Low intensity blast at Marwari Patti

DiMApUr, April 29 (MexN): A low intensity blast occurred on Wednesday evening at Marawari Patti here. According to the Dimapur police, the explosion happened at around 8:20pm near Jain Mandir, outside the gates of a travelling agency, Rhino Transport. No injuries or damage to property was reported except some ‘splinter-damage’ to the gates and walls of Rhino Transport. Preliminary investigations by the police showed the signs of an Improvised Explosive Device (IED) that caused the blast. Though a crowded place, no one could clearly state to the police if someone had fled the spot on a bike or autorickshaw, or placed it there earlier. The case is now being investigated.

Governor to donate 1 month salary for earthquake relief

KOhiMA, April 29 (MexN): Nagaland state Governor, PB Acharya will contribute one month’s salary, amounting to Rs 1.10 Lakhs, towards the Prime Minister’s National Relief Fund for the relief of the recent earthquake victims in Nepal and parts of India. Further the officers and employees of the Nagaland state Raj Bhavan will contribute an additional amount of amount of 1.40 Lakhs to the relief fund. A press note from the Governor’s Secretariat appealed to the public, “especially the well to do and affluent sections of the society,” to donate generously to the Prime Minister’s National Relief Fund for the cause. The amount may be sent to the Office of the Principal Secretary to Chief Minister, Nagaland so that the amount may be consolidated and remitted to the Prime Minister’s National Relief Fund, it was informed.

NTTU against proposed ban on movement of timber laden trucks

DiMApUr, April 29 (MexN): Taking strong exception to reports on a proposed ban on movement of vehicles carrying timber products, the Nagaland Timber Traders Union (NTTU) today said it would approach the court of law on the “illegal restriction” imposed on the timber business. NTTU in a press release issued by the union president, Kevise Sogotsu, termed the proposed ban on movement of vehicles ferrying as a direct threat to timber traders and villagers depending on timber business as their source of livelihood. “NTTU and tree farmers have been faithfully paying tax to the state government and timber

trade has been in operation in the state of Nagaland as per the guidelines of the Supreme Court. Therefore, the question of banning of timber-carrying vehicles does not arise and is illegal,” the union said. The NTTU statement comes in the wake of demands made by various NGOs and civil societies and appeals to district administrations to ban movement of timber-laden trucks during the monsoon season, taking into account the deplorable condition of roads in all districts. “Timber trade in Nagaland is not an illegal trade and NTTU has been regularly paying royalty and other taxes to the state government. It is the duty of the state government to maintain and repair

roads from the taxes and royalties they receive. Why should the government or public only blame timber business for bad roads as there are other heavy vehicles plying on the roads,” NTTU asked. NTTU said in case any restriction on movement of vehicles carrying timber arises in any district, the union NTTU would approach the court to take cognizance on the restriction imposed on a legal business and take to task the district administration and police. “We also appeal to the Naga political groups to take the matter seriously as NTTU has always been trying to accommodate to the various needs of the Naga groups,” NTTU added.

Centre offers to send officers on deputation to NE states

New Delhi, April 29 (pTi): The Centre has offered to send its officers on deputation to north eastern states to help them overcome manpower shortage and execution of policy decisions. “I understand that you have acute shortage of officers at middle level due to low intake of officers in civil services from 1992 to 2006. “The state governments may like to utilise the experience of the Central Secretariat Service (CSS) officers at appropriate level on deputation basis,” Department of Personnel and Training (DoPT) Secretary Sanjay Kothari said in a letter to chief secretaries of Tripura, Nagaland, Mizoram, Meghalaya, Manipur, Assam, Arunachal Pradesh and Sikkim. The CSS is one of the earliest organised services in the country and is an important constituent of the central government machinery. Officers of the service provide a strong

and permanent set up of middle level functionaries to the central government and contribute in policy formulation and its execution. “The arrangement will enrich the officers with the required field experience at ground level in the execution of various schemes and policies and make them understand issues in a better way which will in turn improve their capacities,” Kothari said. He has asked the state governments willing to take CSS officers on deputation to identify vacancy and tenure of posting and convey the same to the DoPT. “This department will circulate the vacancies among CSS officers and nominate a panel of selected officers for deputation to state government and you can choose the suitable officer from the panel,” the letter said. There are about 2,200 Group A CSS officers.

The outfit has also developed close fraternal ties with other North-East insurgent groups like the Revolutionary People’s Front (RPF) / People’s Liberation Army (PLA) of Manipur. Both the outfits have agreed upon mutual cooperation in the areas of training, funding, supply of arms and ammunition. Disclosing this at the Rajya Sabha, Chaudhary also pointed out that the CPI (Maoist) was trying to establish organizational bases in the North East

with a view to forge relations with other insurgent groups to meet its military requirements. He said the Upper Assam Leading Committee (UALC) of the CPI (Maoist) is presently operating in Assam and Arunachal Pradesh and have been involved in incidents of looting of weapons and extortion from local villagers. The UALC has also been engaged in recruitment and training of cadres for the outfit in Assam. These cadres have been utilized in extensive propaganda against mega dams in Assam. In this backdrop, Assam-Arunachal border has emerged as another theatre of Maoist activity. According to a report of the Institute for Defence Studies and Analysis (IDSA) in 2012, some arrested Maoists had disclosed that the CPI-Maoist has been trying to establish contact with arms traffickers in Dimapur, Nagaland, for Chinese- and European-made arms. Cabinet approves enhanced punishment for bribery New Delhi, April 29 (iANS): In a bid to remove the fear of future harassment over decisions taken in good faith by policy-makers but assign stricter punishment for graft, the cabinet on Wednesday approved key changes in the anti-corruption law to be placed before parliament. Among the proposals in the Prevention of Corruption (Amendment) Bill, 2013, is a new definition of criminal misconduct and more stringent punishment for offences, both by the giver and taker. In addition to individuals, it also seeks to bring commercial entities within its purview. The minimum punishment is proposed to be enhanced from six months to three years and the maximum from five years to seven years. “The seven-year imprisonment brings corruption to the heinous crime category,” an official statement said after a cabinet meeting here chaired by Prime Minister Narendra Modi. The amendments also seek to make the law conform to the UN Convention against Corruption. In the existing act legislation, the guilt of the person is presumed for an offence of taking a bribe. The bill seeks to amend this provision to only cover specific offences. It also wants that an “intention” to acquire ill-gotten assets should be proved by the prosecutors. Earlier this week, Finance Minister Arun Jaitley had said the 27-year-old anti-corruption law needed a complete re-haul as it was not only preventing an honest decision-making process, but also leaving a lot of room for undesirable interpretation. “Does the 1988 act adequately distinguish between an act of corruption and one where honest error has been made,” Jaitley asked at an event of the Central Bureau of Investigation (CBI). “This 1988 act fails the test,” he said, faulting the inference of words like corruption and gratification.

“In any economic activity, decisionmaking has to be quicker,” he said, alluding to recent events where former bureaucrats -- some of whom enjoyed impeccable record during service -were called in for questioning by probe agencies for decisions taken earlier, and charges filed against them. The new bill seeks to rectify that. “It is proposed to extend the protection of prior sanction for prosecution to public servants who cease to hold office due to retirement, resignation,” an official statement said on Wednesday, following the cabinet approval. “Further, prior sanction for inquiry and investigation shall be required from the Lokpal, or Lokayukta, as the case may be, for investigation of offences relatable to the recommendations made or decision taken by a public servant in discharge of official functions or duties.” The Prevention of Corruption (Amendment) Bill, 2013 was introduced in the Rajya Sabha on August 19, 2013. The related parliamentary standing committee submitted its report on February 6 next year. The views of the Law Commission were also incorporated. But the Bill could not be passed. In the new bill, proper definition of several terms has been proposed. For example, public function is defined as one that is performed in the course of employment and done so impartially, in good faith. Improper performance is breach of this expectation -- and relevant means one that is performed in good faith, in a position of trust. At the same time, the bill omits an existing provision where during trial, if a person makes a statement that bribe was given, it cannot be used against that person by the prosecution. This may deter bribe givers from appearing as witnesses in cases against public officials.

Nagaland Police urges people to be vigilant of cybercrime KOHIMA, APRIL 29 (DIPR): The Nagaland Police Department has urged the people of the state to be vigilant against rising cyber crime cases. A press note from the SP (Crime), PHQ, Nagaland, M Tungoe, said that with the increase in the use of Internet and other computer networks, the chances of electronic crime has also risen. Cyber-criminals, he cautioned, can commit crimes against victims who are thousands of miles away. Cybercrime, he informed, can be prevented with a little technical advice and common sense. He listed out various precautions to be taken in order to protect oneself from cyber crime. Make sure your computer is configured securely When you are installing your computer at home, choose the right level of security and privacy for your new computer. Shield your personal information Exercise caution when sharing personal information such as your name, home address, phone number, and email address online. The following list contains some advice for how to share personal information safely online: Keep an eye out for phony email messages. Messages may be fraudulent if they contain misspellings, poor grammar, odd phrasings, URLs with strange extensions or that consist entirely of numbers, and anything else out of the ordinary. Don't respond to email messages that ask for personal information. Legitimate companies will not use email messages to ask for your personal information. Don't click on the links in these messages as they make take you to a fraudulent, malicious websites. When visiting a website, type the URL directly into the Web browser rather than follow a link within an email or instant message. Fraudsters often forge these links to make them look convincing. NPSVMS is an initiative of Nagaland Police to maintain a common repository of vehicular information, provide the public and the field personal an SMS gateway to report stolen vehicles and broadcast emergency messages to check posts all over Nagaland. The concept note of NPSVMS stated that vehicular theft is a serious concern for any society and with the rising number of vehicles on streets, the cases of thefts have also steadily increased. The north east also has the dubious distinction of being a place where stolen vehicles from other parts of the country are brought and used under fake credentials, often for antisocial purposes, it stated. In order to address this issue, Nagaland Police has developed an IT system. The NPSVMS system is a cloud hosted solution which guarantees 99% uptime and availability. The note said in most cases of vehicular theft, the 24 hours are the most crucial and failure to react within this timeframe often results in an unrecovered vehicle. The NPSVMS will provide a facility for the public to quickly inform the department of theft cases via SMS to a public hotline number

The programme, observed under the theme “Clean Environment, Free Malaria,” was held at Mayangnokcha Government Higher Secondary School. All together, 2 students each from 15 schools participated in the competition, where Arenla Principal, MGHSS gave a short speech. CHIzAMI, APRIL 29 (DIPR): A wildlife watchtower and community-resting shed was inaugurated by Chief Conservator of Forests, Wepretso and Conservator of Forests Kocha Meyase in different locations at Chizami village on April 27. Both the officers of the Forest Department were a part of the High Level Monitoring Committee which is on a two day tour to Phek, thanked the villagers for cooperating with the department in conserving the forests. DFO Phek Rongsenlemla Imchen appreciated the village community for their cooperation and stressed on the sustainability of the conservation effort. Village Council Chairman, Chizami village acknowledged the DFO and her staffs for raising environmental awareness amongst the village community and guiding the community in the implementation of the Biodiversity Conservation Project at Ewu Forest, Chizami. Bodies of 6 Assam women killed in Nepal quake brought home

Northeast Briefs 2 NDFB(S) militants arrested Guwahati, april 29 (pti): Two NDFB(S) militants were arrested with arms and explosives in separate operations in two districts of Assam today. Acting on a tip-off, a joint team of the police and army caught one militant from Parbatjhora area of Kokrajhar district, a defense spokesperson said. The militant was identified as Sachin Brahma alias Lalawho and a 9 mm pistol and ammunition were seized from his possession. The militant was allegedly involved in extortion and providing information about movement of security forces, he said. In another operation, a militant of the same outfit was arrested from Sopay Rowmari in Bishwanath Chariali police district. The militant, identified as Dilip Boro, was allegedly involved in the killing of Adivasis in the district, Sonitpur Superintendent of Police Sanjukta Parashar said.

Four dead, 98 critical after consuming hooch in Assam Jorhat, april 29 (pti): Four persons have died and 98 others, including 25 children, are battling for their lives after consuming illicit liquor in Jorhat district, police said on Wednesday. The victims, all tea garden labourers of Dholi Samaguri Tea Estate, complained of stomach ache and vomiting on Tuesday night after they consumed country liquor sold illegally inside the garden, Jorhat superintendent of police Amanjeet Kaur said. The victims were initially taken to a local hospital and later referred to Jorhat Medical College Hospital (JMCH) where one person was declared brought dead and two others died during the night. A woman died on Wednesday in the hospital. The condition of the remaining 98 persons was stated to be critical, JMCH superintendent Nilutpal Bhattacharjee said. Three persons have been arrested so far for allegedly selling country liquor without a license inside the garden and search is on to arrest some others, police said.

US to sell India $96 mn support for C-130J Super Hercules aircraft

Washington, april 29 (ians): The US State Department has approved the sale of $96 million worth of follow-on support for C-130J Super Hercules aircraft to India to enable the Indian Air Force to remain mission-ready for disaster relief and international humanitarian assistance needs like in quakehit neighbouring Nepal. Pentagon’s arm handing foreign military sales notified the US Congress of this possible sale to India last week saying the “proposed sale of this equipment and support will not alter the basic military balance in the region.”

“This proposed sale of additional equipment and support will enable the Indian Air Force to sustain a higher mission-ready status for its C-130J fleet,” the US Defence Security Cooperation Agency (DSCA) said.India needs this support for its Super Hercules aircraft to ensure its aircraft operate effectively to serve its transport, local and international humanitarian assistance, and regional disaster relief needs, the agency said. India, it said has requested for follow on support for 5 years for their fleet of C-130J Super Hercules that includes 8 spare AN/

major South Asian partner which has been, and continues to be, an important force for economic progress and stability in South Asia.” The principal contractor will be the LockheedMartin Company in Marietta, Georgia, DSCA said. There are no known offset agreements proposed in connection with this potential sale, it said.The proposed sale will also not require the assignment of any additional US Government or contractor personnel to India. There will be no adverse impact on US defence readiness as a result of this proposed sale, DSCA said.

The cabinet approved “doing away with the requirement of filing a declaration by a company before commencement of business or exercising its borrowing powers,” a cabinet communique said. It also approved “rationalizing the procedure for laying draft notifications granting exemptions to various classes of companies or modifying provisions of the Act in Parliament,” the statement added. These amendments to the Companies (Amendment) Bill, 2014 “will address issues related to ease of doing business and put in place a speedier process for approval of draft notifications for providing exemptions etc. from specific provisions of the Act to a class of companies,” the ministry of corporate affairs said in a statement here.

National Consultation on Women’s Interfaith meet in Kiphire promotes peace Reproductive Rights, Human Rights held Kohima, april 29 (mExN): A two-day National Consultation on Women’s Reproductive Rights, Human Rights and Using the Law was held on April 28 and 29 at NEILET, Meriema. A press release received here informed. Organised by the Women Studies Centre, Nagaland University, HRLN, Nagaland Chapter in collaboration with NMA and sponsored by the European Union, the two-day National Consultation deliberated with serious concern on Women’s Health, Reproductive Rights and Human Rights within the State of Nagaland. The consultation brought more than a hundred participants from 34 organisations including Women Leaders, Lawyers, Academicians, researchers and activists from across the States as well as from the country and beyond. Reports were presented by different organisations on the health scenario,

facilities, infrastructure, problems of Asha workers, Anganwadi workers etc. from the districts and far flung areas of Nagaland. Issues of NNP+, disabled and differently-abled persons, taking up Public Interest Litigation (PIL) and individual litigation were discussed. Legal experts from the HRLN included Senior Advocate Gyatri Singh, HRLN Mumbai, Kerry McBroom, HRLN, New Delhi, Debasmita, HRLN, Assam and health professional Dr. Narendra Gupta, Expert member on the Common Review Mission on NRHM were the resource persons. The second day’s deliberation was on Human Rights issues in Nagaland brought into focus by Dr. Rosemary Dzuvichu, Director, WSC and Co-ordinator HRLN, Nagaland. Rape and sexual violence against women, absence of Fast Track Courts, domestic violence cases which

are on the rise were flagged in the first segment of her lecture. Other issues raised during the deliberation included: Right to Food and the situation of the Public Distribution System in Nagaland, serious concerns on Mid Day Meals, absence of toilets, infrastructure, continuous non-release of salaries of school teachers, bad road conditions, lack of basic amenities like clean good water, trafficking of children and women and focus on discriminatory customary laws and social practices including the ongoing Municipal Election and women’s reservation case in the Supreme Court. Kekhrie Yhome, Visiting Fellow, NU, representing the NPMHR, revisited cases of army atrocities like the Oinam case and Jotsoma rape case by the Indian army and the Mukalimi incident. He also highlighted the trends of mob culture which, he mentioned, is a result of frustration caused

by the absence of justice. Concerns of social heath within the state and the generational gap were also raised. He further stressed on the need to celebrate successful mothers. Livika Sumi, representing the Legal Services Authority, Nagaland gave a resume of the work of the legal services provided in different districts in Nagaland and dwelled on Domestic Violence against Women and sexual violence. HRLN Nagaland Lawyer Zheviholi Swu drew the attention of the house to the rights of the disabled and the various laws which guarantee their rights. She also dwelled on the programs and schemes available for them. The last session of the two days consultation ended with a unanimous resolution to take up Plan of Actions for PIL’s on various issues raised in the two days meeting.

KiphirE, april 29 (mExN): Peace Channel Kiphire held an interfaith meet at Hopongkyu Memorial Hall, Kiphire, on the theme “The role of religion and spirituality in promoting universal human value.” T. Lankonsen Tsanglao, SDO (C), Kiphire, was the chief guest on the occasion while Hemant Kamdi, Wildlife Warden, Kiphire division, was the guest of honour. Greeting the congregation, Lankonsen said that everyone desires peace and added that it should be the bounden responsibility of everyone to spread peace. He suggested parents to teach their children on peaceful existence with one another at home for a better society. Citing instances of religious tension elsewhere in India, the SDO (C) claimed, “Nagaland does not face religious tension except on tribal line.” He further expressed optimistism that such interfaith meet would promote peace in the district. the Bible and the Koran, the guest of honor and Wildlife Warden, Kiphire, Hemant Kamdi, who is himself a Hindu, urged everyone present to promote peace to all living beings including wildlife. He said peace would come by saying no to violence and promoting love with others. Dimapur, april 29 (mExN): A cache of 980 capsules of Spasmoproxyvon and 30 Nitrosun was found in the possession of a woman on April 28 by the Excise personnel of Dimapur District. The woman, identified as Ngabu of 7th Mile Dimapur, was subsequently arrested by the Excise personnel led by Mainshila Aier AIE along with constables, Kavito and Jungshi, and was forwarded to court for trial. According to a State Excise Dimapur District press note, in the month of April, the department have detected and registered 101 offence and seized 2493 bottles of assorted liquor, 15 kgs of Ganja, 1191 capsules of Spasmoproxyvon and 39 tablets of Nitrosun which are kept in the ‘malkhana’ and will be eventually destroyed.

UTNA Kohima 'unhappy' with new nursing service rule Kohima, april 29 (mExN): The Kohima Unit of the Unemployed Trained Nurse Association, (UTNA) Nagaland, has expressed displeasure over the recent Government re-amendment of nursing service rules, according to which 50% of service entry will be from competition through NPSC and 50% by direct appointment through batch wise merit list. The union stated that this is “totally against” the interest of the Unemployed Trained Nurses Association Nagaland as most of

them have already become “overage” and “unfit for competitive exam.” Stating that the department has been giving more and more nursing training while not creating a single post, the UTNA Kohima unit maintained that this was only increasing the number of unemployed nurses and asked that the Government to stop recruiting individuals/person into the nursing profession until it fulfills the demand of UTNA Nagaland. The unit also warned

the Goverment would be solely responsible for whatever action UTNA Nagaland takes up. The Kohima Unit also expressed strong support to the demands of UTNA Nagaland to revoke the re-amendment of nursing services rules 2014 and for post creation, promotions and up-gradation of nursing post in the district hospital/CNC/MC and other health unit. The unit also urged each and every unemployed trained nurse to be prepared and ready for the call of UTNA Nagaland.

Melting into Kathmandu

K

athmandu is a city dedicated to communities and art. It is an ode to heritage and modernity, cradling both and producing aesthetics that seem like a dream. It has its broken ways of struggling political structures; it has its firm lanes of historicity. Lit by the moon, horizoned by the snow-peaked Himalayas, falling in love in, and with, Kathmandu is a feeling one always melts in memory of. The city has three essential parts—Kathmandu, Lalitpur and Bhaktapur—urban centres of old Newari habitation. They built these old parts of the city with great love and respect for their traditions. The lanes—that swoon into each other—are dotted with Buddhist and Tantric art work in brick and bronze. Till date, communities use these spaces to unravel their daily lives. From exquisite stone carved windows, one can look into sunken courtyards built in 6th century AD that serve as water collection and chit-chat points, water pouring out of intricately carved stone gargoyles. They are a marvel of architecture, history, art and science. Surrounding these courtyards are other community spaces for prayer, performance and the bazaar. Here, you can eat the best of daal-bhaat-sandeko or the most delicious of risottos. In today’s Kathmandu, old architecture and traditions have not been forgotten, yet modern amenities and luxuries have been embraced within these structures. The people of Nepal have accepted changes from traditional systems to modern markets with élan. A political struggle has sought to shed entrenched injustices, both past and present. Nothing, and no one, is prohibited. You can be the embodiment of contradictions, you can be the calmest of Buddhists, you can be both. In that, no matter the troubled land and politics they inhabit, the people of Nepal find the time to sing and dance together. The destruction of these community spaces in the recent earthquake is a collective and personal jolt to the people. A poet friend, camping under the beautiful and cold Kathmandu skies, said he cried walking through the heritage rubble around, at the thought of villages disappearing into cracks. Once the community came together under those tents to avoid more tremor damage, some merry making was back. Once the dead have been mourned, it is important to look at strengths, hold hands, sing a duet, shed a tear together, pick up pieces and slowly begin to rebuild, with or without aid. In the more difficult parts of South Asia, such as the Naga areas too, these qualities are essential. Given the geographical segregation of these peripheries, they are prone to environmental, developmental and political disasters. Without the psychological comfort of cultural context, communities are lost. Without modern technology, the growing population of, say, Kohima or Dimapur, will not be able to deal with damage. It is important in such scenarios to treat the lived space as a zone of shared humanity, not a continuous war between insider and outsider. Seeing the Invisible God through the Universe What does God say? Psalms 8 In our Milky Way galaxy alone, we have about 200 billion stars; our sun and planets are just a tiny part of it. In addition to this, there are over one billion other galaxies in the universe. Yet all the spinning stars in the universe do not accidentally fall into each other and explode. According to the Bible, it is God who created all these as a plaything in His fingers (Ps. 8:3), and they exist because He holds them together by the power of His hands (Isa. 40:26; Col. 1:16-17). When man is compared with the heavenly bodies, he is just a speck of dust. Yet God has “put him in charge of everything” He has made (Ps. 8:6). The American Experiment Wernher von Braun (1912-77), known as “The Father of the American Space Program,” was one of the most influential scientists of the 20th century. His knowledge enabled America to land on the moon. In 1958, von Braun’s team launched the Saturn V rocket with 12 American astronauts on the way to the moon. In an article von Braun published in May 1974, he wrote: One cannot be exposed to the law and order of the universe without concluding that there must be a design and purpose behind it all…. The better we understand the intricacies of the universe and all its harbors, the more reason we have found to marvel at the inherent design upon which it is based…. To be forced to believe only one conclusion--that everything in the universe happened by chance--would violate the very objectivity of science itself…. What random process could produce the brains of a man or the system of the human eye? …. They [evolutionists] challenge us to prove the existence of God. But must we really light the candle to see the sun? …. They say they cannot visualize a Designer. Well, can a physicist visualize an electron? …. What strange rationale makes some physicists accept the inconceivable electron as real while refusing to accept the reality of a Designer on the ground that they cannot conceive Him? Okay, so now what? For a moment, let us assume that there is no God: No Almighty hand had made a thousand billion stars. They made themselves. And no power keeps them on their steady course. Even the earth spins itself to keep the ocean from falling off towards the sun. The earth tilted itself so that we get seasons. All these wonders around us are accidental. Or, are they? Our Vietnam War Never Ended

T

HURSDAY, the last day of April, is the 40th anniversary of the end of my war. Americans call it the Vietnam War, and the victorious Vietnamese call it the American War. In fact, both of these names are misnomers, since the war was also fought, to great devastation, in Laos and Cambodia, a fact that Americans and Vietnamese would both rather forget. In any case, for anyone who has lived through a war, that war needs no name. It is always and only “the war,” which is what my family and I call it. Anniversaries are the time for war stories to be told, and the stories of my family and other refugees are war stories, too. This is important, for when Americans think of war, they tend to think of men fighting “over there.” The tendency to separate war stories from immigrant stories means that most Americans don’t understand how many of the immigrants and refugees in the United States have fled from wars — many of which this country has had a hand in. Although my family and other refugees brought our war stories with us to America, they remain largely unheard and unread, except by people like us. Compared with many of the four million Vietnamese in the diaspora, my family has been lucky. None of my relatives can be counted among the three million who died during the war, or the hundreds of thousands who disappeared at sea trying to escape by boat. But our experiences in coming to America were difficult. When I first came to this country, at age 4, I was taken from my parents and put into a household of American strangers who were supposed to care for me while my parents got on their feet. I remember a small apartment, or maybe a mobile home, and a young couple who did not know what to do with me. I was sent on to a bigger house, a family with children, who asked me how to use chopsticks. I’m sure they meant to be welcoming, but I was perplexed and disappointed in myself for not knowing how to use them. As for Vietnam, it is both familiar and strange. I heard much about it as I grew up in San Jose, Calif., in a Vietnamese enclave where I ate Vietnamese food, went to a Vietnamese church, studied the Vietnamese language, and heard Vietnamese stories, which were always about loss and pain. My parents and everyone I knew had lost homes, wealth, relatives, country and peace of mind. Letters and photographs in Par Avion envelopes, trimmed in red and blue, would arrive bearing words of poverty and hunger and despair. My parents had left behind my older, adopted sister, whom I knew only through one black-and-white photograph, a beautiful girl with a lonely expression. I didn’t remember her at all. I didn’t remember the grandparents who passed away one by one, two of whom I never met because they had stayed in the north while my parents had fled to the south as teenagers in 1954. My father would never see his mother again, and not see his father for 40 years. My mother would never see her parents again, and not see her sisters for 20 years. And the violence they sought to escape caught up with them. My father and mother opened a grocery store and were shot and wounded in a robbery on Christmas Eve, when I was 10 years old. I was watching cartoons, waiting for them to come home. My brother took the phone call. When he told me what had happened I did not cry, and he shouted at me for not crying. I would not return to Vietnam for 27 years because I was frightened of it, as so many of the Vietnamese in America were. I found the Vietnamese in America both intimate and alien, but Vietnam itself was simply alien. How I remembered it

was through American movies and books, all of them in the English language that I had decided was mine at some unspoken, unconscious level. I heard broken English all around me, spoken by refugees whom I couldn’t help but see through American eyes: fresh off the boat, foreign, laughable, hateful. That was not me. I could not see how I could live a life in two languages equally well, so I decided to master one and ignore the other. But in mastering that language and its culture, I learned too well how Americans viewed the Vietnamese. I watched “Apocalypse Now” and saw American sailors massacre a sampan full of civilians and Martin Sheen shoot a wounded woman in cold blood. I watched “Platoon” and heard the audience cheering and clapping when the Americans killed Vietnamese soldiers. These scenes, although fictional, left me shaking with rage. I knew that in the American imagination I was the Other, the Gook, the foreigner, no matter how perfect my English, how American my behavior. In my mostly white high school, the handful of Asian students clustered together in one corner for lunch and even called ourselves the Asian Invasion and the Yellow Peril. Such stories are common among the Vietnamese people I know. For many, like the southern Vietnamese veterans who will not find the names of their more than 200,000 dead comrades on the Vietnam Veterans Memorial in Washington, the war has not ended. That is because they are not “Vietnam veterans” in the American mind. Our function is to be grateful for being defended and rescued, and many of us indeed are. The United States welcomed hundreds of thousands of refugees from Southeast Asia in the years after the war. You would be hard pressed to find a more patriotic bunch than us, from the law professor who helped write the Patriot Act to the scientist who designed a bunker-buster bomb for the Iraq war. You can also count among our numbers

many veterans of the wars in Iraq and Afghanistan. But at the same time these Vietnamese Americans fought for America, they also struggled to carve out their own space in this country. They built their own Vietnam War Memorial in Orange County, Calif., home of Little Saigon, the largest Vietnamese community outside of Vietnam. It tells a more inclusive story, featuring a statue of an American and Vietnamese soldier standing side by side. Every April, thousands of refugees and veterans and their children gather here to tell their own story and to commemorate what they call Black April. This Black April, the 40th, is a time to reflect on the stories of our war. Some may see our family of refugees as living proof of the American dream — my parents are prosperous, my brother is a doctor who leads a White House advisory committee, and I am a professor and novelist. But our family story is a story of loss and death, for we are here only because the United States fought a war that killed three million of our countrymen (not counting over two million others who died in neighboring Laos and Cambodia). Filipinos are here largely because of the Philippine-American War, which killed more than 200,000. Many Koreans are here because of a chain of events set off by a war that killed over two million. We can argue about the causes for these wars and the apportioning of blame, but the fact is that war begins, and ends, over here, with the support of citizens for the war machine, with the arrival of frightened refugees fleeing wars we have instigated. Telling these kinds of stories, or learning to read, see and hear family stories as war stories, is an important way to treat the disorder of our military-industrial complex. For rather than being disturbed by the idea that war is hell, this complex thrives on it. Two eras of revolution, and the next M The passing of the bipolar cold war

any things changed with the end of the cold war. The meaning of revolution was one of them. The class-based revolutions infused with nationalism, and the nationalist revolutions infused with class-related elements, retreated. Democratic revolutions advanced. The transformations in central-eastern Europe, together with the fall of military dictatorships in Latin America and Indonesia and the end of the apartheid regime in South Africa, were evidence of this shift. Language also moved on. Freedom replaced liberation, and peaceful or nonviolent change replaced revolutionary violence; human rights supplanted national interest or the class's role, activists succeeded freedom fighters or comrades. Instead of tightened fists symbolising militant action, the new revolutions were named after flowers and colours. The geopolitical movement was profound. The Soviet Union and the People’s Republic of China had once been the sponsors and referencepoints of revolutionary action. The United States now took on this role, corresponding with the rise of democratic agendas. The new rebels across the world now lost no opportunity to declare that they sought to emulate the west's political fabric. Their existing leaders enjoyed courting Washington, while those still languishing in the prisons run by remaining dictatorships welcomed praise and endorsement from US diplomats and politicians. More importantly, opposition figures struggling for change against repressive authoritarian regimes were ready to invite US intervention, even if this ignored the principle of national sovereignty long

brought a new kind of revolution. But it too is changing as American policy and global politics move on

championed by anti-imperialists. Just as the (now past) Soviet era had undergone various phases, moving from a more “right-wing” to a “left-wing” one for example, so did the American era. The interventions under Bill Clinton reflected the change, though these were limited (as in the Balkans) and in general reflected more a taking of the world’s pulse after the cold-war's bipolarity. This period was followed by the radical and heavy-handed phase under George W. Bush, with the two major wars in Afghanistan and Iraq. In turn came a non-interventionist phase under Barack Obama, with limited air campaigns (such as in Libya) and drone-strikes, the main feature of this president's approach.

Iraq), the quasi-revolutionaries of the American era accuse the White House of selling out and conspiring against their revolutions (Syria is the main current example). Here, there are signs of a major mutual misunderstanding. The revolutionaries tend to exaggerate the principles and ethical calculations that underlie their actions. They also underestimate both the cost a government has to pay for intervention (where accountability to the voters and consideration of their wishes are essential) and these governments' strategic calculations and limits (again just as the Soviet Union was forced to refrain from backing certain revolutions). For their part the Americans, after Bush’s "internationalist" adventures, became hostage to revolutionary models that are fundamentally based on peaceful and largely cost-free change. The Obama doctrine, as the New York Times's Thomas Friedman calls it, also responds with peaceful engagement meant to ripen conditions for a prospective revolution. By tearing down

walls with Cuba and Iran, for example, the United States seeks to expedite change in these countries while guaranteeing in advance that any revolutions would be peaceful. This effort can be see as the American equivalent of what Marxists used to term “maturing the objective conditions” for revolution, which would reduce the need for and costs of intervention and its accompanying violence. But can peaceful gestures, openness, and de-escalation - joined by reassurances that the US has closed the book on its cold-war behaviour - work in countries like Cuba and Iran to reproduce what happened in central Europe? Elsewhere, the tension between the United States and prospective new revolutions could last for some time. The mutual distrust among allies, and major misunderstandings between them, ensure this. The US has lost enthusiasm for revolutions that require its substantial input of resources and risk, depriving these of a universal sponsor and reference. Bad luck has become their lot, again exactly like those betrayed and abandoned in the Soviet era. The critics of today's would-be revolutions that portray them as American-made miss the fact that under Obama they face a shortage, not a surplus, of American support and enthusiasm. A resemblance to the experiences of central-east Europe has become a strict condition for these. Even more, critics miss that they themselves still stuck in the era of Soviet sponsorship of revolutions, applying the outdated criteria of the cold war. The world and its revolutions have moved on, but dogma is eternal.

onsider my address book — and yes, the simple fact that I have one already tells you a good deal about me. All the names, street addresses, email addresses, and phone numbers that matter to me are still on paper, not in a computer or on an iPhone, and it’s not complicated to know what that means: I’m an old guy getting older. Going on 71, though I can hardly believe it. And that little book shows all the signs of where I’m headed. It wasn’t true a few years ago, but if I start flipping through the pages now, I can’t help but notice that the dead, with their addresses and phone numbers still beside them, are creeping up on the living, and that my little address book looks increasingly like a mausoleum. Age has been on my mind of late, especially when I spend time with you. This year, my father, your greatgrandfather, who died in 1983, would have been 109 years old. And somehow, I find that moving. I feel him a part of me in ways I wouldn’t have allowed myself to admit in my youth, and so think of myself as more than a century old. Strangely, this leaves me with a modest, very personal sense of hope. Through my children (and perhaps you, too), someday long after I’m gone, I can imagine myself older still. Don’t misunderstand me: I haven’t a spiritual bone in my body, but I do think that, in some fashion, we continue to live inside each other and so carry each other onward. As happens with someone of my age, the future seems to be foreshortening and yet it remains the remarkable mystery it’s always been. We can’t help ourselves: We dream about, wonder about, and predict what the future might hold in store for us. It’s an urge that, I suspect, is hardwired into us. Yet, curiously enough, we’re regularly wrong in the futures we dream up. Every now and then, though, you peer ahead and see something that proves — thanks to your perceptiveness or pure dumb luck (there’s no way to know which) — eerily on target. The Future Foreseen Back in 2001, before I even imagined a grandson in my life, I had one of those moments (and wish I hadn’t). It was sometime just after the 9/11 attacks when, nationwide, Americans were still engaged in endless rites in which we repeatedly elevated ourselves to the status of the foremost victims on the planet, the only ones that mattered. In those months, you might say, we made ourselves into Earth’s indispensible or exceptional victims. In that extended moment of national mourning (combined with fear bordering on hysteria), the Bush administration geared up to launch its revenge-fueled global wars, while money started pouring into the national security state in a historically unprecedented way. It was a time when the previously un-American word “homeland” was being attached to what would become a second defense department, secrecy was descending like a blanket on the government, torture was morphing into the enhancement of the week in the White House, assassination was about to become a focus (later an obsession) of the executive branch — and surveillance? Don’t even get me started on the massively redundant domestic and global surveillance state that would soon be built on outright illegalities and rubber-stamp legalities of every sort. In October 2001, I had no way of grasping most of that, but it didn’t matter. I peered into the future and just knew — and what I knew chilled me to the bone. I had mobilized decades earlier as part of the antiwar movement of the Vietnam era, which was in its own way a terrible time. But when I looked at where our country seemed to be heading, as the president promised to kick some ass globally and American bombs began to fall on Afghanistan, I had no doubt that this was going to be the worst era of my life. I wasn’t, of course, thinking about you that October and November. You were then minus 11 years old, so to speak. I was, however, thinking about your mother and your uncle, my children. I was thinking about the world that I and my cohorts and George W. Bush and Dick Cheney and George Tenet and Donald Rumsfeld and the rest of that crew were going to leave them. In a quiet way I had done good work — so I felt — since demobilizing (like so many Americans) from the Vietnam era. In my spare time as a non-academic, I had written a very personal history of the Cold War of which I was proud. I had been a book editor for two publishing houses, specializing in bringing into the world works by what I used to call “voices from elsewhere” (even when they came from here), including, to name just two, Chalmers Johnson’s Blowback and Eduardo Galeano’s Memory of Fire trilogy. But when I somehow stumbled into the future in all its grim horror, more of that work didn’t seem like an adequate response to what was coming. I had no sense that I could do much, but I felt an urge that seemed uncomplicated: not to hand your mother and uncle such a degraded country, planet, and new century without lifting a finger in opposition, without at least trying. I felt the need to mobilize myself in a new way for the future I’d seen. At that point, however, my knack, such as it was, for previewing the years to come failed me and I had no sense of what to do until TomDispatch more or less smacked me in the face. (But that’s a story for another day.) This April, more than 13 years after I first began sending missives to the no-name listserv that turned into TomDispatch, it’s clear that, in my own idiosyncratic way, I did manage to mobilize myself to do what I was capable of. Unfortunately, I’d have to add that, all this time later, our world is a far more screwed up, degraded place. A Fragmenting Reality Stretch anything far enough and it’ll begin to tear, fragment, break apart. That, I suspect, may be a reasonable summary of what’s been happening in our twenty-first-century world. Under stress, things are beginning to crack open. Here in the U.S., people sometimes speak about being in a Second Gilded Age, a new era of plutocracy, while our politics, increasingly the arena of bil-

lionaires, seem to second that possibility. Looked at another way, however, “our” Second Gilded Age is really a global phenomenon in the sense that ever fewer people own ever more. By 2016, it is estimated that 1 percent of the people on this planet will control more than 50 percent of global wealth and own more than the other 99 percent combined. In 2013, the 85 richest people had as much wealth as the poorest 3.5 billion, while in certain regions inequality seems to be on the rise. (Whether China and India are major exceptions to this is an open question.) Dark money is rampant not just here, but globally. Though you don’t know it yet, you’re already living in an increasingly lopsided world whose stresses only seem to be multiplying. Among other things, there is the literal fragmentation going on — the collapse of social order, of long established national units, even potentially of whole groupings of states. Astonishingly enough, from Ukraine to Greece, Spain to France, that mood of fragmentation even seems to be reaching into Europe. Across much of the Greater Middle East and parts of Africa, fragmentation has, of course, been the story of our moment, with nations collapsing, wars endemic, extremism of every sort on the rise, and whole populations uprooted, in exile, under almost inconceivable pressures — and for much of this, I’m sad to say, our country bears a painful responsibility. In these years, I wrote repeatedly (not to say repetitiously) on the subject; about, that is, a group of mad American visionaries who had dreams of establishing a Pax Americana in the Greater Middle East by force of arms and then lording it over the world for generations to come. In the name of freedom and democracy and with a fundamentalist belief in the transformational power of the U.S. military, they blithely invaded Iraq and blew a hole in the heart of the Middle East, from which the fallout is now horrifically apparent in the Islamic State and its “caliphate.” And then, of course, there was our country’s endless string of failed wars, interventions, raids, assassination campaigns, and the like; there was, in short, the “global war on terror” that George W. Bush launched to scourge the planet of “terrorists,” to (as they then liked to say) “drain the swamp” in 80 countries. It was a “war” that, with all its excesses, quickly morphed into a recruiting poster for the spread of extremist outfits. By now, it has become so institutionalized that it wouldn’t surprise me if, in your adulthood, Washington were still pursuing it no less relentlessly or unsuccessfully. In the process, the president became first a torturer-in-chief and then an assassin-in-chief and, I’m sorry to tell you, few here even blinked. It’s been a nightmare of — to haul out some words you’re not likely to learn for a while — hubris and madness, profits and horrors, inflated dreams of glory and the return, as if from an earlier century, of the warrior corporation and for-profit warfare on a staggering scale. All of this happened in a country that still bills itself as the wealthiest and most powerful on the planet (though that power and wealth have proven ever harder to apply effectively) and all of it happened, despite obvious and honorable exceptions, without much opposition. If this is a Second Gilded Age — .01percent of Americans, 16,000 families, control 11 percent of all wealth (as they last did in 1916) and 22 percent of all household wealth (up from 7 percent three decades ago) — it is also, in the words of historian Steve Fraser, an “age of acquiescence.” This has been true for the return of plutocracy, as well as for the growth of a national security state that has, like those billionaire plutocrats, gained power as the American people lost it. If that state within a state has a motto, it might be this singularly undemocratic one: Americans are safest and most secure when they are most ignorant of what their government is doing. In other words, in twenty-first-century America, “we the people” (a phrase that I hope lasts into your time) are only to know what their government does in their name to the degree that the government cares to reveal it. That shadow government could never have gained such power if it hadn’t been for the trauma of 9/11, the shock of experiencing for one day a kind of violence and destruction that was common enough elsewhere on the planet, and the threat posed by a single phenomenon we call “terrorism.” The Islamic extremist groups that come under that rubric do indeed represent a threat to actual human beings from Syria to Pakistan, Somalia to Libya, but they represent next to no threat to what’s now called the American “homeland.” Of course, some whacked-out guy could always pick up a gun and, inspired by a bizarre propaganda video, in the name of one extreme organization or another, kill some people here. But mass killings by those with no ideological animus are already, like death-by-toddler, commonplace in this country, and no one thinks to organize trillion dollar “security” systems to prevent them. That the fear of this one modest danger transformed the national security state into a remarkable center of power, profits, and impunity with hardly a peep from “we the people” has been a kind of bleak miracle of our times. What were we

thinking when we let them spend something like a trillion dollars a year on what was called “national security” in order to leave us in a world that may have little security at all? What did we have in mind when we let them fund their blue-skies thinking on the weaponry of 2047, instead of on the schools, energy sources, or infrastructure of that same year? I could pile up such questions endlessly, but if what we ceded to them is still of interest to you 20 or 30 or 40 years from now, and you have the luxury of looking back on our times, on the origins of your troubles, I’m sure you’ll find a clearer view of all this in the histories of your moment. I have no way of imagining what the United States will be like in your adulthood, and yet I can sense that this country is changing in unsettling ways. It’s being transformed into something that your greatgrandfather would have found unrecognizably unAmerican. If we can’t yet speak of “fragmentation” here, phrases like “political polarization” and “gridlock” are already part and parcel of our new billionaire way of life. What exactly all this is leading to, I’m not sure, but it doesn’t look either familiar or good to me. It certainly doesn’t look like the American world I’d want to turn over to you. America on the Couch You haven’t set foot in school, barely know how to use one of those ubiquitous silver scooters, and can still embrace the magical thinking of childhood — of announcing, for instance, that you’re “hiding,” even in plain sight, and then assuming that you can’t be seen. So I know that it’s a little early to bring up the seemingly unhinged nature of the affairs of grown-ups. Still, if this country of mine, and someday yours, could be put on the couch, I suspect it would, in layman’s terms, be diagnosed as “disturbed” (on an increasingly disturbed planet). Worst of all, we can evidently no longer see what actually threatens us most — which isn’t a bunch of jihadis, but what we are doing to our ourselves and our world. Put another way, if we’re not significantly threatened by what we’ve dumped all our money and energy into, that hardly means there are no threats to American life. In fact, I haven’t even mentioned what worries me most when I think about your future: the increasing stress under which life here and elsewhere is being placed by the exploitation and burning of fossil fuels. In any case, I had the urge to put all this “on the record,” though I have no way of knowing whether that record has any permanence, whether in the world of 2047 you’ll even be able to access what I’ve written. In other words, I have no idea whether you’ll ever read this. I do fear, however, that if you do, it will be from a more fragmented, unhinged, stressed-out version of the planet we’re both on today. I’m aware that our responsibility was to provide you and all other children with what you minimally deserve — a decent place to grow up. For that record, then, I want to say that, despite my own best (if modest) efforts, I feel I owe you an apology. In ways I find hard to express, I’m sorry for what is and what may be. It’s not the country I imagined for you. It’s not the world I wanted to leave you. It’s not what you deserve. Nonetheless, I still have hopes for you and your moment. As a wonderful writer of my time once pointed out, the darkness of the future is a kind of blessing. It always leaves open the possibility that, against the madness of the moment, the genuine decency, the lovability I see in you, that anyone can see in just about any child, has a shot-in-the-dark chance of making a difference on our planet. And more specifically, however much this may be an “age of acquiescence” when it comes to wealth and war, it hasn’t proved so on the subject that matters most: climate change. Against the forces of genuine criminality and wealth, despite a tenacious denial of reality funded by companies that have profited in historic ways from fossil fuels, a movement has been forming in this country and globally to save humanity from scouring itself off the planet. From pipelines to divestment, its strength has been rising at the very moment when the price of alternative energy systems is falling rapidly. It’s a combination that offers at least a modicum of hope against the worst pressures to fragment and, in the end, simply destroy this planet as a welcoming place for you and your children and their children. So let me just end this way: someday in the distant future, I hope you’ll read this letter and that, given the ingenuity of our species, given the grit to resist madness, given whatever surprises the future holds, you’ll smile indulgently at my worst fears. You’ll assure me — or at least whatever trace of me is left in you — that I had a typically human inability to imagine the unpredictable future, and that in the end things never measured up to my worst fears. I hope, despite what we didn’t do, that you have the opportunity for a life of wonders, the kind that everyone on this planet deserves. Your loving grandpa, Tom

n the United States of America, college graduates earn at least $10,000 more per year than students who fail to graduate or who graduate with low grades. So, over the course of a career of 40 years or more, students who do well in college will have earned up to $400,000 more than students who don’t do well. If the cost of not studying is so high, why don’t so many students take studying seriously? On a given night, a student has to choose between studying and other activities like watching TV, going to a party, or even attending an evening church service. They choose one of these activities over studying because they assume that they can study tomorrow or the next day, but tomorrow they face the same choices and make similar decisions. As a result, they do not study enough to meet their long-term goal of graduating with high grades. Why do college graduates earn more? The obvious answer would seem to be that a college education provides skills that increase productivity. As such, they are more likely to get hired. Employees see a college education as a signal that graduates possess certain desirable characteristics: self-discipline, the ability to meet deadlines, and the ability to make a sustained effort. Even if these characteristics may not be directly related to a particular job, employers value them because they are important ingredients for success in any endeavor. Or, as someone puts it half-jokingly, “The purpose of college is to show employers that you can do well at something that’s boring and hard.” Does the course you take in college affect your future earning? Daniel Hamermesh and Stephen G. Donald of the University of Texas have studied the determinants of the earnings of college graduates 5 to 25 years after graduation. They discovered that business and engineering majors earned more than graduates with other majors. They also discovered that “a student who takes 15 credits of upper division science and math courses and obtains a B average in them will earn about 10 percent more than an otherwise identical student in the same major … who takes no upper major division classes in these areas.” Allow me to share about two young Indian gentlemen who work in Dallas as IT professionals. The first one is a Marwari Christian. He was working in the IT section with a major fortune 500 retailer in Dallas from 2008 till July of last year. But knowing that he could make more money with another company, he joined a mid-size financial firm. As an IT professional, getting a job wasn’t a problem. Then, his old company wanted him back and promised to pay him up to $85 an hour. The other young gentleman is from Andhra Pradesh. Two years ago he graduated from the University of Texas at Dallas. Soon after his graduation, the same University offered him full scholarship for his Ph.D. studies and also gave him a well-paid job to do research within the campus. Today, he drives one of the latest Toyota models and lives with his lovely wife in a brand new house they just bought a few months ago. As for those who are still too young to take up jobs but aspiring to make a lot of money down the road, I would say this to them: Pursue the career lines that will have great demands tomorrow. These linesmay not be physical labor like agricultural works or doing construction by hand, although some of these manual jobs will always exist and certain people must continue to do them. But today, we live in a very different era: the digital age. For example, many of the works once done by hand are being replaced by computers and machines. According to James Canton, a renowned global futurist, today IT is driving more than two-thirds of labor productivity worldwide; more than 2.5 billion people are connected online; and the total technology and communication spending worldwide is exceeding $5 trillion. Indeed, IT is radically changing every industry---from manufacturing, to financial services, to healthcare, and to communication services.Some industries are becoming entirely webenabled, from stock trading, to online auctions, to supply chains. There is a free flow of information and financial transactions across international borders. Thus, all enterprises in advanced countries are now turning to the Internet for conducting at least part of their business. Yes, these are happening through the Internet at the touch of a button and operating in real time, for less than the cost of a phone call. This is the emerging knowledge economy of the 21st century. So, it is important that we are aware of these trends that will create opportunity for our young people in the future so we can prepare them accordingly. But, unfortunately, most of our schools and colleges in Nagaland are not adequately preparing our children for the 21st century high-tech jobs. Our current education system is not in sync with the demands of the modern time. We are more focused on teaching our children about the past rather than preparing them for the future. To create a future-ready generation, we need more science, more innovation, more entrepreneurial skills, more high-tech education, and a more global outlook. What about those amongst us who already have the appropriate skills and knowledge but are notyet making high earnings? I’m sure there are still countless lucrative jobs and numerous business opportunities available out there. For example, here’s one huge business opportunity that has the potential to create a lot of jobs and generate high earnings in Nagaland: TV program productions and Cable network services. This could mean coming up with at least 5 local channels that will cover subjects of public interests such as music, sports, standup comedy, movies, talk-shows, culinary arts, kids programs, Bible teaching, and so forth. Hopefully, this can’t be too hard: even an enterprising person can run cable wires along trees to a few thousand homes, beam programs from a room, and possibly collect at least Rs. 150 per month from each subscriber, plus make extra money from advertisements. But to make this a successful enterprise, we need knowledge workers, especially graduates in the fields of IT and mass media communication. Granted, not every one of us will be interested to have an IT job or be in mass media communication services. That’s perfectly normal. There are many other career fields that offer lucrative jobs or high earnings. But they all have this need in common: knowledge workers.

'One Stop Centres' for women facing physical violence New Delhi, April 29 (iANS): The government will establish 'One Stop Centres' (OSC) aimed at providing legal, medical and psychological support to women facing physical violence. The money for the centrally-sponsored scheme would come from the 'Nirbhaya Fund', a statement said here on Wednesday. These centres will be established across the country to provide integrated support and assistance under one roof to women facing physical violence, both in private and public areas in a phased manner. In the first phase, one OSC will initially be established in each state and Union Territory to facilitate access to an integrated range of services, including medical, legal and psychological support. The OSC will be integrated with 181 and other existing helplines. The process for setting up these centres began on April 1, 2015. For the implementation of the scheme, guidelines have been formulated to support the stakeholders or agencies who would be involved in the implementation process. Besides guidelines for state, district and grassroot level functionaries have also been issued, the release said.

India announces e-tourist visa for 31 more countries New Delhi, April 29 (iANS): India's e-tourist visa scheme, earlier known as tourist visa on arrival, will be extended to 31 more countries from May 1, it was announced on Wednesday. The central government said the facility, started on November 27, 2014 to 45 countries from nine designated Indian airports, is being extended to 31 more countries, including Canada and France. "This facility is being extended to 31 more countries from May 1," it said in a statement. "New countries are Anguilla, Antigua and Barbuda, Bahamas, Barbados, Belize, Bolivia, Canada, Cayman Island, Chile, Costa Rica, Dominica, Dominic an Republic, Ecuador, El Salvador, Estonia, France, Georgia, Grenada, Haiti, Holy See (Vatican), Honduras, Latvia, Liechtenstein, Lithuania, Macedonia, Montenegro, Montserrat, Nicaragua, Paraguay, St Kitts and Nevis and Seychelles." With the new addition, the total number of countries under the scheme will go up to 76. The scheme will be extended to more countries in a phased manner, the statement said, adding the government was committed to extend it to 150 countries by the end of this financial year.

Mamata directs all employees to report for duty on strike day KolKATA, April 29 (iANS) In a bid to foil the strike called on Thursday by the Left Front and the BJP, the Mamata Banerjee-led government in West Bengal has issued directions to its employees to compulsorily report for duty on the day of strike. "All state government offices, including those provided with grants-in-aid by the state government, would remain open and the all the employees should report for duty on that date (April 30). No leave would be granted to any employee on that date," says the memorandum signed by state principal secretary H.K. Dwivedi. "The governor has been pleased to decide that absence of employees on that date will be treated as 'dies non' (a day which cannot be treated as duty for any purpose) and no salary will be admissible unless such absence is covered by the grounds as mentioned in Finance Department Memorandum," it says. The directive came a day after Trinamool Congress supremo Banerjee slammed the BJP and the Left Front for hindering Bengal's progress by resorting to strikes and threatened administrative action against those who participated in the "disruption".

New Hindi course for government employees New Delhi, April 29 (iANS): The government has decided to introduce a new practice-based Hindi course for employees of all ministries, central government departments and public sector undertakings to help them carry out office work in the language. The course aims to make all those who possess a 'working knowledge of Hindi' proficient enough to carry out their official work in Hindi, a senior official said. This programme will be implemented from the financial year 2015-16. The course classes will be conducted by the Central Hindi Training Institute/ Hindi Teaching Scheme, Department of Official Language during office working hours. The course will be mainly based on practice, in which 80 percent of training time will be scheduled for practice and 20 percent to discuss the theoretical aspects of the course.

High Court declines to suspend beef ban in Maharashtra MuMbAi, April 29 (iANS): The Bombay High Court on Wednesday declined to suspend certain provisions of a recent Maharashtra law banning beef consumption, its possession or transportation even when slaughtered outside the state. A division bench of Justice V.M. Kanade and Justice M.S. Sonak felt no suspension could be granted till the final hearing of a bunch of public interest litigations challenging the ban on beef in the state, and fixed the next hearing for June 25. One of the petitioners, Mutton Butchers Union Sarvashramik Sangh secretary Vijay Dalvi, said they were opposed to the ban as it affects not just the consumers but also farmers, traders,

the leather industry and many other stakeholders. The court on Wednesday directed the Maharashtra government to file its detailed affidavit on the issue within four weeks and permitted the petitioners and intervenors to file their rejoinders later. Early March, after President Pranab Mukherjee granted assent to the Maharashtra Animal Preservation (Amendment) Bill, 2015, the beef ban was enforced in the state, including on sale or possession of beef, with stringent penalties. The slaughter of cows was already prohibited in the state under the Maharashtra Animal Presevation Act, 1976. The new act now also bans slaughter of bulls and

bullocks, previously permitted on a fit-for-slaughter certificate. Three PILs challenging the azct's Section 5(d) and 9(a), which prohibit possession, transportation and consumption, contended that this even bans transportation of beef from other states and sought an injunction on these (sections). The high court also directed the state not to initiate any coercive action against traders found possessing or transporting beef till the pendency of the petition, or for three months, whichever is earlier, though FIRs can be lodged. Adopting a lenient view, the judges observed that the act was introduced suddenly and the traders did not have reasonable time to dispose of their stocks.

The court also urged the state not to intrude on citizens' privacy if they were found in possession of beef in any form, but declined a blanket ban on the provisions of the new act. Counsel for one of the petitioners, Aspi Chinoy argued that such a ban on consumption of beef violated the fundamental right of a person to have food of his choice. Advocate-General of Maharashtra Sunil Manohar countered that consumption of beef is not a fundamental right of a citizen and the state could regulate a person's fundamental right to have his choice of food. Manohar pointed out that the state legislation can regulate consumption of any animal flesh, saying there is already prohibition on

consumption of meat of wild boar, deer and other animals. "Five states, including Uttar Pradesh, Punjab and Haryana have allowed import of beef despite a ban on slaughtering those animals," Chinoy pointed out, saying in Maharashtra the government has not yet contemplated regulation on beef imports. Under the new Act, only slaughter of water buffaloes, which yields Carabeef, considered an inferior quality meat, has been allowed. Beef traders have contended that the move to ban beef in the state will render thousands of people in the trade unemployed and also hike the prices of other non-vegetarian products like mutton, chicken, and fish.

ndian Universities have drawn a blank in 11 of the 36 subjects ranked by ‘QS Top Universities 2015’ list released in Bangkok. In agriculture and medicine, neighbouring Pakistan has performed better than India with three entries in agriculture and one in medicine -- both areas where Indian universities have failed to emerge among the top 400 in the world. The best global performance by an Indian University in any subject was by the University of Delhi, which was ranked 17th globally in the subject of Development Studies. Differing from the tradi-

tional ranking of universities, this one considers individual subjects and bases the position on academic reputation, employer reputation and research impact. QS ranks universities worldwide every year and is deemed to be one the leading ranking institutions. In medicine, agriculture and forestry, no Indian university could make it to the top 400. The three universities from Pakistan which are among the top 200 in agriculture and forestry are University of Agriculture - Faisalabad (among top 100), Arid Agriculture University - Rawalpindi, and Quaid-i-Azam University - Islamabad (both among top 200). In medicine, Pakistan’s Aga Khan Univer-

sity is listed among the top 400. Other Asian countries whose medical universities have come out on top include Thailand with five universities, Malaysia with four, and Lebanon, Iran, Indonesia and the Philippines with one each. DU, Jamia include third gender category in student application New Delhi, April 29 (pTi): Delhi University and Jamia Millia Islamia have announced inclusion of a third gender category in all kinds of student application forms. "It is notified for necessary compliance by all concerned that in all application forms to be submitted by students for different purposes, a third category as "others" will be added against "gender" of the students in addition to male/ female," DU Registrar said, in a communication to all department heads and college principals. The varsity had last year announced inclusion of transgender in admission forms for post-graduate courses. However, from this year DU has planned to include the category in all official forms including those for job vacancies, hostel applications and undergraduate admissions.

Jamia Millia Islamia has also introduced the transgender option in the gender column of its online admission form this year. "We have also introduced the category under the 'Spouse's Name' for applicants who are married. Earlier, the forms asked for 'Husband's Name' if the applicant is a married woman," Jamia spokesperson Mukesh Ranjan said. After the Supreme Court acknowledged the transgenders as the 'third gender' last year, the University Grants Commission (UGC) had notified transgenders as the third gender to enable them to avail benefits of all scholarship schemes and fellowship programmes in higher educational institutions. Bangalore University was the first to modify its application form to include the category in 2010.

CilaCap, april 29 (reuters): An Indonesian firing squad executed eight drug traffickers, including seven foreigners, in the early hours of Wednesday, sparking condemnation from Australia and Brazil who had made final, desperate pleas to save their nationals. The mass execution cements the hard line on enforcing the death penalty adopted by Indonesian President Joko Widodo as part of his war on drugs, an approach criticized by the United Nations as applying doublestandards. Four Nigerians, two Australians, a Brazilian and an Indonesian were executed in a forest clearing near the prison, as family members held a candle-light vigil within earshot of the firing range. “All eight were executed at the same second at 0035 hours,” Indonesian Attorney General H.M. Prasetyo told reporters in Calicap, off the prison island of Nusakambangan in Central Java. A ninth prisoner from the Philippines was spared at the last minute, apparently as part of a

deal between Jakarta and Manila to seek more information and go after drug syndicates operating in the region. Both Australia and Brazil oppose capital punishment and have railed against Widodo’s move to step up the pace of executions, after a five-year moratorium, since coming to office last July. Australia said it was recalling its ambassador to Jakarta, a step already taken by Brazil over the execution of another prisoner in January. The south American country is now considering what further action it will take. Indonesia shrugged off Australia’s diplomatic response. “It is just for a while, a month or two, to signify protest,” Vice President Jusuf Kalla told reporters. Australia has deep commercial and political ties with its big neighbor, but has said the executions would not impact trade relations. Brazil, too, will be wary of jeopardizing valuable defense contracts. Widodo’s steadfastness on the executions, which has strong public support at home, stands

riYadH, april 29 (reuters): Saudi King Salman appointed Interior Minister Mohammed bin Nayef as his new heir on Wednesday and made his son, Defence Minister Mohammed bin Salman, second-in-line to succeed in a dramatic reshuffle in the world’s top oil exporter. By making Mohammed bin Nayef, 55, crown prince, and Mohammed bin Salman, who is thought to be in his early 30s, deputy crown prince, the Saudi monarch has set the kingdom’s succession in stone for decades and strengthened his branch of the dynasty. He also replaced veteran Foreign Minister Prince Saud al-Faisal, who had served in the role since October 1975, with the kingdom’s Washington ambassador Adel alJubeir, the first non-royal to hold the post.

China says will hunt down serial bribers BeiJiNG, april 29 (reuters): Chinese authorities will hunt down individuals and organisations which engage in serial bribery, especially in cases which cause serious public anger or accidents, state media said on Wednesday, as the government takes on deep-rooted graft. The country’s top prosecutor, as part of broader efforts to fight corruption, will focus on “enormous, long-term and serial” bribery as part of a new campaign it is leading, the official Xinhua news agency said. “(We must) seriously punish bribery which occurs in the selection of officials, and seriously punish bribery which severely harms the people’s interests and leads to mass incidents or serious accidents,” Xinhua said, citing a meeting held by the prosecutor. About 90,000 “mass incidents”, a euphemism for protests, occur each year in China, triggered by corruption, pollution, illegal land grabs and other grievances. Another focus will be to go after corrupt officials accused of bribery who have fled abroad, Xinhua said. President Xi Jinping has embarked on a sweeping campaign against deep-seated graft since taking office two years ago, vowing to take down powerful “tigers” as well as lowly “flies”. New vaccine can improve HIV treatment loNdoN, april 29 (iaNs): A vaccine has been found to boost a human immunodeficiency virus (HIV)-infected patient’s immune system and increase effectiveness of antiretroviral drugs in a phase II clinical trial, researchers have reported. “We prove for the first time that antiretroviral therapy may be intensified by a vaccine,” said lead researcher Barbara Ensoli from the Italian National AIDS Centre at the Istituto Superiore di Sanita in Rome, Italy. “These results open new scenarios to investigate, namely whether this vaccine may help with virus control where patients have low adherence to antiretroviral therapy, simplify treatment, and reduce transmission of the disease,” Ensol noted. When people are first diagnosed with HIV they are put on antiretroviral drugs, also known as highly active antiretroviral therapy (HAART). These drugs can stop the virus reproducing almost completely. When taking HAART, however, it is known that the virus can still replicate at low levels and accumulate in a latent form in what are called “reservoirs”. The new study has now found that a vaccine that targets the viral protein “Tat”, which is produced early on in HIV infection, can increase effectiveness of these drugs used in current HIV treatment. The researchers conducted a Phase II clinical trial that injected 168 HIV-infected patients with the vaccine that contained either 7.5 micrograms or 30 micrograms of the Tat protein. The participants received the vaccine once a month over the course of either 3 or 5 months. The patients also continued on HAART treatment. Patients were followed for 3 years (144 weeks). It was found that the vaccine induced production of anti-Tat antibodies. A significant growth of CD4+ T cells was also seen, which is a sign of the immune system’s strength. The study was published in the open-access journal Retrovirology.

The match went into extra time after Dortmund's Pierre-Emerick Aubameyang and canceled out Robert Lewandowski first-half goal and the two teams were deadlocked 1-1 at the end of 90 minutes. Just two days after securing the Bundesliga championship, Bayern lost one of the two titles it won last season. Salman pleads not guilty in arms case

ollywood actor Salman Khan pleaded "not guilty" on Wednesday in an arms case in a court in Rajasthan's Jodhpur city. Salman was in Jodhpur to record his statement under Section 313 of the Criminal Procedure Code in the Chief Judicial Magistrate's court in the 17-year-old case. HOustOn, april 29 (ap): The Houston Rockets moved into the final eight of the NBA playoffs with a 10394 victory over Dallas on Tuesday, completing a 4-1 series victory over the Mavericks. They may face another Texan rival in the next round, as San Antonio edged the Los Angeles Clippers to take a 3-2 advantage in that series. Houston's James Harden scored 28 points and Terrence Jones had 10 of his 15 in the fourth quarter for the Rockets, who buried the memory of last season's exit from the first round of the playoffs at the hands of Portland. "We've worked extremely hard through a lot of adversity through the season," said Dwight Howard, who missed half the season with injuries. "To make it to the next round is big, but the job is not complete." The Rockets bounced back from a lackluster performance in a loss in Game 4 to head to the Western Conference semifinals for the first time since Yao Ming starred for Houston. Howard had 18 points and 19 rebounds to help the Rockets dominate inside and Josh Smith scored 20 points. The Mavericks couldn't get going from long-range, going just 5 of 26 on 3-pointers. Monta Ellis led Dallas with 25 points and Dirk Nowitzki added 22.
