Vihoshe Sumi, Spokesperson for Nagaland BJP has been appointed as the representative of the Russian Federation with the Power of Attorney to represent four key Russian industries to India. A press note from the BJP Nagaland State Unit informed that all the concerned industries are associated with cutting edge high end scientific technologies. The Nagaland Vision 2030 document, which was recently released by the Nagaland State Government, envisions the desired developmental directions and goals of the state of Nagaland in various significant sectors. It proposed that substantial investment along with up-scaling the communitization process should be undertaken for reconstruction and upgradation of the old school and hospital buildings including accommodation facilities as part of the government plan and programme within the next five years. Promoting the participation of the private sector for improving the social services has to be a part of the government policy, the document added. Meanwhile, it also pointed out that one of the thrust areas is employment, especially of the growing numbers of educated youth. It is estimated that about 13,000 educated young people enter the job market annually. Taking into account the 3% attrition rate of government employees per annum, employment opportunities of about 3500 to 4000 would emerge in government sector every year. This implies a need for creation of employment opportunities of at least 10,000 annually. Emphasis on skill development of the youth to enable them to meet the demands of the emerging job market in India is essential, the document said. Against this backdrop, the Sixth Economic Census indicates that there are about 1, 62,000 people employed outside farming and the government sector. Given the employment elasticity (0.58), the vision document envisages the Gross State Domestic Product to grow at the rate of 10 per cent per

KohIMA, DECEMBER 11(MExN): Parliamentary Secretary for Planning & Coordination, Evaluation, Monitoring & Taxes, Neiba Kronu has stated that the Nagaland Vision Document 2030 is an inclusive document incorporating the collective aspirations of the people of the state. “Nagaland is rich in natural resources but its real wealth lies in its young demographic profile. Therefore, the vision document dwells on optimizing its strengths and opportunities; its agricultural base and employment of the youth; its strategic geographical location in the ambit of the Act East Policy of Government of India and the emerging possibilities of the state becoming an economic hub have also been captured. In essence it encompasses all sectors of the economy. In the power sector, the vision document stated that the immediate requirement is the upgradation and improvement of the transmission and distribution systems. In the long- term perspective the generation potential in the state, especially hydro and new and renewable energies, have to be fully developed within 2030. It also stated that the IT connectivity up to the village level, which is crucial, should be put in place within the next three years. Development of infrastructure will promote trade and commerce and will also enhance the services sector that will open up large employment opportunities, the vision document observed. In the social sector especially pertaining to education and health, it observed that the infrastructure so far created has been quite substantial and the need in the next 5 to 7 years is to improve the quality of services provided by the various public institutions such as schools and hospitals. For this, the focus should be on improving and upgrading the skills and capacities of the service providers such as teachers and health care workers.

Nagaland Govt clarifies on allegations of PDS Rice scam counter fir against AcAUt

DIMAPUR, DECEMBER 11 (MExN): The Government of Nagaland today issued a clarification to reports of an alleged PDS Rice scam in Dimapur involving the Food and Civil Supplies Department. A press release from the Secretary to the Nagaland State Government, Ramongo Lotha informed that the State Government has been appointing State Stockists for procurement of food grains from the FCI for timely availability of funds as well as limitations of godown space. In this context, it pointed out that the Department is expected to lift the food grains within the stipulated time given by the FCI, failing which the allocation lapses. “It is for this reason that the Stockists are appointed for implementation of NFSA. Hence, the State Stockists have been actually

assisting the department in keeping custody of the food grains which is regularly inspected by the departmental officials,” it added. The press note informed that the food grains in the godown of the State Stockist raided on December 9 and subsequently sealed by the Police is “meant for despatch to the districts/ FPS.” It informed that only Mokokchung, Mon and Tuensang have FCI Food Storage Depots (FSD), while other districts are fed through FSD Dimapur. Responding to allegations that the food grains are being diverted, it informed that such allegations have not been brought to the notice of the Government. “If such allegations are true, there is no reason why the Government will not take action...however, the same has to be based on some finding of pri-

On allegation of packaging of food grains in plastic bags that were found in the sealed godown, the government clarified that the Stockist had sought permission from the Department for repackaging into plastic bags “since gunny bags in which the rice is received from the FCI are torn while loading/ unloading during transit, resulting in spillage/wastage.” It revealed that this issue of wastage was raised to the notice of the centerduring the meeting of Secretaries of NE States at Guwahati in October. “The Union Food Secretary clarified there were no provisions for making good the losses. Hence, in order to avoid such wastage and to ensure that the PHH get their allotted entitlement, permission was granted for repackaging of the rice into plastic bags,” it added.

A new twist was added to the ACAUT exposing an alleged PDS rice diversion racket on December 9 after a counter FIR was lodged against the ACAUT. The FIR was reportedly filed by one of the two godown proprietors on December 10. The FIR was registered at Sub-Urban Police Station. Subsequently, arrest warrant was also reportedly issued against the individuals, who participated in the December 9 exposé. While it could not be ascertained whether the reported arrest warrant was issued, the police on Sunday confirmed registering a case of “criminal trespass” based on a complaint filed against the

December 9 godown exposé. The police declined to comment any further on the matter. The ACAUT meanwhile appeared unperturbed with the development and as the state government issued a clearly hurried clarification on Sunday justifying its position on appointing “state stockists” for procuring rice from the FCI. “There is no question of hiding. If need be we’ll court arrest,” responded ACAUT co-chairman, Joel Naga on Sunday evening when queried on how the anti-corruption body would respond. Maintaining the ACAUT is being targeted on mere allegation of trespassing, the ACAUT cochairman said that those involved in siphoning PDS items are being let scot free.

Naga theological institutions need to confront “structures of domination” Morung Express news Bade | December 11

At a time when Nagaland State is precipitating with an ever-increasing level of multifaceted social, economic and political challenges, there is a pressing responsibility for theological institutions to don the role as truth-telling institutions. This was a clarion made by Dr Aküm Longchari, Chief Editor of The Morung Express to theological students at the 3rd Annual Lecture of the Oriental Theological Seminary (OTS), Bade Village, Dimapur on December 9. The lecture, which centered on the book written by Dr Longchari, ‘Self Determination: A Resource for JustPeace’ was organized by the Foundation for Church and Society, which is an initiative of OTS and is part of the yearlong activities to celebrate the 25th anniversary of the Seminary. In such a stage of histori-

cal conflict, discord, subjugation and dominance by the rich and powerful, Dr Longchari said theologians cannot stand as mere spectators. He said they (theologians) ought to become the credible voices and to confront those oppressive structures of domination, which has been denying rights to the people. Dr Longchari said theologians or its institutions are not “naming the powers that be” whether be it in the political, cultural or social spectrum and have only been raising voices in veiled languages. “Is it possible for theologians to even begin by naming the powers that be?” Can theologians create an opportunity to engage the powers that be,” he challenged. Emphasizing that theological seminaries, divinity schools should be institutions of truth telling and its students to engage their research and sermons on truth telling, Dr Longchari

believed that it is for theologians to “name the truth, open the eyes of mercy, help us understand that justice is not revenge, but right-relationships and above all taking a position of peace.” Moreover, at this juncture when Naga’s journey to self-determination is headed to an unknown

destination, Dr Longchari, addressing the OTS students said it is all the more pertinent for theologians to enable consciousness by creating a space of envisioning a shared Naga future and leading the Naga people forward. “We should begin soul searching to encounter truth, so

that the truth could be a spark in the dark,” he said. An alternative imagination of self-determination Giving a talk on his recently released book, Dr Aküm Longchari mooted for an alternative imagination of self-determination on the Naga history.

Likening the Naga political issue to a Naga caravan, which has been steered off course by external forces while on its journey towards self-determination, Dr Longchari said the more the Naga caravan travels, the farther it goes away from its original destination and therein lays the peril of more confusion among the already confused Nagas. He said the Naga political issue was already in a stalemate, confounded with uncertainty on how the different Naga individuals can collectively express the will of the people. Dr Longchari suggested that the Naga peoples could create an alternative imagination of self-determination on the Naga history instead of following the conventional ‘pastpresent-future’ trajectory on its journey to a common solution. The idea is for Nagas to reconceptualise time by first looking at the future

instead of engaging from the past. “There can only be hope, vision and aspiration if we start from the future,” Dr Longchari asserted. If the Nagas were to start looking from the past, there are too many truths and polarized interpretations that would make it a thorny affair for the people to come to a shared understanding and arrive at a consensus. He therefore suggested a ‘future-past-present’ paradigm of time by agreeing on a shared and inclusive vision to address the burdens of the past in a constructive way. The encounter between the future and the past, he stated, will inform us what needs to be done in the present. After the lecture, OTS students Kayilu Pfuze, Niirii Kapfo and Vitoka Chopi gave spoken responses to Dr Longchari’s book, followed by interaction with the students and teachers of the Seminary.

Virtually welcoming the festive season in Mokokchung, the Mokokchung Arts & Aesthetic Management (MAAM) successfully organized a four-day Winter Carnival at the Imkongmeren Sports Complex from October 8-11 where the citizens of the town and others were given a treat of the bests of Mokokchung Town. The MAAM, which is a non-profit organization formed by likeminded citizens of the town, organized the carnival on the theme ‘Creating Opportunities’ with an aim to promote the entrepreneurs, the youths and Self-Help Groups. The organizers had actually planned for a three day carnival only; however, due to popular demand from the public, it was extended for one more day till Sunday. The youths and SHGs availed the opportunity and opened food and games stalls and opened stalls for games etc. “We are overwhelmed by the response from the public. We did not expect such a huge turnout,” said Asola

Ozukum, the president of MAAM. She expressed heartfelt gratitude to the public of Mokokchung, the district administration and police and also the partakers of the carnival. “Isn’t it so nice to see so many talented youths taking part in different activities? We don’t have much platform, otherwise given the chance, the youths can excel in any field,” quipped Asola. “We wanted to create a space for everyone of all ages, that’s why we have game stalls, the food stalls for families to dine, and even the kids fashion show for the children to showcase their talents,” said the MAAM president. Her colleague, MAAM secretary Imsulemla Aier also aired the same view, “We are very encouraged to see so many youths coming out and enjoying the festive season in a very decent manner.” She further disclosed that the carnival was extended till Sunday since there were many families who wanted to bring their children and enjoy the festivity, the food and games. Besides the stalls, a center of attraction was the kids fashion show where

young kids took the ramp and impressed the spectators. The karaoke corner was also another added attraction where singers and wannabe singers took the microphone and sang their hearts out. This Winter Carnival is another major activity of MAAM which has successfully organized two editions of the Miss Mokokchung beauty contest the previous years. It has also set up a poor patient fund for cancer patients being treated at IMDH and also regularly initiates other philanthropic activities. With the success of the Winter Carnival, the 2016 Christmas season in Mokokchung is all set to be another season of festivity with a host of other events like concerts, Christmas carol competition (popularly called C5), Cake race etc lined up to be held in the town. Adding to the Christmas spirit, different colonies have decorated their respective wards with lights, Santa Claus, and Christmas stars giving colorful light to the town especially at night. Dimapur, December 11 (mexN): The 9th North East Youth Peace and Cultural Festival culminated with a valedictory programme at DBIDL Hall, Don Bosco Higher Secondary School campus here on December 11. UNC intensifies blockade in Manipur

Imphal, December 11 (IaNS): Intensifying its economic blockade following the creation on Thursday of seven new districts in Manipur, the United Naga Council (UNC) in Senapati district headquarters forced vehicles carrying paramilitary personnel, proceeding to escort trucks and oil tankers stranded on the highway, to return to Imphal on Saturday night. Hundreds of loaded trucks and oil tankers remain stranded in Assam, Nagaland and near Manipur's border along National Highways 2 and 53. The blockade of supplies has led to severe shortage of fuel, consumer items and life-saving drugs in the state. The UNC had enforced the blockade on the highways on November 1 in protest against the Okram Ibobi Singh government's move to upgrade Sadar Hills and Jiribam to full-fledged districts. Sadar Hills is one of the seven new districts, albeit under a new name -- Kangpokpi district. The Manipur government on Thursday announced formation of seven new districts -- Jiribam, Kangpokpi, Tengoupal, Pharzol, Kakching, Noney and Kamjongin -- in the state. Meanwhile, UNC said that a meeting of the Nagas will be held on Monday to take stock of the situation arising out of the creation of the seven districts. There have been low-key sit-in protests and demonstrations demanding the release of the two arrested UNC leaders, including Council President Gaidon Kamei. Chief Minister Okram Ibobi Singh has refused to budge saying that the law will take its own course. Manipur High Court has also issued directives on three occasions, the most important being one directing the state government to deploy "adequate" security forces along the highways to ensure safe movement of vehicles.

Moderate quake hits northeastern states ShIlloNg, December 11 (IaNS): A moderate earthquake measuring 4.2 on the Richter scale hit the northeastern states on Sunday morning, an official said. There were no reports of any casualty or damage, the official said. The tremor was felt at 7.27 a.m. with an epicentre determined at Meghalaya's West Khasi Hill district, an official from the regional seismological centre said here. The seven northeastern states -- Assam, Meghalaya, Mizoram, Tripura, Nagaland, Arunachal Pradesh and Manipur -- are considered as the sixth major earthquake-prone belt in the world.

Farmers forced to sell potato at 1 per kilo gUwahaTI, December 11 (TNN): Farmers of Jinjia in Biswanath district of northern Assam are throwing away their potatoes on the streets as huge stocks of potatoes remain unsold in cold storage. Local farmers said the decline in potato sales to wholesale buyers from Jinjia is a result of demonetisation as people are buying lesser amounts of potato due to the shortage of lower denomination currency notes in the last one month. Farmers are being forced to sell potato at Rs 1 per kg. "In Jinjia, farmers preserve potatoes in cold storage. But unlike previous years, huge stock of potatoes remains unsold this time," said peasant activist Pallab Hazarika. Consequently, he said, farmers are in a hurry to sell last year's potato stocks.

Imphal, December 11 (mexN): The Zeliangrong United Front (ZUF) today questioned the declaration of seven new districts, including Kangpokpi and Noney (Longmai), “by cleverly crafting new names by the government of Manipur without taking the confidence of all the stakeholders.” A press release from A. Longmei, Information & Publicity Secretary, ZUF termed the “ploy” of Government of Manipur “nothing less than putting of old wine in the new bottle to fool the people.” It asserted that the concern of Zeliangrong people in particular and the Nagas in general is not the name of districts but further division of their ancestral land. “The Government of Manipur must produce a ‘white paper’ on the jurisdiction/boundary of Noney, Jiribam and Kangpokpi districts for public consumption at the earliest,” it demanded. The Front cautioned that if the jurisdictions of the newly created districts of Kangpokpi and Jiribam infringed on the ancestral lands of the Zeliangrongs and other indigenous people, “those respon-

sible persons in the Government of Manipur who took such undemocratic decisions would have to face the consequences.” The Government of Manipur, it said, claims that the creation of new districts is for the sake of administrative convenience, “but people clearly understood that such hasty decision was taken to take political mileage on the eve of Assembly Election.” Unless the government produces a ‘white paper’ on the jurisdictions of the new districts, the ZUF stated it will take all necessary initiatives to stop the operation of Congress party and its agents in all the Zeliangrong inhabited areas. It affirmed that the Zeliangrong people will never surrender even an inch of their land. In this crucial juncture, ZUF appealed to all the Zeliangrongs to be vigilant and remain alert against any element which may pose a threat to “our” land. “Our land is the most precious gift that we inherit from our ancestors and the Zeliangrong United Front (ZUF) will defend it at all cost for the sake of our posterity,” it added.

New DelhI, December 11 (mexN): The Committee for Joint Naga Civil Societies, Delhi (CJNCSD) has issued a 48-uour ultimatum – with effect from midnight of December 12 – demanding the “unconditional release” of the two UNC leaders and also the “immediate withdrawal” of the Manipur government’s decision to form seven new districts. Strongly condemning the forceful creation of seven new districts – Jiribam, Kangpokpi, Tengnoupal, Pherzawl, Kakching, Noney and Kamjong, despite staunch protest and opposition from the Nagas, the CJNCSD issued the ultimatum warning the Manipur State Government of facing “compelling consequences and eventuality” in case the demands are not fulfilled. Claiming that Naga areas are being “rapidly militarised to terrorise and suppress” the legitimate demands of the Nagas, the Committee, in a statement released to the media, alleged that the State Government has been championing broad daylight robbery, lawless violence and anarchy by instigat-

ing the counter-blockaders to vandalise, harass, torture and loot the innocent Naga civilian passengers. Also hitting out at the Government of India (GOI), the CJNCSD questioned if this is the solution promised to the Nagas in the historic Framework Agreement. “The Indo-Naga conflict is a political conflict between two high contracting parties and the fate of the Nagas is to be dealt with the GOI’s prerogative alone,” the Committee stated. “However, the shocking silence of the GOI on the issue till date speaks volume about its political insincerity,” it added. Insisting that Nagas have been “compelled to defend their ancestral land, identity and nationhood against the aggressive anti-Naga politics being ruthlessly pursued by Ibobi Government,” the Committee warned that Nagas “will not hesitate to resort to force again if compelled”. “GOI alone shall be responsible for instigating such volatile ethnic situation within the Naga ancestral territory,” it added. Alleging that the political intent

of the drastic decision to create seven new districts is simply to dissect the Nagas into pieces, the CJNCSD argued that the creation of new districts would result in Nagas losing ownership over their own ancestral land. “The nature of the ethnodemographic distribution is also a deliberate design to reduce the Nagas to a mere minority group in all these districts,” it maintained. Stating that no District Reorganisation Commission was constituted to submit a detailed research report on the issue, the Committee pointed out that the State Government did not even consult the Nagas. CJNCSD reiterated the stand of UNC, ANSAM and NSF that “not even an inch of the Naga ancestral territory shall be touched upon, parted with, dissected, carved out, bartered, usurped or included in any of the new district formation”. In this regard, the CJNCSD appealed the Nagas to stand firm with UNC and be prepared to meet any eventuality “in defending their land, identity and culture tooth and nail.”

Assam Chief Minister Sarbananda Sonowal reiterated the BJP-led government's commitment while speaking at the function organised by the government to honour the family members of the 855 martyrs of the six year-long Assam agitation, the non-violent students' movement that sought to detect and deport illegal foreigners from Assam and put an end to the infiltration from Bangladesh. It is for the first time that the state government has organised a function to honour the families of martyrs. The All Assam Students' Union (AASU) that spearheaded the movement, observes December 10 every year as Shahid Divas (Martyrs Day) across the state. The agitation, which was started in 1979, came to an end after the signing of the Assam Accord between the then Prime Minister Rajiv Gandhi and a delegation of AASU in 1985. "The Assam Agitation

was a non-violent democratic agitation to maintain the integrity of the country. Led by the students of the state, Assam agitation reflected the firmness of mentality of the people of Assam to the world leaders," Sonowal said while addressing thousands of people at the Veterinary College Ground in Khanapara area of the city on Saturday. "As per clause number 6 of Assam Accord, constitutional safeguard will be provided to all indigenous people of the state," he said. The government also gave Rs 5 lakh to the family members of the martyrs of the Assam movement on Saturday. "There has been no evidence of such a long driven agitation based on Gandhian philosophy anywhere in the world. The agitation not only maintained the territorial integrity of Assam but also aimed at protecting the integrity and sovereignty of our country. So, Assam agitation needs to be evaluated in the real sense of the term and all have to make a coordinated effort," Sonowal said. "Assam agitation con-

Imphal, December 11 (pTI): The earthquake that hit Manipur earlier this year damaged the iconic Ima market building but the spirit of women entrepreneurs here stands tall as they associate the commercial hub as a source of livelihood and independence. Also known as the Ladies' or Mother's market, the market is said to have been established around 1500 AD and is run solely by women of different communities of the state. Seen as a 'mini Manipur', the market employs over 4,000 women. It is the lifeline of the state and serves as an important trading centre. Women either own a particular section of the area to set up a shop, or they have to rent the place in the complex. But the shops had to be

shifted on the streets after cracks appeared in many pillars of the building. Often, these women are the sole bread earners of their families, and waiting for the building to be repaired before getting back into business was not an option for them. "If we wait for the building to be repaired, before we could set up our shops again, how will we run our households? It will take time to rebuild the market, but that doesn't mean that our lives will come to a standstill!" says a shopkeeper at the market who sells fish. The heart of the city is now bustling with make-shift shops selling everything from fruits and vegetables and flowers to clothes and handicraft products, and customers continue to throng the market like before.

"My family is not dependent on me, all my children are doing fine jobs. I am running my shop here from the past seven years as I do not have much to do at home," says Prema, who is in her sixties. 58-year-old Bilasini who is married to a retired policeman, started working at the Ima market three decades back, not for the money that the job had to offer, but to develop an indentity of her own. "It is very important for everyone to have an identity of their own... Stepping out of the house and earning makes you independent and changes your vision as well," she says.

Govt to amend RBI Act to cancel old high-value currency notes New Delhi, December 11 (PTi): The central government is likely to amend the Reserve Bank of India Act to make old Rs 500 and Rs 1000 invalid. The amendment can be made effective from March 31, sources said. A reference will also be made in the Union Budget. “In 1978, when the currency was banned, the law to annul the validity came before. This time the government acted under 26 (2),” the sources said. According to the section, the central government could declare that a banknote will no longer be used as legal tender by a notification in the Gazette of India. Asked about the amount of money that did not get into the system, sources said it would add to bottom line of the RBI and it would be in a position to pay the government in the form of higher dividend or special dividend. Banks have received Rs 12 lakh crore demonetised currency notes. The central government expects Rs 13 lakh crore to come back into the banking system. Higher dividend from

New Delhi, December 11 (PTi): To tap opportunities arising out of limited cash supply, SBI Cards will soon launch a credit card with a cap of Rs 25,000 for those at the lower strata of the society, who have the capacity to pay but don’t have cards, a top company official said. “For the lower strata of society who do not have credit worthiness to get card, what we understand today is that each bank account has some money. So, we can give them secured card, even if they don’t have any credit history. So, card with a limit of Rs 25,000 against the security of bank deposit can be given to anyone,” SBI Cards & Payment Services (SBI Cards) Chief Executive Vijay Jasuja told PTI in an interview. The problem is not that these people don’t have money to spend, but they

New Delhi, December 11 (PTi): After a TV channel and a website to promote digital payments, a nationwide toll-free helpline number '14444' will be launched soon to educate people and provide support related to cashless mode of transactions. The service is expected to be operational within a week. "The government had sought Nasscom's help in providing support on a mass scale to people. We had requested for a single nationwide helpline, which is now assigned by the DoT as 14444. We are putting call centre support at the back-end. It is fairly in the advanced stage of operation," IT body Nasscom President R Chandrashekar said. "The helpline will assist people at the first level to zero in on the option which is most suitable for them, depending on the availability of feature phone, Aadhaar number and bank account of the person," Chandrashekhar added. To educate people on digital transactions, Ministry of Electronics and IT on Friday launched free-to-air channel DigiShala which will be available on Doordarshan's DTH platform and 'CashlessIndia' website to educate people about digital transactions. As per IT and Law Minister Ravi Shankar Prasad, digital payments have increased in the range of 400 to 1,000 per cent since November 8 after the scrapping of old Rs 500 and Rs 1,000 currency notes. When asked about timelines for operationalising Cash Mukt Bharat Abhiyan helpline number, Chandrashekhar said, "We are hoping that before the end of next week, it will be available." He said that once people will start using a particular methodology then helpline of particular digital payment service provider will also be made available through the helpline.

Made for two-wheelers of 150 cc and above, the “Masseter” is “built for cornering, which will appeal to riders who like to hit long, winding roads”, the company said in a release. A highlights of the tyre is that “all its features, like the compound and rounded profile, are perfect for those who ride on the edge”, the release added. “The idea was to get people to actually experience what the Masseter can do... to simulate an environment where the rider could test the tyre to the hilt but be assured of his safety while doing so,” said Koshy Varghese, Executive Vice President, Marketing, MRF Ltd. Headquartered in Chennai, MRF exports tyres to over 90 markets abroad. It manufactures rubber products, including tyres, treads, tubes and conveyor belts, paints and toys.

aga ‘menfolk’s’ passion for politics and power is indefatigable. The hitherto perceived supremacy over ‘womenfolk’ and hierarchal societal order and polity, therefore, is akin to the ‘divine right’ – an enduring legacy of time ‘immemorial’ as political legitimacy. Any challenges to the status quo are met with doughty resistance. This in essence explains the fervour with which two malecentric Naga organisations served a ‘15 days ultimatum’ to the State Government on December 10, adding yet another saga to the protracted Women’s Reservation Bill in Nagaland. With singular display of unanimity, the two organisations, in a confrontational mode, asked that State Government to convene a special session and restore the Nagaland Legislative Assembly (NLA)’s September 22, 2012 Resolution - revoked at the 14th session of the 12th NLA on November 24, 2016. The resolution had exempted Nagaland from the application of Article 243(T), Part IX A of the Constitution, dealing with reservation of seats in municipalities citing infringement upon certain special provisions guaranteed under Article 371(A) of Indian Constitution. The JACWR (Joint Action Committee of Women Reservation) had taken a legal recourse over the issue. Action will be initiated against the State Government if it fails to meet the demand, it cautioned further restraining the issuance of Election Notification. It also directed the government to tell the ‘womenfolk’ to withdraw the PIL filed in the Supreme Court of India. Almost all the leading tribal organisations in Nagaland have opposed the same Women’s Reservation Bill. Lavishing effusive praises on the idea of ‘egalitarian’ Naga society, it hedonistically asserted that the 33% women reservation policy of India in their fight against the “cursed caste system” cannot be equated with “the social practice of the Nagas.” “No single Naga father denies his daughter to go to school. Likewise, each and every Naga man longs to see his daughter becoming a successful lady,” it argued. A wounded male ego is one of the most dangerous forces in politics with extensive repercussions, it is often opined. The journey of Women’s Reservation Bill is a classic illustration. While extending and giving full support for women equality considering it as an inherent social endowment, they tried to undermine argument for reservation by trivialising the issue as “few women claiming to be representing the whole of Naga women.” Such atrociousness is the height of male chauvinism. Consequently, diatribes directed at ‘womenfolk’ they claim to nurture with utmost ‘equality’ were fired by implying that they are breaking their “ancestral Naga social fabric” and imperilling Naga’s identity by demanding reservation. Such absurd arguments are irony personified and a tragic comedy, buried and blinded by their blunt opposition to the issue. Many argue that women should win by merit, not reservation invoking the principle of democracy where everyone is given an opportunity to contest in a ‘free and fair’ election. Often they harp on abstract notion of proverbial 'reverence' and 'equal' status enjoyed by Naga women to oppose any policy oriented reservation in Nagaland. But if such a 'fair and lovely' system so far has failed to generate any productive participation of women in politics, then there is a colossal disconnect between the abstract assertion and practical reality. Something is fundamentally amiss with the system. Reservation is not the panacea for all political maladies but keeping the status quo will take us back to time ‘immemorial.’ Elsewhere, another scam has been unearthed in Nagaland. Rest assured, it will be conspicuously greeted with a ‘deafening silence’ from leading organisations and general public, whose priorities are misplaced elsewhere.

Nature reserves in Central America push out indigenous people - report

T

he creation of protected areas and parks in Central America aimed at conserving tropical forests has pushed indigenous people off the land they have nurtured for generations, researchers said on December 9. Protected areas are more effective when the rights of indigenous people living on the land are formally recognized, said the report released on the sidelines of a U.N. conservation conference in Cancun, Mexico. A lack of consultation between governments, environmental groups and indigenous communities hurts conservation efforts and leads to land conflicts, said researchers from Mexico, the United States and El Salvador which analyzed five conservation areas across Central America and Mexico. "A wall has effectively grown up around many protected areas, shutting out the people who depend on the forests for their survival," said Andrew Davis, a researcher with the El Salvadorbased Prisma Foundation and one of the study's authors. In northern Guatemala, indigenous Q'eqchi communities occupied the Semuq Champey park earlier this year, saying they had not received any revenue from the park entrance fees as they had been promised. Security forces used tear gas on the protesters leading the death of a community elder in the popular tourist destination of freshwater turquoise pools and natural limestone formations. Some guardians of region's protected areas are starting to respond to the concerns of indigenous people, however. In Honduras, the Rio Platano Biosphere Reserve is moving towards recognizing land rights for traditional inhabitants, following protests from Muskitia indigenous people, Davis said. "There is enormous potential to make protected areas more effective if they respect territorial rights," Davis told the Thomson Reuters Foundation. A study published in October by the Washingtonbased World Resources Institute found that giving indigenous people land title deeds is one of the most costeffective ways to preserve South America's endangered rainforest and combat climate change. This is because indigenous communities who own the territory are more likely to conserve the forest than other land users. Some governments and environmental groups argue that indigenous people need to be moved out of protected areas because they "overgraze and overuse natural resources," Victoria Tauli-Corpuz, the U.N. Rapporteur for Indigenous Peoples Rights, said in a statement. "Such perception fails to recognize the complexity of ecological and social relationships of many indigenous peoples with their ecosystems," Tauli-Corpuz said. Protected areas, when properly managed, allow indigenous people to harvest plants and animals, co-existing with the environment and making a living the way they have for hundreds of years, the report said. Indigenous groups and local communities have legally recognized rights to about 65 percent of the forests in Central America and Mexico, according to Prisma's research, a better record than in other regions.

Liberation pedagogy in social movements Education understood as a pillar of political activity, on the basis of criticism and resistance, becomes a fundamental means for struggling to end poverty, marginalization, slavery and exploitation

M

exico offers a clear illustration of the impact of globalization. It affects some more than others and is implemented by structural reforms, notably privatization in areas such as education and the dismantling of labor rights. Teachers, indigenous Zapatista communities and young people who have graduated from teacher training schools have created citizen-based projects and established education as the solid foundation for the pedagogical construction of alternative futures – although not without difficulties. Education brings together symbolic proposals for emancipation and social transformation. Schools, as the concrete, formal arena of education, become triggers for forming consciousness, and creating new political subjects, with an identity based on community work. Here we focus on four Mexican states where alternative education projects have gained momentum in recent years: Oaxaca, with its Education Transformation Plan (Plan para la Transformación de la Educación en Oaxaca—PTEO); Michoacan, with its Integral Schools (Escuelas Integrales); Chiapas, with the Zapatista Autonomous Education (Educación Autónoma Zapatista) project; and Guerrero, with the University of the Peoples of the South (Universidad de los Pueblos del Sur—UNISUR). The first two have arisen from local teachers’ struggles, based on dissident sectors of the national teachers’ union (Coordinadora Nacional de Trabajadores de la Educación—CNTE). The last two result from community struggles mostly waged by indigenous populations.

is a project for elementary education promoted by the local section of the teacher union. The labor union political project considers the construction of an alternative education project as one of its fundamental tasks. It defends public education and is inspired by “The pedagogy of indignation” by Paolo Freire that proposes a new form of organizing schools on the basis of collectivity. In Michoacan the fight to change the official education project began in the 1990s. A political agreement was reached with the state to create an alternative pedagogical space with the installation of eight experimental schools in different regions. The Integral Schools model is based on a theoretical-practical relationship. It focuses on preparing the social subject in a comprehensive manner, with work as a central aspect. Work is understood as the factor that links the individual with the community, and integration with the community through work is very important in this project’s configuration. This educational proposal criticizes the neoliberal model of schools, and considers these as closed spaces that legitimize the capitalist state’s perspective while ignoring society’s genuine needs. By contrast, promoters of the alternative education project consider that schools should be constructed as triggers for a process of emancipation, and they are explicitly recognized as political institutions for social change. This rationale is based on the theory of “resistance in education”. The “New School” is a space for democratic education, with joint participation by the community, faculty and students. The goal is a democratic culture built by the people from the bottom up: “In the school we envision, a new rationality of life will be promoted, one that recuperates the joy and hope in which new forms of operating strengthen the exercise of popular selfgovernment, a rationality that emancipates us from capitalist ideology. The intention is to dignify man as a rational, transformative, creative and supportive being” (Proyecto General de las Escuelas Experimentales Integrales. Escuelas Integrales de Educación Básica, unpublished). Michoacan’s education project proposes the transformation of inequality, at least at the local level. It also aspires to a global impact. Utopia takes shape in a new conception of a transformative, liberating school. The need to strengthen identity is established, based on the recuperation of community cultural roots. The project is also rooted in the recuperation of some principles of public education specified in Article 3 of the nation’s Constitution, including: free, secular education, against servitude, against all types of religious dogma and fanaticism, and based on science. Tracing back to the Revolution of 1910, the goal of achieving popular education is based on the interests of the people, with teachers who serve as both workers and popular educators. Michoacan’s education project proposes the transformation of inequality, at least at the local level. It also aspires to a global impact. Educational content must not be constructed in a particular social setting. This project has as its model a democratic, popular school linked to social transformation processes with a close school-work relationship. The goal of integral schools is to transgress the social structures of domination. For R. Rodriguez, integral schools are nothing less than a tool for revolution.

Oaxaca’s Education Transformation Plan (PTEO) The PTEO was created when local actors decided to move from a sociopolitical insurgency to a cultural, pedagogical and ideological strategy for emancipation. The Plan’s key aspect is the re-signification of the cultural roots of Oaxaca’s peoples. The popular teachers’ movement promotes education as a mode of resistance and fosters discussion around a different educational model within the Oaxaca State Public Education Institute (Instituto Estatal de Educación Pública del Oaxaca). The Oaxaca teachers’ movement took the idea of communality as the guiding principle in their proposals for elementary education. Against the dominant model of education and the worldview and social structures that support it, they create a space in which participants’ knowledge and action is legitimate. Participants are encouraged to claim their identity on the basis of their own cultural and historic roots. As W Mignolo states, to “un-learn” hegemonic knowledge, which has been imposed and colonizes peoples’ mind, an inverse process is necessary. A re-learning process takes place by valuing lessons that are not necessarily new but are rooted in the very substance of community life. Oaxaca’s education transformation project is focused on collective experience and on the resistance to cultural, linguistic and epistemic colonization. Therefore, knowledge conceived only from one particular perspective is rejected. “Communality” is defined as the cultural construction in which native peoples live and socialize, and which serves as the basis of collective action. Rather then a curriculum imposed by external experts and state agents, autonomous and specific curricula are created in a participative way at each school, based on the interests and particularities of communities, its culture and its interaction with the territory in order to “transform the reality of educational practice”[4]. This educational transformation involves social change that not only confronts the official discourse of the national curriculum but implements a concrete educational reform opposed to the way in which the neoliberal capitalist world and asymmetrical relations of power are managed and interpreted. The teachers’ movement emphasizes an educational content defined by the reality experienced by those living in the communities, and subjects’ feelings around re-learning a principle of collective living that “signifies unity for resisting processes of cultural deconstruction”[5]. In this perspective, ancestral identity can be turned into a Guerrero and the University of the tool for resistance. The Zapatista System is organized around three educational levels in multi-level groups, and its pedagogy is based on praxis. The SERAZ-LN is coordinated by ten promoters, who are responsible for organizing activities and for training promoters. The system prioritizes the peoples’ own culture, and this means placing all aspects associated with indigenous culture at the center of the pedagogy used. Areas of learning are designed on the basis of the communities’ demands: languages, mathematics, natural sciences, social sciences, humanism and production, and caring for the environment. Teachers are members of Zapatista Support Bases. Courses begin with an introduction to the life of the peoples, with an explanation of their internal rules. The next course begins with an initial level of four topics: Autonomous Governance I, Autonomous Governance II, Women’s Participation in Autonomous Governance, and Resistance. While each community evolves in its own way, all of the communities share the basic demands stated in the San Andrés Agreements: land, housing, work, food, health, culture, independence, democracy, liberty, justice, peace, the right to information, and education. Today, there are 62 elementary schools distributed throughout the region with 3,300 students, over 135 in middle school education, and also adult education, with some 300 promoters. Teaching is on a volunteer basis, and is understood as: “what must be constructed to change the world.” This reflects a definition of principles as established in 1997, as a “strategy of resistance”. They don’t accept any funds from the national government, maintaining that accepting the “bad government’s” participation would jeopardize the movement’s and the communities’ autonomy. A strong impulse has been given to the autonomy of elementary schools in Zapatista zones since 1998. Autonomy implies the strengthening of the political, ethnic and peasant identity with an eye toward the construction of a new collective identity. It also aims at facilitating direct democracy rooted in indigenous and peasant culture. It is based on a liberating teaching ethic with the intention to educate reflective and critical individuals. There are no traditional plans or programmes per se, but the principles, values and practices linked to peasant culture and the perspective of the Zapatista Army of National Liberation (EZLN) are evident. The pedagogicalpolitical methodology used is rooted in experience. In pedagogical terms, the methodology is formulated as “to walk asking questions”. In political terms, it is constituted as “lead by obeying.” Both aspects are established in Municipal Agreements for Zapatista Autonomous Education plans and programs. Education is understood as a pillar of political activity. It transforms itself, as it transforms reality, on the basis of criticism and resistance. It becomes a fundamental means for struggling to end poverty, marginalization, slavery and exploitation.

In response to the lack of opportunities for native peoples, they decided to set up an education project with a humanistic, ethical focus, and with the intention of presenting an option for higher education A university institution, UNISUR aims at training professionals who will contribute to solving community problems and promoting the regions, currently one of the poorest and the most unequal in the country. UNISUR is totally independent of governmental authorities. It entails three entities: • The Community Authority, formed by the Intercultural Council, community members who are prominent due to their integrity, commitment and social struggle. • The Board, formed by community members who are known for their wise use of resources. • The Academic Association, formed by University professors. In 2007 UNISUR began with four Bachelor’s degrees in: Community Development and Management; Governance of Municipalities and Territories; Memory, Culture and History; and Justice and Human Rights. UNISUR’s program is partially on-site, and is based on practices linked to communities. The idea is to constantly question the reality experienced by students. It offers a four-year program and includes research. Since 2007, some 300 professors from other Mexican higher education institutions have taught at UNISUR. The teaching staff does not receive a salary and makes its contribution to the project in solidarity. UNISUR has survived due to the work carried out by communities and the Academic Association. UNISUR is seeking an official recognition of the study careers it offers. They maintain that the state has a political and moral obligation to offer public university education (free and secular) to indigenous peoples. The UNISUR model is connected to its surroundings, its culture and needs. It is a proposal for intercultural education that was made long before the government’s proposal for intercultural universities. So many years have passed by, and we have been holding on to the same old rituals of celebrating this festival. Are we even looking at the various negative and positive consequences of hosting this festival? So much money is spent on renovating the whole place, whole Kisama, every year. It has become an unnecessary spending and a total waste of resources. Why not form a committee to take care of the venue throughout the year and look after the maintenance of the area instead of wasting another few crores on renovating the whole place. That would not only employ the jobless but also open up a new tourist destination for travelers who come to Nagaland all year round. The “Heritage Village” can be a new Tourist destination available for the whole year and not just Ten days. Also the festival lacks so much of creativity and innovation. The committee that plans and executes this festival should look for people with fresh ideas and experiences in this field. Students acquainted with tourism studies can play a massive role in this festival, and enhance this festival in providing the best of what Nagaland can offer to the world, as it has been names an International Festival. We need to upgrade this festival to meet the standards of the title “International.” And going Global can be met with newer ideas and creativity. • Yes. Hornbill should stop being an annual affair. Make it triennial. Distribute the funds equally between all tribes and let them celebrate in the respective headquarters in the 2nd year, during their respective tribes festival. It would be really nice if there are some tribal elders explaining the importance of MORUNGS in olden days , sharing folk tales, old stories, origin of the tribe , village, tribal festivals, importance of one's own language... Maybe a projector kept outside screening some videos and images of the festivals, traditional attires, food habits etc... The young people should be taught the good values of our old tradition. We have a tradition which was handed down to us orally and I feel we can continue doing it for good. So also interested people can interview our grandpa's who are ready to share gems of olden times...

ubans live in a country far more serene than those living in countries that have been and are still struggling to realize America’s selfserving vision for them. Fidel Castro’s remains have been interred in Santiago de Cuba, near where the Cuban Revolution began. That revolution was an incredible odyssey with a legacy that endures in a land both enriched and scarred by that revolution. Meanwhile, in the United States, the specter of privileged Cuban Americans dancing on the proverbial grave of Castro may have energized some, but it disgusted me. I was in Cuba less than a year ago. I traveled across a good bit of that country on my own, enabled by Spanish language capability to go where I wanted and communicate freely. During my stay, I engaged with Cubans proud of their revolution and struggling like many of those in the rest of the world to make the most of what they have while appreciating how they got to where they are. Over the years, Cubans have learned well how to embrace the struggle for the common good, a lesson they could teach many in America, especially their former brethren sipping their rum and smoking Dominican cigars wallowing in delusional lust for a place that never existed. As I have noted previously, there is a refreshing “culture of solidarity” in Cuba today that has survived intact for over 50 years. However, it has had the beneficial impact on Cubans and their government of hardening resistance to American cultural dominance and avoiding the negative impact that unrestrained capitalist economic expansion has had in so much of Latin America. The enduring message may be that if you want a Big Mac, stay home or go to Costa Rica. The hard part about understanding Cuba today is that no snapshot is complete, and few outside of Cuba can discuss the country without preconceptions born of willful ignorance or misconceptions driven by external influence. I was struck by the vitality and resilience of the Cuban people and the obvious pride they take in the education of their children, the health care available to all, and the struggle to preserve the island’s extraordinary natural beauty while increasing access and recreational use. But there is so much more to know. A good place to start to understand and appreciate Cuba, believe it or not, is the CIA World Factbook, a compendium of countryspecific and comparative information about the world. If you take the time to learn about Cuba from the many available resources and then visit, the rewards are many. I can tell you from my experience there that at the least you will find warm and welcoming people. You will also find a nation where you can walk the streets freely day or night without fear of crime, where firearms and illegal drugs do not menace daily life, where a sense of racial harmony pervades, and where anyone who can will help you discover something new. You will also find a nation that exports with pride medicine and doctors to impoverished lands instead of a steady stream of arms and drones. new DeLhI, December 11 (PTI): Train passengers may have to shell out more as Railways is mulling increasing fares in a bid to raise resources after the Finance Ministry rejected its proposal of a special safety fund. According to the proposal, a safety cess will be levied to generate funds for strengthening track and upgrading signalling system and elimination of unmanned level crossings among other safety-related works to prevent mishaps. Earlier Railway Minister Suresh Prabhu had written a letter to Finance Minister Arun Jaitley seeking Rs 1,19,183 crore to create the special Rashtriya Rail Sanraksha Kosh for undertaking various safety works. However, the proposal did not find much favour with the Finance Ministry and it asked the Railways to raise resources on its own by raising fares. The Finance Ministry agreed to provide only 25 per cent and suggested that Railways raise 75 per cent resources itself for the special safety fund, sources said. "Though the Railway Minister is not in favour of raising fares at this juncture when passenger bookings are falling and fares of AC-2 and AC-1 are already on higher side, the reluctance of Finance Ministry to provide a bail-out package has left the minister with no option," a source said. According to the plan, the cess on Sleeper, Second Class and AC-3 will be higher while it will be marginal for AC-2 and AC-1. A final decision on raising fares is yet to be taken as modalities are still being worked out, sources added. Railways is witnessing train derailments on almost regular basis - two in quick succession in the recent past causing heavy casualties. Experts say these mishaps have taken place due to the lack of upgrading and proper maintenance of track and signalling system. The basic thrust in the Rashtriya Rail Sanraksha Kosh proposal is to go for modern signalling system and elimination of all vulnerable unmanned level crossings to prevent accidents. Since majority of accidents happen at unmanned level crossings it is essential to eliminate those level crossings through construction of road over bridges and under bridges. Since Railways has decided to increase the average speed of trains, it is important that rail track and rail bridges are also strengthened along with signalling upgrade. Apart from increasing speed of passenger service, Railways has also decided to run freight trains with 25 tonne axle load for which strengthening of track and rail bridge is essential.

Awareness of the risks of smoking is undoubtedly an important public health message, because it potentially allows targeted intervention -- especially to younger smokers -- with consequent reductions in mortality and morbidity, the doctor asserts. Compared with people who have quit or never smoked, current smokers face a significantly higher chance of developing heart attacks, and as striking new data show, the risk from smoking appears to be greatest in the young individuals. The numbers highlight the importance of increasing public health messages about the cardiovascular risks associated with tobacco use rather than focusing primarily on lung disease, said Dhall citing researches. In a recent study, compared with former and neversmokers, current smokers of all ages had triple the risk of heart attacks. After the initial surge, total deposits in Jan Dhan accounts have seen a decline week after week. As much as Rs 1,487 crore was parked in these accounts during 7 days ended November 30, as against Rs 8,283 crore in the previous week. The accretion was Rs 18,615.54 crore a week after demonetisation which moderated to less than half to Rs 8,582.57 crore during the 7-day period November 17-23. Deposits in the 25.8 crore such accounts totalled Rs 74,609.50 crore at the end of December 7, as per the Finance Ministry data.

Turkey vows vengeance after Kurdish militants blamed for twin bombings ISTANBUL, DecemBer 11 (reUTerS): Turkey on Sunday vowed vengeance against Kurdish militants it said were likely behind twin bombings that killed 38 people and wounded 155 in what appeared to be a coordinated attack on police outside a soccer stadium in Istanbul. The blasts on Saturday night - a car bomb outside the Vodafone Arena, home to Istanbul’s Besiktas soccer team, followed by a suicide bomb attack in an adjacent park less than a minute later - shook a nation still trying to recover from a series of deadly bombings this year in cities including Istanbul and the capital Ankara. “I don’t want my son to be a martyr, my son was massacred,” the footage showed the father saying. “His goal was to be a doctor and help people like this, but now I am carrying him back in a funeral car.” Security remained tight in Istanbul, with police helicopters buzzing overhead in the Besiktas district near the stadium. NATO Secretary-General Jens Stoltenberg condemned what he described as “horrific acts of terror”, while European leaders also sent messages of solidarity. The United States condemned the attack and said it stood with its NATO ally. Running is actually good for knee joints: Study NKorea’s Kim guides special operations drill targeting South New YOrk, DecemBer 11 (IANS): Contrary to popular perception, running actually reduces inflammation in knee joints and slows the process that leads to osteoarthritis, a study said. “This idea that long-distance running is bad for your knees might be a myth,” said study co-author Matt Seeley, Associate Professor of exercise science at Brigham Young University in Utah, US. In the study published in the European Journal of Applied Physiolo-

gy, the researchers measured inflammation markers in the knee joint fluid of several healthy men and women aged 18-35, both before and after running. The researchers found that the specific markers they were looking for in the extracted synovial fluid -two cytokines named GM-CSF and IL-15 -- decreased in concentration in the participants after 30 minutes of running. When the same fluids were extracted before and after a non-run-

ning condition, the inflammation markers stayed at similar levels. “What we now know is that for young, healthy individuals, exercise creates an anti-inflammatory environment that may be beneficial in terms of long-term joint health,” said study lead author Robert Hyldahl from Brigham Young University. Hyldahl added the study results indicate running is chondroprotective, which means exercise may help delay the onset of joint degenerative diseases such as osteoarthritis.

More than 100 killed in church collapse in Nigeria UYO (NIgerIA), DecemBer 11 (re UTerS): At least 100 people were killed by the collapse of a church in southeastern Nigeria, a resident and photojournalist who visited the town morgue said on Sunday, a day after the incident. “At Uyo teaching hospital where I am now I could see over a hundred corpses, many are heaped on top off each other on the floor,” said photojournalist Ini Samuel. “Eye witnesses also said yesterday corpses were packed in four each bag.”

The yard’s arches and walls are cratered. At one end, empty shell casings carpet its flagstones near piles of trash and sheets of hymn music; a wooden pulpit for sermons sits pockmarked and cracked by bullets at the other, now with a small pink “Hallelujah” flag posted on top. More than a month after Iraqi forces regained Qaraqosh, the church’s spire cross still hangs at an angle, its inside is blackened by fire and its walls are daubed with Islamic State slogans and militant names scrawled on its pillars. ountain Music Academy’s (MMA) endeavour to help educate and guide music students continued on Sunday with the second edition of “Le Connect: Inside the mind of an artiste” featuring Dr. Vivee Peseyie, Dean of Margaret Shishak School of Music (MSSM). Director of the academy, Bethel Tsuzu, introduced the Music Talk Show, held at Furtados, Dimapur, as a space to help musicians connect and communicate and learn from each other. “Whether you are part of a band or an orchestra, a soloist, a music teacher, a music director, your artistic ability can become stagnant and lack growth if you stop communicating and connecting with fellow artists,” Tsuzu viewed adding that ‘Le Connect’ strives to provide a space for students to be professional musicians “and not just hobbyists”. Born into a family of musicians, it is no surprise Dr. Peseyie took to music. With a violinist father and a pianist mother, Dr. Peseyie, who grew up in Kohima, also had uncles and aunts who played trumpets, clarinets and even the piccolo way back in the 1950s. A recipient of numerous citations and awards, Dr. Peseyie comes with vast experience in the field of music pedagogy, piano performance, study of folk music, music composition, chorale teaching and managing church music ministry. Notwithstanding the many accolades, Dr. Peseyie’s philosophy on music is straightforward: “To glorify God”. “To make music for the Church and for God is one of the most rewarding things,” she stated. Giving her observations on the music scene in local churches, she revealed that most churches struggle with tempo and rhythm. She further pointed to a decline in the standard of hymn singing among youngsters while observing that “elders sing very well”. To improve this, Dr. Peseyie maintains that there is a need for dedicated people who are musically equipped and “willing to learn”. Dr. Peseyie during the Music Talk Show further pointed to two kinds of music mak-

ers – those who enjoy and take music as a hobby and those who love music. “Classical music is no joke,” she viewed, stating that one has to spend a lot of time and effort to be able to get the nuances – like rhythm, notes etc. – right. “You must love it to be able to do it,” she insisted. On her future plans, the Dean of MSSM says she looks forward to taking a break soon and retiring someday. “I haven’t taken a break for 12 years,” she revealed. She hopes to further research on Naga folk music and hopefully write something. Hojevi Cappo joined in the programme and displayed some of his self-made bamboo percussions and flutes. A Secretary in the Music Department of Western Sumi Baptist Akukuhou Kuqhkulu (WSBAK), Cappo has a passion for discovering traditional music and using it in local churches. The programme capped off with a delightful performance of Naga traditional folk music with the adroit Cappo deftly juggling between the bamboo percussions and the flutes, while accompanied by a graceful Dr. Peseyie on the piano.

1. Applications are invited from UNMARRIED MALE CANDIDATES (fulfilling the conditions of nationality as laid down by the Govt of India) to join the prestigious Indian Naval Academy, Ezhimala, Kerala for a four years degree course under the 10+2 (B Tech) Cadet Entry Scheme. ELIGIBILITY CONDITIONS 2. Age. 17 to 19½ years {i.e. born between 02 Jan 1998 & 01 Jul 2000 (both dates inclusive)}. 3. Educational Qualification. Passed Senior Secondary Examination (10+2 Pattern) or its equivalent examinations from any Board with at least 70% aggregate marks in Physics, Chemistry and Mathematics (PCM) and at least 50% marks in English (either in Class X or Class XII). 4.

Physical Standards. (a) Height and Weight. Minimum height - 157 cms with correlated weight as per age. (b) Eye Sight. The minimum acceptable vision standards for distant vision is 6/6, 6/9 correctable to 6/6, 6/6 with glasses. Should not be colour/night blind. (c) Tattoo. Permanent body tattoos are not permitted on any part of the body, however, certain concessions are permitted to candidates belonging to tribal communities/from tribal areas as declared by the Government of India. For other candidates permanent body tattoos are only permitted on inner face of forearms i.e. from inside of elbow to wrist and on the reverse side of palm/back (dorsal) side of hand. 7. Cost to Company (CTC). The CTC for a sub Lieutenant would be approximately Rs. 74,100/- per month(subject to revision as per 7th CPC). This includes Basic Pay, DA, Grade Pay, Military Service Pay, House Rent Allowance and Transport allowance. These rates are not statutory and are subject to change. 8. Privileges. In addition to the CTC mentioned above, Navy provides Free Medical Facilities for Self & dependents, Canteen Facilities, Entitled Ration, Mess/Club/Sports Facilities, Furnished Govt. Accommodation, Car/Housing Loan at subsidised rate. 9. Group Insurance & Gratuity. Insurance cover of Rs. 50 lakhs (on contribution) and gratuity will be granted to the officer as per the latest rules in force. 10. Leave Entitlements. Officers are entitled to 60 days annual and 20 days casual leave every year (subject to service exigencies). They are also entitled 40% rail concession to any place and free travel (as per extant rules) for self and dependents. Leave during training period will be as per the Training Policy in force. 11. Sports & Adventure. The Navy provides facilities to pursue any sport of your liking. In addition, one can learn and participate in adventure sports, such as river rafting, mountaineering, hot air ballooning, hand gliding, wind surfing etc. SELECTION PROCEDURE 12(a) All the Candidates have to meet the mandatory education qualification listed at para 3 above. (b) Candidates will be issued call up for Services Selection Board (SSB) based on their `class XII (PCM) percentage or ‘JEE (Main) rank 2016’ based on their choice. (c) Equal number of candidates would be shortlisted for SSB from the two lists based on their merit. However, if the response from either of the options is less, candidates from the other list will be considered for short listing. (d) Final induction will be on a common merit based on SSB marks. SSB INTERVIEW 13 (a) SSB interviews for short listed candidates will be scheduled at Bangalore/Bhopal/Coimbatore/Visakhapatnam during Feb - Apr 17. (b) Shortlisted candidates will be informed about their selection for SSB interview on their E-mail or through SMS (provided by candidate in their application form). (c) SSB interview will be conducted in two Stages. Stage I test consists of Intelligence test, Picture Perception test and Group Discussion. Candidates who fail to qualify in Stage I will be routed back on the same day. Stage II tests comprises Psychological testing, Group testing and Interview which will last for 04 days. Successful candidates will thereafter undergo Medical Examination (approx duration 03-05 days).

(d) Candidates recommended by the SSBs and declared medically fit, will be selected for training in the order of an All India Merit List depending on the number of vacancies. (e) Change of SSB venue for interview is not permissible. Award of fresh dates for SSB would be subject to availability. (g) No compensation will be paid in respect of any injury sustained as a result of tests. Selected Candidates will be inducted as Cadets for four year B Tech course in applied Electronics & Communication or Mechanical Engineering at the Indian Naval Academy, Ezhimala, Kerala. During the course, Cadets will be allotted Executive or Engineering including Naval Architect specialisation or Electrical Branch. On completion of the course, B Tech Degree will be awarded by Jawaharlal Nehru University (JNU). Note: - The entire cost of training, including books and reading material, will be borne by the Indian Navy. The cadets will also be provided with free clothing and messing. HOW TO APPLY 16.
