Nagaland Cabinet appeals for CF extension between with NSCN (K) KOHIMA, AprIL 23 (MExN): The Nagaland state Cabinet has appealed to the Government of India and the NSCN (K) to “maintain and extend” the ceasefire agreement. This appeal was made after the state cabinet conducted an emergency meeting on April 23 to discuss the abrogation of the ceasefire by the NSCN (K). The cabinet stated that extending the ceasefire would be in view of the desire of the people of Nagaland for a peaceful solution to the Naga political issue.

Aggressive developmental policies and projects have continued to be a threat to indigenous peoples in the North East region, says a report from the Asian Indigenous Peoples Pact (AIPP) Foundation. The report titled ‘Indigenous Peoples Human Rights Challenges North East India 2015’ says concessions to extract natural resources in the region are increasingly threatening indigenous communities, their lives and livelihoods, their social cohesion and community, and ultimately their identity. The report, which was published with financial assistance from the European Union’s European Instrument for Democracy and Human Rights (EIDHR), focuses on various challenges faced by indigenous communities in the region, with exploitation of natural resources and its effects being a pertinent concern. It cites land redistributive reforms, the establishment of Special Development Zones (SDZs), dam constructions and oil exploration as examples under this category. Nagaland shows decline in workdays under MGNREGA NEW DELHI, AprIL 23 (pTI): Nagaland featured prominently on a list depicting states which showed drastic decline in the number of workdays under the rural job flagship scheme MGNREGA. The number of workdays being provided under MGNREGA has registered a decline, informed Minister of State for Rural Development Sudarshan Bhagat, in a written reply to the Lok Sabha today. The decline is all the more noticeable in North Eastern states like Manipur, Mizoram, Nagaland and Sikkim. In Nagaland, the number of work days per household was down to 21 from 45 in 2013-14 and 63 in 2012-13. In Mizoram, which recorded 88 workdays per household in 2012-13, it came down to 75 in 2013-14 and then to a drastic 22 in last financial year. Wile in Manipur it was

Dimapur, april 23 (mExN): The Sinai Educational Centre (SEC) organised a one-day educational trip to Life Spring Corner, Dimapur on April 23 where a team of 29 students interacted with the students of the ongoing R5 Sinai Ministry Leadership School. R5 is a month long residential school held with the purpose, “to disciple, train and release leaders for this generation in obedience to the Bible.”

The trip was filled with recreational and creative activities for the SEC students who mostly come from underprivileged families. The trip offered them an opportunity to learn and enhance new experiences by spending time with the learners of R5. Staffs and other volunteers accompanied the students. Administrator of SEC, Dina Ross Longchari shared about the vision and purpose of the educational centre. “SEC is a re-

sult of the passion that God has put in my heart to do something for the poor children. Since its inception in the year 2009, the Centre has gone through a lot of testing time but now we are able to sustain the session without much problem,” Dina phrased. She exhorted the R5 students saying, “If you are thinking of doing something for the society, start with little children. Identify families who are in need in your locality and start giving free tu-

A Treatment Literacy cum consultation workshop was organized by the Network of Naga People living with HIV/AIDS (NNP+) with Dr. Tokugha Yepthomi, Medical Officer, YRGCARE, Chennai as the resource person on April 23 at LCS building Kohima. Dr. Tokugha Yepthomi spoke on the topic ‘Antiretroviral Therapy (ART) - An Update’. The HIV scenario in India as per 2013 report by NACO indicates that India has two to three million people infected with HIV and that there is a growing number of AIDS cases in the country. ART which is the medication used for treating HIV helps in the delay in disease progression, prevent severe OIs, decrease rates of hospitalization, decrease the transmission of HIV and increase survival and quality of life. Yepthomi highlighted on the typical course of HIV infection on an untreated person, ARV targets, baseline investigations, goals of treatment, ART guidelines, initiation of ART treatment. HIV is yet another chronic manageable disease, stated Dr. Yepthomi in his presentation who further emphasized on the treatment and failure of drug resistance such as immunological failure, clinical failure, virological failure.

A bench headed by Justice U D Salvi came down heavily on the state for failing to act against encroachments in the national park and ordered it to submit action taken report regarding the extent of encroachments in four weeks. The tribunal was hearing a plea filed by environmentalist and RTI activist Rohit Choudhury opposing expansion of NH37 which passes through Jakhalabandha to Bokakhat through Kaziranga Park. "We find that despite release of funds, Assam government either delayed its utilisation or did not utilise at all... India building strategic oil reserves to meet emergencies Abheet Singh Sethi IANS

T

aking advantage of weak global crude prices, down 42.5 percent since July 2014, the government is spending Rs.4,948 crore ($800 million) to shore up strategic oil reserves in the first phase of such a project, which can be used during emergencies to power India for around a fortnight. Two giant, rock-cut caverns will soon be pumped full of crude oil in the eastern port of Vishakhapatnam, as part of a set of new underground facilities that will hold India’s emergency oil reserves, reports IndiaSpend. The new storage facilities were approved in January 2006. Its features: - Concrete tanks being built at Vishakhapatnam port that with the other underground facility of natural caverns can hold 1.33 metric tonnes of crude, or the equivalent of 129,221 truck-tanker loads.

- Money left over after filling the Vishakhapatnam storage will be used to buy more crude to fill two more facilities -- at Mangalore and Padur, both in Karnataka on India’s western coast. - A series of pipes will run from the surface and descend into the underground rock caverns. Crude oil will be pumped into the caverns through these pipes. - Put together, the three facilities, managed by the Indian Strategic Petroleum Reserves Ltd, can hold 5.33 million metric tonnes of crude oil, or the equivalent of 517,857 trucktanker loads of 12 kilolitre capacity each. - The strategic reserves would hold enough crude oil to power India for about 13 days, based on the country’s demand, according to data tabled in Rajya Sabha. India needs these emergency oil reserves since it is a net importer of oil. The Ministry of Petroleum and Natural Gas had estimated that in 2014-

2015, the country will import 83 percent (228.41 million metric tonnes) of its oil requirement. The domestic production has been somewhat stagnant. It was 37.7 million metric tonnes in 2010-11 and stood at 38.8 million metric tonnes in 201415. Over five years, India has imported more than 80 percent of its crude-oil requirement. The erstwhile Planning Commission, and now renamed Niti Aayog, in its Integrated Energy Policy of 2006, said supply, market and technical risks were major threats to India’s energy security. It recommended that India “maintain a reserve equivalent to 90 days of oil imports for strategic-cum-buffer stock purposes”. Thus, the country will require additional crude-oil storage of approximately 13.32 million metric tonnes by 2019-20, according to rough estimates, based on existing storage with oil companies and the new facilities being built by Indian Strategic Petroleum Reserves Ltd.

Therefore, the Indian government is planning to build four more facilities for strategic crude reserves at Chandikhol in Orissa, Bikaner in Rajasthan, Rajkot in Gujarat and Padur in Karnataka. These will have a combined storage capacity of 12.5 million metric tonnes of crude oil, as per data with the new company. But India has to catch up. The global standard for strategic oil reserves, as set by the International Energy Association (IEA) for member-countries, is 90 days of net oil imports. The US holds 95 million metric tonnes of strategic reserves, the highest by any country in the world. Japan, which like India is dependent on imported oil, has the second highest reserves with 44 million metric tonnes. China, like India, is in the process of shoring up its strategic oil reserves. As of November 2014, it had acquired 12.4 million metric tonnes. While India now has made a start, there are countries that are well ahead.

New Delhi, April 23 (AgeNcies): Internet-based video and voice call giant Skype is planning to roll out an Indiaspecific version of the company’s application which has been especially designed to work on the country’s low-speed 2G and 3G mobile phone networks, and on mobile phones with limited processor speeds, company spokesperson Filipp Seljanko told The Indian Express on Thursday. The new Skype application, Seljanko said, was the outcome of research conducted by a Skype team which tested several voice and video-over-internet applications on Indian networks, and found competitors like Viber were providing better service. “India’s 2G and 3G network, as well as the mix of phones in use, pose very specific challenges for us,” Seljanko explained. “The new application will be much lighter than the one now available, and will require far less computation resources and memory”. welcome eviction drives at Daldali Tuli citizens start vigil UNTABA Calls for further action in other settlements against illegal taxation

Dimapur, april 23 (mExN): Asserting strongly that the disease of “illegal taxation” is perpetuating factionalism, a vigil against illegal taxations has started at Nagaland Check Gate, Amguri from April 20. The vigil was initiated by the All Ward Union, Tuli, and Adhoc Town Council, Tzudikong on behalf of Tuli citizens and the surrounding “harassed villagers.” According to a press note issued by Media Cell, ACAUT Nagaland, the present exercise is the third phase of vigil initiated since 2014 and will continue indefinitely against any form

of taxation either by factions or by the Police, Veterinary, Forest, Excise, Sales Tax, and Geology & Mining departments at the gate. Earlier at public meeting with ACAUT Nagaland in 2014, the citizens of Tuli had expressed serious concern regarding the menace of unabated taxation leading to factionalism and fratricidal killings among the NPGs, and adopted the slogan, “One Government One Tax.” They also agreed that unless the NPGs come under one banner there can be no end to the disease of illegal taxation perpetuating factionalism.

“The fact that factional cadres collect unauthorized tax in all the inter-state check gates all over the state, including Tuli, along with the police and department personnel is bewildering,” the press note maintained adding that it is contrast to the “commendable initiative” of Dimapur Police Commissionerate which is taking a zero tolerance approach in dealing with tax collectors and extortionists. In this context, the extending its full support to the “zero tolerance approach” of the Dimapur Commissionerate in dealing with crimes, the

W

hen you go to weddings, you hear the announcement, ‘to my extreme right is the vegetarian table. The other tables have the same items and you can go to any of them’. This is a positive move towards equality that we have been practicing during wedding feasts. Officers’ mess or VIP tables were very common in the past. Those were the places where special treatments were given to the VIPs. The tables looked more beautiful, the food items were more special, and there were shorter queues. But thankfully in many programs, we are doing away with that VIP culture. Those who hold feasts are realizing that there should not be preferential treatment in serving food, and all guests should enjoy the same food together. I think the shift is shaped by Christian teaching of equality and the change in culture is brought through practice in church circles. But there is still a long way to go when it comes to the sitting arrangements in churches. Fashionably late comers still get the front rows. VIP culture is very much visible in the roadside behavior of motorists. On a big wide road where there is ample space for overtaking, the escort police stretch out their hands to slow you down so the VIP can pass. Such an instance is not about the VIP being in a hurry for an important meeting (because you are not slowing him down), but it is a sign that you are not as important, and the one passing through has greater authority over the road than you. I once attended a meeting where an MLA said that the bus and taxi drivers in Kohima must be taught driving etiquette. But going by the frequency of driving through a traffic jam and other traffic violations, the VIPs and their drivers might require such trainings more than the other drivers. Several years back, I went for VIP duty to Dimapur. The VVIP was to come to Kohima from Dimapur and I had to be on stand-by for any medical emergency. I thought that I simply had to go and escort him back and it wouldn’t take much time. When I reached Dimapur, he had not eaten breakfast yet. After an hour or so, he had breakfast. Then we were told that to go to Kohima early or late will depend on whether India bats first or not. I don’t remember if it was the toss or the weather, India didn’t bat first and the VVIP decided to go. He took lunch (it took a long time) and it was already late afternoon we set out. The cars were flying and we reached Kohima in about an hour. There were whistles and cars moving in both directions stood like dead meat to make way. It might appear that the VVIP was in such a hurry on a very important official assignment. But it was a day when he took a full day to have breakfast, decide his journey based on a cricket match, take lunch, and head back to base. He wasted the time of a train of escorts (there were lots of us), and others (policemen guarding the highway, fellow travelers, etc) all for his comfort. Having a connection works. A chit from the top works in your application for a job. Having someone on the inside helps in getting things done. Having a prefix before your name (e.g. Dr.) or a designation after (e.g. president, managing director) helps. It is tempting to flash it so people will take notice and ease your passage. So long as we resign to this culture - that our society is run this way and this is the way things are - the desire for status, power, and connection is perpetuated and VIP culture is promoted.

Choosing Your Bedfellows in Politics What does God say? Read Psalm 101 “Politics makes strange bedfellows,” they say, because a politician must work with people from various political factions, whether he or she admires them or not. But for David, the head of state, he would steer clear of all shady alliances. He wanted a clean administration, from the top down. His governing policy was straight and simple: “I will find trustworthy people to serve as my advisors, and only an honest person will serve as an official. No one who cheats or lies will have a position in my royal court. Each morning I will silence any lawbreaker I find in the countryside or in the city of the LORD” (Ps. 101:6-8). The American Experiment As the commander of the Union armies during the Civil War with the Southern States, Ulysses S. Grant became a national hero and went to become the 18th U.S. President (1869-77). After the war, he said, “The war is over--the rebels are our countrymen again.” Grant was personally honest with money matters; however, he was extremely careless with his associates. President Grant's Attorney General George H. Williams stated that Grant's "trusting heart was the weakness of his character." Many of Grant's associates were able to capture his confidence through flattery and brought their intrigues openly to his attention. One of these men, Orville Babcock, gained indirect control of whole departments of the government. Grant unwisely accepted gifts from wealthy donors that cast doubts on his reputability. Nepotism was prevalent, with over 40 family members or relatives benefiting from government appointments and employment. Grant's many scandals included protecting or pardoning those who were accused and convicted of the crimes. When the Whiskey Ring scandal broke out in 1875, Grant said, "Let no guilty man escape, if it can be avoided. No personal considerations should stand in the way of performing a duty." However, when it was found out that his friend Orville Babcock was indicted, Grant testified on behalf of the defendant. When Secretary of War William Belknap was found to be involved in a trading post extortion scam, Grant promptly accepted his resignation without allowing the court to prosecute him. In other words, Grant used his presidential power to protect close friends, particularly his military associates, even when they were obviously guilty of crimes. Okay, so now what? King Solomon says, “A man who strays from the path of understanding comes to rest in the company of the dead” (Prov. 21:16). That is, if you don’t apply understanding, you will end up in bad company and pay a heavy price for it. So, choose your friends wisely. The puzzling rise in nearsighted children To battle an explosion of myopia, eye researchers try more outdoor time, medication, even a giant, translucent cube

C

hildren in this small southern Chinese city sit and recite their vocabulary words in an experimental cube of a classroom built with translucent walls and ceilings. Sunlight lights up the room from all directions. The goal of this unusual learning space: to test whether natural, bright light can help prevent nearsightedness, a problem for growing numbers of children, especially in Asia. With nearsightedness, the eye grows longer, so light doesn’t focus the retina as it should, making more distant objects appear blurry. In the U.S., the rate of nearsightedness in people 12 to 54 years old increased by nearly two-thirds between studies nearly three decades apart ending in 2004, to an estimated 41.6%, according to a National Eye Institute study. In several Asian countries, myopia rates in young people are far higher. A full 80% of 4,798 Beijing teenagers tested as nearsighted in a study published in the journal PLOS One in March. Similar numbers plague teens in Singapore and Taiwan. In one 2012 survey in Seoul, nearly all of the 24,000 teenage males surveyed were nearsighted. Wei Wang, a professor of public health at Edith Cowan University near Perth, Australia, and one of the authors on the recent Beijing study, says genes combine with one’s behavior and environment to cause myopia. However, the fast increase must be due to environmental influences, since genes don’t change that quickly, he says. The World Health Organization helped convened a group of international experts early this year that will review evidence and data on prevention and control of severe myopia. It will release recommendations as soon as this summer, says Silvio Mariotti, senior medical officer and an ophthalmologist at the WHO’s Prevention of Blindness program. The greatest health concern is the increase in severe myopia, which increases the risk of serious eye problems like retinal detachment, glaucoma and macular degeneration, experts say. Treatment is a major problem, too. Though glasses can correct vision in most myopic children, many aren’t getting them. Sometimes this is because parents don’t know their children need glasses or don’t understand how important they are for education. Other times, cultural beliefs lead parents to discourage their children from wearing them, according to Nathan Congdon, professor at Queen’s University Belfast and senior adviser to Orbis International, a nonprofit focused on preventing blindness. Many parents believe glasses weaken the eyes—they don’t. Across Asia, doctors, parents and public-health officials are trying to prevent nearsightedness or keep it from worsening. Some methods are widely used but show little or no evidence of influencing nearsightedness. Those include acupressure-type eye massage based on traditional Chinese principles performed daily by many schoolchildren in China. Other prevention efforts hold more promise. One main strategy being tested is to spend more time outdoors. The other involves a common drug named atropine. Why myopia rates have soared isn’t entirely clear, but one factor that keeps cropping up in research is how much time children spend outdoors. The longer they’re outside, the less likely they are to become nearsighted, according to more than a dozen studies

hat epigram from E.O. Wilson captures the dilemma of our era. Yet the solution of some folks is to disdain wisdom. “Is it a vital interest of the state to have more anthropologists?” Rick Scott, the Florida governor, once asked. A leader of a prominent Internet company once told me that the firm regards admission to Harvard as a useful heuristic of talent, but a college education itself as useless. Parents and students themselves are acting on these principles, retreating from the humanities. Among college graduates in 1971, there were about two business majors for each English major. Now there are seven times as many. (I was a political science major; if I were doing it over, I’d be an economics major with a foot in the humanities.) I’ve been thinking about this after reading Fareed Zakaria’s smart new book, “In Defense of a Liberal Education.” Like Zakaria, I think that the liberal arts teach critical thinking (not to mention nifty words like “heuristic”). So, to answer the skeptics, here are my three reasons the humanities enrich our souls and sometimes even our pocketbooks as well. First, liberal arts equip students with communications and interpersonal skills that are valuable and genuinely rewarded in the labor force, especially when accompanied by technical abilities. “A broad liberal arts education is a key pathway to success in the 21stcentury economy,” says Lawrence Katz, a labor economist at Harvard. Katz says that the economic return to pure technical skills has flattened, and the highest return now goes to those who combine soft skills — excellence

in various countries world-wide. One preliminary study of 2,000 children under review for publication showed a 23% reduction in myopia in the group of Chinese children who spent an additional 40 minutes more outside each day, according to Ian Morgan, one of the researchers involved in the study and a retired professor at Australian National University in Canberra. (He still conducts research with Sun Yat-sen University in the Chinese city of Guangzhou.) Outside the context of the study, it can be a challenge to get children to spend more time outdoors because of the heavy school workload and cultural beliefs about napping after lunch and tanning, Dr. Morgan says. Not all studies looking at outdoor time have shown a difference in myopia rates. Some eye experts say that other factors, like extensive time spent doing what’s called near work, like homework and reading, also likely contribute to the growth in nearsightedness. Dr. Morgan’s theory, which is supported by some animal research, is that light in the eye hits a neurotransmitter called dopamine, which releases chemicals that prevent the growth of the eye that can lead to myopia. Dr. Morgan, Dr. Congdon and a team from Sun Yat-sen are now testing, as reported recently in the science magazine Nature, a so-called bright-light classroom made of translucent plastic walls in Yangjiang to see if the children can focus and sit comfortably in the classroom. So far it appears the answer is yes. Sui Weixuan, 12, says the room at Yanxi Experimental Primary School, which seats about 50 students, is hotter than their traditional classroom. But she likes it better because it has better light. Many classmates echoed those sentiments. Weixuan believes her eyesight deteriorated because she was watching TV and using the computer too much. “My parents told me, but I couldn’t control it,” says the petite girl with a wide smile and oval, black frames. Since she got glasses, she’s afraid of going blind one day and has curbed her TV-watching to one hour a week from three to four hours. The research team hopes to start rotating children into the classroom for several hours each day starting this fall, Dr. Morgan says. Eye doctors in parts of Asia already commonly recommend that children get outside more. But it can be surprisingly hard to get families to cooperate, some say.

Jason Yam, an ophthalmologist and professor at the Chinese University of Hong Kong, says it’s the first piece of advice he gives parents who bring in their nearsighted children. “The parents say yes, but they don’t do it,” he says. Usually they come back and say their children didn’t have time to go outside because of homework. However, when he brings up another prevention strategy—using daily atropine eye drops—parents are very committed, Dr. Yam says. Atropine, a drug used for decades to dilate the pupils, appears to slow the progression of myopia once it has started, according to several randomized, controlled trials. But used daily at the typical concentration of 1%, there are side effects, most notably sensitivity to light, as well as difficulty focusing on up-close images. In recent years, studies in Singapore and Taiwan found that a lower dose of atropine reduces myopia progression by 50% to 60% in children without those side effects, says Donald Tan, professor of ophthalmology at the Singapore National Eye Centre. He has spearheaded many of the studies. Large-scale trials on low-dose atropine are expected to start soon in Japan and in Europe, he says. Researchers are unsure how long children should use the eye drops for maximum effect. So far, the longest study has followed children for five years. In Singapore, children typically receive drops for three to six months at the first sign they’re becoming nearsighted. If their myopia continues to progress, they typically continue the drops for up to a year, Dr. Tan says. Other doctors say that because the side effects are minimal, children should continue using lowdose atropine drops until major eye growth is over, usually around the time of puberty. Dr. Tan says that exposure to the drops should be limited, as with any medication, to as short a period as possible. Spending time outdoors is a low-risk solution, so the strategy can be applied broadly to children, says Karla Zadnik, dean of the Ohio State University College of Optometry. “Because more light is almost like fluoride in the water, it’s being applied to children without regard for their individual risk of myopia,” Dr. Zadnik, who has been studying myopia for 25 years, wrote in an email. But more invasive or expensive treatments mean that children should first be assessed for their risk for developing nearsightedness before trying them, she says.

And an economics major or computer science major or biology or engineering or physics major who takes serious courses in the humanities and history also will be a much more valuable scientist, financial professional, economist, or entrepreneur.” My second reason: We need people conversant with the humanities to help reach wise public policy decisions, even about the sciences. Technology companies must constantly weigh ethical decisions: Where should Facebook set its privacy defaults, and should it tolerate glimpses of nudity? Should Twitter close accounts that seem sympathetic to terrorists? How should Google handle sex and violence, or de-

famatory articles? In the policy realm, one of the most important decisions we humans will have to make is whether to allow germline gene modification. This might eliminate certain diseases, ease suffering, make our offspring smarter and more beautiful. But it would also change our species. It would enable the wealthy to concoct superchildren. It’s exhilarating and terrifying. To weigh these issues, regulators should be informed by first-rate science, but also by first-rate humanism. After all, Homer addressed similar issues three millenniums ago. In “The Odyssey,” the beautiful nymph Calypso offers immortality to Odysseus if he will stay on her island. After a fling with her, Odysseus ultimately rejects the offer because he misses his wife, Penelope. Third, wherever our careers lie, much of our happiness depends upon our interactions with those around us, and there’s some evidence that literature nurtures a richer emotional intelligence. Science magazine published five studies indicating that research subjects who read literary fiction did better at assessing the feelings of a person in a photo than those who read nonfiction or popular fiction. Literature seems to offer lessons in human nature that help us decode the world around us and be better friends. Literature also builds bridges of understanding. Toni Morrison has helped all America understand African-American life. Jhumpa Lahiri illuminated immigrant contradictions. Khaled Hosseini opened windows on Afghanistan. In short, it makes eminent sense to study coding and statistics today, but also history and literature. John Adams had it right when he wrote to his wife, Abigail, in 1780: “I must study Politicks and War that my sons may have liberty to study Mathematicks and Philosophy. My sons ought to study Mathematicks and Philosophy, Geography, natural History and Naval Architecture, navigation, Commerce and Agriculture, in order to give their Children a right to study Painting, Poetry, Musick, Architecture, Statuary, Tapestry and Porcelaine.”

few days ago I attended the international launch of the Global Monitoring Report on Education for All goals. This is the annual report card of the governments and international community on their performance in delivering education. This time around the report spells out the achievements and challenges faced during the period 2000-2015. I had mixed feelings while addressing the gathering. We can be happy that half of all countries have achieved the goal of Universal Primary Enrollment. One-third of the countries have achieved the education targets. More money is being spent on education and the number of out-of-school children has been reduced by a half. I recall those days and even nights back in the year 2000 in Senegal when we drafted and finalised the Education for All Goals. I was a part of this exhaustive process that involved thorough discussions and deliberations with government representatives and other stakeholders. These goals were not mere dreams. All of them were quite achievable. Yet, today education is undeniably under attack. The families of students who were brutally assassinated in Kenya are still in shock. It has been over a year since the 200 Chibok schoolgirls were abducted in Nigeria. The massacre at Peshawar was devastating. I was shattered when a mother in Peshawar told me that "I had sent my son in uniform but received his dead body in a coffin". The very fact that the school bag and water bottle were still on the body of this child proves that one can kill the innocent, but one can never kill education. Even if a single child is denied education, I cannot celebrate. One child who is not in school is one too many. I refuse to accept that the world is so poor that it cannot bring all its children to school. Education is under threat because donor governments have failed our children time and again. Isn't it a pity that in today's knowledge-driven world less than 4% of global aid goes for education? I was one of the founding members of the high level group on education in UNESCO in 2001. I underlined again and again that until we address the issues of hardest-to-reach children, we cannot achieve the rest of the millennium development and education for all goals. Millions of children are trapped in slavery and bonded labour. Millions of children are sold

and bought like animals. Girls are all the more vulnerable to gender-based violence. They are invisible slaves working as child domestic labourers. Recently I was travelling in remote areas of the Ivory Coast. I met a child who was born in 2000, the same year when the International Community had pledged completion of Universal Primary Education by 2015. In fact he was born in exactly the same year and month. He had been working at a cocoa bean (the main ingredient of chocolate) farm. He was a bonded child labourer. It was difficult to communicate because of the language barrier. With the help of my colleagues, I asked the boy, "Do you like chocolates?" To my absolute surprise, he said, "What is chocolate? I've never tasted it." I said, "You produce the main ingredient of chocolate and you have never had a chocolate?" With the help of my colleague I told the boy "We will help you go to school". The child asked, "What is a school?" I said, "It is where you get an education." The boy replied, "It is too late for me to go to school." A 13- to 14-year-old child feels that it is too late to go to school. What a travesty! I was in Latin America where a local organisation had rescued a group of girls from the street. I started talking to one of them. She was also born in the year 2000. I said, "You are free now. You can go to school. " She replied, "It is too late for me; I am no longer a child." The girl had been sexually abused. She had lost her sense of childhood. We are indeed late. You and I are late. But millions of such children who are trapped in these situations, denied education - a fundamental right -- cannot afford to wait. Here I am not talking about the Constitutions or laws, I am talking about the denial of the rights God has given to us, and that is the right to learn. This is a fundamental right given by nature. Can we really call ourselves civilised when 168 million children are child labourers out of which 85 million are engaged in seriously hazardous work? Another threat that looms large is the ever growing intolerance among young people. The rate at which this intolerance is converting into violence is shocking. Trust you me, the day is not too far when this situation becomes irreparable and the world will be at the point of no return. All these challenges can only be addressed by education. Education should be such that is able to respond to global crises and inculcate the objectives of life, future security, mutual respect, value of global citizenship, human values and morals and most importantly

the virtue of peace. The journey of education should logically lead to employability, entrepreneurship, empowerment, equity and ethics. Education is the key to human rights and development. When one door of a classroom opens for a child, a million doors of opportunities open up. There is no other tool as powerful as education to break the shackles of mental and social slavery. Education is the prerequisite for social and economic justice, sustainable societies and effective democracy. There is no source of light as bright as education. One cannot imagine any beauty in society without education. An additional US$22 billion a year is required for basic education, which is even less than a week of global military expenditure. Are we asking for the moon? Without re-inventing the wheel every time, we can learn enough from the successes already achieved in promoting education. From my experience as an activist for over 35 years now I would like to share with you the 10 success mantras that have stood the test of time in countries giving a big boost to education. Education has prospered: (1) Wherever governments have demonstrated political will and honesty towards children through sufficient budgetary allocations, and where donors have pledged long-term predictable financing for education. (2) In countries that have made and enacted laws for Right to Free and Compulsory Education and where there has been inter-departmental coordination and convergence of policies and programmes. (3) In countries that have abolished school fees and associated expenses like syllabus books, uniform, transportation etc. (4) Where an adequate number of qualified teachers were employed. (5) Wherever education has been incentivised especially for the marginalised children (like the mid- day meal scheme in India or conditional cash transfer schemes like Bolsa Escola in Brazil). (6) Wherever the environment has been conducive to learning. This includes a child-friendly curriculum and the teaching medium being in the local language. It also includes special attention paid to infrastructure like better schools or a separate toilet for girls. Wherever safety and security have been given due attention. (7) Wherever the hardest to reach category of children have been addressed and systematically and effectively linked with education sector planning. Here I am talking about child labour, children trafficked for forced labour, child slaves, child prostitutes, children of migrant parents, children with special needs, child marriages, children in armed conflict and fragile states, children living in remote areas, children from the minorities etc. (8) Wherever social protection floor practices and decent working conditions have been ascertained for adults. (9) Where ever civil society has been proactive and vigilant. (10) Wherever the communities are sensitised, engaged and empowered, enrollment and retention rates have significantly climbed up. So, what's stopping us from replicating these tried and tested principles in every part of the world for the sake of our children? After all, what is more important than investing in our children? It is very much possible to achieve Education for All goals only if we are globally organised and have honesty of purpose. If we have the political will and pledge adequate funding and financing. If we are able to build innovative partnerships to create new ways to get money for education. If we are able create a multilateral ambience and engage all stakeholders of the society. If we can do all of the above, we can surely achieve the goal, and that too within our lifetime. We have to put our acts together to ensure that no child is bereft of education. Denial of education is violence against children. The future of humanity is at stake over here. We have to take a firm resolve that our generation will be the last generation to see illiteracy. Let us together make way for that golden period when our children would read in their history textbooks: "There once existed an evil called illiteracy..."

railways and the issue of ilp in Nagaland A Subject Matters recent news report in one of the Assamese daily stated that the works of the proposed Dimapur-Kohima (Zubza) railway line, which has been delayed for many years, is finally expected to pick up once the surveys being carried out gets over. This surveyis expected to be finished by May, and the works started latest by August. The news item also noted that an agreement on the land compensation issue has been finally settled. Things at the moment appear to be moving slowly, yet, once the actual works start, there should be no looking back. The change that the railways will bring to the dreamy town of Kohima and beyond will be momentous. No proper public debate on the proposed project has taken place and the same appears to be the need of the hour. So, here is a simple question to start with: Is extension of railways to Kohima desirable and beneficial?At first glance, one would wonder how such a silly question could be raised; the answer would be an emphatic “Yes.” Why, the fare of a passenger moving to and fro between Kohima and Dimapur would be reduced from the present Rs. 220 (from a local taxi) to anywhere between Rs. 50 – Rs. 100 by train, and the inconvenience of traffic jams, bumpy roads, and manoeuvring of the curves and bends of the road will all be gone. Train travel should also be safer; and once goods are transported through this mode, if taxations by unwanted elements are controlled, prices of goods not only in Kohima but throughout Nagaland will fall as the cost of transportation of goods by trains will be lower than those transported by trucks or other vehicles. This will all lead to increase in savingsleading to more investments in areas that the state needs. It should also increase consumption in other areas so that the misplaced fear of unemployment will be tackled. This should apply to drivers plying passengers to and fro. Creation of employment should also work the other way round i.e. the people from the state could also produce more and transport the same to other parts of the country. The state’s potential in agro-based indus-

The fears can be divided into two – economic and social. Economically, the fear is that it will lead to loss of employment – of the hundreds of taxi drivers. The fear has been debunked above. In fact, it will create more employment not only by way of people transporting goods but also people producing goods themselves to find better markets. The lack of proper markets at the moment is a big drag on the state’s economy. Socially,there is thefear that it will lead to an influx of people from mainland India, slowly making the indigenous Nagas a minority within Nagaland. The Inner Line Permit (ILP) which is in place at the moment has been found wanting – not in its provisions but in its implementation. The other issue is that of the illegal Bangladeshi immigrants (IBIs) which has been in the limelight for quite awhile. The fear being that the introduction of railways will serve as a gateway for the IBIs to fill parts of the land not yet filled. Increase in crime rates due to the above two reasons is also to be considered. Train journeys give easier mobility for criminals to exploit.

The fears are not unfounded. The issue of ILP was the reason why Arunachalees had protested the introduction of railways in their state. In April 2014, railways were introduced for the first time in Arunachal Pradesh. Passengers who had a railway ticket were allowed access to the state without any verification of ILP. This led to an alarming increase of non-locals in the state. Though the state’s administration had promised to check the entry of non-locals, it failed to deliver as promised.Huge protests by students’ union bodies like the All Nishi Students Union (ANSU) and the All Papumpare District Students’ Union (APPDSU), and other civil society organizations led to the suspension of railway services for sometimes before resuming them again. Demands of these organizations include: 1. The framing of a proper mechanism to execute the ILP provisions before the resumption of rail services. 2. White paper assurance from Northeast Frontier (NF) Railway authority to ensure that the C and D grade job are reserved for local people in particular and people of Arunachal Pradesh as a whole. The result of all these has been the decision by the state government to set up ILP counters at the railway stations, besides the whole issuecreating more awareness to the people. Extending railway services to the state capital will be a momentous occasion to celebrate with all the benefits that it will bring. However, proper mechanisms have to be set in place to keep undesirable outcomes away. Also a demand for a certain percentage of lower-grade jobs reserved for indigenous Nagas will not be far-fetched. Both demands will have to be fight for. These issues, however, do not seem to be in the mind of the people at the moment. May be, it will happen in its own good time. et neutrality’ means non-discriminatory access to an open internet, and new US rules – pushed by activists – block companies from undermining this. On February 26, 2015, after millions of people rallied in favor of it, the US Federal Communications Commission (FCC) passed a set of rules that protect internet users' right to speak freely and to access information online without interruption or discrimination — a concept called Net Neutrality. These rules ensure that the “common carriage” obligations that have been applied to telephone providers for decades, once again will apply to broadband providers. In practical terms, the FCC rules guarantee the rights to speak freely and access information online, uninterrupted and without discrimination. “This is a real victory for freedom of expression and access to information in the United States,” said David Kaye, United Nations Special Rapporteur on Freedom of Expression. However, the internet is global and the battle is far from over. The vast majority of internet users live outside the US, in countries where broadband providers are free to slow down, block, or otherwise interfere with content. The FCC’s decision sends a message to governments around the globe that they, too, must protect the right to seek and impart information. It’s also a message to global digital rights advocates: if the US can pass such protections, so can other countries. For centuries, the concept of “common carriage” — the idea that transportation and communication networks must be open to all, without discrimination — has guided trade routes, railway lines, postal services, and telecommunications. Think of the postal service: we pay to send a package, and no matter who we are or whom we are sending it to, we trust that our package will arrive without being intentionally slowed down or otherwise disrupted. Or think of phone networks: when we tap “Call,” we are connected to the person on the other end, without being charged a fee based on who we are or whom we are calling. Thanks to common carriage obligations put into place in the early 20th century, phone companies could charge extra for things like long distance calling and call waiting. They could not, however, give priority to companies who might pay more for speedier or priority connections, nor refuse people access to the service. Early internet connections were given the same protections. But starting in 2002, company lobbyists convinced weak regulators to begin to revoke common carriage obligations for broadband providers. In subsequent years, the FCC, the agency charged with overseeing US telecoms, refused to consider Net Neutrality rules that it deemed too politically difficult to implement. Last year, the then new FCC Commissioner, Tom Wheeler, had the chance to reverse the agency’s timid approach to internet policy. Instead, he proposed rules that would have been too weak — and too legally unsteady — to rein in companies like AT&T, Comcast, and Verizon. Most assumed the private sector companies had won Wheeler to their position. They were determined to create an unequal (although, for them, more profitable) internet, with digital fast lanes and slow lanes. Fortunately, millions of US internet users fought back, telling Chairman Wheeler to scrap his proposed rules and go back to the drawing board. He did, and returned with a plan to classify broadband providers as common carriers under Title II of the US Communications Act. The move is an acknowledgement that an open, non-discriminatory public network is vital for ensuring our rights to access information and to free expression. The human rights connection seems obvious, yet in the halls of power around the world it is still politically contentious. Chairman Wheeler is something of ahistorian of communication networks, and he likes to draw explicit connections between open networks and free expression. He recently said, in response to critics of the new FCC rules, that the rules are “… no more regulating the internet than the First Amendment regulates free speech in our country.” Global Net Neutrality advocates and regional policymakers can, and should, make similar connections. The time is now: the European Union is currently weighing Net Neutrality rules via its Telecoms Single Market regulation, and in India a fight is brewing over a regulator's proposal that would fail to create Net Neutrality protections for users, and yet subject internet companies to constrictive regulation. Meanwhile, nearly 70 organizations from around the world have come together to create www. thisisnetneutrality.org, a global coalition dedicated to advancing Net Neutrality protections in every region. Such a platform is crucial as advocates from different hemispheres attempt to work together to protect basic rights around the globe. Article 19 of the Universal Declaration of Human Rights states, “everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.” In the internet age, that last clause — “to seek, receive and impart information and ideas through any media” — cannot be upheld without a guarantee that vital networks remain open and nondiscriminatory. And that means Net Neutrality, everywhere.

Police accuses AAP leaders of having instigated suicide

new Delhi, april 23 (pTi): The Delhi Police has accused the Aam Aadmi Party and its leaders of having instigated Rajasthan farmer Gajender Singh into committing suicide and putting all sorts of obstacles in their efforts to rescue him. It has also dismissed the magisterial probe ordered by the Delhi Government saying that it has no jurisdiction in the matter. Under attack from AAP that the police did nothing to rescue the 41-year-old farmer during its rally at Jantar Mantar yesterday, the police said in its FIR that neither the workers nor the leader cooperated with it. “This is totally an incident where AAP workers and leaders instigated the man to commit suicide and they also did not pay heed to requests made by police,” says the FIR. The FIR was registered under Section 306 (Abetement of suicide), 186 (Obstructing public servant in discharge of public functions) and 34 (common intention) of IPC in Parliament Street Police Station. The two-page FIR, filed on the complaint of S S Yadav, an inspector who was

In Libya’s anarchy, migrant smuggling a booming trade CAIRO, APRIL 23 (AP): Libya’s chaos has turned it into a lucrative magnet attracting migrants desperate to make the dangerous sea voyage to Europe. With no central authority to stop it, business is booming, with smugglers charging ever more as demand goes up, then using the profits to buy larger boats and heavier weapons to ensure no one dare touch them. It’s a vicious cycle that only translates into more tragedies at sea. With each rickety boat that sets off from Libya’s coast, traffickers rake in hundreds of thousands of dollars. So assured are they of their impunity that they operate openly. Many even use Facebook to advertise their services to migrants desperate to flee war, repression and poverty in the Middle East and Africa. And they are armed to the teeth, often working with powerful militias in Libya that control territory and hold political power. One coast guard officer in Sabratha, a Libyan coastal city that is a main launch point for smugglers’ boats headed to Europe, said his small force can do little to stop them. Over the weekend, a ship packed with migrants capsized off Libya, leaving at least 800 dead, the deadliest shipwreck ever in the Mediterranean. At least 1,300 people have died in the past three weeks alone, putting 2015 on track to be the deadliest year ever. During his rule, Gadhafi

struck deals with Europe to police the traffic, helping to keep the numbers down. In 2010, some 4,500 migrants made the perilous crossing from North Africa to Italy, the vast majority departing from Libya, according to the EU border agency Frontex. In 2014, that number spiraled to more than 170,000. By comparison, just under 51,000 took the secondmost-popular smuggler route into Europe in 2014 — from Turkey into Greece and the Balkans. That was about the same as in 2008. European authorities have been scrambling to find ways to deal with the crisis. One proposal is to

Equality Now, an international organisation that campaigns for the rights of women and girls, launched an online campaign across social media on Wednesday to promote female candidates to lead the U.N. after current Secretary-General Ban Ki-moon steps down at the end of 2016. The campaign aims primarily at U.N. ambassadors from China, France, Russia, the United Kingdom and the United States, the five permanent members of the U.N. Security Council, who traditionally select a single candidate for ratification by a majority vote of the 193 member states. “The selection process for the next UN Secretary-General is a great opportunity to bring us a step closer to gender equality globally,” Antonia Kirkland, legal advisor at Equality Now, said in a statement. “We are hopeful that there is more momentum now to make this a realistic possibility.” She also raised questions about the secretive process by which permanent members of the Security Council decide on a candidate, an issue of growing concern to a number of member states and non-governmental organisations (NGOs). “It is also vital we ensure that a trans-

NEW YORK, ApRil 23 (Ap): Wladimir Klitschko looks around the boxing landscape and sees young heavyweights, lots of young heavyweights. At his age, 39, that's hardly unnatural. What is unusual is that none of those youngsters — or any other opponent — has presented much of a challenge for his championship belts. Klitschko has been on top for nearly a decade since taking the WBO crown from unbeaten Samuel Peter in 2005. He added the other alphabet titles during a string of wins that now has reached 19. Yes, many of them came against unimpressive opposition, but that's hardly Klitschko's fault. If the rest of the heavyweight field is, well, lightweight, he just goes about his business of compiling victories. He has 63 of those, 53 by knockout, heading into Saturday night's defense against undefeated American Bryant Jennings (HBO, 10 p.m. ET). That will be his

27th title fight, matching a heavyweight record set by Joe Louis. "How long I've been champion, how many title defenses I've made, I still don't want to compare myself with any of the great heavyweights," Klitschko said. The Mahendra Singh Dhoni-led franchise was transferred to a subsidiary called Chennai Super Kings Limited in February for just Rs 5 lakh. Chennai Super Kings Ltd, a subsidiary was formed by N Srinivasan's India Cements after the Supreme Court cited a conflict of interest for the ex-BCCI chief between running it and owning the IPL team through India Cements. Teacher Training workshop for Classical Guitar

Teacher Traini n g Wo rk s h o p f o r Classical Guitar got underway at the Hope Center for Excellence, Dimapur on Thursday. The workshop is being conducted by Paul Cesarczyk, a Polish-born American guitarist and guitar teacher. Sponsored by the Indian Guitar Federation (IGF) and cosponsored by North East Zone Cultural Centre (NEZCC), the workshop is being hosted by the Nagaland Classical Guitar Society. About 25 participants have joined the workshop and they include guitarists and guitar teachers from across Nagaland, Northeast and Kolkata. Speaking during the inaugural of the workshop, Avik Saha, President, IGF, stated that “music just brings people together” and expressed hope that Nagaland would hold onto music. “Any society which has more musicians than lawyers

will succeed” Saha quipped. Saha informed that the IGF would continue to hold such workshops so that teachers of music can receive training regularly. The Teacher Training Workshop is based on the graduate pedagogy course Cesarczyk teaches at Mahidol University, College of Music in Bangkok, Thailand, where he serves as the Guitar Department Chair. Even though the workshop is primarily aimed at guitarists, Cesarczyk informs that the course can be appreciated by non-guitarist. The theories he will be teaching is applicable to any type of musician, he says. Cesarczyk informs that the workshop will comprise of a series of lectures combined with teaching demonstrations, master classes as well as group lessons – where they will combine to form an ensemble. “I hope to be able to give participants a background on guitar technique, philosophy, interpretation of music and performance,” Cesarczyk says. For Cesarczyk, Classical Music can help develop skills for life. “The skills that you get in classical music is not only for performance but it also helps develops other

skills. For e.g. music develops focus, music helps develop personality,” he says. “In general, music helps society and culture,” he adds. As a teacher, Cesarczyk keeps himself motivated by seeing the potentials of students. “I am motivated to bring that potential out,” he says. As a performer, however, he motivates himself to musically express “a thought or a feeling” to the best of his ability.

Cesarczyk has performed widely across the US, Europe and Asia and has been teaching guitar for about 20 years now. His dedication in teaching has produced numerous prizewinners in national and international competitions. Cesarczyk is a recipient of several prestigious awards including the Andres Segovia Award, the Aaron Copland prize from American Society of Com-

eenage Internet Sensation Shawn Mendes has shot to the top of the U.S. Albums Chart thanks to 119,000 first-week sales of his debut release Handwritten. The 16 year old becomes the youngest artist to hit number one on the Billboard 200 since Justin Bieber in 2010 - the Baby singer was six months younger than Mendes is now when he hit the top with My World 2.0. Though Mendes doesn’t currently have a single out at the moment – meaning that Hand-

The jeans will be recycled into insulation to be installed in homes in New

Orleans, Louisiana, an area still being rebuilt following 2005 hurricanes Katrina and Rita. Crow says, "I hope to influence as many people as possible to recycle their denim through the Blue Jeans Go Green program... It's a really simple way to help the environment, help communities in need and complete an environmental cycle that begins on the farm and ends with us. To think that my old jeans could help insulate a house is just an incredible idea, I'm excited to work with Cotton Incorporated on this initiative." loyd Mayweather Jr. refused Wednesday to back off earlier comments declaring himself a better fighter than Muhammad Ali. Mayweather said he respects Ali's great career and the things he did outside the ring. But he said he believes he has done as much in boxing as the legendary former heavyweight champion ever did, without the losses that Ali suffered in his career. "He called himself The Greatest and I call myself TBE (The Best Ever)," Mayweather said. "I'm pretty sure I'll get criticized for what I said, but I could care less. I could care less about the backlash." Mayweather had earlier said that he was better than both Ali and Sugar Ray Robinson, pointing to his 47-0 record as proof. He also said he would never have lost to a fighter like Leon Spinks, who beat an aging Ali in 1978 after having just seven pro fights. "I just look at Ali's career when he fought Leon Spinks and lost to a fighter with seven fights," Mayweather said. "There were some other fights he lost and he's still known as The Greatest because that's

Los AngeLes, ApriL 23 (AFp): Tickets for the richest fight in boxing history, between Manny Pacquiao and Floyd Mayweather, can finally go on sale this week after the two sides reached a deal. Promoter Bob Arum told American sports broadcaster ESPN that a bitter dispute between Pacquiao's camp, Mayweather Promotions and the MGM Grand Hotel venue had finally been settled. "I want to apologize for this dragging out for the length of time it has," Arum told ESPN. "At least we were able to sort it out." The dispute had been preventing the release of tickets for inside the Grand Garden arena and to watch the fight on closed-circuit television. Last month, Leonard Ellerbe, chief executive of Mayweather Promotions, said tickets would be priced between $1,500 and $7,500. Very few tickets are expected to be available to the public with the majority of seats in the Grand Garden arena being reserved for organizers, sponsors and friends and family of the two camps. Tickets are supposed to go to Pacquiao and Mayweather's camps, HBO, MGM Grand and Showtime. The ticket fiasco is just that latest issue of contention in the build up to the fight which is expected to generate a record $400 million in revenue.
