged only sections 5 (d) and 9 (a) of the Act, which prohibit possession and consumption of meat of cow, bulls and bullocks even if the animals have been slaughtered outside Maharashtra. According to the petitions, this puts a ban on import of meat. Senior counsel Aspi Chinoy, appearing for one of the petitioners, had argued that such a ban on consumption was violative of the fundamental right of a person to have his choice of food. The Advocate General, in response, argued that if section 5 (d), which prohibits possession and consumption of beef, is struck down, then the Act would remain only on paper and it would frustrate the purpose and its object which is to protect cow progeny.
NEW DELHI, AprIL 21 (pTI): Attacking the Congress for spreading "disinformation" against the government on the land bill, BJP today said the opposition's criticism on issuing ordinances was like "the devil quoting scriptures". Bringing out the past record of previous Congress regimes, the ruling party said a record number of ordinances were issued during the time and the opposition parties had no right to accuse them of "murder of democracy". The BJP also armed its MPs with records of previous regimes on ordinances and asked them to "expose" those criticising them before the crucial land bill is taken up for passage in Parliament. "Congress party criticising the Ordinance route is like a devil quoting scriptures.Their record is worse. They have issued ordinances umpteen number of times. 456 ordinances were issued in last 50 years," Parliamentary Affairs Minister M Venkaiah Naidu said. He said while 77 ordinances were issued during Jawaharlal Nehru's time, as many as 77 ordinances were issued during six years of Indira Gandhi's regime, when three ordinances were issued every two months and 35 ordinances were issued during Rajiv Gandhi's time. Reminding the Congress of its past, Naidu said, "There is a limit for disinformation. Falsehood cannot become truth by repeating it 10 times. Before criticising us for 'murder of democracy', when you imposed emergency and put lakhs of people behind bars and stifled the media, what is it called. You have forgotten all the past." "Please do some homework before criticising us. Their attitude is like going on a pilgrimage after committing a number of sins," he said. Talking of the Gujarat model of development which the Congress is criticising, the Union Minister said, "your own government conducted a study through DIPP
which says 'Gujarat model has been recognised as the best practice'. This is DIPP report before 2014 elections." He also cited Supreme Court observations lauding Gujarat's "best land policy" as per the DIPP study posted on its website ahead of 2014 elections and termed the previous central land act as a "fraud". Land ordinance to be biggest trigger for PM's downfall: Congress Asserting that the Narendra Modi-led central government cannot displease majority population of the farmers to please a handful of corporates, J&K Congress today said the land ordinance will prove to be the biggest trigger for the prime minister's down fall. 'Land ordinance will be the biggest trigger for Modi's downfall' You cannot displease 67 per cent of the population who are farmers to please a handful of corporates who PM is beholden to," Congress Legislature Party (CLP) leader and former minister Nawang Rigzin Jora said today. Jora said, "the corporate houses, some of whom own big media houses, helped catapult Modi in the Prime Minister's chair 10 months ago. The media blitzkrieg and the lavish campaign that BJP launched were all thanks to these corporate friends." "Since it is pay back time, prime minister cannot but bring the land ordinances - one after another. His friends are demanding their pound of flesh. Otherwise, how does one explain the need for ordinance without operationalising the 2013 Right to Fair Compensation & Rehabilitation Act", he said. "Doing away with the 80 per cent consent clause, doing away with the social impact assessment clause, eschewing the land back to the farmers in case work doesn't start, masquerading commercial hospitals and educational institution in the social infrastructure... cannot but be seen as favouring the corporates".
'2,000 girls "killed" every day' WB programme to focus 186 of 310 acid attack cases in UP NEW DELHI, AprIL 21 (THomsoN rEuTErs FouNDATIoN): Two thousand girls are "killed" every day due to a preference for sons in India with most aborted or murdered just after birth, the country's minister for women and child development said. Despite laws that ban parents having tests to determine the gender of unborn children, sex selective abortions remain a common practice in parts of India, and have resulted in a decline in the number of girls compared to boys. "You have 2,000 girls who are killed in the womb every day. Some are born and have pillows on their faces choking them," Maneka Gandhi told NDTV news channel late on Monday. India's 2011 census showed that while the overall female-to-male ratio has improved marginally since the last census a decade ago, fewer girls were born than boys and the number of girls younger than six plummeted for the fifth straight decade. A May 2011 study in British medical journal The Lancet found that up to 12 million Indian girls were aborted over the last three decades, resulting in a skewed child sex ratio of 918 girls to every 1,000 boys in 2011, versus 962 in 1981. India's traditionally male-dominated culture views sons as assets -- breadwinners who will provide for the family, carry on the family name, and perform the last rites for their parents, an important ritual in many faiths.
Girls, however, are often seen as a liability, with families having to dig deep for a substantial dowry to ensure a desirable match. In a culture that views pre-marital sex as bringing shame to the girl's family, parents also worry about their safety. Gandhi said that the government's "Beti Bachao Beti Padhao" (Save the Daughter, Educate the Daughter) campaign, which aims to reverse the declining number of girls, had already shown results since its launch in January. The initiative, which is being run in 100 districts where the ratio of girls to boys is particularly low, aims to better enforce laws that criminalise pre-birth gender selection and improve girls' access to education. "We didn't expect results to show for at least a year or two years, if at all, as it's one of those mindset change things," Gandhi said in her first television interview since taking office in May last year. She added that the campaign had led to an increase in unwanted girl infants ending up in orphanages but said this was a positive response as it meant they had moved "from being killed to being thrown out". "The result is that hundreds of girl children are being thrown into orphanages in these 100 districts. In Amritsar, they have received 89 girls this month. In Tamil Nadu, they said the same thing. In all the districts we have chosen, they have a lot of girls going into palnas (state orphanages)," the minister said.
on air quality in India in 2014: Government tells Lok Sabha
WAsHINgToN, AprIL 21 (IANs): A new World Bank administered programme, with an initial total allocation of around $45 million, will focus on air quality management in five major urban areas in India, China, Egypt, Nigeria and South Africa. As such, the Pollution Management and Environmental Health (PMEH) programmeit could contribute to improved environmental health conditions for an estimated 150 million people in those cities over the next five years. PMEH, a new multi-donor Trust Fund will also support other countries and cities of Sub-Saharan Africa, and aim to reduce land and water pollution, according to a World Bank media release. Pollution contributes to the preventable deaths of an estimated 9 million people each year - most of them in developing countries. An estimated 7 million people were killed by diseases related to indoor and outdoor air pollution alone in 2012 according to the World Health Organization. Government officials from several countries joined top musicians from around the world to commit to improving people's health by ending pollution at the Global Citizen 2015 Earth Day event on the US National Mall, in Washington DC Saturday. Musicians from China and the US performed an original score to a multimedia presentation dedicated to ending pollution for healthy lives. Global Citizen 2015 Earth Day was organized by the Earth Day Network and Global Poverty Project and marked the 45th year anniversary of the founding of Earth Day. The event aimed to educate and energize people to support development and environmental issues and served as a platform for the launch of the PMEH programme.

Defiant Hong Kongers resist embrace of ‘mainland China’ Jack Chang Associated Press
All around Chow Tak-yee’s neighborhood in the working-class edges of Hong Kong, the 26-year-old can feel the spreading influence of nearby mainland China on the prosperous, open-minded city she’s always called home. The children of mainland families now fill her neighborhood’s best schools, and she’s had to search for three months to find a classroom spot for her young son. Chow, who works as an accountant, and her electrician husband have to live at her in-laws’ cramped apartment, as a red-hot housing market flooded with Chinese investment prices out many young buyers. Sometimes, she can’t even find household goods in nearby stores, because Chinese traders buy them all up to sell at a mark-up in the adjacent mainland city of Shenzhen. For Chow and many in this 7.2-million-person city, it all adds up to the feeling that Hong Kong is being forever changed by the 1.4-billion-strong country just a few miles to the north, where many feel life is cheaper and people are less educated. “They’re interfering with the rules of Hong Kong society,” Chow said as her son played by her side during a visit to her childhood home, a two-bedroom apartment in a public housing estate. In this Sunday, March 1, 2015 photo, police officers try to control the confrontation between activists demonstrating against the mainland Chinese shoppers and local villagers at a suburban district of Yuen Long in Hong Kong. Eighteen years after this world financial hub returned from colonial British control to Chinese rule, many say they feel more alienated and less trusting than ever of the central Chinese government and even the people visiting from across the border. ing than ever of the central Chinese government and even the people visiting from across the border. That has presented leaders in Beijing with one of their biggest political headaches as they try to project a more unified, confident image abroad. The complaints range from the small to the sweeping, from the perceived rudeness of Chinese tourists to fears that leaders in Beijing are sabotaging the freedoms and rule of law that have long distinguished Hong Kong from the rest of China. The resentment grew when Beijing issued a policy paper
last year making clear the central government’s power to decide the city’s affairs, and when it endorsed a hard-line approach to pro-democracy activists who blocked streets in Occupy Central protests seeking electoral reforms. Recently, scuffles have broken out along the northern border during protests over the influx of mainland shoppers, and Hong Kong continues to seethe with anti-mainland tension as the city’s government plans to unveil its Beijing-approved electoral reform package as early as Wednesday. Why common BP pill fails in some patients Washington, april 21 (ians): Thiazide drugs, a common group of salt-lowering medicines used to treat high blood pressure for decades, can lower blood pressure for a while and then stop working in some patients. Researchers from University of Maryland’s School of Medicine (UMSOM) have now revealed a key mechanism for this failure. Paul Welling and his team found the specific genes and pathways used by the kidneys to compensate for thiazides’ activity. “This is the first time we really understand how this process works. It is as if the kidney knows that it’s losing too much salt and activates mechanisms to retain salt in other ways,” explained Welling, an expert on potassium and sodium balance, kidney disease and hypertension. Thiazides work by inhibiting the movement of salt through the kidney, causing the kidneys to expel salt and water. Salt often raises blood pressure by increasing the amount of water in the vascular system; over time, this fluid puts pressure on the heart and blood vessels, and can cause hypertension. The kidney counteracts the drugs’ effect by retaining more salt, keeping blood pressure high. Welling and his collaborators studied an animal model that was
genetically engineered to inhibit salt retention, mimicking the effect of thiazides. Using sophisticated technology to track genetic changes in these animals, they found that nearly 400 key genes change their activity to help regulate how the kidneys handle salt. Once activated, these genes worked together, acting on three different pathways related to salt retention. In short, these genes increased the body’s ability to hold onto salt, shedding light on how the system can react to thiazides. The new work reveals new possibilities for patients with high blood pressure. “It may now be possible to begin developing drugs that affect the mechanisms through which the body counteracts thiazides. These drugs might eventually be used alongside thiazides, or might be used on their own,” the authors noted. In addition, the researchers have identified a molecule that increases in the urine when the kidney is working to counteract thiazides. Welling and his colleagues are now investigating the possibility of using this molecule as a “biomarker”, allowing doctors to quickly and easily detect when thiazides have stopped working in a particular patient. The paper was published in the Journal of Clinical Investigation.
cosmopolitan Hong Kong bodes ill for Beijing’s plans to peacefully reunify with the self-governing island of Taiwan as well as quell divisions at home, said Mark Clifford, head of the Asia Business Council and the former editor-in-chief of the Hong Kong-based South China Morning Post. “There was a perception that Hong Kong would be more like the mainland,” Clifford said. “There was a perception that the two places would merge. But after 150 years of British rule, the interesting development is Hong Kong’s own sense of identity. “The policy of the Chi-
nese government and the Hong Kong government of trying to force more integration, integration on every level, but especially economic, has created a backlash among ordinary Hong Kong people.” Warehouse supervisor Ronald Leung, 39, said he had long been apolitical about his home city until he saw firsthand the swarms of traders and outgoing cargo near the Chinese border. Called “parallel trading” because it happens in a gray area alongside legal trade, such commerce has become an especially visible target of Hong Kongers’ anger. Chinese
visitors cross into the city, which has no sales tax and a reputation for authentic goods, to buy up baby formula, smartphones, luxury goods, diapers and medicine and then resell them at a profit in the mainland, warping the local economy and causing shortages. Leung helped form the North District Parallel Imports Concern Group, one of several organizations that have staged rowdy protests targeting mainland shoppers. Leung said seeing the stifling education system on the mainland during his travels there is another issue that “makes me think about my life” and appreciate Hong Kong. “If Hong Kong students get this kind of brainwashing, it’s harmful for Hong Kong’s future,” Leung said. When Chinese President Jiang Zemin welcomed the city back to the motherland in 1997, some observers in the West hoped China might absorb some of Hong Kong’s liberal democratic traditions. Chinese officials granted Hong Kong political and personal freedoms and its own governing system, with the idea of slowly assimilating this Westerninfluenced society into the more repressive, state-controlled mainland over 50 years, after which the territory would officially lose its special status. Much of the integration is already underway on the ground. After Chinese officials loosened visa requirements for repeat mainland visitors in 2009, the number of Chinese traveling to Hong Kong jumped from nearly 18 million a year to nearly 50 mil-
lion last year. Hong Kong’s stock exchange also linked up with Shanghai’s last year, unleashing mainland investment that has driven Hong Kong share prices to record levels. More people from the mainland speaking Mandarin Chinese, as opposed to the native Cantonese, fill the classrooms of not just elementary schools but of Hong Kong’s most prestigious universities, many getting their first taste of freedoms prohibited on the mainland. Many older residents in Hong Kong also have come out against pro-democracy protesters, saying young residents should focus instead on working to build a middle-class life. Li Yim-miu, a 54-yearold housewife who led a recent rally supporting the mainland shoppers, said she didn’t blame them for buying safer, better-quality goods for children back home. She also said Hong Kongers should be praising the mainland government instead. “Look at the Chinese government, don’t they do a good job?” she asked. “So why would you criticize them?” Lawyer Jason Ng, who has written two books about his home city, said the tensions come down to the widespread fear among the city’s young that they won’t be able to buy a home and build a future. Prices for even the cheapest apartments can run about $1,250 a square foot, pricing a 600-squarefoot apartment at $750,000. Hong Kong’s average monthly salary comes in below $2,000. With such a bleak outlook, fewer people can ac-
cept the other end of Beijing’s bargain, of giving up self-determination and freedoms, Ng said. Already, Hong Kong has seen press freedoms shrivel in face of economic and political pressure, with the city’s press falling from 18th freest in the world in 2002 to 70th this year in an annual measure by the advocacy group Reporters Without Borders. “If 80 percent of people are well provided for, and if 20 percent want to do Occupy Central, it would only be a very small minority of people and it wouldn’t gather as much momentum,” Ng said. “But it’s the opposite here. Eighty percent of people are upset because 20 percent control all the wealth.” A Chinese University of Hong Kong poll of city residents found that people’s self-identification as Chinese fell from 38 percent in 2010 to 31 percent three years later. Jewelry store saleswoman Sakura Tse, 30, said she longs for the days of colonial British rule, when the city’s manners and even its architecture were classier. Tse and about 30 others lead the grass-roots group Hong Kongese Priority, which calls for independence from China, a stance she says infuriates her parents. Like Tse, Leung of the anti-traders group said he was prepared to fight for his city’s autonomy from the rest of China. “We need to get away from the communists to get our life back,” Leung said. “It’s not Beijing who will take things away from Hong Kong. It’s the Hong Kong people who, little by little, will hand it over to Beijing.”
Chinese president applauds South Korea’s PM offers to resign Pakistan’s anti-terror efforts islaMaBaD, april 21 (ap): Chinese President Xi Jinping on Tuesday applauded Pakistan’s anti-terrorism efforts and vowed his nation would continue to stand by its neighbor as he wrapped up a two-day visit meant to boost bilateral ties and assure Islamabad of Beijing’s support. “We in China have a great admiration for the people of Pakistan,” Xi told Pakistani lawmakers in a speech before parliament, adding that the Chinese people will always stand together with “dependable” Pakistani friends. Xi said the ties between the two countries were based on mutual trust and a friendship that was truly unique. The lawmakers gave the Chinese leader a standing ovation. Military leaders and foreign ambassadors also attended the event. Xi pledged that China and Pakistan will always move forward together and the Chinese people will always stand together with the Pakistani people. He said both the countries shared common stakes in security and that Pakistan had contributed greatly to security and stability of Chi-
na’s western border. “This is something that we should never forget,” he said. In his own speech after Xi’s, Pakistani Prime Minister Nawaz Sharif pledged to strengthen ties between the two countries. “We will fight together to eliminate the menace of terrorism,” he said. Xi arrived Monday to Islamabad, where he and Sharif oversaw their ministers and other officials signing 51 deals. The Chinese leader brought with him investment projects worth $45 billion in energy and infrastructure construction, Pakistani Minister for Planning and Development Ahsan Iqbal said. Up to $37 billion would be spent on Pakistan’s troubled electrical grid, Iqbal said. Of the total investment, Iqbal said, $28 billion projects were ready to be rolled out, while it will take three to five years for rest of them to take start. China and Pakistan long have maintained close political and military relations, based partly on mutual antipathy toward neighbor India. However, stronger China-India ties have challenged
that perception and Xi’s visit seems intended to reassure Pakistan. Xi postponed a visit to Islamabad last year due to antigovernment protests in Pakistan and instead traveled to India. China also is eager to boost trade and investment with New Delhi, and Indian Prime Minister Narendra Modi is expected to visit Beijing in the coming weeks. China is a leading arms supplier to Pakistan and has sought its help in combating anti-Chinese Islamic separatists reportedly hiding in Pakistan’s lawless tribal areas. China also wants to enlist Pakistan’s help in stabilizing Afghanistan as U.S. and international troops wind down their presence there. After their speeches in parliament Tuesday, Xi and Sharif left for the nearby presidential palace where Xi received Pakistan’s top civilian award, the Nishan-e-Pakistan. After the ceremony, Pakistani civilian and military leadership escorted Xi to an air force base from where he was escorted out of the country’s air space by Pakistani fighter jets.
sEoUl, april 21 (ap): South Korea’s prime minister has offered to resign amid a bribery scandal just two months after he took up the country’s No. 2 post, officials said Tuesday, in the latest political crisis to hit President Park Geun-hye. Lee Wan Koo has been at the center of a corruption scandal that flared after a businessman killed himself earlier this month, leaving a memo listing the names of eight high-profile figures he claimed to have bribed. Most of the eight men, including Lee, are considered as close associates of Park. Businessman Sung Wan-jong told a local daily before his death he gave 30 million won ($27,390) to Lee in 2013. Lee has denied the allegation but he has seen growing calls to resign after South Korea’s media have reported alleged evidence that indicates his ties with Sung. Lee’s office said Tuesday he conveyed his resignation offer Monday to President Park, who was in Peru on a four-nation trip. Park described Lee’s resignation offer as “very regrettable,” according to a statement on the website of the presidential Blue House.
Pak Taliban announces successful test-fire of missile ‘Omar 1’ islaMaBaD, april 21 (tnn): Just as Pakistan was celebrating the launch of Chinese investments worth $46 billion in the country, the militant organization, Tehreek-i-Taliban Pakistan (TTP), on Monday claimed to have successfully test fired its first indigenously developed missile, named as “Omar 1”. To justify its claim, the TTP, having its presence across the country and currently resisting Pak troops in the volatile tribal regions on the border with Afghanistan, has issued a statement and posted a video, practically demonstrating the launch of missile. In the video, different parts of the missile were assembled before its launch. The TTP said that special feature of ‘Omar 1’ is its design. “It can easily be assembled and dissembled in accordance to the situation,” said Muhammad Khurassani, the TTP spokesperson.
Court sentences ousted Egypt president to 20 years in prison Cairo, april 21 (ap): An Egyptian criminal court on Tuesday sentenced ousted Islamist President Mohammed Morsi to 20 years in prison on charges linked to the killing of protesters in 2012, the first verdict to be issued against the country’s first freely elected leader. The conviction, which can be appealed, and muted Islamist reaction following it underscore the dramatic downfall of Morsi and Egypt’s once-powerful Muslim Brotherhood group. However, Morsi escaped receiving a death sentence in the case, which Islamists derided as a “farce.” Morsi and the Brotherhood swiftly rose to power in elections after autocrat Hosni Mubarak’s 2011 ouster, only to find themselves imprisoned a year later when millions protested against them for abusing
power and the military overthrew the government. But as Mubarak and members of his government increasingly find themselves acquitted of criminal charges, Morsi and the Brotherhood are at the receiving end of heavy-handed sentences. Tuesday’s verdict sparked no immediate street protests, reflecting the toll of a heavy security crackdown on any show of dissent — either by Islamists or secular-leaning activists. During the hearing, Judge Ahmed Youssef issued his verdict as Morsi and other defendants in the case — mostly Brotherhood leaders — stood in a soundproof glass cage inside a makeshift courtroom at Egypt’s national police academy. Seven of the accused were tried in absentia. In addition to Morsi, 12 Brotherhood leaders and Is-
lamist supporters, including Mohammed el-Beltagy and Essam el-Erian, also were sentenced to 20 years in prison. Youssef dropped murder charges involved in the case and said the sentences were linked to the “show of force” and unlawful detention associated with the case. The case stems from violence outside the presidential palace in December 2012. Morsi’s supporters attacked opposition protesters demanding that Morsi call off a referendum on an Islamistdrafted constitution. Clashes developed into deadly confrontations overnight that killed at least 10 people. In a statement, Amnesty International called the case flawed and full of loopholes, while describing the trial as “sham.” “Convicting Mohammed Morsi, despite fundamen-
tal flaws in the legal process and what seems to be at best flimsy evidence produced in court under a gag order, utterly undermines this verdict,” said Hassiba Hadj Sahraoui, Amnesty’s deputy Middle East and North Africa director. Morsi’s questioning took place without his lawyers present during his detention in an undisclosed location for four months following his ouster in July 2013. Amnesty said Morsi’s legal team was only able to access case files days before the trial began. It also documented irregularities, such as where abuses of his supporters — not his opponents — were the only evidence documented. The court also ignored what Amnesty said were deaths among Morsi’s supporters during the same protests. During Tuesday’s hearing,
Morsi and the rest of the defendants in white jumpsuits raised the four-finger sign symbolizing the sit-in at the Rabaah alAdawiya mosque, where hundreds were killed when security forces violently dispersed the sprawling sit-in by Morsi’s supporters on Aug. 14, 2013. They also smiled for cameras filming the hearing. It was a far cry from when the trial first began, when Morsi repeatedly shouted to the court: “I am the president of the republic!” During subsequent court appearances, Morsi and other defendants turned their backs to the court when Youssef played several videos of the clashes outside the palace in 2012. From his exile in Turkey’s capital, Istanbul, top Muslim Brotherhood figure Amr Darrag called the ruling “a sad and ter-
rible day in Egyptian history.” “They want to pass a life sentence for democracy in Egypt,” Darrag said. Under the government of President Abdel-Fattah el-Sissi, who as army chief overthrew Morsi, Brotherhood members and Islamists have faced mass trials that end with mass death sentences, sparking international condemnation. The heavy sentences have raised questions about the independence of Egypt’s judiciary, something analysts say could have contributed to the sentence Morsi received Tuesday. “Morsi’s trial gripped international attention and a heavy sentence would have put the judiciary under a spotlight,” said Sameh Eid, a former Brotherhood member who researches Islamic movements. “Today, the judiciary seemed keen in
preserving its image.” Yet, average Egyptians have seen the differences between the trials of Morsi and Mubarak, political science professor Hassan Nafaa said. “People are not reassured of the fairness of these trials,” Nafaa said. Morsi faces four other trials on charges that vary from undermining national security by conspiring with foreign groups and orchestrating a prison break. Thousands of Brotherhood members are in jail facing a variety of charges, most linking them to violence that followed Morsi’s 2013 overthrow. Morsi is being held at a high security prison near the Mediterranean city of Alexandria. Tuesday’s hearing took place amid heavy security, as hundreds of black-clad riot police deployed at the police academy, backed by armored vehicles.

he observation made by Governor of Washington, Jay Inslee that “We’re the first generation to feel the impact of climate change and the last generation that can do something about it” has become a catchword for both policy makers and normal citizens. Barack Obama reiterated that same message in his address to the United Nations climate summit in September 2014 urging nations to take leadership role on climate front to save the earth from the dangerous impact of climate change. Gladly, in November 2014, the US and China reached a major milestone as the top carbon emitters agreed to reduce their green house gas emissions over the next 20 years. Under the agreement, the United States would cut its carbon emissions by 26 to 28 percent at 2005 level before 2025, while China would peak its carbon emissions by 2030 or sooner and will aim to generate 20 percent of its energy requirement from clean energy sources by the same year. The US-China climate agreement send positive vibes across the world as climate negotiations have reached a critical stage which requires sincere commitments from major polluters including the US, China, Canada, Australia and India. The world missed a legally binding agreement at the Copenhagen summit in 2009, primarily due to disagreements between US and China. This year, as both the countries have agreed to push the climate negotiations to a higher level and to cooperate on clean energy and environmental protection, planet earth can expect a better outcome when world leaders will gather at Paris in December this year to ratify the Paris protocol that would replace the Kyoto arrangements beyond 2020. The first commitment period for the Kyoto protocol started in 2008 and ended in 2012 and the second commitment period began on January 2013 and will end in 2020. The hope is that a better deal, to be named as the Paris Protocol, will replace the Kyoto protocol beyond 2020 in order to limit the catastrophic effects of climate change. Today is the 45 anniversary of the
Earth day. “It’s our turn to lead” is the theme chosen for this year’s earth day. Through the theme, the Earth Day Network (EDN) urges every individuals and leaders to take positive action to conserve the planet in order to keep it healthy and safe, not just for human beings but for every species, that inhabits the earth. According to the UNEP, 150 to 200 species of plant, insect, bird and mammal become extinct every 24 hours. This is nearly 1,000 times higher than the "natural" rate of extinction. Another 15 percent of mammal species and 11 percent of bird species are classified as threatened with extinction. This is not surprising as many birds and wild animals have vanished in the past few decades even in a remote place like Nagaland. The stories of tigers preying on our domesticated cattle and pigs, eagles feeding on chickens or crows stealing midday meals in the fields have become stories of the past. Among the millions of species that cohabit the planet, human beings are the most dominant of all species and are at the top of the food chain. Our prosperity and survival, therefore, depends on the health of other species and their ecosystems. However, our advancement has often come at the expense of destruction of natural resources and the ecosystems to which we solely depend. We have failed to acknowledge the fact that we, the humans, would be the ultimate victim of our own destruction. We have been at war, not just with each other, but with the planet’s vital ecological balance. And the longer we continue with these massive destruction the greater would be the consequences for humanity in the long run. Our quest for economic development and wellbeing has blinded us from the mess that we have created in our environment. Our actions have polluted the air, waters and oceans; disturbed the biodiversity and ecosystems, and have pushed millions of species on the brink of extinction. It is an undisputed fact that the advancement of human civilization depends on how we effectively and efficiently harness the natural resources to our advantage. However, these resources have to be used with restraint appropriate, governed by
human sanity and sound policy, allowing the nature to recuperate itself and reducing the negative impact on the environment. Research reveals that 60 percent of the world’s major ecosystem have been degraded or used unsustainably. Science also warn us that the loss of biodiversity and depletion of the planetary stock of natural resources, often irreversibly, will have a detrimental impact on the wellbeing of the present generation and poses severe challenges for the future as well. Hence, we must realize that, any action and policy that undermines the issues of sustainability and threatens the fragile ecosystems will only prove counterproductive, as the reaction for our actions will eventually eat up the profits that we generate in the short run. Fourteen of the fifteen hottest years recorded since 1880 has happened in the 21st century, and 2014 was the hottest year recorded ever in human history. According to latest National Oceanic and Atmospheric Administration (NOOA) report, March 2015 was the hottest month recorded ever. Arctic sea ice cover also hit its smallest March extent since records began in 1979. The atmospheric concentrations of carbon dioxide also reached a new high of 401.52 parts per million (ppm) this March. The upper safety limit of CO2 concentrations is considered to be 350 ppm, we have crossed that limit since 1988. All these data reveals that climate change is real and it is science that tells us so, not rumors or speculations. Commenting on the steep rise of CO2 concentrations, Christine Lagarde, the Managing Director of IMF said “make no mistake: without concerted action, the very future of our planet is in peril”. No one is immune to climate change, but the poor will be the worst affected from any adverse impact of climate change and ecological balance disorder. The United Nations report says that over 22 million people were displaced by disasters caused by extreme natural events in 2013. A study by Environment Justice Foundation in 2009, also warned that global warming could force up to 150 million ‘climate refugee’ to move to other countries in the next 40 years. More people from low-income group are losing their livelihood due
to disruption of natural environments such as forests, seas and lakes and over exploitation of agricultural land, depleting water source etc. Pollution in our towns and cities have also reached an alarming rate. Delhi has the highest level of the airborne particulate matter with 153 micrograms which is six times higher than the WHO safe limits. The same WHO report also reveals that 13 of the 20 most polluted cities in the world are in India, which is not good news to the citizens as pollution is associated with numerous health issues. The Shanghai Academy of Social Sciences, in 2014, states that China’s air pollution has cut life expectancy by an average of 5.5 years in the north of the country, and that the pollution levels in many cities are so high that it is approaching a level that is no longer livable for human beings. In spite of the rapid economic progress in the past few decades, the world is yet to eradicate the problems of mass poverty, hunger, malnutrition and diseases that affect billions of the world’s poor. These problems would be compounded as, according to FAO, the impacts of climate change – sea level rise, droughts, heat waves, floods and rainfall variation – could, by 2080, push another 600 million people into malnutrition and increase the number of people facing water scarcity by nearly 2 billion. These calls for serious actions from governments and leaders around the world to act, and to act fast in order to correct our developmental paradigm to a more environmentally friendly and sustainable pathways that secures the progress of the human civilization without inflicting irreparable damage on the environment. The time for action and leadership is now. It’s our turn to lead. If Singapore could, why can’t Nagaland?
O
n 24th March 2015, the death of Lee Kuan Yew, the founding father of Singapore hit the news headlines. He was the maker of modern Singapore. He was the Prime Minister of Singapore for three decades. On his death, his remarkable achievements were brought back to life. After reading the stories about Lee Kuan Yew’s Singapore, the title question kept on lingering in my mind. The objective of writing this article is not to list out the success stories of this city state of which, I have no personal experience. It is to delve into what had inspired and created the success story. Singapore became independent from Great Britain in 1963 and became part of Malaysia. In 1965, Singapore was expelled from Malaysia due to racial tensions. Singapore is an island city state with a meager landmass of just 718.3 sq. kms (277 sq. miles). Lee himself considered Singapore too small to be a global player. But in less than fifty years, Singapore has emerged as the global economic giant. Today, Singa-
pore leads in many of the global economic parameters. The sky seems the limit for this tiny island nation in economic prosperity. It is said that Singapore’s leap to economic prosperity came at the cost of their personal freedom in many areas. Singapore’s was not a liberal democracy. It was a rationed democracy, which some called it authoritarian. Singapore was built on the vision and determination of one man. The humiliation of expulsion from Malaysia drove Lee to the edge. The desire to lift his people from ground zero was his inspiration. The headstrong Lee Kuan Yew did it in his life-time; in less than half a century. Singapore had no supernatural gift that Nagaland did not have. The only difference was that, Singapore is an island with sea ports all around it whereas Nagaland is a hill station. In Kohima town, many of us saw the billboard with the slogan; “The difference between Singapore and Nagaland? - Civic sense” It is our attitude and not geography that shapes our destiny because each country’s landscape has its own natural advantage. Singapore has zero tolerance
against corruption. Mr. Amit Shah, BJP National President during visit to Nagaland on 17th April 2015 said; “Nagaland has no development problem; it has corruption problem”. We profess Nagaland as a Christian State and even adopt “Nagaland for Christ” as our national motto. In general belief, Christians are viewed as being more honest and pure. But Naga Christians gave space to a non-Christian to preach us morality against corruption. Singaporeans were conditioned to lead strict disciplined life, both in private and public. Discipline comes with a lot of sacrifice on personal freedom. They sacrificed personal freedom for national good. Nagas are grossly in-disciplined. Individualism governs our life. There’s not an iota of national sense. We talk so much about nationalism but patriotism has long since stopped to flow in our blood and departed from our soul. If a tiny nation like Singapore could do it, why can’t Nagaland? The biggest difference is however, the political freedom. Singapore had political freedom to chart out its own economic policies to develop in its own
ways. It had the liberty to transform from commodity-driven economy to foreign direct investments with excellent regulatory mechanisms. Singapore’s experience is a living testimony that, no matter how much people in high places talk about economic development in Nagaland, it is not going to happen so long as somebody takes economic decisions for us. Nearly seventy years of Naga political struggle for complete independence on, yet, the struggle don’t seem to lead us to anywhere. If the struggle must continue, and we can, if we still have a grain of patriotism in us, Naga nationalism needs course correction. A nation can’t be built on self-deception. Political renaissance based on philosophy of humanism and peaceful approach may be the last rays of hope for Nagas. If Nagas are honest to ourselves, India can’t hold us forever. Else, we have to learn to live as its loyal subjects.

Earth Day 2015 It’s our turn to lead...
T
he earth is the only planet in the universe where LIFE exists. Our earth belongs to the clusters of stars known as Milky way galaxy, and it is in that small planet earth where life exists. In the year 1970 Senator Gaylord Nelson organized 22nd April as a day to promote ecology and respect for life on the planet as well as to encourage awareness of the growing problem of air, water and soil pollution. The 45thEarth Day 2015 with the theme “It’s our turn to lead” has the vision that this year could be the most exciting year in the environmental history. The hope is that there will be a greater awareness of the link between economic growth and sustainability that world leaders finally pass a binding climate change treaty, and that fossil fuels will give way to renewable energy solutions. This year, we are given the opportunity to lead the world in saving the Earth for tomorrow’s generation. Can you? Before 20th century the Earth is covered with abundant, dense forest making the Earth rich and beautiful. Humans freely breathe fresh air anywhere and everywhere, trees are found in abundance, animals enjoyed their lives, birds can whisper anywhere, fish can swim in and out, yet with the advancement of human mind, it has changed everything. We create machines that run day and night, we build towns and cities without fear, and we create chemicals that pollute our lands. Science and Technology is being mastered by every human, every vision of ours is on that Science and Technology, and modern lifestyle had changed minds of men from rural to urban. In this modern world, due to our greed, we enjoy, we play, we invent, we create, we eat, we drink, we invest and we waste too, we do a lot and think little, which causes the Earth to suffer. The inventions of Science and technology proved to be appealing that we could not control its usage; the energy we consume each day is so limited that it will last only for about 50 years or so from now. In the last decade the scientist and economist had put a new goal; ‘A sustainable development goal’- defined by the Brundtland Commission as “development that meets the needs of the present without compromising the ability of future generations to meet their own needs” but have you thought about this seriously or have you acted? Until and unless every individual takes the responsibility, the goal cannot be achieved. At what cost have we achieved development and progress, are all of our development frameworks sustainable? If we continue at the pace of what we do today and envision of turning forests into cities, there might not be even a tree for tomorrow’s generation. That fateful future, your children and my children will be told only a story of a tree. The technology we mastered today bring us to a world of confusion, our young generation are drifting further away, losing their roots and connection with nature that they have failed to see the beauty of nature and enjoying with it. We are becoming unsocial, I don’t know whether it is the popular technology culture or wrong directions by our Leaders or is it ‘we’ ourselves that we have become unsocial. Since last decade we have already experience so many unwanted environmental and natural problems, such as Climate Change, Ozone layer depletion, Green house Effect, Acid rain and many more and our Earth is suffering only because of our irresponsible actions. This year is not the first year that we observe ‘Earth Day’. The world observed the first Earth Day on April 22, 1970 to mark the anniversary of what many considered the birth of ‘the modern environment movement’ in 1970. In the past years, so many conservation, protection, preservation programs etc had been undertaken, government has been expending lots of finances and human resource to save the Earth, all most every nation has put many legislation to save the earth, yet present laws have failed to meet the new challenges of changing climate and environment. This global issue has been widely discussed at International platforms represented by different organisations, thinkers and environmentalists around the world and they have taken many steps to save our planet Earth. This has led to many innovative steps towards saving our earth yet there are still bigger roles and tasks which remain undone. The worst affect of climate change is experienced by the rural populace, the backlash of industrial pollution and destruction impacts the rural since they entirely depend on agriculture and other land and climate allied activities for their livelihood. That does not mean that the urban cities are not impacted, today we feel the ever rise in temperatures and the vast pollution of air and water which are the basics for human survival. But from all the problems we are facing today there is a solution for it, it is ‘We’ who can solve it, and it ‘Our’ turn to lead, but where and when shall we begin? The right place and time to begin is right ‘HERE’ and right ‘NOW’ so let us begin now and lead a good beginning. It is not the time for us to wait and depend on the world leaders to solve the problems of the environment we are facing, neither a time to wait upon them to create awareness about environment, climate change and the effect the earth is facing. But it is our time to lead, to take action, to make aware to those who are still ignorant about the impacts and dangers of environment destruction, and it is in ‘Us’ to bring change in creating a rich and beautiful world, a earth safe and bountiful again. It is you and me who can bring this change, let us lead and we become the change we want to see. Let today’s generation lead tomorrows generation. Time to learn, teachers!
T
eaching is known as the noblest profession because every Teacher functions as a ladder for his/her pupils to go up in life while he/she stays at the same place. Teachers should aim at making sustained and sustentative influenced on the intellect of the students and inspire them, encouraging creative thinking and positive questioning. Nowadays teachers prepare the students for the exams no doubt, but it is doubtful if they prepare them for their life too. Teachers cannot enjoy unending rapport with their students just by teaching the subject given to them alone. They should also instill morals and discipline in the minds of students to help them lead a successful and happy life latter. Alexander the Great once said: “I am indebted to my father for living, but to my teacher for living well”. Modern day students need model teachers.
Knowledge imparted by a Teacher and the power a Teacher wields over the students leave a deep impact on the young minds. It is not uncommon to see children idolizing their Teachers and wishing to be like them. Being good Teacher is not a destination, but a journey of constant endeavors and dedication. Think back for a minute on the Teachers who you remember most fondly, from your school days. What was it that made these teachers endearing or memorable? Some of those intangible qualities that they possessed are – Empathy, Justice/fairness, Passion for the subject, Preparation, Humility, Being a student themselves and practice what they preach. John Cotton Dana summed up teacher’s duty in these words – “Who dares to teach must never cease to learn”. We are now in an era where schools have to move from teaching facts to teaching how to ‘learn to learn’. Well, for students to be able
to learn to learn, Teachers have to evolve with the times too. More than ever before, we now need to be prepared to learn all our lives. Sharpening our skills from time to time is the key to remain afloat in the profession. Most of the Teachers never bother to update their skills. They often smug in the satisfaction, that they have left their learning years behind. They think that whatever they have learned is very much enough as they have long teaching experience. Futurologist Alvin Toffler who had described knowledge as a ‘Superpower’ had predicted that ‘Future illiterates will not be the ones who cannot read and write, but those who cannot learn, unlearn and relearn’. Herbert Gerjuoy went a step further and said: “Tomorrow’s illiterate will not be the man who can’t read; he will be the man who has not learned how to learn.” It must also be understood by all that a B.Ed is not the ‘be all and end all’

C/DC drummer Phil Rudd pleaded guilty in a New Zealand court Tuesday to a charge of threatening to kill a man who used to work for him. He also pleaded guilty to possessing methamphetamine and marijuana. Rudd faces up to seven years in prison on the threatening to kill charge, although his lawyer Craig Tuck said the prosecution case boils down to an angry phone call, and he is seeking a remedy that would involve no legal consequences for Rudd. It’s unclear whether Rudd has a future with the Australian rock band he’s been part of on-and-off for almost four decades. The band intends to use Welsh drummer Chris Slade for its upcoming “Rock or Bust” album tour but hasn’t said if that’s a long-term arrangement. According to the court summary, the dispute began in August on the night that Rudd released his solo album, “Head Job.” Rudd threw a party at his marina restaurant, Phil’s Place, to celebrate the launch. But as the night progressed, Rudd became concerned that security wasn’t tight enough. “The defendant was angry that the album launch did not go well,” the court summary said. “As a result he sacked a number of people from his employment and
professional team. This included, among other people, the victim who he was particularly angry with.” About four weeks later, Rudd called an associate, who was on vacation in Australia. Rudd told the man he wanted the victim “taken out,” according to the court summary. When asked to clarify, Rudd said he wanted the victim “taken care of.” In another call, according to the court summary, Rudd offered the associate “$200,000, a motorbike, one of his cars or a house,” which the associate took to mean as payment “for carrying out his earlier request.” Two hundred thousand New Zealand dollars is equivalent to about $153,000 U.S. dollars. The morning after calling his associate, Rudd called the victim directly, saying “I’m going to come over and kill you,” according to the court summary. He tried to call the victim again a couple of times after that but the man didn’t pick up. “As a result of threats made by the defendant, the victim was genuinely very fearful of his safety,” the summary of facts stated. The summary also outlines the Nov. 6 search of Rudd’s home when police found the drugs. When police arrived, Rudd was wearing jeans but no shirt, according to the summary. “While being spoken to by

"When I read the script it was like any other film I did. It excited me so much that I wanted to make sure that it happened," the 26-year-old Bollywood star, who is here to attend the screening of the "NH10" at the Beijing Film Festival, told PTI. "I think it is a wonderful process of transformation from an actress to a producer," she said giving credit to director Navdeep Singh and writer Sudip Sharma for bringing up such a theme that she could not resist. "In future also we would like to back films that can be considered slightly risky since they don't have song and dance," she added. Anushka got a rousing reception when she attended the film's premiere at the festival with a number of Indians turning up to catch a glimpse of their favourite star. About her transformation, the actress said, "For me as an actor it is brilliant that I can do both song-dance films and also something like 'NH10'. It is versatility which every actor aspires," she said. About India-China film co-operation, Navdeep said it is a great opportunity and great market to work on beyond regular market. With the co-production treaty in place, it would facilitate films outside the standard Bollywood format, he said.

Kate Middleton will give birth to a blondehaired girl called Alice on April 25, weighing over 3kg , according to the instincts of the British betting public. espite the fact that Prince William and Kate do not know the gender of their second child, punters seem convinced they have inside information, and around nine in 10 bets have been placed on the arrival of a princess. "The latest odds suggest that Catherine will give birth to a baby girl. She will be born on Saturday the 25th, weigh between 7 & 8lbs (3-3.5 kg) and be named Alice," one of the punters was quoted as saying by The Mirror. "She will have blonde hair and it will be a proud mum holding her as she is introduced to the world's media."
Punters even bet on who will be holding the baby when they come out of hospital with Kate at 1/3 and William 9/4. Although her due date has not officially been confirmed, the Duchess of Cambridge told well-wishers at a charity event last month that "I'm due mid-April, to the end of April." Quoting palace sources, the report said the
actual date of delivery was April 25. Parking restrictions have already been put in place outside the Lindo Wing of St Mary's Hospital in Paddington, west London, in anticipation of the birth, although the restrictions will only be in place until April 30, suggesting doctors expect the baby to have arrived before then.

But it's taken a lot of work and probably cost me my marriage.'' ''It took a lot of work, man, you know? It took a lot of work and I already had an extremely busy schedule.'' Russell confessed his ex-wife - with whom he has
sons Charles, 11, and Tennyson, eight - couldn't understand why he'd commit so much of himself to a rugby team. He said: ''My job was making films and my wife clearly understands what my job is. But, to her I suppose the football situation was needlessly taking me away.'' However, the 'Gladiator' star insisted he doesn't regret taking over the team. He said: ''For me, taking over South Sydney and inspiring a new generation of South Sydney kids is about community independence. ''It's also come with a massive increase in the value of what the club is, so that's all good too.''

pariS, april 21 (rEutErS): Juventus will be hoping to make it 11 victories out of 11 against French teams in knockout ties when they face AS Monaco in the second leg of their Champions League quarter-final on Wednesday. Juventus, who moved 15 points clear at the top of Serie A after beating second-placed Lazio 2-0 on Saturday as they close in on a fourth successive domestic crown, also have their eyes on a first Champions League semi-final appearance since 2003. On current form they will start the match at Stade Louis II as favourites to reach the last four. They have won all 10 of their previous knockout ties against French teams in Europe while Monaco have won only one of six ties against Italian clubs. The Ligue 1 club have also not won any of their last four home matches in any competition. Coach Massimiliano Allegri saw his men win last week's first leg 1-0 in Turin thanks to Arturo Vidal's second-half penalty and they travel to Monaco seeking a third straight away win in the competition after victories at Malmo and Borussia Dortmund.

of their own and went close to scoring through both Yannick Ferreira-Carrasco and Dimitar Berbatov. But the Italians are oozing with confidence. They Confident Juve have won eight of their last Juventus largely domi- nine matches and the only nated the first leg, although goal they have conceded Monaco did have chances in that run was when their
much-changed team lost 1-0 to Serie A bottom club Parma on April 11. But while Allegri is enjoying Juve's good form, his Monaco counterpart Leonardo Jardim has had to watch his side stumble in recent weeks. His immediate concern
will be to work out a way to contain the Serie A side's attacking intent without injured defensive midfielder Jeremy Toulalan (hamstring injury). Since winning 3-1 at Arsenal in the first leg of their last 16 Champions League tie on Feb. 25, Monaco's form has slipped. They squeezed into the last eight of the Champions League on away goals after losing 2-0 at home to Arsenal and after failing to find the net against Juve last week, only drew 1-1 with Rennes in Ligue 1 on Saturday. That result dented their title hopes and left Jardim frustrated with side winning only twice in their last seven matches in all competitions. "I am not happy. We played well in the first half and controlled the match. However, in the last 30 minutes, I saw that we were looking tired," he said. Unless Monaco, who are now six points behind leaders Olympique Lyon in Ligue 1, click back into gear on Wednesday and come out looking for goals from the start to secure their first Champions League semifinal appearance since 2004, their season is in real danger of fizzling out.
