A joint statement from the two organizations said that for several decades, the “Indian state in collusion with the local reactions has been unleashing a reign of terror, to suppress the Naga democratic voices.” It further stated that the ‘global’ character of capital inflows and extraction of surplus values in various forms, carried out through “state terrorism” has affected peoples across community and territorial boundaries. Neighbouring small communities and territories in the Indo-Myanmar regions are economically and geographically closely interconnected in such a manner that neither one can flourish without the rest nor the rest are immune from any destructive policy that affect one community or territory, it said. Therefore, it affirmed the need to encourage one another in the “democratic struggles, learn from each other’s experiences, and build up coordination and unity.”

Nagaland state’s budget for the current year 201516, which was presented at the NLA today, saw the government enacting massive tax increases. The Chief Minister, TR Zeliang, who also holds the finance portfolio, presented the budget, while terming it as “reformative and innovative.” While addressing a press conference in Kohima, he said that the budget would improve production, and streamline resource and revenue mobilization. Zeliang added that this budget has introduced several measures to generate additional state revenue. He also sought people’s cooperation to generate revenue internally. The drastic increase in taxes, the CM reasoned, has been done to increase revenue. “It is high time we learn to stand on our own, instead of depending entirely on the central government,” he asserted. This year’s budget saw increase in floor rates of Value Added Tax (VAT) from 4.75% to 5% for basic goods and works contract; and from 13.25% to 14.5% for general goods, in line with rates fixed by other states in the country. Besides bringing uniformity of rates with other states, this measure is also expected to yield estimated revenue of Rs. 30 Crores annually, he informed. On concerns regarding 57% of the state’s population being tobacco users,

he CM while presenting the budget revealed that the current financial year is expected to close with a negative balance of Rs. 1426.29 crores. The current year’s transaction is estimated to result in a negative balance of Rs. 1308.32 crores. “This negative balance is based on the assumption that all civil deposits and backlog of CSS etc. would be discharged during the current year,” the CM said, adding that the closing estimate was worked out considering the negative opening balance of Rs. 117.97 crores. The CM further estimated gross receipts at Rs. 12,041.83 crores and gross expenditure at Rs.

12,582.20 crores for the current year 2015-16. He further informed that the states internal revenue collection target is Rs. 665.06, an increase of 12.15 % from last year. Zeliang stated that this time, the government is laying two booklets, which were prepared as per the rationalized and streamlined Head of Accounts, indicating proper codes at every stage. “This news structure is simpler and clearer, and will eliminate multiple booking of similar expenditure under different heads, as well as wrong booking of expenditure. It would also facilitate the computerisation of treasuries in their near future,” he added.

the CM said: “We are all aware of the harmful and damaging effects of tobacco use and I believe the government has a responsibility to discourage its use.” Therefore the budget has raised VAT on tobacco and tobacco products from 18% to 25%, which will generate additional revenue of Rs. 3 Crores annually. Further, the concessional rate of 4.75% under VAT on sales to and by the Canteen Stores Department (CSD) of the Armed Forces has been raised to 5%, enabling Rs. 50 lakh annually as revenue. Meanwhile, the state base tax rate for petroleum has been raised from 4.75% to Rs. 5%, expected to gen-

erate Rs. 1 crore annually. In addition, amusement tax on cable and DTH subscribers is raised from Rs. 20 per subscriber per month to Rs. 25, expected to generate Rs. 75 lakhs annually. The large scale tax raises will come into effect from August 1 2015. The CM meanwhile informed that amendments have been made to the Nagaland Coal Policy and Rules to ensure that all lease holders get registered with the Taxes Department. We don’t want, Army rule!!” became the cry for protestors in Kohima on July 23 during the Naga Students’ Federation (NSF) rally against the Armed Forces Special Powers Act (AFSPA), Disturbed Area Act and the killing of two children at Wuzu village. Thousands of people participated in the rally. To recollect ‘our history’ and to build the Naga future together so that Nagas do not suffer again, Neingulo Krome, Secretary General of NPMHR termed the rally as a homage to the two children killed at Wuzu. He reminded the protestors of the two other young students Vikhozo and Kekuojalie, who were killed by the security forces 30 years ago during a similar rally organised by NSF, protesting against AFSPA and the Disturbed Area Act. “My student friends, you are born in a generation which has not seen human sufferings. Many of you were born after the second ceasefire,” said Krome, who recollected the atrocities committed by the Indian Army on the Naga civilians before the ceasefire. He also pointed to the setbacks of the ceasefire, which led to a complacent civil society, corrupt politics and a dormant Naga public. “The young generation is capable of deciding what is best for their future. If you want to change the society, do what is correct and do what is good,” he stated. Naga Mothers’ Association (NMA) President Abeiu Meru meanwhile urged the Naga Political Groups (NPG) to set aside petty differences and listen

It slammed the “attempt to conceal hideous and horrible cold blooded murder of two innocent Naga children and injuring of another civilian women in the aftermath of July 16 encounter at Avangkhu village.” This, it stated has exposed the AR’s “anti-people agendas against the Nagas and South East Asian people.” The NSCN (K) further claimed that “it is only expected of AR to become savageous after their commander was fatally shot on the limb and other jawans greviously injured in the

encounter.” The AR “venting its ire on the innocent public far away and long after the battle was over shows the true unsoldierly nature of AR,” it said. The NSCK (K) then termed the AR’s version of the July 16 incident as a “bogus.” The AR, it said is “beyond redemption since the three villages who were privy to the entire sequence of events had already narrated the complete and undiluted facts in stark contrast to fake assertions of the highest authority of Assam Rifles.”

IBAPWO opposes border fencing Govt assures work on Dhobinala-

DIMAPUR, JULY 23 (MExN): Naga people inhabiting the Indian side of the international boundary with Myanmar have opposed the proposal to fence the Indo-Myanmar border. The International Border Area People’s Welfare Organisation (IBAPWO) has termed the move as “insensitive and detrimental” to the welfare of border villages. The IBAPWO represents people living in the border blocks of Phomching, Chen, Tobu (in Mon), Noklak, Thunokyu (in Tuensang), Pungro in Kiphire and Meluri in Phek. “It is insensitive on the part of the Government of India to fence the border, while the people of the seven blocks do not even have access to basic amenities,” said Nokshom Konyak, the IBAPWO general secretary today in Dimapur. If the proposed fencing project goes ahead, families would get divided between India and Myanmar as the imaginary borderline demarcating the two countries runs through villages.

Union Home Minister, Rajnath Singh at a NE Chief Ministers conclave on July 11 had strongly mooted a plan to fence the country’s NE fringes sharing borders with China, Bangladesh and Myanmar. At the meeting, Singh had asked the CMs of the region to provide land for the project. Nokshom added that the project would be impractical and only give rise to more trouble in an area already affected by violence and decades of government apathy. “Instead of creating avenues for development, the Government of India is planning to build fences… it only shows the apathy of the Central government.” Meanwhile, the IBAPWO has condemned the July 16 incident in Meluri. While asking the IGAR “not to defend the wrongdoings of his soldiers”, the IBAPWO said that instances of civilians falling victim has been the trend for decades now in the border areas. It further appealed Naga Political Groups as well as the security forces to stop harassing the public.

The Government of Nagaland has “officially confirmed” to begin the construction of the Dhobinala-Signal-Thahekhu area road from July 28-29 onwards. After a 15-day media campaign under the title ‘Sharing ideas for better future,’ Fingerprint (a group that was running the campaign), informed that the Government, through the R&B Department, has “officially confirmed to construct the road right after the 2015-16 budget session which ends on July 27.” This was announced after a formal meeting between the Fingerprint group and R&B minister, Y Vikheho Swu in

Kohima. Before the official announcement was made by the minister 10,000 appeal letters signed by residents of the affected areas were presented to Nagaland CM through the Principal Secretary and Finance Commissioner. Fingerprint urged the Government to make sure the road is constructed in accordance with relevant standards and specifications. It informed that nearly 100 trucks ply the said road everyday (for the Indian Oil and FCI godown respectively). Fingerprint also urged that the road is extended from Dhobinala to Thahekhu, and from Signal-Thahekhu junction to Signal Angami Village gate. “Through this campaign, we wanted to ignite the hunger of the

community for development and appeal to the concerned authorities to acknowledge the unending plight of the people,” stated Hongba Phom, from Fingerprint. For them, the government and the people have to work together. “Instead of rebelling every time, we should cooperate. We can make a difference through our votes. Right now we don’t need to change the system but we need to change ourselves—we need to be prepared for change.” While Fingerprint has decided to continue this campaign till the 2018 elections, it is also thinking of taking up other projects in the future like ‘Make in Nagaland’ that will focus on producing goods here that will help build a robust Naga economy.

GPK students urged to sharpen technical skills

kohima, July 23 (mExN): Parliamentary Secretary of Higher and Technical Education, Deo Nukhu, visited Government Polytechnic Kohima (GPK) on July 22. During his address, Nukhu shared his dream of upgrading the institute to an engineering college. He lamented the lack of skilled workforce and in this regard urged the students to hone their technical skills and develop the will to perform. Er. Vipulhou Lhoungu, Principal of GPK, briefed the parliamentary secretary on the various diploma courses offered by GPK and highlighted that All India Council for Technical Education (AICTE) approval has been extended for the courses. After this, the Head of Department of each of the four branches gave a power point presentation to highlight the vari-

ous aspects of the department such as academics, curriculum, infrastructure, placement of students, faculty and the requirements in terms of infrastructure and manpower. Earlier in the day, Prof. Khwaja Rafi, Director of Jahangirabad Institute of Technology (JIT), Lucknow, also visited the institute. During his address, he highlighted various aspects of JIT and invited the students for higher education there. He added that JIT provided good quality education, placement opportunities and safety and security to the students, support for entrepreneurs and promised fee concessions to needy students from Nagaland. JIT institute is located around 30 km from Lucknow and is approved by AICTE and affiliated to Uttar Pradesh Technical University (UPTU).

Diarrhoea Campaign from July 27 to Aug 8

Dimapur, July 23 (mExN): The District Steering Committee for Intensified Diarrhoea Control Forthnight had a meeting on July 21 to intensify efforts for Diarrhoea Campaign 2015 at Conference Hall of Deputy Commissioner’s Office, Dimapur. The meeting was held to discuss strategies to carry out during the Diarrhoea Campaign from July 27 to August 8 to intensify efforts towards ‘zero’ childhood deaths due to diarrhoea amongst children below age of 5 years. During the meeting, Dr. Lanuakum, DPO, RCH/ UIP gave a brief presentation on the status of Dairrhoea Campaign across the nation and also presented plan of actions to carry out in the District. This cam-

paign will focus on the effectiveness of ORS and Zinc tablet for diarrhoea and the correct method of hand washing; and infant and young child feeding advocacy to control diarrhoea. ORS and Zinc tablet will be distributed in various government health units and house-to-house visit by ASHAs at the village level. Advocacy on the importance of Breastfeeding within one hour after birth will also be intensified during the campaign. During the meeting the members suggested that to intensify the campaign, dissemination of information was vital, thus it was decided that various religious institutions such as churches, mosques and temples should be used as a platform to spread

awareness and information. It was also suggested that Naga Women Hoho should also be involved in this campaign to inform the mothers to co-operate during this campaign. Stakeholders such as the Welfare department and the Education Department are requested to mobilize the Anganwadi and Nagamese Baptist Church, Industrial Colony, Dimapur held Vacation Bible School the schools to cooperate from July 15 to 17. with the health department during the campaign. NST and MDPBA signs MoU on operation of Inter-State Bus Terminus

mokokchuNg, July 23 (Dipr): A memorandum of understanding (MoU) was made between Nagaland State Transport (NST) and Mokokchung District Private Bus Owners Association (MDPBA) regarding the operation of Inter-State Bus Terminus (ISBT) with district administration, Mokokchung as witness on July 21. The terms and conditions made under the MoU will come into effect from July 27. According to the MoU, MDPBA and NST will have counters only at ISBT (Yimyu) with exception of the Alichen-Dimapur night bus which will have a coun-

ter at Alichen. Passengers will embark buses only at the ISBT and journeys on all routes to all destinations of both NST and privates buses will commence at the ISBT. NST will function without interference from the MDPBA within the ISBT complex as the rightful owner of the facility. The NST will charge no rent for a period of 20 months from the date of operation for amenities and rooms provided to the MDPBA and any other facilities not mentioned shall be at the discretion of the NST department. The MDPBA will bear the cost of the upkeep of the building

and premises of amenities or rooms at their disposal. They will also be responsible for the maintenance of toilets placed at their disposal and MDPBA will be responsible for payment of electricity of the rooms at their disposal for which a separate meter box will be installed. The MDPBA will ensure that no anti-social activities and elements are harboured within the ISBT complex. The NST as sole owner of the ISBT complex reserves the right to take necessary action if there is any breach of terms or misuse of the complex by the MDPBA.

Amenities available on the ground floor will be placed at the disposal of the DPBA which are (a) 9 counters (b) Enquiry room (c) Passenger toilet (d) Parking bays. The passenger waiting hall and retiring room with attached toilet for the drivers on the first floor will be shared. On the expiry of the period of 20 months, rate for the amenities provided to the MDPBA will be fixed by the department in consultation with the MDPBA and district administration if required. No permanent or temporary structure will be allowed to be constructed within the premises of

the ISBT. If necessary, prior permission of the NST department will be required and location identified by the NST department. The function of the ISBT will be reviewed quarterly by a team consisting of members from NST, MDPBA, Regional Transport Authority and the district administration. It also directed all buses to leave station before 6:00 pm. In another order, DC Mokokchung said that tickets for all night service buses will no longer be permitted to be sold in the town area. All sumo counters have also been restricted from selling the same in the town.

A high court notification, issued on July 14, transferred Jamatia and posted him as a district and sessions judge of Unakoti district. The court also asked him to take over the new assignment on August 3 and asked Chief Secretary Yashpal Singh to choose a new law secretary. "Law Minister Tapan Chakraborty, in a letter to high court Chief Justice Deepak Gupta, expressed the state government's inability to relieve Jamatia as

law secretary as he is looking after various pending cases in the Supreme Court and upcoming elections to local bodies," an official told IANS. The official, on the condition of anonymity, said: "The minister told the chief justice that Jamatia has been looking after the state government's appeal to the Supreme Court against the high court's en-masse dismissal of 10,323 government teachers by an order on May 7 last year." "Besides, the law secretary's service is urgently required by the state government in smoothly conducting elections to various urban local bodies, including Agartala Municipal Corporation, in December and elections to 527 village committees under the Tripura Tribal Areas Autonomous District Council in March next year," the official said quoting the letter. US company used slush funds to bribe officials’ guwAhAtI, July 23 (tNN): How did Louis Berger International Inc (LBI) bribe government officials to win the Japanfunded Guwahati water supply project as consultant? The 'statement of facts' in the Detailed Prosecution Agreement (DPA) that LBI signed with the fraud section of criminal division of US department of justice and New Jersey Court and US attorney's office in New Jersey district has revealed that the bribes were paid from 'slush funds' and 'through third parties.' The DPA, which is very similar to a non-prosecution agreement and is a voluntary alternative to settlement by the defendant, (LBI in this case), gives an overview of the 'bribery scheme'. Under the heading 'Corrupt Conduct in India,' it states, "Along with several consortium partners, the company won two water development projects in Goa and Guwahati. The company paid bribes to win both contracts. The bribe money was disguised as payments to vendors for services that had never actually been rendered. The company, through its employees and agents and its consortium partner, kept track of the bribe payments by circulating a spreadsheet among themselves showing the proportionate share of each bribe that they had paid to the foreign officials overseeing their work on the Goa and Guwahati projects." Besides LBI, the consultant consortium for Guwahati included Nihon Suide Consultant Co Ltd of Japan and Shah Technical Consultant Pvt Ltd of India. The criminal complaint filed by Federal Bureau of Investigation (FBI) at New Jersey district court on July 7 alleges a conspiracy by LBI 'to make and conceal corrupt payments to foreign officials in India, Indonesia, Kuwait, Vietnam and elsewhere in order to obtain and retain contracts with government entities in those countries and, thus, to

enrich the company and the co-conspirators with the full economic benefits anticipated from such contracts.' The FBI complaint alleges that terms like 'commitment fee,' 'counterpart per diem,' 'marketing fee,' and 'field operation expenses' were used as code words to conceal the true nature of the bribe payments and that 'cash disbursement forms and invoices were utilized which did not truthfully describe the services provided or the purpose of the payment.' The commitment fee ranges from 3.5 to 20% of the project cost. The complaint further alleges that LBI created 'ostensibly legitimate but ultimately illicit accounts, or slush funds, for the payment of bribes through third parties.' The names of the recipients of the bribes have not been released by the US department of justice. When TOI contacted LBI, Regine de la Cruz of the company's corporate communications replied, "While the company has actively supported the US government in its investigation of the culpable individuals and their activities, the information identified through the US government's investigation must be released by the US department of justice. Under the terms of our deferred prosecution agreement (DPA), any facts not already released in the DPA must be released by the US department of justice." Japanese Encephalitis claims 52 lives in Assam guwAhAtI, July 23 (PtI): Altogether 52 people have died and 318 others have been affected by Japanese Encephalitis this year in Assam with the disease assuming alarming trend during recent months in the state. Among the worst affected districts are Dibrugarh, Tinsukia, Sibsagar, Golaghat, Dhemaji and Kamrup (Rural) with 52 deaths and 318 others testing positive since January this year, a senior Health department official said today. The highest number of eight deaths have been reported from Sibsagar followed by six each in Dibrugarh and Jorhat districts

and five in Nalbari since last month. He said in some districts, cases of acute encephalitis have also been included leading to inflated data but these were not cases of Japanese Encephalitis. Tinsukia has the highest of 29 positive cases followed by Dibrugarh with 28, Golaghat with 24, Dhemaji with with 22, Kamrup (Rural) with 21, Barpeta with 17 and Darrang and Cachar with 15 each, he said. The state Health department has taken measures to check the disease. The steps include reserving five to six beds in each district hospital and five beds in the medical colleges for

the affected patients. All districts have been directed to ensure proper investigations and treatment with diagnostic kits provided to the hospitals, the official said. Adequate medicines are available, while awareness meetings are being held in all the districts and medicated mosquito nets are being provided in the rural areas. Regular fogging is being carried out under the prescribed guidelines. The Health department has deputed teams to review the facilities available and a two-member central team was visiting some of the affected districts to assess the situation, he added.

SurAt, July 23 (tNN): Two girls, including an 18-year-old girl from Sikkim, was rescued from the posh Piplod area after voluntary organizations alerted city police about girl trafficking. Police rescued the girl from a bungalow in Piplod, where she was employed. Two persons from the bungalow, who allegedly confined her, were also detained. The girl had made frantic calls to her father in Sikkim from a mobile phone and called for rescue. Following the call, her father lodged an FIR with local police station in Sikkim on Tuesday, alleging that his daughter was kidnapped and taken to Surat. On receiving the complaint, police shared the details with local NGO in Sikkim and the information soon reached NGOs working in Gujarat. On receiving the information, Childline, Surat contacted city police and alerted them about the alleged trafficking. Sources in police informed that another minor girl was also rescued from Piplod area by police following information from Aishwarya. "We have rescued the girls and we are questioning them," said Vishal Vaghela, deputy commissioner of police, crime branch, Surat. "Childline Surat was alerted by some NGOs working in other parts of the country about the trafficking case. We soon brought this to notice of Surat police and the anti-human trafficking cell took swift actions," said Prasad Adhav, coordinator of Childline Surat. Sources said that the girls were brought here with a promise of good jobs and later pushed into doing petty work. NGOs suspect that she was sold at some fixed amount. Police are also investigating if she was forced into prostitution.

or all those who hailed the iPhone as the “Jesus Phone” in 2007, the Apple Watch’s arrival has hardly been the second coming. Sure, it can do many useful, even delightful things, such as showing incoming texts and email, tracking heart rates during exercise or sending digital doodles to friends. But is that enough to spend $350 or more, especially when it requires wearing a watch again while still carrying an iPhone around? Early Apple Watch owners seem generally happy with it, but Apple’s bigger worry should be those on the sidelines — even hardcore Apple fans, not to mention everybody else — who are waiting to take the plunge. The wait-and-see attitude is not exactly helping investor sentiment. Apple hasn’t released Apple Watch sales figures, but the

the iPad did when those came out. Most analysts and tech reviewers, including The Associated Press, see promise, especially compared with rival smartwatches from Samsung and others. Wristly, a research company created to study the watch, found that early buyers are overwhelmingly satisfied, more so than with the original iPad and iPhone. And of the more than a dozen early Apple Watch owners interviewed by the AP by phone, email or in person, most of them love their watch. After all, early adopters of new technologies tend to understand that what they’re getting isn’t perfect. “I’d recommend it to people with an open mind,” said Dennis Falkenstein of Danville, California. He said the watch gets him “everything I want” such as local temperature, or the current time in Japan, where many of his business clients are. But even so, there’s a

long wish list, including smarter apps. Apple is already addressing some of this with a software update this fall. Falkenstein would also like to see the battery life improve from the 18 hours that’s currently promised. Apple has run television commercials showing the watch in everyday life, and it has devoted tables at its retail stores for people to try one on and learn more. Connected wirelessly to an iPhone, the Apple Watch isn’t meant to replace the phone, but rather provide tidbits of information readily while the phone is in a pocket or purse. There’s no keyboard, so searches and messages are done by voice dictation or the selection of a canned response. You can also send doodles and emoji. David Lubarsky, a Fairfield, Connecticut, photographer, loves that he can get “basic information, quick” and avoid staring at Facebook on the phone all day. It lets him see texts, emails, calendar appointments and baseball scores.

But he gets frustrated when using it to pay for coffee at Starbucks. “Your wrist doesn’t necessarily twist to the right position to the scanner so it’s pretty awkward,” he said. Apple Watch also doesn’t always provide the right information at the right time. The watch version of one transit app offers bus schedules for your saved locations — even if they are far away — rather than the stops closest to you at the moment, as the phone app does. As for message notifications, it’s great when it’s from someone you want to hear from — but annoying when it’s not. It’ll take time for apps to anticipate what users need most. Apps will get better when Apple updates the watch’s software this fall to permit more “native” apps — those that aren’t just extensions of phone apps. Some apps could even work without the phone nearby, including games, audio recorders and tools that analyze golf swings.

Washington, July 23 (ians): With 10 firms, India claims the second-highest number of companies for the fifth year in a row on Forbes Asia Fabulous 50 list again dominated by China with 25 companies. The Fab 50’s brightest star over the decade, India’s HDFC Bank, did not debut until 2006. However, it has now made the list nine times, more than any other company, noted the US business magazine. HDFC is the second-largest bank in India’s private sector, after ICICI Bank. Built from scratch, the bank now has a market capitalisation of $43 billion, nearly 32 million customers and a network spanning more than 4,000 branches in almost 2,500 towns and cities. The bank’s managing director Aditya Puri is also the subject of the cover story in the August issue of Forbes Asia. China has 25 names on the annual list of the best big publicly traded companies in Asia Pacific, up from 16 last year, and more than any other country for the fifth year in a row. It also boasts the list’s most valuable company - Tencent, now worth $176.5 billion - and its biggest, Lenovo, which generated $46.3 billion in revenue last year. Zeliang who also holds finance portfolio today moved for introduction of “Nagaland Prohibition of Gambling and Promotion and Regulation of Online Games of Skill,” Bill 2015 on the floor of the House. After moving for introduction of the Bill by the later, NLA speaker Chotisuh Sazo said that consideration and passing of the bill will be taken up on July 24. According to the statement, “Gambling means and include wagering or betting on games of chance but does not include betting on wagering on games of skill.” “Games of skill” shall include all such games where there is preponderance of skill over chance, including where the skill relates to strategising the manner of placing wagers or placing bets or where the skill lies in team selection or selection of virtual stock based on analyses or where the skill relates to the manner in which the moves are made, whether deployment of physical or mental skill and acumen. The law as established in this country by rulings of various courts, including the Apex Court, clearly distinguish “Games of Skill” to be not gambling, and playing “Games of Skill” with or without stake to be a genuine business venture and not amounting to gambling since winning such games depend more on skill than chance. “The Bill seeks to regulate and promote the conduct of online “Games of skill” with the primary objective of earning revenue for the state government by way of licensing fees and royalty,” the Chief Minister stated.

No budgetary provision for Foothill Road Morung Express News Dimapur | July 23

The Nagaland Foothill Road project has encountered another roadblock. The State government has not enough money to fund ongoing construction of the much talked about road. The Nagaland Foothill Road Coordination Committee (NFHRCC) was told that “there is no budgetary provision (for the project) for the financial year 2015-16.” The NFHRCC said in Dimapur today that it called on the Chief Minister in Kohima on July 22 regarding the Foothill Road. At the meeting, the CM explained the circumstances resulting in the

state government unable to provide funds for the year 2015-16, the NFHRCC said. According to the CM, the NFHRCC said that fund for the project comes under the ‘Special Plan Assistance’ (SPA). “The CM stated that due to changes in the Central funding pattern, the SPA, under which the foothill road is funded, is not yet finalised by the Central government.” As a result, the state government cannot provide any additional fund. The CM was though quoted as stating that it is waiting for the Centre’s response as the DPR for the project has already been submitted. The NFHRCC said that it had appealed the CM to

mobilise funds “to keep the project alive whatsoever, while adding that the CM expressed his desire to keep the project going. Regarding bills due to contractors for work already done, the NFHRCC said that the CM took serious note of it. The Finance Commissioner was instructed by the CM to ascertain it by July 23, it was added. Funds sanctioned for the project for the year 2013-14 was Rs. 40 crores, followed by Rs. 30 crores for the year 2014-15. However, the actual sanction order for 2014-15 was only Rs. 27 crores. Following mandatory deductions, it was reduced to around Rs. 22.6 crores.

CM expound on tax reforms Kohima, July 23 (DiPR): Chief Minister, T.R.Zeliang, who is also the Finance Minister, in his budget speech stated that the introduction of online services by Department of Taxes has completely transformed the manner in which inter-state trade and commerce are conducted. He said that the state is moving to a stage where monitoring the payment of

Tohanba today laid a copy of the report of Nagaland Economic Survey 2014-15 on the floor of the House. Tohanba in his message in the publication stated that the state economic survey is a document that elucidates on the state of the economy and analyses the performance of its various constituents during the course of the year.

aid planning, policy making and will stimulate debate and discussions. “The economic survey document is a contextual analysis of the state’s economy. It encapsulates progress, achievement and growth of the state’s economy. It also highlights the fiscal position of the state, the accomplishments as well as the shortfalls in the implementation of the government intervention programmes, challenges and issues requiring ob-

istered a growth rate of 6.8 per cent at constant price and 13.24 per cent at current prices. In absolute terms, the GSDP at constant price and at current price for the year 2014-15 (Adv) stand at Rs. 12,13,965 lakhs and Rs. 20,09,914 lakhs respectively. In terms of contribution to the GSDP, the respective contribution of primary, secondary and tertiary sector was 24.84 per cent, 13.65 per cent and 61.51 per cent. The per capita income of the state at current prices is estimated to have increased from Rs. 84280 in 2013-14 (QE) to Rs.93095 in 2014-15 (Adv).

CM stresses on restructuring planing process Kohima, July 23 (DiPR): Presenting the budget before the August House, the Chief Minister T. R Zeliang, who is also the Finance Minister of the state, stressed on restructuring of the plan process. He said the Planning Commission has been replaced by NITl Aayog with the coming of new Government at the centre which introduced a ‘Team India’ concept, that would give States a greater role in developing the country’s economy in the spirit of cooperative federalism, with the Prime Minister as the head and all the Chief Ministers of States as members. Also, changing the planning process from the ‘top to bottom’ approach to the ‘bottom to top’ approach, by giving States more liberty to choose their developmental priorities, he added. In this regard, the Prime Minister had constituted three Sub-Groups of Chief Ministers to study and recommend on how best to go forward in the areas of Centrally Sponsored Schemes, Skill Development and Entrepreneurship, and Swachh Bharat for which

he has been made a member of the Sub-Group on rationalization of CSS. The final report of the Sub-Group has been submitted to NITl Aayog, in which recommendations are there for reduction of the number of CSS schemes. There are also strong efforts to ensure that the ‘Special Category’ status of our State is protected, he said. The Chief Minister said that demand to protect the Special Category status has been reiterated, including the continuation of Normal Central Assistance (NCA), Special Plan Assistance (SPA) and Special Central Assistance (SCA) in some form or the other should be protected. Though there has been substantial increase in the devolutions from the 14th Finance Commission awards, the net loss on account of discontinuation of NCA, SPA and SCA are resulting in an overall negative impact on many small States. The State Governments were also asked to constitute a Task Force on Agriculture Development and a Task Force on Elimination of Poverty The

The Chief Minister also highlighted some important recommendations of the 14th Finance Commission and its effects on the State’s finances. The 14th Finance Commission, by making a bold departure from the path traditionally followed by the previous Finance Commissions, has clubbed the Plan and Non-Plan revenue expenditure together for the purpose of determining the Revenue Deficit of the State during each of the five years (2015-16 to 2019-20) covered by its awards. This will make all revenue expenditure to be covered by the funds granted by the awards of the 14th Finance Commission, he added.

The Chief Minister also mentioned that the 14th Finance Commission has based their recommendations on reasonably realistic grounds, and have made funds available to the State to enable it to meet its NonPlan requirements and at the same time, making it possible to cut out a decent amount of funds to meet the needs of the State’s own Plan programmes. Although the award of the 14th FC is considered better than the 13th FC, the State is still carrying a huge burden of deficits that accrued due to the adverse awards of the 13th FC, he added. At the same time, the state government would continue to request the Government of India to give a one-time Special Grant to waive the deficit so as to enable us to move forward. Due to resource constraints, assets created over the years such as roads, hospitals, office buildings, etc. could not be maintained, the Chief Minister said. efore, children used to play outside. Now, they play indoors. The meaning of ‘play’ has also changed. For example, we used to stitch our own football with discarded polythene bags and play in the rain. Now, kids ‘play’ football in computer simply by moving the thumb. This lack of physical activity causes obesity which is a risk factor for lifestyle diseases like cardiovascular diseases, diabetes, certain cancers, etc. But what we might be missing here is that children have stopped playing outside not only because they have got newer playing tools like video games, smart phones or laptops. They stopped playing outside because their playgrounds have been vanishing. Every small open space is used to construct a building. When I go to Pfutsero to the locality where I was born and raised; right in the middle of my childhood football ground, there is now a staff quarter building. It is very important for town and city planners that in each locality, there is a park or an open space where children can play and adults can walk. Price of healthy food like organic vegetables and fresh fruits are skyrocketing. Junk food is easily available and more affordable. Junk food is a slang word used for food items which are low in nutrition and high in salt, sugar and fat: potato chips, aloo bhujia, fried chicken, burgers, pizzas, carbonated drinks, etc. Because of junk food, 20% of school children in India are overweight. In the diet, not more than 30% of energy should come from fats. But in potato chips, 50-60% of calories come from fats. When you drink a 300 ml of carbonated drink like coca cola or pepsi, you have taken 2 days quota of your sugar requirement. Any sugar you take beyond this (tea, sweets, even fruits) is not healthy for you anymore. The high salt content in junk food is not only for the taste or preservation of the food item. Salt also produces a craving similar to that of an addiction. Food manufacturers make use of this craving to sell their products. It is said that junk food alters the brain activity like what cocaine or heroin does to an addict. Now that Maggi is off the shelves, there are alternatives which are making their way to the market. Although high lead content was the reason for banning Maggi, salt content would have done so much more damage to the health of children. Each packet contains 3 grams of salt while the daily recommended salt intake for adults is 5 grams. There are about 25 adverse health conditions which are caused by excess salt intake. It is time we pay attention to the labels on the junk food packets. About 30 % of the world’s population is overweight and this is increasing rapidly. The major modifiable risk factors for obesity are lack of physical activity and unhealthy diet. The financial burden of this obesity is an estimated £1.3 trillion a year or 2.8 percent of global economic activity. The reversal of this trend lies in teaching and training healthy lifestyle for our children, because once obesity sets in, recent research study shows that it is extremely difficult to return to normal body weight. WHO recommends that children between 5 to 17 years of age should accumulate at least 60 minutes of -moderate to vigorous- intensity physical activity daily. Physical activity includes play, games, sports, transportation, recreation, physical education or planned exercise, in the context of family, school, and community activities. Vigorous intensity activities (by which muscles and bones are strengthened) should be included at least 3 times a week. Balanced diet (food pyramid) consists of greater portion of rice, bread, pasta; followed by fruits and vegetables; and less of meat and milk products; with fats, oils and sweets to be consumed the least. Increasing physical activity and making healthy food choice are required to mitigate the ballooning problem of childhood obesity. A World Without End

he imaginary landscape in which I spend most time is born not of a book or a film, but of an algorithm. It is a place of snowy peaks and deep-gouged gorges, of wolf-roamed plains, and jungles in which abandoned villages are slowly hauled back into the earth by liana and vine. Its underworld is riddled with abandoned mines and flooded cave-systems. Off its coast, an archipelago rises from clear blue sea in which giant squid cruise and palp. And in a fertile valley at its heart, my two children have built a mansion that is a hybrid of a dictator’s palace, a Scottish hunting lodge and Jeremy Bentham’s Panopticon. If you’re a child, you’re likely to have spent hours of your life in the Minecraft world. If you’re a parent, you’re likely to have spent hours of your life trying to extract your children from the Minecraft world. If you’re a game-minded adult, you’re likely to have fulfilled your wildest architectural fantasies in the Minecraft world: a blingy re-build of Lord’s Cricket Ground with an emerald-clad pavilion and an orange-wool wicket, say, or a Shard-like omphalos with an obsidian skin and a cantilevered roof-garden. Not that these are my fantasies, of course. And if you’ve never entered the Minecraft world, what can I tell you about it? Minecraft is a sandbox computer game, in which you inhabit a 3D environment whose solid aspects (earth, rock, ores, trees, crops, snow) are made of textured cubes. These cubes can be “mined”, “crafted” (combined to make new substances) and replaced, allowing you to build almost anything. The cubes give Minecraft its signature look: blocky, retro, graphically low-tech. And that’s pretty much it. Minecraft is magnificently purposeless. “What am I supposed to do here?” is the question most beginners ask, to which the answer is “Whatever you like.” It is a Rorschach test for the computer age. Should you wish to proceed like a one-person Rio Tinto, let it be so. Should you want to adventure in derelict infrastructure like a hardcore urban explorer, I salute you. Should you aspire to create a vast subterranean poultry battery-farm, look to your conscience. There are no rules beyond the limits of the physics of the game-world, and no obligations other than staying alive— which requires, reasonably, the securing of shelter and food. Minecraft offers, arguably, the most extensively shared landscape on Earth. At any given moment, more than a million people are there. Though it was only released in its alpha version in 2009, the number of players is estimated at between 100m and 200m. Except that there is no single Minecraft landscape, but millions of them, too—each originally generated by means of a “seed” code. Until recently, there was a theoretical limit to a Minecraft world. If you set off walking in one direction, and if you walked for hundreds of hours of game time, you would pass through regions of desert, prairie, canyon, forest, peak, lake, lava-field and sea, and at last you would reach the uttermost point of the algorithm: the zone at which the mathematics began to break down. What a threshold to reach! The very edge of numbers! For a year or so, I rather relished the notion of setting out on this epic virtual journey, this arrow-straight mega-tramp. It would be a post-modern homage to the Heroic Age of exploration, a psychogeographic dérive worthy of Richard Long and Captain Scott…But my children mocked me. And then the developers solved the glitch, so the algorithm could extend its pseudorandom generative power ad infinitum. Now, like an early Arctic pioneer walking against the spin of the pack ice, you could march through the Minecraft world until you aged and died—and still be no nearer reaching an end.

Russian scientists squeezed by Kremlin policies

undreds of Russian scientists say companies abroad are refusing to sell them scientific equipment they need to do their work and Western publications are curtly turning down their research papers. The reason, they believe, is a combination of sanctions against Russia over its involvement in Ukraine and rising hostility to Russia in the West seeping into the scientific community. Since Russia annexed Crimea last year, it has become almost impossible for scientists in Russia to buy anything in the United States or Japan that has a dual purpose, said physicist Alexander Shilov, who works in the Institute of Laser Physics in Russia's scientific hub of Akademgorodok, or Academy Town — part of Russia's third-largest city of Novosibirsk. "Due to the sanctions" or "the conflict in Ukraine" are the most common explanations Shilov hears for refusing orders from Russia. "When they sell a piece of glass, how do they know whether we will use it in a military laser or a medical one?" he said. The U.S. and EU sanctions were designed to halt exports to the Russian defense sector. When announcing a new round of sanctions in July 2014, the European Union noted specifically that they "should not affect the exports of dual-use goods and technology" to Russia for "non-military use." In reality, many Western companies were so spooked by the sanctions and the penalties they could face for violating them that the door was shut completely, the scientists say. An American scholar who works with Russian universities — and asked to be unnamed because he was not authorized to speak on his university's behalf — confirmed that his Russian counterparts are having difficulties with Western companies. In some cases, he said, companies are saying they fear that the equipment might get slapped with sanctions while it is being delivered, or that they no longer have support staff in Russia to service it. What's more, foreign-made equipment is now less affordable for Russian scientists because of the depreciation in the Russian ruble, which lost nearly half of its value since the Crimean annexation. The scientists' plight has been compounded by the Kremlin's own crackdown on Russian private funding of science, stemming from suspicions of Western influence. The government this year labeled the Dynasty foundation, Russia's largest source of private funding for science, a "foreign agent" — which makes the group vulnerable to an array of surprise checks and audits. It is a Cold War term that carries connotations of spying. The foundation fell afoul of the officialdom because its Russian founder funds the organization from money transferred from his foreign bank accounts. "If Dynasty was named a foreign agent, then everyone who had contracts with Dynasty is an accomplice of a foreign agent," said Shilov. "We are all spies now." The government has become increasingly suspicious of foreign-funded non-governmental organizations, seeing them as potential agents of a hostile West. Russia has brushed off the sanctions imposed by the United States and European Union, saying that Russia has plenty of resources to replace banned imports with its own production. The Russian government denied the scandal involving Dynasty is aimed at persecuting Russian scientists. Justice Minister Alexander Konovalov said Dynasty was receiving funds from abroad and therefore should be listed as a foreign agent. But the sanctions have taken a toll, especially on scientists whose research hinges on access to Western-made materials and high-tech equipment. And several scientists told The Associated Press that since the March 2014 annexation of Crimea, publication of their articles in Western journals either has been delayed or turned down, with no explanation. here’s a bit of a lull in the news from Europe, but the underlying situation is as terrible as ever. Greece is experiencing a slump worse than the Great Depression, and nothing happening now offers hope of recovery. Spain has been hailed as a success story, because its economy is finally growing — but it still has 22 percent unemployment. And there is an arc of stagnation across the continent’s top: Finland is experiencing a depression comparable to that in southern Europe, and Denmark and the Netherlands are also doing very badly. How did things go so wrong? The answer is that this is what happens when self-indulgent politicians ignore arithmetic and the lessons of history. And no, I’m not talking about leftists in Greece or elsewhere; I’m talking about ultra-respectable men in Berlin, Paris, and Brussels, who have spent a quarter-century trying to run Europe on the basis of fantasy economics. To someone who didn’t know much economics, or chose to ignore awkward questions, establishing a unified European currency sounded like a great idea. It would make doing business across national borders easier, while serving as a powerful symbol of unity. Who could have foreseen the huge problems the euro would eventually cause? Actually, lots of people. In January 2010 two European economists published an article titled “It Can’t Happen, It’s a Bad Idea, It Won’t Last,”

entific journals told The AP that they assess articles without any bias related to the geographic location of authors, or geopolitical concerns. They added that they have seen no evidence among their editors or reviewers to support the Russian scientists' claims. "All papers are treated the same regardless of the nation they were submitted from." said William Kearney at the Washington-based National Academy of Sciences, Engineering, and Medicine, which publishes the PNAS journal. Scientists who have lived or worked in Akademgorodok for more than 15 years are particularly distressed because life had been getting better for them recently, after years struggling with almost no funding after the chaotic 1991 breakup of the Soviet Union. They recall how the cash-strapped Russian government in the 1990s largely left its worldclass scientists to their own devices: Some packed their bags for university jobs abroad, and some had to sell goods at the market or grow their vegetables to survive the long Siberian winter, with wages regularly delayed for months. Young men fled Akademgorodok for better paid jobs elsewhere, leaving the scientific hub in the hands of scientists close to retirement age who had few prospects of alternative employment. "When I graduated 10 years ago, a significant number of my classmates went abroad, a significant number opened their own businesses and about 20 percent of graduates, at best, stayed to work in research," said Shilov. Gone are the days when the scientists of Akademgorodok, which was built in a Siberian forest clearing in 1957, were forced to take jobs as bus drivers or market sellers to eke out a living. Over the past 15 years, Russia's federal spending on scientific research increased 20-fold to 350 billion rubles ($6.3 billion) this year. Artur Bilsky, 38, who has worked as a researcher at the Institute of Thermophysics since

1997, has witnessed the transformation. "If you stand at the entrance here and see who comes in and comes out, you'll see there will be a lot of young employees. Many young scientists can afford a car and vacation," he said. The average monthly salary of scientists across Russia rose from 2,700 rubles in 2000 to 32,600 rubles last year, now worth about $600 after the sharp fall of the ruble. The relative rise in fortunes has turned Akademgorodok into a charming suburb filled with 30-somethings, where young women push children in prams and smart coffee houses cater to a younger generation. Now politics is again clouding the scientific horizon. Dynasty was planning to distribute nearly $8 million this year in grants and scholarships. But after the Justice Ministry ordered it to register as a foreign agent, founder Dmitry Zimin and its board decided this month to shut it down in protest over the stigma. President Vladimir Putin's spokesman, Dmitry Peskov, said he was sorry to hear that the foundation was closing down but insisted that no one forced it to do so. The onslaught on the foundation has enraged many in Akademgorodok who have relied on its funding. Andrei Shchetnikov, who coaches the national youth physics team, said Dynasty has been covering half of the 1 million ruble budget for the annual Tournament of Young Physicists in Novosibirsk. "For the projects that Dynasty supported, it was often the only steady financing they were getting," Shchetnikov said. While confident that he'll find other sources of funding, he said more than money was at stake. "What Dynasty has been doing ought to make the country proud," Shchetnikov said. "We have citizens who have made a fortune and understand that you need to support education projects — and that it's the future of Russia."

Europe’s Impossible Dream Paul Krugman NYT mocking American economists who had warned that the euro would cause big problems. As it turned out, the article was an accidental classic: at the very moment it was being written, all those dire warnings were in the process of being vindicated. And the article’s intended hall of shame — the long list of economists it cites for wrongheaded pessimism — has instead become a sort of honor roll, a who’s who of those who got it more or less right. The only big mistake of the euroskeptics was underestimating just how much damage the single currency would do. The point is that it wasn’t at all hard to see, right from the beginning, that currency union without political union was a very dubious project. So why did Europe go ahead with it? Mainly, I’d say, because the idea of the euro sounded so good. That is, it sounded forward-looking, Europeanminded, exactly the kind of thing that appeals to the kind of people who give speeches at Davos. Such people didn’t want nerdy economists telling them that

their glamorous vision was a bad idea. Indeed, within Europe’s elite it quickly became very hard to raise objections to the currency project. I remember the atmosphere of the early 1990s very well: anyone who questioned the desirability of the euro was effectively shut out of the discussion. Furthermore, if you were an American expressing doubts you were invariably accused of ulterior motives — of being hostile to Europe, or wanting to preserve the dollar’s “exorbitant privilege.” And the euro came. For a decade after its introduction a huge financial bubble masked its underlying problems. But now, as I said, all of the skeptics’ fears have been vindicated. Furthermore, the story doesn’t end there. When the predicted and predictable strains on the euro began, Europe’s policy response was to impose draconian austerity on debtor nations — and to deny the simple logic and historical evidence indicating that such policies would inflict terrible economic damage while failing to achieve the

promised debt reduction. It’s astonishing even now how blithely top European officials dismissed warnings that slashing government spending and raising taxes would cause deep recessions, how they insisted that all would be well because fiscal discipline would inspire confidence. (It didn’t.) The truth is that trying to deal with large debts through austerity alone — in particular, while simultaneously pursuing a hard-money policy — has never worked. It didn’t work for Britain after World War I, despite immense sacrifices; why would anyone expect it to work for Greece? What should Europe do now? There are no good answers — but the reason there are no good answers is because the euro has turned into a Roach Motel, a trap that’s hard to escape. If Greece still had its own currency, the case for devaluing that currency, improving Greek competitiveness and ending deflation, would be overwhelming. The fact that Greece no longer has a currency, that it would have to create one from scratch, vastly raises the stakes. My guess is that euro exit will still prove necessary. And in any case it will be essential to write down much of Greece’s debt. But we’re not having a clear discussion of these options, because European discourse is still dominated by ideas the continent’s elite would like to be true, but aren’t. And Europe is paying a terrible price for this monstrous self-indulgence.

How to deny genocide in the face of science

cientific advances in DNA identification over the past 15 years have helped war-crimes investigators document to an unprecedented extent the massacre of 8,000 Bosnian Muslim men and boys around this town in 1995. Yet even as these technological advances uncovered more damning evidence, many Bosnian Serbs have grown increasingly more resolute in their denial. Last Friday night, two Bosnian Serb men standing beside a memorial to Serb war dead were a telling example. They insisted that Serbs are the victims of an international plot. They fervently argued — despite 93 mass-grave exhumations and 6,827 DNA identifications of the dead — that the mass killings have been grossly exaggerated. Biased historical narratives, of course, have existed throughout history. The identification of the dead in Srebrenica demonstrates the ability of technological advances to produce a flood of factual information. Yet in many cases, the scientific statistics appear to have only given those willing to manipulate the numbers more arrows in their quiver. The two Bosnian Serbs contended that roughly the same number of victims died on each side during the 1992-1995 war. When I asked how such a vast subterfuge had been carried out, one said the answer was simple. “As far as the Muslim side,” he told me, “there is a bigger lobby in America.” The following morning, interviews with a dozen other Bosnian Serbs living near Srebrenica produced similar answers. As tens of thousands of Bosnian Muslims drove past their homes to commemorate the 20th anniversary of the mass killings, Serbs dismissed the gathering and the idea of 8,000 dead as a “farce,” a “circus” and “make believe.” “It’s definitely not correct,” said Budimir Todorovic, a 60-year-old electrician, as he calmly drank coffee with his family in his front yard as busloads of Bosnian Muslims drove by. “It’s not 8,000.” Milan Rakic, a 48-year-old store owner, accused Muslims of stealing the bodies of Orthodox Christian Serbs and interring them in the town’s sprawling cemetery complex. “There are a lot of Serb bodies buried in this memorial,” he said. One elderly widow said that some Bosnian Muslims listed as dead in the Srebrenica memorial were, in fact, living in Germany. “The number is exaggerated,” she said. “There are many living people whose names are engraved on the gravesites.” The woman, like the other Serbs interviewed, was genial and polite. The Serbs expressed regret about the war — the woman declared it “horrible, horrible.” But they echoed the arguments of Bosnian Serb nationalists who still dominate politics here. The nationalists contend that foreign powers, primarily the United States and Britain, stage-managed everything from the war itself to the burial of bodies in Srebrenica. They dismissed the annual commemoration as a “provocation” also organized by meddling outsiders. They said the crowds were so large because “Western NGOs” paid people to attend. “Everything is well coordinated,” one man standing at the memorial for Serb war dead told me.

he role of the mass media in the society is debatable. Politics of images is contestation and struggle of what is represented in the media. This article focuses on this debate by drawing on the works of Stuart Hall, an eminent scholar who has worked extensively on the role of media in the society. ‘Representation’ is a complex concept but for the purpose of this write-up, let me restrict to the standard meaning of ‘representation’. Representation means that something was already there or present and through the media, that something is re-presented. In other words, representation means standing in for something. The other idea of representation is whether the depiction of something is an accurate or distorted reflection. As we go on, we’ll explore how mainstream Indian media represents the Nagas by merging the two definitions of representation. There is a gap of communication between the true meaning and how it is being represented by the media and it is this gap that we should measure and be concerned about. While reading this, some may argue that there is no fixed meaning of anything in the first place and so it doesn’t matter how it is re-presented but we shall not get into that discourse because there is some agreed upon codes of a society which we prefer to accept as the true or preferred meaning; otherwise, there would be no framework of intelligibility to make meaning out of anything. These shared codes and concepts are internalised by the members of the society. What are the shared conceptual maps of the Nagas is something that I would not delve into as it would mean diverting from the main argument of representation. We can take it up for reflection in some other subject matter. Images are powerful and they have a lasting impression on people’s minds. Although media is not the only means by which meaning is circulated in the society, it is one of the most powerful platforms of circulation of meanings; more so in our media-saturated world. The circulation of meanings almost immediately brings forth the question of power: ‘who has the power in what channels to circulate which meaning to who?’. Power can never be subtracted from the question of representation. Space does

“No one from here is guilty for what happened.” Denial is evident outside Bosnia as well. Disparate groups, including left-leaning academics, Russian government-controlled media and some right-wing Americans who talk about a Muslim takeover, scoff at the number of 8,000 dead. In fact, the annual commemoration and cemetery here have become a global symbol of the international community’s failure to stop the killing in Bosnia. U.N. officials arrived in Srebrenica in 1993 and declared it a United Nations protected “safe area.” When Serb forces attacked it two years later, Dutch peacekeepers and U.N. commanders did little to defend the enclave, and it fell to Serb forces on July 11, 1995. Two weeks of mass expulsions and mass executions followed. Twenty years later, an estimated 50,000 Bosnians and several thousand foreigners attended the anniversary commemoration last weekend. Dozens of foreign dignitaries did as well, with former President Bill Clinton saying the world must prevent more such killings. In the largest DNA identification project ever, a nonprofit group called the International Commission on Missing Persons has collected 22,268 blood samples from Srebrenica survivors and matched them to 6,827 bodies. “Huge advances in DNA identification have made it possible,” said Kathryne Bomberger, director of the project. “The science is moving rapidly.” Along with 93 mass graves that have been exhumed, investigators have found bodies at 314 “surface sites” in the surrounding mountains. Yet the work is not over. With 8,000 men reported missing from Srebrenica and the nearby town of Zepa, another 1,200 bodies are believed to be scattered in the woods or in mass graves not yet located. Finding the dead has been vastly complicated by a grisly Bosnian Serb effort to conceal evidence. Several months after the executions, Bosnian Serb forces dug up many of the mass graves and reburied the bodies in dozens of locations. In the process, many corpses were dismembered. Body parts from single victims have been found at multiple sites. In one case, parts of the body of one victim, 23-yearold Kadrija Music, were discovered in five different mass graves 20 miles apart. While the DNA identification of the bodies has received widespread praise, the uneven sentencing practices of the U.N.-created International Criminal Tribunal for the former Yugoslavia has elicited scorn from both Muslims and Serbs. Bosnian Muslims hailed decisions from the tribunal, as well as the United Nations International Court of Justice, that ruled genocide had occurred in Srebrenica. But they criticized some of the sentences as far too short. Meanwhile, Serbs insist they have been the victims of the court. They assailed the tribunal for ultimately acquitting Naser Oric, commander of Bosnian Muslim forces in Srebrenica, though they say he is responsible for many deaths. “How many Serbs need to be killed for people in the world to see that Serbs are people, not animals?” asked

Rakic, the store owner, who said his uncle was one of Oric’s victims. “Animals have rights but not the Serb people?” International war-crimes investigators, however, say there is no proportionality in the deaths in Srebrenica or Bosnia as a whole. The say several hundred Serbs died in the fighting around Srebrenica, but the vast majority of them were Serb military forces. Across the country, Bosnian Muslims made up 65 percent of the war dead and Serbs 23 percent, according to prosecutors. Yet Bosnian Muslims made up 44 percent of the population, according to a census conducted two years before the war. Serbs made up 31 percent. Meanwhile, Bosnian Serb news accounts lay out a different narrative. They report that 1,300 Serb civilians died around Srebrenica, and a total of 3,267 Serbs were “murdered” across eastern Bosnia. Dismissing the Bosnian Serbs’ statements as irrelevant conspiracy theories would be easy. But their assertions had an eerie familiarity. In conversations around the world, extremist Muslims, Jews, Hindus and Buddhists, as well as some on the far right and far left of U.S. politics — have all featured similar arguments. The stories usually involve a nefarious plot by outsiders to destroy their culture or faith, or future. They say they have had to act in self-defense. As the victims of the plot, they have no choice but to respond. There is usually some distant, all-powerful covert force — the CIA, the Mossad, oil-rich Arab potentates — deftly stage-managing each event. Local people are helpless victims, with no responsibility for what occurs. When I asked the Bosnian Serb men about the future of the former Yugoslavia, they said it would be decided in London and Washington. “Basically, how the English and Americans decide,” one told me. “That’s how it will be.” Though there had been a decade of progress in Bosnia after the 1995 peace accord ended the war, the country has been moving steadily backward over the past 10 years. Bosnian Serb denial of the Srebrenica massacre is growing. Bosnian Muslim resentment of that denial is simmering. Violence erupted at the 20th anniversary commemoration. Groups of young Bosnian Muslim men hurled stones and slurs at Serbian Prime Minister Alexander Vucic, a wartime ultranationalist now turned pro-Western moderate, forcing him to flee. The International Commission on Missing Persons, meanwhile, is expanding internationally and applying the DNA identification system it developed to tragedies in other parts of the world. It is identifying the missing in Iraq, Chile and South Africa, as well as victims of typhoon Haiyan in the Philippines and the passengers shot down in a Malaysian airliner over Ukraine. Yet scientific and technological advances seem to have changed few views. One new conspiracy theory circulated by Serb nationalists is that the remains recently buried in the Srebrenica memorial are Filipinos who died in typhoon Haiyan.

Media Representation and the Nagas: “That is not who we are”

The representation is mostly misinformed and selective. The coverage of the Dimapur lynching in the mainstream media is one clear example of the media representing and reinforcing the stereotypes of the Nagas as “savages” like it was rampant in the anthropological writings during the colonial times. Stereotype fixes the meanings that are given to groups. When we look at the representation of the Nagas on mainstream media, stereotypes abound. Charles Taylor addresses this issue poignantly when he says, “Our identity is partly shaped by recognition or its absence, often by the misrecognition of others, and so a person or group of people can suffer real damage, real distortion, if the people or society around them mirror back to them a confining or demeaning or contemptible picture of themselves.”Nonrecognition or misrecognition can inflict harm, can be a form of oppression, imprisoning someone in a false, distorted, and reduced mode of being.

Like I mentioned earlier, communication is always linked with power to those groups who wield power in a society.Instead of just accepting representation of images at face-value, it is important to interrogate the representation and doing that unravels a lot of complex issues of power. When we are immersed in a flood of images, we might just come to accept them as part of the natural world. Television becomes like an extension of the human brain and we don’t question the extension but if we step outside of it, then it is made up of a complex web of many factors, power being one of them. We need to critically examine the concept of all these images. As Stuart hall explains, representation starts right from the encoding process, when it is being produced and unless the encoders/ producers have a deep knowledge of the social, cultural, political, religious worldviews and background of a particular group of people, then the gap between the encoded and decoded meaning will never be bridged and stereotypes will only be reinforced. Many studies have found continuous bias in the representation of ethnic minorities: negative stereotyping, broad generalizations,

lack of background information, almost no attention is paid to the historical context, and so on.To challenge this, these gaps will have to be contested, interrogated, debated and discussed. If not, then, the media which is concentrated in the hands of a few conglomerates will continue to construct the identity of the Nagas. Although meaning is contextual and shifts and is not fixed, identity constructions are extremely difficult to be wiped out once carved and often gets etched in the imaginations of the viewer and the everyday is viewed from the lens of the media constructions in reality as well thus fixing meanings. It closes, naturalizes and hides the complexprocesses of representations. And that’s ideology. The construction is taking place outside of our dialogical space and imposed. The limited images of the Nagas effect how others perceive the Nagas in the real world and often it can have ominous implications. And the denaturalizing process will hardly be done by the producers to whom TRP (Television rating point) matters the most and Nagaland does not come under the TRP sample. To help prevent the fracturing identity and to have our worldview represented, the deconstruction task will have to be taken up by the same people who are constructed by others and there should be genuine attempts to map the stories by the community and that conceptual production arising out of the people themselves can be shared and re-presented.Only then can issues of apathy, ignorance and a headstrong denial of history be corrected. To conclude, in Nicomachean Ethics, Aristotle identifies politics itself as the highest art, because it knows how to make decisions regarding what social practices and sciences, poetry, etc., ought to be taught, and specify how much should be learned by which classes in society.The activity in accordance with virtue needs to be flagged off. Nagas are good artists and they should start setting the media stage for production. There should be no dearth of the production crew and the scenes will evolve! rift is growing within Thailand’s military-royalist establishment, threatening the country’s stability and undermining prospects that the upcoming royal succession will unfold smoothly. On one side is an old guard of senior officers who gradually consolidated power during the long reign of King Bhumibol Adulyadej. On the other is a new guard from a semi-autonomous elite military unit at the service of Queen Sirikit, which includes the leaders of last year’s coup against the elected government of Prime Minister Yingluck Shinawatra. Gen. Prayuth Chan-ocha, the current prime minister, is a former commander of the 21st Infantry regiment, better known as the Queen’s Guard. Founded in 1950 to fight in the Korean War, it was later assigned to protect Sirikit. After rising to eminence within the regiment, in recent years General Prayuth has sought to increase his political power, and now is challenging other military-royalist factions. The army has been an indispensable actor in Thai politics for decades, thanks largely to its close connection with the monarchy. Together the military and the royal family have worked to keep civilian governments weak in order to maintain more power themselves. During the Cold War, they joined forces to ward off Communist influence. Their alliance was reinforced in the 1980s, after King Bhumibol appointed Prem Tinsulanonda, a general, to be prime minister. With that nomination, Mr. Prem became the head of what the political scientist Duncan McCargo has called the “network monarchy”: a political consortium of promonarchy groups that includes the military, conservative royalists, senior bureaucrats and big business. Mr. Prem stepped down in 1988, largely because of infighting within his government, but he remained influential behind the scenes. Notably, he is said to have advised Bhumibol during the turbulent period of 199192. After Gen. Suchinda Kraprayoon, a member of the junta then in power, reneged on a promise not to become prime minister, there were pro-democracy protests, and then the military killed some demonstrators. Bhumibol stepped in, calling for a truce while keeping his distance from the army, and earning a reputation as a stabilizing force and for being neutral. In 1998 Bhumibol appointed Mr. Prem to preside over the Privy Council, an advisory body that protects the monarchy’s interests and propagates its views. By that time, non-elected institutions like the Privy Council and the courts were exerting more and more influence in Thai politics. The power of Mr. Prem and his supporters in the network monarchy continued to grow until 2001. That year, the telecommunications tycoon Thaksin Shinawatra won the election by a landslide, thanks to a populist platform vowing to reduce rural poverty. Tensions between elected and non-elected institutions became an open conflict, as Mr. Thaksin threatened to recast the political landscape and challenge the domination of the monarchy and the military. He was ousted in 2006 in a coup widely believed to have been masterminded by Mr. Prem. (He has denied this.) Thaksin was not the only loser, however. Soon the Prem faction found itself weakened by the emergence of an anti-coup movement, the so-called red-shirts, as well as anti-monarchist sentiment, which was growing as Bhumibol’s health deteriorated. Queen Sirikit, meanwhile, was becoming more politically active, partly to compensate for Bhumibol’s fading authority. Sirikit’s position has been reinforced in recent years with the promotion of men from the Queen’s Guard to key positions in the army. General Prayuth was deputy army chief in May 2010 when the army cracked down on red-shirt protesters in Bangkok’s business district; a few months later, he became army chief. Most leaders of the 2014 coup are members of the Queen’s Guard. Although Sirikit suffered a severe stroke in 2012, her loyalists remain powerful, and now seem ready to influence the royal succession. The Prayuth government apparently supports Crown Prince Maha Vajiralongkorn, whom Bhumibol designated as his heir apparent in 1972. Vajiralongkorn, for his part, seems to have endorsed General Prayuth’s coup — by, for example, presiding over the inaugural session of the National Legislative Assembly in August 2014. But the old guard within the network monarchy finds Vajiralongkorn lacking in gravitas. According to a 2010 U.S. diplomatic cable released by Wikileaks, Mr. Prem, the Privy Councilor Siddhi Savetsila and former Prime Minister Anand Panyarachun expressed misgivings to the U.S. ambassador to Thailand about the prince becoming king. A note by the ambassador says Mr. Siddhi and Mr. Anand “implied the country would be better off if other arrangements could be made.” Mr. Siddhi suggested that Vajiralongkorn’s sister Princess Sirindhorn, who is well liked by the public, be made heir apparent instead. Conservative royalists have also become increasingly critical of the military government. Mr. Prem told the media in January, “this country does not belong to Prayuth.” Mr. Anand recently declared in public that General Prayuth should “not to extend his rule too long.” Rumors of a countercoup are growing louder in Bangkok. General Prayuth has responded by placing more members of the Queen’s Guard in major positions: His brother General Preecha is rumored to become the next army chief. General Prayuth has reportedly been orchestrating this promotion without consulting the Privy Council, even though it traditionally has had a say in important military appointments. But Mr. Prem is not yet out of the picture. When Bhumibol passes, it will be up to the Privy Council to formally recommend the heir apparent to Parliament for approval and then appointment to the throne. At that point it could nominate Sirindhorn instead of Vajiralongkorn. Even if it did endorse the prince, simply delaying that decision by a day would do great damage to his legitimacy as king. Fragmentation within the military-royalist complex is complicating the upcoming royal succession in Thailand. With the factions of General Prayuth and Mr. Prem apparently favoring different candidates to the throne, the two men’s struggle could translate into power plays within the government, the army and the palace itself. And should the camp of the Queen’s Guard prevail and Vajiralongkorn accede to the throne, both the military and the monarchy would become even more politicized — and Thailand even less democratic. The first two days of parliament's monsoon session, which began on July 21, were also washed out due to several adjournments over the demand of the Congress and other opposition parties for the resignation of External Affairs Minister Sushma Swaraj and

two BJP chief ministers. The tussle between the treasury and opposition benches over the opposition demand escalated on Thursday as well, as a Bharatiya Janata Party member moved a privilege motion against Robert Vadra, son-inlaw of Congress president Sonia Gandhi, over his comments in a Facebook post. As soon as the house met after the adjournment till noon, parliamentarians from the Congress and other parties were up on their feet, demanding action from the government

over their demand for the resignation of the BJP leaders. Several Congress members moved near the Speaker's podium, carrying placards targetted at Sushma Swaraj and raising questions over the "silence" of Prime Minister Narendra Modi. The house was finally adjourned for the day. The upper house, which has been witnessing uproar over the Lalit Modi row and the Vyapam recruitment scam since the monsoon session started on Tuesday, saw more noisy scenes and angry exchanges between the treasury and opposition benches. The government, which is in a minority in the upper house, was equally aggressive, insisting on a debate on the allegations against External Affairs Minister Sushma Swaraj's links with former IPL chief Lalit Modi. The opposition wants Sushma Swaraj to resign first. The leader of the

Arvind Kejriwal flays Jung, calls him Modi's man New Delhi, July 23 (iANS): Delhi Chief Minister Arvind Kejriwal on Thursday accused Lt Governor Najeeb Jung of acting at Prime Minister Narendra Modi's behest and said his claim that he (Jung) was the real government in the capital was "laughable and unconstitutional". A day after Jung rejected the appointment of Swati Maliwal as the new chief of the Delhi Commission for Women (DCW) because his approval was not sought, a furious Kejriwal hit back, firing his most intense salvo against the Lt. Governor. At the same time, Kejriwal told Jung in a letter also

Former UN climate chief SC allows states to release life convicts - but with riders Pachauri ousted from TERI New Delhi, July 23 (ReuTeRS): Scientist Rajendra Pachauri, who quit a U.N. climate panel earlier this year over a sexual harassment complaint, was removed on Thursday from The Energy and Resources Institute (TERI) he headed for more than 30 years. The 74-year-old will be replaced at the Delhi-based think tank by Ajay Mathur, who heads the government's Bureau of Energy Efficiency, TERI said in a statement after a meeting of its governing council. Pachauri's 13-year tenure as head of the Intergovernmental Panel on Climate Change (IPCC), during which it shared the Nobel Peace Prize, was cut short in February when he stood down over complaints by a young female coworker at TERI. Instead of resigning from the nonprofit group, Pachauri took a leave of absence while police investigated the

case. He recently won a court order allowing him to return to the organisation, according to local reports, bringing the simmering controversy to a head. In its statement, TERI said that Mathur had been selected for the post after an extensive search initiated last September. It added that TERI's governing council would not continue an internal investigation into the alleged sexual harassment by Pachauri, respecting a court order to halt the probe. Pachauri, who did not answer a call to his mobile phone, was long a forceful advocate of climate science and a target for sceptics who doubt that global warming is manmade. The IPCC's findings form the basis for action by almost 200 governments that are seeking to agree a deal to limit climate change at a summit to be held in Paris at the end of this year.

New Delhi, July 23 (iANS): The Supreme Court on Thursday allowed state governments to grant remission and set free life term convicts whose cases have not been investigated by the CBI or those not probed under central laws. A constitution bench of Chief Justice H.L. Dattu, Justice Fakkir Mohamed Ibrahim Kalifulla, Justice Pinaki Chandra Ghose, and Justice Abhay Manohar Sapre, also said state governments cannot grant remission in cases where life sentence means the entire life or where the term has been specified like 20 years or 25 years and in rape and murder cases as it modified its July 9, 2014 interim order restraining state governments from releasing convicts upon grant of remission. The court also said the relaxation would not be applicable in respect of the seven convicts in the former prime minister Rajiv Gandhi assassination case.

It said the states can grant remission where no application was preferred (by the accused) or considered suo moto by the state earlier. "We also permit the president under article 72 and the governor under article 161 to exercise their constitutional powers to grant remission or clemency in such cases," the court said in its interim order. By modifying its earlier order, the court disposed of a batch of application by Karnataka, Punjab, Tamil Nadu and West Bengal seeking lifting of the July 9, 2014 order. The court's order came in the course of the hearing of a reference by three judge bench on the question "whether once power of remission under article 72 or 161 or by this court exercising the constitutional power under article 32 is exercised, is there any scope for further consideration for remission by the executive". The constitution bench was

further asked to examine whether there could be a special category wherein, after death penalty has been commuted to life imprisonment, such a convict is put beyond the applicability of remission and would remain behind the bar in excess of life term of 14 years. The question was rooted in the conflicting positions taken by the central and the Tamil Nadu governments on whether after the commutation of death sentence into life imprisonment, could Rajiv Gandhi assassins or similarlyplaced convicts be granted remission and consequently released. Meanwhile, senior counsel Rakesh Dwivedi, appearing for Tamil Nadu, told the court that it had the power to grant remission of sentence to the convicts in the Rajiv Gandhi assassination case and could not give up its power. He noted that these convicts were in jail for last 24 years.

During the course of the hearing, the court asked the Solicitor General as to how central government could take away the powers of the state government for granting remission in the changed circumstance after the death sentence of three conspirators - V. Sriharan alias Murugan, A.G. Perarivalan alias Arivu and T. Suthendraraja alias Santhan - was commuted to life terms. The apex court had on February 18, 2014 verdict commuted the death sentences on the grounds of inordinate delay of 11 years in deciding their mercy petitions by the president. The day after, the Tamil Nadu government on February 19 decided to grant remission and release all the seven convicts. Besides Sriharan, Perarivalan and Suthendraraja, the other four who were sought to be released included Jayakumar, Nalini and Ravichandran.

Kullu, July 23 (iANS): At least six people were killed and 12 others injured when a private tourist bus from Punjab skidded off the road and fell into the swollen Parvati river in Himachal Pradesh's Kullu district on Thursday, police said. Twenty-nine passengers were still missing and their chances of survival were bleak as the bus was still untraceable. Officials said the toll could rise as the bus had 51 passengers -- a majority of them from Punjab's Barnala and Mansa towns who were travelling to a famous Sikh shrine in Manikaran. The bus met with the accident in Sarsari village on the Bhuntar-Manikaran road, some eight km from Bhuntar, Deputy Commissioner Rakesh Kanwar told IANS. He said six bodies were fished out and a rescue operation was on. "The bus is still untraceable. Most the bodies might be still stuck in the bus or washed away," he said. The cause of the accident was yet to be ascertained, he added. The injured were admitted to government hospitals in Kullu, some 200 km from Shimla. The government has summoned divers of the Bhakra Beas Management Board (BBMB) to locate the bodies. Governor Kalyan Singh and Chief Minister Virbhadra Singh mourned the deaths. The chief minister directed the district administration to intensify the search operation, besides providing all possible assistance to the injured.

s President Barack Obama returns to Africa this week, his signature program to help the continent double its access to electricity is in jeopardy, undermined by Congress’ refusal to reauthorize the ExportImport Bank. Of the $7 billion that Obama set aside for Power Africa, $5 billion fell under the auspices of the now-defunct bank, which guarantees loans to foreign companies buying U.S.-made products. But out of that $5 billion, just $132 million in transactions had been approved before the bank’s charter expired last month, rendering it unable to approve new transactions. Although the bank says it had several billion dollars of Power Africa projects in the pipeline, none of them can proceed unless lawmakers revive the bank. For American companies, that could mean losing out to competitors like China, which is investing heavily in Africa and would be all too pleased to see its own companies get the contracts to build and equip power plants in Africa. Andy Herscowitz, Power Africa’s coordinator, said companies with access to financing help from their governments have a competitive advantage. “There are plenty of investors interested in investing in Africa, and a lot of great ideas, but you’ve got to get to bankability,” Herscowitz said in an interview. For Obama, the snag illustrates how Power Africa, slow to get off the ground, may fall far short of his lofty ambitions. Two years after the president unveiled Power Africa during a visit to South

Africa, the program has yet to add any megawatts of electricity to Africa’s overburdened, underdeveloped grid. With little to show for his top Africa initiative, Obama may find it harder to persuade African leaders that he’s maximized his opportunity as America’s first black president to make Africa’s development a U.S. priority. Although this week’s trip to Kenya and Ethiopia will be Obama’s third to sub-Saharan Africa as president, his global agenda has been largely focused on Asia and the Middle East. To be sure, building power plants takes time — often years — and Power Africa officials say it’s more instructive to look at deals closed rather than the number of power plants already built. In an annual report for Power Africa, the U.S. Agency for International Develop-

ment said last July that 2,792 megawatts of electricity will be generated as a result of deals that have closed — roughly a quarter of Obama’s goal. USAID also said Power Africa had leveraged more than $18 billion in private sector financing although it’s unclear how much of that resulted directly from U.S. efforts. Power Africa declined to provide updated figures on how many megawatts will be created by deals that have closed. Officials said they’re still on track to meet Obama’s goal. Yet promises of future power plants are a far cry from power plants up and running — particularly in Africa, where business deals fall through at a notoriously high rate. In the meantime, chronic power shortages and rolling blackouts continue to stymie development and make life harder

for hundreds of millions of Africans. The president’s objective is to expand access to power to 20 million households and businesses through new gas, oil, solar, wind and other power plants. Vera Songwe, the West and Central Africa regional director for the World Bank Group’s International Finance Corp., said Obama’s program doesn’t set out to fund all of the continent’s energy needs, but rather to spur the private sector’s interest in taking on that challenge. “Many of these U.S. companies are a bit shy about coming onto the continent. With Power Africa, there is a concerted effort by all the U.S. agencies to trying to accompany U.S. businesses into Africa,” said Songwe, also a Brookings Institution scholar. Yet a key component of that effort ground to a halt on

This week, Obama will make his first visit to Kenya as U.S. president, a trip that will bear little resemblance to the 1988 one, when he arrived aboard a commercial flight and his luggage got lost. Now, Air Force One will take Obama to a country where children, roads and schools now bear his name, and the world leader is seen as a local son. In the survey of a diverse group of almost 250 young, low-income, inner-city pregnant and postpartum women, the researchers found that more than 90 percent use smartphones or regular cellphones to give and get information. “Pinning down which technologies the at-risk women use is a key step in finding how to improve health in the inner city,” said study senior author Wendy Bennett, assistant professor of medicine at Johns Hopkins University School of Medicine. The findings, published in the Journal of Internet Medicine Research, suggest that public health care services can reach poor urban women through personalised cellphone and internet-based approaches. Previous studies had shown that many of these women do not return for obstetric or preventive health visits after delivery. “Pregnancy and the year after delivery -- when women must see a doctor -- give us a window of opportunity to lock in lifelong preventive health behaviours for them and their families,” Bennett said. “But these opportunities are often missed because many women do not return for care or stay engaged with providers. If we could better understand their use of information and communication technology, we could likely design more appropriate, culturally sensitive ways to reach and help them,” Bennett added. “Our study highlights the potential for Internet and communication technology where individuals may have multiple ways of reaching out for health information, rather than through a primary care provider alone,” first author of the new study Nymisha Chilukuri from Johns Hopkins University School of Medicine said.

New YORk, JulY 23 (IANs): A new species of nectar-feeding bat that had been misidentified for more than a century has been discovered in Brazil, new research shows. The new species discovered unexpectedly amid research into the whole genus of Lonchophylla was named Lonchophylla inexpectata - inspired by the surprise element in the new discovery. During their study Ricardo Moratelli and Daniela Dias from Oswaldo Cruz Foundation, Rio de Janeiro, found that some of the specimens had their ventral (abdominal) fur considerably paler and some of their measurements were inconsistent with those of the type material of L. mordax, which species they had previously been confused with. The scientists concluded that what they had thought a mere variation of the colouring, is in fact one of the species’ distinguishable characteristics. Others include differences in the skull and the teeth morphology, showed the findings detailed in the journal ZooKeys.

The researchers are hopeful that controlled doses of this saturated fat called heptadecanoic acid may help reverse prediabetes in humans soon. Why wealthy people are biased towards others wAshINGtON, JulY 23 (IANs): Wealthy people may be likely to oppose redistribution of wealth because they have biased information about how wealthy most people actually are, a new study says. People use their own neighbourhoods and communities as a gauge of how much wealth other people possess. This leads wealthy people to perceive the broader population as being wealthier than it actually is. “These results suggest that the rich and poor do not simply have different attitudes about how wealth should be distributed across society; rather, they subjectively experience living in different societies,” said lead author Rael Dawtry, psychological scientist at the University of Kent. “If you’re rich, there’s a good chance you know lots of other rich people and relatively few poor people; likewise, if you’re poor, you’re likely to know fewer wealthy people and more poorer ones,” said coauthor Robbie Sutton, professor of social psychology, University of Kent. The attitudes toward wealth distribution stem from more than just an economic

Myanmar gives 153 Chinese life in jail for illegal logging YANGON, JulY 23 (AP): A court in northern Myanmar sentenced 153 Chinese nationals to life in prison on Wednesday after convicting them of illegal logging in a case that has already strained relations with Beijing. Two Chinese minors received 10-year sentences for the same offense, while a woman in the group received an additional 15 years on a drug charge, said Khin Maung, the lawyer for the defendants. Life terms are generally treated as 20 years in Myanmar’s judicial system. Myanmar’s army in January arrested the Chinese and some Myanmar nationals in Kachin state near the Chinese border, also seizing 436 logging trucks.

Chinese loggers in Myanmar send wood to China even though timber exports were banned in 2014. Analysts say the timber can be exported because the loggers make deals with local ethnic minority warlords and, according to some critics, local Myanmar military officers. “As China has risen to become the world’s biggest importer of timber products, it has also emerged as the leading destination for illegally logged timber, especially logs and lumber,” the British non-profit researcher, the Environmental Investigation Agency, noted in a 2012 report. It said the quantity of timber shipped from Myanmar to China had declined over

recent years, but smuggling was continuing and still a threat to Myanmar’s forests, among the richest in Southeast Asia. The loggers were sentenced under a 1963 law calling for jail terms of 10 years to life for anyone who steals or otherwise misuses or abuses public property. Khin Maung said one of the two judges in the court in the Kachin state capital of Myitkyina announced that the maximum penalty was being applied because “he deemed effective punishment should be meted out.” He said his clients have 60 days to consider an appeal. The verdict quickly attracted attention in China, where the defendants have

been a cause celebre since their arrests, with calls for the Chinese government to apply pressure for their release. The Chinese Embassy in Myanmar told the staterun Beijing Times that it protested the sentences as too severe and that it had made solemn presentations with Myanmar over the matter. The embassy said the workers had been deceived by criminals from both China and Myanmar to engage in illegal logging. China is Myanmar’s closest political and economic ally, but significant tensions exist between the two nations. Chinese economic penetration is big and highly visible in northern Myanmar, and

some large infrastructure and mining projects have drawn charges of being insensitive to environmental issue and local residents’ concerns. China is also seen as providing a safe haven for some Myanmar ethnic rebel groups with which Myanmar’s government would like to reach ceasefire agreements. Fighting with the Kokang minority, who are ethnic Chinese, flared up this past year and sent waves of refugees and Chinese workers fleeing for safety in China. What was said to be accidental bombing by Myanmar air force planes just inside Chinese territory made an uneasy situation worse, and led to an apology from the Myanmar side.

None of it prevented Jamaica from handing the Americans their biggest upset defeat. Education Is A Sacred Job INTRODUCTION: It is interesting to see almost every parent struggling to send their children to different schools, colleges, universities for education in reputed institutions. Even illiterate parents want their children educated. Is it not for the future sustenance and wellbeing of the future adults? “Education is our passport to the future, for tomorrow belongs to people who prepare for it today” (Malcolm X). You may be one such parent or one such child/adult who is educated. Education involves formation of the human self. This formation is a sacred job and not just a mere career. Unless a person sees the presence of God in the Child, his/her teaching will hardly have any effect. His dedication will be minimal or below-expected unless s/ he considers the child as an extension of God Himself. Therefore, we are all not teachers. INTELLECT Vs REVERENCE: Gone are the days when students held their gurus with high esteem. With the hype importance given to intellect and marks, there is erosion of respect and reverence towards teachers and elders. This is a negative phenomena and a sickness of the modern society. There are ugly incidences of students stabbing teachers or students beating teachers. If RTE forbids corporal punishment to students, I am not sure whether RTE has given students, the reign to beat up teachers. Students are called ‘students’ because they are on the process of learning. Can the pumpkin claim to be water melon? Intellect has developed but reverence is lacking. Critical faculties are given free play but sympathy, the power that binds and builds, is receding. Knowledge without sympathy does more harm than good. Mere Nuclear knowledge can do harm without love for human kind. THINKING Vs REALITY: Just a mere ideological insight about teaching or care of students is far far from reality of the class room. Mere knowledge of few sentences of some proverbs does not make one a good teacher and gives the right to dictate on the teaching community. Teaching is the oldest profession on earth. It is learn more by experience than mere book-reading. Just like, no doctor wants his/her patient to die, so does every good teacher want his/her pupil to shine in life. ‘Builder’ is another synonym for ‘Teacher’. SACRED VALUES: In the beginning I said, “Education is a Sacred job.” Have we become more appreciative of the deeper values which alone give meaning and significance to life? Through education, have we learnt love, forgiveness, sincerity, truthfulness, faithfulness, patriotism? If yes, our education has been a blessing. If not, our education has been faulty. The human family or human race is not ruled by mere money, wealth, competition. The earlier values actually rule the world. If these values recede, the connection between the head and hearts is weak. We should prepare ourselves for imminent problems. These sacred values can be taught only by God-led teachers, God-fearing tutors and humane persons. That’s the reason, Education becomes a Sacred Job. Science of Morality is a real need for today’s education. It is pertinent and apt to suggest that even the military (police) should be taught some moral classes for smooth conduct of their duty. CONCLUSION: One who has not gone to be a teacher for a considerable number of years (with dedication) should not perhaps admonish or dictate on the teaching community. The nation has the machinery of Teachers Training and Information for teachers headed by well versed band of educationists. The State has its own respected body to monitor and advise the teaching community. And despite the fact, out of three-hundred fifty (approx.) households irrespective of non-resident and resident of Changpang Village (wherein membership fees is being collected from each and every household) only twentysix members had occupied the formalities of recently held Union election process. Surprisingly, that too on the day of Mother's Day where everybody at home were busy themselves to greet their beloved mother with warm wishes but on the other hand, they were busy forming the Union secretly without the proper knowledge of the majority public and without obtaining people's mandate generally. However, after knowing the anomalies behind the election process, case has been filed at DB's Court Changpang HQ against the breach of the Union Constitution by Village Council Chairman and others. Subsequently, the said case has been heard on 29th June, 2015 and is awaited for final verdict/judgment order. I therefore, on behalf of the former (some) Office bearers caution and inform that dealing any form of Oil issue with the so called Self-style Union either for signing of any Oil related agreement for Changpang Village or advancing any financial grant till the settlement of the issue, either from concerned government agencies or Permit Holder Company against Changpang Village will be treated as "Null and Void agreement" or "Un-accountable money or money's worth". In other words, any oil issue and its related subject will be decided by % majority in the general public meeting specially assigned to and not by mere twenty-six members. BERLIN, JULY 23 (REUTERS): Bayern Munich have reached an agreement with Italy's Juventus to sign Chile international midfielder Arturo Vidal, the German club's CEO Karl Heinz Rummenigge confirmed on Thursday. "I can confirm that we have with both parties, Juventus and the player, reached an agreement. What is missing is the medical and the signature of the contract," Rummenigge told reporters during the team's trip to China. Vidal, no stranger to the Bundesliga having played for Bayer Leverkusen for four seasons until 2011, has won four straight Italian league titles and helped Juventus reach the Champions League final

LIVERPOOL, JULY 23 (AP): Liverpool signed Belgium striker Christian Benteke from Premier League rival Aston Villa on Wednesday in a 32.5 million pound ($50.7 million) deal to strengthen the club's attack for next season. A week after selling winger Raheem Sterling to Manchester City for 49 million pounds, Liverpool met the release clause in Benteke's contract with Villa and signed the 24-year-old forward to what it called "a long term contract" at Anfield. Benteke, who joined Villa from Genke in 2012 and scored 49 goals in 101 appearances for the Midlands club, passed a medical in London earlier this week and completed the paperwork in Liverpool on Wednesday. "I think it was the right club for me because I had a good chat with the manager and I wanted to be part of his project," Benteke told Liverpool's website. "I know

Liverpool is a big story. They've won league titles and the Champions League five times and of course the UEFA Cup and a lot of trophies. The signing gives manager Brendan Rodgers a strike force with real potential next season if Daniel Sturridge can remain fit.
