Kohima, august 7 (mExN): In view of the impact on the road leading to New Secretariat near Working Women Hostel due to incessant rain, Kohima Traffic Police has advised commuters plying to and from New Secretariat to avoid taking the route. The road will remain closed till further notice as precautionary measure. Instead, commuters have been advised to use Tinpatti-DBS-Kohima College or High School junction-Meriema-NBCC Convention Hall roads to avoid possible danger near Working Women Hostel. Meanwhile, the Kohima DC also issued an advisory to the same end.

NBCC asserts that online ‘GOU not involved in fake certificate racket’ logo and gaming is threat to society ‘University’s credentials forged to DimaPuR, august 7 (mExN): The Nagaland Baptist Church Council (NBCC) today cautioned that online gaming “will be a threat” to the “wellbeing” of Naga society and “will open more doors for corruption in the government.” The NBCC stated this in a press note in reaction to the ‘Nagaland Prohibition of Gaming and Promotion and Regulation of Online Games and Skill Bill 2015’ presented by the Nagaland state Chief Minister during the Nagaland Legislative Assembly session held recently in Kohima. The bill seeks to regulate and promote the conduct of online games of skill with the primary objective of earning revenue for the state government, the NBCC informed. “Oxford Dictionary defines gaming as to manipulate (a situation) typically in a way that is unfair or unscrupulous,” the NBCC stated, while acknowledging that video games online have turned into a lucrative billion dollar industry and ever expanding. “As internet usage continues to grow with large followers, from children to adult, it is imperative that we assess the extent of its influence on our society; and the impact these online social networking activities has on the individuals who become involved in them,” the it urged. While acknowledging that
“lack of hard data,” the NBCC cited “reports in popular media,” which it said “continue to suggest that the design and content of certain games are responsible for the detachment, depression, and even addiction that some players experience affecting school or work.” Other related scenario could be disruption of normal social relationships in the community, it warned. “Although one may not equate online gaming with gambling, the two activities are very similar on many grounds – conceptually, behaviourally and psychologically,” it further claimed. The NBCC said that while the government purports to earn revenue from licensing fees and royalty, any new idea to generate more revenue “does not sink well in the minds of many as long as there is rampant corruption in governance and misusing of funds.” The more serious issue is the impact gaming will bring about on the social life and psychological wellbeing of the user, it added. Therefore, the NBCC called for the Nagaland government to rather promote public virtue, innovation, skills and industry through proper infrastructure and policy, “and not seduce its citizens to any enterprise that has the potential to wreck (undermine) the moral foundations of the society.”

The fledging Global Open University (GOU), Nagaland, which was named in a fake certificate racket unearthed by the Punjab Police has reiterated its stand that it was in no way involved in the racket. The Punjab Police had in the month of April unearthed a fake degree certificate racket allegedly run by a Nagaland-based university. It was alleged that the GOU had issued thousands of diploma and degree certificates through its distance education wing from its various off-campus study centres in Punjab. Subsequent to the unearthing, the University’s Pro-Chancellor was arrested. The Chancellor of the GOU, TN Mannen, while terming the Punjab Police allegations as “unfounded and unclear”, asserted that the university is not authorised to run any off-campus study centres by the University Grants Commission. The GOU’s name was misused by people based in Punjab and other places in the country not connected to the university, who issued the fake certificates, the Chancellor said at a press conference in Dimapur today. As a result of the allegations, “the good intention of the university has been diluted and its image damaged.” Stating that it has resorted to necessary legal actions to clear its name, the Chancellor added that it has registered complaints against Lotus Education So-
ciety based in Mansa, Punjab, which had allegedly forged the GOU’s logo and other credentials to produce the fake certificates busted by the Punjab Police. The individuals running the centre and another called ‘Bhai Gurdas Education Centre’ were arrested during the investigation conducted by the police. Investigation into the case by the Nagaland Police led to the same group of people, who were also arrested by the Punjab Police, the Chancellor said. Imotemsu Ao said that it was merely as a counselling centre for students seeking admission into various educational institutions. “It was neither authorised to recruit students nor issue certificates… they took undue advantage of this aspect,” said Dr. Ao. Further clarifying on the Punjab Police allegation that the GOU is authorised to run only two courses – Hotel Management and Fashion Designing – Dr. Ao said that the university can run any recognised courses or programmes as per the norms of the UGC Act, provided it has the requisite infrastructure or facilities.

An indication that the number of vehicles in Nagaland is growing as fast as its human polulation, Minister for Transport, IT & Communication P Paiwang Konyak on Friday revealed that the state has more than 3.30 lakh registered vehicles. Further, an estimated 15,000 new vehicles are being added to it each year, which ultimately leads to alarming traffic congestions, Paiwang stated while addressing the inaugural of the Inter State Truck Terminus (ISTT) here at Chumukedima, Dimapur. The project for construction of the terminus began in 2009 and was completed with a total estimate cost of Rs 42.15 crore. Paiwang said the
ISTT would be beneficial not only for truckers in the state but neighbouring states of Assam and Manipur travelling through the two national highways in Nagaland. With the construction of separate terminus for trucks, Paiwang also said, smooth traffic along the highways could be expected as the trucks

He also appealed the citizens to extend their cooperation towards the department in the upkeep and maintenance of the terminus. Transport Commissioner, H Achumi, presenting a technical report of the ISTT, said that the project was started in 2009 in an area of 13 acres. Out of the total Rs 42.15 crores, the Ministry of Urban Development, Government of India funded Rs 14.15 crore while the state government funded Rs 28 crore. The ISTT can house more than 330 trucks with other facilities like weigh bridge and pollution testing centre, security house, dormitory for truckers etc.

Mokokchung town to celebrate 125 years
Mokokchung, August 7 (DIPR): Mokokchung town, which came into being as an administrative centre under British rule in 1890 has completed 125 years this year. Mokokchung District Planning and Development Board (DPDB) has resolved to celebrate the occasion later part of this year in a befitting manner. The Board meeting held in the ADC (Planning) conference Hall on August 7 under the chairmanship of DC and Vice Chairman Sushil Kumar Patel set up various committees under the supervision of District Administration for the celebration. MLA Merentoshi, who attended the meeting, shared his thought provoking suggestions for the celebration and his visions for further development of the town to make Mokokchung town a true tourist destination in the state. He said that if there is will in the minds of the people, much can be done without fully depending on the funding of the government. He called upon the DPDB members to contribute their suggestions to make Mokokchung town better with all amenities. Referring to the nationwide programme of Swachh Bharat Mission being implemented in the state, MLA suggested to the members to come up with an idea of presenting awards to best NGO, ward and village. He felt that the same should be suggested to the government.
MTLT proposes for developing Mkg Town Park Mokokchung, August 7 (MExn): The Mokokchung Town Lanur Telongjem (MTLT) after thorough deliberations among the members over a series of meeting resolved that the 125-year anniversary of Mokokchung town should be marked with some developmental activities, which would bear the legacy of the present generation. Looking at the great potentialities in the tourism sector and need to preserve the rich heritage of Mokokchung town, the MTLT resolved to put forward the development of the present Mokokchung Town Park into a modern multi-purpose site where people from every walk of life can gain something, be it recreational, educational or find an emotional attachment with Mokokchung town. In this regard, the MTLT has submitted a proposal to the Mokokchung District Planning and Development Board, Chairman with the plan outline to develop the present Mokokchung Town Park hill into a modern tourist attraction with a multi-storied building that would house a state-ofthe-art museum, a library, a watchtower, a tourism office etc. The MTLT strongly believes that Mokokchung Town has played a very impor-
tant role in the educational, religious, social, economic and political life of not only the Ao people but also the whole Naga people in general. The MTLT identified that Mokokchung Town Park hill, located in the heart of the town is one place where every visitor to the town and even the ordinary citizens pay a visit to get a panoramic view of Mokokchung and the adjoining neighboring districts, states and even the Himalayan range from the top of the hill. The MTLT has also recognized that the hill has enough space for further development especially if it is utilized in a proper manner. “It is our sincere hope that the esteemed DPDB members would thoroughly study our proposal, look into the feasibility and make a concrete decision, which would be beneficial not only to the citizens of Mokokchung but also to the whole Naga people in general,” stated the proposal appended by MTLT President Imkummeren Jamir and General Secretary Taliakum Pongen. The proposal further added that MTLT, as a conscientious youth organization, with a sincere aim for the welfare of the town and the future generation, put forward this proposal for the members of the board to discuss and deliberate upon it.

tsEMInyu, August 7 (MExn): Nagaland Baptist Church Council Teachers' training for NBCC member schools was conducted from July 30 to August 1 at CRBC Mission Centre Zunpha, Tseminyu. Altogether 48 teachers attended the programme and 58 students from Mt. Terogvu Theological College turned up for the music training. CED Secretary Hinilo Tep chaired introductory session. School Coordinator NBCC Rev, Dr. Mechiehol Savi in his speech said that the purpose of the training was to update the teachers, as there are so many challenges in the teaching field. He also stated that teaching is a noble profession but very challenging job. Adding that he urged all the teachers to respect their job as it is to do with the life of children. The continuous outpour of monsoon rain has cause huge damage in Phokhungri area under Meluri sub-division of Phek district. Many paddy fields, the primary livelihood of the villagers are damaged, bridges washed away, landslides in many places making complete road cut off, electric posts uprooting. Presently the area especially the five villages New Thewati, old Thewati, Lutsam, Phokhungri and Avakhung are facing hardship without road connectivity, electricity, communication system, which has been greatly affected. PhokhungRI, August 7 (DIPR): A heavy flash flood occurred at New Thewati village under Phokhungri area on August 1(Friday) afternoon. SDO(C) Meluri along with OC, of Meluri Police Station visited New Thewati on August 2 (Saturday) and reported the incident to the authority. Deputy Commissioner, Phekalong with a team of Officers of Phek including E.E. &DPO of SDMA Nagaland, Kohima went to the spot and verified the actual happening. The team has found out that the flush flood was serious as the small stream widened to 200 feet and 35 feet deep which destroyed the road and bridges, namely, Khayoti, Liyakti, Yuthriti river and below Letsam the bridge connecting Laruri to Phokhungri were all washed away. Moreover, one Mr. Jacob Pochury was swept away on that day in Khayoti River, and till now the dead body has not been found. The landslides in several locations have blocked the New Thewati-Phokhungri road. Due to this disaster five villages of Phokhungri Administrative circle have been cut off from other part of the state. The villagers of the area have been fully engaged for construction of temporary wooden bridges and clearing of landslides on voluntary and free labour basis. The Deputy Commissioner, Phek donated Rs. 80,000/- only to the President PAPO and Rs. 40,000/to EAC Phokhungri for mobilization of public for temporary bridge construction and clearance of the landslides at the earliest. After the BRO handed over the said road to PWD (R&B) department several years ago, the department was not able to maintain the said road and it has become very vulnerable. If the road is not opened immediately, there may be complications due to shortage of essential commodities.

With the help of the semi-conductor industry, including computer manufacturing, design and packing, Taiwan has been able to distinguish itself from its competitors," he added. Agartala via Guwahati is 1,650 km from Kolkata by road and 2,637 km from New Delhi, while the distance between Agartala and Kolkata via Bangladesh is just about 620 km. KoLKATA, AUGUST 7 (IANS): Army's eastern command chief, Lt.Gen. Praveen Bakshi, on Friday reviewed the security environment and operations being carried out in Manipur to combat militancy in the affected areas, an official statement said. On his maiden visit in the northeastern state, Lt.Gen. Bakshi was briefed at the Leimakhong Garrison by Red Shield Division commander on the prevailing security situation in the area. Accompanied by 3 Corps commander, Lt.Gen. Bipin Rawat, Lt. Gen. Bakshi interacted with officers and commanders of the formation and complimented all ranks "for their all round endeavours" to effectively combat insurgency in the state, according to a defence ministry media release. He directed all ranks to ensure people-friendly operations in maintaining normalcy in the area and emphasised on the need for highest standards of military ethos in conduct of justified operations in Manipur.
Nagalim demand to chart course of NE politics GUWAhATI, AUGUST 7 (TNN): The demand for Greater Nagaland or Nagalim, which the Nagas call Naga integration, will dictate the future course of politics and insurgency in the three NE states of Manipur, Assam and Arunachal Pradesh. NSCN(IM) general secretary Thuingaleng Muivah, a Tangkhul Naga from Manipur's Ukhrul district, signed the 'framework agreement' with the Centre's interlocutor, R N Ravi, in New Delhi last Monday in the presence of Prime Minister Narendra Modi. Though NSCN (IM) has already dropped its demand for 'sovereignty', the bone of contention ever since the outfit signed a ceasefire agreement with the Centre in 1997 was its core demand for integration of contiguous Naga-inhabited areas under one administrative roof. The Nagaland government, too, supported the demand for Naga integration. The three states of Manipur, Assam and Arunachal Pradesh, however, strongly opposed any move
to alter their boundaries. Manipur has been the most vocal. A Greater Nagaland means slicing parts of Manipur, Assam and Arunachal Pradesh and merging it with Nagaland. Union minister of state for home affairs Kiren Rijiju and Nagaland governor PB Acharya said the existing boundaries of NE states will not be touched by the peace accord and explained that the agreement is aimed at bringing overall peace to the northeast. But the assurances by these leaders have failed to convince the people in the three states as they questioned the Centre's lack of transparency in dealing with the issue. The worrying point is the fact that NSCN(IM) leaders insist that Naga integration will be part of the agreement. "Why is the Centre keeping everyone in the dark? If the Centre is going to sacrifice Manipur's boundary to please an armed rebel group, then people of the state will also start believing that they cannot achieve anything under Indian democracy without taking up arms. This is not a good
sign for democracy," argued Congress MLA and former minister N Biren Singh. Biren Singh warned the Centre that it cannot alter Manipur's territorial integrity without consulting the state government. "When the Manipur kingdom merged with Indian Union in 1949, it merged with its territory. The Centre should remember this historical fact," he said. Any failure to handle this tricky issue by the Centre could lead to a bigger problem in the region. While chief ministers of Manipur, Assam and Arunachal Pradesh asked the Centre to make the agreement public, Congress president Sonia Gandhi slammed the Modi government over the accord, accusing it of not taking the three chief ministers into confidence and terming it an insult to the people these three states. Tripura holds good on 'Ker Puja' AGArTALA, AUGUST 7 (IANS): The Tripura government is all set to get conducted from Friday onwards the 'Ker Puja', which in olden times was performed by the Tripura royals along with other rituals for the welfare of their subjects and against calamities and external aggression. A centuries-old tribal tradition in Tripura, 'Ker Puja' is connected with a specified area or austerity. The literal meaning of 'Ker' in the tribal 'Kokborok' language is a specified area or austerity. The rituals are carried out at government expense as the Tripura government has been holding good for over six and a half decades its promise made to the state's erstwhile royal family to organise the 'puja'. "'Ker Puja' will begin on Friday midnight and continue uninterrupted for over 30 hours," said writer and researcher Nanda Kumar Debbarma. It starts 15 days after the week-long 'Kharchi Puja', another tribal festival in the state with unique customs. When the prayers are in progress, deaths, births or even recreation within the notified area are taboo. Ratul Debbarma, a renowned poet and writer, said, "If any person violates the customary directives of 'Ker Puja', the ritual begins afresh at his cost, like a fine. Around 40 years ago, the then district magistrate was fined for entering the 'Ker Puja' area without permission." And if there is a birth or a death in the 'Ker Puja' area, the family concerned has to pay a fine. The area in and around the royal palace here as well as Puran Habeli - the erstwhile capital of Tripura and around 12 km east of this city have been notified for the 'Ker Puja' by the west Tripura district magistrate. "The customary rules and conventions of 'Ker Puja' are very strict and not easy to follow. All pregnant women, the diseased and dying are kept out of the specified puja area. No one is allowed to enter the notified area," Nanda Kumar Debbarma,
a research fellow of Mysore based Central Institute of Indian Languages, told IANS. Even the Agartala Press Club and a municipal park will remain closed from Friday night onwards to Suwnday afternoon as these falls in the notified 'Ker Puja' area. Nanda Kumar Debbarma, also an academic faculty of Tripura (Central) University, said that a few decades ago, 'Ker Puja' area encompassed the entire Agartala city and Puran Habeli. "During 'Ker Puja', all kinds of amusement, recreation and ceremonies are banned in the notified areas," an official notification of the district administration said, adding that security personnel would stand guard outside the area to maintain the dignity of the religious rituals and the government directives. Tripura police personnel fire either cannons or guns before the begining of the rituals and at the end, Ratul Debbarma said. Besides Agartala and Puran Habeli also known as old Agartala - rituals take place in almost all tribal villages towards the end of the year or at the end of the harvesting season. "The royal dynasty would perform 'Ker Puja' along with other rituals for the welfare of people, praying against calamities, evil acts and external aggression," said Panna Lal Roy, a writer and historian specialising in Tripura's royal past. "Animal sacrifice and offerings characterise this popular puja," Roy told IANS. At the end of the 517-year rule by 184 kings, the erstwhile princely state of Tripura merged into the Indian union on October 15, 1949, as per an agreement signed with Kanchan Prabha Devi, the then regent queen. The agreement made it obligatory for the Tripura government to continue with the sponsorship of several temples, 'pujas' and festivals earlier organised by the Tripura royals. And it continues to this day.

India to impose import duty of 10% on wheat
NEW DELHI, August 7 (REutERs): India will impose an import duty of 10 percent on wheat until March 31 next year, Finance Minister Arun Jaitley said on Friday, reinstating tariffs after a gap of eight years following big overseas purchases in recent months. Reuters reported last week that a decision had been taken after officials from the ministries of farm, food, trade and finance met to discuss ways to curb imports at a time when domestic stocks are ample thanks to seven years of bumper harvests aided by government subsidies. In June private firms signed deals to import 500,000 tonnes of premium Australian wheat, the biggest such purchases in more than a decade, which led to criticism Prime Minister Narendra Modi’s government was letting farmers down. Govt mulls doubling aluminium import duty NEW DELHI, August 7 (REutERs): The Government is examining a request to double the import duty on aluminium to 10 per cent, the Union Commerce and Industry Minister, Nirmala Sitharaman, said on Friday, after companies such as Vedanta Ltd warned of job cuts due to
low world prices and rising supplies from overseas. The Trade Ministry has forwarded a request from the Aluminium Association of India to the revenue department for necessary action, Nirmala Sitharaman told Parliament in a written reply. The department had
rejected similar requests earlier, she said. India’s per-capita consumption of aluminium, used in everything from aeroplanes to lemon squeezers, is about 2.2 kg compared with 25 kg in China. But demand is growing at an annual rate of about 11 per cent
against global growth of 6 per cent. About 1.5 million of the country’s annual aluminium demand of 3.5 million tonnes is met through imports from China and West Asia. Imports rose 4 per cent to 390,000 tonnes in the April-June quarter from a year ago.

MuMBAI, August 7 (AgENcIEs): Vodafone India, the country’s second largest mobile operator by revenue as well as subscribers, will launch 4G services by the end of the year, the company’s business head for Mumbai circle Ishmeet Singh said on Thursday. Vodafone India expects its data to contribute to over 35% of service revenue by the next fiscal from its Mumbai circle from the current 30%. Mumbai has the highest data Arpu customers. During April-June, Vodafone’s data revenue as a percentage of mobile revenue stood at around 19%. During the February spectrum auctions, Vodafone won about 5 MHz spectrum in the 1,800 MHz band in five circles —Delhi, Mumbai, Kolkata, Karnataka and Kerala. The company is currently conducting trials of
its 4G services in these circles. The company, which has over 4.8 million data users of its overall 8 million customers in Mumbai, has added 1200 sites (250 2G sites and 950 3G sites) in the circle during the past year. It is also rolling out promotional features, pertaining to data, to attract subscribers. The latest being a double data offer for its prepaid subscribers, which allows users to get double data at the same price. “We have invested over Rs 1,000 crore between April 2014 and March 2015 to strengthen and expand network and retail presence in Mumbai. We will continue to invest on strengthening offerings to remain the first choice of telecom services in the circle,” Singh said. The company is also strengthening its network infrastructure in the circle, where almost all mobile
telecom subscribers suffer from call drops, connectivity issues, and a host of other network problems. Vodafone’s move towards larger focus on its data services comes at a time when the telecom industry is seeing a drop in voice realization rate on the heels of high data growth. The introduction of 4G services is further expected to rise demand for high speed data. “Over the last few quarters both the number of data users as well as the consumption of data per user has risen significantly,” said Singh. He, however, agreed that telcos will eventually have to pass down costs to customers to re coup the huge amount of money they paid for spectrum purchases. “We will look at it (increasing data prices and headline tariff) if the competition looks at it,” Singh added.

Previously, Google would develop a patch and distribute it to its own Nexus phones after the discovery of security flaws. But other manufacturers would wait until they wanted to update the software for different reasons before pushing out a fix, exposing most of the

MANILA/MuMBAI, August 7 (REutERs): Gold demand in Asia picked up modestly this week as global prices wallowed near multi-year lows, but buyers in the world’s biggest consuming region for the precious metal were in no hurry as they waited for the market to weaken further. Spot gold has languished mostly below $1,100 an ounce since breaching that support level in a July 20 rout, sinking as far as $1,077 on July 24, its weakest since February 2010. Bullion is en route to fall for a seventh straight week, its longest retreat since 1999, with investors looking ahead to Friday’s U.S. nonfarm payrolls data that may help determine how soon the Federal Reserve will raise interest rates. Premiums in India, the world’s second-biggest gold consumer after China, hovered between $1.30 to $2.10 an ounce over the global spot benchmark, up from $1.50-$2 last week, with ample supply offsetting an improvement in demand. “Jewellers have increased buying for the peak festive season. NEW DELHI, August 7 (PtI): Government has decided that Aadhaar enrolment of Non-Resident Indians, Persons of Indian Origin and Overseas Citizen of India should be eventually allowed to help them authenticate their identity digitally, Parliament was informed today. “The government has decided that a longer term goal should be to expand Aadhaar enrolment activities in order to ensure that all persons on the Indian soil (Resident Indian, NRIs, OCI/PIO and visa holding visitors) shall be empowered with a unique identity/ identifier that can authenticated on a digital platform any time anywhere,” Planning Minister Rao Inderjit Singh said in written reply to Lok Sabha. At present, all residents including Indian national and foreigners with valid visas can be enrolled and provided Aadhaar number by the UIDAI. Under the Aadhaar project, the Unique Identification Authority of India (UIDAI) is providing a unique identity numbers to residents, which can be digitally verified using the database. As per the official sources, UIDAI is working on the policy for Aadhaar enrolment of NRIs, PIOs and OICs after receiving a direction from the government on the issue. However the minister said in its reply that no timeframe has been formulated at this stage for achieving the goal. The Aadhaar number helps in availing various services and benefits provided by the government. It is a valid know your customers (KYC) document for various services including banking, telecom, cooking gas subsidy, vehicle registration driving licence, government scholarships, pension and public distribution system. The UIDAI was set up in January 2009 to issue Aadhaar numbers. It has generated 89.43 Aadhaar numbers so far as per the information provided on UIDAI’s website.

In Hong Kong, premiums inched up to $1-$1.20 an ounce from 90 cents to $1.10. On the Shanghai Gold Exchange, premiums were steady at $3-$4 an ounce. Buying interest in China, where the economy is facing headwinds from weaker exports and slow demand, is unlikely to be robust even if the gold price falls further, said Dick Poon, general manager at Heraeus Precious Metals.

RALH resents withdrawal of IRB from DAB area DIMAPUR, AUGUST 7 (MExN): Ralan Area Lotha Hoho (RALH) has expressed resentment against the State government for withdrawing the IRB personnels stationed along the Disturb Area Belt (DAB) in Ralan area. The decision to this was arrived at during a recent meeting of Assam and Nagaland DGPs in Guwahati where it resolved to withdraw some
of its forces from the DAB, a press release from the RALH stated. Accordingly, in total compliance with the decision, Nagaland government had withdrawn one (1) out of the two (2) IRB Company posted in the border area, it informed. However, RALH alleged that even though Assam government had withdrawn three AAP camp
stationed in the interior DAB, it had only reinforced them in the remaining nine (9) camps stationed near Lotha villages along the border. In this connection, RALH reminded the State government of the 1979 agreement and its subsequent fall out when Nagaland government willingly withdrew all forces from the DAB areas
where as Assam government failed to abide by the agreement. “This opened door of oppurtunity for the Assam government to push in tens of thousands of illegal immigrants and thousands of people of questionable origin in the DAB under Ralan area,” RALH pointed out. While warning the Nagaland government never to commit such blunder
again, RALH has demanded that if State forces are to be withdrawn, then both the States should withdraw its forces completely/totally from the DAB. It has, therefore, strongly appealed the Nagaland government to set up equal number of Nagaland police post adjacent to AAP post/ camp if Assam government is not willing to withdraw its forces.

SovehuNienu of Phek Village is now 99 years old but till today he is physically fine. He dared to join in the Army as a Sepoy in 1st Bn, Assam Regiment in 1941 at the prime age of 25 years who valiantly fought against the Japanese Force in many battles. In the first battle he fought with the
Japanese at Jessami and sustained bullet injury at his forehead and in the chest. After the Jessami battle, he was taken to Regiment HQ Shillong where he took medical treatment for two weeks. Then, he and his group were sent to pursue the Japanese force on their retreat to Manipur and Burma upto Rangoon, He got as much as 6 (six) medals of Bravery Award and was promoted to the rank of Havildar. He retired in 1950 after marriage.

Sepoy Thikhu oined the Army as in April, 1944 after the battle started at Kohima. Dr Kamei did her Ph.D on the caecilians of North-East India and is currently a MarieCurie Fellow (post-doctoral research) at the Natural History Museum, London and is being funded by the Rufford Foundation. Caecilians are legless, soil-dwelling, snake like amphibians. They are the world’s least studied and most poorly known vertebrate group. From among her many achievements, Dr. Kamei along with her

Her community education programme “Conservation Education and Awareness Raising” involves raising awareness in about NorthEast India’s remarkable biological diversity, the threats that biodiversity in the NE faces, why it is important to safeguard them, and how each individual can contribute to conservation. Dr Kamei has spoken to various sections of the society across the NorthEast – from the non-literate farming communities in villages to the educated sections including schools,
colleges, research institutions, forest departments and world experts on the subject. Dr. Kamei is a caecilian – dedicated soil-digging surveyor which is the world’s most extensive caecilian-dedicated survey ever attempted and a pioneer to scientifically document North-East India’s caecilian fauna. Her research has helped highlight the importance of North-East India to the international audience and to put North-East India in the global amphibians map in a significant way. Bob Dylan and America’s 70-Year Nuclear Nightmare Rev. John Dear Commondreams

few years ago, Bob Dylan gave a powerful interview to Rolling Stone. The editor asked about his recent music, but also about our political predicament and how we got into this global mess. Dylan seemed a bit cantankerous—forgive me, Bob!—and kept hemming and hawing. “What gets in your blood?” the editor asked. “The whole culture,” Dylan answered. What do you mean? What are you saying? the editor asked. He kept pushing Dylan to explain where rock and roll came from. Finally, when push came to shove, Bob Dylan gave the definitive answer. Hiroshima. “The atom bomb fueled the entire world that came after it,” Dylan said. “[The U.S. atomic bombing of Hiroshima],” he continued, “showed that indiscriminate killing and indiscriminate homicide on a mass level was possible, whereas if you look at warfare up until that point, you had to see somebody to shoot them or maim them, you had to look at them. Here in New Mexico where I live, Los Alamos is a given. We’re told it provides jobs, that it protects the nation, that it is a source of pride. I live way off the grid, on a mesa that looks out over many miles. In the distance I can see Los Alamos. For the last twelve years, I’ve organized peace vigils there to mark the annual Hiroshima anniversary and call for the abolition of nuclear weapons. Los Alamos is a beautiful city, high above the most stunning red and orange cliffs and canyons, and the richest county in the U.S., but don’t be fooled: its sole purpose is to prepare to vaporize millions of people. The Need to Close Los Alamos, the Birthplace of the Bomb Los Alamos sits above the second poorest county in the U.S. and is located in one of the poorest states in the country. The land was originally stolen from the indigenous peoples. Its radioactive waste was routinely dumped into the canyons below, poisoning the water, the land, animals and the indigenous people. The Los Alamos Labs spend two billion tax dollars annually for the sole purpose of preparing to kill millions of
people. That’s why I call Los Alamos—“the world’s greatest terrorist training camp.” We look away from this evil because we are taught to. The Labs pay a huge amount for its PR firm which brainwashes the people of New Mexico into thinking that the labs help New Mexico. Likewise, the U.S. government brainwashes us all to believe the theory of nuclear deterrence to justify billions of dollars--a trillion dollars!-for weapons of mass destruction, for preparations for global genocide. It’s all one big lie. These weapons are the ultimate evil. They do not make us safe, they do not protect the earth, they do not promote the common good or insure our health or create global peace. They only serve the one percent, so they need to be abolished. Now. What we need are people who are not afraid to wake up, to be aware, to be mindful, to be nonviolent, to be alert to what has happened and what continues to happen. We don’t need to scream like Jerry Lee Lewis or Little Richard, or to remain in mindlessness or despair or psychic numbing or become violent or give in to collective insanity. We need to practice peace, mindfulness and nonviolence, and to pursue together a new world without nuclear weapons. On August 6th, hundreds of us will drive up the mountain of Los Alamos to vigil for peace and sit in quiet meditation in an effort to grieve over our collective insanity, show
universal love and compassion for all humanity, call for nuclear disarmament, and build up the global grassroots movement of nonviolence. We need to take up Gandhi and King’s vision of nonviolence, and plumb the depths of nonviolence as the only antidote to our global predicament. Nonviolence means seeing every living human being as a sister or brother and pursuing active love for everyone as well as non-cooperating with the culture of violence. It is a way of life, a spiritual practice, but also a methodology of social change. It renounces violence and works aggressively for justice and the coming of a new world of peace. And it has a bottom line truth: there is no cause, however noble, for which we will ever again support the taking of a single human life. No cause whatsoever. We refuse to kill, or to support the killing of anyone. Sorry, but the days of killing and nuclear weapons are coming to an end. So at Los Alamos, actually, we are preparing for a new world without nuclear weapons. We will claim our fundamental dignity as peaceful human beings, and in the process, show the world what people look like who have the dignity not to be possessed by nuclear weapons. When we sit in at Los Alamos, we stand up for nuclear disarmament, which means we dare explore the spiritual depths of inner disarmament. We’re trying to become people worthy
of a world free of nuclear weapons. That’s what the spiritual life of nonviolence calls us to. Every one of us has to pursue this new life of nonviolence, including the inner journey of disarmament. As we go to Los Alamos, we remember that social change only comes about historically through bottom up grassroots movements, such as the Abolitionists, the Suffragists, the Civil Rights movement and the antiVietnam war movement. What we need now is a whole new kind of global grassroots movement of nonviolence that works for the abolition of war itself, as well as poverty, nuclear weapons, environmental destruction, and every form of violence, for the coming of a new culture of peace and nonviolence. This grassroots movement, this new world of nonviolence, is totally achievable if everyone joins in and does their part. We need literally billions of people to join this global movement of nonviolence, and to keep at the practice of peace. That means we all need to talk about nuclear weapons and the need to abolish them; to study and teach nonviolence; to connect the dots between the issues of violence (from poverty and racism to war and environmental destruction); and to support the global grassroots movement of nonviolence. So as we gather in Los Alamos at the park where the atomic bomb was built long ago, as we process in silence up Trinity Drive toward the entrance of the Labs with our peace signs, as we sit down on the sidewalk in sackcloth and ashes, using the oldest form of political protest from the Hebrew Bible, we publicly “repent of the mortal sin of nuclear weapons and beg the God of peace for gift of nuclear disarmament.” Later, we will gather back at the park for reflections from Rev. Jim Lawson, the great Civil Rights leader, and Roshi Joan Halifax, the great Buddhist leader. On such a day, in such a moment, we dare to name what happened 70 years ago, and commit ourselves to a new world of nonviolence. This weekend, hundreds of us will gather in Santa Fe for the “Campaign Nonviolence National Conference.” Last year, we organized 250 demonstrations across
the US in all fifty states in September; and we’re going to do it again this year, the week of Sept. 20th. We already have 150 demonstrations planned, in all 50 states. We are calling people to take to the streets and march against every variation of violence--from U.S. warmaking, to poverty at home and abroad, to racism, police brutality and mass incarceration, to nuclear weapons and environmental destruction---and for Dr. King’s vision of a new culture of nonviolence. Rev. Jim Lawson will give the opening keynote speech on Friday night. Martin Luther King, Jr. called him “the leading theorist and strategist of nonviolence in the world.” On Saturday, we will hear from the leading voices of nonviolence in the nation-such as the great historian of nonviolence, Professor Erica Chenoweth; Ken Butigan, director of Campaign Nonviolence; Kathy Kelly of Voices for Creative Nonviolence; Medea Benjamin, founder of CODEPINK; Rev. Lennox Yearwood of the HipHop Caucus; Jay Coghlan of Nuclear Watch New Mexico; Marian Naranjo of Honor Our Pueblo Existence from the Santa Clara Pueblo, NM; Beata Tsosie-Pena from Tewa Women United in New Mexico; Dr. James Boyle, formerly of the Los Alamos National Labs; and Sister Joan Brown, an environmental activist and teacher. All the events will be broadcast live on line at www.campaignnonviolence.org. Please join in by watching the speakers! On Sunday, we will go back to Los Alamos and do it all again, to commemorate Nagasaki. This time, we will close with a celebration of peace from the break-dancing teenage boys of Espanola, and hoop dancing girls of the Santa Clara Pueblo. They will send us forth to build the movement. If we dare remember Hiroshima and Nagasaki, and understand its impact as Bob Dylan does, if we speak out for the abolition of nuclear weapons and organize a new global grassroots movement of nonviolence, perhaps we can create a new climate for disarmament and justice, and insure that people are never vaporized again. To do that, we must prove worthy of a new world of peace, and become people of loving nonviolence.
The Age of the Robot Worker Will Be Worse for Men Jerry Kaplan

any economists and technologists believe the world is on the brink of a new industrial revolution, in which advances in the field of artificial intelligence will obsolete human labor at an unforgiving pace. Two Oxford researchers recently analyzed the skills required for more than 700 different occupations to determine how many of them would be susceptible to automation in the near future, and the news was not good: They concluded that machines are likely to take over 47 percent of today’s jobs within a few decades. This is a dire prediction, but one whose consequences will not fall upon society evenly. A close look at the data reveals a surprising pattern: The jobs performed primarily by women are relatively safe, while those typically performed by men are at risk. It should come as no surprise that despite progress on equality in the la-
bor force, many common professions exhibit a high degree of gender bias. For instance, of the 3 million truck drivers in the U.S., more than 95 percent are men; of the nearly 3 million secretaries and administrative assistants, more than 95 percent are women. Autonomous vehicles are a not-too-distant possibility, and when they arrive, those drivers’ jobs will evaporate; officesupport workers suffer no such imminent threat. This pattern holds for many of the most genderbiased occupations. Men hold97 percent of the 2.5 million U.S. construction and carpentry jobs. The Oxford study estimates that these male workers stand more than a 70 percent chance of being replaced by robotic workers. By contrast, women hold 93 percent of the registered nurse positions. Their risk of obsolescence is vanishingly small: .009 percent. What is causing this pattern? The skills exhibited by the coming wave
of intelligent machines are better suited to occupations currently dominated by men. Many of the jobs held by men involve perception and manipulation, often in conjunction with physical exertion, such as swinging a hammer or trimming trees. The latest mobile robots combine advanced-sensory systems with dexterous manipulators to successfully perform these sorts of tasks. Other, more cerebral male-dominated professions aren’t secure either. Many occupations that might appear to require experience and judgment—such as commodity traders—are being outdone by increasingly sophisticated machinelearning programs capable of quickly teasing subtle patterns out of large volumes of data. By contrast, women typically work in more chaotic, unstructured environments, where the ability to read people’s emotions and intentions are critical to success. If your job involves distract-
ing a patient while delivering an injection, guessing whether a crying baby wants a bottle or a diaper change, or expressing sympathy to calm an irate customer, you needn’t worry that a robot will take your job, at least for the foreseeable future. So what will the new machines be good at? For starters, they will be wellsuited to tasks that are easily specified and offer objective criteria for success. These features permit an engineer to codify requirements in a programmatic form and measure the results. It’s easy to understand what a robotic housepainter is supposed to accomplish and to see if the job has been done correctly; it’s harder to assess whether a dementia patient might be more comfortable with a warmer blanket. Computers also excel at tasks that benefit from consistency, attention, and objectivity, such as washing windows, managing the flow of air traffic, or assigning taxi drivers to trip requests.
Another characteristic affecting a job’s security is the breadth of skills it requires. Computers aren’t usually designed to replace workers; they typically automate specific tasks, making a given worker more productive.
But when an automated system can match the entire range of that worker’s talents, his or her services are no longer needed. So the broader and more varied your duties, the harder it will be to replace you. In short, today’s typical
women’s work is what will predominate in future. On a mass scale, this pattern may result in an involuntary shift in the division of labor, with husbands tending to household duties after dropping their wives off at the office. Su-

Whether it’s a reflex from our years of school or just the many awesome things summer brings — epically long days, watermelon and lemonade, outdoor concerts, and more barbeques than you can shake a stick at — general consensus has declared it the best season. Unfortunately, summer also has one major drawback: the soul-crushing, energy-sucking, skin-burning heat. Unless you’re one of those few lucky souls with air conditioning, summer means sweating through your clothes and lying awake at night praying for a breeze. No matter how much you love summer, sometimes you just want a break — that's where summer reading comes in. And yet, summer reading suggestions are almost always “beachy” or “hot” (what does that even mean, honestly?). No one wants to read about attractive people baking on a beach when she’s trying to escape from the dreaded dog days of August. There is a wide variety of restaurants to choose from and one can be overwhelmed

Most restaurants offer a wide range of teas on their menu. Travellers arriving in Leh from lower altitudes are recommended to sip on a lot of tea as it aids in the acclimatisation process. Honey-gingerlemon tea is the most favoured whereas my personal favourite was the peppermint tea. The Open Hand Cafe on Library road is a great place to start your day with a cup of freshly brewed coffee or a cup of tea. They have an extensive breakfast menu and also prepare packed lunches for road trips. The staff here is warm and friendly and my friends took a special liking to the outdoor courtyard seating area at this cafe. One must try the traditional Tibetan dishes. A cooperative study from the University of Bath, UK, and Texas A&M University found that people who walked and texted while navigating an obstacle course walked more slowly than when just walking. They also slowed down if distracted with a math problem while walking and texting. Exercise physiologist Conrad P. Earnest, from Texas A&M University, led this study. To study the potential hazards of texting while walking, Dr. Earnest and team set up an obstacle course that included stairs, curbs and similar obstacles. Thirty participants walked over the obstacle course three times. Participants ranged in age from 18 to 50. For the first time through the obstacle course, participants walked at their normal pace. For the second, they navigated the course while texting. For the third and final time, they walked the course while texting and trying to solve a math problem. Both texting while walking and texting while walking and trying to solve a math problem made people slow down, Dr. Earnest and team found. People also took shorter steps when approaching obstacles like stairs. Negotiating stairs took significantly longer when the walkers were trying to solve the math problem. Dr. Earnest and team theorized that people protected themselves when walking and texting by moving more slowly. They also altered their manner of walking (gait) and swerved more when faced with obstacles. These researchers noted that for older people, these gait changes might increase the risk of falls. This study was published in the July issue of the journal PLOS One.

laxed vibe and one can spend hours reading a book or planning an itinerary for the rest of the trip. My friends and I picked Bon Appetite Restaurant, off Changspa Road for our celebratory dinner after completing a strenuous trek. It has a scenic setting overlooking the valley and a limited but delectable menu. The salads, pizzas and Khow Suey were memorable and we left the restaurant with full bellies and happy smiles on our faces. No trip is complete for me unless I shop for food souvenirs to bring back home and share them with my family. Ladags Apricot store at Zangsti, Leh, is the perfect destination for that. The shelves are laden with Apricot jams, dried apricots, semi-dried apricots, Himalayan salt, honey, organic herbal teas and dry fruit bars. Yak cheese from one of the bakeries will put a smile on the faces of the young and the old alike at home. As for me, I sip on the herbal tea from Leh and reminisce about my days in Ladakh among the majestic mountains.
Break-ups hurt women more but they recover better than men IANS

omen have more to lose by dating the wrong person but after a break-up, they are the ones who recover more fully than men as time heals the wounds, an interesting study has revealed. As men have evolved to compete for the romantic attention of women, the loss of a high-quality mate for a man may not “hurt” women as much at previously thought, said researchers from New York-based Binghamton University. The man will likely feel the loss deeply and for a very long period of time. "The feeling 'sinks in' that he must 'start competing' all over again to replace what he has lost - or worse still, come to the realisation that the loss is irreplaceable,” explained Craig Morris, research associate at
Binghamton University and lead author on the study. Women, however, experience more emotional pain following a breakup but they also more fully recover. To reach this conclusion, the team from Binghamton University and University College London asked 5,705 participants in 96 countries to rate the emotional and physical pain of a break-up. They found that women tend to be more negatively affected by breakups, reporting higher levels of both physical and emotional pain. While break-ups hit women the hardest emotionally and physically, women tend to recover more fully and come out emotionally stronger. Men, on the other hand, never full recovered -- they simply moved on. According to Morris, the differences boil down to bi-
ology. "It is the 'risk' of higher biological investment that, over evolutionary time, has made women choosier about selecting a high-quality mate. Hence, the loss of a relationship with a high-quality mate 'hurts' more for a woman,” the authors contended. The break-ups are important because most of us will experience an average of 3 by age 30, with at least one affecting us strongly enough that it decreases our quality of life for weeks or months. "People lose jobs, students withdraw from classes, and individuals can initiate extremely self-destructive behaviour patterns following a break-up," he said. With better understanding of this emotional and physical response to a breakup, we can perhaps develop a way to mitigate its effects in already high-risk individuals, the study concluded.

Don’t Order Veg When The People Want Non-Veg Atsung Imchen: It is indeed a pleasant news that a Peace accord has been signed between India and NSCN-IM who like the other many factions we have in our State claim to have the “Mandate of the people”. Currently at this juncture we do not want to see history repeat itself nor do we want to relive the moments of our forefathers. Whatever are the conditions, whatever are the demands without the acknowledgement of the people, the Tribal’s bodies that constitutes our Naga society without involving any of them barging into the table with our counterpart India will be “Shillong Accord” all over again. When the people say solution, it does not just simply mean solution with India but solution both in and out. If NSCN-IM can go to the table with India why the same steps can’t be taken with the other factions back home? Why not figure out a solution with your own brothers first then go out as one? The chances of rejecting whatever demand or conditions that is currently believed to be discussed is very likely by other Factions because they’ve yet to solve the problem back home. If we want absolute solution, Factionalism should end, that is the only way out. Apart from that, talking behind closed doors, without even letting the people know what are the conditions and demands set, how can one say “We’ve the mandate of the people”? When someone or some group says so, it literally means voicing out the “WANT” of the people. Keeping us in the dark and setting demands and conditions without the consent of the people is just not what is expected at this point of time. India, Pakistan talks face new hurdles
NEW DELHI, ISLAMABAD, AUGUST 7 (REUTERS): India plans to present Pakistan with a dossier of evidence of its involvement in militant attacks when officials from the two countries meet this month, which could jeopardize the rivals' first attempt in months to restart talks. Interviews with Indian and Pakistani officials show that the nucleararmed neighbours, who have fought three wars since independence in 1947, are approaching the talks between top security officials on Aug. 23-24 in New Delhi with starkly different expectations. While India sees the meeting as an opportunity for it to prove its long-held view that militants get support from over its western border, Pakistan wants the dialogue to be broader and form the basis for deeper engagement. With just days to go, Pakistani officials said they were beginning to think the meeting may be pointless. "There is no point if India is just using these talks to make any more unsubstantiated accusations. We want result-oriented dialogue," said a close aide to Pakistani Prime Minister Nawaz Sharif. "Why have talks when they will only set us further back because India has decided to sabotage the atmosphere and the goodwill?" said the aide, who declined

was behind the latest string of attacks. The official said if Pakistan were to call off the talks, then India would take the dispute to international forums "and even get the U.S. involved". Divided Muslim-majority Kashmir is at the heart of their dispute. Pakistan has for decades demanded the implementation of U.N. resolutions calling for a plebiscite by the people of the Himalayan region to decide its fate. India rejects the call.
ISLAMABAD, AUGUST 7 (REUTERS): The story of a deaf-mute woman who lost her family when she wandered over one of the world's most militarised borders as a child has sparked a rare moment of warmth between nuclear rivals India and Pakistan, as diplomats work to help her. Geeta, a slim young Hindu woman now in her early 20s, was around 11 years old when she crossed from India to Pakistan, a mistake that would spark an odyssey to find her family and captivate the public after a hit film with a similar plot was released last month. Her story comes amid frosty relations between the two South Asian powers following a series of militant attacks that India blames on Pakistan. Geeta's plight resonates deeply; the hostilities keep apart many families who were separated when majority-Hindu India and majority-Muslim Pakistan became two different countries in 1947. The neighbours have fought three wars since the partition. Everyone is hoping that Geeta's story, at least, will have a happy ending. Geeta was brought to a home for lost and abandoned children by Pakistani soldiers, say officials at the charitable Edhi Foundation. Geeta, who is illiterate, mimes the explosion of a hand grenade, and shows how she ducked and ran before being caught by armed men. At first, Geeta was kept at a home for abandoned and orphaned children in the eastern city of Lahore, where she was given the Muslim name Fatima, said Faisal Edhi, son of the charity's founder. "She used to pick fights with the other children on a regular basis and the person in charge of the home ... could not control her," he said. So the carers sent Geeta to the charity's headquarters in Karachi, Pakistan's biggest and richest city. "My mother realized that she was a Hindu when she
gestured with both of her hands joined together and touched her feet," he said, describing traditional Indian gestures of greeting. "My mother changed her name to Geeta." Over the years, charity founder Abdul Sattar Edhi, a frail figure with a long white beard, took Geeta to pray at Hindu temples. Charity officials marked Hindu holy days with her and included her in their Muslim celebrations. Geeta would point at maps of India, especially to an area in the south of Jharkhand State. She mimes memories of a childhood home located near fields, cows, a road and a hospital. It was unclear how she came to be near the Pakistani border, on the other side of India, Edhi officials said. "We contacted the Indian High Commission twice in 2011. People from the High Commission visited her in Karachi, took her particulars, but nothing came of it," said Anwar Kazmi, a senior official from the Edhi Foundation. "Now, thanks to a Bollywood blockbuster, there is hope." The movie "Bajrangi Bhaijaan" was released last month. Superstar Salman Khan plays an Indian man who finds a mute Pakistani girl and tries to reunite her with her family. The scriptwriters were unaware of Geeta's story, but the movie generated an avalanche of interest in her case. This week, the Indian ambassador visited her in Karachi. So far, one family says it thinks she may be their young daughter, lost when she was four as they begged at a railway station near the border. The mother and two children are deaf and cannot speak, like Geeta. But Geeta does not recognise their pictures and says they are not her family. Although Edhi officials say she has become part of their home, Geeta says she has not given up hope of seeing her own family again.
Global satellite to be named after Kalam Rajya Sabha fails to transact business again BENGALURU, AUGUST 7 (IANS): A global satellite for earth observation and disaster risk reduction -- GlobalSat for DRR -- proposed under the UN framework is to be dedicated to A.P.J. Abdul Kalam as a tribute to the vision of the celebrated rocket scientist and former Indian president who died July 27. This has been stated by Milind Pimprikar, Chairman of CANEUS (CANada-EUrope-US-ASia) Organization on Space Technologies for Societal Applications headquartered in Montreal, Canada. Founded in 1999, CANEUS serves to develop a common platform for space technology solutions for natural and man-made disaster management. The "GlobalSat for DRR" is a UN-driven global initiative on sharing space technology for disaster risk reduction, Pimprikar told IANS. Launch of this satellite was mooted at the third UN World Conference on Disaster Risk Reduction held at Sendai in Japan this March. The concept was initiated by CANEUS in cooperation with UN agencies including the UN Office for Outer Space Affairs, the UN International Strategy for Disaster Reduction, the United Nations Development Programme and the World Bank. The GlobalSat was pro-
posed in response to the need for a globally interconnected disaster and environmental management system since no single country can afford to develop a complete set of sensors and satellite systems needed for forecasting, monitoring and mitigating disasters like floods, drought, typhoons, earthquakes, wild fires, windstorms, or tidal events, Pimprikar said. The UN-led GlobalSat will provide a common platform that will allow sharing of space and data segments, with an ability to serve individual nation's disaster management and development needs. Pimprikar said the goals of UN GlobatSat are the same as those of Kalam. In his "World Space Vision-2050" Kalam had envisaged space faring nations joining hands to find solutions to mankind's major problems such as natural disasters, energy and water scarcity, healthcare education issues and weather prediction. "Therefore we now plan to dedicate the UN GlobalSat initiative as a tribute to Late Dr. Abdul Kalam by renaming it "UN Kalam GlobalSat", Pimprikar said. Pimprikar hoped the renaming will inspire the next generation of scientists, engineers and space explorers to foster innovation and entrepreneurship

Pimprikar said the recommendations made at the Sendai conference including the proposed GlobalSat will be formally adopted by more than 150 world leaders at the UN Session in New York in September that Prime Minister Narendra Modi is slated to attend. Pimprikar said India, "as a leading space nation in the world, has the unique opportunity to champion and lead the proposed "UN GlobalSat" initiative at the UN Session. "Respecting India's leadership, other nations from across the globe will support it wholeheartedly to seek formal UN endorsement of "UN Kalam GlobalSat", he said. After the formal approval, the UN Office for Outer Space Affairs will work out the details that can be addressed and finalised for implementation at the proposed UN-India Workshop in early 2016, he said. The eventual goal of this satellite, he said, "is to establish a public/private partnership that would create a low-cost, internationally shared data collection and distribution backbone in space with no barriers to entry for participating nations."

"While the introduction is alright, there cannot be discussion for resumption of business," he said. The Congress leader said many members were not present in the house assuming there will be no business. "...this house has been in a stalemate and the government is unrelenting when it comes to finding a meaningful solution... It is because of the government's stubbornness and arrogance," Sharma said amid the din. "Unless the issues we have raised are addressed, there will be no discussion," he said.
Sharma accused the government of adamancy. Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi accused the opposition of disrupting the proceedings. "The government wants to take the country on the path of development while the Congress is trying to take it towards destruction," Naqvi said. Ten people killed in Haryana wall collapse CHANDIGARH, AUGUST 7 (IANS): At least 10 people were killed and several others injured on Friday when an under-construction wall of a stone crusher unit collapsed in a village in Haryana's Mahendergarh district, police said. Officials said at least 20 people, injured in the incident, were rushed to hospital in Narnaul, the district headquarter town, 25 km away from the site of the incident. Police said the mishap occured in Dholera village in south-west Haryana, close to the Haryana-Rajasthan border and nearly 400 km from the state capital Chandigarh (over 170 km from Delhi). The district administration began an operation to rescue labourers still buried under the debris. "An under-construction wall collapsed due to heavy rainfall in the area," Narnaul sub-divisional magistrate Mahesh Kumar said. Most victims and injured were labourers from Rajasthan and nearby areas.

alaysia’s assertion that more debris potentially linked to missing Malaysia Airlines Flight 370 had washed up on an Indian Ocean island prompted puzzlement from French officials, adding to criticisms that the international response to one of the most famous aviation mysteries of all time is suffering from an exasperating lack of cohesion. Ever since the Boeing 777 vanished on a flight from Kuala Lumpur to Beijing on March 8, 2014, Malaysian officials have been accused of jumping the gun, giving inaccurate statements and withholding information from families and other countries involved in the investigation. CLEVELAND, August 7 (AP): The first debate among Republicans running for the White House in 2016 put to rest speculation that billionaire businessman Donald Trump would moderate his harsh denouncement of America’s politicians. He used the opening moments of the faceoff with nine other candidates to refuse to rule out running as an independent. Should he do that, Trump likely would split the Republican vote, making it more likely that Democrat frontrunner Hillary Rodham Clinton would win, giving her party a third straight term in the White House. Trump was at center stage because he has run up a considerable polling lead among the 17 Republicans running for the nomination. He was the only one of 10 candidates in the main debate Thursday night to raise his hand when the Fox News hosts asked who would not pledge to support the eventual party nominee. “I will not make the pledge,” he said. Trump, who brushed aside questions about his public denigration of women and said he had done nothing but used American laws when four of his companies took bankruptcy, put to rest speculation he would tone down his rhetoric. Trump’s refusal to take the pledge enraged Kentucky Sen. Rand Paul, who said Trump was “already hedging his bets because he’s used to buying politicians.” Through the remainder of the debate, the candidates made little news, choosing instead to use their time in the two-hour session to repeat already well-known positions. The country will establish its own time zone next week by pulling back by 30 minutes its current standard time, a legacy of the Japanese colonial rule. The new time zone will take effect Aug. 15 — the 70th anniversary of Korea’s liberation from Japanese rule at the end of World War II, North Korea’s official Central News Agency said Friday. The establishment of “Pyongyang time” will root out that legacy, it said. Local time in North and South Korea and Japan is the same — nine hours ahead of GMT. It was set during Japan’s rule over what was single Korea from 1910 to 1945. “The wicked Japanese imperialists committed such unpardonable crimes as depriving Korea of even its standard time while mercilessly trampling down its land with 5,000-yearlong history and culture and pur-

French aviation investigators have tended to be guarded in their conclusions until they gather solid proof. Xavier Tytelman, an air crash expert based in France, said although most experts believe the wing flap is probably from Flight 370, France requires a definitive clue, such a serial number, before it would make that conclusion. “Malaysian officials — every time there’s a clue or some new information that’s not been confirmed — announce it as fact,” Tytelman said. “They make mistakes. It’s happened all the way through. I don’t know why they don’t have
as many precautions, but they’ve definitely lost credibility.” Tytelman also said Australia had developed trust issues by changing the search area of the plane “without explaining why.” Ghislain Wattrelos, who lost his wife and two of his children when Flight 370 disappeared, said he was baffled by the comments by Malaysian authorities. “We are delighted that the debris ended up in France,” Wattrelos told BFM television in France on Thursday. “I have a lot more confidence in my country than in Malaysia and Australia, who have lied to us since the beginning.” Australia’s credibility as search leader suffered a battering thanks to a series of false leads that were oversold by its government, which was eager to boast success after the hunt shifted to its search and rescue zone in the southern Indian Ocean after the plane disappeared. France said it is deploying a search plane, helicopters and boats around Reunion in hopes of spotting more debris that might be from the missing jet. It is not known why Flight 370 — less than an hour into its journey — turned back from its original flight path and headed in an opposite direction before turning again and flying south over the Indian Ocean for hours. Malaysian officials have said the plane’s movements were consistent with deliberate actions by someone on the plane.
Secular blogger killed in Bangladesh; fourth this year DHAKA, August 7 (AP): Assailants believed to be Islamist militants entered an apartment building posing as potential tenants and killed a secular blogger in Bangladesh’s capital on Friday, in the fourth such deadly attack this year, police said. Police official Mustafizur Rahman identified the victim as 40-year-old Niloy Chowdhury and said he was hacked to death in his apartment. The motive was not immediately clear. The victim’s family said his real name was Niloy Chottopadhay and that he used a different name on social media. Asha Moni, the victim’s wife, said at least four young people attacked her husband. Hours after the assault, Ansar-al-Islam, which intelligence officials believe is affiliated with al-Qaida on the Indian subcontinent, sent an email to media organizations claiming responsibility for the killing and calling the blogger an enemy of Allah. The authenticity of the email could not be independently confirmed. The victim’s friends said he
had received several threats recently, prompting him to remove all his photos from his blog. They said he was a secular blogger and had a Facebook account with the name “Niloy Neel” in which he criticized radical Islamists at home and abroad. The killing is the fourth of a secular blogger since February, when a Bangladeshi-American man who was also critical of Islam, Avijit Roy, was hacked to death on the Dhaka University campus while walking with his wife. US Secretary of State John Kerry on Friday extolled the virtues of reconciling with former enemies as he marked the 20th anniversary of diplomatic relations between the United States and Vietnam. Wrapping up a five-nation tour of the Middle East and Southeast Asia that has
been dogged by domestic U.S. debate over the Iran nuclear deal, Kerry said the Vietnam War was the result of a “most profound failure of diplomatic insight and political vision.” And, he lamented that current discussions have often focused on the alleged necessity of conflict. “Standing here today, I’m reminded of conversations I’ve had recently with
people who talk almost casually about the prospect of war with one country or another. And I’m tempted to say: ‘You don’t have the first idea of what you’re talking about’,” Kerry told an audience of civic and business leaders in a speech at a Hanoi hotel. “For sure, there are times when one may have no choice but to go to war, but it is never something to

Kerry said Vietnam would not reach its full potential nor enjoy the fullest partnership possible with the United States unless it improves rights conditions. “The United States recognizes that only the Vietnamese people can determine their political system and we speak with some humility on these matters, because as you can read and see, we are working hard to perfect our own system,” he said. “But there are basic principles we will defend: No one should be punished for speaking their mind so long as they are peaceful; and if trading
goods flow freely between us, so should information and ideas. And we believe that progress in upholding these basic human rights will absolutely serve Vietnam’s interests.” If Vietnam expects to benefit from the protections of international rules and regulations it must also uphold international standards, Kerry said. Kerry also encouraged Vietnam to adopt a Pacific Rim trade pact that is currently being negotiated and he reiterated the U.S. commitment to helping the country protect and patrol its territorial waters. The Obama administration last year partially lifted a ban on arms sales to Vietnam, allowing the U.S. to supply Hanoi with Coast Guard craft and associated equipment. U.S. officials say Washington is exploring other ways to assist Vietnam in bolstering its maritime law enforcement capabilities but that any further easing in the arms restrictions would not happen until there are significant human rights improvements.

etümneo is one of the important festivals of Yimchungrü. It is being celebrated from 4th - 8th August every year after the harvest of millet across the Yimchungrü land. The word ‘Me’ means ‘soul’, ‘tum’ means ‘wrapped’ and ‘neo’ means ‘fest’. Thus Metumneo in full sense means ‘sanctification/purification of soul’. In other words, Metumneo denotes the prayers for the souls of the departed ones. It is a sentimental ceremony for those dear ones who left for their heavenly abode during the year. An elder known as “KHEAMPURU”, after due prayers, inaugurates the festival. The festival is spread over five days and has separate names for the days viz, SHITO, ZHIHTO, ZUMTO, KHERESUK and SHERESUK. On the first day, the village is cleaned by community efforts, the damaged roads and homes by heavy rains are repaired. On the second day, the path leading to the field is put in right shape, land slide which are very common during heavy rains are
cleaned. Unwieldy growth is also cut. On the third day, inter-village roads are taken up. On the fourth day, water points and springs are cleaned giving a new look to the village and its surroundings. The villagers enjoy their millet. Friends are invited, gifts are exchanged. They dance in their finest and go round the village to charm young and old. As the festival has a strong agricultural base, the agricultural implements are sharpened and worshipped the three important things such as Spade, Dao and Hoe. During Metumneo festival, the young boys and girls get engage and those already betrothed exchange presents for new born babies. Special prayers are held and offerings are made. If the child happens to be male, the parents offer six pieces of the meat to the priest and if the child happens to be female, parents offer five pieces of meat. Signing the accord is the easy part. The real work will begin now — to convince Nagaland, especially its many armed groups, about the efficacy of the deal A solution to the long-drawn-out Naga insurgency was always on the cards. Prime Minister Narendra Modi at the helm of affairs in Delhi added an urgency to the issue. Early in his term, Mr. Modi had publicly decided to push for an early and successful end to more than 15 years of talks with the Isak and Muivahled National Socialist Council of Nagalim (NSCN). However, to be honest, the timing of the ‘historic agreement’ between the government of India and NSCN was very sudden and came quite out of the blue, but was nevertheless a welcome development for peace in Nagaland, the Northeast region and beyond. That not everything was clear about the ‘historic peace accord’ arrived at on August 3 was evident the next morning when almost all local newspapers in Nagaland described it as a ‘framework agreement’, with the long-time emissary to the NSCN leadership, V.S. Atem, even going to the extent of saying that it was a ‘preamble’ to the agreement on the Naga political issue. The government’s interlocutor, R.N. Ravi, confirmed to a local daily that the August 3 agreement was indeed a ‘framework agreement’. First step A ‘framework agreement’ and a ‘peace accord’ are perhaps not the same thing — the former at best can be taken as a prelude or basis for a final accord or settlement. Therefore, it would appear that there is still some work left for the two negotiating parties — the GoI and the NSCN — before they are able to give a closure to the peace talks. This writer’s own impression is that through the ‘framework agreement’ a road map has been laid for the final solution to take shape and for it to be implemented on the ground, which will be quite another task. Perhaps the NSCN’s chief negotiator, Thuingaleng Muivah, who, along with government interlocutor Mr. Ravi, was the signatory, was aware of this when he talked about the ‘challenges’ brought about by this agreement. Listening to both Mr. Modi and Mr. Muivah speak during the signing ceremony on the evening of August 3, it seemed that the NSCN leader appeared more circumspect compared to the Prime Minister and understandably so, given that Mr. Muivah and company will now have to bring on board all sections of the Naga people towards an ‘inclusive peace settlement’. Both the central government and the NSCN will be well aware of this task at hand, given the bitter discord that was created in the body-politic of the Nagas by past accords such as the 16-point agreement or the notorious Shillong Accord, which were termed ‘sellouts’. The Shillong Accord was the basis on which the NSCN was formed by Isak Chishi Swu, Th. Muivah and S.S. Khaplang,
among others.
Selling the deal Signing an agreement with New Delhi is one part of the job. The more intricate and hazardous part remains — that of convincing the large constituency back home, especially the rival armed groups, about the efficacy of the deal. In the past, the Isak-Muivah-led NSCN had always set a high standard when it came to negotiating the best deal for the Nagas. Going by speculations about the kind of agreement reached, sans sovereignty and integration, they will now have to convince the others that the latest deal may not be ideally the best but is the best possible under the given circumstances. In my opinion, New Delhi will have to take joint responsibility, along with the NSCN, to take the agreement to the other armed Naga groups and bring them on board. The central government cannot simply sign the agreement with one group or transfer power to it but rather it should take the responsibility to guide the process towards a smooth and orderly transition to the new arrangement. This may even include the need for an interim government inclusive of all principal elements of Naga national life. The government will also have to clearly communicate to these other factions that there can be no separate negotiations with them and that the offer of the agreement arrived with the NSCN is applicable to all sections of the Naga people since the government cannot make more than one offer. The real peace accord in that sense may have to be reached among the diversity of Naga groups. MHA sidelined? Another significant factor is that the Ministry of Home Affairs (MHA), which handled the ceasefire with all the Naga armed factions, did not play any major role in the appointment of the present interlocutor or in the signing of the peace agreement on August 3. Credit must go to Prime Minister Modi for breaking new ground by directly supervising these talks, which were earlier the preserve of the MHA, known more for dilly-dallying than making any real effort to take the political initiative. Though it is early days yet, any final solution between the Centre and the Nagas, assuming that the status of the new arrangement is going to be higher than the present Statehood, should come within the ambit of the Prime Minister’s Office. In fact, even at the time of Statehood, Nagaland was kept under the External Affairs Ministry and only later brought under the MHA and then too without consulting the Nagas. Mr. Modi has talked about restoring the ‘pride and prestige’ of the Naga people. Mr. Muivah talked about trusting the Nagas and taking them into confidence for India’s needs. Such goodwill gestures should help define the new relationship between the Centre and the Nagas. At the time of writing this piece, the details are still awaited on the contours of the August 3 agreement. It will, therefore, be premature to make any kind of judgment on the peace deal that has been announced by the Prime Minister directly. But, as Mr, Modi said in his remarks after witnessing the signing of the accord, it is indeed a “shining example of what we can achieve when we deal with each other in a spirit of equality and respect, trust and confidence”. By logic, any peace agreement will have to take into consideration the interest of both parties involved. Without a give-and-take approach, negotiations are bound to fail. The beginning of the movie is promising, but apparently then goes down hill. Time Out London believes "the first 45 minutes or so, 'Fantastic Four' is actually a lot of fun." And Forbes felt the film was "a mess" with "the halfway decent first 45 minutes or so giving way to a stupefyingly generic and wrongheaded superhero origin story." It's hard to get over the fact that the actors are supposed to be teenagers. "We flashforward seven years to a high school science fair (we're supposed to believe, I guess, that the characters in this movie are 17-18 years old even though the average age of the actors is 29)..." notes Screen Crush. Manchester City extend Pellegrini's contract till 2017

The agreement will see his contract run for two years till June 2017, the club announced on its website. Pellegrini's backroom team of Ruben Cousillas, Xabier Mancisidor and Jose Cabello were also given similar extensions. nIce, AuguSt 7 (IAnS): Burglars may have used anaesthetic gas to rob Formula One driver Jenson Button and his wife Jessica at their rented villa here, a spokesman said on Friday. Valuables worth 300,000 pounds were reportedly stolen. The couple had married in December. It is believed that the two men who stole jewellery, including Jessica’s engagement ring, knocked out the couple with gas pumped in through air conditioning vents during Monday’s break-in, bbc.com reported. The former F1 champion's spokesperson said the couple was unharmed but everyone was "unsurprisingly shaken". "Two men broke into the property whilst they all slept and stole a number of items of jewellery including, most upsettingly, Jessica's engagement ring. "The police have indicated that this has become a growing problem in the region with perpetrators going so far as to gas their proposed victims through the air conditioning units before breaking in." The 35-year-old Button, who drives for McLaren, is based in Monaco, about 130 km from Saint-Tropez.
