The deceased was later identified as one Sumit Gupta of Suriajan, who was believed to be a taxi driver. “During enquiry, it was found that he owned a Wagon-R car which he drove for rental. MOKOKChuNG, July 24 (MexN): The Langpangkong Senso Telongjem Mokokchung Town (LSTMT) and the Ao Kaketshir Mungdang (AKM) have submitted a memorandum to the Mokokchung Deputy Commissioner demanding justice with regard to the July 5 hit and run case in Mokokchung, which claimed the life of one person. The organisations recalled that on the night of July 5, one Chubatoba Ao, a former president of the Longkong Students’ Union, was found lying dead at the NH2, near Mokokchung town. “As per initial police inquiry,” it was reported that the deceased was killed by some drunken motorists. It was further reported that three of the accused were arrested by police while another is still at large. The organisations lamented that despite the passage of 2 weeks since the incident, one of the accused is yet to be arrested. The memo demanded that investigation be made to find out the exact circumstances leading to the victim’s death and that the absconding accused be arrested at the earliest, while urging the police to issue a ‘Wanted Person’ media notice. It further stated that the accused should be booked under every relevant section of the law and not be granted bail “under any circumstance till the whole investigation process is over and the case judged by a competent judicial magistrate.” Pointing out that late Chubatoba was the sole bread winner in his family; the organisations demanded that the district administration “offer immediate financial relief to the devastated family.”

Naga women are renowned for being excellent weavers and the unique Naga motif and patterns are a rave in the national and International market and fashion circuit. However, many fear that the aged-old practice of traditional weaving may soon become a lost art with not much importance being given to preserve the dying art. Photo by Imti Longchar
Husband murders wife and child, absconds
DiMAPuR, July 24 (MexN): In a horrific case of murder, one man killed his wife and minor son and absconded. The incident occurred at Kirha village (Airport junction), Dimapur on July 23. The man’s other son; aged around 4-5 years was also injured in the incident. The accused, identified as one Vikas Kachari alias Moheshori Boruah, hailing from Vilaguri village in Assam absconded after committing the crime. He was a
mason by profession. The police were informed of the incident by neighbours at around 9:30 pm. According to the police, the deceased victims bore deep cuts on the neck suspected to have been inflicted by a dao (machete). The victims were identified as Laxmi, wife of the absconding accused, and their son, aged around 8-9 years old. The injured son was admitted to the hospital with cut wounds on the neck. The police, while stat-
ing that all out efforts were on to arrest the absconding accused, sought the cooperation of the public for any information related to the accused. Meanwhile, the Kirha Village Council, Kirha Village Women Society and Kirha Village Youth Organisation have condemned the incident. The organisations in a press release have urged that the accused be arrested at the earliest, while adding that it will extend all possible help.
“We must remember the aspiration of our people for which the original movement was launched,” affirmed Vikho-o Yhoshü, MLA during ongoing NLA session today. While speculating that the solution may not be what the original visionaries had hoped for, he however urged efforts for an inclusive settlement. The need for solution along with unity, and delivering the aspiration of the Naga people were the main highlights of the NLA discussion on the Naga political issue for a second consecutive day All 50 legislators were given the opportunity to express their views. “What have we learned from within the span of 86 years of the Naga movement? Where is the defect?” questioned Apok Jamir, Parliamentary Secretary for Tourism. Suggesting that any solution must be realistic, pragmatic and as far as possible acceptable to every section of Naga society, Jamir said: “We know that our jurisdiction is within the state of Nagaland and our responsibility lies to the people of 16 tribes of Nagaland but that is not all. When we are talking about the Naga political issue it transcends beyond the state of Nagaland.” Parliamentary Secretary, Labour & Employment, Border Affairs, Mmhonlumo Kikon meanwhile said that a broad framework which takes into consideration the concept of selfdetermination is required. He also called for a stop to blame games while reviewing Naga history.
Resolution on Naga issue to be tabled on Monday Our Correspondent Kohima | July 24
After a two day marathon discussion on the Naga political issue in the NLA, a government resolution on this issue was moved by Chief Minister TR Zeliang after his concluding remarks and later a committee was set up to examine the resolutions. The committee, comprising PHE minister Tokheho; School Education Minister, Yitachu; Treasuries & Accounts Advisor, Dr. TM Lotha; Parliamentary Secretary for Land Resources, BS Nanglang; Parliamentary Secretary for Land Revenue, DBs, GBs and VGs, L Khumo and Parliamentary Secretary for Housing, Levi Rengma, will examine the resolutions and bring it to the House on July 27 for adoptio. NLA speaker Chotisuh Sazo informed that discussion on the Budget will be taken up on July 27. Deo Nukhu, Parliamentary Secretary for Higher and Technical Education narrated his experiences of atrocities by the Indian Army where in 1956, his village Zhavame was burned down by the Indian Army. As a boy, Nukhu recalled the Armed forces torturing the men in his village and moving from one place to another after his village of around 500 households was burned by the Indian Army. “The UGs were then treated as the security forces of the people and the Armed forces as terrors of the people,” Nukhu recalled. Speaker of NLA, Chotisuh Sazo, who is also the Convenor of Nagaland Legislator Forum also highlighted as to how the Naga people have struggled during their fight for sovereignty. He reiterated how our Nagas were tortured and murdered and how houses and granaries were burnt to ashes during the initial period of the Naga struggle. Sazo demanded that the
Disturbed Area Act & AFSPA should be lifted at the earliest, while also urging Naga national workers to reunite in letter and spirit. “While aiming for solution, we should also bring unity side by side,” said Parliamentary Secretary, Eco & Statistics, R. Tohanba. On the other hand, Parliamentary Secretary, Agriculture, Benjongliba, appealed the GoI to remove AFSPA from Nagaland immediately and requested the Naga political groups to make known the charter of demands to the public. Toyang Chang, Parliamentary Secretary for New and renewable Energy (NRE) asserted that every section of Naga society should be taken into confidence while also suggesting setting up of a committee comprising of imminent intellectuals to prepare crucial points pertaining to the Naga political solution and distribute the points to various NGOs, Tribal Hohos, Churches etc for discussion. Chang fur-
ther suggested that opinions can be polled, where the committee examines the majority’s opinion and seeks the approval of the people. Further the committee can meet all Naga political groups to seek consensus. In case opposition arises, Chang suggested: “Let there be room for each other and select a member from Naga political groups and civil bodies and inform churches to seek God’s guidance.” Stressing on Naga unity, Eshak Konyak, Parliamentary Secretary for Art and Culture said: “If we fail to deliver the desire of the people, it will be a mockery to the rest of the world. We need to go back to our people first. Let us go back to the district and put the opinion of all public. The voice of the people will strengthen the Naga political issue.” Any solution for all Nagas scattered in Indian and Myanmar will not to be easy, according to Vikhoo Yhoshü, who asserted that the approach should be practical. Having lived through the Naga struggle since the 1950s, Yhoshü revealed that he too wanted to join the Naga movement but was rejected for being too small. Yhoshü urged the need for Naga civil bodies and citizens to interact with Indian citizens in other parts of the country and with fellow Nagas in Myanmar. Yhoshü further cited the tiredness of the people who “feel that any settlement is the solution.” He however questioned whether leaders are giving enough thought to the likely consequences of a solution not being inclusive. Nagaland govt draws CBI Court’s fire The future of human
New Delhi, July 24 (PTi): The Nagaland government’s conduct in not granting sanction to prosecute five officers, including a then Minister of State, in a graft case has been “deprecated” by a special court which observed that states try to “shield” higher officials involved in such illegal acts. The court’s observation came while convicting former Union Minister PK Thungon and three others in a corruption case lodged in 1998 by CBI in connection with misappropriation of funds released by the Centre. The court also summoned as accused five officials, who were then active public servants and against whom sanction for prosecution was not granted earlier by Nagaland government, for November 4 saying there were enough material on record to take cognizance of offences against them. The five accused summoned by the court are -K Konngam Konyak, then Minister of State of Irrigation and Flood Control Department, Mezakrol, then Joint Director in the department, and the then public servants Nielakuo Suokhrie, K Angami and Bandang Wapang. Special CBI Judge Ajay
Kumar Jain held despite these kind of “gross abuses” of authority by government officials and making of money in illegal or corrupt manner, the Nagaland government had not accorded sanction to prosecute them. “The conduct of state government in this regard
Wapang are found to be indulged in the illegal acts for misappropriating the additional central fund,” the court said. CBI, in its charge sheet filed in 2003, had said these five accused could not be prosecuted due to want of sanction. The court had on July 21, convicted 69-year-old Thun-
• Court deprecates Nagaland govt’s conduct in not giving sanction to prosecute officers • ‘People of Nagaland are deprived of legitimate central funds released for development’ is deprecated. The people of Nagaland are deprived of legitimate central funds released for their development and the act of non-grant of sanction for prosecution against corrupt official by state govt is in fact betrayal of public trust. “It reminds whenever the higher officials are found involved in such activities, the state governments try to shield them from prosecution,” the judge said. “State government officials including K Konngam Konyak, Mezakrol, Nielakuo Suokhrie, K Angami and Bandang
gon, who was the then Minister of State Ministry, Urban Affairs and Employment, Tali AO, C Sangit and Mahesh Maheshwari in the case and they were ordered to be taken in judicial custody. The court would hear the arguments on quantum of sentence against these four convicts on July 27. The court held that there was no requirement to take sanction from the Nagaland government and the five accused summoned by it were not entitled for protection under the provision of the CrPC. “There is enough material on record for tak-
ing cognizance against accused K Konngam Konyak, Mezakrol, Neilakuo Sukhorie, K Angami and Badang Wapang for committing offences under section 120-B, 417, 420, 467, 468, 471, 409 (criminal breach of trust by public servant) IPC and section 13 (2) read with section 13(1)(c) and (d) of PC Act, 1988 and under all the substantive offences thereof,” it said. The court observed that facts of the case highlights the “pathetic condition of administrative affairs of Nagaland” as Rs two crore were misappropriated by accused persons but no complaint in this regard was initiated. The court noted that fortunately this matter surfaced in 1996 during a search conducted at Thungon’s house in relation to some other case. According to CBI, in pursuance to the proposal of Nagaland Government, the then Planning Commission had sanctioned an amount of Rs two crore in 1994 for renovation and upgradation of minor irrigation projects for the state and the money was to be released in two instalments of Rs one crore each. It has alleged that accused had misappropriated the funds received by the Centre.
rights in Naga context
Future of human rights lies in addressing wrongs committed in the name of the people’s struggles Morung Express News Dimapur | July 24
The future of human rights lies in meaningfully addressing wrongs and hurts committed by individuals or groups in the name of the peoples’ struggles. Neingulo Krome, Secretary General of the Naga Peoples Movement for Human Rights (NPMHR), said this while delivering his keynote address to students from various colleges on the ‘future direction of Human Rights in the current political scenario.’ They are participating in a UGC-sponsored two-day national seminar on ‘Human Rights in the North East India: Issues and Challenges’ at Tetso college. It has been organised by the Department of Political Science, Tetso College, in collaboration with The Morung Express.
Speaking to a “post (1997) ceasefire situation” generation, he gave a context to the Naga human rights movement. As the Indo-Naga war progressed, the Naga public was sandwiched between two sides, particularly tortured by the Indian military; the movement’s primary concern was to protect civilians, as well as further the rights of the Naga people. Today, what little was gained with the help of the Naga movement has been sold out in corruption. The Government of Nagaland, said Krome, has been reduced to issuing condemnations much like NGOs instead of taking actions when situations arise. Giving a history on the United Nations’ Universal Declaration of Human Rights (UDHR), Krome explained how the NPMHR was formed in 1978 “in response to the Naga people’s long-felt need for an organised movement to protect and further their human rights,” but also “based on the universal belief that violation of human rights in any part of the world is a threat to the human race as
a whole.” In its 37 years of existence, the NPMHR spent 20 years “fighting for our rights and our life.” After that, in the remaining 17 years, it changed course “towards sustaining the peace process and simultaneously trying to bridge the divide between leaders of various Naga political groups through the space that was created by the Ceasefire Agreement between the GoI and the leaders of the Naga political groups at various points of time.” Keeping in mind that some issues of serious human rights concern or violations committed by Naga national political groups had to be “overlooked deliberately” for “the cause we all wanted to protect and promote,” the NPMHR Secretary General maintained that the future direction of human rights in the changing scenario would need to “meaningfully address the wrongs and hurts that were committed by individuals or groups in the name of the people for which the struggles were launched.” Related news on Page 5

Independent action gives Dimapur a ‘Smooth Ride’ Morung Express News Dimapur | July 24
C M
A marked shift in perspective has currently occurred among the youth in Nagaland State—from dependency mode, they have shifted gear to the independent action mode. They have deployed the night as a partisan in this project. In an attempt to rouse a sense of ownership towards Dimapur and dignity of labour in general, a group of youth from here have begun the ‘Act of Kindness’ movement. From this originated the ‘Smooth Ride for Dimapur’ works that led to the repair of several roads around town, all done by night time. Lenti Aier, who first envisioned the concept based on Christian principles of love, sat on it for a while— how do I bring together like minded citizens to bless our city without criticising others? The everyday tumultuous commute on Dimapur roads had left her “hurt and discouraged.” In May 2015, she created a Facebook page to bring together people to a discussion table. From there, by June, the ‘Act of Kindness’ movement had nine core team members—Lenti, Kishor Dass, LG Solomon Rongmei, Supong Imchen, Imtimeren Jamir, Vika Yeptho, Adrian Mahung, Along Aier, Aneila S. Keretsu—

and 2000 Facebook supporters. With them and plenty of well wishers, the movement decided to repair major potholes around Dimapur town. They pooled in resources from their own pockets first. Then came resources from people who trusted the will and ability of this team to execute the work. Raw material— bitumen, metal stones, sand dust, stone chips and sand—was purchased. Phase I of the ‘Smooth Ride
for Dimapur’ was launched on July 1. For three nights, from 9:00pm-4:00am, the youth became working professionals by day, pothole repair workers by night. At first the way to actually make the best of the raw material was unclear. So the 6-7 wage labourers hired to help were asked to lead the way. This equalised matters—there was no hierarchy and everyone earned their fair wages; the labourers their money due and the

Excise seize liquor
Dimapur, July 24 (mExN): Excise personnel (Mobile Squad) manning New Field Interstate check post intercepted one Maruti Alto (As-01AN-6362) carrying 216 bottles of liquor on July 17. In this regard, one person identified as Khetoshe was arrested and booked under relevant section of NLTP Act ’89. The seized liquor was deposited in the Mobile Squad Malkhana. A press release from Superintendent of Excise, Dimapur informed that revamping the field duty activities, the mobile unit has geared up to make significant seizures in future. Round-the clock vigil has been beefed up to check inflow of illicit liquor into the State, he added. The public and passengers have been requested to cooperate with the personnel and bear with the inconvenience caused during the course of duty.
youth a dignity and ownership of their urbanscape. Potholes were covered at Delux Point (Bata Chariali), New flyover, near the Women’s cell, East police station, Nagarjan junction, Walford road, Burma Camp junction, and Old flyover near Tragopan junction. The costs came to Rs. 52,868 raised through free will donations, apart from other resources. They began to achieve their objective of “honouring the city with an act of kindness.”
“Many a times we were asked how much is the contract for? What is your cut? It took us a few repetitions to drive home the point,” says Adrian Mahung, when asked about challenges faced. Some of the potholes, highlights Kishor Dass, were 10-12 inches deep! Dimapur had not just become difficult, but hazardous. Apart from the work done, their team now also does the follow up inspection. Their dedication gave way to encouragement from sections of society, even asking if they could help repair more potholes. From July 16-18, Phase II of the movement was conducted, with donations worth Rs. 57,290. Some nights saw 60 volunteers, women and men, from various neighbourhoods and organisations participate in the work. The Dimapur police department chipped in with some resources and manpower— the nightmare between Burma Camp junction and Zion Hospital diversion was repaired. So what sets them apart from other road movements? “We did it,” the ‘Act of Kindness’ group puts it simply. Through independent, and collectivised, action the youth have ensured themselves, and everyone else here, a smooth ride. What are you waiting for?

Multiple landslides caused due to moderate to heavy rains have partially blocked the road between Kohima and Dimapur today. Thousand of vehicles were stranded, as there is only one-way vehicular movement due to mudslide and sinking of road in various pockets along the stretch of NH-29. The roads were seen gradually sinking down below Naga hospital, between two petrol pumps and near Hydro-river. Loose rock and mud from the overhanging cliff enveloped the entire stretch of the road this morning at old KMC dustbin, where BRTF workers were pressed into service along with bulldozers.

hat would you do if your home was getting flooded with rising waters? As I write this, an environmental catastrophe is in the making. The people of Chadong village in Ukhrul district of Manipur can only reach their village by boat; hundreds of acres of fertile paddy fields have been submerged under water. Not a big deal you could argue given that half the country suffers from floods every year. But in this case, the submergence of Chadong village, fields and forests didn’t happen due to excessive rains, rather a deliberate state policy that failed to take the consent of the people there. A state that sadly makes it to mainstream media only when there’s a bomb explosion. No surprises then that when the homes of the Tangkhul Naga tribal com-
munities started getting flooded with rising waters, few reported it. Not just Chadong, 14 more villages will lose their paddy fields, homes and forests once the construction of the Mapithel dam is complete. The dam being
constructed on the Thoubal river in Ukhrul district aims to supply water to Imphal city and generate electricity. Once commissioned, it will submerge 1,215 hectares of land, 595 hectares of which is under forest cover. And yet shock-
ingly construction on the dam started without obtaining forest clearance way back in 1989. The Forest (Conservation) Act of 1980 mandates clearance for development projects that use forest land for non-forest pur-
Centre to focus on NE roads in big way: Minister New Delhi, July 24 (iANS): In a bid to address the issue of poor connectivity in India's northeast, the central government is planning to focus on the road sector in the region in a big way, Minister of State for Development of Northeastern Region (DoNER) Jitendra Singh said on Friday. Singh said this when a delegation of Manipur-based Socio-Economic Development Organisation (SEDO) called on him with a request to consider a proposal for an alternative and shorter inter-state road link between Manipur and Assam from Tuibong, the headquarters of Manipur's Churachandpur district, to Jiribam on the Assam border. The minister said the emphasis
would not only be on constructing new roads and widening the existing ones but also on laying down a network of inter-state roads that were hitherto not owned by any of the respective states and were often referred to as "orphan roads", according to an official statement. The SEDO delegation, led by Letkho Haokip, handed over to Singh a memorandum and a letter of recommendation from Manipur parliamentarian Thangso Baihe. According to the memorandum, the existing link between Manipur and Assam through a road from state capital Imphal to Silchar in southern Assam is about 250 km long and also has a huge traffic load. An alternative
road from Tuibong to Jiribam, if constructed, will reduce the distance between the 2 states to less than 150 km. In the memorandum, the delegation requested the minister to take up this road project under the NonLapsable Central Pool of Resource (NLCPR) for 2015-16. This will not only help in improving the connectivity but also help in bringing all the underdeveloped parts of the region closer to the mainstream, it stated. According to the members of the delegation, they had approached the Manipur government for inclusion of the project in the state priority list of NLCPR for 2015-16 and were told that it had also been recommended to the DoNER ministry.
3 women harassed Won't let insurgents use land, every hour in Assam Myanmar govt assures India
GuwAhAti, July 24 (tNN): The recent cases of gang rape in central Assam's Nagaon district indicate rising crime against women in the state. Statistics by Assam Police reveal, on an average, three women in the state face some form of harassment or atrocity every hour. In the first four months of the year, the state recorded at least 52 cases of crime against women daily, the figures show. "Between January and April this year, at least 6,144 cases of crime against women were registered by police stations across the state," said a senior Assam Police officer. He added that the figure for the first half of the year is likely to have crossed 10,000. "Of the cases of crime against women recorded in the first four months, the highest — 2665 — are of cruelty by husbands. Around 60 dowry deaths, 1,740 cases of kidnapping, 1,106 of molestation, 557 of rape and 16 cases of trafficking were also registered during this period," the records show. "Every evening, when I go home from office, I feel unsafe. Women are often harassed in buses, cabs and on the streets in the city," rued a professional.
New Delhi, July 24 (iANS): Myanmar has assured New Delhi that it will not allow use of its territory for activities inimical to India, Defence Minister Manohar Parrikar said on Friday. In a written reply to a question in the Lok Sabha in connection with the June 4 ambush on an army convoy in Chandel district of Manipur in the northeast that claimed lives of 18 troopers and the subsequent retaliatory attack by the Indian forces Myanmar, Parrikar said the issue of presence of Indian insurgent groups in Myanmar is regularly taken up with that country's government. "The issue was again taken up with the government
of Myanmar, including at the highest level, in June 2015. The government of Myanmar has reiterated its assurance that its territory would not be allowed to be used for activities inimical to India," the minister stated. "Efforts have been made for seamless interface amongst all intelligence agencies and units conducting counterterrorism operations so as to collate, analyse and disseminate intelligence in a timely manner." According to Parrikar, surgical intelligence-based operations were carried out along the India-Myanmar border to counter planned attacks by terrorists and "significant casualties" were inflicted on them.
poses. A slew of violations and sluggish implementation of green laws made the National Green Tribunal (NGT) halt work on the project in December 2013. The tribunal noted that the Mapithel project did not have the necessary forest clearance from the Union ministry of environment and forests (MoEF). Following the interim order of NGT, stating that construction had to stop till necessary permissions were taken, the government machinery swung into action at high speed. MoEF accorded stage II clearance for diversion of 595 hectares of forest land in December 2013 following the tribunal’s order. The ministry of tribal affairs, which had earlier stated in categorical terms that Forest Rights Act (2006) “was applicable” and if not implemented will lead to “historical injustice”, did a complete about-turn within a month. Under the Forest Rights Act, consent of the local people through the gram sabha is mandatory; a fact also upheld by the Supreme Court in the landmark case in Niyamgiri (Odisha) where mining was not allowed as the local people had rejected the project. Oddly, another office memorandum by the ministry of tribal affairs on 18 December 2013 overturned the earlier order stating now that the “present project is a unique isolated case”, thus giving a one-time exemption from the Forest Rights Act. This one-time exemption, which the ministry of tribal affairs sought in 2013, not only let down the tribal people who were fighting for their land, but also chose to ignore the Su-
preme Court. To make matters worse, an RTI (Right to Information) application with the regional office of MoEF found no site inspection was conducted as mandated by the Forest (Conservation) Act, 1980, again another violation of green laws. In order to compensate for the 595 hectares of forest being submerged by the dam, MoEF had asked for double the area in the district to be planted with trees and chain-link fences around these trees. So not only did the local people lose their land to the dam, now a fenced-off plantation would further alienate them from their ancestral land. A pertinent question that should be raised is can a monoculture plantation be a substitute for an old-growth forest rich in biodiversity? Construction of the dam is now ongoing even though the courts are still hearing the matter. This June, as the water levels rise, the headman of Chadong village told local newspapers that he now feared a possible outbreak of epidemic as the water engulfed their fields and homes. As NGT deliberates on the matter, many questions are being raised. What prompted the ministry of tribal affairs to make a Uturn and ask for a one-time exemption for this dam? Why did MoEF not conduct a site inspection? Meanwhile, the people of Ukhrul are preparing their boats. It’s now the only way left to navigate their way through this watery world. 17 vehicles in Imphal Our Correspondent Imphal | July 24
More than 15 passenger vehicles were damaged by suspected strike supporters on Friday in Imphal for defying a dawn to dusk cease work strike call given by transporter bodies of Manipur in support of the ILP demand. The strike brought bus and truck services to a halt across the state as the transport sector stopped service for the day to show solidarity to the ILP agitation spearheaded by the Joint Committee on Inner Line Permit system (JCILPS). Both inter-state and inter-district passenger services suspended. All means of public transport stayed off the road. Sit-ins continued unabated in various parts of Manipur valley to demand implementation of Inner Line Permit in the state as the JCILPS has declared that it would go on agitation until the Manipur Government passed a appropriate law to protect the interests of the indigenous people. A huge public meeting organized by the Joint Committee yesterday at Iboyaima Shanglen in Palace Compound in Imphal East decided to put forward three key points to the Government. The Government should pass a new ILP Bill by August 15 next. Second the Government should insert the most important five-point recommendation of the Joint Committee submitted earlier to it in the proposed bill without fail. Third all police personnel responsible for the killing of student protester Sapam Robinhood should be placed under suspension before starting the judicial enquiry to be conducted into the killing. Earlier, the Joint Committee insisted on passing a fresh ILP bill in a fortnight despite the Government’s announcement that it would be brought in a month. The five-point recommendation of the Joint Committee are issuing pass or permit to migrants, fixing 1951 as the cut-off base year, banning land ownership rights to non-indigenous people, strengthening of Labour Department for registration and regulating of inter-state migrant labourers, and detecting and deporting of all illegal migrants. The Manipur Government passed a Manipur Regulation of Visitors, Tenants and Migrant Workers Bill 2015 to control influx of non-locals in March this year, but it was withdrawn by the Government after the public under the banner of the Joint Committee registered strong protest against it saying this bill only meant to protect the nonlocals and not indigenous people. Meanwhile, local social organizations of Khurai Sajor Leikai suspended the Imphal-Ukhrul road bandh today in view of the upcoming All India Pre-Medical Test (AIPMT) to be held on July 25, Saturday.

China factories falter, commodities take the hit
SYDNEY, JulY 24 (REutERS): Activity in China’s factory sector seemingly contracted at the fastest pace in 15 months in July, a preliminary private survey showed on Friday in a blow undercutting recent signs of stabilization in the struggling economy. The news came as Beijing announced it would allow its yuan currency to fluctuate more widely within its trading band as a way to support the trade sector. Fears of faltering demand in the world’s largest commodity buyer piled further pressure on resource prices, sending gold to a five-year low and copper to a six-year trough. It also added to the woes of emerging market nations already struggling with the risk of a rise in U.S. interest rates later this year. The flash Caixin/Markit China Purchasing Managers’ Index (PMI) dropped to 48.2, the lowest reading since April last year and the fifth straight month under 50, the level which the surveymakers say separates contraction from expansion.
shadowed better news from Japan where the flash Markit/Nikkei PMI rose to a seasonally adjusted 51.4 in July, from a final 50.1 in June, a welcome hint of economic acceleration after a surprise slowdown last quarter. Notably, new orders in Japan pushed into positive territory which might help explain recent data showing firms are becoming more confident about increasing capital spending. Yet the survey also found a slowdown in export orders, a trend that is bedevilling Asia and emerging markets generally.

According to government data, industrial output is still rising. The drop confounded forecasts for a rise to 49.7, from June’s final reading of 49.4, and slugged the Australian dollar to a six-year low AUD=D4. China is Australia’s biggest export mar-
ket and investors use the currency as a liquid proxy for risk in the Asian giant. The survey of executives in over 420 Chinese manufacturing firms found output, new orders and export orders all decreased. “Today, it’s big, bad news with this number well below con-
sensus,” said analyst Helen Lau of Argonaut Securities in Hong Kong. “It shows there’s no signs of recovery in small and mid-sized business in China, but I think it’s also related to the summer weak season for demand.” The China survey over-

NEw DElhi, JulY 24 (iANS): As many as 55 cities in 27 states and union territories are currently being developed as solar or green cities, parliament was told on Thursday. So far, 55 existing cities in 27 states/UTs are being developed as solar cities in the country under ‘Development of Solar Cities programme’,Power and New and Renewable Energy Minister Piyush Goyal told the Lok Sabha. The new and renewable energy ministry has been implementing the programme under which a total of 60 cities and towns are proposed to be supported for development as “solar or green cities”. Mahabubnagar in Andhra Pradesh, Thiruvananthapuram in Kerala, Indore in Madhya Pradesh, Jaipur in Rajasthan and Leh in J & K have only got in-principle approval till date, said Goyal. The criteria set by the ministry for the identification of cities include a city having population between 50,000 to 50 lakh (with relaxation given to special category states including northeast states), initiatives and regulatory measures already taken along with a high level of commitment in promoting energy efficiency and renewable energy.

as detailed instructions and precautions for their use, it said. A food, which has not been particularly modified in any way but is suitable for use in a particular dietary regimen because of its natural composition, should not be designated as “Food Supplements” or “Special Dietary” or “Special Dietetic” or by any other equivalent term, it added. FSSAI said: “The Food Authority may suspend or restrict the trade of such foods as have been placed in the market that are not clearly distinguishable from foods for normal consumption nor are suitable for their claimed nutritional purpose, or may endanger the human health.” The Food Authority may, at any time, ask a food business operator manufacturing and selling such special types of foods to furnish details regarding the history of use of nutrients added or modified and their safety evaluation, it added. According to Assocham-RNCOS recent paper, nutraceuticals, dietary supplements and functional foods market in India is estimated to grow from the current USD 5.6 billion to USD 12.1 billion in the next five years.
EMERGING STRAINS Expectations of a U.S. rate rise this year have already dented investor appetite for high-yielding but risky emerging market assets. The latest Reuters poll found a majority of analysts now believe the Federal Reserve will hike in September. The ripples are being felt far and wide. Aberdeen Asset Management on Thursday reported investors withdrew almost 10 billion pounds ($15.6 billion) over the past three months
to cut exposure to Asia and emerging market equities. The closely-watched MSCI emerging market index .MSCIEF has fallen 13 percent since late April as commodity prices entered a new bear phase. In the same period, the Thomson Reuters CRB index of commodities .TRJCRB has shed 10 percent to within a whisker of its lowest since 2009. Earlier in the week, Goldman Sachs slashed its outlook for copper prices citing expectations of lower Chinese demand and expanding supply. The combination of weak resource prices and a strong U.S. dollar is proving a headache for policymakers. South Africa’s Reserve Bank on Thursday raised rates for the first time in a year in an attempt to head off inflationary pressure from a falling rand. “The rand remains vulnerable to global market reaction to U.S. monetary policy normalization,” warned Governor Lesetja Kganyago, adding that Fed tightening would likely trigger an “exchange rate-inflation spiral”.

‘Self sufficiency in food grains is yet to be achieved’
Kohima | July 24
During 2014-15, Agriculture and allied sector achieved a growth of 4.1% and contributed 24.73% to the Gross State Domestic Products (GSDP).Out of this, agriculture proper alone contributed 19.29% to GSDP. This was stated in Nagaland Economic Survey 2014-15 tabled in the assembly session by Parliamentary Secretary for Economics & Statistics and Municipal Affairs, R. Tohanba, on Thursday. The survey stated that Nagaland is predominantly an agrarian economy with agriculture and allied sector as one of the main contributor to the state economy. The numerous festivals are centred around agriculture and its practices. Rice, the principal crop of the state is cultivated in about 70% of the net cultivated area registering a production of 4,54,140 MT during 2014-15. The other crops include maize, linseed, potato, pulse, soyabean, sugarcane, jute, gram, cotton, and castor. However, self sufficiency in food grains is yet to be achieved and the state is still dependent on imports. It stated that a major contributor to GSDP, agriculture is also the largest employer of the work force in the state, engaging more
than 60% of the working population. During 1950’s, almost 96.5% of the population was dependent on agriculture. And although dependency on agriculture for employment has decline to 70% in 1970’s and further to 60% by 2013, it continues to be the main source of livelihood. The Survey pointed out that despite the importance of agriculture to the state’s economy and livelihood, the contribution of this sector to the GSDP showed a downward trend from 26.64% in 2011-12 to 24.73% in 2014-15. During the same period the annual growth rate of the agriculture sector also indicated a decline from 5.3% to 4.04% at constant prices (2004-05). Stating that the projected population of the state by 2025 is 27,98,539, the Survey stated that increasing the production and productivity of agriculture is therefore pertinent to bridge the gap between the demand and supply of food grains in the state. Appropriate technologies focusing on “Hill Agriculture” supported by use of quality inputs, farm mechanization, infrastructure support, marketing linkages, value addition and extension services have been
introduced in the state. However, in addition to these efforts, attention is required on resource management and sustainable agricultural practices to negate the adverse impact on climate change on the state’s agriculture. The Survey stated that the area under food grain occupies 63.24% of total cropped area and 81.54% of new sown area. During 2013-14, the area under cereals increased by 2.34%, area under pulses increased by 1.52% and the total area under food grains increased by 2.24% or by 6800 hectares over the preceding year. In 2014-15, coverage area under food grains is anticipated to increase by 2.30% to 317190 hectares. Area under oil seeds and commercial crops also increased by 0.42% and 8.65% respectively in 2013-14 as against the preceding year. And in 2014-15, area coverage under these crops is anticipated to increase by 0.63% and 1.92% to 67520 hectares and 3800 hectares respectively as against the area coverage of 2013-14. It also stated that as in other parts of the country, with limited irrigation facilities, agriculture production and productively in the state is dependent on monsoons. As per the final esti-

mates, the production of cereals and pulses increased to 5,83,680 MT and 41,600 MT respectively in 2013-14 against 5,58,510 MT and 40,450 MT in 2012-13. The total food grains production in the state which stood at 5,98,960 MT in 2012-13 increased to 6,25,280 MT in 2013-14, showing an annual growth of 4.38% and an increase of 26,320 MT. Production of oilseeds and commercial crops also increased by 0.58% and 1.17% respectively during the period. Stating that in the long run, on account of the limitations in expansion of cultivable land, achieving higher growth in agriculture will be determined by increase in yield, the Survey stated “Focus should therefore be on increasing productivity through adaptation of suitable technology, use of inputs such as use of high yielding varieties of crops.” It added that with favourable monsoon prevailing during the last few years the productivity level of all the major crops showed an upward trend except for a few commercial crops which declined marginally. In terms of productivity, pineapple and banana recorded the highest yield with 15000 kg per hectare followed by kiwi, jackfruit and papaya with 12000 kg

Chief Minister T.R. Zeliang today said the Naga political issue is undoubtedly the uppermost issue in the collective psyche and thinking of the Nagas today. Making a concluding remark during the discussion on Naga political issue on the floor of the House here today, Zeliang said that under the chairmanship of NLA speaker Chotisuh Sazo, the 12th Nagaland Legislative Assembly (NLA) have recently constituted the Nagaland Legislators’ Forum (NLF) on Naga political issue, consisting of all the 60 members. It had also constituted a 23 member Joint Parliamentary Working Committee of the said Forum, consisting of all political parties having representation in the House including independents. He said the legislators have taken significant steps towards unity and inclusiveness on Naga politics, with the sole objective of facilitating the early resolution of the Naga political issue. Chief Minister appealed to all the Naga nationalist groups to follow suit, and try to unite for the common Naga cause. “Further, it is my sincere appeal that in the days to come, let this concept of unity and inclusiveness be the overriding principle in the Naga society, as well as in the overground or underground politics, so that real

per hectare. The productivity of other fruits like apple, orange, mango, litchi and grapes recorded 9000 kg per hectare, 8984 kg per hectare, 7000 kg per hectare and 6000 kg per hectare respectively. During 2013-15, the area under vegetables recorded an increase of 26.62% and the total production recorded an increase of 166.10% over the previous years. Spices like Ginger, Turmeric, large cardamom, Naga chilly, black pepper and betel vine are commonly cultivated by farmers across the state. These spices have good export potential. During 201314, 5040 hectare was cultivated under these crops as against 4016 hectare during 2012-13, registering a percentage increase of 25.50%. Production too has increased from 9676 MT in 2013-14 to 16988 MT in 2013-14 showing an increase of 75.57%. The major plantation crops in Nagaland are coconut, arecanut, cashenut and coffee. Papers presented at the national seminar on Human Rights in NE Morung Express News Dimapur | July 24
Several papers were presented today on various aspects of Human Rights by lecturers from various colleges at the UGC-sponsored two-day national seminar on ‘Human Rights in the North East India: Issues and Challenges’ at Tetso college. Dr. Toli Achumi, Assistant Professor, Political Science Department of Yingli Government College, Longleng spoke on ‘Human Rights in the NEIssues, Challenges and Strategies with Special reference to Nagaland.’ She highlighted how ‘internal conflicts’ in India led to large scale human rights abuse. The Armed Forces (Special Powers) Act (AFSPA) was used as a “weapon of the state” for “abuse and discrimination.” The “uneven burden” of militarisation has affected women and children the most, she noted. However, “in spite of the injustice and atrocities
committed to the North East region the data and information is not analysed and communicated between the centre and the region aggravating to further misinformation and alienation.” She also highlighted how the concept of the ‘welfare state’ is in complete disarray in Nagaland as public services become increasingly nonexistent. Shitio Shitiri, HOD/Assistant Professor, Department of Political Science, Tetso College, presented a paper on ‘Human Rights: A glance at Violation of Rights in Nagaland’—he highlighted issues from civil and political rights violations, cultural and traditional practices leading to violation of human rights, lack of awareness of rights among citizens to the need for accountability, transparency and participation in government and private agencies alike. Thepfusalie Thenuo, Research Scholar (Tezpur University) and Assistant Professor, Department of
Sociology, Sazolie College, Jotsoma, presented on ‘The Questions on Women’s Rights to Landed Property and Customary Law in Nagaland: A Study of Angami Community.’ Through the paper, he attempted to give a “critical reflection on the gender land questions and to understand and explore the rights, privileges and power relations that is constructed through the unformalized or uncodified customary male dispossession of land control and ownership.” Charles Mhonthung Ezung, Vice Principal, Immanuel College, Dimapur, presented a paper on ‘The Naga Customary Laws and Human Rights.’ He highlighted how Human Rights are the foundation for inclusion, and states like Nagaland want to decentralise governance planning even without the inclusion of women in decision making! He suggested that customary laws should be reformed and refined in order for a progressive society to take shape.
unity can be brought about in the Naga family,” he said. Zeliang welcomed the initiatives taken by the Interlocutor to the Naga political dialogue RN Ravi, in consulting various sections and organisations of the Naga civil society, including the student community and the state government, as part of the new policy of broad based consultations and inclusive approach towards resolution of the Naga political issue. “We are willing and ready to play a more pro-active role in the Naga political dialogue, and that role is ‘to facilitate the early and peaceful resolution of the Naga political issue,” Zeliang said. He said its role is that of a facilitator, “but not to be a participant in the Naga political dialogue.” At the moment, he said, our role has to be limited to facilitating the political dialogue to progress and to urging the parties to the Naga political dialogue to expedite the pace of the dialogue, and to bring it to early resolution. He recalled the Joint Parliamentary Working Committee of the NLF had recently gone to Delhi, and urged the Government of India to bring out a formula for resolution of the Naga political issue, and offer it to NSCN (IM), the group that is carrying on the dialogue. “It is understood that once the formula is offered, it would be used as a basis for a broad based consultations and discussions amongst
the various Naga nationalist groups, among various sections and organisations of the Naga people, including the political parties, the Nagaland Legislative Assembly, and the state government,” he said. He said it is during this process of broad based consultations and discussions that the NLA, through the NLF and the JPWC, will be expected to play a more significant role of facilitator in the resolution of the Naga political issue. “Once a broad consensus of views and opinions emerge out of these consultations, the parties to the Naga political dialogue can make use of them to arrive at a final resolution of the issue, that will be honourable and acceptable to the Naga people,” he said. “I think we have all accepted that the Naga political issue is no more the prerogative of the Naga nationalist groups alone. It does not belong to any particular tribe or individual. Rather, it belongs to the Nagas as a whole. It concerns all of us, because it is about our collective future. Henceforth, while talking about this Naga political issue, let us use the word “we” instead of “I”. I believe this will give the right message to our people and across the country. This way, we can move forward together without hurting each other. If we are united, and work together for a common goal, God will surely deliver us from this long struggling movement,” he said.

Pop Culture Cuteness: From Kewpies to Minions
I
David Elhrich
t's seldom an accident. It's not a lightning strike or a shooting star — more like a mad science. It's specifically designed to make viewers weak in the knees and unable to suppress an "Awwwww" while held in its thrall. (Resistance is futile.) It's the art of manufacturing mass-produced, all-consuming Pop Culture Cuteness — and it's huge business. For the most part, the cuteness-industrial-complex runs parallel to the zeitgeist, but sometimes — when the stars align to shine a certain twinkle down upon us — it violently butts into the mainstream. The recent arrival of Minions, the Despicable Me spinoff that focuses on the instantly iconic and possibly inbred creatures that exist to serve history's greatest villains, typifies how such incursions refuse to be ignored. The $593 million promotional blitz leading up to the release of the film made the little yellow agents of death more ubiquitous than any celebrity in the world: There were Minions Tic Tacs, Minions Chiquita bananas, Minions Twinkies, Minions McDonald's fries… for a brief period of time, the average American diet was basically just eating various shapes of Minions. And the marketing didn't stop at food products — Amazon got in on the action as well, shipping their items in boxes that looked like coffins for the balding Doctor Moreau rejects on their sides. But there's a good reason why Comcast and its partners felt comfortable spending such an ungodly amount of money to publicize a movie that features Jon Hamm voicing a character named Herb Overkill: It's undeniably cute. And cuteness, as the $625 the film has earned at the international box office so far might suggest, is the universal language (we used to think it was math, but we've since evolved from such an ignorant and naïve understanding of the world). It's also immediate. Cuteness instills brand recognition without requiring any, re-
lying on particular shapes in order to trigger the biological impulse for affection that Nobel Prize–winning physiologist Konrad Lorenz referred to as an "innate releasing mechanism." As if it wasn't already clear before Minions opened to more than $115 million, the culture of pop cuteness is real — call it "Pop Cute-ture" — and there may be nothing we can do to stop it. The most surprising thing about such aggressive adorableness is that these phenomena don't happen more often. Perhaps that's because America has erected barriers to protect us from such things, making cuteness one of the few areas where high and low art are encouraged to stay in their respective pens and every niche knows its place. But when the pop world is so rigidly segregated, the rare instances of spillover can have a profound effect. By looking at several landmarks of both foreign and domestic Pop Cuteture, perhaps we can learn something about how they occurred, what they became, and why some forces might remain beyond our control. Kewpie Dolls (1909) The aforementioned Mr. Lorenz believed that the Kewpie, a hyper-cherubic character first conceived by illustrator Rose O'Niell for a comic strip that was printed in Ladies' Home Journal, was "the maximum possible exaggeration [of cuteness]... which our perception can tolerate without switching our response from the sweet baby to that elicited by the eerie monster." In other words, the Kewpie — which looks like what might happen if God got drunk and combined the body of a toddler with the ditzy sex appeal of Marilyn Monroe — is the boiling point of cuteness. As anyone who's seen The Strangers can attest, push any of the Kewpie's features even a little bit and you'll be staring into the face of pure evil. Of course, it wasn't long before the dolls were put to work — by 1914, they were already slathered on boxes of products
ranging from Jell-O to Kellogg's Corn Flakes, and even became an icon for the suffrage movement. The era of modern cuteness-as-cash-cow had begun. Mickey Mouse (1928) Essentially just three black circles (the red pants and white gloves are just for sex appeal), Mickey Mouse has grown from a lovelorn dollop of cuteness to a rodent as intrinsic to our culture as CocaCola — a universal symbol of an empire worth nearly $100 billion (for reference, that's almost Jurassic World money). Beyond the money, however, Mickey is also valuable for what he revealed about the relationship between cuteness, capitalism and corporate branding. The correlation may seem obvious, particularly to modern consumers, but it's fascinating to look back at the character's physical reverse evolution as he Benjamin Button-ed from his recognizably adult appearance in Steamboat Willie to his more childlike look in Fantasia and beyond. Eventually, the rodent's cuteness became so pure that his innate releasing mechanism was too strong to sustain a narrative work. As a result, he transcended space and time to become a mascot in the material world, and today he can be found roaming the grounds of Disneyland, waiting for strangers to hug him.
The Banana Splits (1968) The missing link between between the Monkees and the Teletubbies, The Banana Splits was an hour-long variety show that represented HannaBarbera's first attempt at combining animation with live-action. There was Drooper (essentially a permanently stoned version of the Cowardly Lion), Fleegle (a giant beagle in a bow-tie), Snorky (a shaggy elephant), and Bingo (a primate Shriner, right down to his love for tiny cars). The show solidified a new live-action stronghold for the Saturdaymorning TV kids — a primo advertising demographic — and helped launch Sid and Marty Kroft's empire (the duo designed the costumes for the anthropomorphic quartet, as well as the set production). The good folks at Hanna-Barbera also jumped giant-overstuffed-head first into marketing the hell out of the show, which — in addition to the usual lunchboxes, dolls, comic books et al. — included releasing the insanely catchy theme song "The Tra La La Song (One Banana, Two Banana)" as a single, as well as an entire power-pop album of Splits tunes. And when a wave of late Sixties/early Seventies nostalgia started to crest during the Clinton era, the show's oddball combination of lysergic zaniness and furry-co-
splay shenanigans fueled a mini-industry of ironic t-shirts and Nineties altrock "Tra La" cover versions. It was cuteness that somehow managed to bilk a generation out of its bucks twice. Hello Kitty (1974) ''It's easy to accept [Hello] Kitty because it's so dumb and expressionless. It doesn't demand that you make any reference." That's how critic Midori Matsui, interviewed for a 2005 New York Times piece about artist Takashi Murakami and his theory of a Superflat culture, explained the unfathomable popularity of the ubiquitous cartoon cat in her native country. "Humanism is dead! Because people are weak and scared," she said, presumably moments before pledging allegiance to Lord Humungus, painting her face with the blood of her enemies, and wandering into the wasteland in anticipation of the new world order. Even amongst less dramatic critics, scholars, and fans, there's some debate as to what the creature really is: not a cat, but not not a cat. (Perhaps she's best thought of as Schrodinger's Kitty, dead in our world but alive in our hearts.) Designed by Yuko Shimizu in 1974, the adorably round feline — who established the overalls-to-exposed-cartoonflesh ratio that Minions would exploit four decades later — is as ubiqui-

His towering stature severely stressed his circulatory system (he couldn’t feel his feet) and placed structural pressure on his bones (he wore braces when he walked). Fastest We Can Run: 10.5 Meters per Second After Olympic sprinter Usain Bolt broke the 100-meter world record at the 2008 Olympics, Mark Denny, a biologist at Stanford University, wondered, Had “Lightning Bolt” sprinted as fast as a human can go? After having graphed 100-meter records back to the 1920s, Denny predicts humans will plateau at about 9.48 seconds for this meter mark, or 0.10 seconds faster than Bolt’s current record—a lot speedier in a sport in which differences are measured by the 100th of a second.
e humans are programmed to grow stronger, faster, and smarter; to climb higher, live longer, and populate every last inch of real estate. We’ve toppled scores of world records over the past few decades, but when will our progress peak? No matter how we enhance our natural capabilities, our potential is bound by certain scientific principles—laws of physics, biomechanics, and thermodynamics— that don’t yield to human ambition. Here, scientists define for us where, exactly, those boundaries lie.
Smartest We Can Get: IQ of 198 This honor goes to Abdesselam Jelloul, who set this record on a 2012 adult IQ test. But a few prodigies aside, if your score approaches Einstein’s 160, you’re probably at humanity’s upper reaches. “Our brain operates close to its information-processing capacity,” says Simon Laughlin, a neurobiologist at the University of Cambridge. This is due to a range of electrical tradeoffs: If the human brain were to get bigger, it would be less efficient.
Most Friends We Can Have: 150 Friends We’re not talking about Facebook friends, but real ones that you can depend on. With that criteria, 150 is the max, says Robin Dunbar, a psychologist at the University of Oxford. Dunbar examined census data on tribal groups, which averaged out at 148 members. The same number regularly crops up in modern business. Most famously, the founder of GoreTex insisted on separate factory units of 150 workers so people would be more likely to be pals.
Longest We Can Go Without Sleep: 11 Days In 1964, Randy Gardner, a 17-year-old in San Diego, woke up at 6 a.m. to start his science project: an attempt to break the world record for days without sleep. He succeeded. Gardner made it to 11 days while William Dement, a Stanford University psychiatrist, monitored his vitals. Gardner remained lucid, albeit irritable. Since then, studies have shown that rats deprived of shut-eye will die within 30 days, and a rare disease called fatal familial insomnia, which stops people from dozing off at all, causes death in a few months to a few years.
Longest We Can Go Without Solid Food: 382 Days Of course, this feat is easier to accomplish if you’re obese to start with—which was the case with “Patient A.B.” The 27-year-old, under observation at the University of Dundee in Scotland, weighed 456 pounds when he started his fast in the 1973 study. With a diet of purely noncaloric food such as yeast and multivitamins, he dropped to 180 by the time the study ended, more than a year later. Needless to say: Don’t try this at home.
tous in Japan as guns are in the United States. Once just on coin purses, she's now a seven-billion-dollar-a-year business that includes stationary, debit cards, Ferris Wheels, etc. She has her own wine, she has her own plane, she has her maternity hospital — she even has her own murder! But her coup de grâce, and perhaps the most stunning achievement in the history of organized cuteness, is that in 2008, Hello Kitty became the ambassador of Japanese tourism in China — it took a set of adorable bow and whiskers were dispatched to smooth over one of the most fractious international relationships in recorded history. And yet, to this day no adult can rock her gear in the US without being placed on a government watch list. Tickle Me Elmo (1996) It all seemed so innocent at first. Quietly released in July of 1996, Tyco's talking plush doll of America's favorite falsetto monster was meant to please children. It was not, however, meant to tear their communities apart in an orgy of Christmasfueled violence, one which saw the streets of suburbia awash in blood as red as the beloved Sesame Street character in whose name it had been spilled. It wasn't like the popular kids' TV show didn't have its fair share of endearing residents (big up our man
Cookie Monster!), or the helium-voiced muppet wasn't adorable from the get-go. But this was different. This wasn't just capitalistic cuteness. This was chaos. The trouble began with Rosie O'Donnell. "Tickle Me Elmo" dolls had been selling well through the start of the school year, but it wasn't until that fateful October afternoon, when O'Donnell so blithely mentioned her love for the toy on her talk show, that the frenzy set in. There weren't enough. There just… weren't…enough. Barely a million had been produced. The Wal-Mart doors opened and daddy… he just disappeared into the mob of humanity. They call it "New Jersey Quicksand." It was priced at $29.99, but that furry bug-eyed jester of death cost so much more. Black Friday? No, the blackest. We haven't tickled anything since. Pokémon (1996) Turning little kids into unrepentant addicts since 1996, Satoshi Tajiri's Game Boy RPG — in which the player assumed the role of an unsupervised child traveling around Japan and forcing wild animals to fight each other for his personal gain and amusement — has since evolved into a $38-billion-dollar entertainment brand. Toys, TV series, feature films, trading cards, comics: "Gotta catch 'em all!" Pokémon (or "Pocket Monsters," for those of you who have never tasted the glory of completing the Pokédex and defeating the Elite Four in surrogate bloodsport), has always relied less on cuteness than it has the compulsion it inspires from its fans. In 1999, two nine-year-old boys sued Nintendo by claiming that the Pokémon Trading Card Game had turned them into chronic gamblers. Nintendo, the suit argued, was engaging in "a pattern of racketeering activity." The suit failed, but only because it turns out that companies don't have to pay you money when you accuse them of capitalism. Still, the game's training mechanics have cer-
tainly encouraged a nurturing dynamic between player and digital killing machine. It's tell that the cuddly Pikachu, a Pichu who evolves when leveled up with high friendship, quickly became the face of the franchise despite not being a "starter" Pokémon or one of the game's more powerful monsters. Puppy Bowl (2005) The Cutest Lie Ever Told, Animal Planet's annual Puppy Bowl is not — despite appearances — a live televised sporting match between the most poorly coached football teams on the planet. It is, rather, a meshwork of incidental canine tomfoolery that's cut together from three separate days of shooting. The Puppy Bowl truthers were right. Conceived about two weeks before most of its original participants and debuted during the halftime ceremony of the 2005 Super Bowl, Puppy Bowl was designed to provide a viewing alternative for people who needed a reprieve from the sight of grown men concussing each other. Ratings have gone up as the main event's halftime acts have gotten worse (it's been reported that literally every American tuned in to the PB when the Black Eyed Peas performed in 2011), with an alleged aggregated audience of 12 million viewers and an off-thecharts social media presence; Michelle Obama even taped a kickoff intro in 2014. And lest you think it's not diabetically sweet enough, recent editions have added penguin cheerleaders [awww] and a kitten interlude in between quarters [AWWWWWWW!] Big-name sponsors are all over it — Geico has bought the naming rights to the miniature stadium — and according to an Ad Age article, the 2014 edition increased its advertising revenue by 30%. The Puppy Bowl is a nearly perfect model of how cuteness functions in American culture: isolated, simultaneous, undeniable, and able to produce a profit bigger than the gross national product of some countries.
Be-your-own-cashier shops will test our sense of morality Nury Vittachi

ow much are you worth in onions? You don't know, right? The exciting news is that supermarkets are getting self-service counters where you can scan an item's bar code and then jump up and sit on the weighing scales yourself. After learning my value in onions (more than $130!), I was planning to work through a wide range of supermarket items (wouldn't you love to know your worth in chocolate or floor mops?) But I had to leave, as my embarrassed children had run off, shouting: "He's not with us." (Children have NO respect these days.) That was in Britain. The good news for the intellectually curious is that doit-yourself supermarket check-outs are coming to Asia. They are being tested at a new zero-staff, honesty-based store in China. That should be interesting, as the food sector in that country is not exactly legendary for its moral integrity. "Comrade! We sold every item in the supermarket on the first day! We
got a dollar fifty!" Yet people promoting be-your-own-cashier stations claim that humans have a natural sense of morality. If that's true, it's buried pretty deep. Just last week I overheard a pregnant colleague saying that her husband spent the whole weekend "babyproofing" their house. I was shocked and plan to tell her that if the kid can't get in, she can leave it with me. But it did occur to me that maybe places with low crime rates, such as Japan, are evidence of natural morality. Remember the inexperienced guy who tried to rob the Saitama Resona Bank in Kumagaya some years back? "Any idea how you rob a bank?" the man, armed with a knife, politely asked counter staff. They politely responded that they did not, and suggested he leave. He accidentally cut himself with his knife on the way out, but police kindly got his wound seen to. Still, natural morality makes sense to me, as I totally believe in karma. I'll never forget the nice woman named Chen who took her dog for a walk near her home in China's Laohekou city in Hubei.
Readers may please note that the contents of the articles, letters and opinions published do not reflect the outlook of this paper nor of the Editor in any form.
A horrible pair of snatch thieves on a motorbike grabbed the parcel she was carrying and sped off with it. They got clean away with a large portion of fresh, warm dog poo. Nice one, karma. Stop press: a reader just sent me a recent news item that is relevant. A pair of drug-pushers in the US sampled their own stock and became woozy and paranoid. They convinced themselves that they were being pursued by law enforcement agents (which was not the case) and so gave themselves up to police. Did their subconscious sense of morality cause them to have themselves arrested? Or is there another word for it, such as "stupidity"? I was still puzzling this out when another crime story arrived. A bank robber with a red beard in the US city of Pittsburgh raided four banks. On his fifth and sixth, he wore a disguise: a fake red beard, carefully balanced over his real red beard. Is this madness or genius? There is a very thin line between acts of idiocy and acts of brilliance. I wish someone would explain that to my children.

The scariest bill in Parliament is getting no attention Nayantara Narayanan Scroll.in
Here’s what you need to know about it n Wednesday, the Narendra Modi government told the Supreme Court that India's citizens have no fundamental right to privacy. Attorney General Mukul Rohatgi referred to a 1950 court verdict which held that the right to privacy was not a fundamental right while defending the constitutional validity of the Aadhar scheme, a massive database of information of individual citizens including biometrics and bank accounts. At the same time the government is planning another big database. In the ongoing stormy monsoon session of Parliament, where the government and opposition have locked horns over several proposed legislation, Human DNA Profiling Bill 2015 has been making little noise but can have widespread impact on India’s criminal justice system and citizens’ privacy. The bill aims to regulate the collection and use of genetic material from crime scenes, and also proposes the creation of a national DNA databank that might be used for non-forensic purposes. DNA is a mighty tool, especially in criminal forensics, but access to a person’s genetic information can be highly intrusive and dangerous. DNA contains information about health and genetic relationships that can influence employment, insurance. It can be tampered with and planted at crime scenes. Law and poverty expert
O
Usha Ramanathan and Centre for Internet and Society executive director Sunil Abraham, who are members of an expert committee on DNA profiling constituted by the government, have written dissent notes against the final draft of the Human DNA Profiling Bill. Ramanathan and Abraham are of the opinion that there aren’t adequate safeguards to privacy and too much power rests with the proposed DNA Profiling Board. Ramanathan notes that one of the biggest challenges of a DNA database is function creep – the gradual widening of the use of a technology beyond the purpose for which it was originally intended. As this DNA profiling bill enters Parliament, here are some questions we should be asking. Is DNA evidence infallible? The short answer is “no”. Despite all the crime shows and murder movies we have seen where DNA evidence nails the perpetrator to the crime, DNA evidence is far from absolute. Genetic material recovered from a crime scene is likely to be only a partial strand of DNA. Analysing this partial strand can lead to a match with the person that left the DNA behind but can also lead to a coincidental match with people who happen to have a similar gene sequence in their DNA. False incriminations can happen when more than one person’s DNA get mixed at the crime scene, from DNA contamination, mislabelling and even degradation over time. In the Aarushi Talwar murder case, for instance, the Hyderabad-based Centre for
DNA Fingerprinting and Diagnostics (CDFD) altered its 2008 report in 2013 and admitted to typographical errors in the description of its DNA samples. The evidence could have changed the course of the investigation. What will the national DNA database look like? The bill proposes to set up a national DNA data bank and a number of state or regional data banks that will feed into the national data pool. Every data bank will have six categories under which DNA profiles will be filed – crime scene index, suspects’ index, offenders’ index, missing persons’ index, unknown deceased persons’ index, and volunteers’ index. The DNA profiling board will have the power to include more categories. In the offenders’ index, the DNA information will be linked to the name of the person from whom it was collected. All others will be linked to a case reference number. What happens when my genetic material is on the database? The bill gives sanction for broad use of DNA profiles and samples – to identify victims of accidents or disasters, to identify missing persons, for civil disputes and other offences. It also allows the information to be used to create population statistics, identification research, parental disputes, issues relating to reproductive technologies and migration. In his dissent note, Abraham argues that all non-forensic use should be rejected. Cases like whether pater-
nity should be determined, unwed mothers leaving their children and adopted children looking for their natural parents are hugely contestable things, said Ramanathan. “You are changing multiple structures and not recognising any of them,” she added. Even though the bill allows for DNA information of offenders to be expunged once a court acquits them or sets aside a conviction, it makes no provision for removing other kinds of profiles. The CDFD, which will be instrumental in building and processing DNA profiles, is using the CODIS software bought from the US's Federal Bureau of Investigation and compatible with their systems. The FBI used CODIS to identify victims of the terrorist attacks on the World Trade Center in 2001. More recently, the CDFD used CODIS to identify some who died in the Uttarakhand floods of 2013 after asking for 5,000 people who were possibly relatives of the deceased to undertake DNA testing. Can the DNA profiling board protect our genetic information? The bill grants the board vast powers to allow the use of DNA profiles in any civil and criminal proceedings that it deems necessary. “Ideally these powers would lie with the legislative or judicial branch,” Abraham said, in his dissent note. “Furthermore, the Bill establishes no mechanism for accountability or oversight over the functioning of the Board.” Ramanathan questions
the constitution of the board itself, her worry being that the board is not a body of disinterested officials. The secretary of the board is supposed to be from the Centre for DNA Fingerprinting and Diagnostics, an autonomous institute that will get a lot of work from the creation of the national DNA data bank. Why does a DNA fingerprinting consent form ask for caste? One of the most troubling features of the creation of a databank is the consent form to be signed by a person donating blood for DNA analysis. Along with name, gender and address, the form also asks for caste to be listed. India has a history of unwarrantedly linking caste and community with criminality. Members of decriminalised tribes regularly report being harassed by the police and even having false cases foisted on them simply because they are linked to a certain community. Tagging caste onto genetic data can result in unfair profiling and identification errors. The United Kingdom set up its national criminal DNA database in 1995. The database expanded over a decade by including genetic information of anyone who was arrested till more than one million innocent people were on it – including a grandmother who didn’t return a football to children who kicked it into her garden. The dangers of a genetic database are too much state oversight, false implication in crimes and a loss of privacy – none of which should come to pass without at least a debate.

he Chuck Taylor, one of the world’s most iconic shoes, is getting a redesign—and some arch support. The makeover is long past due, because the 98-year-old kicks, also known as the All Star, haven’t changed much since Converse introduced them in 1917. The flat-soled, rubber-toed high-top was worn by NBA players such as Wilt Chamberlain before it lost favor in the

urope may have inspired Ernest Hemingway’s writing, but it also fueled his early love of exotic boozes. While recovering from injuries he sustained on the Italian front, he bribed hospital nurses and porters for cognac, Cinzano, Marsala, and Chianti. Eventually, he claimed to be able to ‘‘drink hells any amount of whiskey without getting drunk.” We can’t all hold our liquor like Papa. In fact, one of the main delights—and pitfalls—of drinking is that it allows people to cast off the shackles of normal human behavior. But some people, as anyone who has been to an overlong wedding reception can attest, change more than others when they’re tanked. For a study recently published in Addiction Research & Theory, researchers questioned 187 pairs of “drinking buddies”—undergrads who
sports world and gained cachet as a casual sneaker worn by everyone from ’70s musicians like the Ramones and Debbie Harry to the techies and hipsters filling Brooklyn and San Francisco. The shoes have long been hailed for their minimalism—and derided for their lousy support. At first blush, the Chuck Taylor All Star II doesn’t look all that different from the original. Signature design flairs like the pronounced toecap, circular ankle patch and distinctive shape remain. But creative director Bryan Cioffi says the sneaker has been thoroughly rethought and remade. The canvas is lighter, with a slicker, softer finish. The patch is embroidered in white and blue thread, not heat-welded. An embossed logo on the license plate— the rubber rectangle on the heel that you scuff with your other foot while kicking off your shoes— replaces a screen-printed word-
mark. The rubber band, called foxing, connecting the upper to the sole, more cleanly meets the toecap. The dark pinstripe is now a striated pattern in homage to the days when factory workers reinforced the rubber using a tool resembling a pizza cutter. The waffle-pattern sole is no longer brown, but the color of honey. Even the eyelets got a makeover: they’re the same color as the upper, with a matte finish and a wee “Converse” insignia. But the biggest changes are inside the shoe where Converse has, for the first time, given the thing some padding and support. A lot of the tech came from Nike, which bought Converse for $305 million in 2003. Specifically, it’s got a plush and springy foam cushion on the footpad. The company calls it Lunarlon. You’ll call it, “Ahhhhh. Finally. Some support.” Converse also sandwiched memory foam between the two layers of the upper. Getting it just right followed what Cioffi called a “Goldilocks and the Three Bears” moment.
Too much made the shoe too bulky and uncomfortably tight. Too little allowed the shoe to slump and bag. “We wanted a close but not second-skin fit,” he says. Breathable micro-suede in key locations and some mods to the tongue further increase comfort. Those may all seem like steps in the right direction, but people who love their Chucks can be a tough crowd that doesn’t take well to change. E.C. Frederick, who led Converse’s R&D in the 1990s, told The Boston Globe that improvements haven’t always been with applause. The purists didn’t respond well to insoles or liners, and don’t even mention the time the company switched to Japanese factories. Cioffi says the design team was careful about bringing innovation and improvement to the shoe without sacrificing what people love about it. And for the purists who absolutely cannot stomach the idea of anyone messing with their Chucks, the originals aren’t going away. They’ll be offered alongside the new version, which cost $ 20 more.
The Mean Drunk frequently drank together and knew what their friend was like when intoxicated. Participants were asked how much they drank and how often, as well as whether they ever experienced any negative consequences from drinking, such as lower grades, regrettable sex, or craving a drink first thing in the morning. They were also asked to describe what they’re like when they are drunk by using the “big five” personality traits, which are openness, conscientiousness, extraversion, agreeableness, and neuroticism. Their buddies then corroborated (or contradicted) these personality assessments. The researchers grouped the respondents into four clusters, which they named with delightful pop-culture references: 1) The Hemingway: Based on the novelist’s storied imperviousness to alcohol, this category included individuals who behave roughly the same drunk as they do sober—at least when
it comes to temperament. When sober, they are roughly average across the five personality metrics. When drunk, their levels of intellect and conscientiousness (or self-discipline) change less than they do for other people. 2) Mary Poppins: These people are very agreeable when sober, and they stay very agreeable when drunk. Their levels of conscientiousness and intellect also decrease little. 3) The Nutty Professor: These people become far less conscientious after a few drinks. Most notably, they are introverted when sober, but the life of the party when drunk. (The researchers didn’t measure whether they play all the other characters at said party, though). 4) Mr. Hyde Named for the sinister alter-ego of Dr. Jekyll, these people reported big decreases in conscientiousness, intellect, and agreeableness when they are intoxicated. They “reported a tendency of being
particularly less responsible, less intellectual, and more hostile when under the influence of alcohol than they are when they are sober, as well as relative to members of the other groups.” There was no correlation between the clusters and the frequency or amount of drinking. But the researchers did notice something surprising when they looked at the consequences the drinkers reported. Members of the Mr. Hyde cluster experienced the most problems related to their drinking habits, followed by the Hemingways. Interestingly, the Mr. Hyde group had the most women in it. The rigor of these categories leaves something to be desired—they were somewhat arbitrarily constructed based on the recalled observations of a relatively small number of college students. And the clusters obviously don’t capture all the possible permutations of drunk behavior. (Let’s hear it for the sleepy drunks who effusively
make impossible-to-keep brunch plans.) But it’s significant that the people who change the most and are the least fun to be around when drunk are also the most likely to have alcohol-related issues, like blackouts or fights. That suggests “drunk personalities” could be clues to the trajectory and nature of drinking problems. Alcoholism is notoriously hard to pin down. If you drink a little every day, is that a problem? What about nothing all week, but 10 beers on Saturday? The study authors hope that assessments of “drunk personalities,” more than being a novelty, could eventually be used by clinicians to help problem drinkers get to the root of their troubles: More studies need to be performed before that can happen, but this one is a start. At the very least, if someone excuses bad drunken behavior with a simple “I’m a mean drunk,” these findings could be a form of validation—and a cause for reflection.

The Naga Blog is a forum on facebook where Nagas from Nagaland and around the world network, share ideas and discuss a wide range of topics from politics and philosophy to music and current events in Nagaland and beyond. The blog is not owned by any individual, nor is it affiliated to or associated with any political party or religion. The only movement it hopes to stir is the one raised by the voices of the Nagas every step of the way, amassing perhaps to mass consciousness one day. www.facebook.com/groups/thenagablog
India too owes reparations to the Naga people! Yanpvuo Kikon: Yes Shashi is right! India too owes reparations to the Naga people! Watched the Viral video of MP Dr. Shashi Tharoor and made me ponder upon our Indo-Naga Conflict which has led to loss of many lives for more than half a century. Reflecting on Dr. Shashi Tharoor's viral speech at OxfordUnion, "That we are not talking about reparations as a tool to empower anybody, there are tools for you to atone for the wrongs that have been done.. You cannot put a monetory sum on the kinds of horrors that people have suffered. Certainly no amount of money can expiate the loss of a loved one. But the principle is what matters!" THE ABILITY TO ACCEPT A WRONG THAT HAS BEEN DONE, TO SIMPLY SAY 'SORRY' will go a long long way than a certain percentage of GDP in the form of aid! Thousands of Villages were burned, thousands of women were raped, children killed in our father's and grandfather's generation. Just a few days back, the horrors of the Armed Forces Special Power's Act came into play as the Indian Army without any remorse shot dead two school children in Phek district of Nagaland for which thousands of people gathered today to protest against this inhuman act! But sadly, no national media even reported this incident thereby adding more salt of our fresh wounds... Any problem in this world, however complex and prolonged can always be resolved using our God gifted ability to assess, analyse and propose a way forward. However, conflicts starting from individual fights to war between nations have arisen out of the inability to reason rationally. When human beings start thinking with their hearts and not with their heads, emotions stir up irrational decisions which will always lead to emotionally flared up actions snowballing into more hatred, revenge, alienation and ripple negativity. ALL IT TAKES IS AN APOLOGY, just as the Australian Government made a formal apology to the stolen generation, the Aborigines who are the indigenous inhabitants of Australia, just as the Queen apologised to the Maori people of New Zealand. I believe Shashi Tharoor's epic speech has paved way for a introspective admission of the Indian Government also to be able to apologize to the Naga people for the horrors and nightmares that have been inflicted upon our indigenous population for the past six decades.. Because the new Naga generation, our weapon of choice is no longer guns and violence. Our weapon of choice is Talent and Creativity and we want to channelize these gifts to be able to unleash our true potential and attain real freedom, the emotional and logical freedom that gives us the space to progress, prosper and thrive along with the rest of the country and the world. Time for Dr. Shashi Tharoor and the rest of the country look into the mirror as well. What do you lose by saying Sorry? Nothing! Absolutely Nothing! So, Live and Let Live! SuLika Su: It would be great if we can make our cause an international concern. India will never support nor provide any kind of news coverage about their Army crimes on our people, an apology is not going to transpire any time soon. They have been sweeping everything under the rug for decades. I feel that Naga youngsters and scholars have a huge reserve of power in the form of technology and education today. Why don't we make our cause known EVERYWHERE? Call me blunt, but I think we need all the outside help we can get, and a possible intervention from the international communities, otherwise we will see history repeating itself upon us.
Enough of parasites in our society Mughaka Kinny : And so after almost a decade, we the denizens of Zunheboto town is about to see a new road constructed ( construction will start on 13 july 2015 ) and all thanks to our Sir. Vikheho of Road and Bridges Department. Now the problem is, the UGs after knowing about this, have started demanding money. And this is a serious problem. Why are they creating so many problems? Why do they have to stick their nose in everything? What have these UGs done for the betterment of our society? And why we the public have to keep on feeding them and fulfilling their demands? When are we going to learn to say no? Ou very motto, 'Nagaland for Christ' should be changed to 'Nagaland for Corruption/Extortion.' I am fed up of this tradition of "My Share." Aren't they collecting a yearly 20% salary of every servicemen? Last month they even blocked mobile networks, and we the public faced so many untold problems. Do we have to go back to headhunting age? After so many years our town Zunheboto is going to have a new road, we have faced so many problems because of bad roads. And these UGs are a pure parasite and a menace to our society. Let us live in peace. Imojen Jamir: All of us, directly or indirectly have fed them, clothed them, housed them and also bought them guns.. Even for a pan I chew in Dimapur, 'tax' is paid to 3 "NPGs" via the wholesalers and then to different groups through the retailers... It is high time they acknowledge our payments in multi crores for decades. As they demand the money, instead of paying the amount, public should resolve and firmly stand to demand their service of labor and help in the construction of the road. 'Medicine Baba' gets drugs from rich and gives to poor Rishabh R. Jain Associated Press
O
mkarnath spends his days searching New Delhi for drugs. A call to the phone number printed boldly on his saffron-colored tunic reveals his alternate identity: "Hello, I am Medicine Baba." The chatty, 79-year-old retired blood-bank technician has been collecting unused prescription drugs from the affluent for the past eight years, and distributing whatever hasn't expired to patients who need medicines they cannot afford. Omkarnath, who like many Indians uses only one name, is not a trained pharmacist, and must see a doctor's prescription before he'll help supply any drug. He doesn't charge, though he says the value of what he gives away each month is more than $9,000. "Every bungalow in Delhi has extra medicines, but they are throwing them in their dustbins," says Omkarnath, who walks with a limp after an accident that left him with dislocated bones in both legs. "Medicine Baba" — baba is an honorific term meaning wise man — walks more than seven kilometers (four miles), stopping door-to-door to ask for unused medicines. On one such trip Sunday, he had collected a huge bagful of donated prescriptions in just an hour and a half. Some 40 percent of India's 1.2 billion people have no access to modern

medicines because they are too expensive or simply unavailable in government hospitals where supplies are often scarce. Meanwhile, India is exporting 45 percent of the $25 billion in pharmaceuticals it produces each year. Omkarnath began his mission after seeing some construction workers get badly injured in New Delhi. He says he followed the men to government hospitals where they were not given treatment and told to find the drugs they needed elsewhere. He says he has built up a stock of drugs and medical equipment worth tens of thousands of dollars from weekend trips to wealthy neighborhoods and more than a dozen collection
Install CCTVs at all prisons: SC New Delhi, July 24 (iANS): The Supreme Court on Friday directed the central government and all the states to install CCTV cameras in all the prisons across the country and take a call on installing them in police lock-ups, if there are incidents. The apex court bench of Justice T.S. Thakur and Justice R. Banumathi in their judgement said that CCTV cameras should be installed in the prisons within one year but not later than two years. The court said that every police station should have at least two women constables. Pronouncing the judgement, Justice Thakur said that all the state governments must fill up the vacancies in the state human rights commissions within three months time. The court also directed union territories to set up state human rights commission, noting that none of the them, including Delhi, have their own state human rights commission.
SC bars burqa, full sleeve shirt from CBSE medical exam New Delhi, July 24 (iANS): The Supreme Court on Friday declined to interfere with the dress code prescribed by the CBSE for candidates appearing for the AIPMT exam on Saturday, barring them from wearing either a head scarf, full sleeve shirt or burqa. The apex court bench headed by Chief Justice H.L. Dattu while rejecting the plea by Students Islamic Organisation of India, said: "If you appear in an examination without a scarf, your faith will not disappear." Describing the plea as "nothing but an ego", the court said that candidates can wear the head scarf after the exam is over. The court also observed that faith is something different from wearing a particular type of cloth.
boxes set up in private clinics around the city. He stores his cache in a small rented room next to his home in the fetid slums of Manglapuri in southwest New Delhi. The room is filled with boxes of common flu tablets, insulin injections and cancer medications. Omkarnath also arranges donations of equipment including hospital beds, oxygen cylinders, nebulizers, wheelchairs, walkers and oxygen machines. Many nongovernmental organizations work to give medical care to India's needy, and Omkarnath works with some of them to deliver medicines. But Omkarnath's one-man recycling effort is rare if not unique. There are medi-
cine recycling efforts elsewhere, including the United States, but drugs in those cases are generally donated by medical institutions rather than individuals. Dr. Lalima Rangwani distributes medicine Omkarnarth collects. She said at first she wasn't sure she could trust the drugs he collected. "But when he brought the medicines, I checked it out, the batch number, all he has written on the list. So only then I got convinced that these are genuine medicines," she said. India spends just over 1 percent of its gross domestic product on health care — one of the lowest rates in the world. "Most states in India don't spend adequately on public health. It is
not a priority," leading to drug shortages, says health economist Sakthivel Selvaraj from the Public Health Foundation of India. Private hospitals generally have better supplies, but they charge far more than what hundreds of millions of impoverished Indians can afford. One of Omkarnath's regular recipients is 52-year-old Dhulichand, who has been suffering from emphysema for several years. The former shoemaker, who goes by only one name, cannot afford the $100 it costs for 20 oxygen cylinders he needs to breathe each month. "I can't move around or even shower without these cylinders," a bedridden Dhulichand says, as a clear tube delivers a steady flow of oxygen to his nostrils from a cylinder against the wall in his tiny concrete room. "Government hospitals don't take me" because he needs too much care, he says. "They tell me to go back home." Omkarnath depends on cash donations to cover his costs and modest living expenses, which come to about $500 a month. Eventually, he hopes to build a nationwide network of medicine banks. "My efforts make up merely a drop worth of solution to a huge ocean of problems," Omkarnath says through the last few teeth left in his mouth. "I hope before I die this becomes a bigger movement and I contribute at least a glassful."
Will not allow PM to take farmers' land: Rahul ANANtApuR, July 24 (iANS): Targeting the NDA government over the land bill, Congress vice president Rahul Gandhi on Friday said he would not allow Prime Minister Narendra Modi to take farmers' land easily. Addressing a public meeting in Obuladevara Cheruvu village as part of his 'padyatra' to highlight the problems faced by farmers, he assured the farming community that Congress will stand by them. "The PM of India is under the impression that he can take away the lands of the farmers but we will not let him take farmers' land easily," said Gandhi. "We have not even shown 10 percent of the strength of farmers of India. And the PM suddenly understood that he cannot push the farmers of this country," he said in an obvious reference to the government's proposal to amend the land bill to break the impasse in parliament. He said the Congress took a stand in parliament that it will not let the government take away the land of farmers that easily. "The Congress and the farmers of this country decided to show a little bit of their power to the prime minister. He changed his mind after the fight of farmers, which was fought by the Congress," he added. On his first visit to Andhra Pradesh after the bifurcation of the state, Gandhi also hit out at Modi over special status to the state. "The PM wanted to take away land of
farmers and also the special status and Polavaram away from people of this state," he said while alleging that the NDA government is going back on the commitment to accord special status to the state. Gandhi, whose visit is seen as an effort to strengthen the party's base in the state after it drew a blank in last year's assembly and Lok Sabha elections, told the rally that the Congress is fully committed to special status and Polavaram project. He also targeted Chief Minister N. Chandrababu Naidu and main opposition YSR Congress Party for not fighting for special status for the state. "I can fully understand the intention of the prime minister. But, what I do not understand is the intention of the chief minister of this state and other party. I do not understand why these parties do not fight for special status and for Polavaram," he said. Accompanied by Congress state unit president Raghuveera Reddy, other leaders and a large number of party workers and supporters, Gandhi undertook a 10km padyatra in the drought-prone district. He kicked off his padyatra from Obuladevara Cheruvu village, where his grandmother and former prime minister Indira Gandhi had addressed a meeting in 1979. He interacted with farmers, agricultural labourers, artisans and women's self-help groups and enquired about their problems.
Parliament logjam continues as govt, opposition lock horns New Delhi, July 24 (iANS): Both houses of parliament were disrupted again on Friday, washing out the first week of the monsoon session without transacting any major business. In a reminder of the 15th Lok Sabha that witnessed maximum disruptions, both houses, for the fourth consecutive day, saw the government and the opposition trading charges. Those alligned to the government in a unique show sat on a protest dharna in the parliament complex, demanding that the two houses should function. The opposition, on the other hand, asked to whom were the protesting ruling alliance members pitching their demands. The Congress also trained its guns on Prime Minister Narendra Modi for keeping a "conspiratorial silence" on the Lalit Modi controversy and the resultant parliament logjam. While the Lok Sabha was adjourned soon after it met for the day at 11 a.m., the Rajya Sabha witnessed several adjournments, before it was finally adjourned for the
day at 2.30 p.m. The opposition is demanding the resignations of External Affairs Minister Sushma Swaraj and Rajasthan Chief Minister Vasundhara Raje for helping former Indian Premier League chief Lalit Modi, and of Madhya Pradesh Chief Minister Sivraj Singh Chouhan over the Vyapam scam. The government, meanwhile, made it clear there would be no resignations, also adding that state issues would not be raised in parliament. Treasury benches in both houses pressed for taking up a debate on the controversy surrounding Sushma Swaraj. As soon as the lower house assembled in the morning, Speaker Sumitra Mahajan said she has received adjournment motions from the opposition on the controversy about BJP leaders' closeness with former Lalit Modi as well as on the Vyapam scam. However, the speaker dismissed the adjournment motions, and the resultant din forced her to adjourn the Lok Sabha for the day. In the Rajya Sabha, where the opposition is in a majority, heated
exchanges between the treasury and opposition benches were witnessed, with members from both sides creating ruckus. The opposition did not even allow private member's business, which is usually spared from protests, to be taken up. As the house met, Congress leader Pramod Tiwari said a notice has been submitted. "Who asked for Lalit Modi to be helped? Is the government going to sack Sushma Swaraj and Vasundhara Raje or not," Tiwari asked. The Congress members then shouted slogans and demanded the resignations of the BJP leaders, while the ruling party members insisted that a debate be taken up immediately. Leader of Opposition Ghulam Nabi Azad said the ruling party members were disrupting the house. The din continued through the day, and the house was first adjourned till noon, then till 2.30 before being adjourned for the day. The government, which had decided before the session to give an aggressive retaliation to the op-
position, in a unique show staged a protest in the parliament complex here, urging the Congress to let the ongoing monsoon session go on smoothly, and accusing the Congress government in Uttarakhand of corruption. On the other hand, the opposition criticised the BJP leaders for sitting on a dharna. "It is the opposition that has the right to oppose, sit on a dharna and to demand action from the government. But today (Friday), the ruling party sat on a dharna," Ghulam Nabi Azad told media persons. The Congress later questioned the prime minister's silence on the issue. "The prime minister is the leader of the country and not just the party (BJP). He should have sent a message. Does the prime minister of this country wait for two months for parliament to convene to speak," Congress spokesperson Abhishek Manu Singhvi said. He said that though Modi was active in all social fora like networking sites, he has not so far spoken on the Lalit Modi issue as well as the Vyapam scam.

Scam versus scam politics stalls India's reform agenda New Delhi, July 24 (ReuteRS): India's premier political parties have come up with a new strategy to get even with each other - scam versus scam. Since the monsoon sitting of parliament began on Tuesday, the ruling Bharatiya Janata Party (BJP) and the main opposition Congress party have been trying to outdo each other with accusations of who is the most corrupt. While the strategy is meant to blunt allegations of impropriety levelled against Prime Minister Narendra Modi's party and ministers, it has paralysed the new session of parliament, casting doubts on the fate of a landmark tax reform. The passage of the measure should pave the way for the biggest overhaul of taxes since independence in 1947 and reassure investors who are growing impatient with the slow pace of economic reforms. But every day since Tuesday, opposition lawmakers led by the Congress party have stormed the chamber and forced the speaker to halt proceedings. They are demanding Prime Minister Narendra Modi sack his foreign minister and a state leader for alleged favours given to a sports tycoon living in London who faces allegations of tax evasion. The leaders deny wrongdoing. But in India's notoriously grubby politics, there is plenty of mud to sling. So in
its response, every afternoon, the BJP has raised alleged scams by chief ministers of Congress-ruled states. The party made graft allegations on Thursday against Virbhadra Singh, the chief minister of Himachal Pradesh. On Wednesday, it accused Harish Rawat, Uttarkhand's chief minister, of changing government policy on granting liquor licenses to make profits. "Those who are making charges against us, will they ask their own chief ministers to resign?" asked Telecoms Minister Ravi Shankar Prasad. Both the Congress leaders have denied the charges. Congress is also gunning for Shivraj Singh Chouhan, the chief minister of Madhya Pradesh, governed by Modi's party, over the deaths of witnesses involved in a massive fraud in entrance exams for college and government jobs. Congress vice president Rahul Gandhi said the party would not relent without their removal. "No discussion without resignation," he insisted on Thursday. Political opposition has already forced Modi to defer the passage of a businessfriendly land purchase law. His inability to pass key reforms have dimmed economic prospects, a Reuters poll showed. A delay in passing the tax reform would only further undermine investor confidence.
Attacks on mobile phone centres in Srinagar SRiNAgAR, July 24 (iANS): Four serial attacks here on Friday to disrupt mobile phone services have thrown service providers into panic and security agencies into a tizzy. The first attack happened in the morning when unidentified attackers forced entry into an Aircel service centre in the busy commercial hub of Karan Nagar, forced the staff to stop business and leave before hurling a powerful hand grenade that destroyed the centre's furniture and fixtures. An autorickshaw driver, Shahnawaz Ahmad,
was injured in this explosion and admitted to the nearby SMHS hospital for treatment. Minutes after this, another group of the attackers forced staff out of the Vodafone service/sale centre adjacent to Karan Nagar area and exploded another hand grenade inside, sending a clear message that they wanted mobile phone services to be shut down in the city. As police said they had launched a manhunt to nab the attackers, a BSNL tower was attacked with a grenade in the Shaheedgunj area, adjacent to the civil
secretariat that houses all the top offices of the state government including those of the chief minister, his cabinet colleagues and all the senior bureaucrats. Another civilian was injured in this explosion. Barely an hour after the third attack, another grenade attack occurred at a mobile phone tower in Wazir Bagh area of the city. Friday's serial attacks are the first such incidents in Srinagar city through which the unknown assailants virtually declared a war on cellular operations in the state capital.

Academics & activists eye for seats in parliament to curb Myanmar military YANGON, JulY 24 (ReuteRs): Leading activists and academics in Myanmar are rallying behind opposition leader Aung San Suu Kyi ahead of Nov. 8 parliamentary elections, hoping that a resounding win for her party will help force the military to loosen its grip on power. Frustrated by failed efforts to change the constitution and remove the military’s legislative veto, several of the country’s best-known reformists said they would run as candidates for the popular National League for Democracy (NLD). The election will be the first nationwide ballot since the end of direct military rule in 2011, since when the country, also known as Burma, has undergone significant political and economic liberalization. Yet even if democracy activists help the NLD do well, a constitution guaranteeing 25 percent of seats for unelected members of the armed forces that is enough to block change to the contentious charter, means they face an uphill struggle. The constitution bars Nobel laureate and opposition figurehead Suu Kyi, released from lengthy house arrest in 2010, from becoming president, another hurdle to reformists’ ambitions to open up the country’s political system further. “Failure to amend the constitution in parliament made us realize how powerful the military is and the
Human Rights activists face threats in Myanmar BANGKOK, JulY 24 (AP): A new report says human rights workers in Myanmar face threats to their personal security despite moves toward political reform since military rule gave way to an elected government four years ago. The report issued Thursday in Bangkok by the independent groups Burma Partnership and the Assistance Association for Political Prisoners, depicts a climate of violence, sexual assault, arrests and cyberthreats against aid workers, in some cases believed to be linked to the government. Almost half of the women interviewed for the report said they had experienced some form of sexual or physical violence, sexual harassment or intimidation, and student groups said they suffered harassment both in person and through level of difficulty the NLD is facing,” said Aung Thu, rector of Yangon University, who said he would join the NLD in August. Also offering to run for parliament are Nay Phone Latt, an influential free speech advocate, and Naw Susanna Hla Hla Soe, head of the Karen Women’s Action Group, a well-known female empowerment organization. And Ko Ko Gyi, a leader of the 1988 pro-democracy students movement who spent 17 years as a political prisoner, plans to represent the NLD, party officials said.
social media. The report drew on testimony from 75 non-governmental organization workers and data from journalists and student activists from November 2014 to March. President’s office director U Zaw Htay said the government had no immediate comment on the report. In the past, the government has said it respects human rights while managing the country’s delicate democratic transition. Human rights workers and dissidents suffered heavy repression during army rule, with many activists given long jail terms under vaguelydefined national security statutes. “These human rights defenders are operating in an environment as dangerous as ever before,” said Khin Ohmar, coordinator of Burma Partnership. “This situation needs to be exposed.”
Their commitment could broaden the appeal of a party some see as too reliant on former jailed dissidents who are idealistic but not always educated in establishment politics. “University rectors, professors and famous people are now joining the NLD, and we can say with pride that it’s an ‘intellectual party’,” said Su Sandi Aung, a 26-year-old interpreter speaking in the commercial capital Yangon. The final candidate list will be selected by the NLD’s central executive committee. While many of the new candidates have been loosely affiliated with NLD BROADENING ITS the NLD in the past, the imAPPEAL passe over the constitution
Myanmar’s transition in 2011 to an elected government after almost five decades of military rule raised hopes of liberalization among human rights activists and democracy advocates when new President Thein Sein began instituting unexpected political and economic reforms, and released more than 1,300 political prisoners. The actions prompted Western nations to lift most of the political and economic sanctions they had imposed on the previous military regime. However, the constitution adopted during army rule ensures military dominance and the reforms have slowed or retreated. Prospects for freedom of speech, which looked bright when the government lifted most censorship, dimmed when it began to prosecute journalists in court for writing critical stories.
has galvanized reformers to take the battle directly to parliament. Suu Kyi has said winning the election would increase the NLD’s leverage over the military. That is despite the fact that last month, any significant motions to amend the charter failed to get enough votes among lawmakers. Parliamentary seats reserved for the military are chosen by commander-in-chief, Senior General Min Aung Hlaing. The military says it needs to maintain its role in the political arena to ensure a disciplined transition to democracy and prevent fighting with ethnic groups from caus-
ing wider instability in Myanmar. One clause in the constitution bars individuals with children who are foreign citizens from becoming president. That makes Suu Kyi, who has two children who are British, ineligible. Myanmar voters cast ballots for representatives of the bicameral parliament and regional chambers. The president is chosen by lawmakers and appoints a cabinet, although key ministries remain the remit of the armed forces. WHO WILL BE PRESIDENT? President Thein Sein, a former junta leader, was chosen by lawmakers to
lead Myanmar’s quasi-civilian government in 2011, ending 49 years of direct army rule that saw the country’s economy wilt under sanctions and mismanagement. He has not ruled out a possible second term. Min Aung Hlaing has been touted as another possible candidate, while the NLD has yet to identify who might run for the job in Suu Kyi’s absence, if anyone. The NLD won the 1990 election with a landslide, but the then ruling junta did not recognize the result. Suu Kyi’s party boycotted 2010 polls because of “unfair and unjust” rules. The vote was widely regarded as rigged. The NLD later agreed to join the political system, winning 43 parliamentary seats in a by-election a year later. The NLD faces competition from the deep-pocketed ruling Union Solidarity and Development Party (USDP), as well as several parties representing ethnic minorities. That will make winning more than 51 percent of the 664 seats in the country’s joint parliament “almost impossible,” according to Ko Ni, a legal adviser to the NLD on constitutional reform. It needs to work with ethnic parties and the USDP, he said, and cautioned against the NLD focusing solely on eroding the military’s political clout. “We don’t need to get stuck on this one.”

The American Association of Physicians of Indian Origin (AAPI) has highlighted various preventive healthcare initiatives at the First World Congress on Preventive Healthcare 2015 in Houston, Texas. Aimed at creating global awareness about preventive healthcare, the three-day Congress held July 10-12 was part of the North American Bengali Conference (NABC) 2015, organized by Tagore Society of Houston. The Congress highlighted that one American dies every 40 seconds in the US from cardiovascular diseases. A disproportionate burden of this risk is seen in the 3.4 million South Asians who live in the US. The risks for heart attacks and cardiovascular death can be up to five times higher for South Asians when compared to other ethnic groups. The total number of people with diabetes is projected to rise from 171 million in 2000 to 366 million in 2030. In 2012, 29.1 million Americans, or 9.3 percent of the population, had diabetes and 13 percent of Asian Indians had diabetes. While South Asians have a one in three lifetime risk for developing diabetes, total costs of diagnosed diabetes in the US in 2012 were $245 billion.
green light on Friday from European drugs regulators who recommended it should be licensed for use in babies in Africa at risk of the mosquitoborne disease. The shot, called RTS,S or Mosquirix and developed by British drugmaker GlaxoSmithKline in partnership with the PATH Malaria Vaccine Initiative, would be the first licensed human vaccine against a parasitic disease and could help prevent millions of cases of malaria in countries that use it. Recommendations for a drug licence made by the European Medicines Agency (EMA) are normally endorsed by the European Commission within a couple of months. Mosquirix, also part-funded by the Bill & Melinda Gates Foundation, will also now be assessed by the World Health Organisation, which has promised to give its guidance on when and where it should be used before the end of this year. Malaria killed an estimated
More than 80% of malaria deaths are in children under the age of 5. Andrew Witty, GSK’s chief executive, said EMA’s positive recommendation was a further important step towards making the world’s first malaria vaccine available for young children. “While RTS,S on its own is not the complete answer to malaria, its use alongside those interventions currently available such as bed nets and insecticides would provide a very meaningful contribution to controlling the impact of malaria on children in those African communities that need it the most,” he said in a statement. Global health experts have long hoped scientists would be able to develop an effective malaria vaccine, and researchers at GSK have been working on RTS,S for 30 years. Hopes that this shot would be the final answer to wiping out malaria were dampened when trial data released in 2011 and 2012 showed it only reduced
children aged 5-17 months. EMA’s recommendation is that the shot should nevertheless be licensed for use in babies in the full age range covered in the trials -- from 6 weeks to 17 months. Some malaria specialists have expressed concern that the complexities and potential costs of deploying this first vaccine when it only provides partial protection make it less attractive and more risky. However Joe Cohen, a GSK scientist who has led the development of Mosquirix since 1987, said on Friday he has no doubt the vaccine could significantly reduce the toll of sickness and death caused by the malaria among African children. “I have absolutely no reservations in terms of rolling this vaccine out,” he told Reuters. “Why? Because the efficacy, when translated into cases averted and deaths averted, is just tremendous. It will have an enormously significant public health impact.”

Abrupt climate change destroyed civilisations
WAshiNGtON, JulY 24 (iANs): Some of the earliest civilisations in the Middle East and the Fertile Crescent may have been affected by abrupt climate change, says a study. Socio-economic factors were traditionally considered to shape ancient human societies in this region. But the influence of abrupt climate changes that occur in the span of years to decades, should not be underestimated, said the scientists. The team probed climate change and changes in paleoenvironmental conditions during the last 13,000 years based on a high-resolution peat record from Neor Lake in northwest Iran. “The high-resolution nature of this record afforded us the rare opportunity to examine the influence of abrupt climate change on early human societies,” said lead author Arash Sharifi, research scholar at the department of marine geosciences, University of Miami. During the first half of the last inter-glacial period known as the Holocene epoch, the Middle East most likely experienced wetter conditions in comparison with the last 6,000 years. panama demands resignation of refereeing committee
Panama's Erick Davis (15) is restrained as tempers flare during the second half of a CONCACAF Gold Cup soccer semifinal between Panama and Mexico on Wednesday, July 22, in Atlanta. Mexico won 2-1 in extra time. (AP Photo)
PANAMA CITY, JulY 24 (REuTERS): The Panamanian Football Federation (FEPAFUT) has demanded the 10-member CONCACAF Referees Committee resign en masse following what it called the "insulting and shameful" refereeing during this month's Gold Cup. Panama were knocked out the competition at the semi-final stage in a 2-1 loss to Mexico on Wednesday after the U.S. referee awarded Mexico two controversial penalties and sent off Panamanian striker Luis Tejada. Panama were 1-0 up with a minute to go when the first penalty was awarded and then saw a second
spot kick go against them in extra time to seal the defeat. "What happened on Wednesday in the semi-final against Mexico was the last straw in a repetitive situation that has been taking place since our team's first game," FEPAFUT said in a strongly worded statement on their web site. "It was evident and everyone is witness to the fact that Panama were superior to Mexico on the field of play," the statement said, adding the referee acted with the "clear intention of harming our eleven." "We demand quick answers." CONCACAF was unavailable for an immediate response. The controversial
Hulk replaced at World Cup draw after comments on racism
ST. PETERSBuRG, JulY 24 (AP): Brazilian striker Hulk was withdrawn from his role in this weekend's 2018 World Cup draw, four days after saying racism was commonplace at his football games in Russia. FIFA said Hulk was replaced due to "club commitments" with Zenit St. Petersburg, which visits Ural Yekaterinburg in the Russian Premier League on Sunday, a day after Saturday's draw. Alexei Sorokin, chief executive of Russia's World Cup organizing committee, said the decision was unrelated to the Brazilian's criticism of racism in Russian football. "Hulk was among those who agreed to participate but very recently we found out that the coach of Zenit made a decision based on purely sporting reasons to withdraw this player from taking part in the draw show," Sorokin said. "Zenit has a game on Sunday in Yekaterinburg, so the coach made the decision that they need to leave together, not leaving anyone behind." The match has been on the schedule since at least June 30, long before Hulk was announced as a participant in the draw. Hulk was replaced at the draw by former Russia midfielder Alexei Smertin. Hulk, who joined Zenit from Porto three years ago, said on Monday that he feared racism could mar the World Cup. "If it happens in the World Cup, it will be really gross, and really ugly. Usually it happens when Russian clubs play, and it doesn't come out to the world, and the world doesn't know about this," he said through a translator. "I must say that @ almost every game, I see this happening. I used to get angry, but now I see this doesn't help, so I just send a kiss to our fans and try not to get angry."
awards caused chaos in the Georgia Dome with the Panamanian players hounding the referee and fans hurling objects from the stands. Play was held up for several minutes. Mexico will play Jamaica in the final on Sunday. The Panamanians also cited Costa Rica as victims of poor refereeing during the 18-day tournament. The Costa Ricans lost their quarter-final to Mexico in the final minute of extra-time when Mexico were awarded a controversial penalty. "It is imperative that these changes are made to take football's most important maxim forward: that of Fair Play," FEPAFUT said.
Mcdonald's after reproaches
ZuRICH, JulY 24 (REuTERS): FIFA will meet its leading commercial partners next month after three of them increased pressure for major reforms to soccer's governing body following a series of corruption scandals. FIFA Secretary General Jerome Valcke said that Coca-Cola, Visa and McDonald's had written asking for information about what was being done to clean up governance of the sport. He admitted that scandal had made it difficult to attract new sponsors. "Clearly, there were a number of sponsors, mainly three, its Coca-Cola, McDonald's and Visa, who have expressed and sent a letter to FIFA, asking for information," he told a new conference in the Russian city of St Petersburg. "Two or three days ago we received a letter from all of them offering to meet together, so there will there will be a meeting next month." Criticism of FIFA's governance came to a head in May when U.S. prosecutors indicted nine soccer officials, most of whom had FIFA positions, and five marketing and broadcasting company executives over a range of alleged offences. These included fraud, money-laundering and racketeering. Valcke added that FIFA has been keeping its partners informed of developments. "We sent (information) to all our commercial partners, not just those three," he said. "We sent them an update, a summary, of all that has

"Definitely, the current situation doesn't help to finalise any new agreements, it's a fact, and I'm sure that until the next election, until February 26, there (will be) no major (sponsorship) announcements." NEW DElHI, JulY 24 (PTI): India's hockey coach Paul van Ass is all set to be formally sacked following his bitter public spat with Hockey Indian president Narinder Batra after a special committee on Friday recommended his removal from the post. The nine-member committee headed by Olympian Harbinder Singh, formed to decide on his future, has recommended that Van Ass, who had claimed that he has been fired following his altercation with Batra, should not be continued. As per the procedure, it is now for Hockey India to make a formal announcement about the Dutchman's future with Indian hockey. Van Ass had taken over as the coach from Terry Walsh, incidentally also sacked after a spat with Batra, just five months ago. A top Hockey India official said president Batra will have discussions with High Performance Director Roelant Oltmans and Sports Authority of India (SAI) officials in the next couple of days before formally announcing Van Ass' ouster. Van Ass, on his part, blamed an "autocratic" Batra for his ouster and said the recommendation to remove him did not come as a "surprise" to him. "I knew the decision already. I am not surprised. He (Batra) was just finding ways to fire me and he did it. He should apologise for it (tarnishing my reputation)," Van Ass
said his home in Rotterdam. "I won't call him a dictator but he is an autocratic person. How can he singlehandedly take all the decisions? How can he single-handedly fire me to please his ego?," he said. The development leaves India without a coach with barely a year to go for the Rio de Janeiro Olympics for which the team has already qualified by virtue of their gold medal in last year's Asian Games in Incheon, South Korea. The committee's decision also puts an end to days of uncertainty over the future of the Dutchman, who had gone on record to say that he was willing to come back as coach provided there was no interference. "We gave our recommendation to Hockey India. Hockey India and Sports Authority of India will now take the final call," Harbinder said. When prodded further, Harbinder said, "He has not yet submitted his report on Hockey World League Semi-Finals. He is not taking our calls, nor responding to our mails. The tickets were sent to him but he lied he didn't receive any tickets." Van Ass, who was appointed at the end of January this year, was awarded a three-year contract till 2018. The World League Semi-Finals in Antwerp, earlier this month, was the Dutchman's second assignment with the Indian team.

Nico Rosberg, who has never secured a podium finish in Hungary, set the early pace but finished .719 behind Mercedes teammate Hamilton in fourth. "I don’t believe that FIFA is living up to these standards." FIFA announced on Monday that it would set up a task force to recommend reforms, however this will be made up of representatives from the continental soccer confederations. Those confederations are also responsible for electing the members of FIFA's executive committee.

Hamilton best in 2 practices at Hungarian Gp
BuDAPEST, JulY 24 (AP): Formula One champion Lewis Hamilton again showed his speed in topping both practices at the Hungarian Grand Prix on Friday. Daniel Ricciardo's promising session for Red Bull ended with engine trouble, however. In a largely encouraging afternoon for Red Bull, Daniil Kvyat posted the second quickest time ahead of Ricciardo, who went off the track with smoke billowing from his car with about 20 minutes remaining, bringing out the red flag for the third time on the day. It came out twice in the morning practice, first when Sergio Perez emerged unscathed from a crash and when veteran Finnish driver Kimi Raikkonen lost his Ferrari front wing. Sebastian Vettel twice lost control of his Ferrari in spinouts, but managed seventh best. Hamilton's led Kvyat by .351 seconds, and Ricciardo, the winner here last year, by .502. With the sun beating down in searing early afternoon heat, some drivers struggled for control. Marcus Ericsson lamented that his Sauber car was "sliding
Valcke said that despite the current difficulties there was still enough time before the 2018 World Cup, to be held in Russia, to sign up new partners. The current sponsors have been goal in demanding changes. Earlier this month, Coca-Cola urged Zurichbased FIFA to support the creation of an independent body to reform the way it is run. ASuNCION, JulY 24 (AP): U.S. prosecutors in New York have asked Paraguay to extradite Nicolas Leoz, the former president of South America's soccer confederation and one of those charged in a corruption scandal being investigated by the U.S. Justice Department. Leoz, 86, is being held under house arrest in the Paraguayan capital, Asuncion. His lawyer, Ricardo Preda, told The Associated Press on Thursday that Leoz was informed that Paraguay's "foreign ministry has received the request from the U.S. Embassy and has sent it to the Supreme Court." Preda said there is no deadline for authorities to decide on the extradition request, which "is not for immediate execution." Leoz was president of the South American confederation, known as CONMEBOL, from 1986 to 2013. He was also a former member of the executive committee of FIFA, international soccer's governing body. The U.S. Justice Department has indicted 14 soccer officials and businessmen on charges of bribery, racketeering, and money laundering, among them Leoz. He was not in Geneva in May when seven FIFA executives were arrested by Swiss police, but he was later detained by authorities in Paraguay. Paraguay subsequently signed a law repealing the immunity that CONMEBOL's headquarters enjoyed for nearly two decades. Leoz has said he is innocent and plans to fight extradition to the U.S.
tained last October in a crash at the Japanese GP. F1 tire supplier Pirelli tweeted "sarai sempre con noi" (you will always be with us) in honor of the French driver, who died at the age of 25, and was buried on Tuesday in his hometown of Nice. Grosjean, a close friend of Bianchi's, had "JB" and "Never Forget" engraved on his helmet. There was a major scare when the red flag
came out one hour into P1 as Perez flipped his Force India car on Turn 11, with the rear skidding out from under him and sending him into the barriers, and the car then toppling slowly over. Force India blamed it on a suspension problem. Fears for Perez's safety were quickly eased as he waved to fans at the Hungaroring on his walk to the medical center for a mandatory check.
"Thumbs up, a big relief," his Force India team tweeted. Force India decided not to start either Perez or Nico Hulkenberg in the afternoon practice because the team was investigating the suspension problem. "Sergio's car suffered significant damage to the bodywork, wings, and floor, and repairs are ongoing," the team said in a statement. "The team will work hard to fully understand the cause of the failure and find a resolution in order to be ready for Saturday's (third) practice session." The track temperature was 59 degrees C (138 degrees F), the hottest in F1 in two years, according to Pirelli. But that was little deterrent to Hamilton, who loves racing on the tight and sinewy 4.4-kilometer (3-mile) Hungaroring, winning four times. The two-time F1 champion needed little time to shoot up the morning leaderboard, and then went even faster, finishing .109 seconds quicker than Rosberg, and .671 ahead of Ferrari driver Kimi Raikkonen. Overall, Hamilton leads Rosberg by 17 points, and Vettel of Ferrari by 59.
philippines land FibA World cup
MANIlA, JulY 24 (AP): Filipino boxing great Manny Pacquiao will travel to Japan next month to lend a hand as the Philippines bids against China to host the 2019 basketball World Cup. Manuel V. Pangilinan, the president of the Basketball Federation of the Philippines, said Friday that Pacquiao will be among Filipino government officials and business executives who will try to persuade FIBA to award the hosting of the tournament to the Philippines. "He is not only a boxing world champion but an avid and passionate basketball fan," Pangilinan said in a statement. "We are delighted that he will join us as we showcase the Philippines' plans to help FIBA take basketball to new heights and for the World Cup to transcend the sport as a global media
experience." Pangilinan said basketball "is woven through the fabric of Filipino culture" and "Manny's passion for the sport is something he shares with every Filipino." Pacquiao, an eight division world champion and also a congressman, plays basketball with his entourage during breaks in his training and has formed his own professional team which plays in the domestic league. The local federation said it has four venues for the tournament, including the newly-built Philippine Arena north of Manila which seated more than 52,000 people at the opening game of the professional league last year. Sonny Barrios, the Philippine federation's executive director, said having hosted the 2008 Olympics and the Asian Games
two years later, China has the infrastructure advantage. However, the Philippines has sufficient venues and the experience of holding large events, including the pope visit in January that saw massive crowds and the Southeast Asian Games in 2005. It will host the Asia-Pacific Economic Cooperation summit in November. The Philippines played in the 2014 World Cup in Spain, qualifying for the first time since it hosted the world tournament in 1978. The team won only one of five games, but Filipino fans still received accolades for their passion. The sport is so popular that basketball courts of every kind can be found in both poor and rich communities. In poor villages lacking convention courts, residents block off the best paved roads for neighborhood tournaments.

An “Oppositionless” Government
T
he present Nagaland State Government is an oppositionless Government evolved under circumstances. Once I wrote a booklet under the caption, “NO OPPOSITION.” What is the reason? An elected member is to be honest to God and the people whom he represents and if he is to be honest, he has not to adhere to any party. He is to be free to speak to any one without being entangled by the principle of any party whether to criticize or to appreciate. If there is an opposition party, there is the opposition Bench and the Ruling or Treasury Bench. To a great extent each party maintains its own prestige and opposition for the sake of opposition and not constructive opposition. So in many cases
it amounts to mere wastage of time. Some opposition members do not maintain balance and they think that they have to oppose everything because they are opposition members. So rivalry feeling is developed between some opposition members and ruling members as a result, the people belonging to such constituencies suffer a lot during the whole tenure. A Government will be good if there is a strong opposition is often said by the people, but if all of the Members are God fearing and honest men and women, all will be opposing what is wrong and all will be supporting what is good and right. So let all of the Members be God fearing and honest Members and the Government be without formal opposition party. Rev. L. Suohie Mhasi

Leonardo DiCaprio raises $ 40 million at charity gal
to adapt Cambodian memoir for Netflix film
A
ngelina Jolie is the latest high-profile filmmaker to join the ranks of Netflix Inc (NFLX.O), where she will be directing a Cambodian author's war memoir into a feature-length film, the online streaming platform said on Thursday. Jolie, 40, is producing and directing "First They Killed My Father: A Daughter of Cambodia Remembers," based on author and activist Loung Ung's memoirs of being a child soldier during Khmer Rouge's reign over Cambodia in 1975. "It deepened forever my understanding of how children experience war and are affected by the emotional memory of it. And it helped me draw closer still to the people of Cambodia, my son's homeland," Jolie said of Ung's book in a statement. Jolie and Ung co-wrote the script and Jolie's Cambodian-born son Maddox will be involved in the production, Netflix said. The film will be released on Netflix exclusively in late 2016, and will also be entered at major film festivals. This will be Jolie's fourth feature directorial effort, following on the success of last year's "Unbroken" and the upcoming "By The Sea," in which she also stars alongside husband Brad Pitt. Netflix, which houses an online library of thousands of films and television shows and also develops original content, is available in more than 50 countries, a reach that the company said was key in Oscar-winning Jolie's decision to come aboard. "Films like this are hard to watch but important to see. They are also hard to get made. Netflix is making this possible, and I am looking forward to working with them and excited that the film will reach so many people," the filmmaker said. Netflix has become a force in Hollywood with its original content, most recently racking up 34 nominations at this year's Emmy awards for shows such as "House of Cards" and "Orange is the New Black." Jolie's partner Pitt has also teamed up with Netflix for his upcoming satirical comedy "War Machine," written and directed by David Michod, which will be released on the platform and in select theatres next year. Other major names developing original content for Netflix include Adam Sandler, Leonardo DiCaprio and Mark and Jay Duplass.
ollywood star Leonardo DiCaprio has raked in USD 40 million for his charity at his second annual auction gala in France. The 40-year-old “Inception” star invited his celebrity friends, including singer Elton John, Michelle Rodriguez and Orlando Bloom, to help raise funds for the Leonardo Dicaprio Foundation, his environmental conservation organisation, reported Contactmusic. “Tonight’s event is about supporting LDFs efforts to protect key species like the tiger, rhino, shark, and mountain gorilla by working with governments to conserve the jungles, coral reefs and forests they call home,” he said at the event. The star
then opened the lucrative live auction, which was overseen by Swiss auctioneer Simon de Pury and included a host of luxury items donated by the actor. DiCaprio pledged a number of personal lots including rare pieces by iconic artist Andy Warhol and British graffiti star Banksy, and a Rolex watch. John, who performed at the event with John Legend, offered two personal concerts, which raised USD three million each. The “Rocket Man” hitmaker took to Instagram to share a photograph with Legend, writing, “Such a honour (sic) to share the stage with the incredibly talented John Legend. And a joy to raise money to help save our planet for the Leonardo Dicaprio Foundation.”

Purple Fusion makes mark at Sinnheiser's top 50 Taylor Swift revises photo access rules after criticism

aylor Swift has eased restrictions on photographers covering her tour after she came under criticism for insisting on sweeping rights over their pictures. After talks with a US press group, Taylor's management has revised a contract which now explicitly states that it "does NOT transfer copyright away from you, the photographer or publication." Last month, the country singer had faced charges of hypocrisy after she had raised her voice against Apple, which quickly turned around and agreed to increase compensation to artists on the tech giant's new streaming platform. Taylor, saying she was speaking up for cowed musicians who wanted to be paid for their work, had written to Apple: "We don't ask you for free iPhones." But a viral open

Shahid Kate Moss and Jamie Hince's Kapoor to not quit ‘Jhalak’ marriage is 'over' B K
ate Moss and Jamie Hince's marriage is reportedly 'over' for good. The couple - who married in 2011 have reportedly confided in friends that they are not able to repair their relationship problems and the Kills rocker is now waiting for his 41-year-old wife to 'move forward' with divorce proceedings. Speaking to The Sun's Dan Wootton, a source said: 'They are properly over as a married couple. It's gone past the point of no return. The insider added: 'Jamie's just waiting for Kate to move forward with divorce proceedings. Neither are in any hurry but they both suspect there won't be a reconciliation. 'They accept they'll probably have to make some sort of statement but don't want to feel forced into anything.' Insiders claim one of the contributing factors to the couple's problems is Kate's jealousy over 46-year-old Jamie's friendships with other people.
Mutual friends of the couple are said to have sided with Jamie in the wake of the separation. MailOnline has contacted both stars' representatives for comment. The seemingly happy couple were thought to to have one of the strongest marriages in showbiz, but have not been pictured together since April 10. The Daily Mail revealed this week how the pair appeared to be leading separate lives, sparking fears that their marriage may be in trouble. Rumours about the state of their relationship first surfaced when Jamie attended this year's Glastonbury alone: Kate is a big fan of the festival and rarely misses it. Jamie was spotted on July 2 at celebrity nightspot The Chiltern Firehouse, and two days later Miss Moss attended the Miu Miu fashion show in Paris without him. This month rocker Jamie is to tour America with his band The Kills. There were also rumours Hince had been spending
an increasing amount of time with London DJ and model Lady Mary Charteris and her musician husband Robbie Furze. It is been claimed that Kate has made no secret of her dislike for Lady Mary, and whisperings of marital issues first surfaced last month when Jamie was spotted at Glastonbury speaking to Lady Mary. The stunning blonde has since been spotted on several solo trips, including travelling to Paris for Haute
Courture Fashion Week. It was claimed in June that Kate was furious when Jamie was a no-show at her best friend Sadie Frost's 50th birthday in London, with an insider claiming the catwalk queen felt her husband 'had not made enough effort' to make it back from America for the bash. With Jamie embarking on a US tour with his band this week and it seems time apart could be make or break for the couple.
ollywood actor Shahid Kapoor has rubbished reports that he would not continue as a judge on the celebrity dance show “Jhalak Dikhhla Jaa Reloaded”. There were rumours that the 34-year-old “Haider” star would quit the current eighth season of the show due to TRP’s, his film commitments, besides being unable to spend time with his wife Mira Rajput, whom he married earlier this month. Shahid’s publicist and TV channel Colors, on wh ch the show is being aired, both have denied the reports. “It is not true. He is very much a part of it. He is not going to leave the show half way,” Shahid’s publicist told PTI. Shahid and filmmaker Karan Johar judge the show while Lauren Gottleib and Ganesh Hegde are gauging technical expertise as dance gurus. “He will be there for the entire season. The season has opened up well,” sources from the channel said.
letter by the British music photographer Jason Sheldon accused her of doing essentially the same, saying his profession was afraid of raising objections and being blacklisted by public relations agencies. The original contract, given to photographers wishing to cover her blockbuster 1989 tour, said that pictures can only be used once and must accompany a published story. Taylor's management reserved the right to use the photographers' work in perpetuity for publicity or other "noncommercial" purposes. The revised contract released this week removes the limitation of one-time use, while stating that photos remain for editorial purposes only. The new contract also tones down an earlier warning that management had the right to destroy the im-
ages of any photographer found to be in violation. The National Press Photographers Association voiced satisfaction with the new contract and praised Taylor for working with the group. "Ms Swift should be commended for showing by example her concern not only for the rights of musicians but for the
rights of the photographers and organizations that cover her concerts," Mickey Osterreicher, the association's general legal counsel, said in a statement. Taylor's original contract was not unique, with high-profile musicians often seeking to control their image by forcing photographers to sign on to restrictions.

Real Madrid's Pepe jumps ahead of teammate Sergio Ramos to head in a goal during the International Champions Cup Pre Season Friendly against Manchester City at the MCG, Melbourne on July 24.

MELBOURNE, JULY 24 (REUTERS): Real Madrid completed their pre-season tour of Australia with a crushing 4-1 friendly win over a depleted Manchester City in front of a record soccer crowd of 99,382 at the Melbourne Cricket Ground on Friday. Rafa Benitez celebrated his first win in charge of the La Liga glamour side since replacing Carlo Ancelotti and clinched his first piece of silverware. The International Champions Cup may not take pride of place in the Spaniard's trophy cabinet,
but Benitez was pleased with his forwards' ruthless demolition of a City side missing three leading central defenders. After a subdued game in Real's tournament opener against AS Roma, a penalty shootout loss, Cristiano Ronaldo was mesmerising, scoring a goal and causing constant headaches for the City defence. "It has been a very good time here," Benitez told reporters. "Really pleased with everything. "Every day our physical condition is a little bit better. "The team was playing with intensity, aggression." It was
a bad night for City, however, with new recruit Fabian Delph carried off the field on a stretcher after suffering an apparent hamstring injury early in the first half. That followed Eliaquim Mangala's withdrawal before the match due to illness, joining centre backs Vincent Kompany and Martin Demichelis on the sidelines. "We knew before the game that it was difficult to play against a team that has such good attackers with missing three central backs," City coach Manuel Pellegrini said. Karim Benzema opened Real's
account in the 21st minute, latching on to a Gareth Bale cross and hammering in a delightful right-foot volley from the centre of the box. Three minutes later, Ronaldo ran on to a sublime lofted through-ball from Toni Kroos and although keeper Joe Hart got a hand to the shot it still found the net. Pepe headed in a third a few minutes from the break after Isco found the defender unmarked in the centre of the box. City pulled one back in the half's stoppage time through Yaya Toure, who
slotted in a penalty after Real captain Sergio Ramos was penalised for handball when attempting to cut off a threat from Raheem Sterling. A piece of Isco inspiration created Real's fourth in the 72nd minute, the Spain midfielder dancing around the defence on the right of the box before steering a low cross into the path of Denis Cherychev. The attendance comfortably outstripped the MCG's previous 95,446 record crowd for a soccer match for Liverpool's friendly against local side Melbourne Victory in 2013.
LONdON, JULY 24 (IANS): English football club Arsenal manager Arsene Wenger has the financial support to break its transfer record this season, the team's director Lord Harris said on Friday. Harris said the money has now been made available to Wenger for splashing it on any player he wants. Arsenal finished fourth in the English Premier league last year. "We would back him to break the club's transfer record. If he wanted the man, he could have him," Harris was quoted as saying by bbc.co.uk. "Apart from Lionel Messi and Cristiano Ronaldo, he could have any player." Wenger had a brilliant first 10 years at the club, winning the English Premier League undefeated in 2003-04. But his team just had two trophies in the next nine years. He has three Premier League titles and five FA Cup triumphs to his credit. Wenger signed Germany midfielder Mesut Ozil for 42.4 million pounds to break their club record by 27.4 million pounds in
September 2013. He also spent 35 million pounds on Chilean striker Alexis Sanchez last season. "We could go into the market and probably buy any player in the world, apart from half a dozen who are unbuyable. We get a list of the players that Wenger wants. On the list is a centre forward, but I'm not going to tell you who he is,"
said Harris. "You've got to get the other team to want to sell him, but I think he wants to come. It basically comes down to whether the other team can find a superstar to replace him, because they don't have to sell." Arsenal roped in goalkeeper Petr Cech from fellow English club Chelsea in a deal worth about 10 million pounds last month.

Barca fined for fan banners at CL final Drogba offered $1m to play

NYON, JULY 24 (IANS): The governing body of European football UEFA has imposed a fine of 30,000 euros (around $33,000) on FC Barcelona due its fans displaying Catalan flags in the Champions League final to support the north-east Catalan region's independence from Spain. Thousands of Barcelona fans showed the flags, which are not illegal in Spain, during the Champions League final in Berlin, in which Barcelona defeated Italian champions Juventus 1-3, reports Xinhua. UEFA had previously warned the club about supporters flying the flags, which
according to the organisation breaks their rule 16.2, which states "clubs and associations are responsible for the inappropriate behaviour of their supporters and can be the object of disciplinary measures, even though they can show they were not negligent in their organisation of the game." "The use of words or objects to transmit and message which does not fit in with sport, such as political, religion, or offensive or provocative words," can be punished. Barcelona have so far failed to comment on the sanction.

for Atletico Kolkata in ISL
C
LONdON, JULY 24 (IANS): Former Chelsea striker Didier Drogba has been offered $ 1 million by Indian Super League (ISL) franchise Atletico de Kolkata to be their marquee player for the upcoming season starting in October. Atletico has proposed to pay the Ivorian marksman $ 1 million plus all costs of his living and training with the team for their pre-season in Spain, standard.co.uk reported on Friday. The ISL sides have a deadline of announcing their marquee by July 31 but Drogba's agent is yet to take a decision on the 37-year-old's future. Speaking about Atletico's interest in the talismanic forward, UK-based agent Baljit Rihal said: "This is a real statement of intent from clubs in the Indian Super League, who are passionately trying to put India on the global football map." After leaving Chelsea last season, Drogba has attracted a lot of attention from several Major League Soccer (MLS) outfit sides too, including Chicago Fire and Montreal Impact. Chicago coach Frank Yallop said his side would know very soon if at all Drogba would be joining them. "We’re waiting on an answer, probably in the next 48 hours," he said. Should the Ivorian accept Atletico's offer he would join a host of big names for the second season of the Indian football league. Former Real Madrid star left-back Roberto Carlos was recently appointed player-manager of Delhi Dynamos. Drogba's former Chelsea teammate Nicolas Anelka has the same role at Mumbai City FC.
