DIMAPUR, APRIL 7 (MExN): Twenty Four organizations have called for a 36 hour Karbi bandh from 5:00am of April 10 to 5:00pm April 11. A joint statement from the organizations informed that the bandh has been called in protest against “shirking of duty, abdication of constitutional responsibility and falsehood of the present leaders of the KAAC and illegally continuing in the Council.” It meanwhile informed that “all students and staff of educational institutions having examinations, doctors and staff of health services, officers and men of electric power supply, milk supply and water supply are exempted from the bandh.” Related news on page 3
Govt notifies on working Saturdays KohIMA, APRIL 7 (DIPR): The Home Department General Administration Branch-II in a notification today informed that the Government of Nagaland has declared the second and fourth Saturday i.e. April 8 and 22 as working days for all government offices in Nagaland. NEw DELhI, APRIL 7 (IANS): Finance Minister Arun Jaitley on Friday said that after the November 8 demonetisation, around 18 lakh bank accounts have been found where the amounts deposited do not match the income profile of the account holder. Replying to questions in the Lok Sabha, Jaitley said data mining was used to find such accounts. “There are around 18 lakh such examples in which income profile and account profile do not match,” the minister said. Deposits of more than Rs 80 lakh were made in 1.48 lakh accounts with average deposit size of Rs 3.31 crore.

Depression though a common mental disorder often gets ignored. The sidelining, most often, occurs as a result of the affected or the people around failing to acknowledge it as a typical ailment more so out of stigma than general ignorance. As per WHO estimates, more than 300 million people worldwide today are living with depressive disorders. In India, as per a survey of the National Institute of Mental Health and Neurosciences, Bengaluru, 1 in every 20 persons suffers or has some form of depression. Breaking social taboo and getting people to talk about it, while allowing the affected to seek help has been at the core of the World Health Organisation’s (WHO) health campaign for 2017. Depression: Let’s talk being the theme for 2017’s World Health Day observed on April 7 worldwide.
In line with the WHO slogan, the CIHSR organised an awareness seminar today at the Agri Expo, Dimapur with state health officials, NGOs, church leaders and other stakeholders attending. “It is something we don’t talk about often. But we must talk about it,” was how CIHSR Director Dr. Sedevi Angami put it while outlining the purpose of the WHO campaign. Considered rather minor and often imperceptible, depression or any other form of mental disorder is clear, present and real, said Dr. Sedevi. According to him, very often a lack of insight gives rise to a casual response to mental disorders while the affected suffer unaided. In a place where mental disorder is often associated with “demon possession,” Dr. Sedevi called for a need for greater awareness and sensitisation. port. With India having less than the required number of practicing psychiatrists and clinical psychologists and Nagaland reporting increasing cases of mental disorders, he said, “We definitely need more psychiatrists.” Psychiatrist Dr. Chikrozho Kezo said that while depression is a major global public health issue, it can be prevented and treated with professional intervention. Treatment usually involves “talk therapy and medication,” said Dr. Kezo who is the Dimapur District Programme Officer for the Nagaland State Mental Health Programme. He said that if left untreated, it can lead to severe mental disorder, while citing depression as a major cause of suicides. It is esti-
mated that by 2020, depression will be second only to cardio-vascular illness in terms of disability-adjusted life years or the second most contributing factor to years lost due to ill health. Nagaland Status As regards the status in Nagaland, he said Nagaland has only 6 in-service psychiatrists at present with some posted as Medical Officers of government health centres. The figure roughly translates to one psychiatrist per 2 lakh people. The state has 1 mental health institution – the State Mental Health Institute & Hospital, Kohima. Only 2 districts – Dimapur and Mokokchung are covered under the Mental Health Programme. The District Mental
Health Programme Centre (DMHP) in Dimapur is headed by Dr. Kezo, who holds charge as Senior Medical Officer of CHC, Dhansiripar. This centre attached to the District Hospital opened in December 2015. According to him, this centre has the basic required manpower and free medicine facility. While no conclusive data on the state scenario could be availed, Dr. Kezo informed that the DMHP in Dimapur has registered as many as 380 psychiatry cases since December 2015. He added that approximately 5 percent of the cases are depressive disorders. He though added that the patients are not confined to Dimapur alone. “There are patients from Assam and the interiors of the state too.”
NEw DELhI, APRIL 7 (IANS): One in every four mental health problems occurring in people is due to depression, said experts in a seminar here. Long working hours, tight deadlines, long journeys from home to the office in traffic are all factors that contribute to workplace induced mental health problems, Chee Ng, Professor at the University of Melbourne, said in a statement. “One in every four mental health problems arises due to work place depression. Not only does this reduce productivity, but also affects cost to the business,” Ng said. The seminar entitled ‘Depression: Let’s talk about what we all should know’ was organised by Jindal Global University in association with the University of Melbourne, Australia, and was attended by academicians and mental health experts from both the countries. According to World Health Organization, five crore Indians are suffering from depression. “India has a total of only 898 clinical psychologists, one for every 13 lakh people and a total of 3,800 psychiatrists, one for every 3,30,000,” said Sanjeev P. Sahni, Principal Director, Jindal Institute of Behavioural Sciences. “There is need for mental health services to be available in each district across the country and the essential drug list to be available free of cost in government hospitals,” Sahni added. People need to be made aware of the fact that depression occurs not due to a person’s weakness, but because of imbalances in the brain chemistry, the experts argued. “Globalisation has not only impacted the socio-economic status of individuals, but their mental well-being as well,” noted Ian Everall, Professor at the University of Melbourne. “Today, 4.4 per cent of the world’s population is suffering from depression. Only 50 per cent of people suffering from depression receive treatment. This lack of treatment affects a person’s productivity and causes huge losses to companies and the country as a whole,” he said.

The Department of Personnel & Administrative Reforms in an office memorandum today stated that the Nagaland State Government is following the Central Civil Services (Leave) Rules, 1972 as amended from time to time. However, the changes in provisions relating to maternity leave over the years have not been adopted for female State Government employees. Having reviewed the position, in the interest of public service, the Government of Nagaland has enhanced the existing ceiling of 90 days of Maternity Leave under CCS (Leave) Rules, 1972 to 180 days for the female State Government employees. The maternity leave will be applicable with the following conditions as per CCS (Leave) Rules, 1972: (i)A female government servant with less than
two surviving children may be granted Maternity Leave by an authority competent to grant leave for a period of 180 days from the date of its commencement; (ii) During such period, she shall be paid leave salary equal to the pay drawn immediately before proceeding on leave; (iii) Maternity Leave not exceeding 45 days may also be granted to a female government servant (irrespective of the number of surviving children) during the entire service of that female government employee in case of miscarriage including abortion on production of medical certificate; (iv) Maternity Leave may be combined with leave of any other kind; (v) Maternity Leave shall not be debited against the leave account; (vi) A women employee in whose case the period of 90 days of Maternity Leave has not expired on the said date shall also be entitled to the Maternity Leave of 180 days. The orders have been in effect as of March 22, 2017.

Parliamentary Secretary for Information & Public Relations, Imtikumzuk today inaugurated the ‘Okbu Lu Lemang’ (agri-link road) at Ungma Village here today in the presence of Ungma Village Council members, district administration and NPF party members. Right after the unveiling of the plaque at the Okbu Lu Lemang, a formal programme was held at Jentisang Resort where a grand programme was organized by the Kosasanger Pusu Menden Ungma Impang (Village Council, Ungma Yimpang). Speaking at the formal programme, the Parliamentary Secretary, Imtikumzuk expressed deep happiness at the successful completion of the agri-link road in the village. Dimapur, april 7 (Dipr): Parliamentary Secretary, Irrigation & Flood Control, Jacob Zhimomi today announced that there will be no more individual irrigation projects, as per the directive from Irrigation Ministry Delhi. “I will not take up such projects,” Jacob said after unveiling the inaugural plaque of Chathe-1 Minor Irrigation Project at Ruzaphema, Dimapur on April 7. He informed the village council members, farmers, members of Water Users Association that he would only take up projects which covers more than ten villages benefitting the masses. While observing that excavation of river beds results in soil erosion problems, Jacob lamented that due to rampant excavations of river beds, department of I&FC faces dilemma on how to contain soil erosion, rather than built irrigation projects. Towards this, he advised the Village Council Members not to lease out the rivers under their jurisdiction. “Do not allow businessman to excavate the

Dimapur, april 7 (mExN): The district Anti tobacco squad led by the team leader T Kikon, ACP Traffic carried out inspection in different part of the cities on April 7. Total of 19 shops were penalised and one person was forwarded to court for prosecution under COTPA Section 7, 8 and 9 for keeping illegal cigarettes. “This is the first case in Dimapur where an accused is forwarded to court under COTPA 2003,” T Kikon stated while adding that keeping foreign made cigarettes is a serious offence under COTPA as well as tax law of India. He cautioned the traders not to sell these products as it will only invite troubles including fine and imprisonment. Orgs call for KAAC elections JAC-AATB leaders hold talk with Manipur Govt
D i p h u, A p r i l 7 (MExN): 24 Karbi Anglong-based organizations have called for closure (bandh) of East and West Karbi Anglong for 36 hours from 5:00 am of April 10 to 5:00 pm of April 11 in protest against what it alleged as “shirking of duty, abdication of constitutional responsibility and falsehood of the present leaders of the KAAC and illegally continuing in the Council”. The 24 organizations are demanding the making of Act and Rules for preparation of correct Voters Lists and the conduct of elections of Karbi Anglong Autonomous Council (KAAC). Students and staff of educational institutions having examinations, doctors and staff of health services,
officers and men of electric department, milk supply and water supply are however exempted from the purview of the bandh. The organizations in a statement appealed to the citizens to support the bandh insisting that “it is a question of survival of the tribal people and for peace”. “All are requested to observe the bandh peacefully and to be vigilant on the agents provocateurs,” the release added. The 24 organizations in their statement alleged that the KAAC has not taken any action to enact the Representation of People (In KAAC) Act, 2017. The Representation of People (In KAAC) Rules, 2017 for preparation of KAAC Voters Lists and for conduct of
Elections of KAAC has also not been enacted in spite of submitting petitions, ultimatums and PILs, it added. Pointing out that it is the constitutional obligation of the KAAC to make the Act and Rules for conduct of KAAC elections under Paragraph 2, SubParagraph 7 of the Sixth Schedule to the Constitution of India, the organizations argued, “The KAAC has abdicated its constitutional responsibility.” It reminded the Government of Assam that it also has responsibilities under the same paragraph and sub-paragraph of the Sixth Schedule. Insisting that the KAAC is answerable to the people as to why it is unable to make the laws for prepar-
ing Voters Lists and for conducting KAAC elections, the organizations also questioned why the KAAC failed to delete the names of ineligible persons from the Voters Lists, for protection of the tribal people, although the Sixth Schedule empowers the KAAC to do so. The 24 organisations further argued that the elections of KAAC in 2012 was conducted by the Assam State Election Commission “which has no power to do so”. “Moreover, the term of the present KAAC has already expired. Therefore, the present KAAC has no legal authority to continue,” it added and demanded that the present occupants of the Council tender their resignations immediately.
Dalai Lama reaches Tawang after seven-hour journey

Manipur Chief Minister N Biren Singh said today that "without the hills and tribals there is no Manipur." He said this during a talk with the representatives of the Joint Action Committee Against Anti Tribal Bills (JAC-AATB) in Imphal. After the meeting, Convenor of the JAC-AATB, Mangchinkhup expressed his hope that "the issue" will be resolved soon. "We had held a preliminary round of talks with the State Government today and ended in a positive note," Mangchinkhup informed Newmai News Network after today's talk. Meanwhile, a press release issued by the Chief Minister's Secretariat said that the "first round of talks" between the State Government and the JACAATB resulted in a "positive outcome". Nine people were killed and many injured when violence broke out in Churachandpur district in August 2015 after the Manipur Assembly passed the three controversial bills. The tribal people contend that the three bills infringed upon their rights. Eight bodies are yet to be buried as the deadlock between the previous state government and JACAATB had persisted.
Today's talks were held between the two sides as Manipur Chief Minister Biren has insisted on a prompt solution to the stalemate. The BJP-led government wants to end the protracted problem by engaging the JAC. "In the first round of talk with the JAC, Chief Minister Shri N. Biren Singh expressed his desire to let the families of the victims perform the last rites to the dead bodies considering the mental trauma families of the victims might be having which cannot be measured," the press release of the Chief Minister's Secretariat said. No country/state or even a family without any problem, N Biren Singh said and added that any crisis or problem can be resolved through a series of meetings. In this regard, he made an earnest appeal to the JAC-AATB and the people of Churachandpur to come to the negotiating table. He also said that the Government is ready to have series of negotiations for resolving any issue for the betterment of the State and its people. tAwANg, April 7 (iANS): Tibetan spiritual leader the Dalai Lama arrived here in Arunachal Pradesh on Friday, the high point of a visit which has angered China. Buddhist monks and scores of devotees at the Tawang monastery, the biggest in India and second only to the world's largest, the Potala Palace in Tibet, received him warmly and with piety. The Nobel peace laureate will stay at the monastery. "He has arrived after a strenuous seven-hour road journey from Dirang. He is in the monastery praying," said the monastery Secretary, Lobsang Khum. Arunachal Pradesh Chief Minister Pema Khandu accompanied the Tibetan leader, who has lived in self-imposed exile in India
since he fled Tibet in 1959. Nestled among snowcovered mountains and perched at a height of 10,000 feet, Tawang is home to Monpa people who follow Tibetan Buddhism. The town was decked up to welcome the 81-year-old. Tawang was decorated with colourful prayer flags, Indian and Tibetan flags as well as flowers. The roads were repainted and the drains cleared. Thousands of people from as far as Ladakh and neighbouring Bhutan holding traditional ceremonial scarves and burning incense queued up on both sides of the road for a glimpse of the Dalai Lama. Congress expels Tripura exCM for anti-party activities AgArtAlA, April 7 (iANS): Veteran Congress leader and former Tripura Chief Minister Samir Ranjan Barman was expelled from the party, it announced here on Friday. "The All India Congress Committee (AICC) has expelled Samir Ranjan Barman from the party for six years for anti-party activities," Tripura Pradesh Congress President Birajit Sinha told the media. Barman, who was the state Congress chief for three years and Chief Minister for a year (1992-93), attended some public meetings of Trinamool Congress last year. At a public meeting, he shared the dias with Trinamool Congress supremo and West Bengal Chief Minister Mamata Barnerjee. Barman, a lawyer, was elected to the Tripura state assembly five times. Sinha said the AICC had earlier served show cause notice to Barman but he did not respond. In his over a five-decadeold political career, this is the fourth time that the 79-yearold leader has been expelled from the party. The former leader's son Sudip Roy Barman along with five other Congress legislators quit the party last
year to protest the Congress' electoral alliance with the Left parties before the West Bengal assembly polls. The Congress has called a 24-hour shut-down in Tripura on May 18 to protest the alleged misrule of the Left Front government in the state. "Many illegal chit fund organisations taken away huge amounts of money from lakhs of people in Tripura, but the government did not take effective steps to bring back the hard-earned money of the depositors," said Sinha, who is also a Congress legislator. The opposition party demanded monthly allowance to the unemployed youths in the state.
Sino-Indian border. The Dalai Lama was to start his week-long religious visit to Arunachal Pradesh from Tawang on April 4. But bad weather forced him to take to the road as his helicopter couldn't take off from Assam. The Tawang monastery belongs to the Gelugpa school of Mahayana Buddhism and had a religious connection with Lhasa's Drepung monastery that continued during the British rule. Beijing refers to this connection to claim Tawang as part of China after invading and taking over Tibet in 1950. The Dalai Lama had stayed in the Tawang monastery for some days before he reached Assam after fleeing his homeland in 1959.
The Dalai Lama first arrived in Bomdila, the district headquarters of West Kameng in Arunachal, and delivered religious discourses. He then drove to Dirang valley, about 50 km from Tawang where he consecrated the Thupsung Dhargyeling monastery on Thursday. On Friday, he left Dirang for Tawang by road. This will be the Dalai Lama's first visit to Arunachal after eight years. His first visit to the state was in 1983 and the last trip was in 2009. China has strongly opposed the Dalai Lama's visit to Arunachal Pradesh, which Beijing considers a part of Tibet. The Dalai Lama has lived in India since 1959. India is also home to some 100,000 Tibetan exiles.

Kohima, april 7 (mExN): The All Nagaland College Students’ Union (ANCSU) has appealed to the Chief Minister of Nagaland to initiate action to restore the laboratories and other facilities damaged in a fire at Kohima Science College, Jotsoma (KSCJ) in the wee hours of April 4. In a letter to the CM, ANCSU President, Zhoku Thuluo and General Secretary, Benjong Longchar stated that 3-4 laboratories and research instruments were damaged by the fire causing huge loss to the students’ community in general. Expressing solidarity and concern over the loss and damage, the students’ union further stressed that an institution like Kohima Science College cannot run effectively without proper instruments and laboratory facilities. “Therefore, we the ANCSU feeling the problems faced by the students community, appeal to your kind authority to take stock of the situation at hand and initiate action by way of restoring the necessary materials at the earliest,” the letter stated. The union hoped that the petition in the interest of the students’ community will be considered and taken up as a priority subject and the needful done through the CM’s immediate intervention.

t a time when many traditional crafts are struggling to survive, Ajrakhpur -- a tiny village in the Kutch region of Gujarat -- is alluring domestic and international buyers with its beautiful natural-dyed, block-print cloth that is turned into exquisite garments and home furnishing. Ajrakh, as the particular print is called, is the result of a long and laborious process that the 100-odd families in the village are involved in and which finally makes its way to the collection of top-notch fashion labels. While Ajrakhpur, the village, in itself is not very old -- the artisans, led by the family of Sufiyan Ismail Khatri, shifted from a different village, Dhamadka, there after the devastating 2001 Bhuj earthquake -- their craft is more than 400 years old. Sufiyan, who is a ninth generation Ajrakh printer, traces his roots to the 16th century when his ancestors carried their craft here all the way from Sindh. As the scorching sun beats upon the dry land in this western part of the country, the brown landscape suddenly starts getting dotted with sheets after sheets of colourful cloth, all dyed and block-printed, and laid out in the open to dry. Heavy stones are put at the four corners to keep the sheets from flying off. "Traditional Ajrakh printing using natural dyes is a 16-stage process which takes anywhere between 14 to 21 days, depending on the number of colours and layers of block print designs used," Sufiyan said while explaining a particular design to one of his workers in the workshop. The lengthy dyeing and printing process includes un-dyed fabric being first prepared by being torn into a particular length -- usually nine metres -- and being soaked in water overnight before being washed to remove the starch. It is then dried in the sun. After that, it is dyed with myrobalam and again put out in the sun. From a collection that is maybe decades old, artisans then select a wooden block with traditional designs. The first block is coated with lime and acacia gum and carefully pressed onto the cloth at regular intervals -- an act termed the "resist". "One of the main differences between Ajrakh and the block printing you find in Rajasthan is this 'resist' technique," Sufiyan told this correspondent. Thenceforth, artisans continue selecting blocks, coating them with dyes and pressing them carefully on the cloth in a particular alignment. After each colour of print, the
cloth is washed and sun-dried. As the name suggests, the natural dyes are all sourced from nature. In fact, the name 'Ajrakh' is linked to the Arabic word for indigo, a blue plant which once thrived in the arid landscape of Kutch until the 1956 earthquake. But the popular story among artisans is that the name is derived from the phrase "aaj rakh", meaning "keep it for today". It is very common to see scrap iron lying around workshops in Ajrakhpur. That is because the colour black is derived from a mixture of iron, jaggery and gram flour. The process, Ismail Anwar, another artisan of the village said, takes about 15 days and they make around 200 litres in one go. Tamarind seed powder and alum makes red, turmeric makes yellow, and lime is used for white. "Traditionally, Ajrakh printing was only in natural colours, but because there is also a demand for cheaper variety, we also make clothes with pigment or artificial colours. Artificial colour printing is also faster -- printing a sari will take two days -- so it works well when there is heavy demand," Anwar explained. Artificially coloured cloth can be priced at Rs 50-60 per metre; if the print is of an antique design, it can go up to Rs 100. Natural coloured cloth starts at Rs 70-75 per metre and with antique designs can go up to Rs 180. It has not all been a colourful story for Ajrakh -- there have been difficult times, like when the artisan families had to move to their present address and put together all their resources to re-build their lives. "But our craft is now in much demand. he number of people living with depression globally has increased by over 18 per cent between 2005 and 2015, according to a recent WHO estimate. In this respect, the World Health Day focus on depression is most relevant. Leading mental health expert Dr Vikram Patel discusses the lens through which it is viewed in India. We need more specialists We have a shortage of specialists of every kind, not just psychiatrists. We have very few training opportunities, not least because the Medical Council of India has strangled specialist training, for example, by restricting training to medical colleges, even though most mental health care is dispensed outside their walls. Of the small number of psychiatrists we produce each year, a substantial number -- perhaps half -- emigrates, so there is a vast brain drain in psychiatry. In some developed countries, such as the US, Australia, Canada and Britain, there are more Indian psychiatrists per capita than those practising in India. Also, a rounded psychiatrist would like to work in a team with other professionals, be able to offer psychotherapies and social interventions, and be based in a community setting. On the other hand, psychiatry practised in India is often in large mental hospitals or the private sector, which can be isolating. Ultimately, most psychiatrists end up becoming purely pill prescribers, which is only 30 per cent of what mental health care should actually comprise. Further, those who wish to pursue an academic career find that avenues are very limited and the research carried out is often of poor quality and out of context to the Indian reality.
Wanted: A community-based approach We need to use the community worker approach to deliver psycho-social interventions, as research conducted by Sangath [co-founded by Patel, the NGO focuses on child development and mental health] has shown. We need to build skills in the primary care doctor to detect and treat mental health problems. There should also be a robust linkage between the specialists in medical schools and district hospitals with primary care. This is the same model of care used for all chronic diseases, not only for mental disorders. In fact, in the long term, the most sustainable way to improve access to mental health care is to see mental disorders as a chronic disease similar to diabetes.
A chronic disease management system with integration of care for all these conditions is also needed. The Mental Healthcare Bill should improve matters, even though it is stuck in a parliamentary logjam. It gives much more agency and empowerment to people with mental disorders and their families. being out of school, being exposed to violence -- early in childhood is associated with disruptive behaviour in adolescence. Most of the young men involved in the Delhi rape case had stories of such extreme deprivation. Such children only come to our attention when, as young men, they are violent, antisocial and lack a sense of remorse and guilt. We need to see what happened in Delhi not as a problem of those four young men, but as a failure of our society to address child neglect. It is the failure of India to look after its children, particularly the most vulnerable, and recognize the complete absence of any child mental health services. We know that suicide and self-harm are the leading causes of death among young people. Most mental disorders begin before the age of 24, although they are often first detected later in life. Facing a mental health challenge, or dealing with problems such as bullying in school, navigating the stresses of growing up, parental pressure or abuse can be extremely isolating, especially when you are an adolescent. Talking about mental health is the first step on the path to recovery.
Attitudes towards mental health Stigma is a major challenge and there is no simple solution here. What does work is disclosure: people coming out and talking about their experience of depression. Mental health is still looked upon as a rich man's disease by many. It is assumed that, if you are poor, then the symptoms of depression are simply an expression of the misery of your life. However, this is not a natural consequence of poverty and those who are poor and depressed deserve, if anything, even more of our attention than the rich. Now, there is far more openness about discussing mental health problems and much less shame attached. friend made a remark that in India we now have the politicization of food. He was referring to the restrictions on cow slaughter in Maharashtra. In the midnineties, Pune city had markets where the best quality beef was available from Muslim butchers. Pune used to pride itself on its liberalism because even in that period, the Shiv Sena was imposing bans on cow slaughter in Bombay. In today’s Delhi, Northeasterners laughingly refer to ‘buff,’ as beef is no longer available. (Buff, I was told, is buffalo meat, which is the replacement for beef). Nor is it any longer politically correct to mention beef as an item of food in certain circles. Especially not since India internationally shamed itself over the killing of a man accused of eating beef. Politicization of food has been going on for a long time in India, and India is not the only country doing this. A couple of years ago, Tesco, a Britain based multinational grocery and general merchandise retailer faced demonstrators who wanted them to remove all Israeli food products from their shelves. The demonstrators were pro-Palestine. Prior to that, another big protest was that western food stores should provide halal meat to its growing immigrant population from the middle east. This was hastily done and it became normal
to find halal chicken in the meat section. It didn’t really taste all that different from chicken killed in the nonhalal way. At the same time, products like bacon, ribs, chops, were no longer highly visible. In some stores, they were pushed into the corner shelves, and customers had to search diligently or get assistance. I’m not sure if it was part of company policy to avoid offending their Muslim customers. Only fish products seemed to

Politicizing of food takes away those opportunities of meeting, sharing and bonding. It permits suspicion and prejudice to enter even the hitherto largely innocent arena of food. A decade and a half ago, the University of Pune held a food festival where students from Afghanistan and Iran, Eritrea, Ghana and Sri Lanka prepared and sold their national food. Barbecued beef rolled in a mango masala mix was a favourite among the student crowd, a mix of Indian and international students. The student-cooks happily shared their recipes and spices with eager customers. New friendships were formed over barbecued treats, and cultures came together when they found things they had in common such as an appreciation for each other’s food. Why ruin a good thing? One can only hope the party in question will not think up restrictions on limits for food smells. If it does, Naga food, you are well and truly doomed!

re you a night owl and have trouble getting up in the morning? It may be because your internal clock is genetically programmed to run slowly, researchers have found. The findings showed that a mutation in a gene called CRY1 alters the human circadian clock, which dictates rhythmic behaviour such as sleep/wake cycles. People who are carriers of the gene variant experienced nighttime sleep delays of 2-2.5 hours compared to non-carriers, the researchers reported in the journal Cell. "Carriers of the mutation have longer days than the planet gives them, so they are essentially playing catch-up for their entire lives," said lead author Alina Patke, from the Rockefeller University in New York City, US. Night owls are often diagnosed at sleep clinics with delayed sleep phase disorder (DSPD) -- where a person's cir-
cadian ryhthm is delayed from the typical day/night cycle. Mutation in CRY1 led to the development of DSPD, which affects up to 10 per cent of the population, according to clinical studies. People with DSPD often struggle to fall asleep at night, and sometimes sleep comes so late that it fractures into a series of long naps. People with DSPD also have trouble conforming to societal expectations and morning work schedules, which leads to anxiety, depression, cardiovascular disease, and diabetes. The gene mutation was discovered while studying the skin cells of people with DSPD. The circadian clock responds to external environmental cues, so it is possible for people to manage the effects of the mutation on sleep. "An external cycle and good sleep hygiene can help force a slow-running clock to accommodate a 24-hour day," Patke said.

New Delhi, April 7 (pTi) Bangladesh Prime Minister Shiekh Hasina arrived here today on a fourday visit during which she will hold wide-ranging talks with PM Narendra Modi, who was at the airport to receive her as a special gesture. During Hasina's visit, which is her first after Modi assumed office in 2014, the two sides will be signing at least 25 pacts in various key sectors including civil nuclear cooperation and defence but any agreement on the Teesta water sharing is unlikely to be inked. Modi and Hasina, who is staying at the Rashtrapati Bhawan, will hold comprehensive discussions to-
morrow. India is also set to announce a line of credit of USD 500 million to Bangladesh for military supplies. Apart from a "courtesy call on" by External Affairs Minister Sushma Swaraj, Hasina's schedule today included events at the Bangladesh High Commission. Officials here have said, "It will be a visit without water, indicating that a pact on Teesta river waters is not on the cards. "The central government will not go ahead with the agreement on Teesta without taking West Bengal Chief Minister Mamata Banerjee on board and she has been opposing it stridently citing water crisis in the state." However, the two sides
are looking at the inking of a framework agreement on civil nuclear energy which will provide for extensive cooperation in the sector including setting up of nuclear reactors in Bangladesh by India. "It will be a very very special visit. We hope the visit will take the ties between the two countries to new level," Joint Secretary in the Bangladesh-Myanmar division of the external affairs ministry Sripriya Ranganathan told reporters. On Teesta pact, she said, "Teesta agreement remains a work in progress... We have not reached a closure on it." The Teesta deal was set to be signed during the then Prime Minister
Manmohan Singh's visit to Bangladesh in September 2011, but was postponed at the last minute due to objections by Banerjee. Teesta water is crucial for Bangladesh especially in the leanest period from December to March when the water flow often temporarily comes down to less than 1,000 cusecs from 5,000 cusecs. Issues like combating terrorism, containing radicalism and enhancing security cooperation between the two countries are likely to figure prominently, besides stalemate over the Teesta pact during talks between Modi and Hasina. The West Bengal chief minister has accepted an invitation by the government to attend the launch of some projects between the two countries as well as a lunch to be hosted by Modi in honour of Hasina. On the agreements, Ranganathan said another pact on formalising regular defence engagements will also be signed. To boost trade, the two sides are likely to announce setting up of another set of trade facilitation huts along the borders in the northeastern region. Hasina will visit Ajmer on Sunday and will meet Indian business leaders on Monday. SriNAGAr, iNDiA, April 7 (reuTerS): Six people were killed and two were reported missing in India's northern region of Kashmir on Friday, after heavy rain and snowfall swept the region, setting off avalanches and turning mountain rivers into raging torrents. Helicopters were deployed to rescue people cut off by flash floods that revived memories of 2014, when the Jhelum River flowing through the region's main city, Srinagar, burst its banks, swamping homes and killing 200 people. Maharashtra first state to enact bill protecting journalists
mumbAi, April 7 (iANS): In a first of its kind move in the country, the Maharashtra Legislative Assembly on Friday passed a much-anticipated bill seeking to protect journalists and media houses from attacks, with provisions for three years' imprisonment and/or penalty. All attacks on the media and media houses in the state shall now be treated as a "cognisable and non-bailable" offence, which shall be tried by a First Class Judicial Magistrate. It had been a long-standing demand of media persons in Maharashtra. Chief Minister Devendra Fadnavis introduced the bill, titled "Maharashtra Mediapersons and Media Institutions (Prevention of Violence and Damage or Loss to Property) Act, 2017", in the as-
sembly. It was passed without any discussion in the absence of the opposition parties on the last day of the budget session of the legislature. Fadnavis said that due to "rampant instances" of violent attacks against media persons and damage or loss to the property of media houses, there was a strong demand to prevent such violence and recurring attacks. "In order to effectively curb the occurrences of such incidents, protect and safeguard the media persons and their property and that of the media houses in the state, the government considered it expedient to enact a special law," Fadnavis explained. The new act has been widely welcomed by media persons, media groups and institutions,
besides the opposition parties in the state. According to its comprehensive provisions, any person committing, abetting, instigating or provoking any violent act against media persons or media houses shall be punished with up to three years' jail term or a fine of Rs 50,000, or both. A police officer not below the rank of a Deputy Superintendent of Police (Dy.SP) shall investigate offences committed under this act against media persons or media houses, says the bill. The offenders shall be liable to cough out compensation for the damages or losses caused to the property of the media persons or media houses, as decided by the court, and shall have to reimburse the medical expenses
incurred by the media persons. If the compensation and medical expenses are not paid, these would be recovered as arrears of land revenue, according to the bill. The bill has clearly defined "a media institution" as "any registered newspaper establishment, news channel establishment, news-based electronic media establishment or news stations". A "media person" has been described as a person whose principal vocation is that of a journalist, who is employed on regular or contract basis, including editor, news editor, subeditor, reporter, correspondent, cartoonist, news photographer, television cameraman, leaderwriter, feature writer, copy tester and proof reader.
New Delhi, April 7 (iANS): Air India on Friday lifted its ban on Shiv Sena MP Ravindra Gaikwad, whose flight bookings had been cancelled repeatedly after he assaulted an officer of the national carrier last month. According to Air India, the ban was lifted after the Civil Aviation Ministry wrote to the airline, a day after Gaikwad expressed "regrets" in the Lok Sabha over the March 23 incident. "Ministry of Civil Aviation has today directed us to lift the ban in view of the apology tendered by Mr. Gaikwad to the Hon'ble Minister of Civil Aviation. The ban placed by Air India on Mr. Gaikwad has, therefore, been lifted with immediate effect," the airline said in a statement. "Air India, however, remains committed to ensure that its employees are not assaulted and neither misbehaved with by any passenger and would always take strong action to preserve the dignity of its employees at all times." The national passenger carrier had placed a ban on the movement of the MP on its flights after the incident in which Gaikwad assaulted an Air India employee. Subsequently, two FIRs were filed at the IGIA (Indira Gandhi International Airport) Police Station for assault and delaying of the aircraft -- as the MP refused to disembark from the plane. The Delhi Police Crime Branch is currently investigating the cases. Since the ban, Gaikwad has been compelled to travel by train or road depending on his engagements, keeping away from the media glare. Meanwhile, the Ministry of Civil Aviation took the decision after the MP assured that such incidents won't be repeated. The ministry's letter to Air India said: "In view of the apology tendered by Shri Gaikwad and the undertaking of good conduct given by him, Air India and other
airlines are advised to lift the ban imposed on him for air travel." Besides, the letter detailed that in order to deal with unruly passengers in the future, an amendment to CAR (Civil Aviation Requirement) is being drafted by DGCA (Directorate General of Civil Aviation) in consultation with the ministry for establishment of a national "No Fly List". Currently, rules only allow airlines to refuse boarding or off-loading of a passenger whose behaviour is deemed as unruly or disruptive to the safety of flight operations. Earlier in the day, the national passenger carrier had again cancelled flight tickets allegedly booked by Gaikwad. However, the MP denied making any flight bookings. Airlines sources said that Gaikwad had booked tickets for travelling between Delhi and Mumbai on April 17 and a return trip on April 24, both of which have been cancelled. Cancelling his tickets, the national carrier referred to it as a "possible passenger match with Blacklist entry" and it would be treated as 'No Valid Ticket'. However, the MP in a letter said: "I would like to make it clear that I have neither booked a ticket for 17th nor 24th April, 2017 for any airline... as the session will adjourn sine-die on April 13, 2017." The development came a day after Gaikwad wrote a letter to Civil Aviation Minister A. Gajapathi Raju expressing 'regrets' over the March 23 fracas on Pune-Delhi flight AI 852. MP Gaikwad had also raised the issue of flying ban on him during Zero Hour in the Lok Sabha on Thursday and demanded that it be lifted. Even Gaikwad's party colleagues in the Lok Sabha demanded lifting of the flying ban against him and the party threatened to boycott an April 10 National Democratic Alliance meeting in case the matter was not sorted out at the earliest.

n April 3, 2017, Arjun Bharadwaj, a 24-year-old management student, committed suicide by jumping out of a 19th-floor hotel room in Mumbai. Media reporting suggested he had been depressed about failure in exams and repeatedly talked about ending his life on social media. There were also suggestions he was battling drug addiction. Bharadwaj's story made the headlines -- likely because he killed himself at a fivestar hotel and discussed suicide methods on Facebook -- but it is no exception: Every hour, one student commits suicide in India, according to 2015 data (the latest available) from the National Crime Records Bureau (NCRB). In 2015, the number of student suicides stood at 8,934. In the five years leading to 2015, 39,775 students killed themselves. The number of attempted suicides, many unreported, is likely to be much higher. India has one of the world's highest suicide rates for youth aged 15 to 29, according to a 2012 Lancet report, which illustrated the need for urgent interventions for this demographic. In 2015, Maharashtra reported most student suicides of any state: 1,230 of 8,934
(14 per cent) nationwide, followed by Tamil Nadu (955) and Chhattisgarh (625). Maharashtra and Tamil Nadu are among India's most advanced states, and their high rate of suicides could reflect the pressures of economic growth. Sikkim, the state with India's highest suicide rate, offers future warning for India. Sikkim is India's third-richest state (after Delhi and Chandigarh), by per capita income, and its literacy rate is seventh highest. But it also records the second-highest unemployment rate. About 27 per cent of the state's suicides were related to unemployment and found to be most common among those between 21 and 30 years of age. Conversations with counsellors revealed that young people find it difficult to cope with failure in examinations and careers and neither families nor other social institutions offer adequate support or solace. Professional help is difficult to find because India endures an 87 per cent shortage of mentalhealth professionals. The situation is exacerbated by low public spending on mental health -- India spends less than Bangladesh on mental-health services. Family background, it would appear, has an important role in determining how young people cope with despair. Students from "happy" families suffer from less depression, according to an Oc-
tober 2016 study conducted among Indian university students. Shaibya Saldanha, coFounder of Enfold India, an NGO which works with children and adolescents, concurs with this reasoning. "The popular perception is that failing exams or inability to cope with academics is the primary reason for student suicides," Saldanha told IndiaSpend in an email interview. "This is rooted in a sense of helplessness or extreme frustration." Student suicides are becoming increasingly common in Kota, Rajasthan, considered the capital of India's shadow education system. Its many commercial coaching centres, that guarantee success in professional entrance exams, pressure students into striving for unrealistic goals. Unable to cope with failure and anxious about letting their family down, a growing number of Kota students opt to end their lives. "These deaths result from poor relationships with parents, excessive expectations, the feeling of being unwanted, poor understanding of their peer/romantic relationships. These result in an impulsive decision or a long thought-out deliberate suicide," said Saldanha. The 2016 study further found that students who studied social science and humanities, performed poorly in academics, or came from disadvantaged families reported
higher rates of depression. Financial issues dominate the reasons for suicide: About 70 per cent of suicide victims in 2015 had an income of less than Rs 100,000 per annum, the NCRB data revealed. Even though this figure isn't disaggregated for students, it corroborated the study's findings on the links between suicide and financial condition. India does not spend enough on mental health. Currently, it spends 0.06 per cent of its health budget on mental health, which is less than Bangladesh (0.44 per cent). Most developed nations spend above four per cent of their budgets on mental-health research, infrastructure, frameworks and talent pool, according to a 2011 World Health Organisation (WHO) report. Student suicides are now frequent enough to draw the attention of policymakers and celebrity campaigners. In his Mann Ki Baat radio speech on March 27, 2017, Prime Minister Narendra Modi urged Indians to talk about depression and seek help if needed. Actor Anupam Kher, in response to Bharadwaj's suicide, shared his email address on Twitter and invited anyone feeling depressed to talk to him -- although depression is a condition that requires medical help. The remedy lies in raising awareness about mental health in schools and colleges, said experts. "Mental health and wellness
should be added to school curriculum. Only when children know about these disorders in their formative years will they be able to seek help," said Satyakant Trivedi, a psychiatrist, in an India Today article. Enfold's Saldanha had similar solutions, although she emphasised the need for better parenting during emotional crises. "There should be sexuality and life skills education in schools and colleges," she said. "Additionally, since parents play a major role, there should be parenting classes when people get their marriages registered." Universities in India still lack counselling centres, where trained counsellors and psychologists can assist students at the onset of emotional and mental problems so they do not spiral into full-fledged clinical depression and lead to suicide. India, as we said, faces an 87 per cent shortage of mental-health professionals. There are 3,800 psychiatrists, 898 clinical psychologists, 850 psychiatric social workers and 1,500 psychiatric nurses nationwide, according to a reply by the Ministry of Health and Family Welfare in the Lok Sabha in December 2015. This means there were three psychiatrists per million people, according to data from WHO, 95 per cent fewer than the Commonwealth norm of 5.6 psychiatrists per 100,000 people. By this estimate, India is short of 66,200 psychiatrists.

Facing his biggest foreign policy crisis since his Jan. 20 inauguration, President Donald Trump took the toughest direct U.S. action yet in Syria’s six-year-old civil war, raising the risk of confrontation with Russia and Iran, Assad’s two main military backers. Russian President Vladimir Putin believes that the missile strikes on a Syrian air base broke international law and have seriously hurt U.S.-Russia relations, news agencies cited the Kremlin as saying. The Russian leader regarded the U.S. action as “aggression against a sovereign nation” on a “made-up pretext” and as a cynical attempt to distract the world from civilian deaths in Iraq, Putin’s spokesman Dmitry Peskov was cited as saying. U.S. officials said they informed Russian forces ahead of the missile attacks and that they took pains to avoid hitting Russian troops at the base, saying there were no strikes on sections of the base where Russians were present. Men who attended the yoga classes reported less fatigue and better sexual and urinary function than those who did not, according to the study that looked at the effect of yoga on the side-effects and quality of life issues caused by prostate cancer treatment. “Levels of patient-reported fatigue are expected to increase by around the fourth or fifth week of a typical treatment course, but that did not happen in
the yoga group,” said the trial’s principal investigator Neha Vapiwala from the University of Pennsylvania in the US. “Both the severity of the fatigue as well as the patients’ ability to go about their normal lives appeared to be positively impacted in the yoga group,” Vapiwala said. All of the patients in the trial underwent between six and nine weeks of external beam radiation therapy for prostate cancer. The patients were randomised into two groups -- one arm participated in a yoga class that met twice a week and the other arm served as a control group. Each session lasted 75 minutes, beginning with five minutes of breathing
and centering techniques and ending with five minutes of Savasana, a common yoga position. Typical sessions incorporated sitting, standing and reclining positions that were modified using props to adapt to each patient’s needs and restrictions. Patients in the yoga group reported lower fatigue scores over time, as they attended more yoga sessions, relative to where they started. Patients who did not participate in yoga trended in the opposite direction, reporting greater fatigue as treatment progressed, according to the study published in the International Journal of Radiation Oncology, Biology and Physics.
PALM BEACH, FLA., APrIL 7 (rEuTErS): Chinese President Xi Jinping urged cooperation with the United States on trade and investment on Thursday, inviting President Donald Trump to visit China in a cordial start to their first meeting likely to broach sensitive security and commercial issues. Trump has said he wants to raise concerns about China’s trade practices and press Xi to do more to rein in North Korea’s nuclear ambitions during his two-day visit to the Spanish-style Mar-a-Lago resort in Palm Beach, Florida, though no major deals on either issue are expected. The two sides should promote the “healthy development of bilateral trade and investment” and advance talks on a bilateral investment agreement, Xi said, according to a statement on China’s Foreign Ministry website. “We have a thousand reasons to get China-U.S. relations right, and not one reason to spoil the China-U.S. relationship,” Xi told Trump. Trump accepted Xi’s invitation to China later this year, state news agency Xinhua news agency cited officials as saying on Friday. Xi and his wife, Peng Liyuan, joined Trump and his wife, Melania, at a long table in an ornate candle-lit private dining room festooned with red and yellow floral centerpieces, where they dined on pan-seared Dover sole and New York strip steak. ost laymen like me would not believe that we have spent a sum of Rs.12925 Lakhs on road maintenance from 2014-2017. But with the amount of money spent for the purpose, there would certainly be a good road which I did not see or traveled yet. As a Dimapurian, I did see roads being repaired but are short lived and with the quantum of budgeted share allocated for Dimapur, the roads should have been much better had the money been used judiciously with proper supervision of the concerned engineers or authority. In our childhood days, we walked to school on foot
Roads and drainages and our shoes get stuck on the thick layer of bitumen (Tar) during hot days. We felt the road too wide as there were fewer cars and rickshaws. But these days, the road develops cracks the very next week it gets completed and are short lived and the most ironic is that whenever a road is repaired or BLACK TOPPED, the Telecom departments digs a pit the very next day which not only damages the thinly layered surface and turn the road muddy but also endangers the motorists and pedestrians as well. In the meantime, with rapid urbanization, the natural streams which were wide and deep have been narrowed and encroached and are made shallow by garbage and silt. Most of the well con-
structed roadside drains of the seventies and eighties are no more and those left are filled with garbage as we are yet to distinguish between DUSTBIN and DRAINAGE. Though a layman, I know the theory that ‘there cannot be a good road where there is no drainage’ and here at Dimapur we do not have proper drainage which are either been blocked or encroached for construction. With a slight drizzle our roads gets flooded with stench. We saw and felt with the first deluge during the last few days ago. The drainages at the heart of the city- Deluxe Point, City Tower, Friends Hall, Eros lane, Churches colony, Burma camp- Railway gate, NST/ East Police Station area, Notun bosti, Mid-Land etc. are some of
the worst areas. Dimapur being one of the fastest growing cities in the North- East, the gateway and commercial city of Nagaland, it is our image and we as citizens should try to bear the moral responsibility to beautify it and should have to learn the civic senses and should be civilized in our every action and it is high time the authority should act upon. We need quality roads and drainages and the quality should not be compromised on false claim of deduction as His share/Her share, Their share etc on the sanctioned amount for that purpose of development which are in some case left unfinished/ incomplete which nobody cares. he irrefutable truth for every Naga to live together as one people and a nation is the essence of Naga struggle from the beginning till date. Every Naga living irrespective of different political structures have immeasurably suffered in defence of this truth. But denying this truth Mr Thepfulouvi Solo, a retired Indian bureaucrat who advocates divisive policy to further divide the Nagas often time shouted the slogan of ‘Nagas of Nagaland,’ and ‘can people of outside decide for the state of Nagaland’ as published in local papers. Perhaps he is trying to prove himself a real son of the soil on account of his origin being a Garo and a Naga by grace not by blood. Solo as an educated senior citizen is expected to think, write and express in the way of
becoming of such personality. However it is so unfortunate that he choose to expose himself of what he is made of vis-à-vis Naga nationalism, solution, peace, unity and integration. We appeal to his divisive mind to have a second thought. Inspite of the treacherous political and historical blunder on the Nagas, with political conviction under the stalwart leadership of late Ino Isak Chishi Swu and Ino Th Muivah, the Naga national movement for free and unified people is alive thus far. As such Nagas are democratic loving people so is the organizational administration of the NSCN/GPRN. The NSCN has a distinct policy of collective wisdom in decision making and not by one person as envisaged by Mr Solo. Shamelessly abusing and demeaning the much revered tall Naga leaders who have sacri-
ficed their lives for the nation is surely an act of anti national. Criticism for the sake of criticism to mislead common people is undesirable trend prevailing today among few sections of Naga society which he is deeply involved. The current Peace Process starting from 1997 to till date, besides Press Statements and Joint Communiques from time to time updating, development of ongoing political talks, there has been 8 times of Naga People’s Consultative Meetings attended and participated by all Naga tribe Hohos, apex bodies, church leaders, intellectuals, scholars, civil societies etc of Naga inhabited areas. In fact, who is who in the Naga society were attended and their opinion were sought. Minute discussions of views on peace process were taken into account that further
strengthens peace talks now in the final stage. For kind information to Mr Solo, the present Political Talks is between India and Nagas represented by NSCN but not with the state of Nagaland. Nagaland state was born out of political betrayal under 16 point agreement during treacherous situation, which was condemned by the Nagas under the then NNC as deceitful. Those who affirmed on safeguarding the sanctity of Nagaland state has no moral rights to talk of Naga sovereignty and Naga integration. You can never divide the Nagas on the line of Nagas in Nagaland, Nagas in Manipur, Nagas in Assam and Nagas in Arunachal Pradesh and Nagas of Myanmar. It is the slogan of adversaries not of the true Nagas. Nagas are one people and one nation.

For your information, the present FGN is a Presidential form of government and there is no Ato Kilonser in this form of government. Regarding your allegation that I have assured all Nagas that I will solve the Indo Naga conflict by myself, is again just another fictitious projection of your seemingly very virile imagination of stating things which are not stated at all. Finally, I think it would be wise not to say something on behalf of many other people when their opinions have not been sought at all in the first place. f driving is the number one causes of death worldwide, if human lives are precious, then why government does not adopt a zero tolerance policy upon defaulters against the rules of the road. The value of life cannot be left to those reckless drivers and headstrong bureaucrats who ignore the cause of road tragedy. Morally, road safety is a shared responsibility, however the government is the prime responsible to reduce traffic injuries and fatalities and to adopt infrastructure, technology and mechanism to shun or at least minimize the road mishaps. The whole tragedy lies within the bureaucracy in itself. I think the logic for road safety starts from the rationale bureaucrats who issues Driving License and an accountable minister or officials who are responsible for construction of roads and highway with proper pedestrian pavement and the tragedies ends in the hands of a tactful and diligent driver. Manipur and Nagaland have witnessed a constant tragic road accident and the friction is amplified with the onset of monsoon. Now there is an environment of pessimism and chronic psychiatric fear has deceive the minds of every citizens who took the road. As accidents does not come with a billboard or an alarm, the government need to focus and make a strategic input to change these stereotype. As of now, I am very optimistic about our present government, but instead they are still trading barbs of politics and of irrelevant issues, this is the time to oversee all round development and address the issues of traffic safety and its standard too.
Of course government priorities includes building and construction of good roads and highways however measures to counter and tackle road accident has been an off-topic in spite of projecting it as a number one causes of death than terrorism. By far these areas demand to be a focal point for the citizens as a whole than a bid to become a permanent member of the so called NSG and UNSC and its alike. Amid controversies on '' gau raksha'' and meat bandh, the recent initiative of the central government in restriction of the sale of liquor within 500 meters from highways would drastically reduced road tragic accident in the long run though some irresponsible industry experts concerned on revenue lost. Similarly, the government proposed new rule for two-wheeler manufacturer in the country from next year to have a provision of Automatic Headlight On would do good in lessening fatal road crashes. This has been practiced by the European countries since 2003. Well, Manipur and Nagaland is by far lagging behind the other states of India with regard to the enforcement of road traffic safety rules but amazingly we still topped the list of terror and corruption, which i think is a chickenshit complacency In order to keep the citizens safe on the roads, a hefty punishment should be impose upon the following defaulters. 1. Speed Limit - strict vigils on over speeding which is the major cause of accident. 2. Invalid driving license and documents. 3. Drunk driving off the road - regular breathalyzer test should be made mandatory. 4. Driving without safety equipment like helmet. 5. Night driving without proper headlight.

Two drivers mandatory for Inter state transport vehicle. 10. UPs Anti Romeo squad like mobile team to handle road mishaps. 11. Improve communication infrastructure and equipment of the traffic department for immediate action WHAT INDIVIDUALS SHOULD DO 1. Have adequate sleep and rest if you have a plan for long drive. 2. Always maintain speed limit 3. Back off and don't tailgate or allow other to tailgate you. 4. Avoid night driving 5. Avoid using electronic item and gadget, they divert your focus and concentration. Whatever it may be, free road traffic fatalities can be achieve only when every citizens takes the ownership of society and have strong moral obligation.

FIFA sees widening losses this year after corruption scandal

ZUriCH, April 7 (reUters): FIFA expects widening losses in 2017, world soccer's ruling body said on Friday, as costs linked to its biggest ever corruption scandal and failed investments contributed to a $391 million pretax shortfall in 2016. The 2016 loss, up from a restated $117 million shortfall for 2015, was blamed on increased legal costs and the extraordinary general congress called to elect a new president after Sepp Blatter resigned after graft allegations emerged in 2015. Legal costs more than doubled to $50 million during 2015, but FIFA expects these to go down considerably in future. What FIFA called "ill-considered previous investments," like its struggling football museum and hotel in Zurich as well as a new accounting standard were also behind the shortfall. It also increased its spending on what it calls education and development to $428 million during 2016 from $187 million a year earlier. As a result of the losses, disclosed in FIFA's annual financial report, the organization's reserves fell to $1.048 billion from $1.41 billion in 2015. FIFA said it expects a $489 million loss in 2017 but should turn a $1.07 billion profit in 2018 when the World Cup is held in Russia, pushing its financial result for the 2014 to 2018 period into a $100 million profit. Despite the shortfall, FIFA President Gianni Infantino said he would stick to his plans to increase the payout to soccer associations around the world to develop the sport.
Celtics slump as Millsap lifts Hawks New York, April 7 (AFp): Boston's hopes of pipping Cleveland for top spot in the Eastern Conference suffered a blow as the Celtics slumped to defeat against the Atlanta Hawks. The Celtics, comprehensively beaten by the Cavaliers on Wednesday, slid to another costly defeat as Paul Millsap inspired Atlanta to a 123-116 win at Philips Arena in Georgia.
