NeW Delhi, August 24 (iANs): The Indian government and the Nagas have come close to a common meeting point following the signing of a framework peace agreement earlier this month, NSCNIM general secretary Thuingaleng Muivah has said. “We are also coming closer to the meeting point which is yet to be finalised,” he said in an interview published in the latest issue of the Northeast Sun magazine. “Naturally, it (the final peace accord) will also revolve around sharing of powers, even sharing of sovereign powers. “When Naga people’s aspiration is respected by the government of India, and likewise in the same way the Naga people respect the sovereignty of Indians, we will become closer to each other and coexistence of the two entities will be worked out.” The central government and the National Socialist Council of Nagaland (Isak-Muivah) signed a framework agreement on August 3 that is expected to lead to a final peace accord. Muivah said this was a new agreement because there has been a lot of developments, “on both the Indian side and our side”. “But the solution has to be found from the framework that is already defined. The Indian side has officially acknowledged that the history of the Nagas is unique and the situation

Successful talks with NSCN (IM) has started new journey: Modi NeW Delhi, August 24 (Pti): Prime Minister Narendra Modi today said that “successful” talks with NSCN (I-M) has started a journey of “walking together” and will lead to the development of not only Nagaland but the entire northeast region. The Prime Minister also said successive governments have made efforts to bring peace and stability in the region though these have seen various ups and downs in the past. “The credit does not go to any particular government and neither should they take it. Everyone contributed towards improving the situation. It is the result (of these efforts) that today in Nagaland there has been a successful dialogue with those people (NSCN (I-M) leaders. “Everybody has seen the dream of development and joining the mainstream in not only Nagaland, but the entire northeast and the country. I am confident that the journey that has begun of walking together will bear best of results and the country will achieve greater heights,” he said referring to the accord reached between NSCN (I-M) and the Centre. Modi said the push of his government has been on the development of infrastructure of the northeast region. He said if the issue of connectivity is resolved then development would not be a problem. He said efforts were on to provide railway connectivity to state capitals in the region. The development of the region was vital for the country’s growth, he said. is also unique. And it is the first time that India has recognised the history of the Nagas,” he said. Based on this uniqueness of Naga history, a solution would be worked out, he said. Asked how long it would take to sign the final accord, Muivah said it depended on the central government. “How close the Nagas will come to India will depend on how far the government of India respects the rights

of the Nagas.” The NSCN-IM leader said that when the Indian government took this kind of significant step, “should we (Nagas) not try to understand the Indian side more? Should we not understand their limitations?” According to Muivah, an interim governing body would be formed after the final accord but it might take some time because adjustments would have to be made. Asked if the accord

would be based on Naga customary laws, he replied in the affirmative, saying the Naga Hohos or tribal bodies would get more powers. “That has to be done because the tribes themselves must have a say because they know their benefits and they know their requirements,” he said. When pointed out that some individuals and groups have started saying that Muivah was from Manipur and Nagas from Nagaland should not expect much from the accord, he said these people were “totally confused”. “Naga issue is a Naga national issue not a state-wise issue. We have been fighting for all this after the creation of the Nagaland state. If the 16-point agreement (that created Nagaland state) was final then we would not have come up to this stage,” he said. “It was not the desire of the Naga people but the act of the traitors who were used by the Indians to sabotage the national politics.” He said the Indian government has now officially recognised the uniqueness and the history of the Naga issue and the situation too. “We are seeking solution solely in the interest of all the Nagas. Those who are talking of Nagaland state in terms of Naga issue, sorry, I pity them. We have been fighting for the rights of the Nagas wherever they may be but the Naga politics should not be interpreted in terms of the Nagaland state,” he said.

Transparency and common AYO, CNSA objects to Gaidinliu’s memorial position – need of the hour Morung Express News Dimapur | August 24

Since the signing of a framework agreement with the Government of India, the Government of the People’s Republic of Nagalim—NSCN (IM)—has embarked upon a consultation process with the Naga civil society. For days after the signing of the agreement on August 3 in New Delhi, Naga civil society bodies have been moving up and down from Dimapur to Hebron and back. While the content of the agreement is yet to be made public, it remains to be seen if the process adopted to consult the Naga people on the ensuing settlement is transparent and democratic. Keep the process clean “I honestly believe the NSCN (IM) leaders have the mental competence and tenacity for details to negotiate a settlement with Delhi,” says peace activist and Naga elder Niketu Iralu. However, echoing public sentiment, he reflects that “our tragedy is that they too have killed others and are damaging and corrupting their peace and settlement process by justifying the killings as others have done before them in our short, tormented history.” For him, the “key lesson” from these experiences is: “Keep the process clean, the outcome will be right.” For this, it is important to begin “real reconciliation.” If sovereignty for the Naga people can be achieved, then people will accept it. However, if something other than sovereignty is being discussed, the NSCN (IM) should get together “all the divided groups and thrash out a common position they agreed would be the best for the Nagas at this stage. This will be the beginning of real reconciliation,” offers Iralu. The ownership of the Naga issue can be felt by the vast majority of the Naga people, he asserts, if “their national workers (the sincere and dedi-

cated ones) will transparently work out a common position for settlement.” According to a senior intellectual, “Separate groups do not always click but you cannot leave them behind— political solution is one thing but we cannot ignore resolution of issues from within. Other political groups should be taken into confidence, particularly the signatories of the 2009 Covenant of Reconciliation .” Following the process of bringing all groups on board, “they together can tell the people what they, the fighters for the Naga cause, had decided to be the right thing,” suggests Iralu. This would draw an immediate “Go Ahead” from the public. “To ignore the other groups and go over their heads to consult with the people will deepen distrust and resentment among the groups and their tribes,” he maintains. Bottom up approach The people must be taken into confidence. For this, the NSCN (IM) needs to shed its “grand narrative” approach and come to the people— tackle the issue from bottom up, not top down, which will automatically lead to inclusiveness, offers the senior intellectual. But who are the ‘people’? “My father, my grandmother—they are the people who keep the movement alive and the hearth burning,” highlights rights activist Tungshang Ningreichon, calling for the civil society to play a critical role to bridge the gap. Organisations like the Naga Hoho, the Eastern Naga Peoples’ Organisation (ENPO) and their allied bodies should hold inter and intra level consultations, with people at every level, before taking the people’s voice to the negotiators. “It is our responsibility to push for a democratic and transparent settlement that should not be left only to the NSCN (IM),” she asserts, hoping that this opportunity should not be lost, as, “How long will we go from ceasefire to ceasefire?”

Informed consent But that is not merely where the role of the civil bodies ends, says Ningreichon. Research should inform and empower all involved. Public meetings should be organised in order to reach out to people through the village-based democratic structures. For this, it would be essential to note what the villages have to say, especially regarding talks on land and natural resources. Any observer of the formulation of modalities by the Government of Nagaland on oil exploration and exploitation will agree that the process of consultations and final outcomes can be a strenuous, as well as a long wound, process. It is given to pitfalls of states claiming a peoples’ space. At different points of the process, the State Government claimed itself as a “land owner” and maintained that Naga people are custodians of “only the top soil”! Thus, for Jonas Yanthan, vice chairman of the Kohima Lotha Hoho, who has not relented in his pursuit for a fine tuned fair deal on natural resources, “any settlement must be based on the time immemorial construct that customary ownership of land and its resources lie with the people. For this, the people should be consulted first through apex Hohos.” Ningreichon supplements, “villages are the custodians of land and they should have informed consent over the matter.” Transparency and statesmanship As the NSCN (IM) continues with its consultations, they have a tough job ahead. Iralu wonders if the group will “show the level of transparency and statesmanship our crises demand and of which they are capable?” He remains positive if consultations proceed in a clean manner. “The trust and goodwill they will win may then enable the Framework Agreement to achieve what the Nagas need now. I pray for this.”

DimAPur/KohimA, August 24 (mexN): The Angami Youth Organisation (AYO) and the Central Nagaland Students’ Association (CNSA) have opposed construction of any infrastructure or memorial for Gaidinlui. The AYO, in a representation to the Nagaland Governor stated that Gaidinliu “in no manner merits any such recognition and honour from any quarter or institution as far as her life and contribution towards the Nagas in general and the Angamis in particular is concerned. The state government and its agencies idolizing Gaidinliu as a nonpareil personality to the Nagas of Nagaland is too absurd and foolish to be embraced.” It further said that the AYO would not tolerate the “institutionalization of the mentioned hall to be a medium / centre for propagation / promotion of any cult or sect.” “Any such semblance acts being initiated the organization will be compelled to resort to its own course of action,” it cautioned. The AYO stated that it would have been

Recruitment process for Indian Army changed to online

KohiMA, August 24 (Dipr): The recruitment process for Indian Army has been changed from "Open Rally System" to "Online Registration Application Based System" with immediate effect. The new system involves the following: a) Creation of e-mail ID by the candidate. b) The candidate would have to get himself registered in the Indian Army Web site www.joinindianarmy.nic.in any time of the year (he should actually do it immediately). The online procedure for the same is attached as Appendix.

c) 60 days prior to the tests, the same individual should again fill up the "online application". This filling of application will remain open for 45 days and would close 15 days prior to the date of test. d)The individual will get his admit card online. e) Thereafter, his physical test, physical measurement and medical test will be carried out on the date, time and place given in the admit card. f) Successful candidates will then have to appear for a written test at a later date, the details (date, time and place)

Governor observed that there are 92 under-trials and only three convicts. Some of them are under-trials for more than two years. Accordingly, the Governor directed that the CJM and Government Advocate

The bullet injured the driver Mitlesh Sahu on the shoulder and hit Dipankar Dey on the chest who succumbed to the injury. Nuklutoshi visited Phesama landslide areas

KohiMA, Aug 24 (Neps): Minister for National Highways, Mechanical Engineering, Mr Nuklutoshi along with I Himato Zhimomi, Commissioner & Secretary, Works & Housing, Vikedosie Kehie, Chief Engineer, National Highways has today visited the massive landslide areas at Phesama that had affected nearly 200 meters stretch of National Highway (NH) 29, farmlands below the HW and nearly 30 houses. The huge slab of landslides coming from hilltop above NH has taken away the road and washed away

the massive farmland of the Phesama Village, besides affecting nearly 30 houses. Many villagers have been evacuated to safer places. The damage of the NH 29 has also cut off the lifeline of Manipur State. The Minister expressed his pain at the unfortunate sufferings facing the Phesama villagers, other nearby villagers and also people who depended on this NH due to the large scale landslides. He went to the spot where the massive mudslides taking place that had damaged nearly 200 meter stretch of National Highway 29, several

houses and paddy fields. He also enquired the work progress on the NH damage area from the BRTF Officials, Col SP Yadava, Commander 15 BRTF, Sachin Kumar, EE, Officer Commanding 89 RCC, Zubza and PK Singh, AEE (C), 89 RCC, Zubza. Requesting the BRTF Officials to put maximum effort with more manpower for early restoration of traffic on NH 29 at Phesama, he assured them whatever possible from the State government side would be always ready. Seminar on HIV and AIDS awareness for Bible colleges held DiMApur, August 24 (MexN): Taking into note the high rate of HIV and AIDS prevalence in Nagaland and particularly amongst young population, a one-day seminar on HIV and AIDS awareness for Bible college students was conducted at IMC Hall Dimapur on August 22. Organised by the Watchman and supported by the Legislators Forum on Aids (LFA), the seminar was held with the theme, ‘Focus, partner, achieve: An AIDS free generation.’ Altogether 450 delegates participated. youth in the same way as maintaining clean and green compound is the self disciplined drive of every household. A visit to the village begins with the Children Eco park at the entrance of the village and the eco huts, all in meaningful cultural manifestation, at every corner of the village. A walk through the village thoroughfare and a climb to the highest point of the village, which resembles an European medieval castle but with natural wall all in ebullient lush green setting, to a short trip at the view point called Japan Kafulokadu in local dialect meaning ‘Japanese cooking place’ is indeed a breath taking experience. Many of the houses at Chingjaroi still display traditional architecture but at Chingjaroi CV one can experience the radically modernised amenities in traditional setting. The village enjoys solar lighted road at night in addition to each household owning at least some sorts of solar lighting system. Solar

lighting of the village is a project of UDCRMS/IFAD to give a booster to the villagers’ dream of environment friendly village. EVC has also introduced smokeless chimney recently in collaboration with Volunteers for Village Development (VVD), an NGO based at Ukhrul. “We introduced the smokeless chimney for every household so as to reduce the use of firewood which is one main source of deforestation" says Aya Shimray. However, the cost price of Rs. 10,000 for the Smokeless Chimney seems to be not so measurable with the folks who do not have income other than their agriculture sustenance. Chingjaroi CV which still enjoys the status of one of the highest literate villages in Manipur with 83.43 % compared to 76.94 % rate of the State. But the inability of the village to have an equity pace with the neighbouring districts of Manipur and Nagaland state in terms of infrastructure development gradually gave a

Khamasu Khanot, one of the pioneers of the eco friendly village confides that the disappearing greeneries around the village due to lack of awareness on eco conservation, increase in diseases and decrease in the longevity of the villagers, the concern for future generations and a visit to Mawlynnong, Asia’s cleanest village in Meghalaya, inspired him to team up with fellow village folks. The eco village concept is an initiative of the youth and students but an effort of the whole village with active participation from the women society, church and the Village authority. Being a grass root movement, the initiative is however not without hurdles. He said: "The eight north-eastern states along with most states of the country are not only against the 'no-detention policy' but are also in a awkward position due to the lack of trained teachers even though the Right to Education Act (RTE), 2009, made this mandatory." These issues were discussed at the CABE meeting which was held under the chairpersonship of Union Human Resource Minister Smriti Irani in New Delhi on Wednesday. Chakraborty said that the CABE meeting decided that the states would formally provide their views to the central government on 'no-detention policy', in writing, within 15 days. "We would send our views against

The victim, identified as Meeru Tudu (60), was killed at her home in a tea garden belonging to one Ramona Marak around 8 pm on Saturday. The accused, Nayan Baski (28) from the same village, was arrested on Saturday night and a case was registered against him, sources said. The preliminary probe revealed that the accused blamed the victim for his wife's "continuous ill health" and went to the woman's house on Saturday to ask her to release his wife from any "spell and cure her".

"What followed was a heated argument and according to the accused, in a fit of rage, he grabbed a log that was near him and hit the woman on her head and she died instantly," said the in-charge of Byrnihat police outpost, D Nongrum. The accused was produced before the district special judge on Sunday and remanded in judicial custody. Nongrum added that since the accused had confessed to his crime, it was an "open and shut case", even as he expressed regret that such incidents continued to occur despite the administration trying to educate people to let go of such superstitions and beliefs.

So, how do you expect people from other countries to know about its existence? After getting the required education and some experience in the field, I returned to my hometown in 2012 and started working on my first film ‘Pallepfam’ (Destiny). "I hope I can make a change through my small

endeavour,” Khundongbam, managing director of The Bluebird Pictures, which has produced the film, told IANS in a telephonic interview from Imphal. The 2014 Manipuri feature, made at a budget of approximately Rs.1 million, was first screened for a few selected guests at a hotel in Imphal, where there are limited number of theatres, in December last year. It kicked off the second edition of Fragrances from the North East, a three-day festival of cinema from the northeast, here on August 21. “'Pallepfam’ was selected as the opening film of the festival. I think it’s an honour for the state. I was lauded by many moviegoers for the picturisation, story and direction. And the audience was not just from

the northeast. It is quite encouraging," said the budding filmmaker, who is also planning to send the movie to more film festivals. Global turbulence behind market crash: FM New Delhi, August 24 (Pti): Attributing the stock market crash to global turbulence, Finance Minister Arun Jaitley today said the government and RBI were watching the situation and hoped that things will stabilise once the transient impact is over. “There has been for the last few days a great amount of turbulence which was being caused in the global markets. Obviously that turbulence has had impact on Indian market itself. The factors responsible for this are entirely external. “There is not a single domestic factor in India which has either contributed to it or added to it. These are external factors. I have not the least doubt that this turbulence is transient and temporary in nature. The markets will settle down”, he said. Jaitley, who was talking to reporters on the sidelines of an event here said that government and the RBI were closely watching the situation. He also underlined the need for strengthening the economy to deal with the impact of global developments. Total onion production is estimated to be at 189 lakh tonnes in 2014-15 crop year (July-June), slightly lower than 194 lakh tonnes, a year ago.

BeijiNg, August 24 (Pti): The benchmark Shanghai Composite Index dropping 8.49% to close at 3209.91 points. The smaller Shenzhen Component Index fell 7.83% ending at 10,970.29 points. It was a “bloody Monday” for Chinese stock markets as shares once again nosedived in the sharpest decline since 2007 over fears of a hard landing for the world’s second largest economy. “China stocks in sharpest fall since 2007,” state-run Xinhua news agency reported. The benchmark Shanghai Composite Index dropping 8.49% to close at 3209.91 points. The smaller Shenzhen Component Index fell 7.83% ending at 10,970.29 points. The CSI 300 also declined to end at 3,271.89, down 8.85% or 317.65 points. The ChiNext Index, tracking China’s Nasdaq-style board of growth enterprises, lost 8.08% to end at 2,152.61 points. Nearly 2,200 shares tumbled by the daily limit of 10%, Xinhua report said. The stocks closed at their lowest as a wave of risk-off selling pummelled the market with only about 100 stocks listed in Shanghai still trading late as the other 993 stocks listed on the benchmark index either halted trading voluntarily or were forced to do so after it fell by the daily 10% limit, a report in the South China Morning Post said. Fears about the sputtering Chinese economy have spread like wildfire in global stocks, leading to a vicious round of risk aversion selling, the Post report said. Yesterday’s decision by the Chinese government to permit its $547 billion pension fund, the biggest in the world, to be invested in the stock market despite the June 12 market crash wiping out about $4 trillion capital has not helped. China’s cabinet has published the final guideline on investment for the country’s massive pension fund yesterday, effectively opening the gate for more diversified and riskier products. “The official PMI to be released on September 1 will be closely watched by the market,” said ANZ in a note to clients. “Activities remain sluggish while the risk of deflation has not abated with PPI falling for 41 consecutive months. Chozuba land donors demand grade-IV posts ChozubA, August 24 (MexN): The Land Donors’ Welfare Union, Chozuba today alleged that the health & family welfare department has appointed three non land donors out of the four grade–IV posts which fell vacant following retirement, death during 2014-15. In an open letter to the principal director of the department, the union lamented that the appointments had been made despite the “rightful land donors” applying for the posts based on ownership for donating their land freely. According to the letter, the appointments have been made totally disregarding the recommendation of the village authority without observing any formalities due to political pressure. “In this connection, it is to say that those big bosses viz; MLAs, ministers have nothing to do with our land. We donate our land to government in lieu that we should get our due share and not to (be) deprived of the chance,” stated that union chairman Vesoyi Swüro in the letter. “Our land neither belongs to a political party nor a public leader as far as landownership is concerned.” Affirming that the landowners cannot tolerate “such kind of discrimination,” the union warned that it will resort to its own course of action unless the department/ government cancel the appointment order of the non land donors and “restore our legitimate right” within September 15.

BJP state level training DiMAPur, August 24 (MexN): As per the directive of BJP HQ New Delhi, there will be a State level party workers’ training from August 27 to 28 at BJP Head Office, Dimapur, from 9:00 am. The training will end at 3:00 pm on August 28, informed a press release. The training will be conducted by Mahendra Pandey, co-ordinator, National morcha & cell and Farooq Khan, National Secretary in-charge, Nagaland and National Minority Morcha and few other leaders. India. Even a Naga layman can simply discern Wangtin’s pathetic existence in life-support being extended on daily basis at the whims of India. The moment Wangtin cease to act as Indian mouth piece, his whole house would tumble but how long does he think he can continue to challenge and dis-honour Naga sovereignty. If Wangtin ever experiences a moment of sanity, he should review all his statements that never stop to contradict itself over and over again. All his hate speeches against NSCN/GPRN and Naga sovereignty has been documented for generations to question and infer. The ‘Unconstructed State’

H

istorical experience has demonstrated that the dialectical interplay of the forces of history, geography and politics have shaped and reshaped the language of freedom. The conditions of the 21st century reveal an unprecedented upsurge of democratic consciousness, increasing social and political awareness, and the desire for human liberation. Such conditions have been instrumental in paving way for a revolutionary situation that calls for new ways of conducting politics that requires the intentional political will in respecting self-determination for all peoples. As a right attributed to all peoples, the praxis of self-determination is constantly evolving in order to meet the conditions and realities in which the self exists. The resurgence of self-determination in the 21st century is taking place at a time when there is an increasing perception that State boundaries are blurring and their borders are becoming more open and flexible. In reality, this change is, however, only cosmetic and hence misleading. With guile the State system has simultaneously increased its authority through strengthening military powers and enacting stringent legislation that has limited civil and democratic rights. In an ironic twist of fate, history reveals that when State boundaries were rigid, the territorial jurisdiction within which the State could exercise legitimate force was quite clearly demarcated and well defined. However, with the blurring of boundaries, the territorial demarcation under which a State can exercise legitimate force has become increasingly more difficult to define, and have been operating with near political and legal impunity. An example of this is the widely reported news of the Indian army counter-operations in Myanmar following the aftermath of the Chandel ambush. The fact remains that while there is an assumption that State power and its systems are on the decline, the reality is that they are actually on the rise. It therefore is necessary to overcome this assumption. These are clear indicators that in today are changing times the need to reclaim the language and meaning of freedom becomes even more imperative. In the present era of globalization that has enhanced interaction, heterogeneity, interdependency, pluralism and communication among peoples, there is an urgent need to bring to the forefront the inclusive character and scope of self-determination which has the potential to benefit all of humanity. This invariably implies critiquing the dominant cultural construct of freedom and creating a shared language of self-determination that embraces the values of humanization. Freedom and the value to exercise and determine one’s future is not just an end, but a means. It refers to a praxis where self-determination is an aspiration that is not limited to a static political goal; but as a continuing process towards realizing aspirations through transformative approaches that touch upon the many different facets of human life. As an end, selfdetermination is not pre-conditioned, but evolves through encounters with various influences and possibilities, which results in creating the new. Self-determination is located in a humanizing process, whereby it is transformed in order to transform. Self-determination is, therefore, in a condition of constant transformation so that it can respond to the peoples’ aspirations, which includes transcending the present State system and imagining the ‘unconstructed state.’

Colombia confronts femicide

C

olombia's new law on femicide is a key step to combat violence against women, but forensic experts and prosecutors will need to change the way they investigate gender-related killings to win convictions, officials said. In this Latin American country of 47 million people where on average one woman is killed every two days, the issue of femicide - defined as the killing of a woman by a man because of her gender - is under the spotlight. The law, which came into effect July 6, makes femicide a distinct and legally defined crime, with jail sentences of 20 to 41 years. The challenge now is enforcement of the law and ensuring that police, prosecutors and forensic experts are trained to identify and investigate cases of femicide. The prosecutor's office needs to "change the way femicides are investigated from the scene of the crime to the court room", Miguel Emilio La Rota, head of public policy and planning at Colombia's attorney general's office, told officials and women's rights campaigners at a conference in Bogota on Wednesday. Experts say new protocols and techniques for autopsies on murdered women and guidelines on clues to possible femicide - such as torture, rape, genital mutilation - need to be implemented. Colombia follows 15 other countries in Latin America that have passed laws in recent years that define and punish femicide as a specific crime. "The law sends a very direct and emphatic message to perpetrators of femicide," said Martha Ordonez, Colombia's presidential advisor on women's rights. Colombia's macho culture, and a lack of awareness among women about their rights and laws passed to protect them, are reasons for the widespread violence against women, she said. "Femicide represents the most extreme form of violence and discrimination against women. It's quite a concern in Colombia. Some women don't know their rights, that they have the right to be treated with respect and not be abused," Ordonez said. Victims of femicide often have a long history of domestic violence, and perpetrators are often current or former partners. "Femicide doesn't just happen from one day to the next. There's a history of threats, of psychological and physical abuse that gets worse, which often starts from the first boyfriend a girl has," Ordonez said. Impunity Is The Norm Latin America has the highest femicide rates in the world, says the United Nations women's rights agency. More than half of the 25 countries with the highest femicide rates are in the Americas, according to a 2012 report by the Small Arms Survey, an independent research project in Geneva. The report says worldwide 66,000 women were victims of femicide between 2004 and 2009, a problem fuelled by few criminal convictions. "In many countries, impunity for femicides is more the norm than the exception," said Belen Sanz, head of U.N. Women in Colombia. Costa Rica, which in 2007 became the first country in Latin America to pass a law on femicide, has made progress in raising awareness about gender crimes. "Before the law, nobody was talking about femicides in Costa Rica. It made violence against women more visible," said prosecutor Eugenia Salazar, head of the sex crimes and domestic violence unit at Costa Rica's attorney general's office. "We've found the biggest challenge in implementing the femicide law is cultural. There's still resistance towards investigating crimes of violence against women."

Activist targeting Government becomes Government’s target

O

ne of India’s best-known human rights activists, Teesta Setalvad, was brewing her morning tea on July 14 when she got a telephone call from her security guard. “C.B.I. is at the gate, ma’am,” the guard said, referring to the Central Bureau of Investigation, the federal police. Before long, 16 agents were searching her family’s compound on the shore of the Arabian Sea in Juhu, an upscale suburb of Mumbai. They searched all day, then all night, poring over Ms. Setalvad’s diaries, opening her jewelry boxes, digging through the linen closet. Not even the bedroom drawers of Ms. Setalvad’s daughter escaped scrutiny. The agents finally called it quits at sunrise, leaving with a haul of 3,179 documents. Few critics have pursued the Indian prime minister, Narendra Modi, more doggedly than Ms. Setalvad, the driving force behind an unrelenting campaign to hold Mr. Modi criminally responsible for riots in 2002 that killed more than 1,000 people in Gujarat, the state Mr. Modi ran before becoming prime minister. But on the eve of court proceedings that could leave Mr. Modi facing criminal charges for the riots, it is Ms. Setalvad, who has spent months assembling evidence for the case, who is feeling the heat from Mr. Modi’s government. In the past few months, Ms. Setalvad has been discredited, financially drained and nearly overwhelmed by a merciless campaign of leaks and attacks emanating from entities controlled by Mr. Modi or his political allies. First came the raid by the Central Bureau of Investigation, nicknamed “the caged parrot” for its history of doing the bidding of its political masters. Days later, a prosecutor branded Ms. Setalvad a threat to India’s national security, so dangerous that she should be locked up while Mr. Modi’s government investigates whether it was legal for her to accept funding from the Ford Foundation. Soon after, the state of Gujarat joined the rush to jail Ms. Setalvad, recipient of one of India’s highest honors, the Padma Shri Award. The state filed an affidavit in India’s Supreme Court accusing her and her husband, Javed Anand, of perpetrating a “colossal fraud” — to wit, raising $1.1 million “in the name of riot victims” only to siphon most of it to pay themselves exorbitant salaries and splurge on luxuries. The affidavit, while neglecting to mention that the Ford Foundation and other funders have found no evidence of financial wrongdoing, dwelled at length on the couple’s “conspicuous consumption,” noting, for example, that they had eaten at a Subway, and, in boldface type, describing the purchase of sanitary napkins. To Ms. Setalvad and a growing chorus of supporters, the prosecutorial flurry is a pretext to humiliate and silence a prominent critic. Mihir S. Sharma, a columnist for The Business Standard, called it a vendetta that “looks like it’s being directed by Francis Ford Coppola.” In news outlets sympathetic to Mr. Modi, however, the recent legal barrage is portrayed as an overdue comeuppance for an “anti-Hindu hatemonger” who uses foreign money to spread “antinational propaganda.” The public outcry, Mr. Modi’s allies argue, only proves that Ms. Setalvad is once again using her celebrity — in Indian newspaper headlines she is often simply “Teesta” — to shield herself from legitimate inquiries. “If she has nothing to hide, she has nothing to fear,” said Nalin S. Kohli, a

spokesman for Mr. Modi’s Bharatiya Janata Party. For now, thanks to favorable judicial rulings, Ms. Setalvad and her husband remain free. But the damage to their cause has been considerable, she acknowledged during an interview at her home. Their organizations’ bank accounts have been frozen, their passports have been seized, their family savings are dwindling and they cannot afford to pay their lawyers. Worst of all, she said, they are so busy defending themselves — they have turned over 25,000 pages of financial records — that they have been distracted from their pursuit of Mr. Modi. “It is a very heavy cost,” she said. “But at the moment, I’m still not thinking of backing away. It is too far down the road to back down.” The Ford Foundation has also paid a steep price for its association with Ms. Setalvad. Since 2004, it has given $540,000 to Ms. Setalvad’s organizations, a small fraction of the $500 million it has spread to hundreds of groups here over the past six decades. According to Ms. Setalvad and the Ford Foundation, the money supported specific projects, like building an online archive of human rights cases. None of the money was used to build legal cases against Mr. Modi and other Gujarat officials, a point Ms. Setalvad and foundation officials say they have repeatedly made to government investigators who suspect Ford money was improperly diverted to fund political activism. Even so, the foundation suddenly found itself the subject of damaging leaks to Indian news organizations. Starting in March, and continuing into summer, foundation officials learned from news accounts that they were under investigation by the federal Ministry of Home Affairs; that the state of Gujarat was accusing them of “abetting communal disharmony”; that new restrictions were being placed on foundation bank accounts; and that the government would have to approve any new grants. Previous Indian governments have taken steps to curb the influence of foreign-funded nongovernmental organizations perceived as overly adversarial. But the Modi government’s actions were enough to provoke a rare public rebuke from Richard R. Verma, the United States ambassador to India, who said during a speech in New Delhi in May that he was worried about “the potentially chilling effects” of India’s crackdown on the Ford Foundation and other NGOs. Ms. Setalvad, 53, comes from eight generations of lawyers. Her grandfather, M.C. Setalvad, was India’s first and longest-serving attorney general.

Her father, Atul Setalvad, was a renowned lawyer in Mumbai. Ms. Setalvad said it was Watergate and “All the President’s Men” that inspired her to pursue journalism instead. “I still have the book,” she said. In 1993, as a response to months of bloody Hindu-Muslim riots in Mumbai, then called Bombay, Ms. Setalvad and her husband started a monthly magazine, Communalism Combat, dedicated to covering the manipulation of religion for political gain. (The magazine’s motto: “Hate Hurts. Harmony Works.”) More and more, their work blended journalism with activism, a transformation accelerated by the Gujarat riots of 2002. Mr. Modi had been chief minister of Gujarat for only a few months when the violence began. On Feb. 27, 2002, just before 8 a.m., a train carrying Hindu pilgrims pulled into Godhra, a town with a large Muslim population. A scuffle broke out, stones were hurled, and then one of the train cars caught fire. The charred remains of 59 people were then put on public display in Ahmedabad, Gujarat’s largest city, inevitably stoking anti-Muslim fury. For the next two months, as the Gujarat state police often sat idle, mobs of Hindus descended into savagery, hacking and burning Muslims to death, destroying Muslim homes by the thousands. The National Human Rights Commission, led by a retired chief justice of the Indian Supreme Court, called the state’s response to the riots “a serious failure of intelligence and action.” Mr. Modi’s government, the commission said, did not take basic steps to prevent violence and then failed to respond to specific pleas for protection. Mr. Modi, in an interview with The New York Times in 2002, said his only regret was not doing a better job of handling the news media. Ms. Setalvad’s family is from Gujarat. The riots, she said, triggered in her a determination to break an age-old pattern in India: religious bloodletting followed by shoddy investigations that studiously avoid the leaders who stoke the rage in the first place. Two months after the riots began, Ms. Setalvad and her husband formed a new organization, Citizens for Peace and Justice, with the aim of shaming the authorities into doing a thorough investigation. They began tracking down witnesses, demanding records and lining up lawyers for victims. They convened their own tribunal of retired judges to take public testimony and produce a scathing three-volume report. “Modi cynically tried to use the politics of division and violence to gain a fresh mandate from the people,” the report

concluded. The work of Ms. Setalvad’s network is widely credited with helping prosecutors win more than 100 convictions, the most notable resulting in a 28-year sentence for one of Mr. Modi’s former top lieutenants. But the deeper they dug, the more vitriol and opposition they encountered. They were accused of taking “Arab money” and “brainwashing” riot victims. Death threats were as regular as the monsoon rains. It did not help when Ms. Setalvad promised with great fanfare to build a museum as a memorial to riot victims, only to cancel the project for lack of funds. Her penchant for overheated rhetoric also cost her support. India’s Supreme Court has come to Ms. Setalvad’s rescue again and again. When a witness in one of the riot cases accused Ms. Setalvad of kidnapping, the Supreme Court dismissed the witness as a “self-condemned liar.” When Ms. Setalvad was accused of coaching witnesses to make false allegations, Supreme Court justices repeatedly rejected the charge. In 2011, when the Gujarat government accused Ms. Setalvad of illegally arranging to have riot victims exhumed, the Supreme Court dismissed the case, calling it “100 percent spurious.” Indeed, after almost a decade of investigations, neither Ms. Setalvad nor her husband has ever been formally charged with anything. And as Ms. Setalvad is quick to note, she and her husband became the focus of a federal investigation only after Mr. Modi was elected prime minister, giving him control of India’s executive branch, including the Central Bureau of Investigation. When agents from the bureau raided her home, Ms. Setalvad and her lawyers quickly noticed something odd about the search warrant. Almost every document sought in the warrant had already been turned over to the authorities. Ms. Setalvad offered to spare the agents the trouble of searching by simply producing duplicates, but the agents said no. It was then that Ms. Setalvad began to wonder if the real purpose of the search was the Jafri case. During the Gujarat riots, one of the worst massacres took place at the Gulbarg Society, a Muslim housing complex where women and children took refuge in the home of Ehsan Jafri, a former member of India’s Parliament. For hours, as attacks continued, Mr. Jafri repeatedly placed phone calls seeking help and police protection. No help came, and Mr. Jafri and 68 others were murdered. In the eyes of Mr. Modi’s critics, the Jafri case has always presented the best opportunity to prove his criminal culpability. But an investigative panel appointed by the Supreme Court concluded in 2012 that there was not enough “prosecutable evidence” to charge him. It is this ruling that Mr. Jafri’s widow, Zakia Jafri, is now trying to overturn on appeal with help from Ms. Setalvad. “If this appeal is upheld, the prime minister of India is liable to be tried on the charge of conspiracy for his handling of the 2002 carnage,” said Manoj Mitta, a senior editor at The Times of India who has written a book about the riots. The appeal is scheduled to be heard over the coming weeks before Gujarat’s highest court. This, Ms. Setalvad said, may explain the timing of the agents’ raid at her home. “What I’m not worried about is them finding anything incriminating against us,” she said. “I’m worried they’ll find things we have that incriminate them.”

This has the makings of a global failure of ambition—and at a moment when renewable energy is becoming a revolutionary economic force that could power a just transition away from fossil fuels. Then on September 26th communities across the globe will hold workshops to plan for the coming months of action. After that, I think we’ll see several months of escalating activity as communities drive the message home that we can't wait for action. The talks in Paris start on November 30th, and run for 2 weeks. But before the talks start, the world will stand together in a weekend of global action,

paired with an enormous march in the streets of Paris. During the talks, 350's team on the ground will do their best to help keep you in the loop on the most important developments. ISIS Enshrines a Theology of Rape Claiming the Quran’s support, the Islamic State codifies sex slavery in conquered regions of Iraq and Syria and uses the practice as a recruiting tool Rukmini Callimachi

Calculated Conquest The Islamic State’s formal introduction of systematic sexual slavery dates to Aug. 3, 2014, when its fighters invaded the villages on the southern flank of Mount Sinjar, a craggy massif of dun-colored rock in northern Iraq. Its valleys and ravines are home to the Yazidis, a tiny religious minority who represent less than 1.5 percent of Iraq’s estimated population of 34 million. The offensive on the mountain came just two months after the fall of Mosul, the second-largest city in Iraq. At first, it appeared that the subsequent advance on the mountain was just another attempt to extend the territory controlled by Islamic State fighters. Almost immediately, there were signs that their aim this time was different. Survivors say that men and women were separated within the first hour of their capture. Adolescent boys were told to lift up their shirts, and if they had armpit hair, they were directed to join their older brothers and fathers. In village after village, the men and older boys were driven or marched to nearby fields, where they were forced to lie down in the dirt and sprayed with automatic fire. The women, girls and children, however, were hauled off in open-bed trucks. “The offensive on the mountain was as much a sexual conquest as it was for territorial gain,” said Matthew Barber, a University of Chicago expert on the Yazidi minority. He was in Dohuk, near Mount Sinjar, when the onslaught began last summer and helped create a foundation that provides psychological support for the escapees, who number more than 2,000, according to community activists. Fifteen-year-old F says her family of nine was trying to escape, speeding up mountain switchbacks, when their aging Opel overheated. She, her mother, and her sisters — 14, 7, and 4 years old — were helplessly standing by their stalled car when a convoy of heavily armed Islamic State fighters encircled them. “Right away, the fighters separated the men from the women,” she said. She, her mother and sisters were first taken in trucks to the nearest town on Mount Sinjar. “There, they separated me from my mom. The young, unmarried girls were forced to get into buses.” The buses were white, with a painted stripe next to the word “Hajj,” suggesting that the Islamic State had commandeered Iraqi government buses used to transport pilgrims for the annual pilgrimage to Mecca. So many Yazidi women and girls were loaded inside F’s bus that they were forced to sit on each other’s laps, she said. Once the bus headed out, they noticed that the windows were blocked with curtains, an accouterment that appeared to have been added because the fighters planned to transport large numbers of women who were not covered in burqas or head scarves. F’s account, including the physical description of the bus, the placement of the curtains and the manner in which the women were transported, is echoed by a dozen other female victims interviewed for this article. They described a similar set of circumstances even though they were kidnapped on different days and in locations miles apart. F says she was driven to the Iraqi city of Mosul some six hours away, where they herded them into the Galaxy Wedding Hall. Other groups of women and girls were taken to a palace from the Saddam Hussein era, the Badoosh prison compound and the Directory of Youth building in Mosul, recent escapees said. And in addition to Mosul, women were herded into elementary schools and municipal buildings in the Iraqi towns of Tal Afar, Solah, Ba’aj and Sinjar City. They would be held in confinement, some for days, some for months. Then, inevitably, they were loaded into the same fleet of buses again before being sent in smaller groups to Syria or to other locations inside Iraq, where they were bought and sold for sex. “It was 100 percent preplanned,” said Khider Domle, a Yazidi community activist who maintains a detailed database of the victims. “I spoke by telephone to the first family who

n the moments before he raped the 12-year-old girl, the Islamic State fighter took the time to explain that what he was about to do was not a sin. Because the preteen girl practiced a religion other than Islam, the Quran not only gave him the right to rape her — it condoned and encouraged it, he insisted. He bound her hands and gagged her. Then he knelt beside the bed and prostrated himself in prayer before getting on top of her. When it was over, he knelt to pray again, bookending the rape with acts of religious devotion. “I kept telling him it hurts — please stop,” said the girl, whose body is so small an adult could circle her waist with two hands. “He told me that according to Islam he is allowed to rape an unbeliever. He said that by raping me, he is drawing closer to God,” she said in an interview alongside her family in a refugee camp here, to which she escaped after 11 months of captivity. The systematic rape of women and girls from the Yazidi religious minority has become deeply enmeshed in the organization and the radical theology of the Islamic State in the year since the group announced it was reviving slavery as an institution. Interviews with 21 women and girls who recently escaped the Islamic State, as well as an examination of the group’s official communications, illuminate how the practice has been enshrined in the group’s core tenets. The trade in Yazidi women and girls has created a persistent infrastructure, with a network of warehouses where the victims are held, viewing rooms where they are inspected and marketed, and a dedicated fleet of buses used to transport them. A total of 5,270 Yazidis were abducted last year, and at least 3,144 are still being held, according to community leaders. To handle them, the Islamic State has developed a detailed bureaucracy of sex slavery, including sales contracts notarized by the ISIS-run Islamic courts. And the practice has become an established recruiting tool to lure men from deeply conservative Muslim societies, where casual sex is taboo and dating is forbidden. A growing body of internal policy memos and theological discussions has established guidelines for slavery, including a lengthy how-to manual issued by the Islamic State Research and Fatwa Department just last month. Repeatedly, the ISIS leadership has emphasized a narrow and selective reading of the Quran and other religious rulings to not only justify violence, but also to elevate and celebrate each sexual assault as spiritually beneficial, even virtuous. “Every time that he came to rape me, he would pray,” said F, a 15-year-old girl who was captured on the shoulder of Mount Sinjar one year ago and was sold to an Iraqi fighter in his 20s. Like some others interviewed by The New York Times, she wanted to be identified only by her first initial because of the shame associated with rape. “He kept telling me this is ibadah,” she said, using a term from Islamic scripture meaning worship. “He said that raping me is his prayer to God. I said to him, ‘What you’re doing to me is wrong, and it will not bring you closer to God.’ And he said, ‘No, it’s allowed. It’s halal,’ ” said the teenager, who escaped in April with the help of smugglers after being enslaved for nearly nine months.

arrived at the Directory of Youth in Mosul, and the hall was already prepared for them. They had mattresses, plates and utensils, food and water for hundreds of people.” Detailed reports by Human Rights Watch and Amnesty International reach the same conclusion about the organized nature of the sex trade. In each location, survivors say Islamic State fighters first conducted a census of their female captives. Inside the voluminous Galaxy banquet hall, F sat on the marble floor, squeezed between other adolescent girls. In all she estimates there were over 1,300 Yazidi girls sitting, crouching, splayed out and leaning against the walls of the ballroom, a number that is confirmed by several other women held in the same location. They each described how three Islamic State fighters walked in, holding a register. They told the girls to stand. Each one was instructed to state her first, middle and last name, her age, her hometown, whether she was married, and if she had children. For two months, F was held inside the Galaxy hall. Then one day, they came and began removing young women. Those who refused were dragged out by their hair, she said. In the parking lot the same fleet of Hajj buses was waiting to take them to their next destination, said F. Along with 24 other girls and young women, the 15-year-old was driven to an army base in Iraq. It was there in the parking lot that she heard the word “sabaya” for the first time. “They laughed and jeered at us, saying ‘You are our sabaya.’ I didn’t know what that word meant,” she said. Later on, the local Islamic State leader explained it meant slave. “He told us that Taus Malik” — one of seven angels to whom the Yazidis pray — “is not God. He said that Taus Malik is the devil and that because you worship the devil, you belong to us. We can sell you and use you as we see fit.” The Islamic State’s sex trade appears to be based solely on enslaving women and girls from the Yazidi minority. As yet, there has been no widespread campaign aimed at enslaving women from other religious minorities, said Samer Muscati, the author of the recent Human Rights Watch report. That assertion was echoed by community leaders, government officials and other human rights workers. Mr. Barber, of the University of Chicago, said that the focus on Yazidis was likely because they are seen as polytheists, with an oral tradition rather than a written scripture. In the Islamic State’s eyes that puts them on the fringe of despised unbelievers, even more than Christians and Jews, who are considered to have some limited protections under the Quran as “People of the Book.” In Kojo, one of the southernmost villages on Mount Sinjar and among the farthest away from escape, residents decided to stay, believing they would be treated as the Christians of Mosul had months earlier. On Aug. 15, 2014, the Islamic State ordered the residents to report to a school in the center of town. When she got there, 40-year-old Aishan Ali Saleh found a community elder negotiating with the Islamic State, asking if they could be allowed to hand over their money and gold in return for safe passage. The fighters initially agreed and laid out a blanket, where Ms. Saleh placed her heart-shaped pendant and her gold rings, while the men left crumpled bills. Instead of letting them go, the fighters began shoving the men outside, bound for death. Sometime later, a fleet of cars arrived and the women, girls and children were driven away. The Market Months later, the Islamic State made clear in their online magazine that their campaign of enslaving Yazidi women and girls had been extensively preplanned. “Prior to the taking of Sinjar, Shariah students in the Islamic State were tasked to research the Yazidis,” said the English-language article, headlined “The Revival of Slavery Before the Hour,” which appeared in the October issue of Dabiq. The article made clear that for the Yazidis, there was no chance to pay a tax known as jizya to be set free, “unlike the Jews and Christians.” “After capture, the Yazidi women and children were then divided according to the Shariah amongst the fighters of the Islamic State who participated in the Sinjar operations, after one fifth of the slaves were transferred to the Islamic State’s authority to be divided” as spoils, the article said. In much the same way as specific Bible passages were used centuries later to support the slave trade in the United States, the Islamic State cites specific verses or stories in the Quran or else in the Sunna, the traditions based on the sayings and deeds of the Prophet Muhammad, to justify their human trafficking, experts say. Scholars of Islamic theology disagree, however, on the proper interpretation of these verses, and on the divisive question of whether Islam actually sanctions slavery. Many argue that slavery figures in Islamic scripture in much the same way that it figures in the Bible — as a reflection of the period in antiquity in which the religion was born. “In the milieu in which the Quran arose, there was a widespread practice of men having sexual relationships with unfree women,” said Kecia Ali, an associate professor of religion at Boston University and the author of a book on slavery in early Islam. “It wasn’t a particular religious institution. It was just how people did things.” Cole Bunzel, a scholar of Islamic theology at Princeton University, disagrees, pointing to the numerous references to the phrase “Those your right hand possesses” in the Quran, which for centuries has been interpreted to mean female slaves. He also points to the corpus of Islamic jurisprudence, which continues into the modern era and which he says includes detailed rules for the treatment of slaves. “There is a great deal of scripture that sanctions slavery,” said Mr. Bunzel, the author of a research paper published by the Brookings Institution on the ideology of the Islamic State. “You can argue that it is no longer relevant and has fallen into abeyance. ISIS would argue that these institutions need to be revived, because that is what the Prophet and his companions did.” The youngest, prettiest women and girls were bought in the first weeks after their capture. Others — especially

older, married women — described how they were transported from location to location, spending months in the equivalent of human holding pens, until a prospective buyer bid on them. Their captors appeared to have a system in place, replete with its own methodology of inventorying the women, as well as their own lexicon. Women and girls were referred to as “Sabaya,” followed by their name. Some were bought by wholesalers, who photographed and gave them numbers, to advertise them to potential buyers. Osman Hassan Ali, a Yazidi businessman who has successfully smuggled out numerous Yazidi women, said he posed as a buyer in order to be sent the photographs. He shared a dozen images, each one showing a Yazidi woman sitting in a bare room on a couch, facing the camera with a blank, unsmiling expression. On the edge of the photograph is written in Arabic, “Sabaya No. 1,” “Sabaya No. 2,” and so on. Buildings where the women were collected and held sometimes included a viewing room. “When they put us in the building, they said we had arrived at the ‘Sabaya Market,’” said one 19-year-old victim, whose first initial is I. “I understood we were now in a slave market.” She estimated there were at least 500 other unmarried women and girls in the multistory building, with the youngest among them being 11. When the buyers arrived, the girls were taken one by one into a separate room. “The emirs sat against the wall and called us by name. We had to sit in a chair facing them. You had to look at them, and before you went in, they took away our scarves and anything we could have used to cover ourselves,” she said. “When it was my turn, they made me stand four times. They made me turn around.” The captives were also forced to answer intimate questions, including reporting the exact date of their last menstrual cycle. They realized that the fighters were trying to determine whether they were pregnant, in keeping with a Shariah rule stating that a man cannot have intercourse with his slave if she is pregnant. Property of ISIS The use of sex slavery by the Islamic State initially surprised even the group’s most ardent supporters, many of whom sparred with journalists online after the first reports of systematic rape. The Islamic State’s leadership has repeatedly sought to justify the practice to its internal audience. After the initial article in Dabiq in October, the issue came up in the publication again this year, in an editorial in May that expressed the writer’s hurt and dismay at the fact that some of the group’s own sympathizers had questioned the institution of slavery. “What really alarmed me was that some of the Islamic State’s supporters started denying the matter as if the soldiers of the Khilafah had committed a mistake or evil,” the author wrote. “I write this while the letters drip of pride,’’ she said. “We have indeed raided and captured the kafirahwomen and drove them like sheep by the edge of the sword.” Kafirah refers to infidels. In a pamphlet published online in December, the Research and Fatwa Department of the Islamic State detailed best practices, including explaining that slaves belong to the estate of the fighter who bought them and therefore can be willed to another man and disposed of just like any other property after his death. Recent escapees describe an intricate bureaucracy surrounding their captivity, with their status as a slave registered in a contract. When their owner would sell them to another buyer, a new contract would be drafted, like transferring a property deed. At the same time, slaves can also be set free, and fighters are promised a heavenly reward for doing so. Though rare, this has created one avenue of escape for victims. A 25-year-old victim who escaped last month, identified by her first initial, A, described how one day her Libyan master handed her a laminated piece of paper. He explained that he had finished his training as a suicide bomber and was planning to blow himself up, and was therefore setting her free. Labeled a “Certificate of Emancipation,” the document was signed by the judge of the western province of the Islamic State. The Yazidi woman presented it at security checkpoints as she left Syria to return to Iraq, where she rejoined her family in July. The Islamic State recently made it clear that sex with Christian and Jewish women captured in battle is also permissible, according to a new 34-page manual issued this summer by the terror group’s Research and Fatwa Department. Just about the only prohibition is having sex with a pregnant slave, and the manual describes how an owner must wait for a female captive to have her menstruating cycle, in order to “make sure there is nothing in her womb,” before having intercourse with her. Of the 21 women and girls interviewed for this article, among the only ones who had not been raped were the women who were already pregnant at the moment of their capture, as well as those who were past menopause. Beyond that, there appears to be no bounds to what is sexually permissible. Child rape is explicitly condoned: “It is permissible to have intercourse with the female slave who hasn’t reached puberty, if she is fit for intercourse,” according to a translation by the Middle East Media Research Institute of a pamphlet published on Twitter last December. One 34-year-old Yazidi woman, who was bought and repeatedly raped by a Saudi fighter in the Syrian city of Shadadi, described how she fared better than the second slave in the household — a 12-year-old girl who was raped for days on end despite heavy bleeding. “He destroyed her body. She was badly infected. The fighter kept coming and asking me, ‘Why does she smell so bad?’ And I said, she has an infection on the inside, you need to take care of her,” the woman said. Unmoved, he ignored the girl’s agony, continuing the ritual of praying before and after raping the child. “I said to him, ‘She’s just a little girl,’ ” the older woman recalled. “And he answered: ‘No. She’s not a little girl. She’s a slave. And she knows exactly how to have sex.’ ’’ “And having sex with her pleases God,” he said.

hen was the last time you took a risk? Not something major and life-threatening, but something that represented a step outside your comfort zone. Can you recall a time recently when you did something that felt uncomfortable for you? If not, get ready to take a major step forward. Frequently in business and in life, we get too comfortable. We find solid grounda place that feels safe, we get comfortable and we settle in. We are programmed to do it. It’s how we operate. Look for safety and stay there. But these days, it’s imperative that we act against our programming to truly succeed and find our greatness.

What’s holding us back? Ultimately, it’s Fear. It’s almost always fear. Fear is the number one reason why people stay in their safety zones. It’s why people don’t start new business. It’s why people stop looking for love. But what are we afraid of? When it comes down to stepping outside one’s comfort zone, there are really two things at work for most people: Fear of Success and Fear of Failure. Fear of Success: Many people say they have a fear of success. What does this mean? It means that when these people envision their success, they see the ways in which they will disappoint people, the ways they won’t be able to handle the success, the ways they’ll mess up their success. Ultimately, I actually believe that “a fear of success is a fear of failure in disguise”. In my experience, most people aren’t actually afraid of success, but rather of failing after the success. They are afraid they can’t handle it and they’ll fall much farther than if they’d never tried at all. It’s much more painful to fall from, say a 20-story building, than it is to fall from a sidewalk curb. It’s the fall from the height of success that we fear, not the success itself. Fear of Failure: Let’s look at fear of failure, since that’s at the core of what’s holding people back. There’s a common misconception about fear of failure. The fear of failure isn’t actually fear of failure at all- its fear of criticism. We are more afraid of being judged for our failures than anything else. How do you conquer Fear? It would be easy for me to say that you just shouldn’t care what others think about you. What they say doesn’t matter, doesn’t define you and has nothing to do with you. I could easily say that. But the problem is that we are not just subject to the criticism of others when we fail. We still have to face our hardest critic: OURSELVES. But here’s the secret most people don’t know. It’s a secret that most successful people know. You don’t actually have to conquer fear. You have to master it. Mark Twain once said, “Courage is resistance to fear, mastery of fear- not absence of fear.” Successful people aren’t people who conquered fear; they’re people who faced fear. A part of it is doing something over and over again and showing yourself that you can do that thing. That builds confidence and confidence is a formidable tool against fear. Usually we are afraid of the stuff we are not very good at. What are you afraid of? Think about that for a minute and then when you have the answer, ask yourself how often you do that thing. If you are not very good at something, you tend to fear it. If you make a decision to face the fear and forge ahead with courage, you will eventually make courage a habit and you will master that fear. So what’s holding you back right now? What are you afraid of and how can you face that fear with courage? Here’s an exercise which will help you to face and master your fear. Take out a piece of paper and a pen. Make five columns on your paper. In the first column, make a list of the things that scare you most. Then in the second column for each of those fears, write down what is the absolute worst thing that could happen, if your fears come true. In the third column, write down how likely the worst thing is to happen. Then in the fourth column, write down how that fear is holding you back. In the last column, for at least one of the fears you’ve listed, write down how you are going to face that fear. Make it tangible- give yourself an action to take and a date by which you will take that action and follow through. Everybody is afraid of something. The most successful people have mastered fear with courage and learned to forge ahead. Today make a decision to forge ahead with something in your life or in your business. Make a decision to face at least one of your fears. Take a risk and get better at something you are afraid of. 5 killed in train-truck collision

B e N g a lu r u/ h yderaBad, august 24 (iaNs): Five people, including a Congress lawmaker from Karnataka, were killed when a truck collided with an express train at a level crossing near Penukonda in Andhra Pradesh on Monday, an official said. The driver of the graniteladen truck lost control and hit a coach of the Nanded Express after crashing into the closed gate at a level crossing in Anantpur district. Officials said 20 people were injured in the tragedy and they were admitted to hospitals in Penukonda and Bengaluru. "The accident occurred at around 2:30 a.m. when the granite-laden truck gate-crashed into the passing BengaluruNanded express (#16594) at a level-crossing between Rangepalli and Penukonda stations in Anantapur district," a South Western Railway (SWR) official told IANS in Bengaluru. The accident spot is about 140 km from Bengaluru in the Rayalaseema region of the neighbouring state. Besides the truck driver, 3 passengers in an AC first class (H1) coach and its attendant were among the victims. Earlier reports quoting local officials had put the toll at six but the railways clarified that five died in the accident. Though three other coaches, including an AC

Jains in Rajasthan protest ban on religious fast to death JaiPur, august 24 (iaNs): Hundreds of members of Jain community took out a rally here on Monday in protest against a Rajasthan High Court order declaring "Santhara" - a religious fast to death - as "unconstitutional". The followers of Jainism did not open their shops and did not send their children to schools and colleges. Schools owned or run by the community were closed on Monday. Similar marches were observed in other parts of the state includinhg Kota, Banswara and Ajmer among others.A division bench of the high court on August 10 had declared Santhara unconstitutional as it heard a public interest litigation filed in 2006 by Nikhil Soni. "The court observed that it (Santhara) is violation of article 21 of the constitution and directed the state to stop this process. If someone practices it then FIR should be filed against the person under the Indian Penal Code' section 309 - punishment for attempting suicide - and police to undertake investigation into it," Soni had told IANS. He said that anyone provoking or supporting them should also be booked under IPC's section 306, relating to abetment of suicide.

SC moved to make officials' kids study in govt schools gurgaoN, august 24 (iaNs): A Gurgaon-based activist on Monday filed a petition in the Supreme Court urging implementation across the country of the Allahabad High Court ruling that made it mandatory for government employees to send their children to government-run primary schools. Right to Information (RTI) activist Sudhir Yadav in his petition urged the apex court to implement throughout the country the Allahabad High Court ruling. The high court on August 18 had asked the Uttar Pradesh government to take appropriate steps to ensure that its guidelines, also involving officials serving in local bodies, were implemented from the next academic session. The high court bench had also suggested strict penalties for officials failing to follow the rules. In his petition, Yadav said this was a "landmark judgment" which he may never come across again in his life, and if implemented across the nation, "we will see a situation where people will prefer to get their child admitted in government schools", and which will benefit society as a whole.

New delhi, august 24 (reuters): The environment minister said on Monday that the rich world could not wish away its responsibility for man-made global warming, as he urged developed nations to do more to help his country deal with the impact of climate change. India is one of the last major economies still to submit

its plans to tackle global warming ahead of aUnited Nations summit in December where more than 190 countries will seek a deal to halt a damaging rise in temperatures. Despite its low per-capita emissions, India is already the world's third-largest carbon emitter. Its huge population of 1.2 billion, a fast-growing economy and rising use of coal make its role crucial if the U.N. summit is to succeed. Prakash Javadekar said India was in the final stages of preparing its submissions to the U.N., and that he was confident a global deal could be reached at the summit in Paris. But, he added, the rich world had so far failed to make sufficient money and cutting-edge technology available to help poorer countries that were not to blame for global warming. "Historical responsibility is a fact. It cannot be wished away. We are just 2.4 percent of the world's historical emissions," he told reporters in New Delhi. Unlike other large emitters like the United States and China, India has said it will not commit to a "peak year" for its own emissions, arguing that doing so would hamper its drive to beat poverty through economic growth.

New delhi, august 24 (iaNs): The Supreme Court on Monday gave the Central Bureau of Investigation three weeks' time to take over all the cases relating to Vyapam scam and complete the appointment of public prosecutors to lead prosecution of its cases before the trial court. A bench of Chief Justice H.L.Dattu, Justice Kurian Joseph and Justice Amitava Roy gave the time as CBI told the court that of the 104 cases it has taken over, it has completed taking over all the documents in respect of 79, and needed another three weeks' time to acquire documents in the remaining 25 cases. The Supreme Court on July 9 had handed over to the CBI the investigation into the criminal cases related to the Vyapam admission cum recruitment scam and over 40 deaths linked to it. The court also directed that Madhya Pradesh government would continue with the prosecution of 78 cases wherein charge sheets have been filed and trial was going on following the framing of the charges. The order came as CBI told the court that till the time it takes over the prosecution of these cases, the state government may continue with its existing role as prosecuting agency so that these cases may not go by default. Political parties can't be under RTI Act: Centre to Surpeme Court New delhi, august 24 (Pti): Political parties should not be brought under the ambit of Right to Information (RTI) Act by terming them 'public authorities' as this would not only hamper their smooth working but help political rivals to file pleas with malicious intention to seek information, government told the Supreme Court today. When the RTI Act was enacted, it was never visualised that politicial parties would be brought within the ambit of the transparency law, the Department of Personnel and Training (DoPT) said in an affidavit in the apex court. The affidavit, filed through an under secretary, said there were provisions in Representation of the People Act (RPA) 1951 and the Income Tax Act which brought necessary transparency about the finan-

cial aspects of a political party. The government's affidavit came in response to a notice issued to it on a plea to declare all national and regional political parties, including BJP, Congress and Left parties among others, "public authorities" to bring them under the ambit of the RTI Act. The government maintained that the Central Information Commission (CIC) had made a "very liberal interpretation" of section 2(h) of the RTI Act, which has led to an "erroneous" conclusion that political parties are public authoritries. "Declaring a political party as public authority under the RTI Act would hamper its smooth internal working which is not the objective of RTI Act and was not envisaged by Parliament under the RTI Act," it said.

The court, which is mandated by the UN, invited both parties to "suspend all court proceedings and shall refrain from initiating new ones which might aggravate or extend the dispute submitted to the... arbitral tribunal or might jeopardise or prejudice the carrying out of any decision which the arbitral tribunal may render". Nashik, august 24 (Pti): After the theft of 700 kg of onion from a Mumbai shop, robbers have now decamped with about 2,000 kg of the pricey kitchen staple from the godown of a Nashik farmer. Abasaheb Pawar, a farmer from Pimparkhed village in Nandgaon taluka, yesterday lodged a complaint that 20 quintal stock of onions stored in his ‘kanda chawl’ (storing place) was stolen, Nandgaon Police said on Monday. A search has been launched for the onion stock, they said. China to grant rare prisoner amnesties for war anniversary BEIJIng, AUgUSt 24 (REUtERS): China plans to grant prisoner amnesties to mark this year’s commemorations of the 70th anniversary of the end of World War Two, only the eighth time this has happened since the Communists took power in 1949, state news agency Xinhua said on Monday. Four categories of prisoners - mostly elderly - who do not pose a threat to society will be given a special amnesty, Xinhua quoted Li Shishi, head of the Chinese parliament’s standing committee, as saying. That will include prisoners who fought in the war against the Japanese, or who fought in wars post 1949 to “protect the country’s sovereignty, security and territorial integrity”, or who are older than 75, Xinhua said. It did not say how many people would be set free as a result of this amnesty, and Li said that exceptions will apply to people convicted of serious crimes like murder, rape, bribery or terror offences. There have only been seven previous instances of these special amnesties since the Communist take over,Xinhua said. The move is in line with international practice and will help increase popular confidence in the party’s efforts to boost the rule of law, it added. More than 10,000 troops - mostly Chinese but with contingents from Russia, Mongolia and a few other countries - will march through central Beijing on Sept. 3 in a military parade that will be the highlight of events marking the war’s end.

Australians urge to cull crocodiles SydnEy, AUgUSt 24 (IAnS): There are calls for a review of crocodile management in the Kimberley region of Australia with some locals saying culling needs to be done around towns before there is another fatality, the media reported on Monday. The most comprehensive survey of the crocodile population in more than 30 years has found their numbers have tripled in the major breeding rivers, the Australian Broadcasting Corporation reported. Broome deputy shire president Harold Tracey said it was time for a largescale removal of the reptiles from waterways around the towns of Broome, Derby and Kununurra, Xinhua news agency reported. “I think it’s only a matter of time before we do have a fatality, purely from croc numbers and they’re getting a lot more bold,” he said. “We’ve got to keep in mind we can’t keep putting human life at risk, or putting a crocodile’s life as more important than a human life. “I think at the end of the day, the decision will come down to whether we cull or not, and I think the answer to that will probably end up being yes, in populated areas for sure.”

South Korea talks tough amid heightened tensions with North SEOUL, AUgUSt 24 (REUtERS): South Korean President Park Geun-hye demanded on Monday that North Korea apologise over recent landmine blasts, even as the bitter rivals held marathon talks to defuse tensions that have brought the peninsula back to the brink of armed conflict. Park said anti-North propaganda broadcasts would continue unless Pyongyang took responsibility for landmine explosions early this month that wounded two South Korean soldiers in the Demilitarised Zone (DMZ) separating the two countries. North Korea denies it laid the mines. Seoul and Pyongyang have remained technically in a state of war since the 195053 Korean war ended in a truce, rather than a peace treaty. The landmine blasts escalated into a crisis that saw both sides exchange artillery fire on Thursday and ramp up their military readiness. The United Nations, the United States and the North’s lone major ally, China, have all called for calm. While North Korea often makes threats, prompting tough talk from the South, the two sides have always stopped short of a return to war, although dozens of soldiers have been killed over the years. Analysts expect current tensions eventually to ease. “We need a clear apology and measures to prevent a recurrence of these provocations and tense situations,” Park told a meeting with her top aides, according to a statement released by her office. “Otherwise, this government will take appropriate steps and continue loudspeaker broadcasts.” Seoul and Washington were reviewing the possibility of bringing in “strategic” U.S. military assets, South Korean Defence Ministry spokesman Kim Min-seok said, without elaborating. Two years ago, North Korea threatened military action in response to annual exercises by U.S. and South Korean forces,

leading to a standoff during which U.S. stealth bombers flew over South Korea and an aircraft carrier was sent to the area. “Our position at this point is to deter the North’s provocation,” Kim told a news briefing. “But if they wage provocation, our response will be merciless and they will truly feel sorry.” Reclusive North Korea had deployed twice the usual artillery strength at the border and had around 50 submarines away from base, the South’s defence ministry said. North Korea’s state media has also kept up its anti-South rhetoric as the inter-Korean talks continued at the Panmunjom truce village inside the DMZ. Its KCNA news agency said 1 million young people had volunteered to join or rejoin the army, an assertion impossible to verify due to the North’s isolation. Park cited a story on Monday that two South Korean soldiers had delayed their discharges and South Korea’s army said about 50 soldiers had taken the same step. Park’s approval rating rose to 41 percent in a Realmeter poll conducted last week. “I think that kind of patriotism can protect our country, setting an example for young people,” she said. Despite the tensions, daily life proceeded largely as normal on Monday in South Korea. However, at the jointly run Kaesong Industrial Complex just north of the border that is the last meaningful vestige of the two Koreas’ first summit meeting 15 years ago, South Korean officials have limited entry only to those directly involved in factory operations in recent days. MARATHON TALKS The negotiations began on Saturday evening, shortly after North

Korea’s deadline passed for Seoul to halt the anti-Pyongyang propaganda broadcasts or face military action. They broke up before dawn on Sunday and restarted that afternoon. Chung Young-chul, a North Korea expert at Sogang University’s Graduate School of Public Policy in Seoul, said Park’s strong words may indicate a lack of progress, although other observers said the unusual length of the talks bodes well. “I am not really optimistic about the talks because they both have heavy demands that can’t be dropped,” Chung said. “It seems difficult to get any agreement and I think they are locking horns and tension will persist for a while.” Park’s national security adviser, Kim Kwan-jin, and Unification Minister Hong Yong-pyo are representing the South in the talks. Hwang Pyong So, the top military aide to the North’s leader, Kim Jong Un, and Kim Yang Gon, a veteran North Korean official in inter-Korean affairs, are representing Pyongyang. Ties have been virtually frozen since the 2010 sinking of a South Korean warship, which Seoul has blamed on a North Korean submarine. Pyongyang denies responsibility.

Days after the landmine incident, Seoul began its propaganda broadcasts in random three-hour bursts from 11 banks of loudspeakers, including news reports and K-pop music from the South, resuming a tactic both sides halted in 2004. The crisis escalated on Thursday when the North fired four shells into the South, according to Seoul, which responded with a barrage of 29 artillery rounds. North Korea declared a “quasi-state of war” in frontline areas and set an ultimatum for Seoul to halt its broadcasts. That deadline passed on Saturday without incident. More than 30,000 people were evacuated in the northern Philippines due to fears of flooding and landslides as more nearly 1,000 homes were destroyed by Typhoon Goni, which has since lost some of its strength as it barrels northeast towards southern Japan.

Disaster officials said about 20 people had been killed, most of them in landslides. “As we speak, there are now helicopters bringing food packs to more than 1,000 families isolated by a collapsed bridge in Ilocos Sur,” Social Welfare secretary

France honours Americans, Briton who disarmed train gunman PARIS, AUgUSt 24 (REUtERS): French President Francois Hollande on Monday awarded France’s highest honour, the Legion d’honneur, to three U.S. citizens and a Briton who helped disarm a machine gun-toting suspected Islamist militant on a train last week. “Faced with the evil called terrorism there is a good, that’s humanity. You are the incarnation of that,” Hollande told the four men. The suspect’s lawyer said on Sunday the man named by intelligence sources as Ayoub el Khazzani, 26, of Morocco, is “dumbfounded” they had him down as a suspected Islamist militant. She said he told her he only intended to rob people on board because he was hungry. Spencer Stone, a 23-year-old U.S. airman travelling with two friends on the train from Amsterdam to Paris on Friday, told reporters on Sunday how he plugged the blood-spurting wound of another passenger with his fingers after himself being wounded by the attacker. “I just stuck two of my fingers in the hole, found what I thought to be the artery, pushed down and the bleeding stopped,” he said at a news conference alongside his friends, student Anthony Sadler, also 23, and National Guardsman Alek Skarlatos, 22. kAthMAndU, AUgUSt 24 (IAnS): At least 20 people -- 17 policemen including a senior officer and three protesters -- were killed and more than 100 injured in a violent clash on Monday in western Nepal’s Kailali district between security personnel and protesters demanding a separate Tharuhat province. Rajkumar Shrestha, chief district officer of Kailali, said 17 police personnel including a senior superintendent of police (SSP) were killed in the clash between Tharuhat activists and police in Tikapur in the district. Hemanta Pal, deputy inspector general (DIG) at the Nepal Police Headquarters, said Seti zonal police chief Laxman Neupane, two inspectors Keshav Bohara and Balram Bista, a head constable and a constable were among those killed. Six personnel from the Armed Police Force, including head constable Ram Bir Tharu and three protesters were also killed when a mob tried to breach the curfew imposed by the local administration. Faulty security cameras and a lack of equipment were hampering the investigation while an explosive device found at a building site on Monday proved a false alarm, not connected with the Aug. 17 attack on Bangkok’s most famous shrine. The main evidence police have for the blast at the Erawan Shrine to a Hindu deity popular with Asian tourists, is security camera footage. Some of it shows the suspected bomber leaving a backpack and walking away. The young man with a yellow shirt and dark hair was also caught

on closed circuit television camera leaving the scene on the back of a motorcycle taxi. But after that, there was very little, police said. “In terms of the CCTV cameras, some don’t capture images properly and some were damaged which is a waste of time for police piecing together where the suspect went,” national police chief Somyot Poompanmuang told reporters. “You want the truth? We don’t know if the suspect is still in Thailand but I have to assume he still is because we’ve got no information that he left.” Somyot said on Sunday a lack of modern equipment was hampering the investigation and he was seeking foreign help. MELBOURNE, AUgUst 24 (REUtERs): A batsman of prodigious talent and a captain unflinching in pursuit of victory, Michael Clarke restored Australia to the pinnacle of test and oneday cricket but winning the affections of a nation proved his toughest battle. Clarke bowed out a winner at The Oval on Sunday but the dead rubber demolition of England was a Pyrrhic victory that will do little to salve the 34-year-old's one burning regret. Having never won an Ashes away in four previous attempts, Clarke staked his legacy on bringing the sacred urn home and promptly lost with a game in hand. Leading a team to Ashes defeat is a cardinal sin in cricket-mad Australia, so for many of his compatriots, his two failures in charge will forever bar him from the pantheon of his country's great captains. Similarly, his final tormented spells at the crease took the gloss from a fine record of 8,643 runs in 115 tests, tipping his average under 50, the mark often seen dividing the very best from the rest. Poorer records have invoked wild adulation for players from other parts of the world. Australia, however, is its own country. Local fans raised on a diet of Allan Border and Steve Waugh struggled to warm to millennial Clarke,

a working class boy whose comfort with wealth and celebrity was at odds with the no-nonsense austerity of previous Australian captains. A darling of Australia's weekly gossip magazines, Clarke was less popular among local cricket media. Portraits emerged of a player aloof in the dressing room whose disdain for time-honoured protocols occasionally ticked off senior team mates. The Ferraris, supermodel girlfriends and underwear modelling grated with traditionalists, and Clarke's first forays as captain drew jeers from home crowds. Yet, in the soul-searching years after the calamitous loss in the 2010/11 Ashes, there were fewer comforting sights than the man nicknamed 'Pup' striding to the crease. He battled a degenerative back condition throughout his career but carried the team with a Bradman-esque weight of runs and brilliantly marshalled a patched-up bowling attack. "I'd place Clarke second only to Mark Taylor among Australia's recent captains when it came to tactical awareness," former captain Ian Chappell wrote on Espncricinfo. A pair of golden summers book-ended a spectacular 2012 boasting a triple-century and a double at home against India before two more doubles against

touring South Africa. Even as the runs gushed from his bat, rumours swirled of dressing room disharmony. A ham-fisted attempt to instil discipline during the ill-fated 2013 tour of India saw four players stood down in the infamous 'homework-gate' episode. The Clarke-endorsed caper backfired badly and Australia were whitewashed 4-0 in the subcontinent before losing the Ashes 3-0 in England. The team took back the urn with a brilliant 5-0 whitewash months later and though Clarke led from the front with centuries in the first two tests, his crowning moment would come at Newlands the following March. Nursing a broken shoulder and peppered with bouncers, he saw off a brutal assault from South Africa's pacemen to compile an unbeaten 161, setting up a rare series win away to the Proteas and securing his team the top ranking in tests. The triumph was to prove the tipping point for both the team and player, however. Australia's reign as number one was fleeting, while age, hamstring injuries and the rise of Steven Smith would all push Clarke toward the exit. The death of team mate Phillip Hughes struck Clarke like a hammer blow but his leadership

in mourning comforted a nation. Injured and griefstricken, his stirring 128 against India in the Adelaide tribute match for Hughes was the last of his 28 test centuries. Clarke's refusal to surrender to his body frustrated as well as inspired, and a growing chorus of pundits urged him to quit. He defied them all and helped Australia secure a fifth World Cup in March, scoring a half-century in the final in his last one-day international. Another fairytale swansong beckoned in England and few in Australia begrudged his last tilt at bringing home the Ashes. But the goodwill acquired over years evaporated in weeks as Clarke's struggles on the English pitches confirmed him a spent force. With ready-made replacement Smith waiting in the wings, a farewell test at The Oval seemed another needless indulgence for critics and Clarke was dismissed cheaply in the first innings. He denied himself a last chance to make amends by having England bat again, his first and only enforcement of the followon. The hunch proved astute, and Clarke walked off The Oval with a big win, though one unlikely to gild his legacy or ease the pain of another Ashes failure away from home.

Farewells can be tedious affairs, especially when they follow a script designed for television audiences. It is a moment for the commercial world to exploit the sentiments of fans and give them what they 'desire'. An excess of sentimentality does no harm, as inherent in the drama of saying goodbye is a sense of loss, a feeling that we will never see this man on a cricket field again. When the greatest of them all, Sachin Tendulkar, retired, we had endless mournful celebrations (I don’t know how better to describe the excess of emotions). It all concluded with a speech, which in years to come will have an immortal archival value to it. Kumar Sangakkara, the genial, self-effacing Sri Lankan, no less a batsman than Tendulkar and in many aspects equally great, if not better, finally stepped aside from the arc lights, appearing before the cameras one last time as a playing member of his team. It speaks of the man and what he stood for – as a player and as a person – that despite his phenomenal batting average, he walked into the sunset without too much of a fuss. Yes, there were presentations, an adoring home crowd and a speech as well. But the farewell was not as grandiose or as emotionally draining as that of Tendulkar’s. Sangakkara’s own speech was reflecting the personality of a man who seemed to be thanking his destiny more than his own

efforts and skills, for the cult status he has achieved in his country. What do we remember of Sangakkara? Statistically, he is a marvel, almost as good as the best. Having played 66 Tests fewer than Tendulkar, Sangakkara is not too far behind him in the number of runs scored. Where he obviously is too far behind is in the longevity of his career, which falls a decade short of what Tendulkar managed. This piece, however, is not about a comparison between the two, not in the least. The point being made is that Sangakkara’s achievements are probably less highlighted and it is only when you look at his records you realize how great a player he was. And

just to remind everyone, that for a large part of his career, he kept wickets as well. It is a burden which not many can bear, more so if they happen to be the number one batsmen of their team as well. What strikes one is that Sangakkara’s batting, unlike most of his peers and past greats of his country, was not built on muscular strength. Much like his teammate of long standing, Mahela Jayawardene, he was light on his feet, nimble in his movements and played strokes with soft touches. There was no trace of brute force behind his elegant strokes. It was just like his public persona – under-stated, yet so effective that the end result

always left a deep impact on the fortunes of his team. His last few years have been so outstanding that he is just behind the Great Don in the number of double hundreds scored. Not that statistics alone can decide the quality of a player, but in Sangakkara’s case, he stood the test of any scrutiny – be it the quality of his elegant strokeplay, his iron-willed temperament and his appetite for runs, and centuries. It’s not just his flowing strokeplay, Sangakkara has also been a model ambassador for the sport and the fitting epitaph for him would be (with due apologies to Shakespeare): Here was Sangakkara! By stating these; they are diligently saying that their leaders were deserved to be killed by Muivah and Isak because they supported the Shillong Accord. Can they give proofs and evidences to their own people that their leaders were killed because of Shillong Accord? Even after Muivah signed Delhi Accord on 3rd August to accept Indian Constitution, to release such statementsare a blunt and unwise.

Instead they should say, let Muivah brings our leaders alive if he stands for Delhi Accord, like some of Tangkhul people said, if Muivah stands for a solution within the framework of Indian Constitution they will urge him to bringtheir sons and daughters alive. In the Eastern Oking (Headquarters) we have been united under the Naga National Council (NNC) and the Federal Government of Nagaland (FGN) led by Th. Muivah and IsakSwu after the Shillong Accord. And even when Muivah said, let us denounce the Shillong Accord officially, no one refused but we all agreed with him and appended our signatures (48) in all from top down to the second lieutenants of Naga Army officers. So if Muivah and Isak had not contemplated to form a new parallel organization the Nagas won’t have division and killings among us in the history. But Muivah and Isak killed the officers who appended their signatures to denounce Shillong Accord because they refused to accept Muivah’s socialism. I believe that if the accord was a main factor for contention, they won’t kill the persons who agreed with them to denounce the accord. This is proof and evidence that we have no difference on the matter of the Accord.Though they are dead, their words remained as proof and evidence till date that they were killed by the NSCN leaders because they opposed Muivah’s socialism. In November 1979, Lt. Col. VesazoKhamoChakhesangyelled loudly while he was leading to be shot dead and said;“I am a man

Khaplang came to know Muivah and his henchmen Tangkhuls stand for Suisa’s proposal when Major ProningTangkhul (a right hand of Muivah) said,”TheNagas were stupid rejecting Suisa’s proposal. If it were not, we might have been achieved our goal long before, but even today it is not too late for us, we should follow Suisa’s proposal to achieve our goal sooner’; said on 12th October 1976 at Phalungtung village, Khiamniungan Region, when we were sitting together with Khaplang. But only in 1988, after eight years of NSCN formation, Khaplang realized of this fact and finally kicked off Muivah and Isak from Eastern Nagaland because they stand for Suisa’s proposal. The Delhi Accord was none other than to fulfill the Suisa’s proposal. Mr. Along Longkumer or others may not know all these facts but

Govt planning new software to stop age fraud in sports

New DeLhi, August 24 (iANs): The Indian government is planning to introduce a new mechanism to spot and stop age fraud in sports. Sports secretary Ajit Sharan said here on Monday the government plans to come out with a software which will provide each athlete, registered under the National Sports Federation (NSF) at a young age, a unique identification so that he/she will not be able to change his/her details later on. "Age fraud has been going on for quite some time. All NSFs were advised to create some kind of a database or software when an athlete is around 12 or so; when he or she is less likely to commit an age fraud," said Sharan. "Since the NSFs did not follow, we thought of coming out with a generic software which can document details of athletes, including age, and provide them some kind of unique IDs which they will be able to carry throughout their career." Age fraud is quite common, especially at the junior level, in Indian sports. It is done so that an older child can perform better than a younger one in a certain age category competition. "Once the IDs are registered at a young age, it will be difficult to commit the fraud. Kids at the young age of 12 do not commit age frauds. This is usually done when the child progresses from the junior to senior level," said Sharan while launching School Sports Promotion Foundation's (SSPF) National Talent Search Nurture programme. "There are some federations who followed our advice like squash and taekwondo but most did not. We have not set any time limit but may be it will be ready in another three months or so." BeijiNg, August 24 (AFP): Jamaica's Shelly-Ann Fraser-Pryce roared to an unprecedented third women's 100 metres world title in a flash of green dreadlocks on Monday. The double Olympic champion, wearing a band of yellow daisies in her green-dyed hair, clocked 10.76 seconds in Beijing as she emulated superstar countryman Usain Bolt, who blazed to glory in the men's 100m the previous night. Fraser-Pryce got off to an explosive start and was never seriously threatened, winning in relative comfort from Dutchwoman Dafne Schippers, who took silver in a time of 10.81 with American Tori Bowie third in 10.86.
