Parliamentary secretary for higher & technical education Deo Nukhu today said the state government is taking all possible effort for upgradation of higher education in the state. Recognizing immediate needs of Dimapur Municipal Council (DMC) in undertaking various developmental activities, Parliamentary Secretary for Municipal Affairs and Statistics & Economics, R. Tohanba on Tuesday assured of providing excavators, dumpers and bulldozers to the Council. Speaking after inaugurating newly constructed road at New Market and drainage on both sides of the road, Tohanba lauded the DMC for initiating various works under the leadership of its Administrator, Atokhe H. Aye. He said there was a vast difference in the working system of DMC during its earlier tenures and the present tenure. He said affairs of municipal councils were not

run with funds provided by the state government but with revenues in the form of toll taxes. As such, Tohanba said, the resources were limited for the municipal councils and that those submitting representations requesting works to be undertaken in their areas should also contribute towards such public works.

He appealed the people to join hands with DMC so that various developmental activities could be taken up effectively. Tohanba also said that the department was mulling upgrading some town committees to that of municipal councils. DMC Administrator, Atokhe H. Aye renewed

his appeal to the citizens to inculcate sense of hygiene by throwing wastes and garbage in the designated places at specified timings. He said the DMC was planning to embark on a poster campaign to create more public awareness on sanitation. This year alone, the DMC has constructed six roads and 33 dustbins

RGNIYD brings legal sensitisation to young women

Kohima, august 18 (mExN): A legal awareness programme was organised under the aegis of the Rajiv Gandhi National Institute of Youth Development (RGNIYD) at Kohima Science College, Jotsoma for the Science Hostel girl students on August 15. A press note stated that Dr. Anungla Aier, Principal of Kohima Science College, Jotsoma in her welcome address congratulated the RGNIYD for focusing on the need of legal sensitisation to young women, which is very much the need of the hour. She expressed her concern that, in a society riddled with customary practices which is still considered very strongly by the male counterpart and the mis-

use of Art 371A of the Constitution of India, we need to be aware of our rights and counter all kinds of wrong practices. She mentioned that in a research carried out by the Women Studies Centre Nagaland University on legal sensitisation of women at workplace in the year 2008 there were hardly 20% of women who were legally aware of their rights in Nagaland. Four resources persons from the legal background were drawn together to speak on various legal topics. Continuing its objective of empowering women and girls, Incessant Welfare Society Nagaland is organizing apparel designing training cum workshop at Notun Basti here. The three-day free training being attended by 20 women and girls representing all five khels of Notun Basti started today at the community hall. At the opening programme, president of the society, Azungla Imsong, asserted that the training aims to make the trainees learn something and do something on their own.

Highlighting the objectives of the society, which include uplifting girls and women, Imsong stated “we are attaining women empowerment.” However, she noted there are still instances where women are underestimated. Pointing out the excess employees in the State government, he said the government is focusing on imparting trainings to generate self employment. KMC activities highlighted in Kohima DPDB Kohima, august 18 (DiPR): The Kohima District Planning & Development meeting for the month of August 2015 was held at DPDB Conference Hall on August 17. The meeting was chaired by the Deputy Commissioner, Rovilatuo Mor IAS. At the outset, the chairman welcomed all the members present in the meeting. Reviewing the last meeting minutes, the chairman reminded all the Village Adoption Committees on the dateline given for submission of their final reports i.e. 15th September 2015. He hoped that the committees would complete the scheduled works in time so that it could be taken up in

the next DPDB meeting. KMC Administrator, Kovi Meyase gave a power point presentation on its departmental activities and status where he highlighted some issues of concern and requested the DPDB to extend its help in taking up the issues in regard to National Scheme to the Government level for the benefit of the public. He also appealed to the DPDB for apportioning an annual grant to all the wards for O&M of their sanitation vehicles since the vehicles have become old and its maintenances is a major cause of concern for all the wards. Around 300 volunteers from the Angami Students’ Union (ASU) picketed the three offices of the Department of Veterinary and Animal Husbandry Directorate, the district office and the SCGF, State Cattle Breeding Farm office at Lerie, Kohima on August 17. The ASU volunteers barred employees from entering the offices as part of its first phase of agitation. The agitation was held

against the backdrop of the department’s failure to cancel the appointment of a cattle attendant at SCGF, Lerie. As is conventionally the norm in the rest of the districts in Nagaland where the lower grades especially III and IV posts are filled by the indigenous inhabitants of the district, the ASU had also demanded the same in Kohima. However, despite giving 15 days to the department for cancellation of the appointment, where a candidate from another community was appointed, there was no response. Tension prevailed today in Manipur’s border town Moreh in Chandel district which borders Myanmar following a violent standoff between a group of ILP supporters and volunteers of Kuki Students’ Organisation (KSO) backed by nonManipuris, injuring seven people. Reports reaching here said several houses and office of Meitei Council, Moreh Branch had been torched in an arson attack and several shops and other structures were ransacked and destroyed in the clash that took place around 10:30 am. Kuki-dominated Moreh is located about 110 km from capital Imphal, which is inhabited by various communities. A large number of peo-

ple from the Meitei community took to the streets in the commercial hub in demand for implementation of Inner Line Permit System (ILPS) in Manipur, which was obstructed by a group of KSO volunteers and non-locals. All Manipur Students’ Union (AMSU), Moreh Branch called a 12-hour Moreh shutdown in support of ILPS demand. But the KSO strongly opposed the strike. The KSO was also angry at the massive rally which disrupted normal life in the town. The violent standoff ensued after both sides exchanged hot, abusive words. The group led by KSO then started rummaging through some shops belonging to Meteis and Metei-Pangals (Muslim) and destroyed them at Moreh Gate No 2. The attackers looted all shops.

Afterwards they targeted the Meitei Council office and set it on fire and razed to the ground. Later, several houses nearby were also set ablaze by the attackers. Hundreds of residents fled to safer places after the incident, reports added. Additional police forces have been rushed to the town to defuse the volatile situation, official sources said. Though a small town, Moreh is cosmopolitan in nature and is inhabited by Meiteis, Kuki tribals, Tamils, Punjabis and even Burmese nationals. Official sources said the district administration has clamped prohibitorty order under section 144 CrPC in the entire town of Moreh following the violent incident. Sources also said the situation in the town has been kept under control.

Japanese Encephalitis alert in M'laya shILLoNg, August 18 (IANs): Meghalaya has sounded an alert for Japanese encephalitis after three people died of the disease and another six were tested positive for the virus, an official said on Tuesday. "We have sounded a health alert in the state after three people died of Japanese encephalitis and six people were tested for the virus," Director of Health Services R. Wankhar told IANS. State Health and Family Welfare Minister Alexander Hek, after a meeting

with medical officials, said the government has taken steps to contain the spread of the virus. Health officials will also undertake fogging in various localities to tackle culex mosquitoes, which are responsible for the outbreak of Japanese encephalitis, and their breeding grounds. "We have directed the hospital authorities to provide adequate treatment and medicines to those suffering from the disease," Hek said. Encephalitis results in inflammation of the brain, affecting the patient's cen-

tral nervous system. It is caused by bacterial or viral infections of the brain, injection of toxic substances or increased complications of an infectious disease. While the lesser symptoms include headache and fever, the more severe ones cause seizures, confusion, disorientation, tremors and hallucinations. Japanese encephalitis Syndrome is a mosquito-borne virus. While humans are the dead-end hosts of the virus, pigs act as amplifying hosts that aid in spread of the disease.

Bangladeshi smugglers abduct two BSF Jawans AgArtALA, August 18 (IANs): Two Indian border guards were kidnapped by Bangladeshi smugglers on Tuesday along the Tripura border, police said. "During a routine patrolling on Tuesday morning, two Border Security Force (BSF) jawans challenged and chased some Bangladeshi smugglers. The BSF personnel fired several rounds in the air but the smugglers, accompanied by villagers, overpowered the two BSF men and took them inside Bangladesh territory," a Tripura police official said. The incident took place at Balerdhepa in Sepahijala district, around 80 km southwest from Agartala and opposite Comilla town of Bangladesh.

According to unofficial sources, BSF troopers Mukesh Kumar, 34, and Mir Islam, 37, have been admitted to the army hospital in Comilla as they were injured by their kidnappers. BSF officials have approached their counterparts in the Border Guard Bangladesh (BGB) to secure the return of the abducted troopers at the earliest. A flag meeting between the BSF and BGB officials was expected to be held later on Tuesday or Wednesday to ensure the release of the Indian troopers. The northeastern state of Tripura shares an 856-km border with Bangladesh and some portion of the border still remains unfenced.

NE film fest in Delhi from Aug 21 Two Naga documentaries – “The Honey Hunter And The Maker" and "Story of a House” – to be showcased NeW DeLhI, August 18 (PtI): Features, documentaries and short films from the northeast will be showcased during a threeday festival of cinema from the region later this week here with a special retrospective by master Manipuri director Aribam Syam Sharma being a major highlight. The second edition of "Fragrances from the North East", organised by Directorate of Film Festivals (DFF), will be held from August 21 and besides film screenings there will be cultural programmes, exhibitions of handicrafts and books from the northeast and food stalls. The opening film of the festival is Manipuri feature "Pallepfam", directed and produced by Wanglen Khundongban. The film, which is the debut work of Khundongban, will have its premiere screening. The opening ceremony will see a special performance by Sikkimese popular hard rock band Girish & The Chronicles and Tripura's Hojagiri and Manipur's DholPung Cholam dances. Six of Sharma's films including two features - "Ishanou" and "Imagi Ningthem" - and four nonfeatures - "Orchids of Manipur", "The Deer on The Lake", "Indigenous Games of Manipur" and "Yelhou Jagoi" - will be screened in the retrospective. A meeting of Mizoram Pradesh Congress Committee, held immediately after Lal Thanzara's resignation, expressed shock over the development, a party statement said. A party delegation met Chief Minister Lal Thanhawla and asked him not to accept the resignation, the statement said. Lal Thanhawla assured the delegation that he would give careful consideration to the appeal, it added. Liantlinga said that the Health Minister, earlier a Parliamentary Secretary during 2008-2013 having assisted Chief Minister Lal Thanhawla, filed affidavits during elections in 2008 and 2013 that he was the owner of the said food product's company at Zuangtui, Aizawl. The ZNP leader demanded that with Thanzara's resignation, Lalthanliana should also step down as both were fit to be disqualified as legislators in accordance with the provisions of the Representation of the People Act, 1951. AIZAWL, August 18 (PtI): Mizoram Health Minister Lal Thanzara submitted his resignation from the cabinet, as well as quit as a legislator, in the wake of Opposition charge that he was involved in ‘office of profit’ scam. Thanzara announced his decision at a meeting of the ruling Congress workers, at the Congress Bhavan informing that he submitted his resignation letter to Chief Minister Lal Thanhawla and Assembly Speaker Hiphei. Thanzara, the younger brother of the Chief Minister, said that he decided to step down as the charges against him, though baseless and false, may cause embarrassment to the government and the party. He denied the allegations by the Opposition that he received pecuniary benefits from a construction company, working under the state government. Thanzara, however, admitted that the said firm ‘Sunshine Overseas Company’ gave him shares, but without his knowledge. “I learnt about the shares only after the allegations by the opposition and confirmed the fact, after I asked the company executives,” he said, adding that he did not know about it earlier, as he had never received any pecuniary benefit from the shares. He, however, claimed that having shares in a company by a minister was not illegal or improper.

Modi to bet $1.5 billion on palm oil plan as imports surge New Delhi, August 18 (reuters): India plans to spend $1.5 billion in the next three years to help farmers grow oil palm trees in an area the size of New Jersey, government sources said, with Prime Minister Narendra Modi pushing to make the nation self-sufficient in edible oils this decade. New Delhi, August 18 (iANs): Chinese handset maker Lenovo, which acquired US mobile phone brand Motorola from Google last year, on Tuesday announced its plans to contract manufacture smartphones in partnership with its global partner Flextronics from its Chennai facility. “The Chennai unit belongs to our global partners Flextronics and we have started producing our new smartphones from the unit which will be used to match the demand from within the country,” Amar Babu, chief operating officer of Lenovo India, said. The company already operates a manufacturing unit out of Puducherry, where it makes all its laptops. The new facility spread over 40,000 square feet, which will come with product testing labs and quality assurance facilities, will house 1,500 employees with separate manufacturing lines for Lenovo and Motorola. “The company will make Moto E and the Lenovo K3 Note out of the new facility,” Chen Xudong, chairman of Motorola Mobility, said. The facility, which started its assembly lines merely two weeks back, currently has an annual production capacity of six million units. “We have set our targets to six million this year and we will look at taking the production capacity to 12 to 14 million in the next year,” Dillion Ye, executive director of Lenovo smartphones, said.

Kohima, august 18 (mExN): Angami Students’ Union (ASU) today wrote to the chief secretary of Nagaland demanding that appointment to the resultant vacancies of grade-III and grade-IV posts in the district government offices in Kohima be given to the indigenous inhabitants only. The representation signed by ASU president Dievi Yano and general secretary Visako Rino stated, “Our disputation is not based on any dominance or any such influence neither any assumption nor interpretation as such.

Our strife is to fight for our inherent rights as indigenous inhabitants of Kohima which is conventionally followed in all the other districts of Nagaland.” ASU pointed out that many posts of grade III and IV are occupied by people from other districts, “totally denying and compromising the inherent and natural right of the indigenous inhabitants” of the district. “Here, we are not claiming reservation or quota. Far from it, we only insist upon what we deserve as it is true in all the other districts,” ASU stated. The stu-

dents’ union further said it has probed and found out many anomalies/discrepancies through public reports and information gathered through RTI, justifying its demands. The union prayed that the chief secretary will necessitate “extraordinary” measures to address the issue and until the time the matter is settled, any appointment(s) be kept in abeyance. “We trust that acknowledgement of our inherent rights stated in this representation would save all avoidable situations that might arise,” it added.

otwithstanding the uncertain hope which the ‘framework agreement’ brings, what the orientalist Edward Said elucidated about the Palestinian peace process in the 1990’s aptly reflects the Naga political problem - “I think this is perhaps the most difficult period because it is very easy to get discouraged. The important thing is to engage in a detailed way with this very complex moment.” The question of sovereignty and integration has been the point of reference in the discourse on the Naga political problem. Perhaps, at a time when speculations on the ‘framework agreement’ were riding high, the general secretary of NSCN (IM) tried to douse off the speculative minds by affirming that there is “no solution without sovereignty and integration.” But considering the contentious premise on which the issue of integration and sovereignty rests, most critics have bluntly raised the question on its pragmatics which has posed tricky and uncomfortable questions for those states opposing integration. It has only generated renewed ‘protest.’ This brings us to the reverse question – Is a real solution possible within the ambit of integration and sovereignty? Historic rights and its uniqueness have today become confrontational in the face of integration of the contiguous Naga inhabited areas and considering the opposing forces, a reflection on James C. Scott’s idea of ‘Non-state space’ as ‘illegible space’ requires due warrant as a point of reference for further deliberation. The project of Naga Nationhood and state building calls forth a ‘political technique’ as a form of ‘engineering’ that infringes on the ‘rights’ of those states that oppose peace at the cost of integration. The ‘political technique’ is also about possible end agendas that are hidden from the purview of the general Naga. As such, one is made to speculate on the ‘lip service’ given and the Government of Nagaland welcoming it though with certain ‘reservations.’ As old habits die hard, this only reawakens the conjecture that sovereignty and integration slowly becomes a ‘negotiable’ entity on a ‘step by step manner.’ Is the core point of reference becoming a point of departure from the entire Naga cause? The resistance from the opposing forces will only grow stronger. As such, integration as a ‘totalising project’ calls for a more democratic dialogue. This will only attest the idea of democracy as envisaged for those that are governed. As Francis Fukuyama asserted, “Before you have a democracy, you must have a state, but to have a legitimate and therefore durable state you eventually must have democracy.” There is need for participation and dialogue in the open public sphere to make discourses more meaningful which is very crucial for representation, failure of which can simply ignite negative ramifications for the ‘significant others’ as well. Under the complexities and evolved circumstances one is tempted to question whether the integration of Naga inhabited areas is a legitimate and pragmatic claim? Is the Naga Political problem seeking a solution by determining rights in a contested non democratic space? What is the scope of jurisprudence for validating history and uniqueness of the Nagas? These are compelling questions that calls for an engaging dialogue since one can clearly see the underpinnings of such totalising projects embedded in the idea of integration and Naga Nationhood. In a worst case scenario it will be appalling to wait for an ideally perfect solution. It is better to act realistically for those interested in what they are seeking out of Naga sovereignty and integration. Even the two signing parties may have different agendas and what is more important also for critics, is to understand the underlying realities of the two signatories. What is expected and what PM Modi as well as NSCN (IM) has in mind can be miles apart. The ‘peace accord’ or the ‘framework agreement’ is now signed but sadly, there is an underlying paradox that within the ambit of Naga integration there is nothing called a ‘unified Naga’ but only differences and disjuncture which will evolve into myriad of crisis within the ambit of colonisation and assimilation. The Strange History of Dictators’ Fondness for Changing Time Zones

I

n the category of silly measures dictatorial regimes can adopt to try to bend the world to their will, none stand out for their hollow artifice quite like changing a country’s time zone. On Friday, North Korea announced that it will pull back its clocks by 30 minutes to abandon a time zone established during Japanese colonial rule. Amid what appears to be increasing turmoil under the rule of North Korea’s young leader, Kim Jong Un, the measure is yet another case of nationalist pandering. The legacy of Japanese colonial rule — which was marked by widespread human rights abuses, including forced prostitution — remains a live issue in North Korea, where it is used to stoke animus and justify the government’s constant war footing. “The wicked Japanese imperialists committed such unpardonable crimes as depriving Korea of even its standard time while mercilessly trampling down its land with 5,000-year-long history and culture and pursuing the unheard-of policy of obliterating the Korean nation,” Korean state media said in announcing the move, using its customarily understated tone. South Korea remains on the time zone the North has now abandoned. Will the move have any practical repercussions? A spokesperson for South Korea’s Unification Ministry told the Associated Press that the move could make operations more difficult at a jointly run industrial park on the North-South border, but beyond that the measure appears to be mostly posturing. Indeed, the change in time zone is the latest example of what is a long history of what might be described as time zone manipulation for political ends. Shortly after the Communist Revolution in 1949, Mao Zedong announced that all of China would be on a unified time zone — Beijing time — despite the fact that the country is about as wide as the continental United States. That move has had a frustrating effect on the country’s western provinces, which are effectively forced to run as if Los Angeles was on New York time. “The reason goes back to a long Chinese imperial tradition in which the emperor is in control of time because it has a cosmological significance,” James Millward, a Georgetown University China scholar, told the Los Angeles Times in 2009. In another putative symbol of political integration, Crimea switched to Moscow time last year after it was annexed by Russia. “We have returned home. We were born on Moscow time, and we are back to it again,” one Crimea resident told Reuters at the time of the two-hour time change. “I love the Ukrainian people, but I do not recognize Ukraine as a country.” In 2007, Venezuela moved its clocks back 30 minutes. “I don’t care if they call me crazy; the new time will go ahead,” President Hugo Chávez said at the time of the announcement. Chávez argued it would improve Venezuelans’ health, as the sun would be up by the time they awoke in the morning.

The Bitter Taste of Failure

I

watched from behind as a young teacher and a group of students who looked like they might be in the 6th grade clustered around an exhibit at the newly built National Museum of Korean Contemporary History in Seoul. In a glass cabinet lay a few documents and the teacher was animatedly explaining their significance to the students in their school uniforms. Since I don’t speak Korean I could not understand what she was saying. After a fairly lengthy discourse, they moved on to the next exhibit and I went up close to see what all that talk was about. The centerpiece was a copy of the First Five Year Plan (1962-1966) of the Park Chung-hee regime (1961-1979). It marked the beginning of a twodecade long period of incredibly rapid capitalist growth at the end of which Korea had been transformed from a “bottomless pit” (as a USAID report in the mid-1960s had termed it) and an “economic basket case” (as it was referred to in all too many works in development studies) to one of the world’s most successful economies. From a per capita income less than Ghana’s during the time of that Plan, its phenomenal growth had led it to joining the exclusive club of the world’s most affluent industrial economies, the OECD in 1996. By then it had already had close to a decade of democratic rule as a wide-ranging social movement had overthrown the previously authoritarian order. In one generation, South Korea had gone from exporting wigs (made of human hair) to the world’s best manufacturer of steel, ships, and smartphones. South Korea and India commemorate their Independence on the same day: August 15th. They were liberated from Japanese colonialism (in 1945) and we from the British (in 1947). Our independence was clouded by the violence of Partition. Theirs was followed by a decade of incredible turmoil as north and south became proxies in a global Cold War which ended with a Partition of its own along the 38th parallel. The casualties from the Korean War (1950-53) are estimated at between 2 and 3 million (and the total population of the peninsula was estimated at around 30 million at the time!) Over four floors, the Museum constructs a simple narrative going from a fledgling nationalist movement in the late 19th – early 20th centuries, through the horrors of Japanese colonialism and racism, via the forced conscription of Korean lives and material for Japanese belligerence in World War II, to the huge losses of the Korean war, followed by rapid industrialization and democratization, culminating in a present marked by relative affluence. Its triumphalist narrative is leavened with some remarkably clear-eyed auditing of the incredible toll taken by the suppression of dissent, the repression of labor, and the enormous costs borne by the urban poor and women during the era of rapid growth. I thought to myself as I stared at the unprepossessing document in the glass cabinet: is there a museum anywhere in India where we might proudly exhibit P.C. Mahalanobis’ Second Five Year Plan document? What might the teacher say to his or her wards as they stood around it? What does it mean to succeed at development and what does failure entail? As someone who was regularly taken on similar field-trips to museums as a schoolboy in the India of the 1970s I could not help contrasting my experiences then with what these Korean schoolkids were seeing. And the conclusion was rather simple if also trite and clichéd: nothing succeeds like success and nothing fails like failure. I teach and do research in the field of international development. I know the practiced ease with which these contrasts between an India still overwhelmingly poor and a Korea that has made it will be explained: well, South Korea did benefit from very high levels of per-capita, strings-free aid from the United States as it was a frontline state in the Cold War; Japanese colonialism was very different from Western colonialism – as a late developer itself, Japan actually

ave we ever seen a candidate like Donald Trump before? Not exactly. Trump combines two political traditions: the political outsider and the fringe candidate. We’ve seen each of them before. But not in one candidate. We’ve seen outsiders with no political experience run against the establishment. They appeal to voters’ disgust with politics and their exasperation with Washington. Sometimes such feelings lead voters to turn to celebrities like Arnold Schwarzenegger in California or Jesse Ventura in Minnesota. Businessmen like Ross Perot in 1992 can also fill the role of political outsider. They appeal to the belief that government should be run like a business. Perot said he would hire “world-class experts” to look under the hood and fix what’s wrong with the country. And then let the people vote on their solutions in “electronic town halls.” Politics would be eliminated. Trump’s approach is a little like Perot’s. Asked about his policies, Trump responded, “We’re getting the best. I’m going to come out with more positions.” Trump will just buy the positions and put them on display. Like Perot did with his infomercials and his flip charts. Is there a reason why government can’t be run like a business? Sure there is. Business is not a democracy. If business were a democracy, it would look like government. A lot of voters enjoy watching Trump take on the media and the Republican Party establishment. And beat them at their own game. The lat-

left an important bureaucratic and industrial legacy which Park Chung-hee was able to capitalize upon once he captured power; yes, but they were authoritarian and unlike us weren’t a democracy from the inception; all said and done, we’re talking about a total population that even today is less than three of our metros combined; and so on. And the responses to these explanations are equally practiced and predictable: yes, but other frontline states that received a lot of aid (Pakistan and the Philippines come to mind) didn’t succeed where Korea did; India’s “democracy” is a thin electoral veneer that conceals authoritarian rule in the northeast and Kashmir, the plight of Dalits and the landless, and the world’s largest population of the destitute – while Korean “dictatorship” was accompanied by rapid near-universal literacy, excellent primary health-care, thoroughgoing land reforms, an impressive Gini coefficient indicating income equality, and the disappearance of grinding poverty in a matter of years. No doubt that debate will carry on in some circles

in India. The Koreans however have better things to do and bigger things to worry about. Like the battle between Samsung’s Galaxy and Apple’s I-Phone for world market-share. While our ex-Stephenians dazzle the Oxford Union in 2015 with their verve and propah accents in demanding reparations for colonialism (and thereby give new meaning to the term “arrested development,”) the Koreans settled economic accounts with their coloniser as far back as the mid-1960s and have in more recent times cleaned their clock in global competition. I could assuage myself with all sorts of explanations as academics are wont to do, but the sheer inconceivability of a museum proudly exhibiting one of our Five Year Plan documents tells its own story. As I walked past the final exhibits on the 4th floor – portraying an optimistic future based on past success – I had to swallow hard to overcome a familiar, bitter taste at the back of my mouth: the taste of failure.

That’s the other tradition Trump represents: fringy ideological candidates. They emerge on the far right of the Republican Party (Pat Buchanan, Pat Robertson and Michele Bachmann) and on the far left of the Democratic Party (Jesse Jackson, Howard Dean and now Bernie Sanders). It sounds far-fetched to describe

Trump as an ideologue. The only cause he deeply believes in is himself. His credo: “I’m a smart person” and “I’m really rich.” Consultants write him memos offering political advice. Trump don’t need no stinking memos. “I’ve got to be me,” he says. “That’s why I am where I am, leading the polls. It’s not because of memos.” Trump’s jobs program? “I will be the greatest jobs president that God ever created.” If narcissism is an ideology, Trump is its Karl Marx. Why is Trump so popular with the far right? Because he has chosen to run at an opportune moment. Conservatives are desperate for a champion. The right feels embittered by the Obama presidency and betrayed by the Republican establishment. The Tea Party sprang up as soon as President Barack Obama entered the

White House in 2009. To them, Obama is the most radical left-wing president in this country’s history. They’ve been waiting for a candidate who can express their contempt. That’s exactly what Trump does. “We have a president who doesn’t have a clue,” Trump said in the debate. “I would say that he’s incompetent, but I don’t want to do that because it’s not nice.” Trump also has an issue that galvanizes the far right: immigration. “I will build a great wall,” Trump said when he announced his candidacy, “and nobody builds walls better than me.” Conservatives don’t like what’s happening to the country, specifically the emergence of a New America that is more diverse and more inclusive. The right is determined to roll back the changes of the Obama years. Starting with Obamacare, which Trump called “a disaster” and “the big lie.” Conservatives are a resistance movement, and Trump is a resistance leader. His slogan — “Make America great again!” — is a call to arms to restore the Old America. “This country is in big trouble,” Trump said in the debate. “We don’t win anymore.” It’s amazing when you think about it. Trump is a multibillionaire running against the establishment. He’s a candidate with no coherent political philosophy running as a conservative champion. It doesn’t make sense. But, so far, it’s working. That’s because he has an unusual coalition behind him: antiestablishment populists and the far-right fringe. What they share is joy in defiance. And Trump is the Great Defier.

US State Department watered down human trafficking report

n the weeks leading up to a critical annual U.S. report on human trafficking that publicly shames the world’s worst offenders, human rights experts at the State Department concluded that trafficking conditions hadn’t improved in Malaysia and Cuba. And in China, they found, things had grown worse. The State Department’s senior political staff saw it differently — and they prevailed. A Reuters examination, based on interviews with more than a dozen sources in Washington and foreign capitals, shows that the government office set up to independently grade global efforts to fight human trafficking was repeatedly overruled by senior American diplomats and pressured into inflating assessments of 14 strategically important countries in this year’s Trafficking in Persons report. In all, analysts in the Office to Monitor and Combat Trafficking in Persons - or J/TIP, as it’s known within the U.S. government — disagreed with U.S. diplomatic bureaus on ratings for 17 countries, the sources said. The analysts, who are specialists in assessing efforts to combat modern slavery - such as the illegal trade in humans for forced labour or prostitution won only three of those disputes, the worst ratio in the 15-year history of the unit, according to the sources. As a result, not only Malaysia, Cuba and China, but countries such as India, Uzbekistan and Mexico, wound up with better grades than the State Department’s human-rights experts wanted to give them, the sources said. Of the three disputes J/TIP won, the most prominent was Thailand, which has faced scrutiny over forced labour at sea and the trafficking of Rohingya Muslims through its southern jungles. Diplomats had sought to upgrade it to so-called “Tier 2 Watch List” status. It remains on “Tier 3” - the rating for countries with the worst human-trafficking records. The number of rejected recommendations suggests a degree of intervention not previously known by diplomats in a report that can lead to sanctions and is the basis for many countries’ anti-trafficking policies. This year, local embassies and other constituencies within the department were able to block some of the toughest grades. State Department officials say the ratings are not politicized. “As is always the case, final decisions are reached only after rigorous analysis and discussion between the TIP office, relevant regional bureaus and senior State Department leaders,” State Department spokesman John Kirby said in response to queries by Reuters. Still, by the time the report was released on July 27, Malaysia and Cuba were both removed from the "Tier 3" blacklist, even though the State Department’s own trafficking experts believed neither had made notable improvements, according to the sources. The Malaysian upgrade, which was highly criticized by human rights groups, could smooth the way for an ambitious proposed U.S.-led free-trade deal with the Southeast Asian nation and 11 other countries. Ending Communist-ruled Cuba’s 12 years on the report’s blacklist came as the two nations reopened embassies on each other’s soil following their historic détente over the past eight months. And for China, the experts’ recommendation to downgrade it to the worst ranking, Tier 3, was overruled despite the report’s conclusion that Beijing did not undertake increased anti-trafficking efforts. That would have put China alongside the likes of Syria and North Korea, regarded by the United Nations as among the world’s worst human right abusers. Typically, J/TIP wins more than half of what officials call “disputes” with diplomatic sections of the State Department, according to people familiar with the process. “Certainly we have never seen that kind of an outcome,” said one U.S. official with direct knowledge of the department. ABILITY TO EMBARRASS The Trafficking in Persons report, which evaluated 188 countries and territories this year, calls itself the world’s most comprehensive resource of governmental anti-human trafficking efforts. Rights groups mostly agree. It organises countries into tiers based on trafficking records: Tier 1 for nations that meet minimum U.S. standards; Tier 2 for those making significant efforts to meet those standards; Tier 2 "Watch List" for those that deserve special scrutiny; and Tier 3 for countries that fail to comply with the minimum U.S. standards and are not making significant efforts. While a Tier 3 ranking can trigger sanctions limiting access to aid from the United States, the International Monetary Fund or the World Bank, such action is frequently waived. The real power is its ability to embarrass countries into action. Many countries aggressively lobby U.S. embassies to try to avoid sliding into the Tier 3 category. Four straight years on the Tier 2 Watch List triggers an automatic downgrade to Tier 3 unless a country earns a waiver or an upgrade. The leverage has brought some success, including pressuring Switzerland to close loopholes that allowed the prostitution of minors and prompting the Dominican Republic to convict more child trafficking offenders. President Barack Obama has called the fight against human trafficking “one of the great human rights causes of our time” and has pledged the United States “will continue to lead it.” But the office set up in 2001 by a congressional mandate to spearhead that effort is increasingly struggling to publish independent assessments of the most diplomatically important countries, the sources said. The rejection of so many recommendations could strengthen calls by some lawmakers to investigate how the report is compiled. After Reuters on July 8 reported on the plans to upgrade Malaysia, 160 members of the U.S. House and 18 U.S. senators

You Are What You ‘Work’ wrote to Secretary of State John Kerry urging him to keep Malaysia in Tier 3, based on its trafficking record. They questioned whether the upgrade was politically motivated. Senator Robert Menendez, a Democrat, has threatened to call for a Senate hearing and an inspector general to investigate if top State Department officials removed Malaysia from the lowest tier for political reasons. The final decision on disputed rankings this year was made in meetings attended by some of the State Department’s most powerful diplomats, including Deputy Secretary of State Tony Blinken, Under Secretary of State for Political Affairs Wendy Sherman and Kerry’s Chief of Staff, Jonathan Finer, according to the sources. Sarah Sewall, who oversees J/TIP as Undersecretary of State for Civilian Security, Democracy and Human Rights, presented the experts’ recommendations, the sources said. The State Department declined to make any of those officials available for comment. “NO, NO, NO” The unprecedented degree of discord over this trafficking report began to become clear after Reuters early last month revealed plans to upgrade Malaysia from the lowest Tier 3 rank to Tier 2 Watch List. The improved ranking came in a year in which Malaysian authorities discovered dozens of suspected mass migrant graves and human rights groups reported continued forced labour in the nation’s lucrative palm oil, construction and electronics industries. As recently as April, the U.S. ambassador to Malaysia, Joseph Yun, urged the country to take prosecution of human trafficking violations more seriously. U.S. officials have denied that political considerations influenced Malaysia’s rankings. “No, no, no,” said Sewall, when asked by reporters last Monday whether Malaysia was upgraded to facilitate trade negotiations. She said the decision was based on how Malaysia was dealing with trafficking. Representative Chris Smith, a New Jersey Republican who authored a 2000 law that led to the creation of J/TIP, said in an interview that the office’s authority is being undermined by the president’s agenda. “It’s so politicized,” he said. If Malaysia had remained on Tier 3, it would have posed a potential barrier to Obama's proposed trade pact, the Trans-Pacific Partnership. That deal is a crucial part of his pivot to Asia policy. Congress approved legislation in June giving Obama expanded trade negotiating powers but prohibiting deals with Tier 3 countries such as, at that time, Malaysia. Congressional sources and current and former State Department officials said experts in the J/TIP office had recommended keeping Malaysia on Tier 3, highlighting a drop in human-trafficking convictions in the country to three last year from nine in 2013. They said, according to the sources, that some of Malaysia’s efforts to end forced labour amounted to promises rather than action. The analysts also clashed over Cuba’s record with the State Department’s Western Hemisphere Affairs Bureau, whose view took precedence in the final report. Human rights groups and people with knowledge of the negotiations over the rankings said an unearned upgrade for Cuba, especially at a time of intense attention due to the historic diplomatic thaw between Washington and Havana, could undermine the integrity of the report. Cuba had been on the “border line” for an upgrade in recent years, a former State Department official said. And although Cuba ended up with an upgrade, the final report remained highly critical, citing concerns about Cuba’s failure to deal with a degree of alleged forced labour in medical missions that Havana sends to developing countries. China was another source of friction. J/TIP’s analysts called for downgrading China, the world’s second-biggest economy, to Tier 3, criticizing Beijing for failing to follow through on a promise to abolish its “re-education through labour” system and to adequately protect trafficking victims from neighbour-

ing countries such as North Korea. The final report put China on Tier 2 Watch List. SHOWING DEFERENCE But the candour of J/TIP can run afoul of other important diplomatic priorities, particularly in countries beset by instability or corruption where U.S. diplomats are trying to build relationships. That leads every year to sometimes contentious backand-forth over the rankings with far-flung embassies and regional bureaus – the diplomatic centres of gravity at the State Department. “There is supposed to be some deference to the expertise of the office,” said Mark Lagon, J/TIP’s ambassador-at-large from 2007 to 2009 and now president of Freedom House, an advocacy group in Washington. If the office is now losing more disputes over rankings than it is winning, that would be “an unfortunate thing,” he said. Most U.S. diplomats are reluctant to openly strike back at critics inside and outside of the administration who accuse them of letting politics trump human rights, the sources said. But privately, some diplomats say that J/TIP staffers should avoid acting like “purists” and keep sight of broader U.S. interests, including maintaining open channels with authoritarian governments to push for reform and forging trade deals that could lift people out of poverty. From the start, J/TIP has tried to be impartial. It is based in a building a few blocks away from State Department, adding to the sense of two separate identities and cultures. But establishing genuine independence has been difficult. At first, the heads of regional bureaus, representing the business and political interests of U.S. embassies, would join the J/TIP team around a table and have almost an equal say in deciding country rankings in the final report. John Miller, a former Republican congressman from Washington state named by President George W. Bush to head the bureau from 2002 to 2006, overhauled that structure. “I said ‘no way’,” Miller said in an interview. By 2004, decisions on how to rank countries were made by his office. Diplomats who objected could appeal to then deputy secretary of state Richard Armitage. “He rarely overruled me,” said Miller. Armitage, who is no longer in a government job, did not respond to a request for comment sent through his office. Laura Lederer, who helped set the office up as senior human trafficking adviser from 2002 to 2007, said its job was “to assess and rate countries solely on their progress in addressing the prevention of trafficking, the prosecution of traffickers, and protection and assistance of victims.” But officials who worked in the office over the past 15 years acknowledge that countries with sensitive diplomatic or trade relationships with the United States sometimes received special treatment following pressure from local embassies and other constituencies within the department. One such country is Mexico – a key trading partner whose cooperation is also needed against drug trafficking and illegal immigration. It was kept at Tier 2 despite the anti-trafficking unit’s call for a worse grade, according to officials in Washington and Mexico City. The controversy over this year’s report comes at a time when J/TIP lacks a congressionally confirmed leader. The prior chief, ambassador-at-Large Luis CdeBaca, left in November of last year. His deputy, Alison Friedman, then resigned to join a non-profit antislavery organisation. And then it took until mid-July for Obama to nominate Georgia federal prosecutor Susan Coppedge as the next ambassador-at-large. The lack of a director can increase the unit’s exposure to political influence, said Lederer. Some say the perceived hit to the integrity of the 2015 report could do lasting damage. “It only takes one year of this kind of really deleterious political effect to kill its credibility,” said Mark Taylor, a former senior coordinator for reports and political affairs at J/TIP from 2003 to 2013.

But today, many treat it as a curse. We do not want to lift a finger but expect everything to be served to us. We often miss the fact that there is purpose in work. Only those who do, will experience the sense of fulfilment. For in ideally squandering one’s life away one will gain nothing but a feeling of discontentment and frustration. We are here today because of our forefather’s labours. They have toiled under the sun with the vision of a brighter future for us. We have much to learn from their lives; their work ethics, social norms, their life style and most importantly their outlook on life. Today many of our fellow Nagas are seen wasting their lives by doing nothing. We have enough educated unemployed people. Some are highly qualified and some even carry with them impressive portfolios and diplomas. But why are they not working? Is it lack of opportunity? What are they waiting on? Most of them have a preconceived notion that true work is where one is employed in a government office. Work in my opinion is doing whatever one can to survive. We can create our own office. Our room can be our office if need be, so long as we are doing something worth a living. These qualities of one being work oriented starts at home. It starts with the little things in life, be it doing the house chores, helping out in the garage, running the house errands, etc. Slowly but surely we adapt to work culture that is losing grip everyday from our lives. We need to be proactive and understand that we each need to contribute something in order for things to work. But unfortunately, instead we see a lot of blame game happening. We are always too hesitant to acknowledge our mistakes but ever ready to point a finger at another for all the failures that we face. We envy the life of the west. We are easily influenced by the lavish and colourful culture of the western world. We want to dress like them, act like them; eat what they eat, live like them. We assume that they have and get everything that they need. No doubt they are more advanced and civil in many ways. But they were not always like they are now. They had to work on it; they decided to work on their God given talents religiously to the fullest, and ultimately bore the fruits of the hard labour. Even today, instead of sitting back and enjoying their luxury and comfort; they work tirelessly everyday to improve on their already advanced state. Hence, they are constantly growing and developing. What about our Naga society then? We are certainly trying to cope up with the western culture but until and unless we change our work culture we will never succeed. For instance, whenever we go to any government office we notice that the people working there seem to be laid back and relaxed. Work proceeds in a very slow manner. To get even a signature on a document takes a very long time, and sometimes even involves the practice of offering “tea and snacks” to get the job done. If this is the wok culture in our society then how can we expect our society to grow and develop? This is just one example, but there are many others in many fields where we will find our people following and living the indolent way of life. We want all the good things in life but we are not ready to labour for it. Even the Bible says in II Thessalonians 3:10 that “If anyone will not work, neither let them eat.” Further in II Thessalonians 3:12 reads “...work to earn their own living” and in Ecclesiastes 10:8 “... when you are too lazy to repair your roof, it will leak and the house will fall in.” We as Christians also have an unyielding responsibility to be hard working and give our best in life in all that we do. It is certain that our hard work will never go in vain. If we are determined and focused, our labourwill surely bear good fruits. We must always remember that God helps those who help themselves. Thus, we must take comfort in the fact that if we are true to ourselves and work hard, we can achieve anything in life. For, there is no room at the top for lazy and idle people. Through this short article, I would like all of us to realize our strengths and begin to work on it. We must do all that we can to excel in the areas that we are good at and not let our weaknesses hold us back. We should try to have a positive mindset. Continue to work hard, don’t be indolent but rather spend each day thinking of newer ways to improve and use our talents. NEW DELhI, AuguSt 18 (IANS): With the government set to undertake a campaign to map unregistered childcare homes, union Minister for Women and Child Development Maneka Gandhi on Tuesday urged the states to take action to check illegal adoptions in their respective jurisdictions. "Though the current Juvenile Justice Act, 2000, does not propose any penal provision for violation of nonregistration of childcare institutions, we may proactively identify such institutions; a criminal case can be initiated against such agencies for illegal detention or confinement of children," the minister said. "Your proactive stringent action against few such unauthorised agencies in your states will force all to comply," Gandhi said. The states should also proactively undertake multimedia campaigns to check illegal adoptions and promote legal ones, she said while addressing representatives of women and child development departments from the states at 'National Familiarisation Programme for States, Union Territories on New Adoption Guidelines' in the national capital. The minister said the new guidelines for adoption have become operational for transparency in the adoption system, and aimed to increase the number of adoptions to at least 20,000 by next year. On the reported rampant illegal adoptions from hospitals, maternity homes, and IVF centres, the minister said such informal adoptions compromise the rights and safety of the children. However, this practice could be curbed by making them partners in our endeavour, she said. "It is shocking that there are less than 800 normal adoptable children and almost equal number of children with special need in 411 recognised adoption agencies as of date, while there are almost 9,000 parents registered to adopt children," Maneka Gandhi said. The minister said the number of adoptions remained between 4,000 and 5,000, which is 'inexplicably low' in comparison to the magnitude of children without parental care. However, for the new system to work effectively, it is important to register all childcare institutions, build the capacity of District Child Protection Units (DCPUs) and connect them through Internet, the minister said. Ministry Secretary V. Somasundaran said it would undertake a two-month campaign from September to map unregistered childcare homes.

Less than 1% of India's solar potential tapped BENgALuru, AuguSt 18 (IANS) Not even one percent of India's total solar energy potential has been harvested till date, a recent study by Deloitte and Confederation of Indian Industry (CII) has revealed. All this while the National Institute of Solar Energy has estimated India's solar power potential at 749 GW. The study also revealed that installed solar power capacity in India grew from 14 MW in 2010 to 3,744 MW by March 2015. "There are 300 million people in India without power; 400 million people are supplied erratic power; more than half the population of India does not get proper power," said Ashish Khanna, CEO, Tata Power Solar. Speaking at the CII Annual Power Conference here on Tuesday, Khanna lauded the government of India's ambitious target of achieving 100 GW solar power capacity by 2022 compared to China's 100 GW by 2020. The central and state governments have embarked on initiatives like rooftop solar projects, solar parks, standalone mini-grids for rural electrification and off-grid applications such as solar cookers, lanterns and others for producing maximum solar power in India. About use of solar power in Karnataka, G.V. Balaram, MD, Karnataka Renewable Energy Development, said: "Excluding rooftop solar power generation, plans are afoot to increase solar power generation to 20,000 MW using wastelands by 2020." Balaram said 500 MW solar power capacity will be added in Karnataka in the next six to eight months. "Karnataka's solar policy aims to install 400 MW solar rooftop projects by 2018. Harvesting solar energy through rooftop installation not only enables flexibility but also reduces dependence on diesel-based captive and back-up generation units for industrial and commercial consumers," said M. NEW DELhI, Aug 18 (IANS): The Supreme Court here has received an email threatening to blow it up in retaliation for the execution of 1993 Mumbai blasts convict Yakub Memon, forcing the authorities to step up security arrangements. "The threat mail was received at the court's official email on Monday afternoon. The mail was written in English threatening to blow up court building after the recent judgement on Yakub Memon's hanging," police sources said on Tuesday. The sources said the email was delivered to the court's official supremecourt@nic.in email id. "The security at the court complex has been beefed up. The case has been forwarded to the Special Cell and Cyber Cell who along with the district police are trying to trace the source of the mail," the sources added. Earlier on August 5, the Supreme Court's Justice Dipak Misra, who was on the bench that had upheld Memon's execution, had received a threat letter. The security for all three judges on the bench that had pronounced the order has been stepped up. Memon was convicted in 2007 for his role in the Mumbai blasts in which 257 people were killed. He was hanged on July 30 after a night of unprecedented legal action.

Thai authorities focus on suspect seen in CCTV footage at blast site BANGKOK, AuGust 18 (ReuteRs): Thai authorities said on Tuesday they were looking for a suspect seen on closed-circuit television (CCTV) footage near a popular shrine where a bomb blast killed 22 people, including nine foreigners from several Asian countries. The government said the attack during the Monday evening rush hour, in the capital’s bustling commercial hub, was aimed at destroying the economy. No one has claimed responsibility. Raising tension in the city on Tuesday, a small explosive was thrown from a bridge over a river but no one was injured, a police officer at the scene said. National police chief Somyot Pumpanmuang said the suspect, who was wearing a yellow shirt and was seen in a first CCTV image with a backpack and then in a later one without the bag, could be Thai or a foreigner. “That man was carrying a backpack and walked past the scene at the time of the incident. But we need to look at the before and after CCTV footage to see if there is a link,” Somyot told a news conference. Police earlier said they had not ruled out any group, including elements opposed to the military government, for the bombing at the Erawan shrine on Monday evening, although officials said the attack did not match the tactics of Muslim insurgents in the south. Aspirin reverses cancer risk in the obese: Study LONdON, AuGust 18 (IANs): A regular dose of aspirin reduces the longterm risk of cancer in overweight people with a family history of the disease, new research has found. The study found that being overweight more than doubles the risk of bowel cancer in people with Lynch Syndrome, an inherited genetic disorder which affects genes responsible for detecting and repairing damage in the DNA. Around half of these people develop cancer, mainly in the bowel and womb. However, over the course of a ten year study the researchers found this risk could be counteracted by taking a regular dose of aspirin. “This is important for people with Lynch Syndrome but affects the rest of us too. Lots of people struggle with their weight and this suggests the extra cancer risk can be cancelled by taking an aspirin,” said one of the researchers John Burn, professor of clinical genetics at Newcastle University in England. “This research adds to the growing body of evidence which links an increased inflammatory process to an increased risk of cancer,” Burn noted. “Obesity increases the inflammatory response. One explanation for our findings is that the aspirin may be suppressing that inflammation which opens up new avenues of research into the cause of cancer,” he explained. The international study involving scientists and clinicians from 16 countries followed nearly 1,000 patients with Lynch Syndrome, in some cases for over 10 years.

An interim parliament hand-picked by a junta that seized power in a 2014 coup is due to vote on a draft constitution next month. Critics have criticised the draft as undemocratic and say it is intended to help secure the military’s grip on power and limit the influence of elected politicians. The attack also comes as Prayuth, under pressure to get the economy in shape, prepares to reshuffle his cabinet. Senior ministers have dismissed the possibility of the bomb attack being related to the cabinet reshuffle. NAC president KK Paul Rutsa said the objective of the NAC is not only to promote motor sports in the state but it also endeavour to promote tourism. He said the 6th Horsepower Challenge 2015 will also see a good number of riders from Assam

and Meghalaya including Mizoram making its debut. The Club is also expecting riders from Chennai, Bangalore and Delhi. In the next three years, the Club will initiate state wide rally, he said adding that it would also be introducing adventure sports

soon. Rutsa remarked that local riders have improved a lot over the years but stated that they are lacking in technical skills. Repeal the draconian Law; GOI Wangtin a disgrace to Konyaks: NSCN (K) should hear the voice of the Nagas

T

he declaration of Disturbed Area Act (DAA) in Nagaland has brought immense ‘hardship and untold suffering’ to the Naga people, where it had created fear psychosis in the minds of the general public. The imposition of Armed Forces Special Powers Act (AFSPA), has adversely affect on Naga people. The government of India should listen to the voice of Naga people and repeal the DAA and AFSPA from Nagaland. The recently incident of July 16th Wuzu incident, where two innocent students were killed and injuring several, compelled the Naga peoples to out rightly condemned the ‘ghastly act of terrorism’ of Indian army towards Nagas and demanded to immediately revoke the DAA and AFSPA in the larger interest of the society. The Naga peoples have suffered enough under the iron hands of Indian army, where hundreds of thousands of Nagas were killed, tortured, granaries and houses were reduced to ashes, besides, starvation to death, young girls and women were raped to death and many other untold sufferings. Here I want to brief out some few sentences about the first Indo- Naga war; The undeniable and factual of the first Naga revolutionary movement was revealed and took place at Huker village of Yimchungrü area on March 24th 1955 at 5; PM. Accordingly, the war against India for ‘Naga sovereignty’ was declared for the first time during the ‘Kikruma Summit’ on 18th February 1955. On the fateful day of 24th March 1955 at around 5; PM, a stiff confrontation was took place between the Indian army and Naga army at Huker village. During the course of the conflict, four Indian army were killed by Dao and spears, machete besides, several other casualties. In retaliation, the Indian army killed four innocent Naga. Another Indo – Naga war is also witnessed where the Yimchungrü Naga army wing known as ‘Home Guard Eastern Division’, established

its Headquarters at Longtok village ( erstwhile Haphu village) on October 6th 1956, under the ablest and charismatic command of Maj. Gen. Hothrong Yimchungrü. The battle was escalated with ‘barbaric and horrific act’ against the India army for nearly six year war which may be regarded as the longest battle ever recorded in the history of the Naga national movement. It has also recorded as the most ‘horror and drastic’ where the Indian army employed as nearly 10 cannons, which is marked as ridiculous in the history of Nagas of using such weapons of massive destruction for a small place. (Details of first Indo- Naga war can be found in my book, An Insight of Yimchungrü Naga). If India is a real democracy than it should have repealed the Armed Forces Special Powers Act (AFSPA), where the draconian act has brought nothing but more killing. It is one of the most oppressive laws in the world and it is a shame that India till today has not been able to repeal this act. The whole world has already condemned this act and it must go. These acts are disturbing the peaceful living of the people while the AFSPA is a draconian act which has to be enacted in a military state, and not in a democratic state. Like many other things, the Indian government inherited the Armed Forces Special Powers Act from their Colonial Masters – Great Britain. Now that India is a growing democracy, it will only be proper if this Act is repealed once and for all. I as a concerned citizen of Nagaland, earnestly appealed to the NSCN (K) to re-consider its decision to abrogate the 14-year old ceasefire agreement with the Government of India, in compliance with the wishes and desires of the people, for a violence-free ambience in the region so that all stakeholders can freely and without hindrance concentrate on finding an honorable and lasting solution to the vexed Naga political problem. ince the inception of Naga struggle hitherto, the Konyak Naga tribe despite periodic setbacks had been unwavering in its commitment towards upholding the Nagas sovereign rights and shall continue to do so as long as the issue remain unresolved. Whereas individual like Wangtin, whose own family massacred NSCN’s Naga Army in late 1980 continues to decry Naga struggle at every given opportunity instead of making amends for the past treachery of his family. It must however be understood that Wangtin neither represent Nagas nor Konyaks but merely an Indian puppet doing

his masters bidding and therefore any antiNaga activities of Wangtin should not be reflected back on the Konyak tribe in general. The Konyak tribe is proud to have an astute leaders and commanders like Lt. Gen. Khango Konyak, Vice-President, GPRN, Maj. Gen. Nymlang Konyak,GSO-1, Maj. Gen. Salem Konyak, Brig. Yato Konyak etc (all from India occupied Nagaland) and many more senior civil officials and military officers leading the Naga struggle under SS. Khaplang led NSCN/GPRN. Hence, the constant anti-Naga propagandas and anti-NSCN write ups by Wangtin should not be mis-construed as the voice of the Konyaks.

When senior most Konyak national workers in other factions like Gen. Khole Konyak, President, Khehoi camp and Tongmeth Konyak collective leader IM, minds their own affair and maintains dignified silence, it is a disgrace to Konyak tribe that Wangtin, whose service in the national work was not even nine complete years and yet shamelessly blows anti-Naga trumpet. Wangtin is therefore advised to shut up and mind his own Indian government business or else must face the consequences that shall bind his progenies too. H. Eshu Heangpa Dy. NSCN-K misused and misplaced Naga sovereignty issue, informs NSCN (R)

n June 7 2011 Mr. Khaplang was impeached and expelled from NSCN-K, by the council of kilonsers after an emergency meeting was convened on that day at Kehoi designated camp. Almost all the senior kilonsers, Central council members, regional authorities, army officers, including Niki Sumi and Isak Sumi chose to be with the then ato kilonser Mr. Kitovi Zhimomi and the then Army chief Gen. Khole Konyak. The only person who stood against the impeachment of Mr. Khaplang was none other than our hon’ble President, Mr. Y. Wangtin Naga and Ato Kilonser Mr. P. Tikhak. Remaining members and cadres choose to be

with Gen. Khole and Mr. Kitovi because, the GOI wanted to have ceasefire with only one group of the NSCN at that point of time and which they wanted to have with the Indian side of the NSCN led by Khole and Kitovi and not with the NSCN led by Khaplang. Infact, there was nobody left to rescue Khaplang or tell the GOI on his position. It was our hon’ble President and Ato Kilonser Mr. Y.Wangtin Naga and Mr. P. Tikhak who went from pillar to post to rescue the NSCN under Khaplang. The situation was as such that, Khaplang ultimately surrendered to P. Tikhak and told him to do whatever he can “I leave to you and Brigdr. Angmai (his personal secretary) to do whatever you can.”

After a gap of almost 2 (two) months, finally the ceasefire was retrieved with the GOI. Mr. Isak Sumi and Mr. Niki Sumi shamelessly joined the NSCNK thereafter from NSCN-UNIFICATION/KK, thinking to exploit Mr. Khaplang to its optimum and embezzle maximum money but it was not possible for them to execute their plan as the civil society was in constant touch with our leaders who in turn would tell Mr. Khaplang to desist from any anti-social activities. This did not go down well with people like Mr. Niki Sumi, Mr. Isak Sumi and Mr. Starson. Therefore, they ultimately conspired and fooled and fed Khaplang to such an extent that, ultimately Khaplang was con-

GO Sahai president Raju Mahanta filed an FIR in Morigaon against Garg for hoisting the tricolour at his house at Guwahati's Kharghuli area wearing informal dress and thereby insulting the flag, police said. Garg uploaded a photograph on his Facebook account showing him unfurling the tricolour on August 15 at his residence while wearing shorts and informal dress. The FIR also alleged that the singer did not sing the national anthem while unfurling the tricolour. "We have registered a case against the singer," a police official said. The singer, however, was not available for comment. In April this year, Garg stirred a controversy while performing at a function in Guwahati's Khanapara area, when he wielded a gun and threatened to shoot if the audience leave the show. Police rushed to the event immediately after being informed, but only to find a toy pistol with the musical icon.
