Death toll from the outbreak of an undiagnosed disease reported from the far corner of the Naga Self Administered Zone (SAZ) in Sagaing region, Myanmar rose to 40 on Friday. It is feared that the figures could be more. The illness, with measles like symptoms has already hit nine identified Naga villages under Lahe and Nanyun townships. It is highly suspected that more villages in the interiors may be affected. Verification on the actual facts and figures has been rendered difficult due to poor accessibility and communication, which has been undermining healthcare assistance in this part of the region for decades. According to UNDP, Myanmar 2015, parts of the Naga SAZ are among the poorest, most isolated and least developed of Myanmar. On Friday, the Assistant Director General of Union Public Health, Myanmar Government, Dr Than Tun Aung is learnt to have told the Council of Naga Affairs that the illness has been identified as a “type of measles.” A team of six doctors, 3 from the Sagaing regional government and another 3 from the union government were dispatched along with the military to take stock of the situation, Dr Than Tun Aung reportedly informed the Council. Athong Makury, Council of Naga Affairs speaking to The Morung Express, however, felt that six doctors won’t be enough. He was also skeptical on the diagnosis. “I asked what type of measles and the Assistant Director General could not give me a definite answer,” Makury said. In a race against time, the Nagas from the Myanmar areas have reached out to its brethrens on the Indian side of the border in Nagaland.

DiMAPuR , AuGusT 5 (MExN): The Against Corruption and Unabated Taxation (ACAUT) Nagaland has written to the Nagaland State Chief Secretary to look into the alleged harassment meted out to one of its core members, who was the complainant in the FIR filed against the CMO Zunheboto and 4 other employees regarding 24% salary deduction of employees. The ACAUT, in its letter, called for an additional FIR to be registered against the CMO of Zunheboto and 4 other employees including the Accountant in the “form of termination from service.” It alleged that after the FIR was filed “a particular factional group started harassing the complainant, an ACAUT member, for withdrawal of the FIR at the apparent instigation of the 5 employees.”
“It is a very serious matter as to how this particular faction should start harassing the complainant when the ACAUT made no mention of any particular faction having served tax notice to the CMO establishment unless of course those mentioned employees had a hand in it,” the ACAUT said. It stated that criminal threat and intimidation at the behest of armed factions should attract the strictest penalty under relevant sections of IPC and CrPC. It further reminded that any form of taxation including salary deduction is illegal (Indian Penal Code-Chapter XII) and as per the Home Department notification dated 23rd April, 2004, No. CON/ CF/97/99 as well as the PHQ circular dated NO.PHQ/IGP/CB/285, 12TH June, 2015. The ACAUT urged the State Government to take action as per the subject matter based on government notifications, “failing which the government would be held responsible for any unfortunate turn of events.”

The Special Education Teachers’ Association Nagaland (SETAN) held an agitation at the Directorate of School Education on August 5 demanding for revoking of the termination of existing 360 SETs in Nagaland. The termination order was released on June 24 where the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) Nagaland terminated the service of 360 Special Education Teachers (SET). The order made available to the media persons mentioned that the termination ‘has the approval of the Government vide their letter NO.DSE/CSS/ IEDSS/2/4/2015) dated 03/05/2016. The agitators are demanding revocation of the termination orders and that no fresh appointments should be made until all the in service SET are absorbed and streamlined. SET protestors informed that fresh appointments of SETs have been made without the knowledge of the public as well as the existing SETs. The termination order was further given without any prior information or reason for termination to the SETs. Most of the protestors viewed that one reason for the termination was because the SETs were untrained. “They assured us that they will give us training but later they told us to cover our own training expenses,” said an SET from Chetheba. At present, only 80 SETs in Nagaland have undergone the requisite training. Another problem cited by the SETs was the limitation of seats in Training Centres. The training which is for three months costs around Rs.10,000. Since Nagaland does not have a training centre on special education courses, most teachers have to travel to other States. The SETs, which come under the Inclusive Education of the Disabled at Secondary Stage (IEDSS) of RMSA, were appointed in the year 2012. The IEDSS was first launched in 2009-10 under the Ministry of Human Resource Development to provide assistance for inclusive education of
Sumi Hoho cautions against ‘derogatory statements’ DiMAPuR, AuGusT 5 (MExN): The Sumi Hoho today issued a public notice opposing the use of the term “Sumiya” or “Sumiyas”, which it said has been doing the rounds in various media platforms. A press note from the Sumi Hoho stated that this term has no official recognition, and lamented that it is being “directly associated with intermarriage between the Sumi Naga women and Bengali-speaking Muslim men.” Stating that it is not only the Sumi women involved in the intermarriage, it said that “such unofficial term being associated with it, is demeaning, defaming and derogatory.” “The Sumi Nagas, like any other Nagas, is equally concerned with the menace of illegal immigrants and we are doing our part to secure Naga society from such foreign invasions,” it added. It further cautioned that if “any statements demeaning the image of the Sumi people is found posted or printed in the electronic or print media or social networking sites, the Hoho will take very serious note of it and take stringent legal course of action as deemed fit.” Full text of public notice on page 3
DBA on objections raised by AcAUt
DiMAPuR, AuGusT 5 (MExN): The Dimapur Bar Association (DBA) has taken strong exception to the objection raised by the Against Corruption and Unabated Taxation (ACAUT) Nagaland on the issue of granting bails/anticipatory bails to the fuel adulteration kingpins and termed the statement as “irresponsible, reckless and counterproductive.” A rejoinder issued by DBA president Imti Imsong and general secretary A Hukavi Zhimomi on Friday enlightened that the matter of bail/ anticipatory bail are provided in the Chapter XXXIII of the Code of Criminal Procedure under Sections 436, 437, 438 and 439. Also, several guidelines are laid down by the Supreme Court of India in catena of decided cases on such matters in the light of
Articles 19, 21 and 22 of the Indian Constitution. Further, the Constitution of India provides for appellate judiciary system wherein any of the party being aggrieved by the decision of the inferior court can always appeal in the superior Courts. As such, the matters of bail/anticipatory bail are granted or denied by applying judicious mind and taking into consideration of the provisions of the Code of Criminal Procedure vis-à-vis the Constitution of India, the DBA stated. It therefore said the objection raised by the ACAUT on the issue of granting bails/anticipatory bails to the fuel adulteration kingpins by merely blaming the system of Judiciary and its functioning without re-
sorting to prescribed parameters of the provisions of law shall “amount to interference in the judicial process.” The DBA also stated, “If the ACAUT presume or senses that with the kingpin already out on anticipatory bail, the incident has only reinforced the public opinion that the criminal-justice system in the state is in need of a serious overhaul then proposition can be made that the concerned individual or group can press the parliament for amendment of the Code of Criminal Procedure and the Constitution of India.” The criminal justice system is applicable to all the citizens of India, irrespective of status as such, the same yardstick applies to all and not exceptional or selective, the DBA statement summed up.

disabled children in classes 9-12. The scheme was absorbed under RMSA from 2013. The MHRD mentions that the School Education Departments of the State Governments are the implementing agencies. It further states that central assistance for all items covered in the scheme is on 100 percent basis and the State Governments are only required to make provisions for scholarship of Rs.600 per disabled child per annum. During the year of appointment in 2012, the teachers were assured by the government that they would be given a 5 days crash course and also be provided with the required training as mentioned under the MHRD. However the 5 days crash course training was held for one day, and the promised requisite training was never given. Since the year of appointment, each SET in Nagaland is receiving Rs. 8500 per month which contradicts the Central pay scale of Rs. 23,000 for SETs. After the appointment in 2012, the Vigilance commission set up an investigation where almost 1000 bogus teachers were detected and terminated, with only 391 teachers found genuine. A document of meeting minutes held on a committee headed by the Chief Secretary on July 28, 2014 mentions that the freshly appointed 391teachers did not possess the requisite qualifications because of which they were being paid Rs. 8500 and not Rs. 23,230 as prescribed by MHRD. It was informed that they would be eligible for payment of the
higher amount on completion of the training prescribed by the Rehabilitation council of India. The preliminary findings of Task Force on IEDSS 2013-14 headed by the then Principal Director of School Education (dated 01/5/14) states that the teachers were appointed directly as per the terms and conditions laid down by the Government. However the teachers who underwent the required training have not received the prescribed salary. “The Project Director told us directly that it was no use to take trainings. And we found that he had already reserved 17 seats in one training centre most of whom were his relatives,” alleged an angry protestor. Atoka, General Secretary of SETAN stated that terminating on the basis of being untrained is not acceptable when the concerned authority had assured them to provide training during time of appointments. During the agitation, a meeting was held with the concerned authorities (RMSA officials and School Education officials) and representatives of SETs, where the authorities have assured to request the government to revoke the termination order. In a MHRD report, Nagaland received a total of Rs. 1,85,57,031 under IEDSS in 2011-12. Another RMSA report (Releases of funds under IEDSS dated 30/9/2014) indicates that Nagaland, received only 548.6 lakhs in 2010-2011, Rs. 731.03 in 2012-13, and Rs.1133.5 in 2013-14.

GuWAhATi, AuGusT 5 (iANs): In Assam’s worst terror attack since 2014, gunmen in military fatigues opened fire at a crowded market in Kokrajhar town on Friday, killing 13 civilians. One of the attackers was also killed. The terrorists hurled a grenade and then opened indiscriminate fire after reaching the weekly market in Kokrajhar town, some 220 km from here, in an autorickshaw, police and military officials said. Nearly 20 civilians were also injured. Both the dead and injured were mainly Bodos, who dominate Kokrajhar and the surrounding areas. An army patrol in the vicinity hit back, killing one of the terrorists. The security forces immediately launched a major operation to hunt for the other militants. Authorities blamed the “anti-talk faction” of the National Democratic Front of Bodoland (NDFB) led by I.K.

Nagaland heat wave: NSDMA seeks climate change policies KOhiMA, AuGusT 5 (MExN): The Nagaland State Disaster Management Authority (NSDMA), after studying recent weather events in the state, has found that on August 3 2016, the weather assessment report of the NSDMA recorded a continuous rise of temperature from 2010 to 2016. A press release from the NSDMA informed that weather data recorded the rise in temperature with a difference of approximately 8˚C from 2010 to 2016. August 3, 2016 was also found to be one of the hottest days of this year in Kohima. As per the climate data analysis carried out by NSDMA Home Department, unusually high temperatures were recorded on the August 3 and 4, 2016 with the temperature rising to a maximum of 33.6˚C on August 3, 2016 and 30.8˚C on August 4, 2016. The graphical representation of temperature from 2010 to 2016 suggests that
climate change has led to changes in climate/extreme weather events, the NSDMA said. It cautioned that climate extreme events or even a series of non-extreme climate events due to climate change can lead to greater risk for climate related disasters. It advised that climate change policies should be evoked to avoid, prepare for, respond to and recover from the climate induced risk of disasters. The integrated approach to Climate Change adaptations and disaster risk reduction should be a way of life to be practiced by every individual in the community, the NSDMA said, while adding that these are the most effective measures which aid sustainable development. It further encouraged Disaster Risk Reduction and Climate Change sensitivity amongst policy makers, community leaders, church leaders and every individual.

DiMAPuR, AuGusT 5 (MExN): The Dimapur Bar Association (DBA) has taken strong exception to the objection raised by the Against Corruption and Unabated Taxation (ACAUT) Nagaland on the issue of granting bails/anticipatory bails to the fuel adulteration kingpins and termed the statement as “irresponsible, reckless and counterproductive.” A rejoinder issued by DBA president Imti Imsong and general secretary A Hukavi Zhimomi on Friday enlightened that the matter of bail/ anticipatory bail are provided in the Chapter XXXIII of the Code of Criminal Procedure under Sections 436, 437, 438 and 439. Also, several guidelines are laid down by the Supreme Court of India in catena of decided cases on such matters in the light of
Articles 19, 21 and 22 of the Indian Constitution. Further, the Constitution of India provides for appellate judiciary system wherein any of the party being aggrieved by the decision of the inferior court can always appeal in the superior Courts. As such, the matters of bail/anticipatory bail are granted or denied by applying judicious mind and taking into consideration of the provisions of the Code of Criminal Procedure vis-à-vis the Constitution of India, the DBA stated. It therefore said the objection raised by the ACAUT on the issue of granting bails/anticipatory bails to the fuel adulteration kingpins by merely blaming the system of Judiciary and its functioning without re-
sorting to prescribed parameters of the provisions of law shall “amount to interference in the judicial process.” The DBA also stated, “If the ACAUT presume or senses that with the kingpin already out on anticipatory bail, the incident has only reinforced the public opinion that the criminal-justice system in the state is in need of a serious overhaul then proposition can be made that the concerned individual or group can press the parliament for amendment of the Code of Criminal Procedure and the Constitution of India.” The criminal justice system is applicable to all the citizens of India, irrespective of status as such, the same yardstick applies to all and not exceptional or selective, the DBA statement summed up.

Nagaland heat wave: NSDMA seeks climate change policies KOhiMA, AuGusT 5 (MExN): The Nagaland State Disaster Management Authority (NSDMA), after studying recent weather events in the state, has found that on August 3 2016, the weather assessment report of the NSDMA recorded a continuous rise of temperature from 2010 to 2016. A press release from the NSDMA informed that weather data recorded the rise in temperature with a difference of approximately 8˚C from 2010 to 2016. August 3, 2016 was also found to be one of the hottest days of this year in Kohima. As per the climate data analysis carried out by NSDMA Home Department, unusually high temperatures were recorded on the August 3 and 4, 2016 with the temperature rising to a maximum of 33.6˚C on August 3, 2016 and 30.8˚C on August 4, 2016. The graphical representation of temperature from 2010 to 2016 suggests that
climate change has led to changes in climate/extreme weather events, the NSDMA said. It cautioned that climate extreme events or even a series of non-extreme climate events due to climate change can lead to greater risk for climate related disasters. It advised that climate change policies should be evoked to avoid, prepare for, respond to and recover from the climate induced risk of disasters. The integrated approach to Climate Change adaptations and disaster risk reduction should be a way of life to be practiced by every individual in the community, the NSDMA said, while adding that these are the most effective measures which aid sustainable development. It further encouraged Disaster Risk Reduction and Climate Change sensitivity amongst policy makers, community leaders, church leaders and every individual.

Death toll from the outbreak of an undiagnosed disease reported from the far corner of the Naga Self Administered Zone (SAZ) in Sagaing region, Myanmar rose to 40 on Friday. It is feared that the figures could be more. The illness, with measles like symptoms has already hit nine identified Naga villages under Lahe and Nanyun townships. It is highly suspected that more villages in the interiors may be affected. Verification on the actual facts and figures has been rendered difficult due to poor accessibility and communication, which has been undermining healthcare assistance in this part of the region for decades. According to UNDP, Myanmar 2015, parts of the Naga SAZ are among the poorest, most isolated and least developed of Myanmar. On Friday, the Assistant Director General of Union Public Health, Myanmar Government, Dr Than Tun Aung is learnt to have told the Council of Naga Affairs that the illness has been identified as a “type of measles.” A team of six doctors, 3 from the Sagaing regional government and another 3 from the union government were dispatched along with the military to take stock of the situation, Dr Than Tun Aung reportedly informed the Council. Athong Makury, Council of Naga Affairs speaking to The Morung Express, however, felt that six doctors won’t be enough. He was also skeptical on the diagnosis. “I asked what type of measles and the Assistant Director General could not give me a definite answer,” Makury said. In a race against time, the Nagas from the Myanmar areas have reached out to its brethrens on the Indian side of the border in Nagaland.

DiMAPuR , AuGusT 5 (MExN): The Against Corruption and Unabated Taxation (ACAUT) Nagaland has written to the Nagaland State Chief Secretary to look into the alleged harassment meted out to one of its core members, who was the complainant in the FIR filed against the CMO Zunheboto and 4 other employees regarding 24% salary deduction of employees. The ACAUT, in its letter, called for an additional FIR to be registered against the CMO of Zunheboto and 4 other employees including the Accountant in the “form of termination from service.” It alleged that after the FIR was filed “a particular factional group started harassing the complainant, an ACAUT member, for withdrawal of the FIR at the apparent instigation of the 5 employees.”
“It is a very serious matter as to how this particular faction should start harassing the complainant when the ACAUT made no mention of any particular faction having served tax notice to the CMO establishment unless of course those mentioned employees had a hand in it,” the ACAUT said. It stated that criminal threat and intimidation at the behest of armed factions should attract the strictest penalty under relevant sections of IPC and CrPC. It further reminded that any form of taxation including salary deduction is illegal (Indian Penal Code-Chapter XII) and as per the Home Department notification dated 23rd April, 2004, No. CON/ CF/97/99 as well as the PHQ circular dated NO.PHQ/IGP/CB/285, 12TH June, 2015. The ACAUT urged the State Government to take action as per the subject matter based on government notifications, “failing which the government would be held responsible for any unfortunate turn of events.”

The Special Education Teachers’ Association Nagaland (SETAN) held an agitation at the Directorate of School Education on August 5 demanding for revoking of the termination of existing 360 SETs in Nagaland. The termination order was released on June 24 where the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) Nagaland terminated the service of 360 Special Education Teachers (SET). The order made available to the media persons mentioned that the termination ‘has the approval of the Government vide their letter NO.DSE/CSS/ IEDSS/2/4/2015) dated 03/05/2016. The agitators are demanding revocation of the termination orders and that no fresh appointments should be made until all the in service SET are absorbed and streamlined. SET protestors informed that fresh appointments of SETs have been made without the knowledge of the public as well as the existing SETs. The termination order was further given without any prior information or reason for termination to the SETs. Most of the protestors viewed that one reason for the termination was because the SETs were untrained. “They assured us that they will give us training but later they told us to cover our own training expenses,” said an SET from Chetheba. At present, only 80 SETs in Nagaland have undergone the requisite training. Another problem cited by the SETs was the limitation of seats in Training Centres. The training which is for three months costs around Rs.10,000. Since Nagaland does not have a training centre on special education courses, most teachers have to travel to other States. The SETs, which come under the Inclusive Education of the Disabled at Secondary Stage (IEDSS) of RMSA, were appointed in the year 2012. Death toll from the outbreak of an undiagnosed disease reported from the far corner of the Naga Self Administered Zone (SAZ) in Sagaing region, Myanmar rose to 40 on Friday. It is feared that the figures could be more. The illness, with measles like symptoms has already hit nine identified Naga villages under Lahe and Nanyun townships. It is highly suspected that more villages in the interiors may be affected. Verification on the actual facts and figures has been rendered difficult due to poor accessibility and communication, which has been undermining healthcare assistance in this part of the region for decades. According to UNDP, Myanmar 2015, parts of the Naga SAZ are among the poorest, most isolated and least developed of Myanmar. On Friday, the Assistant Director General of Union Public Health, Myanmar Government, Dr Than Tun Aung is learnt to have told the Council of Naga Affairs that the illness has been identified as a “type of measles.” A team of six doctors, 3 from the Sagaing regional government and another 3 from the union government were dispatched along with the military to take stock of the situation, Dr Than Tun Aung reportedly informed the Council. Athong Makury, Council of Naga Affairs speaking to The Morung Express, however, felt that six doctors won’t be enough. He was also skeptical on the diagnosis. “I asked what type of measles and the Assistant Director General could not give me a definite answer,” Makury said. In a race against time, the Nagas from the Myanmar areas have reached out to its brethrens on the Indian side of the border in Nagaland.

DiMAPuR , AuGusT 5 (MExN): The Against Corruption and Unabated Taxation (ACAUT) Nagaland has written to the Nagaland State Chief Secretary to look into the alleged harassment meted out to one of its core members, who was the complainant in the FIR filed against the CMO Zunheboto and 4 other employees regarding 24% salary deduction of employees. The ACAUT, in its letter, called for an additional FIR to be registered against the CMO of Zunheboto and 4 other employees including the Accountant in the “form of termination from service.” It alleged that after the FIR was filed “a particular factional group started harassing the complainant, an ACAUT member, for withdrawal of the FIR at the apparent instigation of the 5 employees.”
“It is a very serious matter as to how this particular faction should start harassing the complainant when the ACAUT made no mention of any particular faction having served tax notice to the CMO establishment unless of course those mentioned employees had a hand in it,” the ACAUT said. It stated that criminal threat and intimidation at the behest of armed factions should attract the strictest penalty under relevant sections of IPC and CrPC. It further reminded that any form of taxation including salary deduction is illegal (Indian Penal Code-Chapter XII) and as per the Home Department notification dated 23rd April, 2004, No. CON/ CF/97/99 as well as the PHQ circular dated NO.PHQ/IGP/CB/285, 12TH June, 2015. The ACAUT urged the State Government to take action as per the subject matter based on government notifications, “failing which the government would be held responsible for any unfortunate turn of events.”

The Special Education Teachers’ Association Nagaland (SETAN) held an agitation at the Directorate of School Education on August 5 demanding for revoking of the termination of existing 360 SETs in Nagaland. The termination order was released on June 24 where the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) Nagaland terminated the service of 360 Special Education Teachers (SET). The order made available to the media persons mentioned that the termination ‘has the approval of the Government vide their letter NO.DSE/CSS/ IEDSS/2/4/2015) dated 03/05/2016. The agitators are demanding revocation of the termination orders and that no fresh appointments should be made until all the in service SET are absorbed and streamlined. SET protestors informed that fresh appointments of SETs have been made without the knowledge of the public as well as the existing SETs. The termination order was further given without any prior information or reason for termination to the SETs. Most of the protestors viewed that one reason for the termination was because the SETs were untrained. “They assured us that they will give us training but later they told us to cover our own training expenses,” said an SET from Chetheba. At present, only 80 SETs in Nagaland have undergone the requisite training. Another problem cited by the SETs was the limitation of seats in Training Centres. The training which is for three months costs around Rs.10,000. Since Nagaland does not have a training centre on special education courses, most teachers have to travel to other States. The SETs, which come under the Inclusive Education of the Disabled at Secondary Stage (IEDSS) of RMSA, were appointed in the year 2012. The IEDSS was first launched in 2009-10 under the Ministry of Human Resource Development to provide assistance for inclusive education of
Sumi Hoho cautions against ‘derogatory statements’ DiMAPuR, AuGusT 5 (MExN): The Sumi Hoho today issued a public notice opposing the use of the term “Sumiya” or “Sumiyas”, which it said has been doing the rounds in various media platforms. A press note from the Sumi Hoho stated that this term has no official recognition, and lamented that it is being “directly associated with intermarriage between the Sumi Naga women and Bengali-speaking Muslim men.” Stating that it is not only the Sumi women involved in the intermarriage, it said that “such unofficial term being associated with it, is demeaning, defaming and derogatory.” “The Sumi Nagas, like any other Nagas, is equally concerned with the menace of illegal immigrants and we are doing our part to secure Naga society from such foreign invasions,” it added. It further cautioned that if “any statements demeaning the image of the Sumi people is found posted or printed in the electronic or print media or social networking sites, the Hoho will take very serious note of it and take stringent legal course of action as deemed fit.” Full text of public notice on page 3
DBA on objections raised by AcAUt
DiMAPuR, AuGusT 5 (MExN): The Dimapur Bar Association (DBA) has taken strong exception to the objection raised by the Against Corruption and Unabated Taxation (ACAUT) Nagaland on the issue of granting bails/anticipatory bails to the fuel adulteration kingpins and termed the statement as “irresponsible, reckless and counterproductive.” A rejoinder issued by DBA president Imti Imsong and general secretary A Hukavi Zhimomi on Friday enlightened that the matter of bail/ anticipatory bail are provided in the Chapter XXXIII of the Code of Criminal Procedure under Sections 436, 437, 438 and 439. Also, several guidelines are laid down by the Supreme Court of India in catena of decided cases on such matters in the light of
Articles 19, 21 and 22 of the Indian Constitution. Further, the Constitution of India provides for appellate judiciary system wherein any of the party being aggrieved by the decision of the inferior court can always appeal in the superior Courts. As such, the matters of bail/anticipatory bail are granted or denied by applying judicious mind and taking into consideration of the provisions of the Code of Criminal Procedure vis-à-vis the Constitution of India, the DBA stated. It therefore said the objection raised by the ACAUT on the issue of granting bails/anticipatory bails to the fuel adulteration kingpins by merely blaming the system of Judiciary and its functioning without re-
sorting to prescribed parameters of the provisions of law shall “amount to interference in the judicial process.” The DBA also stated, “If the ACAUT presume or senses that with the kingpin already out on anticipatory bail, the incident has only reinforced the public opinion that the criminal-justice system in the state is in need of a serious overhaul then proposition can be made that the concerned individual or group can press the parliament for amendment of the Code of Criminal Procedure and the Constitution of India.” The criminal justice system is applicable to all the citizens of India, irrespective of status as such, the same yardstick applies to all and not exceptional or selective, the DBA statement summed up.

disabled children in classes 9-12. The scheme was absorbed under RMSA from 2013. The MHRD mentions that the School Education Departments of the State Governments are the implementing agencies. It further states that central assistance for all items covered in the scheme is on 100 percent basis and the State Governments are only required to make provisions for scholarship of Rs.600 per disabled child per annum. During the year of appointment in 2012, the teachers were assured by the government that they would be given a 5 days crash course and also be provided with the required training as mentioned under the MHRD. However the 5 days crash course training was held for one day, and the promised requisite training was never given. Since the year of appointment, each SET in Nagaland is receiving Rs. 8500 per month which contradicts the Central pay scale of Rs. 23,000 for SETs. After the appointment in 2012, the Vigilance commission set up an investigation where almost 1000 bogus teachers were detected and terminated, with only 391 teachers found genuine. A document of meeting minutes held on a committee headed by the Chief Secretary on July 28, 2014 mentions that the freshly appointed 391teachers did not possess the requisite qualifications because of which they were being paid Rs. 8500 and not Rs. 23,230 as prescribed by MHRD. It was informed that they would be eligible for payment of the
higher amount on completion of the training prescribed by the Rehabilitation council of India. The preliminary findings of Task Force on IEDSS 2013-14 headed by the then Principal Director of School Education (dated 01/5/14) states that the teachers were appointed directly as per the terms and conditions laid down by the Government. However the teachers who underwent the required training have not received the prescribed salary. “The Project Director told us directly that it was no use to take trainings. And we found that he had already reserved 17 seats in one training centre most of whom were his relatives,” alleged an angry protestor. Atoka, General Secretary of SETAN stated that terminating on the basis of being untrained is not acceptable when the concerned authority had assured them to provide training during time of appointments. During the agitation, a meeting was held with the concerned authorities (RMSA officials and School Education officials) and representatives of SETs, where the authorities have assured to request the government to revoke the termination order. In a MHRD report, Nagaland received a total of Rs. 1,85,57,031 under IEDSS in 2011-12. Another RMSA report (Releases of funds under IEDSS dated 30/9/2014) indicates that Nagaland, received only 548.6 lakhs in 2010-2011, Rs. 731.03 in 2012-13, and Rs.1133.5 in 2013-14.

GuWAhATi, AuGusT 5 (iANs): In Assam’s worst terror attack since 2014, gunmen in military fatigues opened fire at a crowded market in Kokrajhar town on Friday, killing 13 civilians. One of the attackers was also killed. The terrorists hurled a grenade and then opened indiscriminate fire after reaching the weekly market in Kokrajhar town, some 220 km from here, in an autorickshaw, police and military officials said. Nearly 20 civilians were also injured. Both the dead and injured were mainly Bodos, who dominate Kokrajhar and the surrounding areas. An army patrol in the vicinity hit back, killing one of the terrorists. The security forces immediately launched a major operation to hunt for the other militants. Authorities blamed the “anti-talk faction” of the National Democratic Front of Bodoland (NDFB) led by I.K.

Nagaland heat wave: NSDMA seeks climate change policies KOhiMA, AuGusT 5 (MExN): The Nagaland State Disaster Management Authority (NSDMA), after studying recent weather events in the state, has found that on August 3 2016, the weather assessment report of the NSDMA recorded a continuous rise of temperature from 2010 to 2016. A press release from the NSDMA informed that weather data recorded the rise in temperature with a difference of approximately 8˚C from 2010 to 2016. August 3, 2016 was also found to be one of the hottest days of this year in Kohima. As per the climate data analysis carried out by NSDMA Home Department, unusually high temperatures were recorded on the August 3 and 4, 2016 with the temperature rising to a maximum of 33.6˚C on August 3, 2016 and 30.8˚C on August 4, 2016. The graphical representation of temperature from 2010 to 2016 suggests that
climate change has led to changes in climate/extreme weather events, the NSDMA said. It cautioned that climate extreme events or even a series of non-extreme climate events due to climate change can lead to greater risk for climate related disasters. It advised that climate change policies should be evoked to avoid, prepare for, respond to and recover from the climate induced risk of disasters. The integrated approach to Climate Change adaptations and disaster risk reduction should be a way of life to be practiced by every individual in the community, the NSDMA said, while adding that these are the most effective measures which aid sustainable development. It further encouraged Disaster Risk Reduction and Climate Change sensitivity amongst policy makers, community leaders, church leaders and every individual.

DiMAPuR, AuGusT 5 (MExN): The Dimapur Bar Association (DBA) has taken strong exception to the objection raised by the Against Corruption and Unabated Taxation (ACAUT) Nagaland on the issue of granting bails/anticipatory bails to the fuel adulteration kingpins and termed the statement as “irresponsible, reckless and counterproductive.” A rejoinder issued by DBA president Imti Imsong and general secretary A Hukavi Zhimomi on Friday enlightened that the matter of bail/ anticipatory bail are provided in the Chapter XXXIII of the Code of Criminal Procedure under Sections 436, 437, 438 and 439. Also, several guidelines are laid down by the Supreme Court of India in catena of decided cases on such matters in the light of
Articles 19, 21 and 22 of the Indian Constitution. Further, the Constitution of India provides for appellate judiciary system wherein any of the party being aggrieved by the decision of the inferior court can always appeal in the superior Courts. As such, the matters of bail/anticipatory bail are granted or denied by applying judicious mind and taking into consideration of the provisions of the Code of Criminal Procedure vis-à-vis the Constitution of India, the DBA stated. Nagaland heat wave: NSDMA seeks climate change policies KOhiMA, AuGusT 5 (MExN): The Nagaland State Disaster Management Authority (NSDMA), after studying recent weather events in the state, has found that on August 3 2016, the weather assessment report of the NSDMA recorded a continuous rise of temperature from 2010 to 2016. A press release from the NSDMA informed that weather data recorded the rise in temperature with a difference of approximately 8˚C from 2010 to 2016. August 3, 2016 was also found to be one of the hottest days of this year in Kohima. As per the climate data analysis carried out by NSDMA Home Department, unusually high temperatures were recorded on the August 3 and 4, 2016 with the temperature rising to a maximum of 33.6˚C on August 3, 2016 and 30.8˚C on August 4, 2016. The graphical representation of temperature from 2010 to 2016 suggests that
climate change has led to changes in climate/extreme weather events, the NSDMA said. It cautioned that climate extreme events or even a series of non-extreme climate events due to climate change can lead to greater risk for climate related disasters. It advised that climate change policies should be evoked to avoid, prepare for, respond to and recover from the climate induced risk of disasters. The integrated approach to Climate Change adaptations and disaster risk reduction should be a way of life to be practiced by every individual in the community, the NSDMA said, while adding that these are the most effective measures which aid sustainable development. It further encouraged Disaster Risk Reduction and Climate Change sensitivity amongst policy makers, community leaders, church leaders and every individual.

Death toll from the outbreak of an undiagnosed disease reported from the far corner of the Naga Self Administered Zone (SAZ) in Sagaing region, Myanmar rose to 40 on Friday. It is feared that the figures could be more. The illness, with measles like symptoms has already hit nine identified Naga villages under Lahe and Nanyun townships. It is highly suspected that more villages in the interiors may be affected. Verification on the actual facts and figures has been rendered difficult due to poor accessibility and communication, which has been undermining healthcare assistance in this part of the region for decades. According to UNDP, Myanmar 2015, parts of the Naga SAZ are among the poorest, most isolated and least developed of Myanmar. On Friday, the Assistant Director General of Union Public Health, Myanmar Government, Dr Than Tun Aung is learnt to have told the Council of Naga Affairs that the illness has been identified as a “type of measles.” A team of six doctors, 3 from the Sagaing regional government and another 3 from the union government were dispatched along with the military to take stock of the situation, Dr Than Tun Aung reportedly informed the Council. Athong Makury, Council of Naga Affairs speaking to The Morung Express, however, felt that six doctors won’t be enough. He was also skeptical on the diagnosis. “I asked what type of measles and the Assistant Director General could not give me a definite answer,” Makury said. In a race against time, the Nagas from the Myanmar areas have reached out to its brethrens on the Indian side of the border in Nagaland.

DiMAPuR , AuGusT 5 (MExN): The Against Corruption and Unabated Taxation (ACAUT) Nagaland has written to the Nagaland State Chief Secretary to look into the alleged harassment meted out to one of its core members, who was the complainant in the FIR filed against the CMO Zunheboto and 4 other employees regarding 24% salary deduction of employees. The ACAUT, in its letter, called for an additional FIR to be registered against the CMO of Zunheboto and 4 other employees including the Accountant in the “form of termination from service.” It alleged that after the FIR was filed “a particular factional group started harassing the complainant, an ACAUT member, for withdrawal of the FIR at the apparent instigation of the 5 employees.”
“It is a very serious matter as to how this particular faction should start harassing the complainant when the ACAUT made no mention of any particular faction having served tax notice to the CMO establishment unless of course those mentioned employees had a hand in it,” the ACAUT said. It stated that criminal threat and intimidation at the behest of armed factions should attract the strictest penalty under relevant sections of IPC and CrPC. It further reminded that any form of taxation including salary deduction is illegal (Indian Penal Code-Chapter XII) and as per the Home Department notification dated 23rd April, 2004, No. CON/ CF/97/99 as well as the PHQ circular dated NO.PHQ/IGP/CB/285, 12TH June, 2015. The ACAUT urged the State Government to take action as per the subject matter based on government notifications, “failing which the government would be held responsible for any unfortunate turn of events.”

The Special Education Teachers’ Association Nagaland (SETAN) held an agitation at the Directorate of School Education on August 5 demanding for revoking of the termination of existing 360 SETs in Nagaland. The termination order was released on June 24 where the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) Nagaland terminated the service of 360 Special Education Teachers (SET). The order made available to the media persons mentioned that the termination ‘has the approval of the Government vide their letter NO.DSE/CSS/ IEDSS/2/4/2015) dated 03/05/2016. The agitators are demanding revocation of the termination orders and that no fresh appointments should be made until all the in service SET are absorbed and streamlined. SET protestors informed that fresh appointments of SETs have been made without the knowledge of the public as well as the existing SETs. The termination order was further given without any prior information or reason for termination to the SETs. Most of the protestors viewed that one reason for the termination was because the SETs were untrained. “They assured us that they will give us training but later they told us to cover our own training expenses,” said an SET from Chetheba. At present, only 80 SETs in Nagaland have undergone the requisite training. Another problem cited by the SETs was the limitation of seats in Training Centres. The training which is for three months costs around Rs.10,000. Since Nagaland does not have a training centre on special education courses, most teachers have to travel to other States. The SETs, which come under the Inclusive Education of the Disabled at Secondary Stage (IEDSS) of RMSA, were appointed in the year 2012. The IEDSS was first launched in 2009-10 under the Ministry of Human Resource Development to provide assistance for inclusive education of

Verification on the actual facts and figures has been rendered difficult due to poor accessibility and communication, which has been undermining healthcare assistance in this part of the region for decades. On Friday, the Assistant Director General of Union Public Health, Myanmar Government, Dr Than Tun Aung is learnt to have told the Council of Naga Affairs that the illness has been identified as a “type of measles.” A team of six doctors, 3 from the Sagaing regional government and another 3 from the union government were dispatched along with the military to take stock of the situation, Dr Than Tun Aung reportedly informed the Council. Athong Makury, Council of Naga Affairs speaking to The Morung Express, however, felt that six doctors won’t be enough. He was also skeptical on the diagnosis. “I asked what type of measles and the Assistant Director General could not give me a definite answer,” Makury said. In a race against time, the Nagas from the Myanmar areas have reached out to its brethrens on the Indian side of the border in Nagaland.

The ACAUT, in its letter, called for an additional FIR to be registered against the CMO of Zunheboto and 4 other employees including the Accountant in the “form of termination from service.” It alleged that after the FIR was filed “a particular factional group started harassing the complainant, an ACAUT member, for withdrawal of the FIR at the apparent instigation of the 5 employees.”
“It is a very serious matter as to how this particular faction should start harassing the complainant when the ACAUT made no mention of any particular faction having served tax notice to the CMO establishment unless of course those mentioned employees had a hand in it,” the ACAUT said. It stated that criminal threat and intimidation at the behest of armed factions should attract the strictest penalty under relevant sections of IPC and CrPC. It further reminded that any form of taxation including salary deduction is illegal (Indian Penal Code-Chapter XII) and as per the Home Department notification dated 23rd April, 2004, No. CON/ CF/97/99 as well as the PHQ circular dated NO.PHQ/IGP/CB/285, 12TH June, 2015. The ACAUT urged the State Government to take action as per the subject matter based on government notifications, “failing which the government would be held responsible for any unfortunate turn of events.”

The Special Education Teachers’ Association Nagaland (SETAN) held an agitation at the Directorate of School Education on August 5 demanding for revoking of the termination of existing 360 SETs in Nagaland. The termination order was released on June 24 where the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) Nagaland terminated the service of 360 Special Education Teachers (SET). The order made available to the media persons mentioned that the termination ‘has the approval of the Government vide their letter NO.DSE/CSS/ IEDSS/2/4/2015) dated 03/05/2016. The agitators are demanding revocation of the termination orders and that no fresh appointments should be made until all the in service SET are absorbed and streamlined. SET protestors informed that fresh appointments of SETs have been made without the knowledge of the public as well as the existing SETs. The termination order was further given without any prior information or reason for termination to the SETs. Most of the protestors viewed that one reason for the termination was because the SETs were untrained. “They assured us that they will give us training but later they told us to cover our own training expenses,” said an SET from Chetheba. At present, only 80 SETs in Nagaland have undergone the requisite training. Another problem cited by the SETs was the limitation of seats in Training Centres. The training which is for three months costs around Rs.10,000. Since Nagaland does not have a training centre on special education courses, most teachers have to travel to other States. The SETs, which come under the Inclusive Education of the Disabled at Secondary Stage (IEDSS) of RMSA, were appointed in the year 2012. Sumi Hoho cautions against ‘derogatory statements’ DiMAPuR, AuGusT 5 (MExN): The Sumi Hoho today issued a public notice opposing the use of the term “Sumiya” or “Sumiyas”, which it said has been doing the rounds in various media platforms. A press note from the Sumi Hoho stated that this term has no official recognition, and lamented that it is being “directly associated with intermarriage between the Sumi Naga women and Bengali-speaking Muslim men.” Stating that it is not only the Sumi women involved in the intermarriage, it said that “such unofficial term being associated with it, is demeaning, defaming and derogatory.” “The Sumi Nagas, like any other Nagas, is equally concerned with the menace of illegal immigrants and we are doing our part to secure Naga society from such foreign invasions,” it added. DBA on objections raised by AcAUt
DiMAPuR, AuGusT 5 (MExN): The Dimapur Bar Association (DBA) has taken strong exception to the objection raised by the Against Corruption and Unabated Taxation (ACAUT) Nagaland on the issue of granting bails/anticipatory bails to the fuel adulteration kingpins and termed the statement as “irresponsible, reckless and counterproductive.” A rejoinder issued by DBA president Imti Imsong and general secretary A Hukavi Zhimomi on Friday enlightened that the matter of bail/ anticipatory bail are provided in the Chapter XXXIII of the Code of Criminal Procedure under Sections 436, 437, 438 and 439. Also, several guidelines are laid down by the Supreme Court of India in catena of decided cases on such matters in the light of
Articles 19, 21 and 22 of the Indian Constitution. Further, the Constitution of India provides for appellate judiciary system wherein any of the party being aggrieved by the decision of the inferior court can always appeal in the superior Courts. As such, the matters of bail/anticipatory bail are granted or denied by applying judicious mind and taking into consideration of the provisions of the Code of Criminal Procedure vis-à-vis the Constitution of India, the DBA stated. It therefore said the objection raised by the ACAUT on the issue of granting bails/anticipatory bails to the fuel adulteration kingpins by merely blaming the system of Judiciary and its functioning without re-
sorting to prescribed parameters of the provisions of law shall “amount to interference in the judicial process.” The DBA also stated, “If the ACAUT presume or senses that with the kingpin already out on anticipatory bail, the incident has only reinforced the public opinion that the criminal-justice system in the state is in need of a serious overhaul then proposition can be made that the concerned individual or group can press the parliament for amendment of the Code of Criminal Procedure and the Constitution of India.” The criminal justice system is applicable to all the citizens of India, irrespective of status as such, the same yardstick applies to all and not exceptional or selective, the DBA statement summed up.

disabled children in classes 9-12. The scheme was absorbed under RMSA from 2013. The MHRD mentions that the School Education Departments of the State Governments are the implementing agencies. It further states that central assistance for all items covered in the scheme is on 100 percent basis and the State Governments are only required to make provisions for scholarship of Rs.600 per disabled child per annum. During the year of appointment in 2012, the teachers were assured by the government that they would be given a 5 days crash course and also be provided with the required training as mentioned under the MHRD. However the 5 days crash course training was held for one day, and the promised requisite training was never given. Since the year of appointment, each SET in Nagaland is receiving Rs. 8500 per month which contradicts the Central pay scale of Rs. 23,000 for SETs. After the appointment in 2012, the Vigilance commission set up an investigation where almost 1000 bogus teachers were detected and terminated, with only 391 teachers found genuine. A document of meeting minutes held on a committee headed by the Chief Secretary on July 28, 2014 mentions that the freshly appointed 391teachers did not possess the requisite qualifications because of which they were being paid Rs. 8500 and not Rs. 23,230 as prescribed by MHRD. It was informed that they would be eligible for payment of the
higher amount on completion of the training prescribed by the Rehabilitation council of India. The preliminary findings of Task Force on IEDSS 2013-14 headed by the then Principal Director of School Education (dated 01/5/14) states that the teachers were appointed directly as per the terms and conditions laid down by the Government. However the teachers who underwent the required training have not received the prescribed salary. “The Project Director told us directly that it was no use to take trainings. And we found that he had already reserved 17 seats in one training centre most of whom were his relatives,” alleged an angry protestor. Atoka, General Secretary of SETAN stated that terminating on the basis of being untrained is not acceptable when the concerned authority had assured them to provide training during time of appointments. During the agitation, a meeting was held with the concerned authorities (RMSA officials and School Education officials) and representatives of SETs, where the authorities have assured to request the government to revoke the termination order. In a MHRD report, Nagaland received a total of Rs. 1,85,57,031 under IEDSS in 2011-12. Another RMSA report (Releases of funds under IEDSS dated 30/9/2014) indicates that Nagaland, received only 548.6 lakhs in 2010-2011, Rs. 731.03 in 2012-13, and Rs.1133.5 in 2013-14.

GuWAhATi, AuGusT 5 (iANs): In Assam’s worst terror attack since 2014, gunmen in military fatigues opened fire at a crowded market in Kokrajhar town on Friday, killing 13 civilians. One of the attackers was also killed. The terrorists hurled a grenade and then opened indiscriminate fire after reaching the weekly market in Kokrajhar town, some 220 km from here, in an autorickshaw, police and military officials said. Nearly 20 civilians were also injured. Both the dead and injured were mainly Bodos, who dominate Kokrajhar and the surrounding areas. An army patrol in the vicinity hit back, killing one of the terrorists. The security forces immediately launched a major operation to hunt for the other militants. Authorities blamed the “anti-talk faction” of the National Democratic Front of Bodoland (NDFB) led by I.K.

Nagaland heat wave: NSDMA seeks climate change policies KOhiMA, AuGusT 5 (MExN): The Nagaland State Disaster Management Authority (NSDMA), after studying recent weather events in the state, has found that on August 3 2016, the weather assessment report of the NSDMA recorded a continuous rise of temperature from 2010 to 2016. A press release from the NSDMA informed that weather data recorded the rise in temperature with a difference of approximately 8˚C from 2010 to 2016. August 3, 2016 was also found to be one of the hottest days of this year in Kohima. As per the climate data analysis carried out by NSDMA Home Department, unusually high temperatures were recorded on the August 3 and 4, 2016 with the temperature rising to a maximum of 33.6˚C on August 3, 2016 and 30.8˚C on August 4, 2016. The graphical representation of temperature from 2010 to 2016 suggests that
climate change has led to changes in climate/extreme weather events, the NSDMA said. It cautioned that climate extreme events or even a series of non-extreme climate events due to climate change can lead to greater risk for climate related disasters. It advised that climate change policies should be evoked to avoid, prepare for, respond to and recover from the climate induced risk of disasters. The integrated approach to Climate Change adaptations and disaster risk reduction should be a way of life to be practiced by every individual in the community, the NSDMA said, while adding that these are the most effective measures which aid sustainable development. It further encouraged Disaster Risk Reduction and Climate Change sensitivity amongst policy makers, community leaders, church leaders and every individual.

DiMAPuR, AuGusT 5 (MExN): The Dimapur Bar Association (DBA) has taken strong exception to the objection raised by the Against Corruption and Unabated Taxation (ACAUT) Nagaland on the issue of granting bails/anticipatory bails to the fuel adulteration kingpins and termed the statement as “irresponsible, reckless and counterproductive.” A rejoinder issued by DBA president Imti Imsong and general secretary A Hukavi Zhimomi on Friday enlightened that the matter of bail/ anticipatory bail are provided in the Chapter XXXIII of the Code of Criminal Procedure under Sections 436, 437, 438 and 439. Also, several guidelines are laid down by the Supreme Court of India in catena of decided cases on such matters in the light of
Articles 19, 21 and 22 of the Indian Constitution. Further, the Constitution of India provides for appellate judiciary system wherein any of the party being aggrieved by the decision of the inferior court can always appeal in the superior Courts. As such, the matters of bail/anticipatory bail are granted or denied by applying judicious mind and taking into consideration of the provisions of the Code of Criminal Procedure vis-à-vis the Constitution of India, the DBA stated. Nagaland heat wave: NSDMA seeks climate change policies KOhiMA, AuGusT 5 (MExN): The Nagaland State Disaster Management Authority (NSDMA), after studying recent weather events in the state, has found that on August 3 2016, the weather assessment report of the NSDMA recorded a continuous rise of temperature from 2010 to 2016. A press release from the NSDMA informed that weather data recorded the rise in temperature with a difference of approximately 8˚C from 2010 to 2016. August 3, 2016 was also found to be one of the hottest days of this year in Kohima. As per the climate data analysis carried out by NSDMA Home Department, unusually high temperatures were recorded on the August 3 and 4, 2016 with the temperature rising to a maximum of 33.6˚C on August 3, 2016 and 30.8˚C on August 4, 2016. The graphical representation of temperature from 2010 to 2016 suggests that
climate change has led to changes in climate/extreme weather events, the NSDMA said. It cautioned that climate extreme events or even a series of non-extreme climate events due to climate change can lead to greater risk for climate related disasters. It advised that climate change policies should be evoked to avoid, prepare for, respond to and recover from the climate induced risk of disasters. The integrated approach to Climate Change adaptations and disaster risk reduction should be a way of life to be practiced by every individual in the community, the NSDMA said, while adding that these are the most effective measures which aid sustainable development. It further encouraged Disaster Risk Reduction and Climate Change sensitivity amongst policy makers, community leaders, church leaders and every individual.

Death toll from the outbreak of an undiagnosed disease reported from the far corner of the Naga Self Administered Zone (SAZ) in Sagaing region, Myanmar rose to 40 on Friday. It is feared that the figures could be more. The illness, with measles like symptoms has already hit nine identified Naga villages under Lahe and Nanyun townships. It is highly suspected that more villages in the interiors may be affected. Verification on the actual facts and figures has been rendered difficult due to poor accessibility and communication, which has been undermining healthcare assistance in this part of the region for decades. According to UNDP, Myanmar 2015, parts of the Naga SAZ are among the poorest, most isolated and least developed of Myanmar. On Friday, the Assistant Director General of Union Public Health, Myanmar Government, Dr Than Tun Aung is learnt to have told the Council of Naga Affairs that the illness has been identified as a “type of measles.” A team of six doctors, 3 from the Sagaing regional government and another 3 from the union government were dispatched along with the military to take stock of the situation, Dr Than Tun Aung reportedly informed the Council. Athong Makury, Council of Naga Affairs speaking to The Morung Express, however, felt that six doctors won’t be enough. He was also skeptical on the diagnosis. “I asked what type of measles and the Assistant Director General could not give me a definite answer,” Makury said. In a race against time, the Nagas from the Myanmar areas have reached out to its brethrens on the Indian side of the border in Nagaland.

DiMAPuR , AuGusT 5 (MExN): The Against Corruption and Unabated Taxation (ACAUT) Nagaland has written to the Nagaland State Chief Secretary to look into the alleged harassment meted out to one of its core members, who was the complainant in the FIR filed against the CMO Zunheboto and 4 other employees regarding 24% salary deduction of employees. The ACAUT, in its letter, called for an additional FIR to be registered against the CMO of Zunheboto and 4 other employees including the Accountant in the “form of termination from service.” It alleged that after the FIR was filed “a particular factional group started harassing the complainant, an ACAUT member, for withdrawal of the FIR at the apparent instigation of the 5 employees.”
“It is a very serious matter as to how this particular faction should start harassing the complainant when the ACAUT made no mention of any particular faction having served tax notice to the CMO establishment unless of course those mentioned employees had a hand in it,” the ACAUT said. It stated that criminal threat and intimidation at the behest of armed factions should attract the strictest penalty under relevant sections of IPC and CrPC. It further reminded that any form of taxation including salary deduction is illegal (Indian Penal Code-Chapter XII) and as per the Home Department notification dated 23rd April, 2004, No. CON/ CF/97/99 as well as the PHQ circular dated NO.PHQ/IGP/CB/285, 12TH June, 2015. The ACAUT urged the State Government to take action as per the subject matter based on government notifications, “failing which the government would be held responsible for any unfortunate turn of events.”

The Special Education Teachers’ Association Nagaland (SETAN) held an agitation at the Directorate of School Education on August 5 demanding for revoking of the termination of existing 360 SETs in Nagaland. The termination order was released on June 24 where the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) Nagaland terminated the service of 360 Special Education Teachers (SET). The order made available to the media persons mentioned that the termination ‘has the approval of the Government vide their letter NO.DSE/CSS/ IEDSS/2/4/2015) dated 03/05/2016. The agitators are demanding revocation of the termination orders and that no fresh appointments should be made until all the in service SET are absorbed and streamlined. SET protestors informed that fresh appointments of SETs have been made without the knowledge of the public as well as the existing SETs. The termination order was further given without any prior information or reason for termination to the SETs. Most of the protestors viewed that one reason for the termination was because the SETs were untrained. “They assured us that they will give us training but later they told us to cover our own training expenses,” said an SET from Chetheba. At present, only 80 SETs in Nagaland have undergone the requisite training. Another problem cited by the SETs was the limitation of seats in Training Centres. The training which is for three months costs around Rs.10,000. Since Nagaland does not have a training centre on special education courses, most teachers have to travel to other States. The SETs, which come under the Inclusive Education of the Disabled at Secondary Stage (IEDSS) of RMSA, were appointed in the year 2012. The IEDSS was first launched in 2009-10 under the Ministry of Human Resource Development to provide assistance for inclusive education of

It is highly suspected that more villages in the interiors may be affected. Verification on the actual facts and figures has been rendered difficult due to poor accessibility and communication, which has been undermining healthcare assistance in this part of the region for decades. On Friday, the Assistant Director General of Union Public Health, Myanmar Government, Dr Than Tun Aung is learnt to have told the Council of Naga Affairs that the illness has been identified as a “type of measles.” A team of six doctors, 3 from the Sagaing regional government and another 3 from the union government were dispatched along with the military to take stock of the situation, Dr Than Tun Aung reportedly informed the Council. Athong Makury, Council of Naga Affairs speaking to The Morung Express, however, felt that six doctors won’t be enough. He was also skeptical on the diagnosis. “I asked what type of measles and the Assistant Director General could not give me a definite answer,” Makury said. In a race against time, the Nagas from the Myanmar areas have reached out to its brethrens on the Indian side of the border in Nagaland.

The ACAUT, in its letter, called for an additional FIR to be registered against the CMO of Zunheboto and 4 other employees including the Accountant in the “form of termination from service.” It alleged that after the FIR was filed “a particular factional group started harassing the complainant, an ACAUT member, for withdrawal of the FIR at the apparent instigation of the 5 employees.”
“It is a very serious matter as to how this particular faction should start harassing the complainant when the ACAUT made no mention of any particular faction having served tax notice to the CMO establishment unless of course those mentioned employees had a hand in it,” the ACAUT said. It stated that criminal threat and intimidation at the behest of armed factions should attract the strictest penalty under relevant sections of IPC and CrPC. It further reminded that any form of taxation including salary deduction is illegal (Indian Penal Code-Chapter XII) and as per the Home Department notification dated 23rd April, 2004, No. CON/ CF/97/99 as well as the PHQ circular dated NO.PHQ/IGP/CB/285, 12TH June, 2015. The ACAUT urged the State Government to take action as per the subject matter based on government notifications, “failing which the government would be held responsible for any unfortunate turn of events.”

The Special Education Teachers’ Association Nagaland (SETAN) held an agitation at the Directorate of School Education on August 5 demanding for revoking of the termination of existing 360 SETs in Nagaland. The termination order was released on June 24 where the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) Nagaland terminated the service of 360 Special Education Teachers (SET). The order made available to the media persons mentioned that the termination ‘has the approval of the Government vide their letter NO.DSE/CSS/ IEDSS/2/4/2015) dated 03/05/2016. The agitators are demanding revocation of the termination orders and that no fresh appointments should be made until all the in service SET are absorbed and streamlined. SET protestors informed that fresh appointments of SETs have been made without the knowledge of the public as well as the existing SETs. The termination order was further given without any prior information or reason for termination to the SETs. Most of the protestors viewed that one reason for the termination was because the SETs were untrained. “They assured us that they will give us training but later they told us to cover our own training expenses,” said an SET from Chetheba. At present, only 80 SETs in Nagaland have undergone the requisite training. Another problem cited by the SETs was the limitation of seats in Training Centres. The training which is for three months costs around Rs.10,000. Since Nagaland does not have a training centre on special education courses, most teachers have to travel to other States. The SETs, which come under the Inclusive Education of the Disabled at Secondary Stage (IEDSS) of RMSA, were appointed in the year 2012. Sumi Hoho cautions against ‘derogatory statements’ DiMAPuR, AuGusT 5 (MExN): The Sumi Hoho today issued a public notice opposing the use of the term “Sumiya” or “Sumiyas”, which it said has been doing the rounds in various media platforms. A press note from the Sumi Hoho stated that this term has no official recognition, and lamented that it is being “directly associated with intermarriage between the Sumi Naga women and Bengali-speaking Muslim men.” Stating that it is not only the Sumi women involved in the intermarriage, it said that “such unofficial term being associated with it, is demeaning, defaming and derogatory.” “The Sumi Nagas, like any other Nagas, is equally concerned with the menace of illegal immigrants and we are doing our part to secure Naga society from such foreign invasions,” it added. DiMAPuR, AuGusT 5 (MExN): The Dimapur Bar Association (DBA) has taken strong exception to the objection raised by the Against Corruption and Unabated Taxation (ACAUT) Nagaland on the issue of granting bails/anticipatory bails to the fuel adulteration kingpins and termed the statement as “irresponsible, reckless and counterproductive.” A rejoinder issued by DBA president Imti Imsong and general secretary A Hukavi Zhimomi on Friday enlightened that the matter of bail/ anticipatory bail are provided in the Chapter XXXIII of the Code of Criminal Procedure under Sections 436, 437, 438 and 439. Also, several guidelines are laid down by the Supreme Court of India in catena of decided cases on such matters in the light of
Articles 19, 21 and 22 of the Indian Constitution. Further, the Constitution of India provides for appellate judiciary system wherein any of the party being aggrieved by the decision of the inferior court can always appeal in the superior Courts. As such, the matters of bail/anticipatory bail are granted or denied by applying judicious mind and taking into consideration of the provisions of the Code of Criminal Procedure vis-à-vis the Constitution of India, the DBA stated. It therefore said the objection raised by the ACAUT on the issue of granting bails/anticipatory bails to the fuel adulteration kingpins by merely blaming the system of Judiciary and its functioning without re-
sorting to prescribed parameters of the provisions of law shall “amount to interference in the judicial process.” The DBA also stated, “If the ACAUT presume or senses that with the kingpin already out on anticipatory bail, the incident has only reinforced the public opinion that the criminal-justice system in the state is in need of a serious overhaul then proposition can be made that the concerned individual or group can press the parliament for amendment of the Code of Criminal Procedure and the Constitution of India.” The criminal justice system is applicable to all the citizens of India, irrespective of status as such, the same yardstick applies to all and not exceptional or selective, the DBA statement summed up.

disabled children in classes 9-12. The scheme was absorbed under RMSA from 2013. The MHRD mentions that the School Education Departments of the State Governments are the implementing agencies. It further states that central assistance for all items covered in the scheme is on 100 percent basis and the State Governments are only required to make provisions for scholarship of Rs.600 per disabled child per annum. During the year of appointment in 2012, the teachers were assured by the government that they would be given a 5 days crash course and also be provided with the required training as mentioned under the MHRD. However the 5 days crash course training was held for one day, and the promised requisite training was never given. Since the year of appointment, each SET in Nagaland is receiving Rs. 8500 per month which contradicts the Central pay scale of Rs. 23,000 for SETs. After the appointment in 2012, the Vigilance commission set up an investigation where almost 1000 bogus teachers were detected and terminated, with only 391 teachers found genuine. A document of meeting minutes held on a committee headed by the Chief Secretary on July 28, 2014 mentions that the freshly appointed 391teachers did not possess the requisite qualifications because of which they were being paid Rs. 8500 and not Rs. 23,230 as prescribed by MHRD. It was informed that they would be eligible for payment of the
higher amount on completion of the training prescribed by the Rehabilitation council of India. The preliminary findings of Task Force on IEDSS 2013-14 headed by the then Principal Director of School Education (dated 01/5/14) states that the teachers were appointed directly as per the terms and conditions laid down by the Government. However the teachers who underwent the required training have not received the prescribed salary. “The Project Director told us directly that it was no use to take trainings. And we found that he had already reserved 17 seats in one training centre most of whom were his relatives,” alleged an angry protestor. Atoka, General Secretary of SETAN stated that terminating on the basis of being untrained is not acceptable when the concerned authority had assured them to provide training during time of appointments. During the agitation, a meeting was held with the concerned authorities (RMSA officials and School Education officials) and representatives of SETs, where the authorities have assured to request the government to revoke the termination order. In a MHRD report, Nagaland received a total of Rs. 1,85,57,031 under IEDSS in 2011-12. Another RMSA report (Releases of funds under IEDSS dated 30/9/2014) indicates that Nagaland, received only 548.6 lakhs in 2010-2011, Rs. 731.03 in 2012-13, and Rs.1133.5 in 2013-14.

GuWAhATi, AuGusT 5 (iANs): In Assam’s worst terror attack since 2014, gunmen in military fatigues opened fire at a crowded market in Kokrajhar town on Friday, killing 13 civilians. One of the attackers was also killed. The terrorists hurled a grenade and then opened indiscriminate fire after reaching the weekly market in Kokrajhar town, some 220 km from here, in an autorickshaw, police and military officials said. Nearly 20 civilians were also injured. Both the dead and injured were mainly Bodos, who dominate Kokrajhar and the surrounding areas. An army patrol in the vicinity hit back, killing one of the terrorists. The security forces immediately launched a major operation to hunt for the other militants. Authorities blamed the “anti-talk faction” of the National Democratic Front of Bodoland (NDFB) led by I.K.

Nagaland heat wave: NSDMA seeks climate change policies KOhiMA, AuGusT 5 (MExN): The Nagaland State Disaster Management Authority (NSDMA), after studying recent weather events in the state, has found that on August 3 2016, the weather assessment report of the NSDMA recorded a continuous rise of temperature from 2010 to 2016. A press release from the NSDMA informed that weather data recorded the rise in temperature with a difference of approximately 8˚C from 2010 to 2016. August 3, 2016 was also found to be one of the hottest days of this year in Kohima. As per the climate data analysis carried out by NSDMA Home Department, unusually high temperatures were recorded on the August 3 and 4, 2016 with the temperature rising to a maximum of 33.6˚C on August 3, 2016 and 30.8˚C on August 4, 2016. The graphical representation of temperature from 2010 to 2016 suggests that
climate change has led to changes in climate/extreme weather events, the NSDMA said. It cautioned that climate extreme events or even a series of non-extreme climate events due to climate change can lead to greater risk for climate related disasters. It advised that climate change policies should be evoked to avoid, prepare for, respond to and recover from the climate induced risk of disasters. The integrated approach to Climate Change adaptations and disaster risk reduction should be a way of life to be practiced by every individual in the community, the NSDMA said, while adding that these are the most effective measures which aid sustainable development. It further encouraged Disaster Risk Reduction and Climate Change sensitivity amongst policy makers, community leaders, church leaders and every individual.

DiMAPuR, AuGusT 5 (MExN): The Dimapur Bar Association (DBA) has taken strong exception to the objection raised by the Against Corruption and Unabated Taxation (ACAUT) Nagaland on the issue of granting bails/anticipatory bails to the fuel adulteration kingpins and termed the statement as “irresponsible, reckless and counterproductive.” A rejoinder issued by DBA president Imti Imsong and general secretary A Hukavi Zhimomi on Friday enlightened that the matter of bail/ anticipatory bail are provided in the Chapter XXXIII of the Code of Criminal Procedure under Sections 436, 437, 438 and 439. Also, several guidelines are laid down by the Supreme Court of India in catena of decided cases on such matters in the light of
Articles 19, 21 and 22 of the Indian Constitution. Further, the Constitution of India provides for appellate judiciary system wherein any of the party being aggrieved by the decision of the inferior court can always appeal in the superior Courts. As such, the matters of bail/anticipatory bail are granted or denied by applying judicious mind and taking into consideration of the provisions of the Code of Criminal Procedure vis-à-vis the Constitution of India, the DBA stated. It therefore said the objection raised by the ACAUT on the issue of granting bails/anticipatory bails to the fuel adulteration kingpins by merely blaming the system of Judiciary and its functioning without re-

A document of meeting minutes held on a committee headed by the Chief Secretary on July 28, 2014 mentions that the freshly appointed 391teachers did not possess the requisite qualifications because of which they were being paid Rs. 8500 and not Rs. 23,230 as prescribed by MHRD. It was informed that they would be eligible for payment of the
higher amount on completion of the training prescribed by the Rehabilitation council of India. The preliminary findings of Task Force on IEDSS 2013-14 headed by the then Principal Director of School Education (dated 01/5/14) states that the teachers were appointed directly as per the terms and conditions laid down by the Government. However the teachers who underwent the required training have not received the prescribed salary. “The Project Director told us directly that it was no use to take trainings. And we found that he had already reserved 17 seats in one training centre most of whom were his relatives,” alleged an angry protestor. Nagaland heat wave: NSDMA seeks climate change policies KOhiMA, AuGusT 5 (MExN): The Nagaland State Disaster Management Authority (NSDMA), after studying recent weather events in the state, has found that on August 3 2016, the weather assessment report of the NSDMA recorded a continuous rise of temperature from 2010 to 2016. A press release from the NSDMA informed that weather data recorded the rise in temperature with a difference of approximately 8˚C from 2010 to 2016. August 3, 2016 was also found to be one of the hottest days of this year in Kohima. As per the climate data analysis carried out by NSDMA Home Department, unusually high temperatures were recorded on the August 3 and 4, 2016 with the temperature rising to a maximum of 33.6˚C on August 3, 2016 and 30.8˚C on August 4, 2016. The graphical representation of temperature from 2010 to 2016 suggests that
climate change has led to changes in climate/extreme weather events, the NSDMA said. It cautioned that climate extreme events or even a series of non-extreme climate events due to climate change can lead to greater risk for climate related disasters. It advised that climate change policies should be evoked to avoid, prepare for, respond to and recover from the climate induced risk of disasters. The integrated approach to Climate Change adaptations and disaster risk reduction should be a way of life to be practiced by every individual in the community, the NSDMA said, while adding that these are the most effective measures which aid sustainable development. It further encouraged Disaster Risk Reduction and Climate Change sensitivity amongst policy makers, community leaders, church leaders and every individual.

Death toll from the outbreak of an undiagnosed disease reported from the far corner of the Naga Self Administered Zone (SAZ) in Sagaing region, Myanmar rose to 40 on Friday. It is feared that the figures could be more. The illness, with measles like symptoms has already hit nine identified Naga villages under Lahe and Nanyun townships. It is highly suspected that more villages in the interiors may be affected. Verification on the actual facts and figures has been rendered difficult due to poor accessibility and communication, which has been undermining healthcare assistance in this part of the region for decades. According to UNDP, Myanmar 2015, parts of the Naga SAZ are among the poorest, most isolated and least developed of Myanmar. On Friday, the Assistant Director General of Union Public Health, Myanmar Government, Dr Than Tun Aung is learnt to have told the Council of Naga Affairs that the illness has been identified as a “type of measles.” A team of six doctors, 3 from the Sagaing regional government and another 3 from the union government were dispatched along with the military to take stock of the situation, Dr Than Tun Aung reportedly informed the Council. Athong Makury, Council of Naga Affairs speaking to The Morung Express, however, felt that six doctors won’t be enough. He was also skeptical on the diagnosis. “I asked what type of measles and the Assistant Director General could not give me a definite answer,” Makury said. In a race against time, the Nagas from the Myanmar areas have reached out to its brethrens on the Indian side of the border in Nagaland.

ACAUT seeks CS intervention

DiMAPuR , AuGusT 5 (MExN): The Against Corruption and Unabated Taxation (ACAUT) Nagaland has written to the Nagaland State Chief Secretary to look into the alleged harassment meted out to one of its core members, who was the complainant in the FIR filed against the CMO Zunheboto and 4 other employees regarding 24% salary deduction of employees. The ACAUT, in its letter, called for an additional FIR to be registered against the CMO of Zunheboto and 4 other employees including the Accountant in the “form of termination from service.” It alleged that after the FIR was filed “a particular factional group started harassing the complainant, an ACAUT member, for withdrawal of the FIR at the apparent instigation of the 5 employees.”
“It is a very serious matter as to how this particular faction should start harassing the complainant when the ACAUT made no mention of any particular faction having served tax notice to the CMO establishment unless of course those mentioned employees had a hand in it,” the ACAUT said. It stated that criminal threat and intimidation at the behest of armed factions should attract the strictest penalty under relevant sections of IPC and CrPC. It further reminded that any form of taxation including salary deduction is illegal (Indian Penal Code-Chapter XII) and as per the Home Department notification dated 23rd April, 2004, No. CON/ CF/97/99 as well as the PHQ circular dated NO.PHQ/IGP/CB/285, 12TH June, 2015. The ACAUT urged the State Government to take action as per the subject matter based on government notifications, “failing which the government would be held responsible for any unfortunate turn of events.”

The Special Education Teachers’ Association Nagaland (SETAN) held an agitation at the Directorate of School Education on August 5 demanding for revoking of the termination of existing 360 SETs in Nagaland. The termination order was released on June 24 where the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) Nagaland terminated the service of 360 Special Education Teachers (SET). The order made available to the media persons mentioned that the termination ‘has the approval of the Government vide their letter NO.DSE/CSS/ IEDSS/2/4/2015) dated 03/05/2016. The agitators are demanding revocation of the termination orders and that no fresh appointments should be made until all the in service SET are absorbed and streamlined. SET protestors informed that fresh appointments of SETs have been made without the knowledge of the public as well as the existing SETs. The termination order was further given without any prior information or reason for termination to the SETs. Most of the protestors viewed that one reason for the termination was because the SETs were untrained. “They assured us that they will give us training but later they told us to cover our own training expenses,” said an SET from Chetheba. At present, only 80 SETs in Nagaland have undergone the requisite training. Another problem cited by the SETs was the limitation of seats in Training Centres. The training which is for three months costs around Rs.10,000. Since Nagaland does not have a training centre on special education courses, most teachers have to travel to other States. The SETs, which come under the Inclusive Education of the Disabled at Secondary Stage (IEDSS) of RMSA, were appointed in the year 2012. The IEDSS was first launched in 2009-10 under the Ministry of Human Resource Development to provide assistance for inclusive education of
