New Delhi, July 18 (iANS): Vishwa Hindu Parishad (VHP) patron Ashok Singhal on Saturday said India will become a Hindu nation by 2020 and the entire world would be Hindu by 2030. Singhal was speaking at a function here to release a book on the life and work of former RSS chief K.C. Sudarshan. The function was attended by External Affairs Minister Sushma Swaraj and veteran BJP leader Murli Manohar Joshi among others. Singhal said: “Sudarshan ji, a great visionary, once told me that the entire country will be Hindu by 2020 and the entire world will be Hindu by 2030.” “Sudarshan ji was not only a saint but a visionary, who had predicted that a revolutionary change in the country will begin in 2012 and ultimately that happened in 2014,” he said in an oblique reference to the BJP-led alliance’s victory in the 2014 Lok Sabha polls.

First hand reports emerging from the July 16 firing incident at Wuzu/Phor in Phek district indicate a reality far from the reports that have appeared in the media. After the incident, the Assam Rifles (AR) had squarely blamed the death of the two minor students identified as Tüzali (14) and Aso (13) on the villagers and the NSCN (K). However, reports by the village council chairpersons of Phor, New Phor and Wuzu village, alongside other witnesses, indicate that the first shots fired during the incident came from the AR themselves. A delegation of Naga Students’ Federation (NSF), Naga Peoples’ Movement for Human Rights (NPMHR) and Pochury Students’ Union (PSU) reached Wuzu village where two students were killed and another injured after they were fired upon by the AR transporting the bodies of two NSCN (K) cadres killed in an encounter on July 15.

The delegation also spoke to the relatives of the victims. NSF general secretary said the team would inquire into the media reports of forced recruitment of youths by suspected NSCN (K). Meanwhile, ADC Meluri when contacted said the situation has returned to normal at the moment. Home Commissioner and DGP had visited the area on Friday to take stock of the situation and to get first hand information on the incident. An FIR has already been lodged at Meluri Police station. It is not known whether the investigation would be a magisterial or judicial inquiry.

Leave us alone! aggrieved villagers plea to security forces After the firing incident, aggrieved villagers of Wuzu, Phor and New Phor have demanded the security forces to leave them be alone. “We don’t want the security forces around us. They (Assam Rifles) say they are here to save us. Then they kill us. We are better off without them,” villagers cried out during their interaction with the delegation on Saturday. “If this is how it’s going to be, leave us alone,” was the chorus of villagers.

NSF protest rally against DAA & AFSPA on July 23 DimApur, July 18 (mexN): Naga Students’ Federation (NSF) will hold a mass public rally on July 23 in Kohima to protest against the declaration of Disturbed Areas in the entire state of Nagaland and for repealing the Armed Forces (Special Powers) Act (AFSPA). The rally, which is the first phase of agitation, will be held at Kohima local ground and will proceed to Raj Bhavan to submit a memorandum to the Governor, a press note from NSF informed. The Federation has sought support and co-operation to all the frontal organizations and concerned citizens towards the proposed rally.

Moments later, the second convoy of two armed vehicles- a Gypsy and a 407 truck- led by Major Surinder Singh stops on the request of the villagers before reaching Wuzu and after crossing Phor. The villagers request Major Singh, who is known to them, to hand over the bodies of the slain cadres. Major Singh informs that the bodies will have to be handed over to ADC Meluri as formality to which the village leaders request for the bodies to be taken in coffins. At that time, gun shots are heard from inside Wuzu village area which is some distance away. On hearing the gunshots, the AR soldiers with the Major react by firing at the villagers on the road side. Villagers run for cover. Meanwhile Major Singh proceeds ahead immediately towards the village from where gun shots emerged. It is later learnt that the gun shots from Wuzu village center area are the doing of the AR personnel who were part of the first convoy which had passed by earlier. The firing by AR personnel who were with the Major results in the death of two young lives and injuring a mother. Tüzali, aged 14, was inside a relative’s house when bullets struck her. A number of bullet holes are seen at the house. Aso, aged 13, was standing above the road along with elders and watching the negotiation taking place when bullets hit his backside and head. More than 140 empty cases fired by the AR personnel are recovered by villagers. Three AR jawans, left stranded at the road side during the firing, take cover in the jungle. They are later located and accounted for.

tr Zeliang expresses displeasure; incident could have been avoided DimApur, July 18 (mexN):Nagaland Chief Minister TR Zeliang on Saturday expressed his ‘displeasure’ over the ‘avoidable’ firing incident of July 16 at Phorü village under Phek district wherein two innocent students were killed. The chief minister has urged upon all concerned to desist from firing in public places so as to avoid innocent casualties, according to a press communiqué from media cell, CMO. As announced earlier, an inquiry is being set up to go into details of the incident, it further stated. The chief minister also informed that the DGP Nagaland along with the Commissioner and the Home Commissioner had visited the spot to take stock of the situation on his direction. They are expected to submit their recommendations upon their return to Kohima, it was added. Meanwhile, the chief minister has sent condolences to the family members of the two students, who were killed in the firing incident.

Killing of innocents an abomination: NCD, NWHD The Naga Council and Naga Women Hoho, Dimapur has condemned the killing of two school children and injuring one woman, all from Wuzu village under Meluri Sub-division on July 16 by the Assam Rifles in ‘random, unprovoked firing.’ “The statement of the Assam Rifles blaming the innocent public and NSCN-K both for the mayhem is adding more fuel to the fire since the FIR lodged at Meluri police station by eyewitnesses clearly states that there was no provocation from the public who had only gathered to request the commanding officer Major Surinder Singh the handing over of the dead body of the NSCN-K cadre to the villagers for burial,” the two Dimapur based civil organizations stated in a press release. While forceful recruitment of children by the factions is an issue which cannot be overlooked, the organizations stated that killing of innocent children or any innocent citizens by the security forces is an abomination which cannot be allowed to wilt away under any circumstances. Pointing out that as long as the draconian AFSPA and Disturbed Area Act is in force in the State, the victims’ family will never get justice and Major Surinder Singh and his men will go scot free, NCD and NWHD therefore said the Act has to go. “It’s high time Naga civil society bury all internal differences and come together on the issue of AFSPA,” it added.

NSF informs students selected in NSEE 2015

Kohima, July 18 (mExN): Naga Students’ Federation (NSF) has informed all the students who have been selected by the Common State Selection Board through NSEE 2015 for undergoing studies in MBBS, BDS, Agri. and allied courses to verify their documents in person at NSF office on July 20 and 21with the following documents: Mark sheet & Admit card of class 12, Scheduled Tribe certificate, Indigenous certificate, Backward certificate, One passport size photo, Permanent Residential Certificate (PRC). This was informed in a press release issued by NSF Secretary Education Imtiyapang.

YouthNet to launch ‘Dial Nagaland’

Kohima, July 18 (mExN): In order to promote and empower skilled labour, YouthNet under the ‘IMPACT 5000 by 18’ campaign is launching a service provider called “Dial Nagaland,” a database where contact information of skilled workers such as electricians, plumbers, carpenters, mechanics, painters etc will be listed to help the citizens of Kohima and Dimapur in their search for local skilled workers within their respective area. The programme will be launched on July 21 at the Directorate of Employment and Craftsmen Training, High School Road, Kohima at 1:00 pm.

Organisations condemn killings, accuse security forces of indiscriminate firing Dimapur, July 18 (mExN): Various organisations today expressed anguish and condemned the killing of two school children and injuring of a woman in a village under Meluri sub-division of Phek district on July 16. Expressing sadness and shock at the killing of Tüzali (14) and Aso (13) and injuring of Vitsürho at Wuzu village, the NPF Phek division condemned the “inhumanly and immature act of security forces for killing invaluable lives of students without conceiving any precautionary measures but randomly shooting in the public places.” The division in a release further expressed anguish at the “irresponsible actions of security for sowing the seeds of fear psychosis in the minds of innocent citizens despite of protection and security.” Strongly opposing any warring groups fighting in public areas, the NPF said “it is never been justifiable in the eyes of present civilized world rather it is an act of hatred, insult, cowardice and uncivilized.” Meanwhile, the NPF Phek appealed to the State inquiry commission to deliver justice without any hindrance and also be transparent by punishing the “erred warring groups” so as to avert such random atrocity on innocent Nagas in future. “Nagas can no longer be a silent spectator on such inhuman act and brutal killing of innocent Nagas by Indian army as Nagas has every right of claiming her freedom since from time immemorial,” it asserted. “Is it not yet time for India to understand the right of the Nagas and set free the Nagas on truth?” Further, the NPF Phek division supported the PWC for ceasefire negotiations between the Central government and NSCN (K) and also appealed to the Central government to revoke the draconian laws such as DAA and AFSPA in the region, “which is most sickening laws in the eyes

of present civilized populous as it is antipeople and total violation to humanity and human rights in nature.” The NPF Phek also conveyed condolences to families of the deceased and appealed to the government to compensate them. In a separate press statement, Pochury Youth Association (PYA) expressed sorrow and anguish over the “brutal murder” of two innocent students and injuring of a woman “in the indiscriminate firing upon the innocent publics by the Unit of 46th AR C 'Coy' under the command of one Major Surinder Singh, Post Commander of Akhegwo Post.” The PYA termed the action of the “so-called Friends of The Hill People" as the “most detrimental act against the unarmed innocent civilian.” Condemning such "dastardly act of aggression and suppression by the Assam Rifles," the Association called upon all right thinking citizens of Nagaland to condemn such “devilish act.” Meanwhile, the PYA conveyed deepest sympathy and condolences to the bereaved family members and prayed for speedy recovery of the injured women. “May the good Lord bestow peace and solace to everyone who have been affected by this ruthless act of the Assam Rifles,” it added. Accusing the 46 Assam Rifles and 12 para commandos of indiscriminately firing and killing the two students and injuring the woman, the Pochury Hoho, Kohima expressed strong resentment at the incident and urged upon the government to set up independent inquiry to deliver justice to the victims' family at the earliest. It also called for preventing such “barbaric and inhuman acts” from recurring in the future. The Hoho in a release further conveyed condolences to the family members of the victims and wished for speedy recovery of the injured.

Makeover Drive – Focus on District Hospital Dimapur Dimapur, July 18 (mExN): Several likeminded people in Dimapur have come together and initiated a community service called ‘Makeover Drive’ focusing on the District Hospital Dimapur. Comprising individuals, retirees, movements, organizations, and institutions, Makeover Drive aims to “contribute, bless, do a community service, and sensitize and bring awareness to the people the importance of collective effort and being a responsible citizen.” According to a press release, the team aims to act as a catalyst to encourage the citizens to take up challenge in the future, render their service by getting involved in a social service for the community, and also to contribute in terms of cash and kind. The main objective of the Makeover Drive is to do community service for the District Hospital Dimapur and not to criticize anyone, be it the government department, hospital authorities, or any individual, the release said. “The team wants to spreading positivism, air of love, generosity, and care in the midst of negativism and criticism.” In the first phase, the Makeover Drive team

MTLT condemns July 9 firing

moKoKchuNg, July 18 (mExN): The Mokokchung Town Lanur Telongjem (MTLT) has strongly condemned the firing at the residence of Parliamentary Secretary for Geology & Mining, Dr Imtiwapang Aier on July 9. A press release from the MTLT expressed distress at what it called “unabated violence” happening in the Naga society, and the “inaction” of the government agencies, especially the law enforcing agencies, in tackling such crimes. “Such anti-social activities by miscreants hell-bent

on creating unwanted situations in the society is creating a fear psychosis in the minds of the general public which is totally uncalled for and unwarranted when the whole Naga society is yearning for peace in the society,” MTLT stated. Terming the incident as a failure on the part of the government and the law enforcing agencies, MTLT strongly appealed to the state government and the law enforcing agencies to seriously take up such law and order situation with all earnestness and take preventive measures so that

such unwanted situation do not recur in the future. The MTLT also strongly appealed to the government agencies to thoroughly investigate into the different breach of law and order in the society, especially the July 9 Kohima firing incident, and bring to book the culprit(s) and punish them as per the law of the land. Further, the MTLT gave a clarion call to all right thinking Naga citizens to rise up against the unabated crimes, so that Naga society can live with dignity and move ahead at par with others.

body seeks Mizoram’s missing pangolin scales Assam UN help on influx – a tale of maybes and whodunits AIzAWL, JULY 18 (ENS): It is a tale of maybe’s and whodunit’s, how more than a third of all pangolin scales seized in Mizoram have disappeared and possibly re-appeared (only for some portion to perhaps disappear again) in another seizure more than 350 kms away. It began in the end of May this year when it was discovered that 292 kgs of seized pangolin scales locked up in a forest department godown in Kolasib, a western town, had been replaced by fakes. The consignment made up more than a third of the 848 kgs of pangolin scales various law enforcement agencies had caught from smugglers since 2012. Pangolins are protected under national and international law, but their scales are apparently highly-valued in some Asian

countries, for decorative as well as alleged medicinal properties. Consignments have been seized in some North-Eastern states, all supposedly headed towards South-East Asia through Myanmar. A case was registered soon after the end-May incident at Kolasib, but initial investigations apparently went nowhere. Then, two-and-a-half weeks later on June 11, a joint operation by police and the Assam Rifles seized six bags from a bus at Farkawn, a village close to the international border with Myanmar, at six in the evening. The bags contained 216 kgs of pangolin scales, the police and AR told the forest department when they handed it over the following day at two in the afternoon. The official account from the

Proposal to set up film institute in Arunachal draws ire of neighbouring states NEW DELHI, JULY 18 (ET): Pune's Film and Television Institute of India may have been in the midst of a controversy raging since last month, with students protesting the appointment of Gajendra Chauhan as chairman, but another such institute coming up in Arunachal has become the envy of other states in the Northeast. The chief ministers of Manipur and Mizoram have vehemently registered their protest with Home Minister Rajnath Singh over Arunachal Pradesh being chosen by the Centre as the site for the proposed National Film and Television Institute and Animation. Singh, who was in Guwahati last week to chair a meeting with chief ministers of all states in the Northeast, was stumped when amid a debate on security issues the CMs of Manipur and Mizoram started citing the scenic beauty of their respective states to question why they were ignored for the institute. "We make maximum regional movies in the Northeast. In fact, my state has produced nearly 60 national awardwinning films. Despite that, Arunachal Pradesh was granted the new film institute," Manipur Chief Minister O Ibobi Singh is said to have told the home minister. Mizoram Chief Minister M Lal Thanawala said his state is the most scenic in the region and therefore a natural contender for the institute. "If we had been given the institute, more filmmakers would have chosen us to shoot films in the state," he told Singh.

Meghalaya health dept asked to find out impact of mobile tower radiation SHILLoNg, JULY 18 (PTI): The Meghalaya High Court has directed the state's health department to conduct a survey to find out the adverse impact, if any, of radiation emission from mobile towers on the health of people residing near them. "The state government through the Department of Health shall conduct a survey to find out the adverse impact if any, on the health of people of localities situated near the towers in question as a result of radiation emitted by mobile towers," a division bench of the High Court headed by Chief Justice Uma Nath Singh said in the July 15 order. The High Court bench also issued a notice to the secretary, Telecommunication, to file his personal affidavit on the matter, the next hearing of which will be held on July 29. The matter was taken up by the court after a person SP Das provided details of alleged violation committed by mobile towers put up by various telecom companies. The court, which summoned these service providers, also rejected an inspection report submitted by Telecom Enforcement, Resource and Monitoring (TERM) NE-1 director Kulwinder Kumar. It observed, "We do not find any information as to the limit of emission of radiation by the towers and the equipment being used for measuring the radiation before giving the findings that all the parameters are within the limit". Terming the report as "evasive", the bench directed the secretary, Telecommunication, to file his personal affidavit on the matter.

forest department says the AR troops had opened the bags and took pictures with the seized pangolin scales and then re-packed them for submission to the forest officials. But when the forest department officials received and weighed the bags, they found it was 32.5 kgs lighter. As of now, they remain clueless how this could have been — either some amount went missing during the 20 hours between the seizure and the handing over of the consignment to the forest department, or the police and AR had incorrectly weighed the goods. What has added more mystery to the siezure was that the bus driver testified the cargo was loaded onto the bus by one Hmangaihthangi of Kawlkulh village, more than 164 kms northwest of Farkawn.

Hmangaihthangi went to Farkawn after being told that the cargo had been seized because it contained unlawful materials, but when she was interrogated, she said she had indeed loaded it onto the bus but that it was someone else’s. The owner, she said, was a Myanmarese trader she knew only as Paliana, which could either be a name or the person’s build because Palian in Mizo translates to Big Man. She knew Paliana from before and she met him unexpectedly in Aizawl about nine days before the seizure while she was there for a medical check-up, she said. In a recent memorandum to the United Nations Organization (UNO), ASM said the Centre should be asked to implement UN guidelines and measures to safeguard the indigenous people of the state. "There is a huge market for the honey, but supply is very limited. Hence, it will be difficult to lobby for a GI tag or similar markers for it," Bhattacharjee said. The premium variety of organic honey can cost up to Rs 1,000 per kilo. Other varieties cost around Rs 500-600 per kilo. In spite of rising demand, most state and Centre-run emporiums do not sell the product. "We do not stock orange honey. Production is too low," said B Sawkmie, deputy store in-charge of the Centre-run Purbashree in Shillong's Police Bazaar. One of main reasons for the low yield of orange honey in Sohra is the use of pesticides in orange orchards as they are detrimental to bees. "The Centre's

Once orange farms become organic, production of honey, too, will increase," explained Daniel Ingti, former director of the state directorate of horticulture. Lack of cooperatives in this sector is also hurting honey production. There are only four cooperatives in Sohra that are involved in its production. "A cooperative requires at least 15 members. In Sohra, it is difficult for us to get orange growers together. They don't think alike," said J C Paul, sub-registrar of cooperative society, Sohra. The state department of cooperation, along with the Khadi and Village Industries Board of Meghalaya, has been involved in small-scale interventions in the orange honey processing sector.

Washington, July 18 (Pti): A New Jerseybased construction management firm has been charged with bribing Indian officials several crores of rupees to win two major water developmental projects in Goa and in Guwahati. The bribery of USD 976,630 for a Goa project by Louis Berger included that to a minister, the details of which have not been disclosed by the Department of Justice. Yesterday, the company agreed to pay USD 17.1 million criminal fine to resolve charges that it bribed officials in India, Indonesia, Vietnam and Kuwait to secure government construction management contracts. Two of its former executives – Richard Hirsch (61) of Philippines, and James McClung (59) of the UAE – pleaded guilty to the bribery charges. McClung previously served as senior vice president responsible for the firm’s operations in India

and in Vietnam. Sentencing hearings for Hirsch and McClung are scheduled for November 5, 2015. The Indian government, assisted by Japanese government, initiated the five-year Goa Water Supply and Sewerage Project to expand, rehabilitate and build water and sewerage facilities. Louis Berger was part of a consortium for the project in Goa. The consortium included two Japanese firms and an Indian partner. The team developed a project management information system and plan, evaluated bids, reviewed design and construction plans, and ensured quality work was done on time and within budget, the company says on its website. Federal prosecutors, in their 11-page chargesheet, alleged that Louis Berger maintained a detailed diary and account of bribery made to Indian officials.

On August 26, 2010, “a consortium partner prepared a payment tracking schedule stating that the company had paid USD976,630 in bribes in connection with the Goa Project to date,” federal prosecutors told a court in New Jersey. On August 17, 2010, a consortium partner sent an e-mail to James McClung, stating, “As discussed I enclose the details as provided by [third-party intermediary]. I have also added the details of amounts paid to [the Company] as of date by [the consortium partner] in the same sheet.” The attachment included an entry, “Paid by [an agent of the company] to minister on behalf of agent,” said federal prosecutors. According to court documents, the company through its employees and agents, together with others, used terms like “commitment fee,” “counterpart per diem,” “marketing fee” and “field operations ex-

penses” as code words to conceal the true nature of the bribe payments and utilised cash disbursement forms and invoices which did not truthfully describe the services provided of the purpose of the payment. In India since 1998, Louis Berger has offices in Gurgaon, Mumbai, Chennai and Hyderabad. “Along with several consortium partners, the company won two water development projects in Goa and Guwahati. The company paid bribes to win both of these contracts,” federal prosecutors alleged. According to court documents, the company through its employees and agents and its consortium partners kept track of the bribe payment by a circulating spreadsheet among themselves showing the proportionate share of each bribe that they had paid to the foreign officials overseeing their work on the Goa and Guwahati projects.

In fact, following the success of these models, several automakers have firmed up plans to bring their contenders in the market. Hyundai is not new to the segment. Last decade the company launched two SUVs—the Terracan and the Tuscon. Both failed to generate customer interest. In 2010, it launched the Santa Fe. The result was the same. However, in 2014, when the company introduced the new Santa Fe, things started to change a bit. Mao Council clarifies on memo Dimapur, July 18 (mExN): The Mao Council has stated that the memorandum to the Manipur Government will take no further effect as the land dispute is in the Judicial Court of TPO. It added that the Mao Council will not pursue the memorandum further. It may be noted that the Mao Council had submitted a memorandum dated April 23, 2015, to the Manipur Government for protection of Mao land at Koziirii and Dziiko. In a press release, the Mao Council stated that the memorandum seems to have created some confusion in the minds of Naga brothers, and expressed its regret “if the memorandum has caused any misunderstanding or created undesirable situation in our society.” The Mao Council stated that it had expressed its trust and confidence in TPO through its representatives in the TPO Meeting on July 4, 2015 to take up the matter under

the banner of TPO. Subsequently this decision was unanimously endorsed in the Mao Council General Body Meeting on July 11 that TPO should arbitrate the case, the council added. The Mao Council stated that it “sincerely prayed” that the TPO will adjudicate the issue as per the tradition and customary law of the Tenyimi people in true justice so as to bring about mutual trust and understanding between the concerned parties and the Tenyimi family in general. Further, the Mao Council expressed its appreciation to APO, CPO, NMA, KVC and NPO for their tireless efforts in trying to help bring the matter to an amicable solution. It also expressed appreciation at the good wishes of NSF, ENPO, ANSAM, NWU, Naga Council Dimapur, Tenyimi Union Dimapur, Angami, Mao and other Naga churches for their prayers and good wishes for reconciliation to prevail.

'No justification for extension of DAA'

Dimapur, July 18 (mExN): Expressing surprise over the promulgation of Disturb Area Act (DAA) in the entire Nagaland state, the Nagaland Tribes Council (NTC) on Saturday stated that it was most ‘ridiculous and maliciously intended’ of the Government of India (GoI) to enforce a military law stemmed from an incident that occurred on June 4 in Chandel district in Manipur in which 18 security personnel were killed by suspected NSCN (K) and its allies. The council, in a press statement through its publicity cell, said there was no justification for GoI to impose such miserable law in Nagaland over an incident in Manipur and at a time when most of the potent Naga political groups in Nagaland have been in cease-fire with GoI. In the light of the above, the NTC urged the state Government not to remain lukewarm or be timid but pass a strong resolution in the ensuing Assembly Session against the imposition of DAA in Nagaland, and demand the GoI to immediately roll back the imposition. Meanwhile, the NTC, condemning the killing of innocent students in Meluri subdivision, reiterated that it is against violence of anybody be it Naga underground or the security forces. The council also suggested that in the event of conflicting reports on the whole incident, it is imperative for the State government to clear the air with ground realities.

In a statement, the PSU alleged that the conflicting reports of the office of IGAR, first claiming that the two students were killed in the cross fire and then alleging that they were killed by NSCN (K) only revealed their ‘sinister designs.’ Quoting witnesses’ report, the union informed that the villagers on learning that the convoy of AR 46 led by one Major Surinder Singh, an officer known to have the goodwill of the public leaders of the area, was transporting the bodPhom Literature Board, T Imdong Phom (right) releas- ies of the slain cadres, reing the book “The Phom Naga indigenous religion” quested for the bodies to be authored by Dr. Henshet Phom (left) at Emerald Inn, handed over to the villagers. hatching a murky conspiracy to justify the senseless act of aggression on the innocent villagers.” On the inquiry committee set up by the State government, the union demanded that the findings be submitted without any bias and at the earliest. cSu DEmaNDS JuSticE: Condemning the July 16 Wuzu incident where two innocent students were killed without ‘cogitation and as collateral damage of the armed forces,’ the Chakhesang Students’ Union (CSU) on Saturday expressed serious concern on the security of the public when security forces can go to the extent of taking lives of little children. Demanding justice for the victims, the CSU, in a press statement has asked the state government, who are elected by the people to

work for the welfare of the public, to get off their comfortable chairs, wake up and address the issue with more seriousness. The union also recalled the incident of the illegal detention of 5 youth on June 10 during which time the body had gone to meet the IGAR for their release. The union said they were not allowed to meet any of the victims but were repeatedly assured that the detained youths were being treated properly. However on their release it was found to be otherwise, it added. It also pointed out that the AR had owned up that it was a case of mistaken identity but no action was taken on those guilty personnel. Keeping the incident in mind, the union wondered as how the public was to trust the security forces on their statements that law would take its course.

Dimapur, July 18 (mExN): The Eastern Nagaland Peoples’ Organisation (ENPO) and the Phom Students Conference (PSC) have backed the Eastern Naga Students’ Federation (ENSF) ultimatum to the state government to implement its demands. According to a press release from ENPO, a resolution to back the ENSF’s ultimatum was taken in an emergency CEC meeting on July 17 where the august house of the council reviewed the ultimatum on deprivation of job reservation policy by the state government. “It is to be undeniably noted that, the people of eastern Nagaland are extremely denied of the privileges of the right to employment, and since the

creation of the statehood, the privilege of employment as an equal fundamental right is ever elusive from the day one i.e. the 1st of December, 1963,” the apex body of eastern Nagaland stated and urged the state government to address the demand of the ENSF in the interest of the fellow eastern Nagas of Nagaland state. Meanwhile, ENSF has also found backing from the Phom Students' Conference. The Conference expressed strong support to the Eastern Naga Students' Federation’s (ENSF) demand that the state government justify the failure to implement 25% job reservation meant for Eastern Nagas since 1977. “Ever since the implementation of reservation

policy from 1977, not a single Department had so far strictly followed the policy of reservation for Eastern Nagaland for which the employment status had never improved,” a press release from the PSC stated. It maintained that the six tribes have been deprived of its share since the inception of statehood and added that this has been continuing for 50 years. Questioning if there is even a single department in the state that has strictly followed 25% reservation, PSC lamented successive governments taking advantage of the Eastern people. PSC also questioned if it was the government's policy to keep Eastern Nagas engaged in agitation all the time to get its rights. Claiming that a study

had found only 5% representation of people from Eastern Nagaland in government jobs, PSC questioned how the 25% reservation was being practiced. PSC further claimed that in most Directorates, not a single officer from Eastern Nagaland is employed. PSC further claimed that Longleng, despite attaining district status for 11 years, is being neglected by the Government as most of the important departments have not been established and some existing departments are yet to be upgraded. One of the most neglected department is the Power department which is functioning under the establishment of SDO (Power) Changtongya, PSC added. The Conference also strongly objected to the

It maintained that it conducted a thorough survey and had found shortage of more than 50 Primary Teachers. Further, the Conference directed all Heads of Departments in Longleng District to submit a detailed list of the employees within July 25 to the office of the PSC failing which the conference shall be compelled to take its own course of action against the erring department.

Impact of pollution on traffic police

The inference here is that shifting cultivation as a sustainable agriculture wins over other alternatives because of the age old proven fact that a jhumfield provides all needs of a family for the year except salt. I was encouraged to share this opinion when the Food and Agriculture Organization (FAO) highlighted Nagaland as a successful case of safeguarding community rights over land and for practising shifting cultivation based on customary law. FAO in a new publication on shifting cultivation

also complimented indigenous communities like Nagas for enhancing biodiversity, providing food security and having a small carbon foot print due to their simple lifestyle . Conservation and preservation of biodiversity ,provision of food security, minimizing carbon emission are the three core global concerns today and if Nagas can contribute something good to this issues by practising shifting cultivation, than we can say that our forefathers are better environmentalists and agriculturists than us. As is highlighted by FAO, protecting of community rights over land as per customary law is an integral part of land holding system among the Nagas as almost all land belongs to the community/clan. And so as per customary practices every family on rotation will get the opportunity to till

as per the jhum cycle and so there is hardly any land feud in shifting cultivation. But land feuds have started arising because of settled agriculture or large scale cash crop plantations going on in Nagaland. A day may come when naïve Nagas may be lured and duped by corporate houses into contract farming and may lost hold of our precious land. It is a fact that production and productivity in shifting cultivation has been reduced with one reason being the reduction in jhum cycle and other accruing factors like climate change. And so the efforts here should be to increase the jhum cycle by way of tilling the particular field for 2-3 years with other supplementary crops and applying soil control measures. Otherwise, there is nothing bad or evil about shifting cultivation but only the good and beauty of it.

wenty years ago on July 11, Bosnian Serb troops led by Gen. Ratko Mladic carried out Europe's worst carnage since the end of World War II — a massacre of 8,000 Bosnian Muslim men and boys that a United Nations court calls a genocide. As Dutch peacekeepers stood helplessly by, the Serbs stormed the Srebrenica safe haven, separating men and boys from women. They drove the males away in trucks and massacred 2,000 on the spot. About 15,000 Bosnian Muslim men and boys fled into the woods; the Serbs hunted 6,000 of them down and killed them one by one — some 8,000 in all. The bodies were dumped in mass graves that were bulldozed to hide the evidence, causing remains to be jumbled up into a jigsaw puzzle that has yet to be fully solved. About 1,000 victims remain to be found. Many families have reburied a few bones identified as belonging to their lovedones through DNA testing. Two decades later, Srebrenica's women still grieve. ith the United States shifting the focus of its foreign policy to the Asia Pacific region, Myanmar has gained a tremendous strategic importance. This became clear when President Barack Obama had made Myanmar his first port of call after he assumed office in his second term. This is also the reason why Chinese President Xi Jinping had welcomed Aung San Suu Kyi, the leader of Myanmar's National League for Democracy (NLD) to the Great Hall of the People in Beijing defying all diplomatic protocols. And, in spite of the latest snub India received from Naypyidaw, when National Security Advisor Ajit Doval was told in no uncertain terms last month that there could be no joint military operation against insurgents from the northeast, there are grounds of hope for New Delhi as relations between China and Myanmar have deteriorated to a great extent in recent times. The immediate reason is the ongoing fight between the Myanmar army and the Myanmar National Democratic Alliance Army (MNDAA), an insurgent body of ethnic Chinese in the Kokang Special Region which borders China. Huge numbers of ethnic Chinese have fled to China's Yunnan province, where a few civilians also died of Myanmar army attacks. Myanmarese President Thein Sein has been showing signs of a tilt towards the US and Western Europe in spite of the fact that China was Myanmar's principal prop during the time of his predecessor Than Shwe. He has suspended the construction of the Myitsone hydropower dam in which China has invested a huge amount. He has also temporarily shut down the Letpadaung copper mine project, a joint venture of Myanmar and China, in the wake of vociferous protests from common people. Why has Thein Sein taken such steps? It is because the Myanmar junta is livid against China for its alleged help to various ethnic minority insurgent armies, particularly the United WA State Army, operating in the country's northern part. Where does India stand in this jigsaw puzzle? Well, the answer will not be any music to the ears of Indian policymakers. In spite of the present ebb in Sino-Myanmar relations, China has always acted in Myanmar while India has only deliberated and dithered.

The Kaladan Multimodal Transport Project, the showpiece of Indian initiative in Myanmar, which seeks to connect Indian ports on the country's eastern seaboard with the Sittwe port of Myanmar along with river and road connections with Mizoram, has been running behind schedule. Similarly, final upgradation of the detailed project report of the 2,000 MW Tamanthi hydropower project took so long that the Myanmar government ultimately scrapped it. So far as important road projects are concerned, the Rhi-Tiddim, Rhi-Falam and the Indian segment of the Moreh (India) to Mae Sot (Thailand) trilateral highway project are still being "refined", which actually means that progress is far from satisfactory. In the strategically important Stillwell Road, a Chinese company has bagged the contract for constructing the stretch running from Myitkyina to the Pangsau Pass in Myanmar. This portion is very close to Arunachal Pradesh. Why didn't Indian companies make aggressive efforts to bag the contract? New Delhi needs strategic influence in Myanmar for keeping the northeastern states in order. The insurgent groups operating in these states get arms supplies from Myanmar's ethnic minorities like the Kachins, the Karens, the WA and the like. These groups also provide corridors for Indian insurgent bands to Yunnan in China. The two factions of the NSCN are also in this arms smuggling business. At the moment, Suu Kyi holds many important cards. From an idealist who fought military dictatorship for decades, she has been gradually metamorphosing into a politician. She chose not to utter a word over the pathetic plight of the Rohingiyas in spite of proddings from the Dalai Lama as her NLD would have to face the Buddhist majority in the coming election. Neither she nor the military junta is perhaps prepared to give India any strategic depth lest it should displease China, which has already committed $20 billion investment in Myanmar. One more interesting bit of information. Under intense pressure from China, the Myanmar military junta had constituted a parliamentary commission to go into the pros and cons of the Letpadaung copper mine project. Stipulating certain conditions, the Commission gave the project a go-ahead. But it paid no heed to the massive popular demand to close it down on the expressed ground that this may disturb the equation with China. The commission was led by Suu Kyi.

ar-time suicide attempts in the U.S. Army are most common in newer enlisted soldiers who have not been deployed, while officers are less likely to try to end their lives. At both levels, attempts are more common among women and those without a high school diploma, according to a study billed as the most comprehensive analysis of a problem that has plagued the U.S. military in recent years. Suicides in the military have gotten the most attention, but attempts are more prevalent and sometimes have different contributing factors. They're "an opportunity to intervene," said Dr. Robert Ursano, psychiatry chairman at the Uniformed Services University and the study's lead author. The study analyzed records on nearly 10,000 suicide attempts among almost 1 million active-duty Army members during the wars in Afghanistan and Iraq, from 2004 to 2009. That compares with 569 Army suicide deaths during the same period reported by researchers last year in a different phase of the same study. Rates for both increased during that time. The new research was published Wednesday in the journal JAMA Psychiatry. Some key points:

ATTEMPTS VS DEATHS Suicide attempts and deaths were more common among enlisted soldiers than officers. The new research found an attempt rate of 377 per 100,000 among enlisted soldiers versus almost 28 per 100,000 among officers. Attempts and suicide deaths were more common among whites than blacks and Hispanics; among those with no college education; and those at early stages of their Army careers. Recent diagnosis of mental illness was another common characteristic. DIFFERENCES Compared with Army men, attempts were more common in women but deaths were less common. Attempts were more common but deaths were less common in soldiers who weren't deployed versus the currently deployed. "Suicide attempts and completed suicides have different predictors in most studies," said Ursano. "They may in fact represent different 'disorders'" related to suicide. WHAT ABOUT CIVILIANS? Comparing military suicide attempt rates with civilian rates is difficult because of differences in methods used, Ursano said. The study cites nonfatal self-injury rates for U.S. men aged 18 to 34 during the same time — about 214 per 100,000 and slightly higher rates for women, but these only involve injuries treated in hospital emergency rooms

and may include self-injuries that weren't suicide attempts. In recent years, Army suicide rates have surpassed civilian rates although military estimates are generally lower than others. PREVENTION EFFORTS The new results will help the Army identify which prevention programs are most beneficial, Ursano said. Suicide attempts can lead to a medical discharge but they are not grounds for automatic dismissal, according an Army spokeswoman. Early-career soldiers may be particularly vulnerable because of trouble adjusting to military life and anxiety over potentially being deployed to combat, said psychologist Craig Bryan, associate director of the National Center for Veterans Studies at the University of Utah. An atmosphere that encourages mental toughness may discourage some suicidal soldiers from seeking help, said Bryan, whose research found promising results with an intervention that uses militarysounding names for traditional behavior therapy methods. For example, dubbing the "hope box" method of focusing on positive thoughts a "survival kit," and calling special relaxation techniques "tactical breathing" made them more appealing to soldiers.' "It didn't seem like silly stuff to them anymore," he said.

ur Naga Society is witnessing decay every day in all spheres of life; economy, social, culture, religion, politics, etc. Looking back at the Naga Church history, post dawn of Christianity in 1872, there were tremendous developments in all aspects of life. One of the most significant impacts of Christianity in our society was ending of our head hunting culture. The first Naga Christians had very simple but genuine faith. They listened to the word of God and humbly followed to please God and other fellow Christians. But, that same atmosphere is no more found among the Naga Christians today. We have built giant walls of nepotism, tribalism, hatred, jealousy and walls between rich and poor. Spirituality is being diluted everyday by worldly forces. Where did we go wrong? We can’t say that all Nagas are rich just because we have few Rich with palatial buildings, we can’t say all Nagas are dedicated Christians just because we have few dedicated spiritual leaders, and we can’t say all Nagas follow the teachings of Jesus just because we have big church buildings everywhere with all modern amenities. We profess to be Christians but most of us Naga Christians have lost the Christ Like identity in the face of the world. Mahatma Gandhi once stated “Christ? I like your Christ. Christians? I do not like your Christians, for they are so unlike your Christ.” And we hear the same statement today from various persons and quarters. Where is our spirituality today? It’s not how regularly we go to church, it’s not how much we donate to Church, it’s not how much we preach, and it’s not how big our churches are. But it’s how close we are to God, following His teachings every minute, hour and day. The scripture has powerful messages for different individuals of different status. The messages may annoy many, but this is the bitter truth. The scripture says “Know the truth and the truth shall set you free” (Jn 8:32). There are many reasons that contribute to decaying of our society; following are few forceful and apparent contributing factors. 1. MESSAGE TO THE UNJUST GOVERNMENT OFFICIALS Amos 5:11-15 Therefore because you trample on the poor and you exact taxes of grain from him, you have built houses of hewn stone, but you shall not dwell in them; you have planted pleasant vineyards, but you shall not drink their wine. For I know how many are your transgressions and how great are your sins— you who afflict the righteous, who take a bribe, and turn aside the needy in the gate. Therefore he who is prudent will keep silent in such a time, for it is an evil time. Seek good, and not evil, that you may live; and so the Lord, the God of hosts, will be with you, as you have said. Hate evil, and love good, and establish justice in the gate; it may be that the Lord, the God of hosts, will be gracious to the remnant of Joseph. Jeremiah 22:13-17 “Woe to him who builds his house by unrighteousness, and his upper rooms by injustice, who makes his neighbor serve him for nothing and does not give him his wages, who says, ‘I will build myself a great house with spacious upper rooms,’ who cuts out windows for it, paneling it with cedar and painting it with vermilion. No matter how many times they repeated the musical phrase, each time with increasing resonance complete with climactic chord changes, I felt nothing. I fiddled around in my purse, fingering my smartphone, waiting for the first appropriate moment to whip it out and scroll. It hasn’t always been like this for me. I was the teenager on fire for God. I raised my hand at every altar call, giving my life to Jesus in all the ways known to my young self. I sat under John Piper’s fiery teachings at Wheaton College’s World Christian Fellowship nights, where he passionately exhorted us to fulfill the desires of God’s heart, which is to be glorified among all the nations. We belted praise songs at the tops of our lungs, waving our hands wildly as my thumping heart echoed the palpable spirit in the room. I promised, yes Lord, send me, I will go. I have felt God-bumps, ugly-cried Holy Spirit tears, and been stirred to lasting action. I’m not sure when or how it happened. Perhaps it was when I encountered painful loss in life that the worship songs began ringing hollow to my bleeding heart. Maybe it was when the church’s teachings contributed to the oppression of powerless people that I began flinching while singing certain songs (“His craft and power are great, and armed with cruel hate.”) Or maybe I simply got bored with praise songs. They are, after all, composed of like, five chords. But gradually, it happened. Slowly over many years, I stopped feeling inspired by what used to elicit spiritual passion. I had plenty of justification for it. We were under tremendous stress, living cross culturally in a country that wasn’t easy to live in, with young children. Spiritual dryness was not uncommon among missionaries, and I was well aware of this. I didn’t know it at the time, but intellectually I was undergoing phases of deconstructing my faith. When you are immersed in a religious environment as a child, as I was, growing up requires dealing with childhood baggage that is tied up with a spiritual identity. Each time I encountered beliefs contradicting my spiritual upbringing, I was confronted with dissonance which demanded withdrawing into the default belief system I was taught, or allowing myself to wade through the differences and discerning truth despite antithetical claims. This deconstruction sapped my mental energy. I had to learn to rein in this new tension between faith and doubt. It’s difficult to maintain a child-like faith when

there’s always a small voice taunting, questioning, and challenging. I thought it was the new normal. I thought that this was what it was like to be an adult in the world of faith. Just as real life responsibilities limit the wild dreams we aspired to as imaginative children, I figured as an adult I am not afforded the luxury of ecstatic spiritual experiences. No, my faith, if it was to be maintained, would have to be shaped by critical thinking, gritty discipline, and good old common sense. I even wrote a blog post boringly titled, “Responsible Faith.” Until one day, years after I had experienced any sort of spiritual euphoria, something happened that was meaningful to me in the 30s that would never have been in my 20s. My heart skipped a beat, and I excitedly shared the news with my family. That evening, I stepped into the shower, the first moment I have had to be alone all day, and I crumpled into a heap of sobbing tears. As the warm water rained on me, my tears overflowing, I caught a taste of a God moment, reminiscent of my youthful passion. I finished showering, got dressed and stated matter of factly to my husband, “I bawled in the shower. It was a God moment.” I didn’t theologize or ultra-spiritualize it, or question whether it was God or just my brain relaxing in the shower at the end of the day resulting in me releasing tension through a good cry. I just knew it happened, and went about my evening. What I am learning is that the new normal is not that I no longer experience God, but that God is meeting me in new ways. The new normal is that I don’t need to hear people play guitar telling me to feel God’s love from a stage. I find God’s love in much less conspicuous places, from the stranger behind me who felt too awkward to shake my hand, to the silly doodles my kids were making on the church bulletin. The new normal is that I no longer find authority in celebrity pastors preaching at me, but I do find it listening to unheard voices of small bloggers and older people who aren’t social media savvy. The new normal is that I hear the "Roman Road" gospel preached and find it dull and superficial, and yet feel overwhelming conviction in the cross lived out by people who forgive their enemies. The new normal is that although God has not changed, I have changed. And like a parent who stops cooing in baby talk, God is starting to speak in new, fresh ways to me. And now I have had a few tastes of God moments, and even when they are few and far between, they are authentic, profound, and unprompted. NEW DELHI, JuLy 18 (IaNs): At least two people died every hour in India due to natural calamities while 36 deaths occurred due to accidents every hour in 2014, official data revealed. Over 20,000 deaths were reported due to 'natural calamities' while there were 3,16,828 'unnatural deaths', said the National Crime Records Bureau's Accidental Deaths and

Suicides in India report for 2014 released on Friday. Among the unnatural deaths, 12.8 percent deaths were due to "lightning", 6.2 percent due to "heat and sun stroke" and 4.5 percent due to "cold". The report said that a total of 6,36,509 cases of 'unnatural deaths' were reported during 2014. The major cause of such deaths were road accidents, drowning, acci-

dental fire, falls and electrocution out of which 53.4 percent were killed in road accidents. A total of 20,377 cases of fire were reported which caused 19,513 deaths and injuries to 1,889 people. Registering a 12.8 percent increase in accidental deaths during 2014 over 2013, there were 4,51,757 such deaths in 2014 as compared to 4,00,517 deaths in 2013.

NEW DELHI, JuLy 18 (THomsoN REuTERs FouNDaTIoN): Eightyfive percent of India's family planning budget is used to promote and conduct sterilisations on women, the head of a prominent charity said on Friday, calling for more funds to be channelled towards providing alternative forms of contraception. Poonam Muttreja, executive director of the Population Foundation of India (PFI), said an analysis of the national family planning programme's budget for 2013/14 found that 3.4 billion rupees ($53 million) out of a total 4 billion rupees ($63 million) was spent on female sterilisation. "There is a total emphasis on sterilisation in India. Eighty-five percent of the expenditure for family planning is on incentives for sterilisation, 13.5 percent is on equipment and salaries, and just 1.5 percent is on other forms of contraception," said Muttreja.

Over 5,500 farmers committed suicide in 2014

NEW DELHI, JuLy 18 (IaNs): A total of 5,650 farmers committed suicide in 2014, with the maximum deaths being reported from Maharashtra, Telangana and Chhattisgarh, official data has revealed. According to the "Accidental Deaths and Suicides in India 2014" report released by the National Crime Records Bureau (NCRB) on Friday evening, of the 5,650 farmers' suicides, 5,178 were men and 472 were women. "The highest incidents

of 2,568 farmers' suicides were in Maharashtra (45.5 percent), followed by 898 suicides in Telangana (15.9 percent) and 826 in Madhya Pradesh (14.6 percent)," the data revealed. "Telangana reported the maximum cases of female farmer suicides at 31.1 percent followed closely by Madhya Pradesh (29.2 percent), and Maharashtra (14.1 percent)," it added. Bankruptcy or indebtedness and family prob-

lems were major causes behind the suicides, accounting for 20.6 percent and 20.1 percent of the deaths respectively. Other causes included crop failure (16.8 percent) and illness (13.2 percent). The report revealed that 65.75 percent of the farmers who committed suicide were in the age group of 30 to 60 years, while 59 were below 18 years of age. Even though 15 people took their lives every hour in 2014, the overall suicide figures witnessed a drop

from 1,34,799 in 2013 to 1,31,666 in 2014, the NCRB said. Here again, Maharashtra reported the maximum suicides (16,307), followed closely by Tamil Nadu (16,122) and West Bengal (14,310). In addition, Bhopal reported a significant increase in the number of suicides -- from 384 in 2013 to 1064 in 2014, an increase of 177 percent, while suicides declined by 78.7 percent in Kanpur -- from 648 in 2013 to 138 in 2014.

India's efforts to rein in population growth have been described as the most draconian after China. Birth rates have fallen in recent decades, but population growth is still among the world's fastest. The world's top steriliser of women, India came under global scrutiny for its sterilisation drive last November when 15 women died and scores of others were hospitalised after surgery at a sterilisation camp in the eastern state of Chhattisgarh. Investigations found the deaths in Bilaspur district were due to unhygienic conditions, dirty medical instruments and equipment and an overall lack of care for the patients who were poor tribal and lowcaste women. Authorities have since put in place guidelines and are training local health workers on conducting safe and sanitary surgeries, based on findings of a PFI study into the deaths, but

incentivised, target-driven sterilisation continues. Doctors, nurses and health workers receive cash incentives for promoting and carrying out sterilisations. Patients are also given compensation - ranging from 600 rupees ($10) to 1,100 rupees ($17) for tubectomies and vasectomies respectively. "The doctor is getting 250 rupees per surgery. Why would he bother to do only 10 or 20 surgeries when he can do 80? In the Bilaspur case, this is what happened," Muttreja said. "The doctor did not even change his laparoscope once during the 86 operations. He didn't change his gloves once. He didn't have the time." The doctor denies charges of culpable homicide not amounting to murder and told the Thomson Reuters Foundation that the deaths were caused due to spurious medication supplied by the authorities. The trial is yet to come before the court.

CUTTING MATERNAL MORTALITY With more than four million Indians sterilised every year, the incentive system encourages officials and doctors to cut corners and uneducated women are often given money for surgery without knowing the risks, say activists. Muttreja said India had to improve access to other forms of contraception, widen the basket of contraceptives on offer and invest in providing better reproductive health services. The government currently offers only five choices to men and women — female sterilisation, male sterilisation, Intrauterine Contraceptive Devices (IUCD), oral contraceptives, and condoms. In contrast, other countries in the region such as Nepal, Bhutan, Bangladesh and Indonesia have seven contraceptive methods available which include injectables and implants. An estimated 32 mil-

lion Indian women do not have access to any form of modern contraception and providing more choice, together with screening and follow-up, will reduce numbers of unintended pregnancies and help accelerate a fall in maternal mortality rates. In 2012, 178 women died per 100,000 live births in India, down from 212 in 2007, according to the U.N. children's agency. Despite the falling rates, the U.N. says India has made slow progress on development targets on maternal deaths, assisted births and antenatal care. "Women do need sterilisation as a option of family planning, but we need it conducted properly and under hygienic conditions. The manner in which sterilisation is being done in India currently is unethical," Muttreja said. "We will see a huge reduction in maternal mortality if we invest in other methods of family planning also."

Vyapam scam: No audit of exam process in 45 years NEW DELHI, JuLy 18 (IaNs): Ever since the Madhya Pradesh Professional Examination Board was formed in 1970, the state government has never conducted an audit of its confidential account, an RTI query has revealed. The confidential account of the board deals with the details of the entire examination process - how the examination is conducted, who will set the question papers, where these will be printed, their transportation costs and which experts will be recruited for the evaluating the OMR (Optical Mark Recognition) sheets, as also the payments made to the question paper setters, experts and the printing press. Only the chairman of the Board and the controller of the examination are privy to the details of the confidential account of the Board.

The RTI reply, given to whistleblower Ajay Dubey, shows correspondence between the deputy director of the Local Fund Audit and the commissioner, revealing that there is no mention of the audit of the confidential account of the board in their rulebook. "The board conducts about 40-50 examinations every year leading to expenditure of crores of rupees. Although the audit of external activities of the board was done, the confidential account of the board was never audited since its inception. We have requested the state government to conduct an audit of the confidential account," Dubey told IANS. Another RTI reply received from the Directorate of Local Fund Audit revealed that there were gross irregularities in 2008 in maintaining the records of the OMR

sheets in the strong room -- storage where the sheets are kept. "The functioning of the strong room was hijacked by the racketeers and it was managed by them. It led to mismanagement and the credibility of the strong room was compromised. No proper data with regard to the supply status of the OMR sheets, bill numbers and challan numbers were maintained," Dubey said. The MP Board, also known as Vyavsayik Pariksha Mandal or Vyapam, conducts examinations to recruit government employees in the state and holds admission tests for medical courses. It has been mired in controversies for years, but the scams eventually came to light when 20 people were arrested in 2013 for impersonating candidates appearing for the 2009 medical entrance examinations.

According to reports, the admission and recruitment scam involving politicians, senior officials and businessmen in Madhya Pradesh could be pegged at Rs.20,000 crore involving about 30,000 people. Forty-five people associated with the Vyapam scam have died - mostly unnaturally or under mysterious circumstances. The investigation into the scam was recently handed over to the Central Bureau of Investigation by the Supreme Court. The CBI had registered three first information reports (FIR) on Friday - including one related to the mysterious death of Namrata Damor - so far being treated as a suicide, but now converted into a murder case. Earlier, the CBI had registered five cases - taking to eight the number registered by the agency in connection with the scam.

There is a striking similarity between Arun Jaitley's reported comment that the government cannot "retract" from its decision on the new chairman of the Film and Television Institute of India (FTII) although it did not make the "best of choices", and Congress spokesman Salman Khurshid's claim that his party owed no apology for the Emergency. Both the attitudes denote not only obduracy but also a belief that the admission of a mistake will be politically damaging as it will expose the chinks in the armour of the two parties. The Modi government's insistence on defending what can seem indefensible to most people can be considered strange in view of its majority in the Lok Sabha. But the ruling Bharatiya Janata Party (BJP) probably believes that a control

of the lower house is no guarantee against destabilization, as the Congress's precipitous fall from 415 seats in 1984 to 197 in 1989 showed. The Modi government, therefore, apparently wants to ward off the challenge it is facing from the students with regard to the FTII chairman's appointment, and also ignore calls for the resignations of Sushma Swaraj and Vasundhara Raje, by a show of defiance even if it leads to a washout of parliament's monsoon session because of the opposition's protests. It is possible, however, to interpret its inflexibility as the absence of political confidence and also of a broadminded outlook. Notwithstanding the BJP's majority, the party must be acutely conscious of the fact that its position in the Lok Sabha is based on no more than 31 percent of the popular vote. Besides, its self-as-

surance must have been shaken by its disastrous performance in the Delhi elections last February. The government is wary, therefore, of the risk involved in taking a step against a controversial appointee and two influential ministers. But the threat of rocking the boat is perhaps not the only reason for the government's hesitancy. Apart from its lack of confidence, there is also the absence of an open mind which does not judge every issue by weighing gains and losses. Such an attitude rules out retreat since survival is all that counts even at the expense of principles although it is no secret that such cynicism does not pay in the long run. As much is evident from the travails of the Congress in the mid-1980s when the party might not have squandered its huge majority if it had instituted a credible inquiry into the

There are any number of instances in Indian politics which show that expediency does not pay. The Congress' crushing defeat last year following allegations of scams is a telling example. So, even as the Modi government seeks to protect the FTII chairman, who is seen as a nonentity in the film world, and the two ministers who are charged with impropriety and misdemeanor, the question can be asked whether it is undermining its own cause by putting partisan interests above ethics. All its emphasis on Digital and Skill India will not bear fruit if it avoids the straight and narrow path of political morality if only because its slippage will al-

ways give the opposition an effective talking point. The same propensity to evade accountability can be seen in a Congress spokesman's contention that Indira Gandhi's election in 1980 absolved her and the Congress of any wrong-doing during the Emergency because when the people "realized that the decision (to impose the Emergency) was right, they voted us back to power". Continuing with his display of chutzpah, Khurshid said that "if we have to apologize, then the people of India will also have to apologize" for bringing Indira Gandhi back to power. In addition, he wanted the non-Congress parties to apologize for creating a situation in which "it became necessary to bring about the Emergency". Attitudes such as these carry a disturbing message. They are a reminder of the authoritarian tendencies which guide not only these

two parties but virtually all of them, big and small. In the case of the Congress, the passing of the buck to the party's opponents for creating conditions which necessitated the adoption of draconian measures is all the more worrisome because Khurshid is only echoing his master's voice, for Rahul Gandhi subscribes to this view. According to the Congress' heir-apparent, he would have done what his grandmother did when she faced a "severe assault" by "destabilizing forces". It is worth recalling in this context L.K. Advani's observation that "I don't have the confidence that it (the Emergency) cannot happen again". Ingrained feudal traits which brook no dissent and the fear of losing ground politically seem to push these parties to test the limits of democratic norms which emphasize compromise and malleability.

China cracks down on rights lawyers Didi Tang Associated Press Four men already had been convicted of murder in southeastern China when a fifth person confessed to the crime. But when lawyers demanded to review case documents to clear the men's names, the court stonewalled. So the lawyers unfurled banners outside the venue. They protested for days, alongside social activists who insulted the top judge, and uploaded pictures online. The incident in the southeastern province of Jiangxi in May appears to have been one of the last straws ahead of a broad crackdown by China's Public Security Ministry on a category of lawyers who have come to be known as "rights defenders." Authorities say these lawyers have strayed far beyond their professional role into illegal activism aimed at sabotaging the country's legal system. The lawyers maintain their methods are merely to hold authorities to account and ensure that the letter of China's laws is upheld. Since late May, police across China have detained and called in at least 215 rights lawyers and social activists, most of them during the past week or so. State propaganda has kicked into high gear to denounce them as rabble-rousers, criminal

gangs, profit-seeking opportunists. Some even face the severe charge of inciting to overthrow state power. Foreign governments and human rights groups have condemned the crackdown, seeing it as Beijing's iron-fisted response under President Xi Jinping to any growth of civil society that could challenge the Communist Party's authoritarian rule. It also shows that the rights lawyers have gained enough influence with the public to make Beijing uneasy, joining outspoken bloggers and activist movements in drawing crackdowns since Xi came to power in 2012. "They are the most important and active force in China's pursuit of political democracy," said Teng Biao, a visiting scholar studying China's law and human rights issues at Harvard University and New York University. "The public support for them is growing. They have the abilities to organize, to effectively make political appeals and to take action, and they are seen by the authorities as a threat to their political security." In the 1990s, only a handful of Chinese lawyers were gutsy enough to challenge authorities by representing clients persecuted by the government, such as practitioners of the banned spiritual group Falun Gong. These lawyers, who believed in individual rights

"For some people, this is their livelihood," according to a June report by the official Xinhua News Agency. "Regardless of the facts of any given case, they always travel to voice support and spread the information via overseas websites. Their purpose is to create some international influence to put pressure on local governments and to interfere with the legal process." Salty food doesn't cause thirst: Study LoNDoN, JULY 18 (IANS): Contradicting the popular assumption of salt causing thirst, it has been found that eating salty food does not necessarily make us drink more water, says a study. "Based on the notion that the consumption of salt increases thirst, the concern has arisen that it also leads to an increased consumption of sugary drinks. However, our study found little support for the assumption that salt invariably increases drinking," said Micah Leshem from the University of Haifa. Leshem added that as we all consume beverages with high caloric content -- alcoholic or sugary drinks -- there is evidence that increased consumption of salty foods leads to an overall increase in the consumption of calories that contribute to obesity. In the study involving 58 participants, Leshem investigated the effect of salt in solid foods on drinking. Participants were asked to taste different types of nuts -- sugary candied nuts, salted nuts and nuts with no additives. The researchers found that the level of reported thirst and the actual quantity of water that the subjects drank after eating salty nuts were not different than following consumption of candied nuts or nuts without added flavours.

Anger in Iraq after suicide attack kills 115

BAGHDAD, JULY 18 (AP): An attack by the Islamic State group on a crowded marketplace in Iraq’s eastern Diyala province has killed 115 people, including women and children, in one of the deadliest single attacks in the country in the past decade. The mostly-Shiite victims were gathered to mark the end of the Islamic holy month of Ramadan, which ended Friday for Iraqi Shiites and a day earlier for Iraqi Sunni Muslims. Police said a small truck detonated in a crowded marketplace in the town of Khan Beni Saad Friday night in what quickly turned celebrations into a scene of horror, with body parts scattered across the market. At least 170 people were injured in the attack, police officials said, speaking anonymously because they are not authorized to brief the media. Men quickly emptied boxes of tomatoes to use them for carrying the bodies of small children, witnesses said, while adult victims lay scattered around the attack scene waiting for medical assistance. “Khan Bani Saad has become a disaster area because of this huge explosion,” Diyala resident Sayif Ali said. “This is the first day of Eid, hundreds of people got killed, many injured, and we are still searching for more bodies.” The Islamic State group claimed responsibility for the attack in a statement posted on Twitter accounts associated with the militant group. The group currently controls about a third of Iraq and Syria in a self-declared caliphate.

In August last year, at least 64 people were killed in an attack on a Sunni mosque in Diyala in what locals believed was a retaliatory attack against Diyala tribes that refused to proclaim loyalty to the Islamic State group. The United States has spent billions arming and training the Iraqi military, but it performed poorly last year when Islamic State militants swept across western and northern Iraq, routing four divisions. The U.S. and a coalition of nations have been conducting airstrikes on Islamic State positions in Iraq and Syria since last year, but it has not stopped the group from making advances. The militants recently captured the city of Ramadi, in Iraq’s western Anbar province, and the ancient city of Palmyra in Syria. Diyala, which borders Iran, is the only province in Iraq where Iranian jets are known to have conducted airstrikes against the Islamic State group earlier this year. Armament Research (CAR) and Sahan Research — concluded that IS forces used chemical agents to attack Iraqi peshmerga forces and Syrian Kurdish People’s Protection Units (YPG) on June 21, 22 and 28. In the Syria attacks, IS militants launched 17 artillery projectiles against YPG forces stationed to the south of the village of Tell Brak in Hassakeh province. The projectiles released a chemical agent which induced in some cases loss of consciousness and temporary, localized paralysis. Twelve YPG personnel were hospitalized. Another seven projectiles were also launched into civilian residential areas in Hassakeh. In the Iraq attack, IS forces fired a projectile containing a liquid chemical agent at a peshmerga checkpoint near the Mosul Dam, triggering symptoms among the Iraqi forces that included headaches, nausea and light burns to the skin. The findings on the attacks in Syria were confirmed by an YPG statement issued Saturday. The type of chemical used is not known. The British-based Syrian Observatory for Human Rights also reported an apparent IS chemical attack on June 28. There have been several allegations that the Islamic State group has used chlorine previously in both Iraq and Syria. The Islamic State group, which controls a third of Syria and Iraq in its selfdeclared caliphate, has not commented on the claims.

ToRoNTo, JULY 18 (IANS): Post-menopausal women, especially those who are obese, should exercise at least five hours a week to curb obesity and breast cancer risk, shows research. Exercising 300 minutes per week is recommended for reducing total fat in post-menopausal women than the currently recommended 150 minutes, the researchers said. "A possible association between physical activity and post-menopausal breast cancer risk is supported by more than 100 epidemiologic studies, with strong biologic rationale supporting fat loss as an important (though not the only) mediator of this association," the study said. "Our findings of a doseresponse effect of exercise on total fat mass and several other adiposity measures, including abdominal fat, especially in obese women, provide a basis for encouraging post-menopausal women to exercise at least 300 minutes/week, longer than the minimum recommended for cancer prevention," researchers said. The results of the oneyear clinical trial was published online in the journal JAMA Oncology. According to the study, physical activity is an inexpensive, non-invasive strategy for disease prevention advocated by public health agencies around the world, with recommendations to be physically active at least 150 minutes per week at moderate intensity or 60 to 75 minutes per week at vigorous intensity for overall health. For the new study, Christine Friedenreich of Alberta Health Services, Canada, and colleagues compared 300 minutes of exercise per week with 150 minutes per week of moderate to vigorous aerobic exercise for its effect on body fat in 400 inactive post-menopausal women who were evenly split into the two exercise groups. The women, who had body mass index (BMI) 22 to 40, were asked not to change their usual diet. Any aerobic activity that raised the heart rate 65 percent to 75 percent of heart rate reserve was permitted, and most of the activities involved the elliptical trainer, walking, bicycling and running.

Live-Action Prequel in the Works at Disney

isney is going back to the world of Aladdin, its 1992 animated classic, with a live-action prequel. The studio is developing Genies, a live-action comedy adventure that is being written by Damian Shannon and

Mark Swift. Tripp Vinson is on board to produce via his Vinson Films banner. Aladdin is a centuries-old Arabic folk tale that got the animated Disney treatment in 1992 in a film featuring Robin Williams as the voice of the blue-skinned Genie.

The movie tells the story of Aladdin, a street urchin who finds a lamp that unleashes a Genie who grants him three wishes. A love interest and a sorcerer also figure into the proceedings. The new project would focus on the realm of

the Genies and reveal how Aladdin's Genie ended up enslaved in the lamp. Although Genies is only in the early stages of development, the long-term plan is to have the project lead into an Aladdin live-action movie.

Boyband Stereo Kicks Announce breAk-uP

French Formula One driver Jules Bianchi died early Saturday from head injuries sustained in a crash at last year's Japanese Grand Prix. The Bianchi family issued a statement which was posted on his official Twitter feed and later confirmed by the Manor F1 team. Bianchi, 25, had been in a coma since the Oct. 5 accident, in which he collided at high speed with a mobile crane which was being used to pick up another crashed car. The family statement said "Jules fought right to the very end, as he always did, but today his battle came to an end. The pain we feel is immense and indescribable." Bianchi competed in 34 races over the 2013 and 2014 seasons, scoring the first ever championship points for Manor — then known as Marussia — by finishing ninth at last year's Monaco Grand Prix. The Manor team tweeted: "We are devastated to lose Jules after such a hardfought battle. It was a privilege to have him race for our team." Bianchi is the first driver to die of injuries sustained in an F1 race since threetime world champion Ayrton Senna was killed at the 1994 San Marino Grand Prix. Bianchi died at the Centre Hospitalier Universitaire in his hometown of Nice, France, where he had been since his emergency treatment in Japan in the days after the accident. "We wish to thank the medical staff at Nice's CHU who looked after him with love and dedication," the family statement said. Bianchi's accident occurred at the end of the race at the Suzuka circuit. In rainy, gloomy conditions, Bianchi's car slid off the track and ploughed into a crane picking up the Sauber of German driver Adrian Sutil, who had crashed out at the same spot one lap earlier. The section of the track where the accident occurred was subject to double yellow caution flags from race marshalls, due to Sutil's crash, but they failed to prevent a second accident. A working group of the sport's governing body, the FIA, investigated the accident and found that as Bianchi went off track into the run-off area, he "applied

both throttle and brake together, using both feet" and thus over-riding the failsafe mechanism. His front wheels had also locked. It also said that Bianchi "did not slow sufficiently to avoid losing control." The findings of the working group prompted F1 to alter its rules, allowing a 'virtual safety car' in which stewards can neutralize a race, forcing all cars to proceed slowly into the pit lane rather than continuing to lap the circuit. The start times of some races were also moved forward to prevent them continuing in dim light conditions. News of the death broke when most people in the F1 world were sleeping, but fans immediately began posting tributes and sympathy on social media. In 1969, Bianchi's great-uncle, Lucien Bianchi, died in an accident during testing at the Le Mans race track when he crashed his Alfa Romeo into a post, a year after winning the prestigious endurance race. The family statement was issued by his parents Philippe and Christine, his brother Tom and sister Melanie. His death came only days after Philippe Bianchi had said his son would not have wanted to go on living if he was severely disabled. "If he had a severe handicap, we are convinced that is not what Jules would want," Philippe Bianchi told France Info radio on Monday. "We talked about it. He discussed with us that if one day he had an accident like that of Michael Schumacher, that even if his only handicap was not being able to drive, he would have a lot of difficulty living.
