60 year old woman assaulted in Kohima Police await forensic report to ascertain sexual assault DImaPuR, augusT 28 (mexN): A 60 year old woman was assaulted by a man in Kohima on August 22. According to sources, the victim was getting ready to return home after the day’s work in her paddy field when the incident happened. The man reportedly demanded sexual favours from the woman. When she resisted, the man assaulted her, the sources said. The police, while confirming the incident, said that five suspects, including the main suspect, were

arrested. Two of the suspects were arrested the same day and three others were arrested the next day. All five were reported to have criminal records. Stating that swab samples have been dispatched for forensic analysis, the police said that it cannot comment on the progress of the investigation until the forensic report arrives. All five were forwarded to judicial custody. Meanwhile, a press note from the Nagaland State Commission for Women (NSCW) informed that the accused, now under police custody, “is said to be a repeat offender.” The NSCW informed that its members visited the victim and

made a contribution towards her medical expense. The commission, while condemning the incident, has demanded that the case against the accused be disposed off expeditiously, and “the maximum punishment for not only rape but also grievous bodily harm must be awarded to him.” It further appealed to the police and the judiciary to deal with this case on a fast-track basis “so that it becomes a deterrent for other would-be offenders of violence against women. This incident comes after reports earlier in the week cited latest figures of the National Crime Records Bureau (NCRB), pointing out that Nagaland is the safest place for women in the country.

At least eight people were killed and three injured in an ambush involving the 23rd Assam Rifles and the NSCN (K) at International Trade Centre (ITC) Dan, Pangsha area under Noklak HQ. Seven were killed on the spot, while the other one succumbed to bullet injuries. ITC Dan is some 30 kilometers away from Noklak town and is the last village under Tuensang district bordering Myanmar. The firing occurred in the back drop of the Naga Mothers’ Association (NMA) scheduled meeting on Saturday with the NSCN (K) leaders at the border area. According to the Assam Rifles, seven NSCN (K) cadres, including a woman cadre were killed. However, this could not be independently ascertained at the time of filing this report. Sources informed that one civilian was killed while two other civilians, both women, were injured in the ambush. The identities of the NSCN (K) cadres could not be identified till the filing of this report. Right after the ambush carried out by the security forces, there was intermittent firing between the security forces and the NSCN (K). The NSCN (K) cadres were reportedly on their way to Henpo (Ponyu), a Khiamniungan village under Myanmar on a Maruti Gypsy, a Mahindra Bolero pick-up and a bike when they were attacked by the security forces. Sources from Pangsha said the security forces were lying in wait since Thursday evening. The attack took place in an area between ITC Dan rest house and the helipad. The three civilians who were injured were taken to New Pangsha PHC by villagers who reached the site of incident after hearing the firing. A health-mela was going on at New Pangsha at the time the firing occurred. One of the civilian hailing from Konyak community, reportedly a businessman, succumbed to injuries at Pangsha Primary Health Centre (PHC). He had sustained bullet injuries in the stomach and shoulder. The second civilian, a girl aged around 18-19 years was shot in the chest. Hailing from Henpo village, she had come for a medical check-up at the Pangsha health camp and had hitched a ride-back to her village on one of the vehicles when the attack took place.

The third civilian injured, reported to be the wife of a NSCN (K) leader, sustained injury on the leg. Both the injured havebeen shifted to Tuensang Civil hospital, the source said. Other sources stated that among those killed in the ambush was a Major of NSCN (K) and his wife. However, this could not be confirmed.

NMA shocked and saddened

Meanwhile, NMA president Abei-u Meru when contacted expressed shock over the incident. She informed that the four member team heard of the firing just as they reached Tuensang. The NMA team were supposed to meet NSCN (K) leaders on Saturday. A Press Trust of India (PTI) report stated that the NMA claimed the woman who was killed in an encounter between the NSCN (K) and the Assam Rifles, was a health worker. NMA Advisor Rosemary Dziivichii told PTI that “a delegation of Naga mothers had reached Tuensang this evening to take part in a peace meeting with the leaders of NSCN (K) in Pangsha, but we are shocked to learn about the encounter between the Assam Rifles and NSCN (K).” “We are deeply saddened that a woman health worker was killed and another woman (a SSA teacher) sustained bullet injuries,” she said. The Assam Rifles in a press statement said it has ‘neutralized’ seven cadres of the NSCN (K) including one woman cadre, during the exchange of fire at Pangsha in Tuensang district. According to the statement, a patrol of security forces carrying out ‘routine domination’ of the border area along the Pangsha town saw one motorcycle, one gypsy and one Bolero vehicle approaching along the road. It claimed that when the security force patrol asked the motorcycle to halt for checking, there was intense firing from the Gypsy and Bolero vehicles which were following behind. And in the ensuing ‘fire fight,’ the Assam Rifles claimed, seven cadres of NSCN (K) were neutralized, and three ‘Over Ground Workers’ injured. The AR stated that a large quantity of arms and ammunition were recovered. It also said that one jawan was also injured in the firing from NSCN (K) cadres. The AR said that the cadres were from the NSCN (K) camp located at Ponyu village inside Myanmar and belonged to the group headed by Lt Gen Niki Sumi.

‘Climate change will lead to How HIV infection progresses to AIDS rise in malaria, dengue cases’

New DelhI, augusT 28 (IaNs): Rising temperatures due to climate change will increase the spread of deadly vector-borne diseases like malaria and dengue especially in the Himalayan region, experts said here on Friday while emphasising there was an urgent need to “strengthen” the country’s health infrastructure. Speaking at a conference on “Climate change and health risks” organised by the French Embassy in partnership with the Council on Energy, Environment and Water in the lead-up to the Paris Climate Change Conference (COP21), Ramesh Dhiman, scientist at the National Institute of Malaria Research, said the Himalayan region will be the worst affected by such diseases.

“Places like Jammu and Kashmir and Uttarakhand will have the problem of transmission (of vector-borne diseases) by 2032 and the Himalayan region will be the most hit as the rise in temperature will make breeding of mosquitoes easy at higher regions,” Dhiman said. Dhiman said there was a need to “strengthen” the country’s health infrastructure and reach out to people living in far flung areas of the country. According to WHO, climate change is expected to cause approximately 250,000 additional deaths between 2030 and 2050; 38,000 due to heat exposure in elderly people, 48,000 due to diarrhea, 6,000 due to malaria and 95,000 due to childhood nutrition problems.

New YoRk, augusT 28 (IaNs): Instead of directly causing AIDS, the human immunodeficiency virus (HIV) turns host immune cells into suicide machines, using them to spread the virus and cause the progression from HIV to AIDS, new research has revealed. HIV can either be spread through freefloating virus that directly infect the host immune cells or an infected cell can pass the virus to an uninfected cell. The second method, cell to cell transmission, is 100 to 1000 times more efficient, and the new study shows that it is only this method that sets off a cellular chain reaction that ends in the newly infected cells committing suicide. “The fundamental ‘killing units’ of CD4 T cells in lymphoid tissues are other infected cells, not the free virus,” said co-first author Gilad Doitsh from Gladstone Institute

of Virology and Immunology, University of California, San Francisco in the US. HIV mostly targets CD4 T lymphocytes, a type of T cell involved in initiating an immune response. “And cell-to-cell transmission of HIV is required for activation of the main HIV death pathway,” Doitsh noted. “This study fundamentally changes our mindset about how HIV causes massive cell death, and puts the spotlight squarely on the infected cells in lymphoid tissues rather than the free virus,” senior author Warner Greene, director of the Gladstone Institute of Virology and Immunology pointed out. “By preventing cell-to-cell transmission, we may able to block the death pathway and stop the progression from HIV infection to AIDS,” Greene noted. The study was published in the journal Cell Reports.

Addressing a press briefing here after a marathon meeting of UNTABA mem-

The villagers said that Assam Police and Forest personnel intruded into the village and destroyed plantations and huts in the wee hours of August 28. The village, which borders Karbi-Anglong Autonomous district on the western periphery of Dimapur, has an unresolved dispute over boundary demarcation. contention is a patch of land nestled on a slope overlooking a camp of the 6th Assam Police battalion. The villagers claim that the Lengri stream, which flows in between, is the accepted boundary and that the site is well within the designated village boundary. The Assam Forest department on the other hand claim that the land is part of Daldali Reserve Forest and part of Assam. According to the Rilan Village Council (RVC), today’s was the second such incident this year. In 2014, the border village witnessed similar stand-offs with the Assam police which later subsided.

tre has so far turned a deaf ear to the plea of UNTABA, Yeputhomi said. He also said UNTABA had earlier apprised the collective leadership of the NSCN (IM) on the boundary issue and handed over all details and relevant his-

“The Assam Police claim it is a Reserve Forest and harasses Rilan villagers, who cultivate the land,” said RVC chairman, M. Nribemo Ovung. “On the other hand, they allow people from Assam to settle and farm on land said to be Reserve Forest.” A new settlement named ‘Disapur’ has sprung up just across the Lengri stream overlooking the land in dispute. In this regard, the RVC has appealed the government of Nagaland to seriously consider the situation. According to the RVC, the SP (Border), H. Kuhovi Sema visited the site today and assured the villagers of looking into the matter.

torical documents. “We firmly believe that until and unless the traditional Naga lands are brought back to Nagaland according to historical perspectives, the Naga political issue can never be finalized. In this regard, UNTABA will also

meet the interlocutor of the Naga peace talks, RV Ravi,” Yeputhomi informed. He said the NSCN leadership assured to take into consideration UNTABA’s viewpoints during negotiations with the Centre. The UNTABA chairman

added that since only the parliament and not the Supreme Court has the power to demarcate state boundaries, it will appeal the apex court to direct the Centre to address the inter-state boundary issue. UNTABA also denounced the act of the Assam government in facilitating illegal settlements of people of doubtful Indian origin along the disputed area belts (DABs) and accused the Assam government of systematically encroaching on all reserved forests, which traditionally and historically belong to the Nagas. “In the writ petition, we will also claim compensation from Assam for illegal extraction of mineral resources, deforestation, arbitrary establishment of tea estates and rampant and illegal establishment of settlements in the DABs,” the UNTABA chairman informed.

ABAM object to ‘theologizing of Gaidinlui’s Heraka Movement’ DImaPuR, augusT 28 (mexN): The Ao Baptist Arogo Mungdang (ABAM) today stated that “theologizing the Heraka movement as a Naga religion is absurd, if not totally repugnant.” A press note from the ABAM claimed that the “beliefs and rituals of the Heraka are unknown to many people in Nagaland,” and said that “to state it as traditional Naga religion is deceptive.” It further expressed concern at referring to Gaidinliu as a “Naga spiritual leader” or the “protector of Naga religion” and termed this “misleading and false.” ABAM claimed that “prior to the advent of Christianity in Nagaland, there was no single religion that all the Nagas professed. Each tribe had distinct form of belief and rituals in their animistic religion. It was only after the arrival of Christianity that Nagas embraced a common religion, accepting Jesus Christ as the son of God.” Condemning the “ercent developments” on this issue, the ABAM also expressed support to the NBCC statement on this. It further questioned whether the present situation is “an attempt to promote the agenda of the VHP and RSS backed Hindutva or create common divisions among Nagas.” The ABAM further objected to attempts at “re-writing Naga history through distortions and selfish agenda of the concerned groups.”

Electoral rolls of Reang refugees caught in repatriation standoff AgArtAlA/AizAwl, August 28 (iANs): An 18-year-old logjam on the repatriation of a group of Reang tribals from relief camps in Tripura has now thrown up a new challenge: whether or not their names should be included in the electoral rolls of their home state of Mizoram. Around 31,300 Reang tribals, who locally call themselves "Bru", have lived in makeshift camps in northern Tripura since October 1997 when they fled western Mizoram after the killing of a Mizo forest officer triggered ethnic violence. "The special summary revision of electoral list of Mizoram being undertaken by the state election department would not cover those tribals living in relief camps in Tripura," state Chief Electoral Officer (CEO) Manisha Saxena told IANS. "The state election department did not receive any instruction from the Election Commission to cover the tribal refugees in the special summary revision of the photo electoral rolls," she added.

Tripura to implement food safety act with more sops AgArtAlA, August 28 (iANs): The Left Front government in Tripura has decided to introduce the National Food Security Act (NFSA) from September 1 with more sops, a minister said here on Friday. Under the NFSA, which came into force on July 5, 2013 under the then Congressled United Progressive Alliance government, each eligible person would get 5 kg of foodgrain a month - rice at Rs.3 per kg, wheat for Rs.2 per kg and coarse cereals at Re.1 per kg - through the state governments. The NFSA entitles up to 75 percent of the rural population and up to 50 percent of the urban population to receive foodgrain at subsidised prices. "From September 1, under NFSA, we would provide rice at the rate of Rs.2 per kg instead of Rs.3 per kg as stipulated in the act," Food and Civil Supplies Minister Bhanulal Saha told reporters. He said: "According to the NFSA, only priority households

and extremely poor families are entitled to get subsidised food grains. However, we have decided to continue TPDS (Targeted Public Distribution System) to all 969,000 ration card holders comprising priority and non-priority households. The nonpriority households would not get any subsidy in the food grains." To provide food grain subsidy for priority households, the additional annual expenditure from the state government exchequer would be Rs.16.73 crore. The minister said that the families belonging to above poverty line or non-priority households, which are outside the ambit of NFSA, would be provided rice at the rate of Rs.13 per kg and 5 kg per head per month subject to maximum 15 kg a family instead of the existing 20 kg a family per month. This is non-subsidised rate. "In the entire eastern and north-eastern region of India, Tripura would become the first state implementing the NFSA," Saha added.

Manipur facing shortage of goods Our Correspondent Imphal | August 28

A massive landslide at Nagaland’s Phesema has created a shortage of fuel and consumer items in Manipur during the last five days. However, fuel is being rationed at oil pumps. A litre of petrol now costs Rs 90-100 in black market. Price of consumer items has also gone up. The situation has been aggravated since Barak bridge along National Highway 37 (Imphal-Jiribam road) is not motorable now after it collapsed on August 25. National Highway 2, or ImphalDimapur road and Imphal-Jiribam road are the only two lifelines of landlocked Manipur. The landslide triggered by incessant rains at Phesama has cut off the Imphal-Dimapur road since August 19. A stretch of about 100 m along the NH-2 has sunk due to the landslides. But efforts are on to repair the sinking portion and clear the highway soon, reports said. Official sources in Imphal IOC said on Friday petrol at Chingmeirong Oil Depot is now left only for five days while that of diesel for 15 days. An acute shortage of essential commodities in the state is looming large if the damaged highway and the Barak bridge connecting Manipur are not restored at an earliest.

Rebel Assam Cong leader set to join BJP guwAhAti, August 28 (iANs): Amid speculation that many Congress legislators may shift allegiance, at least 15 of them reached the airport near here on Friday to welcome former Assam minister Himanta Biswa Sarma who is set to join the BJP. Sarma arrived here from New Delhi and headed to the BJP headquarters in Guwahati. Some BJP leaders were also on the scene. Sarma had on August 23 met Bharatiya Janata Party president Amit Shah in New Delhi and expressed his willingness to join the BJP. He is likely to do that on Friday. "I am still a Congress legislator. However, I have worked with Sarma for a long time. I am here to wish him best of luck," said Nalbari legislator Jayanta Malla Baruah. Asked if he too will join the BJP, he said: "It all depends on the circumstance. As of now I am a Congress legislator but I have trust in the leadership of Sarma. "And I have a desire to work with Sarma for the betterment and progress of Assam." Added Binanda Saikia, another Congress legislator: "I have not decided to join the BJP yet but we have worked very closely with Sarma, particularly in the last 2 years." Sarma, who had the portfolios of health and education in CM Tarun Gogoi's cabinet during the 3 consecutive terms of Congress, had led the dissidence in the party in 2011.

ernment of discriminating against the tribals. According to the Mizoram government's repatriation roadmap, the refugees willing to return to Mizoram will be rehabilitated in Mamit, Kolasib and Lunglei districts. The Mizoram government has offered a Rs.85,000 rehabilitation package for each family along with free rations for one year. The refugee leaders are demanding higher compensation. They have put forward a charter of demands that includes financial assistance of Rs 150,000 per family, free rations for every repatriated family for two years, cultivable land, a political settlement of the ethnic problem and adequate security, among others. According to a union home ministry report, Rs.246 crore has been released to the Tripura government since 1997-98 for the maintenance of the refugees and around Rs.45 crore has been given to the Mizoram government since 2004-05 for disbursement to migrant families for their rehabilitation in Mizoram.

3 bills tabled in Manipur assembly to protect indigenous people Our Correspondent Imphal | August 28

Manipur Government today introduced three bills in the state assembly which aimed at safeguarding the interests of the indigenous people. The bills tabled in the House were the Protection of Manipur Peoples Bill, 2015, the Manipur Land Revenue and Land Reformed (Seventh amendment) Bill, 2015 and the Manipur Shops and Establishments (Second amendment) Bill, 2015. The bills are expected to be passed in the House on August 31, the last sitting of the two-day session of the state legislative assembly. The special House Session has been convened by the Government to table the three bills and pass them under

intense public pressure. Normal life in Manipur has been seriously disrupted by a sustained public movement demanding enforcement of Inner Line Permit System (ILPS) or similar legislation to protect the indigenous people. The stir spearheaded by Joint Committee on Inner Line Permit System (JCILPS) has been continuing for weeks with over 100 people, mostly students, staging a fastunto-death agitation on the demand for implementation of the legislation. All educational institutions have remained shut since July 9 last due to the stir. Many Government offices in the valley have also been forced to close down by ILPS supporters in the valley districts by pro-ILPS activists.

AR constructs foot suspension bridge DimApur, August 28 (mExN): 11 Assam Rifles (AR) reconstructed the Foot Suspension Bridge on the Lokchao River and dedicated it to the public on August 26, according to a press release from AR. Due to recent incessant rains and heavy flood, the border villages of Haolenphai, G

Fake notes, counterfeits are on the rise: RBI’s annual report MuMbai, august 28 (DNa): Fake notes are on the rise in India. In fiscal 2014-15, counterfeit notes in circulation rose 22% to 5,94,446 pieces, according to the Reserve Bank of India’s annual report. These are counterfeit notes that were detected in the banking system. While 95.6% of these notes were detected by commercial banks, 4.4% were detected at RBI offices. The number of counterfeit notes detected increased for all denominations, except for Rs 2 and Rs 5, which are almost out of circulation, being replaced by metal coins. India is the largest producer and consumer of currency notes, next only to China. Currency continues to be the dominant means of payment with banknotes in circulation

(in value terms) placed at Rs 14.3 trillion (1 trillion is 1 lakh crore) by March-end. Despite the strong push for electronic payments, the value of banknotes in circulation increased by 11.4% to Rs 14,28,900 crore as at end-March 2015 over the previous year. Further, the volume of banknotes in circulation increased by 8.1% to 8,360 crore pieces over the same period. Notes of denominations of Rs 500 and Rs 1,000 together accounted for approximately 85% of the total value of banknotes in circulation as at end March 2015. Notes of Rs 10 and Rs 100 together accounted for 54% of the volume as at end March 2015. Total expenditure incurred on security printing stood at Rs37.6 billion during 2014-15 (July– June) as compared to Rs

32.1 billion during 2013-14. The increase was mainly on account of increased supply of banknotes by 13.1% over the previous year. Du r i ng 2014-15, around 1,510 crore pieces of soiled banknotes were disposed of as against a target of around 1,710 crore pieces and 1,420 crore pieces disposed during 2013-14. Bharatiya Reserve Bank Note Mudran Pvt Ltd is a wholly owned subsidiary of Reserve Bank of India, which manages two presses -- one in Mysore in Karnataka and the other in Salboni in West Bengal. This press produces 60% of the annual requirement of banknotes and had supplied 15,515.88 million banknotes to the RBI as at end-March, 2015. RBI is in the process

of withdrawing the pre2005 series of banknotes in phases. Though a majority of these notes have been withdrawn from circulation through bank branches, it was decided to extend the date up to December 31, 2015, to ensure the withdrawal of the remaining pre-2005 old design banknotes with the least inconvenience to the public. During 2014-15, the goals set for the RBI included field trial of plastic banknotes, exploring alternatives for extending the life of banknotes, introduction of new series of banknotes to leverage the latest innovations of currency note printing technology to stay ahead of counterfeiters, redesigning coins to make them user friendly and long-lasting.

Maruti Ciaz SHVS hybrid to launch on September 1 New Delhi, august 28 (NDtV auto): Launched in October, 2014, the Maruti Suzuki Ciaz is already among the top-selling mid-sized sedans in the country. And to further increase its sales, the company is all set to launch a mild hybrid diesel version of the vehicle in the country on September 1, 2015. To be called Ciaz SHVS (Smart Hybrid Vehicle by Suzuki), the new version will get a larger capacity battery, integrated starter generator and start-stop technology that will help it return better mileage. As against the current diesel model’s ARAI certified 26.21km/l, the Ciaz SHVS is expected to return over 28km/l. With such mileage figure, the Ciaz Hybrid will become the country’s most fuel-efficient car. Suzuki’s new mild hybrid system incorporating an ISG (integrated starter generator), provides engine power assistance using the motor and achieves efficient power regeneration. Coupled with ISG, this braking system also aids in the engine start-stop technology that automatically stops the engine at a traffic light and start upon releasing the clutch. Besides the SHVS mild hybrid system, Maruti Suzuki will also offer driver-side airbag across all Ciaz variants. While from the V(O), the Ciaz will get dual airbags, Anti-lockig braking system (ABS), electronic brakeforce distribution (EBD) system as standard feature.

Vodafone India to roll out 4G by 2015 end New Delhi, august 28 (iaNs) Vodafone India will launch its 4G services by end of 2015 in “important data markets” including Mumbai, Delhi, Kolkata, Bengaluru and Kochi, a company statement said here on Friday. In addition, Vodafone India will also roll out its own 3G networks in another seven circles -- Assam, the northeast, UP West, Rajasthan, Karnataka, Kerala and Odisha -- to expand its overall 3G footprint across the country. “Testing of 4G services has commenced successfully. Vodafone India has partnered with leading global technology infrastructure service providers for the network roll-out,” the statement said. “With some of the latest technological developments on the anvil; Vodafone is building a robust and resilient network architecture with a strong backhaul to support the volumes and need for speed from customers,” it added. Vodafone India acquired

additional 4G (LTE) spectrum in five circles - Mumbai, Delhi, Kolkata, Kerala and Karnataka in the February 2014 auction. These circles together contribute close to 50 percent of the total data revenue for Vodafone India. In 2014-15, Vodafone India rolled out over 23,000 sites taking its overall network footprint to more than 131,000 sites. The company said that over the last few months, it has taken several steps to modernise its radio network and switching systems. Charging platforms have been upgraded to facilitate a wider bouquet of products and services. Truckers to go on indefinite 73 ‘green’ supercomputers coming soon to India ‘Amid Chinese crisis, India KolKata, august 28 sumption of the machines will be on the Top 500 Green comnationwide strike from Oct 1 (iaNs): viable investment destination’ India plans to install 73 be reduced as less as possible,” puting list as well. New Delhi, august 28 (Pti): Apex transporters body All India Motor Transport Congress (AIMTC) today threatened to go an indefinite nationwide strike from October 1, alleging that the government has failed to address their issues, including removal of toll. AIMTC claims to represent 93 lakh truckers and 50 lakh buses and tourist operators across the country. “We are going on an indefinite nationwide strike from October 1 as the Transport Ministry has failed to resolve our issues such as removal of toll by paying periodically as well as the long standing demand of Tax Deduction at Source (TDS),” All India Motor Transport Congress (AIMTC) President Bhim Wadhwa told PTI. If the truckers go on a nationwide ‘chakkajam’ then the country will incur losses to the tune of Rs 1,500-1,700 crore per day on account of total halt of essential supplies and other goods, he added. “We had met Road Transport and Highways Minister Nitin Gadkari yesterday, but to no avail. We are now left with no other option than to take this extreme step,” Wadhwa said. He added that if toll plazas are removed, hassle free transportation would result in savings of pub-

lic money to the tune of Rs 87,000 crore annually that accounts for 3 per cent of the country’s GDP, as per an IIM Kolkata study. This amount is due to loss of fuel on account of waiting at toll plazas as well as delays caused, Wadhwa said. We have been continuously raising the issue of lack of transparency in the toll collection system leading to severe hardships to transporters but the government has chosen to remain silent. Both the toll system and TDS provisions are affecting transporters,” Wadhwa said. Truckers have demanded collection of one-time toll annually or quarterly or monthly on the pattern of national permit and relaxation in the TDS. He said the road transport fraternity is very much annoyed at the current state of affairs as majority of the highway traffic constitutes goods and passenger commercial vehicles but the government is not bothered to address their issues. AIMTC said it has been raising the issues of flawed toll policy, “draconian provisions” of carriage by Road Act and ambiguous policy of registration, among others, but was getting only assurances. The annual toll collection by the government is around Rs 14,000 crore annually.

washiNgtoN, august 28 (Pti): The current Chinese crisis offers a renewed opportunity for development and economic growth to India which stands out as a viable investment destination, the CEO of a group that aims to boost Indo-US ties has said. Ron Somers, a long time India watcher who drove business community’s relationship between the two countries for years, believes there is a renewed confidence arising of India and the current Chinese crisis offers an opportunity for development and economic growth. “There is a renewed confidence arising across all of India - indeed, across the entire region - due to the commanding leadership being projected by Prime Minister Narendra Modi,” Somers, CEO and founder of India First Group, said. Based in Washington DC, India First Group is a strategic advisory firm assisting US companies as they invest in India and assisting Indian companies as they invest in north America. Before establishing India First Group, Somers was president of the US-India Business Council (USIBC). Having recently returned from India from a two-week business development mission, Somers said it becomes very clear to any observer that in the next several months India’s long-awaited Goods and Services Tax (GST) legislation is likely to get cleared, paving way for a more streamlined tax regime that will boost commerce. Building on India’s recent opening of the insurance sector, this legislation will have very positive consequences. “The Union finance minister Arun Jaitley is wellseized of the issue of providing clarity on retroactive taxation. With these positive signals and legislative activities coming from India, investors are heartened,” he said. Somers said Modi’s “Make in India” initiative is evolving into a new campaign: “Innovate in India”, which will serve to attract Research and Development (R&D) and investment across the spectrum of technologies.

NAGALAND

THE MORUNG EXPRESS

North east Sun's interview with Th. Muivah J

political relations will have to be worked out and that is the only way. Since we also appreciate the difficulties of Indian side, they are coming closer. We are also coming closer to the meeting point which is yet to be finalised. Naturally it will also revolve around sharing of powers, even sharing of sovereign powers. When Naga peoples’ aspiration is respected by the Government of India and likewise in the same way Naga people respect the sovereignty of Indians, we will become closer to each other and coexistence of the two entities will be worked out. That is the logical conclusion.

ust two days after signing the Framework Agreement with the government of India, our Executive Editor, Deepak Dewan met Th. Muivah in Delhi to have this exclusive interview. Excerpts: Deepak Dewan Editor, North East Sun

NE Sun: Mr Muivah, how would you describe the Framework Agreement? Th. Muivah: Well, I should say that this is a new agreement because there has been a lot of developments, on both the Indian side and our side. And both sides are coming closer and closer, although the final meeting point is not reached yet. But the solution has to be found from the framework that is already defined. The Indian side has officially acknowledged that the history of the Nagas is unique and the situation is also unique. And it is the first time that India has recognized the history of the Nagas. We see significant development in this and therefore basing on this uniqueness of Naga history, solution will be worked out. NE Sun: Back home Nagas are waiting for the final Accord, how long more they will have to wait? Th. Muivah: It depends on the Indian side. How close the Nagas will come to India will depend on how far the Government of India respects the rights of the Nagas.

NE Sun: But you have already come close. Isn’t it? Th. Muivah: Yes, because they (India) have also agreed that the basis for solution will have to be the uniqueness of Naga history. And we also see this as a historic step. When Government of India is taking this kind of significant step, should we (Nagas) not try to understand the Indian side more? Should we not understand their limitations? NE Sun: Has the signing of Framework Agreement further consolidated the confidence between the two parties? Th. Muivah: Of course. How can framework be worked out by both sides without confidence and trust in each other? Framework is the basic foundation and it has been done. In addition to that we also understand that in democracy the sovereignty lies with the Naga people and likewise the sovereignty of India lies with the Indian people. It has to be accepted mutually in order to come closer. We have to take into consideration the significance of the universal principal that in democracy sovereignty lies with the people and that cannot be denied. This is the reality and it has become the working basis and ex-

istence of neighbouring nations. No nation is completely independent because of the inter-dependence. NE Sun: In your speech at the signing ceremony you spoke about building enduring relationship between the two sides. Could you elaborate on this? Th. Muivah: You see, when both sides can mutually appreciate their limitations and rights, then naturally each will be bound to come closer to the other. For example, when you respect me and my rights and on my part I shall also re-

spect your difficulties and your rights and by doing this we will become closer and closer. NE Sun: You also spoke about the ‘new relations’. Can you describe the new relationship? Th. Muivah: What we mean by ‘new relationship’ is that actually in the past there has been no political relationship in the real sense between the two separate entities because the Government of India had totally ignored the rights of the Nagas. Now they (India) have come to acknowledge the history of the Nagas and on this basis, the

NE Sun: Are you going to have some kind of interim governing body after the Accord? Th. Muivah: Yes, we are bound to have that. It may take some time because adjustments will have to be made, the formation has to be made for the system that would be suitable and acceptable to the Naga people. That would be worked out. NE Sun: It would be worked out as per the Naga Customary Laws? Th. Muivah: Yes, to a great extent. NE Sun: It means that the Naga Hohos will get more powers? Th. Muivah: Yes, that has to be done because the tribes themselves must have a say because they know their benefits and they know their requirements.

WoKha, august 28 (mExN): The Lotha Hoho has expressed its resentment at proposals to “eulogize and idolize” Gaidinliu on the basis of her social and religious movement of Heraka “which is against the religious beliefs of the Christians.” While appreciating the strong resentments by various Civil Organizations, Bodies and Church Organizations, Lotha Hoho in a press release issued by its Chairman Mhao Humtsoe and General Secretary Mhondamo Ovung, expressed its opposition and stated that the move to glorify Gaidinliu needs to be stopped.

Gaidinliu was never a political or religious leader of the Nagas at any point of time, the Hoho argued and therefore maintained that idolizing and gratifying Gaidinliu “cannot be accepted.” The Lotha Hoho also censured the DAN Government over the move in spite of the strong protests and resentments expressed by the Nagas. “The irresponsible attitude on the part of the elected representative who are expected to preserve and protect the rights and interest of the people has damaged the social fabric and secularism principle,” the Lotha Hoho stated.

NE Sun: Some individuals and groups have started saying that Muivah is from Manipur and Nagas from Nagaland should not expect much from his Accord. What do you have to say? Th. Muivah: Those, who are talking that way are totally confused. There is no clarity in them about the true nature of the issue. Naga issue is a Naga national issue not a state wise issue. We have been fighting for all this after the creation of the Nagaland State. If 16 Point Agreement was final then we would not have come up to this stage. It was not the desire of the Naga people but the act of the traitors who were used by the Indians to sabotage the national politics. Now the Government of India has officially recognized the uniqueness and the history of the Naga issue and the situation also. We are seeking solution solely in the interest of all the Nagas. Those who are talking of Nagaland State in terms of Naga issue, sorry, I pity them. We have been fighting for the rights of the Nagas wherever they may be but the Naga politics should not be interpreted in terms of the Nagaland State. We know some people are doing it and it is high treason. We are not going to pay heed to such slogans. This interview which was originally published in the North East Sun is being reproduced with permission from its Editor.

Why Break a World Record? Cari Romm

E

The Atlantic

arlier this week, Stuart Sobeske, a highschool student from Coldwater, Michigan, finally accomplished the feat he had spent the past six months preparing for: He rode his unicycle up and down a runway at the Coldwater Airport for a little under an hour, and one by one, he solved Rubik’s cubes. Eighty of them, to be exact. “It felt amazing, like a weight had been lifted off my shoulders,” Sobeske told the local-news station WWMT at the end of his ride. His relief wasn’t about finally hopping off his unicycle, though, so much as what would come next: Once the paperwork is filed and the application approved, he will—barring any upsets—have his feat immortalized in Guinness World Records. The origin story for this particular feat, according to WWMT, is a pretty straightforward one: “Stuart always dreamed of having his name in The Guinness Book of World Records. So he started thinking of things he was good at,” the story said. He was good at unicycling, and also at Rubik’s cubes, and so, by logical extension, “combining these two talents was his ticket to glory.” Well. Maybe. Glory is kind of a strong word. Guinness World Records, which turns 60 years old today, is populated with a scattering of recognizable names: There’s Elvis, who even today remains the world’s best-selling solo artist. There’s Edmund Hillary, who in 1953 was the first

person to climb Mount Everest. There’s Michael Phelps, who broke eight swimming world records in Beijing in 2008—and, in the process, the record formost gold medals won at a single Olympics. But all three made it into the book for accomplishments that are generally considered accomplishments in their own right—and in Guinness World Records, that makes them a minority. Surrounding and outnumbering these names are others like Sobeske, people whose accomplishments exist only in relation to the lesser acts that came before them: wearing an extravagant number of socks on one’s foot (record: 152 socks), for example, or catching tennis balls with a bucket on one’s head (record: 48 balls) or drinking a liter of lemon juice through a straw(record: 24.41 seconds). Before Sobeske, the record for most Rubik’s cubes solved on a unicycle was 28, in 2010. It’s unclear from the Guinness website how many times this particular record has been broken before. But regardless, there now are at least two people in this world who have devoted hours to practicing their unicycling, and turned countless cubes around and around in their hands, in order to reach something that doesn’t bring them money or (in all likelihood) fame. So what, exactly, does it bring them? “The thing that motivates the person to win a race or an athletic performance is a mix of motivations similar to what you get in trivial things like setting bizarre records,” said

Ian Robertson, a professor of psychology at Trinity College Dublin and the author of The Winner Effect: The Neuroscience of Success and Failure. Human motivation can be sliced and diced into any number of categories— intrinsic versus extrinsic is one example—but one of the more well-known classifications is the “three needs” theory, which breaks motivation into, well, three needs: for achievement, for power, and for belonging. With something like Guinness World Records, Robertson explained, the need for achievement can push people to pursue success in something, anything—the nature of the skill becomes less important than the fact that it exists at all. “What you have is a burning achievement motivation, and someone

maybe just doesn’t see the opportunity to satisfy that achievement in more conventional ways,” he said. “So they find the strange niche.” But tied up with that achievement motivation, he said, is a bit of the power motivation as well: Setting an obscure record may not win the setter influence or widespread celebrity, but almost everyone who’s been declared “officially amazing” (the Guinness motto) has received the distinction precisely because they took the steps to make sure it became official—to make sure that they were, at the very least, recognized. And actually securing that recognition, on top of actually breaking whatever record was broken, is a feat in itself: Of the 40,000 to 50,000 applications the

company receives each year, only around 5 percent become official world records. Even fewer make it into the book; most of the accepted applications (both to create new records and to break existing ones) go straight into the company’s database. In a 2008 interview w i t h F re a ko n o m i c s, Craig Glenday, the Guinness editor, said: “We get ‘chancers’ writing to us on the off-chance that the potato chip they’ve just plucked from a packet is the world’s largest unbroken chip, or that the string of words their young child has spoken is the longest sentence by a 1-year-old, or that their 400 consecutive pogo-stick jumps are a record.” But to pass muster, he explained, a record must be measurable (“so we don’t accept the category for Ugliest Dog,” he

said, “but we do accept the claim for the Most Wins of the Ugliest Dog World Championships”), superlative, breakable (with the exception of “significant firsts”), specific, and interesting. This last qualifier is the one that separates records from simple facts. Technically, daily life is chock-full of world records that pass unnoticed. Out of all the people at The Atlantic’s office, for example, I’m the one who has spent the greatest amount of time sitting at my specific desk: a claim that’s measurable, superlative, breakable if we all switch desks, I guess, and superlative. (And verifiable, another Guinness requirement: They built the desk last month.) But interesting? Not exactly. But interesting or no, Guinness or no Guin-

ness, we regularly bestow these small, mundane awards upon ourselves, explained Stephen Garcia, a professor of psychology at the University of Michigan who studies competition. “People are always trying to find a way to make themselves seem like they’re at the top,” he said. In psychology, the “optimal distinctiveness” theory argues that people walk through their lives on a tightrope between belonging and individuality; the goal is to stand out, but not so much that they lose affiliation in the groups that help to form their identity. “There’s a need for uniqueness, and I think people cling to that in different ways,” he said. When everyone is searching for their own brand of special, “they might see themselves as being number one in a particular dimension, and they might discount other things.” For example, a university professor employed by a school towards the middle of the academic hierarchy “could say, ‘Well, I’m at the top school in Michigan,’ or ‘the top school in the Detroit metro area,’” Garcia said. “Any time you create a scale or a dimension that’s measurable, you also create a kind of competition.” And in fact, the specificity of a competition— how many people can even ride a unicycle, let alone solve a Rubik’s cube while doing so?—may add to its attractiveness. A 2009 study by Garcia and a colleague found that when the number of people engaged in a contest increased, the less motivated each individual participant tended to feel.

The effect was especially pronounced among the people leading the pack: “If you’re ranked 202 in something, and I’m 203, we’re both so far from the number-one standard that we’re going to be more cooperative,” Garcia explained. But towards the top, that sense of collaboration disappears: “If you and are I are number two and number three, we’re not going to share with each other, because we don’t want the other person to get ahead.” The fact that an achievement is niche, in other words, doesn’t lessen the satisfaction that comes from reaching it. From a pure numbers standpoint, the smallest, most obscure competitions—drinking lemon juice, wearing extra socks—may be more winnable, but winning is binary: A person is the best or the most or the fastest, or they aren’t. The appeal of Guinness World Records is the sheer number of ways it allows a person to become those things. It’s the appeal of classifications in general, really. Most people at The Atlantic have been sitting at desks here much longer than I have, but not at mine: life, broken down into arbitrary, win-sized pieces. “In some ways, I think it’s kind of myopic ... In the grand scheme of things, it’s a little tiny achievement,” Garcia said. “You’re just like a little piece of dust that moves for a tiny bit of time, and then that’s it.” True, but for that tiny bit of time, is any other little piece of dust moving in exactly the same path? Technically, that’s a world record right there.

Language Inequality Freedom Traditional ice creams are passé Garga Chatterjee

W

hile the Indian Union and Pakistan celebrated the transfer of power from London to New Delhi and Karachi (something that goes by the name independence in these parts of the world), a Twitter hashtag made news on 15th of August 2015. #StopHindiImposition was trending among the all India top 5. This was a well-coordinated campaign from citizens who wanted to bring their demands for linguistic equality to be brought into public notice. Such an act, ‘especially’ on 15th August was termed by some as being ‘anti-national’. From when did asking for linguistic equality and fighting against non-consensual imposition of something become an anti-national act – unless being patriotic and being for Hindi imposition are the same? It is precisely this right to protest unilateral impositions, among other things, that were supposed to have been achieved on 15th August 1947, or so we were made to believe. Freedom also means equality. This means no one should have more or less advantage in any sphere of life, just because of his or her mother-tongue. I will give two sets of examples. There are a million things that a non-Hindi mothertongue person cannot do in mother-tongue in the Indian Union and this becomes especially stark when one goes down the socio-economic ladder. One can’t write to parliamentary committees in their mothertongue (thus cutting out a majority of the people from the legislative process), can’t expect public sector banks to provide forms, documents and ATM choices in their mother-tongue even in their own states and areas, can’t expect air-plane safety announcements to be in the major languages of the origin and destina-

tion even when both are in non-Hindi regions (ironically, foreign airlines have announcements in Tamil, Malayalam, Bengali, etc for flights to Indian destinations where these languages dominate), can’t expect that their Prime Minister will go abroad and open their own language centre in a foreign country as part of PR and ‘soft-power’ projection, can’t have passports and other documents in their own language (Canada does, Switzerland does in 5 languages, even a neighbouring repressor of minority ethnicity like Sri Lanka mentions both Sinhalese and Tamil, many others do), can’t argue in their courts in their mothertongue in non-Hindi states, can’t take competitive exams like IIT, IAS and a host of other ‘national’ exams in their mother-tongue, can’t expect in an age of increasing digitization of information that ‘national’ websites will also be in their mothertongue, can’t expect that ‘national’ institutions do essay competitions for children who are non-Hindi, can’t expect that Income Tax website and forms are intelligible in the mothertongues of the majority of tax-payers, can’t expect signboards in Lok Sabha in their own language (Singapore parliament house, ironically again, has signs in Tamil and 3 other languages), has to put up with disrespectful things like reservation chart of train between Chennai and Coimbatore being in Hindi but not in Tamil, can’t expect that central government and PSU bank employees will be paid cash incentives to learn some Indian language other than Hindi (hence non-Hindi speakers fund the cash-incentive based promotion and learning of Hindi - clearly a Bengali learning Tamil won’t link anyone in any way that ‘matters’ or result in ‘national integration’!), can’t expect their own mother-

tongue signage in trains and metros in areas where they are linguistic minorities (Hindi signs exist everywhere in Bengaluru’s Namma Metro, a city where Hindi doesn’t figure in the 3 most spoken languages in the city), can’t expect Central government schemes and missiles to have names that mean nothing in Hindi but are meaningful in other Indian languages (while the reverse seems to be the rule) can’t expect that CISFCRPF-RPF-Army-BSF will speak and understand language of non-Hindi locals (but you can’t find a government paid Khaki in UP who doesn’t understand Hindi), can’t expect government adverts about cleaning India, greening India, making India and what not in non-Hindi Indian languages to be in newspapers and bill-boards of Hindi regions (while the reverse is true), can’t expect that their population proportion will at least hold somewhat constant if not grow (no points for guessing whether population proportion of major non-Hindi language speakers have decreased or increased since 1947 - and the decrease closely parallels the increase in proportion of Hindi speakers), can’t expect Central government to fund World Kannada Conference or Tamil Language Day, can’t expect a Bangla film to have a CBFC certificate in Bangla, can’t expect someone to ‘break into’ their non-Hindi mothertongue in English language TV channels, can’t expect government websites that cater to the poorest (like MNREGA information) or government TV channels that cater to farmers (like Kisan TV) to have anything in their non-Hindi mother tongue (as Mohammed Shafi points out ‘farmers of non-Hindi states have real challenges to overcome. Let’s not include 'learning Hindi' and ridicule them’). The list goes on and on. When a nation-state treats

huge sections of its citizens as second class, do those citizens have the same obligation of loyalty to that system as the first class citizens? Only a twisted and hypocritical supremacist can claim to believe in ‘diversity’ and then unilaterally dictate which specific kind of ‘common’ interface that needs to be developed. Who are these ‘non-Hindis’ anyways? They are peoples with individual populations as large as Canada, Mexico, Italy, Egypt, etc depending on which state we are talking about. 5 of their languages figure among the top 20 languages with the largest number of native speakers. If you are discriminated on the basis of your mother-tongue, are you independent or free? The answer is no. Who rules over you then? Well, those who oppose linguistic equality and hence want to continue the discrimination against your mother-tongue, that is, against your mother, you and your coming generations till your kind gives in to this discrimination as 'normal' and considers New Delhi sponsored promotion of a particular language also as 'normal'. If you learn to speak, think, write and feel in that imposed language, can sing Bollywood tunes to be included in 'national' antaksharis on TV and feel included in informal settings among ‘cosmopolitan’ friends in Mumbai, Delhi and increasingly Bengaluru, you will become the kind of citizen New Delhi wants you to be. This is not accidental and is by design. This is not some new design either. Macaulay had something similar in mind but he is now dead. His ghost now speaks official Hindi and writes that in Devanagari script. Any imposition works best using the resources of the people on whom the imposition takes place. Curzon knew that then. The power-that-be know that now.

n the late 1960s came the Softy. It's now moved to the next level with liquid nitrogen-based ice creams being the new rage. These next-generation ice creams may even replace the traditional variety that we enjoy in the form of cones, softies, bricks and so on. A fairly new concept in India, liquid nitrogen ice creams have arrived in the capital with Niice Cream in Hauz Khas Village. Essentially, what it comes down to is creating instant ice cream using a liquid nitrogen base. With super creamy scoops of ice cream melting in your mouth, and different toppings and flavours decorated in front of your eyes, how can one not indulge in the sinful act such as that of pampering one's taste buds to oodles of chocolate, hazelnut, blueberry cheesecake or the banoffee pie flavour? Aakriti Gupta, the brainchild behind the Niice Cream chain, shared that the concept is all about creating your own pot of heaven from scratch.

"The concept is to make your own ice cream. You have a chance to choose your base, which can be your normal base or a sugar free base. You pick your flavour, the add-on say a strawberry with choco-chip or whatever you want...get your colour added to it, be it a violet, pink, green , orange or a red and then we create your ice cream, fresh in front of your eyes," Gupta told IANS. These ice creams are also a big hit among children, she added. "What attracts the children is that they can create anything they want. It's not just a topping, which we put on the top of your scoop, we actually churn it with your ice cream so that you get the flavour inside as well," she said. The toppings here involve all delicious flavours that evoke childhood memories. Jelly beans, gems, white and dark chocolate choco chips, biscuit crumbles, toffee sauce... the list goes on. Explaining the beauty of nitrogen, Gupta informed that the divine scoops are devoid of chemicals and, therefore, very fresh.

"When you make an ice cream with nitrogen, firstly it needs no preservatives and no stabilisers. We don't need to put any chemicals in it and is made of pure milk. Which is why we don't do deliveries and take always because that would also need some preservative," she said. The moment one tasted the monsoon specialty, which is the banoffee pie flavour, one personally understood exactly what Gupta meant by "it is super creamy." Slowly, going beyond the texture, the flavour of sin crept in and the banana and caramel worked its magic on the taste buds. Next came the blueberry cheesecake flavour which tasted exactly what it looks like. If you love blueberry then this should be on your 'to be tasted for sure' list. When you think of Nutella, the famous sweet hazelnut spread comes to mind and without doubt, their 'Naughty Nutella' flavour, which takes you back to the time when one would dip a spoon into the container and secretly indulge one's self. The most impressive thing was the small

syringe that comes with the ice-cream containing chocolate sauce. The interiors of Niice Cream, which has been designed like a colourful laboratory, comes to life with the small additions like the syringe and the white smoke that emerges during the making of the ice cream. Gupta said she believed nitrogen ice creams would take over the market. "India always gets everything last, and we wanted to reverse this. I believe that nitrogen ice cream is the next generation of ice creams which is slowly going to overtake other kinds of ice creams. This is because it gives you the freedom to do anything with it. There are no fixed flavours, you can create a trillion flavours. Why should we eat anything that comes as a brick? When we have everything customized then why not an ice cream?" she asked. Prophets of doom vs prophets of peace

S

he wasn’t dressed in black but she might as well have been for all the tidings of gloom she brought with her. “Nagas are going to go through a period of great suffering. God is going to punish us with a rod and thresh us severely. Terrible times are coming and everyone should pray hard.” She backed this up with a prophecy given by a well known male prophet. Could there be an ingrained and morbid preoccupation with abnormal death and suffering in the DNA of such people that leads them to make such proclamations about life and God? What a great insult to the love of God when they go about proclaiming these dormant curses over our land all in His name! Like He was a pain freak who doles out measures of torture, religious suppression and civil rights violations to ‘disobedient’ Christians. Isn’t that a bit schizophrenic to subscribe to or is it just me? On the one hand, I feel indignant that these women give such a bad name to believers making them the butt of jokes. Yet on the other hand, I admire the tolerance level in our society that has room for such misplaced opinions, allowing them to believe what they will, and even try to impose their opinions on others around them. I believe you get what you say and therefore we have what we con-

tinue to say. We speak ill over our environment. We delight in repeating bad news to one another. On a short taxi ride, the topic of conversation between driver and passenger is predictably the disastrous condition of our roads and our politicians. The percentage of such conversations must be very high indeed, because landslips have not improved, nor has the politi-

cal arena taken a turn for the better. In a manner of speaking, there isn’t much difference between us and the prophet of doom. We all speak negatively over our land and community. The majority of our spoken communication is sadly negative. The first time I heard a person say something positive about the condition of our traffic was last week. A pastor, he maintained that we, like many other societies are going through a phase. He was quite convinced that things would get better, not worse. That after this present phase of

heightened automobile acquiring, we would calm down and things would improve. Our roads would get better, traffic on the streets would calm down, we will see a marked improvement, said he. Things are only going to get better. That was a first. I had not heard anyone else talk so hopefully about our common future and assert that things are going to change for the bet-

ter. He even saw the present and the increasing amount of car owners as a positive sign of affluence which spelt good things for us. May his tribe increase! Not that I think we need more cars, or more material objects. But we need more speakers of good things to increase. We need to drown the prophecies of doom and gloom with alternate prophecies of deliverance, blessing, and peaceful co-existence for our land. We need more voices that can see the positive and speak it over our

land with as much vehemence as the speakers and predictors of negative futures for Nagaland. Joining the pastor was a loquacious Sumi woman who asserted, “If things can go from good to worse, why should they also not go from bad to good?” One plus one equals two voices. Hallelujah. If we could pick up that wavelength and keep multiplying it so that everyone starts to speak from a renewed perspective, it will heal the land. Research says this about cancer patients: those who are positive about their recovery do recover. Those who are depressed and resigned to die, die. It is because they release chemicals that affect their system and what sort of chemicals are released depend on their attitude. If they are hopeful they release the right sort of chemicals that fight the cancer cells. If they are depressed, the depression facilitates toxic chemicals to be released that further weaken the body. If we, in a multiplicity of languages and tongues, learn to release the right words over our environment, it will affect the atmosphere around us. We have more than enough prophets of doom: we need to increase the numbers of people who believe in a peaceful future for the Nagas where everyone enjoys the protection of his or her human right to live according to what they choose as right for them.

Facebook facelifts: Going under the knife for virtual 'likes'

ou will scarcely believe this but there are people in India who are undergoing cosmetic surgery and skin treatment to post a perfect picture on Facebook. "Facebook facelift", a term coined by the doctors, is a trend gaining pace in the country with people aiming for more 'likes' and 'comments' on their profile pictures. Various doctors with whom IANS spoke said people these days don't mind spending lakhs of rupees and undergoing multiple surgeries to get a "perfect photogenic" face.

"Everyone wants to look young and, in the age of social media, there is a craze among the netizens to look better in profile photos and selfies, by opting for facelift procedures," Anup Dhir, MD, Cosmetic and Plastic Surgery at the Apollo Hospital here, told IANS. Asked who - men or women - seek these facelifts, Dhir said: "Both men and women come, but there are more females than men, although males are catching up fast." This comes as a surprise in the country where, till a few years ago, people considered social networking sites like Facebook and Google+ a mere "time pass".

Dhir said that for real change, patients have to undergo three interventions, with each procedure costing up to Rs 30,000. But he cautions that a facelift is not suggested for all. Navin Taneja, director of The National Skin Centre, said that the trend is likely to see a major surge in the coming days with internet penetration in the country constantly increasing with every passing day. "The trend has increased 200 percent in the past three years. It will keep growing with the time and advancement in technology," Taneja said, adding "people are getting more

conscious about their looks and they want to look their best in each and every event." He said it was not only the young who come for such a procedure, but people over 50 also opt for it. "At our centre, the common requirement is of nonsurgical facelift, wrinkle reduction, treatment for under-eye darkening, pigmentation, lip job, glowing and rejuvenating skin procedure," he added. "There are a lot of men who want to look good and are willing to spend as much as they can to achieve this." he said. Although no facelift recipient was willing to come on

record, a photographer who shoots pictures for social media says that it has become an integral part of people's life. "They easily agree to pay up to Rs.50, 000 for an album shoot to upload it on Facebook," Zubain Khan, founder of the Zubai Khan Studio in Delhi said. "We give around five to seven photos which they upload one by one as and when they feel like updating," he added. Khan said the rate depends on the requirement of the clients which includes make up and loacation shoot as well. "College students are the most who come for such shoots," Khan said.

Goth teens more prone to depression

oung people who identify with the Goth subculture could be at increased risk of depression and self-harm, new research claims. Goth is a contemporary subculture that began in England during the early 1980s. Its imagery and cultural proclivities indicate influences from the 19th century Gothic literature along with horror films. The study found that teenagers who identified very strongly with being a Goth at age 15 were three times more likely to be clinically depressed and were five times more likely to self-harm at age 18 than young people who did not identify with the goth subculture. "Our study does not show

that being a Goth causes depression or self-harm, but rather that some young goths are more vulnerable to developing these conditions," said lead author Lucy Bowes from University of Oxford. Contemporar y G oth youth subculture has been linked with deliberate selfharm, but until now whether this association is confounded by the characteristics of young people, their families, or their circumstances was unclear. The study used data from the Avon Longitudinal Study of Parents and Children (ALSPAC). Participants were also asked about identification with a variety of other youth subcultures such as sporty, populars, skaters, chavs, loners, keeners and bimbos.

The researchers found that the more young people identified with the goth subculture, the higher their likelihood of self-harm and depression. Although some other subcultures were also associated with adult depression and self-harm (skaters and loners), the associated was strongest for goths. Young people who selfidentified as sporty' were least likely to have depression or self-harm at age 18, the study found. "Teenagers who are susceptible to depression or with a tendency to self-harm might be attracted to the goth subculture," said co-author Rebecca Pearson from University of Bristol. The study was published in The Lancet Psychiatry journal.

Documentary peeks at the stories behind the iconic Ao shawl Nandini Ramnath

he thick and striking red, black and white shawl with geometric motifs that is a staple at handloom exhibitions from the North Eastern states? Like so many other Indian weaves, the garment has a history that predates its decorative and utilitarian status. The absorbing documentary Every Time You Tell A Story, by Amit Mahanti and Ruchika Negi, traces the evolution of the Tsungkotepsu shawl that typically adorned the shoulders of men from the Ao-Naga tribe of Nagaland. The shawl dates to ancient days of battle and its spoils. “Traditionally, it was meant to signify the achievements of warriors who had won enemy heads in war,” the filmmakers write in their statement about the documentary “Even though head hunting days are long gone, the Tsungkotepsu shawl is still central to the Ao-Naga imagination.” Every Time You Tell A

Story looks at the shawl as a “larger metaphor of what happened to the Ao-Naga people”, Negi said. The 52-minute film regards the shawl as artefact, locus of memory, symbol of pride, and a marker of identity. In a sequence reminiscent of Sameera Jain’s museumthemed documentary If You Pause, Mahanti and Negi also begin their film in a museum, where the shawl and other representations of Naga culture exist as objects of curiosity and appraisal. The inanimate objects give way to more displays of local traditions for the outside world: members of the martial tribe re-enact their ritual dances at a cultural show. Further sequences feature the shawl as an object for sale in a curio shop. One of the many themes in this multi-layered art documentary, which Mahanti has shot, is the idea of how the Ao-Naga are presented to the outside world as well as how they represent themselves. “The camera is trying to draw out ideas of the gaze and rep-

resentation,” Negi said. The film opens out to explore the ways of the Ao-Naga, their relationship with the state and Christianity, and their changing relationship with the shawl itself. The film provides an indirect account of these intersecting forces. We are in art documentary mode, marked by a formal consciousness, an elliptical narrative, poetic voiceovers, and images that demand careful watching and do not use the crutch of expo-

sition. The documentary originated as a collaboration between the filmmakers and artist M Jimmy Chishi. “The whole conversation that began between the three of us was that it seemed like a distinct art tradition in Nagaland – a form that was painted and figurative and the whole idea began with him, he said let’s look at the shawl and what does it mean,” Negi said. Part of the film’s experimental approach has to do with

Dimapur Police Facebook Page: A blessing for the citizens Rebecca Kits: Today I had a really bad experience with a traffic policeman. Around 7pm, as I hailed an auto to go back home from office, a drunk traffic policeman started demanding money from the auto driver. I requested him to please let us go as I was getting late and needed to go home. But it all fell on deaf ears. The documents were also provided by the auto driver but no, for a mere sum of 50rs, the policeman even had the audacity to ask "do you know who was killed yesterday?" I could stand this cheap act no more, I gave him 100rs and I know I did wrong, I should have stayed back and fought. But I would be scorned for standing up for a poor auto driver. And I had to reach home in one piece too. So there, I bought freedom with 100rs and guess who ensured my safety till home? Not the policeman, but the auto driver. Reported the matter to the Dimapur Police facebook page and the Dimapur police has shown high professionalism and effective administration in this matter. The officials visited my work place and apologized on behalf of the guilty person. They have also assured that strict action will be taken against him. The 100 Rupees has also been returned to me. I take this incident as a learning point and also appreciate the Police department for prompt action and ensuring justice. Kudos, Dimapur Police. You have earned my highest respect. Thank you very much.

SCERT or any Government Department is not PRIVATE PROPERTY Sangti Konyak: Nagaland has become what it is today because those in power have completely forgotten that they are public servants and not public masters. They think that if they hold any Government post, the particular department becomes their private property. When ACAUT started the cleansing of Government departments, everybody who is a true Christian started praying for them and everybody who wants to see a clean, changed Nagaland started supporting Acaut. Unless such a drastic step is taken, Nagaland is already getting very old, we are already 50 years old but we are like a spoiled child who still cries and ask pocket money from his parents. Our State will die a slow death unless a revolution takes place. This revolution has started and now those who are guilty have started to feel the fear and shame of having used public office for self vested interest. Only if we eradicate backdoor appointments, then we will see more employment opportunities. Imagine the number of posts which NPSC will advertise every year once all the black sheep are thrown out. Only if we promote Meritocracy over Nepotism, then we will see that progress and development will automatically take place because instead of incompetent and inefficient officials, we will have competent and knowledgeable officials who will dutifully fulfil their duties and roles to deliver public service. The role of a Government servant is to only deliver public service. That's it, nothing else. Service to the public is their only major task; from maintaining good roads, connectivity, power, education, healthcare, law and order, welfare, water supply etc. If they are not fulfilling their task to provide service to the public then the citizens and tax payers have every right to demand and question them because their salary is paid by the tax payer's money; it is the public money, our money! Acaut splashed the backdoor appointments made in SCERT department and it is hilarious to read that the Department is trying to save its skin with a statement by the Director talking about regularization while everyone could read and understand that ACAUT is talking about "Backdoor Appointments" and not "Regularization". The Director and those involved should realise that people of Nagaland are no more fools like those days when they can do anything at their whims and mercies. We now have educated, intellectual people who are informed, aware and working towards making Nagaland a corruption free, progressive State. We the youths have had enough of what our older generation has made a mess out of our State. We boast of being a Christian State and the most corrupted who siphoned off public money would be sitting at the front rows and making the biggest donations in the offerings. People are also aware that the SCERT director is holding the same post for almost 19 years now. It is mind boggling because how can a public servant be allowed to be the head of any department for more than 5 years? The fault lies with the Government also for allowing an individual to rule for such a long time and finally creating a Frankenstein within its own system. Nagaland is a State which is totally dependent on Government funds. What are Government funds? They are nothing but the tax payer's money! The millions of Indians and even Nagas who are running businesses, and paying various taxes to the government including income tax are the ones who are funding our very survival. This tax payer's money is for the development of our State, not for your luxury lifestyle. The public office which you are holding is for our welfare and not for your personal use, by appointing your relatives at your whims and mercy. No one can question if you are running your own private business and become successful through your hard work. Not even the income tax department or Anna Hazare can question why Mukesh Ambani has built his private residence 'Antilia' for Rs.6,046 Crore, because he is a entrepreneur and he built it using his own hard earned money. But if a Government servant is living a Crore patti lifestyle then these days, not just the public but even CBI will come sniffing in. Because Government service is supposed to a 'Noble humble job', not a loud, showy, corporate, million dollar lifestyle job. The officials, leaders and politicians must learn that Nagas are no longer fools and will keep quiet. The Voice of the People will get louder and louder each day, because enough is enough. Already two Naga officers are in jail for corruption. The day is not far, when other officers, leaders and politicians will also land up in prison for corruption.

the lack of information on the shawl, especially since “the Ao never wrote their stories” and chose to document their history through signs as symbols such as songs and totems, the documentary informs us. “Resources around the shawl were very scanty, and there is very little written about it,” Mahanti said. The shawl thus became an “oral knowledge form”, whose symbolic meaning has been simultaneously communicated and preserved over the decades by its weavers. “The form was a response to the imagination of the shawl itself – this imagination is fluid and is so embedded in the psyche that it required a form that captured the fluidity somewhere,” Mahanti said. Negi added, “The figurative motifs have more or less remained the same, and the integral idiom has not changed.” When the shawl is worn, "people don’t need to be told anything”, says a weaver who is interviewed by the filmmakers. “From the design of the shawl, you can tell the status of or achievement of the Disclaimer: The opinions expressed here are the views of the individual and do not necessarily reflect the views and opinions of The Naga Blog. wearer.”

Border firing kills 9 on India-Pak war anniversary

SRINAGAR/ LAHORE, AuGuSt 28 (REutERS): Crossborder firing between India and Pakistan killed at least nine people on Friday, the day India marked the 50th anniversary of a war between the two South Asian nations. On the Pakistani side of the frontier, six civilians were killed and more than 40 were treated for wounds in hospital in the town of Sialkot, the media wing of the Pakistani military said. India's Border Security Force (BSF) said three civilians had died and 22 were wounded in firing across the frontier in the northern Jammu region. Both said the other side had opened fire first. "Pakistan Rangers resorted to unprovoked firing. Initially, small arms were used but later mortar bombs were shelled on BSF posts and civilian areas," a BSF spokesman said. "The BSF also gave a fitting reply." Pakistan Rangers spokesman Major Waheed Bukhari gave a different account, saying that unprovoked firing had started overnight from the Indian side. It was followed by retaliation from the Rangers. A Pakistani military statement also said its troops "are befittingly responding to Indian firing". The accounts could not be independently verified, but ten-

sions have been running high between the nuclear-armed neighbours since peace talks that were due to be held last weekend were called off at the last minute. Pakistan's foreign ministry later on Friday summoned the Indian High Commissioner in Islamabad to lodge a "strong protest", the ministry said. On Thursday, Indian security forces reported the capture of a Pakistani militant in north Kashmir after a shootout in which three other militants were killed. He was the second militant to be taken alive in recent weeks. The talks had been agreed on at a meeting last month in Russia between prime ministers Narendra Modi ofIndia and Nawaz Sharif of Pakistan, but fell apart over whether the disputed territory of Kashmir should be put on the agenda. In New Delhi, leaders marked the anniversary of the 1965 war fought over Kashmir that ended in a ceasefire and a return to front lines that predated the conflict. India and Pakistan have fought three wars since independence and partition in 1947. In a tweet, Modi said: "As we mark the 50th anniversary of 1965 war, I bow to all brave soldiers who fought for our motherland in A Pakistani Ranger (R) and an Indian Border Security Force (BSF) officer shake hands during the daily parade at the Pakthe war." istan-India joint check-post at Wagah border, on the outskirts of Lahore October 23, 2011. Pak summons Indian High Commissioner, lodges protest over civilian killings ISLAmAbAd, AuGuSt 28 (PtI): Pakistan on Friday summoned Indian High Commissioner TCA Raghavan and lodged a strong protest over alleged ceasefire violations, saying at least six civilians were killed in firing by Indian troops. Pakistan Foreign Secretary Aizaz Ahmad Chaudhry summoned Raghavan to convey that Friday's ceasefire violations by the Indian side were not acceptable, sources said. Chaudhry handed over the protest note to Raghavan, who was accompanied by his deputy JP Singh. "While condemning the Indian practice of targeting civilians on purpose, Pakistan expressed its deep concern at the continued hostility at the LoC and the Working Boundary," the Foreign Office (FO) said in a statement. It said six civilians were killed and 47 others, including 22 women, were injured due to firing by Indian troops across Harpal and Chaprar sectors near Sialkot. "Pakistani troops initially exercised restraint however, responded befittingly when India started heavy firing. The firing ended today at 1100 hours. "The Indian Government was urged to stop forthwith the ceasefire violations and observe the 2003 Ceasefire Arrangement for restoration of peace and tranquility at the LoC and the Working Boundary," it said.

Gujarat near normal, toll rises to 10 Delhi HC rejects plea seeking seizure of 'India's Daughter' AHmEdAbAd, AuGuSt 28 (IANS): Soldiers and paramilitary forces remained deployed in Gujarat, where the situation was near normal on Friday even as the death of a policemen took the toll in violence to 10. Curfew has been lifted in Ahmedabad, Surat, Rajkot, Mehsana, Palanpur, Jamnagar, Visnagar and Unjha, which bore the brunt of violence in the wake of the Patidars' agitation demanding caste-based reservation in education and employment. The army, paramilitary forces and Gujarat Police kept a close watch as people trooped out for work and shopping for Saturday's Raksha Bandhan festival. Director General of Police P.C. Thakur told media persons that the deployment of the army and other security forces will continue for some more time. Government offices and private establishments opened on Friday. Shops and

commercial enterprises reported bustling business for Raksha Bandhan and Janmashthami festival next week. However, most schools and colleges across the state remained closed as a precaution. They will reopen on Monday, an official said. Although public transport system was near normal, there were delays and overcrowding on account of the damage to hundreds of government and private buses. The Gujarat State Road Transport Corp, which was badly hit, is likely to normalise operations only by Sunday. There were 15 cancellations of some intra-state and inter-state train services as tracks were damaged by rioters. They are now being repaired. Patidars Anamat Andolan Samiti convenor Hardik Patel remained vociferous in his demand for caste-based reservation to the Patel community and has threatened to intensify the agitation.

OROP row: Small gaps need to be filled, says government NEw dELHI, AuGuSt 28 (PtI): Much to the disappointment of the protesting exservicemen, defence minister Manohar Parrikar today said "small gaps" still required to be filled for implementation of 'One Rank One Pension' (OROP) and that the PMO was "directly involved" in finding a resolution. Unhappy with the prolonged delay by the government in setting a timeframe for OROP, the veterans decided to boycott the today's golden jubilee celebrations of the 1965 war with Pakistan. "The government is working to fill in the small gaps" and the PMO is "directly involved" in dealing with the OROP issue, Parrikar told reporters said on the sidelines of a function here. He also asked for some time to be given to resolve the issue. "Now the small gaps are being filled. Give it some time for completion. In principle, the Prime Minister on August 15 (Independence day speech) has given his approval. Now, PMO is directly involved...then by saying that do it

in these many days will not help. "All efforts are being made to solve the issue," he said. Parrikar's statement did not go down well with the protesters who said they are "disheartened". They are also seeking an appointment with Prime Minister Narendra Modi. "What Raksha Mantri said, I'm rather disheartened. He is now saying that there are gaps. He cannot say anything that is totally different than what was told to us all these days," Maj Gen Satbir Singh (Retd), chairman of the Indian ex-servicemen Movement said. He said whatever the government has offered till now is not acceptable. "Whatever they have finally offered is not acceptable to us. Yesterday what was told to us is nowhere close to the definition" that had been decided and accepted by Parliament," he said. He said that the ex-servicemen have rejected government's offer to increase pension every five years instead of doing it annually.

NEw dELHI, AuGuSt 28 (PtI): Delhi High Court on Friday dismissed a plea of one of the December 16 gangrape case convicts seeking seizure of BBC documentary 'India's Daughter', apprehending it could be used against him during his appeal pending in Supreme Court against his conviction and sentence. A bench of Justice Siddharth Mridul said since there was a stay order by a trial court on airing or

screening of the alleged offensive documentary film, the plea was premature at this stage and is dismissed. "I am entirely in agreement with the Economic Offence Wing (EOW) that the petition is premature at this stage as the relief pressed by the petitioner can be raised at the appropriate time before a concerned Metropolitan Magistrate. The plea stands dismissed," the judge said.

here and sent to police custody till August 31. Indrani was arrested on August 25 on charges of killing Sheena on April 24, 2012 along with her driver Shyam Rai and Khanna. She as well as Khanna have denied the charge. Public Prosecutor Laxman Rathod said police needed to know how Sheena was killed, the vehicle in which she was allegedly murdered before her body was burnt and dumped in the forests near Pen in Raigad district, adjacent to Mumbai. Seeking custodial interrogation, Rathod said police wanted to take the accused to where Indrani, her driver Shyam Rai and Khanna allegedly poured petrol on Sheena's body and set it on fire. They also needed to know if more people were involved in

the killing. Khanna has been charged with murder, kidnapping, criminal conspiracy, destroying evidence and more. His mobile phone, laptop and passport have been seized but he has denied the police charges. Rathod told the media that Khanna played "an active role in the case along with the other two accused". According to police, the macabre deed was allegedly executed by Indrani with help from Khanna and driver Rai. Police are also browsing the details of incriminating telephone call records of Khanna and Indrani, email exchanges, birth certificates, school records and other documents that have emerged during the investigation. Mumbai Police Com-

misconceived as airing of the film is already stayed by a trial court. Advocate ML Sharma, appearing for death row convict Mukesh, said the documentary should be seized as it is apprehended that it could be used against him in legal and judicial proceedings. He said the documentary director and BBC have committed a serious crime against the petitioner as also against the country by damaging Mukesh's repu-

tation and sought direction from the court that the documentary should not be used in any legal or judicial proceedings. The bench however refused to pass any such order and said that the issues could be raised before the trial court. At the start of hearing, Sharma requested for transfer of the case before a bench of Chief Justice G Rohini which was refused by the court saying it was not a connected matter.

Sheena Bora case: Khanna taken to murder spot, Indrani meets lawyer mumbAI, AuGuSt 28 (IANS): As investigators waddled through an intriguing web of lies and deceit in the Sheena Bora murder case, Mumbai Police on Friday took Sanjeev Khanna, one of the prime accused and a former husband of co-accused Indrani Mukherjea, to the spot near here where the young woman was killed 3 years ago. And while police, acting on a court order, permitted Indrani to meet her lawyers while in custody, officers again questioned former media baron Peter Mukherjea -- Indrani's husband -- and the victim's brother Mikhail, who, after flying into Mumbai from Guwahati, vowed to get justice for his murdered sister. The probe picked up pace when Khanna, nabbed in Kolkata, was brought

During the hearing, Additional Public Prosecutor Nandita Rao contended that the plea was premature at this stage as the petitioner's prayer that investigation should be done on the way documentary was made, aired and prepared was already being done by the agency. missioner Rakesh Maria is personally conducting the interrogation of various players including Indrani, Khanna, Rai, Peter Mukherjea, his step-son Rahul, who admits to having had a relationship with Sheena, and Mikhail for the past three days. Late Thursday night, Maria said that investigators have a fair idea of the motives behind Sheena's killing. After interrogation, Maria confirmed that Sheena was indeed the daughter of Indrani, contrary to earlier perceptions that they were siblings. Khanna was taken to the murder site in Raigad - some 95 km south of Mumbai - to recreate the crime scene. Meanwhile, the Sir J.J. Hospital handed over to police the bones, nails and other evidences of Sheena

which was deposited by Raigad police after her body was found three years back. Suggesting a preplanned conspiracy, police have said that Indrani had recceed Pen area with her driver to pick the exact spot to dispose off her body a day before the actual killing. Mikhail Bora has said he knows the real reason his sister was murdered and that he will reveal it all at the appropriate time. There are still more angles that need probing, including who was the unknown caller who tipped off Mumbai Police some time ago about the Sheena murder. Then, there is the mystery of why, after Sheena's death, letters on her behalf were sent to Mumbai Metro One Pvt Ltd - where she worked - and her landlord.

JAIPuR, AuGuSt 28 (AGENCIES): A criminal case of corruption has been filed today by the CBI against Congress leaders Sachin Pilot and Ashok Gehlot among others for an alleged scam in ambulance services provided in Rajasthan. In 2009, a company named Ziqitza Healthcare was selected to operate ambulances across the state in partnership with the government for rural areas without access to hospitals or clinics. Gehlot was, at the time, Chief Minister. Ziqitza was top heavy with Congress connections - it was run by Ravi Krishna, the son of then union minister Vayalar Ravi; the directors included Karti Chidambaram, whose father P Chidambaram was then Home Minister. Pilot says he has incorrectly been listed as a director by investigators, and that he lobbied for free ambulance services in rural areas in an earlier iteration of Ziqitza as a non-profit, ending his association when it turned into a company. In 2012, the BJP, then in the opposition, demanded an inquiry after the state auditor found that Ziqitza was being paid for ambulances which existed only on paper. The government, the auditor said, was also being billed for imaginary trips by the ambulances that were meant to assist in emergency care to poor patients in remote areas. The alleged swindle was worth more than 10 crores. Those accused of corruption and complicity in the scam have consistently denied any wrong doing. After the BJP swept the Rajasthan election in 2013, Chief Minister Vasundhara Raje said she would like the CBI to take over the inquiry from the state police.

Two more die for special status to Andhra Pradesh HydERAbAd, AuGuSt 28 (IANS): The issue of special status to Andhra Pradesh continues to claim lives with one person committing suicide and another dying of a heart attack on Friday. A day after a man hanged himself in Nellore district, a youth ended his life in Krishna district. Uday Bhanu (40) was found hanging in his house in Gudivada town of Krishna district. Uday Bhanu, a kirana shop owner, left behind a suicide note in which he called upon students to fight for special status. "Get AP free. Dead or alive," he wrote. Unhappy over the delay on the part of the Centre in granting special status to Andhra, he discussed the issue with his friend before returning

home and resorting to the extreme step, family members said. In another incident, a man, who was dejected over the delay in the state getting special status, died of a heart attack. Lokes Rao (32) died at his home in Guduru in Kurnool district. A contract lecturer in a private college, Rao had participated in a protest organised by a non-political organisation on Thursday. According to family members, Rao discussed the issue with them last night and explained how the special status would help the unemployed. Earlier, Ramishetti Lakshmaiah (55) committed suicide in Nellore district on the same issue on Thursday. YSR Congress party chief Y.S. Jaganmohan Reddy on Friday visited

Lakshmaiah's house and consoled the family. Talking to reporters, the leader of opposition said Chief Minister N. Chandrababu Naidu failed to convince the Centre to immediately accord special status. He said though four people lost their lives, the Telugu Desam Party (TDP) was doing nothing to pressurise the BJP-led National Democratic Alliance government, in which the TDP is an alliance partner. A Congress worker had immolated self in Tirupati on August 8 during a rally organised by the party to demand that the Centre immediately accord special status to Andhra. Naidu called on Prime Minister Narendra Modi on Tuesday in New Delhi to seek special status for the revenue-deficit state.

Taiwan military urge veterans to avoid China’s WWII parade TAIPEI/BEIJINg, AuguST 28 (REuTERS): Taiwan’s military on Friday urged war veterans to stay away from a victory parade in Beijing next week marking the end of World War Two, saying Nationalist forces led the war, after China announced old soldiers from Taiwan would attend the celebration. China’s official narrative downplays the wartime contribution of Nationalist government troops in battling Japanese occupiers. It focuses instead on Communist forces, who were also fighting an on-off civil war with the Nationalists. This has upset the government in Taiwan, where the same Nationalist party now governs after its ancestors fled there in 1949, having lost the civil war. In July, Taiwan President Ma Ying-jeou, who is from the Nationalist Party, said it was Nationalist forces who won the war and nobody should distort that fact, a message Taiwan’s defence ministry repeated in unusually strong language. “The eight years’ resistance against the Japanese was fought by the government of the Republic of China under Generalissimo Chiang Kai-shek,” it said in a statement. It described the effort as “a steadfast, extraordinary, bloody struggle,” and warned against “any form of warping or falsification” of it. “Retired comrades-in-arms should steadfastly support the view of Taiwan’s government, exercise self-restraint and refrain from visiting mainland China to attend the Chinese Communist Party’s anniversary activities,” the ministry added. Former Taiwan vice president Lien Chan, also a former chairman of the Nationalist Party, will attend the parade, but as a private citizen. China’s Taiwan Affairs Office, in a statement released by the official Xinhua news agency, said it would “warmly and sincerely” welcome people from Taiwan to the parade. People from all walks of life in Taiwan would attend, including old soldiers, it added, but gave no details. “The war’s victory was for all the people, including Taiwan compatriots,” it said. President Ma has signed a series of landmark economic and trade deals with China since assuming office in 2008, but deep suspicions remain. Lien’s trip has sparked criticism in democratic Taiwan, where many remain wary of autocratic China’s claims to the island and some want a formal declaration of independence, a move Beijing says it will never countenance. Major Western leaders are not attending, however. Former Taiwan president Lee Teng-hui, whom Beijing detests for his pro-independence views, last week angered China, and the Nationalist party he used to lead, with reported comments in a Japanese magazine. Taiwan media reports quoted Lee as saying people from Taiwan did not fight against Japan during the war, as Taiwan at the time formed part of the Japanese empire.

Antibiotic use may increase diabetes risk LONDON, AuguST 28 (IANS): Frequent use of antibiotics might increase your risk of developing Type-2 diabetes, a new study warns. Danish researchers have found that people who developed Type-2 diabetes tended to take more antibiotics in the years leading up to the diagnosis than people who did not have the condition. “In our research, we found people who have Type-2 diabetes used significantly more antibiotics up to 15 years prior to diagnosis compared to healthy controls,” said one of the study authors Kristian Hallundbæk Mikkelsen from Gentofte Hospital in Hellerup, Denmark. “Although we cannot infer causality from this study, the findings raise the possibility that antibiotics could raise the risk of Type2 diabetes,” Mikkelsen noted. Another equally compelling explanation may be that people develop Type-2 diabetes over the course of years and face a greater risk of infection during that time, he pointed out. For the study, the researchers tracked antibiotic prescriptions for 170,504 people who had Type2 diabetes and for 1.3 million people who did not have diabetes. Individuals who used more antibiotics were more likely to be diagnosed with Type-2 diabetes. A person develops diabetes, which is characterised by high blood sugar levels, when the individual cannot produce enough of the hormone insulin or insulin does not work properly to clear sugar from the bloodstream. Past research has shown that antibiotic treatments can alter the bacteria in an individual’s gut and that certain gut bacteria may contribute to the impaired ability to metabolise sugar seen in people with diabetes. This may explain why higher rates of antibiotic use are associated with the development of Type-2 diabetes, but more research is needed to explain the findings, Mikkelsen said. The study was published in the Journal of Clinical Endocrinology & Metabolism.

Hundreds die as desperate migrants head for Europe TRIPOLI/EISENSTADT, AuguST 28 (REuTERS): Libya on Friday recovered the bodies of 82 migrants washed ashore after their overcrowded boat sank on its way to Europe while Austria said 71 refugees including a baby girl had been found dead in the back of an abandoned freezer truck. Three people were arrested in Hungary in connection with the truck deaths and Austrian police said they suspected a BulgarianHungarian trafficking ring was responsible. The victims - 59 men, 8 women and four children, including a girl estimated at 1-2 years old - were probably from Syria, police said. At least 180 were either dead or missing in the Libyan disaster. Both tragedies were a result of a renewed surge in migrants seeking refuge from war and poverty that has confronted Europe with its worst refugee crisis since World War Two. The U.N. refugee agency said the number of refugees and migrants crossing the Mediterranean to reach Europe had passed 300,000 this year, up from 219,000 in the whole of 2014. More than 2,500 have died making the crossing this year, the UNHCR said, compared with 3,500 who died or went missing in the Mediterranean in 2014. A security official in the western Libyan town of Zuwara, from where the doomed migrant boat had set off, said there had been around 400 people on board. Many appeared to have been trapped in the hold when it capsized on Thursday. “About 100 people are still

missing,” said Ibrahim al-Attoushi, a Red Crescent official, and about 198 had been rescued. The migrants were from subSaharan Africa, Pakistan, Syria, Morocco and Bangladesh, the security official said. The Italian coast guard said 1,430 people had been rescued in various operations off Libya on Thursday, and a merchant ship sent to the aid of a small boat carrying 125 people recovered two bodies. The Libyan coast guard has limited capabilities, relying on small inflatables, tug boats and fishing vessels. Zuwara, near the Tunisian border, is a major launchpad for smugglers shipping migrants to Italy. Libya is a major transit route for migrants hoping to make it to Europe. Smuggling networks exploit the country’s lawlessness and chaos to bring Syrians into Libya via Egypt while Africans arrive through Niger, Sudan and Chad. SWEEPING NORTH In Europe, refugees and migrants have swept north through the Balkans in recent days, with thousands of Syrians, Afghans and Pakistanis crossing from Serbia into EU-member Hungary, where authorities said more than 140,000 had been caught entering the country so far this year. Almost all hope to reach the more affluent countries of northern and western Europe such as Germany and Sweden. Hungary, which is part of Europe’s Schengen passport-free travel zone, is building a high fence along its border with Serbia

to confront what it says is a threat to European security, prosperity and identity. Austrian police had originally put the death toll in the truck found abandoned near the Hungarian border on Thursday at about 50, but later raised the figure to 71. The refrigerated vehicle was found by an Austrian motorway patrol with fluids from the decomposing bodies seeping from its back door. It had been abandoned on the side of the highway that leads from Hungary to Vienna.

The truck is at a customs building in the village of Nickelsdorf, which has refrigeration facilities and where forensic specialists in white protective suits and yellow rubber boots could be seen wheeling body bags away. In Hungary, police said 10 Syrian migrants were injured on Friday when a van driven by a Romanian suspected of human trafficking overturned en route for Budapest. At a Geneva briefing, the UNHCR said that in one incident on Thursday, 51 people suffocated in the hold of a boat and survi-

vors said they had been beaten to force them into the hold and then had to pay money to smugglers just to come out to breathe. One of the survivors, an Iraqi orthopaedic surgeon, said he had paid 3,000 euros ($3,400) to come up on to the top deck with his wife and two-year-old son. Last week, 49 people died in another boat’s hold after inhaling poisonous fumes, and on Wednesday 21 people are thought to have died after a dinghy with 145 on board got into difficulty, UNHCR spokeswoman Melissa Fleming said.

High-protein diet Kim Jong Un hails accord with SKorea as ‘landmark occasion’ lowers blood pressure SEOuL, AuguST 28 (REuTERS): North Korean leader Kim Jong Un called this week’s accord between the rival Koreas “a landmark occasion” paving the way for defused military tension and improved ties, but said it was the strength of its armed forces that made the deal possible. North and South Korea on Tuesday agreed to end a military standoff that sparked an exchange of artillery fire and had ratcheted up tension on one of the world’s most heavily-fortified borders. The two sides also agreed to open a new channel of dialogue to discuss a range of issues with the aim of improving ties, raising hopes for a fresh push to restore talks and exchanges that had been cut off since 2010. “The joint press release published at the contact provided a crucial landmark occasion of defusing the acute military tension and putting the catastrophic inter-Korean relations on the track of reconciliation and trust,” the North’s KCNA news agency on Friday quoted Kim as saying in a meeting with military aides. Kim said the accord was reached “thanks to the tremendous military muscle with the nuclear deterrent for self-defence built by the great party as a pivot and matchless ranks single-

mindedly united around the party,” KCNA said. The comments were made at a meeting of the Central Military Commission of the North’s ruling Workers’ Party of Korea, the same forum led by Kim last week that warned of military action unless Seoul stopped its propaganda broadcasts. On Friday, the South’s Unification Ministry said South Korea’s Red

Cross had proposed, in a message sent to the North, to hold workinglevel talks in the border village of Panmunjom on Sept. 7 to discuss reunions of separated families. Tuesday’s accord included a pact to hold the reunions of families split during the 1950-53 Korean War, many of whom are aging and hoping to see lost family members for the last time.

LONDON, AuguST 28 (IANS): Eating high-levels of certain proteins found in meat and plant-based foods can lower blood pressure and arterial stiffness leading to better heart health, a study has found. Eating foods rich in amino acids - building blocks of proteins - could be as good for your heart as stopping smoking or physical exercise - researchers from the University of East Anglia (UEA) found. “Increasing intake from protein-rich foods such as meat, fish, dairy produce, beans, lentils, broccoli and spinach could be an important and readily achievable way to reduce people’s risk of cardiovascular disease,” explained lead researcher Dr Amy Jennings from UEA’s Norwich Medical School. This research shows a protective effect of several amino acids on cardiovascular health. The magnitude of the association is similar to those previously reported for lifestyle risk factors including salt intake, physical activity, alcohol consumption and smoking. Researchers investigated the effect of seven amino acids on cardiovascular health among almost 2,000 healthy women. They found strong evidence that those who consumed the highest amounts of amino acids had lower measures of blood pressure and arterial stiffness. The food source was important. A higher intake of amino acids from plantbased sources was associated with lower blood pressure and a higher intake from animal sources associated with lower levels of arterial stiffness. The finding that eating certain meat and plant proteins are linked to healthier blood pressure is an exciting finding. “We need to understand the mechanism to see if it is direct or via our gut microbes,” said professor Tim Spector from the department of Twin Research at King’s College London.

Japan student group injects new exuberance into anti-war protests TOKYO, AuguST 28 (REuTERS): Wearing shorts and a baggy T-shirt and clutching a microphone, Aki Okuda stands before a crowd, the pyramid-shaped roof of Japan’s parliament lit up against the night sky behind him. “No War”, “Protect the Constitution”, “Abe - Quit!”, he chants in a hip-hop rhythm, echoed by the crowd. Okuda, 23, is a founding member of a group of students that has become a fresh face of protest against Prime Minister Shinzo Abe’s push to enact a more robust defence policy steps critics say violate the pacifist constitution and could ensnare Japan in U.S.-led wars. Students Emergency Action for Liberal Democracy (SEALDs) is also denting the image of Japanese students as either apolitical introverts, who left protests to their elders, or rightwing

geeks. Japan has not seen significant student protests since the 1960s, and civic demonstrations since then have been peopled primar-

ily with greying left-wing activists. That changed when SEALDs sprang to public notice by sponsoring weekly rallies near parliament

against unpopular defence bills that Abe’s ruling bloc pushed through the lower house last month. The bills, based on a cabinet resolution rein-

terpreting Japan’s pacifist constitution, could let troops fight abroad for the first time since World War Two. “If one government can change things just with their interpretation, then the constitution itself is altered and the government can do whatever it wants,” Okuda, wearing a T-shirt with the motto “Destroy Fascism”, told Reuters. Unlike the Marxist students who took to Japan’s streets in the 1960s, SEALDs members shun violence. Their manifesto urges respect for the constitution, a robust social safety net and peaceful security policies - concepts that opinion polls suggest resonate with many 70 years after Japan’s defeat in World War Two. Public angst over the defence bills has eroded support for Abe, with polls showing those who oppose him outnumbering

his supporters. But SEALDs is getting under the skin of right-wing nationalists, with blogs hinting that the group may harbour Chinese spies - an accusation for which there is no serious evidence. Advocates of the security bills argue the changes are needed to help cope with the threat of an increasingly assertive China. “GALVANIZING OTHER AGE GROUPS” Formed in December 2013 by students shocked by passage of a controversial state secrets act, SEALDs now has nearly 400 members. “A TV announcer said ‘Today, democracy has ended’,” Okada said, recalling the day the secrets act passed parliament. “But we thought, if there is an end, there is also a beginning.” The students were also motivated by the inability of huge protests after Ja-

pan’s March 2011 Fukushima nuclear disaster to derail government plans to restart off-line reactors. SEALDs is cooperating with about a dozen civic activist groups in organising a protest rally on Sunday that sponsors hope will attract 100,000 people. In a show of youthful exuberance, SEALDs is dreaming of an even bigger turnout - a 300,000-strong crowd equal to that which in 1960 forced Abe’s grandfather, then-premier Nobusuke Kishi, to quit over a U.S.-Japan security treaty. “They are galvanizing other age groups,” said Koichi Nakano, a professor at Sophia University in Tokyo. “SEALDs projects the image that you can be normal and fashionable and political at the same time.” Kazuto Nakayama, 68, who took part in a protest last week, said it was time for “older folks” to pass the baton.

“I think we cannot change Japan without the power of youth,” he said. Okuda admits that blocking the security bills will be tough since opposition parties are split and outnumbered. Analysts say toppling Abe is also a long-shot, but the public backlash against the security bills could well make his ruling Liberal Democratic Party wary of pushing even bolder changes, such as formally revising the constitution. The students are already eyeing a July 2016 upper house election, when the voting age will be lowered to 18 from 20, as a chance to weaken the LDP’s grip on power. “This is not a top-down movement, mobilised by the leaders of certain groups,” Okuda said. “No one can stop people who have begun to think and take action as individuals.”

'Money' Mayweather jabs back at Ronda Rousey

LOs ANgeLes, August 28 (AFP): Verbal sparring between Floyd "Money" Mayweather and Ronda Rousey continued as the unbeaten welterweight champ laughed off the mixed martial arts star's dig at his earning power. "Big bank take little bank," Mayweather said in a statement that was posted on TMZ Sports. "Let's play and see how much money you got. "Last time I checked I was #1 on Forbes," added Mayweather, a reference to the financial publication's ranking of the world's highest-paid sports figures. Rousey, a former Olympic judoka who is the biggest global star on the UFC circuit after a series of explosive victories, had taunted Mayweather on Wednesday in comments to TMZ -- reckoning she earns more per second than he does. "When he learns to read and write, he can text me," Rousey told the gossip website. Mayweather's $300 million in earnings over 12 months as calculated by Forbes in June includes his take from his May mega-

fight with Manny Pacquiao -- the highest-grossing in boxing history. He said Rousey wasn't in his league. "She will never be at my status," he told TMZ. "Keep trying to get publicity." Ho w e v e r, Fo r b e s weighed in on Thursday, saying that Rousey's calculations were correct and

that after defeating Alexis Davis and Cat Zingano in a combined 30 seconds of fighting she was, in fact, making more per second than Mayweather even before she beat Bethe Correia in 34 seconds in her most recent fight in Rio de Janeiro this month. It was another dominant performance for the

12-0 Rousey in defence of her UFC female bantamweight title. Mayweather, 48-0, is scheduled to defend his welterweight world title against Andre Berto on September 12 in Las Vegas, where the unbeaten American will try to match the 49-0 record of Rocky Marciano.

champions league takes on less predictable look

MONACO, August 28 (ReuteRs): The Champions League group stages took on a less predictable look after Thursday's draw, helped by UEFA's decision to tweak the seeding system. Only Group A, where Paris St Germain and Real Madrid should steam through, and Group F, set to be dominated by Bayern Munich and Arsenal, appeared to be foregone conclusions after the hour-long ceremony in Monaco. Other sections looked far more difficult to call, particularly Group D where anything could happen between Juventus, Manchester City, Sevilla and Borussia Moenchengladbach. In past years UEFA have based their seeding system for the draw on club coefficients, a complex ranking based on results in European competition. This time European football's governing body brought in a change, the top seeds were the champions of the eight most successful nations in club competition. Real Madrid, who lead the club coefficients but were not La Liga winners last season, were one of the eight second seeds while Dutch league champions PSV Eindhoven, 37th in the coefficients, were one of the eight top seeds. Whether by accident or design, the draw could pump a little more

excitement into a competition that, recently in the group stages, has been short on romance and shock results. Last season all but five places in the round of 16 were taken before the final round of matches in the group stages. In addition, 11 teams have reached the round of 16 for the last two seasons in a row. GROUP B THRILLS This time the thrills could start in Group B featuring Manchester United, VfL Wolfsburg, CSKA Moscow and PSV. PSV will want to show Dutch club football is alive and kicking, Wolfsburg were Bundesliga runners-up last season and CSKA came through a dramatic playoff against Sporting Lisbon. While United should go through, they will not want to depend on getting a result in their final match at Wolfsburg. Atletico Madrid should progress from Group C, leaving Galatasaray and Benfica to scrap for second place with Kazakh outsiders Astana adding an exotic touch. There are no clear favourites in Group D where Serie A champions and last season's runners-up Juventus could struggle after the departures of Carlos Tevez, Andrea Pirlo and Arturo Vidal. City's poor European record has shown that Premier League status

and riches do not guarantee Champions League success. Europa League winners Sevilla are seasoned campaigners with a talented coach in Unai Emery and outsiders Moenchengladbach are capable of springing an upset. Holders Barcelona should cruise through Group E but there is likely to be a fascinating battle for second place between Bayer Leverkusen and AS Roma. BATE Borisov of Belarus are unlikely to qualify but could throw a spanner in the works of Leverkusen and Roma, having beaten Bayern Munich and Athletic Bilbao in recent years. Chelsea should dominate Group G although Porto are always dangerous opponents with a knack of replenishing the team after selling their top players. Porto, however, are by no means certain to get the better of Dynamo Kiev having recently sold Alex Sandro, Danilo and Jackson Martinez. Last season Kiev wrested the Ukrainian Premier League title from Shakhtar Donetsk. Zenit St Petersburg, who as Russian league champions avoided the likes of Barcelona and Bayern, drew Valencia, Olympique Lyonnais and Ghent in Group H where two of the first three have a realistic chance of advancing.

he stand of the APO against erecting Rani Gaidinliu’s statue and establishment of Heraka Research Centre in Kohima Capital has legal sanction under Art.371-A of the Constitution of India in particular, sub-clause (i) and (iv)(a) of Art.371-A. “(a) no act of parliament in respect of(i) religious or social practices of the Nagas, (iv) ownership and transfer of land and its resources, shall apply to the state of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decides.” Firstly, by virtue of sub-clause (i) (a) of Art.371-A, Nagas has the right to oppose the installation of animism human idolization statue in the form of Rani Gaidinliu and establishment of her animism Heraka research centre in Kohima, the capital of Naga tribes. Religious practice of the Nagas are 99% Christians and imposition of such projects against the wishes of Nagas religious sentiments is a direct infringement of subclause (i) (a) of Art.371-A. Rani Gaidinliu is being honoured for two reasons, her opposed to religious conversion (Christianity) and campaign against secessionist insurgents (?). Religious, social or Naga nationalism aspect, no right can be derived to accord her memorial on Naga soil. Secondly, by virtue of sub-clause (iv) (a) of Art.371-A, the Kohima Village as landowner and APO as guardian of Angami tribe territorial jurisdiction has the right to prohibit installation of of Rani Gaidinliu statue and research centre over their ancestral land. The pride and unique practice of Naga tribes is the ownership of land by individual/clan/ village/tribe in their respective territorial jurisdiction and no power or authority that be, can override the inherent landownership rights of the Nagas, with or without of Art.371-A, and if the projects are setup against the stand of the APO/AYO in par-

ticular, and Nagas in general, it will defeat the very purpose of sub-clause (iv) (a) of Art.371-A. Thirdly, Rani Gaidinliu does not come within the meaning of Art.371-A, which is provided to the natives of the state of Nagaland. Rani Gaidinliu is an indigenous Rongmei Naga tribe from Tamenglong district of Manipur state and her legitimate tribal status as to acknowledgement of installing her statue, research centre and temple vests with the Manipur Government, either in Delhi, Imphal or Tamenglong district, her ancestral abode. To substantiate, will the Zeliangrong/Rongmei tribe allow the Sumi tribe to build a statue of Lt. Gen. Kaito and his research centre at Tamenglong/Peren district? What you cannot do directly, you cannot do indirectly, and hurting the social and religious sentiments of the Naga tribes will disintegrate, instead of integration of the Nagas. Obviously, the APO/AYO in particular, and Nagas in general are saying: “Build statue, research centre, temple etc. as Rani Gaidinliu’s memorabilia, if so desire, but erect it in Tamenglong/ Peren district, which is the ancestral jurisdiction of the Zeliangrong/Rongmei tribe.” Angami’s have erected A.Z. Phizo’s memorial in Kohima, Ao’s- P.Shilu Ao’s in Longjang Village, Sumi’s- Gen. Kaito’s in Zunheboto etc. Fourthly, there is no ambiguity in Art.371-A and Governor B.P. Acharya and P.M. Modi are making mockery of the Constitution, thereby setting a bad precedent in law and in fact. Albeit, Governor B.P. Acharya has also proposed building a Temple at Peren, unprecedented and first of its kind initiative by a Constitutional head, and suggestively, the Governor should also build Church in other districts of Nagaland in order to accord as people’s Governor, a true citizen of India and a champion of Art.14- Right to Equality. Unfortunate, however, the Indian Constitution does not provide construction of

church, mosque, temple etc. or establishment of religious institution, by a Governor, Centre or the State. Unsolicited, religious fanatics are propagating, Christianity is imported, and there is no religion in Nagaland, and on false expectation, they are daydreaming to penetrate Nagaland through ‘Animism Heraka’ which is being funded by pro-Hindu organization. This unholy nexus is the root cause of sudden glorification of Rani Gaidinliu by the Centre, generously pumping money, pitying other freedom fighters who are stars in Indian history. Ever heard of Gandhiji, Subhash Bose, Bhaghat Singh etc. individual temples and research centres? I for one is agitated that the person of Gaidinliu, a Rongmei Naga lady is being used and exploited by both the Centre and the State for their respective beneficial “monopoly” instead of giving her the real unpolluted honour she deserves. Last, but not the least, the special provision under Article 371-A is being misinterpreted, manipulated and exploited by those in power/ law makers, and Acts, Rules and resolutions are being passed in the NLA in contradiction of the electorates wishes and aspirations. Government is for the people and the policy makers ought to take decisions in the interest and welfare of the people, and not otherwise. A joke was shared, “A true Naga by blood asked the Hon’ble legislators as to how so many adverse decisions have been taken without opposing in the Assembly.” They replied, “the Act/ Rules/ Resolution were passed/decision taken without our knowledge.” Such a response from our representatives pricks the conscience of any right thinking Naga as to whether our legislators are literate or illiterate, awake or sleeping in the Assembly, if not stationed at Kaziranga, De Oriental Hotel or Sovima! wo National Highways coming from Guwahati – NH 29 – Dimapur to Imphal and NH 37 – Jiribam to Imphal have not been accessible for goods laden trucks when the landslides at Phesama on NH 29 and weak Barak suspension bridge on NH 37 have cut off the two National Highways during rainy season since the 18th August, 2015. It is almost 10 days that Imphal has been cut off from reaching all essential commodities either from Guwahati or Dimapur to Manipur. The people living in Manipur have been starved as the food stuffs have not reached the people now. There is an exigency to have an alternative route link connecting with Guwahati as these two National Highways have failed to deliver goods all the

times and cater to the needs of the people living in Manipur. Another route link known as Tamenglong-Tousem-Haflong Road – 91.95 km in Manipur Sector from Tamenglong to Jiri river (boundary) and 55km in Assam Sector from Jiri river to Mahur on NH 54 totalling 91.95+55 = 146.95 km needs to be converted into another NH 54(A) from Mahur to Kangpokpi via Tamenglong and Tamei at an early date. am constraint to write and clear the views about Rani Gaidinliu briefly for the readers. The Age old self-determination of Nagas was first disturbed by the entry of British Forces led by Captain Permberton and Jenkin with a force of 700 sepoys and 800 coolies into Naga Country in 1832-33 at Poilwa (Popolongmai/ Kenoma/ Pulomi ) in Peren district, Nagaland, en route to Upper Assam from Manipur which marked the entry of British Dominance in Naga Hills. Then many battles were fought and resisted against the British by the Nagas, such as the battle of Khonoma, forcing the British to withdraw their forces from Naga soil with the application of the Non Interferences Policy in Naga Hills. However, even after the British withdrawal from Naga Hills, the Zeliangrong warriors from Poilwa (Popolongmai / Kenoma/ Pulomi) challenging the British authority in Zeliangrong territory raided the Baladhan Tea Estate in Cachar district of Assam carried home sixteen heads as trophy. Aftermath of the raid, the British to protect their prized Tea Estates in Assam re administered the Naga Hills, leading to heavy taxations and penalties with strict laws and rules alien to the Nagas. The Zemi (Zeliangrong) Revolt was led by Haipou Jadunang and Rani Gaidinliu against British rule since 1926. The ignition of revolt was when some traders(British subjects) from Assam intruded into Kambiron village while the Nagas were observing religious Ritual (visitors are taboo ), the intrusion was sacrilege, and the intruders were subsequently butchered, no doubt Haipou Jadonang was hanged in 1931 for the killing of traders and revolting against the might of British Empire. The old prediction for Wooden Platters of “Self determination at the End Days” (Independence) induced every Zeliangrong Naga for freedom and backed Haipau Jadunang and Rani Gaidinliu to overthrow the yoke of British Taxation and rules. Rani Gaidinliu joined the freedom fighter Haipau Jadonang at the age of thirteen against the British rule and led the Freedom fighters after the martyrdom of Haipou Jadunang in 1931. At the helm of freedom fight against the British, she moved from Zeliangrong Naga village to village recruiting youths to fight for freedom and advocating non-cooperation to the British government by non-payment of house taxes and refusal of rendering porter services to the government. In March 1932, at Hangrum in NC Hill, the Assam Rifle Camp was attacked by her warriors armed only with Daos and Spears where many British soldiers and Naga fighters lost their lives and her warriors at that point of time was about 500. Later on she was term as the “Terror of North East” by the British Crown and a reward of ₹. 500/- was announced for information leading to her arrest. The same year aftermath of Hangrum Battle, she moved to Poilwa (Pulomi) in Peren, Nagaland, the most strategic location accessible to Kohima, Tamenglong and Haflong. She chose Poilwa and made her Headquarter. The village was fortified to accommodate thousands of warriors and the freedom fighters were preparing for a major offensive against British force at Kohima. During the preparation, meat supply and rice were collected in large quantity to feed the thousands strong force for months. The strategy to attack Kohima post was prepared and more warriors and forces were on their way to the New Headquarter, but the plan to attack was averted

with her arrest in 1932 and Zemi Revolt was nipped in the bud! Rani Gaidinliu’s stay in Poilwa can be summarized as a Political struggle for freedom and not Religious movement as believed by many. Had she been a religious leader and propagating her religion at least some few families from Poilwa would have been influenced and following the Heraka religion, but none. The title Rani was conferred to her by Pandit Jawaharlal Nehru the then Prime Minister of India, in recognition and honour of her freedom struggle against the British Rule in the Naga Hills. Today the Government of India is generous enough to grant funds for construction of Rani Gaidinliu Memorial Hall /Library in Kohima, but the Nagas are opposing tooth and nails against the project which I personally failed to understand. The Centre’s generosity of for the project work and projection of Naga personality at the National level as freedom fighter against British rule should be appreciated by all. The projection of Rani Gaidinliu as Freedom fighter is the reason of Sanctioning the project, as the constitution of India did not give any space/provision to propagate or sponsore any Religion in India. If at all her statue is to be erected, then that is to honour her for the struggles she shouldered and not projecting her as head of the Heraka religion and to be worshipped. To my observations in recent years, the Heraka faiths are getting sponsorships under the patronage of the Hindu Missions like constructions of Kelumki, School and Hostel and other scholarships for further studies outside their home towns. The reasons behind must be the more accommodative posture of the Hindus towards minority. I do not blame the Heraka faith about their affinity with the Hindus, because I as a Christians have done little or nothing towards their well being in the past. Nagas have great regards for freedom fighter like Subhash Chandra Bose who fought against the British during WW-II, hailing from West Bengal and of Hindu faith. So also Rani Gaidinliu, a patriot of her time challenged and fought the mighty British Empire well-armed with the most primitive Naga weapons. YES, Rani Gaidinliu is a Priestess or a religious leader to the Heraka faith and followers, but to sensible Zeliangrong Naga Christians, she was a Freedom fighter and a Heroine of struggle for freedom to over throw the yoke of British Rule in our land, in her limited capacities and jurisdiction of those days. If the Naga Christians are so concerned about expansion or influence of Heraka culture by the construction of Rani Gaidinliu’s Memorial Hall/Library in Kohima, then do something for the poor and helpless Heraka children, both boys and girls working in many well off Naga Christians kitchens as helping hands in Kohima and Dimapur concealing their faith and posing as Christians for fear of discriminations! They need good education, health and livelihood. One need not sponsor missionaries to go to Peren, Tamenglong or NC Hills to preach and extend helps. We all know, Nagaland is a dependant state and the funds coming to us is borne by the millions of non Christian Taxpayers! Let us stop discriminating each other on the basis of faith, religion, beliefs or practices etc but live together with spirit of secularism for a better Nagaland. I. 'Kung Fu Panda 3': new

teaser features Po, Li & Crane

A

new teaser of “Kung Fu Panda 3” has emerged online. It is inspired by J.J. Abrams “Star Wars: The Force Awakens,” and has been titled as “The Father Rises.” It opens with a raspy voice as the text “Nothing can prepare you for the legend” appears on the black screen. Po’s long lost father Li, voiced by Bryan Cranston, is shown climbing the stairs. He is shown getting tired as he reaches Po, who is standing at the top of the stairs. “I am your father,” he tells Po. He then lies down on the stairs and says, “what’s with all the

stairs.” Po looks at his father in shock. Crane is shown asking Po who is this guy and why is he breathing so heavily. The teaser ends with Crane telling Po that heavy breathing of Li is “creepy.”

The third installment in the “Kung Fu Panda” series will see Po reuniting with his father Li.

The official synopsis of the film reads as, “When Po's long-lost panda father suddenly reappears, the reunited duo travels to a secret panda paradise to meet scores of hilarious new panda characters. But when the supernatural villain Kai begins to sweep across China defeating all the Kung Fu masters, Po must do the impossible—learn to train a village full of his fun-loving, clumsy brethren to become the ultimate band of Kung Fu Pandas.” The film will reportedly feature a beautiful Panda village, which has been in-

spired by Sichuan, China. Entertainment Weekly recently revealed the concept arts of the panda village. According to production designer Raymond Zibach, the village will be shown from the perspective of Po. Jennifer Yuh Nelson and Alessandro Carloni have directed the film from the screenplay by Jonathan Aibel and Glenn Berger. The film will feature the voices of Jack Black, Angelina Jolie, Dustin Hoffman, Jackie Chan, Seth Rogen, Lucy Liu, David Cross, James Hong, Bryan Cranston, Rebel Wilson and J. K. Simmons.

MSF sues Bollywood over 'Dangerous' Film

T

he aid charity is taking legal action against the producers of Phantom over fears it could endanger medics in wartorn countries. A "dangerous, misleading and wrong" Bollywood film is facing legal action from an international aid charity, amid claims it could endanger lives. Phantom, which was released today, is the story of a Medicins Sans Frontieres aid worker who helps a disgraced Indian soldier to assassinate Pakistani extremists accused of orchestrating the 2008 bombings in Mumbai. The movie's trailer shows the aid worker, played by the British-Indian actress Katrina Kaif, firing pistols and rifles – but MSF has claimed this is a "dangerous representation" of its organisation, as none of its staff carry guns. In a statement, MSF said it had not been consulted over the Hindi film and stressed it was not associated with the production in any way. A spokesperson added:

"The only way we safely work in places such as Syria, Afghanistan and Yemen, where there is active fighting, is by explaining to every group on the ground that we are independent, neutral and impartial and interested only in providing medical care to people who need it. "Any portrayal that suggests MSF does anything other than provide medical care could endanger our patients, staff, our ability to work in places where people might not otherwise have access to healthcare and undermine our reputation." MSF insists it has a "strict no guns policy" in all clinics, and does not hire armed guards. The humanitarian agency boasts a network of thousands of medical professionals in more than 70 countries – including doctors, surgeons, nurses and psychiatrists. It has contacted the film's production team while the legal action gets under way. Phantom has already been banned by a court in Pakistan.

dele's new album is out in November. The 'Someone Like You' hitmaker was due to release her third LP in May 2014 but her record label XL Recordings retracted that date and left fans waiting for over a year before giving any further news of her upcoming music. However Adele, 27, could be forgiven for feeling pressured to make her next music offering a smash hit since the last sold 11 million copies worldwide and topped the charts in 2011 and 2012. Although the James Bond singer has teased fans over the past 12 months on social media about what was in store and her third album, supposed-

eline Dion's songs have "new meaning" for her. The 'My Heart Will Go On' singer has been supporting her husband Rene Angelil through his battle with throat cancer for over a year and the star announced at a press conference held before her Las Vegas show last night (27.15.15) that her perspective on her music has changed. She said: "The meaning of the songs have a new meaning now. I sung them, but now I mean it. To me they'll be different songs. To you, maybe not." The 47-year-old Canadian star - who married the music manager in 1994 and went to have three children - halted her shows last summer to care for Rene, 73. She added:"I am scared of losing him, because it's bad. But I have to show myself, my husband and my kids that I'm strong and we're okay. I didn't want to be here at first, I don't need it. Don't get me wrong, I love singing for people, but I have priorities. "My three children and my husband wanted me to be here tonight." Meanwhile René, 73, was previously diagnosed with throat cancer in 1999 and has since fought off the disease three times. At the end of the conference Celine sent a personal message to her husband who she said was watching from their home in Las Vegas. She said: "Just enjoy, just enjoy. I love you."

... and so I am going to start studying with them ... I need knowledge to take steps in that territory. "It makes me feel actually very young to put the elbows on the table again and try to understand another reality. Of course, I won't stop my professional life, I'll continue acting, directing - but this is a new thing," he added.

India 50-2 in rain-shortened day in Colombo Liu breaks China gold drought,

COLOMBO, August 28 (ReuteRs): India lost two quick wickets to reach 50-2 before rain washed out the rest of the opening day of the third and final test against Sri Lanka at the Sinhalese Sports Club Ground on Friday. Only 15 overs of play were possible in the entire day as the umpires made multiple inspections to check for a restart but called stumps about an hour after the official tea break. Sri Lanka captain Angelo Mathews was rewarded by his fast bowlers with the wickets of opener Lokesh Rahul (two) and in-form

batsman Ajinkya Rahane (eight) after he opted to bowl on a pitch sporting a covering of grass. India captain Virat Kohli (14) survived some nervy moments to stay unbeaten with Cheteshwar Pujara (19) when heavy rain forced the players off the ground for an early lunch break. Rahul was clean bowled by Dhammika Prasad with the second delivery of the day with the batsman inexplicably shouldering arms to a ball that nipped back from outside the off stump. Rahane, who scored a century in India's second test victory last week, batted confidently before

he missed a straight delivery from Nuwan Pradeep to be given out leg before wicket. India were 14-2 at that stage and looked set for more trouble but debutant wicketkeeper Kusal Perera spilled an edge from Kohli with the batsman on eight. Kohli was once again lucky when he edged Prasad but the ball fell short of the first slip. The hosts made three changes to the side that lost the second test with lower order batsman Jehan Mubarak and paceman Dushmantha Chameera being dropped while Kumar Sangakkara retired

from international cricket. Hard-hitting batsman Perera, left-handed batsman Upul Tharanga and paceman Nuwan Pradeep were drafted in for the deciding test of the series tied at 1-1. India also handed a test debut to a wicketkeeper-batsman with Naman Ojha replacing Wriddhiman Saha, who was been ruled out with a hamstring injury suffered in the second match. Pujara, whose last match was the Boxing Day test against Australia last December, replaced injured opener Murali Vijay in the only other change in the visiting team.

PARis, August 28 (AFP): Lionel Messi was Thursday voted UEFA's best player in Europe for 2014-2015 with Germany's Celia Sasic winning the women's award. The Argentina star, who won the Champions League, Spain's La Liga and Spanish Cup with Barcelona, claimed the award for the second time ahead of Cristiano Ronaldo and Luis Suarez. "I am happy to win the award. I thank all my teammates because they deserve part of it. I depend a lot on the team like everyone else," the 28-yearold said. Messi also won in 2010-2011 and succeeds Real Madrid rival Ronaldo who won last year. FFC Frankfurt's Sasic, 27, was voted the best women's player ahead of France's Amandine Henry and fellow German Dzsenifer Marozsan. Sasic, who retired last month, was the top scorer in the Champions League which Frankfurt won, the Bundesliga and at the Women's World Cup in Canada where she won the Golden Boot award.

Srinivasan, the current International Cricket Council (ICC) chairman, was earlier asked by the Supreme Court to quit as BCCI president to facilitate investigations into the 2013 Indian Premier League (IPL) betting and spot fixing scam. His son-in-law Gurunath Meiyappan has been convicted of wrongdoing in the IPL scam and has been banned from any cricketing activity for life. IPL chairman Rajiv Shukla said the working committee meeting would next

For that we have to seek clarification from the Supreme Court so that is why the meeting has been postponed. After we get the clarification next working committee meeting would be called," Shukla told reporters here on Friday. Asked why Srinivasan participated in the meeting even after BCCI informed him about the legal bar, Shukla said he was unaware of any possible reason. BCCI consulted their legal advisors before taking the decision. A Supreme Court order, issued on February this year, barred Srinivasan from taking part in any affairs of the board.

The morning after Usain Bolt's emphatic 200m win at the Bird's Nest stadium, Liu gave home fans something to cheer when she headed a Chinese onetwo in the walk with "little sister" Lu Xiuzhi. The pair broke early and built up a massive lead in Beijing's scorching morning heat, with Liu coming home for gold in one hour 27.45 minutes with Lu right behind her. Ukraine's Lyudmyla Olyanovska took bronze, 28 seconds behind. "There was a lot of pressure but I was confident in this mission," said Liu, who added that she had struck a pact with Lu, her junior by seven years, not to race each other in the final kilometres. "When we hit the front at the start I didn't think we were going that quick but nobody followed us, so we just carried on. It's a dream to win the gold." After the US medal tally was boosted on Thursday by golds from triple jumper Christian Taylor and 400m runner Allyson Felix, it was another of their star athletes who took to the Bird's Nest on Friday in the shape of multi-discipline specialist Eaton. The world record-holder and defending champion, also reigning Olympic and two-time world indoor champion, timed

10.23sec in the opening 100m before leaping a best of 7.88m in the long jump, both leading performances. Eaton, whose Canadian wife Brianne Theisen Eaton claimed silver behind Jessica Ennis-Hill in the women's heptathlon, then managed a best of 14.53m in the shot put to leave him on 2,830 points. Canadian Damian Warner sat in second with 2,747 with Germany's Rico Freimuth third (2,730). The evening session sees the decathletes compete in the high jump and 400m, with the 110m hurdles, discus, pole vault, javelin and 800m all scheduled for Saturday. Elsewhere in the field, Ukraine's Andriy Protsenko and Russian Olympic champion Ivan Ukhov both missed out on advancing to the final of the high jump, to be held on the ninth and last day of competition on Sunday. Protsenko managed 2.29m and Ukhov only 2.26 as 14 jumpers qualified. Among those successful in hot conditions was Qatar's Mutaz Essa Barshim, the Doha-born 24-year-old who won bronze at the London Olympics before going on to claim silver at the Moscow worlds a year later and the world indoor gold in Sopot last season. With Ukraine's reigning world high jump champion Bohdan Bondarenko, Canadian Derek Drouin, American Erik Kynard and Chinese hope Zhang Guowei also qualifying for the final, Barshim has plenty of competition.
