Nagaland MLAs asked to create consensus NEw DElhi, august 29 (iaNs): Naga peace talks interlocutor R.N. Ravi has requested all the 60 MLAs of Nagaland to go to their respective constituencies and build a consensus on the peace accord inked between the central government and the NSCNIM, a Nagaland assembly source said on Saturday. According to the source, who is also an MLA, peace talks interlocutor Ravi made the appeal during his three-day visit to Nagaland. “Though during the meeting with Ravi the frame work of the Naga Peace Accord was discussed but a clear direction came from the interlocutor for the MLAs to go to their respective constituencies and make consensus regarding the deal. If not done, then the accord cannot be a success,” said the source. The source said Ravi will soon visit the state again and hold a special meeting with the other factions of the National Socialist Council of Nagaland except the NSCN-K to know about their apprehensions about the accord. He said the legislators have been given directions to create “hype” regarding the accord. “People in Nagaland’s several pockets are influenced by other factions of NSCN, who do not have faith in the accord. So this step is being taken to tackle such problems and lets see how well does it work,” he said. Ravi, who arrived at Nagaland’s capital Kohima on Wednesday, held several meetings with the stakeholders of the Naga peace talks, including Governor P.B. Acharya, civil society groups and the Naga legislators.
NTCA oppose Gaidinliu project

Dimapur, august 29 (mExN): The Nagaland Theological Colleges Association (NTCA) on Saturday said there is “no content of Gaidinliu and her pagan Heraka, regionally, politically and religiously, in relation to the people of Nagaland.” Opposing the move of the State government to construct Gaidinliu’s Memorial Museum and erecting of her statue, the NTCA in a press statement said it was “very embarrassing to see how our elected Christian leaders are easily tranquilized with this Central government project and swift enough even to adulterate it with their faith.” The association pointed out that in endorsing the said project, they (elected leaders) have set the wrong testimonies about Christianity, dishonored the Christian community in general and even betrayed the trust of the people in their leadership.

More details have emerged on the August 28 ambush carried out by the 23rd Assam Rifles at International Trade Centre (ITC) Dan, Pangsha area under Noklak HQ which left 8 people, including civilians, dead. Due to poor network connectivity and remoteness of the area where the firing occurred, the police, district administration could not ascertain details and facts of the incident on time. ITC Dan is located some 30 kilometers away from Noklak town and is the last village under Tuensang district bordering Myanmar. Till late Friday evening, the bodies of those killed in the firing had not reached Noklak town, ADC Noklak informed. Tuensang police could shed light on the identities of those killed and injured in the Pangsha firing only Saturday. It was ascertained that five NSCN (K) cadres and three civilians were among those killed in the firing. Two more civilians, both women, sustained bullet injuries. The deceased NSCN (K) members have been identified as ‘lieutenant’ Joseph Sumi, ‘captain’ Medoneizo Nakhro, Robin Sumi, Kukhavi Sumi and Seipu Kuki. The three civilians killed were identified as Tokani, wife of ‘lieutenant’

According to a source, Enso and Anten Konyak had hitched a ride on one of the three ill fated vehicles, on their way to Henpo village to buy domestic animals. The two injured, both women, have been identified as Kakheni, wife of PRO Naga Army ‘Col’ Isak Sumi and one Thamneyu hailing from Henpo village. Sources from New Pangsha village said Thamneyu had gone for a medical checkup and was returning back to her village in one of the vehicles when the firing occurred. Superintendent of Police (SP) Tuensang informed that two persons, identified as Tovika and Tonoto, travelling in the vehicles survived the fir-

The Naga Hoho has reiterated its appeal to the Assam Rifles to “exercise utmost restraint and not to vitiate the atmosphere anymore.” The apex Naga body has urged the authorities to ascertain facts and circumstances of the August 28 shooting at Pangsha, and punish the guilty at the earliest. In a press statement from its general secretary, the Naga Hoho today condemned the “barbaric act of killing and injuring civilians” by the Assam Rifles at Pangsha on August 28. The Hoho’s “repeated appeals” to the security forces to exercise utmost restraint while carrying out operations, it stated, “have yet again fallen on deaf ears.” “What is more intriguing and hilarious is that the Assam Rifles after killing and injuring innocent citizens at Pangsha, continues to have the audacity to claim that they ‘displayed a very high order of restraint and fire discipline to ensure that the Over Ground Workers (OGWs) did not suffer fatal injuries during the fire fight’,” noted the Naga Hoho, and that this statement “voluminously speaks of their absence of humanity and compassion.”
NMA registers ‘strong protest’
The Naga Mothers’ Association (NMA) has condemned the “killing” of the “NSCN (K) civilians and women” at Pangsha by armed forces on August 28 while the NMA peace team was on its way for a Peace dialogue with the NSCN (K). The NMA stated in a press release today that it “called on top officials of the Assam Rifles at Tuensang today to register our strong protest against the killings and to exercise utmost restraint.” “As mothers we are shocked and grief stricken at the tragic loss of lives,” the NMA maintained and conveyed “deepest condolences” to the bereaved families while praying for the speedy recovery of the injured. The body also appealed to the NSCN (K) to “abstain from any retaliation and give a chance for a peaceful dialogue for the sake of peace and tranquillity in our land.” It was also informed that the NMA team paid its last respects to the departed and laid floral wreaths and shawls at the Police Station Tuensang this evening at the simple ceremony held.

who have chosen to “become collaborators and instruments of adversary to further trample upon the Nagas without any conscience.” The NSCN (K) maintained that the “such enemy agents shall face judgements” and that the NSCN (K) will “leave no stones unturned to prosecute them under anti-national act.” The group has also appealed to every “conscientious and patriotic” Naga to “uphold the sacrifices of both NSCN comrades and civilian Nagas who has paid their precious lives in defence of our nation.” “Let their martyrdom ring throughout the land and endear every Naga to resist the illegal and forceful subjugation of our Nation and people for decades by India. Every Naga has a duty to fight for the honour and right of her people,” it asserted.

Lack of publicity and public response is no deterrent to the fledgling Naga Market project. Standing by the initiative’s conceptual commitment, the people manning the stalls at the weekly bazaar says that they will persist despite business slowing down. Initiated by Survival Nagaland in collaboration with the Dimapur District Administration, Development Authority of Nagaland and Department of Handloom & Handicraft, the programme seeks to induce a culture of entrepreneurship among Nagas. In its 12th week since it took off on June 13, on August 29, the number of stalls at the venue (Naga Shopping Arcade) has reduced to a handful with little sign of activity. For the few committed and prospective entrepreneurs who continue to set up shop every Saturday it is serious business. “We will sit till the stipulated 9:00 pm even if people don’t turn up,” said Rikham, who along with her friend, Akum, run a stall selling ‘galho’ (porridge), meatballs and pulao. Their stall was among six which opened on Saturday. While business has not been that encouraging, the two women said that they are doing it because they like it. Queried on what could possibly be preventing business from picking up, the duo replied that a lack of publicity might be a reason. According to them, business might pick up if the organisers invest more in advertising besides adding other attractive features. “The response was good
when there was tombola.” Further, they said that the items they sell are comparatively lesser in price than in the market in general. Asked what they do with leftovers, they said it is given away. Twice they have given away unsold food items to police personnel on patrol. They also have charity in mind. Money generated from their venture will go towards sponsoring an under-privileged child’s education. The stall adjacent was not faring any better. The stall owner, Sentila (49 years) said that sales have drastically reduced from a peak of Rs. 1000 at first yet added that she will continue. Ali and Libo, two young women from 3rd Mile, were selling dry flowers and meat pickles. Late evening and night setting in, their stall had hardly managed to sell a few items. It was their first day at the Naga Market; still, they said that they will return next Saturday. For a group of friends from Police colony, business has been quite encouraging. One among the group said, “For us sales have been quite good. Not many customers come here, but those who do come, they buy. We’ve been somehow managing to makeup our investment.” The organisers, while acknowledging the lack of publicity it deserves, said that they will continue to support the initiative. “We need broader coverage, which we have not been able to do because of financial constraints.” The weekly market, initially fixed on Saturdays, has been extended to twice a week – Fridays and Saturdays.

Haipou Jadonang (1905-1931) was honoured in befitting manner during his 84th Martyr Day here today at Baudi Hall organised by Zeliangrong Baudi (Assam, Manipur, Nagaland) in association with All Zeliangrong Students’ Union (AMN). Addressing the gathering as chief guest, Naga Hoho president, P Chuba Ozukum said that Naga people are at a threshold of a major change in the political system. “For decades we have struggled and hoped for a change and
in the course many of us had lost hope, but now when we have been presented with a solution. Many are left to wonder if we the Nagas are prepared to take this change when there is no unity among us and when tribalism and individualism is the norm of the day,” he said. “If we can rise above all these, there can be a ray of hope in our future,” he affirmed, adding the need of the hour is unity among factions, tribes, churches, villages and even among family. He further maintained that Naga integration under one political roof is not a recent introduction, but had been there since the British colonial regime. The Nagas were then politically weak, helpless and disunited to resist the British power, he said. He added it was during the British colonial regime
that Jadonang, a young social and religious reformer and a freedom fighter emerged. Ozukum recalled that the British at that time imposed oppressive tax on the Nagas which seriously affected their livelihood. It was during that time in 1927 when the Nagas were badly in need for social and political unity and Jadonang appeared in the forefront. “He boldly stood against the British autocratic rule. Jadonang spearheaded a political programme to bring about political liberation by driving away the British who were regarded as outsiders,” he stated. “He mobilized support of villages on the program of overthrowing foreign rule and establishing the historical Naga Raj.” Nagaland in the present context, Ozukum stated, needs such kind of leaders – “a leader willing
to sacrifice all selfish motives and willing to give one’s all for the Naga cause.” Ozukum also challenged the gathering to think about the future and aspiration of the people and march forward for a united family. Ozukum was accompanied by Naga Hoho Assembly Secretary K. Elu Ndang and Naga Hoho secretary (Admin) Chitho Nyusou. On the occasion, rich tribute was offered for the sacrifices made by Jadonang through a patriotic song by students of Zeliangrong Heraka School, Jalukie B Village. The progamme, led by Azin Chawang, commenced with prayer by Pastor of LBP Samzuiram, Asanbo. President of Zeliangrong Baudi (AMN) Raitu Chawang delivered the welcome address and ZSUN president Amonbo proposed vote of thanks.

val, former chief secretary of Nagaland, Alemtemshi Jamir who is also advisor to Sustainable Development Forum of Nagaland (SDFN) stressed on the need to take the millet festival to higher level. He suggested that the festival should be made into an annual event, adding that it can become a
promotional event for tourism and thus boost the economy of Chizami village. Jamir was also appreciative of the millet farmers in exchanging millet and other crop seeds during the celebration. Hewoto Sema, District Agriculture Officer, Phek said millets were grown as an alternative crop for
substitute staple food next to rice. He said the State’s agriculture department has come out with a new scheme of promoting the cultivation and production of millets under National Food Security Mission. Under this programme, farmers will be benefitted with seed inputs, fertilizers, PP equipments, incentives for cultivation and milling machine, he explained. Jamir, former chief secretary Nagaland released NEN video production titled “Millets- Securing Lives.” The festival also honoured 18 women farmers, in recognition of their extraordinary contribution to sustaining agriculture and ecology through practising
millet based bio-diverse farming. Francisco Rosado May, Agro-ecologist & faculty, Intercultural Maya University of Quintana Roo, Mexico also spoke on the occasion. Khiamniungan women farmers, Sakraba women farmers and Thurutsusumi women farmers presented millet harvest song, Chakhesang work song and jhum farm melody. The festival was followed by exhibition of agro-biodiversity. The millet festival aim to create wider awareness on the importance of millet based agro bio-diverse farming, to celebrate, share and promote the diversity of local crops, food and traditional knowledge systems and to strengthen solidarity amongst ecological farming communities in the State and beyond.

Wokha, august 29 (MExN): A concise English- Kyong/ Lotha dictionary of Christian faith written jointly by Rev. Dr. Ezamo Murry and Dr. Eyingbeni Humtsoe Nienu was released at Wokha town after a brief function. A press note stated that the book is born after a hard of about ten years work by the joint authors. Rev. Dr. Murry is a retd Bible teach-
er, who had taught at the Eastern Theological Jorhat for thirty four years which includes one year of service as the principal of the College, married to Lireni Yanthan and are blessed with a daughter and sons. Dr. Eyingbeni Humtsoe Nienu is the first and the only Lotha women to be academically conferred the doctorate in theology from the Trinity College Singapore. Mar-
ried to Zhalie Nienu and blessed with a daughter Enya Tsalu, she is at present teaching at the Clark Theological College Aolichen Mokokchung. Reviewing the book, Zanben Kithan Pastor of Yikhum Baptist Church said, “The book is a must have book especially for the full time church workers in particular and a very comprehensive guide for
the laymen as well who desires to go in depth into the word of God, easy to read and quality to read and at the minimum one should serve God after having read it. I wish this book had been released earlier”. Nagaland has been awarded for achieving the highest Renewable Energy Purchase Obligation (RPO) and Renewable Power Generation among the North East states. The award was received by Er TS Angami, Director, Department of New & Renewable Energy, on behalf of the State government in AREAS of MNRE function in Bangalore from the Union Minister for Power, Coal & MNRE Piyush Goyal on August 27 (Pic). As the agency which monitors generation of all renewable resource in the State and utilities, DNRE/ NREDA is obligated to buy a fixed percentage of renewable energy. Nagaland has already fulfilled the RPO in excess as fixed by the NERC.

DiMapur, august 29 (MExN): The INTACH India Heritage Quiz 2015 for school children was held at Maple Tree School, Kashiram, Dimapur, on August 22. According to a press release, 13 schools participated in the written round, bringing 112 students to compete at the State Round of the Heritage Quiz. Students from classes 7-10 were paired in teams of two students to represent their respective schools. There were 56 Teams competing for the State Round. Pankhuvi Baunthiyal (Class 9) and Bhavesh Pareek (Class 10) from Hollotoli School, Dimapur, emerged as the winning team in the State Round. The duo will now compete in the Zonal Round at Guwahati on September 7. If they qualify, they will go on to the National Finals at New Delhi. The quiz competition is based on the heritage and culture of India and aims to increase awareness about India’s glorious heritage among school children.

ATSUM writes to Governor on ILP system Haipou Jadonang's statue unveiled Imphal, august 29 (mExN): The All Tribal Students’ Union Manipur (ATSUM) has written a representation to the Governor of Manipur, Dr. Syed Ahmed, on the controversial issue of the Inner Line Permit System. Highlighting its position and apprehension with regard to the present movement for the introduction of ILP in Manipur being initiated by the Joint Committee on Inner Line Permit System (ILPS), ATSUM stated that the bill, rechristened as “The Protection of Manipur People Bill, 2015” is likely to be passed in the Manipur Legislative Assembly. ATSUM maintained that the proposed Bill is being drafted as per the wishes and whims of a 40 members Committee comprised of the “dominant Meitei Community” without any representation from the tribal Assembly Members. The representation which was issued by ATSUM President Muan Tombing and General Secretary Vareiyo Shatsang highlighted that the

The Student body further mentioned that when Manipur was about to be conferred statehood in 1972, there were apprehension that the interest of the tribal would be at stake. So, the Manipur (Hill Areas) District Council Act, 1971 was enacted by the Parliament to address the issue as a measure, it stated. The Hill Areas of Manipur and its people are also protected by the Hill Areas Committee which is constitutionally envisaged under Article 371C of the Indian Constitution, the student body revealed. However, this Committee has no longer Legislative and Judiciary powers, and cannot function to its intended provision of safeguarding the interest of the tribal in the Hill Areas of Manipur, ATSUM contended.

ATSUM further pointed that the mandated Civil Societies (Students, Youth, Women, Chiefs and the Apex Bodies) of the tribes of Manipur were not at all consulted by the JCILPS before launching their intensive movement. “The State Cabinet also did not have the courtesy to consult the Hill Areas Committee,” it stated.
ATSUM further expressed pain to see the closure of educational institutions for almost 2 months. “We are saying this not just because hundreds of tribal students are affected but the reckless and wanton display of the JCILPS has done colossal damage to the student community which in fact, is a violation of the Right to Education Act 2009,” the student body stated. Further stating that tribal people were nowhere involved in the proposed ILPS, the student body contended that even if it is passed by the Manipur Legislative Assembly, it should cover Valley Areas only as it is being proposed and propagated by the Meiteis of the valley. The student body suggested that the demand for the ILPS and its enforcement in the entire State of Manipur is a ploy designed to serve the interest of a particular community. “The enforcement of ILPS will certainly pave way for marginalization of the hill tribals and alienated from their ancestral land. The militants were identified as Gwndai and Junthi, both 'platoon commanders' of the NDFB(S). "They were responsible for the massacre of Adivasis on December 23, 2014. guwahatI, august 29 (tNN): In spite of ongoing peace talks between the Assam government and various pro-talks factions of militant outfits, attacks by insurgent groups continued unchecked in the state last year. Assam saw the country's secondhighest number of 'offence against state' crimes in 2014, said a Union home ministry report. "Altogether 512 offences against the state were registered across the country in 2014. With 72 cases, Kerala accounts for 14% of the total, followed by Assam (11%) and Karnataka (9%)." The cases were registered under Section 121 (waging or attempting to wage war or abetting waging of war against the Indian government), Section 121A (conspiracy to commit offences punishable under Section 121), Section 122 (collecting
arms with intention of waging war against the government of India) and Section 123 (concealing with intent to facilitate design to wage war). Besides several instances in which Ulfa (Independent) and few Karbi splinter militant groups attempted to disrupt peace and harmony in the state, over 80 people were killed by the Songbijit faction of National Democratic Front of Boroland (NDFB-S) in two major incidents last year. While the Bodo rebels gunned down over 37 Bengali-speaking Muslims in lower Assam's Baksa district in May, at least 51 adivasis were killed by them in Sonitpur district in December. "Initially both incidents were believed to be communal in nature. In both cases, however, we found involvement of Bodo militants," a senior Assam Police officer said. Among the other states in the northeast, Arunachal Pradesh, Nagaland and Sikkim did not record a single 'offence against state' case last year. "Meghalaya recorded 32 such cases and Manipur, 11," the report added.

A magnificent bronze statue of Haipou Jadonang was unveiled by Manipur Chief Minister Okram Ibobi Singh on the occasion of 84th birth anniversary of the freedom fighter at the Haipou Jadonang Memorial Park, Keishampat in the heart of Imphal city on Saturday. Haipou Jadonang Statue & Park Development Committee organised the impressive function where people from all ethnic groups and leaders of several civil societies also attended. The Jadonang Memorial Park was built in 2006 with financial assistance from the Manipur Government. The park is situated near the place where he was hanged by the British. Deputy Chief Minister Gaikhangam, ministers, Parliamentary secretaries, MLAs and a host of officials were also present on the occasion. The participants paid floral tribute to the martyr and observed a two-minute silence as a mark of respect to him. In his speech, Ibobi Singh stated “Jadonang and Rani Gaidinliu were born and died here in Manipur.” Jadonang was hanged by the British in 1931, and succeeded by his cousin Rani Gaidinliu. The Chief Minister criticized the Centre’s plan to set up a memorial site for Rani Gaidinliu in Nagaland state by ignoring her birth place Tamenglong district in Manipur. He said politicizing the affairs of freedom fighters, sports and culture is a
bad policy. “Though Rani was born Naga, she was not a Naga from Nagaland. She was born, lived and died here,” Ibobi reiterated. Prime Minister Narendra Modi released coins of Rs 100 and Rs 5 denominations to commemorate the birth centenary of veteran freedom fighter Rani Gaidinliu in the presence of Union Ministers, Nagaland Chief Minister TR Zeliang and Manipur Chief Minister O Ibobi in New Delhi on August 24. Jadonang’s death anniversary was also observed under the theme "Haipou Jadonang, Pioneer Protagonist of Journey of Common Hope" at his birth place Puiluanh village under Nungba subdivision of Tamenglong. Zeliangrong Youth Front (ZYF) and Haipou Jadonang Memorial Trust jointly organised the function. The Jadonang birth anniversary was also marked at Khoupum valley, Loktak Project area in Churchanpur district, Dimapur, Zalukie Town of Peren district, Nagaland, Delhi, Binakandi of Cachar, Silchar, Halflong and Guwahati in Assam and Shillong in Meghalaya. Haipou Jadonang was born in 1905 in a Rongmei family. The Naga spiritual leader and political activist established the “Heraka” religious movement, and declared himself to be the "messiah king" of the Nagas. His movement was widespread in the Zeliangrong territory. Jadonang envisaged an independent Naga kingdom or “Naga Raj” which ultimately brought him in conflict with the British.

RBI not done with rate cut, still in accommodative mode: Rajan Washington, august 29 (Pti): Hinting at the fourth interest rate cut this year, RBI Governor Raghuram Rajan has said that he is not done with lowering rates and the central problem for the entire world remains slowing economic growth. Rajan, who was participating in the elite Jackson Hole economic symposium of the Kansas City Federal Reserve, also said that RBI has reached an agreement with the Government on a new rate-setting panel, the Monetary Policy Committee, which would be announced soon. Rajan, who has been under pressure from the government and the industry to further cut rates, said RBI is still in an “accommodative mode” and would take a decision as per the data on inflation and other macroeconomic factors. “We also have inflation which other people do not have. We have cut the interest rate thrice so far this
year and we are still in accommodative mode. We will have a look at data as it comes in and take a view accordingly. “We have not said we are finished (on cutting rates) and we will take a view as the data allows us to do,” Rajan told CNBC in an interview on the sidelines of Jackson Hole summit.

neW Delhi, august 29 (Pti): “Harley-Davidson confirms that it has voluntarily recalled model year 2015 Harley-Davidson Street family vehicles, of which the XG750 model is available in India,” Harley-Davidson India said in a statement. (Source: Harley Davidson) US cult bike maker Harley Davidson is recalling 3,698 units of its XG750 model manufactured this year to rectify a faulty fuel pump inlet. “Harley-Davidson confirms that it has voluntarily recalled model year 2015 Harley-Davidson Street family vehicles, of which the XG750 model is available in India,” Harley-Davidson India said in a statement. Explaining the reasons, it said: “We identified that some of the motorcycles may have a poor seal at the fuel pump inlet, and announced the recall in the interest of customer safety.” Stating that the company is “committed to correcting this issue”, Harley-Davidson India said it is working with its dealers in India to notify customers to bring their motorcycles in for inspection. Ever since auto industry body SIAM initiated voluntary recall for safety related issues in July 2012, companies have proactively recalled vehicles. Recently, Honda Motorcycle and Scooter India recalled 13,700 units of its CBR 150R and CBR 250R bike models, manufactured between July 2014 to June 2015, in India to fix a defective starter relay switch assembly.
Pakistani daily calls for ending Rs.5,000 currency note islamabaD, august 29 (ians): The Rs.5,000 currency note is used by “players who settle large transactions in cash on a daily basis”, said a leading Pakistani daily which noted that this raise questions about the nature of their work. An editorial “High-denomination notes” in the Dawn on Saturday said that the Rs.5,000 currency note is “the unlikely culprit in a number of high-profile conversations in the country today, and for good reason”. “The note, issued in 2006, plays a key role in large cash transactions mainly of a speculative or unscrupulous nature. Some quarters in the State Bank argue that the note is essential to simplify the cash management operations of banks that require large volumes of currency notes in their sprawling network of bank branches, and that cash management on this scale using smaller denominations is too cumbersome,” it said. The daily, however, wondered: “Who really needs and uses the Rs.5,000 note?” “It’s rarely seen in retail transactions. Much of the demand for the note, which circulates mostly outside the banking system once issued by a branch or ATM machine, comes from players who settle large transactions in cash on a daily basis. This should automatically raise questions about the nature of their work,” it added. he Government of India was not too humored with India's Good Friend in the United Nations -Rev. Michael Scot on the question of Sovereignty of the Naga; and his Indian Visa did not live long. He left India soon after he brokered an Indo-Naga Ceasefire Agreement between Government of India and the Federal Government of Nagaland on 6 September 1964. Today, an opportunity has come to the Naga people to discuss the Sovereignty question of the Naga openly and freely. We must take this opportunity of the present political dispensation and discuss the Issue freely, openly in Public as this is the core of the Naga political aspiration. Different Naga Communities appear to have Sovereignty in different degrees of appreciation or feel Sovereignty in different degrees of values. This different appreciation has to be integrated into a single consensus Idea ac-
ceptable to all the Naga. Let us have a bird's eye view of them: When the 9-Point Agreement, between the Governor of the Province of Assam –Sir Akbar Hydari and Gopinath Bordoloi –the Premier of Assam, on the one hand and the Naga National Council on the other, was being discussed at Kohima in 1947, some Naga took the separation from Assam as almost the separation from India and were willing to opt for Autonomy from Assam. The other Group of Naga felt the Autonomy did not measure up to the Naga expectation of Sovereignty and hence were not willing to accept it however maximum power it may bestow on them. The NNC ultimately informed the Governor on August 14, 1947: "Naga Hills cannot be considered part of the Indian Union until heads of proposed agreement between the Governor of Assam and the Naga National Council is accepted to the letter for execution,
with No.9 modified as 'at the end of this period the Nagas will be free to decide their own future'" Thus, the political Journey of the Naga for a thousand Li of its history has begun and still continues. Today an excellent opportunity has come for the Naga to express its opinion on the Sovereignty they have in mind for negotiation with India. Personally, the Writer would prefer the negotiation be based on the Premise of the Angami concept of Sovereignty: John Butler, a 19th Century British colonial Surveyor of Naga Hills said: "Virtually every man does that which is right in his own eyes, and it is a law unto himself, 'a form of democracy' which is difficult to conceive as existing for a single day and yet that it does exist here is an undeniable fact". R. Steward, another Colonial Officer recorded: "They acknowledge no king among themselves, and deride the idea of such a personage among others. When Questioned, they proudly plant
their spears in the ground, and pointing at them, declare they have no other Raja". A Naga Student of Politics in a University in India asked a famous Political History Professor what Sovereignty actually is. The Professor replied; "Are you a Naga, if so, you better go and ask your Gaun Burah in your Village, he will tell you better". To the Naga, SOVEREIGNTY means "Unmitigated Freedom". The Naga 'Sovereignty' and Ravi's "sharing of sovereign power" do not sound the same Rational Bite; one of them may have to be transvestite that the two are merged. Ravi also said: 'Shared Sovereignty': "was to be a division of Power with Nagaland having absolute Power." Now "'having absolute Power' and 'a division of Power'" are different meaning of the same Oxford Language that would need very serious discussion for long sessions of discussion across the Table to narrow the differences in
the Meanings. Philosophically speaking; No Stone should be left unturned to arrive to a common consensual Point but the Writer fears no consensus may be found in the Parties concerned during this political dispensation. It may even deadlock as in the case of the Federal Government of Nagaland and the Government of India leading to the shortening of the Inner line Permit for the Bright Interlocutor. The Writer proposes 2 suggestions: • India has acknowledged the 'unique history of the Naga': let it acknowledge in written: 'the Naga has every right to Sovereignty', then the Naga, on his own choice, opt to live for a period of 99 years with India as 'Indian Naga', on completion of 89 years of the Period, the Naga would initiate new negotiation Terms. • Leave the Sovereignty Question in the cold Storage for 99 years with other Items agreed of the Concord operating.
Challenging the statement that sovereignty is with the people

he actual heading of the article should have read as: “Challenging the statement that sovereignty is with the people and there can be a Shared Sovereignty between the Naga people and the Indian people. But knowing that such a long title would not be entertained by any Editor, I have stated only half of the desired heading. I will however address both the issues in the present article. Now, in the context of the GOI/ NSCN IM Accord, leaders from both the parties have been saying that sovereignty is with the people. But what do they mean, when they say that “Sovereignty is with the people? Is sovereignty a physical component (like a liver) that resides in the physical body of “a people” or “the people”? If this is the meaning of “sovereignty,” then the next corollary implication would be that, every time a child is born, a sovereignty is born. It would also mean that sovereignty is at its prime when the child has reached the stage of youth; and sovereignty is
on the wane when that youth has become an old man. And finally, sovereignty would be buried, when the old man dies. Now, that would be the case, if sovereignty is with “a people” or “the people.” (By the way, it would also mean that sovereignty is drunk, if the person has consumed too much alcohol and the person’s liver and brain has been affected!) Therefore, in my simple opinion, only an uneducated incredulous person can state that sovereignty is with “a people” or “the people”. What then is the true meaning of sovereignty? The true sense and meaning of sovereignty can be found only in reference to an independent sovereign constitution and an independent sovereign flag in the context of a POLITICALLY INDEPENDENT NATION. Sovereignty therefore, has meaning and practical reality only with reference to a singular nation. Now, within two sovereign nations, there can be economic relations or joint defense agreements. But sovereignty is not an economic commodity or a defense issue that can be shared by two nations collec-
tively and simultaneously. Coming to the question of a “Shared Sovereignty” under two constitutions and two flags, no two independent nations can have their own constitution and flags and still share a common sovereignty. In political reality, every independent nation in the world has a unique Constitution and a unique flag of its own. In the case of Nagaland and India, the Naga independent flag is symbolized by the Rainbow and the Indian flag is symbolized by the Asoka Chakra. Concurrent to this political fact, the independent Naga nation has its own constitution called The Yehzabo of Nagaland and independent India also has her own constitution called The Constitution of India. As to its features, the Naga Yehzabo is patterned on the democratic customary laws and traditions of the Naga people. The Indian Constitution on the other hand, is patterned after a western model of democracy. (The Indian constitution is perhaps modeled after a western and European model, because politically, India does not have a tradition of democracy in her history). When the British set their foot on
Indian soil in the late 16th century, India was then, comprised of over 500 Princely states. When the British left India in 1947, it was a humble but learned Dalit- Dr Ambedkar- who bequeathed modern India with a western based Constitution. Finally, to give an example of the impracticality of a so called “Shared Sovereignty”, let us presuppose that under the framework of the present accord, India and Nagaland agrees to have a joint defense force to face any external aggression from across the borders of Nagaland. Let us further imagine that suddenly, Burmese troops attack Naga territories and Nagas find themselves having to fight back. But India because of her economic ties with Burma, insist that Nagas should not fight back. Then what happens? Will the Naga troops and Indian troops stationed in Nagaland fight among themselves then? In such a situation, instead of a shared sovereignty, Nagas will find themselves with two enemies to deal with. Such a situation will also develop, if China attacks Arunachal Pradesh and Indian troops insist on attacking
the Chinese troops, while Nagas refuse, on the grounds that Chinese are Mongolians and had earlier helped the Nagas in their fight against India! In such an eventuality, the beautifully worded Shared Sovereignty would explode into war between Nagaland and India again. In conclusion, to have a Naga flag under the Indian flag or a Naga Constitution under the Indian Constitution is an altogether incongruous proposition. Such an arrangement can never work in practical political reality. In practical political reality, the question of Nagas having a separate flag of their own under the Indian flag is also totally meaningless. (It would still be meaningless, even if, instead of one flag, 16 flags are given for all the 16 tribes of the 16 Point Agreement of the 16 thousand sq. km of the present puppet state of Nagaland under the Constitution of India.) This is because two national flags and two Constitutions of two independent nations can never merge into one nation. Any such attempt would be a mere chasing after a “political chimera”.

MCCI demand answers from Power dept DimaPuR, august 29 (mExN): Mokokchung Chamber of Commerce and Industries (MCCI) have questioned the Department of Power on the lack of power supply in Mokokchung for the last four days. In a press statement, MCCI president Moasangba Jamir lamented that despite the citizens going through immense hardship and the business community incurring losses in crores due to lack of power supply, there was no show of concern from officials of the power department stationed in Mokokchung. Funeral service of Lt. Captain Medo Kohima, august 29 (mExN): The funeral service of Late Captain Medoneizo Nakhro (Medo), NSCN (K), will be held on August 30 (Sunday), 11:30 am at Piphema Town. Nakhro was killed on August 28 by the Indian security forces at Pangsha, Noklak in Tuensang district. A release from the family members informed that Late Captain Medoneizo Nakhro, the eldest son of Thepfiinyhie Nakhro from Piphema A Village was born on May 9, 1974. He joined the Naga Army in 1989. He is survived by wife, three sons and one daughter.

rCn remembers haipou Jadonang DimaPuR, august 29 (mExN): Rongmei Council Nagaland observed the 84th ‘Martyr’s Day’ of Haipou Jadonang, who was hanged to death by the British rulers on August 29, 1931 for voicing against the British rule and heading the No Tax campaign. The event was attended by various Rongmei organization leaders based in Nagaland at Rongmei Customary Court, Chungaizaeng Colony, Burma Camp, Dimapur, a press release informed. In his speech, G Namgai, Chairman, Rongmei Naga Peoples’ Organisation - North East, the chief guest, highlighted the history of Haipou Jadonang during his “Naga Raj Movement” and encouraged the gathering to glorify the “legendary leader” for his supreme sacrifices. Tingkao Ragwang Chapriak (AMN) president, Meishonglung Pamei also shared about Jadonang’s life and struggle. A folk song (Lam Luan Lu) based on the life sto-
ry of Jadonang and Rani Gaidinliu was also presented by Gaingamliu. A song of dedication was presented by Lulu Gangmei on behalf of Rongmei Students’ Union, Patkai Christian College. A short note was delivered by Thaban Rongmei, President, Rongmei Community Dimapur, who stressed on the leadership of Jadonang. He asked the gathering to follow the leaders with right perspective for better society. To give opportunity to the upcoming Rongmei musicians, a musical event was also organised by United Rongmei- Friends of Music in the evening at Chungaizaeng Colony Ground. Various Rongmei musicians performed in front of a huge gathering, the release said. Musicians who performed included Naga Orpheus Hunt Finalist 2014, Kathuang Pamei, Gospel Voice Hunt Finalist 2015, Kariu Gangmei and various solo artists. Among the bands were Eco Pyros from Jalukie, 26/4 Makaam, Patkai Band.

he patience of parents can be sorely tested when their children bombard them with countless ‘why’ questions. However parents will be reassured to know that this incessant questioning is a sign that children have reached a key stage in their language development, according to a report by Read On. Get On. Speech and language therapist Kate Freeman said: “Studies find that if children don’t have strong language skills at age five they can get left behind when they start school and struggle with learning to read. “That’s why it’s so important for adults to chat with children to help them develop the essential language skills needed to be ready to read when they enter the classroom.”
The poll of over 1,100 parents from across the UK has revealed that young children ask up to eight questions a day, leaving mums and dads stumped for answers to at least half of those enquiries. Adults find questions about life events such as the arrival of a new brother or Sister the most challenging, with nearly half of parents reporting that they find these difficult to answer. Become the foremost researcher on your child, examining your subject in a variety of different environments and documenting all irregularities. If your child has recurring odd actions that alarm you, keep a diary of what, when and how long. If your child has emotional breakdowns or explosions, keep a chart to see if you can identify what sets them off. You want to be able to specifically document your concerns so that doctors have the most accurate idea of what's going on and can make the most assured steps toward a diagnosis.
Step 2: Talk to Your Pediatrician Chances are, your health insurer will require you to go through your pediatrician before tests and specialist visits anyway. But it's just as well, because your child's regular doctor will likely have useful insights and advice to give you. While you're the ultimate expert in your child, the pediatrician is probably the medical professional who knows your child best -- certainly better than the specialists who will pop in for a short time, look at one aspect of your child's life, and see you again in a year. A good pediatrician with whom you have a comfortable rapport is a helpful person to have filtering all those reports and test results and guiding you as to what to do about them.
Step 3: Do Your Research If your pediatrician shares your concerns, you may be referred on to a specialist for further questioning, examining, and testing. You'll want to do that immediately, but the specialist's schedule may not cooperate; months-long waits are not uncommon. Fill the time by doing some research about your own and your pediatrician's suspicions. You may have done a little research before, but now instead of looking for general possibilities, you'll want to look into the specific diagnosis or diagnoses being investigated. This flurry of fact-digging has two good effects: It makes you more prepared to speak to the specialist, and it passes all that interminable time.

Step 4: Consult With Specialists You've talked with the pediatrician. You've taken your notes and done your research, and now you're meeting with the big kahuna who can actually give you answers as to what's going on with your child. That's what you hope for, anyway. Specialists may do detailed examinations, order extensive and expensive tests, and present you with a diagnosis and a prognosis. Or they may give your child a cursory look, make some vague pronouncements, and send you scurrying to the next intimidating professional. If you're prepared -with research and questions and specific observations about your child -you may be able to get enough of an answer to run with, even if a specific diagnosis is elusive.

Idaho siblings Isabella, Abby, Gabby, and Riley Keen, moved by their friend Matt’s struggle with cancer, decided to raise decibels and dollars by forming a band. As of last month, they’ve raised over $1,200, I’m keen on that. In April 2013, their friend, 10-year old Matt Dittrich, was diagnosed with cancer. From there, The Hamsters and their mother and manager, Barb Keen, went into action. Like many indie bands' first outings, it all started with a little help from friends and family. Barb and her husband put up the money to produce the CD single, "Runaway," and to print the label. From there, it was up to the community - and the community responded. As of the writing of

Gambling, pornography, cocaine, booze, and most other addictions carry a stigma of shame associated with weakness or dysfunction. Is it possible your job isn’t important enough to global stability to warrant the hours you put in? W
e’ve all been raised with the comments by our parents, “Be careful when driving so you don’t get in an accident,” or “Watch out the roads are going to be icy or slippery today,” or “You better not go near that person; they are sick and you might catch it too.” We have been filled with concern that creates negativity in our minds. Worrisome parents who think they are doing good and warning us what to do and not to do. The problem is it causes us to have negative thoughts, worry and put those some kind of remarks on our children. When we have those negative words instilled in us all our lives how can we not out of habit speak the same thing into our children? When those thoughts are spoken into our lives we can take them and have them become who we are over a period of time. We can become negative things like worry warts, paranoid we will get in an accident or afraid to go to a hospital or sick person’s house because they may be contagious. These negative facts over years build strongholds in our minds so that when it is cold, snowy and rainy we will be scared instead of cautious to drive on the road. I am 47 and I recently received another one of those texts from my mom about the weather condition. She means well. She loves me and desires me to be safe, but I have chosen to not live in fear of the storms, but have faith that God will guard and protect me and that the blood of Jesus covers me. I remember several years ago as my children were starting to drive I had to hold my tongue back
so many times. I knew I did not want the same fear instilled on my children that I was raised in about driving. I made a choice then to turn those generational curses of words and emotional turmoil into blessings and you can too. When your children are going out the door, instead of the drive careful and “Watch out for deer or animals running out in front of you,” “Be careful it will be getting dark and rainy,” or “Make sure the kids in the car aren’t goofing off and distracting you,” why not say a blessing over them. I have turned the generational curses into blessings by speaking out loud over their lives and into the spiritual atmosphere prayers such as, “Goodbye, have a good time, I love you, may the blood of Jesus cover you,” “Love you honey, I dispatch angels to guard and protect you tonight,” Or “Have a great time, the Lord our God goes with you and before you and no weapon formed against you shall prosper.” By taking a few Scriptures and incorporating them into the natural things you say when your child leaves your home you can build their faith instead of imparting fear or concern. When you are speaking life and love into your children that raises their faith, makes them feel protected and assures them they can trust God to have their backside. We can speak life and protection instead of worry. When we speak these things we have just brought forth generational blessings and proper word choices that they can in return speak to their children. As you go forth in parenting what are you going to speak, generational curses of negativity or generational prayers of blessing?
Disorganization Disorganization and procrastination can lead to squandered time at work, which then floods its banks into what could have been free time. Paradoxically, laziness leads to overwork. You are constantly stressed, burning the candle at both ends, and forfeiting your weekends to catch-up work that could have been done or delegated during work time. The time you spent at work on productivity sapping diversions like Facebook, rearranging your desktop, or reading theology blogs (yup), is no substitute for actual rest. So by the time you get home you have done no work, but you still feel drained and in need of rest. Proverbs 15:19 The way of a sluggard is like a hedge of thorns, but the path of the upright is a level highway.

ave you ever had a prophetic word from God that was beyond what you could ask, think or imagine? God loves to blow up our little boxes. What price did you pay before the word came to pass? The reason I ask is because many Christians eagerly desire the prophetic without having a clue what it will cost them. We want to receive a prophetic word. We don’t realize the price. How much will it cost to follow Jesus? Everything. Just ask Mary. Luke 1:26 tells us, “In the sixth month, God sent the angel Gabriel to Nazareth, a town in Galilee, to a virgin pledged to be married to a man named Joseph, a descendant of David. The virgin’s name was Mary. “And the angel went to her and said, ‘Greetings, you who are highly favored! The Lord is with you’” (NIV). What would you do if an angel showed up on your doorstep, proclaiming, “Greetings, you are highly favored”? Would you jump up and down saying: “Hooray! God is here”? I don’t think so. Perhaps you would fall on your face. You would tremble before the Lord. You would be wrecked, completely undone, ruined forever. With one look of His eyes, there is no turning back. That was Mary’s response. When the angel appeared, she wasn’t overjoyed. She was terrified. Luke 1:29-30 says, “Mary was greatly troubled at [the angel’s] words and wondered what kind of a greeting this might be. But the angel said to her, ‘Do not be afraid, Mary, you’ve found favor with God.’” I can identify with Mary. You see, when I was 16 years old, I had a radical visitation from God. The Cost of an Encounter I had been a Christian only five months when God spoke audibly to me. He told me that I would be a missionary and minister. He told me to go to Africa, Asia and England. I was forever transformed. I alternated between sobbing and laughing. Then I began running after that prophetic vision with all my heart. Thirty years later, I’m still chasing after my God dreams. I love running into the darkest of the darkness to see His glorious light shine forth. I have never looked to the right or to the left, or glanced back. I could not imagine doing anything but laying down my life for love’s sake. Why? Because He ruined me with His love. I promised Jesus, “I will do whatever you ask no
matter the cost.” After that experience, I followed the word and began to preach the gospel. As a 16-yearold girl, I first preached to Alzheimer’s patients, drug addicts—anyone who would listen. Eventually I preached in Asia and England and all over the world. Today I live and minister in Mozambique, Africa. When God visited me and promised me something so much beyond myself, I had a choice. At the time, I had never even heard of women preachers. But I chose not to doubt and look to the natural. I believed His word. He told me to preach, so I preached. That word has cost me everything. But it is my greatest joy and privilege. There is nothing He could ever ask of me that I would not gladly give. Over the years I have watched God do countless miracles. As I have laid my little life down, I am now watching a nation run to Him. I have been shot at, thrown in jail, slandered, stabbed, diagnosed then healed of many terminal illnesses and experienced trials too great to tell. My family has been without food, water or support. We have been beaten, threatened and had all manner of evil spoken against us. But this is nothing compared to the all-surpassing joy of knowing Him. Jesus is my model and hero. He spared nothing and gave up the riches of heaven as the ultimate missionary. He came down to Earth just for us. Jesus was love incarnate. Every day, He poured forth limitless, unceasing love to each and every person in front of Him no matter the pain of it all. Now our job on Earth is to follow His example, and love no matter the cost. No matter how impossible a prophetic word seems, we must follow the Lamb who was slain, to give Him the just reward for His sufferings. God challenges me every day to remain in love no matter the trials and tribulations. Scripture passage: When Jesus had entered Capernaum, a centurion came to him, asking for help. “Lord,” he said, “my servant lies at home paralyzed and in terrible suffering.” Jesus said to him, “I will go and heal him.” The centurion replied, “Lord, I do not Selie Visa deserve to have you come under my roof. I say to you that many will come from the east and the west, and will take their places at the feast with Abraham, Isaac and Jacob in the kingdom of heaven.” (Matthew 8:5-10 NIV) The main theme: The centurion’s words presuppose an understanding of the Roman military system. All “authority” belonged to the emperor and was delegated. Therefore, because he was under the emperor’s authority, when the centurion spoke, he spoke with the emperor’s authority, and so his command was obeyed. A foot soldier who disobeyed would not be defying a mere centurion but the emperor and Rome itself, with all its imperial majesty and might. This self-understanding the centurion applied to Jesus. Precisely because Jesus was under God’s authority, he was vested with God’s authority, so that when Jesus spoke, God spoke. India's glaring maternal & infant healthcare bottlenecks Jharkhand at India’s heart of maternal-care darkness Over 5,900 infant deaths in Odisha Sishu Bhawan
New Delhi, august 29 (iaNs/iNDiaspeND): This week, as Prime Minister Narendra Modi announced quoting the World Health Organisation (WHO) - that India was free of maternal and neo-natal tetanus, the state of maternal health in the eastern state of Jharkhand indicates the long road still ahead in the country’s dark spots. Modi was speaking at the just-concluded 24-nation Call to Action Summit, which discussed how to end preventable maternal and infant deaths, particularly in highrisk areas globally, including Jharkhand. Since its birth in March 2000, Jharkhand has seen its maternal mortality ratio (MMR), or maternal deaths per 100,000 live births, improve from 261 in 2007-09 to 219 in 2011-12 due to improved access to healthcare. But this is 41 points higher than the national MMR average of 178 in 2011-12, worse than Myanmar and Nepal and about the same as Laos
and Papua and New Guinea, according to WHO data. Jharkhand is a part of a group of eight poor states, called the empowered action group (EAG), which includes Bihar, Chhattisgarh, Madhya Pradesh, Orissa, Rajasthan, Uttaranchal and Uttar Pradesh. The EAG was formed by the central government following the 2001 Census to contain the population explosion in these states. The real maternal and infant-health problems in Jharkhand are revealed when we compare the state’s health indicators with other EAG states, such as Chhattisgarh and Bihar. Jharkhand does not fare well on any of the nine key indicators including government schemes, such as the Janani Suraksha Yojana (Mothers’ Protection Programme). The JSY is fully sponsored by the central government and provides cash incentives, including out-of-pocket expenditure incurred by preg-
nant women: Rs 1,400 for rural women and Rs 1,000 for urban women. Jharkhand has the lowest ante-natal care coverage with only 60 percentof women receiving such facilities. Compare that to Bihar with 85.4 percent and Chhattisgarh with 91.8 percent. Mothers who opted for institutional deliveries in Jharkhand were also low at 23.6 percent, compared to 39.5 percent and 29.2 percent in Bihar and Chhattisgarh, respectively. The women who do use state-run health institutions receive poor quality care. Seen from the view of those who provide healthcare, they work at substandard facilities and there are too few of them. The gulf between targets and reality in India’s dark areas At the Call To Action Summit, Prime Minister Modi talked about how India had achieved 75 percent institutional deliveries nationwide,
a significant factor in improving maternal and infant healthcare. But as Video Volunteers’ ground reports reveal, absolute numbers are not enough: The quality of healthcare is an important draw for women in remote, rural areas. If infrastructure is crumbling, centres lack medical staff and patients must pay out of their pockets-apart from being treated badly-they are unlikely to use institutions. The idea behind the JSY is to encourage women to deliver babies at health facilities by making these services free and available, especially in rural areas. Of Jharkhand’s 24 districts, there is a significant urban bias among the bottom five districts, based on maternal-health indicators. In general, mothers in urban areas received better maternal care in Jharkhand, including facilities under JSY, emphasising the point that poor facilities attract fewer women.
bhubaNeswar, august 29 (iaNs): It seems Sardar Vallabhbhai Patel Post Graduate Institute of Paediatrics, popularly known as Sishu Bhawan, Cuttack, is a virtual death trap as more than 5,900 infants have died while undergoing treatment in the last five years. In the last 10 days, 45 infants have died in the referral health institution leading to anger among the people while the Odisha government is trying to check the deaths by pressing experienced doctors and other staff into service at Sishu Bhawan. As per the health department report, as many as 3,869 infants have died in OPD, while 2,034 have died in ICU in the last five years from 2010-11 to 2014-15. "While as many as 10,995 infants were admitted in indoor, out of which a total 488 infants died in OPD In 2010-11. Similarly 1,972 were admitted in ICU out of which 412 died during treatment in ICU," revealed the government figures. In 2011-12, around 11,268 infants were admitted in indoor
while 527 died during treatment and 454 died during treatment in ICU against the total admission of 1,982 infants, said the report. A total of 837 infants died in indoor and 278 died in ICU in 2012-13 while around 11,560 infants were admitted in indoor and 1,822 were admitted to ICU. In 2013-14, around 14,023 infants were admitted to indoor, out of which 903 infants died during treatment. Similarly, 2,016 infants were admitted to ICU out of which 326 infants died during treatment, the report added. In 2014-15, 1,114 infants have died against the total admission of 17,899 patients to indoor. Five hundred and sixty four infants died during treatment in ICU while 2,183 infants were admitted to ICU, said the report. In the last three months, 407 infants have died in both OPD and ICU. While 84 infants died during treatment in OPD, 41 died in ICU in June this year. Similarly, 98 infants died during treatment in OPD and 54 died in ICU in July.

29 Indian, Bangladeshi cattle smugglers held in Bengal KolKata, august 29 (iaNs): The Border Security Force (BSF) on Saturday nabbed 29 smugglers including Bangladeshis and seized over 300 cattle from near the International Border in West Bengal’s Murshidabad district, an officer said. The smugglers along with the cattle were detained in the early hours of the day under Nimtita border outpost. “The troopers of 20th battalion BSF carried out a special operation during which we apprehended 29 cattle smugglers including eight Bangladeshis. We have also seized 320 cattle,” said a BSF officer. The smugglers have been handed over to the police.

New Delhi, august 28 (pti): The Supreme Court today pulled up the government for the mismatch between the "wonderful" welfare schemes for children belonging to lower strata of society and their implementation, saying the ground reality was "completely different". "All the ideas you have seems OK. Government of India has wonderful laws, ideas and schemes but the things are different on the ground," a social justice bench comprising justices Madan B Lokur and U U Lalit said. The observations came while Additional Solicitor General Tushar Mehta informed the court about the schemes which the government has formulated for the welfare of children. The ASG said the government had introduced a scheme named Sabla in 2010-11 on a
pilot basis, which was being implemented in 205 districts across all states and union territories. Sabla aims at all-round development of adolescent girls of 11-18 years by making them "self-reliant". The scheme has two components of nutrition and non-nutrition with the former aiming at improving the health and nutrition status of the adolescent girls, the latter addresses their developmental needs. "It is a wonderful scheme but what is happening? You people do a lot of work, make plans but what happens? Ground realities are completely different," the bench said.The apex court also expressed concern over nonfilling up of vacancies, including for the post of Chairperson of the National Commission for Protection of Child Rights (NCPCR), despite its directions.

New Delhi, august 29 (pti): Giving up the ordinance route, government on Saturday issued an 'order' to include 13 central Acts like National Highway and Railways Acts to extend benefits to those whose land is acquired under land law. The order issued by the government under the removal of difficulties clause (Section 113) in the Land Act now extends the provisions relating to the determination of compensation, rehabilitation and resettlement to all cases of land acquisition under 13 central acts which were left out in the 2013 law. By using the clause, government has done away with the need to issue the controversial land ordinance for a record
fourth time. The ordinance will lapse on 31 August, six weeks after the commencement of the Monsoon session — 21 July. The Land Acquisition Act, 2013 had exempted 13 acts from its purview with the condition that they would be included under the purview of the act within one year. The NDA's ordinance brought these 13 acts under the new land law. The ordinance also made significant changes in the Land Acquisition Act including removal of consent clause for acquiring land for five areas -- industrial corridors, PPP projects, rural infrastructure, affordable housing and defence. Under the amended Act, 13 legislations, including those re-
lating to defence and national security, to provide higher compensation and rehabilitation and resettlement benefits to farmers whose land is being acquired have been brought under the Centre's purview. Under the ordinance, the mandatory "consent" clause and Social Impact Assessment (SIA) will not be applicable if the land is acquired for five purposes. These include,national security, defence, rural infrastructure including electrification, industrial corridors and building social infrastructure including Public Private Partnership (PPP) where ownership of land continues to be vested with the government.

Earlier on Saturday, in a startling development, Raigad police admitted that no case was registered by them after the remains suspected to be of Sheena Bora were found from the murder site in forests near Pen in 2012. Raigad Superintendent of Police Mohammed Suvez Haque told media persons that he was conducting an inquiry into the lapse and other aspects. Shockingly, however, he said that no crime offence, an accidental death report or a first information report (FIR) was lodged by the concerned police officials then.
On May 23, 2012, a local mango-seller had noticed a partially burnt human carcass and had informed the Pen police outpost. A team of police officials and a doctor had visited the site and conducted a spot autopsy and collected samples of some portions of the body remnants. "These were later sent to Sir J.J. Hospital in Mumbai for further analysis after a couple of days. Later, no report was received and no report was sought by police about that," Haque said. Police had carried out a 'panchnama' (initial observation) of the body and the inquest at the murder site, recorded statements of witnesses and made a diary entry, but no other subsequent procedures were followed. "I am now inquiring why police (then) did not
lodge any offence or ADR (accidental death report) which shall be completed soon and submitted to the seniors," Haque said, adding that he has already submitted a preliminary report to the inspector general of police (Konkan Range). Responding to Mumbai police's request for help, he said Raigad police have also provided all original documents pertaining to the case to them. On Friday, the Sir J.J. Hospital authorities had handed over the samples of bones, nails and other evidence in its possession to Mumbai police, which have been sent for DNA tests and forensic analysis to determine their identity. The hospital also said it had filed a report in 2012 on how the samples received were charred beyond recognition and they could not
identify them. The development has now led to speculation whether this could be a goof-up or a meticulous cover-up operation, and the then police superintendent of Raigad and his team are under the police scanner for their alleged role and lapses in the matter. Sheena was killed on April 24, 2012 and her remains were discovered near the Pen forests on May 23, 2012. Her mother Indrani, her ex-husband Khanna and her driver Shyam Rai have been arrested in connection with the murder and are in police custody till August 31. On Friday night, in a major breakthrough in the case, Khanna cracked down and confessed to his role and complicity in the crime.

The Malaysian leader has weathered weeks of attacks since it was reported that investigators probing the management of debtladen state fund 1Malaysia Development Berhad (1MDB) had discovered the unexplained transfer of more than $600 million. Protesters hope to spark a people’s power movement forcing Najib out, but political analysts doubt he will be toppled. Security was tight and access to a square where protesters were planning to converge was blocked, with several anti-riot trucks and a water cannon parked nearby. The Malaysiakini news portal said 50,000 people had gathered by mid-afternoon but police put the crowd at half that number. The mood was festive as protesters carrying “Out, Najib, Out” placards honked plastic horns and shouted “bersih!”, a Malay word for “clean”. Bersih is also the name of the prodemocracy organisation behind the two-day rally in Kuala Lumpur and the two

Naga Framework Agreement & the Peace Process
I
n the aftermath of inking a preliminary agreement on the Naga issue, there has been mixed reactions from different sections of the Naga society and the neighboring communities, and the debates, albeit without having a clue on the actual contents of the agreement, continues unabated particularly in the electronic and print media. And just as expected, the two Congress Chief Ministers of Manipur and Assam assumed the role of the villain from the day one since the agreement was signed on 3rd August, affirming their opposition on any possible territorial realignment of their states through any deal with the Nagas. Both these Congress Chief Ministers were accused of ruining similar deal few years back under Congress regime. This time, they were not only infuriated but surprised and certainly humiliated as the PMO went ahead with the signing of the deal without taking them onboard. However, the stiff opposition from the Congress functionaries for any possible solution with the Nagas is nothing new as the Indian government under Congress regime, starting from Nehru, has employed aggressive policy to suppress the rights of the Nagas, and using its military might, abused and ravaged the Nagas for decades. India tallest Prime Minister, Jawaharlal Nehru reportedly told the NNC delegation in 1952 that “Whether heaven falls or India goes to pieces and blood runs red in the country... Nagas will never be allowed to become independent”. Apparently, such statements are nothing but an emotional outburst, and both Ibobi and Gogoi seems to be following the footsteps of their grandfather in making such nefarious statement on the Naga issue. People or leaders like them who perpetuate conflicts rather than resolve them are defined by a term
called “peace spoilers”. The spoilers are like a rotten egg, not useful but still worse when messed up. Stephen Stedman of Stanford University in his treatise “spoiler problems in peace process” underscored that peace spoilers are the greatest source of risk in the peace process because the spoilers believe that peace or solution emerging from negotiations threatens their power, primacy and interest, hence, use every possible means to obstruct peace or solution. There are different types of spoilers, some who would obstruct solution, as in the case of the two chief ministers or may be more (sic), and some who might disturb peace or may not participate in the peace agreement and remain hostile. The former may deepen an existing conflict while the later may prevent realisation of the peace agreement. In many cases across the world, failed peace or inability to execute the peace agreement has caused greater damage than the pre agreement conflict. The parties having a stake on the Naga issue must therefore, take cognizance of this glooming reality and work steadfastly to prevent any post agreement conflict. The Naga issue has been dragged so long partly because the forces of the spoilers happened to be greater than the initiatives of the peace builders. It has witnessed two failed accord in the past; the Akbar Hydari Accord of 1947 and the Shillong Accord of 1975. The former abrogated by the Indian government and the later nullified by the Nagas. A peculiar case of an insider spoiler: an insider spoiler signs the peace agreement, signals a willingness to implement the settlement, and yet fails to fulfill key obligations to the agreement. The 16 point agreement of 1960 which paved the way for creation of Nagaland state in 1963 also failed to address the core issues and ex-
cluded the dominant player, the NNC, in the agreement. Here, it depicts a case of an outside spoiler: outside spoilers are parties who are excluded, or who exclude themselves, and use violence to attack the peace process. The result was an unending conflict except for the few periods of purchased or artificial peace. The latest framework agreement could face serious roadblocks if India does not learn from past mistakes and ignore the core demands of the Nagas or fails to accommodate other splinter groups in the final agreement. Peace process could become cumbersome when there is a presence of more than one spoiler groups because action taken to contain or accommodate one group may agitate or strengthen the other. In our case, there are multiple groups having a stake on the Naga issue, each having their own agenda and interest. So far, none of the other Naga Political Groups (NPGs) has expressed willingness to accept the agreement signed with the NSCN (IM). While both NSCN (K) and NNC reaffirms on sovereignty for final settlement of the Naga issue, NSCN (KK) press for solution (only) for the Nagas of Nagaland. To bring all of them under one umbrella, therefore, poses a serious challenge, both for India’s interlocutor RN Ravi and the NSCN (IM). There is also conflict of interest between NSCN (IM) and RN Ravi on the issue of integration of Naga inhabited areas. While NSCN (IM) consistently insists that there can be no solution without integration, RN Ravi maintains that “physical integration in terms of boundary is not possible at this point of time”, adding that it could only be achieved through democratic process, if at all it is going to happen. The Naga Hoho has also made it clear that, (other things) but integration is ‘nonnegotiable’. There is a strong message under-
neath the tone ‘non-negotiable’ and India must give a serious thought on it. Naga Civil societies from Arunachal Pradesh, Manipur and Myanmar, who spoke on the last Independence Day celebration at Hebron, also express their strong desire to remain united with their Naga family for good. As for the Naga Tribes Council, representing the tribes of Nagaland state, any efforts to integrate the Nagas emotionally or administratively without territorial integration cannot be considered a workable solution. Therefore, given the present facts and circumstances, integration, undoubtedly has become the most intricate part of the negotiation unless there is a surprise turn of events on this issue. While RN Ravi has stated on several occasions that India will not offer ‘piecemeal’ solution this time, India’s noncommitment on integration is nothing short of offering piecemeal solution. For solution without territorial integration would only complicate the conflict. Now that the Nagas have changed the tone on ‘absolute sovereignty’ any agreement should not dissect the Nagas further than they already are. For this, it would be prudent to involve a third party, preferably from the United Nations, to assist in the negotiating process and to come out with a workable solution. Prime Minister Narendra Modi has blamed the British for the Naga conflict; perhaps, this is the best time for India to correct that mistake. Parties must keep in mind that extraordinary issues require extraordinary measures. Once the core issues are ironed out, the next puzzle would be to work out a sustainable peace formula. The primary task would be to engage with the non-party groups of the negotiation process, identify their interests, accommodate their reasonable demands
and devise appropriate power sharing mechanisms. Peace process will be sustainable only when the process eliminates or neutralize spoiler tendencies, not through violence, but through diplomacy. Stedman also observed that a negotiated peace or settlement often creates losers; leaders or factions who do not achieve their demands. Such scenario in inevitable as there are resistance already from both external and internal factors. Appropriate policy should therefore, be deployed to handle such outcomes. There is also a possibility that a nonspoiler in the pre aggrement could become a spoiler in the post agreement if they feel that the agreement is flawed or that their interests were ignored. For instance, the ENPO says that they would accept or reject the agreement basing on the contents of the agreement. Hence, the peace formula must address beforehand the issues of ‘what if’ and device a contingency strategy to tackle such outcomes. Lastly, irrespective of which NPG signs an agreement with India or Myanmar, one have to work together with the other in order for that agreement to succeed. Therefore, each group must realize this fact and act progressively to achieve the common goals without inflicting prolonged damage to the society and the national movement. The NSCN (IM) as the dominant player must in all sincerity extend the olive branch to the other NPGs and the other groups must also respond positively, keeping aside past differences, for the greater interest of the Nagas for which they all represent. It is also the responsibility of every Nagas to grab this opportunity and create a “rainbow nation (which is) at peace with itself and the world” as Mandela so cherished. ccording to information this Writer gathered from reliable sources, Jadonang (Jaduanang) is from Pilon (Kambiron) Village of Manipur State and Gaidinliu (Rani Gaidinliu) is of Lungkao Village also from Manipur State, and except that they are from the same Rongmei community, -an Indigenous Naga Tribe of Manipurthe two are, unlike popular belief, no kith and kin, being of different Villages. One of the hottest topics current these days in Kohima is the Government of India's Glorification of supposed 'Rani' Gaidinliu, with the Government issuing commemorative Coins, Postage Stamps with her image, Films on her life screened in national Meetings, high level celebration of her centennial year of birth; proposing Roads, Universities, Airports, Colleges, Hospitals, Institutions, Jails in any conceivable sundry places in the name of the Rani and a proposal to raise a Memorial cum Library Building at the Secretariat in Kohima! The Naga of Nagaland has nothing to covet the glorification of Gaidinliu in any manner the Government may think fit, if it is outside of Nagaland; but to raise monument to a surrendered and pardoned Tantric Witch, at the State Capital under the very Nose of Nagaland Secretariat, that too for one who has gruesomely spilled the blood of many Indigenous Nagaland Nationals, is an affront too much even for the naively foolish Naga to accept. The Naga would never accept any Memorial to Gaidinliu in Nagaland except the Grave Stones of those many innocent Men of the State whose blood Gaidinliu so madly spilled. A Freedom Fighter, she might have been for the people of outside Nagaland, but nowhere near one to the Naga of Nagaland. The Naga would not like to use even the Money or the Postage Stamp with the Figure of Rani Gaidinliu in them. She was nowhere near the undisputed Naga Aspiration, worst of all; she gruesomely eliminated Naga National Workers of Nagaland. People said she use to drink the blood of even her own followers sacrificed to the Spirit. Regarding the title 'RANI ' in the Naga Society; barring the Konyak and to a lesser degree in the Sümi; the Institution Kingship or Queenship is not found in any other Naga Tribes. Captain Butler, one of the earliest 19th Century colonial Survey Officers in the Naga Hills, described the Naga as: "virtually every man does that which is right in his own eyes, and it’s a law unto himself, 'a form of democracy' which is difficult to conceive as existing for a single day and yet that it does exist here is an undeniable fact". R. Steward, another British Officer observed: "They acknowledge no king among themselves, and deride the idea of such a personage among others. When questioned, they proudly plant their spears in the ground, and pointing at them, declare they have no other Rajah". The Naga taboos a person from worshiping another person. Mr. Nehru was mistaken if he had assumed the politically turbulent Naga would be pleased to hear an ordinary Naga country woman equated with a 'Rani'. When Nehru heard of a Naga woman released from Jail for having caused social disturbances in the State of Manipur, then and there the novice Prime Minister of India spoke of Gaidinliu as a 'Naga Rani' to the great consternation of the Naga People. India still speaks of Gaidinliu as Rani, an affront to the Naga. Her release from Jail after Indian Independence worried the last colonial Deputy Commissioner of Naga Hills Sir. CR. Pawsey ICS, who for fear she may create social turbulence again, stowed her away in a remote corner of then North East Frontier Agency of Tuensang Area in a small Chang Village of Yimrep. She was in an exiled confinement in Yim-
rep for some 9 years during which time she became a Baptist Christian. She never learned Chang Language but the boy she took there learned to speak Chang enough to convince a nice Chang girl to agree to marry him and ultimately settled in the Chang Village. Around the later part of nineteen fifties ('56-57) Gaidinliu's people came and took her to her own ancestral Village of Lungkao. Within a few years she started creating difficulties in the Society with her Magic and Sorcery, demanding blood for the spirits from her followers. She stated Children need no go to School, they can just put the book under their Pillow and all knowledge would get into their Head. She claimed she can raise many heads of Snake come out of the Barak River and make CGI Sheets appear over Mount Pawna Peak just by pointing at it, the highest in the District. Around early 1960s, she escaped to adjoining Naga Hills from her Manipur Village and continued to practice her Cult of Blood among unlettered superstitious, credulous and uninformed Villagers. She is said to obtain mysterious power by taking human blood; credulous follower would even offer their children for her blood sacrifice. Things went against her ultimately and she hid in a steep mountain Cave in the Nagaland-Manipur Border. The GB of Njouna Village, Irangleing and 2 others carried House Tax from the Village to the Administrative HQ at Peren to deposit them with Late Viliethie Metha, then Circle Officer of Peren. On their way back, the GB and his companions, 3 of them, were waylaid by -Gaidinliu's armed Kampai followers, on Suspicion of being Informers of her secret hiding place to the Government. A Naga National Council Leasi Meeting was held in the jungle near Benreu (Nakama) and 6 unarmed Officers from Benreu Village –i. Namkie Hingai, ii. Kegeim Longbe, iii. Peilungeing, iv. Pauheiditung and v. Kuheing were detailed to Ngaulong Village to accord Peace with Gaidinliu; 5 were found murdered and headless. They could not be specifically identified and were mass buried together in a Trench. One Ipeulung alone could escape back to Benreu but died shortly after. oday’s high-tech world depends solely on electricity. If nuclear Iran is going to attack America in the future it will be on America’s electricity. From household appliances right up to the corporate strata everything is run by power. In contrast, the shortage of power supply seems to be the Achilles heel in Nagaland. Even in the commercial hub (Dimapur) of the state power failure/shortage is a common feature. It would mean pending works let alone the searing temperature. Let us reconsider the two sides of the same coin: The power department decry over misuse and shortage of power generation and on the other side consumers complain of irregular supply of power but regular billing. Against the backdrop of such rumblings, department workers are available to check in/repair/reconnect at anytime if they are bribed (even though they are getting monthly salaries from the government for it). Business establishments such as the shop owners and some of the government offices leave the lights on while going for the weekend. In between there are many unscrupulous consumers who go for illegal system to avoid monthly payment/reduced payment. The state of affair has been caught in a web of diversions and misuse of fund/ sanction etc and etc. Having said that, consumers should
bear in mind that whatever we pay manages the power supply we receive in return. At the same time the power department should judiciously utilise the revenue duly collected from the consumers. The field workers must keep vigilance on the use of power in public places. The department must plan a clear strategy to do away with this rampant power theft and penalise those shop owners who pulled the shutters down but leave the lights on throughout the weekend. The department need to urgently take stock of the rising situation and regulate electronic meter billing system. The power requirement of the state roughly exceeds 100MW yet the state could only generate about 45MW. More than 50% of the power supply is purchased from outside. Why is it so? Why can we not generate enough power like other states? Hello Legislators, why don’t you give us a strong leadership and end this pathetic power supply! What if, tomorrow, the general public stages an uproar, what will the department do? At this juncture the state government need to shed its pacifist stand and walk the talk. James 2: 10, says, whoever keeps the entire law, yet fail in one point is guilty of breaking it all. Farhan Akhtar's band to rock Mizoram

The climax of the 2008 rock musical drama had Rob (Luke Kenny) dying of brain tumour and Aditya (Farhan Akhtar) and Sakshi Shroff (Prachi Desai) naming their son after him. The other two band members, Killer Drummer aka Kedar Zaveri (Purab Kohli) and Joe (Arjun Rampal) went on to start a record company to-
gether. "The band members and their families meet every weekend..." the end credits stated. Seven years later, Magik heads off to Mizoram for a live act. "They will be performing at a week-long music festival from October 10-16 and the live video shot there will be incorporated into the sequel," reveals a source. poor as the director, will shoot festival-style footage. "This is another exercise in the six-month long tour Farhan had undertaken to prep up for his role. s South Korean men born in 1986 and 1987 must enlist for their mandatory military service by next year at the latest, top 28-year-old actors, including Yoo Ah-in, Lee Seung-gi and Lee Minho, are rushing to complete more work before they devote 21 precious months to the Korean army. Yoo Ah-in has most recently grabbed acclaim with his villain turn in crime-action movie “Veteran,” from star director Ryu Seungwan. The film has hitherto garnered over 9.5 million viewers and is expected to break the 10-million mark this weekend. Another film starring Yoo, “Sado,” will hit the cinemas in September. According to the actor’s management agency, Yoo is now concurrently filming for SBS drama “Six Flying Dragons,” slated for an October release, and the film “Happy Facebook” by director Park Hyun-jin. The agency said, “As for the movie, there aren’t many scenes so the work will finish soon. But ‘Six Flying Dragons’ is a 50-episode drama, so it might go on until the end of
next March or early April.” Lee Seung-gi’s main work involves singing, but since 2004 he has broadened and cemented his standing as an actor and television personality. Lee has starred in a number of TV dramas. After releasing a new ballad album in June, Lee is coming back to the small screen with a travel reality program from cable channel tvN with the working title “Shin Seoyuki,”
which will air next month. Lee is also set to embark on filming for “Marital Harmony,” in which he is to play the male lead. Celebrated Hallyu star Lee Min-ho is to spend the rest of this year filming for the Korean-Chinese film “Bounty Hunters.” Chinese actress Tang Yan, or Tiffany Tang, has recently been confirmed as the female lead. The actress announced her plan on Instagram by regram-ing a post by her stylist Sarah Slutsky saying: "Kicking off Regression! We love our rail! Inspired to consider the whole process of creating a fashion look, we are thinking about all the people, pieces and moving parts! This rack includes designers that are considering local craft and production, artisan skills, the environment, sustainability and the longevity of fashion!" A second post swiftly followed of Watson in the dreamiest of Ralph Lauren skirts, chosen because of the company’s “long-standing commitment to not use fur products”, jewels by Cartier, “committed to responsible and sustainable business principles and practices in both the supply chain and their own business”, and ankle-strap shoes by Paul Andrew, which are “handmade in Italy by artisans who have been making shoes for decades.” In fact take a scroll through Watson’s Instagram feed and it’s immediately obvious that sustainable fashion is a subject close to her heart. No Escape Movie Review All worth it: Shraddha Kapoor

ack Dwyer (Owen Wilson), a hydro engineer battling recession, displaces his family to an unnamed Asian country. His wife Annie and two daughters were already wary about being uprooted. A sudden coup in this unspecified country pushes them to embark on a harrowing survival journey. Review: There is no escaping the fact that No Escape, despite all the bludgeoning, is a guilty pleasure you'll be tempted to take. The loopy script ridden with shameful cliches ends up taking a backseat, as you get on this roller-coaster ride. John Erick Dowdle and Drew Dowdle exhibit their fluency with the horror genre by creating similar jump-out-of-your-seat thrills. The film weaves a macabre ambience, incorporating the genre's quintessential props to frighten audiences. The film's weakest link is its story that is painfully cliched. We are told about a coup d'etat but never the political context. The story doesn't bother exploring the reason for the locals' hatred towards America.
In fact, the locals in the film loiter around like zombies, with hardly any dialogues to mutter. The narrative never focuses on the socio-political issue, wrapping it up in a jiffy. The movie then breezily shifts its attention to the Americans stuck in the torndown country, desperately struggling to get out. What works here is that the end product is a slick, pacy thriller. There is a spine-chilling sequence in the film in which Jack throws his daughter from a high-rise, while escaping from a group of insurgents, and she lands with a thud in her mother's arms. Parental paranoia is beautifully captured by Owen. He owns every perilous frame skillfully. Former Bond actor Pierce Brosnan remains largely unused in the film but is enchanting to watch in the scenes he features in. There are glimpses of the director duo's terrific work. Along with cinematographer Leo Hinstin, they mount a terrific assassination scene, which begins with glasses and ends in gore. The film is undeniably shallow fun, but fun nevertheless.

BEIJING, AuGust 29 (REutERs): Matej Toth became the first Slovakian to win a gold medal at the world athletics championships when he cruised to victory in the men's 50 km race walk on Saturday. The 32-year-old Toth surged ahead after opening up an early lead in the gruelling event to win in a time of three hours, 40 minutes and 32 seconds on a hot and humid morning in the Chinese capital. Toth finished almost two minutes clear of his nearest rival, crossing the finish line at Beijing's national stadium with the Slovakian national flag raised over his shoulders. "Of course, conditions were tough but my feeling was great," Toth said in a televised interview. "My heart-rate, my stomach, my dreams, my refreshment, everything, was under control. "It was my race, it was my pace, it's must easier to do your own race. I felt very good, without any problems, and this is the most important thing, why I won." Süngkotenem Angling fest underway
MOkOkChuNG, AuGust 29 (MExN): The much awaited Süngkotenem Angling festival 2015 got underway here today with Mokokchung District Fishery Officer, Imtisunep as the chief guest. As part of the inaugural of the annual angling festival, a day-long angling competition was held in which Opangrenba, who hooked a 1 kg carp, was adjudged the winner of the ‘biggest catch’ competition, while Yarshilu was adjudged the runner-
up for his 0.6 kg catch. The two winners were awarded cash prize of Rs.10,000 and Rs.5,000 respectively, along with certificates. Both the winners were from Chuchuyimpang village. A total of 58 anglers competed at the premier angling competition in Mokokchung. The angling festival will continue from Monday next till September 5. There will be a ‘biggest catch award’ on all days of the fest, the organizers informed.
