New Delhi, Aug 7 (Pti): The Supreme Court today declined to entertain a PIL questioning non-inclusion of women MLAs in council of ministers in some states, saying any interference of judiciary in such a matter would amount to “over stepping its own steps”. “Can we compel the legislatures. Can we say it is desirable for the Prime Minister and Chief Ministers to have 40 per cent of representation of women in council of ministers. It will be over stepping,” a bench headed by Chief Justice H L Dattu said. “There are better places for asking quota for women but not in the court of law. You say it is desirable for court to go into it but we will be over stepping our steps,” the bench also, comprising Justices Arun Mishra and Amitava Roy said. It dismissed the PIL filed by D K Aruna, MLA from the newly formed state of Telangana. She has been minister for Information and Public Relations department for five years from 2009 to 2014 in un-divided state of Andhra Pradesh but was not considered by her Chief Minister. Senior advocate Meenakshi Arora, appearing for her, said Telangana, Uttar Pradesh, Delhi, Punjab, Nagaland, Mizoram, Puduchery were not following the concept of constitutional right of equality in the governance. “This is causing serious gender injustice. There is not a single women in the Council of Ministers in above seven states. The state governments actions cause gender inequality in states which is in violation of Constitution,” she submitted. In the petition, Aruna states that in the case of Telangana statehood movement, not only men, women also fought in large number.
Members of Eastern Nagaland People’s Organization (ENPO) and Naga Hoho led by both its presidents, is likely to meet NSCN (K) leaders in Myanmar before the end of the month of August. The meeting is, however, likely to take place only after August 15. ENPO president S Khoiwang confirmed this to The Morung Express on Saturday evening. He said the actual date for the meeting is yet to be confirmed but has been tentatively set for the latter part of August. The two Naga civil organizations will be requesting the NSCN (K) to resume the 2001 ceasefire with the Government of India which had been abrogated on March this year. It was just recently that the Nagaland State government’s Parliamentary Working Committee of the Joint Legislators’ Forum on the Naga political issue had resolved to appeal to the Naga Hoho and ENPO
to meet with the NSCN (K) chairman and request him to resume the ceasefire talks with the GoI. It may also be recalled that NSCN (K) had abrogated the 14 year old ceasefire earlier this March, which had been signed in 2001. Following the abrogation a series of attacks on the security forces has been launched. One June 5 at least eighteen personnel of the Assam Rifles were killed in an ambush in Chandel district, Manipur. Khoiwang disclosed that Khaplang has assigned Lt Gen (retd) Khango Konyak, vice chairman of the organization and Lt Gen Niki Sumi, military supervisor to meet with the ENPO, Naga Hoho leaders. It is however highly unlikely that Chairman SS Khaplang will be physically present. According to sources, Khaplang is at the moment recuperating after undergoing medical treatment. “We were told that the doctor have advised the
NSCN (K) chairman to refrain from undertaking any activities until his health is fully recovered,” the ENPO president informed. A report from the Indian Express stated the Ministry of Home Affairs (MHA) has given its nod to the move, stipulating that only designated access routes would be used and that the delegation carry proper travel documents. The ENPO president also elucidated that the decision of the Naga civil societies to meet with the NSCN (K) is not only because of the appeal from the Nagaland State government side or because they are a civil body, but because it is their duty to convey the wishes of the people. “We have to speak to them for the people of Nagaland that they want peace and resumption of ceasefire with the GoI. If we don’t meet them, if we don’t tell them, it would be like telling them not to ask for ceasefire and bite bullets instead,” he stated.
MHA concerned over not being briefed fully New Delhi, August 8 (et): The home ministry has expressed concern over not being briefed fully on the recently signed peace agreement between the government and NSCN (IM). This comes after the defence ministry also raised the issue of lack of full consultation. Earlier, Congress President Sonia Gandhi had said chief ministers of some North-east states were not consulted.
MHA raised matter with JIC The agreement was signed on August 3 and the announcement was made at the prime minister’s residence, 7 Race Course Road, New Delhi. The official statement had said the government has “successfully concluded the dialogue on Naga political issue...which has existed for six decades, and signed an agreement”. The home ministry has raised the matter with Joint Intelligence Committee (JIC) interlocutor RN Ravi by writing to the panel. JIC reports to the prime minister’s office (PMO). Home Secretary LC Goyal has met National Security Adviser Ajit Doval on this issue. The defence ministry, which had reportedly planned to write to the home ministry, also plans to write to JIC
seeking more details. Spokespersons for the home and defence ministries said they had no comments on the matter. Senior officials who spoke to ET for this report did not wish to be identified. Officials said when Goyal met Doval, the former raised the point that the home ministry was not entirely in the loop when the joint statement was formulated. Officials familiar with the Naga peace agreement said the two key differences between the 2015 deal and the 2011 agreement, which was drawn up when the Congressled United Progressive Alliance was in power, are that Naga interlocutors have dropped their demand for “shared sovereignty” and have also agreed to not redrawing state boundaries in the North-east. Army officials familiar with operational matters in Nagaland said they have no details of the agreement. They said the army will ask not just the home ministry but also the PMO for more details. “While the ceasefire on the ground is holding, there is no clarity on issues like surrender of weapons and dismantling of camps. We have sought details from the highest level on the next steps that should be taken,” a senior army official said.
New Delhi, August 8 (Pti): BJP on Saturday accused Congress of forcing its Chief Ministers of Assam, Manipur and Arunachal Pradesh to retract statements on Naga peace accord and said it “augurs badly” for the country that the opposition party does so on the issue of national security. BJP asked Congress to introspect and reminded Sonia Gandhi of the Shillong Accord signed in 1975 when the then Prime Minister Indira Gandhi did not brief or consult the Chief Ministers of North East, charging it with adopting different measures for Prime Minister Narendra Modi and NDA government. Union Minister Nirmala Sitharaman rebutted the charge that no one was consulted by Modi government before signing the Nagaland Accord with NSCN (IM) and said the Prime Minister held detailed discussions with the Chief Minister, the Speaker and members of Nagaland assembly besides also working in close coordination with Home Minister Rajnath Singh. “Congress party should introspect rather than criticise the government even on a measure like this which has waited for a very long time and several governments have been engaged for it. It is not good for the country, particularly for the North East. I think the approach of Congress party should be for more in the national interest,” she said. Sitharaman accused Congress of going against the voice of its own Chief Ministers and MPs who had initially welcomed the move but are now opposing the accord. “To muffle their voice and make them speak much against their own opinion does not speak about any freedom of speech, freedom of expression and democracy within Congress party and on a matter of national security,” she said. A similar assurance was given to Zeliang who was accompanied by his Home Minister Y Patton during the meeting with Modi, sources in the state government said. Zeliang later said the accord signed with NSCN(IM) on August three is just a framework for final settlement. Pinning “great hopes” in Modi, he said consultations on the accord had been going on for the last two months during which civil society and local groups were consulted. Zeliang heads Nagaland Peoples Front (NFP), an ally of NDA, while Manipur is ruled by Congress.

‘Art Picnic’ - Synergising ancestral art with the times This Saturday, the young and old in Dimapur found a creative way to express. Armed with paintbrush, pencil, crayon or any other medium, they gathered at Green Park for an ‘Art Picnic.’ The Art Picnic—coming together for a picnic to play with sketches and colours instead of, say, a Frisbee—came to Nagaland through artist Temsuyanger Longkumer (39). People were asked to bring their choice of material (pencil, crayons, oil paint, canvas etc.), find a spot around the boating area at Green Park and make their art. Various supplies were also provided at the venue, making it an open art event for all. “This is the first time such an event is happening in Dimapur and I’m very excited about it,” said artist and teacher of art, Longmochang Jamir (29), who took part in the event held from 10am to 4pm. Artists from neighbouring states also attended the Picnic. “We never have these events in Nagaland, and it would be encouraging to have them in the future as well,” said Jamir. The ‘Art Picnic’ concept was formulated by Temsuyanger to bring artists, as well as non artists who like art, under a common platform in Nagaland. “There are a lot of skilful people here who could be great artists but there is no active art scene to promote them,” said Temsuyanger, who grew up in Dimapur with the spirit of an artist but found little

wonders the artist, reflecting that there seems to be a “missing link” between that time and this, with people becoming “too dependent on what our ancestors have left us.” The idea is to synergise ancestral art with a stroke of the times. The Art Picnic is a channel to let artists congregate, exchange ideas and contemporise art in a way that reflects how Naga society has been moving forward. Temsuyanger, thus, brought together professional artists at the event who drew alongside young artists who could gain access to techniques when needed. He plans to make this an annual affair that goes beyond Dimapur and Kohima, to neighbourhoods everywhere in Nagaland where art can be practiced and proliferated. Like many, Temsuyanger grew up in violent times. “We could not even walk in groups lest the (Indian) Army pick us up,” he said, thinking back on the times. “We should celebrate what our ancestors have left us but we should also start reflecting on our situation through drawing, painting, dance or any other artistic platform,” noted the artist who has been expanding his range of art works ever since he began. On July 30, the usually combative Uma Bharti, the union minister for water resources, exhibited a diffident demeanor in the Lok Sabha when she gave out that China may construct three more hydropower projects on the Brahmaputra in Tibet (called Yarlung Tsangpo there) under its recently announced 12th Five Year Plan. The minister added two other important facts. First, she indicated that an earlier such power project at Zangmu, other than the proposed three, is a runof-the-river type. Secondly their effects and significance cannot be judged at the moment due to nonavailability of data. The minister's statement, instead of clearing the air of confusion and apprehension, is however likely to cause more doubts. There is an existing agreement between India and China which covers exchange of hydrological data between the two countries on the Brahmaputra. Has this agreement fallen into disuse? Secondly, the said projects being run-of-theriver type does not hold out any assurance because even these types of projects entail creation of storage dams. The aforementioned hydro power projects will be located at Dagu, Jiexu and Jiacha, all in the middle reaches of the Brahmaputra. Another one at a place called Zangmu, whose existence was long denied by China but ultimately conceded in 2010 after repeated Indian protestations, has
already been partly commissioned. In spite of Uma Bharti's apparent calm and nonchalance in the Lok Sabha, doubt persists in New Delhi's corridors of power. During the time of the previous UPA government it was decided that the ministries of defence, external affairs and the department of space would take up the matter jointly with China. Was it really done? An answer is necessary. Ominous warnings are close at hand. On March 1, 2012, the river Siang (the local name of the Brahmaputra in Arunachal Pradesh) had run completely dry at a place called Pasighat where it normally used to be very wide. Although the river picked up momentum later on, it has not yet attained its former virility. Moreover, all the four hydro projects will be situated very close to each other and this complicates the matter further as large amounts of water will be stored within a narrow geographical expanse leading to the possibility of depriving northeastern India of not only water but also the much-needed silt which makes the Assam plains fertile. There may also be floods in the region if China decides to arbitrarily release water from these dams during the monsoon. How many hydroelectric dams has China been constructing in Tibet? There is a great divergence of opinion on the matter. Some say the number adds up to more than 100. However Jana Jagriti, an Assam based NGO, thinks that 26 are coming up. Militants attack Meghalaya police
shilloNg, August 8 (iANs): Garo militants on Saturday fired at Meghalaya Police personnel, who retaliated forcing the insurgents to retreat into the forests of West Khasi Hills district, an official said. The exchange of fire took place in Nongchram Ading village, when the eighth platoon of the 3rd Meghalaya Police battalion was attacked by Garo National Liberation Army (GNLA) militants. Though there were no casualties among the security personnel, police were yet to confirm if any militant was injured. "The gun battle lasted for an hour and the terrorists led by Sohan D. Shira, chief of the GNLA's military wing, retreated back to the jungles," district police chief Sylvester Nongtynger told IANS over phone. He said the two buses in which the police personnel were travelling were damaged. A massive operation has been launched to flush out the militants. The GNLA, headed by police officer-turned-outlaw Champion R. Sangma, wants a separate Garoland state to be carved out of Meghalaya.

If it materializes, the dam will be twice as big as the Three Gorges Dam on the Yangtze river. That China is serious about the Medog plant is borne out by the development and upgradation of the Bome-Medog highway, a kind of infrastructural development which generally precedes beginning of such projects. There are reports that China has constructed two huge water reservoirs at the Great Bend area with storage capacities of 42 million and 31 million cubic metres. All these projects are situated in an earthquake-prone area and very close to the geological fault line where the Indian Plate collides with the Eurasian Plate. According to many experts, the massive earthquake in 2008 breaching parts of the Three Gorges Dam was caused by the stupendous weight of water of the nearby Zipingpu Dam which was just half-a-kilometre from the geological fault line. If such a catastrophe occurs again, vast areas of Assam and Arunachal Pradesh will go under water.

he Association of Southeast Asian Nations, which on Saturday marks 48 years since its establishment, aims to establish an economic community known as the AEC by the end of this year. Proponents say the ultimate goal is to allow free trade, investment and movement of workers between the 10 nations that make up the grouping. But progress toward a borderless economy in a region that brings together democracies and dictatorships along with rich and poor nations is likely to be slow. Is the AEC the new EU? From a distance, Southeast Asia's fledgling economic community resembles the early stages of the European Union, but at its core it's a totally different animal. There are no plans for a common currency, central bank and regional parliament or to abolish borders within the region. However, policymakers could learn lessons from the EU experience where the movement of people from Eastern Eu-
rope to countries such as the U.K. has caused tensions. "To do it successfully, countries need to know how many people are going to come," said Professor of Business Chris Wright, an expert in EU labor migration at the University of Sydney Australia. "That's one of the lessons of the EU." What are the possible economic outcomes? AEC aims to boost Southeast Asia's collective GDP of $2.5 trillion by 7 percent and generate 14 million jobs by 2025, analysts say, but such gains if realized are likely to be uneven. Small to medium-sized enterprises could be pushed out or taken over under liberalized crossborder investment rules. "It will create winners and losers," said Basu Das, lead researcher at the Institute for Southeast Asian Studies. "There are some groups of people who will benefit and some who may have to develop new skills." Women could be particularly affected because fewer restrictions on cross-border investment could introduce more automation to garment factories which employ mostly female workers.

Some migrants are legal workers, brought in to fill jobs locals don't want. There are also significant numbers of undocumented migrants across the region, a group susceptible to exploitation and human trafficking. At the initial stage of
the AEC, only eight skilled professions will become mobile: doctors, nurses, dentists, engineers, surveyors, tourism professionals, accountants and architects. But shifting jobs between countries won't be straightforward. For example, in Malaysia, foreign professionals still need a minimum of 10 years of experience in their field and must be sponsored by a local company.
Will national laws be changed by AEC? AEC is top-down in the sense that the agenda is driven by bureaucrats at the ASEAN Secretariat but it's only as good as the political will of individual countries. AEC has no binding commitments or punitive measures for non-compliance, which means it could be a long time before any country changes its national laws to conform. Italy to invest 12 bn euros on ultra-speed internet ROME, AUGUST 8 (IANS): Italian Prime Minister Matteo Renzi said the government will spend 12 billion euros (over $13 billion) over 20 years for ultraspeed internet. Renzi told his centreleft Democratic Party (PD) on Friday that his objective was the complete coverage of Italy to close a large digital divide with the rest of Europe. The investment will feature seven billion euros in public funding, including 2.1 billion euros in European regional funds, and five billion euros from private money, reported Xinhua. The first tranche of Italian cash investments for the ultra-broadband plan, or 2.2 billion euros, will be immediately unlocked as "a first installment" through 2020. He said the goal was to guarantee by 2020 that 85 percent of Italians have access to basic broadband.
"At this point, phone operators have nothing to do but get involved," Renzi said. He also mentioned the announcement made earlier this week that Italian telecommunications company Wind will merge into a 50-50 joint venture with competitor 3 Italia. "The combination of the two networks, together with significant additional investment will accelerate the availability of high-speed mobile and fixed broadband services throughout Italy," a joint statement by Wind's parent company VimpelCom and 3 Italia's parent company CK Hutchison said. The statement said with over 31 million mobile customers and 2.8 million fixed line customers, the combined business is expected to generate significant capex and opex benefits with a net present value, less integration costs, in excess of five billion euros.

Stolen vehicle recovered Lone bank in Pfutsero shut for days; orgs appeal Pfustero, August 8 (MexN): Various organizations of Pfutsero Town today drew attention to the closure of State Bank of India (SBI), the only bank catering to the town and about 27 villages in its vicinity. In a representation to the Deputy General Manager (DGM), SBI, Guwahati, Pfutsero Town Citizen Welfare Forum, Pfutsero Town Voluntary Consumer Organisation, and Pfutsero Town Traders’ Union said the SBI branch in Pfustero Town has remained closed since August 3 for consecutive six days now. “This has caused much inconvenience for the pub-
lic and in fact a deadlock to the commercial functionaries,” the letter stated. The organizations said the bank has been closed due to shortage of staffs and quoted the notice put up by SBI Pfutsero branch, “Bank will remain closed for cash transaction till our cashier resume duty or if some staffs are deputed by our regional office Dimapur. Pointing out that with the increase in growth of population in the country, number of differently abled persons is also increasing, he elaborated that differently abled persons are those suffering from not less than 40% of any disability as certified by medical authority. Problems faced by differently abled, Savi said, are denial of basic education or vocational training, discrimination by the society or being ignored by the family, lack of
awareness about their rights, etc. Meanwhile, Savi stressed that the government has to provide job reservation of not less than three percent of vacancies in identified posts, out of which, one percent is to be reserved for persons suffering from blindness or low vision, hearing impairment and locomotive disability or cerebral palsy. “Empowerment of persons with disabilities is an inter-disciplinary process, covering various aspects namely, prevention, early detection, intervention, education, vocational training, rehabilitation and social integration etc.” Apart from resources, he
added, dedicated efforts of persons and institutions involved in the process of empowerment are required. The day is celebrated with special events around the world, including at United Nations Headquarters in New York. This year's theme puts a spotlight on the issue of indigenous peoples' access to health care services, as improving indigenous peoples’ health remains a critical challenge for indigenous peoples, Member States and the United Nations. The “State of the World’s Indigenous Peoples, Volume II”, which will be launched at the UN Headquarters event in observance of the International Day, provides important background information on the topic. The observance of the International Day of the World’s Indigenous Peoples at UN Headquarters will take place on Monday, 10 August 2015, in the ECOSOC Chamber, from 3:00 p.m. to 6:00 p.m. The event will be webcast live on webtv.un.org.

There are over 370 million indigenous people in some 90 countries, living in all regions of the world. The situation of indigenous peoples in many parts of the world is critical today. Poverty rates are significantly higher among indigenous peoples compared to other groups. While they constitute 5 per cent of
the world's population, they are 15 per cent of the world's poor. Most indicators of well-being show that indigenous peoples suffer disproportinately compared to non-indigenous peoples. Indigenous peoples face systemic discrimination and exclusion from political and economic power; they continue to be over-represented among the poorest, the illiterate, the destitute; they are displaced by wars and environmental disasters; indigenous peoples are dispossessed of their ancestral lands and deprived of their resources for survival, both physical and cultural; they are even robbed of their very right to life. In more modern versions of market exploitation, indigenous peoples see their traditional knowledge and cultural expressions marketed and patented without their consent or participation. Of the some 7,000 languages today, it is estimated that more than 4,000 are spoken by indigenous peoples. Language specialists predict that up to 90 per cent of the world’s languages are likely to become ex-
tinct or threatened with extinction by the end of the century. Although the state of the world's indigenous peoples is alarming, there is some cause for optimism. The international community increasingly recognizes indigenous peoples' human rights, most prominently evidenced by the UN Declaration on the Rights of Indigenous Peoples. Indigenous peoples themselves continue to organize for the promotion of their rights. They are the stewards of some of the world's most biologically diverse areas and their traditional knowledge about the biodibversity of these areas is invaluable. As the effects of climate change are becoming clearer, it is increaslingly evident that indigenous peoples must play a central role in developing adaptation and mitigation efforts to this global challenge. The State of the World's Indigenous Peoples is the result of a collaborative effort, organized by the Secretariat of the United Nations Permanent Forum on Indigenous Issues. s the International Day of the World’s Indigenous Peoples approaches on Sunday, Aug. 9, concerns are growing that they will not fully benefit from the newly drafted Sustainable Development Goals (SDGs). In a policy brief on the SDGs and the Post-2015 Agenda, the Indigenous Peoples Major Group said that there was a failure to recognise indigenous peoples as distinct groups under the expiring Millennium Development Goals (MDGs), which resulted in the absence of targeted measures to address their specific situations related to poverty and severely limited favorable outcomes. They added that there was also culturally-blind implementation of the MDGs resulting in “inappropriate development programmes for indigenous peoples including discriminatory actions related to education, health and basic services.” “Any project not including the participation of Indigenous Peoples is making their needs invisible. The lack of dialogue with Indigenous Peoples and their participation in any process constitutes the main barrier,” Sandra del Pino, Regional Advisor on Cultural Diversity at the World Health Organization (WHO) for The Americas, told IPS. There are an estimated 370 million indigenous peoples living in more than 70 countries. They continue to be among the world’s most marginalised population groups, according to the WHO. The need for more participation and inclusion of Indigenous communities and their perspectives is one of the main purposes of the international day. The health status of indigenous communities varies significantly from that of non-indigenous population groups in countries all over the world, which is one reason why health is the main theme of this year’s International Day of the World’s Indigenous Peoples. “The focus of this international day is to analyse how indigenous people have access to health services, what are the causes of exclusion, and how we can contribute to
reduce those gaps existing in child and maternal health, nutrition, communicable diseases, etc.,” says del Pino. “Children born into indigenous families often live in remote areas where governments do not invest in basic social services such as health care, quality education, justice and participation, and indigenous peoples are at particular risk of not being registered at birth and of being denied identity documents.” Health is defined in WHO’s Constitution as “a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity”, which is similar to the values behind traditional healing systems in Indigenous communities. According to WHO estimates, at least 80 percent of the population in developing countries relies on these traditional healing systems as their primary source of care. “Many factors have an impact on indigenous populations’ health, including geographic barriers, language, and lack of education,” Del Pino told IPS. “However, of all the barriers faced by indigenous peoples, it is perhaps the cultural barriers that present the most complicated challenge. This is because there is little understanding of the social and cultural factors deriving from the knowledge, attitudes, and practices in health of the indigenous peoples.” Roberto Mukaro Borrero, an indigenous Taino leader and representative of the International Indian Treaty Council and the United Confederation of Taino People, told IPS that in order to create more understanding, there needs to be an increased focus on cooperative and informed partnership building among traditional healers, non-traditional health professionals, health service agencies, organisations, and communities. “These partnerships should recognise the clear relationship between the social disadvantages experienced by Indigenous Peoples and their current status of health,” Borrero said. “Disadvantages faced by indigenous peoples are related to dispossession and exacerbated by
powerlessness and poverty.” “Governments must implement the commitments made to indigenous peoples within international agreements such as the Declaration on the Rights of Indigenous Peoples and the World Conference on Indigenous Peoples, among others,” said Borrero. “These agreements were developed to improve the well-being of indigenous peoples around the world; however, political will including adequate resource allocation is a pre-requisite to success.” Climate change and environmental hazards also have a disproportionate impact on the health of indigenous peoples. “In many cases indigenous communities are more exposed to these disasters because they live in most vulnerable and isolated areas,” Del Pino said. “Another cause of Indigenous peoples being among the first to face the direct consequences of climate change is their dependence upon and close relationship with the environment and its resources. For example, in the Amazon, the effects of climate change include deforestation and forest fragmentation, and consequently, more carbon released into the atmosphere, exacerbating and creating further changes.” She added, “Droughts in 2005 resulted in fires in the western Amazon region. This is likely to occur again as rainforest is replaced by savannas, thus having a huge effect on the livelihoods of the Indigenous peoples in the region. Climate change exacerbates the difficulties already faced by vulnerable indigenous communities.” “The inclusion of target 17.18 of the SDGs – to improve the quality, coverage and availability of disaggregated data – is in response to one of the lessons commonly drawn from the MDGs: the need for the SDGs to make visible the most vulnerable populations,” Del Pino said. It is an essential component to meet the objective of “no one should be left behind” and “no target should be met, unless met for all groups” in the new post-2015 agenda, she said.

Day of the World’s Indigenous Peoples on Sunday, August 9, Survival International, the global movement for tribal peoples’ rights, has released a unique video of one of the world’s most recently contacted Indians. Irahoa Awá, his mother Jakarewyj and his aunt Amakaria were forced out of their forest home in the Brazilian Amazon rainforest after being “surrounded by loggers.” In a touching video interview with Survival, Irahoa recounts how he used to hunt alone as the only man in his group, and how he was forced to flee from the loggers in their forest. Irahoa said, “I saw strange people in the forest, and I heard them making lots of noise! I had to run away from them as they were in my forest. I was scared of them! I had to escape. I ran and I ran and that’s how I ended up here.” Around 100 Awá are uncontact-

ed, making them one of the most vulnerable societies on the planet. They could be wiped out by violence from outsiders who steal their land and resources, and by disease like flu and measles to which they have no resistance. The story of Irahoa’s family serves as a stark reminder of the dangers of first contact. Shortly after contact, Irahoa’s mother and aunt fell critically ill with tuberculosis, despite medical teams being on hand. According to Irahoa and settled Awá, the other members of their group had previously died in the forest of introduced diseases such as flu. While the Brazilian government launched a major operation to evict illegal loggers, settlers and ranchers from the Awá’s central territory, other territories continue to be invaded and destroyed. Survival is calling on the Brazilian government to evict the invaders from these territories to ensure the
survival of one of the world’s most threatened uncontacted tribes. Survival has condemned recent calls by U.S. anthropologists Kim Hill and Robert Walker to forcibly contact uncontacted tribes. The choice of whether to make contact or not must lie with the tribespeople themselves. Survival’s Director Stephen Corry wrote in U.S. journal Truthout that the key to stopping the annihilation of tribal peoples in South America is protecting their land rights. Stephen Corry said today, “Indigenous rights have moved on since 50 years ago, when ranchers could get away with a court plea that they had no idea it was wrong to kill indigenous people. On U.N. Indigenous Day let’s remember the most important thing: it is illegal for anything to take place on tribal land without the consent of the indigenous owners. Any incursion onto the land of uncontacted tribes obviously violates this.”
Indigenous women are raising their voices and can no longer be ignored Victoria Tauli-Corpuz s a teenager, I joined fellow indigenous activists on Luzon, the Philippines’ largest island, to protest against the Chico dam project. The scheme would have displaced roughly 300,000 indigenous people from their ancestral lands. The leaders of the movement were all men, but women were also on the frontline, risking their lives. These were our lands too, and we women fought to defend them even when our activities were criminalised by the Filipino government. We didn’t give up until the government and the World Bank cancelled the project. Since then, I have witnessed indigenous women around the world standing up for their rights, demanding that their voices be heard and refusing to back down. Indigenous women face myriad challenges. We are often systematically excluded from the decisionmaking processes that affect us, and we contend with discrimination, poverty and violence. Indigenous men face many of the same issues, but they are amplified for women, who face discrimination for their

gender as well as race. Insecure land rights are at the root of many of these problems for women. While indigenous people worldwide struggle to secure their collective and individual land and resource rights, customary and statutory laws typically restrict indigenous women’s access to land. Even in countries that legally recognise equal rights, indigenous women are less likely than men to hold titles to their land. Indigenous women are often responsible for their families’ food security, especially as more men move to cities, making resource discrimination particularly hard on them. Many can only access land through marriage, which limits their economic and personal choice and makes it difficult for them to secure credit on their own. Without secure rights, women are highly vulnerable to land-grabbing and forced relocation by governments and corporations. Large scale land grabs for rubber and palm oil plantations in Indonesia, for example, transformed indigenous women from self-sufficient landowners to low-paid factory and
domestic workers. Such land grabs are often accompanied by violence. Extractive industries can bring with them increased crime and even sex trafficking, and women may be threatened or harassed to coerce indigenous communities into abandoning their lands. Those who resist land grabs often face state-sanctioned violence. Gang rape, sexual enslavement, and murder of women have all been used to control indigenous populations. Corporations rarely take responsibility for these violations, and many governments put corporate interests before those of indigenous women. Language barriers, illiteracy and, most significantly, the refusal of those in power to prosecute crimes against them make it difficult for indigenous women to access justice. When Filipino armed forces killed a 28-year old indigenous female leader, Juvy Capion, for protesting against a mine in her territory, the trial was dismissed. Of course, endemic violence against indigenous women is not exclusively related to land grabs – it is a persistent global problem. In
Canada, First Nations’ women are four times more likely to be murdered. My predecessor James Anaya recommended that the government launch a nationwide inquiry, but no action has yet been taken. To address this issue as well as the numerous other challenges facing indigenous women, our voices need to be heard at every level, from the community to the international, on issues that affect us. We must be made equal partners and our right to self-determination must be recognised and respected. Governments can begin by recognising indigenous women as coowners, alongside indigenous men, of the lands they collectively own and cultivate. Companies and governments should stop using violence to quell indigenous resistance and gain indigenous women’s free, prior, and informed consent before making use of their lands. After all, when land rights are secure, women are better equipped to provide for themselves and their families. They earn up to 3.8 times more income and devote more money to savings and education. Their children are less likely to be
malnourished, and they experience less violence – including up to eight times less domestic violence. Secure land rights also help indigenous women to continue their vital role in climate change adaptation and mitigation. Indigenous women are the main transmitters of indigenous cultural values and worldviews. Many use traditional knowledge passed down through the generations to steward the world’s remaining forests. Deforestation rates are dramatically lower in forests managed by indigenous people and local communities, and in many parts of the world, such as south-east Asia, it is women who are primarily responsible for sustainable resource management. Unfortunately, international initiatives and national strategies aimed at mitigating climate change can also be a threat to indigenous women; some have been kicked off their land in the name of conservation or renewable energy projects. For mitigation and adaption strategies to succeed, indigenous women must be made part of the decisionmaking process and their conservation successes must be recognised

and supported. Secure land rights will also help prevent strategies such as REDD+ from becoming yet another reason to dispossess women of their customary lands. Recognising an entire community’s right to its ancestral territories is more effective than recognising land rights for individuals, as the latter makes it easier for predatory industries and governments to steal land piece by piece. But communities can be discriminatory as well. It is important that laws recognising community tenure ensure women’s rights. “Custom” does not grant immunity to those who marginalise and abuse women. We have come a long way since we stood up to the Filipino government, but our voices are still too often ignored, even within our communities. Governments, corporate actors, and international organisations must recognise our role in the fight for global land rights, and the contributions we make to preserve the world’s precious resources. don’t know that I have ever seen an experience that could rival it. There was crying so loud that people could hear it from a far distance away. The crying was strange though, it was mixed with happiness and lament. It was 2,500 or so years ago in the land of Israel. The exiles had returned and had laid the foundation for the new temple. The older folks were wailing with lament because they had seen the previous temple in all of its glory. The younger folks who had grown up in exile were excited and full of joy as they looked ahead to this new temple. The strange chorus of weeping and wailing punctuates the epic scene in Ezra 3 as the foundation for the new temple is laid. At the same time we can read of the prophet Zechariah dealing with the attitudes of lament here as well as the forthcoming fear of man in chapters 4-5 of Ezra. One of the big prophetic hammers that Zechariah brings to this party is a statement about what God is doing and the fact that people are not to despise the day of small things. “This is the word of the LORD to Zerubbabel: Not by might, nor by power, but by my Spirit, says the LORD of hosts. Who are you, O great mountain? Before Zerubbabel you shall become a plain. And he shall bring forward the top stone amid shouts of ‘Grace, grace to it!’” … For whoever has despised the day of small things shall rejoice, and shall see the plumb line in the hand of Zerubbabel. (Zech. 4.6-7,10) What is smaller than a group of 40,000 exiled rejects returning to a Godforsaken land, embarking on a building project to bring a kingdom? How about a king being born in a manger amid the stench and filth of animals? That seems like a pretty small thing too. Don’t you dare despise it. There’s more. How about that same baby growing into a man and then preaching and teaching the message of a kingdom while himself being poor, homeless and rejected? The most powerful worship song you will ever sing David Santistevan
Sometimes there’s a lyric that just smacks you in the face and roots your life back in reality. One of those phrases is from the song “Unbroken Praise” by Matt Redman. It goes like this: “Let my deeds outrun my words. Let my life outweigh my song.” Ouch. I feel so often I can stress and strive for my art to get recognized—for people to love my worship leading. For the church to love my songs. For people to appreciate what I make. But in reality, I would rather be known for my life than for the art I create. So much of this has been said before. Especially from a writer like Redman. Coming back to the heart of worship … Now to live the life … A life of worship isn’t new information. It’s on the t-shirts. If our lives don’t back up our songs, it’s empty. Worship leaders, if our personal worship doesn’t outshine the stages we stand on, we’re missing the point. But what is the answer? To stop singing altogether? That’s like telling someone who doesn’t eat healthy to stop eating. For a season, that may be good. We call that a fast. But a better long term strategy is to start eating better. Or it’s similar to a runner who knows all about running—what shoes to buy, how to stretch, the ins and outs of training, and the psychology of marathons, but doesn’t actually run. It’s a head knowledge without practice. I Surrender All? On our new record, we’ve arranged a cover of the hymn “I Surrender All.” This is a song I’ve struggled to sing my whole life. It’s a frustrating, annoying song. Not because it’s old or the melody is archaic, but because it’s such a massive commitment. It’s impossible to sing halfheartedly. Surrender all. Really, David? Are you willing to do that? To add insult to injury, we added a secondary chorus that goes like this: “Every thought, every word, every deed, this is my worship to you.” Wow. Things just got worse. But part of the reason I love this is because that’s where I want to live. That’s where I want to be. That’s the heart of the family I want to lead. That’s the kind of person I want to be known for. Everything. All. Complete surrender. So how does this happen? How do we surrender all? How can we live a life where our deeds outrun our words? I’m not going to lie. I can sing pretty passionately. I can get down in corporate worship with the best of them. I was raised in a banner waving, flag raising, courtesy cloth dropping, Holy Ghost party environment. I know how to worship. But I’m wondering today. And I’m asking you to wonder as well … Do our lives shout louder? Are we pursuing an “every thought, every word, every deed” faith? What Kind of Action Are You Taking? Here’s a question that is challenging me: “What kind of action are you taking?” Not “What kind of conversations are you having?” or “What kind of music are you listening to?” or “What books are you reading?” What action are you taking? To what am I giving my money to? What people am I personally investing in? Who am I sharing Jesus with? How am I influencing and leaving a mark? May we not just be known for the quality of our songs but by the quality of our lives. For every song that we sing, may we take twice as much action. For every “I Surrender All” chorus we declare, may we, twice as often, lay our lives down for Christ’s sake. The most powerful worship song you’ll ever sing isn’t any particular song. Honestly, it’s any song that you put into action. It’s the songs you live. It’s the person you are becoming. Sing loud. Sing strong. Sing like never before. But make sure those songs find their home in the action you take.
Scripture Passage: “Not that I have already obtained all this, or have already been made perfect, but I press on to take hold of that for which Christ Jesus took hold of me. Brothers, I do not consider myself yet to have taken hold of it. But one thing I do: Forgetting what is behind and straining toward what is ahead, I press on toward the goal to win the prize for which God has called me heavenward in Christ Jesus. Only let us live up to what we have already attained.” (Philippians 3:12-16 NIV) Paul’s desire for knowledge of Christ: Using the metaphor of a footrace, Paul describes obtaining full knowledge of Christ as involving the continual forgetting of “what is behind” and the relentless centering of his energies and interests on the course that is ahead of him. “Forgetting” did not mean obliterating the memory of his past but was a conscious refusal to let it absorb his attention and impede his progress. No present attainment could lull him into thinking he already possessed all Christ desired for him. Paul likens his Christian life to pressing onward to the goal so as to win the prize. Paul's goal was the complete knowledge of Christ, both in the power of his resurrection and the fellowship of his sufferings. When the goal was reached, this prize would be fully his.
The Christian life is a race: Several times in the New Testament the Christian life is pictured as a race. The apostle Paul uses that analogy to describe his own spiritual experience. In so doing, he gives us some basic principles for spiritual growth or, to use the athletic analogy, how to get into shape spiritually so that we can run to win the race set before us. Christianity is a developing personal relationship with the living Lord Jesus. Paul shows us how to reach this goal through the process of Christian growth. To grow as a Christian you’ve got to be in the race, have the proper attitude, and give it the proper effort. Paul was headed for Damascus to persecute Christians. But the Lord seized Paul and turned him around so that he began serving Jesus. still show his support for the kids. And that reminded me of something I’ve learned in leadership: the importance of being seen. What do I mean by this? It is important that people in your ministry—kids, parents, volunteers and staff—actually “see” you often. Simply being seen can accomplish several things:
• It validates the importance of the event at which you are being seen. We all want to believe that what we are involved with is important. Being seen at a kid’s soccer game helps to validate that what the child does apart from church is important to YOU … which translates to mean they are important to you. Being seen at the church membership class communicates the value of those new to your church …which ministry are they going to feel valued by from attending that membership class? Of course, being seen at any children’s or family ministry event communicates this, as well, and if something within your own department (and the people participating) isn’t valuable enough for you to be seen at, perhaps its necessity needs to be reconsidered. • It provides the opportunity for followers to ask and inform. I was talking with an executive pastor yesterday who was saying that his team has a weekly lunch out after staff meeting. He said that, while the time and expense of these sometimes feels burdensome, he wouldn’t think of not doing them because this is where the best conversations happen between he and his team. The same happens when we simply make ourselves available. Kids, parents, volunteers and staff all have things they want to communicate with us, but there’s not always a good time. Simply being present—and often— allows them opportunity to ask their questions and inform us of their opinions. • It promotes relationships. Ministry happens best through relationships. We’ve said that over and over. Relationships don’t happen very well without presence. If you want to serve your people well, build and promote relationships. If you want to build and promote relationships well, be PRESENT. • It opens the door for encouragement. As leaders, we should be looking for any opportunity to encourage. A note saying “great job at the Fall festival” when you actually never showed up to it rings somewhat hollow. Telling your men’s pastor the pancake breakfast was fantastic when you never poured a drop of syrup because you
• It opens the door for equipping. We can offer our training classes, talk to our leaders over coffee and send out our training emails, but nothing compares to experiential equipping. By that, I mean catching and affirming people doing a great job. Or seeing and correcting people doing a poor job (appropriately and with love, of course). The importance of being seen is something we all need to understand. But I can hear the wheels turning in your mind now: I can’t be at EVERYTHING! Agreed! And you have to find a balance. Here’s a few guidelines I try to use: If it’s a church event directly promoted and/or sponsored by my department, I will make every effort to at least make an appearance. Of course, the vast majority of these events I must be at, but events like “Mommy’s Day Out” aren’t things that I’m actually part of running. But I still feel it’s important to make an appearance at it. If it’s an event where I can connect with people from my ministry—kids, parents, volunteers—then I will weigh its value against time away from family or other work investments. These also can be times of personal refreshment, such as the men’s ministry pancake breakfast! I identify outside-the-ministry opportunities (kids’ sports or school events, important life events, etc.) to engage with those who are part of the ministry and make an effort to consistently incorporate these into my schedule. So what keeps us from being seen? There are several things: As an introvert, sometimes shyness or fear keeps me from putting myself in the midst of people. I’ve had to overcome this by placing the value of being present over the fear of being present. Other times, simple complacency has kept me from being present. “Not another preschool movie night!” But I have to remember I am placing the nature of the event over the potential impact by my presence. I am looking at the event through the lens of my own interest vs. the interest of those it’s intended for. That’s not a good trade-off. Finally, sometimes I have found that I just don’t care. Simply put, ministry is hard and tiring and oftentimes discouraging. Sometimes I just don’t care if I encourage the parent, if I equip the leader or if I evaluate the success of the event. That’s when I know I need a break. So I try to take advantage of those things that refresh me … but that’s for another article at another time. The implication is that life in the Spirit is effortless and easy once you’ve discovered the secret of “the exchanged life.” But both of these views go against the clear teaching of Scripture, that the spiritual life is a continual battle against the world, the flesh, and the devil. We are instructed to discipline ourselves for the purpose of godliness (1 Timothy 4:7). There is no quick, easy, instantaneous way to get in top physical conditioning. You have to work at it every day, and the day you stop is the day you start going downhill.
The “not-having-arrived” attitude: Christian growth requires always moving ahead. If anyone could think he had arrived, it would have been Paul. But he always kept in mind that he wasn’t there yet. He didn’t want to rest on his laurels. You see this even in his final days, when he was in the dungeon in Rome, and he wrote to Timothy asking him to bring his coat, and then he adds, “And the books, especially the parchments” (2 Timothy 4:13). He was facing execution, but he wanted his books so he could keep growing! Moving ahead from the past: “Forgetting what lies behind.” A runner does not make the mistake of looking over his shoulder. His eyes are fixed on the goal. If he made mistakes earlier in the race, he doesn’t kick himself by replaying them in his mind. If he did well, he doesn’t gloat about it. He leaves the past behind and keeps moving on toward the finish line. It can be helpful to reflect on what happened to us in the past in order to understand where we’re at in the present and where we need to grow. There is a biblical case for self-examination, which means evaluating things that have happened in the past, both good and bad, as a means of growing now. But there needs to be a balance. We need to take periodic glances backward, but we also need to put the past (good and bad) behind us, accept God’s grace and enabling for the present, and move on with what he is calling us to do now. Moving ahead toward the future: “Reaching forward to what lies ahead,” Paul uses a term describing a runner who stretches and strains every muscle as he runs toward the finish line. “The upward call of God” is his call to salvation which culminates when we stand before Him to give an account and receive rewards for how we’ve run the race. If God has dealt with some sin in your life, don’t slip back into it again. If he has cleaned out a dirty closet of your life, don’t start throwing junk in there again. Giving it the proper effort: To grow as a Christian, you’ve got to give it the proper effort. We need the balance of God’s Word here. Some say, “God is sovereign and we don’t need to do anything.” Others say, “It’s all up to us.” Scripture says, “God is at work in you, so you work!” It is both/and, not either/or. Some say that any effort on your part shows that you’re in the flesh. If that’s so, Paul was fleshly, because it’s clear here that he was pressing on, he was reaching forward to the goal as a runner giving it his all. The Christian life is an active cooperation with the sovereign God. If you want to grow, you’ve got to put your full effort into it-- not just occasionally, but all the time.

India working to bring back Gita, locate family: Sushma New Delhi, August 8 (iANs): Gita, a 23-yearold hearing and speechimpaired Indian woman stranded in Pakistan for the past 15 years, will be brought back to India and efforts are on to locate her family, External Affairs Minister Sushma Swaraj said on Saturday. In a series of tweets, Sushma Swaraj said the government was completing the "necessary formalities to bring Gita back to India". Sushma Swaraj tweeted that during the past few days, "four families from Punjab, Bihar, Jharkhand and UP have claimed Gita as their daughter" and that she has requested the chief ministers of the respective states to "verify and report". Swachh Bharat ranking: Mysuru India's first e-flora database developed in first position, Trichy second CheNNAi, August 8 (iANs) Mysuru in Karnataka and Thiruchirapalli (Trichy) in Tamil Nadu have been ranked first and second among 476 cities in the "Swachh Bharat" rankings, the union urban development ministry announced on Saturday. Besides Mysuru and Thiruchirapalli, other cities in the top 10 are Navi Mumbai, Kochi, Hassan, Mandya and Bengaluru in Karnataka, Thiruvananthapuram, Halisahar in West Bengal and Gangtok. According to a ministry statement, all the 476 Class-1 cities in 31 states
and union territories, each with a population of above one lakh, were surveyed for assessing total sanitation practices covering a set of parameters. The parameters include extent of open defecation, solid waste management, septage management, waste water treatment, drinking water quality, surface water quality of water bodies and mortality due to water borne diseases. The survey conducted during 2014-15 was commissioned by the ministry as required under the National Sanitation Policy of 2008.

KolKAtA, August 8 (iANs): The Botanical Survey of India (BSI) has developed the first open-access online database of India's floral diversity to document over 18,000 flowering plant species in an effort at boosting digitisation and conservation of endangered ones. The 'eFlora India' test site was launched by BSI in July 2015, on the occasion of the 'Digital India Week'. The portal, once formally launched, will also serve as an updated plant checklist of India, said BSI director Paramjit Singh. "The information in the Flora of India volumes published by BSI will be available through this portal
in the database form. This consists of more than 6,000 pages of printed treatments covering around 4,500 taxa (a taxonomic category) belonging to 92 families," Singh told IANS. "This effort puts India at par with neighbouring countries, like China, Nepal and Pakistan that already have such e-repositories," Singh said. Mahinda Rajapaksa, once poised to be Sri Lanka's president for life, is a desperate man these days. At stake is not just his own political future, but that of an entire dynasty and a network of supporters he founded at every level. A shocking loss to a former ally in the January election he had himself called two years ahead of schedule has hit his once powerful family's fortunes hard. It seems only a political revival may offer them some hope of protection from the slew of corruption and other criminal charges they now face. So Rajapaksa is in the race in this month's election for prime minister, a job only second to that of president. While in power, he created a powerful narrative of the warrior king and the savior of his people who led a successful military campaign against separatist Tamil Tiger rebels to end a decades-long civil war. He also abolished the two-term limit for presidency, enabling him to stay in power for life or until his eldest son, who he was grooming, was ready to take over. And he consolidated all power among a tight coterie of friends, family and loyalists, taking control of
the Parliament, courts and all state institutions. The electoral upset to his former health minister, Maithripala Sirisena, changed all that. Now several members of Rajapaksa's inner circle are under investigation for graft, murder and abuse of power. They have denied the allegations. While Rajapaksa himself is being investigated on a relatively minor allegation of appointing a minister during an election, which authorities say amounts to bribery, the government is still trying with the help of international agencies to locate his allegedly ill-gotten wealth — which could lead to more serious charges. Soon after his defeat, Rajapaksa's once-powerful brothers also lost their positions. Basil Rajapaksa, the former economic affairs minister, was arrested and charged with misusing state funds for election purposes. He has been released on bail. Another brother, Gotabhaya Rajapaksa, the influential former defense secretary, is under investigation after a former ally accused him of abducting journalists, critics and Tamil rebel suspects. To his loyalists, many of whom are mired in allegations of drug dealing, corruption, and murder, Rajapaksa is the one name
they can recall for their own re-election to Parliament and safety from prosecution by using their influence to manipulate the system. Rajapaksa acknowledged his failings in letting his coterie run amok. He didn't get into specifics in his speeches, but he was accused of manipulating the justice system to protect a lawmaker accused of killing one of his own advisers. He was also accused of not taking action against politicians accused of rape and drug dealing. "That's a big mistake. I apologize to you and I will not repeat them," he said at one temple meeting. Even though he cleared the first hurdle and won his party's nomination, the odds are still stacked against him. Apart from the erosion of his own vote base, Sirisena has come to his side very grudgingly and a section of Rajapaksa's own party doesn't back him. "I have no dealings with Mahinda Rajapaksa, I have the same criticism for him that I had before Jan. 8," Sirisena said in a speech last month. He said that with Rajapaksa, the party would not attract votes from minority Tamil and Muslim communities or the youth. After the victory against the Tamil Tigers, Rajapaksa had projected himself
as protector of the majority Sinhala-Buddhists and seen as slacking in post-war reconciliation. He was also accused of secretly supporting Buddhist nationalist groups that carried out attacks against Muslims, destroying mosques, property and in one major riot killing three Muslims. Sirisena has indicated that his personal preference would be to form a government with Rajapaksa's rival and current Prime Minister Ranil Wickremesinghe. Sirisena and Wickremesinghe were part of a grand opposition coalition that unseated Rajapaksa. After his victory, Sirisena was invited back to the UPFA to become its leader. With less than two weeks before the election, Rajapaksa is trailing Wickremesinghe according to a latest opinion poll. The survey by independent think tank Center for Policy Alternatives questioned 1,986 people from across the country and ethnic groups, and shows that Rajapaksa has the support of 27.5 percent against 39.8 percent for Wickremesinghe. The survey had a 2-percentage point margin of error. If he cannot close that gap by Aug. 17, Rajapaksa stands to lose his political career. "I think he will be isolated and marginalized. He will be a spent force," Perera said.

occer's world governing body FIFA has launched an internal investigation of alleged corruption, two people familiar with the matter said, in a development that may signal greater cooperation with criminal probes by U.S. and Swiss authorities. Members of FIFA's executive committee were briefed on the internal investigation at a closed-door meeting in Zurich last month, said the sources, who spoke to Reuters on condition of anonymity. Quinn Emanuel Urquhart & Sullivan, a U.S. law firm, is conducting the investigation, which is running parallel to the probes by authorities in the United States and Switzerland, the sources said. The results of the investigation are expected to be shared with the authorities, they added. FIFA was thrown into turmoil in May when U.S. prosecutors announced the indictment of nine current and former soccer officials, many of whom had FIFA positions, and five sports marketing executives. Prosecutors said the 14 corrupted the sport by agreeing to more than $150 million in bribes and kickbacks for media and marketing rights.

Swiss prosecutors have said Blatter and Valcke may be summoned for questioning, and sources have told Reuters that the FBI is examining their stewardship of FIFA as part of its probe. Blatter is fully cooperating with the internal investigation, his U.S. lawyer Richard Cullen said. A lawyer for Valcke did not immediately respond to a request for comment. Although authorities have so far described FIFA as a victim of the alleged corruption, the organisation itself could still be added as a defendant at the discretion of prosecutors, especially if they believe FIFA is not fully cooperating as a victim would, according to lawyers with expertise in complex criminal cases. A senior U.S. prosecutor, Assistant Attorney General Leslie Caldwell, said in a speech in April before the FIFA case became public that generally the government expects cooperation to be timely and complete. "We expect cooperating companies to identify culpable individuals - including senior executives if they were involved - and provide the facts about their wrongdoing," Caldwell said. FIFA had a rocky experience with an earlier internal investigation by Michael Garcia of Kirkland & Ellis, another U.S. law firm. Garcia quit his job as FIFA's ethics investigator in December in protest at the way FIFA handled his report on allegations of corruption in awarding the 2018 and 2022 World Cups. Garcia's report, which has not been made public, had limited evidentiary value for authorities because Garcia had no subpoena power and did not take sworn testimony, a source told Reuters in June. U.S. prosecutors could eventually turn to a court-appointed monitor to try to ensure that FIFA cleans up its act, a tactic they have used with organizations as diverse as major banks and labour unions, according to attorneys with expertise in such matters.

Michael Phelps held up one finger, leaving no doubt he's No. 1. Then he pounded the water defiantly — first with one hand, then with both. Yep, he's back. Removing any uncertainty about how ready he'll be for the Rio Olympics, Phelps turned in his fastest time in the 200-meter butterfly since setting the world record in a high-tech suit six years ago. Phelps' stunner — 1 minute, 52.94 seconds at the U.S. national championships Friday night — came after months of lackluster performances and serious problems away from the pool. "This next year is going to be pretty damn fun," said Phelps, who unleashed one of the biggest celebrations of his career when he saw the time. It would have been good enough for gold at the 2012 London Olympics, where he finished second behind Chad le Clos' time of 1:52.96. It would have been good enough to win at this year's world championships in Kazan, Russia, where Hungary's Laszlo Cseh took the title in 1:53.48. "I think it just shows you anything is possible if you want something bad enough," Phelps said. "I can do whatever I put my mind to." No question about that. Not after a performance that no one saw coming — not even his longtime coach, Bob Bowman. "That was one of his best swims," Bowman said, high praise indeed considering Phelps is the most decorated athlete in Olympic history with 18 golds and 22 medals overall. Phelps should have been in Kazan this week — he easily qualified for the U.S. team — but he lost his spot as part of his punishment for a second drunken-driving arrest last fall.
So he came to San Antonio for what is essentially a junior-varsity meet for swimmers who didn't earn a spot at the biggest swimming event outside the Olympics. It was the middle of the night in Russia when he finished, but the time was sure to send plenty of ripples halfway around the world by Saturday morning. "I wish I was there," Phelps said, "but I'm glad I'm here." With the stands nearly full — despite another 100-degree day in south Texas — and fans packed around the railings at one end of the pool, Phelps seized the moment. He went out in 25.14 seconds, significantly faster than his opening pace in the morning preliminaries, and was clearly racing more than just the seven other swimmers in the "A'' final. He kept up the blistering pace right to the end, breaking 30 seconds on his final lap and touching the wall a full body-length ahead of runner-up Jack Conger (1:54.54). "I had no clue," Phelps said. "Going into the 100 wall, I said, 'Please just make it feel this easy for one more 25.' Then I would just go to my legs as much as I can the last 75. When I hit 150 wall, I was like, 'I better get at least seven or eight kicks off this wall and just hammer it.'" That he did. HE BACKGROUND: The IndoNaga- Burmese conflict is a simple case of invasion, where in spite of Nagaland’s declaration of her independence on 14th August, 1947, both Indian troops and Burmese troops moved into ancient Naga territories and claimed these invaded territories as their own. The first political move towards this military invasion took place on March 29, 1953 when the Nehru, the Indian Prime Minister and U.Nu the Burmese Prime Minister, visited Kohima and Khampti after flying into Imphal, Manipur. On this secret mission, they refused to discuss any political issues with the Nagas except to dance with the local damsels and young men. As for the Naga elders and leaders who came to meet them, they walked away from the Kohima function as soon as they learned that they would not be allowed to submit any memoranda to the two foreign dignitaries. Had these Naga elders had any doubts about their Naga identity and their Naga country, they might have listened to the two foreign Prime Ministers in order to make a deal with them for accommodation rather than confrontation. But these Naga leaders and elders knew exactly who they were and what their country is. So when these two foreign leaders (or their subordinates) told the Naga leaders that they would not be allowed to submit any memorandums to them, they simply walked out from the meeting place. In Naga customs, to be told by some guest that they would not talk to the host, was the highest form of insult and arrogance. The Naga leaders therefore, walked outmany even baring their buttocks by lifting their kilts and slapping them in front of the two Prime minsters. This, by the way, is the Naga style of returning insult for insult! THE 16 POINT AGREEMENT: As soon as Nehru and U Nu left, arrest warrants were issued against the NNC leaders
and they were hunted down like animals by the Assam Rifles and the Assam Armed Police. This was followed by the invasion of the Regular Indian Army from Oct. 1955 onward. And as the military occupied Nagaland with over one hundred thousand troops, the Indian Intelligence Bureau under S.M. Dutt made a secret deal with some Naga opportunist. S.M. Dutt was then; the Deputy Director of the Indian Intelligence Bureau (I.B.). Dutt himself coined the words “Naga People’s Convention” (NPC) and carried out this most covert deal with the Naga opportunist. After a series of meetings with Naga leaders who did not know the true intentions of the Convention, 19 Nagas were taken to Delhi by flight and were made to meet Nehru on the 26th July 1960. (This was the same day that Phizo addressed the world press at London and presented his book “The fate of the Nagas: An appeal to the world.”) Then suddenly on 27th July 1960, an announcement was made to the world that as the Nagas themselves have demanded for a state within the Indian union, a full fledged Indian state had been granted to them. (For details, see “Uncovering the political lies that have covered Indo-Naga history from the 1940’s to the Present”) That July 27, 1960 announcement took everyone, both- Nagas, Indians and Naga sympathizers across the globe- by total surprise. Many Indian politicians expressed their shock that something unbelievable had been done behind their backs when they realized that hardly four lacks Nagas had been granted the status of a full Indian state where in the case of the other states, seven eight million people constituted the states. This secret deal was done by bypassing the NNC and FGN, plus the whole Naga public, except those few tribal leaders who were fooled into thinking that they were all along, working for restoration of peace in war torn Nagaland of the late 1950s. In fact, even senior and ac-
tive members within the NPC like Mr. Kevichiisa, Vizol, Megoriato etc did not know the true intentions of the 16 Point Agreement and returned to Kohima when they discovered the facts from Dimapur. On hearing about the announcement, General Shrinagesh, who was the first GOC of the invading Indian troops and later became the Governor of Assam exclaimed: “This means leaving the Militants out of the settlement. It was with the Militants that the Government of India had to come to a settlement for peace in the area, and not with the ‘liberals’ who had no conflict with the Government of India.” (Harish Chandola; The Naga Story, p.139) Other sympathizers of the Naga resistance thought: “Had Nagas suddenly forgotten all about their terrible sacrifices of ten years and asked for an Indian state to their shame?” That, as we all know, was never the case, but in practical reality, when the 19 Nagas who went to Delhi came back to Nagaland, they came back with the might of the Indian army and the political power of India behind them. As a result, all Nagas were dumped into the Indian bosta (Bag) under the Constitution of India. Now as we wait with bated breath, what the terms of the present GOI and NSCN IM accord will unfold, let us hope that it will not turn out to be yet another 16 Point Agreement or another Shillong accord. THE SHILLONG ACCORD: In the case of the 1975 Shillong Accord, the accord became an invalid document even before the ink in the dotted lines had dried up. And by “invalid,” I mean- the so called Shillong Accord of 1975 never mentioned the IndoNaga conflict nor did it even mention the word Nagas or Nagaland while purporting that the document had finally solved the Indo-Naga conflict that had raged on for 28 years at that point of time (19471975). It was not surprising then, that late Phizo, the then NNC President, with the
exception of denying his participation in the Shillong Accord fiasco and giving instructions to his Vice President and all the top Generals of the Naga army, completely ignored it. In the end the Shillong Accord died a natural political death, as it was never ratified by the Indian Parliament on the one hand and on the other hand, sent back to Governor L.P. Singh by the then President of the FGN with the clear statement that because of constitutional constraints of articles 149 and 150 of the Naga Yehzabo, he was unable to accept clause 1 and 3 of the Shillong Accord. Having said that, I am also fully aware that there are those, who have blown the Shillong Accord out of all proportions and condemned it as a treasonous act of surrender committed by the Tenyima people. But whatever the case may be, as educated and matured Nagas, let us all acknowledge that- an accord is not a political settlement, if it is not ratified by both parties of the governments involved in the conflict. THE PRESENT ACCORD: This time round, let us at least hope that, the second accord of the NSCN IM with the Government of India will mention something about the Indo-Naga war of invasion and India’s forceful occupation of Nagaland through dubious means. If these facts of Indo-Naga history is not addressed and resolved, the present accord will end most likely with just some additional goodies added to the already existing article 371A of the 16 Point Agreement. In such a case, Nagas will be for the second time, forced to abide by Indian engineered and Indian imposed shackles of subject hood. Pardon my speculations, if they turn out to be wrong. However, as a bona fide citizen of Nagaland, I feel that I am fully justified to speculate as much as I want to speculate, because they too, had been silent for all the past 18 years over what has been purported to be talks for a final settlement. Gaming with the intent of winning money is an addictive game that has destroyed many a marriage, family and career. Psychologists defines it as “break-up” and Jesus termed it as “great was the fall”. Beloved young people, be not deceived by quick success. It is not permanent success. It is not lasting nor is it productive but obsessive entertainment. Be cautious because in the long run this Online gaming will produce a generation of con artists, wasting all their productive years trying to hit the illusionary jackpot. By legislating the bill we will find a State/society of startlingly uneven development and perplexing disparities where more people/youth have access to gaming but mired in some of the worst poverty of consumerism. Every job you do is a portrait of you. Do it right. Diligence is the key to generate wealth. The Bible says that the diligent shall stand before kings and the hand of the diligent shall rule. We think that MacDonald’s Food Chains and Restaurants is an overnight success. No, it took 30 years of diligence to taste worldwide success. Nayanika Chatterjee, who has been around for over two decades, says the country’s models need a structured organisation to streamline remuneration and other issues. “There is no organised structure for models and that is what I feel bad about,” Nayanika told IANS when asked about her take on the current modelling industry. Pay is a hassle. “We are still fighting with unknown clients to get paid. There is no structure, there is no honesty, so I feel that aspect hasn’t improved. By and large, we are still fighting for basic conditions and rights, and I feel that the absence of a model union is also the reason why we have no one to turn to,” stressed the mother of a daughter, who’s on the cusp of becoming a teen.

O ver the years, “nothing has changed at all”, Nayanika lamented, adding: “Look at the way models are treated abroad, and see the conditions here. There is a huge difference. Look at (international supermodel) Naomi Campbell who has a personal stylist and a make-up team. “You think Nayanika will get her personal make-up artist? I think people will turn and ask, ‘Is she an actress?’” Nayanika, who has worked with the likes of Madhu Sapre and Milind Soman and rides the ramp like fashion’s own warrior princess, is a staple at fashion events across the country. However, she is sur-
prised with the increasing influx of international models in the country. “The influx of foreigners in the modelling industry is noteworthy. It has become an obsession with Indians. They (the designers) are making foreigners wear ghaghras too, and it doesn’t make any sense to me. “I can understand that even in New York, Milan and Paris, models are from all over the world, but what is the point of using foreigners for ethnic clothes?” she questioned. Even though there are bad things in the industry, there is a lot of good things too and that’s why I am still at it, she said, and asserted that she will only retire “the day I have to run around and ask someone for a job. Married to former TV actor-cumbusinessman Gurpreet Singh, she also runs the Nayanika Chaterjee Grooming Academy here where she imparts grooming tips to aspiring models.

The application is only available for top celebrities currently. The app is Facebook's way of making it possible for the fans to get closer to their idols. And for SRK, it is the most useful app to interact with his fans extensively, in a live video format. Originating in Japan, the lovable round-headed little ideograms, used to illustrate/personalize texts, emails and social media posts, have been taking the world by storm, with new images created every day. It is an attractive property for producers as there are no underlying rights. In a threestudio bidding, Sony Pictures Animation recently landed an emoji animated movie pitch in a deal nearing seven figures, reported Deadline. "The Great Emoji Challenge", which will be taken out in the US and UK simultaneously, comes from Studio Lambert and 405 Productions.
