DIMAPUR, AUGUST 3 (MExN/AGENCIES): The NSCN (IM) has now signed a framework agreement with the Government of India. “I thank God for this momentous occasion,” said Th. Muivah, General Secretary of NSCN (IM), also on behalf of Chairman Isak Chishi Swu, during the signing ceremony of the framework agreement with the Prime Minister of India, Narendra Modi, as witness at his 7 Race Course Road home in New Delhi. Muivah assured the Indian delegation, on behalf of the Naga people, that the “Nagas can be trustworthy” and can be taken into confidence for “any policy in the Northeast and beyond the frontiers.” The signatories to the agreement were Isak Chishi Swu and Th. Muivah on behalf of the NSCN (IM) while the Government of India’s signatory was its interlocutor to the Naga Peace talks, R.N. Ravi. The Press Information Bureau (PIB) reported that the entire top leadership of the NSCN (IM), including all members of the collective leadership, have “fully endorsed” the agreement and were present during the ceremony. Within this framework agreement, details and execution plan will be released shortly, informed the PIB. Union Home Minister, Rajnath Singh, National Security Adviser, Ajit Doval and others were also present at the event. NSCN (IM) chairman Isak Chishi Swu, also a signatory to the agreement, could not make it to the ceremony as he is unwell and undergoing treatment at Fortis hospital in Delhi. His son Pasheto Swu was, however, present. “The Naga political issue had lingered for six decades, taking a huge toll on generations of our people,” said Prime Minister of India, Narendra Modi, while speaking on the oc-

DIMAPUR, AUGUST 3 (IANS): The framework agreement took many by surprise, with the prime minister making a dramatic tweet: “I will be making a special announcement at 6:30 PM from RCR.” The Naga People’s Movement for Human Rights (NPHMR) chairman N. Krome said, “We were all caught by surprise by the sudden announcement.” He said they were aware that something was happening “but we did not realise that something like this would happen so soon”. A top leader of Nagaland’s apex body of tribes on Monday hailed the ‘peace accord’ signed by the Indian government and the NSCN-IM, saying the Nagas were hungry for peace. But some Nagas wondered why there was so much silence before the accord was signed. Chuba Ozukum, president of Naga Hoho, an apex body, expressed happiness over the accord and hoped it will bring a lasting solution to the Naga problem. “It has been a long-standing desire of the people of Nagaland. However, it is difficult to say much as I am yet to see the contents of the accord,” he said. “The people of the state have been longing for a peace accord for a long time,” he said. Former Nagaland chief minister S.C. Jamir told IANS: “I am yet to see the contents of the accord. Without knowing that, it is difficult to comment.” He added: “I was not aware the accord was going to be signed today. It seems they have done it silently for reasons best known to them.” A leader of the Naga Students Federation said on the condition of anonymity: “The announcement came as a shocker. The people of Nagaland have been longing for this. “Now we are waiting eagerly to see the contents,” he added.

DIMAPUR, AUGUST 3 (MExN): Uncovering more ‘backdoor appointments’ in Nagaland government departments, Against Corruption and Unabated Taxation (ACAUT) Nagaland on Monday revealed 40 (forty) ‘doubtful and arbitrary’ appointments to various posts in the Social Welfare (SW) department. Between 2010 and 2015, only 8 posts were filled up through NPSC and the rest 40 through backdoor in the ratio 1:5, ACAUT Nagaland has alleged. According to information furnished by the SW department to an RTI filed by ACAUT Nagaland which was made available to the media, the department, between the year 2010 and 2015, had appointed 3 (three) Child Development Project Officers (CDPOs) 1 Chief Instructor, 1 Superintendent, 1 Research Officer, 2 Probation Officers, 29 Supervisors, 2 Care Takers and 1 Matron through ‘direct recruitment’ without routing the posts to NPSC for notification and open examination. In other words, ACAUT said “40 precious appointments to various posts were made through backdoor, thus, depriving qualified candidates of livelihood opportunity.” Highlighting the Supreme Court judgment of the State of Bihar Vs Chandeshwar Pathak as case in point, ACAUT quoted that the terminology “Backdoor appointment” applies to all appointments, even Ad-Hoc, made without advertisement or due selection process and therefore, the term is an accepted legal terminology. The PIO, SW department, in its reply to the RTI application admitted that all 40
posts, which were ‘directly appointed’ by the department are in actuality recruitable through Nagaland Public Service Commission (NPSC). The department also could not furnish appropriate Personal & Administrative Reforms (P & AR) letters justifying/ regularizing the appointees. It also could not furnish copies of advertisement for both direct recruitment and NPSC exam. On this, ACAUT noted that while the SW Department has furnished intra-departmental correspondence letters issued by it to the Secretary, SW department, requesting the latter to requisition posts to the NPSC for conduct of exams, the department could not furnish any copy of letters written by the Secretary, SW department to NPSC for the same as demanded by ACAUT in its RTI application. ACAUT has therefore concluded that SW department has not requisitioned the 40 posts to the NPSC till date. Further, it pointed out that irrespective of the requisition process, any Adhoc/contract appointment sans advertisement, a due selection process and the finality of an open competitive examination to be conducted by NPSC will inherently fall under the ambit of ‘backdoor appointment’ and terminable ex-parte. This is the second exposure by ACAUT on ‘backdoor appointments’ in Government department. In June, ACAUT through an RTI application revealed that 36 BDOs, RPOs & APOs were appointed through ‘backdoor’ in the Rural Development department. Even as it demanded action from the State government and the concerned department, there has been no response of any sort so far. ACAUT had only recently informed that many more exposes were in the offing, provided that PIOs of departments furnish the correct RTI answers on time.
KohIMA, AUGUST 3 (MExN): The Government of Nagaland’s Office of the Principal Chief Conservator of Forests and Head of Forest Force made 70 appointments against vacancies in the department without any examination. Moreover, it found Government “approval” to do the same. An application filed by ST Yapang Longkumer under the Right to Information Act, 2005 (RTI), revealed that in the period 2013-2014 and 2014-2015, one appointment was made in the said department through NPSC and four appointments were made through Departmental Exams. “Raising a matter of grave concern is the 70 appointments to the Forest Department without any examination,” stated Longkumer, citing the Public Information Officer’s report. Similarly, out of 85 vacancies in Grade III and IV posts in the Mechanical Engineering Department, 42 were filled by regularisation of work charge employees, 43 posts were filled up by promotion of Grade IV staff to Grade III post and the resultant 43 Grade IV posts were filled up by “direct appointment by the approval of the Government,” as per information provided by the PIO. Meanwhile, in the same department, out of 14 Gazetted posts, only six were requisitioned and filled up through NPSC while eight were filled through promotions. None of the vacancies were deemed worthy of departmental examinations. None of them were advertised in newspapers either, as required by procedure. Longkumer questioned if such appointments are “legal and justified by law?” He urged citizens of Nagaland to stand up for their rights by filing more RTIs on government appointments and schemes. A platform called ‘RTI Nagaland’ has been set up on Facebook to help create a community to take this action forward.

The total quantity of fish production in Nagaland was 7835 MT during 2014-15. The availability in the state is further supplemented by import of fish of 3850 MT. Taking into account the domestic production and the imports, the state’s per capita consumption of fish in 2014-15 was 5.91 kg as per 2011 census. This was stated in Nagaland Economic Survey 2014-15, brought out by the department of economics & statistics and tabled in the just concluded state assembly session here. The Survey stated that Nagaland has large tracts
fisheries, only 6025 hectare was utilized for inland culture fisheries and 3218 hectare for inland capture fisheries. In percentage terms, 5.35 per cent of the potential area was utilized for inland culture fisheries and 57.46 per cent for inland capture fisheries. In the year 2014-15, the total quantity of fish production increased to 7835 MT from 7465 MT in 201314, registering a growth of 4.96 per cent over the previous years. KohiMA, August 3 (Mexn): The Directorate of State Institute of Rural Development (SIRD), Nagaland, Kohima had undertaken the Gram Sabha Level Campaign from July 6 to 22 at selected villages in 5 BRGF districts namely, Tuensang, Mon, Wokha, Kiphire and Longleng. SIRD, Nagaland Nodal Officer (BRGF Trg & CB) Dr. W. Phola Konyak in a press release stated that the SIRD Nagaland along with the District Level resource persons have been imparting training to the Village Council members and other village functionaries every year. The purpose of conducting campaigns at the Gram Sabha Level was to initiate a large-scale community mobilization programme aimed at motivating people to improve the functioning of the Village Council in the entire recognized village under BRGF districts. The message of Gram Sabha Level Campaigning was to strengthen the functioning of the village council through participation and interactions. It was also
aimed at motivating people to serve in various village level committees such as VDB, VEC, VHC, WATSAN, etc., and to participate more actively in planning and implementations of the sectoral programmes sponsored by both Central and State Government. The campaign focused on important concerns and issues facing the village such as literacy, girl-child education, unemployment, alcoholism, resource management and so on. The public and the Village Councils were brought together at a common forum and encouraged to confront these issues as a whole and collaborate with each other on a daily basis instead of only at the time of the Village Council general meeting. The villages were randomly selected by the DRDA and Block Officials. The SIRD extends its gratidute to all the Project Directors and BDOs of the respective DRDA & Blocks for rendering their services and co-ordination of the programme.
NERLP Exposure cum village NEISSR inducts second batch of MSW students immersion concludes

DiMAPur, August 3 (Mexn): The Northeast Rural Livelihood Project (NERLP) implemented in two districts of Peren and Tuensang under Ministry of DoNER Government of India supported by World Bank with the objective to “improve rural livelihoods especially women and unemployed youths and the most disadvantaged in the project implementing states.” With new block-staff recruited in Tripura, visiting team comprising of the whole block staff from five blocks of Tripura (Padmabeel, Jampuijala, Boxonagar, Melagarh, Pecharthal) which is under the project of NERLP, exposure cum village immersion was conducted from July 26 to August 2. The first day was orientation about the project district and progress. The team was divided into six teams with two teams in each block. The visiting teams made night halts in the villages and learned the process how the project had created awareness, mobilization community for institution building through interaction with the project community. The process of selection of entry point activity and how community actively contribute and participate in doing the activity, the process
how community cadres were selected by the community themselves, The process of how community institution like SHGs and CDGs were formed, how the project team gives handholding support and monitored the activity of the community institutions. The process how the SHG conduct meeting, record their books, how the loans amount is decided and to whom it is to be given and how it is recovered. The visiting team also had direct Interaction with the successful livelihood activities taken up by the SHG members. There are 978 SHGs in the district with 76 Village Level Federation. The SHG repayment to the Federation had started in full swing and the individual SHG members availing Loan for different livelihood activities. The villages covered during the visit are Poilwa Namchi, Peletkie, Mhaikam, Heningkunglwa and Mhainamtsi Village in Peren RD Block; Nsong Village, Tening Village, Nkialwa and New Tesen in Tening RD Block. ASU second phase education tour KohiMA, August 3 (Mexn): The Angami Students' Union (ASU), reiterating its resolution on education tour in its entire jurisdiction will begin its second phase from August 7-12 August in Southern Angami area. A press note issued by Secretary Education ASU, Tsi-u Seyie has requested all units to cooperate in the education tour. The tour will cover all the government schools at the grass root level to keep a check on the performance of the schools and teachers in order to ensure quality education to the students. Tsüngremmong, a pre-harvest festival of the Ao Naga, is celebrated in the first week of August. Parliamentary Secretary for Art & Culture, E. Eshak Konyak graced the ceremony as the chief guest, which was organised at the Aoyimsen Panchayat-cumMulti Utility Complex, Karbi-Anglong. Konyak, in his address, stated that festivals in essence are a time for fostering peace and unity irrespective of differences. Taking Aoyimsen village as an example, which is located across the inter-state border, Konyak said that the villagers have learned to live in peace irrespective of its location in a different state. In this regard, he extended gratitude to the
Assam government for maintaining congenial atmosphere, while stating, “Where there is peace, one can live irrespective of regional affiliation.” While stating that merry-making and feasting alone does not signify a festival, he added that fostering love and unity and knowing each other better will bring out the true essence of a festival. Shortly after the incident, the City Police detained the Student Wing co-convenor, Saangthem William on the charge of disrupting normal business activities in Thangal bazaar. Elsewhere in Uripok in Imphal West a large number of women protesters took to the streets and blocked UripokKangchup road, angry at the police crackdown against student agitators and detention of the JCILPS Student Wing leader.
The women later staged sit-in at different sections of the Uripok-Kangchup road disrupting traffic. They shouted several slogans against the Congress Government headed by Okram Ibobi Singh for its inability to present a new ILP bill and for its failure to punish all police personnel involved in the killing of Sapam Robinhood. Manipur Government is preparing an ILP bill by constituting a Drafting Committee, but the JCILPS is insisting on passing the bill at the earliest. The Joint Committee is also pressing for incorporation of five key points recommended by it, in the proposed bill, apart from demanding that the legislation must be an acceptable one to all.

influx fast tracked: Meghalaya CM
shillONg, August 3 (Pti): Meghalaya Chief Minister Mukul Sangma today said his government has ordered fast tracking for setting up entry/exit points to check influx in lieu of Inner Line Permit. The state government has also approved proposals for introducing the draft bills on benami and tenancy in the forthcoming Assembly session. "The direction has been given that land acquisition process must be fast tracked to ensure the whole exercise for setting up the entry/exit points or facilitation centres are completed," Sangma told reporters. He said all district deputy commissioners have completed their identification of the sites work. "We must take possession of the land after completion of the
land acquisition process of those identified locations," Sangma said. The announcement came in the wake of pro-ILP groups expressing disappointment on the delay of the government to start the first phase of implementation of 'comprehensive mechanism' proposed last year. The Chief Minister said the cabinet has approved constitution of a task force to ensure that the implementation of the comprehensive mechanism in dealing with the issue of influx and illegal immigration was complete within a fixed timeline. The task force proposed by the political department would be headed by the Additional Chief Secretary as its chairman with officials of other relevant departments as members, he said.
Sangma said the draft bill to amend the Meghalaya Benami Transaction Provision Act, 1980 as well as draft version of the Meghalaya Regulation of Landlord and Verification of Residence Bill has been completed. "Now they have to take all due diligence to process for introducing in the forthcoming Assembly session," he said adding the cabinet has also proposed to have another round of consultation on the final draft bill with stakeholders and partners in structuring this whole bill. "Therefore, suitable date will now be fixed where the final draft bills will be once more presented before the government and the NGOs and whatever suggestions or any fine tuning is felt to be required will be accordingly incorporated," Mukul said.

Manipur: 10 Rescued From Landslide Debris, Four Bodies Found imPhAl, August 3 (Pti): Ten persons have been rescued alive from debris till today, two days after a massive landslide in Manipur's Chandel district. Special Secretary in Relief and Disaster Management department Jason Shimray told PTI that rescue efforts with NDRF help was on. Apart from the ten persons, four bodies have been extricated from the debris at Zoumol by an NDRF team so far while five persons are still missing, he said. He said the ten have been taken to safe places following their rescue while the death figure at remote Zoumol village on Indo-Myanmar border due to the landslide "is likely to be revised". Chandel superintendent of police N Herojit Singh had said on Saturday night that 20 people had been killed in the landslide triggered by incessant rains and NDRF personnel had joined in the rescue effort.
Singh, when contacted over telephone today, told PTI that the landslide toll of 20 given by him on August 1 was based on report of the Zoumol village authority to the police. "I am awaiting the official report from the field," the SP added. The village is located on Khenjoi hills about 96 kms from Tengnoupa, the nearest town, of which 83 km is motorable. The massive landslide covered about one-km stretch. About the rescue efforts, the special secretary said a 20-member NDRF team is working at the site day and night along with two doctors and an executive magistrate. Another NDRF team comprising 45 personnel is coming by road from Guwahati via Kohima today to join the rescue work. The team is moving on foot in the absence of proper road communication. Incessant rains and location of the village on the stiff portion of a tall hill is impeding their movement, he said.
He said maximum road accidents occurred due to negligent and rash driving coupled with other reasons like bad roads and lack of safe road infrastructure. Directing the law enforcement authorities to ensure compulsory use of seat belts, helmets and strictly prohibiting using of mobile phone while driving he asked the department concerned to make efforts in developing safe road infrastructure across the State.

Mizoram to scrap 3 PSUs due to heavy losses AiZAwl, August 3 (Pti): Mizoram government has decided to abolish three state public sector units due to heavy losses incurred by the corporations. State Finance minister Lalsawta told PTI today that the state Cabinet has taken a decision to scrap the Zoram Handloom and Handicraft Development Corporation (ZOHANDCO), the Zoram Electronics Development Corporation (ZENICS) and the Mizoram Agriculture Marketing Cor-

Lalsawta said that the government's move came after Deloitte, employed to look into the functioning of the five state-owned corporations, recommended that three of them should be abolished. German carmakers buy Nokia As RBI holds rates steady, companies’ debt burdens weigh heavily maps to fend off digital rivals F RA N K F U RT / H E L SINKI, AUgUST 3 (REUTERS): German carmakers BMW, Audi and Mercedes, will pay around 2.5 billion euros ($2.75 billion) to buy Nokia’s maps business, a transformational deal that will help them develop self-driving cars. Daimler BMW and Audi will each hold an equal stake in the business, known as HERE, keeping it from falling into the hands of new rivals which are emerging from Silicon Valley. The premium carmakers agreed to pay 2.5 billion euros. The deal has an enterprise value of 2.8 billion euros, including liabilities worth nearly 300 million euros, Nokia said. The transaction is likely to close in the first quarter of 2016. BMW, Audi and Daimler, which invented the modern motorcar in 1886, want to own the customer relationships that otherwise
could shift to challengers such as Uber, Google or Apple. “With the joint acquisition of HERE, we want to secure the independence of this central service for all vehicle manufacturers, suppliers and customers in other industries,” Daimler Chief Executive Dieter Zetsche said. Intelligent mapping systems like HERE’s form the basis on which selfdriving cars linked to wireless networks can perform functions such as recalculating a route if data about a traffic jam or an accident is transmitted to the car. MUMbAI, AUgUST 3 (REUTERS): When Hindustan Construction Ltd (HCC) was building a bridge in 2008 to transform the congested commute in Mumbai, its stock was at a record high as low interest rates had sparked a construction boom. Today, like many small- and mid-sized Indian firms, Hindustan Construction is struggling, after a borrowing binge that saw its debt surge from $674 million in fiscal year 2007/2008 to $1.6 billion in 2014/15, according to Thomson Reuters data. Companies are still struggling to recover from those years of exuberance, and say that Reserve Bank of India (RBI) Governor Raghuram Rajan’s caution in cutting rates despite historically low inflation is making it harder for them to get back on track. Having cut India’s main lending rate by threequarters of a percentage point to 7.25 percent this year, the RBI is widely expected to keep it unchanged at its next policy review on Tuesday, though market watchers predict one more cut by the end of the year. For many bosses, that is not enough. “I’m disappointed with the RBI,”said Praveen Sood, chief financial officer of the HCC group. “I just don’t know if they care enough about the industrial sector.” The growing discontent comes as wholesale inflation has declined for 8 consecutive months, while consumer inflation

one in 10 is seriously concerned about keeping work information safe should cybercriminals gain access to their device. “One way or another, many employees of large and medium-sized companies use personal mobile devices for work. 36 percent of respondents store work files on them and 34 percent keep work-related email messages,” it said.”Sometimes, more confidential informa-

Finance Ministry to give Rs 1,300 cr kerosene subsidy NEw DELHI, AUgUST 3 (PTI): The Finance Ministry will pay state-owned fuel retailers Rs 1,300 cr cash subsidy for kerosene for the first quarter ended June 30, but the same on LPG will be decided later. The Ministry has sanctioned a total of Rs 1,300.42 cr kerosene subsidy for AprilJune, a senior official said. Of this, Rs 878.84 cr will be paid to Indian Oil Corporation (IOC), Rs 203.33 cr to Bharat Petroleum Corporation (BPCL) and Rs 218.25 cr to Hindustan Petroleum Corporation (HPCL). The subsidy payout is as per a new formula approved by the government wherein the dole on kerosene has been capped at Rs 12 per litre. Kerosene through public distribution system (PDS) is sold at Rs 14.96 per litre against the actual cost of Rs 33.47. The difference between the two, Rs 14.95 per litre, is termed as under-recovery or revenue
loss. “The Finance Ministry will pay Rs 12 per litre in cash to state-owned fuel retailers from the Budget and any unbridged gap between the retail selling price and the cost of production will be borne by upstream companies like ONGC,” he said. At current prices, the upstream companies will have to bear Rs 5,000-6,000 crore for the full year. For domestic cooking gas LPG, the government has decided to fully bear the under-recovery, he said, adding that the subsidy on this fuel will be announced later. As many as 12 LPG cylinders of 14.2-kg are supplied to every household at a subsidised rate of Rs 417.82. There is an under-recovery of Rs 167.18 per cylinder, which the government will bear entirely. The official said the Budget for 2015-16 has provided for Rs 22,000 crore towards LPG subsidy and another Rs 8,000 crore on kerosene.

Somasundaram said if the the government incentivise the banks then they will pass on more to the customers and will prove to be a big attraction. “Around a 3-percent interest rate will be very attractive for the customer, but it also has to be marketed very smartly.” Global, 33-40 percent supplies come from recycling. In India, it acounts for 8-10 percent now. According to the council, the demand for yel-
low metal in India in 2015 was around 900-1,000 tonnes. Total gold imported in 2014 was 891.5 tonnes. “Monetisation scheme says you don’t have to sell your gold, keep it with the bank. It is more transparent. For the government, it promotes recycling which means if in India’s gold demand grows, the additional supply can come from recycling,” Somasundaram said. Like fixed deposit schemes one can withdraw the gold or jewellery deposited with the banks under the scheme and will get the gold, not the jewellery. At the time of maturity the metal will be replaced either in bar or coin form but not in jewellery form, he said. “The interest is in gold terms, not in rupee terms. There’s a lot of miscommunications about it.” According to stakeholders, in India, a third of any jeweller’s business is melting old jewellery for new. This means people are not averse to melt old jewellery. “They might as well keep it in the bank, earn interest on that,” said Somasundaram. Giving the global example,

NEw DELHI, AUgUST 3 (IANS): India’s proposed gold monetisation scheme can prove a win-win for all stakeholders -- government, people and industry -- if it is incentivised and marketed well, even as the yellow metal will remain an attractive asset, according to the World Gold Council. “The scheme will benefit industry as it will get some extra gold. The government can leverage it with recycling, transparency and more jobs, while customers will benefit hugely as it would keep gold as an attractive asset,” said Somasundaram P.R., the council’s India chapter managing director. “Yet, in my opinion this scheme must be linked to dollar deposits, which when converted into the rupee equivalent, one will get that value. We have suggested that the government should strongly incentivise the scheme in the first few years,” Somasundaram told IANS in an interview. He said gold monetisation scheme is essentially an organised way of recycling. Though recycling does takes place in India even now, it is done in an

Home minister, orgs condemn killing of Dimapur businessman Dimapur, august 3 (mExN): Home minister of Nagaland has condemned the killing of a businessman, Ashish Saha, by unidentified gunmen around 11:30 am on August 2 at Signal Basti here. Patton in a press release informed that the State Police have been directed to nab the persons responsible for the crime. “It is the strong commitment of the state Government that under any circumstances, it will leave no stone unturned to see that peace and tranquility is not disturbed in and around Dimapur in particular and the State in general,” he added. “The Government has been continuously working to see that the criminals do not rule the roost in and around Dimapur City, the fast growing commercial hub of the State.” Stating that “violence can never be the means to bring peace and solution,” he said, “Committing such heinous crimes at a time when the entire Naga people are yearning for peace and unity is not sending good message to the others.” SCD: The Sumi Council, Dimapur (SCD) has expressed “sense of disturbed feeling” over the killing of businessman Ashish Saha. Condemning the “cowardly act” of the perpetrators, the Council opined that mere condemnation will not suffice. “It is the responsibility of the public to extend all possible help and support to the law enforcing agencies to nab the culprits of such crimes and give befitting punishments which will act as deterrent in the near future and bring

Kohima, august 3 (mExN): Kohima Police recovered one yellow Tata Sumo (NL-05C-2961), which had the chassis and engine number tampered. The engine and chassis number also did not tally with the registration certificate of the said vehicle, a press release from PRO, Kohima Police informed. According to the release, the vehicle was intercepted from NH-29 on suspicion and was produced at South Police Station, Kohima for verification. Indeed, such a condition does not allow people to reflect or act clearly; therefore the domination ideology disregards and violates all human values in its attempt to instill a permanent order of fear in people’s minds. The Naga conscience requires that the people protest against the domination ideology, defy it and alter it through peaceful nonviolent means. The paramount need is for Nagas to have the freedom to define and determine their own minds and to generate ideas and solutions to the problems that are before them. In accordance with the current compelling circumstance Nagas are being asked to arise from being the objects of history to becoming conscious creators of their own history. Humankind is a history of paradoxes – joys and sorrows. When a people are completely overwhelmed by compelling circumstances they cannot be regarded as free, in spite of the fact that they are entitled to such freedom. Similarly, just because Nagas have the right to land does not mean that such a right is enjoyed when the land is consumed by the forces of domination and exploitation. The core idea of rights is not simply that you are entitled to them and that no one can take them away from you, but, most importantly, that you are able to exercise and enjoy those rights. Recognizing that no one can claim to have monopoly of insights, the existing objective realities require that the Naga mind be open and able to imagine all that the people have not dared to imagine. Furthermore, knowing that any movement reflects the image of humanity as real and imperfect, it becomes imperative for Nagas to reason and transcend the fear of disillusionment together. This will allow to emerge from the frozen images and replace them with the present realities that call out for liberating the human mind and spirit. Based on such reasoning the Naga people need to critically analyze their entire situation of their historical, geographical and political realities. The history of the Naga people is closely interrelated to the idea of a peoples’ self-determining capacity to exercise their sovereign will. Hence, in order for Naga people to effectively realize their rights it is imperative the struggle for change must be located within the larger struggle for humanization which has at its center the right to self-determination.

ome years ago we had to change our residence from one area of the city to another. This would necessitate changing our ration cards as well. Having acquired the requisite form for the purpose, I filled up the particulars and made my way to the Rationing Office of the area. I found a long queue consisting mainly of illiterate poorly dressed women in the corridor outside the Rationing Officer’s room. I joined the queue to wait my turn. After a while, the woman at the head of the queue must have inched into the Rationing Officer’s room, this enraged the official who was seated behind his desk. He shouted at the encroachers not to enter his room and to remain outside. The line of women stepped back, I along with them. When there were just two women ahead of me in the queue, the Rationing Officer spotted me, “please come in, madam,” he invited. Among the group of poorly clad women I stood out as in incongruous sight. I could picture the man’s head. Obviously I belonged to a higher social status than the rest of the woman. For all he knew, I might even be a senior government official’s daughter and he had to show me due consideration, otherwise his job might be at stake. But he was not prepared for my reaction to his differential invitation. “No, I won’t come in,” I replied. “I’ll remain outside your room as I was asked to do.” The Rationing Officer looked clearly uncomfortable sitting behind his desk while I stood outside his door. When the woman just ahead of me went in, he said, “Now you may come in madam.” As I entered, he said, “Please take your seat” indicating the solitary chair opposite his desk. By now my democratic hackles had risen. How could he single me out for preferential treatment when the rest of the women who had come for a purpose similar to mine were being treated like sheep and cattle? “Thank you,” I replied, “but I’ll remain standing.” Having dismissed the other woman with a curt reply to her query, he turned to me. “What can I do for you, madam?” he asked. I handed him the form that I had filled up and told him the purpose of my visit. Then, as he was examining the form, I said, “you should not shout at people just because they are poor and illiterate. If you want them to do something you can ask them politely and they will do it.” It was as if I have pressed an invisible switch. From an attitude of almost fawning subservience his manner changed to one of outright belligerence. Half rising from is chair, his face contorted with anger, he shouted at me, “you mind your own business; you don’t have to tell me my business. What is your business?” Still unruffled, I said, “My business is that I need your signature on this form so that I can apply for new ration cards for my family.” He hastily scribbled his signature on the form and pushed it towards me. When I asked him where I could find the rationing office in the area to which we would be moving, he snapped, “Ask your neighbor.” “Thank you for your help,” I said. By now he was so completely rattled that the only words he could manage were, “Thank you too, madam.” During this little drama the scene in the room had undergone a change. The two women typists who had been tapping away at the antiquated machines had stopped their clickety-click, their eyes riveted on the rationing officer and his female adversary. The sleepy peon had suddenly come to life and was watching these unusual spectacles with his mouth agape. I did not linger after my work was done, but I am sure that the rest of the women in the queue must have received at least a modicum of the courtesy due to them.

What do children need most: Saving, Rights or Solidarity?
D
evelopment organisations from NGOs like Save the Children and Plan International to government departments like the UK’s Department for International Development (DFID) all place youth and child well-being at the centre of their campaigns and interventions in developing countries. Likewise, measures to improve the health and well-being of children constitute core components of policy development. Indeed, several of the Millennium Development Goals directly target children and young people. These interventions and policies rely on the conception of children as especially vulnerable and deserving of rescue that has circulated in popular culture, news and policy since at least the early nineteenth century. At the same time these organisations frame their actions within international law, particularly the UN Convention on the Rights of the Child, to give legitimacy to their right to act on behalf of (other people’s) children. More recently, children (especially the ‘girl-child’) have been tasked with no less a project than the economic development of Africa, Asia and Latin America, as well as the eradication of world poverty. This can be seen, for example, in Nike’s ‘The Girl Effect’ campaign and Plan International’s ‘Weapons of Mass Construction’. So, what might be wrong with saving children, tasking girls with eradicating world poverty, and implementing rights for children? Why not ‘save’ the children? Critics often employ three main arguments. Firstly, that children’s well-being is being used by the world’s major powers as a way of legitimating their interventions in the governing of other countries and the governing of the poor in their own countries. Secondly, that developing countries do not have the resources to protect children from work and independent migration and that therefore it is wrong for anyone, particularly wealthier countries, to demand that they do so. I call this pragmatic relativism. The third argument, cultural relativism, is that different cultures have different ways of raising children. These differences maybe incommensurable but they do not mean that one kind of childhood (say, one in which children go to school) is better than another (say, one in which children go to work). There can be no doubt that child well-being is used as a Trojan horse for external intervention. I could cite any number of instances of this but perhaps one will suffice: when the US government sought to legitimate its attack on Afghanistan, Laura Bush said “Fighting brutality against women and children is not the expression of a specific culture; it is an acceptance of our common humanity” (cited in Cynthia Weber’s book Imagining America at War). This is straightforward enough to counter: bombs for regime change in the name of child welfare is clearly a cynical ploy for masking real politick. However, other types of development-related interventions, for example getting children to go to school rather than work or mass vaccinations to eradicate infectious diseases, are more complicated in their effects. On the one hand, they do save the lives of individual children and they may well improve the life chances of individuals. On the other, they are also mechanisms through which new (liberal) ideas about the person and their relationship to society are embedded in non/pre-capitalist societies, ideas that

For more than five decades we've heard plenty about Cuba's shortcomings, but virtually nothing about its stunning accomplishments. For many scholars, the Cuban health care system is the jewel in the crown of Cuban achievements. Here I choose to focus on Cuba's medical internationalism, a practice admired throughout the world but virtually unknown to U.S. citizens. After the Cuban revolution of Jan. 1, 1959, which overthrew the brutal Batista dictatorship, about half of Cuba's doctors fled the island for more lucrative practices, most to Miami. Yet even under these dire circumstances and the crushing U.S. embargo that fol-
All the major critiques of ‘child-saving’ fall short of the mark. We must reconceptualise our solidarity with the poor if we really want to help protect the world’s children are compatible with capitalist economics. The governance that is made possible through the actions of development agents is one that tries to obscure the inequalities inevitably inscribed in global capitalism by mitigating its impacts on the most vulnerable: children. At the same time it engages children,
through education and participation, in ways of being in the world that are congruent with liberal capitalism: freedom, autonomy and individualism. This complicated use of interventions in the name of child welfare and the tendency to stop thinking and simply ‘do something’ when child protection is evoked means that we must always ask: who thinks this particular action is in the best interests of which children and why? We must further ask who stands to benefit from this action, other than the children in whose name it is putatively taking place. So, for instance if a mining company in West Africa opposes ‘child’ labour, further investigation may show that the mining company is using child protection to prevent local
youths from working in alluvial mining. The second critique of intervention, what I have called ‘pragmatic relativism’, has no place in a left critique of development. It is one thing to argue that children in developing countries need to work or to migrate alone in order to support themselves or their families. It is something else entirely to argue that governments should not take responsibility for children’s well-being because they cannot afford to do so, and that international agencies should not intervene because children in Africa, Asia and Latin America have different needs to children in Europe and North America. Indeed this argument comes dangerously close to saying that ‘our’ (white) children have different needs, capacities and competencies than ‘their’ (black and brown) children. The third critique, ‘cultural relativism’, argues that the model of childhood accepted by development agents is only valued over other ways of being in the world because it has the support of the global powers. That is irrefutable. There are many ways of practicing childhood and their incommensurability does not necessarily mean that one way is better for children than another. By the same token, if going to work is not necessarily worse for a child than going to school; going to school is not necessarily worse for a child than going to work. Solidarity politics I argue that none of the reasons usually offered for why child-saving or child rights are ‘wrong’ is entirely sufficient. Furthermore, some of them are distinctly against the spirit of international solidarity. I want to propose instead that children’s vulnerabilities do make a moral claim on adults. Governments and organisations can respond to this claim without resorting to a nineteenth-century moral philanthropy, without embracing the liberal model of childhood (and with it liberal ways of being in the world), and without retreating into localism. I want to propose that we rethink our responsibilities towards children by developing modes of solidarity with the poor (adults and children). The liberal model of childhood is tied to the globalisation of capitalism and its neoliberal subjects. To refute the claim that the globalisation of liberal capitalism is good for children, we must first be clear that children face multiple insecurities because global capitalism creates constant crises in social reproduction. These crises displace and unsettle children and their families. The problem of children’s insecurities lies not with individual children and their families, but with the structural inequalities that mark their lives. The liberal model of childhood needs to be treated sceptically. Critiques must not merely reference cultural specificity, modernity, and the limits of its possible production, as most have done to date. They must openly discuss the implications of the liberal model for how to be human, and the deep congruity between this particular way of being human and late capitalism. This is where the potential for a radical politics of childhood lies. We must insist on the importance of modes of childhood that resist, challenge, or subvert liberalism. We must furthermore build modes of solidarity with the poor that do not refute the importance of child survival or child well-being, but insist that so long as production is tied to profit, neither survival or well-being can ever be assured.
Are Some Cultures Better Than Others at Cultivating Empathy? Gary olson

Many people are surprised to learn that Cuban medical professionals have saved more lives in the Third World than all the wealthy G-8 nations combined, plus the World Health Organization and the Nobel Peace Prize recipient Doctors Without Borders. As noted by Cuba expert John Lee Anderson, "At any given time, there are an estimated 50,000 Cuban doctors working in slums and rural areas in as many as 30 other developing nations around the world." And because Cuba believes health care is a fundamental human right, these totally volunteer services are provided to recipients gratis. One remarkable example among many follows from Cuba's world class specialization in ophthalmology. Under Operacion Milagro (Operation Miracle), Cuban specialists have performed vision-restoring surgery to 2 million people in 34 countries, again at no cost. In sentiments shared by people
from Asia and Africa to Latin American and the Caribbean, Bolivian President Evo Morales expressed his gratitude for Cuba's crucial medical assistance to his country by saying, "Cuba has shown its solidarity to us by sending 'troops' who save lives — not like other countries which send troops to end lives." In 1999, Cuba founded ELAM (the Latin America School of Medicine), the world's largest medical school. It offers a free education (including books and a living stipend) to students from poor countries, and more than 10,000 students have graduated from its highly respected six-year program. The only requirement is that students make a moral commitment to return home and serve marginalized populations. Note: Since 2007, more than 100 young people from the U.S. have graduated from ELAM and returned to work in underserved areas of the United States. At this point, I can readily appreciate why some readers might

react with cynicism. Canadian professor John Kirk, who conducted 120 in-depth interviews with Cuban medical volunteers, acknowledges a myriad of motives. However, he emphasizes that "a key element that needs to be understood is the form of socialization that Cubans are reared in, and develop throughout their formative years." Professor Kirk notes that beginning in day care, Cuban children are socialized to watch out for the weakest, to empathize with others who are less fortunate. A volunteer physician in Venezuela added, "We Cuban doctors devote everything to love and solidarity because that's what we've been taught since we were little, in school." This was a founding principle of the Cuban revolution. Cuba's robust medical internationalism contradicts the common-sense, bleak view of human nature, the dominant narrative of hyper individualism and the profit motive. I suggest that we remain open to the possibility that some cultures are compatible with the lived expression of empathy while other cultures suppress it. Cuba's practice of moral medicine is the world's most compelling example of empathetic solidarity. Despite overwhelming odds, this small country of 11 million people has taken empathy from the abstract realm and brought it down to earth. We court both personal and national peril by not learning more about it.

The Integration Paradigm in Health Care

ara Sallam is starting her second year of detention in an Egyptian prison. No mother ever wants to see her child in prison, but Rawia Sadek is not letting her daughter's incarceration bring her down. For over a year now, Sadek has tried not to let the multiple security checks inside the jail, the uncomfortable waiting-time in the visiting room, or the fact that her daughter is even being called an inmate ruin the precious hour-long visits she has with her daughter. Sadek has also been writing about Yara and all unjustly detained prisoners in Egypt via social media and posting photos of her daughter along with the hashtag #FreeYara. Yara is a 29-year-old women’s human rights defender from Egypt. Before she was detained, she was a transitional justice researcher with the Egyptian Initiative for Personal Rights (EIPR). On June 21, 2014, twenty-three young activists, among them Yara and six other young women, were arrested for protesting against a draconian anti-protest law. The law was introduced in 2013 to prevent anyone from protesting without permission from the government. Ironically, Egyptian President Abel Al Fattah el Sisi’s current government wouldn’t be in power if brave and defiant young Egyptians hadn’t taken to the streets in protest to oust then President Hosni Mubarak from power in 2011. Yara, as it turns out, wasn’t actually taking part in the unsanctioned protest when she was arrested on June 21. In fact, she was with her cousin, buying a water bottle inside a shop when they were arrested. Authorities released her cousin, but after police discovered that Yara worked with EIPR, she was referred to the prosecutor. Yara and the 22 others activists who were arrested on that day have now completed over a year of their two year sentences. The Egyptian Appeal Court's judgment handed down in December 2014 stipulates that their sentences will also be followed by two years of police surveillance. The Observatory for the Protection of Human Rights Defenders is a joint programme of the International Federation for Human Rights and the World Organization Against Torture. Last December, the Observatory said in a statement that it considers that these activists are languishing in jail “solely for exercising their right to freedom of expression and assembly” and that their arbitrary detention and sentencing “only aim to sanction their legitimate human rights activities.” “Yara is an honest person, and she was raised to do the right thing and everything she does, she does with passion. She cares not only about herself but is always thinking about others in everything she does.” That’s how Sadek describes her daughter. Being a lawyer isn’t just a career Yara chose – it’s a calling. Sadek remembers: “I used to tell Yara ‘you’re a lawyer’ but she would lutching battered metal plates, the children waited patiently in a remote central Indian village for the two small flat pieces of bread and scoop of boiled potato curry that would be their only full meal that day. They are among the 120 million malnourished children across India who depend on a government-run program serving lunch five days a week. Still, the modest menus are clearly not enough to make up for the calories and nutrition that poverty has denied. All 35 or so children gathered on the dirt floor of their preschool in Madkheda, a village in the state of Madhya Pradesh, show the telltale signs of malnutrition — coarse hair lightened to a sandy brown for lack of nutrients, limbs stick thin, and bellies swollen from chronic hunger. More than half the children in Madhya Pradesh state, with a population of nearly 77 million, are underweight and malnourished. So last month, it was suggested that eggs — a key source of protein — be added to the lunch program. But that idea was rejected by Chief Minister Shivraj Singh Chouhan, the state's top elected official, a member of Prime Minister Narendra Modi's Hindu nationalist Bharatiya Janata Party and a strict vegetarian. He suggested that milk and bananas be given to children instead. "As long I am the chief minister of Madhya Pradesh, eggs will not be introduced," Chouhan declared in the state capital, Bhopal. "The human body is meant to consume vegetarian food, which has everything the human body requires." The decision has outraged nutri-

holds dear to her heart. That quote keeps her grounded. She says that a year in prison has not changed her daughter because Yara knows she did nothing wrong. She adds: “They are wrong for imprisoning her. They are the ones who don’t respect the law. The charges against her are fabricated.” A friend of Yara’s, who was recently released from prison, jokingly told Sadek: “Prison is nice. Tell Yara she should tell the guards that prison is nice.” So, on one of her visits with Yara, Sadek gave her the message. Yara thought about it for a second and replied: “If I was outside of these prison walls, with everything that’s happening in the country, I would have felt guilty and helpless so, in that respect, maybe it’s ok that I’m in prison.” Yara and the other young women serving the same sentence have remained cellmates, but many of the young women - who were associated with the Muslim Brotherhood for example - are treated differently. They are separated and placed in cells with other offenders. Inside and outside Egypt’s prison walls, injustice persists. More stories of young Egyptians being arrested, disappearing and being killed keep surfacing. It’s almost hard to keep track of them all. Sadek says " they are not just numbers or random names. They all have faces, stories and feelings that we should know about. Yara says she knows people keep her story in the media but she wants all detainee stories to be just as talked about, if not more. Yara wants all those unjustly detained freed.” Egyptian activists held two days of international solidarity actions with Egyptian political prisoners on June 20-21. They want to see an end to repression and worldwide-support for the various campaigns to free political prisoners in Egypt. Putting pressure on the Egyptian government to immediately end the repression of protests, free political prisoners, stop the disappearances, conduct fair trials for all and put an end to abuse, torture and executions has never been more important than now. Sadek doesn’t want her daughter or any of her cellmates to spend another year behind bars. She hopes for an early release without getting her hopes too high. She has to in order to keep going. As Yara and others continue to serve unfair and unjustified sentences, Sadek says her daughter is grateful for all the people who have continued to stand by her, support her, talk about her and pray for her. The fight continues. reply ‘No mum, I’m a rights defender.’ Even when she was just 14 years old, she was involved in an organization that defends children’s rights.” Yara and 5 of the young women detainees who were arrested on June 21 2014 share a cell inside Qanater Women’s prison, 19-kilometers North of Cairo. When Sadek visited with Yara on June 9, Yara was feeling good that day. “Of course, there are times when she’s not happy, and not feeling good about her situation. But this time, she was happy and laughing,” she says. At first, Sadek was afraid for Yara. She knows cases of abuse are rampant at the hands of state security forces and in Egyptian prisons. She feared that they would treat her badly or sexually abuse her in prison but Yara has confirmed that this has not happened. Losing one’s freedom without justifiable cause is not easy, but Yara is strong. In a letter from prison she wrote: "I do not feel any regret or self-defeat, the prison is not inside me.” Much like Mahienour El Masry, a well-known political activist who is currently detained in Alexandria, Yara is trying to make her time in jail meaningful. When a group of human rights defenders visited Qanater prison, she and Sanaa Seif (another well-known young activist who campaigned against military trials for civilians in Egypt) insisted on bringing attention to the case of a young woman who has been unjustly placed in solitary confinement. They also complained about the overcrowding in the prison. When a prison warden asked Yara if they were treating her well, she told him that she was treated fine, but that others were not. “That says everything about Yara and about how she cannot stand idle in the face of injustice,” says Sadek, “I can go on and on about how wonderful my daughter is.” Radwa Medhat has worked as a colleague with Yara in the EIPR team and they are close friends. Medhat says that she is the most caring, thoughtful, funny, compassionate friend that anyone can have. “Yara's time in prison is by far my worst nightmare and it has been going on for over a year now. It means the disappearance of a very close friend and a colleague and it's the ongoing feeling of guilt accompanying anything I do or enjoy. It's also the ongoing question of why her not me. To me nothing makes sense without her.”
ooking back through the corridor of time we can easily see that mankind has made strenuous effort to create a rationalized system of medicine compiling the wisdom of ages and the most up-todate findings of the modern scientific and research experiments. The Times of India on 28th Oct., 2001, from Delhi, under the heading "National Policy on Medicine to adopt Integrated Approach," reported the following statements of the then Prime Minister Atal Behari Bajpayee. "In an effort to encourage Indian system of medicine, the Government’s national policy on medicine would adopt an integrated approach towards imparting medical education, blending Western and Indian systems. A suggestion has been made that medical courses should include yoga in the Indian system of medicine so that the students are able to get the best of all the aspects of medicine. Another proposal before the Government was to have a medical facility combining Western and Indian system of medicine to provide a comprehensive medical treatment as it was not feasible to open hospitals having facilities only for traditional medicines." The Modi Government is making an effort in this line in recent days. Due to many years of medical administration in St John’s Medical college and also as a student of medical Health Administration in New York Medical College, I was fully convinced of the necessity of integration of different medical systems in order that the people at large must be able to take the advantage of different system’s specific excellence as well as enable them to overcome the defects of each system of medicine. The need for integration of medical systems may be argued for on the following grounds: 1) The very development of each system of medicine is based on integration of information. 2) There is no system of medicine which can treat all the sicknesses in the world nor is there any system which does not have any specific excellence. 3) Since each system is deficient in many aspects of medical treatment, recourse to other systems is a necessity. 4) Medical cost and availability and accessibility demand that different systems are resorted for medical needs. 5) Each system of medicine has a philosophy behind it and necessarily all these thoughts are not holistic. 6) Sickness and medicine are social as well as communitarian. Therefore, the treatment also should share the same aspects. 7) Defects of the systems are innumerable and therefore complementarity of the systems becomes worth considering. Considering the vast changes taking place in medical systems when we are faced with new kinds of health problems, everybody needs awareness of all possible types of treatment that are available. Since no single system of medicine can work for everybody, the knowledge of the choices available will expose us to multiple perspectives. Such an awareness is a must to make the right choice regarding the right system of medicine for one’s treatment, be it allopathy, ayurveda, unani, sidha, homeopathy etc.(Staff reporter, Times of India, Pune Time, 15th April, 1999, p. 3). The future of the health care is now tilting away from hard core allopathy and looking for a suitable combination of the best of allopathy and alternative sciences. The consequence of such an alternative system is that newer research fields will be opened and a new vista of medicine will emerge. The interrelationship between different systems of medicine will be known. The integral medical system will enable us to globalize the medical system in the sense that all the natural resources available on Earth can be used for the preventive and curative purposes. There will be more than one medicine for each sickness. This gives us a chance for making a choice of medicine for one and the same sickness.

The move suggests that Modi's party hopes to spread and deepen Hinduism's influence in India by appeasing vegetarians. "There is a deep political motive behind the decision to stop eggs. The government is forcing these people to become vegetarians and draw them closer to Hinduism," said Naresh Biswas, a food rights activist working to revive traditional farming methods and improve nutrition in Madhya Pradesh. Nutritionists say eggs are one of the cheapest ways of delivering nutrition-dense meals, with their vitamins and minerals easily absorbed by young children. In other states, such as Bihar, one of India's poorest, the government has successfully introduced eggs in the state-run meal programs for young children and seen a rise in attendance. Welfare workers note that eggs are easy to distribute with very little risk of being contaminated by chemicals or pollution — a huge problem in India, where there is almost no refrigeration, few storage facilities and poor transportation links. The sleepy village of Madkheda, on a stony dirt road lined with acacia forests a couple of hours away from the city of Gwalior, had not received wheat supplies for two full weeks, leading one former teacher to buy flour on credit to keep the children's meals going. "Unlike milk, which can be diluted, or lentils, or wheat flour, which can be adulterated, an egg is a neat package," said Sachin Jain, a food rights activist. The Trinamool Congress (TMC), Nationalist Congress Party (NCP), Janata DalUnited, Rashtriya Janata Dal, Indian Union Muslim League, and Left parties have conveyed their decision to boycott the House for the next five days, leader of the Congress in Lok Sabha Mallikarjun Kharge said. “The party is also in talks with the Samajwadi Party over the issue,” he told PTI. Congress MPs will stage a dharna in front of the Mahatma Gandhi statue in Parliament Complex on Tuesday to protest against the suspension. Members of other parties are likely to join the protest. Congress president Sonia Gandhi dubbed the suspension as “a Black Day for India and Democracy”, while Kharge said the action was way too “harsh” as Speaker Sumitra Mahajan had also resorted to such protests when she was part of the opposition in the last Lok Sabha. Aam Aadmi Party too said it will join other opposition parties in boycotting the session for next five days. its demand for the resignation of External Affairs Minister Sushma Swaraj and the chief ministers of BJP-ruled Rajasthan and Madhya Pradesh, and the government rejecting the demand. As the houses met, disruptions erupted in no time in both the Lok Sabha, where the Bharatiya Janata Party is in a majority, and the opposition-dominated Rajya Sabha. Amid the din in the Rajya Sabha, Sushma Swaraj described as "baseless and unfounded" allegations that she helped former IPL chief Lalit Modi to secure travel documents from the British authorities. The suspension of the Congress MPs was denounced by Trinamool leader Sudip Bandopadhyay who warned that the house won't run "if the government does not want to hear the opposition". He added: "For the greater interest of parliamentary democracy, we are opposed to suspension of 25 Lok Sabha MPs. We are not attending Lok Sabha from tomorrow." One suspended MP, Gogoi, said the speaker's action had united the opposition. "We have got support from the Trinamool, NCP and the Left, who have also decided to boycott the proceedings for five days." Mahajan defended herself. "I tried my level best that the house functions but it did not happen. I was warning them since morning that I will have to name them but they were not heeding. The limit was crossed when an attempt was made to shadow the speaker (through placards)," she said.
New Delhi, August 3 (Pti): In clear indications that the government may make a U-turn on the contentious land acquisition law, a Parliamentary committee today approved changes in the Modi government's bill including on the consent clause, that will restore the UPA law. The way for possible climb down by the government was facilitated by BJP members moving amendments in the Joint Committee of Parliament seeking to bring back key provisions of UPA's land law including on the consent clause and social impact assessment by dropping the changes brought by Modi Government in December last year and subsequently revalidated by Ordinance thrice. Sources said all the 11 BJP members in the 30-member panel today moved amendments seeking withdrawal of the terminology "private entity", which was "private company" in the 2013 law passed during the UPA regime. Others in the Committee belong to Congress (5), Trinamool Congress (2), Janata Dal United, Samajwadi Party, BJD, Shiv Sena, NCP, BSP, TRS, LJP, CPI-M and TDP (all one each). Trinamool Congress members Derek 'O Brien and Kalyan Banerjee walked out of the meeting stating that the amendments were circulated this morning and they had little time to study. The government appears to have changed its strategy in view of the fact that assembly elections in the agrarian state of Bihar are due in a short time and the ruling party may be averse to being seen as "anti-farmer", a charge Opposition had been making against the BJP. Apart from Congress, which wanted restoration of UPA's 2013 Act, parties like Left, SP, JDU, BSP, BJD were also opposing the amendments tooth and nail. Faultlines in NDA on the Land Bill were also visible with three of BJP's allies--Shiv Sena, SAD and Swabhimani Paksha --red-flagging a number of provisions of the bill before the panel and seeking restoration of the consent and social impact assessment clauses.

"No reason for Hindus to spread terror in country" MuMbAi, August 3 (Pti): Adopting an aggressive tone over the debate on 'Hindu terrorism', the Shiv Sena today said India is "one hundred per cent a Hindu nation" and the community has no reason to spread terror in its own country. The statement comes days after Union Home Minister Rajnath Singh accused Congress of weakening the fight against terror by coining the term 'Hindu terrorism'. "Giving terror a saffron colour and playing politics over it was a cunning and selfish move. Terming Hindus as terrorists and putting a veil over green terror sponsored by Pakistan is being dishonest towards your own country," an editorial in Sena mouthpiece 'Saamana' said today. "India basically belongs to the Hindus and one hundred per cent it is a Hindu nation. Hindus have no reason to spread terror in their own country," it said. Attributing terrorism to Hindus worked against Congress as the community ensured the party's decimation in the Lok Sabha elections, it said. The Sena further asked whether terror activities in Jammu and Kashmir could be attributed to Hindu organisations. It also sought to know if the acts of Afzal Guru and Ajmal Kasab will be called as "Hindu terror". "Were Ajmal Kasab and Afzal Guru sponsored by Hindu organisations? Did Pakistan make a certain 'Kashinath' into Kasab and send him to India to spread terror?" the Sena asked. The "rumours" spread by Congress have given strength to Pakistan's conspiracies and "have filled the chests of ISI and LeT with pride", the party alleged. The Union Home Minister, after making a statement in the Lok Sabha on Gurdaspur attack last week, had said the previous UPA government had coined the term 'Hindu terrorism' to change the course of probe into the incidents of terrorism. "In this House in 2013, the then Home Minister (P Chidambaram) had coined the new terminology 'Hindu terrorism' in order to change the course of probe. Because of this, we have not been able to fight terrorism as strongly as we should be. "As a consequence of coining the new term of 'Hindu terrorism', Hafiz Sayeed (LeT founder) of Pakistan had congratulated the then Home Minister. Our government will never allow such a shameful situation again," Singh had said.

guRgAON, August 3 (iANs): Bhondsi police have booked five inmates of Bhondsi jail on charge of using mobile phones illegally in the prison premises. As many as 11 cell phones and a few SIM cards have been seized in the last two days, a senior official said. "We detected 160 mobile phones working in the Bhondsi jail and informed authorities there last week. During the subsequent search operations, some cell phones and SIMs were seized," Gurgaon Police Commissioner Navdeep Singh Virk said. He said a large number of Bhondsi jail inmates were illegally using mobile phones, including convicts and undertrials in cases of murder, attempt to murder, rob-
bery, kidnapping and frauds. "We collected information on mobile phone use through technical evidences, informers, information provided by inmates during production warrant and other sources," Assistant Commissioner of Police (ACP) Rajesh Kumar told IANS. ACP Kumar said a list of criminals using mobile phones in the jail was handed over to jail authorities. Kulbir Singh, superintendent of Bhondsi Jail, said the list of 160 criminals possibly using mobile phones from jail premises was handed over by Gurgaon police."The records of SIM cards do not match with the inmates' records. It is possible a few names on the list belong to villagers living close to the jail," he said.

But the situation at present is rendered beyond control," Mamata Banerjee, chief minister of West Bengal told reporters on Sunday. Around 200,000 people have been shifted to relief camps in districts such as Burdwan, Hoogly, Howrah and North 24 Parganas. In the remote northeastern state of Manipur, many parts of Thoubal and Chandel districts have also been affected by the rains, aid agencies said. "A massive landslide triggered by heavy
rainfall in Chandel district swept away one village claiming about 21 lives so far," a situation report from Sphere India, a network of humanitarian agencies, said. Officials said teams from the National Disaster Management Response Force and the army had been sent on search and rescue operations but roads and bridges had been washed away, making it difficult to reach stranded survivors. Jharkhand for ambushing a police patrol party in 2014, was arrested in the national capital, Delhi Police said on Monday. Chandeshwar Yadav, carrying a reward of Rs.5 lakh on his head, was taken into custody following a tip off from west Delhi's Kapashera area overnight on Sunday, Deputy Commissioner of Police Sanjeev Yadav told IANS. Yadav, the sub-zonal commander of banned Communist Party of India-Maoist (CPI-M), hails from Bihar's Gaya district. He was absconding after carrying out an Improvised Explosive Device (IED) blast and firing in an ambush on a patrolling police party on December 23, 2014. One policeman died and another was injured in the attack at Itkhori town in Chatra district, around 150 km from Ranchi. Police said Yadav was the key executioner of the ambush. "The security forces were on Yadav's trail after the ambush, but he had been elusive and had shifted to Delhi in March. A Rs.5 lakh reward was declared for his arrest by the Jharkhand government," the official said. Police said Yadav had taken shelter in a Kapashera colony where most of the dwellers are from Bihar and Jharkhand. Yadav told police that he joined the Maoist group in 2013 to avenge his thrashing by his uncle over a dispute over a cattle shed. In May 2014, he was taken to the Baroti jungles by a senior Maoist Kaushal where he met Indal Singh and Alok Yadav, two other senior Maoists, who indoctrinated him in the Maoist philosophy. Soon, he became an important figure of the CPI-M organisation and began visiting villages to spread the banned organisation's message.

otwithstanding the efforts made by the saffron lobby to pretend that Yakub Memon's religion had nothing to do with his hanging, the belief that the two are inextricably linked will not fade away. As a matter of fact, Tripura Governor Tathagata Roy, who was a member of the BJP before being chosen for the Raj Bhavan post, can be said to have let the cat out of the bag by saying that those who opposed Memon's hanging were potential terrorists. The governor's "insight" underlines two points. One is an inability of the follower of a semi-fascist ideology to understand the norms of a democracy, where it is allowed to hold views contrary not only to what the government says but even what the judiciary may pronounce. Moreover, the governor seems to believe that it is only Memon's co-religionists who were against the punishment meted out to him. But, there were many others, including Hindus, who petitioned the president against the execution. Surely, as a true saffronite, the governor
would not like to categorize these Hindus as potential terrorists. His target, therefore, was obviously the Muslims, which is in keeping with the standard Hindutva view that although not all Muslims are terrorists, all terrorists are Muslims. It is but one step to go from identifying only a particularly community with terrorism to insinuate that all its members are potential terrorists. Incidentally, this blinkered outlook ignores the role of Hindu terrorists during the anti-foreigner agitation in Assam in the 1980s with which the United Liberation Front of Assam (ULFA) was associated, and in Sri Lanka, one of whom belonging to the Liberation Tigers of Tamil Eelam (LTTE) killed former Indian prime minister Rajiv Gandhi in 1991. The involvement of Hindutva supporters has also been seen in acts of terrorism such as the blasts in 2007 in the Samjhauta Express running between India and Pakistan. The train was travelling to Lahore, which was why there were many Muslims aboard. There were 68 deaths. There are other such cases of Hindu terrorism as well about which a public prosecutor has said that she has
been asked by those in authority to go slow on them. The controversy over Memon related less to his culpability than to the belief that he may have surrendered to the Indian police and, as such, should be seen as an approver and, therefore, not sentenced to death. A newspaper article quoting a former Indian intelligence official fuelled this speculation, but since no definite conclusion was reached about whether Memon had surrendered or had been caught by the Nepal police and handed over to the Indian authorities, the execution went ahead as planned. What was remarkable about the episode was the protracted judicial process which preceded the 7.35 a.m. hanging. The fact that the Supreme Court was in session till only about two hours before the death sentence was carried out would long be a matter of judicial and political history. Not surprisingly, Memon's fate had revived the debate about whether India should follow other "civilized" countries in banning capital punishment. There has been a large measure of support for such an initiative. But, two factors have made its imple-
mentation difficult. One is the continuing threat of terrorism from Pakistan and the fact that suicide bombers sneak in from across the border from time to time, as in Gurdaspur in Punjab recently, to kill at random. One such killer, Ajmal Kasab, was caught alive during the November 26-29, 2008, Mumbai murder and mayhem by Pakistani terrorists. He was hanged in 2012. It is obvious that as long as these acts of terror continue, it will be extremely difficult for any Indian government to ban capital punishment. The other deterrent is the continuing incidents of rape. As may be expected, there is widespread fear as well as revulsion about these incidents, which were seen at its most intense following the gang rape of a young medical student in Delhi in 2012. As long as these two factors vitiate the Indian scene, judicial executions will continue even if the Supreme Court has said that it will be exercised in the rarest or rare cases. It is possible, however, that while rapists may escape the maximum punishment, the Pakistani terrorists will not. Nor will home-grown ones like Afzal
Guru, who was hanged in 2013. The BJP is making a mistake, however, by allegedly going slow on suspected Hindu terrorists and by insinuating that they were arrested by the former Congressled government at the centre to curry favour with the Muslims. By articulating this line, Home Minister Rajnath Singh is bringing the question of religious affinity back into these criminal cases, which can make the BJP's detractors say that Memon's execution was at least partly due to his being a Muslim. Prime Minister Narendra Modi may have succeeded to a considerable extent in curbing the Hindutva hotheads who are longer indulging in their provocative ghar wapsi (home coming) and love jehad antics to urge Muslims to return to their "original" faith of Hinduism and accusing Muslim youths of wooing and marrying Hindu girls in order to convert them to Islam. But the prime minister is yet to ensure that people like Rajnath Singh and Tathagata Roy do not revive memories of RSS supremo Guru Golwalkar's (1906-73) categorization of Muslims as "internal enemies".
s New Delhi, August 3 (ReuteRs): India has blocked hundreds of adult websites to prevent pornography becoming a social nuisance, a government official said on Monday, sparking a debate about censorship and freedom in the world's largest democracy. In India's first big crackdown on Internet porn, service providers have been directed to block 857 websites, N.N. Kaul, a spokesman at the department of telecommunications, told Reuters. "Free and open access to porn websites has been brought under check," Kaul said. "We don't want them to become a social nuisance." The government, in a 17-page order issued on July 31 and leaked to freedom of speech activists on Monday, listed offending sites and directed service providers to block access on the grounds of morality and decency. Last month, the Supreme Court refused to impose an outright ban after hearing a petition that said Internet porn fuelled sex crime. The court said individuals should be free to access such websites in private. But the court asked the home ministry to submit its views and the government acted after the ministry sent a letter to the telecom secretary, Kaul said. Over the weekend, several sites became inaccessible and displayed messages that they were blocked on instructions of the competent authority. The hash tag #Pornban became a trend on Twitter. "Porn ban is anti-freedom, impractical, not enforceable. Politically not very smart too. Avoidable. Let's not manage people's private lives" best-selling novelist Chetan Bhagat posted on Twitter. Kaul said the government was working on a longterm solution and suggested the ban would not remain indefinitely.

Monsoon heaps misery on Asia
Kalay, august 3 (aFP): Monsoon rains have claimed the lives of hundreds of people across Asia, authorities said Monday, as rescue workers scrambled to reach remote areas of India, Pakistan and Myanmar in the wake of flash floods and landslides. Authorities in India say more than 120 people have died across the country in recent days, while more than a million have been displaced by rains worsened by a cyclone that barrelled through the Bay of Bengal last week. On Monday rescuers resumed their search for villagers after downpours caused a landslide in remote northeastern Manipur, where an official said four bodies have been recovered from a hamlet buried by a collapsed hill. In neighbouring Myanmar the belt of heavy seasonal rains -- augmented by Cyclone Komen -- have killed 46 people so far and affected more than 200,000 with much of the country languishing under rooftophigh floods. The government there has focused relief and rescue efforts on four “national disasteraffected regions” in central and western Myanmar, where villagers have been forced to use canoes and makeshift rafts to escape the rising waters. Thousands of others are already in camps for the displaced including in Kalay, Sagaing Region, where residents told of unusually powerful flood waters swamping homes in hours. “We’ve lost all that we have. Our house is still under water,” Htay Shein, 62, told AFP from a
temporary shelter in Kalay. “We have seen floods, but never anything like this before. This year is the worst.” An AFP photographer in the area said floodwaters remained stubbornly high on Monday, with many people making their way to safety in rafts cobbled together from old tyres, salvaged wood and large plastic bottles. The United Nations warned swollen rivers threaten more areas of the country, adding it could be days before the true extent of the disaster emerges. “Logistics are extremely difficult. Assessment teams are having a hard time reaching affected areas,” said Pierre Peron, Myanmar spokesman for the United Nations Office for the Coordination of Humanitarian Affairs. BagO, august 3 (aP): Myanmar opposition leader Aung San Suu Kyi visited one of the country’s many flood-afflicted areas Monday, raising her profile during a national disaster that could have consequences in this November’s general election. Over the weekend President Thein Sein visited the areas in central Myanmar hit hardest by flooding from almost continuous rains since mid-July. On Friday, he declared four areas of the country disaster zones, but only after he had come under a barrage of criticism in the press and on social media for failing to quickly mobilize relief. The Ministry of Social Welfare, Relief and Resettlement announced Monday that the death toll from flooding has climbed to 46, with more than 200,000 people affected in 11 of the country’s 14 states and divisions. In addition to the damage to housing and farmland, infrastructure has been very badly hit, with roads and rail lines in many places cut, and telecommunication links broken. Some coastal areas took a double beating late last week when a tropical storm whipped through, posing a particular danger to badly built and poorly located camps in Rakhine state for more than 100,000 people displaced in the past few years by ethnic conflicts. Thein Sein, meeting Sunday with flood victims in northwestern Sagaing division, said waters were slowly receding and that he hoped people could soon leave evacuation shelters, many of which are located at Buddhist monasteries. He told state television that the government plans to begin reconstruction once evacuated people return to their homes. Suu Kyi, whose National League for Democracy party is expected to pose a tough challenge to Thein Sein’s ruling Union Solidarity and Development Party in the upcoming polls, on Saturday named its nationwide list of candidates. Suu Kyi will run for re-election to Parliament but is barred from becoming president under a constitution that was drafted under military rule. A referendum on the constitution was held in 2008 as Myanmar was hit by Cyclone Nargis, which killed about 140,000 people. The military government’s inability to mount a useful relief effort, and initial reluctance to accept foreign assistance, did much to discredit its ability to run the country. Suu Kyi on Monday used a small wooden boat to travel the flooded areas in Bago township, 65 miles (100 kilometers) northeast of Yangon. She visited several shelters for flood victims, where on behalf of a foundation named for her late mother, a former diplomat, she handed over donations of rice and drinking water.

BagHDaD, august 3 (aP): U.S.-led airstrikes targeting the Islamic State group in Iraq and Syria likely have killed hundreds of civilians, a report by an independent monitoring group said Monday. The coalition had no immedi-
ate comment. The report by Airwars, a project aimed at tracking the international airstrikes targeting the extremists, said it believed 57 specific strikes killed at least 459 civilians and caused 48 suspected “friendly fire”
deaths. While Airwars noted the difficulty of verifying information in territory held by the Islamic State group, which has beheaded journalists and shot dead activists, other groups have reported similar casualties
from the U.S.-led airstrikes. “Almost all claims of noncombatant deaths from alleged coalition strikes emerge within 24 hours — with graphic images of reported victims often widely disseminated,” the report said. “In this context, the present coalition policy of downplaying or denying all claims of noncombatant fatalities makes little sense, and risks handing (the) Islamic State (group) and other forces a powerful propaganda tool.” The U.S. launched airstrikes in Iraq on Aug. 8 and in Syria on Sept. 23 to target the Islamic State group. A coalition of countries later joined to help allied ground forces in both countries defeat the extremists. To date, the coalition has launched more than 5,800 airstrikes in both countries. So far, the U.S. only has acknowledged killing two civilians in its strikes: two children who were likely slain during an American airstrike targeting al-Qaida-linked militants in Syria last year. That same strike also
wounded two adults, according to an investigation released in May by the U.S. military. That strike is one of at least four ongoing U.S. military investigations into allegations of civilian casualties resulting from the airstrikes. One other probe into an airstrike in Syria and two investigations into airstrikes in Iraq are still pending. Airwars said it identified the 57 strikes through reporting from “two or more generally credible sources, often with biographical, photographic or video evidence.” The strikes also corresponded to confirmed coalition strikes conducted in the area at that time, it said. Other groups also have reported on major casualties suspected of being caused by the U.S.-led airstrikes. The Britain-based Syrian Observatory for Human Rights, which documents the Syrian conflict through a network of activists on the ground, said 173 Syrian civilians have been killed since airstrikes began. They include 53 chil-
dren under the age of 18. Most of the civilians were killed in airstrikes near oil refineries and oil fields in the northern provinces of Hassakeh, Raqqa, Aleppo and Deir el-Zour. Meanwhile, Turkey also has said it would investigate accusations by the Iraqi Kurdish regional government and activists with the Kurdistan Workers’ Party, or PKK, that its airstrikes were responsible for recent civilian casualties in the northern Iraqi town of Zargel. His speech marked the anniversary of the fall of Sinjar to the Islamic State group, which forced tens of thousands of people from Iraq’s Yazidi minority to flee into the mountains. Blatter was among a group of IOC members up for re-election for another eight-year term. But IOC President Thomas Bach said Blatter informed him by letter on July 23 that he would not stand again. "He does not deem it to be appropriate to stand for re-election for eight years knowing that after seven months his term would come to an end," Bach said on the final day of the IOC's general assembly in Kuala Lumpur. he IOC will take action against any Olympic athletes if they are found guilty of the latest doping allegations rocking the sport of track and field, IOC President Thomas Bach said Monday. Bach said it is up to the World Anti-Doping Agency to investigate the allegations, including that one-third of medals in endurance races at the Olympics and world championships from 2001 to 2012 were won by athletes who recorded suspicious blood tests. "If there should be cases involving results at Olympic Games, the IOC will react with zero tolerance with our usual policy," Bach said. German broadcaster ARD and The Sunday Times newspaper in
Britain said they obtained access to the results of 12,000 blood tests involving 5,000 athletes. The leaked files came from the database of the International Association of Athletics Federations. The report found that 146 medals — including 55 golds — in disciplines ranging from the 800 meters to the marathon at the Olympics and world championships were won by athletes who have recorded suspicious tests. The Sunday Times said that 10 medals at the 2012 London Olympics were won by athletes with suspicious results, and that in some finals every athlete in the medal positions had recorded a dubious blood test. The International Olympic Committee has previously stripped medals from athletes who have been retroactively found guilty of doping offenses dating back to the time of the
games. The IOC also stores Olympic doping samples for 10 years for possible retesting. "We have full confidence in the inquiry by WADA," Bach said. "If needed, we will follow suit ... and do everything to protect clean athletes." On a separate issue, Bach said water pollution will be among the topics for discussion when he travels to Rio de Janeiro for Wednesday's one-year countdown to the 2016 Olympics. An Associated Press investigation published last week revealed high counts of disease-causing viruses in the sewage-polluted waters where some Olympic competitions will take place. The latest ARD program, called "Doping Top Secret: The Shadowy World of Athletics," was broadcast three weeks before the world championships in Beijing, which run from Aug. 22-30. IAAF President Lamine Diack told the IOC delegates that his federation was studying the allegations and was preparing a complete response. He said some people were pressuring the IAAF to redistribute medals.
