ENPO urge NSCN (IM) to review stand on taxation Dimapur, July 9 (mExN): Reacting to the press statement issued by the NSCN (IM) on July 4 on the rights of taxation, the Eastern Nagaland Peoples’ Organization (ENPO) on Thursday said the Naga Political issue is a sacred agenda for the entire Nagas and the dynamics and nature of the movement is a collective responsibility for the entire Nagas, and evidently more so by those honourable and tirelessly dedicated Naga patriots and leaders in the interest of the political welfare of the Nagas. It, however, pointed out that any establishment, whether organizational or governmental, much be accountable in the interest of the welfare of the people and therefore to manage its functioning must be in tune with the wishes and limits of the people. At the same time, the ENPO reminded that it is a historical and recorded fact that the Nagas have equally resolved to politically oppose any form of imposition be it political or taxation. “However, the overtones of unqualified taxation which is an overbearing burden on the public cannot be overlooked in the name of Naga Political movement,” it stated. While the welfare and well being of the people must be safeguarded by all concern citizens, the ENPO termed it ‘unfortunate and unacceptable’ on the part of NSCN (IM) for overlooking the space for negotiation. The organization has therefore urged the NSCN (IM) to view its stand and decision and rather seek public cooperation in resolving the matter mutually and amicably. Further, the ENPO unanimously reaffirmed to stand by the public resolution of October 31, 2013.

Thousands of citizens from Viswema village and neighbouring villages held a rally starting from PR hill junction to the Deputy Commissioner’s office, Kohima in protest against the murder of Tepumecie Lcho (Meciebo). Tepumecie Lcho, who hailed from Viswema village, was picked up from his residence on March 29 evening at Jail Colony by three accused identified as Kruse Terhüja, Vilalhoulie Rüpre-o and Kezhaletuo Pielie. They took him to an unknown location where he was murdered. All the three accused have been arrested and are in police custody. At the protest on Thursday, Viswema Village Council (VVC) demanded the handing over of the accused for customary trial, on the refusal of which, the village demanded that the accused should not be granted bail. They further demanded that the accused be awarded the highest quantum of sentence of the crime for murder

under the Indian Penal Code. In a memorandum submitted to Deputy Commissioner, Kohima, Superintendent of Police and the Public Prosecutor, Kohima containing six demands, the VVC sought assurance that proper investigation is done to its satisfaction by directing the Investigation Officer (I/O) to collect all relevant evidences whether material, physical, forensic etc prior to filing of charge sheet in order to substantiate the admission made by the accused persons before the police. The council also demanded assurance from the District & Sessions Judge that no lapses, either in law or procedure, would be committed on its part during trial of the accused persons. In a most brutal killing, Late Tepumecie was tied with his own belt by the assailants, assaulted and later choked to death by a rope. The three accused further used the victim’s vehicle and left his body at Meriema village which was recovered the next morning. The victim owned a small shop at Jail Colony Kohima and is survived by six siblings and his parents. It is learnt that his younger siblings and parents were dependent on the victim. So far no genuine reasons could be found behind his murder, said a source.

Minister for School Education & SCERT, Yitachu on Thursday stressed the need to adopt a right policy that is practicable and adjustable to ground realities. “Policies should be framed keeping in view the ground realities so that it will not fail its purpose,” said Yitachu while addressing the state level consultative meeting on new national policy on education here at Capital Convention Center. “We cannot hide ground reality. Be truthful to ground reality,” he told the consultative meeting adding that it is easy to frame a policy but unless ground realities are taken into account, the policy will not fetch positive impact. Yitachu was optimistic that the new national education policy will take into account the different factors and needs faced by the north east region while formulating its final policy and said that no one should be deprived of education. He hoped that the subject matters discussed at the consultative meet will have positive impact when the final policy takes shape.

The Minister for education, in the meantime, also pointed out that the whole country cannot have a single formula on education policy, adding that although the intentions of the policy may be good, the requirements differ from region to region. Citing example, he said the minority scholarship was one such policy that could not be implemented successfully. “Although its aim was to provide scholarship to poor students of the minority class, many of the deserving students could not receive the scholarship because they did not have bank accounts,” he stated. Yitachu explained that people applying for the scholarship needed to have a bank account, however since there were no banking facilities in many of the rural areas, they did not have bank accounts and could not apply for the scholarship. Dr Sarvari Banerjee from National Council of Education Research & Training (NCERT), New Delhi espoused hope that through such consultative meeting, Nagaland would come up with the right strategies to improve the conditions of education not only in the NE region but the country as a whole.

State Council of Education Research & Training (SCERT), director Vipralhou Kesiezie deemed that such platform where stakeholders of education meet to consult on policies was very crucial and important for the whole country and Nagaland in particular because of the fact that in the past the north east region was completely left out from this kind of exercise. “Hence, we hardly find anything related to north east region in the national policy on education. It was just because of this reason that the other regions of the country have very poor knowledge about the north east region and we are being looked down with an indifferent attitude,” he said. He asserted that the tribal ways of lives and its cultural heritage, which is pre dominant in the North East region are in no way inferior to any other cultures, hence the same should be reflected in the national policy on education. The consultative meeting which discussed 11 themes was organized by North East Region Institute of Education (NERIE), National Council of Education Research & Training (NCERT), Umiam, Barapani, Meghalaya in collaboration with SCERT, Nagaland. AFSPA extended in ‘dangerous’ Nagaland

NEw DElhi, July 9 (agENciEs): The Union home ministry has declared whole of Nagaland as a “disturbed area” for a further period of one year from June 30, 2015. Its notification in this regard states that the Central government is of the opinion that the entire state is in such a “disturbed” and “dangerous” condition that the use of armed forces in aid of civil power is “necessary”.

Declaring whole of Nagaland as a “disturbed” area under Section 3 of the Armed Forces (Special Powers) Act, 1958 will give the armed forces powers to search, raid and arrest without a warrant. Also, it would allow use of force by the Army personnel even to the extent of causing death, against one who puts law and order in a ‘disturbed’ area, in peril. Incidentally, the Nagaland government has been

seeking removal of the “disturbed” area tag since 2005, citing the falling levels of insurgency-related incidents or deaths. The declaration of Nagaland as a disturbed area comes a month after the Naga rebel outfit, NSCN (Khaplang), launched an ambush in adjoining Manipur, killing 18 Army personnel. The attack led the Army to retaliate with cross-border surgicalstrikesagainstcamps

ofNSCN(K)andalliedoutfits like PLA in Myanmar. The government is meanwhile preparing to reimpose the ban on NSCN (K) under the Unlawful Activities Prevention Act. This, said home ministry sources, would aid the security establishment to crack down upon the outlawed elements located in India and also seek freezing of assets and properties of the outfit’s top leadership here.

Tenyimi legislators for customary law to settle SAPO-MC issue

Dimapur, July 9 (mExN): Nagaland Chief Minister TR Zeliang on Thursday convened a meeting with Tenyimi legislators at his residential office to discuss the ongoing impasse between Southern Angami Public Organization (SAPO) and Mao Council over land dispute of DziikoKoziiri area. According to media cell, CMO, the meeting unanimously resolved that the land dispute between SAPO and the Mao Council should be resolved as per the Naga traditional land holding system under the Naga customary law which has been practiced since time immemorial. The meeting decided to endorse

the decision of Tenyimi Public Organization (TPO) to take up the responsibility for resolving the dispute between SAPO and Mao Council as per the Naga tradition and customary law first before resorting through other agencies. The legislators also appealed to all the disputing parties to restrain from making any provocative statement and give TPO a chance to resolve the issue peacefully while opining that ‘brothers shall live forever as brothers and neighbors shall live as neighbors forever.’ The meeting further resolved to convene the next co-ordination meeting with the president and general secretary of TPO and all TPO ju-

diciary committee members on July 13 at Chief Minister‘s residential office. Fifteen (15) members were present at the meeting on Thursday. Mention may be made that the ongoing land dispute between SAPO and Mao Council, which has been simmering for quite some time, escalated since the month of May this year. In the latest development over the dispute, the Naga Hoho, after an attempt to intervene, suspended the Mao Council from its membership after the latter failed to withdraw the memorandum submitted to the Government of Manipur. NSCN (IM) to fight ‘diabolic policies’

Dimapur, July 9 (mExN): Asserting that any intruding administrative demarcations over the lands of the Naga people wherever they are today should never be allowed to decide the fate of the Nagas, NSCN (IM) on Thursday vowed to fight tooth and nails against any “diabolic policies” employed by states where Nagas are in minority. “Imposed boundaries that severely affect the Nagas as minorities and exploited can never be the criteria for negotiation; neither any race nor usurped system can rewrite the history of the Naga people to assume sanctity of their convenience to which the Naga people have undeservingly served to suffer for such long time,” the NSCN (IM) said in an MIP release. In this connection, the NSCN (IM) has demanded that policies of deliberate land grabbing administrative mechanism at work in the state like Manipur and Assam must cease immediately. It pointed out that influx of outsiders in NC Hills and Naga Rengma Hills in

NSCN (IM) commits against sexual violence

The NSCN (IM), on July 1, signed Geneva Call’s Deed of Commitment prohibiting sexual violence and against gender discrimination, thereby formalizing its own long-standing policy on these issues. Geneva Call in a press statement informed that NSCN (IM) is the fifth armed non-State actor (ANSA) in the region to sign the Deed of Commitment. “Ending sexual violence is good for all of us, not just the Naga people,” NSCN (IM) cabinet minister, Kihoyi Sema was quoted by Geneva Call. Cabinet secretary, Raikham Ninghor further stated, “It is not just a document. It has to be strictly implemented.” Since 2002, Geneva Call has been engaging ANSAs in northeast India to adhere to international humanitarian norms in order to protect civilians in conflict affected areas. The NSCN (IM) was the first ANSA in India to sign Geneva Call’s Deed of Commitment banning anti-personnel mines in 2003. Assam, population transfer of Bangladeshi, Biharis etc. in Naga areas of Assam and in Nagaland bordering Assam is nothing but to destabilize indigenous Naga population and create “dumping zone” of non Nagas in Naga territory. The NSCN (IM) also advised the Arunachal State government to be cautious while dealing with the issue of “Naga Identity”. The NSCN (IM) has therefore appealed all the Naga civil societies, students and intellectuals not to remain silent but put up strong fight to this “naked attempt to steal our land and identity by our neighbors.” “We must fully claim what is ours. MON, JULY 9 (MExN): The Konyak Students’ Union (KSU) has extended full cooperation and support to the Eastern Naga Students’ Federation’s (ENSF) 30 day demand to the Nagaland state government for ‘justification’ on the alleged “deprival of job reservation policy in the state since 1977.” A press note from the KSU said that it endorses the grievances and the plight that is being highlighted 38 years since the introduction of the job reservation policy in the state. The Konyaks in particular were never benefited and instead have been deprived and manipulated, the KSU said. It further lamented that the Konyak community, despite being one of the

He also mentioned the Principles of Project Design is Complementary, i.e. project investments will complement (and not replace) activities currently or planned to be financed by the state, the National Health Mission (NHM) or other sources; convergence-Project investments

will leverage interventions in other sectors with an impact on improve health and nutrition; system development and efficiency where the project will contribute to development of components of the health system that will improve the efficiency of government health spending from all sources and Innovation and Evaluation, where the project will support new and innovative activities, with a focus on their evaluation, in order to provide examples for other states and internationally. Meanwhile, the CMO informed that training from the RNTCP is scheduled to be conducted and requested health workers to submit names of whoever has not been trained to the BPM’s of their respective blocks. KOHIMA, JULY 9 (MExN): Kohima Police manning the Inter-District Peducha check gate while conducting routine checking intercepted one Manipur bound vehicle and recovered 11,600 (Eleven thousand and six hundred) banned capsules of Spasmo Proxyvon drug worth 1,16000/- (one lakh sixteen thousand) in the black market. The drug was found concealed inside flour bags when detected by the police on July 9. A press note from the Kohima Police informed that one person identified as Santa Singh (28 yrs) was arrested and a case has been registered.

All Heads of Department are hereby requested to send their respective nodal Officers along with a letter of authority under the seal and signature of the HoD to collect the same on the assigned dates. The GPF statements for AIS, Jails, CPF, Stationary, Industry, Agri and Forest will be issued on July 13; Veterinary, Medical and General Administration on July 14; Civil Works and Misc on July 15 and Police and Education on July 16. MOKOKCHUNG, JULY 9 (DIPR): Deputy Commissioner Mokokchung, Sushil Kumar Patel has informed all concerned that as per the decision made during the Mokokchung District Planning and Development Board (DPDB) meeting, all NST buses and private night buses operating from Mokokchung Town should shift along with Ticket/Courier Booking Counters to ISBT Khensa on or before July 20. He further said that the General Manager NST shall have a meeting with Mokokchung District Private Buses Owner Association to allot a counter at ISBT and discuss all other related technicalities on or before July 15. The Mokokchung DC further informed the Mokokchung District Private Buses Owner Association that they may have counters at ISBT as well as at Mokokchung Town. However, he added that a counter at ISBT is compulsory.

One suspected NSCN-K cadre was killed by security forces in a reported encounter that occurred at T Minou village under Tengnoupal subdivision of Chandel district close to Indo-Myanmar border early on Thursday. Police sources said the gun battle took place around 3 am at the village area under Moreh Police Station. Two IEDs and three hand grenades were recovered from the spot where the slain cadre was recovered. The encounter reportedly ensued after a team of 11 Assam Rifles carried out a search in the area after receiving intelligence inputs of movement of some NSCN (K) armed cadres. The sources said the NSCN (K) cadres were sneaking into the Indian side of the IndoMyanmar border when the encounter took place.

The Amnesty International wrote seventy three page documents against the extra judicial executions in Manipur during the operation blue bird committed by Assam Rifles. The sessions Judge ended recording of evidence and has transferred all the record to the High Court, Gauhati on April 21, 1990. The High court has completed hearing and awaited the verdict, stated the COCOI report. To this day, after a lapse of 28 years, the High Court has not given a verdict or taken any step to deliver justice, stated one of the survivor.

In a worst ever strike, army trucks were attacked with guns and grenades by suspected militants of NSCN-(K), killing 18 soldiers and injuring 15 others in Manipur's Chandel district on June 4. The National Investigation Agency is probing the June 4 ambush. Before the June 4 attack, various outfits killed around 20 security personnel and civilians in Meghalaya, Nagaland, Arunachal Pradesh, Assam and Mizoram. Manipur, which shares 398 km border with Myanmar, has about 40 militant outfits.

Top GNLA commander killed in Meghalaya ShIlloNg, July 9 (IaNS): Commandos in Meghalaya on Thursday killed a top Garo militant leader wanted for his alleged involvement in several killings and bombings in the state. The Special Weapons and Tactics (SWAT) commandos shot dead Savio Marak alias Daroka, a Garo National Liberation Army (GNLA) leader, police said. Acting on a tip off, the commandos raided Rengregre village, seven kilometres north-west of Williamnanagar, the district headquarters of East Garo Hill district, about 300 km west of Shillong. A gun battle began when the militants fired at the commandos, Inspector

General of Police (Operations) G.H.P. Raju told IANS. Savio, a former Meghalaya police constable, was wanted in several cases of murder, kidnapping, bombings and extortion in Garo Hills. The death of Savio is the latest blow to the GNLA following the recent surrender of senior GNLA militants to the police. A pistol and large quantity of documents and dairies were recovered from the site. Meanwhile, Meghalaya Police has sounded a security alert in Garo Hills. SWAT and CoBRA commandos continued their combing operations to track down other rebels. The GNLA, one of five Garo rebel groups fighting

NEW YORK, JulY 9 (AP): The dramatic lurch of hundreds of millions of people from poverty since the millennium began has not resulted in a truly global middle class, a new report says. Instead, the improvement in living conditions for almost 700 million people has been a step forward from the desperate existence of $2 or less a day into a lowincome world of living on $2 to $10 daily, the Pew Research Center says. Its report, released Wednesday, looks at changes in income for more than 110 countries between 2001 and 2011, the latest that data for such a large range of countries was available. For years, reaching middle class has been held out as a goal for people in a growing number of countries. China’s rise in particular, with 203 million people there moving into a middle-income life over the decade starting in 2001,

has resulted in what the report calls a “pivot to the east.” More than half of the world’s middle-class population was living in the Asia and South Pacific region by 2011. That’s a jump from 31 percent to 51 percent in a decade. Largely because of Asia, the report says the world’s middle-income population nearly doubled over that time, from 399 million to 784 million. But the gains are hardly seen everywhere. The report shows that while commodity-rich South America and a strengthening Eastern Europe, including Russia, also made strides into the middle class, Africa, India and many parts of Asia have yet to do the same. The Pew report calls its overall findings “the uneven geography of the emerging middle class.” The poverty rate for India, Asia’s other population giant, fell from 35 percent to 20 percent over the report’s period, but its middle

class only grew from 1 percent to 3 percent. The report notes that India’s economic reforms began in 1991, 13 years after China, though the scope and pace of the countries’ reforms have varied. The report comes just two days after the United Nations announced success in key development goals adopted by world leaders at the start of the millennium, including the lifting of more than one billion people out of extreme poverty. Also worth noting: Europe and North America’s global share of the upper-middle income population fell from 76 percent to 63 percent by 2011 as the Asia-South Pacific region got richer. Africa remained the poorest region, with 92 percent of its population either poor or low-income by 2011, and in Cote d’Ivoire, Kenya, Madagascar and Zambia, “poverty actually increased significantly.” South America almost reached the point

where half of its population is at or above middle-income, at 47 percent. And despite China’s rise, more than three-fourths of its people were still poor or low-income. The only other countries seeing a significant shift into the middle class, where the poverty rate fell by at least 15 percent and the middle-income population grew by at least 10 percent, were Bhutan, Moldova, Ecuador, Argentina and Kazakhstan. Among countries with a large number of high-income people, or those living on more than $50 a day, the United States stood out from its Western peers by slipping as its economy stalled. Its high-income population actually edged down, from 58 percent in 2001 to 56 percent in 2011. Factors like conflict and falling oil prices likely have affected the findings for some economies, such as Russia’s, in the past few years, the report notes.

Airtel likely to launch 4G in North East in 2-3 months GuWAhAti, JulY 9 (Pti): Telecom giant Airtel will roll out 4G services in North East, excluding Assam, within next 2-3 months, testing of which is currently going on. “We are at present testing the 4G signals in the North East. However, this exercise excludes Assam as we got the necessary 4G spectrum for the state only in latest auction and it will take some time to roll out the services,” Bharti Airtel Chief Executive Officer (NESA) Saurabh Goel told PTI. The company started the testing about two months back and is emphasising on this entire process so that customers do not face any issue once the facility is introduced,

he added. Goel declined to share the timeline, but said: “It will be introduced very soon in the six states. We have already put up hoardings in Shillong and other places in the region. Industry sources, however, said Airtel is gearing up to roll out the 4G services commercially in North East within next two-three months. The company’s North Eastern States and Assam (NESA) operations, which clocked a revenue of Rs 2,000 crore in 2014-15, has a customer base of 90 lakh and enjoys 40 per cent market share in the region. “In the last fiscal, we grew by 14 per cent. It was a little setback for us as

the coal mining industry in Meghalaya was closed, affecting our growth. But this year, we are buoyant on Meghalaya along with Tripura. We are extremely focused on Arunachal Pradesh also,” Goel said. He, however, declined to share growth expectations or customer base target for the current fiscal. On growth areas, Goel said the company has “big plans” for the youth, who are entering colleges this year and will roll out special combo offers for voice and internet usage. “The other two focus areas... in North East are corporates and migrant workers, especially from Bihar and Uttar Pradesh as our brand is very strong there,” he added.

The cuts indicate that Microsoft will likely focus its mobile efforts on its high-stakes Windows 10 software release, due in late July, rather than on developing smartphones, analysts said. The software’s apps are supposed to work across desktops, tablets and phones with little tweaking. The company is betting that the popularity of Windows on desktop PCs will lead to more apps for the mobile version of Windows and entice more consumers to buy its phones. “This mobile strategy going forward is the best they could possibly do,” said Forrester analyst J.P. NEW DElhi, JulY 9 (iANs): The coverage of Border Area Development Programme (BADP) has been extended while it has also been decided to include more schemes under it to meet the special development needs of people living in remote areas, an official statement said on Wednesday. The home ministry’s department of border management has issued modified BADP guidelines under which the coverage of the programme has been extended to cover all the villages located

within 10 km of the international border, irrespective of the block abuts the border or not, it said. Priority will be given to those villages which are located within 10 km of the border and villages identified by the border guarding forces (BGF) will get top priority. The release said that representatives of some more union ministries including rural development, sports and youth affairs, health and family welfare and human resource development have been made members of

the empowered committee for BADP. “The list of schemes permissible under BADP has been expanded to include schemes or activities relating to Swatchhta Abhiyan, skill development programmes, promotion of sports activities, rural tourism, protection of heritage sites, construction of helipads and skill training to farmers for use of modern techniques in farming,” it said. NEW DElhi, JulY 9 (iANs): The Congress on Thursday wondered why the Street Vendors’ Act had not been implemented so far in the national capital and warned the AAP government that it would launch an agitation if this was not done within 2 weeks. At a press conference here, Congress leader Ajay Maken said: “The Act was formulated for the welfare of street vendors. If the Delhi government does not implement the Act within 2 weeks, we will launch a massive agitation along with street vendors.” He said that according to the Act, town vending committees were to be set up for the welfare of vendors, which had not been done so far. The Street Vendors’ (Protection of Livelihood and Regulation of Street Vending) Act of 2014, was notified by the UPA government on March 3, 2014 and protect the rights of urban street vendors and regulates street vending activities.

2 Nigerian, 1 Naga held for cheating hyDErabaD, July 9 (pTi): Two Nigerian men and a woman from Nagaland have been arrested in Delhi by Hyderabad Police for allegedly duping three city-based women to the tune of Rs 75 lakh through matrimonial websites. The two Nigerian men - Bob alias James and Bawo Hilary - and Leniya Magh, who belongs to Kohima, Nagaland, were arrested by the Cyber Crime Police in Delhi and brought here on transit remand, Hyderabad police said in a release today.

According to police, Bob had put up his fake profiles on different matrimonial sites. Posing as a rich man, he used to contact rich women and software engineers from India and proposed them for marriage. "He used to lure women by introducing himself as a rich man and being in a good profession. Later, he used to inform the ladies that he was sending some expensive parcels to them," police said. At that stage, Leniya would come into the picture and introduce her-

"The victims used to deposit money accordingly and got cheated," police said. NPF appeal NSCN (K) SDEO Dimapur informs to reconsider ceasefire Urges GoI to withdraw declaration of Disturbed Area in Nagaland state Kohima, July 9 (mExN): The Naga People’s Front (NPF) during a meeting of the central office bearers at central headquarters, Kohima on Thursday has adopted the following resolutions. In the first, the NPF appealed to the NSCN (K) to re-consider its decision to abrogate the 14-year old ceasefire agreement with the Government of India in compliance with the wishes and desires of the people for a violence-free ambience in the region so that all stakeholders can freely and without hindrance concentrate on finding an honourable and lasting solution to the protracted Naga political problem. At the same time, the NPF also appealed GoI to have ceasefire agreements with all sections of underground groups so as to have a conducive atmosphere for negotiations, given the fact that everyone realizes the Naga issue as a political problem

which needs a political solution, and which can be possible only with negotiations and not with arms or violent confrontations. The NPF has also condemned all acts of violence in the form of ambush/attack/raid on the military/ armed cadres; detonation of explosives/grenades in public places which pose grave hazards to the safety of innocent civilians. It also equally condemned the collection of illegal taxes with threats to execute defaulters; smuggling of Improvised Explosive Devices (IEDs) into Nagaland by various underground groups which vitiate the peaceful atmosphere in the society and also create uncertainty and fear in the minds of the people. Also requesting civil societies who have been tirelessly working for the unity of the Naga people and also for ensuring peace and tranquility in the State in the face of situational inci-

dents and events, the NPF urged the Forum for Naga Reconciliation (FNR), the Naga Hoho among others to continue their endeavour to bring all Naga brethren to one table and speak up in one voice the desires and aspirations of the Naga people. It further urged the GoI to withdraw the declaration of the coverage of Disturbed Area Act to the entire State of Nagaland and confine the enforcement of the same to the IndioMyanmar international borders/ boundaries as it was in the past, if at all the Act must continue. On the State political front, the NPF has appealed to all political parties which are part of the present all-party, opposition-less Government not to cast aspersions on any alliance partners or to de-stabilize the ministry headed by Chief Minister TR Zeliang so as to ensure stability and good governance to the people of Nagaland.

One Nagaland Police personnel was killed in a road accident at Tuli, Mokokchung on July 9. The policeman was killed after he fell under the wheels of a military truck at 10th Mile, Tuli. The incident occurred at

around 7:30 am. According to the police, the deceased policeman, identified as Imkummeren, a constable in the 2nd NAP, alongwith his colleague was on a motorcycle. The bike reportedly skidded tossing the rider and pillion rider off and on to the road. The police

said that the truck was part of an Assam Rifles convoy, which was headed to Mokokchung. The pillion rider survived with injury to the shoulder. The driver of the truck was later apprehended from Mokokchung town and handed over to Tuli police station, where a case was registered.

Entry point activities in YMCA NE Regional Conference concludes July 9 Dihoma, Rüsoma & Chedema Dimapur, (mExN): The two-day Kohima, July 9 (mExN): Entry Point Activities under Integrated Watershed Management Programme (IWMP) Batch V, Project IX in Dihoma, Rüsoma and Chedema villages under the establishment of District Project Officer, Department of Land Resources, Kohima, were inaugurated by Renben Jami, Joint Director, DoLR and Supervisory Officer, Kohima on July 7. In Dihoma, 100 barrels were distributed to the beneficiaries belonging to the BPL. A brief report of the activities taken up so far in the village was given by Watershed Secretary Thepfuneilhou Yashü. He said the activities started in 2014. So far, the Department, under District Project Officer, Dr. Menuosietuo Tseikha, has set up two Self Help Groups and one Livelihood group in the village apart from free distribution of planting materials such as tree beans, oranges and cardamom. He also acknowledged the Department for taking the initiative to lighten the burdens of the villagers and for showing the way in conservation of water by contributing 100 barrels to the poor villagers. He said that in a short span of one year, the Department has already left its footprints in the village by helping many households through different schemes under IWMP. Meanwhile, DPO Dr. Menuosietuo Tseikha said that through this small initiative, the Department hopes to show the way in the conservation of water for sustainable use for posterity as the main objective of the IWMP Project is to revive and maintain sufficient water for the village.

Joint Director and Supervisory Officer Renben Jami opined that through the distribution of 100 barrels of 220 litres each, the village can conserve 22000 litres of water. He hoped that through this EPA, the villagers will be motivated enough to think of conservation of water and its judicious use not only for the present generation but also for posterity. The programme also marked the release of a pamphlet on water conservation that has been brought out by the Office of the District Project Officer, DoLR, Kohima. Meanwhile, in Rüsoma village, a water reservoir was constructed under the IWMP Batch V, project IX. Inaugurating the reservoir, Joint Director and Supervisory Officer Renben Jami encouraged the villagers to conserve the forests as they play a direct role in the rich source of water that is present in the area. He specifically asked the villagers to conserve the vegetation cover in and around the water reservoir so that the water resources are also conserved. A report on the activities was given by Neituo Keyientsu, watershed Secretary of Rüsoma village. He said that apart from the formation of two SHGs and one Livelihood Group, the department has also given free saplings of oranges and tree beans to the villagers, which have already been planted in the project area. A water reservoir tank constructed under EPA, IWMP Batch V, Project IX at Chedema Village was also inaugurated on July 7 by Renben Jami. He challenged the villagers to preserve the forest around the village and come up with some ideas to conserve the area.

Saffronizing our education

W

hen Governor P. B Acharya nominated 10 members to the Court of Dibrugarh University, he was accused of nominating at least four members who neither have strong academic background nor good social reputation except that they all have RSS background. The Governor’s action was not an isolated case, but a part of a systematic plan of the RSSled BJP to saffronize our education. The attempt to oust Amartya Sen from Nalanda University is a more recent example. The Nobel Laureate said that the Modi government is attempting to seize control over academic institutions in the country. Professor Meera Nanda in her book ‘The God Market: How Globalization is making India more Hindu’ argues that with neoliberal capitalism, religiosity has not decreased but increased especially among middle class and the god market has become a booming business to tap this increased religiosity and money. Globalisation has not curtailed the spread of virulent political Hinduism but is actually driving its growth. One major area of this market is to make education in India Hindu. The institutions for training Hindu priests and teaching Hindutva have rapidly increased. There is mad rush to get ‘deemed’ university status for these institutions. Once the university gets recognized, the corporate bodies invest heavily in the university. The education imparted in these institutions is not to develop critical and analytical thinking, but to spread Hindu worldview and Hindu nationalism/patriotism and training of priests on Hindu rituals. This 'State-TempleCorporate complex' is cultivating a religiosity which is replacing the more secular institutions of the Nehruvian era. The Hindu majoritarianism plays the card of a victim which our Governor played in his speech at a temple in West Bengal, when he said that in some part of our country; even the name of Krishna cannot be invoked. Professor Nanda says that the Sangh parivar has been drawing political mileage out of the lie that government favors the minorities with its appeasement policies and Hindus are victimized in their own country. But the lie is exposed by the fact that crores and crores of public money are being diverted for funding temple constructions, renovations, training of hindu priests and running the temple-run institutions. Rajasthan government spends Rs. 26 crores every year for temple renovations and training Hindu priests. Government of Uttarakhand and Madhya Pradesh gifted lands to Baba Ramdev to build 2 universities. Jharkhand gifted him another 100 acres of land. Although his medicines are not scientifically tested, his university was given recognition and he was appointed as its ‘vice-chancellor for life’. Multi-million dollar Ashram of Sri Sri Ravi Shankar near Bangalore stands on government land which was leased to him for 99 years. Orissa government gifted him 200 acres of land to build a Sri Sri University of Art of Living. Amartya Sen pointed out that under the Modi government, there is budget cut on education and health. He said this is wrong because economic development requires an educated and healthy workforce. He said Modi’s formula on economic growth is driven by financial and industrial leadership instead of putting human beings at the centre. The result is that public education is underfunded and is increasingly being controlled by private hands with extreme ideology. This cut in government spending on education and health correlates well with Meera Nanda’s assessment that the government is now ‘actively seeking partnerships with private sector and Hindu establishments to run schools, universities, tourist facilities, and other social services. As a result, public funds earmarked for creating public goods are increasingly being diverted into facilitating the work of these charitable institutions which bear a distinctly Hindu traditionalist bias.’ IIT Delhi and Bombay have been affected. There is a draft bill to bring IIMs under direct control of the government. There is attempt to politicize all education institutions and governing bodies and penetrate them with people from RSS background. Coaching centres for competitive exams have come up with the aim to inculcate an ideology and control key decision making positions. There is attempt to teach students that all the scientific discoveries and inventions (e.g. stem research, television) were already discovered in ancient India documented in Hindu mythological books. Pseudo-science such as Astrology is peddled as ‘science’ where one can get a Ph. D degree. There is reason to suspect, going by the news items in national dailies, that re-writing of NCERT textbooks is already underway. These are all part of a grand plan to saffronize education in India. Mangoes find way into new and mouth-watering dishes this summer

or all mango lovers who thought the 'king of fruits' is just to dig your teeth into or is to be sipped through a straw as a juice or shake, there is more this summer! For, the land of nawabs has come a long way from the times that mangoes were sucked under trees in the orchards of Mallihabad while seated on charpoys or wooden cots. Mangoes of all hues and varieties now have far more 'brand value' for foodies as they are now being used in a bevy of dishes in this Uttar Pradesh capital. In summer, they not only form an integral part of a meal, being cut into slices for after-dinner eating but are also being used, almost in every second household, in varied forms. Abhishek Verma, an outlet manager at a prominent food chain, told IANS that customers now "want to venture beyond the shakes and the smoothies". "Small kids and even older customers often ask if we have something new on mangoes on our menu and for this reason, our chefs have evolved various new items," Harshad Gupta, the owner of Madhurima Sweets, a prominent shop here that has come up with new offerings like 'mango passion' and 'mango kulfi', told IANS, adding: "Every year we value add to our recipes in summer." The 'mango passion' is a three-tier dessert which comes in layers of a mango and a white and a dark chocolate layer. Priced at Rs.1,100 a kg, the mango passion comes as a refreshing surprise with the chocolate and alphonso mango mix. The mango pista kulfi is another coolant which titillates your taste buds. Cooked with calorie-rich kesar milk, mango, khoya, rice flour and badam, it is served in an earthern pot - a kullhad - at Rs 60 a unit. Ram Asrey, another famous and very old sweet shop on Nawal Kishore Road, serves some mouthwatering mango kheer - a concoction of shredded sweet mangoes, milk and khoya. Relished by hundreds of loyal 'Mangoites' the dish has been wowing everyone who lays his or her hands on it. Aadesh Roy, a mango lover, says he waits every summer for the mango kheer. Mango khatti-mithi kadhi, mango truffle, mango souffle, mango shahi tukda and mango cakes are some other mango dishes that are adding variety to the mango mania this year!

Welcome to the empathy wars

Y

ou can always tell when a good idea has come of age: people start criticising it. That’s certainly the case when it comes to empathy. Empathy is a more popular concept today than at any time since the eighteenth century, when Adam Smith argued that the basis of morality was our imaginative capacity for “changing places in fancy with the sufferer.” Neuroscientists, happiness gurus, education policy-makers and mediation experts have all been singing its praises. This has, of course, got the critics charging in, led by Yale psychologist Paul Bloom, who claims that “empathy is biased.” In his view, empathy is a dangerous emotional force that draws us towards identifying with the suffering of particular individuals or our nearest and dearest, while we blithely ignore the plight of distant strangers or people outside our tribe, be it based on religion, ethnicity or class. It also fails to confront the structural barriers to social change. Philosopher Peter Singer takes a similar position in his latest book, The Most Good You Can Do. He cites a study in which one group of people were shown a photo of a single child, with her name and age, and were asked to donate money for a $300,000 drug treatment to save her life. Another group were shown photos (with names and ages) of eight children, and told $300,000 was required for medication that would save all their lives. The result? People gave more to the single child, which is an “absurd outcome” in Singer’s view. His conclusion is that “emotional empathy” biases us towards individual cases, whereas a more rational utilitarian approach— what he calls “effective altruism”—would prompt us to save the larger number of children. It is reason and argument, not empathy he contends, that should be our primary moral guide. This sounds logical, but I believe the anti-empathy brigade is badly mistaken, for two main reasons. First, they show an astonishing willingness to ignore different types of empathy. A standard psychology textbook reveals that there are two forms. One is ‘affective’ empathy, which is about feeling or mirroring others’ emotions—as when Bill Clinton famously told an HIV/AIDS activist that “I feel your pain.” The other is ‘cognitive’ or ‘perspective-taking’ empathy, where you focus on imagining what it’s like to be another person, with their beliefs, experiences, hopes, fears and views of the world. Bloom and Singer only give attention to affective empathy (which they describe as ‘emotional empathy’). I agree with them that a strong emotional resonance can make us unfairly favour individual cases, so of course we should save the eight lives rather than one. But while they both acknowledge the existence of cognitive empathy, they fail to explore its power to promote ethical behaviour. In doing so, what they really miss is that cognitive empathy has been a crucial force in the struggle for human rights and the task of shifting social and political structures. Let me give an example: the campaign against slavery and the slave trade in eighteenth-century Britain. In the 1780s, at a time when half a million slaves were being worked to death on British sugar plantations in the Caribbean, opponents of slavery launched an empathy-based political campaign to get members of the public to understand what it might be like to be a slave. They printed tens of thousands of copies of a poster showing how many slaves could be squeezed onto a slave ship, published oral

emocracy is on the retreat and authoritarianism is on the rise in more than 96 of the U.N.’s 193 member states, according to a new report released here. The two regions of “highest concern” for defenders of civic space are Sub-Saharan Africa and the Middle East and North Africa, which between them account for over half of the countries counted. These violations are increasing not only in countries perceived to be democratic but also in countries with blatantly repressive regimes. “The widespread systematic attack on these core civil society liberties has taken many forms, including assault, torture, kidnapping and assassination,” says the CIVICUS Civil Society Watch Report. “We have known for some time that encroachments on civic space and persecution of peaceful activists were on the rise but it’s more pervasive than many may think,” said Dr. Dhananjayan Sriskandarajah, Secretary-General of CIVICUS, a South Africa-based international alliance dedicated to strengthening citizen action and civil society worldwide. “Our monitoring in 2014 shows that legitimate civil society activities are worryingly under threat in a huge number of countries in the global North and South, democratic and authoritarian, on all continents,” he added. The report says while activists engaged in political reform, uncovering corruption and human rights violations continue to be targeted, those defending local communities from land grabs and environmental degradation, as well as those promoting minority group rights, have been subjected to various forms of persecution. “The link between unethical business practices and closing civic space is becoming clearer as global inequality and capture of power and resources

testimonies of violence against slaves, and got former slaves to give public talks about their ordeals. In other words, they were tapping into the cognitive empathy of some sections of British society. The results were spectacular: public protests, parliamentary petitions, and the world’s first fair trade boycott (of slave-produced sugar). According to historian Adam Hochschild in his book Bury the Chains, the campaign—when combined with other factors such as slave revolts on plantations and structural shifts like the diminishing profitability of the slave economy—played a key role in the abolition of the slave trade in 1807 and the eventual abolition of slavery itself. Hochschild injects a missing ingredient into this story by showing that there was a “sudden upswelling” of human empathy, remarkable for the fact that “it was the first time a large number of people became outraged, and stayed outraged for many years, over someone else’s rights.” The end of slavery illustrates a larger historical pattern: cognitive empathy cracks open the door of moral concern for neglected or marginalised groups, and rights and laws wedge that door wide open. This has happened over and over again since the eighteenth century—in the struggle for civil rights, gay rights, and the rights of women, indigenous people, and disabled people. The key is ‘perspective taking’—trying to imagine what it might be like to be ‘the other’—which makes us care about the plight of those outside our immediate community and treat them as human beings of equal value to ourselves. Political instruments such as public policy and human rights legislation typically play the role of codifying and universalising this moral concern. I put this point to Singer in a public discussion we had recently in Oxford. Doesn’t the slavery case,

I asked him, show that ‘reason’—in the form of laws and rights—actually works hand in hand with cognitive empathy to produce the kind of ethical world we both care about? He paused and then said hesitantly, ‘Well, yes, slavery is a good example. Cognitive empathy can make a difference.’ In my view, thinkers such as Singer and Bloom are on shaky empirical ground when they put so much faith in the power of reason and rational argument. Even that arch-rationalist Steven Pinker has come round to the importance of cognitive empathy in his vast study of the decline of violence in human history called The Better Angels of Our Nature. Drawing on the work of cultural historians such as Lynn Hunt, he argues that the humanitarian revolution of the eighteenth century—which generated the first campaigns to tackle child poverty, the anti-slavery movement and associations to improve working conditions—was rooted in “the rise of empathy and the regard for human life.” Simply put, taking on the perspective of others is one of the fundamental stepping stones to acknowledging their humanity and inspiring political action. As the cognitive linguist George Lakoff puts it: “Empathy is at the heart of real rationality, because it goes to the heart of our values, which are the basis of our sense of justice. Empathy is the reason we have the principles of freedom and fairness, which are necessary components of justice.” The latest research by leading neuroscientists suggests that he’s right. Cognitive empathy matters because it is part of the toolkit we need to confront the great social, political and ecological challenges of our age. Our failure to act on climate change is, to a significant degree, a failure to step into the shoes of future generations and take into account the impact that our carbon-intensive lifestyles will have on them. The growing wealth inequalities in countries like Britain and the US are fuelled by the failure of the rich and of political elites to step outside the cocoons of their privileged lifestyles and understand what it might be like to be someone lining up at a food bank or having their home threatened with repossession by a bank. And we can never have a cogent or just debate about the influx of immigrants into the European Union until we hear the voices of refugees squeezed onto death-trap boats in the Mediterranean. Ultimately, the place to start creating a more empathic civilisation is in the education system. We need to teach empathy skills to young people so that they develop the deep sense of social and ecological justice that will motivate them to be active citizens —and as a new report from Friends of the Earth reveals, there’s plenty of evidence this can be done. Filling their heads with a list of moral rules from religious texts or rationalist writings isn’t enough. Empathy, especially its cognitive form, is one of the most powerful ways we have of escaping the boundaries of our egoistic concerns, changing our values, and inspiring social action. The historical truth is that reason without empathy is potentially lethal—just think of the Nuremberg Laws that were underpinned by the apparently ‘rational’ racist ideology of the Untermensch, a term meaning ‘subhuman’ that was used to denigrate Jews and Roma. We certainly shouldn’t reject reason. But if we care about forging a world of social and political justice we have to give equal weight to expanding our empathetic imaginations.

The examples cited range from the killings of environmental activists in Brazil to the intimidation of organisations challenging the economic discourse in India, to arbitrary detention of activists opposing oil exploration in the Democratic Republic of Congo (DRC). Asked to identify some of the worst offenders, Mandeep Tiwana, Head of Policy and Research at CIVICUS, told IPS : “We don’t provide a ranking of the countries’ violations, but we are able to categorise limitations on civil society activities into completely closed countries and active violators of civic freedoms.” He said “closed countries” are where virtually no civic activity can take place due to an extremely repressive environment. These include Eritrea, North Korea, Syria, Turkmenistan and Uzbekistan. There is a second list of countries that are active violators of civil society rights – meaning they imprison, intimidate and attack civil society members and put in place all kinds of regulations to limit the activities of civil society or-

ganisations (CSOs), particularly those working to uncover corruption and human rights violations, Tiwana said. These include Azerbaijan, Bahrain, Belarus, China, Cuba, Egypt, Ethiopia, Iran, Saudi Arabia and Vietnam. The report also points out some of the tactics deployed to close civic space include passing restrictive laws and targeting individual civil society organisations (CSOs) by raiding their offices, freezing their bank accounts or deregistering them. A number of democracies are also engaging in illicit surveillance of civil society activists, further weakening respect for human rights. Stigmatisation and demonisation of civil society activists by powerful political figures and right-wing elements remains an area of concern. “When citizens’ most basic democratic rights are being violated in more than half the world’s countries, alarm bells must start ringing for the international community and leaders everywhere,” said Sriskandarajah. Tiwana told IPS governments in Bahrain, Egypt, Jordan, Oman, Saudi Arabia and the United Arab Emirates have stepped up their efforts to prevent public demonstrations and the activities of human rights groups. “There appears to be no let-up in official censorship and repression of

active citizens in authoritarian states like China, Cuba, Iran, North Korea, and Vietnam.” In sub-Saharan Africa, he said, the repression of civic freedoms appears to have intensified in countries such as Angola, Burundi, Ethiopia, Gambia, Rwanda, Sudan, Swaziland and Zimbabwe. And activists and civil society groups in many countries in Central Asia and Eastern Europe — where democracy remains fragile or nonexistent such as Azerbaijan, Belarus, Hungary, Kyrgyzstan, Russia, Turkey, Uzbekistan and Turkmenistan — are also feeling the heat following governments’ reactions to scuttle demands for political reform. In South-East Asia, Tiwana pointed out, countries such as Cambodia and Malaysia have a history of repressive governance and in Thailand, where the military seized power through a recent coup, new ‘security’ measures continue to be implemented to restrict civic freedoms. Asked what role the United Nations can play in naming and shaming these countries, Tiwana said the U.N. Human Rights Council has emerged as a key international forum for the protection of civic freedoms particularly through the Universal Periodic Review process where each country gets its human rights record reviewed every four years. The Office of the U.N. High Commissioner for Human Rights (OHCHR) is currently collating best practices to create a safe and enabling environment for civil society. The U.N. High Commissioner for Human Rights Zeid Raad Al-Hussein has been an active supporter of civil society’s ability to operate freely, as was his predecessor, Navi Pillay, who was ardent advocate of civic freedoms, Tiwana said.

Who will make us Islamic State: why laugh during upcoming so resilient? presidential campaign

ment is certainly trying to win support for an extension of its involvement. It is reported that in the ten months to 22 June 2015, these coalition operations attacked as many as 7,655 targets. A total of 15,800 sorties had costed an estimated $9 million a day, and they resulted in the killing of around 1,000 Islamic State fighters a month. (see “Islamic State vs Britain”, 2 July 2015). Yet it's clear that Islamic State has far from been destroyed by these attacks, and in many places is even thriving. It continues to attract as many as a thousand new recruits each month from across the region and the wider world; most come from north Africa and the Middle East, but many hundreds travel from the UK, France, Belgium, other western European countries and north America. A little noticed element is the arrival of about a thousand Russians in the ranks of Islamic State, mostly from the Muslim populations of the north Caucasus where the Caucasus Emirate continues to pose problems for Vladimir Putin's government. It is also frequently overlooked that there are at least 15 million Muslims in Russia, with close to two million in Moscow alone. Russian security units are forceful in their suppression of extreme Islamist outgrowths, but this has not eradicated their capacity to inflict damage. Islamic State may experience some reversals, but its inroads have included parts of Libya, the taking of Ramadi (capital of Iraq’s Anbar province), as well as the current assaults on Kobane and Hasaka in Syria. Even more significant is the manner in which Islamic State has consolidated its organisational hold on towns and cities across the substantial territory it has overrun. Since taking over the key city of Ramadi, for example, IS - as well as imposing a rigid and brutal order - has also restored power, repaired roads, and ensured that food and other markets are functioning.

fter months of bombing by the United States and its allies, Islamic State has survived and even expanded. Its unique character explains why. Ten years after the attacks in London on 7 July 2005 (7/7) and nearly fourteen years after those in New York on 11 September 2001 (9/11) which provoked the "war on terror", there is no end in sight to this long conflict. Today, the proto-caliphate of Islamic State - the latest manifestation of the al-Qaida idea - has done more than just survive its first year. It is entrenched in Syria and Iraq, has a growing presence in Libya, and is linked to extreme groups in other countries, not least Afghanistan where the powerful Hezb-e-Islami militia led by former prime minister Gulbuddin Hekmatyar has pledged allegiance. Islamic State is proving much more resilient than expected, and it is worth pausing at this time of anniversaries to ask why. Abu Bakr al-Baghdadi declared the new caliphate, Islamic State, at Friday prayers at the main mosque in Mosul on 4 July 2014 But the initial announcement had actually been made the previous five days earlier, 29 June, when it was picked up by Al-Jazeera and a few other media outlets.The declaration followed the rapid takeover of much of northwest Iraq by the new movement, culminating in the collapse of Iraqi army units and the seizure of Iraq’s second city, Mosul. Within two months, the United States started airstrikes against Islamic State units in Iraq, and was later joined by many other states including Britain, France, Canada, Jordan, Saudi Arabia and the United Arab Emirates. The US then extended its bombing to Syria, with a handful of coalition partners joining in, notably France, Canada and Jordan. At present, Britain is not yet involved in Syrian airstrikes, but the impact of the Sousse massacre and the secrecy surrounding Britain's The Ba'ath connection use of drones suggest that that might change (see "BritMany of the more thoughtful western military anaain's information-light war", 25 June 2015). The govern- lysts worry that Islamic State is here to stay, probably

for years and possibly for decades.To understand both why the entity still appears to be robust, and to assess its prospects, it is crucial to explain the background to the tough competence and organisation it has shown. A principle resaon lies in three distinctive components of the movement, which work together in a synergistic manner. The first, which most analysis focus on, is religion, especially an eschatological dimension that looks beyond this earthly life. It certainly makes Islamic State distinctive as a transnational revolutionary movement, but in this respect it is not so different to al-Qaida. The other elements are more significant. The second is the wide-ranging paramilitary experience acquired by Islamic State fighters in many different war-zones: in particular Chechnya, Bosnia, Afghanistan and Libya, as well of course Iraq and Syria. There is a hard core of Iraqis, many of them survivors of the intense western special-forces operations of Task Force 145 in Iraq in the mid-2000s (see "Islamic State..a formidable foe", The Conversation, 12 June 2014). More recently, the fighters' ability to operate in the face of an intense and continual air war, with thousands of raids over a ten-month period, provides further valuable experience. The third component is the sheer technocratic competence of many of the Iraqis who form a hard core of managers and leaders in the urban areas under Islamic State control. An insight into their capabilities is provided by an important article in Der Speigel which reports the discovery of a collection of papers held by Samir Abd Muhammad al-Khlifawi (better known as Haji Bakr), a former colonel in Saddam Hussein’s airforce intelligence organisation, was killed in 2014. The collection included a thirty-one page blueprint outlining how to gradually take over a territory and establish rigid control. The detailed plans include a most revealing description of the process of infiltrating towns and villages long before any kind of military assault, where those involved identify opponents to be killed but also potential collaborators. In advance there will be planning for the organisation of courts, transport, food distribution, education and health services, and taxation; once the location is overrun, these would be implemented with brutal efficiency. Haji Bakr's blueprint is significant because by showing the sequence in detail, it underrlines the additional factor that sets Islamic State apart from al-Qaida. This is its organisational capability, which in turn is a direct result of the involvement of Saddam Hussein-era Ba’athists at the centre of the movement. t is June 6, a hot afternoon deep in Bengal’s lush farmlands, and people seem to blur before my eyes. There’s a humid haze, but the ground also is shifting beneath our feet. The fields around us are thick with ripening stalks of jute and paddy; the rice dangles in tassels of plump beads. Crops that were sown in Bangladesh will be harvested in India. The peasants who will harvest them are changing nationality even as we speak. I’m in Falnapur #2, one of the 51 “chhitmahals,” or enclaves of Bangladeshi territory nestled in West Bengal in India. The word “chhit” means flecks or dots in Bengali, and, as in English, has connotations of dotty eccentricity. “Mahals” means lands or estates, so “the dotty lands” is a reasonable translation for “chhitmahals,” or “chhits,” the more common shorthand. Some 400 kilometers away, in Dhaka, Prime Minister Narendra Modi of India and his Bangladeshi counterpart, Sheikh Hasina, are signing a land agreement that will transfer to India sovereignty over Falnapur and another 50 Bangladeshi chhits and to Bangladesh sovereignty over 111 Indian chhits. The ceremony signals the beginning of the end of a remarkable territorial anomaly that has long scarred the maps of the subcontinent and the lives of tens of thousands of people. The village elders I’m huddled with, some Muslim, some Hindu, know something momentous is happening, but are unsure what it will mean for them. “Since the Partition of India in 1947 we’ve lived without any government — Pakistani, Bangladeshi or Indian,” said Bijendranath Barman, the village head. “It’s great that we’ll get legal identity cards now, but what we really want is to keep our own soil.” More than 50,000 people have been marooned by the tides of history and bureaucracy in these landlocked archipelagoes. The chhits that belong to the Rangpur Division (Bangladesh) are enclosed by Indian territory, and the chhits of Cooch Behar (India) are enclosed by Bangladeshi territory. Some chhits are embedded in other chhits; those are called “counter-enclaves.” One of them — Dahala Khagrabari # 1/51 — is a celebrated cartographic curiosity: the world’s only counter-counterenclave. A chhit within a chhit within a chhit. The chhitmahals have never figured in the iconic shapes that school children in India learn to identify as their country. They are mythical territory, and even their origins are shrouded in legend. One popular story says these patches of land were traded as forfeits and gambling losses by generation after generation of the maharajas of Cooch Behar and the faujdars of Rangpur. The historical record is slightly less colorful, describing a convoluted series of land transactions that began in 1575, after the Mughals invaded part of Rangpur. The chhits were scarcely a curiosity in colonial India,

since the British humored hundreds of princely states within the Empire. They became an international conundrum with Independence and Partition: The problem could not be resolved at the time because Cooch Behar did not join India until later, and it was repeatedly deferred because it seemed insignificant compared with the complex politics of the new nations of South Asia. Stories within stories within stories. Life in the enclaves has been no fantasy island idyll — it is part statelessness, part incarceration, part exile. Deprived of IDs, access to any legal system, civic rights and state services, and always at risk of arrest under the Foreigners Act if they strayed too far into India, the residents of the Bangladeshi chhits had to be imaginative. Find an Indian who shares your name, pay someone in India willing to masquerade as your parent or bribe an official to get fraudulent papers of some sort: a voter’s card, a bank account, a ration card for rice, sugar or kerosene. In Delhi and in India’s national media, the Dhaka summit is being cast as a foreign-policy masterstroke, and another benefit of the Modi factor. In fact, it builds on a 2011 agreement negotiated by the previous Congress-led administration that Mr. Modi’s Bharatiya Janata Party, then in the opposition, blocked in Parliament in 2013. Now that the B.J.P. is in power, it has reversed its stance. Mr. Modi’s motives may include a desire to complete the 3,400-kilometer barbed wire fence India is building around Bangladesh, a project held up by a clutch of border disputes that now have been settled, along with the chhit deal. During the election campaign last year, Mr. Modi denounced the influx of Bangladeshi Muslim migrants and the substantial trade in Indian cattle being smuggled to Bangladesh. Thanks to its reputation as a hyper-nationalist party, the B.J.P. is better placed to ride out the very same patriotic objections it once raised against swapping the enclaves, namely the net loss of national soil — India is giving up some 10,000 acres more than it will gain — and the fact that the largest chhit in India will remain in Bangladeshi hands. But in the district of Cooch Behar, the deal has provoked some anger, notably from Ananta Ray, the selfproclaimed maharaja of Cooch Behar who heads the Greater Cooch Behar People’s Association and is calling for the creation of a new Cooch Behar province in India. Mr. Ray is incensed that the Indian government has surrendered to Bangladesh the lands and citizens of this imagined state. “This government is no better than the Mughals,” he told me. The evening of the Dhaka summit, back in the world of electricity, piped water and cable TV in my hotel room in Cooch Behar town, I watched effervescent coverage of the accord. I was disconcerted to hear the anchor claim, “We are receiving pictures of celebrations in the enclaves.” Over the previous two days I had spent touring enclaves, I had encountered only mixed feelings.

Later that night in the hotel lobby I met Diptiman Sengupta, the chief coordinator of the Bharat Bangladesh Enclave Exchange Coordination Committee, an NGO. He dismissed fears that refugees from the nowformer Indian enclaves in Bangladesh would come flooding in. “Only 149 families, 743 heads, will leave the chhits in Bangladesh for India,” he said. The farmers I met had little faith in statistics. “The last survey conducted here was in 1910,” Mr. Barman told me. “You mean 2010?” I asked. According to the swap deal, government officials had completed a joint head count of the chhitmahals in 2011. “They never came here,” Mr. Barman said. Pulling a battered parchment from a plastic bag and unfolding it, he said, “This is the only proof of our existence.” “We are sitting right here,” he said, pointing at a smudge on the moth-eaten document. It was a land record map detailing every field in the chhit. Dated 1911. Everywhere I went people produced ancient yellowed documents from the early 20th century bearing various crests, seals and stamps. They were worried that their lands were now being swapped with little effort by Bangladesh or India to document their identities or property rights. With good reason. Even Mr. Sengupta acknowledged that most of India’s records of the enclaves were destroyed when a storeroom in Cooch Behar burned down in 1974. Since land in the chhits was cheap and unprotected by law (sales could not be registered), over the years large tracts have fallen into the possession of outsiders. In Falnapur I found an Indian government servant who had established a small 10-acre tea garden. The former Bangladeshi Prime Minister Khaleda Zia is said to have owned more than 40 hectares in the Indian enclave of Debidoba. The chhitmahals will linger on Google maps a bit longer: It is only at midnight on July 31 that India’s and Bangladesh’s enclaves formally “shall stand transferred to the other.” In the meantime, many of their residents await some formal documentation of their lands and their own existence from the overburdened and venal bureaucracies of their new nations. In Bara Gharia, a border village not far from Falnapur, I met Biseswar Burman, technically an Indian but undocumented, and now a refugee from the Indian chhit of Banskata #115 in Bangladesh. A graying, middle-aged man who trained as a homeopathic physician, Mr. Burman believes there is no place for him in Bangladesh, and given that nation’s sorry record of communal violence against Hindus, he may have a point. “We didn’t stick it out in the chhit for 67 years just to become Bangladeshi,” he said, clutching papers from another country and another time. He was planning to join the Greater Cooch Behar People’s Association. David Letterman is gone, taking his unmatched ability to have serious conversations with public figures and not skimp on humor. Jay Leno's rat-a-tat pace of one-liners is history. Jon Stewart exits next month, along with a research team that allowed him to bust politicians and journalists for hypocrisy. Stephen Colbert, Seth Meyers, Larry Wilmore and Kate McKinnon are the most likely comic stars to emerge for Decision 2016. "As much as it's sad to see Jon leave and have Letterman and Leno gone, it's not like the new class coming in will be doing plate spinners," said Rory Albanese, executive producer of "The Nightly Show" with Wilmore on Comedy Central. A recent sign of the new landscape came when Jimmy Fallon invited Jeb Bush on NBC's "Tonight" show to slow-jam the news, the comic slipping in titillating jokes about the presidential family name. Fallon seemed overeager during the ensuing interview, the conversation rarely straying beyond biography points like how the Republican met his Mexico-born wife. Similarly, President Barack Obama was asked to participate in a signature comic routine on "Jimmy Kimmel Live!" this spring, reading mean tweets posted about him online. Kimmel used his interview to ask Obama about the day-to-day life of a president, including whether he drove, went to the dentist or sneaked into the White House kitchen for a late-night snack. Fallon and Kimmel host the two most popular programs on late-night TV now. While their broadly comic shows don't ignore public affairs, that's not in either host's wheelhouse. "I don't think there's a particular comfort factor there," said Bill Carter, author of books on late-night television including "The Late Shift." ''But in fairness to Fallon, there wasn't for Letterman when he got started, either." That leaves a path for Letterman's replacement. Colbert, who will compete in the same time slot with Fallon and Kimmel starting in September, hasn't talked much about the new show other than saying he won't be playing a character like he did on Comedy Central. His adeptness at topical material was evident on "The Colbert Report," and his interest obvious in how he couldn't resist the comic fodder of Donald Trump's campaign announcement last month. Colbert released a video on the "Late Show" website that nailed the surreal randomness of Trump's speech. "So much of this is about whether the host is passionate about it, if they really want to do it," Albanese said. "Because if it's not coming from their gut ... it can feel kind of empty." Meyers has emphasized politics on "Late Night" since Vice President Joe Biden showed up for the debut. Ted Cruz, Bernie Sanders and Carly Fiorina have appeared for interviews. Meyers is trying to do more comic pieces responding to the day's news, said Mike Shoemaker, "Late Night" executive producer. Meyers admired Letterman's ability to make an interview feel unscripted. His appearance with Cruz showed the host's ability to stand toe-to-toe with a political guest for a substantive conversation with some laugh lines. When the Texas Republican talked about his Senate filibuster on Obama's health care law, Meyers shot back, "How'd it go?" and earned a brief glare from Cruz. He asked Cruz his response to Sen. John McCain calling him a "wacko bird" and about his opposition to gay marriage. Research is the key to making sure these interviews go well, Meyers said. "You have to know their positions," he said. "The one thing I've found when you're talking to a political guest, be they Republican or Democrat, if you don't cut them off, they'll talk the whole time." Meyers will replay a political interview in his mind and brood over something he wished he'd said more than he ever would for a movie star. He wants viewers to come away liking, or at least knowing more about, his political guests. In one sense, the appearances are auditions, since he wants politicians to view his NBC show as a desirable destination. "If you do really good stuff with politicians, ultimately other politicians will find out," he said. "At the end of the day, they do like attention, so it's not like it's the hardest sell on earth. I mean, they go on CSPAN." Stewart's take on a day's events will be missed more than his interviews. "What you got from both of these guys was a very specific and unique point of view you could rely upon," Albanese said. "You would say, 'I can't wait to hear what Jon Stewart is going to say about this, or what Letterman is going to say.'" Stewart's replacement, Trevor Noah, is expected to keep the DNA of "The Daily Show." But as a South African not steeped in American politics, the perspective is sure to be different. "Saturday Night Live" has another winner with McKinnon, whose portrayal of a cravenly ambitious Hillary Clinton holds great promise for the next year. Wilmore has increased his topical content following the January debut of "The Nightly Show." His ongoing "unblackening" segment showcases an unburdened president as his term winds down. Wilmore is encouraging candidates to join him for interviews over soul food, as he did with Rhode Island's Lincoln Chafee. "We were very conscious of not doing 'The Daily Show' after 'The Daily Show,'" said Albanese, who worked with Stewart before joining Wilmore. "But with Jon leaving and the political landscape heating up, for us it makes much more logical sense for us to be covering this stuff. The thing we'll bring to it is that Larry's perspective is different. He's looking at the world through a different prism."

SC hands over Vyapam probe to CBI

New Delhi, July 9 (iANS): The Supreme Court on Thursday handed over to the CBI the investigation into the criminal cases related to the Vyapam admission-cum-recruitment scam and the over 40 deaths linked to it. The CBI will begin its probe from Monday. The apex court bench comprising Chief Justice H.L. Dattu, Justice Arun Mishra and Justice Amitava Roy handed over the probe to the Central Bureau of Investigation (CBI) after Attorney General Mukul Rohatgi told the court that he has instructions from the Madhya Pradesh government on its decision to hand over the probe to the CBI. As soon as senior counsel Kapil Sibal appearing for petitioners addressed the court on handing over the probe into Vyapam to the CBI, Attorney General Mukul Rohatgi told the court that he was under instruction from the Madhya Pradesh government to tell the court that the investigation into the matter be handed over the premier investigating agency. In its order, the court said: "The AG on instructions says that the state of Madhya Pradesh has no objection whatsoever for transferring investigation into criminal cases related to Vyapam scam to the Central Bureau of Investigation (CBI) and also the cases related to the deaths of the persons...for fair and impartial investigation." They are among the 120 million malnourished children across India who depend on a government-run program serving lunch five days a week. Still, the modest menus are clearly not enough to make up for the calories and nutrition that poverty has denied. All 35 or so children gathered on the dirt floor of their preschool in Madkheda, a village in the state of Madhya Pradesh, show the telltale signs of malnutrition — coarse hair lightened to a sandy brown for lack of nutrients, limbs stick thin, and bellies swollen from chronic hunger. India has the highest number of vegetarians in the world owing to Hinduism's predominance, although not all Hindus are vegetarians and there are millions who eat meat. Most of Madhya Pradesh's undernourished children come from ethnic, non-vegetarian tribes, some of whom are animists, who have lived for centuries in

central Indian jungles, or belong to the lowest castes. The move suggests that Modi's party hopes to spread and deepen Hinduism's influence in India by appeasing vegetarians. "There is a deep political motive behind the decision to stop eggs. The government is forcing these people to become vegetarians and draw them closer to Hinduism," said Naresh Biswas, a food rights activist working to revive traditional farming methods and improve nutrition in Madhya Pradesh. Similar allegations were made amid the Modi government's push to make yoga compulsory in schools nationwide, with many Muslims objecting to what they see as attempts at a "Hinduization" of the country. When Francis headlined the first such summit at the Vatican last October, he issued a remarkable, off-the-cuff monologue on the injustice of unemployment, the scandal of poverty and the man’s obligation to care for the Earth. “Terra, Techo, Trabajo,” was his mantra then. “Land, Roof, Work.” “When I talk about this, some people think the pope is a communist,” he told the Vatican gathering. “They don’t realize that love for the poor is at the center of the Gospel.” Francis arrived in Bolivia from Ecuador on Wednesday, embraced by President Evo Morales on the tarmac of the airport in La Paz where Francis praised Bolivia for taking “important steps” to include the poor and marginalized in the political and economic life of South America’s poorest country. and enshrined their rights in the constitution. Under his leadership Bolivia’s economy has boomed thanks to high prices for its natural gas and minerals. But Morales has roiled the local Catholic Church by taking a series of anticlerical initiatives, including a new constitution that made the overwhelmingly Catholic Bolivia a secular country. As soon as Morales took office in 2006, the Bible and cross were removed from the presidential palace and Andean religious rituals have now replaced Catholic rites at official state ceremonies. In his speech, Francis noted the Catholic faith took “deep root” in Bolivia centuries ago “and has continued to shed its light upon society, contributing to the development of the nation and shaping its culture.” “The voice of the bishops, which must be prophetic, speaks to society in the name of the church, our mother, from her preferential, evangelical option for the poor,” he said. Morales, for his part,

recalled how the Catholic Church in the past was on the side of the oppressors of Bolivia’s people, threequarters of whom are of indigenous origin. But Morales, an Aymara Indian, said things have changed with this pope and the Bolivian people are greeting Francis as someone who is “helping in the liberation of our people.” “He who betrays a poor person, betrays Pope Francis,” Morales said. Morales then offered Francis an unusual gift: a crucifix carved into a wooden hammer and sickle, the Communist symbol of the joining together of workers and peasants. The ideologically charged gift actually had a very personal back story to it: A Jesuit priest killed by the Bolivian military regime in 1980, the Rev. Luis Espinal, had an identical crucifix. Espinal, a follower of the left-wing liberation theology, was kidnapped and tortured by Bolivia’s right-wing regime before his body was dumped on a

highway in La Paz. Moments after arriving Wednesday, Francis stopped his motorcade to pray by the site, in a poignant reminder of his own experiences with Argentina’s military dictatorship. The then Rev. Jorge Mario Bergoglio led the Jesuit order in Argentina in the 1970s when two fellow priests were kidnapped by the regime, which had joined like-minded governments in Bolivia and Paraguay to mount Operation Condor to wipe out and “disappear” leftist opponents. “Remember one of our brothers, a victim of interests that didn’t want him to fight for Bolivia’s freedom,” Francis said from the popemobile to a crowd gathered at the site Wednesday. “Father Espinal preached the Gospel, the Gospel that bothered them, and because of this they got rid of him.” Morales gave Francis another politicallycharged gift: a copy of “The Book of the Sea,” about the loss of Bolivia’s access to the sea during the War of the Pacific with Chile in 1879-83. Bolivia has recently taken its bid to renegotiate access to the Pacific to the International Court of Justice, arguing that its poverty is due in part to being land-locked. Chile has argued the court has no jurisdiction since Bolivia’s borders were defined by a 1904 treaty. BeIJING, JulY 9 (reuterS): Chinese Premier Li Keqiang has again expressed his frustration with officials who are ignoring orders to reduce bureaucracy amid an economic slowdown, blasting them for being little better than the corrupt cadres the government is trying to root out. Li has repeatedly criticised officials over the past year or so for being slack and lazy in implementing Beijing’s policy directives as they kept their heads down to stay out of trouble during President Xi Jinping’s sweeping anti-graft campaign. In May the government sent out 11 investigation teams to 18 provinces and cities to ensure orders are being followed, a report from which was given to the Cabinet this week. “This investigation was a shove in the back” for government departments, Li told a Cabinet meeting, according to a government statement released late on Wednesday. “The aim is to vigorously enforce policy implementation.” While some examples of good practices were found, there were also many

problems discovered, including unused funds and land left idle, which, while the statement does not give details, were presumably supposed to have been used for projects. “Holding down a job without doing a stroke of work and accomplishing nothing is a typical example of official corruption, and these officials should be held responsible!” Li said. While administrative approvals for projects and other paperwork are supposed to have been simplified, Li said some localities were seeing a rise in bureaucracy. “Are they playing word games? We must resolutely investigate this!” he added. The investigation team had such success that this system should be made permanent and results made public, Li said. “We must publicise examples of irresponsibility,” he added. To support the economy, China’s central bank cut its lending rates for the fourth time in seven months in June, and lowered the amount of cash that some banks must keep as reserves.

New drug compound may reduce More than 4 mn refugees HIV potency, says researchers have now fled Syria: UN New York, JulY 9 (IANS): Researchers have discovered that supplementing existing antiretroviral therapy with a natural compound can reduce the potency of the human immunodeficiency virus (HIV), thereby halting the progression of AIDS. HIV-infected patients remain on antiretroviral therapy for life because the virus survives over the long-term in infected dormant cells. Interruption of current types of antiretroviral therapy results in a rebound of the virus and clinical progression to AIDS. “Our results highlight an alternative approach to current anti-HIV strategies,” said lead researcher Susana Valente, associate professor at The Scripps Research Institute (TSRI) in the US. In the study published in the journal mBio, the researchers have detailed that unlike other antiretroviral therapies, a

natural compound called Cortistatin A reduces residual levels of virus from the HIV-infected dormant cells, establishing a near-permanent state of latency and greatly diminishing the virus’ capacity for reactivation. “Prior treatment with Cortistatin A significantly inhibits and delays viral rebound in the absence of any drug,” Valente noted. “Our results suggest current antiretroviral regimens could be supplemented with a Tat inhibitor such as Cortistatin A to achieve a functional HIV-1 cure, reducing levels of the virus and preventing reactivation from latent reservoirs,” Valente explained. For the study, the researchers isolated cells from nine HIV-infected participants being treated with antiretroviral drugs. They found that treatment with the natural molecule reduced viral reactivation by an average of 92.3 percent.

IStANBul, JulY 9 (AP): The number of Syrians who have fled abroad since the outbreak of civil war in their country has risen to more than 4 million, the largest number from any crisis in almost 25 years, the United Nations said Thursday. A recent wave of people leaving Syria and an update of Turkish statistics confirm the tragic milestone, according to the U.N. refugee agency, UNHCR. The agency said in a statement that 7.6 million additional people are displaced from their homes within Syria. “This is the biggest refugee population from a single conflict in a generation,” said U.N. High Commissioner for Refugees Antonio Guterres in a statement. “It is a population that needs the support of the world but is instead living in dire conditions and sinking deeper into poverty.” The new figure shows that the flow of refugees is accelerating only 10 months after the agency recorded more than 3 million Syrians fleeing their country. Turkey has seen much of the recent flow. In June alone, according to UNHCR, more than 24,000 people arrived from northern Syria amid fighting between the Islamic State group and Kurdish militants.

roMe, JulY 9 (AP): A court in Naples on Wednesday convicted former Italian Premier Silvio Berlusconi of corruption charges, accusing him of bribing a senator to weaken the government of his arch political rival. The court also gave the media mogul a three-year prison sentence, but since the statute of limitations is expiring soon Ber-

lusconi won’t do prison time. In Italy, sentences are served only after two levels of appeals trials, which take years, are exhausted. Berlusconi wasn’t in court for the verdict. “It’s a verdict that we contend is shockingly unfair and unjustified,” a Berlusconi lawyer, Niccolo Ghedini, told reporters. The court also banned Berlusconi

from serving in public office for five years, but, again, that punishment won’t apply due to the statute of limitations expiring this fall. Prosecutors had alleged a senator was bribed to defect from a coalition supporting then-Premier Romano Prodi, the only politician who defeated Berlusconi in elections for the premiership. During the trial, which began in February 2014, prosecutors alleged that the senator from a tiny center-left party backing Prodi was paid 3 million euros between 2006 and 2008 to switch loyalties to Berlusconi’s center-right coalition, then Parliament’s biggest opposition force. Berlusconi denies the charge. Sergio De Gregorio acknowledged accepting the money while a senator for Italy of Values, a party headed by former anti-corruption prosecutor Antonio Di Pietro. De Gregorio’s plea bargain brought him a 20-month sentence. The defense contended there was no proof of a deal between De Gregorio and Berlusconi and that shifting alliances are a normal part of politics in Italy. Prodi, a former European

Union commission chief, defeated Berlusconi in elections in 1996 and 2006. Prodi’s second government depended on a razor-thin majority in the Senate, and it collapsed in 2008 amid bickering among allies. Another trial defendant, Valter Lavitola, who prosecutors contended acted as a go-between between Berlusconi and De Gregorio, was convicted and also given a three-year prison term. Some other criminal cases against Berlusconi ended when statute of limitations expired. Berlusconi recently completed several months of community service — assisting Alzheimer’s patients in a residence near Milan — as his punishment for a tax fraud conviction stemming from dealings in his media empire. The conviction, which was upheld by Italy’s top criminal court, cost him his Senate seat. But he won appeals of a conviction on charges that he paid for sex with a minor and then used his premier’s office to cover it up. Views and observations on AcAuT

I

am to state here that in the initial phase, the activities of ACAUT under the banner, 'One Government, One Tax' was appreciated by one and all. Inspite of opposing, resistance from various individual and groups, ACAUT stood firm and committed. Slowly, their stand and its activities won the heart of the citizens of the state. However, if I am not mistaken, the much supported mission is yet to be accomplished. And surprisingly ACAUTs activities and focus has significantly swing on and shifted to unexpected jurisdiction leaving aside its initial mission, whereas the citizens wait on to see the bannered mission becoming a successful reality in the State. At present, it is observed that ACAUT is personally targeting one particular department sidelining other departments of the State in midst of anomalies like excess appointment, table manipulation and financial mishandling, etc. Further, if ACAUT is truly penetrating into such task, are there any members among the ACAUT activist, who has cent percent clean and clear history background without any ill record either in the office, authority management in their or during their involvement in governmental office, projects, institutions, NGO, project ownership, Etc? As a true Christian with a right Christian principle, we must be reminded of the bible quote, ‘Let anyone of you who is without sin be the first to throw a stone at her'. Since ACAUT has started the campaign of

digging one particular department, it is also systematically required to dig all the remaining department of the State to do justice and impartiality; from the inception of Statehood till date. But I doubt that once the mission is started without reference to the State Governments’ laid down norms and employment policy in various category of post in different department, the State machineries will disintegrate and surely there will be hue and cry in the society. Thus, ACAUT will become liable indirectly or directly for the victimized citizen of the State. So, I being one of a bonafide citizen of the State, my personal suggestion to the ACUAT office and the activist is that, we must forgive past misdeed and consider this issue as a moral lesson learned for future action. And instead from now on, influence and adopt a strict and accountable regulation in reference to P&AR under the State Government's laid down norms on recruitment policy, to caution State Machineries to evade such liability in the future, if really found to be out of the State Governments’ laydown norms and recruitment policy. With ACAUT being created by the citizen of the State for the betterment of our society, the people should respect their work and commitment. But with the possibility of hitting bulk of our own brothers and sisters in the flush out process, it is my opinion that we must bear with each other for peaceful co-existence in the society. Mao Council letter to Naga Hoho on July 1, 2015 Reaffirming to our land

W

e are thankful for this opportunity of explaining our position both in person and in a written submission with regard to our response to the Naga Hoho directives dated 5th and 8th June, 2015 on withdrawal of the Memorandum submitted by the Mao Council to the Government of Manipur (GoM) on encroachment in the Dziiko-Koziiri area.

We elaborate our response and substantiate our position as under — 1. The present situation developed when the Southern Angami Public Organisation (SAPO) penetrated into Kozuri forest with earth movers and excavators in October, 2014 under the vigil of volunteers armed with sophisticated weapons and starting constructing roads, felling trees and collecting timber, and cutting off the approach road constructed by the Mao people. 2. It may kindly be noted that after the withdrawal of the SAPO from the TPO court on 24th August, 2012, the Mao Council has approached the good office of the Naga Hoho vide appeal dated 3rd September, 2012 for timely intervention to contain undesirable eventualities within the Naga family and to safeguard the Naga unity at such a trying and crucial time in the history of the Naga struggle for self determination. Naga Hoho did not act on the appeal on the ground that Naga Hoho does not have a court. 3. The compelling circumstances under which the memorandum was submitted to the GOM was explained in detail by the Mao Council to the Naga Hoho team in the presence of the United Naga council and the Naga Peoples' Organisation, Senapati during its meeting on the 3rd June, 2015 at Prayer Centre, Mozhou. Notwithstanding the political aspiration of the Naga people to live together under one administrative umbrella, the state of Manipur is at present the de facto reality. The Mao people have a representative in the Manipur State Legislative Assembly. The land of the Mao people which were being encroached upon in Kozuri area by the SAPO is under the administrative jurisdiction of Manipur state. The traditional and customary process of settlement of dispute under the aegis of the TPO was respectfully upheld by the Mao Council only to be derailed by the unceremonious withdrawal of the SAPO leading to the dissolution of the TPO's standing Committee on Dziiko and Kozuri. Under the vigil of armed volunteers, encroachment into Kozuri by SAPO commenced in October, 2014 against the standing stricture of the TPO that there should not be any development activity in the area. The District administration was informed so as to avoid possible violent confrontation. As the GoM did not act upon the notice brought before them and also on the spot visit report of the District Administration on the encroachment, the memorandum to the GoM, which was an ultimatum stipulating a period of 14 days i.e. upto 7th May, 2015 "to stop

the encroachment of our land" was submitted to the GoM by the Committee for Kozurii & Dziiko Land Boundary Resolution (CKDLBR) under the banner of the Mao Council. 4. As submitted in our response to the Naga Hoho directive dated 5th June, 2015 vide our communication dated 8th June, 2015 the Memorandum submitted to the GoM dated 23rd April, 2015 has since served its purpose in that the road construction works, heavy machineries and armed volunteers in the area of encroachment by the SAPO had since been withdrawn with the intervention of the GoM. The demand to stop the encroachment on our land which was the core content and demand of the memorandum had been fulfilled. 5. The said memorandum did not offer the land of Nagas to the Manipuri/Meitei Government but had demanded that the encroachment in Kozuri by the SAPO should be stopped by the GoM under whose administrative control our land and people are situated/placed at the present moment. 6. By submitting the said memorandum, the Mao people did not relinquish their identity nor their ownership of their land as Nagas. 7. It was a memorandum that any people would have submitted to a State Government against the criminal act of encroachment upon their land. 8. The memorandum/ultimatum was submitted in order to avoid violent confrontation which was an eminent possibility if the Mao people had directly approached the armed SAPO volunteers keeping vigil over the road construction work in the encroached area. 9. TPO was divested of the moral authority to intervene by SAPO's withdrawal from the case. Naga Hoho expressed inability due to absence of adjudication mandate. 10. Yes, there is a declared severance of ties with the communal GoM and for which an alternative arrangement outside the GoM, pending settlement of the Indo-Naga issue is being pursued by the Nagas in Manipur with the Government of India. A strong impetus to this movement was offered by the sacrifice of lives by two promising students from the Mao Community and by forbearing the violence and brutality of the Manipur state force by hundred of innocent Nagas, mostly womenfolk on 6th May, 2010 at Mao Gate, exactly 5 years to this day. However, as indicated earlier, may it be understood that Manipur state as a political entity within the Union of India with its administrative jurisdiction is still today a reality and the severance of political ties with GoM does not disqualify the Mao people from demanding intervention from the GoM on the blatant and outright encroachment of land. The demand for alternative arrangement or our aspiration for Naga integration does not reduce the Mao people to being stateless citizens. There are current and parallel instances of State forces from both Nagaland and Manipur being in areas under dispute between

Tungjoy & Khezakheno and Jessami & Meluri which should be taken into account. It must on the other hand be appreciated that the Mao Council have not taken law into its own hand and had demanded the intervention of the GoM to stop the aggressive encroachment and which had resulted in withdrawal of the encroachment from the Kozuri area without any violent or untoward incident. it is now another issue that the encroachment upon the human rights, dignity and property of the members of the Mao community have been continued in Kohima and SAPO area to this very day and the jurisdiction of the dispute have been actively enlarged into the public space and life. 11. Naga Hoho in its statement made public on 10th June, 2015 gave out that the SAPO and SAY0 has agreed to keep in abeyance their vacation/evacuation notice against the Mao Community till such time an understanding is reached with the Mao Council for withdrawal of its memorandum. That very day the Mao students were stopped from going to Kohima to attend the NSF meeting and in the following days, stoppage of Mao vehicle and physical assault were meted out to members of the Mao community by SAYO/SAPO volunteers sporadically. It is a matter of concern that the assuring statement of the Naga Hoho had resulted in atrocities and rights violation upon unwary members of the Mao community. The withdrawal of the Memorandum by Mao Council is sought to be extracted with provocations, harassment, humiliation and violence. The Naga Hoho has the moral obligation to intervene here. The decision to impose the withdrawal of the memorandum, it also seems possible, could be imposed on the Mao Council through sheer majority and not by the merit of the case. 12. As many well meaning organizations have advocated for amicable settlement through customary law and traditional practices, may it also be questioned as to what is the status and legitimacy of the SAPO today, when they have unceremoniously withdrawn from the TPO standing committee proceedings. 13. While welcoming any third party intervention for settlement of the issue under customary laws and traditional practices, we assert that encroachment has been made upon our land by the SAPO and that we have acted thus far in the best interest of an amicable settlement and maintaining age old fraternity and unity of the Naga people We place this response before the Naga Hoho with the hope that it may be informed by reason and sense of justice and fairness. The Mao Council reiterates its full faith and confidence in the Naga Hoho in carrying forward the intervention towards an amicable solution through the ancestral customary/traditional practices of the Nagas. aga people have their ancient land holding supremacy over wherever they are even today. The legitimacy of Naga nationhood is no longer questioned because for one priority issue the governing dogma over land established on traditional belief of creation-creator world view is as primordial and as redemptive as any judicial system in existence today. There is no pact to bother that, lands of the Naga people is part of Union India or, for that matter, the former Burma. The political rights of the Naga as a free people are incorruptibly established all along this lengthened Peace Process between the Government of India and Government of the People’s Republic of Nagalim. Recognition of the truth as it is, therefore, never interferes with selfcentered interests of states that came into existence without informed consent and acceptance of the Naga people. Such a marked shift of perception from both the parties as to adopt total cessation from armed confrontation represents a paradigm that is urgently needed everywhere where there is conflict of interest on different scale. The Joint-Council of 02.07.2015: Council Headquarters, reaffirmed to zealously safeguard against violent elements to undermine political legitimacy that has long sustained a conflict such as the IndoNaga case. Trust, total commitment, understanding and the resolve to embrace lasting peace both by the Naga people and the Government of India evokes a strong sense of appreciation today. Despite differences of opinion the Naga leaders’ yesterdays have faithfully lived this legacy under cruel and variable circumstances ever since the Naga undividedly determined to retain their right to self-determine their political future. It is this resoluteness of the Naga people that has survived trials of extreme; we dare not deter and allow immature thoughts to upset the promise of new set of life in view now. Any intruding administrative demarcations over the lands of the Naga people wherever they are today should never be allowed to decide the fate of the Nagas. We must fully claim what is ours. We do not covet others’. Imposed boundaries that severely affect the Nagas where they are today as minorities and exploited can never be the criteria for negotiation; neither any race nor usurped system can rewrite the history of the Naga people to assume sanctity of their convenience to which the Naga

people have undeservingly served to suffer for such long time. NSCN will fight tooth and nail any diabolic policies being employed by states where Nagas are in minority. Policies of deliberate land grabbing administrative mechanism at work in the state like Manipur and Assam must cease immediately. Influx of outsiders in NC Hills and Naga Rengma Hills in Assam, population transfer of Bangladeshi, Biharis etc. in Naga areas of Assam and in Nagaland bordering Assam is nothing but to destabilize indigenous Naga population and create “dumping zone” of non Nagas in Naga territory. Moreh in Chandel district has been forcefully occupied by non Nagas. Yangpokpi areas and many other Tangkhul villages have been included into Imphal police districts designed to expand Meitei territory. 4-tier management of “New land use policy” propounded by Manipur state government, all in the name of development is symptomatic of manufactured policy forwarded to interfere with indigenous land holding tradition and village republicanism directly impeding old age governance over Naga ancestral habitats. Deployment of massive military population in a small district like Tamenglong is indicative of land grabbing policy. Despite the numerous security forces stationed, many illegal fronts antagonist to Naga unity and political movement are being allowed to roam freely, establish camps and flourish. Creation of Sadar Hills district by carving out of Senapati district in Manipur are another open instance of usurping Naga territory by instigating communal rivalry with other tribal inhabitants. Government of Arunachal needs to be cautious while dealing with the issue of “Naga Identity”. The ongoing effort to dilute and delete the word “Naga” from the five Naga tribes i.e Nocte, Ollo, Tangsa, Tutsa and Wangcho which occupies the three Naga district of Tirap, Changlang and Longding is seriously viewed and stand unacceptable. We appeal all the Naga civil societies, students and intellectuals not to remain silent but put up strong fight to this naked attempt to steal our land and identity by our neighbors. New Zealand judge sentenced AC/DC drummer Phil Rudd to eight months of home detention on Thursday after the musician pleaded guilty to threatening to kill a man who used to work for him, along with possession of methamphetamine and marijuana. The 61-year-old Australian-born drummer had faced up to seven years in prison on the threatening to kill charge, but his lawyer had argued for the conviction to be set aside. During the hearing, Tauranga District Court Judge Thomas Ingram said Rudd had a limited criminal history and posed a low risk of reoffending, Radio New Zealand reported. But Ingram said Rudd had been found with a substantial amount of drugs. And the judge rejected an argument from Rudd's lawyer that the death threat boiled

down to one angry phone call. Rudd has been out on bail since pleading guilty to the charges in April, when he acknowledged in a court summary of facts that he'd offered large amounts of cash, vehicles and a house to an associate after asking him to have the victim "taken out." He also acknowledged that he'd directly said to the victim he was going to kill him. Prosecutors had also originally charged Rudd with murder-for-hire, but later dropped it, citing lack of evidence. Rudd did not comment on the sentence as he left the courthouse, simply telling reporters to "get a (expletive) job" and batting away a microphone as he got into a waiting car. Rudd's lawyer, Craig Tuck, later said in an email

that an appeal had been filed. According to the court summary, the dispute began in August when Rudd threw a party at his marina restaurant, Phil's Place, to celebrate the launch of his solo album, "Head Job." But Rudd grew angry that security wasn't tight enough, and felt the launch hadn't gone well. He subsequently fired several employees, including the victim, whose name has been suppressed by the court. About four weeks later, Rudd called an associate and told him he wanted the victim "taken out," according to the court summary. When asked to clarify, Rudd said he wanted the victim "taken care of." In another call, according to the court summary, Rudd offered the associate "$200,000, a motorbike, one of his cars or a house," which the associate took to mean as payment "for carrying out his earlier request." Two hundred thousand New Zealand dollars is equivalent to about US$133,000. The morning after calling his associate, Rudd called the victim directly, saying "I'm going to come over and kill you." Police found marijuana and methamphetamine in several parts of Rudd's home during a search of the house, the court summary said. They also found methamphetamine in his pocket. Rudd's lawyer had asked for a discharge without conviction in the case. New Zealand law gives a judge the discretion not to enter a conviction even after a defendant has pleaded guilty. Judges can do this if they think the consequences of a conviction outweigh the seriousness of the crime, a move which can allow a defendant to keep a clean record. It's unclear whether Rudd has a future with the Australian rock band he's been part of on-and-off for almost four decades. The band is currently using Welsh drummer Chris Slade for its "Rock or Bust" album tour, but hasn't said if that's a long-term arrangement.

Gasquet halts top four charge to semis

Roberto Carlos joins Argentina top ISL's Delhi Dynamos FIFA rankings

NEw DELhi, JuLy 9 (iANS): Brazilian football legend Roberto Carlos will be the marquee player and manager of Delhi Dynamos in the second edition of the Indian Super League (ISL). Promising to play "good football", the former Real Madrid star vowed to give his all with the aim of winning the trophy. He has agreed to a one-year contract with the franchise and replaces Dutchman Harm Van Veldhoven as the manager and Italian legend Alessandro del Piero as the marquee footballer. "I am excited to be here. I promise to work hard and try to win the trophy for the Dynamos," the 42-year-old said here on Thursday. The Brazilian became the second high profile player after Frenchman Nicolas Anleka to be associated with the glamorous football league in a marquee player-cum-manager capacity. Anelka was earlier roped in by Mumbai City FC. It will be the former defender's second stint as player-coach after operating in a similar capacity for Russian club Anzhi Makhachkala in 2012 for five matches.
