CAN concerned by ‘continual disrespect’ KOHIMA, AUGUST 27 (MExN): The Catholic Association of Nagaland (CAN) today expressed deep “discontent” for the “continual disrespect meted out to the organization by the people involved in Naga peace talk.” A press note from the CAN lamented that it is “always ignored and left out during every public consultation meet, especially with RN Ravi, Interlocutor for Naga peace talk.” It asserted that the restoration Naga honour and dignity “entails a lot more dedication and committed hard work.” “Therefore, having a selective consultation with few public organizations of Nagas, leaving out some of the crucial organisations like the Church body would never be an inclusive settlement. The perpetual ignorance given to the Catholic Association of Nagaland (CAN) when it comes to Naga peace talk by the concerned people involved in the talk is the proven external sign of insincerity by design,” it added. The CAN urged that it be given recognition which is due to the organization.

Kohima to be developed as ‘smart city’ Six North East cities listed among a select 98

DIMAPUR, AUGUST 27 (MExN): Kohima, the capital of Nagaland state, has been officially listed as one of the cities to be developed as a smart city. Kohima is among 98 other cities, a list of which was released by the Government of India today. Six states from the North East have been chosen for the project. They include Guwahati, Kohima, Imphal, Aizawl, Shillong and Agartala. Minister of Urban Development M Venkaiah Naidu observed that 65 small and medium towns and cities making to the list of smart city aspirants is a welcome feature since making them smart would lay good foundation for better urban management when they further expand. With the selection of almost all the cities under the Smart Cities Mission, all the selected cities will have to prepare city level Smart City Plans

and these will be evaluated in the second stage of competition based on a broad set of criteria to pick up the top scoring 20 cities for financing during this financial year. Funds may be released to these 20 cities by the end of this year, he said. Others will be asked to improve upon the identified deficiencies before participating in the next two rounds of competition. Those cities to be selected in the second stage of competition would be provided with central assistance of Rs.200 cr in the first year followed by Rs.100 cr each year during the next three years, the Minister informed. Elaborating on the concept of Smart City, Naidu said: “A smart city would ensue core infrastructure needed for decent living in urban areas. We are not aiming at making our urban landscape look fanciful

and flashy. The prime objective is to enhance the quality of urban life by addressing deficiencies in core infrastructure. Expectations in various quarters may be high but the Mission is very practical and realistic in its intentions and objectives.” Naidu stated that making smart cities is a challenging task and States and urban local bodies have to rise to the challenge. He said that the Central Government has undertaken measures to empower them to meet the challenge through substantially enhanced central assistance and decentralizing decision making besides assisting in capacity building of urban local bodies. He informed that as against the central assistance of only Rs.36,000 cr during the 10 years of JNNURM, centre would provide about Rs.3.00 lakh crored under various new urban initiatives.

Thunderstorm causes power outage Morung Express News Dimapur | August 27

Wednesday night’s heavy rains accompanied by lightning resulted in power outage, disrupting supply in several pockets of Dimapur for almost half the day on August 27. At least three major feeders (power lines) emanating from Burma Camp and Metha Sub-station were affected during the night by lightning and rising floodwaters. According to a power department official, a portion of a line from Metha Substation was affected by flood at Dhobinal-

la forcing a shutdown of the transmission line, while damage to ‘lightning arrestors’ during the storm forced shutdown of two other feeders. As a result, supply to Golaghat Road and Eros Lane area, which draws from Burma Camp, was stopped. Supply to Marwari Patti, Nyamo Lotha Road, Dhobinalla, Clock Tower area and localities adjoining Circular Road, which draws from Metha Sub-station, were also disrupted. The official said that the damage to “arrestors” was rectified by afternoon, while the line affected by floodwaters was activated after the water levels subsided.

rampant Ar raids into national workers’ residence must stop, asserts GPrn/nscn DIMAPUR, AUGUST 27 (MExN): The GPRN/NSCN today informed that personnel of the 32 Assam Rifles (AR) raided the house of its Deputy Secretary, Tokato Achumi on August 25 at 3:00am in the morning. A press note from the MIP of the GPRN/NSCN alleged that during the raid, the AR personnel “harassed” Tokato’s father “by toppling everything in his room, leaving his siblings sleepless and tortured mentally.” It further stated that the AR “did not find any object or documents incriminating or that would prove Tokato of crime or anything as such.” The raid, it lamented, only resulted in “mental and emotional harassment to him and his family.” Further on August 27, the 32 AR raided the residence of Colonel Kiyehe Yeptho, who is at present out of town undergoing medical treatment, informed the GPRN/ NSCN. “Even after his wife begged the army that her husband was not at home or in town, they harassed her and her young kids,” the GPRN/NSC said. It added that the

AR left “finding nothing even after searching every nook and corner of the house,” and that Col Yeptho’s wife and children were left “scared, helpless and insecure.” “The reason is not yet known for the raids, but this certainly has put doubts on the minds of the GPRN/NSCN and its members as to why the frequent frisking and taking away of our members have been taking place without proof and evidences on the involvement of activities unfavourable to the so called law-keepers,” it said. The GPRN/NSCN said the incidents as “mental and physical harassment meted out to their family members cannot just be left ignored.” It further stated “it is of a vital issue such rampant raids to the national workers’ residences be stopped.” The GPRN/NSCN emphasized the need for the Ceasefire Ground Rules be thoroughly studied and implemented by all parties, so as to avoid any “untold mishaps that may happen during ignorant raids in the middle of the night and wee hours of the morning.”

Inclusiveness of all Naga Political Groups in the final solution of the Framework Agreement was the dominant voice chorused by all section of Naga civil societies and NGOs to Interlocutor for Naga peace talks, RN Ravi in Kohima. RN Ravi on Thursday held meetings with Eastern Nagaland Peoples’ Organization (ENPO); Eastern Nagaland Women Organization (ENWO), Eastern Naga Students’ Federation (ENSF) Naga Mothers Association, Forum for Naga Reconciliation (FNR) and the Nagaland Baptist Church Council (NBCC). The Interlocutor, at the meetings, explained on the salient features of the August 3 Framework Agreement signed between NSCN (IM) and the Government of India. The six member team of the Eastern Nagaland Peoples’ Organization (ENPO) in their interaction with Ravi raised concern that if all the other Naga political groups are not taken onboard in the final settlement, there would be difficulty in finding a lasting and permanent solution. The delegation also highlighted the grievances of the people of Eastern Nagaland and their demand for a separate statehood. “We told Ravi that the interest of the Eastern Nagas should be safeguarded. We are lagging behind in every field. In order to reach at par with the rest of the Naga people, the Government of India should seriously look onto our grievances,” ENPO vice president Kekongchim Yimchungrü told The Morung Express. Ravi reportedly told the

delegation that whatever the demand of the ENPO may be, it should be taken up in a democratic manner. The Interlocutor also responded that he was trying to consult all the other Naga political groups. In the same vein, Eastern Nagaland Women Organization (ENWO), while voicing support on the August 3 Framework Agreement told Ravi that the final solution should be acceptable to all the Nagas and there must also be political consensus from all the Naga political groups. Otherwise, the nine women delegation led by its president Birila Tokiu expressed, “Instead of peace, there would be conflict and differences which would ultimately lead to violence and bloodshed.” The women organization also appealed the Government of India (GoI) to make all efforts to bring NSCN (K) back into ceasefire while stating that “GoI should play the role of a good father and bring back the estranged child into his fold.” Further, voicing concern on the excessiveness of Indian security forces, ENWO told Ravi that the GoI must ensure that security forces exercise utmost restraint while discharging their duties in all the length and breadth of Nagaland. Calling for gender equality, the Naga Mothers’ Association (NMA) told Ravi that there must

be involvement of women in the framing of any solution concerning the Nagas. NMA president Abei-u Meru said the mothers also stood for inclusiveness, irrespective of any Naga political groups. Forum for Naga Reconciliation (FNR) in their interaction with the interlocutor also maintained the same position - inclusiveness of all Naga political groups.

Did not meet Ravi to endorse Aug 3 agreement: NBCC

Meanwhile, Nagaland Baptist Church Council (NBCC) general secretary Rev Dr Zelhou Keyho maintained that the church leaders did not go to meet Interlocutor RN Ravi in order to endorse the August 3 Framework Agreement. “The Church should not enter into the business of endorsing this and that… We went to listen to him (Ravi) and tell him that the Church stands for reconciliation; truth, unity and peace,” Keyho informed. While appreciating the interlocutor for his honesty and sincerity and the willingness to listen to the position of the Church, Keyho said Ravi had a herculean task ahead and assured him of their prayers. “Peace is a beautiful thing, but I hope it will not lead to bloodshed,” the NBCC general secretary stated.

NLF to initiate public discussion

DIMAPUR, AUGUST 27 (MExN): The Nagaland Legislators’ Forum (NLF) held a consultative meet with RN Ravi, the Interlocutor for the Naga peace talks today and adopted a three point resolution. The NLF resolved that all elected members would reach out to their respective constituencies and initiate public discussion for an honorable and acceptable solution. It welcomed the Framework Agreement and ap-

pealed for all Nagas to contribute positively “towards the signing of the final accord.” It further resolved that the NLF delegations would visit Delhi to meet central leaders of various political parties in order to bring about a permanent solution to the Naga political issue. The Nagaland CM meanwhile expressed hope that the Naga political dialogue would be made inclusive if it is to result in permanent peace.

“I strongly feel that when agreements are made, it should be honoured and respected by both sides. This should also be the case for the Frame-work Agreement… and the detailed agreement that may be arrived at a later stage,” the CM said during his speech at the meeting. He further reminded that many provisions of the 16-Point Agreement of 1960 are yet to be fulfilled. The CM stated that provisions under Article 371A

regarding land and its resources “has not been honoured in letter and spirit by the Government of India.” The GoI, he said, is “trying to create problems in the implementation of the Nagaland Petroleum Rules & Regulations duly passed by the Nagaland Legislative Assembly.” Similarly, he lamented that provisions regarding restoration of transferred Naga reserve forests to Nagaland has not been followed up by the Central Government.

Life expectancy rises, but people live sicker for longer LONDON, AUGUST 27 (REUTERS): People around the world are living longer, but many are also living sicker lives for longer, according to a study of all major diseases and injuries in 188 countries. General health has improved worldwide, thanks to significant progress against infectious diseases such as HIV/AIDS and malaria in the past decade and gains in fighting maternal and child illnesses. But healthy life expectancy has not increased as much, so people are living more years with illness and disability, according to the analysis, published in The Lancet journal. “The world has made great progress in health, but now the challenge is to invest in finding more effective ways of preventing or treating the major causes of illness and disabil-

ity,” said Theo Vos, a professor at the Institute of Health Metrics and Evaluation at the University of Washington who led the analysis. The study’s main findings were that global life expectancy at birth for both sexes rose by 6.2 years -from 65.3 in 1990 to 71.5 in 2013. Healthy life expectancy at birth rose by 5.4 years -- from 56.9 in 1990 to 62.3 in 2013. Healthy life expectancy takes into account both mortality and the impact of non-fatal conditions and chronic illnesses like heart and lung diseases, diabetes and serious injuries. Those detract from quality of life and impose heavy cost and resources burdens. For most of the 188 countries studied, changes in healthy life expectancy between 1990 and 2013 were “significant and positive”,

the researchers said. But in many - among them Belize, Botswana and Syria - healthy life expectancy in 2013 was not much higher than in 1990. And in some, including South Africa, Paraguay, and Belarus, healthy life expectancy has dropped. In Lesotho and Swaziland, people born in 2013 could expect to live some 10 fewer healthy years than people born there 20 years earlier. The study also found stark differences between countries with the highest and lowest healthy life expectancies, and in the rates and direction of change. Nicaraguans and Cambodians have seen dramatic increases since 1990, of 14.7 and 13.9 years respectively. People in Botswana and Belize, however, saw declines of two and 1.3 years respectively.

Mizoram: Aizawl houses swept away, graves damaged by rain and landslide aizawl, august 27 (ENs): Heavy rainfall between Wednesday evening and pre-dawn Thursday in and around hilly Mizoram’s capital Aizawl wreaked havoc by causing landslides that blocked internal city roads at more than half a dozen locations. The landslides also damaged as many houses and dislodged, and in some cases swept away, about 160 graves in three graveyards within the city. National Highway 54, the state’s lifeline, has also been blocked in several places, including at Kawnpui town and on the outskirts of Aizawl where, besides a major landslide, about half the highway along a several metre stretch fell away. This created a major traffic bottleneck and necessitated a major diversion of both passenger vehicles and those ferrying goods.

Landslides have also blocked the state highway which links the rest of the state to eastern Champhai district, which hosts the

main route to Myanmar, in several places. Numerous vehicles plying the route from both directions have been strand-

ed along the 150 km stretch between Seling and Champhai towns, and authorities say clean-up operations will take at least 2 or 3 days.

Officials of the state’s Disaster Management and Rehabilitation department led by Minister Ngunlianchunga visited affected areas within the city Thursday, handing out silpaulin sheets (large waterproof sheets used to cover slopes) and giving monetary assistance to volunteers assisting personnel of the State Disaster Response Force and several police battalions in clean-up operations. The rains, which have been continuing almost unabated – sometimes not stopping for days at a time – since June have caused numerous landslides and flooding of rivers and streams across the state, causing damage and complicating transport routes. In some cases, several clusters of villages have been cut off while some habitations in low-lying areas have been partially submerged by flood-waters.

AMSU observes 'Hunger Marchers’ Day' Our Correspondent Imphal | August 27

The All Manipur Students’ Union (AMSU) today observed the 50th Hunger Marchers’ Day 2015 and fondly remembered the four students, including a girl, who were shot dead by security forces during a students’ uprising against artificial famine here on this momentous day, August 27, 1965. The formal function kicked-off by paying floral tribute at the memorial site of the student martyrs located in Pishum Chingamacha in Imphal West early in the morning. People from all walks of life joined the homage paying function. Oinam Nabakumar Singh Waikhom Nillamani Singh, Nongmeikapam Pramodini Devi and Laishram Chaobhan Singh, all from Imphal were among students protesting against the artificial famine created by the then Government. The protesters were brutally attacked and killed the four students by security forces inside the compound of the then Chief Commissioner of Manipur. Since then August 27, 1965, a letter day of Manipur is marked as Hunger Marchers’ Day (Chaklam Khongchat) every year by AMSU.

Participated by AMSU leaders and hundreds of students from different parts of the state, a rally was taken out to mark the occasion. The placards and banner holding demonstrators demanded immediate implementation of Inner Line Permit System (ILPS) in the state to regulate the unchecked influx of non-locals or migrants and to safeguard the interests of the indigenous people. They also demanded stringent punishment to all cops responsible for the death of Sapam Robinhood, a class 11 students. The 16-year-old student succumbed after police resorted to rubber bullets and tear gas canisters against a group of pro-LPS students here on July 8 last. To commemorate the August 27 event, a mammoth public meeting was later organised by AMSU at the Manipur College, Imphal Multipurpose Hall. Former AMSU president Leihaothabam Sharatchandra Singh, union president Sanasam Subhachandra, North East Students Organisation (NESO) secretary general Sinam Prakash and Associate Professor of Economics Department, Manipur College Lairenjam Gojendro were on the dais during the meet.

ChENNai, august 27 (iaNs): The foundation for India’s first fast reactor fuel reprocessing plant to be built at a cost of Rs.9,600 crore is expected to be laid in two months’ time at Kalpakkam in Tamil Nadu, a top official has said. “The soil excavation work for the fuel reprocessing plants is almost over as the rocky layer has been reached. In two months’ time, the foundation for the reprocessing plants would be laid,” P.R. Vasudeva Rao, director, Indira Gandhi Centre for Atomic Research (IGCAR) told IANS in an interview. Rao said the FRFCF will be the first of its kind plant dedicated solely to reprocessing fast reactor fuels to cater to a commercial-sized reactor. He said the foundation has been laid for some of the administrative buildings connected to the Rs.9,600 crore Fast Reactor Fuel Cycle Facility (FRFCF). Though FRFCF will have only fuel reprocessing plants and not a reactor, Rao said the plant buildings have to be seismically qualified and hence the need for deep excavation. Similarly all other safety aspects are being considered and incorporated in the project construction stage. Rao said

action on tenders for nearly 50 percent of the total project cost is under progress. He said orders for long delivery machinery and equipment worth around Rs.500 crore have been placed till date. “The facility is slated to be commissioned towards the end of 2019,” Rao said. Rao said around Rs.500 crore would be spent on the project this fiscal. IGCAR, as per its mandate, designed and developed the 500 MW prototype fast breeder reactor (PFBR) which is now being built by Bharatiya Nabhikiya Vidyut Nigam Ltd (BHAVINI) at Kalpakkam. A fastbreeder reactor is one which breeds more material for a nuclear fission reaction than it consumes. It is the key to India’s three-stage nuclear power programme. The purpose of FRFCF is to reprocess the spent fuel of PFBR and also other two fast reactors expected to come up at Kalpakkam, around 70 km from here. According to Rao, the FRFCF can, with little augmentation, reprocess the spent fuel from the additional fast reactors that would come up. As to the FRFCF’s fuel reprocessing capacity, Rao said every eighth month one-third of the PFBR’s 181 fuel sub-assemblies have

to be taken out of the reactor for reprocessing and new fuel sub-assemblies loaded in. The FRFCF is expected to employ around 1,500-2,000 people and Rao said work on building residential quarters for the employees is also progressing simultaneously. He said the FRFCF is designed by IGCAR, Nuclear Fuel Complex, Hyderabad and Bhabha Atomic Research Centre (BARC), Mumbai. “The FRFCF is not water-intensive and plans are there to meet the water needs through desalination plants,” Rao said. He said IGCAR would shortly commission a new two million gallons per day desalination plant built an outlay of around Rs.40 crore. “We have the experience in reprocessing fast reactor fuel used in fast breeder test reactor (FBTR) at IGCAR,” Rao said. Asked about the finalisation of reactor design for the next two fast reactors, Rao said the design is yet to be finally approved. He said the new fast reactor design would not only incorporate the learning from PFBR but also ensure that the design is cost-effective. “The new design is expected to reduce the material cost at least by 10 percent as compared to PFBR,” Rao said.

WTO rules against India in solar dispute with US: Commerce Ministry WashiNgtON, august 27 (rEutErs): The World Trade Organization (WTO) has ruled against India in a dispute with the United States over its solar power programme, business newspaper Mint reported on Wednesday. Mint quoted an unnamed official from the commerce ministry as saying the country planned to appeal the decision, made after the United States complained about domestic content requirements in a programme aimed at easing chronic energy shortages in India, Asia’s third-largest economy. India has said it expects peak power demand to double over the next five years from around 140,000 megawatts today. To help meet that demand, India wants 100,000 MW of new capacity from solar panels, with at least 8,000 MW from locally made cells. The newspaper said the WTO dispute settlement panel, in a confidential report to New Delhi and Washington, found India violated global trade rules by imposing local content requirements for solar cells and solar modules, and also struck down incentive policies such as subsidies provided for domestic solar companies to manufacture cells and solar modules.

Noida, a city of 640,000, has grown rapidly in the last decade, expanding to a point where its middle-class housing complexes now meld into Delhi’s urban sprawl on one side and rustic villages on the other. Around the site where Kumar worked, half-built high-rises now dot the skyline. Cranes and diggers stand idle. His former employer, The 3C Company, has cut staff on the 3,000-unit “Lotus Boulevard” by more than half, employing some elsewhere. Sales staff at two nearby sites reported a 30 to 50 percent decline in bookings in the last year. Real estate association CREDAI’s Rohit Raj Modi estimates construction in Noida employed more than a million labourers at its peak in 2013, at least double today’s number. Even when the market recovers, a shift to mechanisation on larger sites would limit demand for new workers. “From a labour point of view, the peak is over,” he said.

Taiwan students are shaking up politics

The driving force of Rani Taiwan's political press is calling a student textbook protest the Gaidinliu celebration country's next Sunflower Movement — "High School Edition"

I

t is noteworthy that Rani Gaidinliu was never venerated as now in Nagaland. She has been popular among her followers belonging to a section of one community. But except for a small pocket in Peren district, Heraka is concentrated more in Manipur and Assam. So, what has changed so that the temple and the memorial hall should come up in Nagaland, the later to be in the Capital city of Kohima? Besides, Gaindinliu is not simply a neutral figure, but a controversial figure in Nagaland. Heraka is not a major religion in Nagaland either. So, why should the centre of the centenary celebration be away from the centre of action and be held in a rather indifferent or even hostile place? The only things working in favor of constructing the temple and memorial hall in Nagaland are two persons: Governor PB Acharya and Chief Minister TR Zeliang. Gaidinliu was a Naga no doubt and the community she belonged to. It is not an issue of antagonizing a particular Naga tribe by Nagas of Nagaland. It is not about opposing Heraka. There are other Nagas who still follow traditional religious practices and are neither Christians nor Hindus. Gaidinliu opposed the Naga movement perhaps because of her antiChristian stand and trying to protect the traditional way of life. When Christianity first came to Nagas, the early Naga Christians have faced a lot of persecution from fellow Nagas. So, what Gaindinliu did was nothing extraordinary then. But the crux of the matter is that Rani Gaidinliu is projected as a pan- Naga Hindu spiritual leader through which the RSS/VHP found a window to enter the Naga society to spread its hindutva tentacles. This is something which the followers of Heraka also should oppose because their Religious leader is being simply used as a tool. Heraka was a non-Christian non-Hindu reformation movement of the traditional religious practices among the Zeliangrong Nagas. ‘Rani’ was a title given by Nehru for her fight against the British. But ‘maa’ is a religious title which Hindus later infused to make Heraka appear more Hindu. Every religion has the right to propagate itself and find new believers. Religion is a matter of conscience and willful decision. India is a secular country where everyone has the freedom to practice and spread his/her religion without fear or manipulation. But the agenda of the RSS-led BJP has always been to make India a Hindu nation. Majority of Indians are Hindus, as shown in the latest census figures released a couple of days back. But there are people in the country who were never Hindus. It is a lie that India was a Hindu nation in the past. Before Nagas became Christians, they were not Hindus. Likewise, Heraka was and is not Hindu. The Hindu symbols and images which are now found in Heraka religion were later insertions by VHP. Therefore, the use of government power, machinery and resources to manipulate people and spread a religious ideology among a people who are not willing is an infringement on a basic constitutional right. Governor of Nagaland has every right to practice his religion. But to use his official position and influence to repeatedly serve his missionary endeavors is a serious offence. The Chief Minister in this occasion may feel helpless against his political masters and vote bank. But he is answerable to the people of Nagaland and more importantly to whoever/whichever ‘God’ or ‘god’ he serves. Social media yet to replace e-mails among teenagers

D

espite the emergence of new social media tools and various online ways to connect with people, members of the young generation are still hooked to emails and keep checking it round-the-clock no matter where they are or what they are doing, a new survey has revealed. According to the campaign team at global software company Adobe, millennials (those born after 1980) are more frequent users of email than any other age group. “Millennials are more likely to check work email outside of normal work hours. One-third are comfortable using emojis to communicate with a direct manager or senior executive,” wrote Kristin Naragon, director of e-mail solutions at Adobe in a blog post on Wednesday. The Adobe team surveyed more than 400 US-based workers, 18 and older, about their use of email. The findings challenge conventional views of email as a tired, over-saturated medium for engaging consumers. The team found that people are practically addicted to email. “In fact, more than half of millennials check email from the bathroom,” the survey revealed. On average, survey respondents report using email six hours a day, or over 30 hours a week. Nine of 10 respondents say they check personal email at work and work email from home. More than one-third report having multiple personal accounts. “Thirty-five percent say they prefer communicating with colleagues via email, putting it on par with face-to-face collaboration,” Naragon noted. Outside of work, Americans most commonly check their email while watching TV (70 percent), from bed (52 percent), on vacation (50 percent), while on the phone (43 percent), from the bathroom (42 percent) and even - most dangerously - while driving (18 percent). Although people are using email more than ever, many also experience email fatigue. Twenty-four percent of respondents believe they check email “way too much”. Thirty-four percent report having had to create a new email address due to an overwhelming amount of spam. “Most tellingly, four out of 10 report going on self-imposed ‘email detox’ programmes, avoiding their inboxes for an average of five days,” the findings showed. The results suggest that marketers should re-invest in email as part of a coordinated cross-channel strategy. “With the right planning, the right tools and the right understanding of their customers, marketers can overcome the love-hate relationship and make email the most powerful part of their campaign,” the blog suggested.

n a sweltering Friday in late July, Taiwan’s minister of education, Wu Sehwa, emerged on the front steps of his besieged ministry. Waiting below were a half dozen high school students in a swarm of reporters. They were holding a banner that read, “Stop the pretense of caring. Apologize and resign.” For weeks, they had sought an audience with Wu, and several hours had passed since the 10:00 am deadline they’d imposed. The students were demanding a yes or no answer to whether he’d postpone the issuing of revised textbooks scheduled for release the next day, August 1. Wu waffled, and cries of “Minister, resign!” erupted. A rubber sandal was thrown, and Wu retreated. An engineer by training and a former professor of business management, Wu has been at the helm of Taiwan’s ministry of education during the most incongruent chapter of its history. The tail was wagging the dog, or at least trying to. Normally compliant, barely pubescent minors had decided to neglect their studies as final exams approached and form district-by-district coalitions of activist cells capable of coordinated nationwide protests. Their ire was directed at revisions to high school textbooks — history, in particular — which they claimed were orchestrated by a secretive panel handpicked by President Ma Yingjeou and which devalued Taiwan’s national identity. As August 1 drew near, the protests escalated. Late on the evening of July 23, ladders were pitched against a side wall of the education ministry, and students made their way in. They briefly occupied Wu’s office before police evicted them and led them away in handcuffs. Thirty-three were arrested at the behest of the ministry, including three journalists who ventured along inside. One of those arrested — 20-yearold Dai Lin, a spokesperson for the Northern Taiwan Anti-Curriculum Changes Alliance — committed suicide a week later in the wee hours of July 30, becoming a martyr for the movement. On the eve of Lin’s death, the students threw quilted blankets over the razor wire that topped the riot barricades at the front of the ministry. They toppled the barriers and stormed into the ministry’s courtyard. Taipei Mayor Ko Wen-je, a political independent, intervened and ordered the police to stand down. This time there were no arrests, and the students occupied the courtyard. When Minister Wu stepped out to meet the students on July 31, his ministry was festooned with banners calling him the “minister of murder.” Here and there were shrines for Lin, decorated with funereal flowers and posters of him holding a placard with the slogan, “Education is not a political tool.” The Battle over Textbooks For the moment, the kids are the public face of Taiwan’s education fracas. The international wire services have taken a sudden interest. The kids are precocious and photogenic, and they make for good copy. Yet the high schoolers were late to the scene. The island’s adults — coalitions of grade school teachers, experts on education, scholars of Taiwan history, advocates of Taiwan independence — had taken to the streets in January and February 2014, expressing outrage over the direction of the Ma administration’s textbook revisions. Education reform in any country is a long, drawn-out process, and Ma got to work as soon as he took office in 2008. The key plank of Ma’s first term was improving cross-strait relations, sorely strained under 20 years of leadership by Presidents Lee Teng-hui and Chen Shui-bian. His opponents fully expected Ma’s education reforms to have a pro-unification slant toward China. Textbook revision was but one aspect. In 2012 came the announcement of a “fine-tuning” of existing curricula by a panel of experts, most of whose identities and qualifications remain unknown yet to this date. Little else was made public at that point. The Chinese, ironically, seemed better informed than were Taiwan’s citizens of the intended end game. On June 13, China’s Taiwan Affairs Office expressed its delight with Ma’s pending textbook revisions. “Taiwan’s society has voiced its desire,” said spokesperson Fan Li-ching, “to correct revisions made to high school textbooks during the independence-leaning era… Textbooks greatly influence future generations. If

written from the perspective of Taiwan independence, history textbooks will mislead our Taiwan compatriots.” Ma’s textbook revisions would not erupt into controversy in Taiwan until 2014, eventually leading to the high schoolers’ occupation of the education ministry’s courtyard. But when the 2014 uproar began, it would eerily recall a textbook debate two decades earlier in 1997 under Lee, except that the positions of the major parties were reversed. During the Chiang Kai-shek regimes, national history in textbooks had focused on the glories of China’s past, with Taiwan mentioned only as a temporary way station for Chiang’s Chinese Nationalists — who’d been deposed by Mao’s Communists and relegated to Taiwan — in their effort to retake the mainland. In 1997, a decade after the lifting of martial law, the Lee administration introduced a supplementary text, “Getting to Know Taiwan,” with three volumes — history, geography, and society. Into the classroom came secrets students had only heard whispered at home. Native Taiwanese scholars hailed it as a watershed moment. Nationalist stalwarts from Chiang’s Kuomintang, or KMT party, viewed it as an apostasy. Particularly sensitive were the February 28 massacre of Taiwanese intellectuals by KMT soldiers in 1947, the following period of White Terror, and the notion that economic and social achievements occurred in Taiwan during the Japanese colonial period. Equally contentious, Taiwan was portrayed as if it had a history separate from China and was a plural society of Han men and women of multiple ethnicities and a homeland of nonHan aboriginal tribes. Fierce debates played out in the island’s newly liberalized media. Taiwanization continued under the next president, Chen Shui-bian — the first from the opposition Democratic Progressive Party, or DPP. First, the “supplementary” lessons of Lee were integrated into official textbooks, which China’s state-run media decried as a clear sign of his party’s separatist intentions. Even worse, near the end of Chen’s presidency, in 2007, the histories of China and Taiwan were published in separate volumes, further inflaming the tealeaf reading proclivities of political analysts in Beijing. Ma Swings the Other Way In 2014, under the KMT’s Ma, the shoe was now on the other foot. In January, the public got its first look at the “fine tuning” underway, and what Ma’s critics saw was a China-centric rollback of textbook content related to Taiwan’s history. Negative material on the KMT party’s early days in Taiwan was watered down, while positive commentary on Japan’s contributions during a half century of colonial rule disappeared. Meanwhile, links to Taiwan during early Chinese dynasties were emphasized, bolstering China’s claim of sovereignty of the island. The Taipei Times is a handy English-language barometer of the opposition DPP party’s opinion. From January 19 onward, DPP legislators and Taiwan history scholars filled its pages filled with criticism. Before long, city and county governments under their control, then a minority, announced

plans to boycott Ma’s revised curriculum. High school teachers held rallies outside the ministry of education, distributing fliers to passersby. They were still there when, just a block away on March 18, university students occupied the Legislative Yuan, in protest over the lack of transparency of the Ma administration’s handling of the Cross Strait Services Trade Agreement. That so-called Sunflower Movement quickly overshadowed the teachers’ anti-curriculum revision protest. The teachers joined the scores of social activist groups encamped around the Legislative Yuan. Hundreds of thousands of citizens came to Taipei in a show of solidarity before the occupation ended after three weeks. The Sunflower Movement turned public opinion against Ma’s cross-strait embrace. His party took a beating in the November 29 elections, with the DPP winning 10 out of 16 mayoral and commissioner races and the KMT losing ground even in traditional strongholds. Taiwan’s DPP faction breathed a collective sigh of relief, and street protests waned. Nothing much would garner international media attention again until the high school kids picked up the mantle of the anti-curriculum revision movement and laid siege to their education ministry. Among the Protestors Taiwan’s press has dubbed the recent protests Sunflower Movement, High School Edition. Participants numbered in the low hundreds, except on Sunday afternoon, August 2, when several teacher coalitions marched in the street outside. The demographic in the courtyard was mostly kids and senior citizens. Few working-age adults were present. The older folk sat in a tree-shaded area. I recognized many familiar faces from the streets outside the Legislative Yuan during the Sunflower Movement. These were lifelong human rights activists, many of them affiliated with church groups. I found Lau Mengsin, whom I’d interviewed for a previous Foreign Policy In Focus story. He patiently explained the twists and turns of the textbook issue. “These children have it tough,” Lau told me. “During the Sunflower Movement parents protested alongside their sons and daughters. That is because, if passed, the Cross Strait Services Trade Agreement would affect everyone. It was about jobs and China’s influence over our economy.” Others joined the discussion. They brought up brainwashing. “My mother and father were brainwashed by the Japanese,” said the grey haired woman across from me, “while our generation was brainwashed by the Chiangs. We didn’t dare open our mouths.” Lau fast-forwarded to the present. “The Ma administration is trying to take us back to the days before the lifting of martial law,” he said. On another occasion, a high school protestor read aloud to me an English press release. The release was handwritten, in beautiful script rarely seen these days among the young, on the inside back cover of what I thought was a notebook. I flipped it over. It was Gene Sharp’s How to Start a Revolution translated into Mandarin. These kids belonged to several different anti-curriculum revision coali-

tions, and several had bussed from the far south of the island, Tainan and Pingtung. The previous evening TV news showed a mother and father pulling their son away from the protest site. “That’s quite exaggerated,” said a boy from Taipei. “Our parents don’t want us here,” he continued. “Not for political reasons, but because they fear the government will use water cannons.” I asked why I hadn’t seen any celebrity radicals from the Sunflower Movement among the crowd. “Chen Wei-ting came to our press conference yesterday,” said another Taipei boy. “He told us he could advise us, but he could not participate. This is your movement, he told us, and you have to see it through.” After the Protests Minister Wu agreed to meet the student leaders on August 3, behind closed doors at the National Central Library, and the proceedings were broadcast live in the courtyard of the ministry of education. The high schoolers repeated their plea for a temporary suspension of the implementation of the revised curriculum guidelines. Pointing at flow charts, Wu insisted that such action was a legal impossibility. TV reporting focused on the kids breaking down into tears. On the Internet, animated gifs of Wu rolling his eyes went viral. When the forum ended, Deputy Minister of Education Lin Teng-chiao, in the spirit of “goodwill,” offered four concessions. The oddest was a promise to reveal the names of members of the guideline review committee, but only of members who gave permission. The rest were old hats. Last June, the ministry had already announced that schools had the option of using either the newly revised or the old textbooks, and that students would not be tested on the revised content when taking the island’s college entrance exams. The Ma administration’s closeddoor negotiations of the cross-strait trade pact led to the Sunflower Movement and a walloping in last November’s elections. In the upcoming January presidential election, DPP candidate Tsai Ing-wen has long been far ahead in the polls over KMT candidate Hung Hsiu-chu. To the kids in the ministry courtyard and adult voters watching from TV screens, a willingness of the KMTdominated education ministry to negotiate would have been sweet. Instead the KMT appears in disarray as Ma’s two terms as president come to a close. On August 6, former KMT heavyweight James Soong, 73, now chairman of the pro-unification People First Party, announced his bid for the presidency, dividing the KMT vote. The DPP candidate, Tsai, is surely a shoo-in. Right on cue, Zhang Zhijun, head of China’s Taiwan Affairs Office, warned that Taiwan was at a crucial point “facing profound societal changes, endless political disputes, and frequent ‘interference’ in ties with China,” as reported by Reuters. In the ministry courtyard, the kids vowed to fight on. But larger forces were brewing. Typhoon Soudelor was bearing down on the island, and officials from both sides of the divide were begging the students to decamp. But the tussle over Taiwan’s curriculum revisions is far from over. The battlefield has simply moved to the classroom.

ou were certainly out of touch with Nagaland affairs if you had not seen the photos of some of our so-called legislators partying hard with wine and women that went viral in the second week of June 2015 and flooded almost all mobile phone screens and computer monitors. I guess I am not a techno-savvy person because I don’t even use a phone that can access internet. However, a friend showed me the ignominious photos in his mobile handset. Honestly speaking, the photos did not come as a surprise to me. This is so because the hanky-panky indulgences of some of our so-called honorable legislators have been doing the rounds for quite sometime now. However, as I sat mulling over these photographs, I recollected two stories which I had heard a very long time ago. Along with these two stories I also recollected a joke which I read in a magazine roughly some 13 years ago. Story No. 1: The first story which I remembered is the story of a man called Maharaja Ranjit Singh. Ranjit Singh was undoubtedly one of the greatest sons of Punjab. In the first half of the 19th century when the once mighty Mughal Empire was fast disintegrating, Ranjit Singh emerged as one of the most noticeable leaders of India. In the 1830s, he, as the undisputed ruler of the provincial kingdom of Punjab, proved to be a real headache for the British colonial power in India. During his childhood years, Ranjit Singh was infected by small pox as a result of which he became blind in one eye. Besides, Ranjit Singh was short, tiny, ugly, and his face was full of unsavory spots and marks. Emily Eden, the sister of Lord Auckland, the Governor-General of India (1836-42) described Ranjit Singh as ‘exactly like an old mouse, with grey whiskers, one eye and a grey beard’. Ranjit Singh’s favourite mistress Bibi Mohran also asked Ranjit ‘where were you when God was distributing good looks’. Fakir Azizuddin, the chief minister of Ranjit Singh, also said “his face has so much jalaal (dazzle) that I have never dared to look at him”. However, despite these physical deformities, Ranjit Singh was a man who loved the good things of life. In particular, he had a craze and weakness for three things, viz., good-looking women, hard liquor and fast horses. And despite all his unsavory physical features, he would go all the way (even cross the limit) to possess and enjoy all these luxuries. In a similar instance, the photos that went viral in the second week of June this year have somehow made me to assume that there are probably many Ranjit Singhs in Nagaland today. These Naga Ranjit Singhs are going all out to have a taste of these alluring indulgences despite the fact that they are persons who hold high public offices who are ultimately accountable to the people who elected and put them in these offices in the first place. Maybe they feel that they would be at a loss if they do not take some advantage of their high public offices and enjoy life the way kings and maharajas used to enjoy in the past. In this way, they end up mixing business and pleasure and ultimately it is the public who are disappointed, ashamed and put at the receiving end. Thus, just like Ranjit Singh could not be deterred by his physical disadvantages, even some of our legislators cannot be deterred by their pot bellies, their age, their grey hairs, their family obligations and official accountabilities to go all the way out and enjoy the good things that life has to offer. Story No. 2: Seeing these photographs, the second story which I recollected is a famous and iconic story found in the Old Testament. The story takes place in the city of Babylon (present Iraq) in the year 539 B.C. when Belshazzar was the king. King Nebuchadnezzar of Babylon died in 562 B.C. and was succeeded by some weak kings till Belshazzar took over the reins of power around 550 B.C. One evening in the year 539 B.C., King Belshazzar was having a big party with his courtiers, ministers, counselors, mistresses and con-

sually, economic growth in lower-middleincome countries creates more jobs for women. But as India’s economy grew at an average of 7 percent between 2004 and 2011, its female labor force participation fell by seven percentage points, to 24 percent from 31 percent. Despite rapidly increasing educational attainment for girls and declining fertility, the International Labor Organization in 2013 ranked India 11th from the bottom in the world in female labor-force participation. Research shows why this matters: Working, and the control of assets it allows, lowers rates of domestic violence and increases women’s decision-making in the household. And an economy where all the most able citizens can enter the labor force is more efficient and grows faster. For India’s government to maintain the country’s progress into the ranks of middle-income countries, it needs to understand why female labor force participation is falling, and develop an effective policy response. Data shows a complex and puzzling picture: Women are becoming more educated but, simultaneously, the positive labor market effects typically associated with higher education are declining. It’s not that women don’t want to work. Our analysis of data from India’s latest labor survey shows that over a third of women engaged primarily in housework say they would like a job, with that number rising to close to half among the most educated women in rural India. Much of the reason they don’t work appears to lie in the persistence of India’s traditional gender norms, which seek to ensure “purity” of women by protecting them from men other than their husbands and restrict mobility outside their homes. Home-based wage work or entrepreneurship, even when it exists, rarely transforms and liberates the worker. In our work with young women targeted by vocational training programs in rural India, we have witnessed men

cubines in his palace. During the course of the merrymaking, Belshazzar ordered his servants to take out the gold and silver cups which king Nebuchadnezzar had brought from the temple of Jerusalem. King Belshazzar said, “Tonight we will drink like the gods”. But when they were drinking from these holy cups brought from Jerusalem, a strange hand appeared out of nowhere and began to write on the wall of the palace. None of the fortune-tellers in the kingdom could interpret the writing on the wall except Daniel, the prophet of the true living God. Daniel interpreted that the writing on the wall was a message from God warning the king of the impending danger, disaster and judgment. And that same night, everything that Daniel interpreted came true as everything came to a sudden and horrific ending for King Belshazzar and his kingdom at the cruel hands of the Persians. During that time, Babylon was one of the most powerful and magnificent kingdoms and being the king of that empire was certainly no small deal. In fact, Babylon had even conquered many neighboring nations including Israel. Some of the wisest and smartest young men of Israel were captured and taken away to Babylon to serve the king of Babylon (Daniel was one of them). The party which King Belshazzar was having in his palace that night must have been a party where wealth, wine and women were being displayed lavishly and flamboyantly. It must have been a party where liquor of the highest quality flowed unceasingly from all nooks and corners and where beautiful and scantily dressed women roamed and loitered around erotically. However, what ultimately happened at the party clearly brought out the fact that people holding high public offices and responsibilities should be mindful of the judgment and wrath of the all encompassing and omnipotent spirit which we all claim to believe and revere. And I believe that being the elected representative of a constituency even here in seemingly tiny and insignificant Nagaland state is by no means a small deal. When all the hopes and aspirations for welfare and developments are pinned on the shoulders of the elected representatives, how could they disappoint their electors by partying with the wealth (which is obviously meant for public welfare activities), wine and women apparently sidelining all their public obligations and accountabilities? The Joke: After the Monika Lewinsky sex scandal, a survey was conducted on the American women. The question that was asked to all the American women during the survey was “Will you sleep with Bill Clin-

ton?” In reply to this question, 5 % of the American women said “Yes”, another 5 % said “No” and the remaining 90 % said “Never Again”. The moral that can be drawn from this joke is that when high ranking public officials indulge themselves in hanky panky activities and amorous affairs, the public are bound to make fun of them and mock them privately as well as publicly. Thus it is no wonder that after those photos got circulated in June, many across the length and breadth of Nagaland are making not so honorable comments about some (not all) of our socalled honorable legislators. To conclude, this write-up is not intended to malign the name, office or public image of anybody. It is also not an article targeting party-lovers. And I also have absolutely no authority or right to question the morality or character of anyone. However, a word of caution is certainly merited here. It is said that today we live in the age of democracy and in this age of democracy, the concept of ‘welfare state’ has come to have a deep rooting in almost all democratic set-ups. Unlike in olden times where the rulers and leaders suppressed their own citizens, a ‘welfare state’ is one where the leaders (elected representatives) are expected to work unceasingly for the welfare and upliftment of the people. Therefore, in this age of democracy and welfare state, when a leader spends his evenings and nights partying with wealth, wine and women, it certainly gives a very wrong and disturbing message to the public. In today’s time, a true leader should be one whose whole time and activities are directed towards public welfare. When a true leader goes to bed at night, the last thing on his mind before he falls asleep should be ‘how to deliver on public welfare’. Similarly, when he wakes up in the morning, the first thing that comes to his mind should be ‘how to deliver the most on his public-oriented assignments’. To party or not to party is an individual’s own prerogative. But when leaders holding high public offices spend their evenings and nights with money, wine and women, they will certainly not be able to wake up the next morning with the right frame of mind to carry out public-oriented assignments. After all, after partying hard all night with wealth, wine and women, there is sure to be some sorts of hangovers in the morning and the idea and concept of public welfare will be nowhere near. So, there is absolutely no confusion that when wealth, wine and women come together, the end result is usually always disgrace, ignominy and sure letdown………..

refusing to allow their daughters, wives and daughtersin-law to leave the village for training and subsequent job placements. Trainers, whose pay depends on employment outcomes of their trainees, are reluctant to work with women who may be more likely to refuse job placements. In urban India, the jobs are geographically closer but women struggle with lack of access to traditional male-dominated job networks. So, women often end up in lower-paid and less-responsible positions than their abilities would otherwise allow them – which, in turn, makes it less likely that they will choose to work at all, especially as household incomes rise and they don’t absolutely have to work to survive. This picture may seem daunting. Yet seemingly immutable norms can crumble when labor markets begin to properly value women’s work. The garment industry in neighboring Bangladesh accounts for over 75 percent of national export earnings and, strikingly, nearly 80 percent of Bangladesh’s four million garment-sector workers are women. The explosive growth of that industry during the last 30 years caused a surge in large-scale female labor force participation. It also delayed marriage age and caused parents to invest more in their daughters’ education. Those changes, in turn, very likely reinforced Bangladesh’s strong growth record in the garment sector. In India, in professional sectors where there has been sharp expansion, and where working conditions are clearly good, women have done very well. One example is financial services: While only one in 10 Indian companies are led by women, more than half of them are in the financial sector. Today, women head both the top public and private banks in India. Another example is India’s aviation sector, which positioned itself early on as a female-friendly profession. Today, 11.7 percent of India’s 5,100 pilots are women, versus 3 percent worldwide. These successes, though, represent a few thousand women in a country of hundreds of millions. India needs policies that will create a rapid and widespread demand for women’s work similar to what happened in Bangladesh. In the absence of a fast-growing manufacturing

sector that creates jobs for women, the answer for India may be expanding gender quotas in the labor market. India has already successfully used such quotas in local elections. Research shows that in places with quotas, more women ran for office and more women won, even after the quotas were no longer in place. The quotas raised parents’ aspirations for their daughters, and the girls’ aspirations for themselves. The increase in female elected leaders also resulted in better outcomes for women overall: More funds were spent on public goods and services that benefit women, and women were more likely to speak out about acts of violence. The economy benefited too, as, more women took out business loans in villages that had a quota. India’s other big experiment in gender quotas, starting in the 1980s, was with female teachers in schools. Again, using data from India’s labor surveys, we find that education is the largest sector employing women in urban areas and the largest, except for agriculture, in rural areas. Introducing, and rigorously evaluating, quotas in other sectors that are accessible to young educated women and that offer them an attractive career in a safe workplace is a promising next step. Moreover, to ensure that the supply of able and trained women meets the new demand, the establishment of quotas needs to be supported by safe and effective job training and placement programs. Prime Minister Narendra Modi’s Independence Day speech last year emphasized the need to transform India’s gender norms. Little, though, has changed in the year since. What is needed is obvious: Mr. Modi and his advisers should make wider use of the policy tools already available, including quotas and training, to ensure that all of India’s women have the opportunity to undertake rewarding work — work that will allow them to determine the course of their own lives, those of their families and that of their country. hen Mark Twain visited Israel in 1867, and published his impressions in Innocents Abroad. He described Israel as “A desolate country whose soil is rich enough, but is given over wholly to weeds; a silent mournful expanse; a desolation. We never saw a human being on the whole route; hardly a tree or shrub anywhere; Even the olive tree and the cactus, those fast friends of a worthless soil, had almost deserted the country.” It was within a few decades Israel transformed this desert into a garden endowing the whole world with its Agri-products like cherry tomato and Galia Melon finding its niche even in India, Agri-technology like drip irrigation method, Grain Pro Cocoons and their Biological pest control methods has become popular worldwide. The history of Israel is a beautiful paradigm of how man can manipulate nature’s gift to his advantage and at the same time pampering his ecosystem. Looking into the context of our land we have much more than a desert but what we lack is technology and human resource, farmers are stuck in the traditional way of farming and the unwillingness to introduce new methods of farming has put its toll in his produce. The need of the hour is the emergence of a new generation of farmers having knowledge in the science of agriculture and who are willing to take up not only the space and sickle but the zeal to devise new methods of farming which will work best in our landscape, find out and develop strains best suited for our soil types, invent tools and machinery suitable for use in our landscapes and willingness to share their knowledge. A Naga Traditional Farmer works much harder than his Assam counterpart with respect to Manuel labor as he is technologically impaired and his produce is much lower, the manpower which is wasted in our traditional farming practice if guided and assisted can give produce which will be at par with other states. Another important factor is identifying the right crops for a particular area or climatic condition and encouraging the local peoples to view agriculture as a source of employment, as the present generation is witnessing a mass migration from rural areas to urban areas in search of higher living standards. Various concerned governmental department has a crucial role to perform by; creating situations which will lure younger generation to take up farming as a profession likewise encouraging and investing in Agri Research & Development to attract researchers and scholars. Another important aspect to consider is distribution and marketing, the recent issue of Cabbages (Brassica oleracea) from Phek district shows a clear failure on the part of government. Local farmers are lured to cultivate cabbage which was a big success and the produce was worth marketing but the situation was not sublime as expected and farmers had no market for their produce. Cabbage which is one of the most popular Rabi crop in India was grown as Kharif crop in Phek district but the inability to market the vegetable when the rest of India (except some hilly areas) lacks cabbage in their table food, this clearly defines our failure in marketing skills which need more polishing and refining. The Foot hill areas of Nagaland bordering Assam has a huge potential for agriculture and farming and it is no surprise to witness huge sale of food grains and vegetables from these areas to buyers from our neighboring state every year, no wonder to find those food grains back in our kitchen table in processed form with a different market name. If Government could also set up agency and distribution centre to assess our own local farmers agri products buys it back for the farmers and distribute to the different districts through district distribution centre and on to the local retailers, it will not only make us self reliant but will be a big source of revenue and income. The horti sector enjoys no better privileges with the exception of some government subsidies, aid’s and those local stalls where farmers sold their seasonal produce. This can be supplemented with the introduction of new varieties or selecting cultivar varieties from those locally available which can give product worth marketing, at the same time encouraging local entrepreneurs to set up processing industries which could bring a huge positive change to our ailing horti sector. Our level of dependency on our neighboring states has resulted in huge drain of wealth with a huge chunk of our economy being outsourced on imports; this could be ratified if more efforts and interest are shown towards some few aspects like Agriculture Research and Development and improvement in marketing skills and strategies. This could empower our state agri sector as revenue generating sector and its benefit will be a big boon to the present as well as the future generation. The context of Food security in Nagaland is a topic less talked but it is of immense importance and it is high time for our state to emerge as a healthy self supporting state with export potential.

Gujarat limps to normalcy under army watch

ahmedabad, auguSt 27 (ianS): Ravaged by violence since Tuesday, Gujarat limped back to normalcy on Thursday even as the army was moved into three more cities to curb tensions following riots that claimed nine lives, officials said. Besides Ahmedabad, soldiers joined paramilitary and state police in Surat, Rajkot and Mehsana to patrol the cities. Though there were no major incidents of violence on Thursday, the situation remained tense, and roads were deserted in most major cities and towns. Schools and colleges were shut, and so were most shops, offices and commercial establishments. However, all government offices as well as public and private banks reported near normal operation on Thursday. Curfew imposed in certain areas of Ahmedabad, Surat, Rajkot and other cities since Tuesday was relaxed on Thursday, enabling residents to go out and buy essentials including milk, vegetables and medicines. But night curfew may continue in the worst-hit cities and localities, officials indicated. While auto-rickshaws and taxis started plying on Thursday, public transport, which bore the brunt of mobs in Ahmedabad, Surat, Vadodara and other cities, operated only partially.

The BRT system, in which buses and stops were badly damaged, are expected to resume normal operations only by next week. The Gujarat State Road Transport Corp services also resumed partly after many buses were attacked and burnt. Rail tracks damaged by rioters were being repaired, delaying intra-state and inter-state services.

Centre announces list of 98 smart cities new delhi, auguSt 27 (ianS): Union Urban Development minister M. Venkaiah Naidu on Thursday announced the list of 98 cities nominated for the Smart City Mission, saying a population of 13 crore across these cities will be covered under the initiative. "There are 13 cities from Uttar Pradesh, 12 from Tamil Nadu, 10 from Maharashtra, seven from Madhya Pradesh, three each from Bihar and Andhra Pradesh included in the list," Naidu told media persons at an interaction here. "Smart cities need smart people. We need people's co-operation to move forward in our mission," he added. The central government proposes to give financial support to the extent of Rs.48,000 crore to these cities over the next five years, Naidu said. "Around 13 crore population across 98 cities will be covered under the Smart City Mission. Making them smart will make them engines of economic growth besides giving decent life to the citizens," he said. Nine capital cities that were not nominated for the mission include Itanagar, Patna, Shimla, Bengaluru and Kolkata. The minister said the prime motive of the initiative was to enhance urban life. "The mission is very practical and realistic," he added.

VHP demands uniform policy to control population new delhi, auguSt 27 (ianS): Demanding a uniform population policy for every community in the country, the Vishwa Hindu Parishad on Thursday expressed concern at the fall in percentage of the Hindu population. "This has happened for the first time in the history of country that the percentage of Hindu population has gone down to 80. This is a cause of great concern not only for India but for the entire world," VHP spokesperson Surendra Jain said in a press conference here. "VHP appeals to the central government as well all the state governments to implement a uniform policy to control population among all the communities of the country," he added. He also alleged that there was no communal harmony in those districts or areas of the country, where Hindus are in minority. Jain said that according to the figures of recently released census, Muslims are in majority nine districts of Assam, three districts each of Bihar and West Bengal and the whole Kashmir Valley.

Another Pakistani terrorist caught alive Srinagar, auguSt 27 (ianS): Another Pakistani terrorist was caught alive on Thursday following a fierce gunfight in Jammu and Kashmir's Baramulla district, making him the second terrorist from Pakistan to be held this month. The terrorist was identified as Sajjad alias Abu Ubadullah, 22, a resident of Muzaffargarh district of Balochistan, Pakistan, a senior police official told IANS. Sajjad was caught a little over three weeks after Pakistani terrorist Naveed was arrested on August 5 following a terror attack on BSF troopers on the Jammu-Srinagar highway. Naveed had taken three people hostage who overpowered him. It was not immediately known how Sajjad was caught. The gunfight started on Wednesday afternoon after the army intercepted a group of militants in Toot Mar Gali of Nowgam sector in Kupwara. They had sneaked into India from Pakistan. Three separatist guerrillas were killed by the security forces on Thursday. "The gunbattle is still going on," a senior police officer told IANS. The militants managed to break the cordon after being challenged by the army, triggering a gunfight on Wednesday on the Indian side of the Line of Control (LoC) that divides Kashmir between India and Pakistan.

The two days of unrest figured prominently in the Gujarat assembly where a vociferous Congress demanded the resignation of Chief Minister Anandiben Patel, forcing two adjournment of the house. The speaker suspended around 30 Congress legislators for the day after they rushed towards him shouting slogans against the government.

Congress leader Rahul Gandhi targeted Prime Minister Narendra Modi for the violence in his home state. "Modi's ideology is of anger... which is what is happening in Gujarat. Anger helps no one except Modiji," Gandhi tweeted. In Ahmedabad, Hardik Patel, 22, the convenor of Patel Anamat Andolan Samiti (PAAS), denounced the government for

the police action on Patidars on Tuesday which resulted in a riotous Wednesday. "Children and women were hurt. Police officers responsible for this should be suspended," Patel said, warning that essential supplies to Ahmedabad would be stopped until the guilty policemen were punished. He demanded a compensation of Rs.3.50 million to the families of each victim killed in Wednesday's violence. Most major cities and towns in Gujarat erupted from late Tuesday after police caned members of the Patidar community who had taken out a mammoth rally in Ahmedabad demanding castebased reservations. By Wednesday evening, 133 companies of the Indian Army, Central Reserve Police Force, SRPF, RAF and BSF besides Gujarat Police were engaged in controlling violent mobs in various cities including Ahmedabad, Surat, Rajkot, Jamnagar, Morbi, Vadodara, Mehsana and Banaskantha. The PAAS mega rally saw the participation of 1.20 million Patidars seeking reservations in education and jobs, virtually swamping Ahmedabad on Tuesday afternoon. The 'maha-revolution rally', as the PAAS termed it, capped a 55-day long agitation across the state with scores of mini rallies in different towns and cities.

India declared maternal and neonatal tetanus free: Modi new delhi, auguSt 27 (ianS): The WHO has declared that mothers and newborns are free from tetanus at the time of birth in India, Prime Minister Narendra Modi said here on Thursday. He was inaugurating the Call to Action Summit 2015 - an initiative to reduce child and maternal deaths across the world - and said the event will help the developing countries to tackle health challenges related to women and child. Boasting India's poliofree status, Modi said: "In-

dian was declared polio free because of the collective efforts of several stakeholders. I am happy to inform you that today the WHO has declared India maternal and neonatal tetanus free." Over 600 delegates from across the world will attend the two-day summit to discuss initiatives to reduce maternal and child mortality rate. Health Minister J.P. Nadda and the health ministers of several nations including Senegal, South Sudan, Afghanistan and Ethiopia were among those who at-

PMO refuses to disclose Netaji files; CIC reserves order new delhi, auguSt 27 (Pti): The Prime Minister's Office has told the Central Information Commission that it cannot declassify files related to freedom fighter Subhas Chandra Bose as it will adversely affect relations with foreign countries. During the hearing before the CIC yesterday, the PMO admitted that it has files related to Bose but did not give any specifics and submitted that they cannot be declassified keeping in mind the relations with foreign countries. The top office cited section 8(1)(a) which allows the government to withhold information, disclosure of which would prejudicially affect the sovereignty and integrity of India, the security, strategic, scientific or economic interests of the State, relation with foreign State or lead to incitement of an offence. RTI activist Subhash Agrawal, who had sought declassification of documents pertaining to Bose, made a strong plea before the Commission. "Notwithstanding anything in the Official Secrets Act, 1923 nor any of the exemptions permissible in accordance with sub-section (1), a public authority may allow access to information, if public interest in disclosure outweighs the harm to the protected interests," the Act says. Agrawal said foreign relations cannot be affected as Bose allegedly went missing 70 years ago. Agrawal urged the CIC to seek written submission on rejection of declassification plea from the PMO but it was turned down by Chief Information Commissioner Vijai Sharma . Section 8(3) of the RTI Act allows disclosure of information withheld under Section 8(1) if the information related to any event which happened 20 years before the request is made. "Subject to the provisions of clauses (a), (c) and (i) of sub-section (1), any information relating to any occurrence, event or matter which has taken place, occurred or happened twenty years before the date on which any request is made under secton 6 shall be provided to any person making a request under that section: "Provided that where any question arises as to the date from which the said period of twenty years has to be computed, the decision of the Central Government shall be final, subject to the usual appeals provided for in this Act," the Act says.

tended the event. According to the World Health Organisation (WHO), there are 24 countries that make up for 36 percent of the global population and account for 70 percent of child and maternal deaths. Mali has the highest Infant Mortality Rate (IMR) at 78, while South Sudan has the highest Mother Mortality Rate (MMR) at 730. India's IMR stands at 40 while the MMR stands at 167. in compairion, in 1990, the IMR was 380, and the MMR was 540.

new delhi, auguSt 27 ((Pti): Promising to provide equitable healthcare that addresses intra-state disparities, Prime Minister Narendra Modi today said 184 poorest performing districts have been identified where more resources would be infused and focussed programmes will be carried out. Listing out achievements and strides made by India especially in materal and child health, he exuded confidence that India would reach close to achieving the millennium development goal of reducing underfive mortality rate. He said the country needs to institutionalise a system where marginalised communities receive universal healthcare and financial protection

as "unfortunate health espisodes" are making people financially weak. "One of our major concerns is equity. As a step towards ensuring equitable health services across regions that suffer from intra-state disparities, and to bring about sharper improvements in health outcomes, a total of 184 poorest performing districts all over the country have been identified. "Special efforts are being made to put in more resources and focussed programmes in these areas," he said here while addressing the 'Global Call to Action' Summit 2015 being attended by representatives of 24 nations. The summit seeks to ensure cohesion among countries to end preventable maternal and child death.

Left farmers' rally in Kolkata turns violent, many injured kolkata, auguSt 27 (ianS): A farmers' rally called by the opposition Left Front here on Thursday turned violent with protestors and the police engaging in pitched battles and stone pelting leading to a number of leaders and workers and policemen getting injured. Leader of Opposition and CPI-M state secretary Surjya Kanta Mishra and Left Front chairman and veteran Marxist leader Biman Bose were caught in the melee and claimed they were hit by bricks as agitators and

police engaged in pitched battles. CPI-M Rajya Sabha member Ritabrata Banerjee claimed that over 100 people were injured. Led by the Communist Party of India-Marxist -affiliated All India Kisan Sabha (AIKS) and supported by other Left Front affiliated peasant fronts, the "Nabanna Abhiyan" - a march to the state secretariat - was to press for their 17-point charter of demands including issues such as farmer suicides and rehabilitation of farmers ruined by the re-

cent floods in West Bengal. Taken out from four spots, two in the city - Rani Rashmoni Road and Kidderpore - and two from neighbouring Howrah district, the rallies turned violent as police resorted to batoncharging and used water cannons to disperse the agitators who, in their bid to march towards Nabanna, broke police barricades. While the Left Front dubbed police as Mamata Banerjee's "Gestapo", the ruling Trinamool Congress accused the Left leaders of

instigating trouble. "Police have acted like Trinamool volunteers. Just to break a peaceful agitation, they rained batons on peasants," said Bose. Banerjee claimed that over 100 Left activists were injured, some of them grievously in the police action. "Police have acted much like Hitler's Gestapo. Over 100 people have been injured... many of them have their bones shattered, there is complete anarchy," said Ritabrata Banerjee after visiting the injured at

the SSKM Hospital. Mishra claimed police did not even spare the women and the elderly and went on a "baton charging spree". Condemning the protest, senior Trinamool leader and Panchayat Minister Subrata Mukherjee claimed that the Left leaders have been planning to create trouble for long and even carried bricks and bombs with them. "The rally was not taken out with any political aim or to press for legitimate demands, but it was solely for the purpose

of creating anarchy. Their motive is evident from the fact that they carried bombs and bricks with them," said Mukherjee alleging several Left leaders carried bricks. Ridiculing Mukherjee's charges, CPI-M Lok Sabha member Mohammad Salim asserted the Trinamool was rattled by the massive public response to the rally. "The chief minister has already run away and his remarks are a clear indication of how much the Trinamool has been rattled by the response to the rally," said Salim.

India successfully launches communication satellite Sriharikota (andhra PradeSh), auguSt 27 (ianS): India successfully launched its communication satellite GSAT-6, which has several strategic applications, in textbook style on Thursday using its heavy rocket geosynchronous satellite launch vehicle (GSLV-D6). The GSLV rocket, with a cryogenic engine, slung the satellite in a geosynchronous transfer orbit (GTO) from where it would be taken up to its final geostationary orbit. The successful flight of GSLV rocket gives the Indian space programme a muchneeded booster as getting the more-efficient cryogenic engine (which provides more thrust for every kilogram of propellant burnt) right is important for its future space programmes. Indian space scientists have spent around two decades in conceiving the cryogenic technology and spent around Rs.400 crore in developing it. Precisely at 4.52 p.m., the Geosynchronous Satellite Launch Vehicle-Development 5 (GSLV D6) rose from the second launch pad

here at Satish Dhawan Space Centre. The 49.1 metre tall rocket weighing 416 tonnes slung the 2,117 kg GSAT-6 communication satellite in the geosynchronous transfer orbit (GTO) around 17 minutes into the flight. As the whole mission concluded successfully, ISRO scientists at the mission control centre were visibly happy, back-slapping and hugging each other once the rocket ejected the GSAT-6 satellite into the intended orbit. Speaking about the launch, ISRO chairman A.S.Kiran Kumar said: "Today's performance of launch vehicle was normal. The intricacies of cryogenic engine has been understood." This is the first successful GSLV rocket launch that placed a satellite in orbit in Kiran Kumar's tenure. The Indian space agency flew the GSLV rocket with its own cryogenic engine for the second time on Thursday after the successful launch of a similar rocket in January 2014 that put into orbit GSAT-14. This was the second

mission of GSLV during the last five years after two such rockets failed in 2010. One of the GSLV rockets flew with Indian cryogenic engine and the other one with a Russian engine. The GSLV is a three stage/engine rocket. The core of first stage is fired with solid fuel while the four strap-on motors by liquid fuel. The second is the liquid fuel and the third is the cryogenic engine. For the country, ISRO's perfection of cryogenic engine technology is crucial as precious foreign exchange can be saved by launching communication satellites by itself. Currently ISRO flies its heavy communication satellites by European space agency Ariane. ISRO officials told IANS earlier that the country pays around $85-90 million or around Rs.500 crore as launch fee for sending up a 3.5 tonne communication satellites. The cost of satellite is separate. The ISRO can send smaller communication satellites weighing around 2 tonnes - till such time it gets ready four tonnes. an advanced GSLV variantThe space agency will GSLV-Mark III- that can lug be launching satellites like satellites weighing around GSAT-7, 9 using a similar

rocket. One of the notable aspect of the successful launch is the rocket's weight lift capacity. The

current GSLV rocket that ISRO flies has a carrying capacity of around 2.2 tonnes. Earlier attempts to carry slightly over two tonne satellite ended in partial/total failures. The GSAT-6 is India's 25th geostationary communication satellite and12th in the GSAT series. Five of GSAT-6's predecessors were launched by GSLV during 2001, 2003, 2004, 2007 and 2014 respectively. After its commissioning, GSAT-6 will join the group of India's other operational geostationary satellites. The satellite provides communication through five spot beams in S-band and a national beam in C-band for strategic users. One of the advanced features of GSAT6 satellite is its S-Band Unfurlable Antenna of 6 metre diameter - the largest satellite antenna realised by ISRO. This antenna is utilised for 5 spot beams over the Indian mainland, which exploit the frequency reuse scheme to increase frequency spectrum utilisation efficiency. The satellite's life expectancy is 9 years.

TV journalists killed with ‘powder keg’ of anger Killings put gun violence in focus

WDBJ reporter Alison Parker (L) is pictured interviewing Vicki Gardner in Moneta, Virginia August 26, 2015 moments before she was shot, in this combination of still images from video posted to the Facebook account of Bryce Williams. (REUTERS Photo)

MONETA, AugusT 27 (REuTERs): Two television journalists were shot to death during a live broadcast in Virginia on Wednesday, slain by a former employee of the TV station and who called himself a “powder keg” of anger over what he saw as racial discrimination at work and elsewhere in the United States. The suspect, 41-year-old Vester Flanagan, shot himself as police pursued him on a Virginia highway hours after the shooting. Flanagan, who was African-American, died later at a hospital, police said. The journalists who were killed were reporter Alison Parker, 24, and cameraman Adam Ward, 27. Both journalists were white, as is a woman who they were interviewing. The woman was wounded and was in stable condition, a hospital spokesman said. Social media postings by a person who appeared to be Flanagan indicated the suspect had grievances against the station, CBS affiliate WDBJ7 in Roanoke, Virginia, which let him go two years ago. The person

also posted video that appeared to show the attack filmed from the gunman’s vantage point. Flanagan sent ABC News a 23page fax about two hours after the shooting, saying his attack was triggered by the June 17 mass shooting at a black church in Charleston, South Carolina, the network said. Nine people were killed, and a white man has been charged in that rampage. The network cited Flanagan as saying he had suffered racial discrimination, sexual harassment and bullying at work. He had been attacked by black men and white women, and for being a gay black man, he said. “The church shooting was the tipping point ... but my anger has been building steadily,” ABC News cited the fax as saying. “I’ve been a human powder keg for a while ... just waiting to go BOOM!” The on-air shooting occurred at about 6:45 a.m. EDT at Bridgewater Plaza, a Smith Mountain Lake recreation site about 200 miles (320 km) southwest of Washington.

The broadcast was abruptly interrupted by the sound of gunshots as Parker and the woman being interviewed, Vicki Gardner, executive director of the Smith Mountain Lake Regional Chamber of Commerce, screamed and ducked for cover. Hours after the shooting, someone claiming to have filmed it posted video online. The videos were posted to a Twitter account and on Facebook by a man identifying himself as Bryce Williams, which was Flanagan’s onair name. The videos were removed shortly afterward. In one video, a handgun was clearly visible as the person filming approached the female reporter. The person purporting to be Williams also posted, “I filmed the shooting see Facebook” as well as saying one of the victims had “made racist comments.” In the fax to ABC News, Flanagan praised shooters who had carried out mass killings at Virginia Tech University in 2007 and at Colorado’s Columbine High School in 1999. ABC News said Flanagan called

WAshiNgTON, AugusT 27 (iANs): As the killing of two journalists on live TV brought the issue of gun violence in America back into sharp focus, the White House renewed a call for Congress to pass gun control laws. “This is another example of gun violence that is becoming all too common in communities large and small all across the United States,” press secretary Josh Earnest told reporters Wednesday. “There are some common sense things that only Congress can do that we know would have a tangible impact on reducing gun violence in this country,” he said. “Congress could take those steps in a way that would not infringe on the constitutional rights of law abiding Americans.” A powerful gun lobby has foiled President Barack Obama’s efforts to tighten gun laws leading him to describe it as the greatest source of

frustration during his time in office. Even Obama’s Indian-American nominee for Surgeon General Vivek Murthy, who has described gun violence as a public health issue, had to cool his heels for more than a year before his Senate confirmation in the face of fierce opposition from the National Rifle Association. Murthy told the Asian American Journalists Association convention gala in San Francisco recently that he doesn’t regret his gun-control statement calling his difficult confirmation process a consequence of speaking out. Commenting on Wednesday’s killings of two journalists, the New York Times lamented “an increasingly horrific fact of life and death in the United States that easily available guns offer troubled Americans the power to act out their grievances in public.” Noting “a grim reality” that the estimated 300 million guns in Amer-

ica owned by a third of the population, far more per capita than any other modern nation,” it felt that “no change is likely, for all the social media grotesquerie.” “The woeful truth underlying this latest shooting is more mundane than alarming. There are too many guns, and too little national will to do anything about them,” it said. In a similar vein, the Washington Post also asked: “Will America finally do something to stop our gun-fuelled carnage?” Any rational government would carefully regulate “highly dangerous machines that have some legitimate uses and many illegitimate ones,” it said. “Instead, our leaders,” it said had “thwarted efforts to study the effects of having a society saturated with firearms and generally cowered before the lobbying might of a political fringe.”

the network shortly after 10 a.m. Flanagan said he had shot two people and that police were after him, and then hung up. ABC News then contacted authorities and turned over the fax, which had arrived about 90 minutes earlier, the network said.

out of control, but we’re still looking into that,” he said. “We still have a lengthy investigation to conduct and that’s our focus as we move forward.” Flanagan had sued another station where he worked in Florida for alleged racial discrimination. Flanagan said he was called a “monkey” by a producer in the lawsuit filed in federal court against Tallahassee station WTWC in 2000. He also said a supervisor at the station called black people lazy. The Florida case was settled and dismissed the next year, court records show. WDBJ7 President and General Manager Jeff Marks said he knew of no particular connection between Flanagan and the two slain journalists. Speaking to CNN about Flanagan, he added, “Do you imagine that everyone who leaves your company under difficult circumstances is going to take aim?” “Why were they (Parker and Ward) the targets, and not I or somebody else in management?” he said. The station’s early morning

broadcast showed Parker interviewing Gardner about the lake and tourism development in the area. Gunshots erupted, and as Ward fell his camera hit the ground but kept running. An image caught on camera showed what appeared to be a man in dark clothing facing the camera with a weapon in his right hand. The station described the two dead journalists as an ambitious reporter-and-cameraman team who often produced light and breezy feature stories for the morning program. “I cannot tell you how much they were loved,” Marks said. They were both engaged to be married to other people at the station. “My heart goes out to the families affected,” President Barack Obama said in a television interview in New Orleans, adding that such gun violence occurs “all too often in this country.” He said the United States needs to do “a better job of making sure that people who have problems, people who shouldn’t have guns, don’t have them.”

Shot Himself As Police Closed In Flanagan shot himself as Virginia State Police were closing in on a rental car on Interstate 66 in Fauquier County, WDBJ7 said. State police said the suspect refused to stop when spotted by troopers and sped away. Minutes later, the suspect’s vehicle ran off the road and crashed, police said in a statement, adding that troopers approached the vehicle to find the driver with a gunshot wound. He was taken to Inova Fairfax Hospital near Washington, where he died. “It’s obvious that this gentleman was disturbed in some way at the way things had transpired at some part of his life,” Franklin County Sheriff Bill Overton told a news conference. “It appears things were spiraling

China detains 12 over Tianjin blasts Grow plants if you want to curb urban heat: NASA Arrest warrant issued for shANghAi, AugusT 27 (REuTERs): China has formally detained a dozen people over huge explosions in the city of Tianjin this month that killed at least 139 people, and has accused 11 officials and port executives of suspected dereliction of duty or abuse of power. Anger over safety standards is growing in China, after three decades of swift economic growth marred by incidents from mining disasters to factory fires, and President Xi Jinping has vowed that authorities will learn the lessons paid for with blood. News of the detentions comes a day after the ruling Communist Party sacked the head of China’s work safety regulator, a former vice mayor of Tianjin, for suspected corruption, but without making an explicit link to the deadly chemical blasts. The chairman, vice-chairman and three deputy general managers of Tianjin Ruihai International Logistics Co Ltd, owner of the warehouse that blew up, were among those who were “criminally detained”, the staterun Xinhua news agency said on Thursday. In an Englishlanguage report, the agency said they had been arrested. In China, criminal detention precedes arrest, which happens only once police level formal charges. Separately, the state prosecutor said on its website a probe into the incident had found officials from a range of agencies to have been irresponsible, negligent and lax in the supervision of Tianjin Ruihai. Among these agencies were Tianjin’s transport, land resources, work safety and customs offices, besides state-owned port companies. It named 10 officials suspected of dereliction of duty and one suspected of abuse of power. There were 139 people confirmed dead in the blasts that flattened part of the port, while 34 remain missing.

WAshiNgTON, AugusT 27 (iANs): The presence of vegetation in urban areas along the roads, in the parks and in your neighbourhood - can limit city heat effect to a great extent, says a NASA study. Using multiple satellites’ observations, researchers found that areas in the US covered in part by concrete surfaces had a summer temperature 1.9 degrees Celsius higher than surrounding rural areas. In winter, the temperature difference was 1.5 degrees Celsius higher in urban areas. At the human level, a rise of one degrees Celsius can raise energy demands for air conditioning in the summer from five to 20 percent. “This has nothing to do with greenhouse gas emissions. It is in addition to the greenhouse gas effect. This is the land use component only,” said Lahouari Bounoua,

research scientist at NASA’s Goddard Space Flight Centre in Greenbelt, Maryland. The urban heat island effect occurs primarily during the day when urban impervious surfaces absorb more solar radiation than the surrounding vegetated areas, resulting in a few degrees temperature difference. The urban area has also lost the trees and vegetation that naturally cool the air. “Anywhere in the US, small cities generate less heat than mega-cities,” Bounoua said. The reason is the effect vegetation has on keeping a lid on rising temperatures. “The amount and type of vegetation plays a big role in how much the urbanisation changes the temperature,” added research scientist and co-author Kurtis Thome. As a by-product of photosynthesis, leaves release water

back into to the atmosphere in a process called evapotranspiration, which cools the local surface temperature the same way that sweat evaporating off a person’s skin cools them off. Trees with broad leaves have more pores to exchange water than trees with needles, and so have more of a cooling effect. “So even though 0.3 degrees Celcius may seem like a small difference, it still may have impact on energy use,” Bounoua said, especially when urban heat island effects are exacerbated by global temperature rises due to climate change. Understanding the tradeoffs between urban surfaces and vegetation may help city planners in the future mitigate some of the heating effects, the authors noted in a paper that appeared in the journal Environmental Research Letters.

kARAChi, AugusT 27 (REuTERs): A Pakistani anti-corruption court on Thursday issued an arrest warrant for former prime minister Yousaf Raza Gilani, in a case alleging millions of dollars of graft in a trade development scheme, a security official said. The same day, another senior figure in the opposition Pakistan People’s Party (PPP) was accused in court of financing terrorism after being arrested the previous day. The PPP accuses its enemies of waging a smear campaign through the courts. Gilani was prime minister in the PPP government from March 2008 until his disqualification and ouster by the Supreme Court of Pakistan in April 2012. He is currently vice chairman of his party. The warrant was issued for Gilani and another senior party leader, Makhdoom Amin Fahim, according to Javed Akbar Riaz, an official with the AntiCorruption Unit of the Federal In-

vestigation Agency. The pair were ordered to appear before the court on Sept. 10. Riaz said the agency had petitioned the court for the prosecution of Gilani and Fahim over their alleged approval and disbursement of hundreds of millions of dollars to fake companies through the government Trade and Development Authority. PPP Senator Sherry Rehman said the charges were politically motivated. “It seems a revenge-like campaign is being carried out against the PPP,” he told a news conference. Another prominent PPP figure appeared before an anti-terrorism court in Karachi on Thursday and ordered to be detained for 90 days. Court papers alleged Asim Hussain, a petroleum minister in the previous PPPled government, had been involved in “terror and violence financing, misappropriation of funds for enhancing support for terrorism and other criminal activites”.

Blood test may predict hypertension risk NEW YORk, AugusT 27 (iANs): A more sensitive version of a blood test long used to verify heart muscle damage from heart attacks could also identify people on their way to developing hypertension well before the socalled silent killer shows up on a blood pressure machine, research has found. People with higher levels of the cardiac regulatory protein troponin T are more likely to be diagnosed with hypertension within a few years, showed the findings. “Identifying those at risk for hypertension as well as those in the earliest stages of the disease would allow us to intervene much sooner, either with lifestyle changes or medication, before the condition develops fully and has had a chance to damage organs,” said lead investigator Bill McEvoy, assistant professor at Johns Hopkins University School of Medicine in the US. The high-sensitivity test can identify these people, because it detects even trace amounts of troponin released by heart cells injured by spikes in blood pressure that come and go unnoticed, often for years, the study said. The study followed 5,479 people people for an average of 12 years. None of the participants had clinical diagnosis of hypertension at the beginning of the study. Compared with people whose troponin levels were undetectable -- less than five nanograms per deciliter -those with mild elevations -- five to eight nanograms per deciliter -- had a 13 percent higher rate of hypertension during the follow-up. Those with notably elevated troponin levels -- nine to 13 nanograms per deciliter -- were 24 percent more likely to have developed hypertension, and those with troponin levels above 13 nanograms per deciliter had a nearly 40 percent higher risk of hypertension.

WAshiNgTON, AugusT 27 (AP): Sweeping into office in 2009, President Barack Obama captured near rock-star status around the world among millions who saw him as the embodiment of a new sense of social purpose. Now, that baton has largely been passed to Pope Francis, whose visit to the White House next month will put his common cause with Obama on vivid display.

Obama has made no secret of his affection for the outspoken pope, calling him a “transformative leader” whose influence has transcended the Roman Catholic community. The pope has embraced many of the issues Obama has sought to advance, including global warming, poverty and diplomacy with Iran and Cuba. Vice-President Joe Biden, a Catholic, said the

pope’s Sept 23 visit will mark an important moment not only for Catholics but also for all Americans. “Pope Francis has breathed new life into what I believe is the central mission of our faith: Catholic social doctrine,” Biden said in a statement to The Associated Press. Invoking key elements of Obama’s agenda, Biden added that Francis “has become a moral rudder for the world on

some of the most important issues of our time, from inequality to climate change.” The pope’s brief visit to the White House is part of his highly anticipated trip to the US and Cuba. It’s a reunion of sorts for Obama and Francis, who first met when the president visited the Vatican last year. Despite deep differences on some social issues such as abortion, Obama and the pope are expected to focus on areas of agreement. The White House said economic opportunity, immigration and refugees, and protection of religious minorities were high on the agenda. “It’s going to be a come-to-Jesus moment _ no pun intended _ for the many politicians who want to claim the mantle of Pope Francis,” said Michael Wear, a former White House official who led faith outreach for Obama’s 2012 campaign. For Obama, the visit offers a chance to imbue his remaining goals with a sense of moral authority as

he approaches the end of his presidency. Viewed as largely above politics, Francis is extremely popular in the US. Tickets to his speech to Congress are such a hot commodity that an overflow crowd of thousands is expected to watch on Jumbotrons from the National Mall, the grassy expanse that leads to the Capitol. “In a way, Pope Francis has become a conscience for this age of the world. When President Obama came to office, he too had that aura for at least the first couple of years,” said Stephen Schneck, who runs the Catholic politics institute at Catholic University of America. “But Pope Francis’ message is moral and religious. He’s not going to be talking about legislation.” The White House has praised Francis for involving himself in issues usually left to politicians. In a rare move, Francis personally intervened to help the US and Cuba restore relations, writing leaders of

both countries and hosting their delegations at the Vatican for final talks. And on climate change, a cornerstone of Obama’s desired legacy, Francis added the weight of the pulpit by publishing a landmark encyclical calling climate change real and man-made. Yet there are risks for Obama if he glosses over other, stark differences in views. When he visited Francis early last year, Obama contradicted the official Vatican account of their meeting by saying they hadn’t discussed social issues in any detail. Papal aides insisted the two leaders indeed discussed religious freedom, life and conscientious objection _ buzzwords for abortion, birth control and parts of Obama’s health care law. “That’s the delicate dance,” said Julian Zelizer, a presidential historian at Princeton University. “The idea is to point out common areas of concern, rather than say, `We are total allies.”’

India plot to end 22-year Rabies: A life threatening disease drought against Sri Lanka

ColoMbo, AuguST 27 (IANS): India will fancy their chances of a series win in Sri Lanka after 22 years when the third and decisive Test begins at the Sinhalese Sports Club (SSC) here on Friday. Virat Kohli-led India slumped to a 63-run loss in the first Test at Galle despite dominating much of the match, but shook off the disappointment by thumping the hosts to a 278-run loss in the second Test at the P. Sara Oval here. India are eyeing their first Test series win at the Island nation since 1993. But their ambitions may hit a roadblock due to injuries to key players. India's batting will be considerably handicapped without the injured trio of regular openers Murali Vijay and Shikhar Dhawan and wicketkeeper Wriddhiman Saha. But their loss can be Cheteshwar Pujara's gain as he is likely to be called up for action for the first time in the series. He is expected to be asked to open the innings alongside Lokesh Rahul in the absence of Dhawan and Vijay. Uncapped Madhya Pradesh wicketkeeperbatsman Naman Ojha, who was added to the squad with young Karnataka batsman Karun Nair, is likely to step in for Bengal glovesman Saha. But they will draw comfort from the fact that their opponents will also be affected by crucial absentees. Sri Lanka will enter a new era in their cricketing history following the retirement of batting stalwart Kumar Sangakkara and the team's primary task will be to fill the void created at the top order by the legendary left-hander's departure. They are yet to cope up from the departure of another batting giant Mahela Jayawardene, who quit all forms of international cricket earlier this year. Sans this two heavyweights, Sri Lanka are visibly short on experience particularly in Tests, which demands greater skills from a batsman to succeed.

In this Indian cricket team, no one owns a batting position: Ravi Shastri

ColoMbo, AuguST 27 (PTI): Indian cricket team director Ravi Shastri termed the performance of the Indian bowlers in the second cricket Test against Sri lanka as the “best in the last couple of years” and hoped for a repeat show in the series-decider. India grabbed eight wickets in the final morning in quick time to win the second Test by a handsome 278-run margin. “It was the best bowling performance I have seen from this unit in the last couple years. Especially on second and third day, where in parts, they didn’t get any wickets but the discipline was there. They kept on the pressure and when wickets started falling it showed,” Shastri said at the pre-match media conference. “So they can do the same in this match and I don’t see why not, because they did it in the last Test,” the former India captain said. Shastri also stressed on the fact that the batting order of the side will remain flexible and depending on match situations, it will be changed accordingly. “In this team, no one owns a batting position. It all depends on the situation. We will play horses for courses and see what the situation and the opposition demands,” Shastri said answering a query on Ajinkya Rahane’s promotion at No 3 in place of Rohit Sharma, who struggled in the first Test. Shastri, who is known for his tough talking, again reiterated that winning is what matters to the team as they go into the third Test. “Nothing has changed from Galle. We play only for one reason and we play to win,” said the veteran of 80 Tests. When asked how confident the team is about winning a Test series in Sri Lanka after 22 years, Shastri said, “In 23 years, even I have forgotten. I know it is 1-1 now and we have a chance to win. We will take one day at a time and we have to focus on the basics.” As India stand on the cusp of a rare Test series win, Shastri also mentioned Mahendra Singh Dhoni’s contribution and his decision to quit longer format paving the way for Virat Kohli to take over.

R

abies is a viral disease. It is almost always deadly in humans who contract it and do not receive treatment. Rabies can be totally prevented with appropriate treatment. It is transmitted through scratches and bites from an infected animal. Saliva from infected animal also transmits rabies if it comes in contact with mouth, nose and eyes. Rabies virus infects the brain which ultimately cause disease in brain. The virus is transmitted only when it gets into bite wounds, open cuts in your skin or in the mucous membranes. The virus then spreads from the site of the exposure to your brain and eventually spreads throughout

the body’s major organs. It cause about 26000-55000 deaths worldwide per year.More than 95% of theseoccursin Asia and Africa. India has the highest rate of human rabies in the world, primarily because of stray dogs. The period between infection and the first flu like symptoms is typically 2 to 12 weeks in humans. Incubation period is as short as four days and longer thansix years have been documented, depending on the location and severity of the contaminated wound and the amount of virus introduced. Survival is rare once symptoms have presented, even with the administration of proper and intensive care.

Early symptoms include fever, headache, weakness and discomfort. As the disease progress more specific symptoms appear which includes sleeplessness, anxiety, confusion, paralysis, excitation, agitation, increases salivary production and Hydrophobia(fear of water). Death usually occurs within days of the onset of these symptoms. Hydrophobia or Fear ofwater is a historic name for Rabies. The person has difficulty in swallowing, shows panic when presented with liquids to drink and cannot quench his or her thirst. Saliva production is greatly increased and attempts to drink,or even the intention or suggestion of drinking may

cause painful spasms of the muscles in the throat and larynx. If a person is bitten by an infected animal, wash the woundthoroughlyas soon as possible with water and soap for about 10-15 minutes. Povidone-iodine or alcohol then recommended reducing the virus further. Seek medical help from doctor. Proper vaccination of pets should be done and should be kept under supervision to prevent infection. Do not handle wild animals or stray, contact a veterinarian if the animal is acting strangely. Sophia Webster gives Barbie a hi-top makeover

F

or the first time in history, Barbie has the option of wearing flat shoes - and designer ones at that. To many, this may not warrant a newsflash, but it’s an important step (excuse the pun) for a doll that has been tottering around on her tip-toes for almost 60 years. Despite being the world’s best-selling doll, Barbie’s sales have been sliding over the past four years. Mattel, the USbased company which owns Barbie, is adding a new dimension to its billion-dollar money maker with a new Fashionista range, comprised of figurines with eight different skin tones, 14 varying facial shapes, 18 eye colours, 22 hair styles and 23 hair tones. These new dolls fea-

ture the articulated ankles, something which Londonbased shoe designer Sophia Webster has been only too keen to capitalise on when invited to give Barbie a makeover. The Barbie by Sophia Webster doll (priced at £120 when it goes on sale mid-September at SophiaWebster.com), comes with colourful hi-tops and flatform sandals alongside a couple of pairs of heels. It’s not surprising that Mattel chose Londonbased Webster for its latest designer collaboration; the designer made her London Fashion Week debut almost three years ago with life-size installations of Barbie boxes and clearly possessed a love of all things pink. Her designs have continued to be kitsch, optimistic and ever

so girly, but with a certain attitude. Webster said: “An inspiration to girls around the world, we have seen Barbie as everything from a company CEO, to a doctor, a rapper, to an Olympic ice skater. Throughout the years she has shown young girls that they can do or be anything they choose, and it is this positive message that I am proud to be a part of.” As part of the union, Webster has also created a Barbie-inspired capsule collection of shoes for women and children, which launch in Selfridges nationwide from tomorrow, priced from £150 for a pair of skate shoes.

has released the first official image of Jude Law on its upcoming series "The Young Pope". In the image that is more suitable to represent someone on vacation than a pope, he looks regal in his white papal outfit while relaxing in the sun. He covers his eyes with stylish sunglasses and a hat. The two-time Academy Award-nominated actor plays Lenny Belardo, Pope Pius XIII, on the drama from Italian Oscar-winning director Paolo Sorrentino. It revolves around "the beginning of the Pontificate of Pius XIII, born Lenny Belardo. He was a complex and conflicted character, so conservative in his choices as to border on obscurantism, yet full of compassion towards the weak and poor." Sorrentino has said the show would capture "the inner struggle between the huge responsibility of the Head of the Catholic Church and the miseries of the simple man that fate (or the Holy Spirit) chose as Pontiff. Finally, how to handle and manipulate power in a state whose dogma and moral imperative is the renunciation of power and selfless love towards one's neighbor." The eight-episode series is filmed in Italy, North America, Africa and Puerto Rico, and is expected to wrap up the production in February 2016. Also starring Diane Keaton as a nun, the drama series is made in a joint production with HBO, Sky and France's Canal Plus.

Justin Bieber look-alike Toby Sheldon found dead

P

op star Justin Bieber's look-alike Toby Sheldon, whose legal name is Tobias Strebel, has been found dead. The 35-year-old, who spent $100,000 to look like the singer, was reported missing earlier this week after he was last seen in West Hollywood on August 8. Strebel's body was found in a Motel 6 in the San Fernando Valley on August 21, reports TMZ. The website claimed drugs were found in the room, though it’s unclear how he died. His spokesperson confirmed the news to mirror.co.uk saying: "I am beyond devastated to have heard the news about Tobias. Tobias was a kind, caring, and gentle soul that was dedicated and passionate to his music and career. "For all the slings and arrows put forth against

him, he always held his head high, treated everyone with respect, and had a warmth and glow to him that made anyone around him smile... My condolences go out to his family." He found fame after appearing on reality TV shows ‘Botched’ and ‘My Strange Addiction’ last year as he continued his quest to look like Bieber.

"I don't want to make any claims that we're making the film to cross the borders. But there is an intention in place. There are cuts of the film being readied, dubbed and released widely all across the UAE. It's been dubbed in Arabic. We're also dubbing it in other South American languages (Spanish and Portuguese) and English. So there are international cuts with a slighter shorter length that will be going out apart from the diaspora release," he said to queries how the Indian appeal of the film was blended with international appeal. He was inter-

acting with media at the trailer launch of the action thriller along with its stars Aishwarya and Irrfan. The question was prompted by the fact that ‘Jazbaa’ features two internationally renowned stars. While Aishwarya is known internationally for her Miss World triumph and other fashion appearances such as Cannes, Irrfan is known for several of his successful films in Hollywood. On reports that Aishwarya had adopted a profit-sharing model of remuneration for the film, Gupta said that it was all success-sharing while Aishwarya heartily laughed it off, telling the journalist to come to her office to discuss the issue. ‘Jazbaa’ is a remake of a Korean film and is scheduled to release on October 9.

teenager Bolt finished last. That was the year before Gatlin, having just matched the 100m world record, tested positive for a banned substance for a second time and was suspended for four years. Gatlin, 33, had gone unbeaten since 2013 in both sprints coming to Bei-

jing and his was the world leading time that Bolt bettered to take the title. "I'm the oldest man in the field and still running, running pretty well," said Gatlin. "It feels good to go against him(Bolt). I'm just going to prepare myself for next year, for the Olympics and come out even stronger."

De Bruyne deal with Man City not yet done – Wolfsburg

BERLIN, AuGust 27 (REutERs): VfL Wolfsburg attacking midfielder Kevin De Bruyne's transfer to Manchester City has not yet been completed despite ongoing talks with the English club, Wolfsburg sports director Klaus Allofs said on Thursday. "It seems some people are galloping faster than the events. It is wrong that an agreement with Manchester City has been reached,"

Allofs told a news conference. "We are in talks but as it stands now he will be training with us as normal. The situation at the moment is that he is a player of Wolfsburg and that says it all." Allofs said they were trying to meet the wishes of the player but were also looking after the club's interests in a deal that he said "could only have winners." City have made repeated offers

for the German league's player of the year and the 24-year-old is seen as all but certain to move to the Premier League this season for what is reported to be a record fee of 74 million euros ($84.03 million) for a Bundesliga player. De Bruyne, who joined in 2014 from Chelsea after loan spells with Genk and Werder Bremen, has a contract at Wolfsburg until 2019. His agent Patrick De Koster was

quoted by several media outlets as saying the deal had not been completed but could be soon. "We are relaxed about the situation and we will see what happens in the next day or two," De Koster said. The Belgian international was in stellar form last season, scoring 10 goals and providing 21 assists as the Wolves finished Bundesliga runners-up last season. Wolfsburg also clinched the German Cup.
