Ex-BSF DG Pathak appointed Naga ceasefire chairman NEw DElhI, august 3 (PtI): Former Director General of BSF D K Pathak was today appointed as the new chairman of the Ceasefire Monitoring Group (CMG), created in 2001 to formalise a permanent peace accord with Naga rebels. Pathak, a 1979-batch Indian Police Service officer of the AssamMeghalaya cadre, retired as the Border Security Force Director General in February this year and will now operate from Nagaland’s capital Kohima. An order issued by the Union Home Ministry said the appointment will be for a year, from the date Pathak takes charge, adding he will “monitor the implementation of the agreed ground rules during the operation of ceasefire with NSCN/IM (Issac-Muivah), NSCN/KN (Kitovi-Neokpao) and NSCN/R (Reformation) in Nagaland.”

SETAN to stage agitation on Aug 5 KohIma, august 3 (mExN): The Special Education Teachers’ Association Nagaland (SETAN) will stage agitation on August 5 at the Directorate of School Education(DoSE),Kohima.TheAssociation will protest the government’s failure to respond to its memorandum submitted on July 12 and the termination order of 360 Special Education Teachers (SETs) issued by the department. SETAN President, TS Honwang Konyak has informed all the SETs to reach the DoSE by 9:00 am on August 5.

PMS-ST: Beneficiaries asked to apply online KohIma, august 3 (mExN): The Department of Higher Education has requested all the beneficiaries of Post Matric Scholarship for ST students (PMS-ST) to apply for the scholarship online on the National Scholarship Portal 2.0 (http:// scholarships.gov.in), where application is already open. This notification comes following the directive of the Ministry of Tribal Affairs, GoI to the Department of Higher Education in the State to use the national portal. Nagas in Myanmar to attend 21st Century Panglong Conference ZINgKalINg KhamtI, august 3 (mExN): Representatives of Naga inhabited areas in Myanmar have resolved that the civil bodies will put effort to attend the 21st Century Panglong Conference on behalf of Naga people. This was decided during the public consultative meeting on 21st Century Panglong Conference held under the aegis of Naga Literature and Culture (Central) and Council of Naga Affairs on July 30. Naga civil bodies will prepare a Naga memorandum to submit at the 21st Century Panglong Conference. Furthermore, it said that the, “Federal state status which fully guarantees the Indigenous Peoples’ Rights, enshrined in UNDRIP, 2007 shall be proposed and demanded for Naga people.”

The Naga Students’ Federation’s (NSF) phase wise agitation began on August 3 with students in educational institutions all over Nagaland wearing black badges and bands to protest the extension of Disturbed Areas Act (DAA) and the imposition of Armed Forces Special Powers Act (AFSPA). During a press conference held at the NSF office, President Subenthung Kithan announced that the agitation will continue till August 11 when a rally against the draconian laws will be held the same day at Khochiezie, Kohima Local ground. Students, and Naga apex organizations such as Naga Mothers’ Association, Naga Hoho and Naga Peoples’ Movement for Human Rights (NPMHR) will join the protest. Kithan also clarified that due to some miscommunication, the agitation in the form of wearing black badges and bands, could not fully be covered in educational institutions on the first day. Further the 3 day agitation which was supposed to be held from August 3-5 has been extended till August 11. The

August 11 rally will be held in all Naga inhabited areas and headquarters of the NSF subordinate units. The NSF has also directed students in all educational institutions in Nagaland to strictly adhere to the ongoing agitation and support the cause. After the rally, the next phase of the agitation will entail Naga apex organizations meeting the Ministry of Home Affairs for discussions on revoking the DAA and AFSPA. An action plan will further be notified in the coming days. Taking a serious note on the extension of the DAA and the AFSPA, the NSF along with Naga Mothers’ Association, Naga Hoho and NPMHR held a consultative meeting on July 25 where concerns were raised on the AFSPA and the recent threatening and filing of legal notice against the President of Pochury Students’ Union (PSU) by the Assam Rifles. Taking it forward Discussions are currently on for seeking support and solidarity from all States in India which have been affected by the AFSPA. “Nagas has always had a soft corner for any struggling people and our heart and mind goes to the peo-

ple of Kashmir now,” expressed Kenneth Mao from NMPHR, also mentioning that Nagas are taking up efforts to invite all concerned organizations in the Northeast to fight the common fight. Dark laws like AFSPA have no space in modern society, added Mao. “As far as the Wuzu killings and the threat against the President of PSU is concerned the AR has clearly forgotten that the inquiry commission is still on. The Judicial Inquiry Commission has not cleared them of their guilt. Legally too they are in no position to serve this kind of legal notice, and least of all a defamation case because perhaps it could be the other way round. To have a legal notice being served to this young student leader is highly objectionable,” said Rosemary Dzüvichü, Advisor, NMA, who also reminded that the NMA and Pochury Mothers’ Association have filed a case in the Supreme Court with all the evidences, photographs, and testimonials. The SC immediately directed the High court in Nagaland to dispose the case at the earliest. However, the NMA stated that case is facing problem due to the delay of the JIC report which is needed as a basis for the

case. Dzüvichü also asserted that Nagas should be even more concerned about the AFSPA because the draconian law was first imposed on the Nagas. “With the peace process going on for so many years, we are also tired. You (GoI) are talking of peace on one side and pointing your guns at us on the other,” expressed Dzüvichü, who has appealed to the public to join the fight against AFSPA. The NSF has further notified that a meeting will be held with all apex organizations on August 5 at 11:00 am at Hotel Japfü.

ANCSU directs students to wear black badges

The All Nagaland College Students’ Union (ANCSU) has directed all its units to comply with the NSF directive to all students in Naga inhabited areas to wear black badges from August 3-5. The black badge will be worn to show resentment against the imposition of the AFSPA and the DAA in Nagaland. In what appears to be a suspected instance of custodial death, an auto rickshaw driver passed away at a police station in Dimapur this morning. According to a reliable source, six auto rickshaw drivers were picked up Tuesday night on suspicion in relation to an ongoing investigation. They were kept at the East Police Station. However, one of them identified as Ramesh Kumar Yadav was found dead this morning. It is suspected to be a case of custodial death. Meanwhile, the Dimapur District Auto Drivers Union (DDADU) gheraoed the police station Wednesday evening demanding justice for the victim. They dispersed after the police assured that some action will be

taken by Thursday. The DDADU has vehemently condemned the “custodial death” of auto driver, Ramesh Kumar Yadav, who was picked up by the Dimapur Police on Tuesday night. “It is understood that police can arrest people for criminal activities and subject to thorough interrogation but not to such an extent of torture that someone dies in their custody,” stated K. Hokaito Zhimomi, President of the DDADU in a press release. The Union demanded an inquiry into the whole incident, which led to the death of Ramesh, and that the responsible persons/police officer be “suspended.” The police should also pay adequate compensation to the kin of the victim and justice be delivered at the earliest, asserted DDADU.

Reveals adulteration racket in the region

KohIma, august 3 (mExN): In an important move, the Kohima Police have nabbed two persons with ‘chemical solvent’ who could shed light on the logistics of adulteration in the North East region. The incident unfurled much like a potboiler. In a press release from SDPO (South) & PRO Kohima Police, Atu Zumvü IPS, informed the sequence of events. On August 8, 8:00pm, “specific information” was received from a “reliable source” that one 12 wheeler oil tanker bearing reg. no WB-235019 fully loaded with chemical solvent (composed of paint thinner and turpentine) was proceeding towards Kohima from Dimapur in a CRPF convoy. On receipt of the information, Kohima Police under the supervision of SDPO (South) Kohima conducted intensive checking to intercept the said vehicle and its occupants. As informed, the said vehicle turned up at the Peducha check-gate,

was promptly “seized” by the Police and brought to Sechü (z) police station at around 11:00 pm. According to the statement given by the driver of the oil tanker, after loading the chemical (used for mixing with liquor) from Rudrapur Deoria (Uttar Pradesh) on July 11, he proceeded towards Khatkhati in Karbi Anglong, Assam. The Police stated that the driver reached Khatkhati on July 18 and delivered the consignment to a liquor factory based there. Thereafter, as per the statement, while waiting for other consignments for his return journey, a person from Dimapur approached him on the afternoon of August 2. A deal was made for transporting ‘chemical solvent’ from Khatkhati to Imphal with transportation charges at the rate of Rs 2/per liter. According to the Police, approximately 20 thousand liters of solvent was loaded from Khatkhati to deliver to Imphal after taking the approval of the vehicle owner who is based in Kolkata. Interestingly, the “alleged owner” of the consignment who was travelling with the consignment was also

arrested along with the driver of the oil tanker. The “alleged owner” was examined and his statement allegedly revealed that he is an employee of one of the accused in the fuel adulteration racket in Dimapur. According to the Kohima Police, he also stated that he was working under him for the past five years and the actually consignment belongs to the accused. As per his statement, revealed the Police, the chemical solvent was stuck up at Sirampur since June this year because of the ongoing fuel adulteration issue in Dimapur and it was brought to Khatkhati on July 31. Thereafter, on August 2, after engaging the above referred oil tanker from UP and preparing a “fictitious” invoice in the name of ESSAR OIL LTD against the consignment from Dimapur, while proceeding to Imphal in a CRPF convoy, it was intercepted by Kohima Polive at Peducha check gate. In this connection, the Kohima Police have filed a regular case vide Sechu (Zubza) P.S case No. 0020/16 U/S 471/472/474/465/467 IPC R/W U/S 23(1)(a)(b) Petroleum Act against the two persons for further investigation.

KohIma, august 3 (mExN): The Nagaland Tribes Council (NTC) has demanded the “revocation of the de-reservation” of Dimapur area and for it to be placed at par with the “rest of other areas for uniform enforcement of ILP and all other protective provisions kept in the Constitution of India without delay.” The NTC stated this in a letter to the Chief Minister of Nagaland from NTC General Secretary Nribemo Ngullie and its President Lendinoktang Ao. It called for the extension of the Bengal Eastern Regulation Act of 1873 also called Inner line Permit (ILP) to the “entire administrative jurisdiction” of Nagaland State. Going through the history of the State, the NTC noted that the purpose of providing special provisions was to “insulate Na-

galand and its indigenous inhabitants from undue exploitations and possible suppression by outsiders.” Thus, partial enforcement of such provisions, it stated, “negates the objectivity of the protective laws of the land.” The ILP regime currently applies to all districts of Nagaland State except Dimapur. “Dimapur has become the buffer zone for the massive migration of illegal immigrants besides being the launching ground for their exploitive activities against the interest of the indigenous Nagas of Nagaland. Over the decades, we have allowed the free flow of the floating population into the restricted State of Nagaland through Dimapur area, and now our state is being filled by doubtful entities,” claimed the Council. The NTC warned that if

the population influx continues at the same rate, the “the indigenous Nagas of Nagaland will become secondary citizens and servants to the floating population in all respect sooner than expected.” Alleging that agencies of the State Government are responsible for opening the “flood gate” for “unwanted population,” the NTC asked for them to “wake up” before it is too late. It also reminded the Government of Nagaland that when the Government of Assam intensifies its National Register of Citizens process, Nagaland will become a “soft target” as a “convenient haven” for those “rejected.” In view of the ongoing trends, “Nagaland is facing the most vulnerable phase lest the Government acts befittingly,” warned the Council.

KohIma, august 3 (mExN): In an important move, the Kohima Police have nabbed two persons with ‘chemical solvent’ who could shed light on the logistics of adulteration in the North East region. The incident unfurled much like a potboiler. In a press release from SDPO (South) & PRO Kohima Police, Atu Zumvü IPS, informed the sequence of events. On August 8, 8:00pm, “specific information” was received from a “reliable source” that one 12 wheeler oil tanker bearing reg. no WB-235019 fully loaded with chemical solvent (composed of paint thinner and turpentine) was proceeding towards Kohima from Dimapur in a CRPF convoy. On receipt of the information, Kohima Police under the supervision of SDPO (South) Kohima conducted intensive checking to intercept the said vehicle and its occupants. As informed, the said vehicle turned up at the Peducha check-gate,

was promptly “seized” by the Police and brought to Sechü (z) police station at around 11:00 pm. According to the statement given by the driver of the oil tanker, after loading the chemical (used for mixing with liquor) from Rudrapur Deoria (Uttar Pradesh) on July 11, he proceeded towards Khatkhati in Karbi Anglong, Assam. The Police stated that the driver reached Khatkhati on July 18 and delivered the consignment to a liquor factory based there. Thereafter, as per the statement, while waiting for other consignments for his return journey, a person from Dimapur approached him on the afternoon of August 2. A deal was made for transporting ‘chemical solvent’ from Khatkhati to Imphal with transportation charges at the rate of Rs 2/per liter. According to the Police, approximately 20 thousand liters of solvent was loaded from Khatkhati to deliver to Imphal after taking the approval of the vehicle owner who is based in Kolkata. Interestingly, the “alleged owner” of the consignment who was travelling with the consignment was also

arrested along with the driver of the oil tanker. The “alleged owner” was examined and his statement allegedly revealed that he is an employee of one of the accused in the fuel adulteration racket in Dimapur. According to the Kohima Police, he also stated that he was working under him for the past five years and the actually consignment belongs to the accused. As per his statement, revealed the Police, the chemical solvent was stuck up at Sirampur since June this year because of the ongoing fuel adulteration issue in Dimapur and it was brought to Khatkhati on July 31. Thereafter, on August 2, after engaging the above referred oil tanker from UP and preparing a “fictitious” invoice in the name of ESSAR OIL LTD against the consignment from Dimapur, while proceeding to Imphal in a CRPF convoy, it was intercepted by Kohima Polive at Peducha check gate. In this connection, the Kohima Police have filed a regular case vide Sechu (Zubza) P.S case No. 0020/16 U/S 471/472/474/465/467 IPC R/W U/S 23(1)(a)(b) Petroleum Act against the two persons for further investigation.

KohIma, august 3 (mExN): The Nagaland Tribes Council (NTC) has demanded the “revocation of the de-reservation” of Dimapur area and for it to be placed at par with the “rest of other areas for uniform enforcement of ILP and all other protective provisions kept in the Constitution of India without delay.” The NTC stated this in a letter to the Chief Minister of Nagaland from NTC General Secretary Nribemo Ngullie and its President Lendinoktang Ao. It called for the extension of the Bengal Eastern Regulation Act of 1873 also called Inner line Permit (ILP) to the “entire administrative jurisdiction” of Nagaland State. Going through the history of the State, the NTC noted that the purpose of providing special provisions was to “insulate Na-

galand and its indigenous inhabitants from undue exploitations and possible suppression by outsiders.” Thus, partial enforcement of such provisions, it stated, “negates the objectivity of the protective laws of the land.” The ILP regime currently applies to all districts of Nagaland State except Dimapur. “Dimapur has become the buffer zone for the massive migration of illegal immigrants besides being the launching ground for their exploitive activities against the interest of the indigenous Nagas of Nagaland. Over the decades, we have allowed the free flow of the floating population into the restricted State of Nagaland through Dimapur area, and now our state is being filled by doubtful entities,” claimed the Council. The NTC warned that if

the population influx continues at the same rate, the “the indigenous Nagas of Nagaland will become secondary citizens and servants to the floating population in all respect sooner than expected.” Alleging that agencies of the State Government are responsible for opening the “flood gate” for “unwanted population,” the NTC asked for them to “wake up” before it is too late. It also reminded the Government of Nagaland that when the Government of Assam intensifies its National Register of Citizens process, Nagaland will become a “soft target” as a “convenient haven” for those “rejected.” In view of the ongoing trends, “Nagaland is facing the most vulnerable phase lest the Government acts befittingly,” warned the Council.

The Naga Students’ Federation’s (NSF) phase wise agitation began on August 3 with students in educational institutions all over Nagaland wearing black badges and bands to protest the extension of Disturbed Areas Act (DAA) and the imposition of Armed Forces Special Powers Act (AFSPA). During a press conference held at the NSF office, President Subenthung Kithan announced that the agitation will continue till August 11 when a rally against the draconian laws will be held the same day at Khochiezie, Kohima Local ground. Students, and Naga apex organizations such as Naga Mothers’ Association, Naga Hoho and Naga Peoples’ Movement for Human Rights (NPMHR) will join the protest. Kithan also clarified that due to some miscommunication, the agitation in the form of wearing black badges and bands, could not fully be covered in educational institutions on the first day. Further the 3 day agitation which was supposed to be held from August 3-5 has been extended till August 11. The

August 11 rally will be held in all Naga inhabited areas and headquarters of the NSF subordinate units. The NSF has also directed students in all educational institutions in Nagaland to strictly adhere to the ongoing agitation and support the cause. After the rally, the next phase of the agitation will entail Naga apex organizations meeting the Ministry of Home Affairs for discussions on revoking the DAA and AFSPA. An action plan will further be notified in the coming days. Taking a serious note on the extension of the DAA and the AFSPA, the NSF along with Naga Mothers’ Association, Naga Hoho and NPMHR held a consultative meeting on July 25 where concerns were raised on the AFSPA and the recent threatening and filing of legal notice against the President of Pochury Students’ Union (PSU) by the Assam Rifles. Taking it forward Discussions are currently on for seeking support and solidarity from all States in India which have been affected by the AFSPA. “Nagas has always had a soft corner for any struggling people and our heart and mind goes to the peo-

ple of Kashmir now,” expressed Kenneth Mao from NMPHR, also mentioning that Nagas are taking up efforts to invite all concerned organizations in the Northeast to fight the common fight. Dark laws like AFSPA have no space in modern society, added Mao. “As far as the Wuzu killings and the threat against the President of PSU is concerned the AR has clearly forgotten that the inquiry commission is still on. The Judicial Inquiry Commission has not cleared them of their guilt. Legally too they are in no position to serve this kind of legal notice, and least of all a defamation case because perhaps it could be the other way round. To have a legal notice being served to this young student leader is highly objectionable,” said Rosemary Dzüvichü, Advisor, NMA, who also reminded that the NMA and Pochury Mothers’ Association have filed a case in the Supreme Court with all the evidences, photographs, and testimonials. The SC immediately directed the High court in Nagaland to dispose the case at the earliest. However, the NMA stated that case is facing problem due to the delay of the JIC report which is needed as a basis for the

case. Dzüvichü also asserted that Nagas should be even more concerned about the AFSPA because the draconian law was first imposed on the Nagas. “With the peace process going on for so many years, we are also tired. You (GoI) are talking of peace on one side and pointing your guns at us on the other,” expressed Dzüvichü, who has appealed to the public to join the fight against AFSPA. The NSF has further notified that a meeting will be held with all apex organizations on August 5 at 11:00 am at Hotel Japfü.

ANCSU directs students to wear black badges

In what appears to be a suspected instance of custodial death, an auto rickshaw driver passed away at a police station in Dimapur this morning. According to a reliable source, six auto rickshaw drivers were picked up Tuesday night on suspicion in relation to an ongoing investigation. They were kept at the East Police Station. In what appears to be a suspected instance of custodial death, an auto rickshaw driver passed away at a police station in Dimapur this morning. According to a reliable source, six auto rickshaw drivers were picked up Tuesday night on suspicion in relation to an ongoing investigation. They were kept at the East Police Station. However, one of them identified as Ramesh Kumar Yadav was found dead this morning. It is suspected to be a case of custodial death. Meanwhile, the Dimapur District Auto Drivers Union (DDADU) gheraoed the police station Wednesday evening demanding justice for the victim. They dispersed after the police assured that some action will be

The DDADU has vehemently condemned the “custodial death” of auto driver, Ramesh Kumar Yadav, who was picked up by the Dimapur Police on Tuesday night. “It is understood that police can arrest people for criminal activities and subject to thorough interrogation but not to such an extent of torture that someone dies in their custody,” stated K. KohIma, august 3 (mExN): In an important move, the Kohima Police have nabbed two persons with ‘chemical solvent’ who could shed light on the logistics of adulteration in the North East region. The incident unfurled much like a potboiler. In a press release from SDPO (South) & PRO Kohima Police, Atu Zumvü IPS, informed the sequence of events. On August 8, 8:00pm, “specific information” was received from a “reliable source” that one 12 wheeler oil tanker bearing reg. no WB-235019 fully loaded with chemical solvent (composed of paint thinner and turpentine) was proceeding towards Kohima from Dimapur in a CRPF convoy. On receipt of the information, Kohima Police under the supervision of SDPO (South) Kohima conducted intensive checking to intercept the said vehicle and its occupants. As informed, the said vehicle turned up at the Peducha check-gate,

According to the statement given by the driver of the oil tanker, after loading the chemical (used for mixing with liquor) from Rudrapur Deoria (Uttar Pradesh) on July 11, he proceeded towards Khatkhati in Karbi Anglong, Assam. The Police stated that the driver reached Khatkhati on July 18 and delivered the consignment to a liquor factory based there. Thereafter, as per the statement, while waiting for other consignments for his return journey, a person from Dimapur approached him on the afternoon of August 2. A deal was made for transporting ‘chemical solvent’ from Khatkhati to Imphal with transportation charges at the rate of Rs 2/per liter. According to the Police, approximately 20 thousand liters of solvent was loaded from Khatkhati to deliver to Imphal after taking the approval of the vehicle owner who is based in Kolkata. Interestingly, the “alleged owner” of the consignment who was travelling with the consignment was also

arrested along with the driver of the oil tanker. The “alleged owner” was examined and his statement allegedly revealed that he is an employee of one of the accused in the fuel adulteration racket in Dimapur. According to the Kohima Police, he also stated that he was working under him for the past five years and the actually consignment belongs to the accused. As per his statement, revealed the Police, the chemical solvent was stuck up at Sirampur since June this year because of the ongoing fuel adulteration issue in Dimapur and it was brought to Khatkhati on July 31. Thereafter, on August 2, after engaging the above referred oil tanker from UP and preparing a “fictitious” invoice in the name of ESSAR OIL LTD against the consignment from Dimapur, while proceeding to Imphal in a CRPF convoy, it was intercepted by Kohima Polive at Peducha check gate. In this connection, the Kohima Police have filed a regular case vide Sechu (Zubza) P.S case No. 0020/16 U/S 471/472/474/465/467 IPC R/W U/S 23(1)(a)(b) Petroleum Act against the two persons for further investigation.

KohIma, august 3 (mExN): The Nagaland Tribes Council (NTC) has demanded the “revocation of the de-reservation” of Dimapur area and for it to be placed at par with the “rest of other areas for uniform enforcement of ILP and all other protective provisions kept in the Constitution of India without delay.” The NTC stated this in a letter to the Chief Minister of Nagaland from NTC General Secretary Nribemo Ngullie and its President Lendinoktang Ao. It called for the extension of the Bengal Eastern Regulation Act of 1873 also called Inner line Permit (ILP) to the “entire administrative jurisdiction” of Nagaland State. Going through the history of the State, the NTC noted that the purpose of providing special provisions was to “insulate Na-

galand and its indigenous inhabitants from undue exploitations and possible suppression by outsiders.” Thus, partial enforcement of such provisions, it stated, “negates the objectivity of the protective laws of the land.” The ILP regime currently applies to all districts of Nagaland State except Dimapur. “Dimapur has become the buffer zone for the massive migration of illegal immigrants besides being the launching ground for their exploitive activities against the interest of the indigenous Nagas of Nagaland. Over the decades, we have allowed the free flow of the floating population into the restricted State of Nagaland through Dimapur area, and now our state is being filled by doubtful entities,” claimed the Council. The NTC warned that if

the population influx continues at the same rate, the “the indigenous Nagas of Nagaland will become secondary citizens and servants to the floating population in all respect sooner than expected.” Alleging that agencies of the State Government are responsible for opening the “flood gate” for “unwanted population,” the NTC asked for them to “wake up” before it is too late. It also reminded the Government of Nagaland that when the Government of Assam intensifies its National Register of Citizens process, Nagaland will become a “soft target” as a “convenient haven” for those “rejected.” In view of the ongoing trends, “Nagaland is facing the most vulnerable phase lest the Government acts befittingly,” warned the Council.

Pathak, a 1979-batch Indian Police Service officer of the AssamMeghalaya cadre, retired as the Border Security Force Director General in February this year and will now operate from Nagaland’s capital Kohima. The Naga Students’ Federation’s (NSF) phase wise agitation began on August 3 with students in educational institutions all over Nagaland wearing black badges and bands to protest the extension of Disturbed Areas Act (DAA) and the imposition of Armed Forces Special Powers Act (AFSPA). During a press conference held at the NSF office, President Subenthung Kithan announced that the agitation will continue till August 11 when a rally against the draconian laws will be held the same day at Khochiezie, Kohima Local ground. Students, and Naga apex organizations such as Naga Mothers’ Association, Naga Hoho and Naga Peoples’ Movement for Human Rights (NPMHR) will join the protest. Kithan also clarified that due to some miscommunication, the agitation in the form of wearing black badges and bands, could not fully be covered in educational institutions on the first day. Further the 3 day agitation which was supposed to be held from August 3-5 has been extended till August 11. The

August 11 rally will be held in all Naga inhabited areas and headquarters of the NSF subordinate units. The NSF has also directed students in all educational institutions in Nagaland to strictly adhere to the ongoing agitation and support the cause. After the rally, the next phase of the agitation will entail Naga apex organizations meeting the Ministry of Home Affairs for discussions on revoking the DAA and AFSPA. An action plan will further be notified in the coming days. Taking a serious note on the extension of the DAA and the AFSPA, the NSF along with Naga Mothers’ Association, Naga Hoho and NPMHR held a consultative meeting on July 25 where concerns were raised on the AFSPA and the recent threatening and filing of legal notice against the President of Pochury Students’ Union (PSU) by the Assam Rifles. Taking it forward Discussions are currently on for seeking support and solidarity from all States in India which have been affected by the AFSPA. “Nagas has always had a soft corner for any struggling people and our heart and mind goes to the peo-

ple of Kashmir now,” expressed Kenneth Mao from NMPHR, also mentioning that Nagas are taking up efforts to invite all concerned organizations in the Northeast to fight the common fight. Dark laws like AFSPA have no space in modern society, added Mao. “As far as the Wuzu killings and the threat against the President of PSU is concerned the AR has clearly forgotten that the inquiry commission is still on. The Judicial Inquiry Commission has not cleared them of their guilt. Legally too they are in no position to serve this kind of legal notice, and least of all a defamation case because perhaps it could be the other way round. To have a legal notice being served to this young student leader is highly objectionable,” said Rosemary Dzüvichü, Advisor, NMA, who also reminded that the NMA and Pochury Mothers’ Association have filed a case in the Supreme Court with all the evidences, photographs, and testimonials. The SC immediately directed the High court in Nagaland to dispose the case at the earliest. However, the NMA stated that case is facing problem due to the delay of the JIC report which is needed as a basis for the

case. Dzüvichü also asserted that Nagas should be even more concerned about the AFSPA because the draconian law was first imposed on the Nagas. “With the peace process going on for so many years, we are also tired. You (GoI) are talking of peace on one side and pointing your guns at us on the other,” expressed Dzüvichü, who has appealed to the public to join the fight against AFSPA. In what appears to be a suspected instance of custodial death, an auto rickshaw driver passed away at a police station in Dimapur this morning. According to a reliable source, six auto rickshaw drivers were picked up Tuesday night on suspicion in relation to an ongoing investigation. They were kept at the East Police Station. However, one of them identified as Ramesh Kumar Yadav was found dead this morning. It is suspected to be a case of custodial death. Meanwhile, the Dimapur District Auto Drivers Union (DDADU) gheraoed the police station Wednesday evening demanding justice for the victim. They dispersed after the police assured that some action will be

taken by Thursday. The DDADU has vehemently condemned the “custodial death” of auto driver, Ramesh Kumar Yadav, who was picked up by the Dimapur Police on Tuesday night. “It is understood that police can arrest people for criminal activities and subject to thorough interrogation but not to such an extent of torture that someone dies in their custody,” stated K. Hokaito Zhimomi, President of the DDADU in a press release. The Union demanded an inquiry into the whole incident, which led to the death of Ramesh, and that the responsible persons/police officer be “suspended.” The police should also pay adequate compensation to the kin of the victim and justice be delivered at the earliest, asserted DDADU.

KohIma, august 3 (mExN): In an important move, the Kohima Police have nabbed two persons with ‘chemical solvent’ who could shed light on the logistics of adulteration in the North East region. The incident unfurled much like a potboiler. In a press release from SDPO (South) & PRO Kohima Police, Atu Zumvü IPS, informed the sequence of events. On August 8, 8:00pm, “specific information” was received from a “reliable source” that one 12 wheeler oil tanker bearing reg. no WB-235019 fully loaded with chemical solvent (composed of paint thinner and turpentine) was proceeding towards Kohima from Dimapur in a CRPF convoy. On receipt of the information, Kohima Police under the supervision of SDPO (South) Kohima conducted intensive checking to intercept the said vehicle and its occupants. As informed, the said vehicle turned up at the Peducha check-gate,

was promptly “seized” by the Police and brought to Sechü (z) police station at around 11:00 pm. According to the statement given by the driver of the oil tanker, after loading the chemical (used for mixing with liquor) from Rudrapur Deoria (Uttar Pradesh) on July 11, he proceeded towards Khatkhati in Karbi Anglong, Assam. The Police stated that the driver reached Khatkhati on July 18 and delivered the consignment to a liquor factory based there. Thereafter, as per the statement, while waiting for other consignments for his return journey, a person from Dimapur approached him on the afternoon of August 2. A deal was made for transporting ‘chemical solvent’ from Khatkhati to Imphal with transportation charges at the rate of Rs 2/per liter. According to the Police, approximately 20 thousand liters of solvent was loaded from Khatkhati to deliver to Imphal after taking the approval of the vehicle owner who is based in Kolkata. Interestingly, the “alleged owner” of the consignment who was travelling with the consignment was also

arrested along with the driver of the oil tanker. The “alleged owner” was examined and his statement allegedly revealed that he is an employee of one of the accused in the fuel adulteration racket in Dimapur. According to the Kohima Police, he also stated that he was working under him for the past five years and the actually consignment belongs to the accused. As per his statement, revealed the Police, the chemical solvent was stuck up at Sirampur since June this year because of the ongoing fuel adulteration issue in Dimapur and it was brought to Khatkhati on July 31. Thereafter, on August 2, after engaging the above referred oil tanker from UP and preparing a “fictitious” invoice in the name of ESSAR OIL LTD against the consignment from Dimapur, while proceeding to Imphal in a CRPF convoy, it was intercepted by Kohima Polive at Peducha check gate. In this connection, the Kohima Police have filed a regular case vide Sechu (Zubza) P.S case No. 0020/16 U/S 471/472/474/465/467 IPC R/W U/S 23(1)(a)(b) Petroleum Act against the two persons for further investigation.

KohIma, august 3 (mExN): The Nagaland Tribes Council (NTC) has demanded the “revocation of the de-reservation” of Dimapur area and for it to be placed at par with the “rest of other areas for uniform enforcement of ILP and all other protective provisions kept in the Constitution of India without delay.” The NTC stated this in a letter to the Chief Minister of Nagaland from NTC General Secretary Nribemo Ngullie and its President Lendinoktang Ao. It called for the extension of the Bengal Eastern Regulation Act of 1873 also called Inner line Permit (ILP) to the “entire administrative jurisdiction” of Nagaland State. Going through the history of the State, the NTC noted that the purpose of providing special provisions was to “insulate Na-

galand and its indigenous inhabitants from undue exploitations and possible suppression by outsiders.” Thus, partial enforcement of such provisions, it stated, “negates the objectivity of the protective laws of the land.” The ILP regime currently applies to all districts of Nagaland State except Dimapur. “Dimapur has become the buffer zone for the massive migration of illegal immigrants besides being the launching ground for their exploitive activities against the interest of the indigenous Nagas of Nagaland. Over the decades, we have allowed the free flow of the floating population into the restricted State of Nagaland through Dimapur area, and now our state is being filled by doubtful entities,” claimed the Council. The NTC warned that if

the population influx continues at the same rate, the “the indigenous Nagas of Nagaland will become secondary citizens and servants to the floating population in all respect sooner than expected.” Alleging that agencies of the State Government are responsible for opening the “flood gate” for “unwanted population,” the NTC asked for them to “wake up” before it is too late. KohIma, august 3 (mExN): In an important move, the Kohima Police have nabbed two persons with ‘chemical solvent’ who could shed light on the logistics of adulteration in the North East region. The incident unfurled much like a potboiler. In a press release from SDPO (South) & PRO Kohima Police, Atu Zumvü IPS, informed the sequence of events. On August 8, 8:00pm, “specific information” was received from a “reliable source” that one 12 wheeler oil tanker bearing reg. no WB-235019 fully loaded with chemical solvent (composed of paint thinner and turpentine) was proceeding towards Kohima from Dimapur in a CRPF convoy. On receipt of the information, Kohima Police under the supervision of SDPO (South) Kohima conducted intensive checking to intercept the said vehicle and its occupants. As informed, the said vehicle turned up at the Peducha check-gate,

was promptly “seized” by the Police and brought to Sechü (z) police station at around 11:00 pm. According to the statement given by the driver of the oil tanker, after loading the chemical (used for mixing with liquor) from Rudrapur Deoria (Uttar Pradesh) on July 11, he proceeded towards Khatkhati in Karbi Anglong, Assam. The Police stated that the driver reached Khatkhati on July 18 and delivered the consignment to a liquor factory based there. Thereafter, as per the statement, while waiting for other consignments for his return journey, a person from Dimapur approached him on the afternoon of August 2. A deal was made for transporting ‘chemical solvent’ from Khatkhati to Imphal with transportation charges at the rate of Rs 2/per liter. According to the Police, approximately 20 thousand liters of solvent was loaded from Khatkhati to deliver to Imphal after taking the approval of the vehicle owner who is based in Kolkata. Interestingly, the “alleged owner” of the consignment who was travelling with the consignment was also

arrested along with the driver of the oil tanker. The “alleged owner” was examined and his statement allegedly revealed that he is an employee of one of the accused in the fuel adulteration racket in Dimapur. According to the Kohima Police, he also stated that he was working under him for the past five years and the actually consignment belongs to the accused. As per his statement, revealed the Police, the chemical solvent was stuck up at Sirampur since June this year because of the ongoing fuel adulteration issue in Dimapur and it was brought to Khatkhati on July 31. Thereafter, on August 2, after engaging the above referred oil tanker from UP and preparing a “fictitious” invoice in the name of ESSAR OIL LTD against the consignment from Dimapur, while proceeding to Imphal in a CRPF convoy, it was intercepted by Kohima Polive at Peducha check gate. In this connection, the Kohima Police have filed a regular case vide Sechu (Zubza) P.S case No. 0020/16 U/S 471/472/474/465/467 IPC R/W U/S 23(1)(a)(b) Petroleum Act against the two persons for further investigation.

KohIma, august 3 (mExN): The Nagaland Tribes Council (NTC) has demanded the “revocation of the de-reservation” of Dimapur area and for it to be placed at par with the “rest of other areas for uniform enforcement of ILP and all other protective provisions kept in the Constitution of India without delay.” The NTC stated this in a letter to the Chief Minister of Nagaland from NTC General Secretary Nribemo Ngullie and its President Lendinoktang Ao. It called for the extension of the Bengal Eastern Regulation Act of 1873 also called Inner line Permit (ILP) to the “entire administrative jurisdiction” of Nagaland State. Going through the history of the State, the NTC noted that the purpose of providing special provisions was to “insulate Na-

galand and its indigenous inhabitants from undue exploitations and possible suppression by outsiders.” Thus, partial enforcement of such provisions, it stated, “negates the objectivity of the protective laws of the land.” The ILP regime currently applies to all districts of Nagaland State except Dimapur. “Dimapur has become the buffer zone for the massive migration of illegal immigrants besides being the launching ground for their exploitive activities against the interest of the indigenous Nagas of Nagaland. Over the decades, we have allowed the free flow of the floating population into the restricted State of Nagaland through Dimapur area, and now our state is being filled by doubtful entities,” claimed the Council. The NTC warned that if

the population influx continues at the same rate, the “the indigenous Nagas of Nagaland will become secondary citizens and servants to the floating population in all respect sooner than expected.” Alleging that agencies of the State Government are responsible for opening the “flood gate” for “unwanted population,” the NTC asked for them to “wake up” before it is too late. It also reminded the Government of Nagaland that when the Government of Assam intensifies its National Register of Citizens process, Nagaland will become a “soft target” as a “convenient haven” for those “rejected.” In view of the ongoing trends, “Nagaland is facing the most vulnerable phase lest the Government acts befittingly,” warned the Council.

The Naga Students’ Federation’s (NSF) phase wise agitation began on August 3 with students in educational institutions all over Nagaland wearing black badges and bands to protest the extension of Disturbed Areas Act (DAA) and the imposition of Armed Forces Special Powers Act (AFSPA). During a press conference held at the NSF office, President Subenthung Kithan announced that the agitation will continue till August 11 when a rally against the draconian laws will be held the same day at Khochiezie, Kohima Local ground. Students, and Naga apex organizations such as Naga Mothers’ Association, Naga Hoho and Naga Peoples’ Movement for Human Rights (NPMHR) will join the protest. Kithan also clarified that due to some miscommunication, the agitation in the form of wearing black badges and bands, could not fully be covered in educational institutions on the first day. Further the 3 day agitation which was supposed to be held from August 3-5 has been extended till August 11. The

August 11 rally will be held in all Naga inhabited areas and headquarters of the NSF subordinate units. The NSF has also directed students in all educational institutions in Nagaland to strictly adhere to the ongoing agitation and support the cause. After the rally, the next phase of the agitation will entail Naga apex organizations meeting the Ministry of Home Affairs for discussions on revoking the DAA and AFSPA. An action plan will further be notified in the coming days. Taking a serious note on the extension of the DAA and the AFSPA, the NSF along with Naga Mothers’ Association, Naga Hoho and NPMHR held a consultative meeting on July 25 where concerns were raised on the AFSPA and the recent threatening and filing of legal notice against the President of Pochury Students’ Union (PSU) by the Assam Rifles. Taking it forward Discussions are currently on for seeking support and solidarity from all States in India which have been affected by the AFSPA. “Nagas has always had a soft corner for any struggling people and our heart and mind goes to the peo-

ple of Kashmir now,” expressed Kenneth Mao from NMPHR, also mentioning that Nagas are taking up efforts to invite all concerned organizations in the Northeast to fight the common fight. Dark laws like AFSPA have no space in modern society, added Mao. “As far as the Wuzu killings and the threat against the President of PSU is concerned the AR has clearly forgotten that the inquiry commission is still on. The Judicial Inquiry Commission has not cleared them of their guilt. Legally too they are in no position to serve this kind of legal notice, and least of all a defamation case because perhaps it could be the other way round. To have a legal notice being served to this young student leader is highly objectionable,” said Rosemary Dzüvichü, Advisor, NMA, who also reminded that the NMA and Pochury Mothers’ Association have filed a case in the Supreme Court with all the evidences, photographs, and testimonials. The SC immediately directed the High court in Nagaland to dispose the case at the earliest. However, the NMA stated that case is facing problem due to the delay of the JIC report which is needed as a basis for the

case. Dzüvichü also asserted that Nagas should be even more concerned about the AFSPA because the draconian law was first imposed on the Nagas. “With the peace process going on for so many years, we are also tired. You (GoI) are talking of peace on one side and pointing your guns at us on the other,” expressed Dzüvichü, who has appealed to the public to join the fight against AFSPA. The NSF has further notified that a meeting will be held with all apex organizations on August 5 at 11:00 am at Hotel Japfü.

ANCSU directs students to wear black badges

In what appears to be a suspected instance of custodial death, an auto rickshaw driver passed away at a police station in Dimapur this morning. According to a reliable source, six auto rickshaw drivers were picked up Tuesday night on suspicion in relation to an ongoing investigation. They were kept at the East Police Station. However, one of them identified as Ramesh Kumar Yadav was found dead this morning. It is suspected to be a case of custodial death. Meanwhile, the Dimapur District Auto Drivers Union (DDADU) gheraoed the police station Wednesday evening demanding justice for the victim. They dispersed after the police assured that some action will be

KohIma, august 3 (mExN): In an important move, the Kohima Police have nabbed two persons with ‘chemical solvent’ who could shed light on the logistics of adulteration in the North East region. The incident unfurled much like a potboiler. In a press release from SDPO (South) & PRO Kohima Police, Atu Zumvü IPS, informed the sequence of events. On August 8, 8:00pm, “specific information” was received from a “reliable source” that one 12 wheeler oil tanker bearing reg. no WB-235019 fully loaded with chemical solvent (composed of paint thinner and turpentine) was proceeding towards Kohima from Dimapur in a CRPF convoy. On receipt of the information, Kohima Police under the supervision of SDPO (South) Kohima conducted intensive checking to intercept the said vehicle and its occupants. As informed, the said vehicle turned up at the Peducha check-gate,

According to the statement given by the driver of the oil tanker, after loading the chemical (used for mixing with liquor) from Rudrapur Deoria (Uttar Pradesh) on July 11, he proceeded towards Khatkhati in Karbi Anglong, Assam. The Police stated that the driver reached Khatkhati on July 18 and delivered the consignment to a liquor factory based there. Thereafter, as per the statement, while waiting for other consignments for his return journey, a person from Dimapur approached him on the afternoon of August 2. A deal was made for transporting ‘chemical solvent’ from Khatkhati to Imphal with transportation charges at the rate of Rs 2/per liter. According to the Police, approximately 20 thousand liters of solvent was loaded from Khatkhati to deliver to Imphal after taking the approval of the vehicle owner who is based in Kolkata. Interestingly, the “alleged owner” of the consignment who was travelling with the consignment was also

arrested along with the driver of the oil tanker. The “alleged owner” was examined and his statement allegedly revealed that he is an employee of one of the accused in the fuel adulteration racket in Dimapur. According to the Kohima Police, he also stated that he was working under him for the past five years and the actually consignment belongs to the accused. As per his statement, revealed the Police, the chemical solvent was stuck up at Sirampur since June this year because of the ongoing fuel adulteration issue in Dimapur and it was brought to Khatkhati on July 31. Thereafter, on August 2, after engaging the above referred oil tanker from UP and preparing a “fictitious” invoice in the name of ESSAR OIL LTD against the consignment from Dimapur, while proceeding to Imphal in a CRPF convoy, it was intercepted by Kohima Polive at Peducha check gate. In this connection, the Kohima Police have filed a regular case vide Sechu (Zubza) P.S case No. 0020/16 U/S 471/472/474/465/467 IPC R/W U/S 23(1)(a)(b) Petroleum Act against the two persons for further investigation.

KohIma, august 3 (mExN): The Nagaland Tribes Council (NTC) has demanded the “revocation of the de-reservation” of Dimapur area and for it to be placed at par with the “rest of other areas for uniform enforcement of ILP and all other protective provisions kept in the Constitution of India without delay.” The NTC stated this in a letter to the Chief Minister of Nagaland from NTC General Secretary Nribemo Ngullie and its President Lendinoktang Ao. It called for the extension of the Bengal Eastern Regulation Act of 1873 also called Inner line Permit (ILP) to the “entire administrative jurisdiction” of Nagaland State. Going through the history of the State, the NTC noted that the purpose of providing special provisions was to “insulate Na-

galand and its indigenous inhabitants from undue exploitations and possible suppression by outsiders.” Thus, partial enforcement of such provisions, it stated, “negates the objectivity of the protective laws of the land.” The ILP regime currently applies to all districts of Nagaland State except Dimapur. “Dimapur has become the buffer zone for the massive migration of illegal immigrants besides being the launching ground for their exploitive activities against the interest of the indigenous Nagas of Nagaland. Over the decades, we have allowed the free flow of the floating population into the restricted State of Nagaland through Dimapur area, and now our state is being filled by doubtful entities,” claimed the Council. The NTC warned that if

the population influx continues at the same rate, the “the indigenous Nagas of Nagaland will become secondary citizens and servants to the floating population in all respect sooner than expected.” Alleging that agencies of the State Government are responsible for opening the “flood gate” for “unwanted population,” the NTC asked for them to “wake up” before it is too late. It also reminded the Government of Nagaland that when the Government of Assam intensifies its National Register of Citizens process, Nagaland will become a “soft target” as a “convenient haven” for those “rejected.” In view of the ongoing trends, “Nagaland is facing the most vulnerable phase lest the Government acts befittingly,” warned the Council.

Pathak, a 1979-batch Indian Police Service officer of the AssamMeghalaya cadre, retired as the Border Security Force Director General in February this year and will now operate from Nagaland’s capital Kohima. The Naga Students’ Federation’s (NSF) phase wise agitation began on August 3 with students in educational institutions all over Nagaland wearing black badges and bands to protest the extension of Disturbed Areas Act (DAA) and the imposition of Armed Forces Special Powers Act (AFSPA). During a press conference held at the NSF office, President Subenthung Kithan announced that the agitation will continue till August 11 when a rally against the draconian laws will be held the same day at Khochiezie, Kohima Local ground. Students, and Naga apex organizations such as Naga Mothers’ Association, Naga Hoho and Naga Peoples’ Movement for Human Rights (NPMHR) will join the protest. Kithan also clarified that due to some miscommunication, the agitation in the form of wearing black badges and bands, could not fully be covered in educational institutions on the first day. Further the 3 day agitation which was supposed to be held from August 3-5 has been extended till August 11. The

August 11 rally will be held in all Naga inhabited areas and headquarters of the NSF subordinate units. The NSF has also directed students in all educational institutions in Nagaland to strictly adhere to the ongoing agitation and support the cause. After the rally, the next phase of the agitation will entail Naga apex organizations meeting the Ministry of Home Affairs for discussions on revoking the DAA and AFSPA. An action plan will further be notified in the coming days. Taking a serious note on the extension of the DAA and the AFSPA, the NSF along with Naga Mothers’ Association, Naga Hoho and NPMHR held a consultative meeting on July 25 where concerns were raised on the AFSPA and the recent threatening and filing of legal notice against the President of Pochury Students’ Union (PSU) by the Assam Rifles. Taking it forward Discussions are currently on for seeking support and solidarity from all States in India which have been affected by the AFSPA. “Nagas has always had a soft corner for any struggling people and our heart and mind goes to the peo-

ple of Kashmir now,” expressed Kenneth Mao from NMPHR, also mentioning that Nagas are taking up efforts to invite all concerned organizations in the Northeast to fight the common fight. Dark laws like AFSPA have no space in modern society, added Mao. “As far as the Wuzu killings and the threat against the President of PSU is concerned the AR has clearly forgotten that the inquiry commission is still on. The Judicial Inquiry Commission has not cleared them of their guilt. Legally too they are in no position to serve this kind of legal notice, and least of all a defamation case because perhaps it could be the other way round. To have a legal notice being served to this young student leader is highly objectionable,” said Rosemary Dzüvichü, Advisor, NMA, who also reminded that the NMA and Pochury Mothers’ Association have filed a case in the Supreme Court with all the evidences, photographs, and testimonials. The SC immediately directed the High court in Nagaland to dispose the case at the earliest. However, the NMA stated that case is facing problem due to the delay of the JIC report which is needed as a basis for the

case. Dzüvichü also asserted that Nagas should be even more concerned about the AFSPA because the draconian law was first imposed on the Nagas. “With the peace process going on for so many years, we are also tired. You (GoI) are talking of peace on one side and pointing your guns at us on the other,” expressed Dzüvichü, who has appealed to the public to join the fight against AFSPA. In what appears to be a suspected instance of custodial death, an auto rickshaw driver passed away at a police station in Dimapur this morning. According to a reliable source, six auto rickshaw drivers were picked up Tuesday night on suspicion in relation to an ongoing investigation. They were kept at the East Police Station. However, one of them identified as Ramesh Kumar Yadav was found dead this morning. It is suspected to be a case of custodial death. Meanwhile, the Dimapur District Auto Drivers Union (DDADU) gheraoed the police station Wednesday evening demanding justice for the victim. They dispersed after the police assured that some action will be

taken by Thursday. The DDADU has vehemently condemned the “custodial death” of auto driver, Ramesh Kumar Yadav, who was picked up by the Dimapur Police on Tuesday night. “It is understood that police can arrest people for criminal activities and subject to thorough interrogation but not to such an extent of torture that someone dies in their custody,” stated K. Hokaito Zhimomi, President of the DDADU in a press release. The Union demanded an inquiry into the whole incident, which led to the death of Ramesh, and that the responsible persons/police officer be “suspended.” The police should also pay adequate compensation to the kin of the victim and justice be delivered at the earliest, asserted DDADU.

KohIma, august 3 (mExN): In an important move, the Kohima Police have nabbed two persons with ‘chemical solvent’ who could shed light on the logistics of adulteration in the North East region. The incident unfurled much like a potboiler. In a press release from SDPO (South) & PRO Kohima Police, Atu Zumvü IPS, informed the sequence of events. On August 8, 8:00pm, “specific information” was received from a “reliable source” that one 12 wheeler oil tanker bearing reg. no WB-235019 fully loaded with chemical solvent (composed of paint thinner and turpentine) was proceeding towards Kohima from Dimapur in a CRPF convoy. On receipt of the information, Kohima Police under the supervision of SDPO (South) Kohima conducted intensive checking to intercept the said vehicle and its occupants. As informed, the said vehicle turned up at the Peducha check-gate,

was promptly “seized” by the Police and brought to Sechü (z) police station at around 11:00 pm. According to the statement given by the driver of the oil tanker, after loading the chemical (used for mixing with liquor) from Rudrapur Deoria (Uttar Pradesh) on July 11, he proceeded towards Khatkhati in Karbi Anglong, Assam. The Police stated that the driver reached Khatkhati on July 18 and delivered the consignment to a liquor factory based there. Thereafter, as per the statement, while waiting for other consignments for his return journey, a person from Dimapur approached him on the afternoon of August 2. A deal was made for transporting ‘chemical solvent’ from Khatkhati to Imphal with transportation charges at the rate of Rs 2/per liter. According to the Police, approximately 20 thousand liters of solvent was loaded from Khatkhati to deliver to Imphal after taking the approval of the vehicle owner who is based in Kolkata. Interestingly, the “alleged owner” of the consignment who was travelling with the consignment was also

arrested along with the driver of the oil tanker. The “alleged owner” was examined and his statement allegedly revealed that he is an employee of one of the accused in the fuel adulteration racket in Dimapur. According to the Kohima Police, he also stated that he was working under him for the past five years and the actually consignment belongs to the accused. As per his statement, revealed the Police, the chemical solvent was stuck up at Sirampur since June this year because of the ongoing fuel adulteration issue in Dimapur and it was brought to Khatkhati on July 31. Thereafter, on August 2, after engaging the above referred oil tanker from UP and preparing a “fictitious” invoice in the name of ESSAR OIL LTD against the consignment from Dimapur, while proceeding to Imphal in a CRPF convoy, it was intercepted by Kohima Polive at Peducha check gate. In this connection, the Kohima Police have filed a regular case vide Sechu (Zubza) P.S case No. 0020/16 U/S 471/472/474/465/467 IPC R/W U/S 23(1)(a)(b) Petroleum Act against the two persons for further investigation.

KohIma, august 3 (mExN): The Nagaland Tribes Council (NTC) has demanded the “revocation of the de-reservation” of Dimapur area and for it to be placed at par with the “rest of other areas for uniform enforcement of ILP and all other protective provisions kept in the Constitution of India without delay.” The NTC stated this in a letter to the Chief Minister of Nagaland from NTC General Secretary Nribemo Ngullie and its President Lendinoktang Ao. It called for the extension of the Bengal Eastern Regulation Act of 1873 also called Inner line Permit (ILP) to the “entire administrative jurisdiction” of Nagaland State. Going through the history of the State, the NTC noted that the purpose of providing special provisions was to “insulate Na-

galand and its indigenous inhabitants from undue exploitations and possible suppression by outsiders.” Thus, partial enforcement of such provisions, it stated, “negates the objectivity of the protective laws of the land.” The ILP regime currently applies to all districts of Nagaland State except Dimapur. “Dimapur has become the buffer zone for the massive migration of illegal immigrants besides being the launching ground for their exploitive activities against the interest of the indigenous Nagas of Nagaland. Over the decades, we have allowed the free flow of the floating population into the restricted State of Nagaland through Dimapur area, and now our state is being filled by doubtful entities,” claimed the Council. In what appears to be a suspected instance of custodial death, an auto rickshaw driver passed away at a police station in Dimapur this morning. According to a reliable source, six auto rickshaw drivers were picked up Tuesday night on suspicion in relation to an ongoing investigation. They were kept at the East Police Station. However, one of them identified as Ramesh Kumar Yadav was found dead this morning. It is suspected to be a case of custodial death. Meanwhile, the Dimapur District Auto Drivers Union (DDADU) gheraoed the police station Wednesday evening demanding justice for the victim. They dispersed after the police assured that some action will be

taken by Thursday. The DDADU has vehemently condemned the “custodial death” of auto driver, Ramesh Kumar Yadav, who was picked up by the Dimapur Police on Tuesday night. “It is understood that police can arrest people for criminal activities and subject to thorough interrogation but not to such an extent of torture that someone dies in their custody,” stated K. Hokaito Zhimomi, President of the DDADU in a press release. The Union demanded an inquiry into the whole incident, which led to the death of Ramesh, and that the responsible persons/police officer be “suspended.” The police should also pay adequate compensation to the kin of the victim and justice be delivered at the earliest, asserted DDADU.

Reveals adulteration racket in the region

KohIma, august 3 (mExN): In an important move, the Kohima Police have nabbed two persons with ‘chemical solvent’ who could shed light on the logistics of adulteration in the North East region. The incident unfurled much like a potboiler. In a press release from SDPO (South) & PRO Kohima Police, Atu Zumvü IPS, informed the sequence of events. On August 8, 8:00pm, “specific information” was received from a “reliable source” that one 12 wheeler oil tanker bearing reg. no WB-235019 fully loaded with chemical solvent (composed of paint thinner and turpentine) was proceeding towards Kohima from Dimapur in a CRPF convoy. On receipt of the information, Kohima Police under the supervision of SDPO (South) Kohima conducted intensive checking to intercept the said vehicle and its occupants. As informed, the said vehicle turned up at the Peducha check-gate,

was promptly “seized” by the Police and brought to Sechü (z) police station at around 11:00 pm. According to the statement given by the driver of the oil tanker, after loading the chemical (used for mixing with liquor) from Rudrapur Deoria (Uttar Pradesh) on July 11, he proceeded towards Khatkhati in Karbi Anglong, Assam. The Police stated that the driver reached Khatkhati on July 18 and delivered the consignment to a liquor factory based there. Thereafter, as per the statement, while waiting for other consignments for his return journey, a person from Dimapur approached him on the afternoon of August 2. A deal was made for transporting ‘chemical solvent’ from Khatkhati to Imphal with transportation charges at the rate of Rs 2/per liter. According to the Police, approximately 20 thousand liters of solvent was loaded from Khatkhati to deliver to Imphal after taking the approval of the vehicle owner who is based in Kolkata. Interestingly, the “alleged owner” of the consignment who was travelling with the consignment was also

arrested along with the driver of the oil tanker. The “alleged owner” was examined and his statement allegedly revealed that he is an employee of one of the accused in the fuel adulteration racket in Dimapur. According to the Kohima Police, he also stated that he was working under him for the past five years and the actually consignment belongs to the accused. As per his statement, revealed the Police, the chemical solvent was stuck up at Sirampur since June this year because of the ongoing fuel adulteration issue in Dimapur and it was brought to Khatkhati on July 31. Thereafter, on August 2, after engaging the above referred oil tanker from UP and preparing a “fictitious” invoice in the name of ESSAR OIL LTD against the consignment from Dimapur, while proceeding to Imphal in a CRPF convoy, it was intercepted by Kohima Polive at Peducha check gate. In this connection, the Kohima Police have filed a regular case vide Sechu (Zubza) P.S case No. 0020/16 U/S 471/472/474/465/467 IPC R/W U/S 23(1)(a)(b) Petroleum Act against the two persons for further investigation.

KohIma, august 3 (mExN): The Nagaland Tribes Council (NTC) has demanded the “revocation of the de-reservation” of Dimapur area and for it to be placed at par with the “rest of other areas for uniform enforcement of ILP and all other protective provisions kept in the Constitution of India without delay.” The NTC stated this in a letter to the Chief Minister of Nagaland from NTC General Secretary Nribemo Ngullie and its President Lendinoktang Ao. It called for the extension of the Bengal Eastern Regulation Act of 1873 also called Inner line Permit (ILP) to the “entire administrative jurisdiction” of Nagaland State. Going through the history of the State, the NTC noted that the purpose of providing special provisions was to “insulate Na-

galand and its indigenous inhabitants from undue exploitations and possible suppression by outsiders.” Thus, partial enforcement of such provisions, it stated, “negates the objectivity of the protective laws of the land.” The ILP regime currently applies to all districts of Nagaland State except Dimapur. “Dimapur has become the buffer zone for the massive migration of illegal immigrants besides being the launching ground for their exploitive activities against the interest of the indigenous Nagas of Nagaland. Over the decades, we have allowed the free flow of the floating population into the restricted State of Nagaland through Dimapur area, and now our state is being filled by doubtful entities,” claimed the Council. The NTC warned that if

the population influx continues at the same rate, the “the indigenous Nagas of Nagaland will become secondary citizens and servants to the floating population in all respect sooner than expected.” Alleging that agencies of the State Government are responsible for opening the “flood gate” for “unwanted population,” the NTC asked for them to “wake up” before it is too late. It also reminded the Government of Nagaland that when the Government of Assam intensifies its National Register of Citizens process, Nagaland will become a “soft target” as a “convenient haven” for those “rejected.” In view of the ongoing trends, “Nagaland is facing the most vulnerable phase lest the Government acts befittingly,” warned the Council.
