A 23-year Naga woman was allegedly molested by an unidentified person in North Delhi’s Model Town area on Thursday evening. The accused allegedly followed the woman and molested her when she was returning from her work place around 9:30 pm. CCTV footages also corroborated the victim’s allegation, according to a Naga student leader in Delhi. Police said they have zeroed in the suspect through the CCTV footage but no arrest has been made till the filing of this report. In another incident, a 24-yearold woman from Nagaland on Thursday alleged that one of her neighbour forcibly entered her house in northwest Delhi’s Ashok Vihar area and clicked her photographs. The accused identified as one Amit Saini was arrested by police and a case was registered on the basis of the complaint filed by the woman, informed Robin Hibu, the Nodal officer for North East in Delhi Police. In related incidents, two women— one from Siliguri and the other from Sikkim — were allegedly harassed by two bikers in Southeast Delhi’s Amar Colony area on Wednesday. The Indian Express reported that the incident occurred on Wednesday evening when the victims were returning home from Lajpat Nagar market.

Dimapur Jain community to close business on August 24

DIMAPUR, AUGUST 21 (MExN): Members of Shri Digamber Jain Samaj, Dimapur will voluntarily close all business establishments on August 24 to protest against the Rajasthan High Court order declaring Sallekhana/Santhara (meditative penance at the terminal stage by pious souls for salvation) as an illegal act. SD Jain College & Higher Secondary School, Jain dispensary will also remain closed on the said date. All students and professionals of the Jain community will refrain from attending their respective schools, colleges and office, a press note from Shri Digamber Jain Samaj has informed. The protest will be observed by the Jain community nationwide and members of the community in Dimapur will hold day-long prayers at the Jain Temple.

A major landslide has led to a complete roadblock at the National Highway in Phesama. Although efforts were made for road-clearance, the mudslides and erratic weather have made such attempts futile. The road was completely blocked by August 20 evening. A private bus and an excavator belonging to the BRO got stuck in the mudslide and were eventually swept downhill. Already 10 households have been affected with two being completely damaged. The mudslide which is spreading downhill has already started damaging crop fields. Commuters are being forced to take another route through the fields at Phesama in the rain, walking barefoot for more than 30 minutes to get to the other side. Over two hundred Manipur trucks and buses have been stranded in the NH-29 starting from New Reserve area till Phesama village. Commuters using the route through the fields are expected to face more difficulty as the mudslide spreads through the fields. Volunteers from Phesama are working to find an alternative route for travelers and school children to ply through. However finding an alternative route will take time and pe-

destrians will have to walk for more than an hour, according to Phesama volunteers. More than 100 NSS and NCC volunteers from St. Joseph’s College, Jakhama and St. Paul School, Phesama are helping out the stranded travelers in carrying their luggage from Kigwema to Phesama and vice versa. PK Singh, Officer-in-charge, DKM NH-29, informed that weather conditions, and the continuous slush of mud from the upper hill have made the situation difficult. The landslide measurement on the NH-29 is 10 meters (vertical height), 100 meters (length) and 12 meters (height). Twenty five people each have been deployed on both sides of the road, i.e. Phesama and Kisama area. For road clearing operations, one payloader, one bulldozer and one JCB along with other vehicles such as 407 and tipper trucks are being used. Two more Tata Hitachi excavators are scheduled to reach the site by August 22 morning. One will arrive from the Maram-Peren road, while the other from Botsa. The Phesama Village Council and Phesama Youth Organisation has advised all travelers and vehicles plying through the NH-29 to use alternative routes as the affected road section will take more than a month to be repaired. According to villagers, the NH-29 at Phesama has witnessed five major landslides since 1962.

The Ao Kaketshir Mungdang (AKM), which is the apex students’ organization of the Ao community – has found a series of lapses in the premier health institutions of the district – the Imkongliba Memorial District Hospital (IMDH) and the Mokokchung TB hospital. AKM officials undertook an extensive inspection of the IMDH on August 20 and the TB Hospital Mokokchung on August 21. The visiting student leaders interacted with doctors, nurses, staff etc and raised queries to certain pertinent questions related to the functioning and development of the health institutions.

Briefing media persons at their office here today, the AKM General Secretary Bendangkumba Aier and others pointed out that the IMDH is one of the oldest hospitals in Nagaland which caters to patients from four to five districts and therefore. The AKM lamented that the bio-metric attendance system was discontinued in the hospital and suggested that the same be restarted in order to keep good track of staff attendance. It further expressed concern at the irregularity of staff. The AKM revealed that a Sr. Eye Specialist, who was posted to IMDH in November 2013; was found to be very irregular and frequently out o -station. Therefore, it demanded that the concerned doctor stay at station. It noted that the IMDH immediately needs a child specialist and an oncologist. People of Nagaland will not embrace undignified Peace Accord: GPRN/NSCN

DIMAPUR, AUGUST 21 (MExN): The GPRN/NSCN today stated that it would be “best” for Nagas to pursue “socio-cultural, spiritual and emotional integration and maintain pan-Naga vision while progressing according to one’s own genius in one’s own domicile.” A press note from the MIP of the GPRN/NSCN said that people of Nagaland “will not embrace an undignified peace accord,” and said that the “Nagas of Nagaland, be it land or people, cannot be sacrificed to fulfill the political aspiration and desire of Nagas living in the states of Manipur, Assam or Arunachal Pradesh.” It asserted that the GPRN/ NSCN would not “accept imposition of NSCN (IM) peace deal in Nagaland because the political future of the tribes of Nagaland is best understood by them alone and therefore it is theirs to decide.” However, it stated that the GPRN/NSCN would respect and appreciate any political arrangement or accord that recognizes Naga ethnicity, history, culture and which improves the living standard of Nagas in Manipur, Assam,

Arunachal Pradesh and Myanmar. “SS Khaplang’s agreement with Union of Myanmar is therefore acknowledged for it is changing the lives of Naga brethren living in Myanmar for the better,” it further acknowledged. The GPRN/NSCN however claimed that the issue of Naga integration, “which was unheard of till recently, had shaken and destroyed the age old cordial relations of Naga people with the Maiteis, Kukis, Ahoms, Arunachalis and other neighbors.” “There are critics who question Chairman Gen. (Retd.) Khole Konyak and General Secretary N Kitovi Zhimomi of demanding a political solution only for Nagas of Nagaland while ignoring other Nagas,” it said. However, the GPRN/NSCN revealed that on September 18, 2010, during a meeting under the aegis of the Forum for Naga reconciliation (FNR), the NSCN (IM) General Secretary, Th Muivah had “declared that inclusive reconciliation among the Nagas was not possible.” “Again on February, 29 2012, at Agri Expo

ed to 150 beds, still lacks sufficient manpower, even at the grade IV level. It also rued the lack of proper electricity supply in the hospital. Other areas of improvement for the hospital highlighted by the AKM included an outdated X-ray machine; lack of proper toilets, drainage, dumping ground, incinerator and kitchen; and a congested and dirty emergency room. The equipments and machines to be installed at the ICU building (under-construction) should be supplied only after the building is completed, it suggested. The AKM further pointed out insufficient supply of medicines, revealing that the IMDH receives only fifty percent of the medicines required, which are also not supplied as per the needs of the patients. Despite these concerns, the AKM acknowledged that the MS of IMDH, Dr Medem, who was recently transferred to the hospital last month, had initiated a cleanliness drive at the hospital, which improved cleanlines. The AKM also appreciated the IMDH Doctors’ Forum for initiating works especially with regard to the development of the hospital.

Mokokchung TB Hospital

While acknowledging that hospital management at the Mokokchung TB Hospital is quite satisfactory, the AKM however pointed to the absence of security fencing, lack of dumping place, and proper sanitation, especially drainage system. The kitchen is in a ‘pathetic condition,’ it stated. “TB hospitals should have a clean environment, and the lack of proper dumping places, sanitation etc is a matter of great health concern,” the AKM officials asserted.

The TB hospital also suffers from lack of manpower – there is no separate cashier, with the job being handled by an LDA. The bill assistants have been working for more than 14 years as Ad Hoc employees. “There is literally no funding for the TB Hospital,” said the AKM. It also noted the lack of a generator, and the lack of renovation works.

GNM Nurses Hostel

While visiting the GNM Nurses Hospital, the AKM noted the lack of security fencing and expressed concern at incidents of people entering the girls’ hostel and stealing goods. It also pointed to the lack of a visitors’ room, insufficient toilet – only four toilets for ninety-three boarders, and a small mess-hall – where students have to eat in shifts. The AKM added that out of four buildings, only two are functional, of which one is on the verge of collapse. It further stated that a newly constructed building cannot be utilized as there is no ‘completion certificate’. Two buildings – one of which is supposed to be the boys’ hostel – house ninety three female boarders. The rooms are congested; in some rooms nearly twenty students are cramped together and the male nurse students were shifted to a staff quarter, revealed the AKM. In addition, the new buildings have already developed cracks, it added. The AKM demanded that the state government provide whatever is needed at the medical institutions in the interest of patients. It stressed that IMDH is the first referral point for patients coming from neighboring districts. “The AKM will leave no stones unturned to realize our demands, in the interest of public health and welfare,” it said.

Union Minister of state for Home Affairs, Kiren Rijiju today called upon North East states to trade with neighbouring countries to rejuvenate the economy of the people in the region. “98 per cent of the region is connected with the neighbouring countries and only 2 per cent is connected with the main land through the Siliguri corridor and it is imperative that the region has trade relations with these countries,” Union Minister of State for Home Rijiju told the Cooperative Summit organized by the National Co-

operative Development Corporation (NCDC). The minister said he had already taken up with other stakeholders like the Customs and Ministry of Trade and Commerce in this regard. He also laid emphasis to have at least two ports in every state in order to trade with the neighbouring countries. Also speaking on the occasion, Union minister of state for Agriculture, MK Kundaria, said the cooperatives are working as “engine of inclusive growth” and for bringing socio-economic development in lives of small and marginal farmers, rural artisans, rural women and weaker sections of society.

no objection to naga civil society groups going to Myanmar: rijiju SHILLONG, AUGUST 21 (IANS): Union Minister of State for Home Kiren Rijiju on Friday said the central government has no objection to civil society groups from Nagaland visiting Myanmar to hold talks with NSCN-K members. However, he added that the central government has not officially permitted the Naga civil society groups to go to Myanmar. “The Naga Hoho and some other civil society groups came to meet us and requested us that they may be permitted to go to Myanmar to talk to Khaplang,” Rijiju told journalists here.

“We said if efforts are being made by civil society groups to impress upon any militant groups including the NSCN-K to cease violence we have no objection,” the minister said. He said: “We are not sending the team. We are mindful of all the violent activities carried out by the NSCN-K in the last five months but any efforts to bring peace are welcome.” Moreover, he said a delegation of Nagaland legislators led by Chief Minister TR Zeliang had also met Prime Minister Narendra Modi, Home Minister Rajnath Singh and him on the issue.

Naga national movement is not insurgency problem: NNC/FGN

DIMAPUR, AUGUST 21 (MExN): NNC/ FGN on Friday reminded the Prime Minister of India, Narendra Modi that the Naga National Movement is not an insurgency problem but a nationalist movement of the highest level. ‘Need to address unemployment in Nagaland’

Advisor, Cooperation, Government of Nagaland, Imtilemba Sangtam, said with the growing literacy rate and resultant rise in number of uneducated youths in Nagaland, the need to address the issue of unemployment has to be initiated by the cooperative sector. Speaking at the event, he said cooperative movement in Nagaland is yet to achieve the desired result due to the protracted Naga political issue. Sangtam however said the coming of a new government in the Centre has

paved the way for developmental activities under cooperative sector in the state, such as entrepreneurship to the youth by involving them in agri and allied production and marketing by making available and easy micro credit and upgradation and revamping of MARCOFED and cooperative units by the Cooperation department. “The department has also proposed for implementation of ICDP in five districts,” Sangtam said. Sangtam further urged upon NCDC not to entertain any project without recommendation from the Cooperation department to ensure better coordination amongst various departments in the state.

Kisan mela cum exhibition held at Wokha

Wokha, august 21 (mexN): One day Kisan Mela cum exhibition was jointly organised by KVK, ICAR Wokha, ATMA Wokha and Agri & allied department during the 69th Independence Day Celebration at public ground Wokha. Various technologies, tools and implements were exhibited, demonstrated to the farmers, local people, packaging of agriculture produce and sale was held to promote modern packaging and sale. Farmers Scientist Interaction was organised and held by KVK, ICAR Wokha at LTC Wokha with technical experts and Scientist from ATMA, KVK, Agri and Allied. Committee formed to restore DNSU

kohima, august 21 (mexN): The Naga Students’ Federation has informed that a seven members committee has been formed to restore the Dimapur Naga Students’ Union (DNSU). NSF General Secretary Boveio Poukai Duo informed in a press release that the committee is given a three months time to resolve the crisis and they shall over see the office affairs of the Dimapur Naga Students Union till such time. The committee constitutes of Kesosul Christopher Ltu, Assistant General Secretary, NSF is appointed to head the committee as the Convener; Menang Longchar, Gentleson Vasum, Jungithan Yanthan, Bohoi Yepthomi, Meijing Gonmei and Akhulo Mekrisuh as the members. The Federation urged all the concerned denizens to kindly extend co-operation to the constituted Committee Members to restore the Union at the earliest possible time.

shilloNg, august 21 (diPR): A one-day workshop on implementation of cable TV Digitization for nodal officers of North East states was held at Shillong on August 21. During the workshop, Advisor from the Ministry of Information & Broadcasting, Yogendra Pal emphasised on the urgency of meeting the deadline for Digitization of cable TVs in all the urban areas whose cutoff date is December 31, 2015. He informed that this process started in 2011, where the 1st phase covered 4(four) metro cities and was completed on 31st October 2012. The 2nd phase covered other cities with a population of more than 1million (38 cities) across the country which was completed on March 31. Now the process of 3rd

phase has started which is to cover all the urban areas, wherein Nagaland has 26 urban areas as per 2011 census with 78,167 TV Households. As per the Ministry of I&B directive, this exercise in Nagaland must also be completed, which is mandatory by 31st December 2015, along with the rest of the country. Yogendra Pal also highlighted on the role of stakeholders (Multi system operators, Local cable operators, State governments, Consumers) for successful implementation of the exercise before the cutoff date. He further stressed on the need for awareness campaign so as not to deprive the consumers of TV viewing. Yogendra said that on completion of the exercise of cable TV digitization it would

Chumukedima, august 21 (mexN): The Rural Development Block Chumukedima held a coordination meeting with village council chairmen, GBs and VDBs of villages under Chumukedima block on August 19 last (Wednesday) in the office premises of Block Development Officer, Chumukedima.

The meeting discussed various issues confronting the department and the village authorities, which retards the progress of the developmental activities in the villages and the block as a whole. The meeting which was convened with need to have better coordination between the department

and village functionaries resolved for judicious utilization of all centrally sponsored schemes and state sponsored schemes in the block in order to achieve result oriented execution of the programmes and works. The members present at the meeting also vouched for such meetings at regular intervals for discussion and consensus efforts to overcome all kinds of impediments in future and to make effort to make Chumukedima Block as one of the best performing RD blocks in the state in terms of achievement and development. Guwahati, auGust 21 (Pti): The flood situation in Assam worsened on Friday following incessant rainfall in the upper catchment areas of Bhutan and Arunachal Pradesh, affecting more than three lakh people in 13 districts and hit road communication in several places. The water level of the rivers flowing through the districts of Dhemaji, Lakhimpur, Kokrajhar, Bongaigaon, Chirang, Barpeta, Jorhat, Baska, Sonitpur and Dibrugarh was rising alarmingly while in Nalbari, Sivasagar and Tinsukia districts it was maintaining a rising trend, a report from the Water Resources Department said. Brahmputra river was flowing above the danger level at Nematighat in Jorhat and Dibrugarh and was maintaining a rising trend in most of the other districts. Several areas of Kaziranga National Park were under flood waters forcing wild animals to move to highland areas in the nearby hills of Karbi Anglong district, a senior park official said. Flood waters have inundated vast tracts of land in Burapahar and the northern range of the park but there has been no loss of wildlife so far, he said.

Mizoram probes deaths of endangered species aizawl, auGust 21 (iaNs): Mizoram's forest and environment department has initiated a probe into the deaths of endangered serows after a large number of carcasses were found in two villages of the state, an official said here on Friday. "Around 20 serows died in the forest near Serhmun village (in western Mizoram) in past two weeks. Death of eight serows were also reported from Darlawn village (northeastern Mizoram) along Manipur border," a Mizoram forest department official said. He said forest and wildlife officials had been sent to both the areas to ascertain the cause of the deaths.

The meeting agreed to restore normalcy in the town and appealed to all communities to exercise restraint in the aftermath of the violence. IFCD minister Ngamthang Haokip, MLA D Korungthang, Chandel deputy commissioner and other top police and civil officials were also present at the meeting. "Initially, the chief minister of three states (Assam, Manipur and Arunachal Pradesh) welcomed the agreement. They openly stated that they were happy about the outcome and welcomed it," union Minister of State for Home Kiren Rijiju said here. "But the Congress president summoned them and paraded them before the media and criticised the union government... and that is politics," he said. Rijiju, a parliamentarian from Arunachal Pradesh, said: "The chief ministers should have impressed upon the Congress president that peace is foremost requisite for northeast for development because without peace we cannot develop. They should have not made a U-turn...." Asked to react upon NSCN-IM leader T.H. Muivah's statement that "sovereignty issue and integration of Naga inhabited areas is part of the accord", Rijiju said: "I will not say anything about what Muivah has said but the framework has clearly stated that they honour the Indian constitution and the government of India will honour the Naga aspiration based on which we will move forward." Pointing out that the Naga peace accord was not a final accord but only a framework, the minister said: "We have just come to an understanding with the NSCN-IM through a framework agreement based on which the final accord will determined. "It is a confidence-building measure. A framework was established where the prime minister has clearly said that the government of India understands the uniqueness of the Naga problem. The government of India will handle it as per the desire and aspiration of the Naga people." Meanwhile, the central government has decided to hold talks with militant groups only after they surrender and deposit their arms and ammunition with the concerned authorities. "We have made an appeal to those people (militant groups) who wanted to come to the mainstream that the first and foremost is to lay down arms and abjure violence because violence and talk cannot go parallel," Rijiju said. However, he made it clear that petty criminal acts of a few people coming together and forming a group and engaging themselves in ransom and kidnapping people will not be tolerated by the government. Praising Meghalaya Police for its successful operations to contain militancy in Garo Hills, the minister said: "The state government has shown its sincerity, especially in the last one year. The situation has improved but there are issues remaining and we will provide all assistance to the state government."

New Delhi, August 21 (Pti): Bringing cheers to lakhs of bank employees, the government has accepted the long-pending demand of workers to declare second and fourth Saturdays as holidays, with effect from September 1. “The notification regarding Saturday off has come. It is effective from September 1,” All India Bank Employees’ Association (AIBEA) General Secretary C H Venkatachalam told PTI. At present, all PSU and private sector banks work halfday on Saturdays. “This is a welcome move. This will be a big relief to employees and I hope that this will improve the productivity of employees,” he said. In case of a month having five Saturdays, banks will be closed only on second and fourth Saturdays.

Airtel ties up with Uber New Delhi, August 21 (iANs): Bharti Airtel Limited is in a partnership with Uber, allowing its riders to pay using Airtel’s mobile wallet service ‘Airtel Money’, a company statement said here on Friday. New-Gen Maruti Swift & Dzire to Get SHVS Hybrid System New Delhi, August 21 (NDtV Auto): Maruti Suzuki India that is planning to launch the Ciaz SHVS (Smart Hybrid Vehicle by Suzuki) will use this mildhybrid system in some of its other popular models as well. According to a report published in ET, the 2015 Maruti Ertiga facelift will be the next car to get this technology. The report further says that the company has plans to install this system in all cars that are powered by the 1.3-litre DDiS diesel engine including the Swift and Dzire. While the Ertiga SHVS will come in October, 2015, the mild-hybrid versions of the Swift and Swift Dzire will only be offered with their new-generation models that won’t come before 2017. The SHVS system with a larger capacity battery, integrated starter generator (ISG) and start-stop technology that work in conjunction to improve a vehicle’s fuel efficiency. The SHVS system, incorporated with ISG, offers engine power assistance through motor when required, and achieves efficient power regeneration. The system basically stops the engine at a traffic light and start upon releasing the clutch, which ultimately results into less fuel consumption. Though the technology will be imported to India, subsidy of Rs. 12,000 - Rs. 13,000 under the government’s new policy FAME and lower excise duty of 12.5 per cent will offer the high cost, and will allow the company to price SHVS versions aggressively. People of Nagaland will not embrace undignified Peace Accord: GPRN/NSCN

he GPRN/NSCN led by Chairman Gen. (Retd.) Khole Konyak and General Secretary N Kitovi Zhimomi, often referred to as NSCN (KK), NSCN (U) by media, presently observing Ceasefire Agreement with the GOI, has adhered to a crystal clear policy vis-à-vis GOI and NSCN (IM) dialogue. Firstly, Nagas of Nagaland, be it land or people, cannot be sacrificed to fulfill the political aspiration and desire of Nagas living in the states of Manipur, Assam or Arunachal Pradesh. Secondly, GPRN/NSCN, shall not accept imposition of NSCN (IM) peace deal in Nagaland because the political future of the tribes of Nagaland is best understood by them alone and therefore it is theirs to decide. GPRN/NSCN shall however respect and appreciate any political arrangement or accord that recognizes Naga ethnicity, history, culture and which improves the living standard of our brethren in Manipur, Assam, Arunachal Pradesh and Myanmar. The Naga Hoho has long sold its soul to the devil with each member expecting a ticket to Heaven! Nagas in the state of Manipur are celebrating joyously and rightly so. Strangely inhabitants of Nagaland state are eerily silent. From academicians down to patriotic farmers plowing their fields have little reason to be optimistic. The pertinent question is, for whom is the accord historic? It is undeniable that the issue of Naga integration, which was unheard of till recently, had shaken and destroyed the age old cordial relations of Naga people with the Maiteis, Kukis, Ahoms, Arunachalis and other neighbors. Suspicion and hatred against the Naga people is at boiling point. Who is responsible for rousing Naga neighbors’ anger? There are critics who question Chairman Gen. (Retd.) Khole Konyak and General Secretary N. Kitovi Zhimomi of demanding a political solution only for Nagas of Nagaland while ignoring other Nagas. Facts must be stated. On September 18, 2010, under the aegis of the Forum for Naga reconciliation

(FNR), at the highest level summit of Naga political groups at Ikishe Village, Dimapur, Mr. Th. Muivah declared that inclusive reconciliation among the Nagas was not possible. Again on 29h February 2012, at Agri Expo ground 4th Mile, Dimapur, in front of fifty thousand Naga gathering, he declared that Naga sovereignty and Integration was not possible at a present time. The same idea was expressed in other FNR organized highest level events which were all recorded. One thing is clear, NSCN (IM) were working for an alternative political arrangement for the Nagas in Manipur and were implying Gen. Khole Konyak and N Kitovi Zhimomi to seek political solution for the state of Nagaland since integration was ruled out by GOI. The present Nagaland state is the cradle, the genesis and an epicenter of Naga political struggle. Every village in the state of Nagaland has a story to tell. Many past leaders, both freedom fighters and civil society leaders who betrayed the Naga people’s aspirations have paid dearly with their lives. Of valor, grit, endurance and sacrifice the British noticed aplenty during the two great world wars and post-Independent India, the military com-

manders experienced much when Nagas took up arms in defense of their homeland. Lives were lost; properties destroyed but human spirit triumphed. The present Prime Minister of India Mr. Narendra Modi, Home Minister Mr. Rajnath Singh and Minister of State for Home Mr. Kiren Rijiju have, in no uncertain terms, assured the Chief Ministers of Manipur, Assam and Arunachal Pradesh that the present state boundaries shall not be altered whatsoever. As such when Mr. Th. Muivah or V.S Atem says that Naga integration issue is still alive, it sounds absurd and stupid. There is no hiding place. Surely Mr. R.N Ravi and Mr. Th. Muivah must have signed the accord fully understanding and agreeing what was dead and what was alive. The color of the peace accord of 3rd August 2015 has faded too early in Nagaland. The GPRN/NSCN would like to convey to the Government of India that without assessing the pulse on the ground the solution to the seven decade old Indo-Naga political issue would not end through a photo session with the leadership of one group. If Peace Accord of 3rd August between GOI and NSCN

(IM) is a process so be it. Nagaland tribes are well aware that sans integration, the issue of accommodation and rehabilitation of Nagas from other states into Nagaland must be on the table. Areas such as Intangki reserve forest and other foothill areas should not be considered in any manner for rehabilitation to anyone since all Nagas have their lands though under different administrative zones. Nagas are intolerant when it comes to their precious land. No portion can be gifted to a friend or foe. Dispensing any area without the consent of Nagas of Nagaland would be unwise. Nagaland Tribes Council (NTC), Tribal Hohos of Nagaland and other customary bodies in Nagaland could advise GOI on such issues. GPRN/NSCN strongly believes that it is best for Nagas to pursue socio-cultural, spiritual and emotional integration and maintain pan-Naga vision while progressing according to one’s own genius in one’s own domicile. What Is Elegance in Science? I

n 1957, a few years after Francis Crick codiscovered the DNA double helix and a few years before he co-won a Nobel Prize for doing so, hepublished a paper on the genetic provenance of amino acids, the organic compounds that make proteins, and therefore life, possible. It was already known that the four chemical bases of DNA coded for the twenty standard amino acids. What wasn’t yet known was whether DNA had the equivalent of punctuation—points along its strands that demarcated where one bit of code ended and another began. Crick’s belief was that each amino acid could arise only from a unique triplet of bases, making such punctuation unnecessary. In the paper, which he titled “Codes Without Commas,” Crick noted that his theory correctly predicted the “magic number” of twenty. As he wrote in his memoir, almost thirty years later, the idea had “seemed so pretty, almost elegant,” at the time. It also happened to be entirely wrong. (Different sequences can, in fact, code for the same amino acid.) From this experience, Crick concluded that it is “very rash to use simplicity and elegance as a guide in biological research.” Despite Crick’s injunction, scientists have continued to seek elegance in their work. But what, exactly, is it? A list of el-

egant things, like a list of obscene things, includes no single trait in common across its members. The parasitic wasp T. elegans, the roundworm C. elegans, the feather-tailed dinosaur J. elegans, John Singer Sargent’s “Madame X,” Crick’s “Codes Without Commas”—what unites them? When I asked the Stanford neuroscientist Robert Sapolsky for a definition of elegant science, he said, “You know it when you see it.” Edward Witten, a physicist at the Institute for Advanced Study, in Princeton, was similarly cagey. “After you define music for me, I will try to define elegance,” he said. Alyssa Goodman, of the HarvardSmithsonian Center for Astrophysics, answered more forthrightly: “There is something about the way things fit together, a kind of fluidity. If it is done right, and elegantly, you do not see all the individual parts, because they all fit together in a way that looks like a whole.” She was talking, unfortunately, about tennis. The edges of some linguistic categories, like the edges of clouds, seem to disappear as you get closer. In these cases, it can be helpful to consider what something is not. (To fly, as the British writer Douglas Adams defined it, is to throw oneself at the ground and miss.) William Newsome, the co-chair of President Obama’s recent BRAIN Initiative, defined elegance by its inverse:

he fear of death follows from the fear of life. A man who lives fully is prepared to die at any time," said American author and humourist Mark Twain. Is your fear of losing life becoming a kill-joy? If we listen to experts, more and more Indians are finding themselves in the grip of death anxiety owing to several sociopsychological factors that force them to remain in a morbid or abnormal fear of one's mortality. Either a traumatic past, a sudden life-saving surgery, a near-death experience or a serious medical illness has put many people - including youngsters - at the risk of developing "thanatophobia" - an intense and irrational fear of death. The phobia, experts emphasise, can lead people's brains to become ultra-sensitive to negative events that have nothing to do with their lives. "A traumatic incidence in the past increases the fear of death. The uncertainty of death or the imagination of life after death based on some religious beliefs can also make some people ultra-anxious," explains Dr Sunil Mittal, leading psychiatrist and director of Cosmos Institute of Mental Health and Behavioral Sciences in New Delhi. Some people are readily affected by external factors they have no control on. "It is difficult to say whether thanatophobia results in ultra sensitivity or ultra sensitivity results in fear of death. But they are definitely related," Dr Mittal told IANS. According to Dr Hrishikesh Pai, president of the Indian Society for Assisted Reproduction (ISAR), people who are constantly thinking about how to fulfil life's mundane duties may be the first to be stung by the fear of death. "Also, a single traumatic incident in the past may hamper emotional

memory forever in some people, leaving them in a constant panic situation of losing their life," Pai, a world-famous infertility specialist, told IANS. The fear of death is now being seen in younger people too. "Excessive fear easily occurs in those who tend to be anxious in general. The young child with an anxious temperament may 'take' more readily to being fearful. A family history of anxiety may also predispose a person to being excessively fearful," explains Dr Vishal Sawant, consultant psychiatrist at Nanavati Super Speciality Hospital in Mumbai. Biological risk factors such as temperament or family history, when combined with negative life experiences, can render a person more vulnerable to fearing death, he notes. Lately, scientists have shown what happens inside our brain when we think our life may be over. Led by Baycrest Health Sciences' Rotman Research Institute at University of Toronto, a recent study found that while more mundane experiences tend to fade with the passage of time, trauma leaves a lasting memory trace. According to the study, a single traumatic incident can heighten memories and skew perceptions even years after the event. "It can possibly make people more sensitive to other negative life experiences," the authors noted. Post-traumatic stress disorder (PTSD) is a known mental health condition that is triggered by a terrifying event - either experiencing it or witnessing it. Symptoms may include flashbacks, nightmares and severe anxiety, as well as uncontrollable thoughts about the event. These could also include severe anxiety of death. The basis of any fear is anxiety "which will affect the overall functioning of a person and how they look at each event in their lives," Dr. Sawant emphasises. When the mind goes

out of control, it relates everything and every incident to the worst possible scenario. "Something as simple as heading out to buy milk turns into an internal battle of visualising one getting hit by a bus or being run over," explains eminent cardiologist Dr Lekha Pathak, also the executive president of the Heart Foundation of India. Our brain is responsible for our actions and emotions. The emotional part is handled by Amygdala, a small part in our brain. When the person relives the traumatic event or incident, this part becomes highly active. "When a trauma is not resolved, the sense of fear and helplessness takes over, setting the stage for the fear of death," Dr Mittal elaborates. A loss of a life inherently does evoke a natural human reaction of sadness, shock, grief or concern. "However, when such feelings become excessive and are irrational, they become a phobia which would, in turn, have an adverse impact on the individual's quality of life," says Dr Samir Parikh, director (mental health and behavioural science) at Fortis Hospital. The key to overcome death anxiety lies in cleansing out the "negative energy" that one has accumulated over the years. "Fear of death can be dissolved through meditation and yoga asanas. It destroys the anxiety by giving us access to the vibrant core of our being which is completely independent of the body," Deepak Jha, a new Delhi-based yoga expert, told IANS. Breathing exercises and deep-relaxation techniques have a soothing effect on the nervous system. If symptoms persist, go see a specialist. "Define your stress and fears to put things in perspective. You will see some fears are so ridiculous that they just sap your energy for no reason," the experts advise.

in science. “Once you understand the math behind how to apply that law, you can explain the motion of almost anything,” she said. Tufte’s candidate was the second law of thermodynamics, which states that the amount of disorder in the universe will always increase. “If we see alien science someday, they will have the equivalent equation,” Tufte said. “That’s

real elegance.” (Tom Stoppard, in his play “Arcadia,” summarized this law as “You cannot stir things apart.”) Witten, who has been instrumental in advancing string theory—a framework alternately praised and derided for its elegance—noted that elegance can be a kind of guide toward what is reasonable and plausible. “To work successfully in physics or mathematics, one is helped by a sort of sixth sense that lets one guess what a good approach might be,” he told me. “One could describe this sixth sense, roughly, as a sense of elegance.” But, as Crick learned, the same isn’t necessarily true of all scientific pursuits. “In biology, it’s possible to be elegant and be wrong,” Newsome, who began his career in physics but now studies the neuroscience of vision, told me. Nature doesn’t always find the most elegant solution. “Evolution just seizes on certain convenient solutions that present themselves,” he said. “They get frozen in place, reproduced, and used again and again.” Newsome cited the example of the retina. “Vertebrates have exactly the wrong solution,” he said. In vertebrates, the light-sensitive cells are in the back of the eye and must compensate, at a cost, for light scattering through the lens and other nearby cells. “Any human engineer would have placed the light-absorbing cells closest to the light

source,” he said. (Which, in fact, is how many invertebrates are built.) Last year, neuroscientists in the United Kingdom put expert mathematicians in an fMRI and tested whether their brains responded to equations the way that other people’s brains respond to, say, a beautiful painting or piece of music. They found that some equations—often simple, powerful ones like Euler’s identity, eiπ + 1 = 0, which joins together five mathematical constants—caused “activity in the same part of the emotional brain, namely field A1 of the medial orbitofrontal cortex (mOFC), as the experience of beauty derived from other sources.” Things are not always clear in the brain, though; it is impossible to say for certain whether activity in the mOFC is a response or a precursor to an emotion, or whether it’s the emotion itself. Likely, any full description will be messy, turbulent. But within that turbulence will be, finally, an explanation for what it means to know something when one sees it, or for what the “great liquid whip” of Roger Federer’s forehand and the “whip-like thrashing” of the roundworm tell us about string theory, or for how it came to be that three pounds of inelegance thought up such a concept as elegance in the first place. he seaside town of Westonsuper-Mare in south-west England is gray and gloomy when we arrive. "Welcome to Dismaland," a dead-eyed girl in Mickey Mouse ears greets us at the gates of the old public pool. We're hassled by testy security guards at metal detectors before we catch sight of the main attraction: a decrepit fairytale castle in a moat of murky water and a crashed police van. Surrounding it: an upside down slide fashioned from a battered old truck, an old-school carousel, a Ferris wheel. Inside, Cinderella's coach has crashed, surrounded by clicking paparazzi. Here it is: the latest exhibition from Banksy, the art world's favorite agent provocateur. Billed as a "bemusement park" and modelled after Disneyland, it's a warped vision of the so-called "happiest place on Earth". Officially opening to the public on

Saturday, August 21 (it's open to locals only tomorrow), it's Banksy's largest exhibition to date and the 4000 allotted daily tickets, priced at less than $5, are expected to sell-out fast. This is, of course, the Banksy who has built a reputation for leaving often political, frequently comical graffiti everywhere from London to Gaza; the street artist known for exploring war, political corruption, hope and revolution with stencils and spray paint; the anonymous figure whose identity remains unconfirmed. What we do know is he was raised in nearby Bristol, and that he's been planning this for months. There's been speculation for weeks about what was going on at the site -- formerly a public pool. Locals were told it was a film set. There are rides, yes, and three galleries featuring pieces from the likes of Damien Hirst, Jenny Holzer, and Banksy himself, along with lesser-known artists. Many of the over 50 artists from 17 countries

exhibiting share a common irreverence toward the political and cultural establishment. As was expected, the artist isn't here to speak to his mission directly, or why he's sending up Disney, but the artists on hand was more than happy to theorize. "[Disney] is vulnerable, to me," says Jeff Gillette, the Orange County-based artist who juxtaposes Disney characters with images of slums and dumps. "They're such a big presence and such a big part of culture and symbolic of so many things. It's hard not f**k with them." (To add insult to corporate injury, signs at Dismaland say lawyers are banned, along with spray paint, marker pens and knives.) But it's clearly not just Disney in the spotlight here. One of Banksy's new works on display, ostensibly a game, has visitors navigating boats of migrants surrounded by floating bodies. After taking in the art, visitors can explore a geodome covered in protest posters and the anarchist bookstore, or receive advice about collective bargaining and unions. A girl with cropped hair and a defiant smirk offers tips and kits for hacking bus stop billboard displays. It's not the kind of thing you expect from a seaside art exhibition, but there's no doubt an audience for it. And not just the usual art fanatics streaming in from out of town for the Banksy experience and something from the gift shop. Passersby on the way to the aquarium or the beach or home stop to ponder the ominous Dismaland sign and ask about admission without even knowing what's happening. It's a fun fair, some suggest, or an opening. "It seems like an evil version of Disney," a little girl in a GAP jumper muses near the barriers. Well, art has always been open to interpretation.

Death of conscience the death penalty in India

he Indian Union is the sole nation-state in South Asia that does not have Islam as the state religion but also practises the death penalty in law and practice. Yakub Memon was hung at the early hours 30th July 2015, after being convicted for his role in the 2003 Mumbai bomb attacks that killed hundreds of innocent people. His conviction strongly rested on his ‘confession’ to the police, that used to be admissible under TADA, an infamous blacklaw that was widely denounced for being in violation of basic human rights and protection from false framing. This hanging in Maharashtra was preceded by live-telecast hectic activity in Lutyens Delhi. Let's leave aside for now those who were for or against Yakub's hanging. The amount of self-congratulation and nationcongratulation among the 'unaffiliated' must have made the 68year old Bharatmata blush. Her eyes must have widened with excitement and moistened with pride as she saw Attorney General and others doing their duty far past the midnight hour. "Grandmother, what big eyes you have!" cried today’s child who still believes that grand-mothers are necessarily loving creatures. We know how that one ends. I was late to return home on the night of the 29th of July. Yakub Memon would hang in a few hours on the streets of Kolkata, very late at night, there were men at work. Human beings, like you and me, were toiling very hard in Kolkata's streets. This road work, the product of their labour, is something whose fruits I enjoy on a daily basis. From my years of conversation with many of them, I know that their shift often goes on past

sunrise, after which they do not necessarily get to rest. That some human beings may work at night when many others are sleeping is nothing exceptional. It is quite common-place. It is another matter that the essential service they provide is grossly under-compensated. It is only when those who never work this hard at any hour of the day, let alone at 3 am or 4 am, deign to do something like that, it acquires the elements of a spectacle. Words like duty and conscience do the rounds. Such selective adulation is an insult to road-makers, truck-drivers, sex-workers and millions of others who spend their nights under oppressive and life-threatening conditions, not for any greater glory to 'nation', not to stealthily 'encounter' or 'disappear' others, but for mere survival. I remember what my rough-living friend Janam Mukherjee once commented after witnessing an altercation between a Bhadralok in Kolkata (a tribe I belong to) and an autodriver -'That man (the bhadralok) has not worked a single day in his life'. By work, he meant the kind of toil that an auto-driver and his tribe has to go through – hourly, daily, monthly, yearly, generationally. It is no wonder that the heart-warming spectacle of 'rarest of the rare' 3 am work has been a runaway hit with people like us here, there and everywhere. Like when gods almost smell the armpit of humans in Dalit villages between exotic vacations. Like when gods embrace and bow to some old woman with highpower spectacles in the crowd between approving the sell-off of entire coastlines to friends-inneed. We rock. Barring the few men and women who were part of the hectic late-night Lutyens saga not

as part of job-description but as part of ethico-moral duty, the rest agreed that justice was done. The Indian Union stands in a minority among UN member nations in having death-penalty. A majority of the countries that have practised death penalty in the last 10 years call themselves 'Islamic Republics' of some form. The Indian Union is the sole nation-state in South Asia that does not have Islam as the state religion but also practises the death penalty in law and practice. It is the only one that seriously considered bringing children under the ambit of death-penalty. We must have reasons to be very proud. But not all citizens of the Indian Union share this kind of ‘collective conscience’. Parties with huge support-bases like the DMK, AIADMK, Akali Dal, etc have opposed the death penalty publicly and have led strong movements against it in specific cases. If anything, they were responding to public sentiments against hanging. So not all collectives in the Indian Union have the same kind of conscience. In this nation-state of routine 'encounter' killings, unmarked massgraves, death in custody by torture, 'disappearances' and other examples of Khaki manliness that have never been given the deathsentence by any court of the land, the late-night events in Lutyens Delhi will 'go down in history' as the 'dance of democracy'. We pay for the upkeep of this and we will continue to pay for this. And then we will go to our gods and expect them to be on our side. Actually, there is already an unsaid ban on death penalty in the Indian Union for certain kinds of perpetrators - something that is barely concealed. While death penalty is the most visible form of

murder by the state, ‘encounter’ is the commonest form and ‘disappearance’ is probably the most brutal form. I am nearly 100% confident that there wont ever be death penalty for 'disappearances' in Kashmir, Punjab, Assam, Manipur and elsewhere, for any serving policeman for crimes done during performance of duty, for targeted massacres of Dalits by forwardcastes, for cases involving crimes by BSF, CRPF and Army personnel, for murder of ‘Indians’ who don’t consider themselves Indians, for a single encounter killing, for ‘secret killings’ by the SULFA and the Ikhwan, for air-bombing Indian citizens in the Indian city of Aizawl, for the killers of Thangjam Manorama, for any of the massacres of civilians in Kashmir, for rioter of Mumbai 1992-93, Bhagalpur 1989, Delhi 1984, Hashimpura 1987, KashipurBaranagar 1972 and many many other crimes done at the sacrificial altar of Bharatmata. As a Bengali Shakto and a worshipper of Ma Durga, blood-sacrifices in the name of false goddesses sicken me to the core. The list of innocents whose killers will never get justice and the list of those who are regularly framed in false cases for crimes they didn’t commit is reason enough not to leave something like death penalty in the hands of the powers-that-be. It’s not about criminals, it is about the amount of power over people’s lives that a state that is not worthy to be trusted should have. In such circumstances, the death penalty becomes one more tool of naked power, enforced with supreme confidence by those who are the most powerful in the Indian Union, and best-protected from the consequence of their actions and hence believe that they will never hang.

The subsidies, particularly which are meant for rural farmers and below poverty line, are rampantly misutilized repeatedly. Besides, bogus beneficiaries are the norms in every department. The government of today seems no longer to be the peoples government, but have become the elite government. Peter Rutsa: Rengmas are one of the most under represented tribes in the NLA besides few others. If the present 60 Assembly constituencies are not going to see an increase in the next decade or so. It is justified to demand reassessment of the present representation. Of course alongside the backward quota which needs an urgent review. Under represented tribes and assembly constituencies have to make noise in order to get justice delivered. Not encouraging any organization or community to protest but our Nagaland lawmakers roll up their sleeves only when they are threatened, warned, shouted at and shoved about. May the days where few tribes and communities flourish at the expense of others come to an end. There are many issues that need our attention and rectification besides.. taxation, corruption and the one and only Naga issue. May marginalized tribes and communities get justice! s everyone knows, depressed people are some of the most boring people in the world,” Mindy Kaling writes in her book Is Everyone Hanging Out Without Me? “I know this because when I was depressed, people fled. Except my best friends.” In a section titled “Best Friend Rights and Responsibilities,” she vows, “If you’re depressed, I will be there for you … I will be there for you during your horrible break-up, or getting fired from your job, or if you’re just having a bad couple of months or year. I will hate it and find you really tedious, but I promise I won’t abandon you.” Having a relationship with someone who’s depressed can be difficult. It’s hard to hear a friend say negative things about herself; it’s hard to know how to help. These are among the more noble reasons people might have—or they may just not want to be brought down themselves by spending time with someone who’s depressed. There’s an idea out there that you can “catch” depression, that it’s contagious. (One self-help book unequivocally declares in its title that Depression Is Contagious.) Some research supports this idea—one study found that depressive symptoms tended to appear in clusters in social networks, and another founddepressive thought patterns spread between college roommates (though positive thinking spread as well). But a new study published in Proceedings of the Royal Society B challenges that notion. Depression doesn’t spread, it found, but a healthy mood does. The researchers looked at data from more than 2,000 high-school students who took a survey of depression symptoms, and who also reported who their friends were, over a period of six to 12 months. Kids who initially scored as clinically depressed did not “infect” their friends, but if they had enough friends who had what the study called a “healthy mood” (in that they didn’t meet the criteria for depression), that doubled their chances of recovering from their depression. And for people who weren’t depressed in the first place, having enough mentally healthy friends halved their chances of developing de-

pression. That’s a pretty large effect, and supports previous research saying that high-quality social relationships lower people’s risk of depression. Thomas House, one of the study authors and a senior lecturer in applied mathematics at the University of Manchester, says he believes this model has an advantage over the studies that find clusters. When you find clusters of friends who are depressed, it’s possible there’s a third factor at play—maybe “they're all heavily drinking or they’re all doing something else that makes them more predisposed to depression,” House says. “Our method wasn't susceptible to that because we looked at direct changes of state. We were pretty much directly observing this process of your friend influencing you. And the nice conclusion that we got was that your friends can protect you from depression and help you recover from it.” That’s if mentally healthy people are there for their depressed friends, which could be easier said than done. Even if you can’t actually catch depression, that’s not to say spending time with a depressed friend doesn’t take its toll. As the cartoonist Allie Brosh, of the site Hyperbole and a Half, wrote in her astute comic about depression, “It's weird for people who still have feelings to be around depressed people. They try to help you have feelings again so things can go back to normal, and it's frustrating for them when that doesn't happen.” “We’re not saying you have no negative effect on your friends’ mood but just that it’s

not enough to push them into really full clinical depression,” House says. And people suffering from depression may be inclined to withdraw anyway, to retreat and ruminate alone. That can be exacerbated by their friends’ misguided attempts to cheer them up. “People want to help,” Brosh writes. “So they try harder to make you feel hopeful and positive about the situation … The positivity starts coming out in a spray—a giant, desperate happiness sprinkler pointed directly at your face. And it keeps going like that until you're having this weird argument where you're trying to convince the person that you are far too hopeless for hope just so they'll give up on their optimism crusade and let you go back to feeling bored and lonely by yourself.” One theory of social support and depression suggests that whether relationships have a positive effect depends on whether the person feels like the relationship is meeting their basic psychological needs—autonomy, competence, and relatedness. This article gives the example of friends helping a depressed person with chores and errands. That could make the person feel better, but only if he sees it as an expression of love, rather than something that’s taking away his control over his own life. We don’t know the details of the friendships in this new study—exactly what they talked about around the cafeteria table, what gestures were made, which were appreciated. But nonetheless, it seems that just being there was enough to have ripples.

Nokchem Angth: Even this year the landslide near the Phesama Village didn't omit. It was in 2013 that whole part of highway was cut off and this year it is worse than before. This isn't the first time that PYO taking all these trouble to help the people, but I have came across in many occasions that they are initiating such a commendable job. We should know how to appreciate such Organizations, who is always ready to sacrifice their time, energy, and everything for social. Keep it up the good work, PYO. Hats off. Appeal: All the good citizens should abide and follow the instructions given by the traffic personnel and volunteers for more safe and convenience. We all want to be first to cross this muddy but we should also not forget that our hasty don't cause any problems to our fellow people. So in order to avoid all this, we have to relax ourselves and follow the instructions of the Volunteers. The state govt. Has to take the matter very seriously because this disastrous isn't the first nor will it be last. Our govt should not only concern for our road when Hornbill Festival is arrived but we deserve to have better road than this. I'm well aware that this particular highway is maintain and look after by BRO but I feel the state govt. support the responsible authority and address the matter at the earliest.

Send children to govt schools Azo Angami Naga: All government servants, elected representatives, members of judiciary and any other persons who get any benefit or salary from the state exchequer or public fund should send their children to primary schools run by the state education board, said the Allahabad High Court. Justice Sudhir Agarwal, who passed the judgement, also ruled that “penal provisions” be laid down for those who violate the order. An amount equal to the school fees should be deposited by officials and elected representatives to the state exchequer, for every child going to a private school which is not maintained by the state government, the court said. The court also said that any such person not following the order “should be made to suffer other benefits like increment, promotional avenues for a certain period, as the case may be”. The appropriate provisions can be made by the government to ensure that parents or wards of children are compelled to receive primary education in the schools run by the Board. Wish it happen even in our state as some of government schools are in shabby conditions... Uncertainty over NSA talks; India, Pak spar over Hurriyat JAIPuR/IsLAmAbAD, August 21 (IANs): Uncertainty loomed over the NSA-level talks between India and Pakistan after Islamabad rejected New Delhi's plea not to meet Hurriyat leaders ahead of the dialogue. To rub it in, Pakistan called the Hurriyat leaders the "true representatives" of Kashmiris. Pakistan's foreign office said the Indian request that Sartaz Aziz, the adviser on national security to Prime Minister Nawaz Sharif who will reach New Delhi on August 23 to meet his Indian counterpart Ajit Doval, should not meet the Hurriyat leaders was not acceptable. Pakistan’s decision was conveyed to India's envoy in Islamabad. "Kashmir is a disputed territory as per the UN Security Council resolutions which remain unimplemented," the statement said. Indian officials also say that the Pakistani invite to Kashmiri separatists was designed to scuttle the NSA talks and follows a pattern of the Pakistani military-intelligence establishment. India called off the foreign secretary talks in August last year after the Pakistani envoy invited the Hurriyat leaders for a dialogue ahead of the talks. Alcohol, steroid supplements linked to hip loss in youth KoLKAtA/NEW DELHI, August 21 (IANs): Increasing use of alcohol and steroid-based food supplements is exposing India's youth to avascular necrosis(AVN) – the death of bone tissue due to lack of supply – and consequent hip replacement surgeries, experts say. AVN is responsible for almost 50 percent of hip replacement surgeries, a trend that is on the rise among India's young population, Rakesh Rajput, senior orthopaedic surgeon at Kolkata's Fortis Hospital, told IANS. "Till few years ago, AVN was seen amongst people with certain medical conditions such as cancer, sickle-cell anemia and Gaucher's disease. But changing lifestyles are making young Indians vulnerable to AVN," Rajput said. “The increase in the number of patients diagnosed with avascular necrosis of the hip (femoral head) has increased in recent years throughout the world due to widespread use of corticosteroid therapy and the increase in alcohol consumption and the high incidence of local trauma,” Ishwar Bohra, consultant orthopaedic surgeon at New Delhi's BLK Super Speciality Hospital, told IANS.

90% of India's rapes committed by people known to victim NEW DELHI, August 21 (tHomsoN REutERs FouNDAtIoN): Almost 90 percent of rapes in India in 2014 were committed by people known to the victims such as relatives, neighbours and employers, government statistics showed, as activists called for more focus on tackling sexual violence in the home and at work. In its annual report, the National Crime Records Bureau (NCRB) said there were 337,922 reports of violence against women such as rape, molestation, abduction and cruelty by husbands last year, up 9 percent in 2013. The number of rapes in the country also rose by 9 percent to 33,707 in 2014 with New Delhi reporting 1,813 rapes, making it the city with the highest number of such cases. Mumbai and Bengaluru recorded 607 and 103 rapes respectively. The data showed that 86 percent of rapes had been committed by close family members such as fathers,

Men jailed 19 yrs for ‘brazen’ attack on newspaper editor HONg KONg, AUgUSt 21 (REUtERS): Two men who attacked a former chief editor of a widely respected Hong Kong newspaper with a meat cleaver were jailed on Friday for 19 years in a case that has raised concerns about press freedom in the Chinese-run city. Yip Kim-wah and Wong Chi-wah, both 39 years old, showed no emotion as the sentence was handed down for “grievous bodily harm with intent” in the stabbing of former Ming Pao chief editor Kevin Lau on Feb. 26 last year in broad daylight. Speaking to the court, Justice Esther Toh said the assault was carried out “in cold blood ... for financial gain”, and that it was a “brazen attack on the rule of law in Hong Kong.” Lau last week urged the police to continue investigating so that the “mastermind” behind the attack could be brought to justice, with the motives for the crime still unclear. The two men told police they had each been paid HK$100,000 ($12,900) to attack Lau but refused to say who paid them. The attack on Lau was cited as the most violent example of how press freedom in Hong Kong has deteriorated, according to a recent report by the Hong Kong Journalists Association. The stabbing came in the months before last year’s mass pro-democracy protests, and was widely seen as a warning to Hong Kong’s vibrant media that has remained a bastion of critical reporting on China. Toh said Hong Kong was “very lucky” to have a free press, comparing the media to a “beacon of light” and adding that journalists should be protected by the law. The defendants said police had forced them to confess. Yip said to the jury that several Chinese officers had told him the case was politically important to Beijing, and that they needed someone to admit to it as soon as possible. Senior police officers denied the accusations, media reports said. There was no immediate response from China’s Ministry of Public Security to a faxed request from Reuters seeking comment. The two men were also sentenced to a concurrent 12-month jail term for the theft of a motorcycle used in the attack. Hong Kong, a former British colony, reverted to Chinese rule in 1997 amid promises by Beijing to allow considerable autonomy and broad freedom of speech.

Yawning after spotting someone else yawn is associated with empathy and bonding. “Catching” yawns happens with many social mammals, among them humans, chimpanzees and dogs. “You may yawn even if you do not have to,” said lead researcher Brian Rundle, doctoral student in psychology and neuroscience. “We all know it and always wonder why. I thought, ‘If it’s true that yawning is related to empathy, I’ll bet that psychopaths yawn a lot less.’ So I put it to the test,” Rundle added. The study involved 135 college student respondents. They were shown 10-second video clips of different facial movements -- a yawn, a laugh or a neutral face. Based on the psychological test results and the frequency of yawns, the study showed that the less empathy a person had, the less likely he or she was to “catch” a yawn. “The take-home lesson is not that if you yawn and someone else does not, the other person is a psychopath,” Rundle cautioned. “There is a neurological connection between psychopathy and contagious yawning and this is a good starting point to ask more questions,” the authors noted in a paper published online in the journal Personality and Individual Differences.

Why we are smarter than chickens tORONtO, AUgUSt 21 (IANS): Researchers have discovered that a small change in a protein in our cells could hold the key to how we evolved to become the smartest animal on the planet. The change in a protein called PTBP1 that can spur the creation of neurons - cells that make the brain could have fuelled the evolution of mammalian brains to become the largest and most complex among vertebrates, the findings showed. A cell’s ability to regulate protein diversity at any given time reflects its ability to take on different roles in the body. The researchers earlier found that prevalence of alternative splicing (AS), whereby gene products are assembled into proteins, which are the building blocks of life, increases with vertebrate complexity. So although the genes that make bodies of vertebrates might be similar, the proteins they give rise to are far more diverse in animals such as mammals, than in birds and frogs. And nowhere is AS more widespread than in the brain. “We wanted to see if AS could drive morphological differences in the brains of different vertebrate species,” said lead author of the study Serge Gueroussov, a graduate student in the lab of Benjamin Blencowe, professor at the University of Toronto in Canada. Gueroussov previously helped identify PTBP1 as a protein that takes on another form in mammals, in addition to the one common to all vertebrates. PTBP1’s job in a cell is to stop it from becoming a neuron by holding off AS of hundreds of other gene products. The researchers showed that in mammalian cells, the presence of a second, shorter version of PTBP1 unleashes a cascade of AS events, tipping the scales of protein balance so that a cell becomes a neuron. What is more, when the researchers engineered chicken cells to make the shorter, mammalian-like, PTBP1, this triggered AS events that are found in mammals. The study was published in the journal Science.

SEOUL, AUgUSt 21 (REUtERS): North Korean leader Kim Jong Un ordered his troops onto a war footing from 5 p.m on Friday after his government issued an ultimatum to Seoul to halt anti-Pyongyang propaganda broadcasts by Saturday afternoon or face military action. South Korean Vice Defence Minister Baek Seung-joo said it was likely the North would fire at some of the 11 sites where the loudspeakers are set up on the South’s side of the Demilitarised Zone (DMZ) separating the countries. Tension escalated on Thursday when North Korea fired four shells into South Korea, according to Seoul, in apparent protest against the broadcasts. The South fired

back 29 artillery shells. Pyongyang accused the South of inventing a pretext to fire into the North. Both sides said there were no casualties or damage in their territory, an indication that the rounds were just warning shots. “The fact that both sides’ shells didn’t damage anything means they did not want to spread an armed clash. There is always a chance for war, but that chance is very, very low,” said Yang Moo-jin, professor at the University of North Korean Studies in Seoul. Since the 1950-53 Korean War ended in a truce, not a peace treaty, Pyongyang and Seoul have often exchanged threats, and dozens of soldiers have been killed, yet the two sides have always

‘IS destroys Syrian monastery, moves Christian captives’ Malala celebrates exam success BEIRUt, AUgUSt 21 (REUtERS): Islamic State militants have demolished a monastery in the central Syrian province of Homs, a monitor said on Thursday, in a strategically located town the jihadist group wrested from government control earlier this month. The group has also transferred several dozen Christians, captured during its offensive, to a location near its stronghold in northeastern Syria, the monitor said. Militants used bulldozers to raze the monastery in the town of Qaryatain, which they had captured in early August, the Britainbased Syrian Observatory for Human Rights said.

Government warplanes were still pounding the area with air strikes 2 weeks after Islamic State took the town, the monitor said. Qaryatain is near a road linking the ancient Roman city of Palmyra to the Qalamoun mountains, along the border with Lebanon.The Syrian army has launched a large-scale counteroffensive to recapture the city, which lies in a region where some of Syria’s largest gas fields are located, but so far it has made no significant advances. Islamic State militants captured 230 people including dozens of Christian families after taking Qaryatain, the monitor reported at the time. Of those captured, 48 had been

released and 110 were transferred to Raqqa province, whose capital city Raqqa is the militants’ Syria stronghold, the monitor said on Thursday. The Christians would be given the choice of conversion to Islam or paying “jizya”, a tax on non-Muslims, the monitor said, citing “informed sources.” The fate of the remaining 70 people captured after the seizure of Qaryatain was unclear. Among them were 45 women and 19 children, including 11 families, some of whom were on a militants’ wanted list, said the monitor, which tracks the violence of Syria’s civil war through an extensive network of sources on the ground.

Typhoon Goni batters Philippines, kills four MANILA, AUgUSt 21 (REUtERS): Four people died and hundreds fled their homes on Friday when a category three typhoon bore down on the northern Philippines, disaster officials said. Packing winds of 170 kph (105 mph) and gusts of up to 205 kph, Typhoon Goni was estimated to be 100 km east of Cagayan province in the

northern Philippine and was moving slowly at 7 kph westnorthwest towards southern Japan. Civil defence and regional police officials said four people died, one by drowning and three buried by landslides. 3 others were injured and another was unaccounted for. “We evacuated more than 400 people in Cagayan and

Batanes provinces, which bore the brunt of the typhoon,” Norma Talosig, civil defence regional director, told reporters. “They were moved to higher and safer ground because of rising floodwaters and possible storm surge.” More than 300 people were also evacuated in the mountainous Cordillera region, which was threat-

ened by landslides. Goni brought heavy to intense rain, causing landslides and floodings in coastal and low-lying areas in the north, said Alexander Pama, executive director of the National Disaster Risk Reduction and Management Council. LONDON, AUgUSt 21 (REUtERS): Malala Yousafzai, the youngest person ever to win the Nobel peace prize, has another reason to celebrate after posting a string of top grades in her GCSEs, a set of important exams faced by British teenagers. Her father Ziauddin Yousafzai said on Twitter on Friday his 18-year-old daughter had achieved six A*s and four As, placing her in the top tier of school kids to take the exam. After rising to global fame as an education activist after she was shot in the head by a Taliban gunman in Pakistan in 2012, her family resettled in Birmingham in Britain. Last year she became the youngest person ever to win the Nobel Peace Prize. Yousafzai, whose own education was disrupted when she was attacked and moved to Britain for rehabilitation, sat her exams two years after most British teenagers take them. Pakistani media praised her good results. “Nothing that Malala Yousafzai achieves seems startling any more but she continues to make Pakistan proud,” said the Express Tribune, an English-language Pakistani newspaper.

BANgKOK, AUgUSt 21 (REUtERS): The investigation into a deadly bombing in Bangkok’s tourist heartland is led by a U.S.-trained officer with close ties to Thailand’s powerful military, who oversaw a high-profile tourist murder case in which the conduct of Thai police was questioned. Chakthip Chaijinda was cho-

sen as the country’s next police chief on Aug. 14, just three days before a blast tore through the crowded Erawan Shrine in the Thai capital, killing 20 people, mostly foreigners. The current chief retires next month. Meanwhile, Chakthip is running an investigation which, four days after the Erawan blast, seems no closer to determining

who attacked the shrine and why. The prime suspect is an unidentified young man spotted on CCTV apparently leaving a backpack at the scene. But police and military have issued confusing and sometimes contradictory statements about the suspect’s appearance, the number of accomplices he may have had and the likelihood of foreign involvement. As deputy police chief, Chakthip has been the public face of other tourism-related cases in which concerns have been raised about the professionalism of the Thai police. They include the murder of two British backpackers on the island of Koh Tao in September 2014. Two migrant workers from Myanmar are now on trial amid allegations that police failed to properly seal off the crime scene - a criticism also levelled after Monday’s shrine blast - and bungled DNA evidence. Police have defended their handling of the Koh Tao killings probe and say they have a watertight case. Chakthip, 55, declined a Reuters request to be interviewed for this story, saying he was too busy. A Western diplomat in Bangkok described Chak-

thip as a “straight shooter” who can cut through red tape. “He’s known to be organised and a decent investigator,” said the diplomat, who requested anonymity. Military Trust Thailand’s military seized power in May 2014 and launched a purge of officials deemed loyal to deposed Prime Minister Yingluck Shinawatra and her brother Thaksin. Within days, Chakthip was made acting commissioner of the Metropolitan Police Bureau, replacing a Thaksin ally. According to Thai media reports, his recent appointment as police chief was backed by Defence Minister General Prawit Wongsuwan, one of the country’s most powerful men. “The military trusts him,” said the Western diplomat. “Good or bad, he’s their man.” There have long been tensions between Thailand’s military and police. That turmoil has been fuelled by a power struggle between a royalist establishment, which is backed by the military, and the political machine of Thaksin, a former police officer with residual support in the force. Chakthip investigated two bombing incidents earlier this

year that wounded a total of nine people in Bangkok and on the resort island of Koh Samui, but “never produced clear findings”, said Paul Chambers, a security expert at the Institute of South East Asian Affairs in Chiang Mai. Those two incidents and the shrine bombing “could be linked and associated with security officials disgruntled at the junta’s leadership”, said Chambers. Asked whether security officials might have been involved in the blasts, junta spokesman Winthai Suvaree said: “I don’t think anyone thinks this. Please ask someone else.” Chakthip received postblast training at the U.S.-funded International Law Enforcement Academy in Bangkok in 2003 and later attended a course at the FBI Academy in Quantico, Virginia. “Terrorism and bombings are the biggest challenges that come with the job title,” said Chakthip in a 2011 interview published on a U.S. State Department website. “There are lots of techniques used by the terrorists and they keep changing, challenging the authorities with new tricks, trying to stay ahead of law enforcement.”

agas are Nagas wherever they live either in Assam, Manipur, Arunachal or in Nagaland and their wishes are one to live under an umbrella of common administration and with the same view, we put up a memorandum to the Government of India and we made an agreement the so called Hydari Agreement or the 9 Point Agreement in the year 1947 by the NNC leaders yet in the year 1949, it was turned down by India. Under the circumstance, second agreement was signed in the year 1960 by NPC. Under the agreement, Nagaland was placed in the external affairs ministry. This agreement is called 16 Point Agreement or 1960 Agreement. However, within a few years, the word external affairs was amended by the word Home Ministry unilaterally. Also, Article 12 and 13 of the Agreement, for integration of all the contagious Naga areas to remain in the self same state of Nagaland. It was agreed but not yet implemented in action. The same desire for integration laid down from the 16 Point Agreement is now included in our new pact or peace agreement. Even then, it is seen that it is objected by Assam, Arunachal and Manipur, the Congress governments initiated by Sonia Gandhi even today who is an Italian woman, who is she? It was Indira Gandhi, who by her will withdrew the famous ceasefire agreement

signed in the year 1964 between the Peace Mission members and the underground Federal government. It was she who abrogated the Peace Talks, political negotiation between the representatives of Federal Governmnet of Nagaland and India. It was she who applied divide and rule policy on the simple minded Nagas. As a result, factions among the freedom fighters came up. As such, civil war had to be fought among the freedom fighters in which more than one lakh freedom fighters were fallen in this factional warfare. It was the Congress government, the dynastic ruler mercilessly applied genocide for so long from the year 1950s down to these days, mostly by applying an unlawful activities act and AFSPA. Even after killing 3 lakhs, Soniaji knows no satiety in taking revenge on us today, a blood thirsty revengeful woman refuses to accept the Nagas who are the real, original settlers of Nagaland, Assam, Manipur and Arunachal. The Ahoms, the Meities are but migrants from foreign land. Ahoms are from Thailand, Manipuris are from Myanmar, Arunachalis most of them from India from among the refugees. We Nagas are living in our own land whereas they are late comers who occupy the plain and vacant areas disliked by us hill people then for which we need not to consult such migrants for resolving our problems. Let them remain silent and who is Sonia who knew

nothing about our heritage our history. It appears she is dictating the whole opposition leaders in Parliament. We know that India is the greatest democracy in the world, hence at least some of the parliamentarians should listen to the dictates of their conscience to do the right thing in the right time. I, being an elderly man who know the minds of the dynastic rulers from Jawaharlal Nehru down to Rajiv Gandhi and his wife why no other, teach them to understand the whole truth about us Nagas. You know, it was Jawaharlal Nehru who without consent given away the whole eastern Nagaland to Myanmar in the year 1953 when i was a high school student. In this year, when he came to Kohima, he invited Burma Prime Minister Uno to Kohima and the two leaders conducted an aerial survey of the whole eastern Nagaland by a helicopter by his own free will and gave it away to Myanmar and for which boundary pillars were erected only in the year 1955. At this time, the government of India erected the boundary pillars passing through the house of Angh of Longwa, bisecting the house of the Longwa Chief or the Angh of the village. It is still there to see, otherwise before this, there was no Myanmar Naga, they never claimed a part of this Nagaland. Nagaland is one undivided, no As-

sam, no Manipuris to be counted by our fathers as it is stated by our NNC leader A.Z.Phizo when he was asked by the young generation of NNC leaders. Where is our land where it lies our boundary with our neighbours? He stated, traditionally our boundary is lying one side Chindwin river, the other side is Brahmaputra, the land lying between these two rivers is our homeland Nagaland, see my book ‘Glimpses of Naga History, Volume – II’. The man-made boundary had been constructed by the Britishers and the Ahom Raja and the Indian rulers like Jawaharlal Nehru, Indira Gandhi the dynastic rulers who knew nothing about our ancient histories. Then is it necessary to consult the late comers like the Assamese people, the Meities and the Arunachalis because they belong to Soniaji Congress party? Not at all, is there no other political parties in India beside Soniaji Congress party? Come up and say. No other party in India besides the BJP under the leadership of Narendra Modi who is a man of wisdom, a courageous man, who is ready to do justice and to undo the works of Congress, the dynastic rulers? I question whether Soniaji is still accepted by the whole opposition leaders of India as a dictator? ne has to really wonder, how on earth can such be shameless person like Isak Sumi, who keeps on ranting the issue of sovereignty as if he will pull it down from heaven. I thought that, they are only selfish but I am surprise to know that they are foolish too. If Mr. Isak is thinking that, their spirit of sovereignty haunts us than he is miserably wrong. I rather pity him that, such a foolish people still exist on this planet. Mr. Isak may be trying to portray himself as if he is a very big shot but he has failed to realize that, he is just a stooge and nothing more than that. My intention is not to demean the genuine Naga leaders and patriots who had laid down their precious life for the sacred cause of the Naga nation but, it is an attempt to save those genuine and real fighters from those hypocrites who are playing on the Naga people and swaying away the real efforts put by the real Naga heroes in an effort to regain the lost sovereignty. Mr. Isak since, it is hardly few countable days after you enrolled yourself with NSCN-K. It is therefore, pertinent that, you must not be aware of the real challenges we have faced. Mr. Khaplang who was living in a thatched house (also claimed by Isak earlier) but your mentor Niki sumi was busy constructing two luxurious building in Dimapur, another two building in Zunheboto, One JCB machine, one tea garden and many more. If it was not through funds collected in the name of NSCN-K, the people will be happy to know from what business he could construct such a huge building and accumulate other properties in and around Dimapur and Zunheboto. When people like you were

busy in extorting and buying of lands, including some teak garden in Dimapur, the eastern brothers in the Naga army were carrying ration from another Naga village Nansau for the ULFA in exchange for half of the rice they could carry, after trekking for at least 4(days) from the old camp located at Lahong-Ngaimong jungles or in other words they were carrying the ration of one poung of rice (15kg in Burmese language) of ULFA for 4 (four) days in exchange for 7.5kg of rice. When you were enjoying a five star life in the towns and cities, during the ceasefire period, Khaplang was moving around asking for a loan of Rs. 50,000.00 (Fifty thousands) or sometimes 1,00000.00 (One Lakh) from the ULFA and sometimes from the MPA, PLA. If this was not a humiliation to the Naga political movement by people like you who would be dolling around for the right opportune, what was it? Therefore, however you may try to claim yourself as true patriot, we know you can do no good to others except for yourself. Once your motive is achieved and your agenda is fulfilled I shouldn’t be surprise to see you moving in and around Kohima and Dimapur in an imported vehicles. Someone has rightly said that, the only thing worse than a liar is a liar that’s also a hypocrites. However, you may try to make falsehood appears like truth and truth appears like falsehood; this is the reality that the Nagas has witnessed and seen with their naked eyes. The Present Naga Scenario through the Lenses of Young Nagas

oung Nagas have mixed feelings today - some are celebrating, some are crying and angry but the majority is baffled by the sudden, unanticipated declaration of the “Naga Peace Accord” by PM Modi in Delhi on 3rd August 2015. In this confused state, the apparent studied silence of Naga intellects and patriots is deafening. We were expecting somebody to explain the present Naga imbroglio and also tell the Naga story truthfully to the young Nagas in clear terms without any bias, fear or favor. The recent Peace Accord has the potential of reshaping our Naga history and therefore the young Naga intellects can no longer remain complacent at this juncture. Having much to learn with many shortcomings on my part and not intended to hurt anybody’s sentiments this piece is being written to evoke and stir the minds of the young Naga Thinkers. Undeniably there have been many confusing and incongruous statements made by the GOI’s Interlocutor Mr. R.N. Ravi and the IM particularly on the issue of sovereignty and integration. Even more perplexing is the speech made by Mr. T.R. Zeliang CM, on 15th August 2015 that “the Accord …. a broad framework …. once it is finalized…consultation would be held before finalizing it”. What we cannot understand is the logic behind consultation for finalization after it is finalized! The 16 member Naga delegation ….to Myanmar to hold talks with the NSCN (K) told IANS on 18th August 2015 said “First of all we have to make NSCN (K) understand the Naga Accord signed between the government and the NSCN (IM)”. How can we expect the NSCN (K) or other factions to understand when the Naga Delegates like us do not know the contents?

Allow me to pose 3 crucial questions to the Naga Leaders and NPGs: 1. Will the IM a. Go ahead with the peace deal if it is sharing but within the parameters and limitations of the Indian Constitution with a condition that negotiation/ dialogue for Sovereignty and Integration will continue, or b. Reject the Peace package if it turns out to be just an extension/ supplementation of Article 371A or modestly better than the 9 point and 16 Point Agreement or Shillong Accord but short of Sovereignty and Integration (all or none)? 2. The 3rd August Peace Accord: after Final Agreement and after revealing the contents of the Peace Accord a. if the IM can bring an honorable and acceptable settlement, no doubt they will take the credit but will the i. Other factions agree or continue to disagree? And if they agreed, ii. IM insist on other factions joining their faction only. b. if the deal is not acceptable to the Nagas: i. Can we, the Nagas, including all the 8 factions come together and plan out our next strategy? or ii. Do we continue the same Ceasefire with extortion and taxation? or iii. Do we go back to the beginning and prepare for another civil war? iv. If the Nagas will not go for civil war because the majority of them know now that the use of violent methods to achieve objectives is futile and worthless, will our society be eaten alive by mafia gangs shouting high political and religious slogans? 3. Is there a clause on laying down of arms in the new Peace Accord? Will there be a paradigm shift in gun culture and corruption – taxation and extortion? Nagas have the right to know these answers. After much suspense and speculation, it is indeed heartening and a relief to hear Th. Muivah talking about the “time for all groups to forgive and reconcile”. And I believe that he is truly sincere in what he said and I wish and pray that we could go a step further and take the initiative to ask for forgiveness from each other for the killings, extortions and taxations. I believe this would send a strong and positive message to the Nagas and we can then expect a “Chain Reaction”. Other factions are visibly unhappy with this peace accord

signed between GOI and IM. If the IM can therefore, break the ice first by sincerely reaching out to the other factions and make peace with them and tell them “See this is what we have brought and we are willing to accept any other deal if it is better and good for the Nagas”. I believe this would soften the Naga people’s hearts and in turn gain their goodwill. Nagas want peace and I am sure forgiveness in true spirit is possible. After all, nobody is perfect but we want this bitterness and hatred to end someday, somewhere soon. Going by Naga tradition, the Naga Leaders and Tribal Leaders can go to Camp Hebron but they may not be able to give their blind endorsement if the contents are not made known to them before hand to take their consent first. Traditional courtesy and preservation of dignity of each tribe still matter and must not be treated lightly. Also, we cannot expect other factions to go to Camp Hebron for dialogue. When the Nagas were denied the right to speak during the visit of the two Prime Ministers of India J. Nehru and Burma N. Nu on 30th March, 1953 at Kohima the Nagas staged a total walk out in protest and humiliated the two premiers. Nagas cannot be cowed down with dogmatic imposition of any agreement upon them by a group whether it is good or bad. It invariably and ultimately fails, and the resentments caused always strengthen further the chain of hate and revenge. Perhaps we can learn from our own history so that we don’t repeat. To be pragmatic, we may not be able to attain sovereignty now and the attempt made by the IM to work out an honourable solution without compromising the Naga Sovereign issue, as the NSCN (IM) seems to be indicating is encouraging. We appreciate the difficulties and pressure faced by the IM since they have so much at stake. Nonetheless, if they have signed it sincerely on behalf of the Nagas, without any prejudice, and kept their best interests at heart, shouldn’t the Nagas be informed? If it is just a framework I am sure that the Naga people will be tolerant enough to study and rectify any disagreeable/ unacceptable terms. Keeping the contents surreptitiously with an excuse that it is “only framework and not final settlement” is not going down very well with the common Nagas as it has given rise to suspicion and usual mistrust again which is the ‘king of all Naga discord in the past’. The simple reason is, if it is just a draft and not the final agreement, why did PM Modi and IM in the first place, press the panic button by declaring the 3rd August Naga Peace Accord, and flashing it all over the world while keeping the contents in the locker? Now the PM Modi is using the Naga Peace Accord Deal as his launch pad in dealing with insurgency and militancy and proclaiming it to the whole world (see Dubai - India Diaspora on 17/08/2015). It is a good publicity no doubt but what about the Nagas - stakeholders who are totally in the dark? Nevertheless, it may still be achievable if the Naga leaders and all the 8 Factions can come above their differences and mutually agree to sit together with the Naga Tribal Leaders in a neutral platform, reason it out and make a conscientious decision. Are we willing to follow this age-old-proven Naga tradition? The consultation meeting at RCEMPA, Jotsoma, on 31st July, 2015 is significant but not enough. We need to have transparent and broad - based consultation inclusive of all the stakeholders - the Nagas. The 1951 Naga Plebiscite was successful because it was done openly by taking all the Naga tribes into confidence and giving them sufficient time to consider it and the leaders participating in it themselves. It was never done in a closed door meeting. While acknowledging and saluting the true Naga Patriots and their sacrifices, after going through the Independence Day speeches made by the Presidents of various factions, I am somehow made to believe that they are all singing the same song. We all Celebrate Naga Independence Day on 14th August and Naga Republic Day on 22nd March every year. But one thing is notably missing in all the speeches and that is - no faction is willing to admit their own mistakes and say we are sorry, forgive us. Dear Naga Leaders, as Nagas we have the same goal, same aspiration, same target and therefore, our destiny can never be different. We cannot keep on making value judgment on one an-

other from our own perspective with “holier than thou” attitude. We all know what is possible and what is surreal. More than physical it is imperative to develop mental and emotional integration/ connection of all Nagas and all the factions at this juncture but regrettably it appears to be an uphill task at the moment. Therefore, instead of being rhetoric using jargonistic language against each other let us initiate the dialogue in our Naga Kitchen in simple and clear terms so that all Nagas will understand. If the Nagas are not willing and cannot understand each other we cannot expect the outside world to understand us and empathize with us. Let us look at the other side of the story - the Young Nagas’ view on the present scenario. After going through Facebook, Twitter, YouTube, WhatsApp etc., I realize that the young Nagas are totally confused and lost. The depth of resentment and hatred expressed in the social media over the present Peace Accord is a depressing and disturbing fact, hard to ignore. This generation was born and brought up during the 1980s and the 1990s so their mental and psychological health was shaped by fierce civil (factional) war along with multiple and heavy taxations, extortion, and other forms of corruption. This confusion is again compounded by the recent blurry Naga Peace Accord and now they do not know whether they should be rejoicing or lamenting.

Let me present samples of some of the comments posted by the Naga Youths in the Social Media; • “The package must be very good ….. but I don’t want to celebrate because I will not get my share and even if I get they will suck me dry again through extortion and taxation. So what is the point?” • “Corruption is here to stay. At this rate even if we get a package of the whole India budget we may still not be able to develop except for few more sky scrapers, private jets and investments offshore. The common Nagas will still ride on the riverbed roads without light. Of course the IBIs will be the maximum gainer.” • “Factions claim that taxation is their birthright, I tell you it is my birthright to give or not to give since I am also a Naga by blood and I have every right to know my future” • “If the Ministers, Autocrats, Bureaucrats with bodyguards cannot stop extortion and illegal taxation then give gun license to all the Nagas, if not, do not stop us from buying guns for self defense. The value of your life, my life and every Naga life is equal. You may say that it is not safe to keep guns but are we safe without guns when every Tom, Dick and Harry can issue Demand letter anytime at gun point?” • “In a way I feel that not getting Sovereignty at this juncture is good because our Nagas may annihilate each other in the line of factionalism and tribalism.” • “Any Accord/ agreement that are born out of blood soaked extortion and taxation will not last long. After all who is responsible for the present Naga Mess” • “Dear Naga leaders, you may get what you want but what happens thereafter? That is the million dollar question.” From these few spine-chilling comments, we can see that our young Nagas are not just mute spectators; they are watching every move cautiously and intelligently. We sense that the Naga Youth does not give much emphasis on factionalism and their ideologies; rather, there is an unquenchable thirst to know why, we, the Nagas are actually fighting. We can also infer that the Naga Youth today are annoyed, not because of the delayed outcome of the Naga Sovereign issue. They are rather angry and frustrated because they cannot pursue their dreams in their own land due to extortion, taxation and killing. They have developed a phobia, and an aversion to the very word “Naga Freedom Movement.” Fear is a mind-killer and many Nagas have turned tyrants, sowing seeds of fear into the minds of the Naga youth. We condemn the Indians for enforcing the draconian laws against us like the Assam maintenance of Public order Act 1953, Assam Disturbed Area Act 1953 and AFSPA of 1958; whereas we unleash even harsher

acts upon our own Nagas dragging the Naga issue deliberately solely to boost their own self-centered ambitions in the guise of being a Naga Freedom fighter. Aren’t we the Nagas responsible for spoiling and pampering the factions like a bad, irresponsible parent while we suffer because of them? The blood-stained chain of hate and revenge with their terrible consequences must be broken. This task from heaven is not beyond the combined genius, wisdom, and hunger for healing. Unless we address these core issues, any accord or agreement may not bring lasting peace to our land because a faction may go, but another ten factions will sprout up just like the Hydra! Please feel the pulse of our youngsters. A Native American Wisdom says, “We do not inherit this earth from our ancestors; we borrow it from our children.” The aspirations of the present generation and their legitimate anger cannot be ignored anymore as the Naga future belongs to them. You cannot demand the confidence and trust of the young Naga generation by force - you have to win it. Dear Naga Leaders, enough of diplomacy and preaching on Unity and Reconciliation. Give suggestions and road maps to “the way forward” before the young Nagas completely lose their hope in your leadership! Do not mislead the Naga youth again – think about the possible reactions when sooner or later they realize that their very existence is being threatened. Majority of the Naga Youth today do not even know the significance of the Naga plebiscite held on the issue of Naga Sovereignty on 16th May, 1951. The verbal oath, taken with the severest of oaths during the blood smeared thumb impression campaign should be made known to the young Nagas. This is the oath spoken by all the Naga Clan Heads representing 99% of our Nagas “May my descendants (who deviate from this oath) meet with devastation, may they rot away and decay (as a tree that rots away from the inside); may they not be able to live up to others’ standards – may they always be behind others in whatever they do.” These are the severest of terms as it involves not only that generation but those yet to come, which includes our generation! The truth about the Historic Naga Plebiscite is very relevant today. The Nagas rejected the 16 Point Agreement and Shillong Accord because it was short of sovereignty. We the young Nagas are apprehensive of the present Peace Accord lest it turn out to be another infamous Shillong Accord or NNC/ NPC feud. We do not want the Naga history to repeat itself again. Yes, we will fight for Sovereignty even if it takes another century, but besides the usual blame game, extortion and taxation, do we have any roadmaps, steps that the young Nagas should be taking in this century in order to achieve sovereignty? If we don’t act now, a time will come when our children including your children will suffer after our land is twisted and warped into another Wild West. True, those inhuman tortures and killings by the Indians are forged deeply in our minds, Naga factional killings, fratricidal killings and endless humiliations that every single Naga family faced cannot be forgotten. It may be easier said than done, but if we truly want an honorable settlement, we all know that our only resolve is in learning to forgive others and ourselves, and show our children how to forgive, if we want to move forward. Dear young Nagas, we have to come out of our comfort zone if we want to bring a change. Facebook and WhatsApp are not enough. We have to speak the truth with love because “truth without mercy and love becomes deadly legalism”. We appreciate all the good works our leaders are doing including Tribal Hohos, NGOs, FNR, ACAUT etc. but we don’t have to depend entirely on them to bring a change. In fact they need our helping hand. Together we can break the Berlin Wall! To do that, let us travel back to our roots 60 – 70 years back, and learn our history properly. Plan and envision it now and set a target and see where we want to be 50 years from now! uring the early sixties we have strong athirst to see or meet the undergrounds (freedom fighters).Though my parents were illiterate, my mother was a staunch sympathizer of these Naga freedom fighters. Sometimes I peeped my mother preparing commodities to be delivered to these undergrounds when everyone went for asleep.At other times we went to jungle the far as we could on the pretext of shooting birds just in the hope to have a glimpse at these warriors.However, the sight of Indian occupation forces in their timid fatigues made the tin pot boys hide in the jungle. In the year 1970, while India was trying to liberate Bangladeshis, the then Eastern command of the Indian force landed in our school ground from a chopper and asked the boys to voluntter to join in the army.Some four to five seniors volunteered the offer but to everyone’s astonishement non from the strong 80 plus Naga boys did raise a hand.To this aversion, he challenged, “ What about my brave Naga boys? Aren’t you volunteer for our nation?” Still no one from the pendent muster poked out a hand. Amid the quietude momentous I shun to myself with an affirmative decision, ‘Why on earth should I sacrifice my life’s for the Indians?’ Those were the amiable consanguineous relationship with our brothers in arm during those days. Coming to the present percetage-age, the relationship has completely over shadowed by intimidations, extortions and thuggist methods. We talk of achieving our aspirations such as liberation, final settlement, freedom and what not. But what liberation or freedom can we achieve if these extortions, intimidations and above all killings continue to persist. nine-year-old girl is breaking new ground by becoming Gap's first ever Down syndrome model. This Saturday Kayla Kosmalski will hit the catwalk in Miami to celebrate television star Ellen DeGeneres's new clothing line 'ED' for Gap Kids. The event, which has been organised by Changing the Face of Beauty, will see Kayla join 14 other children to unveil Ellen's fashion line. Kayla lives with her mum Amy and dad Richard, as well as her two-year-old brother Logan, in Delaware. Amy said: 'Kayla is intelligent and beautiful and kind and like every nine-year-old, sassy. It just happens she also has Down syndrome. 'When we got the diagnosis we decided not to let it hold her back. We want her to follow her dreams and passions just as every child should. 'As a family we work hard to disprove to the world that individuals with Down syndrome aren't any less human and deserve to be treated the same as any individual.' In February, after years of lobbying U.S. Congress, the family saw a law passed in Kayla's name to allow more financial rights to people with disabilities. She met with Vice President Joe Biden to celebrate the passing of the ABLE Act. The talented youngster was runner-up at Illinois's Miss You Can Do It Pageant, competed in local beauty show Miss Amazing and recently joined a dance team. She was picked by professional basketball team Delaware 87ers to perform with the junior dance team at home games once a month. Mum Amy said: 'Kayla is excited - she's practicing on a daily basis, looking in the mirror and getting ready. She can't wait to have a girly mum and daughter day. 'She loves Gap and loves fashion and getting her hair and make-up done, she's a typically nine-year-old. 'Kayla loves Taylor Swift and hip hop dancing and playing on her iPad and texting her friends and she loves school. As you have no doubt noticed from the picture above, the 21-year old from Toronto has vitiligo, a chronic skin condition that produces patches of pigmentation when the immune system attacks the body’s melanin. It began when she was four years old and she experienced bullying throughout school - she was frequently called a “cow”, thanks to the patch-like formations of her pigmentation - leading her to drop out at 16. But it was thanks to Tyra Banks that Winnie, real name Chantelle BrownYoung, first found her footing as a model. In a very 21st Century style, Banks spotted Winnie, who stands at 5ft10” tall, on Instagram and approached her to audition for America’s Next Top Model, the show she created, executive produces and acts as

loNDoN, August 21 (ReuteRs): Steve Smith's patient 143 guided Australia to a large first-innings total of 481 all out on the second day of the final Ashes test against England at The Oval on Friday. Spinner Nathan Lyon bowled England captain Alastair Cook for 22 just before tea as the hosts reached 30 for one in reply. Smith, who on 92 nicked a wide delivery from Steve Finn to wicketkeeper Jos Buttler but was reprieved when replays showed it was a no ball, put his side in control of the match with his marathon effort. He shared a fourthwicket partnership of 146 with Adam Voges, who made 76, to give Australia a strong position from which to push for a consolation victory after they relinquished the Ashes by losing the fourth test. Resuming on 287 for three, Smith waited until his 24th delivery to add to his overnight 78 while Voges played more freely.
