Restrain partisan & divisive Politics: ENPO DIMAPUR, FEBRUARY 14 (MExN): The Eastern Nagaland Peoples Organization (ENPO) has appealed to all its federating tribal units, frontal organizations and sub units to restraint partisan and divisive politics. An ENPO press note affirmed being non-political in the ongoing crisis. “We are free from any political parties or for that matter above any one sided-politics without principles or cause,” it claimed. It urged all citizens and organizations under ENPO not to issue any statement that may disregard the ENPO’s integrity.

Over 50,000 students appeared for the Nagaland Board of School Education (NBSE) examinations as the statewide bandh called by the NTAC and the JCC entered its second day on Tuesday, Even though the NTAC and JCC had exempted students from the purview of the indefinite bandh demanding the resignation of the Nagaland Chief Minister, apprehensive students cautiously made their way through the various check points that the volunteers had set up. “We have exempted the student’s community appearing for the board exams from the purview of the shutdown in the interest of the state. We have allowed public and private vehicles to ferry students across to the examination centres,” NTAC Convener K.T. Velie told IANS. At various exam centers, wards of the students were seen waiting at the premises to take back their students home. “For three hours we have to wait for the students to finish exams since we are apprehensive of commuting repeatedly for dropping and picking of stu-

dents,” one of the parents said. In Mokokchung, magistrates with police and medical teams were on duty at the two exam centres. In Wokha, volunteers helped ferry students going to exam centers on foot. It was further informed that from February 15, the Wokha District Auto Union has volunteered to help transport the students without vehicles to the exam centres. With the introduction of OMR Sheets since last year, many of the students were reported to be making mistakes while filing up the OMR Sheets thus consuming considerable amount of time for the exam. Altogether, 55,190 students
are appearing HSLC, class XI and HSSLC exams in 280 centers spread across the state. 15,472 HSSLC students of Arts, Commerce and Science streams are appearing the exams out of which 11653 are from Arts stream, 1169 from Commerce and 2650 from Science stream. Out of the 15472 students, 7631 are male and 7841 female. For the HSLC exam, a total of 22446 candidates including repeaters and improvement are sitting for this year’s exam. Out of the 22446, 10698 are male while female candidates comprise of 11748. Further, 18970 are regular candidates while 3470 are repeaters and 6 are sitting for improvement exam.
NRMSATA appeals to state govt, JCC & NTAC
The Nagaland RMSA Teachers Association (NRMSATA) has expressed concern over the prevailing situation especially when the most crucial evaluation for classes 10 & 12 examination is in progress. Expressing concern for the students, NRMSATA president Renbemo L Patton and Kezhothito Keyho earnestly appealed to both the parties’ i.e. the State Government and the JCC and NTAC to settle the current issue amicably “without any further procrastination for the greater interest of our children and community as a whole.”
The exams have been allowed to go ahead as scheduled but restrictions on transporting students to the exam centres have had parents as well as the students distressed. At various exam centres, guardians of the students were seen waiting to take their wards home. Several were also seen parking their vehicles outside exam centres and walking home after dropping their wards to avoid the unnecessary hassle of going through rounds of questioning from the bandh volunteers. One exam invigilator had to undergo eight rounds of questioning from volunteers at different checkpoints enroute her assigned exam centre. Some bandh volunteers were also seen ferrying their children and joining the bandh afterwards. In Kohima, restrictions were lifted on public transport, however parents in Dimapur were not as lucky as the restriction imposed on the movement of public transport forced many students to walk to the exam centres. The directive to parents and guardians to wait at the exam centres after dropping their wards further complicated things for parents with more than one children appearing the exams at different centres. One such parent, who resides
at Imkonglenden, recounted the nerve-racking experience of executing the process of dropping three children to three different exam centres. She said that two of the children are appearing the HSSLC exams at two different centres – one at Bethesda Higher Secondary and the other at St. John Higher Secondary. The third is appearing the class 11 finals at Pranab Vidyapith the exams for which are scheduled at 1:00 pm. While the parent was able to drop the elder two by car, the third had to walk. Later after the exams, only one could return home by car while the other two had to return on foot. The parent said that after dropping the first child at Bethesda Higher Secondary, the car had to wait at St. John Higher Secondary forcing the other two to trek home. Parents not financially sound and without personal transport have the additional burden of hiring and making autorickshaws wait for over three hours. Further, few drivers dare to venture out even with students onboard. While the transportation hassles are clear and present, the perceived psychological impact is another. Many students said that the ongoing bandh have not affected them considerably but expressed apprehension about the effect on their overall exam performance. They were though relieved that the exams were not postponed.

Government establishments remain closed and movement of government vehicles continue to be restricted indefinitely. The bandh will continue on February 15, with some districts changing their range of exemptions and timing of the bandhs.

A press note from the JCC informed that vehicles on exam duty will be strictly restricted to those with students onboard only. “The vehicles ferrying will not be allowed to return without the student, hence all drivers are requested to bear with the inconvenience by waiting at the school premises. No government vehicles will be allowed to ferry students,” it added. Informing that the JCC and DUCCF will have a joint meeting at Chakesang community Hall at 1:00pm on Wednesday, it asked volunteers to exempt those attending the meeting. It also denied the request of Nagaland GB federation to hold consultative meeting in Dimapur “due to the volatile situation prevailing in the state.” The JCC further resolved that volunteers are restricted from moving around from their designated location in order to avoid confusion, with the exception of JCC media cell personnel and their

was informed in a press note from the Sumi Hoho. In Wokha as well, the Lotha Hoho Joint Action Committee informed that the bandh will continue on February 15 from 9:00am to 3:00pm. In Tseminyu, Rengma Selo Zi (Rengma Youth Organisation) President Kenneth Kath informed that the bandh will be imposed on February 15 from 9:00am to 3:00pm. “We will ensure all possible help and we want to appeal the students’ community not to panic. This bandh is a movement for social change. Students should take it as a challenge to empower themselves for social change,” stated Kath. IMPHAL, FEBRUARY 14 (MExN): The Zeliangrong Youth Front (ZYF) has termed the decision of the Congress Legislature Party (CLP) to declare the United Naga Council (UNC) an unlawful organization as “a direct challenge to the existence of the Nagas”. Th e C L P de c i si on “amounts to undermining the rights, interest, sentiments and aspiration of the Naga people and suppression to their legitimate democratic rights to protest even at the time of infringement upon their rights”, a press release from the ZYF stated. While defending the UNC’s protest as “democratic agitation” against the wrong policy of the State Government, the ZYF maintained that the CLP decision is the “manifestation” that the Naga people of Mani-
pur are separate and distinct groups in the eyes of the Manipur Government. This justifies the Naga people demand to live separately outside the Government of Manipur, the front argued. “Therefore, the Government of India should expedite the Indo-Naga political negotiation by arriving at the peaceful permanent settlement at the earliest,” the Zeliangrong Youth Front stated. Citing the arrest of UNC functionaries and leaders, the Front accused the Manipur Government of “suppressing the collective voice of the Nagas of Manipur” from time to time and insisted that the present economic blockade in Manipur is the “creation and mismanagement” of the Congress led Government. ZYF faulted the Manipur
Government for not consulting stakeholders despite the fact that it had itself signed various MoUs while the Government of India had also given assurances stating that the Naga people and stakeholders will be consulted prior to creation of any new administrative set up or new districts. The plan to declare Sadar Hills and Jiribam as fullfledged revenue districts in complete violation to MoUs and Assurance was the reason which has compelled the Naga people spearheaded by the United Naga Council to launch democratic agitation by imposing economic blockade on National Highways since the midnight of November 1, 2016, the ZYF argued. The Front made it clear that the UNC, a conglomeration of sixteen indigenous
Naga tribes, is the apex civil body and social organization representing the entire Naga people in the State of Manipur. The UNC was formed to pursue common social issue and fight for justice in order to protect and safeguard the ancestral land, custom, tradition, culture, constitutional and legal rights of the Nagas in the State of Manipur and is well recognized for its “unquestionable services” rendered towards the cause of the people since inception, the Youth Front insisted. “The Naga people fight to get justice, peace and tranquility under the banner of the United Naga Council will sustain and gain momentum to defeat the communal policy of Manipur Congress Legislature Party,” the Zeliangrong Youth Front asserted.
Ahead of assembly polls, at least nine persons – which included six women – were injured on Tuesday in a clash between Congress and BJP supporters at Khangabok constituency of Thoubal district. According to reports, some BJP workers and supporters of Congress candidate Okram Surjakumar Singh, son of incumbent Chief Minister Okram Ibobi Singh, clashed around 11 am. Congress workers accused supporters of BJP candidate Thokchom Jadumani Singh of making a mess of a political rally which was in progress at a local playground and there ensued a violent confrontation injuring nine people from both sides. The two sides in the clash exchanged stones. Six women including a 49 year-old were also injured in the pre-poll violence. To control the situation, police fired tear gas shells and mock bombs.

Meanwhile, security has been tightened in and around Angtha village under Andro constituency of Imphal East after supporters of Congress candidate Th Shyamkumar staged a protest to disrupt campaigning by BJP candidate Dr Nimaichand Luwang. She also said the response also has to be secular, and acknowledging realities of sexual lives of the society. "Mere moral posturing will worsen the situation, forcing the actual issues to be driven underground. Similarly, just a legalistic approach to crimes against women, children and sexual minorities will not have preventive impact," she said. SHIKDAMAKHA, FEBRUARY 14 (IANS): It's a movement that began during Christmas in 2012 with a competition to select the "cleanest" family in this village. The festival-specific contest in the village, located about 80 km from Assam's largest city Guwahati, has now morphed into the ambition to win the "Cleanest Village in Asia" title once held by Mawlynnong in neighbouring Meghalaya. "Since then, we have discussed the issue. If Mawlynnong can become the cleanest village in Asia, why not us? We have everything -- a village bigger than Mawlynnong with abundance of nature, beautiful landscape and very generous and hospitable people," Elvin Phangso, a local teacher, told IANS. To this end, the residents of Shikdamakha village in nature-rich Karbi Anglong district are leaving
no stone unturned to go one step ahead of Mawlynnong. The villagers here, right from the young one to the oldest, are conscious about cleanliness and hygiene and no one litters the road in the village, not to talk of their individual houses. Use of plastic is a strict no-no. The villagers use bamboo-made baskets for storing garbage in front of each of the 89 households and in every corner of the village, and the accumulated garbage is disposed of at regular intervals. The residents also undertake community sweeping of the streets every week to ensure that cleanliness and a proper drainage system are in place. All households of Shikdamakha also have sanitary toilets to ensure hygiene and cleanliness. "We have made a committee to ensure that everyone is made aware of clean-

Every week, people of the village come in groups to sweep the roads and ensure that there is no stagnant water in the drains," said Holvis Maslai, the Gaolia Gaonburah (kind of village headman) of Shikdamakha. The word "Shikdamakha" in Tiwa language means "hillocks of traps", according to Maslai, and local folklore suggests that ghosts used to trap humans here. As for Mawlynnong, located about 90 km from the Meghalaya capital Shillong, it is a small hamlet inhabited by mainly Khasi tribe people. Here, the waste is collected in the dustbins made of bamboo, directed to a pit and then used as manure. The elected legislators must also take liberty to delve deeply into their heart of hearts and apply their conscience to morally uphold their position as elected leaders of the people to deliver justice, services and responsibility required of them. We expected the elected leaders to be sensitive to pain of the people and take worthily respectable steps and in the right earnest speedily. The stand of the JCC and NTAC are once again being categorically clarified to eliminate any misgivings but unreservedly and explicitly plain that we are neither agitators nor protestors but only defenders and protectors of our people’s rights and human life. New Delhi, February 14 (busiNess staNDarD): Electricity bills are set to go through a process of rationalisation, reflecting the cost of generating power and lessening the burden of the consumer. The central government, along with the states and independent experts, is looking to change the methodology of calculating domestic power rates, set standards for consumer tariffs and optimise industry dues. The first step is to swap the fixed and energy rates in the consumer bill. In an electricity bill, there are two components: The fixed rate, which forms dose to 70 per cent of the tariffs, and the variable part, which is the energy charge. For a power generator, the energy charge, or the cost of fuel, forms a major portion of the cost and the fixed one is minimal. “The idea is to make tariffs reflective of the cost incurred by a generator to provide electricity to the consumers. There
are more than 150 types of power slabs in the country. There is a dire need for tariff rationalisation, so that the consumer pays for he gets and the power generator gets paid for what he produces,” said a senior power ministry official. Since units that are more than 20 years old produce over 20,000 megawatt (Mw), the idea makes sense for leading generators such as NTPC. “As generation units grow older and the fixed rate becomes nil (because of declining depreciation rates), a generator
needs to be compensated for the increasing energy charge. But as tariff revision is not regular in discoms, power rates are not reflective of the changing dynamics of costs. Syncing tariffs with costs would bring down consumer rates,” said a senior NTPC executive. Just before the working week ended on Saturday, the state-run Khadi and Village Industries Commission (KVIC) fired off a legal notice to Fabindia, saying it should stop selling garments in the name of khadi. KVIC’s media cell called it a “strongly worded legal notice” that stressed its ownership over brand khadi, a symbol of India’s freedom struggle that went on to become the uniform of choice for post-independence politicians and has now evolved into a fashion statement. “The organisation (Fabindia) was continuing to sell its garments in the name and style of khadi despite earlier warnings by KVIC and assurances by Fabindia that it will not do so. It is an illegal act and amounts to indulging in unfair trade practice,” said the notice. KVIC threatened Fabindia with legal action if it did not stop the practice immediately. loNDoN, February 14 (iaNs): British luxury carmakers Rolls-Royce on Tuesday reported a record loss of 4.6 billion pounds ($5.7 billion), the biggest in the company’s history. The loss included a 4.4 billion pounds writedown on the value of financial hedges that Rolls-Royce uses to protect itself against currency fluctuations and a 671 million pounds charge for the penalties the company has agreed to pay to settle bribery and corruption charges with the Serious Fraud Office, the US Department of Justice, and Brazilian authorities, the Guardian reported. However, Warren East, Chief Executive of RollsRoyce, insisted the loss did not reflect the underlying health of the business. “This has no impact on what is really going on in the business and cash, it is just an accounting measure,” he said of the biggest loss for the company since its co-founder Henry Royce established an electrical and mechanical business in 1884. The penalties relate to charges that Rolls-Royce bribed middlemen around the world between 1989 and 2013 to win contracts. The company will make the payments over five years -- with 293 million pounds expected to be paid in the first year. Excluding the bribery penalties and the impact of currency fluctuations, Rolls-Royce reported that underlying revenues fell 2 per cent in 2016 and that underlying pre-tax profits fell 49 per cent.

ZPON appeals to resolve impasse through dialogue, negotiation pereN, February 14 (mexN): The Zeliang Peoples’ Organization Nagaland (ZPON) today made an “earnest appeal” to all the people of Nagaland to maintain restraint and resolve the present impasse through dialogue and negotiation at the earliest. “The whole Zeliang community has always been grateful to the people of Nagaland in general and the Members of Legislative Assembly in particular for choosing one of its sonsTR Zeliang to be the Chief Minister of Nagaland despite Zeliang being a minor and backward tribe in Na-
galand,” said a press release issued by Kiezen Zeliang, President, ZPON. However, the organization expressed sadness to see that TR Zeliang has been “attacked time and again by his political foes for all his policies and political stand without considering any of its pros and cons.” This, ZPON stated, has made them wonder whether the CM will ever get any opportunity to independently take decision for the development of the state without being questioned or criticized. “It is a fact that for the last two and half years since

The first in the list was the “blind initiative” for Nagaland Special Development Zone (NSDZ) by the DAN government led by TR Zeliang. Another reason, the LYH mentioned in a press release issued by its Media Cell was “unduly protracting the payment of scholarship to students creating unnecessary harassment to the students’ community.” It further pointed out the non-payment of salaries to the teachers, while stating that the “unmatched harassment” meted out to them by the government using water canon instead of paying
them their due salaries was “an act of tyranny.” LYH also added in its list the “unmandated inclusion of Rongmei tribe as Nagas of Nagaland which has resulted to hue and cries from the entire sections of Nagaland.” The Hoho also mentioned the construction and inauguration of Rani Gaidinliu Memorial Library in Kohima despite staunch oppositions from various stakeholders of the state. The DAN government led by TR Zeliang, it further stated, had imposed 144 CrPC at Tssori Champang Oil Fields under Wokha Zone on July 21, 2014 “to launch the controversial MOGPL Company for extraction of P&NG against the rights and wishes of the people.” It also alleged “wilful
violation” of the Act of NLA made in 1990 on ownership and transfer of land and its resources while framing NP&NG rules and regulations 2012. “The case of fuel adulteration and misuse of PDS are glaring examples of corruptions under his leadership,” LYH added. hy ban the internet? Is it because it's the only source of information and communication for the common masses? What will bring change?
T
he bandh led by JCC and NTAC seems to be reinforced with ‘renewed’ vigour but the objective for which the struggle began finds itself lost to petty politics of power struggle. It is no more about 33% reservation for women. The main ‘objective’ of the ongoing imbroglio in the struggle for identity determination has narrowed down to the demand for the resignation of the Chief Minister T. R. Zeliang. For now the demand for CM’s resignation which was further heightened by the death of three lives serves the dual purpose of failure of his leadership as Chief Minister in the eyes of the public and also a ‘leeway’ for those ambitious to take over in case of a change in leadership. It now looks like JCC and NTAC are falling into the larger scheme of things which was seen coming and somehow happened earlier than perceived. The cat is finally out of the bag through a letter of request from four MLAs to revoke the party’s suspension of MP Neiphiu Rio and Imkong L. Imchen. With the demand for CM’s resignation intensified, he finds himself sandwiched between either to step down or stay. There is mounting pressure on the paralyzing effects of the bandh, and he also seems to have finally realized the need of salaries of the tens of thousands of government employees whose family members rely on their salaries for livelihood (Let better sense of justice and equality prevail for SSA and Hindi teachers too). Yet, he too knows the consequences of surrendering power by stepping down. Deep down he is not convinced by the seeming ‘bottom-up’ approach shrouded within the veil of ‘top-down,’ nor does he want to be held solely responsible and be axed alone. The whole government is responsible and each of the 60 legislators should have owned up responsibility for the lost lives by resigning on moral grounds. In this tussle between the public headed by JCC and NTAC on the one side and the government on the other, it is high time for the public to realize that the solution lies not in the demand for CM alone to step down. The various issues and the current one which has been more revealing, has escalated so much that a change in leadership will not help. It will only open up more abuse of power and corruption. What, then, will bring change? One suggestion forwarded by some quarters, including the NPCC and ACAUT, is the option of ‘President’s Rule’ in the state. Our understanding of Presidents Rule leans towards, among others, the effects of Army and Paramilitary forces making us averse to it. In the event of a President’s Rule, the Council of Ministers will be dissolved, the office of Chief Minister will become vacant and the State Assembly will either be put in suspended animation or dissolved (necessitating a fresh election). Besides, job selection will presumably be more transparent, many government servants who go to office only to draw salary or have it drawn into their accounts may start going to office; central public work projects may even see the light of day. Can this bring about real change? Meanwhile, the current turn of events has brought to fore the interplay of power and power struggle. In a recent poll question conducted by The Morung Express on the institution that holds the most power in the present Nagaland state context, the response followed thus: Others - 51%, State govt. – 26%, Tribe Organisations – 13%, Church – 10%. The responses throw light on the kind of power structure, the various forms and levels of power and especially how power works on our society. On the whole, the responses concentrated on the abuse of power and its associated negativities. This necessitates a re-evaluation on the understanding of power beyond the top-down approach, in the sense that, the king or the ruler derives power from its subjects. First, we seem to be so encapsulated within the traditional understanding of power that controls and oppresses, and thereby, the essence and the positive effects of bottom-up approach of power remains unrealized. 51% responded that, ‘others’ hold more power, which shows that beyond the ‘control’ of the state and other ‘institutions,’ there are ‘other’ compelling forces of control including economic power and control. Second, it is not surprising to see only 10% of the power sharing on church. The religious power of the Church has the power to play various intervening roles, more so, as a mediator and facilitator during difficult times. In a ‘Christian state,’ though governed by religiosity, the religious power of the Church is still waiting to be realized. his is a dense yet gripping account by a decorated Sri Lankan military officer who was in the thick of it all in the long and bloody war that led to the decimation of the LTTE. Major General Kamal Gunaratne is no ordinary soldier. An infantryman, he led the 53 Division - the most powerful Division in the Sri Lanka Army - that killed the LTTE founder leader, Velupillai Prabhakaran, in May 2009, bringing the curtains down on a conflict that at one time looked like it was destined to go on and on. When the dead Prabhakaran was placed before him, "I closely inspected the body of this fiend lying at my feet … his eyes wide open. Dressed in the striped camouflage uniform of the LTTE, Prabharkaran had not shaven for a couple of days and a growth of greying stubble covered his face. On his forehead was a deep gash spreading up to his skull, but other than that, not a single scratch was seen on his body. The open eyes displayed shock and terror. Having died only about 30 minutes earlier, it was still bleeding from the wound and his ears." Gunaratne makes no effort to hide his intense dislike for the Tamil Tigers, whose separatist campaign left tens of thousands dead, maimed many more and left the island nation bleeding for a quarter century. Yet, he credits some LTTE leaders with bravery and single-minded devotion that he, as a soldier, admires. ('Though they were our enemy, they were true fighters.') A proud Sri Lankan and a devout Buddhist, he also does not mince words about successive governments he felt made compromises in the war, leaving the soldiers demoralized. He has contempt for fellow officers who were not eager to fight or had a defeatist mentality. He is full of praise for (then) President Mahinda Rajapaksa and his brother and Defence Secretary Gotabaya Rajapaksa - who oversaw the war - for initiating a U-turn in the way the LTTE was fought until then. He credits intelligence agencies and small units of army patrols that successfully operated behind LTTE lines with changing the destinies of the military offensive. Gunaratne also points out the military mistakes the LTTE leader made, including his failure to escape from Sri Lanka by sea at a time when it may have been possible. While a Prabhakaran away from a victorious Sri Lanka could not have achieved Eelam, he could have kept the Tiger flag flying, even if only for sentimental reasons. Fortunately for Colombo, that didn't happen. Gunaratne is disdainful of the radars New Delhi provided to Sri Lanka to monitor LTTE aircraft. They were fit for an Indian museum. hen Philippines President Rodrigo Duterte summoned his security chiefs to an urgent meeting one Sunday night last month, his mind was already made up. His military and law enforcement heads had no idea what was coming: a suspension of the police force's leading role in his signature campaign, a merciless war on illegal drugs. There was only one reason for the Uturn, three people who attended the Jan. 29 meeting told Reuters. Duterte was furious that drugs-squad cops had not only kidnapped and murdered a South Korean businessman, they had strangled him to death in the headquarters of the Philippines National Police itself. "He was straight to the point - 'I am ordering you to disband your anti-drug units, all units'," said Defence Secretary Delfin Lorenzana, who was at the meeting in the presidential palace. Duterte decided that the much smaller Philippine Drug Enforcement Agency (PDEA) would take over the drugs crackdown, with support from the military. It was a stunning turnaround by Duterte, who had until then stood unswervingly behind his police force through months of allegations that its officers were guilty of extra-judicial killings and colluding with hit men in a campaign that has claimed the lives of more than 7,600 people, mostly drug pushers and users, in seven months. The blunt-spoken president had repeatedly defied calls from United Nations, the United States and the European Union to rein in his war on drugs, calling them stupid and 'sons of bitches'. Duterte's aides were used to his mercurial style, but they were taken aback that the killing of one foreigner would be enough to stop him in his tracks. One explanation is that relations

Ramos, who backed Duterte's election campaign but has since become one of his bluntest critics, said there was "too much unilateralism" in the administration, especially on law enforcement and security issues. More than 7,600 people have been killed during a merciless drugs crackdown that started seven months ago. That includes more than 2,500 in police operations. Ramos was asked during an interview on Sunday with online news channel Rappler whether the bloodshed during the drugs war meant a culture of impunity was prevailing. "It is starting to become like that," Ramos said. He said he felt hesitant to call it a culture of impunity because he believed it was not too late to change, but that the onus was on Duterte. "Based on the guidance from the very top, there could be positive change (in) the way we do things in this country," Ramos said. Police operations were suspended on Jan. 31 after a South Korean businessman was murdered by rogue drugs squad officers. The Philippine Drug Enforcement Agency (PDEA) has since taken over

The chamber's membership has grown from 20 firms in 1995 to 500 companies now, including Samsung Electro-Mechanics, Hanjin and LG, but Lee estimated that the Korean community has shrunk by about a third to 100,000 people since 2013 despite the bright economic outlook in the Philippines. "Police should protect us not kill us," Lee said. "That is why we are very upset and very shocked." The number of Koreans murdered in the Philippines averages about 10 each year, accounting for a third of all Korean nationals killed overseas, according to Seoul’s foreign ministry. However, South Koreans are perpetrators of crime as much as they are its victims in the Philippines, says the police Criminal Investigation and Detection Group, which has a Korean desk handling cases of kidnappings, murder, robbery, theft, extortion and fraud, mostly in Korean communities, where mafias operate.

t may sound like an endless tale of modern seven plagues: mad cows, avian flu, led-poisoned fish, swine fever, desert locusts being the most dangerous of migratory pests, let alone new, aggressive rust threatening entire wheat crops in three continents, just to mention a few. Now it is about contaminated food that every year causes illness to 1 in 10 people around the world – or around 700 million – killing 420,000 people as a result. The leading United Nations body in the field of food agriculture has something to say on this. And it does: food availability and food hygiene are compromised every day by diseases and pests that plague plants and animals as well as various types of contaminants. “This happens on farms, in factories, at home, in fresh or sea water, in the open air and in the midst of dense forests,” warns the UN Food and Agriculture Organisation (FAO). Whether in the form of pathogen, insect or contaminant, threats are now travelling faster and further, making effective and timely responses more difficult and putting people’s food supplies, their health and livelihoods, and often their lives at greater risk, it adds. Over 70 per cent of new diseases of humans have animal origin, with the potential of becoming major public health threats, FAO adds. On this, another UN specialised agency, the World Health Organization (WHO), has something to add: the great majority of people will experience a foodborne disease at some point in their lives.
This highlights the importance of making sure the food we eat is not contaminated with potentially harmful bacteria, parasites, viruses, toxins and chemicals, according to WHO. “Food can become contaminated at any point during production, distribution and preparation. Everyone along the production chain, from producer to consumer, has a role to play to ensure the food we eat does not cause diseases.” Should this not be enough, the UN food and agriculture agency reminds that with more people, plants and animals travelling internationally, there are more pathogens moving with them. “Pests plaguing plants and trees, diseases passing from animals to humans, pollutants compromising waters and soils, climate patterns undergoing drastic change, the threats to our food supply know no borders.” Moreover, FAO says that a third of global crop production is lost annually due to insects and plant diseases that can spread to multiple countries and through continents.

That’s why we believe it’s important for sectors involved in food production, processing and marketing to watch out for current and potential threats and respond to them in a concerted manner,” said FAO Assistant Director-General Ren Wang.

The data is sent in real-time to the Global Animal Disease Information System (EMPRES-i) at FAO, where it is shared at national, regional and global levels, facilitating analysis in a timely manner in order to provide a very rapid response to attack the disease at the very early stage of birth. In Uganda, this surveillance system more than doubled the number of livestock disease reports given to the National Animal Disease Diagnostics and Epidemiology Center in recent years, giving farmers the early warning they need to better respond to disease outbreaks. According to FAO, mobile tools have also been developed to monitor wheat rust –a fungal disease that destroys healthy wheat crops- enabling extension workers and research institutions to regularly exchange information on occurrences of the disease. “Desert locusts, the most dangerous of migratory pests, often threaten food supplies in Africa and Asia -a swarm of 40 million locusts can eat the same amount of food as about 35,000 people. Thanks to the eLocust3 system, locust monitoring has been improved and is now used in the 19 countries most vulnerable to infestations.” Every month the FAO Food Chain Crisis Management Framework makes available a new information sheet to support member countries and institutions in the global governance of trans-boundary threats to the food chain. And every quarter early warning bulletins on current threats are issued. Good to know, but…. will governments and big agriculture and food chains react to this plague? And when?

et again, we Nagas stole the limelight in the last few weeks for all the wrong reasons. My head hung in shame as my fellow brethren considered violence as the only solution to a problem. I recall an incident when a couple of years back, the Nagas, who were not known to the world or even to our own fellow countrymen, created history as a result of a hasty, badly thought and planned course of action. Our state made international headlines overnight, with news of the lynching flashing in news media outlets around the world. Be it BBC World, Al Jazeera, The Times of India, all had images of our City Tower, a landmark which was now blemished by our actions. The Nagas made their entry into the world news as an anthropophagite for taking law into our own hands, and once again we have proven to the whole world we are nothing but barbarians. We take pride in calling ourselves hospitable and peace-loving people, and zealously proclaim‘Nagaland for Christ!’ But, the irony is that we are incoherent and full of vengeance. Is it enough to chant in a chorus that we are peace loving? Are we not contradicting ourselves with our actions? Our actions build our identity. Pakinzinliu Chawang, Assistant Professor, Department of English nor against either of the two segments of opinions, but I am one among the many confused spectators, who in the chaos is trying to figure out what has really gone wrong. Could we have avoided the whole chaos? There is always a solution to every problem, but violence is never the answer; it only aggravates the situation. Why do we always turn to violence and believe that ultimately it can only settle problems? We have experienced the outcome of violence in the past too, and I am saddened by the fact that we have not learned from our past. Like in the past, the social media has once again maneuvered the innocent Nagas. "One rotten potato in the basket spoils the whole basket". In our case too, a handful of selfish halfbaked cakes has succeeded in manipulating the minds of the masses. Do our youth comprehensively understand the issues they are fighting for? In the battle between Good and Evil, Evil has triumphed once again in ‘The Land of Christ’. Evil here does not connote to any of the two rivals; rather, it implies that both have surrendered to irrationality. I am reminded of my mother's advice to always submit to our elder's advice for the virtue of them being older than me. I disagree because I believe rational thinking can come from any generation, and not from elders alone. Sometimes it's wiser to be kind than right. We are at a juncture where neither side wants to compro-
mise. I stand on the sidelines and witness the hatred, and it pains my heart. How I wish that both parties had been kinder. Perhaps we would not have lost our two brothers. Had the Government taken a wise decision, keeping in mind the demands and sentiments of the public, things would not have deteriorated to this extent. Our leaders have failed us, choosing power over their concern for us. The world has seen revolutions through non-violent protests. I wonder why we couldn’t do the same. What difference does declaring the elections null and void now make? What did we gain burning down public properties? Did it bring back the two precious lives? What has been done cannot be undone. No amount of agitation and resentment shown through various means can ever bring back the two lives that have been tragically lost, and neither can the damage which was done to the image of the Nagas as a whole be reversed. We ought to realise that life is not a critical struggle between the weak and the strong, where principles of humanity do not matter. Everything simply does not boil down to victory and defeat. Having learned the hard way from past experience, we do agree on the futility of violence in every struggle; yet this incident perhaps has projected our true image: we are not what we proclaim to be- a peace loving community. We have fallen miserably.

At this crucial juncture, I can only hope and pray to God that He gives us the strength and wisdom to accept and reconcile with our past, and choose what is best for our society. Nagaland is our state, let’s love it and make it the heaven we want it to be. It’s never too late. Kashmir gunfights leave three soldiers, four militants dead SriNagar, February 14 (iaNS): Three soldiers and four militants were killed in the Kashmir valley on Tuesday in gunfights -- the third in less than 48 hours, officials said. Three militants were killed in an encounter with security forces in north Kashmir's Kupwara district, defence spokesman Col. Rajesh Kalia told IANS. Three weapons were recovered after the shootout, in which an army soldier sustained injuries, Kalia said. Earlier in the day, three soldiers and a militant were killed and eight others injured in a gunfight between the security forces and militants in Bandipora district. The incident took place when security forces launched a search operation in Parraypora village after receiving information about holed-up militants. Eight people, including seven security men and a civilian, were injured during the gunfight in the village located in Hajin area. The gunfight has ended, police said. The slain militants identity was being established. The three soldiers killed in the gunfight belonged to the 13 Rashtriya Rifles. The Kupwara gunfight was the third in less than 48 hours. On February 12 two soldiers, four militants and two civilians were killed in a gunfight in southern Kulgam district. The incident triggered clashes between civilians and security forces, leaving around two dozen people injured.
BJP leaders misused public office, Congess says, demands action New Delhi, February 14 (iaNS): The Congress on Tuesday accused Union Minister Ananth Kumar and former Karnataka Chief Minister B.S. Yeddyurappa of misuse of power and public office and demanded action against the duo. Congress leader Randeep Surjewala released a video clip of a purported conversation between Ananth Kumar and Yeddyurappa -- both senior BJP leaders -- regarding collection and payment of money by them and a diary seized by the Enforcement Directorate containing sensitive information against certain Congress leaders. "The video of the shameful and sinful conversation dated February 12 between these leaders took place during a Bengaluru meeting of the Bharatiya Janata Party. It reveals blatant misuse of political power and public office," Surjewala told the media here. "The 125 crore Indians want to know where that money came from and how it was used. (Prime Minister Narendra) Modi-ji talks about fighting black money. Is it not a case fit for invoking the Prevention of Corruption Act?" he said. Surjewala said the central government was misusing the ED, Central Bureau of Investigation and the Income Tax Department against political rivals in anticipation of defeat in the assembly elections in the five states.
Jagran online Editor arrested, gets bail ghaziabaD, February 14 (iaNS): The Editor of the online edition of Dainik Jagran newspaper was arrested on Tuesday for publishing an exit poll ahead of the second phase of Uttar Pradesh polls. A court gave him bail. Police said Sashank Shekhar Tripathi was taken into custody from his residence at Sahibabad here. He was produced before a court which granted him bail. The police said Tripathi published an exit poll on the website on February 13. The second phase of the staggered assembly election in Uttar Pradesh is due on Wednesday. The Chief Election Officer ordered the District Election Officer to file a FIR and arrest the Editor. The complaint stated that the publication of the exit poll was aimed at confusing voters. It was a violation of the model code of conduct. "We arrested Tripathi," police officer Hemant Rai told IANS. He said two other accused -- the Managing Editor and Managing Director of RDI, a company which conducted the opinion poll -- were yet to be caught. "Raids are being conducted for the two persons," Rai said.
7.7 lakh cases disposed off in National Lok Adalat New Delhi, February 14 (iaNS): The National Lok Adalat disposed off more than 7.7 lakh cases, involving a settlement amount of Rs 2,404 crore, during its recent sitting -- an exercise designed to avoid judicial delays, officials said on Tuesday. "More than 7.7 lakh cases were disposed off, which included 4.3 lakh pending and 3.4 lakh pre-litigation cases. The total value of the settlement amount is Rs 2,404 crore," said Alok Agarwal, Member Secretary National Legal Services Authority. The National Lok Adalat was held on February 11, under the patronage of Chief Justice of India, Justice J.S. Khehar, and Supreme Court Judge and Executive Chairman of the National Legal Services Authority (NALSA) Justice Dipak Misra. The Lok Adalat was held throughout all the courts at all levels in the country.
SC to examine the legal validity of triple talaq New Delhi, February 14 (iaNS): The Supreme Court on Tuesday said that it would not get into the issue of Uniform Civil Code but described the triple talaq as a serious issue of human rights. The court said that it would examine the legal aspect of the 'triple talaq', 'nikaah halaal' and polygamy amongst the Muslims. Saying that it would examine whether triple talaq was a valid way of divorce, a bench of Chief Justice Jagdish Singh Khehar, Justice N.V.Ramana and Justice D.Y.Chandrachud asked the senior counsel appearing for both the sides to frame question that would be addressed in the course of weeklong hearing commencing on May 11. However, the court made it clear that the question whether divorce under Muslim Personal Law needs to be supervised by either courts or by a court-supervised institutional arbitration came under the legislative domain. Directing the next hearing on February 16 for the framing of issues, the bench asked the senior counsel appearing for those opposed to triple talaq and those opposing any interference in it, to sit together and frame tentative issues for the consideration by the court.

SC derails Sasikala, faction fight goes on
CheNNai, February 14 (iaNS): The Supreme Court on Tuesday derailed AIADMK General Secrtary V.K. Sasikala's political career even before take-off by upholding her conviction for corruption along with two relatives and the late J. Jayalalitha. But the ugly war for power in Tamil Nadu continued. By evening, Public Works, Highways and Minor Ports Minister E. Palanisamy -- elected the new AIADMK legislature party leader in place of Sasikala -- met Governor C. Vidyasagar Rao and staked claim to form a new government. Palanisamy's aides said the Sasikala faction enjoyed the support of the overwhelming majority among AIADMK's 135 MLAs. Only nine MLAs were said to be supporting acting Chief Minister O. Panneerselvam. Later, AIADMK leaders V. Maitreyan and P.H. Pandian also met Rao on behalf of Panneerselvam. The day began with the Supreme Court restoring the earlier conviction of Sasikala, a long-time confidante of Jayalalithaa, and her two relatives -- Elavarasi, the widow of Sasikala's elder brother, and V.N. Sudhakaran, a nephew who at one point was also the former Chief Minister's foster-son. Justices Pinaki Chandra Ghose and Amitava Roy set aside a Karnataka High Court order acquitting the three and Jayalalithaa, who died on December 5. They denounced Jayalalithaa for amassing assets disproportionate to her income which she dispersed among the others. The magnitude of the "nefarious gains" were "startling", Justice Roy said. CheNNai, February 14 (PTi): Newly elected AIADMK Legislature Party Leader Edappadi K Palaniswami today met governor Ch Vidyasagar Rao and staked claim to form the government. In his brief meeting with the Governor, Palaniswami presented a list of MLAs supporting his claim. Some senior leaders and ministers also accompanied Palaniswami, according to sources. Palaniswami greeted the governor Tamil Nadu in 1991-96. The apex court upheld that Sasikala cannot contest elections for 10 years, including the four years she will be jailed. She was fined Rs 10 crore. The ruling also means that no memorial can be built for Jayalalithaa - the actress-turned-AIADMK icon -- and her photographs must be taken off from all government offices. Sasikala and her relatives were told to surrender immediately to the trial court, which convicted them in September 2014. Sasikala, however, remained with her MLAs at the resort. She is expected to file a review petition. New Delhi, February 14 (PTi): India witnessed the maximum bombings in the world last year, even more than wartorn Iraq and Afghanistan, according to a report. There were 406 such incidents, which include IED and ordnance explosive blasts, in the country. Iraq came second with almost half the number at 221, the report by the National Bomb Data Centre (NBDC) said though it did not mention the casualties. NBDC functions as the nodal post-blasts investigation department under country's federal contingency force NSG. The report did sound a word of caution on the global data saying the centre obtained these figures from "open source". Neighbouring Pakistan witnessed a total of 161 incidents during 2016 followed by Afghanistan where 132 bombings were recorded, 92 in Tur-
key, 71 in Thailand, 63 in South Africa, 56 in Syria, Egypt 42 and 29 in Bangladesh among others. "This does not reflect the exact number and details of the incident," the National Security Guard's NBDC said in its annual compilation of such incidents called 'Bombshell'. Out of the total 406 incidents reported during this period in India, 337 were triggered using Improvised Explosive Devices (IEDs) while the rest 69 occurred using ordnance explosives like grenades or ammunition shells. The report delved deeper and analysed that the maximum of IED blasts in a week in India, at 63, occurred on Thursdays, followed by 50 on Wednesdays and so on. March proved to be most deadliest in India with a maximum of 42 incidents being recorded in this month in 2016 fol-
lowed by 36 in April. "The data...has been obtained from police records available from time to time. This does not reflect the exact number and details of the incident," the report added. The NBDC report, published last week, also reported that Jammu and Kashmir saw an over 121 per cent rise in blast and IED related incidents after the killing of terrorist Burhan Wani in the Valley in July last year. While 14 IED bombing incidents were reported in J&K in 2015, the numbers went up to 31 last year. "J and K saw an increase in blast incidents and casualties particularly after the death of Burhan Wani," the report said. The fatalities by way of IED blasts in J&K last year rose to five from four in 2015. Non-fatal causalities in the state also rose from 21 to 36 during the same period, the report added.
New Delhi, February 14 (iaNS): The Supreme Court on Tuesday said that audience in a cinema hall need not stand if the national anthem is sung or played as a part of the storyline of the feature film or is a part of newsreel or documentary. "It is clarified that when the National Anthem is sung or played in the storyline of a feature film or part of the newsreel or documentary ... the audience need not stand," said the bench of Dipak Misra and Justice R. Banumathi. The court said this on an application by Kodungallur Film Society and Anoop Kumaran seeking clarification on the court's November 30, 2016, order that made it mandatory that the national anthem be
played in cinema halls across the country before the start of a movie saying that it would instil a feeling of "constitutional patriotism" and a sense of "committed patriotism and nationalism." While making it mandatory for the playing of national anthem before the start of a feature film in cinema halls, the court by its November 30 order had said that when the national anthem is sung or played it is imperative on the part of every one present to show due respect and honour and are "obliged to stand up". The top court had earlier on December 12, 2016, modified the order in respect of the handicapped persons, who were exempted from its purview.
India's public libraries undergoing revolutionary change'
New Delhi, February 14 (iaNS): Images of ill-maintained public libraries -- laden with dust and poor-infrastructure, barely prompting a second visit -- is undergoing a complete makeover thanks to the government's ambitious National Mission on Libraries. More significantly, state-ofthe-art facilities combining the latest internet technologies are being plugged in to attract the younger generation. "Some may think that the purpose of a library is to only preserve books, but the world is moving ahead with technology. The younger generation feels that the libraries are full of only books and thus don't interest them. So, we have to make our libraries such that they are in sync with the aspirations of the younger generation," Deepika Pokharana, Director, National
Mission on Libraries under the Ministry of Culture, told IANS in an interview. "They have to be made to come and visit again and again. Internet, Wi-Fi and state-of-theart facilities are crucial for the revival of public libraries in India," she added. The National Mission on Libraries was set up in the wake of the National Knowledge Commission recommending sustained attention for development of libraries and the information science sector. "Everything has to change with the changing times and the society. Nothing can progress in complete isolation. It will become obsolete if it fails to change with the changing times -- and fast-changing times, I must say," Pokhrana explained. Even in far-off rural areas
where there are no libraries, the project is creating internet and Wi-Fi facilities in common centres. "This will allow us to share our digital books and catalogues with these centres and enable common people to have an access to a virtual library," she said. It is a known fact that mobile phone penetration is increasing rapidly in rural India. Thus, under the National Mission on Libraries, attempts are being made to provide knowledge related to agriculture, animal husbandry, traditional medicine and other similar subjects in an audio-visual format. "We have to bring such revolutionary ideas to connect people to libraries. If an audio-visual corner is provided in all public libraries, even the uneducated can go and learn about the areas that concern them directly. This will
make them interested in libraries," she said. The most significant feature of the mission is to create the National Virtual Library of India, which will serve to facilitate a comprehensive database on digital resources on information about India and on information generated in India, in an open access environment. "This library will not have the collection of books and catalogues alone, but it will also be a repository of every type of cultural heritage available in India, tangible or intangible. "This portal will have open access and even people can add their indigenous knowledge from various sectors. We are trying to club all the knowledge in one place. The national virtual library will be an unique feature," Pokharana added. However, the
condition of most public libraries in India are barely suitable. Pokharana said that public libraries have played an important role in the lives of those from rural background."But I agree that public libraries have been neglected in the past few decades. Even the state governments did not look after them properly. Little attention was paid and most of them have not been as good as they should have been, but the revival is on," contended Pokharana. Under the mission, the process is on to develop six libraries under the Ministry of Culture, 35 State-Central Libraries and 35 District Libraries with particular emphasis on economically backward districts, as model libraries. In addition, 629 district libraries across all states would be provided network connectivity.

Thailand’s new king shows his strength
BANGKOK, FeBruAry 14 (reuters): From requiring constitutional changes to pushing for unity in the divided country and reshaping the royal household, Thailand’s new king is putting an assertive stamp on his rule. King Maha Vajiralongkorn has made it clear to the generals running the country that he will not just sit in the background as a constitutional figurehead since taking the throne in December from a father treated by Thais as semidivine. That matters in Thailand, where relationships between monarchy, army and politicians have long determined the stability of Southeast Asia’s second-biggest economy and America’s oldest regional ally. Predictions by some pundits of a troubled royal transition have proven wrong - at least for now. “His majesty has proven himself to be very adept at managing the junta and the military,” said academic Paul Chambers at the Institute of Southeast Asian Affairs in Chiang Mai. None of more than two dozen serving or former officials, military officers, parliamentarians, diplomats or analysts that Reuters spoke to for this story saw any immediate threat to that balance of power. Over 20 appointments and promotions have been made by the new king and published in the Royal Gazette. The head of the influential Privy Council, 96-yearold Prem Tinsulanonda, remains in place, but half the other members are new. The six new appointments have increased representation of those with a background in the army’s Wongthewan faction or King’s Guard, where the king served. Among other notable military promotions was Suthida Vajiralongkorn na Ayudhya within the King’s Own Bodyguard. Often seen at the king’s side, though not publicly designated as his consort, she became a general on the day he took the throne. Last week, the king appointed a new Buddhist
supreme patriarch, ending more than a year of tussling over the position. Parliament restored the king’s authority to do so after 25 years of having a council of monks make the decision. The new patriarch is from a fraternity closely tied to the monarchy rather than the one the religious council had first proposed.
UNITY AND RECONCILIATION The big question is what happens when there is a resumption of political competition, suspended after the last military coup in 2014. The king has stressed unity within the divided country, both in his New Year address and at a late night meeting with the country’s leadership in January to push for more help for flood victims, Prime Minister Prayuth Chanocha said. That meeting also coincided with the government’s moves to set up a reconciliation committee ahead of elections expected next year. ‘Australia made little progress to bridge gap with aboriginals’ Trump national security advisor Flynn resigns CANBerrA, FeBruAry 14 (IANs): Australia has made little progress in bridging the gap with its indigenous population in terms of social indicators, according to a government report published on Tuesday. The report “Close the Gap” was presented before Parliament in Canberra by Prime Minister Malcolm Turnbull, Efe news reported. “I’m very saddened and disappointed that the target to halve the gap in
indigenous child mortality (by 2018) is not on track,” Turnbull said. Most of the seven targets to improve the condition of the aboriginals in the health, education and employment sectors are yet to make significant headway, while the numbers for imprisonment, minors under the protection of authorities and domestic violence are at alarming levels. Hospitalisation of indigenous women due to
domestic violence is 32 times higher than the general population, while aboriginal minors are 6.7 times more likely to be under state protection because of domestic abuse and negligence. Moreover, on June 30, 2016, there were around 10,596 indigenous people in Australian prisons, making up 27 per cent of the total population behind bars, and which is 42 per cent higher than the figures re-
corded in 2006, according to the report. On the other hand, the report says more than 61 per cent of the indigenous population, aged between 20 and 24 years has completed secondary education. Australian aboriginals have been victims of constant abuse and discrimination since their colonisation, and have been routinely dispossessed of their lands.
‘China & India account for half world’s pollution deaths in 2015’ sHANGHAI, FeBruAry 14 (reuters): China and India accounted for more than half of the total number of global deaths attributable to air pollution in 2015, a study published on Tuesday said. Research by the U.S.-based Health Effects Institute (HEI) showed that air pollution caused more than 4.2 million early deaths worldwide in 2015, making it the fifth highest cause of death, with around 2.2 million deaths in China and India alone. The institute, which has also launched an online database showing the global impact of pollution on health (https://www.stateofglobalair.org), said 92% of the world’s
population lives in areas with unhealthy air. Air pollution has been linked to higher rates of cancer, stroke and heart disease, as well as chronic respiratory conditions like asthma. China and India, the world’s two most populated nations, each accounted for 1.1 million deaths, the findings showed, but China is now pushing ahead when it comes to taking action, HEI president Dan Greenbaum told Reuters. “(India) has got a longer way to go, and they still appear to have some ministers who say there is not a strong connection between air pollution and mortality in spite of quite a lot of evidence,” he said. China’s authorities have also
been reluctant to draw direct links between air pollution and mortality, with the country’s health ministry saying it had “no data” linking smog to higher incidences of cancer. “It is currently too early to draw conclusions about the extent of the impact of smog on health, especially its longterm impact on the body,” a ministry spokesman told domestic media during a press briefing in January. In a long-term national healthcare plan published last October, the government acknowledged the link between health and pollution, and pledged to assess the precise impacts as well as boost environmental monitoring capabilities.
WAsHINGtON, FeBruAry 14 (reuters): President Donald Trump’s national security adviser, Michael Flynn, resigned late on Monday after coming under fire over whether he discussed the possibility of lifting U.S. sanctions on Russia before Trump took office. Retired General Keith Kellogg, who has been chief of staff of the White House National Security Council, was named the acting national security adviser while Trump determines who should fill the position. Kellogg, retired General David Petraeus, a former CIA director, and Robert Harward, a former deputy commander of U.S. Central Command, are under consideration for the position, a White House official said. Flynn submitted his resignation hours after Trump said through a spokesman that he was reviewing the situation and talking to Vice President Mike Pence. Flynn had promised Pence he had not discussed U.S. sanctions with the Russians, but transcripts of intercepted communications, described by U.S. officials, showed that the subject had come up in conversations between him and the Russian ambassador to the United States, Sergey Kislyak. Such contacts could potentially be in violation of a law banning private citizens from engaging in foreign policy, known as the Logan Act. Flynn’s departure was the most dramatic moment yet of Trump’s young presidency, a 24-day period during which his White House has been repeatedly distracted by mis-

od’s creation of the relationship between the child in the womb and the mother is the umbilical cord. By this single umbilical cord the child is fed, survives and born alive. Similarly, Nagaland was born of Art 371(A) to be part of the Union of India 54 years ago. So long as this umbilical cord remains intact, Nagaland survives in the womb of mother India. The moment Art 371(A), the umbilical cord, is snapped Nagaland may not necessarily remain in India’s womb. Are there Naga leaders in authority today do understand this constitutional reality? Are the elected representatives valuing the importance of the Article or contemplating to mortgage it for few crores of rupees? The Special Leave Petition (SLP) of Naga Mothers’ Association (NMA) on 33% women reservation in ULB is found detrimental to Art 371(A). It is best known to NMA as to whether option was unavailable for them to seek for percentage reservation without infringing on any provisions under Art 371(A). At page 84 of SLP “The applicability of Part 1XA Override Article 371A” is found with supporting points of argument beginning from serial A to M for reservation. To keep this self-infringing document valid in the Supreme Court of India will become the basis for future reference against the special provisions in Art 371(A), as I believe. The petitioner attempted to withdraw the SLP and yet the language used in the petition is reportedly unsuitable for the Supreme Court to grant as seen at serial ‘d’ “Now due to circumstances completely beyond our control we regret to inform this Hon’ble Court that we are unable to proceed.........and hereby withdraw the Civil Appeal: 3607 of 2016 and the Writ Petition No.242 of 2014
from this Hon’ble Court”. The NPF and NMA have claimed that the SLP has been withdrawn as seen in local papers. The other version is that because of the defective withdrawal petition, the SLP is still with the court. Better be honest in the interest of the people of the State. Let me presume that the mother of Osama bin laden died before her son was killed by Seals. This son Osama lived to create much devastation to humanity. The JACWR is dead now but the child SLP born by her has brought immense misery to Nagaland. Had there not been sacrifices of life, of property and inhuman atrocities inflicted on the Nagas by India, there would never had been Art 371(A) which makes Nagaland semi-Independence. A lot can be said even by a layman like myself on this, but in brief we cannot afford to mortgage this Article for 33% reservation for our women. In fact, if the Article is emasculated what Naga women do with 33%. Being layman, I do not buy the contention of DAN that in order to thwart the Supreme Court passing judgment on the said SLP, ULB elections had to be held so as to save Art 371(A) from being infringed by the court. When 33% reservation is provided by the Municipal and Town Council Act considered to be detrimental to Art 371(A), how the application of the Act prior to Court’s judgement will ensure the insulation of our special provision? Secondly, others might not have doubt, but I am still doubting as to whether the nullification order issued for ULB is reliable as promised by DAN or the order contains more of oblique and twistable usages as published by Nagaland Post on 10.2.2017 was not as lucid as Morung Express on the same date. Having declared to the public that the ULB elections are now nullified by Govt., the official order
to that effect should have been issued by competent authority by now and copies be served to JCC/NTAC for their satisfaction. If the Govt. continues to fumble with a simple task, it gives room for onlookers to speculate that there is dispute between DAN and NPF on the issue that the former is for and the latter is against or vice versa by which the issuance is dilly dallying. While the people of Nagaland are unitedly fighting with DAN Govt. for its failure to protect Art 371(A), and in the process lives were lost, assets destroyed and deep wound of divisions being created amongst us, personal interests of unscrupulous few creped in to paint the movement of the people politically oriented. I question, when there had been opportunities prior to the present impasse and more opportunities will come later, why those four NPF MLAs brought the cases of MP N. Rio and Imkong Imchen, MLA for revocation of their suspension orders coinciding with JCC/ NTAC movement? Also, while Nagaland is burning where each individual is adversely affected by agitations for days together, where lives and properties were lost, where JCC/ NTAC/CNTC leaders and volunteers have been sacrificing, where the special provision of Art 371(A) is facing peril in the hand of our own people and its retrieve is most imperative, and while the services of elderly and prominent leaders like the four former MPs are required to find amicable solution to the impasse, how can one imagine their mindset of placing the patch up within NPF above protection of Art 371(A) and the sufferings of the people is simply pathetic. The worst adverse impact of their pleas with NPF leadership for Rio and Imkong at this very moment is denting on the genuineness of peoples’ movement and projecting the revocation
of their suspensions as though the panacea. The attempts of these leaders taking undue advantage on the movement of JCC/ NTAC is senseless and too selfish. What do they gain if the movement is modified to be the trailer of their political vehicle thereby the principle agenda get diluted without answers? These leaders have given cane sticks to NPF to bamboo the mass movement though it has no parochial agenda definitely. Their actions do justify that their sycophancy overtook them. Whatever said and done, even when people managed to unseat CM TR Zeliang from his chair, even after a new ministry is installed under another leader, even when suspended animation comes or when the House is ultimately dissolved for Governor’s rule, all the sacrifices made by our people will come to nought lest the followings are achieved. 1. Let there be an emergency Nagaland Assembly Session in which the House resolves to withdraw the Act of Municipal and Town Council. 2. Let the Petitioners, NMA, withdraw the SLP immediately. 3. Let the competent authority, i.e., the State Election Commission issue the nullification order for ULB elections without delay. 4. Let the State Govt. constitute a law Commission or Committee comprising of competent Naga lawyers with limited representatives from spearheading committees of the movement which will go to examine the pros and cons of the Act of Municipal and Town Councils in consonance with Art 371(A). The above are placed for thought provoking.
The real implications of Article 371 A and the present ULB imbroglio

hat Nagas could live under the dictates of their own customary laws “in respect of their religious and social practices…”administration of civil and criminal justice”…and absolute rights to “ownership and transfer of land and its resources” is clearly written in article 371 A of the Indian Constitution. These rights were granted after stating the words: “NOT WITHSTANDING ANYTHING IN THIS CONSTITUTION”. Now, linguistically and grammatically speaking, no one can question that “Not withstanding” means “In spite of”. Therefore we can paraphrase the above quoted word as: - In spite of whatever may be written in the constitution of India, “no acts of parliament shall apply to the State of Nagaland (regarding the stated causes) unless the Legislative Assembly of Nagaland by a resolution so decides.” If we look at all these rights and their safe guards, at a cursory glance, stupendous rights seem to have been granted by India to Nagaland. One can even argue that India has already recognized Naga sovereignty and independence over their own land
and resources and have also recognized Naga rights to be ruled by their own laws. However, if one continues to read the other words of Art. 371 A, the next sentences counter nullifies all that has been granted at the beginning of said Article. The words discussed already come under clause (a) of Article 371A. Clause (b) of the same article begins with the words: “The Governor of Nagaland shall have special responsibility with respect to law and order in the State of Nagaland for so long as in his opinion internal disturbances occurring in the Naga Hills-Tuensang Area immediately before the formation of that State continue therein or in any part thereof and in the discharge of his functions in relation thereto the Governor shall, after consulting the Council of Ministers, exercise his individual judgment as to the action to be taken: Provided that if any question arises whether any matter is or is not a matter as respects which the Governor is under this sub-clause required to act in the exercise of his individual judgment, the decision of the Governor in his discretion shall be final,
and the validity of anything done by the Governor shall not be called in question on the ground that he ought or ought not to have acted in the exercise of his individual judgment." Under the provisions of this “Governor’s rule of Law”, the Governor (s), have promulgated heinous laws like The Assam Maintenance of Public Order Act 1953, the Assam Disturbed area Act 1955 and The Armed Forces Special Powers Act 1958 etc. which turned Nagaland into a killing field from 1954 to the present. As for all the special provisions of land ownership and its resources, when we tried to extract our oil as well as produce our own electricity, we were told by some Indian legal experts that other article of the Indian Constitution and schedules have supersedes these land ownership rights and have as a result, nullified them. Some special rights to land ownership and its resources under Article 371 A indeed! Therefore, Article 371A at a cursory glance indeed look like a golden casket encrusted with many intricate designs that is delightful to the eyes. But inside the casket is a poi-
sonous snake which will leap out and bite anyone who opens the casket lid. But still, many Nagas continue to be fooled by the outer trappings of this golden casket. They think it is a most precious gift from India to Nagaland which has even been enshrined in the very bosom of the Constitution of India. However, any wise Naga, far from being mesmerized by it, should throw away this dangerous casket because it contains a most poisonous snake inside. In conclusion, the present crisis in Nagaland over the ULB elections issue is not whether the NPF party still hold the majority in the Legislative Assembly of Nagaland or not. It is also neither an issue of whether T. R. Zeliang is a competent C.M. or not. The real issue and question is: Whether the Nagas will live under the dictates of a foreign Constitution (of India), or live under their own Yehzabo and Customary Laws? Two young Nagas have again laid down their lives for this issue. As for all other living Nagas, what they decide will affect all Nagas of today as well as all future citizens of Nagaland. Long live - Nagaland and the Naga Yehzabo.
he only positive outcome of the current socio-political imbroglio is that the masses have begun to contemplate and deconstruct the issues related to women vis-a vis the customary law. The rubric ‘Patriarchy’ in relation with gender equation in our Naga society is the most contested ideological subject. Unfortunately the CORE ISSUES of the Nagaland Municipal & Town Council Act 2001 has lopsided and the issue of women reservation has conveniently been sidetracked by the “other political” issues. Government/ individuals may come and go but the root of contention remains unaltered and we have to come back to the negotiating table to dialogue on these most pertinent controversial issues at hand. 1. Is gender discrimination a myth or a reality? 2. Will 33% reservation in ULB aid in political empowerment of women? 3. How can we collectively (Men & women alike) protect our most beloved Article 371 A? 4. Where is the space for the dissenting voice? Are we willing to listen and hear them out? 5. Who will represent the voice of women? The social structure in a patriarchal society is constructed in ways where the ideas and actions of men dominate over that of women. Women are supposed to adhere to the feminine qualities linked with characters like modesty, submissiveness, nurturing, caring, serving and the list goes on. It is therefore not a surprise that the ‘character’ and ‘personal background’ of women leaders who challenge the statusquo are most susceptible to criticism. Note that, the same standard is not applicable to measure the capability of our male leaders. The standard indicator to measure the status of women in any given society is the social, economic and political indicators. Going by this measure, if we conduct cartography of women empowerment in our state, it will contradict the standpoint that Naga women are not discriminated.Women’s oppression/ discrimination are experienced differently according to the socio-cultural context and therefore comparing the level of subjugation with the counterparts other states is deeply

flawed. Few privileged women have done exceptionally well in the field of education, sports, bureaucracy and proved that if given equal treatment and opportunity, we are no lesser. But in the political arena, the fact remains that, women have always played a secondary role in the decision making bodies. Women are not barred from contesting but are neither encouraged nor supported with the same intensity and vigor we would do for men. Neither are women equipped with financial / human resources to fight at par with the rich men (not that we are endorsing money politics). We celebrate with the few privileged women who have not faced discrimination and we hope you will stand tall as living examples. We also stand in solidarity with majority of our sisters who are subjugated and compromised their fate. And with those who are absorbed sacrificing their dreams and aspirations to think about themselves. Our society is conditioned to the conventional belief that ‘good women’ should limit to address social and religious issues rather than the political ones and thus limit the participation of women in the public sphere. Social & political issues cannot be isolated from each other. It is an inspiration to see that women have come out boldly to exercise their political ambitions. Unfortunately women who dared to challenge the status-quo have been compelled to take the back seat and are reduced to being mere mute spectators to the ongoing political warfare. The dissenting voice of women particularly the collective bodies have been strategically divided and silenced. We can’t help but feel subjugated, discriminated and oppressed having to follow the voices that restrict our right to oppose. Where are the women armed with their traditional attire who thronged the streets when women were violated? Where are those who staunchly stood firm to negotiate for peace in times of conflict? Where are the women who dared to enter the battle field amidst the firing bullets when our men’s lives were threatened? Where are the women who decided to fight as ‘leaders’ in the democratic election process? Are we mute because we are forced/ directed to respect the tribal apex body’s decision or we fear being excommunicated? Are we mute because our loved ones asked us to or
we have been conditioned to believe that politics is not our domain? Why are we forced to agree with the dominant view of our respected leaders? Is this democratic or anarchic- when the differing opinions are hushed using means of threat and violence? Might is not always right. Amidst the confusion and the blame game, young innocent lives have been lost. This tragic incident will forever haunt us for this is the worst thing that could possibly happen Perhaps we need to introspect our over-confidence on our physical intellectuality and those decision taken in haste. In this situation when everything around us seems to have derailed, we must humbly seek for divine intervention. Let us redirect our thoughts on issues that matter and consider revolution of our mindset which is imperative for our society to progress. Without further delay we must address these burning issues. ■ Reconstruct the unwritten customary law: Practices of our ancestors have flaws and are susceptible to being interpreted by different individuals according to their convenience. It is time we codify the laws that are not applicable in this 21st century. Times change, Mindset must change and laws must accordingly be amended. Customary law will cause more harm than protect if it continues to remain ambiguous. ■ The subject of women reservation should not be regarded as war of sexes but rather as determining factor to strengthen gender relation. ■ Acknowledge and respect the different standpoints as equally valid. Let us agree to disagree. ■ Deconstruct the standpoint that women enjoy the same status as men. Let us contest the issue and find alternative solutions that are inclusive of women. ■ Let us come together, solve rather than dissolve the unconventional views. Remember that the voice of the people is not uniform and that is the beauty of democracy. The only solution to this crisis is to dialogue and respect the differing opinion irrespective of your gender, tribe, age or political affiliation. Esther K. oing by the recent developments Nagas seem to be heading to anarchy. It’s time for the Naga intellectuals to ponder over the issues as to what is really ailing our society. I seriously doubt that the greater issue of women reservation in ULB will die soon even after the exit of TR Zeliang. It’s immaterial for me whether TR Zeliang hangs on or there is change of leadership as it is none of my business. The only thing I want is that a leader should be far sighted and she should lead the state in the right direction. But this time around we seriously got the issues mixed up and the whole society is put into utter confusion. Many organisations are going with the wave without the least understanding of the issues. Forget about the common people we the educated are also confused whether this agitation is about— 1) Postponement of ULB election 2) Protection of our right under Article 371 (a). 3) Fighting corruption in public offices. 4) Engaging in political brinkmanship to change leadership or government. The issues relating to serial 1 to 3 are within the public space and we should do everything within our power to bring changes or solution. Serial no 4 is the least popular one and civil societies should preferably stay away from it. Let’s try to have a deeper understanding of the issues and see what are the ways out. 1. On the issue of postponement of ULB election the state government has annulled the whole election process for the time being but let’s not call it a solution it is just postponing a potential problem as we have to face it again. But in spite of the problems we are going through such as bandh, arson and killing the option available to us has not changed abit. It still boils down to whether we have ULB as mandated by the constitutionin
Part 1X (a) with 30% women reservation or no ULB at all. There is hardly any scope for maneuvering as the high court in earlier occasion related to oil exploration observed that the Nagaland state assembly lacks competence to legislate on the subject under the recourse of Article 371(a). Article 243T which is incorporated in Part 1X (a) is an important legislation piece in the Indian constitution for women upliftment. It will be a futile exercise to make any attempt to circumvent it. So, it is up to us whether to accept the ULB in the present form or not. If we opt out, we may have to forgo some benefits which come with it. Smart city project could be the first casualty. I think that is a small price to pay if we are going to live in peace. After all it’s better to live in thatch house in peace rather than living in Palace and quarrelling all the time. But another sticking point is that there is no guarantee that GOI will make exception for Nagaland from the purview of Part 1X (a) and if it doesn’t then we are back to square one that is ULB with 30% women reservation. Since JCC has taken over the mantle for this issue, it will do well on its part if it can create awareness about the implication of this issue as more than 80 % of our population have no clear knowledge about this issue and little knowledge is dangerous. Of course, all educated Nagas can play our role here. 2. In regards to Article 371 (a) we should do everything possible to protect our right but we also should understand that Article 371 (a) is not absolute in itself. It has to be read with other sections of the constitution. At times, this may come in serious conflict with other fundamental provisions in the constitutions and then the problem starts. Fortunately, or unfortunately this provision of the law has not often been subjected to judicial scrutiny. I am afraid that some of our customs and practices may not stand
the test of the present time anymore and it is in our interest that we don’t blow this sensitive issue out of proportion. Instead we should try to adept the flawed customary practices to the need of the modern time and this will be the best way to protect our right from interference. After all this provision, though sacrosanct to us is not a blanket right granted to Nagas to practice something which is out of turn with the modern time. 3. On the issue of fighting against corruption in public offices we have a credible organisation for the first time in the form of ACAUT. We all should try to strengthen it. Parallel campaign on this is not desirable as it will only undermine the strong institution we already have. Lastly Politic is a dangerous territory and delving into it in the name of pan Naga organisation will be a blunder. It is not within the domain of JCC or NTAC or for any organisations which may come up tomorrow to pick or choose leadership of a political party or government at will. However, tempting it might be, it is best left to the MLAs to listen to their conscience and act. Removing TR Zeliang was never in the agenda but now it has pushed the real agenda to the back burner. JCC should not ignore this fact or else history will never forgive. Because finding a solution and changing the system is the need of the hour and we should set the priority right. Having considered all these points, it will be wise on the part of JCC to go back to the core agenda and start a dialogue among all sections of the society and try to find out a solution. When we have understanding and unity we can bring about changes in the system. By doing this we can make this campaign a truly people’s movement which will be a fitting tribute to the people who have lost their lives and it will also bring back hope to our troubled society.

NEw DElHi, FEBRUaRy 14 (iaNs): As many as seven cricketers, including Indian pacer Ishant Sharma, have their base price as Rs 2 crore in the Indian Premier League (IPL) players' auction to be held on February 20 in Bengaluru, it was announced on Tuesday. A total of 351 players will go under the hammer. Others in the highest base price bracket are Englishmen Ben Stokes, Eoin Morgan and Chris Woakes; Australian fast bowlers Mitchell Johnson and Pat Cummins; and Sri Lanka captain Angelo Mathews, IPL's website said. A maximum of 76 players, including 28 overseas, can be bought at the auction. Stokes, Morgan and Woakes were crucial members of the English team which lost the 2016 World Twenty20 final to the West Indies.
