Dr Jitendra Singh said that one of the serious problems faced by Northeast is the mass exodus of youth occurring partly in search of higher standard education in other parts of country and partly because of lack of avenues of employment. To address both these issues, the Ministry of DoNER has undertaken a number of initiatives,
including opening up of hostels for Northeast students in Delhi and other parts of the country, setting up counseling and coaching centers for the students from Northeast and establishing Northeast study cells in some of the reputed Universities in Delhi and other places. The ceasefire between the GPRN/NSCN and the Government of India has been extended for another year with effect from April 27, 2015. The recently floated NSCN (Reformation) also inked a separate ceasefire agreement with the Centre. When contacted, a senior Kilonser (minister) of the GPRN/NSCN, speaking to The Morung Express from Delhi, said the ceasefire extension for another year was signed between the GPRN/NSCN and Government of India representative on Monday afternoon. “The main focus in the ceasefire extension meeting revolved around review of ceasefire ground rules and the need to delete some clauses in the ground rules. The GPRN/NSCN also demanded a couple of additional designated camps,” the Kilonser said. When asked about details on “deletion” of certain clauses in the CFGR, the Kilonser said the GPRN/NSCN will let the public know of the same after they return to Nagaland on April 29. HIV home test kit goes on sale in UK LONDON, APRIL 27 (PTI): The first HIV selftesting kit that allows people to get a result in just 15 minutes at home has gone on sale in the UK. The BioSure HIV Self Test, which claims to have a 99.7 per cent accuracy rate, works in a similar way to a pregnancy test, measuring levels of antibodies in a person’s blood. The test detects antibodies on a small drop of blood, taken from the finger-tip using a lancet. These antibodies are often only detectable three months after the HIV infection is caught. Two purple lines appear if the result is positive. Further blood tests are recommended if both lines appear. However, if the test is negative experts say it does not mean people are definitely virus free. The three-month window period, between the moment someone catches the infection and the time it can take for antibodies to develop, means the kit is not reliable during this time, ‘BBC News’ reported.

NSCN (R) inks fresh ceasefire deal with Delhi Newly formed Naga political groupNSCN (Reformation) has officially signed a ceasefire agreement with the Government of India (GoI) at New Delhi. The ceasefire was signed for a period of one year and will cover only the State of Nagaland. Speaking from Delhi, NSCN (R) leader Wangtin Naga told The Morung Express that the application of ceasefire and ground rules will be on the same terms as it is with other Naga political groups who are in ceasefire. The GoI and NSCN (R) will jointly implement the ground rules and contentious issues would be discussed with the CeaseFire Monitoring Group (CFMG) chair-
man, he said. As NSCN (R)’s main designate camp, the GoI has approved Ponghong designate camp in Tizit, Mon district, Wangtin further informed. NEw DELhI, APRIL 27 (IANS): At least 38 Indian cities lie in highrisk seismic zones and nearly 60 percent of the subcontinental landmass is vulnerable to earthquakes. Barring rare exceptions, such as the Delhi Metro, India’s hastily-built cities are open to great damage from earthquakes. The earthquake that devastated Nepal on Saturday and jolted northern India, damaging buildings as far apart as Agra and Siliguri, was expected by geologists, who have warned of more Himalayan earthquakes caused by the growing pressures of the sub-continent grinding into the Asian mainland. Very few buildings in India meet the standards prescribed in “Indian Standards Criteria for Earthquake Resistant Design” - first published by the Bureau of Indian Standards in 1962, the latest revision being in 2005. These are not enforced, so almost no one knows such earthquake-resistant standards and guidelines for home-owners exist. But nothing has changed since 1993, when a relatively milder earthquake of magnitude 6.4 in Maharashtra’s Latur district killed nearly 10,000 people in what was considered a non-seismic zone. Most died because shoddily constructed houses collapsed at the first major shake, as they did in Gujarat eight years later. The government of India today lists 38 cities in moderate to highrisk seismic zones. “Typically, the majority of the constructions in these cities are not earthquake-resistant,” notes a 2006 report written by the United Nations for the ministry of home affairs. “Therefore in the event of an earthquake, one of these cities would become a major disaster.” The earth’s landmasses ride like gigantic rafts on “plates”, or sections of the earth’s outermost layer, the crust. These plates frequently slip and slide, causing earthquakes. We don’t feel the small ones. The big ones, literally, shake us up. The Himalayas and north India are on particularly shaky ground. Sometime in the geological past, before humans, India broke off from an ancient supercontinent called Gondwana, a name still used for what is now Chhattisgarh. The Indian plate skewed north, displaced an ancient sea, travelled more than 2,000 km - the fastest a plate has ever moved - and slammed into the Eurasian plate, creating the Himalayas. India still grinds northeast into Asia at roughly 5 cm every year. The last significant - but not geologically significant - quake in this area was the 2005 temblor in Pakistan-administered Kashmir, which sits directly atop the clashing Indian and Eurasian plates. Around 80,000 people died. About 60 percent of India is vulnerable to earthquakes caused by the great, northward grind of the Indian subcontinental landmass. The only serious earthquake that modern India remembers is the temblor that killed about 20,000 in Gujarat in 2001. The 2004 tsunami, which resulted from the third-most most severe quake ever recorded, 9.3 on the Richter scale, occurred when the Indian plate slid with greater violence than it normally does under the neighbouring Burma plate, upon which rest the Andaman and Nicobar Islands. History serves a warning that a big one may come at any time. Those lessons come from Bihar in 1934 and Assam in 1950. The 1950 Assam earthquake may have geologically set the stage for a really big one in the Himalayas, according to geologists. Now that 65 years have passed, it may be time for a big one.
Governor PB Acharya and Chief Minister TR Zeliang on Monday contributed 5 lakh each on behalf of the Government of Nagaland to the Prime Minister’s Relief Fund for assistance to those affected by the earthquake at Nepal. In a joint statement, the Governor and Chief Minister on behalf of the State government and the people of Nagaland expressed profound grief at the loss of precious lives on account of the devastating earthquake that shook Nepal and parts of lndia. “It is indeed a moment of deep sor-
row, which so many innocent people have died in the aftermath of the calamity,” the duo grieved. “We must remember that it is not earthquakes that kill but the damages caused during such events that are responsible for the dangers to human lives. Such acts of nature cannot be avoided and it is our responsibility to ensure that our buildings and other structures are constructed as per the safety norms.” Stating that too many people have died in the past due to hazardous and unsafe constructions, be it in Uttaranchal, Gujarat or Maharashtra, the duo stated that it is time that people act responsibly.
Also pointing out that it is a matter of great concern that Nagaland along with the rest of the North East region lie in the Seismic Zone V which is most vulnerable to earthquakes, it appealed the people of the region to take proper measures by constructing better quality and earthquake resistant buildings so that avoidable damage is prevented in the possible event of earthquakes striking the region. They further appealed to state governments of the North East region and the Centre to strengthen the State Disaster Management Authorities and the National Disaster Management Authority in order to be fully geared up to meet any eventuality.

parliamentary secretaries in a phase manner after nearly four months of political upheaval. Five other MLAs were inducted in the parliamentary rank. They include NLA deputy speaker Levi Rengma; BJP legislator Mhonlumo Kikon, and three Independents namely Amenba Yaden, YM Yollow Konyak and Toyang Changkong Chang. The oath of office and secrecy to Paiwang was administered by Governor PB Acharya while Chief Minster TR Ze-
liang administered oath to the five parliamentary secretaries at the swearing in ceremony which was held at Durbar Hall, Raj Bhavan. Briefing media persons after the ceremony, Zeliang termed the present DAN government as “opposition-less government” or “consensus government.” He said the second phase of the induction of ministers and parliamentary secretaries would be done by first week of May, the date for which would
be worked out with the Governor who reportedly left the State capital right after the swearing in ceremony. The portfolios for those inducted today are yet to be announced. Zeliang informed that Paiwang and other advisors/ chairman of government undertakings elevated to parliamentary secretaries will hold their previous position till first week of May while those without any portfolio will have to wait till the completion of the second phase where rest of the vacant post would be filled. On the overall, he said there will be no major change of portfolios of ministers and parliamentary secretaries. The new NLA deputy speaker will be elected during the budget session which is slated to be held in July, Zeliang added. Later in the evening, the chief minister along with Dr Shurhozelie Liezietsu is learnt to have sat down for a reconciliation meeting with Noke Wangnao and Kaito Aye.

Seven Assamese tourists feared dead in Nepal
confirmed that the state government had received such a report about the death of Assamese tourists. "We are also having the same information," he said over phone from Guwahati. Sonowal, who hails from Assam, said he was in constant touch with the Ministry of External Affairs and the Indian Embassy in Kathmandu to get further information about the reported death of the seven tourists and others from the state stranded there. DBTL weeds out 3 cr bogus LPG connections
New Delhi, April 27 (FiNANciAl express): The Direct Benefits Transfer for LPG scheme or DBTL (also known as PAHAL), billed as the world’s largest cash transfer programme, has weeded out over three crore bogus subsidised domestic cooking gas connections, saving billions of rupees for the exchequer, a senior official said. Out of 15 crore subsidised LPG connections, 12 crore beneficiaries have authenticated their connections under the DBTL by linking their bank accounts. Of these, about 8.5 crore have also linked their unique identification (Aadhaar) number to bank accounts. “The remaining three crore could be bogus connections as nothing was done by the beneficiaries to validate these,” DBT mission director DK Mittal told FE, declaring the direct benefit transfer for LPG subsidy “a complete success”. These three crore connections, he said, were assumed to have been cancelled. “The fact that the use of commercial cylinders has gone up in recent months is

Mittal said the government would start rolling out the direct benefit transfer scheme for food and kerosene in phases from next month. The government plans to give food subsidy in cash for urban beneficiaries, while the existing system of subsidised foodgrain would continue in rural areas with biometric validation. The DBT for fertiliser could start in the later part of the year, he said. When DBT is fully implemented for food, kerosene and fertiliser, Mittal said the government could save about Rs 70,000 crore in subsidy bill just by plugging leakages and reducing other costs. However, given that state governments need to come on board to implement the larger schemes such as Food Security Act, repeating the success of DBT for LPG subsidy won’t be easy, analysts believe.

The company will come out with 2 plans offering unlimited free local calls for Rs. 49 per month and unlimited free local and STD calls for Rs. 99 per month. The company has about 1.49 mn broadband customers at the end of December last year. “In an industry first, it will announce that its broadband customers can enjoy free voice calls to any network in the country 24x7,” the company said. State-run BSNL has also announced free voice calling from fixed line phones during night hours starting from May 1. “Customers can enjoy unlimited free local calls with the pack priced at Rs. 49 per month and unlimited free STD+local calls at Rs. 99 per month to any network, anywhere in the country to both landlines and mobile phones round the clock,” the company said. Airtel currently provides fixed-line telephone and broadband services for homes as well as offices in 87 cities across the country. According to the latest Trai data, BSNL, which dominates the landline space, was the biggest loser of fixed-line customers in February whereas Airtel emerged as the top gainer. BSNL had over 16.6 mn landlines at the end of February whereas Airtel had 3.39 mn.

Delivering a lecture in the memory of D.P. Kohli, the first director of the Central Bureau of Investigation (CBI) here, the minister said the year of 1991 marked a process where the country decided to unleash energies of its citizens. “I always believe that 1991 was defining moment for India; what started in 1991 could have started at least a decade before. The year marked a process where India decided to unleash energies of its citizens rather than restrict them,” Jaitley said during the lecture on ‘Economic challenges for an aspirational India’. “Probably, we would have been ahead of where we are today,” the minister said. Without naming the previous government at the Centre, Jaitley said credibility of “our decision-making” was costing us. He said the country’s growth rates had started slowing down, inflation had started picking up and the indecisiveness had been costing us. However, he said that 2014 brought significant change for the country. “(The) 2014 brought significant changes. After 30 years we had a clear mandate and government with virtually a single party majority was voted into power,” Jaitley said, adding that now the decision on important matters could be taken without delay.

The e-bid RLNG will be allocated strictly for the purposes of generation of power by the eligible gas based plants of the successful bidders in accordance with the government decision of March 27. Power companies seeking lowest support from PSDF, after considering an electricity tariff of Rs 5.50 per unit, will get the first right over LNG, whose delivered price too will be slightly reduced by asking importer and transporter to take a hair cut in marketing and operational cost.
Power has issued a draft tender document for selection of successful bidder for providing support from the Power System Development Fund (PSDF) to eligible gas based plants. The draft tender document was issued on April 24 based on the Centre’s decision taken in this regard on March 27. The tender document clearly mentions that the stranded gas based plants which were categorised in the Centre’s Office Memorandum will only be eligible for support. Those plants who received no supply of domestic gas during the period of April, 2014 to January, 2015 will be entitled for the support. Out of the present gas based power generation capacity of 27,123 MW, the total capacity of stranded gas based plants is 14,305 MW and the total capacity of plants receiving limited domestic gas is 9,845 MW. The list of eligible plants include Ratnagiri Gas & Power Pvt ltd or RGPPL (1967 MW), Samalkot (2,400 MW), Pragati (750 MW), Pipavah (702 MW), DGEN (1,200 MW), GMR Vemagiri expansion (768 MW), Kondapali expansion station III. With most of the independent power producers (IPP) gas plants being shut currently, any incremental operating cash surplus will contribute towards debt servicing. Those who travel light no longer have to wonder why they must pay for luggage that they do not carry, instead they get a discount for travelling with hand baggage only,” the airline’s chief operating officer Sanjiv Kapoor said in a statement. Passengers who want to carry more than hand baggage at these fares, check-in baggage upto 15 kg will be charged at a flat rate of Rs 750 payable at the airport during check-in, the airline said. Personal attack on president by NPcc unfortunate, says bJP
Dimapur, april 27 (mExN): The BJP, Nagaland unit has called the “personal attack” on BJP president by Nagaland Pradesh Congress Committee (NPCC) as “very unfortunate.” Reacting to the NPCC statement which appeared on April 27, the BJP in a release issued by its spokesperson said the attack displayed the level of Congress' frustration. “Character assassination whether by opposing political party or individual should be restrained,” it added. The problem of Congress, the BJP pointed out, is “they think it is the only political party which can do the right thing or which can do no wrong, for the nation.” “Just because we are BJP members, it doesn't change our up-bringing.
Whether in beef eating or practicing our own faith, we are enjoying perfect freedom in both.” Stating that Nagaland state has both constitutional safeguard and the power to reject what is not good for our culture and faith, the BJP said the onus is with all Nagas and not just with one political party. “Therefore, Congress should not indulge in cheap propaganda for political mileage.” BJP Nagaland further condemned the “careless utterance” of the NPCC that “the recognition of the uniqueness of Naga history by A.B. Vajpayee government was just to humor some main stakeholders.” The recognition, it maintained, was for entire Nagas and not as they misinterpret. Such "irresponsible
statement" could have longterm irreparable ramification on Nagas, it said. On the status of three BJP MLAs, the spokesperson said the induction of one as Parliamentary Secretary should convince the Congress. “BJP Nagaland may correct Congress that it is NPF-led DAN government and not just NPF-led government. If the Congress joins the government believing that it is NPF-led government, it will not change the scenario. Congress will still lose its identity.” It further noted that since 2003 election, NPF and BJP have been natural allies, while adding had NPF considered BJP as communal, the relationship could not have lasted till today. If NPF has lost that mutual trust, the in-
duction of one Cabinet Minister and one Parliamentary Secretary on April 27, 2015 could not have taken place, it said. The release also mentioned that to avert constitutional crisis as claimed by Congress, its role as opposition party was to face it head-long and not shy away. It maintained that Congress has created a peculiar constitutional crisis by voting for the ruling party which till that time, they had attacked on all fronts. “The issue was not that of number equation but denying principle and ideology. It was squarely for power. When all 51 alliance legislators had voted for the motion, Congress could not claim the credit of saving the government. They betrayed their electorates. What Congress did was not
good for democracy.” Meanwhile, the BJP asserted that the issue of Congress joining the DAN government is certainly the business of all DAN allies and more so with BJP, the pre-poll ally. As BJP is firmly in the government, if Congress still wants to come, it will be decided by the NDA, it was stated. “DAN being the ally of NDA, the future relationship at the national level will also be decided by the NDA.” BJP Nagaland cautioned that Congress' attempt to disturb the harmonious spirit of DAN alliance will only destabilize the government and harm the State on development front. “It is in the best interest of DAN, the people of Nagaland and democracy that Congress remains an opposition party.”

Kohima, april 27 (mExN): Kohima police manning Phesama check gate recovered 34 packets (each weighing 13 kg approx) of ganja concealed in baskets from a Guwahati bound passenger bus bearing registration number MN-04-4769 on April 27 around 4:30 pm. The bus was coming from Imphal. In this connection, three persons, namely Milan Singh, Rashis Khan, and Sana Sapam were taken into police custody for possession and transportation
of the contraband ganja. During preliminary investigation, it was ascertained that the consignment was procured from Arunachal Pradesh and was on its way to be delivered to a client in Imphal, the press release stated. ZuNhEboto, april 27 (mExN): Observing that many officers in the district are not sincere in their duties, the Zunheboto District Village Development Board Association (ZDVDBA) has requested all the head of departments and officers to be regular at their respective place of posting. evelopment versus our environment, could this be 'the' battle of the century which the whole world has been taking for granted or has been misinterpreting or overshadowing? Or, how do we even rate the development of a country when we also take its environment into due consideration. Felling tens of thousands of trees to widen our roads, all to join the global race for urbanization seems to be the order of the day, but is this justified? For all the wrong reasons, we could be in for a bigger surprise one ‘very hot’ day when we finally realize what we did was a mighty big mistake of catastrophic proportions, an irreversible damage to our environment, our ecosystem and our very means of existence! When we look at the global scenario, the two biggest polluters, USA and China have just about realized this, with their mammoth industrialization and gigantic 16-laned concrete highways running across
the length and breadth of the country. And they produce about a third of the total annual emissions of carbon dioxide, the principal greenhouse gas. (China is the largest producer of emissions in the world, according to the latest ranking from risk management consultancy Maplecroft. China emits about 6,018 million tons of greenhouse gases per year. REUTERS/ Jason Lee). Sad to say, but many other countries are in the fray to join this elite 'super developed' bandwagon. And they too have realized that they've become unstoppable, much to their discomfort! We talk about how developed a city like Singapore is, looking at its massive industrialization and modern infrastructures. But if we look at it from the environmentalists’ point of view, there is actually very little to appreciate owing to the city's giant Carbon footprint! Coming back to a small State like Nagaland, which clings on every 'untested'
opportunity that comes our way that promises better economy, we could be missing the bigger picture here. It may not need an expert to tell us that we may be heading to a future with no sustainable resource. This could even call for cross checking and reversing all our development policies, in line with some smarter countries (definitely not USA or China).
We need to start dreaming of an 'environmentally' developed State and working towards it, not otherwise. In my humble school of thought, a 16-laned highway of concrete cement and bitumen do not necessarily define development in its true sense. It only promises more pollution and traffic and industrialization of course which will soon strip our land of its fer-
tility and most importantly, Oxygen! True, the environment can help us survive if we only learn the ropes of sustainable development. And more emphasis needs to be exerted into this perspective. (Be an example and we automatically become global players, there could be so much the world can learn from us instead). Besides these, Eco-tourism is the next BIG thing, and that’s where we already have so much to offer. Someone has rightly pointed out that development and environment preservation should go hand in hand. That’s exactly it! We may need to get environmentalists and green innovators on board for all major developmental projects in the State. Green innovators can even include students in schools and colleges. There is apprehension that in the present context, cutting down thousands of trees along our highways and simply widening the roads can cause unmanageable landslides
and major land displacement (as the trees, which serve as anti-erosion and catchment agents, which have drastically reduced in number over the years). In some places where roadwidening exercise was executed recently, the entire face of some hills has disappeared altogether, causing huge irreparable damage to the environment. I say irreparable because the environment takes centuries to adapt, and in some cases the condition becomes irreversible. In simple terms, we need to think twice before we cut down a tree. In all wisdom and fairness, I think trees need to be taken into due consideration for all developmental activities, because they may be the very answer to our future. With World Environment Day approaching, hopefully we will all be able to spare a day each for our environment and plant a tree! E
very popular movement has at various points of time been faced with the difficult question of asking: who will carry on from the present leadership? The over-dependence on existing leaders and the relatively obscure faces of the next generation of leaders has often created unnecessary doubts and uncertainty around questions of leaders and leadership. History has quite clearly shown that peoples’ movements have the tendency to evolve and revolve around individuals, and though the movement represents the aspiration of the collective, it is often the charisma and personality of individuals that enable a movement to grow, and eventually succeed. For instance, the Indian movement for independence from colonial powers was to a large extent embodied and reflected through the public personality of Mahatma Gandhi. It was Gandhi’s charismatic and practical leadership that mobilized the Quit India movement and gave the Indian independence struggle a dynamic and non-violent demeanor. In essence, Gandhi represented the alternative to colonialism. The same can be said for the African National Congress. It was the personality, stature, experience and leadership of Nelson Mandela that became the global image of the African struggle against apartheid. Similarly, Aung San Suu Kyi is perceived to represent the embodiment of the Burmese struggle for democracy. The public perception of a leader therefore has in many ways shaped the destiny of a movement. In all these experiences, while the popular movement is undoubtedly larger than the individual; a people’s future becomes intimately connected to that of the leader. This grows even more acute in situations where one individual has occupied the position of leadership for an extended period of time. It is therefore not surprising that the present day Tibetan aspiration for freedom has become so intimately tied to that of the Dalai Lama. Consequently there is genuine concern of what would happen to the Tibetan movement after the Dalai Lama. With the passing away of present leadership, many movements have found themselves leaderless; thus virtually forcing the movement to start all over again, or sometimes even causing splinters. This raises the fundamental question: do popular movements invest enough to build a second tier of leaders, who one day will assume the top leadership? Unfortunately, not sufficiently! This perhaps has been the weakest aspect of most movements. The nurturing and strengthening of second tier leadership is a fundamental necessity in any popular movement. It is a question that the Nagas too cannot avoid, and one that they need to ask themselves with a sense of urgency.

Knowing Political Skills for Effective Government What does God say? Read Ecclesiastes 9:13--10:17 Political power and military might have their merits, but they have serious limitations too (9:13-14), because a person with wisdom can overcome them (9:15-18). The worst fate that can befall a nation is that it has ignoble or self-indulgent rulers (10:1-7, 16). Such fools are not even capable of giving correct directions to the nearest town, let alone be trusted in matters of the nation (10:14-15). Even legitimate activities can be dangerous (10:8-9), so thorough planning must precede any undertaking, especially in dealing with the intrigues of political life (10:10a, 11). This implies that political skills are required for effective government (10:10b, 12, 17). The American Experiment Woodrow Wilson, the 28th U.S. President (1913-21) was the son of a Presbyterian minister. His father instilled in Wilson, as a small boy, a belief that he had a mission in life to make the world a better place. So, Wilson grew up convinced that God had a special plan for him. After the won the presidential election, he said that it was God, not the Democratic Party, who had placed him in the White House. Some of Wilson’s accomplishments as a President were creating a strong federal system of government, setting up bank and credit system, making loans easier to get for average Americans, banning child labor and giving women the right to vote. In the following are a few of his famous statements on government: The nation’s honor is dearer than the nation’s comfort; yes, than the nation’s life itself. The state exists for the sake of society, not society for the sake of the state. The success of a party means little except when the Nation is using that party for a larger and definite purpose. I would rather lose in a cause that will someday win, than win in a cause that will someday lose! I believe in democracy because it releases the energies of every human being. The sum of the whole matter is this: that our civilization cannot survive materially unless it is redeemed spiritually. Okay, so now what? One cool judgment is worth more than a thousand hasty counsels. The thing to be supplied is light, not heat --W.W. Always historicize!
The proper way for radicals to conceive of their activism is in terms of the speeding up of current historical trends, not their interruption or reversal

he Left has always been prone to self-flagellation: what’s wrong with us? Why can’t we get our act together? Why can’t we convince the masses to join us? Such self-criticisms are understandable and, to some extent, justified. The history of the Left and the labour movement in the United States is nauseatingly full of the leadership's cowardice, opportunism, bureaucratism, and cooptation by the corporatist state. There is much to criticize. But many activists seem genuinely puzzled by the Left's relative impotence. Jeffrey St. Clair, editor of CounterPunch, laments that as one surveys the Left in America, "one looks in vain across this vast landscape of despair for even the dimmest flickers of real rebellion and popular mutiny, as if surveying a nation of somnambulists. We remain strangely impassive in the face of our own extinction." All of this demands subtle and strategic answers. Clearly many past strategies and tactics have failed, and new ones are necessary. It's likely, for instance, that more confrontational, though nonviolent, tactics are called for, since they often seem to work better than top-down, bureaucratic, concessionary approaches. More fundamentally, it has never been a mystery as to why the Left is not in great shape: it lacks financial and material resources. The organized Left has always been pitifully undercapitalized. This is completely predictable on the basis of materialist common sense, for, class power and wealth being distributed as they are in a capitalist society, it would be astonishing if the Left had substantial success more than a fraction of the time. One needs resources to get things done. That is the ‘historical logic’ behind the Left's perennial underdog status. Marxists, in particular, should have understood from the beginning, on the strength of their own ideas, that success in their ultimate revolutionary ends was historically unlikely. For ‘the working class’ to rise up as one, on an international scale, when the dominant classes had exponentially greater power to divide and mislead workers according to nation, race, ethnicity, sex, religion, occupation, and skilllevel, was always a utopian hope at best. Marx was right, therefore, that there is a logic, virtually a teleo-logic, to the development of particular societies. And this logic is essentially determined by economic dynamics, because institutions at the top of the class structure, which have the greatest access to resources, will obviously have the greatest power over the directions in which history proceeds. This ‘economic determinist’ core of Marxism ought to be seen as a mere truism, not a controversial theory requiring endless academic debate. But intellectuals need something to do, so maybe we shouldn't begrudge them their production of mountains of verbiage. Given this ‘logic’ of history, what have we to look forward to and what lessons can we learn from the past? One lesson, I think, pertains to how activists should conceptualize their activism. There is a tendency, common among every group from centrist liberals through to Leninists and anarchists, to interpret activism in very un-Marxian and unsophisticated ‘voluntaristic’ terms. Supposedly radical social change is a matter mainly of will and competence, of forming strong political coalitions and pushing back against reactionary institutions so as, hopefully, to reverse systemic trends. But this hope is historically naive. Systemic tendencies cannot be stopped or reversed (though they can be mitigated), because the resources of the democratic resistance are not re-

rom 1998 through 2002, my country, the Democratic Republic of Congo, endured a devastating civil war. The cease-fire that was supposed to end the fighting was purely nominal. Violence persisted, particularly in the east, and remains a constant feature of life here. With over five million dead, the conflict has become the most lethal struggle since World War II. Since the cease-fire, rebel groups operating in Congo have treated women’s bodies as a battlefield, using sexual violence as a weapon. The Panzi Hospital in Bukavu, which I founded in 1999, has provided care to an estimated 40,000 rape victims; more arrive every day. My patients have been scarred physically and psychologically. As a surgeon, I do what I can to heal their bodies and minds. The dimensions of this conflict are international. Some of Congo’s rebel groups, many of which originated in or have close links with neighboring countries, rely on the global sale of our nation’s minerals, including gold, tantalum, tin and tungsten. Since at least 2001, the trade in these and other so-called conflict minerals, used to power the world’s electronic devices, has played a massive role in sustaining these criminal networks. Between 2013 and 2014, the International Peace Information Service investigated over a thousand artisanal mines in eastern Congo; in 54 percent of these, they reported the involvement of at least one armed group. Cleaning up the industry, on which tens of thousands of legitimate miners in Congo depend, is vital if there is any hope of restoring peace. Governments have taken some initial steps to achieve this goal. But a report released Wednesday by Global Witness and Amnesty International makes clear that much remains to be done to ensure that businesses don’t profit from
motely comparable to those of the oligarchs. For example, it is hopelessly benighted to think that an international revival of the centralized welfare state (even in an 'updated' form) and of twentieth-century social democracy is possible. Those social formations were appropriate to a time of industrial unionism and limited international mobility of capital, very different from the present. They have been dying for 40 years (starting in the US and UK), and no such magical incantation as “We propose a new anti-austerity coalition” can call them back to life. Coalitions of that sort are desperately needed, and their targets should be at every level of government, but their outcome will not be a new and improved manifestation of twentiethcentury social democracy. The proper way for radicals to conceive of their activism, on a broad scale, is in terms of the speeding up of current historical trends, not their interruption or reversal. This is one of the many useful lessons of Marxism. Radicals can mitigate destructive trends and hasten constructive ones, but that's the extent of the systemic ‘agency’ they can exhibit. Accordingly, they can have a lucid and correct interpretation of their activism only by understanding the historical context of their society, and the significance of its dominant tendencies. The question, then, is this: what are the main historical tendencies we are witnessing now, and how can they be finessed for the benefit of the global population? The answer is clear. We are in the early stages of the very protracted collapse of corporate capitalism and the nation-state system itself. We know that ‘climate change’ is going to constitute a global cataclysm; we know that, under the impact of neoliberal policies, the world's social fabric is being torn apart; and even the business press recognizes that economic trends of underconsumption and overproduction portend catastrophe. Ironically enough – but ‘dialectically’ predictable – neoliberalism is, therefore, going to precipitate the demise of the very system whose consummation it is, namely the capitalist nation-state system of privatization, marketization, rapacious environmental exploitation, endless economic growth and savage imperialism. All of this is becoming unsustainable,
and a titanic global backlash is inevitable. What radicals are doing now, in short, and should be doing, is to contribute to the undermining – the self-undermining – of corporate capitalism and the construction of an alternative. These are the historically most significant tendencies of the present. But they will not play out in the short run. As the failure of old Marxist and anarchist revolutionary dreams from the 1870s to the 1940s showed, history prefers to progress slowly, not by means of sudden, willed insurrections that overthrow the old order and sweepingly usher in a new one. We are in for a century or two of gradual change, partly ‘interstitial’, as a new society is slowly built up within the decaying shell of the old. Glimmers of the possible new world are already appearing, some of them in the work of Gar Alperovitz and the journalism of Yes! Magazine. If allied with social and political movements, the solidarity economy in some form may represent the future. And it is humanity's best hope. The long-term alternative is something like a Hobbesian state of nature. Amidst the horrific tragedies, one may take comfort in the knowledge that at least it is not permanent. In fact, myopic anti-social politics is undermining the ruling class and its economy, by destroying the conditions for its long-term survival. It may destroy most life on earth in the process, or it may not; but the Left should recognize, in any case, that the coming crises in every country of the world will not mean the extinguishing of hope. Nor will they signify the death, or even the shameful defeat, of the Left. For the phenomenon of leftists' continual setbacks is largely a necessary result of the distribution of class power in our economic system. More importantly, though, what happened in the Americas in the 1930s will happen globally this time: social semi-collapse will impel the downtrodden and the cast-off to fight together for their very survival, and to invent new forms of social and economic organization, and to build a new Left, a less centralized and bureaucratic one than in the heyday of the centralized and bureaucratic nation-state. These facts follow straight from the logic of contemporary history, a ‘dialectical’ logic worth studying and excavating.
Tracing the Source of ‘Conflict Minerals’ Denis Mukwege NYT mineral sales that fund violence. The United States took a positive step in 2010, introducing legislation to compel listed companies that use tantalum, tin, gold or tungsten in their production or products to investigate their supply chains. The regulations, which were adopted in 2012, require these companies to submit annual findings to the Securities and Exchange Commission, starting in 2014, and publish their reports online. Some corporations have made commendable efforts, sending teams to visit the mines and smelters where their minerals are extracted and processed, and acting on the results. Since 2010, Apple has endeavored to map its supply chain and has reported an increase in the number of conflict-free smelters it uses. Electronics companies like Intel and Hewlett Packard, facing growing consumer pressure, have also taken steps to identify the sources of their minerals. Last year, Intel announced that all of its microprocessors would be produced using conflict-free minerals. But others have done the opposite, hiding behind industry groups like the National Association of Manufacturers and the United States Chamber of Commerce to challenge the law in court.
Last year, over a thousand companies filed their first minerals reports with the S.E.C. Now Global Witness and Amnesty International have published an analysis of about 100 of these documents, submitted by many of America’s biggest corporations. The results are sobering. Of their sample, 85 percent had not contacted or attempted to contact the smelters or refiners that processed their minerals. Fortyone percent could not show that they had a policy to identify risks in their supply chain. Only 16 percent could indicate what countr y their minerals came from. The results reveal that most companies are unaware of whether or not their products contain minerals that have been sold to fund violence. This is unacceptable. When the next round of reports is filed this year, investors and consumers should be able to see verifiable improvement. Businesses that don’t comply with this legislation must receive adequate punishment. The S.E.C. has the authority to sanction companies that fail to file minerals reports, or file false or misleading documents. In practice, however, S.E.C. action would likely require pressure from investors; this is a step each one of us can take. An

executive order passed in July could also be invoked to penalize individuals or companies that support Congo’s armed groups “through the illicit trade in natural resources.” Encouragingly, more governments seem to appreciate the need to hold businesses to account. In October, a government-affiliated mining industry group in China introduced guidelines for its companies operating overseas, including measures to promote due diligence throughout the supply chain. The European Union is also developing regulations. Recently proposed legislation would require European Union smelters and refiners to ensure the responsible importing of tantalum, tin, gold and tungsten. Unfortunately, transparency would remain voluntary throughout the rest of the supply chain. When the European Parliament votes on the proposal next month, a commitment to responsible sourcing must be made mandatory for all businesses that could potentially bring conflict minerals into Europe. If not, the legislation now under discussion risks undermining global attempts to clean up the trade. A conflict-free minerals industry would greatly benefit the people of Congo and contribute to ending the unspeakable violence they have endured for years. The legislative tools to help make this a reality are available to international policy makers, but they must be enacted and enforced. Companies must conduct honest, rigorous investigations of their supply chains, publicly report their findings, and act on the results to ensure that their money — and ours — no longer ends up in the hands of violent rebels. Okinawa survivor wrestles with WWII legacy Eric talmadge

n Norman Baker's mind, the Japanese were fanatical, brutal animals with no respect for life. To Yoshiko Shimabukuro, Americans were long-nosed demons who rained hellfire from the skies before raping and pillaging anything with the worse-than-death fate of crossing their path. Both the 18-year-old U.S. Marine and the 17-year-old Okinawan schoolgirl had known the enemy only from the virulent propaganda they had been fed. When they finally met their foes in the closing months of World War II, in separate, back-to-back battles hundreds of miles apart, it was on the most terrifying terms. And in the 70 years since, it has been difficult to reconcile the hatred of the past with the peace of the present. Here are their stories, as told to The Associated Press on Iwo Jima and the island of Okinawa. EARLY ENCOUNTERS BAKER arrived with the 4th Marine Division on Iwo Jima in the dead of night on Feb. 25, 1945, and was assigned to a security detachment protecting units clearing two airfields. He was the first off his unit's landing craft. "When the clam doors opened, I had no concept of war. I became a man in a matter of seconds. The beach was by this time a chaos of men and equipment under Japanese mortar and artillery fire. It was a sobering and aging experience. I quickly moved into a shell hole." One morning, as he walked past a pillbox fortification, he looked inside and saw a Japanese soldier huddled in a corner. The soldier moved. Without hesitation, Baker fired. "He was so close when I shot him the blood splattered on me." "We were indoctrinated throughout that the Japanese were a people to be hated. ... I was a good soldier. I developed a brutal mentality. I didn't avoid contact." SHIMABUKURO was assigned in March 1945 to the Himeyuri Student Corps, mobilized by Japanese soldiers who were fortifying Okinawa and mobilizing Okinawan civilians for the fight ahead. More than half the 240 women and girls who went with her never came home. Working out of various caves, Shimabukuro watched amputations without anesthesia, treated horribly infected wounds, listened to the cries of soldiers and sat helplessly as they died. They had little water and even less food. When a shell hit right outside a cave opening, killing all who were near, she knew the end was at hand. Her unit was dissolved on June 18. She was ordered to leave the cave. "We didn't want to leave. We didn't want to have to be scattered out there and die alone," she said. "I asked for some kind of explosive, or cyanide, so that I could kill myself if the Americans came. I was told they didn't have anything like that for us. They told us that if we were captured we should bite off our own tongues and bleed to death. "We called them the American beasts. We were taught that if they captured us, they wouldn't just kill us. They would strip us naked, rape us. So we weren't as afraid to die as we were afraid of being captured alive."

Japanese soldier moving below. The soldier faced Baker and raised his left arm above his head. Baker aimed his machine gun and motioned for the man to raise his other arm. They were just a few feet apart. "I threw off the safety on the Thompson and prepared to kill him. His eyes pleaded for his life as he turned enough to show me that he had been shot in the back in the area of his right shoulder blade." The Marine behind Baker yelled at him to quickly kill the soldier. Baker said no. He was taking the man prisoner. After making the soldier strip to his underwear to be sure he was unarmed, Baker gave him a cigarette and some water. Then he was taken away. "I have always wished that I could have found out what he did with his life." SHIMABUKURO stepped on an explosive two days after leaving the cave, badly wounding her right arm and leg. Some villagers helped carry her and a wounded friend to a relatively safe place. As they hid behind some crags, maggots ate away at their wounds. She was fading in and out of consciousness when she heard the footsteps. "There were five American soldiers standing over us with their guns. They probably thought we had grenades. When they tried to pat down my friend's chest, she resisted. They checked my pockets too. We didn't have anything. I was so weak I couldn't bite off my tongue. I begged to them, 'Kill me, kill me.'" The soldiers — probably actually Marines or Navy corpsmen — opened two bottles of a fluid Shimabukuro didn't immediately recognize. In her haze of terror, she assumed it was gasoline and that they were about to set her on fire. "But then they started treating us," she said. "What they were pouring on my wounds was to kill the maggots growing in my arm. They poured it out like it was water. The Japanese would have used the same amount to treat 50 men. weeks. She refused to eat their food, or tell them anything about her unit. "Being captured was the greatest shame. I thought they were just trying to deceive us by being kind, and that they would eventually kill us in some terrible way. The kinder they were the more I distrusted them." FEELINGS TODAY BAKER, after returning home from Japan, pursued an education — interrupted for a year by more combat in the Korean War. He became an aerospace engineer and was active in the space program before switching to journalism and publishing. The 88-year-old has lived in Delaplane, Virginia, for the past 55 years. Last month, he returned to Iwo Jima for the second and probably final time to attend a "Reunion of Honor." "The hate and bitterness I felt for the Japanese, which was universal during World War II, was left on Iwo Jima," Baker said after the visit. "That was then, this is now." But he added: "I can never forget their cruelty and inhumanity, not only to us the enemy, but also among themselves. There is still a cultural divide that I guess we cannot expect to narrow." SHIMABUKURO went on to become a teacher. In 1984, she and other survivors of the Himeyuri unit built a museum near the last cave where she served. A few weeks ago, they gave their last formal lectures. The 87-year-old says they just don't have the strength anymore. Like Baker, she no longer harbors the kind of blind hatred that once consumed her. But her distrust remains, largely because of the continued U.S. military presence in Okinawa, home to several U.S. bases. "They say they are here to protect Okinawa, to protect Japan. But we should instead be working together to create a world in which they aren't needed. "I don't hate them," she added, her voice fading as she carefully thought of what to say next. "I do still believe the Americans are a kind people."

OST of us find it mind-boggling that some people seem willing to ignore the facts — on climate change, on vaccines, on health care — if the facts conflict with their sense of what someone like them believes. “But those are the facts,” you want to say. “It seems weird to deny them.” And yet a broad group of scholars is beginning to demonstrate that religious belief and factual belief are indeed different kinds of mental creatures. People process evidence differently when they think with a factual mind-set rather than with a religious mind-set. Even what they count as evidence is different. And they are motivated differently, based on what they conclude. On what grounds do scholars make such claims?
First of all, they have noticed that the very language people use changes when they talk about religious beings, and the changes mean that they think about their realness differently. You do not say, “I believe that my dog is alive.” The fact is so obvious it is not worth stating. You simply talk in ways that presume the dog’s aliveness — you say she’s adorable or hungry or in need of a walk. But to say, “I believe that Jesus Christ is alive” signals that you know that other people might not think so. It also asserts reverence and piety. We seem to regard religious beliefs and factual beliefs with what the philosopher Neil Van Leeuwen calls different “cognitive attitudes.” Second, these scholars have remarked that when people consider the truth of a religious belief, what the belief does for their lives matters more than, well, the facts. We evaluate factual beliefs often with perceptual evidence. If I believe that
the dog is in the study but I find her in the kitchen, I change my belief. We evaluate religious beliefs more with our sense of destiny, purpose and the way we think the world should be. One study found that over 70 percent of people who left a religious cult did so because of a conflict of values. They did not complain that the leader’s views were mistaken. They believed that he was a bad person. Third, these scholars have found that religious and factual beliefs play different roles in interpreting the same events. Religious beliefs explain why, rather than how. People who understand readily that diseases are caused by natural processes might still attribute sickness at a particular time to demons, or healing to an act of God. The psychologist Cristine H. Legare and her colleagues recently demonstrated that people use both natural and supernatural explanations in this interdependent way across many cultures. They tell a story, as recounted by Tracy Kidder’s book on the anthropologist and physician Paul Farmer, about a woman who had taken her tuberculosis medication and been cured — and who then told Dr. Farmer that she was going to get back at the person who had used sorcery to make her ill. “But if you believe that,” he cried, “why did you take your medicines?” In response to the great doctor she replied, in essence, “Honey, are you incapable of complexity?” Moreover, people’s reliance on supernatural explanations increases as they age. It may be tempting to think that children are more likely than adults to reach out to magic to explain something, and that they increasingly put that mind-set to the side as they grow up, but the reverse is true. It’s the young kids who seem skeptical when researchers ask them about gods and ancestors, and the adults who seem clear and firm. It seems that supernatural ideas do things for adults they do not yet do for children. Finally, scholars have determined that people don’t use rational, instrumental reasoning when they deal with religious beliefs. The anthropologist Scott Atran and his colleagues have shown that sacred values are immune to the normal cost-benefit trade-offs that govern other
dimensions of our lives. Sacred values are insensitive to quantity (one cartoon can be a profound insult). They don’t respond to material incentives (if you offer people money to give up something that represents their sacred value, and they often become more intractable in their refusal). Sacred values may even have different neural signatures in the brain. The danger point seems to be when people feel themselves to be completely fused with a group defined by its sacred value. When Mr. Atran and his colleagues surveyed young men in two Moroccan neighborhoods associated with militant jihad (one of them home to five men who helped plot the 2004 Madrid train bombings, and then blew themselves up), they found that those who described themselves as closest to their friends and who upheld Shariah law were also more likely to say that they would suffer grievous harm to defend Shariah law. These people become what Mr. Atran calls “devoted actors” who are unconditionally committed to their sacred value, and they are willing to die for it. One of the interesting things about sacred values, however, is that they are both general (“I am a true Christian”) and particular (“I believe that abortion is murder”). It is possible that this is the key to effective negotiation, because the ambiguity allows the sacred value to be reframed without losing its essential truth. Mr. Atran and his colleague Jeremy Ginges argued in a 2012 essay in Science that Jerusalem could be reimagined not as a place but as a portal to heaven. If it were, they suggested, just getting access to the portal, rather than owning it, might suffice. Or then again, it might not. The recent elections in Israel are a daunting reminder of how tough the challenge is. Still, these new ideas about religious belief should shape the way people negotiate about ownership of the land, just as they should shape the way we think about climate change deniers and vaccine avoiders. People aren’t dumb in not recognizing the facts. They are using a reasoning process that responds to moral arguments more than scientific ones, and we should understand that when we engage. any Naga scholars, researchers and intellectuals have been discussing about the need to change the existing work culture of the Nagas. Although, few Nagas have favorable perception towards the Nagas’ work culture, yet there are many who are feeling comfortable and convenient with the conventional work culture, and never intend to change it. The writer has taken interest to review the perception of Nagas towards the existing work culture. In retrospect, the “Survival Mokokchung campaign”, which has made good efforts to encourage the indigenous businessmen in Mokokchung, has set a good example that other districts of Nagaland should emulate. As we ponder on this issue, we are reminded to revisit our thoughts on some matters, Viz., has our dignity of labor lost? If the outsiders can survive in our land then why can’t the Nagas do the same in our own land? If the outsiders can be available in almost all the work class then why can’t we Nagas undertake such works in our own land? Why should we always undermine our own people employed in low class works, instead of giving helping hand and encouraging them? Our ignorance would give a reflection that our society is losing its long established core values. As the outsiders have already found treasures in our own land, we are still blinded by the valuable government jobs. Although, there are few Nagas who are called into the business profession, yet, their growth is hindered as the maximum share of business is in the hand of the outsiders, while the indigenous Nagas could manage to bite a little on the big share. Undeniably, there are reasons behind our inability to surpass the outsiders. As shared by an acquaintance, if our fellow Naga is able to go up a step higher, there are many who intend to find possible ways to pull him down, thinking that it is a downfall of an individual but in reality it is a fall of every Naga. Another instance is undermining the ability of others. There are many of us who do nothing different from others, but always ready to utter negative criticisms when somebody among us do something unique and different. There are only few who could foresee the pitiful future of our State and started planting good and fruitful seeds. But there are many among us who are blinded by our selfishness and arrogance and never intend to imagine what future the Nagas will have, this is the first step toward a failure. For instance, the list of work class (which many of us consider as low class work), viz. manual works, barber, cobbler, tailor, vendor, etc. indicates that these are normally carried out by outsiders, where the local population has little or no participation. Perhaps, our people do not want to undertake works or jobs that are considered least important, which they perceive will affect their status. We should be reminded that to achieve something big is not by establishing big enterprises, but by meticulously executing whatever small things we have in our hands. The outsiders are comfortably earning huge revenue from various businesses in our land and have started to expand their business in our land as well as in other places including their native place. This is an obvious reflection that the revenue generated from our State is shown only in the statistical record, but the fact is, the real revenue is transferred to other States or countries. Even after celebrating 50 years of Statehood, we are yet to awake from our slumber. There are many abled Naga educated unemployed who are lost on the way of pursuing their big dream jobs, and are unable to regain consciousness and realize that there are various alternatives to generate and regenerate income for their survival as well as to contribute to the State economy. Perhaps, this class of local population, at some point of time, have thought about starting up small business (both in the organized as well unorganized sectors), or to work in any private sector, but their confidence has been shaken because of the wrong perception the general Nagas have on such career choice. Undeniably, Nagas do not accept those who are doing business or working in private sector as employed, rather we truly acknowledge and consider Nagas working in the Government/ Public sector as employed. Until, we change our mindset, it will remain as a challenge on the Nagas to capture both the organized sector and the unorganized sector, the strong builder of our economy. For these reasons, the “Impact 5000 by 2018” programme has been initiated by the thoughtful State government to encourage and assist local entrepreneurs in various possible ways. The presence of outsiders has an influence on our culture and tradition both favorably and unfavorably. In the past, our ancestors were proclaimed as honest, diligent, trustworthy, independent, etc., but, generally speaking the present Naga has been reversed. The intelligent and energetic Nagas have become indolent and inactive, easy going and begin to indulge in all sort of evil practices. The period of transition accompanied by huge entry of outsiders has affected our core values, including our work culture. But, we still have hope to rebuilt what is broken, regain what is lost, establish a positive perception towards a healthy work culture, and encourage and assist one another to achieve the desired goals. Let us unite among ourselves and build a better and progressive Naga society!

'5,400 Indians evacuated from quake-hit Nepal'
New Delhi, April 27 (iANS): A total of 5,400 Indians have been evacuated from quake-hit Nepal, officials said on Monday. "These many people have been evacuated from Nepal till now," Foreign Secretary S. Jaishankar told a press conference here. Of these, 2,100 people were brought in by Indian Air Force planes and the rest by civilian aircraft and vehicles, he said. The foreign secretary said the Indian government was in constant touch with the Nepal government and was coordinating with authorities there to save the trapped and affected people. Talking about how Indian aircrafts were facing problems in landing and taking off from the Kathmandu airport, the official said that due to help pouring in from across the world there is a chaotic situation at the airport. "We at times have lots of planes to take off for Kathmandu but we have to hold back and release them according to the situation there," he said. "We don't have the exact numbers of the Indians trapped there but we have been trying our best to bring back everyone," he added. Jaishankar also said that aged people, women and children were being given priority to get onto the planes so they ould reach home earlier
National disaster helpline 1078 launched New Delhi, April 27 (pTi): India today launched a national disaster helpline 1078 as it intensified relief and rescue operations in earthquake-hit Nepal by deploying more aircraft and military helicopters which have brought back over 5,400 people from the Himalayan nation. Foreign Secretary S Jaishankar said the rescue operations have been stepped up despite "severe constraints" while noting that ministries concerned are working in tandem to provide all possible support to the survivors. NDMA Member-Secretary R K Jain said the National Disaster helpline -- 1078 -- has been made operational to help people seek information about their near and dear ones. "Anybody can use this number by dialing 011-1078 and whatever request we get will be shared with agencies concerned involved in the operation," he told reporters. The National Disaster Management Authority has also appointed a nodal officer to process requests for relief and rescue. The Foreign Secretary said so far over 5,400 Indians including 30 foreign nationals have been evacuated including 2091 by the Indian Air Force. Home Secretary L C Goyal said there have been 72 casualties reported from four states of Bihar (56), Uttar Pradesh (12), West Bengal (3) and Rajasthan (1).

Two days after an earthquake jolted Nepal, another tremor, measuring 5.1 on the Richter scale, rocked some parts of Bihar and Bengal on Monday at 6.05 p.m. In Bihar, damage to property was reported from various places, but there was no report of any casualty, an official here said. It has created further panic among the people and strengthened rumours in the social media about a temblor striking again.
The fear-stricken people were still staying in parks and open fields near their houses on the third day after the earthquake, the official added. Schools and coaching groups remained closed on Monday across Bihar and they will remain shut on Tuesday as well. New Delhi, April 27 (iANS): People should not believe rumours about earthquake that are being spread through social media and messages, Telecom Minister Ravi Shankar Prasad said on Monday as the Rajya Sabha condoled the deaths in Nepal. "There are messages coming on social media that at 9 p.m. earthquake would come, or at 8 p.m. earthquake would come," Prasad said in the Rajya Sabha. "Such rumours should be ignored. There is no basis to it, and if there is some authentic information, government will act on it," he said. Rumours have been afloat on social media and through messages giving time for a "predicted" earthquake. The Rajya Sabha condoled the deaths in earthquake in Nepal and expressed commitment on Indian side to help people of Nepal. Members also appreciated the government's efforts for the relief and rescue work. "The earthquake in Nepal caused huge devastation. India is willing to help and we
have taken immediate action," Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi said as the issue was raised in the house. Deputy Chairman P.J. Kurien pointed that "no politics" should be brought in as members speak on the issue. Samajwadi Party (SP) leader Ram Gopal Yadav said: "The loss is unimaginable". Trinamool Congress leader Derek O'Brien said the government should fill the vacancies in the National Disaster Management Authority. Leader of Opposition Ghulam Nabi Azad cited the friendly relations with Nepal and shared the grief. Bahujan Samaj Party (BSP) chief Mayawati appreciated the government's quick reaction to the disaster. Communist Party of India-Marxist (CPI-M) leader Sitaram Yechury suggested MPs should make a contribution towards sending relief. New Delhi, Apr 27 (pTi): The judicial supervision of corruption cases has hindered the "whole process of economic decision-making" as investigators try to make a case even in instances of "genuine error of judgement", Finance Minister Arun Jaitley today said. Speaking at the 16th DP Kohli memorial lecture organised by CBI, Jaitley said that earlier the concept was that investigation was a police function and courts do not interfere in that. He said courts supervise the investigation and that puts the investigator on the defensive, who tries to follow a "Golden rule" of making a case against an accused. If the accused is lucky, he or she may get a fair trial. "This has actually hindered the
whole process of economic decisionmaking," Jaitley said. Several of the major corruption cases during the previous UPA government were ordered by Supreme Court and high courts to be probed by CBI. Supreme Court even monitored the probe in into some cases, like the one in connection with the 2G case. The Finance Minister said that officers are reluctant to take decisions as they fear that they may be hauled up later over the same. "Once the judiciary became the supervisor of investigation, the investigator was left with little option, his discretions got squeezed. And, then, what was to be a rare exception became a pattern," he said. Jaitley said that supervisors and court's judicial supervisors also have an interest in ensuring that the cases they are investigating or supervising eventually get established. The minister said that in a liberalised environment, India's potential was not "eight per cent growth, our potential is double digit growth" and that there was hence a need to "revisit" such practices. While doing so, he added, "we have to see the global best practices and kind of bribery laws that are internationally followed". DP Kohli was the first director of the premier investigating agency.
'India can tackle shortage of medically vital radioactive isotope' KolKATA, April 27 (iANS): Amid global concerns over scarcity of molybdenum-99, Indian scientists are gearing up to address the country's need of producing the key radioactive isotope required for diagnostic purposes in nuclear medicine, including cancer detection. Scientists at the Kolkata-based Variable Energy Cyclotron Centre (VECC) claim India can resort to an alternative route of production of molybdenum 99 or molly 99 at the upcoming ANURIB (Advanced National Facility for Unstable and Rare Ion Beams), Asia's second advanced facility for research on radioactive ion beams (RIB). Molly 99 is the precursor to technetium-99m, the radioactive isotope widely used in diagnostics because of its ability to emit gamma ray which aids physicians in tracking the spread of a disease (such as cancer) via imaging. It is made in nuclear reactors and of the world's five primary molly 99 production reactors, the largest one in Canada - the Chalk River National Research Laboratory reactor - is to be decommissioned in 2018. K. Srivastava, director of VECC, told IANS that at ANURIB, a next-generation nuclear research facility in Kolkata's Rajarhat neighbourhood, an accelerator-based process using rare or radioactive ion beams (RIBs) can be harnessed to tackle the shortage of valuable radio-isotopes such as molybdenum. In fact, ANURIB will be one of the world's few establishments where RIB as well as stable isotope beams (SIB) will be available, he added.Planned in two phases, ANURIB, funded by India's Department of Atomic Energy, would roughly need around Rs 900 crore ($145 million) and 12 years for completion, said Srivastava. It would begin operations in 2019, at the end of the first phase.A high-power state-of-the-art superconducting electron accelerator, the source of the ion beams, is currently being developed in collaboration with TRIUMF, Canada.
New Delhi, April 27 (iANS): The Central Board of Secondary Education (CBSE) on Monday announced the result for the Joint Entrance Examination (JEE) Main 2015. The cutoff score for eligibility for JEE (Advanced) for general category students is 105, for the OBC category students it is 70, while for students from the Scheduled Castes category and Scheduled Tribes category it is 50 and 44, respectively, a CBSE statement said. Over 13 lakh students appeared for the exam. JEE (Main) is one of the examinations for admission to various engineering institutes in India including the Indian institutes of Technology (IITs). Successful candidates would be eligible to register online for the JEE (Advanced) 2015. Students can check the results on http://jeemain.nic.in and http://cbseresults.nic.in.
New Delhi, April 27 (iANS): Two campaigns have been launched in Delhi against unethical and misleading advertisements of cosmetic products, skincare experts said on Monday. 'Swachh Twacha' and 'Chalein Gaon Ki Aur' have been launched by the Indian Association of Dermatologists, Venereologists and Leprologists (IADVL). It would raise awareness against the social stigma related to skin diseases in the society. "The issue of removing fake concepts of cosmetics to overcome skin diseases, including leprosy and vitiligo, especially in rural areas and villages, have become important. People were being misled through anti-ageing and anti-marks ad-
vertisements," said Rohit Batra, IADVL joint secretary. Batra is also a senior dermatologist at the Delhi-based Sir Ganga Ram Hospital. IADVL president Venkatraman Mysore said: "The 'Chalein Gaon Ki Aur' is an initiative to conduct skin health camps in villages, schools and rural areas where people do not have access to good dermatologists." It will soon launch a mobile app to provide access to skincare for people in remote areas, according to the IADVL. Venkatraman urged the government to form strict regulatory mechanisms and implement laws to stop the racket of organised quackery prevalent in the medical profession.

Replying to a debate on the demands of grants of her ministry in the Lok Sabha, Irani said the education policy was earlier formulated on the basis of the advice of
a select few people. "Education will be given within the parameters of the constitution," she said. Claiming that appointments during her tenure have been made impartially, Irani said: "Repeatedly, it is being said that appointments are being made due to vested interest." The HRD minister, who seemed to be in a combative mood, reeled off examples of people appointed to educational bod-
ies and asked whether their appointment amounted to being "partial". While speaking on the issue, the minister got agitated and repeatedly pointed at TMC MP and grandnephew of Subash Chandra Bose, Sugata Bose, at one point asking him to sit down. Bose during the debate on Friday had raised the issue of a spate of resignations from NCERT, National Book Trust and IITs.

shortage of specialised legal care and protection means that victims of trafficking and bonded labour in India fail to get justice and perpetrators continue to buy and sell people with impunity, a report said on Monday. The study by the Freedom Fund and Thomson Reuters Foundation said charities on the frontline of anti-trafficking efforts were unable to support victims to pursue their cases in court as they were chronically under funded and poorly trained. "Traffickers are motivated by high profits and the low risk due to weak law enforcement and low levels of prosecution. To tackle human trafficking, prosecution and punishment of offenders must be pursued as well as legal ac-
tion to seize the assets and profits of traffickers," said the report. "While prosecutions alone will not bring an end to trafficking, there is immense potential to use legal strategies to deliver justice to victims, deter potential perpetrators and put traffickers out of business," it added. India is home to more than 14 million victims of slavery, ranging from bonded labour to prostitution, according to the 2014 Global Slavery Index. The index found India had by far the greatest number of slaves of the 167 countries surveyed. Thousands of Indians largely poor, rural women and children - are lured to cities each year by traffickers who promise good jobs but sell them into domestic or sex work or to industries such as brick kilns and textile workshops. In many cases, they are
not paid or are held in debt bondage. Some go missing, with their families unable to trace them. In January, hundreds of children trafficked and enslaved to make bangles were rescued by police in the southern city of Hyderabad. Some of the children were as young as six. The report, which is based on interviews with NGOs, lawyers, survivors, police and government child welfare officers in New Delhi, Bihar and Uttar Pradesh, said that despite thousands of people being rescued, many perpetrators went unpunished. For example, although 2,313 bonded labourers were identified and released between 1996 and 2005 in Uttar Pradesh – a northern state with a population of around 200 million - only 225 prosecutions were initiated. One of main reasons for the low rate of prosecutions
and convictions, said the report, is the lack of victim protection. "NGOs stated that after victims are rescued and a criminal case is lodged, often the subsequent police investigation and prosecution does not result in a conviction," said the study. "Victims are often harassed, intimidated, and become vulnerable to social stigma, on top of poor investigations, slow trials and insensitive court environments, resulting in the victim feeling further victimised." It said charities had difficulties finding committed lawyers at an affordable cost or pro bono and called for specialised training for lawyers dealing with human trafficking cases and effective data collection for the purpose of prosecution. Earthquake deaths soar past 4000; aid need acute KATHMAndU, nEpAL (Ap): Shelter, fuel, food, medicine, power, news, workers — Nepal’s earthquake-hit capital was short on everything Monday as its people searched for lost loved ones, sorted through rubble for their belongings and struggled to provide for their families’ needs. In much of the countryside, it was worse, though how much worse was only beginning to become apparent. The official overall death toll soared past 4,000, even without a full accounting from vulnerable mountain villages that rescue workers were still struggling to reach two days after the disaster. Udav Prashad Timalsina, the top official for the Gorkha district, where Saturday’s magnitude-7.8 quake was centered, said he was in desperate need of help. “There are people who are not getting food and shelter. I’ve had reports of villages where 70 percent of the houses have been destroyed,” he said. Aid group World Vision said its staff members were able to reach Gorkha, but gathering information from the villages remained a challenge. Even when roads are clear, the group said, some remote areas can be three days’ walk from Gorkha’s main disaster center. BAnGKoK, ApriL 27 (Ap): Thailand seized 3 tons of ivory hidden in tea leaf sacks from Kenya in the secondbiggest bust in the country’s history, one week after the biggest seizure, customs officials said Monday. The 511 elephant tusks worth $6 million, bound for Laos, were seized upon arrival Saturday at a major port in Chonburi province in eastern Thailand. The bust came after customs officials received a tip-off in Laos and Thailand and tracked the containers from Kenya, Customs Department Director-General Somchai Sujjapongse told reporters. The ivory, hidden among tea leaves, was shipped out of Kenya on March 24 and went through ports in Sri Lanka, Malaysia and Singapore before coming to Thailand, he said. The bust came one week after Thai customs officials seized 4 tons of tusks that were smuggled from Congo and also destined for Laos in what they said was the nation’s biggest seizure. Somchai said that the tusks seized Saturday were “more beautiful and complete than the previous lot,” and that they would likely have been distributed to buyers in China, Vietnam and Thailand had the shipment reached Laos. Thailand is one of the top destinations for African ivory smuggling in Asia and could face international sanctions soon if it doesn’t show progress in combatting the problem. “After these two consecutive big busts ... the transnational crime networks must realize it is getting increasingly difficult to send their shipment past Thailand, but I think they will try to come up with the more complicated means, so we will have already prepared the measures to (tackle the issue),” Somchai said. Poachers have killed tens of thousands of African elephants for their tusks in recent years to meet demand for ivory in Asia. China has imposed a one-year ban on ivory imports amid criticism that its citizens’ huge appetite for ivory threatens the existence of Africa’s elephants.

Swollen neck glands may indicate cancer London, ApriL 27 (iAnS): Persistent swollen neck glands indicate a high risk of lymphoma, a type of cancer, according to a new research. The findings suggested that those patients with unexplained swollen neck glands should be referred for specialist investigations. “Our research has revealed the importance of persistent swollen lymph glands, particularly in the neck, as part of cancer,” said professor Willie Hamilton from University of Exeter Medical School in Britain. “Of course swollen glands are common with throat infections, but in cancer, they are usually larger and painless. It has been known for a long time that this could represent cancer - this study shows that the risk is higher than previously thought,” Hamilton noted. Each year, more than 14,500 people in Britain are diagnosed with a form of lymphoma, and nearly 5,000 die from the disease, according to the researchers. The researchers from University of Exeter Medical School worked with colleagues in Universities of Oxford, Cambridge and Bangor in two associated studies. Both papers focussed on patients over the age of 40. The first was a largescale assessment of symptoms which were markers of non-Hodgkin Lymphoma. The team used data from 4,799 cases, with more than 19,000 controls. The second study assessed 283 patients over the age of 40 with Hodgkin Lymphoma, comparing them with 1,237 control cases.

Three Goan girl footballers evacuated from Nepal paNaji, april 27 (iaNS): Three young Goan footballers, who were part of an Indian Under-14 girls' team on tour in Kathmandu, have been rescued and are likely to arrive in Goa late on Monday. The three footballers -- Ashika Gadekar (goalkeeper), Sushmita Jadhav (forward) and Soumya Mukund (forward) -were evacuated by a National Disaster Response Force team, which is engaged in rescue efforts in Nepal, devastated by a powerful earthquake on Saturday. Speaking to IANS, Goa Football Association president Elvis Gomes said that the three footballers were rescued along with the entire team on Sunday and had already arrived in New Delhi early Monday. "They are expected to land tonight. Obviously we are relieved. They are promising footballers," Gomes said. The Goan trio had left for Nepal last month along with the rest of the team to participate in an Asian Football Confederation tournament at the Dasarath stadium in Kathmandu.

The 29-year-old model, who is the wife of John Legend, discussed her decision whilst appearing on The Meredith Vieira Show on Friday (24th April). Teigen responded to a question from Vieira about the recent picture she posted on Instagram in which she showed her fans the bruises she had acquired by accidentally bumping in to kitchen counters. In doing so she also showed that she had stretch marks on the tops of her legs. Although many celebrities would have edited the image to hide the marks, Teigen took a refreshing approach by joking about her stretch marks in the picture's caption. "Bruises from bumping kitchen drawer handles for a week," Teigen wrote on 13th April. "Stretchies say hi!" Many of Teigen's fans have congratulated her for being honest and showing that both models have stretch marks too and the image received more than 132, 000 likes. Most of the people who commented on Instagram appeared to be completely unaware that both models and celebrities are actually human and subject to the same body changes as the rest of us mere mortals. Speaking on The Meredith Vieira Show, Teigen revealed it was this image which was the turning point for her in deciding not to use any of the photoshopping apps. She believes creating an unachievable image is dangerous as people are completely changing their bodies through plastic surgery. "I have those apps, the Facetune and Photoshopping ones, and I just didn't feel like doing it anymore, and I'm never going to do it again, because I think we forget what normal people look like now," Teigen said on the show (via ET). NEW dElHi, April 27 (AgENciES): International Olympic Committee president Thomas Bach has put an end to the speculation that India might bid for 2024 Olympics after meeting Prime Minister Narendra Modi in New Delhi on Monday. Soon after the meeting got over, IOC chief said that India is not bidding for 2024 Olympic Games as PM Modi did not propose it. "IOC President Thomas Bach & I agreed that sports is a powerful force that can unite humanity & society," Modi tweeted after the meeting. PM Modi also sought IOC president's support in making India a hub for sports infrastructure and technology. Bach was on his first visit to India after taking over as the head of IOC in 2013. Earlier, miffed at the "interference" of Sports Ministry in its affairs, Indian Olympic Association told the visiting IOC president Bach to convey to the PM Modi its opposition to the Sports Code of the government in its current form. The IOC chief also had an hour-long meeting with sports minister Sarbananda Sonowal. Sonowal was assisted by sports secretary Ajit Sharan and Sports Authority of India director general Injeti Srinivas. Former IOA secretary general and honorary IOC member Randhir Singh also attended both the meetings.
