At the foothills of Mt. Kisa, between Lalong and Njauna villages in Peren district, bordering Manipur, couple of labourers load one of the last consignments of timber onto a Shaktiman truck. The timber will be offloaded at a site, some 30 kilometres away, at Ngam village. From there another truck will transport the consignment to Dimapur via Tening, Peren and Jalukie. One of the labourers looks keenly at the mount’s summit. “There are some really big trees up there, but it’s impossible to negotiate these cliffs,” he points out wistfully. Legends of Rani Gaidinliu loom large. Even if the terrain was accessible, the labourers will not go up to cut down trees. “There are spirits roaming up there. Don’t you know Rani maa stayed there in a cave?” Below the mountain slope, a road cuts to Njauna, the last village under Peren district bordering Manipur. The trees here are gone, decimated; what was once a dense forest has dwindled to shrubs and small trees. Mt. Kisa under Nagaland State is disputed. Both Lalong and Njuana villages lay claim to it. Despite this, the log contractor, reportedly a local politician, continues logging operations. A few kilometres away, towards Lalong village, another logging party has set up a make-shift camp right below the road where an elephant used for hauling logs is chained to a tree. The elephant is allegedly under the patronage of a high ranking official of an NSCN group. In-charge of the camp, Alam conjures up images of Mt. Kisa and its surrounding forests when they first ventured in. “There were

trees as huge as 15’ kulai (15 feet in circumference). Today, what remains hardly measure 7-8 kulai. But they are all A-grade trees.” Alam has been operating as a logger in the Assam-Manipur-Nagaland border areas since 1994. He discloses, “It is just a matter of a year or two before the remaining trees in this area are completely felled.” His revelation appears inevitable. There are four logging parties—high pro-

file contractors and politicians—operating in the area. The trees are sold by the village council and individuals- prices are negotiated depending on the forest area, size of a tree or the number of trees to be felled. At the foothills of Mt. Kisa, a villager reveals that since the trees felled from the mountain area are not enough as per the contract agreement, the village would have to provide another 200 trees to the con-

tractor from the forest bordering Ngam village. The scenario in much of Peren district is similar or worse—the district now has only a sliver of its magnificent tropical forests left. Devastation of forests through rampant logging, its impact on biodiversity and subsequent climate change is a serious threat. The lure of logging is irresistible for many villages in the absence of alternate economic development.

Peren also has the largest area of very dense forest with 136.47 sq kilometres, of Nagaland’s 238 sq kilometres. Though blessed with the largest area of thick forest cover, Peren district exports the largest cubic feet of timber from Nagaland.

Mt. Kisa, home to the rare Great Indian Hornbill, is now under serious threat due to deforestation. As rampant logging continues, biodiversity dwindles. One side of Mt. Kisa falls under present Manipur while the other rolls into Nagaland. The foothills and sloping middle of the mountain, under Nagaland, have been stripped of all large primeval trees. Earlier, the Hornbill was a common sight at the mountain and its adjoining forests. “Of late, the sightings of Hornbill have lessened; we seldom see them anymore,” informs Masang, secretary of Njauna Village Council. Great Indian Hornbills are fruit-eating birds and nestle in tall trees. Most of the fruit bearing trees, where the Hornbills nestle and perch at Mt. Kisa, have fallen under the axe. The threat is not only to the Hornbill. The diminishing forest cover threatens the existence of a wide range of animal and bird species like the Blythe’s Tragopan, mountain goat, mountain peacock, royal pigeon etc. Mt. Kisa also has one of the richest plant diversity with a number of wild medicinal herbs. There is an additional threat. Logging has facilitated illegal hunting, thereby diminishing wildlife. Hunting is a favoured way to pass time when trees are not being felled. Loggers camping in the jungle go on hunting sprees, bringing down animals and birds with sophisticated weapons, it has been reported.

The 48-hour total bandh called by the United Naga Council (UNC) beginning April 27 midnight in Naga dominated areas of Manipur paralysed normal life on Tuesday. The strike imposed in the Naga areas including the National Highways connecting Manipur was by and large peaceful. “We urged all Naga bodies and strike supporters not to indulge in violent activities during the course of the bandh,” UNC president Gaidon Kamei told The Morung Express. The strike was enforced on the demand for an ‘Alternative Arrangement’ for the Nagas of the State outside the purview of the Manipur Government, pending the long-drawn

for the coming polls to the 144 ADC seats are being carried out at the political party and individual levels only in their own interests. “We hope the Government of India will bring a lasting peaceful solution to the Indo-Naga peace process in a time-bound manner,” the UNC president said when asked to comment on the peace parleys.

KohiMA, April 28 (MexN): Network of Naga People Living with HIV/ AIDS (NNP+) organized a treatment literacy workshop cum consultation on April 24 supported by Legislators Forum on AIDS (NLFA) at LCS Building Hall, Kohima. P Shelieh Konyak, who has come all the way from Mon district to attend the R5 Leadership School held in Dimapur, says that her experience during the onemonth training course has “opened eyes to various aspects of life which was once blinded by ignorance and tied up by limited thoughts.” Aloboto Chophy, another student at R5 says he will be returning home with the greatest lesson for his life, that “The key to achieve a goal is maintaining time table on daily basis and not forgetting quiet time with God.” It is Aloboto’s hope that after graduating from R5, he will go back to school and continue studies and “most of all reach out the gospel through music.” R5 is a month long residential school held “with the purpose to disciple, train and release leaders for this generation in obedience to the Bible.” R5 stands for Revive, Recruit, Restore, Release, and Reform and is an initiative of the Sinai Ministry. The vision of R5 at Sinai Ministry is to raise a generation of Nagas who will grow to the full stature of sons and daughters of God and then impact the church and society. The Ministry says, “We dream of Godly leadership in the market place, politics, NGOs, government departments, academia and religious institutions. To that end we ought to rise up leadership that will funnel revival from the church and into the various arenas of our daily pursuits and translate it into transformed societies.” With the hope and determination to work with the prostitutes after graduating from the school,

Guwahati and Srinagar are the two Indian cities at highest risk of being devastated by an earthquake, with 36 other cities in areas prone to earthquakes, according to government data. Guwahati and Srinagar fall in what is called “very severe intensity zone”, or zone V, the highest-risk earthquake zone. Eight cities, including Delhi, fall in the “severe intensity zone” or zone IV, according to a seismic zoning map issued by the Bureau of Indian Standards and quoted in a National Disaster Management (NDM) report. The other 30 cities fall in the “moderate intensity zone”, or zone III.

“India has highly populous cities, including the national capital of New Delhi, located in zones of high seismic risk,” said the report. “Typically, the majority of the constructions in these cities are not earthquake resistant. Thus any earthquake striking in one of these cities would turn into a major disaster.” A reminder of India’s vulnerability The Nepal earthquake, which has claimed more than 4,000 lives, and the NDM data are a reminder of India’s vulnerability. IndiaSpend recently reported that nearly 60 percent of the sub-continental landmass is vulnerable to earthquakes.

Four militants get life sentence for Agartala blasts AgArtAlA, April 28 (iANS): Four militants were sentenced to life imprisonment by a West Tripura District Court on Tuesday for their involvement in a series of bomb explosions here in 2008. Additional District and Session Judge S.B. Datta found the four ATTF (All Tripura Tiger Force) militants guilty in the October 1, 2008 series bomb explosions in Agartala on the eve of Durga Puja festival. "Five other accused in the case are absconding. Police have continued their hunt to nab the fleeing extremists," Public prosecutor Ranada Prasad Roy told reporters. "Besides awarding them life sentence, the judge slapped fines ranging from Rs.3,000 to Rs.5,000 on each of the convicts," he added. Over 80 people, many of them women, were injured, in the series of explosions triggered by improvised explosives by the outlawed ATTF guerrillas.

Mizo missionaries in quake hit Nepal decide to stay back AizAwl, April 28 (pti): Mizo missionaries in quake-ravaged Nepal declined to be evacuated and wanted to stay back to help those in need, Presbyterian Church's Mizoram Synod leaders on Tuesday said. Mizoram Synod Mission Board Secretary Rev Lalchhuanmawia said there were no plans to evacuate the missionaries working in Nepal and they did not want to leave the country. Baptist Church of Mizoram general secretary Rev LH Lianngaia said they had informed two of their missionaries that they could return, but they declined the offer, saying they have to look after the church members in time of crisis. There were over 50 Mizo families in Nepal working as Christian missionaries. It was informed that the repeated aftershocks

According to Anjan Kumar Ghosh, the central university's vice-chancellor, it has been observed that students in Bangladesh were keen to study at Tripura University. GeNevA, April 28 (iANS): The World Trade Organisation (WTO) on Monday welcomed Seychelles as its 161st member, ending 20 years of negotiating its accession terms. “I am delighted to welcome the Republic of Seychelles as the 161st member of the WTO,” said WTO director general Roberto Azevedo, Xinhua reported. “This is great news for Seychelles’ economy and, therefore, for the people of Seychelles. It is also a boost for the WTO and a vote of confidence in the Organization, as we redouble our efforts to complete the Doha Round of negotiations,” Azevedo added. Seychelles on Sunday officially became a WTO member after the 30-day countdown to its WTO membership was activated on March 27. On March 25, President of Seychelles James Michel signed the “instrument of acceptance” of Seychelles’ accession protocol, confirming its membership terms, at a plenary meeting of the cabinet of ministers in Victoria, Seychelles. “This is a major step forward in the trade integration of Seychelles into the rules-based multilateral trading system and the global economy,” said Seychelles Minister of Finance, Trade and the Blue Economy Jean Paul Adam.

India to continue with coal block auctions - official MUMBAi, April 28 (reUTerS): The government will continue the process of auctioning coal blocks after successfully putting 33 mines under the hammer earlier this year, a senior government official said on Tuesday. Speaking to reporters in Mumbai, R.N Choubey, special secretary of the ministry of power, said 18,000 to 19,000 megawatt (mw) of power projects in the country were still in need of coal. Under Prime Minister Narendra Modi, India has changed a decades-long method of allocating mining licenses, launching a round of auctions to reduce risk of wrongdoing after a Supreme Court last August cancelled more than 200 illegal coal block awards made over two decades.

Govt plans to expand drug basket of Jan Aushadhi stores New Delhi, April 28 (pTi): The government proposes to add more anti-cancer, diabetes and heart disease treatment drugs in the Jan Aushadhi scheme that is aimed at ensuring availability of quality medicines at affordable prices to all, Parliament was informed today. “The government proposes to include 14 anti-cancer, 53 cardiovascular and 14 anti-diabetic medicines in the proposed list of items under the Jan Aushadhi scheme,” Minister of State for Chemicals and Fertilisers Hansraj Gangaram Ahir said in a written reply to Lok Sabha. He said many of the Jan Aushadhi stores do not seem to be viable based on their existing sales turnover. “Steps are, however, being taken to make them viable. These include expanding the basket of medicines, strengthening the supply chain management for uninterrupted supply of medicines, increase in retail margin and supply of surgical items,” Ahir added. Replying to another query, the Minister said as on March 31, 2015 the total expenditure incurred for implementation of Jan Aushadhi scheme is Rs 21.42 crore since inception. The scheme was launched in 2008. The Minister said that under the new Jan Aushadhi scheme 2013, there is provision for opening of Jan Aushadhi stores outside the premises of hospitals also. “Further, the scheme is being revised to expand its reach under Strategic Action Plan 2015,” he added.

New Delhi, April 28 (pTi): As part of its enhanced measures to check black money, country’s elite Financial Intelligence Unit (FIU) has begun tapping information on all suspicious cross-border fund transfers made from India to offshore destinations. The premier technical snoop wing under the Finance Ministry has rolled out a new system where all banking and financial institutions are mandated to file formatted Cross Border Wire Transfer Reports (CBTRs) exceeding Rs 5 lakh to it under the provisions of anti-money laundering laws. According to a FIU report, also accessed by PTI, all financial intermediaries and agencies operating in India need to send these reports to the FIU on a monthly basis and also in those cases where the

funds movement are below the stipulated benchmark of Rs 5 lakh but look to be “suspicious or inter-related.” “The Indian FIU is one of the few agencies of its kind in the world to have implemented this new mechanism, aimed to check black money, from the domestic economic channels to locations abroad. “The FIU is aggressively working to enhance its new platform to analyse Illicit Financial Flows (IFF) from India which has been a major irritant when it comes to combating the menace of illegal funds. The job is being done aggressively and diligently,” a senior official said, quoting the report. April 28 (reUTerS): India will not take away the Reserve Bank of India’s (RBI) power to regulate trade in government bonds even as it prepares to remove the central bank’s responsibility for managing public debt, the junior finance minister told Reuters in an interview. Jayant Sinha’s comments signal a compromise over the biggest regulatory overhaul in a generation, which had become a source of friction between the RBI and the finance ministry. The shake-up, proposed by Finance minister Arun Jaitley in February, foresees an independent agency to issue and manage public debt, resolving a conflict of interest the RBI now faces with its formal mandate to control inflation and separately having to manage the government’s fundraising. A group of RBI officials wrote to lawmakers and state chief ministers expressing concerns over the changes ahead of a vote in parliament next week, local media reported last week. “There is a broad consensus that the public debt management agency should be established and that this public debt management agency should be independent of the RBI as well as the government of India,” Sinha said. The compromise would require Jaitley to amend his budget proposals to ensure the central bank’s regulatory powers remain intact. Sinha also played down reports of differences between the government and the RBI over the creation of a new monetary policy committee, saying they were still in talks on its makeup. Central bank sources have said the two sides are at odds over the size of the committee, its composition and whether the central bank chief would have veto power.

Quality telecommunications for ‘accelerated’ development: Rio NEw DElhi, april 28 (mExN): Nagaland Member of Parliament to Lok Sabha Neiphiu Rio held a meeting with Union Communication Minister, Ravi Shankar Prasad, on the overall status of BSNL services in Nagaland and North Eastern Region in New Delhi on April 27. He also submitted a letter to the minister in lieu of the same. The Nagaland MP said it is imperative that quality telecommunications, reliable connectivity and consistent internet services are provided all over the region for every citizen “not just as a National responsibility but also to aid the process of accelerated development and progress for growth to be realised in all sectors.”

According to a press release from his PS, Yogesh Bansal, the MP highlighted the poor services of the BSNL in Nagaland and other parts of the region and the urgent need to improve and upgrade telecommunication and connectivity services. He impressed upon the Union Minister and officials of the ministry to look into the problems of the region and take urgent steps to improve broadband services, 3G services and mobile services. Rio highlighted the need to immediately shift the BSNL headquarter to the State capital Kohima as Nagaland is the only State in India which does not have BSNL headquarters in the State capital. Sümis in Kohima informed Kohima, april 28 (mExN): The Kohima Sümi Hoho has informed all Sümis in Kohima that all youth and able bodied are to report at BSF Ground on April 30 at 8:30 am without fail. Lower PR Hill colony condemns Kohima, april 28 (mExN): The panchayat and youth organization of Lower PR Hill colony in Kohima have condemned the broad daylight firing at personnel of 19 Assam Rifles at Classic Point near Red Cross Complex here on April 25, where a jawan was shot dead. The panchayat and youth organization in a statement asserted that they will strictly abide by the earlier notification issued to all house owners of the colony not to harbor any groups/factions involving in anti-social activity, failing which, house owners will be held responsible for any consequences that may arise. AR personnel seize liquor Kohima, april 28 (mExN): Personnel of 9 Assam Rifles seized huge quantity of liquor from a truck (NL-01K-2868) at Tsiesema village area on April 25 around 3:10 pm. A two-day national consultation on Women’s Reproductive Rights, Human Rights and Using Law is being held from April 28 and 29 at NIELIT, Meriema. Dimapur, april 28 (mExN): The NSCN (IM) has expressed anger at the way the 18th Assam Rifles in Jalukie town raided the house of Letchon Hangsing, Tatar, on April 26 and arrested him along with his personal vehicle “without any reason that can be incriminated under Cease Fire Ground Rules.” Till now his whereabouts are yet to be communicated, stated a release issued by MIP, NSCN (IM). The NSCN (IM) demanded that Hangsing be released immediately along with his vehicle without any harm. It equally condemned the raid on the house of Paojahao, Tatar of Phaijol village, on the same day. “It is reported that his children photos has been taken away,” the release said. Dimapur, april 28 (mExN): The Dimapur police on April 27 arrested one Boto Chishi alias Aboto while “extorting” money in the name of NSCN (K) at Murgipatti, Dimapur. NVCO reiterates demand to ban taxation at check gates, highways Kohima, april 28 (mExN): The Nagaland Voluntary Consumers’ Organisation (NVCO) has submitted a representation to the chief secretary of Nagaland urging him to effectively execute the common judgement & order dated 03.06.2014 passed by the Gauhati High Court. The judgement & order bans several unions/ associations/ federations from collecting cash/ contribution at check-gates and on any National/ State Highways and also from establishing office/ sub-office/ paycounter/ information centre on any highways. A press release from the Press & Media Cell of NVCO informed that the Gauhati High Court, Kohima Bench in its common Judgement & Order dated 03.06.2014 had dismissed 11 writ petitions. The dismissed writ petitions included three filed by the Petroleum and Land Transport Workers Federation of

India, two by Dimapur Land Transport Workers Union, and one each by Dimapur District Autorickshaw Drivers’ Union, Dimapur Motor Workers Trade Union, Dimapur Auto Rickshaw Owners’ Union, Dimapur Truck Drivers’ Union, Dimapur Truck Owners’ Associations, and The Motor Workers Association, Dimapur. Briefing the State Chief Secretary at his chamber on April 22, the president of NVCO & Convener, ACAUT Nagaland (legal cell), Kezhokhoto Savi stated that the said High Court judgement & order has protected and strengthened the State government orders and notifications in respect of banning illegal collections of cash on highways and check-gates. He pointed out that mushrooming of illegal collections of cash by police/ unions/ associations/ federations/ public organiza-

tions/ govt. departments at check gates and on highways contribute to price rise in the State. Many trucks coming from outside, he said, refuse to enter Nagaland because of the forcible collection of ‘taxes’ at various gates and “there are numerous collection points at every conceivable corner in Dimapur including the authorized and unauthorized DMC toll tax counters where truck drivers are stopped and compelled to pay some amount.” The NVCO has requested the State Chief Secretary to take up immediate necessary actions to react to the above mentioned Gauhati High Court judgement and order and completely stop the illegal collections of cash at check-gates and on national/state highways. It further requested him to issue instructions to all the deputy commissioners in the district to effectively implement

Meanwhile, the NVCO applauded the Tuli citizens for their fight against illegal taxation at Nagaland check gate, Amguri and indefinitely fighting against any form of taxation either by factions or by Police, Veterinary, Forest, Excise and the Sales Tax departments at the gate. “It is high time that citizens must join hands in this fight so that illegal practices going on like tradition would not pass on to generation. Let us all rise up and boldly fight against these kinds of illegal and corrupt practices in the society in order to heal the society,” it added.

AFSPA – Between Law and Politics

R

ecent incidents of violence have flared up security concerns and have instilled a fear psychosis in the minds of many. The mere sight of military patrolling on the streets provokes the realities of a temporal ‘law’ employed as a preventive measure becoming a prolonged technique of ‘sovereign’ control. The implication on life is, there is a sudden shift from being a citizen to a bare body, a suspect who can be searched, arrested and even ‘shoot at sight’ when a normal situation threatens to become an exception as ingrained in exceptional laws like AFSPA. As an instrument of the state, it allows unrestricted power to the armed military forces to enter public spaces in the name of aiding civil powers and maintaining public order. This is just a fragment of the whole to cover up the real nature of the act which has the spontaneity of becoming an exception any moment wherein the exception becomes the ‘rule of law’ and can create an exceptional situation by declaring a particular area as ‘disturbed.’ It is such moments that a supposed law enters into a ‘zone of indistinction’ between law and politics giving rise to a juridico-political law. Such a political order becomes institutionalised on the ‘body’ and displaces humans from the institutional and legal framework beyond any discourse on justice, ethics and morality. We live in a state of exception legitimated by a ‘right’ to produce ‘exceptional laws’ in order to legitimate exceptional measures which becomes a part of the normal legislative framework thereby changing the democratic and legal fabric of the society we live in. For over half a century, India’s North East has witnessed and still continues to witness the harsh realities of a hugely debated law that seek to restrict, suspend or deny the civil liberty of the individual citizens. These laws contravene the spirit and principles of democracy which is central to the individual’s life, dignity and civil liberty. And very undemocratically such claimed ‘temporary measures’ however, tend to traverse a trajectory that makes them into a permanent state of being. As such, a temporal measure has been in place for over fifty years within a permanent being called ‘state of necessity.’ Its prolonged imposition has rather brought in a state of lawlessness rather than a state of law. Even as AFSPA moves at a threshold between law and politics in a zone of indistinction, subsequently, every passing day we too traverse through different zones of life between human and non-human. Its application has only resulted in the dehumanization of humans by reducing them to an object of ‘sacrifice’ that can be killed. Today, this form of ‘sacrilege’ has become a central component of theoretical investigations into violence and the foundations of unwarranted political authority vis-a-vis power and control. Nonetheless, emerging hegemonic regimes, new security paradigms and privileged executive control have only brought out the deep structures underlying the shifting currents of our evolving contemporary political landscape. Given the ongoing experience with such exceptional laws operating under the power of the ‘sovereign’, a fear of lawlessness instils in us a conscience to seek order, justice, freedom and liberty but such laws has only resulted in the eventual dehumanisation of its people. One is made to wonder how a civilized nation can still legitimate such ‘exceptional laws’ notwithstanding the aberrant human condition. Now which is more disturbing - the land or the ‘law’ itself?

The Blessings of Following His Guidance What does God say? Read Psalm 48 The sons of Korah, the temple assistants, offer praises to God who watches over the city of Jerusalem. They say that God is to be praised (v. 1) because He defends the city and makes it secure (vv. 2-8). He is to be worshiped because of His unfailing love, renowned name, and righteousness (vv. 9-10). Because He executes justice, the people can enjoy their lives and feel safe in the city (vv. 11-13a). But these blessings are not transferrable. Each generation must decide whether to follow God and enjoy His continued blessings (v. 13b). But hopefully, even the younger generation will respond: “For this God is our God for ever and ever; he will be our guide even to the end” (v. 14). Or else, their security will evaporate and they will forfeit the privilege of living in their own land (Jer. 7:3-15). The American Experiment Calvin Coolidge, the 30th President of the United States (1923-29), rose to national prominence when he used the militia to end the Boston police strike. As President, he was credited for reducing the national debt and lowering taxes. In his speech entitled “The Destiny of America,” he spoke on the motives of the early American settlers: If there be a destiny, it is of no avail to us unless we work with it. The ways of Providence will be of no advantage to us unless we proceed in the same direction. If we perceive a destiny in America, if we believe that Providence has been our guide, our own success, our own salvation requires that we should act and serve in harmony and obedience…. Settlers came here from mixed motives, some for pillage and adventure, some for trade and refuge, but those who have set their imperishable mark upon our institutions came from far higher motives. Generally defined, they were seeking a broader freedom. They were intent upon establishing a Christian commonwealth in accordance to the principles of self-government. They were an inspired body of men. It has been said that God sifted the nations that He might send choice grain into the wilderness. They had the genius for organized society on the foundations of piety, righteousness, liberty, and obedience of the law. They brought with them the accumulated wisdom and experience of the ages…. Who can fail to see in it the hand of destiny? Who can doubt that it has been guided by a Divine Providence? Okay, so now what? God is desirous to guide us toward a life of rich blessings in our land. But are we willing to follow His guidance and proceed in the same direction with Him? living with smartness Will new technologies turn people into passive human beings?

I

used to see smartness as tyrannical. This was over a decade ago, when I was toiling away in a cold-calling telephone sales job. I tried to communicate my struggles to my manager. I was working hard, I informed him, but with little success. His response was simply to point out that I should “work smarter, not harder.” The message, as I interpreted it, was simple: failure is your fault—the product of your lack of ingenuity, limited initiative, and absence of guile. You’re not entrepreneurial enough. You’re not smart. There it was—the blame lay squarely on my shoulders. Smartness made my inadequacies tangible. I wasn’t competing effectively. This was one of those “brushes with neoliberalism on a granular scale” recently described by the writer Philip Mirowski—moments when we discover that “competition is a primary virtue, and solidarity a sign of weakness.” Smartness was the vehicle by which the individualizing properties of contemporary capitalism found their way into my life. I was jolted into these memories by a recent gift—a complimentary bottle of “Smartwater” that came with a supermarket food delivery. Smartwater, we are told, is inspired by ‘nature’ and ‘clouds’ and includes ‘electrolytes.’ The implicit suggestion is that this is water that adapts to our individual needs for hydration. This appears to be a new product, but it’s not the first time I’ve come across a mention of smart water. A few years ago I was at York railway station and noticed a large billboard informing me that “smart water” was used in the city—in this case to stain the clothes of criminals and make them visible to law enforcement officers. So today, smartness is still a means for promoting individualization, but it finds its way into our lives in the very objects that surround us. Such notions of smartness are now ubiquitous, like the advert for “smart toothpaste” that recently appeared on my TV. This is a kind of toothpaste that knows your mouth better than you do. It can change its actions to suit the needs of your breath, plaque levels, cavity prevention, enamel erosion, whiteness and so on. It judges these needs for itself, with autonomy and thinking-power, treating us as individuals. The most obvious presence of smartness in our lives is in our cell-phones. We’ve had “smart-phones” since around 2007, when the iPhone was launched, and over the last few years they’ve become a familiar and established presence. Smart-phones have become a part of bodily routines, narratives and lifestyle images, and are deeply woven into the social fabric. They’re a part of how people live. Their smartness is celebrated and enthused over. Smart-phones learn about us in different ways and respond to our needs. They predict things about us and what we might want to know. We get recommendations through them. We get notified. We get anticipated. The idea of smart objects is a notion that can be placed at the boundary between technology and science fiction, a line that is often blurred. Encouraged by science fiction, designers have been imagining smart technologies for many years, like the smart fridge. This is a fridge that notes which items of food are getting low and orders replace-

he great French philosopher Blaise Pascal divided people into two groups, the dogmatists and the sceptics, with open war being waged between them. Everyone is obliged to take sides in this war, he stated, because "anyone who imagines he can stay neutral is a sceptic par excellence." Pascal may have been talking of weighty religious themes, but those that deal with the modern People’s Republic of China, commenting on and trying to understand the country’s political progress and vision, might be forgiven for having the same feeling that the world divides into dogmatists - true believers in its mission - and those who are sceptical. No one who strays into this territory (and increasingly, almost everyone does) can avoid taking sides no matter how strenuously they try to maintain neutrality. A powerful example of how impossible it is to avoid either being a China dogmatist or sceptic was offered on Friday 17 April 2015. A court in Beijing that day jailed the veteran journalist Gao Yu for seven years on the charge of leaking state secrets. In most countries, Gao would be at a stage in her career where she would be recognised as a distinguished contributor to public life, someone who has written courageously about political issues for decades. The judges of her case, the system they represent, and the Communist Party they undoubtedly have to report to all look diminished by this outcome. For those who strenuously try to preserve neutrality about political issues in China, being neither opponents nor supporters but engaged and interested observers, this sort of case is the hardest to cope with. Utter neutrality would recognise that judicial sovereignty is some-

ments. It is likely to be found in the kitchen of a ‘thinking home’ that adapts to how you live and guesses what temperature, humidity or light levels you would like without you asking. Radio Frequency Identity Tags are often used in these types of technologies—minute sensors that can be embedded in objects, spaces or bodies to give them a unique identity code that can be scanned. These tags lead us to envision the ‘internet of things’ and the enmeshing of the material and immaterial. The connected environment is seen as the smart environment. These environments are already with us, but in a more humdrum form. We have on-demand TV and music streaming services that predict our tastes, and make recommendations. Indeed, recommendations are everywhere and are delivered to us by lots of smart devices. In her cyborg manifesto, which is now over 25 years old, the feminist writer Donna Haraway suggested that as devices become more mobile and bodies are technologically enhanced, people will become increasingly cybernetic—connected with each other and with machines in systems of communication. Cyborgs and cybernetic imagery are often used to explore the blurring lines between humans and technology. The result, for Haraway, is that human beings will become directly connected into their surroundings. Her conclusion was that people will become “frighteningly inert,” while the technologies they live with will become “disturbingly lively.” The cyborg metaphor was frequently used in the 1990s and 2000s to evoke both the passive body and the energetic technology that connects people with their informational environments. So the underlying consequence of smart objects might be passive and sedentary human beings. However, as smartness has become a leitmotif of modern life, notions of liveliness and passivity have become more complex. Rather than people simply becoming immobilized by machines, smart technologies might be seen to assist in the training of the self or as thoughtful facilitators of self-improvement. Smart technologies make our homes supportive of

our lifestyles and future-proof our bodies by making them fitter, cleaner and more efficient. In some cases they do the work for us, and with applications like “Fitbit” or “Strava”—which track and compare fitness and lifestyle data—there are cases where smart technology is pushing the body towards heightened activity, though still based on individualized competition and the use of metrics in search of the ‘perfect lifestyle.’ The sociologists Pierre Dardot and Christian Laval argue that “practical exercises in self-transformation tend to transfer the whole burden of complexity and competition exclusively onto the individual.” Smart objects play the dual role of training the neoliberal subject while also allowing people to feel they have some help and assistance with the individualized burdens and complexities of contemporary life. They stretch us, but they also make us feel that we’re more able to cope with the pressures that are placed upon us. There is something comforting about the idea that the objects that surround us are smart. We are made to feel special by these objects. They give us personal service. They know about us—intimately. This promotes feelings of a life lived in an environment in which all our needs are catered for. These objects also enhance our own sense of smartness. They make us feel as though we do indeed work ‘smarter, but not harder,’ and perhaps they even know things about us that we don’t know ourselves—like the type of dental issues diagnosed by my smart toothpaste. The object is the expert, so we can trust them to know what to do. They are thoughtful, autonomous, and deeply individualizing. But tucked away in these notions of smartness is also the ‘everyday neoliberalism’ to which Mirowski refers. These objects are seen to enhance our own smartness. They contribute towards our effectiveness as self-trained, individualized, entrepreneurial subjects, while also offering the comforting reassurance that they are taking care of us. Living with smartness is to live with objects and ideals that bring these broader political dynamics to the inside of our everyday lives.

The jailing of a veteran journalist for leaking a party document is an instructive moment for those studying the mind of authority in China thing that needs to be respected, and that legal process in any country is something only the foolhardy from outside might venture to comment on boldly. Legislation about preserving state security is a sensitive issue anywhere, let alone China which - something evident in the statements of its own leaders - is beset by perceptions of domestic and international threats. Those with a basic knowledge of China’s current situation will know how tough is the set of challenges environmental, economica, and political - it is trying to face. Understanding this context within which Chinese leaders work is important, rather than criticising them by default because of the one-party system they operate in. But the treatment of Gao Yu, even for the most entrenched sympathiser of the leadership of the PRC, is hard to comprehend. Her crime was reportedly to have leaked a document, simply titled

"Document Number 9", in early 2014, aimed in particular at Chinese university teachers. It had a number of statements and prescriptions about the sorts of ideological issues they could raise in classes, and in particular warned them, when teaching students, of the need to be vigilant against western universalism, multi-party democracy, and bicameral legislative systems. None of these warnings was earth-shattering news. Similar solemn lists had appeared in 2009 in a book called The 'Six Why’s'. The only difference this time was that this was a formal party document, not something by an outside entity. There is nothing in Document Number 9 that might have even remotely passed the usual security tests that usually apply when prosecution of leakers happens. There was no threat to national security, or to citizens' lives. The only collateral was that the docu-

ment was evidently embarrassing for whoever in the party machinery authorised it and released it. Gao’s treatment and sentencing seems like a brutal, demeaning act of spite and revenge. If the authorities in Beijing had simply ignored the leak, there is little doubt that Document Number 9 would not have been the big news it has become. It's now possible to be pretty confident that the document not only reflects some thinking in the party, but that it is also a side of their thinking that they regard as a source of shame, meriting cover-ups, not pride or opening-up. Jailing the reputed source of the leak is profoundly revealing. It shows that the party is evidently way more fearful and vulnerable than the dogmatists, inside and outside China, might be willing to think. Again, it is important to try to avoid the position of criticising Chinese leaders by default. It is necessary to try to understand at least how the world looks from where they sit. And painting the country they lead as some unreconstructed Maoist-era hell is simply not tenable or useful. But the treatment of Gao Yu means that scepticism has to be the only sensible position to occupy. For all the respect for different cultural and political standards incumbent on any onlooker and analyst, and the need to be open-minded, some things need to be labeled as objective and non-negotiable. Jailing Gao Yu in this way has done more damage to the Chinese authorities' reputation than any malign behaviour or attacks from people outside the country. It is wrong. It is unjust. Whatever else it proves, the events of 17 April show that scepticism rather than dogmatism remains the safest current place from which to observe China.

How land rights are politicising Cambodia's women Land grabbing and forced evictions have created an activist movement among women who traditionally conform to strict gender roles Emily Wight

I

n Cambodia, like the rest of the world, men and women play out their lives within the constraints of established gender norms and society is patriarchal. Family breadwinners are predominantly male and literacy rates are more than 10% lower among women than men. Levels of sexual violence are high: according to a 2013 UN report on violence against women in the Asia-Pacific region, one in five of Cambodian men admit to committing rape, and of these, more than 44 percent have never faced legal consequences. But across the country women are rising up, and not solely in response to gender discrimination, but as part of a protest movement to protect their land from redevelopment and communities from forced evictions. Since the Cambodian government standardised economic land concessions in 2001, whereby land is leased to companies usually for 70 years, international companies have forced ordinary people in both urban and rural areas to vacate their land in order to make way for development. Land grabbing has escalated at an alarming rate: earlier this month, human rights organisation LICADHO released figures revealing that three times as many families were affected by land disputes last year as in 2013. Last year activists called on the International Criminal Court to probe mass evictions as a crime against humanity by the state. Perhaps the most high profile case of forced evictions - and the protests against them - is the Boeung Kak area of capital Phnom Penh, 133 hectares, which were leased to private developer Shikaku Inc. in 2007. Boeung Kak was once a lake, the shores of which housed bustling backpacker hostels and bars. An estimated 20,000 residents lived in the nine surrounding villages, many of whom ran the businesses that benefited from tourism. But over the best part of a decade, many have lost their livelihoods and their homes. The lake has been filled with sand and, monsoon rains no longer having a basin to fill, the remaining homes often become flooded. In Boeung Kak and other communities across the country, women have been organising the backlash for two reasons. One is because of their traditional role in the home: with husbands working, housewives have become more involved in their local communities and have had more time to collectivise. Another is that they believed they were less likely to face police violence than men. Naly Pilorge, director of LICADHO, said: “Women tend to spend more time at home than men as it is men who generally go out to work. Cambodian women’s work tends to be more centred on the home, for example they may run a small shop or restaurant in front of their house. This means that it simply makes practical sense that they are the ones who take on the role of protecting the home.” But like many other women, defending their rights has not been without risk. Many women have been arrested and imprisoned: most recently, in November, seven Boeung Kak activists were jailed for a year for blocking traffic during a protest. The day they were sentenced, four more protesters were jailed for a year outside their hearing. They were freed under a royal pardon earlier this month. And in many cases, police have shown no qualms

he UN has become a citadel of nations, ruled over by five nuclear potentates with veto power in the Security Council. Periodically the fortress is besieged by civil society organizations knocking on the door for entry, raising their banners for peace and justice. This is most observable at the meeting of the Commission on the Status of Women during the first two weeks of March. Women flood the Church Center across the street from the UN, overflowing into the Armenian Convention Center down Second Avenue, sharing issues, strategies and concerns. Members of each women’s NGO share a limited number of passes to the UN building itself. This year, in a different UN body, on International Women’s Day, something unprecedented happened. It was a David and Goliath moment. It’s been a long time coming. The respected UN affiliated organization, the Women’s International League for Peace and Freedom (WILPF), took a stand in an environment that has become painfully at odds. More precisely WILPF resigned from monitoring and engaging with the Conference on Disarmament. WILPF is proud of being the first NGO to be affiliated with the UN through the Economic and Social Council back when the UN was getting started in 1946; they see – or saw - the UN as a feminist organization dedicated to saving ‘succeeding generations from the scourge of war’; and they recognized it as one of the few places where small nations could have a voice. In short, they have tried for decades to engage with this body that has been hijacked since 9 /11 by corporate and nuclear powers, and finally they said enough is enough. For some background: The Conference on Disarmament (CD), made up of 65 members states, is the only body of the UN that meets annually to (in theory) negotiate disarmament treaties. Other UN bodies, such as the Disarmament Commission and the UNGA First Committee are only of a deliberative nature. However the latter has the “power” to adopt resolu-

about reacting violently towards women protesters. Rupert Abbott, Amnesty International’s Research Director for Southeast Asia and the Pacific, said that police and district security guards have caused injuries requiring medical attention and even, in one case, a miscarriage: “There is no shortage of video footage showing protests being violently broken up”, he said. He continued: "Amnesty International is calling on the Cambodian authorities to adhere to international standards on policing of assemblies and protests and refrain from unnecessary use of force and violence." It’s not just authorities who threaten women’s wellbeing. According to a LICADHO report from November entitled “Good Wives: Women land campaigners and the impact of human rights activism”, women activists from both Phnom Penh and rural areas have complained of increased levels of domestic violence from partners since they started protesting, some leading to marriage breakdown. Four of the women interviewed said that their husbands gave them an ultimatum: stop campaigning or I’ll leave you. When some refused, husbands lashed out anyway. “Many of the women summarised the impact of their campaigning on their lives by saying that before they started, they were “good wives” but that now they have little time to cook and clean and look after the family in the traditional way and so they can no longer describe themselves as such,” said the report. Of course, other factors that put stress on relationships come into play. Evictions, or even just the threat of them, have taken a huge toll on families’ livelihoods and thus created a significant amount of financial concern. Women who often engage in casual work such as cleaning or selling food at the market no longer have time to make this extra money to support their families. Some interviewed take out large debts or push their children into rubbish collecting to survive. But Cambodia’s women activists are far from victims; if anything, their newly adopted roles in the community make them less and less so. Many said that they felt empowered by their new roles in the community, and that their husbands failed to cope with this. Having been forced to take on active roles outside

the home, they have also got used to standing up for themselves against their more dominant husbands. They have gained confidence, a greater understanding of the world around them and they know their rights. Though gains are small, they are on the whole proud of what they’ve achieved. Speaking to the Phnom Penh Post last year, predominant Boeung Kak activist Yorm Bopha said that women leaders across the world have influenced her: “I looked up to examples of women leaders – female politicians in countries like the USA and Australia and female NGO workers here, even (Cambodian opposition party politician) Mu Sochua. These women inspired me”, she said. Hillary Clinton has been vocal in her support for the Boeung Kak activists, even honouring Tep Vanny -- one of the protesters who was recently jailed -- with a global leadership award in 2013. Bopha added that she hopes she and her fellow activists can be seen as role models: “People are beginning to realise that Cambodian women can be strong, we can protest. If women see us when they read the newspaper, they might feel inspired to get involved in political issues, whereas before they might have just wanted to stay at home and be housewives.” Pilorge from LICADHO recognised this too, saying that the tension women are facing between empowerment and submission marks how their generation represents a crucial shift away from female compliance. “It seems that they are not fully able to let go of the ideas that they grew up with about how they should behave despite feeling that the changes are positive. It is difficult to make predictions about the social changes that may flow from the actions of these women but I think it is likely that it will be easier for the younger generation of men and women to accept that women can fulfil a variety of roles and participate more widely in decisionmaking in the home and in the public sphere and that women’s activism will play some part in this change.” She added: “Women activists, particularly those who lead their communities, have gone beyond the traditional role assigned to Cambodian women of caring for the home and the family.”

The CD has negotiated the Biological Weapons Convention and the Chemical Weapons Convention. But since 1996, it has not negotiated any treaties, or even agreed on which treaty to next negotiate, and it has put roadblocks in the way of any substantive conversation with civil society. These roadblocks, termed indignities in the statement issued by Reaching Critical Will (RCW), are not experienced at the other disarmament forums mentioned above. For the last few years, WILPF has been permitted to deliver a statement to the Conference on Disarmament to mark International Women’s Day. This is the only time of year that any voice from civil society is allowed inside the conference chamber. According to Mia Gandenberger, staff person at RCW, who delivered the statement this year, “We made a point of starting every statement with ‘We, women from many parts the world,’ which was then read out by the (male, middle-aged) President of the Conference. In 2010 finally one of our representatives was allowed in the room to deliver the statement.” The statement she delivered this year stated “… this may be the last time our voice is heard here…This is a body that has firmly established that it operates in a vacuum. That it is disconnected from the outside world. That it has lost perspective of the bigger picture of human suffering and global in-

justice. Maintaining the structures that reinforce deadlock has become more important than fulfilling the objective for which it was created—negotiating disarmament treaties. We can no longer invest effort into such a body. Instead we will continue our work elsewhere. There is much work to be done….” Indeed. WILPF is celebrating its 100th anniversary this week in the Hague. WILPF was founded in 1915 at a conference at the Hague dedicated to stopping World War 1, by women who were global activists even before they had the vote. Before any super-national organizations such as the League of Nations or the UN existed, they used grassroots diplomacy to reach the men in charge: travelling from belligerent to neutral governments and knocking on the doors of power. WILPF is still knocking on doors. Despite a UN resolution SCR 1325 that mandates women’s role at the table when peace settlements are negotiated, Syrian women - the latest example - were denied a seat at the failed talks in 2013. Women are frustrated and impatient at watching wars metastasize around the planet, watching the elements of the sacred earth mined and melted into bullets and missiles. Nearly a thousand women have brought their energy together here in the Hague at WILPF’s 100th anniversary conference on Women's Power to

Stop War. (April 27 to 29). Women from the USA, which is the largest exporter of bullets and missiles in the world, are meeting together with women from the front lines of violence, women living in communities that have been decimated by war and rape and dislocation. A source of inspiration at the conference will be the new Manifesto, the result of three years work by women from the 30 WILPF country sections from around the world: We are renewing WILPF’s commitment to eradicating war by addressing its root causes. Among them we identify: Militarism as a way of thought, and the militarization of societies, such that perceived –threats are likely to be met with weaponry rather than words; The capitalist economic system, involving the exploitation of the labor and resources of the many by the few, wantonly harming people and the environment, generating conglomerates of global reach and unaccountable power; The nation-state system as it is today, involving dominant states, imperialist projects, inter-state rivalry, contested borders, and inside those borders, all too often, failure of democracy, resulting in political repression and intolerance of diversity; Social systems of racist supremacy, cultural domination and religious hierarchy; Patriarchy, the subordination of women by men, in state, community and family, perpetuated by the social shaping of men and women into contrasted, unequal and limiting gender identities, favoring violent masculinities and compliant femininities. We understand these as intersected and mutually reinforcing systems of power, all founded on violence and together productive of war. I encourage you to read the Manifesto. It ends with this challenge to the next generation: Violence is not inevitable. It is a choice. We will implement peace, which we believe to be a human right.

Special needs children deserve every bit of our love as does every child. It is sad, however, that there are times when they are not always treated fairly – it may be as slight as a remark, an expression or a reaction from another that makes them feel excluded or unwanted.Life can be very demanding and challenging for a child with special needs. To help them battle through it, society needs to give them additional support and encouragement all the time. They need the constant support of parents, doctors, therapists, teachers and others who can help and make them feel as independent as possible every single day of their lives.

have a niece who is 2 years and 8 months old. She is the most beautiful and loving child that I have come across. She never complains as long as she is fed on time. Nobody could ask for a more loving child. But she cannot walk nor can she talk. She was diagnosed with Autism Spectrum Disorder (ASD) in October 2014.When she was 6 months old she started showing some problems. At first we thought that it was some kind of respiratory problem. She was treated by several doctors in Nagaland and Manipur but none of them could diagnose her problem. Her condition deteriorated so she was taken to GNRC, Guwahati. The Neurosurgeon there diagnosed it as a non-convulsive seizure but the cause could not be ascertained. She started her medications and her seizure was controlled but she showed no signs of cognitive development and motor skills development. Then Dr. Simpson in CIHSR, Nagaland diagnosed it as a case of mild autism. It is said ‘Ignorance is Bliss’. Is it really Bliss? Now that I am aware of this condition, I reflect back on my years as an educator. Due to our ignorance especially regarding disorders like Autism, ADHD, Schizophrenia, Dyslexia, Seizures, etc, many lives are wasted. Several individuals live with these disorders and are deprived of a normal life because of wrong diagnosis, untimely intervention or mere ignorance. Society also plays an important role in the way these disorders are perceived or treated. Parents try to cover up the condition of their child because society stigmatizes them. There is a stigma connected to all these disorders and the superstitious nature of humans regards it as a curse or some form of black magic. I was left aghast and saddened at the response of some of my VERY EDUCATED friends when they were told of my niece’s condition. Some were horrified, some gave me an awkward look with a lot of pity, where as some haven’t even heard of the term. Just a handful of them knew about the condition. For many, they don’t like talking about it because the topic is a kind of taboo or it distresses them. Many special needs individual go through life without receiving any attention. It is not their fault that they are born like that. Nobody asks to be born with special needs. It’s the way of nature and God’s purpose. Let us show some humanity and help them by educating ourselves, spreading awareness and by giving them the special care that they deserve. The Government should take the initiative of providing special needs teachers and fund schools or institutions for special needs individuals. Unfortunately, in our state, the special needs teachers have to fight for their right and have to beg for attention from the Government. I would also like to urge the youths who are on the threshold of deciding their careers, to opt for studies in these fields as it is the need of the hour. We need specialists in these fields, trained therapists, trained teachers and also trained counselors to guide and counsel the parents, guardians and professionals who interact with children. Autism is not reversible but can be managed through early diagnosis and extensive therapy. If ignored it can be life threatening and an individual will be dependent on others for life. It is not possible to diagnose a dysfunction in a child through some symptoms or behavioral patterns so it is very important to refer it to a doctor, development specialist, occupational therapist etc. When a child does not exhibit behavior patterns which are expected or they exhibit behavioral patterns which are not expected, the child should be immediately referred to a professional. Apart from autism there are several other disorders or learning disabilities which a person can suffer from. It can display as attention deficit, poor memory, poor mathematical abilities, difficulty in reading etc. If the parents or teachers are not aware they can be labeled as ‘lazy’, ‘disobedient’, ‘lethargic’ and countless unreasonable names. The good news is that many of these individuals can lead meaningful lives if the right interventions are given at the right time. In fact they have more talent than many ‘normal’ individuals; this is testified from the fact that many of the leading scientists, inventors and famous personalities had some form of disability: Albert Einstein, Alexander Graham Bell, Pierre Currie, Thomas Edison, Orlando Bloom, Jennifer Aniston, Leonardo da Vinci, John Lennon and many more. My niece has been undergoing speech therapy and physiotherapy for the last few months along with her daily medication. Modi, Ghani pledge to fight Govt cancels over 9000 NGO licenses militants, build bi-lateral trade ‘Revengeful’ flays political parties and NGOs

NEW DElhi, April 28 (rEutErs): Afghan President Ashraf Ghani called on Tuesday for regional cooperation to defeat violent extremist groups, saying after meeting the Indian prime minister that he wants to "make Afghanistan a graveyard of terror" but needs help from India, Pakistan and other neighbours. Ghani's visit to India comes amid his efforts to forge closer ties with neighbours Pakistan and China, prompting some Indian analysts to fret that New Delhi may be losing influence in Afghanistan. "Terror cannot be classified into good and bad. It cannot be differentiated," Ghani said, after meeting Prime Minister Narendra Modi during a three-day state visit. "We must have a unified approach, we must be united both in the region and globally to contain this terror." Modi, for his part, pledged continued support for Afghanistan's fight against the Taliban and other violent extremists and renewed commitment to developing both land and sea trade routes with the country. "We share Afghanistan's pain over persisting terrorism and extremist violence that destroy lives and derail progress," Modi said in remarks distributed by his office, adding that India would contin-

Govt to help pensioners for getting digital life certificates NEW DElhi, April 28 (pti): The National Informatics Centre (NIC) in various states have been asked to provide necessary technical support for starting enrolment of pensioners for getting digital life certificate to ensure hassle free disbursal of pension. In order to spare the pensioners from the trouble of visiting banks for submission of life certificates annually, the Centre had in November last year launched an Aadhaar-based biometric verification system 'Jeevan Pramaan'. The system enables pensioners to submit the digital life certificate online to pension disbursing banks. "NIC centres across various states and districts are being directed by the Department of Electronics and Information Technology to provide necessary technical support for starting enrolment of pensioners for digital life certificate," the Ministry of Personnel, Public Grievances and Pensions said in an order. In view of the immense advantages of using Aadhaar numbers, pensioners' associations are requested to disseminate information about Jeevan Pramaan amongst pensioners. They have also been asked to collaborate in making it a success by facilitating registration of pensioners on Jeevan Pramaan portal using Aadhaar based authentication for organising enrolment activities. With the help of the facility, which is in addition to the other already existing methods, it is possible to submit the life certificate from personal computers, laptops or mobile phones or by visiting a conveniently located branch of any bank or a common service centre, the Ministry said. "A pensioner or family pensioner who wants to benefit from this facility needs to obtain an Aadhaar number and get it linked to his or her Pension Payment Order (PPO) number and pension account. This will also speed up commencement of family pension in the event of death of pensioner or spouse," it said. There are about 55 lakh central government pensioners.

DAVP spent Rs 780 crs in ads in six months till March 2015 NEW DElhi, April 28 (pti): The government today said that around Rs 780 crore has been spent or committed with respect to advertisements and publicity by the Directorate of Advertising and Visual Publicity (DAVP) in six months till March, 2015. Minister of State for Information and Broadcasting, Rajyavardhan Rathore, shared the above information in Rajya Sabha through a written reply. The minister said that in this period, the amount of money spent by DAVP on print media was around Rs 260 crore while that on audio-visual publicity was around Rs 451 crore. DAVP also committed approximately Rs 69 crore for outdoor publicity with the total amount thus spent under these heads standing at Rs 780 crore and 60 lakh in six months till March of this year.

NEW DElhi, April 28 (pti): Government today came under attack from Congress and NGOs for its decision to scrap licenses of more than 9000 NGO's for allegedly violating Foreign Contribution Regulation Act (FCRA), accusing it of being "revengeful" and targeting selectively. Congress leaders said certain non-governmental organisations (NGOs) which were critical of government policies were on the firing line. Senior Congress leader Verappa Moily said the present government is "very revengeful" and its actions amounted to curbing the movement of NGOs. "The government is merely drawing inferences...this is not in the interest of the country. Creating an image that all the NGOs are not good is not good for the country," he said and added that if there was an erring NGO, it should be prosecuted. Greenpeace activist Priya Pillai, who was prevented from going abroad to the UK, said that her organisation had been publishing its accounts on its website.

"We are not being targeted for our accounts. The main issue why Greenpeace and some other NGOs are being targeted is because it has a voice of dissent. Because they have been working for tribal rights, land rights of communities and this has been an area of concern for the government. "The government is not ready to listen to the voice of dissent in the country," she said. However, Minister of State Kiren Rijiju defended the decision, saying "action has been taken after getting specific inputs." He was responding to questions from reporters about Government cancelling licenses of the NGOs and freezing seven bank accounts of Greenpeace India for alleged FCRA violations. The US-based Ford Foundation has also been put in the 'watch list' last week by the Home Ministry last week which directed that funds coming from the international donor should not be released by any bank to any Indian NGO without mandatory permission from it. Ministry said notices were issued in October last year to nearly 10,000 NGOs to file their returns for 200910, 2010-11 and 2011-12 within a month. The NGOs were asked to specify the amount of foreign funds received, sources of such funds, for which purpose it was received and the manner in which such foreign contribution was utilised. However, only 229 NGO's filed their returns leading to cancellation of their registration issued under FCRA, the notification said. Congress leader Rajiv Shukla asked the government to spare the NGOs who were working for good cause. Congress MP Gaurav Gogoi criticised the government move claiming that the NDA regime has become intolerant to criticism. "Government is trying to rein in critical voice. It has become intolerant which is not good," he said. BSP leader Mayawati said her party had no issues if the government was acting against those NGOs which were not following laid down norms.

KolKAtA, April 28 (pti): In a major boost to the party ahead of next year's Assembly polls, the Trinamool Congress scored a landslide victory in the Kolkata Municipal Corporation bagging 114 of the 144 wards, and also won 69 of the 91 civic bodies in districts across West Bengal. The victory in the municipal polls, which was billed as the semi-final before the Assembly polls, will act as a shot in the arm for the TMC, which recently faced serious allegations of corruption, including alleged involvement of some of its Mamata Banerjee termed the victory as "a befitting reply to the slanderous campaign carried out by the Opposition and a section of the media." The TMC, which in the last KMC polls had won 95 seats, increased its tally to 114 while the main opposition CPI(M)-led Left Front was reduced to just 15 from 33.

The BJP, which was hoping to replace the Left as the main opposition in the KMC, miserably failed, managing to increase its tally from three to just seven seats. Independents bagged three seats in the KMC. Congress, which was fast becoming insignificant in state politics, managed to win five seats, down from eight in 2010. Contrary to KMC, the results in the Siliguri Municipal Corporation showed the CPI(M)-led Left Front has managed to regain some of its lost ground capturing 23 of the 47 seats. Permanent Representative Asoke Kumar Mukerji told a panel considering reforms to the election process that the Security Council should present a slate of candidates, rather than just one, to the General Assembly, which should elect one of them by twothirds of the votes. In election process that has been followed so far,

the Security Council members-essentially the five veto-wielding permanent ones-agree on one candidate leaving it to the General Assembly to vote for or against the candidate. In practical terms though, the other UN members do not have a real choice and the General Assembly simply elects by acclamation the person anointed by the permanent members through their back-room deals. This process was recommended as "desirable" in a 1946 General Assembly resolution, but was not mandatory. Mukerji said that resolution should be amended to incorporate the proposals he made. "The United Nations

faces its most serious tests both in terms of credibility and performance," Mukerji said, and the election of Ban's successor "gives us an historic opportunity to change and improve the existing selection process of the Secretary-General in the interests of the United Nations system in general, and the Assembly's prerogatives in particular." For India, which has been campaigning against the concentration of powers in the hands of the Security Council, the forthcoming election is an opportunity to extend this mission. In clashes the police have been shooting bullets, tear gas and water cannon, according to Human Rights Watch, which said in a statement late Monday that at least two people had been killed and several others wounded. The Burundi Red Cross said, however, that it has confirmed six deaths. Burundian police on Monday arrested Pierre Claver Mbonimpa, a leading human rights activist and government critic, and also shut down an independent radio broadcaster known as RPA, said Human Rights Watch. The ruling party said in a statement late Monday that the events unfolding in Bujumbura are “nothing short of rebellion”

Peruvian community lives half the year on the water BELEN, ApriL 28 (Ap): Residents of the Peruvian Amazon community nicknamed “Venice of the Jungle” live half the year on the water, with canoes replacing motorcycle taxis as the most popular form of transport. Teenagers swim in the same areas where they played soccer during the other six months of the year. From January to June, water overflows from a river that feeds the Amazon, flooding the northeastern jungle community of Belen, which is part of the city of Iquitos, drastically changing life for its estimated 16,000 inhabitants. Water is everywhere, making it possible to fish from inside some houses through a hole in the floor. This “Amazonian Venice” draws tourists, who arrive in boats during the watery season. But the community is a lot less picturesque for the people who live there. So their homes don’t flood when the Rio Itaya spills over its banks, people build them three meters above ground, sustained by stilts of wood collected from the jungle. Mothers keep a close eye on toddlers just learning how to walk to ensure they don’t fall in the water; the local press reports one or two child drownings each year. School-aged children are ferried to class in small boats. The community is afflicted by various ills. According to official statistics, 40 percent of the children in Belen suffer from malnutrition and 66 percent of the entire population is poor. Peru’s Health Ministry says inhabitants commonly suffer from respiratory illnesses, as well as diarrheic sicknesses caused by people and animals defecating too close to the river. Many inhabitants work in a market in a nearby area that never floods, selling shad and other fish they catch in the river. Life here changes from July to December, when the Itaya river retreats to its lowest level. Summer heat spreads across the zone, the streets dry out and the junk that had floated on the water forms trash heaps that attract rats. The government has offered to spend $58 million to relocate the community to a piece of land 20 kilometers (12 miles) away. While about half of the residents support the idea, the rest say the proposed area is too far away from the market where they work.

SEOUL, ApriL 28 (Ap): The South Korean ferry captain responsible for last year’s disaster that killed more than 300 people, mostly school children, was given an increased sentence of life in prison Tuesday by an appellate court that convicted him of homicide. A district court in November had sentenced Lee Joon-seok to 36 years in prison for negligence and abandoning passengers in need but acquitted him of homicide. Victims’ relatives criticized the verdict at the time, saying it was too lenient. Prosecutors earlier had demanded the death penalty for Lee. Lee’s sentence was increased because the Gwangju High Court additionally convicted him on the homicide charges while

upholding most of other charges that led to his November conviction, according to a court statement. The appellate court sentenced 14 other navigation crew members to 18 months to 12 years in prison, the statement said. In November they had received sentences of five to 30 years in prison. The court said it decided on Lee’s homicide conviction because he fled the ship without making any evacuation order though he, as a captain, is required by law to take some measures to rescue his passengers. Most of the victims were teenagers who were en route to a southern island for a school trip. Lee has said he issued an evacuation order, but the - court statement said two of the 14 crew members acknowledged that there was no evacuation order. Many student survivors have said they were repeatedly ordered over a loudspeaker to stay on the sinking ship and that they didn’t remember there any evacuation orders made by crewmembers before they helped each other to flee the ship. A year after sinking, 295 bodies have been retrieved but nine others are missing. There is still lingering public criticism against the government over its handling of the sinking, the country’s deadliest maritime disaster in decades. Last week, South Korea formally announced it would salvage the ship from the ocean floor off the country’s southwest coast.

Relatives of the victims hope that might locate the missing, including four students, and help reveal more details about the sinking. Some experts are skeptical about those wishes and remain opposed to spending taxpayer’s money to lift the civilian vessel.Officials say the salvage job is estimated to cost $91 million to $137 million and take 12 to 18 months.

Most Nagas view with dismay the Armed Forces Special Powers Act (AFSPA). It empowers Army Officer to arrest people without Warrant from a Magistrate. This law acts most often at dead of night on suddenly woken men, women and children of the family or dazed citizens. This Law dehumanizes, violates Human Rights and degrades everything of human decency. It makes abrasive soldiers exhilarated with Power to misbehave with the suspected unarmed man and woman. The Shillong Accord in 1975 has not enhanced the Naga Prestige; then the splintering of the Monolithic Naga National Council by the National Socialist Council of Na-

galand, now Nagalim, has brought down the Naga Prestige further down and now the unstoppable propensity of home grown Naga factional Groups has brought the Nagas to his lowest honor. The public impression of the Naga National Groups today is that they are interested for the Cottage Industry of collecting Fund under the grandiose name of doing Naga National Cause and nothing more so much so that the Naga Prestige is now not honorable enough to earn an Honorable Solution. The State Government of Nagaland does not help either. The State Politicians are so much after money that they seem to be interested only to get Funds from the Union Government and seem prepared to go to any lengths and compromise the prestige of the State and its People. The much vaunted Christian State of Nagaland the other day gave embarrassingly extraordinary wide birth to the Lion of the BJP -Amit Shah- whose Party keep silent when Nuns are Raped, Churches vandalized and burned. he tenth season of ‘Maanada Mayilada’, a dance show on a Tamil television channel has managed to enter Guinness Book of World Records. It is said to be the first dance reality show to create such a record. The team of 'Maanada Mayilada' managed to set a new record for creating a mammoth set on the show. "We have come up with a grand Ames illusion set for our show. It is a splendid set covering 4,000 square feet. Forty minutes of the show was shot in the set," choreographer Kala, who is also the director of the show said. "It is a rare achievement and we managed to put a huge set with great difficulties," she said and added: "We are proud and happy with the honour." The show over the years has also produced actors as Aishwarya Rajesh.

The workshop, which began on April 23, was conducted by Paul Cesarczyk, a Polish-born American guitarist and guitar teacher. Sponsored by the Indian Guitar Federation (IGF) and co-sponsored by North East Zone Cultural Centre (NEZCC), the workshop was hosted by the Nagaland Classical Guitar Society. About 25 participants joined the workshop which included guitarists and guitar teachers from across Nagaland, Northeast and Kolkata. The Teacher Training Workshop

was based on the graduate pedagogy course Cesarczyk teaches at Mahidol University, College of Music in Bangkok, Thailand, where he serves as the Guitar Department Chair. The workshop comprised of a series of lectures combined with teaching demonstrations, master classes as well as group lessons – where they will combine to form an ensemble. Cesarczyk is a recipient of several prestigious awards including the Andres Segovia Award and the Aaron Copland prize from American Society of Composers, Authors and Publishers (ASCAP). His dedication in teaching has produced numerous prizewinners in national and international competitions.

Female Transformers to be unveiled in comic series this July

team of six new female Transformers will be unveiled by Hasbro in the comic series "Transformers: Combiner Hunters" this July. The toy versions of the group will be released post the comic series, reported the Verge. The new group, which fuse to form the "Combiner" Transformer Victorion, is the result of a recent poll, and reflects the series diverse fanbase. "Our female fans have demanded to be part of the story," Sarah Carroll, senior brand manager for Transformers at Hasbro said. "To have them be represented as well is something that's only natural." Female Transformers have existed since the series launched in the 1980s ? with characters like Solus Prime taking important roles in the series' mythology ? but have not achieved the same level of prominence as core characters like Optimus Prime and Megatron. That changed last year with the introduction of WindBlade, a fan-built female Transformer who went on to earn her own comic.

LOS ANGELES, ApriL 28 (Ap): Manny Pacquiao and trainer Freddie Roach have spent the past two months trying to solve the biggest puzzle in modern boxing. How does anybody hit Floyd Mayweather Jr., a fighter whose perfect career is built on being nearly impossible to touch? Pacquiao and Roach will reveal their answer in detail Saturday night in Las Vegas, when the fighters meet in the richest bout in boxing history. But clues to a strategy for breaking Mayweather's impenetrable defense were evident in Pacquiao's final workout at Roach's Wild Card gym in Hollywood on Monday. Pacquiao was a whirlwind of motion from the moment he stepped in the ring, throwing dozens of punches in combinations against Roach's mitts and chest protector. While Roach took a much-deserved break, Pacquiao shadowboxed across the canvas, peppering the air with hundreds of rapid-fire punches long after his workout could have been over. "You can beat Floyd Mayweather if you outwork him and never give him a chance to do the things he does best," Roach said. "Manny is punching real hard, but I want him to outscore (Mayweather) in ev-

ery round. I think we can win a 12-round decision. We want to throw a ton of punches." Pacquiao is betting on aggression, activity and punch volume to defeat Mayweather, according to the fighter and his longtime trainer. The eight-division world champion has trained fiercely to fight 12 rounds of nonstop offense against the pre-eminent defensive fighter of his generation. "I'm not really looking for a knockout," Pacquiao said. "We're not looking only for a knockout, but for throwing a lot of punches, and also making sure that every round, we're ahead on points." Pacquiao has built his remarkable career on otherworldly quickness and oldfashioned volume punching, both outmaneuvering and outworking nearly all of his opponents over the past 10 years. He has never faced a fighter with Mayweather's skills in defense and counterpunching, but Roach believes Mayweather has never dealt with an opponent as relentless as the southpaw Filipino congressman. "Our volume of combinations is much higher than Mayweather's," Roach said. "Mayweather waits for you to finish your combination and throws back with the big right hand

or the check hook, and we're not going to be there for that. We're going to be in and out, and I plan on Manny outscoring him that way." Roach also seems confident Pacquiao can move better than Mayweather in a 12-round fight, a remarkable prediction based on observation. The trainer believes Mayweather's legs will fade in the second half of the fight, particularly if Pacquiao chases him around the ring for the first half. Evidence of the decline in the 38-year-old Mayweather's legs is debatable, but Roach insists he saw it in Mayweather's two most recent fights against Marcos Maidana. The hardhitting Argentine seemed to land more clean shots on Mayweather than anybody in recent history through persistence and volume, although Mayweather has scoffed at the notion. "Mayweather's legs are shot, and you saw it twice last year," Roach said. "He's not becoming more crowd-pleasing. He just can't move like he used to, so he has to exchange more. As long as we can hit him and then move, Mayweather can't touch us." Roach has closed Pacquiao's sparring sessions to the media, an unusual tactic for the duo. Roach said it's because they're working on a de-

tailed game plan that includes "a little bit more of a surprise. Stuff he hasn't seen before." But Roach has echoed Pacquiao's decision to downplay the possibility of a knockout. Mayweather has rarely even been in trouble in his career, much less stopped, while Pacquiao hasn't stopped anyone in his last nine fights since 2009. "I can't count on him knocking this guy out, because he really has never been a big puncher at 147 (pounds)," Roach said. "That's because by fight time, most of the guys he's fighting have been 160, and they're just bigger guys." But Roach wants Pacquiao to be ready to fight from the opening bell, something that shouldn't be hard with the likely frenzy in the MGM Grand Garden. "For some reason, I have an idea that (Mayweather) is going to come out really quick on us and try to knock Manny out in the first round," Roach said. "I think he's been watching the tape of Manny getting knocked out (by Juan Manuel Marquez). Mayweather does have that big overhand right, or that long right hand. I think he's going to use that against us. We're prepared for that one also. "I think Mayweather will come right after us. I hope he does. We're ready."

Olympic medalist M.C. Mary Kom today inaugurated ACI’s Jagjivan Sports’ Academy here at Asufii Christian Institute (ACI), which is being funded by J.V. Gokal Charity Trust, Mumbai. Speaking on the occasion, Kom termed the institution “a welcome step” and encouraged youngsters to start their journey with this Academy in fulfilling their dreams. While saying that people understand the importance of sports and that

many children are interested in sports, Kom mentioned that there is a lack of proper infrastructure. “We don’t have infrastructure to groom them to the desirable level,” she said. Kom is however hopeful that things can pick up from here. “We are not late. We still have time. We can achieve,” the five-time World Amateur Boxing champion said. The All England Club announced Tuesday that prize money for the grasscourt Grand Slam will total 26.75 million pounds ($40.60 million). Organizers said the prize fund will be "the highest ever in professional tennis," surpassing last year's U.S. Open purse of $38.25 million. The tournament will

run from June 29 to July 12. The break between the French Open and Wimbledon, normally two weeks, has been extended to three weeks for the first time this year.
