Dimapur Police issues advisory
DiMAPuR, July 31 (MexN): Dimapur Police have issued a public advisory in view of the upcoming Independence Day celebration and possible sabotage activities by antisocial elements. A press release from the PRO, Dimapur Police requested citizens to be vigilant of unattended baggage lying in public places, suspicious items found along roadsides, items appearing to resemble IEDs, grenades or other explosives, etc. In the event of such suspicious items being found, citizens are requested not to handle such but inform the police immediately, the PRO added.

DiMAPuR, July 31 (MexN): The Women Cell of Dimapur Police, on July 29, arrested a murder accused from Kerala, who was hiding in Dimapur. A press note from the PRO, Dimapur Police informed that the accused, identified as one Abdul Hakeem, was “taking shelter” at Dimapur for the past two weeks since absconding from Kerala after allegedly murdering his wife and three-month old son. The accused was wanted by the Perumbavoor Police Station, Ernakulam, Kerala. He has been handed over to the Kerala police after necessary legal formalities.
28 human rights violation cases against army in NE Delhi, July 31 (PTi): There are 28 cases of alleged human rights violation - rape, torture, killing, disappearance and custodial deaths - against defence personnel pending in High Courts of NorthEastern States pertaining to year 2012 to 2015, the government said today. In a written reply to Lok Sabha, Defence Minister Manohar Parrikar said, during the last three years, only one Officer, three Junior Commissioned Officers (JCOs) and one Other Rank (OR) have been punished under departmental action for procedural lapses in Assam. He said that information related to cases filed in all the courts is not centrally maintained. “However, there are 28 cases of alleged human rights violation (such as rape/torture/killing/disappearance/ custodial deaths) against defence personnel pending in High-Courts of NorthEastern States pertaining to year 2012 to 2015,” he said.
Nagaland state Chief Minister, TR Zeliang today said that a solution to the Naga political issue is possible now as the GoI has acknowledged Naga history, while the Naga political groups have understood the difficulty of the Indian Government. “If both side understand each other’s difficulties, why this problem can’t be resolved?” he questioned. The Nagaland CM further revealed that while the Government of India (GoI) remains committed to bring out a formula for solution, they remain apprehensive that the Naga people may turn down any proposal, resulting in a deadlock and a breakdown of ceasefire. That is the fear of GoI and the intellectuals, he said, while addressing a press conference in Kohima today. “But that fear psychosis can be removed if we go for further consultations with Naga people not only in Nagaland but Naga people living outside Nagaland,” he asserted. Earlier, representatives of Naga civil society, after having discussed the Naga political issue at length today unanimously resolved to endorse the resolution
passed in the 9th session of the Nagaland Legislative Assembly (NLA) on July 27. The discussion occurred during a consultative meeting organized by the Nagaland Legislators’ Forum (NLF) in Jotsoma today. “The meeting was successful and it was consensus,” said the CM. “We are quite happy and we will move further for another meeting for broader consultation,” he informed. The CM said that the meeting showcased the desire of the Naga people for an early solution to bring in peace, development and progress. He further claimed that the endorsement to the resolution passed by the NLA is an indication that people by and large want peace. “No tribe Hoho or civil society has disagreed with this resolution,” he said and termed it as a good sign for Government of India as well. The CM also informed that the next meeting would also include Naga people living outside Nagaland “so we can have broader based discussion.” Zeliang revealed that the interlocutor for the Naga peace talks would come back to Nagaland for further consultation. “Consultation does not mean that we will go to every door step or interlocu-

KOhiMA, July 31 (MexN): The Angami Students’ Union (ASU) has submitted a representation to the Director of Veterinary & Animal Husbandry against the appointment of a cattle attendant at SCGF, Lerie under the Directorate of Veterinary and Animal Husbandry. The representation appended by ASU Presiden, Dievi Yano and General Secretary, Visaka Rino reminded that the union had earlier made their position clear that vacancies at the District Offices of Kohima, particularly the Department of Veterinary & Ani-

Despite this information, the ASU lamented that an appointment was made in the department against the position of the ASU for the post of a cattle attendant at SCGF, Lerie. The Manipur state cabinet today decided to extend the ‘Disturbed Area’ status of the state for another six months by re-imposing the Armed Forces (Special Powers) Act. The decision was taken during a cabinet meeting chaired by Chief Minister Okram Ibobi Singh here this evening, official sources said. But the details on the Cabinet meeting are awaited. The status would not apply to the seven assembly constituencies of Imphal areas. The Manipur Government withdrew the controversial AFSPA from the seven assembly constituencies in 2004. The seven constituencies would not be brought under the disturbed area status, they said. AFSPA was first imposed in the entire state of Manipur in September 1980 after declaring it as a disturbed area.
‘Landslides, road upgradation behind telecom problems in NE
New Delhi, July 31 (iANS): Stating that a Rs.5,336-crore project was underway in the northeast to upgrade the telecom infrastructure, Communications Minister Ravi Shankar Prasad on Friday said landslides and road widening work were affecting services in the region. “Frequent disruption in optical fibre cable links are happening in northeast region due to road widening works and landslides etc,” Prasad, who also overseas the IT department, said in a written reply to a question in the Rajya Sabha. “The total cost of the plan is Rs.5,336.18 crore (Rs.53.36 billion). DiMAPuR, July 31 (MexN): The Nagaland Tribes Council (NTC) today called for the inclusion of all stakeholders in the process towards achieving a solution to the Naga political issue. A press note from the NTC urged Nagas to be “open hearted,” while hoping that all Naga political groups and “genuine Naga public organisations” would be consulted, taking each other into confidence. It expressed desire for Nagas as a people to have consensus on all contentious issues and enter into an agreement for solution, while respecting the legacy of the Naga plebiscite. The NTC also demanded that any durable written agreement between the Nagas and the GOI should be the “common property of the Nagas as a whole.” “No matter how inconvenient it is considered to be, there is no alternative to openness and transparency. This is for the sake
of permanent peace post solution in the land,” it asserted. Stating that Nagas have a “high tendency to blame GOI for the inordinate delay in finding a permanent political solution,” the NTC however pointed out that “we have been miserably failing to introspect on our own ability and inability to prepare ourselves for the same solution.” “It is therefore imperative that we the Nagas become humble and sincere to complete the ground work by rising above internal bickering and be ready for ultimate solution in lieu of blaming one another and also others,” it added. The NTC further affirmed that Article 371(A) should be protected in the event of attaining a solution under the constitution of India. “If not for substantiation or enhancement of the existing status of this article, dilution or polarisation in any manner is not acceptable,” it said.

The Battle of Thuda Phor & the politics of memory Morung Express News Kohima | July 31
In the aftermath of the July 16 Wuzu firing where two students were killed, the people of Phor (Wuzu, Phor and New Phor) recollects the Thuda post war of 1960 where the Indian Army killed their leaders, and burned down their village. The battle between the Indian Army and the Naga Army from August 24 to 27, 1960 is still imprinted in the memory of the people of Phor. “They burned all our houses and destroyed our livestock. We lived in the jungle for many days and slowly we came here and re-built our lives again,” says C Pitu Thurr, Wuzu, Village Council Chairman (VCC). The Thuda outpost was established in October, 1957 where the 3rd Assam Rifles were posted. They were replaced by the 14th Assam Rifles. On August 24, the Naga Army fired on the 14th AR Thuda Post at 5:00am and the battle continued till August 27. On August 25, an Indian soldier, Lance Naik Kalu Rai was shot dead by the Naga Army. In retaliation, Sergeant Major Sühoto was killed by the Indian army. By August 26, an Indian Air Force Dakota Plane dropped supply materials and ammunitions at the outpost for Indian troops. The Naga Army were however able to seize ten boxes of ammunition. The Dakota plane bearing No. DC-3, HJ233 was shot down by the Naga army, and landed at Zatshü, terrace field of Meluri. Nine crew members were held as prisoners and released only in 1963. On August 27, the Naga army finally withdrew due to heavy air strikes and continuous firing. The same day, the people of Phor fled to the forests fearing reprisal from the Indian Army. When survival became difficult, the villagers decided to set up a six member Peace Mission to talk with the Indian Army. Four leaders: Chüpuchu DB, Yetechu GB, Türüchu GB and Müghazü GB, who proceeded earlier never returned. The villagers later found out that their leaders were brutally tortured, with their hands and legs tied to the ceiling, where chillies were burnt and the leaders forced to inhale till their death. Later the other two members of the Peace Mission - the village Chief Türachu and Pastor Yutsüchu - were sent to get information about the four leaders who went ahead. When the two reached the outpost, they were shot down. The 14th AR then burned the whole village destroying houses, granaries, cattle and domestic animals.
Two other villagers - Nyupuchu and Yichüchu from Mokie village - were also tortured to death while on their way to visit relatives in Phor village. “Our leaders were tortured mercilessly by the Indian Army. They killed them as if they were animals. They did not even hand over the dead body but stuffed the bodies in sack clothes with chillies and dumped them in the jungles. We searched for days and found their bones,” recalled T Nyupuli, Pochury GB President. After the recent Wuzu killings, the people of Phor feel isolated and betrayed. “Why have they troubled us and made us suffer? Have we hidden the Naga nationalism here? Why has India done this to us? Have we the villagers here broken any law made by the Indian constitution?” they question. “In the paper, they said, it happened near Wuzu village but you can see, it happened in the heart of Wuzu village,” points out Joyson Pfithu, President, Pochury Students’ Union (PSU). VCC of New Phor, Chili says that “had the UGs and Army fired upon each other in our village, it would have been a different story. It would just have been an unfortunate incident, just our bad luck. But the firing happened at Avankhung. Do you know how many km is Avakhung from here? Why did they come here and shoot at the public?” Another village leader questioned the rationality of the AR who claimed to have gone to the village to prevent recruitment of minors. “If they have come for protection why did they kill us? Why?” asked the leader. “It’s a small village unknown to the world but that doesn’t mean that they suppress us and silence us. Justice has to be delivered. Tell the rest of the Nagas and the world, what the truth is, about the two children who were killed, a mother who was shot and injured. Tell them about what is unseen- the mental trauma inside the children,” exclaimed Pituo. A book published by the Phor Social Action Committee in 2010, The Battle of Thuda Phor (Purr) states that the final hearing was conducted at the session court of T. Aliba Imti AC-I Kohima where the case ruled in favour of the deceased leaders. Major Gorwalis and Subedar Rekha Singh Thapa of the 14th Assam Rifles were found guilty. They were stripped off their titles and uniforms in front of the respondents (who appeared in the court on behalf of the deceased) and were further punished with court martial for life imprisonment. Will the Wuzu killings be investigated in a similar manner?

The department of land resources today bid farewell to its retiring joint director, Kikruyielie Pienyu. The event held at the conference hall of the directorate here was attended by officers from the directorate, districts and the Nagaland Bio Resources. Pienyu thanked all the department staff in the directorate and district offices for being friendly and working as family. Stating that retiring from the department is like moving away from family, he said he will miss the department. Pienyu expressed hope that even if he leaves the department, the spirit of living and working as team, and also learning as team always remain in the department. On a personal note, the
outgoing officer told the department staff and officials, “The best gift you are going to give me today is forgiveness. I could have done a lot, but in many areas I may have failed and seek forgiveness as well.” Director Mhathung Yanthan, who also spoke at the event, said the outgoing officer was sincere, efficient and a person who has a heart for all. The total number of government employees in Nagaland as on March 2013 stands at 93,530, which accounts for 4.73 percent of the total State population (19,78,502) and 9.60 percent of total workers (9,74,122) in the State as per 2011 census. During 2012-13, there was an increase of 2159 employees in the State, according to Nagaland Economic Survey 2014-15 (Published by Directorate of Economics & Statistics), which was tabled in the assembly session here recently Out of 93,530 numbers of employees in 2013, Class- I employees constituted 4.16 percent, ClassII 2.81 percent, Class –III 67.57 per cent and Class-IV 25.46 percent. The survey said that regular employees are classified into permanent and temporary - permanent employees are those whose posts are confirmed while temporary employees are those whose posts are not confirmed. According to

the report, the percentage of regular post is highest in Class- I with 96.04 percent, while the percentage of regular post tends to decrease with the fall in the status of employees, i.e., Class-II with 93.87 percent, ClassIII with 91.18 percent and Class –IV with 70.33 percent. (See Box) The survey stated that the percentage of adhoc and work charged employees in the state is highest in Class –IV category of employees and accounts for 27.22 per cent of the ClassIV employees. Contract and deputation nature of employment are highest in Class-II category with 3.54 percent followed by 2.85 per cent in Class-I, 2.52 per cent in Class-III and 2.44 per cent in Class-IV category re-
spectively. Female employees constitute 22 per cent of the total employees and male 77.97 per cent. With the increase in the number of employees of the State government, the number of female employees had gradually increased till 2010-11. However, during 2011-12 there was decrease in the number of female employees by 63 persons. In the year 2013 as on March 31, the number of female employees had increased by 1026 persons thereby raising the total number of the female employees to 20, 605. Out of the total number of employees in the State, 93.24 percent of the employees are Schedule Tribes, while the remaining 6.76 per cent of the total

The survey stated that the age profile of state government employees is mostly young as 56.28 percent of the employees is in the age group of 26-45 years, 7.59 percent of the total employees is in the age group between 18-25 years, and 22.46 percent of the total employees in the age group between 46-60 years. About 13.67 percent of the total employees did not disclose their date of birth. The percentage of post graduate, graduate, PU/10+2, matriculate, under matric, and illiterate among the employees are 3.14 percent, 12.24 percent, 11.41 percent, 18.98 percent, 52.20 per cent and 2.03 percent respectively.

Kohima, July 31 (mExN): The Education and Communication department of Nagaland Baptist Church Council (NBCC) organized a programme called ‘Understanding the Differently Abled People’ from July 29–31. Held at Jubilee Memorial Center, Kohima, the programme aimed to create awareness in understanding and providing care and support to the differently abled people in the society, schools, churches and homes. During the inaugural service, Rev. Yamyap Konyak, Finance Secretary, NBCC pronounced the invocation. Greeting was brought by Dr. Atha Vizol, Commissioner, Department for Disability. Kedizelhou Rutsa gave a short testimony, while Cherry Blossoms Society and G. Rio School presented special songs. The inaugural program ended with a

pErEN, July 31 (mExN): Nagaland Health Project (NHP) conducted three days training for the Health Committees of Community Health Centres (CHC) Jalukie, Mhainamtsi SC & Nkwareu and Ngwalwa village under Peren district on “Community Action on Health & Nutrition (CAHN)” from July 20-22 at Jalukie Town. In the inaugural function, Dr. Atoshe Sema, Addl. Project Director, NHP, highlighted about the project. He pointed out that NHP is first of its kind in Nagaland, which is supported by the World Bank and the project is to complement and not to replace any program that is being undertaken by the Health Department. He stressed on the importance of availing medical facilities available
to them and also urged them to be responsible and commit to the project. Dr. Thomas Keppen facilitated the training, which had resource persons from SPMU, NHP & DPMU, NHP. The participants were enlightened about Nagaland Communitization Act 2002, Result Based Financing (RBF), health related indicators and composition of health committee structure at each level (VHC, HSCMC & HCMC) and development of Action Plan during the 3 days training. Nagaland Health Project (NHP), being implemented by the Directorate of Health & Family Welfare, is for duration of six years. The overall goal of the project is to address priority bottlenecks to improve the supply, utilization and quality of health and nutrition services in Nagaland
through investments in several sectors, a press release informed. The project will contribute to Nagaland government’s overall development plans to improve health and nutrition services and outcomes, complementing (and not replacing) state and central (NRHM) government health programs, it added. The project aims to strengthen the Village Health Committees (VHC) by providing incentives through Result Based Financing (RBF), and provide alternative energy (solar), water & sanitation and improve information and communication system in various health facilities of Nagaland. The project is being implemented in Jalukie block and Noklak block on pilot basis for the first year and will later be scaled up to all districts of Nagaland.

Manipur development project spells doom for 11 villages, 12,000 people Imphal, July 31 (IaNS): One person's manna is another person's poison. This adage couldn't ring more true for the people of Manipur whose fate has been divided along the line of development. The construction of a multi-purpose dam that promises a better life for people in one part of the state has spelt doom for nearly 12,000 people in 11 villages whose homes will be submerged in the waters and be lost forever. The Mapithel dam of the Thoubal multi-purpose project in Phayang has been the eye of a storm for the locals for a long time now - since its inception in 1980. But now that the end is nearing and the result is there for all to see, those affected have been raising a
last cry for help. Construction of the dam means blocking the Thoubal river, leading to the water-level rising and submerging 11 villages in the vicinity, along with fertile paddy fields, forest land and historical relics like some of Manipur's oldest churches. One such church, the Chadong Baptist Church, which was built in 1935 and is claimed to be one of the oldest in the state, held an emotional prayer service last week before it went under water. In a memorandum to the chief secretary of Manipur, the religious heads of the affected villages and others wrote: "While trying to provide benefits to the valley districts, more than 12,000 people who are in the project upstream are
adversely affected and displaced with no means of future survival." The 66-metre-high and 1,074-metre- long dam is aimed at utilising the water resources to provide irrigation to 21,860 hectares of cultivable land in the Thoubal district as well as generate 7.50 MW electricity and supply water to the capital city, Imphal. This "positive" development has, however, not gone down well with the people of the affected villages, mainly because they will in no way reap the benefits of this project but lose a lot in the bargain instead. "There has been no proper resettlement and rehabilitation programme for the affected villagers. There has been no impact assessment on the socio-
economic and religious perspective," the memorandum said. "The Mapithel mountain, located across the dam, will become inaccessible for forage of edible plants, roots and mushrooms necessary for future survival when a reservoir is created," the memorandum added. Chadong, one of the affected villages, is known for its soil fertility and its organic food products like mushrooms and bamboo shoots make their way to markets in Imphal and elsewhere. The Thoubal river, often called the river of strength because of its strong undercurrents, also sees community fishing in the Chadong area - a much celebrated event. "All of that will now become history,"
lamented Ngayeimi, a villager in Chadong, echoing the sentiments of others. Most people in the affected areas are farmers and they fear the uncertainty of the future. "The future looks bleak. What will I do, I am a farmer..." asked Bosco, another villager who has a family of five, including three children, to support. Villagers also claim that after years of protest, the state government did agree to give compensation, "but only few have been given this till now". "All we want is that our plight should be first redressed, then the construction," the memorandum read, reflecting the irony of how development can have different definitions for different people.
Tussle between Tripura HC and Move to build rail lines govt over law secretary continues along China border agartala, July 31 (IaNS): The conflict between the Tripura High Court and the government over removal of Law Secretary Datamohan Jamatia from his post continues with the law minister shooting off a fresh letter to Chief Justice Deepak Gupta. The state government had expressed its inability to relieve Jamatia of his responsibilities. A contempt of court case against Jamatia is pending in the Supreme Court. A high court notification, issued on July 14, transferred Jamatia and posted him as a district and sessions judge of Unakoti district. The court also asked him to take over the new assignment on August 3 and asked Chief Secretary Yashpal Singh to choose a new law secretary. Last week, Law Minister Tapan Chakraborty, in a letter to Chief Justice Gupta, expressed the state government's inability to relieve Jamatia as law secretary as he is looking after various pending cases in the Supreme Court and upcoming elections to local bodies. The fresh letter came after the high court on July 23 turned down the law minister's plea and stick to its decision. Minister Chakraborty said: "Yesterday (Thursday), I have sent another letter to the chief justice to retain Jamatia in his post at least for another six months." Chakraborty, however, refused to divulge the contents of the letter. An official with the law department, on the condition of anonymity, told IANS:

"The minister told the chief justice that Jamatia has been looking after the state government's appeal to the Supreme Court against the high court's dismissal of 10,323 government teachers by an order on May 7 last year." "Besides, the law secretary's service is urgently required by the state government in smoothly conducting elections to various urban local bodies, including Agartala Municipal Corporation, in December and elections to 527 village committees under the Tripura Tribal Areas Autonomous District Council in March next year," the official said quoting the letter. A division bench of the high court in April wanted contempt of court charges to be framed against Jamatia for making a derogatory remark about the judiciary in an official note to Chief Minister Manik Sarkar. Jamatia, who denied making any derogatory remarks against the high court, filed a petition before the Supreme Court against the high court decision. The official said the law minister also raised questions over the appointment of Unakoti District Session Judge Gautam Debnath as officer on special duty (OSD) in the high court. "The high court may appoint OSD but the post has to be created by the state government before any posting is made, as otherwise financial and other complications will arise in future," the law minister said in his letter.
New DelhI, July 31 (IaNS): The government has initiated a move to build four strategic railway lines along the international border with China, it was announced on Friday. Out of the four railway lines, three are in the northeast and one in northern India, Minister of State for Railways Manoj Sinha told the Rajya Sabha. "The ministry of defence has identified four strategic lines along the India-China border," Sinha said in a written reply. The four lines identified are Missamari in Assam to Tawang in Arunachal Pradesh via Tenga (378 km); Pasighat in Arunachal Pradesh to Rupai in Assam via Tezu (227 km); North Lakhimpur in Assam to Silapathar via Bame in Along district of Arunachal Pradesh (249 km); and Bilaspur in Himachal Pradesh to Leh in Jammu and Kashmir via Manali (498 km). "The railways ministry has requested the ministry of defence to convey approval to carry out final location survey at a cost of Rs.345 crore (Rs.3.45 billion) and provide the necessary funds," Sinha said. According to the minister, none of these projects has so far been sanctioned. "The time of completion and cost cannot be ascertained till completion of the final location survey and detailed geo-technical studies, as all these projects pass through very difficult terrains of the young Himalayas," he said.

Assam completes construction of 91 percent of school toilets guwahatI, July 31 (IaNS): With Assam completing construction of 91 percent of school toilets under the "Swachh Vidyalaya" programme, Chief Minister Tarun Gogoi on Friday directed the authorities concerned to expedite the completion of toilets in all schools by August 10. Funds for the construction of school toilets were provided by the Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA), public sector undertakings and the corporate sector. Under the Swachh Vidyalaya programme, Assam has completed construction of 33,154 toilets out of 35,725, and the construction of the remaining 2,571 are going on in full swing. At the national-level, Assam's rate of completion is 91.84 percent as against Bihar's 72.41 percent, Haryana's 84.68 percent and Madhya Pradesh's 88.07 percent, according to the statement. Gogoi's directive came at a review meeting in which he said that to make the state
clean and healthy, construction of toilets at schools must be completed at the earliest, according to an official statement. Friday's meeting was attended by Education Minister Sarat Borkotoky and other senior officials. In Assam, under SSA and RMSA, 26,662 toilets have been constructed out of the targeted 26,809. Gogoi directed the authorities concerned to complete the construction of the remaining 147 toilets by August 10. Under corporate sector, out of the total 79 toilets, construction of 66 toilets have been completed and the construction of the rest 13 will be completed "very soon", the statement added. In schools under the PSU sector, construction of 642 toilets have been completed and the construction work of 2,218 toilets is underway. The chief minister directed the state education department to write to the ONGC and Power Grid Corporation of India Limited for not starting work on construction of 193 toilets.

"Intelligence officials should keep a tab on all (except relatives and close friends) who assembled before Yakub Memon's corpse. Many are potential terrorists," Roy tweeted on Thursday hours after Memon was hanged in Nagpur Central Jail in Maharashtra. "Governors ought to be concerned about security of state. Intelligence keeping tab on Yakub's mourners is preventing terror. Better than cure," he wrote. Criticising his tweets, a Twitter user said: "Shame on you Mr governor! You betrayed constitutional values by these tweets."
Roy responded in another tweet: "As a governor he was supposed to be 'concerned' about security." "When I suggested 'intelligence keeping a tab', I mentioned no community. So how come I'm accused of being 'communal bigot'?" he added. The governor told IANS here: "In my tweet, I have said intelligence officials should keep a tab on all, except relatives and close friends, who assembled before Memon's corpse. If they, other than relatives and close friends, does not support terrorists and terrorism, why they assembled there?" Homestays to boost Kerala’s tourism industry Govt seeks Parliament nod for additional 40,822-cr spending
THIRUvANANTHAPURAM, JULY 31 (IANS): Kerala’s tourism industry will get an additional boost as the government will not only streamline homestay operations but promote them as well, said a minister. Homestay enables visitors rent rooms from local families. “What we have found out from our various tourism road shows that are held across continents is that there is a good demand for experiencing the village life of our state and for that the best product that we can offer is homestays,” Tourism Minister A.P. Anil Kumar told IANS. He said there are around 1,000 homestays that are registered with the department. “We are in the process of streamlining homestay operations. We have already reduced the electricity tariff that was previously under commercial category to a lower category,” said Kumar. In a matter of five years, the total rooms that are available has doubled and crossed the 80,000 room mark. There are teething issues and the state government is doing their best to overcome them, said M.C. Sivadathan, director of Kerala Homestay and Tourism
Society (Kerala HATS), an NGO, which looks into the issues faced by homestays. “We are all waiting for the state government to come out with a government order where clear-cut guidelines are laid out. One lacuna in the present set of rules is the unrealistic charges that are being levied as annual tax by the local self governments who charge as high as 60 per cent of the total area of the house.” “This is too high because we already pay tax to the government. We have met with the chief minister and others and expect that they will come up with a realistic figure, said Sivadathan. Homestays charge as low as Rs.300 to Rs.5,000 a day, depending on the facilities that are offered. K. Punnoose, who lives in a 130-yearold ancestral home in Kottayam said that he will be glad to offer homestay facilities as both his children are married, and this would be an activity that would keep his wife and him busy. “I am waiting for the government to come out with a clear homestay policy. The Kerala village life is a much sought after by many foreigners and it not only brings extra money to the home stay owner, but also the village community,” said Punnoose.

In India, Uber has been at odds with authorities in the capital, New Delhi, where the government banned its services after an Uber driver was accused of rape in December. But a court revoked the ban this month. After the incident, Uber tightened its driver screening and in-app safety features. It has also modified its global business model to accept cash payment in some Indian cities. The company on Friday said it aimed to attain 1 million rides daily in India within six to nine months. NEW DELHI, JULY 31 (PTI): To meet expenditures, governmenttoday sought Parliament’s approval for an additional Rs 40,821.88 crore as the first batch of supplementary demands for grants for 2015-16, which includes Rs 12,010 crore meant for PSU bank recapitalisation. However, the net cash outgo will aggregate to only Rs 25,495.24 crore, while the rest of the amount would be matched by savings and enhanced recoveries. The first batch of Supplementary Demands for Grants 2015-16 was tabled in Parliament today by Finance Minister Arun Jaitley. The additional outlay towards bank recapitalisation will be Rs 12,010 crore. The government has also sought a token Rs 100 crore for establishment of MUDRA Bank. The 2015-16 budget had provided Rs 7,940 crore towards recapitalisation of PSU banks. With the additional outlay, the total outlay towards bank recapitalisation would go up to Rs 19,950 crore in the fiscal. The government has also sought the Parliament’s nodforinjectingRs800croreasequityinfusioninstate-carrier Air India and an additional Rs 4,000 crore towards Integrated Child Development Scheme and other programmes of the Ministry of Women and child development. An additional Rs 2,685 crore has been sought for Prime MinisterNarendraModi’spetprojectSwachhBharatMission and other schemes of Ministry of Drinking Water and Sanitation. For Indian Strategic Petroleum Reserves Ltd (ISPRL) it sought Rs 1,153 cr. Another Rs 1,000 crore has been sought for development of Chennai and Bangalore Metro Projects and Rs 400 crore for clearing the pending subsidy claims towards import of edible oil, sugar mills and interest subvention.

Uber said it would use the additional investment to improve operations, expand beyond the 18 Indian cities where it now operates, and develop new products and payment solutions. “We are extremely bullish on the Indian market and see tremendous potential here,” Amit Jain, president of Uber India said in a statement on Friday. “Uber has grown exponentially in India.” Uber said India and China are its priority markets. It had said last month that it would invest more than $1 billion in China this year as it looks to rev up growth in the world’s second largest economy.

'Recommend deserving candidates for PMEGP loan' WoKha, July 31 (mExN): The Wokha District Entrepreneurs’ Association (WDEA) has made an appeal to the selection committee/board of the PMEGP interview to recommend only genuine, aspiring, un-employed and deserving candidate, especially locals. In a press release, the union stated that the code of conduct was necessitated as it has been brought to light that various detrimental activities are being blatantly committed by students both outside and inside many institutions. According to the code of conduct, any student in uniform found indulging in “immoral activities” or found taking intoxicants or any form of abusive substances shall be penalized and strictly dealt with. ’m typing this article on a Microsoft Surface tablet, using Windows 10. That's important for two reasons. First, Microsoft released Windows 10 in some 190 countries on Wednesday, and for desktop PC users, it's an enormous improvement on its predecessor, Windows 8. Microsoft, whose dominance in the desktop operating system market was called into question for the first time in decades by the Windows 8 debacle three years ago, is back in business. Second, it's significant that I'm typing this on a tablet because that's something I've never done before. Writing an article, for me, requires constantly switching between a word processor, Evernote, Slack, and numerous browser tabs. Every time I've tried to do it on a tablet—whether on an iPad, a Surface, or an Amazon Fire—the experience has been so frustrating that I've given up. Not this time. If Windows 8 was the first operating system to turn your desktop computer into a tablet—an idea whose time has not yet come, and may never—Windows 10 is the first to let you turn your tablet into an honest-to-Godfunctional PC. (Thankfully, for beleaguered desktop users of Windows 8, it also lets

With the theme of loneliness at its heart, Robinson’s novel “resists the notion of love as an easy antidote to a lifetime of suffering or solitude, suggesting that intimacy can’t intrude on loneliness without some measure of pain,” writes Leslie Jamison in The Atlantic of the book. “Robinson’s determination to shed light on these complexities—the solitude that endures inside intimacy, the sorrow that persists beside joy—marks her as one of those rare writers genuinely committed to contradiction as an abiding state of consciousness.”
Smaill’s dystopian debut tells the story of a totalitarian regime that uses music to inflict amnesia on its subjects, with the plot crystallized through a young outlaw who has the ability to see others’ memories. The New Zealander poet manages to remain fresh and original in a genre with many distinguished precursors, but Smaill manages topoignantly convey her wider premise: “that a society must retain a diverse shared past if it is to have a cohesive future.”

Windows 10 is the first operating system to embrace the future of computing
you turn your PC back into a PC.) In short, Windows 10 is the operating system Microsoft should have released three years ago. But it isn’t just an improvement on its predecessors. It is, as of today, the most versatile and forward-looking operating system in the world. That’s because it is the first to recognize and embrace the future of computing: a world in which all your devices are just different-sized screens running the same software. That is not to say that Windows 10 is the best operating system out there. It’s far too soon to declare anything like that. It lacks the instant appeal of either OS X or iOS, the openness of Linux, or the lightness of Chrome, and its mobile app ecosystem remains a wasteland compared with Apple’s and Google’s. We don’t yet know just what it will look like on phones or whether anyone will be persuaded to use it on them. Besides, any number of bugs and shortcomings is likely to arise in the coming days and weeks as the masses begin to adopt it on their desktop PCs. But Windows 10 does get two very big things right. For desktop users, it restores the familiar, utilitarian layout of Windows 7, including the desktop Start menu, while incorporating some of Windows 8’s
more futuristic elements. And for those using tablets and hybrid computers, it makes switching between a touch-based interface and the classic desktop environment surprisingly seamless. It manages to do both of those things within the confines of a single operating system, something neither Apple nor Google has accomplished. Bravo, Microsoft. It is also fast, easy to use, reportedly secure, and thoughtfully designed—virtues that are never a given when Microsoft releases a new OS. Aesthetically, it is neither aggressively ugly nor aggressively bland. And although Microsoft is playing catch-up to Apple on many key features of its operating system, it has leapt ahead on a few others. Most interesting of those is its ability to adapt to different types of devices. It has been clear for years that PCs, tablets, and phones are converging on similar sets of features and functions— email, calendar, voice and video calls, Web browsing, productivity—as processors continue to shrink. Apple has regarded this convergence warily, cautiously allowing its desktop operating system to adopt elements of iOS while keeping the two separate. Microsoft regarded this evolution first with arrogance and dismissal and then with panic once it became clear
that tablets and phones really were a threat to Windows’ future. The panic led to Windows 8, which shoehorned desktop PC users into an interface that was built for tablets. With Windows 10, however, Microsoft has embraced the convergence while respecting key differences between the mobile and desktop use cases. It does this with an elegant feature called Continuum, which is best appreciated when you’re using a tablet with a detachable keypad, like Microsoft’s own Surface Pro 3. Use the tablet without the keypad, and Windows 10 will present you with a touch-optimized home screen populated by Windows 8–style live tiles. Native apps like Mail and the Edge browser will function like mobile apps, and you can download other mobile apps from the Windows Store. By default, apps will run fullscreen, like they do on an iPad, although you can still multitask by swiping across the screen into “task view.” Buttons are big and easy to press. Snap in a keypad, and everything changes. The classic Windows desktop appears, and the live tiles retreat into the Start menu. Open windows sprout their familiar title bars and shrink out of full-screen mode so that you can drag
them around and switch between them more readily. And those same native apps, including Mail and Edge, morph into desktop applications, optimized for a track pad and keyboard rather than a thumb or a finger. Out with the big buttons, in with the little icons. Me a nw h i l e, b o t h modes benefit from the thoughtful incorporation of some features borrowed from mobile OS design. Gone is Windows 8’s runic Charms bar, a source of exasperation for countless desktop users. In its place is the Action Center, a take on Apple’s Notification Center, which collects recent Mail messages, Facebook notifications, and other timely bulletins, along with some key settings. Another phone-inspired feature that works surprisingly well in Windows 10: Cortana, Microsoft’s version of an intelligent personal assistant. On the desktop, Cortana serves as an all-purpose search hub. It can find your own files and apps, like Apple’s Finder. It can search the Web via Bing. And, like Siri, it can take commands, answer questions, or just banter with you for a bit. You can type your queries into its search bar or interact with it via voice. (It responds to the greeting, “Hey Cortana.”) Other nifty Windows 10 features were clearly
designed with traditional desktop users in mind. One of the best, and most overdue, is the ability to create and toggle between multiple virtual desktops, each hosting a different set of open windows and apps. So, for instance, you can fill one desktop with work and the other with personal stuff. Then there’s the Start menu, which in desktop mode acts sort of like a mini Windows 8 within the classic desktop environment. Here live tiles find their true calling, not as hyperactive, oversized icons on a busy home screen, but as nifty little widgets within a customizable pop-out menu that easily stows away when you don’t want it. You can pin both modern (touch-based) apps and classic applications to the Start screen, and resizing or reconfiguring them is no sweat. There is still some awkwardness involved in an operating system that attempts to accommodate desktop and mobile users equally. Most third-party apps don’t yet pull double duty. So, for instance, you’ll have to download both Evernote Touch and the Evernote desktop application if you want the best experience in each mode. There are also elements of the touch interface in Windows 10 that will feel just a
little too desktop-y for iPad adherents. Finally, the Windows Store is a work in progress. It isn’t always immediately evident which apps will work in which environment. And Microsoft faces a challenge in convincing developers that it’s worth their time to develop apps that shift between mobile and desktop as seamlessly as they ought to. The company has had particular trouble attracting mobile developers, given Windows Phone’s vanishingly small market share. It’s that last problem— the phone problem—that will continue to dog Microsoft even if Windows 10 proves to be a hit with the company’s loyal desktop users. An operating system that can adapt to all of your computers is great in theory. But it will fall far short of its potential if Microsoft can’t persuade people to run it on the ones they keep in their pockets. Still, the return of a strong Microsoft desktop OS is cause for celebration in itself. That it doubles as a serviceable touchbased OS is an impressive achievement and another sign that Microsoft is regaining the thirst for innovation it seemed to have lost years ago. It’s also a shrewd hedge against the death of the PC, whose demise has been laugh-

ably overhyped but may yet be on the horizon. It’s also worth noting that, as my colleague Lily Newman explains, Microsoft is billing Windows 10 as “the last version of Windows.” What that means is that Microsoft will deliver future software updates automatically, rather than releasing an entirely new system every few years. That approach might have its drawbacks, but if nothing else it should allow Microsoft to focus on just one operating system at a time, rather than supporting several simultaneously. Windows 10 will come as a free update to anyone already running Windows 7.1 or 8. For those still running Vista or XP—and dare Microsoft hope that some OS X users will make the switch?—it will cost $119 for the Home edition and $199 for Pro. Windows 10 isn’t perfect, but it works well enough as both a desktop and tablet operating system that at times I forgot which mode I was in. And that’s how it ought to be. Forcing people to keep track of which mode they’re in and adjust their behavior accordingly is the type of mistake Microsoft has always made in the past. Finally the company’s designers seem to realize that it shouldn’t be the user’s job to adapt to the software. It should be the other way around.

or students who complete class X in regional language schools, stepping into an English-medium college in an Indian city can be a daunting experience. If coping with classes and examinations isn’t hard enough, there are also the taunts, sniggers and patronising attitude of “English” students to contend with. In a new research project conducted by Pukar, a Mumbai-based urban research collective, a group of eight college students have explored these struggles faced by their peers from non-English medium backgrounds studying in English-medium institutions. The students, from the Dr BMN College of Home Science, were fellows of Pukar’s annual Barefoot Research Programme in which around 10 youth groups from different colleges and organisations are inducted and trained intensively on various aspects of conducting field research. The groups spend one year working on research topics that are close to their own lived experiences and help them explore their local socio-political contexts. Along with other projects on issues such as menstrual taboos, the challenges faced by single mothers and familial acceptance of transgenders, the study on the problems of non-English medium students was released at an exhibition in Mumbai on July 25.
‘They laugh at our pronunciation’ “The biggest challenge for vernacular-background students is the negative perceptions of students from English schools,” said Rukhsar Khan, a third-year student of food science and nutrition at Dr BMN College. Rukhsar, who studied in Urdu up till Class 10, is one of the three students in the eight-member research group who didn’t have English as a first language in school. Over the past year, the researchers conducted interviews and focus group discussions with 40 students from both English and vernacular backgrounds, along with interviewing a few faculty members from their college. Many English-medium students, they found, subliminally perceive English as a language of status and tend to view non-English students as less intelligent. A lot of this is conveyed through “disapproving looks” and other non-
verbal communication. Many vernacular background students reported strong feelings of under-confidence because of this attitude towards them. “During class presentations, when English-medium students make mistakes in pronunciation, it is not seen as a big deal. But when one of us pronounces something wrong, there are always some people who laugh, tease or taunt us,” said Deepali Adsul, one of the research group members who studied in a Marathi school. “This has a bad effect on our confidence, which is already low.” Many of the students they interviewed reported receiving prejudicial comments connecting their attire to their language competence. “Just because I wear a burqa, people have assumed that I come from an Urdu school, even though I have not,” said Bushra Girach, another group member. ‘Language is not identity’
As with many colleges keen to bridge the language gap among students, Dr BMN College divides the first-year English class into two batches – a regular class and a separate batch for students from vernacular schools, who are taught “lower level English”. The aim of the latter, says vice principal Mala Pandurang, is to provide some extra English coaching to those who may not be able to cope with their college courses otherwise. “English is a tool of social mobility and impacts employability, because the markets, unfortunately, do discriminate on the basis of language,” said Pandurang. “We want to give our students the added advantage, and as an English teacher, I believe that the separate attention is helpful.” But as the Barefoot Researchers group found, the experience of being in the “lower level English” class can often be unpleasant for students. For one, the segregation
is open, which often leads to snide remarks by English-medium students. Deepali also believes that the separate class can sometimes be patronising, teaching vernacular students basic English language concepts they have already learnt in school. “Sometimes I feel we would learn more by sitting in the regular English class,” she said. In their report, the group has recommended options such as holding an English entrance test for all students when they join college. “That way, vernacular students who are good at English don’t need to be in the lower level class and the English-medium students who are weak at the language can benefit from the extra English coaching,” said group member Zainab Cutlerywala. There are, in fact, several English-medium students who feel more comfortable in their mother tongues, says Zainab. “In our first year, we were given a chance to make creative group presentations in class through poetry, puppetry and art, and none of the groups chose to present in English,” she said. In their report, the group’s final recommendation is for both English and non-English students. “Vernacular students should believe in themselves and not let others’ perceptions affect their confidence,” said Rukhsar. “And English-medium students should learn to empathise with us, because language should not become identity.”

We can always design an affirmation around our goals and keep repeating it to ourselves all through the day. This is like taking a vitamin pill of confidence and positivity. Over a period of time, our subconscious mind accepts our affirmation and a lot of creative ideas and opportunities begin to show up in our lives. Three things to remember while creating an affirmation for yourself: 1) Keep it short like a mantra, so that you can memorise and repeat it quickly. Ideally, it should
be about one sentence long. 2) The words used in the affirmation should have an emotional connotation for you and should come straight from the heart. 3) The affirmation should be positive in nature, and should not contain and negative mentions. It should be about ‘what you want to happen’ and not about ‘what you do not want to happen’. For example, ‘I want to be rich’ should be used instead of ‘I do not want to be poor’. Remember, how you talk to yourself reflects in your feelings. Your feelings create your behaviour and your behaviour creates your results. What ails Nagaland University? Kayl Kaylee: Disheartened to write this against the once scam ridden and lethargic NAGALAND UNIVERSITY. Hello Mr Controller of Examination! Can you hear me? You and your team can never publish results in time which is always a drawback for Naga students wanting to go out for further studies. The delay has affected many students as they had to get admitted to the 5th semester and then find that they have failed in more than 2 subjects, thereby having to pack up for home. Time, money and mental wellbeing of students wasted and are exasperated. This time round, the fourth semester results are such shocks for many students as most have failed unexpectedly in honours papers and in some general papers getting marks below 20% and even to one digit numbers? The students must be given a chance to re-evaluate those papers as we learnt that marks below 20% cannot be re-evaluated. Delay in declaring results, want of good cut off marks outside Nagaland are all factors that ought to be looked into by anyone in the NU who loves Naga students. The Examination branch is advised to visit Nagaland Board of School Education and learn all these qualities that are so necessary to run and manage examination system. Don't take these things lightly because you are ruining thousands of lives by mentally, economically and physically harming the Naga students and discouraging them. NSF and ANSU can help the future generation from getting totally damaged by using their good office to check the anomalies. Nokchem Angth: This is a serious matter for all us especially to students. Therefore, the NU has to clarify at the earliest. I know that some colleges are yet to receive their mark sheet but I'm sure the same error will occur to them too. The rules are nothing but just to kill the lives of thousand students. 1. They have given 30 days to students to fill up the re-evaluation form whereas, there IS NO TIME BOUND FOR EVALUATION PROCESS. OH! Come on, we are no more kid! If there shall be no time bound than how can students continue their class? In case, even after evaluation if he/ she fails than will university will re-pay their fees being paid by the students? 2. When you have even awarded single digit mark, you are restricting the students to go for re-evaluation with less than 20%. Don't kid us, dear paralyzed University! 3. After making such mistakes you are threatening the students not to award any scholarship, medal etc. if one goes for evaluation? So this means, you want to give away those awards to those who don't deserve? We are not corrupted so we want those awards to be awarded to deserving person. 4. You made mistakes and you are asking Rs 300 per paper to poor and helpless students? Shame money monger party! NU please grow up and do your duties responsibly. Parliament logjam continues, all-party meeting on Monday New Delhi, July 31 (iaNS): With even the second week of the ongoing monsoon session of parliament almost washed away, the Narendra Modi government has called an all-party meeting on Monday to end the logjam over the Lalit Modi and Vyapam issues. Modi's finance ministry plans to raise the budget for women and child welfare, as well as sanitation programmes, by around 40 percent, a government document tabled in parliament showed. Modi in February redirected funds from social programmes towards infrastructure, asking states to fill the gap. Problems best solved outside UN Security Council: India uNiteD NatioNS, July 31 (iaNS): Solutions to global problems are best found outside the Security Council in forums like the General Assembly that are democratic, inclusive and transparent, India declared on Thursday. Speaking at a Council debate on peace and security challenges of small island developing states (SIDS), Permanent Representative Asoke Kumar Mukerji said that in dealing with their problems, "it is clear effective international cooperation on the concerns has been most viable outside the UN Security Council" where "a democratic, inclusive and transparent approach" can be taken. Asserting that "we must look beyond the Security Council in redressing the concerns", Mukerji gave the example of international anti-piracy efforts. Although the Security Council tried address the piracy issue through two resolutions, "it has been through a much wider grouping, the 60-member Contact Group on Piracy off the coast of Somalia, that the security and economic concerns related to piracy have actually been addressed", he said. This effective "democratic and transparent approach" could be the model for broader international cooperation to tackle piracy concerns of the SIDS under the framework of the General Assembly, he added. Another example he cited was the UN Convention on the Law of the Seas, which came about after decades of General Assembly negotiations, effectively deals with issues like illegal exploitation of natural resources and illicit fishing, he said. India has long been critical of the functioning of the Security Council which is dominated by the five vetowielding nations, China, Britain, France, Russia and the United States. Pushing for reforming and expanding it, New Delhi has faulted it for not being open or democratic and for not adequately consulting other members who are directly affected or who are helping deal with issues on which the Council mandates. Mukerji said that India has been working with SIDS on development, infrastructure building and climate change adaptation. Prime Minister Narendra Modi has launched the Forum for India-Pacific Islands Cooperation (FIPIC) for dialogue with the Pacific SIDS and forum will be meeting next month in India, he said. Turning to a matter of dire urgency to the SIDS, Mukerji said that they "are at the frontline of the threat from climate change and sea level rise, the worst sufferers of a global problem they did not contribute to". Therefore, he said, the international community should support their climate change adaptation initiatives and give them priority in distributions from the Green Climate Fund.

There are 14,000 people living in 51 Bangladeshi enclaves in Indian territory, with a total area of 7,110 acres, while there are 37,000 people living in 111 Indian enclaves in Bangladesh, with a total area 17,160 acres. The 111 Indian enclaves are located in the Bangladesh districts of Lalmonirhat (59), Panchagarh (36), Kurigram 12 and Nilphamari (4) while all the 51 Bangladeshi enclaves are situated in Cooch Behar district of West Bengal. New Delhi, July 31 (Pti): A total of 24,771 dowry deaths have been reported in the country in past three years with maximum of them occurring in Uttar Pradesh with 7,048 deaths. In a written reply in Lok Sabha, women and child development ministry Maneka Gandhi said that 8,233, 8,083, and 8,455 cases were registered under section 304B of the Indian Penal Code (Dowry Death) in the country in 2012, 2013 and 2014 respectively. Uttar Pradesh is followed by Bihar and Madhya Pradesh with 3,830 and 2,252 deaths during the same period. As per National Crime Records Bureau data, the country has recorded 3.48 lakh cases of cruelty by husband or his relative and West Bengal tops the chart with 61,259 such cases in past three years, followed by Rajasthan (44,311) and Andhra Pradesh (34,835).

Maggi ban: Bombay High Court verdict on Monday MuMbai, July 31 (iaNS): The Bombay High Court will deliver its verdict on Monday over food multinational Nestle India's petition challenging the orders of FSSAI and Maharashtra's FDA banning its products last month for containing toxic substances. Nestle has contended that its products do not contain lead in excess of permissible limits and also challenged the tests conducted by the Food Safety Standards Authority of India (FSSAI) and Food and Drugs Administration (FDA). The food regulators reiterated that the lead content detected in Maggi during tests by renowned labs was detrimental to public health. A division bench, comprising Justice V.M. Kanade and Justice B.P. Colabawala, here on Friday reserved its order till August 3 (Monday). Both the parties also failed to reach a consensus to the court's suggestion to conduct new independent tests before the court verdict. Nestle's lawyer Iqbal Chagla said the company was ready for the fresh tests, but these should be conducted in the presence of a renowned scientist on the (product) samples available with the company. However, FDA's counsel Darius Khambata wanted at least one of the samples to be included from the lot collected from the state. Chagla argued that while three Maggi variants were tested, the regulators banned all the nine variants, and rejected FSSAI's allegations that the company destroyed evidence by burning Maggi stocks. On June 5, the FSSAI banned all nine variants of Maggi noodles from the market following reports about lead and monosodium glutamate content higher than permissible limits in the products. The FFSAI order said the samples had been found unsafe and hazardous for human consumption and asked it to stop further production, processing, imports, distribution and sale.w

Two men were released on Friday, the government said. External Affairs Minister Sushma Swaraj tweeted: "Four Indians abducted in Libya - I am happy we have been able to secure the release of Lakshmikant and Vijay Kumar. Trying for other two." Of the two men released, one belongs to Raichur and the other to Bengaluru, said officials. External affairs ministry spokesperson Vikas Swarup tweted: "Welcome news from Libya. 2 of the 4 detained Indians brought back safely to University of Sirte. Our efforts continue for the remaining two." Earlier, Swarup said the Indian mission in Tripoli came to know at 11 p.m. on July 29 that four Indian nationals who were returning to India via Tripoli and Tunis were "detained" at a check
point, 50 km from Sirte. In a statement, he said two of them are from Hyderabad and one from Raichur and one from Bengaluru. The government maintains the men, all labourers from mostly Punjab, are still alive. The Indian government had last year issued an advisory asking its citizens to leave Libya. Libya has been hit by continuing violence with various militias and factions battling it out for control since Muammar Gaddafi was overthrown and killed in 2011.

Begue also discovered a piece of a suitcase about 2.5 meters (8 feet) away, he said, though it’s unclear whether there is any link to the plane wing. Authorities wouldn’t comment Thursday on whether Begue was the first to report discovering the component. Colleague Teddy Riviere corroborated his account, and praised him for the discovery.
Members of Begue’s soccer team kidded him on his new fame in local media. Australian officials expressed skepticism on Friday that the suitcase was associated with the wing part. Australian Transport Minister Warren Truss noted that there did not appear to be any marine life attached to the suitcase, indicating it probably hadn’t been in the water for long. But he dubbed the wing part a major lead in the investigation. “There’s strong evidence to suggest that the wreckage found on Reunion Island does come from a Boeing 777,” Truss told reporters on Friday. “That has not yet been confirmed, but the pictures that are available for people to examine are certainly consistent with the parts from the wing of a Boeing 777. “ The wing piece is about 2 meters (6 feet) long. Investigators have found a number on the part, but it is not a serial or registration number, Truss said. It could be a maintenance number, which may help investigators figure out what plane it belongs to, he said. The fact the part was found 4,200 kilometers (2,600 miles) from the current search site does not mean officials are looking in the wrong place, said Australian Transport Safety Bureau Chief Commissioner Martin Dolan, who is heading up the hunt. Conversely, it gives them reassurance that they’re in the correct spot, given that ocean modeling predicted that currents would eventually carry any floating wreckage to the Afri-
can coast. The discovery is therefore unlikely to alter the seabed search, he said. “There’s been a lot of public doubt about whether we’re searching in the right place,” Dolan said. “We remain highly confident in our work defining the search area.” Malaysian authorities, meanwhile, were headed to Reunion and Toulouse. “We have had many false alarms before, but for the sake of the families who have lost loved ones, and suffered such heartbreaking uncertainty, I pray that we will find out the truth so that they may have closure and peace,” Prime Minister Najib Razak said in a statement. A French law enforcement helicopter is scouring the waters around the island in hopes of spotting more debris, and U.S. investigators are examining a photo of the debris. The wing part was found on a desolate, rocky beach in the small town of Saint-Andre and was transferred to the civil aviation authority’s offices in the island’s main airport, a local police official said. Flaperons are located on the rear edge of both wings, about midway between the fuselage and the tips. When the plane is banking, the flaperon on one wing tilts up and the other tilts down, which makes the plane roll to the left or right as it turns. The last primary radar contact with Flight 370 placed its position over the Andaman Sea about 370 kilometers (230 miles) northwest of the Malaysian city of Penang. Reunion is about 5,600 kilometers (3,500 miles) southwest of Penang. There is precedence for large objects traveling vast distances across the Indian Ocean. Last year, a man lost his boat off the Western Australia coast after it overturned in rough seas. Eight months later, the boat turned up off the French island of Mayotte, west of Madagascar — 7,400 kilometers (4,600 miles) from where it disappeared. If the part belongs to Flight 370, it could provide valuable clues to investigators trying to figure out what caused the aircraft to vanish in the first place, said Jason Middleton, an aviation professor at the University of New South Wales in Sydney. The nature of the damage to the debris could help indicate whether the plane broke up in the air or when it hit the water, and how violently it did so, he said. But the sister of a Flight 370 passenger says she is skeptical of the new find. “It has been more than one year, and now they claim to have found debris of MH370 on an island? We don’t accept this. BEIJING, July 31 (AP): China has expelled a former top general from the ruling Communist Party over corruption accusations as President Xi Jinping’s campaign to root out graft in the government and military churns onward. Guo Boxiong, a former vice
chairman of the powerful Central Military Commission, will be prosecuted under the armed forces’ justice system, the official Xinhua News Agency reported Friday. Xinhua said Guo, 73, is accused of accepting bribes to grant promotions and other benefits for oth-
ers as a vice chairman of the commission that is led by China’s head of state. Further details weren’t given, although prosecutors have focused on the selling of ranks and positions, and the embezzlement of military funds as they attempt to clean up corruption in the world’s largest standing military. Guo’s expulsion, a key precursor to prosecution, “illustrates the unswerving will to punish corruption,” the military newspaper People’s Liberation Army Daily said in a front page article on Guo. “Each and every breach of party discipline will be severely punished regardless of the size of the individual’s power or the height of their position, with zero tolerance and no going soft,” the paper said. Military corruption is believed to have thrived under Xi’s predecessors, Jiang Zemin and Hu Jintao, whose civilian backgrounds never lent them much influence over the general staff. Xi, in contrast, is the son of one of the former comrades-in-arms of communist China’s founder Mao Zedong and himself served briefly as a uni-
formed officer. That seems to have given him the necessary clout to go after senior figures, including Guo’s former fellow military commission vice chairman, Xu Caihou, who had been indicted on charges of taking bribes and brokering promotions prior to his death from cancer earlier this year. Their positions on the commission allowed Guo and Xu, who both retired in 2012, broad powers over who rose up the ranks and received the juiciest positions, which in turn put the recipients in position to profit from their own rent-taking. s young army pilots took off on suicideattack missions in the closing days of World War II, the schoolgirls in this southwestern Japanese town waved handkerchiefs and branches of pink blossoms. “Remembering that still makes me tremble,” said Chino Kuwashiro, now a tiny 86-year-old with a stooped back. “We waved and waved until we couldn’t see them anymore. Why did we have to endure such sorrow?” She and the other girls were called Nadeshiko, after the fragile pink flowers seen as a symbol of femininity in Japan. They were ordered to take care of the pilots at the army base in Chiran. Their jobs included cleaning, doing the laundry, sewing on buttons, and saying goodbye. The 100 or so girls had their jobs for barely a month in the spring of 1945, but the farewell ceremony, in which some were ordered to take part,
is etched painfully in their minds. Only about a dozen Nadeshiko women are alive today. Chiran served as the takeoff spot for 439 pilots on suicide-attack missions, many of them also teenagers. Japan surrendered four months later. Kuwashiro broke into tears as she pointed to the green-tea groves and pumpkin patch where the runway once stood. The planes tipped their wings three times in a farewell salute — a bomb hung from one wing, a fuel tank from the other. Japanese here say Chiran today highlights the horrors and extremes of war, and want their town of 10,000 to be designated as a UNESCO World Heritage site. They have yet to gain even the approval needed from the Japanese government, but an exhibit thousands of miles away suggests there are powerful lessons in the lives lost here 70 years ago. Photos, letters and poems from the pilots of Chiran are now on exhibit, for the first time outside Japan, on
the battleship USS Missouri, berthed in Pearl Harbor, Hawaii. The items are from the Chiran Peace Museum, which is devoted to the suicide-mission army pilots. Though such Japanese pilots in World War II are generally known as kamikaze, that name applied specifically to navy pilots. Their army counterparts, like those in Chiran, were called tokko. Those who refused to fly to their deaths were imprisoned. “I have a big smile, Mother, as I am about to carry out my last, and first, act of filial love. Don’t cry. Please think I did good,” wrote Fujio Wakamatsu, 19, in one of the letters on display. Michael Carr, the president and chief executive of the Battleship Missouri Memorial, said that instead of recoiling at the stories, visitors are moved by the Chiran exhibit, which runs through Nov. 11. “It shows that we are all people who share the same love for our family, love of country, and obligation to duty,” he said. “We need to continually highlight and
remember history so that people can learn from it and move forward with a perspective of tolerance, dignity and peace.” A corner of the Chiran museum is devoted to Nadeshiko, and includes a video with interviews made in the late 1980s. Reiko Akabane, a Nadeshiko who died in 2006, said in the video that she went up to one of the pilots before his departure, to return change from the money he had given her to mail a letter to his parents. Instead of taking the coins, Shinji Sakaguchi took out his wallet and handed it to her as a keepsake. Another pilot who was standing by, Nobuo Taniguchi, regretted that he had nothing to give her. He stooped down and picked up two small smooth rocks. “These are the last stones that were under my feet,” Akabane recalled him as saying. The wallet and rocks are on display at a small cottage-like building called Firefly Hall in Chiran. It’s a replica of a restaurant run by Tome Torihama, a wom-
an many pilots came to see as their mother figure, and it was built by Torihama’s grandson in 2000. The source of the building’s name is a 19-year-old pilot named Saburo Miyagawa. He had promised Torihama he would come back as a firefly, and right about the time his plane sank into the ocean, a particularly big glowing bug flew into the garden of Torihama’s restaurant. The firefly is an image often used in Japan to symbolize the kamikaze and death because of its association with love, poetry and a very short life. “They were all people who went straight to heaven,” said Torihama in the museum video. “They were all gentle. I wanted to make them all my children.” The pilots confided their deepest fears to Torihama and some Nadeshiko. Torihama died in 1992, at 89. According to the museum, when the girls went to pick up the pilots’ pillow cases to wash, they found they were drenched in tears.
NEw yoRk, July 31 (IANS): Plastic surgeons stitch faster and better when their favourite music is on during operations, says a new study. “Our study confirmed that listening to the surgeon’s preferred music improves efficiency and quality of wound closure, which may translate to health care cost savings and better patient outcomes,” said one of the study authors Andrew Zhang, assistant professor of surgery at The University of Texas Medical Branch at Galveston in the US. Stitching prowess and speed is especially important for plastic surgeons. For the study, fifteen plastic surgery residents were asked to close incisions with layered stitches on pigs’ feet obtained at a local food market. Pigs’ feet are widely accepted as similar to human skin.
The residents were not informed of the purpose of the study. They were asked to do their best and to notify the researchers when they completed a closure. The day after the first incision closing exercise, the residents were asked to do another repair using identical technique with the music either being turned on or off, in opposition to the first closure. The average repair completion time for all residents was seven percent shorter when their preferred music was playing. This effect was magnified as the experience of the surgeon grew. Playing their preferred music led to a 10 percent reduction of repair time for senior residents as compared to an eight percent time reduction seen in the junior residents. The study appeared in the Aesthetic Surgery Journal.

DHAKA, July 31 (ReuteRs): Fast bowler Dale Steyn was delighted after becoming the second South African to reach 400 test wickets on the opening day of the second and final match against Bangladesh in Mirpur on Thursday.
The world's top-ranked test bowler brought up the milestone when he had opener Tamim Iqbal caught at first slip by Hashim Amla for six and his next target is Shaun Pollock's national record of 421 wickets. "I would’ve been happy if I had taken just one wicket in my international career," Steyn told reporters after picking up three for 30 as Bangladesh ended the day on 246 for eight. "It’s enough to play and take wickets for South Africa and then I managed to get 400. I never thought that would happen ... ever in my life." Steyn, who is as laid back off the field as he is fiery on it, said he would not dwell on his personal landmark. "I have never been a stats person," added the 32-year-old. "It's nice to have these numbers but I have had a lot better moments in my cricketing career. "Winning games for my country has always been objective number one so the job's not over yet." Steyn bowled 16.1 overs in searing heat and on a wicket that offered little pace and bounce. "I love what I am doing right now, even if it’s in 40 degree heat and the ball is staying ankle high," he said. "It’s not bouncing and ... it’s very slow but I would rather be here than anywhere else." Government should enforce guidelines in coal mining
W
e have been seriously discussing on the coal mining issues – whether there are legal or illegal – taking place in Nagaland particularly in Mon district. The random coal mining sans following guidelines has destroyed the environment and eco-system in and around the coal mining areas. The mining has also caused severe damage to the land resources of the area. We must know that we have to clear the forest where the mining is going to take place. Such activities lead to massive deforestation. Areas of forest will also be cleared in order to build the mining facility and laying roads. While doing so, many organisms and animals lose their natural habitat too. In the process, many organisms and animals start perishing themselves
as they sometimes are not used to immediately other neighboring forest environment. The Government might have been issuing licenses to the contractors/companies with complete guidelines. But they have hardly checked whether they have been carrying out as per the guidelines. As per the reports coming in from the Mon district, these contractors/companies have failed to properly close the areas after mining, thereby affecting the environment of the surrounding areas. Several water ponds have been there as a result of rampant illegal mining. The water collected in these ponds is polluted due to producing chemical composition in the mining area. Nagaland Chief Minister TR Zeliang in his Budget Speech presented in the Assembly on July 23 also admitted the continued
extraction of coal in the State in a faulty and dis-organized manner. He further said, “In order to effectively control and generate better revenue as well as to give more benefits to the land owners, the State Government has made amendments to the Nagaland Coal Policy and Rules to ensure that all lease holders get registered with Taxes department so that they are brought into the tax net.” On the contrary, reports have been pouring in for quite some time of the rampant illegal coal mining taking place in the Mon district. There are allegations that many coal mafias from outside the State have been involved in all these illegal coal mining activities with the help of locals. These illegal coal mining activities have been allegedly continuing without being checked. Locals have
been employed as cheap miners, besides it is reported that they have been working without equipment necessary during mining works. If the Government wants the coal mining to continue, they should strictly enforce the guidelines so that no environmental pollution is there. They should also see that the health and wages of mineworkers are properly taken care of. Safety should be priority for the mineworkers and they should try to improve the safety areas for them (mineworkers). We should carefully monitor whether they are provided with all these necessary equipment. Although mining is a very money-making business and creates employment avenues, we should not forget that such activity severely affects our environment. Zeliang in his Bud-

aving received Zero response from the Government in tackling the Burden of Hepatitis C in the State, the Hepatitis Coalition of Nagaland (HepCoN) demonstrated the need of addressing the issue by conducting statewide awareness campaigns and workshop across eight Districts of Nagaland in observance of the World Hepatitis Day 2015 on July 28. The HepCoN, with Technical support from NUN, initiated this self-sponsored programme with an aim to create awareness about Hepatitis C (HCV) and to advocate for availability, accessibility of HCV service and affordable drugs for treatment, which also was the theme selected by HepCoN and read as “availability, accessibility, affordability”. Kohima: In Kohima, a workshop was organized at RRTC hall, Kripa Foundation, with representatives from people living with Hepatitis C (PLHCV), NNP+,FPAI, Kripa Foundation, KUN and various PNGOs. It was a groupd of experts who brainstormed to generate certain strategy to address HCV. A Brief welcome note and introduction of the workshop‘s objective by shared by Ketho, Secretary HepCoN and Coordinator NUN. Objective includes, Identification and understanding of key issues relating to HCV, Development of relevant approach to issues identified, come about in developing realistic strategy for availability which also includes Drafting of RTI to the Health Department on HCV. He also announced the other awareness programs going on in Mon, Mokokchung, Wokha, Kiphire, Phek, Zunhebot, and Tuensang District. At the outset, Ketho shared about resentment towards the Government for not demonstrating its leadership in addressing the Issue of Viral Hepatitis C in the State. It has been repeatedly highlighted in many platforms by HepCoN and other NGOs/Networks, about the disease burden in the state, yet the Govt has “Zero response” except for sanctioning medical Re imbursement for its employees. “Only this support will not serve the purpose”, he added. The workshop held an intensive brainstorming session in identifying key issues and challenges. Basing on these identifications, the group has brought out certain strategy which will be submitted to the Govt for further implementation of the Strategies. The participants of the workshop also resolved to submit and RTI to the Health department, and accordingly the RTI was drafted during the workshop. Mon: Along with the rest of the World, the World Hepatitis Day was jointly organized by Mon Users’ Network, Nagaland Users’ Network and HepCoN on 28th July 2015 at OST Center, District Hospital Mon on the theme “Availability Accessibility Affordability”. Sashi, Secretary of MUN briefly shared on the concept of observing the World Hepatitis Day 2015 at Mon. Longyim Tzudir, DPO, DAPCU in his short speech, acknowledged the organizers for taking the initiative to make people aware on Hepatitis by
observing the worldwide event at Mon. He also expressed his optimism that MUN along with the partners will continue to spread awareness on Hepatitis in the district. Special songs were presented by two groups i.e. Member Chahwang and Member Yanyam & friends respectively. Dr.Wungyong,OST Nodal Officer Mon, while sharing on the topic ‘All about Hepatitis’, he had specifically explained on Hepatitis B and C. He also shared on the route of transmission and dangers, and how to take precaution. He concluded his speech by stating ‘Get tested yourself and stay safe’. After the program, 45 blood samples of IDUs and 4 from General Population were collected which will be sent to Kolkata ICMR laboratory for testing. How proud are we of the Police Force of Nagaland. We can hold our heads up high on their behalf. THE NSCN: Be it IM, K, the Unification and so forth, they not only provide security from foreign military advances but they seem to be concerned of our health too. They are at every nook of the state smashing liquor bottles on the shiny blacktopped roads of Nagaland. They warn and educate the denizens of the state of the ill effects of consuming liquor products even on the highways of Nagaland apart from counseling their own fellow patriots. Oh! How fortunate are we? Apart from the mentioned, there are so many other pressurizing groups of Nagaland who are to be accounted for the success of the Act over the years. Not forgetting the Nagaland Baptist Church Council (NBCC), which has been the backbone of NLTP Act right from its inception. The members not only go about preaching on the negativity of consuming liquor but acts as the sole perpetrators of the high class people of Nagaland who consume liquor, like the Ministers or MLAs. If there is any Naga politician or bureaucrat heard of consuming liquor, the Council immediately work on it by reprimanding the individual, for there is none that can go against NBCC. The other associations too, like the Naga Mothers' Association and the other Women Organizations of different Naga communities are also to be acknowledged for the success of the Act. Since the inception of the NLTP Act 1989, he Nagas have escalated in every aspect of life. We are more improvised economically, and socially. This, thus, sends out a message to the other inhabitants of India not to dream of coming to Nagaland with the mindset of thriving in liquor business, for, we Nagas are bonded by the NLTP Act 1989, and you can never even think of Nagas going against it. 'I'm always hoping they're going to change their minds, but I think that's what we're looking at right now," Lombardo told a Television Critics Association meeting in Beverly Hills. Asked about the possibility of a prequel series, Lombardo said he believed there's 'enormous story material' to be mined for such a project. The current focus of showrunners David Benioff and D.B. Weiss was season six of Game Of Thrones, he said, which is in production now for 2016.
Lombardo, noting that the drama has included violence as a thread since it started, said the producers have been careful about not overstepping boundaries while remaining true to the storytelling. 'I support them fully artistically,' he said.
