A press note from the YAA cautioned that “stern action” would be taken against individuals violating the directive. It further informed the authority responsible for conducting the instant recruitment rally not to allow any individual from Yimchungrü tribe to participate in the rally and to keep the specified Yimchungrü quota intact in such a way that not a single post meant for Yimchungrü tribe is shared or given away to any individual candidate.

NEW DELHI, JULY 22 (PTI): An NGO today moved the Delhi High Court seeking a direction to the Centre to take concrete steps to deal with the “increasing menace” of stray dogs and monkeys in the national capital and have them “eliminated”, saying they are “defiling” the Prime Minister’s ‘Swachh Bharat Abhiyan’. The PIL filed by an NGO called Society for Public Cause, even suggested that that all pet dogs must be muzzled when brought in public and stray dogs/ monkeys be sent to Nagaland or exported. “Street dogs are defiling the ‘Clean India i.e. Swachh Bharat Abhiyan’ programme launched by Prime Minister Narendra Modi,” the NGO said, adding that “any person bitten by dog should be compensated suitably by the respondents (the Ministry of Environment and Forests) and in case of death, a minimum compensation to be paid to the next kin of the victim”. The petitioner’s counsel L S Chaudhary sought a direction to the ministry and municipal corporations that “if animal lovers want to set up kennels they should do so at their own cost and not at public expenses”. The court has fixed the matter for further hearing on August 17.

DIMAPUR, JULY 22 (MExN): The Assam Rifles (AR) today informed that the United National Liberation Front of West South East Asia (UNLFWSEA) under the Chairmanship of SS Khaplang, who is also the Chairman of the NSCN (K), and supported by Paresh Barua, Commander in Chief of the ULFA (I), had planned to carry out “major terror strikes” in Nagaland, Manipur, Arunachal Pradesh and Assam. A press note from the PRO, Assam Rifles, revealed that the UNLFWSEA plans to launch a number of attacks in Nagaland, Assam, Manipur and Arunachal Pradesh during and before India’s Independence Day. It claimed that security

forces were successful in averting the “terror attacks” with the recovery of two Improvised Explosive Devices (IEDs) and two Military Grade Anti-Tank Mines recovered in the Jungles of Polubadze Mountain during the operation on July 21, in which one NSCN (K) cadre was killed. The recovered IEDs, the AR revealed weighed 4.5 kgs each. The AR informed that over the past few months, intelligence inputs confirmed that a number of radio controlled IEDs were smuggled into Nagaland to specifically target the districts of Dimapur, Kohima, Wokha, Mokokchung, Mon and Tuensang. “These were to be exploded in populated areas with the aim of creating a fear

psychosis in the population and pressuring the State Government to accept the diktat of UNLFWSEA,” the AR said. The AR lamented that the NSCN (K) has joined hands with “a terrorist organisation like ULFA (I),” and claimed that the “Nagas of NSCN (K) living in Myanmar are having a comfortable time since they have signed Ceasefire Agreement with Government of Myanmar and their leaders are misguiding the Naga youths on the Indian side to resort to violence against their own brethren.” The AR has advised citizens to be “careful” and immediately report any suspicious items found lying unattended at any place to the Police and Security Forces.

Wuzu, a village of 105 households with a population of 303, is 92 km from Meluri (due to the road condition, it takes more than three hours to reach by vehicle), and another 80 km from Avankhung (also known Avankhu). Before 1996, the three villages belonged to one village called Phor. Even today they are collectively known as Phor. On July 16, around 6.30 pm, the Village Council Chairpersons (VCC) of three villages, namely Kotu (Phor), Chili (New Phor) and C Pitu (Wuzu), along with some 60 villagers stood near the road. A five-vehicles-convoy of the Assam Rifles (AR), viz. three 407 trucks, one gypsy, and one tata truck (2.5 ton), were passing through with the bodies from the previous day’s ‘encounter’ with NSCN (K). “We got news that Pahachu, our own boy who joined the faction, had been killed in Avankhung. We had no bad intentions. We thought we will try to request for the body. We did not even block the road. We were standing on the side of the road, and raised our hands when the vehicles passed. The first three zoomed by. But the Major stopped,” stated C. Pitu, VCC Wuzu, an eye witness. Major Surinder Singh was well acquainted with the village leaders, said Pitu. He would often call them and visit their house. The three AR vehicles that went ahead stopped near the Wuzu village community hall on seeing the Major’s vehicle stop. “Major Saab asked, ‘What happened?’ So we asked if it will be possible for him to hand over the dead body to us. He said the body had already been handed

over to the ADC and OC. But we saw the dead bodies being carried in the first truck that passed us!” exclaimed Kotu, VCC Phor. On requesting that they at least take the coffins the village had prepared, the Major is said to have agreed saying, ‘Thik hai, thik hai.’ And then, “The jawans (from the Gypsy) near the community hall started firing,” affirmed Kotu, an eye witness to the July 16 firing. But “It was the jawans in the vehicle where the Major was who started shooting at the villagers. The Major was not aware that two children had died. But we saw the one who stood in the Major’s truck firing at the body level. The ones who were in the Major’s vehicle killed our children,” maintained Kotu. The three leaders recalled Major Singh saying, “Jawan log goli mar diya,” right before he left. Bullet marks are seen on houses and trees in the whole stretch.

Then the convoy left and the villagers noticed three jawans left behind. “I assured them that there are no factions here, that we will take them back to their company. ‘Idhar ajao’, I told them. But they didn’t come,” said Pitu. On July 17, when the villagers were holding the funeral of Aso, Tüzali and Pahachu, a Chopper kept hovering above. “It was very disturbing. They almost reached ground level. They didn’t even think what was going on in the minds of the villagers during the funeral,” recalled C. Pituo, Secretary, Phor Social Action Committee, angered by the insensi-

tivity of the AR. By evening, the villagers were informed that food was air dropped for the three jawans who had run into the jungles. Then the jawans sent signals so the Chopper could locate them, leading to their rescue.

Aso and Tüzali “Our children were young. Think of them as your children. Phor had high hopes that they would become somebody in the future. Iniga moi khan laga bacha ke mora-i di-a toh, mon bishi bikhai she (The way they killed our children, it really breaks our heart),” lamented Chili, New Phor VCC, another eye witness. Aso (13), a Class 7 student of GHS Pholary, was the youngest in her family. She is said to have been a promising student. That evening she and her mother were ready to have dinner when, upon hearing about the gathering, Aso asked her mother if she could go watch. Her own grandfather was killed by the Indian Army in the 1960s during the battle of Thuda Post. She was inside a relative’s house when the jawans started firing. A bullet hit right below her armpit and came out on the other side. Tüzali (14) was also a Class 7 student of GHS Pholary. He belonged to neighbouring Phor village, about a 7-minute walk from Wuzu. Tüzali was with three other friends, standing about 4 ft above the road when the shooting started. His friends escaped but he was shot in the chest and skull. His bloodstains marked the ground till late evening Friday. “Do not give us the government. Do not give us security if you are going to kill us this way. Just let us live a free life,” said, Pitu, Village Council Chairman, Wuzu.

NTC terms govt response to PM urged to reconsider NPCC slams DAN ‘unholy alliance’ Dzukou dispute as ‘pathetic’ DAA & AFSPA in Nagaland

DIMAPUR , JULY 22 (MExN): The Nagaland Tribes Council (NTC) today termed the government’s response to the land dispute between the Mao Council and the SAPO as “pathetic as it has been as evasive as possible by shifting its responsibility to NGOs.” “Yes, the dispute in question happened between two Naga communities, and yet it is a fact that one belongs to Nagaland State and the other belongs to Manipur State. Therefore, whatever may be the dimension of the dispute; it definitely falls within the ambit of inter-state boundary issue,” claimed the NTC in a press note. It therefore said that the Nagaland government should try to settle the issue with its counterpart “through the arbitration of GOI.” The dispute in question and its settlements in that manner as above will then become legal and permanent but not otherwise, it said. The NTC stated it is high time that the Nagaland government takes up the territorial issues “holistically” with GOI without further delay. While “respecting the aspiration of the Nagas for integration,” it however said that people of Nagaland “cannot sacrifice any area of land that belonged to its communities both historically and traditionally.” Besides, Nagas of Nagaland can no longer afford to continue the struggle and live in a “world of illusion” but “it is time for us to have a world of realism,” it said. The NTC therefore urged the state government to uphold the claims of SAPO in Kezoltsa and Dzukou areas and practically protect it from encroachment

in any form by the Manipur government. Referring to the Mao Council seeking intervention of the Manipur government, the NTC said that the “stance of Mao Council in this respect is a constitutional reality that they belong to the present State of Manipur despite of being a Naga community.” It is premature to comment on the merit and demerit of the claims and counter claims of the two communities over the disputed areas, it stated while maintaining that the action of the Mao Council to approach the Manipur government is not a mistake. “If not to Manipur government, where will Mao Council go to seek protection? Similarly, if not from government of Nagaland, from whom SAPO seeks protection of its territory from legal and constitutional stand point?” the NTC questioned. The NTC further demanded that the Nagaland government stop talking shelter under NGOs but appropriately and efficiently react to the situation by asking the Manipur government to withdraw the presence of its state armed forces from the disputed area immediately. It further called for the government to ensure the return of normalcy between the two contending parties. The NTC further expressed concern as to how sincere and efficient the Nagaland state government is in handling the interstate boundary issue with the state of Assam. It reminded that the Supreme Court has cautioned the Nagaland government against filing any pleas for adjournment of motion with regard to this case.

DIMAPUR, JULY 22 (MExN): The Naga Hoho has appealed to the Prime Minister of India, Narendra Modi to reconsider the imposition of Disturbed Area Act (DAA) for the whole state of Nagaland and to remove existing and military and extra-judicial laws like the Armed Forces (Special) Powers Act. The Naga Hoho, in a memorandum to the PM, stated that extension of the DAA “brings the ghosts of yesteryears, where Nagas have suffered enough atrocities under the Indian Armed forces and where the memories of hurts and humiliation still runs strong in public and individual memories.” It lamented that the Nagas have perpetually lived under a “siege of war” since post-Independent India till today. It stated that the Nagas are eager for a political solution and peace, and added that the imposition of the DAA is “inimical to freedom of individuals, since the instruments are for warlike situations...” It further urged that the ongoing Indo-Naga talks should not be derailed at any cost. “Stray incidents should not put to threat the confidence measures that have been invested so far,” it said.

Cancel oil permit to MOGPL: Lotha Hoho

DIMAPUR, JULY 22 (MExN): The Lotha Hoho has urged the Nagaland state Chief Secretary to cancel the permit issued to Metropolitan Oil and Gas Private Limited (MOGPL) for oil operations in Wokha district. A representation from the Lotha Hoho said that the permit issued by the then Chairman of the Nagaland Petroleum & Natural Gas Board “was found wrong” as the said board Chairman’s duties were “for a limited period only and hence outside the government’s functioning.” Therefore, the Lotha Hoho reasoned that the board chairman cannot act as a government department’s authority under rules. However, at annexure ‘B’ the board has used Government of Nagaland’s nomenclature which is uncalled for and hence a blatant misuse of government machinery, it alleged. The Lotha Hoho further said that in annexure –“B” of the permit, “no file number was quoted,” and therefore “cannot be treated as an official docu-

ment for all purposes.” It added that all such decisions or important subject matters need to be issued by concerned department only as per rule 4 and 6 of the Rules of Executive Business-1,1980 read with clauses (2) & (3) of Article 166 of the Constitution of India issued by P& AR department at annexure –‘A’ Considering this, it stated that the board chairman’s decisions at annexure ‘B’ “is found to be wrong as well as untenable.” A memorandum of understanding, it further informed, had to be issued by Geology and Mining department only and not as in annexure –‘D’ by Chairman of Nagaland Petroleum and Natural Gas Board. In light of these points, the Lotha Hoho urged the Chief Secretary to cancel the annexure-‘B’ “once and for all in the interest of general public under article 14 of the constitution of India ‘’equality before law” at annexure – ‘C’...” Failure to do so, it cautioned would lead to litigation in the court of law.

The assembly session proceeding on July 23 will also witness discussion on the Naga political issue and debate on the Governor’s address. It may be noted that the Nagaland Governor, PB Acharya during his NLA address on July 22, had expressed happiness at the ‘inclusive government’ in the state that “enjoys the trust and confidence of all the 60 members of the House, which presently does not have an opposition bench.” This is the first time in the history of the NLA, and perhaps in the country, that the government has been joined by all members of the House on a common agenda of peace and development, Acharya said. He was optimistic that “through this unique arrangement, all members woul;d be in a better position to contribute their wisdom and talent to take the state forward on the road to peace and development.”

KohiMa, July 22 (Dipr): Nagaland State Bharat Scouts & Guides (NSGSG) today awarded 30 Guides and 19 Scouts with Rajya Puraskar (Governor’s) Award for the year 2015 and 13 Guides and 9 Scouts with Rashtrapati (President’s) Award for the year 2014 at the Durbar Hall, Raj Bhavan. Governor of Nagaland and Chief Patron NSGSG, PB Acharya gave away the Awards. The Rajya Puraskar is the highest award Scouts & Guides can earn at the State level. The award carries a badge and a certificate signed by the Governor of the state. The Governor in his speech expressed happiness at a small state like Nagaland scooping the highest award in the national level. He said Bharat Scouts & Guides is a voluntary, non-political and educational movement for young people. Its mission is to create positive environment within which young people are encouraged to interact and provide an ideal and excellent opportunity to build a better society and also be self reliant and helpful to each other. The Governor said that Nagaland State Bharat Scouts & Guides was established in Nagaland in 1967 with a membership of just 540 Scouts and 50 Guides and at present it has about

Stating that NSBSG has played a major role in promoting the movement in the state, he noted that during 2014-15, NSBSG carried out numbers of activities like Swacch Bharat Mission, Advance Course for Scout Masters and Guide Captain testing camp nature study cum presentation programme, training camp, participating in various training centres outside the state. While speaking on the vision of the state BSG, he said, the state unit has chalked out vision 2015 to improve youth programme, increase the membership by 10% annually, improve financial status of the organisation, improve the communication and public relations etc. The Governor also urged the NSBSG to lead the youths to march ahead on the path of progress and prosperity and create a peaceful atmosphere in Nagaland. He also said the Government of India has restored the recognition of Hindustan Scouts & Guides (HSG) and is making an effort to carry forward the ideals of S&G. pheK, July 22 (MexN): The BJP, Phek district on behalf of the Centre Chakhesang public has lauded Tiatemsu, Executive Engineer (EE), Pfutsero for taking keen interest in clearing the landslide area between Pfutsero and Khomi Area, NEC Road, which has been blocked for almost a week making it impossible for vehicles and wary travellers to ply. A press release from BJP Phek district general secretary (admin) stated that there has been no connectivity to more than 7 villages in the area. Food and other basic amenity supplies have been stopped and students and sick people in need of immediate medical attention are the most affected, it added. In light of the above, the BJP, Phek district has appealed to the Chief Engineer, National Highway (PWD) to provide adequate manpower and machinery to clear the road at the earliest.

Kiphire, July 22 (MexN): The Joint Area Students’ Union of Kiphire as part of its area wise educational tour visited Government High School, Seyochung village recently. The union comprising Singti Area Students’ Union (SASU), Seyochung Area Students’ Union (SASU), Amahator Range Students’ Union (ARSU) and Longmatra Area Students’ Union (LASU) deliberated with the VEC, teachers, Goan Buras (GB), students and village council on the issues confronting the school. According to a press release from the union, the Village Education Committee (VEC) chairman highlighted that though the school was upgraded from Government Middle School in 2013, regular classes are yet to start as the school building has not been constructed till date. The students’ union leaders also apprised the ADC Seyochung of the matter, to which, he assured that education will be given top priority. Mokokchung town was established in the year 1890, it celebrated its centennial in the year 1990, and 2015 happens to be its quasquicentennial year. However, the townspeople do not seem to be too keen to observe the 125th anniversary as nobody or no agency has announced or undertaken any initiative to commemorate the occasion as of date. It is now into the third quarter of the year but no civil society organization has till date organized any event to commemorate the occasion, neither has the government. According to official records, the erstwhile British Government completed the formalities for the ‘incorporation’ of the Ao

country by 1889 and the new sub-division of Mokokchung was established the following year. The “addition of a new subdivision to the Naga Hills District, with its headquarters at Mokokchung” was formally announced vide Assam Government Notification No.749-J dated Shillong, February 28, 1890 with AW Davis, ICS as the first Sub-Divisional Officer of Mokokchung. Mokokchung town is one of the oldest towns in Naga soil and the third major town of Nagaland state today. A senior officer at the district administration of Mokokchung headquarters when asked if there were any plans for commemorating the milestone replied in the negative. The officer also admitted ignorance of 2015 be-

Interestingly, when this correspondent inquired with the deputy commissioner if the district administration was aware of the milestone, he replied in the affirmative. DiMapur, July 22 (MexN): The All Nagaland Inter Department Joint Forum Association (ANIDJFA) today appealed to the State government to release the salaries of the work charged field workers pending from March 2015 to June 2015. Questioning the government why there is always negligence of paying salaries to the work charged field staff, ANIDJFA stated that “the field staff are unable to meet their family needs accumulating credits everywhere facing problem and tension in the field of our children’s education, pending fees and many uncountable defaulters.” The ANIDJFA stated

that the association is getting much blame, pressure, and harassment from the work charged staff and they are “unable to handle the situation for which we are waiting for positive response.” It warned that the association will be not be responsible for any event like strike and agitation. Meanwhile, the ANIDJFA requested the work charged field staff to calm down and wait patiently. KohiMa, July 22 (MexN): The International Drug Users Remembrance Day 2015 was observed at the Rehab Centre of Kripa Foundation, Kohima on July 21. Sit-ins were staged in various parts of Manipur by ILP supporters though the Manipur Cabinet entrusted to a committee with the task of drafting a bill on ILP yesterday. The Government had announced that the new ILP bill would be introduced in the Manipur Legislative Assembly within one month. The five-member committee is headed by Law minister Th Debendra Singh. The Cabinet also approved decision of the Congress Legislature Party to recommend the state Government to order a judicial probe into the death of Sapam Robinhood.

Sapam Robinhood, 16, resident of Khurai Lairik Yengbam Leikai in Imphal East, was killed on July 8 during ILP movement when police fired tear gas canisters on a group of protesters, largely students. He was a class 11 student of Ananda Singh Higher Secondary School, Imphal. Bangladesh bound contraband cough syrup seized aGartala, July 22 (Pti): Border Security Force today seized contraband cough syrup, worth Rs 27 lakh in the international market, from a truck in a village near the Indo-Bangla border, officials said. Acting on a tip off, BSF personnel along with Customs and state police stopped the truck this morning at Ushabazar village and recovered 9,300 bottles of a particular brand of cough syrup hidden under sacks of cement. Mounted by Bhopal's Indira Gandhi Manav Sangrahalaya (IGRMS) in collaboration with the National Museum, the exhibition will find depiction in the national capital for the next 42 days, as the pioneering sculpture of Manipur's Poubi Lai, a mythical reptile. In the recent past, the government has been making efforts to promote culture from the northeast, K.K. Mittal, additional secretary in the culture ministry, said at the inaugural event. "The National Museum, which is seen as a space for classical art, will now be showing the story of an ethnic community from the northeast," Mittal added. Conceived and chiselled by late wood carver Karam Dineshwar Singh, one of the successors of the royal family-associated Karigar craftspeople, the 21-foot-long artwork found expression in 2002 from a dream he had of Poubi Lai. It is aiming to create a 3.25-lakh employable work force in the state by 2022. The council of ministers, at a meeting on Tuesday, okayed a proposal to harness the fruits of National Skill Development Mission to feed Labour Market Information System (LMIS) which will provide institutional capacity to train 300 million skilled people by 2022. Industries and commerce minister Tapan Chakraborty said Tripura is a pioneer in skill development mission in the country. "As many as nine departments will set up separate wings to deal with skill development under the new directorate," added Chakraborty. As per estimates, the rubber sector in the state has a scope of 0.21 lakh employable workforce, 1.62 lakh in construction, 1.12 lakh in automobile sector, 0.09 lakh in electronic, 0.08 lakh in food processing, 0.01 lakh in finance market and 0.09 lakh in the health sector by 2022. Tripura has 13 ITIs having an intake capacity of 5,490 per year. But it provides vocational education to only 3.9 per cent people. Chakraborty added the new directorate will start functioning from August 1.

vide enough environmental benefit to help airlines meet emissions rules. “Unlike the ground transport sector, they don’t have a lot of alternatives,” says Debbie Hammel, a bioenergy policy expert at the Natural Resources Defense Council. That leaves so-called advanced biofuels made from agricultural waste, trash, or specialty crops that humans don’t eat. United Airlines last month announced a $30 million stake in Fulcrum Bioenergy, the biggest investment yet by a U.S. airline in alternative fuels. Fulcrum hopes to build facilities that turn household trash into diesel and jet fuel. FedEx, which burns 1.1 billion gallons of jet fuel a year, promised Tuesday to buy 3 million gallons per year of fuel that a company called Red Rock Biofuels hopes to make out of wood waste in Oregon. Southwest Airlines had already agreed to also buy some of Red Rock’s planned output. These efforts are tiny

next to airlines’ enormous fuel consumption. U.S. airlines burn through 45 million gallons every day. But airlines have little choice but to push biofuels because the industry is already in danger of missing its own emissions goals, and that’s before any regulations now being considered by the U.S. Environmental Protection Agency and international agencies. The industry’s international trade group has pledged to stop increasing emissions by 2020 even as the number of flights balloons. By 2050, it wants carbon dioxide emissions to be half of what they were in 2005. Like airlines, the U.S. military is also supporting development of these fuels for strategic and financial reasons. For biofuels makers, it is a potentially enormous customer: The military is the biggest single energy consumer in the country. Making biofuels at large, commercial scale is difficult and dozens of

companies have gone belly up trying. The logistics of securing a steady, cheap supply of whatever the fuel is to be made from can take years. Financing a plant is expensive because lenders know the risks and demand generous terms. A sharp drop in the price of crude oil has made competing with traditional fuels on price more difficult. The airlines are now seeing some of these difficulties up close. A United program to power regular flights between Los Angeles and San Francisco with fuels made from agricultural waste was delayed when the fuel producer, AltAir, had trouble retrofitting the existing refinery. The companies now say the flights should begin in August. Red Rock’s planned deliveries to Southwest have also been pushed back, to 2017 from 2016, and construction of the plant has not yet started. But many in the industry say they are not surprised, or daunted, by the time and effort it will take to

bring large amounts of biofuels, at competitive prices, to market. “We really are trying to create a brand new fuel industry,” says Boeing’s Felgar. “We’ve always known this is a long term play, and our industry is long term.” And if any industry is going to crack fuel from waste on a big scale, the airline industry might be the best bet. Instead of having to build the infrastructure to distribute and sell these fuels at hundreds of thousands of gas stations, jet fuel only has to be delivered to a small number of major airports. For example, nearly half of United’s passengers fly through its five hubs in Houston, Chicago, Newark, San Francisco and Denver. Still, after the many disappointments that have plagued biofuel development, few want to promise an imminent biofuel revolution. “I’m not Pollyannaish about this,” says Felgar. “I’m not optimistic, I’m not pessimistic, but I’m determined.”

Microsoft Corp reported a $3.2 billion quarterly net loss, its biggest ever, as the company wrote down its Nokia phone business and demand fell for its Windows operating system. The company took a charge of $7.5 billion in the fourth quarter related to the restructuring of its Nokia handset business, which it bought last year. Microsoft’s shares fell 4 percent to $45.38 in extended trading on Tuesday. Under Chief Executive Satya Nadella, the company has been shifting its focus to software and cloud services as demand for its once-popular Windows operating system slows. Sales of Windows to computer manufacturers to install on new PCs fell 22% in the quarter. Organisations condemn July 16 firing DimaPuR, July 22 (mExN): The Phek district unit of Nagaland Contractors’ and Suppliers’ Union (NCSU) has condemned the killing of two school going children (Tüzali and Aso) and injury of Esther Vitsürho at Wuzu village on July 16. Blaming the 46th Assam Rifles C. Coy under the command of Major Surinder Singh, Post commander at Akhegwo Village under Phek district for the killing and injury, NCSU Phek district unit stated, “The so called ‘Friend of the Hills People’ should be termed ‘Foes of the Hills People’ as it has created a highest crime against humanity.” The Union through its president Kuzhoseyi Alex also appealed the Central government to immediately revoke the harsh laws as Disturbed Area Act (DAA) and AFSPA once and for all. It also urged upon the Central government to take up the issue at the highest level and award befitting punishment to those responsible. Moreover, the State government should compensate the bereaved family as well as those injured, it demanded. The Union further conveyed deepest sympathy and condolence to the bereaved family members and prayed for speedy recovery of the injured.

Kohima, July 22 (mExN): Minister for School Education, Yitachu has expressed deep anguish at the unwarranted action of security forces which led to the killing of innocent lives at Wuzu village under Meluri sub-division. “The incident has dented the image of security forces in the minds of peace loving Nagas as a whole. ast week the Assam Rifles (AR) in Dimapur, representing the North East of the sub-continent, invited the media to, what they interchangeably termed, a press conference/informal interaction. The event sought to “clarify” what had happened on July 16 that led to the killing of two children and injury of a woman in Wuzu/ Phor, in the eastern corner of Phek district. The mood at this ‘informal interaction’ was some sort of jubilant. Would you like some drinks? Beer, vodka or whisky? That was the first question asked to journalists. The ‘press conference’ thus had a mood set for itself where senior officials addressed a grave issue with a drink in hand, slim lights to go with. Servants in army fatigues circled the room constantly with snacks, as though a gala was underway. Detailed photos of journalists were taken by armed men. The ensuing “clarification” was casual. Armed with lopsided information, the Inspector General of the AR (North) declared that he is 100% sure the children had not been killed by them. He neither knew what kind of vehicles his AR personnel were in when the incident occurred nor the identity of the dead children. He was, however, sure that NSCN (K) had fired upon the AR convoy. How did they know this in the 7:00pm jungle-darkness of Wuzu/Phor? They heard automatic weapons being fired. Ensuing independent investigations have not corroborated this theory. The NSCN (K) has not issued any clarification. The people of Wuzu/Phor have reiterated several times that no armed group was present in the vicinity at the time. The AR shot at the civilians and their houses. Could it have been that a part of the AR convoy that went ahead, leaving its commanding officer behind (who stopped to speak to the civilians), fired in panic leading to an exchange of fire between the AR convoys, leading to the deaths of children, and injury of a woman and an AR rifleman? But even if we consider the AR’s version, there remains a 50% chance that it was the AR’s bullets that killed the children. The AR is too arrogant to admit this because the Armed Forces (Special Powers) Act of 1958 gives them the license to “shoot to kill” on suspicion. The AR chose to build upon this “suspicion” angle to complete its chain of impunity by stating that all civilians in the area were either hand-in-glove with the NSCN (K), or were “coerced” to take part in an “ambush”. When the possibility of AR guilt was considered, the atmosphere at the ‘informal interaction’ became a bit like a ‘press conference.’ The AR went on a defensive. They accused the media of bias. They accused, bizarrely, the village pastor of having called off the day’s service a bit earlier than usual. They accused people expressing their opinion of ‘anti-national’ slur. Everyone but those with the actual, visible, heavy automatic arms—the Assam Rifles—were a problem. The Naga Peoples Movement for Human Rights has now called for a United Nations intervention into the said matter. Rightly so—India has taken active part in drafting of the Universal Declaration on Human Rights (UDHR). It is a signatory to the six core international human rights covenants, and also the two Optional Protocols to the Convention of the Rights of the Child. These contributions India has made to the UDHR fall flat when facts are manipulated on the ground to constitute convenient truths. While the Naga people must ensure that the Naga armies operate in a just and accountable manner, it is up to the people of India to make the Indian army accountable for arms used with impunity. Where the Wild Things Are: the Indian Ocean islands of Seychelles are home to some of the world’s largest bats. Tim Ecott eavesdrops on their shrieks and chatter

M

y house was on the slopes of Bel Air—not the one in Los Angeles. The fruit bats always came to sup on the mangoes outside the bedroom window. It was like listening in on a large and boisterous cocktail party as they shrieked and chattered and scolded one another while fighting for access to the ripest fruit. They would stay for hours, shuffling along the branches, making their high-pitched squeals and cackling hysterically, or so it seemed to a human ear. Along with smaller, more cryptic—harder to spot—sheathtailed bats, the fruit bats are Seychelles’ only endemic land mammals. With a wing span of a metre and a body the size of a small dog they are some of the largest bats on Earth. On these islands, they roost just below the ridges of the granite mountain slopes, sheltered from prevailing winds, but high enough to catch the rising thermals of late afternoon. The hour before sunset is the best time to see them cruising above the dense tropical tree canopy, sometimes flying several miles from one island to another. Pteropus seychellensis are old-world megabats, commonly known as flying foxes. Their fur is golden-brown or russet and their large brown eyes make them appear friendly and curious up close. They have the endearing habit of shuffling, upside down of course, along a branch to snuggle up to one another during their daytime roost, and if you get too close they will often wrap each other in the dark stretchy wing skin of their upper arms. No one is quite sure how many giant fruit bats remain in Seychelles, although on the main island of Mahé their habitat has been reduced by increased pressure from house building on the mountain slopes. The most recent studies suggest a population of around 10,000 bats on the half-dozen or so largest islands, with a particularly big colony on Silhouette. Twelve miles from Mahé, this prettiest of isles rises to 2,500 feet and covers around 5,000 acres. Inaccessible slopes and a tiny human population concentrated on one small stretch of coastline leave the bats free to exploit the mountain slopes with their dense stands of Albizia, Indian almond and breadfruit. You don’t have to look very hard to see the fruit bats. They will fly along the beach at dusk, and even venture out in the middle of the day if conditions are right. Unlike smaller species, the megabats do not rely on echolocation to navigate, using their eyes instead. Recently, on North Island, I stood under an Indian almond tree like the one pictured here to study a colony of more than 100 bats just a few yards from my hotel. They were impervious to my presence. Happily, the local habit of making bat curry seems to be dying out. To me they are as emblematic of Seychelles as those other natives, the giant tortoises and the world’s largest plant seed, the mysterious coco de mer. War Crimes & Rwandan Realities

en. Emmanuel Karenzi Karake, the head of the Rwandan intelligence services who is now free on bail in London pending an extradition hearing in October, is an exemplar of the tightly knit group of diaspora Tutsis that ousted Rwanda’s Hutu-dominated government and rose to power during the 1994 genocide. Once a victim of human rights abuses, he now stands accused as a perpetrator. He is also a hostage — not of any justice system, but of an increasingly lone and erratic dictator, President Paul Kagame, who uses and abuses his inner circle as he grows more desperate to stay in power. General Karake was arrested on June 20 at Heathrow airport on charges brought by a Spanish investigative judge, who accuses him of crimes against humanity and war crimes committed between 1990 and 2002 in Rwanda and the Democratic Republic of Congo. In particular, he is suspected of ordering the killing, in 1997, of three Spanish nationals working for the relief organization Medicos del mundo. The fact that General Karake was arrested in Britain, a country he has visited with impunity for years, and hitherto one of post-genocide Rwanda’s staunchest allies, suggests that Mr. Kagame himself is no longer beyond the reach of international justice. It also shows that the fate of the two men, so close for many years, is inextricably linked. General Karake has nothing to gain from a break with Mr. Kagame, beyond a stiff sentence from a foreign tribunal. But the reverse is equally true. Both men can only be free and powerful in Rwanda. The arrest was only the latest twist in the wandering life of Mr. Kagame’s spy chief. Both men were raised in Uganda, where their parents sought refuge after a revolution in 1959 led to the creation of a Rwandan “Hutu Republic.” The young Mr. Karake earned degrees in business and international studies from universities in Uganda and Kenya, and an M.B.A. from the University of London before joining the Rwandan Patriotic Front, fighting to reclaim power in Kigali. The civil war, started in 1990 by the RPF, culminated in the massacre by Hutu extremists in 1994 of an estimated 800,000 civilians — mainly Tutsis but also Hutus who opposed the killing. After the rebels took Kigali, Mr. Karake became a member of Mr. Kagame’s inner circle — mostly English-speaking Tutsi returnees from Uganda — that now rules Rwanda. But even as the new government won the favor of a Western leadership riddled with guilt for failing to halt the genocide, Mr. Kagame and his men orchestrated revenge killings. During the second half of 1994, at least 40,000 Hutus were killed inside Rwanda. Between October 1996 and May 1997, another 200,000 perished as they fled across Zaire, now the Democratic Republic of the Congo. Many died of hunger or disease or at the hands of RPF fighters and their Congolese rebel allies, whom a U.N. investigation accuses of crimes against humanity and possibly “acts of genocide.” In 2007, General Karake was appointed deputy commander of the African Union peacekeeping force in the Sudanese province of Darfur. Though he was promoted deputy commander of the larger U.N. mission in Darfur in January 2008, the United Nations was embarrassed by allegations by Human Rights Watch that forces under his command had massacred Congolese civilians in the battle for Kisangani in 2000. Nevertheless, the U.N. extended the general’s tenure beyond its expiry in October 2008 after Mr. Kagame threatened to pull the Rwandan contingent out of Darfur. Both the United States and Britain, which have praised Mr. Kagame for his efforts to lift Rwanda out of atavistic poverty, also exerted pressure on the United Nations. Since then, in the face of an increasingly vindictive and megalomaniac leader, the phalanx controlling Rwanda has broken up. Many of Mr. Kagame’s closest supporters have opposed the president’s iron-fisted methods on the grounds that they jeop-

leading children’s charity tells us that child trafficking is child abuse. The largest online encyclopaedia goes so far as to describe it as the sale of children. Neither of these definitions, of course, is accurate. Nevertheless, they are representative of the discourse surrounding the movement of young people in the company of adults who are not their parents. The actual, legal definition of trafficking is that which is laid out in the Palermo Protocol, formally known as the United Nation's (2000) Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children supplementing the United Nations Convention against Transnational Organized Crime. According to this protocol, the distinction between smuggling and trafficking is that the former refers to the movement of individuals where the individual has consented, while trafficking involves threat or the use of force or other forms of coercion. However, article three of the protocol makes it explicit that in the case of those under the age of 18, consent is irrelevant if their movement is considered to be for the purposes of exploitation. Beyond the obviously questionable implication that those under the age of 18 are incapable of exercising meaningful choice, this definition entails a host of other problems. What constitutes exploitation is not clear beyond prostitution and other forms of sexual exploitation; forced labour or services; slavery or practices similar to slavery; servitude; and the removal of organs. Nor indeed is it clear how one is to establish intent to exploit. At its heart are certain assumptions regarding how young people should be spending

ardize not only their own future but the future of the minority Rwandan community. Rebuked and punished by Mr. Kagame, several of his former associates have fled into exile. Some have been assassinated, including one of General Karake’s predecessors, Col. Patrick Karegeya, who was murdered in a Johannesburg hotel room on Jan. 1, 2014. General Karake fell from grace in April 2010 when he was arrested for “immoral conduct.” Like many colleagues, he was cashiered and detained, but eventually rehabilitated after he was made to understand that his destiny is entangled with that of his boss. Mr. Kagame can’t leave office without risking arraignment by the International Criminal Court, a threat from which even a trusted successor could not shield him — and Mr. Kagame no longer trusts anyone. Ignoring constitutional limits, he is orchestrating a “popular” movement to seek another term in 2017. Another election “victory” lies ahead, unless justice catches up with him. Thus the president is defending General Karake as if he himself were being forced to remain in London. He has denounced his spy chief’s arrest as a continuation of “colonialism” and accused the British of “arrogance and contempt” for complying with what is in fact a legal obligation. Mr. Kagame has also called on his foreign allies for support. Cherie Booth, former Prime Minister Tony Blair’s wife, leads the Karake defense team.

Two of the Rwandan leader’s most steadfast supporters have been Mr. Blair and Bill Clinton, who has said that one of his greatest regrets as president was not intervening to stop the genocide in 1994. The post-genocide regime in Rwanda has many friends around the world for understandable — and in most cases, honorable — reasons. Horrified as we were by the bloodbath in 1994, and ashamed by our inability to prevent or stop it, who would want to believe that the good face Mr. Kagame has put on Rwanda — creating an image as a prospering and healing nation — is in fact a lie? Today, opposition voices in Rwanda have been completely silenced. Yet, it is precisely the outside world’s need for a soothing moral tale — for a Manichean narrative to believe in — that betrays the reality in post-genocide Rwanda and renders us complicit, yet again, in more bloodshed. In a place where the absence of democracy and gross violations of human rights have already led to the ultimate collective crime, we simply cannot afford to continue to avert our gaze from Mr. Kagame’s violent and arbitrary rule. General Karake’s case is a searing reminder of the need to hold Mr. Kagame accountable. He too belongs in the dock, standing trial before the International Criminal Court in the Hague. Stephen W. The independent movement of children is inevitably rendered as ‘trafficking’ due to core assumptions regarding what constitutes a proper childhood. Any deviation from these norms is assumed to be suspect their time and with whom; that properly loved children belong in the nonproductive world of home or school. Any deviation from these assumptions, therefore, can only be the outcome of some pathological situations such as conflict, neglect or poverty and inevitably result in vulnerability to exploitation, harmful situations and/or abuse. The case of Mali A detailed and sensitive study of children’s migration for work from Mali to Côte d’Ivoire demonstrates how weaknesses in the conceptualisation and application of trafficking frameworks result from the open question of whether or not an intermediary was involved in any given migration scenario. At the same time, it demonstrates the near necessity of intermediaries to facilitate the safe passage of young people and the near ubiquity of intermediaries in the social and economic activities that attract young workers. In their conclusions, the authors found that by criminalising routine cultural prac-

tices and service provision from benign intermediaries, young people are frequently forced into the hands of potentially unscrupulous intermediaries. As a result, the migrations of young people became more clandestine and potentially more dangerous. The research in Mali found that few of the young people surveyed had been betrayed by an intermediary or tricked into work. This is not to say that harmful or abusive forms of work for children do not exist, only that they are the extreme minority of cases. This reality, however, has not substantially impacted the popularity of international efforts to combat ‘slave-like working conditions’ and ‘trafficking’. They remain a lucrative source of development funds for national governments, and thus in some ways create a perverse need to ‘find’ exploited children that can then be ‘rescued’. Follow this path to its logical end, and you reach the conclusion that any young person moving for work is trafficked. It also leads to the failure to address the very real needs of other child migrants.

The case of Ghana My own research with young people from the upper east region of Ghana found that the children leaving their home communities independently of their families did so for a variety of reasons, not least among them was the need to earn an income. Many desired to learn a trade, experience new places, live with relatives, or simply do what their friends were also doing. Their experiences of migration ranged from pretty good to pretty grim. Most, however, were positive about their experiences, even when their pay was derisory and their living and working conditions were inadequate. Their responses are perhaps unsurprising. Most come from contexts of poverty and hardship, born into communities that lack income and training opportunities. Nevertheless, these communities value hard work and view productive labour as a central aspect of childhood. Migration is not a single process. Many of its positive or negative effects do not arise from movement itself but depend instead on a wide range of factors relating to the reasons for migration, the circumstances of the destination, the nature of the work found there, and the migrant’s relationship with their employer. A narrow focus on trafficking, the subsequent spotlight on intermediaries, and the dismissal of young people’s own choices have resulted in measures that increase the vulnerability of children regardless of their stated aims. A thorough and comprehensive understanding of young people’s movement is not possible without taking into account their economic, social and cultural contexts, and what the children themselves think about their movement and the role they play in it.

S we glide under a bridge on the city canal tour, our guide announces that we have entered a quiet zone. “This is a residential area,” she says, nodding toward balconies where Danes are enjoying coffee — or maybe wine. “I’ll resume talking in five minutes.” Denmark is one of the world’s top destinations for conferences and a mainstay of trans-Atlantic cruise ships. Attracted by noir detective series and fashionable cuisine, nine million tourists last year visited this city, a record for Denmark, which has fewer than six million people. The “quiet zones” are emblematic of the Danish philosophy toward tourists: They should blend in with the Danish way of life, not the other way around. The Danes have prohibited foreigners from buying vacation cottages on their seacoasts; devised their famous bicycle-friendly transportation system to include tourists; and strictly limited bars and restaurants from taking over Copenhagen. The question, says Henrik Thierlein, a spokesman for the city’s tourism office, is: “How do you take advantage of the growth in tourism and not be taken over by mass tourism?” Outraged by tourists’ boorish and disrespectful behavior, and responding to the complaints of their constituents, local officials around the world have begun to crack down on tourism, and the tourism industry, even in the face of opposition from their national governments, which want the tax revenue from tourists. Barcelona, a city of 1.6 million that receives over seven million people a year, represents the turn toward regulation. Taxis and tour buses have taken over entire neighborhoods, while souvenir shops and bars have displaced pharmacies and greengrocers. The city’s mayor, Ada Colau, 41, who was elected in May, announced a one-year ban on new tourist accommodation citing the swarms of students who have all but taken over the Ciutat Vella, or Old City, of Barcelona. Last August, hundreds of residents erupted in spontaneous protest after images of three Italian tourists wandering naked in the neighborhood of La Barceloneta were circulated online. Her greatest worry, Ms. Colau says, is Barcelona’s turning into Venice. In Asia, alarm has centered on Chinese tourists; there are more of them than from any other nation. China began loosening severe travel restrictions only about 25 years ago, and the rapid rise of the middle class has sent curious — but often naïve, rude or even destructive — visitors throughout Southeast Asia. In Thailand a Chinese tourist was recently caught on video ringing and kicking sacred bells at a Buddhist temple as if he was in a game arcade. There have been reports of Chinese tourists littering beaches and even defecating in public. One tourist even opened the door of an airplane, as it prepared for takeoff, reportedly to get fresh air. The Chinese government responded by promising to set up a tourist black list to ban notorious known offenders from traveling overseas for up to two years. Of course, the Chinese aren’t the only culprits. In Cambodia, half a dozen foreigners, including three Frenchmen and two American sisters, were deported in February for posing nude in the temples at Angkor. further — it has restricted the number of tourism visas, curbed hotel construction and imposed a high tariff on tourism, all part of a strategy of “low-volume and high-value tourism.” Battles like these have even reached the tourismfriendly United States. A decade after Hurricane Katrina ravaged New Orleans, city officials have eyed tourism as the best path for a revival. But homeowners in the French Quarter complain that the city fails to properly enforce zoning and noise regulations, inviting the party crowd into their streets. Last year, residents of Charleston unsuccessfully sued to block the South Carolina ports authority from opening up the port to more and larger cruise ships. Tensions are bound to get worse. Notwithstanding worry about carbon emissions, more of the world’s peoples are crossing borders for leisure than ever before. Now tourism accounts for one in 11 jobs worldwide. In 2012 the global tourism industry counted a record one billion trips abroad, and many more tourists travel within their home countries. Travel contributes $7.6 trillion to the global economy, nearly half the entire economic output of the United States. One reason tourism is hard to regulate is its positive associations, not only with pastime and leisure but also with cultural prestige. People are proud of the vistas, landmarks and monuments that their homelands are best known for. So efforts to regulate tourism aren’t always popular. France is an exception, which is remarkable given that it is also the most-visited country in the world. In the 1950s, with American aid from the Marshall Plan, the French government used tourism to help rebuild the country. They discovered that tourism, when done properly, could underwrite the protection and nurturing of France’s culture, landscape and way of life. In practical terms, that means tourism is promoted and subsidized, but also regulated, at all levels of government, in all matters of policy. Tourism is considered, for example, in plans for preserving and protecting the countryside, the vineyards, forests, small villages and small farms, the coastline, the bicycling routes and the ski slopes.

(France is the world’s top skiing destination.) French officials debate whether Bordeaux needs another five-star hotel; which ski resort in the French Alps needs another lift; whether Provence needs more vacation rental homes. The rules are enforced with impartiality. The special favors and corruption that mar tourism in other countries are mostly absent in France. Patrimony and tourism feed each other. France invented the first Ministry of Culture and then spread festivals around the country to send visitors far from Paris: music in Aix-en-Provence, film and advertising in Cannes; photography in Perpignan and dance in Montpelier. Bordeaux undertook a mammoth 15year restoration of its 18th-century historic center — a project as complicated as Boston’s Big Dig — with tourism in mind, as Alain Juppé, the mayor (and a former prime minister of France), told me. Like Copenhagen, Paris uses noise and zoning laws to keep tourism from getting out of control. And it handles the flow of tourists with the seriousness of a military operation. The Eiffel Tower, with seven million visitors each year, is the world’s most heavily visited paid attraction. Tickets are limited and timed to the half-hour. Visitors move up and down under the watch of discreet guards. The gardens surrounding the tower are kept manicured by a full-time crew of 38 workers. Loitering is forbidden; street vendors are strictly regulated. Similar restrictions apply for other tourist spots, like the gardens of Claude Monet in nearby Giverny. Paris is, first of all, for Parisians. That was illustrated last month in a rare standoff between tourists and locals. For several years, tourists had disfigured the Pont des Arts by hanging padlocks on the pedestrian span as a sign of love. Parisians despised these “love locks.” After several compromises failed, the city government removed them. The United Nations World Tourism Organization projects that by 2030, global tourism will reach 1.8 billion trips a year. It is now so big that it will inevitably be part of conversations about climate change, pollution and migration. Without serious government attention, many beloved places will be at risk of being trammeled and damaged — what those in the tourism industry call being loved to death.

A politics of hope and not hate P rahila Gupta

ragna Patel has won the inaugural Bob Hepple Equality Award, announced last week. In 1982 Praga almost single-handedly revived the semi-defunct Southall Black Sisters (SBS), a campaigning and advocacy group for BAME women. Pragna was recognised for her ‘outstanding achievement’ and was joint winner with Mauro Cabral, CoDirector of Global Action for Trans Equality. With typical modesty, Pragna attributed the success of SBS to all the women who have been involved in its work. Apart from Pragna’s sheer hard work, long hours, dedication and commitment to the cause, in which she was ably supported by the two stalwarts, Hannana Siddiqui and Meena Patel, it was her political nous and innovative thinking that has kept SBS at the forefront of black women’s struggles in Britain. Pragna arrived in Britain from Kenya at the age of five, with her mother and younger sisters in 1965, to join her penniless father who had hitchhiked his way to London a year earlier. Looking back, the moment when Pragna’s feminist politics were awakened was at 17 when she was nearly forced into a marriage, an incident which Pragna describes with equal amounts of humour and pathos. She was taken to a village in Gujarat, India on ‘holiday’ by her mother and introduced to a boy with whom she was left alone in a room for 15 minutes while the rest of her aunts gathered in another room. She remembers sitting on a stool, weeping copiously as she is harangued by a group of women for saying no ‘without any good reason’, bringing shame on the family, setting a bad example to her four younger sisters and undoing all the hard work that her mother had put in to bringing them up alongside her long hours of factory work. Although Pragna was not particularly religious, in her naivety, she thought the local church would come to her rescue. She locates the priest, ‘a rotund, roly-poly’ man, taking his afternoon nap in the church courtyard – a perfect image of apathy. Annoyed by a young woman disturbing his sleep with complaints about being married off, the natural destiny of all women, he tells her ‘not to worry. Leave it up to God, my child’. She returns to England, engaged. After a year of ‘civil disobedience’ during which she often finds herself clutching Portrait of an Artist as Young Man to her chest, sobbing and repeating the refrain of its hero,

Stephen Daedulus, ‘I will not submit’, her mother caves in, exhausted. And that is one of the key lessons Pragna brings to her work and success in later life: bloody mindedness or, more politely, persistence. It was sheer persistence, in fact 20 years of it, which led to eventual concessions to the One Year Rule immigration rule and No Recourse to Public Funds which trapped non-British women in violent marriages. For Pragna, this campaign is her personal favourite of them all. And there were many: the first march against domestic violence in Southall when Krishna Sharma was driven to suicide by a violent husband and in-laws; the Kiranjit Ahluwalia campaign which brought SBS to national attention and led to a change in the interpretation of provocation so that it became more accessible to women who killed their abusive partners; the Zoora Shah campaign; the introduction of the Forced Marriage (Civil Protection) Act 2007; the precedent setting challenge to Ealing Council’s attempt to withdraw funding from specialist services like SBS on the grounds of equality and cohesion; and the more recent victories against the UUK’s guidance on segregation of university students and the Law Society’s withdrawal of guidance on drawing up discriminatory sharia-compliant wills, to name only some of the bigger campaigns. Highlighting the specific problems for migrant women with insecure immigration status facing domestic violence was an early example of SBS’s intersectional approach to its campaigns – before there was even a word to describe it. It is the impossibility of wringing any concessions in immigration rules in a hostile anti-immigration climate that makes even these small victories such a major achievement for Pragna, “When you’re prepared to let people die crossing the sea then there is something morally wrong at the heart of Europe. How do you climb this mountain? The very tools we have - legal aid – are being taken away. If legal aid goes, we might as well shut up shop.” The Destitution Domestic Violence Concession (DDV) has had a positive impact on the lives of thousands of women even though the government has tried to counterbalance it with harsh family rules which include the introduction of a five year probationary period for marriages to non-British spouses, a huge increase on the original one year rule. The law has been an important arena for SBS where many of their battles have been waged although the importance of a wider mobilisation has

been central to SBS campaign strategies. Buoyed by the success of the Ahluwalia case, believing it was time for a change and wanting to get more educational qualifications, Pragna left SBS in 1992 to study law. But ‘by end of my training, the writing was already on the wall regarding the end of legal aid especially in immigration. And that was one area I flourished in – it was adversarial between the state and the victim where the state was the clear enemy; family law had more grey areas and I was also uncomfortable with having to represent men.’ Her growing awareness of the law’s blind spots on gender, race and class also brought her back to SBS. I asked if the rights culture had been detrimental to feminist politics: for example ‘the right to a family life’ which provides the individual with some grounds to fight immigration law has also been used by men wanting access to children in whom they had shown no interest previously. While everything can be open to abuse and Fathers for Justice may have benefitted, the important thing was to analyse the abuse and propose refinements to the law. Pragna felt that the Human Rights Act, which is now under threat, has been ‘hugely important for women’. Feminist struggles have contributed to the evolution of human rights (HR) – domestic violence is now seen as gender discrimination and no longer considered a private act but something in which the state has a responsibility to intervene and protect women. “What’s the alternative? We haven’t been able to come up with one. HR discourse is the only language we have left, socialism has been discredited whether we like it or not. We used the framework of HR to counter the detrimental impact of multiculturalism because it fundamentally violated women’s rights.’ The Bob Hepple award was given for progressing the cause of equality. Was that how Pragna saw her life’s work or was there more to it? ‘Equality is a critical part of it. I aspire to socialism, not the socialisms that have existed around the world but one infused with humanity, decency, justice, empathy and compassion. At the heart of it, is the idea that human beings are to be intrinsically valued, that we can all co-exist through mutual respect and rights. A politics of hope and not hate: if we have hope, we can dream about the possibilities. One of Mahatma Gandhi’s quotes that has really stayed with me is “I want the winds of all cultures to blow freely about my house”. I like the image of a house with open windows.’

ome politicians in India project themselves as champions of the poor by blindly opposing big corporations. For example, the West Bengal Chief Minister Mamata Banerjee did exactly just that when she opposed the industrialist Ratan Tata from acquiring some farmland to set up the proposed Nana Motor factory at Singur in 2008. By raising her rhetoric against Tata, Mamata caused herself to be seen as a protector of the poor and was able to easily win an unprecedented mandate in her state. In the meantime, Tata was forced to abandon his project in West Bengal and had to shift his company’s operation to Gujarat. In the middle of all this, the common people of Bengal ended up being the real losers because thousands of potential jobs were lost and tax revenue that could have been added to the local economy was gone as well. Just last February, the Congress Party quickly reacted to Arun Jaitley’s presentation of the Union Budget 2015 as “anti-poor and pro-corporate.” More recently, Rahul Gandhi, while referring to the introduction of the controversial land bill, described the Narendra Modi-led government at the Centre as anti-poor.As expected,the BJP leaders issued their response to these charges and claimed that they were not pro-corporate. The question, then, is this: Is being anti-corporate a good thing for a nation’s economic growth or even helpful for the poor in the long run? It is unfortunate to see many political leaders in India taking an either/or position in regards to viewing big corporations and the welfare of the poor. They seemto assumethat all big corporations are bad for the poor. While acting as if they can provide hope for the poor, they often kill the job opportunities many big private firms can create for the common people. Our Naga politicians are different in a sense: they don’t have to raise their voice against big corporations, maybe simply because we don’t have any big business firms in Nagaland. But as for mere talk about fighting for the poor, our society is certainly not short of such leaders either. As pointed out in another article of mine, the Naga people would do well to have at least a few big private business firms in Nagaland. We can make this a reality if every one of us could extend our support to those individuals amongst us, who may already possess business acumen and personal integrity, so that they can grow their businesses unfettered by unnecessary governmental regulations or imposition of business taxes. Yes, when they succeed and prosper, we too could reap certain benefits in some form or another. As a people, our Nagas see most natural resources as common properties and practice a culture that values social works or cooperative endeavors. This social system of ours could be easily expanded and extended to include undertaking common business ventures. To experiment this idea, I have been encouraging certain communities in Eastern Nagaland for the past two years to take up a Goat-Rearing Project for income generation and employment creation. If they are unable to do so on their own, I told them that we could try to get the help of outside investors to pay for and/or assume responsibilities such as: construction of sheds, training on rearing goats, purchase of does and bucks for breeding, delivery of veterinary services, and so forth. As for the villagers, their responsibility would be to grow the goats and sell them to the investors at wholesale prices, say, Rs.4000 per goat (16 kg/per head). If, for instance, each village can supply 50 fully grown goats per month, that will generate an earning of Rs.2 lakhs each month. Of course, this is just one example. There are certainly many other business possibilities you too can possibly come up with. But our point here is this: various communities in Nagaland can easily put their resources and efforts together to launch many income-generating projects or even start some big business corporations that are funded and managed through public trading---that is, by expanding business ownership through the sale of stocks. Now, let’s talk about the importance of having many small businesses. In a place like Nagaland, small businesses can possibly do better and be more profitable than big corporations. This is possible because of the Internet, cell phones, and the whole host of technology we have available today. As such, small businesses can sometimes cut labor costs but produce more goods or services than many older and larger companies, which tend to become overly bureaucratic and cumbersome. The economic engine of the United States of America is really the small businesses. Approximately 80 percent of new job creation comes through small businesses. Because of all the positive things generated by small businesses, many American politicians would do everything in their power, using all the leverage the government can provide---often through the use of tax credits---to encourage the formation of small businesses. Similarly, our Naga politicians should help our “little guys” to start businesses that can grow and thrive by providing economic incentives instead of creating more regulatory hurdles and/or tax burdens for them. When this happens, many of our young people will even venture out into the underdeveloped areas of our homeland, set up businesses, and work hard to prosper, thereby bringing dignity of labor and a productive work ethic to their communities. Indeed, the government must help such endeavors so that people will move away from government dependency and be empowered to solve a lot of their own socio-economic problems. If we really want to be economically better off, we need to ask ourselves some hard questions: How long will we continue to depend on government handouts or go on looking for some scapegoat to take the blame for all our economic miseries? Should we continue to indulge ourselves in a pity-party, victimized, woe-is-me mindset, which leads us nowhere except into more pain? When will we have the resolve and courage to create our own businesses to support ourselves and our families? Will we, out of our greed, decide to continue benefiting ourselves individually at the expense of our society? To do so would be counterproductive, short-term thinking in which pride, ego, and greed would create disastrous results. So, will we as a society face up to the problems? No one created these problems for us; we created them ourselves. Anyway, it’s never too late to correct our mistakes and get on the right path again. With proper guidance and a good dose of dedication on the part of each one of us, I believe, we can grow both our social system and the economy, which will benefit everyone in the long run. The challenge is ours!

BJP-Cong in all-out war, parliament in stalemate

New Delhi, July 22 (iANS): The BJP and the Congress were on Wednesday locked in an all-out war over tit-for-tat corruption charges as continuing uproar over the demand for the resignations of External Affairs Minister Sushma Swaraj and the Madhya Pradesh and Rajasthan chief ministers again crippled parliament. Both the Lok Sabha and the Rajya Sabha witnessed turmoil for the second day as the Congress and other opposition parties joined hands to target the government, which hit back aggressively -- both in parliament and outside. The government flatly ruled out the resignations of Sushma Swaraj, who has been linked to former IPL chief Lalit Modi, and Rajasthan Chief Minister Vasundhara Raje -- also for her links with Lalit Modi -- and her Madhya Pradesh counterpart Shivraj Singh Chouhan, who is facing the heat in the Vyapam recruitment scandal. As the impasse in parliament raged, the Bharatiya Janata Party opened a new front outside, accusing Uttarakhand Chief Minister and Congress leader Harish Rawat and a close aide of corruption vis-a-vis liquor barons -- and demanded Rawat's resignation. Rawat denied the charges but the Congress said an FIR has been registered, the aide asked to go, and a time-bound inquiry would follow. Later, the BJP raised the issue of a chargesheet filed against former Arunachal Pradesh chief minister P.K. Thungon of the Congress over a 1998 corruption case.

There was ruckus in both houses of parliament all through Wednesday. In the Lok Sabha, opposition members raised slogans against the Narendra Modi government. Congress leaders Mallikarjun Kharge and M. Veerappa Moily sought to move an adjournment motion on Lalit Modi, which Speaker Sumitra Mahajan rejected. Congress leader Ghulam Nabi Azad said his party wanted "action", not just a discussion. The opposition

Sushma Swaraj set the tone for the government's aggressive pitch in the morning when she tweeted that a Congress leader had pressed her to give a diplomatic passport to a Congress leader Santosh Bagrodia, a former central minister. Challenging the BJP that state issues cannot be discussed in parliament, Bahujan Samaj Party leader Mayawati told the Rajya Sabha that Vyapam was a national issue. Janata Dal-United leader Sharad Yadav said he and BJP leader L.K. Advani had quit

following hawala charges, suggesting that Sushma Swaraj must follow suit. CPI-M leader Sitaram Yechury said there can't be a debate without the ministers concerned resigning. Rajya Sabha leader and Finance Minister Arun Jaitley accused the opposition of not wanting a debate and only being interested in making noise. He said the whole country wanted to hear Sushma Swaraj in parliament. "Pomposity without fact is not acceptable... I dare you to start a discussion. You don't have any facts, so you want to make noise," he said.

New Delhi, July 22 (AGeNCieS): As the monsoon session of Parliament got off to a tumultuous start, with the Congress stalling the Rajya Sabha, there were signs of discomfort within the party over its “disruption strategy”. At a meeting of Congress Lok Sabha MPs, chaired by party president Sonia Gandhi and attended by vice-president Rahul Gandhi, party leader Shashi Tharoor is learnt to have expressed his disapproval over the “stalling tactics”. Outside, too, Congress MP in Rajya Sabha M S Gill told The Indian Express that there are several pressing issues that need to be discussed. “I would like to see Parliament work. The country has many serious problems. The 130 crore people of the country have many grave problems. So, we need to discuss and decide something for them and solve their problems,” he said. Sonia and Rahul met Congress Lok Sabha MPs at the Congress Parliamentary Party office soon after the House was adjourned. Sources said Sonia asked the MPs to be aggressive and present in full strength in the House, and also signalled that the party should not cede any ground this week. According to sources, Tharoor said the disruption tactics — a repeat of what the BJP did when it was in the opposition — may not be effective. He gave three reasons for this, sources said. First, the strength of the Congress is just 44, while the BJP had 110-plus members when it was in the opposition during the last Lok Sabha. Second, it is not clear whether

the rest of the opposition will join the Congress, and it remains to be seen if the government can get them on its side. Third, Tharoor is learnt to have argued that the government will, in all likelihood, brazen out the opposition attack. Tharoor, sources said, argued that the Congress should instead engage in discussion on all issues — be it Vyapam or the Lalit Modi episode — and use facts and figures to drive home its point. This will be heard by the media and the nation, he is learnt to have said. Sources said Rahul agreed that facts should be presented to the people, and pointed out that even in Rajasthan, where he went last week, people were not fully aware of the Lalit Modi issue. However, sources said, Rahul was not against the “disruption tactics”, and the general view at the meeting was that such tactics should be employed — at least this week. There will be a review of the strategy next week. Sources said many MPs shared Tharoor’s views and felt they should not blindly follow what the BJP did during the UPA tenure. On Wednesday, the Congress is expected to raise the Vyapam issue in the Lok Sabha. Accordingly, party leaders from Madhya Pradesh, Kamal Nath and Jyotiraditya Scindia have given adjournment notices. Before the House meets, Congress MPs wearing black bands would stage a protest in front of the Mahatma Gandhi statue. Sources said both Sonia and Rahul would lead the protest. They would repeat the same protest on Thursday over the Lalit Modi issue.

Black money: Sebi busts billion-dollar IS Flag row: Curfew re-imposed in Rajouri ‘tax-evasion shops’ in stock market MuMBAi, July 22 (PTi): Suspecting tax evasion of at least Rs 5,000 to Rs 6,000 crore, regulator Sebi has clamped down on a large number of organized syndicates who had set up "shops" to convert black money into legitimate-looking funds through the stock market platform. While more than 900 entities have been banned from capital markets by the Securities and Exchange Board of India (Sebi), it has also referred these cases to the income tax department for further investigations. "We have banned more than 900 entities and my guess is that the tax avoidance that has happened in these cases is more than Rs 5000 to Rs 6,000 crore," Sebi chairman UK Sinha said. "We have given all the details to the CBDT (Central Board of Direct Taxes) and we have told them that they should probe them," Sinha told PTI in an interview here. Talking about the menace of money laundering and other marketrelated manipulations, Sinha said the regulator is trying to curb such cases one by one very successfully. "As far as markets are concerned, one by one we are trying to curb the manipulation very successfully — be it IPO markets, GDR markets or secondary markets. But I must also say that this is an ongoing battle and I cannot say that we have controlled

every thing," he said. Giving a "complete picture" on this menace, the Sebi chief said, "In any country or in any market, there are always people who are trying to find loopholes and take advantage. "These are the people who have criminal intent. They are not here to help in the growth of the country. They work with a desire to corner money with criminal intentions." Giving example of the IPO market, Sinha said Sebi found "some people had virtually set up shops" there. "If you want to raise Rs 200 crore, come to me, I will provide you the buyers, I will provide you the platform and I will provide you with a mechanism on how to go for the listing. They were manipulating the market after listing," Sinha said, while adding that Sebi was able to crack this. Sinha further said similar activities were taking place in the GDR market also, where Sebi passed some orders which have now been upheld by the Supreme Court as well. "So, segment wise, we have been able to control it — first in IPO market and then in the GDR market. Now let us come to the secondary market. 'Ban Indian doctors from wearing white coats' BeNGAluru, July 22 (iANS): Banning Indian doctors and medical students from wearing long-sleeved white coats could reduce the spread of infections in hospitals, says a new study. "Long sleeved coats spread infection and lead to avoidable harm and cost to patients," said Edmond Fernandes, a postgraduate at Yenepoya Medical College in Bengaluru. "Every hospital should have a committee to check and respond to hospital acquired infections," he added. "But an easy win would be for India's ministry of health to ban doctors and medical students from wearing white coats, to reduce the harm and cost that results from hospital acquired infections," Fernandes said in the study published in the journal The BMJ. "Although long sleeved white coats have traditionally been worn by doctors since the 19th century, we now know that white coats harbour potential contaminants and contribute considerably to the burden of disease acquired in hospital by spreading infection," Fernandes added. He said that in India, changing areas in hospitals are rare because of space constraints, so white coats are commonly worn by students coming from college and outside the hospital. They are also often left on chairs, tables, and in corridors. He added that in many cities in India some junior doctors are also now seen wearing white coats in shopping malls and cinemas too, and then they enter sterile zones in the hospital in the same attire. "Given India's tropical climate, common sense indicates that we should discourage wearing white coats that are washed perhaps only every few weeks," Fernandes said.

"But they were doing it through our stock market mechanism. SriNAGAr, July 22 (PTi): Curfew which was relaxed for two hours in Rajouri town today was again reimposed for the second consecutive day. Authorities had relaxed the curfew for two hours today after which it was imposed once again to foil any untoward incident as the situation continues to be tense but under control, the police said. She said she had to urinate in a plastic bag. Karla Jacinto, a 22-yearold mother of two, told how she was forced into prostitution at the age of 12, servicing more than 30 men a day for the next four years until she was rescued. “I didn’t think I was worth anything. I thought I was just an object that was used and thrown away,” she told the hushed audience hall. Mayor William Bell of Birmingham, Alabama,

also offered a personal story that brought home the reality of slavery. “At the time of my birth, I was born into a society in Birmingham, Alabama, that existed as a close cousin of slavery called segregation,” said Bell, who is African-American. “Segregation was designed to exploit individuals and groups based on race and race alone. It was for the economic purpose of cheap labor. It was to control society. It was to control human beings.” The conference’s final declaration calls modernday slavery a crime against humanity and commits signatories to developing resettlement and reintegration programs “that avoid involuntary repatriation of trafficked persons.” On climate, the conference’s final declaration calls for financial incentives to transition economies from using fossil fuels to low-carbon and renewable energies and to shift public financing away from the military to “urgent investments” in sustainable development, with wealthy countries helping poorer ones. Stomach, or gastric, cancer is the third most common cause of death from cancer worldwide, and people who are infected with the Helicobacter pylori bacterium are more likely to develop the disease. It can be eradicated with a simple short course of antibiotics, often used with another medicine that suppresses the production of gastric acid. “The findings of this systematic review add to the increasing evidence that eradicating H. pylori in the general population has the potential to prevent gastric cancer,” said study co-author Paul Moayyedi, professor of medicine at McMaster University in Canada. “International guidelines for the management of H. pylori infection may change as a result,” he said. For the study, the researchers analysed all published randomised controlled trials which compared at least one week of H. pylori therapy with placebo or no treatment, in otherwise healthy and asymptomatic H. pylori-positive adults. The review included only trials that followed participants for at least two years and that had at least two participants who developed gastric cancer. Six trials with a total of nearly 6,500 participants met the researchers’ criteria. The studies mainly used a combination of antibiotics with medicines from a class of drugs that suppress gastric acid production (called proton pump inhibitors). The researchers found that combining antibiotics with gastric acid suppressor therapy given for between one and two weeks prevented the development of gastric cancer compared with placebo or no treatment. The findings appeared in the journal Cochrane Library. “We feel our review provides sufficient evidence for countries with high gastric cancer rates to consider population H.pylori testing and treating,” Moayyedi said.

‘New fathers gain extra fat’ New YOrk, JulY 22 (IANS): While tracking the weight of over 10,000 men from adolescence to young adulthood, it has been found that men gain enough fat after they become fathers for the first time and it raises in them the risk of heart disease, diabetes and cancer, a study says. All those leftover pizza crusts they snatch from their kids’ plates add up, said researchers from Northwestern University’s Feinberg School of Medicine. A typical six-feet man who lives with his child gained an average of about two kilogram (kg) after becoming a first-time dad. In the same period, a six-feet man who does not live with his child gained about 1.5 kg, the results showed. That is a 2.6 percent rise in BMI (body mass index) for resident dads and a two percent rise in BMI for non-resident dads after controlling for other variables. By contrast, the average six-feet man who was not a father actually lost more than half-a-kg over the same time period. “Fatherhood can affect the health of young men. The more weight the fathers gain and the higher their BMI, the greater risk they have for developing heart disease as well as diabetes and cancer,” said lead author Craig Garfield, associate professor of medical social sciences at Northwestern University. The study controlled for other factors that could contribute to weight gain such as age, race, education, income, daily activity, screen time and marriage status. It is already known that marriage results in a weight gain for men. The fatherhood weight gain is in addition to the increase resulting from marriage. New fathers’ weight gain is due to changes in lifestyle and eating habits. “You have new responsibilities when you have your kids and may not have time to take care of yourself the way you once did in terms of exercise,” Garfield said. “Your family becomes the priority.”

YANGON, JulY 22 (AP): The Myanmar government and armed ethnic minority groups resumed critical talks on Wednesday to reach a nationwide ceasefire agreement that would end 6 decades of fighting before an upcoming general election that threatens to upend hardwon progress toward a deal. More than a dozen ethnic minority groups and government representatives have been in talks for more than 18 months and a key negotiator warned that failure to reach an accord could trigger a fresh round of fighting if the military takes action. The general election, which would usher in a new president, takes place in November. “If negotiations fail and the military believe that the nationwide ceasefire agreement cannot be signed under the present government, they will have no choice but to launch military operations,” said Hla Maung Shwe, of the Myanmar Peace Center. The center, funded by the European Union, was set up in 2012 to help with ceasefire negotiations and the ethnic peace process. The prospect of reaching

a deal as soon as possible, however, was uncertain. Key details were still up in the air Wednesday, including which ethnic groups will participate. Negotiations hit a snag in June when minorities attending a summit asked the government to allow three other groups still at odds with the government to participate in the ceasefire signing. When President Thein Sein assumed power in 2011, the armed groups operated in 55 townships across the country but that

number has grown to 110 townships in 2015, according to research conducted by the European-funded center. Some ethnic armed groups like the Ta’ang National Liberation Army have increased their strength, Hla Maung Shwe said, quoting from the center’s work. He and Aung Min, the vice chairman of the government’s Union Peace-making Working Committee, were taking part in the Wednesday talks. lONdON, JulY 22 (IANS): Information about the improbable evolutionary path that enabled Earth and not Venus to sustain life has been found, shows research. Venus is the most similar planet to Earth in terms of size, mass, density, gravity and composition in our solar system. While Earth has had a stable and habitable climate over geological time, Venus is in a climate catastrophe with a thick carbon dioxide atmosphere and very high surface temperatures. According to researchers, Earth’s first crust, which was rich in radioactive heat-producing elements such as uranium and potassium, was torn from the planet and lost to space when asteroids bombarded the planet early in its history. This phenomenon, known as impact erosion, helps explain a landmark discovery made over a decade ago about the Earth’s composition. “The early loss of these two elements ultimately determined the evolution of Earth’s plate tectonics, magnetic field and climate,” said the team from University of British Columbia (UBC) and University of California-Santa Barbara. “The events that define the early formation and bulk composition of Earth govern, in part, the subsequent tectonic, magnetic and climatic histories of our planet, all of which have to work together to create the Earth in which we live,” said Mark Jellinek, professor at UBC. It is these events that potentially differentiate Earth from other planets. On Earth, shifting tectonic plates cause regular overturning of Earth’s surface, which steadily cools the underlying mantle, maintains the planet’s strong magnetic field and stimulates volcanic activity. Erupting volcanoes release greenhouse gases from deep inside the planet and regular eruptions help to maintain the habitable climate that distinguishes Earth from all other rocky planets.

Worries grow about freelance Japanese journalist in Syria TOkYO, JulY 22 (AP): Worries are growing about the whereabouts of a freelance Japanese journalist, last heard from one month ago in war-torn Syria, where reporting assignments have become among the most precarious in the world. It is not known why Jumpei Yasuda, who has been reporting on the Middle East since 2002, has not been in contact. He may not have access to communications or if he has been taken captive. Yasuda was taken hostage in Iraq in 2004, with three other Japanese, but was freed after Islamic clerics negotiated his release. Kosuke Tsuneoka, another freelance reporter, said Wednesday that he received a message from Yasuda in Syria on June 23, but has not heard from him since. “It is not normal that

there has been no contact from him at all,” Tsuneoka said in a telephone interview, adding that no one should jump to conclusions about Yasuda’s fate. The Japanese Foreign Ministry said it was aware of the reports but has no confirmed information on Yasuda. Three Spanish freelance journalists, who entered Syria separately from Yasuda, Antonio Pampliega, Jose Manuel Lopez and Angel Sastre, were also reported missing this week by a Spanish journalism association. The four-year conflict in Syria has killed more than 220,000 people, and has been the scene of killings and kidnappings by Islamic State militants, including that earlier this year of freelance Japanese journalist Kenji Goto and Haruna Yukawa, who ran his own security company. Most media organi-

zations, including mainstream Japanese ones, have pulled out of Syria. The Japanese government warns against travel to Syria. It is not known how many foreign and local journalists remain held in Syria, although the number is likely in the dozens. he power of reasoning is one of the exclusive blessings that God Almighty bestowed upon mankind which distinguishes him from animals. However, many a times this rational ability is misappropriated for baser jaundiced intent and in the process we forfeit this distinction. So it is with the Hindu zealots, hell-bent on converting a diverse country like India into a Hindu theocratic Nation regardless of secularism being enshrined in the Constitution and in total contempt of other minority religions. An overwhelming presence of irrational bigots taking control of the Government system, as is exemplified today with BJP at the Centre having a clear majority in the Lok Sabha to abuse the fundamental rights of the minority, greatly endangers the sound health of Democracy. The front page coverage of Eastern Mirror on 19th July 2015 depicts a foreboding picture of a compliant Government under a stranglehold of RSS/VHP fanatics like Ashok Singhal standing shoulder to shoulder with External Affairs Minister Shushma Swaraj and senior BJP leader Murli Manohar Joshi declaring that "entire India will be a Hindu nation by 2020". Carefully note that this, to them, is not a threat but a natural process they are putting in place to ensure its fruitation. Yet another headline coverage by Nagaland Post on the same day (19th July 2015) that read "Smriti deliberates on new edn policy" sharing prior platform with the likes of RSS general secretary Krishna Gopal on 9th June 2015, stressing on "complete overhaul" of Indian Education and emphasising that "only assimilation of Hindu thoughts into country's education can provide perfection of means and finish confusion of ends". The very fact that Central Cabinet Ministers share podium with bigots who proclaim such anti-constitutional prejudices is a clear indication of endorsement of the same by present Government at the Centre and a clear sign of things to come. The fact of starting a thought process of wanting to eliminate 'secularism' from the constitution or abrogating Article 371 pertaining to Kashmir, whether it is actually implemented or not, indicate the depth of BJP's sinister design of wanting to wipe out the religious rights of other minorities in this country. The impending question therefore is: what stops them from also questioning Article 371 A concerning the Christian majority in Nagaland but an insignificant minority in India? With such a compelling storm headed our way, it is important that the Nagas try and remain human by reasoning together to recognise the challenges looming before us Christians in an unfortunate country called India. Remember that our elders, academically less qualified perhaps but well groomed by experience, clearly saw through the danger of the fate of a minority in an environment of adverse majority when they submitted the Nagas' Magna Carta memorandum to the Simon Commission on the 10th of January 1929. It would be an inglorious shame if the present generation of so-called literate Naga community cannot measure up to the foresight and courage of the poorly educated forbearers. To my mind there are two glaring realities that the Naga Christians must envision with grave concerns: (1) The BJP Government at the Centre consists of compliant Hindus fanatics prepared to dismantle the fundamental principle of secularism enshrined in the Constitution at the dictate of Hindu bigots and their henchmen in the form of RSS and VHP because their Political survival depends on keeping their cows happy. In a diverse country such as India, 'to live and let live' is an inalienable part of coexistence in order to maintain communal harmony. Be that as it may, it is a foregone conclusion that the RSS/VHP has

boldly projected their unholy intention of wanting to convert India into a Hindu Nation at all cost now or later. That the unscrupulous Nagas have unfortunately spawned our own home-grown BJP along with RSS/ VHP wings within our Christian kitchen... all in search of power and money at the cost of our Christian identity... is an unambiguous writing on the wall which can no longer be written off as a fiction. We already have an infectious ailment within our Christian citadel. The surreptitious introduction of yoga and other "Hindu thoughts" as part of an educational curriculum in the daily routine of our school going children poses one potent threat. As a compulsory subject of study, our children have no option but to learn yoga and other Hindu thoughts in order to pass an exam. In the long process it will temper with their formative minds and maybe a day will come when they will turn around and start questioning their own Christian faith. The Hindus will not necessarily confront us with AK 47 like our own NPGs do but patiently work on the unstable minds of our children for a generational change. In contrast it would be of interest to study the efficacy of our church services down to the grassroots or how many families do conduct regular meaningful family prayer meetings to help our children in their spiritual growth. This will probably give us a rough indication of how vulnerably exposed our faith is, knowing well that these days being a Christian is less an issue of God fearing existence but more like being a part of a clan. (2) To make matters worse, we have a very compliant Opposition-less All Party Coalition Government in the State as well, looking for every possible opportunity to recuperate the Crores of rupees they had invested to get elected. Wear their shoes and you will understand what I mean. Swimming in the vicious compulsive cycle of having to buy votes and recuperating it by hook or by crook, they are prepared to barter Christianity for money if ever such an opportunity is proffered. Remember how feverishly the Government apparatus prepared the welcome of Mr. Amit Shah, the BJP General Secretary, during his visit to Nagaland with our very own Chief Minister leading the charge to attend an appointment graciously given by Amit Shah instead of the other way round? This is a clear sign of where our Government stands. It would be the greatest insult to ourselves if the Naga electorates think that our elected representatives were simply performing a genuine social service by borrowing and mortgaging every bit of their movable and immovable properties to buy votes in a gamble to win an election. When we put these two realities together I do believe that every rational Nagas ought to be worried that we are at a very dangerous crossroad of needing to define our true Christian DNA not for fighting a physical war but that of faith against the Hindu incursion. The faster our Church leaders absorb this reality the better we can prepare ourselves to face the relentless oncoming Hindu tsunami. The Church is perhaps the only organisation that has a very solid presence in every single village in Nagaland. Just as much as the brain controls the human body so can the Christian leaders at the helm of affairs nurture and strengthen the body of its congregation with the wisdom of keeping the faith. It is high time for the Church leaders to therefore, critically evaluate our Christian ground reality minutely. Consider what is being presented hereafter as a checklist and not a criticism. The first primary priority that the Church leaders must consider is to open their doors and windows and allow fresh theological and secular thoughts to cross ventilate. The present practice of deliberation mostly among the theologians in isolation is no longer viable enough. At least in the matters of improv-

ing management norms, candid insights can equally be shared by the secular world as a part and parcel of the congregational experience being received on the other side of the fence. There are issues which the Church leaders seem less disposed to address on their own without a prompt. Take the case of many Theologians floating around with their Doctorate degrees which have been purchased from the illegitimate 'Doctorate market' for instance and yet there is no standard verification norm to validate such a qualification by the apex bodies of various denominational missions. When the Apex Missions like the NBCC/NCRC acknowledges dishonesty from those placed responsible to lead the Churches within their fold as their fundamental foundry by way of inaction, can one expect a naturally indifferent congregation taught by such questionable imposters to be of any better quality then them? Talking of quality, it would not be wrong to surmise that the Pastors are the most important cadre in the Church hierarchy. They are the direct representative of the Church interacting with the congregation they lead on a 24/7 basis. Yet the Pastors being sent on a mission to the villages are the most neglected lot. Not only are they poorly paid but basically abandoned without direction in matters of their spiritual support efforts. The majority become regular rural cultivators roughing out for survival like any other labouring villagers. The business of prayerful, meditated sermon becomes a victim within the harsh schedule of a cultivator. As a result an uninspiring sermon becomes a mundane repetition Sunday after Sunday producing an indifferent congregation in his wake without being able to instil committed Christian values. The influence of all the government funds being directly pumped into the villages add to the heightened temptation against Christian ethics and values, and as a result attending Sunday devotional service has become more a social obligation to identify a belonging to a Christian Clan. The crippling impact of selling a vote during election is a direct offshoot of a malfunctioning management issue within the Church. Take another serious look at the ripple effect of Theological Collages that have mushroomed in every corner of Nagaland with Dimapur taking the cake. Does the Church apex body have a standard accrediting norm to allow such colleges to operate? Without a qualifying minimum yardstick in place these colleges will be churning out unsound theologians year after year to serve its congregation without commitment. The apex leaders have also not shown any initiative to set up any competitive platform for all the theological colleges to academically compete with one another to sharpen the minds and commitment levels of their respective students. These are just a few pointers. There are hoards of other relevant issues that need addressing. In short, all the negative attributes within the church did not grow in a day. Necessarily it cannot be rectified in a day either...but not starting an evaluation process in earnest will only multiply the problems and damn us all. This must surely give us a picture of the mountain we need to climb if we are to survive the Hindu madness. Admittedly, there are many good souls independently serving in the Mission field in their own sincere limited ways without an overall direction from the apex body. It is a humble recommendation therefore, that our Church leaders admit themselves into the ICU to ascertain the overall Christian DNA within themselves and their congregation and collectively take a candid appraisal for concerted corrective measures needed to guide the lost sheep home. Secondly there has been rumors going on with regards to the advertisement for the 28 post of A.S.I and S.I that some have started the old system of booking in advance- the rumors of which may be true or untrue- besides those rumors I have got to know a credible information told from a high ranking political personality currently working within the ruling government that the post are being asked or going for 7 lakhs 50 thousand? Let’s put some numbers here the total employees of the police department as of march 31st 2011 is 26639(would have increased further as of 2015) including class-1= 293,class2=228,class-3=22566, and class-4=2552.Taking the service year as 35 and dividing it with the number of employees it turns out that every year there should be a retirement of 8 class-1 employees(8 multiplied by 35=280)using the same process there should be a retirement of 6 class-2 employes,644 class-3 employees and 72 class-4 employees totaling to

730 retirements every year(35 multiplied by 740=25900).employment in some years were few while some were high thus it should vary but if there was 300 retiring last year there should be some years where a lot were retiring some other year which the higher-up of the institution knows very well. So the current vacancies being published in the past years and now is just way too low below the truth. Sir, with regard to the first issue I ask for all the recent backdoor appointment to be cancelled without further going ahead with the training for which the current heads of the said institution should be held responsible with further direct evidences to be published in case the appointment goes ahead and that the same be advertised for fair and equal appointment. No matter what we will shall be compelled to seek information that all the personal undergoing training in the various police academies are training for the posts only which were publicly advertised. The said 18 post to which have been appointed without public advertisement is illegal and against the rule book for which any one is liable legally. Sir, with regard to the second issue all I am asking for is credible assurance and to publically assure the common man that no unfair means are being used nor

should be used during any of the selection process not to make it morally depressing for candidates because the whole institution has a very doubtful reputation of the past. we have not heard from heads of any government institution that has been vocally against unfair means during selection and that’s what we want to hear from you, an assurance of truth nothing else I put this forward as an institution is liable and answerable to the people. This time it will be none like others from seeking RTI for scores in physical, written and interviews to finding out the personal details of the qualified candidate because Nagaland has the state where co-incidence in government jobs happens the most-son/daughters whose parent is an officer in the same department, village man, supporter, clansman of the minister/officers in the institution we will make sure that there was no conflict of interest in the appointments. llow me to congratulate you first for making history of becoming the first Chief Minister of the state to win cent percent support from legislators in the State Assembly Floor test and also of becoming the first Chief Minister of the state to successfully form a party less government with a vision to bring permanent solution of the protracted IndoNaga political crisis. Indeed, a historic moved made by your government. Let me not waste your time by touching all messy things happening around us today but go straight to the core. The central government’s decision to declare Nagaland as disturbed area is not warmly welcome by one and all as is evidenced by dozens of condemnations pouring in daily from several corners. I appreciate that you are also with the people on this matter, however, condemnation is not necessarily required from your esteem authority rather your assurance that such inhuman act would not be allowed to be imposed upon your people would have been more encouraging to the public. You have promised us a permanent solution for Indo-Naga political problem through your party less government and at the same time reaffirming your po-

sition as the leader of the house. When you formed the party less government, people expect something good must come out of it through your historic ideology of party less government. But in reality, the public now feels more insecure and unsafe due to the fact that they now have to protect themselves from the killing machines of Indian army under Disturbed Area Act on the one hand and to please the underground outfits by paying taxes in order to escape assault and harassment. Should your people be expecting you to protect them like a real Dad hero or expects you to run away like a coward disowning your own children from crisis? Every morning we keep our ears open expecting to hear your loud voice of assurance that we are going to be safe but still not even a faint sound could be heard from you. Where are you, Hon’ble Chief minister? Are you running away from us in times of crisis like this? It is really a matter of shame that the Chief Minister of the state is not even console when the centre decided to impose Disturbed Area Act in the state. And yet you dare not to question or criticize the arbitrary action of the central government in a despotic manner. Have you become that much insignificant? Disturbed Area Act is the prod-

uct of the British Colonial regime used to suppress the freedom movement. We are not in a colonial era but in the era of modern democratic world wherein the government is responsible to protect the rights of each individual and not to take away their rights from them. In case, if we are not facing leadership crisis at this hour, the present government has to prove itself by restoring back the rights of the citizen by removing the Disturbed Area Act and also protect them from extortion and harassment of the underground outfits. Hon’ble Sir, on the issue of Indo Naga political conflict, still the solution seems pretty far and unpredictable. Some innocent lives have already being sacrificed like a valueless commodity because of this reason. Only God knows if this is the solution of the Indo Naga political problem that your party less government had promised so far. But as a matter of fact, neither we require Indian army to protect our lives nor need the underground outfits to bring sovereignty for us. All we want is-just leave us alone. Clause 11 of 16-PA stated; “To supplement the revenues of Nagaland, there will be a need for the Government of India to pay out of the consolidated fund of India as Grants-in-aid as follow:(a) Lump-sums as may be necessary

This clause clearly implied that the new State did not even have the revenue to bear the administrative cost. It was to be fully dependent on Delhi for both administrative cost and development programs. For India, creation of Nagaland was more a political compulsion than qualification. Delhi had no choice than to promise to bear both. Delhi seems to have forgotten that clause 11 of 16-PA was not just a commitment but an obligation. Nagas will not forget that it was the price of peace paid by the blood of their brothers and sisters. The instrument of 16-PA did not give the right to Delhi to withdraw any part of it unilaterally. Needless to say, withdrawing special funding pattern was violation of that political agreement. Regrettably, the State government of that time failed to act politically by taking the people of Nagaland into confidence. It appears that the issue was taken as governance issue and not political issue. The people of Nagaland have suffered on account of those violations and failures. Withdrawing special category status for Nagaland will further depress development programs and progress. Therefore, if special category status is to be done away with, Nagaland should consider revisiting special funding pattern of pre-1989 status. 16-PA gives Nagas the political right

he possibility of discontinuing special category status to Nagaland and ten other States has captured the news headlines for quite some time now. This will not be the first time that Nagaland will feel the pinch. Special funding pattern for Nagaland was withdrawn prematurely in 1989. That had badly affected the development programs in the State. Special category status is common to eleven states in India. But special funding pattern of pre-1989 was unique to Nagaland because the situation and historical background under which the state was created was different. Barring Assam, other NEstates were not even born then. Even before India became independent, Naga Hills was unique in its own way. Historically; Nagas and their territories were never part of Assam before the advent of the British. Unlike most other NE-states, Nagaland was detached from (and not carved out of) Assam. Nagaland was created on the basis of this historical right. Under the instrument of 16-PA, special funding pattern was the political right of Nagaland. The legislative powers were guaranteed in Article 371A of the Constitution of India.

to demand for restoration of the special funding pattern because, in the context of Nagaland, special category status more or less replaced special funding pattern. However, if restoration of special funding pattern is not acceptable to Delhi, Nagaland should consider revisiting the 16-PA in toto. The reasons are very simple. While, some clauses of 16-PA are yet to be implemented even after fifty years of statehood; some clauses were blatantly violated by Delhi. In such a scenario, there is no honor for Nagas to uphold an agreement that could not be honored by the other party. Therefore, whether to continue with or abandon 16-PA should be decided by the people of Nagaland through a referendum. The slow process of de-oxygenating the Nagas should not be taken lightly. I would suggest that the all-party government of the 12th NLA pass a resounding unanimous resolution to that effect in the ensuing monsoon session. Meanwhile, should even a new political deal be in the offing from the ongoing political talk as alternative option, Nagas should learn a lesson from failures and violations of 16-PA. Any new political deal; sans sovereignty, that does not guarantee a provision for fool-proof clause to automatically repulse any attempt of betrayal will end up like 16-PA only. irstly, on receiving the information that the corpse of the two slain NSCN (K) cadres namely Corp. Longwang and Capt. Puhachu, the later hails from Wuzu village, shall be transported to Meluri via Phor and Wuzu village, public leaders and relatives of the slain cadres agreed to humbly request if the corpse be handed over to them in the village itself. Supposedly, the AR declines to hand over the corpse, they agreed to request them to let the corpse be carried in a proper coffin which they had prepared. Secondly, the convoy of the AR arrives at Wuzu village. Altogether, there were five convoy vehicles namely Truck 407, Tata Truck, Gypsy and two 407 Trucks (vehicles mentioned in series of their arrival at the village). Three leading convoy vehicles headed ahead despite the request of the villagers to halt and stopped near Wuzu village community hall. The last two convoy vehicles stopped near the residence of Shri Yichiili, left side of the road as per the direction of the convoy vehicles. Thirdly, the village leaders met Major Surinder Singh, seated at Truck 407 and who is said to be well acquainted with the public leaders, and reminded him of their noble intentions. Fourthly, Major Surinder Singh expressed his reluctance to hand over the body citing that certain protocols have to be maintained and that the corpse must be first handed over to the District Administration at Meluri Town.

Fifthly, firing began from the leading convoy vehicles which was followed by indiscriminate firing from the last two -convoy vehicles and killed two innocent students namely Lt. Tilzali S/O Sukaho Of Phor village, Lt. Aso D/O T. Yeteli Wuzu village(both class 7 students . of GHS Pholary) and injured Vitsilrho Esther W/O Riitu of Wuzu village. Sixthly, firing 'continued unabatedly for nearly 20 minutes and the convoy vehicles finally fled from Wuzu village leaving behind three of their cadres who according to eye witnesses were seen chasing their convoy vehicles. Around 132 shells of bullet fired were recovered inside the village where still many unrecorded shells are being found aftermath of the police record. Seventhly, after fleeing from the site of the incident, Major Surinder Singh called up the chairman of New Phor Shri Chilli (at 7:14 P.M. as per the mobile record) and the chairman of Wuzu Shri. C. Pita Thurr (at 7:28 P.M. as per the mobile record) from mobile no. 8732891987 and accused the villagers of joining hands with the UGs in laying an ambush.

That totally violates the law. That Major Surinder Singh also should not have stopped at Wuzu with regard to the protocol of the convoy no matter he is known or unknown to any of the public leaders. The claim made by the AR that UGs were present at the village taking the public as human shield is totally false and baseless. It is crystal clear that not a single UGs were present at the village during the firing incident nor any firing from the UGs. If the claim is to be believed those three jawans who were left behind by the convoy vehicles would have been kidnapped or killed by the UGs. Argentinian Officials withdraw outstanding arrest warrant

ourt Officials in Argentina have reportedly ordered the withdrawal of an outstanding arrest warrant against Justin Bieber stemming from an alleged attack on a local paparazzo in 2013. The Baby hitmaker become a wanted man in the Latin American country after failing to return to Buenos Aires for police questioning over an incident with photographer Diego Pesoa in November 2013. Pesoa claimed the singer's bodyguards attacked him on Bieber's orders as he attempted to snap pictures of the star leaving a nightclub while on tour in Argentina, and he had to seek hospital treatment for his injuries.

Buenos Aires investigators sought to question Bieber over the alleged attack, and in November (14), a judge set a 60-day deadline for the pop superstar to appear before a court in the country or face having an international warrant issued for his arrest. In April (15), the judge issued the warrant, and Bieber was facing up to a year behind bars if charged with causing minor injuries. However, an Argentinian court has now notified Interpol Argentina to withdraw the warrant and erase it from the system, according to a new report from TMZ. com. The reasons for the decision have not been made public.

The collection, which is being made in collaboration with Heritage 66 Company, Bloomberg reports, will be sold through one of the largest e-commerce companies in China, JD.com, in a bid to specifically target Chinese shoppers. SAN JoSé, JULY 22 (AFP): Louis van Gaal criticised new signing Bastian Schweinsteiger and his Manchester United team mates after the Premier League giants eased to a 3-1 victory over the San Jose Earthquakes. Juan Mata and man-of-the-match Memphis Depay scored first half goals for United before Brazilian youngster Andreas Pereira added a third in the second half. But a largely trouble-free opening 45 minutes was blotted shortly before half-time as San Jose pulled a goal back through Fatai Alashe. But United boss van Gaal was furious at the performance of his team after the break when he made 10 changes, including the introduction of Schweinsteiger. "The first half I was satisfied -- the players have performed what we wanted in the defensive organization, and they have created a lot of chances, 10, and they scored two goals so I was satisfied," van Gaal said. "But the second half I thought we played very bad -- a lot of ball losses, very unnecessary. The only highlight was the goal from Pereira. Asked to assess the performance of new signing Schweinsteiger, van Gaal didn't mince his words. "He was also bad," the Dutchman said, warning it would take time for the German World Cup-winner to settle in at United after arriving from Bayern Munich. "Everybody can think it is easy to step in but it is not easy. I thought the first match (Schweinsteiger) played very well and now he played bad but that is also a process." United will play European champions Barcelona in their match of the International Champions Cup exhibition tournament on Saturday at Levi's Stadium in Santa Clara, home of the San Francisco 49ers.

Naga lad Yanren Jamio, a member of the Association of Off-roaders Nagaland (AON), and a mechanical Engineer by qualification is all set to participate in the Second edition of Force Gurkha RFC India extreme Offroad driving Competition making him the First from the North East region to participate in an extreme Off road Challenge. Yanren also runs an Off-road equipment Store and is a guest lecturer at NTTC. The competition which is the Indian version of the iconic Malaysian Rain forest Challenge (RFC) tests the endurance and technical ability of drivers on a track dotted by natural obstacles is to be held in Goa from July 24 to 31. This is one of the toughest Off-road Motor Sport challenges in the country and ranked among the top ten

toughest motor rallies in the world. Yanren participated at the first edition of RFC India as touring adventure and will be competing in the Second Edition of Force Gurkha RFC for the top spot as CoDriver with Siddartha Santosh, a member of BODA- Bangalore Off-road Drivers’ Association. Santosh was also a contestant in 2014 RFC India. The duo will be driving a Maruti Gypsy King with 1.6L engine, the vehicle is built up for RFC from ground up, equipped with competition tires, competition warn winch, differential lockers, 12 travel suspension with SPOA, crawlers and many more. Santosh and Yanren will be competing for Top honors and hopes to bring laurels to AON and BODA. Other AON members accompanying Yanren are Angulie Vupru, and Lhiche Mero from AON the duo will be participating as touring adventure.
