KAthMANDU, APRIL 26 (AGENCIES): More than 2,500 people had been confirmed dead in the Nepal earthquake as of late Sunday, and indications suggest the death toll across four countries is likely to rise substantially in the coming days. The magnitude-7.8 quake was the worst to hit Nepal in eight decades and caused damage and fatalities in neighboring countries. Strong aftershocks were still being felt Sunday, including one with a magnitude of 6.7. The Tribhuvan International Airport in the Nepal capital was closed to avert any crisis but was later re-opened in the afternoon, airport officials said. The government said search and
rescue operations were continuing and the toll may rise further. Meanwhile, 22 bodies have been recovered from the Everest base camp after avalanches hit the slopes of the world’s highest peak, the Nepal tourism ministry said on Sunday. At least 217 tourists have been reported missing, the ministry said. As many as 32 people were rescued from the base camp and airlifted to Kathmandu, while 29 were admitted to a hospital in Lukla. Thousands of men, women and children in Kathmandu spent Saturday night out in the open, facing the prospect of spending another night without shelter. Many lay on plastic sheets or
cardboard boxes wrapped in blankets. Most ate instant noodles and cookies to ward off the hunger. The UN said that hospitals were running out of rooms to store bodies and medical supplies. U.S. Geological Survey seismologist Paul Earle said the quake happened on what is known as a “thrust fault.” That describes the situation when one piece of the Earth’s crust is moving beneath another piece. DIMAPUR, APRIL 26 (MExN): The Nagaland Pradesh Congress Committee (NPCC) today claimed that the Congress had “rescued” the TR Zeliang government “on the request and appeal made by Chief Minister TR Zeliang, NPF President Dr Shurhozelie and NPF Secretary General KG Kenye to provide stability and deny foothold to communal forces.” The three NPF leaders, NPCC informed “are living witnesses as to how they needed the crucial support of Congress to stay afloat when the dissident campers with all out support from BJP desperately tried every trick in the book to dislodge TR Zeliang as Chief Minister.” Responding to a recent statement from the Nagaland BJP President, the NPCC reminded that there is an NPF led government in Nagaland and not a BJP led government. Alleging that the BJP is guilty of “political vulgarism” the NPCC claimed that it has “maintained a disciplined approach and had stepped in to save the state from heading towards constitutional crisis due to prolonged political uncertainty.” When the 8 Congress legislators decided to throw their weight behind TR Zeliang, the NPCC said that the BJP “was cornered without any options but to vote for TR Zeliang government at the last minute, a move that is now being hailed as their strategy as face saving measure when their strategy to dislodge TR Zeliang badly misfired.” The NPCC further alleged that the present BJP Nagaland President had, between January and till the first week of February, approached Congress leaders to the join BJP and to
lead a coalition government with the dissident NPF group. However, NPCC revealed that this request was “flatly turned down since the Congress cannot compromise on its principles and the rights of the Nagas.” The NPCC said that the BJP’s mission for a Congress free India is “nothing but a mission of imposing their authoritarian regime without any opposition parties.” On the assertion made by the Nagaland BJP to work for a Congress free NLA, the NPCC termed it as an effort to “impose the hegemony of BJP-RSS agenda in the state that dictates the people on what not to eat (beef consumption) and what to believe and subscribe even on matters of faith.” It further reaffirmed commitment to “defeat the onslaught of communal forces who are currently at our doors” and condemned leaders “who are ready to disown their own upbringing and beliefs in their quest for sharing the spoils of power.” The NPCC further clarified that the Congress has “never rooted for a party-less government but is simply waiting for both the Chief Minister and the NPF President to honour their commitment.” On allegations that the former UPA government at the centre had failed to address the Naga political issue, the NPCC asked “what was the BJP led NDA government contribution while in power from 1998-2004 other than merely talk about recognizing the uniqueness of Naga History to humour some main stakeholders?” The NPCC further reminded the BJP that any solution to the Naga political issue will have to be realized through a constitutional amendment and that the BJP alone can never have its way “if it continues to live in fool’s paradise by ignoring the opposition parties.” Any solution without constitutional amendment will only be a piecemeal solution that will have no logical conclusion, it added.
BANGALORE, APRIL 26 (AGENCIES): The Kohima Science College, Jotsoma and the Nagaland Science & Technology Council (NSTC) are two of six institutes that will co-ordinate with the Indian Institute of Science and the National Centre for Biological Sciences (NCBS) to study chemical ecology. The questions to be addressed in the study include what sort of unspoken language exists between pollinating insects and flowers? Do flowers talk to each other? How do bacteria communicate with the environment around them? Such questions mark the immense
“detective” work that will be undertaken by the NCBS in the seven northeastern States. The work, focussing on chemical ecology, received a major fillip recently with the Department of Biotechnology granting Rs. 26 crore for the five-year project. Though the NCBS had been conducting research in Sikkim on a smaller scale, the grant will now enable it to extend its work of training ecologists and students in the region as well as explore the “uncharted territory” of the northeastern forests. “Research in chemical ecology in India has not happened…it is almost nothing. On hearing the news of tensions erupting at the Assam Nagaland border on April 24, the Ao Senden led by its Vice President O Shilu Jamir and General Secretary S Panger Ao visited the spot at Yajang Village today. According to the sources in the village, miscreants from the Assam side of the border destroyed jhum fields belonging to Yajang village on April 24. Yajang village Chairman, Imtionen, alleged that on April 24, miscreants from Assam, including Assam police and CRPF personnel entered the jhum fields and destroyed orange, beetle nut and mango saplings. A make shift rest house in the field was also reportedly destroyed. The Ao Senden has expressed shock at the incident and stated that such acts show the insensitivity of the law enforcing agencies in Assam. It urged NGOs and government agencies to extend help to villagers of Yajang village. The Ao Senden asserted that ancestral land must be maintained and that it is the duty of the people to safeguard their land. Calling for alertness among people living in the border areas, it urged that government officials should be notified immediately of such incidents so that proper action can be taken without violence. Vijay Raghavan, DBT Secretary, said: “Scientific and technological advances allow the deciphering of the chemistry of specific interactions…such interactions are scientific detective work of the highest order… this will be transformative for both new science and new and sustainable biotechnology in this area.” The other North East institutes involved in the study are Rajiv Gandhi University, Arunachal Pradesh, the North-Eastern Hill University, Shillong, the Institute of Bio-resources and Sustainable Development, Imphal, and their regional centre at Sikkim.

‘Poor connectivity hinders business with North East India’
NEw DELhI, APRIL 26 (IANS): India’s northeast is considered the gateway to Southeast Asia and crucial for its Act East Policy, but Vietnam’s envoy here says that poor road and air connectivity are a hindrance to developing tourism and other economic linkages with it. “There is need for the Vietnam tourism industry to earn revenue. But there is no point in the Southeast Asian nations to endorse tourism in India’s northeast, as the people and the region are similar to ours,” Vietnam’s Ambassador to India Ton Sinh Thanh told IANS: Thanh also said the poor road and air connectivity in the northeast - both within the region and to the outside world - “makes it difficult for outsiders to reach the interior areas, which is a major hurdle”. According to Thanh, even in terms of trade Vietnam “has not benefited much” from the
northeast region in comparison to other parts of India and economically the northeastern region of India has “nothing much to offer”. The ambassador said Vietnam faces tough competition from the other Southeast Asian nations like Malaysia, Singapore, Thailand and the Philippines in terms of attracting tourists from India. Though the number of tourists from India to the Association of Southeast Asian Nations (Asean) rose in the last three years, from 18,000 in 2011 to 55,000 in 2014, only a meagre 0.25 percentage chose to travel to Vietnam, he said. “We still receive only a minute percentage of the total Indian tourists going abroad. But tourists from India’s northeast are almost zero. Probably the reason behind that is the low income of the people in that region,” Thanh told IANS.
“Only when the northeast region develops and its purchasing power increases, Vietnam can think of promoting its tourists to travel to that region,” said Thanh. Vietnam is planning to set up several visa facilitation centres across India to boost tourism to that country. Asked if there was any plan to set up such centres in the northeast, Thanh replied in the negative. “We have plans to open a visa facilitation centre only in Kolkata, not any other part of eastern India,” he said. “The northeastern region has great potential to emerge as a tourism hub of India, but currently there is need to boost the economic development of the states,” he added. A delegation of 15 top Vietnamese tourism agencies is in New Delhi to participate in the three-day Global Exhibition on Services underway at Pragati Maidan.

Business people of various trades in Mokokchung town have raised alarm after several ‘Weekly Bazaar’ opened up around the town, fearing these ‘temporary markets’ would ‘destabilize the formal market’ and have questioned their legitimacy. These ‘Weekly Bazaar’ are being set up by some Assam based traders who sell various goods, including perishable items, livestock, garments and household items. Four such markets are currently in operation in the immediate periphery of Mokokchung municipality: Near the ISBT Complex Khensa village which opens on Mondays; at Anangmen Sector of Mokokchung village that opens on Wednesdays; at FAC Campus near Chuchuyimpang village that opens on Thursdays; between Sewak Gate and Ungma village that opens on Saturdays. It is learnt that these markets are being opened for an “unspecified period of time” with the permission of the district administration. In this connection, the Mokokchung Chamber of Commerce and Industries (MCCI) on April 17 submitted a representation to the Deputy Commissioner of Mokokchung on the “mushrooming Weekly Bazaar markets in and around Mokokchung Town, their adverse affects and urgency for their termination thereof.” The MCCI reasoned that, “the blazon stealth guerrilla marketing scheme of the ‘Weekly Bazaar’ traders who are doing their business by avoiding the radar of all institutionalized statuary regimes is not only destabilizing the formal market but is also
on the health of the local economy.” The MCCI further questioned if the traders in the ‘Weekly Bazaar’ have, like all genuine traders, trade permits issued by competent authority, if they are filing their returns under the Nagaland Value Added Tax (VAT) Rules 2005, if their livestock including fish are inspected and certified by competent authority, if their weighing scales and measuring instruments are calibrated by competent authority, if their prices are being regulated by any statuary body, if they are paying Professional and Sanitation taxes, if they possess the ILP, and whether the food sold in the ‘Weekly Bazaar’ conform to FSSAI standards. The MCCI further reasoned that if the traders do not conform to any or all of the above, then the Weekly Bazaar is an “illegal economic activity pursued in violation of legal statutes defining the scope of legitimate forms of commerce.” It is learnt that the Deputy Commissioner on the next day invited some MCCI leaders to discuss the matter but the meeting ended without any concrete outcome. Meanwhile, the MCCI is being hardpressed by its ‘aggrieved’ members to mediate with the district administration for the closure of the ‘Weekly Bazaar’. Crockery and utensils traders have written to the MCCI complaining that the Weekly Bazaar markets around Mokokchung town is affecting their business. “We request MCCI to approach the right authority regarding the prices and quality of goods and products sold in the Weekly Bazaar as it is observed that they are fool-
same goods and products at higher prices than is permissible,” the crockery traders complained. The dry-fish vendors and fish stall owners have also jointly submitted a complaint letter to the MCCI stating “the number of customers has drastically reduced ever since Weekly Bazaar came to Mokokchung.” It was alleged that the traders at Weekly Bazaar are “fooling the people by saying that fish and dry-fish sold by them are cheaper where as in reality they are tampering their weighing scales as there is no authority to check them.” They also complained that the dry-fish sold at Weekly Bazaar are of inferior quality procured from Mariani go-downs at throw-away prices which are “not fit for human consumption.” They also stated that they suspect the Weekly Bazaar traders are using “toxic formalin and carcinogenic chemicals” to preserve their “condemned fish from further deterioration as some of our esteemed and learned customers have informed us.” Saying that the Weekly Bazaar is a ‘dangerous precedent,’ the vendors questioned what would happen if the genuine traders refused to conform to the regulations set by competent authorities and “do our business just like those traders at the weekly Bazaar without any regulation.” It may be mentioned that the Weekly Bazaar sites have become popular marketing destinations for the town dwellers as the products are purportedly sold at lower prices. These ‘markets’ do not fall under the jurisdiction of the Mokokchung Municipal Council.

With the simple premise in the background, the congregation of the Dimapur Ao Baptist Church (DABA) were treated to an afternoon of rousing entertainment peppered with grim social realities culminating in a clarion call for introspection and collective change. It was DABA’s Youth Ministry Special Theatre Day, where two plays entitled; “Scavenger” and “Don’t Women No Cry” depicting the contemporary social realities of the Naga society were presented by the students of its “Drama in Acting” initiative. The initiative, according to DABA youth director Toshi Longkumer, was undertaken to enable creative talent and channelling it in the field of performing arts. Fully-funded by the DABA, the first batch graduated in 2011 and the second batch in 2013. Today’s riveting performance was the culmination of the acting class honed under able hand of Bendang Walling, a National School of Drama (NSD) graduate and a member of the church. Giving his concept note to play, the director Bendang Walling informed that the first play, ‘Scavenger’ was first performed on World Theatre Day (March 27) at Mokokchung supporting “Swaach Bharat” Mission of the government. It is based on the philosophy of Gandhi – “Everyone must be our own scavenger” while the second play raises the plight of the women in Naga society, especially the issue of violence against women and a call for their empowerment. “Let’s change our thought to bring change in the society,” Bendang ex-

talk” instead of mere lip services and prayers, the play concluded asking, “Does it take a miracle to change our surrounding?” In “Don’t Women No Cry,” the play asked whether the women have any value at all and why the women have no respect. Depicting the grim realities of violence against women under different circumstances often perpetuated by social impunity, draconian law and a patriarchal societal order, the play earnestly cried out for its empowerment. “How can women live like this? Are we blind, deaf and dumb to the plight of the women?” the play questioned. They need real respect and real empowerment, it pleaded. Both plays depicted the declining moral
fabric of the society and as a result the humanity itself is “hanged” as a character in the second play resorted to at the climax. At the end of the play, the Youth Director gave a clarion call to the audience not to be restricted by a narrow definition of own community, but to cooperate and “make ourselves a community of people and live as one.” He also thanked the audience which included members of different communities led by Naga Council Dimapur, Muslim Council Dimapur, Nagaland Motorcycle Club, Diphupar Naga Student Union, Ao Senso Telongjem Dimapur, Dimapur Watsu Telongjem, Dimapur Ao Lanur Telongjem and invitees from Assamese/Karbi and Arunachal Churches.

kohiMA, April 26 (MExn): The Women Studies Centre, Nagaland University and Human Rights Law Network (HRLN), Nagaland Chapter in collaboration with the Naga Mothers’ Association is organizing a two-day national consultation on “Women’s reproductive Rights, Human Rights and Using the Law” from April 28 to 29 at NIELIT, Meriema, Kohima. The consultation will bring an interface of lawyers, health workers, women leaders and academicians to focus on women’s access to reproductive rights, violence against women and using the law to redress violation of women’s rights, according to Dr. Rosemary Dzüvichü, director, women studies centre, Nagaland University, Meriema and coordinator, HRLN Nagaland chapter.

In a press statement, the UTNAN, Mokokchung unit stated it “strongly” stands by the UTNAN’s demand to the state government to revoke the re-amendment of Nursing Service Rules of Nagaland 2014 and regarding post creation, promotions and up-gradation of nursing cadre in district hospitals/CHCs/PHCs and other health units. “The UTNAN, Mokokchung

“Since more than a decade is passing since after our training, most of the trained staff nurses are becoming over-aged for government service,” it lamented. Opining that the best time to provide service is during the “prime of our youth”, UTNAN Mokokchung unit questioned whether “we would be able to provide the required services after we become old people.” As rightly pointed out by the UTNAN, the Mokokchung unit said, there is shortage of staff nurses in the hospitals and other health
centres in the state, however, “we fail to understand why the state government is failing to create more posts for the staff nurses in these health institutions which is facing shortage of staff nurses.” Under such circumstances, it added, the present staff nurses in health institutions cannot cater to all the patients who come to seek medical help. Guwahati, april 26 (tNN): Located on Zone V, which is seismically the most active, the northeast can be hit by a high-magnitude earthquake anytime, feel experts. Experts said seismic activity in the northeast is high because the Indian plate moves about 5 cm every year, while the Eurasian plate moves north by about 2 cm annually. This is causing the Eurasian plate to deform and the Indian plate to compress, causing earthquakes. The Indian plate was originally a part of the ancient continent of Gondwanaland before it broke off. The northeastern region is located at
the junction of the Himalayan arc (to the north) and the Burmese arc (to the east). It is one of the most seismically-active regions in the world. In the last 100 years, the region has experienced 210 tremors measuring 5 to 5.9 on the Richter scale, 128 tremors between 6 and 6.9 magnitude, 15 tremors between 7 and 7.9 magnitude and four tremors of 8 magnitude. The biggest earthquake Assam experienced in the 20th century was in 1950, the magnitude of which was 8.7 on the Richter scale. Leaving over 1,000 people dead, the earthquake virtually changed the state's landscape. At the time, the popula-
tion of the entire region was a little over 2 lakh and the casualty figure was much lower. At present, the estimated population of the northeast is over 90 lakh. In case of a high-magnitude earthquake, the casualty figure would go up significantly. According to the seismic microzonation study of Guwahati by the Centre's department of science and technology around seven years ago, the maximum concentration of severe quakes (measuring 7 to 8 on the Richter scale) is observed along eastern Arunachal, central and lower Brahmaputra valley and southeastern Manipur.
155 from Assam in quake- Tripura: Panic-stricken hit Nepal, 65 untraceable woman dies after quake Guwahati, april 26 (iaNS): At least 155 people from Assam were stranded in Nepal where a massive earthquake on Saturday wreaked devastation. While 90 people have been tracked down, the whereabouts of the remaining 65 were not immediately known, the authorities said on Sunday. The Assam State Disaster Management Authority (ASDMA) was able to contact only 90 people since Saturday's massive quake. Inspector General of Police Hiren Nath said that of the 90 people, 19 reached New Delhi on Sunday. "Another batch is likely to reach New Delhi tomorrow (Monday) aboard a special flight from Kathmandu," he said. Those who reached New Delhi will be brought to Guwahati on Monday. The Assam government had Saturday set up two helpline numbers -- 094355 52203 and 087498 60803 -- to assist family members of those from the state who were stranded in Nepal. Nath said most of those
from Assam were either tourists or had visited Nepal for medical treatment. "Some of them went for some other work. We are in constant touch with the Indian embassy in Kathmandu and trying to get information about those missing," he added. ASDMA Commissioner and Secretary P.K. Tiwari on Sunday said those who reached Delhi "are being taken care of. A control room has been opened at the Assam House in New Delhi too". "Since Assam is situated in the seismically active Zone V, we have already asked the district administrations to take precautionary measures to reduce damage and save lives in case a disaster strikes," Tiwari said. Some buildings in Guwahati, Kokrajhar, Bongaigaon and Majuli developed cracks in Saturday's earthquake that wreaked havoc in Nepal. "We are surveying the buildings which developed cracks and will try to take necessary measures," he said.

"Krishna Sinha became frightened during the earthquake on Saturday. She suffered cardiac arrest at her home in Betchara village in Unakoti district (Tripura). She was shifted to a hospital where she died at night," said an official of the disaster management control room. The official said several buildings, mostly offices, were affected due to the earthquake and cracks were visible in many houses across Tripura.

The Karbi Peoples Liberation Tigers (KPLT) chief was suspected to have been killed by his Finance Secretary in his house last night, Superintendent of Police Mukdhya Jyoti Mahanta said. About seven months ago, KPLT had split into three factions with the main part headed by Botcha operating in West Karbi Anglong district, Mahanta said. Botcha was, however, scheduled to surrender with 20 odd members, he said.

To ensure clean electoral lists and eliminate error and duplication of names, India's northeastern states will intensify the drive to purify the voters' lists in eight states, a top official said. "To clean the electoral lists, the Aadhaar number and other contact details seeding NERPAP (National Electoral Roll Purification and Authentication Programme) has been launched countrywide and it would continue till August 15," Tripura Chief Electoral Officer (CEO) Sanjay Kumar Rakesh told IANS. He said "To intensify the implementation of NERPAP, the chief electoral officers (CEOs) of eight northeastern states would meet in Shillong (Meghalaya) on April 29. A time-bound programme would be chalked out to execute the NERPAP without any hitches." The official said that all the three deputy election commissioners of the Election Commission -- Vinod Zutshi, Sudhir Tripathi and Umesh Sinha - would attend Wednesday's important meeting to give tips to the election officials of the region about implementing the new scheme. Over 28 percent of northeast India's 45.58 million population consists of the tribal who are not familiar with the electronic and
on-line systems. "A section of tribals influenced by superstition are also reluctant to get enrolled with the 'Aadhaar'numbers. They believe that if they get the 12-digit Aadhaar number they would be equated with the beast," sociologist Sujan Banik told IANS. Except Tripura and Sikkim, the enrolment performances in other northeastern states are very poor. According to an official report, Meghalaya is at the bottom in terms of availing Aadhaar numbers. The percentage of Aadhaar cards released in Meghalaya is 0.7 percent followed by Assam (0.08 percent), Arunachal Pradesh (12.2 percent), Mizoram (26.2 percent), Manipur (41.2 percent) and Nagaland (43.2 percent). Sikkim registered 94 percent Aadhaar enrolment and Tripura 95 percent, the highest in the northeastern states. About 500 million of India's 850 million voters have Aadhaar numbers and the rest are expected to get them before this year-end. Rakesh said "NERPAP was launched in most parts of the country on March 3. It was started in Tripura on April 1 through a door-todoor campaign. After completion of the programme, duplication of names of electors in the electoral list would be almost zero." According to Election
Commission statistics, 85 million names on India's electoral rolls are either fake or duplicate. Rakesh said that under the Representation of People's Act, getting registered in the voters' list at more than one place is a punishable offence. "To make NERPAP successful, special camps once a month on a Sunday, doorto-door campaign and various other types of publicity would be conducted to make the people aware and to participate in the programme," he added. The booth-level officers would go to each household to distribute the form and to collect the information about the electors. About the Supreme Court's direction not to make 'Aadhaar' number mandatory in providing government facilities, the official said it would not be a compulsion until all the citizens get the 12-digit Aadhaar numbers. "After 'Aadhaar' number and other contact details are incorporated with the electoral lists, pan India facilities with all relevant information about a voter would be at the fingertips from any part of the country and abroad," the election official said adding that with the implementation of the NERPAP, election management would be further modernised. MUMBAi, April 26 (reUTerS): Ratan Tata, chairman emeritus of the holding company of the Tata conglomerate, has acquired a stake in Xiaomi Technology, a deal that is likely to bolster the Chinese phone maker’s presence in the world’s third-largest smartphone market. Financial details of the unspecified stake bought by Tata in Xiaomi, the first by an Indian, were not disclosed in the statement issued by the Chinese company on Sunday. Xiaomi, the No. 3 global smartphone maker, was valued at $45 billion after a December funding round. Tata, a respected business leader who was the chairman of salt-to-software Tata Sons for more than two decades, has previously invested in Indian start-ups, including online retailer Snapdeal. Tata’a investment in Xiaomi comes against the backdrop of an aggressive push by Xiaomi in India after entering the market, which has huge growth potential with just one in 10 people using smartphones, in July 2014. New Delhi, April 26 (pTi): Passenger car exports from India declined 1.66 per cent to 5,42,082 units in 2014-15 due to challenges in traditional overseas markets like Europe, Sri Lanka and Algeria. The decline was also mainly due to the country’s largest car exporter Hyundai Motor India Ltd (HMIL) slipping over 18 per cent in its overseas shipments during the last fiscal. Car exports stood at 5,51,218 units in 2013-14, according to data from the Society of Indian Automobile Manufacturers (SIAM). HMIL recorded a 18.02 per cent drop in car exports to 1,91,221 units from 2,33,260 units in 2013-14. On the other hand, Maruti Suzuki India’s (MSI) exports during the last fiscal rose by 9.77 per cent to 1,09,593 cars compared to 99,832 units in 2013-14. Europe, the biggest market for compact cars from India, is still recovering from a slump, while regulatory issues in countries including Algeria and Sri Lanka also

2015 international leaders in education prog announced Kohima, april 26 (mexn): The United States- India Educational Foundation, Kolkata has announced the 2015 International leaders in Education Programme. This is meant for teachers (Grade 6-12) teaching English, social studies, mathematics, science and special education at schools in the states of Arunachal Pradesh, Assam, Bihar, Jharkhand, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura and West Bengal. This competition is open only to teachers from the states mentioned above and not the rest of India. This US Government sponsored programme provides international teachers with unique opportunities to develop expertise in their subject areas, enhance their teaching skills, and increase their knowledge about the United States. The US based academic programme will include semester- long,
non-degree, non-credit academic programme at a US university including seminars on new teaching methodologies, curriculum development, lesson planning and teaching strategies. As part of the academic programme, participants will work in groups to develop a unique teacher professional development module. Participants will also audit two courses in the host university’s school or department of education and participate in a field experience in a US secondary school near the host university. Cultural enrichment, mentoring and support will be provided throughout the programme. ILEP will commence in January 2016 and conclude in May 2016. Selected Indian teachers will receive round-trip-transportation, room and board and applicable allowance and will travel on J1 visas.

To stop this, and to strengthen the great tradition of our seed keeping in this country we need to firmly resolve that we are going back to our traditional seed systems and strengthen farmers hands in retaining them and fight Government laws and policies which pro-corporate have to be driven back. We must act now to make this possible through farmers meetings, public meetings, media conferences, rallies and demonstrations. For millennia, the Nagas have been practicing ecological agriculture. The rich agrobiodiverse jhum fields and terrace fields on
the mountain slopes and valleys have been the hallmarks of the Naga community. Seed keeping and sharing heritage is strongly imbedded in the community’s social and culture ethos of people. Nagas’ sacred relationship attached with their land and seeds have been sustaining the Naga communities. However with the advent of modern technology and profit oriented development, Naga agrarian society is also impacted and the ecological principles ingrained in the communities are slowly eroding to destructive corporate ideologies. Many Naga farmers are now shifting towards commercial agriculture, whereby a mass production approach using market seeds have largely increased, and traditional seeds are alarmingly marginalized. This shift threatens community’s seed sav-
ing and sharing heritage, and the rich knowledge associated with it. If we lose our seeds, we lose our control over the right to choose what to grow and what to eat. The shift towards a profit oriented economy and privatization also has repercussions on the community cohesion, traditional knowledge, common property resources, marginalization of poorer section of the community, etc. Losing our traditional seeds would mean losing our food sovereignty, our culture and our identity. Let us make the voices of our farmers resound all over the country so that their views and seeds get a priority over corporate seeds on the Indian agrarian landscape. Violence is not inevitable: It is a choice
T
he topic of climate change cannot be seen or treated merely as an academic discussion in seminars and conferences. The world cannot wait for more evidence of climate change and clearly it is now time to act on what we know. Ever since the United Nations Conference on Environment and Development (UNCED), also known as the Rio or Earth Summit, held inRio de Janeiro in 1992, we have been debating on this topic for more than twenty years. There is wide criticism that many of the agreements made in Rio and thereafter have not been realized regarding such fundamental issues as fighting poverty and cleaning up the environment. As mentioned, there is now scientific evidence to show that climate change will have significant impacts to food security, disease prevalence, population distribution and water availability. Studies in the past also warned of increased conflict as a result of climate change because there will be increase competition for water resources, described as ‘increasing militarization of natural resources’ besides the forced migrations and accompanying social tensions. One can well imagine such things happening in the Naga context if we are not careful thereby creating space for more conflict than we can control. Our Naga tribes already have this propensity to be narrow minded when it comes to land and resource. It is always about ‘my land, my water, my forest, my air’ and we hardly consider about common or shared existence. Just imagine what will happen if indeed a crisis as described above were to take place because of climate change in the Naga context. Given that land is fundamental to our Naga people’s existence, whether at the level of tribe, village, clan, family or individual and where people and not the government owns the land, there is also a tendency to develop disputes over land and resource. The recent conflict situation in Tuensang district is one among several cases where disputes over land and resource remain across the Naga landscape. Efforts must therefore be made to identify and address our land related problems. Coming back to climate change, the latest study states that a recent extreme drought in Syria between 2006 and 2009 was most likely due to climate change and that the drought was a factor in the violent uprising that began there in 2011 thereby drawing one of the strongest links yet between climate change and human conflict. All of us are aware of the unending conflict in Syria with at least 200,000 deaths. The United Nations estimates that half of the country’s 22 million people have been affected, with more than 6 million having been internally displaced. As mentioned already, the link between climate change and conflict has been forewarned. A working group of the Intergovernmental Panel on Climate Change (IPCC) wrote as recently as in 2014 that there was “justifiable common concern” that climate change increased the risk of armed conflict. The United States military has described climate change as a “threat multiplier” that may lead to greater instability in parts of the world. People must not remain complacent to the impending dangers—political disorder, social tensions, economic impoverishment, the adverse impact of demographic changes, violent contest over scarce resources—that may come about as a result of climate change. The bottom line is that countries must evolve a model that promotes both economic as well as human development while balancing this with a sound environment policy that has as its priority the wellbeing of all creations. This may sound utopian or somewhat unworldly but the human race can ill afford to allow for its own self-destruction because we chose to let our greed for more to take precedence over self-perseverance. Okay, so now what? A patriot is a man of honor and duty. He makes his country proud through the things he does, whether big or small. Often he performs beyond and above the call of duty. He sees sacrifice as something he is called upon to give for his country. He is someone who loves his people and country more than he loves himself. For those of us who claim to be followers of Christ, we are under special obligation to do things Jesus’ way. We should apply truth and courage as our weapons rather than taking up arms or using violence to combat against others’ aggression. This is the right way--and the sure way--of getting back our people’s honor. Warning: While patriotism is a good thing, its passion must be carefully guarded and controlled lest it turns into racism or ethnocentrism. Simply hating people of other races or having an attitude of “O God, bless my people and no one else” is lethal to the spirit of Christian faith. In 1915 a thousand women met in the Hague to demand an end to war. A thousand women are doing so again this week. It is time the women were heard and their vision shared

ig chain hotels in major cities can throw up some unusual bed fellows. This morning at the Novotel in The Hague, Netherlands, the lift was full of grim-faced men all heading off to the 9th annual Global Refining and Petrochemical Summit at the convention centre next door. The oil refinery business isn’t doing so well because of industry over-capacity and environmental costs, so they were there to work out how to make more money. By the evening, in the ebb and flow of arrivals and departures, a group of cheerful British women filled the hotel foyer. They were floristry students on a study tour, in Holland to visit the tulip fields, observe flower auctions, visit growers and learn more about flower arrangement. Although neither group would have known it, they both had links to another gathering, just down the road at The Hague’s famous Peace Palace, home of the International Court of Justice. Members of the world’s oldest international women’s peace movement were meeting there to mark their organisation’s centenary. On April 28, 1915, 1,136 women met in The Hague in an International Women’s Congress to try to bring the First World War to a halt. It was a war that was fuelled by competing imperialist ambitions for oil, a war best remembered now through the symbol of one flower, the red poppy of Flanders’ fields. The women who met in 1915 failed in their objective. On the very day they met, just 104 miles to the south, 122,000 men died or were wounded on the sixth day of the Second Battle of Ypres, when a chemical weapon, chlorine gas, was used for the first time in history. In total, 9 million combatants and 7 million civilians died during the conflict. Several empires collapsed and the victors put in place a new world order which is still playing out in pulsating circles of war and violence.

uided by a therapist and cue cards, Jose Canoy carefully removed a waffle from the griddle, turned off the waffle maker and asked for a serving plate from the kitchen staff at Manila's brightly-decorated Puzzle Cafe. Each of Canoy's next moves were similarly laid out in index cards with pictures: A script for greeting customers, offering them the menu, serving the food and finally handing out the bill. Canoy, 20, is among seven trainees with autism at the small cafe, which aims to provide its workers a place to assimilate into society, improve social skills and spread awareness of the poorly understood disorder, which the World Health Organization estimates impairs about one child for every 160 worldwide. Canoy's elder brother and coowner of the cafe, Jose Antonio, said his family decided to create the coffee shop to help his younger brother become productive and secure his future. The family also wants to promote autism awareness and to train others like Jose to help them find permanent, paying jobs and avoid being ostracized. Two other apprentices have Down syndrome and most of the trainees are in their 20s. "We're out here to show people that being different is not bad," Jose Antonio Canoy said. "You can live it." The autism-friendly cafe, with Thomas the Train toys and picture puzzles on its shelves, opened in November and held a grand opening ceremony April 11, in time for Autism Awareness Month. But if the warmongers have kept going, so have the women peace-makers. The women of 1915 created the Women’s International League for Peace and Freedom (WILPF), where this week and next their successors from 36 countries are finalising a new manifesto against war for the 21st century. Major John McCrae wrote In Flanders Fields, the poem that gives the red poppy its iconic power, after the death of a friend in the Second Battle of Ypres on May 2, just days after the women’s 1915 Congress. In the final verse he urges: Take up our quarrel with the foe: To you from failing hands we throw The torch; be yours to hold it high. If ye break faith with us who die We shall not sleep, though poppies grow In Flanders fields. The women of 2015 and of the intervening years have taken up the quarrel and are holding high the torch, keeping faith with their foremothers. One delegate this week in The Hague is Robin Lloyd, whose grandmother Lola Maverick Lloyd was one of the Americans present in 1915. Down the generations and across the globe, the foe is militarism, militarisation and war itself, and the torch illuminates a vision of the impossibility of peace without the full participation of women in the exercise of power. WILPF has deep roots in the 19th century movements for equal political rights and social justice. Helen Kay, WILPF’s historian, records that the 1915 congress was originally intended to be an international meeting in Berlin devoted solely to women’s suffrage. With the outbreak of war it was cancelled. When it was re-convened in the Netherlands, a neutral country, attendance was contingent on commitment to two things: votes for women and the resolution of conflict through peaceful means. Men in power were alarmed and women’s patriotism, as they defined it, was called into question. The 180 British women who applied for passports in order to be able to attend were called ‘these dangerous women’ by Winston Churchill, then First Lord of the Admiralty. Only 24 were allowed to travel and only three managed to get to The Hague. Some of the German women attending were imprisoned on their return home. This time, the constraints on women attending their Hague meeting are not so very different. Ten women from the Democratic Republic of Congo, half of their delegation, were refused visas and one of the key figures in the organisation, Joy Onyesoh of Nigeria, well travelled in Europe, may not get to the
Netherlands. She should be in The Hague now and is due to act as a lead facilitator for WILPF next week, but her visa application has been blocked. Despite such perennial limitations and the power of the war-mongers, the mood of many of the women is upbeat, their long history and wide-ranging connections, of both people and ideas, a source of inspiration and encouragement. A group from Australia has travelled from Istanbul to The Hague on a ‘peace train’, having meetings about peace-making along the way, mirroring the peace train that went from Scandinavia to Beijing in 1995 for the UN’s Fourth World Conference on Women. Gisele Noublanche, the 86 year old President of WILPF’s French section, who worked with children tortured during the Algerian war of independence from France (1954 – 62), asked what has kept her in the movement, says: ‘We must keep on resisting – that’s how we advance. Is there anything else to do? We love life and want it to continue the best it can be on this planet.’ Odile Hugonot Haber, a nurse from the US, was originally involved in the student and worker rebellions in Paris in 1968 then brought middle class doctors and nurses together with workers in a centre for activists in San Francisco before taking on the role of chair of WILPF US’s Middle East committee. Although the century since WILPF’s founding has seen war, violence and conflict unimaginable even to those who witnessed the mechanised carnage and mass slaughter of 1914-18, women around the world continue to join the organisation. Cameroon is the latest country to be represented, being endorsed as a new section this week. ‘There is peace in Cameroon,’ says Nathalie Wokam Foko, a 42 year old who used to work in commerce and is now studying law to become a magistrate. ‘But the peace hides something. There is poverty. Our electoral system is not always good for everyone. And Boko Haram is coming. They are threatening our peace in the north and Seleka rebels from Central African Republic are in the east. There are internally displaced people.’ Wokam Foko says women in particular are victims in this scenario, so must organise as women. ‘We can’t get to conflict areas, so we must work together where we are and get involved in peace processes and negotiations’. Annie Matundu of WILPF’s Democratic Republic of Congo section, who helped the Cameroon women connect with the global movement, says: ‘Peace is in the middle of everything. Without peace nothing else works.’ In 1948 WILPF was one of the first civil society organisations to receive consultative status at the UN. Over 50 years later, in 2000, WILPF reached a key moment in its history when the UN Security Council adopted Resolution 1325, the international legal framework that addresses not only the inordinate impact of war on women, but also the pivotal role women should and do play in conflict management, conflict resolution and sustainable peace. Nevertheless, women continue to be excluded from participation in peace processes, as international talks about the war in Syria show, . And this very week, with a humanitarian crisis involving hundreds of desperate people dying in the Mediterranean Sea, the EU is being asked to consider military action, as the Italian Prime Minister Matteo Renzi frames the problem as a ‘war’ with human traffickers. The EU meets today (April 23) to discuss the crisis. Mr Renzi should perhaps have a word with someone from WILPF first, Gisele Noublanche, maybe, who says: ‘It is very important that women have a vision of a world that is demilitarised’. Men too, for that vision is in short supply, but without it the dying and horror will continue. As WILPF’s manifesto for the 21st century, to be launched next week says: ‘Violence is not inevitable. It is a choice….To pursue our task of ending war we have to be able to imagine peace.’ It really is time the women were heard and their vision shared. A leaf-shaped wooden table bears these words, painted in red and black: "If you think I'm puzzling, imagine what the world is like for me." Dr. Anna Treichler, a developmental and behavioral pediatrician in Manila, said working in the coffee shop helps people with autism because it allows them to develop their social interaction skills. "We take them from the home, to the therapy, to the school, to the wider community because the aim is full assimilation, or assimilation to the degree that is most possible for that particular individual," she said. The cafe has three paid chefs — including one with autism but who is highly functioning — and a salaried cashier. The nine trainees with autism and Down syndrome who cannot yet work independently do not receive salaries, the owners said. Jose, however, receives money from his parents for the work he does at the cafe. According to the WHO, autism spectrum disorders are complex brain development disorders characterized
by difficulties in social interaction and communication and a restricted and repetitive set of interests and activities. People with autism often suffer from stigma and discrimination. Josephine de Jesus, a Manila-based speech and language therapist, and others with training work with the trainees. She said the cafe's autistic staff at first had to be pushed to work, and some were upset about changes to their routine schedule. She prepared scripts for them so they can start conversations with customers. "As we are going on with the operation, we found that they can come up with their own scripts outside from what we have trained them to use," she said. "And I think that's great that they are becoming more spontaneous." Unilab Foundation's Project Inclusion, a supporter of Puzzle Cafe, partners with schools and organizations to research and promote employment of people with disabilities. The foundation of pharmaceutical company Unilab has done a study showing the benefits of hiring people with disabilities, and is developing a human resources manual to equip companies willing to hire them. Project officer Grant Javier said the

foundation itself hired three people with autism. One is a graphic artist who turned out to have another special talent — he can efficiently and quickly process tall stacks of reimbursement receipts and reconcile piles of checks. Mona Magno Veluz, national president of Autism Society Philippines, said there are no studies on autism prevalence specifically in the Philippines, but notes that the U.S. Centers for Disease Control and Prevention says studies in Asia, Europe and North America have found that about 1 percent of the population has it. That would suggest that in the Philippines, a nation of 100 million, there are about 1 million people with autism. But Veluz said just 100,000 Filipinos have been formally diagnosed, and only half of those have received intervention like therapy or special education because of a dearth of experts and trained professionals. The country has only around 50 developmental pediatricians, and less than a thousand occupational therapists and speech pathologists, she added. Veluz, whose son Carl works at Puzzle Cafe, said the shop has made autism friendliness a selling point in its business strategy, creating a template that other businesses can follow. "I feel that I belong," said Rina dela Paz, who ate at the cafe with her husband and two sons, including her 7-year-old boy with autism. She said it comforts her to know there is a place her family can go and talk to other families who also live with autism, without worrying about getting stares or disturbing other people. As the sign on the cafe's door says: "We're A-OK."

Teacher, prepare to be poor
I
was looking forward to meeting my Grandparents. I had just completed a semester at Kenyatta University in late 1989 and I couldn’t wait to be the storyteller this time round. I was in the process of storyfying my 16 weeks at the National Youth Service college (NYS) in Gilgil and my 16 weeks at the school of education at Kenyatta University, Nairobi, Kenya. Though so many stories were crying to be told, I had carefully sliced, packaged and labeled the anecdotes I would share with my grandparents. As I boarded the Mbukinya bus at Machakos “airport” in Nairobi at dawn in late December 1989, I rehearsed the stories. As soon as I dropped off at Luanda, some six hours later, I subjected the stories to a final dress rehearsal. With confidence, I made my way to the Jaggery at Mwibona market where my grandfather, Kwara Odera K’Ogwande, worked on contract as a carpenter. Let me tell you, words in English cannot carry the burden of my feelings and thoughts as I prepared to meet my Grandfather. I had some idea what I wanted to tell my Grandparents. First, I would tell them about my 4 month experience at the National Youth Service college in Gilgil. Yes, I would start with that. I would tell them Afande Kuria. I tell you, this man Afande Kuria is another one; in one day, he transformed a laborious matching routine into an enjoyable dance in the noon sunshine of the parade ground tarmac in Gilgil. 5,000 recruits – both women and men – of the NYS were able to go through the protocols and motions of an entire para-military parade with nothing but the sheer beauty of the sound of “kisigino” [the heels of our military boots]. Ha! This man Afande Kuria! By the time the band from the 5th Kenya Rifles accompanied our rehearsals we were more than ready for the pass-our parade. Second, I planned to weave my story with my arrival at Kenyatta University, popularly known as KU. I wanted to tell my Grandparents about the Ksh 5,040 per semester – or boom as we called it – that the government was wise enough to pay undergraduate students so that “we could study well.” Of course, I would not go into the details of how we spent the money soon after we cashed it at the National Bank. But, on a more serious note, I wanted to tell my Grandparents about Prof Gerrard Bennars who in his very first lecture in Philosophy of Education class told us in plain language that by choosing to serve society as teachers we needed to commit ourselves to a life of selflessness. Prof Bennars’ words are still etched in my heart and mind: “I am assuming you are in this class because you have seriously considered being a teacher. Do you know what that means? That you are prepared to be poor all your life. If anyone in this lecture hall has ambitions to be rich, please change your academic program before it is too late. You have two weeks do that. Always remember, world over, teachers are not paid well. If this is not a calling for you, go elsewhere. But I also want to tell you this: a good
teacher will ALWAYS find a job.” Then Prof Bennars – he who came to class with nothing else but a piece of chalk – proceeded to outline, in a Socratic way, the four dimensions of education: the epistemological, the normative, the dialogical and, of course, the creative. Like Afande Kuria of NYS, this Prof Bennars was another one. Finally, I also wanted to tell my grandparent that blocking the Thika highway, or joining our “comrades” at the University of Nairobi in battling with the Kenya Police or the General Service Unit was very much part of the university curriculum. Yes, the activist life of remaking society was our missing curriculum and we tended to follow it more than the taught curriculum. So many stories, so little time I told myself as arrived at the carpentry workshop at the Jaggery in Mwibona market where Kwara and his colleagues were shearing wood. As soon as Kwara saw me, he yelled with a tinge of triumph: “Ja’Uni-basiti.” Kwara hugged me and quickly introduced me to anyone who cared to listen or who had the misfortune of being within earshot. It seems, he too, had rehearsed the introduction: “This is my grandchild who will soon have a degree.” If anyone around the Jaggery made the mistake of listening for more than a minute, Kwara would continue along this line with a sense of confidence and a timber of wisdom: “nowadays university education is becoming very difficult” he would begin. Then, after a fake cough, he would continue. “If your child or grandchild does not come from a family that has the natural blood for reading books, aaah, I tell you, it is tough. Some of you think university is for everyone -- it is not.” Kwara’s self-inflated pride was at once embarrassing and amusing. Kwara then led the way as we crossed the main road at Mwibona market. “Ja’Uni-basiti, let us have some porridge and doughnuts, this a good day” he announced triumphantly and with a guarded tinge of excitement. So we settled on this makeshift kiosk and made our order for “nyukkal” [porridge from millet and sorghum] escorted by generous pieces of doughnuts. After moments of happening on the porridge and mandas, Kwara explained that Dana Josephina Ongecha Nyo’Tenda was not quite well. “She injured her left hand struggling to contain our rouge bull” he told me solemnly. Her hand was still swollen despite all the treatment with hot water, oils and herbs. “You need to look at her hand as soon as you can” Kwara instructed in a matter-of-fact manner. “We have tried what we can but now that you are here I am sure the university medicine will work.” That is when it dawned on me. Was Kwara was assuming that I could treat Dana’s swollen now that I am at university? I knew I needed to stop the momentum of this conversation before it reached embarrassing proportions. I abandoned all the stories I was preparing to tell and, instead, knit together, in the most respectful way, a few sentences that would make Kwara understand why not everyone in the uni-
versity could simply do everything, let alone treat swollen hands. “Kwara, I am not able to treat Dana’s hand. I am not preparing to be a Doctor. I am in the school of education, preparing to be a teacher.” Kwara stared at me; the kind of stare you wear when someone who is well educated does not understand a simple statistical equation. “What is the problem my grandchild, it is just a small swelling. And, why should I take her to the hospital when we now have someone in the family with university education?” “K-w-a-r-a,” I stammered, “I am not studying to be a D-o-c-t-o-r. Those who study to be medical doctors are at the University of Nairobi, a place called C-h-i-r-o-m-o campus. We at Kenyatta University specialize in e-d-u-c-a-t-i-o-n.” “So you are not able to treat anyone like Dana who has a simple swollen hand?” “I can’t; it is not my area specialization.” “Choke? So, with this university of education yours, you going to become what, a Judge?” “No – certainly not a judge.” “A sorobea [land surveyor]?” “Sorobea no, not that one.” “How about a senior government official?” “None of that Kwara, not senior or government official.” The patriarch took a pause, the kind of pause that tells you that his pride and scales of ambition had just been severely deflated. After a round of sip from his agwata of porridge, Kwara, now seeming to accept the reality, posed: “so, if you are not studying all these good things, what are they teaching you at university?” “I will be a teacher, a high school teacher. On completion of my course, the Teacher Service Commission will post me to teach anywhere in the country.” “So, how long will you be at this university then?” “Three years” “Three years? Three years of your life to be a teacher?” Silence. At some point in the conversation, I was tempted to tell Kwara that some of my lecturers at Kenyatta University were called “Doctor” but none of them, like me, would be able to treat a goat, let alone Dana’s swollen left hand. I decided against this line of defence. It was one of those moments when I knew Kwara might experience a post-something disorder. Kwara, shook his head for a prolonged period while whistling softly as he would usually do when he experienced some severe cognitive dissonance. Then he muttered to himself in Dholuo “somo ma tindekara ok konyoganda” [nowadays education does not help the society]. We continued sipping the brown porridge in silence. Kwara, I imagined, was wondering how we he would have to reshape the triumphant narrative of this this grandchild of his, a whole university student, who could not even treat anything. On my part, I wondered what life would likely turn out as a poor but employed holder of a Bachelor of Education degree.

The cow is divinely associated with Krishna, the cowherd, and considered a mother figure because of the milk it gives. One doesn’t go into an Indian branch of McDonald’s expecting to order a Big Mac. And yet, beef has long been available at various Mumbai restaurants — from the burger at the iconic Leopold Cafe to the marrowbone curry popular at eateries in Muslim neighborhoods. This reflects the accommodation necessary in a city — and country — with such extraordinary diversity of religion, culture and wealth. Last month, however, this changed. Beef dishes were forced off the menu when Maharashtra, the country’s second most populous state, which incorporates Mumbai, extended a ban on cow slaughter to bulls and oxen, and made the sale of beef punishable by up to five years in prison. A few weeks later, the state of Haryana passed similar legislation. Prime Minister Narendra Modi’s office has suggested that such bills are models for other states to emulate. The laws have affected more than just restaurants. Thousands of butchers and vendors, their livelihood abruptly suspended, have protested in Mumbai. The leather industry is in turmoil. Beef is consumed not only by Indian Muslims and Christians, but also by many low-caste Hindus, for whom it is an essential source of affordable protein. The poorest waste nothing, from beef innards to coagulated blood, while their religion pragmatically turns a blind eye. Low-caste Dalit Hindu students, and others, have organized beefeating festivals to protest the infringement on their culture and identity. With the recent re-criminalization of gay sex, bans on controversial books and films and even an injunction against the use of the colonial-era name “Bombay” instead of “Mumbai” in a Bollywood song, the new laws join a growing list of restrictions on personal freedom in India. Already, the police in the city of Malegaon have arrested three Muslim men accused of calf slaughter, and ordered livestock owners to submit mug shots of cows and bulls to a cattle registry, to create a record in case any of them go missing. The Maharashtra law had been in limbo, awaiting the Indian president’s signature for 20 years, but was resurrected only after the Hindu nationalist Bharatiya Janata Party came to power last year. This suggests its real purpose is to play to the party’s political base. Some Hindu hard-liners insist the idea of eating beef was introduced by Muslim invaders, despite references to its consumption in ancient texts like the Vedas, written more than a millennium before the time of Muhammad. By eradicating this “alien” practice, they hope to return the country to values they hold dear as Hindus. “Our dream
of ban on cow slaughter becomes a reality now,” Maharashtra’s chief minister tweeted upon passage of the new law. Another problem with such bans is that aged or unwanted cattle must be looked after at great expense (presumably by the state) if they are not to waste away. The only practical reason advanced by Maharashtrian officials for their law is that it will help farmers hold on to their cattle in hard times, when they might otherwise be tempted to sell. This motivation actually does have historical standing. In fact, it fits in perfectly with a theory on the origination of the beef taboo that the American anthropologist Marvin Harris proposed almost five decades ago. Mr. Harris observed that more important than their value as milk producers, cattle in India formed the backbone of small-scale agriculture. They were used to plow fields, provide dung for fuel and fertilizer and produce calves to stock the herd. He noted that a family that consumed its cattle during a time of drought and famine was not able to recover afterward: They had lost the means to work the land. Over the years, farmers who preserved their cattle were the ones who survived, leading to this practice’s being gradually codified into religion. This drama is still being played out in Maharashtra, which in recent years has experienced persistent and devastating drought. Although religious rules ensured that a farmer would no longer eat his cattle, he could still succumb to the modern equivalent — selling it for slaughter, usually at throwaway prices. The beef ban, then, can be interpreted as an extension of the religious proscription: Thou shalt neither eat nor sell thy cattle. Unfortunately, the situation in Maharashtra has deteriorated past the point where such a ban will help. Previous governments have squandered billions of dollars on failed irrigation schemes, while encouraging water-intensive crops like sugar cane in droughtprone areas. Farmers are desperate: On average since 2011, there have been four suicides of Maharashtrian farmers every day. Rather than ancient proscriptions, they need a financial safety net and responsible agricultural policies in order to deal with the current situation and probably worse climate change effects to come. Indian civilization has evolved over the centuries to include multiple diverse communities with competing interests. Despite its secular Constitution, India remains strikingly unequal. The government must make every effort to balance majority sentiments with minority needs. This is what the previous rules that restricted cow, but not bull, slaughter did. Imposing ideals from a mythic past is not the answer. The true lesson to take away from history is how utilitarian goals can shape religious custom. Hinduism has always been a pragmatic religion; what today’s India needs is accommodation. Fresh tremors shake various states in India
New Delhi, April 26 (pTi): Fresh tremors were on Sunday felt in various parts of India, including the national capital Delhi, even as the death toll in Saturday’s temblor climbed to 57. The fresh tremors, which had a magnitude of 6.9 on the Richter Scale and epicentered in Nepal, were experienced in West Bengal, Bihar, Assam, Jharkhand, Odisha, Uttarakhand, Punjab, Haryana, UP and Delhi for over 30 seconds at 12:42 p.m. No casualties or damage to property have been reported in the fresh tremors. Prime Minister Narendra Modi has called a review meeting to take stock of the relief and rescue operations in the aftermath of the quake. NDRF Chief O.P. Singh has rushed to Nepal in order to coordinate operations of the Indian rescue forces and local authorities in the quake-hit country. Singh will be joining the seven National Disaster Response Force (NDRF) teams which have already landed in Kathmandu. In view of the aftershocks, all relief operations headed to Kathmandu have been kept on hold till 4 p.m. The tremors, which triggered panic among the people, came a day after a devastating temblor killed over 2,000 people in Nepal. “All movement to Kathmandu kept on hold till 1600 hrs due to fresh tremors in Nepal,” Defence Ministry spokesperson Sitanshu Kar said. IndiGo and SpiceJet flights did not land in Kathmandu and returned as ATC personnel at airport there were evacuated following aftershocks. New Delhi, April 26 (ANS): Prime Minister Narendra Modi on Sunday said India stands with Nepal in its time of sorrow following the massive quake and will do its best to wipe the tear of every Nepali, hold their hand and be with them in this hour of tragedy. In his monthly edition of Mann ki Baat radio address, Modi said he did not feel up to doing the radio address due to the natural disasters around, including the unseasonal hail storm and heavy rains in India which ruined the agricultural crop of many farmers. He said Saturday's "terrible earthquake has shaken the whole world", and has claimed life and property in India too. He said that the Nepal earthquake, which has claimed over 2,000 lives so far, was "really bad" and that he has seen the 2001 Kutch quake from close quarters. "I can understand what the people of Nepal are going through. My dear brothers and sisters of Nepal, we are with you." He said India has started reaching assistance to Nepal, and sent rescue teams with sniffer dogs to save people buried in the rubble. "We will try to bring out as many people. We are doing relief work and rehabilitation work till take a long time," the prime minister said. "For Indians, Nepal's plight is our plight. We will wipe the tears of every Nepali, hold their hands and give them support," Modi said. The quake on Saturday claimed over 2,000 lives and destroyed large scale property in Nepal. There was a fresh quake and aftershocks reported in Nepal on Sunday. In Uttar Pradesh, the toll mounted 13 people with one more person succumbing to injuries in Kushinagar, which was among badly affected district in the state. So far, 550 Indians have been evacuated by the IAF from quake-hit Nepal. Since 10:40 p.m. last night, four IAF aircraft have landed from Nepal with 546 Indians on board. The first aircraft to land was a C-130J with 55 passengers on board, including four infants, a defence spokesperson said today.

One aircraft has already gone airborne and other aircraft is getting ready. The operation will continue the whole day,” he said. India, which was the first to respond to the Nepal crisis, is stepping up its mission with transport planes scheduled to carry equipment, relief material and specialists to Nepal. National carrier Air India has resumed its flights to quake-hit Nepal with two services -- one each from Delhi and Kolkata -- leaving for Kathmandu early this morning. New Delhi, Apr 26 (pTi): Days after government cleared a proposal to lower to 16 years the age to try juveniles as adults in heinous crimes, the move has received kudos from some quarters but child rights activists and others are of the view that it is an undesirable and a poorly conceived idea. Those who support the idea do so with a caution that it will succeed if several safeguards, including juveniles' rehabilitation by providing them proper education, food and shelter, are taken care of. However, C Raj Kumar, vice chancellor of O P Jindal Global University in Haryana, and child rights activist and lawyer Ananth Kumar Asthana took a diametrically opposite view saying tough provisions for juveniles in conflict with law have already failed in several countries and the real problem is not being addressed. "Tough law (for juveniles) has already failed in several countries and is being amended," Asthana said. His view was echoed by Raj Kumar, also a rights activist, who said, "By not addressing the real problem in the society

Since the inception of this law, involvement of the children in crime has increased by around 300 per cent," Tulsi said. The caution in welcoming the new proposal was vivid when Phoolka said government should take care that juveniles in the age group of 16 to 18 years involved in heinous crimes like rape and murder should be kept away from the death penalty. "The blanket implementation of IPC for the heinous crimes will not be a welcome idea. There needs to be certain safeguards, like no death penalty will be awarded to such children. But above all, JJB Act first needs to be implemented properly," he said.

New Delhi, April 26 (iANS): A resurgent Rahul Gandhi and the suicide of a farmer at an AAP rally in the capital seem to have made the NDA government re-think its strategy on the land acquisition bill and put it on the backburner - at least for now. Desperately trying to fight the "anti-farmer" tag, the government, which went into a huddle soon after a farmer committed suicide at the April 22 rally of Delhi Chief Minister Arvind Kejriwal, has decided to go ahead with the land bill only when the finance bills and other scheduled business of parliament are through. It is also worried about the impact Congress Vice President Rahul Gandhi, who is just back after a 56-day self-imposed exile, is having. Rahul has made powerful speeches against the bill in parliament as well as at a rally. "The ordinance will be there till August, we are not in a hurry," a senior minister confided to IANS. An ordinance has a life of six months or till the next parliament session. So the land acquisition ordinance, which was re-promulgated in April, would need to have been passed by the monsoon session
before it lapses. Though the minister claimed the government is confident of getting the land bill through parliament, he did not say how. He, however, ruled out a joint sitting for getting the bill passed. Top sources told IANS the government has decided to go slow on the bill and the suicide by Rajasthan farmer Gajendra Singh has made the situation more sensitive. Mallikarjun Kharge, the leader of the Congress in the Lok Sabha, told IANS: "As of now we have not been told anything about the land bill". The contentious bill, which is meant to replace an ordinance amending the 2013 land acquisition act, was passed by the Lok Sabha after nine amendments amid a walkout by the Congress and other opposition parties. The NDA which is in a minority in the upper house failed to muster support for the bill. A majority of opposition parties, including the Congress, the Samajwadi Party and the Left parties, have made it clear that the bill should go to a select committee. The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2015, seeks to replace an ordinance re-promulgated in April which had amended certain provisions of the 2013 act passed during the UPA rule. The consent clause provided for 70-80 percent of those dependent on the land to agree to its acquisition. The social impact assessment clause entailed carrying out a study to ex-
amine the environmental impact and ensure rehabilitation of displaced people. The government agreed to nine amendments to the bill to get it passed in the Lok Sabha. These included removing social infrastructure as an exempted category and ensuring that the bare minimum of land required for a project is acquired. Compulsory employment for at least one member of the affected family of a farm labourer has also been added as well as a clause that the Land Acquisition, Rehabilitation Authority should hold hearings in the district where the acquisition takes place. Earlier this month, US officials admitted there was a cyber “event” late last year, but refused to confirm reports Russia was behind the attack. However, the incursion was “far more intrusive and worrisome” than publicly acknowledged, the newspaper said, citing senior American officials briefed on the investigation, and saying the hackers were presumed to be linked to — or even working for — Moscow. The hackers, who also got into the State Department’s unclassified system, obtained access to the email archives of people inside the White House, and perhaps some outside, with whom Obama regularly communicated, Times said. It was from those accounts that they reached emails that the president had sent and received, according to the officials. Italian authorities say the man named in court as Mohammed Ali Malek, 27, was in charge of the heavily overloaded fishing boat that capsized shortly before midnight on April 18 with hundreds of African and Bangladeshi migrants locked below deck. The man’s brother told Reuters the Tunisian’s real name was Nourredine Mahjoub and he had first traveled clandestinely to Europe five years ago, spending time in Italy and France before being deported. He had recently returned to Libya seeking work. “My brother was recruited by Libyans to work in a cafe in Libya a few weeks ago, but afterwards he was forced under threat by smugglers to pilot the voyage because he knows a little about the sea and worked with our father fishing,” the brother, Makrem Mahjoub, said by telephone. He said his brother had called from a Libyan number a few days
earlier to say he had been threatened by men with Kalashnikovs and ordered to pilot the ship. “They took him to the boat. When he called, he was in shock and crying.” The account could not be independently verified. Makrem Mahjoub said his brother had given a false identity to Italian authorities, but gave no reason why. Few Survivors Only 28 people survived the capsize, believed to be the deadliest disaster on the Mediterranean for decades. It prompted European Union leaders to hold emergency talks on how to deal with the tide of desperate migrants risking their lives to escape war and poverty in Africa, the Middle East and parts of Asia. Many use chaotic Libya, torn between two rival governments, as the starting point for the perilous crossing. An Italian judge on Friday ordered that he should remain in custody. Kazakhstan goes to polls as president expected to win ALMATy, APRIL 26 (AP): Voters in Kazakhstan turned out in abundance at polling stations Sunday for a presidential election guaranteed to overwhelmingly reconfirm the incumbent, who has ruled over the former Soviet republic for more than 25 years. The election is taking place against the backdrop of a slump in economic growth and an air of anxiety over unrest in the nearby countries of Ukraine and Afghanistan. Nursultan Nazarbayev, 74, wrote in an opinion piece before the election that the vote would give the elected president a clear mandate to lead the country through potentially troubled times. “The upcoming election will strengthen the stability of Kazakhstan. This remains the main condition for the sustainable development of our country and completing the large-scale tasks of modernizing our economy and society,” he wrote. Nazarbayev’s victory over his two nominal rivals, a trade union official and a Communist politician, is all but a formality. Out of the several dozen vot-

The political unrest that led to the toppling of a Russia-friendly leader in Ukraine in 2014 sent ripples of alarm throughout authoritarian regions of the former Soviet Union. Nazarbayev did little campaigning for the election, but he did dwell intensely on rehearsing well-worn refrains on social and ethnic harmony.
The weekend presidential election was preceded Thursday by a congress of the Assembly of Peoples of Kazakhstan, a talking shop devoted to cultivating national unity. At the event, Nazarbayev declared that the authorities would “robustly prevent any form of ethnic radicalism, regardless from where it arises.” Nazarbayev will be almost 80
when the next presidential term comes to a close, and many worry whether his health will hold out. No clear succession plan is in place and with all semblance of political competition having been snuffed out by the authorities, uncertainty is strong. One fear is that a successor to Nazarbayev could seek to cheaply bolster their mandate by striking a populist nationalist chord. Those worries appeared not to faze voters in Almaty, however. “There are no alternatives to him. And he is taking Kazakhstan along the right path,” said government employee Yelena Burlakova, 44. “His age is of no concern. As long as he is breathing, we will vote for him.” With no real alternative candidates on offer, anybody opposing Nazarbayev is left only with the option of not voting at all. “A campaign of brainwashing has taken place over the past quarter century and no alternative can and will be offered,” said artist Arman Bektasov, 30. “The people of Kazakhstan have only one choice. What is the point of voting if the outcome has already been decided?”

With the draw, Mumbai FC are now placed at eighth position in the standings with 16 points from 16 games whereas Royal Wahingdoh are third with 27 points from 17 games. BELGRADE, ApRiL 26 (REuTERS): Thirty-five police officers were hurt and 41 fans arrested in a violent Belgrade derby between Red Star and Partizan on Saturday. "Hooligan behaviour has led to slight injuries to 35 police officers," a Serbian Interior Ministry said in a statement. The match ended in a 0-0 draw that left league leaders Partizan five points clear of
second-placed Red Star with six matches remaining. The start of the game, which has a long history of crowd trouble, was delayed for 45 minutes after home Red Star fans pelted riot police with seats and flares, forcing officers to retreat from the north tier that houses the club's diehard fans. When reinforcements arrived the police returned to the terraces and pushed the supporters back. One area of the north tier
was emptied and when the match finally got underway it produced a tepid first half with Darko Lazovic going close for champions Red Star and Stefan Babovic missing a good chance for Partizan. Most of the fireworks were confined to the terraces where both sets of fans lit dozens of flares and hurled several stun grenades on to the athletics track, keeping fire officers busy as they dashed around with buckets of water.

ST GEORGE'S, ApRiL 26 (REuTERS): England captain Alastair Cook gave the credit for Saturday's second-test win over West Indies to James Anderson after the seam bowler's blistering spell in the morning transformed the game. A draw looked the likeliest outcome when play resumed on the fifth and final day but Anderson removed three West Indies batsmen with the second new ball, including Kraigg Brathwaite for 116, as his team claimed six wickets before lunch. "The new ball was really crucial. New York film festival to showcase 30 Indian films

the dozens of tributes to BBC broadcaster Colin Bloomfield who has died from skin cancer, aged just 33. Bloomfield, who worked at BBC Radio Derby for 10 years as a presenter, reporter and Derby County commentator, died at a hospice near his hometown of Shrewsbury yesterday morning. Fellow broadcasters have paid tribute to the 'perfect colleague' and ‘consummate professional’ whose positive outlook on life made him such a popular figure. And Derby County supporter Niall Horan, who is one quarter of boyband One Direction, has also described Bloomfield as a ‘super great guy and great commentator’. The star, who has met Bloomfield several times, said on Twitter: 'Sad to hear to hear of the passing of Colin Bloomfield. He was a super great guy and great commentator. 'And had a huge passion for Derby county, he will be sadly missed around the ground, condolences to his family and friends.' Bloomfield lost his battle with cancer after it spread around his body from a cancerous mole. The malignant melanoma was removed from his leg 10 years ago but returned in 2013 and last year he was given only months to live. Heartbroken colleagues paid tribute to the talented broadcaster following the news he had passed away at 7.05am yesterday.
