Family members of NSCN (K) cadre refute PRO IGAR (N) claims Dimapur, august 16 (mExN): Family members of NSCN (K) Major Kisheto Ayeh have now revealed that he was arrested on July 31 at Sukhalu village in Zunheboto district, and not Kohima as claimed by the Assam Rifles. The PRO of the Inspector General Assam Rifles (North) had claimed earlier that security forces had arrested NSCN (K) town commander, Maj. Kisheto Ayeh, near Tsiesena Basa Kohima on August 3. However, “we the family members of Kisheto Ayeh would like to clarify that he was arrested on July 31 at Sukhalu village in Zunheboto district at around 7:30 pm while on his way to Zunheboto from Kohima in a Tata Mobile vehicle,” stated Ayeh’s wife, children and relatives in a rejoinder today. Moreover, they informed, no arms or ammunition were seized from Kisheto Ayeh at the time of his arrest. They maintained that “such fabricated information being fed to the public would serve no good purpose but exhibits ulterior motives of the forces.” The family condemned the “inhuman torture” that was meted out to Kisheto Ayeh by the security forces while under their custody.

Nagas in Myanmar have started preparing to take active part in the Myanmar general elections scheduled for November 8. Altogether, 26 Naga candidates would be contesting for 12 seats in Naga areas under Myanmar. Interacting with The Morung Express, General Secretary of Naga Students’ Organization (Myanmar), TM Konyak said “unlike the 2010 elections which passed off without active participation of the Nagas, this time Nagas are serious and actively working to take part in the election pro-
cess and to elect a strong leader who can work for Nagas.” NSO is the apex student body of Nagas in Myanmar. In the three townships of Layshi, Lahe and Nunyon, which come under the Naga Self Administered Zone (NSAZ), nine candidates each from the ruling Union Solidarity Development Party (USDP) and opposition National League for Democracy (NLD) would be contesting the elections. While in Khamti town, there are three Independent candidates, one USDP, one NLD and one National Unity Party candidate who would be contesting. In the Upper House, one candidate each from USDP and NLD would be contest-
ing for a single seat. TM Konyak said the public were observing that U Hla Tun would become the chairman of NSAZ if USDP, the ruling party, wins the general elections while U Luyong would become the chairman if the opposition party, NLD wins the elections. He said the Nagas in Myanmar were praying to elect strong leaders who could usher in peace and development to the neglected Naga inhabited areas in Myanmar. The NSO General Secretary appealed to the Naga brethrens outside Myanmar to extend their moral and prayer support for peaceful and successful elections.

NEw DElhi, august 16 (iaNs): If the government succeeds in persuading the remaining five factions of the NSCN to get on board the peace process, it will weaken several other insurgent groups in northeast India who are heavily dependent on the Naga outfits for arms, financial support and training, experts say. This will pave the way for a peaceful northeast following decades of violence and turmoil, they add. Parliamentarians from the region have asserted that if the government is able to persuade the various factions of the Nationalist Socialist Council of Nagaland (NSCN) to shun arms, it will have a direct effect on other groups in other states, including United Liberation Front of Assam-I (ULFA) Independent, several factions of National Democratic Front of Bodoland (NDFB), Kamatapur Liberation Organization (KLO) and Kanglei Yawol Kanna Lup (KYKL). “The Naga conflict being the oldest is the root of the entire extremism in the northeast. Certainly, if it is resolved and the government successfully convinces all the factions of the NSCN to be part of the accord, then the strength of other militant groups in the region will dwindle,” Nagaland’s lone Rajya Sabha member Khekiho Zhimomi told IANS. The 70-year-old Nagaland People’s Front (NPF) leader said that even ULFA, which started claiming a sovereign Assam, picked up arms after drawing inspiration from the NagaNationalCouncil(NNC)andtheNSCN. The central government’s interlocutor for the Naga peace talks, R.N. Ravi, is in Nagaland where he is likely to meet leaders of other factions of the NSCN. A delegation of 16 members from the state’s civil society groups have also been given security clearance to travel to Eastern Nagaland to meet NSCN-K (Khaplang). Zhimomi noted that the roots of the Naga problem go back to the Government of India Act of 1919, when, despite the Naga Hills District being declared a backward tract and keeping it out of the British Indian Empire, the Naga Hills were later made part of India. The northeast has over 50 active extremist groups, including the five factions of the NSCN -- NSCN-IM, NSCN-Khaplang,
NSCN-Unification, NSCN-Reformation and NSCN-Khole-Kitovi and the oldest of them all, the Naga National Council (NNC). Asserting that without solving the Naga issue, peace in the northeast is a distant dream, Zhimomi said: “Even the newly floated United Liberation Front of Western South East Asia (UNLFW) under the leadership of NSCN-K chief S.S. Khaplang is the sheer evidence that other militant groups of the region have the support of Naga militant groups.” UNLFW is a conglomerate of ULFAI, NDFB, the Manipur-based KLO and KYKL. The front had claimed responsibility for the killing of 20 soldiers of the Indian Army’s Dogra regiment in an ambush in Manipur in early June. Naba Sarania, a Lok Sabha member from Assam’s Kokrajhar district, told IANS: “By bringing all the factions of NSCN under the Naga Accord, the government will destroy the hideouts of all other militant groups of the region, mostly located in the deep forests of the India-Myanmar and India-China borders.” “Apart from moral support, Naga militant groups have also provided arms and training to emerging militant groups in the northeast. If all the NSCN factions lay down arms, it is for sure that the other outfits will also follow them and seek a solution through negotiation, as there will be no one to motivate them,” Sarania added. “Until now, taking shelter in Bangladesh and Myanmar was possible only through the Naga leaders. But if the Naga rebels themselves join the peace accord, then there is no way out for the other militant groups to sustain,” he said. CL Ruala, Mizoram’s lone Lok Sabha member, told IANS: “Weakening other extremist groups of the northeast by persuading NSCN factions to join the Naga Accord is what the government has been actually trying to do. It is like killing two birds with one stone.” “Unlike the NSCN’s factions, emerging extremist outfits of Manipur/Meghalaya do not have enough manpower or funds to operate independently. NSCN has been the backbone of militancy in the region that is likely to go now. This is completely in favour of the region,” Ruala noted.

NEw York, august 16 (iaNs): Climate change presents substantial threats to physical and mental health, and may also create social instability, conflict and violence, a new study has revealed. The study by researchers from Columbia University and the University of Washington said that climate variability and change may also lead to widespread migration away from areas that can no longer provide sufficient food, water and shelter for the current populations. Coastal areas are particularly vulnerable to the impact of climate change due to hazards such as changing water use patterns, shoreline erosion, sea level rise
and storm surge, the study noted. “The science of climate change and the threat to human and population health is irrefutable, and the threat is evolving quickly,” said professor Irwin Redlener from Columbia University. “Unfortunately, we are now at a point where simply slowing climate change, while critical, is not enough. We need to simultaneously develop and deploy ways of mitigating the impact and adapting to the consequences of this environmental disaster,” he added. Public health impact in the US Gulf Coast may be severe as the region is expected to experience increases in extreme temperatures, sea level rise and possibly fewer

Kohima, august 16 (DiPR): On India’s 69th Independence Day, Chief Minister of Nagaland acknowledged that our freedom did not come free, but was won by hard work and sacrifices rendered by the brave leaders and thousands of dedicated freedom fighters. TR Zeliang also welcomed the signing of ‘Peace Accord’ between the Government of India and NSCN (IM) on August 3, which he said was made possible through the concerted efforts and hard work put by all concerned. He congratulated the Government of India and NSCN (IM) as well as the mass based Naga civil societies for the same. He stated that the Prime Minister of India has a healthy attitude and respect towards the Nagas and thanked him for taking such a “bold and positive decision.” He also thanked the Interlocutor RN Ravi for his hard work by consulting most of the prominent mass based Naga civil societies. The chief minister said that at present only the broad framework of the agreement has been worked out. “However, we will be consulted once the details of the agreements and modalities are worked out by the parties concerned,” he said. On the law and order situation, Zeliang said that the State has been by and large peaceful. He informed that judicial inquiry has been instituted to adjudicate the Phor incident at the earliest. He also mentioned about the violence between Chang and Yimchungru tribes, where a tripartite agreement has been reached amongst the Government of Nagaland and the apex tribal bodies of the two tribes followed by the appointment of three mediators. Serious efforts are being made to resolve the land dispute between Chendang and Yakor villages, between the Southern Angami and Mao people as per Naga customary practices, he stated. In order to effectively tackle the increasing crime and law and order in Dimapur, the chief minister said that the Dimapur Police Commissionerate was established under the command of a DIG of Police on April 15, 2015.
Govt.’s achievements highlighted Chief Minister TR Zeliang stated that during 2013-14 to 2014-15, the State was awarded with the prestigious Krishi Karman Award for the highest growth in food grain production amongst the Smaller States category in the country. Organic farming which is our inherent advantage will be actively promoted, he said. In this regard, the Horticulture Department carried out the area expansion of various focus crops for vegetable cultivation during last year under Mission for Integrated Development of Horticulture. During 2014-15, the Irrigation & Flood Control Department constructed 159 M.I. projects to create irrigation potential of 6,587 hectares. “We are in the process of preparing a comprehensive plan for the Agri and Allied Sector which will incorporate specific targets,” he stated. The Veterinary and Animal Husbandry Department in collaboration with the International Livestock Research Institute and the Tata Trust will be undertaking a pig genome study for the entire State in order to assess the pig genetic breed, the chief minister said and also mentioned about the establishment of a Veterinary College at Jalukie under the Central sector which has been approved by the Government of India. He also said that till date the RD department has issued 4.15 lakh job cards and provided 39.84 lakh man days employment during 2014-15. A total of 6,522 households under BPL in the rural areas availed benefits under Indira Awas Yojana. The Health & Family Welfare Department launched Mission Indradhanush on April 7, 2015 for special immunization drive. The department also launched the Intensified Diarrhoea Control Fortnight (IDCF). The CM also stated that under School Education, 200 new primary teachers are being appointed in the district of Mon, Tuensang and Kiphire to meet shortage of teachers. He also mentioned that due to non availability of local candidates in Maths and Science subjects, general candidates
from outside the state have been appointed. Despite fund constraints, free text books are being fully provided. Under SSA, activity and competency learning were implemented in 437 Primary Schools, and 690 more schools are planned to be covered to improve quality of learning. It was also informed that under the ‘Co-ordinated Action for Skill Development,’ 6 new Polytechnics will be set up in the State; Dimapur, Phek and Tuensang polytechnics are expected to start functioning from next academic session. The Government has set up a separate Municipal Affairs Department to boost developmental activities in the municipal areas, he added. On the development of the Apparel & Garment Making Centre at 6th Mile, Dimapur, Zeliang said work is in good progress and is expected to become operational within this year. The Nagaland Pulp and Paper Corporation Ltd. (NPPCL) at Tuli is being revived, and works are in good progress, stated the CM. To solve the water scarcity in the State, Zeliang said the Public Health Engineering Department is executing ‘Augmentation of water supply to Kohima town by pumping system’ and also water supply schemes for Wokha and New Peren District headquarter under NLCPR. He also said that a scheme for improvement of water supply distribution system and a new sewerage scheme in Dimapur town are in progress. He further mentioned that the Employment & Craftsmen department has trained 10,459 youth in various sectors, out of which 1,733 have been successfully placed. He also said that presently 1,500 youth are undergoing training with various Vocational Training Providers across the country. As part of skill development initiative, the Department in partnership with Tata Motors is starting a new centre to impart training on Tata diesel vehicles within the premises of the ITI, Kohima which is scheduled to be inaugurated on August 25, 2015, he added.

Kohima, august 16 (mExN): On the occasion of 69th Independence Day and being designated by the State government for philanthropic service, the members of Kohima Press Club (KPC) on Saturday visited the Kohima Orphanage & Destitute Home. The KPC members interacted with the children of the Home and gifted them some items of daily essentials including five bags of rice, one bag of pulses, stationery items, soap and detergents, several numbers of plates and clothing, according to a press release from KPC. There are 82 children in the home and except three, all are students, the release said. The caretaker of the home, Neibanuo Angami, who is fondly called “Mother Neibanuo,” informed the club members that 2015

Three crashes in five years, which claimed 27 lives including that of former Arunachal Pradesh Chief Minister Dorjee Khandu, have made the All Arunachal Pradesh Students’ Union (AAPSU) put the heat on the Congress government in the state to ground the ‘flying coffins’ of Pawan Hans Helicopter Ltd (PHHL). The influential students’ body in the Northeast state has urged the Arunachal Pradesh Chief Minister Nabam Tuki government to immediately terminate the MoU it had signed with PHHL. “The Pawan Hans Helicopter Ltd has become synonymous with flying coffin in our state,” the AAPSU said in a representation to the Chief Minister. “In the past there have been quite a few mishaps and that should have been enough to awaken the government from deep slumber. But to our utter surprise, the so-called flying coffins are still flying,” it said. The AAPSU said that the latest crash, which occurred in the state’s Tirap district on August 4, has once again exposed the inefficiency of the
helicopter service operator. “The incident indicates the choppers used in our state are not fit to fly in the hilly terrains,” it said. The crash had claimed the lives of Tirap district Deputy Commissioner, Kamlesh Joshi, and pilots M S Brar and Rajeev Hoskote. The Dauphin VT-PHK helicopter had crashed inside a deep gorge between two steep mountains within minutes after take-off from Khonsa. The bodies were found by the commandos eight days after the incident. On that day, Joshi, who had joined as Tirap district Deputy Commissioner in June, 2013, was to attend a meeting of the Ministry of Home Affairs (MHA) in New Delhi. He was born in 1983 and belonged to the 2010 IAS batch. Officials of Arunachal Pradesh government and PHHL said the Tirap crash was being investigated. “The next course of action will depend on the ongoing enquiry and guarantee of air safety,” a senior government official told The Sunday Standard. The fears have been growing among people in Meghalaya too. Asked if the state government has any plans to suspend the PHHL services, official sources said that it was too early to take a call. “At the moment,
we are trying to get the details of the chopper crash in Tirap. We cannot comment anything more.” Meghalaya had in 2011 suspended PHHL services. In due course, it came to light that travel requirements made the government allow the public sector undertaking (PSU) to operate in the state despite expiry of license. Back in 2004, a chopper crash near the state’s capital, Shillong, had claimed the lives of ten people, including a cabinet minister and two MLAs. Apart from Arunachal and Meghalaya, the PHHL operates in Nagaland, Tripura, Mizoram and Sikkim. The license is renewed annually. In the Northeast, communication is a major bottleneck. So, the people prefer to travel by helicopters as it is affordable. The PHHL operates here on 75 per cent subsidy of the MHA. This does not include recovery from passengers. The state government provides for the remaining 25 per cent. The private airlines are not so lucky though, for they are not considered eligible for subsidy. The high operational cost left two private operators to shut shop after a brief stint in Arunachal Pradesh.
shIllONg, august 16 (IaNs): Meghalaya Chief Minister Mukul Sangma on Saturday said the land agreement that was signed between India and Bangladesh would give a fillip to trade, commerce and tourism between the two countries. Sangma spoke here at the main Independence Day celebration attended by thousands of people despite rains. After unfurling the tri-colour and taking the salute at a parade here, the chief minister said the settlement would also go a long way in improving the law and order climate along the border besides the bilateral relations between the two neighbouring countries. "All this should bring economic benefits to the people residing in the border areas as well as to Meghalaya as a whole," Sangma said, adding that Meghalaya gained 240.578 acres of land, and Bangladesh would get to retain about 41.702 acres from the IndiaBangladesh land deal agreement. "It is my earnest hope that what was once a boundary of discord will now turn into an area of vibrant trade and commerce to build a bond of friendship," he said. On the prevailing internal security situation, the chief minister admitted the security situation in the five districts of Garo Hills continues to remain a cause of concern as militant and criminal outfits engage in anti-national and criminal activities.
However, he said the concerted and untiring efforts of the security forces against the banned terrorist outfit, Garo National Liberation Army (GNLA), has been quite successful resulting in the arrest of militants and their sympathizers, seizures of arms and equipment, busting of camps and hideouts and prevention of anti-social activities. The Meghalaya police, Sangma said, is also keeping a close watch on the transborder movement of terrorists from Bangladesh and has also taken up the issue with the central government. Imphal, august 16 (ptI): Four student leaders on an indefinite hunger strike since August 14 over the demand for Inner Line Permit in Manipur were today arrested in view of deteriorating health amidst the agitators clashing with the police. Police fired teargas shells and used rubber bullets to disperse the violent agitators who pelted stones and used slingshots to prevent the arrest, police officials said, adding that nobody, however, was injured in the incident. Another student leader, also on hunger strike, could not be picked up last night due to obstruction by women volunteers of the Joint Committee on Inner Line Permit System (JCILPS), which is spearheading the agitation, they said. The women volunteers had yesterday refused to allow a team of government doctors to check the health of the hunger strikers.

Capping airfares violates competition norms: CCI chief New Delhi, August 16 (Pti): Capping of airfares will violate competition norms as it stifles the movement of market forces, fair trade watchdog CCI’s chief Ashok Chawla has said amid rising calls to curb exorbitant pricing of air tickets. Terming that such a move would be “antithetical” to the philosophy of competition as well as deregulation, Chawla stressed that market forces should be allowed to operate. His assertion comes against the backdrop of increasing demand from various quarters, in-
cluding Parliamentarians, to put in a mechanism to contain steep fluctuations in airfares. The Competition Commission of India (CCI) Chairman said capping of airfares has no place on the competition side and the prices have to be determined by the market forces as the sector is deregulated. “Capping (of airfare) is antithetical to the policy of deregulation as well as to the whole philosophy of competition and what market determines,” Chawla told PTI in an interview. He observed that when some-
thing is deregulated and the market forces are supposed to determine it, then capping of pricing is not in sync with the philosophy of deregulation. “So deregulation is where you allow market forces to operate and if you allow market forces to operate and you sought of stifle the market forces saying you will not allow this beyond a level, then actually you are not allowing the full play of market forces,” the CCI chief said. Currently, the CCI is probing whether there is cartelisation among carriers in fixing price of
air tickets. Interestingly, the watchdog had looked into the matter on three previous occasions as well but did not find any evidence of fair trade norm violations. About the ongoing investigation, Chawla said it would take a couple of months. In May, a group of Parliamentarians led by by BJP leader Kirit Somaiya, had met Chawla and lodged a fresh complaint against carriers on airfares. While there has been no official word from the government on capping of airfares, Union
Minister Mahesh Sharma has hinted in recent times that ways were being looked at to curb predatory pricing of air tickets. “Even if we talk (about the issue) in Parliament, out of the 543 Parliamentarians, I am sure at least 500 would say that there should be a capping,” Sharma, who is the Minister of State for Civil Aviation, had said last month. However, the Ministry has also been emphasising that airfares are not regulated by the government as they are determined by the interplay of market forces.
IOC beats RIL as the most profitable company in India New Delhi, August 16 (Pti): Within two quarters of losing its 23-year-old reign as the country’s most profitable company to Tata Consultancy Services (TCS) in the December quarter, Reliance Industries was again humbled in the June quarter, this time by IndianOil. The state-run firm booked Rs. 118 crore more profit than the Mukesh Ambani-run firm’s net income of Rs. 6,318 crore. Better refining margins arising from lower oil prices and almost full payback of subsidies by the government helped the nation’s biggest oil company Indian Oil Corporation (IOC) to report a massive more than twofold jump in the June quarter net profit at Rs. 6,436 crore. IOC’s refining margins soared to a seven-year high during the reporting quarter. For Reliance, losing the numero uno slot comes within two quarters as in the December 2014 earnings season as well it had lost out to TCS as it booked more profit than RIL with a net income of Rs. 5,328 crore. The third most profitable company in the June quarter was TCS with a net income of Rs. 5,684 crore for the June quarter, up 2 per cent y-o-y, while its revenue rose 16.1 per cent to Rs. 25,668 crore

When asked if Nestle India plans a counter suit against the government, the spokesperson said: “We will study the issue when we receive the formal details.” He said based on media reports, the complaint by the government “makes similar allegations which were
made to ban the product on June 5, 2015. These issues were awaiting judgement by the Hon’ble Bombay high court.” Last week, the Bombay high court had lifted the ban slapped by food regulators on nine variants of Maggi noodles in India in June while asking Nestle to go in for fresh tests. On the other hand, the consumer affairs ministry filed a class action suit against Nestle India seeking about Rs 640 crore in damages for alleged unfair trade practices, false labelling and misleading advertisements. It was for the first time that the ministry dragged a company to the NNCDRC using a provision in the nearly three-decade-old Consumer Protection Act. Reiterating that Nestle India remains committed to working with FSSAI, FDA Maharashtra and other stakeholders, he said: “We hope that this issue will be resolved soon.”

Around 80,000 Officers, Staff of PSU Banks to Retire in 2 Years: Report New Delhi, August 16 (Pti): Around 80,000 vacancies are expected to open at top public sector banks in the country, including State Bank of India, as a large number of officers and staff will superannuate over the next two years. As many as 78,800 employees will retire during the current fiscal and next fiscal, official sources said. During the current financial year, 39,756 employees are retiring. This includes 19,065 officers and 14,669 clerks, sources said. Besides, 6,022 sub-staff would also get superannuated this fiscal year. About 39,000 employees would be retiring next fiscal. Of
this, 18,506 officers and 14,458 clerks would retire from their service from various public sector banks. There are 22 state-owned banks in India including SBI, IDBI Bank and Bharatiya Mahila Bank. Besides, there are five associate banks of SBI. Considering vast vacancy in the middle-level position, the government is planning to provide some flexibility in the recruitment. The Finance Ministry is going to provide flexibility with regard to recruitment at the middle level. Currently, they can hire on contractual basis. Public sector banks undertake recruitment of staff to fill va-
cancies on ongoing basis as per their requirements depending upon business volume, business growth employee strength and retirement among others. Last week, Finance Minister Arun Jaitley had said banks are extremely keen in campus recruitments, but there are legal difficulties. “The banks are extremely keen to do that (campus hiring)...there is now judgement of the Supreme Court which is not giving adequate flexibility to government banks how to do it and that is handicapped which the banks have flagged. We are examining the legal position. But as of today there is a legal impediments in that,” he had said.

New Delhi, August 16 (Pti): State-run BSNL lost about 2 crore subscribers in the last financial year as the telecom could not match the aggressive marketing by private operators besides persisting issues related to coverage and quality of its services. According to an official in the Department of Telecom, BSNL lost about 1.78 crore wireless and over 20 lakh wireline subscribers between March 2014 and March 2015. Stating the reasons responsible for the loss of wireless subscribers, the official said BSNL was not able to match the aggressive marketing of services by private telecom operators. The official added that due to the PSU’s inability to invest in upgradation of its network during the period 20082012, there were issues related to mobile network coverage, capacity and quality of service. “The reasons for decline in wireline subscriber base include the general decline in demand for fixed lines telephone on account of shift to mobile services,” he said. At the end of May 2015, the wireless subscriber base of BSNL stood at 7.76 crore with a market share of 7.96%. The wireline base stood at 1.60 crore with a market share of 61.07 %. The company, however, is taking various steps to increase its subscriber base and revenue through investments in network and improve quality of service. As a part of its phase 7 project, the company will be investing Rs 4,804.77 crore in network augmentation which will result in addition of 14,421 2G sites and 10,605 3G sites across the country.

Microsoft is reportedly testing an app that will sort out the best news stories from the web and use text-to-speech technology to read out article summaries to the users. Users can save articles for reading later and view the full text of any article the app -- called NewsCast pulls in using a built-in browser or a distraction-free reading view, PCWorld.com reported. It has been designed to keep users up to date with the latest news while they are commuting and do not have time to look at smartphones. According to a publicly-accessible webpage for the app, NewsCast is a proof-of-concept product from the Bing News and Speech teams and seems to only be built for testing inside Microsoft. Collecting feedback from users is a major focus of the app-developing team. A feedback button in the app opens an email that includes a three-question survey about what users like, dislike and want from it in the future. NewsCast will first be available for Apple users.

Legal Aid Clinic at NU inaugurated Food Security act in nagaland likely from oct Dimapur, august 16 (mExN/ Dipr): The Food & Civil Supplies Department has taken up computerization of targeted public distribution system (PDS) and efforts “being made” to implement National Food Security Act in Nagaland from October this year. Under food security Act, every person under priority household will be given 5 kilograms of food grains per month @ Rs.3/-per kg. This was informed by Parliamentary Secretary for Veterinary & Animal Husbandry, S Chuba Longkumer who was the chief guest at the 69th Independence Day of Medziphema sub- division on August 15. He further stated that the Veterinary & Animal Husbandry Department, in collaboration with the International Livestock Research Institute and the Tata Trust will be undertaking a pig genome study for the entire State in “order to assess the pig genetic breed and to suggest induction of the best breed that would be suited to our farmers in terms of productivity
and economic benefit.” The State has been awarded with the prestigious Krishi Karman Award 2013-14 for the highest growth in food grain production amongst the Smaller States category in the country, he added. Comprehensive plan for Agri & Allied sector Meanwhile, Parliamentary Secretary for Housing, Er. Levi Rengma said that the State Government is in the process of preparing a comprehensive plan for Agri & Allied sector which will incorporate specific targets and plans. The government is also aware of the destruction caused to crops by torrential rains and landslides in various parts of the state during the past months, he said delivering his Independence Day speech at Mangkolemba sub-division, adding that a rapid assessment of the damage is being undertaken to enable further action to mitigate the loss.

New transmission scheme to meet power demand Dimapur, august 16 (mExN/Dipr): The Power Sector Comprehensive Transmission and Sub- Transmission Scheme funded by Government of India and World Bank has been approved for the State as a Central Sector Scheme, stated Parliamentary Secretary, Home Guard and Civil Defense, E.E. Pangteang during his speech at 69th Independence Day celebration of Tseminyu Sub-division. tuENsaNg, august 16 (mExN): Tuensang-Longleng road which was cut off due to many major landslides at Namchu nullah has been restored for light and medium vehicles. It was informed by officials in the PWD (R&B), Tuensang that hectic work was done to complete the work before the Independence Day and that complete restoration works will be done soon. It also said that landslides in other areas will be cleared soon and expressed their regret for the inconvenience to the public that all landslides could not be cleared at the same time due to lack of manpower and machinery.

Conflict in Peru on the rise
E
ach year Independence Day is celebrated by countries around the world, to commemorate freedom from foreign rule. To be independent is to be free, sovereign and being able to determine one’s own future, what we call the right to self-determination. According to the latest figure, presently there are 193 member states of the United Nations. In other words, these are countries which have gained independence and legally recognised by member countries. To recall, the end of the Second World War saw the birth of numerous nation-states especially in Asia and Africa following the end of the colonial era. As the experience in many such countries will show, getting independence is not an end but a means to make lives of citizens better. There are many countries though independent, are struggling with manifold problems be it poverty, illiteracy, violence, disease, corruption, injustice, to name a few. Independence or freedom does not mean anything to those who go hungry, cannot go to school or are faced with the daily oppression of violence and corruption in their midst. August 14 is observed each year as Naga Independence Day and celebrated by the Naga Political Groups (NPGs) affirming the right to become a sovereign nation. This year also, the numerous NPGs, each claiming to represent a just cause, have come out with their respective political statements. Except for repeating the same old facts and arguments, none of the NPGs have said anything about things that matter such as how to create jobs or give employment; economic planning and resource mobilisation to run an independent country; development of infrastructure such as roads, electricity, schools and hospitals, etc. The State government likewise prepares a long list of accomplishments and proposals on how to make Nagaland strong and prosperous. But it’s been more than 50 years since we have attained Statehood and our people's condition has not become any better. Instead we have grown weaker and poorer. We all need to wake up from this deep slumber that we have fallen into. We must also come out of our self-created illusion that everything is okay when in reality nothing is right. As we mark the occasion of our freedom and independence let us work to rebuild our nation and society on the principles of peaceful coexistence, honesty and hard-work. If we as a people are to progress and move ahead, we need to rid ourselves of the deadly oppression we are faced with: corruption (extortion), factionalism, tribalism and materialism. The good news is that change is taking place around us. Unlike in the past, today there is greater awareness about what is right and wrong. People have started to speak out against the oppression in our land and their voices cannot be silenced anymore. Nagas no doubt want their freedom and independence from India. But people also want freedom from bloodshed; freedom from factionalism and extortion; freedom from all forms of corruption, backdoor appointments; freedom from bad roads (potholes), irregular electricity (load shedding) etc. To conclude, it is obvious that we cannot depend on political freedom alone to set ourselves free. What is equally important is to instill a theology that goes beyond the political definition alone which does not guarantee to us the real freedom to be free from all and every oppression including the ones mentioned above. Yes indeed, real freedom can only come from God . We need to pray for this real freedom to dawn on the Naga people so that it will free us from all oppression. India's first e-flora database developed
T
he Botanical Survey of India (BSI) has developed the first open-access online database of India's floral diversity to document over 18,000 flowering plant species in an effort at boosting digitisation and conservation of endangered ones. The 'eFlora India' test site was launched by BSI in July 2015, on the occasion of the 'Digital India Week'. The portal, once formally launched, will also serve as an updated plant checklist of India, said BSI director Paramjit Singh. "The information in the Flora of India volumes published by BSI will be available through this portal in the database form. This consists of more than 6,000 pages of printed treatments covering around 4,500 taxa (a taxonomic category) belonging to 92 families," Singh told IANS. "This effort puts India at par with neighbouring countries, like China, Nepal and Pakistan that already have such e-repositories," Singh said. Further, he said, in keeping with emerging threats to floral abundance in India such as climate change, 'eFlora India' serves as a primary database on Indian floral diversity and could be used to carry out comparisons in case of any threat perception on a particular population. The IT expertise for the novel initiative was provided by Centre for Development of Advanced Computing (C-DAC), Kolkata. According to Mina Desai, principal engineer, CDAC, the online knowledge database, supported by a robust decisionsupport system, will help connect researchers across the globe to share insights and co-operate on botanical studies and analysis, keeping Intellectual Property Rights (IPR) reserved. "It will help in modelling and data mining as well as analytics to gain insights into evolving issues related to plant diversity," Desai told IANS, adding sophisticated computing such as concept mapping (graphical tools for organising and representing knowledge) form a core component of the web-based tool. A Decision Support System (DSS) is a computer-based information system that enables organisational decision-making activities and helps in making decisions about problems that may be rapidly changing and not easily specified in advance. This feature aims to produce real-time and useful information for scientists concerned with conservation management in specific regions of the country. The web application will facilitate one to glean information regarding flora by family, genus and provide updated correct scientific name and will be accompanied with high resolution images in near future. "It will provide a rough idea about the location of the plant and the extent of its distribution in India. That way, any one working on conservation can use this data and analyse for strategies for conservation," said Singh, adding the BSI plans to digitise over two million herbarium collections representing distribution of plants in time and space. "We are also planning to link it with Geographic Information System (GIS) in future so that precise place of occurrence can be provided," said the director. The database also targets common man. "It has a user-friendly interface and students or anyone wishing for complete information on one site can access it," added S.S. Dash, scientist, BSI. The application currently has information on 4,000 species and is being loaded with more data.
Conflict in Peru has peaked in recent months, but what is unsettling the country’s communities? Jen Wilton explores the causes and consequences of this social unrest
I
n the first half of 2015, violence linked to social conflict rose dramatically in Peru. Data aggregated from the Peruvian Human Rights Ombudsman shows hostilities across the nation culminated in May, when five people were killed and a further 200 sustained injuries. The majority of these casualties relate to protests that have flared at the Tia Maria copper mine in the southern Arequipa region. The mine represents one of the largest reserves of copper in Peru, but local residents fear the project will have devastating consequences for agricultural land, local water supplies and the wider environment. The mine is owned by Southern Copper, a subsidiary of Mexican mining giant Grupo Mexico (GM). GM is one of the largest producers of copper in the world, but locals are worried about the company’s environmental record, which includes disastrous toxic spills in the United States and Mexico. Local residents have actively fought the mine for the past six years. The project was temporarily halted in 2011 after protests left four people dead. Despite ongoing opposition, the project was finally given government approval in August 2014. Opposition has ramped up again in 2015 and protesters and police have endured months of violent clashes. Residents from towns across the region also went on strike to express concern about the wider impact of the mine. In May 2015, the Peruvian government declared a state of emergency in the region, deploying 4,000 police and military officers. The Tia Maria mine was recently called Peru’s “biggest environmental conflict” by Peruvian NGO CooperAcción. Solidarity protests have been held across the country, while more than 1,000 people marched in Lima to call for a halt to the project. Other conflicts have also broken out across the

he United Nations pulled-off something extraordinary this week. For the first time in its 70year history it squarely acknowledged the vital relationship between security, safety and justice and development. Previously, these issues were dealt with by very distinct sides of the house. That artificial separation is now coming down. The merging of security and development is more radical than it first appears. For decades, sensitive issues of conflict, crime and violence were ringfenced from traditional development debates in the United Nations. Strange as it now sounds, the idea was to keep development from being sullied by politics, geopolitical or otherwise. After one of the most complex and convoluted negotiation processes in the United Nation´s history, a new set of Sustainable Development Goals (SDGs) were released in draft form this week. They bring these themes together into tight embrace. The SDGs explicitly highlight the ways in which insecurity, injustice and weak governance can undermine social and economic progress. The document – Transforming Our World: The 2030 Agenda for Sustainable Development – is supposed to be wrapped-up at the United Nations General Assembly next month in New York. If signed-off by the world´s diplomats as expected at the Global Summit on September 27, the report will right an historical wrong. The SDGs are nothing if not ambitious. They consist of 17 goals and 169 targets that will replace the eight Millennium Developments Goals (MDGs)
country in recent months. In March 2015, more than 50 people, including both civilians and police, were injured in protests over an increase in electricity prices in the south-central region of Apurímac. Local government officials have challenged the company to explain why January saw a 200 percent increase in the cost of electricity. Protesters from different towns have targeted Electro Sur Este, the utilities company responsible for the price hike, in a series of actions including a highway blockade, a regional strike and an incident involving damage to company property. Local officials and company representatives have engaged in sporadic discussions, but have not yet found a solution. Environmental concerns Sadly, conflict is far too common in this land known for its rich traditions and astonishing biodiversity. Peru is classed as one of the world’s top ten ‘megadiverse’ countries, due to its extensive variety of ecosystems, flora and fauna. Over half of the country is comprised of the Peruvian Amazon, which is home to scores of distinct indigenous cultures. Article 66 of the Peruvian constitution states that all natural resources belong to the state. However, the constitution also affirms that “the State is obliged to promote the conservation of biological diversity, and protected natural areas.” In recent decades, however, illegal logging, mining and hydrocarbon extraction have come to threaten Peru’s environmental sustainability. These industries also have very real consequences for the people who live nearby - over the past five years, Peru’s Human Rights Ombudsman has registered 420 new cases of social conflict, the majority of which relate to environmental issues. The Ombudsman consistently ranks mining as a top cause of conflict. Over the past eighteen months the Ombudsman has also recorded a marked increase in the number of protests across Peru. Between one and two hundred instances of protest occur each month. While conflict does not always equate to violence, over the past year more than 860 people have been injured and 20 killed as a result of social tensions. In January 2014, the Peruvian government passed a controversial law which decrees that members of the armed forces and national police are “exempt from criminal responsibility” if they cause injury or death while on duty. This ‘license to kill’ has been condemned by local and international human rights organisations, Peru’s own Human Rights Ombudsman and the United Nations Commissioner for
Human Rights. The fight for small-scale mining While mining is a significant source of conflict in Peru, not all protesters are opposed to it. In fact, many thousands of artisanal miners have been fighting for the right to keep working on land they may not legally hold title to. In the past few years, government efforts to formalise the small-scale and artisanal gold mining sector has become a source of great contention. This process, which began in 2002, affects an estimated 100,000 small-scale miners who work illegally. Periodic strikes, marches and protests have lead to an impasse with government officials, who for their part have been inconsistent in their application of the relevant laws. In March 2014, tens of thousands of small-scale miners blocked roads across Peru while protesters clashed with police near congress in the capital. Protesters called on the government to extend an April deadline for registering informal mining operations. While illegal gold mining can have harmful environmental and health consequences, for example due to the large amounts of mercury commonly used, the sector is also an important source of employment for many poorer families. In July 2014, the Peruvian government passed a law that has weakened environmental regulation of Peru’s mining industry. The new law, which aims to reinvigorate foreign investment in fossil fuels, makes it easier for new mining projects to get the green light, establishes tax breaks for multinational companies and halves the fines for many environmental violations. José de Echave, former deputy minister for the environment, said at the time, “As far as Latin America goes, we are the country back-pedalling the most.” Protesters from human rights collectives and environmental organisations gathered in the nation’s capital to try to derail the legislation while it was before congress. On one occasion they were met with tear gas, batons and riot shields, as police tried to quell the protest. The crowd raised their voices in unison to deliver the simple message “water belongs to the people”, but ultimately the bill still passed. The government of Peru is not meeting its statutory duties to safeguard the environment and ensure a basic standard of living that meets the varied needs of Peru’s people. As long as authorities continue to favour the development of large-scale economic projects over human rights and environmental concerns, it is likely that high levels of social conflict will continue for the foreseeable future.

which have guided the global development agenda since 2000. At the heart of the new agenda is “peace”, “security”, "justice" and “freedom from fear”. These concepts are comparatively new to the development debate. The forcefulness of the 2030 Agenda´s commitment to preventing and reducing violence is surprising even for those who campaigned for their inclusion. The 29-page report mentions peace 18 times, violence 10 times, and justice 6 times. This is all the more remarkable given the considerable wariness of some governments with regard to these issues. Throughout the document´s preamble the vision is bold and aspirational. It calls for “… a world free of fear and violence” in which “… every child grows up free from violence and exploitation.” It also stresses the elimination of “all forms of discrimination and violence against women and girls …” and “factors which give rise to violence, insecurity and injustice.” More important, the report under-
lines substantive connections between security and development agendas across various SDGs. Arguably the most important SDG in this regard is number 16 with its focus on the promotion of and investment in peaceful and inclusive societies, access to justice and accountable and inclusive institutions. Easily the most controversial of all the goals, SDG 16 is in and of itself a remarkable achievement. The first target doesn´t mince words: governments should “significantly reduce all forms of violence and related death rates e v e r y w h e r e ”. The second target demands an end to “abuse, exploitation, trafficking and all forms of violence against and torture of children.” SDG 16 proposes a number of pathways to achieving safer and more just societies. For example, it urges states to double down on the rule of law to ensure equal access to justice (target 3) as opposed to punitive policing and incarceration. It also makes the case to curb illicit financial flows, arms and

corruption (targets 4-5) and invest in more effective, participatory and transparent government (target 6-10). And the SDG focus on peace, security and justice stretch across many other areas well. For example, SDG 4 which calls for inclusive and equitable education, also emphasizes “… cultures of peace and non-violence”. SDG5 on gender equality and empowerment of women and girls argues for “eliminating all forms of violence against women and girls in public and private spheres”. Transforming Our World is all the more remarkable because it is a consensus document. While the negotiations were often fierce, states now agree to the letter of the text. The process by which the SDGs were forged is critical to their legitimacy – they bear the fingerprints of millions of people concerned about the future direction of our planet. Naturally, there are critics who feel the final document is too broad and cumbersome. They are worried that the SDGs lack the crisp succinctness of the MDGs. And yet the far-reaching scope of the new goals and targets are a recognition of the complexities facing the world in the twenty first century. The SDGs are a genuine achievement for an embattled United Nations. They focus not just on societies affected by chronic poverty and crippled by war, but all societies. As set out in Transforming Our World, the goals are "universal, indivisible and interlinked". And if implemented as planned, they may well turn out to be transformational.

The Employment Scenario in Nagaland
I
n the economics literature there is a long tradition of viewing growth rates of Gross Domestic Product as a measure of human well-being. This tradition loses relevance if the impact of economic growth on employment is not factored in.The use of economic growth as a statistic for measuring human welfare becomes questionable if economic growth fails to provide jobs to the people. The rate of unemployment is like a thermometer that measures the economic health of a nation. The higher the unemployment the lower is the economic activity and hence lower the growth rates. The National Sample Survey Organisation (NSSO) conducts sample surveys called the Employment Unemployment Surveys tomeasure the rate of unemployment in the economy. These surveys have been conducted from 1950 onwards, however it was only after the Dantwala Committee Report (set up in 1970) that a uniform set of criteria were evolved to measure employment. The first survey incorporating these details were conducted by the NSS 27th Round and the latest one was conducted by the NSS in its 68th round, the report of which was submitted in June 2013 and refer to the employment unemployment scenario for 2011-12.The figures quoted in this article are from this report. A person is said to be employed if she has been engaged in one form of economic activity or the other. The term economic activity apart from including items produced for sale in the market also includes primary sector production (that is agricultural and forestry activities) that is used for own consumption but does not include activities like begging etc. For a good standard of living individuals should have sufficient income and employment is the source of income for the population. Individuals could be either selfemployed, be engaged in casual labour or may have regular salaried employment. A person who is either a casual labourer or is self-employed is more vulnerable than the ‘salaried category as the former workers will not be eligible for employment benefits like provident fund, pensions etcand their status can go from being employed to being unemployed pretty quickly. A person may be engaging in economic activity but he may not be utilizing all his capacity either in terms of intellectual ability or physical ability. For example in our country it is not uncommon to see bus conductors with doctorate degrees or post graduates engaged as peons or dak runners. This latter phenomenon is called disguised unemployment and is also an impediment towards realizing the full potential of an economy. If there is untapped potential then it gets reflected in lower production and lower incomes for the country. Policies have to be framed in such a manner as to maximize the number of people in the working age (15-59 years) are gainfully engaged in economic activities.

Labour productivity in Nagaland in different sectors in 2011-12 has been found to be higher than the average productivity of each sector in the North East (see figure 3). Average labour productivity gives an idea about the efficiency of workers. Efficiency implies that same quantity of output (here valued at constant 2004-05 prices) was produced by lesser number of workers or equivalently that a given number of workers produced more output.Wage rates are determined by marginal products of labour and the average product gives an overview of efficiency in the economy. Labour productivity in the services sector stood at `2.6 lakhs per worker. For the North east region this was the highest and Tripura with an average labour productivity of ` 2.2 lakhs came second.In the agriculture + allied sector average labour productivity stood at just over ` 60,000. The overall labour productivity in the state was`1.37 lakhs per worker and was second only to Sikkim which had an average labour productivity of `1.64 lakhs. Sincethe states in the North east, except Assam have a relatively low work force I have resisted making comparisonswith the country’s average labour productivity. For a clearer perspective of the state’s economy and for help in framing policies we need to look at unemployment figures in the state, to which we will turn to in the subsequent week. Abu DhAbi, August 16 (iANs): Indian Prime Minister Narendra Modi on Sunday arrived in the United Arab Emirates, in the first prime ministerial visit to the Gulf nation after three decades. He was received by Abu Dhabi's Crown Prince Sheikh Mohamed bin Zayed Al Nahyan and accorded a ceremonial welcome at the airport. Modi tweeted his appreciation of the gesture: "I deeply appreciate kind gesture of His Highness Sheikh Mohammed bin Zayed Al Nahyan, who received me at the airport." Modi is here on a twoday official visit that will see talks focused on boosting cooperation in energy and trade. In a significant gesture, five brothers of the crown prince were also present at the Abu Dhabi Presidential Airport to receive Modi, according to tweets by external affairs ministry spokesperson Vikas Swarup. Abu DhAbi, August 16 (ReuteRs): Prime Minister Narendra Modi visited the main mosque in Abu Dhabi on Sunday in a conciliatory gesture to the Muslim minority back home wary of his past and his Hindu nationalist party. Modi, leader of the Bharatiya Janata Party (BJP), has been dogged by allegations he did not stop religious riots in Gujarat over a decade ago, when at least 1,000 people, mainly Muslims, were killed in communal riots. Date extended for net neutrality comments NeW DeLhi, August 16 (iANs): Stakeholders awaiting the government's guidelines on net neutrality may have to wait longer as some more time has now been given to the people and institutions to give their opinion on the recommendations of an official panel on this subject. "Last date for submission of suggestions and comments on report of committee on net neutrality through the discussion forum under www.MyGov. in has been extended till August 20," an official communique posted on the website of the communications ministry said. The report, submitted by a panel headed by technocrat A.K. Bhargava, was made public on July 16, and said it favoured, among a host of other matters, an end to the free-call regime over the internet. This had evoked strong resentment among the netizens. Still an evolving concept, net neutrality calls upon government, internet service providers and other stakeholders to treat all voice and data services on the Internet equally, and not levy differential tariffs for usage, content, platform, sites, application or mode of communication. Reacting to the protests over the panel recommendations, Communications and IT Minister Ravi Shankar Prasad had told parliament soon after that these were only suggestions and not the final view. "It is neither the final report, nor has the government taken any final view," he said. "Based on the committee report, comments and suggestions received and recommendations of Telecom Regulatory Authority of India, the government will take a considered decision on various aspects of net neutrality, in the best interest of the country." In a set of recommendations that could have ended the free regime for domestic calls made through internet messenger services such as WhatsApp, Viber and Skype, the official panel has suggested that they be treated like regular telecom service providers for tariff and regulation. But it wanted messaging free of tariff.

Modi visited the Sheikh Zayed Grand Mosque, and was later scheduled to visit a labour camp in the ICAD Residential City in the UAE capital. He is expected to address 300 workers for approximately 45 minutes, according to the Indian embassy. On Monday, Modi will visit the sustainable Masdar City, a planned city project in Abu Dhabi, where he will address the UAE business community. Modi will attend a special lunch reception hosted by the Indian embassy at the Oberoi Hotel in Business Bay, where 25 top business community members will be in attendance. India summons Pakistan envoy, conveys anger over border firing
NeW DeLhi, August 16 (iANs): India on Sunday summoned the Pakistani envoy to lodge a protest and convey anger over unprovoked firing with high calibre weapons by Pakistani troops targeting India's civilian population. Pakistani High Commissioner Abdul Basit was summoned to the external affairs ministry in the afternoon. Anil Wadhwa, secretary (East) in the ministry, "lodged a protest, and conveyed our (India's) anger, at the unprovoked firing by Pakistani troops since August 8, particularly with regard to the incidents of yesterday (Saturday) and today (Sunday) in Poonch that saw the systematic targeting of our civilian popu-
lation and the use of high calibre weapons including artillery", said a ministry statement. "The issue of continued unprovoked firing by Pakistani troops since August 8 had been raised on several occasions at the DGMO (Director General of Military Operations) level. "Assurances were also received from the Pakistan military authorities that the firings would stop and their troops would be instructed accordingly. But in fact, the firings have continued up until today," it said. Wadhwa conveyed that the Pakistan government needed to take necessary steps to ensure that the Pakistan military does not undermine peace and tranquillity along the inter-
national boundary and the Line of Control, said the statement. Pakistani shelling in civilian areas along the LoC in Jammu and Kashmir on Sunday claimed two lives, taking the civilian toll in two days to seven. The latest shelling took place in Poonch and Rajouri districts. Eight civilians were also injured. Basit later speaking to newspersons claimed that India violated the ceasefire 70 times and that Pakistan was very concerned about it. The continuing border firing comes ahead of the August 23-24 National Security Advisor-level talks to be held in Delhi between India's Ajit Doval and Pakistan's Sartaj Aziz to discuss terrorism issues.

"From this year onwards, the new IAS probationers will start their career with a three-month stint at the Centre before going to their respective state of posting as per the cadre allocation," he said. The Minister said this latest decision by the Personnel Ministry will provide an opportunity to the new incoming Indian Administrative Service (IAS) officers to be groomed at the Centre before they move over to their respective state of posting. "This will not only help in enriching their perspective, but would also acquaint them with the functioning of the Union
government and enable them to get themselves introduced to various functionaries and officials in the central government hierarchy which may also, later on, make it easier for them to discharge their responsibilities more effectively when they take up bureaucratic, administrative or field assignments in the state," he said. "The incident occurred around 3 p.m. when the accused, Vishwanath, was being escorted for treatment at the hospital. No injury or casualty so far," Deputy Commissioner of
Police (South) B.S. Lokesh Kumar told reporters. Known to be a rowdy element, Vishwanath was arrested in May 2011 in the city on a murder charge and lodged in the central jail on the city's outskirts since then. "After jail doctors recommended further treatment for Vishwanath's mental illness, he was taken to the National Institute of Mental and Neurosciences for check-up and tests, as he was misbehaving with inmates and turning violent," Kumar said, citing jail authorities.
According to a witness, gun shots were suddenly heard in a ward, leading to commotion and panic among patients and hospital staff. "Vishwanath entered a room and locked himself up after firing 7-8 rounds in the air and threatened to kill if he was touched," the DCP said quoting the escorting policeman. Police summoned Garuda commandos of the state reserved police, trained to deal with such situations, to take Vishwanath out of the room alive. Commandos cordoned
off the building in which the prisoner was holed up after patients inside were shifted to other wards. An operation to disarm and nab Vishwanath was on, the police official added. Being Sunday, the hospital in the southern suburb did not have many people, as out-patients are not seen on a holiday and majority of doctors have a day off. City police commissioner N.S. Megharikh and additional police commissioner C.H. Pratap Reddy rushed to the hospital to supervise the operation.
Cardiac arrest can be controlled by CPR: Expert
NeW DeLhi, August 16 (iANs): Cardiac arrest is the number one killer in India, and can be controlled only by administering proper cardiopulmonary resuscitation (CPR), a health expert said on Sunday. "With the increasing lifestyle pressures in today's day and age, the incidence of cardiac arrest is on the rise. An increasing number of people living in urban households and the younger generation are becoming victims of cardiac death," cardiac surgeon K.K. Aggarwal said.
Cardiac arrest takes an estimated 25 lakh lives annually. According to data revealed by the Delhi Economic Survey, 150-250 deaths happen in the city every single day. Out of these, 25-45 deaths occur suddenly with 60 percent of the people dying before they reach the hospital and the largest number due to cardiac arrest. "While prevention is key and awareness needs to be generated about how lifestyle modifications are a must for healthy heart health,
what most people are not aware of is that death is reversible within the first 10 minutes of a cardiac arrest," Aggarwal said. Only CPR compresses the heart between the sternum and the backbone and builds up pressure that keeps the oxygenated blood flowing to the brain and keeps the person alive until a defibrillator becomes available or expert medical help arrives. "It is important to act quickly, for every minute lost reduces the chances of revival by 10 percent," he added.

Her previous book, "Hindus - An Alternative History" ran into rough weather last year over its alleged misrepresentation of Hindus. Eyebrows were also raised over the publisher Penguin India's decision to withdraw and pulp the book after a court settlement. In her new book, Doniger argues that the Kamasutra is more of a feminist text and it is crucial for Indian society to follow its liberal outlook towards sexuality and gender issues. In an email interview with IANS, Doniger said that the Indian government is becoming intolerant and the ban on pornography is indicative of the repression by the state.

Study co-author Gene E. Likens, a distinguished research professor at the University of Connecticut, has monitored Wikipedia’s acid rain entry since 2003. Likens had co-discovered acid rain in North America. “In the scientific community, acid rain is not a controversial topic. Its mechanics have been well understood for decades,” Likens said. “Yet, despite having ‘semi-protected’ status to prevent anonymous changes, Wikipedia’s acid rain entry receives near-daily edits, some of which result in egregious errors and a distortion of consensus science,” he said. In an effort to see how Wikipedia’s acid rain entry compared to other scientific topics, Likens partnered with Adam M. Wilson, a geographer at the University at Buffalo. Together, they analysed Wikipedia edit histories for three politically controversial scientific topics (acid rain, evolution, and global warming), and four non-controversial scientific topics (the standard model in physics, helio-centrism, general relativity, and continental drift). Using nearly a decade of data, Likens and Wilson teased out daily edit rates, the mean size of edits (words added, deleted, or edited), and the mean number of page views per day. While the edit rate of the acid rain article was less than the edit rate of the evolution and global warming articles, it was significantly higher than the non-controversial topics. Across the board, politically controversial scientific topics were edited more heavily and viewed more often, the researchers said. “As society turns to Wikipedia for answers, students, educators, and citizens should understand its limitations when researching scientific topics that are politically charged,” Likens said.

JAyApuRA, August 16 (AFp): The wreckage of a passenger plane which went missing with 54 people aboard in rugged eastern Indonesia Sunday has been found by villagers, an official said, with rescuers expected to head to the crash site. The plane operated by Indonesian carrier Trigana Air lost contact with air traffic control just before 3:00 pm (0600 GMT) after taking off from Jayapura, the capital of Papua province, the search and rescue agency said. The ATR 42-300 twin-turboprop plane was carrying 44 adult passengers, five children and five crew on the flight which was scheduled to take about 45 minutes, it said. But the plane disappeared about 10 minutes before reaching its destination Oksibil, a remote settlement in the mountains south of Jayapura, shortly after it asked permission to start descending to land. Officials said initially that villagers in the Okbape district of Papua reported seeing a plane crash. The transport ministry later said local residents had found the wreckage. “The plane has been found (by villagers). According to residents, the flight had crashed into a mountain,” said the transport ministry’s directorgeneral of air transportation, Suprasetyo, who goes by one name. Officials were still verifying the information from local residents, he said. There was no information about whether anyone may have survived. Search and rescue teams, police and the military would head to the site as soon as possible Monday, said transport ministry spokesman J. A. Barata. ‘Dark and cloudy’ After the plane failed to land, Trigana Air sent another flight over the area to hunt for it but the aircraft failed to spot anything due to bad weather. Captain Beni Sumaryanto, Trigana Air’s service director of operations, told AFP that Oksibil was “a mountainous area where the weather is very unpredictable. It can suddenly turn foggy, dark and windy without warning. “We strongly suspect it’s a weather issue. It is not overcapacity, as the plane could take 50 passengers.” Barata said the weather in the area had been “very dark and cloudy”. Trigana Air is a small airline established in 1991 that operates domestic services to around 40 destinations in Indonesia. It has suffered 14 serious incidents since it began operations, according to the Aviation Safety Network, which monitors air accidents. The airline is on a blacklist of carriers banned from European Union airspace. Small aircraft are commonly used for transport in remote and mountainous Papua and bad weather has caused several accidents in recent years. On Wednesday a Cessna propeller plane crashed in Papua’s Yahukimo district, killing one person and seriously injuring the five others on board. Indonesia has a patchy aviation safety record. In December an AirAsia plane flying from the Indonesian city of Surabaya to Singapore crashed in the Java Sea during stormy weather, killing all 162 people on board. The aviation sector in Indonesia is expanding fast as the economy booms but airlines are struggling to find enough welltrained personnel to keep up with the rapid growth.

IsLAmAbAD, August 16 (IANs): Pakistan’s Punjab province Home Minister Shuja Khanzada was among 12 people killed on Sunday in a suicide bomb attack which destroyed his office in Attock city, authorities said. Khanzada, a retired colonel of the Pakistan Army, succumbed to serious injuries he suffered after being buried under the rubble of the building, Punjab chief minister’s advisor Syeed Ilahi told Geo TV. According to interior ministry sources, Pakistan Tehreek-e-Taliban splinter group Lashkar-e-Jhangvi (LeJ) claimed responsibility for the audacious suicide attack. It was not immediately clear how many attackers
were involved and how the explosion occurred. At least 100 people were estimated to have been in attendance at the Jirga (community council meeting) being held at Khanzada’s political office. Khanzada, who was given charge of the home ministry in October last year, was facing death threats since the killing of LeJ chief Malik Ishaq in July. The powerful explosion brought down the minister’s office, trapping 20-50 people including the minister. Khanzada’s son Sohrab said his father was in the office when the blast took place. A number of bodies were pulled out of the rubble. The minister was actively involved in major op-
erations against terrorist groups. His department is responsible for the maintenance of law and order in Pakistan’s most populous province. Rescue operations were underway at the scene of the attack, media reports said. Helicopters had been pressed into service to ferry the injured to hospital. More than 720 people remained in hospital four days after Wednesday’s disaster, which sent massive yellow and orange fireballs into the sky, rained burning debris on to a vast industrial zone, crumpled cars and shipping containers, burnt out buildings and shattered windows of nearby apartments. President Xi Jinping on Saturday urged authorities to improve safety and learn lessons paid for with blood. China evacuated residents who had taken refuge in a school near the site of the blasts on Saturday after a change in wind direction prompted fears that toxic chemical particles could be blown inland. It was not clear from media reports how many people
were evacuated, but the order came as a fire broke out again at the blast site, a warehouse specially designed to store dangerous chemicals, according to Xinhua. Officials acknowledged the presence of toxins but said they posed no risk to people outside the evacuation zone. “I can responsibly say that there will be no secondary damage to the people,” Shi Luze, the chief of staff of the People’s Liberation Army’s Beijing Military Region, told reporters, referring to people outside the zone. Shi confirmed the presence of more than 100 tons of deadly sodium cyanide, stored at two separate sites. Industrial accidents are not uncommon in China following three decades of fast growth. A blast at an auto parts factory killed 75 people a year ago.

Article 371(A); a Victim of Nagaland Assembly

owhere in India people enjoys as much right over land and its resources than the people of Nagaland. Our time immemorial customary right over our land and resources, inserted as a provision in the Constitution of the Country as Article 371(A), is the soul and spirit of our existence to live in dignity and honor. Our political movement for self determination spanning six decades now has its firm foundation on this inherent right in the form of a Memorandum called the “Memorandum to the Simon Commission” submitted on 10th January 1929 signed by the humble but noble signatories, majority of who were illiterate. Our Customary Rights provisioned in the Article 371(A) of the Constitution is so sacrosanct that it is the envy of all other States of the country and any new political arrangement will demand for its extension to all Naga inhabited areas. In contravention to this time tested truth, it is very painful to note that DAN Government has mindlessly misconstrued and massacred the people’s right to ownership of land and resources guaranteed in the Article 371 (A) and reduced it to a mere decorative piece through an Assembly resolution that led to fermentation of a notorious regulation called Nagaland Petroleum and Natural Gas Rules & Regulation (P&NG Rules & Regulation) 2012. And the worst concern is either the politicians are not aware of the crime they have committed or they have purposely legalized it prompted by their insatiable greed and vested interest. Both ways, it is sheer stupidity. And the most brainless part of it is stupor of the rest of the Nagas except few who, understanding the severity of the matter, had been fighting against this nonsense regulation and modality of the State Government ever since. The fundamentally wrong contentions in the P&NG Rules & Regulations for the public to analyze are pointed out below. There are various issues which needs rectification but the following are the most fundamental in the context of this write-up. (1) Nagaland Government claiming itself Land Owner No-3 in its modality saying, “Wherever Government owns land” is extremely presumptuous and illogical because lands purchased by the State Government still belong to the people customarily. The claim is absurd for the simple reason that just because the State Government has purchased a plot in a village for putting up an office building it does not become coowner of the village properties. MLAs must understand that the State Government, being a welfare government, will continue to purchase land as per need for further welfare activities but that does not right the Nagaland Legislative Assembly to claim ownership over land and its resources that inherently as well as legitimately belongs to the people. Tribes of Nagaland are supreme as far as ownership of land and resources are concern unlike citizens of the other erstwhile princely States where the Government is the supreme owner of land and its resources. (2) The P&NG rule which talks about ‘Revenue Sharing’ instead of ‘Royalty’ disgracefully scrapes and nullifies the customary right to ownership of land and resources of the people. Through a devious act of swapping the word ‘royalty’ with ‘revenue’ in the P&NG Rule, Nagaland Government has divested the people of their ownership of land and resources but alas except a few none seem to have understood the unforgivable blunder. ‘Revenue’, as is known, is government’s money/wealth while ‘Royalty’ is an acknowledgment of ownership of land, resources etc. No royalty, clearly means, no ownership. Royalty is the only guarantee to ownership. Revenue is purely Government’s income for further development of public welfare and hence sharing it with private or individual will amount to glaring violation of Government’s Financial Rule. No sensible Cabinet/Government will make a rule which violates another of its own rule. Nagaland Cabinet’s journey of nullification of the Article 371 (A) began with formulation of Cabinet Committee on Oil and Natural Gas in 2009 which gave contract amounting to Rs. 64 lakhs to a Consultant called Thorntorn, who knew little or nothing about Naga Customs or System of ownership of land and resources to come out with a modality on petroleum and Natural Gas. The Government, in 2010, then basing on this faulty modality adopts a resolution under the shadow of Article 371(A) merely to give a legitimate face but the contents were far from the rights enjoyed by the people. And in 2012 Nagaland Petroleum and Natural Gas Rules and Regulations was approved. After approval in the Assembly, it called for a State Level Consultative meet on ‘Transfer of Land and its Resources’ of all the Tribal Hohos adorned by top Naga legal luminaries at Kisama during the same year. At the meet, immediately after the speeches by the empanelled speakers led by then Chief Minister was over rather than inviting the delegates for deliberation, the then Chief Secretary who chaired the meeting stood up and read out four resolutions one of which said, “Nagas are owners of land but their ownership is only the top soil.” This was shocking to me and my companion but what was more shocking was the utter dumbness of the various Tribe Leaders who rather than reacting against it clapped their hands in acceptance. What a way to honor our time immemorial custom!! If I am not wrong, the Tribal leaders are supposed to be defenders of our customary practices and ownership of land and resources. This was the pre-lunch drama. After lunch, two groups; the other on consultation on 33% women reservation, came together and on assembly a question was raised from one of the delegates who was in the 33% Women Reservation group as to whether any resolution was made on land and resources to which the then Additional CS, who chaired the session, reluctantly read out the resolutions again. An opportunity being opened for challenging the ridiculous resolution, my companion responded with outmost intelligence on the fallacy of the resolution and to which the chairperson wisely observed that the day’s resolutions aren’t worthy of a resolution but at the most considered as a suggestion or recommendation only. The schizophrenic mentality of our politicians and the Hoho officials did not end there. In continuation of the Government’s persistent effort to legitimize the illegitimate P&NG Rules and Regulation, another State Consultative Meet with the Tribal Hohos, and political leaders of various parties was held on 6th November 2013 at Capital Convention Centre on the Article 371 (A) along with deliberation on the Rules of Executive Business. At the end of the speeches by the top leaders and the legal luminaries on the subjects it was interesting to observe, at least for me, that the same people who had unquestioningly resolved against the ownership of land and its resources enshrined in the Article by resolving that “Nagas are owners of land but only the top soil” resounded with shouts that they would even stage dharnas at Delhi to safeguard the Article 371(A). What an ingenious way for our leaders to safeguard its people’s rights!! This type of reasoning or no reasoning or behavior of persons is termed by our forefathers as having a “goat’s brain”. (sakoli laka timak) In conclusion, the above elucidation glaringly exhibits that the NP&NG Rules and Regulation and the Modality have not been framed and passed by Nagaland Legislative Assembly in the best of minds. The regulation outrageously demeans the fundamental customary ownership of the Nagas on which rests our sustenance and dignity as a people enshrined in the Article 371(A). For the sanctity of the Nagas, the Regulation and Rule be rectified in the true spirit of our customary right, or be scraped forthwith. The greatest doubt and apprehension today is when our present leaders cannot reason and abide by the minimum laid down customary rights in governing a small State like ours which requires only a minimum common sense and honesty what kind of contribution will such leadership give to the Naga political issue is the biggest question. efore Indian Independence (1947) during British regime the Nagas were under the Naga Club as the Father Umbrella (and NNC as a subsequent formation) without any people and land division. Nagas were not known as Nagas of Assam, of Manipur, of Arunachal or the Myanmar Nagas. Instead Nagas were known as Nagas (of Nagaland). The Indian Independence has unfortunately fragmented the Naga People and the Naga Land into five parts scattering the people in different states and country through Divide and Rule Policy of the Government of India. Today the people and the land are divided After Indian independence, the then Prime Minister Pt. Jawaharlal Nehru has declared Nagaland as a 16th State of Indian Union, with the political agreement under the External Affair signed between Naga People’s Convention on 1st Dec 1963. During that day the Naga People’s Convention demanded for integration of all contiguous Naga inhabited areas should be under one administrative umbrella, but the GoI has given assurance it will be integrated in any time, according to the ‘Constitution of India No. 4 & 5’. An assurance which never seems to realize. In this agreement Nagas were divided into five parts, i.e, Nagas of Nagaland, Manipur Naga, Assam Naga (N.C. Hill), Arunachal Naga, Myanmar Naga (International). Nagas of Indian and Myanmar are divided without consulting the citizens from both sides. The International boundary pillar dividing Nagas of India and Myanmar Nagas was constructed in the year 1970-71, but the Nagas of both side of the boundary destroyed and pulled down the pillar of division deciding to live in one land together as brothers undivided. The GoI’s policy of dividing the Nagas into five pieces has led to so many conflicts within the Naga brothers. Refusing to agree upon the 16th Point Agreement, the NNC leaders went
to other country like England, China and Pakistan, etc, seeking for solidarity to Nagas problem and betrayal by the GoI. An agreement and a policy that which divides the Naga people and divide its land cannot be tolerated nor accepted. With history being written and known, what rightly belongs to the Nagas cannot be refused. There was no denial and agitation before whenever the Naga leaders has claimed back the divided parts of Nagaland to be integrated into its original form, but now there is much resentment and refusal from Assam, Manipur and Arunachal Government. And such selfish approach to deny justice and equality is totally wrong and unlawful. The neighbouring state has created the problem only after signing the 16th point agreement. NNC were fighting with both the country India and Myanmar for political sovereignty. The GoI should understand that the Naga Integration problem is not only a national problem but an international issue, and thus handle the issue with this in matured consideration. It is the GoI’s (during Congress reign under Late Shri. Pt. Jawaharlal Nehru’s leadership) policy of Divide and Rule which has created the Naga disintegration problem and it should be the GoI’s responsibility to correct the mistake and integrate Nagaland in its historical original form without manipulation and delay of any kind. For the demand is not an imagination based claim, but based on fact history. There is deserving expectation from the Shri. Narendra Modi led Government that justice will be done. Therefore with this truth being tabled, the Hon’ble Prime Minister of India Shri. Narendra Modi and the BJP Government is requested to solve the Naga issue with an earnest effort and concern for the people of Nagaland. Cheno Konyak Naga Ex. We bow down our heads in their remembrance and salute their courage to liberate the Naga nation from the occupational forces. Whatever we are and wherever we stand today is the legacy we have inherited from them. Their sacrifices can never be overlooked and cannot be disputed by anyone. As such, many Naga people may have mold their opinion in favor of Mr. Khaplang, who has not dropped the issue of sovereignty and therefore, must be all praise, for standing steadfastly for the Naga cause but, dear Naga people is it ok to talk and shout sovereignty without actually doing anything to achieve it? Mr. Khaplang himself is a confuse man and he has no proper roadmap on how to raise the Naga political issue and in what platform? He has no any contact with any intellectual people, group or community of international repute neither do he has any direct contacts and better relationship with any of the group or people or organization among the Nagas of Indian side rather he has diluted the sacred right of Naga sovereignty by assimilating himself with other non-Naga groups who are staunchly against the interest of the Nagas. The institution which Khaplang has managed to built and the honor and respect he has able to make in the hearts and mind of the Naga people are being shamelessly exploited by a handful of selfish people like Mr. Niki Sumi, Mr. Isak Sumi, Mr. Starson to meet their lust. Their one and only agenda is to use the BRAND KHAPLANG and sell it in the Market to make maximum benefits for themselves. The word sovereignty is just and icing to help look good and tasty but the reality is altogether different. Therefore, dear Naga people do not be carried away with the handful of ambitious people who
are cheating on Khaplang for their personal benefits. As Khaplang is without any clear concept so also are his few followers who do not have any idea where they are heading? As on earlier occasion I have made it clear that, Sovereignty is nobody’s individual property so also it does not belong to Khaplang. It is with us, it is with the people, if our intention is clear no body can stop us from achieving it but at least, not through people who lack understanding and political prowess. Not through the one who is suspicious in nature and vulnerable to excuses and accuses. Khaplang never understood to put his weight for the benefits of Nagas of Indian side which he could have done and by doing that, he would have helped himself by helping us but, his selfish nature made him to feel that, he should not allow the Indian Nagas to benefit in any way including taking shelter from the Indian Security forces. While we kept yearning for an acceptable and honorable solution, Khaplang kept disputing for sovereignty while actually doing nothing practically to achieve it either against the Union of Myanmar or Union of India. Dear Nagas, the people of eastern Nagaland are equally as dear to our heart as any other Nagas. They are in no way a second class Nagas. It is our responsibility to raise their status in the eyes of other communities and the world else, we will never be able to live and die in peace. They should not be punished for any fault of them rather they have bore more brunt of the Khaplangs atrocities which includes the atrocities from other non-Naga groups and factions. Therefore, I wish to appeal to all the Nagas, particularly of the Indian side that, by encouraging Khaplang and a handful of his goons we are actually encouraging atrocities against the poor Naga brothers, sisters, mothers on the Myanmar side. SPECULATIVE GAME : EQUI-INVOLVEMENT HIV??? No...I fear
T
he speculations being shared is pessimistically optimistic view spawned by circumstance. The 3rd August 2015 agreement drama between GoI and NSCN (IM) wrapped in absolute secrecy has only succeeded in transmitting a serious foreboding and an uncomfortable feeling that something is not quite forthright here despite the belief that NSCN (IM) would have definitely done everything possible within their powers not to easily compromise the case of the Nagas without a fight. One had hoped that the Ato Kilonser NSCN (IM) will shed some light on some of the salient feature of this agreement if not all, during his Naga Independence Day 2015 speech but the people still remain as clueless as they were before this agreement. The talk of "Shared Sovereignty", the "Accord", the "Framework Agreement" will all remain a meaningless jargon of mumbo jumbo word or phrases as long as the actual contents of the 'acclaimed agreement' is not made known to the stakeholders. On the face value of it, reaching any kind of an agreement between conflicting parties deserves to be applauded and is applauded. Yet the overall natural reaction of the Naga people to this news has at best been limited to cautious apprehensive appreciation leaving the window of speculation wide open. This author has therefore been sorely tempted to look out through this speculative window and this is what he sees. This "Accord"/ "Shared Sovereignty"/ "Framework Agreement" news ought to have been greeted with a spontaneous explosive celebration like all 'long awaited good news' induce...for finally being able to scratch the 69 years' old itch. This good news has however only allowed the people to tantalisingly have their finger reach the itch zone but disappointingly find that their fingers have been disabled from scratching the itch because of an unseen barrier. This spontaneous response to genuine happiness has therefore not happened in Nagaland except for a minor ripple on the South of the border perhaps. It has tasted more like a delicious dish being served without salt. The simple fact that sticks out like a sore thumb is the low key execution of this agreement between NSCN (IM) and the Interlocutor and not with the Prime Minister of India which essentially eliminates the picture of finality. The two negotiating parties having finally 'agreed' to a charted out general path that they would want to walk down together in search of that final solution is more the scenario that has emerged from it all and not the final solution itself. A Federated relationship with India within the India Constitution is yet another compelling picture that appears in the canvas. Taking all these cautious speculative conclusions into consideration, there remains an inescapable proceeding that requires to be put on the reality scale for a healthy analysis and debate: the subject of consultation. Scenario No. 1: For all the past decades of conflict, the State Government had been relegated to a status of a mere helpless spectator because of the uncompromising assertion for 'absolute sovereignty' from the Indian Union. The subject seems to have shifted to a 'Federated relationship with India within the Indian Constitution'. If this is so, it opens up a brand new chapter where the State Government gains legitimacy to directly participate or assist in scripting the content of the final settlement. This fresh perception of a Federated relationship with India may sound unpalatable to many but the Nagas must also wake up to the realities of changing time. Sovereignty as we once perceived has undergone a sea change with "global village concept" now realistically taking roots. The drastic transformation that has taken place in Europe where the Euro, the common European currency, has reduced the geopolitical boundaries of each Country to mere superficiality with unrestricted visa free travel convenience between the European countries...is an eloquent definition of sovereignty in the new reality context. Within the ambit of this new perception on sovereignty, if equality of identity with dignity, collective/ individual freedom with unassailable rights and economic welfare is fully safeguarded, will an honourable Federal Relationship with India find reasonable acceptance amongst the Nagas? Think about this dispassionately. Scenario No. 2: On the issue of "Integration" which NSCN (IM) seems to be addressing on a loose non-Constitutional "Pan-Naga framework" of some kind which is totally unclear, the State Government seems to now be better placed to mount a more direct formidable legal charge for a "Consolidation of Contiguous Naga area" as envisioned under Clause 13 of the 16 Point Agreement which has unanimously been resolved and endorsed by the Nagaland Legislative Assembly several times.
NSCN (IM) ought not to have reservation in accepting the participation of the State Government on a spirit of team work to reinforce and keep this part of the subject of "Integration" alive on a more legally legitimate frame even from the standpoint of the GoI. Their shadow presence on the subject would make the States' effort more compelling for the GoI for a change. Taking these two scenarios into consideration with the assurance of NSCN (IM) that the Civil Societies will be consulted before the final settlement, focus on 'how' such a consultation should take place gains relevant significance. NSCN (IM) and the State Government should carry out their respective responsibilities in tandem to generate a "comprehensive conference of all the Tribal Apex Hohos and other Civil Bodies along with all the Village Councils/GBs from every Naga Villages" including all NPG Factions for a true conclusive endorsement on a given subject. Lessons must be learnt from the recent initiative taken by the Government of Nagaland holding a 'consultative meet' with all the Apex Tribal Bodies and other Civil Societies on 31st July 2015 merely to have them endorse a pre-conceived Assembly resolutions, which is a meaningless unproductive exercise without a true moral force of a public will. It is the same old story of all consultative meetings conducted by the State Government on various controversial issues that is: (a) desperately constrained by time where no fruitful deliberation can ever be assimilated; and (b) where pre-decided resolutions are adopted in the name of the representatives gathered at such meetings no matter what opposing views were otherwise expressed by the representatives during the meeting. We would be running into troubled times if NSCN (IM) approaches the subject of "consultation" in a similar manner. The Naga Political issue is now 69 years old and running and it is about time that a more meaningful, systematic and pragmatic deliberation is had without being impeded by time constraints. If we expect others to take us seriously it is important for us to first understand our social structure and strength carefully. From the beginning of time our social strength has flown through the chieftains or selected elderly leaders of the community who have provided leadership for ages through the honourable Council of Elders. Though the Apex Tribal Hohos represent their respective Tribes in an overall manner we must recognise their general limitation in not being able to endorse any resolutions on an issue such as the Naga National solution on their own without first assessing the will of their respective Tribesmen. The Apex Tribal Hohos and other NGOs proclaiming appreciation for the "Accord" and excitedly flocking to Hebron is more their individual sentiment being expressed and should not be misread as a Tribal / constituent endorsement because their respective Tribes / constituents have not been consulted as yet on an issue such as this. Going gaga overboard on an "Agreement" that we know nothing about also describe the overall flippant mental health status of the people of Nagaland. Therefore instead of issuing an eleventh hour notice to all Tribal Apex bodies, the NGOs and other civil societies for consultation to perfunctorily endorse a pre-structured resolution, the terms of "proposed agreement" that NSCN (IM) would want an endorsement must first be explained and circulated to the entire Tribal Apex Hohos including all the other NPGs well in advance to enable each to facilitate a thorough debate within their respective sectors on a set time frame. Thereafter, have a Pan-Naga Apex Hoho conference along with their respective Village Councils/Tribal Chiefs/GBs from every village, including all NPG Factions and work on a consensus endorsement through an unhurried deliberation. If necessary, have the conference for weeks. The State Government has been spending crores for frivolous ventures. As compared, this investment, whatever it takes, will be worth a redemptive effort and will be as good as a replication of the 1951 plebiscite in terms of a moral force well ventilating the will of the Naga People under a new dispensation. This would carry a very powerful message not only for the GoI but also for our NPGs who refuse to participate. It will also have a healthy impact on the National and International media if we manage the proceedings carefully. It would pave the way for a smoother and lasting conclusion with mass based support visibly being confirmed. he enormous burden of stigma, and the resulting secrecy, shame and anxiety, will continue to block efforts to encourage people to be tested, disclose their status, prevent transmission of the virus, and access treatment. N (Name changed) is one of those thousands of young people in Nagaland and was the most loved child in the family being the youngest. A shy girl having completed her higher secondary education in shillong and other trainings that adds to her careers was at first felt weak and sick for many days. After few weeks she became more and more unwell, she had aches and pains and a rashes was spreading quickly. She knew something was wrong for few days and got tested positive for HIV in 2014 in one of the ICTC in Nagaland. Then came the shock! My life changed in a matter of seconds. During this time, worry and I became good friends; worry brought along stress, anxiety, fear and depression to keep me company despite. Telling my parents was awful and they never flinched at the news; just saying ‘never mind love, just live life as healthy as possible’, It felt like I had really let them down but I know that they are intensely proud now. In fact she was lucky that she had lots of family support; they were able to cushion her through that initial period of shock. Through the support of her brother who was well accustomed with the programme encouraged and helped her to start ART from ARTC with the support of NMP+ Mokokchung. But the saddest part is how challenging her life was and how she faced discrimination during that period. Hoping to find relief and support; she was admitted to a hospital one fine day for a treatment as side effects occurred as and when she started ART and also for treatment of Herpes all to find; being stigmatized at the Hospital ignoring her rights for treatment. One fine cloudy day, staffs from the NMP+ Mokokchung visited her and shocked to find a hospital staff neglecting her duty by refusing to dress her up for herpes saying I can’t and will not dress up and won’t take the risk. Seeing the discriminating act upon Ms. N, The Network of Mokokchung District People Living with HIV/AIDS (NMP+) visited and met the concern hospital staff who happens to be a nurse by questioning on what ground despite her bounded duty refuses to treat, was she not being trained on HIV/AIDS and also the consequences for being denied the right to treatment of Ms. N. After an hour long deliberation on the issue, the nurse accepted her mistake and ignorance and thereafter Ms. N was treated and provided all necessary assistance and ensuring her fair treatment. As Ms. N’s health begun improving, with tearful joy she says “The stigma I thought I would face by meeting other people quickly turned into love, support and understanding from my peers. I was able to off load, I was able to advice, and able to share and explore the many wonders of life”. It was a life changing experience, and my life took a turn for the better! Though her other health implications and opportunistic infections were being treated, the side effects of ART still haunts her so she was referred to ARTC Kohima with the initiatives from NMP+ Mokokchung. As i reached Kohima, i was impressed by the staffs and members from the Network of Kohima District People Living with HIV/AIDS (KNP+) who despite of their day long activities and tireless outreach visited me and talk about my health conditions so as to help and show me the path for a better treatment. Iam glad now that the side effects have been stabilised and my CD4 count has improved.With the support from both the NMP+ Mokokchung and KNP+ Kohima, Ms. N currently is on Alternative first line ART treatment and is living a normal life with good health. Ms. N currently volunteers with KNP+ Kohima and says that it’s great to work and volunteer closely with so many other HIV-positive people. I can share my fears and doubts and I don’t have to live in fear of people finding out. Working with peers and the people around me has given me a lot of confidence. You question what life is all about and what’s important. You prioritise things and realise that life is precious. I always remember to be grateful for life and take pleasure in simple things.’ “HIV/AIDS affects mind and soul. For some, they thought this was the end of their life. But having people encouraging them... it has made them start thinking of their family, start thinking of their dreams ........” When the family and community around an individual are supportive, understanding and caring, people are more likely to protect themselves and others from transmission of HIV. Rohit Shetty under CBI A scanner for allegedly ‘bribing’ Censor Board

ingham Returns' director Rohit Shetty has now been put under the CBI scanner for allegedly bribing ex Censor Board chief to pass their film. The Mumbai unit of CBI has called in for a probe and are investigating the matter. CBI Mumbai unit has also asked a case to be registered against Rohit Shetty and the producers of 'Singham Returns' for allegedly bribing Rakesh Kumar, ex Censor Board chief to give them a no objection certificate. The CBI sent in the recommendation to their Delhi headquarters in January this year. 'Singham Returns' which released in the Independence Day week last
year was censored a week prior to the release on August 8, 2014. When contacted, Rohit Shetty was unavailable for comment The Censor Board has been mired in controversies for over a year now. It all started when former chief of the Central Board for Film Certification (CBFC) Rakesh Kumar was caught taking bribes from various film producers and directors to pass their films without thorough censorship. Kumar used to allegedly delay issuing Censor certificates to films to put pressure on producers to bribe him. But with Rohit Shetty's name doing the rounds now, the controversy has taken a new turn altogether.

ctor Shadaab Khan, son of noted actor late Amjad Khan, said he is working on a biography onhis father. “I am working on a book on my father and will start it next year. The book will have details about his professional and personal life. We want everyone to know about the great work he has done as an actor and how he was in real life,” Shadaab told in an interview here. In his career spanning nearly two decades, Amjad Khan has worked in over 130 films but is best remembered for his iconic portrayal of villain ‘Gabbar’ in 1975 cult ‘Sholay’, which completes 40 years today. Shadaab, who made his acting debut with Rani Mukerji in “Raja Ki Aayegi Baaraat”, said he is proud of achievements of his father. “He was a strong performer... he did landmark films. In real life he was a very down to earth person. He taught us to stay humble in life,” he added.

lvis Presley's Former Nurse has released a Memoir featuring stories about her time working for the music legend. Letetia Henley Kirk has written a tome titled Taking Care of Elvis - Memories with Elvis as His Private Nurse and Friend, which is a collection of short stories as well as never-before-seen photos of her time with the music icon. Kirk first met Presley in 1968 when she treated him at the medical clinic in Memphis, Tennessee where she worked, and by 1972, he invited her and her husband and two young daughters to move to his famous Graceland compound to become his regular carer. Kirk and her family lived at the sprawling Memphis property until 1983, six years after Presley's death, and now she is finally ready to share her

To compound the humiliation, Stone kept on forgetting her lines. Today, however, Stone is ebullient. She's about to appear in Agent X, a TV show in which she plays the vice president. "Now I'm stronger," she says. "And I can be abrasively direct. That scares people, but I think that's not my problem. It's like, I have brain damage; you'll just have to deal with it."

Jakarta, august 16 (PtI): Saina Nehwal’s quest to become the first Indian world champion in badminton ended in heartbreak as she lost in straight games to title holder Carolina Marin in the summit showdown of the mega-event in Jakarta on Sunday. The world number two Indian went down 16-21 19-21 to her numero uno nemesis from Spain in a
match which lasted 59 minutes. It was the second successive loss in a major final for Saina even though the silver medal she settled for is the best performance by an Indian in the showpiece. Saina had incidentally lost to the same opponent in the All England Championships final earlier this year. This was India’s fifth medal at the World Champion-
ship after P V Sindhu clinched the bronze twice in 2013 and 2014 and Jwala Gutta and Ashwini Ponnappa notched up a bronze in women’s doubles at the 2011 edition. Jakarta, august 16 (reuters): China's Chen Long produced a fitting display for a top seed and defending champion to claim a second straight world title with a pulsating 21-14 21-17 victory against Malaysian nearly-man Lee Chong Wei on Sunday. Lee has topped the world rankings for a record 298 weeks during a long and illustrious career but once again came up short against a Chinese player at the top of his game in a fourth world championship final defeat in as many matches. Chen has replaced Lin Dan as the top male player following his breakthrough world title triumph a year ago and the rangy 26-year-old has also replaced his compatriot as Lee's arch nemesis after repeating last year's win over the Malaysian. Lin has beaten Lee in four major finals, including the last two Olympics, but Chen has emerged from the shadow of a player many believe to be the greatest ever with a complete game built on his supreme agility, speed, power and fitness. At 1.87 metres, Chen also boasts a court-covering reach and used all of his attributes to rein in the fast-starting Lee, realising he was dominating when he attacked and coming off second best in the tactical rallies. Once he took the lead at 1110, Chen looked unstoppable and reeled off 16-of-20 points to claim the opening game before storming out of the blocks in the second to forge a six-point lead by the interval. Arsenal edge out Crystal Palace in earlier game to seal first points of the new season loNDoN, august 16 (ageNCIes): Sergio Aguero's exquisite solo strike and late goals by Vincent Kompany and Fernandinho earned Manchester City a 3-0 win over Chelsea in the first heavyweight showdown in the Premier League, compounding the defending champions' early-season problems. Aguero made amends for a slew of early misses by exchanging passes with Yaya Toure, twisting inside his marker and placing a pinpoint shot inside the far post in the 32nd minute. Such was City's dominance and attacking threat in the first half that Chelsea manager Jose Mourinho substituted captain John Terry at halftime to shake up his team. A hungry-looking City kept the initiative, though. Kohima emerges overall champions in State Taekwondo championship
kohIma, august 16 (mexN): Kohima district emerged overall champions at the 28th Nagaland State Taekwondo Championship organized by Nagaland Taekwondo Association (NTA), which concluded on Friday at IG Satdium. Kohima district bagged 36 Gold medals, while Mokokchung district with 19 medals emerged as runnerup in the medal tally. Altogether 155 players from seven districts- Kohima, Mokokchung, Wokha, Mon, Peren, Longleng and Kiphire participated in the championship. NTA General Secretary Lhouliebei-o Khezhie The 53rd National Taekwon Do seminar organised by Nagaland Taekwon Do Federation (ITF) was held at St Stephens Higher Secondary School Dimapur from August 13 to 15. maNgkolemba, august 16 (DIPr): In view of the 69th Independence Day celebration, an Inter Ward tug-of-war competition was organized at Mangkolemba town on August 15. Parliamentary Secretary for Housing, Er. Levi Rengma whistled open the competition. Altogether eight teams – seven wards and the administration team – tussled for the trophy. In the final, Mangko and Hokiyong ward tussled for five rounds where the later won over Mangko ward for continuously three rounds and were adjudged as the champions. The winning team walked away with a cash prize of Rs. 5000/- along with a running trophy while the runners up were also awarded with a running trophy and an amount of Rs. 3000/-. All the participating teams were given Rs. 1000/- each. The champion’s trophy was donated by Tinu Longchar, SDO, PHED while the runners-up trophy was donated by Er. I. Tiameren, EE, PWD (R&B).
