Reacting to the news item “Zeliangrong people want NSCN-IM to stop ‘illegal logging immediately,” the Makuilongdi Zeliangrong Region of the NSCN (IM) clarified that logging activities in “disputed areas has been halted” for some time now. In a statement issued by Maisong Moita, the Central Administrative Officer (CAO) of the Makuilongdi Zeliangrong Region, the NSCN (IM) said, “In pursuance to the ban order, logging in disputed areas has been halted for quite some time now.”

DIMAPUR, JULY 29 (MExN): The Central Nagaland Tribes Council (CNTC) on Friday demanded that the indigenous tribe status granted to the Rongmeis be revoked within 30 days. Informing this, CNTC in a press statement said the decision was taken at a joint meeting comprising of the three apex tribal bodies of the Aos, Lothas and the Sumis on July 22, 2016 at Khehokhu Village. Questioning what it alleged as the “ulterior motive” of this move, the CNTC reiterated, “If a small state like Nagaland keep on giving indigenous tribe status to every inhabitant, tomorrow, anyone from anywhere will start demanding it where the original inhabitant tribes of the present state of Nagaland will be endangered by the ramifications of such thoughtless move.” It also argued that the Rongmeis do not have any specific geographical territory within the state of Nagaland and granting of the tribe status is not justified and uncalled for. It said the indigenous inhabitant status may be granted to those who settled in Nagaland prior to 1963 qualifying the required criteria. “Nagaland today cannot afford to jeopardize its own self and its future generations by granting of indigenous tribe status to anyone demanding it, as such unwarranted action will surely provide as a springboard for any outsider tomorrow for demanding the same which will result in utter chaos and spell doom for the future generations,” the press release read. The CNTC has also cautioned that it would resort to its own course of action if their demand was not met within the stipulated time.

APO urges BRO to improve F&CS all geared up to begin quality of road construction distribution of food grains DIMAPUR, JULY 29 (MExN): The Angami Public Organization recently met with the officials of the Border Roads Organizations (BRO) to discuss on the deplorable road condition in Nagaland and particularly that of Dimapur and Kohima. According to a press statement from APO, its team met and interacted with BRO Chief Engineer, Bhatnagar, along with his Sector Commander and other officers at Dimapur. The BRO during discussion stated that there is approximately 18 km of road in Dimapur town and 10 km in Kohima town, which were in deplorable condition. It pointed out that the BRO was facing some problem regarding construction and maintenance of roads in Kohima and Dimapur for which they have requested the Nagaland State Government to take over the town area. However, there has been no response and no decision taken by the State Government till date, it added. On the case of National Highway-29 and other highways, the BRO maintained that they are facing huge problem due to the construction of approach roads from the highway and stone quarrying along the national highway. This destroys the drainage system and in turn affects the condition of the roads, it pointed out. On this issue, the BRO has requested the State Government and the public to co-operate with them for the mainte-

nance of good road conditions. The APO on their part requested the BRO to start the construction of new road at Zhadima village area, which was entrusted and allocated to them. While stressing on the importance of construction and building of road below Civil Hospital, Kohima, the APO highlighted that the said road has become too narrow and dangerous for travelers and daily commuters due to landslide and soil erosion. Similar conditions also prevail in Zubza, Dzudza River, for which the APO requested the BRO to construct strong and permanent retaining wall starting from the riverbed for effective control of landslide. APO also stated that it has been more than four decades since the BRO had been overseeing the national highways of Nagaland yet the quality and standard are in no comparison with our other neighboring northeastern states. It therefore urged the BRO to improve and uplift the quality of the state’s national highways so as to attain the standard and status of other NE states. Meanwhile, APO lauded the BRO for the construction of excellent drainage in Kohima town along the national highway. The APO and BRO also decided to have more interactions and consultations with each other so that one can support and help one another for better maintenance of good quality roads.

The controversy and allegation of pilferage notwithstanding, an apparently unfazed Food & Civil Supplies (F&CS) department is all geared up to roll to out a new look Public Distribution System (PDS). The Superintendent of F&CS, Dimapur district, N. Jamonger Ao during an interaction with the media on July 29 informed that the department will begin food grains distribution in the district from July 30. The Nagaland state government implemented the National Food Security Act (NFSA) only in June this year, nearly three years since the Central government launched the food security programme in 2013. The Superintendent stated though the department has been painted in a poor light, it is working towards sensitizing the citizens on the features of the NFSA. According to him, a large section of the society is unaware of the tenets of the NFSA, which has in part resulted in many a legitimate beneficiary missing out on the entitlement. Stating that a revamped PDS will leave little room for anomalies, he said that it would further make way for streamlining the system while ensuring transparency. Informing that distribution to Priority Households (PHH) in the rural areas of the district will begin from July 30, he added that distribution in the urban sector will begin next phase and asked the village councils to collect the allotted quotas through the office of the Superintendent. Further informing that issuing of PHH ration cards for the urban areas will begin from August 3, he asked the respective GBs and colony council chairpersons to collect the beneficiary cards. Beneficiaries covered under the AAY scheme are entitled to receive 35 kg of rice at Rs. 3 per kg per cardholder every month. Each member of a family designated under PHH is entitled 5 kg of rice at Rs. 3 per month. As per the superintendent, more than 60,000 have been registered as beneficiaries in the district.

In what can be termed as a frantic measure over the pathetic Mariani-Mokokchung road condition, the Mokokchung District Trucks Owners’ Association (MDTOA) today started a two-day road repairing initiative at different stretches along the National Highway 702-D, considered as the economic lifeline of Mokokchung district and her neighboring districts. pecially the truckers – and passengers alike. Citizens of Mokokchung and her sister district including Tuensang and Zunheboto depend on this road since it is their main communication source. Friday’s initiative by the MDTOA, was participated by more than fifty Mokokchung district truck owners, and was supported by the Village Councils of

Chungtia and Khensa, informed a MDTOA member. He disclosed that the more than fifty villagers from Chungtia village also volunteered as man-power for the work. Besides, the MDTOA also hired twenty skilled (non-local) labourers to lay the stones in the worst hit stretch of roads. Earlier, the three villages of Aliba, Chungtia and Khensa also

repaired the road from their own means. Even Changki villagers repaired the road falling under their jurisdiction a few months back. However, the incessant monsoon rains and heavy traffic ensured that the noble deeds of the villagers were short-lived. The MDTOA, during their road repairing initiative (July 29 and 30) is employing the help of four excavators, nine dumper trucks and four pick-up trucks. All the machineries were donated by the truck owners association only, disclosed the MDTOA member, who was overseeing the box-cutting at Chungtia village. The MDTOA members asserted that they were repairing the road not only for the sake of the truckers but also for the other motorists who travel on this important stretch of road. They also strongly lamented the apathy of the state and central government over their negligence of this stretch of road.

DIMAPUR, JULY 29 (MExN): Judicial Magistrate First Class, Peren, has today dismissed the complaint cases on the Chief Minister’s educational issue on the grounds that they are barred by time limitation. A press statement from Media Cell, CMO furnish along with copy of the order stated that the case was heard on July 28 and the order was issued today in which the Magistrate opined that the “instant case is in the shape of a political vendetta.” It may be mentioned that the Supreme Court had, by an order dated June 15, 2016, directed the lower court (JMFC, Peren) to first determine the question of limitation. In November 2015, one Maziezokho Nisa had filed a complaint against an alleged offence punishable under Section 125 A of the Representation of People Act, 1951, purported to have been committed by the Chief Minister, Nagaland. A similar case was filed against the Chief Minister by one KK Kulimbe alias Kengim in July 2016. Andsincethefactsandthequestionoflaw tobeadjudicatedwereidentical,boththecases were taken up together and disposed off by the common order issued today. The Judicial Magistrate observed that “the punishment for infringement of the offence under Section 125-A of the Representation of People Act is punishable with imprisonment for a term which may extend to six months, or with fine, or with both. As such, by virtue of clause (b) of the sub section (2) of section 468 of the Code of Criminal Procedure, the period of limitation for institution of the two instant complaint cases is one year.” The Judicial Magistrate went on to comment that both the complaint should have been filed by February 2014. “Upon considering the submissions advanced, I find force in the submission advanced by the learned counsel for the respondent. In the instant case, the alleged false affidavit sworn by the respondent with regard to the educational quali-

fication was made public in the month of February 2013 as the same was uploaded in the web site of the Chief Electoral Officer, Nagaland. Thus in the above circumstances, if we are to accept the contention of the learned counsel for the complainant that the period of limitation would commence from the date of knowledge i.e. July, 2015 and August, 2015, then the very purpose of the provision of limitation would be defeated. The Magistrate further pointed out, “Accepting such a contention advanced by the learned counsel for the complainant would make the provision of limitation redundant and would give rise to multiplicity of cases at the whims of the litigant. To accept the contention of the learned counsel for the complainant that the period of limitation would commence from the date of knowledge in the surrounding facts and circumstances of the instant case would be like arming the opponents of the respondents with a deadly weapon wherein the respondent would not have respite even after a lapse of 20-25 years. “However, if the alleged document of swearing of false affidavit by the respondent was not made public, one may find substance in the contention of the learned counsel for the complainant that the period of limitation would commence from the date of knowledge. But as stated above, once the said documents are made public, it would not be safe to accept the contention of the complainant. “Accordingly, in view of the aforesaid, both the instant complaint cases are barred by limitation.” The Magistrate went on to opine that “in the surrounding facts and circumstances of the case, it is not a fit case to exercise the discretion of the court to condone the delay since the instant case is in the shape of a political vendetta.” Accordingly, the Magistrate ruled that both the complaint cases are time barred, and also finding no satisfactory ground to condone the delay in filing the complaints, the cases were dismissed.

ZDLSA organizes jail lok adalat-cum-legal literacy prog

ZuNHEbOtO, July 29 (MExN): Zunheboto District Legal Services Authority (ZDLSA) conducted jail lok adalat followed by a legal awareness programme at the District Jail, Zunheboto. The jail lok adalat conducted by the ZDLSA for pending cases saw a total disposal of four cases on criminal compoundable matter. Later a legal awareness programme was organized for the jail inmates and jail staff on the theme ‘rights of prisoners and duties of jail warders.’ Atoka Achumi, Judicial Magistrate First class and Secretary of the ZDLSA presented the introduction and keynote address on the purpose of the programme and the role and

of the legal services institution on safeguarding the rights and privileges of a prisoner. DIMAPuR, July 29 (MExN): With an aim to ensure uniform quality services across all the Integrated Counseling and Testing Centres (ICTCs) in Nagaland, two day training on ‘Implementation of Quality Management System (QMS)’ was conducted for ICTC staff of five districts in Nagaland. The training for Kohima, Wokha and Mokokchung districts was held at De Oriental Grand, Kohima on July 26 and 27, while training for the districts of Dimapur and Tuensang was conducted at Hotel lake Shilloi, Dimapur on July 28 and 29. The training topics included Lab services under NACP IV, ICTC under NACP IV, Introduction to HIV testing and Introduction to Quality Management System (QMS) in ICTC while Group work sessions on Role of Counselors in QMS at ICTC, preparation of SOPs and Use of the ICTC QMS checklist were also taken. A total of 82 participants consisting of Medical Officers, ICTC Counselors, Laboratory Technicians, District ICTC supervisors and District Program Managers (DAPCU) were trained. Lakhs affected by floods in NE Guwahati, July 29 (iaNS): Over 17 lakh people have been affected by floods in 21 districts, according to the Assam State Disaster Management Authority (ASDMA). Over one lakh people have been forced to abandon their houses and take refuge in relief camps. Flood waters have inundated 3,374 Assam villages as well as crops standing on 2,13,251 hectares of land, an ASDMA official said. Over 20 people died in the floods across the state. Assam Chief Minister Sarbananda Sonowal made an aerial visit to his constituency, river island Majuli, on Thursday to supervise relief and rescue operations. He took serious note of the unauthorised absence and negligence of officials, which led to breach of the Brahmaputra dyke and the resultant misery to the people and loss of property. tura, July 29 (iaNS): Thousands of people are living in makeshift shelters in the flood-hit areas of western Meghalaya after over 23,559 households were submerged in floodwater, officials said on Friday. No loss of life has been reported so far. "The floodwaters have shown signs of receding and we are hopeful that the overall situation will improve in the days to come," West Garo Hills District Magistrate Pravin Bakshi told IANS. A total number of 1,21,535 people in 258 villages were affected after the swollen Brahmaputra and Jingiram rivers submerged many villages under Phulbari, Rajabala, Singimari, Paham, Bhaitbari and Hallidayganj areas. The Jingiram, one of the major rivers in Garo Hills, caused havoc after a major embankment was breached. The backflow of water in the Brahmaputra in Assam aggravated the floods. "There have been no reports of fresh flooding though thousands are taking shelter in 26 makeshift camps and on raised platforms as their villages are under knee-deep water," Bakshi said and informed that the government has placed over 100 boats at different locations for relief and rescue operations. Health authorities in the Garo Hills on Monday said they feared an epidemic if precautions are not taken after floodwaters recede and announced precautionary measures to check the outbreak of diseases. Public Health Engineering (PHE) officials have distributed chlorine tablets and bleaching powder among the people to prevent any outbreak of waterborne diseases.

‘Public curfew’ called against police excesses imphal, July 29 (NNN): A 24-hour state wide "public curfew" has been called by the Joint Committee on Inner Line Permit System (JCILPS) beginning Friday midnight to protest against alleged police “excesses” meted out to public. Police went berserk and dispersed a public meeting organised by a 'JAC against declaration of wanted tag against Ratan Khomdram,' former convenor of JCILPS which has been intensifying ILP stir. Large number of police personnel pulled down a makeshift hall arranged for the meeting at Singjamei Thongkhong here. A skirmish broke out between the organisers, mostly school students, and the police. Womenfolk of the area intervened and helped bring the situation under control. The police threw everything used in the makeshift hall into Imphal river after completely demolishing it at the site. Irked by the incident, the Joint Committee announced the public curfew during a press meet at its office. Joint Committee convenor BK Moirangcha condemned the "suppression" unleashed by the police. He blamed the state government for the "excesses" committed by the police. "The incident for which the government should be held responsible was a challenge to the public," Moirangcha said. The JAC took due permission from the concerned Deputy Commissioner to organise the public meeting. The police claimed a fresh order from the Deputy Commissioner instructed them to prevent the JAC from carrying out the meet. Moirangcha said educational institutes, emergency services, electricity, water supply and media would be exempted from the purview of the strike. The state government announced two-day holiday for all educational institutes here in view of the public meeting yesterday.

The total production of raw silk this year was 525.95 MT, the official claimed. Sericulture is a labour intensive agro-based industry which can generate employment opportunities for the rural and semi urban people with lowest investment cost. Manipur is one of the unique states in the world where all the four varieties of silk viz. Mulberry, Eri, Muga and Oak Tasar are produced. The silk produced in Manipur is that of the best quality and the land is suitable for sericulture project. Sericulture in the state has a long tradition and has been practiced by the farmers from time immemorial though on a limited scale. Even unskilled or uneducated rural and semi-urban population can practice Sericulture activities. Sericulture has given opportunity to women for self employment. Till the IX Five Year Plan Mulberry silkworm rearing and reeling was confined to four villages viz, Khurkhul, Leimaram, Phayeng and Thongjao whereas a few womenfolk practiced Eri silkworm rearing for domestic consumption. The Manipur Sericulture Project I under Japan Bank for International Cooperation (JBIC), Japan (1997-2008) took a long time to approve the project. Average productivity was only 40 kg cocoons /100 dfls and many farmers abandoned their activities. Now the second phase is going on. Farmers having an acre of land are provided assistance for construction of Individual Adult Rearing Houses, rearing appliances, planting materials in kind with their involvement with training facilities in the field of silkworm rearing and silkworm food plantation. After the second phase was taken up 36 hectares of land was brought under mulberry plantation for 90 farmers and 25 hectares under plantation for eri silkworm for 61 farmers. 151 farmers were assisted for construction of 1 silkworm rearing house each. NERTPS (Mulberry) (2015-2017) project was approved by the Government of India on 17.12.2013 for development of mulberry sericulture in the valley districts of the State with a total project cost of Rs. 149.76 crores and implementation was started

from the year 2014-15. Under ISDP under NERTPS (Mulberry & Eri) project development of mulberry and Eri sericulture was taken up in hill districts with a total project cost of Rs. 30.39 crores. The project is to be implemented over a period of two years and it aims to bring 700 acres of land under Mulberry and Eri plantation with the involvement of 700 beneficiaries. Each beneficiary is given assistance for mulberry plantation, construction of adult silkworm rearing house, rejuvenation of the mulberry farms and rearing equipments. The Catalytic Development Program (CDP) was also implemented since the IX Plan with the assistance of Central Silk Board, Ministry of Textiles, Govt. of India. Pre-cocoon activities of all the four sectors of sericulture are covered under this program. So far 18,735 families have been benefited through the scheme up to the end of XI Plan. The CSB has released Rs. 671.96 Lacs (2014-15). A sub-scheme called ‘Bi-voltine Cluster Promotion Programme’ under CDP is implemented at Churachandpur and Ukhrul Districts under CDP with the involvement of 175 farmers at Churachandpur and 150 farmers at Ukhrul. implemented since 201011 to enhance production and productivity and also to improve infrastructure. Proposal has been made for upgrading Regional Tasar Research Station, Central Silk Board, Ministry of Textiles, Mantripukhri, Imphal into Central Tasar Sericultural Research & Training Institute for in depth-research and stabilization of Oak Tasar seeds. Sericulture Vision -2030, Short term 2017-19, Mid term 2017-23 and Long term 2017-30 have been planned and are in the formative stages. It is also taking up Soil to Silk Project, Intensive Bi-voltine Sericulture Development Projects (2 for valley and 2 for hills) and Integrated Sericulture Development Project (in Vanya sector i.e. for Oak tasar, Eri Sector and Muga Sector). It is setting up two commercial grainages. Efforts are on to allow mulberry and eri cultivation in forest areas. It is also trying to introduce e-commerce platform for post cocoon sector and transform from cross breed to 100% bivoltine mulberry silk.

aizawl, July 29 (pti): A woman and her three-yearold daughter were killed and six others injured when a house was hit by a massive landslide at Ngur village at Mizoram-Myanmar border, police said today. Bodies of Dawnsianmuangi (42) and her daughter were taken out from the mud by the villagers following the landslide last night. Dawnsiangmuangi's youngest daughter, who is three-month old, is safe, police said. One of the six injured persons was Laltlanthanga, a voluntary rescue worker, who sustained spinal injury and was brought to the Aizawl Civil Hospital. Nine families abandoned their houses in Ngur after incessant rainfall in village for two days, police said.

Bank strike paralyses operations across India ATMA Peren undertake farmer’s exposure tour New Delhi/CheNNai/ agartala/guwahati, July 29 (iaNS): Banking operations across the country were hit on Friday as around 10 lakh employees in around 40 private and nationalised banks struck work for a day to protest against the central government’s policies for the sector. Unions in the banking sector had given the strike call to protest the mergers in the sector, infusion of private capital in government banks, for recovery of bad loans, bringing to book wilful loan defaulters and others. “The strike has evoked a good response nationwide as around 10 lakh employees have participated in it. Most of the nationalised banks are closed,” C.H. Venkatachalam, General Secretary of the All India Bank Employees Association (AIBEA), told IANS in Chennai. Echoing this, K. Thamaraiselvan, General Secretary of Andhra Bank Employees Union (Tamil Nadu unit) said: “The banking operations have been paralysed nationwide.” The strike call was given by the United Forum of Bank Unions

(UFBU), an umbrella body of nine unions in the banking sector viz., AIBEA, AIBOC, NCBE, AIBOA, BEFI, INBEF, INBOC, NOBW and NOBO. “The strike involved around 10 lakh employees and officers of public sector banks, old generation private banks and foreign banks totalling more than 80,000 branches,” Venkatachalam said. The strike had its impact in the northeastern region as well. “Over 10,000 bank employees belonging to more than 3,000 nationalised and private bank branches in the seven northeastern states took part in the strike, opposing the proposed amendments to the banking laws,” said UFBU spokesman Sushobhan Datta Majumder. “The proposed restructuring in the banking sector is expected to be undertaken aiming at mergers, acquisitions and outsourcing of routine activities of Indian banks and to allow foreign banks and investors in these activities and banking managements,” Majumder told reporters in Agartala. A large number of the ATMs were closed, creating problems for the

people in the northeastern states. According to Venkatachalam, unmindful of the adverse implications, the government was pursuing the reform measures in the banking sector like inadequate infusion of capital in public sector banks, which will result in reduction of government’s equity capital and create compulsion for higher extent of private capital leading to privatisation of banks. “In the last 40 years, more than 40 private banks have collapsed. We cannot allow to take that risk again. Banks must continue in public sector in national interest,” he said. According to him, the total deposits in the banks today are more than Rs 116 lakh crore and this cannot be placed at the doors of private players by privatising the banks. He said the government wants to consolidate and merge 27 public sector banks to make them into some five or six big banks for the sake of global competition. “We need efficient banks and not necessarily big banks. Big banks do not automatically mean strong banks. In many countries

big banks have failed and they are in trouble,” he added. He said privatisation of banks will not help in recovering bad loans totalling over Rs 13 lakh crore and may result in handing over the banks to a loan defaulter. Criminal action against wilful loan defaulters should be taken instead of dealing with them with a velvet hand, he added. Meanwhile, industry body Assocham on Friday urged UFBU to call off their strike as customer transactions worth about Rs 12,000 crore-Rs 15,000 crore would be affected. “Public sector banks (PSBs) are already less profitable and have relatively higher ratios of non-performing assets compared to private sector banks, and such a complete halt of banking transactions following UFBU’s decision to go on strike might result in significant losses,” D.S. Rawat, Secretary General of Associated Chambers of Commerce and Industry of India (Assocham) said in a statement in New Delhi. “With a view to revamp the functioning of the PSBs, banking sector reforms is the need of the hour,” he added.

Training & demonstration using pico projector Dimapur, July 29 (mexN): In order to update the latest technology to the farmers and to disseminate the knowledge through technology, ATMA Dimapur Kuhuboto Block conducted training and demonstration on ‘Micro irrigation system’ and ‘System of Rice Intensification’ on July 25. The resource person firstly introduced to the participants the latest technology also known as a pocket projector or a micro-projector; a pico projector is a newly emerging category that encompasses the smallest projectors because they are easy to carry and can handle videos and photos for portable entertainment as well as charts or slides for business or education presentations, they can also be described as multimedia projectors. Resource person for the programme were Ameto Yeptho, ATM (ATMA), Kuhuboto Block and Yimobendang, ATM (ATMA), Kuhuboto Block. Ameto spoke on ‘Micro irrigation system’ where he presented his slide using pico projector, emphasizing on drip and sprinkler irrigation system. Drip and sprinkler irrigation system are applied in small quantity under pressure to meet the water requirement of crop/plant. Yimobendang spoke on ‘System of Rice Intensification’ where he also presented his slide with the help of micro projector or pico projector; He firstly briefed on the origin of SRI which was developed in Madagascar during the 80’. In this system inputs used is very less as compared to other systems of cultivation. It uses less seed, less water, less plant protection chemicals and fertilizer but uses more of organic matter. He also spoke on the nursery preparation, spacing and careful handling should be done while transplanting from nursery to the field.

NAAC team assess SJC Jakhama St. Joseph’s College, Jakhama strives for autonomous status

Jakhama, July 29 (mExN): Chairman of National Assessment and Accreditation Council (NAAC), Prof. Dr. Mohd. Iqbal Ali today said that St. Joseph’s College, Jakhama is one of the best institutions not only in Nagaland but in the whole country, while stating surprise to find such a prestigious college in this remote tribal area giving humanitarian service to the people. Speaking at the Exit Meeting Programme that culminates the 3-day visit of the NAAC Peer Team at the College Indoor Stadium this morning, he said the team has gone through every aspect of NAAC and judiciously assessed the performance of the college. In the last three days, the Team comprising Prof. Dr. Mohd. Iqbal Ali (Chairman), Prof. Dr. Sushil Kumar Dutta (Coordinator), and Prof. Dr. Ed-

win Gnanadhas visited all the areas, including sports area, hostels, health centre, which he termed “all super.” On visiting the different departments, he said, all the staff are very young, energetic, enthusiastic, learned and are qualified teachers. He further lauded the excellent presentation in each and every department. The Chairman said all the criteria with the exception of one or two areas that fall under NAAC are found to be strong in the college and emphasized that they need to put in all efforts to see that the college gets the autonomous status. Giving a few pointers, he encouraged the college to introduce PG courses, and also appealed to the principal and the college authority to motivate the teachers to finish their Ph.D programs as well as qualify for NET.

He also called for organizing more seminars, and inviting prominent personalities to further enhance the quality of the institution. “The college is good, students are good, but if you want competition in this world, you need to have much exposure,” he added. He said there is good scope to introduce vocational courses in the college and advised that the college can have a centre for Naga Tribal Culture, a Naga Tribe Museum, etc, while impressing upon that there are many innovative things that the college can come up with.

On the other hand, he said that even the Parliamentary Secretary for Higher Education, the Secretary as well as the Governor of Nagaland have shown keen interest in the institution. He further lauded the excellent and strong infrastructure of the college, and said this, combined with the commitment of the teachers, dedication and discipline of the students and their performance, will enable St. Joseph’s College to achieve greater heights. In this regard, he congratulated the principal of the college, who, he said is taking constant pain, and

has strategically prepared and meticulously planned everything while also extending his appreciation to the vice principal, the administrator and the staff. He added he was particularly impressed with the cultural programme held in their honor on Wednesday and termed it as extraordinary with super performances by the students. Towards this end, he expressed his profound gratitude to the college for the love and affection that has touched their hearts from day one. “I am so much impressed with the hospitality, love and kindness…there are no words

Water supply restored in Old Peren Town pErEN, July 29 (mExN): The Public Health Engineering Department (PHED) in collaboration with the Deputy Commissioner of Peren have amicable settled the water supply issue at Old Peren Town with the help of public leaders, according to a press release from Sub-Divisional Officer, PHED Peren. The water supply was restored on July 26.

The release recounted that the PHED was permitted to carry out restoration work of water supply at the source on July 15. The department officers and their staff started the pipeline repairing at source along with the main gravity alignment. During the repair works, it was found that the pipelines were blocked with stone, the release said,

ebanon isn’t without its share of problems. No elected government. Over a million Syrian refugees. ISIS tickling the border. And a massive trash crisis. Shadia Khater may not be able to do much about the first three of these, but she’s doing her best to help solve the fourth, and change the way people in Lebanon think of their trash. I met her inside what used to be an indoor basketball court, stacked now with 10-foot-high mounds of trash — metal, glass, paper and various types of plastic — surrounded by trucks dumping, workers sorting, compacters compacting. And for Khater, it’s almost heaven. “[It] make[s] me feel happy,” she says. “It” is the new recycling facility for the Beirut suburb of Beit el Shaar, and Khater, who runs a plumbing and HVAC contracting company, is its founder. Household recycling had been almost unheard of in Lebanon until the past year. Khater is a zealous advocate of the practice, but it’s only really begun to take hold here due to a situation that has spun out of con-

trol. Almost a year ago, the dump for about 3 million people in and around Beirut closed its gates. “The way they were dumping the waste there was not according to good practices,” says Ziad Abichaker, head of a Lebanese NGO called Cedar Environmental. “There was lots of odors emanating, a lot of complaint from local residents. Methane gas generation was not being managed well. So people were really getting sick from these toxic gases.” Abichaker says the whole situation also stank of corruption, with politicians giving one company a monopoly on trash collection and getting kickbacks. Once the dump closed, though, there was nowhere to put the garbage. Collection stopped, and people started chucking their trash wherever they could, including along the banks of the Beirut River and other local waterways. It was filthy and dangerous, and all of a sudden something most Lebanese had never been concerned with became a problem. “Now, your options are very limited,” Abichaker says. “Either [you’re] gonna bathe in your own garbage or you’re gonna start looking at it differently. The best way to

adapt is when you’re in a crisis.” One obvious solution might be for people to just produce less trash. But Abichaker says that’s a very hard change to make. He says most of the trash people are producing, though, can be recycled. Which is where Shadia Khater comes in. Her facility sorts and ships household recyclables. Khater says getting the operation up and running was the easy part compared to the challenge of getting her neighbors to even think about sorting their trash for recycling. “The most difficult part of all the story,” she says, “[is] to change the mind of the people. First to sort, then to sort well, then to continue to sort.” Khater’s approach has been nothing short of a blitzkrieg. She keeps a notebook listing every house and apartment in Beit el Shaar, and she and her team went door to door to each one to explain the importance of sorting and recycling. Not surprisingly, they met resistance from folks who just didn’t want to bother. So with one community, she got provocative. “I had the idea to put my car and to block the road,” she says. “It was in the early morning, and they

couldn’t go out anymore to go to school, to work.” Khater only moved her car when people started sorting their trash on the spot. Another time she asked a priest to discuss recycling in his homily, and then sat in the front row of the church to make sure he followed through on his promise. He did. Khater says the result of her efforts and others like it has been a slow turn toward recycling in this suburb and elsewhere in Lebanon. Of course only time will tell if the trend will continue. Her new business isn’t making money yet. And in some communities in the Beirut area, regular trash pickup has started again, with the waste headed for both old and new landfills. That’s good for the dumping crisis, but maybe not so good for recycling. Like Khater said, it’s tough to get people to continue to sort when there’s an easier option. But she believes that the sheer volume of trash here remains a real problem — one that may eventually allow recycling to really take root in Lebanon. “I hope it will be a turning point,” Khater says. “I hope from the bottom of my heart that we can do it this way, because it’s the correct way to do.”

VHS has come unspooled. It has been taped over. The screen has filled with static, then gone blank

his month will see the last videocassette recorder (VCR) produced in Japan, according to reports. Once no home was complete without a library of chunky black cassettes and a recording device with a slot you had to keep telling the kids not to insert their toast into. Home video changed everything. Now you could record TV programmes and watch them again, rather than having to commit them to memory and then play them back in your head. Plus you could rent movies from the video shop and enjoy them at home, instead of having to sit in a cinema alongside other humans who might not appreciate Tom Selleck or Molly Ringwald as much as you did. In the "format wars" of the 1970s and 80s, Video Home System, as noone ever called it, handily saw off rival like LaserDisc and BetaMax. Some speculated the pornography industry's preference for VHS made the difference, although this has never been proved. The adverts in which an animated skeleton, channelling Buddy Holly, promised that with Scotch tapes you could "Rerecord, not fade away", surely played their part in winning over hearts and minds. But there were downsides you had to balance against being able to fastforward through the adverts for the first time. The tapes would sometimes chew up and the picture quality never quite did justice to that David Lean epic you were watching. The recorders were a nightmare to programme (unless you were under the age of 20, in which case you were generally designated Official Household VCR-Operator) and all too often you would return home to find someone had recorded over that film you were really looking forward to watching with an episode of Knots Landing or Airwolf. Friends of VHS may have predicted its demise when the DVD was launched in 1995, or indeed when digital video recorders like Tivo and Sky+ came along, and then when the internet and streaming services like iTunes, Netflix and iPlayer meant you didn't have to trudge all the way to the video shop to rent the latest Patrick Swayze or Mel Gibson masterpiece. he pageantry of San Diego ComicCon proceeds along the same lines every year: Big movie studios gather their stars together, and use them to pitch upcoming products to a friendly audience of dedicated fans, effectively rolling out the red carpet for the next year of blockbusters. As the long-range vision of superhero franchises like the Marvel Universe has become the norm, these press conferences have turned into sweeping proclamations of the future of Hollywood, laying out a studio’s next five years of movies with bullish confidence. They don’t always present the freshest vision, but at least this year, the future looked like it will finally bring some diverse faces to the big screen. The “Marvel Cinematic Universe” has existed since 2008 and produced 13 movies so far, all of them starring white men, with four more coming before Black Panther (due out in February 2018) and Captain Marvel (March 2019). Even with the long wait ahead, those two movies were the hottest news from this year’s Comic-Con, and

the official announcement of the Black Panther cast and crew was its most memorable moment, with the actors Chadwick Boseman, Michael B. Jordan, Lupita Nyong’o, and Danai Gurira joining the director Ryan Coogler on stage to hype the film. Progress in Hollywood is always painfully slow, but with their appearance—coupled with the diverse leads of Star Wars last year, the release of Ghostbusters, and Warner Brother’s first release of footage from Wonder Woman—there’s real evidence of change taking hold. That’s especially important considering that Hollywood’s current business calibration is so heavy on the superheroes. Though Marvel has billions of dollars to show for its investment, its leading characters remain Captain America (Chris Evans), Thor (Chris Hemsworth), Iron Man (Robert Downey Jr.), the Hulk (Mark Ruffalo), and Guardians of the Galaxy’s Peter Quill (Chris Pratt), along with Black Widow (who has never been given her own film to star in). Over the next two years, the studio will roll out Spider-Man (played by Tom Holland), Doctor Strange (Benedict Cumberbatch), and further sequels to Thor and Guardians before getting to Black Panther (Boseman) and Captain Marvel (who will be played by Brie Larson, a piece of casting announced at Comic-Con). “The superhero field is a field where there’s not a lot of representation,” Coogler told Entertainment Weekly at the convention. “It’s traditionally white male, but the

fans look like the world. So, naturally, people are going to yearn to see someone flying around doing these incredible things that looks like them ... That’s what keeps me up at night—for better and for worse.” Coogler has already had a hand in reviving one major franchise with a lead of color, writing and directing Creed last year with Jordan playing a new protégé for the boxing champion Rocky (Sylvester Stallone). In Black Panther, Jordan will play the villainous Erik Killmonger alongside Boseman’s King T’Challa, the leader of the fictional African country of Wakanda, who was introduced in the Marvel film Captain America: Civil War this year. Perhaps even more intriguing was the revelation that Nyong’o and Gurira would play members of a secret-service squad called Dora Milaje. “One of the most amazing things about Wakanda is they have these women who are the best fighters in the kingdom,” Coogler said. News of Captain Marvel was comparatively brief, as the film doesn’t even have a director assigned yet, but Larson (who won an Oscar this year for her performance in Room) is representative of the kind of A-list talent Marvel can now attract to its brand. Competing for attention was Warner Bros., which is trying to build out a rival brand of superhero movies based on the heroes of DC Comics. Its efforts so far, including Man of Steel and Batman v Superman: Dawn of Justice, have largely faltered with critics, but in the long-range Hollywood economy, that hardly matters—such duds can be quickly buried by an upcoming wave of heroes. Footage from the 2017 team-up film Justice League focused heavily on humor, with some semi-sparkling banter between Batman (Ben Affleck) and The Flash (Ezra Miller), suggesting a welcome change from the gloom of previous entries in the franchise. More exciting, though, was the first footage of Wonder Woman, inarguably the most famous female superhero in the history of comics. She’s existed since 1941, debuting only two years after Batman was created, but there have been nine feature films made about him in the intervening years, and none about her. Wonder Woman, directed by Patty Jenkins, comes to theaters in 2017 after decades of failed attempts. “It’s overdue, but it also feels like the best time in the world to make this movie,” Jenkins said. After years of fans clamoring for heroes that represent their viewing audience, her sentiment feels particularly apt.

How cultural diversity can help to boost body confidence Hector Gonzalez-Jimenez

H

ave you ever had the heartbreaking experience of having to choose to throw out some books because there is no space in your bookshelf? I have been having to throw out a number of books this summer. They were volumes I had been gifted or I had myself accumulated over the years. Some were well read, some were not opened. I would look at them and think I will read them one day. My book collection had piled up over the years because I always felt that I was going to read them one day or the other. This summer I realised that I was never going to be able to do that. I would always be too busy to actually sit down and read those books. Life would happen and then that magic time would pass by and the books would lie there unread. On Thursday I took out boxes of books. In the first box were books by English authors. Dickens, George Eliot and Mrs Gaskell as well as some of the Romantic poets. I had read all of them except Mrs Gaskell and they were on my shelves waiting for that opportunity to be reread. Yet they were also taking up shelf space that was much needed for other books. So out they went and it was like putting out a basket of motherless puppies. I felt cruel and heartless. I felt I was doing myself a disfavour. Two weeks later I had to admit that I no longer missed them. That was surprising to me and I looked through more books to see if I really needed so many books in the house. The result of this survey was that another lot got thrown out. Some were gifts and I know I won't relish them so it didn't hurt so much to cast them out. I only felt sorry for the giver but they had been given years ago so perhaps the giver would no longer mind. The lesson I learned from this was two-fold. One was that human beings are highly acquisitive by nature. That is not new information. But it is new when applied to oneself. The other lesson was that when the time is right for it, casting away things is a good exercise. It is a metaphor for getting rid of things that weigh you down. It is both a spiritual as well as a physical metaphor. St Paul spoke of getting rid of things that burden you and pull you back in your spiritual race. Looking back, I ask myself, where would I go with my many books? Or for that matter where would any of us go with our many acquisitions? They do weigh us down and change our priorities. I am better off without the extra weight. That applies to all of us. In a manner of speaking, it is easier to get rid of things we own. We simply throw them away or give them to someone who can make use of them. Second hand clothes can always be used by someone less fortunate than you. Second hand books are valuable for book lovers and so on. But we do weigh ourselves down with intangible things. In fact we weigh ourselves down more with those than we weigh ourselves down with acquisitions. In many different circles we have talked about the top attitude problem people have – it turned out to be judgmentalism. We make judgments based on appearances and our prejudiced preconceptions of what others might be like. For that matter, religious people can be the most judgmental people in the world. I love the Christian cartoons that present this situation comically. That’s probably the best thing to do – have a good laugh at this attitude and throw it out along with the rest of the things we need to get rid of. That goes for racist, communal attitudes that bog down positive growth of any human society.

adiq Khan, the London mayor, recently announced that he will ban all adverts on London transport that “demean people, particularly women, and make them ashamed of their bodies”. The mayor, a father or two teenage daughters, warned that certain ads could encourage people to try to conform to unhealthy body shapes. It means controversial adverts, like Protein World’s infamous “beachbody ready” campaign would no longer be allowed. This is good news, because research shows that exposure to these types of adverts can have a negative effect on body image and self esteem. And can even lead to people developing eating disorders, pursuing plastic surgery, and having suicidal thoughts. Given the serious impact these often unrealistic adverts can have on people, this change is a step in the right direction. But with a growing number of girls suffering from low self esteem it is clear more needs to be done to reduce everyday exposure to this type of “body shaming”. Beyond banning ads, we also need to start thinking about how women and girls – or anyone for that matter – can become more “body confident” – and as my new research reveals, it may not actually be that difficult to change this. It shows that body confidence and cultural diversity actually go handin-hand. So by having an enhanced affinity towards different cultures and “global connectedness” – also known as a “cosmopolitan” outlook – you will have a better relationship with, and more positive appreciation of your body. Becoming cosmopolitan The good news is that you can develop a cosmopolitan outlook quite easily, simply by travelling, interacting with a diverse set of people, learning new languages, experi-

encing foreign foods and embracing an open mindset. Cosmopolitans are not confined to any specific region or national borders. Rather it is an individual predisposition that can be found among people across the globe that share a similar mind set. So, you may find people with very similar cosmopolitan outlooks in say New York and Berlin, Singapore, Shanghai or Sydney. By their very nature cosmopolitans are open minded, and have an affinity for cultural diversity. They tend to consume for the experience, rather than being confined by boundaries. Cosmopolitans are also keen to engage with what they perceive as “selfenhancing” activities to become a “better version” of themselves – such as learning new languages or

skills. And as my research shows, this predisposition for self development is also linked to improving body image. Previous research also suggests that cosmopolitans are also very into physical fitness. This makes sense because cosmopolitans tend to view their bodies as a valuable commodity – as in, a fit body allows them to engage in an active lifestyle and a diverse set of experiences. Global picture So it would seem that when it comes to body image, being comfortable and being able to express who you are has positive psychological benefits such as improved self esteem. This of course, isn’t surprising given that scholars have described cosmopolitanism as a “social ideal” for decades. What all of this underlines

though, is the importance of a connected society. Because society as a whole is the sum of its individuals, and a society that encourages cosmopolitanism may not just be more world minded and open, but may also be healthier too. My research shows how the benefits of this type of global mindset can translate well beyond the everyday, and can actually influence who we are as people – and how we think about ourselves, and our bodies. When it comes to body image and self esteem it is clear that “global connectedness” and appreciation of different cultures, plays a key part. So the next time you are offered a chance to move overseas or encounter some cultural product or food you have never tried, take the plunge as this step may help to lead to a healthier mind and body.

Half of India’s high net worth individuals (HNIs) are under 40 years of age, according to a survey by Kotak Wealth Management. The private banking firm’s survey, published on July 26, tracked individuals with total assets over Rs25 crore ($3.75 million) and covered 225 HNIs in 12 cities between January and March 2016. This is the first time in six years since Kotak began surveying India’s super-rich that such a large number

of HNIs-under-40 has been reported. The shift is a result of the boom in the internet economy over the last three years, the survey implies. For instance, the report names Flipkart’s Sachin Bansal and Binny Bansal—who joined the Forbes billionaire list last year with a net worth of $1.24 billion each—and Vijay Shekhar Sharma (37), founder of One97 Communication, the parent company of mobile-commerce platform Paytm. Sharma’s personal wealth is estimated at Rs2,824 crore ($424 million). Last year, Beijing-based Hurun Research Institute named Ankit Bhati (28) and Bhavish Aggarwal (29) as the youngest self-made individuals on

the list of India’s rich. The two promoters of ANI Technologies, which owns taxi-hailing service Ola, had personal wealth of Rs2,385 crore each. For entrepreneurs, the primary source of wealth is, expectedly, their business, as compared to inheritors who have sizeable earnings from real estate investments, the Kotak survey says. Apart from startup founders and CEO’s an increasing number of celebrities and sportsmen, too, are raking in money, said Murali Balaraman, partner, advisory services, Ernst & Young, which carried out the survey for Kotak. For instance, 35-year-old cricketer Mahendra Singh Dhoni ranked 23rd on the Forbes list of highest-

paid athletes in 2015, with estimated earnings of $31 million. Deepika Padukone (30) featured among the top 10 on the Forbes list of India’s richest celebrities. It also included 27-year-old cricketer Virat Kohli. Overall, though, the growth in the number of Indian HNIs remained modest at 7% to 146,600; their accumulated net worth stood at Rs135 lakh crore ($2 trillion). With India’s startup ecosystem booming, Balaraman expects younger HNIs to keep adding to their wealth. “The most important story of wealth creation will actually be the younger ones entering the list,” said Balaraman. “That will be a big gamechanger for the economy.”

Singh arrested for abusing Maya New Delhi, July 29 (iANs): Former BJP leader Dayashankar Singh, whose abusive remarks against BSP chief Mayawati caused an outcry, was arrested on Friday in Bihar after being on the run for days, police said. Additional Superintendent of Police Keshav Yadav told IANS on telephone from Buxar that a joint team of the Uttar Pradesh Special Task Force (STF) and Bihar Police nabbed him from Chini Mill area in Buxar. "H ade will be taken to Uttar Pradesh," Yadav said,ding it was being investigated when he reached Bihar. A non-bailable warrant had been issued against Dayashankar Singh, a Bharatiya Janata Party leader from Uttar Pradesh who on July 19 made the remarks against Mayawati at Mau in the state. A case was registered the next day and the BJP expelled him. He had been on the run since then.

Govt extends last date for filing tax returns to Aug 5 New Delhi, July 29 (PTi): The last date for filing income-tax returns has been extended to August 5. Tax returns for 2015-16 (assessment year 2016-17) were originally to be filed by July 31. But in view of the day-long strike at public sector banks, the deadline has been extended to August 5. For Jammu and Kashmir, the deadline will be August 31 in view of the ongoing turmoil in the state. Revenue Secretary Hasmukh Adhia said in a tweet today. For assessees across India liable to file I-T returns by July 31, the deadline is extended up to August 5, he said. "For assessees in J&K, this date has been extended to August 31," the secretary added.

Man murders wife for not giving birth to son sAmbhAl, July 29 (PTi): A 35-year-old woman was allegedly murdered by her husband who was upset that she had not given birth to a son in Waripur Bhamraura village here, police said today. "Mushrat Begum, a mother of three daughters, was allegedly hanged by her husband Mushabbar in their house. She was rushed to a hospital by the neighbours but she died late in the evening," ASP, Kamlesh Dixit said. Foreign funding for Indian non-governmental organisations (NGOs) doubled in 2014-15 over the previous year, but with 10,000 NGO registrations cancelled in 2015, foreign contributions are likely to drop, according the latest data on foreign contributions. Delhi, Tamil Nadu, Andhra Pradesh (unified), Karnataka and Kerala together got 65 per cent of foreign aid coming to India, the data, tabled in the Lok Sabha on July 26, 2016, revealed. Of Rs 45,300 crore ($7 billion) in foreign funding to Indian NGOs over four years -- 2011-12 to 2014-15 -- Rs 29,000 crore($ 4.5 billion) was received by organisations in the national capital and these four (five after Telangana) states, an IndiaSpend analysis reveals. Organisations in Delhi received Rs 10,500 crore ($ 1.6 billion), while each of the five states received close to Rs 5,000 crore ($770 million) over the past four years. There are 33,091 NGOs registered to receive foreign funds-under the Foreign Contributions (Regulation) Act (FCRA) -- after the registrations of 10,000 NGOs were cancelled by the Ministry of Home Affairs in 2015. cancellation: Not filing returns, misutilisation of funds and accepting funds for 'prohibited activities', which include funding legal costs of bail, writ petitions of Indian NGOs and their activists, and undisclosed payment of salaries by foreign NGOs to foreign activists. Foreign funding doubled in 2014-15 to Rs 22,137 crore ($ 3.4 billion) compared to Rs 12,000 crore ($ 1.8 billion) in 2013-14. "It is a good bill," Minister of State of Environment Anil Madhav Dave said in a statement, adding that the new law would help to focus reforestation efforts in a concerted way. Most of the funds under the Compensatory Afforestation, Management and Planning Authority (CAMPA) law would be used to restock denuded forests, Dave said. However, critics of the law said the money would be better spent on helping local communities who are al-

Those rescued by the self-contained NDRF teams include 497 persons in Assam and 397 in Bihar. New Delhi, July 29 (PTi): Central government employees, NGOs receiving foreign and domestic grant and their executives need to file details of their assets and liabilities by the extended deadline of December 31. The Department of Personnel and Training (DoPT) today issued an order notifying the new deadline. This is the sixth extension given to about 50 lakh government employees for filing details of assets and liabilities, along with that of their spouses and dependent children, as part of mandatory obligations under the Lokpal Act. Whereas, for Non-Government Organisations (NGOs) and their executives, this is the first such extension. The existing deadline was to end on Sunday. The six-month extension came after Parliament had yesterday passed a bill to amend the Lokpal and Lokayuktas Act, 2013, following representations from Members of Parliament against one of the provisions of the law that mandates disclosure of assets by NGOs and their office-bearers. The Lok Sabha had on Wednesday passed the Lokpal and Lokayuktas (Amendment) Bill, 2016. It got Rajya Sabha nod yesterday. With the latest extension, the declarations now need to be filed by December 31. The declarations under the Lokpal law are in addition to similar ones filed by the employees under various services rules. As per rules, notified under the Lokpal Act, every public servant shall file declaration, information and annual returns pertaining to his assets and liabilities as on March 31 every year or on or before July 31 of that year. For 2014, the last date for filing returns was September 15 of that year. It was first extended till December 2014, then till April 30, 2015 and third extension was up to October 15. The date was then extended to April 15 and then July 31, this year for filing of the returns. The DoPT had last month issued an order bringing NGOs receiving more than Rs one crore in government grants and donations above Rs 10 lakh from abroad under the ambit of the Lokpal. The order had mandated filing of mandatory returns of the assets and liabilities by such organisations and their executives -- director, manager, secretary or any other officer.

Over 4,000 vacancies of judges in lower courts New Delhi, July 29 (PTi): There are 4,432 vacancies of judges in subordinate courts in the country as on December 31 last year, government said in the Rajya Sabha on Friday. Union Minister for Law and Justice Ravi Shankar Prasad said 2,447 new court rooms were under construction, even as he assured that the government was concerned about improving the condition of subordinate courts in the country. "According to information made available by the high courts, the sanctioned strength and working strength of judges and judicial officers in subordinate courts stood at 20,502 and 16,050, respectively, as on December 31, 2015. There were 4,432 vacancies. At the same time, 16,513 court halls/court rooms were available for subordinate courts and 2,447 court halls/court rooms were under construction," he said in a written reply. Replying to supplementaries, he said the primary responsibility for development of infrastructural facilities for subordinate courts rested with the state governments and the high courts execute the projects. "I will ensure that work is speeded up on the construction of new courts. We would want the condition of subordinate judiciary to improve," Prasad said. To augment the resources of state governments, a centrally-sponsored scheme for development of infrastructure facilities for judiciary has been in operation since 1993-94 and financial assistance to the tune of Rs 5,350 crore has been provided under it to states and union territories since inception. "Ever since the NDA government came to power, a total of Rs 1,900 crore has been released under the scheme in the last two years," he said. Prasad said during a joint conference of chief ministers of states and chief justice of high courts held in April last year, it was resolved that the chief justices and the chief ministers shall institute a mechanism for regular interaction among themselves to resolve issues, particularly those relating to infrastructure and manpower needs and facilities for the judiciary.

Conservative leader Turnbull denied that politics played a part in his cabinet’s decision not to back the former Labor leader, who had asked the government to nominate him as Australia’s candidate. “Does the government believe, do we believe, do I as prime minister believe that Mr Rudd is well suited for that role? My considered judgement is that he is not,” Turnbull told reporters in Canberra. Rudd, prime minister twice during six years of Labor party strife from 2007 to 2013, is a polarising figure in Australia due to his rivalry with former Labor prime minister Julia Gillard, with the two toppling each other in partyroom coups. Indonesia executes 3 Nigerians, one local, despite protests CILACAP, JULY 29 (REUTERS): Indonesia executed four convicted drug traffickers, three of them Nigerians, in the early hours of Friday, leaving the fate of 10 others uncertain. The Africans and an Indonesian man were shot by firing squad during a thunderstorm shortly after midnight on Nusakambangan Island in Central Java, as the government ignored international calls for clemency and pushed ahead with what it considers a war on drugs. The attorney general said on Wednesday that 14 prisoners, including citizens of India, Pakistan, and Zimbabwe, would be executed this weekend. An official said on Friday the planned executions would go ahead “in stages” but declined to give a timeframe. Security was stepped up at the Indonesian embassy in Nigerian capital Abuja on Thursday as protesters gathered to urge Indonesia to halt the executions. Indian and Pakistani officials said they were making lastminute efforts to save their citizens. “We considered several factors and decided that for now four death row inmates would be executed,” Noor Rachmad, an official at the attorney general’s office, told reporters shortly after Friday’s executions. Just over a year ago, Indonesia executed 14 prisoners, mostly foreign drugs offenders, causing diplomatic outrage. Rights activists and governments have again called on Indonesia to abolish the death penalty. But that has gone unheeded by the government of President Joko Widodo, who has said drugs pose as serious a threat as terrorism in what is one of Southeast Asia’s biggest markets for narcotics. New rare form of hereditary colon cancer identified LONDON, JULY 29 (IANS): Researchers have discovered that mutation in a gene can led to a form of hereditary colon cancer which was not identified earlier. The researchers discovered genetic changes in the MSH3 gene in patients and identified a new form of colon cancer. “The knowledge about molecular mechanisms which lead to cancer is also a precondition for the development of new targeted drugs,” said Stefan Aretz from University of Bonn Hospital in Germany. The formation of large numbers of polyps in the colon has a high probability of developing into colon cancer, if left untreated.

Colon polyps form like mushroom-shaped growths from the mucosa and are several millimeters to several centimetres in size. They are benign and generally do not cause any symptoms - however, they can turn into malignant tumours (colon cancer). Physicians refer to the development of a large number of polyps in the colon as “polyposis.” Scientists have already discovered several genes associated with a polyposis. At just three pages, the policy, launched by the Ministry of Planning and Finance in the capital, Naypyitaw, comes some eight months after Aung San Suu Kyi’s National League for Democracy (NLD) won a resounding victory in a November election. agas are a struggling nation who suffered the most in our time. The God of (L) AZ Phizo, (L) Isak Chishi Swu, (L) Khodao Yanthan, Khole Konyak and Th. Muivah among others has chosen the Nagas as a new (symbolic) Israelites of the contemporary world. Our historical facts of national struggle, circumstances and experiences have made it amply clear and convincing that God wants the Nagas to serve Him, His kingdom and mankind as a new nation. Naga generations of old and new strongly believe that repeopling the Nagas as a nation is the will of God. Our Naga forefathers with all humility and gratefulness to God, solemnly accepted His divine will and promise to establish a new Naga nation. This promise of the awesome God is said to be the fundamental reason why the 1st ever Naga Memorandum seeking her freedom and independence from the British India was submitted to the Simon Commission in the year 1929. This they said is to be the fundamental reason why Nagas declared independence on the 14th August, 1947. This they said is to be the fundamental reason why Nagas successfully made the 1951 Plebiscite wherein 99.9% voted for independent Nagaland. This they said is to be the fundamental reason why the Nagas did not join the new Indian Nation-State while all the erstwhile kingdoms, princely states, tribal regions and territories of the British India had joined/merged with her after she attained independence from British rule. This they said is to be the fundamental reason why Nagas courageously resisted and defended their people and their land from India and Myanmar’s forcible invasion. This they said is to be the fundamental reason why the struggling Nagas can always stand their common ground together in defending the Naga nation whenever very critical situation demands no matter how much of tribalism, factionalism, localism or regionalism haunted us. It appears, therefore, the only genuine address and resolution to the Naga internal feud, conflict and differences can best be had within the realm of Naga nationalism and not vice-versa. This they said is to be the fundamental reason why Indo-Naga ceasefire between GOI and Federal Govt. of Nagaland (FGN/NNC) for political talk was signed in 1964, though it failed. steer the national movement for recognition of Naga sovereignty and independence. NSCN/GPRN has since been doing the fight as well as the talk at the domestic and international levels. It is NSCN/GPRN which has vigorously worked hard and brought about great Naga national political renaissance once again home and abroad. This they said is the fundamental reason why Nagas were admitted as members of Unrepresented Nations and Peoples Organisation (UNPO) in 1993 at Hague, Netherland. This they said is to be the fundamental reason why Indo-Naga ceasefire was signed again in 1997 between GOI and NSCN/GPRN for a political talk at Prime Ministerial level. This they said is to be the fundamental reason why GOI lifted the ban on NSCN (IM) in 2002 from the Unlawful Activities (Prevention) Act, 1967 thereby giving cognizance to NSCN (IM) as a legitimate entity engaged in political dialogue with India at the Prime Ministers’ level. We like it or not, it is NSCN (IM) which has been actively engaging a political negotiation with India for the past 19 years. The 19 year old Indo-Naga Political negotiation has virtually institutionalised the Naga case both in India and in Nagaland with close international observations. Are the Nagas really working hard and living as a nation? While sincerely acknowledging the tremendous sacrifices and contributions the Nagas had made during NNC time, it will not be wise on our part to forfeit its fruits simply by questioning the political credentials of NSCN (IM) which has infact provided a strong and dynamic leadership and a constructive new political dimension in the making of a stronger united Naga nation. It would be immature on the part of the Nagas to misjudge this position. Change of guard and institution are natural and universal phenomenon in any struggling society without any exception to the Nagas. It would be in the greater interest of the Naga nation to recognise this changing dynamics of the Naga struggle. However, this political good will NSCN (IM) has earned should not be a ground of justification for the untold misdeeds, power misuse, illegal activities and misconducts of some of its ranks and files. NSCN must stretch out its administrative vibrancy to control, correct and reform them. Likewise on the part of all Naga stakeholders, it will be a blunder to mess up things at this critical stage of dialogue which will benefit all Nagas if brought to a logical conclusion. Public assessment of the credibility of the Naga national workers should be prudently made purely on the yardstick of their national responsibilities discharged on the ground and above but not merely on media displays. It will be more productive to give constructive criticism and suggestion to the negotiating team rather than creating chaos and confusions in the minds of innocent public. It is pertinent to note that the progress of Naga national movement is not by itself automatic. It has been earned through blood, sweat and tears. Tremendous sacrifices of the Nagas which includes pain, hardships, suf-

ferings, persecutions, lost of precious lives and properties, constant struggle, etc. have brought the Naga struggle thus far. It is a universal truth that the forerunners of a struggle are often despised, rejected and persecuted the most; not that they are too bad but because they spearhead and carry the cross of the cause they so dearly fight for. This is true even in Naga case. The torch bearing tribes of Naga national movement from day-one to this date are many a times put to peril and marginalisation by the evil policies and designs of the aggressors and their agents only with the ulterior motive to suppress the movement. They grossly violated human rights in the process. They even designed to bring hatred, animosity, confusion and division among those who sincerely worked hard to carry forward together the national struggle. A period of nearly 87 years of Naga struggle is suffice to learn some lessons on intellectual, socio-political and spiritual core values. Some of the core values that the Nagas are entrenched with in the course of the struggle are; unbreakable Naga national spirit and the bond of Naga unity & oneness, the unfailing love of God that binds the Nagas together amidst all these stormy years of the struggle, the wisdom to sincerely forgive each other for the wrongs committed within and without the Naga society, and the relevance of peace & non-violence in contemporary Naga generation. Forum for Naga Reconciliation (FNR) on its part under the dynamic leadership of Dr. Wati Aier has done a selfless and most wonderful job in mending the bond of Naga brotherhood and peace within it. It surely will bear more abundant fruits someday. A clarion call made by uncle (L) Isak Chishi Swu to all Naga brethren to forgive each other and unite for the Naga national cause will continue to inspire the Naga people and their nation from age to age. As long as the Nagas exist on earth, our beloved and most honoured (L) Isak Chishi Swu, a man of God and Yaruiwo of the Government of the Peoples Republic of Nagalim (GPRN) will always be fondly remembered. The tallest Naga statesman and a Naga nationalist leader, Asu Isak gave his life and everything in it for the whole Nagas irrespective of artificial boundaries and the Naga nation in South Asia which our beloved uncle (L) A.Z. Phizo once founded. The creation of the present state of Nagaland in 1963 has advantages and disadvantages as well. At the worst, it created sharp political polarisation among the Nagas apart from tribalism, regionalism or localism. The -ism of Nagas from Nagaland and those of outside Nagaland in one hand and Indian Nagas and Myanmarese Nagas on the other hand as planted and designed by the then adversaries is time and again haunting against the spirit of Naga unity and brotherhood. Uncle Isak’s life has clearly manifested how he fought his best to neutralize this -ism and polarisation trend that he knew to be a great threat and barrier in the Naga national struggle. Swu had his best intelligence and brilliance of mind wholly guided by God’s wisdom in having conquered against all these odds and circumstances that divide the Nagas on narrow artificial boundaries and barriers implanted by the enemies. He knew crystal clear that the establishment of a Naga National Authority (entity) is the only way to Naga solution in fulfilling the will of God and the aspiration of the Naga people. He, therefore, against all odds steadfastly stood his ground along with all Naga people who believe in it, no matter where they come from. This is the reason why he has conquered the hearts of every Naga citizen and many friends & foes beyond the border. It is said, “Sumi brethren by nature are true to the spirit of friendship in all given weathers”. (L) Uncle Isak Chishi Swu had befriended the Naga national cause and his unwavering stance to uphold and abide in it till his last breath on 28th June, 2016 simply reflects the finest character of the Sumi community he belongs. Yes, Uncle Th. Muivah, Hon’ble Ato Kilonser is right when he last bid a tearful farewell to his most beloved friend and a comrade-in-arms exclaiming, “How can we afford to part with a man like Isak!” The overwhelming pouring of love and honour during the 7-day State mourning of the Naga nation and the standard of formalities displayed therein have surely conveyed a clear message to the world that Nagas are true to their words. May his soul rest in peace with the Lord and may the good Lord continue to comfort and bless the bereaved family members. The August 3/15 Framework Agreement which (L) Isak Chishi Swu, the then NSCN (IM) Chairman fondly executed may have far reaching positive impact in establishing a new Indo-Naga relation if it is worked out in the right perspective. The sharing of sovereign powers between the Nagas and India as two equal co-ordinate entities appears to be one of the main political menus of the Framework Agreement. The relevant issue herein is the instrument (constitution) of sharing sovereignty. India has her own constitutional mandate in acquiring extra-territorial administrative jurisdiction of other territory including the Naga territory by arriving an Agreement. Does the constitution of the Nagas (Naga Yehzabo) have any mandatory provision to allow acquisition or sharing of her sovereign powers with India? Working out the lists of sovereign competencies for sharing with India is very much within the scope and under the process of negotiation. However, it may kindly be noted that the political authority or sanction to allow the Nagas to share some of their sovereign powers with India or any other country for that matter is to be either derived from the Naga Yehzabo (constitution) itself or from a referendum verdict of the Naga people. Hope, the negotiating party has already taken necessary measures in this regard or it may do so when it deems fit for necessary amendment of the Naga Yehzabo to incorporate a relevant provision thereto. This is an accepted political culture and a re-

great deal of time have been spent in the print media for the past several years desperately addressing the core Naga Political issues that concerns our immediate lives, the lives of our present children and most importantly, the lives of our grandchildren and the great grandchildren that will surely follow long after we are all dead and gone, whose lives will be measured by the legacy we leave behind for them today. This is the ultimate call of duty to honestly search our Christian hearts and find an honourable solution that upholds the dignity and identity of all Nagas as free people. It is imperative that the decisions we take must be based on true Christian humility and equality that emphatically transcends all personal ego considerations ... because what we do today will irrevocably define who we really are for all times. It is only in times of death of people we love that we are seriously reminded of the transient nature of life. It momentarily registers in our minds the utter meaninglessness of amassing wealth beyond our basic needs, security and comfort zones... because each one of us, without exception, are fated to depart from planet earth at the appointed day of Our Lord the way we came...empty handed. No matter how much power, riches or self esteem we may like to credit ourselves with in our lifetime, our little footprint on earth will eventually be wiped out by the sands of time and forgotten. I repeat...No matter who we are...no matter how many AK 47's we wield... we will all still die empty handed as God decreed. Was this not the case for our respected Late Isak Chishi Swu, Chairman, NSCN (IM)? Will it not equally be relevant for Ino. Th. Muivah, our General Secretary NSCN (IM)? Yes, as mere mortals, the desire to go down in history as the 'Father of the Nation' is extremely tempting without doubt but is it worth destroying the sanity of peaceful future of the generation to come...just trying to satisfy our present individual lust for a reputation we cannot take where we are going? Would this really matter after we are dead and gone?! The elementary principle of forgiving others and expecting forgiveness in return is certainly a fine Christian gesture. It is however the 'historical principle' that NSCN (IM) keeps doggedly harping about and expecting all other Factions to come on board their bandwagon is the area that causes severe indigestion...so let us try and address this subject objectively. Despite varied customs and traditions, the one common ancestral trait that stands out significantly amongst the Tribes, is our predominant traditional sense of honour. It is within these confines of honour that the Nagas and the NSCN (IM) need to evaluate this 'historical principle' more sensitively. Firstly, that same 'political principle and political history' germinated within the minds of our uneducated Nagas of Nagaland who cherished freedom dearly. Secondly, from a factual standpoint, when Nagas of Nagaland were mercilessly being subjected to inconceivable, inhuman treatment devoid of any human dignity at the hand of our enemy with their fate hanging in a balance, there were other brothers beyond our boundary watching it happen right before their very eyes and yet had no political consciousness or inclination to join the fray in response to the desperate cry for help to them by the Nagas of Nagaland. At that desperate time of 1962, Nagas of Nagaland could only boast of a handful of graduates in the Naga National Movement (NNM) whereas our Southern brothers, more specifically our

Tangkhul Brothers, had 264 graduates at that very point of history... as confirmed by no less a leading personality as Late Scato Swu, the President of the Federal Government of Nagaland... but our Tangkhul brothers declined to lend a helping hand as if this was someone else's war! This is not an anti-Tangkhul sentiment being expresses. This is a recorded history being shared! Captain Vighoto Swu, with his small band of patriotic Naga Army, was sent as a special envoy to create awareness and plead to our Tangkhul brothers to join the Naga National Movement (NNM). Not only were they unprepared to join the NNM but their indifferent response was to do nothing when their Tangkhul CIDs informed the Indian Army of the whereabouts of Capt. Vighoto's boys. As a result Capt. Vighoto lost a couple of his comrades (Tukukha and namesake Vighoto) shot by the Indian Army and his Sergeant Nikhaje arrested at Chingai forest. The 52 Villages of East Tangkhul area in between Kuchangpong Village and Senakathel Village were fully aware of the desperate plight of this 'special envoy' team struggling in their jungles without food but were collectively afraid to help them...and did not help them. Capt. Vighoto's troop suffered starvation for 14 days (May 5 to May 19, 1962) in the Eastern Tangkhul jungles before being able to somehow crawl back home, having dismally failed in their mission. Dispassionately being evaluated...would such treachery be traditionally considered worthy of brotherhood within the mainstream tribal community ... no matter which tribe they may belong? Would not our traditional honour demand condemnation of such behaviour devoid of courage and ostracise them from any Tribal responsibility?! Customarily speaking therefore, our Tangkhul 'Brothers' would traditionally be duty bound to render an official apology to the Nagas of Nagaland for their past apathetic indiscretion to restore their honour first to begin with, let alone being tolerated for their domineering takeover of the NNM and negotiating our destiny without letting us know what is being hatched on our behalf! This can seriously be construed as the highest traditional insult no Tribe with honour would be prepared to swallow! Yet this is the greatest quality of the Nagas of Nagaland. The bottom-line is this: the Nagas of Nagaland have exercised matured wisdom by not taking our Southern brothers to task on this issue. Instead the Nagas of Nagaland acknowledges that the times have changed from brawn to brain and also credits our Tangkhul brothers in the NSCN (IM) for being better disposed to carry out mental exercise of a complex negotiation with the GoI as compared to the present brains of Nagas of Nagaland within their fold. Our Southern Brothers must believe that the fair-minded Nagas do not grudge them this ground reality and in fact wish them all the best of luck for all our sakes. The only thing that any right thinking Nagas of Nagaland would find it difficult to agree and vehemently oppose is to have our fate decided without our knowledge or consent. In the absence of Late Chairman Isak Chishi Swu, the sensitive tribal equation hangs in an imbalance ever so glaringly for all to see. The Indians have always looked down on the Nagas as secondary human beings unworthy of real consultation as history would testify. Our Tangkhul brothers must fight this same temptation of undermining the Nagas of Nagaland by giving lectures for hours and then claim it as a 'consultation' and an 'endorsement' to suit whatever designs they have. No real honest consultation has been

had concerning our present Naga political logjam to date and their guarded secrecy is not helping to clear this air of suspicion. A high profile Tangkhul member of NSCN (IM) had the audacity to tell me that he felt that the general illiterate population of the Nagas of Nagaland will not understand the complex nature of the ongoing negotiation with the GoI and therefore the secrecy! I was wondering whether he knew that there was also a literate section of equally concerned Naga population who just might understand what is going on? Our intelligence is not equal to their? Was that what he was implying?! Anyway let's move on.... It is at critical time in history such as the present, that our 'political principles' must broadly be put on the table for honest review...not with the intention of demeaning one another but to reduce the level of arrogance with a more mutual reconciliatory attitude in dealing with each other with due humility and respect as equals. Candidly put...the top heavy Tangkhuls presence in the NSCN (IM), armed with AK47, are now unabashedly riding a horse that historically belongs to the Nagas of Nagaland that they refused to ride before 1964 Cease Fire. The Nagas of Nagaland are still feeding this horse despite the hardships of unreasonable multiple taxation being extorted...just so as not to lose our common identity as free people. Historically, NNC/FGN was our only original democratic Political Institution that the people identified with...not Mao Zedong's communism. That NNC selfdestructed with Shillong Accord (SA) 1975 is a common knowledge. It is important for him to also believe that the Nagas are not all that unmindful or ungrateful to underwrite all the life sacrifice he has sincerely made in having reached the present status of negotiation. Meaning, Naga constitution is the heart and soul of the struggling Naga nation wherein the aspirations of the Naga people is embodied with. The Framework Agreement is to be worked out on the basis of the terms and conditions mutually agreed upon by the parties but is to be at the same time necessarily guided by their own respective constitutions. Without a separate Naga constitution, sharing of sovereign powers between the two equal entities appears to be practically quite absurd. The Naga national identity can only exists with that of her distinct constitutional identity. They are like head & tail of the same coin. Therefore, apart from incorporating special Naga law in the constitution of India as articulated in the media, it would be praiseworthy and a big heart on the part of India to allow Nagas to retain their own separate constitution howsoever small it is. An already incorporated Indian state like Jammu & Kashmir has her own constitution. It would be an act of mockery to deny this right to the Nagas whose unique and distinctive political history is said to have been recognized and whose territory is not incorporated as claimed. Nagas are quite hopeful to the present government. In fact Nagas are happy to acknowledge that in the history of the post independent India one of the most charismatic, dynamic, capable, compassionate and down to earth Prime Ministers in the person of Hon’ble Shri Narendra Modiji and his team have been providentially put in place to steer the country forward. We hope this government will not only work hard to make a prosperous India but it will seriously find ways to re-establish a new relation with the Nagas based on her core values of peace & non-violence. It must equally pursue to bring a momentum of the finest democracy and freedom in India where everyone would have a space to live in happily. The Framework Agreement which recognised that sovereignty of the Nagas lies with the Naga people must be implemented in letter and spirit to bring honourable solution. Historical experiences remind us that any solution lacking the will of God and the aspiration of the Nagas may not be the real and lasting solution. May every Naga citizen, Naga National Political Groups (NPGs) and all other stakeholders of Naga society be benefitted out of this resolution of IndoNaga conflict. May it bring wider horizon of fraternity and friendship in Naga world. May it bring better understanding, enduring love and peace with our neighbours and friends. Hope, the Framework Agreement produce real, qualitative and workable solution to enable the Nagas to have their own government as a nation with the highest political association with India based on mutually agreed terms. Let us give peace a chance! New dimensions of online and ATM card frauds

ew months back when I was in my home town a person with North Indian accent called me from a mobile and introduced himself as an executive of a reputed bank’s Debit Cards division. He narrated my name, email id and the complete address of my previous rented house at Thiruvananthapuram where I stayed before three years and informed that they intend to issue a new Debit Card against my old card. He asked my debit card number for verification and I refused to divulge it and asked, “What is the need of giving card number if you are from the banks debit cards division?” He replied that he was asking it only for the purpose of verification and that is why he didn’t ask any other information such as PIN number or other personal details. He also told that I might be aware that it is not possible to misuse debit card without PIN number. I hesitated to give him the details and told that the card was not with me at that time. Again, he called me the next day and informed that they wanted to dispatch the card that day itself due to the annual closing and asked the old card number and my present address for sending the new card. He appreciated my precaution and assured again that misuse of Debit Card without PIN number is not at all possible. This time his words convinced me and I gave him my Debit Card No & Address. Within few seconds I received an SMS in my mob stating that my new Debit Card has been dispatched through Speed Post. He then informed me that the reward points in my previous card was used and advised me to use it for doing online purchases. He told that he will send an SMS with the details of the reward points accumulated in my account. Immediately I got an SMS from my bank that contained One Time Password for paying Rs.9797.00 to EBAY from my debit card number given to him. I realized that it was an attempt to cheat me and got alert. He now more politely asked me to the ‘Code Number’ given at the end of the SMS so that he can credit the reward points for the new card in my account. I asked him why should I pay Rs.9,797/- to EBAY where as I have not made any online purchase and warned him of Police action for his cheating act. He now blackmailed me that they will cancel my all my debit cards and also impose a penalty of Rs.2, 700/- from my account as cancellation charge of the new card issued. As a precaution, I immediately blocked my Debit Card and luckily I have not suffered any loss. Immediately I lodged a Police Complaint at the local Police Station and also with the Commissioner of Police at Thiruvananthapuram because this group might have cheated a good number of public as the way they speak is same as that of Call Centre Executives and one may easily fall prey to their cheating tactics. But so far I have not heard anything from the Kerala Police about the action taken in this regard. May be they are too busy with the infamous scandals and may act only after a person got cheated in terms of lakhs and crores. I traced the mobile number of the caller and found that it was from New Delhi. I suspect that this is the work of a well organized group and the involvement of few black sheep from the bank’s cards division or some insurance companies cannot be ruled out as they were in possession of my detailed previous address at Thiruvananthapuram where I resided before 3 years. Moreover, I have not recorded the address of the rented house anywhere except for applying an ATM card from my bank and for obtaining Health Insurance from an insurance company. With the development of smart phone technology and the enormous increase in number of users using different APPs we became vulnerable to privacy intrusion and people getting access to our personal data becomes easy than earlier. Therefore, we should be more cautious while receiving calls from unknown persons and should never reveal crucial data such as Passwords, PIN Number etc under any circumstances. The law enforcing agencies should use the expertise of the Cyber Cell to bring the culprits under the clutches of law before many innocent people loss their hard earned money to the new breed of unscrupulous educated gang members. F1 tightens flag rules for qualifying

HOCkeNHeIM, JuLy 29 (ReuteRs): Formula One qualifying will be halted under "double-yellow" conditions starting during this weekend's German Grand Prix in a tightening of rules aimed at avoiding a repeat of the controversy surrounding Nico Rosberg's pole in Hungary. "The procedure now would be to simply red-flag any time that there's a double-waved yellow flag, then there will be no discussion," Charlie Whiting, the governing International Automobile Federation's (FIA) Formula One race director, told reporters at the Hockenheim circuit on Friday. "It will be done routinely if there's a double-waved yellow flag," he said. A spin for Fernando Alonso in the dying seconds of qualifying for the Hungarian Grand Prix brought out the doublewaved yellow flags, under

which rules say a driver must slow down significantly and be prepared to change direction or stop. Several drivers, most notably world champion Lewis Hamilton who came upon Alonso's McLaren lying stationary halfway across the track slowed down enough to hinder their laps. But Rosberg improved on the rapidly drying tarmac to snatch pole. The German was investigated by stewards but was cleared after they deemed he had slowed down enough. New DeLHI, JuLy 29 (PtI): "Disappointed" with India for not holding elections to form a new boxing federation despite specific deadlines, the International Boxing Association (AIBA) today set September 25 as the "final" cut-off for the country to have a new body. Responding to a PTI questionnaire on the deadlock that has hampered the sport's growth in India for the last four years, AIBA's Senior Corporate and Media Relations Manager Nicolas Jomard said the world body has cooperated with the country's officials so far but is disappointed with how things have panned out. "AIBA has being working towards having national federation elections as a matter of urgency and has offered regular support in this regard. We are dis-

appointed that the stakeholders have now decided to have postpone the elections until after the Olympics despite our specific deadline in advance of the Olympics," Jomard said. "Despite our disappointment with this ongoing situation we believe that the Indian boxing family have come a long way in resolving the domestic issues and we do not want to see this process fall at the final hurdle. On that basis we have agreed to this final extension (Sunday September 25th)," he added. Asked if India could face sanctions if the September 25 deadline is missed, Jomard said, "We won't comment on what has not yet happened but I guess it's quite clear that we want a new national federation by September 25." An ad-hoc committee has been administering the sport ever since missing election deadlines set by AIBA. The world body, however, made it clear that Indian boxers would not be stopped from competing under their national flag at the Olympics. "The Olympic games is an IOC event and hence Indian athletes will compete under their national flag," Jomard said.

The 28-year-old international, who was top scorer in Serie A last season, is third on the all-time transfer fee list behind Real Madrid's Gareth Bale and Cristiano Ronaldo. "I hope to repay the faith of the club’s directors and of course to demonstrate my value in the coming season with Juventus," he said. "The efforts to bring me here were truly humbling and it is up to me to show my worth to my new fans."
