State govt orders magisterial inquiry into Meluri shooting C M Y K

KOHIMA, JULY 20 (MExN): The Nagaland state government has ordered a Magisterial Inquiry into the recent Meluri shooting incident. The inquiry is to be conducted by Kuko Mero, Additional Deputy Commissioner, who will look into the causes and the source of firing which led to the death of two civilians and injury to one; the person(s) responsible for the firing; and whether the incident could have been avoided. The report is to be submitted to the State Government within fifteen days from the date of publication of this Notification.

DIMAPUR, JULY 20 (MExN): The Pochury Students’ Union (PSU) is scheduled to organize a peaceful rally in Meluri on July 21 from 10:00am against the shooting incident on July 16 which killed two minors and injured one woman. A press note from the PSU informed that the rally will start at NST junction Meluri at 10:00am and proceed to ADC Office Meluri for submission of a memorandum. All educational institutions under Pochury area have been asked to remain closed on Tuesday. The PSU has directed all students from class-5 and above to come in full uniform for the rally and reach the venue by 9:30am.

Congress MLA Imtikumzuk to be new NLA deputy speaker C M Y K

KOHIMA, JULY 20 (PTI): Congress MLA Imtikumzuk will be the new deputy speaker of Nagaland Assembly as no nominations were filed for the post. Assembly secretariat sources said Imtikumzuk was the lone contestant for the post and the today was the last day for withdrawal. Election to the post is scheduled to be held on the first day of the Assembly session, which will commences tomorrow. The post has fallen vacant after the elevation of Independent MLA Levi Rengma as parliamentary secretary in April.

For over a decade, one of Dimapur town’s most travelled roads has been the victim of unbelievable state apathy. Children in their fourth standard now will have no memory of a decent Dhobinala-Signal-Thahekhu road, which has become a scene of disgruntled motorists in mud covered vehicles trying their best to evade bone crunching potholes, while inhaling large chunks of dust. Residents of the area have been peeved for many years, and this month ‘Fingerprint,’ a Dimapur based designing and event management team, has embarked on a fifteen day media campaign calling upon the Nagaland state government to address the pathetic road condition and also educating people on the ills of travelling on bad roads. ‘Fingerprint’ has been collaborating with Nagaland based media houses, to highlight the plight of this particular road and also calling upon people to come together as a community to “start learning and working together.” “Our campaign is not a protest, threat or ultimatum nor is it against any government functionary,” say the campaigners. They affirm that the campaign is rather about “sharing ideas, information and awareness about the ill effects and disadvantages of bad roads affecting our daily lives.” They express hope that this campaign, along with people coming together, would compel the authorities concerned to act.

An appeal from 10,000 citizens The campaign has a letter appended by ten thousand residents of the area, which they hope to deliver to the Nagaland Chief Minister. The letter asks the CM to be a part of bringing in change and push departments to do their jobs. “We have accepted the government’s inability to intervene in time and have waited for more than 10 years for these roads to be built but our patience is running out as it has been taken for granted,” states the letter. While there has been no official response to their campaign from the government, the campaigners are scheduled to leave for Kohima on Tuesday morning. They are set to meet the Principle Secretary to the Chief Minister, Temjen Toy. From there, Hongba expressed optimism that the Chief Minister would grant an audience to the campaigners. Hongba states that they do not require quick promises from the government but assurances that the dilapidated condition of the road would be addressed in a proper and time bound manner, backed up by tangible action.

The ‘people- to- people’ contact and faculty exchange programmes in the state of Nagaland, initiated by Nagaland governor PB Acharya has started bearing fruit towards developmental activities. This ‘people- to- people’ contact programme included conduct of medical camps and visits to schools by a team from Mumbai earlier this year. After conducting medical camps in Nagaland by a highly

specialized group of doctors from Mumbai with free medicines, consultations and operation extended, the team also assured installation of X-ray machines. Apart from assuring construction of toilets by Rotary Club Mumbai, school buses were also assured by visiting guest teachers from Mumbai including imparting e-learning. Acharya informed this to media persons after having meeting with Minister for School Education, Yitachu and Minister for Health & Family Welfare, P Longon and departmental officials here today at Raj Bhavan.

The Governor further recalled the visit of Maharashtra Chamber of Commerce, Industry & Agriculture to Nagaland last year to promote trade activities. AICC slams Nagaland Congress MLAs DIMAPUR, JULY 20 (MExN): The All India Congress Committee (AICC) has slammed the eight Congress legislators from Nagaland state who have joined the NPF led DAN government and termed their reasons for doing so as “hollow.” In response to the reply furnished by the Congress legislators to the AICC’s show cause notice, the AICC said that there is “no question” of the Congress and the BJP to go with each other in governing. When the NPF crisis erupted on January 5, 2015, the AICC said that the 8 Congress legislators had not consulted with the NPCC Executive committee which has constitutional authority but consulted the PAC of the NPCC, which “has no constitutional authority to issue party directive.” Therefore, it said that the PAC meeting of January 1, 2015 under Chairman, KV Pusa “has no meaning.” It further stated that after “fully committing” to the TR Ze-

liang government, a meeting of the NPCC executive committee and the PAC was called on March 9, 2015, where a dispute arose between the members of the executive committee. Members had suggested, according to the AICC, that if the 8 MLAs were to join the government, it would have to be without the BJP. The AICC further informed that Congress President, Sonia Gandhi had directed the former NPCC President, SI Jamir and CLP leader, Tokheho Yepthomi to not join the NPF led government if the BJP was a part of it. On the reasoning that the 8 Congress MLAs joined the government to solve the Naga political issue, the AICC termed it as “hollow.” “We are sad to note at the ceasefire abrogation between the NSCN (K) and GoI. BJP government in centre and NPF led DAN government are squarely responsible,” it added. The standing policy of the Congress, it affirmed, is to solve the

Naga issue through peaceful means and “in no way Congress has been acting otherwise.” The AICC said that the 8 Congress MLAs have violated the directive given by the PCC Executive Committee “all to serve the interest of NPF led DAN, BJP party government and its election manifesto.” In view of the forthcoming Assembly session in Nagaland, the AICC said that the Congress MLAs should point out the corruptions and failures of NPL led DAN government. It further directed them to highlight the issues of “ghost employees, unemployment problems, backdoor appointments, debate, discuss government failure to live to the expectation of the people in politics and economy.” The AICC further stated that since all the Congress MLAs are suspended, they have been barred from party functioning and liable to further disciplinary action.

An employee of a crockery shop in Dimapur was allegedly abducted and taken to the GPRN/NSCN Headquarters, Khehoi where he was assaulted on July 19 and released the same day after signing a ‘bond agreement.’ According to the bond agreement, the victim, Kahoto Zhimo was “arrested by GPRN/ NSCN cadres for conniving with the Indian army authority along with Mr. Harjeet Singh owner of New Orchid’s Shop, Dimapur.” The victim, who is the manager of the shop, was admitted to the District Hospital Dimapur on Monday with severe bruises on the body inflicted by bamboo poles. Recounting the traumatic experience to media persons, the victim said that on Saturday, July 18, a group of 5 people came to the shop and demanded Rs. 10, 000. Since, he was not in a position to pay the amount; he tried to negotiate, but the group remained adamant. According to him, they locked the shop and left, while asking him to bring the money the next day to a designated place in Purana Bazaar. The next day, he went to the place to hand over the money. From Purana Bazaar he was taken to Naharbari and later to Khehoi. Meanwhile, his personal belongings, including mobile phone and wallet were seized, he said. It was around 2:00-3:00 pm. At Khehoi, he was assaulted and later driven back to Dimapur. He said that his personal belongings, which were earlier confiscated were returned along with the Rs. 10, 000 in cash.

The Aghunato Area Union Dimapur (AAUD) and Hoshepu Range Union Dimapur (HRUD) have strongly condemned the incident and said that businessmen should not be “tortured” due to delay in tax payment. They demanded the GPRN/ NSCN authorities to immediately terminate the responsible cadres from national service since such acts damage the image of the entire national workers. The two unions demanded that the ‘so-called bond agreement’ be immediately nullified. Stating that members of

Special camp on NERPAP conducted

Dimapur, July 20 (Dipr): The 4th and last special camp in connection with Electoral Roll Purification and Authentication Programme (NERPAP) for Dimapur district was conducted on July 18 covering all the polling stations under Dimapur. ADC and presently the officiating DC Dimapur, Elizabeth Ngully along with Special Observer for Dimapur and Peren district assigned by Election Commission to oversee the NERPAP exercise,KewekhaMero who is also the Additional Secretary Art and Culture Government of Nagaland, Assistant Election officer Toshi and others visited several polling stations in and around Dimapur district to oversee the NERPAP camps being conducted. The officials interacted and enquired with the Booth Level Officers on the effectiveness, data collection and participation of the public during the conduct of NERPAP camps. Supongbenla Lemtur, Health Education Training Officer led the team consisting of 12 IEC Staff. The infotainment team while on tour to schools displayed drama on the theme ‘Clean Environment Free Malaria’ followed by health talk to students based on the theme. Workshop on ‘Addiction’ – causes, effects and treatment held

Kohima, July 20 (mExN): A one-day workshop on ‘Addiction’ – causes, effects and treatment was held on July 18 last at Awakening Bells Centre (ABC), Seithogei, Kohima with resource persons Abou Mere, Director, KRIPA Foundation with his colleague Professor Partha and Dr. P. Ngully, Senior Psychiatrist. Abou Mere led the first session on the causes of addiction. He explained that alcohol is the oldest drug in the world and it is easily accessible everywhere. He also shared the importance of demand reduction where every sensible persons and stakeholders can play a role in creating awareness as primary prevention. He said that as people are now living in a competitive world with lots of stress, frustrations and anxieties, there is more and more tendencies among the young people especially the teenagers to go for drugging and drinking alcohol. Thus, homes become dysfunctional, family relationship breaks down, no communication among the family members and so

on hence, the whole family gets effected. Therefore, addiction is also known as a family disease. Like any other diseases, addiction can also be treated but it needs a professional help like Counsellors, Medical staff and others for recovery of mind, body and soul. Speaking on the effects of addiction, in the second session Professor Partha shared from his own experience how it personally effects the addict himself, how it effects family, and the society, leading to social alienation. Sharing on the treatment of addiction on the third session, Dr. P. Ngully shared on how human brain releases certain chemicals responsible for physiological functions in humans. He stressed on the need of love and care of a mother to her child in the early stage for the healthy development of certain circuits in the brain, as in the process the child learns to live a stress free life. Altogether 19 persons representing Church, Village and ABC participated in the workshop organised by Awakening Bells Centre (ABC).

New DeLhI, JULY 20 (eNS): R Thangmawia, head of the Zo Reunification Organisation (ZORO) which led a popular movement for political unity among the ethnically similar Mizos of India and Chins of Myanmar in the late 80s and early 90s, was found dead in a Geneva hotel on Monday, according to the organisation he headed for almost three decades. R Thangmawia had flown to the Swiss city last Wednesday with a colleague to take part at the UN’s 8th session on Expert Mechanism on The Rights of Indigenous Peoples, but he was found dead in his hotel room a little past 8 am local time. He was 79 years old, and was suffering from diabetes. The popular movement spearheaded by Thangmawia and ZORO, which he was president of until his death, resulted in several Chin groups declaring their allegiance to the Indian Union soon after the 1988 democratic uprising in Myanmar, just two years prior to which Mizoram had attained statehood and the insurgent group Mizo National Front had entered a lasting peace deal with New Delhi. Mizos in Mizoram, among them former Chief Minister Brigadier T Sailo, were enthusiastic about the movement and had even marched to the international border as a sign of

Arunachal governor stresses on expediting BRO road projects

ITANAGAR, JULY 20 (PTI): Arunachal Pradesh Governor Jyoti Prashad Rajkhowa today emphasized on expediting road projects in the state under Border Roads Organisation (BRO) saying those should be quality allweather roads. The governor during a meeting with Lt Gen Sarath Chand, GoC 4 Corps, who called on him at Raj Bhawan here, advised him to regularly monitor the road projects, an official communique said. They discussed various issues related to security and road communication in the western region of the state. Rajkhowa pointed that the border roads were not only of national importance but also for economic well-being and prosperity of the state and its people. He suggested that goodwill projects must be taken up by the Army in border areas to arrest migration of indigenous communities and stop thinning of population. He advised the GoC to focus on providing assistance in health and education sectors. Chand apprised the governor of various bottlenecks for setting up of defence projects and infrastructure in the state.

Land deal meet in Dhaka on July 23 AGARTALA, JULY 20 (TNN): The Joint Boundary Working Group (JBWG) of India and Bangladesh is scheduled to meet on Thursday in Dhaka to implement the Land Boundary Agreement (LBA) ratified in the last Parliament session, officials said here on Sunday. The group will decide on marking the border after enclaves are exchanged under the land deal. The meeting will be attended by delegates from India, Bangladesh and Myanmar. Besides, secretary-level officers from the northeastern states, sharing borders with Bangladesh, will also attend the meeting. According to the agreement, the disputed Chandannagar village of Kamalpur in Dhalai district of Tripura would merge with the Indian territory while Muhuri Char of Belonia in southern Tripura would go to Bangladesh, said revenue minister Badal Choudhury. The residents of Chandannagar like all the other 162 enclaves — 111 in India and 51 in Bangladesh — do not have citizen rights of either country and have remained deprived of all welfare schemes of the government. AGARTALA, JULY 20 (PTI): At least 2000 families were affected due to heavy downpour and the resultant water logging in different parts of the West Tripura district, including this capital city, officials said on Monday. Resham Bagan, Kalikapur, Jaipur of the district and most part of the Agartala Municipal Corporation (AMC) were waterlogged due to heavy rain for the last three days. A day after a ministerial panel headed by the minister failed to break logjam over proposed labour reforms with the Unions, Jaitley said safety of workforce cannot be ensured without an increase in economic activity. “If we stop the fountain of investment, then employment will not increase, then economic activity will also not increase. And it becomes a threat to existing jobs,” he said addressing the 46th Indian Labour Conference. The minister said Indian economy was the fastest growing among major economies with most of them fac-

ing challenges. “The government is trying that when the entire global economy is in a slowdown, our economy is strengthened. Today we are proud that in this slow environment, when all the countries are struggling, India is the fastest growing economy among other economies,” he said. Reaching out to Unions

He said a high growth rate will always protect the workmen and interest of labour in the country. “An efficient economy will always protect the interest of industry and labourers. The withdrawal limit has been increased to up to 420 euros (about $455) a week in one transaction, The Guardian reported. The initial withdrawal amount was limited to 60 euros ($66) a day, after the shutdown was imposed on June 29 to prevent the financial system from collapsing.

Killing of school children condemned Dimapur , July 20 (mExN): The Pochury Community of Dimapur District (PHDD) today said it is shocked by the different print media reports and saddened by the “lies of law enforcers known as the Friends of the hills people or the murderers of the hill people.” Referring to the July 16 incident at Wuzu village, where two school children were killed and one woman injured, PHDD said there are hundreds of witnesses to the ugly incident - “the high handedness of the 46 Assam Rifles which has already reported at police station Meluri.” Stating that the whole incident has proven the “draconian power” granted to the Armed Forces, the Community in a press release demanded the Govt. of Nagaland and Govt. of India to withdraw the AFSPA/ DAA immediately to secure the lives of the innocent public. DEF Kohima seize truck, arrest two Kohima, July 20 (mExN): The District Intelligence Branch (DIB) of DEF Kohima during routine checking at Kidima junction intercepted one Shaktiman truck bearing registration number MN-07C-4263, Engine No. P417035VF and Chassis No. 91VFJ60526P on July 17 around 8:30 pm. On verification of the vehicle documents, the chassis and engine number was found to be blank in the RC book whereas as per the sales deed, the said vehicle was purchased from one Anamul Haque, resident of Jaintia Hills, Meghalaya for Rs. 30,000/-, a press release from the police said. Sensing something amiss, the police personnel enquired further and learnt that the said vehicle was purchased from Dimapur for Rs. 3,40,000/- from one Khangwan, resident of Ukhrul district, Manipur, which is contradictory to vehicle documents and statements given by the driver. In the meantime, a phone call was received on the cell phone of the alleged driver claiming to be the owner of the said vehicle and stated that he had bought the truck from an auction although there is no documentary evidence to substantiate the claim. Speaking on the occasion as guest speaker, Murohu Chotso, Deputy Commissioner, Phek, challenged the students by narrating the life and ministry of Dr. CW Clark, who came to Naga Hills with the gospel of salvation. The American missionary and his wife sacrificed all the comforts and their lives for the gospel of Jesus Christ, he stated. Recalling other missionaries like CD King and JE Tanquist who had come to Kohima, the speaker said through them God changed the land of hunting into a land of Christianity. He asked the students to be prepared for the cause of gospel.

“Today, we need knowledge. The knowledge can empower people to change the mindset and attitude to become better persons,” Chotso said. “The true knowledge can build a better world. India has become a powerful nation because of knowledge.” He challenged the students to acquire knowledge, the word of God, to change people and society. Maintaining that people today are spiritually in a state of defenceless situation, he said, theologically trained persons are to empower people with the word of God to defend themselves in spiritual warfare. Frontiers & Boundaries

E

ven in the 21st century, the residues of the colonial legacy continue to challenge human imagination. Perhaps one of the most destructive legacies is how communities and peoples were arbitrarily deconstructed and reconstructed in the wanton process of organizing territorial space and political power. It is, therefore, not surprising that most wars after the decolonization period have been fought around the basic human aspiration to reorganize territorial space and negotiate political power which represents the yearning to be self-determining. The colonial powers defined their sovereign territorial limits by identifying and locating their fading power over a given distance, and not on the basis of a definite fixed point. Hence, colonial territories, were bordered by ‘frontiers’ and not by boundaries. In fact, very often, the frontiers of two different colonial powers slipped into a frontier of separation – rather than a frontier of contact – between the two. Pre-modern states existed within frontiers. The idea of a demarcated boundary was not part of the ancient world. This changed with the intervention of the European powers when the decolonization period saw former colonies aspiring to inherit colonial territories that formed modern States by converting the ‘frontiers’ into state boundaries. This was accomplished with utmost efficiency by exercising their arrogance of power in an unhindered fashion. Today, this dilemma is ever present as many unrepresented peoples, particularly the indigenous peoples, find themselves trapped in state boundaries which are not of their making which is also the case of the Nagas and its fellow neighbors in the North East. The concept of boundary as part of the political institution called the State involves a two step process. The first, called ‘delimitation’, comprises determining a boundary line that has been agreed to through diplomatic negotiations, and its mutually agreed definitions are expressed in written or verbal terms. The second, called ‘demarcation’ comprises the actual laying down of a mutually agreed upon boundary line on the ground. Very often, this is defined by a boundary pillar, gate or other physical means. Hence, the process of ‘delimitation’ and ‘demarcation’ takes on very distinct meanings and are essential for clarifying any boundary issue. Keeping in mind all these colonial and state underpinnings, the process of how various distinct peoples become colonized into a consolidated frontier in the form of the North East Frontier Agency (NEFA) by the British colonial powers needs to be viewed more critically. Since colonial empires existed within frontiers, was NEFA the boundary itself? When the colonial rule in the sub-continent ended, then the political powers seized the decolonizing period as an opportunity to create a modern state called India. It was at this juncture that the former colonies declared they were entitled to inherit the claims of the British Empire. Subsequently, the peoples of the frontier region were neither consulted nor were their consent taken by the new political powers, and they continue to languish under these artificial boundaries. While the British Empire imperial construct of the NEFA was itself arbitrary and founded on a false premise that was meant to serve the colonial power, the frontier’s deconstruction by independent India has proven to be more destructive. Creating new state boundaries by negating traditional peoples’ boundaries has effectively divided peoples and communities under different administrative entities which has fueled new conflicts. The boundary dispute between Nagaland state and Assam state is one such legacy which raises new questions and challenges regarding conflict resolution approaches to boundary issues. For instance, the Naga understanding of boundary is based on a traditional boundary passed down by oral history, oral and symbolic agreements between communities, and, most importantly, their lived culture in their ancestral lands. On the other hand, the Assam government seeks to legitimize the state boundary through legal documents and state treaties in which the traditional inhabitants were not a party. As more boundary disputes emerge in this region called the North East, revisiting its experience with Colonial Frontiers, State Boundaries and Peoples’ lived culture and their relation to their lands becomes all the more relevant. Appropriate and meaningful contemporary solutions to the question of frontiers and boundaries could be found through gaining a new understanding of the region that can open the way to coexist peacefully as good neighbors.

Reviving the fading culture of telling tales

M

any old timers today recall fond memories of being drawn to the streets by snake charmers and madaaris (conjurers) and being told stories - alas, what is now a lost practice. But for renowned theatre artist Kamal Pruthi, "a storytelling movement (of the kind he has started) was necessary to fight the advent of technology, which has been dumbing the children down". Clad in a green kurta-pajama with a pagdi (turban), this 33-year old 'Kabuliwala' is a favourite with children across the country every time they see him with his vibrant jhola (cloth bag), which they know is full of stories. Previously an IT professional, Pruthi is also arguably one of the few storytellers who perform in German, Hindi and Urdu and has been bringing back the culture of storytelling in many households and schools across the country. "With mobile phones and other devices taking over, dadajis and nanajis (grandparents) don't get to tell stories to their grandchildren any more. A family getting together over stories seems like in a long-gone era," Pruthi told IANS. The monkey shows and the acrobats who performed while telling their tales were experiential mediums which are now banned, he said, adding that children of the 21st century generation have not heard as many stories as their parents would have. The hunger for knowledge can only be satiated through stories, he maintained. "I'm a modern day madaari (conjurer). My job is to intellectually entertain the humble souls of kids many of whom have never heard stories before," Pruthi said. "Kids of this generation are energetic and need something to keep them engaged. The 90-year-old Santa Claus who entertains them comes only once a year, but kids know Kabuliwala is always there," he added. Being a professional theatre artist for over a decade now, he believes the medium is not experiential enough for the audience, and thus he had to take a step ahead through his storytelling. There have been some challenges, though. Retelling the story of Sadat Hasan Manto's "Toba Tek Singh", in which after partition in 1947, a man has to decide whether India or Pakistan is his home, Pruthi recalled the challenge he had faced while representing 18 characters in the story. "The real challenge is when a storyteller has to perform so many characters and tell their stories," he said. "A story can be called a strong one only when it can travel," Pruthi explained, adding: "Not all actors can be storytellers, and also not all storytellers can be good actors. Unlike a theatre show which requires investment, storytelling can be quite economical and can be done on a terrace, a garden, or even below the staircase."

Reforming democracy - factional conflict

Consent and Control The issue of how individuals can be free when subject to political control, has long troubled republican writers, and is especially salient today. Following the UK’s General Election, many proclaimed a crisis of democracy, citing the imbalance between votes obtained and the level of representation within the government. The Conservatives obtained 36.9% of the national vote, and over 50% of the seats. UKIP gained 12.6% of the votes and only one seat. Following the election, five party leaders united to add their signatures to a petition demanding a reform of the electoral system. The concern here, from the perspective of political liberty, is that the disproportionate power wielded by groups within Westminster, subject individuals to control that they have not consented to (so, 73.1% of the electorate did not consent to a Tory government), and therefore we might conclude that they are unfree. In what follows, I will offer a brief suggestion of how we might reform our institutions and electoral system to ensure that individuals are adequately represented, and therefore have consented to the control which they are subjected to by the government. In doing so, I will follow Niccolo Machiavelli’s claim that, ‘All legislature that serves Liberty is produced out of the conflict between the different orders of the state.’ Republican Thinkers Rather than offer an exegesis of republican thinkers and their approach to factional conflict (References are included below for those interested in this), it is useful to note two currents which run through republican thought. One is associated with Cicero, and later informed Rousseau, James Madison, and contemporary republican thinkers. These writers all share an antipathy towards conflict and factions – they believe that political liberty is achieved in a society where political power is safeguarded for one subset, or faction, and providing that faction wields their authority within the appropriate constitutional limits, individuals are free. The other strand of republicanism comes from Machiavelli, who argued in the Discourses on Livy, that freedom arose in societies where the dif-

ritain’s General Election in May ended in a farcical result: a majority government only just over a quarter of adult population voted for. It is no wonder anti-austerity protests have intensified and the need for electoral reform is widely acknowledged. First-past-the-post system favours big parties and pushes aside the possibility for any alternatives to arise from the party political sphere. It is more a relic than an electoral system fit for the 21st century. But having followed another election closely just weeks before the British one, I can’t help but think that a more democratic electoral system – such as proportional representation – is no magic bullet either. Finland, often held up as an example of egalitarianism and a strong welfare state that leaves no one behind, went to the polls in April. Contrary to most predictions, the right-wing Perussuomalaiset (PS – they call themselves the Finns Party in English, but as a Finn I prefer to use the acronym rather than let them take ownership of the name of the nation) held on to their position as the second-biggest party. They formed a coalition with the winning Centre Party – in reality, a right of the centre party with a former businessman leader who is now the PM – and the freemarket neoliberal National Coalition Party, pushing for heavy austerity. The Finnish electoral system follows the D’Hondt method as do those of several European countries, including Scotland, which uses it in part. It aims to allocate seats proportionately to votes first to parties and then to candidates inside the party. In reality this is somewhat compromised by differing sizes of constituencies: in the Finnish capital Helsinki, a candidate from a

ferent groups were empowered to challenge one another. Laws which were subject to the input of various factions ensured that individuals had an impact upon the laws that they were controlled by. He famously stated that, ‘To me those who condemn the tumults between the Nobles and the Plebs seem to be caviling at the very thing that was the primary cause of Rome’s retention of liberty…. And they do not realize that in every republic there are two different dispositions, that of the people and that of the great men, and that all legislation favoring liberty is brought about by their dissension.’ This insight, that freedom is borne out of the conflict between society’s various factions, suggests a number of reforms which we could make to contemporary democracies, leading to freer and fairer societies.

Factional Democracy Imagine a society in which one group determined all political policies and laws. Individuals who disagreed with the party’s action, and found that they were controlled in ways that they did not consent to, would be unfree. Now, imagine a second society populated by two factions, of roughly equal size and power. One group attempts to pass a law, which the other side makes revisions to. The law is subject to a number of amendments, and eventually passes into legislation. Here, I think, we would conclude that individuals are free, because what they want has had an impact upon how they’re controlled. In contemporary politics, the first step to ensuring factions can contest political power, and ensure that all political activity is subject to popular control, would be the reform of the electoral system and campaign finances. A proportionally representative system, which transferred a faction’s share of the vote into a correlative share of seats, would ensure that groups are politically empowered to the extent that they enjoy popular support. Reforming campaign finances, perhaps through public funding or with much bigger caps on spending, would ensure that wealth did not have a disproportionate effect on political representation. While this will go some way to ensuring that factions are empowered to contest for political power,

it does not address the whole issue. We still have to be concerned about the composition of the cabinet, and the allocation of ministerial duties. At the present time, the party with the largest share of seats is invited to form a government, with the party leader becoming the Prime Minister, and then appointing his own cabinet. Under a factional democracy, this would obviously be a problem. Suppose that the democracy had 6 parties, which shared their parliamentary seats in a ratio of 6:4:4:2:2:2. For the leader of the largest party to then assemble his own cabinet, ignoring that his party holds less than a third of the seats, would be impermissible. Instead, we should look to produce a cabinet on the same principle of proportionality. This way, factions would be represented in the highest levels of government. When it comes to selecting the leader of the government, I think that the best approach would be for the Prime Minister to be the individual who could claim the support of the cabinet – representing the largest faction would not be sufficient, since that faction will still only represent a small proportion of the electorate’s preferences. The minister who could claim the support of a cross-faction group can plausibly claim to represent the interests of the governed. Freedom through Conflict With these measures, we can hope that all factions within society are empowered to propose and challenge legislation, ensuring that factional conflict determines the content of laws, and that all individuals can claim that their interests are respected in the formulation of governmental policy. Political freedom would be ensured, then, through a democratic system where all factions would be able to contest for political authority. It is likely true that governments would be less stable, since they would not be able to force through whichever policies they wanted, but it would also be true that individuals’ interests would be represented in government, ensuring that they are not subject to the control of other groups. In this way, we can ensure that all legislation is produced by a conflict between society’s various orders, ensuring that all individuals remain free.

What is democracy in a broken society? Fanny malinen small party can stay out of the Parliament with double the number of votes than it takes for someone from a larger party to get in in a less densely populated area. The PS is led by a charismatic populist, Timo Soini, and the rest of the MPs are as colourful a bunch as his rhetoric. Most are new to politics and there is little of a shared party line other than varying degrees of xenophobia, homophobia, conservativism and the feeling that Finland under EU membership has left many behind. The lack of coherence in policies was showed by the discrepancy between preelection rhetoric of being on the side of “ordinary” people and the coalition government’s budget. Austerity in Finland is not that different from austerity elsewhere: it benefits the rich, not the ordinary. Then there is the issue of racism. Jussi Halla-aho, now an MEP, has been found guilty for inciting racial hatred in his writings. One MP, Pentti Oinonen, spoke against equal marriage comparing it to the right to marry one’s dog. And just some weeks ago, another MP Olli Immonen (who also happens to be chairman of a white supremacist organisation) posed in a group photo with members from an openly neoNazi group. But the party takes no ac-

tion and Mr Soini manages to convince his supporters that these are isolated incidents – or that the liberal media is on a crusade against the PS. It is definitely true that the media is very concentrated in the capital Helsinki. That it is so out of touch with the rural and working class areas where the PS gained most of their support from is showed by the fact that no opinion polls managed to capture their popularity before the election. The media keeps portraying the party’s supporter base as uneducated, ignorant and small-minded people who don’t really understand their political choices. What could feed protest votes against arrogant establishment more than that? But to call the Finnish media leftwing would be to miss the truth by miles; it has largely adapted the language used by populists who call themselves “critical towards immigration”. This Orwellian renaming of racism obscures what it is: racism. The tricky bit is that Finland’s growth since it emerged from the recession in the 90s has indeed left many people behind – and the EU does not show its most democratic side (if it has one) to a country with a population of 5 million. The PS speak to those who have been alienated by most politicians: those hit

hardest by the structural changes that have speeded up the transition to a post-industrial society, losing their jobs first when the recession hit and left out of the boom when there was one. The underlying problem is that most politicians are in denial about all this, which leaves a lot of ground for racist rhetoric. This is a shared issue across Europe. It definitely applies to UKIP in Britain: under the Finnish PR system, they would now have 80 seats in Westminster. I am not saying that there is much good in the British electoral system. Those who argue that it keeps extremist parties in check have lost sight of the extreme nature of Tory cuts. And don’t even get me started on the House of Lords - what does an unelected second chamber have to do in any system that claims to be a democracy? But it is misguided to argue that we could have democracy by electoral reform. Politics does not start or end at the polling station. British media is even more concentrated and outright propaganda than the Finnish; inequality in the UK triumphs any European country; sums business and the financial sector here can spend on lobbying and party donations mirror their influence. There is much more to consider for democracy. Real democracy can only take place when we tackle the ravaging inequality brought about by decades of neoliberalism, intensified by the most recent push for austerity. Proportional representation is a good transitional demand, as are limits to political donations, transparency and media reform. We need to go further and create radically different ways of sharing our world, based on co-operation rather than competition and seeking collective rather than individual gain.

Neoliberal moralism and the fiction of Europe: a postcolonial perspective

oth in and out of Greece, much has been made in recent weeks of the amateurishness of the current Greek government, of its brinksmanship, of its confrontational style, of its inability to understand rules, of it's squandering of trust. Let's grant all this for a moment. However, if we take this critique seriously, then EU officials look worse not better than before. They come across as petulant incompetents unable to deal with an unruly colleague (Yannis Varoufakis), annoyed at people who don't wear ties, intrusive in their insistence that Alexis Tsipras wear one, so unprofessional that they let the fate of nations hang in the balance, destroying societies and lives because they are caught up in a squabble with a few colleagues they don't like. Moreover, the invocations of etiquette, codes, rules, and the repetition of cliches of fiscal rectitude and household thrift are part of the moral economy of a neoliberalism that manipulates people into thinking that nations can be run like households and life is a tea party, where all will be fine if one sticks out ones little finger while holding a teacup with delicate poise. One of neoliberalism's biggest successes has been to persuade people that if everyone just behaved with propriety and thrift, life would be better. If people have fallen for this story, it's because this gives them the illusion of agency in an environment where there is a premium on precisely that agency. Capitalism tells us that we are in control of our destinies and can invent and reinvent ourselves at will, making money into the bargain. That this is not really borne out by current events is beside the point. If the fictions of economic agency and responsibility have been so internalized, it's not so surprising that people wish to believe that they have some control over the fiscal realities that govern their lives, and how empowering it must be, if one can believe that Tsipras wearing a tie and Varoufakis smiling nicely and speaking in tea party platitudes could make the crisis go away. The rhetoric of trust is perhaps most frightening of all. The Greeks are accused of having squandered trust, which assumes, of course, that they had it in the first place. Timothy Geithner's revelations about Wolfgang Schäuble suggest that Schäuble had not forgiven Greeks for cooking the books in order to get into the Euro. So the claim of squandered trust is a red herring, for there appears there was none for the Greeks to squander going into the room five months ago. But more important is the trust that Greeks (and the European people) are supposed to have in the Euro group and Schäuble and Angela Merkel--its most powerful members. This trust remains unnamed and is never allowed to be at issue. It looks suspiciously like faith – faith alone. What's being asked for is absolute faith in German power. This demand masquerades, however, as a demand for assent to the moral code of fiscal rectitude. Such assent would indeed be a form of faith – a submission to an inscrutable power that covers that demand in the language and law of social virtue. Much has been made of the fiscal virtue of the "Protestant Northerners", although I have seen no mention (surprisingly) of the Anabaptists of Munster. Apt surely? What needs to be remarked is that the fiscally virtuous leaders of Europe seem to demand the faith (trust) usually expected by a Protestant God. Moreover, it's hard to deny the feeling that German vindictiveness has much to do with the fact that the Greeks have exposed German hypocrisy and asked Germany to confront its own past, forcing open the contradiction in Europe in the process. Perhaps in negotiating with infinitely more powerful partners with no accountability and having (on

the Greek side) no power to enforce any violations of law (assuming that such protective laws exist) SYRIZA ought to have been more cautious and humble (funny the way pride and arrogance keep being mentioned as if all will be okay if humiliation is internalized). But what such a demand assumes is that abjection is the only acceptable posture in the presence of power. If that is what Europe requires, then Europe is vicious. But then those from the colonies always knew that and the vindictive violence on display at the Summit is unsurprising to those who pay attention to Europe's colonial history. From that view, Europe qua Europe has merely played true to type. Europe has always been a fiction. From the point of view of the colonies, it has also been a vicious fiction. When Europeans talk about the ideals of peace and prosperity, of forgetting the violence of the two world wars, it is hard not to see this as a remarkable exercise in the creation of a collective innocence fully dependent upon an erasure of the past. We are not to think of settler colonialism, racial slavery, the immiseration of the South and the East, the touting of the civilizational burden of what was in truth white supremacist colonialism, of the Congress of Berlin.... but instead are to fall for a romance of a European union based on rights, law, social democracy (which increasingly seems like a blip in the history of the world) and the ability of the European nations to befriend their past enemies from the two catastrophic world wars. A significant element in this fiction is Europe's ability to overcome its differences after the systematic eradication of populations within its own geographical space in World War Two (having already pursued such policies in the colonies). The romance of the European union was always to enable a certain amnesia, so perhaps it is not surprising that when asked about the analogy to the treaty of Versailles being made regarding the "deal" at the summit, the German Chancellor Merkel is reported to have said: “I never make historical comparisons.” Of course not! The Greek crisis has also masked another huge challenge to Europe in the form of the refugees and immigrants arriving in Greece and the absurd burden the Dublin Regulations have placed on countries like Italy and Greece. Matteo Renzi's outburst suggests that the immigration issue is as large a challenge to the limitations and brutal failures of Europe as the Greek crisis. Of course, the numbers of refugees arriving in the Greek islands is part of the crisis facing a government that simply hasn't been able to govern. But the economic crisis has also enabled the

question of the refugees to be sidelined. Historical examples have abounded in the current crisis. For what is Europe without the heavy symbolism of destiny and history? Sometimes the virulence of the German response seems to suggest that the Germans cannot forgive actually existing Greeks for being inconveniently and insistently who they are, given the importance of ancient Greece to the German intellectual imagination. At the risk of being florid, it's inconvenient for that imagination that Greeks are not just broken statues, stripped of paint, in the world's museums. At the same time, references to Sarajevo before World War I, and the Sudetenland have swirled in the media and in many a conversation in Greece these past few weeks. For a project meant to fix history will, of course, summon historical analogy. And I have to say that I have found myself reaching for many historical references over the past few weeks. At the moment, when I hear the language of rules and codes and etiquette, it seems to me that Eichmann in Jerusalem ought to be required reading. At the same time, all week it has seemed that an apt analogy for what's happening in Greece is, in fact, Chile 1973 without the blood – the hashtag #ThisIsACoup seems right. If we hold Varoufakis' confrontational style and SYRIZA's ostensible naivete responsible for all of this, instead of seeing the larger systemic tendencies and codes of which we should be taking careful stock, we will indeed be participating in yet another re-minting of colonialism. This is not to say that corruption and cronyism are not endemic in Greece, but to keep in mind that, in using these problems as the sticks to beat Greece, neoliberalism merely continues the instrumentalization of internal critique that colonialism and neoconservatism have perfected. For two weeks Greece has been held hostage and the very notion of sovereignty has been dying in plain sight and the world watches. It's a situation familiar to the global South and the colonies. That its happening in Europe (yet again) although without a formal declaration of war makes every ones helplessness all the more visible. If we can blame the least powerful leaders in Europe, we can retrieve the fiction of the benign truth of Europe and feel that we are indeed in control or, perhaps even part of the Elect. fell asleep at the wheel when I was 18 years old, shortly after graduating high school. Friends and I woke up at the wee hours of dawn to go to the Live 8 concert in Philadelphia. After an energetic ninety-five-degree day focused on music and ending poverty, I drove friends home, tired and dehydrated from the summer sun. After dropping off my last friend, I woke up at 12:15 AM with the caustic blast of an airbag flying into my face. I had run into a telephone pole, splitting it in half, the upper portion now dangling from the telephone wire. I immediately called 911. Police came and asked if I had been drinking. “No. You can breathalyze me!” I called out. “I fell asleep!” “It’s just that this is a lot of damage for just having fallen asleep,” the officer retorted. As the ambulance came I glanced heavenward in prayer, my soul in chaotic communion with God, and made a promise that I would live it right. Not take a breath for granted. I took my heart by the hand in firm grip. “You’re going to be passionate. Keep your complaints to a minimum. And above all, you’re going to take this life, love it, and love others,” I declared to myself, releasing my flexed, pointed finger and gritted teeth. I then proceed to cry, turning my fuming fingers into open palms and slowly resting my tear-drenched face into them, learning a lesson on self-compassion and how absolutely compulsory it is.

Family gingerly encouraged me to slow down — to stop doing so much and to simply do what I’m doing, confident that it’s more than enough. I listened. For a little while at least. But I didn’t realize the promise I vowed to myself — to never to live out of step with my values, to always live with passion and bring life into the world — would be a tall order; an impossibly high standard that could turn into, “I need to do and experience everything as quickly as possible so that I don’t waste time.” Over the past 10 years, this experience developed an impulse to “hurry up” and “do more.” I overextended myself in too many activities the next few years, developed an anxiety and depression disorder, and shamed myself for living in this anxious state when I “should” be living it joyfully to the full. Through therapy and medication, I got much better, but was still lusting after experiencing everything. Sometimes I rushed through conversations so that I could talk to that person, only to rush through that conversation to talk to this person, in hopes of developing rich, meaningful relationships as quickly as possible, wanting to meet everyone on this planet that I possibly could. I was forgetting that people aren’t penciled in items on a to-do list — we’re chock full of emotions, stories, and things to learn and teach each other, and these deep connections take time. And time never seems to be on your side when you’re living like you

long enough when you act like it will stop at the same minute as your heart, forgetting about all I’ve been taught about life after death. I guess I’m a little scared of it turning out to be fallacy, but I know in my darkest moments that I need this hope of heaven. The “do more, quicker” mentality caused me to live erratically rather than learning something about patience, about seasons, about the beauty that comes from living the questions, the uncertainties. It caused me to search for answers now — which has some perks to it, but often has downfalls of arriving at wrong conclusions in a harried attempt to maximize time. We can’t know how things will turn out. We don’t need to, either. As Rainer Maria Rilke once wrote, “Be patient toward all that is unsolved in your heart and try to love the questions themselves, like locked rooms and like books that are now written in a very foreign tongue. Do not now seek the answers, which cannot be given you because you would not be able to live them. And the point is, to live everything. Live the questions now. Perhaps you will then gradually, without noticing it, live along some distant day into the answer.” I guess that’s it — that’s where I want to be right now. I want to live the questions, live the uncertainties, live the risks and searchings and yearnings. Live that now. The answers will come in their own timing. We have 24 hours a day and I can loathe that they aren’t enough or I can assert the fact

However, there are many approaches we can take to make learning more fun, exciting, and necessary for students. Here are some tips which can help us to be a great Teacher• Be vocal: Have an opinion and make sure you submit it at an appropriate time. Avoid talking too much and/or being too opinionated. You need to come across as being informative, intelligent, and as a person who is not afraid to speak their mind, not someone who is arrogant and self-centered. • Be passionate about what you're teaching: Wide eyes, a grin enthusiasm do wonders for a student. Even if they're not interested in your subject, your manner would amuse them. Most of all, because you are adamantly expressing your love for a subject, they will tend to mark you as a genuine person. • Be energetic: Enthusiasm is contagious. It is also a lot harder for students to fall asleep in class if the teacher is energetic. Make sure you have the energy to market your subject and yourself well. • Put an effort into your appearance: You need to make a good impression, make sure you walk into class looking good. Try to dress a little better or differently than the average person. • Offer extra information about your subject: If you want the students to be excited about what you're teaching, then you'll have to go above and beyond the curriculum. Keep the students updated with recent developments regarding their subject. • Have a good sense of humour: Having a good sense of humour can help you engage students, make the material more lively, and make it easier for them to relate to you. The fact of the matter is if you're serious 100% of the time, it'll be much harder for them to care and to really connect with you. • Show that you're competent: You are trying to convince students that you are worth listening to, especially if you are trying to motivate them towards your field of study. You need to exhibit your talents. You are not just a teacher; you are really and truly good at what you do. • Ask the students to share their opinions: Your students are less likely to be motivated if they feel that you are simply lecturing at them and not caring what they think. If you ask them what they think about a certain issue then they will be more involved. • Encourage lively class discussion: If you lecture all the time, students are likely to zone out. If you want to keep students motivated to learn and keep them on their toes, then you have to facilitate meaningful class discussions throughout your class. Ask questions, not of the class, but of each student directly, calling each one out by their name. The fact of the matter is, no student wants to be called on without knowing the answer to the question, and if the students know this is a possibility, they will be prepared with an answer throughout the class.

NEW DELHI, JULY 20 (PTI): Setting the stage for confrontation in Parliament, an all-party meeting called in Delhi on the eve of the Monsoon Session on Monday ended in a deadlock over controversies related to Lalit Modi and Vyapam scam even as Prime Minister Narendra Modi offered to discuss all issues. The government ruled out any resignations. “There is no question of accepting ultimatum by anybody. From where did the question of resignation arise? Nobody can dictate terms to the government. From Government side, no Union Minister has done anything illegal or immoral,” Parliamentary Affairs Minister M Venkaiah Naidu said. He was responding to Leader of Opposition Ghulam Nabi Azad’s remarks that if Modi was interested in running the Monsoon Session of Parliament smoothly, he should remove External Affairs Minister Sushma Swaraj, Rajasthan Chief Minister Vasundhara Raje and Madhya Pradesh Chief Minister Shivraj Singh Chouhan. The Prime Minister chose the occasion to remind parties that smooth running of Parliament is a “shared responsibility” though the government has to take initiative for it. He appealed to them to utilise the Parliament time for discussing all issues. On the Land bill, the Prime Minister expressed agreement with the remarks by Ram Gopal Yadav that since there is no consensus on the issue, both the government and the opposition should make some adjustments to resolve the issue. The Congress was, however, somewhat isolated at the meeting called by Naidu on its stand of not allowing Parliament to function if Rajasthan Chief Minister Vasundhara Raje did not resign in connection with Lalit Modi row and Madhya Pradesh Chief Minister Shivraj Singh Chouhan did not quit over Vyapam scam. A number of parties felt a washout of the Parliament is not a solution. “This is not correct. (The) Parliament will run but government must allow discussion,” JD(U) President Sharad Yadav said when asked about the Congress’ stand. Samajwadi Party leader Ramgopal Yadav was skeptical about the smooth functioning of the Parliament. “I do not think this will be resolved. NEW DELHI, JULY 20 (REUTERS): Prime Minister Narendra Modi began work with unions and employers on Monday to build support for the biggest shakeup of labour laws in decades, in an attempt to revive a reform agenda that has suffered setbacks ahead of a key parliamentary session. It is a change of tack for Modi, who is smarting from widespread opposition to business-friendly land purchase rules he has tried, and so far failed, to push through parliament following an executive decree. “I am confident that we will be able to address the challenges ahead and proceed with reforms with everyone’s consensus,” Modi said at the start of a two-day labour conference on Monday. Modi has had to scaleback his ambitions for the short session of parliament that starts on Tuesday, with government officials privately saying the main focus will be on passing a

law to enable a goods and services tax (GST). The GST law got the backing of a parliamentary panel on Monday. Passing it would in itself be a victory and go someway to reassuring investors who are growing jittery that economic modernisation is happening more slowly than they hoped under Modi. “Unless there is clarity on reform proposals investors are not keen to pump in new money,” said Deven Choksey, managing director at KR Choksey Securities. The proposed changes making it easier for government and businesses to buy farm land are now likely to be implemented by states, not by the central government. Draft changes to India’s archaic labour codes include pro-business measures giving factories more leeway to lay off workers and will simplify thickets of rules, but also include measures to expand the social security net to the huge un-

HC declines to suspend hearing of Salman's appeal

MUMbAI, JULY 20 (IANS): The Bombay High Court on Monday rejected a murder convict's appeal to put on hold the hearing on Bollywood actor Salman Khan's plea against the five-year jail term he has been sentenced to in the 2002 accident case. The intervention appeal, filed by a murder convict, whose plea has not been heard since 2009, contended that matters concerning celebrities were heard out-of-turn, while other convicts like him were kept pending for long and continued to languish in prisons. He has also filed a separation petition in the Bombay High Court making similar allegations and prayed that his own appeal must be heard expeditiously. Justice A.R. Joshi, however, declined to accept the appeal as both the sides in the actor's case have agreed for an expeditious hearing in the matter. Besides, in the intervenor's petition, the high court has not passed any judicial orders. Seeking suspension of Salman's appeal, the intervenor's counsel Aparna

Vatkar said it should not be heard until the separate petition filed by her client before another bench is decided by the high court. Salman's lawyer Amit Desai, meanwhile, demanded a CD of the trial court proceedings to enable them argue the appeal in the high court more effectively. Though the government expressed happiness at “most parties not endorsing” Congress’ call for disrupting the Parliament, indications were not very positive for it. “Whenever such a meeting is called, everybody talks about the smooth functioning of the Parliament. Everybody says that the House will run but exactly the opposite happens in practice. I don’t think it will be all right in the House,” the SP leader Ramgopal Yadav said. Pointing towards rainy clouds, Yadav said in a tongue in cheek remark, “it is the Monsoon Session and the weather appears bad from now itself.” Asked about Modi’s remarks expressing agreement with his views on the land bill, he said that the Samajwadi Party was not in agreement with the amendments done in the land bill. “If the government withdraws them, then something may work out. Mumbai mayor compares Narendra Modi with Hitler MUMbAI, JULY 20 (IANS): Mumbai Mayor and Shiv Sena leader Snehal Ambekar has compared Prime Minister Narendra Modi with the late German dictator Adolf Hitler. In an interview with the Afternoon Despatch & Courier, 43-year-old Ambekar also fancied herself akin to a chief minister and desired a red-beacon vehicle which bestows status on the position she occupies. In the interview titled 'Modi's rule is quite Hitler-esque', she said: "I even admire Narendra Modi for his self-reliant way of working. But at some level, I feel his rule is quite like Hitler..." "This is bound to happen when power is concentrated in the hands of one man," Ambekar, a first-time municipal corporator, said. Elected as the city's seventh woman and first Dalit woman mayor in September 2014, Ambekar has been in the limelight for some time for seeking a red beacon for her vehicle. Now, the former LIC officer claimed that her position in the city was akin to the chief minister. "The mayor has constant emergencies, as well as we go to receive VVIPs as representatives of the masses. If a chief minister has red beacon, a mayor's status is pretty similar in terms of a city," she said. "I believe there is nothing wrong for a mayor in using a red beacon fitted car," she said in the interview. Ambekar's comments were the latest in a series of the barbs the Shiv Sena has fired at the BJP. Both the parties are allies in the centre and Maharashtra.

Sharad Yadav said while the Parliament should run, it depends upon day-to-day confabulations between the government and the Opposition. He said among other issues, JD(U) would raise the Vyapam and the Lalit Modi row. Rejecting the NDA’s land bill, he said, “we do not accept it. The Land bill is against the nation’s interests. All parties in the Parliament will be united on this issue.” Making a brief appearance at the meeting called by Naidu, the Prime Minister said all political parties should move forward collectively on issues discussed in the last session while keeping the country’s interest as paramount in mind. With important legislations like the land bill, the GST bill and the real estate bill pending before the Parliament, the government is seeking the support of all parties in their early passage. Modi said the Monsoon Session was short and hence its time needs to be utilised for debating important issues, for which the government was ready. “There are many outside forums where various issues are discussed extensively. The Monsoon Session is short, hence the time of the Parliament should be used for debating issues which are relevant and important,” the Prime Minister said. 42 leaders from 29 parties, including from Congress, JD(U), SP, BSP, RJD, DMK, Left parties and the NDA allies, representing both the Houses of the Parliament attended the two-hour long meeting. There was no representative of Trinamool Congress and AIADMK at the meeting. Naidu said while the TMC had already informed that they won’t be able to make it due to their party meeting in Kolkata, there was no information from AIADMK side. Earlier, Azad said developments during the inter-session period and the happenings in states need to be discussed and it was responsibility of elected MPs to reflect feelings of people. He said the Vyapam and the Lalit Modi row were serious and not confined to states and the government should take effective action in this regard. Bhartruhari Mahatab of BJD noted that the Vyapam was a case of ‘degeneration of the system’ and needs to be discussed and wanted the Parliament to function normally. At the end, K C Venugopal of Congress said his party was “ready for a fruitful discussion on important issues” but insisted that the government must come out with “convincing replies”. The issues suggested for discussion included India-Pakistan relations and foreign policy, growing social disparities, farmers’ suicides and farm sector distress, issues relating to Andhra Pradesh Reorganisation Act and their implementation, reservation for SCs and STs in promotions, problems of tobacco farmers and SocioEconomic and Caste Census. Other issues, which members wanted to raise were row between Lt Governor and Delhi Government, preparedness for the 2016 Olympics, MPLADS scheme, higher education sector issues, issues relating to the North–Eastern Region, climate change, issues relating to production of natural rubber, celebration of 125th Birth Anniversary of BR Ambedkar, ensuring adequate representation for SCs/STs on the Boards of PSUs. Besides informing about the bills, the government proposes to take up in this session, Naidu also said the government would like to make statements on the visit of Prime Minister to the Central Asian countries and some of the major initiatives taken by it.

Take appropriate steps in Vyapam: SC

NEW DELHI, JULY 20 (IANS): The Supreme Court on Monday permitted the Special Task Force (STF) to take "appropriate steps" under the Code of Criminal Procedure against the Vyapam accused so that they do not take advantage of delayed action and seek bail. "Keeping in view the urgency of the matter, we permit the SIT/STF to take appropriate proceedings against the persons mentioned in the memo at serial number 1 to 245 in accordance with law and in accordance with the provisions of the Code of Criminal Procedure," an apex court bench of Chief Justice H.L. Dattu, Justice Arun Mishra and Justice Amitava Roy said. The court was told that there were 245 accused who could take advantage of the situation if the Special Investigation Team/Special Task Force was not allowed to pursue the court cases till the Central Bu-

reau of Investigation (CBI) took over. Appearing for the SIT/ STF, Attorney General Mukul Rohatgi told the court that they were ready to deal with the cases at hand but that would be contrary to the court's orders. Giving three days' time to the petitioners, including senior Congress leader Digvijaya Singh, to file their responses to CBI plea seeking modification of the July 9 order, the court directed the listing of the matter on Friday when the investigating agency will also indicate by what time it would complete the task of taking over the Vyapam cases. The court order came on an application by the CBI to seek modification of its July 9 order by which it had handed over the Vyapam investigation to the investigative agency. The CBI sought that the SIT/STF investigating the matter may be permitted to file charge sheets in the cases as

Appearing for the CBI, Solicitor General Ranjit Kumar told the court that the intervening period should not be allowed to be taken advantage of by the accused whose remand period was coming to an end, seeking default bail in case charge sheet was not filed within 90 days of their arrest or their bail applications went uncontested or plea for extension of their remand was pressed. The Supreme Court on July 9 directed the CBI to take over the Vyapam investigation from July 13. The CBI plea for the modification of the July 9 order was resisted by senior counsel Kapil Sibal, who expressed his apprehension that the central agency may take six months in taking over the Vyapam cases.

With Iran nuclear deal, an undersea gas pipeline to India holds promise NEW DELHI, JULY 20 (IANS): The Iran nuclear deal could see not just more imports of Iranian crude to India, the lifting of Western sanctions now holds the promise of kick-starting an undersea pipeline project that would bring Iranian gas to India via the Arabian Sea, bypassing Pakistan. "The Iran nuclear deal is going to open up more possibilities of importing crude from Tehran, the quantities can be increased. It will also help to implement two-three projects we are working on without any shadow of sanctions," an official source told IANS. "Among the major projects we are eyeing is the SAGE undersea pipeline to bring gas from Oman and Iran to India," the official said, declining to be named. The gas pipeline project by South Asia Gas Enterprises Pvt Ltd (SAGE), when implemented, could see over 31 million cubic meters of gas per day delivered to India. The pipeline project, also known as Middle East to India Deepwater Pipeline (MEIDP), was formulated a decade ago, but could not take off due to the Western sanctions and US opposition as well as technological issues. "All that has now been sorted out," the official added. With the Iran-Pakistan-India (IPI) pipeline still stuck and the Turkmenistan-Afghanistan-Pakistan-India

(TAPI) pipelines yet to take off, the SAGE project holds promise of seeing gas delivered to energy-starved India in about five years. The 1,200-1,300 km pipeline, set to cost around $4.5 billion, is the best energy option for India, says Subodh Kumar Jain, director, SAGE. "We are very excited, the development (Iran nuclear deal) holds a lot of promise for getting the SAGE pipeline project moving forward," Jain told IANS. Jain said the pipeline would avoid Pakistan's underwater continental shelf and is "very much doable". "India has been struggling to get pipeline projects off the ground for the past 20 years, while China has several pipeline projects running. Now things will certainly change, we're getting good encouragement from the government," Jain told IANS. According to Jain, the gas tariffs would also be competitive. Once the project gets the green signal, they would have to draw up the purchase contract, the route for the deep sea pipeline, the buyerseller agreement, among other nittygritties to be worked out. "We are very hopeful," he added. The SAGE pipeline, called MEIDP project, would start from Chabahar on the southern coast of Iran and Ras Al-Jafan on the Oman coast. The pipeline, after traversing deep in the

Arabian Sea, would bring gas to Porbandar in south Gujarat. The maximum depth of the pipeline is set to be 3,450 metres, and construction would take two years to complete, according to the website. The pipeline route can also bring Turkmenistan gas to India through a swap arrangement with Iranian gas from the South Pars gas field in the Arabian Sea, said Jain. He said that Turkmenistan / Iran are building gas pipelines till Chhabahar port. From here the Turkmen gas could be transported, through SAGE pipeline, to India, to the Gujarat Coast. Turkmenistan, in the past, was agreeable to such options, for supply of additional gas too, he said.. The Chabahar port, which India is upgrading, is moving ahead at a fast pace, but the inward connectivity, in the form of roads, has yet to take off. Prime Minister Narendra Modi and Iranian President Hassan Rouhani, who met in Ufa, in Russia, on the sidelines of the Shanghai Cooperation Organisation (SCO) summit earlier this month, had discussed increasing Iranian oil imports, the development of Chabahar port and the fast-pacing of connectivity projects. Iran is central to India's access to Central Asia and the Chabahar port and road connectivity is a priority area for India.

5 decades later, US-Cuba diplomatic ties restored WASHINGTON, July 20 (AP): The United States and Cuba restored full diplomatic relations Monday after more than five decades of frosty relations rooted in the Cold War. The new era began with little fanfare when an agreement between the two nations to resume normal ties on July 20 came into force just after midnight Sunday and the diplomatic missions of each country were upgraded from interests sections to embassies. When clocks struck 12:00 in Washington and Havana, they tolled a knell for policy approaches spawned and hardened over the five decades since President John F. Myanmar military chief defends political role yANGON, July 20 (REuTERS): Myanmar's commander-in-chief reiterated the need for the military to continue its powerful role in politics and said he would consider standing for president in November elections if asked to do so, according to an interview broadcast on Monday. Senior General Min Aung Hlaing told the BBC that he had no intention of stepping down from his role leading the military this year, ending some speculation about his plans, but he left open the possibility of accepting a presidential nomination. "If people ask me to do this duty, I will decide then," he told the BBC. Myanmar's military retains a strong position in the Southeast Asian country's quasi-civilian government that came to power in 2011, ending 49 years of direct military rule, and has shown little interest in ced-

Turkey: Blast kills 28, wounds nearly 100 near Syrian border ISTANBul, July 20 (AP):A midday explosion rocked the Turkish city of Suruc near the Syrian border on Monday, killing 28 people and sending nearly 100 others to the hospital in what appears to be a suicide bombing, Turkish authorities said. There was no immediate claim of responsibility but one senior government official told The Associated Press that Turkey suspected the Islamic State group was behind the blast in the southeastern city. Suruc is just across the border from the Syrian city of Kobani, the scene of fierce battles between Kurdish groups and the Islamic State group. Kobani, a city populated heavily by Syrian Kurds, was the Islamic State group's biggest defeat last year since the militants established control over large swathes of Iraq and Syria. Its ruins have become a symbol of Kurdish resistance. The blast Monday occurred at a cultural center in Suruc as a political group, the Federation of Socialist Youths, was holding a news conference on plans to rebuild Kobani, a witness said. Fatma Edemen, 22, said the federation of about 200 youths was pressing for access to help reconstruction in Kobani. The bomb exploded as their press conference was ending. "We just heard from the cops that it was a suicide bomber," she told The AP, speaking as she headed to a hospital to get treatment for minor injuries to her legs. "One of my friends protected

me. First I thought 'I am dying' but I was OK. I started to run after I saw the bodies." Speaking by phone, her voice shaking, she said the group had believed Kobani was relatively safe and ready to rebuild. "Our friends went there and it didn't seem dangerous at that time. We couldn't even think something like that would happen," she said, adding that they hoped to build a kindergarten or something else for children in the devastated city. "We wanted to do something, but they would not let us," she added. The prime minister's office and the Interior Ministry gave the blast's casualty tolls in a phone call to The AP and in a statement. The senior Turkish official said authorities had evidence that the attack was a suicide bombing. He spoke on condition of anonymity because he was not authorized to speak on the record. A second bomb went off Monday south of Kobani near a Kurdish militia checkpoint on the road to Syria's largest city of Aleppo, according to Idriss Naasan, a Kurdish official in Kobani. It caused minor damage and no casualties, he said. Suruc hosts the largest refugee camp in Turkey, which has seen nearly two million Syrians cross its border to flee the fighting in their homeland. Socialism versus Syndicalism Avangkhu Incident – a fit case for zero hour discussion

S

ocialism is a social and economic system characterised by social ownership of the means of production and co-operative management of the economy as well as a political theory and movement that aims at the establishment of such a system. "Social ownership" may refer to cooperative enterprises, common ownership, state ownership, citizen ownership of equity or any combination of these things. The term "socialism" was created by Henri de Saint-Simon, one of the founders of what would later be labelled "Utopian Socialism". The term "Socialism" was created to contrast against the liberal doctrine of "individualism which later came to be known as “Liberalism”. The word ‘Socialism’ finds its root in the Latin word “Sociare,” which means to “combine or to share". A socialist economy is based on the principle of production of use, to directly satisfy economic demand and human needs and objects are valued by their use-value as opposed to the principle of production for profit and accumulation of capital. In the traditional conception of a socialist economy, coordination, accounting and valuation are performed in a kind by way of using physical quantities by a common physical magnitude or by a direct measure of labour-time in place of financial calculation. For distributing output, two alternative principles have been proposed: to each according to his contribution and from each according to his ability, to each according to his need. The Original Socialists condemned Liberal Individualism as failing to address social concerns of poverty, social oppression, and gross inequality of wealth. They viewed liberal individualism as degenerating society into supporting selfish egoism that harmed community life through promoting a society based on competition. They presented socialism as an alternative to liberal individualism that advocated a society based on cooperation. The modern definition and usage of the term "Socialism" settled by the 1860s, becoming the predominant term among the earlier associated words such as "Co-operative", "Mutualist" and "Associationist". Socialism is where the factors of production— labor,capital goods and natural resources are owned equally by everyone in the society. They can be represented by a cooperative, a public corporation where everyone in the society has shares, or a democraticallyelected government. These factors of production are valued for their usefulness to people. This includes not only individual needs but also greater societal needs such as preservation of natural resources. That means most economic decisions are made by central planning as in a command economy. A society may decide to define the common good as including caring for those who can't directly contribute to production, such as the elderly, children, and their caretaker. Socialism basically says let's have a kinder, gentler society. Let's share things. Let's have an economic system that produces things not because they're profitable for some corporation, but produces things that people need. SOCIALISM SUPPORTS THE POOLING OF SURPLUS PROFIT THROUGH MEANS OF PROFRESSIVE TAXATION TO REDISTRIBUTE THESE FUNDS TO PROVIDE SCOCIAL WELFARE, INCLUDING PUBLIC HEALTHCARE, PUBLIC EDUCATION AND PUBLIC HOUSING. It advocates nationalization of strategic industries and services. It emphasizes the need for a MORALLY CONSCIOUS ECONOMY based upon the principles of service, cooperation, and social justice while OPPOSING POSSESSIVE INDIVIDUALISM. Ethical socialism is distinct in its focus on criticism of the ethics of capitalism, and not merely criticism of material issues of capitalism. Its founders denounced the self-seeking amoral and immoral behaviour that he claimed is supported by capitalism. The system opposes what it calls the "acquisitive society" that causes private property to be used to transfer surplus profit to "Functionless Owners". There are many different types of socialism like Democratic Socialism,Revolutionary Socialism,Libertarian Socialism,Market Socialism,Green Socialism,Christian Socialism,Utopian Socialism,Fabian Socialism,Modern Socialism, Nanosocialism and National Socialism. NATIONAL SOCIALISM: National Socialism believes the State is but an end to a means – the survival of the people and race – and never an end in itself. However, due to the many similarities between certain political movements in the first half of the 20th century, the term “fascism” has been used to describe all of them. Whether this is a good use of the term is debatable. National Socialism, originally is the doctrine of the liberation of the White race. It represents the soundest means of assuring the survival and advancement of a race. National Socialism was at first a political outlook adopted in several European nations, but evolved quickly into a pan-European vision. It is a form of rightwing thought in that it emphasizes the importance of hierarchy and inequality for the creation and maintenance of civilization. The practical goal of National Socialists today is to convert more people to the cause, in order to be able to create a state guided by National Socialist principles. National Socialists believe in the quest for excellence and constant improvement. MORAL RULE EXISTS TO SERVE THE COMMUNITY: to ensure its long-term survival and prosperity, for the sake of its members. Without morality, living together and cooperating peacefully in a society would be impossible. Therefore, morality is not only a private matter, but of great importance for the state. National-Socialism in practice was not socialism in the same sense as Marxism-Leninism: the state did not take ownership of enterprises. The state, however, did regulate the economy as needed for the benefit of the society as a whole and conducted extensive social programs. National Socialism does not endorse tyranny; that is, a political apparatus that functions contrary to the interests of the people. National Socialism endorses the “leadership principle,” the idea that a nation is best governed by those most capable of guiding their fellow citizens and providing for their common needs and wants. Socialism is the view that the community (the people) embodies the most important value; the individual is a member of the people and has to support his people. National-Socialism therefore demands the precedence of politics over economics. THE ECONOMY SHOULD SERVE PEOPLE AND STATE, NOT THE INDIVIDUALS. The most important Socialist principle runs: COMMON GOOD BEFORE SELFISH GOOD. Certainly there is deserved private profit, but this must always be subordinate to the well-being of the entire people. If everyone cares only for himself, then the people go to ruin, and every individual along with it. But if everyone devotes himself to the community, then the people thrives and along with it every individual also thrives as a member of the people. In the National Socialist state, there is no longer property with which the individual can do with whatever he wishes.

SYNDICALISM: Syndicalism was developed at the end of the 19th century out of the French trade-union movement— Syndicat is the French word for trade union. It was a significant force in Italy and Spain in the early 20th century until it was crushed by the fascist regimes in those countries. In the United States, Syndicalism appeared in the guise of the Industrial Workers of the World or “Wobblies, ”founded in 1905." Syndicalism is an economic system where industries are organised into Confederations (Syndicates); the economy is managed by negotiation between specialists and worker representatives of each field, comprising multiple non-competitive categorised units. Thus, Syndicalism is a form of communism and economic corporatism and also refers to the political movement and tactics used to bring about this type of system. Syndicalism rejects State Socialism and the use of establishment politics to establish or promote Socialism. They reject using state power to construct a socialist society, favouring strategies such as the General strike. Syndicalists advocates a socialist economy based on federated unions or syndicates of workers who own and manage the means of production. An influential anarchist movement based on Syndicalist ideas is Anarcho-Syndicalism. Anarcho-Syndicalism is a theory of anarchism which views Syndicalism as a method for workers in capitalist society to gain control of an economy and with that control, influence broader society. Although Syndicalism advocates the control of production units by the workers it does not, as is the case for Socialism, advocate the central control of the economy. Instead Syndicalism advocates the operation of a production unit for the benefit of the workers of that production unit. This means that the workers sell or barter the production of their unit for the output of the other production units. Although not as well known as the socialist movement Syndicalism has had a notable role historically. In the western United States the IWW, the International Workers of the World, were influential in the mines and were perceived as a definite danger to own or to control the mines. There were laws passed in some western states for the suppression of criminal syndicalism. Syndicalism is a type of proposed economic system, a form of anti-thesis socialism, a replacement for capitalism. Industry in a Syndicate system runs through co-operative confederations and mutual aid. Local syndicates would communicate with other syndicates through the labour exchange which would cooperatively determine distributions of commodities. National Syndicalism offers rejuvenation with the elements of impulse, rebellion, desire for freedom and an IDENTITY AND RESPECT FOR ONES PEOPLE AND HOMELAND WHICH IS PERMANETLY NEEDED. So after the in-depth analysis of the two ideologies mentioned above, these two systems are somewhat like a Day and Night and poles apart like the North and the South Pole. One is like a Desert and the other a Rainforest. It has the difference of fire and ice or flood and drought .The first one is for the greater good of one’s own countrymen and people but what we are experiencing in our homeland now in praxis is completely opposite of the very name of its ideology The theory and the practical seems to be completely in contrast with one another. While the second one is the ideology where all the basic tenets it is supposed to stand for is completely absent here. Our own workers, farmers and entrepreneurs are being choked and snuffed by this system. The ones who should be standing for us are now completely conniving with others and trampling our own people .I believe not even a single Naga dreamt or hoped for this kind of system where we would be pushed, shoved and sidelined here in our own land just because of some people who wants to monopolize and capture the market for their own selfish gains .Those people who patronise this Syndicate System must honestly ask their own conscience and before God if this is the kind of freedom they want to give to their own people and the coming generations. A very big question comes to the mind of every present generation that’ If the stake-holders who has christened themselves with the word ‘Socialist’ ,then the Syndicate System which they work hand in gloves for their own profits is just much in contrast to that very term ‘Socialist’. While Socialist ideology stand for social welfare, especially the working class, Syndicate System stand only for some privileged few and only few gain from it. In our land it is responsible for putting an end to so many young dreams of becoming self-dependent or self-reliant by promoting self-interests in the guise of Sovereignty .Much in contrary to Socialism, Syndicalism stands only for a certain segment of group or circle and not for the people as a whole. Today, all fingers point towards the much opposed, disliked and the infamous Syndicate System for dashing the hopes and dreams of the tomorrow’s children. Whatever maybe the reason for all these fallacies and maladies in our present society, we all have to re-think and re-devise the policies which the society are now finding it as anti-native programmes or policies. There has been a tremendous increase in unemployment and when government jobs have reached a saturation stage, the youths have no other alternatives to find their source of income, except to fend themselves at the mercy and whims of a reticent and a resilient society that does not seem to care as long as life goes on without any hindrance or enjoy ones’ fruits without a care for his fellowmen. What if, tomorrow, the children of those Guardians of this system who want to take up some business activity or become self-employed are all choked, snuffed and trampled by others of their own kind who promote this kind of ideology for their own personal benefits? Would they be happy in their old age tomorrow when they see their own flesh and blood suffers from the system that is happening today, which some now so staunchly profess and defends and forces it in a tyrannical way upon others’ children of our blood, soil and our own native land? A Great Native American Indian proverbs says “WHEN THE BLOOD IN YOUR VEINS RETURN TO THE SEA AND THE EARTH IN YOUR BONES RETURN TO THE GROUND, PERHAPS THEN YOU WILL REMEMBER THAT THE LAND DOES NOT BELONG TO YOU BUT IT IS YOU WHO BELONGS TO THE LAND............WE DO NOT INHERIT THIS EARTH FROM OUR ANCESTORS BUT WE HAVE BORROWED IT FROM OUR CHILDREN.” We will be forever remembered by the tracks we leave behind. How you wish to see your children tomorrow, do the same on others’ children of today. Only then you can be called a rebel with a cause and a true salt of the land. A true patriot is the one who sacrifices himself for the good of others. he incident of killing two innocent kids and injuring one woman, all civilians, by armed forces at Avangkhu near Meluri was murder most foul under AFSPA. It has brought back the bitter memories of the dark periods of 1950 -70’s for Nagas. Whatever was the circumstantial and compelling situation; killing of unarmed civilians and that too, of minors by armed forces under the cover of AFSPA could never be justified. What was most appalling was the way the AR officer defended their actions. There was not a sign of remorse or a word of regret and apology. AFSPA’s advocates cannot be said to be normal. They must be

suffering from psychological aberration; a mind-bend. Psychopaths have no place in normal human society. Are condemnations by myriad of organizations enough? This is a fit case for Nagas to take to the streets. NSF’s proposed protest rally should be a good start. Justice should be delivered to the families of the deceased and to the injured. Repealing AFSPA would be the most and only fitting justice. When innocent lives were lost, it is an issue of dire public importance. The Nagaland Legislative Assembly should consider a zero hour discussion in the ongoing monsoon session. “To aid civil power in maintenance of law and order” is unambiguously clear that the

concordance of civil power was needed to declare an area, as disturbed. Law and order problem in an area or entire State is a pre-requisite for AFSPA operation. It is the civil power and not the armed forces which should certify law and order problem. Avangkhu’s incident was a clear case of usurping civil power by armed forces. The honor of the elected government should be protected by its members. DAA & AFSPA should be rejected by NLA resolution. Nagas will be with the sixty members of NLA in that. Whole sale dealers assaulting the mindset of the people in Dimapur Markets

INTRODUCTION We are called to fight for our rights at this hour even in our homeland. Business is the only route to know the real identity of a person. Local businessmen and women find themselves struggling in the midst of the non-local traders most of them enormously greedy and aim at extracting the wealth and resources of Nagaland. No wonder their power and ownership in our state Nagaland have gain so much strength that a public figure and a person with so much life experiences was thrashed and thrown by the wayside of MURGIPATTI during the wee hours of..... There was no one to come to the rescue of Mr. SANYI DUKRU until the police MOBILE PATROL came and intervened at the right time and took him for hospitalization. This is one clear depiction of MURGIPATTI mentality of how the non-locals have hugely dominated and displayed their courage even in our land. Market places aimed at making more money and money is the cause of all the pleasures of life as well as the root of all evil. People were so much obsessed with money that humanity is lost in uncountable ways.

PAST EVENTS When we look back on the past memories of how the businessmen and women were being treated by the nonlocals within and outside Dimapur, it is of no wonder that a public leader like Mr. SANYI DUKRU was brutally mishandled and assaulted. The so called non-locals, with their cunning conduct took advantage of the local businessmen and women and take every chance to gain surplus wealth from us. Due to such inhumane act by the non-locals in our state, many businessmen and women were forced to practice all kinds of illegal activities to regain their loss and thus engage themselves in the export and import of prohibited items such as drugs, alcohols, precious herbal medicinal plants and highly valued ornaments of our forefathers which were of historical importance. In addition to that, many women indulge themselves in immoral activities and many failed to get back to normal life since then. What a tragedy! The MURGIPATTI in particular have transformed the life of the local businessmen and women in particular and the life of that NAGAS in general. What a horrible nightmare to think that this will go on in the near future unless some remedial measures were enforced. It’s high time now. But, the right key to bring the cause of change in these areas are not in the hands of the Dimapur City controlling Authority. There are duplicate copies of controlling authorities who actively participate in the city under the skin of mighty tigers (could be NPG’s, individual plot owners or the impact of the tribe(s). To go deeper into the whole sale Agri. and allied products, the only commodity in the state sent out to neighbouring states, this has to be minutely examined and analyzed for future expansion of the trade. Only few of Nagas engaged in this trade by sheer interest of some individuals and took the commodities to far off places like Delhi and Kolkata during the peak season of particular cash crops. There are no rules and regulations to guide the traders and such persons blindly followed their curiosity and explore the suitability and viability of such commodity trade. Man cannot get livelihood by simply relying on the government so such persons like it or not explore all possibilities to venture out and search a new unknown trade in Nagaland. TIMBER AND TWO THOUSAND MONEY BUSINESSES Few years ago when recollected, the Nagas tried to change the way of living standard by performing different kinds of businesses. Timber business and two thousand game of short term business are a few to name among many. But most of them failed to expand as desired and instead diminished miserably. For instance, the timber business discontinued due to the fluctuation of rates in the market and the deforestation of tress in virgin forests in an uncontrollable rate. The Govt. Of India even issued a notification in order to stop the business of timber products. While few businessmen and women have gained a lot and attained financial stability during the peak course of timber business and lived well in society. But the bitter part of this business is that the lion’s share of such natural resources has never been enjoyed by the traders or either the Govt. Of Nagaland. Also, the business left a huge scar on the businessmen and women and many of them were dislodged in life. It may also be recalled that the timber business urge many women in Nagaland to marry the non- Nagas in a hope that they could flourish under the wealth of this business but instead it opened their eyes to find themselves in trouble. The timber business proved itself a very bad virus by forcing some businessmen to even divorce their wives and ended up marrying another women engaged in the same business. The second experience we have witnessed in our Naga society is the game of TWO THOUSAND RUPPEES MONEY BUSINESS which was rightly composed by the great local musician Mr. METHANEILIE SOLO in his song titled, “Raka, Raka”. This practice as many of us recalled lasted only for two to three years, I suppose. Many people who were so insane about money were displaced in life and many have deserted Nagaland for avoiding payment of loan. Some family have been separated after much hue and cry of the society. The Govt. Of Nagaland again legislated a new law to provide loan on interest and enforced it in our land, but this law of loan on interest too failed to be implemented in total. But still, the practice of 5% interest per month is prevailing because the big and bulky amount of loan is needed by our politicians while chasing any type of easy money schemes. IMPACTS The timber business and two thousand money game had left a very bad impression and a huge scar in the Naga society and I fear that a lot more worse would happen to our society even tomorrow. Another worse impact is none

other than the practice of buying and selling of the farmers’ sweet investment trade of Agri. and allied products within and outside Nagaland. There are no rules and regulations to control the trading of Agri. and allied products of Nagaland and therefore it is high time to put the whole Agri. and allied products under proper regulated commodity act. If there is no such thing possible then the whole market system would be spoiled and it will continue to freely exercise under the individual tactics and it will help the non-locals to monopolize the entire market system, who, as we all know are much cunning than us. The Nagas, like it or not have become a puppet of the non-locals and we never failed to please them by dancing to their alien system of musical instrument. This way, if continued will finally leave us no choice but to give up our originality and keep on begging the outsiders for their support even in our own ancestral land. GOVERNMENT SET-UP’S With a lot of hopes and aspirations, few dedicated and highly designated officials have pioneered the formulation of NSAMB and APMC. The establishment of such in each and every district and parts of areas where there is scope for Agri. and allied production has been done and extra care have been taken but unfortunately, within a decade of it’s existence, the NSAMB and APMC could not survive any longer as the government paid less attention towards these agencies and is now on the verge of it’s downfall because the fruits of the seeds they have planted were being extracted and harvested by some few brainy individuals. Also, there is no expectation of pouring of funds and aid from the Central government by way of writing in black and white, not in deeds have been very well known and exposed through various medias and RTI files and there is no way to experience a wave of change in this line of business unless we change ourselves and abide under the rules framed by the NSAMB and APMC with an aim to properly regulate the function of Agri. and allied commodities. PRESENT MARKET When we picture the present marketplace of Dimapur, it is not at all congenial and consumer friendly to run a whole sale market. It is located at the most congested and unhygienic location and there is not a space left to dispose the waste products of Agri. and allied commodities. The concerned authorities like DMC with the assistance of the Govt. Of Nagaland should take initiatives to arrange a healthier and less crowded space for the smooth functioning of trade and commerce in the commercial hub of Nagaland because the present site of market at MURGIPATTI is nothing but a slum which is hazardous to public health and sanitation. Therefore, I personally urge the concerned authority to kindly take initiatives in due course of time for the sake of the general public and for a cleaner and greener Dimapur. ALTERATION The North East Agri- Expo complex located at 4th Mile becomes a deserted place and is only being used only on rare occasions once or twice a year. The infrastructure system of the complex is quite desirable and the space is very comfortable for parking of vehicles and other business transactions. The bridge, auction platform etc. have not been utilised for over a year now and I or anyone might question the purpose of developing such a magnificent and a pleasant place without even using it for a purpose in times of need? Or was it designed to fill the empty space and make it a place for other public gatherings like weddings, seminars and conventions?. Instead of abandoning the place to pollute why not use it for the right purpose? . It will be a dream comes true for the public to bring the wholesale market to NE Agri- Expo Complex when NSAMB/APMC having it’s nodal offices all over the parts of Nagaland operate and manage this trade. Let it not be a distant dream. The public want it so do I. POWER CLASH It is a matter of distress that the whole smooth functioning of the NSAMB and APMC have been jeopardized and the avenues for it’s participation have been reduced just because of authority clashes between Agricultural Products Marketing Board/Committee and the Town/Municipal councils in the state. The controlling body have strengthened it’s entire roots and did not want to part the power of authority to the rightful and appropriate authority. This situation has been prevailing for years not only in Dimapur city but the syndrome are common in all the towns and districts of Nagaland. Why not the DMC or any other Town/Municipal councils do the right thing and place the delegation of powers and functions to the right authority like NSAMB/APMC if they longed for a better functioning in trade and commerce activities in the state? That way, power clashes would be no more and the market monopoly and dominance era of the nonlocals would end and side by side taxation and individual concentration of making profits in the form of rent, parking fees etc. can be controlled and automatically there would be no more of an assault/torture by the non-locals towards the innocent sons and daughters of the soil as we would together put an end to their dominion over us. Such is the cry of the hour and the public yearn for that milestone act by the Govt. Of Nagaland by initiating avenues for likeminded people to avail the opportunity for a strict and regulated guidelines of Agri. and allied trade system. Failing which, may cause an irreparable damage to the society and all the flora and fauna and bits of precious and costly products can be wiped away within few years through black market system. K. Platini has been asked to run by the majority of FIFA's confederations but has not yet decided whether to be a candidate, a person familiar with the situation told The Associated Press. The person spoke on condition of anonymity because Platini is not discussing his plans in public. FIFA's 209 members, rather than the six confederation leaders, vote on the FIFA president. Discussing FIFA in an interview with the latest edition of "World Soccer" magazine, Platini said: "As for the future ... I do know, but I can't tell you." The former FIFA presidential candidate urged the executive committee, which meets later Monday, not to rush into an early election date. "The future of FIFA is at stake," Prince Ali, a vice president for four years until May, said in a statement to The Associated Press. "If a December election is called, there will not be the meaningful change in the leadership of FIFA that we so desperately need." Change must start with Blatter's immediate departure, the Jordanian prince said in his first public comments since June 2 when the embattled FIFA president announced his exit plans under pressure from U.S. and Swiss federal investigations of corruption. "President Blatter's resignation cannot be dragged out any longer. He must leave now," Prince Ali said, insisting his former opponent "cannot be permitted to plan his succession and manage this election process." "An interim independent leadership must be appointed to administer the process of the elections, in addition to the reforms that are being discussed prior to the elections," Prince Ali said. "Only an independent party can ensure that sufficient safeguards are put in place to ensure a robust process and meaningful timetable." Ganguly in panel to study Lodha Committee ruling

mUmbAI, JULY 20 (IANS): The Indian cricket board on Monday named a working group comprising Sourav Ganguly, Rajeev Shukla, Anurag Thakur and Anirudh Chaudhry to study the Lodha Committee verdict and prepare the road map for the future of the Indian Premier League (IPL). IPL chairman Rajeev Shukla, Board of Control for Cricket in India (BCCI) secretary Anurag Thakur, BCCI treasurer Anirudh Chaudhry and former India captain Sourav Ganguly will share their recommendations with the IPL Governing Council (GC) within six weeks. All four are members of the IPL GC. "In accordance with the decision of the IPL GC to implement the Lodha Committee report, the four members will constitute the working group which will prepare the road said in a statement. "The committee will be assisted map for the forthcoming edition of the IPL and related matters," Thakur by BCCI legal advisor U.N. Banerjee.

Lodha (retired), on July 14 suspended IPL franchises Chennai Super Kings and Rajasthan Royals for two years while banning respective team officials Gurunath Meiyappan and Raj Kundra from any cricketing activity for life.

Hockey India 'fires' chief coach Van Ass GTC classic chess 2015

NEw DELHI, JULY 20 (IANS): India chief coach Paul van Ass on Monday claimed that he has been sacked by Hockey India (HI) following an on-field altercation with its president Narinder Batra during the Hockey World League (HWL) semi-final earlier this month in Antwerp. "I have been fired by HI. I have not received any official confirmation from the federation but HI officials have told me that this is happening. I have known this since Friday which is why I am not surprised. I am waiting for the official confirmation," van Ass told IANS over telephone from Rotterdam in the Netherlands. The Dutchman, who was appointed on January 30, was supposed to join the Indian team which is undergoing a fitness camp at the Sports Authority of India (SAI) centre in Shilaroo, Himachal Pradesh.

"Obviously, if HI does not send me tickets to return to India, how will I come? There are stories spreading that I did not return but how can I return if you do not send me tickets," wondered the 54-year-old who went back home following the conclusion of the HWL semifinal event on July 5. A point of contention is that van Ass being a SAI employee cannot be sacked by HI. But the tactician, who led the Netherlands to silver medalwins at the 2012 Olympics and 2014 World Cup, said HI and SAI have reached an understanding. Asked to explain the details of the altercation in Belgium, van Ass said: "This was during the quarterfinals of the HWL semi-final on July 1 against Malaysia. After the match, Dr. Batra came on to the field of play to talk to the players. I told him that this is not the appropriate

time or place to talk to them. "He did not take it that well and got angry with me. He did not say much but was just angry with me for asking him to leave. I am angry because a difference of opinion has led to this. This will make the team suffer," concluded van Ass, whose first assignment as India chief coach was the Sultan Azlan Shah Cup in Malaysia in April in which India clinched the third spot. In the HWL semi-final event, India eventually beat Malaysia to reach the semis where they lost to Great Britain to finish fourth in the 10-nation tournament. This comes in after van Ass's predecessor Terry Walsh was also asked to leave after various differences arose between HI and the Australian towards the end of 2014. Walsh had led the Indian team to its first Asian Games gold in 2014 after 16 years.

EAST RUTHERFoRD, JULY 20 (AP): All four of Panama's CONCACAF Gold Cup matches have ended in 1-1 draws. Panama is still going back to the semifinals, though it took nine rounds of penalty kicks to get there. Jaime Penedo made the clinching save for the 6-5 victory over Trinidad and Tobago in the quarterfinals Sunday. Penedo saved Lester Peltier's shot after Trinidad and Tobago had a chance to win it in the seventh round. But Daniel Cyrus' try sailed over the crossbar to keep Panama alive. Luis Tejada scored in the 37th minute for Panama, and Kenwyne Jones tied it the 54th for Trinidad and Tobago. Panama controlled possession on a steamy Sunday but couldn't put away its opportunities. Panama had 13 corner kicks, while Trinidad and Tobago didn't have a single one. But goalkeeper Marvin Phillip made five saves to keep Trinidad and Tobago in it. Trinidad and Tobago was the surprise winner of Group C after scoring four minutes into second-half stoppage time to tie Mexico 4-4 in its final group stage match. It was seeking its second Gold Cup semifinal appearance and first since 2000.
