Naga Mothers’ Association The Naga Mothers’ Association (NMA), in a memorandum to the Prime Minister of India, termed the killings of the two children as “a case in point of the abuse of power and the impunity which the AFSPA is all about.” “Has the Government of India and its armed forces declared war on innocent children and unarmed civilians?” questioned the NMA, while lamenting that “these are the kind of atrocities we have seen under AFSPA, which cannot be imagined or understood by Indians who have not lived under the threat and impunity of this Act, which has allowed immunity to Indian soldiers over the past fifty plus years.” The NMA appealed to the Prime Minister to withdraw the Disturbed Areas Act and the AFSPA “before the situation worsens and the peace initiatives are hampered.” Claiming that the situation in Nagaland “did not

merit” extension of the Disturbed Areas Act; the NMA termed it unfortunate that the centre “talks of peace of one hand and wields these draconian laws, which hampers and destroys peace on the other.” The NMA further appealed to both the centre and the NSCN (K) to reinitiate a ceasefire at the earliest and said that neither AFSPA nor the Disturbed Areas Act are conducive to bringing back ceasefire and peace initiatives. The NMA called upon the centre to allow civil societies, including the Naga Mothers to initiate building of peace and confidence between the two again, in the interest of the people. The NMA further sought the “immediate withdrawal” of all armed and paramilitary forces from the state and re deployment of Naga IRBs posted in different parts of the country including Kashmir, West Bengal, Delhi etc. “This demand is being made as we have enough manpower in local IRBs to maintain peace and security,” it said. The NMA reasoned that such a move “will see less bloodshed and killings of both state and non state actors, and hopefully bring a peaceful environment conducive to building peace in our land.” The NMA expressed hope that the democratic principles which India be-

This is an act of ugly vengeance against the unarmed civilian, not at all a blank firing as claimed by the Indian Se-

curity Force.” It termed the killings as a “direct threat to the security of the Nagas by the Indian Security Forces” and said it “clearly exposed the sick activities of the Indian Security Forces acting as negative forces and execution of the draconian law where the innocent citizens are targeted without any rhyme or reasons.” This is an Act that should be abolished for once and for all, it demanded. The NSF further in-

formed all concerned to attend a Seniors Consultative Meeting with the Federating Units and Subordinate Bodies to be convened on July 18 at the office conference hall at 12:00 noon. Pochury Students’ Union The Pochury Student’s Union (PSU) lamented that the recent incident is “mentally and physically torturing peace loving citizens” and a “direct violation of human rights.” The PSU cautioned that it would “not tolerate and bow down from such inhuman and uncivilized action of security force.” The imposition of AFSPA and the Disturbed Areas Act has made Pochury areas “more vulnerable,” it stated and called upon the Nagaland government and the centre to “bring justice to the victim’s family.”

NPCC Meanwhile, the Nagaland Pradesh Congress Committee stated that “whatever may be the explanation,” killing unarmed and innocent children and injuring women from amongst the crowd of innocent public are the “highest crimes against humanity.” A press note from the NPCC President, K Therie demanded that the Nagaland state government pay Rs 10 Lakh each to the families of the two students killed and compensate the expenses of the injured woman with a lifetime pension. It asked security forces to “restrain” themselves and urged that the ceasefire be reviewed and talks resume immediately with all Naga Political Groups. If required, the NPCC informed that it would be “ever ready to play a mediatory role in the endeavour to solve the political problem through peaceful means.”

Ebola toll exceeds 11,250 in West Africa: WHO

GENEvA, JULY 17 (IANS): The World Health Organisation (WHO) has said the number of people killed by Ebola in West Africa has exceeded 11,250. A total of 27,643 cases of the Ebola virus disease (EVD) have been reported since the outbreak of the disease, TASS reported on Friday. The maximum number of Ebola-related deaths has been registered in Liberia (4,806 deaths and 10,666 total cases) in the country while the average death rate is 50 percent. Liberia is followed by Sierra Leone (3,947 deaths) and Guinea (2,506 deaths) respectively. Separate cases have also been registered in Mali, Nigeria, Senegal, Spain, Britain and the United States. The EVD is a severe illness in humans, often fatal. The virus is passed on to people from wild animals and can be transmitted from humans to humans. Early supportive care, which includes rehydration and symptomatic treatment, improves the survival rate. There are no licensed Ebola vaccines yet but two candidates are being evaluated.

a firing incident on July 16. The DGP, when contacted said that the government team met villagers and took stock of the situation. The DGP informed that the State Government is in the process of initiating an inquiry. While the villagers maintain that the gunshots, which killed the two children, were of the Assam Rifles, the DGP said that a case has been registered, adding, “Let’s see what it finds out.” The AR meanwhile maintain that the villagers were

used as a ‘human shield’ by NSCN (K) cadres to ambush the AR personnel. “Can’t comment” was the DGP’s reply when asked to comment on this. Home Commissioner, Neihu C. Thur said that “As far as the villagers are concerned, the firing by the Assam Rifles was unprovoked.” The villagers have lodged a complaint at Meluri Police Station. On the police investigation, Thur said that the police will do its own part, while the State Government will

Ceasefire abrogation unfortunate: Rajnath

The delegation of naga legislators who met union Home Minister Rajnath singh in new Delhi today.

NEW DELHI, JULY 17 (MExN): Union Home Minister, Rajnath today stated that the abrogation of ceasefire with NSCN (K) “was unfortunate, and it took them by surprise.” He said this during a meeting with Naga legislators led by Nagaland CM, TR Zeliang and NLA Speaker, Chotisuh Sazo in New Delhi today. A press note from the CMO quoted the Home Minister as saying that “if peace is desired by the society at large, NSCN (K) should also come forward, and the Government of India will surely consider any such overture initiated by

them.” Singh further stated that the centre has empowered the Interlocutor to take the talks to a conclusive end. The delegation of Naga legislators urged the centre to consider the Naga political issue as a national issue and find an amicable and honourable solution at an early date. They also suggested that the Interlocutor be fully empowered to negotiate at working out a solution, instead of being authorised only to talk, in a manner that can form the basis for the consultations amongst the Naga nationalist groups and the Naga people as a whole. The dele-

gation then asked the Union Home Minister to restore the Ceasefire Agreement with NSCN (K) and review declaration of the entire State of Nagaland as Disturbed Area under AFSPA. The Naga legislators also met with Union Minister of State for Home Affairs, Kiren Rijiju. Rijiju reportedly expressed unhappiness over the sequence of events leading to abrogation of ceasefire with the NSCN (K) and assured that the centre would consult the state government in any action being taken concerning the state.

initiate an independent inquiry. If the Assam Rifles also initiates its own inquiry, three independent and parallel inquiries will probe the case. Thur further informed that ex-gratia of Rs. one lakh each was handed over to the family of the deceased children, while Rs. 25, 000 was handed over to the injured woman. Despite the gravity of the situation, the Chief Minister as well as the Home Minister have so far been silent on the issue.

Upgrade Zunheboto District hospital, Sumi Hoho demands

ZUNHEBOTO, JULY 17 (MExN): The Sumi Hoho has written to the Commissioner & Secretary, Health and Family Welfare, demanding upgradation of the Zunheboto District Hospital to 100 beds. The Sumi Hoho, in its letter, lamented that “even after several assurances, it has only remained a lip service as nothing has been done yet.” It recalled that on November 13, 2009, the Nagaland CM, Neiphiu Rio had inaugurated the Zunheboto District Hospital to 75 beds, yet, no additional manpower, equipments, etc. required for a 75 bedded or a District Hospital has been granted. The Sumi Hoho informed that the hospital has only 4 to 5 doctors and 20 to 21 nurses stationed in Zunheboto and manning a 75 bedded hospital. “Specialist doctors like Obstetrics & Gynaecologists, Paediatricians, Eye specialists, etc. are not available” and patients have to go to other places in search of treatment, it said. While acknowledging the few doctors who are discharging their du-

ties with dedication, it lamented that “when manpower is much lesser, most of the doctors whenever enquired are said to be on a medical leave or gone out for treatment.” It asserted that Zunheboto District Hospital “cannot be a dumping ground of ill health doctors” and urged the competent authority to “give voluntary retirement to all the doctors and other staff who are unable to give public services owing to ill health as per the provisions of the Government service rules and schemes.” Itfurtherrevealedthatthe Zunheboto District Hospital is running without a Medical Superintendent (MS) as the incumbent MS “has been absenting and off duty for the last nearly two years.” Stating that the Sumi Hoho is now “losing faith in the department,” it asserted that “we are asking only for our due share of what we deserve.” It demanded to know as to why the people of Zunheboto are “deprived of our basic rights and why is the department remaining still and mute even after several appeals put forth to replace the MS.”

of July 16 shooting on people Morung Express news Dimapur | July 17

The Assam Rifles (AR) has now shed all responsibility for the death of two children in Meluri sub-division of Phek district and termed the people of Phor as “human shields.” Two children were killed and one woman injured between Wuzu and Phor on the evening of July 16, after a firing incident involving the AR and, reportedly, cadres of NSCN (K). The two children, identified as Tüzali (14) and Aso (13), were buried in their village on July 17. The injured has been identified as Vitsürho (24). Speaking to the media at the 32 AR camp at Kashiram here, Inspector General of Assam Rifles (North) Maj. Gen. MS Jaswal, today stated that “the NSCN (K) used villagers as human shields.” He also claimed that the villagers were in the know of an “ambush” and were probably “coerced” to stop the convoy that was carrying back the bodies of the two dead NSCN (K) cadres killed in an encounter on July 15. Sources from the village, however, stated that they merely wanted the bodies to be carried back in coffins for which the convoy was stopped. According to the IGAR, the convoy “came under heavy gunfire” from armed persons on the evening of July 16 from three sides— two above hilltops and one from below the village. The AR retaliated with gunfire. The AR, however, maintained that it did not fire towards the village. It may be noted that it was almost

7:00pm and dark. According to the AR, the whole episode may have lasted two minutes. Sources from the village informed today that the children were in their respective courtyards when stray bullets hit them. One AR personnel, identified as Rifleman Ojha, was injured in the incident. He sustained bullet injuries on the upper back and is currently undergoing treatment at the Military Hospital at Rangapahar. Ironically, the AR had gone to the region to “ascertain reports” of “kidnapping and forced recruitment” of school boys from Avangkhu and Pokhungri along the Indo-Myanmar border by NSCN (K). The request to do this was made by the Nagaland State Government, the IGAR said. In the process, two school children are now dead. To ascertain the truth, the IGAR has ordered an ‘internal enquiry’ into the incident. When asked if the inquiry will be transparent with the AR providing updates on the progress of the case, the IGAR maintained that ‘there is no democracy in the army’. It thus cannot be ascertained if an enquiry was actually ordered or how such an enquiry will proceed. The IGAR also urged the Nagaland State Government to initiate a civil enquiry into the matter at the earliest. If the Assam Rifles are found guilty, “law will take its course,” Jaswal maintained. It may be noted that army officials are exempt from persecution under Indian laws due to immunity provided by the Armed Forces (Special Powers) Act, 1958 (AFSPA).

Manipur draws a blank in private Arunachal on high alert after JE death investment, Arunachal favourite GUWAHATI, JUly 17 (TNN): A recent report has revealed that private investors dread to venture into Manipur, which is considered to be the country's sporting powerhouse, while Arunachal, the storehouse of hydel power, is the most preferred investment destination in the northeast. According to a report of ASSOCHAM India, all investments in Manipur in the last decade (from 200405 to 2013-14) have been of public sector ownership, while private investments have drawn a blank. In Arunachal, the power sector has the highest amount of outstanding investment with a share of

81.3% of the state's total investment. The report states that only Sikkim, Meghalaya and Arunachal have recorded public sector investment less than the regional average. The Left Front-ruled Tripura follows Manipur with a low private sector ownership investment of 5.9% and 94.1% public sector ownership investment. In the entire northeast, the investment rates are 34.60% from private ownership and 65.40% from public ownership. For the rest of the country, the ratio is the reverse — 47.6% from public sector ownership and 52.40% private owner-

ship investment. The ASSOCHAM report titled 'An Analysis of North East Region: Economic Growth and Investment Development' said, "If we look at the source of investment in the region's states, the analysis suggests that most of the investments are coming from the public sector." According to the report, public sector ownership investment in the last decade in Mizoram was 92.8%, 88.6% in Assam and 82.1% in Nagaland. The report added that while economic growth can be sustained only when sustainable amount of investment takes place over the years, "the investment

performance of the region suggests that as on 201415, only four per cent of India's investment is taking place in the northeast. As on 2014-15, the region has attracted Rs 6.38 lakh crore outstanding investments." Eighty per cent of these investments have gone to Arunachal (63%) and Assam (17%) and the remaining 20% is shared by the remaining six states. The analysis suggests that most of the investments are taking place in electricity (62.6%) and services sector (29.5%). While the manufacturing sector has a share of 6.2%, the mining and irrigation sectors' share stands at

0.7% each. The ASSOCHAM suggested, "Fast and speedy connectivity (by road, train or by other possible means) is necessary for industrial development. Apart from connectivity development, states need to ensure safety and security." According to a report of ASSOCHAM India, all investments in Manipur in the last decade (from 2004-05 to 2013-14) have been of public sector ownership, while private investments have drawn a blank. In Arunachal, the power sector has the most outstanding investment with a share of 81.3% of its total investment

ITANAGAR, JUly 17 (PTI): The health authority in Arunachal Pradesh has issued a high alert following the death of a minor girl due to Japanese Encephalitis in Lower Subansiri district two days ago, a senior health official said. The child who hailed from Dollongmukh died of JE at the Arunachal State Hospital Naharlagun near here on July 15 last, health department officials said today. Public awareness campaigns, vector control of mosquitoes by fogging operations with "Malathione" insecticide were being carried out by involving the district administrations and the Municipal Council, state epidemiologist Dr L Jampa said. So far, six JE cases have been detected including one from Daporijo, two from Dollongmukh, one from Tengabari near Balijan in Papum Pare district and two from Yupia, the State Epidemiologist said. A total of 211 positive cases of dengue

have also been reported from Pasighat in East Siang district, he said. The detection for NS1 antigen and IgM by ELISA was done from a total of 864 blood samples of suspect cases reported in Pasighat General Hospital, he said. "The tests were being done on a daily basis since the area is experiencing on an average 50-70 cases of fever on a daily basis in the hospital to the extent that all the beds are occupied to accommodate such fever cases. The situation is being closely monitored by the department at the state and district level," he added. The dengue cases were confirmed after compilation of reports from the district priority laboratory (DPL) under Integrated Disease Surveillance Project (IDSP) at General Hospital Pasighat which began since the first week of June this year, Dr Jampa said. However, there was no report of any dengue death in the district so far, he said.

'Need to dismantle militant Defence secretary, Assam Police chief get NHRC notice camps in neighbouring nations' NeW DelHI, JUly 17 (IANS): The NHRC has issued notice to the union defence secretary and the chief of Assam Police after taking suo motu cognizance of a media report that three women, including a teenager, were allegedly raped by soldiers in Dokmoka town of the state in April. The National Human Rights Commission (NHRC) has observed that the contents of the media report, if true, raised a serious issue of human rights violations, it said in a statement on Friday. It has given two weeks' time to the two

officials to respond to its notice. According to the media report, the soldiers while on patrolling duty reached Khorsim Athor village and took a 13-yearold girl to a jungle nearby in Dokmoka in Karbi Anglong district of Assam. The girl's mother and a relative went after them to rescue her, but they too were sexually assaulted. The NHRC statement said a police team has been constituted to conduct an inquiry. Medical examination of the victims has also been conducted.

Mizoram CM tells Cong workers to be silent over liquor policy AIzAWl, JUly 17 (eNS): A day after two top Congress spokesmen quit as publishers of the party’s mouthpiece over a controversial questionnaire that targeted pastors over the state’s liquor policy, Chief Minister Lal Thanhawla instructed all party workers to be silent over the government’s lifting of prohibition. “Prohibition has already been lifted, so from now on we should remain silent on the issue. Let it go on as it is and if it creates problems, then our leaders can always review it,” the CM said during the weekly

Two killed in CRPF constable's firing GUWAHATI, JUly 17 (TNN): A student and a CRPF personnel were killed in Assam's Nalbari district in the morning when a CRPF personnel opened fire at the group of All Assam Students Union (AASU) protestors, who were blocking the national highway demanding a subdivision at Tihu. Seven other protestors and the additional district magistrate of Nalbari district have also been injured by the indiscriminate firing from the CRPF personnel. Police said that they do not know so far why CRPF personnel Amal Kumar Das suddenly started firing, first on his colleagues and then at the protestors. "We have recovered his weapon but he has fled from the scene but we will catch him," a police officer said. The incident appears to be abnormal behavior by a CRPF personnel, but AASU leadership says that it was an attack on the peaceful protest by students.

The Church and the Congress government in Mizoram have collided over the lifting of 18 years of prohibition, but it has been community-based organisations and neighbourhood groups who have been at the forefront of a movement to not allow the opening of liquor retail outlets across various towns and parts of Aizawl city. Congress leaders have however occasionally targeted the Church over its stated opposition to liquor sales. Matters came to a head

It also leaves space to mark the pastors’ current place of posting, and also carries 7 options where readers can mark where and at which platform the pastor made adverse comments against the party or the government.

GUWAHATI, JUly 17 (IANS): Assam Chief Minister Tarun Gogoi on Friday called for an urgent need to dismantle militant camps in Bhutan, Bangladesh and Myanmar. "The northeastern militants get food, shelter and training in these countries. There is need to intensify security along the India-Myanmar border," Gogoi told reporters here. "I have taken up with the union home minister during his meeting of chief ministers that there is need for an operation in Myanmar with the help of the Myanmar government. Operation in Myanmar must go in full swing." Gogoi said Rajnath Singh called him up on Friday in the wake of violence by the anti-talk faction of ULFA (United Liberation Front of Asom) militants in Tinsukia district. The ULFA militants on Tuesday gunned down two people in the district. He said Assam Police have nabbed the two ULFA linkmen, who were associated with the Tinsukia killing. "An operation has been launched against the ULFA. We have information that the group is trying to carry out subversive activities in Jorhat and Guwahati," Gogoi said.

Stuck road projects hinder India’s growth journey NEW DELHI, JuLy 17 (REutERs): Prime Minister Narendra Modi’s top civil servant hauled road builder KMC Constructions into his office last week, along with a state bank and officials, and set an October deadline to finish the Pink City Expressway linking Delhi and Jaipur. It looks a tough ask. The 225 km (140 mile) highway is still missing seven bridges, several stretches need to be widened to the projected six lanes, and miles of land have not yet been acquired. The road should have opened three years ago. The journey from the capital to the rose-hued sandstone tourist town can take six bumpy hours and is a symbol of the challenges Modi faces to kick-start Asia’s third-largest economy. Frustrated by hold-ups in way-behind-schedule projects the government thought it had fixed, Modi’s office is now itself leaning

have to go and spend it.” The transport ministry has already burned through $2 billion since April as it races to invest the $6.8 billion of government spending it has been allocated this year. Yet this has not fed through to a marked increase in new road building, with much of the money earmarked for cashcrunched developers. At last week’s meeting, Principal Secretary Nripendra Misra demanded results for five road projects that cars were supposed to be driving down years ago, two people with knowledge of the meetings told Reuters. You passed half-built bridges.

Work on the highway restarted late last year after a government threat to cancel the contract prompted the lenders, led by state-run IDBI Bank, and the developer to agree a loan restructuring, but there is still a shortage of land to finish the job. “If land is given, we will finish the project. Today, six-laning is completed on the land we have,” said Shashank Shekhar, a senior executive at KMC. There are some signs of progress. Two hours before the meeting at the prime minister’s office, the state government approved building on a roughly 16 hectare (39.5 acre) chunk of land - five years after KMC first requested permission. But close to 20 large projects remain mired in huge debts, land shortages and red tape, and the government needs private funding to bolster its public investment in infrastructure if it is to meet ambitious road building targets this year.

In the past year the government has terminated the contracts for at least five roads and withdrawn rights for the developers to continue construction on a further 30, according to data from the highways agency seen by Reuters. “We have cancelled many projects. Every second day we cancel a project,” said V. Chhibber, the top official in the transport ministry. “Somebody will have to carry the can, but the government’s not going to carry the can.” Chhibber said he was confident the ministry, already the biggest spending department since April, could spend the money allocated to it and construct at least 6,000 km of roads by the year-end. He said the number of stalled projects had come down from 100 when Modi’s government came to power in May last year, but he acknowledged more needed to be done to speed up building, with land acquisition a “major hurdle”.

In India’s south, for example, a 43 km road connecting manufacturing hub Chennai to a nearby state is still missing 40 percent of the required land - almost four years after it was due for completion, a person with knowledge of the project said. Later this month, Modi will again try to get a controversial bill through parliament to ease land acquisition rules. Between April and June, 496 kms of new roads were completed by the national highways agency, up from 359 kms last year, but the third lowest rate since 2008, official data shows. The government, which builds some roads without the help of the highways agency, has awarded 1,600 kms of roads out of a planned 10,000 kms this year. “If every project requires to go through the PMO (Prime Minister’s Office), then there’s something wrong with the way we have set up our system,” said Vyas at the CMIE.

aGaRtaLa, JuLy 17 (IaNs): To improve connectivity along the borders with Bangladesh, Bhutan and Myanmar, the BSNL would set up mobile phone towers along the frontiers, an official said here on Friday. “We have initiated the process to install BTS (Base Tower Stations) along the borders with Bangladesh, Bhutan and Myanmar to improve mobile phone connectivities in the bordering areas,” an official of Bharat Sanchar Nigam Limited (BSNL) said. “The union home ministry has recently lifted the earlier restriction to install BTS within 10 km radius of international border, apprehending misuse of the mobile signal by the inimical elements,” the official told IANS. He said the BTS would come up along the border outposts (BOP) of the Border Security Force (BSF) or security forces of other border guards. “The BSNL has planned to install around 450 BTS along the borders. Mobile phone connectivity along the border areas would witness enormous change once this initiative is complete,” the official added. The state owned Power Grid Corporation of India Ltd. (PGCIL) would provide technical support to the BSNL to make the connectivity along the border successful. The PGCIL has extensive underground cable network in northeast India and BSNL will use this network to link the state capitals and other important towns of the mountainous region.

confer lokayukta bill ENSF warns RMSA against with ‘real powers’: acauT manipulating agreement Dimapur, July 17 (mExN): Against Corruption and Unabated Taxation (ACAUT) Nagaland has welcomed reports that the State Government is planning to introduce Lokayukta Bill during the monsoon session of the Nagaland Legislative Assembly. However, cautioning that it will not accept a “toothless tiger” for a bill, ACAUT called for the act to be conferred with real powers. “The State Lokayukta should be conferred with real powers and authority to tackle corruption,” a statement from the Media Cell, ACAUT stated and maintained that it will not accept a Lokayukta enacted along the lines of the State Vigilance Commission which, it stated, “is

nothing but an embarrassment and an eye-wash.” ACAUT further called upon the State Government to lay bare the contents of the Lokayukta Bill for public debate before its introduction in the NLA. It also asked the Government to ensure that the Bill incorporates the viewpoints of ACAUT Nagaland as submitted to the Chief Minister TR Zeliang in October, 2014. Beside other demands, ACAUT in its memorandum to the chief minister, demanded that former and existing Chief Ministers, Ministers, and MLAs and existing Government servants be brought under the purview of the Nagaland Lokayukta Act on account of corruption charges. It further demanded that the

Lokayukta be empowered to initiate suo motu action or receive complaints of corruption from the general public and to initiate prosecution of anyone found guilty. ACAUT demanded that Lokayukta be given the power to issue contempt orders and the ability to punish those in contempt. It also demanded for the Lokayukta to have the powers of superintendence and direction over any agency or investigating agency, including the State vigilance and police. Cautioning against tabling farcical bills, ACAUT warned “Farce like the Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015 should be avoided at all cost by the Government.”

Brown sugar, drugs seized in Dimapur Dimapur, July 17 (mExN): A combined team of GRPS & RPF personnel Dimapur during routine frisking and checking on July 6 seized drugs meant for drugging train passengers, while on July 16, personnel of Special Branch seized suspected Brown Sugar in Dimapur. In the first case, two persons were arrested for possessing 234 tablets of Lorazepam Ativan and two packets of Maaza juice injected with drugs and one syringe. According to a press release from Dimapur Police Addl. Dy. Commissioner of Police/PRO, the drugs and syringe were meant for drugging train passengers in order to loot the belongings of passengers. The two were identified as Mokshed Ali (49 yrs) of Kamrup, Assam

and Jahauddin Sheik (33 yrs) of Kokrajar, Assam. A case has been registered at GRPS for further investigation. In the second incident, suspected Brown Sugar measuring approx 600 grams were seized from the possession of a lady identified as Taphro Punou (38 Yrs). According to the PRO, personnel of Special Branch conducted a discreet enquiry after receiving reliable

information of drugs being disposed off in the local market in Dimapur. In the process, one person identified as Adani Mao (65 Yrs) was intercepted at Grace colony, Rail Bazaar in Dimapur and based on information obtained, the duty personnel made the seizure and arrest. Both persons were arrested and a case has been registered at East Police Station for further investigation.

Dimapur, July 17 (mExN): The Eastern Naga Students Federation (ENSF) has expressed sadness to discover the manipulative attitude of Rashtriya Madhyamik Shiksha Abhiyan (RMSA). A press release from the ENSF alleged that RMSA is confusing the candidates by manipulating the criteria to be accommodated in the 302 RMSA posts which are exclusively reserved for the 6 backward tribes of Eastern Nagaland. ENSF claimed that the present 302 posts under RMSA is an offshoot of the ENSF-Government agreement dated November 26, 2013. Further stating that the first advertisement released on the 302 posts dated December 16, 2013 had declared TET exam as mandatory, ENSF expressed surprise that RMSA had suddenly changed the criteria overruling the ENSF-Govt agreement and the subsequent press advertisement dated Dec 16,

2013 “by declaring B.Ed degree as mandatory.” The Federation strongly opposed the recent RMSA declared criteria where B.Ed degree was made mandatory and maintained, “RMSA should not alter the criteria for recruitment at every phase and time.” Though B.Ed degree holder may be given the preference, it should not be enforceable or made mandatory, the federation asserted. ENSF reasoned that the criteria of B.Ed degree were neither highlighted during the first RMSA recruitment advertisement dated Dec 16, 2013 nor was it mentioned in the agreement between the state government and the Federation dated Nov 26, 2013. Neither the state government nor the department (RMSA) have the right to declare professional B.Ed degree as mandatory when the state itself has only one or two B.Ed

institutions offering limited seats annually, ENSF maintained before adding that the system can only be made mandatory when the state establishes such institution in all the districts. The Federation strongly warned RMSA to refrain from its manipulative game and to stick to its first advertisement. It also reminded RMSA that it is a mission and not a manipulative agency to confuse the poor public/student by implementing policies that deprives teachers in schools and ruins the career of thousands of school children. ENSF also warned that if the 302 teacher posts as agreed upon are not posted and stationed in the school by August 5, then the concern department shall be held solely responsible for any unwanted situation that may arise. In this regard, the Federation directed the 6 federating unit of ENSF to be “mentally prepared” for any form of agitation.

Naga plebiscite certifies us as a sovereign & free people

O

n this auspicious day, the Naga plebiscite Day, it is worthwhile to remind ourselves that the Indo- Naga problem is not one of India’s political problem, but that of a bilateral problema problem between two nations, one so tiny and the other so huge and this is the outcome of India’s gross disrespect of Naga nationality and nationhood with a tinge of fear of her equally powerful neighbors. On our part we have compounded the problem by further division among ourselves due to our inept understanding of India’s design to legitimize her illegitimate occupation of our country. Whatever the case may be the Naga plebiscite certifies us as a people sovereign and free. It consigned India’s right of occupation of Nagaland to the dust. It is therefore a foregone conclusion that the Nagas and Nagaland are sovereign as much as India and Indians are sovereign. Sovereignty cannot be given or taken. It is the ex-

pressed will of the people of a nation. The plebiscite is the expressed will of the Nagas to live as a nation state, sovereign and free from external interference and aggression from any country around us. The division and killing that exist today in our nation in spite of our plebiscite, is the result of our succumbing to the covert activities of government of India by using and implementing the principles enshrined in the Arthasastra namely (1) Shyam (friendship) (2) Daam (money) (3) Dandha (force) (4) Bhed Sarvatam(division). This is being done to legitimize India’s occupation of Nagaland and it will continue because we are succumbing to its operation. Therefore the talk of early solution is just to keep many of our people tantalized and cheated. Where and what is the solution? May I be permitted to question and may I be kindly given the freedom to express the expressed will of the Naga people far and near as a Naga having lived through

the harsh era of Indo-Naga war and conflict and survived by the grace of God as all of you did too. Only the truth is the solution which lies with India’s acceptance of her responsibilities of having committed aggression on the Naga Nation State under Jawaharlal Nehru’s regime leading to the installation of an Indian state in Nagaland both to hide India’s Act of aggression and to justify her occupation of our free country. It is only a question of how soon India respectfully and honorably withdraws her occupation of our free nation state occupied in violation of our sovereignty. In spite of internal division and dissention a nation state is still a nation state. Iraq is Iraq, not Iran. India is India despite its communal tension. Nagaland is Nagaland no matter what – our sovereignty is thus non-negotiable. Our sovereignty is affirmed and established by the plebiscite of today 64 year ago. It is therefore not India’s job or any other country’s to give it to us. It is against

God’s will to expect anybody to bring sovereignty from Delhi or elsewhere. Our sovereignty is of God’s making. The role of God’s hand is clearly visible in the laying down of the foundation of our Naga Nation State. It was God who made us and woke us up to be a nation under Him. I have seen this and clearly know this as you do. Therefore killing among ourselves, forming and manufacturing different political groups by factionalizing ourselves in the name of sovereignty is a negation of God’s plan for our people. No Naga or group of Nagas should arm himself or themselves against his or their own Naga brothers. By killing among ourselves we deviated from the path of obedience to our God and the fear of Him who led our fathers, forefathers and us even when we were ignorant of Him. Therefore Nagas loving one another, trusting one another, asking forgiveness from one another can revive the solidarity and oneness we had at the begin-

ning of our struggle against the might of Indian occupational forces. The period of armed struggle is over. Now is the era of struggle between lies and truth. Let us have as much courage to live out the truth in life as we have the courage to die for the truth – Nagaland is a sovereign and independent nation state. Many of our people laid down their lives for what God truly had accomplished for our Naga people. Factional killing and division among ourselves is tantamount to waging proxy war for India’s success in perpetuating her occupation of our country. Let us all return to one another to be united among ourselves and thereby we will be united with our God who charted our national destiny. This speech was delivered by Kolezo Chase, former Principal, Patkai Christian College (Autonomous) on May 16, 2015 during the 64th Naga Voluntary Plebiscite Day at Chedema Peace Camp, Kohima.

Deplorable road condition: Lerie Junction to Kohima Heliport

I

used to wonder why the road stretching from Lerie Junction to Helipad has been neglected for so long not just because I commute through it daily but considering the importance attached to it. It is the road leading to many well established Educational institutions, Quarter complexes, Mega Projects such as Waste Management Plant and the only State run Heliport in Kohima. Besides, it also leads to spots well suited for family outings, love birds and Motorsports enthusiasts etc. As one passes through this stretch, the horrible road

condition that was in recent time experienced by commuters passing through Mohonkhola area comes to mind. The road condition is not only horrible but has also become narrower by the day with many new residential constructions coming up close by the road side. Besides the need to repair the roads by the concerned agency, if steps are not taken now to expand or to demarcate what is rightfully the public road, it may be too late and become one of a Herculean task to act on it later. This is the road where domestic and international

tourist and local passengers ranging from a commoner to the level of Chief Minister of the State pass through it to avail of Chopper service. In fact, Kohima Heliport is one of the important Landmarks in Kohima and the impression that may be formed in the minds of commuters, specially the tourists in the present road condition is a matter of concern. Hopefully, all agencies concerned will collectively act at the earliest so that the image of Kohima, the Capital of Nagaland is saved from being tarnished. M.Kayina Lerie Colony, Kohima

Humanity’s first close up look at Pluto The Associated Press

N

ASA's New Horizons spacecraft got humanity's first up-close look at Pluto on Tuesday, sending word of its triumph across 3 billion miles to scientists waiting breathlessly back home. Confirmation of mission success came 13 hours after the actual flyby and, after a day of both jubilation and tension, allowed the New Horizons team to finally celebrate in full force. "This is a tremendous moment in human history," John Grunsfeld, NASA's science mission chief, said at a news conference. Principal scientist Alan Stern asked the entire New Horizons team in the audience to stand: "We did it! Take a bow!" The unprecedented encounter was the last stop on NASA's grand tour of our solar-system's planets over the past half-century. The journey began 9½ years ago, back when Pluto was still considered a full-fledged planet. Tuesday morning, a cheering, flag-waving celebration swept over the mission operations center in Maryland at the time of closest approach. But until New Horizons phoned home Tuesday night, there was no guarantee the spacecraft had buzzed the small, icy, faraway — but no longer unknown — world. NASA said the spacecraft — the size of a baby grand piano — swept to within 7,700 miles of Pluto at 31,000 mph. It was programmed to then go past the dwarf planet and begin studying its far side. To commemorate the moment of closest approach, scientists released the best picture yet of Pluto, taken on the eve of the flyby. Even better images will start "raining" down on Earth beginning Wednesday, promised principal scientist Alan Stern. But he had cautioned everyone to "stay tuned" until New Horizons contacted home. It takes 4½ hours for signals to travel one-way between New Horizons and Earth. The message went out late in the afternoon during a brief break in the spacecraft's datagathering frenzy. The New Horizons team kept up a confirmation countdown, noting via Twitter when

This July 13, 2015 image provided by NASA shows Pluto, seen from the New Horizons spacecraft. The United States is now the only nation to visit every single planet in the solar system. Pluto was No. 9 in the lineup when New Horizons departed Cape Canaveral, Fla, on Jan. 19, 2006 (NASA via AP)

the signal should have passed the halfway point, then Jupiter's orbit. The uncertainty added to the drama. "This is true exploration," cautioned Stern, a Southwest Research Institute planetary scientist. Among the possible dangers: cosmic debris that could destroy the mission. But with the chances of a problem considered extremely low, scientists and hundreds of others assembled at Johns Hopkins University's Applied Physics Laboratory erupted in jubilation when the moment of closest approach occurred at 7:49 a.m. EDT. The lab is the spacecraft's developer and manager. The scene repeated itself a little before 9 p.m. EDT. This time, the flight control room was packed compared with earlier, when it was empty because New Horizons was out of touch and operating on autopilot. "We have a healthy spacecraft," announced mission operations director Alice Bowman. She was drowned out by cheers and applause; Stern ran over to give her a hug. Later, Grunsfeld told reporters, "The spacecraft is full of images. We can't wait. We've opened up a new realm of the solar system." Added NASA Admin-

istrator Charles Bolden: "What a phenomenal day." Joining in the daylong hoopla were the two children of the American astronomer who discovered Pluto in 1930, Clyde Tombaugh. (Some of his ashes are aboard the spacecraft.) Other celestial-minded VIPs included James Christy, discoverer of Pluto's big moon Charon, and Sylvia Kuiper des Tombe, daughter of Dutch-American Gerard Kuiper for whom the mysterious zone surrounding Pluto is named. Some Pluto Children — born Jan. 19, 2006, the very day New Horizons departed Earth — also were in the audience. Throughout the day — coincidentally the 50th anniversary of the first close-up pictures of Mars from Mariner 4 — the White House and Congress offered congratulations, and physicist Stephen Hawking was among the scientists weighing in. President Barack Obama sent his best Tuesday night with a tweet: "Pluto just had its first visitor!" "Hey, people of the world! Are you paying attention?" planetary scientist Carolyn Porco, part of the New Horizons' imaging team, said on Twitter. "We have reached Pluto. We are exploring the hinterlands of the solar system. Rejoice!"

Musings from Chicago Dr.Munish Kumar Raizada

‘A

rebel, a prisoner for 27 years, a Nobel Peace prize winner, a Bharat Ratna winner and a world renowned statesman.’ These momentous titles aren’t enough to describe the legend of Nelson Rolihlahla Mandela. More than a year and a half after his death, Mandela still remains the face of anti apartheid and anti racism campaigns across the world. Albeit Mandela is often compared with other great leaders such as Mahatma Gandhi and Martin Luther King Junior, his approach widely differed as compared to these two saintly leaders. While Gandhi gave as much importance to the ‘manner’ in which freedom was to be achieved, for young Mandela, it was just about uprooting Apartheid, by any means. Although he professed Gandhian ways in the beginning to fight racism in his country, initial failures forced him to re-think his approach and turn towards armed pro-

tests. As he had stated at some point: “For me, nonviolence was not a moral principle but a strategy.” Post his teen years, Mandela hardly spent any time with his family. An end to Apartheid was his sole aim and African National Congress was his new home. In a bid to go on the offensive against the British, in 1955, he went on to ask China for weapons to support his African National Congress’ struggle against Apartheid – a request which China refused. Once the British got to know of his guerrilla war plans, he remained on the most wanted list of the authorities till he was caught in 1956. His 3 three hour long speech “I am prepared to die”, just before he was sentenced to life imprisonment for trying to initiate a guerrilla war, remains one of the greatest speeches in world’s history. The last paragraph of this historical speech remains written on South Africa’s constitutional court’s wall. He was eventually released after 27 years in prison,

The U.S. is now the only nation to visit every planet in the solar system. Pluto was No. 9 in the lineup when New Horizons left Cape Canaveral, Florida, but was demoted seven months later to dwarf status. Scientists in charge of the $720 million mission hope the new observations will restore Pluto's honor. Stern and other socalled plutophiles posed for the cameras giving nine-fingers-up "Pluto Salute." And in a nod to that other Pluto, a team member carried a yellow stuffed dog on her shoulder Tuesday night. The picture of Pluto taken Monday showed a frozen, pockmarked world, peach-colored with a heart-shaped bright spot and darker areas around the equator. It drew oohs and aahs. "To see Pluto be revealed just before our eyes, it's just fantastic," said Bowman. The Hubble Space Telescope had offered up the best pre-New Horizons pictures of Pluto, but they were essentially pixelated blobs of light. Flight controllers held off on having New Horizons send back flyby photos until well after the maneuver was complete; they wanted the seven science instruments to take full

advantage of the encounter. After turning toward Earth to send down a snippet of engineering data acknowledging everything was fine, the spacecraft was going to get right back to science work. New Horizons is also expected to beam back photos of Pluto's big moon, Charon, and observe its four little moons. It will take until late 2016 for all the data to reach Earth. New Horizons already has confirmed that Pluto is, indeed, the King of the Kuiper Belt. New measurements it made show that Pluto is 1,473 miles in diameter, or about 50 miles bigger than estimated. That's still puny by solar-system standards. Pluto is just two-thirds the size of Earth's moon. But it is big enough to be the largest object in the Kuiper Belt, a zone rife with comets and tens of thousands of other small bodies. Stern and his colleagues wasted no time pressing the U.S. Postal Service for a new stamp of Pluto. The last one, issued in 1991, consisted of an artist's rendering of the faraway world and the words: "Pluto Not Yet Explored." The words "not yet" were crossed out in a poster held high Tuesday for the cameras.

The Atlantic

or decades after its discovery in 1930, Pluto looked like nothing more than a gray smudge in the abyss of space. We knew it was there— even knew its size and gravity—but, without better images, we could not answer seemingly basic questions about it. Was it pocked by craters? What was its atmosphere like? Our understanding of the orb has slowly improved (with the Hubble Space Telescope’s help), but this week it takes a cosmic step forward. On Tuesday morning, NASA’s New Horizons probe zipped by Pluto and its dwarf moon, Charon. After a nine-year journey from Earth, New Horizons took hundreds of images in mere hours on Tuesday—images that will fill textbooks and museum exhibits for decades, as well as help scientists figure out how our solar system came to support life. There are three cameras aboard New Horizons. I talked to Lisa Hardaway, an engineer at Ball Aerospace in Colorado who led technical development of the one called “Ralph.” Ralph captures visible and some infrared light. When you see Pluto looking tan- and sepia-toned in the new, high-resolution photos, you’re looking at data captured by Ralph. Since it captures visible light, Ralph is in many ways comparable to the camera found in a phone or fancy DSLR. In conventional camera terms, it’s a 75mm lens at f/8.7. But it was far harder to built than a normal camera. Hardaway says that the team was working under a number of big constraints. Many of them came down to this: “We were cruising for nine and a half years,” Hardaway told me. “So our system would have to handle the space environment, specifically radiation and thermal fluctuation, for nine and a half years.” Objects in space are often designed to be bombarded by the cosmic rays. But a probe like New Horizons traveling as far out as the outer solar system would be tested by the environment in other ways, for the farther something gets from the sun, the colder space becomes. “Going out that far, there are some fluctuations,” Hardaway says. “It can get quite cold, and materials will shrink as they get colder. But different materials shrink at different rates.” The answer, then, was to build almost the entire camera out of just one type of material. “We actually built the mirrors and the chassis out of aluminum so that as they shrink, they would shrink together, to maintain the same focal length. We could do a reasonable test on Earth and still expect the same quality image,” she says. Even the camera’s mirrors were made out of aluminum. (To turn dull aluminum into mirrors, Ball sharpened it with diamonds.) The lens was one of the few pieces of the camera that

could be safely made out of glass. Another constraint on the mission was that Ralph had to take photos using only the sun’s dim light that reaches Pluto. During its flyby, New Horizons will photograph the side of Pluto that’s turned away from the sun. This side is lit solely by the sun’s light reflecting off Charon. This is like taking a photo using just the light from a “quarter moon” on Earth, a lead optical engineer for the mission told me in an email. So Hardaway and her team designed Ralph for the exact light conditions that New Horizons would have to operate in. “This camera isn’t adjustable. It’s designed very specifically for conditions at Pluto,” she says. “In a standard camera, whether it’s digital or analog, you have to adjust the aperture size and change the f-stop reading so that you can get the most out of the light available. When we used to have film camera, it would go to a primary speed of film, like 400 or 800,” she told me. “We don’t have any of those options,” she says. “We had to get it so that the detectors could take a minimal amount of photons and turn it into an image.” That made Ralph unusually susceptible to very bright light, which required its own precautions. “We actually had to put a cover on it for launch, because once it separated from the ferrying of the rocket, if you got a glimpse of the sun, or the sun reflected in the moon or Earth, you could saturate the detector and potentially destroy it. We didn’t open the aperture till we were closer to Mars,” she says. Once opened, though, the devices began snapping pictures. Passing Jupiter in 2007, about 20 months after its launch, New Horizons captured this photo of Jupiter and its moon, Io: It was also developed much faster than Ball would prefer. Hardaway says that normally teams hope to have 36 months to design, build, and test a new optical device, but Ralph was completed in just 22 months. That timescale pales to how long it took the camera to actually reach Pluto—almost 113 months—and how long it will have to study the dwarf planet up close—only a couple days. Next, the probe will turn toward other objects in the Kuiper Belt, the ring of rocky asteroids and dwarf planets beyond Neptune. It will take years to reach them—but at least it will have enough fuel. And, for now, scientists are celebrating what they have accomplished. “Up until now, Pluto was just a point of light. Many times you couldn't even separate Pluto from its large moon Charon,” says Cathy Olkin, a planetary scientist and one of the principal investigators with New Horizons. “From Earth, there was just one pixel of Pluto… I’ve been just thrilled to see these images come down.”

NelsoN MaNdela: a rebel turned Peacemaker

following an International campaign seeking his release. As the world prepares itself to celebrate the 6th Mandela Day on 18th July, it is worth contemplating if the world needs his teachings today more than ever. Let’s take the case of Mandela’s own country, South

Africa. In 1998, South Africa had to introduce a Black African quota system in the National cricket team. According to this, the team had to include at least four players of colour each time they take the field. Although the rule was lifted in 2008, a similar quota rule was en-

forced in domestic cricket in 2013. Incidences of racial discrimination are still common in South Africa, over two decades after the country elected Nelson Mandela as its first ever black president. According to the country’s Human Rights Commission, Universities and schools

witness blatant racism on a daily basis. Many Black activists are still fighting for the rights of blacks in South Africa, but the campaign seems to be losing steam ever since Mandela passed away in December 2013. The problem isn’t confined to South Africa only.

A recent spurt in the incidents of racial violence in the USApresents enough evidences that racial divide is alive and flowering in many parts of the world. Such was the recent state of affairs in the USA that President Obama was forced to use the word ‘Nigger’ in a podcast interview – a word that is considered a taboo in the US and one that hasn’t been spoken by any US president for many decades. With the world’s most powerful man, Barack Obama compelled to call his own country ‘racist’, Mandela’s teachings remain largely relevant even today. “When you’re dealing with something as deeply rooted as racism or bias in any society, you have to have vigilance, but you have to recognize that it’s going to take some time, and you just have to be steady. This isn’t going to be solved overnight. This is something that is deeply rooted in our society, it’s deeply rooted in our history…” – Obama on recent racist attacks in the US. Among his other no-

table contributions to the world was the formation of ‘The Elders’. Launched as an International NGO, it had well known statesmen, human rights activists and peace activists as its members. Mandela wanted Elders to use their “close to 1,000 years of experience” to solve international conflicts. The group has been influential in mediating conflicts in Sri Lanka, Myanmar, Arab, Ivory Coast, Cyprus and Sudan. The Mandela Day calls for the people to realize the positive impact that they can have on their fellow beings. Several organizations organize events to celebrate the values that Mandela held so dear to him – democracy, respect and freedom. While the world is looking towards further development to solve the problems it is grappling with, may be the wiser thing would be to look back at the lives of great leaders such as Mandela and absorb their lessons. Online symptom checkers are often wrong Julie Beck

W

The Atlantic

e’re in an era where it’s no longer reasonable to pretend that patients aren’t Googling their symptoms—or to try to get them not to. Why must we feign calm, asking the doctor “What do you think it is?” when the question on our minds is “DOC, IS IT CANCER? GOOGLE SAID IT’S CANCER.” And doctors, you’re using Wikipedia too. You’re not above it. No one’s above it. Let’s end this pussyfooting about. So, assuming patients are going to Google, and that the Internet is a vast sea containing both accurate and wildly unhelpful health information, the question is how to steer people toward the former and away from the latter. As a slightly more official alternative to going to Yahoo! Answers, typing in “What is this rash?” and waiting for the geniuses who frequent those forums to dispense their wisdom, many companies and organizations have developed “symptom checkers.” The most well-known of these is probably WebMD’s, but there are also symptom checkers run by the Mayo Clinic, the American Academy of Pediatrics, and the U.K.’s National Health Service. You plug in your symptoms, and an algorithm spits back possible diagnoses, and/or whether you should seek treatment or deal with the issue yourself. But according to a new study published in The BMJ, these symptom checkers vary widely in accuracy. Researchers from Harvard Medical School and Boston’s Children’s Hospital input 45 “patient vignettes”—some common, some uncommon conditions—into 23 different symptom checkers. On average, they included the correct diagnosis in the first three results 51 percent of the time, and included it in the first 20 results 58 percent of the time (the individual checkers ranged from 34 per-

cent to 84 percent). The chances of getting the right diagnosis listed first were really hit or miss. On the low end of the spectrum MEDoctor listed the correct condition first 5 percent of the time; on the high end, DocResponse listed it 50 percent of the time. Understandably, the sites did better at identifying common conditions than uncommon ones. Of the symptom checkers that gave triage advice (whether the condition requires medical attention), they did so “appropriately,” according to the researchers, 57 percent of the time. Triage advice was more likely to be correct for more urgent conditions or uncommon conditions. “Although there was a range of performance across symptom checkers, overall they had deficits in both diagnosis and triage accuracy,” the study reads. It’s also possible that the study overestimated how accurate these sites are, because the patient vignettes it used included clinical terms (like “mouth ulcers,” for example) that a layperson might not necessarily know or recognize his symptoms as. One of the other issues the researchers saw was that the sites weren’t very good, on the whole, at recommending self-care when it was appropriate, which could

lead to people going to the ER or doctor’s office for something that would go away on its own, or that could be treated over the counter. As the researchers point out, the central question here is what role symptom checkers play for people. A lot of the antipathy toward people researching symptoms online I think is predicated on the idea that this would replace a doctor’s visit. If that were true, it would be a bad thing. “If symptom checkers are seen as a replacement for seeing a physician, they are likely an inferior alternative,” the study reads. “It is believed that physicians have a diagnostic accuracy rate of 85 [to] 90 percent. However, in-person physician visits might be the wrong comparison because patients are likely not using symptom checkers to obtain a definitive diagnosis but for quick and accessible guidance.” Most people are hopefully savvy enough not to take a WebMD result as a diagnosis. They’re probably just trying to figure out how seriously to take their condition. In that case, it might be less important that symptom checkers spit out the right diagnosis (and including it among 19 incorrect diagnoses is not super helpful anyway), and more important that they tell the searcher wheth-

er her symptoms warrant a trip to the hospital. It seems symptom checkers are now erring on the side of caution—“In two thirds of standardized patient evaluations where medical attention was not necessary, we found symptom checkers encouraged care,” the study reads. And whether people follow the sites’ advice depends on how much they trust them. In another study published in the Journal of Medical Internet Research, older adults were skeptical about diagnoses they found online. So they might seek the opinion of a doctor anyway. (And this new study, finding that symptom checkers are often inaccurate, probably won’t do much to instill trust.) And as the researchers note in the BMJ study, “some patients researching health conditions online are motivated by fear, and the listing of concerning diagnoses by symptom checkers could contribute to hypochondriasis and ‘cyberchondria,’ which describes the escalated anxiety associated with self diagnosis on the Internet. Together, confusion, risk-averse triage advice, and cyberchondria could mean that symptom checkers encourage patients to receive care unnecessarily and thus increase healthcare spending.” This hits on an important point: Fear is intricately tied into the decisions people make about their healthcare. Which means they aren’t always logical. Even if someone just has a cold, and WebMD lists a cold as the first possible diagnosis, if it also lists cancer farther down, what’s the eye going to be drawn to? If the Mayo Clinic’s website advises you to wait a few days and see if your symptoms improve before going to the doctor, are you going to wait and worry or drive to the hospital anyway just for the relief of getting an answer? I suspect it depends on the person’s temperament. But if symptom checkers were more reliable (and people knew it), perhaps they could be a tool for managing fear rather than fueling it.

he fact that judges always have tiny hammers made me realize that in the old days they just went round tapping miscreants on the head. Bop! "Take that! Now go away and stop murdering everyone." "Ouch. Yes, my lord." Judges were on my mind after reader Rahul Mangal told me that court officials sent an eviction notice to Lord Hanuman at a temple in India's Madhya Pradesh state. "You have illegally encroached (on) the road," the letter said. This was unwise, Rahul explained, as "Hanuman is a powerful monkey god known for throwing moun-

tains around and threatening to eat the sun". Court officials must have realized this, because they quickly withdrew the letter and are now awaiting repercussions. Official's wife: "How was your day, dear?" Official: "Fine. Except I annoyed Lord Hanuman who is now eating the sun, ending the solar system." Official's wife: "That's nice. We won't have to wash the dishes." I mentioned this to colleagues who asked why officials didn't use traditional Asian methods of conducting evictions, which involves the organizing of spotty youths in sunglasses to loiter in a way that threatens violence. Violence sucks. By

chance, evidence came in the shape of a news item forwarded to me about a man in Ireland who turned around to see an ugly man staring at him. Gerard McGaughey stepped up to the stranger and head-butted him. Unfortunately, the victim was the attacker's reflection, so what he actually did was to cause significant damage to his own head. There's a deep moral here, right? I think it's "some people are dumber than rocks". Not a single rock I've encountered would do such a thing. A colleague showed me another recent news item about an ill-judged legal threat. A Swiss diplomat in Venezuela was annoyed by the number of golf balls that landed in

his garden. His staff erected a sign saying that the embassy was technically a separate country, so firing missiles into it would "break the Vienna Convention" (i.e., start World War Three). That could turn out bad. Golfer's wife: "How was your day?" Golfer: "I started World War Three, which is a bit of a downer, but on the plus side I was three under-par." Would you rather be credited with starting World War Three or ending the solar system? Tough choice. Both would win one a place in history, but only the first would be likely to have survivors to appreciate this fact, even if they were hardto-eradicate primitive life forms such as bacteria,

cockroaches, nationalist politicians, Britney Spears and the like. Anyway, my message to the Madhya Pradesh court is that if you are going to evict people, you have to be single-minded. How To Be A Landlord In Three Easy Steps. 1) Locate your heart. 2) Rip it out. 3) Start renting. And if trouble follows, don't resort to legal threats. Sociologists say we all have powerful negotiation skills but use them selectively. This is so true. If I negotiated as fiercely with my bosses as I do when talking myself out of sticking to a diet plan, my income would be the entire world economy by now. It isn't. But I'm sure my landlord's is.

What Indian parents want most for their children Aditi Malhotra

ealth, wealth or happiness? When it comes to their children’s future, most parents in India rank professional success more important than a happy life, while in China being healthy is the number one priority and happiness comes out top in the U.S. Those are some of the findings of a new global survey by HSBC Retail Banking and Wealth Management, published in a report titled “The Value of Education: Learning for Life” released Wednesday. Compared with their counterparts in developed countries like the U.S., U.K., Canada and Australia, Indian parents place greater emphasis on their offspring succeeding at work – something they perhaps believe will lead to future happiness. Of the Indian parents surveyed, 51% said career success was the most important, followed by 49% who said they want a happy life for their child more than anything else. In the U.S., at least seven in 10 parents said that being happy was most vital. Almost three quarters, or 72%, of parents

in China rated leading a healthy lifestyle as an important goal, compared with 33% of Indian parents. “In developed economies, parents tend to take a more ‘hands off ’ approach,” wrote Charlie Nun, who heads wealth management at HSBC. “They are less likely to have a career in mind for their children and are more relaxed about formal education,” Nun added. To achieve the sought-after careers, Indian parents are keen their children continue their education in university and to graduate level. Almost 90% of them, the largest proportion globally, said that a master’s degree or higher would help their child achieve their life goals as adults. Parents across the world are keen their children study medicine but in India, most parents want their child to pursue an engineering degree, the survey showed. And they’re willing to pay to provide additional tutoring during at least one stage of their children’s education to achieve it–around seven in 10 Indian parents participating in the survey said they would do so. Competition to get into India’s most-prestigious engineering

colleges is intense. The reputed Indian Institutes of Technology have one of the toughest entrance exams, to prepare for which students drop out of high school and join coaching institutes with dedicated two-year training programs. One town in the western Indian state of Rajasthan runs a gamut of these coaching institutes, the first of its kind charging close to 100,000 rupees ($1,575) for a two-year tutorial program. American and British parents, on the other hand, are much less likely to pay for extra academic support for their kids–only about 25% said they had done so. And their view that university education is too expensive is also strong–71% of them in each of the two countries said so. In India and China, parents are more than willing to pay for their children’s education and will even rope in grandparents for additional funds, the survey found. They expect it to take them about seven years to repay loans taken to cover the fees. Though the report adds that parents “tend to underestimate how long it will take their child to repay their university debts.” Some Indian parents contemplate sending their children to

universities abroad because they believe students receive a more rounded education overseas– rather than learning how to cram for exams. Others are deterred from staying in India by inefficiencies. Last year, the University of Delhi delayed admissions as it debated whether undergraduate degrees should be three or fouryear programs. Indian parents are willing to spend more than they would in their own country to give their child the experience of studying abroad. Nearly 60% of those interviewed said they would consider paying at least 50% more to get a degree from a foreign university. Chinese parents are the most enthusiastic with almost 70% of them saying an education abroad is worth the extra money. Parents in France, Australia, the U.S. and the U.K. would rather their children stay in their own country to study. According to a recent report from the Institute of International Education, more than 102,000 college and university students in the U.S. in 2014 were Indian, the second-highest number of international students choosing to pursue American degrees after those from China.

Excess govt employees David Sema: With the total no. of government employees reaching 140,000 out of which 70,000 is said to be excess than necessary in Nagaland. 70,000 is a big number even for rich countries let alone a poor province under the union of India called Nagaland. When even rich countries are trying to cut down the number of govt. employees including US, Canada, western Europe etc. Nagaland is said to be adding a thousand government employees year by year. Even Delhi with its more than 20 million population (Nagaland has hardly 2 million population) has only 22,000 excess govt employees and that too according to Aam Admi Party report which is yet to be proved. Whereas Delhi govt.'s annual budget is more than 40 thousand crore but Nagaland's annual budget is less than 10 thousand crore. Now coming to the point, if at all government employees’ number has to be reduced then it should start from the top. For example various departments are headed by people who neither have any special qualification or expertise to handle the department nor do they have any experience in that department for more than a year. Except the technical posts of DGP, Advocate General, Principal Chief Conservator of Forest, Accountant General etc there is no need of so many high level officers like commissioners and Secretaries to run a small and poor state like Nagaland. One post of Chief Secretary to coordinate all other HODs can be kept if necessary. Where is the need of so many Secretaries to advice the ministers when ministers are already aware of the govt. functions? And when it comes to implementation let the technical experts handle the work without the involvement of commissioners who have no idea about the technicalities of the works involved. For they are given high salary plus other facilities like bungalow, car along with a driver, huge office and man power to look after the office. These are the expenses that the state has to born and if these expenses can be saved by removing the post of secretaries and commissioners then lots of government money can be used for development works like road construction and electricity and water generation and distribution in order to set up private industries. Once private industries are set up then the jobs for the youth can be automatically created by the private companies. Who can pay as good salary as government jobs can pay? When the salary is given by private companies then the state will not lose anything rather the state govt. can collect various kinds of taxes from the companies and can also collect income tax from the employees. Mhathung Rangthang: Very good point!! Sadly, many of us and our leaders think that setting up government offices everywhere is development!! Without a doubt, setting up government offices or government schools for that matter can be good but it will be better to see the suitability of those places before doing so!! Let us not put all blames on the Government because We are all included in doing so!! Let us help to let our people and our leaders understand what development really means in this generation and also to do away with our age old misunderstood concept of development. Azo Vezokho Nyekha: Excess employment in Nagaland? It is because of the wrong policies and leadership abilities of the so called own local MLAs. There is no motivational policies from the MLA's, during elections they had made promises to provide white collar jobs to their supporters 'who will refuse it'. Apart from that, there are many Departments like PWD (R&B), PWD (H), PHE, Power, Transport, Taxes, H&FW etc. to say the list, where even a person in the rank of superintendent, UDA and LDA could manage to get a job for his or her relatives without age bar, very surprising are the fact that even a person at the age of more than 45 to 50 years are being appointed in some Departments by providing false birth certificate. There is a catch to it, what is the DEPARTMENT OF VIGILANCE AND ANTI-CORRUPTION doing, is even more surprising or does this Department exists only for existence sake. In fact in some Department like Education, there are shortages of teachers in many far flung and isolated areas or even in your own local areas, instead public are made to have the wrong impression that this Department have excess employment, what is wrong with the Nagas? Are we coming to a stage where we don’t even differentiate what is right or wrong? Nagashe Swu: Before pointing fingers at this and that I would rather put all the blame and I repeat all the blame on the public. I am a government servant working with sincerity and I can boldly blame the public for everything. Stop blaming the government or the government servants. First stop being corrupt or biased but elect the right leaders during elections. The public go around earning money and promises for jobs and works for their votes so how do you expect sincerity on the part of legislators or on backdoor appointments or quality in developmental works. Instead of giving corrective measures, be sincere being a public and channel all the energy and time in educating the public..otherwise all this talks about backdoor appointments, excess appointments, poor quality works etc etc. sounds like the fox and the sour grapes.. Dr David Sema: I have often been hearing from the various politicians stating about their inability to develop the state and putting the onus upon the employees pay which according to them siphons out 66% of the budget. I for one do agree to the difficulties faced by the Government, but at the same time every speech seems to blame the employees pay for their inability to develop the state. I would like all of us to start from the question.....who are the employers? That goes on to say who employed these employees; certainly it was not the employees who employed themselves. Who opened up battalions of police forces? Surely it was not the employees. There are many more instances but it would end up like a blame game. So now it is the time to try and solve the problem and find a conducive solution so that the situation can be buffered. Amen Jamir: 70,000 Extra appointments are mostly ghost appointees/ or self appointees by HoD/Ministers/ Dangor manus etc. Blanket ban in almost all the departments under GoN till date since I was a student . Then how come so many excess appointment????? Do you think this is a joke???? This is the worst joke ever in history when 70,000+ are educated but unemployed coz of BLANKET BAN in the departments then how come again 70,000 excess baggage????? If we Nagas really care then dig out the graves and you will be surprised to know /see the excess appointees shadiness. There are many bosses who are drawing salaries of grade iv staffs also coz they are the employees themselves. Time to dig out the cemetery coz its over full so we better give space to bury the so many corrupted corpses which needs salvations. Worhonthung Ezung: The declaration of almost every village as EAC HQs, up-gradation to SDO or ADC HQs without any plan, purpose or infrastructure etc and also creation of new departments etc has resulted in the huge no. of employees leaving many employees with less or no work output. Ever noticed that EAC posts are advertised every year whereas engineers, doctors, academicians, lawyers or other professionals etc are hardly and rarely advertised? Someone said at this rate, one day every village in Nagaland will be an EAC HQ and there will be more leaders/ rulers/ governors than those governed or ruled. Hovithal Sothu: It’s very easy for those of us who are already in service to talk about reducing the number of govt. employees. However, it’s the other way round for those who are still waiting for a chance to serve the government. Starting April 2015, I have toured 40 Directorates till date and have found out that many Govt. Servants (OFFICERS, Grade III and IV inclusive) don’t take up their job sincerely even in the Directorates. So can we suggest to the Government to take up disciplinary actions seriously so that those who are not sincere in their jobs be removed (Compulsorily Retired, Removed or Dismissed), so that those who are ready to work sincerely be given a chance to show their worth? After all Government service cannot go the way of inheritance. If you/we can't perform, resign and give way to someone else who are more qualified and more capable than you/us. Modi senses defeat, shifts tactics on land reform

NEW DELHI, JULY 17 (REUTERS): In the first direct blow to his ambitious economic reform agenda, Prime Minister Narendra Modi's government has had to row back on a business-friendly land bill amid fierce parliamentary opposition. The government has not given up on making it easier to acquire land needed to kick-start hundreds of billions of dollars in stalled projects, but after failing to win support in parliament may ask states to pass their own laws. "We realise that currently we don't have the numbers to pass it," a leader in Modi's ruling party told Reuters. "By reducing the heat on this we will be able to get other things passed." After sweeping to power last year on expectations he would accelerate an economic transformation that began in the 1990s, Modi is struggling to build support in parliament, where his party is in the minority in the upper house. Having staked so much capital on an unpopular issue, Modi risks losing the initiative to the opposition and fuelling perceptions that his reform plans are not necessarily going to improve the lot of India's 1.27 billion people.

"This is a huge setback for Modi," said Sanjay Kumar, an analyst at the Centre for the Study of Developing Societies. "This is an indication that if bills are controversial, this government is going to find it very difficult to pass them." Problems In Parliament In the next sitting of parliament due to start on Tuesday, the government wants to ease the passage of the biggest overhaul of taxes since independence

in 1947, and may also introduce the first major labour reforms in decades. Modi's Bharatiya Janata Party (BJP) will have to fend off opposition attacks in the rowdy houses over allegations of corruption, and does not want to rile opponents further over the land law.Land reform is critical for Modi's drive to build new roads, homes and factories and, if stalled would blight his vision of 100 new 'smart' cities across India linked by industrial cor-

ridors and high-speed rail routes criss-crossing the country. In the last seven months, Modi has had to issue temporary executive orders that allow the government to forcibly purchase farmland for industrial development, but has failed to secure the votes in parliament to make the changes permanent. Senior BJP leader Shrikant Sharma told Reuters the government would continue to work with opposi-

JaIpUR, JULY 17 (IaNS): Congress vice president Rahul Gandhi on Friday said that his party will under no circumstances allow the passage of the land acquisition bill in parliament. "We (Congress) will not allow the government to acquire even an inch of land of the farmers and won't let the land acquisition bill to be passed in parliament," he told a Congress convention here. Parliament's monsoon session is set to begin on Tuesday. It was the second straight day in Rajasthan that Gandhi attacked Prime Minister Narendra Modi and Rajasthan Chief Minister Vasundhara Raje. "For the first time we have a government which is helping the opposition by giving them issue after tion parties to pass the law, but if that failed, it would work with individual states to implement their own versions of the legislation. "The opposition can't stop our agenda, it can only delay it," he said, in comments echoed by a senior cabinet minister. Eight states where the BJP is the largest party could press ahead with passing their own laws, but that would risk creating a patchwork of regulations that could further hold up

issue," he said. And targeting Modi, he said: "People, especially the poor and the farmers, will turn the 56-inch chest into 5.6 inches in six months... You just watch." Gandhi denounced Vasundhara Raje on the issue of former IPL chief Lalit Modi, who he said remote-controlled the Rajasthan government. "Over 100 years ago there was a remote in London that used to control the government here," he said, in an obvious reference to the British Raj. "Now again a government here is controlled by remote from London." Gandhi added: "It's not Vasundhara Raje's or BJP's government in Rajasthan. It's Lalit Modi's government. "They (Raje and Modi) are busi-

stalled infrastructure projects worth $300 billion. Opposition parties have joined forces to portray the proposed changes to the land act, including exemption from getting consent of 80 percent of landowners for some projects, as antifarmer, a damaging charge in a mostly rural country. On Wednesday, opposition leaders boycotted Modi's latest attempt to build consensus around the issue. "I certainly hope that

ness partners. She broke the law of this country, helped a wanted fugitive. "Scams and issues are everywhere in Madhya Pradesh. It's Vyapam (in Madhya Pradesh) and it's Munde in Maharasthra. "Why is the PM silent, the senior Modi? Bring him (Lalit Modi) back. But after becoming PM, he has forgotten all this," Gandhi said. Praising the previous Congress government in Rajasthan led by Ashok Gehlot, Gandhi said it provided free medicine to everyone while the present BJP government in the state was closing down hospitals. On Thursday, Gandhi met farmers and other public representatives in Hanumangarh district, over 400 km from here, and told them that his party was firmly standing by them.

the reality dawns on them. The whole country is against this bill," said Jyotiraditya Scindia, a leader in the Congress party that has spearheaded opposition to the reform. In a sign the government is delaying a push on the bill, four senior government officials on Thursday failed to appear before a joint parliamentary committee examining the proposed changes to the law, and their report will now be delayed by two weeks,

according to a member of the panel. That would effectively rule out progress on land during the three-week 'monsoon' session of parliament. "It is now almost clear that there would be no consensus on the amendments," the person said, asking not to be named. "Members have taken a line almost identical to their party stands. There is no scope for reaching a common ground."

Modi's foreign policy a 'failure': Congress NEW DELHI, JULY 17 (IaNS): Congress leader Salman Khurshid on Friday said Prime Minister Narendra Modi's foreign policy was a "failure" and his government was "incapable of strategic thinking". Talking to media persons here, Khurshid, a former external affairs minister, also said that there had been over several hundred ceasefire violations in Jammu and Kashmir in one year of the National Democratic Alliance (NDA) government and a number of civilians had been killed besides soldiers laying down their lives. "Modi had said that talks and bombs will not go together. Why has it changed," Khurshid asked. The Indian government on Thursday warned Pakistan of an "effective and forceful response" to unprovoked firing after repeated ceasefire violations by it over the last few days along the Line of Control and the International Boundary in Jam-

mu and Kashmir. The border tensions erupted within days of a meeting between Modi and Pakistan Prime Minister Nawaz Sharif in the Russian city of Ufa on July 10 in which both leaders agreed to a series of steps to improve bilateral ties. Khurshid said the Bharatiya Janata Party (BJP) had been critical of the Congress-led United Progressive Alliance government when it held talks with Pakistan. "We felt that Pakistan betrayed us. We used to make efforts to improve ties with Pakistan with great deliberation," he said. Khurshid said the Modi government had called off foreign secretarylevel talks with Pakistan last year over its envoy meeting separatist leaders but later sent the foreign secretary to that country under a pretext. "There was celebration of breakthrough (at Ufa). Next day, there were

attacks on us," he said. Khurshid said there were far less ceasefire violations by Pakistan in the last year of the UPA government compared to the record of the NDA government. He said the Congress favoured dealing with Pakistan but with "eyes and ears open". Referring to Modi addressing the Indian diaspora during his visits abroad, Khurshid said it was not enough to impress only the non-resident Indians. "The priority should be to impress the natural citizens (of that country)," he said. Khurshid also accused the government of neglecting the middleeast and African nations. He said there was a perception that Modi was successful in foreign policy but "it has been a greater failure". "The government is incapable of strategic thinking. They should do some tactical thinking," he said.

CBI files 3 new FIRs in Vyapam case Politics of sleaze rages in Himachal Pradesh Teenage girl stabbed 35 times BHopaL, JULY 17 (IaNS): The CBI team investigating the Madhya Pradesh Vyapam scam and the deaths related to it has registered three FIRs -- including one related to the mysterious death of Namrata Damor which has now been considered as a murder, sources said on Friday. Contrary to an earlier observation on Namrata's death, the CBI on Friday opted to consider it as a murder case and filed a case under IPC Section 302 against unidentified people, CBI sources said after the case diary of Namrata was handed over to the CBI on Thursday night. The number of First Information Reports (FIRs) in the Vyapam scam has now reached eight.

With regard to Pre-Medical Test 2010, two incidents have been registered and 12 people have been mentioned as accused, CBI sources added. A 40-member team under supervision of CBI Joint Director R.P. Aggarwal began probing the Vyapam scam earlier this week. Vyapam (Vyavsayik Pariksha Mandal) conducts recruitment and entrance exams not done by the Madhya Pradesh Public Service Commission. The Vyapam scam came to light in 2013 and has since assumed mind-boggling proportions, leading to the arrest of nearly 2,100 people. At least 40 people linked in some way to the scam have also died.

Dengue, chikungunya cases much higher than reported in India NEW YoRk, JULY 17 (IaNS): The number of people infected by two mosquito-borne viruses - dengue and chikungunya - is much higher than reported in India, a study by researchers at a US university has found. The study, involving 1,000 people across 50 locations in Chennai, found that almost none of those exposed to dengue reported it. "Our results show that the extent of the problem has been vastly underestimated," said study leader Isabel Rodriguez-Barraquer, research associate in the Department of Epidemiology at the Johns Hopkins Bloomberg School of Public Health in Baltimore, Maryland. "People are just not aware of the disease. We asked participants if they had ever been ill with dengue and only one percent of them said yes, when in fact 93 percent had been infected by it," Rodriguez-Barraquer noted. Even though dengue is believed to be present in India since the 1940s, it is only in the past few years that there is growing recognition of the magnitude of the problem.

The researchers estimated that on an average, 23 percent of those who have not yet been infected become infected by dengue every year, corresponding to roughly 228,000 infections per year in Chennai alone. "This rate of infection is extremely high, almost three times higher than in areas of Brazil and Thailand where transmission was thought to be high," RodrAguez-Barraquer noted. Chikungunya is marked by fever and joint pain and other symptoms may include headache, muscle pain, joint swelling or rash. Dengue virus is the most rapidly spreading virus transmitted by mosquitoes and is a major source of illness in the tropics and subtropics, infecting as many as 400 million people annually. There are not yet any vaccines to prevent infection with dengue virus. "Often, it is not the first but the second time someone is infected with dengue virus that can be deadly," RodriguezBarraquer pointed out. These findings, the researchers said, reinforce the need for officials to be on the lookout for these diseases and to find ways to control its spread in India.

SHImLa, JULY 17 (IaNS): There seems to be no end to the politics of sleaze and corruption in Himachal Pradesh. At least two chief ministers, a senior BJP leader who is now a Lok Sabha member, a former union minister, a top police officer and now a senior cabinet minister in the Congress government here claim they have been victims of sleazy CDs and videos. Currently, an audio CD from an unknown source has gone viral in which Health and Family Welfare Minister Kaul Singh is purportedly carrying out a personal conversation with a known businessman and a woman. Singh has dubbed the CD a fake and said it was aimed at tarnishing his 40-year political career. Chief Minister Virbhadra Singh has ordered a high-level probe into it. Political leaders say that in the past one decade attempts

were made from time to time to tarnish the image of senior politicians from both the Congress and the BJP. Virbhadra Singh and his wife Pratibha Singh were booked in 2009 in a corruption case by the then BJP government on the basis of an audio CD in which he was heard talking about monetary transactions on the phone. Charges of conspiracy and corruption were framed by a Shimla court, following which Virbhadra Singh resigned as union minister. Less than 24 hours before his swearing-in as chief minister for the sixth time in December 2012, the court acquitted Virbhadra Singh and his wife. In a role reversal, another audio CD was circulated in March 2010 in which then chief minister Prem Kumar Dhumal was heard directing then vigilance chief D.S. Manhas to tap the phones of Virbhadra Singh and his wife.

Dhumal and Manhas allegedly also talked about money. Two other CDs were also in circulation in 2010 - an audio in which Dhumal was heard talking about former union ministers Sukh Ram and Shanta Kumar, and a video in which BJP MP Virender Kashyap was allegedly caught taking cash on camera. Ahead of the Mandi byelection to the Lok Sabha in June 2013, a video surfaced allegedly showing a man, purported to be a former union minister, with a woman. Taking a jibe at the chief minister, BJP legislator Rajeev Saijal and party vice president Rajiv Bharadwaj on July 14 demanded a CBI probe into the incident. They said the Congress had indulged in such activities in the past too. "This time Health Minister Kaul Singh has been made a victim as speculation is rife that he might become the next chief minister," they said.

NEW DELHI, JULY 17 (agENcIES): A 19-year-old girl was allegedly stabbed to death by two youth in New Delhi in the Anand Parbat area, police said on Friday. The Class 11 student, was allegedly stabbed by Jaiprakash and his brother on Thursday, when she went to a market, a police officer told IANS. The girl was allegedly stabbed 35 times by the attackers, according to IBNLive. "That girl ran from them and landed in my gallery. They entered and stabbed her here too. She was unconscious by then. They used to irritate her a lot," IBNLivequoted a witness as saying. "The neighbours there did not help her. She could've been saved if they helped her. She entered a neighbour's house as she was getting beaten. The neighbours whose house she entered, threw her out of their house, saying that they did not want to get involved in the matter. That is why they (the accused) got to assault her and they ran away after that," the report quoted the victim's sister as saying. The girl's mother was also injured while trying to save her, the police said. Both were taken to the Ram Manohar Lohia Hospital, where the girl died from her injuries. Police said that both the attackers have been arrested, charged with murder. Investigation is now underway. The report added that the victim was being eve-teased by the attackers. In 2013, the girl had filed a molestation complaint against the attackers. NDTV reported that the teenage girl's family alleged that she was killed by Jaiprakash, his brother and their mother because she had registered the complaint against the brothers.

Iran offers India bigger role in strategic port NEW DELHI, JULY 17 (REUTERS): Iranian President Hassan Rouhani has asked India to invest in infrastructure projects worth $8 billion, including an expanded role in developing a strategic port that will open up access to Central Asia, Iran's envoy to New Delhi said on Friday. The port of Chabahar in southeast Iran is central to India's efforts to circumvent arch-rival Pakistan and open up a route to landlocked Afghanistan where it has developed close security ties and economic interests. Rouhani suggested the

larger role for India during a meeting with Prime Minister Narendra Modi on the sidelines of a summit in Russia days before the historic nuclear deal between Iran and world powers, Iran's ambassador to India told Reuters. "The potential between Iran and India is great but we were just facing such a wall of sanctions, wall of American pressure," ambassador Gholamreza Ansari said. Ansari said that with sanctions likely to be lifted soon, it was a "golden time" for India to seize investment opportunities because of the two countries' close trade ties and

shared interest in improving Central Asian transport links. "Connectivity is the main policy of Modi that coincides with Iran's government policy," Ansari said. "We have offered them, in connectivy, $8 billion of projects." Modi's meeting with Rouhani was part of a tour of Central Asia focused on increasing India's role in the region. It was not immediately clear how Modi responded to Rouhani's offer. India's foreign ministry did not respond to a request for comment. Iran and six world powers reached a nuclear deal

on Tuesday, clearing the way for an easing of sanctions on Tehran. India and Iran agreed in 2003 to develop Chabahar on the Gulf of Oman, near Iran's border with Pakistan, but the venture has moved slowly because of the sanctions over Iran's atomic programme. The two countries maintained a close relationship despite the U.S.-led trade restrictions that halved their oil trade to 220,000 barrels per day last year. In May, India's Shipping Minister Nitin Gadkari and his Iranian counterpart, Abbas Ahmad Akhoundi, signed

an $85 million deal for India to lease two existing berths at the port and use them as multi-purpose cargo terminals. Under the new proposal India could help build second and third terminals at the port, as well as railway connections into the rest of Iran, Ansari said. India has moved slowly on opportunities in Iran in the past, including the giant Farzad B gas field. Ansari said India was the "first priority" to develop Farzad B, but urged New Delhi to move fast: "If they drag their feet, the market will not wait."

Gunman kills 4 marines at Tennessee shooting Tennessee, July 17 (ReuTeRs): Investigators on Thursday sought to determine what led a 24-year-old gunman to open fire at two military offices in Chattanooga, Tennessee, killing four Marines in an attack officials said could be an act of domestic terrorism. Mohammod Youssuf Abdulazeez, identified as the shooter by the Federal Bureau of Investigation, was shot to death in the rampage that also injured three people. The attack comes at a time when U.S. military and law enforcement authorities are increasingly concerned about the threat posed by “lone wolves” to domestic targets. NBC News reported that Abdulazeez was a naturalized American who was born in Kuwait. U.S. law enforcement officials said they were investigating whether he was inspired by Islamic State or a similar group. The Department of Homeland Security was stepping up security at certain federal facilities and supporting the FBI investigation, DHS Secretary Jeh Johnson said in a statement. Chattanooga is a city of about 173,000 people along the Tennessee River in the

southeast of the state. The suspect, seen driving an open-top Ford Mustang, first went to a joint military recruiting center in a strip mall and sprayed it with gunfire, riddling the glass facade with bullet holes. “Everybody was at a standstill and as soon as he pulled away everyone scrambled trying to make sure everyone was OK,” said Erica Wright, who works two doors down from the center. Armed forces recruiting centers are often located in shopping centers and other

prominent places. The gunman then drove off to a Naval Reserve Center about 6 miles (10 km) away, fatally shooting the four Marines before being shot and killed in a firefight with police. Three others were wounded in the attacks, including a police officer reported in stable condition and a Marine. The shootings began at about 10:45 a.m. local time (1445 GMT) and ended about 30 minutes later. At least three people were wounded in the attacks, including a Marine

and a Navy sailor who is in critical condition, according to the hospital. One of those hurt was a police officer who was in stable condition. Police blocked access to the street where the suspected gunman lived in an upscale suburb. Local media said memorial services for the victims would be held in various Chattanooga churches tonight. “We condemn this horrific attack in the strongest terms possible,” said Nihad Awad, national director of the Council on American-

Islamic Relations. There have been other attacks on U.S. military personnel in the United States. In 2009, former U.S. Army major Nidal Hasan fatally shot 13 people at Fort Hood in Texas. He said he targeted unarmed soldiers preparing for deployment in retaliation for U.S. wars in the Muslim world. And in May, two gunmen opened fire with assault rifles at a heavily guarded Texas exhibit of caricatures of the Prophet Mohammad. Both men were shot to death by responding authorities.

Nearly a quarter of UN states want female secretary-general Cara Anna

early a quarter of U.N. member states are urging that the next secretary-general, for the first time, be a woman. It’s the latest sign of momentum for the idea as campaigning to succeed Ban Ki-moon at the end of 2016 begins in earnest. A document obtained by The Associated Press points out that in the 70 years of the world body’s existence, “a female candidate has never been openly considered.” Forty-two countries have signed on to declare that “the time has come for a woman to hold the highest position.” The new Group of Friends in Favor of a Woman for Secretary-General of the

United Nations includes two of the largest contributors to the U.N. budget, Japan and Germany. The idea began with one of the U.N.’s female ambassadors. “Colombia decided to take a stand for women candidates,” that country’s ambassador, Maria Emma Mejia, wrote in a note to the AP this week. But in the largely opaque process of choosing the secretary-general, the five permanent members of the Security Council, including the United States, have the real power. None has joined the group of friends, and just one of the 15 council members, Chile, has signed on. That hasn’t stopped other states from agitating to have more of a say in the selection process. Instead of the Security Council essential-

ly handing over its choice to the 193-country General Assembly to approve, some states want a more open system that resembles a professional job search, with posted qualifications and interviews. States also want to update the guiding document on selecting a secretary-general, dated 1946, which says a “man of eminence” should hold the post. While at least one of the five permanent council members, Britain, has expressed interest in having a woman succeed Ban, another one, Russia, has said gender shouldn’t be the top consideration. The issue kicked off earlier this year with two separate campaigns to promote a female secretarygeneral, including one by the international women’s rights group

New drug shows potential to cure and prevent malaria new yoRk, July 17 (IAns): A drug currently being tested on humans shows potential to cure malaria in a single dose and offers promise as a preventive treatment as well, new research says. The compound, invented by an international team of researchers, including Indian-origin Pradipsinh Rathod from the University of Washington, is the first to cripple a critical protein that the malaria parasite needs to survive at different stages of its complex life cycle, the study noted. “This is the first of a new class of molecules that is going into humans,” said professor Rathod, one of the founders and leaders of this endeavour. The new drug -- DSM265

-- kills drug-resistant malaria parasites in the blood and liver by targeting their ability to replicate. Malaria is a highly infectious, mosquito-transmitted disease that kills nearly 600,000 people worldwide each year. Nearly 200 million cases of malaria are reported annually, and about three billion people are at risk of malaria in 97 countries. “DSM265 could be among the first single-dose cures for malaria, and would be used in partnership with another drug,” lead author Margaret Phillips, professor of pharmacology at the University of Texas Southwestern Medical Centre in the US, said.

Body temperature can trigger sudden cardiac death new yoRk, July 17 (IAns): Sudden death caused by an irregular heartbeat (cardiac arrhythmia) can be triggered by changes in body temperature, scientists have warned. While studying the proteins that underlie electrical signalling in the heart and subjecting those proteins to conditions that are similar to the stress of exercise, professor Peter Ruben from the Simon Fraser University at Burnaby in British Columbia found that in some cases, temperature can cause changes that trigger arrhythmia. Ruben’s team found a protein that is far more sensitive to temperature than normal. When normal body temperature goes up, for example during exercise, or goes down during sleep, the affected protein no longer functions normally. The disrupted protein function causes the electrical signal in our heart to become erratic, triggering an arrhythmia and, potentially, sudden cardiac death. “With this new knowledge, people can examine their family histories and, if sudden cardiac death is part of that family history, or if they suffer from unexplained fainting, they can seek medical advice,” Ruben advised in a paper published in the Journal of Physiology. When muscle cells in our hearts contract rhythmically and in a well-coordinated way, the heart efficiently pumps blood throughout our bodies. When the rhythmic pumping action is disrupted by an arrhythmia, our hearts can no longer distribute blood. In extreme cases, this leads to sudden cardiac death. The electrical signal behind muscle contraction is produced by tiny protein molecules in the membrane of our heart cells. “Temperature fluctuations modify the way all proteins behave, but some DNA mutations can make proteins especially sensitive to changes in temperature,” the team explained. Through a combination of electrocardiograms, genetic screening, and lifestyle management, some tragic deaths caused by cardiac arrhythmia may be prevented.

Equality Now, amid concerns that few women hold top-level U.N. positions. “The most senior levels continued to register the lowest representation of women,” around 25 percent, Ban reported last August. Ambassadorships are little different. As of this month, 41 women lead countries’ missions to the U.N. For a while last year, the Security Council had a record six female members. Now there are four. “The United Nations, following its duty of observance of human rights, has the responsibility to lead by example, and to ensure the equal and active participation of women at all levels of decisionmaking. This includes, of course, the secretary-general,” the group of friends’ concept note says.

Islamic State had threatened to step up violence in the holy fasting month of Ramadan, which ends on Friday evening. The extremist group, also known as ISIS and ISIL, claimed responsibility when a gunman in Tunisia opened fire at a popular tourist hotel and killed 37 people in June. On the same day, there was an attack in France and a suicide bombing in Kuwait. The SITE Intelligence Group, which tracks extremist groups, said that Abdulazeez blogged on Monday that “life is short and bitter” and Muslims should not miss an opportunity to “submit to Allah.” Reuters could not independently verify the blog postings. The New York Times, citing unnamed law enforcement officials, reported that his father had been under investigation several years ago over possible ties to a foreign terrorist organization and had been on a

terrorist watch list. The father was later removed from that list and the investigation did not reveal any information about his son, the Times said. The Tennessean newspaper reported that two women were taken away in handcuffs from Abdulazeez’s home on Thursday evening. Reuters could not immediately confirm that report. According to a resume believed to have been posted online by Abdulazeez, he attended high school in a Chattanooga suburb and graduated from the University of Tennessee with an engineering degree. “I remember him being very creative. He was a very light minded kind of individual. All his videos were always very unique and entertaining,” said Greg Raymond, 28, who worked with Abdulazeez on a high school television program. “He was a really calm, smart and cool person who

joked around. Like me he wasn’t very popular so we always kind of got along. He seemed like a really normal guy,” Raymond said. Mary Winter, president of the Colonial Shores Neighborhood Association, said she had known Abdulazeez and his family for more than 10 years and was stunned at the crime. “We’re all shocked and saddened,” Winter said. “He never caused any trouble. We can’t believe that this happened. We were just planning to have a swim team banquet tonight.” President Barack Obama offered his condolences to the victims’ families and said officials will be prompt and thorough in getting answers on the shootings. “It is a heartbreaking circumstance for these individuals who have served our country with great valor to be killed in this fashion,” he said in a statement from the Oval Office.

uruguayan soccer legend Alcides Ghiggia dies at 88

MONTEVIDEO, JULY 17 (AP): Alcides Edgardo Ghiggia, who scored the winning goal in the final game of the 1950 World Cup to give Uruguay a stunning 2-1 victory over Brazil died on Thursday. He was 88. Ghiggia's son, Arcadio, said his father died of a heart attack. Ghiggia scored the deciding goal 10 minutes from time with the game tied 1-1. It gave Uruguay its second World Cup title in a match Brazilians fully expected to win before about 200,000 fans at Rio's Maracana stadium. Even a draw would have given Brazil the title. The loss is still known in Brazil as the "Maracanazo."

He was the last surviving Uruguayan player from the match and, poignantly, he died on Thursday, the 65th anniversary of the game. When he turned 80 he was honored by the Uruguayan congress, still a national hero a half decade later. President Tabare Vazquez mourned the soccer star's passing in comments to local television station Canal 12, and offered his condolences to Ghiggia's family and to "all of Uruguay's people." Oscar Tabarez, the manager of Uruguay's national team, said Ghiggia "meant a lot to Uruguayans." Though he was viewed as the nation's top soccer idol, Ghig-

gia played only 12 times for the national team and scored only four goals — all in the 1950 World Cup. Ghiggia was born Dec. 22, 1926, and quickly emerged as a right winger with pace who could out run defenses. He started his professional career with the famous Uruguayan club Penarol. He later played in Italy with Roma and AC Milan. Ghiggia was visibly overwhelmed when he was honored in 2009 at the Maracana, placing his footprints in a plastic mold along with other greats of the game like Pele, Eusebio and Franz Beckenbauer. He was outspoken to the end. In the

2014 World Cup in Brazil, he criticized Uruguay forward Luis Suarez for biting a player during a World Cup match. Suarez "plays well

but he has done things that are not normal for a player, nor for a soccer game," Ghiggia told The AP. "I think FIFA can sanction him."

'Respect Supreme Court's decision but disappointed for players'

CHENNAI, JULY 17 (PTI): Former India skipper Rahul Dravid on Friday said the decision of the Justice Lodha committee to ban Chennai Super Kings and Rajasthan Royals from the IPL for two years will affect the young players but the verdict has to be respected. "It is disappointing that sometimes actions of one or two people can have an impact for so many people. Generally, in a situation like this, it is the bottom of the pyramid who are the

most affected. Generally, the top players, coaches always find stuff to do after that. It is not difficult for top players of our team to be picked by other teams," Dravid said. "It is unfortunately the young players, who probably would have got an opportunity, who miss out. So you feel disappointed for them but you have to respect the decision because the Supreme court had more information and they must have thought

it through," Dravid, said. Asked if it was a blot on his illustrious career, Dravid, who was the mentor and coach of Rajasthan Royal when the spot -fixing scandal hit IPL in 2013, said it is for the people to decide. Asked if it was a harsh decision, the 42-yearold said: "It is not for me to judge whether it was harsh or not. It is tough on the team, players and the league but we must respect the decision. "There are people who

are absolutely innocent and good people in both these teams who are going to get affected by this decision but that is the rule of the game. "What would be the fate of the team, I can't say, because I am neither part of the governing council nor involved in the BCCI. I am sure there people who will get a decision of what happens in the future," he said. Three Rajasthan Royals player, including S Sreesanth, were found

guilty and sentenced to prison after the spot- fixing scandal broke out two years ago. Dravid, who was at the helm of Rajasthan Royals then, said it is extremely difficult to know who is involved in such corrupt practices as a coach. "I was not aware that the three players were doing something suspicious, if I knew I would have dealt with it. I had no clue and I had spoken clearly to the Mudgal committee about it," he said.

MUMBAI, JULY 17 (REUTERS): Allrounder Mohammad Hafeez has become the second Pakistan cricketer to be banned from bowling for 12 months on Friday after his action was found to be illegal by the International Cricket Council (ICC) for the second time since November. Former Pakistan captain Hafeez was initially reported after the first test against New Zealand in Abu Dhabi in November and was subsequently banned after an independent analysis found his action to be illegal. He was cleared to bowl in April after changing his action but the part-time off-spinner was again reported by match officials for a suspect action during last month's test against Sri Lanka in Galle. "Hafeez is entitled to appeal any procedural aspect of an independent assessment

that has led to this automatic suspension," the sport's governing body said in a statement. "However, only after the expiry of this one-year period will he be entitled to approach the ICC for a re-assessment of his bowling action." Pakistan paceman Shabbir Ahmed was the first cricketer to be banned from bowling for a year in December, 2005 under the ICC regulation. Hafeez missed the third test against Sri Lanka in Pallekele to get his action tested in the southern Indian city of Chennai but returned to play the first two one-day internationals, taking four wickets in the opening match and two in the next. "The assessment revealed that Hafeez's elbow extension exceeded 15 degrees while bowling and, thus, he employed an illegal bowling action," the ICC added.

I

was very happy when I read that the cabbage growers of Phek District with the help of the ACOUT had successfully transported the Phek cabbages to Dimapur without paying any illegal gate taxes and had stored them at the NAAPTA go-down at Tenyima Complex, Khermahal for sale. For once, I thought, Naga economy is now headed in the right direction. I was also very happy for the Phek cabbage growers because I also know how though it is to plant vegetables- or for that matter any food grains- for human consumption or sale. I have also known the utterly irritating experience of having to pay illegal taxes to all the DAMNED illegal tax collectors sitting in almost every village or town all across Nagaland. But now all my happiness has been shattered again to learn that most of all these precious cabbages have rotten away due to the DAMNED market syndicate system set up by our own so called

national workers in Dimapur. Pardon my language here, but I have used the word damned twice with all its intended implications because these devilish organizations and all their activities should be damned to hell because they are throttling our Naga society to death. I have seen that most of the members of these organizations are just sitting there in the gates and markets drinking and gambling away their extortion money while others are honestly trying to earn a living for themselves and their families. So let these Naga parasites die before we are all killed by them. However, amidst all these anger and disappointments, the one streak of hope that I have seen in this whole tragedy is the Nagaland Police's kind gesture of stepping forward to buy a sizable amount so that at least the farmers transport expenses could be met. Equally noteworthy are the Horticulture department’s gesture of trying to store

the cabbages in their cold storage and also the district administrations help of distributing the cabbages, free to hospitals orphanages and hostels. One wishes that Dimapur piggery and Diary farmers had also contributed something by buying some of the cabbages for their livestock. Also allow me to here share a personal experience on Naga culture in situations like this one. Way back in 1984, when I was the Managing Director of Pine Brook Society at Barapani Meghalaya, I had to bring some giant Hampshire pigs from our piggery to sell it in Dimapur. Due to the long strenuous journey, two of my biggest pigs died just before reaching Dimapur at dawn. One kind butcher in Dimapur very kindly bought one of the pigs as it was still warm. But I was at a loss as to what to do with the other pig. As I was standing in the butcher’s shop helplessly, one fellow villager (Ania Kosievi Talie) from Ghaspani came to buy pork from the same

shop. When I explained my predicament to him, he immediately abandoned all his day’ intended works in Dimapur and helped me. As suggested by him, we got hold of my father’s Jeep and carried the dead pig to Ghaspani. On reaching Ghaspani, he called some of the young man to help and also shouted my predicament to the whole village community to help buy my meat at their own (possible) rates. We next cut the pig into 5 kg pieces and took it to every house in the vllage. As stated, ania Kosievi had earlier informed that everybody should help by paying any amount they could afford. At the end of the distribution, the total amount of contribution money came to over Rs 7000. (The pig was a big one and would have been worth Rs 10,000 at that time). When I thanked the uncle, his reply was: “in our culture, that’ the way we help one another whenever any individual in the community meets with any unexpected incidents where they lose their

livestock in natural accidents.” Many more examples can be recounted in this context but the point I want to make is the “sharing culture”that Nagas practice. This culture is practiced both in cases of prosperity (village feasts) as well as on occasions of loss, as in my case. For God’s sake, let us not exchange this unique Naga culture for a “money culture” that cares nothing for a fellow Naga’s misfortune. End Note: What are our many Naga Commerce graduates, Post graduates and even Phds doing for the up liftment of our economic situation? Can’t they set up their own Market syndicates and earn something for themselves as well as help our Naga farmers? For how many more years must we be controlled by Indian businessman and immigrants who have a firm grip on our market economy in Dimapur as well as the interior regions of Nagaland? Kaka D. Iralu

Asia indigenous representatives AIPP Statement of Support for the Baram peoples support baram dam blockade T

A

round 30 indigenous peoples’ leaders from different countries all over Asia traveled to the blockade site at Kilometer 15 to support the people’s opposition to the construction of the Baram Dam. The indigenous leaders, representing the Asia Indigenous Peoples Pact (AIPP), joined the Baram people in their call to stop all plans to build the Baram dam because it would displace some 20,000 indigenous peoples from 26 villages and destroy their land, life and resources that they depend on for their survival. Bearing stories and lessons from their own experiences, the indigenous leaders took turns encouraging the Baram protesters not to give up in their fight to defend their land and their cultural identity. Joan Carling, Secretary General of AIPP, recounted how the indigenous peoples in the Philippines succeeded in

stopping the World Bank-funded Chico River Dam project during the 1980s. From this experience, Ms. Carling stressed the need for strong unity to confront powerful forces. “What is most important is that the affected peoples are united and that we have wide support of advocates, academe, lawyers, environmental groups and other sectors at the local, national and international levels.” She also said “We are encouraged and inspired by the determination of the Baram peoples and we commit to support your actions to defend your rights and dignity”. From Indonesia, Mina Setra representing the national Alliansi Masyarakat Adat Nusantara (AMAN), motivated the blockaders to continue their struggle. “We will go back to our communities in Indonesia and let them know about your fight.” From Nagaland People’s Movement for Human Rights (NPM-

HR), Neingulo Krome expressed that he is much encouraged by the determination of the Baram people, saying, “The only option is to succeed, otherwise, it will be the end of our existence. To lose in the struggle is not an option,” he said. The participants reiterated that indigenous peoples have the right to participate fully and effectively in decision-making processes affecting them. They called on the Sarawak and Malaysian government to respect the Native Customary Rights of indigenous communities accorded to them under the Federal Constitution and the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) in relation to the planned hydropower projects in Sarawak. The exchange visit with the Baram people was hosted by the Jaringan Orang Asal SeMalaysia (Indigenous Peoples Network

of Malaysia - JOAS), a national network of indigenous peoples’ organizations in Malaysia and one of the members of AIPP providing assistance and platform for indigenous communities in Malaysia. AIPP is a regional organization founded in 1988 as a platform for solidarity and cooperation among indigenous peoples’ movements. It is comprised of 47 member organizations from 14 countries in Asia with 7 indigenous peoples’ national alliances/networks and 35 local and sub-national organizations. AIPP actively promotes indigenous peoples’ rights and human rights; sustainable development and management of resources; and environment protection through advocacy and building partnerships at local to global levels. *** Thomas Jalong JOAS – President AIPP Executive Council Member

he Asia Indigenous Peoples Pact (AIPP) express our strong support for the Baram peoples in their continuing struggle to stop the construction of the Baram dam. We are encouraged by the determination and resilience exhibited by the indigenous communities who have guarded the blockade site already for more than 630 days. The blockade was set up on October 23, 2013 to stop the dam proponents from pushing through with the preparatory work for the dam construction. We are impressed that the people have been able to sustain the blockade for this long, given the difficult conditions at the blockade site. This shows that the indigenous peoples are fully determined to do everything they can to defend their land, resources and cultural identity for the sake of future generations. The blockade started in response to the plan of the Sarawak Government and the state-owned company, Sarawak Energy Berhad (SEB) to build the Baram Dam as part of at least twelve (12) large-scale hydroelectric dams through the industrial development initiative called the Sarawak Corridor of Renewable Energy (SCORE). These hydropower projects will not benefit the people. Instead the electric power to be generated will be exported to neighboring Brunei and Indonesia, and will supply the power needs of resource-intensive industries, including steel, aluminum, silicon and timber processing. The dams threaten to inundate an area of more than 2,100 square kilometers. The construction of the Baram dam

alone will displace twenty-six (26) villages of Kenyah, Kayan and Penan indigenous peoples and will submerge forests, cultivated areas, and villages, forcibly displacing as many as 20,000 indigenous people from their customary lands. The sorry experience with three previously built large dams in Sarawak - the Batang Ai, Bakun and Murum dams – is concrete proof of the serious adverse impacts of large dams on indigenous peoples and local communities. Thousands of indigenous peoples were displaced and numerous human rights violations were committed as seen in the substandard living conditions at the resettlement sites, unfulfilled promises of livelihood support for the displaced families, the denial of peoples’ rights to access information and the use of coercion, threats and intimidation against those who raised questions or objections to the dam projects. We salute the Baram indigenous peoples in their valiant struggle to stop the dam. We reiterate that indigenous peoples have the right to participate fully and effectively in decisionmaking processes affecting them. We call on the Sarawak government and the SEB to respect the rights of the indigenous peoples to free, prior and informed consent in relation to the planned hydropower projects in Sarawak. They should respect the Native Customary Rights to land of the indigenous communities, which are recognized under the Federal Constitution of Malaysia and the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP).

Johnny Mar's break from music for autobiography

J

ohnny Marr is taking a break from music to write his autobiography. The legendary guitarist - a former member of The Smiths, Modest Mouse and The Cribs - has been penning the tome on the road while promoting his 2013 and 2014 solo albums ;The Messenger' and 'Playland' but now needs some time off to give the project his full attention so it will be completed in time for its autumn 2016 release date. He said: ''I always knew it was going to be a matter of downing tools to get the book done. ''You can't write a book backstage with soundcheck going on.'' The 51-year-old rocker wants to be candid in his book and though he doesn't want his tales to make people dislike him, he won't be ''self-important). He told NME: ''The important thing is that the people who like what I do still like me the same once they know everything. ''I take writing seriously but I also want it to be entertaining, because I don't want it to be too self-important or pompous.'' Johnny hasn't given his autobiography a title yet, but plans to stay away from puns. He said: ''It absolutely won't be 'This Charming Marr', 'Isn't It Marrvelous' or any pun like that. ''I've been looking at those kind of headlines all my adult life, thanks very much.'' The full interview is the latest edition of NME magazine.

THE BUSINESS OF BEAUTY

T

C M Y K

here is a famous Vogue cover from 1990, featuring five of the most exquisite faces of the decade. Naomi Campbell, Linda Evangelista, Tatjana Patitz, Christy Turlington and Cindy Crawford were a new breed of model: ‘supermodels’ who, in Linda’s much-quoted phrase, wouldn’t wake up for less than $10,000 a day. At the time the image was shot, only one of them - Christy - was represented by the mighty Ford model agency; the rest were on the books of the raffish John Casablancas at Elite. But in a way, Casablancas had the Fords to thank for his success. Before Christy and her colleagues were even born, Eileen and Jerry Ford revolutionised the modelling industry and - decades later - made their success possible. Eileen was feared, respected and sometimes loathed by her colleagues in the business. With her husband Jerry, she formed a team whose formidable work ethic, keen business sense and sharp eye for beauty won them a place among the most powerful players in the modelling industry for almost half a century. The models on their books at various times included many of the 20th century’s most beautiful faces: Suzy Parker, Carmen Dell’Orefice, Jean Shrimpton, Lauren Hutton, Jerry Hall, Christy Turlington, Karen Elson ... the list goes on and on. As Robert Lacey explains in his new biography, a love of style and an appetite for hard work were embedded in Eileen’s genes. Born in 1922, she was the grand-daughter of Finnish, Irish, German and Russian immigrants. Her father was a successful lawyer and debt collector and the family lived in some style in the New York suburb of Great Neck — the inspiration for the setting in F. Scott Fitzgerald’s The Great Gatsby. Eileen’s parents doted on her: ‘So far as they were concerned, I was the most talented child ever born - the answer to all the world’s problems.’ The self-belief of a beloved child never left her in adult life. In the self-help book she published at the height of her success in the mid-Seventies, she wrote: ‘If you are firmly convinced of what you want, your inner self will take the suggestion and act upon it ... If you were conditioned as a little girl to think of yourself as pretty, vital and attractive, your mind will still project this image.’ Eileen graduated from prestigious Barnard College, where she discreetly changed her name from the

anada-native Somerville passed away on Tuesday (14Jul15) in Santa Barbara, California following a battle with cancer. He co-founded rock 'n' roll band The Diamonds in 1953 with members of a vocal group who were waiting to audition for a talent show, and became their coach before assuming the role of lead singer. Throughout the late 1950s and early 1960s, The Diamonds scored 16 hit singles on the U.S. Billboard charts, including popular tracks Silhouettes, The Stroll, and Little Darlin', which was the third best-selling song in

Jewish-sounding Ottensoser to the more Wasp-sounding Otte. At college, she recalled: ‘I suppose you could say that I majored in men and minored in psychology.’ When the U.S. joined World War II in 1941, Eileen signed up as a volunteer with the Navy League, later claiming to have been engaged to at least 11 naval officers. In 1943, she met a goodlooking ensign, Gerard ‘Jerry’ Ford. He was three years her junior - 19 to her 22 - and two months after meeting him, she married him. ‘Jerry didn’t know he wanted to get married until he was married,’ she later explained. The new Mrs Ford began work in the advertising department of a large department store, devising marketing campaigns and booking models, including Natalie Nickerson, Manhattan’s highest paid one. Fed up with her agent’s dubious business habits, Natalie decided to handle her own bookings, and hired Eileen as her secretary. In September 1946, the business that would eventually become the Ford Agency began with an address book and a telephone on a card table in the family home on Lexington Avenue. Jerry Ford wasn’t altogether convinced that his future lay in the modelling business - ‘He was a pretty masculine kinda guy,’ the photographer Bill Helburn recalled - but with their first

child on the way, he had little option but to help his wife run her agency. They were to become a winning team: Eileen’s abrasiveness softened by Jerry’s charm; his business acumen underpinned by her legendary protectiveness towards her models. In 1948, Life magazine published a feature, FamilyStyle Model Agency. A flattering photograph showed Eileen and Jerry juggling a vast battery of telephones. It was an amazing publicity coup — the equivalent, Lacey writes, of appearing on both Oprah and Good Morning America. The Fords woke up to find themselves and their business famous. It was a success on which they would build brilliantly for decades. Fashion craves novelty, and Eileen’s scouting trips meant that she discovered, on average, a new face every three or four months. These beautiful girls inevitably attracted a following of fascinated men. Here, too, Eileen was hands-on. She began inviting eligible suitors to lunch with select groups of her models. Not all her girls were grateful for her efforts, though. ‘I didn’t want to be mothered by my own mother, let alone Eileen,’ said the elfin British model Penelope Tree. Success has its price. Eileen’s brutal manner made her many enemies, and in 1955 it almost cost her her marriage to Jerry, who began an affair with one of their models while Ei-

leen was pregnant with their third child. Years later, Eileen admitted that Jerry had ‘told me I had to mend my ways or we’d be divorced. So I mended my ways.’ At home she may have become more emollient, but in business she remained an implacable foe, as Casablancas found when he set up a branch of his agency in Manhattan in the late Seventies and began poaching the Ford girls and their bookers. When two of her staff left to work with Casablancas, Ford bought a couple of Bibles, underlined every reference to Judas Iscariot in red ink and had them couriered to her former employees’ homes. The Ford agency kept its place as the most successful in Manhattan until the Eighties, but the Nineties marked a new era in modelling. Eileen’s maxim had always been: ‘The opposite of work is death.’ But even for her, it was time to retire. The Ford agency was sold in 2007, just before Jerry’s death, aged 83, the following year. Eileen, too, was ill and died in 2014 from a brain tumour. In her final months, she went backstage to see her former protegee, Christie Brinkley, starring as Roxie Hart in the Broadway hit Chicago, telling her: ‘I always told you you can do anything you want.’ It was the maxim by which she had always lived, and for herself, as for so many of her girls, it worked.

America in 1958, just behind Pat Boone's Love Letters in the Sand and Elvis Presley's classic All Shook Up. In 1961, Somerville quit The Diamonds to focus on a solo career under the name David Troy. He also had a brief stint in a new group called The Four Preps, but left to form the duo Belland and Somerville with the band's lead singer Bruce Belland. Somerville has been honoured by five different music halls of fame - the Canadian Music Hall of Fame, Doo Wop Music Hall of Fame, Vocal Group Hall of Fame, Doo Wop Hall of Fame of America and Rockabilly Hall of Fame.

Smith double century drives India coast to 54-run win against Zim Australia to declare at 566-8

lONDON, July 17 (aP): A career-best double century from Steve Smith powered Australia into a commanding position on day two of the second Ashes test at Lord's on Friday. Australia declared at 566-8 after playing just one over of the evening session, giving the tourists' bowlers a chance to attack England for about two hours. Smith was eventually dismissed half an hour before tea for 215, attempting a reverse sweep against part-time spinner Joe Root. He missed the ball and was leg before wicket, a decision confirmed after review. Australia's imposing innings was built on a 284run partnership between Smith and opener Chris Rogers, who hit 173. England battled hard, taking six wickets, but the damage was done on the first day on a placid Lord's pitch. Smith reached a career-best when he passed 199. He started his career as a leg-spinning allrounder but has become one of the world's best batsmen. He has 10 centuries in his last 30 tests. He faced 336 balls and hit 24 fours in his innings. Australia resumed on 337-1 and Rogers was hit on the head by a James Anderson bouncer from the first ball of the day, and needed treatment for a graze. Rogers missed two games in Australia's recent tour of the West Indies after suffering concussion when he was hit on the head in the nets. Rogers added 25 to his overnight score when he was bowled by Stuart Broad's inswinging delivery that found an inside edge and glanced his pad before hitting the stumps. He lasted for 300 balls, and hit 28 fours. Rogers' and Smith's partnership of 284 from 485 balls was a secondwicket record for Australia

at Lord's. Smith, 129 overnight, remained comfortable against the England bowling attack on a pitch offering little assistance. However, captain Michael Clarke never looked

settled at the crease after waiting more than a full day to bat. He scored just 7 from 32 deliveries when he mistimed a pull off the bowling of Mark Wood and presented Gary Ballance with a catch at square leg.

Australia accelerated its scoring rate in the afternoon session, scoring 138 in 30 overs, and four wickets fell, two of them to Root. Debutant wicketkeeper Peter Nevill, replacing Brad Haddin, scored a breezy 45.

Harare, July 17 (IaNS): A fine collective effort helped India beat Zimbabwe by 54 runs in their first Twenty20 International of a two-match series at the Harare Sports Club here on Friday. Set a target of 179, Zimbabwe could muster only 124/7, undone by the slow bowling pair of Axar Patel (3/17) and Harbhajan Singh (2/29), who derailed them after a promising start. The hosts began their run chase on a sedate note. Openers Hamilton Masakadza and Chamu Chibhabha tried to play themselves in, with the intention of building up a partnership. They showed no urgency and were happy scoring at six runs per over, reaching 38/0 in six overs. They tried to force the pace from then on, with Masakadza lifting offspinner Harbhajan Singh for a six over mid-wicket. Masakadza-Chibhabha took 12 runs off the veteran spinners's first over to kickstart their chase. But Harbhajan came back strongly in his next over to send back Chibhabha (23 off 27 balls), inducing a mistimed lofted shot. That triggered a slide, which saw Zimbabwe lose three wickets in the next two overs. Left-arm tweaker Axar Patel accounted for Masakadza (28) and skipper Elton Chigumbura (1) within four balls. His good work was complemented by Harbhajan who claimed Charles Coventry (10) to reduce Zimbabwe to 68/4 in 10.5 overs. From there on, it was a tall order for the hosts, one which proved insurmountable. Earlier, experienced batsman-wicketkeeper Robin Uthappa played a responsible 35-ball 39run knock to guide India to 178/5 after the visitors opted to bat after winning the toss.

India got off the blocks strongly with openers Ajinkya Rahane and Murali Vijay scoring at a fast clip. Murali Vijay was the more aggressive of the two, hitting five boundaries and a six. But just when it seemed that India would run away with the proceedings, Vijay (34 off 19 balls) was run out in the seventh over. Vijay's attempted quick singles brought out his downfall as he was undone by a smart direct throw from Sikandar Raja at mid-wicket. His dismissal checked India's run-making spree, which was quickly dealt

another blow when skipper Rahane (33 off 32 balls) departed 14 balls later. Rahane, deceived by a flighted leg-break from leftarmer Graeme Cremer, scooped a leading edge to point, with the score at 82/2 in 9.2 overs. Debutant Manish Pandey and seasoned Robin Uthappa were then saddled with the task of resurrecting India's innings. They kept the scoreboard ticking, rotating the strike as well as hitting the odd big shot but, overall, Zimbabwe managed to check the run-flow. The Pandey-Uthappa duo took

India to 123/2 in 15 overs and laid a platform for a late-innings assault. But Pandey's attempt to up the ante ended in his departure, in the second ball of the 16th over, after walloping the previous ball to the boundary. He managed a run-a-ball 19. The onus shifted to Uthappa, who responsibly stayed at the wicket till the end to guide the team to a decent score. Right-arm mediumpacer Chris Mpofu was the most successful bowler for the home team, bagging three wickets for 33 runs in four overs.
