Nagaland Pradesh Congress Committee (NPCC) has reportedly been given the go ahead by its high command in Delhi to join the proposed reshuffle of the DAN ministry led by TR Zeliang. The proposed reshuffle, according to the Chief Minister will take place before the second week of April. The Congress at present has eight legislators in the 60-member Nagaland Legislative Assembly, and was in the opposition seat, up until the floor test of the Nagaland Legislative Assembly on February 5 where they unanimously voted in favour of TR Zeliang. According to sources from the Congress camp, a verbal affirmation has been given so far by the Congress leadership at the Centre. They are now awaiting an official

statement in this regard, the source added. When contacted, CLP leader Tokheho Yepthomi neither denied nor agreed to the report. He said, “We can only inform on this matter after a day or two.” Since the Congress party developed ‘close ties’ with the TR Zeliang led NPF group, it has sought two cabinet posts and a couple of parliamentary secretaries. Just recently, the State BJP unit, which is a pre-poll coalition partner of the DAN government, has informed that they await the decision of their central leadership on whether it will join the TR Zeliang ministry. BJP and Congress are arch rivals at the Centre. According to observers, both the BJP and the Congress at the Centre is expected to give a green signal in joining the TR Zeliang government if that takes place. If Congress joins the TR Zeliang ministry, this will pave way for an oppositeness government.

Kohima, april 4 (mExN): The Government of India along with Government of Nagaland had a viability study last year to develop the river Tizu in Nagaland for Inland Water Transport (IWT) under centrally sponsored scheme. The Government of India is in the process to declare 101 National Waterways (NWs) for navigation, which the country has huge untapped potential of rivers that will make posi-

tive impact on the socioeconomic situation of the country, under which Tizu River is one of them, which is much more cost effective compared to road and rail transportation. Accordingly, a team comprising of 20 people and officials from Inland Waterways Authority of India, from the state Planning & Co-ordination Department, Precision Survey Consultancy from Kolkata and local guides from Longmatra village and

Laluri village did a hydrographic survey from Longmatra ( 0 KM) to Avangkhu (Burma border 35 Km ). The team comprised of KD Thongon, Supervisor, of Inland Water Authority of India (IWAI) under Ministry of Shipping, Government of India; Thomas Thailu, OSD for the department of Planning and Co-ordination, New Delhi; Feroz Khan team leader of Precision Survey Consultancy; local guides Paul Mutrong and Peter Tso-

lenmong of Longmatra village, Athanglow Jangri of Laluri village and Wetsiilo Venuh of Chizami village. The team started the hydrographic survey in rubber boat with latest hydrographic instruments on March 29 from Longmatra in the morning and reached Burma international boundary, Avangkhu village on April 1 afternoon. During the survey, the team took ground and water level at different locations using Real Time Kine-

matic system (RTK) velocity of current. The team also observed that the river has maximum depth of 5.00 m and minimum depth of 0.50 m and with meandering through the rocky hills on both sides. The team also encountered about 70 rapids of various categories, which needs to be cleared for navigation purpose for 7 to 8 months in a year. The team also identified few locations to set up terminals mainly at Longmatra village, Laluri Tizu Bridge and downhill of Avangkhu village, which can be taken up after the river is developed for IWT. The team headed back to Kohima from Avangkhu village on April 2 after taking water and bed-soil sample of river for testing. Kohima, april 4 (mExN): In continuance with its effort to sensitize and create awareness on child rights at the grassroots, the District Child Protection Society, Kohima under the aegis of the State Child Protection Society (SCPS) organized a sensitization programme on ‘Child Rights & its importance’ today at Kezo Basa village falling under Southern Angami area of Kohima district. A press note stated that the effort to reach out to the villages across the State is to create a platform at the grassroots, wherein the villagers and the Child Welfare department will be able to collaborate on cases related to child rights and their protection. The said initiative comes following the Supreme Court’s order directing every village to set up a Village Level Child Protection Committee. Going by the centre’s directive to set up the committee, it is solely to safeguard children in need of care and protection and those children in conflict with law. Speaking as the re-

Stating that children at a tender age will not be able to defend or speak for their rights, he told the villagers to take responsibility to safeguard their rights all the time. “By knowing their (children) rights and defending them whenever needed, you are helping them at the same time giving them the guidance to be in the right track,” Kielienyü said. Expressing the inability of the departmental staff to know what is happening at the grassroots, he made an ardent plea to the village leaders to come up with

relevant measures to tackle child related issues. “Knowing the inability of the departmental staff to go down to the grassroots, the Supreme Court has passed the order to set up Village Level Child Protection Committee. By setting up the committee, we can work hand-in-hand for the wellbeing of all the children,” he remarked. The Legal-cum-Probation Officer also educated the villagers on the various schemes sanctioned by the government for children’s welfare. He, however, told the villagers to first set up the child protection committee through which they (villagers) may approach the concerned department. Gloomy future for students of Catholic schools in Manipur Our Correspondent Imphal | April 4

Manipur is witnessing a gloomy academic career for thousands of students as the banned militant group KCP-MC has imposed an ‘indefinite ban’ on all Catholic schools since March 31 last. Earlier, a militant outfit had forced these Catholic schools to shut down for weeks. The schools resumed normal classes in late March after remaining closed since March 15. Democratic Students’ Alliance of Manipur (DESAM) had named the militant outfit as KCP-Poirei group. However, KCP-MC, another group of Kangleipak Communist Party-Military Council, again enforced an indefinite ban on these schools for allegedly failing to heed to the clarion call of

both the outfit and the public concerning strict management in admission norms. KCP-MC has said the group has a launched a fresh movement called “Operation Mangal” to clean the current school admission, selection, tuition and reservation norms of all schools in the State. It has said the new operation aims at fulfilling the right to compulsory education policy, adding the central security committee (CSC) of the group recently held a crucial meeting which decided to counterbalance the alleged 'neoimperialist India's diluted education system (DES).' tion (MSF) interdicted it on the charge of showing lack of respect to student organizations and other social groups. MSF and Democratic Students’ Alliance of Manipur (DESAM) had engaged in a harsh exchange of words on the forced closure of Nirmalabas School by the former. In the midst of the standoff, KCP-MC announced the indefinite ban on all the Catholic schools. Another underground group, Communist Party Manipur (Maoist) has also warned that the outfit may soon ban two CBSE-affiliated schools in Imphal— Shishu Nishta School and UNACCO School, Imphal. The outfit has accused both the educational institutes of transforming the schools into pseudo-learning centres for making profits.

However, we are certainly facing a number of human rights violations albeit in more subtle forms. We are facing the urgent violation and disrespect for our cultures and identity. being subsumed into alien systems which have made us refugees in our own land,” reminded Chingya Luithui, NPMHR South Convenor, in his solidarity speech to the students stating that a shared future rests on the collective efforts and responsibility of the Naga peoples. Unlike other societies, the Naga society was able to withstand invasions, hardships and challenges because of the value and emphasis they placed on the collective, however Luithui points out that Nagas are losing that collectiveness. U.S. and European investor groups have called for the Indian government to urgently clarify its tax regime for foreigners, following surprise attempts by tax inspectors to claw back money they say is owed on years of previously untaxed gains. International funds and banks could face a bill of as much as $8 billion, said tax experts, just as many foreign investors are poised to pour money into India following the election of Prime Minister Narendra Modi, who has pledged to create a more businessfriendly environment. “This development has caught everyone by surprise and is extremely worrying for foreign investors," said Patrick Pang, a managing director at the Asia Securities Industry & Financial Markets Association (ASIFMA) in Hong Kong. "It suggests that the Indian government can come out at any time and re-clarify what was believed to be an established tax policy on foreign investments." ASIFMA is one of several business groups, including London-headquartered ICI Global, the European Fund and Asset

Management Association, and the Federation of Indian Chambers of Commerce and Industry, to have raised the alarm over attempts by the Indian tax department to levy minimum alternative tax (MAT) on foreign investors' profits, according to sources and letters seen by Reuters. In many jurisdictions governments use a form of MAT to ensure that tax breaks don't pull domestic companies' effective tax rate below a minimum threshold. Foreigners without local operations are not typically covered by such provisions. In India, foreign investors have hitherto paid 15 percent on short-term listed equity gains, 5 percent on gains from bonds, and nothing on long-term gains, but from late last year many firms received notices from tax inspectors requiring them to pay MAT, potentially bringing overall tax on these gains to as much as 20 percent. The following month Finance Minister Arun Jaitley intervened via the 2015 budget bill to state that capital gains made by foreign investors as of April 2015 were exempt from MAT, but that did not resolve the issue. LOCAL 5 Police recover stolen vehicle Konyaks celebrate aoleang in Mon Sunday

KohiMA, April 4 (MExn): A joint team of 13 NAP (IR) and Khuzama Police Station personnel on April 3 recovered a stolen vehicle while conducting frisking and checking at Zero Point, Chakhabama. A press release from Atu Zumvü, Sub–Divisional Police Officer & PRO, Kohima Police informed that the vehicle (Maruti Alto) bearing registration number NL07-6604, Engine number - D060706228 and Chassis number - (X)

MA8EYD81S00814290 (X)16 was intercepted around midnight. On being unable to produce any documents, the two occupants of the vehicle identified as Kmugha and Inato Aowomi were detained on suspicion and for conducting further verification. When subjected to thorough interrogation, the duo revealed that they were asked to deliver the said vehicle in Dimapur by Panika Sumi and Kinato Sumi (both residents of Alahuto

Colony, Zunheboto), for which, they were supposed to be paid Rs. 5000/- each, the release said. The record of the vehicle was checked from NCRB database and was ascertained to be involved in Diphupar P.S. Case No. 0074/2007, the release said. In this connection, a suo-motu case vide Khuzama P.S Case No. 0013/2015 U/S 379/34 IPC has been registered against the arrested persons, who are remanded into police custody for further investigation.

Based on specific information, Excise duty party searched a residence at Burma Camp and detected 127 capsules of Spasmo Proxyvon and 2 tablets of Nitrosun. In this connection, Ashili was arrested for contravention of Drug & Cosmetic Act. In a separate incident, Chuba Imsong, a resident of Naga Cemetery here, was arrested for possession of 84 capsules of Spasmo Proxyvon and 6 tablets of nitrosun. Both the arrested persons were charged u/s 27(b) of D & C Act and forwarded to court for trial.

ome Minister Y Patton has expressed shock at the passing away of former Member of Parliament Rano M Shaiza on April 1 at her private residence in Kohima. In a condolence message addressed to the son and two daughters of Rano, Patton recalled that Rano was the first and only woman Member of Parlia-

Patton recognized Rano as a successful politician, educationist, reformist and intellectual. “Her lifetime works will be treasurers for the future generations and will be a source of inspiration to the Nagas in general,”

NSCN/GPRN denounces Wangtin and Tikhak claim

T

he NSCN/GPRN would like to place on record for public consumption and to dispel any confusion in connection to fabricated claims of Wangtin and Tikhak. It is to be mentioned that there has been no convention of regional meeting and purported supporters as claimed. Whereas Mr. Zaremo Lotha has been removed from the chaplee ministry GPRN in 2014 and placed under indefinite suspension due to financial misappropriation and therefore the question of Zaremo as cabinet kilonser of NSCN/GPRN supporting Wangtin and Tikhak does not arise. Similarly kilonser Tongmeth Konyak and deputy kilonser Langkho Konyak have been removed since 2014 from chaplee ministry and does not command any responsibility of the GPRN at the moment.

Besides this, few Naga army officers included as having extended their support to the two expelled kilonsers are fictitious and published without their consent. In any case show cause notice will be issued to the Naga army officers to clarify their position. The Sangtam Region (USR) chairman Y Selongkyu has also categorically condemned the misguiding and propaganda of the duo for dragging the USR involvement in their conspiracy, it is thus clarified that no regional meeting has been convened or attended by the USR authority. The NSCN/GPRN cautions the duo to immediately stop using the platform or any ministry of the GPRN particularly MIP since they have already been expelled and are no longer accounted for. It must be understood that the MIP belongs to

GPRN and misusing the platform to condemn the government will not be tolerated. It is a joke that Wangtin and Tikhak have been using the nomenclature of the government which has expelled them to condemn the same government which they no longer belong to. Should Wangtin so desires to propagate his peace and reconciliation agendas, he should do so in Delhi which bestowed him with the best citizen of India award when he was still in the NSCN/GPRN rather than trying to malign the image of the NSCN/GPRN by using its platform despite the fact the he is already expelled. If the duo possesses even an ounce of integrity or morality they should stop making themselves an idiots and laughing stock before the Nagas and the world. MIP, NSCN/GPRN

Konyak Aoleang, the most important festival of the Konyak Naga, celebrated in the first week of April every year is observed after completion of sowing of seeds in the new fields.

Aoleang also marks the end of the old year and welcoming of New Year beginning with spring. It’s a festival to ask God for bountiful harvest of crops in that very year. The main object of Aoleang is celebrating the presence of ‘Wangwan’, the divine spirit of blessing. Aoleang is spread over six days with each day having its own significance, with fourth day - ‘Lingnyu Nyih’ - the greatest day. On this day, men and women, young and old, dressed in beautiful traditional attire and ornaments spend the day in community feast, dances and merry making.

Th Muivah on "Sovereignty and Integration'

A

t no stage of time did the National Socialist Council of Nagalim (NSCN) intentionally or consciously give up the outstanding issues of Naga sovereignty and the aspiration of the Nagas to live together as one people through integration of all the contiguous Naga areas. These issues are the inherent rights of the Naga people. In the recent past concocted rumours emerged blaming the NSCN for betraying the Naga people stand on sovereignty and integration. Is it sheer jealousy or ignorance of the rumour mongers? We the NSCN on our part are very clear about the historical rights of the Naga people. There is whatsoever no ambiguity on our position on the two inalienable rights of the Naga people. But for better understanding we should know

how negotiation started. The Nagas and India had fought an extended war that is reaching almost a century now. While upholding the National political rights of the Naga people thousands sacrificed their lives but unfortunately in 1975 the Shillong Accord was signed by some members in the Naga National Council (NNC) as "Naga underground" which was totally against the rights and decision of the Naga people. The Accord was subsequently condemned as it was an act of complete sell-out of the Naga National rights. Soon after, the NSCN emerged as the forerunner for the sovereign rights of the Nagas. We stood up in the spirit of do or die. The organization never wavered but stood steadfast for the truth and national cause. After few decades

of fierce fighting with India and her armed forces the political leadership and the Generals of India realized the futility of crushing the Nagas by military force. The Indian leadership came to recognize that, "Military solution is not possible, it is political issue, and therefore, India must seek political solution". We can say that it was the most significant realization of India's political leaders and Generals to understand that the reality of the Naga people and their history. It was this change of attitude in the Indian leadership that made the Nagas to appreciate the significance change and therefore, they agreed to seek political solution to the Indo-Naga issue on the negotiation table. In the course of the political negotiation the Government of India (GoI) has also officially agreed with the fact

that Naga history is unique and significantly, they say that solution will have to be worked out-basing on the recognized “Unique, history and situation of the Nagas"- Hence, the Indo-Naga issue naturally became a matter of negotiation. The truth of the above facts no one can certainly deny. As such in a political negotiation no party can expect cent-per-cent victory. Political negotiation is a process of give and take between two entities or parties and we are moving forward positively. No doubt it has taken much time. We have reasons to believe that both the parties are on the course of a winwin ground although the political talk is still in the process. In fact, in all the stages of the negotiation we have not given up the most important issues including the sovereign rights and Integration of all the Naga

areas that was divided by the colonial powers without the free and informed consent of the Nagas. We are quiet amused as to why these two important issues have become a contentious subject. We have not endangered the Naga people aspiration on sovereignty and integration and neither will we in the days to come. We therefore want to inform the Naga people and all others that the GoI and the Nagas represented by the NSCN are-in the process of working out an honourable political solution acceptable to both. We also reiterate our commitment that we shall come back to the Naga people for consultation on all important matters when the time comes to decide the final political agreement with the GoI. Th. Advisory to Wangtin and Tikhak

N

ot more than nine years old in the Naga National movement and having involved in the NSCN/GPRN as late as post ceasefire 2005 it is but natural for Wangtin and Tikhak alike to be bereft of any experiences of harsh political realities except for periodic review of ceasefire, these political juveniles basks on imaginary peaceful po-

litical solution conceived through enemy’s hypnotised state of purgatory. Theaddictiontoill-gotten luxury, greed and Indianised subservient way of life and thoughts incites these disgrace individuals to uphold and espouse the fake goodwill of the enemy, meantime denounce any move to curtail the conveniently established status-quo. The self-styled policy

of gimmick and conniving with enemy at the expense of NSCN/GPRN and Naga cause is very ironic on the part of the so called exponents of peaceful solution. It is also a classic case of hypocrisy that self-proclaimed leaders of peace find it too petrifying to raise a single voice against India yet contently crucifies Naga sovereignty at the altar of own selfish materialistic

cravings. The spiteful rhetoric aiming to sow seeds of discourse among the senior NSCN leaders by this flock is only a sign of desperate writhing of a dying organ. The NSCN/GPRN is less bothered of whatever antics being played out by loud mouthed jesters however cautions the forged usage of MIP NSCN/GPRN to magnify their hollow agendas.

Besides this cheap act of plagiarism the NSCN/ GPRN does not give a wink as to any style or manner of activities by expelled and dishonoured kilonsers slouts. It only remains to be seen if the performance of the ceasefire based peace could possibly achieve anything but sovereignty. Lt. Gen Niki Sumi, NSCN/GPRN Military Supervisor, Nagaland.

“One must practice, what he preaches”

M

r. Niki, who may not have even seen a school gate or may not have even heard a school bell ringing should not try to lecture Y.Wangtin Naga and Mr. P.Tikhak. Who has ever stopped him from taking over the supervisor CFSB, if he considers himself so capable of representing the NSCN/GPRN at all levels? We would have been the happiest person to find someone to take the CFSB burden from us but, we continued only because there was none to replace us. Will Mr. Niki also explain to the Naga people, where was he when Baba Khaplang was impeached and expelled from the NSCN/ GPRN on 7th of June 2011? Wasn’t he a part of that conspiracy? Wasn’t he also a signatory to that document? Baba Khaplang was

officially expelled from the NSCN/GPRN as a chairman and president by the joint Council on 7th of June 2011 but, it was Y. Wangtin Naga and P.Tikhak who reinstated him as the chairman and president of the re-organized NSCN/GPRN in the eyes of the world. The two leaders also managed to regain the Ceasefire back on track with the GOI. Mr. Niki may not have also forgotten that he re-joined the NSCN/GPRN only after the ceasefire was regained. Why did not he express his solidarity and support prior to the ceasefire agreement and why did he took more than 3(three) months to rejoin NSCN(K)? We also would like to remind Mr. Niki that, although he was just a few days old after his re-enrollment in the Naga Army, after defecting from

NSCN (U) he was given the responsibility of Military Supervisor, Western Command on our advice. After his appointment as military supervisor, Mr. Niki started showing his true color by luring Baba Khaplang and became money collector in Dimapur, Kohima and Zunheboto with no honor for his position which has been undoubtedly witnessed by all the Nagas. These activities of Mr. Niki have also solved our mystery on the attitude of Baba Khaplang, developing slowly and gradually negative feelings against us. He has managed to sow seeds of differences in our family. Baba Khaplang has crucified Mr. Y.Wangtin Naga and P.Tikhak to please Mr. Niki but, our relation with Baba Khaplang is of

blood and not monetary or temporary. Therefore, people like him should not try to shed crocodile’s tears before the Naga people in the name of sovereignty. He should know that, today the Naga people are more intellect, more qualified, more educated and well versed on the Naga issue to be lectured by him. We also demand from him to explain to the Naga people on the “ Deed of Commitment, for Peace and National Reconciliation” signed on the 12th day of February, 2015 at Nay-Pyi-Taw, which was represented by Kilonser Chowangsing and Kilonser Ang Kan on behalf of the NSCN(k) and put their signature in the document; which reads in article (one) 1 that, “Aiming to safeguard Sovereignty,Unity and Ter-

ritorial Integrity on the basis of the Peace process and building a Union based on Democratic and Federal principles in the spirit of Panglong and in accordance with the outcomes of Political Dialogue to ensure freedom, equality, justice and self determination for all citizens.” I have serious doubt on the mental stableness of Mr. Niki. I wonder if he is even aware of any such development. Once Eno. Th. Muivah has rightly mentioned in his conversation with the media that,” Sovereignty lies with the People” If the people of our country wants sovereignty, it is not far from us but, the only thing we need at this hour is unity and peace and not exploitation and extortion or bomb blast in the garb of Sovereignty. Children: Right to Elementary Education

he Right Of Children To Free And Compulsory Education Act, 2009 was enacted by the Parliament of India and received the assent of the President of India on the 26th August 2009 and published in the Gazette of India the following day . It was extended to the whole of India except the State of Jammu and Kashmir. The Section 38 (1) of the above mentioned Act empowers the appropriate Government to make rules and issue notification to carry out the provisions of this Act. Subsequently , the Nagaland Right of Children to Free and Compulsory Education Rules, 2010 was brought out by the Nagaland State Government and published in the Nagaland Gazette on 21.3.2011 for implementation from the following year. The Act provides Rules, out of which some may be mentioned as under: To provide free and compulsory education to all children. CHILD means a male or female child of the age of 6 (six) to 14 (fourteen) years. ELEMENTARY EDUCATION means the education from class 1 (one ) to class 8 (eight). COMPULSORY EDUCATION means the obligation of the appropriate implementing Government to provide free and compulsory education; to ensure compulsory admission; to ensure compulsory attendance and to ensure the completion of elementary education.No child admitted in a school shall be held back in any class or expelled from school till the completion of elementary education. No child shall be subjected to physical punishment or mental harassment. All theseGuide-rules call for further framing of other farsighted Sub-Rules by the implementing Government Department for putting into practice by institutions having elementary classes (from class 1 to 8 ). Steps taken during the past three years or so may be evaluated and strengthened. The reason why physical punishment or mental harassment are being discouraged under this Act is not far to seek. We have come across incidents of many such harsh physical punishments and mental torturings inflicted on the tender age students by the irresponsible and cruel Teachers in other parts of the country without justifications.Perhaps this provision must have been inserted in the Act to caution in advance the Teaching community so that they might exercise utmost restraint and limit their actions. Extreme cases of physical punishment and mental harassment are rarely heard in this part of the region. While the imparting of education to the children between the age group of six to fourteen years have been emphasised under this Act, it has also not forgotten the children below the age of six years in respect of providing education. The act states that with a view to prepare children above the age of three years for elementary education and to provide early childhood care and education for all children until they complete the age of six years, the appropriate Government may make necessary arrangement for providing free pre-school education for such children. To bear excellent fruit at elementary level of education, the pre-school education (that is serving as the foundation stone) may be revitalised by adopting continuous reformatory steps. In providing quality education to the children studying from class 1 (one) to class 8 (eight), amongst other contributing factors, the TEACHERs are expected to play very important part. The present Act provides the following duties to the Teachers, namely, (i).maintain regularity and punctuality in attending school; (ii).conduct and complete the entire curriculum within the specified time; (iii).assess the learning ability of each child and accordingly supplement additional instructions,ifany,as required; (iv).hold regular meetings with parents and guardians and apprise them about the regularity in attendance ,ability to learn,progress made in learning and any other relevant

information about the child. (v).perform such other duties as may be prescribed. If the above mentioned duties are performed by the Teachers more earnestly and sincerely, improvements will definitely take place. The State haveexperimented with the current new system for a period of about three years only. Whether three years is too short a period to expect positive results and pass judgement? Rather, self-evaluation by all Stakeholders, namely, the Department(including the officers serving at various levels) ,School Heads, Teachers, Parents,Education Committees etc) have become a necessity. To disfavour the present system ,showing numerical figures of children dropped out during the past three years or so may be too early. As and when the drop out statistics are collected in the coming years, it may be done separately, for those schools located in Urban areas and Rural Areas; and also separately for the private run schools and govt run schools. That exercise is likely to give a clearer picture of dropouts and also the performance picture of both private and govt schools respectively under the new system. The Act also provides for the formation of School Management Committee, namely,VILLAGE EDUCATION COMMITTEE; WARD EDUCATION COMMITTEE; TOWN EDUCATION COMMITTEE; COMMON EDUCATIONCOMMITTEE, to ensure the proper implementation of the provisions contained under the Act and also to liaise between the Schools and the Government Department. Whether these responsible Committees are performing the assigned responsibilities in line with the direction contained in the Act requires to be monitored periodically by the concerned Authorities. Formal education in Nagaland is about little over one hundred years or so. It will not be so incorrect to state that the Private Schools and Government run Schools existed simultaneously from the very beginning. In the early years, they produced the desired results and met the manpower requirements at that point of time. However, with the passage of years, many of the Private/NGOs run institutions started to outshine many of the Govt run institutions. And this could be possible on the part of the privately run institutions only after undergoing many struggles.Amongst other reasons, it is because,(side by side with vision and mission of the school), the Head,the Teachers and the Ministerial staff of the Private Sector Educational Institutions are directly accountable to the Management / Owner (s) for their all round performances. Any indiscipline committed / non-performance of academic duties by any employee of the private schools can be corrected immediately, which may not be possible in the Government Sector owing to many time taking factors. The private institutions have also to compete with other private institutions for reputation and survival and to attract students .The preference for Private Schools shown by the parents (to educate their children starting from lower classes) during the recent pastyears has been to enable their children to learn English which will help them to easily communicate and acquire more knowledge to face the competitive world. Many of the institutions under public/govt sector appears to be complacent (may be mainly due to thejob security). As a result, even the children of poor parents and also more often the children of Govt schools Teachers seek admission in the private schools. This trend is not confined to this region alone. The private schools are not easily affected by the introduction of any change in education system because many of them are disciplined and are able to adjust to the changing scenario. What is necessary in this part of the country is to Self-evaluate, find out the weaknesses and correct them, instead of playing the blame game. The following measures collected from elsewhere may be examined to correct the present ailmentsconfronting especially the govt-run elementary education

(and at higher levels too),namely, loss of working days in the beginning of every academic year/session mainly due to non-arrival of free-text books in time (school must keep at least a Teacher’s Copy of the text book to teach the pupils from the first day of the school); toomany self-made off-days, if practised, may be stopped totally (instead, full academic working days as prescribed must be observed); it is often said that a mediocre/average Teacher is able to produce only a mediocre student(, as such, the Teachers may make efforts privately to sharpen the knowledge of the Subject-matter by mastering the allotted subjectthroughregular home studies); immediately after Summer Holidays; Puja Holidays and Winter Holidays ,classes must be started from the first day; the concerned department may look into the infrastructural requirements of the educational institutions. Some of the above remedies are also applicable to the institutions of higher learning in Nagaland. In the olden past, there were shortage of the educated manpower requirements in Naga Hills /Nagaland in many government departments and private sectors. Many matric passed students preferred to go for further studies. As a result a number of under-matric products could get employment. Many such Undermatric students were recruited at the lower level of education during those days. Teaching profession was, if fact, the last choice of the people then.Education at the lower level became a casualty till the recent years due to the presence of many untrained and lowly qualified Teachers. They were slowly phased out over the years and replaced with the candidates having Matriculation qualification and above. To cope with the emerging tough curriculum, it is foreseen that more qualified degree holders will be required and the under graduate degree holders are likely to become a thing of thepast within a few years or so.The Applications for employment being submitted evenby the Post Graduates and Graduates (with additional Trained certificates) to fill up the teaching posts which requires only plus two qualification is likely go a long way in improving the quality of teaching. According to the 2011 final Census released on 6.6.2013, the total population of Nagaland State was 19,78,502. The 71.1 % (about 14,06,714) of the population live in Rural areas (villages) and 28.9 % (about 5,71,787)of the population live in the Urban areas (Towns).The little development that have been taking place in the eleven district headquarters cannot represent the true picture about the overall conditions of the whole State. When even the Govt’s educational institution located in the Urban areas(Towns) are confronted with many problems (thereby affecting the quality education), we can well imagine the uncomfortable condition of education in the Rural areas (villages) which are located in the jungles far away from the modern civilization. Under the present discussion, the reasons for giving up/leaving studies by the school students before the completion of Matriculation examinations may be many, such as,due to financial support problem ; availability of employment; desire to undergo training and seek employment thereafter; detention in the same class due to poor performance in the examination conducted by the school; and other reasons. The DETENTION system and NON-DETENTION system will definitely have their respective merits and demerits. Under the detention system the possibility/ probability of failing a pupil a couple of times,(due to poor academic performances) foreseenbetween class 1 to class 8 .Under the old system, there were many instances of children (especially in rural areas) leaving their studieseven while in lower classes (due to their inability to cope with the studies). The same problem is likely to be greatly minimised under the non-detention system. The chances of giving up the studies due to detention policy appeared to be more in the rural areas

than the urban areas . In the absence of detention, every student is permitted to reach class 8 (eight). Thereafter, the brighter and capable students can pursue higher studies. The State Government have alsobeen providing many types of trainings to those who drop-outs before and after the completion of elementary education. After all, it is not possible for all the students to pursue higher level of University education. They have to leave the learning institutions at different levels. Besides many other reasons, to minimise the stress and the study burden of many study-deficient students at the High Schools and college levels, certain students’ friendly measures have been introduced by the Nagaland Board of School Education and Nagaland University. Unlike before, the Matric final examination failed students are presently allowed to appear , it is told, up to the maximum of 3 (three) failed subjects by the NBSE. From three years Undergraduate year-end/ final examination system, the Nagaland University has already switched over to six semesters-end examination (say six monthly examination) since a couple of years ago. Under this six times semester-end examination system, the colleges affiliated to Nagaland University have been authorised to conduct the examinations and to internally evaluate the Answer Scripts(within the college) till the fifth semester. We have to wait and see regarding what about of the sixth semester.It appears that the provision for appearing in certain failed subject(s) is also provided under the new system.The grievances lodged to the University Authorities by the Students for delay in Results declaration under the Old System appears to be no more in the semester system, at least till to-date.In the past, all the educational reform systems used to have their respective minus and plus points.The present system will be of no exception. However, it is anticipated that,the present studentsfriendly measures would go a long way in relieving / minimising the problem of early School/College leavers. The statistics released by the School Education Department, Govt of Nagaland, on 21.8.2014, through the Parliamentary Secretary, will be helpful to know about the Department.There are3299 Government Schools ( Govt Primary Schools = 2045; Govt ME Schools=961; GovtHighschools=252; Govt Higher Secondary schools=41). Regarding the manpower, the Directorate and the subordinate institutions/establishments have 27,000 employees. The task of monitoring and running the 3299 governmental educational institutions efficiently is indeed a great challenge for the Officers and Teachers working in the education Department. As a layman, it may be viewed that the successful management of the above mentioned institutions requires proper manning by Officers both inthe Directorate as well as in the fields throughout Nagaland. If the press releases issued by the employees and appearing in the local papers are to be relied upon, the tussle/ differences of opinion between the Higher Secondary Teachers and the rest of the School Teachers for sharing of Administrative posts both in the Directorate as well as in the fields requires early attention. Moreover, it is also given to understand through the media that the division of powers (especially financial power) and functions between the Principals and other subordinate School Officer(s) working under the Higher Secondary roof/establishment requires proper streamlining. To facilitate the Officers to attend to the other pressing problems presently confronting the School education sector, it is desirable and wished that the above mentioned two issues (and others, if any) may be addressed by the concerned Authorities through mutual consultations, give and take, and consensus. Higher Education in nagaland: History of Higher Secondary Challenges and remedies Education: a Flashback

Prof. G.T. Thong igher Education for all, at least till the degree level, is vital today because a literate and educated society only can take us forward. However, the enrolment is dismally low due to lack of adequate number of colleges, particularly in the remote areas. Moreover, the quality of Higher Education is in serious jeopardy. This requires a total overhaul from Primary Education itself. But that is another story. The affiliated colleges of the Nagaland University are catering to Society’s needs against insurmountable odds. While it is true that a few are doing well, the vast majority are struggling with quality. The dominant factor is the lack of qualified teachers in the Private Colleges; most lack NET/PhD (UGC requirement). The Government College teachers are well paid; it is expected that they are also appropriately qualified. On the other hand, the Private College teachers are paid a pittance while being overworked. This is the reason why most Private College teachers, including qualified ones are constantly on the lookout for other better paid jobs. Under such conditions it is impossible to retain talent. With better salaries, the teachers lacking NET/PhD are sure to try to earn the same as early as possible, which will, in turn make our colleges more vibrant and society more dynamic. It is expected that teachers who do not have PhD degrees, acquire them. Teachers are also expected to attend Refresher and Orientation courses from time to time.

These programs and courses are to improve he knowledge of the teachers and ensure that they are kept abreast with the latest trends in their respective fields. Interest will also develop in the teachers to take up research seriously, ultimately to society’s benefit. However, Private College teachers, most if not all, are granted study leave for 2 to 3 years to pursue PhD programs without salary. It is a huge challenge, with some opting to resign to be eligible for some fellowship, while those remaining in service are left to fend for themselves. This is indeed tragic. Taking into consideration the vital needs of society it would be prudent on the part of the Nagaland Government to support the Private Colleges by way of paying salaries of the qualified teachers, at par with their Government counterparts. This is happening in our neighbouring states like Assam, West Bengal, etc. where their governments pay the salaries of the Private College teachers also. Those teachers lacking PhD degrees should be encouraged to study, with salaries, while those without NET should be encouraged to acquire the same as early as possible. It is known that many of the teachers, though lacking the aforementioned qualifications, are as excellent as they are dedicated. It is the responsibility of the Private College authorities and the Nagaland Government to ensure that they acquire the necessary qualifications and expertise and are retained at all costs. Hopefully our dream of a well educated society is around the bend.

he present system of Higher Secondary Education is the outcome of intensive researches made by numerous Education Commissions and Eminent Educationists, brainstorming deliberations and discussions by different Committees and Conferences during the last 100 years. Prior to the introduction of the Higher Secondary Education, the duration of the school course was 11 years and the 2 years Intermediate Education was exclusively a part of collegiate education that offered 2 years degree course. Thus the dividing line between the School and University courses was drawn at Matriculation. The journey of the Higher Secondary Education started way back in 1917 with the appointment of the Calcutta University Commission popularly known as the Saddler Commission. It was the first Commission that suggested to make the duration of school education to 12 years and to put forward the idea of restructuring of education in the shape of 10 + 2+ 3. The University Education Commission (194849) also known as the Radhakrishnan Commission under the Chairmanship of Dr S Radhakrishnan also recommended for adoption of a uniform pattern of 10 + 2 + 3 for the entire country. The Secondary Education Commission (1952-53) popularly

known as the Mudaliar Commission recommended adding the first year of the Intermediate course to the Schools and the second year to the 2 year under graduate degree course so as to create the 3 year degree course. The Planning Commission Panel (1960), the third conference of the Vice-Chancellors of Indian Universities (1961), The Central Advisory Board of Education Meeting (1962), The Conference of the State Education Ministers, Vice – Chancellors and Eminent Educationists (1963) had all recommended the same 12 years of school education up to the Higher Secondary level and 3 years of first degree course. The Education Commission or the Kothari Commission (1964-66) also recommended the present structure of 10+2+3 pattern of education. After long years of deliberations and recommendations of different Education Commissions, the Government of India had notified the National Policy on Education 1968 and the National Structure of Education (10 + 2 + 3) came in to existence. Thus the process of upgrading of High Schools into Higher Secondary schools began from the implementation of NPE 1968. But, the two year Higher Secondary course at the beginning was conducted both at the schools and the colleges. Later, the objectives of the school education covering the +2 stage of last two years were redrafted under the National Policy on Education 1986. The new policy of 1986 clearly recommended the +2 stage or the senior secondary education to be properly belongs to the school education and the colleges offering +2 stage of education were asked to transfer those classes to the schools. The history of Higher Secondary Education described above makes it crystal clear that the higher secondary classes (11 & 12) are integral part of the school education and I need not explain why the finest brains of our country had brought this system into existence. The higher secondary stage of education is a crucial stage in the academic career of children as diversion of professional selection takes place during this stage. The educational administrators and teachers should remember one thing at this juncture. Even though the diversification of course of studies starts after passing of class 10, children should be helped to identify their natural aptitude and inclination towards the different courses when they are in classes 9 and 10.

The Resurrection of Christ: Prove it to me The foundation of Christianity: “And if Christ has not been raised, our preaching is useless and so is your faith” (1 Corinthians 15:14). The Resurrection of Christ is the crowning proof of Christianity. It is the foundation of the Christian faith. If the Resurrection did not take place then Christianity is a false religion and it may have vanished the very day Christ died.

Furthermore, if this was all it was just a hallucination, then where was the body? Where was the body? Show us the body! The mistaken identity theory: There is another theory that's been propounded and that's the "mistaken identity theory." This one says that somebody impersonated Jesus, that somebody tried to dress and look like Jesus to falsify the resurrection by impersonation. The problem with that is he must have crucified himself to produce the scars in his hands. He must have stabbed a spear into his side to produce the scar that was. And how do you explain the post-resurrection miracles if hewas just an impostor? How can you explain walking through walls? How can you explain the controlling the fish in the sea, creating a meal, appearing and vanishing at will, ascending to heaven in full view of the Apostles? No impersonator can do that.Moreover, the disciples knew Jesus too well to be fooled.

Two questions: G.B. Hardy, a Canadian scientist wrote a book about life, about philosophy. It asked two very important questions. This scientist said, "I have only two questions to ask. One, has anyone ever defeated death? Two, did he make a way for me to do it also?" This scientist found the answer to his question in the resurrection of Jesus Christ. He found the hope for his own resurrection in it as well. And yes, Christ made a way for you and I to defeat it as well. The swoon theory: Time and again opponents of Christianity have attempted to prove the Resurrection as a myth or a fable. One common theory is the "swoon theory." This is the theory that Christ never really died. Due to the loss of blood on the cross and the wounds he became unconscious. Inside the tomb, the aroma of the spices and the coolness of the tomb revived him. And when He came out of the grave, the disciples assumed that he was resurrected. The women, who carefully wrapped his body in linen and anointed Him along with Joseph of Arimathea and Nicodemus with 75 pounds of spices, must have known whether or not he was dead.The Romans were renowned for their military strategies and discipline. History will stand the test of scrutiny that the Romans were experts at execution. They came by and did not break Jesus' legs because they knew he was already dead. They rammed a spear into his side and out came the blood and the water around the heart, indicating that he was dead. Escape from the tomb: If the swoon theory is true, it means that Jesus successfully survived severe beating, loss of blood, crucifixion, the spear thrust into his side and survived three days with no food or water. Then he woke up, moved the stone, overpowered the Roman guard and then walked seven miles to Emmaus on feet that had been pierced with nails. That is ridiculous and absurd. ay I never boast except in the cross of our Lord Jesus Christ, through which the world has been crucified to me, and I to the world" (Galatians 6:14). Why does the cross offend the world? Why are so many disturbed when the name of Jesus is mentioned? Why is His name, above all others, often taken in vain? The answer is simple: There is power in His name, and there is power in the cross—power that shakes the spiritual realm. Philippians 2:9-11 says that God has highly exalted Jesus and has given Him a name that is above every other name, that at the name of Jesus every knee will bow and every tongue will confess that Jesus Christ is Lord. No wonder the world hates the cross and the name of Jesus—they convict. The cross, sin, and repentance have never been popular terms even though they are at the heart of the Christian faith. Jesus Himself said that the cross would be offensive. Sadly, many today water down the gospel and avoid talking about the cross. They want the Bible to be more appealing and marketable. But truth is not marketable! We are to guard it, proclaim it, and defend it, but never compromise it. A.W. Tozer addressed this decades ago, "There has come in modern times a new cross into popular evangelical circles. It is like the old cross, but different; the likenesses are superficial, the differences fundamental. The old cross slew men; the new cross entertains them. The old cross-condemned; the new cross amuses. The old cross destroyed confidence in the flesh; the new cross encourages it. The old cross brought tears and blood; the new cross brings laughter." Tozer continues, "Any objection to the carrying on of our present gold-calf [lukewarm] Christianity is met with the triumphant reply, 'But we are winning them!' And winning them to what? To true discipleship? To cross carrying? To self-denial? To separation from the world? To crucifixion of the flesh? To holy living? To nobility of character? To a despising of the world's treasures? To hard self-discipline? To love for God? To total committal to Christ? Of course the answer to all these questions is…No." This pleasant, "new cross" view, often leaves people confused and deceived because they believe in a self-promoting, self-seeking Christianity that bears

no resemblance to Jesus' sobering call to full surrender…to dying to self. For this reason, it's been said that one of the greatest mission fields in the world today is the church, as a whole, in America. In our zeal to lead people to Christ, many paint a false picture of discipleship, or water it down altogether. Jesus didn't say, "Follow me and you won't have to change anything"; He said, "Deny yourself, pick up your cross, and follow Me" (Matthew 16:24). Jesus wants us to understand what's involved when we follow Him—there is a cost. The cross cost Him and it will cost us. If current statistics hold true, many will continue to embrace a glamorized Christianity and be led astray. Life is a battleground not a playground! If you've never sincerely repented and trusted in Jesus Christ as your Lord and Savior, there is no better time than now. Many who are trapped in religion go through life lacking passion, direction, and purpose, often living with a sense of remorse and guilt. They wonder, "Have I been good enough?" A relationship with Christ changes that. 2 Corinthians 5:17 states: "Therefore, if anyone is in Christ, he is a new creation; old things have passed away; behold, all things have become new." Your past is forgiven, your present secure, and your future certain. The resurrection and the cross set us free from sin and death: "For the wages of sin is death, but the gift of God is eternal life in Christ Jesus our Lord" (Romans 6:23). No matter what you've done, you have the opportunity to believe in Jesus and be forgiven of sin. Acknowledge that you are a sinner in need of a Savior (Romans 3:23). Acknowledge that Jesus died for your sins (John 3:16). Repent and turn from your sins (Acts 3:19). Live your life for Him (Hebrews 12:1-2). This Easter, although we rejoice in the empty tomb, don't forget about the power of the cross. The cross cleanses, redeems, releases, crushes, and triumphs. It offers hope and peace to a dying world. "There is no peace until we see the finished work of Jesus Christ—until we can look back and see the cross of Christ between our sins" (D.L. Moody). What does the cross mean to you? alvary (crucifixion) and Easter (Resurrection) are the two events that divide human history from darkness into light. Calvary signifies the utter darkness of man lost in sin while Easter signifies man made alive again through the redemption of Christ. But I believe that dark Calvary and bright Easter also has a different meaning for our lives as Christians in the here and now. Now, it is true that on Calvary, the condemnation of the law and the penalty of death thereof were all nailed to the outstretched hands of Jesus our savior. And as our savior hung on that cross, all the darkness of human sin-past, present and future- were poured unto his spirit, soul and body. And as this darkness enveloped his broken body, even the sun refused to shed her light upon that utter pit of darkness from 12 noon to 3 p.m (Mat.27:45). At the end of the third hour, our savior cried out: “Eli, Eli, lamasabach-thani (My God, my God, why hast thou forsaken me?) Now, coming to our own lives, in our human relationships, even when all our friends or even loved ones have forsaken us, we always still have a last refuge to turn to. We can always turn to God on our knees and seek companionship and comfort by pouring our grief and loneliness to Him. And I am sure many of the readers of this article have experienced such situations when they were abandoned even by their own loved ones and were left with no other options except to fall on their knees and seek God’s comfort. But in the case of Jesus, as he hung on the cross that day, his experience was one where even that last refuge of turning to God in despair was found missing and void. In his case, all his disciples had earlier abandoned him. All those thousands of admirers and followers had also either gone into hiding or were standing afar off on mount Golgotha that day.This included his own mother and brothers. And then, in the midst of that utter abandonment and forsakeness, that pitiful cry of “My God, my God, why hast thou forsaken me?” pierced the darkness of Calvary. For all of us who have believed in the saving grace of our Lord Jesus Christ, we have all reaped the richest rewards of dark Calvary and have received our personal salvation all free. But besides this most wonderful gift, we can also now be comforted by the fact that we now have a High Priest who can understand our deepest grief, sorrows and even abandonment. This is because our savior and our Lord has already been to the deepest depths of betrayal and abandonment on the mount of Golgotha. What this means in our own personal lives is that even when we meet situations where we feel that we have been forsaken by everyone else, we can still find comfort and hope at the feet of Jesus-our Advocate and also High Priest. This is precisely because our savior had already trodden that path of despair and helplessness himself. In his case, he had not only experienced “human forsakeness” but even “God forsakeness”. He went through that experience not in some immune and divine body that could not experience mental distress or physical pain. He went through that experience in human flesh and blood just like ours. Therefore, the scriptures, in regards to this fact says: “ For we have not a high priest who is unable to sympathize with our weaknesses, but one who in every respect has been tempted as we are, yet without sin. Let us then with confidence draw near to the throne of grace, that we may find grace to help in times of need”. (Heb.4:15&16) Our real Easter-that of the resurrection of our bodies- is still in the future. Scripture tells us that it will happen only at the event of the Rapture when Jesus returns to earth with his saints (1 Thess.4:13-17) But for the present times, as we continue to walk our Christian lives, I believe this is our brilliant Easter sunrise- THE JOY OF HAVING A RISEN LORD WHO UNDERSTANDS OUR DEEPEST SORROWS AND GRIEFS. Are we like the guard at the tomb?

he greatest joy of every Christian and the existence of Christianity is because of resurrection and every year from all over the world christens observe and commemorate this day as “Easter Sunday” because this is the day when Christ was risen from the death after washing our sins by His blood. And this is the day when every Christian is delighted and every Christian’s family make sure that they go to church! And i wonder how many of as goes to church to thank and take a step to spread His love to different people in various ways after church and i too wonder how many of as goes to church for the sake of wearing white cloths or for the sake of egg or for the sake that someone whom you like is singing or for the sake of being a Christian. When i was going through the BIBLE something struck me and i began to ask to myself that, “am i like a guard at the tomb of Jesus” and after a while i nodded to myself by saying no in my heart. And wanted to ask all the Christian that are you like the guard at the tomb? And as the story of guard goes on in MATTHEW 28:11-15 “while the women were on their way, some of the guards went into the city and reported to the chief priests everything that had happened. When the chief priest had met with the elders and devise a plan, they gave huge sum of money, telling them, “You are to say, ‘his disciples came during the night and stole Him away while we were asleep. ` If this report gets to the governor, we will satisfy him and keep you out of trouble.” So the soldiers took the money and did as they were instructed. And this story has been widely circulated among the Jews to this very day. And learning how the guards were bribe i realised how loss was their value to spread such a false statement for the sake of money. And as i was pondering on my thoughts i too realized that they are many Christians who are playing the role of guard in different ways, like many of us fail to be a good Christian when we are rich, smart, and popular. Most of the Christian may commemorate “Easter Sunday” only for the sake assuming a as a yearly routine not knowing that one day we will meet Him face to face and it may be our last Easter yet many of us are too lost in our position, status and pride. Jesus was crucified for our sin and today we are save and He has shown many miracles in the life of many people and grant successes to many who have asked yet we are like the guard who always give false statement and never testified His name. here is something deeply violent about Easter. A necessary and creative violence. How else would you kill death? You can kill death twice: first, you kill death with death, and the second time around, you kill death for good with resurrection, which is like a mighty shot from an enormous cannon releasing unstoppable power and energy, blasting hellish forces and gravestones and any obstacles into dust and nothingness. And we must be clear what death is; it is complete separation from the eternal source of life. Death is life lived in the entrails of darkness. And Easter is the glorious burst-through of Christ's eternal life and eternal love. No wonder it was so difficult for the human mind to comprehend what Jesus was doing in the grave. His disciples could not understand how the powerful leader who raised the dead to life would allow his enemies to kill him. It was a sign of powerlessness. It was, in other words, a sign of death, and death meant only one thing, utter defeat. No wonder Peter abandoned him. Easter focuses on the resurrection of Christ. But it is profitable to consider what was happening in the hours and days and nights that He lay 'dead' in the sepulchre. I love the way a teacher said that Jesus was not lying passive in the grave. He descended to hell. He went as the warrior of warriors and plundered hell, and wrested back what Adam had given away to satan in the garden of Eden. It was probably not a pretty sight. Imagine Sheol's pitch darkness lit up by the Light wielded by the heavenly warrior; screams as we have never heard even in the most terrifying horror movies would have resounded in those depths and echoed back from its walls. The shrieks of an invaded kingdom. Imagine the kingdom of Sheol trembling, like a thousand earthquakes at the same time, as it realised that here finally was the one who would take back what no mortal man was capable of doing. Now satan could no longer claim that all the kingdoms of the world and their glory belonged to him. For the greatest warrior was taking back his property. This is where the New Covenant begins with the cross manifesting its greatest gifts. Hereafter, are we conquerors because of His finished work. There is a continuing counter violence in reaction to the violence of the resurrection. An insidious warfare on our minds to steal back what the divine warrior has given us: the peace, love, grace, healing and forgiveness and deliverance gifts of resurrected life. The beauty of Easter is that in addition to the gifts mentioned above, He also gifted us his fiery resurrection power. Easter is much more than white lilies and pink eastereggs and cuddly bunnies. It is such an immeasurably hard-won gift that we ought to do no less than guard it against theft with the assiduous devotion of the soldier. Fabindia apologises, but denies mischief; four get bail in CCTV row panaJi, april 4 (ianS): Four employees of upmarket boutique chain Fabindia were released on bail by a trial court on Saturday, as Goa Chief Minister Laxmikant Parsekar ruled out any mischief and the company issued an apology to union HRD minister Smriti Irani who reported the alleged CCTV snooping at a store in the coastal state. The manner in which the incident played out in the media, both nationally and internationally, forced both the Bharatiya Janata Party as well as the Congress to express concern about the image of the state, which they believed was being tarnished. Earlier in the day, four employees of Fabindia's store in Candolim, who were arrested on Friday for allegedly setting up a CCTV camera which overlooked the store's changing room where Human Resource Development Minister Irani was trying out clothes, were granted bail by a trial court. The four - Karim Lakhani, Prashant Naik, Raju Panche and Paresh Bhagat - were released on a personal bond of Rs.5,000 each, after the Judicial Magistrate First Class Mapusa accepted the contention of the defence counsel that the CCTV camera was not installed with malafide intention. Centre extends food security act deadline Jaipur, april 4 (pti): The Centre has given another six months to the States for rolling out the National Food Security Act (NFSA), Union Food Minister Ram Vilas Paswan said on Friday. The deadline, which has already been extended twice, was to end on Saturday.Only 11 States and Union Territories have so far implemented the Act which was passed by Parliament in September 2013. The deadline had been extended for the third time so that the remaining States could adopt and implement the law within six months, the Minister added.The law aims at providing a legal entitlement to 5 kg of subsidised foodgrains a person per month at Rs 1-3 a kg to two-thirds of the country’s population. The Centre had warned the States that it would stop the supply of subsidised APL foodgrains if they failed to meet the April deadline.Despite the extension of the deadline twice, only Punjab, Haryana, Rajasthan, Himachal Pradesh, Madhya Pradesh, Bihar, Chhattisgarh, Maharashtra, Karnataka, Delhi and Chandigarh have so far implemented the Act, some fully and others partially.

Another Fabindia staffer held for filming woman in Kolhapur Kolhapur (MaharaShtra), april 4 (ianS) Spelling further trouble for Fabindia Overseas Pvt. Ltd, a staffer at its Kolhapur outlet was arrested for secretly filming a woman customer on his cellphone, police said here on Saturday. Despite repeated attempts by IANS, Fabindia officials refused to comment on the matter on Saturday. The incident occurred on March 31 at the Tarabai Park outlet here when a salesman Prakash A. Ispurle was caught snooping on a woman customer. The following day, the woman lodged a police complaint and who was arrested and taken into police custody, a police official told mediapersons said. The woman in her complaint alleged when she was trying some clothes, Ispurle put his mobilephone in recording mode and slipped it in the gap between the trial room floor and the door, the official added. She raised an alarm after which Ispurle hurriedly pulled the phone back, rushed to a corner and attempted to delete the recording. Like in the case of the telegram, India Post has quietly discontinued the traditional money order service, which was an integral part of the department since 1880, facilitating pan-India door-delivery of funds to a payee from over 155,000 post offices. In an era of instant communications, the traditional money transfer facility has made way for an electronic version, which was introduced in October 2008, thanks to the proliferation of mobile telephony and data communications in the country through the internet - 18 months after they led to the demise of the telegram. "Yes, the traditional money order as we know it has been discontinued," said Shikha Mathur Kumar, deputy director general for finance with India Post based in the national capital. "What we have now are electronic money orders, or eMO, and instant money orders, or iMO, systems," Kumar told IANS. "Both these are much faster and simpler means to remit money." The iMO system, according to India Post, provides instant money order service for amounts ranging from Rs.1,000 to Rs.50,000. An instant, webbased system, money can be remitted by designated iMO post offices - where an electronic version of a form

It is booked at an authorised post office and delivered pan-India from all delivery post offices. This can also be tracked on the India Post website. But for many, especially the senior citizens, the end of the traditional money system - which was withdrawn from April - did evoke a sense of nostalgia and, to an extent, some sadness as well. "I would send money

through money orders to my family in a village Madhya Pradesh," recalled K. Abdulhussein, a retired printing manager, now settled in Mumbai. "My folks back home would wait for it. In fact, the village postman was an important man. But what happens now," he wondered. When the new, electronic system of money order was explained, Abdulhussein told IANS that the move was expected. "People today have two bank accounts - a salary account and a personal account. Then there are mobile phones. Everyone has it. So the old system had to go." A similar sentiment was shared by R.R. Pandya, a retired 80-year-old banker in Mumbai, who also recalled having regularly sent funds through the traditional money order system to his parents in Gujarat. "They were more comfortable dealing with the

friendly neighbourhood postman. You had this option of sending money with messages. So, during marriages, we would send Rs.11, Rs.21, Rs.51 - along with congratulatory messages." For Kanai Lal Ghosh, a retired teacher in Kolkata, yesteryear memories and contemporary India's reality present contrasting pictures. "I'd send funds only by way of money orders to my parents. Now my son does it instantly, from his mobile phone. I presume old ways are redundant now." According to information provided by India Post, the money order system was transferred from the official treasury department to the Posts and Telegraph Department in 1880 to save people the ardour of long journeys they had to often undertake to pay revenues and rent. This was when Rai Saligram Bahadur, the second guru of the Radhasoami faith, was the postmaster-general of the North-Western Provinces, based out of Allahabad. He was the first Indian to hold that post and money order was one of the many firsts he brought to the table. From a mere 283 such transactions at that time, it grew to 108 million by the time the service was in vogue for 100 years in 1980. The numbers dropped to around 95 million when the eMO and iMO schemes were launched and even further now, officials said.

In the worst bloodshed in Kenya in nearly two decades, four al Shabaab gunmen went on a killing spree on Thursday, hunting down and executing students in a campus in Garissa, a northeastern town 200 km (120 miles) from the Somali border. The raid has put Kenya on heightened alert and spooked Christian congregations, horrified by survivor testimonies recalling how the Islamist militants had sought out Christians to kill, while sparing some Muslims. In the message directed at the Kenyan public, the al Qaeda aligned group said the raid was retribution for Kenya's military presence in Somalia and mistreatment of Muslims within Kenya. "No amount of precaution or safety measures will be able to guarantee your safety, thwart another attack or prevent another bloodbath from occurring in your cities," the group said in an emailed statement received by Reuters in the Somali capital. It said it would run cities "red with blood", adding: "This will be a long, gruesome war of which you, the Kenyan public, are its first casualties." GARISSA, APRIL 4 (AP): A survivor of the killings at Garissa University College was found on Saturday, two days after the attack by Islamic extremists killed 148 people. Cynthia Cheroitich, 19, told The Associated Press from her hospital gurney that she hid in a large cupboard and covered herself with clothes, refusing to emerge even when some of her classmates came out of hiding at the demands of the gunmen from the al-Shabab group. She was rescued shortly before 10 a.m., according to Kenyan officials. Cheroitich said she didn't believe that rescuers urging her to come out of her hiding place were there to help, suspecting at first that they were militants. "How do I know that you are the Kenyan police?" she said she asked them. Only when Kenyan security forces had one of her teachers appeal to her did she come out, she said. "I was just praying to my God," Cheroitich, a Christian, said of her ordeal. Cheroitich appeared tired and thirsty, sipping on yoghurt and a soft drink, but otherwise seemed in good health. She said she drank a lotion because she was so thirsty and hungry while in hiding. PARIS, APRIL 4 (ReuteRS): The pilot at the controls of a Germanwings jet that crashed in the French Alps accelerated the plane into the mountainside, killing all 150 people on board, according to French investigators. France's BEA crash investigation agency declined to confirm growing evidence against the co-pilot before completing its own analysis, but the chilling new detail from a newly recovered second 'black box' seemed to corroborate prosecutors' claims that he killed himself and everyone else deliberately. "A first reading shows that the pilot in the cockpit used the automatic pilot to put the airplane on a descent towards an altitude of 100 feet," the BEA said in a statement. "Then several times the pilot modified the automatic pilot settings to increase the speed of the airplane as it descended." Based on cockpit audio recordings from the first black box, recovered hours after the March 24 crash, prosecutors believe 27-year-old German co-pilot Andreas Lubitz locked the captain out of the cockpit and veered the plane into a descent. The box arrived at BEA headquarters outside Paris under police guard on Thursday evening and investigators immediately set to work reconstructing the last moments of flight 9525 to Duesseldorf. The BEA's purely factual description of the initial data focused on the autopilot, which is governed by a set of knobs sitting on a console between the two pilots.

ANALYZING DATA The flight data recorder monitors hundreds of parameters, including any commands made directly from the co-pilot's seat. As well as inputs to shared controls such as the autopilot, it may record seat movements that might prove which pilot remained at the controls while the other left the cockpit. The BEA now faces the laborious task of synchronizing the flight data extracted from thermally protected memory strips with the earlier cockpit audio recordings and radar tracks. The agency's spokeswoman said it would take "days or even weeks" to finish analyzing the data. The BEA, whose mandate is to prevent future accidents rather than attribute blame, signaled its intention earlier this week to complete its own safety investigation and deliver a final report, whatever the outcome of separate judicial probes. It said it would focus on cockpit door mechanisms and pilot screening, in a sign that it could issue recommendations that some experts say may prompt a rethink on regulation worldwide. Lubitz's motives remain a mystery but investigators have uncovered evidence that he had made suicide preparations. German prosecutors said on Thursday that Lubitz had made Internet searches on ways to commit suicide in the days ahead of the crash as well as searches about cockpit doors and safety precautions.

Iraq's Tikrit, free of the Islamic State, is a city in ruins tIKRIt, APRIL 4 (AP): In Iraq's Tikrit, liberation from the Islamic State group comes at a heavy price, both in loss of life and in the sheer devastation the militants leave in their wake. Much of Tikrit, Saddam Hussein's hometown and once a bustling city north of Baghdad, now lies in ruins. Islamic State extremists captured it during a blitz last June that also seized large chunks of northern and western Iraq, along with a huge swath of land in neighboring Syria. After a nearly 10-month Islamic State occupation, it took Iraqi forces and their allies, including Iranianbacked Shiite militias, a month of ferocious street battles to win the city back. They declared victory in Tikrit on Wednesday, and

U.S.-led coalition airstrikes also helped turn the tide in the final weeks of the battle. Today, the houses that still stand are pocked with bullet holes and Tikrit's streets are lined with potholes where mortars slammed down. The provincial headquarters in the downtown — now adorned with Shiite militia flags in place of the Islamic State group's black banner — is burned from fire and damaged from heavy fighting. On Friday, Iraqi Prime Minister Haider al-Abadi warned that the military will start arresting and prosecuting those who loot abandoned Tikrit properties. He also urged security forces to quickly ensure that normalcy is restored so that Tikrit's residents, most of whom fled the Islamic State onslaught, can return home.

Alcoholism may cut short your life by 8 years: study LoNdoN, APRIL 4 (IANS): Alcohol dependent patients die about 7.6 years earlier on average than hospital patients without a history of alcohol addiction, warns a new study. The study, published in the journal European Psychiatry, highlights how alcoholism affects both mental and physical health and calls for early treatment for addiction. "Mental problems as well as significant physical health impairments are associated with alcohol addiction," explained Dieter Schoepf from the University of Bonn Hospital in Germany. "Alcoholics who were treated in British general hospitals for health problems die an average of 7.6 years earlier than non-alcohol dependent patients; this is due to the interaction of several concomitant physical illnesses," Schoepf noted. For the study, Schoepf and professor Reinhard Heun from the Royal Derby Hospital in England evaluated patient data extending over a 12.5-year period from seven general hospitals in Manchester. Using these data, the scientists analysed comorbid physical illnesses of 23,371 hospital patients with alcohol dependence and compared them with those of a control group of 233,710 randomly selected patients without alcoholism. "During the observation period, approximately one out of five hospital patients with alcoholism died in one of the hospitals, while only one out of twelve patients in the control group died," Heun pointed out. "Through diligent screening and early treatment of concomitant mental and physical illnesses, it should be possible to significantly increase the life expectancy of alcoholic patients," Heun noted.

At Chingdang village, Mhonchumo Khuvung spoke on the importance King Chilli as a cash crop. Biological control of pests and diseases in jhum rice field and control of rodent and its management were demonstrated after the programme. Briefing on the importance of the meeting, the Deputy Commissioner said that the objective of the NERPAP is to link E/Roll with Aadhaar Card, correction of particulars in the e/roll and to do away with proxy voters and to make ethical voting of ‘one man one vote’ a reality in the country. was conferred a Doctorate in Theology by Serampore University Calcutta on 7th February 1988. He entered politics as a member of the Drafting Committee of the Naga People’s Convention which negotiated with the Government of India for Naga statehood. Prior to the formation of the Naga Hills as a full-fledged state, he served as a member of the Interim Body from 1961-1963. As Executive Councilor, he was in charge of Finance and PWD. After the first general elections of Nagaland held in 1964, he became Minister of Finance, PWD and Medical. The second general elections was a defining moment for him as in its wake, he became the Chief Minister at the young age of 48 and completed a full term from 1969-1974. He held the reins of power in an era when the total financial outlay was around Rs. 7 crores and unspent money used to be returned to the Treasury. He served during one of the most turbulent times of Naga history popularly known as the ‘underground movement’ then but enjoyed the confidence of the central leadership and initiated many developmental activities through liberal central funding.

He served as the president of the Naga Nationalist Organization (NNO) from 19741976. It was during his tenure that the NNO merged with the Indian National Congress bringing the Nagas to the mainstream of national politics. After the merger, he served as the first NPCC president from 1976-1979. He was a member of a high powered panel for Minorities, ST, SC, and other backward Minorities from 1981-1982, member of National Integration Council and Communal Harmony 1981-1983, and member Commission for SC, ST 1982-1983. He was appointed as Governor of Himachal Pradesh in 1983 and served till 1986. He was elected to the Rajya Sabha in 1986. He became CM of Nagaland for the second time in 1986. He took over the reins of Chief Minister after the general election in 1987, but could not complete the term due to a rift within the Congress. Dr. Hokishe became the first president of the Democratic Alliance of Nagaland (DAN) and Chairman of DAN with Neiphiu Rio as chief minister of DAN coalition government in 2003. He was also the BJP Legislature Party Leader in the state assembly during the same period and a member of

the consultative committee for peace with cabinet status. He represented India at the UN General Assembly in 1972 and 1974 and led the Indian delegation on the Indo-Soviet friendship mission in 1976. He visited UK, Italy, France, West Germany, Australia, Switzerland, Canada, USA, USSR and Japan in various official capacities. He has a publication to his credit, Emergence of Nagaland: Socio, Economic and Political Transformation of Nagaland. This book is a potent resource for students, academicians and government officials. He is also credited with earmarking the present DGC campus to further the cause of education, exemplifying his concern for the younger generation his visionary leadership. It is only in the fitness of things that the Hokishe Sema Award for Academic Excellence has been instituted by the children of late Dr. Hokishe Sema, a befitting tribute to the memory of their illustrious father. miami, april 4 (aFp): Andy Murray will try to cap a milestone week, while Novak Djokovic is aiming for another hardcourt double victory when they square off in the Miami Open final on Sunday. Murray will be gunning for his third Miami Masters title after beating Czech Tomas Berdych 6-4, 6-4 on Friday to secure his final berth. It marks the fourth trip to the championship match for Murray who earlier this week joined the elite club of players to win 500 career matches.
