New Delhi, July 16 (MexN): Chief Minister of Nagaland TR Zeliang and NLA Speaker Chotisuh Sazo along with 17 Members of Nagaland Parliamentary Working Committee (PWC) on the Naga political issue met Prime Minister Narendra Modi today at his residential office, Race Course Road, New Delhi. The meeting was also attended by National Security Advisor, Ajit Doval. The CM informed the PM that the Nagas yearn for peace and development in the State and urged him to expedite the negotiations being conducted by the Government of India Interlocutor for Naga Peace Talks so as to bring an early honourable settlement that is acceptable to the people of Nagaland. This was informed through a press release from the Media Cell of the CMO. Members of the PWC also urged the PM to take steps to amicably resolve the long pending Naga political issue to bring about permanent and lasting peace in Nagaland.

Nagaland govt bans all forms of chewable tobacco KOhiMA, July 16 (MexN): The Nagaland Government has permanently prohibited the manufacture, storage, sale and distribution of all forms of processed sweet flavored/scented/chewable tobacco whether going by the name or form of gutkha, pan-masala, zarda etc. containing tobacco or nicotine as ingredients by whatsoever name available in the market in the Nagaland State. A notification issued by M Patton, Food Safety Commissioner said the prohibition was imposed “in pursuance of Regulation 2.3.4 of the Food Safety and Standards (Prohibition and Restrictions on Sale) Regulations, 2011.” The prohibition to this effect came into force in the entire state of Nagaland in the “interest of public health,” it added. The order said that noncompliance to this order would be an offense punishable under Section 59 of Food Safety and Standards Act.

A press note from the ACAUT media cell alleged that the “state government is unwilling to act upon it for the obvious reason that almost all of the appointed RDOs/ BDOs are the sons/daughters/relatives and kin’s of top bureaucrats and politicians, and having been directly appointed by them.” Lamenting that this “blatant abuse of power and authority is symptomatic of the wide gulf now afflicting Naga society,” the ACAUT pointed to the emergence of the “haves and the have nots and an oligarchic society controlled by the rich and the powerful.” It further alleged that “backdoor appointments” include “mostly close ones of politicians and bureaucrats…recommended by Ministers and Parliamentary Secretaries and gleefully carried out by the bureaucrats.” It then cited two alleged instances of appointments made by top officials in the RD department. The ACAUT said that the then Principal Secretary, RDD, had “issued the appointment order appointing his daughter as RDO on March 4, 2006, later regularized as BDO in 2012.” It further stated that the then Commissioner and Secretary, RDD, had “issued the appointment order appointing his son as RDO on May 27, 2014, now waiting to be regularized as BDO.” “If the ACAUT Nagaland releases the father/ husband names of all the appointees, it would be accused of witch-hunt; therefore, it has refrained from doing so,” it added. The ACAUT further informed that an RDO appointed in November 2012 re-

ACAUT however lamented that as per a 2007 Memorandum from the then Chief Secretary, Lalhuma, the Governor ordered that “contract employees may be regularized by the departments who have completed more than 3 years of continuous service…as on 14th May, 2007.” This memo, the ACAUT said, “in a single stroke” allowed the state cabinet the “sole prerogative to appoint and regularize backdoor appointees.” It further noted that the state government would not take any action, “i.e. terminate the services of the backdoor appointees, thanks to lack of moral conviction and political acumen to grasps the feelings of the common man.” Therefore, it cautioned that the ACAUT would be left with no option but to “take recourse to actions as it deems fit.” It meanwhile called upon educated unemployed youths and various student bodies to “unite and initiate their own course of action as they deem fit to eradicate this scourge disease that has gone deep rooted over the years.”

KOhiMA, July 16 (MexN): The Lotha Hoho Wokha (LHW) today cautioned that if the Nagaland state government goes ahead with the plan for any fresh agreement on the oil issue with any particular oil bearing village/villages, “it shall be treated not only as null and void but shall be considered as an insult to Naga customary ownership of land and its resources.”

A press note from the LHW informed that the permit issued to the MOGPL by the Nagaland government, without any file number and signed by the Addl. Chief Secretary & Development Commissioner, Nagaland, in the capacity of a Chairman, Nagaland Petroleum & Natural Gas Board, in itself, “is against the state government’s standing Rule no. 4, First Schedule of the Rules of Executive Business 1980 P&AR Department Notification No. AR. 11/4/77 of 28/07/1980.” This rule, it informed, states that “all such cases has to be issued by the concern Department and in this case by the Secretary, Geology & Mining Department through a no-

tification in consultation with the Finance Department.” Similarly, it added that Expression of Interest (EOI), on which the Permit was based, “was also notified without any file number and that too by the P&NG Board and not by the concerned Department.” The LWH further informed that no single village or area can sign on behalf of Wokha Zone/District regarding oil exploration. It cautioned that any village/individual signing on behalf of Wokha Zone/District “shall be answerable to the other oil bearing areas as well as to the Lotha community as a whole and all consequences arising out of it shall be borne by that village or individual.”

94 tonnes of cabbage from Phek district is being distributed for free at the Tenyimi Complex in Khermahal, now engulfed in the smell of cabbage. Due to the Assam bandh today and a thriving syndicate system in the vegetable markets of the region, the huge consignment of cabbage that made its rightful journey to Dimapur on July 13, now has no market to be sold in. Thus, the Naga Agro and Allied Products Trade Agency (NAAPTA) has decided to distribute the cabbage for free. “Dimapur’s consumption is very low compared to our production, so we have to send it to Assam,” said NAAPTA Managing Director, Vekhosayi Nyekha. “Due to the bandh and most buyers

interested in sticking to old suppliers, our cabbages could not be sold.” Cabbage has low shelf life and only about 18-20 tonnes of the Phek cabbages could be sold in the past three days. Instead of letting the rest rot, NAAPTA, set up recently to support Naga farmers, decided to ask the Dimapur district adminis-

tration to help give the cabbage away for free. The Phek cabbages were distributed to orphanages, hostels, hospitals, and the Nagaland Police stepped forward to buy a sizeable quantity which it will pay for so that transportation costs can at least be earned by the cabbage farmers. ment of Horticulture also helped with providing free cold storage whenever required. “Now we need more markets as production of cabbage is increasing every year,” said a hopeful Nyekha, wondering what could be done to the still more cabbage in the fields of farmers in Phek.

DIMAPUR, JULY 16 (MExN): Naga artist, Temsuyanger Longkumer is hoping to organize an 'art day' across Dimapur and Kohima next month. He is particularly appealing to established artists to help co-ordinate and be involved in the event. The artist, who was born and brought up in Nagaland, currently resides in London. He is hoping to bring people of all backgrounds and ages together in the two biggest towns in Nagaland for a day of art. He aims to make it an annual event, covering more Towns and districts in the years to come. Longkumer holds an MA from the Royal College of Art, UK. He has lived and worked in London for over ten years and has had several residencies and exhibitions across Europe in countries including the UK, France and Italy. KOHIMA, JULY 16 (DIPR): The monthly meeting of Kohima District Planning and Development Board was held at DPDB Conference Hall, Kohima on July 15 under the chairmanship of SDO (Sardar) KethosituoSekhose where ADC (Planning) KetohoLuho was also present. In the meeting, APO President, Dr. VilhousaSaleyi conveyed the desires of APO on value of discipline, law and order in the state Capital. He said that the APO had organised consultative meeting with some sectors and organisations for maintaining law and order in the state Capital and sought the forum for cooperation in maintaining peaceful co-existence of our forefather for the present and future generations. He added that the APO observation on developmental activities in Kohima are Urban oriented Programmes and appealed the forum particularly the major Department to think over for Rural base populace while implementing new programmes in future. Reviewing the last DPDB meeting minutes, the team leaders of Ward Adoption Committee Southern Angami –I and Northern Angami-II gave brief reports on their activities carried out in the month of June 2015. Reminding the Ward Adoption Committees to submit their reports before 15th August, the team leaders of majority Adoption Committees requested for extension of another month, where the board decided to extend it and also fixed the last date on September 10 for submission of their report in hard copy to

the core committee. SDO (Sardar) asked the Ward Adoption Committees to write their observation on the matter which are beyond the Committee’s capacity and submit it to the chairman for further necessary action. ADC (Planning) also reminded the Ward Adoption Committees that the Award which has two categories i.e. Urban and Rural areas, will be judged according to their performance on how innovative, creative and also the attendance of the committee members. He also asked the committees to submit their expenditure report and activities document for record. The SDO (Sardar) said that the points conveyed by the APO President were noted and said that it will be taken up as and when it arises. He also emphasized on the road and requested the concerned department to take care of the road especially in this monsoon season. The day’s agenda also included introduction on the Data Bank by State Resource Centre for Women. DIMAPUR, JULY 16 (MExN): The Central Nagaland Students’ Association (CNSA) will be undertaking an extensive ‘touring programme’ from July 20 to 23 covering the districts of Wokha, Zunheboto and Mokokchung districts to get a first hand information about the social, economic and educational conditions in the three districts. The touring programe, which will be led by CNSA President Charles Lotha and General Secretary Yimlanger Jamir, will comprise of senior members and officials of Central Nagaland Students’ Association and representatives from the Ao Students’ Conference (AKM), Kyong Students’ Union (KSU) and Sumi Students’ Union (SKK). A press note from the CNSA informed that the tour will formally commence from Wokha town on July 20 and will conclude at Paper Mill, Tzu-

dikong Town (Mokokchung) on July 23. During the tour, the CNSA entourage is scheduled to conduct co-ordination meetings with the apex tribal organizations of the Lotha, Sumi and Ao tribes. “The main purpose of the touring programme is to hear out and share the views and opinions about the social, economic and educational conditions of the society, and to discuss the ways and means for improvement,” it was informed. After observing the urgent need for the Association to visit the central Nagaland districts, an agenda for a tour programme was thoroughly discussed and accepted at the 1st CNSA Executive Meeting held at Dimapur in February, 2015. NEFIS protest assault on Manipuri nurse MHA refuses to share info on D e l h i , J u ly 1 6 (MexN): Activists of North-East Forum for International Solidarity (NEFIS) gathered in protest outside the Hospital gate on Thursday in response to the physical assault on a Manipuri nurse of Dr RML Hospital. According to a press release from NEFIS, the nurse from Manipur was attacked by a patient on the night of July 13 while on duty. The release informed that the patient was brought in as part of a medico-legal case and was accompanied by policemen. Condemning the unsafe work atmosphere in the hospital, NEFIS stated that it considers the incident of women employees being attacked by patients during their work hours and more so during night shifts a huge problem. “Such violent assaults are not only a crime but also a violation of labour rights, such as the right to a safe work environment,” the release from NEFIS stated. NEFIS further maintained that the recent attack on the nurse from Manipur also reflects how nurses and other workers from the North-East are exposed to racist at-

A meeting of all political parties held on Thursday recommended a ‘drafting committee’ to introduce a new ILP bill in the Manipur Legislative Assembly within one month. The meeting chaired by Chief Minister Okram Ibobi Singh at the state secretariat was convened by the Government against the backdrop of the public insistence that three months’ time in preparing a fresh ILP bill is not acceptable in any way. CM Ibobi yesterday in a special House Session, which withdrew the controversial Manipur Regulation on Visitors Tenants and Migrant Workers Bill 2015 (MRVT & MW Bill), announced that his Government would introduce the new ILP bill within three months. Manipur People’s Party (MPP) and state unit of BJP did not attend the All Political Party meeting which began at 9 a.m. and continued till 12 noon. Joint Committee on Inner Line Permit System (JCILPS), which has been spearheading a sustained ILP agitation, in a letter to CM Ibobi on Wednesday evening rejected the Government’s proposal to take three month’s time in preparing the ILP bill. In the letter, the committee demanded that the bill must be tabled on the floor of the House within 15 days and get it passed. It threatened to intensify the public protest to demand implementation

of Inner Line Permit system in the event of failure of the Government to pass the proposed bill in a fortnight. Normal life was thrown out of gear in Manipur valley today due to a 12-hour statewide shutdown call given by the joint action committee (JAC) which has been demanding justice over the killing of a student protester by police on July 8 last. The Manipur Government’s decision to adopt an apparent delaying tactic in introducing the new ILP bill besides keeping mum on the death of the student protester have caused an unprecedented level of resentment and anger among the people. The bandh was near-total in the four valley districts with groups of strike supporters blocking roads by throwing burning tyres and wooden logs. Sit-ins were also staged in most parts of the valley during the bandh which also witnessed clashes with police and demonstrators in several areas. In Bishnupur district’s Moirang, two strike supporters were hurt when police tried to disperse them by firing rubber bullets and tear gas canisters. Curfew was relaxed from 5 a.m. to 5 p.m. today by the Government in the two districts of Imphal East and Imphal West. The indefinite curfew was imposed by the Government on July 8 after the ILP agitation turned violent. A student protester, Sapam Robinhood, 16, was killed in Government crackdown against protesters seeking implementation of ILP system in Manipur on July 8.

India, Myanmar to broad-base security co-op New Delhi, July 16 (PTi): Resolving to fight the scourge of terrorism and insurgent activities, India and Myanmar on Thursday decided to broadbase their defence and security cooperation to ensure peace along the 1,640-km-long border as New Delhi expressed strong commitment to modernise the Myanmarese Armed Forces. Over a month after Indian Army carried out a counter- insurgency strike along the Indo-Myanmar border, the Joint Consultative Commission of the two countries delved extensively on having better coordination and cooperation between their security forces to deal with militant groups, particularly those from the northeast region. Co-chaired by External Affairs Minister Sushma Swaraj and her Myanmarese counterpart Wunna Maung Lwin, the JCC reviewed entire gamut of bilateral ties and also agreed to step up cooperation in border management and in sectors like petroleum, trade and commerce. Both leaders reiterated that territories of either country would not be allowed to be used for activities inimical to the other. Myanmar, considered one of India's strategic neighbours, shares a 1,640-kmlong border with a number of northeastern states including militancy-hit Na-

galand and Manipur. Pitching for closer cooperation in energy sector, the two leaders decided to encourage investment by Indian companies in Myanmar oil and gas sector, including in available blocks that are being offered for investment which have good prospects. They also agreed to encourage investment by Indian companies in the petroleum industry. In the meeting, Swaraj reaffirmed that India's commitment to support the modernisation of Myanmar Armed Forces and conveyed that it would be "happy to share its experience in functioning in a democratic environment, in creating a national army, cooperation in the field of IT, in dealing with emerging security challenges, and military to military cooperation including in terms of training." She also expressed India's commitment to cooperate with Myanmar in building a professional and capable Myanmar Navy to safeguard and ensure its maritime security. "Both ministers reaffirmed their shared commitment to fight the scourge of terrorism and insurgent activity in all its forms and manifestations. They emphasised the need for enhanced cooperation between security forces and border guarding agencies for securing peace, secu-

rity and stability in the border areas which is crucial for overall development," a joint statement said. The joint statement said "India and Myanmar had entered a new phase in their bilateral relations where, as a result of Myanmar's political and economic reforms and the rising growth and rapid economic and technological transformation, they had achieved commendable progress in their efforts to further strengthen the friendly ties."

Any refugee Bru who would come forward and identified as the resident of Mizoram would be repatriated to Mizoram from Monday next, Lalbiakzama said. Identification process would continue till tomor-

New Delhi, July 16 (PTi): The Home Ministry has declined to share, under the Right To Information Act, the viewpoints of stakeholders on the declaration of districts in Arunachal Pradesh as a disturbed area under the Armed Forces Special Powers Act, saying the information was classified which may effect sovereignty and integrity of the country. "The viewpoints of the stakeholders on the declaration of all the districts in the state of Arunachal Pradesh, including Tirap, Changlang and Longding districts bordering the state of Assam, as "disturbed area" under AFSPA are classified, and therefore, cannot be disclosed under Section 8(1)(a) of the RTI Act, 2005," it said in reply to an RTI query filed by Venkatesh Nayak of NGO Commonwealth Human Rights Initiative (CHRI). State to introduce lokayukta bill in coming budget Session KOHIMA, July 16 (NEPS): In the coming Nagaland Assembly Session, Nagaland Chief Minister TR Zeliang is likely to introduce the Nagaland Lokayukta Bill, to facilitate establishment of a Lokayukta in the State. Sources disclosed to NEPS said many civil societies and the people of Nagaland have already expressed their desire to have the “Lokayukta” introduced in the State to check corrupt activities in the Government and its establishments. It further disclosed that Chief Minister Zeliang is likely to introduce the “Lo-

kayukta,” an anti-corruption ombudsman in the coming Nagaland Budget Session beginning July 21next week. The “Lokayukta” is an “Anti-Corruption authority” empowered to investigate into allegations of corruptions against public functionaries and related matters. It is a quasi-judicial body, which would act as a watchdog to pinpoint corrupt activities of the administration, look into complaints of the victims of corrupt elements and recommend measures to improve efficiency of the Government. Welcoming the development, a senior Minister

who told NEPS on the condition of anonymity said that once the “Lokayukta is introduced in the State and becomes an Act,” it would definitely reduce corruption level in the State. As of now, there are twenty States which already have Lokayukta. Maharashtra was the first State to introduce the institution of Lokayukta in 1971 and Arunachal Pradesh was the latest State having it last year. There are no Lokayuktas in Jammu and Kashmir, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tamil Nadu, Telangana, Tripura and West Bengal.

Benjongliba calls for ‘sense of duty’ among govt employees lONGCHEM, July 16 (DIPR): Parliamentary Secretary for Agriculture, Dr. Benjongliba alongwith ADC and SDO (C), Mangkolemba held a departmental officers and joint co-ordination meeting on July 15 at Longchem Village. Addressing the officers and the NGOs present, Dr. Benjong urged them to have the sense of duty and to be practical in their works. He said that whatever is addressed and discussed would be taken up for the development of Longchem village, which is one of the oldest EAC Headquarters under Mokokchung District. With only six government departmental officers present, out of the 13 officers posted at Longchem after being notified, Dr. Benjong said this shows the lack of discipline of the officers. He further asked the administrative officer and the public to keep him updated and informed about the activities of the town and advised them to often conduct joint co-ordination meeting.

A press note from the CNSA while expressing strong outrage at the July 9 firing incident, expressed dismay at the “inaction of the state government agencies” to curb the activities of anti-social elements “which is becoming more rampant.” “To think that an elect-

DIMAPuR, July 16 (MExN): With regard to an article published on July 16, the Nagaland State MGNREGA Employees’ Association has clarified that the issue of 6% administrative expenditure has been misquoted. A press release from the association clarified that the issue of 6% administrative expenditure is not meant for the VDBs or job card holders, but for the office expenditure and no individual or organisation should have any confusion regarding it, as clearly mentioned in the guidelines of MGNREGA. As per the demands of the association, it was only suggested that the administrative expenditure should be funded separately and not as part of the total scheme amount, the association clarified and asked that the issue be put to rest. The association apologised to the department of Rural Development and VDBs for the wrong message conveyed. The association’s in its memorandum to the Union Ministry of Rural Development (RD) demanded regularization of contractual job, basic pay and other allowances at par with government services, and creation of a separate department for MGNREGA under the union RD ministry.

DIMAPuR, July 16 (MExN): The Nagaland Tribes Council (NTC) today expressed concern at the “recent media feud over taxation” in Nagaland “vis-à-vis life threat of certain NPG group to tax defaulters and whistleblowers.” A press note from the NTC viewed that the issue of unabated taxation for decades together “in the guise of legitimacy” is a matter of great concern for all. When the question of legitimacy on taxation in Nagaland arises, it is the State Government of Nagaland which has the mandate of the people and therefore it has the legal right to tax on its citizens as much as it is accountable to the citizens and the amount spend is auditable, said the NTC. It further made clear that

Nagas “had never given its mandate to a divided struggle for self-determination.” “Factionalism or re-grouping of mandated movement had compromised the people’s aspiration hence, disqualified the legitimacy leading to misuse for extortion and intimidation and threats to lives,” the NTC stated. It maintained that any group which “claims to be the patriot and fighting for the protection and aspirations of the people while threaten the fellow Naga is a misdemeanor.” Multiple and unabated taxation in Nagaland, it said, is “contrary to the welfare of the people” and expressed solidarity with ACAUT and all likeminded organizations on their stand against illegal taxation. Citing the Octo-

ber 31, 2013 resolutions on unabated taxation, it called upon “patriotic Nagas” to respect the voice of the people as the “supreme authority.” The NTC further acknowledged the endeavor of ACAUT and Phek District cabbage farmers for transporting few tons of cabbage from Phek District to Dimapur free of tax. “This is a feat, and the longing of the people, a land free from misunderstanding, hatred, suppression, unabated taxations and threats to life and peaceful co-existence,” it said. The NTC further expressed dismay at the syndicate system, monopoly over essential commodities and hoarding of commodities to create artificial inflations, and urged the concerned authorities to check the menace.

Now to motivate our hearts for deeper prayer, I want to meditate on some events from the Bible. It is for sure that so long as we live in this fallen world,the Evil and his forces will confront us always. We are not the first nor will be the last one to face against the satanic forces. In time past, Jerusalem was threatened by Sennacharib. All the kings of that time, even their gods, it

claimed, could not withstand him. All fell to him. All the cities of Judea and the hill country of Ephraim were also fallen to his hand. For the God on the mountain is still God in the valley, When things go wrong, He’ll make them right. And the God of the good times is still God in the bad times; For the God of the day is still God in the night. . . . So is He, our God. If we could destroy our enemies with sheer wit and might, we could have destroyed them all. Or if it were possible, the enemies could have annihilated us long time ago. It is not simply possible with man. God is there ruling the kingdom of men. He

forbids destruction and shedding of innocent blood without a cause. Therefore, let us pray to Him that we may listen to Him and not commit sin, nor the enemies may not harm us against His will. He gives back life to us that we may live forever. He is the righteous judge who will bring to justice the

world by avenging the wrong doers. Pray to Him for He is the compassionate, loving and caring God. We have no anxiety for He cares forus. Pray to Him for He is the Good Shepherd. With Him we lack nothing. He alone is the merciful and forgiving God. We receive forgiveness from Him. And for so much more is He that we have to pray to Him. He is everything to us. If we don’t seek and pray to such God, the God of the Bible, to whom should we pray? The god of mighty Sennacharib and the gods of the heathens are not God at all. They are made by human hands and they are made of gold or silver or metal or stone or wood or mud or whatever available to the idol makers. These so-called gods are statues/idols only. The Bible says They have mouths, but cannot speak, eyes, but they cannot see; they have ears, but cannot hear, noses, but they cannot smell; they have hands, but cannot feel, feet, but they cannot walk; nor can they utter a sound

with their throats. (Ps 115:5-7 NIV) Let not this idol befool us. Let not money befool us. As I have said, with money we can buy so many things but not life, never. It is wrong to say that with money we can do everything. It is a fool’s utterance. Therefore, as I earnestly appeal to you to pray, let us also forsake our sinful thoughts and evil deeds and go to Him who is able to save us. No other can save us. Money cannot save us. Rather, it is possible that money can bring us down to hell. But God saves. I love to sing . . . Great is the Lord, He is faithful and just. By His mercy, He proves, He is Love. Yes, how fortunate and blessed are we to have the loving and gracious Lord as our God. He has called us and has given us the right to become His children through His Son, Jesus Christ. Let us always be thankful to Him as we come to Him. Let us glorify Him as we pray for our nation and Collective Leadership. Land of Contradictions

D

uring the days of State Road Shows, Chief Minister Neipiu Rio would give titles to the districts as he saw them. To Phek he gave the title ‘Land of Tradition’; to Mokokchung ‘Land of Music’ and so on. Nagaland is showcased as ‘Land of Festivals’ while we see some car stickers saying ‘Land of Mission’. While they carry positive messages, there are undesirable titles which are also applicable: ‘Land of Taxation,’ ‘Land of Unions and Associations’, ‘Land of Potholes’, etc. Let me also propose, although there is nothing new about it, that Nagaland is a ‘Land of Contradictions’. Padma Seth said in a health research report, ‘There are still people in our country some of whom are in the 2nd century India, 9th century and some others are knocking at the emerging 21st century India’. Professor Dipankar Gupta calls our modernity ‘mistaken’ because although we equate being modern with having the latest electronic gadgets and wearing branded clothes, we still carry a primitive mindset. So, although lifestyle has advanced, our minds have not modernized. A friend clicked a picture of Ghaziabad which shows in a single frame, a five star hotel, a slum, and a multi-storey building complex under construction. This reminded me of a photo I clicked in Mon town which shows thatched houses, tin-roofed houses and RCC buildings existing side by side. I have written before of the ‘other’ Nagaland which we hardly see. When we, the urban-educatedsalaried people, think that Nagas are all marching along on the road of progress, there are these other invisible Nagas in our midst who have stood still or are progressing too slowly. A few days back, I travelled to a remote district and what I witnessed re-enforced this notion that we live in a land of contradictions. In one village which is very near the district headquarter; I talked to women who give birth, assisted only by their husbands. Taken by surprise, I asked, ‘not assisted even by traditional birth attendant, your mother, sister, or any women by your side?’ They replied that they don’t inform anyone while giving birth. How does your husband help? I inquired further. The husband helps in warming water, cleaning up, and taking care of the house. Does he touch the baby while delivering? No, he doesn’t do that. So, it is all done by the mother: delivering the baby, cutting the umbilical cord with a piece of bamboo, tying it up with a sewing thread, and removing the placenta! How many days, weeks, or months of rest do you take before and after delivery, I asked. There is no rest before birth, and one month after birth, they are back to their fields. Certain women are choosing caesarian section as a normal method of delivery to avoid labor pain. But we have women who still deliver babies at home on their own. The greater irony is that in this village, there is a primary health centre with nurses who are present and willing to assist deliveries. The ASHAs who are community health workers go to these women educating them on the importance of safe delivery in the health centre and announcing that they will be given financial incentives. These women I talked to are aware of such provisions. But that awareness has not translated into action. There is still a big traditional belief and cultural practices barrier (and other factors too like female literacy, income, health facilities, etc) which is obstructing that knowledge to be translated to behavior change. The interview with the women was for a report which will come alongside the State Human Development Report. And it compels one to question, what type of development are we talking about? Are we counting the number of cars which have been increasing? Are we looking at the high-rise buildings in Kohima, Dimapur and some district headquarters? The progress we have made so far has not touched a huge section of our rural and some urban population, and we have marched ahead without them. The result is that some of us are knocking at the doors of the emerging 21st century while some are left behind. This blend of glaring contradictions and tragic-comedy situation can entitle Nagaland to be also called ‘Land of Contradictions’. Survivors of teenage cancer struggle with jobs and emotions later in life

E

ven decades later, people diagnosed with cancer in their teenage years are less likely to have college degrees, to work full time, to be married or to live independently, a recent U.S. study found. Survivors of teenage cancer also faced higher rates of depression and anxiety, as well as issues with memory and task efficiency, compared to their siblings who did not have cancer. “Cancer diagnosis during adolescence has the potential to disrupt the growth process that is necessary for adulthood; so our team felt it was important to try and characterize what obstacles these survivors are facing,” said lead author Dr. Pinki Prasad. While the effects of childhood cancer are more widely studied, there has been less research into the effects of cancer treatment on adolescents, said Prasad, a pediatric cancer specialist at the Louisiana State University School Health Sciences Center in New Orleans. She and her colleagues analyzed data from nearly 2,589 survivors who were diagnosed with cancer between the ages of 11 and 21. The Childhood Cancer Survivor Study followed people who were diagnosed between 1970 and 1986 and also surveyed the survivors’ siblings as a comparison group. The cancer survivors were mostly in their thirties or older when they and their siblings answered questions about their employment status, education level and living situation. They also rated their own emotional states and cognitive functioning, including their organizational abilities, task efficiency and memory. The researchers found that, compared with their siblings, teenage cancer survivors were less likely to have completed post-high school education, to be working full time, to be married or to live independently. The researchers report in the Journal of Clinical Oncology that these social outcomes were related to the survivor’s neurocognitive symptoms. For example, participants with task efficiency issues were about three times more likely to be unemployed. Cancer survivors were also about 50 percent more likely than their siblings to report depression and twice as likely to report anxiety. And survivors rated themselves as having more problems with regulating their emotions and with memory. These findings are useful for this older group of teenage cancer survivors, said Heather Conklin, an associate faculty member at St. Jude Children’s Research Hospital in Memphis, Tennessee. But because cancer treatment has changed over time, the results “may be less applicable for those patients receiving modern therapy.” Conklin, who was not involved in the study, also said future research should involve formal assessments of the survivors’ emotional states, since self-reporting can be unreliable. Prasad told Reuters Health that because the biology of tumors and cancers in teens is different from that of adults, their treatments tend to be more aggressive. Teen cancer survivors may also struggle later in life because their treatment came at a time of such rapid social and emotional development, Prasad added. “Cancer treatment at this time interferes with development of relationships, academic achievement, participation in social activities and the development of autonomy from parents,” she said. Conklin said teenagers’ increased expectations for independence and autonomy from parents can make the already challenging process of treatment even more difficult. “It is important to continue to learn more about this vulnerable population through clinical studies so they do well through cancer therapy and as survivors,” Prasad said.

The pain of loneliness The suffocating condition of loneliness is the consequence of feeling isolated, disconnected, and adrift, not of being alone

H

umanity is a group. As Mohandas Gandhi famously said: “All humanity is one undivided and indivisible family.” This is not a sycophantic religious concept, but the fact of our inherent nature. A nature that the current world socio-economic order systematically works against, forcing us to live in unnatural, unhealthy, unfulfilling, and unjust ways. The negative interrelated consequences of living under such a perverse system are many and varied – painful all: disharmony, depression, anxiety, and loneliness are some of the effects of the resulting disconnect – with ourselves, with others, and with the natural environment. An epidemic Loneliness, particularly in developed countries, has been growing year on year. John Cacioppo, author of Loneliness: Human Nature and the Need for Social Connection relates that in the 1980s “scholars estimated 20 percent of people in the US felt lonely at any given time, now it’s thought to be over 40 percent”. Worldwide, according to Psychology Today, the numbers suffering from loneliness are at epidemic levels, and, with an aging population throughout the west, are expected to continue to rise. The suffocating condition of loneliness is the consequence of feeling isolated, disconnected, and adrift, not of being alone. It is related to loss – of a loved one, of a childhood, of an undefined relationship with oneself. Mother Teresa, who worked with the poorest of the poor in India, said that “loneliness and the feeling of being unwanted is the most terrible poverty.” It is extremely painful, erodes trust, and according to Cacioppo can cause lonely people to “feel others around them are threats rather than sources of cooperation and compassion.” Like many associated mental health illnesses, loneliness is stigmatized and seen, Cocioppo relates, as “the psychological equivalent of being a loser in life, or a weak person.” In a world where being tough, successful and ‘driven’ are championed, weakness (particularly in men) and other such inadequacies are frowned upon. As a result people deny loneliness, which is a mistake, as this suffocating condition can increase the risk of an early death by a staggering 45 percent, higher than both obesity and excessive alcohol consumption. Materiality and division Materialistic values characterise the present, all pervasive socio-economic model; governments of all political persuasions are the docile servants of the system, the partners of the corporations who run it. Together they form the contemporary elite. A contented, united and happy populace is the last thing they want. The ideal social unit for the benefit of the ‘Masters of the Universe’, as Adam Smith famously called them, is “you and your television set”, Noam Chomsky has said; in a world devoid of community spirit, where selfishness is encouraged, “If the kid next door is hungry, it's not your problem. If the retired couple next door invested their assets badly and are now starving, that's not your problem either.” Social unity and human compassion are the enemies of the elite and an unjust system, which promotes values of greed and indifference. Such values divide and separate, creating the conditions in which loneliness is almost inevitable. Selfishness and accumulation are encouraged; individual ambition and the competitive spirit, which “destroys all feelings of human fraternity and cooperation,” Albert Einstein said, and “conceives of achievement not as derived from the love for pro-

ductive and thoughtful work, but as springing from personal ambition and fear of rejection,” pervade and largely dominate all areas of life. If humanity is to progress towards a new and peaceful way of living, such values, which create the conditions in which loneliness is almost inevitable, need to give way to other more positive ideals. Cooperation instead of competition for example, will cultivate tolerance and understanding where suspicion and selfishness prevail, allowing communities to come together, strengthening unity – a primary need of our troubled times. Cry for help The pain of loneliness, John Cacioppo maintains, is an “aversive signal for survival” in the same way as thirst or hunger is. It “is part of a biological machinery to alert you to the threat and damage to your social body,” which, he says, we need to survive. This is an instinctive reaction to being on the social periphery, and therefore in danger, perhaps not physically any more, but certainly psychologically. This sense of threat initiates an instinctive process of self-preservation and defensiveness, Caccioppo relates. The brain goes into a high alert state and releases increased levels of “morning cortisol – a powerful stress hormone,” that can lead to clumsy, intolerant reactions, which further strengthen social alienation. A recent report into loneliness in Britain – particularly amongst elderly people – described the condition as “a modern ‘giant'”. Shame, guilt and a sense of failure often accompany this psychological monster. The lonely ones feel they are somehow inadequate – not attractive, sufficiently interesting or successful enough for this ‘dog eat dog’ world. And despite the emphasis placed on achievement as the elixir of happiness and fulfilment, Psychology Today makes clear that “talent, financial success, fame, even adoration, offers no protection from the subjective experience [of loneliness].” So what is the answer? A strong social network, purpose and structure, and supportive relationships are crucial, but do these address the underlying emptiness, which triggers the loneliness? Relationship with Self As is well documented, our sense of happiness and general wellbeing is more readily brought about when we feel connected, but what is it we long to connect with? The universal need to feel connected is rooted in a sense of fragmentation, an underlying sense of loss – experienced as loneliness. If we felt complete, whole within ourselves, this perceived need, one assumes, would not be present. There is a school of thought that says the emptiness and isolation we experience is the result of not

being in relationship with our true Self – that centre of peace, or some would say divine seed at the core of our being. That the ache we are constantly trying to quieten is caused by identifying with everything and anything other than the Self, and by constantly distracting ourselves with pleasure, which has to a large degree replaced happiness. The great Indian teacher Jiddu Krishnamurti said that when we become aware “of loneliness, the pain of it, the extraordinary and fathomless fear of it, you seek an escape.” This would seem natural and understandable, but the distractions, which tend to be sensate in nature, do not, he maintained, bring an end to loneliness, rather they “lead you to misery and chaos”. Indeed can the emptiness of loneliness be satiated by anything external to oneself? “If we have experienced and found one escape to be of no value, are not all other escapes therefore of no value?” Krishnamurti logically argued. Silence and the space to look within are rare jewels in our world, particularly in western societies. The current socio-economic model is a noisy, poisonous system based on negative values, it has polluted the planet and is making us unhappy and ill in a variety of ways. It is a system that ardently promotes material success and the indulgence of personal desires. All of which encourages dependence on methods of ‘escape’ of one kind or another – drugs (prescribed, legal and illegal), alcohol, sex, entertainments in all shapes and sizes – including organized religion, to fill the chasm of loneliness, and keep the mind in a constant state of agitation and discontent. But as Krishnamurti suggests, such transient distractions will never sufficiently drown out our innate need for union with oneself, with the Self; a realization brought about by self-awareness; by negation – ceasing to identify with the fancies of the mind, and as the nineteenth century Indian sage Sri Ramana Maharshi taught, by constantly challenging one’s thoughts and feelings with the deconstructive enquiry “who am I?”. These Men of Wisdom assure us that, with sustained commitment and effort, a relationship can be established with the Self, which reveals separation and isolation to be an illusion, and establishes a deep, non-dependent sense of unity – with others and the world in which ‘we live and breathe and have our being’. Purpose, contact with others and activity are essential to battle loneliness, but if one becomes dependent on these externals and does not, at the same time, seek to overcome the underlying cause then it seems clear little will have been achieved and the ‘modern giant’ will rise up again. Life's going bananas: the world's commonest fruit is in danger of dying Payal Puri of the world's poorest. They're the 8th most important food crop in the world, according to the United Nations' Food and Agriculture Organisation (FAO); in developing countries like India and Africa they're the 4th most critical crop. Diseases affecting important crops aren't new; what's different is that bananas are a monoculture: 95% of the world's banana production is a single variety, the Cavendish, which makes any threat to it a potential time bomb for the entire global crop. Most supposed monocultures - the potato, routinely considered one are actually not; hundreds of varieties are grown around the world, and even minor genetic variations can often protect the species from disease. Bananas, though, are a true monoculture - though there are over 1,000 known species, one single variety makes up the entire global trade - and that has made the fruit radically susceptible to destruction. Ironically, the Cavendish itself became the world's favourite species when in the 1950s the previous staple, the Gros Michel, fell to

a different strain of Panama disease. We have a ton of local varieties in India but even here 57%, or over half the country's bananas, are of the Cavendish family. Pretty much every banana that arrives at urban tables is the Cavendish. The small local bananas you find in parts of Maharashtra, Tamil Nadu and Kerala? Many of those are the Dwarf Cavendish. There's a reason for that. In part, said Dan Koeppel, a researcher and author who has probably done more to highlight this impending disaster than anyone else in a piece for Popular Science, "Banana companies are lazy. They like what works." But there are other factors. For trade, bananas need to tick many boxes. They need to be hardy, to withstand being shipped across incredibly large distances. They need to be inexpensive, and be more or less similarly sized so their packaging and shipping can be standardised. The economic fallout of a banana blight is potentially as disastrous as the food security one: banana trade is an $8.9 billion industry annually, with India being the world's largest producer of the fruit, though we're not a main-

stream exporter. Pretty much our entire crop is for domestic consumption - but with over half our production being the Cavendish, if the disease arrives at Indian shores it would spell disaster. That possibility is not hyperbole any longer. The disease, believed to have originated in Malaysia, spread across Southeast Asia before crossing the ocean to Australia - the first sign that a truly unstoppable attack may be underway - and has now crossed another ocean to Africa. The United Nations is issuing serious warnings. Australia is on the warpath to try and control the disease, but with very little success. In densely populated parts of East Africa, the only source of carbohydrate for millions is the banana, so anxiety is running high. The disease, which is soil borne, can remain viable for decades once it afflicts a particular region, with a chain of consequences we cannot immediately visualise. "Any disease or constraint that affects bananas is striking at an important source of food, livelihoods, employment and government revenues in many tropical countries," said Gianluca Gondolini, secretary of the World Banana Forum. Researchers aren't agreed on how long the Cavendish has; estimates range from 5-10 years. While scientists are continuing to look for a cure for Panama type 4, they're not holding out too much hope; instead, there's an accelerated search to find a viable replacement that can be scaled to global levels within a decade. Your best bet in the meanwhile? Order a banana split this week, and start your personal search for a new favourite fruit.

7 How Hollywood helped to sanitise the 'war on terror'

A Top Gun drone sequel is planned - will it be the latest in a series of films that prime the US military's image? rachel Shabi

ans of 80s blockbusters - doubtless a huge cohort - will be celebrating the news from Hollywood this week that there's going to be a sequel to the allAmerican action drama, Top Gun. Come on, of course you were a fan of this glamorous, speed-loving, adrenaline-charged action drama, with its cheesy singing serenades, amazing aerial stunts and Tom Cruise at his megawatt-smiling best playing the cocky, charismatic navy super-pilot, Maverick. No? Well, the US military was a huge fan - and not just because the film caused a spike in air force enlistments after its release in 1986. Top Gun effectively rehabilitated the military's image and revived confidence in it - both factors were a bit low, post-Vietnam. This film is what helped ferment a Pentagon perception of the entertainment industry as useful for this sort of promotion of core values - and so perhaps we can expect more of the same, but with a necessary, modern warfare drone factor for the sequel. Sanitising the 'war on terror' Top Gun isn't the only movie to have assisted with this sort of thing. As proof of how hard Hollywood has helped to sanitise the "war on terror", the film Zero Dark Thirty has pretty much become the prime example. Director Kathryn Bigelow's 2011 blockbuster is premised on the idea that enhanced interrogation techniques (in other words: torture) actually led to the capture and killing of Osama bin Laden in Pakistan in 2011. The film, peddled as a definitive, authentic account, was made with such close cooperation with the CIA keen to justify its now defunct detention and interrogation programme - that it might as well have been scripted by the agency. Its role as a propaganda vehicle was recently reaffirmed by a US documentary, Secrets, Politics and Lies (on the US public broadcaster, PBS), which examined the CIA programme: how the agency tortured detainees in the post 9/11 years, knew this didn't produce any reliable intel, and then lied about both doing it and the fact of it not working. The US Senate's own Investigations Committee spent six years looking into the CIA programme and the committee's former head, Dianne Feinstein, saw an advance copy of Bigelow's movie. This is what she tells PBS about the experience: "I walked out of Zero Dark Thirty, candidly… I couldn't handle it. Because it is so false." As journalist Michael Isikoff tells in this documentary, Hollywood movies have a significant impact: "More people see them, and more people get their impressions about what happened from a movie like that than they do from countless news stories, or TV spots." Triumph of good over evil Right from the start, Hollywood seemed keen to help with the "war on terror". In 9/11's aftermath, Karl Rove, then special adviser to George W Bush, convened a Beverly Hills meeting with entertainment chiefs to see how they might contribute. This new war gave the US movie industry the chance to build on its favourite storyline, a recurrent theme from Westerns to sci-fi: the triumph of good over evil - and what better setting than Bush's "war on terror" narrative of us v them?

Actually, the Cold War was pretty handy for that, too, albeit with less flashy weaponry - cinematic stereotypes from then were simply repurposed for the global terror period: from cold-hearted, evil Soviets to hotheaded, evil Arabs. The assumptions underpinning such productions are the same throughout: the US is the global force for good, sometimes forced - reluctantly but heroically, in its thankless task as the world's police - to do bad stuff to combat all the evil out there. Arab militants, just like their Soviet villain predecessors, aren't depicted as having motives or political context, because evil is just gratuitously violent. The 2003 documentary, Hollywood and the Pentagon: a Dangerous Liaison, suggests that most American war movies have had some help from the US army. The Pentagon even has its own office in LA, with each branch of the military working with films that portray them in action. Film-makers often trade access to expensive, flashy military hardware in exchange for having army officials consult over the script - these might simply be suggestions over which rifles to use, or it could be over actual scenes. Top Gun was made in consultation with the Pentagon, but this relationship is perhaps best seen in the 2001 film Black Hawk Down: In exchange for script changes, the film-makers were loaned eight shiny Black Hawk helicopters and over 100 soldiers; an arrangement that required US army liaison with the government of Morocco - where the movie was filmed - so that its personnel would be let into the country.

Self-justifying and heroic When films tinker with the optics, massaging the "war on terror" narrative so that it becomes self-justifying and heroic, it's bad enough. But something like Zero Dark Thirty feels worse because it is based on a barefaced lie, fed wholesale to its creators under the seductive cover of "exclusive access". And maybe the disappointment with all of this stems from the expectation that culture's purpose is to go where politics doesn't; to challenge propaganda rather than reinforce it. We think of Hollywood as liberal-minded, but that's misguided when it comes to its portrayal of US foreign policy and place in the world. The PBS documentary Secrets, Politics and Lies concludes by showing how political shutters have closed on the CIA torture issue: A Republican senate came into force last year, the Intelligence Committee appointed a new, Republican head, who recalled all copies of the 6,000 page, classified Panetta review, refusing to read this damning appraisal of CIA torture put together by his predecessors. The senate committee had spent six years poring over millions of documents to probe the issue and issue the review - but now it's all shut down. What we're left with is an award-winning movie, script-doctored by the CIA and watched by millions, telling us that torture led to the capture of bin Laden. Thank you, Hollywood; It's been real. India’s Daughter: Investigating Masculinities and Power

anned for publication in India, Leslee Udwin’s ‘India’s Daughter’ documentary is fraught with critiques such as the documentary perpetuating neocolonial narratives, and the legal question of contempt of court. The documentary investigates the brutal 2012 Delhi gang-rape of Jyoti Singh that lead to her death. While the above questions are legitimate, they do not fall within the remit of this blog entry. I believe consideration should be given to both rape statistics per country, and the extent to which rapes are actually reported in each country. Given this, this post does not take a position on the position on whether women in India face a higher rate of sexual violence. The purpose of this post is therefore to analyse power relations and questions of masculinity raised by the documentary. Before analysis, I provide a brief outline of the comments made by Mukesh Singh (a defendant), the defending lawyers and female relatives of the defendants. If you have seen the documentary, feel free to skip this. Mukesh Singh, one of the defendants, talks in great detail about how the ‘nature’ of women should be (housewives, appropriately dressed, behavior restricted based upon time) and states that rape is a tool used to teach a lesson to women who breach these norms – ‘a lesson from shame’. He therefore concludes that women are more responsible for rape than men. The defending lawyers, M.L. Sharma and A.P. Singh appear to legitimise these attitudes, justifying violence towards women for breaching social codes and supporting restriction of women to the home. Women have no place in Indian culture, argued Sharma; while Singh defended his previous comment that he would set his daughter alight if she engages in pre-marital activities. Defendant Akshay’s wife did not accept the guilt of her husband and was concerned about losing the protection of her husband should be face the death penalty. Ram and Mukesh Singh’s mother speaks of her concern about no longer having a son to perform her burial rites.

documentary. Jyoti Singh may symbolise a changing India – she represents a young woman, becoming successful, gaining greater autonomy and freedom. As was referred to in the documentary (albeit briefly), there is clear issue of changing power relations. Where women are becoming empowered and norms of masculinity dictating that men should be breadwinners are left unchallenged, a 'free' woman presents a great threat to the power relations between men and women. This creates a potentially toxic mix; especially where cultural trajectories of shame that focus around female sexuality and freedom persist. Scholars such as Arendt who theorise power and violence, state that violence is a product of impotence and loss of power, rather than as a tool to exercise existing power. One would not need to enact violence if they (perceived they) had power. This is why actions of violence require a moral justification. Where hegemonic masculinity may require breadwinner status and authority over women, any male (working or not) will therefore see an empowered women as a threat to his status and power over women, and therefore a legitimate target to act out alternative forms of masculinity (violence). Such violence may be a challenge to shifting power relations. This is why women’s economic empowerment must also accompany a qualitative, grassANALYSIS There are several important points raised in the roots shift towards changing gender roles. This will ben-

efit both men and women in a multitude of ways. Women will not be essentialised to conduct housework after coming home from work, heterosexual men will not feel humiliated by having a wife who works when he doesn't (or earns more than him), and such men will be free from the restrictions of hegemonic masculinity that both oppress men and women. Shame as a concept, is undoubtedly a masculine, patriarchal form of controlling women. Although the victim, shame was referred to only in relation to Jyoti, with no comment (even by Jyoti’s parents, who supported her completely) that the rapists were bringing shame upon themselves or their family. This is perhaps the most pernicious form of controlling women in India and serves to deeply entrench and legitimise rape culture. Perhaps the most revealing is the above noted comments by the defendant’s female relatives about the case. Not only do they reject their sons’/husband’s participation in the crime, they also speak of their concerns about no longer having a man to fulfill the requirements of his hegemonic masculinity (breadwinner, burial rites). I have referenced the patriarchal bargain several times in my blog, and it is women who uphold hegemonic masculinity and patriarchy that serve has a contributing factor towards this type of violence towards women. It is for this reason that where gendered power relations develop and change in India, norms of masculinity must be challenged. Such an approach must not only be at the grassroots level, but also require significant inputs from various sources – this is clearly not just about the notion of a breadwinner masculinity. Without a multi-pronged approach that is willing to delve into sensitive areas (e.g. religious constructs), it may prove impossible to completely destroy rape-culture and the legitimization of violence against women – without this, women’s continuing empowerment stokes fears that this problem may only worsen. Is the 'Culture War' Over?

ecently, New York Times columnist David Brooks lamented that conservative Christians are losing the culture war. Brooks suggested that conservative Christians shift focus and “nurture stable families.” But Brooks is wrong; the culture war isn’t over. Conservatives are stuck in a war they can’t win. A May Pew Research report found that since 2007, the number of Americans who describe themselves as Christian has declined from 78.4 percent to 70.6 percent. There was a 6.7 percent increase in “unaffiliated” – atheist, agnostic, or “nothing in particular.” Pew noted that as the unaffiliated group has grown the members have described themselves “in increasingly secular terms.” David Brooks seized upon the Pew finding and the SCOTUS decision in favor of samesex marriage (Obergfell v. Hodges) to conclude: “Christianity is in decline in the United States… American culture is shifting away from orthodox Christian positions on homosexuality, premarital sex, contraception, outof-wedlock childbearing, divorce and a range of other social issues.” Brooks ignores the reality that the beliefs of American Christians cover a wide spectrum. There are conservative Christians, mostly evangelicals, who believe the bible is literally true and are strongly influenced by the Old Testament. (Brooks refers to this sector of the Christian community as “orthodox” but the correct description is “conservative.”) These Christians subscribe to a patriarchic family model (the “strict father” model using the terms of University of California professor George Lakoff) and therefore are against same-sex marriage, abortion, and contraception. There are also liberal Christians who are represented in a variety of denominations: United Church of Christ, Unitarian Universalists, Evangelical Lutherans, United Methodists, Quakers, and others. They do not believe the bible is literally true and are most influenced by the teachings of Jesus in the New Testament. Most of these Christians do not support the patriarchic family model (they believe in Lakoff ’s “nurturant parent” model) and therefore support same-sex marriage, abortion (in some circumstances), and contraception. David Brooks also ignores recent political history. During the Reagan era, a key pillar of Republican strategy was to recruit southerners (in particular) and conservative white voters (in general) by embracing the culture wars. Reagan decried the so-called Democratic assault on what he termed “traditional family values” which are synonymous with what professor Lakoff describes as the “strict father” family model. Republicans accused Democrats of embracing “sixties values” including promiscuity and “abortion on demand.” Since the seventies, the Republican culture war has warned of the destruction of the traditional family by a Democratic-inspired culture of permissiveness that encourages women to step out of the strictures of the patriarchy and supports equality for homosexuals. And, David Brooks is wrong when he concludes that because “American culture is shifting away from orthodox Christian positions on homosexuality, premarital sex, contraception, out-of-wedlock childbearing, divorce and a range of other social Issues.” the culture war is over. The GOP may have lost a battle (or in the case of Obergfell v. Hodges, an entire campaign) but it is disingenuous to assert that this aspect of the GOP electoral strategy has tanked. Social conservatives have too much invested in the culture war both politically and emotionally. The culture war is about defense of the patriarchy. It’s unlikely that socially conservative Republicans will stop defending the strict father family model anytime soon. The GOP war on women will continue. And, sadly, the Obergfell v. Hodges decision will make it easier for homosexuals to marry but not to gain employment or the amenities of a dignified life. Finally, David Brooks errs when he describes the proponents of the culture war as orthodox Christians. They may be orthodox but they aren’t Christians. They are members of a sect, “American Calvinism.” Their Calvinist theology borrows several notions from the sixteenth century French theologian: the Bible is infallible; the “law” is driven by the Ten Commandments, rather than the teachings of Jesus; humans are totally depraved; and God has predestined who will be saved. Brooks’ “orthodox Christians” are intolerant and uncharitable. They embrace capitalism at all costs. Jesus’ first commandment was to love God. But his other teachings are about loving those around us. His second commandment was “love thy neighbor as thyself.” Jesus amplified this in his Sermon on the Mount: blessed are the poor in spirit, those who mourn, the meek, those who hunger and thirst for righteousness, the merciful, the pure in heart, the peacemakers, and those who are persecuted for righteousness’ sake. And, of course, Jesus disdained worldly possessions: “It is hard for a rich man to enter the kingdom of heaven… it is easier for a camel to go through the eye of a needle than for a rich man to enter the kingdom of God.” If David Brooks was correct and the culture war is over then it’s clear what his “orthodox Christians” should do next. Not “nurture stable families;” that’s pablum. If conservative Christians are serious about following the teachings of Jesus then they should join with liberal Christians, and all people of good will, and launch a new war on poverty. That would be a bona fide culture war.

India, Pak in blame-game over ceasefire violations

NEW DELHI/ISLAMABAD, JULY 16 (PTI): Barely a week after Prime Ministers of India and Pakistan broke the deadlock and decided to re-engage, the two countries were back to a blame game today over ceasefire violations with both sides lodging protest with each other. While India lodged protest with Pakistan both in New Delhi and in Islamabad, the Pakistan Foreign Office summoned Indian High Commissioner and lodged strong protest over "air space violation" by an alleged Indian "spy" drone near the Line of Control and "ceasefire violation". "Our High Commissioner in Islamabad raised the issue with the Pakistan Foreign Office and Pakistan's High Commissioner in Delhi was also conveyed India's concerns regarding ceasefire violation in which one woman was killed and some people injured," Indian government sources said. Pakistan Rangers violated the ceasefire twice yesterday, indulging in firing and mortar shelling in the Akhnoor sector. They targeted civilian areas with small-arms fire and shelling at Bhalwal Bharth, Malabela and Siderwan. Pak accuses Indian forces of killing four near border ISLAMABAD, JULY 16 (AP): Pakistan said four civilians were killed and five were wounded in artillery fire that struck villages Thursday near the border with India, blaming the arch-rival neighbor for the casualties. The shelling occurred in the disputed Himalayan region of Kashmir and the border villages near the eastern Pakistani city of Sialkot, a Pakistani army statement said. There was no immediate comment from India on the shelling. Local Pakistani TVs showed villagers mourning for their loved ones. Cameras panned onto their homes, with pockmarked walls, allegedly from the shelling. India on Wednesday said Pakistani forces killed a woman on the Indian-controlled side of the border. Islamabad summoned India’s diplomatic envoy to its Foreign Office and protested over the incident, as well as over what it described as a violation of its airspace the day before. Aizaz Ahmad Chaudhry to lodge the protest over air space violation at Banchirian Sector near LoC yesterday, a Pakistani Foreign Office statement said. According to the statement, an Indian spy drone entered Pakistan's air space in violation of the International Law, Pakistan's territorial integrity and the two Agreements of 1991 on Air Space Violation and Standard Operation Procedures of Advance Notice for Military Exercises, Military Manoeuvres and Troops Movement. day claimed that the Indian drone was being used for aerial photography near the LoC in Bhimber area of Pakistan occupied Kashmir (PoK) and was "brought down for violation of Pakistan's territorial integrity". The Indian Army as well as the Indian Air Force, however, denied that any of their drones has been shot down or crashed. The statement said protest was also lodged over "unprovoked ceasefire violation" by the BSF at Phuklian-Akhnor sector yesterday which continued until sunset and took place this

morning at LoC and International Boundary, resulting in the death of one person and injury to three others. The current row comes just a week after Prime Minister Narendra Modi and his Pakistan counterpart Nawaz Sharif met in Ufa on the sidelines of SCO Summit and agreed on a number of steps to re-engage including early meetings of BSF Director General and his counterpart from Pakistan Rangers followed by that of DGMOs and a dialogue between NSAs of the two countries.

India affirms commitment to peace but will respond NEW DELHI, JULY 16 (AGENCIES): India on Thursday rejected Pakistan claims of shooting down its drone near the Line of Control (LoC) and said that it will retaliate strongly to unprovoked firing by the neighbours. Addressing media after an urgent meeting of Home Minister Rajnath Singh, External Affairs Minister Sushma Swaraj and Defence minister Manohar Parrikar in the national capital over repeated ceasefire violations by Pakistan, Foreign secretary S Jaishankar said the drone brought down by Pakistan does not belong to India. “The photograph of the drone suggests that it is not of Indian design, said Jaishankar adding that India remains committed to steps that contribute to peace on border. Maintaining that there has been a series of ceasefire violations by Pakistan in recnet days, the foreign secretary said, “It should be clear that any unprovoked firing will be met with an effective & forceful response from our side.” Jaishankar told reporters that there was an infiltration attempt in Jammu sector by Pakistani militants on Thursday at 1:35 am and he has asked the indian envoy in Islamabad to speak with Pakistan foreign secretary over it.

17 Crore goes down the drain at Modi's washed out Varanasi event VArANASI, JULY 16 (IANS): As rains led to the cancellation of Prime Minister Narendra Modi's visit to his parliamentary constituency on Thursday, for the second time in the past one month, a staggering Rs.17 crore of the tax payer's money also has gone down the drain. Literally! If local district and protocol officials are to be believed, washed out trip has cost the exchequer more than Rs.17 crores. While VVIP visits do cost a fortune, the amount spent on Modi's now-cancelled visit is stunning for more than one reason. First, while this is in stark contrast to the austerity Modi often speaks of, secondly, if one breaks down the expense of the visit, which was to last four hours and 35 minutes, the per-minute expense was to be Rs 6.18 lakh and the per-second averaging Rs 10,333. With heavy rains ruining Modi's programme on June 28, the organizers this time had done their homework well and six special 'German Hanger' like marquees were erected for the public rally at Dereka grounds. These gigantic marquees were both fire and water proof and are estimated to have cost Rs 9 crore. Three air-conditioned mobile toilets were requisitioned from New Delhi for use of Modi and his entourage. The organizers, on condition, of anonymity told IANS that air-conditioners totalling 100 tonnes were in place at Dereka, keeping in mind the humid and sultry weather. Ten special generators to provide 125 KVA electricity were also installed, adding a major expense to the budget. While the VVIP's were to be provided AC's to give them respite from the humid conditions, 100 coolers and 2,000 fans were in place for the public. These generators, along with ten 6 KVA and two 5 KVA gensets would have produced 1.4 MW of electricity that, in ordinary conditions, could have powered more than 1,000 households, an official mused. This apart, over Rs.4 crore rupees has been sent on boarding, lodging, transport and other expenses of the the prime minister's security and SPG detail. A Wi-Fi enabled mini-PMO was also raised behind the hanger in which Modi was to be present during the launch of the developmental projects. Fifteen LED screens that would have telecast the prime minister's address live to almost 20,000 people amd a high- quality sound system at the rally venue also burnt a hole in the common man's pocket.

Transgenders seek national welfare board NEW DELHI, JULY 16 (IANS): Organisations of transgender and sexual and gender minorities from Karnataka and Tamil Nadu on Thursday urged Lok Sabha members to ensure the passage of the transgender bill and to set up a national welfare board for the community. The Rights of Transgender Persons Bill 2014 is scheduled to be tabled in the upcoming session of the Lok Sabha. The organisations urged the government to demonstrate its will by implementing the directives laid out in the 2014 Supreme Court judgment - in which it recognised the transgender community as a third gender. Representatives of these organisations would be meeting the social justice and empowerment ministry officials on Thursday for a national level welfare board for them. The representatives said the main gains from the

Supreme Court ruling was that it ensured the basic rights for them by guaranteeing "reservation in education and jobs, financial aid and social inclusion". Rajesh Umadevi, director of Sangama, said: "To translate commitments into action, governments must constitute national and state-level transgender welfare board." "The board will devise strategies to implement reservations in education, provide employment for transgender persons and ensure social inclusion of all identities of sexual minorities including trans-men under the all encompassing term of transgender." Sangama is a Bengaluru-based NGO working for the rights of sexual minorities. Jeeva, a founder member of V-CAN Network, which also works for the rights of sexual minorities, told IANS: "If there is any case of

sexual abuse among the transgenders, there is no committee to address their issue. It is necessary to have a body working for transgenders." Representing trans-men, Christy Raj from Karnataka, said trans-men or female to male trans-persons are further marginalised within the gender minorities. "Our concerns need to be heard and it is important that we be involved in the designing and formulating of schemes for our community members," Raj added. For the first time in 45 years, the Rajya Sabha on April 24 unanimously passed a private member's bill to accord equal rights to transgenders. The Rights of Transgender Persons Bill, 2014, calls for equal rights and reservation to transgenders and envisages creation of a national commission and state-level commissions for transgender communities.

SC notice to Centre on plea over land ordinance NEW DELHI, JULY 16 (IANS): The Supreme Court on Thursday issued notice to the central government on a petition challenging the second re-promulgation of the land ordinance to amend the 2013 land acquisition law to ease the process of land acquisition. The bench of Justice Jagdish Singh Khehar and Justice Adarsh Kumar Goel issued notice after counsel Indira Jaisingh told the court that the government's action makes a mockery of the Constitution as the ordinance was issued when parliament was in session. The Right to Fair Compensation and Transparency in

Land Acquisition, Rehabilitation and Resettlement (Amendment) Second Ordinance, 2015, re-promulgated on May 30, was challenged by the petitioner Delhi Grameen Samaj. While issuing notice, the apex court noted that the government was yet to respond to the earlier two, when the ordinance and the re-promulgation was challenged by the Delhi Grameen Samaj. The petitioner said in the plea that the second re-promulgation of the land ordinance was in blatant contravention of the provisions of article 123 of the Constitution and in complete disregard to all norms of constitutional pro-

priety. Describing the re-promulgation as a "defiant act", the petitioner contended that the central government repeated its act when consideration of the challenge to the ordinance was pending with the court. The apex court on April 13 issued notice to the central government on the plea challenging the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Amendment) Ordinance, 2015. Contending that the government was trying to govern the country through "ordinance raj",

the petitioner said the government's action was in "complete contravention of the basic Constitutional ethos that law making function is of parliament". It said the government's action in "promulgating successive ordinances bypassing the legislative process of parliament is not only arbitrary and violative of article 14 of the Constitution but is also a fraud on the Constitution itself". The promulgation of the land ordinance and its re-promulgation was a "text book example of blatant abuse of the powers vested under article 123 of the Constitution", the petition said.

India seeks progress on global tax co-op UNITED NATIoNS, JULY 16 (IANS): Calling for making the international financial system more democratic and responsive to developing countries, India has decried the lack of progress on international cooperation on taxation. Not creating an inter-governmental body for cooperation in taxation "is a historic missed opportunity", Minister for State for Finance Jayant Sinha told the UN International Conference on Financing Development in Addis Ababa on Wednesday. His criticism was levelled at the failure to upgrade the UN Committee of Experts on International Cooperation on Tax Matters into an inter-governmental body. "If this is truly a universal agenda, then all of us must have an

equal seat at the table to legislate on global issues," he said. "In today's interconnected world, tax policy is a global public good, with ramifications far beyond national borders," Sinha added. "We are deeply disappointed, however, that the spirit of multilateralism and universality did not go far enough when it came to global discussions on key issues like taxation." Declaring that "our ultimate aim must be a world in which developing countries can generate the resources they need themselves", Sinha said: "We cannot expect countries to generate more tax revenues while stopping short of reforming international cooperation on tax matters."

Panel favours end to free Attack on Gujarat RTI activist sign of land mafia going berserk call regime over Internet Manu Moudgil

NEW DELHI, JULY 16 (IANS): In a move that can end the free regime for domestic calls made through Internet messenger services such as WhatsApp, Viber and Skype, an official panel has suggested that they be benchmarked against regular telecom service providers for tariff and regulation. Yet, it has said other communication services offered by them dealing with messaging should not be interfered with through regulation. "For these application services, there is no case for prescribing regulatory oversight similar to conventional communication services," it said. "Under existing telecom licensing conditions, Internet telephony is permitted under restricted conditions. But pricing the arbitrage of OTT (over-the-top) domestic voice communication services has the potential of significantly disrupting existing telecom revenue models," the panel said. "The existence of a regulatory arbitrage, in addition to the pricing arbitrage, adds a degree of complexity that requires a graduated and calibrated public policy response to bring about a level playing field," said the committee that was asked to look at the whole gamut of net neutrality.

The panel, headed by technocrat A.K. Bhargava, said the tariff plans offered by telecom and Internet service providers must conform to the government's principles of net neutrality, and the the watchdog asked to examine the tariffs in accordance with the stated objectives. Still an evolving concept, net neutrality means governments and Internet service providers must treat all data and services on the Internet equally, and must not levy differential tariffs for usage, content, platform, sites, application or mode of communication. The committee said the primary goals of net neutrality should be directed towards achievement of developmental aims of the country by facilitating universal, affordable broadband with a good quality of service for its citizens. "Over-the-top application services should be actively encouraged and any impediments in expansion and growth of OTT application services should be removed." The report also said national security is paramount, regardless of treatment of net neutrality. "The measures to ensure compliance of security related requirements from OTT service providers, need to be worked out through inter-ministerial consultation."

On July 16, a group of around a dozen persons kidnapped 36-yearold school teacher and RTI activist, Babu Ram Chauhan, beat him brutally, shaved his head and forced him to drink urine before attempting to throw him in the Indira Gandhi canal. Chauhan is currently recuperating at a hospital in Gujarat. A report by Commonwealth Human Rights Initiative says that in the last ten years, 39 RTI users have been killed and 275 assaulted in India. I hope Chauhan, whom I met three years ago as part of research on victimisation of RTI users, does not end up as just another number in that tally. Chauhan's village lies over 60 km from Jaisalmer near Longewala, the famous post of the 1971 Indo-Pak war. Ramgarh is also the last settlement where the water from Indira Gandhi canal irrigates fields. The land around the canal is meant to be allocated to landless farmers at subsidised rates. However, the land mafia has gained a foothold there, encroaching upon

the area and depriving many deserving farmers of their titles. In 2008, Chauhan, fresh from his successful use of RTI to get salary of local government teachers disbursed on time, decided to take on the land mafia. But it was a different ball game. Besides, being financially strong, the encroachers were from the traditionally dominant Rajput community while the landless farmers mostly belonged to Scheduled Caste Meghwal community. Since Chauhan is also a Meghwal, he knew that using RTI against encroachers would also disturb local power equations To deal with this, he involved the community in his work from the very first day. Since he was not the one to personally benefit from land allotments, his credibility rose. Around 200 villagers, who were awaiting land allotment, contributed money to support Chauhan's effort, who also trained them in filing of RTIs and scrutinising the government records. Villagers filed around 60 per cent of all RTIs to access land records, another departure from most RTI activists who prefer to be in the limelight themselves. Chauhan also kept an account of the donated money,

which is open to scrutiny by anyone When I had asked what made him focus on the land grab issue, he had said: "My father was able to support my education because he had a piece of land to cultivate. Imagine how many poor families will be able to improve their lot if land is allotted according to rules." The information accessed through four years of consistent efforts found that around 17,380 hectares were under encroachment. Instead of 30 per cent quota fixed for those belonging to scheduled castes (SC) and scheduled tribes (ST), only 18 per cent of the land was allotted to them. The efforts also alerted the culprits who started issuing threats. An anonymous complaint was sent to the local administration in 2010 accusing Chauhan of being a Pakistani spy helping the neighbouring country procure maps of the canal area through the RTI Act. Separate inquiries were initiated into the allegations by the CB-CID and the education department, but the allegations were found to be baseless. During these inquiries, villagers came out in full support of Chauhan. The move-

ment got further strengthened in 2010 when 30 of the deserving were allotted land due to the community effort in using RTI. The Colonisation Commissioner (Bikaner) also admitted that 17,380 hectare was under encroachment and could be allocated to the SC/ST applicants who have not been given their due share. This further irritated the land mafia which finally caught up with him last weekend while he was returning from his school at desert village of Ranau, 32 km from Ramgarh. A senior executive of Mitsubishi Materials Corp. will apologize to 94-year-old James Murphy, of Santa Maria, California, and relatives of other former POWs who toiled at plants its predecessor company operated in Japan during the conflict. Rabbi Abraham Cooper, associate dean at the center — an organization that primarily educates about the Holocaust — called it an important gesture, coming as it does ahead of the 70th anniversary in August of the end of the war that has heightened scrutiny of Japan’s attitude to its past abuses. “As far as I know, this is a piece of history,” said Cooper, who is helping moderate the closed-door meeting Sunday at the center’s Museum of Tolerance in Los Angeles. “It’s the first time a major Japanese company has ever made such a gesture. ‘Paper machine’ to detect cancer NEW yOrk, July 16 (IANS): Scientists have developed a portable, low-cost “paper machine” for point-ofcare detection of infectious diseases, genetic conditions and cancer. Using materials costing less than a total of $2, George Whitesides from Harvard University and his colleagues condensed sample preparation, DNA analysis and detection steps into a hand-held paper machine. “The prototype device integrates paper microfluidics (to enable fluid handling) and a multilayer structure, or a ‘paper machine’, that allows a central patterned paper strip to slide in and out of fluidic path and thus allows introduction of sample, wash buffers, amplification master mix, and detection reagents with minimal pipetting, in a hand-held, disposable device intended for point-of-care use in resource-limited environments,” the study said. Many modern diagnostic techniques involve analysing DNA in a patient’s blood sample. If pathogenic bacteria, for example, are present, the test will detect the foreign genetic material. Part of the barrier to bringing this kind of technology everywhere is that it often requires multiple steps under precisely controlled temperatures to prepare a sample and analyse it. The researchers reported in the journal Analytical Chemistry that the new device successfully determined whether as few as five cells of E. coli bacterium were present in test samples. The results can be read using ultraviolet light and a smartphone camera. The researchers said they are further refining the machine to make it even simpler to use.

UN resolution would end Iran sanctions in 10 years

uNITED NATIONS, July 16 (AP): A draft U.N. resolution on the Iran nuclear deal that says U.N. sanctions would “snap back” if Iran fails to meet its obligations also contains a surprise: The crucial mechanism will end in 10 years. The draft, obtained Wednesday by The Associated Press, states that none of the seven previous U.N. resolutions on Iran sanctions “shall be applied” after 10 years, and “the Security Council will have concluded its consideration of the Iranian nuclear issue.” But a U.S. official familiar with the details of the resolution said the five veto-wielding permanent members of the council agreed that a new resolution would be adopted at the end of 10 years to reinstate the snap back mechanism for an additional five years. The official spoke on condition of anonymity because he was not authorized to speak publicly. The U.S. introduced the draft resolution Wednesday, and diplomats said they expect a vote on it early next week. President Barack Obama has cited the snap back mechanism as a main defense of the Iran deal in responding to sharp criticism from the U.S. Congress and some American allies. France also has stressed the significance of sanctions coming back into force quickly if Iran breaks it promises. But Russian officials have given mixed accounts of how the mechanism would work. Moscow has traditionally opposed any voting procedures in which it would lose its Security Council veto power, though Obama said Wednesday that “in the agreement, we’ve set it up so we can override Iran’s objection, and we don’t need Russia or China in order for us to get that override.” The snap back provision in the draft resolution has been described as very clever by U.N. observers. Here’s how it works: If one of the parties to the nuclear deal, like the United States, determines that Iran is not fulfilling its commitments, it can ask for a Security Council vote on a resolution to continue the deal’s lifting of all Iran sanctions resolutions. When a vote takes place, the U.S. or the four other permanent members could then veto the resolution, and the sanctions would automatically “snap back” in 30 days.

GENEVA, JULY 16 (AP): One of the seven FIFA officials arrested in Zurich as part of a corruption probe has been extradited to the United States, the Swiss Justice Ministry said Thursday. The Federal Office of Justice said the man, whom it did not identify, was extradited on Wednesday. "He was handed over to a three-man U.S. police escort in Zurich who accompanied him on the flight to New York," the ministry said in a statement. The official agreed last week to be extradited, unlike six others who are fighting extradition. The extradited man is accused of "accepting bribes totaling millions of dollars in connection with the sale of marketing rights to various sports marketing firms and keeping the money for himself," the Swiss justice office said last week. All seven men were arrested on May 27 in dawn raids on a luxury hotel in Zurich by Swiss federal police at the request of American federal agencies. They include FIFA vice president Jeffrey Webb of

the Cayman Islands and former FIFA vice president Eugenio Figueredo of Uruguay. Both have been suspended from football duty by FIFA's ethics committee. A total of 14 men — nine football officials and five marketing executives — were indicted by the U.S. Department of Justice in May, and a further four had their guilty pleas unsealed. They are alleged to have taken part in a racketeering conspiracy paying bribes of more than $150 million over a 24-year period. The payments were tied to the award of broadcast and hosting rights for the World Cup, continental championships in North and South America, and regional club tournaments. U.S. authorities have said more indictments should follow, and FIFA President Sepp Blatter is a target of the widening case. Naga Hoho’s view on sApo-Mao council dispute

Setting up of a Police beat/station by the Government of Manipur (GoM) at Dzukou won’t make the Nagas shy away nor will we capitulate to the Manipur security forces. Conflict over Dzukou valley within a family is a natural phenomenon which our ancestors have always tackled with all measures according to the Naga tradition and customary usage since time immemorial. Not all the Angami’s or Mao’s are party to the conflict, and the GoM putting its best effort to expand the hatred between the Nagas is not at all acceptable. The Naga Hoho is compelled to issue this article for the public consumption in pursuance to bring an amicable solution to the unfortunate impasse between the two Naga brothers. The Naga Hoho’s sole objective in this impasse is for upholding the integrity and fraternity amongst all the Naga brothers and to restore to its age old relationship between Naga tribes. The Naga Hoho’s participation in this unfortunate episode was approached in two phases. The first was to diffuse the situation and second, to bring an amicable lasting solution. Accordingly the Naga Hoho in order to diffuse the situation i.e. the checking of identity, economic blockade and the counter blockades which took place, the Naga Hoho executive members had a consultative meeting with the officials of the Mao Council (MC) on 3rd June, 2015 at Mohou, in the presence of representatives from the United Naga Council (UNC) and Naga Peoples’ Organization (NPO) where the appeal of Naga Hoho was obliged by the Mao Council in lifting the proposed economic blockade. It was at this meeting where the three organization led by Naga Hoho, UNC and NPO appealed the Mao Council to withdraw the Memorandum submitted to the communal Government of Manipur (GoM). The Naga Hoho executives came back with a strong conviction that the MC will not invite the intervention of a third party in the form of communal GoM, rather the Nagas as brothers would resolve any issue or dispute according to the age old customary and traditional practice and usages of our ancestors. The Naga Hoho executives on 5th of June, 2015 met the officials of the Southern Angami Public Organization (SAPO) and the Southern Angami Youth Organization (SAYO) in the presence of the Angami Public Organization (APO) at the SABT building at

Kohima. The appeal was put forth by the Naga Hoho team to put an end to the blockade that was bringing misery to the Mao community and the subsequent Vacation Notice directing the Mao dwellers in SAPO area and parts of Kohima within 5 days period to vacate be kept in abeyance as it was the desire of both the parties to the conflict to settle the matter according to the traditional and customary practice of the Nagas. Having met and heard both the parties, the Naga Hoho executives had an emergency meeting at Kohima and in its effort to diffuse the situation accordingly issued a directive on 5th June, 2015 to MC to withdraw the Memorandum submitted to the GoM within 24 hr, and to withdraw their volunteers immediately from the disputed zone and to impress upon the GoM to pull off its security forces. On that same day i.e.5th June, 2015 the Naga Hoho issued a similar directive to the SAPO for withdrawal of the Vacation/ Quit Notice issued against the Mao community, and further directed the SAPO volunteers to abstain further actions at the disputed site. The Naga Hoho on 8th June, 2015 received an official communiqué from the MC signed by the Vice President and the General Secretary expressing their inability to withdraw the memorandum, rather reiterating that the Memorandum has served its purpose and citing a positive response from the GoM. An emergency meeting was called between the SAPO/SAYO and Naga Hoho in the presence of the APO on 9th, June 2015, where Naga Hoho officials expressed their displeasure against the MC over their reply and further appealed them to keep their Vacation Notice in abeyance as the NH team wanted to restore the two Naga brothers where they live as brothers. The Naga Hoho was yet again compelled to issue another directive to the MC for immediate withdrawal of the Memorandum, as the intervention of GoM was not required when both the parties to the conflict agrees to resolved the matter according to the traditional and customary practice of the Nagas. On the 1st of July, 2015 the Naga hoho in its Consultative meeting at Kohima thoroughly deliberated on the issue and the house endorsed the Naga Hoho executive’s decision in issuing a directive to both the parties. The House further deliberated on the memorandum submitted by MC to GoM on 23rd April, 2015 and the political ramifications which will have

an adverse effect to the Naga’s aspiration and believe to our right to Selfdetermination as a people. The house unanimously decided to give the MC a further 5 days period for withdrawal of the Memorandum. The Naga Hoho executives and the UNC executives after the expiry of 5 days notice unanimously decided to suspend the membership of the Mao Council from Naga Hoho so long as the MC desires the involvement of the GoM. The MC’s claim of approaching the office of Naga Hoho on the 3rd of Sept. 2012 for timely intervention to contain undesirable eventualities within the Naga family and to safeguard the Naga unity at such a trying time in the history of the Naga struggle for self determination was also deliberated. “Naga Hoho did not act on the appeal on the ground that Naga Hoho does not have a court”, is the claim leveled against the Naga Hoho. The Naga Hoho is to make its stand very clear that no such appeal was received till date from the MC, and the MC should come out openly with the copy of its appeal letter submitted to the Naga Hoho and produce the same corresponding reply received by the MC from the office of the Naga Hoho for the transparency and general publicity. The Naga Hoho received a reply to its 2nd directive after 22 days from MC which was also published in the local dailies by the General Secretary of the MC. The encroachment done by SAPO as claimed by the MC is the prerogative and the bounden duty of arbitrator or for that matter any tribunal or court whichever is preferred by the parties to the conflict to judge and come out with the truth. The point of contention here is the presence of memorandum with the GoM which itself undermines the very confidence of the MC in solving the dispute according to the traditional and customary practice of the Nagas. The parallel instances of the SAPO/MC disputes are also there between Kezhakeno/ Tungjoy and Meluri/ Jessami. The Naga Hoho is of the view that MC should get in the line with these parallel instances of having full faith and confidence in solving the border disputes between Naga brothers according to the traditional and customary practice of the Nagas without seeking the intervention of the communal Government of Manipur. The Naga Hoho executive’s decision in directing the MC for withdrawal of the Memorandum from the GoM should not be considered as sought

with provocations, harassment, humiliation and violence. The “possibility” allegation that the withdrawal directives are based on sheer majority and not by the merit of the case should also be dropped since the Naga Hoho office is for the brotherhood, unity and fraternity of all the Nagas and cannot be made or alleged to be mouthpiece of one particular tribe alone. The chief Minister of Manipur, Shri. Ibobi Singh inviting the Surveyor General of India to come and indicate the political boundary line marking itself undermines the very co-existence of Naga people in Manipur and Nagaland border. Not only is the presence of the MC’s Memorandum in Ibobi’s grasp harm the Naga Identity and its political peace process but it will certainly bring an adverse effect to the case between Assam and Nagaland border dispute which is been heard by the Supreme Court of India. Most importantly, it has become imperative to refer back the famous Declarations/ Resolutions of the Naga Hoho and United Naga Council as to why MC should withdraw their Memorandum from GoM. The Delaration of the Consultative meeting of the Naga Hoho on May 8, 2010 which was endorsed by the 3rd Federal Assembly of the Naga Hoho at Mokokchung over the aggression committed by the Manipur state Government on the Naga people reads as; In view of the war that has been waged upon the innocent and unarmed Naga citizens by the Manipur State Government on the 6th of May, 2010, we the Naga Hoho on behalf of the Naga people reiterate and declare the following statements in support of our historical rights to our ancestral lands. 1. That, however much our lands and our people have been dissected through colonial designs, we solemnly declare and affirm that we are one nation and will stand together as a people. 2. That any attack on any of our people will be considered as an attack on our nation. 3. That we consider the recent killings of our students, injury to hundreds of our innocent citizens and lootings and destructions of properties at villages in Mao Naga area by the Manipur Government as an open declaration of war against the Nagas. 4. That any harm done to our citizens presently held hostage in the Imphal valley will be countered by befitting actions. 5. That henceforth, we derecognize

any artificial boundary lines drawn across our ancestral lands in the present Manipur State While we issue the above declarations, we express our solidarity with our Naga citizens in Manipur and elsewhere and declare that we shall ever stand together as a nation in defending our national rights to our national lands. Further, the Declaration of the Naga people (South) in the 3rd Naga People’s Convention at Tahamzan on 1st July, 2010 clearly says that- “we, the Nagas in the present state of Manipur having established our position based upon the unmistakable fact that it is impossible to protect our right to life, land, time-honored institutions, customary practice and values under the administration of the dominant and communal Government of Manipur, and that our history with it, has clearly confirmed the harsh reality that the GoM has never recognized and respected the identity and dignity of the Naga people, hereby declare on this day, the following that – The Nagas will sever all political ties with the communal Government of Manipur, and henceforth there shall be a total political non-cooperation movement against it……this Declaration made by the Nagas in the South have been thoroughly deliberated in the 4th Federal Assembly of the Naga Hoho at Mokokchung on July 16, 2010, wherein, “the President, UNC briefly informed the house on the circumstances leading to the adoption of the declaration for severance of political ties with the Manipur State Government and to opt for an alternative arrangement for the Nagas in Manipur. Members were of the view that there should not be any objection to the declaration and to the alternative arrangement. The house resolved to support, help and aid the UNC and other Nagas outside the State of Nagaland in their effort to secure alternative arrangement for their survival and sustenance and for the protection of their land and identity, pending the settlement of the Indo-Naga issue”. In this backdrop, the Naga Hoho is fully convinced of the fact that disputed land/ zones will be always with the Nagas irrespective of the favour whichever tribe is awarded, “however, so long as the MC seeks the intervention of Non- Naga’s to this case, the Naga Hoho will keep the suspension of MC from the Naga Hoho so as to keep our record clear for all days to come. In India, almost all the urban traffic police personal suffers from eye related problems due to dust particles, hearing impairment, insomnia and buzzing sounds in their ear after noisy workdays due to high level of noise pollution and most importantly complaints about lung related disorder like pneumonia and bronchitis. So, effort should be made to curb these problems. Authorities should look into this account very seriously while dealing with the environmental pollution and enhance their contribution by reducing the duty hours of the traffic police, rotation of duties to less polluted areas, free periodical medical checkups to facilities early detection of respiratory and cardiac diseases, providing necessary protective devices and by strictly enforcing the laws regarding pollution . Besides ,we the citizens should also contribute on our parts by respecting them , obeying the traffic rules so that their duties is eased, reducing the use of vehicle either by resorting to public transport or switching over from vehicles to other means like cycling and walking , properly maintaining vehicles ,avoiding unnecessary horns and most importantly by planting more trees as trees not only absorbs harmful greenhouse gases but it is also a good remedy to reduce noise pollution. My role in the Indian version is the same as Tyra’s. I will present, mentor and groom the girls. Grooming is important to become a model.
