Declare contents of Framework Agreement, Ao Senden urges DIMAPUR, AUGUST 25 (MExN): The Ao Senden has urged the Collective Leadership of the NSCN (IM) to declare the contents of the Framework Agreement to the people at the earliest “to avoid any further negativity and mistrust amongst the people.” In a letter to the Ato Kilonser of the NSCN (IM), the Ao Senden said that it “has been in constant support of the Naga Political issue under your dynamic Collective Leadership since its inception to bring honorable and acceptable solution.” It therefore urged that “decision taken on Naga Political settlement that encompasses the Aos must be taken after consultation and approval of the Ao Senden.” It further stated that the Ao Senden” does not endorses any group or civil organizations to take decision on behalf of the Aos.”

He said that the department would execute the work through the Phesama Village Council once the rainy season is over. The new exit route to Kisama would stretch about two kilometers and connect to

Dimapur ‘crying out for a city centre’ Consultative meet affirm restorative unity
DIMAPUR, AUGUST 25 (MExN): Former Additional Chief Secretary and Development Commissioner for Nagaland state, HK Khulu (IAS) today said that Dimapur, the commercial hub of the state, is “crying out for a city centre. In a statement, the former bureaucrat stated that the Nagaland state government and planners would “do well to plan and develop a venue for a city centre by even exploring possibilities of funding by International funding agencies as there are constraints in the State Budget.” Khulu offered certain suggestions for the authorities concerned to pursue possibilities for a city centre in Dimapur. He suggested the Naga Shopping Arcade and the NE Agri Expo site as places for further development works. The Naga Shopping Arcade aka Supermarket, Khulu said, has all the potential to become an “excellent city plaza.” He stated that the arcade could
have become the “pride of Dimapur if things went as envisaged.” Despite some legitimate businesses being conducted at the arcade, he lamented that it has now become a “den of shady dealings.” Khulu informed that there are approximately 500 rooms/ stalls of different sizes and would be ideal to house the collectorate of the district along with other facilities like shopping complex, conferencing facilities and a venue for public meeting etc. Regarding the NE Agri Expo site, Khulu said that with various facilities already available at the site, there is still ample space for parking of vehicles and for building up a good square which can serve as an excellent city centre. The 8th Naga people’s consultative meeting on the Indo-Naga political talks between NSCN (IM) and Naga civil societies of Nagaland; Assam, Manipur, Arunachal Pradesh and Myanmar was held at Niathu resort on Tuesday. Today’s consultative meeting was significant as it comes in the backdrop of the ‘historic’ August 3 Framework Agreement signed between the NSCN (IM) and the Government of India. Representatives from the apex Naga Hoho, tribal hohos, student organizations, village chiefs, church leaders, senior activists, intellectuals and special invitees attended the consultative meet. From the words of the NSCN (IM), the consultative meeting with the civil societies was held in order to elaborate on the Framework Agreement and update
them of the latest development. “There have been pre-discussion in group wise with the civil societies on daily basis right after the ‘Peace Accord’ was signed, V Horam, steering committee member, NSCN (IM) told a section of media after the meeting. Today’s meeting is different from the other meetings because it is collectively represented by all the Nagas,” he added. Terming the meeting as “very successful,” Horam said representatives from different Naga civil societies provided positive inputs towards the peace process. Replying to a query on whether the inputs/points shared by the civil societies would be considered during the framing of the final agreement, Horam said this was the main objective of the meeting. “This is not just for show. We are here with all seriousness. We have taken note of what was shared
by the people at the meeting.” When questioned on the absence of the Sumi Hoho at the consultative meeting and the strained relationship over the December 21 Aghuito incident, Horam claimed they have finally come to an understanding after a meeting was held at Hotel Saramati on August 24, Sunday. “We have finally come together, we have understood each other, accepted each other’s position in principle,” Horam informed. While the two parties have reached an agreement in principle, Horam said they could not reach a final conclusion due to technical reasons. ‘They (Sumi Hoho) have asked for more time for further consultations,” he added. With the NSCN (IM) geared for another consultative meet with the 60 legislators of Nagaland Legislative Assembly on Wednesday, when queried on whether the NSCN (IM) would

The recruiters were ap-
parently telling the youth that this would be the last batch of recruitment. Although some parents have accepted the faction’s claims, a majority of them were worried as the NSCN (IM) had also said during earlier recruitments that it was “their last recruitment drive”, the source said. Usually, after a peace accord is inked, militant groups are not allowed to take in new cadres. Instead, the government generally aims to rehabilitate the existing ones. However, experts on the North-Eastern region have said that the situation on the Naga issue might be different as the NSCN (IM) claims itself to be a political group and not a military one. A ministry of home affairs source had earlier said two army and four paramilitary battalions would be raised to accommodate the existing NSCN (IM) cadres, numbering around 5,000. That may possibly be one reason why the former militant group wants to take in more people. NSCN (IM) is already supposed to have recruited
over 1,000 new cadres from Dimapur, the commercial hub of the state. It has also verbally directed village councils to send youngsters for recruitment. E.M. Rammohan, former director general of Border Security Force and an expert on the country’s North-Eastern region, said: “The actual devil is in the accord details. Calling the recruitment drive illegitimate as of now won’t be correct because we do not know what is there in the accord.” He said if there was a clause in the accord that prevents the recruitment of cadre, then the NSCN (IM) “is infringing the norms and inviting trouble. However, in case there is any such clause that makes it possible, which actually should not be the condition, then nothing can be done”, Rammohan said. He said the government should not have any problem with the recruitment drive if it’s done as a political step. But it has to ensure that the recruits are not given any arms training, he cautioned.

Naga group on recruitment drive As onion price soar, sales dwindle after accord; no information: Rijiju
NEw DElhI, AUGUST 25 (IANS): Even as the government is exploring every option to bring the various factions of the National Socialist Council of Nagalim (NSCN) within the recently inked Naga Peace Accord, the outfit’s strongest group NSCN (Isak-Muivah) is recruiting fresh cadre from parts of eastern Nagaland. The recruitment drive was started immediately after the Naga accord was signed between the Narendra Modi government and NSCN (IM) on August 3, following nearly 20 years of intense negotiations. NSCN (IM) secretary for ministry of information and publicity W. Zimik admitted that the recruitment was on, but said it was “completely on a voluntary basis” and that no one would be compelled to join. “There is one specific place where the recruitment drive is being carried out. It’s completely depending on the areas from which the youth want to join. However, if the parents of the youth do not want them to join, then we

Selling rate has touched as high as Rs. 80 per kilo in all retail outlets with some retailing at no less than Rs. 70 a kilo. Wholesale rates were hovering at anywhere between Rs. 59-64 on Tuesday. One wholesaler at Murgi Patti said that he was selling at Rs. 64 per kilo, a jump of over Rs. 20 from the previous
week. During the week before, the wholesaler said that the price was Rs. 42 a kilo. The wholesaler said that it has affected business with his shop managing to sell hardly 1-2 bags (one bag weighs 45 kilos) per day this week, while during the last week, sales were 4-5 bags per day. The price increase notwithstanding, an importer said that the rate here is comparatively lesser than in the rest of the mainland states, while the north-east has not been that acutely affected. One reason for this is that they are selling unsold stocks, the importer said. Quoting an example, the importer said that at one point this week, the wholesale rate at Mumbai and Nasik was Rs. 65 a kilo, while at around the same time in Dimapur, it touched a maximum of Rs. 62 a kilo. Price is however projected to soar with arrival of fresh stocks. Further, the importer said that they are procuring from south Indian like Karnataka and Andhra Pradesh to make up for the shortage in supply from the onion capital of the country – Maharashtra. According to the importer, Dimapur imports around 140-160 metric tonnes of onions in normal priced market conditions.

The topic of the seminar was table manners and etiquettes. Kohima, august 25 (mExN): The Kohima District Legal Services Authority (KDLSA) organised jail lok adalat-cum sensitization on the rights of the prisoners at the District Jail Kohima with YM Imchen, NJS, District & Sessions Judge & Chairman, KDLSA as the resource person. In the first session, sensitisation on the various rights of the prisoners was held. With an encouraging opening remark, Kekhriengulie Theunuo, Panel Lawyer and Retainer welcomed the gathering and said that everyone has rights to enjoy responsibly. He stated that though they are in jail, it does not mean that they have no rights. Short speech was delivered by Sani Keppen, Jailor District Jail, Kohima who expressed that through such initiatives of the KDL-
SA, the inmates will be more aware of their rights. He stated that every person has certain rights and that does not exclude the prisoners in any ways. He further said that the jail will look forward for such more programme so that trials can be expedite and right justice given as deem fit. Vikyato Sumi, Assistant Public Prosecutor, in his short speech sensitised the inmates on some of their rights. He dealt specifically with the provision of Section 436A of the Code of Criminal Procedure where an under trail prisoner (UTP) has a right to be released if he has completed ½ of the maximum period in prison while his trail is on. Another provision he dealt with is on Section 265 A-L Code of Criminal Procedure where UTP’s can file petition for

He also said that the prisoners are not outcast people rather they are being put behind bars for correctional measure only to reform themselves to become a better person. He said that he was happy with the environment that is in existence at the Kohima District Jail, where the inmates share a cordial relationship. He also told the prisoners to approach the jail authorities in case they have not been produced before the Court for more than 14 days and informed the Court if they are not able to engage a Counsel due to economic reasons. Resource person, District & Session Judge & Chairman KDLSA YM Longkumer spoke on the topic ‘Rights of the Prisoners’, and reiterated that every prisoner has a right to

moKoKchuNg, august 25 (mExN): Three days intensive training on Community First Responder (CFR) got underway at Mokokchung Town Hall on August 24. The training programme is organized by Nagaland State Disaster Management Authority (NSDMA) Home Department in collaboration with District Disaster Management Authority and Ao Students’ Conference (AKM). The CFR training programme is divided into five
phase, each phase comprising six villages with ten representatives from each village. The main scope of this training is to provide immediate support to the community in times of disaster as the first responder before support and assistance disembark from the important Disaster Repose forces, according to a press release. ZhaDima, august 25 (mExN): Under the aegis of Directorate of Health and Family Welfare, anti-dengue month was observed at Zhadima village, Kohima district. The programme was chaired by village chairman KT Vilie and invocation prayer by Pastor Neilalhou. Officials from CMO establishment and Chiephobozou Block graced the programme. Dr. Avino Metha, CMO Kohima, in her speech says that Zhadima village has history of Malaria cases in the past. She said that even though mosquito is a small insect it brings even death by the deadly diseases it brings about. She also expressed on the importance of ASHA not only in malaria programme but also to other vertical programmes. Dr. Avino, stressed that villagers should have the habit of health seeking behaviour since where there is more illness, economy dwindle and vice versa, where there is healthy village it brings prosperity. She also said that people should have the basic knowledge of homemade remedies for minor illness like diarrhoea. Dr. Benny, programme officer for NVBDCP stated that mosquito bite causes malaria, dengue, Japanese Encephalitis and chichungunia and the breeding of mosquito is fast right after monsoon. As such villagers should have a healthy lifestyle with clean environment and said sanitation is a must since all medical problems arise from unhygienic practice not only in malaria. Arunachal still in grip of floods, Assam improving Guwahati/itanaGar, auGust 25 (tnn): Arunachal Pradesh continued to remain in the grip of floods while Assam showed signs of improvement on Monday. However, 14 districts are still inundated, including Dhemaji, Kokrajhar, Lakhimpur, Dibrugarh, Sonitpur, Bongaigaon, Barpeta, Jorhat, Goalpara, Morigaon, Dhubri, Kamrup, Golaghat and Nagaon. The Assam State Disaster Management Authority (ASDMA) report said the Brahmaputra is flowing above the danger level at Jorhat, Goalpara and Dhubri. Besides, three major tributaries of the Brahmaputra, Jia Bharali, Puthimari and Beki, are flowing above the danger mark. No more casualties have been reported and the ASDMA said rescue and relief operations are on in full swing. The situation is expected to improve further since there was no rain in the past 24 hours. So far, floods in Assam have affected more than 8.33 lakh people in 984 villages. As of Monday, 1.59 lakh victims were taking shelter in 164 relief camps set up by the state government. Kamlang among other rivers were flowing above the danger level. Crops, roads and communication infrastructure have been damaged. Communication between Alubari and Tezu in Lohit district has been completely disrupted and
most parts of Mahadevpur, Piyong, Lathao, Chongkham and Wakro circle are inundated, the report added. The Assam government sought an interim relief of Rs 500 crore for relief, rehabilitation and repair work on Monday.
Guwahati, auGust 25 (ians): The central government will release Rs.207 crore immediately to Assam to meet the expenditure incurred while repairing the damage caused by floods, DoNER Minister Jitendra Singh said here on Tuesday. The Minister of State for Development of North Eastern Region (DoNER) on Tuesday made an aerial visit to some of the flood-affected areas of the state. He also interacted with some flood victims and relief camp inmates in Bongaigaon district. "We are going to release Rs.207 crore immediately to Assam and more funds will flow after the Assam government submits a memorandum including the assessment of the damage caused by the floods," Jitendra Singh said at a press conference at the Lokapriya Gopinath Bordoloi International (LGBI) airport. He said the Centre was "very serious and committed about the northeast". "The water level of the Brahmaputra river started rising from August 17, and within two days, six teams of the National Disaster Response Force (NDRF) were in
Assam assisting the civil administration in rescue and relief operations," he said. He said many other rivers including Jia Bharali, Puthimari, Beki and Manas were flowing above the normal level. Kokrajhar, Barpeta, Dhubri, Sonitpur, Dhemaji, Lakhimpur, Dibrugarh and Tinsukia were the worst-affected districts, but the damage has been limited due to the immediate response of the central government and its agencies, including the NDRF, he added. The DoNER minister said NDRF teams have been deployed for rescue work in Tinsukia, Lakhimpur, Kokrajhar and Kamrup, and one NDRF battalion was stationed in Guwahati to move into action as and when required. So far over 600 people have been evacuated from flood-affected areas and relief material has been distributed, he said. "As the water has started receding, our main concern is to ensure that there is no spread of diseases. We are going to send medical teams, including doctors and paramedics, to the flood-affected areas," he said.
Include Gaidinliu in NCERT books: Manipur CM to Centre Judge acquits 2 men Guwahati, auGust 25 (tnn): Manipur chief minister Okram Ibobi Singh on Monday urged the Centre to include the history of freedom fighter from Nagaland Rani Gaidinliu in NCERT text books. Born in 1915, Rani Gaidinliu is best remembered for her fight against the British. Speaking at an event in New Delhi to mark the birth centenary of Rani Gaidinliu, Ibobi Singh praised Prime Minister Narendra Modi and the Union culture ministry for organizing celebrations to pay gratitude to the leader who hailed from Manipur. Ibobi Singh said, "Rani Gaidinliu is an inspiration for all young Indians. She is, in particular, an embodiment of women power which all of us must respect." The Manipur chief minister drew Modi's attention to a recommendation to the Union HRD ministry for the inclusion of age-appropriate texts on the
life of Rani Gaidinliu in NCERT books for Classes I to X. He said, "This will go a long way in promoting national integration, as well as women's empowerment." Ibobi Singh further said, "Observing the birth centenary of Rani Gaidinliu will make her contribution to the freedom movement known to all." During the function, Modi released Rs 100 and Rs 5 coins to commemorate her. The Union home minister, Rajnath Singh, finance minister Arun Jaitley, culture minister Mahesh Sharma, DoNER minister Jitendra Singh, Nagaland and Assam governor PB Acharya and Nagaland chief minister TR Zeliang were present at the event. Modi recalled Rani Gaidinliu's contribution to the freedom struggle and said the country must ensure that the legacy of the freedom fighter was passed on to the succeeding generations. The Prime Minister said, "It's our
misfortune that people like Rani Gaidinliu have either not been remembered adequately, or have been deliberately forgotten." He reiterated that the progress of the northeast would provide a big boost to the development of the nation. A Zeliangrong Naga from Manipur, Gaidinliu headed a guerilla unit at the age of 16. Three years before that, she had joined Heraka, a religious movement started by her cousin Haipou Jadonang. In 1931, Jadonang was hanged by the British, which prompted her to fight against the foreign rulers. Initially, Gaidinliu exhorted Zeliangrong Nagas not to pay taxes to the British. She received donations from locals, many of whom joined her as volunteers. She moved from village to village in what are now Assam, Nagaland and Manipur to evade arrest by the British. The British announced cash rewards for her capture. Her forc-
es fought with Assam Rifles in North Cachar Hills and Hangrum village in 1932. In the same year, she was captured by the British and taken to Imphal where she was sentenced to life imprisonment after a 10-month trial. She was incarcerated in Guwahati, Shillong, Aizawl and Tura jails from 1933 to 1947. In 1937, Jawaharlal Nehru met her in Shillong Jail and bestowed her with the title of 'Rani' or queen of the hill people. He even wrote to British MP Lady Astor to secure the release of Gaidinliu, a request that was ultimately rejected. In 1947, she resumed her work for the uplift of her people after her release from prison. In 1992, she was conferred the Padma Bhushan. A year later, she returned to Langkao, her birthplace, and passed away. The freedom fighter, however, remains a divisive force in Nagaland. The Naga tribes of the state,
mainly Christian, believe she had no contribution to the cause of Naga sovereignty. They say Gaidinliu resisted British invasion not because of political differences with them, but because of religious differences. Churches in Nagaland have not officially commented on the issue. Sources say, however, that many church leaders were unhappy with the Centre's decision of promoting her. A move to erect a statue of Rani Gaidinliu in Kohima last year faced opposition. A museum in memory of Gaindinliu, now under construction, also faced criticism. "There is absolutely no justification behind the Nagaland government honouring Gaidinliu over a host of genuine, bona fide pioneers of modern Nagaland. In giving such recognition to a nonindigenous person, the state has done injustice to the leaders of Nagaland," a Naga tribal leader added.

Aimol Tribe Union Manipur (ATUM) yesterday in a statement said that Aimol people and the union have never declared Aimol as a Naga tribe. ATUM also vehemently condemned the Ngairong attack and killing of S Wanglunglua. It said Wanglunglua was killed for maintaining the identity, rights and culture
of Aimol tribals. Several civil society groups also condemned the incident and called for maintaining communal harmony. A 55-year-old woman Ruisoting (55), a resident of Aimol Setu village under Pallel in Chandel was killed after being shot in the hip allegedly by Assam Rifles near her house on May 3 last. The villagers blamed the 20 Assam Rifles for the killing of Ruisoting. There were reports that the fatal shooting took place after two armed militants were caught by the Assam Rifles that night and tried to take them away from the village when some villagers resisted them.

aizawl, auGust 25 (Pti): Not a single Bru turned up before the Mizoram officials at the Hazacherra relief camp in North Tripura on the second day today for identification and subsequent repatriation to Mizoram, Mamit district Additional DC Lalbiaksangi said. Lalbiaksangi said Identification officials from Mamit, Kolasib and Lunglei were camping at Hazacherra camp to conduct verification of bona-fide residents of Mizoram since Saturday last. The identification process began yesterday at the relief camp, the last of the six camps, where efforts would be made to repatriate 3,544 Bru families from six relief camps in Tripura. The repatriation process under the Road Map-IV for Bru Repatriation, prepared by the state home department and approved by the Supreme Court commenced from July 2 last. However, no Bru had come forward till date for identification and no one has so far returned to Mizoram even as identification process and repatriation efforts were made at Kaskau, Asapara, Hamsapara, Khakchangpara and Naisingpara relief camps as per schedule of the Road Map.

Noting that a man’s death “could not be caused by two different persons at different times with a single hammer,” an additional sessions judge in Aizawl has acquitted two men accused of killing a man known to both of them. The case involves the apparent murder of a man in his 20s who was found dead in his bed one April evening last year in Khawzawl, a small town about 150 kms from Mizoram capital Aizawl. Acting on an FIR submitted by the dead man’s grandfather, police launched an investigation and subsequently arrested two men, Lalfakawma and Lalrindika. According to documents submitted in the court, both these men told the investigating officer — a Sub-Inspector named J H Sanghmingthanga — that they killed Ronald Lalrinpuia by hitting him on the back of his head with a hammer while he was asleep, lying face-down in his bed. The two men were subsequently charged for murder, robbery (they said they stole drugs and some money from the dead man) and under IPC section 34 “acts done by several persons in furtherance of common intention”. However, when the case came up for hearing before Additional Sessions Judge Vanlalenmawia, both men denied they murdered Ronald. As their statements to police also conflicted, the judge summoned the IO along with the case diary, but no headway could be made into which of the two committed the murder. What’s more, forensic tests could not establish their involvement. In his order discharging the accused and terminating the case, Vanlalenmawia wrote, “I am convinced… the death of Ronald Lalrinpuia could not be caused by two different persons at different times with a single hammer.”

Guwahati, auGust 25 (aFP): Hundreds of rare rhinos and other animals are fleeing flooding in India’s northeast, raising fears of a rise in poaching during the exodus, a senior wildlife official said Tuesday. A rain-flooded river has deluged the Kaziranga National Park in remote Assam state, home to the largest concentration of the world’s remaining one-horned rhinoceros. “More than half of the Kaziranga National Park is under water. Animals are migrating from the sanctuary to adjoining hills for safety,” Assam forest and wildlife minister Etuwah Munda told AFP. “We are taking all precautionary measures and I myself will be camping in the park to monitor the situation.” The park, spread over 450 square
kilometres (173 square miles), is prone to flooding during the annual monsoon rains. Some 14 rhinos and hundreds of other animals died during floods in 2012, many of them mown down on a nearby highway by speeding vehicles as they left the park for higher ground. Park officials have this year taken precautions, including erecting barricades along sections of the highway. “Forest guards are asking drivers to drive under 40 kilometres (25 miles) an hour as the animals use the highway to cross over to the hill to escape the floods,” the minister said. A recent census estimated there were 2,400 one-horned rhinos in the park out of a global population of
around 3,300. Park officials are worried about poachers targeting them and other animals as they leave the sanctuary for the hills. “Poachers have a tendency to target animals by taking advantage of the floods. We have put forest guards on alert in the hills where the animals take refuge,” Munda said. Kaziranga has fought a sustained battle against rhino poachers who kill the animals for their horns, which fetch huge prices in some Asian countries where they are deemed to have aphrodisiac qualities. Floods have claimed 14 lives, submerged up to 1,200 villages and displaced more than 800,000 people across Assam in recent weeks, a state government statement said Tuesday.

China stocks sink over 7% as panic selling intensifies SHANGHAI AuGuSt 25 (ReuteRS): China stocks slumped more than 7 percent on Tuesday to their lowest level since December, with panic selling intensifying after the flagship Shanghai Composite Index crashed through the key support level of 3,000 points. Investors stampeded out of shares after a grim “Black Monday” sparked mayhem in global financial markets but failed to prompt fresh rescue measures from Beijing. The blue-chip CSI300 index fell 7.1 percent to 3,042.93, while the Shanghai Composite Index lost 7.6 percent to 2,964.97 points. All index futures contracts slumped by their 10 percent daily limit for the second day, reflecting extremely bearish sentiment and pointing to darker days ahead. China’s benchmark indexes have now lost roughly 20 percent in August and are heading for their worst monthly performance in

New DelHI, AuGuSt 25 (ReuteRS): India will auction about 20 major iron ore mines this year in its first such sale ever, a top government official said, as it looks to revive its corruption-tainted mining industry.India’s mining sector has been mired in controversy over illegal allocation of resources. Once the world’s third-biggest iron ore exporter, the country now imports the steelmaking ingredient due to a court-led crackdown on illegal mining. The government hopes auctions will help curb wrongdoing. While it is unlikely to lead to an immediate boost in iron ore output at a time when there is a global glut, mine sales will bring India closer to its target of tripling its steel capacity to 300 million tonnes by 2025 and relying less on ore imports. “Most of the states are in the midst of carrying out their pre-auction activities and hopefully by the end of October and November onwards they will start (auctions),” Mines Secretary Balvinder Kumar told Reuters. He expects about 80 mines to be auctioned in the first phase.,ndia produced 136 million tonnes of iron ore last fiscal year ended March 31. About 1.5 million tonnes of ore are needed to make 1 tonne of steel, implying India’s ore output will have to more than triple in 10 years if steel companies are to be self sufficient. New DelHI, AuGuSt 25 (PtI): Wholesale prices of onion today fell below the Rs 50 per kg mark at the Lasalgaon in Maharashtray, Asia’s biggest onion market, due to curbs on exports and fear of action against hoarding. Even at Azadpur mandi in Delhi, wholesale onion price declined by Rs 3-5 per kg to Rs 53 today on increase in arrival of new crop from Karnataka and Andhra Pradesh. However, retail onion prices across the country continue to rule as high as Rs 80 per kg. At Lasalgaon, which sets the price trend across the country, the wholesale onion price declined to Rs 48.5 per kg today from Rs 57 per kg last week, according to the data maintained by Nashik-based National Horticultural Research and Development Foundation (NHRDF). “Prices declined due to increase in arrival in the mandis,” NHRDF Director R P Gupta said. Arrival of onion increased as farmers/traders brought more stock for sale after the government imposed restriction on overseas sale by raising export price sharply to USD 700 per tonne from USD 425, Nashik-based traders said. Also, fear of action against hoarding along with MMTC importing 10,000 tonnes of onion helped, they added.
Fix ‘call drops’ urgently: PM New DelHI, AuGuSt 25 (PtI): Prime Minister Narendra Modi has asked officials to address the issue of “call drops” on an urgent basis, saying it directly impacts the common man. The directions came at a high-level meeting chaired by him on Monday evening in which he reviewed the progress of digital and rural infrastructure, besides connectivity. “The Prime Minister expressed serious concern over the issue of call drops and asked officials as to what steps are being taken to address this problem, which, he said, directly affects the common man. “He directed that steps be taken urgently to resolve the problem, and also to ensure that the problems in voice connectivity do not extend to data connectivity in future,” an official statement by the Prime Minister’s Office today said.

Former Speaker Lohe lambasts Zeliang on Gaidinliu’s museum KOHIMA, August 25 (NEPs): Former Nagaland Assembly Speaker Z Lohe today lambasted the TR Zeliang government for relentlessly pursuing the setting up of “Rani Gaidinliu Memorial Museum or Statue” here at the State capital Kohima much against the wishes of the citizens of the State. Talking to NEPS here, the veteran politician questioned the very motive of Chief Minister Zeliang in going ahead with the proposals of setting up of “Rani Gaidinliu’s Memorial” centers in Kohima amid oppositions from all quarters. Lohe said Nagas were Christians and Zeliang himself was basically a Christian. “How can he (Zeliang) worship Rani
Gaidinliu who was a cult leader,” he asked. He also questioned as to how a building can be dedicated to a “cult leader” and where was the relevance here in Nagaland. “In fact, we have so many Naga pioneers like AZ Phizo, Dr Imkongliba, P Shilu Ao, to name a few, and without whose leadership and sacrifices, people of Nagaland would not have come this far,” Lohe stated. "It will only be befitting to have any memorial statues or museums or institutions in their names in our State.” Lohe asserted that the government should respect the sentiments of the people because “going ahead with such proposals to the extent of setting up
a statue, museum, etc. in the name of a cult leader at the cost of indigenous local people was tantamount to disrespecting their sentiments and generations.” The former Nagaland Assembly Speaker, who was also adviser to former Nagaland Chief Minister Neiphiu Rio, also alleged that Zeliang had no any other interests, but to make money out of such proposals with the support of Center, where BJP is at the helm of affairs. “There were anxieties that the RSS would take advantage from the present development in Nagaland in order to promote their Hindu ideology. But we cannot allow this thing to happen in Nagaland,” he stated.

Niketu Iralu’s speech on the 8th Naga People’s Consultative Meeting on Indo-Naga Political Talks organised by the NSCN (IM) on August 25 at Niathu Resort, Dimapur
I
want to thank the Organising Committee for the invitation to participate in this Consultative Meeting today. This is the 8th consultation conducted by the NSCN (IM). Today I am recalling the first consultation held in Niuland in 1998 to which I was also invited to participate in and given the rare privilege to be one of the two speakers from Naga Civil Society. Dr. Wati Aier was the Chairman and the other speaker from civil society. As I prepared what I might share on that occasion a clear thought came to me at that time. It startled and inspired me. It was that the idea to consult widely with fellow-Nagas was a precious guiding thought God in His wisdom had given to the leaders of the NSCN (IM) at a very critical turning point in the difficult struggle of the Nagas for their aspirations. On more than one occasion I passed on this compelling perception to the leaders about the
consultation process they had launched. I said it was a fearful, awesome responsibility God had given to them because He wanted them to fulfil His plan and He believed they had the capacity to do the job. We know Socrates’s oft quoted observation that “A life not examined is not worth living.” And we know from our own bitter experience over half a century now that the same thing happens to a people’s struggle or movement if it is not examined and our wilful human ways and schemes are not corrected to restore the health of the struggle. History is full of examples that a struggle not examined truthfully becomes impossible to pursue, and it ends up destroying itself and the people for whom it was started in the first place. And no Naga will disagree that this is true also of our “Over ground” political process. Here we must be clear the unexamined think-
ing and living of all of us has produced this common suicidal destructiveness. I have believed this consultation idea was God’s road map and guidance to us through the NSCN (IM) to rectify our wrong ways, and revolutionise our inadequate thinking and living so that our society will rise in unity to achieve what is right and best for all, through radical change in all of us, instead of sinking together blaming one another over who is right or wrong. Because of my abiding conviction about the importance of this process I have decided to come again to make the same point I have been making from the start sensing that the new invitation is another opportunity for creating understanding, utilising it for clearing up the political process that has become damaged and dirty. At the first consultation in 1998 I said that if the NSCN (IM) starting their negotiation with the Government of
Indian succeeded in getting India to recognise Naga sovereignty as understood by the Naga people, the entire Naga public and all the rival groups would simply say “Thank you” and get on to celebrate the achievement together. But if they discovered that Delhi was not in a position to discuss sovereignty because it was too difficult for India, and IM decided to negotiate for something other than sovereignty, they needed to call the different fragmented groups and tell them the truth about the new situation and thrash out together in complete transparency a common position on the terms for political negotiations with Delhi for a settlement of the IndoNaga issue. And today I emphasise that you consult and take into consideration the views of all the other factions even if you don’t agree with all their points. Failing to do this, history will always
judge and things, as you know better, can go very wrong. This would also be the beginning of real reconciliation as this would be deciding together honestly on the most difficult issue over which Nagas have killed Nagas and the Indian Army has killed Nagas and all Nagas have paid a very heavy price of suffering. I recall saying on that occasion that, given the hurts we had inflicted on one another already, without honesty with one another at this level, distrust and resentment would take over and our society would head for disaster. It will be fair to say that the vast majority of the public yearn for the consultation process to achieve the most desired unity and mutual goodwill and cooperation among our national workers. And because of the undoubted potential of consultation to achieve a desperately needed miracle for our people in our worsening crisis, allow me to make this plea even now
that as part of your continuing consultations a very special invitation be extended to the different groups of the struggle to come together and they are told the envisaged details of the agreement being pursued with the Government of India. This would be a telling gesture that will speak loudly and may do unexpected good things to the process. Finally, the deepest fear and concern with which our people are wrestling is what will happen after a settlement. The greatest gift the NSCN (IM) and the Government of India can give to the Nagas is to guarantee that no violence or threat of violence will be employed in the implementation of whatever settlement may emerge. No one yet knows what the details of the agreement are going to be. All is speculation so far. The hope and deepest desire of our people is that when it comes it will take our society and whole region forward so that a stability
hitherto unknown will become a reality and growth and development in all dimensions will become possible. I would like to end with 4 points a friend I met and consulted yesterday asked me to express today. They were made by Bill Clinton on a visit to Wales concerning Conflict Resolution: 1. Present day problems are mostly the fear of the other. 2. The need of the day is to think of a future different from the past. 3. No one has the monopoly of the truth. 4. To befriend a people, you have to understand not only their dreams and hopes, but also understand their worst nightmares. The Nagas have gone through terrible nightmares. Whatever any settlement any group may bring, nightmares on no account should be the consequence for the people anymore.

Civil Society and Resistance
C
ivil society suffers from the contention of being a contested concept but going by contemporary conception, civil society is first and foremost a non-state, a separate independent space from the domain of the state though in common parlance it is used in a limited way to refer to non-state or non-governmental organisations. Drawing attention to the role of civil society as a non-state actor, an important aspect lies in it being a body of resistance that speaks the language of liberation especially in trying and testing times. Relationship between civil society and resistance is not something new. From political theory, civil society has often been seen precisely as an arena of resistance (Boyd, 2004). As forces of resistance, this is where civil society becomes a part of a strategy in creating a model that can bring a shift from being ‘governed’ and ‘controlled’ to a state of being ‘governed-less’ but ‘governed-better.’ Coming to the existence and presence of civil societies in our state, as a case in point, the marked absence of a ‘voice’ be it dissent or ‘whatever voice’ in response to the confusing ‘peace accord’ or ‘framework agreement’ highlights the absence of a genuine civil society in Nagaland as a form of resistance. It is appalling that none of the civil societies seem to be bothered by the seeming ‘lip service’ or is it the case that the hearts and minds are ready to embrace whatever is thrown our way. Are we the new subaltern that cannot speak in our own land including even the right to know? So, what is so civil about a civil society? Civil society posits themselves in a space between the state and the citizens or peoples, and in a scenario where certain sections are enriched by those agents in power, it only propagates the silencing of the voice of dissent. One is made to question, in a society where it responds to its own interest and becomes an ‘alloy’ with societal demands and duplicitous solidarities along with ‘self-interest’ pushed by individual gains, does it in any way exist only to legitimate the unprecedented power of those who ‘govern’ and thereby control. It cannot also act as a resisting force so long as it is part of the ‘system’ to those who ‘govern’ and control. Having said this, again, there are constraints within which civil societies comes into play. That, its operation as a ‘body of resistance’ calls for a democratic space. In no way can it function freely in any space that is contrary to the ideals of democracy. On another plane, there is also the presence of a lackadaisical attitude of the general masses in refusing to come out of one’s comfort zone which is further crippled by selfishness. Whatever the constraints, the articulation of a language of responsible dissent is paramount to the credibility and presence of civil society as an agent of resistance in countering forces that suppress the peoples voices, self-determination, aspirations, freedom and the will to power; to live free from oppression, dominion and control. Within the pressing realities that strangulates life, civil societies in Nagaland forms an integral voice in creating the process of democratisation. For this, it needs to break free from the shackles of ‘self-enclosed narrow dividing lines’ that discourages peace and unity in the emergence of a unified Naga voice. Only this will highlight the presence of a civil society as one playing the role of a facilitator as well as regulator in resisting forces that curtails life and liberation. An urgent need is a unified Naga voice that expresses the language of suffering and redeem ourselves in providing the much needed impetus to the voice of liberation that is yet to be articulated and expressed. This calls for the creation of a democratic space which consolidates respect for rights of others. Only then can a meaningful civil society emerge that stands against the designs of dominance and control. On a positive plane, right thinking groups are slowly emerging and man being a ‘political animal’, there is an urgent need to address our ‘political status’ beyond the sociocultural and ethical mores in our assertion of self-determination, of life and living. The role of civil society as change agents, as civic organisations, as organisations based on identity, as promoters of democracy and more importantly as a resisting force must come alive to the impending realities and negotiate for the creation of democratic spaces. Therein lies the voice of rights, freedom, liberty and thereby the ‘will’ to be free and to live freely. The paramount question is - how long will the ‘diminished selves’ stay encoded in silence? Summit by proxy
T
he leaders of North and South Korea have not met for the last eight years, but the marathon 44 hour talks that brought the bitter rivals back from the brink of conflict was effectively a summit by proxy. They were not in the room, but the North's Kim Jong Un and the South's Park Geun-hye might as well have been talking to each other in the unprecedented round-the-clock discussions that ended in the early hours of Tuesday. As their top aides haggled in a three-storey building on the South Korean side of the heavily militarised border, proceedings were linked live by video to both the presidential Blue House in Seoul and to Pyongyang, South Korean officials briefed on the closed-door talks said. Thanks to improved communications and strategic breaks, the two leaders were able to monitor the session and issue instructions. By the close, the two sides hammered out a pact that ended a standoff that last week had included an exchange of artillery fire in one of the world's most dangerous flashpoints. "This can be seen as a virtual summit as the whole process was controlled and observed by the two leaders," said Koh Yuhwan, a North Korea specialist at Dongguk University in Seoul "This kind of last-minute meeting between South and North Korea, with the backdrop of combat posture raised to the maximum level, was unprecedented," said Koh. A South Korean official who was aware of what transpired added: "There were instructions from the Blue House throughout the contact. It would have been pretty much the same from the North also." Despite the success of the meeting, there was no immediate sign that a proper summit was on the cards. At best, analysts said, it meant there was hope that frayed ties on the peninsula could be restored. "If this becomes the foundation for reopening a channel of dialogue so that there can be follow-up discussions, it will be credited for restoring inter-Korean relations," said Yang Moojin of University of North Korean Studies in Seoul.

Propaganda, Intelligence and MH-17
Propaganda is the life-blood of life-destroying wars, and the U.S. government has reached new heights (or depths) in this art of perception management
D
uring a recent interview, I was asked to express my conclusions about the July 17, 2014 shootdown of Malaysia Airlines Flight 17 over Ukraine, prompting me to take another hard look at Official Washington’s dubious claims – pointing the finger of blame at eastern Ukrainian rebels and Moscow – based on shaky evidence regarding who was responsible for this terrible tragedy. Unlike serious professional investigative reporters, intelligence analysts often are required by policymakers to reach rapid judgments without the twin luxuries of enough time and conclusive evidence. Having spent almost 30 years in the business of intelligence analysis, I have faced that uncomfortable challenge more times than I wish to remember. So, I know what it feels like to confront issues of considerable consequence like the shoot-down of MH-17 and the killing of 298 passengers and crew amid intense pressure to choreograph the judgments to the propagandistic music favored by senior officials who want the U.S. “enemy” – in this case, nuclear-armed Russia and its Western-demonized President Vladimir Putin – to somehow be responsible. In such situations, the easiest and safest (careerwise) move is to twirl your analysis to the preferred tune or at least sit this jig out. But the trust-us-it-was-Putin marathon dance has now run for 13 months – and it’s getting tiresome to hear the P.R. people in the office of Director of National Intelligence James Clapper still claiming that the U.S. intelligence community has not revised or updated its analysis of the incident since July 22, 2014, just five days after the crash. Back then, Clapper’s office, trying to back up Secretary of State John Kerry’s anti-Russian rush to judgment, cited very sketchy evidence – in both senses of the word – drawn heavily from “social media” accounts. Obviously, the high-priced and high-caliber U.S. intelligence community has learned much more about this very sensitive case since that time, but the administration won’t tell the American people and the world. The DNI’s office still refers inquiring reporters back to the outdated report from more than a year ago. None of this behavior would make much sense if the later U.S. intelligence data supported the hasty finger-pointing toward Putin and the rebels. If more solid and persuasive intelligence corroborated those initial assumptions, you’d think U.S. government officials would be falling over themselves to leak the evidence and declare “we told you so.” And the DNI office’s claim that it doesn’t want to prejudice the MH-17 investigation doesn’t hold water either – since the initial rush to judgment did exactly that. So, despite the discomfort attached to making judgments with little reliable evidence – and at the risk of sounding like former Defense Secretary Donald Rumsfeld – it seems high time to address what we know, what we don’t know, and why it may be that we don’t know what we don’t know. Those caveats notwithstanding I would say it is a safe bet that the hard technical intelligence evidence upon which professional intelligence analysts prefer to rely does not support Secretary of State Kerry’s unseemly rush to judgment in blaming the Russian side just three days after the shoot-down. ‘An Extraordinary Tool’? When the tragedy occurred U.S. intelligence collection assets were focused laser-like on the Ukraine-Russia border region where the passenger plane crashed. Besides collection from overhead imagery and sensors, U.S. intelligence presumably would have electronic intercepts of communications as well as information from human sources inside many of the various factions. That would mean that hundreds of intelligence analysts are likely to have precise knowledge regarding how MH-17 was shot down and by whom. Though there may be some difference of opinion among analysts about how to read the evidence – as there often is – it is out of the question that the intelligence community would withhold this data from President Barack Obama, Secretary of State Kerry and other top officials. Thus, it is a virtual certainty that the Obama administration has far more conclusive evidence than the “social media” cited by Kerry in casting suspicions on the rebels and Moscow when he made the rounds of Sunday talk shows just three days after the crash. On NBC’s “Meet the Press,” Kerry told David Gregory that “social media” is an “extraordinary tool.” The question is, a tool for what? The DNI report two days later rehashed many of the “social media” references that Kerry cited and added some circumstantial evidence about Russia providing other forms of military equipment to the rebels. But the DNI report contains no mention of Russia supplying a Buk anti-aircraft missile system that Kerry and the DNI cited as the suspected weapon that downed the plane. So, why does the administration continue refusing to go beyond such dubious sources and shaky information in attributing blame for the shoot-down? Why not fill in the many blanks with actual and hard U.S. intelligence data that would have been available and examined over the following days and weeks? Did the Russians supply a Buk or other missile battery that would be capable of hitting MH-17 flying at 33,000 feet? Yes or no. If not supplied by the Russians, did the rebels capture a Buk or similar missile battery from the Ukrainians who had them in their own inventory? Or did some element of the Ukrainian government – possibly associated with one of Ukraine’s corrupt oligarchs – fire the missile, either mistaking the Malaysian plane for a Russian one or calculating how the tragedy could be played for propaganda purposes? Or was it some other sinister motive? Without doubt, the U.S. government has evidence that could support or refute any one of those
possibilities, but it won’t tell you even in some declassified summary form. Why? Is it somehow unpatriotic to speculate that John Kerry, with his checkered reputation for truth-telling regarding Syria and other foreign crises, chose right off the bat to turn the MH-17 tragedy to Washington’s propaganda advantage, an exercise in “soft power” to throw Putin on the defensive and rally Europe behind U.S. economic sanctions to punish Russia for supporting ethnic Russians in Crimea and eastern Ukraine resisting the new U.S.-arranged political order in Kiev? By taking a leaf out of the Bush-Cheney-TonyBlair playbook, Kerry could “fix the intelligence around the policy” of Putin-bashing. Given the anti-Putin bias rampant in the mainstream Western media, that wouldn’t be a hard sell. And, it wasn’t. The “mainstream” stenographers/journalists quickly accepted that “social media” was indeed a dandy source to rely on – and have never pressed the U.S. government to release any of its intelligence data. Yet, in the immediate aftermath of the MH-17 shoot-down, there were signs that honest intelligence analysts were not comfortable letting themselves be used as they and other colleagues had been before the invasion of Iraq in 2003. To buttress Kerry’s shaky case, DNI Clapper arranged a flimsy “Government Assessment” – reprising many of Kerry’s references to “social media” – that was briefed to a few hand-picked Establishment reporters two days after Kerry starred on Sunday TV. The little-noticed distinction was that this report was not the customary “Intelligence Assessment” (the genre that has been de rigueur in such circumstances in the past). The key difference between the traditional “Intelligence Assessment” and this relatively new creation, a “Government Assessment,” is that the latter genre is put together by senior White House bureaucrats or other political appointees, not senior intelligence analysts. Another significant difference is that an “Intelligence Assessment” often includes alternative views, either in the text or in footnotes, detailing disagreements among intelligence analysts, thus revealing where the case may be weak or in dispute. The absence of an “Intelligence Assessment” suggested that honest intelligence analysts were resisting a knee-jerk indictment of Russia – just as they did after the first time Kerry pulled this “Government Assessment” arrow out of his quiver trying to stick the blame for an Aug. 21, 2013 sarin gas attack outside Damascus on the Syrian government. Kerry cited this pseudo-intelligence product, which contained not a single verifiable fact, to take the United States to the brink of war against President Bashar al-Assad’s military, a fateful decision that was only headed off at the last minute after President Barack Obama was made aware of grave doubts among U.S. intelligence analysts about whodunit. Kerry’s sarin case has since collapsed. [See Consortiumnews.com’s “The Collapsing Syria-Sarin Case.”] The sarin and MH-17 cases reveal the continuing struggles between opportunistic political operatives and professional intelligence analysts over how to deal with geopolitical information that can either inform U.S. foreign policy objectively or be exploited to advance some propaganda agenda. Clearly, this struggle did not end after CIA analysts were pressured into giving President George W. Bush the fraudulent – not “mistaken” – evidence that he used to make the case for invading Iraq in 2003. But so soon after that disgraceful episode, the White House and State Department run the risk that some honest intelligence analysts would blow the whistle, especially given the dangerously blasé attitude in Establishment Washington toward the dangers of escalating the Ukraine confrontation with nuclear-armed Russia. Given the very high stakes, perhaps an intelligence professional or two will summon the courage to step up to this challenge. Falling in Line For now, the rest of us are told to be satisfied with the Sunday media circus orchestrated by Kerry on July 20, 2014, with the able assistance of eager-toplease pundits. A review of the transcripts of the CBS, NBC, and ABC Sunday follies reveals a remarkable – if not unprecedented — consistency in approach by CBS’s Bob Schieffer, NBC’s David Gregory (ably egged on by Andrea Mitchell), and ABC’s George
Stephanopoulos, all of whom hewed faithfully to a script apparently given them with two main talking points: (1) blame Putin; and (2) frame the shootdown as a “wake-up call” (Kerry used the words repeatedly) for European governments to impose tight economic sanctions on Russia. If the U.S. government’s hope was that the combination of Kerry’s hasty judgment and the DNI’s supportive “Government Assessment” would pin the P.R. blame for MH-17 on Putin and Russia, the gambit clearly worked. The U.S. had imposed serious economic sanctions on Russia the day before the shoot-down – but the Europeans were hesitant. Yet, in the MH-17 aftermath, both U.S. and European media were filled with outrage against Putin for supposedly murdering 298 innocents. German Chancellor Angela Merkel and other European leaders, who had been resisting imposing strong economic sanctions because of Germany’s and the European Union’s lucrative trade with Russia, let themselves be bulldozed, just two weeks after the shoot-down, into going along with mutually harmful sanctions that have hurt Russia but also have shaken the EU’s fragile economic recovery. Thus started a new, noxious phase in the burgeoning confrontation between Russia and the West, a crisis that was originally precipitated by a Western-orchestrated coup d’état in Kiev on Feb. 22, 2014, ousting Ukraine’s elected President Viktor Yanukovych and touching off the current civil war that has witnessed some of the worst bloodshed inside Europe in decades.. It may seem odd that those European leaders allowed themselves to be snookered so swiftly. Did their own intelligence services not caution them against acquiescing over “intelligence” from social media? But the tidal wave of anti-Putin fury in the MH-17 aftermath was hard if not impossible for any Western politician to resist. Just One Specific Question? Yet, can the U.S. concealment of its MH-17 intelligence continue indefinitely? Some points beg for answers. For instance, besides describing social media as “an extraordinary tool,” Kerry told David Gregory on July 20, 2014: “We picked up the imagery of this launch. We know the trajectory. We know where it came from. We know the timing. And it was exactly at the time that this aircraft disappeared from the radar.” Odd that neither Gregory nor other “mainstream” stenographers have thought to ask Kerry, then or since, to share what he says he “knows” with the American people and the world – if only out of, well, a decent respect for the opinions of mankind. If Kerry has sources beyond “social media” for what he claims to “know” and they support his instant claims of Russian culpability, then the importance of his accusations dictates that he describe exactly what he pretends to know and how. But Kerry has been silent on this topic. If, on the other hand, the real intelligence does not support the brief that Kerry argued right after the shoot-down, well, the truth will ultimately be hard to suppress. Angela Merkel and other leaders with damaged trade ties with Russia may ultimately demand an explanation. Can it be that it will take current European leaders a couple of years to realize they’ve been had — again? The U.S. government also is likely to face growing public skepticism for using social media to pin the blame on Moscow for the downing of MH-17 – not only to justify imposing economic sanctions, but also to stoke increased hostility toward Russia. The Obama administration and the mainstream media may try to pretend that no doubt exists – that the “group think” on Russia’s guilt is ironclad. And it seems likely that the official investigations now being conducted by the U.S.-propped-up government in Ukraine and other close U.S. allies will struggle to build a circumstantial case keeping the Putin-did-it narrative alive. The Idealist Versus the Therapist

was giving a lecture in New York not all that long ago. I was talking about ideals. The audience was made up of therapists and therapists in training at the eminent William Alanson White Institute on the Upper West Side. After the talk was over, I was asked a remarkable question. Certainly it was the best-posed question that I have ever gotten at a talk. The question came from a man wearing an elegant but disheveled suit. It was the end of the day, after all. His tie was loose around his collar. He had an air of friendly exasperation on his face. He was clearly a psychotherapist of some kind. What he said went something like this: “You’ve been talking to us tonight about ideals and you’ve been trying to make a case for them. You talked about the hero, as he exists in Homer and Virgil. You talked about Aeneas and Hector and Achilles, and described them as three instances of the heroic ideal. Then you went on to talk about what you wanted to call the saint. You pointed to Jesus and Buddha and Confucius. You said they exemplified the compassionate ideal. Then there was one more: the contemplative ideal. And that was exemplified by Plato. Plato, you said, was a figure who tried to get at the whole truth, the eternal truth and nothing but the truth.” I could see that my questioner was now working a little harder to hold back his impatience. There was something he didn’t like in what I was saying — that he really didn’t like. But he was doing his best to control himself. He wanted to keep matters urbane and he was doing a good job. As to me, I was taking what I thought of as tantric breaths. My questioner continued: “And you’re saying that these ideals of yours — courage and compassion and contemplation — aren’t relics of the ancient world. You want us to see them as real possibilities, here and now. You concede that we in the West live in a culture that rewards pragmatism and skepticism. But you think that young people in particular ought to consider arranging their lives around these ideals. This young man might be a thinker; this young woman a warrior; another young person might live for compassion. Is that right?” I admitted that this was the case. I said that I wanted to use these great works of the past, and the idealist tradition, to help young people (and all people, really) to think about their lives and maybe to change them. I wanted to use what I knew — and all that I knew I knew through others — to help create what the philosopher William James thought of as “living options.” My questioner was a genial man, clearly. But he was beginning to steam. Now was the moment for him to deliver the bad news. “If someone came into my office,” he said, “and told me that he wanted to find the enduring truth, or become saintly, or be a heroic warrior, I know exactly what I’d say to him. I’d say, ‘You are suffering from neurosis (at the very least) and you are in need of
therapy, the sooner the better.’ For there are no true ideals, only idealizations. Your so-called ideals are merely sources of delusion.” The room murmured its assent. Actually it more than murmured assent; it all but broke into applause. O.K., so he really wasn’t asking a question. It was more like an indictment. My talk, and my teaching from which the talk arose, were apparently inducements to mental illness, minor or major. Ideals were myths, and they could lead you into serious trouble. This was Freud’s view, I understood, and though psychotherapy has veered from Freud in many regards, it will not be easy for anyone to find a therapist who will tell you that the best way to overcome your psychological difficulties is to embrace an ideal.
What’s so bad about ideals from this point of view? A psychotherapist might say that ideals make you feel too good, at least at the outset. Embracing an ideal can produce what we might call unity of being. All of a sudden, you know (or think you know) what life is all about. You know what to do in the world. This brings a sense of confidence and purpose. You always know what you are supposed to do. Be brave! Be compassionate! Think and find the truth! You may not live up to these ideals all the time, but knowing what you are supposed to be and do confers an assurance and stability that you probably did not have before. Most of the time, the descendants of Freud tell us, we are fractured beings. Our various desires move in disparate directions, and often contrary directions at that. For the therapist, we are not one self, but two or three. Psychoanalysts speak of the ego and the id, and also of the superego. These three internal powers desire different results in the world, and they often, to say the least, get in each other’s way. To put it crudely, the superego wants perfection; the ego wants balance and calm; the id wants everything it can get: power and money and sex and maybe a little more sex afterward. So what’s so bad about a form of belief and commitment that stabilizes the self? What’s so bad about the unity that ideals can bring by drawing all of the
individual’s energy in one direction? To this, psychotherapy has an abrupt answer: It doesn’t work. What you’re calling ideals are really intoxicating untruths. Ideals make you drunk, and the hangover that follows is bitter. To use Wordsworth for a moment: “As high as we have mounted in delight/ In our dejection do we sink as low.” To which the therapist might reply: “As low? I’d say far lower.” Ideals don’t work, says the therapist. If you follow the compassionate ideal, open your heart completely and say that there is no difference between you and others in the world, people will take advantage of you. And you’ll outrage your own sense of entitlement to the good things in life. You’ll see that your compassionate ministrations don’t do much good for others and that they wear you out. You’ll discover too that subscribing to the heroic ideal may well get you killed or maimed in a war that is unjust. When you come home, if you come home, people will treat you with indifference and maybe even disdain. What a sucker you were. And the deep motivation of so-called heroes, Freud tells us, is not really courage; it is the narcissistic belief that though others may well be doomed to die, you are immortal. As to the Platonic desire to know the truth for all time, it is also a form of narcissism, a prideful aspiration. Psychoanalysis even has a name for it: epistemophilia. (Worse than the flu, no doubt.) Though Freud himself may have had a touch of this malady, it is clear that psychotherapy overall considers the claim to know all that is truly worth knowing to be at least on the border of pathology. Who is right, the idealists or the therapists? Well, if you judge by our present cultural climate, you would have to say that the therapists are. Though surely there are people who commit themselves to being compassionate, or being brave, or getting at the truth, most people in the West do not. They seek a decent life that is reasonably prosperous and secure and is oriented to family and stability. They try to balance their desires. Even if they don’t use psychoanalytical terms, I think it is fair to say that they try to do a little something every day for the id and for the superego and for the ego. The psyche, says Carl Jung, must learn how to make deals. The idealist is the one who will not make deals. He puts all his resources on one spot — courage or compassion or truth — and then goes for it. He may triumph. He may crash and burn. He may, in time, do both. What the great tradition of Plato and Homer and Buddha and the rest tells us is that the measured, modulated life is not for everyone. Some of us need to risk more in order to gain more: “spending for vast returns,” as Whitman said. Certain people who are deprived of the chance to do so will grow weary and sick of life. They need to play for higher stakes than most of their contemporaries. This game is not for everyone, to be sure. Many of us, perhaps most, need the life of the balanced self. This is the life that therapists have done a great deal to make available to us. But when the therapist says that ideals are a form of pathology, then I think he is overreaching, cutting off chances for people and maybe even contributing something to making them ill in spirit. I told my perceptive questioner all this, or something much like it. He sat down and smiled a therapist’s benevolent smile, secure no doubt that in time, I would learn. But then again, maybe he will. n the late afternoon of July 30, under the surveillance of cameras and watchful glare of Mumbai's police chief and his entire 41,000 armed police force, nearly ten thousand Muslims gathered to pay their respects in prayer as Yakub Memon's dead body was taken to be buried. Convicted of taking part in India's deadliest attacks - the 1993 bombings in Mumbai - Memon was hanged after last minute bids for clemency were rejected. Given the heated, and bruisingly polarising controversy that cropped up in the few weeks leading to the execution, the excessive security measures of the police force were justified. But what turned out was something unprecedented, which some columnists subscribing to a particular political ideology and worldview have derided as Memon - a Muslim terrorist who was given a "hero's farewell". Senior politicians of the ruling Bharatiya Janata Party (BJP) said that many of those protesting against the execution were potential terrorists and had done a disservice to the nation. Tathagata Roy, the governor of Tripura - a state official who should be bearing his official position in mind - resolutely stated that many of those mourners were "prima facie suspects"
and "potential terrorists".
The role of religion Should things have been allowed to turn out this way? The government and everyone else strenuously emphasised that Memon's religion played no role in his guilty sentence and subsequent execution. Then, how would they explain the sheer number of attendees without labelling every one of them an Islamic extremist? Up until the execution, India's Supreme Court upheld its 2013 decision - that Memon was one of the "driving spirits" behind the devastating blasts that rocked Bombay (now Mumbai) on March 12, 1993, killing 257 and injuring hundreds - and deserved nothing less than the death penalty. True, he did not directly participate in planting the bombs at any of the 13 locations, but he had been a key conspirator, the court held. He was the younger brother of Tiger Memon, the principal plotter. Jan Khan Usman Khan, one of the men who carried out the bombings had provided all details of Memon’s involvement in his confession statement to the police. The final judgement of the Supreme Court to reject his clemency bid was delivered in an unprecedented hurry. Petition to the president In April, the court issued the death warrant and announced July 30 as the date of the hanging. The government made its stance clear: it would make sure that the execution was not carried out a day later. But Memon still had his legal options. He had the right to approach the Supreme Court and also to file a petition for clemency to the president of India
and the governor of Maharashtra state. But the court was in a hurry to ensure that the execution wasn't delayed. It rode roughshod over procedure, and in its final judgement, delivered only a couple of hours before the hanging used a line of reasoning which was flawed at best and contrived at the worst. The Hindu nationalist BJP government has always maintained that Islamic terrorism (the party refuses to accept that terrorists can, and often do hail from, other faiths) must be met with the toughest response and remained steadfast in its decision not to spare him, vociferously invoking the blast victims the majority of whom were Hindus - to demand death for Memon. The 1993 blasts came in the immediate aftermath of one of the worst communal pogroms in India - the riots of December 1992 and January 1993 which followed the demolition of the Babri Masjid, and in which, more than 900 people, including 575 Muslims were killed. Cause and effect relationship A judicial commission indicted the Shiv Sena, an ultra-Hindu nationalist party (and a long term ally of the BJP) for orchestrating the carnage, by turning the police and state machinery against hapless Muslims. In its report, the commission stated that "one common link between the riots of December 1992 and January 1993 and bomb blasts of March 12, 1993 appears to be that the former appear to have been a causative factor for the latter. There does appear to be a cause and effect relationship between the two riots and the serial bomb blasts." Bal Thackeray, the founder and first chairman of the ultra-Hindu Shiv Sena party, was indicted for leading the riots. The commission stated that he,
"like a veteran general, commanded his loyal Shiv Sainiks to retaliate by organised attacks against Muslims". Thackeray was never brought to justice, and in fact, he was accorded a state funeral in 2012. The policemen who responsible for carrying out one of the most gruesome massacres during the riots also got away without punishment. And here, it is the Indian state, not any particular political party, which cannot evade responsibility. Once the blasts were investigated and prosecuted with unprecedented zeal, what could be the reasons for sustained apathy to the riots?
Where is the proof? If the religious identities of perpetrators and victims were not the determinant factor, as Muslims were repeatedly assured, then where is the proof? In the weeks before Memon's execution, television debates, editorial pages and national discourse on social media websites resembled a stampede of "patriotic" Indians clenching their fists and screaming bellicose lessons in nationalism. Contrast this marauding march with the sombre gait and silent grief of Memon's mourners. Did they walk in solidarity with or out of sympathy for the Muslim convict who was hanged? Or, was it a shared feeling that - at the end of the day - being a Muslim could well make one subject to entirely different and patently unconstitutional treatment by the government and the country's highest court? nowledge is a major asset and product of the society, upon which continued economic well-being and social development depends on, and Information and Communication Technologies(ICTs) are in the mainstream of these developments. ICTs are the means for providing an access to the continuous learning which is necessary for successful participation in the society and development of all social groups of the population. ICTs have in fact become a critical tool for professional training; the sooner learners know how to use ICTs, the easier they can find their way to capture the newest methods of data acquisition and transformation to knowledge. The level of technological development is used as an indicator not only of the economic power and standard of living of a country, but also of the place and role of this country in the global community. Tinio (2002) in his article “ICT in Education: UN Development Programme” has stated the potentials of ICTs in increasing access and improving relevance and quality of education in developing countries. D. M. Watson (2001) describes that, ICTs have revolutionized the way people work today and are now transforming education systems. As a result, if schools trainchildren in yesterday’s skills andtechnologies they may not be effective andfit in tomorrow’s world. This is a sufficientreason for ICTs to win global recognitionand attention. ICTs aredependable tools in facilitating theattainment of one of the MillenniumDevelopment Goals (MDGs), which isachievement of universal primaryeducation by the year 2015. Kofi Anan, theformer United Nations Secretary General,pointed out that in order to attain the goal ofUniversal Primary Education by the year2015; we must ensure that information andcommunication technologies (ICTs) unlockthe door of education systems. Thusthis directs our attention towards the growing demand and the progressively more important place which (ICTs) has received in education. The Benefits of ICT use in Education The uses of ICT is making major differences in the learning of students and teaching approaches. Several studies revealed that students using ICT facilities mostly show higher learning gains than those who do not use. For instance, J. A. Kulik’s (1994) findings indicated that primary school students who used tutorial software in reading scored significantly higher on reading scores. It has been put up by M. Volman (2005), that there is a common belief about the use of ICTs in education as a contributor to a more constructivist learning and an increase in activity and greater responsibility of students. He further stressed that the gradual progress in using computers changes from learning about computers, to learning computers, and finally to learning with computers. Limitations of ICT use in Education ICT which simplifiesand facilitates human activities is not onlyadvantageous in many respects, but alsohas many limitations. Although teachers’ attitudetowards use of these technologies is vital,many observations have revealed that teachers donot have clarity about how far technologycan be a beneficial for the facilitation andenhancement of learning. Teachers’ resistance and lack of enthusiasmto use ICT in education may be one of the first limitations common in our Naga society.Furthermore, many teachers may not even havethe required IT skills and feels uncomfortable. Therefore unless teachers develop somebasic skills and willingness to experimentwith students, ICT use in education will remain adisadvantage to our society. On the other hand, the limitation of ICTuse in education is related to students’ behaviour as well. A student tends to misuse the technology forleisure time activities and thus have less time tolearn and study. A. B. Yousef and M. Dahmani(2008) in their article “The Economics of E- Learning: The Impact of ICT on Student Performance in Higher Education: Direct Effects, Indirect Effects and Organizational Change” described online gaming, use offace book, chat rooms, and othercommunication channels as perceiveddrawbacks of ICT use in education,because, students easily switch to thesesites at the expense of their study. Therefore, the impact of availabilityof ICT on student learning stronglydepends on its specific uses. AhmeDAbAD, August 25 (pti): In a mega show of strength for their demand of inclusion in OBC category for reservation, the Patel community today warned that if they are not made eligible for quota, the BJP government in Gujarat will face consequences in 2017 polls. After the rally, the Patel community’s young leader Hardik Patel, who is spearheading the agitation, said he will sit on a hunger strike at the venue till the Chief Minister (Anandiben Patel) does not come to take a memorandum from them. The numerically and economically strong Patel community of Gujarat converged here in large numbers to take part in the rally, which brought the city to a grinding halt. The ‘Maha Kranti’ rally comes after a month-long agitation by the Patel community for their demand of reservation. “If you do not give our right (reservation), we will snatch it. Whoever will talk of interest of Patels will rule over Patels,” Hardik told the gathering. “In 1985, we had uprooted Congress from Gu-

Soldier killed in Pakistan firing, gunfight on near LoC sriNAgAr, August 25 (iANs): In its first major violation of the border ceasefire after cancellation of the NSA level talks, Pakistan Army on Tuesday resorted to unprovoked firing on the Line of Control (LoC) in Jammu and Kashmir, killing an Indian soldier, officials said. "Pakistan army resorted to unprovoked firing at Indian Army's Badal post on the LoC in Nowgam (Kupwara) sector today (on Tuesday). A soldier of the Kumaon Regiment was killed. Indian army effectively retaliated to the Pakistan firing," a senior police officer told IANS here. Pakistan had also violated the ceasefire a day after the NSA level talks were called off, in Balakote sector in Poonch district. Meanwhile, a gunfight between security forces and militants was on in Lasipora forest area near the LoC in north Kashmir's Uri sector, officials said. This ensued as army and special operations group (SOG) of the state police rushed to the area, following information from some shepherds who had complained to police that some gunmen had snatched their mobile phones and identity cards there.

Agitation turns violent; clashes in Ahmedabad The agitation of Patel community seeking reservation under OBC quota turned violent on Tuesday with clashes being reported in various parts of the city as police resorted to baton-charging and lobbed teargas shells to control the situation, officials said. Clashes between Patel community members and local residents were reported in Vadaj, Vastrapur, Nikol and Paldi areas when they tried to enforce a bandh called by their community leader Hardik Patel after their mega rally. In Vadaj area, when groups of Patel community members on scooters and bikes tried to enforce the bandh, local residents of Dalit community resisted which resulted in clashes and stone-pelting between the two communities, police said. "Police lobbed a teargas shell and also batoncharged crowd when two groups of Patels and dalits clashed with each other," city control room's police inspector D R Dhamal said. The protesters of Patel community allegedly van-
dalised shops and buses in the area near Vadaj Police chowk and later had a scuffle with Dalit community members, Dhamal said. According to another police official, several clashes were reported in Vastrapur, Paldi and Nikol areas of the city after protesters from Patel community used force to shut down shops. Large groups of Patel community youths went around on various roads of the city on their two-wheelers wielding sticks to enforce the bandh. Reacting to the protest's violent turn, Hardik Patel, the convener of Patidar Anamat Andolan Samiti who is spearheading the agitation, said the police wrongfully beat up protesters and threatened that the government would face worst result. "The police have done wrong by beating protesters of the Patel community in Paldi and Mansi cross road in Vastrapur," he said. "They were taking out rally peacefully, when the police resorted to lathicharge. The government should now be ready to face the worst result," he warned.

wAshiNgtoN, August 25 (iANs): Expressing disappointment over the cancellation of NSA-level talks between India and Pakistan, the US has said it would just encourage the two countries to resume a formal dialogue soon. "We were encouraged by the early constructive interaction between the leaders of India and Pakistan earlier this year," in Russia, State Department spokesman John Kirby told reporters Monday. "We're disappointed that the talks didn't happen," he said. "We just encourage India and Pakistan to resume a formal dialogue soon." Scheduled talks between National Security Advisers Sartaj Aziz of Pakistan and Ajit Doval of India were called off over Islamabad's insistence on raising Kashmir and meeting Pakistani separatist leaders instead of focusing on terrorism as India wanted.
"As we've said, the issues are important; we recognize that. The tensions in the region are significant; we recognize that," Kitby said. "And we believe it's important for leaders of both countries to resume this dialogue and discussion and to try to come to some resolution," he said. Asked about the possibility of talks between Secretary of State John Kerry and his Indian and Pakistani counterparts during the UN General Assembly session next month, Kirby declined to give a definitive answer. "I think you can expect that his dance card will be pretty full," he said. "He'll have a very ambitious agenda of meetings and discussions." The US "position about terrorism and the threat that it continues to pose around the world remains the same," Kirby said. "And the United States will stay committed to countering violent ex-
tremism using all the elements of national power and international cooperation that we can." Asked if the US saw a role for itself in resolving issues between India and Pakistan, Kirby said the US position on tension in Kashmir "has not changed, that this is an issue that India and Pakistan need to resolve." "When it comes to countering terrorism around the world, obviously the United States plays a role and we want everybody to play a role in that." "But when you're asking me about these particular tensions, we're disappointed that the talks didn't occur and we would like to see them resume. New Delhi, August 25 (pti): The Muslim community has registered a moderate 0.8% growth to touch 17.22 crore in the 10 year period between 2001 and 2011, up from 13.8 crore, while Hindus population showed a decline by 0.7% at 96.63 crore during the period, according to the latest census data on religion. While the census figure on religion was released today, more than four years after compilation of the data, the caste data is yet to be made public. The data on socio economic status of the population was released on July 3. As per the religious census data of 2011, released by the Registrar General and Census Commissioner today, the total population in the country in 2011 was 121.09 crore. Hindu population is 96.63 crores (79.8%); Muslim 17.22 crores (14.2 per cent); Christian 2.78 crores (2.3%); Sikh 2.08 crores (1.7 per cent); Buddhist 0.84 crores (0.7%); Jain 0.45 crores (0.4 per cent), Other religions and persuasions (ORP) 0.79 crores (0.7%t) and religion not stated 0.29 crores (0.2%). The proportion of Muslim population to total population has increased by 0.8 percentage point (PP) in 2011, the census data said. The proportion of Hindu population to total population in 2011 has declined by 0.7 PP; the proportion of Sikh population has declined by 0.2 PP and the Buddhist population has declined by 0.1 PP during the decade 2001-2011. There has been no significant change in the proportion of Christians and Jains. As per 2001 census, India's total population was 102 crores of which Hindu population comprised of 82.75 crore (80.45%) and Muslims were 13.8 crore (13.4%). The growth rate of population in the decade 2001-2011 was 17.7 per cent. The growth rate of population of the different religious communities in the same period was as Hindus: 16.8%; Muslim: 24.6%; Christian: 15.5%; Sikh: 8.4%; Buddhist: 6.1% and Jain: 5.4%. The distribution is total population by six major religious communities namely, Hindu, Muslim, Christian, Sikh, Buddhist, Jain besides 'Other Religions and Persuasions' and 'Religion not stated'.

loNDoN, August 25 (pti): Almost 47 million people are living with dementia around the world today, with 4.1 million of them in India, according to a new report which also found that nearly half of all people with dementia globally will live in Asia by 2050. The World Alzheimer Report 2015 led by King's College London found that there are currently around 46.8 million people living with dementia around the world, with numbers projected to nearly double every 20 years, increasing to 74.7 million by 2030 and 131.5 million by 2050. Researchers also found that there are more than 9.9 million new cases of dementia each year worldwide, implying one new case every 3.2 seconds. The report showed that in 2015, East Asia is the world region with the most people living with dementia (9.8 million), followed by Western Europe (7.4 million). These regions are closely followed by South Asia with 5.1 million and North America with 4.8 million. At the country level, 10 countries are home to over a million people with dementia in 2015: China (9.5 million), US (4.2 million), India (4.1 million), Japan (3.1 million), Brazil (1.6 million), Germany (1.6 million), Russia (1.3 million), Italy (1.2 million), Indonesia (1.2 million) and France (1.2 million). The estimates are based on new research led by Professor Martin Prince from King's College London's Global Observatory for Ageing and Dementia Care. The new findings take into account both the growing numbers of older people and new and better evidence on the number of people living with dementia, and costs incurred. According to the report, the current annual societal and economic cost of dementia is USD 818 billion, and it is expected to become a trillion dollar disease in just three years' time. The findings show that the cost of dementia has increased by 35% since the 2010 World Alzheimer Report estimate of USD 604 billion. The report said that 58% of all people living with dementia today reside in low and middle income countries (LMICs), a proportion that is anticipated to rise to 68% by 2050, driven mainly by population growth and an ageing global population. It is also expected that by 2050, nearly half of all people with dementia globally will live in Asia. "The rising global cost of dementia will pose serious challenges to health and social care systems all around the world," said Marc Wortmann, Executive Director of Alzheimer's Disease International (ADI).
How India can cut short-term carbon emissions 70 percent New Delhi, August 25 (iANs/iNDiAspeND): As India works on its voluntary commitments to reducing its greenhouse gas (GHG) emissions, Indian experts have explained how the country could cut its carbon emissions from shortlived climate pollutants by nearly three-fourths using low-cost methods and, in the process, transform the lives of the poor. The US, EU and China are among the major countries which have declared their commitments; the global community is waiting to see what India does. India has already indicated that it is going to take minimalist steps as regards its "Intended Nationally Determined Contributions" or INDCs (as they are known in UN negotiations), as Environment Minister Prakash Javadekar said. India will take a further cut
on its emission intensity the amount of energy used to produce a unit of GDP - from 20-25percent on 2005 levels to around 35-40 percent. To an extent, the current science on climate change justifies this policy, as speakers observed at the sixth annual climate conference, organised by the Tata Institute of Social Sciences (TISS) in Mumbai, on equity in the forthcoming UN climate summit in Paris this November. TISS has developed a "carbon budget" for both industrial and developing countries, which provides a clear glimpse of what each is entitled to emit in an equitable framework. The total amount of emissions from the start of the industrial revolution in 1850 till 2100 is 641 gigatonnes of carbon equivalent (GtC, 1 Gigatonne = 1 billion tonnes),
according to Tejal Kanitkar of the Centre for Climate Change at TISS. If the world’s climate is not to spin out of control when mean temperatures rise by two degrees Celsius above 1850 levels, there is a total budget of 270 GtC till 2100, as against 371 GtC already emitted from that baseline till 2011. Developing counties have only “spent” 97 GtC out of the 371 GtC so far. Industrial countries have only 50 GtC to spend till 2100, while developing nations have 220 GtC left. However, based on their INDCs made so far before Paris, rich countries will already exceed this budget by 2030 alone. But if they cut their emissions steeply, their development plans will go awry, what Kanitkar terms a “lose-lose situation”. India’s energy options: What greater efficiency could do While holding industrial countries responsible for putting the world’s climate - and consequently development - back in order, Kanitkar also believes there are tangible, quantifiable trade-offs in undertaking mitigation actions domestically. “We can’t be cavalier about it - lots of homework is needed,” she says. This can be taken fur-
ther by examining India’s energy options. An aggressive pursuit of efficiency can be a win-win situation, according to Ashok Sreenivas of Prayas, a Pune NGO working largely on energy. The potential value of saving electricity from appliances is Rs 2.50/kWh (per kilowatt hour, a unit of electricity). Buildings can be better designed. Improvements can be made in industrial processes, vehicle technology and agricultural pumps. This requires imposition of standards, such as those introduced by the Bureau of Energy Efficiency. There can be incentives and penalties. This will also create a market for energy-efficient processes and products. Transport accounts for a tenth of India’s GHG emissions. There could be a shift from road to rail across
the nation, greater use of public and non-motorized transport in cities and better spatial planning. These options will not only reduce GHG emissions but also reduce costs, improve mobility (and hence access to education, jobs and the like), reduce imports and, not least, improve air quality. How helping the poor could help India As many as 800 million households have to make do with poor cooking fuels - a form of energy which is even more vital than electricity. This is both domestically polluting and damaging to the climate. It also has severe health impacts, Prayas points out. As many as 1.5 million people die prematurely due to household air pollution. It causes 25 million disability-adjusted life years or DALYs - a measure of
overall disease burden, expressed as the number of years lost due to ill-health or early death. Women and young children are most affected in rural homes, while housewives and girls fetch most of the fuel. The suspended particulate matter and soot generated by inefficient chulhas or cook stoves form a controversial meteorological phenomenon known as the Asian Brown Cloud. These also get deposited on the highest reaches of the Himalaya and the black particles on the snow absorb more heat, causing it to melt. Apart from the switch to more efficient chulhas, there is a clear development case for rapid uptake of clean, modern fuels like liquefied petroleum gas (LPG), electricity and biogas, Prayas believes. There are technologies
to switch to more efficient brick kilns, designing them in zigzag lines, rather than a conventional trench. At present only 2% of the country’s kilns employ this process and this, once again, calls for a policy prescription. Bricks can also be fashioned from fly ash, waste from coal-fired power stations, without firing them. Only 12% of the nation’s fly ash is currently used for this purpose. As speakers at the TISS conference emphasised, while India has to demand greater contributions by industrial countries at Paris, along with funds and technologies for developing countries to mitigate catastrophic climate change, India can voluntarily cut its emissions with such lowcost methods, which are entirely in its enlightened self-interest and vital to its development progress.

North, South Korea reach agreement to ease tensions SEOUL, AUgUSt 25 (REUtERS): North and South Korea agreed early on Tuesday to end a military standoff that sparked an exchange of artillery fire and had ratcheted up tension on one of the world’s most heavily-fortified borders. Under an accord reached in the early hours, following more than two days of talks, North Korea expressed regret over the recent wounding of South Korean soldiers in landmine blasts and Seoul agreed to halt anti-Pyongyang propaganda broadcasts. North Korea also agreed to end the “semi” state of war it had declared. The two sides will hold followup talks to discuss a range of issues on improving ties, the joint statement said. Both sides began rolling back heightened military postures at noon (0300 GMT), Seoul’s defence ministry said. “It is very meaningful that from this meeting North Korea apologised for the landmine provocation and promised to work to prevent the recurrence of such events and ease tensions,” said Kim Kwan-jin, national security adviser to South Korean President

sides had halted in 2004. The standoff reached a crisis point on Thursday when the North fired four shells into the South, according to Seoul, which responded with a barrage of artillery fire. Pyongyang then made its ultimatum that Seoul halt the broadcasts by Saturday afternoon or face military action, but on that day the two sides agreed to hold talks between top level aides to the leaders of the two countries. Even as talks were proceeding, North Korea deployed twice the usual artillery strength at the border and had around 50 submarines away from base, the South’s defence ministry said. South Korea had also increased its military readiness. Washington and the United Nations welcomed the agreement, as did Beijing, Pyongyang’s main ally. “We’re going to judge the North by its actions,” U.S. State Department spokesman John Kirby told a briefing. “It was a very tense several days.” North Korea is under U.N. and U.S. sanctions because of repeated nuclear and missile tests, moves that Pyongyang sees as an attack on its sovereign right to defend itself.

Broken security cameras along the chief suspect’s getaway route and a lack of sophisticated equipment has hampered the investigation into the Aug. 17 blast that killed 20 people, more than half of them foreigners. On Monday police said the trail had gone cold in the hunt for the bomber, and they were unsure if the main suspect was still in Thailand. The main evidence police have for the blast at the Hindu Erawan Shrine popular with Asian tourists is grainy security camera footage. The footage shows a man with a yellow shirt and dark hair removing a backpack after entering the packed shrine and calmly walking away from the scene before the explosion. The suspect is seen taking a motorcycle taxi from the shrine, and a short time later is believed to switch to a taxi car. The driver of the car, who spoke to reporters before being interviewed by police, said he picked up a man who “spoke Thai with a foreign accent” and looked foreign, a description that matches a police warrant circulated last week. He drove the man from Rama IV road, a main thoroughfare in Bangkok’s central business district, and dropped him off near Hua Lamphong station, the city’s main train station. “He spoke Thai but spoke with a foreign accent. I don’t think he was Thai. He was the same man as in the clip,” said the driver, who asked that his identity be withheld over fears for his safety. Police on Tuesday said the search for those behind the attack, which took place less than 300 metres from the national police headquarters, has narrowed, as they come under increasing public pressure to catch perpetrators. Police spokesman Prawut Thawornsiri said police have “cut out a lot of suspects” but that he still could not confirm the nationality of the man seen in video footage. “We have cut out a lot of suspects. Let’s say there were 200 suspects, we’ve cut that down to around half,” Prawut told Reuters, without giving further details.
Papua New Guinea warns of worst drought in 20 yrs SYDNEY, AUgUSt 25 (REUtERS): An intensifying El Nino may bring the worst drought in 20 years to Papua New Guinea, the country’s prime minister said, raising fears that production of the country’s critical agricultural commodities may drop. Dry weather has gripped much of Papua New Guinea in recent months, while frosts in the last fortnight in the country’s highland regions have destroyed vital food supplies, the government said late on Monday. The El Nino is typically linked to dryness and frosts are often an early symptom of the phenomenon, weather experts say. Prime Minister Peter O’Neill warned of an escalation of unfavourable conditions across the rest of Papua New Guinea as the El Nino strengthens over the next few months. “This drought has the potential to be worse than 1997 and 1998,” he said. A state of emergency has already been declared in Enga and Southern highlands provinces in Papua New Guinea. The highland provinces of Papua New Guinea are a key coffee producing region, one of the country’s few commodities that are exported. Papua New Guinea accounts for approximately 1 percent of global coffee supplies, the World Bank Estimates. Aid workers said it was too early to assess the damage to the country’s coffee industry, but added that Papua New Guinea would face a potential humanitarian emergency if O’Neil’s assessment comes to pass. “Everyone has their own garden and they rely very heavily on it for food. If their gardens are destroyed by frost or it becomes very dry because of a lack of water then there could be a significant proportion of the population in food stress,” said Blossum Gilmour, CARE Papua New Guinea’s assistant country director. Senior General Min Aung Hlaing said that the main concern of the armed forces, known as the Tatmadaw, is that the vote is carried out fairly and that the result is respected by
everyone - even if Aung San Suu Kyi’s National League for Democracy (NLD) wins a majority. “We wouldn’t mind even if the NLD won in the next general election, as long as it is free and fair,” he told members of the Myanmar’s Interim Press Council, a media support group, during a meeting on Monday. “The Tatmadaw’s desire is to see the upcoming elections be held free and fair. We will approve and sup-
port the results announced by the Union Election Commission.” Myanmar’s recent elections have been plagued by military interference. In 1997 the NLD won in a landslide but the vote was not recognized by the military. The 2010 ballot was widely seen as rigged and boycotted by the NLD. Myanmar’s military ceded power to a quasi-civilian government in 2011, ending 49 years of military rule but the military still
looms large in the country’s political arena. A quarter of all of the country’s parliamentary seats are reserved for unelected military officers. Changes to Myanmar’s 2008 military-drafted constitution require at least 75 percent of support from lawmakers, giving the military an effective veto power over changes to the charter. NEW YORK, AUgUSt 25 (IANS): Researchers have discovered a new electrical mechanism that can control the molecular switches connected to growth of cancer cells. The findings could lead to new treatments for some of the most lethal types of cancer including pancreatic, colon and lung, which are characterised by uncontrolled cell growth. The molecular switches regulating human cell growth do a great job of replacing cells that die during the course of a lifetime. But when they misfire, life-threatening cancers can occur. The research focused on a molecular switch called K-Ras. Mutated versions of K-Ras are found in a number of cancers and these mutations lock the K-Ras switch in the on position.
“When K-Ras is locked in the on position, it drives cell division, which leads to the production of a cancer,” said the study’s senior author John Hancock from The University of Texas Health Science Centre at Houston (UTHealth) in the US. “We have identified a completely new molecular mechanism that further enhances the activity of K-Ras,” Hancock said. The study focused on the tiny electrical charges that all cells carry. “Our results may finally account for a long-standing but unexplained observation that many cancer cells actively try to reduce their electrical charge,” first author of the study Yong Zhou, assistant professor of integrative biology and pharmacology at UTHealth Medical School, said.

HIT BY DEBRIS Wilson's car had careened out of control and into a wall after he was hit by a large piece of debris from the car of Sage Karam at Pocono Raceway in Long Pond, Pennsylvania. Karam, 20, was leading the penultimate race in the IndyCar Series when his car spun out on lap 179 of the 200-lap race, and smacked the outside wall, sending pieces of the car airborne. He was taken to the same hospital as Wilson with heel and wrist injuries but was released on Sunday. Karam will be re-evaluated before being cleared to drive, IndyCar officials said. "I can't find the proper words to describe the pain and sympathy I feel for Justin and his family," Karam said in a statement on Twitter, followed by the hashtag #RIPJustin. Naga Peace Accord and Politics of Silence possibilities for a city
W
hy Silent? Despite many resenting speeches and statements made by neighbouring communities, intellectuals and heavy weight politicians in relation to the recently signed Naga Peace Accord or Framework Agreement, the apex Naga bodies (like Naga Hoho, UNC, & NSCNIM) did not give any direct counter statement or rejoinder but kept silent for the reason best known to our leaders. The reason could be that the Naga leaders feel it unworthy because the talk is at the highest level or that the time has not yet come to give rejoinder. Or the silence could be due to failures of many agreements and accords signed in the past. Anyway, as much as the anxiety of the neighbouring communities, the Naga public also wait with enthusiasm and restlessness to see the next course of action to be taken up by Naga leaders. Although the Framework Agreement of 3rd August 2015 has kept everyone in perplexed state, it is hoped that the content of Agreement is according to the time and situation which meets the aspiration of present Naga nation and neighbouring communities. Urgency of Intervening Time: The signed Framework Agreement between the GOI and NSCN-IM has prompted many responses and suggestions from Naga intellectuals, civil societies, neighbouring non-Naga communities and government machineries which would be of great help in formulating the final agreement in desirable and acceptable manner to all. That itself spoke volume of the success of the Framework Agreement although the public has yet to see the content of it. By keeping silent on the content of the Framework Agreement, the GOI and NSCN-IM has provided to public a wide space and time to raise their voice, share their opinion and debate on what they think is best for Naga people and the neighbouring communities. The concerned parties (NSCN-IM & GOI) have kept aside sufficient time between the already signed Naga Peace Accord and the yet-to-come final agreement. The extent of success or failure of this consultation will immensely determine the nature of and time required to reach the final agreement. Hence
this ‘intervening time’ is decisive and challenging period for NSCN-IM and other Naga apex bodies to consult with various sections of Naga people and neighbouring communities. Importance of Building Confidence: With the signed Framework Agreement, one of the crucial tasks that lies ahead before inking final agreement is building confidence amongst the Naga public as well as the neighbouring communities (the Meiteis, the Assamese and the Arunachalese). For many years, the rights and aspiration of Naga people have been kept unfulfilled due to lack of confident building measure among various communities in the region. The fear and apprehension of some of the NPGs and neighbouring communities that had been expressed through media needs to be taken into consideration seriously. In the meantime, one can only hope that the wisdom of collective NSCN leaders and negotiating team of India will bring out the best solution for all the affecting communities in the region. Therefore, during the on-going consultation meetings between the Naga public and NSCN-IM, the discussion should not limit to the agenda of Naga political solution but thrust can be towards empowering Naga individuals, civil society and state machineries to actively employ all the available resources in building confidence and trust among the neighbouring communities. As long as there is ‘trust deficit’ among the various communities, the amicable and final solution to the protracted Naga political issue will be delayed. Benefits of Neighbouring Communities: Our neighbouring communities need not be frightened by whatever solution the Nagas are going to settle soon with GOI. They (especially the Meiteis) always say that the Nagas and Meiteis are brothers and sisters. There is no logic in showing sign of resentment when a brother or a sister is going to be more prosperous, develop and grow. They should be happy and supportive to the cause and wellbeing of the Naga people. The same yardstick applies to the brothers and sisters of Assamese and Arunachalese because the Naga people will be able to develop themselves and help them too. If 80%
per cent of geographical territory of Manipur and some districts of Assam and Arunachal came under the purview of Indo-Naga talk, then one can, in a positive way, think that large territory of NEI will be developed. For the greater common good and interest of the region, the intellectuals of the neighbouring communities (kukis, Meiteis, assamese or arunachalese) need to find ways and means to negotiate for link/understanding with the emerging structures of Naga nation. Once the Naga people attained their rights to self-determination, the whole North East region will reap the fruit of peace and development which until now remained as one of the most undeveloped region of India. Gradually the Naga nation can help the neighbouring communities like the Meiteis who want to implement of ILP or get tribal status or get certain autonomy according to their historical rights. The aspiration of the whole people of NEI cannot be solved all-at-once due to various reasons. Hence, what is important right now is not the opposition to the Indo-Naga peace talk but to support with creative suggestion to enable the Naga people to get their historical rights from India and the dividend of it can be shared by neighbouring communities. What Naga Public Should Do? As for the Naga public and especially the various Naga Political Groups, it is high time to seriously weigh the viability of full independence or sovereignty and sustainability of the Naga people in modern world. Also the Naga public should realise that any agreement reached between two parties cannot satisfy 100 per cent to every individual or tribe or nation. With strong government at the Centre, the Prime Minister and interlocutor giving full interest in settling the Naga issue, God might have answered the prayers of thousand believers who longed to see peace and freedom in our land. Naga churches must stand up and help in the process of reconciliation and confidence building measures among various tribes, NPGs and neighbouring communities. Now is the right time to help the engaging parties in Indo-Naga talk to hammer out the best deal. The collapse of present talk
may lead to endless and meaningless talk for many years leading to loss of many precious lives and bring untold hardship to common people in the name of freedom movement. Suggestion: The immediate need of the hour is to start identifying clearly all the Naga-inhabited areas of the neighbouring states of Nagaland and brought them under the Sixth Schedule (desirably with more autonomy) and form district autonomous councils or regional councils in which the Naga Hoho (or any other such competent Organization/parliament) would have a say in their running. The emerging structures could then negotiate their linkages with the present state of Nagaland (such as extension of article 371 (A) or with more autonomy to all Naga inhabited areas). This will consolidate the identity of the Naga people presently outside Nagaland. The Naga Hoho (representatives of all Naga tribes from Assam, Manipur, Arunachal, Nagaland & Myanmar) can then introduce common form of administration in all Naga inhabited areas by establishing indigenous form of governance. Territorial integrity of various states would thus be preserved but the Naga communities would be united emotionally and would be self-governing within the existing states. Peace and social security can thus be achieved. Economy and natural resources can be protected and enhanced. Nagas will be politically empowered to a great extent but without disturbing other communities. Cultural identity and uniqueness of Naga history can be maintained. Lastly, the present peace accord between the NSCN-IM and GOI will not be an end but will usher the Naga into a new chapter of its freedom movement wherein the responsibility of Naga Political Groups (Underground Groups) will be shifted to civil based organisation to pursue and achieve the full right of self-determination of the Nagas. Still not back at his best after the knee injury that cost him his chance to defend the world title in 2013, the 26-year-old kicked for home at the end of the back straight and held on to win gold in one minute 45.84 seconds. The strain of the last 50 metres was clear on his face as he held off Pole Adam Kszczot and there were no huge smiles from the quietly-spoken world record holder after crossing the line, just a single finger raised to the sky in celebration. After being exposed by faster finishers a few times since his return from the injury, Rudisha raced out to the front and tried to control the pace. Kenyan Bett takes surprise 400 metres hurdles gold
